Biti Rubbishes Chinamasa’s Budget, Calls It “A Joke”

By Terrence Mawawa| Former Finance Minister Tendai Biti has described the 2018 National Budget as a big yawn.

The budget was presented by Finance and Economic Planning Minister Patrick Chinamasa in Parliament yesterday.

Speaking in Harare today Biti said Zimbabwe was on a knife edge as a result Zanu PF’ s disastrous policies.

“Our country is on a knife-edge, my statement is not just a negative critique of what was presented yesterday but it seks to offer sustainable solutions.

The military coup was not the first one in this country, in 2008 JOC conducted a preemptive coup to prevent Tsvangirai from being sworn in as President of Zimbabwe.

Zimbabwe is facing a constitutional crisis, we have tanks on the streets and we are surviving in a new era so there is need to deflate this military party institution.

Our people are surviving on less than $0.35 a day and the budget does not address such fundamental issues,” said Biti

He added:”The projection of inflation is unrealistic. It is also hard to imagine where $5.1 billion will achieve-the only figures they will achieve are the expenditure figures, in fact they will surpass them.

If you think you can reform by firing 3739 youth officers when you have 20 000 ghost workers then you are joking.”

  1. Can Biti draw his own budget and which we can compare with the actual out turns at the end of the year. We need to see if he is as sharp as he would like us to believe. A budget is just an estimate. It depends on many variables coming true or not during the year. So sometimes it doesn’t matter how meticulous you try, you can get it right or wrong. e.g. a disaster can happen that may need unbudgeted for resources, commodity prices may increase beyond what was forecasted, growth may actually turn out to be better. Every economist will have done it slightly differently, hence Biti’s rant without proffering his own budget which we can hold him to at the end of the budget period is not only ingenious, but playing to the gallery. Since there is no other budget, its difficult to compare it, save to just say its sensible and seeks to put in place the basic requirements for a functioning economy.

  2. There is nothing wrong for Biti criticizing the budget, that’s democracy. He has a right to see differently and to air his views in a a democratic perspective. Why should everyone agree even if they see something wrong in something. This is constructive criticism which will make the minister to be on his toes rather than to be complacent and for him to think he is doing great when in actual fact it’s half baked a job. This guy Biti has been a finance minister so he knows what he is talking about. Chinamasa needs to be practical and tell us where he is going to get the money to overcome the cash crisis in the country. We can not be fooled that he will import cash and believe that. Retrenching a few unlucky fellows and retiring a few old civil servants is not going to save a great deal. In fact the whole bunch of failed and old ministers should be the ones to be retired.

  4. But Chinamasa’s budget seemed reasonable from someone with economics background. There is no substance in his criticism except waffling. If the budget is implemented couple with the return of externalized billions Zim will be on the right path to recovery.

  5. Yes Biti this is not the time to criticize but you must wait for your turn and if your party plays its cards right then in 8months time maybe just maybe you will be in that position.

  6. Biti must shut up. he cannot enjoy criticising Chinamasa when Chinamasa is doing something. Biti was invited into govt and he declined fearing his Tsvangirai. It is therefore not honest for him to be criticising a man who is there who agreed to provide service iye akaramba. SHut up Biti. You thought your MDCT should be bigger than the country . When called upon to help rescue the country you declined. Rega Chinamasa aite zvaanokwanise You do not qualify to criticise him
