Chinamasa Has No Mandate To Present The Zimbabwean Budget

By Paul Nyathi | The Zimbabwe Congress of Trade Unions (ZCTU) says that Finance Minister Patrick Chinamasa does not have the mandate to present the country’s budget.

The labour movement’s National President Peter Mutasa said this on Tuesday afternoon when he made the labour sector’s contribution at the National People’s Convention Budget review seminar in Harare.

Mutasa said that Chinamasa is no longer legit person to speak on the country’s finances as he is also one of the so called wanted criminals who looted state resources during the reign of former President Robert Mugabe.

“As labour we can not recognise this budget as Chinamasa does not have the mandate to present the budget,” he said.

“Chinamasa has continuously presided over the looting of state resources and as labour we have taken a stance that he can not continue directing on the administration of the country’s resources,” he said.

Mutasa further insisted that President Emerson Mnangagwa also equally lacked the mandate to lead the country and the labour union does not recognise him.

“Emerson Dambudzo Mnangagwa does not have the mandate to run the country too,” said Mutasa.

He said that the labour union does not recognise the way Mnangagwa ascended to the presidency of the country.

Mutasa went further to call on Zimbabweans to reject the budget as it did not speak to the issues of the ordinary Zimbabwean but sort to please foreign powers.

“Chinamasa’s budget does not resonate to issues of the average Zimbabwe but speaks to the Americans and the British to come and reap into the country,” he said.

“We must come together as Zimbabweans and reject this budget collectively and tell Chinamasa to take his budget with him to the Americans,” he said.

“This budget does not speak to the issues of the poor people of Zimbabwe, it does not address the need of moving the informal sector to formal and create employment of ordinary Zimbabweans in the streets,” said Mutasa.

About four hundred delegates from the country’s civil society and churches attended the one day indaba which analysed the 2018 budget in order to present a civil society position paper to Chinamasa and Mnangagwa on the budget.

  1. The people at any time can choose to remove a leader they no longer want and as long as it is a people project which is evident to everyone then no single person or group of persons can then decide on the correctness of the people’s choice.

    Since Independence Zimbabwe has never witnessed such a peaceful and a demographically well represented participation. Everyone joined the march on their choice. This was followed by the resignation of the former President and appointment of the new President by the party that had sponsored the former President. This is as it should be according to the Zim Constitution. Now how does Mutasa dismiss a President and minister appointed in terms the law as having no mandate? How can he choose such strong words which not only expose him but also demonstrates his ignorance of the law. Does he expect the country to run without an executive. President Munangagwa only chose to complete President Mugabe’s term and given the short time there was no need to even consider an inclusive government. Having been re-appointed to the NSSA board by Zhuwao after being dismissed by Mupfumira who is back in government, I hope this is not factional myopia.

    After labouring the mandate mantra Mutasa goes on to comment on the same budget suggesting that the informal sector must drive this economy. Again demonstrating his intellectual bankruptcy. How d you run a country on illegal activities. it is surprising that a person whose role is to represent labour chose to see everything bad about policies set out to create jobs. Economic income is a key driver of economic activity.

    Nobody is legitimate in Zim if we talk of absolutes.

    Mugabe was not legit
    Mnangagwa not legit
    Chinamasa not legit
    This Mutasa guy is not legit either.

    But this is Zimbabwe and these people are all that we have got. When we get a vote, The voter will vote for the worst of the lot making that person legit but wrong.

    So what is the solution. Mnangagwa is not going to go anywhere now till he dies or is forced to sign a resignation document written by some other person with a vested interest

  4. Mutasa don’t seek relevance. You are saying “we” iwe nani speak for yourself. Majaira kuvuraya nyika samadzitateguru enyu.. unofunga kuti nyika irikufamba chete kana iwe nehama dzako muchitonga. Kana une evidence why not come forward and provide it for him to be arrested. Ho wakaona Tsvangirai akaita rise in politics through trade union ukati regai ndizame noto. Hatidi vanhu vanotiurayira nyika yedu isu, if you have nothing to contribute for this country enda kumba kwako unobikirwa sadza nemukadzi wako

  5. Ask the man on the street. People are happy with their president and his performance. Peter Mutasa just because he has access to the press does not become spokesperson of the people My very own old parents see wonderful things from the president. For them the number one thing Munangagwa presidency is offering is the president said he wants to bring back all zimbabweans. Its a very big plus people want their children back in the country. Vana Tsvangirai what do they have to offer that is tangible. I just talked to one very old person who told me This president is working very hard to improve the country. Mbavha have been arrested and Mapurisa anonetsa vanhu nekubira vanhu have stopped. Opposition has a tall order. These reports of soldiers harassing anybody are lies.Rural zimbabe has always been a zanupf stronghold. Zimeye can try its munangagwa this Munangagwa that hakuna.. The very urban MDC voters are the ones praising this president
