Chickens have come home to roost. The cash-strapped ZANU-PF government has finally succumbed to its inevitable failure and has predictably decided to re-introduce the Zimbabwe dollar in the midst of an unprecedended liquidity crisis in the recent history of Zimbabwe.
This decision has been muted by the RBZ with the hope of easing the liquidity crisis that is engulfing the economy. The RBZ will mint Z$2, Z$5, Z$10, Z$20 Bond Notes which are at parity with tthe US dollar. In addition, the Central Bank will convert 40% of all new US dollar receipts into South African Rands. The bank has with immediate effect introduced restrictive measures on all imports.
To disguise the fact of the return of the Zim dollar, the RBZ says the Zim Bond Notes will be backed by a previous US$200 million dollar Afrexim bank loan facility. This is hogwash. If the intention is to increase liquidity, why not simply release the US$200 million into the banking system?
Zimbabweans are kissing good-bye to the last vestiges of macro-economic stability. It is very crystal clear that government is warming its printing press at Fidelity Printers. History repeats itself. Zimbabwe has back slided to its 2008 economic comatosse position again.
These are the consequences of a stolen election, corruption, illicit financial outflows, lack of fiscal discipline, externalization, a growing public debt and the decimation of production. The much touted Zim- Asset has been a monumental failure. The economy cannot be rigged. Confidence is at its lowest level.
Very soon government will start printing money again. There will be a run down on deposits followed by capital flight.
Yet, we as the MDC -T had issued a warning as far back as January 2016 that the naive act of repaying the US$1.8 billion dollar debt to the IMF, World Bank and AfDB in three months would paralyize the economy. Now this has happened because the clueless government does not heed wise counsel. They put a death signature on the economy at Lima, Peru in April 2015.
The next looming disaster is that government will not be able to pay salaries and other tranfers in May 2016. Faced with this crisis, government is likely going to completely de-dollarize by December 2016. This will plunge Zimbabwe back to the era of hyperinflation.
Zimbabwe needs a new beginning. The only feasible thing to do in order to exit the economic crisis is to dissolve government and parliament now and call for fresh elections to save any residual value of the battered economy. These elections should be preceded by electoral reforms and supervised by SADC, the AU and the UN.
If free and fair, these elections will be won by the MDC-T which has got a program to restore international and national confidence, open the economy to investment, stimulate production, create jobs, fight rampant corruption and transform the economy in order to uplift the living standards of all Zimbabweans.

Harare City Council Fires Town Clerk | BREAKING NEWS
The Harare city on Thursday, gave in to Zanu PF political commissar and Local Government Minister Savior Kasukwere’s directive of reversing the appointment of the new Town Clerk James Mushore which had been resisted by Harare Mayor Bernard Manyenyeni.
Last week Kasukuwere suspended Manyenyeni over the appointment of Mushore.
The MDC-T Mayor had given the former banker an employment contract following a resolution which was made by yet another full council meeting.
Kasukuwere argued that the appointment of Mushore was fraudulent and used his political muscles to reverse the development.
At a full council meeting held at the Town House, councillors resolved to suspend Mushore and call for a review of the entire former banker’s interview process.
“The Resolution made by the Councillors in Harare is that Mr James Mushore, the man who was recruited by suspended Mayor Bernard Manyenyeni to be the Town Clerk should stop reporting for work until the legality of his recruited is finalised in the courts of law. And he shall not have any benefits from the council. In terms of procedure, the names of Mushore and others shortlisted to be in line to succeed Tendai Mahachi as Harare City Council Town Clerk were supposed to be submitted to the Local Government Board (LGB) alongside, the advertisement that the shortlisted candidates responded to,” read part of the councillors’ resolutions.”
Reuben Barwe’s Wife Dies
The Zimbabwe Broadcasting Corporation s chief correspondent Rueben Barwe’s wife, Ellen, has died.
Mrs Barwe died in Harare on Tuesday.
Mrs Barwe succumbed to kidney failure at Avenues Clinic and will be buried on Thursday at Warren Hills cemetery.
The ZBC staff led by board chairman Father Gibson Munyoro visited the Barwe residence in Belvedere to console the family.
ZBC acting chief executive officer Patrick Mavhura described the death of Mrs Barwe as a big blow to the Barwe family, the ZBC and nation at large, adding that the corporation will do its best to support Rueben in this time of grief.
The Minister of Information, Media and Broadcasting Services Dr Christopher Mushowe consoled Rueben Barwe and urged him to derive strength from God.
Family spokesperson Kudakwashe Mabutsu says the body of the late Mrs Barwe will lie in state at the family home in Belvedere and will be buried at Warren Hills cemetery this Thursday.

Mliswa “Political Party” Announcement Hint
Former Zanu PF Mash West Chairman Temba Mliswa, says he will turn his Youth Advocacy for Reform and Democracy (Yard) into a political party.
Mliswa, who when he launched his organisation last year October, promised it would only be a pressure group (SEE VIDEO BELOW), has announced he will turn it into a fully-fledged opposition political party, if the existing parties fail to accommodate youths.
Mliswa was quoted by the Daily News yesterday, lamenting the failure by political parties to embrace the youth, whom he said are the country’s future leaders.
“…our structures are going pretty well, we are in all the provinces in the country, all the admin districts in the country and all the constituencies in the country…And when the parties fail to accommodate the youth,…this is not a threat, this is the truth, Yard will turn into a party.
“If the parties don’t accommodate them at this point in time, it will turn into a party because they have been forced to do that.”
He said Yard, which was officially launched in November last year, fights for reform and democracy, further reiterating the need by political parties to involve the youth in their programmes.
He said his organisation is aimed at building the nation.
“We therefore appeal to the political parties to give a position on their policies pertaining to the youth. How many of the 210 constituencies will be put aside for the youth? That’s what we want in simple terms,” he said, further asking Zanu PF, MDC, Mavambo/Kusile/Dawn, NCA, Zapu and People’s Democratic Party to clearly state the number of seats they would reserve for the youth.
Mliswa, who has just returned from South Africa where he attended the Julius Malema-led opposition political party Economic Freedom Fighters’ local elections manifesto launch, said he was under pressure to form a political party because 90 percent of the youth were non-aligned.
“I have been under pressure to create a party for the youth, which we believe that come 2018, we are not looking at taking over if there was ever a party to be formed, but the youths believe that there could be at least a 15 to 20 percent of the seats,” he said.
Mliswa added that the Zimbabwean situation is worrying because the youth constitute the majority of the population but little space has been created for them to contribute effectively in the process of national building.- Daily News/ZimEye

Mnangagwa Okays Quail Farming
Zimbabwe’s Vice President Emmerson Mnangagwa has approved quail farming saying that people are free to raise their own birds for sale.
Speaking during a question and answer parliamentary session, Mnangagwa defended controversial Environment Minister Oppah Muchinguri-Kashiri who last week banned quail farming.
ZimEye.com readers have attacked Minister Kashiri saying she is not sensitive to the needs of the nation’s struggling masses.
But addressing questions fired by MDC-T legislator for Kuwadzana Nelson Chamisa, Mnangagwa said government to the contrary approves quail farming.
“There is no policy that is publicised only through the media,” Mnangagwa quipped in saying.
“Government policy is in written form,” he added.
He continued saying, “What he (Chamisa) has not understood is that there are two types of quail birds. There are those that are allowed in this country and those who domesticate them and sell the birds are doing it illegally.
“Members of parliament can also engage in such projects but what is not allowed and was not understood by the honourable member is that there were others who are moving around the wild life taking away the wild birds’ eggs, we are not happy about that.
“There is a way of rearing quail birds commercially, carrying out your quail birds’ project and selling to hotels, but we do not allow people to poach quail birds in the National Parks.
“That is the issue, so we are simply making everyone aware so that our nation develops. There is no policy that has been put in place in Zimbabwe that quail birds’ projects are not allowed. The birds are very delicious, we enjoy the quail birds.”

The return of the Zimbabwean dollar marks the gross admission by this regime that it has failed and failed in absolute terms and that it will drag every one along in the plunge to abyss that now awaits this economy.
It is a cynical ,disrespectful and contemptuous move that has absolutely no logic ,sense or justification on any rational ground whatsoever .
A national currency at the end of the day is a relationship that captures the country s productive capacity.It reflects a country s out put and the strength ,quantity and quality of its real economy.
Indeed in the narrow sense the currency is no more a reflection of the interface between a country s exports and its imports.In short ,a country s currency is easily a reflection of its current account or trade position.
Thus countries with strong economies that export a ;lot and therefore enjoy trade surpluses will tend to have strong and stable currencies .
This is the reality of modern day currencies that are no longer backed by gold reserves since the seventies.
In this regard to the extent that Zimbabwe s productive capacity is near to zero ,it can not afford as yet to bring back its currency.
Since 2012 GDP growth has been on a down ward spiral with growth in 2015 standing at -1,8 % and -3.8% in 2016.
In this same period capacity utilization has collapsed to 15 % of 2013 levels whilst the economy has witnessed massive deindustrialization.
The same period has also seen more than 6000 companies shut down and at least 300 000 workers losing their jobs.
That output has collapsed is reflected in the trade account,where the current account deficit ,even by conservative IMF estimates now stands at -15.2 % of GDP in 2014 and a projected -10.3 % in 2015.
Zimbabwe is effectively a supermarket economy consuming goods produced in other countries.In 2014 its exports were $3.7 billion against imports of $6,3 billion.2015 was no better.Exports were $3.2 billion against imports of $6 ,03 billion.
The bottom line is that Zimbabwe does not have the requisite export base to support a currency.More accurately the country simply does not have a trade balance to even think of bringing the Zimbabwean dollar.
Any currency too needs credible reserves financing the balance of payment to back it.Zimbabwe has a mere $303 million in reserve being amounts left in reserve as SDRs by the inclusive government .That amount represents a mere four weeks of import cover.
But a currency is a measure and indicator of the existence or otherwise of a social contract.A currency reflects in part the respect and confidence that the citizen has in the state or government.
In this regard countries with contested legitimacy tend to suffer invariable currency collapses.An abused citizen simply rejects the authority of the state and the local currency becomes an immediate causality.
The Zimbabwean dollar suffered this fate in 2007.The Zimbabwean public displayed its loss of affection and belief in the Government by ejectment of the dollar.Similar delegitimization has occurred across the globe particularly in Latin American banana republics including Argentina.
The Zimbabwean citizen long ago jettisoned this regime and its currency.It will not accept this new dollar just like it rejected the old dollar.
Indeed the reintroduction of the dollar will have cataleptic consequences to the remaining constructs of Zimbabwe s pseudo economy.
It is a decision that will see many of the remaining companies reach breaking point and simply shut down.Few are prepared to relive the nightmare of the melt down period of 2007 and 2008.
The move will also engineer a fresh wave of externalization ,under banking ,tax avoidance and evasion.
When ever States cross the line and act illegally ,even if within the law the citizen s innocent activities become criminalized.Rule by the law does not work and simply invites breach.The citizen disengages and reorganizes its affairs to protect itself.
The directive that forty percent of bank deposits starting from 5 May will now be converted to the South African Rand is blatantly unconstitutional and must be challenged in the courts.
It amounts to a devaluation of the US dollar by at least 20 % in real terms given the volatility of the rand.
The move will leave a desperate work force already hit with low disposable income further impoverished.
The return of the Zimbabwean dollar is thus a stark reminder that this is a rogue regime that can not be trusted and is not capable of reform.
The hope is that those ,who have been running around like headless chickens ,flaunting their skirts and high heels batting for this regime ,must take a deep breath and make a strategic retreat.
Perhaps the burning question of the day ,is why has the regime embarked on such a bizarre reckless act.
The answer is that the regime has run out of options .
It has basically run out of cash .It faces huge fiscal pressures and a ballooning budget deficit that it has so far financed through the issuance of toxic treasury bills,which have now reached a saturation point.
The regime is failing to cover recurrent expenditure and has accumulated huge domestic arrears from 2015 ,including unpaid pensions and bonuses.
More decisively the regime has created a huge gap in RTGS balances that have been raided at the Central Bank.That gap is the real cause of the current cash crises.
Reintroducing the Zimbabwe dollar will allow the responsible thieves to monetize this gap in the new Zimbabwean dollar.
Reintroducing the dollar will also allow ZANU elites ,including the first family ,who are drowning in domestic debt to clean their balance sheets using both the Zim dollar ,a feat that ZAMCO is failing to do effectively .
Besides with an election less than twenty months away,ZANU desperately needs resources to monetize and actualize its insatiable election promises.
So once again a country s fate and direction founds itself held to ransom by the short term interests of a narrow rogue element supported by a selfish sect of imperial Europe .
This time around ,it is time for the citizen to be angry.
Govt Blows $2mil on War Vets Posh 3Hr Meeting
THE cash-strapped government last month blew $2 million to fund President Robert Mugabe’s three-hour meeting with war veterans at a time Treasury owed over $23 million in school fees for the former freedom fighters’ children, it has emerged.
Initially, the indaba, held on April 7 at City Sports Centre in Harare, had been allocated $250 000, but the bill mysteriously ballooned to $2 million.
War Veterans minister Tshinga Dube told journalists in Harare yesterday that his ministry had to divert part of the $6 million reserved for school fees to bankroll the indaba on the understanding that Treasury would reimburse the money soon after the meeting.
“We were allocated $6 million by the Ministry of Finance to meet school fees needs for our members and due to financial problems, Treasury allowed us a bit of money from that allocation and it is from that money that we took $2 million to fund the indaba,” he said.
Dube said the $2 million was spent on accommodation, transport, decorations and food for the nearly 10 000 participants at the meeting.
Dube said Finance minister Patrick Chinamasa had committed to reimburse the $2 million into the school fees fund soon after the meeting, but was yet to do so.
“We know he is going to make it so that we will be able to meet our fees obligations as directed by President Mugabe. We trust the minister when he says he will pay,” he said.
Dube said the $6 million allocation was meant for the 2016 first term fees, adding it was not sufficient to meet fees of the over 22 500 applicants catered for by the ministry.
He also said government owed schools $23 million in unpaid school fees for children of war veterans stretching over the past three years.
The minister said he was faced with a herculean task after war collaborators and detainees were also directed to his ministry yet resources had been slow to come his way.
Dube said he expected membership numbers to climb to nearly 700 000 including former detainees, which would likely cost government nearly $2 billion in welfare and compensation issues.
He further questioned the age of some of the war collaborators with indications that some of them were just 40 years old, 36 years after independence.
“It would mean they were collaborators at the age of three or four years, and if you raise these issues, you are told all kinds of politics,” Dube said.
At the indaba, war veterans made several demands including tax exemptions, allocation of 10 % shares of companies in the ongoing indigenisation drive and the expulsion of Zanu PF national commissar Saviour Kasukuwere.
Dube said his ministry was only able to deal with the welfare of its members, while the other issues would be directed to line ministries for them to be addressed.
“The issue of the commissariat is a party issue and leaders of the party were there and heard what was discussed. What we are going to do is prepare a report and forward it to relevant ministries and the party… I am sure something is being done about the issues that were raised at the indaba, which include lands and mines,” he said.
So far, Dube said, his ministry had processed school fees applications for 8 300 pupils and disbursed $2,5 million. He said the ministry would disburse fees for another
7 000 pupils by the end of today as he comes under increasing pressure from parents and pupils who want their fees paid. newsda

By Dr. Masimba Mavaza| In international human rights law, a forced disappearance (or enforced disappearance) occurs when a person is secretly abducted or imprisoned by a state or political organization or by a third party with the authorization, support, or acquiescence of a state or political organization, followed by a refusal to acknowledge the person’s fate and whereabouts, with the intent of placing the victim outside the protection of the law.[1]
According to the Rome Statute of the International Criminal Court, which came into force on 1 July 2002, when committed as part of a widespread or systematic attack directed at any civilian population, a “forced disappearance” qualifies as a crime against humanity and, thus, is not subject to a statute of limitations. On 20 December 2006, the United Nations General Assembly adopted the International Convention for the Protection of All Persons from Enforced Disappearance.
Often forced disappearance implies murder. The victim in such a case is abducted, illegally detained and often tortured during interrogation; killed, and the body hidden. Typically, a murder will be surreptitious, with the corpse disposed of to escape discovery, so that the person appears to have merely vanished. The person committing the murder has deniability, as nobody provides evidence of the victim’s death.
“Disappearing” political rivals is also a way for regimes to engender feelings of complicity in populations. That is: the difficulty of publicly fighting a government which murders in secret can result in widespread pretense that everything is normal.
In every abduction, the abducted must have caused a danger to the authority. Must hold serious information which will be dangerous if it is in wrong hands. The abducted must be a serious threat to the authorities. Most abductions are done during the war or near election times. This then brings us to a very important question.
What danger was Itai Dzamara pausing to the government and its people? Would Itai Dzamara be such in a position to cause headache to the system? Would he be such important more than bigger fools like honourable Job Sikhala or Morgan Tsvangirai himself? What would a government achieve by abducting a useless silent lunatic in a park holding a placard?
Itai was not in anyway a threat to as much as a fly. He could not have been abducted by the government. Zimbabweans did not know Itai until the so called abduction. Itai was a failed little journalist who was engaged in the park politics. Probably so mentally bankrupt that his office was the park.
His disappearance raised his profile. The strategy was to be abducted by himself and blame the government; Get publicity help the family with the money which will be realised from the gullible charities and declining political parties who choose to gain ground on the poor soul. To make the plan work the brother has to be romped in to give a face to the drama. This stupidity got a lot of buyers so the nation became confused.
The Reality is the issues surrounding Dzamaras disappearance is a fallacy and a farce. The government of Zimbabwe had neither will zeal nor reason to abduct a useless activist.
Dzamara has become a fund raising name with badges bearing his name being sold and scarfs T shirts all on sale. He has become a campaigning strategy and the idiots in the opposition have gladly grabbed the campaigning opportunity. This issue is now a dog’s breakfast

Corpse Rots as Relatives Disappear with Govt Funeral Cash
THE body of an unidentified man, who was killed in a fatal road accident along the Kwekwe-Gweru Highway when a Pfochez bus was involved in a head-on collision with a commuter omnibus on March 3, is still lying uncollected at Kwekwe General Hospital.
Two months after the accident which claimed 31 lives, police have not yet identified the deceased and no one has come forward to claim the dismembered body which is now reportedly decomposing.
The deceased is also now subject of an investigation as police were hunting for a con artist who duped government of $429 in funeral assistance money.
National police spokesperson Senior Assistant Commissioner Charity Charamba yesterday said: “I am not sure of the current status, but what I know is that there was a body that was not collected after suspected relatives who collected funeral assistance from government disappeared with the money.”
A con artist, who identified himself as Norbert Majoni, allegedly duped a police officer and processed a form which is used to facilitate the registration of deaths with the Register-General’s Office.
Constable Romilio allegedly unprocedurally processed the forms without viewing the alleged con artist’s identification particulars.
Investigations by NewsDay revealed that Majoni allegedly used an expired passport registered in the name of Shepard Paradza. On March 9, the suspect then approached the Kwekwe district administrator’s offices and claimed $429 for funeral assistance.
After collecting the money, he allegedly disappeared and police have since launched a manhunt for him.
A source at the mortuary told NewsDay the body of the deceased had turned green and could get worse if police do not move in to identify the deceased through fingerprints.
“I think unless this person is identified by name we are going to have him here for a long time because nobody has claimed the body,” said the source. -Newsday
Dokora Supports Child Sex Abuse, Child Marriages | LETTERS
Education Minister Lazarus Dokora who is a Muslim, has made history becoming the first cabinet minister to open the door for child sex abuse. Dokora has used his authority to block all access to assistance for child-victims of sexual abuse, as also confirmed by his office.
Below is a letter of complaint by an NGO, TaLI whose work Dokora stopped:
Minister Dokora has been a very interesting character ever since he became the minister of Primary and Secondary Education in 2013, and I am happy that his actions have begun to irritate everyone including the 85% of Zimbabweans who are Christian, and when he started pounding on our activities for human rights, accountability and governance early 2014, we should have turned to the masses for this help.
Dokora started this behaviour as soon as he became minister way back in 2013, when he crafted a stop on organisations like TaLI from operating in schools in Zimbabwe. He revoked all the authority from the Education Provincial Offices for allowing Empowerment clubs that we ran to his Head Office where nothing moves, where for instance as TaLI we spent the whole of 2014 visiting the Primary and Secondary School Head Offices where we would not get clearance but be moved from one office to the other, while wasting resources.
So now him removing Scripture Union is also painful for me, but this is the height of struggle that us NGOs have endured in this country to just have the young people enjoy their right to comprehensive sexual reproductive health and their other rights.
Dokora has removed NGOs in schools which were equipping young people with reproductive health knowledge, thus making them more vulnerable to early pregnancies, and diseases including STIS, and HIV.
I remember at one meeting with one of the Perm Secs at his offices we were told that, NGOs are not a priority right now, we need schools to be built, and yet we have thousands of girls dropping out of school because of early pregrances and child marriages because they do not have information! I stand with the Christians in Zimbabwe in demanding and upholding their Constitutional Right to belong to groups of their choices during the School Clubs which provides a pluralistic environment.
It may be said that the Minister has for a long time been trampling upon the rights of children by refusing them Human Rights Information through the banning of NGOs in Schools, to now refusing them Scripture Union. This is the same guy who also introduced exam fees to children for Grade 7 which has never been heard of. Again as Zimbabweans, I do hope that we realise everytime someone stands up and brings an issue that needs all of our voices, we do not select issues.
In 2014 we sent out a press release to complain about children being charged grade 7 exam fees and we hoped all had spoken with one voice. I see all this behavior and constraints introduced by the minister not as constructive and building the character and morals of our children, which Zimbabwean education has been known for, but as destructive and highly retrogressive.

Zimbabwe Hospitals Collapse, Minister in Sos
Zimbabwe’s health care institutions are faced with total collapse amid latest frightening revelations that the Ministry of Health and Child Care has run out of funding to procure drugs and other sundries.
The Health Ministry is appealing for an urgent release of funds from the Ministry of Finance for the procurement of drugs and other sundries amid revelations that public health institutions were struggling to cope with the increasing burden of care. Health and Child Care Minister Dr David Parirenyatwa made these revelations after visiting several district and provincial hospitals dotted across the country to assess the state of affairs.
Dr Parirenyatwa said while his nationwide tours showed dedication by staff in health institutions to their work despite the challenges they continue to face, there was an urgent need for Treasury to release funds to address some of the challenges faced by the hospitals.
“There is a huge shortage of drugs in the country, across the board and that is an urgent matter that we are seeing our Minister of Finance about, we cannot continue to go on like that,” said Dr Parirenyatwa.
“Most of the essential drugs are out of stock and the list grows as you go from district, provincial and to referral hospitals. That shortage is there and as a ministry it concerns us that Government should do something urgent about it and that something is through the Minister of Finance,” said Dr Parirenyatwa. In a separate interview, Health and Child Care acting permanent secretary Dr Gibson Mhlanga said Government has failed to procure drugs and sundries since the beginning of the year.
He said while a total of about $3,5 million was approved for drugs and sundries in the 2016 National Budget only $1 million has so far been disbursed for all public hospitals in the country.
He said the disbursed $1 million is supposed to cater for medicines, patients’ food, utility bills and other hospital requirements. “Let it also be noted that this $1 million disbursement will not only cater for drugs and sundries, but it’s the total disbursement towards hospital operations, which include food for patients, electricity, water and other hospital bills,” he said.
Dr Mhlanga said the $1 million disbursed is also still inaccessible hence no procurement of medicines has so far taken place. “No procurement of medicines has so far taken place because no cash has been released,” he said.
In total, Treasury approved a total budget of $11 million for hospital operations from which about $3,5 million is for medicines and sundries. The budget for medicines account for 32 percent of the total budget allocated to hospitals.
Dr Mhlanga said given the current scenario, it was then difficult for hospitals to manage the current demand of care. He said institutions have resorted to using cash raised from fees billed to patients after receiving medical attention while others were getting medicines on credit from suppliers.
“The little that they collect from services rendered is used to buy drugs, food for patients and other costs,” said Dr Mhlanga. Village Chief Bans Tsvangirai Meetings,Threatens Villagers With Goat Fine
Terrence Mawawa, Gutu | A Gutu based village chief has imposed an immediate ban on Movement for Democratic Change (MDC) meetings in his area, threatening that a goat fine will be imposed on villagers who attend the opposition party’s meetings.
The threats were made by Acting Chief Makore Jestia Muzenda, a week after MDC leader Morgan Tsvangirai addressed a rally at Man’a Business Centre ,ward 27 in Gutu South Constituency.
“You will not hold any meetings -including funerals ,memorials or weddings in the absence of my aides. If you hold any meeting without their knowledge then your kraal head will be fired. I am making it very clear that no one should attend MDC gatherings in my area,” said chief Muzenda.
Muzenda also summoned kraal heads under his jurisdiction to his homestead where he instructed them to surrender the names of known opposition party supporters.
He also ordered all kraal heads in the area to refuse to sanction MDC meetings, a constitutional responsibility of the Zimbabwe Republic Police, accusing Tsvangirai of holding the Man’a rally without notifying him.
Traditional leaders have in the past played a leading role in campaigning for Zanu PF and have at times resorted to the intimidation and harassment of opposition party supporters.
Muzenda also threatened that there would be dire consequences for all kraal heads who fail to show allegiance to Zanu PF which he said would include the relinquishing of their positions.

Sanction Kuwait for Human Trafficking – Chinotimba
Buhera South MP Joseph Chinotimba (Zanu PF) yesterday called for the sanctioning of the government of Kuwait, during a debate in the National Assembly.
Chinotimba made the call to punish Kuwait because it had allowed its citizens, to enslave over 200 Zimbabwean women trafficked to the Middle East country after being promised lucrative jobs.
Raising a point of order in the National Assembly, Chinotimba said Kuwait should be charged a substantial amount of money for exposing Zimbabwean women to “slavery and inhuman treatment” through human trafficking.
“Mr Speaker, I raise a point of order, I wanted to find out if there is anything that can be done by our government to charge the Kuwaiti government for slavery of our girls. I say so because we need them to be held accountable. They must compensate for the slavery our girls were subjected to,” Chinotimba said, amid murmurings of disapproval from the opposition MDC-T legislators.
The legislator added: “These people (MDC-T MPs) are making noise, Mr Speaker, because they don’t understand what I am talking about. These are matters of life and the future of some people. I have read somewhere that Britain was sometime back made to pay by Kenya for such crimes. Can we also not make them (Kuwaiti government) pay for these crimes?”
This came as parliamentarians were applauding Speaker of the National Assembly Jacob Mudenda for leading a delegation to Kuwait where they rescued 32 of the estimated 200 Zimbabwean women stranded in the Middle East country.
Meanwhile, the Parliamentary Portfolio Committee on Finance and Economic Development, chaired by David Chapfika, yesterday presented its report on the proposed Special Economic Zones Bill. The committee recommended that companies that will operate under the special economic zones would be exempted from complying with the country’s labour and indigenisation laws.
But this was shot down by opposition MPs who said the provision would expose workers to abuse by their employers.

Police Back Grace Mugabe’s G-40 Land Barons
Harare city council official has said that the Zimbabwe Republic Police were selectively assisting them in the destruction of houses belonging to certain sections of the society which would have been constructed on illegal sites, in the capital.
War veterans and known Zanu PF land baron are responsible for parceling out pieces of land for housing construction to desperate home seekers, and these are the houses which the Harare city council is in a spate of demolishing.
These houses are being built on wetlands, and reserved recreational areas.
The demolitions have been politicised with those Zanu PF land barons linked to either the ousted former Vice President Joice Mujuru or the Vice President Emerson Mnangagwa factions being at the receiving end.
At one point early this year, Local Government Minister Saviour Kasukuwere blocked the Harare city council from demolishing an “illegal” settlement belonging to President Robert Mugabe’s business partner Billy Rautenbach.
Kasukuwere is a key member of the Grace Mugabe’s G-40 faction which is fighting against Vice President Emerson Mnangagwa in the fierce Zanu PF succession discourse.
“The Zimbabwe Republic Police have not been assisting us in this regard, and we have been exposed to beatings by the violent public who would have been found wanting,” Booker Masasi, the city of Harare’s land management and development manager told delegates attending a property rights workshop which was organised by Friedrich Naumann Stiftung (FNF), National Association of Non Governmental Organisations (NANGO), and Coalition for Market and Liberal Solutions (COMALISO) in on Wednesday in Harare.
“We have had our municipal officers being stoned by the public who have become violent. We have an example of a certain person who was trying to erect a base station at an undesignated site in Borrowdale, when went there to stop him he fired seven bullets in the air”.

RBZ Introduces Bond Notes to Fix Cash Shortages
Zimbabwe will introduce local “bond notes” and impose limits on daily bank withdrawals as part of measures to ease an acute cash shortage in the country, central bank governor John Mangudya said on Wednesday.
The “bond notes” will be backed by the same $200 million Africa Export Import Bank (AFREXIM) facility used for the bond coins already in circulation and will be introduced in over two months time, Mangudya said.
Daily withdrawals will now be limited to a maximum of $1,000, Euro 1,000 and R20,000. Withdrawal limits were set at $10,000 in January when cash shortages first emerged on the market.
Mangudya has also announced that, with effect from May 5, 40 percent of all new US dollar receipts will be converted to rand, “in order to restore and promote the wide usage of currencies in the multicurrency basket.”
Zimbabwe is facing a worsening cash crunch over recent weeks, as a widening deficit and a stronger US dollar weigh on the economy.
The bond notes will be in denominations of $2, $5, $10 and $20.
The southern African country’s trade deficit has widened from an average of $400 million 10 years ago to $2,5 billion in 2015.
It ditched its hyperinflation-ravaged currency in 2009 for a multi-currency system largely anchored on the US dollar, and Mangudya ruled out its, saying the fundamentals are not right. However, the step has left the RBZ unable to manage liquidity through printing money.
Mangudya also announced a priority list to guide banks in making foreign currency payments, with the highest priority being given to imports of critical and strategic goods such as basic food stuffs and fuel, health and agro chemicals that are not available locally.
“This policy stance will ensure that the available foreign exchange resources are efficiently appropriated towards those sectors of the economy with capacity to generate the much needed liquidity to fund the economy’s foreign payments,” he said.
Second priority will be given to bank clients in the productive sector who engage in critical and strategic imports.
Payments to foreign universities and colleges as well as other borrowing clients engaged in the importation of non-strategic goods are at the bottom of the list.
Capital remittances from disposal of local property, funding of offshore credit cards and payments for non-commercial vehicles have been categorized as non-priority items.
In order to restore and promote the wide usage of currencies in the multi-currency basket Mangudya said with effect from May 5, 40 percent of all new US dollar receipts will be converted to the South African rand at the official exchange rate.
The latest measures show how limited the RBZ’s options are now without the use of printing money as a monetary policy tool.
Earlier on Wednesday, Finance Minister Patrick Chinamasa told Parliament that a combination of the fall of the Rand in South Africa, Zimbabwe’s main trading partner, the high cost of production, and Zimbabwe’s trade deficit was behind the cash crunch. The government believes increasing Rand usage will help ease shortages.
“In 2013 currencies which were circulating InZimbabwe were something like 60 percent USD and 40 percent South AfricanRand. Progressively the South African Rand circulating in our economyhas declined to virtually zero. Now thatincreased the demand on the USD. We are using the USD to financedomestic transactions paying wages, buying tomatoes,” Chinamasa said.
“What we are trying to redress now is that the dominance of the USD which is making our economy a uni-currency regime and not a multi-currencyregime must be redressed.”
Chinamasa conceded that cash shortages would remain as long as Zimbabwe’s budget deficit was not narrowed.
“For as long as we import more than we export, for as long aswe are using a currency which is appreciating when we have neighboursthat have currencies which are depreciating, we become a mopping house.People come to mop up our US dollars,” Chinamasa said.- Source
Tsvangirai U-turn Again, “We Are Boycotting Elections”
Morgan Tsvangirai’s opposition Movement for Democratic Change (MDC) says it will continue boycotting all elections until sticking points have been resolved and far-reaching electoral reforms enacted.
This comes as the Zimbabwe Electoral Commission (Zec) is finalising preparations for the by-elections in Mazowe North, which has been vacant since the death of Edgar Chidavaenzi of Zanu PF.
The statutory instrument calling the by-election has not yet been gazetted, and the MDC has said it is boycotting that special vote as well.
This comes after the party also shunned the April 23 Guruve South by-election, won by Zanu PF candidate, Patrick Dutiro, who beat the National Constitutional Assembly (NCA)’s Simbarashe Mutsvene.
The Guruve South seat fell vacant after the Zanu PF representative Criswell Mutematsaka lost the seat in terms of section 129(1)(k) of the Constitution when he was expelled from the governing party.
An MDC official told the Daily News yesterday the party would continue to disengage from all polls until electoral reforms outlined in the national electoral reform agenda (Nera) document have been enacted, adding the MDC remains opposed to participation in mere rituals disguised as elections.
Over 10 opposition political parties joined the MDC to craft and sign up to the Nera in the call for a truly credible election as a precondition for the return to legitimacy, which the parties agreed must become an issue of national priority.
Nera prescribes that the electoral body introduce the biometric vote and also wants the next 2018 poll to be internationally run and supervised by the United Nations.
“The official position of the party is that we shall not participate in any elections without electoral reforms having been carried out,” MDC spokesperson Obert Gutu told the Daily News yesterday.
“The reforms that we are demanding have been succinctly captured in the Nera document. Only the National Council of the party, being the highest decision-making body of the party in between congresses, has got the mandate and power to alter, amend and or abandon this position.”
Besides a biometric voter register, Nera also calls for the complete and total independence of Zec, the abandonment of the use of voter registration slips in polling, the use of postal voting strictly in accordance with the Sadc Principles and Guidelines Governing Democratic Elections, dubbed the Grand Baie Protocol, and clear definition of voter education that recognises the Bill of Rights.
Nera also calls for an accurate and up-to-date electronic voters’ roll to be made available to all interested political players in a searchable and analysable format, and that traditional leaders should be apolitical.
It also calls for the harmonisation of all laws with the new Constitution of Zimbabwe, particularly laws such as Public Order and Security Act, Access to Information and Protection of Privacy Act Criminal Law (Codification and Reform) Act in particular Section and 121 of this Act, and the Broadcasting Services Act, among a raft of legislation.
Nera also envisages that members of the security services — the real power behind President Robert Mugabe’s throne — should not participate in any political activities and that the Diaspora vote should be immediately adopted and implemented and that those in prisons and other places of incarceration should be allowed to vote in accordance with the ruling of the African Commission on Human and Peoples’ Rights and other regional jurisprudence.
Tsvangirai, 64, has led the MDC since it was formed in 1999 to challenge Mugabe — the sole ruler since the country gained independence from Britain in 1980 — and his Zanu PF party.
But the ex-labour union leader has failed to dislodge the 92-year-old Mugabe in three elections, although none of them was free or fair, according to the MDC and Western observers.
Mugabe denies MDC allegations that his Zanu PF has cheated the MDC of victory in four major elections since 2000.
Tsvangirai was urged not to contest in the 2013 elections because many of the electoral reforms he had asked for had not been implemented, but he went on to participate and controversially lost to Mugabe.
The MDC has said it will not repeat that mistake. Tsvangirai’s party remains the biggest challenge to Mugabe’s continued hold on power. Tsvangirai is still seen as a popular hero and a focus for the MDC’s rallying cry of chinja or change. Daily News
Dokora’s “Bloody Jihad”: Churches Hold 2million Men March Against Minister
Churches are plotting to hold a massive demonstration against Education Minister, Lazarus Dokora, who in the last week launched what has been described as the early flames of a bloody jihad and victimisation of Christians on Zimbabwean soil.
Dokora has in recent weeks courted controversy over unilateral policies in which he has among other things, banned the voluntary club, Scripture Union, in schools countrywide. While religious plurality is acceptable as a suggestive, Christians have queried why the minister, who is a Muslim, has not simply for instance introduced an Islamic Union club for pupils who are muslims and chose rather to destroy Scripture Union. It turned out that the minister has been promised millions of dollars by muslims to build new schools, a promise which has come with a pre-condition that Scripture Union and the Bible must be abolished.
His actions have been deemed set to undermine Christianity in the country. The churches called on the body of Christ to “stand up for Jesus demanding that Dokora resigns”.
Dokora first announced a ban of Scripture Union in all schools, after which he went to make life difficult for churches who have traditionally worshiped in school premises to continue doing so.
In response, the churches organised under the Zimbabwe Council of Churches (ZCC), not at all amused, are now mobilising for a two million men march.
Indications yesterday suggested the first event is to be in Harare on Thursday the 5th of May.
“Every believer in Christ must be gathered opposite parliament by 1000 hours. If possible fast and pray for this march on Wednesday,” read part of the call for Christians to attend the march.
The church leaders vowed to stop Dokora’s actions. The circular went on stating, “this will be done without failure to put a stop to this madness if nothing is not done to stop this Dokora by the authorities.”
At the end of day Wednesday it was not clear if a police clearance for the protest had been obtained.

Grace Bashes President Mugabe Story Hoax
A story claiming First Lady Grace Mugabe recently beat up her husband, Robert, is a malicious hoax, ZimEye.com can reveal.
The story was written and published by a journalist, John Chimunhu, who further to the falsehoods, has no evidence at all for his claims.
ZimEye.com can reveal Mr Chimunhu, a serial content fabricator, has been kicked out of every media house he supplied news to for reporting malicious falsehoods.
Chimunhu who claims he has a video clip of President Mugabe being beaten up, has failed to supply any such footage to date, used to write for ZIANA, as well as the UK based TheZimbabwean. His stay at the latter, saw numerous concerns raised again for reporting falsehoods. This was after a short stint with ZimEye.com where he was again booted out for falsely claiming he had visited former Malawi President Bingu Mutharika’s farm in Kadoma in 2011.
Chimunhu writes on a WordPress blog using variant identities most which are European names but has confirmed ownership and control of the blog.
Chimunhu is currently being sued in the High Court by his own family, again for reporting falsehoods.
Upon further investigations yesterday, a source at State House rubbished the story. “For your own information, President Mugabe is heavily guarded by CIOs not police officers while at home. These operate at the President’s direct command. Were such a thing to happen, the President would scream or summon for help in a split second and the First Lady would be subdued and even punished”.
Meanwhile Police Deputy Commissioner General, Innocent Matibiri who is cited in the article as having witnessed the alleged violence contacted by ZimEye.com on Wednesday, also expressed shock and ignorance while challenging Chumunhu to produce the video footage.
Dokora Slapped by School Kids, Boycott
He launched the controversial national pledge despite stiff resistance from parents and Christian groups.
Pupils at most schools around the country on Tuesday were forced to recite the Zanu PF parroting poem, while many deliberately bunked the function. It was supposed to be a big ceremonial convergence, with parents watching their children and then giving them presents, but there was no ceremony, no mass meeting of children, and no parents.
One school administration source in Bulawayo described calling it “a non event.”
They continued, “it was not only a damp squib. There was no squib,” they said.
They added, “please do not reveal our primary school’s name, but the District Education Officer who came over here was more angry than a cobra on a hot tin roof.”
“One class had only 50% of pupils attending,” they added.
Another part of the country, several church owned schools outrightly refused to have the pledge recited at their schools.
Minister Dokora however insisted that the schools must adopt the pledge which is said to be part of the new educational curriculum.
The contested vow reads “ Almighty God, in whose hands our future lies, I salute the national flag. Respecting the brave fathers and mothers who lost lives in the Chimurenga/Umvukela.
“We are proud inheritors of the richness of our natural resources. We are proud creators and participants in our vibrant traditions and cultures. So I commit to honesty and the dignity of hard work”.
At other schools visited by ZimEye.com in Harare, pupils recited the national pledge after singing the traditional national anthem.
The Constitutional Court is next month going to hear a case in which a local man is contesting the constitutional of the national pledge.
Dokora at the weekend told the state media that citizens were free to contest the constitutionality of the national pledge in courts.
National pledge here to stay
Meanwhile the resisted Schools National Pledge is here to stay and all schools shall abide to the order to recite it, Dokora announced on Wednesday.
Dokora said the pledge has officially been launched and all schools in the country must adhere to the government directive to adopt the pledge.
Speaking on ZBC Radio SFM’s Morning Grill Wednesday morning, the minister said that government will not go back on the order to have all schools recite the pledge at their morning assemblies.
“We said all schools in the country must adopt the pledge and all means all,” said the Minister.
Mphoko Desecrates Joshua Nkomo
VICE-President Emmerson Mnangagwa and his counterpart Phelekezela Mphoko took turns to order the removal of various paraphernalia from a stand exhibiting national hero and late Vice-President Joshua Nkomo’s history at the Zimbabwe International Trade Fair (ZITF) last week, NewsDay reports.

Nkomo, who led PF Zapu during the struggle against colonialism, joined President Robert Mugabe’s first post-independence government as a Cabinet minister, but was sacked before rejoining as Vice-President following the signing of a unity pact in 1987 until his death in 1999.
Impeccable sources said Mphoko was the first to tour the stand last Wednesday before Mnangagwa visited the stand the following day, Thursday. “He (Mphoko) arrived at the stand, looked around and found 50 copies of Nkomo’s autobiography, The Story of My Life, being exhibited. Mphoko ordered his aides to remove the books, but did not tell the family why and how they would recover them,” a source told NewsDay, adding 49 copies of the book were later returned on Friday.
An angry Mphoko on Friday rejected the claims. “Me? Are people crazy? Please do not play games with me. I don’t want that,” Mphoko fumed before going dead quiet on the phone.
The late Father Zimbabwe’s son Sibangilizwe Nkomo seemed cagey when asked about the incident.
“I have heard that there is an exhibition at ZITF, but I would need to check with other family members. I am not sure about that incident,” he said.
Contacted for comment on Monday, Nkomo’s eldest daughter Thandiwe Nkomo-Ebrahim initially said she would call back, but her phone later went unanswered. Jabulani Hadebe, the chief executive officer of the Joshua Mqabuko Nkomo National Foundation, could not be reached for comment.
Minister in Mphoko’s office Tabetha Kanengoni-Malinga professed ignorance about the incident.
“Is that what happened? But I was standing right next to him (Mphoko) when he toured the stand and I did not hear him say that to anyone. I am not aware of that incident,” Kanengoni-Malinga said.
The head of the Central Intelligence Organisation’s close security unit, Miles Ngulube, somewhat confirmed the matter before he made a U-turn saying he knew nothing about the incident.
“I was there at the stand wani (of course)! Who gave you my number? Just because I am the head of security, so people think I know. Talk to the guys in Bulawayo, I know nothing about what you are saying,” Ngulube said.
Ngulube also queried: “I left Bulawayo as soon as the President (Robert Mugabe) left on Friday, so how would I know about that?”
Nkomo’s book caused untold discomfort in Mugabe’s government as it revealed intricate details of the Gukurahundi episode that forced him into a union with the veteran Zimbabwean leader following years of military-backed violence which caused at least 20 000 civilian deaths in the western parts of the country.
Mphoko, a former Zapu commander in the early years of the liberation war, has had his credentials questioned by his former colleagues amid claims he abandoned the war at the critical stages, hiding in Mozambique and started a family while others continued fighting.
Nkomo was at the time of the genocide forced to flee the country fearing for his life. Conservative figures put the death toll at the hands of the crack North Korean-trained 5th Brigade at 20 000 mostly Ndebele-speaking civilians in Matabeleland and Midlands provinces who stood accused of harbouring alleged armed bandits linked to the then Zapu.
It is understood that when Mnangagwa toured the same stand on Thursday, he reportedly also ordered one of his aides to “remove some material”.
“The following day, when VP Mnangagwa came to the stand, he saw a board that had pictures of the late Father Zimbabwe and we suspect he was unhappy about it because some of the pictures were about Gukurahundi. We just saw his security coming back to collect the board and never returned it,” a source close to the Nkomo family said.
The source also said: “But Mnangagwa, unlike Mphoko, asked one of his officials to leave his details with Nkomo family members manning the exhibition so that they would be able to collect the stuff after the event.
“After we engaged the head of security (Ngulube), VP Mphoko’s people on Friday returned 49 books that had been confiscated, meaning only one was missing, while we did not hear anything from Mnangagwa.”
Mnangagwa was not available for comment yesterday, and so was Minister of State in his office Clifford Sibanda.
Mugabe, who toured the stand on Friday accompanied by Togolese President Faure Gnassingbé, first viewed his portraits that covered much of the Zanu PF space. He then proceeded to the information department, business development and liaison department, grassroots, women’s league, and department of environment and tourism.
On his way out, Mugabe also paid a visit to the Nkomo stand. Nkomo’s portraits as well as those of his wife, Mama Mafuyana, were on show as well as a small statue of the late Vice-President. The Zanu PF leader passed without a word.
Mugabe went on to tour other stands including that of his company, Alpha and Omega Dairy, amid heightened security closing out journalists from listening to his conversation with his senior management. newsday

London- A nurse called a convicted murderer her ‘superman’ in intimate letters found in his cell, a tribunal heard.
Tendai Zinyemba allegedly conducted an inappropriate relationship with the inmate ten years her junior at maximum security HMP Long Lartin in Wychavon, Worcestershire.
Zinyemba ended her intimate letters to the killer with ‘mwahh’ like the sound of a passionate kiss, the Nursing and Midwifery Council heard.
The Zimbabwean nurse looked ‘flustered and embarrassed’ when she was found by a colleague giggling with the convict in a room at the category A men’s prison, it was said.
Mental health team leader Kate Bishop told the hearing she noticed a prison guard outside a room on the medical wing on November 27, 2013.
She looked through the window and saw Zinyemba and the prisoner sat close to one another.
‘The prison guard said that they had been in there for quite a long period of time and they had been giggling and laughing,’ said Ms Bishop.
‘It all seemed very odd.’
Ms Bishop told the hearing that she went upstairs to check what was happening as it was meant to be the time of the day when inmates received medication.
She went back down and knocked on the door.
‘They were in extremely close proximity and leaning into each other,’ said Ms Bishop.
‘They were in each other’s personal space.
‘When I knocked on the door and entered Tendai jumped out of her skin like a cat on a hot tin roof.
‘She was giggling, behaving different, very childlike.’
Ms Bishop told the hearing Zinyemba had not told anyone where she was going and did not document the meeting.
She also said there was no documentation for other meetings between Zinyemba and the prisoner.
Ms Bishop told the hearing: ‘I did not see any kissing but boundaries had been crossed.
‘If you are with someone you are intimate with, they were that close.
‘It is different, it is personal space.
‘It was different from a nurse and a patient.’
Ms Bishop told the hearing the prisoner was 10 years younger than Zinyemba.
He had been referred to the mental health team as he was vulnerable but the prison psychiatrist saw no issues with him.
It was recommended he was discharged from the mental health team but Zinyemba allegedly kept him as her patient with no clinical reason.
Zinyemba had claimed that she was still seeing the inmate as he was struggling to communicate due to the language barrier.
Ms Bishop said Zinyemba was from the same region of Africa as the prisoner, but there were no concerns over his communication.
‘Tendai took over his referral, she did not start with him but somehow took over his case,’ said Ms Bishop.
‘Her notes did not reflect his care plan.’
After the incident in the side room it became clear that Zinyemba was using the room without a prison guard present, Ms Bishop said.
‘I could not say it was sexual but it was definitely inappropriate,’ said Ms Bishop.
Following the reporting of the incident and investigation staff soon found a number of letters in the prisoners cell, the hearing was told.
‘I was in the office one day and Tendai came in and got some envelopes but I didn’t think much of it,’ said Ms Bishop.
‘Then the letters found were in envelopes very similar to the ones we use.’
Phillip Law, for the NMC, read extracts from the letters allegedly penned by Tendai in which she tells the killer:
‘I got you in my life, I love you.
‘As for me and the outside world, all I can say is that I am keeping this girl sweet for you.
‘You chase away my nightmares with your loving and that day will come.
‘I am missing you and that is what hurts the most baby.
‘Can I just say I don’t want you to keep away from me nah…’
Asked how she knew the letters were from Zinyemba, Ms Bishop said she recognised the handwriting.
‘She is the only staff member that would dot her i’s using a circle,’ said Ms Bishop.
‘The letters were also signed of with ‘mwahh’ at the end, like a kiss.’
Zinyemba would often write ‘mwahh’ on a white board used by the nurses, the hearing was told.
Panel chair Richard Davies asked Ms Bishop if she had read the letters.
‘I know that it said something about him being her superman but I didn’t want to know anymore,’ said Ms Bishop.
‘But it was her handwriting 100%.’
Ms Bishop said: ‘I had concerns that she cherry picked her work load and I believe she was the driving force behind the relationship.
‘I had a suspicion that something was happening because it felt wrong.’
‘This was a growing suspicion that pointed to one thing.’
Ms Bishop had interviewed Zinyemba for the position before she took time off on maternity leave.
She said Zinyemba was like a different person when she returned and there was a change in her character.
Ms Bishop insisted she had no personal issue with Zinyemba and no score to settle.
She said that the prisoner was serving a life sentence for murder, which she thought was for a minimum of 15 years.
Zinyemba, who was present at the hearing, denies she had an inappropriate relationship with the prisoner and denies that the letters were sent by her.-courtnewsweek
Herd boy Elopes With Employer’s Wife
Terrence Mawawa, Masvingo | In a typical movie style incident, a local herd boy who was madly in love with his boss’ wife last week eloped with the woman, leaving his employer in a fit of rage.
The herd boy ran away with his boss, Andrew Muchemwa’s wife to Makanda Village in Gutu.
Stunned by the incident Muchemwa pursued the two to the village where he torched a house belonging to one Lazarus Makanda, claiming he was concealing the two.
Muchemwa went berserk and axed Makanda’s neighbour before destroying vegetables in the nearby gardens.
He proceeded to burn down two other houses belonging to Thomas Makanda and one Chirumanzu respectively.
“People are now fearing for their lives because Muchemwa does not care if you are involved or not. He destroyed vegetables in our gardens claiming we were concealing his wife. He also torched three houses saying he would not stop until we tell him where his wife was. The whole village is being tormented by the jilted man – such that we are having sleepless nights here,” said a villager who declined to be named.
The herd boy and Muchemwa’s wife are said to have fled to Harare, although some villagers claim the two are still in Gutu.
Acting Masvingo Provincial Police Spokesperson Assistant Inspector, Kudakwashe Dhewa confirmed the incident but could not divulge further details.
“We have received a report about malicious damage to property and the suspect is Andrew Muchemwa. We are currently looking for him .We are yet to establish the cause of his strange behaviour,” said Dhewa.
Kereke Aide Beaten Up Over Food Relief
Terrence Mawawa, Bikita | Embattled Zanu PF MP for Bikita West Constituency Munyaradzi Kereke’s personal assistant Simon Muchafa was severely assaulted by fellow party members following a misunderstanding over food distribution.
There was pandemonium at the weekend in the constituency when Zanu PF Provincial Youth Chairperson, Nobert Ndaarombe, Bikita District Coordinator, Isaac Mashanda and a group of party youths conspired to assault Muchafa following a heated argument over the distribution of donated food.
The melee started when Muchafa demanded Bikita West’s share of 200 bags. As he attempted to collect the maize bags from Zanu PF Provincial Commissar Jeppy Jaboon’s shop at Nyika Growth Point, he was confronted by fellow party members who severely assaulted him.
“There was real drama as Ndaarombe, Mashanda and a group Zanu PF youths attacked Muchafa over donated maize. Muchafa was beaten up in the presence of Jaboon. Muchafa had earlier accused Jaboon, Ndaarombe and Mashanda of stealing donated maize. There was a heated exchange of words before the situation degenerated into a fist fight. Muchafa was however surrounded by a group of party youths and he was severely battered. Jaboon watched the scuffle from a distance,” said a party insider.
Muchafa confirmed the incident but he declined to divulge what actually transpired.
“I was attacked by Ndaarombe and Mashanda. However the issue is being handled by the party,” he said. Jaboon professed ignorance of the matter adding he would investigate what transpired.
The latest incident reflects the ferocity of the fierce Zanu PF war.
As a result of the fracas, villagers could not access food relief, an indication the Zanu PF power struggles are grossly affecting the innocent people of Zimbabwe.
Kasukuwere Thuggery, MDC Hits Back
The new Constitution was adopted by a massive majority of the people of Zimbabwe and signed into law in March 2013. Three years on it would be reasonable to expect that the Government of Zimbabwe would be completing the alignment of the 400 Acts of Parliament that need adjustments to bring them into line with the Constitution.
One of the most important of these Acts is the Urban Councils Act as it affects nearly half the population of the country and impacts on the daily lives of millions. Instead, no effort has been made to bring the Act into alignment with the Constitution and instead, the Minister of Local Government is continually trying to use the old Urban Councils Act to impose his will on the democratically elected Councils that are tasked with the responsibility of governing the areas under their jurisdiction.
The principle of devolution was one of the most important issues raised by the people during Copac and as a result, the Constitution in Chapter 14 in sections 264 to 279 sets out in clear terms a new dispensation for elected Councils, giving them the right and all the powers required to Govern the areas under their jurisdiction.
In Mid 2015, the Minister of Local Government took steps to dismiss two Councilors and to suspend the remaining Councilors of the City of Gweru in complete disregard of the Constitution.
The MDC took the Minister to Court on this issue and was granted an order by the Courts in Gweru that the Councilors should resume their duties and stating that the actions of the Minister were ultra vires the Constitution. Despite this, the Minister appealed the decision to the High Court in Bulawayo and this Court confirmed the earlier rulings by the Court in Gweru and awarded costs to the Party, suggesting that the High Court considered the Ministers appeal to have no merit at all. Despite this clear decision the Minister has again appealed the rulings to the Supreme Court in Harare.
The MDC wants to know if the Minister has Cabinet authority to continuously appeal Court decisions thereby wasting Court time and incurring significant legal and administrative costs to be borne by the Exchequer. If he does have Cabinet support then this confirms the view that the Government holds the new Constitution in absolute contempt and has little or no intention of either abiding by the Constitution or pursuing the alignment of existing legislation or behaving in a Constitutional manner within the rule of law.
If he does not have Cabinet approval then it is time that the Government moved to rein him in and demand that he respect the Constitution in all respects in the manner in which he administers his Ministry and exercises his authority.
In recent weeks, in complete violation of the Constitution, the Minister has intervened in the affairs of the Council for Harare. He has demanded that the Council rescind its decision to appoint Mr. James Mushore as the new Town Clerk after an extensive and professional recruitment process that identified him as the most qualified and experienced candidate for this important post. When the elected Mayor of Harare refused to comply, the Minister responded by unlawfully suspending the Mayor both as Mayor of the City and as Councilor for Mt Pleasant.
In response the MDC has again been forced, in the absence of any action by Government to remedy matters, to go back to the Courts for a decision in the matter. An urgent application to stop the Minister interfering in the affairs of the Council has been submitted to the High Court and a decision is expected shortly. In addition the Party has reluctantly taken the decision to ask the highest Court in the Country, the Constitutional Court, to set aside the relevant sections of the Urban Councils Act that are clearly in conflict with the Constitution.
In addition to these Court actions, the Combined Harare Residents Association, acting in the interests of the residents of the City, has supported the Council’s decision to appoint Mr. Mushore to the post of Town Clerk and has made a separate application to the Courts for a specific ruling in favour of the Councils decisions. This is especially important as the Association was involved in the selection process and has expressed full confidence in Mr. Mushore as the new custodian of their interests.
The MDC wishes to state once again that the decision to appoint Mr. Mushore was a collective decision and that it stands in full support of his appointment and wants him to continue to assume his responsibilities in the Councils affairs while the Courts deal with the actions of the Minister. The Party considers the interests of the residents of the City of Harare as supreme in this matter and is absolutely satisfied that the Council has acted
lawfully in terms of the supreme law of Zimbabwe as expressed in the Constitution.
The Party recognises the professionalism of the Courts and has complete confidence that they will not deviate from their responsibilities as custodians of our Laws and our Constitution.

Zim Awards $600m Energy Contracts to Notorious Drug Dealers, Wicknell
With Zimbabwe desperate to rebuild its decaying energy infrastructure, dozens of foreign companies have tendered for lucrative Zimbabwe Power Company (ZPC) contracts to refurbish existing power stations and build new plants.
The bulk of these contracts have gone to Intratrek, whose executive chairman, Ibrahim Yusuf, has a history tainted by drugs charges in Zambia and even the sale of unapproved circumcision devices in South Africa.
Intratrek, with no record in energy itself, is a middleman for a string of contractors. An investigation by The Source reveals that some of these companies are in fact bankrupt, facing charges of fraud and bribery, and may not have the capacity to raise the money to complete the projects as they claimed.
Yusuf, described on his company website as “the driving force behind the business”, is named in multiple police affidavits in Zambia as being part of a drug ring.
An investigation in 2010 by the Mail & Guardian newspaper identified Yusuf as a seller of “pill packages” used by Mandrax smugglers. Yusuf had been named in a 1985 Zambian court judgment and Zambia’s Drug Enforcement Commission was quoted by the M&G as saying Yusuf “is a well-known drug trafficker.”
A detention warrant for drug dealer McDonald Ngwira claimed the cartel had imported “two million tablets of a poisonous drug called Methaqualone hydrochloride…popularly known as Mandrax”.
Besides the drug allegations, a 2002 article in Zambia’s Post newspaper also reported that Zambia’s Drug Enforcement Commission (DEC) wanted Yusuf for stealing from the Zambian government. Yusuf denies everything.
In 2001, Yusuf established Intratrek, a commodities company. South African media reports from 2010 say he had “exclusive distribution rights” to the Tara Klamp, described as “a questionable male circumcision device” used by the Kwazulu-Natal government without World Health Organisation approval.
One former associate, Anash Latchman, who worked with Intratrek from December 2006 to late 2007, was quoted as saying: “I found it strange that Intratrek had no employees.”
Despite this history, the Zimbabwe government has awarded Yusuf and Intratrek multi-million dollar contracts to restore some of the country’s most essential energy installations.
The deals awarded to Intratrek and its partners include; a $73 million refurbishment of the Harare power station; a $163 million project to restore Munyati power station; a new $128 million hydropower station at Gairezi; and a $202 million 100MW solar power plant in Gwanda.
Last week, a Parliamentary committee on energy heard how the State Procurement Board (SPB) had awarded tenders for power plants, prepaid meters and other services in energy to companies with no capacity to deliver. SPB chairman Buzwani Mothobi has admitted to flaws in the tendering process and said the board would “relook” at some of the contracts.
The rot in energy contracts is best reflected in the way the Gwanda solar plant contract has been handled.
In 2014, Intratrek announced it was partnering a company called Green Solar Europa to build a solar power station for $350 million. However, after the project went to tender, the State Procurement Board awarded the contract to China Jiangxi Corporation. The company won the deal after presenting the lowest bid of $184 million.
Soon afterwards, ZPC approached Jiangxi and demanded that it partner Intratrek, a losing bidder. In its initial formal bid, Intratrek had charged $248 million for the project, but ZPC now said the company, together with another losing bidder ZTE, had somehow agreed to lower their prices to match Jiangxi’s.
To add to the confusion, the SPB then wrote to Jiangxi in July 2014, informing the company that the deal was in fact now cancelled, purportedly because Jiangxi had suddenly raised its price from $184 million to $207 million.
In October 2015, it was announced that Intratrek was now the winner of the Gwanda contract. When initially reported that month, the contract was said to be worth $171 million. However, at the signing of the deal, just two weeks later that October, the deal was now reported at $202 million.
There was no explanation on the $30 million discrepancy, or on how Intratrek had managed to swing from its initial announcement of $350 million, down to the $248 million in its first tender, further down to Jiangxi’s $184 million, and then, inside a two-week period, from $171 million to $202 million.
Intratrek itself has no experience in building power stations. It is one of many agents in Zimbabwe that act as middleman between the Zimbabwe government and the foreign contractors who get lucrative government deals.
Those familiar with SPB tender processes suggest outfits such as Intratrek get a cut from the contractors for placing bids and winning tenders on their behalf. The middlemen know how to work the state tendering system and get paid for that.
However, asked in a radio interview in April how he makes his money, Intratrek’s Zimbabwe representative Wicknell Chivayo claimed: “I’m surprised you would even ask me that. Because I’m all over the papers signing big deals. When you see me on ZBC signing a $123 million deal, I mean, that’s not a joke. What it means is that Zimbabwe Power Company is going to pay me $123 million, that’s what it means, literally.”
Zesa officals have recently raised concern over contracts awarded to Intratrek, but lawyers have warned them they face a lawsuit if they cancelled the deals.
Energy Minister Samuel Undenge insists all tenders have gone to the best bidders. A Herald report, addressing criticism of the role of middlemen in tenders, said tender winners are “not compelled to demonstrate a track record in execution of energy projects”. These companies are only required to partner “credible, reliable competent technical partners”, the report said.
However, an investigation by The Source into Intratrek’s partners reveals a different picture; Some of the companies that won tenders are out of business, under investigation for fraud and bribery, or without experience in energy.
Green Solar Europa, which Intratrek lists as one of its key partners, is in fact bankrupt. According to 2015 filings before an insolvency court in Bremen, Germany, the process to liquidate the company began late last year. Claims against the company were to be presented by November 24 last year. A court sitting was scheduled for creditors on December 12.
Two other Intratrek partners, Indian firms Jaguar Overseas and Angelique International, are under authorities’ spotlight back home.
In January this year, Indian authorities raided the premises of former Indian diplomat Deepak Vohra over his links with Angelique International. India’s Enforcement Directorate (ED), the country’s anti-money laundering agency, says it is investigating Vohra for his possible role in the payment of kickbacks “to politicians in some African countries for obtaining contracts” on behalf of Angelique International.
The Indian authorities also raided six offices of Angelique International, seizing documents and finding large sums of various foreign currencies. The investigators are investigating the company for “line of credit fraud”.
Separately, the Indian Eximbank has raised concern over Angelique International and Jaguar Overseas. According to the bank, the two are part of a group of “little-known companies” that have benefitted from “a large number of hugely concessional lines of credit extended by India to highly indebted poor, low and middle income countries in Africa”. The bank says it has “pointed this out to the ministries of finance and external affairs (of India)”.
According to Angelique International, its Africa businesses account for 60 percent of the company’s revenues.
Angelique International has recently built a solar plant in Rwanda, in partnership with Bharat Heavy Electricals, another Indian company with a power contract in Zimbabwe. Angelique International and Bharat, through Intratrek, were awarded the $128 million contract for the Gairezi power plant in Zimbabwe.
Jaguar Overseas, which has a $73 million contract to refurbish the Harare thermal power station, is yet to raise money for the project. Despite this, Jaguar Overseas was still awarded the $163 million Munyati project. This raised concern within government, and a senior official is said to have raised a red flag over the Munyati contract and recommended a fresh tender. However SPB responded strongly in a letter, dismissing it as “irrational and illegal” and pressed on to award the contract.
There has been no response to our email to Jaguar Overseas for comment.

Job Losses No More, Govt Promises
There will be no job losses government has promised.
The Public Service, Labour and Social Welfare Minister, Prisca Mupfumira, made this assurance during the May Day event, saying that government is what she termed, “rationalising” the country’s public service establishment. She was speaking during the 2016 Workers’ Day commemorations.
Speaking during the poorly attended 2016 Workers’ Day commemorations at Rufaro Stadium in Harare, Mupfumira said the process will be done in consultation with employee representatives through the National Joint Negotiating Council.
Minister Mupfumira said Government looks forward to making substantial savings through the process, thereby releasing pressure on the already constrained fiscus. “Please note that the rationalisation process will be done in consultation with the workers through the National Joint Negotiating Council.
“Let me also hasten to emphasise that the exercise to rationalise the country’s public service establishments shall not result in the loss of jobs. No civil servant shall be laid off,” said Mupfumira. She said Government remains committed to addressing workers’ concerns, and would continue to respect the tripartite negotiation approach.
She said this is evidenced by the Ministry’s intervention through the amendment of the Labour Act to curb massive job terminations that occurred last year following a Supreme Court judgment in the case of Zuva Petroleum.
Minister Mupfumira also said the process of labour law reforms, which all employees’ representatives spoke eloquently about earlier, was nearing completion. “In the same vein, the Public Service Act is being reviewed in order to align it with the Constitution and international best practices and the process is at an advanced stage,” she said.
She said the Labour Advisory Council is almost complete with its task following the April 30 2016 deadline given by the Tripatite Negotiating Forum (TNF). Minister Mupfumira implored public workers to work as a team so that the public service remains relevant, responsible and responsive to the needs of Zimbabweans.
“Serious efforts are being undertaken to change the public service work orientation from business as usual culture to citizen-centred approach in order to promote public confidence in public offices,” she said.
Earlier, various labour movements including the Apex Council, Zimbabwe Federation of Trade Unions, Harare Municipality Workers Union and the Zimbabwe Energy Workers Union had called for finalisation of the labour laws alignment to address issues of job security coupled with unfair termination of employment.
ZFTU president Mr Kennias Shamhuyarira also spoke against persecution of trade unionists by employers, lengthy periods of non-payment of salaries, unsafe and unhealthy working conditions and corruption in both private and public sectors.
Apex Council chairperson Mrs Cecilia Alexandra urged Government to convene an urgent meeting with the Council to address issues such as the rationalisation process, the civil service audit, pension fund and the housing scheme among others.
“We thank the President for ensuring that we get our bonuses and we know that he is a man of his word. We also hope that he will make sure that we get paid salaries that are above the poverty datum line,” she said.
Harare Municipality Workers Union representative Mr Cosmas Bungu lamented the state of affairs in Harare with regards to workers’ conditions of service, which he equated to the colonial era.
Mr Bungu called on Local Government, Public Works and National Housing Minister Saviour Kasukuwere, who was also present, to intervene in addressing the workers’ plight. “The current scenario in Harare City reminds us of Rhodesia. The system does not respect its employees or prioritise service delivery,” he said. In her solidarity message, the International Labour Organisation country director Ms Hopolang Phororo urged Government to prioritise workers instead of sacrificing them for temporary benefit.
Ms Phororo said workers were vital in the growth of the economy.
Sports and Recreation Minister, Makhosini Hlongwane, Minister of State for Harare Provincial Affairs Miriam Chikukwa, Minister of State in Vice President Phelekezela Mphoko’s office Tabetha Kanengoni-Malinga, deputy Minister of Health and Child Care Dr Aldrin Musiiwa and Public Service, Labour and Social Welfare Deputy Minister Tapiwa Matangaidze were some of the Government officials who attended the celebrations.

Mnangagwa Caught Talking to Hot Air
The Grace Mugabe led Zanu PF faction, G-40, on Monday sabotaged Vice President Emerson Mnangagwa’s May Day celebrations which were held at Rufaro stadium.
Mnangagwa found himself addressing what appeared more like hot air- empty spaces in the stadium.
Traditionally, Zanu PF uses its militia to close all tuck-shops and informal businesses whenever the party hosts rallies and national events.
Saviour Kasukuwere the party’s political commissar’s office, is charged with the mobilisation responsibility.
But this was not the same on Monday when Vice President Emmerson Mnangagwa officiated at a pro-Zanu PF event to commemorate workers day at Rufaro stadium where he addressed a virtually empty stadium.
The Vice President is in a vicious succession fight with President Robert Mugabe’s wife Grace, as the two race to succeed the aging leader.
Grace is backed by the party’s group of young Turks, G-40, which includes Saviour Kasukuwere, Professor Jonathan Moyo and Patrick Zhuwao.
Since the ouster of former Vice President Joice Mujuru from Zanu PF in 2014, Mnangagwa has been losing a number of his key allies who have been purged by the G-40 through Grace Mugabe’s influence.
Man Demands Maintenance From Wife
Terrence Mawawa, Zvishavane|In a rare case of supposed gender equality, a local man has been been left with eggs on his face after being embarrassed at the magistrate’s court -following the dismissal of his maintenance claim.
Innocent Hungwe was seeking $150 maintenance from his former wife, Chipo Mainge, saying he needed the money for survival since he was no longer employed. He also claimed he sponsored the woman’s tertiary education.
Initially Hungwe demanded that Mainge should repay him the money he used in paying for her college education.
To support her refusal to pay maintenance, Mainge argued that she was the one responsible for the needs of the children and she also produced her pay slip-reflecting she earns only$133.78 per month.
She also argued she owed Hungwe nothing since she was staying with the children adding she was also paying the school fees for the children.
“We both have equal duties to look after our children but he is not doing anything for them and he now wants to be maintained. He is selfish because he even earns more than what I get. He gets cash from rental proceeds from his late parents’ house. On the contrary my brothers paid for my college education- not him,” said Mainge.
After seeing Mainge’s payslip, Hungwe revised his maintenance demands down to any amount which would help him to buy food. However Magistrate Shepherd Munjanja dismissed Hungwe’s case after it was revealed it was Mainge who was staying with the couple’s three children.
Social commentators have attributed the incident to the current state of social and economic quagmire.

Vice President Emmerson Mnangagwa has attacked First Lady Grace Mugabe’s G40 faction agent and nephew, Patrick Zhuwao.
Speaking at the just ended Zimbabwe International Trade Fair press conference now availed by ZimEye.com, Mnangagwa jibed at Zhuwao calling him a “little brat, idiot [Shona] – Pwere.” Mnangagwa has in the past also poured similar scorn on former Vice President Joice Mujuru, who he belittled in similar fashion calling her a child. He also said the same of MDC-T legislator Nelson Chamisa.
Mnangagwa was addressing deep concerns and questions over the indigenisation policy.

Woman Stabs Cheating Hubby to Death
A Bulawayo woman who knifed her “adulterous” husband in cold blood after she allegedly overheard him telling his mother that he had sired a child out of wedlock has been jailed for an effective 17 years. Bulawayo High Court judge Justice Maxwell Takuva convicted Elizabeth Mbulayi, 28, of Nketa suburb of murder with constructive intent.
Mbulayi through her pro-deo lawyer, Wish Ndongwe of Mashayamombe and Company, had pleaded not guilty to the charge and tendered a limited plea of guilty to a lesser charge of culpable homicide.
Mbulayi, who had spent Christmas Day in 2013, drinking beer with her husband Simbarashe Denhere, fatally stabbed him once in the chest with a kitchen knife in the early hours of Boxing Day.
In his judgment, Justice Takuva disputed Mbulayi’s testimony, saying it was fraught with inconsistencies and lies to cover up her actions. The judge said no person deserves to die for having an extra marital affair.
“You actually used a lethal weapon and applied excessive force to push into your husband’s chest and subsequently killing him in a senseless murder. No one deserves to die for having an extra marital affair and we’re saying it’s unlawful to enforce sexual morality through violence,” said Justice Takuva.
The judge sad although the courts did not condone infidelity, they have a duty to protect the sanctity of human life.
“The courts have a duty to protect the sanctity of human life by punishing people who take the law into their own hands. You changed from a lover into a killer when you killed a person you loved demonstrating that there’s a thin line between love and hate,” he said.
“Just as people freely fall in love, they should also freely exit marriage through divorce or terminate their relationship instead of terminating life. The courts have a duty to educate the public that it’s unlawful to enforce sexual morality through violence,” said Justice Takuva.
Mbulayi, in her defence, claimed that Denhere provoked her by beating her with a fan stand and she failed to control herself due to anger. Mbulayi and Denhere had no child from their five-year union.
Prosecuting, Nokuthaba Ngwenya, said on Christmas Day in 2013, Mbulayi and Denhere left their home shortly after 8AM for Old Pumula where Denhere intended to have his company car repaired.
The court was told that soon after leaving the car, the couple went to a local beer garden.

Mnangagwa: I Promise to Fix Cash Crisis
Vice President Emmerson Mnangagwa says he is working hard to address the liquidity crunch that has seen most banks reducing maximum withdrawals to about $200 per day while others have stopped loading money into automated teller machines. As a result, some parents and guardians failed to access money yesterday for back-to-school shopping as schools open today.
Mnangagwa told workers who gathered at Rufaro Stadium for Workers’ Day commemorations yesterday that the government was concerned about the inconvenience that was caused by the liquidity crunch.
“The Ministry of Finance together with the Reserve Bank of Zimbabwe are currently seized with the matter and we’re confident of a speedy resolution,” he said.
RBZ Governor John Mangudya later said that they were treating the situation as a matter of urgency. “We’re indeed working on something as the Vice President said, to flush out the queues,” said Mangudya.
“The shortage isn’t in all banks. The shortages are confined to some banks. So, addressing the problem is an immediate issue. It needs immediate policy measures, so we’re working on that to ensure we normalise the situation. We don’t want people to continue going through what they’re going through.”
Mangudya reiterated that it was important for Zimbabweans to use plastic money in their transactions to avoid inconveniences.
Schools Turn Pupils Away
BOARDING schools in Matabeleland region were yesterday turning away pupils for non-payment of fees ahead of today’s opening of the second school term. Primary and Secondary Education Minister Lazarus Dokora told the Zimbabwe Teachers Association annual conference that ended in Victoria Falls on Saturday that boarding schools can bar pupils from entering their premises if they have not paid fees for the term.
The Minister said the policy excluded day schools and only boarding schools were mandated to exclude pupils as they require the money for their day to day operations.
The state media yesterday witnessed pupils with no proof of payment of fees being turned away from buses transporting them from the City Hall car park to their respective schools.
Some schools wanted pupils to have paid at least three quarters of the fees, with pupils being admitted on the condition that their parents would have signed affidavits stating that the remaining fees would be paid by month-end.
Some parents said the ongoing cash shortage and the late payment of salaries by some companies were making it difficult for them to settle fees in full. A parent with a child at Thekwane Mission School who asked to remain anonymous told the state media that her son was turned away.
“I asked them if I could take my son’s place to the school so I could make arrangements with the head because I paid for the bus. Banks have no money and today the banks are closed. I’ve paid three quarters of the fees that shows I’m committed to paying fees,” she said.
Embakwe Boys High School was allegedly accommodating those who had paid at least three quarters of the fees and parents were being told to write an affidavit stating that they would settle the remaining funds by the end of this month.
A parent whose daughter learns at St James High School had cash in hand, but her child was turned away. “My daughter will not be able to go to school today. I don’t know what they want me to do because today is a holiday and banks are closed. They didn’t want to take my money. They just told me to phone the headmistress or go to the school,” she said.
Matabeleland North Provincial Education Director Boithatelo Mnguni said parents should make a clear decision when choosing schools for their children. She said parents have an option to take their children to day schools as boarding schools are expensive.
“There’s no way a headmistress can make a budget on three quarters of the school fees. Parents should pay all the fees for the smooth running of the schools,” said Mnguni.
“Parents shouldn’t deprive their children of education. Why would you take your child to a boarding school when you can’t afford? Day schools are a cheaper option and parents should make clear decisions when placing their children in schools.”- Chronicle
ZUPCO Bus with School Kids Catches Fire
A Zimbabwe United Passenger Company (ZUPCO)- went in up in flames this afternoon along Nyamandlovu road.
The bus was carrying school children travelling to Regina Mundi, Matabeleland North for schools re-opening tomorrow. The driver and conductor upon noticing fire in the engine, promptly asked passengers to get down.
Reports according to an online publication Byo24news, say no one was injured in the bus accident. As in the pictures above, pupils could be seen walking away from the flames.
The vehicle was taken to the road side and the fire brigade was informed. But by the time fire tenders reached the spot, the bus had been badly gutted.
Overheating of the engine due to a technical snag is said to be the reason for the horror.
Over 25 persons were present in the bus when the incident took place.
A corroborating report from the local police could not be obtained at the time of writing.
Dokora War Escalates – Churches Blocked from Renting School Classrooms
Just when the nation is still battling to come to terms with Primary and Secondary Education Minister, Lazarus Dokora’s banning of Scripture Union in schools, his Ministry has ordered Headmasters to cancel all rental contracts with churches.
Dokora has issued a directive to review all contracts with churches renting school buildings for their weekend services.
A leader of a church renting a classroom in a school in Bulawayo, narrated how they were shocked on Sunday when they arrived for their usual church-service, to be told by school authorities that the Ministry of education has sent a circular demanding all churches to be stopped from using government school properties.
The source said churches may only have access through new agreements signed and approved by Dokora himself through the Provincial Education Director’s office.
The church leader who asked to remain anonymous, “for now while consulting,” said the circular shown to them by the school authorities, states that the Headmasters can no longer enter into contracts on the leasing of government school properties directly with the churches. To get access they must apply through the Provincial Education Director.
To add salt to wounds, Dokora’s circular further emphasises that the hiring out of school buildings and properties is highly discouraged by the Ministry. The arrangement thus suggests that the churches’ applications to the Ministry will be automatically rejected.
In a follow up by ZimEye.com with other churches, three congregations using classrooms at another secondary school in Bulawayo said that they had similar experiences on the same day, Sunday.
The churches claim the authorities at the schools told them that they had been instructed to raise their rental from $50 a month to $360 per month with immediate effect. The churches also confirmed that they were also told to complete lease application forms that will be submitted to the Ministry of Education for approval before they could continue using the premises.
A pastor with one of the churches said that his congregation has been using the school buildings for their services for the last six years without a problem while they are raising funds to build their own church. He said that the increase of rent to $360 was “an indirect way of telling them off.”
The three churches said they will all not be able to afford new rentals and will so be leaving the school immediately for alternative venues.
“The schools were the best place for the churches as they are within the community. Now we don’t know where the poor communities are going to worship,” said one of the pastors.
A headmaster with one school in Bulawayo confirmed the Ministry’s move but attempted defending saying, “the arrangement to get Ministry approval for private persons to use government school premises has always been there but was relaxed along the way realising the needs of the communities,” he said.
“The Ministry has only invoked the same old arrangement and it’s unfortunate because the emphasis is that school premises should not be hired out and I don’t see any churches succeeding in getting authority to use the schools,” said the highly experienced headmaster.
Former Minister David Coltart banned political parties from holding political meetings at the schools only authorising community based initiatives like churches, weddings and community meetings to be allowed to use the properties.
Being a public holiday at the time of writing, Ministry of Primary and Secondary Education authorities could not be found for a comment on the matter.

Zimra Garnishes Lumumba’s Bank Account
TROUBLE continues to haunt Zanu PF activist Acie Lumumba after his company’s business account was garnished by the Zimbabwe Revenue Authority (Zimra) over non- payment of taxes since 2010.
In a letter dated April 15, Zimra wrote to Lumumba asking him to provide details of his tax payments from 2010 and declare all outstanding taxes which he had not paid for the past five years.
Part of the letter read: “Note that you are also given the opportunity to voluntarily disclose any outstanding taxes that you have become aware of and pay accordingly.”
Lumumba told NewsDay over the weekend that before he could respond to the letter, Zimra went ahead and garnished his business account.
“They only delivered a backdated letter, so they garnished my bank accounts by default one day before we pay salaries. What type of a corrupt system holds a country hostage?” he queried.
Lumumba owns Meat Box, which reportedly employs more than 200 workers, whom he said could not get their April salaries following the garnishee order.
Lumumba, who recently claimed his Hatfield house was broken into, blames his woes on Indeginisation minister Patrick Zhuwao, who fired him hardly a week after appointing him chairman of the Zimbabwe Youth Empowerment committee over misappropriation of funds recently.
He has accused Zhuwao of using powerful friends to try and silence him after he threatened to expose the minister’s alleged financial shenanigans at the ministry.
But Zhuwao denied allegations of corruption which were levelled against him by Lumumba. – Newsday
Man Rapes 4yr Old Daughter While Brothers Watch
Terrence Mawawa, Gweru | A man from Mberengwa raped his four year old daughter in full view of his other children, in a disturbing incident that has shocked the local community.
Morgan Chamboko of Hlupeko village, raped his own daughter as the child’s two siblings watched.
Chamboko appeared before Gweru Regional Magistrate Morgan Nemadire last week. He was charged with rape.
The incident happened on January 3 when the child’s mother had left the house to fetch some water. The child came out of the kitchen to pass urine outside the house and she began to scream.
When the child’s mother returned from the well, the minor said her father had raped her in the presence of her two brothers. The latter two confirmed the incident.
“On January 3 at around 10 am, I left the house to fetch water about 300 metres from home. I left the accused person, the complainant and the two other children at home. When I returned, I found the complainant sitting in the kitchen with her two brothers. She narrated the incident and I examined her. I noticed the redness of her vulva and some vaginal discharge and I reported the matter at Buchwa Police Station, leading to his arrest,” said the child’s mother.
The complainant was taken to Zvishavane General Hospital for a medical examination and it was confirmed there was penetration.
Chamboko was found guilty and he was sentenced to 18 years in prison. However three years were suspended for five years. He will therefore serve 15 years in jail.
Children’s rights groups have expressed grave concern at the increase in number of such cases of men sexually abusing minors.
Air Zimbabwe Opens Dar es Salaam Route
NATIONAL airline Air Zimbabwe will be spreading its route network starting this month by flying to Dar es Salaam, Tanzania, twice a week as it seeks to tap into the growing trade between the two countries.
The development comes hard-on-the-heels of the airline increasing its frequencies to two on the Harare to Johannesburg on selected days. AirZim spokesperson Shingai Dhliwayo confirmed the opening of the new route.
“We will start flying into Dar es Salaam on May 14 as we want to help cross-border traders and business travellers flying between the two countries,” she said. Dhliwayo added: “The airline has a generous baggage limit of 40 kilogrammes per passenger and this should come in handy for the flying public.”
The return trip fare would be starting from $400 per person, with flights every Tuesday and Saturday.
The new route will put AirZim in direct competition with budget airline FastJet that also plies the route, but charges passengers according to the baggage they are carrying.
Dar es Salaam will become the third regional destination that AirZim has scheduled flights to after Johannesburg and Lusaka.
Dhliwayo said the airline was consolidating its position on the regional routes as it aims to start flying long haul flights to Europe and Far East.
“The airline remains determined to re-open its direct flights to London and China in the near future as resources become available and when an agreement with a strategic partner is concluded,” she said.

The National Pledge Is Necessary And Good For Our Children
By Dr. Masimba Mavaza | A PLEDGE is a core value tersely and frequently expressed. It represents a fundamental belief that helps shape behavior as we try to live up to the message it expresses.
One of the most well-known corporate mottos is Nike’s “Just do it.” The power behind the motto is the way it reflects the nature of the product they sell. It is a symbol of action, of movement, of doing. It captures the essence of the company and reflects the core value it promotes. It has even taken on a life of its own, having been adopted by millions as a sort of personal anthem.
That’s the power of a motto, fully ingested, passionately endorsed, harmoniously aligned and fully integrated.
Millions upon millions of corporations, nations, cities and states, government agencies, non-profit organizations, clubs and events have created and adopted mottos as expressions of what they want to be and how they want to be seen, what they strive for and as a reflection of their core beliefs and values and as a way to infuse into the organization those values they want absorbed into the organizational climate.
Each organization chooses the core values it wants to organize around, so the mottos vary widely. In other words, one motto does not fit all.
Other well-known mottos include “This too shall pass” “The customer is always right” and “The Happiest Place on Earth.”
Having an organizational motto allows corporations and other organizations to instruct incoming recruits on what the corporate culture is all about, what drives them, what their organizational passion is.
If done correctly and infused throughout all levels of the organization, it informs all decisions and drives future planning as well.
It is, in other words, the heart and soul of the organisation.
Live with Purpose, Act with Character, Think with Clarity, Grow with Courage.”
This is the essence of what is to be done It motivates children and keeps them up late at night forging their way forward and thinking about ways to get what they have to say out into a larger world. It gives them a purpose to come to school for.
It also tells someone knowing the kids for the first time what they are all about and what do they aim to be. It conveys the spirit of Meant to be Happy at a glance.
If true of a company, why not a country or personally for yourself?
Imagine if we all had our own motto that instructed and informed our own internal identity or family climate! This world would be great.
Just as corporate mottos can be infused into the culture of a business, so a national or personal motto can work its way into the very DNA of our children personal lives and family culture as well.
Pledges and mottos act in many ways like mini sermons, rallying support, instructing values, teaching shared vision, inspiring action.
When the message is repeated over time (and lived up to), it can instill into the hearts minds of even the newest group and family members like tiny inoculations against the cynicism, habits, inertia, corruption and negativity of other less helpful cultures from previous experience family conditions or communities.
However, a pledge is not usually sufficient in itself. It’s a tool to reinforce concepts and principles already being explicitly taught. Without that explicit instruction, our use of pledges becomes little more than the idiosyncratic expressions of a quirky parent. Minimally, they are less effective than they would otherwise be.
But if they are used as little reminders of larger lessons taught, they can be powerful tools indeed.
So the pledge by Minister Lazarus Dokora is good for our children. Prophets of doom are trying to demonise it. The opposition to the pledge is motivated by the fact that it is a good thing but from ZANU PF. The opposition is politicising the pledge to gain credence. Churches are being used to bolster the political agenda. There is nothing devilish about this pledge.
“Life is what we make of it.”
In other words, you can be the horse driven by others who hold the reins to your life, or you can be the wagon master steering your own life in the direction you want it to go.
The option is yours; the reality of the choice is not. We either steer or are steered.
I’ve never done well with others telling me what I have to do and when to do it. I’m a deeply religious man, so God and religion is not what I’m talking about. But rules and regulations for the sake of rules and regulations, especially when they’re obviously divorced from common sense, simply drive me crazy.
So when I came to realize that unless forfeited to others, I was in control of my emotions, my reactions, my attitude, the pursuit of my dreams and happiness, I enthusiastically picked up the reins and began steering.
The pledge is for our children not the misguided political politicking.
My life is organized around this principle. I am self-directed. I choose how I will respond to other people’s behavior and attitudes.
My life pledge therefore, is a reflection of me. But it also inspires me to grow and strive to be increasingly true to that motto at the same time. I fall short of its principle, but I work toward its ideal.
So many people, it seems to me, act as though they were in the audience watching their lives unfold on stage, as if others were responsible for the unfolding.
As a result, they become pawns on others’ game boards. They bounce when dribbled and roll when rolled. But that kind of passive or reactive living can’t produce the happiness a self-directed, self-responsible, motto-driven life can produce.
The impact a pledge can have on your life and the lives of those who are influenced by you, underscores the need to give thought to the mottos you make your own. Pretending to be so religious and denying reality in the name of God is satanic.
Pledges are helpful to the degree we truly make them the pledges of our lives. Repeating a phrase over and over again creates emotional and moral dissonance if we never live by the phrases we use
Instead, let the words sink down inside, becoming part of the essence of who you are. Let your pledge become expressions of your character. And let your character be informed by the words you use to express it.
In other words, pledges can be powerful tools in your life to help you navigate your way through the clutter and noise out there in pop culture and elsewhere. They can also be powerful ways to communicate profound principles of human behavior to loved ones and others.
And finally, they can be useful reminders to ourselves, even as we use them to instruct others, that life is indeed what we make of it, that we can fashion a life of our choosing based on the core values that inspire us.

Man Loses Job Over Tsvangirai Goat Donation
Silence Motowenyoka, who has been working as a child care volunteer for over two years in ward 21 in Gutu, was suspended by Zanu PF Councillor Jephas Mutizwa and senior Social Welfare officers after being incensed by his donation.
A local traditional leader, Chief Makore also banned MDC activities -he threatened to evict all MDC supporters from his area following MDC leader Morgan Tsvangirai’s rally at Man’a Business Centre.
Motowenyoka said he was surprised when Mutizwa came to his homestead to collect the cellphone and bicycle he received from the Social Welfare.
“I was shocked to see Mutizwa coming to my house instructing me to handover the cellphone and bicycle I received from the Social Welfare. He said I was no longer needed by the community. He said I was a sellout and he accused me of donating a goat to the MDC,” said Motowenyoka.
Councillor Mutizwa claimed Motowenyoka was dismissed for incompetence.
“I dismissed him because he is no longer needed by the community,” said Mutizwa.

Chief Clashes with Police Over Centre
CHIEF Ndiweni has petitioned police Commissioner General Augustine Chihuri following a fresh confrontation with police in Ntabazinduna after they shut down a vocational training centre opened at one of their bases with the traditional leader’s backing. The chief once sought the closure of the police training depot in Ntabazinduna to make way for a vocational training centre.
Two weeks ago, the chief supported the opening of a vocational training centre at a police base but it was closed by the police last Friday. Chief Ndiweni said yesterday that the police closed Dunlop Vocational Training Centre saying it was being operated by an unregistered non-governmental organisation.
The chief led some of his subjects to protest against the closure of the training centre at the police base. Chief Ndiweni said he had petitioned Commissioner General Chihuri to transfer police officers at Ntabazinduna Police Base saying relations with the community had broken down.
“We engaged an NGO that wants to build an orphanage in Ntabazinduna and they’ve said they can assist us resuscitate Dunlop Vocational Training Centre. The VTC has been operating for the past two and half weeks and suddenly police told us that we should shut it down as it’s not registered with Umguza Rural District Council,” he said.
“The uptake of the programme by the youths has been overwhelming. On Thursday the police told me that the VTC should be closed as it was unregistered. I engaged the police and we agreed that the training centre could operate pending registration which takes less than five working days. The officer in charge of Mbembesi Police Station however overruled the decision by his juniors and closed the training centre on Friday.”
National police spokesperson Chief Superintendent Paul Nyathi could not immediately comment on the matter yesterday saying he was travelling. Chief Ndiweni said there was bad blood between the police and members of the community.
Citing another example of the bad blood, he said: “I told them the other day to stop the distribution of food aid as it was getting dark but they continued. A number of elderly people were as a result robbed of their allocations on their way home.” State Media
Churches to Rubbish National Pledge
CHURCHES said yesterday that the national pledge will not be recited at their schools when schools open for the second term tomorrow. Chief Justice Godfrey Chidyausiku last Thursday dismissed the Zimbabwe Lawyers for Human Rights’ urgent interdict to stop the reciting of the national pledge paving way for the government to implement the national pledge policy.
Chief Justice Chidyausiku in his chambers threw out the urgent application but directed the registrar of the Constitutional Court to set down the main challenge at the earliest convenient date. The government has said it is dismayed by the resistance as the national pledge is meant to instil honesty, hard work and commitment at a tender age.
The Ministry of Primary and Secondary Education has said parents should accompany their children to schools tomorrow and hand them gifts after they recite the pledge, a directive that is being resisted by churches.
Brethren in Christ Church which runs some of the top schools in Matabeleland region that include Matopo High School, Mtshabezi High School and Wanezi High school, said pupils at its schools will not recite the pledge.
In a statement the church said the pledge violates chapter 4 section 60 (2) of the Constitution that says “no person may be compelled to make an oath that is contrary to their rights or belief” as well as chapter 2 section 19 subsection (3) (b) which says the state must take appropriate measures to ensure that children are not required to perform activities that place at risk their morals or spiritual development.
“As BICC Zimbabwe conference together with like-minded organisations, we are unequivocally against the pledge and its implementation. We therefore appeal to the Ministry of Primary and Secondary Education and government to rescind the decision. Our position as BICC Zimbabwe conference is that we will neither participate nor encourage our institutions, members and our children to participate on matters contrary to our beliefs and conscience,” the church said.
Reverend Useni Sibanda, the director of Christian Alliance which represents many churches, said those in their religious grouping will also not allow their children to recite the national pledge.
“Our children will not participate in the national pledge. We reject it on the grounds of our constitutional provisions and our religion. This uproar could’ve been avoided by the ministry through consultations with parents and the schoolchildren. We would’ve highlighted that the pledge is against our belief systems and violates our freedom of conscience as Christians,” he said.
“We know countries like India, South Africa, the United States of America and many other countries have similar pledges but here in Zimbabwe there was no consultation before the pledge was imposed on our children. The fact that parents have been asked to present their children with presents means that it’s no longer a pledge but a ritual, which is against our Christian values. “
The Zimbabwe Teachers Association (Zimta), the largest teachers’ union, has also rejected the pledge which it says is unconstitutional and violates the rights of pupils and teachers.
The permanent secretary in the Ministry of Primary and Secondary Education Sylvia Utete-Masango said the recital will go on as planned tomorrow and urged parents to support their children.
“The words in the pledge talk about hard work, commitment and dignity, I don’t know if there are parents who don’t want honest and hardworking children. The words are derived from the constitution and means those who are saying it’s wrong don’t support the constitution,” said Utete-Masango.
She said the national pledge was not a once off thing, and would be recited every day during assembly time after the singing of the national anthem. “So I don’t know whether parents who are withdrawing their children from school are withdrawing them forever,” she said.
Utete-Masango said parents were consulted on the pledge during the curriculum review process. The ZLHR is representing a Harare man who is contesting the constitutionality of forcing his children to recite the national pledge. A 27-year-old kombi driver from Gokwe has been sentenced to six years in jail for stealing a police officer’s vehicle that he later sold.

Chinyaure will, however, serve an effective four years in prison after two years were suspended for five years on conditions of good be- haviour.
Prosecuting, Robert Ndlala told the court that on June 11, 2014, Chinyaure approached Johnson Ndabambi, a Gokwe-based police officer, who had recently imported a Mazda vehicle worth $7 000.
He told the cop that he would use the vehicle to carry passengers for a fee.
The court heard that Ndabambi knew Chinyaure as a public service transport driver in Gokwe hence he agreed to the arrangement.
“Instead of adhering to what they had agreed, Chinyaure went to Norton with the vehicle the same day he received it and never returned or call Ndabambi advising him of his whereabouts,” said Ndlala.
He later sold the vehicle to one Liberty Mbofana in Norton.State Media

Listening to Morgan Tsvangirai is like listening to a five year old telling a joke way out of his depth of comprehension and thus lose track of the punch-line, and yet goes on to laugh totally unaware what he said does not make an sense!
“We are preparing to participate in the 2018 elections and we are very categorical about it,” Tsvangirai told journalists at the Bulawayo Press Club on Friday night.
“What we are saying is that when we go to that election, it must give the people the confidence that the election will not be usurped like the 2013 one.” OK we definitely want free and fair elections; go on!
“We are participating in the 2018 elections and we are very confident that obstacles that were placed in our way before will be removed by the time we go to the polls.”
But implementing the reforms during the GNU was a relatively easy task because MDC had the majority in parliament and cabinet, had the backing of SADC and Mugabe had his hands tied behind his back since he had agreed to the reforms by signing the 2008 GPA. To add to that SADC told the same Tsvangirai not to go into elections until reforms are performed. But sadly MDC failed to get even one reform implemented. Not one!
Now that the GPA has expired and Zanu PF has more than a commanding two thirds majority in both parliament and the senate, the task of getting meaningful democratic reforms implemented is now more than a challenge. If implementing the reforms during the GNU was climbing an anthill, it is climbing Mount Everest now! So Tsvangirai’s “very confident” claim to have the task done is clearly the five year old in him talking although he has no clue what he is talking about!
Last year, 2015, MDC-T Secretary General, Douglas Mwonzora told a UK website that their party will force Zanu PF “kicking and screaming” to implement the reforms before the end of the year. It was MDC-T doing what they know best –posturing and grand-standing with no end product. We are nearly half way through 2016 and still not even one meaningful reform has been implemented!
Tsvangirai and his MDC friends should have implemented the raft of democratic reforms agreed in the 2008 GPA designed to end the Zanu PF strangle hold on Police, ZEC, Public Media, Judiciary, etc. freeing them to carry out their public duties freely and effectively. MDC failed to get even one meaningful reform implemented in five years of the GNU. SADC and other people warned MDC leaders of the critical importance of the implementing the reforms but they paid no heed.
MDC did not see the need to implement any reforms because the party was confident of winning the elections “regardless of any Zanu PF election shenanigans”, Tsvangirai later admitted. MDC had grossly underestimated Zanu PF’s ability to rig elections!
If anyone thought that Tsvangirai and his MDC friends had learnt an important lesson about implementing reforms after Zanu PF went on to blatantly rig the July 2013 elections; he/she was wrong, MDC learnt nothing.
Instead of sticking with the structural reforms agreed in the 2008 GPA, MDC-T has been wittering about electoral law reforms! MDC has been calling for ZEC to take over control of the voters roll from the Registrar General, for example. Without the structural reform necessary to ensure ZEC’s independence, it is obvious Zanu PF will still interfere with the compilation of the voters roll as before.

Tsvangirai Dithers, Surprise U-turn Election Shocker
The Morgan Tsvangirai led MDC-T has ended its election boycott and will now contest the 2018 general polls despite its “No Reforms, No Elections” campaign adopted in 2014.
Zanu PF has capitalised on the “No Reforms, No Elections” campaign by grabbing all parliamentary by-elections held since last year as MDC-T boycotted.
In Bulawayo alone, Zanu PF won all six by-elections that the MDC T boycotted in June last year.
“We are preparing to participate in the 2018 elections and we are very categorical about it,” Tsvangirai told journalists at the Bulawayo Press Club on Friday night.

The MDC-T leader, however, insisted on key electoral reforms to ensure a level playing field.
“Our demand for no reforms no elections, was a campaign. It was not a decision to boycott the 2018 elections. We are not boycotting any election, come 2018. We are going to be there,” he said.
“We are going to make sure that we minimise the conditions that have militated against us. We are going to insist we have a level playing field.”
A decision to boycott by-elections did not go down well with MDC-T officials and legislators, especially those from Matabeleland where Zanu PF had in the past struggled to make inroads.
In Bulawayo, Zanu PF had not won a single seat since 2000.
Zimbabwe Electoral Commission (ZEC) commissioner, Qhubani Moyo, said Tsvangirai’s announcement showed a vote of confidence in the country’s electoral system.
“As an electoral management body official, it is good news as it reflects a vote of confidence in the electoral reform processes done so far. We have taken charge of the voters’ roll from the registrar general,” Moyo posted on his Facebook page.
“We have also introduced marker pens and not ink dipping. We are preparing for biometric voter registration. That is how far we have gone so far, but we still have a few more things to do and we are happy that people are already happy.” Standard
Land for Sex
Wedzerai Gwenzi from Chisumbanje asks with regret why his late father abandoned his family to join the liberation struggle.
Gwenzi says while his father played his part in liberating the country; he died after independence without anything — a pauper who had his land taken away by a white man, businessman Billy Rautenbach.
“I now blame my father for wasting his time fighting for independence and land ownership because during the time he spent at war, he could not mobilise resources for our education,” an emotional Gwenzi told delegates last Thursday at a Transparency International Zimbabwe launch of a documentary on women, land and corruption.
“Thirty six years later I am still fighting to take back our land in Chisumbanje. Government allowed one man, Rautenbach to displace close to 30 000 villagers for his sugarcane plantation.”
Gwenzi said the ethanol project at Chisumbanje had impoverished villagers to the extent that some women ended up selling their bodies to headmen, just to be given half a hectare of land to plough and feed their children.
“‘Sextortion’ is now the order of the day in Chisumbanje, and women are sexually exploited by headmen and other powerful people to get small pieces of land. They are scared to make reports for fear of losing the land — their only source of livelihood,” she said.
“Rautenbach is a powerful man and he has the backing of people at the top. We used to see former state security minister Didymus Mutasa and MPs threatening people whenever they tried to resist occupation of their land to make way for the ethanol project. Right now in Chisumbanje, there is need to capacitate women to be self-sustaining so that they can defend themselves from sextortion.”
Robinson Nyakurwa (74) said he was born in Chisumbanje and had seen different companies setting up in the area.
“A company called Tilco which was the first to set up in Chisumbanje looked after the villagers well. It used to build schools and people would be contracted to remove tree stumps and be paid well for it. Arda then took over from Tilco and they assisted us with tractors. They only requested that we buy diesel to use their tractors for ploughing,” he said.
Nyakurwa said when the ethanol project started the situation in Chisumbanje changed.
“He [Rautenbach], however, does not help people. He made an agreement with Arda to acquire 5½ hectares of land and we did not have qualms with that. But [although he has now taken thousands of hactres], he should leave the pieces of land where he has not worked to enable us to farm because we are now unsure where our next meal will come from,” Nyakurwa said.
Claris Madhuku, the director for Platform for Youth Development, said “sextortion” of women desperate for land in Chisumbanje was happening under cover, with most of them lacking courage to speak out.
“There is need to increase awareness on the affected women so that the cases can be reported. As the Chisumbanje community, the biggest problem we have is that since 2009, everything that was promised to the community has not been delivered,” Madhuku said.
Chinhoyi University lecturer Patience Mutopo who authored a book on women, land disposition and biofuels, said what was happening in Chisumbanje was a negation of human rights principles and protocols which Zimbabwe was signatory to.
“We cannot talk of the existence of working gender policies in Zimbabwe. We need responsive national gender policies which include views of rural women. Land policies should look at the rights of women and children, business human rights and corporate social responsibility,” Mutopo said.
Manase Chiweshe, an associate coordinator of the Chinhoyi University Unesco Saich Platform said urban land was desirable for women because unlike rural land, it could be sold.
“Land is now also a political tool and when we have elections in 2018, people will be allowed to build on illegal land but the houses will be demolished after elections,” Chiweshe said. Standard

Remove Christianity and We Give you Cash, Build Schools for you – Muslims, Dokora
A desperate Zimbabwean government, has been told to remove dominance of Christianity from all its schools in exchange of construction of over 2000 schools by the Islamist States, ZimEye.com can reveal.
The Zimbabwean government urgently needs millions of dollars and about 2100 Primary and Secondary schools to meet the current demand which the cash strapped state may never be able to meet in the nearest future.
To cover the gap, as part of ZANU PF’s Look East Policy, Islamic states have offered government to build the 2100 needed schools within the next ten years on condition it removes Christianity from all its schools and introduces Muslim as the alternative religion.
Dr Shingi Munyeza, the Senior Pastor of the Evangelical Lutheran Church of Zimbabwe is quoted in a circular note made available to ZimEye.com, saying the arrangement was announced to the Zimbabwe Heads of Christian Denominations at a meeting by notorious Primary and Secondary Education Minister, Lazarus Dokora.
The meeting was held on the 15th of April and chaired by Dr Munyeza.
According to the note, Minister Dokora says that government has no alternative but to buy into the arrangement except if Christian churches can come in and build the required number of schools in the shortest time frame.
The scrapping of Scripture Union from the schools was announced as the first step in that direction.
“We had a meeting with Hon Minister Dokora, The Minister of Primary and Secondary Education on 15 April 2016. We met under the auspices of Zimbabwe Heads of Christian Denomination and I chaired the meeting on behalf of our Chairman, Bishop Mukuwanda,” reads the note written by Dr Munyeza.
“In this meeting we agreed with the Minister (that)….. The Ministry needs 2056 new schools and……. Government has a plan to build schools but have no resources…..
“So the Moslem extended their helping hand and offered to build ALL the schools by 2030, all expenses catered for by them…”
“Then they proposed equal rights in terms of religion; they then brought in their suggestions to scrap SU from all educational systems, kind of a precondition….because government had no resources to meet their targets, they were left with no option but to bow down to the demands of Islamic views…. ” reads the note.
“So what these guys do is that they will make sure that education is given for free in their schools, so much so that many Zimbabweans will send their kids to free schools…,” it continued.
Though the ELCZ head office could not be reached, the sources availing the note to ZimEye.com insisted on the authenticity of the document as a genuine report of the meeting held between Dokora and the Heads of Christian Schools.
Mnangagwa: $5.5Million Squandered by Anti Corruption Commission Bosses
Vice President Emmerson Mnangagwa has exploded onto the Zimbabwe Anti-Corruption Commission (ZACC) saying they are corrupt.
Speaking at the Trade Fair in Bulawayo, Mnangagwa blamed the ZACC for corruption. We soon found that they were corrupt as well, the VP said.
According to the below state media report, the organization’s bosses splurged US$5,5 million on luxury homes, top-of-the-range cars and executive furniture at a time when the commission was being accused of doing little to fight corruption. A fortnight ago, four top managers were suspended for alleged misappropriation of funds.

The houses were bought in 2009 after the Reserve Bank of Zimbabwe provided funding through a Memorandum of Understanding (MoU) between the apex bank and ZACC on October 10, 2008.
ZACC chairperson Dr Job Wabhira yesterday said the “commission was looking at the issue to clean up what happened in the past”.
He said although he did not work with the commission in question, his office was seized with dealing with any corrupt activities which might have occurred.
“We are looking into everything; we will look at the issue (procurement of houses and cars).
“The commission is working in liason with the National Prosecuting Authority, judiciary and the police; we are not competing but complementing each other,” said Dr Wabhira.
Those who benefited from the largesse are said to be still occupying the luxury homes – five years after leaving the organisation.

Jailed former ZACC chief executive officer Mr Ngonidzashe Gumbo reportedly benefited through a US$1 026 912.50 house.
Suspended ZACC general manager investigations Ms Sukai Tongogara, received a house worth US$637 192.50, while Mr Edwin Mubataripi (general manager prevention and corporate governance) benefited a US$753 267.50 house.
These two are on suspension together with Mr Christopher Chisango (general manager finance, human resources and administration and Mr Gibson Mangwiro (manager finance) pending a hearing over alleged corrupt activities.
They are being accused of being involved in a case in which Mr Gumbo was jailed for two years for defrauding the agency of US$435 500 in a deal which saw the purchase of ZACC headquarters located at 872 Betterment Close in Mt Pleasant.
Apart from the houses, the ZACC bosses also benefited top-of-the-range vehicles such as Mercedes Benz ML 350 worth US$160 000 for Mr Gumbo, and two other same Mercedes cars for the commission.
Other vehicles include Toyota Fortuner worth US$60 000, four Toyota Hilux double cab each valued at US$40 000 and 13 Isuzu KBs each valued at US$18 000.
ZACC also splashed US$558 738.31 on executive office furniture, carpeting, office security and surveillance systems.
Another US$50 629 was spent on cellphones, switchboard, telephone receivers and fax machines
The suspended ZACC general managers also stand accused of allocating themselves 700 litres of fuel per month each while investigations vehicles get 200 litres.
A whistleblower said, “They (ZACC general managers) awarded themselves 700 litres, landline and cellphone allowances monthly and these are backdated whenever Treasury releases funds for operations.
“On 7 January 2015, they awarded themselves with backdated fuel coupons and other self-approved allowances in excess of US$2 000 each time the commission was on annual shutdown.
“What business were they doing when the commission was not investigating any crimes?

Govt: No Debt Collectors on Hospital Patients
The hospital is owed $1,7 million.
“What we always encourage is that the hospitals should use more hospitable methods to get whatever is owed to them. But more importantly we should be able to give more resources to the hospitals, because if we don’t, the hospitals will try and squeeze the population to get the little,” Parirenyatwa told Radio VOP during a tour of the hospital.
“We don’t want patients to be taken to court for not paying. But patients should also understand that we need to run the hospitals,” Parirenyatwa said.
He urged the hospital’s medical superintendent, Fabian Mashingaidze to understand the plight of patients who cannot afford to pay the hospital bills on time.
According to the hospital, the debt is said to have ballooned from $1,1 million in 2014 to the current debt of $1,7 million.
Last month, before unleashing debt collectors on the patients, the hospital sent text messages demanding payment to settle the bills, but few responded.
Mashingaidze is on record as saying unleashing debt collectors on defaulters yielded positive results, as more people were now forthcoming to settle outstanding bills.
“We have been getting a good response from our defaulters since we sent them final warnings, so the strategy is working,” said Mashingaidze.
Midlands hospitals have suffered financial constraints with a paltry $3 000 having been disbursed from $460 000 allocated to the province by the ministry this year.
“Midlands was allocated $460 000, but to date $3 000 has come in and that is worrying. So we continue to lobby the rest of government, to say please look at this priority area of health,” said the minister. Radio Vop

Nyagomo Confronts Mugabe Over Workers’ Plight
Terrence Mawawa, Masvingo | Opposition party leader Barbara Nyagomo has called on President Robert Mugabe to immediately address the workers grievances as the government continues to postpone the payment of teachers’ bonuses.
Nyagomo ,who is the leader of the Progressive Democrats of Zimbabwe(PDZ) said in a statement yesterday ,the workers’ grievances must be immediately resolved by Mugabe’s government.
Teachers are yet to receive their bonuses after Finance Minister Patrick Chinamasa told state television in February workers in the Education Ministry would be paid their bonuses by April 30.
As a result hundreds of teachers were seen pacing around banks hoping to get their bonuses yesterday.
Nyagomo said Mugabe’s government has to resolve the workers’ plight as a matter of urgency.
“We have been following the issue of the Zimbabwean workers with keen interest in the past few months.It is sad to note that on May 1, we are commemorating Workers’ Day yet the plight of civil servants and all the workers in the country is atrocious. Teachers are yet to receive their bonuses while some workers have gone for three months without getting their salaries as their respective companies grapple with the harsh economic conditions.The level of unemployment is shocking in the country .Mugabe must accept reality and step down to pave way for fresh initiatives. The nation has been brought to a hault by the government’s controversial policies.We are therefore calling on the government to address the workers plight with immediate effect,” said Nyagomo. Civil servants in Zimbabwe no longer have a fixed monthly pay day as the economy continues to dwindle. Some workers in the country have gone for up to six months without getting their salaries as their respective companies battle to remain operational.

State Media -HWANGE Colliery Company has embarked on a restructuring exercise which has seen at least 55 senior and middle level managers losing their jobs in a move aimed at reducing the company’s wage bill.
The coal mining company is currently sitting on a monthly wage bill of about $3,5 million and the move to trim the managers is expected to reduce salary costs by 50 percent.
Some of the senior managers who have been axed include company secretary, operations director, Information Technology director, marketing and finance directors.
Mines and Mining Development Minister, Walter Chidhakwa yesterday confirmed the development to The Sunday Mail saying the company’s management was bloated.
Minister Chidhakwa said it was important for the company to streamline its senior managers because it was presiding over an unsustainable situation.
“We had to streamline the labour because it was too big because our revenue has been going down and we were not able to meet the salary wage bill,” he said.
HCCL managing director, Mr Thomas Makore last week told The Sunday Mail that the coal mining company had adopted a strategy to ensure production levels are reflective of the workforce.
“What we are doing is to allow the company to be competitive we want to reduce the level of our wage bill from the current $3,5 million and to align it in line with our revenue,” he said.
Mr Makore said at least five senior executives and 50 managers have been shown the door while their exit packages of the senior executives were being negotiated. Currently the company has a labour force of 2 600 and about half of that will be relieved of their duties as part of the company’s restructuring.
In June last year the company commissioned the $31,2 million investment equipment from Belaz and BEML under vendor-finance facilities but the company’s production remained low.
The new equipment was expected to increase production from 300 000 to 500 000 tonnes per month but things did not go according to plan.
Since last year Government has given several ultimatums for the management to shape up or ship out.
During the commissioning of the equipment last year, Minister Chidhakwa challenged the company’s board and management to deliver the expected results as Government was running out of patience.
This has seen several marathon meetings and trips to Hwange in an effort to deal with the rot at the coal mining giant.

UK:Zim Married Nurse Caught in Sex Affair with Violent Mentally Ill Patient
London – A Zimbabwean married nurse at a high-security mental institution, for extremely difficult violent offenders, was yesterday spared the axe after being found guilty of having an affair with a mentally-ill patient.
Mrs Tendai Zinyemba was caught in a compromising act with Patient A (name withheld) by a colleague and reported to bosses, charges read out yesterday state. The patient (25) is 10 years younger than her.
She was also found guilty of sending letters to the patient of an intimate nature. Zinyemba sent “affectionate, intimate” letters to the 25 year old man, charges were deliberated on at Stratford London yesterday.
The married woman in mitigation, requested for other issues to be addressed in private by her solicitor, Dr Masimba Mavaza. That move led to her receiving a light suspension by the NMC (Nursing and Midwivery Council), of a 12 month period.
Tendai Zinyemba, 35, developed a relationship with the convicted prisoner at the psychiatric hospital at HMP Long Lartin around December 2013.
Inner details of the case were successfully kept hidden with Zinyemba’s solicitor, Masimba Mavaza’s help, who argued they should be dealt with in private. It was not clear what argument the lawyer used to win the tribunal’s favour. Efforts to obtain a comment from Dr Mavaza were fruitless at the time of writing.

HIV+ Man Shoots alleged “Infectious” Wife Dead
A 30-year-old Harare man fatally shot his maid with his service rifle after accusing her of deliberately infecting him with HIV, the court heard yesterday. It is alleged that Phelimon Chigwada shot his wife Memory Mahari who is battling for her life at Parirenyatwa Hospital after she had tried to cool his temper. Chigwada, who is a security guard, was facing murder and attempted murder charges when he appeared before magistrate Mr Tendai Mahwe.
He was remanded in custody to May 5 and advised to approach the High Court for bail application. Allegations are that on April 23, Chigwada had a misunderstanding with Chiedza Rambanepasi whom he was accusing of deliberately infecting him with HIV.
The court heard that during the dispute, Chigwada took his service 303 rifle and shot Rambanepasi who died on the spot. It is the State’s case that after shooting Rambanepasi, Chigwada turned to Mahari and shot her in the jaw.
A report was made leading to Chigwada’s arrest.
Meanwhile, a jilted Harare man appeared in the same court on Monday accused of fatally stabbing his ex-girlfriend with a kitchen knife in the heat of a dispute. Emmanuel Chikwanda (25) was charged with murder. He was remanded in custody to May 9 for trial.-State Media
REPLACING MUGABE:CIO Bosses Grill Hungwe
Terrence Mawawa, Masvingo| Veteran politician Josiah Dunira Hungwe has been summoned by Central Intelligence Organisation(CIO) bosses for influencing party members to block President Robert Mugabe’s candidature in the 2018 polls.
Hungwe equates Vice President Emmerson Mnangagwa to Jesus Christ and at a recent function ceremony participated by ‘Prophet’ Andrew Wutaunashe(the latter who did not rebuke him), Hungwe introduced Mnangagwa as “the Son Of God.”
ZimEye.com is reliably informed Mugabe ordered the CIO to summon Hungwe over his role in the succession battle. In a move that could end the former governor’s lengthy political career, Mugabe demanded an explanation from Hungwe, who is said to be a member of a faction backing Vice President Emmerson Mnangagwa.
Coincidentally Hungwe is also a former Rhodesian spy in the former Ian Smith government before independence.
Impeccable party sources told ZimEye.com early this week Mugabe demanded assurance that the volatile province was still behind the nonagenarian.
Hungwe has been in and out of the intelligence offices to put the record straight, it has emerged.
Zanu PF Masvingo Provincial chairman, Amasa Nenjana, who is a strong member of the G40 team backing the First Lady, Grace Mugabe, confirmed Hungwe was confronted by the CIO following Mugabe’s directive.
“The consultations with the districts came soon after Hungwe was called by the president’s office to clarify succession issues. Hungwe was asked to put the record straight on the hot succession issue,” said Nenjana.
He said there were no sacred cows on the issue since all those who are against Mugabe will be dismissed from the party. “We are in the process of finding out those who called on the president to step down. Such people will be dealt with accordingly,” added Nenjana.
A crest-fallen Hungwe was spotted at a heated Zanu PF Provincial Coordinating Committee at the weekend.
As the Zanu PF succession battles continue, senior party officials including Hungwe are likely to face the boot as tension continues to mount in the troubled ruling party.

The war involving environment minister Oppah Muchinguri Kashiri and many in the Zimbabwean community over bird farming, has seen the controversial cabinet minister being told off.
Muchinguri this week banned quail farming, a business which has boomed in recent months after superstitious claims were made by traditional witch doctors that the bird meat snd eggs heal many diseases including HIV AIDS.
The minister was given the open insult this week when her party youths busy in the quail trade, continued in their business as usual.
It was all normal at the Zimbabwe Trade Fair in Bulawayo when ZANU PF youths continued displaying the business in open defiance of the minister. In the below pic, one of them displays his trade two days after the minister made an official announcement against it all.
While it was not clear how the party’s politburo is going to deal with the situation, sources said the minister has been extricated in her move.

Junior officers are deployed in about 3 road blocks within a kilometer apart. The problem I have discovered with the police is that they don’t quite know the traffic laws very well. Some of the things they ask are so unbelievable. All they are concerned is money. When you don’t have money on the spot they make you leave your drivers licence and you take their contact number so that you can contact them later and meet and pay between $5 and $10.
Mugabe Cursed by Pastor for Looting Diamonds
Anglican Bishop Sebastian Bakare says President Robert Mugabe and his Zanu PF party should be cursed for looting the Marange diamonds.
Bishop Bakare told western diplomats, members of the civil society, and politicians gathered at a private venue for the official launch of a book titled “Facets of Power” Politics, profits and people in the making of Zimbabwe’s bloody diamonds, in Harare Thursday that maggots were waiting for the “corrupt” Zanu PF diamond looters.
“Reading through the pages of this book, one cannot fail to understand the plight and struggle of the powerless peasants of Marange caused by selfish and the brutal elite with no regard and human dignity,” said Bishop Bakare.
The man of the cloth said Mugabe destroyed Manicaland.
“The story of bloody diamonds has however not only scandalised, shamed and destroyed the image of the Marange community alone, but also of the entire nation. The recent announcement of the disappearance of $15 billion affects us all since all natural resources should benefit the people and the entire nation.
“Never, never again should we allow the power hungry, shameless and corrupt elite system that denies equal opportunities for all,” said Bishop Bakare.
Government in 2008 deployed soldiers in the Chiadzwa diamond fields who brutalised local villagers, also killing many.
The administration allocated the diamond claims to the Chinese and known top state security officials.
Pupils To Recite the National Pledge, Judge Rules
Zimbabwe’s Chief Justice Godfrey Chidyausiku on Thursday dismissed an urgent chamber application by the Zimbabwe Lawyers for Human Rights(ZLHR) to stay the reciting of the national pledge in schools until the court makes a ruling on the case.
ZLHR lawyer, David Hofisi says the Constitutional Court will only hear the matter in June.
Government, through the ministry of education, introduced a national pledge which school children have to recite and Minister Lazarus Dokora said schools would start enforcing it starting next month.
President Robert Mugabe will now join 4.2 million pupils, parents and guardians in the inaugural national schools pledge to be recited in all schools on May 3.
The urgent application was filed Tuesday by a parent Mathew Sologani. The respondents were cited as Dokora, the headmaster of Mashambanhaka Secondary School, Mashonaland East, the headmaster of Chizungu Primary School in Harare and the Attorney General.
The Zimbabwe Lawyers for Human Rights is representing Sologani, a father of three. The lawyers had argued in papers filed Tuesday that, the applicant (Sologani) is entitled to an urgent hearing of the matter due to the fact that he will suffer irreparable harm if his children are compelled to recite a pledge which is contrary to their views, opinions and beliefs.
The lawyers further said Sologani prayed for the following order:
The policy requirement for recitation of the national pledge in all schools and by all schoolchildren as required by the 1st Respondent be and is hereby stayed pending the determination of the Constitutional Court Application filed in Case Number CCZ /16.
Consequently, there shall be no recitation of the national pledge as required by the 1st Respondent pending the determination of the Constitutional Court Application filed in Case Number CCZ 31/16.
As such, the 2nd and 3rd Respondents shall not, require school children, including Applicant’s children, to recite the national pledge as formulated pending the determination of the Constitutional Court Application filed in Case Number CCZ 31/16.
Each party to bear its own costs.

Grace Fires Warning at Chivayo
Mugabe and his wife were said to have been seriously angered by pictures posted on social networking website, Facebook by Chivayo showing the businessman having dinner with Grace and her son Robert Jr in Dubai.
“Had dinner in Dubai yesterday with my mother (Grace) and my little brother (Robert Jr) … I love my parents … Team Bob for life, there is nothing you can do to me,” he childishly boasted on his Facebook page.
The post came after Chivayo, a convicted fraudster making money through dodgy Zimbabwe Power company multi-dollar deals, lashed out at Higher Education minister Jonathan Moyo for joining many other Zimbabweans in suggesting that the Zimbabwe Football Association needs corporate sponsorship rather than individual benefactors. Moyo’s comments came after Chivayo had withdrawn sponsorship to the national team following the state-controlled weekly Sunday Mail’s report he had gone two months without paying national soccer team coach Kalisto Pasuwa.
“Following those photos posted on Facebook, the First Family recently dispatched senior state operators to tell him to shut up and stop abusing his association with them,” informed sources revealed. “They indicated that the President’s family was very unhappy with the pictures he had posted in the aftermath of the purported dinner he had with the First Lady. They also made it very clear that the issue was not up for discussion. It was the conveyance of a strong message from them that Chivayo must stop his antics forthwith.” Contacted for comment this week, Chivayo denied he had been warned against abusing his association with the First Family.
“I understand it is everyone’s dream to stand next to royalty. The dinner was a gesture to me from the First Lady for my support of football,” Chivayo said. “The issue of how people want to misinterpret the pictures out of context is subjective. That I was posting them was clearly testimony of how simply enthused I was. Honouring your leadership even in a foreign country is commendable and should be inspirational.”
This is not the first time Chivayo has posted pictures with members of the First Family.
In 2014, he posted pictures with Mugabe at State House alongside a comment which read: “Long live my hero, my role model, the most valuable gift from God to the people of Zimbabwe, the man of principles, a sincere and loving father, incorruptible revolutionary. I had a wonderful meeting with the Commander-in-Chief of the Defence Forces yesterday. For him and only him I had to wear a suit, for any other president I’ll wear shorts instead. Dead End for Zuma as Court Digs Up Another Criminal Case
Reuters|SOUTH Africa’s High Court ruled on Friday that a 2009 decision to drop 783 corruption charges against President Jacob Zuma was irrational and should be reviewed, another setback for the scandal-ridden leader who faces calls for his resignation.
The decision in April 2009 to set aside the charges allowed Zuma to run for president in elections the same month.
National prosecutor Mokotedi Mpshe’s decision at the time was based on phone intercepts presented by Zuma’s legal team that suggested the timing of the charges against Zuma in late 2007 may have been part of a political plot against him.
However, Judge Aubrey Ledwaba said Mpshe’s thinking and behavior was irrational, especially his failure to disclose his decision to prosecutors until the moment he announced it to the nation at a news conference.
“If the decision had been rational and above board, why the secrecy?” Ledwaba said.
The ruling adds pressure on Zuma, who has faced calls for his resignation even from within inside the ruling African National Congress since a damning constitutional court judgment against him last month.
South Africa’s rand rose towards a four-month high after the ruling, while government bonds also firmed.
“Mr. Zuma should face the charges as applied in the indictment,” Ledwaba said, summarizing the unanimous ruling.
It was not immediately clear whether Zuma would appeal.
The judgment does not automatically reinstate the charges against Zuma, a decision that can only come from the prosecuting authorities.
Shaun Abrahams, head of the National Prosecuting Authority, told Reuters he was studying the ruling.
Opposition Democratic Alliance leader Mmusi Maimane, whose party brought the court application, demanded the charges against Zuma be reinstated.
“Jacob Zuma is not fit to be the president of this country,” he told reporters.
“The decision that they took was irrational and we still maintain that Jacob Zuma is corrupt. Jacob Zuma must face the full might of the law. He has already violated the constitution. There is no debate about that.”
The hundreds of corruption charges relate to a major government arms deal arranged in the late 1990s. Zuma said last week that an investigation into the deal had found no evidence of corruption or fraud.

A Zimbabwean male named “Julian Assange” by British mainstream media, has broken history beating armed UK police officers guarding the Zim embassy in London. He made the first ever successful escape from cops leaving behind the Australian computer wizard, Julian Assange, the only other male trapped in a London based embassy.
Zimbabwe’s “Assange”, whose real name is under a court gag, touched down at Harare international airport on Friday afternoon, a totally free man.
He had been trapped in the Zimbabwean embassy for nearly three weeks, the only other male in the entire United Kingdom boobed alongside the Australian computer geek who has failed his own escape for 3 years, Julian Assange, currently trapped in the Ecuadorian embassy.
The now free Zimbabwean “Assange,” (16), was fleeing British police seeking to force him into a mental asylum institution, part of what the family complains, was a notorious social worker plot to punish both him and the mother.
The social worker (whose identity is sealed by the same court gag), had been claiming the lad is mentally ill and through this caused the lad to be sectioned and have medication forced on him..
But the lad was assessed upon arrival in Harare and found to be fit and independent.

Chinese Investors Snub ZITF
CHINESE exhibitors — who have for years dominated the Zimbabwe International Trade Fair (ZITF) — this year largely snubbed the annual trade showcase, with a few companies from the Asian economic powerhouse participating.
Instead, South Africa — Zimbabwe’s traditional biggest trading partner — is the biggest exhibitor this year with 32 companies from the country exhibiting, according to the ZITF chairperson, Bekithemba Nkomo.
Togolese President Faure Essozimna Gnassingbé will officially open the annual trade fair today. The event, which opened on Tuesday and ends tomorrow, is running under the theme; “Innovate, Integrate and Industrialise”, which is ironic as Zimbabwe is going through massive de-industrialisation.
Chinese companies have for years been the biggest exhibitors at the ZITF, for example, occupying as much as 500 square metres at the 2012 edition of the trade fair, the largest ever exhibition from the Far East nation.
Hall 2, which is traditionally dominated by Chinese companies, is closed this year due to the low numbers of exhibitors.
The few Chinese companies at the fair have taken up exhibition space which is smaller than that which has been taken by local universities.
The stayaway by Chinese companies is despite the fact that President Robert Mugabe’s regime has been pulling out all stops to attract Sino companies to invest in Zimbabwe under its myopic Look East Policy necessitated by Western isolation and restrictive measures or limited sanctions.
Mugabe now regards China as Zimbabwe’s all-weather friend after his fallout with the West at the turn of the millenium.
In the last five years, Zimbabwe has received more than US$1 billion in low-interest loans from China, which is Harare’s second largest trading partner after South Africa.
In August 2014, Mugabe and his Chinese counterpart XiJinping signed various deals worth billions of dollars, mostly focusing on infrastructure.
According to Zimbabwe Investment Authority (ZIA) statistics, the Asian giant remained Zimbabwe’s largest investor, accounting for 74% of the US$134 million in foreign direct investments recorded by Zimbabwe during the first five months of 2015.
In 2014 ZIA approved US$929 million worth of Foreign Direct Investment (FDI)projects of which 72% were from China.
Nkomo this week admitted there were relatively few Chinese companies at the ZITF compared to previous years, but argued ZITF was not interested in numbers, but quality.
“Our emphasis is on quality, we are happy with the quality of the exhibition and the quality of the products. We have noted an improvement in the quality of exhibition,” Nkomo told journalists.
Among some of the countries exhibiting at ZITF are Botswana, Cyprus, Ethiopia, Germany, Indonesia, Iran, Japan, Kenya, Malawi, Mozambique, Namibia, Poland, Russia, South Africa, Tanzania, Zambia and China.
Nkomo said that total bookings were at 45 683m2, which was 96% of space available for sale.
He said this year’s edition had attracted about 390 direct exhibitors, compared to the closing total of 387 last year. There are 32 direct foreign exhibitors at this year’s fair, the same as that of 2015.
Meanwhile, the foot-and-mouth outbreak forced organisers to reduce livestock related exhibition at the ZITF.
The Bulawayo Agricultural Show runs concurrently with the ZITF, but the Zimbabwe Independent observed only 60 herd of cattle were brought for the exhibition whereas in the past hundreds of cattle were showcased. A ban on pigs, sheep and goats is yet to be lifted owing to the foot-andmouth outbreak. – Independent
Judge Shields Farm Grabber
A HIGH Court judge yesterday ordered prominent Matabeleland South commercial white farmer David Connolly to vacate Centenary Farm and blasted the Deputy Minister of Agriculture Paddy Zhanda for allegedly shielding him.
Connolly, through his company, JC Connolly and Sons (Pvt) Ltd, has since 2014 been locked in a protracted legal wrangle with the Deputy Chief Secretary to the President and Cabinet, Ray Ndhlukula, over the ownership of the farm.
The ruling by Justice Joseph Musakwa of the Harare High Court follows an application by Connolly who sought the confirmation of a provisional order which was granted in his favour in 2014.
The order, by a Bulawayo High Court judge, barred Ndhlukula from evicting Connolly from Centenary Farm. The order also interdicted Ndhlukula from occupying the farm and bringing in his cattle into the disputed piece of land pending the finalisation of the matter.
Justice Musakwa said Connolly was in occupation of gazetted land, which was compulsorily acquired by the state in 2000.
In discharging the provisional order, Justice Musakwa said although Connolly has not been charged for unlawful occupation of the disputed farm, he had no right to remain on the property.
“The applicant has no legal right to the land in question and the elements of a clear right as a requirement for the interdict hasn’t been met. In my final analysis, the provisional order is hereby discharged with costs,” ruled Justice Musakwa.
The judge also blasted government officials, among them the Deputy Minister of Agriculture Paddy Zhanda, for “legitimising” Connolly’s occupation of the farm through their frequent visits to encourage him to continue with his farming activities. “It matters not that the applicant has received covert encouragement from government officials. In fact, it was duplicitous of those government officials to have given the applicant such false hope without ensuring he’s issued with a legal permit to remain on the land,” said Justice Musakwa.
Connolly, through his lawyers Webb Low and Barry, argued that since the acquisition of the farm he has been in peaceful and undisturbed occupation of the property and productively utilising the land.
Ndhlukula, through his lawyer Gerald Mlotshwa of GN Mlotshwa and Company, said Connolly failed to establish a clear right to the land. He said the farm belonged to him, arguing that he had an offer letter from the Lands and Rural Settlement Minister Douglas Mombeshora.
In March last year, Connolly celebrated a short-lived victory after the Bulawayo High Court ordered Ndhlukula off the farm and subsequently sentenced him to a suspended 90-day jail term on condition that he complied with the order issued in 2014 within 14 days.

Government has suspended with immediate effect quail birds farming which had taken the country by storm.
Climate and Water Affairs Minister Oppah Muchinguru Kashiri told the media yesterday that government has ordered for an immediate halt of the farming of the birds describing it as a scientifically unproven venture and illegal.
Thousands of Zimbabweans took to the bush catching the birds after mass advertising in all media that the consumption of the birds and their eggs has been proven to be of very high health benefits.
The advertisers claimed that consumption of the birds and their eggs increased a human body’s immunity ideal for people with must chronic ailments including cancer, diabetes, High Blood pressure and even HIV/AIDS.
Following the mass advertising for the birds, a demand for them shot very high creating a very high price for the birds in the market.
In the capital, the birds have been selling for as much as $12 per bird with its scarce eggs going for as much as $9 for a crate of thirty. Ordinary chicken is selling for as low as $4.50 per bird in the capital while chicken eggs are $2.50 for a crate of thirty.
Minister Kashiri says that her Ministry was shocked by the sudden demand for the birds claiming the nutrition and healing claims about the birds to be false and fraudulent.
“No research has ever been done about these birds in Zimbabwe and all the claims of the birds being of very high nutrition are all lies and fraudulent,” said Kashiri.
“These claims must have been started by someone with criminal intentions to defraud people of their money,” she added.
The Minister said that her Ministry will meet with the Ministry of Health and the Ministry of Agriculture to discuss the claims around the birds and may a way forward.
Meanwhile, the Department of Parks and Wildlife has also issued a statement warning quail farmers that keeping the birds in an enclosed set up and collecting their eggs is an illegal exercise warranting imprisonment under the Parks and Wildlife Act.
The Department’s warning was further emphasised by Minister Kashiri saying that enclosing the birds violated their freedom and is an act of cruelty against the birds.
Zimbabweans had gone out in large numbers collecting and breeding the birds following the nutrition claims. Some were already hoarding the highly mating birds in huge quantities of up to thousands responding to the demand.
The more enterprising of the farmers were already busy hatching the eggs and selling day old chicks into the suddenly huge market for the birds. Some had already started carrying out quail bird farming workshops that were costing participates up to as high as $100 for a one day on site training.
Farmers expressed shock at the government’s move claiming that they had already invested hugely into the venture. The farmers expressed anger on why government allowed the mass farming activities to go on for almost a year without intervening.
“This is not fair if the government. This business has been going in for almost a year now and they have been aware of it, why stop it only now?” said a Mr Obert Musara who has been farming the birds in Harare.
Another farmer in Norton said that he had invested over $2000 into the project only two months back and had not yet stated getting the promising returns on his investment.
“I invested over two thousand dollars into this venture and had already established a market with several supermarkets around Harare and was almost ready to start delivering,” he said. “Now I don’t know what government wants me to do with all these birds.”
Comment could not immediately be obtained from the Zimbabwe Farmers Union which some farmers claim was also involved in the mass advertising of the quail birds farming and it’s returns.
One farmer in Harare however said that he was not giving up on the project claiming that the suspension was part of some government officials’ corruption who want people out of the venture to eliminate competition.
“It’s all lies and corruption by these officials. I am not giving up on mine until I see them removing the birds from their own farms,” he said.
Magaya, Makandiwa Permit Bible Ban in Schools

I write following the previous letter by Esther Banda on how Prophet Emmanuel Makandiwa has watched in silence as Bibles are banned in schools by the evil minister Lazarus Dokora.
Here in Waterfalls we have seen prophet Walter Magaya do the same and even more. He is not concerned at all as the Bible is banned in schools. This does not do well on these so called men of God! These are the same who are always quick to conveniently curse everyone and anyone who opposes them. When a minister opposes the immortal Word Of God, the same men watch in approving silence. I mean who is greater a preacher or God’s Word?

Mugabe Ordered To Step Down by Pastor
Terrence Mawawa, Masvingo| Controversial Remnant Ministries leader Phillip Mugadza staged a one man demonstration in Masvingo last Saturday- calling for President Robert Mugabe’s immediate resignation as a result of his failed economic policies.
Mugadza rose to prominence last year when he was arrested following the one man protest he held in Victoria Falls ahead of the Zanu PF annual conference.
He spent several weeks behind bars.
The outspoken pastor held the demonstration in the city centre saying Mugabe must resign because his government has brought the country to a hault as a result of controversial and failed policies.
Mugadza said Mugabe was not God and he should hand over power and give others a chance to lead the nation.
The pastor recently caused a stir in Masvingo after chaining himself on a pole to indicate the lack of freedom in the country.
“Zimbabwe is chained and there is no freedom of expression and association. Those who oppose the government are brutally silenced. That is not a Godly way of leading. There is need for total freedom from oppression. The government has done nothing to improve the plight of the people. I came to my home town(Masvingo) to deliver this strong message. I will not be intimidated. I will travel to all towns around Zimbabwe to express the same message,” said Mugadza.
The controversial pastor addressed passers-by at an open space near Glow Petroleum in the city centre-a few metres from Masvingo Central Police Station and the Central Intelligence Organisation(CIO) provincial offices. Mugadza was accompanied by the president of the Christian Voice International, Pastor Clement Zenda, who said religious leaders should come out in the open and speak against violence and intimidation.
Mugadza drew the attention of scores of people who showed keen interest in his message, an indication the people of Zimbabwe are hard pressed by social and political challenges.
Obert Mpofu targets BRICS for new investment
Macro-economic Planning and Investment Promotion minister Obert Mpofu says Zimbabwe plans to visit BRICS countries to scout for new investment, as well as lobby the Diaspora community to increase its participation in the economy.
Speaking at the Zimbabwe International Trade Fair (ZITF) business conference, Mpofu said the government would soon visit countries such as Brazil, Russia, India, China and South Africa (BRICS).
“Plans are advanced for us to visit BRICS countries to scout for investment and our Diaspora Community. My ministry is working on a comprehensive Diaspora policy to attract Diaspora skills and investments,” Mpofu said.
Key to the efforts was the need to improve Zimbabwe’s image, among the international community, he added.
“Too many negative stories about the investment climate destroy the country’s drive towards attracting investment. We need to improve on economic reporting. Let us make the environment attractive to bring investors to Zimbabwe,” he said.
He said the government was aiming to achieve investments levels of 25 percent of gross domestic production line with objectives set in its economic blueprint, ZimAsset.
Mpofu called on the industry to work with government on special economic zones (SEZs) which he sad could help in reviving industry and help in economic transformation.
According to the 2015 Global Innovation Index ranks Zimbabwe as 133 out of 141 countries with its regional counterparts such as South Africa, Botswana, Mozambique, Swaziland and Zambia ranking 60, 90, 95, 123 and 124 respectively.
Thus Zimbabwe is lowly ranked in terms of innovation in comparison to its regional counterparts.
At the same time, South Africa, Mozambique and Zambia also scored well in terms of foreign direct investment (FDI) inflows according to the 2015 UNCTAD World Investment report, amassing $5,7 billion, $4,9 billion and close to $2,5 billion respectively while Zimbabwe only managed a paltry $545 million, Mpofu said.
The Doing Business Index ranks Botswana (72), South Africa (73), Zambia (97) Swaziland (105) and Mozambique (133) while Zimbabwe is ranked 155 out of 189 countries.
“It is obvious that Zimbabwe is not doing well in comparison with most of its regional counterparts in many of the indicators that investors use to gauge the country’s suitability for investment,” he said.
Speaking at the same occasion, Vice-President Emerson Mnangagwa said there was need for the country to invest in new technology as well as in research and innovation to improve productivity and quality of goods and services.
“This will in turn undoubtedly endear Zimbabweans to locally produced goods and make them competitive on the international market. To this end, government remains committed to assisting industry and business in their efforts to re-tool in order to ensure business viability,” he said.
The fair running under the theme Innovate, Integrate and Industrialise, would be officially opened by Togolese President, Faure Essozimna Gnassingbé on Thursday.-TheSource
Woman Caught Having Sex with Hubby in Prison
Terrence Mawawa, Chiredzi| An inmate at Chiredzi Prison was caught having sex with his wife after he smuggled a cellphone which he used to contact the woman.
Trymore Ngwarati an A class inmate used the cellphone to contact his wife, Memory Togarepi.
The two appeared before Chiredzi Magistrate Geraldine Mutsotso last Thursday. Togarepi was charged with contravening section 88(1)of the of the Prisons Act (Unlawful Communication with a prisoner).
The incident happened on April 17 2016, around 10 am when Ngwarati who is serving a jail term after being convicted of fraud, communicated with Togarepi but the conversation was overhead by a prison officer’s son. The prison latter then alerted his father, prompting the officers to keep an eye on the oblivious Ngwarati.
Ngwarati who is in the A class category which does not require maximum supervision, then called Togarepi and the two agreed to meet near Joko Bus stop where Ngwarati would go to herd cattle.
The two were caught in the act by two prison officers, Douglas Moyo and Muhondo Mufaro who trailed the unsuspecting Ngwarati.
Togarepi was fined $120, failure of which she will spend 45 days in prison. It is understood Ngwarati obtained the cellphone during one of his errands since he is about to complete his sentence.
Kuwait Rescue, Zim Government’s Shame – MDC
The Government’s shameful failure to assist in the return of 32 Zimbabwean women stranded in Kuwait, effectively condemning them to an unbearable existence in a foreign land is an embarrassment to the nation.
Just recently President Mugabe just got back from one of his costly global jaunts in New York for a debate on SGDs where he took with him an entourage of no less than 20 people, gobbling up thousands of dollars. Surely if government can afford to blow $20 million in less than 6 months on President Mugabe’s wasteful and useless trips abroad, it can afford to set aside $12 000 for a worthwhile cause to bring back the women stranded in Kuwait. It is a shock that up to now no plan whatsoever had been put in place to try and rescue these women, who are in the predicament they are in as a result of the very government’s failure to manage the economy, turning them into paupers in their own country. A government that fails to assist its citizens and ensure their safety when they are facing such grave danger is a useless one.
Meanwhile President Mugabe and his ZANU PF bigwigs are living lavishly while the majority wallow in poverty. Vice President Phelekezela Mphoko is still living it up in a luxury hotel more than one year since his appointment, gobbling up thousands of dollars a month. Honestly we wonder how these so called leaders sleep at night. The failure to rescue the women in Kuwait is a shame that rubber stamps Robert Mugabe’s legacy of failure, gluttony and cold heartedness.

YARD Chaos: Mliswa Blames ZANU PF

Wednesday’s riotous disturbance at the Media Centre during YARD’s press conference was certainly no surprise. We were expecting this sort of behaviour and now have the violent nature of Zanu Pf and its youths clearly evidenced.
This is what we are up against as citizens of Zimbabwe , the regime in its full brutal glory. If ever there was any doubt about Zanu PF’s affiliation to ZICOSU or of the party’s intimidation tactics and violent nature then the truth has been exposed for all to see!
What is sad to note is that the poor misguided youths have been brainwashed to serve political expedience at the expense of students rights and basic needs. Students continue to be victimised in institutions, fees continue to be out of reach of the ordinary student, basic sanitation and living conditions continue in their deplorable state whilst the rate of sexually related infections and diseases continues to sky rocket as our youths are forced into compromising situations to get by.
Are these the education standards that were envisaged when the free education initiative was implemented? Is this the educational environment that parents look forward to for their children and died during the liberation struggle for? No wonder why all the top brass send their children abroad for further education and yet they are the very same people who create the unsavoury environment that our children are forced to deal with.
Our streets are littered with thousands of degreed vendors who even after struggling to go through the university system continue the struggle after school….when does it all end?
We are victorious that the regime played into our hands and we will be making a report to the police to further test the judiciary system. Let us see how unruliness is handled. This display will not deter us, it is this very anti-tolerant and violent nature that we as YARD advocate against. One by one the youth will realise that there is no future in chaos and although a process, Zimbabwe will one day overcome. We cannot fault the youth as its is the system that has turned them into the monsters that they are today but all is not lost and sanity will be restored and that restoration lies with each and every one of us who yearns for a democratic, peaceful Zimbabwe, the Zimbabwe we once knew and were safe, the bread basket of the continent that had its own currency in before greed and corruption stole our heritage.
Mujuru Hiding $15Billion Chunk, Jonathan Moyo Says
Zanu PF spin-doctor Professor Jonathan Moyo alleges former Vice President Joice Mujuru is hiding a chunk of the “missing” $15billion in her books of accounts.
Moyo this month warned Mujuru’s Zimbabwe People First (ZimPF) supporters not to make too much noise on the “missing” $15 billion diamonds money as their leader is soon to be revealed as being part of the people who looted the diamond revenue.
Moyo controversially suggested on his twitter account that there is evidence linking Mujuru with the missing funds.
His comments came 14 days into Mujuru rival, Vice President Emmerson Mnangagwa’s charges this week that he is now busy investigating government corruption specifically during the time Mujuru was in power.
Moyo wrote, “Careful. Your embattled leader supervised economy ministries & is part of the $15bn Chiadzwa story.
Watch this space”.
Professor Moyo made this claim in response to opposition parties’ (ZimPF included) demands that the Robert Mugabe led ZANU PF government must pay back $15 billion dollars reportedly looted from the country’s diamond revenue.
President Mugabe revealed last month during his 92nd birthday interview with the Zimbabwe Broadcasting Corporation that the country received less than $2 billion out of a possible $15 billion from the Chiadzwa diamonds where more than five companies were licensed to operate.
Mujuru who served under President Mugabe’s government for 24 years and 10 years during the diamond years, is reportedly holding an estate running into 8 billion dollars, according to ZANU PF.
Other opposition parties feeling the Mujuru threats have also continually linked her to self enrichment through the looting of national resources.
The former Vice President in her response, has dismissed the allegations saying they are false and if she was ever guilty, Mugabe would have arrested her by now.
COSAFA Castle Cup gets into gear
The draw for the 2016 COSAFA Castle Cup will take place on Thursday night as the 14 competing nations in this year’s Southern African championship learn their fate.
The draw will be broadcast live on SuperSport’s popular Soccer Africa magazine show on channel 204 from 21h30, and will also be carried across COSAFA’s social media platforms on Twitter (@COSAFAMEDIA) and Facebook (www.facebook.com/COSAFAMEDIA).
Only the Comoros Islands have opted not to compete from among the COSAFA nations and have been replaced by 2016 African Nations Championship winners and 2015 African Nations Cup bronze medalists the Democratic Republic of Congo.
The Congolese add to an already outstanding field that includes four-time winners Zambia and Zimbabwe, three-time champions Angola and South Africa, as well as holders Namibia, who will host the June 11-25 event.
The format of the competition will be the same as in South Africa last year with the eight lowest positioned sides according to the April 2016 FIFA World Rankings taking part in the first round, where they will be split into two groups each containing four teams.
The one proviso to this is that Namibia have been given a bye into the quarterfinals as holders of the trophy that they won at the 2015 COSAFA Castle Cup.
Of those teams, Malawi, Angola, Zimbabwe and Swaziland will be seeded, with Madagascar, Lesotho, Mauritius and Seychelles making up the rest of the first round field.
The top team in each pool will advance to the quarterfinals, where they will be joined by the six higher ranked teams – DR Congo, South Africa, Zambia, Botswana, Mozambique and Namibia.
There is no seeding for this stage of the competition, creating the potential for some heavyweight clashes.
There will also once again be a Plate competition for those teams who are knocked out at the quarterfinal stage to ensure they have the opportunity to play more than one match.
Malawi took the Plate in South Africa 12 months ago when they defeated Zambia 1-0 in the final.
The scheduling of the COSAFA Castle Cup this year allows teams to bring their strongest possible squads as the tournament will be played directly after the latest round of African Nations Cup qualifiers in June.
The COSAFA Castle Cup was first played in 1997 and has become one of the top regional competitions in the world having helped developed some of Southern Africa’s leading stars over the past two decades.
The likes of Collin Benjamin (Namibia), Teko Modise (South Africa), Manucho (Angola), Collins Mbesuma (Zambia) and Dipsy Selolwane (Botswana), among many others, all got their big break in international football through the COSAFA Castle Cup.
This year will also see a trophy tour the length and breadth of Namibia as well as a 24-hour 5-a-side football match played June 4-5 at Football for Hope Centre, Katatura.
The COSAFA Castle Cup Trophy Tour will begin its journey in southern Namibia city of Keetmanshoop from May 7-9 where fans will get to enjoy great activations from Castle Lager and also get to meet some legends of Namibian and Southern African football who are ambassadors for this year’s competition.
The next stop will be the coastal city of Swakopmund on May 14-16 where there will be more fun and festivities for fans to enjoy.
The roadshow moves on to Oshakati in the far north of the country from May 21-23, before it ends in Rundu between May 28-30.

A Mutare-based businessman has dragged Home Affairs minister Ignatius Chombo to court to force him to facilitate the re-imbursement of $78 900 seized by the police following his arrest in 2008 on theft charges.
Tendai Blessing Mangwiro, filed an application for mandamus (a judicial remedy) on Monday, demanding Chombo to act in terms of his duties and facilitate the release of his money.
Mangwiro, who was cleared of the theft charges in 2012, said that since an order for the re-imbursement of the money was done over a year ago, Chombo has not acted in terms of the directive.
“…it is respondent (Chombo)’s failure as the minister of Home Affairs to comply with the statutory duty on him…which prompted me to make this application…,” Mangwiro said.
He accused Chombo of misleading his lawyers, following several communications, where the minister claimed, “all necessary arrangements have been made to request and pay the amounts due to your client as granted by the court.”
Mangwiro said according to Section 5 of the State Liabilities Act, where a person successfully sues the State, the court cannot order execution or attachment against the State’s property.
He however, said Chombo as the nominal defendant and Home Affairs minister had an obligation to have the money paid out of the Consolidated Revenue Fund.
“…I implore this honourable court to hold the respondent as a public servant to be personally held liable for not complying with the honourable court’s order because he has failed or neglected to perform a mandatory duty which is cast upon him by the statute because the statute has set him as an agent of the legislature,” Mangwiro said.
He is now seeking a directive for Chombo to comply with the court order, failure of which he argues the minister must be declared to be in contempt of court.
In his previous court papers, Mangwiro said that the police seized US$78 900, Z$46 135 000 000, which he said was equivalent to US$1 537 837, 33 and two vehicles.
The two vehicles were released in 2008, but he is still to get the confiscated money. Daily News

Event organiser Ntokozo Msipa said all was in place for the two visitors and binder contracts were signed last week for them to visit the country during the Zimbabwe International Trade Fair week.
“We’ve signed binder contracts with all our international speakers including Ms Randi Zuckerberg and Jose Mourinho. All their itineraries are set for them to attend this very important conference,” he said.
Other speakers include Sony Kapoor, the chairman of the Banking Stakeholder Group of the European Banking Authority, who has served as a Visiting Fellow at the European Commission dealing with economic governance, financial reform and the Euro crisis.
He was also a member of the panel advising the European Parliament’s special committee on the crisis.
Former Sky News business editor Michael Wilson will present his thoughts on enhancing the investment climate in Zimbabwe, while The Tangled World and Two Speed World publisher Gerald Ashley makes it on the list of speakers who also include several government ministers and businesspeople.
In December last year, Highshot Provisions brought Chinese billionaire William Ding to the country.
Ding, who addressed the Local Government Economic Development Forum 2015 in Bulawayo, also explored investment opportunities in the property sector.
A number of high-profile businesspeople have visited Zimbabwe recently among them Nigerian billionaire Aliko Dangote who has a net worth of over $18 billion according to Forbes Magazine.
He announced his decision to invest in power generation, coal mining and cement manufacturing during his visit last year.
Chinese President Xi Jinping also visited the country in December 2015 last year.
On his visit, landmark deals worth $4 billion were signed between Zimbabwe and China which will convert provisions of the government’s economic blueprint, Zim-Asset, into programmes of action.
The two nations signed 12 investment agreements covering different sectors of the economy.
The deals include financing for the expansion of Hwange Power Station, construction of a new Parliament building and a pharmaceutical warehouse, expansion of a national fibre optic broadband project and provision of wildlife monitoring equipment.-State Media
Minister Shuts Down Gold Mines
Mines and Mining Development Minister Walter Chidhakwa has ordered the shutting of down all gold mines deemed to be side-stepping the country’s sole buyer of the metal.
The central bank’s Fidelity Printers is the country’s sole mandated buyer of gold in Zimbabwe. However, artisanal miners have complained about payment problems at Fidelity, which they say is struggling with liquidity.
Artisanal miners require an average $5 million per week for gold deliveries. Central bank governor John Mangudya has said artisanal and small-scale miners produced 40 percent (2 tonnes) of the 5 tonne gold output registered by the country in the first quarter of 2016.
Chidhakwa, who recently shut down private mines operating in the Chiadzwa diamond mining companies, said rogue gold miners were depriving the country of potential revenue generated from sales of the bullion.
“If there are any people mining gold and selling it to any entity other than Fidelity (Printers), go and close them down,” charged Chidhakwa when he addressed officials within his ministry recently.
“It does not matter how powerful that person is, close them down. If you (ministry officials) fail to do it, tell me and I will close them down myself. We do not fear anybody. Nobody has the power of depriving Zimbabweans of a mineral that must benefit this country and its people, nobody has that power. It does not matter whether it’s spiritual or political power, close them down.”
Mnangagwa:Zimbabwe A Cash Purse for Other Countries
ZIMBABWE was slowly becoming a “market for other countries” with very little exports in return to drive the economy forward, Vice-President Emmerson Mnangagwa has said.
Addressing delegates at the International Business Conference hosted by the Zimbabwe International Trade (ZITF) company, Mnangagwa said the country was not doing enough in terms of exports urging the public and private sector to work hard to address the anomaly.
“Meanwhile, the government has noted with concern that Zimbabwe is slowly becoming a market for other countries with very little export in return. Efforts are underway to arrest the trend and revive domestic industry,” Mnangagwa said.
According to national statistics agency, Zimstat, Zimbabwe recorded a trade deficit of $323 million in the first quarter of the year. The agency said imports to March amounted to $490 million against $167 million exports, which remained heavily skewed towards consumptive products following a significant drop in raw materials importation.
Most of the imports were consumptive products such as bottled water, sugar, soap, cooking oil, cellphone handsets, electronics, vehicle spares, vehicles, generators and second hand vehicles.
Cumulatively, to March, Zimbabwe’s imports stood at $1,3 billion, while exports amounted to $626 million.
Mnangagwa said there was need for a paradigm shift by industry and business towards the use of abundant domestic resources and skills to provide goods and services of competitive quality.
“This will in turn undoubtedly endear Zimbabweans to locally produced goods and make them competitive on the international market. To this end, government remains committed to assisting industry and business in their efforts to re-tool in order to ensure business viability,” he said.
He urged businesses to invest in innovation and technology to improve productivity and quality of goods and services.
During the question and answer session, Mnangagwa also spoke about the issue of corruption. He urged both the private and public sector to fight corruption.
“For any country to succeed, corruption must be fought left, right and centre. Let it not be a duty of the government alone but everyone,” he said.
Asked by participants what the government was doing about the $15 billion money which President Robert Mugabe alleged disappeared in thin air, Mnangagwa said he “believes investigations were taking place” to ascertain whether the allegations were true or not.
The fair running up to Saturday under the theme Innovate, Integrate and Industrialise, would be officially opened by Togolese President Faure Essozimna Gnassingbé tomorrow.
Sixteen countries, including Zimbabwe, were represented. These were Botswana, China, Cyprus, Ethiopia, Germany, Indonesia, Iran, Japan, Kenya, Malawi, Mozambique, Namibia, Poland, Russia, South Africa, Tanzania and Zambia.

Confine Mugabe To An Old People’s Home-Mangoma
The Elton Mangoma led Renewal Democrats of Zimbabwe, RDZ, says the 92 year old President Robert Mugabe is “incapacitated” and should be “relegated” to the old people’s home.
On Wednesday President Mugabe’s health hit the news forums after fresh state pictures showed him requiring physical assistance to greet the widow of the late former Zimbabwe Farmers’ Union, Silas Hungwe, Mrs Rhoda Hungwe.
Readers posted comments some of which were demanding for the stepping down of the aging leader because of his deteriorating health.
On his Facebook page, RDZ national spokesperson Pishai Muchauraya said Mugabe is now a burden to the country.
“I think it is now proper to declare him incapacitated and confine him to an old people’s home”, he said.
In February, a Zimbabwean opposition supporter asked the constitutional court to rule on Mugabe’s mental and physical fitness to do his job.
In September Mugabe read out a wrong speech at the opening of parliament that was after he had fallen while descending the stairs from a podium at the Harare International Airport.
Mugabe is secretly ever visiting Asia for medical attention.

Staff at Scarsdale Grange Nursing Home, in Woodseats, have launched an appeal to raise money for Leigh-Ann’s mum Cecilia, who is too grief-stricken to work.
As Cecilia does not receive sick pay, her colleagues are urging people to donate to help her family through the ordeal.
The appeal, which has been launched by care assistant Emily Burns and manager Babs Dixon, aims to raise enough cash to support the family while Cecilia is off sick.
Emily, of Jordanthorpe, said: “Cecilia has quite understandably gone off sick with everything that has happened.
“As she doesn’t get any sick pay, she might start struggling financially.
“Considering everything she has been through, and continues to go through, the last thing we want is for her to have money worries.
“If the people of Sheffield could spare even a few pounds, it will make such a huge difference at this awful time.”
Emily added: “No parent should ever have to go through what she has, it’s just terrible.
“We are trying to offer as much support we can here, but it would be amazing to see others help out too.”
Leigh-Anne Mahachi, aged 22, died of stab wounds on Tuesday, April 12, after being attacked in her Gleadless Valley home.
Tapiwa Furusa, 37, has been charged with her murder and has been remanded in custody.

Terrence Mawawa, Masvingo| Scores of teachers from the rural areas were stranded in the ancient city of Masvingo after failing to get their salaries from their respective banks, amid indications the 2008 chaos could resurface.
The teachers were forced to sleep on the pavements after being told the banks had no cash.
Some of the teachers travelled from as far as Mwenezi about 180 kilometres from Masvingo.
In a snap analysis carried out by ZimEye.com yesterday some banks limited the daily cash withdrawal to $200 while others did not have the money to pay the desperate civil servants.
As the country’s economy continues to deteriorate, there are indications the chaos that rocked the nation in 2008 could resurface. Economists have warned the treasury has been overburdened with foreign expenses while the nation’s industry remains stagnant.
Speaking on Independence day last week President Robert Mugabe surprised all and sundry when he claimed the nation was experiencing economic prosperity, in sharp contrast to the plight of the civil servants.
Teachers who spoke to ZimEye.com said they spent the whole night sleeping on the pavements despite the biting cold as winter approaches.
“I am from Mwenezi and I slept on the pavement because I had no money to go back home .I had no option but to sleep on the pavement. I might be forced to sleep here (on the pavement again) since I have to wait for bonus.I need at least $14 to travel to and from Mwenezi .I do not have any extra cash and last night I only drank a bottle of water,” said the teacher from Maranda Mwenezi.
Another female teacher from Rutenga, Mwenezi said:”I don’t know anyone here so I slept on the pavement. I went to BancABC and there was no cash. We were told to wait for another day. Hundreds of teachers are stranded. The situation is highly critical.”
The government has claimed agents of regime change are working tirelessly to sabotage the country’s economy.
It remains to be seen whether the teachers will get their bonuses on Saturday as earlier announced by Finance Minister Patrick Chinamasa.
100 Zimbabwe Girls Abducted in Kuwait, Still Missing | BREAKING NEWS
About 100 Zimbabwean women are still missing in Kuwait having been abducted there, the latest revelations show.
The development comes after the Zim government set out into Kuwait sending a delegation of MPs and government officers to repatriate hundreds of Zimbabwean girls who were trafficked into that country for slavery.
The women who had been promised jobs, found themselves into slavery. One hundred (100) of these female citizens are missing having been abducted. Legislator for the MDC Priscilla Misihairabwi Mushonga revealed. Ms Mushonga told ZimEye .com early Thursday that despite ZANU PF businessman Wicknell Chivayo paying several tickets to repatriate some of the girls who were recently tracked, 100 of them are still unaccounted.
Both the Kuwaiti and Zimbabwean government are clueless as to where the women are.
Their ages were also not known at the time of writing.
“We needed $12,000 for now. I am sure that is what he(Chivayo) paid. I am not dealing with him. What I know is we still have about 100 girls we have not located who will still need to be taken home when we find them,” she said.
Meanwhile Mushonga Wednesday night blamed Mugabe’s administration for failing to do enough to help its citizens. “What I am mad about is my government,” she charged.
She continued, “the minister of Foreign Affairs has callously told us that government has no USD12,000.00 to pay for the tickets of these traumatized girls, whose stories amount to human trafficking, and we call ourselves a government. My hero is the ambassador here and the Speaker, they have been amazing. As for Simbarashe Mumbengegwi I can’t wait to get home and give him my piece of mind,” she said.

$200,000 School Cash Disappears
Terrence Mawawa, Masvingo|$200,000 has reportedly disappeared as a raging storm brews at the Roman Catholic owned St Antony’s Msiso High School with parents accusing the head of gross abuse of funds.
Disgruntled parents yesterday accused the school head Emmaculate Tinago of rampant corruption and gross embezzlement of school funds to the tune of USD200,000.
The parents also accused Tinago of constructing a sub standard structure at the boarding school after failing to account for the hostel construction levy collected from the parents for over six terms.
The parents said the school constructed the below standard structure claiming it cost $ 200 000.
“We have been paying the hostel construction levy for more than six terms. Initially she told us the levy will be paid for six terms but to our surprise the payment period has been extended. The head also took school equipment to her farm. The Ministry of Primary and Secondary Education is deeply reluctant to act on the matter. We have written several letters to the ministry to no avail. The head has a habit of inflating figures.
She also inflated figures for the borehole construction project at the school. We have gathered evidence that she also demands kickbacks from companies that supply goods at the school,” said one parent who spoke to ZimEye.com.
Efforts to get a comment from Tinago did not materialise but sources at the school claimed the head was being protected by senior education officials. Another angry parent said:”The Ministry has to send a team of auditors to analyse the school’s financial records. The head is concealing a lot of sinister motives. She spends most of her time at her farm in Chiredzi. The school’s high standards are waning with each passing day.”
Drama as Mujuru aides Kick CIOs Out of Meeting
Staff Reporter| Matabeleland South Provincial Committee of the Joice Mujuru led People First party did the unthinkable over the weekend when they bundled CIO and police officers out of their executive meeting.
The meeting ended prematurely as the CIO agents turned their anger on the owners of the private place where the meeting was being held.
Sources say the CIO threatened that hosting a People First meeting was conspiracy to insurgency against government and the place could be “listed and marked as agents against government.”
Under pressure, the property owners are reported to have demanded the party to move out of the venue citing personal security concerns.
The sources claim that things went wayward when the chairperson of the meeting, the former MDC (Ncube) member, Bekezela Fuzwayo, asked everyone in the meeting to introduce themselves. During the identification process, it turned out that at least ten (10) CIO and Police Internal Security Intelligence (PISI) officers were present.
Fuzwayo is reported to have then questioned the large number of state security agents at the meeting more so the presence of CIOs who were never called to the meeting.
Fuzwayo then told the officers that they could not proceed with the meeting with the officers in attendance as the it was supposed to be a closed door private convergence. Other members of the party in attendance concurred, resulting in a war of words as they demanded the officers to leave the meeting.
After more than thirty minutes of scuffling, the officers then finally agreed to leave the meeting room to monitor the proceedings from outside.
Instead of monitoring the meeting from outside as agreed, the disgruntled and embarrassed CIO agents then called for reinforcement and more officers thronged the place resulting in the threats to the owners of the venue to stop the meeting.
A party member who was part of the meeting claims that the meeting had been properly cleared by the police PISI section but the CIO agents made sure that the meeting would not go ahead.
ZimEye.com could not get an official comment from the party senior officials in the province. Police in Gwanda however claimed ignorance of the People First meeting held in Gwanda over the weekend.
Meanwhile, CIO agents in Chinhoyi stopped an interdenominational church gathering which was suspected to be attended by Mujuru. The pastor of the host church was briefly taken into custody by the CIO agents.
Minister Applauds Salvation Army
By Sydney Barson | The Salvation Army church remains relevant in its ministry and continues to play a pivotal role in promoting peace, unity, health and education to the nation of Zimbabwe, Minister of State for Provincial Affairs in the Midlands Province Hon. Jason Machaya has said.
In a speech read on his behalf by Mr Peter Mahlatini, the minister said churches should be exemplary in promoting ethical teachings and orthodox principles of life.
He was speaking on the sidelines of the Salvation Army’s one-day commemoration of 125 years of existence in Zimbabwe held in Gweru, Sunday.
“I congratulate your church for this long peaceful existence of 125 years in our society and for having done so much already in our country. ” said Machaya.
“Over the years you established many schools within Gweru and the province; these include, Zviseko, Boulder, Chiwundura, Dubugwana/Nyabango, Bhudhe, Todyana, Dombotombo and Mujibha in Gokwe. This is clear testimony of your good work,” Machaya added.
The event which commenced with a parade through the city, reached the climax as Major Martin Chitsiko, Area Commander for Hwange, presented the 125 anniversary flag to Major D Kiama, Divisional Commander for Midlands. The flag is a pass on initiative and will stay in Midlands for the next 2 weeks before it goes to Kadoma.
Every centre in Zimbabwe should have received the flag by September 29 when all shall gather at the Glamis arena, Harare Showgrounds for the historic 125th anniversary congress.
Gospel legend and Salvationist Machanic Manyeruke along other musicians such as Baltimore Mudepu and Lucky Mabhande, graced the occasion and kept everyone to their feet.
The Gweru brass band, timbrel band, Sectional Songsters and Hosho groups provided sterling performances during the celebration.
The final scripture message from Major Kiama from Kenya, reminded everyone that the Salvation Army is what it is today because “Jehovah is our strength.”
Married Man Sodomises 12yr Old Boy
A MARRIED man from Gweru who sodomised his neighbour’s 12-year-old son has been slapped with a 15-year jail term.
Never Noah, 24, of Chihota Farm, appeared before Gweru Regional Magistrate Morgan Nemadire facing one count of indecent assault. He pleaded guilty and was jailed for 15 years.
Noah will, however, serve 12 years of the prison term after Nemadire suspended three years for five years on condition of good behaviour. In passing sentence, Nemadire bemoaned the increase in sodomy cases in the Midlands province.
“Indecent assault cases have increased and that’s a cause for concern. You were cruel in the manner you committed the crime on a young boy aged 12. You weren’t sexually starved since you’re married. You deserve a long prison term and hence l’ll sentence you to 15 years in prison. Furthermore, three years will be suspended on condition of good behaviour,” he said.
Prosecuting, Andrew Marimo said on April 24 this year, the complainant was walking alone along Matobo Road in Gweru when he met the accused.
“Noah grabbed the complainant, dragged him into a nearby bush where he laid him on his chest before he removed his trousers and sodomised him once,” said Marimo.
The court heard that the boy was screaming for help as Noah sodomised him.
Noah, the court heard, released the complainant when some people were approaching the scene.
“The accused was chased by John Deke who was among the people who heard the boy’s screams. He was caught after sprinting for a distance of 200 metres. The accused was handed over to the police,” said Marimo. – State Media
Tomana Explodes
Prosecutor-General Johannes Tomana erupted in court complaining that the stalling of his criminal abuse of duty trial by the State was prejudicing his functions.
The trial, which was scheduled for yesterday, was reset to June 1 and Tomana’s bail condition was relaxed to reporting once a fortnight at CID Law and Order instead of every Friday.
Tomana is charged with criminal abuse of duty as a public officer or alternatively defeating or obstructing the course of justice after he allegedly ordered the release of two men — Solomon Makumbe and Silas Pfupa — suspected of trying to petrol-bomb the First Family’s Alpha Omega Dairy Farm in Mazowe.
Through his lawyer, Mr Tazorora Musarurwa, Tomana insisted his trial should have started yesterday.
“When the matter was last remanded, April 27 was set as the trial date, this means today (yesterday) trial should have started,” he said. “On February 14 we went to the national director of prosecution informing them that we had not yet received State papers.
“They said we should be served with State papers immediately so that trial could start. Today we are served with witness statements, which were recorded at the beginning of February.
“There is no reason State failed to serve us in time. We thought with the sensitivity of the matter State would want to conclude it in time.”
Mr Musarurwa said they wanted an earlier trial date and Tomana should be removed from reporting every Friday at CID Law and Order because it was affecting his functions as the Prosecutor General of the country.
The prosecutor, Mr Timothy Makoni, submitted that the judiciary system is like a conveyor belt and other matters are already in queue.
“It would be unfair to remove other matters to accommodate the accused. He should wait his turn in that chain of events,” said Mr Makoni. “We are amenable to have accused’s reporting conditions reduced to once a fortnight.”
Harare magistrate, Mr Vakayi Chikwekwe, adjourned the matter and relaxed Tomana’s reporting conditions. He is on $1 000 bail.
It is the State’s case that Makumbe, Pfupa, Kuchata and Borman Ngwenya were arrested for possession of weaponry for sabotage and money laundering for terrorism purposes.
On January 25, their request for remand placement forms were taken to the National Prosecuting Authority where Mrs Ziyambi, Mr Mutsonziwa, chief law officers Michael Mugabe and Chris Mutangadura went through the documents and gave the greenlight for the four to be placed on remand.
The quartet was taken to court for initial remand and was remanded in custody.
On January 29, the ,State alleged Tomana, knowing that police investigations were still in their infancy and without having sight of a complete docket, directed the withdrawal of charges before plea against two of the accused Makumbe and Pfupa.
The two were released from remand. He unilaterally suggested that the two be treated as witnesses, which was contrary to the evidence at hand which is linking them to the offence, the court heard.-State Media
