Please interview ZANU PF Legal Secretary Paul Mangwana yesterday he said there “it is perfectly legal to collect BVR Serial Numbers from people.”

He also added saying, ” there is no law in Zimbabwe which prohibits the collecting of serial numbers.”

I want to know from particularly our legal experts if this is true and if it is we are all in serious trouble!  Also see this party card here which even has a column for serial numbers.
