The Zimbabwe Human Rights NGO Forum (the Forum) has demanded that the Commissioner General of Police institutes an investigation into the case of a man who was shot by suspected state security agents. In a letter to the police boss, the Forum highlights the frustrations being faced by Victor Masunga who is trying to make a police report.

Masunga was shot and arrested at his house in Harare by seven men who drove him to Machipisa Police Station. He was indiscriminately assaulted all over the body during interrogation for an undisclosed criminal offence. Upon realisation that Masunga was not the suspect, the men dumped him near his house and threatened him with disappearance if he reported the matter.


“The conduct of the police in this matter is a mockery to the eminent constitutional duty of the police to safeguard civilian lives,” said Darlington Marange, a lawyer at the Forum.
Since 9 February, Masunga has been denied access to justice as police are reluctant to open a docket. He has also failed to access medical care in the absence of a request for medical report from police. In the absence of medical care, Masunga is currently in unbearable pain.


The Forum has demanded Commissioner Matanga to direct police to accept Masunga’s report and institute investigations into the case. Machipisa Police Station has been ordered to furnish Masunga with a request for medical report or the Forum will approach the courts for justice.
