Own Correspondent| As the army carries out a cleaning up operation across the country, the Commissioner General Of Police, Augustine Chihuri has been accused of attempting to destroy evidence of bribery and corrupt practices through a ticketing syndicate.

In the years running up to the November coup, police officers under him were being ordered into a practice of traffic fining for the mere purpose of fund-raising.

For this reason Chihuri was booed at President Emmerson Mnangagwa’s inauguration last month.

Chihuri has since been accused by officers of ordering “Highway Patrol to take all the Books to Chikurubi where they are going to be destroyed. All books were transported this noon by National Traffic Bus and 2 Scania Lorries.

“Any incident that will lead to those books to be destroyed is mostly likely to happen. Prior to this there is a radio signal that instructed all traffic stations to destroy the books under their possession that were given filing instruction.

Let these criminals come to book,” a police source wrote.

Efforts to get a comment from either Chihuri or the spokesperson Charity Charamba were fruitless at the time of writing.

  1. You ZRP disgruntled members you amaze me. Are you not aware that retention scheme is government programme which is audited annually by the Auditor General and Ministry of Home Affairs. Your witch-hunt yanyanya and will definitely come to nothing. Some of you are being used by ex-members who were expelled for indiscipline and corruption. Masoja haasikuda zvekushandiswa to cause chaos in sister organisations and government. This indiscipline within the police will not be tolerated by the ZDF and Security services. The Kuyedza account, sports gala, ZRP welfare accounts are audited annually and the books are there for anyone who wants to peruse. Government security items such as Z69 J are audited, retained for specific periods and disposed off in line with treasury instructions.

    There are accountability and control mechanisms in place which include;
    1. Internal system checks and balances
    2. Internal Auditors from Ministry of Home Affairs
    3. Treasury Checks by Ministry of Finance and Economic Development and RBZ where necessary
    4. External auditors from Auditor General’s office
    5. Report generated by Auditor General’s office is tabled in Parliament for their oversight role. The latest report was submitted in June 2017.
    6. Last but not least the ZRP compiles statutory returns monthly, quarterly, bi-annually and annually and these distributed to,
    • Ministry of Home Affairs for the Honourable Minister’s attention
    • Treasury for the Accountant General’s attention
    • Treasury for the Auditor General and Parliament’s attention
    7. If Parliament in its wisdom identifies grey areas, they summon the Permanent Secretary and the Commissioner General of Police to appear before a parliamentary portfolio committee for interrogation under oath.
    8. The notion that financial records were destroyed at Chikurubi is not only misleading but mischievous because, for starters Chikirubi is not designated for destruction of records. ZRP standing orders are clear that all records are kept for specified periods and will only be destroyed after they have been audited by external auditors in any case with express authority from PGHQ. These crusades to misinform people should stop.
    To insinuate that there is abuse of funds in ZRP is not true. This hogwash is in the hovering mind of people who lack discipline and being used to settle scores. We know there are members on suspension who are facing criminal and disciplinary charges who are abusing the whatsapp platform while whatsapp is awash with false information, it is should be known by the public that indiscipline has no place in security services.

This is very positive however I thought since your ministry has been expanded to cyber security I thought you were going to take the opportunity to address the nation about the need to Secure the physical internet infrastructure from vandalism. This new element of cyber security in your ministry shouldn’t
    concentrate only on censorship and compromise the privacy of our
    citizens. We need to come up with legislation and standards in the deployment of our internet infrastructure to protect it against damage before we start threatening our ISPs who are our vital business partners with a positive mandate to the development of our country at large.

  6. And the people were honestly robbed and it looked as if they were wrong. Next time mapolice expect the people to question you on any decisions you may make . They have the right to not pay anything until proven guilty. So the game is up . Be prepared ok.
