ZRP Cop Rapes Woman For 9 Hours

A police officer stationed at Sauerstown Police Station in Bulawayo has been arrested for allegedly raping a woman and forcing her to pose for nude pictures during a nine-hour ordeal.

The police officer only identified as Constable Rambi Bigboy who resides at Ross Camp Police Station met the complainant (name withheld for ethical reasons) on November 16 at a clinic in North End where they were both collecting medication for an undisclosed ailment.
Sources close to the investigation said the officer lied to the woman that he was a Central Intelligence Operative.

“At the clinic the two talked for a while before exchanging phone numbers. It is said that the constable offered to drop the complainant at her house.

“He visited her on three different occasions and would spoil her with money. On the last occasion the complainant told Const Bigboy that she wanted to leave for South Africa to seek greener pastures and that did not go down well with him.

“Bigboy got angry and demanded all the money he had spent on the complainant and she promised to bring it back a few days later,” a source said.

“On November 23, Const Bigboy found the complainant in bed with her boyfriend in an early morning visit around 5AM. He produced a baton threatening to beat the complainant before chasing her boyfriend away”.

Const Bigboy allegedly ordered the complainant not to dress up and took pictures of her naked. He later allegedly raped her several times while pinning her on the wall before leaving with her S5 cellphone at around 1PM.

“On the very same day, the complainant reported the matter at Mzilikazi Police Station and she discovered that he had given her a false name. He had said his name was Benjamin Rhemba Dube and worked as a CIO at Bulawayo State House in Sauerstown,” the source said.

For a while the police could not locate Const Bigboy as he had changed his contact numbers.

The source said: “On December 5, Constable Bigboy called the complainant demanding his money. I think complainant told him to come and get the money at her house. She quickly contacted the police and told them that Bigboy was on his way to her place.

“Upon the arrival of Constable Bigboy at the complainant’s place, the police were already there and arrested him.”

Bulawayo police spokesperson Chief Inspector Precious Simango said she was not aware of the matter.

“I can’t comment on the issue because at the moment I’m not at work. I will only get details of the story when I get to the office and that could be tomorrow,” she said.- state media

Mapfumo’s Bulawayo Show Flops

Either it was poor advertising and marketing, exorbitant pricing or Thomas “Mukanya” Mapfumo has simply lost his shine as his Gweru and Bulawayo shows at the weekend flopped.

Mapfumo kicked off his Peace Tour in Gweru at the Golf Club on Friday at an event that was well attended. However, despite having arrived in Gweru well in time, he failed to perform because of technical glitches, leaving many of his fans there disgruntled.

By midnight, the Gweru stage had no lighting and fans were in darkness. Apparently, this was because there was no cable to connect power to the stage from the main supply unit at the venue. While organisers tried in vain to solve the problem, it did not work out forcing them to abandon the event at about 1AM.

In Bulawayo the following day, the organisers had hoped to make up for the Gweru event as the sound and lighting was on point. Sadly, there was a low turnout at the Large City Hall. If one expected the scenes of a sea of people that gathered at Glamis Arena for Mukanya’s Homecoming Bira in Harare earlier this year, they were certainly in for a rude awakening in Bulawayo. The crowd that gathered at the Large City Hall was a minute drop in the ocean and it was disappointing for a musician of Mukanya’s stature.

But why could have this been so as this was a man who had been away from the country for the past 15 years? Perhaps people were priced out of the gig as it cost USD10 to enter the venue or 40 bond.

This pricing saw many people being turned away at the door when they heard the entry fee. One group of eight women caused a scene berating cashiers at the door saying in total they were expected to pay 320 bond to enter before buying beverages. They tried to negotiate their entry before making threats to leave, all in a bid to coax the cashiers. All these efforts, however, were in vain.

Also, it rained in the city on the show’s night, likely deterring some show goers. The event organisers on their part had themselves to blame for the low turnout as they relaxed and barely marketed the show in the city.

No posters were put up as they likely relied on social media platforms like Facebook where they put up posters of show dates. Basically, the marketing/hype was not the same as the Homecoming Bira where everyone in the country knew about the event.

For those who made it to the Bulawayo show, buying alcohol was a headache as all beers and ciders cost 6 bond, while soft drinks were sold at 3 bond.

Interestingly, just next door to the Large City Hall, it was a different story as youths packed The Vista where Killer T and Mzoe 7 were performing.

Despite the low turnout, Mukanya’s publicity manager Blessing Vava said they were happy that there were people who came out to watch Mukanya perform.

“If anything, we had an amazing and appreciative crowd that we haven’t performed for in years. It was a very good and memorable show and we’re building the momentum.

“This is a race and not a marathon. The rains did affect the show, but we salute those who braved the heavy rains to come and see us perform,” said Vava.

He apologised to Gweru fans and asked those who had attended the event to keep their tickets as a make-up show is on the cards.

“There were logistical problems with guys who were doing sound in Gweru. We’re appealing to them (Gweru show attendees) to hold on to their tickets as we’re working on new dates to compensate for the loss.

“We’ll be announcing new dates tomorrow (today),” said Vava.- state media

He was a cadre who served in various capacities in the MDC Youth Assembly.

A fearless activist who steered social movement activity in Matebeland when it was not fashionable to do so.

Like many he was in turmoil and tenacity. Arrested and brutalised but never relenting.

The MDC conveys it’s condolences to his family and the people of Bulawayo.

We however celebrate a life of service, sacrifice and commitment.

Zimbos Turn To Traditional Medicines As Costs Of Medicines Soar

By Own Correspondent| Citizens here are now resorting to seeking medical care from traditional leaders and herbalists due to the current harsh economic situation which has seen health institutions and pharmacis charging forex.

Some pharmacies in the country are now demanding foreign currency from customers, a situation that has forced some patients with chronic illnesses to forego medication.

The rise in the cost of drugs has forced people to seek alternative remedies. An alternative medicines practitioner Godfrey Mwerenga, who runs the Modern Drugs and Cosmetics Clinic said:

“… we are … saying let us package our traditional medicine so that they can easily be accessed on the counter just like modern medicine so that we remove the stigma associated with our own medicine.

Medical practitioners admit that alternative medicine often seems to do a better job of healing patients and at a much lower cost than mainstream care and they are learning from it.

Orlando Pirates Target Dynamos Goalkeeper

Terrence Mawawa| Dynamos goalkeeper Simbarashe Chinani has reportedly attracted interest from several foreign clubs- including Orlando Pirates.

The 22-year-old had a great 2018 campaign, taking away the No.1 jersey from Tonderai Mateyaunga and went on to keep seven clean sheets in the 17 games as the Harare Giants fought to survive relegation.

According to Sunday Mail, some clubs in South Africa, Tanzania, Saudi Arabia and UAE are now keen to sign the player.

Chinani’s manager Brighton Ushendibaba confirmed the interests but did not give much away when the newspaper contacted him for a comment.

“We have received a number of enquiries from South Africa, Tanzania and some from as far as Saudi Arabia and Dubai but we are not talking about that as yet because nothing concrete has materialised.

“It’s normal for Simba (Chinani) to attract such interest given his performances at Dynamos in the second half of the season,” said Ushendibaba.

Sundowns Coach Praises Kaitano Tembo

Tembo became the substantive coach in the off-season following multiple spells on an interim basis. He lost his first Tshwane Derby 2-1 to Sundowns last weekend but went on to get praises from Mosimane.

“I am happy with Tembo. He has never disappointed since he took over the coaching reins,” Mosimane told  KickOff.com.

With ZANU PF leader, Emmerson Mnangagwa’s administration desperate to restore public trust, a senior government official has said the anti-corruption dragnet has been extended to cover all judicial officers, among them judges.

Justice, Legal and Parliamentary Affairs secretary Virginia Mabhiza revealed to the ‘Daily News on Sunday’ that government has put everyone within the judiciary under the spotlight by launching internal investigations aimed at flushing out corrupt judicial officers.
The investigations are going beyond any position, and will include the entire gamut, from prosecutors to judges.

“Everyone should be careful, because we are all being investigated and anyone caught on the wrong side of the law will face the full wrath of the law,” Mabhiza said. Each year, corruption is draining billions of dollars from the State in rackets involving government officials and business people.

When he came into power after the July 30 presidential election, Mnangagwa promised to stop the rot although critics say he has been targeting only his perceived enemies.

Zimbabwe was last year ranked 157th out of 175 countries on the Transparency International index, which measures public perceptions of corruption in public institutions.
This comes amid fears shortcomings in the judicial system, including bribable judges and prosecutors, could undermine even the strongest of cases.

With poor remuneration being one of the major causes of corruption by judicial officers, Mabhiza said government was seriously looking into the issue.
A shortage of staff and poor pay is regularly cited as a major problem.

Some public officials are tempted to accept bribes in order to supplement their salaries as the economy continues on a downward spiral.

Zimbabwe has over the years suffered a serious economic meltdown that people also attributed to corruption by senior government officials and ordinary citizens.

“We are also alive to the issue of the conditions of service of judicial officers and these conditions of service are being reviewed,” she said.

In 2015, the Judicial Services Commission together with other stakeholders such as the Zimbabwe Republic Police, Law Society of Zimbabwe, the Zimbabwe Prisons and Correctional Services and members of the public, launched a campaign to end corruption, dubbed Against Corruption Together (Act).

During the launch, the issue of remuneration also popped up as one of the major causes of corruption by judicial officers.
Mabhiza said this campaign did not yield the desired results.

“There wasn’t much ground that was gained through this campaign. We suspected there was a cartel that was involved in corrupt activities and that is what the government is now trying to contain through other mechanisms,” she said, adding that the new department under the Office of the President and Cabinet was also aimed at boosting the fight against corruption within the judiciary and all sectors in general.

She also said the government had taken a wholesome approach in dealing with corruption within the judiciary through the deliberate transfer of magistrates and prosecutors across the country.

“The transfer of officers within the two sectors is also aimed at weeding out corruption,” she said. Further confirming the severity of the issue, Mabhiza said there will be no sacred cows. She said no one will be spared in the investigations, including commissioners.

Corruption in Zimbabwe has reached alarming levels, which has infiltrated several public and private institutions.

Over the years, there has been a growing concern over the government’s failure to bring bigwigs to book, as they are cited as the main culprits in corruption activities.

Corruption in Zimbabwe has become a cancerous scourge that has left the majority of Zimbabweans living in abject poverty while the high-wheeled ones live lavishly.
Over the years, government has been glaringly ignoring adverse reports by the country’s auditor-general on abuse of public sector funds.

In previous reports, the auditor-general has been unearthing massive abuse of funds in different ministries through flouting tender procedures and disobeying government rules, but nothing has been done to address that.

The country has been losing significant potential revenue due to corruption, which in turn is playing a part in bleeding the country’s economy. Daily News

Mphoko Collapsing?

Former vice president Phelekezela Mphoko’s world is crumbling down following his fall from grace in November last year.

The diplomat could just be on the verge of losing what many consider to be a key asset in his portfolio — Choppies Enterprises.

Choppies is a retail chain whose roots can be traced as far back as 1986 in a town called Lobatse in neighbouring Botswana.

It was established in Zimbabwe in 2013 through the acquisition of Industry and Commerce deputy minister Raji Modi’s Sai Enterprises.

At the time, it boasted of being fully compliant with the country’s harsh indigenisation laws which compelled all foreign-owned companies to cede controlling stakes to black Zimbabweans.

Nanavac — a vehicle controlled by the Mphoko family had 51 percent shares in the business with the remainder owned by shareholders in Botswana.

Between 2013 and the greater part of last year, the partnership didn’t show any sign of trouble.
But following former president Robert Mugabe’s dramatic fall, the controversial indigenisation laws were scrapped except in the case of the diamond and platinum sectors where foreigners are still required to ensure local participation, which is not cosmetic.

With Mphoko still licking his wounds following Mugabe’s ouster, the foreign shareholder in Choppies now argue that the arrangement they had with Nanavac — co-owned by Mphoko and his son Siqokoqela — was just a measure to bypass the indigenisation laws.

They said the former VP only had a seven percent interest in the business even though Mphoko insists he holds 51 percent.

If Mphokos want to remain as the controlling shareholders in the business, they have been asked to put $94 million on the table.

The dispute has now turned ugly, with Mphoko fighting to retain the asset, which has more than 33 retail outlets in Zimbabwe.

Once ranked amongst the most powerful men in the country, Mphoko is holding his breath — awaiting for the High Court to rule on whether he still has shares and control over the retail chain.
In the meantime, the foreign shareholders have written a memo to local staff, instructing them not to take instructions from the Mphokos.

Mphoko’s lawyer, Welshman Ncube, confirmed to the Daily News on Sunday that Choppies Botswana’s shareholders filed a High Court application whose effect, if granted, would be to increase their interest in the business to 100 percent.
Such a move would completely cut off Mphoko and his family.

“Under the pretext of an Operational Services Agreement which is in the High Court, Choppies Botswana applied for a declaration to be the sole owner of Choppies but that letter is pending in the High Court; it has not been decided,” Ncube said.

Ncube also dismissed a memo to Choppies’ employees saying it was done without the consent of other board members and before the High Court made a ruling on the application.

“A lie was circulated to say the High Court had barred Siqokoqela from entering the shops in a bid to stop the workers from listening to any of the Mphoko directors which was not true.
“The circular is trying to enforce an order which has not yet been given and is going to be argued early next year as the High Court is closing in two weeks’ time,” Ncube said.

To add to Mphoko’s woes, his son Siqokoqela was arrested recently and was remanded in custody for allegedly violating bail conditions and harassing State witnesses.
He is facing 170 counts of fraud and theft.

Siqokoqela is being accused of hijacking the Choppies retail business and “looting” more than $50 000 worth of cash and goods from the outlets countrywide without board approval.
Siqokoqela’s father surprised many when he rose to become one of the country’s two vice presidents (VPs) in 2014, along with Emmerson Mnangagwa.

He lost his job last November following a military intervention that led to Mugabe’s resignation while at the same time catapulting Mnangagwa to the presidency.
Despite being caught up in the Choppies battle, the politician has some unfinished business with his former employer — government.

Reports indicate that Mnangagwa’s administration has refused to pay him his full benefits as a former VP on account that he did not complete his term.

Statutory Instrument 86 of 2015 states that a VP who served at least one term in office can enjoy exit packages such as a security officer, two drivers and domestic workers.
The clause has, however, created a bone of contention as it assumes that Mphoko does not qualify for the benefits since he allegedly did not complete his term.

When Mugabe was pushed out, all the Zanu PF heavyweights who were perceived to have been loyal to him, including Mphoko, were pushed out.

A number of the bigwigs are now struggling to make ends meet with former Defence minister Sydney Sekeramayi having fallen on hard times as he is allegedly struggling to pay his workers at his Farm.

Sekeramayi reportedly owes $400 000 in unpaid wages and allowances to his employees.

Zimbabwe’s first National Assembly Speaker Didymus Mutasa is also struggling to make ends meet as he is failing to pay debts, including an outstanding $70 000 owed to power utility Zesa.

Shock As ZANU PF Supporters Celebrate Release Of Killer Thug From Prison

Masvingo: A Zanu PF activist has been released from prison after serving a 14 year jail sentence for the murder of an MDC official in Zaka district.
There were wild celebrations by members of his party while welcoming him from prison.

Eddie Munjanja was released from prison last week and the family, with the assistance of Zanu PF structures in Zaka, organised a lavish welcome party for him at Munjanja homestead.
Munjanja was sentenced to prison after being convicted of the cold blooded murder of Atinos Mapingure in 2002 through torture.

His accomplice, identified as Makeme, is still serving his 45 years imprisonment for the murder.
When the murder was committed, Munjanja was a Zanu PF base commander in the area.

MDC Councillor for Ward 19 Peter Imbayarwo, where the welcome party was held, said opposition supporters were now living in fear following Munjanja’s release.

He said holding a party for a convicted political violence perpetrator was disturbing as it showed the ruling party still required the services of people like Munjanja in the area.

Imbayarwo said this evoked sad memories about Zanu PF’s reign of terror in Zaka during the past few years.

The district witnessed some of the worst political violence cases at the turn of the millennium with some opposition supporters now permanently disabled when they were petrol bombed by alleged Zanu PF attackers with others tortured.
However Munjanja’s brother, Philip did not show remorse and was not moved for hosting the party adding that his younger brother was wrongly convicted for the murder.

“We had a big party at the weekend to celebrate the release of my brother Eddie, Zanu PF supported us with various goodies and they even pledged to assist my brother move on with his life.

“The murder was unfortunate, we are neighbours with the deceased’s family but we are not going to pay anything to them. We know that our brother is innocent.

“He was only taken in because he was a leader at the base,” the brother said.

Teacher Saves The Day For A Grade 6 Pupil Who Missed School While Taking Care Of Sibblings

By Own Correspondent| Upon noticing that one of her grade six pupils was missing school, a teacher at Kifubwa School in Solwezi, Zambia intervened and is teaching with the minor’s little brother on her back after it emerged that the girl could not attend school because she was taking care of her sibling.

The teacher, identified as Ms Chisanga Zulu got concerned after noticing that her pupil was constantly missing school. After visiting the girl’s home, it emerged that the pupil could not attend school because she was taking care of her siblings including her little brother.

The teacher, consulted with the school administrator and it was suggested that the grade 6 pupil brings her little brother to school in order to attend classes.

During classes, the teacher straps the baby on her back in order to allow the pupil to concentrate on her school work.

Air Zimbabwe Dismisses Story Claiming Its Planes Are Death Traps

STATEMENT:Air Zimbabwe notes with great concern a false and malicious article circulating online headlined “AirZim planes are death traps?” which seeks to not only tarnish the image, cause alarm and panic to passengers but also tarnishes the good repute of the medical professionals who were on the same flight and rendered medical assistance. Air Zimbabwe therefore, wishes to give the correct account and facts as follows:

The flight in question was UM339 on 14 November 2018 and not last week as alleged by the reporter. The said flight was still on the ground when the passenger collapsed during boarding and as is standard procedure the passenger was attended to on the ground. This is contrary to the article which alleges that the plane was airborne and had to do an emergency landing. The passenger who required emergency medical attention was male and not a female passenger as the article further alleges. The passenger was attended to by a team of medical doctors and nurses who were on board the same flight and their assistance was heartily acknowledged.

The reporter, by reason of these false statements while quoting and referencing an unnamed prominent medical doctor from Bulawayo, brings the reputation and good professional standing of the medical doctors who demonstrated their unparalleled skill, compassion and commitment. Chiwenga Feels Mnangagwa Betrayed Him And Mugabe’s Priest, Fr Mukonori Has Stepped In To Help

Dorrothy Moyo| The general who assisted Emmerson Mnangagwa get the presidency via a military coup last November, Constantino Chiwenga now feels betrayed by him, a report says.

The report by a weekly ties in well with an investigative that reveals former president, Robert Mugabe’s catholic priest, Fidelis Mukonori has stepped in to mediate.

The Standard report comes against the backdrop of the ZimEye article. Already, ZimEye sources have revealed that Chiwenga has flown Emmerson Mnangagwa to an area reserved only for “holy” nuns and priests – a monastery where he had (while alone) gone just before the Murombedzi rally.

It was after that meeting that Chiwenga suddenly manifested “an obedient son” type of loyalty for his boss, Mnangagwa during the Murombedzi rally and Chiwenga would declare support for him saying Mnangagwa can rule until whenever he decides to step down.

“The monastery is not a hospital, hapasi panorapwa apa, so we wonder why they traveled there,” one of the sources told ZimEye.

“Even Robert Mugabe would not tread there,” they added.

Mnangagwa’s backers are making sure that Chiwenga’s influence in both government and party is whittled down.

This is why there is a rush to endorse the president as the party’s presidential candidate in 2023 only three months after the elections. This is being done to ensure Chiwenga will not have any chance.

Chiwenga’s supporters are now feeling betrayed. They think Mnangagwa would not have been president without the retired general.

They are bitter that Chiwenga and most of those loyal to him are being sidelined by a clique close to Mnangagwa led by his relatives and allies.

They also think Mnangagwa has been captured and is betraying some of the agreements made when he was made the leader.

The Mzansi Express bus is reported to have over turned on its way from Johannesburg to Harare.

No details of how many people were injured or casualties have been provided.

Breaking: MDC Bulawayo Councillor Dies

Own Correspondent|News just received indicate that the MDC Councillor for Bulawayo’s Ward 28, Cowdry Park high density suburb Happyson Nyasha Ncube has died.

Ncube died in the early hours of Sunday morning at a city hospital after being ill since he was elected as councillor in July this year.

Details are still coming through. Mourners have begun gathering at his family home 3285 Cowdray Park in Bulawayo.

By Eddie Cross|George Bush senior has died. I met him once, when as Vice President he visited Harare and I was invited to a reception for him.

My other indelible memory of the man was watching the GOP Convention where he was confirmed as the Presidential candidate for the Republcans – going on to win the election and lead his country through perhaps one of the most turbulent periods of global history.

The whole family was on stage and he was standing slightly to one side with a small boy at his side, holding his hand. The camera zoomed in on him as the crowd roared his arrival on stage to acknowledge becoming their candidate.

In doing so I got a good look at the little boy, he was mongoloid. Hair slicked back and in a suit with black shoes, he was watching the crowd with more curiosity than awe. He turned to his Grandfather, who was one of the most powerful figures on the world stage and said something to him, George leaned down to hear him better and smiled at him.

If I had been in that hall and a Republican, I was sold. It was not so much what George did, it was the attitude of that boy. There was no sense of him being any different or inferior, no sense that he should not be there, no sense that this tall man standing next to him was anything other than his Grandfather.

In a family that is leadership – real leadership. That he raised his family while being so busy with his public and business life, never accused of any misdemeanours, no scandal, married to one wife for over 70 years, his progeny all going on to make their mark in life, that is leadership in the family, something that is missing in so many families today.

But more than real leadership of an exemplary manner in the family, George Bush was the consummate socially caring Conservative politician. A decent man who cared for people from all walks of life. His Presidency was characterised by something that is missing today in the USA – a vision of America in the world, caring, compassionate but supremely powerful. He knew how to wield power and understood, better than many the limits of power and when to step back.

A year after he assumed the Presidency – the Berlin Wall collapsed and the Soviet Empire disintegrated. Instead of gloating over these events and the success of Democracy and individual freedom over Marxist authoritarianism, he reached out and supported the individual countries as they struggled to find their feet in a turbulent and unstable Europe.

He built up a friendship with the leaders of Russia, he moved swiftly to support the efforts of the German Government to integrate their fractured society and economy. No grand gestures, just quiet diplomacy and support. Largely because of his leadership and the selective use of power, the transition from the Soviet era to something else was much less turbulent than might have been expected. I often wonder how many of us appreciate just how dangerous those days were?

Almost at the same time – April 1989 we had the uprising in China exemplified by Tiananmen Square. Hundreds of thousands of young people swarmed over the most famous square in China, demanding change. It was over a decade since Mao had died and China was still finding its way. Economic liberalisation had not been followed by political freedoms.

The rising tide of prosperity and an increasingly educated and mobile new generation was asking why was the Communist Party still supreme in every aspect of their lives? Legitimate question, wrong time. President Bush watched these events from Washington, a world away and recognised the dilemma of the Chinese leadership. Alone among world leaders he recognised that if the uprising was encouraged and funded it would lead to chaos in the largest country in the world in population terms.

He recognised the wisdom of the Chinese leadership in prioritising the economy over politics and wanting to gradually allow greater people participation in decision making. He quietly signalled his support to the Chinese leadership achieving two things – an era of cooperation with the USA and the maintenance of a more open society to the West. I breathed a sigh of relief and this event further strengthened my admiration for the President as one of the truly great leaders of our time.

Then the War over Kuwait. The Iraq leadership decided that the wealth of Kuwait was just too much of a temptation for one of the great power brokers in the region. They invaded the tiny State where they pump wealth out of the ground at a dollar a barrel and sell at a 100 times this on the world market. If ever there was a money machine, this was it.

Kuwait was no pansy, but when the armed forces of Iraq invaded it was all over. I remember asking a Danish friend of mine what they would do if their neighbour, the Soviet Union invaded? He said they would put up ‘welcome’ signs in Russian!

This contest was much the same. The political and moral options were simple, but who was going to do it. The United States stepped up to the podium and said the invasion was a gross violation of international law and had to be reversed. No other State had the resources.

The President again showed another side of his character. A former fighter pilot in the US Navy, he appreciated that when you decide to go to war, you have to apply adequate force. The result, a contest in which the American armed forces in three months, simple crushed the Iraq army. They demonstrated the capacity of technology and destructive targeted power in a way that had not been seen before or since.

But it did not stop there, he knew the limits of military power and once he had driven the Iraq army out of Kuwait and reinstalled the leadership and control of that country, he instructed his forces to stop operations and allowed what was left of a defeated army, to limp back to their homes.

Many hawks in his own Party howled for blood and argued that they should have finished the job by taking the fight to the leadership of Iraq and the capital city. Bush stood firm, they had done their job, the US armed forces went home earning the massive respect of every Arab State and the lifetime gratitude of the Kuwait leadership.

Statecraft is not easy or simple, leadership at times like these requires massive wisdom and courage. President Bush exhibited all of these and left behind him a more decent, stable and progressive world.

When his term of office came to an end and he had to stand again, he did so, but for me watching his campaign and the tide of time, I thought that this man did not want a second term. He wanted to go home and spend the rest of his days with friends and family. Like Mandela he stepped back from power and authority and retreated with his memories and legacy.

This event – the passing of George H Bush into eternity – brings to my mind the importance of leadership in the modern world. We have leaders – Trump in the USA, May in the UK, Merkel in Germany, Mnangagwa here. They are all struggling with local and global problems and must make decisions every day.

I have no doubt that Trump will not leave a legacy that anyone will be proud of – the whole world will celebrate his passing; his own family will certainly have mixed feelings. Mrs May is trying to achieve the impossible – withdrawal from the EU without damage to the British economy and its people. Mrs Merkel has stayed on too long after a great period of leading Germany as the heart of Europe and restoring Berlin to the heart and soul of Germany.

Then there is tiny Zimbabwe, Mugabe is history, celebrated in the passing and without a legacy except that he was the man who brought us independence in 1980 and gave all Zimbabweans freedom and opportunity. But his leadership was disastrous, especially after Sally died – somehow she was a guide and mentor.

Millions have died an early death under his leadership, further millions have fled as economic and political refugees, we are poorer and less educated and most see little prospect of a better future. We have been failed by our post-independence leadership, the challenge is, can our new leadership rise to the occasion and do what is required to unlock our future with all its potential.

Danish Couple Angers Egyptians After Recording Nude Video At Pyramids

A VIDEO that shows a Danish couple in a naked embrace at the summit of the Great Khufu Pyramid of Giza is sparking an angry outcry among Egyptians.

The three-minute video recorded at night shows a man and a woman scaling what appears to be the Great Pyramid of Giza with the skyline of Cairo in the background. When they reach the top, the video shows the woman taking off her shirt and finishes with a still image of them in a naked embrace.

Minister of Antiquities Khaled al-Anani called it a violation of public morality, and said the incident and the video will be investigated by the attorney general.

Ashraf Mohi, director general of the Giza Plateau, told Ahram Online the video is fake, since there is heavy security and the area around appears too brightly lighted.

“The pyramids are the most important historical landmarks in the world,” Mohi said. “People have different ambitions and passions when it comes to expressing their love for them.”

The video was uploaded to YouTube on Wednesday by Danish photographer Andreas Hvid, who posts images on social media of different sites from high vantage points around the world, sometimes depicting nudity.

“For many years I had dreamed of climbing the great pyramid,” Hvid told Ekstra Bladet, a Danish tabloid. “The idea of making a ‘nude shoot’ up there had also existed for some time.

“I’m sad that so many people have become so angry. But I have also received a positive response from a lot of Egyptians — something I think is worth remembering.”

He said he tried to climb the pyramid with a different friend earlier but they were caught by guards and interviewed at a local police station. He contacted friends in Denmark, and one came for the stunt at the end of November.

He has since traveled to Asia and says he will stay out of Egypt in the future.

The video seems to have been taken down, along with other social media posts by Hvid related to it.

Mohi said how the couple evaded security and climbed the pyramids will be part of the investigation. He added that there is an 18-kilometer fence around the pyramids along with tight security presence.

Climbing pyramids is illegal in Egypt, with critics saying the incident shows a disregard for the nation’s laws and its conservative society. Egyptians on social media shared their thoughts.

“We should suspend travel for these two until we see what we can do with them,” Waleed Ghanem tweeted.

Good News For Guzzlers As Delta Promises Enough Beer For Christmas But No Soft Drinks

Correspondent|BEVERAGES manufacturer Delta Beverages’ Chief Executive Officer Pearson Gowero has said although government had released foreign currency to enable importation of raw materials, the company would still not be able to produce enough soft drinks ahead of the festive season.

Although many retailers have increased the prices for soft drinks, Gowero insisted that the company had not increased its wholesale prices as it was getting foreign currency from the Reserve Bank Zimbabwe (RBZ).

“But I am happy to say that I have just received confirmation here that the central bank has allocated us some money to bring in some concentrates for soft drinks. Therefore, we are working over the weekend to get them in time for Christmas,” Gowero said.

“As far as beer is concerned, we should be able to meet demand without too many problems. Soft drinks, clearly we are not able to do so. There is going to be some kind of shortage of drinks.”

The company requires at least $60 million to $100 million in foreign currency per annum to import raw materials. For beer, Gowero said they need about 35 tonnes of barley to produce over 220 million litres for the Harare lager plant, but operations have since been affected by intermittent supplies of foreign currency from the RBZ.

Gowero said forex shortages were impacting heavily on the production of soft drinks, as most of the concentrates where imported from Swaziland.

“Not Everything Is Political,” Says Winky D’s Manager On KaSong Ke Jecha

ACCORDING to Winky D’s manager Jonathan Banda, anything beyond the social interpretation of the song KaSong KeJecha is a figment of the listener’s imagination.

“I was actually surprised that there is a political interpretation to the song. I thought it would be taken as a social message because Winky D is apolitical,” Banda said.

Banda, who insists that “not everything is political” and that “it is unfortunate that we have been aligned to a certain side”, advised irked stakeholders to engage their camp if there was need to clarify the meaning of the song.

“If this song is political, then anything else can be given a political meaning. For some unkown musician to then make a political response to it while others contemplate not playing it on radio is worrisome and uncalled for,” he said.

The idea of politicising social commentary is retrogressive and an unfortunate suppression of creativity as well as freedom of expression.

Meanwhile, little-known Zanu PF music hype man Admire Sanyanga Sibanda has released Mushana PaJecha in what looks like a bid to discredit dancehall singer Winky D’s lyrical state of the nation address titled Kasong KeJecha.

The reactionary track in the mould of the partisan “ED Pfee” anthem is bent on endorsing President Emmerson Mnangagwa’s leadership at a time the socio-economic realities for the ordinary citizen are deteriorating as clearly put by Ninja President (Winky D) in 178 seconds.

Whether Sibanda (aka Chief Shumba), who is interestingly Mnangagwa’s nephew, was funded to produce the song is not clear, but his intention in penning a rushed song to try and blot the trending single does not only leave a lot to be desired.

As much as Chief Shumba’s songs could enjoy airplay at the expense of Winky D, it could work against his growth in the industry as it is not really music but propaganda jingles.

Perhaps he could take a leaf from Tambaoga, youthful music groups like Born Free Crew and Mbare Chimurenga Choir who have sunk into oblivion, a testimony that political alignment compromises one’s relevance off politics.

There is no doubt that politics and entertainment are intertwined in Zimbabwe dating back to the colonial era as musicians played an integral part in the liberation war.

But, in recent times musicians’ direct engagement with today’s politics has proven to have negative repercussions.

With divergent political views the reality has changed and choosing a particular political inclination may cause a backlash from some sections of the music fraternity.

Clearly, the ED Pfee song-maker is still stuck in election mode hangover which he needs to snap out of and face reality if he is to make any sober socio-political music.

In the song he says it is up to the listener to go to a side of the rulers or the ruled, but it is him who needs to choose whether to produce real music or settle for political praise and worship which will guarantee his permanent stay in the pit of the industry’s unknowns.

Clergyman Embarks On Nationwide Cleansing Tour

By Own Correspondent| Clergyman, Madzibaba Mutumwa has revealed plans to go on a whirlwind tour of the country’s cities as he prays against what he calls the spirit of accidents ravaging the country.

Mutumwa attributed the spate of accidents in the country to satanism saying the country needs cleansing hence the ceremonies which have already started in Bulawayo.

The country has experienced deadly accidents in the past few months involving public transport, especially buses.

There are concerns that accidents usually spike during the approaching festive season.

In an interview with the Sunday News, Madzibaba Mutumwa said:

“Satanists are in full force causing accidents as they want blood for their satanism purposes.

As a church, we have started the tour of cities, the first being Bulawayo where we had a prayer at our Mganwini shrine.

We are yet to release dates when we will be in Harare, before moving to Masvingo, Zvishavane and Mutare among others. I strongly believe that by the time we finish God would have intervened.”-StateMedia

Sources close to the two tell ZimEye.com 3 weeks ago, Chiwenga first flew into the area reserved only for “holy” nuns and priests. Chiwenga spent a long 2 nights at the monastery and this was just before the Murombedzi rally, a source told ZimEye.

It was after that meeting that Chiwenga suddenly manifested “an obedient son” type of loyalty for his boss, Mnangagwa during the Murombedzi rally and Chiwenga would declare support for him saying Mnangagwa can rule until whenever he decides to step down.

Reasons for the stay were not clear at the time of writing but ZimEye was told Chiwenga in the last week has since brought in his boss Mnangagwa. The two descended aboard a helicopter and the duration of the second meeting was not clear at the time of writing.

“The monastery is not a hospital, hapasi panorapwa apa, so we wonder why they traveled there,” one of the sources told ZimEye.

“Even Robert Mugabe would not tread there,” they added.

They also continued saying the only place best for such meetings is Chishawasha. Why is Mnangagwa going there, and is this their new religious hideout?

Sources allege that the Mugabe “coup priest,” Fidelis Mukonori is behind the meeting.

ZimEye has it on authority that the catholic priests are playing some sort of mediation role and the first achievement has seen Chiwenga suddenly withdrawing from his desire to remove his boss. Since early this year, the general who removed former President Robert Mugabe, Chiwenga has been Mnangagwa’s thorn in the flesh.

“Mthuli Ncube Has Stolen Our Salaries”: ARTUZ

By Own Correspondent| The Amalgamated Rural Teachers’ Union of Zimbabwe (ARTUZ) has accused Finance Minoater Professor Mthuli Ncube of reducing their monthly salaries to a paltry $100 as the value of the local currencies (RTGS and Bond) has lost value against the United States dollar in the last two months.

The teachers body says that the parallel market rate has eroded the purchasing power of salaries earned by teachers in a development which has seen them sink deeper in poverty.

Speaking to a local publication,  ARTUZ said:

“The sad reality is that things have become worse in 2018. Our salaries have been stolen from us by the new hangman in town, Professor Mthuli Ncube.

We are now earning just US$120 from US$500 in January 2018. The teacher has sunk deeper on the poverty index.

We can no longer afford food, shelter, health care and all the basic needs apt for humans.

Our humanity has been stolen! We are treated worse than dogs and expected to work harder than horses.

The government has also imposed a brutal tax regime to further extort us of the little that remains of our pathetic salaries.

The 2% tax on all electronic transactions further reduces our salaries to just above US$100.

To rub salt to our injury (sic), Ncube slashed our annual bonus from an average of $500 to a pitiable $289. These people will not stop at anything, their agenda is to rob us of the little dignity we still have.

Austerity measures are not new to Zimbabwe; we are all conversant of (the Economic Structural Adjustment Programme) Esap, of the early 90s. Austerity did not work then and will not work now. The only thing, which was achieved by Esap was to deny citizens of basic social services.

The challenges confronting us are insurmountable, but we have demonstrated an unrivalled fighting spirit worth celebrating. Our resolve to fight injustice is unshaken.”-Standard

“Bury Your Differences Within 24 Hrs”: Chinotimba Adds Voice On 16 Days Of Activism Against GBV

By Own Correspondent| Buhera South legislator, Joseph Chinotimba has called on Zimbabweans to resolve their differences within 24 hours as a way of putting an end to gender bases violence (GBV).

Chinotimba, who torched a storm in parliament (Wednesday) after he called opposition national chairperson Thabitha Khumalo “hure” meaning prostitute said GBV should end with parties resolving their differences amicably.

Said Chinotimba:

“We have 16 days of activism against gender-based violence.  So, we have demonstrated to you as Hon. Members that what happened between us yesterday should come to an end.

Even if we may scold each other, we must bury our differences……This should happen even within your own homes.  So, both of us wanted to show that gender-based violence between each other is not good…If you exchange bitter words in your homes, within a period of 24 hours, you should bury your differences as we have done here.”

Information Ministry Laments Paltry Budget Allocation

By Own Correspondent| The Parliamentary Portfolio Committee on Information, Publicity and Media Services has lamented the paltry budget allocation to the ministry of information adding that the amount availed to the ministry by treasury made it difficult to fully support digitalisation.

Reacting to Mthuli Ncube’s 2019 Budget statement (Thursday), Chairperson of the committee, Prince Dubeko Sibanda who was represented by Settlement Chikwinya said it is sad that the ministry got a paltry $38 million against the proposed $100 million.

Said Sibanda:

“The Ministry has the following Policy Priorities for 2019-2021, expediting the finalisation of the Digital Terrestrial Project which entails migration from analogue television broadcasting to digital.

On this regard when we went for the Pre Budget Seminar in Bulawayo, the Committee presented a budget bid of $100m. It is sad that we only got $38m towards that project.

The ministry of Information, Publicity and Broadcasting Services was allocated $45 192 000, an increase from the 2018 allocation of $26 901 000. The overall Ministry’s Vote is 0.43% of the total National Budget. This is less than the previous year’s allocation which was 0.54 % of the budget.

The Committee acknowledges the allocation by Treasury of $45 192 million of which $38 330 million was allocated for the digitalization project which is now way behind schedule. This is 91% of the budget allocation and the remaining 9% is for recurrent expenditure.

This leaves the Ministry with less allocation for operations. Of the recurrent expenditure of $4.062 million, $2.262 million goes towards the salaries of both the parent ministry and grant aided institutions. It will be difficult for the Ministry to support the digitalization programme with such a small allocation for operations.

The Ministry has unavoidable functions which need to be funded from the budget such as State occasions and national commemorations like Independence Day celebrations, Heroes and Defence Forces days, among others.

However, within the issue of coverage it is a unanimous decision by the Committee that when it comes to political party coverage by ZBC, all political parties, moreso those represented in Parliament, must have equal coverage.

These national programmes are commemorated nationwide and this makes it difficult to support them from a budget of $220 000.”__

Bulawayo Snubs Mukanya, Only 200 People At City Hall

Own Correspondent|Chimurenga music singer Thomas Mapfumo is a disappointed man in Bulawayo after just about 200 people turned up for his Peace Concert at the 5000 capacity casting Large City Hall in the city on Saturday.

Contrary to the flopped show in Gweru on Friday which failed to kick off due to a technical problem, everything in Bulawayo was on order but the people just didn’t turn up for the show.

Bulawayo is proving to be a difficult territory for local musicians as their concerts continue to flop due to low attendance.

Last month, superstar Oliver Mtukudzi suffered a similar fate at the same venue when only about 100. people attended the show.

Mnangagwa Outwits Chiwenga Ahead Of ZANU PF Conference

ZANU PF leader, Emmerson Mnangagwa has effectively ended his deputy Constantino Chiwenga’s ambitions for the top post after Zanu PF structures took the unusual step of endorsing him as the ruling party’s candidate almost five years before the next election.

Zanu PF will hold its annual conference in Esigodini in Matabeleland South this week amid simmering tensions between Mnangagwa and the increasingly isolated Chiwenga.

After leading the coup that toppled former president Robert Mugabe in November last year, Chiwenga’s backers wanted Mnangagwa to serve one term and hand over the reins to the former army commander ahead of the 2023 elections.

However, that plan seems to have gone up in smoke with a strong push for Mnangagwa to run for a second term, which was started by Zanu PF youths a few weeks ago.

A senior Zanu PF official revealed that the rush to endorse Mnangagwa was linked to a plan to isolate Chiwenga and to curb his influence in the ruling party.

“In public they might want to give an impression that they are united, but a lot of things are happening in the background,” the source said.

“Mnangagwa’s backers are making sure that Chiwenga’s influence in both government and party is whittled down.

“This is why there is a rush to endorse the president as the party’s presidential candidate in 2023 only three months after the elections. This is being done to ensure Chiwenga will not have any chance.”

The Zanu PF youth league, women’s league, war veterans and the majority of the provincial structures have already endorsed Mnangagwa as the party’s presidential candidate for 2023.

The youths were the first to make the public endorsement and went on to unveil the “2023 ED Pfee” slogan to campaign for the president.

The youth league’s commissar Godfrey Tsenengamu criticised party members who were whispering in corridors that Mnangagwa would only run for one term.

Tsenengamu’s declaration and recent statements by Zanu PF youth secretary Pupurai Togarepi and secretary for administration Lewis Matutu, declaring that Mnangagwa could not be challenged, are said to have unsettled Chiwenga’s backers.

“Chiwenga’s supporters are now feeling betrayed. They think Mnangagwa would not have been president without the retired general.

“They are bitter that Chiwenga and most of those loyal to him are being sidelined by a clique close to Mnangagwa led by his relatives and allies,” the source said.

“They also think Mnangagwa has been captured and is betraying some of the agreements made when he was made leader.

“They are bitter that the security establishments are now led by people from mostly Midlands, the army and Central Intelligence Organisation, and there are plots to have one from Masvingo to take over the police force.”

According to the source, the targeting of command agriculture benefactor Kudakwashe Tagwirei was a way of dismantling Chiwenga’s support base as the businessman is believed to be his major financier.

“A lot is happening. Mnangagwa backers are not sleeping. They know Chiwenga is a real threat in the succession matrix. They would have been glad if he was removed from his position and they are busy plotting for that,” another source added.

However, Zanu PF spokesperson Simon Khaya Moyo said Mnangagwa’s endorsement had nothing to do with the alleged plot against Chiwenga.

“VP Chiwenga has responded to that. It is all nonsense. It is wishful thinking. There is nothing wrong in endorsing the president now and all who want to challenge him can always stand against him ahead of 2023,” he said.

“The issue of VP Chiwenga is nonsense. It’s a democratic country, and people are free to express themselves. That was why we fought for freedom. As long as you don’t break the law, there is nothing wrong with that.”

This week’s conference will be the first without Mugabe after last year’s extraordinary congress that elected Mnangagwa as Zanu PF’s new leader.

Desperation At Govt Hospitals As Doctors Strike Intensifies

Seventy-four-year-old Elliot Moyo is a bitter man. He was hit by a car and suffered a broken leg, among other serious injuries, early last week.

Since then, he has been making several fruitless trips to Parirenyatwa Hospital in Harare because doctors were not available to treat his injuries.

For three days in a row, he was being wheeled into the out-patients department at the country’s major referral hospital, but did not receive any help and now fears for his life.

Moyo is one of the many patients that have been caught in the crossfire following a stalemate between the government and doctors at public hospitals over salaries.

The doctors went on strike last Saturday demanding to be paid in foreign currency, among other things.

“My leg was broken in an accident and it gives me unbearable pain because no doctor has attended to me at all. I have been coming here for the past three days, but I have not been attended to,” Moyo said while grimacing in pain as he clutched his X-ray records in a big envelope. Like the rest of the other patients, Moyo continued to wait in a queue, unsure if at all he would get attention.

Moyo’s face was bathed in sweat and he struggled to breathe because of the pain ripping through his body. The heat further dampened the atmosphere as well as the rancid bodily odours in the overcrowded out-patients department.

“We just come and sit here, but they tell us the doctors are on strike and so there is little they can do. It is so painful to be in a place of healing and not be able to get help,” he said shifting slightly in the wheelchair.

Despite the strike by doctors, patients continued streaming to public hospitals in the hope that government would find a solution to the crippling strike.

The patients cannot afford private hospital fees that are now charged in United States dollars, whose value against the bond note has been surging since the introduction of the Transitional Stabilisation Programme by Finance minister Mthuli Ncube two months ago.

This has crippled the health services in the country, three months into President Emmerson Mnangagwa’s rule after the July 30 elections.

Ironically, gigantic campaign billboards promising good health care if Mnangagwa won the controversial polls are still a common feature in most urban areas.

The Zanu PF leader’s rule has been hit by massive economic turbulence.

Long, winding fuel queues, pushing up prices of goods, shortage of foreign currency as well as the skyrocketing cost of living are some of the problems giving the government headaches.

Inflation has eroded civil servants’ salaries and doctors are now demanding salaries in foreign currency.

The doctors’ strike enters its eighth day today and patients continue to bear the brunt of the crisis at public hospitals.

“The government should give the doctors what they want so that they can come back and treat us. Just look at us, is this the Zimbabwe we want, people being denied healthcare?” retorted an elderly woman at Parirenyatwa Hospital on Thursday.

Patson Matanga said he felt helpless because his nine-year-old son required a plaster for his broken arm, but had not been attended to for two days.

His son sat on the cold, hard benches with his arm in a makeshift sling. His face mirrored the pain he felt and the confusion over why he was not being treated.

“What am I supposed to do with him? We came here, but there is no one to attend to him,” a frustrated Matanga lamented.

Jacob Cherera from Chitungwiza was also angry that the doctors’ grievances were not being addressed.

“I came with my elderly mother who is very sick, but we are not getting any help here,” he said.

“We understand the doctors’ concerns and we have no problems with them.

“The government has an obligation to ensure its employees are well-looked after. That is the only way we can also get help,” he said.

Cherera was cheered on by other patients who went on to demand an audience with Health and Child Care minister Obadiah Moyo, who was touring the hospital at the time.

Moyo said he hoped the impasse with doctors would be resolved soon so that the patients could be attended to.

“Our core concern is the patients and that is what we are working on to resolve this matter quickly,” he said.

The strike has crippled services, reducing public health facilities to mere shells.

It has affected all the country’s major referral hospitals, including Parirenyatwa and Chitungwiza central hospitals in Harare, United Bulawayo Hospitals, and Mpilo Central Hospital in Bulawayo as well as Mutare General Hospital.

Junior doctors at public health facilities downed tools citing many challenges, which included poor working conditions and low salaries as well as lack of basic medicines and equipment.

Key among their concerns are acute shortages of vital medicines and basic theatre consumables. The doctors also said they were concerned about the fact that private pharmacies were demanding US dollar payments and rejecting medical aid from patients.

They are also not happy about long working hours, which they said left the healthcare workers overburdened and fatigued.

Most hospitals are understaffed and use obsolete equipment.

The medical professionals also want to be paid in foreign currency after the government started charging import duty for some goods, including cars, in foreign currency.

Doctors said their remuneration was too little and that their income was eroded by the devaluation of the local currency on the parallel foreign currency market.

“What we are appealing for is genuine. These are genuine concerns and there is no reason to persuade anyone to understand this,” the Zimbabwe Hospital Doctors’ Association said in a statement last week.

In their first meeting last Wednesday, the doctors and the government failed to reach an agreement.

The doctors vowed to carry on with the industrial action until their demands are met.

As if that was not enough, the Zimbabwe Government Radiographers’ Association (ZiGRA) also joined the industrial action on Thursday.

“As the Zimbabwe Government Radiographer Association, we regret to inform you that we have reached a conclusion to engage in an industrial action with effect from the 6th of December 2018. We will not be discharging our services to the general public nationwide,” ZiGRA said in statement.

Moyo was criticised for failing to speedily deal with the issues raised by the striking doctors.

“It is shocking that Health minister Obadiah Moyo dwells on the legality of the job action than solutions as if he is reading from his predecessor’s script. No responsible and accountable minister or government would turn a blind eye to a crisis of this magnitude or wish it away.

“We are in this health crisis, minister, because your predecessor used to behave the same way: burying his head in the sand than tackling the issue head-on,” said Itai Rusike, the director of the Community Working Group on Health.

“We would like to remind the government that it has the national obligation to see that its citizens have access to quality and affordable health services as guaranteed in section 76 of the country’s constitution.

“And that responsibility can only be achieved when health personnel like doctors, physicians and nurses are working normally.”

In March, doctors embarked on a strike that lasted several weeks as they pressed on Mnangagwa’s government to improve their working conditions.

Strikes have become common in the health sector, which has suffered a severe brain drain and a shortage of drugs and equipment over the years.

Violence In Gweru As Mukanya Show Flops

Ageless Chimurenga music legend Thomas Tafirenyika Mapfumo’s maiden Peace Tour show slated for Gweru on Friday night failed to take off amid a plethora of challenges that left music lovers, who had parted with their hard-earned cash, fuming. This was despite the fact that Mukanya and his band members, who included Clive “Mono” Mukundu, had travelled to the city and arrived just before sunset. They even held a radio interview in Gweru inviting fans to the gig.

The main challenge that effectively saw the show being cancelled was the absence of a cable to connect power from the main supply unit at Gweru Golf Club to the stage, which had been set about 25m away. At first it looked like a simple challenge that could be easily overcome, but it ended up being the spoiler for the event.

Organisers of the show could be seen making concerted efforts to solve the problem and at one time brought the cable, but failed to line it up to the stage.

The venue of the event was in dead silence up to midnight with darkness hovering over the stage and the sorrounding space as there was no lighting due to the power problem.

Fans were charged US10 or $40 for the surrogate bond notes currency or swipe and eco-cash.

There was drama just before midnight when a heavily-built man suspected to be an illegal miner warlord in the company of his colleagues stormed the entrance of the venue wielding machetes. They ordered the cashiers to abort payments in United States dollars and in full glare of police, forcibly gained entry in a development that opened floodgates into the venue for revellers who were milling outside unable to meet the cost.

“Tinozvidira jecha. Where do you think we can get the United States dollars?” shouted the man.

Instead of police moving swiftly to arrest the man and his gang, they just watched helplessly leaving show organisers stunned.

Just after midnight some fans were engaged in running battles with police after they started demanding their money back when it became clear that the show had failed. Some were injured in the melee.

“I paid my money to receive a service on December 7, now it’s December 8 and I have not received that service, so I need my money back!” one reveller could be heard shouting.

Some sources told The Standard Style that they had been sabotaged by some politicians who suspected Mapfumo was going to belt out some of his songs that criticise the government.

“How can you say in the whole of Gweru you can fail to get a cable for power? The organisers of the show did their part and were assured that all was going to be well. Actually some people tampered with a power point near the stage leaving us with only the alternative of seeking power from the main switch, which was over 20m away. It was clear sabotage,” said the source.

Mapfumo’s publicity manager Blessing Vava told The Standard Style that the challenges that led to the cancellation of the show were beyond the control of the Blacks Unlimited team.

“It was so unfortunate and we would like to apologise to our fans. What happenned was beyond our control. We came well-prepared to roll and we had done our home work, but the issue of the cable could just not be solved,” he said.

Vava refused to be drawn into commenting on possibilities of sabotage.

“I would not want to play the blame game as of now. My word is that we are just very sorry to our fans and all who had come to meet Mukanya,” he said.

The Gweru-born manager revealed that plans to compensate fans who had paid were being negotiated.

“What is being looked at is the possibility of holding a concert featuring Mukanya in Gweru very soon where those who had already paid can come and attend without paying and using the tickets for last Friday night. More details on that will be availed very soon,” he said. Show organisers Entertainment Republic released a statement yesterday morning apologising to the fans.

“On behalf of Entertainment Republic, we would like to express our utmost apology to all the Chimurenga fans who attended our leg of the Gweru Peace Tour,” read the statement posted on the organisers’ Facebook page.

“Dr Thomas Mapfumo and The Blacks Unlimited could not perform due to technical difficulties that were unforseen to us. Dr Mapfumo was ready to perform and he cherishes the time he got to meet and greet his fans.

“Please be advised all the other shows will continue as planned. A new date will be announced for the Gweru show. Any inconvenience caused is sincerely regretted.”

Mukanya was expected to perform in Bulawayo last night.

Govt Contemplating To Sell Fuel in US Dollars Only

The government is considering requests by players in the oil industry who are seeking authority to sell fuel in foreign currency, the industry regulator
Fuel shortages have intensified in recent weeks leading to debate over the sustainability of continuing to have the imported product sold in bond notes and the real-time gross settlement (RTGS) system or electronic dollars.

Officially bond notes are pegged at par with the greenback, but the reality on the ground is that the bond note trades at 3:1 to the US dollar.

The anomaly has resulted in operators failing to restock as foreign suppliers require payment in US dollars.

Zimbabwe Energy Regulatory Authority (Zera) acting CEO Eddington Mazambani disclosed that proposals had been made to the Energy ministry and were still under consideration.

Mazambani appeared before the Joel Gabbuza-led Parliamentary Portfolio Committee on Energy to speak about the fuel situation in the country.

He said the proposal to sell in US dollars had not yet been given a nod, adding however that it was not reasonable for ordinary Zimbabweans who earned their money in RTGS to buy fuel in forex.

“There has been a proposal that some fuel service stations should sell it in forex, and one of the major players in the oil industry, Zuva, has already piloted the project at two service stations (Zuva Victoria Falls and Zuva Groombridge),” Mazambani said.

“We have already sent a proposal to the Ministry of Energy to consider more players to sell fuel in foreign currency so that we ease the pressure on the Reserve Bank of Zimbabwe (RBZ) in terms of allocating foreign currency for the procurement of fuel.”

Mazambani said there was need to ensure that the fuel purchased from the RBZ facility was not abused to the extent it ended up being sold in US dollars.

“Selling fuel in forex is not sustainable. We have to take into account the vulnerable members of our society. I think the solution to this fuel issue is much bigger,” he said.

Kuwadzana East MP Chalton Hwende said designating fuel stations to sell in forex would have detrimental effects on the majority of the population, who earn salaries in RTGS.

Mazambani boss said the fuel sold in US dollars would be bought using foreign currency account swipe cards, and not cash in order to put reconciliatory mechanisms to differentiate between the fuel purchased through the RBZ facility from the fuel procured by the fuel companies.

MPs said customers were being short-changed at fuel stations where priority was being given to card holders, while those paying through electronic transactions were turned away.

“The cards are an internal arrangement whereby card holders would have paid in advance and garages would have taken people’s money upfront,” Mazambani said.

Godfrey Ncube, the Petrotrade chief executive, added: “We have a deliberate policy because we have customers who pay in advance, and we have a small percentage of residual fuel, which we leave in tanks for card and coupon customers.”

For support to farmers, Ncube said they had engaged Agribank and installed fuel tanks at some farms.

Chipinge South MP Enock Porusingazi suggested that given the serious fuel shortages in the country, consideration should be taken to go 100% ethanol to E100. Currently, the country is on E15. Countries like Brazil are on E100.

Mazambani said Zera at one time engaged Americans to do a study on whether the country could go E100.

“We got technical advice that of the fleet that we have in the country, we can only go to 10% of ethanol blend,” he said.

“There are very few vehicles in Zimbabwe that can take up to E80, and those are vehicles like the Jeep Cherokee.

“With all other cars, we will end up having very serious technical problems if we move to E100. We will have serious breakdowns.”

“Chamisa’ s ‘Madness’ Must Be Stopped”: Defence Minister Oppah Muchinguri

By Own Correspondent| National chairperson of Zanu Pf who doubles as the minister of Defence and War Veterans, Oppah Muchinguri Kashiri has said opposition leader Nelson Chamisa’s election victory in urban areas gave him the impetus to be “stubborn and mad” adding that he had to be stopped.

She said this at a provincial inter-district conference at Masvingo Polytechnic on Monday (December 3).

Muchinguri Kashiri said while her party won resoundingly in rural areas, Zanu Pf suffered humiliating defeat in urban areas and party stalwarts should work hard to reverse this trend.

She said:

“We won resoundingly in rural areas but we suffered heavy losses in all urban areas. Harare boosted Chamisa’s votes because he got over 500 000 and we got about 200 000. The same trend was seen in Bulawayo, Mutare, Masvingo, Gweru and pretty much all the urban centres.

We have a lot of work to do in all urban set ups. This is what is giving Chamisa all this madness and he has to be stopped. Chamisa has been so stubborn.

He has refused to accept the election results even though all other countries have endorsed them. We had free and fair elections and President Mnangagwa was declared the winner.

Chamisa refused and made a Constitutional Court (ConCourt) challenge where our President was again declared winner. Despite all this, Chamisa still remains adamant and is doing demonstrations.”

Economic Crunch, Goblins For Sale In The Streets Of Harare

MR Lameck Banda from Waterfalls, Harare is a shrewd and cunning businessman.

Better known as Sekuru Chitsuwi, Banda understands the basic premise of capitalism: supply and demand.

Each day, the 60 year-old wakes up at 4am and goes to nearby wetlands and swamps, and collects frogs and small tortoises.

He takes these home, cleans himself up and takes his catch to his “factory” at Machipisa Shopping Centre in Highfield. There, Sekuru Chitsuwi gets down to the task of tying colourful beads around the frogs and tortoises. He adds rubber bands, horns or chicken nails to the accessories.

And hey presto, you have yourself a “goblin”!

His major customers for these are “prophets” and self-professed witch-hunters (tsikamutanda), who spring these things on their clients and then claim to have discovered evil spirits, which they then proceed to “exorcise” — often for a pound of flesh.

Sekuru Chitsuwi says business is brisk.

“One might conclude that I am boasting but the truth is that my objects are being bought like hot cakes. Some of my clients are prominent prophets who always pay handsomely,” Sekuru Chitsuwi said.

Originally from Mozambique, he narrates how his business has given him a little infamy and some fortune.

“When I left Mozambique for this country I had nothing. Nothing. I am now a proud owner of a house in Waterfalls, several cars and my children attend expensive boarding schools,” Sekuru Chitsuwi said.

Sekuru Chitsuwi says prices of his “goblins” ranges from US$300 to US$700.

“I charge according to the object. Some of the objects need more time to work on them and I sometimes end up spending hours and even days on end working on one object. The objects must appear genuine,” he explained.

Asked if he does not feel bad that his products are used to defraud people, Sekuru Chitsuwi says that is not his concern.

“This is a business my friend. I am a manufacturer of some sort. All I do is to make these objects according to my clients’ specifications. What they will later on use the objects for is none of my business.”

Fake prophets are often in the courts for fraud.

In January, Isaac Nkalakhata from Binga was arrested after he tried to extort money from bus operators.

Armed with a live tortoise which was covered in wild animal skins, Nkalakhata approached several bus operators and extorted money from them.

He was jailed for six months.

In Bulawayo, three men were this year arrested for allegedly planting multi-coloured “charms” at a house, and then claiming to discover them. They told the home owner that the “charms” had caused the illness of a child, and demanded $7 000 as payment.

Sekuru Friday Chisanyu, the president of the Zimbabwe National Practitioners Association, says the police should clamp down on such fraud.

“These people are aiding criminals and should be brought to book. People are defrauded of thousands, if not millions, of dollars each year by the con artists. Those that are producing the fake goblins must be arrested and given deterrent jail sentences,” Sekuru Chisanyu added.

BREAKING- Teachers’ 266 Km March For Salaries In Forex Commences

By Own Correspondent| The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) Salary Caravan commenced Sunday amid revelations that the teachers completed the first stretch of their journey and camped in Odzi, Manicaland overnight.

ARTUZ President Obert Masaraure told ZimEye that the teachers camped in Odzi readying to continue with their journey in the morning (Monday).

He however revealed that while over a hundred teachers had started the march, a handful had pulled out on day one of the protest.

“The march started well with over 100 participants.

Some of our cadres have however pulled out of the march and there are about 95 of us left. This is walking and some of the teachers could not handle it so they gave up.

We however put up in Odzi where we rested for the night and we will continue with the march this morning until we get to Harare on 19 December.”

The ARTUZ Salary Caravan is a protest march by teachers aimed at pushing government to pay teacher’s salaries in forex. The teachers are also demanding their bonuses in full among other grievances.

The teachers are walking from Mutare to Harare, which is 266 kilometres and expectations are that they will reach Harare on 19 December 2018.

The teachers have revealed that they will  camp at the fnance ministry until their grievances are heard.

ZACC Investigating Permanent Secretary On $250 Million Unclear Deal

THE Zimbabwe Anti-Corruption Commission has opened an investigation into how Lands, Agriculture, Water and Climate Permanent Secretary Mr Ringson Chitsiko handled a $250 million contract with an investor.

Zacc head of investigations Commissioner Goodson Nguni told The Sunday Mail yesterday that Mr Chitsiko may have approved a $250 million contract with Lexi Flower without following due processes.

“We are finalising an investigation into how Mr Chitsiko signed a huge contract without authority. We are keen to interview the permanent secretary in relation to the flower project deal,” said Mr Nguni.

Mr Chitsiko was not available for comment yesterday.

Meanwhile, Zacc has launched a fresh probe into Cotton Company of Zimbabwe MD Mr Pius Manamike and head of corporate services Mr Benedict Mugura over a $10,3 million deal.

The Sunday Mail understands that the Cottco bosses were summoned to Zacc offices to answer questions in relation to the deal. Mr Nguni said on October 10, 2018, Cottco engaged an Indian company to supply cotton packs without following proper procurement procedures.

Allegations are that Cottco did not source three quotations before placing the order as provided by procurement regulations.

On October 12, 2018, the Cottco bosses allegedly sourced two more quotations from other Indian companies, one of which is suspected to be linked to the company that had already won the $10,3 million order.

Cottco is yet to pay for the cotton packs. “By next week (this week), we will be done with the Cottco investigation. Apart from the US$10,3 million cotton pack deal, we are also probing the links between Mr Manamike and a company called Cotton Pro, which allegedly defrauded Cottco of $2,5 million,” said Mr Nguni.

Mr Manamike has a pending criminal case after entering an arrangement with Cotton Pro to buy 8 00 tonnes of lint on a 90-day credit facility against Statutory Instrument 150/2008 of the Exchange Control Cotton Order.

The order stipulates that all lint must be acquired by a customer through pre-financing. Efforts to get a comment from Mr Manamike were futile as he did not respond to questions sent to him.

Govt To Introduce New Stronger ARV Drug

GOVERNMENT will introduce a new line of cheaper and more effective antiretroviral drugs for HIV and Aids patients early next year.

Authorities will introduce the Dolutegravir (DTG) line, which has significantly fewer side effects and is less prone to development of drug resistance.

Around 1,2 million Zimbabweans use ARVs.

DTG has been the drug of choice for the last two years for people living with HIV in high-income countries, and is administered as a single, small tablet taken once daily.

Health and Child Care Minister Dr Obadiah Moyo told The Sunday Mail that, “My ministry will be in 2019 introducing DTG-based treatment regimens to the already existing basket of first and second-line treatment options available currently.

“DTG is recognised as an effective low-cost generic formulation by the WHO; and is associated with fewer adverse effects and is less likely to result in drug resistance.

“Through the national medicines and therapeutic policy advisory committee and my ministry’s Aids and TB directorate, work on how we will be transitioning to these newer and effective medicines are now at an advanced stage with plans to start offering DTG as from May 2019.

“Our health staff will be capacitated fully to offer this service and networks and advocacy group of people living with HIV are being engaged to provide input into this process.

“The introduction of DTG-based treatment regimens is meant not to substitute, but compliment, the currently existing treatment options.”

The United States approved medical use of DTG in 2013, while it is listed on the World Health Organisation List of Essential Medicines as one of the most effective medicines needed in a public health system.

Of the nearly 1,2 million Zimbabweans on antiretroviral therapy – up from just 5 000 in 2004 – 84 percent have their viral load suppressed.

HIV incidence dropped to 0,48 percent in 2016 from 0,88 percent in 2011 owing to interventions that include condom promotion and distribution, voluntary medical male circumcision, HIV testing, prevention of mother to child transmission and social campaigns for behaviour change.

HIV prevalence remains around 14,7 percent.

This year, authorities have distributed 98 million condoms against an annual target of 106 million.

In addition, coverage of voluntary medical male circumcision has reached 84 percent against the 2018 target of 1,2 million circumcisions.

Learnmore Jongwe’s Kuwadzana Library Finally Completed, To Be Officially Opened This Week

Correspondent|KUWADZANA library, which has been under construction for more than two decades, has finally been completed. Harare City Council spokesperson Michael Chideme yesterday confirmed the latest development.

In March 2005, former Kuwadzana MP Nelson Chamisa said he had sourced funds amounting to ZW$2 billion from donors to complete the structure.

In July 2012, the then MDC-T national organising secretary Nelson Chamisa told party supporters he had procured material to complete the project initiated by the late Learnmore Jongwe:

“We have procured material to the tune of $25 000 through the money I sourced to deal with the defective roof and other structural defects, including replacing the vandalised material. We are injecting a further $30 000 for the remainder of the work to be done,” Chamisa said.

He said the library would be officially opened ‘soon’.

“There were challenges which we have now overcome so the challenges are now in the past and we are concentrating in the future which is the opening of the library sometime next week,” said Chideme last month.

He said the library will have internet connectivity and will be open to everyone.

“We are looking forward to the public enjoying the services of the library.

“The library will be connected to the internet, so we will have computers in the library so that people can actually do their research and we will always have E-books in the library,” Chideme said.

Chideme said the library has a children section, so that children in primary school can actually enjoy using the library.

“The library is for everybody, it’s a composed library to benefit the community and its part of our drive to decentralize services to the people, and we bring such facilities closer to the people so that people can enjoy different services to where they stay,” said Chideme.

He also confirmed that there was another library being constructed.

“There is another library being constructed in Glen Norah, and we are also looking at revamping the existing libraries so they match our world class vision by 2025,” said Chideme.

“We will be pioneering the e-library concept in high density locations and we will be providing free wifi to the students.”

Chideme said they were appealing for reading materials in their libraries so that they have up to date reading materials.

Will Mnangagwa Appoint Jessie Majome Prosecutor-General ?

ZANU PF leader Emmerson Mnangagwa will soon announce his choice for Prosecutor-General after getting a shortlist of three candidates who underwent public interviews by the Judicial Services Commission last month.

Eleven candidates went through public interviews to fill the position left vacant after Mr Ray Goba resigned while facing investigations into alleged abuse of office.

Mr Goba was accused of failing to prosecute high profile criminal cases, putting his office into disrepute and leaving the country without Cabinet authority.
Mr Kumbirai Hodzi is the acting PG. Those interviewed for the job on November 1 are Cheda Maphios, Chingeya Wendy Rowesai, Chinyoka Tinomudaishe, Nara Tavenga, Hodzi Kumbirai, Hogwe Misheck, Majome Fungayi Jessie, Mantsebo Calvin Tichaona, Marondedza Edios Edmund, Mashumba Norio and Ziyambi Florence.

Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi said last week, “Following the interview, three names of the successful interview are brought to the attention of the President.

“The law says from those three names the President should select one name for the office.
“If he is satisfied with a name on that list he selects one and if he is unhappy he can communicate that new names be submitted.

“As of now we are await for the President to apply his mind to the names that were submitted to him before he makes the announcement.

“The Constitution does not give him a timeframe that the announcement should be made by such a time.”

JSC Secretary Mr Walter Chikwanha told The Sunday Mail that the names were submitted to the President in terms of the law.

“As the JSC we have done all that is required of us in terms of the Constitution which states that after the interview we submit three names to the President for him to consider before naming the Prosecutor General designate before swearing in.”

The appointment of a PG is done in terms of Section 259(3), as read with Section 180(2), of the Constitution.

Section 259(4) of the Constitution of Zimbabwe provides that: “The Prosecutor-General must be qualified for appointment as a judge of the Supreme Court.”

Section 178 says “(1) A person is qualified for appointment as a judge of the Supreme Court if he or she is a Zimbabwean citizen and at least forty years old and, in addition —

“(a) is or has been a judge of a court with unlimited jurisdiction in civil or criminal matters in a country in which the common law is Roman-Dutch or English and English is an officially recognised language; or

“(b) for at least ten years, whether continuously or not, he or she has been qualified to practise as a legal practitioner —

“(i) in Zimbabwe; or (ii) in a country in which the common law is Roman-Dutch or English and English is an officially recognised language; and is currently so qualified to practise.

“(2) To be appointed as a judge of the Supreme Court a person must be a fit and proper person to hold office as a judge.”

Mnangagwa Blames Povo For Forex Crisis

ZANU PF leader Emmerson Mnangagwa has blamed imports for the ongoing disturbing shortage of foreign currency.

He said Zimbabweans are spending a fortune in foreign currency by importing non-essential consumer goods, while importation of critical capital and intermediate goods remains depressed.

This, Emmerson Mnangagwa has said, is militating against quick economic recovery.

While forex receipts have gradually increased over the last 12 months, spending on consumer goods continues to compete with outlay on critical economic enablers.

In his weekly column in The Sunday Mail, Mnangagwa says foreign currency inflows grew by over 17 percent to US$5,6 billion between January and November compared to the same period last year.

He said the upsurge in forex receipts was a sign of embryonic export activity in the economy. However, the 76 year old politician notes, these gains are being undermined by unrestrained spending on consumer goods.

“The Reserve Bank of Zimbabwe report on this year’s foreign currency supply and demand up to the week of 16th November, 2018, gives key indicative facts and figures. I will isolate just a few of these in order to raise a structural issue concerning our economy.

“The global foreign currency receipts from January to mid-November stood at US$5,661 billion, compared to US$4,822 billion received during the same period last year.

“This represents a 17,4 percent increase in receipts, much of it pointing to the growing export activity in the economy.”

Mnangagwa says the figures render false arguments by some prophets of doom that Zimbabwe is in a downward spiral.

“Also, during the same period under review, global foreign payments decreased by five percent to US$4,054 billion from the 2017 figure of US$4,264 billion,” he continues.

“We thus had a positive foreign currency net position of US$1,937 billion, compared to US$582,9 million for the same period in 2017. All these are positive trends.”

Mnangagwa says his administration will consolidate gains realised from increased forex receipts through resolute fiscal consolidation as announced in the 2019 Budget, to trigger quick economic recovery.

“But the report also gives facts and figures which made a worrisome impression on my mind. Our cash transactions on imported consumption goods for the same period stood at US$839,4 million. Although lower than the 2017 figure of US$1,055 billion, still this figure is too high.

“It gets worrisome when read against the figure of US$883,5 million which we spent on capital goods, and another of US$705,5 million which we spent on intermediate goods imports.

“Our spending on imported consumer goods should never come anywhere near our spending on capital and intermediate goods.

“I raise this worry because our economy grows on greater investments on capital goods and intermediate goods. It cannot grow on consumer imports.”

Finance and Economic Development Minister Professor Mthuli Ncube recently invoked the Customs and Exercise Act and imposed duty in foreign currency on an array of goods that include vehicles and meat to stem local appetite for imported consumer goods.

Goods listed for duty in forex include fresh cheese, grated or powdered cheese of all kinds, fresh grapes, ground nuts, margarine, selected meat products, poultry products, swine meat, preserved fish and salt water.

The other products on the list include eggs, sugar confectionery, chocolates, cereals, sweet biscuits, bread, tomatoes, potatoes, mushrooms, beans, grape juices, selected cigarettes, trunk suitcases, handbags and toilet linen.

According to a Statutory Instrument published in the Government Gazette in terms of Section 115 (3) of the Customs and Exercise Act (Chapter 23:02) the new regulations came into effect on November 23.

Delays In Beitbridge – Chirundu Road Construction Explained By State Media

Upgrading of the $1 billion Beitbridge-Harare-Chirundu Highway will take a phased approach through to 2022, with works having already started on some sections of the key road.

The highway is a major economic corridor, providing South Africa with a link to Africa’s interior through the continent’s busiest inland port of entry at Beitbridge via Zimbabwe.

The project is being financed with local resources after foreign contractors repeatedly failed to meet their obligations and secure funding.

At least nine companies have been tasked with upgrading specific sections. Government has also directed local authorities to dualise 10km stretches leading into their administrative centres.

To this end, works have started on the highway near Chivi and Beatrice, with other councils understood to be mobilising equipment to get on site soon.

The construction by local authorities is in line with Government’s ongoing Emergency Road Rehabilitation Programme, and will be done to international standards and then consolidated into the overall project.

In an interview last week, Transport and Infrastructure Development Minister Joel Biggie Matiza said the highway had National Project Status and work on it should reflect such.

He said the Second Republic, under President Emmerson Mnangagwa, had committed itself to economic turnaround and infrastructure development.

Minister Matiza said: “The project was on the cards for a long time now and many suitors came on with nothing moving. We had Geiger expressing interest to do the road, but that one failed because there was no proof of funding.

“The New Dispensation and the President cancelled that project. President Emmerson Mnangagwa wants it done and his vision is to make that road workable.

“Government decided to localise the project with local expertise and players. We have seen, in the first phase, local authorities — and in this case Chivi and recently Beatrice — moving to rehabilitate 10 kilometres into their administrative centres.

“We will then award tenders to nine locals to then widen the rest of the road and eventually dualise. This will take about three-and-a-half years to complete.”

Minister Matiza said Government was organising equipment for contractors, who will purchase it through their contracts. He said the nine contracts should be awarded by February 2019.

Cabinet this year withdrew the tender awarded to Austrian firm Geiger for dualisation of the Harare-Beitbridge-Chirundu Highway, with President Mnangagwa saying Government had become impatient with lack of activity on the project. Geiger won the tender commissioned work in May 2016, but failed to move on-site.

Booby CIO Officer Storms Into State House

A bogus Central Intelligence Organisation (CIO) officer stormed State House and demanded to directly drop unidentified documents to President Emmerson Mnangagwa, a Harare magistrate heard yesterday.

Marshall Chirombe appeared before Harare magistrate Rumbidzai Mugwagwa charged with impersonation.

Mugwagwa remanded Chirombe in custody to December 19 and ordered that he be examined by a psychiatrist.

Allegations are that on December 4 and at around 8pm, Chirombe drove his Toyota Wish registration AEM 0668 along Chancellor Avenue and arrived at the north boom of the State House.

He identified himself as a CIO officer to one Constable Njerere who was manning the gate and that he was in a hurry to deliver some documents to Mnangagwa.

Knowing that Mnangagwa was not at State House but at Zimbabwe House, the court heard that Njerere removed the spikes and allowed him to drive through.

The court heard that Chirombe drove through and proceeded to the State House and upon arrival at the State House Westgate, he hooted for attention.

It is alleged that one Constable Soka attended to Chirombe who proceeded to introduce himself as Brigadier General Mashall sent by Mnangagwa to collect some documents on his behalf.

The court heard that Chirombe was asked to produce his identity card and failed to do so.

It was discovered that Chirombe was not a member of either the CIO or the Zimbabwe National Army and was subsequently arrested. – Daily News

Chiredzi Town Council is MDC- Alliance led although Zanu pf has a majority of Councillors, it is dominated by youthful faces who won in the just ended July 2018 General Elections.Both Zanu-pf and MDC-Alliance had youthful condidates and from the look of things youthful candidates are being embraced by the electorate.

Wilton Nyasha Machimbira hinted that if the MDC-Alliance is to put its house in order chances are high that the party will bag the wards to the big tent.Machimbira also said that he will not hesitate to represent the MDC-Alliance in ward two if the by-election are to be held within 90 days after being pronounced vacant.

“People want representation and that is what I will do if called upon by the people to do so.The tragedy of the day is that controversial figures are in some instances imposed on the electorate to stand as Councillors of which ward politics is quite different since people look at the attributes of the candidate.So it’s imperative for political parties, the MDC Alliance in particular to come up with a candidate without a questionable past, a candidate with the energy, stamina and political acumen to woo the electorate” Machimbira said.

Asked to comment on the political upheavals in Chiredzi West which saw MDC-Alliance party cadres contesting as indipendent candidates Machimbira said divergent point of views are part and parcel of politics but how they are managed is what matters and you also need to understand that politics is the game of numbers so if the MDC-Alliance leadership is serious about having the numbers on its side, they should let bygones be bygones and unite the people but the problem is paita mabhuru arikutungira panze dzimwe mombe and that has to be examined and dealt with once and for all.

A political scientist Machimbira implored the MDC-Alliance to issue what he called a moratorium, a blanket amnesty with regards to Chiredzi West party members who participated in 2018 July elections as independent candidates.”In as much as democracy and discipline work in tandem, we should not sacrifice the numbers which happen to be the currency of politics” Machimbira said.

With regards to what he will do Machimbira said he will institute all stakeholder engagement forums such that residents will be part and parcel of local governance.

Zanu-pf won most wards in Chiredzi West as a result of double candidacy and debilitating infighting from the MDC-Alliance.Once bitten, twice shy, the MDC- Alliance is expected to go back to the drawing board and rectify the July 31 election anomalies, a post moterm will do to achieve the good results.

Obert Mpofu’s Building Goes Up In Flames

Correspondent|FORMER Minister of Home Affairs Obert Mpofu’s building located at the corner of Herbert Chitepo Street and 8th Avenue in Bulawayo caught fire at its 4th floor on Saturday afternoon.

Fire fighters from the Bulawayo Fire Brigade were called in to put out the fire and had to use bolt cutters to access the building.

The side of the building facing Tredgold Magistrates’ Courts was damaged by the inferno.

The cause of the fire was unknown at the time of writing.

“We Are Coming For You”: Charamba Warns Touts

By Own Correspondent| The Zimbabwe Republic Police National Spokesperson Senior Assistant Commissioner Charity Charamba told delegates at an indaba against gender-based violence organised by Plan International that they want to increase the visibility of police as a way of curbing sexual harrassment of women by touts in public places.

Charamba said this at an indaba held to commemorate 16 Days of Activism Against Gender-Based Violence (GBV), whose 2018 theme is “End Gender-Based Violence in the World of Work.”

This year’s goal is to continue to target the institutions in which gender-based violence is perpetuated and push for systemic change and accountability.

The campaign takes place every year between November 25 and December 10 and is run by over 6 000 organisations in 187 countries.

“The police are aware of random thefts, touting, uncouth conduct by commuter omnibus drivers that pose danger to the general public and affect women and children in particular, and we are conducting operations to curb such unruly behaviour,” Charamba told the indaba.

She spoke amid widespread concern of sexual harassment by kombi crews, which include among others, making sexually coloured jokes or remarks, unsolicited comments and advances, commenting on a person’s clothes or body structure, touching any part of a person’s body without consent as well as physical harassment.

Women who use public transport grimly accept harassment as part of their daily lives, facing it as soon as they are out of the house.

Charamba said the current thrust in the ZRP is to deploy more police officers for operational duties with a view to increase police visibility in communities.

“This will certainly go a long way in curbing some of these offences. We encourage anyone who is violated in public space to report so that some of these cases are on record,” she said.

Charamba said they are currently carrying out intensive anti-GBV awareness campaigns.

“The awareness campaigns are conducted at primary and secondary schools, institutions of tertiary education, church gatherings and other public fora.

“We also use the print and electronic media to disseminate messages to the public so that they are empowered on the nature of many aspects of GBV, where to report and how to report.

“We have also embraced social media as a vehicle of sharing information with the public.”

Speaking at the same event, Plan International country director Tendai Musonza said their organisation is advocating for safer cities where women can move around without fear.

“What we are advocating for is that we want safer cities. We want to make sure that women are given respect in public places. Violence in public places should not be normalised.”

Biti Blasts “Disrespectful Globetrotting” Mthuli Ncube

FORMER Finance minister Tendai Biti has called on Parliament to rein in new Treasury chief Mthuli Ncube for not prioritising debate on the 2019 Budget instead prioritising foreign travel.

Describing the action as “disrespect,” Biti, who is also the opposition MDC deputy national chairperson, hit out at Ncube at the start of Thursday’s debates in the National Assembly which focused on the 2019 National Budget.

The Harare East MDC MP said the minister should have at least sent in representatives to take notes on his behalf if he was not contemptuous of Parliament.

“I am concerned that the minister of Finance and Economic Development has taken leave off the country during the week that Parliament is debating the country’s most important fiscal instrument — the budget,” Biti — who was given the floor on a point of privilege — complained.

Acting National Assembly Speaker William Mutomba explained that Ncube sought leave of the House and had sent in his apologies. He said Ncube was away in the US on government business.

Mutomba said Parliament had noted Biti’s concerns and also explained that Ncube had indeed sent in representatives from the ministry.

“We have taken note of your point of order but could I just shed light on some of the MPs who are not aware that the minister actually is in New York at the moment and he has sent his apologies but, we do have in the House officers from the ministry of Finance and Economic Development who are taking notes,” Mutomba said.

Biti shot back saying “there are no officials from the ministry of Finance and Economic Development, they are not there.”

After being called out, Mutomba suggested that the officials had been delayed by the rains that pounded the capital city that afternoon and claimed they were on their way.

“It is just my hope that they have been delayed because of this rainfall. I believe that they are coming but, the position is that everything is being recorded in the Hansard but I will keep note of your concern,” Mutomba assured Biti.

Biti had also accused Cabinet ministers of disrespecting MPs by not turning up for parliamentary business.

“This is disrespect, utter contempt and utter abuse of this august House. It is the first time in the history of the country that a minister of Finance and Economic Development takes leave of absence when the budget is being debated.

“It is not acceptable, it is not good enough and we as Parliament must reject that,” Biti fumed.

35 MPs Fail To Account For CDF Funds

Thirty-five MPs from the eighth Parliament who failed the House’s audit of the Constituency Development Fund (CDF) will be denied access to the same in this session’s CDF allocation, Parliament announced on Tuesday.

The country’s Legislature undertook to embark on an exercise to audit the CDF in a development that was hailed as one of the most progressive actions by the august House in years.

Acting National Assembly Speaker William Mutomba announced that 35 legislators were ineligible to apply for the 2018 CDF.

“To date, only 62 out of 97 MPs who retained their seats have so far submitted or partially submitted their returns and consequently, all who have not submitted their returns will not access funding for 2018 until they comply with provisions of the CDF constitution and the accounting officers’ manual,” Mutomba said.

He announced that for those who have complied with the CDF provisions, their allocation for 2018 is now ready for disbursement.

In terms of Article 14 of the CDF constitution as read together with Article 18 of the Accounting Officers’ manual, the Constituency Development Committees are
required to submit their returns to Parliament on a quarterly basis.

It provides that no new applications for fresh CDF disbursements would be considered before the completion of the audit of funds released for the eighth Parliament, an exercise which was expected to be completed around July.

Mutomba did not, however, disclose the names of the concerned legislators.

The decision to audit the funds was viewed by many as signalling seriousness towards achieving accountability — for long one of the biggest handicaps inherent in State institutions.

The fund was first introduced by former Finance minister Tendai Biti in 2010 during the tenure of the stability-inducing inclusive government when former president Robert Mugabe entered into a unity government with his long-time foe, the late MDC leader Morgan Tsvangirai between 2009 and 2013.

A year after CDF was unveiled; it collapsed due to budgetary constraints and the absence of a legal framework to govern it.

A number of MPs had been accused of abusing the fund, which was meant for the express development of the constituencies they represented in Parliament.

Ironically, Zimbabweans are reeling under the weight of several challenges among them fuel and cash shortages, poor road network and other communication infrastructure, shortages of drugs in health facilities and a struggling education sector, areas which need urgent injection of funds to breathe life into them.

At some point last year, even nonconstituency MPs applied to get access to the fund in a curious development that smacked of greed.

Jonathan Moyo Warns Of A Military Coup

By Own Correspondent| Former Higher and Tertiary Education Minister Professor Jonathan Moyo has warned that endorsing presidential candidates four years before elections causes coups.

Speaking on Twitter, Moyo said during former President Robert Mugabe’s days presidential candidate endorsements would be made days before an election.

Moyo was reacting to news that the Zanu-PF Women’s league had also endorsed President Mnangagwa as the sole 2023 Zanu-PF presidential candidate.

The party’s Youth League and the Zimbabwe National Liberation War Veterans Association (ZNLWVA) have also endorsed President Mnangagwa’s candidature for the 2023 presidential election as has almost every province.

Why Did Mnangagwa Bunk Burial Of Prof Makhurane ?

Own Correspondent| ZANU PF leader Emmerson Mnangagwa was found missing on Saturday morning during a state function.

Mnangagwa was supposed to attend the burial of the national hero – the founding Vice Chancellor of the National University of Science and Technology (NUST) Professor Phineas Makhurane.

Prof Makhurane was laid to rest at his rural home in Gungwe, Gwanda South.

Details on why he bunked the burial were not clear at the time of printing, and efforts to obtain a comment from the information ministry were fruitless.

Professor Makhurane passed on last Saturday at Mater Dei Hospital and was declared a national hero.

The late national hero was described as an academic giant who has left a legacy of service to the nation.

ZANU PF leader Emmerson Mnangagwa who was represented by the Zanu PF Secretary for Information and Publicity Ambassador Simon Khaya Moyo paid tribute to Professor Makhurane for devoting his life towards the cause of education which went beyond the country’s borders.

He said it is Professor Makhurane’s wonderful works which saw the Politburo according him a national hero status making his burial the first state funeral in Matabeleland South Province.

Academics were urged to follow in Professor Makhurane’s footsteps through ploughing back to the nation.

Mnangagwa spoke for many when he thanked the family and community of Gungwe for producing a jewel whose legacy will forever be cherished.

Meanwhile, Ambassador Khaya Moyo who was accompanied by Evelyn Ndlovu, the Minister of State in Vice President Dr Constantino Chiwenga’s office, Zanu PF secretary for War Veterans and Deputy Minister of Defence and War Veterans Victor Matemadanda and the ZANU-PF Secretary for Youth Affairs Lewis Mathuthu led mourners in the body viewing ceremony.

Professor Makhurane’s son Lesedi described his father as a humble and simple man who championed for the education of the black majority while friends also spoke glowingly of Professor Makhurane saying his wisdom will be greatly missed.

Professor Makhurane who was born on the 13th of January 1939 in the Gungwe area of Gwanda, is survived by wife Lydia, a daughter and three sons.

Biti Amplifies Call For Dialogue To Solve Zim Economic Meltdown

Firebrand politician and MDC-A principal Tendai Biti has dumped confrontational politics and asserted that engagement and political dialogue between the MDC-A and ZANU PF is the only panacea to the current economic meltdown that  the country is currently experiencing.

Speaking in a wide ranging interview with the  Mail and Telegraph, Biti said dialogue should be centred on issues to do with legitimacy and reform agenda, among others.

“Firstly let us agree on what we are going to discuss. Number one, we should discuss onthe issue of legitimacy. We have also to discuss the issues to do with structural reform agenda specifically focusing on electoral reform, legal reform, constitutional reform specifically focusing on state capture and militarisation of the state,” he said.

He also said the dialogue will also  have to centre on the current economic gangrene.

“We have to discuss the economy especially on how do we deal with macroeconomic stability and fiscal consolidation. We also have to discuss how we deal with the issue of huge structural reforms that are required like public service reform,” said the former finance minister.

Biti suggested that the country has to adopt the Rand Monetary Union in order to escape the financial mess, but warned that there will be serious abuse if Zanu PF introduces it alone.

“The current financial mess is a dog’s breakfast, one which my dogs will not touch because it’s a disaster. We have to demonetise the bond note, join the Rand Monetary Union. I will also have to say that ZANU PF can introduce the Rand Monetary Union but if  left on their own, they will bastardise that currency the way they bastardised the Zimbabwean dollar and the US dollar.

We are the first country that have bastardised the US dollar so Zanu on its own cannot do these things. We also have to resolve the challenges of gross capital formation. The challenges on infrastructural development especially on the state of our roads,” he added.

Govt Minister Awards Pupils With Goats And Hens On Prize Giving Day

By Own Correspondent| Chikomba West legislator who doubles as the Deputy Minister of Health and Child Care, Dr John Mangwiro provided awards with a difference for Marondamashanu Secondary School Prize Giving Day.

Dr Mangwiro awarded excelling students hens and goats for their prizes saying that this was a worthwhile investment as hens and goats are going to multiply and be there for a long time if the winners look after them well.

He gave the prizes (Friday), at the school’s first ever prize giving day since its establishment in 1984.

Said Mangwiro:

“Education is the key to a better life so you must work hard in preparation for your future life. You must showcase the talents that you have, which can also change your lives.”

He also said the goats and hens would foster self-reliance amongst the pupils at a tender age.

“Goats and hens reproduce and the pupils can sell them to get money for school fees and other needs,” he said.

Zim Won’t Be Turned Into ‘Old People’s Home’, MDC Youths Tell War Veterans

Zimbabwe’s Movement for Democratic Change (MDC) youth assembly has reportedly vowed to thwart the alleged plan by the country’s war veterans to have a constitutional amendment to revise the minimum age of any aspiring president to 52.

According to Daily News, the influential Zimbabwe Liberation War Veterans Association has proposed that parliament raise the minimum age for presidential aspirants from 40-years to 52 ahead of the ruling Zanu-PF conference next week.

The motion is widely seen as targeted at the MDC presidential candidate in the just ended election in which Nelson Chamisa, 40, narrowly lost against President Emmerson Mnangagwa.

The planned constitutional amendment would likely prevent Chamisa from contesting for power in the country’s next election in 2023.

War veteran secretary Victor Matemadanda said the 1970s freedom fighters are calling on the ruling Zanu-PF party, which hold a two-thirds majority in parliament, to push for the constitutional amendment.

But, according to New Zimbabwe, the MDC youth have vowed to resist such a move.

MDC youth leader, Takunda Madzana warned the former liberation fighters that the country does not belong to them.

Madzana also said the MDC youth would not sit around and watch the country being turned into an “old age home”.

“So they (war veterans) should be warned and they should know that we will do anything as the youths for this country and Matabeleland to make sure that we defend our country. We cannot watch whilst some people are trying to turn this country into a people’s old age home,” Madzana was quoted as saying.

Maziwisa Cried Agonisingly When Sentenced Was Passed

Correspondent|TEARS welled up Psychology Maziwisa’s eyes and he tried hard to stop them rolling down his cheeks as relatives took turns to comfort him after he was sentenced to six and half years imprisonment.

For his part, Co-accused Oscar Pambuka appeared expressionless and unusually calm as his own sentence was passed.

The two were accused of fleecing ZPC of about $12,000, while pretending to be carrying out public relations work through ZBC on behalf of the power utility.

Court heard that, Maziwisa and Pambuka would bill ZPC each time news broadcasts on ZBC’s platforms referenced the power utility, claiming they were responsible for the publicity.

Magistrate Ncube ruled that the State proved its case beyond reasonable doubt.

“It is surprising that one would claim money claiming that they caused the broadcasting of news articles,” the judge said Thursday.

“The accused have not shown the court that they had any agreement with ZBC.

“It is also not in dispute that they approached ZPC armed with a letter from the ex-minister Samuel Undenge authorising that they be paid.”

The judge added; “What this court has to determine is if the accused made any misrepresentations or not.

“The court’s findings are that ZPC was not supposed to be billed. The second accused (Pambuka) was not entitled to claim any money as he was already being paid by ZBC.

“This court’s view is that the State has managed to prove its case beyond reasonable doubt.”

During trial, Maziwisa and Pambuka insisted that they indeed carried out work for ZPC in line with government’s ZimAsset programme.

However, ZBC employees who testified against them told court that Pambuka – a news presenter – only read bulletins produced by reporters.

ZPC lost $12,000 paying the two through their company, Fruitful communications.
Prosecutor Michael Reza also proved that the power utility could have lost another $36,000 if investigations into their project had not started.

Court heard that two managed to defraud ZPC by hiding behind ex-minister Undenge’s name.

Undenge was convicted over the same case and sentenced to four years imprisonment. He is currently out of custody on bail pending appeal.

Oscar Pambuka and ex-Zanu PF legislator Psychology Maziwisa will challenge that the High Court their conviction and sentence for fleecing power utility the Zimbabwe Power Company (ZPC).

Defence lawyer Jonathan Samkange told Harare magistrate Lazini Ncube Thursday that his clients would seek “bail pending appeal at the High Court”.

“I believe there are prospects of success on both counts,” Samkange said after his clients were sentenced.

PRESIDENT Emmerson Mnangagwa has appointed Ambassador Nicholas Kitikiti as the Deputy Chief Secretary for Policy Analysis, Development Planning and Co-ordination in the Office of the President and Cabinet.

Ambassador Kitikiti is an economist with a wealth of experience in macro-economic analysis, policy development and implementation management.

In a statement yesterday, Chief Secretary to the President and Cabinet, Dr Misheck Sibanda, said the appointment, made in terms of Section 205 (1) of the Constitution of Zimbabwe Amendment (No.20) Act 2013, is with immediate effect. “His Excellency the President has, in terms of Section 205 (1) of the Constitution of Zimbabwe Amendment (No.20) Act 2013, appointed Ambassador Nicholas Kitikiti as the Deputy Chief Secretary for Policy Analysis, Development Planning and Co-ordination in the Office of the President and Cabinet,” said Dr Sibanda.

Ambassador Kitikiti has served Government in Trade, Mining, Energy and Foreign Affairs. He also represented Zimbabwe at multilateral institutions including Sadc, Comesa, UNDP, ECOSOC and UNCTAD.

“Ambassador Kitikiti brings vast private sector experience, national vision and national economic development plans. The Office of the President and Cabinet welcomes him into its fold from his latest assignment in the Islamic Republic of Iran and Turkey,” said Dr Sibanda.

The President has also appointed Mr Jacob Charles Wekwete as head of the e-Government Unit in the Office of the President and Cabinet.

Mr Wekwete brings a wealth of training, technical competence and practical experience in the Information Communication Technology (ICT) sector. He holds qualifications in ICT and Business Administration and has also served in the Ministry of Defence and the Office of the President and Cabinet as well as in various private sector institutions.

“Mr Wekwete has been instrumental in the development and rolling out of the national e-Government Agenda and the establishment of Special Economic Zones in Zimbabwe. Over the years, he participated in several international committees on ICTs including the International Communications Union (ICU),”said Dr Sibanda.

Mr Wekwete, who is the chairperson of Africom (Pvt) Ltd, is set to vacate his post to lead the development of a comprehensive e-Government programme spanning a wide range of public sector institutions in the country.

“The Office of the President and Cabinet welcomes Mr Wekwete and wishes him well in discharging this huge national responsibility,” said Dr Sibanda.

Correspondent|THE Ministry of Energy and Power Development on Thursday moved swiftly and blocked a venture by a local delivery company Fresh in a Box which had partnered with a fuel entity Heavy Fuels in delivering fuel to homes, leading to ZANU-PF activist Acie Lumumba to retort: “We’re being led by insane people!”

Founded by Kuda Musasiwa, Fresh in a Box had announced that from Friday they will be delivering fuel at pump price with delivery and logistics charge of $5-$15 to pensioners, critical care workers, pregnant women and people with disability. 20 litres was being sold for $30.

The Ministry of Energy on Thursday issued a statement saying, “Section 29 of the Petroleum Act states that no one shall retail petroleum products without a ZERA license. EMA Act Chapter 20:27 & SI 12, 2007 requires anyone wishing to transport hazardous to have a Permit from EMA.”

In light of the statement Fresh in a Box issued a statement saying they were stopping the door to door delivery facility.

“To avoid faulting any Zimbabwean law and ZERA regulations , we will not be delivering fuel to your home. We will deliver coupons that you can redeem at your convenience at Heavy Fuels (Zimbabwes First EGarage). NO long waits for our vulnerable customers,” Kuda Musasiwa the leader of Fresh in a Box said.

Chamisa Says He Is Not In Any Talks With Mnangagwa

Correspondent|MDC president Nelson Chamisa has denied that there are any talks that are taking place between himself and President Emmerson Mnangagwa.

Chamisa was responding to screaming headlines that gripped the nation throughout the week insinuating that the two leaders were engaging in talks towards solving the national crisis.

“Newspaper headlines on dialogue are misleading. Whereas it is much desirable for Zimbabweans to find each other, there has been no contact between Mnangagwa and myself. Any suggested existence of talks is inaccurate, untrue and unsubstantiated,” Chamisa said.

The media had this week reported that the tentative dialogue had already resulted in Chamisa appointing a high-powered MDC team to negotiate with the ruling Zanu-PF to end the bad blood between the two parties.

It was also reported that respected clergyman and businessman, Shingi Munyeza, had made an impassioned plea to both men to put aside their differences and work together in the interests of the country.

The youthful opposition leader has been brawling with Mnangagwa ever since he narrowly lost the hotly-disputed July 30 presidential election, whose result he vigorously challenged at the Constitutional Court (Con-Court).

Chamisa went on to accuse the Zimbabwe Electoral Commission (Zec) of manipulating the poll results in favour of the Zanu-PF leader.

But Mnangagwa’s victory was upheld by the Con-Court, which ruled that Chamisa had failed to provide evidence that he had won the election.

Last week, Chamisa held a massive demonstration in Harare – where he heaped pressure on Mnangagwa to act on the deteriorating political and economic situation in the country.

Addressing his supporters then, who were protesting the falling standards of living in the country and the government’s recent unpopular economic revival measures, Chamisa also said Zimbabwe could not afford “one day longer” without addressing the country’s worsening political and economic crisis.

Buju Banton Released From Prison, Thousands Welcome Him In Jamaica

Own Correspondent|Reggae star Buju Banton was released from a federal prison and made his way back to his home in Kingston Jamaica.

The singer, who spent ten years in federal prison, was released early Friday morning (December 7).

“He was released from prison early this morning, and he is moving fast to be transported to Jamaica, so expect him on Jamaican soil within hours from now or tomorrow the latest,” a source said while requesting anonymity.

We’re told that Buju Banton was transported to Florida where his flight will leave from to Jamaica. The “Driver” deejay was sentenced to ten years in prison for a 2011 drug trafficking conviction. He went on to lose several appeals all while maintaining his innocence.

In 2015, Buju Banton decided that he would stop fighting and serve out his full sentence. The judge dismissed a gun charge that could’ve potentially added more time to his sentence in exchange for him dropping his appeals.

In a message sent to his fans last month, Buju Banton says his sole focus will be his music and his supporters.

“In light of the adversity I have encountered, I feel the need to stress that my only desire going forward is peace and love,” he wrote. “I only want to be associated with my craft. Having survived, I want to share the good news and strength of my music. I just want to continue making music, which I’ve devoted my life to.”

The Grammy Award-winning reggae artiste arrived in the island of Jamaica hours after release to a thunderous welcome from thousands of people.

Scores of people had gathered outside the exit of the airport hoping to see the Grammy Award-winning singer, however, reports reaching OBSERVER ONLINE are that the entertainer was routed through another exit and taken to the police Harman Barracks for processing.

Chamisa To Blame For Political Polarisation, Low Investor Confidence, Is This True?

Mutizwa said this during a US Senate Committee on Foreign Relations Subcommittee on Africa and Global Health Policy, on Thursday.

Said Mutizwa:

“The legal challenges against the election results at the Constitutional Court and the refusal by the main opposition to accept the legitimacy of President elect Emmerson Mnangagwa has resulted in deep political polarization which has severely dented business confidence for both foreign and domestic investors.

While the polarization is a reality it is also a fact that the ruling party emerged from the election with a two thirds majority in Parliament thus giving it a strong mandate to carry out the required legislative reforms particularly those needed to align existing laws to the 2013 constitution.”

Tough Festive Season As Zim Runs Out Of Fuel

Zimbabwe Energy Regulatory Authority (Zera) acting chief executive officer Eddington Mazambani yesterday revealed to Parliament that the country had exhausted the $60 million worth of fuel imported last week.

“The $60 million foreign currency which was released for fuel has already been exhausted because it came when we were at zero in terms of fuel supplies,” Mazambani told the Parliamentary Portfolio Committee on Energy on Thursday.

“The $60 million is about 100 million litres of fuel and it will be gone in about two-and-a-half weeks, and because we are at zero everyone wants to fill up their vehicles, and we do not know how much per week the Reserve Bank of Zimbabwe (RBZ) allocates to oil companies.”

Mazambani said about $5 million is required daily and $35 million weekly for fuel supplies in the country.

“The demand has increased for both petrol and diesel from 1,5 million litres per day of petrol to 2,5 million litres, and 2,8 million litres of diesel to 4 million litres, and internationally the prices were high at $80 per barrel from $69,” he said.

Godfrey Ncube, Petrotrade chief executive, who made a presentation on behalf of the Forum for the Oil Industry, said: “The fuel situation is likely to remain a challenge as long as the fundamentals that drive the economy such as manufacturing and agriculture are not solved. We need foreign currency and seek government support to procure fuel.”

Ncube said RBZ was issuing out new letters of credit, but not settling legacy debts. He could not give the total debt, but said Petrotrade has a $2 million debt.

“I do not want to say that we are at zero in terms of fuel supplies as Petrotrade. We are receiving fuel, but at times there are gaps in terms of timing. As I speak now Petrotrade will receive fuel over the weekend, and so it is not like that fuel supplies have stopped,” Ncube said.

He later told journalists: “We have already started accessing fuel and we will have enough fuel during the festive season because the arrangements are there.”

Kuwadzana East MP Chalton Hwende (MDC Alliance) described Ncube’s presentation as vague, saying he was misleading the nation on the fuel situation.

“The minister is even cartooned because he is talking about fuel being available when it is bonded, and we need the truth because people are suffering waiting in fuel queues for two days. Last week we were told government made available $60 million for fuel. You are not telling us the truth,” Hwende said.

Mazambani’s statement that the country’s fuel supply was dire was later confirmed by the Indigenous Motor Industry Association of Zimbabwe whose representatives Farai Kunaka, Crosby Mashiri and Macleo Makoni.

“We only read in newspapers that $60 million has been disbursed for fuel supplies, and as indigenous fuel station owners, we ask ourselves if any one of our members got any supplies, and we find that no one got the fuel. So, the situation is very dire,” Kunaka said.

Mashiri said as an association they tried to source their own fuel, but they failed to settle $29 million in advance payment for the product.

“Right now we have 20 million litres stuck because of a $14 million payment that is needed. There are legacy debts that have not yet been paid,” Mashiri said.

Passmore Matupire, chairperson of the National Fuel Retail Sector, an affiliate of the Motor Industry Association of Zimbabwe, bemoaned the debilitating fuel situation.

Matupire said too many service stations were coming onto the market, adding that fuel players were making losses because they had a 6c margin per litre of petrol when their cost of doing business was at 11 cents per litre.

No Beer And Soft Drinks For Christmas

DELTA Beverages says it has the capacity to supply beer, but will not be able to meet demand for soft drinks during the forthcoming festive season.

Addressing journalists during a tour of the company’s Harare plant on Thursday, Delta Beverages chief executive Pearson Gowero said although government had released foreign currency to enable importation of raw materials, the company would still not be able to produce enough soft drinks ahead of the festive season.

Although many retailers have increased the prices for soft drinks, Gowero insisted that the company had not increased its wholesale prices as it was getting foreign currency from the Reserve Bank Zimbabwe (RBZ).

“But I am happy to say that I have just received confirmation here that the central bank has allocated us some money to bring in some concentrates for soft drinks. Therefore, we are working over the weekend to get them in time for Christmas,” Gowero said.

“As far as beer is concerned, we should be able to meet demand without too many problems. Soft drinks, clearly we are not able to do so. There is going to be some kind of shortage of drinks.”

The company requires at least $60 million to $100 million in foreign currency per annum to import raw materials. For beer, Gowero said they need about 35 tonnes of barley to produce over 220 million litres for the Harare lager plant, but operations have since been affected by intermittent supplies of foreign currency from the RBZ.

Gowero said forex shortages were impacting heavily on the production of soft drinks, as most of the concentrates where imported from Swaziland.

Parliament Expresses Serious Concern On The Behaviour Of Touts At Transport Ranks

LEGISLATORS have expressed dismay over the manner in which touts are causing havoc at transport pick up points, perpetrating serious cases of gender-based violence (GBV) and verbally abusing women.

Parliamentary Women’s Caucus deputy chairperson Sibusisiwe Bhuda-Masara yesterday told a breakfast meeting organised by Plan International and the Zimbabwe National Council for Welfare of the Children (ZNCWC) on the 16 days of activism against GBV that police must deal with the touts.

“We are now scared that our girls can be raped while looking for public transport, because these touts shout very filthy remarks about their dressing. Women are abused and some have even died after being harassed. And what is worrying is that at times it happens in the presence of police officers,” Bhuda-Masara said.

Parliamentary Women’s caucus secretary Consilia Chinanzvavana said women were the biggest victims of GBV. She urged men to protect women in the streets as the harassment could also be meted out on their mothers, wives or sisters.

MDC Alliance legislator Dorcas Sibanda said there was need for a round table discussion with the touts, transport owners and the police to end GBV on women in public spaces.

Kumbirai Kahiya, the director of Girls and Women Empowerment Network Trust, said the violence perpetrated by touts on women happened mostly while police officers looked on.

“A majority of these commuter omnibuses are owned by the police, and that is why they do not care if any of us dies at the hands of touts. We cannot continue to regulate what is illegal, like touting — we need to remove it completely. MPs need to look at who owns these kombis,” Kahiya said.

Tafadzwa Goliati, the president of the Passengers Association of Zimbabwe, said the problem was that civil servants that are supposed to administer laws to protect passengers were the owners of most public service vehicles.

“It is now difficult for them to administer the law, because they are interested parties and businesspersons,” Goliati said.

Chairperson of the Parliamentary Portfolio Committee on Defence, Levi Mayihlome said there was need to provide police with adequate budgetary support to get CCTVs and monitor the streets to deal with rowdy touts.

ZANU PF Has Just Got To Start Delivering

IN order to make Zimbabwe a top income country by 2030, it is necessary that more jobs have to be created in the productive sector, a condition ignored in the just announced National budget!

More money has to be allocated to manufacturing and extractive sector. This has to be followed by agriculture, followed by scientific education and health sector. Ministers have to head ministries they have core qualifications in.

The Zanu PF government has allocated more money to non-productive sectors like the military, Home Affairs and the President’s Office, clearly indicating that the Zanu PF government is incompetent, corrupt and confused.

We were under White rule for about 80 years, and during that period, we have managed to build all cities, towns and railway lines that we have.

Zanu PF has ruled this country for almost 39 years, tell me, which city or town was built by Zanu PF? None, which railway line was laid by Zanu PF? Again none. Met Office Warns Of Thunderstorms And Heavy Rains

The Meteorological Services Department (MSD) has warned of thunderstorms and heavy rains in excess of 60 millimetres in 48 hours across the country from Sunday to Monday.

Indications are that these rains may result in sharp downpours, damaging winds, lightning, hail and flash flooding. Uprooting of trees and damage to infrastructure cannot be ruled out with this type of rainfall intensity.

In a statement today, the MSD said widespread rains in excess of 60mm in 48 hours were forecast in most parts of the country, with south-eastern areas such as Manicaland, Masvingo, Matabeleland South and southern areas of the Midlands receiving the first brunt of the heavy downpours by Sunday.

“This should spread further northwards to cover even the entire Midlands, all Mashonaland provinces as well as Harare Metropolitan by Monday.

“The Department, is alerting responsible authorities such as Department of Civil Protection, local authorities, the Police, rescue services including religious organisations power utilities, and the general public to be on the alert for the duration of this period,” said MSD in a statement.

People are advised where possible to stay indoors and off the road during these stormy events.

Hailstorm Destroys Property In Chipinge

The rainy season has started on a rather violent note after a hailstorm destroyed house, shops, several properties and leaving many homeless in Checheche.

The rainy season is certainly upon the nation with heavy rains being witnessed in Harare and other parts of the country.

In Makonde district Mashonaland West, 10 students from Montrose School near Lion’s Den have been struck by lightning.

Four of the students are said to be in a critical condition and were taken to Murereka Clinic Lion’s Den for resuscitation while the six remaining were taken to Chinhoyi Provincial Hospital.

Chinhoyi Hospital Medical Superintendent Collet Mawire confirmed that the students are receiving treatment and an ambulance has been dispatched to ferry the other four students from Murereka Clinic to Chinhoyi Provincial Hospital.

Everyone at Checheche Growth Point waited patiently for the rains following a period of exceedingly high temperatures that were a cause of discomfort.

When it appeared that relief had come, the rains brought sad news as some people lost their houses when roofs were taken away, with shops, several tuck-shops, houses and a UCCZ Checheche Church being affected by the hailstorm that affected many buildings in and around the area.

One of the residents whose house was affected Irikidzai Mtetwa said the violent storms that occurred for about an hour did not only destroy houses and shops but struck two people who survived.

She said most people now fear the hailstorms following the tragic incident of lightning that killed three people in Mashame village three days ago.

The affected villagers, however, appealed for assistance in the face of the tragedy.

The violent hailstorms that affected Checheche are a replica of the storms that affected parts of Chimanimani west last season destroying schools and houses leaving most people counting their loses.

Police Finally Open Docket For 31 Yr Old Woman Whom They Assaulted Hurting Her 10 Weeks Old Baby

By Own Correspondent| The Zimbabwe Republic Police (ZRP) have finally opened a docket for a 31 year old Harare woman who was assaulted by riot police in Epworth Harare on 2 December 2018.

The woman, who was assaulted while carrying a baby on her back said the baby fell to the ground during the assault in a development which has seen her baby being restless.

Said the woman in an interview with ZimEye:

“I got a phone call advising me to go to Central Police Station and open a docket against the police details who assaulted me with a baby on my back.

My challenge is i do not know whether i will be attended to at Parirenyatwa hospital because i understand the doctors are on strike.

However, my baby got an injection after a well wisher, donated $100 for medical attention at a private hospital after my story was published on ZimEye. I would like to thank Prisca for her donation.”

Model Invites Kirsty Coventry To Intervene In Sexual Scandals In Arts Industry

CERTIFIED model, actress and upcoming producer Joyline Chiedza Basira said although women have made significant inroads in the film industry over the years, many traditional and cultural bottlenecks still hinder their progress into the male-dominated industry.

She cited a raft of challenges, including lack of financial muscle, few opportunities and little airplay and coverage, which she said frustrated female artists’ dreams.

Basira said unless there were efforts to give women greater opportunities in the industry, many of them would fail to make an impact regardless of their skill.

“It is a disease that has to be cured, otherwise the female artist would be completely swallowed and trapped into the echelons of hibernation, then extinction,” she said.

The thespian said the lack of opportunities often made a lot of women in the industry vulnerable to sexual abuse as the “sex-for-jobs” culture was prevalent.

“The present day woman has fallen prey to insatiable sexual predators, who try by all means to manipulate women physically, emotionally and worse still, sexually. They maximise on the financial challenges facing most women in the arts industry and pretend to broker some shady deals so that they use these as bait to attack vulnerable women,” she said.

Basira said the Ministry of Youth, Sport and Arts could do more to facilitate access to opportunities for women as was the case in business and education.

The beauty queen appealed to Sport minister, Kirsty Coventry, to look into the matter: “If women were empowered by a bank, universities and colleges of professional courses, why would you, Honourable Minister, not open an arts centre for women as well so that they can be nurtured to be the best, with requisite skills and knowledge?”

Basira said she was not advocating for the “quarantine” of men, but highlighted that there was need to ensure that women in the industry were not taken advantage of.

“Abused women usually face the dilemma of whether to or not report such cases as the way they are handled sometimes take away their dignity,” she said.

“As artists, we are in the public domain and our life is a book in the public library, reachable to every interested individual hence some may not take legal action just to protect their reputations, but at the same time becoming prisoners of conscience.”

Basira said one of the major stumbling blocks in the industry was that the majority of women faced the challenge of underpayment and their roles were rated lowly in comparison with their male counterparts.

“Promoters also bank on those societal phenomena, where the lady is observed as a cheap, useless and wasted effort, while the males are taken as hard workers, creative and philanthropic individuals,” she said.

Basira, however, urged women to continue working hard even if financial assistance was difficult to come by, especially because fewer women had “collateral”.

“Honourable Minister of Youth, Sport and Arts, please devise some ways that would help us access the money that we can use to promote our art. Availability of cheap and accessible bank loans will go a long way in freeing us from the chains of financial retributions,” she said.

She also implored women in the industry to work together to fight abuse and prove that they could succeed without “having to offer more than professional contribution to have our work done”.

Women’s League Endorses Mnangagwa’s Candidature For 2023 Polls

By Own Correspondent| Zanu Pf’s Women’s League has endorsed Emmerson Mnangagwa’s candidature for the 2023 presidential poll.

The party’s women chapter described their leader as a champion for women empowerment.

The development comes ahead of the ruling party’s People’s National Annual Conference slated for Matabeleland South Province next week.

The party’s Youth League and the Zimbabwe National Liberation War Veterans Association (ZNLWVA) have also endorsed President Mnangagwa’s candidature for the 2023 presidential election as has almost every province.

The league’s national assembly members hailed Mnangagwa for allocating 30 percent of Cabinet posts to women, despite only a small number of them managing to make it to Parliament in the July 30 harmonised elections.

Addressing the Women’s League national assembly meeting in Harare yesterday, the league’s secretary for Administration Monica Mutsvangwa announced the decision to endorse Mnangagwa’s candidature, among a host of other resolutions.

Said Mutsvangwa:”We are confident of President Mnangagwa’s hard work and dedication to duty  and we are optimistic that this will turn around the economy and bring an improved standard of living.

Mnangagwa Battling To Avert Full Fledged Civil Servants Strike

Correspondent|Emmerson Mnangagwa’s government, battling to avert a full-blown strike by civil servants, has indicated that it would soon engage their leadership to find ways to cushion them from the choking wave of price increases emanating from the distortions between the United States dollar and the local surrogate bond currency.

CiviI servants, estimated at 500 000, are demanding an increase in salaries after prices rose five-fold and inflation shot up from 3,52% in January this year to 5,39% in September and 20,85% in October.

Public Service Commission (PSC) secretary Jonathan Wutawunashe yesterday said government would soon convene the meeting to deal with issues affecting civil servants.

Of particular concern to government, he said, has been the price distortions on the market that have virtually impoverished citizens earning their salaries in bond notes and through real time gross settlement (RTGS).

Many goods and services have been priced in US dollar terms, a development that has consequently meant that ordinary citizens have to fork out between three and four times the price in bond notes, which is beyond the reach of the majority.

Wutawunashe said in a statement that a National Joint Negotiating Council (NJNC) meeting held on Thursday this week resolved that there should be a special indaba with workers’ representatives.

“Aware of the challenges that workers are facing as a result of a number of price distortions arising from and bordering on criminal activities, government has set in motion a process to convene a special meeting with the workers representatives,” he said.

“This platform will formalise ongoing arrangements to engage the workers in order to address the issues that they have raised in an integrated and comprehensive manner.”

Wutawunashe said government recognised the critical matters that civil servants wanted thrashed out and was committed to ongoing discussions with its employees.

“The workers presented a set of matters for discussion and government recognises these and commits itself to consultations on an ongoing basis to address them,” he said.

He said government would soon extend an invitation to the workers representatives to attend the “special meeting as a matter of urgency”.

The developments comes after negotiations between civil servants and government ended prematurely on Thursday with representatives of the workers storming out of talks in protest after being told that there would be no new offer on the table.

It is, however, not clear as yet if the government would present a new offer at the forthcoming meeting.

The government is already dealing with a strike by doctors that has paralysed operations at public hospitals while rural teachers are planning a protest march from Sunday, from Mutare to Harare to demand better pay and working conditions.

Major Oil Companies Industry Forum Pleads For Forex

By Own Correspondent| Presenting oral evidence before the Parliamentary Portfolio Committee on Mines and Energy, Major Oil Companies Industry Forum representative and acting CEO for Petrotrade Godfrey Ncube called on Government to avail more foreign currency to cushion the country from worsening fuel shortages.

Ncube appealed to Government to supply them with two-week worth of foreign currency cover to ensure there are no gaps that worsen fuel shortages.

He said it is difficult to eradicate the long queues because of the gaps in supply.

The Major Oil Companies Industry Forum is constituted by companies including Total Zimbabwe, Engen, Petrotrade, Zuva Petroleum and Puma.

Said Ncube:

“As oil companies, we have a distribution structure designed to top up stocks in the service stations on our commercial customers.

Sometimes when the service stations run dry, it takes longer to completely eradicate the queues because each drop is wiped out within a few minutes. We then would require a bit of time.

Each one of us currently gets fuel at different times and we try and fill the gap. We suggest the Government to try and just have a two-week period to allocate most of the foreign currency to the fuel companies so that we make all service stations wet and then work on top-up basis.”-StateMedia

Nick Mangwana Says America Will Not Tell Zim What To Do With Biti

Correspondent|INFORMATION, Media and Broadcasting Services Permanent Secretary Mr. Nick Mangwana has said government will not drop charges against MDC deputy chairman Tendai Biti just because the US said so. Mr Biti is facing charges of inciting post-election violence that led to the death of six people in Harare on August 1.

He is also facing charges of contravening Section 66A (1) of the Electoral Act Chapter 2:13, which prohibits the unofficial or false declaration of election results as he unlawfully declared opposition party leader Mr Nelson Chamisa as the winner of the July 30 presidential elections.

“The Government cannot on one hand say no one is above the law and everyone should enjoy the benefit of due process as enshrined in our Constitution and statutes and on the other hand interfere with that due process,” Mr Mangwana said, who is also the Government spokesperson.

Mr Mangwana said under President Mnangagwa’s Second Republic, the country would respect its Constitution, particularly with regards to separation of powers between the Executive, the Judiciary and the Legislature.

The Government also slammed United States Deputy Assistant Secretary of State Mr Matthew Harrington for claiming that Zimbabwe was harassing political opposition and that authorities should drop what he termed “spurious charges” against MDC-Alliance vice chairman Mr Tendai Biti.

During a US Senate Committee on Foreign Relations Subcommittee on Africa and Global Health Policy, on Thursday, Mr Harrington suggested that there was “harassment of members of the political opposition” and said the Government of Zimbabwe “should drop spurious charges against former finance minister and prominent opposition figure Tendai Biti and all those who have been arbitrarily detained for exercising their human rights and fundamental freedoms”.

But Government yesterday pushed back strongly, slating the US for its interference and duplicity.

Mr Mangwana said in line with its diplomatic thrust of re-engaging with the international community, Zimbabwe was willing to make friends, but would not brook lectures on the conduct of its domestic affairs.

Said Mr Mangwana: “Government will continue to engage with those who we don’t necessarily agree with us on some matters in order to find common ground. However, that does not include directives from those friends or allies on who to prosecute and who not to prosecute, who to appoint to certain positions or not. That would be contrary to the ethos which informs our sovereignty and independence.”

Chinomona warned Zanu Pf members working in cahoots with G40 members that the Central Intelligence Organisation is watching their every move.

The Women  Assembly meeting was held ahead of ZANU PF’s National Conference to be held next week in Esigodini.

Warned Chinomona:

“We understand that there are some people who are holding meetings in hotels with some G40 members.

We all know what G40 had done to the party but you are busy conniving with them. That is uncalled for.

We have the CIO that was set up by President Mnangagwa and they are among us. If they catch you on the wrong side, you are in trouble, be warned.”

“When we held our primary elections this year, there were a lot of errors and problems. Those who were not strong enough could have been affected to the extent of quitting the party. You did not.

“Since you have the party at heart, you proceeded to vote for those imposed candidates although you were unhappy with the imposition,” he said.

Mnangagwa said some challenges occurred because the commissariat had a new leader who was still learning.

Mnangagwa said the chief culprits in the imposition scandal were the party leadership.

“I do not think the juniors have the capacity to impose the seniors to positions, but instead, it is the seniors who can endorse people.

“We are totally against imposition of candidates. That will never happen again. The people’s choice must be respected. If people choose the leader they want and you take them for fools and impose the one that you want, you end up being the real fool,” he said.

Mutizwa Says Chamisa Is Guilty Of Causing Deep Political Polarization Through ConCourt Challenge

By Farai D Hove| There was a crisis of ironies during the US senatorial committee discussion on Zimbabwe when the businessman speaking in favour of Zanu PF leader, Emmerson Mnangagwa, Joseph Mutizwa claimed that political polarization in Zimbabwe began with and was triggered by the People’s President, Nelson Chamisa’s legal challenge at the constitutional court in August 2018.

Mutizwa also claimed that Chamisa’s opponent, Mnangagwa has set out an aggressive timetable to align laws to the 2013 constitution.

Mutizwa said in part: “The legal challenges against the election results at the Constitutional Court and the refusal by the main opposition to accept the legitimacy of President elect Emmerson Mnangagwa has resulted in deep political polarization which has severely dented business confidence for both foreign and domestic investors.

“While the polarization is a reality, it is also a fact that the ruling party emerged from the election with a two thirds majority in Parliament thus giving it a strong mandate to carry out the required legislative reforms particularly those needed to align existing laws to the 2013 constitution.”

The reality however is that political polarisation began 8 months before when Emmerson Mnangagwa’s office declared intention and a threat to commit acts of terrorism at a military level against any winner of the 2018 elections. The declaration was broadcast live on the state broadcaster, ZBC.

Mnangagwa was filmed smiling soon after it was announced that the Zimbabwe defence forces will be used to change the electoral results so that they reflect an outcome that is greater than the 1980 one.

Said Mutsvangwa:

Meanwhile Mutizwa also claimed that there is an acceleration of actions by Mnangagwa to align the current laws with the 2018 constitution.

What has happened in practice was Mnangagwa however literally undoing the 2013 constitution, one of these latest steps being a proposal to change the constitutional age limit for presidency so that it disqualifies the 40 year old Chamisa who defeated him in 2018.

HEARING ON: ZIMBABWE AFTER THE ELECTIONS

Preamble
This opportunity to address the Senate Foreign Relations Subcommittee on Africa and Global Health Policy to offer the perspectives of the private sector in Zimbabwe on the situation prevailing in Zimbabwe in the post-election period is greatly appreciated. This dialogue is long overdue. On behalf of the private sector in Zimbabwe, I would like to thank Senator Jeff Flake and members of his Committee for this rare opportunity accorded to us.
As this invitation came at short notice some of my colleagues from the private sector in Zimbabwe were unable to travel to Washington to participate in today’s proceedings. In the short time available to me I was able to solicit the contributions of some-not all –business sector leaders in the private sector in Zimbabwe. The outcome of this consultation is, I believe, a balanced assessment of the state of the macro challenges facing Zimbabwe today as outlined in this written submission.
Zimbabwe is a nation that has experienced economic volatility for the greater part of its post-independence history from 1980 to today. I can say, without hesitation, that the people of Zimbabwe are extra-ordinarily resilient. Over the last two decades they have experienced all manner of deprivations such as; political polarization and violence, record beating hyperinflation, infrastructure decay, staggering unemployment levels and economic decline accompanied by deepening poverty. In recent times we have even been visited by medieval diseases such as cholera.
Despite all these challenges the people of Zimbabwe have largely remained peaceful, hardworking, God fearing and honest. Our work ethic as a nation is second to none on the African continent. Our literacy rates remain among the best in Sub-Saharan Africa. Zimbabwe business leaders occupy positions of high responsibility in iconic corporations across Africa and beyond.
I make this submission in my following capacities: –
i) As the former CEO (2002-20120) of one of Zimbabwe’s largest listed companies (see appendix 1 for my resume).
ii) As the current Chairman of the Zimbabwe Stock Exchange Listed Companies Forum (ZSE Forum) – representing all the 63 companies listed on the Zimbabwe Stock Exchange.
iii) As a Leadership Consultant working with more than 30 private sector companies since my retirement as CEO of Delta Beverages in 2012. This consultancy role gives me unparalleled access to Chief Executive Officers, their boards and executive committees. This puts me in a position to have an in-depth appreciation of private sector perspectives across Zimbabwe. (see appendix 2 for the list of some of the companies consulted for and the sectors they fall into).
iv) As Chairman of the boards of several private sector companies in Zimbabwe.
v) As an independent non-executive director on the Board of the Reserve Bank of Zimbabwe. In this capacity i also chair the important Bank Stability Committee which is charged with supervision of the banking sector in Zimbabwe. I am, therefore, fully cognisant of the challenges facing the private banking sector in Zimbabwe.
The ushering in of the new political dispensation following the resignation of President Robert Mugabe in November 2017 has had a seismic impact on the nation of Zimbabwe. The private sector is a significant stakeholder in the process of building a new Zimbabwe in the post Mugabe era.
This submission will address four key issues which Senator Flake has requested me to focus on. These are: –
1. What is the current state of Zimbabwe’s economy and its impact on Zimbabwean people?
2. What is the private sector’s evaluation of the impact of the July 30, 2018 elections on Zimbabwe’s economy?
3. How does the private sector evaluate of the progress made to date on economic and political reforms by the Government of President Emmerson Mnangagwa?
4. What alternatives does Zimbabwe have should the USA fail to take action to support Zimbabwe’s economy?

I will tackle each question in turn.
In preparing this submission for the Sub-committee on Africa and Global Health
Policy I am guided by a number of considerations that the private sector in Zimbabwe embrace. These are: –
• The over-riding desire for stability in terms of both the economic and political environments. A stable operating environment is conducive to business growth. The converse is true.
• A desire for economic reforms that recognize the role of the private sector as the engine for economic growth.
• The need for an investor friendly environment that encourages and makes it easy for both foreign and domestic investors to conduct business.
• Macroeconomic policy consistency and predictability.
• A stable currency and affordable cost of money.
• Access to affordable international lines of credit to enable the recapitalization and modernisation of plant and equipment for productivity and competitiveness.
• A regulatory framework that is facilitative of business and that improves the ease of doing business and makes Zimbabwe a desirable investment destination.
In concluding this preamble, I wish to state that the private sector in Zimbabwe endeavours to be apolitical. We work with any government in office regardless of its political leanings.
We offer support to ensure success of desirable policies and programs but we also offer constructive criticism to Government where we believe that policies or measures are not in the best interests of the economy.
This submission is guided by the above considerations.
QUESTION # 1

What is the state of Zimbabwe`s economy and what is the impact it is having on citizens?

1. Current state of the economy from a business perspective
1.1. The Challenges
Zimbabwe’s economy is currently in distress exhibiting stress in the following areas;
• Fiscal distress with the budget deficit projected at 11.6% of GDP in fiscal year 2018. The consensus target within the SADC region is for a fiscal deficit around 3% of GDP.
• Current account imbalance with imports projected to exceed exports in fiscal year 2018.
• 80-90% of the economy is informal – reflecting high levels of unemployment in the formal sector.
• Large public debt burden standing at US$18bn and split 54% to 46% between domestic and international debt respectively.
• Currency volatility reflected in multi-tier pricing distortions in the market with significant loss of value of the local currency over the last two months.
• Rising annual inflation climbing to 20.9% as at October 2018 – the highest in the SADC region.
• Infrastructure constraints affecting road, rail, power, water and sanitation among other needs.
• Very high country risk discouraging Foreign Direct Investment. The country risk premium currently stands at over 20-25%. Only US$470m FDI inflows in 2018.
• Deteriorating standards of living for ordinary citizens as savings and earnings have lost value while costs are escalating.
1.2 The Positive Developments in the economy
i) Rise in Manufacturing Sector capacity utilization
Expansionary fiscal measures by government have stimulated recovery in capacity utilization in the manufacturing sector from a low of around 34% three years ago to around 60% before the October 1,2018 policy pronouncements caused a major foreign currency crisis.
The adverse impact of this rise in capacity utilization has been the “overheating” of the economy as demand for production inputs and consumer products has outstripped the economy’s capacity to generate foreign currency earnings to service the increasing appetite for foreign currency.
The above situation reflects the fact that Zimbabwe’s productive sector is highly import dependant – thus contributing to the Current Account Deficit.
ii) Recovery in Agriculture Production
There has been significant recovery in Agricultural production as evidenced by the following:
• A 34% increase in tobacco production from 188.6 million kilograms in 2017 to 252.5 million kilograms in 2018 (the highest output in the history of the tobacco industry in Zimbabwe-exceeding the previous peak of 238 million kilograms reached in 2000).
• A 95% increase in cotton output from 73 086 tonnes in 2017 to 142 761 tonnes in 2018.
• Zimbabwe has achieved food security through the government`s intervention in agriculture during the 2017/18 agricultural season. 1.2 million tonnes of maize are now in the country`s strategic grain reserve putting Zimbabwe in a secure position even if the current rainy season is adversely by El Nino.
iii) Mining Sector Output Growth
• Gold output has increased substantially and could end the year at 34 tonnes or 42% up on the 24 tones achieved in 2017.
• Platinum output is set to expand on the back of a new mine commissioned by Zimplats – the country’s largest platinum producer.
• Diamond output is set to reach three million carats in
2018 up 67% from the 1.8 million carats achieved in 2017.

iv) Reform of Indigenization Laws
A major step forward implemented by the new government has been the repeal of the indigenization laws which required all businesses to have a 51% equity interest in the hands of indigenous Zimbabweans. This made Zimbabwe unattractive to foreign investors. This requirement has now been removed save for the platinum and diamond mining sectors.
V) Closure to Land Tenure
Significant progress has been made on the contentious issue of land tenure with bankable and transferrable 99 year leases close
to finalization.
Another major change has been the decision by the government discontinue the Mugabe era prohibition of leasing arrangements between white farmers who desire to lease and farm productively on farms allocated to black farmers. Joint ventures and leasing arrangements are now in place allowing a significant number of white farmers to return to farm in Zimbabwe.
1.3 Impact of Macroeconomic Developments on the Populace
• Since 2016 there has been a significant erosion in the welfare of citizens. This erosion has been transmitted through higher cost of living, erosion of value of savings and deterioration in service provision. There has been a real fear that the country was heading towards the volatility experienced in the hyperinflation period of 2007 – 2008. Foreign currency shortages have had a severe adverse impact on the availability of essential goods and services in particular, essential medical drugs, fuel and machinery spares and raw materials.
• The cumulative impact of all these developments has been to erode the quality of life of most, it not all Zimbabweans.
• Since October 2018, there has been a deterioration in macroeconomic stability as parallel market rates of exchange skyrocketed leading to speculative price increases that saw prices of basic food items as well as the cost of transport and rentals soaring out of the reach of ordinary citizens whose disposable incomes have been severely reduced by inflation and increased taxation.
• The current level of trust by most citizens in public institutions is still very low given past experiences with hyperinflation ( 2007-2008) when savings were wiped out. As a consequence of this experience confidence is very fragile in Zimbabwe leading to panic and over-reactions when there is any hint of possible loss of currency value.

QUESTION # 2
How did the July elections impact Zimbabwe`s economy?
1.Overview
In the run up to the elections there was a surge of optimism across Zimbabwe generated by a number of developments among which were the following: –
• Ushering in of a new national leadership after the resignation of President Robert Mugabe – in power for 37 years.
• A very peaceful and relatively open election campaign period.
• Expressions of support for Zimbabwe from broad sectors of the international community.
2. Post- Election Violence
The optimism that swept across Zimbabwe was shattered by the discord around the announcement of election results and the post-election violence on August 1, 2018. Confidence was severely undermined and country risk escalated. The expected FDI inflows did not materialize as expected although there are significant numbers of potential foreign investors visiting Zimbabwe to make inquiries. A few key investors have now made commitments.
3. Post -Election Political Polarization
The legal challenges against the election results at the Constitutional Court and the refusal ty the main opposition to accept the legitimacy of Presidentelect Emmerson Mnangagwa has resulted in deep political polarization which has severely dented business confidence for both foreign and domestic investors. While the polarization is a reality it is also a fact that the ruling party emerged from the election with a two thirds majority in Parliament thus giving it a strong mandate to carry out the required legislative reforms particularly those needed to align existing laws to the 2013 constitution.

4. Impact on Value of Local Currency
In the period following the resignation of President Mugabe and the July 2018 elections the depreciation of the local Zimbabwe currency (the RTGS or “Real Time Gross Settlement” balance and the “Bond Note”) was around 30-40%. The local currency has significantly lost value in the post-election period – at one point in October 2018 reaching a low of around 500% devaluation before stabilizing at around 340% devaluation in the parallel (or unofficial) market. This is despite an official position putting the local currency at parity with the United States Dollar.
5. Deepening Foreign Currency Situation
The post-election period has seen a deepening of the foreign currency shortage as United States Dollars continue to disappear from the formal markets. The consequence of these shortages have had severe adverse impact on the availability of imported raw materials, fuel and medical drugs. The most severe impact has been felt in the area of medical care as hospitals and pharmacies have run out of imported medical drugs thus putting the lives of many ordinary Zimbabweans at risk
6. Tightening Liquidity and Cash Shortages
Zimbabwe has been experiencing cash shortages in the banking sector since the introduction of a local currency (bond notes) in November 2016. These cash shortages remain in place four months after the July 2018 elections.
7. Significant Increase in Tourist Arrivals
Following the July 2018 elections there has been a surge in the number of tourist arrivals in Zimbabwe. Tour operators and resort hotels are reporting increases of around 25-30% compared to the same period last year. Hotel operators in the Victoria Falls resort area are reporting occupancy levels last seen in the 1997-98 period for the forthcoming festive season with average occupancies around 65%.
8. New Mining Investments
Some long term investors have come on board including two Australian mining companies who have projects in oil and gas exploration in Northern Zimbabwe and a Lithium mining operation near Harare, respectively. A Chinese investor is considering setting up a major steel plant in the Midlands area while another company is planning opening a major platinum mine.
9. Financial Commitments By UK Financial Institutions
Of note has been the financial commitment made by The CDC ( The UK Government`s Commonwealth Development Corporation) to make lines of credit available to the private sector in Zimbabwe. Although of limited amount given Zimbabwe`s significant requirements for financial support , this commitment is symbolic as it represents the first such financial commitment by the CDC in almost two decades.
10. Delegations from EU Governments in the Post-Election Period
The post -election period has also witnessed the visit to Zimbabwe by high powered delegations (combining political and business leaders) from China, Germany and Belgium among others.

QUESTION #3
Is President Emmerson Mnangagwa making any Reform efforts, and if so, what progress is being made? What are some for the hurdles to making economic reforms?
1. Overview
My considered view is that there is a crisis of expectations in Zimbabwe.
The ordinary person expected a very quick turnaround of the economy following the July 2018 elections. These expectations are misplaced. Zimbabwe has been in the grip of misrule for 37 years and the damage done to the economy to the country’s reputation and its institutions will take many years, if not, decades to repair.
It is from this perspective that I evaluate what President Mnangagwa has achieved since the July 2018 elections.
2. Evaluation of Progress
2.1. What has been achieved to date?
i) Cabinet Composition
There was wide support for President Mnangagwa’s decision to let go long-serving party loyalists and bring in fresh talent into a significantly trimmed cabinet. Key new appointments were made in the ministries of Finance, Industry, Mines and Transport-all now headed by technocrats. The private sector in Zimbabwe welcomed these appointments.
This cabinet has only been in office since September 2018. It is too early to objectively evaluate their performance after just three months in office.
ii) Opening up of Political Space
• The Political Space has been opened up significantly. Zimbabweans now express themselves much more openly than during the Mugabe era. Press freedoms are in place for the print media while the state electronic media is still to be reformed and liberalized.
• Political demonstrations are allowed and the recent demonstration by the main opposition on November 29, 2018 is a case in point.
• The move to open to the public and to broadcast live on national television the proceedings of the Constitutional Court electoral challenge hearings as well as the public hearings held by the Commission on the post-election violence of August 1, 2018 are both major milestones in establishing transparency in Zimbabwe.
iii) Anti-corruption drive
• Several prosecutions of high level people are currently underway. While there is perceptions in some quarters that there is political bias in the selection of those to be targeted –
the prosecutions indicate a toughening of the President’s stance against corruption.
• Legislation has recently been passed to toughen measures against money laundering and illicit transactions on the parallel markets.

iv) Change of leadership narratives from focus on politics to focus on the economy
The current government has moved sharply to refocus on economic matters. The mantra “Zimbabwe is Open for Business” is now the mantra of Government. However, the private sector wants to see more action than rhetoric on the ground and continues to press government for accelerated reforms especially in the areas of fiscal reforms and ease of doing business.
v) Articulation of a National Vision and Economic Road Map for Zimbabwe.
The President has articulated Vision 2030 whose goal is to turn Zimbabwe into an Upper Middle Class Economy by 2030 with a per capita GDP exceeding US$3 500 per annum. Zimbabwe is currently a lower middle class economy.
President Mnangagwa’s Government in October, 2018, launched the Transitional Stabilization Plan (TSP) which provides a road map to economic recovery for the next three years. Subsequent to the launch of the TSP the government put together a National Budget under the theme “Austerity for Prosperity”. This budget – announced on November 22, 2018 puts the attainment of fiscal balance as the centre-price of the recovery plan. The key goals are well-articulated and include: –
• Reducing the fiscal deficit to 5% of GDP by 31 December 2018 from a projected 11.6% by 31 December 2018. The intention is to achieve this through cuts in Government expenditure, drastically curtailing issuance of Treasury Bills and desisting from resorting to Central Bank Overdraft Facilities.
• Expanding revenues through taxation measures. Two very significant taxation measures have already been implemented.
• Reducing the current account deficit by compressing imports and collecting import duties on luxuries in hard currencies.
• Shifting expenditure from consumption to capital or productive spending.
• A GDP growth target of 3.1% in 2019 down from a projected 4% growth in 2018.
• An average inflation of 10% by end of 2019 down from 20.9% in October 2018.
• An aggressive timetable for reforming state owned enterprises has been announced.
• Implementation of Debt Resolution Program with international lenders before the end of 2019.
• The Government has embraced the proposal for an IMF Staff Monitored Program ( SMP) which is about to commence.
vi) Aligning Zimbabwe`s Laws to the 2013 Constitution
The perception of most observers is that Zimbabwe is moving too slowly on the road to aligning its statutes to the new constitution.
My investigations revealed that of Zimbabwe`s 299 pieces of legislation 255 of these needed to be aligned to the constitution. To date, I am told, 206 of these statutes have been aligned to the new constitution with only 49 outstanding. Among the outstanding ones are the two controversial pieces of legislation namely, POSA (Public Order and Security Act) and AIPPA (Access to Information and Protection of Privacy Act) which are widely regarded as being curtailing civil liberties.
On enquiring what the way forward is with these statutes I learnt that the reform of these statutes is on the agenda of the current Zimbabwean Parliament.
2.2 Where has progress been less than expected from a business perspective?
i) Reduction in Government Bureaucracy
• While the size of the cabinet was reduced, it is the private sector`s view that much more needed to be done to reduce head-count at the top – at both ministerial and civil service levels.
• Although the President, Cabinet and senior civil servants and executives of state enterprises will take a 5% pay cut from January 2019, the public wants to see more sacrifices borne by top government leaders than is currently the case. This is necessary so as to make the hardships endured by the ordinary citizen more bearable.
ii) Implementation of measures to improve Country
Competitiveness.
• Very high operating costs driven by currency distortions, high cost of utilities and generally high cost of doing business still prevail.
• Although the Government has established a one-stopinvestment authority (ZIDA – Zimbabwe Development Agency), its operationalization is still unclear to the private sector.
• Policy co-ordination across Government agencies requires optimization so as to minimize frustration for prospective investors due to regulatory bottlenecks.
Iii) The Sequencing of Policy Measures has been less than optimal.
• The implementation of taxation measures ahead of government expenditure cuts was very badly received by an already overtaxed population that wanted to see the benefits of the privileged elites in the public sector reduced first before new taxes were imposed.
• The private sector understands the need for Government to create fiscal space through taxation if it is to curtail printing of money. However the sequencing of the measures could have been handled better.
iv) Anti-corruption Drive needs to be more vigorous
The private sector views both private sector and public sector corruption as cancers that need to vigorously attacked otherwise they will frustrate economic reform efforts.
v) Currency Reforms
• There is a significant section of the private sector that wants to see currency reforms done immediately so as to remove the current pricing distortions as well as the system of allocating foreign currency which is prone to abuse.
• Another view, however, is that currency reforms cannot be undertaken without two major issues being tackled first. These two issues are; the need for fiscal discipline on the part of government, and the need to have in place a Foreign Currency Stabilization Fund to stabilize any domestic currency which may be introduced as part of the currency reforms.
2.3 What are some of the hurdles to making economic reforms?
There are two major categories of hurdles that face the Government of Zimbabwe as it embarks upon economic reforms. The first category is that of Economic Sanctions imposed on Zimbabwe by the USA (ZIDERA Act of 2001 as amended in 2018); Canada and the European Union. The second category is to do with the potential adverse consequences of Economic Reforms. Let me address each in turn.
2.3.1 The Impact of Economic Sanctions on the Post-Election Economic Reform Agenda in Zimbabwe
Sanctions continue to retard economic recovery in Zimbabwe in a number of important ways.
i) Trade Sanctions
In Zimbabwe, trade sanctions impact negatively on economic growth through denying the country access to foreign lines of credit, which ordinarily finance external trade and access to markets, particularly the USA market, through exclusion from AGOA. Furthermore, the country’s export competitiveness is adversely affected by negative perceptions of the country resulting in high country risk profile translating into higher country risk premiums.
Due to the above the private sector in Zimbabwe finds it very difficult to access affordable external financing to retool and modernize plant and equipment and access technology.
ii) Financial Sanctions
The Zimbabwe Democracy and Economic Recovery Act (ZIDERA) has proved to be a great obstacle for Zimbabwe to access foreign finance. USA financial institutions are not at liberty to provide well-structured financial support against Zimbabwe’s minerals (gold, platinum, cobalt, lithium, etc.,) due to OFAC compliance rules. The same it for banks in Europe due to compliance, reputation and association risks.
As a result of the impact of ZIDERA on the financial sector, the Zimbabwe banks have lost more than 100 corresponding banking relationships over the past 10 years.
The strong view of the private sector in Zimbabwe is that the imposition of sanctions on Zimbabwe by the US and the EU have branded Zimbabwe and its entire financial linkages with the rest of the world as representing high risk thereby making the country a compelling target for de-risking interventions by leading correspondent banks in the USA and Europe. iii) Economic Sanctions
Due to a combination of sanctions and its own bad track record of debt servicing Zimbabwe is unable to access balance of payments support and credit and technical support from most of the major multi-lateral Financial Institutions (MFIs).
The private sector’s view is that the country’s failure to access long term concessionary funding from developmental institutions such as the World Bank and the African Development Bank (AfDB)-among others, has created an unsustainably large deficit in infrastructure development in Zimbabwe – in particular the rail, road and water related infrastructure. The dilapidated state of all these constitutes a real tax on business by hard-wiring inefficiencies into the entire economy.
Businesses in Agriculture, Manufacturing, Mining, Tourism, Financial Services and others all desire to see sanctions removed so that country risk is reduced and access to affordable long-term credit is restored while access to global markets is opened up.
The private sector’s strong view is that sanctions – although they are supposed to be targeted at certain individuals and entities – have the unintended effect of pulling down the entire economy of Zimbabwe and the welfare of all its citizens. Sanctions do constitute a real stumbling block to the efforts of the current Government to get the country’s economy moving forward again.
2.3.2 The Unintended Potential Consequences of Economic Reforms
In embarking upon Economic reforms that are driven by a desire to restore fiscal and current account balance, and to liberalize the economy through currency and regulatory reforms, the government is caught between a rock and hard place.
While tough economic reforms are unavoidable and long overdue, their impact will cause significant pain on the intended beneficiaries – the citizens – at least in the short to medium term.

Four potential unintended risks stand out: –
• Recession Risk
Will the Government’s reversal of expansionary fiscal policies (printing money to support agriculture, for example) tip the country into a contraction phase? If so, for how long?
Will increased taxes (2% on financial transactions and increased fuel duties) suck out too much from people’s disposable incomes precipitating a form of recession?
• Inflation Risk
If market forces are allowed to prevail in the allocation of the scarce foreign currency will there by a deep devaluation causing local prices to run and pushing the country into an inflationary spiral?
To some extent this has already happened as informal markets took a position on the currency. Should the Government mobilize a stabilization fund to support a local currency first before introduction currency reforms. Where does this stabilization fund come from given the current international isolation of the country and the existing sanctions?
• Will the reforms cause socio-political instability?
There is no doubt that in the short term (12-18 months) the reforms will cause a great deal of hardships among Zimbabwean citizens – particularly the vulnerable. Will this cause civil strife in the form of riots and escalating political tensions.
• Will the reforms lead to increased company failures?
As the reforms begin to bite there is every possibility that some companies may fail as disposable incomes drop, as liquidity tightens and as interest rates rise.
All the above pose a significant hurdle to the policy makers in President Mnangagwa’s administration.
The observation of the private sector is that because of the above risks, the proper sequencing and pacing of the reform programme becomes crucial.
A ‘big bang’ approach to economic reforms may have dire unintended consequences given the fragility of the economy. In the absence of significant international financial support, a gradual and nuanced reform process may be more appropriate.

QUESTION #4
What alternatives does Zimbabwe have should the USA fail to take action to support Zimbabwe’s economy?
Overview
It is our view that Zimbabweans are now desperately impatient for real economic advancement. Unless the populace sees progress the pressure on the politicians will be relentless. This can lead to desperate actions on the part of Zimbabwe should the USA and EU fail to respond to Zimbabwe’s request for urgent economic support and removal of sanctions.

4.1 Options available to Zimbabwe
As private sector observers we note that the Government of Zimbabwe is not without options – if it fails to secure USA and EU financial support.
We make no comment on the advisedness or otherwise of these options – but simply to state that these options do exist.
i) Embrace China’s BRI initiative for Africa.
China has placed on the table a potential US$60bn investment package for investment across Africa as part of its Belt and Road Initiative (BRI). Many African countries are scrambling to get a share of these resources. Shunned by the USA and The EU it would be reasonable to assume that Zimbabwe will consider making a strong attempt to access this large pool of investment funds even if this entails mortgaging substantial share of its natural resources to achieve this.
ii) Develop Closer stronger economic ties with Russia
There have already been a number of Russian delegations to Zimbabwe in the recent past – which is indicative of a desire by Russia to forge economic ties with Zimbabwe.
iii) Closer Economic ties with Eastern European Countries such as Belarus.
Our observation is that should the USA and the EU fail to support Zimbabwe these fledging relations will become stronger.
iv) Embrace investors of questionable credentials.
When a government is pushed into a corner there is every reason to believe that it will take any action necessary to enable it to respond to the popular demands of its citizens if the traditional or normal avenues fail to yield results.
V) Revert to ruinous populist policies of the Mugabe era
It is not inconceivable that if the present government fails to secure Support from the international financial institutions despite its commitment to reform it may, in frustration, revert to populism catastrophic consequences for a country with so much promise.
Our view as the private sector is that Zimbabwe’s government desires to strengthen its relationship with its traditional business partners which include the USA and EU. Zimbabwe has already applied to re-join the Commonwealth – a strong indicator that it wants to improve relations with the UK-led grouping and with the West in general. Sanctions present a formidable obstacle blocking the way to the resumption of these partnerships.

Conclusion
Zimbabwe is at cross roads. The Government of President Mnangagwa looks determined to make some tough economic and political reforms. To us in the private sector the President comes across as being sincere in his quest for taking Zimbabwe forward. He appears to have sufficient conviction and resolve to rebuild Zimbabwe and turn it into a successful and proud nation occupying its rightful place among the community of nations. His government recognizes that for Zimbabwe to be welcomed among the community of nations it must acknowledge and settle its debts. It must also put its house in order through better governance and economic management. The government of President Mnangagwa appears to be committed to both.
The President is aware of the huge expectations that the people have. He recognizes that along the way there will be unavoidable pain for the people of Zimbabwe – over and above the traumas they have endured over the past two decades.
As Zimbabwe’s private sector we are fully supportive of the reform programs embarked upon by our Government. We want to see more action and less rhetoric and better co-ordination and sequencing. We will give our Government support in the form of advice and constructive criticism as well as through playing our part in raising production and exports, conserving foreign currency through import substitution and improving competitiveness through cost efficiencies and value addition.
It is the view of most in the private sector in Zimbabwe that the United States government can find in Zimbabwe a worthy and strategic partner. The road to that possibility starts here in the Senate Foreign Relations Sub-Committee on Africa and Global Health Policy.
It is my strong and unambiguous submission, Mr Chairman, that the private sector in Zimbabwe urges the United States of America to urgently repeal Zimbabwe Democracy and Economic Recovery Act ( ZIDERA) of 2001 ( As amended in 2018) .
Zimbabwe is going to be a pivotal nation in the Southern Africa sub-region –a country in whom the United States may find a worthy and strong partner.

Prior to his current focus Joe spent 32 years in various positions in the Zimbabwe private sector. Joe served for ten years as CEO of Delta Corporation – then Zimbabwe`s largest listed company before taking early retirement in 2012 at age 58.
Joe is Chairman of The Zimbabwe Stock Exchange Listed Companies Forum
(Representing the 63 companies listed on the Zimbabwe Stock Exchange).
He is also Mangwana Capital (a venture capital company) and sugar refining company Starafrica. Joe serves as a non-executive director on several other boards including the board of the Reserve Bank of Zimbabwe..
After retiring from Delta Joe went to Oxford University to pursue a Master’s degree in Leadership offered jointly by Said Business School and HEC-Paris- graduating in June 2014with distinction.
Joe has written seven books on leadership since retiring as a full-time executive. Joe has consulted for 33 organizations since retiring- with a focus on leadership development for CEOs and Senior Executive Teams.
Apart from the Master’s degree mentioned above, Joe has a B.Sc. degree (with first class honours) from LSE (The London School of Economics) as well as an MBA from the University of Zimbabwe.
Joe is married with 3 adult children and 3 grandchildren.

Stop Causing Havoc, Legislators Tells Touts As World Commemorates 16 Days Of Activism Against Gender Based Violence

LEGISLATORS have expressed dismay over the manner in which touts are causing havoc at transport pick up points, perpetrating serious cases of gender-based violence (GBV) and verbally abusing women.

Parliamentary Women’s Caucus deputy chairperson Sibusisiwe Bhuda-Masara yesterday told a breakfast meeting organised by Plan International and the Zimbabwe National Council for Welfare of the Children (ZNCWC) on the 16 days of activism against GBV that police must deal with the touts.

“We are now scared that our girls can be raped while looking for public transport, because these touts shout very filthy remarks about their dressing. Women are abused and some have even died after being harassed. And what is worrying is that at times it happens in the presence of police officers,” Bhuda-Masara said.

Parliamentary Women’s caucus secretary Consilia Chinanzvavana said women were the biggest victims of GBV. She urged men to protect women in the streets as the harassment could also be meted out on their mothers, wives or sisters.

MDC Alliance legislator Dorcas Sibanda said there was need for a round table discussion with the touts, transport owners and the police to end GBV on women in public spaces.

Kumbirai Kahiya, the director of Girls and Women Empowerment Network Trust, said the violence perpetrated by touts on women happened mostly while police officers looked on.

“A majority of these commuter omnibuses are owned by the police, and that is why they do not care if any of us dies at the hands of touts. We cannot continue to regulate what is illegal, like touting — we need to remove it completely. MPs need to look at who owns these kombis,” Kahiya said.

Tafadzwa Goliati, the president of the Passengers Association of Zimbabwe, said the problem was that civil servants that are supposed to administer laws to protect passengers were the owners of most public service vehicles.

“It is now difficult for them to administer the law, because they are interested parties and businesspersons,” Goliati said.

Chairperson of the Parliamentary Portfolio Committee on Defence, Levi Mayihlome said there was need to provide police with adequate budgetary support to get CCTVs and monitor the streets to deal with rowdy touts.

Government Paymaster Suspended

Government has suspended the Public Service Commission paymaster at the Salary Services Bureau, Brighton Chiuzingo, and general manager human resources only identified as E. Chigaba, on allegations of abuse of office and mismanagement.

The two are also accused of involvement in corrupt activities, among other shady deals. Although the details were still sketchy by yesterday, The Herald understands that the two were recently given suspension letters.

Sources within the commission said the two were in the habit of transferring employees without the approval of the superiors.

“The permanent secretary recently wrote to the two to stop the transfers but they did not take heed of the warnings. They were also in the habit of asking for kickbacks from people who wanted employment in the SSB,” said one of the sources.

According to documents in possession of The Herald, Chiuzingo awarded himself a pay increase last month. In October his net salary was $1 595. 46 and last month it increased to $6 575.11, after ‘cooking up’ allowances.

He is also accused of misusing pool vehicles instead of his official one and allocating himself undeserved unquantitied of fuel.

In 2011, the Public Service Commission terminated the salaries of more than 4 000 employees after they failed to submit various requisite documents.

The then secretary to the PSC, Mrs Pretty Sunguro told a parliamentary portfolio committee on Public Service, Labour and Social Welfare, that the exercise was aimed at ensuring efficiency and compliance with regulations by all civil servants.

She also said the PSC had tightened controls to ensure that all those who receive salaries are indeed entitled to Government money.

This, she said, meant that all heads of ministries should confirm every month the names of staff members before a salary is paid.

G40 Headache For Mnangagwa

By Own Correspondent| Secretary for the Women’s Assemby Marble Chinomona has confirmed that factionalism is still rampant within the party adding that President Emmerson Mnangagwa has set up CIO’s to spy on those working with G40 members.

Chinomona warned party members working in cahoots with the G40 faction that the CIO is watching their every move.

Speaking during the Zanu Pf Women’s League National Assembly meeting, Chinomona, warned members to desist from holding secret meetings with the G40.

The Women  Assembly meeting was held ahead of Zanu Pf’ s National Conference to be held next week in Esigodini.

Said Chinomona:

“We understand that there are some people who are holding meetings in hotels with some G40 members.

We all know what G40 had done to the party but you are busy conniving with them. That is uncalled for.

We have the CIO that was set up by President Mnangagwa and they are among us. If they catch you on the wrong side, you are in trouble, be warned.”-263Chat

Chief In False Car Theft Report

CHIEF Gampu’s 25-year-old son allegedly crashed his official vehicle during a joyride and lied that it had been stolen.

The unregistered Government official double cab Isuzu worth $50 000 had been reported stolen on Wednesday.

The Chief’s son, Mr Onasisi Sithole, had informed the traditional leader that his Isuzu KB Silver Grey Double Cab had been stolen at Nketa 6 Garage in Bulawayo.

Chief Gampu had left Mr Sithole in a fuel queue at about 8PM.

After refuelling the car at about 11PM, Mr Sithole had claimed that the car had been stolen after he had left the engine running, with keys in the ignition as he entered a shop to buy something to eat.

Yesterday, Chief Gampu’s family lawyer Mr Abednigo Bhebhe confirmed that the car had been recovered.

He also confirmed that Mr Sithole had lied that the car had been stolen.

“We have talked to the police who have told us that the Chief Gampu’s car has been recovered. In fact the young man (his son) had panicked after he was involved in an accident and claimed that the car had been stolen. His father had left him in a fuel queue and considering that he refuelled late at night, he decided to drive to town so that he could buy something to eat,” Mr Bhebhe said.

“He was involved in an accident in the city centre before he could buy the meal. In a state of panic not knowing how to deal with the situation, he made up that story that the car had been stolen.”

Mr Bhebhe said the car was found near Unity Village along Joshua Mqabuko Street between 5th and 6th Avenue.

He said the family was still in talks on how the case would be treated. A source said police interrogated Mr Sithole who revealed the truth after his car theft story did not add up.

Bulawayo deputy police spokesperson Inspector Abednico Ncube yesterday confirmed that the car had been found.

Second Cholera Case Reported In Gwanda

ANOTHER cholera case has been recorded in Gwanda, Matabeleland South Province bringing the number of cases recorded this week to two.

In an interview, Matabeleland South Provincial Medical Director, Dr Rudo Chikodzore, confirmed the latest case which was recorded on Wednesday at the Gwanda Provincial Hospital.

The first cholera case was recorded on Tuesday and the patient is a tout plying the Bulawayo-Gwanda route, but comes from Zhukwe area in Gwanda.

Dr Chikodzore said investigations are underway to ascertain the source of the cases.

“I can confirm that we have recorded a second case of cholera this week. This time it’s a female patient from Gwanda Town. She started displaying symptoms of cholera and was admitted at the Gwanda Provincial Hospital on Wednesday.

“A rapid diagnostic test came out positive and we are now awaiting microscopy results to further confirm the results.

“A rapid response team is on the ground to try and identify the source of the disease and contain in. We are also carrying out investigations to try and establish whether this patient might have visited one of the affected areas or she got into contact with affected people,” she said.

Dr Chikodzore said both cholera patients were in a stable condition and were being closely monitored.

“We suspected that these cases that we have recorded could have been imported as they are isolated cases. We doubt that the source could be local. However, we are on high alert for any other cases,” she said.

Dr Chikodzore said so far all is under control as the province and its districts are on alert for any possible cases of cholera.

“We have been on standby ever since the recent cholera outbreak which was declared a national disaster. Even after the recent cholera cases which have been reported in Mount Darwin, we have remained on high alert,” she said.

Dr Chikodzore said they were going to set up cholera treatment camps at the venue of this year’s annual Zanu-PF National People’s Conference to be held in Esigodini next week.

She urged members of the public to exercise good personal hygiene at all times to prevent cases of cholera.
