Terrence Mawawa|Norton MP and chairperson of the Parliamentary Portfolio Committee on Mines and Energy Temba Mliswa has been heavily criticised for literally endorsing the controversial Reconstruction Act.
Mliswa was criticised on the Friends of Shabanie Mashava Mines platform after he had indicated that the Reconstruction Act would remain in place. Under the Act government has
already taken over Shabanie Mashava Mines(SMM) and Hwange Coal Mine.
Mliswa said: “While the Reconstruction Act is a good piece of legislation Honourable Ziyambi Ziyambi, the timing and implementation is what is put to question. If Hwange is a State indebted company, how many others are they out there and should not the Reconstruction Act be similarly invoked on them for consistency?”
Responding to Mliswa’ s remarks former chairperson of the Parliamentary Portfolio Committee on Mines and Energy Daniel Shumba said:”
In terms of the Committee’s diary I started to introspect issues regarding SMM and the Reconstruction Act. This led to my removal from the chairmanship and eventually from Parliament on 18 January 2018.
The Reconstruction Act is Unconstitutional in multiple respects and is being used to expropriate businesses and assets from targeted individuals. SMM, Air Zimbabwe, and now Hwange have fallen victims of the greedy hands of corrupt politicians and their cronies.”
He added :” Parliament has procedures, there are committees that deal with various issues as they arise. You may already know that I am finalizing my Constitutional Court Application to challenge the constitutionality of the Reconstruction Act.”
