Farai Dziva|Highlanders coach Madinda Ndlovu has tendered his resignation at the club offices.

Ndlovu is moving back to Botswana where he will join top-flight side Gaborone United.

He has been under fire following an unconvincing start to the campaign which saw him managing just three wins in twelve games.

Madinda’s departure puts to an end a one and a half-year stay at Bosso, almost halfway through his 3-year contract.

His assistant, Bekithemba Ndlovu is now tipped to take over at the Bulawayo Giants.

Meanwhile, Highlanders are expected to issue a statement on the coach’s departure.

Chaos As Warriors Players Exchange Blows In Camp

Farai Dziva|Warriors players Tino Kadewere and midfielder Tafadzwa Kutinyu were involved in a fist fight in camp a few days ago, according to state media reports.

The team management tried to keep it a secret.

According to The Herald reports Kutinyu and Kadewere broke the team’s disciplinary code when they exchanged blows. The two are now facing possible punishment from Zifa.

Kutinyu was ruled out of the tournament before it started following an injury but was allowed to remain with the team in Egypt.

Meanwhile, Kudakwashe Mahachi is also facing retribution after he went live on Instagram and lashed out at coach Sunday Chidzambwa for dropping him to the bench in the match against Uganda on Wednesday.

Warriors To Pull Out Of AFCON?

Farai Dziva|Zifa and Warriors have reportedly reached a payment deadlock.

ZIFA wants the team to withdraw from the 2019 Afcon tournament, it has emerged.

According to Chronicle, the national team players are demanding to be paid US$12 500 each by today or else they would not train for their final Group A against DRC on Sunday.

A meeting was held last night and Zifa could not agree on the demands, and a decision was made to send the players home before the end of the team’s campaign.

Zifa had promised to give US$2 500 and US$3 000 from the fundraising committee to each player.

And after the match against Uganda, another US$5 000 appearance fees and US$3 000 bonuses for managing a draw in the encounter was to be paid ahead of the match against the DRC.

However, things deteriorated sharply during the night and the Warriors ended demanding their entire dues by today.

The Zifa officials were then left with no option, and they sent spokesman Xolisani Gwesela to check with Caf the cost of withdrawing from the tournament.

The newspaper says a number of players confirmed they had told the Zifa officials they were ready to abandon camp and fly back home.

“We were called in and told of the developments about the possible withdrawal from the tournament, and we told them that we were ready to go home because we believe they haven’t fulfilled our contracts,” one of the players said.

Farai Dziva|In another desperate move, government has gazetted an instrument that bars individuals and companies from buying maize from farmers.

The government has gazetted Statutory Instrument 145 of 2019 which imposes strict controls on the selling and transportation of Maize.

Among other things, the SI makes it illegal for individuals and comapanies to buy maize directly from farmers as they must go through the Grain Marketing Board.

The move is an attempt to revitalize the operations of the struggling Grain Marketing Board.

We have called this press briefing to express our thoughts and dismay at the recent events and statements by the not so youthful Zanu PF Youth League on corruption. As a party and as an Assembly, we have always maintained that Zanu PF is corrupt and so to begin with they have no locus standi to comment or let alone address issues to do with corruption.

The greatest form of corruption is denying the people the right to choose leaders of their choice through electoral fraud and rigging as has been the case with the institution where the Zanu PF Youth League belongs to.

A party whose officials stink with corruption scandals like the Willowgate scandal, NOCZIM scandal, Marange Diamonds scandal, has no moral probity to lead the anti-corruption crusade or let alone speak about it.

A party whose President enlisted more than 100 cash externalisers but with not even a single person getting arrested or convicted is not fit to talk about anti-corruption!

It is an insult to the people of Zimbabwe for Zanu PF Youth League to name and shame officials in the corruption laden party leaving a big in the house, for we all know that a fish rot from the head.

It is absurd and insufficient to talk of corruption without citing Emmerson Mnangagwa’s shoddy mining cartels in the mineral rich areas along Kwekwe.

It is a public secret that Mr Mnangagwa owns virtually all gold mines in Kwekwe in what is infamously referred to as “mhuu” whereby his cartel collect 50% share from the illegal gold panners or amakorokoza.

Even one of Mnangagwa’s ministers, Owen Mudha Ncube was one of Mnangagwa frontman in extorting gold panners and was rewarded with a ministerial post.

Mr Mnangagwa in partnership with the Chinese nationals is also the sole exporter of chrome in Zimbabwe and as such it is mind boggling to blindly exempt him from a list of corrupt people.

Virtually everyone in Mr Mnangagwa’s presidium is stinking with corruption!

We all know about the clandestine operations of the military under the command of none other than Guveya Chiwenga in Marange area using a company called Anjin to sanitize diamond looting in that area.

Kembo Mohadi too is not a saint! Mohadi has multiple farms in the Beitbrdge-Mateke area yet the same people talk of one man, one farm. What of Mohadi’s abuse of ZRP in his nasty fall out with his estranged wife Tambudzani!

It is clear that the anti-corruption facade by Zanu PF is meant to achieve two things which are not in any way interlinked to the war against corruption.

Firstly, the attention seeking drama is bend on entertaining and diverting long suffering citizenry from focusing on scourging prices and stinking poverty authored by the very same party.

Secondly and more importantly to Zanu PF is that this is an internal detonation that is meant to purge remnants of G40 and those aligned to Constantine Chiwenga’s factional camp.

In short this is a factional battle at play which has nothing to do with the fight against corruption. If anything, the Zanu PF Youth League’s so called anti-corruption drive exposes and portray the corrupt nature of state institutions like ZACC and ZRP.

This is because normally the police force which is funded on tax payers’ money is supposed to be taking the lead in investigating and arresting the corrupt officials instead of a youth wing of a corrupt political ensemble.

That ZACC too is quiet exposes the personnel that constitute the commission and the appointing authority who in that case is Mr Mnangagwa.

It is our firm belief that only those that have been genuinely calling and speaking against corruption like the MDC have the probity to lead, speak and act against corruption. For Zanu PF to say they are against corruption, is a case of a mosquito wanting to cure malaria.

As an Assembly of genuine young leaders, it is our duty to serve, save and protect young people like Lewis Matutu from abuse. It is unfortunate that young people in Zanu PF as has always been the norm are used to settle political scores under the guise of fighting corruption.

Barnabas Ndira revealed how his brother was brutally murdered at an event held to remember slain opposition members in Harare.

The MDC Youth Assembly today(yesterday) gathered for a night candle lit vigil at Pfukwa shops, Warren Park opposite Warren Hills Cemetery to remember and commemorate the horrendous murders of MDC activists who were murdered in 2008 state sponsored post election violence.

Youth Assembly National Chairman, Obey Luther Sithole who attended the vigil in company of fellow youth assembly national executive members said the heroic efforts of 2008 victims of organized state sponsored violence will continue to spur young people in the fight for justice and democracy in Zimbabwe.

Sithole said Emmerson Mnangagwa and Constantine Chiwenga’s hands are dripping with blood and as such they are not suitable to lead this country.

Cde Luther as Sithole is affectionately known said even the killing revolutionary icons of change can never dent the people’s desire and hope for freedom.

Younger brother to one of the victims, Tonderai Ndira, Clr Barnabas Ndira narrated a heart rending ordeal about how his brother was gruesomely murdered in cold blood by state security agents.

ARTUZ Declares Incapacitation Due To Economic Hardships

Jane Mlambo| Amalgamated Rural Teachers Union of Zimbabwe, ARTUZ members have declared incapacitation to live and work.

In a letter to the Public Service Commission, PSC, dated 26 June 2019 ARTUZ stated that they can no longer afford food stuffs, to pay rentals, transport, water, medical bills, electricity bills and other essential services.

“Most teachers can not afford to send their children to boarding schools even if some teach at these schools.

“We stated that with effect from today, 27th of June 2019 teachers based in rural areas that are members of ARTUZ will only attend work two days of the week.

“We feel for the children we teach but we are now at a precarious position where we are not able to meet our basics even to eat.

“We are appealing to our employer the Government to give us a living wage that will allow us to stand in a classroom fed and with dignity.”

Explosive Politburo As Obert Mpofu Fights For Survival

THe Zanu PF youth league reportedly stood firm during an explosive politburo meeting in which secretary for administration Obert Mpofu reportedly tried to threaten them into silence, highly-placed sources have said.

Mpofu is alleged to have issued threats and warned the youths to respect party processes and procedures, saying their move to call for a Press conference to embarrass senior party members by labelling them as corrupt was uncalled for.

“He tried to threaten the youth league. He was angry and even issued threats, but he later retreated because he only had the support of two other politburo members while the rest could not speak out or supported (deputy youth secretary Lewis) Matutu and team,” the source said.

The three who supported Mpofu stayed clear of the issue of corruption, but instead wanted to hammer on the issue of procedure, arguing that the youths should have brought the names to the politburo instead.

“Matutu stood his ground, telling the politburo that there was no procedure and process in fighting corruption. He asked Mpofu if it would have made sense to bring a letter to him and say in the next politburo I want us to discuss that you are corrupt,” the source said.

After agreeing to investigate allegations of corruption by Zanu PF members, government officials and ministers named by the youths, the politburo then insisted on having members of the politburo probe the allegations.

Sources said the youth league rejected the suggestion, instead telling the meeting that they were going to name more party bigwigs and it would be impossible for them to properly investigate the allegations.

“The President (Emmerson Mnangagwa) agreed and said he would name an independent commission. He is going to look for reputable individuals who have no links to the party because he insisted that he wants corruption dealt with,” the source said.

Matutu yesterday refused to comment on the matter, referring all the questions to party spokesperson Simon Khaya Moyo. He, however, reiterated that the youths were not scared of the lawsuits that were coming their way and were ready for the legal battle.

“I can comment on the lawsuits. We have seen the notices and we are unmoved. We can assure you that we did not just pull names from the hat; we know what we are talking about and at the grand stage we will weather the storm,” he said.

Moyo said his statement on the politburo meeting was sufficient to cover what had
transpired during the Wednesday politburo meeting and would not comment further.

Responding to the allegations, Mpofu said: “Whose party are they talking about? They can only do so on what they own, on what is theirs. I am in the office and there is nothing like that and it will never happen. I am just hearing it and they haven’t come to me directly, I am just reading about it.”

Corruption Convicts To Lose Property, Mnangagwa Warns

Those convicted of corruption will have their wealth and assets forfeited to the State as part of restitution for their criminal deeds, President Mnangagwa has said. He said his administration will rapidly and more effectively respond to legitimate concerns of the general public with regard to tackling corruption head-on by holding the corrupt fully accountable for their misdeeds.

The President said this in a speech read on his behalf by Foreign Affairs and International Trade Minister Sibusiso Moyo at a two-day Fraud and Corruption Conference, which opened in Harare yesterday.

“In parallel with such restitution must, of course, come retribution,” he said.

“Those found guilty of such corruption must be sanctioned where they can reflect upon the consequences of their greed and the shame and misfortune that that greed has brought upon themselves and their families.”

President Mnangagwa said Government has made progress in strengthening existing legislation and introducing extra laws to boost the Second Republic’s anti-corruption drive.

Some of the significant amendments that have been made to tighten up mandatory reporting and oversight requirements feature in a number of laws such as the Public Finance Management; Insolvency; Audit; Public Entities Corporate Governance; Companies; Public Procurement and Disposal of Public Assets; and Money Laundering and Proceeds of Crime Acts among others.

The Government is also working on a Whistleblower’s Act to encourage and protect those who see evil being done and wish to stop it.

President Mnangagwa said Government is in the final stages of appointing commissioners to the Anti-Corruption Commission and strengthening the Office of the Prosecutor-General.

Government, he said, is also building capacity in key oversight agencies such as the Auditor-General’s, Accountant-General’s and Attorney-General’s offices.

“We are seeking assistance from international partners to build investigative capacity within key components of our law-enforcement agencies, those tasked with investigating and building solid evidence-based cases against the corrupt; cases which will hold up in court and lead to conviction and, where the court so-decides, incarceration and the forfeiture of assets,” he said.

The President said the fight against corruption was not one that Government can wage alone urging the participants to play their role and work towards a Plan of Action, identifying roles and responsibilities for the various sectors represented at the conference.

“Government and yourselves collectively, can intensify our common battle against the evil of corruption,” he said “Together, we can and must make a difference.”

President Mnangagwa said from the onset, the Second Republic’s moto has been ‘Zero Tolerance to Corruption,’ but progress has been slow.

He attributed the slow progress to resistance the State is facing which has tended to impede headway and undermine Government’s good intentions.

“That, in turn, is a reflection of how deep the rot has reached, how the beneficiaries of that rot are able to manoeuvre and manipulate the system to their advantage, to keep ahead of law enforcement, weaken the justice system and, in so doing, to continue their nefarious activities, cheating the Government and the people of Zimbabwe,” he said.

“The slow pace of progress is also a reflection to some extent, of the level of sophistication and complexity which the corrupt amongst us have brought to bear, so as to mask their crimes, cover their tracks and confound our law enforcement officials.”

President Mnangagwa said corruption should be totally eradicated because it undermines Government efforts on economic reform and progress towards the national vision of a middle-income economy by 2030.

“Just as importantly, the scourge of fraud, the theft of public funds and the seeming impotence of our law-enforcement agencies and the justice system more broadly to effectively stop such practices serves to further erode public trust and confidence in Government and its institutions,” he said.

President Mnagagwa, however, hailed the conference saying its focus on fraud was not only welcome, but timely in that it coincided neatly with the enhanced efforts Government was making in the fight against corruption.

The participants were drawn from all stakeholders representing both public and private sectors, academia, civil society, the media, law enforcement agencies and the legal fraternity.

The objective of the conference is creating greater awareness and a deeper understanding of fraud in all its sinister forms and to appreciate the negative impact it has on the national economy.

Chombo Pleads With State For Passport In Order To Get Specialist Treatment In SA

By A Correspondent- Former Finance minister Ignatius Chombo’s has said his health has deteriorated after missing scheduled medical reviews because his passport was seized by security agents at the Robert Gabriel Mugabe International Airport early last month on his way to South Africa to seek medical attention.

“My failure to travel for medical treatment is causing me a great deal of mental and physical pain. I fear for my health. I feel it every day that is passing that my health is deteriorating. At my age, these medical reviews are a source of strength,” Chombo submitted, as he sought the magistrate’s court to temporarily release his passport for three weeks from June 27 to July 17.

“I am advised that section 48, 51 and 76 of the Constitution of Zimbabwe gives me right to have access to health service of my choice. More fundamentally, my cancer situation places me in the category of a person with a chronic illness as contemplated in section 76 of the Constitution.”

Pleading with the court to release his passport, he added: “I have no intention whatsoever of absconding. I will stand if the superior court dismisses my plea for a permanent stay of prosecution. I am genuinely seeking specialist medical treatment,” Chombo said.

Chombo is believed to be suffering from cancer. He unsuccessfully filed several applications to the Supreme Court to get his passport, but he was referred back to the lower courts.

The former minister’s lawyer Lovemore Madhuku said he had an outstanding medical review that was recommended by his doctors and his health situation is deteriorating given that he had already missed those examinations.

The National Prosecution Authority (NPA) has assigned four senior prosecutors on Chombo’s matter namely Tafara Chirambira, Clemence Chimbari, Tendai Shonhai and Lovett Masuku.

They asked for the postponement of the matter to Monday for formal oral application and response.

Chombo’s passport was released on May 10 this year, but the former Zanu PF secretary for administration could not travel because the document was seized by security agents while he was about to board a flight to South Africa. The passport was, however, returned to the clerk of court.

The prosecutor, who consented to the release of the passport Tapiwa Kasema was later arrested, prompting NPA prosecutors to protest alleging victimisation.-Newsday

Misunderstanding Leads To Mentally Challenged Man Beheading 79 Year Fellow Villager

 By A Correspondent- A 21-YEAR-OLD mentally challenged man from Muzarabani last week allegedly beheaded a 79-year-old man from the same village following a misunderstanding.

Taison Lice (21) of Kandi village, Chief Kasekete in Muzarabani, was arrested after he allegedly axed and beheaded Michael Kapfume last Tuesday.

Mashonaland Central police spokesperson Inspector Milton Mundembe confirmed the incident.

“I can confirm a Muzarabani murder case where a mentally-challenged person killed a male adult aged 79 after a misunderstanding with the now deceased’s son Pleasure Kapfume (39) hours before the fatal incident,” Mundembe said.

Allegations are that on Monday last week, around 7pm, Lice met Pleasure and had a misunderstanding before parting ways.

The assailant then came back around 3am the following day armed with an axe and started destroying a scotch cart outside Kapfume’s homestead.

Kapfume rushed out with his wife, Stella Robson (61) to investigate.

The deceased’s wife ran to seek assistance from a neighbour, but upon return, she saw Lice leaving the homestead holding Kapfume’s head.

Lice allegedly later dumped the head and axe in a nearby field.

Addressing a press briefing this morning, the MDC youth leader Obey Tererai Sithole said Zanu PF’s greatest form of corruption was denying the people the right to chose leaders of their choice through alleged electoral fraud.

“As a party and as an Assembly, we have always maintained that ZANU PF is corrupt and so to begin with they have no locus standi to comment or let alone address issues to do with corruption.

Biti Floors Fellow Party Member Bhasikiti

By A Correspondent- MDC vice-president Tendai Biti has won a ZWL$15 180 claim against former Mwenezi East MP Kudakwashe Bhasikiti, who had reneged to fulfil a legal fee agreement signed between the parties over four years ago.

According to court papers, Biti in 2015 and 2016, provided legal services to Bhasikiti which consisted of High Court, Supreme Court and Constitutional Court applications and later presented to him an invoice for the rendered services, but the former Zanu-PF legislator failed to pay.

“Pursuant to this, the plaintiff (Tendai Biti) and the defendant (Kudakwashe Bhasikiti) agreed on a fee of US$12 000, excluding posts, petties and VAT,” Biti said in his declaration.

“On December 13, 2016, the plaintiff levied a fee note to the defendant…despite demand and despite numerous promises defendant has failed and neglected to pay the outstanding amount.”

However, the matter was taken before High Court judge Justice Benjamin Chikowero in his chambers on June 7, 2019 whereupon he ruled in favour of Biti and slapped Bhasikiti with an order to pay including costs of suit.

“After reading documents filed of record it is ordered that: The defendant (Bhasikiti) shall pay to the plaintiff (Biti) the sum of ZWL$15 180; the defendant shall pay interest on the above amount at the rate of 5% from the date of judgment to the date of full and final payment plus costs of suit,” the judge said.-Newsday

Drama In Politburo Meeting- As Party Heavyweights Threaten To Beat Up Youths Over Corruption Allegations

There was drama in the latest Zanu-PF Politburo meeting as angry Zanu-PF politicians who had been named on the list of corrupt politicians and businesspeople threatened to manhandle the leaders of the Zanu-PF Youth League over the allegations.

A source who spoke to NewsDay said. He tried to threaten the youth league. He was angry and even issued threats, but he later retreated because he only had the support of two other Politburo members while the rest could not speak out or supported (deputy youth secretary Lewis) Matutu and team.

Another source added that Mpofu was seething with anger and he threatened to beat up Lewis Matutu in particular.

He accused Matutu of being very young and too small to be pointing fingers at him.

Tourism Minister Priscah Mupfumira is also reported to have been furious with the Youth League. She was also very angry and shouted at Matutu as well as (youth league politburo secretary (Pupurai) Togarepi. They stood accused of pushing a factional agenda.

The only person who seemed to have been ready to defend himself and calmly so was (Minister in President Emmerson Mnangagwa’s office) Joram Gumbo. He seemed to have been happy that the accusations have been made public and wants to cleanse his name.

However, the Youth League are reported to have stood their ground and received backing from President Emmerson Mnangagwa himself who said that he would appoint a Commission of Inquiry to look into the allegations.

It is an insult to the people of Zimbabwe for ZANU PF Youth League to name and shame officials in the corruption laden party leaving a big in the house, for we all know that a fish rot from the head.

It is absurd and insufficient to talk of corruption without citing Emmerson Mnangagwa’s shoddy mining cartels in the mineral rich areas along Kwekwe.

It is a public secret that Mr Mnangagwa owns virtually all gold mines in Kwekwe in what is infamously referred to as “mhuu” whereby his cartel collect 50% share from the illegal gold panners or amakorokoza.

Even one of Mnangagwa’s ministers, Owen Mudha Ncube was one of Mnangagwa frontman in extorting gold panners and was rewarded with a ministerial post.

Mr Mnangagwa in partnership with the Chinese nationals is also the sole exporter of chrome in Zimbabwe and as such it is mind boggling to blindly exempt him from a list of corrupt people.

Virtually everyone in Mr Mnangagwa’s presidium is stinking with corruption!

We all know about the clandestine operations of the military under the command of none other than Guveya Chiwenga in Marange area using a company called Anjin to sanitize diamond looting in that area.

Kembo Mohadi too is not a saint! Mohadi has multiple farms in the Beitbrdge-Mateke area yet the same people talk of one man, one farm.

What of Mohadi’s abuse of ZRP in his nasty fall out with his estranged wife Tambudzani!

It is clear that the anti-corruption facade by ZANU PF is meant to achieve two things which are not in any way interlinked to the war against corruption.

Firstly, the attention seeking drama is bend on entertaining and diverting long suffering citizenry from focussing on scourging prices and stinking poverty authored by the very same party.

Secondly and more importantly to ZANU PF is that this is an internal detonation that is meant to purge remnants of G40 and those aligned to Constantine Chiwenga’s factional camp.

In short this is a factional battle at play which has nothing to do with the fight against corruption.

If anything, the ZANU PF Youth League’s so called anti-corruption drive exposes and portray the corrupt nature of state institutions like ZACC and ZRP.

This is because normally the police force which is funded on tax payers’ money is supposed to be taking the lead in investigating and arresting the corrupt officials instead of a youth wing of a corrupt political ensemble.

That ZACC too is quiet exposes the personnel that constitute the commission and the appointing authority who in that case is Mr Mnangagwa.

It is our firm belief that only those that have been genuinely calling and speaking against corruption like the MDC have the probity to lead, speak and act against corruption.

For ZANU PF to say they are against corruption, is a case of a mosquito wanting to cure malaria.

As an Assembly of genuine young leaders, it is our duty to serve, save and protect young people like Lewis Matutu from abuse.

It is unfortunate that young people in ZANU PF as has always been the norm are used to settle political scores under the guise of fighting corruption.

Shock As Mentally Challenged Man Beheads 79yr Old

 By A Correspondent- A 21-YEAR-OLD mentally challenged man from Muzarabani last week allegedly beheaded a 79-year-old man from the same village following a misunderstanding.

Taison Lice (21) of Kandi village, Chief Kasekete in Muzarabani, was arrested after he allegedly axed and beheaded Michael Kapfume last Tuesday.

Mashonaland Central police spokesperson Inspector Milton Mundembe confirmed the incident.

“I can confirm a Muzarabani murder case where a mentally-challenged person killed a male adult aged 79 after a misunderstanding with the now deceased’s son Pleasure Kapfume (39) hours before the fatal incident,” Mundembe said.

Allegations are that on Monday last week, around 7pm, Lice met Pleasure and had a misunderstanding before parting ways.

The assailant then came back around 3am the following day armed with an axe and started destroying a scotch cart outside Kapfume’s homestead.

Kapfume rushed out with his wife, Stella Robson (61) to investigate.

The deceased’s wife ran to seek assistance from a neighbour, but upon return, she saw Lice leaving the homestead holding Kapfume’s head.

Lice allegedly later dumped the head and axe in a nearby field.-Newsday

Biti Defeats Bhasikiti

By A Correspondent- MDC vice-president Tendai Biti has won a ZWL$15 180 claim against former Mwenezi East MP Kudakwashe Bhasikiti, who had reneged to fulfil a legal fee agreement signed between the parties over four years ago.

According to court papers, Biti in 2015 and 2016, provided legal services to Bhasikiti which consisted of High Court, Supreme Court and Constitutional Court applications and later presented to him an invoice for the rendered services, but the former Zanu-PF legislator failed to pay.

“Pursuant to this, the plaintiff (Tendai Biti) and the defendant (Kudakwashe Bhasikiti) agreed on a fee of US$12 000, excluding posts, petties and VAT,” Biti said in his declaration.

“On December 13, 2016, the plaintiff levied a fee note to the defendant…despite demand and despite numerous promises defendant has failed and neglected to pay the outstanding amount.”

However, the matter was taken before High Court judge Justice Benjamin Chikowero in his chambers on June 7, 2019 whereupon he ruled in favour of Biti and slapped Bhasikiti with an order to pay including costs of suit.

“After reading documents filed of record it is ordered that: The defendant (Bhasikiti) shall pay to the plaintiff (Biti) the sum of ZWL$15 180; the defendant shall pay interest on the above amount at the rate of 5% from the date of judgment to the date of full and final payment plus costs of suit,” the judge said.-Newsday

Tanzania Tightens Foreign Currency Controls

Dar es Salaam — Tanzania has tightened currency controls with new regulations on foreign exchange bureaus in its campaign against money laundering and currency speculation.

The new rules, published on Monday by the central bank, come months after the government revoked the licences of about 100 bureaus and temporarily shut a newspaper for using unofficial data on exchange rates.

President John Magufuli has said the central bank licensed too many bureaus and some of them breached laws.

The Tanzanian shilling has been broadly stable since the beginning of the year. Tthe IMF reported in April that the actual value of the currency was “broadly in line with fundamentals”.

But the IMF also warned of serious weaknesses in official data and said  some indicators point to slower economic activity than reported by the government.

Since February, when the bureaus were shut, commercial banks have conducted foreign currency trading.

The Bank of Tanzania governor said this month that due to the reduced number of exchange bureaus about $10m was traded daily by commercial banks, improving market transparency and hard currency inflows.

Regulations published on Monday  make it harder  exchange bureaus to operate, and will lead to more transactions shifting to commercial banks, said a foreign currency trader. They raise minimum capital for forex bureaus threefold, to 1-bn Tanzanian shillings ($435,104), and require bureaus to maintain working capital of at least 75% of paid-up capital.

The rules require shareholders, directors and heads of branches of exchange bureaus to pass a central bank “fit and proper person test” to be  approved for their positions. Bureaus must establish procedures to identify and report suspicious transactions to curb money laundering and terrorism financing.

Customers will also have to provide information on source or purposes of  foreign currency transactions.

The new rules are in line with Magufuli’s close control of the economy. On taking office in 2015 he promised to tackle corruption. since then, he has faced domestic and international criticism for heavy-handed policies that slashed investment in the mining and agriculture sectors.

Donors and investors say the government’s economic and social interventions in the past few years were accompanied by increasing restrictions on the opposition and the media.

Botswana Ruling Party Top Officials Begin Dumping Masisi

The ruling Botswana Democratic Party (BDP) councillor for Kanana ward in Francistown West constituency, Cornelius Gopolang has re-joined Botswana People’s Party.

Gopolang grew up as BPP activist but decided to jump ship in 2006 after a political pact of opposition parties failed. He then joined the ruling BDP and was elected as councillor for Kanana ward. Gopolang tried his luck during BDP primary elections popularly known as Bulela Ditswe last year in Francistown West but he lost to the incumbent MP, the controversial Ignatius Moswaane. Gopolang was one of the contestants that strongly believed that Moswaane cheated them as the polls were marred by irregularities that led to his loss. He did not launch a formal protest with party leadership.

A source within the BPP told this publication that the party leadership has hatched a plan to recruit Gopolang. “Gopolang has agreed to join the BPP as he has been promised that he will replace the current UDC parliamentary candidate in Francistown West, Mbaakanyi Lenyatso who is also BPP vice president. The relationship between Lenyatso and BPP president, Motlatsi Molapisi has deteriorated,” the source claimed. He further alleged that Gopolang and two others were supposed to be officially welcomed into the BPP at Tati Siding this week but the press conference was called off at the eleven hour.

Molapisi confirmed that Gopolang has re-joined the party. “We have welcomed councillor Gopolang back to the BPP together with former BDP activist, Lesego Mbereki,” he said.

Gopolang told this publication in an interview that BPP has approached him in an effort to lure him to retrace his steps back to his childhood party. “Yes I can confirm that BPP leadership has been in contact with me, persuading me to re-join the party,” he told the Patriot on Sunday. Gopolang further said even other political parties such as Botswana Patriotic Front has also tried to poach him into their fold. Since politics is a game of numbers, Gopolang said many political parties are always trying to recruit new members that can add valued to such political organizations. He added that there are prospects of him returning to the BPP as dynamics in politics keeps on evolving. He added, “I will make a decision about my political future before July 15. I must inform you that I do not have any intensions of contesting for the upcoming general elections,” said the former BPP secretary general.

He noted that currently the ruling BDP is embroiled in internal squabbles that have led to the formation of another break away party, Botswana Patriotic Front. Gopolang mentioned that the current feud between President Mokgweetsi Masisi and his predecessor, Ian Khama is having a negative impact on the BDP. He is of the view that the two leaders should have a meeting and resolve their differences in a civilized manner.

Another BDP councillor for Monarch West, Godfrey Kaelo resigned from the BDP and he is headed to BPF. Kaelo lost primary elections to the youthful, Scara Almando. Kaelo argued that he lost the polls because some of his supporters were removed from the voters roll to orchestrate his defeat.

“Mother In Law Behind Hubby’s Bedroom Incompetence”

By Own Correspondent- Jannet Chiwara from Bulawayo’s Mpopoma suburb’s lifelong agony is that her mother-in-law allegedly cast a spell on her husband Lamson Mbano so that he becomes a “flop” in the bedroom.

Her pain became even worse when the 75-year-old mother-in-law Evelyn Mbano declared that she was initially against the idea of her son getting married to her.

Chiwara who is apparently experiencing low moments in her life is now suspecting her husband of sleeping with his biological mother or having a spiritual wife.

Her extreme and shocking suspicions were revealed by her husband at the Bulawayo Civil Court where he was seeking a restraining order against her.

“I am seeking a protection order against my wife because she is emotionally abusing me by claiming that I am having sex with my 75-year-old mother. I don’t understand why she is saying that I am having sexual intercourse with my biological mother. 

“She is also saying when I’m sleeping, I will be calling out her name. As a result of those accusations I no longer want to stay or have a sexual relationship with her. My wife is also emotionally abusing my mother with those allegations that I am sleeping with her,” bitterly complained Lamson. 

He said his wife was also suspecting that his mother cast a spell on him so that he would not have sexual intercourse with her adding that he couldn’t understand why the person who raised him for so many years would do that to him.

In response, Chiwara admitted that they had problems in their bedroom and she suspected her mother-in-law to be the author of those marital problems.

“It is true that we have problems in our bedroom but the issue looks spiritual. It seems my husband has a spiritual wife.  It is, however, not true that I am suspecting him of sleeping with his mother but she (the mother) is the one who said so when she unhesitantly declared to me that she initially didn’t want her son to get married,” responded Chiwara. Presiding magistrate Rachael Mukanga dismissed Lamson’s application for a protection order following his wife’s submissions that their marital problems were a result of spiritual forces.-BMetro

E.D Warns That Those Convicted Of Corruption Will Lose Their Properties

State Media|Those convicted of corruption will have their wealth and assets forfeited to the State as part of restitution for their criminal deeds, President Mnangagwa has said. He said his administration will rapidly and more effectively respond to legitimate concerns of the general public with regard to tackling corruption head-on by holding the corrupt fully accountable for their misdeeds.

The President said this in a speech read on his behalf by Foreign Affairs and International Trade Minister Sibusiso Moyo at a two-day Fraud and Corruption Conference, which opened in Harare yesterday.

“In parallel with such restitution must, of course, come retribution,” he said.

“Those found guilty of such corruption must be sanctioned where they can reflect upon the consequences of their greed and the shame and misfortune that that greed has brought upon themselves and their families.”

President Mnangagwa said Government has made progress in strengthening existing legislation and introducing extra laws to boost the Second Republic’s anti-corruption drive.

Some of the significant amendments that have been made to tighten up mandatory reporting and oversight requirements feature in a number of laws such as the Public Finance Management; Insolvency; Audit; Public Entities Corporate Governance; Companies; Public Procurement and Disposal of Public Assets; and Money Laundering and Proceeds of Crime Acts among others.

The Government is also working on a Whistleblower’s Act to encourage and protect those who see evil being done and wish to stop it.

President Mnangagwa said Government is in the final stages of appointing commissioners to the Anti-Corruption Commission and strengthening the Office of the Prosecutor-General.

Government, he said, is also building capacity in key oversight agencies such as the Auditor-General’s, Accountant-General’s and Attorney-General’s offices.

“We are seeking assistance from international partners to build investigative capacity within key components of our law-enforcement agencies, those tasked with investigating and building solid evidence-based cases against the corrupt; cases which will hold up in court and lead to conviction and, where the court so-decides, incarceration and the forfeiture of assets,” he said.

The President said the fight against corruption was not one that Government can wage alone urging the participants to play their role and work towards a Plan of Action, identifying roles and responsibilities for the various sectors represented at the conference.

“Government and yourselves collectively, can intensify our common battle against the evil of corruption,” he said “Together, we can and must make a difference.”

President Mnangagwa said from the onset, the Second Republic’s moto has been ‘Zero Tolerance to Corruption,’ but progress has been slow.

He attributed the slow progress to resistance the State is facing which has tended to impede headway and undermine Government’s good intentions.

“That, in turn, is a reflection of how deep the rot has reached, how the beneficiaries of that rot are able to manoeuvre and manipulate the system to their advantage, to keep ahead of law enforcement, weaken the justice system and, in so doing, to continue their nefarious activities, cheating the Government and the people of Zimbabwe,” he said.

“The slow pace of progress is also a reflection to some extent, of the level of sophistication and complexity which the corrupt amongst us have brought to bear, so as to mask their crimes, cover their tracks and confound our law enforcement officials.”

President Mnangagwa said corruption should be totally eradicated because it undermines Government efforts on economic reform and progress towards the national vision of a middle-income economy by 2030.

“Just as importantly, the scourge of fraud, the theft of public funds and the seeming impotence of our law-enforcement agencies and the justice system more broadly to effectively stop such practices serves to further erode public trust and confidence in Government and its institutions,” he said.

President Mnagagwa, however, hailed the conference saying its focus on fraud was not only welcome, but timely in that it coincided neatly with the enhanced efforts Government was making in the fight against corruption.

The participants were drawn from all stakeholders representing both public and private sectors, academia, civil society, the media, law enforcement agencies and the legal fraternity.

The objective of the conference is creating greater awareness and a deeper understanding of fraud in all its sinister forms and to appreciate the negative impact it has on the national economy.

85yr Old Dumps Daughter, Relatives Over Youthful Wife

By A Correspondent- AT 85, Khulu Robin Jiyane from Matopo seemed to have the energy of a man half his age when he apparently expressed his undying love for his youthful wife.

This was after his daughter Loice Jiyane (62) wanted to take away that “hot sex life” from him by levelling a litany of allegations against his wife, the daughter’s stepmother Sukoluhle Masuku, claiming she was abusing him.

But, it seems the youthful wife is doing more than her fair share to make the old man happy and he decided to stand by her much to the chagrin of Loice and other relatives who were supporting her.

The rift between Loice and Masuku reportedly started after Khulu Robin married the latter in 2002 following the death of Loice’s mother in 1999.

Khulu Robin’s show of love was premièred at the Bulawayo Civil Court where his wife was suing his daughter for disturbing her peace by constantly harassing her allegedly as punishment for marrying him.

“I am married to Robin Jiyane and he has three children that are older than me and they didn’t want me to get married to him. Robin and I have been married since 2002 and we are staying together in Matopo. 

“My husband’s daughter Loice who is 62 years old has been harassing me and is not recognising me as her mother despite the fact that I am legally married to her father.

“She has been sending strangers to harass me so that I vacate the house which her younger sister built for us. She has also on several occasions sent her brother Henry Jiyane to evict us from the house. 

“She is also verbally abusing me saying I am not her mother. As a result of her abuse I want a protection order to be granted against her so that she may refrain from verbally and emotionally abusing me,” said Sukoluhle.

In response, Loice through her lawyer, refuted the accusations.

“The respondent is opposed to the application sought by the applicant. Respondent’s mother passed on in 1999 and in 2002 respondent’s father married applicant.

“In 2011 the applicant destroyed the original homestead where she was married into and then she built another one some 200 metres away. The reason being that she was being irked by the community who were referring to the homestead by respondent’s mother”.

The lawyer said the house Sukoluhle said was built by Loice’s younger sister was in fact built by her (Loice) and her two siblings and they furnished it.

“That conduct is not consistent with someone who wants to evict the applicant from the house. The truth is that the community sees what the applicant is doing to the father. 

“The father is 85 years old and applicant is forcing him to push a wheel barrow for about seven kilometres while going to fetch water. This is what irks the community.

“Respondent also bought two phones for her father but applicant does not allow him to communicate with her. At one time she also refused him to attend a relative’s funeral in Lupane. The truth is that applicant does not want respondent to communicate with her father.”

Sukoluhle, however, dismissed the response as a “pack of lies” but that didn’t help her when the presiding magistrate Rachael Mukanga later dismissed her application.

After the court session and thinking that blood is thicker than water and that her father would come to her side after his wife’s application was dismissed, Loice got it wrong when Khulu Robin “dumped” her together with his other relatives for Sukoluhle.- BMetro

4 Zim Students In India Locked Up For Fighting

Four Zimbabwean students have been arrested in India after a fight broke out.

The incident took place near Ankhol village in Gujarat late Tuesday night, police confirmed. The accused were identified as Tapiwanashe, Tafadzwa Shumba, Zoi and Vatidaidze Zanze.

The complainant was Tanmay Tamboli, a friend of the Zimbabweans. When he visited them an argument broke out and one of them hit Tampoli with a stone. Tamboli had to be taken to a hospital. The four students were booked under IPC section 324 (voluntarily causing hurt by dangerous weapons).

They were produced in the local court in Wednesday evening and sent in judicial custody.

The accused studied at a private university at Limda village. The Zimbabwean embassy has been informed about their arrest, police said.-IndiaTimes

Bizarre- Toddler’s Grave Opened, Body Mutilated A Night After Burial

By Own Correspondent- A toddler’s grave was yesterday found opened with the late child’s body mutilated.

The body of the late Ryan Zinyemba, 4, had its legs as well as one hand cut off in a case of suspected rituals at Granville Cemetery.

Family spokesperson Artwell Makombe was quick to suspect foul play saying the bizarre incident had to do with evil spirits and rituals.

“The situation was very strange and we can only say it was the work of the devil, I can’t even explain what really happened, I’m still in shock. We never experienced anything like this in our family but I can just say is zvinhu zvemweya zvinonetsa kutsanangura.

“We have heard of such scenarios but we didn’t think this could happen to us and we are yet to find out what really happened hopefully we will find the answers,” Makombe said. 

He narrated the child’s death. 

“It was only a matter of seconds leading to his death. We suspected that he had flu and we rushed him to the nearest clinic but when we got there we were told that the child’s temperature was very high and there was need for us to go to Harare Central Hospital; a few minutes later he died. All I can say is mweya yetsvina iyi,” he said. 

Makombe suspected that the person who was behind the incident attended the funeral. 

“This was odd and I think whoever did this is not human. I suspect that the person who did this had all the details and it wasn’t the first time to do this; the person seemed very experienced. We don’t know who is behind this but it’s unexplainable and there are so many theories behind this incident,” he said.

Zinyemba family were delayed to arrive at the cemetery when two of their vehicles developed mechanical faults. They suspected that the faults had something to do with the bizarre incident they witnessed at the cemetery.

“We were supposed to arrive at the grave as early as 6am but our vehicle had a breakdown twice,” said Makombe. 

“We called for another vehicle and it developed a fault as well that some of the relatives failed to get to the grave. While we were faced with the exhumed body, father of the child received a call from his neighbour saying his tuck shop in Glen View had been broken into by thieves. This left us wondering if there is something behind all this mishap and I want to believe that something traditional needs to be addressed. Parents of the late son separated and the father never paid lobola and at one time he denied paternity of the child only to admit him when he had grown up. All this left us guessing especially when we face such an incident when never met in our family,” said Makombe in tears. 

One of the security guards narrated how similar incidents happened saying their main question was why it is happening to families who come from Mbare.

“I want to believe that there is someone in Mbare who is opening graves because all the graves opened over the past year were from Mbare families. We are all shocked by this and we encourage bereaved families to use cement to protect the coffins and when the family asked for water we thought you wanted to mix it with cement,” he said

Zim Banks Totally Dump Paynet Design Own Local System, Will It Work?

Independent|ZIMBABWE banks have dumped Paynet, a subsidiary of Mauritian financial services provider Cambria, as they are developing their own new system expected to be in place mid-July.

This comes amid indications that the banks will not be settling the Paynet debt in foreign currency as it demanded.

Paynet switched off Zimbabwean banks a fortnight ago over a debt of US$470 000 debt.

The development of the of the system to be known as Bank File Interchange System (BFIS) will be collaboratively funded by all banks and will have the Bankers Association of Zimbabwe as its custodian while riding on the ZimSwitch platform.

ZimSwitch will also provide the hardware for the launch while banks will be making constant contributions towards the upkeep of the system.

BAZ, in a statement issued to the banking public a fortnight ago, advised customers to use alternative systems.

Impeccable sources said that banks no longer had an appetite for externally supported bulk payment systems and are aggressively pushing for a locally designed payment platform.

Businessdigest is reliably informed that although the currency issue has been overtaken by the in reintroduction of the Zimbabwean dollar which prohibits settlement of local transaction in foreign currency, banks have already commenced the system integration with test runs conducted this week .

“A committee has been selected and the system is going to be implemented in two phases, but I’m certain mid-July the system will be up and running. This follows a determination that bankers should have their own system to avoid future problems that will put the public at risk,” said a source.

The initial phase will involve connecting all banks followed by implementation of the elements that will allow entities to directly connect to the system.

Paynet, served 5 800 corporate clients and 2,5 million beneficiaries and its suspension disrupted salaries for over half a million workers, while Nssa announced the delay in paying out pensions as a result.

The local system is expected to save the bankers a fortune compared to paying a vendor while also saving on scarce foreign currency reserves.

The AIM-listed company had said the 5 000 plus corporate users of Paynet will find it difficult to switch to a new system, however robust with a new system requiring the kind of customisation Paynet had provided to each bank at a far lower cost than would be charged by their core system providers.

Mugabe Court Plea Dismissed

Former Zimbabwe National Road Administration (Zinara) board chairperson Albert Mugabe on Wednesday had his application challenging the acceptability of a letter he allegedly wrote to CBZ Bank guaranteeing a mortgage loan for the parastatal’s chief executive dismissed.

Mugabe is facing charges of criminal abuse of office after he allegedly wrote to CBZ Bank and lied that the Zinara board had agreed to set off a $300 000 mortgage for its CEO Nancy Chamisa-Masiyiwa.

His lawyer Mr Admire Rubaya had rejected the letter which Zinara’s corporate secretary Mathlene Mujokoro indicated was brought to her attention by then board chair Wilfred Ramwi.

In dismissing the application, Harare magistrate Mr Lazini Ncube said the onus lies on the State to prove that the letter was indeed written by Mugabe. “Objection is overruled and the court hereby admits the letter as evidence,” he said.

As prosecutor Mr Beaven Murevanhema continued to lead evidence from Mujokoro, Mugabe objected to the State’s intention to admit another letter dated April 11, 2017.

In the letter, Mugabe allegedly committed that Zinara will undertake Chamisa-Masiyiwa’s loan in the event that she defaults payment.

In her testimony, Mujokoro stated that the letter was authored by Mugabe, adding that she was familiar with Mugabe’s signature as she had seen it in previous minutes.

After a number of meetings between the two parties, which dragged into the night, Zifa advised the players they were contemplating the possibility of withdrawing the team from the tournament.

The players were called in to be briefed about the decision, to withdraw the team, after they had threatened not to resume training tonight unless they were paid the remaining US$12 500 each by today.

In return, the Warriors said they were agreeable to being sent home, as early as today, without playing their final game against the DRC on Sunday.

They asked the Zifa leaders to sort out their travel arrangements as early as possible.

The Warriors had told the Zifa officials, who promised them US$5 500 would be paid into their accounts today, that they would not train this evening until their full outstanding amount reflected in their banks.

That money included the US$2 500 Zifa said they had secured for each of the players, and the US$3 000 for each of the Warriors, which was promised by the fundraising committee.

That would have left the Warriors needing US$5 000 appearance fees, and US$3 000 bonuses for the draw against Uganda, ahead of the match against the DRC.

However, things deteriorated sharply during the night and the Warriors ended demanding their entire dues by today or they would not train.

Zifa officials were then left scrambling to try and save the situation and, when it became apparent nothing would materialise, they sent spokesman Xolisani Gwesela to check with Caf the cost of withdrawing from the tournament.

“Gwesela has been sent to establish how much it will cost to withdraw from the tournament because of events that happened today,”” sources said.

A number of players also confirmed they had told the Zifa officials they were ready to abandon camp and fly back home.

“We were called in and told of the developments about the possible withdrawal from the tournament and we told them that we were ready to go home because we believe they haven’t fulfilled our contracts,” one of the players said.

“We have an agreement with them and it has to be fulfilled.”

The players said even though they played the match against Uganda, a chunk of their appearance fees, US$2 500 had not been paid.

It also emerged that Tino Kadewere and Tafadzwa Kutinyu were set to be sent home as a disciplinary measure after they fought in camp but had been kept a secret by the team management.

Kutinyu is currently out of the tournament after sustaining an injury during training.

Midfielder Kuda Mahachi was also set to be sent home for allegedly violating the team’s disciplinary code when he went on social media to question why he was being sidelined from selection.

Zimbabwe faces the possibility of being banned from a number of Afcon finals, in what would be a huge blow to the next generation of its footballers, if the team pulls out of this tournament.

State Media|POLICE in Bulawayo have released pictures of a man who allegedly killed a hooker at a lodge and inscribed 666, a number biblically known as the mark of the beast and a star associated with the occult on her belly.

Police are appealing for information that may lead to the arrest of the suspected satanic ritual killer.

Bulawayo acting police spokesperson Inspector Abednico Ncube said those with information should contact Seargent Ncube on 0773 629 244 or Chief Inspector Chibira on 0292 71568/77523.

Alternatively, he said they can use police suggestion boxes dotted around the country if they wished to remain anonymous.

The victim, Patience Ndlovu, from Cowdray Park suburb was found dead at Silver Sands Lodge situated at number 13 Connaught Avenue between Joshua Mqabuko Nkomo Street and Jason Moyo Street on June 3.

Insp Ncube said Ndlovu’s body was taken to the United Bulawayo Hospitals (UBH) for post mortem and it was discovered that she was strangled.

“Causes of death were concluded as to be asphyxia, strangulation and homicide,” said Insp Ncube.

“On June 3, 2019, at around 10AM, the body of the deceased was discovered by a general worker who was on duty cleaning the guest rooms. The body of the deceased was found lying lifeless facing upwards fully dressed underneath the bed in the bedroom. Investigations have shown that the deceased was last seen at a lodge in company of a male adult in the picture. Police are keen to interview that person appearing in the picture.”

Sources at the lodge said the woman checked into Silver Sands with the man who gave a false Pumula South address as his home at around 3AM on June 2.

“She appeared drunk and was carrying a bucket with ice and beer. Around 10AM on the same day, a staff member knocked on the door to tell them it was time to check out. The man partially opened the door and paid for an extra day saying his companion was still drunk,” said a source.

The source said around 2PM the man left the lodge saying he was going to buy food and never returned.

“On Monday June 3, at around 10AM a staff member went to clean the room and inform the occupants that it was time to check out. She knocked without a response and eventually opened the door. We heard her screaming saying someone was dead in the room,” said the source.

The police, added the source, were called and the full horror of the situation was revealed.

The source said there were no visible marks on the woman’s body but blood and a strange fluid were coming out of her mouth. “We think it was a satanic ritual killing. The number 666 is known as a mark of evil as shown in the Bible in Revelations 13. A police officer said the star that was painted on her tummy is used to summon evil spirits,” said the source. 

Ndlovu was buried at Luveve Cemetery on June 9.

Police Intensify Operation “Dzosai Mari” 15 Arrested In Harare

The Zimbabwe Republic Police (ZRP) has arrested 15 illegal foreign currency dealers in Harare during an ongoing operation they launched this week.

The 15 are still assisting police with investigations.

National police spokesperson Assistant Commissioner Paul Nyathi yesterday confirmed the arrest.

“We have an ongoing operation targeting illegal foreign currency dealers in and around the city. Some of them are posing danger towards the smooth flow of movement of people,” he said.

Asst Comm Nyathi said the operation was continuing until there was sanity in Harare.

This is not the first time that the police has conducted such an operation.

In February this year, police intensified a crackdown on illegal foreign currency dealers under an operation code-named “Dzosai Mari” and 24 suspected dealers appeared at the Harare Magistrates’ Courts.

They were arrested separately in Harare. Some of the suspects appeared before magistrate Mr Edwin Marecha.

The other group appeared before Mr Learnmore Mapiye on charges of contravening Exchange Control (Amendment) Regulations, 2018 (No.5), which criminalises illegal trading in foreign currency.

Ten of the suspects were released on $150 bail each. The remainder remains in custody pending ruling on their bail applications.

Operation “Dzosai Mari” started last year. It was being conducted by the police and other stakeholders.

Mangudya Adds To US Dollar Confusion, Govt To Continue With Foreign Currency Thresholds To Farmers And Miners

Foreign currency retention thresholds for exporters have not changed following the proclamation of Statutory Instrument 142 of 2019 that scrapped the multi-currency system and replaced it with a local currency, the Zimbabwe Dollar.

This was said by Reserve Bank of Zimbabwe (RBZ) Governor Dr John Mangudya in response to enquiries on the fate of foreign currency retention thresholds for exporters such as tobacco farmers and gold producers, among others, following Monday’s proclamation.

“Nothing has changed on the foreign currency retentions for all exporters including for tobacco growers.

“The same is true for Diaspora remittances, which can still be paid in cash or through nostro accounts,” Dr Mangudya told state media in an interview.

Under an agreement between the RBZ and the Tobacco industry Marketing Board at the beginning of the marketing season, tobacco farmers are entitled to 50 percent of their earnings in foreign currency deposited in their Nostro accounts while the remainder would be deposited into RTGS dollar accounts.

Small-scale tobacco farmers growing tobacco on two hectares and below are entitled to retain sales proceeds in their Nostro FCA for an indefinite period as free funds.

Large-scale tobacco growers with more than two hectares of the crop, are entitled to retain sales proceeds in their Nostro FCA for a period of 180 days, after which it would be offloaded onto the market at the ruling interbank market exchange rate.

Mining houses are allowed to retain 55 percent of their foreign currency earnings while manufacturers retain 80 percent of their proceeds. Miners of “other minerals” retain 50 percent; tobacco and cotton merchants for input schemes (80 percent); cotton growers (30 percent) while horticulture, transport, and tourism retain 80 percent.

Speaker of the National Assembly Advocate Jacob Mudenda on Tuesday stopped parliamentarians from debating Statutory Instrument 142 of 2019 after concurring with leader of Government business in the House, Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi, saying the SI needed to first go through the Parliamentary Legal Committee for scrutiny.

“A Statutory Instrument is not referred to Parliament before it is published.  It takes effect the moment that it is published and it stands referred to Parliament and once the Parliamentary Legal Committee has sat and issued an adverse report, then it will be debated.  So, I submit that it is very premature for Hon. Members to start attacking it now before it has been scrutinised by the Parliamentary Legal Committee,” said Ziyambi.

MDC Alliance vice president Tendai Biti had raised a point of order arguing the SI was illegal since it sought to amend Section 44 (a) (ii) of the RBZ Act which established the multi-currency regime.

He argued that an SI could not amend a parent Act.

Earlier, Zanu PF’s Hwedza North legislator David Musabayana had commended Finance and Economic Development Minister Professor Mthuli Ncube for repealing the use of multiple currencies.

“Speaker Sir, I rise on a matter of privilege in line with Standing Order 68 (d) of the esteemed rules of this august House.  My point of privilege relates to the enactment by the Minister of Finance and Economic Development, of the Reserve Bank of Zimbabwe (RBZ) (Legal Tender Regulations) published as Statutory Instrument (SI) 142:2019.   The native fact of this SI is to officially de-dollarise and adopt in Zimbabwe as the sole legal tender, the Zimbabwean Dollar (Z$).  This is such a matter of public importance in that it touches on the political economy of our country; that is the politics of our country, the economics of our country and indeed the law of our country.

On the law, I want to bring your attention to the provision of Section 44 (2) of the Reserve Bank Act of Zimbabwe which introduced the regime of multiple currencies in 2009.  Section 44A (2) makes it clear that the tender in Zimbabwe of the British Pound, the Euro, the United States Dollar, the South African Rand and the Botswana Pula in any transaction shall be deemed to be legal tender.  That being so Hon. Speaker Sir, and Section 44A (2) being an Act of Parliament, the Minister of Finance cannot in a Statutory Instrument repeal an Act of Parliament.

So quite clearly Hon. Speaker Sir, Statutory Instrument 142:2019 is ultra vires the provisions of Section 44A (2) of the RBZ Act, so it is wrong on the law. 

On economics Hon. Speaker Sir, a currency is a relationship between your exports and your imports.  As long as you have got a deficit in your current account, I submit that we do not have the current account; we do not have the reserves that are necessary to support our own currency. 
Thirdly, more than anything else, a currency is subject to political confidence.  This country suffers from kwashiorkor of political confidence.  There is absolutely no confidence in this currency.  So, I submit Hon. Speaker, that SI 142:2019 is a disaster; that the attempt to de-dollarise this country is a disaster.  The Minister must as a matter of urgency repeal SI 142:2019.  I thank you Mr. Speaker.”

Mnangagwa In Face To Face Clash With Chief Ndiweni

Matabeleland Chiefs, Ndiweni and Maduna meet with Nelson Chamisa at MDC offices recently.

President Emmerson Mnangagwa will today meet traditional chiefs from the Matabeleland region and the Midlands Province at Bulawayo State House.

The meeting will set a platform for a direct face to face dialogue between Mnangagwa and controversial Ntabazinduna Chief, Nhlanhla Ndiweni, that is if the chief will be allowed into the meeting.

Sources close to the arrangements of the meeting told ZimEye.com that Gukurahundi will be the major issue on discussion.

Ndiweni together with Chief Maduna of Insiza and Chief Mathema of Gwanda are likely to lead the chiefs in giving Mnangagwa a torrid time discussing the matter as they have been very vocal on the issue.

The three chiefs recently paid a courtesy call on opposition MDC leader Nelson Chamisa to get his perspective on the Gukurahundi issue.

The Ministry of Information, Publicity and Broadcasting Services posted a statement on Twitter yesterday announcing the President’s meeting with the chiefs scheduled for today.

“His Excellency President @edmnangagwa will meet Chiefs from Matabeleland and Midlands provinces on Friday 28 June 2019, at State House, Bulawayo,” reads the statement.

Today’s meeting comes hot on the heels of a similar engagement which the President had in March with the Matabeleland Collective, a grouping of non-governmental organisations, faith-based organisations, community-based organisations, trusts, savings clubs and social movements from Bulawayo, Matabeleland North and Matabeleland South.

Addressing the media after the Zanu-Youth League executive meeting in Harare last night, deputy secretary Cde Lewis Matutu also said the youth were solidly behind Government’s removal of the multi-currency regime and restriction of domestic transactions to the local currency.


A bullish Matutu said: “Those who want to sue us are free to do so. We are going to expose more and we are not doing this for us, but for the people of Zimbabwe.


“So far, 17 lawyers are ready to defend us in courts. We are not going to be intimidated by law suits coming from certain individuals despite one’s influential position, be it at party level or Government.


“We will continue to expose them and we are prepared for more summons,” said Matutu.
“We are also in full support of Government on currency reforms as this will have a positive impact on the economy.”


He said the Youth League appreciates the intervention of the Politburo on introducing a commission of inquiry on certain individuals named and shamed over alleged corruption.


“We are going to take heed from the Politburo to follow the party’s constitution and correct procedures when naming and shaming those allegedly involved in corruption.”

MDC Youth Assembly “Remembers” Murdered Opposition Activists

The MDC Youth Assembly today gathered for a night candle lit vigil at Pfukwa shops, Warren Park opposite Warren Hills Cemetery to remember and commemorate the horrendous murders of MDC activists who were murdered in 2008 state sponsored post election violence.

Youth Assembly National Chairman, Obey Luther Sithole who attended the vigil in company of fellow youth assembly national executive members said the heroic efforts of 2008 victims of organized state sponsored violence will continue to spur young people in the fight for justice and democracy in Zimbabwe.

Sithole said Emmerson Mnangagwa and Constantine Chiwenga’s hands are dripping with blood and as such they are not suitable to lead this country.

Cde Luther as Sithole is affectionately known said even the killing revolutionary icons of change can never dent the people’s desire and hope for freedom.

Younger brother to one of the victims, Tonderai Ndira, Clr Barnabas Ndira narrated a heart rending ordeal about how his brother was gruesomely murdered in cold blood by state security agents.

Mnangagwa Speaks On Corruption

Those convicted of corruption will have their wealth and assets forfeited to the State as part of restitution for their criminal deeds, President Mnangagwa has said.

He said his administration will rapidly and more effectively respond to legitimate concerns of the general public with regard to tackling corruption head-on by holding the corrupt fully accountable for their misdeeds.


The President said this in a speech read on his behalf by Foreign Affairs and International Trade Minister Sibusiso Moyo at a two-day Fraud and Corruption Conference, which opened in Harare yesterday.


“In parallel with such restitution must, of course, come retribution,” he said.


“Those found guilty of such corruption must be sanctioned where they can reflect upon the consequences of their greed and the shame and misfortune that that greed has brought upon themselves and their families.”

“Stop Pegging Prices In US Dollars”


The Economists Roundtable has implored businesses to stop pegging prices of goods and services against the value of the US dollar, since the costs they incur are in local currency.


The call follows the introduction of currency reforms in Statutory Instrument (SI) 142 of 2019.
Key among the reforms in SI 142 0f 2019 is the scrapping of the multi-currency system and coming in of the Zimbabwe dollar.


The Economists Roundtable told journalists on Wednesday pegging prices against the value, which has been prevalent since 2009 when the country adopted multiple currencies, was no longer necessary.


“Ever since we dollarised, everybody has been benchmarking against the US dollars,” said former University of Zimbabwe economics lecturer Professor Ashok Chakravarti.


“We are not the United States of America, we are Zimbabwe. We need to start thinking in terms of our local currency, our costs are local costs; we pay our workers in local money, all our costs of production are in local money.


“We need to start thinking in terms of costing, pricing, payments in local currency . . . we must start moving away from benchmarking against the US dollar to using normal prices as everybody does in Zambia.


“People don’t think in US dollars in Zambia or in Malawi or in South Africa, they think in local currency and they price everything in local currency. So it’s an issue of the mindset and psychology, it will take some time.”

“Rapist” Prays For Fainted Victim, Rapes Her Again After Regaining Consciousness

A MAN from Bulawayo raped a 45-year-old woman until she fainted, prayed for her and raped her again when she regained consciousness.


Haston Phiri (37) of no fixed abode was sentenced to 15 years in prison for raping the woman, whom he had promised a job.


The court heard how Phiri fervently pleaded with God to let the woman live when she stopped breathing while he was raping her.


When she regained strength, he raped her again.
Phiri pleaded not guilty to rape before Bulawayo Regional magistrate, Mr Joseph Mabeza, but was found guilty due to overwhelming evidence.
He was sentenced to 15 years in jail.


Prosecuting, Ms Caroline Matanga said on February 15 this year, the complainant, who had been told Phiri would help her get a job as a domestic worker at his relative’s home, was called by her neighbour at Nketa 9 suburb.


“The complainant wrote down her details and left them with her neighbour who is a vendor near where the complainant resides.
“On February 18 at around 2PM, Phiri called the complainant and asked to meet her so that he could take her to the employer,” said Ms Matanga.


She said the complainant did not meet him because she had not informed her husband that she would be going out.


“On the following day, they met and Phiri told her that a house maid was needed in Mzilikazi where his sister stays so they walked to Mzilikazi.


“On reaching Mzilikazi, Phiri told the complainant that his sister had called and asked to meet them in Sizinda suburb. They walked to Sizinda but when they reached a bushy area the complainant asked Phiri where they were going as she started feeling uncomfortable.


“Phiri grabbed the complainant, produced a knife and threatened to stab her if she made any noise. The complainant was force-marched to a maize field and ordered to undress but she refused. Phiri pushed her down, strangled her while placing the knife on her chest, and undressed her.


“He raped the complainant without protection,” said Ms Matanga.
She said during the second round, the complainant became unconscious and when she regained consciousness she saw Phiri fanning her and asking God not to let her die in his hands.
“When Phiri saw that she had regained consciousness, he raped her again and took her two phones and left her.”


The complainant reported the matter to the police leading to Phiri’s arrest.—State media

Hubby “Kills” Wife After Seeing Her With Another Man

A 39-YEAR-OLD man from Bulawayo allegedly beat his wife to death after he saw her with another man.


Enock Sibanda of Luveve 5 suburb allegedly killed his wife who was only identified as Mrs Sibanda, on May 23 this year.


Sibanda was represented by Mr Tanaka Muganyi from Tanaka Law Chambers when he appeared before Western Commonage magistrate, Mr Stephen Ndlovu. He pleaded not guilty to murder and was remanded out of custody on $300 bail to July 10 for trial.


Prosecuting, Ms Steward Madzore said on May 23, Sibanda allegedly saw his wife with a man that he suspected to be her lover and the man ran away.
“He ordered his wife to get into his car so that he takes her to her parents. The couple drove to their house and Sibanda slapped her several times before attacking her with a log,” she said.


Mrs Sibanda was ferried to Mpilo Hospital where she was admitted and died on the following day.State media

The Zimbabwe Tourism Authority has it from authoritative sources that reports circulating in certain sections of the social media purporting that police are authorised to stop and search people for foreign currency are untrue and should be dismissed with the contempt they deserve.

“The legal tender shall be the Zimbabwe Dollar in both cash and electronic format.

“Any freely convertible foreign currencies remain acceptable in Zimbabwe as follows:

  1. Credit Cards are readily acceptable everywhere in Zimbabwe where the relevant arrangements have been made with the International Credit Card Companies such as VISA, MASTERCARD and others issued by different banks in the countries of origin of the travellers. Visitors are required to make the necessary arrangements with their banks before embarking on travel and when in the destination they need to look out for the logos of their respective credit cards. Please note that terms and conditions of the respective credit cards will apply and transactions are subject to the limits given by the banks. Service provider do have international credit card enable Point-of-Sale (POS) Machines.
  2. Visitors may also withdraw local cash from international credit card enabled Automated Teller Machines (ATM’s) of the different banks. These will be clearly marked international and will have the logos of the accepted credit card companies.
  3. Foreign cash may be exchanged at the bank, bureau-de-change or any other authorised foreign currency dealers at the prevailing bank rates. Visitors may then use the so acquired local currency to transact. Visitors are however encouraged to use plastic money and only exchange amounts of money in cash that they anticipate to use. However, visitors may convert their money back to their foreign currency subject to prevailing terms and conditions. This may include proof in the prescribed format that one changed money upon their arrival.
  4. Online payments and telegraphic transfers remain acceptable forms of payment in Zimbabwe
  5. Visa fees where applicable are payable in foreign currencyand may be paid in cash at any port of entry. The Government of Zimbabwe has an e-visa system and intending travellers may apply and pay for their visas online.
  6. Tipping is not a commercial transaction and hence visitors are at liberty to tip the way they want. It becomes incumbent upon the recipient to ensure adherence to the foreign exchange regulations.

Woman Vanishes After Stabbing Hubby’s Lover

A Karoi woman is on the run after allegedly stabbing two other women, her lover’s wife and her friend, at Dunga Shopping Centre in Chief Kazangarare’s area of Hurungwe District.


Miriam Gutsa (26) of Masokote Village stabbed Winnet Dambakurima and her friend Chipo Mukwesha, both aged 34, from the same village as they were passing by the shopping centre.


Mashonaland West police spokesperson Inspector Clemence Mabgweazara confirmed the incident and said police were appealing to anyone with information on Gatsi’s whereabouts to assist.


“We are appealing to anyone who might have information on where Gatsi is to assist so that the law may take its course, he said. People should also bear in mind that violence does not solve anything. People should rather engage in peaceful dialogue.”


Insp Mabgweazara said Gatsi was at the shopping centre when she saw Dambakurima, who was in the company of Mukwesha, and confronted her asking why she was spreading rumours about an affair with her husband.

Council Cop Hits Motorist With Spike

A Chivi Rural District Council police officer has been jailed 30 days after attacking and injuring an errant motorist with a spike during a fistfight. Webster Jowanisi (39) was alternatively slapped with a $100 fine by Chivi resident magistrate Ms Perseverance Mukumba last week.


Jowanisi was convicted of assault on his own plea of guilty after admitting to hitting local motorist, Takemore Chikunda, during a scuffle at Ngundu Business Centre.


Chikunda sustained serious injuries on the palm and finger as a result of the attack.


Prosecutor Mr Andrew Ndaramira told the court that sometime last month, Chikunda, who was driving a Quantum vehicle stopped at Ngundu Business Centre to buy water melons from vendors by the roadside.


Jowanisi, who was part of a team of council police details approached Chikunda and advised him that he had been arrested for stopping at an un-designated point.


Tempers flared between Jowanisi and Chikunda as they started exchanging harsh words.


A fist fight then ensued between the pair, resulting in Jowanisi hitting Chikunda with a spike.


A report was made to police, leading to Jowanisi’s arrest and a medical report confirming Chikunda’s injuries was used in court as an exhibit.State media

CONGOLESE coach Florent Ibenge still wants his Leopards to play for their badge, and their fans, by completing their 2019 AFCON Group A campaign with a victory on Sunday night which will send the Warriors crashing out of the tournament, at the group stages, yet again.


Although the former African football champions could be out of the race for a place in the last 16, after a miserable start that has seen them lose their opening two games against Uganda and Egypt without scoring, and conceding four goals, they still want to go out with a bang.

Incredibly, there could be a very small window, depending on results elsewhere, where a win for them against Zimbabwe, could see them squeeze into the knock-out games as one of the best four third-placed teams but, with their poor goal difference, and four points likely to be the mark that provides a reprieve, the Congolese look down and out.


The Warriors can get to four points, with a win over the DRC — whom they met twice in the qualifiers, beating them in Kinshasa 2-1 before a controversial 1-1 draw in Harare where Knox Mutizwa’s attempt was somehow ruled out — and that should be fine for one of the third-place tickets.


Depending on what happens in the match between Egypt and Uganda, which the Pharaohs cannot afford to lose because they need to finish top of the group to avoid the top team in Group B, the Warriors could even still qualify as one of the runners-up should they win against the DRC.


But, that won’t be easy after the Congolese emerged from a poor show against the Cranes to turn on a hearty performance against the Pharaohs and were unlucky to lose a match they struck the post twice and came close to scoring on a number of occasions.


This was like watching the real Congolese — the side that finished third at the 2015 AFCON finals and, if they can play as well as they did in the second half against the Pharaohs, they could give the Warriors a few headaches.


However, while they appear to be strong from midfield, and going forward, their defence remains a major concern and now and, against the lively Warriors forwards, could be punished again.


“We did not deserve to lose (against Egypt),’’ said Ibenge. “Yes, we played a bad game against Uganda but this time we had a very good game against Egypt.


“I feel sorry for the players who gave their best today against a strong team like Egypt.

Malbelreign Girls High School have alleged that they are being sexually abused by male teachers.

The students marched to the Malbereign Police Station with placards demanding the immediate removal of the school head Bertha Kusena, whom they blamed for the poor learning and living conditions at the school.

The students opened up on several cases of sexual harassment by male teachers.

School Headgirl Miriam Kusvayi said:
”The head doesn’t communicate with us and if we make a report she doesn’t give us feedback.

We complained about poor services being offered long back but she acts like everything is fine.

She is not free to us, we also want motherly talk from her but she doesn’t walk around the school just to see hw we are progressing with the school work.”

The school head was not immediately available for a comment on the matter.

Opposition Party Dismisses Zanu PF Led Economic Reforms

Farai Dziva|Opposition party Zimbabwe Economic Freedom Fighters has described as futile and suicidal the decision by Emmerson Mnangagwa’s government to abandon the Multi-currency regime.

As ZEFF, we will not standby whilst our country continues to be drowned in sorrow by a morally bankrupt and economically dysfunctional government imposed on our people by Zanu PF. We strongly believe that Zimbabwe, like every country, should have its own currency which enables its citizens to recognise their dreams, allows any decent government to provide services to the masses and allow the economy to strive on the basis of a free market economy with measured government intervention only when appropriate.

As ZEFF, we note that the current economic status in the country is not a stand-alone event, but a trail and collection of political and economic blunders perpetrated by the ruling party over the past 40 years.

The currency changes as happened on the 24th of June 2019 are therefore nothing but once again, a surprise assault on the helpless and poor Zimbabweans. As ZEFF, we believe the “writing is on the wall” once again, as it was over the numerous fiscal and monetary policy shifts and decisions adopted by this government that have struck once again.


ZEFF is on record that we support a mono-currency regime, a considered and balanced command/market economy through a Government mandate to create a sustainable economic environment that will enable a thriving and inclusive economy for a developmental state.

We however completely differ with the ambush mechanics that the ruling party has employed since 1997 through this government. Such destructive, unplanned and un-co-ordinated tactics have not only engraved a stinking tendency of a government whose policy is determined by an overnight signature but further, over a decade, wiped out the economic value of our currency from the pockets of our people;
We believe such a currency adoption strategy is futile and geared towards tracking a straight-line back to the 2007/8 economic status which was characterised by empty shelves in shops, unprecedented inflation levels, shrinking GDP levels, unsteady fiscal and monetary policy, embedded corruption in government, and a hungry and unemployed population.

Over a decade, our people have endured shock decisions and energy depleting fiscal and monetary policy decisions devoid of economic logic. Through-out this disaster, those that have benefited continue to trash the little that’s left of every country’s pride, its currency. We remind this government and its looters of its previous tactics that got us to where we are today;

In the hands of this government of Zanu PF, the uncontrolled printing of the currency, as characterised by the 1997 pay-out of ZW$4.2bn (USD300m) to the War Veterans, which wiped out 72% of the value of the Zimbabwean Dollar in the weeks that followed will once again, do the trick. This government couldn’t print the USD/Rand as it can with its own unbacked Bond/RTGS. They have grabbed the printing machine firmly in their hands once again;
The un-characteristic closure and shut down of forex accounts for companies in 2002, introduction of Managed Foreign Exchange Auctions System (“MFEAS”) in 2004, the introduction of the Tradable Foreign Currency Balances System (“TFCBS”) 2006 after the failure of the MFEAS, in the process replacing the dual exchange rate system with the Interbank rate which collapsed drastically. Our people will not be hoodwinked once again, into ploughing their hard-earned savings into look-alike pretend savings called the FCAs, only for this government to wake up one day and forcibly convert these to bonds/RTGS at forced rates once again;
The forced devaluation of the currency on more than 2 prior occasions (in 2000 and 2007) without achieving any meaningful reward to the masses. At each of these devaluations, the black-market exchange rate demanded 10 times further devaluation. We do not forget that in late February 2019 (only 4 months ago), the Bond note/RTGS was pegged at around an entry level of 2.51against the current 12.1 exchange rate to the USD (an average devaluation of 382% over the period. This dwarfs the two occasions above;
We do not forget that Zimbabwe created the first mass of Quadrillionaires in Africa and arguably in the world, who could not afford to buy a packet of condoms in the shops. How much more disgrace can this government dish out to our people;
The introduction of the Bond notes against the wishes of the people, and the supplementary introduction of the RTGS became a catalyst to a worsening Foreign currency crisis. This saw the expansion of mismatch between Money Supply and the supply of forex in the market. This was yet another failed attempt to control a politically induced foreign currency panic solution to an endemic political and leadership vacuum problem.

These induced changes, coupled with a number of overnight pronouncements over the past decade have literally destroyed our economy and in the process, robbed our citizens of a generation of state-driven poverty. We believe Winston Churchill had a reason to suggest that, “If you destroy a free market, you create a black market. If you make 10 000 regulations, you destroy all respect for the law”. This is yet another proof that our government has no solution for the economic problems it created. This is a pure example of Policy uncertainty, a haphazard approach to political economics and a sure way to punch in the final nail to the coffin of all Zimbabweans. In the next few weeks, Zimbabweans should expect to witness unprecedented changes to their lives, socially and economically;

The disappearance of commodities off the shelves of stores, resulting in fewer goods being chased by massive quantities of printed currency;
Inflationary pressures in the regions previously experienced at the height of Zimbabwe’s failed economy;
Consumption and corruption driven monetary supply through the printing machine without any foreign currency or gold backing to give value to the currency;
Diversion of the economic failures through orchestrated brutalisation of the masses who chose to voice against such;
Closure of factories, retail shops against the backdrop of forced price settings by a desperate state;
Long queues for basic commodities such as fuel, bread, cooking oil, meet, maize;
Devaluation of salaries, pensions and purchasing power in general;
Poor liquidity positions for companies which will effectively force closure of industries;
Potentially, a heavy-handed approach by the security cluster in con confisticating foreign currency from the black market.

ZEFF believes that even the most ill-equipped, ill-disciplined government worth the calibre of Zanu PF would have respected the suffering masses of Zimbabwe in its history of chronic failures and merely took its population into confidence before executing yet another ambush to their hard-earned savings. Whilst the intentions are noble and respected, the manner, behaviour and complete lack of consideration of the people, the markets, the business community and the few working-class citizens are left completely exposed. This government needs to understand that, no amount of regulations will make “the value of a Donkey and a Cow equal overnight”. ZEFF believes a responsible and patriotic government would have, at the least;
Taken prudent steps to build Trust and acceptability of such a currency through a transparent and trusted process consultation process with various stakeholders such as Banks, Civic society, citizens, economic agents etc;
Provided confidence to the international community to obtain goodwill and display the seriousness of government to get this right;
Deliberate paraded of the currency fundamentals to the masses to build buy-in and confidence and avoid minimise disruptions in the financial sector through these massive economic shocks that everyone will experience;
De-link the new currency from the dirty bonds and RTGS and provide room for a clean break from the previous occurrences that Zimbabweans still;
Create a conducive environment in the market to support a sustainable economy through getting rid of corrupt officials at the Reserve Bank, clarification of fiscal policy certainty and equal implementation of the rule of law against corruption in the country;
Pronounce on the turn-around and support strategy to go alongside the implementation and adoption of local and neighbouring Southern African Development Countries as backers of guarantors of such a commitment;
Lastly and certainly not least, at least give it a name. Even the still-born are afforded the human dignity of identity to enable their souls to rest in peace. Even our dear President has no idea whether to call this new craze RTG, Bond, RTGS or Zim Dollar.

The abnormal cells continue living, when other cells would die. The accumulating abnormal cells form a tumor that can grow to invade nearby tissue. Some abnormal cells can break off and spread (metastasize) to other parts of the body.

Factors that can increase your risk of prostate cancer include:

Older age. Your risk of prostate cancer increases as you age.Being black. Black men have a greater risk of prostate cancer than do men of other races. FULL TEXT- ZTA STATEMENT ON NEW CURRENCY

The Zimbabwe Tourism Authority has it from authoritative sources that reports circulating in certain sections of the social media purporting that police are authorised to stop and search people for foreign currency are untrue and should be dismissed with the contempt they deserve.

The legal tender shall be the Zimbabwe Dollar in both cash and electronic format.

Any freely convertible foreign currencies remain acceptable in Zimbabwe as follows:

1. Credit Cards are readily accepted everywhere in Zimbabwe where the relevant arrangements have been made with the International Credit Card Companies such as VISA, MASTERCARD and others issued by different banks in the countries of origin of the travellers.

Visitors are required to make the necessary arrangements with their banks before embarking on travel and when in the destination they need to look out for the logos of their respective credit cards.

Please note that terms and conditions of the respective credit cards will apply and transactions are subject to the limits given by the banks.

The service provider does have an international credit card enable Point-of-Sale (POS) Machines.

2. Visitors may also withdraw local cash from international credit card enabled Automated Teller Machines (ATM’s) of the different banks.

These will be clearly marked international and will have the logos of the accepted credit card companies.

3. Foreign cash may be exchanged at the bank, bureau-de-change or any other authorised foreign currency dealers at the prevailing bank rates.

Visitors may then use the so acquired local currency to transact. Visitors are however encouraged to use plastic money and only exchange amounts of money in cash that they anticipate to use.

However, visitors may convert their money back to their foreign currency subject to prevailing terms and conditions. This may include proof in the prescribed format that one changed money upon their arrival.

4. Online payments and telegraphic transfers remain acceptable forms of payment in Zimbabwe.

5. Visa fees where applicable are payable in foreign currency and may be paid in cash at any port of entry.

The Government of Zimbabwe has an e-visa system and intending travellers may apply and pay for their visas online.

6. Tipping is not a commercial transaction and hence visitors are at liberty to tip the way they want.

It becomes incumbent upon the recipient to ensure adherence to the foreign exchange regulations.-ZTA

Duke And Duchess Of Sussex To Tour Africa

Buckingham Palace has confirmed that the Duke and Duchess of Sussex will tour Africa later this year.

The couple will go to South Africa together and Harry will complete a tour of Angola and Malawi as well as a “working visit” to Botswana.

The dates have not yet been announced, but it’s my understanding it will take place in mid-September.

Harry and Meghan have also hinted that they plan to take baby Archie with them for part of the trip.

On the couple’s Instagram page, Sussex Royal, they wrote: “This will be their first official tour as a family!”

Archie will be only four months old at the time of the visit.

In a post to the people of the countries they will visit, Harry and Meghan said that they “are really looking forward to meeting so many of you on the ground and continuing to raise awareness of the high impact work local communities are doing across the Commonwealth and beyond”.

Few other details have been released, but the tour is expected to focus on landmines, Harry’s Aids charity Sentebale, endangered wildlife and girls’ education.

Botswana No Longer Accepting Forex

The Botswana Unified Revenue Service (BURS) has announced that with effect from the 1st of August 2019, it will no longer be accepting foreign currencies.

The Department said in a statement:

The public is informed that with effect from 1st August 2019 Botswana Unified Revenue Service (BURS) will no longer accept any foreign currency as payment.

This decision is made to curb high administrative costs incurred by BURS as the cost of converting foreign currency to Botswana Pula is increasingly becoming financially unsustainable.

For continued smooth service, BURS provides Point of Sale (PoS) facilities at all BURS offices and ports of entries.

Furthermore, there are operational bureau exchange services providers at all Botswana’s major ports of entry to facilitate foreign exchange services.

“Fuel Dealers Behind Fuel Shortages”: NOIC

By Own Correspondent- Some fuel dealers have been accused of causing artificial shortages of the product on the formal market by diverting large volumes of the commodity to the black market.

This was said by the National Oil Infrastructure Company (NOIC) chairman Daniel Mackenzie Ncube.

Mackenzie Ncube believes that there is a need to address the price distortions on the market as Zimbabwe’s fuel is considered to be the cheapest in the region.

He said:

There is a need to address the price distortions on the market which is being manipulated by players in the fuel industry to drive up their profit margins by pushing the fuel into the black market.

It is clear that the fuel we release into the market is not being sold on the forecourt at service stations, but rather on the black market.

On Sunday alone, from the Msasa depot, we had loaded 3,386 million litres of diesel and 1,957 million litres of petrol.

This is a combined 5,343 million litres and you would have expected the fuel situation to be stable, but that’s not the case.-Newsday

Harsh Abortion Laws Fuel Early Marriages

By A Correspondent- Zimbabwe’s current laws on the issue of abortion are considered too harsh on pregnant teenagers and as a result, they fuel early marriages.

This was said by the Public Prosecutor in the Attorney General’s office, Kudzai Chigwedere while speaking at the just ended National Termination of Pregnancy roundtable meeting that was hosted by Katswe Sisterhood and Right Here Right Now Zimbabwe (RHRN). She said:

We also have cases of child marriages, I am of the view that the act indirectly promotes child marriages in the sense that while we are saying a girl who is a victim of sexual intercourse cannot terminate a pregnancy, are we not then saying the girl should go stay with the person responsible for the pregnancy.

What happens is we manage or maybe we prosecute such cases and at times maybe we give a non-custodial sentence and the next time we try to follow-up we hear they are already staying together, why because there is this pregnancy and that connection will last for life.

The Termination of Pregnancy Act (ToP) of 1977 only permits abortion if the pregnancy poses a threat to the life of the unborn child or the mother or if the pregnancy is as a result of incest or rape.

The abortion can only be conducted at a designated institution, in this case, a public hospital.

The law further states that at least two medical practitioners must prove beyond a reasonable doubt that the pregnancy indeed warrants a termination.-HealthTimes

Prosecutor General Challenges Granting Of Bail For Byo Drug Lords

State Media|THE Prosecutor-General, Mr Kumbirai Hodzi, has approached the High Court challenging the granting of bail pending trial to two Bulawayo men allegedly running a drug cartel that sold dagga and other dangerous substances.

Arkinmon Sarishongwa (41) and Blessing Muchenje (27) were arrested during a raid at their residential flat in Bulawayo’s Central Business District leading to the recovery of mbanje, “broncho”, sex enhancing pills all worth more than RTGS$10 000 and varying amounts of money in both local and foreign currency.

The flat was targeted after residents living nearby complained that the area was being turned into a haven for crime. Police units including CID Drugs and the Canine Unit pounced on the flat and recovered substantial quantities of mbanje and other drugs.

Sarishongwa and Muchenje residing at Eaglesham Flat situated at the corner of Joshua Mqabuko Nkomo Street and 1st Avenue were last week released on RTGS$1 000 bail each by appeared Bulawayo magistrate, Mr Franklin Mkhwananzi. 

They are facing charges of illegal possession of dagga and unregistered medicines in violation of the Medicine and Allied Substances Control Act.

The PG filed an appeal against the granting of bail by a magistrate in terms of section 121 (1) (a) of the Criminal Procedure and Evidence Act, citing Sarishongwa and Muchenje as respondents.

He wants the High Court to revoke the respondents’ bail.

In his grounds of appeal, Mr Hodzi argued that the lower court erred in its findings that the quantity of the dagga was not a ground to deny respondents bail.

“The court a quo erred when it dismissed the strength of the State case against respondents as a ground to deny bail. The court a quo erred when it made a finding that a single conviction does not amount to propensity to commit similar offences,” argued Mr Hodzi.

“On the contrary, it is submitted that the quantity of dagga (10,4kg) is a very important factor in determining whether or not to grant bail. It is submitted that the granting of bail to accused persons found in possession of such a large quantity of dagga will undermine the public confidence in the criminal justice system.”

He said the magistrate failed to take into account the strength of the case for prosecution, arguing that the State case was strong, a factor which can induce the accused persons to abscond.

“The court a quo erred when it trivialised the first respondent’s previous conviction as not constituting a compelling reason to deny bail. It is clear that the first respondent (Sarishongwa) is not repentant at all since he has committed a similar offence when the period of suspension for the previous offence has not lapsed. The first respondent has a propensity to commit similar offences and as such is not a proper candidate for bail and prays that the respondents’ bail is revoked,” argued Mr Hodzi.

According to court papers, on June 11 this year, acting on a tip off, police went to Eaglesham Flat armed with a search warrant.

When police arrived at the flat, they knocked on the door and identified themselves before ordering the accused persons to open but they did not comply.

The police officers then force-opened the door and found Sarishongwa and Muchenje seated in a room where there was loose and prepared dagga in plastic bags.

Police also recovered US$801, Pula 3 820, R50 and RTGS$21 and the money was realised from drug dealings.

A further search led to the recovery of 58 bottles of Bron Cleer cough syrup, 61 bottles of Alcophyllex cough syrup, packets of Diazepam tablets and sex enhancing pills branded Sildenafil all valued at $1 312.

Flamboyant controversial businessman and socialite Wicknell Chivayo says he has had enough of constant harassment by people put in authority in the country.

In a Twitter post on Thursday morning a day after ZANU PF youth league accused him of being part of the corrupt people in the country, Chivayo called on people who have evidence of any corrupt dealings by him to report that to the police.

21 000 Unemployed Youths Arrested For Touting For Passengers

POLICE have arrested more than 21 000 people for touting for passengers countrywide since the beginning of the year, national police spokesperson Assistant Commissioner Paul Nyathi has said.

Asst Comm Nyathi said police are intensifying the campaign against touting to bring sanity on the roads.

“Since the beginning of this year we have arrested more than 21 000 touts who have appeared in court and some have since paid fines. The operation will continue until there is sanity on the roads,” he said.

Asst Comm Nyathi warned members of the public against clinging onto moving vehicles saying they were putting their lives and those of other motorists at risk.

He said there are reports of farmers who cling at the back of trucks after loading their tobacco bales.

“Let’s consider the safety of all the farmers before they start embarking on journeys. We have heard of some farmers getting injured afer falling from moving trucks,” he said.

Traffic Safety Council of Zimbabwe (TSCZ) Acting Director of Operations Mr Ernest Muchena described clinging onto a moving vehicle as suicidal.

“Section 58 of the road traffic Act makes it an offence to hold onto a vehicle that is moving .The danger is that when the vehicle stops without any warning, the individual may fall or can be hit by a vehicle following behind,” he said.

President Emmerson Mnangagwa belives the decision to ban the use of foreign currency in the country was the only solution to fix the country’s economy.

“It has always been clear that for our economy to truly take off, we need our own currency,” said Mnangagwa in a statement.

After announcing that the RTGS dollar, now called the Zimbabwean dollar, would be the only legal currency used in the country, investors and local business people are worried that the new currency change might severely affect their businesses.

“While the multi-currency regime helped stabilise the economy, it did not give us control of the monetary policy and left us at the mercy of U.S dollar pricing which has been a root cause of inflation,” he added.

If the government did not reverse the new policy, unions were threatening to strike as they did not believe that the government would be able to print their own money and be constant.

President of the Zimbabwe Congress of Trade Unions (ZCTU) Peter Mutasa said: “If the government does not reverse this ruinous policy immediately and announce U.S dollar salary payments, we will immediately mobilise workers for mass action.”

While other grocery and fast food stores were no longer accepting foreign currency from customers, most informal traders selling clothes, car parts and electronics were still taking foreign currency from customers.

One clothes seller, Thomas said: “If I stop taking U.S dollars, how am I going to replace my stock? I have not seen anyone who got U.S dollars from the bank in a long time.”

Eddie Cross Says He Met With Mthuli For 2 Hrs Day Before He Announced Zim Dollar Return But Did Not Tell Him About It.

Economist and former opposition MDC top official Eddie Cross says that he met Finance Minister Mthuli Ncube for two hours just a day before he unceremoniously announced the return of the Zimbabwean dollar and the Minister never at all hinted to him on the policy he announced few hours after their meeting.

Cross told South African Broadcasting Corporation in an interview that the announcement took him by complete surprise.

“I personally had a meeting with the minister (of finance) yesterday, in fact I met him for about two hours. Mthuli Ncube is a highly intelligent guy, and an outstanding economist with an international reputation. He knows what to do, but the problem is he doesn’t have any political constituency here so he’s very much at the mercy of the political structures within which he has to work for approval to do this or that. It seems to me the governor of the Reserve Bank has taken this measure a little bit out of context, and I think he would have to put that right. I would not be surprised if this measure is put on hold while we sort out the other issues which are involved at this moment in time.

The currency is changing value on a daily basis, some will say hourly basis. This has to be stopped. There’s no fundamental economic reason for this because our macro-economic fundamentals are now sound – we’ve a balance of payments surplus, we’ve a fiscal surplus. So this is real nonsense, this has been driven by speculation, and there’s no economic basis for that. So what we’ve to do is get the interbank market working properly. We’ve to put all our foreign exchange through the interbank market and make foreign exchange available at a market rate in our banks very quickly.

The reality on the ground is that a majority of the people are still using United States dollars. Frankly, there’s not enough paper currency in the country, our own currency, to really replace the United States dollar. Whatever we do, the market ultimately will be supreme and will make its own decisions. We’re foolish if we think we can buck the market.

If the rate stays at 17, 18 or even 20:1, we’re looking at 200 percent inflation within days. That simply has got to be stopped because incomes in Zimbabwe are not rising and people literally can’t afford to buy their basics and this simply has to be brought under control. If the government doesn’t do that, I fear for the stability of the state in every way.”

“It came as a complete bolt out of the blue, nobody was expecting this. For those of us who’re in the game, we think its premature. We think that a move like this shouldn’t have been taken outside the context of a wide range of other measures designed to stabilise the economy and the rate of exchange at this moment in time. This measure taken in what sees to be an awful hurry will simply add to our woes and maybe destabilise the country.

People are uncertain about what exactly is going to happen to the local currency. We have two forms of currency, an electronic currency which governs 90 percent of all transactions (RTGS) and then we have a local paper currency, the bond note, which is only available in $5 and $2 denominations. The problem with this situation is that a great deal of our trade is now done in hard currencies, for example there are some service stations that are only serving fuel in hard currency. They buy their fuel in hard currency, they sell their fuel in hard currency. Many firms I think tomorrow will be closed because they simply don’t know what basis in which to trade or price anything in their shops.

The other problem is that the RTGS dollar has been devaluing very rapidly in the last few weeks. Over the weekend it was reported to have reached 17:1 and when you think that the same currency last year was trading 1:1 or in the parallel market 3:1 against the US dollar, you will understand that has a dramatic impact on domestic pricing. Most people today can’t afford bread, they can’t afford the basics.
