Dr Mnangagwa Conferred With Second Doctorate

Own Correspondent|President Emmerson Mnangagwa has been conferred with an Honorary Doctor of Politics and International Relations (honoris causa) by the Great Zimbabwe University in recognition of his selflessness and sterling service to the nation.

The ZANU PF leader was installed as the Chancellor of the University, making him the head of the institution with full rights to preside over all graduations at the university.

He was installed by the university’s Vice Chancellor, Professor Rungano Zvobgo.

Speaking soon after the installation, President Mnangagwa said he is honoured to serve as the university’s second chancellor.

He urged the university to increase its visibility and impact towards Vision 2030 of making Zimbabwe a middle class economy.

President Mnangagwa said in the Second Republic, institutions of higher learning must not take pride in enrollment figures and good infrastructure but should strive to ensure the education they offer answers the needs of the economy.

The university was also called upon to contribute to the work of turning around Masvingo into a green belt using the Tokwe Mukosi dam.

Trevor Ncube Suggests Mutodi Is Behind Attacks On AMH Vendors

Correspondent|Alpha Media Holdings owner Trevor Ncube has seemingly implicated Deputy Minister of Information, Publicity and Broadcasting Services Energy Mutodi after newspapers vendors who were selling AMH titles, NewsDay and The Zimbabwe Independent were attacked by a group of men.

Ncube described the attack as well organised after the group was reportedly transported in two vehicles. Ncube then revealed that the editor of NewsDay, Wisdom Mdzungairi, was threatened by Mutodi after AMH increased the prices of its titles by 100 per cent this week.

Mutodi was not impressed by the decision and warned the group not to indulge in speculative behaviour saying that newspapers should remain pegged at $1 only.

Relating the alleged attack on the newspaper vendors, Ncube wrote:

“Approximately 8:30 am today, a group of young men transported in 2 cars attacked NewsDay Zimbabwe and Zimbabwe Independent vendors and burnt newspapers. This was well-organised operation. The culprits are at Harare Central police station.

“As this was happening Deputy Minister of Information, Energy Mutodi Energy Mutodi called NewsDay editor Wisdom Mdzungairi threatening that he would fight AMH if we didn’t adjust the cover price of our newspapers. This conduct is regrettable and must be strongly condemned.

“On Wednesday Energy Mutodi tweeted a veiled threat saying newspaper price increases would not happen under “our watch”. The question is – is it him who organised these young people to commit this crime? So far all indications point to this.”

Trevor Ncube continued: “Energy Mutodi’ s threat reminds me of Jonathan Moyo’s threat to the Daily News before their printing press was bombed. I refuse to think we are back to those dark days. I am aware of getting rid of Mugabeism in some people is a process, not an event.

“The 8 young men are currently at Harare Central police station having been caught by members of the public and our vendors. Vendors have made warned and cautioned statements. This type of behaviour has no place in a country we are trying to rebuild.”

Zanu PF Sympathisers Accuse Biti Of Attempting To Cause Unrest

 

Terrence Mawawa|Zanu PF sympathisers are in panic mode after being stunned by MDC Alliance deputy chairperson Tendai Biti’ s remarks on the shooting of a Harare resident two days ago.

The Zanu PF sympathisers claimed Biti’s attempt to whip up emotions against the Government hit a brick wall when “his lies were exposed by witnesses to the shooting incident, who dismissed his claims as shameless falsehoods.”

On Wednesday Biti tweeted: “The junta has shot down two people in
Harare’s CBD this morning. The blatant fascism of this murderous regime is totally unacceptable. Surely
the citizens can’t live in perpetual fear of State hooliganism.”

A Twitter user @mapfumon claimed Biti was offside and exaggerating things. “You are offside Biti. Was
there myself. It was some touts vs a civilian who was armed. Please we don’t want such extents of exaggeration and misinformation please,” said the user.

Another user @xandatoto responded: “This is grossly irresponsible. A national leader shamelessly
spreading falsehoods. Munasvoda.”
Adding to the criticism, @tpericson hit out at Mr Biti posting: “Remorselessly lying this ‘Tendai Biti’, I was there and a civilian shot another over a raw deal. No wonder our country is in a mess right now.
Focus on having people’s lives better not lying so that some day you assume power, such selfishness,
shame. Should it not be people first?”

“Zimbabweans should know that they changed a person; former President Mugabe and not the clientellistic, parasitic, patronage and prebendal system that oils the corruption and decomposition of Zimbabwe. Now, what used to happen under Mugabe happens under ED including violence etc,” said Dr Ruhanya.

“I dont understand why ZANU PF through Obert Mpofu thinks that @nelsonchamisa wants to join this failed and corrupt regime. The results of ZANU PF’s failed policies are there for everyone to see; the ECONOMIC CHAOS IS TESTAMENT. Who needs who between Wamba

Interview With Dismissed ZIMRA Board Chairperson

FINANCE minister Mthuli Ncube recently terminated the tenure of the Zimbabwe Revenue Authority (Zimra) board. The Zimbabwe Independent news editor Owen Gagare (OG) spoke to outgoing board chair Willia Bonyongwe (WB) about her tenure at the tax authority and the state of corporate governance at the organisation:

OG: Your board was in office from June 2015 to October 1, 2018. How would you describe the tenure?

WB: The Zimra board was appointed on June 19, 2015, and the tenure expired on June 18, 2018. However, the former minister of finance and economic development (Patrick) Chinamasa extended it by a period of six months in terms of paragraph 2 (2) of the Fifth Schedule to the Revenue Authority Act, which provides that, upon expiry of their term of office, board members shall continue to hold office until either they are re-appointed or a new board is appointed for a period not exceeding six months. The tenure was very hectic because prior to our appointment, Zimra had been without a board for almost two years and a lot of the corporate governance issues emanated from that vacuum. You will recall in May 2016, the then commissioner-general (Gershem Pasi) and about six executive managers were sent on leave, some were subsequently dismissed following disciplinary action. The commission-general and the head of ICT and Infrastructure chose to resign than go through disciplinary proceedings. We had to spend a lot of time on corporate governance issues. We had a board audit in that regard from the Institute of Directors of Zimbabwe and fared very well, the International Monetary Fund Tadat (Tax Administration Diagnostic Assessment Tool) auditors were also quite impressed with governance at Zimra. We also replaced the executives and management and restructured and replaced the ICT personnel. Despite the huge capital expenditure in Information and Communication Technology (ICT), Zimra operated a semi-manual system, unlike the banking and insurance sectors, which were fully automated. This led to genuine leakages and presented opportunities for corruption. Plugging the leakages and fighting corruption also took a great deal of our time.

OG: What was the major mandate of your board and how successful were you in implementing your objectives?

WB: As a board we had the general oversight responsibilities, that is, ensuring that the organisation is doing what it is supposed to do in terms of the Revenue Act. We were responsible for setting up a structure and systems of control to manage risk and achieve the goals of the organisation. We were supposed to ensure that the senior management was in place and were adhering to corporate governance best practices. You will recall when we were appointed, Zimra was struggling to meet its revenue targets and civil servants salaries were being staggered at some stage. So the minister said we needed to increase the tax base. We needed to accelerate the roll out of the ICT systems, in particular, complete fiscalisation and we needed to fight corruption because Zimra was not only perceived to be corrupt, but this was substantiated by surveys carried out by independent consultants for Zimra. We introduced a battery of revenue enhancing measures, which resulted in a steady rise in revenues and as we leave we were surpassing revenue targets consistently and in real terms. The measures increased the tax base by netting evaders and those not paying tax in full. However, compliance is still very low and Zimra is looking to upgrade its revenue systems and link it up with the relevant data bases to net in everybody. During our tenure we pioneered many things, including the Independent Hotline, as part of our anti-corruption fight. We introduced the Electronic Cargo Tracking System (ECTS) against serious resistance. We saved government millions of dollars in overpriced systems, among other things.

OG: What challenges did you face during your term of office? Please also comment on allegations that politicians were interfering with your work, as an example, exerting pressure on officials to allow goods to come into the country duty-free. The Zanu PF campaign vehicles and party regalia which were imported ahead of the July 30 elections quickly come to mind.

WB: The challenges were to do with resistance from management to do things differently, previous management withholding vital information from the board, and when we introduced the hotline and the ECTS, people within Zimra and outside Zimra had issues and hence there were allegations. Of course, this was not true because the funds were availed through the AfDB facility through an international tender won by a Tanzanian company. The board was never told of government officials exerting pressure to allow goods duty-free because this was an operational not policy issue and management would deal with it, but also because the policy is very clear. On the Zanu PF party regalia and campaign material, again this would be dealt with by management being an operational issue. However, the issue was raised just before elections at a Zimra workshop with parliamentarians and the Commissioner-General (Faith Mazani) indicated that proper importation procedures were followed.

OG: The Zimra board had asked for an extension but was instead dismissed by Finance minister Mthuli Ncube. Why do you believe an extension was necessary and do you think the government’s decision to fire the board was justified?

WB: I have already indicated that the board’s tenure had expired and it is unfortunate that someone talked about firing and governance problems in relation to the board. You cannot fire one with no tenure, our extension letters were very clear that we were going anytime. Unfortunately when the minister was meeting stakeholders, he did not meet the Zimra board to know who was offering himself or not, we do not know who advised him that we had asked for an extension. People need to generally be sensitive. These are people with professions and reputations built over years. Both the former minister (Chinamasa) and permanent secretary (Willard) Manungo know that this was a very demanding job and not everyone in the board was rooting for re-appointment. This is a storm in a tea cup — really nobody was fired and nobody to my knowledge asked for an extension. As for whether minister Ncube was justified or not to reappoint, big Yes, he is the appointing authority and can choose anyone to the Zimra board. He might retain some members for continuity or have a completely new team that is his prerogative, no question about that.

OG: What is your response to the allegation that during your tenure board members were enriching themselves through high sitting fees and allowances? Last year for example board members pocketed US$292 582 up from US$268 225 in 2016?

WB: I am not aware of anyone who was enriched during our tenure. I have explained before that there are 10 board members. That year was a unique year in that we had two forensic audits and the usual external audit by the Auditor-General and some ad hoc committees to spearhead fiscalisation and the ECTS, which meant the board met more than usual. I can assure you that we never met for sitting fees, infact, we had many more meetings for no fees than with fees. These are professionals who earn five times in an hour what the board gives them in a sitting. As for the level of fees, these were done in comparison with peer organisations and were all approved by the parent ministry. I actually remember reducing them when the then board secretary presented them before they went to the ministry.

OG: How true are the allegations that as chairperson you were domineering figure in the board and that you would make decisions unilaterally?

WB: That is an insult to my colleagues in the board who by the way do not share that view. There are professional people with varied skills and experiences which we used collectively as a board. All our decisions were decided in terms of the majority and there are some issues which I lost, but were carried. I know some people tried to divide the board to make it dysfunctional, but lost dismally. There are some who believe a woman should not be assertive, but I rose through the corporate ladder and learnt that there is no gender in the boardroom and I make no apology.

OG: There are some smuggling syndicates involved high-profile persons, the police, immigration and Zimra officials. How did your board try to stamp them out and with what success?

WB: These are what I called organised syndicates and they cost government billion dollars in forgone revenue. I would say they come from anywhere, not limited to those you put in your question. Automation is the answer, but it is still work in progress. The ECTS got a sizeable number of them although they were working with border officials to avoid sealing. When the electronic sealing was introduced, there was a 60% decline in transit fuel cargo, which gives you the level of transit fraud in that sector.

OG: You spoke several times about fighting corruption and ensuring transparency and yet Zimra is still associated with corruption. What bottlenecks did you face in fighting corruption?

WB: There are measures which were put in place to fight corruption, including strengthening the loss control function. In the previous executive, loss control was the centre of all corruption. Zimra is also reinvigorating its relationships with state agencies mandated to deal with corruption. There is need for the police, public prosecutors and magistrates to be capacitated by training in order to minimise the delays and acquittals that occur in cases referred for prosecution. The authority is also taking a leading role in the implementation of the Asset Forfeiture Act and has so far referred two cases where assets of the concerned employees are supposed to be forfeited to the state. Forfeiting the proceeds of crime is a great deterrent, it was very successful in India they call it disgorgement.

OG: Zimra was accused of delaying clarification of tax issues around a US$100 million commercial loan advanced by the British government, through the state-run Commonwealth Development Fund (CDC), to Zimbabwe’s private sector. What’s your comment on this? Is there a strategy on tax issues around this loan?

WB: That is a technical issue which management, the ministry and the Reserve Bank were looking into. What I can say is Zimra implements government policy; there is no way they can refuse to implement policy as an agent of government working to promote government objectives.

OG: During your term of office Zimra increased its revenue collection. Do you see it continuing in the long term?

WB: Yes there is no reason why they should not, especially given the current low compliance rate, the upside potential is huge. All the systems audits we carried out have diagnosed the problems and what is left is implementation. They need to strengthen the ICT systems. We were also very happy with the calibre of the commissioner-general, Ms (Faith) Mazani. She is a best fit for the post and we would be quite enthused if the revenues increase. Infact, we would be surprised if the revenue falls because we have build a very strong foundation.

OG: Although you command respect and are a professional in your own right — but because of our patriarchal society — some people still attach the marriage tag to professional women. What have been the challenges in your work at Zimra and other bodies in relation to this, since you are married to the country’s former intelligence boss?

WB: In general, professional women don’t get support from their spouses and this is a problem if you are rising on the corporate ladder and you get to come home late, to be away from home on business. So in the past you either chose career or marriage, but that is changing. Women can now have it all. Some male counterparts and bosses do not believe there is equality and there is a glass ceiling. Consequently, women have to work much harder than their male counterparts to be recognised. Fortunately we now have many role models in every field and that helps the young ones who come to us for mentoring. Now to why I said you have become the problem. I met my husband whilst I was at university and he was in the army and we had both just come back from the liberation struggle. He joined from St Augustine and I from Dadaya. He has supported my career steadfastly, and I am very grateful to him, but I have always been employed on merit and not on marriage. And I do not know why this keeps cropping up. Nobody cares about what this or that chairman’s wife does or who she is. This is 2018 and we do not expect it.

Whatsapp Admin In Trouble For Leaking Nudes

By Own Correspondent| A Mutare social media group administrator has landed himself in hot soup for allegedly circulating nude pictures of a fellow group member’s wife on several Whatsapp groups.

The suspect’s alleged actions were in contravention of the Censorship and Entertainment Act.

Brian Shongedzai Jambaya (25), of Dangamvura, Mutare was arrested and arraigned before Mutare magistrate Mr Tendai Murendo.

He was charged with contravening Section 13 (1) (a) as read with 1(a) 2(a) of the Censorship and Entertainment Act, Chapter 10:04 which criminalise the publishing of indecent or obscene pictures.

Jambaya pleaded not guilty to the charges. However, the trial suffered a false start when the complainant Madeline Muchazoreka failed to pitch up. This prompted the State led by Mr Fletcher Karombe to apply for a warrant of arrest for her.

Mr Murendo granted the application and Muchazoreka was subsequently arrested for defaulting and was arraigned before the court.

The warrant was then cancelled and the social media pornography case was then adjourned.

Mr Karombe told the court that Jambaya, on November 19 2017 circulated Madeline Muchazoreka’s nude pictures on Whatsapp group Guinness Book of Jokes, which he administers.

The complainant’s husband Lloyd Muchazoreka stumbled on the nude pictures on the group, in which he was a member and confronted his wife.

“The complainant then took Jambaya’s phone number, downloaded his profile picture and made a police report. On May 30, 2018, at Moto Moto in the CBD, of Mutare, Muchazoreka located Jambaya and effected a citizen’s arrest on him.

“She then took him to police where she had previously made a report,” said Mr Karombe.-Manica Post

Chamisa Never Demanded A Vice Presidency From Mnangagwa As Claimed By Senior MDC Sources

ZimEye would like to correct an earlier news release in which senior MDC sources made claims that party President Nelson Chamisa has demanded a Vice Presidency from ZANU PF leader, Emmerson Mnangagwa.

Chamisa has made it clear on numerous occasions that he has no other desire to fulfil “other than the position people voted for me( the presidency).”

This is the official position and any other insinuations can only be private expressions, and Chamisa has also told the Voice Of America,  “One thing for certain, no to GNU. No to the issue of repeating what they did to president (the late Morgan) Tsvangirai. This is a new ball game, this is a new direction. If we are to have any kind of engagement, it has to be an engagement on issues to save Zimbabwe.

“We have to put on the table five critical issues that have to be discussed. First one is the issue of legitimacy, the issue of the will of the people. It doesn’t make sense for people to go for an election, vote for a candidate of their choice only for that vote to be disregarded, discarded and ignored. We want the vote to count, we want the voice of the people to be respected. For that to happen we need to understand the contours of engagement, the terrain of engagement. Who does what, when and how?”

He said the Zimbabwe Defence Forces, which killed six people in Harare a day after the harmonized elections in July when some agitated people were angry over delays in releasing presidential election results, should be confined to the barracks in order to map the way forward for Zimbabwe.

“We do not want our soldiers, our military to be there dictating to the electorate who should be leading. Let not the gun guide politics. Politics must guide the gun.”

Zanu Pf Stalwart Suspended Over Unsanctioned Hotel Bill

By Own Correspondent| Zanu PF has suspended National Youth league Secretary for External Affairs Sibongile Sibanda over allegations of abuse of office.

Sibanda (35), from Bulawayo Province, is alleged to have accumulated hotel bills on activities that were not sanctioned by her party.

In a letter glimpsed by a local publication, Zanu-PF Secretary for Administration, Obert Mpofu said Sibanda has been suspended from conducting Zanu-PF business pending investigations into her alleged misconduct.

Part of the letter reads:

“This letter serves to inform you of your immediate suspension from all Zanu-PF activities pending the finalisation of investigations into your conduct. Accordingly, you are required to immediately surrender all Party properties in your possession to the appropriate departments. Further all unauthorised expenditure by you on hotel lodgings and other related activities will be in your personal account.”

In an interview with  a local paper (Thursday), Mpofu said Sibanda was set to appear before a disciplinary hearing but he did not disclose the exact reasons that led to her suspension.-StateMedia

ZANU PF Councillors In Trouble For Going To Bed With The MDC

The Zanu-PF provincial executive here has summoned four Chiredzi Town councillors for a disciplinary hearing for gross misconduct and disloyalty after they allegedly sold out to the MDC-Alliance by allowing the opposition party to land the council chairmanship despite the ruling party being the majority in council.

The councillors were last month given prohibition orders by the party provincial leadership pending their appearance before a disciplinary hearing after allowing the MDC Alliance’s Councillor Gibson Hwende to land the chairmanship in the sugar growing town council dominated by Zanu-PF.

Zanu-PF bagged four wards in the town during the July 30 polls, while the MDC Alliance got three, with one seat going to an independent candidate.

Clr Hwende was duly elected Chiredzi Town chair after garnering five votes, while Zanu-PF’s candidate Clr Blessing Mazinyane managed two votes, with the remaining vote going to an independent candidate.

The development courted the ire of the party leadership in the province which accused some of its councillors of going to bed with the opposition by voting for Clr Hwende ahead of Clr Mazinyane.

Zanu-PF Masvingo provincial vice chair Ailess Baloyi said the councillors Liberty Macharaga, Obert Ngwenya, Josphat Nzombe and Mazinyane had been summoned for a hearing this week.

In a letter to the four councillors, Baloyi said they will appear before a provincial disciplinary committee today.

“Prohibition order has been issued on you for the following charges: (1) In terms of Chapter 1, Article 3, Section 21, Subsection (1,2,3,4 and 5) of the Zanu-PF Party constitution in that you failed to perform duties required of a member,” reads the letter.

“Contrary to this Article, you disrespected the provincial leadership and the party at large by working in cahoots with members of the opposition MDC Alliance and some of our party renegades culminating in bringing the party into disrepute and ridicule,” continued the letter.

Baloyi said the councillors acted in violation of the party’s constitution by supporting Clr Hwende.

“In terms of Article 28, Section 262 (b) and (c) on general provisions of the party constitution, you failed to obey a lawful order as required of a member,” he said. “You are, in this case charged with gross misconduct and disloyalty.”

Zanu-PF last month warned that the party was going to follow internal party processes to deal with errant Chiredzi Town councillors for going to bed with the opposition.

Former ZRP Officer Nabbed For Fraud

By Own Correspondent| A former Zimbabwe Republic Police officer, Claudius Muzvimba (35) formerly of Avondale Police Station was convicted of 104 counts of fraud by Harare Magistrate Francis Mapfumo.

Muzvimba who was found in possession of fake traffic offence fines receipt books (Z69J) claimed that he had been given the books by his superiors for use in receipting traffic fines at roadblocks.

However, magistrate Mapfumo dismissed his claim saying:

“There is no way the money which was collected using fake books was handed over to the administration.

The receipt books were printed somewhere with criminal intention to swindle the motorists and government…The fake books were used concurrently with the original receipt books and the whole purpose of printing the Z69J was to make sure the money will not be remitted to the government.”

Muzvimba who was arrested after the police audited his books will be sentenced today.-Newsday

Musician’s Wife Commits Suicide Due To His High Infidelity

Correspondent|UPCOMING popular Mutare youthful musician Lionel “Caff” Matanda is facing the darkest moment in his life after his wife – Oreen Sheila Phiri – hanged herself from a roof truss at the couple’s Dangamvura Area 3 residence following an outburst over infidelity.

The incident which happened on Sunday morning shocked the showbiz fraternity, residents and relatives who failed to swallow the death of Phiri aka Ciara.

Caff is famed for hits like ”Perfect to Me” and ”Ndiwe”.

The deceased Phiri, who was an upcoming musician, was on the verge of releasing several videos shot by Big Joker Records. The couple has a five-month old son named Zane.

When media visited Caff’s residence at House Number 44 a few hours after the incident, baffled residents jostled to catch a glimpse of Phiri’s lifeless body.

The 19-year old, through a suicidal letter she allegedly wrote revealed that her soul will not rest until her five-month old baby is ”happy”.

She said she took her life because she had realised that Caff was having an extra marital affair.

Reads part of the letter: “Lionel just like I said before . . . I am sorry wandiwana ndisiri mhandara . . . I’m sorry I found out kuti you are dating someone else now if you wanna know why I did this it’s becoz handisisna mufaro nevanhu vekwaka Suza you have finally showed me by calling me names. Now I’m asking you kuti mhamha vangu vazotore mwana, that’s the only place where our son could be happy and I’m not going to rest until Zane is happy. I will always love you.”

Caff denied ever engaging in extra marital affairs. He alleged that his late wife had suicidal tendencies and once attempted to commit suicide three months ago.

The dreadlocked musician said he untied his wife from the roof trusses just after she had hanged herself.

“It’s sad my brother but I never cheated on her,” said the distraught Caff.

“She had just finished breastfeeding and she asked me to hold the baby. I was shocked to see her body hanging on the roof truss in another room a few minutes later. She was suspecting me of having an extra marital, something which is not true.

”Yes, I untied her thinking that she was still alive. I did not see this coming. I realised she was dead and there was nothing I could do. She had suicidal tendencies and at one time she once consumed some pills accusing me of having extra marital affairs.

”But I would always tell her to verify before accusing me. It’s sad it had to end this way,” he added.

Manicaland provincial police spokesperson, Inspector Tavhiringwa Kakohwa said detectives were investigating the case.

“On October 7, around 11am, Matanda had a misunderstanding with the deceased over infidelity issues.

” She went to the bedroom and after an hour, Matanda saw Phiri’s lifeless body hanging from a roof truss. He reported the matter to police. Investigations are in progress,” said.

Pay Attention to EU Observer Mission Recommendations, Govt Urged

Jane Mlambo| Think tank and advocacy institution on elections and democracy, the Election Resource Centre (ERC) has called upon government to pay attention to the issues rais3ed by the European Union Observation Mission, insisting that the new administration must “change attitude on electoral reforms.”

The EU Observation team yesterday presented its final report on the 2018 election highlighting a plethora of electoral irregularities which could have been avoided if the government had paid attention to the statements of the local Civil Society Organisations (CSOs).

Tawanda Chimhini, the ERC executive director, said its high time government changes its behavior on reforms.

“Now that the same things that we as ERC and others have said before have now been repeated by credible election groups who watched the 2018 elections at the invitation of Zimbabwean authorities, it is expected that the new administration’s attitude towards electoral reforms must change,” Chimhini said.

Chimhini bemoaned lack of political will to implement reforms by authorities.

“Sadly attempts to compel election authorities to adopt the necessary changes to improve elections in the past have fallen on deaf ears and have largely been ignored,” the ERC boss said.

The ERC executive director said authorities must walk the talk than just promising.
“The review done on the election by the EU suggests that going forward, it is no longer enough to base re-engagement efforts on mere rhetoric alone. It is no longer enough to just talk without acting,” he said.

President Emmerson Mnangagwa had promised the nation and the world that Zimbabwe would have free, fair and credible elections on July 30 a test that he failed.
Chimhini said Zimbabwe must be prepared to move away from the current method of running elections for it to be accepted and appreciated internationally.

“This therefore suggests that re-engagement efforts at the international level must be accompanied by substantive changes in our democratic culture at a domestic level which is exhibited and not just said,” Chimhini said.

Chimhini said any re-engagement efforts that are devoid of addressing the electoral inadequacies which are now obvious to all “will be nothing but hot air”.

Obadiah Moyo A Complete Fake, More Details Emerge.

HEALTH minister Obadiah Moyo is neither a qualified medical doctor nor a fellow of various international elite societies as stated on his curriculum vitae posted by Chitungwiza Central Hospital (CCH), where he served as chief executive before being appointed into Cabinet, investigations by the Zimbabwe Independent have revealed.

The investigations showed that Moyo is an academic and medical impostor, who is not a registered practitioner with the Medical Dental Practitioners Council of Zimbabwe (MDPCZ).

It also emerged this week that President Emmerson Mnangagwa ignored his advisers who disapproved the appointment of Moyo as Health minister due to his questionable medical qualifications.

Mnangagwa had asked for due diligence checks to establish Moyo’s suitability for the appointment, among other potential cabinet appointees.

On his CV posted on the CCH website, Moyo claims to be a “visionary leader with a proven track-record in the fields of medicine and executive management”.

He says he attained a Doctor of Medicine Degree (MD) in the West Indies, a region of the North Atlantic Ocean in the Caribbean, without specifying the country, university and year of study as is the norm.

Moyo did not respond to questions from the Independent, but investigations established there is no such qualification as MD throughout the Anglophone Caribbean region. Medical experts said in most Anglo-Saxon countries, practising medical doctors attain a Bachelor of Medicine and Dental Surgeries degree (MBChB) from a recognised university, as is also the case locally.

Elsewhere, the general qualification is known as MBBS, an abbreviation for Medicinae Baccalaureus, Baccalaureus Chirurgiae, or Bachelor of Medicine, Bachelor of Surgery in English.

Contrary to claims on the CV that he was a medical practitioner with a proven track-record, Moyo never practiced as a medical doctor in Zimbabwe.

The Health Professions Act requires practitioners to register with MDPCZ. Moyo’s name does not appear on the list of the 3 624 registered medical practitioners in the country.

MDPCZ officials, who confirmed the list to the Zimbabwe Independent, explained the stringent registration process.
“You need to be trained for seven years at the University of Zimbabwe (UZ) and thereafter work as an intern for two years. You will then be deployed as a government district medical officer for at least a year before you are eligible to get into private practice. All this while, you will be working under strict supervision and you can only proceed on strong recommendations,” an official said.

“If you received your training in the Sadc region, the council verifies your qualifications before allowing you to register without additional restrictions. If you are registered outside Sadc, you need to work for between six and 12 months under supervision before you are allowed to practice. You will then be granted an MDPCZ certificate, which is renewable annually. You cannot just walk in here claiming to be a doctor, it does not work that way.”

On his resume, Moyo claims to be a registered renal specialist and chemical pathologist, notwithstanding the fact that he is not on the MDPCZ register as it appears on its website: http://www.mdpcz.co.zw/mdpcz.

Moyo also claims to be a holder of a Master of Philosophy degree in medicine (MPhil Med) from the UZ, again without stating which year he graduated.

The university this week declined to shed light on Moyo’s academic credentials.

“The University of Zimbabwe regrets to advise that with all due respect, not all institutions and/or individuals can have access to confidential information about the institution’s clients, including students, staff and alumni with the exception of the clients themselves, current or potential employers and/or a government accredited investigating authority.

“Alternatively, such confidential information can be passed to a third party, if and when such a party, has expressly authorised the University to do so,” UZ Information and Public Relations director Daniel Chihombori told the Independent in responses to written inquiries this week.

The Independent investigation corroborates a cable dated November 2008 released by whistle-blower, WikiLeaks in which former US Ambassador to Zimbabwe James McGee, in correspondence to Washington, wrote: “Moyo’s business card indicates he has both a PhD and a medical degree. After our initial meeting, we learned that he earned neither.

Rather, he was Sally Mugabe’s dialysis technician at Parirenyatwa throughout her long struggle with a kidney disease. After Sally’s death, Mr Moyo suddenly became Dr Moyo, and in 2004 he became CEO of Chitungwiza Hospital.”

Elite international medical societies to which Moyo claims to be a fellow dismissed his claim.

International Society in Nephrology (ISN), United Kingdom (UK) programme coordinator Marie-Pierre Smal, confirmed that Moyo was not a fellow of the prestigious medical club contrary to his claims.

He only joined the prestigious society in 2015 as an ordinary member. Fellowship to the society requires one to be a distinguished medical specialist.

“I confirm that Dr Obadiah Moyo is a member of the International Society of Nephrology since January 1, 2015. However he is not an ISN fellow and has never accomplished an ISN fellowship training with an ISN sponsored grant. Nephrology is a small world and medical achievements are very much based on peer review, networking and word of mouth,” Marie-Pierre Smal said.

“If the sector realises someone is claiming education he did not get, this would be very bad press for the person.”

Other clubs such as the Royal College of Pathologists (FRCPath), (UK), Royal Society of Public Health (FRSPH) (UK) and the Royal Society of Biology (FRSB) (UK) said they could only comment with Moyo’s consent.

Medical sources said Mnangagwa however “did the exact opposite” of what his advisors had recommended when he appointed Moyo. “There were consultations with relevant stakeholders in the medical field. The idea was to assess if they were comfortable having someone who was not a medical doctor as their minister. They were also asked to suggest names of people they thought would be suitable for the appointment,” a source said.

“They were comfortable working with someone not a medical doctor as long as that person was not Obadiah Moyo. But the problem with Moyo is that he is an imposter. So industry was unanimous that Moyo was not a suitable character to safeguard and maintain the integrity of the health and medical profession.”

According to the sources, several other individuals including the ministry’s permanent secretary Gerald Gwinji, were shortlisted for the post.

Other candidates who were suggested include one army chief identified as major-general Celestino Bhasera and former Health minister Henry Madzorera, who was out rightly disqualified for his links to the opposition party, MDC.

Sources further said after Mnangagwa realised that Moyo’s appointment had torched a storm, he roped in Chikomba West legislator John Mangwiro, who is a respected medical doctor to deputise Moyo in order to “sanitise the ministry.”

Apartheid Heavyweight Pik Botha Dies

Apartheid-era foreign affairs minister Pik Botha has died in his Pretoria home at the age of 86, his family confirmed on Friday morning.

His son, Piet Botha, who is in the band Jack Hammer, confirmed to News24 that his father died peacefully in his sleep in the early hours of the morning.

“His wife Ina was with him until the end,” he said.

“He was very sick during the last three weeks and his body just couldn’t take it anymore.”

Piet Botha added that he would always remember his father for having the ability to immediately sort out issues if there was any trouble, and that he will miss him dearly.

Botha was admitted to a Pretoria hospital in late September.

Roelof “Pik” Botha was the world’s longest-serving foreign minister. He was born in April 1932, and according to SA History Online the law graduate started in the foreign affairs department in 1953.

In April 1977, he was appointed Minister of Foreign Affairs and represented the constituency of Westdene in Johannesburg. Botha was appointed minister of mineral of energy affairs in 1994 and resigned from that post in May 1996.

Botha famously changed allegiance from the National Party to the African National Congress in 2000.

ZCTU Leaders To Spent Night In Custody

TWENTY-SEVEN leaders and members of Zimbabwe Congress of Trade Union (ZCTU) will spent the night in police custody after they were arrested by Zimbabwe Republic Police (ZRP) officers on Thursday 11 October 2018 and charged with disorderly conduct and committing public violence.

In Harare, ZRP officers charged seven ZCTU leaders with disorderly conduct in a public place as defined in section 41 of the Criminal Law (Codification and Reform) Act. The seven leaders, who are represented by Kossam Ncube, Tinomuda Shoko and Gift Mtisi of Zimbabwe Lawyers for Human Rights (ZLHR) include ZCTU President Peter Mutasa, Secretary-General Japhet Moyo, Benice Maluleke, Priscilla Jonhi, Simon Mutasa and two leaders only identified as Chinovamari and Marmish.

In Mutare, 20 ZCTU leaders and members, who are represented by Natsai Nyamwanza and Passmore Nyakureba of ZLHR, will spent the night in police custody after they were arrested and charged with participating in a gathering with intent to promote public violence, breaches of the peace or bigotry in contravention of section 37(1)(a) of the Criminal Law (Codification and Reform) Act. The 20 ZCTU leaders and members include Tenson Muchefa, Barbra Chivinge, Deliwe Munyongwa, Laina Sharare, Superior Boka, Stevene Chandakabata, Beatrice Kwendepi, Giles Maoneke, Justin Muonda, Arshford Mariga, Dickson Chaeruka, Elias Matanda, Jackson Mtisi, Portia Sibanda, Adam Nhamo, Regis Duri, Isaac Kapeni, Edison Nyambanje, Allen Chakabuda and Christine Mukolosa.

In Masvingo, 12 ZCTU leaders and members, who were represented by Collen Maboke of ZLHR, were released after spending several hours in police detention. ZRP officers indicated that they would proceed by way of summons if they intend to prosecute the labour union members.

The 12 include Elliot Meso, Agnes Hlanga, Kevin Mawoyo, Gilbert Sibanda, Tasara Dunia, Richard Munyenye, Davison Madzivire, Tamutswa Chikonyora, Peggie Rukawu, Stephen Madoyi, Chrispen Matipedza and Maxwell Madhunha.

In Harare, ZLHR lawyers Lizwe Jamela, Obey Shava and Noble Chinhanu rescued 26 ZCTU staff and union members, who since morning had been illegally detained at their Gorlon House offices by ZRP officers after the arrest of the labour union’s leaders in a pre-emptive strike to thwart an anti-government protest organised to protest against government’s disastrous economic policies.

Meanwhile, Harare Magistrate Lanzini Ncube on Thursday 11 October 2018 dismissed an application filed by Chinhanu seeking to overturn the ZRP ban of ZCTU’s anti-government protest. In dismissing the ZCTU application, Ncube cited the current cholera outbreak and stated that the labour union’s protest could turn violent as there is discontentment among citizens over the current economic situation.

Biti Seeks Release Of Passport To Seek Medical Treatment

Jane Mlambo| High Court will on Friday 12 October 2018 hear an appeal filed by Tendai Biti, the Movement for Democratic Change-Alliance Vice-Chairperson challenging Harare Magistrate Francis Mapfumo’s refusal to temporarily release his passport to allow him to travel to South Africa to receive specialised medical treatment.

Biti petitioned the High Court after Magistrate Mapfumo on Thursday 27 September 2018 dismissed his application for alteration of his bail conditions which entailed releasing his passport to receive specialised medical treatment which is unavailable in Zimbabwe.

In his application filed by Jeremiah Bamu of Zimbabwe Lawyers for Human Rights, Biti argued that the interests of justice will not be prejudiced if the court grants his application for the release of his passport.

The opposition political party leader wants the High Court to order the release of his passport so that he travels to South Africa for medical treatment from the date the travel document is released to him until Tuesday 23 October 2018, when he will surrender it back to the Clerk of Court at Harare Magistrates Court until his matter is finalised.

Biti is currently appearing in court after he was arrested in August and charged with contravening section 66(A)(1) of the Electoral Act for allegedly announcing the 30 July 2018 harmonised elections Presidential results unofficially and for committing public violence
as defined in section 36 of the Criminal Law (Codification and Reform) Act.

Budiriro And Glen View Record 40 New Cholera Cases

By Own Correspondent| Director in the Health ministry’s Epidemiology and Disease Control department Dr Portia Manangazira said as of Tuesday, 40 new cases of Cholera had been reported in Glen View and Budiriro, Harare.

She said two other suspected cases were reported in Chitungwiza.

Dr Manangazira however noted that there was low turn up for Cholera vaccination in Glen View and Budiriro.

Glen View and Budiriro are the epicentre of the cholera outbreak that has claimed 49 lives mainly in Harare.

Said Dr Manangazira:

“We expect vaccination to be effective from seven to 14 days, but what has been happening in Budiriro and Glen View is that even the turn up for vaccination was lower than other suburbs. We hope that residents will take heed of our call to get vaccinated.”-StateMedia

Jane Mlambo| ZANU PF leader, Emmerson Mnangagwa is in agreement with the European Union position that death penalty is an affront to human dignity and constitutes cruel, inhuman and is contrary to right to life.

Responding to the EU embassy in Zimbabwe on Twitter, Mnangagwa posted in agreement to the fact that death penalty makes judicial errors irreversible.

Mnangagwa is believed to have survived death penalty during the liberation struggle because of his age.

Female ZANU PF Youth League Leader Sleeps In Hotels And Bills ZANU PF

ZANU-PF has suspended National Youth league Secretary for External Affairs Sibongile Sibanda over allegations of abuse of office.

Sibanda (35), from Bulawayo Province, is alleged to have accumulated hotel bills on activities that were not sanctioned by the party.

In a letter, Zanu-PF Secretary for Administration, Obert Mpofu, said Sibanda had been suspended from conducting party business pending investigations into her alleged misconduct.

“This letter serves to inform you of your immediate suspension from all Zanu-PF activities pending the finalisation of investigations into your conduct. Accordingly, you are required to immediately surrender all Party properties in your possession to the appropriate departments. Further all unauthorised expenditure by you on hotel lodgings and other related activities will be in your personal account,” said Dr Mpofu in the letter.

He said failure to comply with the above will leave Zanu-PF with no option but to take disciplinary action.

In an interview yesterday, Mpofu said Sibanda was set to appear before a disciplinary hearing but declined to disclose the exact issues that led to her suspension.

“She has to be hauled before a disciplinary hearing for misdemeanors that she was involved in as a senior youth at national level.

I know the accusations, but I cannot divulge them. I cannot dismiss some the allegations but the matter is a grave one and the party has started taking appropriate disciplinary action” said Dr Mpofu.

Sibanda was a proportional representation candidate for Nketa constituency in the July 30 polls.

Cheeky Drunkard Drags Police Officer By His Balls, Gets 90 Days

A 23-YEAR-OLD Bulawayo man has been arraigned for grabbing and pulling a police officer’s private parts after the officer reproached him for making noise in a bar.

Chrispen Mutenda (23) of Western Commonage Police Station grabbed and pulled the private parts of Marvellous Sibanda (36), who is a police officer at the station, following a heated argument.

The court heard that the two were drinking beer at Western Commonage canteen and Mutenda was speaking loudly.

This did not go down well with Sibanda who reproached him for his actions.

Mutenda stays with his brother who is also a police officer at the same station, the court heard.

He was convicted on his own plea of guilty to assault by Western Commonage magistrate Mr Lungile Ncube. “I didn’t do it intentionally. It was a mistake. I was drunk and I didn’t even realise what I had done,” said Mutenda.

Mr Ncube fined him $100 or 90 days in prison.

Musona And Nakamba In Belgian Clubs Match Fixing Scandals

THE Warriors’ duo of Knowledge Musona and Marvelous Nakamba’s Belgian sides Anderlecht and Cercle Brugge have been raided by law enforcement agents over allegations of match fixing and private corruption.

According to media reports, a massive corruption scandal has engulfed Belgian football as authorities carried out dozens of police raids in the country and around Europe in a vast probe into financial fraud and match-fixing.

A total of 44 police searches took place in Belgium on Wednesday and 13 more in France, Luxembourg, Cyprus, Montenegro, Serbia and Macedonia, according to the Belgian federal prosecutor’s office.

Reports by mainstream global media houses quoted a statement from the Belgian prosecutor saying a year-long probe into football showed evidence of “suspect financial operations” by sports agents and indications “of possible influencing of games” over the last season.

The judicial investigation concerns “criminal organisation, money laundering and private corruption,” the statement added.

Belgium’s “Big Three” clubs Anderlecht of Brussels, Standard Liege and Brugge, all confirmed their premises had been searched.

Anderlecht said they were “fully co-operating” with authorities.

Reigning champions Brugge, who play in the Champions League, said their Croatian coach Ivan Leko was also taken in for questioning.

Mogi Bayatein, a well-known agent in Belgium, and a former Anderlecht manager, was also interviewed.

In a tweet on Wednesday, Belgium’s Justice Minister Koen Geens said: “Match-fixing undermines the integrity of sports. The Justice Department is working for a fair sport.”

According to a report by Aljazeera, some agents were suspected of hiding commissions on transfers, players’ pay and other payments from the Belgian authorities, the prosecutors said.

“It was during the investigation, the prosecutor’s office said, that indications appeared there may have been match-fixing during the 2017-18 season. Along with searches at “various football clubs”, the prosecutor’s office said club committee members, agents, referees, a former lawyer, an accountancy bureau, coaches, journalists and possible accomplices were also under investigation.

The raids, which involved 184 police officials, took place in just about every region in Belgium.

Musona joined Anderlecht in May this year from another Belgian side Oostende, while Nakamba signed for the Jupiler League champions in June last year from Vitesse Arnhem of Netherlands.

S.A. Says It Is Available To Help Battling Zimbabweans, All They Need To Do Is To Ask.

South Africa is always willing and ready to assist Zimbabwe at any time that the authorities request assistance, International Relations and Cooperation Minister Lindiwe Sisulu said on Thursday.

“Insofar as Zimbabwe is concerned, we stand very ready at all times to assist the people of Zimbabwe. We have had a very long standing relationship with the people of Zimbabwe from the time we were in the struggle,” said Sisulu.

“At any time they need our assistance, they are able to request our assistance.”

Sisulu, however, said Pretoria cannot play big brother to Harare, and waits for the neighbouring country bedevilled with massive economic challenges, cash shortages and food scarcity to ask for the specific aid.

Fuel shortages have intensified across Zimbabwe as long queues formed at service stations that selling the commodity amid widespread panic-buying of basic goods blamed on government’s new austerity measures.

On Thursday, human rights lawyers in Zimbabwe said police arrested dozens of trade union activists ahead of a planned protest in Harare as tensions simmer over the economic downturn — the worst in a decade according to analysts.

Zimbabwe Lawyers for Human Rights said police arrested members of Zimbabwe Congress of Trade Unions (ZCTU) — the country’s largest trade union.

Zimbabwe has been battling a cholera outbreak blamed on damaged water pipes, and broken sewerage systems have been in urgent need of repair for more then a decade.

Several shops in Harare have put up “closure signs” on their doors as the cash crunch deepens, signalling a worsening of the economic crisis epitomised by the return of fuel shortages last seen eight years ago.

Earlier this week, clothing store Edgars, eatery Teta, fast food outlets KFC and St Elmos Zimbabwe, as well as Corky’s Pub and Grill, all warned customers they were shutting up shop.

By Paul Nyathi|The Harare parallel market exchange rates on Thursday afternoon took a shock turn as the United State Dollar exchange rate tumbled from $650 to $250 Bond Notes for US$100.

Currency dealers who spoke to ZimEye.com indicated that the rate which they claim is determined by the Reserve Bank of Zimbabwe had hit a shock $650 Bond Notes for US$100 by mid morning Thursday only for it to tumble by more than half later in the day when they tried to deliver the green buck to the Reserve Bank.

The dealers claimed that the fall may be temporary as the RBZ has reduced its demands for the US Dollars after sourcing enough currency to bring in fuel and wheat demands that had threatened to collapse the economy.

The Currenecy dealers on the streets of Harare were in a hurry to offload the cash as it became apparent that shortages of basic commodities were not going to persist. The rates are expected to continue falling into the weekend, and might begin gaining towards the end of the month, the dealers say.

$3 Million Vehicle Buyer In Court For Fraud

Own Correspondent|A registrar at the deeds office yesterday testified at the Harare Magistrate’s court in a fraud matter that implicates prominent businessman Frank Buyanga.

Allegations are that sometime in August 2009, one Steven Nyoka entered a loan agreement of $19,000 with Buyanga’s company, Orton Drift and was made to sign off his house which was valued at $130,000 at that time.

He allegedly tendered his tittle deeds as security for the loan and after a few months, he was met by aggrieved clients at Buyanga’s office as he was settling his debt.

He was advised that the deal he had made was shady and upon enquiry at the deeds office, he was told that his house was registered under Buyanga’s company.

The registrar, Ellen Mawere told the court that the transfer of the deeds from Buyanga’s company to another company that he owns as well had been stopped.

She told the court that all transfers involving Buyanga had been halted by order from the Attorney General’s office.

“The deeds that were tendered for transferring the said property were rejected as no properties involving Buyanga were supposed to be transferred as he had pending issues with the courts.”

However, through her testimony it was established that the deeds had already been transferred from Nyoka as he had surrendered his deeds.

The accused person in this matter is Bishop Jeche, a property manager at East Rivet Investments Pvt Ltd.

He is being charged with perjury, money laundering and fraud over the case.

Buyanga has however, not been brought to court over the case with the papers citing Jeche as the accused together with an unnamed accomplice who is said to be still at large.

Through his lawyer Admire Rubaya, Jeche said he was not involved in any transaction or arrangement with the complainant.

He denied the charges and has since written to the prosecutor general saying it is Buyanga who should be before the court.

Chamisa Lays Out Conditions For A Coalition With Mnangagwa

Correspondent|MDC Alliance President Nelson Chamisa has said that he will consider working with the ZANU PF governemnt only if he is made the third Vice President of the country and his party given the ministries of finance, home affairs, local government & three other ministries.

The party rubbished state media reports that Chamisa was instead demanding for a Prime Minister position.

In a media interview the MDC-T spokesperson Tabitha Khumalo said reports in the state owned newspaper were merely a tactic by the ruling Zanu PF party.

“The sad part about the politics of Zimbabwe is that for some unknown reason, they think that negotiations are done in public.

“We do not rely on newspapers and the Zanu PF leader (President Emmerson Mnangagwa) knows our channels of communication.”

Khumalo said her party leader has never engaged anyone for negotiations. She also said the announcement of the creation of a parliamentary position for the leader of the opposition held no interest for MDC Alliance.

“Zanu PF has no right to downgrade our president to a legislature and over and above that we won this election, so as far as we are concerned it is a non-event,” she said.

She also criticised Mnangagwa for making the announcement of the leader of the opposition position without direct dialogue with Chamisa.

“That is poor management of his (Mnangagwa’s) affairs because honestly if that is what he wanted, you need to negotiate with the president before you make a decision, we were never consulted,” she said.

Khumalo said the current economic climate reflected illegitimacy of the 2018 harmonised elections.

“When a country goes to an election the results are going to be confirmed by the service and delivery of goods and services within the country.

So I am sure you are aware that when Mnangagwa came in everything went sliding, the bond note has gone haywire, as I am speaking today US$100 equals to 300 bond notes and we have horrible fuel queues,” she said.

Senior government sources said Mnangagwa has, however, declined to grant Chamisa’s demands saying he won the elections and if the opposition is not co-operating then Zanu PF can go it alone.

“Mnangagwa will not hand over powerful cabinet posts to the opposition. He won the elections and has more than two thirds majority in parliament so Zanu PF can still soldier on alone,” said the source.

Minister Says Zimbabwe Has Enough Fuel But Facebook, Twitter, WhatsApp Are Making It Disappear

The Minister of Energy and Power Development, Joram Gumbo, has once again accused social media websites, Twitter, Facebook, and WhatsApp for causing fuel shortages.

Gumbo told the state media at the Zimbabwe International Exhibition Centre in Bulawayo, that Zimbabwe has enough fuel.

He began by saying, “we have enough fuel stocks at Msasa and Mabvuku in Harare.”

He continued:”the RBZ are doing their best to release forex to oil companies for them to access that fuel. The fuel that I’m saying is at Msasa is enough for the country but it is bonded. It’s brought in by international companies into the country so that our own companies and those that trade within Zimbabwe can access it after paying for it using foreign currency.

That is where the snag is,” he said.

Gumbo said the country only needs 2,5 million litres of diesel and 1, 5 million litres of petrol per day .

“As I speak now we have enough fuel stocks to last us well into the coming months and also there is pumping still going on between Harare and Beira so definitely there is no need to panic as far as the product is concerned. People must be patient enough to allow the periodic releases of forex which are being done by the RBZ so that we can cover this gap that has been created,” he said.

Gumbo said panic buying and hoarding by some fuel companies was creating the crisis being experienced countrywide.

“From my own point of view, the fuel is there but there is a lot of panic buying which has already been fuelled by social media and also by the hoarding that is taking place by some of our companies.

“Some of the oil companies are holding onto the fuel for speculative purposes in the hope that the prices will go up and they can then sell and make a profit which is very unfair but the fuel stocks in the country are adequate”, he said.

“What has also happened is that some oil companies are now restricting fuel to their customers whom they would have pre-sold coupons particularly for companies that sell coupons. That is also causing discord in the provision of fuel in the country”.

Dr Gumbo appealed to fuel companies to release fuel to the market.

“They cause a lot of panic. When there is that kind of restriction, people tend to believe that there are no stocks of fuel in the country. Yes, we could have been having problems of accessing it through forex as required but Government is doing the best it can to make sure it provides the forex that is required for fuel,” he said.

by Thembani Dube, 1893 MHRRM’s Secretary for Information and Publicity| The 1893 Mthwakazi (Matebeleland) Human Rights Restoration Movement (1893 MHRRM)  hereby confirms that Moses Mzila Ndlovu, a strong, principled and fierce advocate for Truth, Justice and Reparations for the Matebele “Gukurahundi” Genocide will be attending, as a Guest Speaker, the 1st Matebeleland “Gukurahundi Genocide Conference in the United Kingdom.

Mr Ndlovu is a former Movement for Democratic Change legislator in Zimbabwe. He is also a former Zimbabwean Minister of State in the Organ of National Healing, Reconciliation and Integration in the short-lived 2009 to 2012 Global Political Agreement (GPA) Government of Zimbabwe.

Mr Ndlovu’s strong, principled and fierce advocacy for Truth, Justice and Reparations for the Matebeleland “Gukurahundi” Genocide has landed him in rough and dirty Zimbabwean cells. On the 15th April 2011, Mr Ndlovu together with Reverend Marko Mkandla, was arrested on his way to Victoria Falls in Matebeleland North, for having addressed a Matebeleland “Gukurahundi” Genocide Memorial Service. At the time of this arrest, Mr Ndlovu was still a Minister of State in the Organ of National Healing, Reconciliation and Integration. The arrest was calculated to humiliate him and demean as well as ridicule his Ministerial position Since then he has received trumped up charges for various things but has been acquitted in court.

In 1983, the then Government of Robert Gabriel Mugabe unleashed a North Korean trained crack unit called the 5th Brigade of Zimbabwe in Matebeleland. This unit caused a lot of untold suffering in its genocidal forays in our territory and turned Matebeleland into its ethnic killing fields and ethnic “rivers of blood”. The result was the death of between 50 000 to 100 00 law-abiding and God-fearing Matebele people. Thousands endured torture and rape of unimaginable proportions. The survivors remain traumatised, enslaved and held hostage in Zimbabwe by the same tyrannical rulers who committed and continue to commit heinous crimes against them.

The Matebele Genocide Memorization events of the above Genocide remain banned in Zimbabwe. The Zimbabwean readily police pounce on any Matebeleland activists and leaders that peacefully arrange these memorial gatherings and prevent them from going ahead.

Mr Ndlovu’s attendance to the conference will be a big boost to the 1893 Mthwakazi (Matebeleland) Human Rights Restoration Movement as it ups its campaign for Truth, Justice and Reparations for the Matebeleland Genocide that happened in the 80s in Zimbabwe.

The Conference will be held on the 3rd November 2018 the United Kingdom. It will be the 1st Conference of its kind in the diaspora and will provide further opportunity to disseminate information about the genocide, offer a networking platform with other Nations that have suffered Genocide as well as maintain the campaign for Truth, Justice and Reparations on the international radar. The public are therefore invited to attend the Conference in numbers.

The Conference is scheduled to take place in Luton town, located 46 kilometres north of London, United Kingdom. The Conference will take place from 11:00 am to 5 pm on the day.

Professor Gregory Stanton of Genocide Watch, an international organization that, “…exists to predict, prevent, stop, and punish genocide and other forms of mass murder” will be providing a short video on the Matebele “Gukurahundi” Genocide for watching on the day. The Movement will also avail Zenzele Ndebele’s recent documentary on the Genocide for watching on this day.

It is hoped that the Conference will emerge with a Consensus Statement on the way forward on the redress of this Genocide, a statement that will seek to create a road map and a comprehensive Agenda from survivors themselves and stake holders alike in dealing with this issue.

Fears That Govt To Scrap Payment of Duty In Bond Notes

State Media – THERE is a dramatic increase in motor vehicle imports through Beitbridge border post as dealers are rushing to buy cars in South Africa amid speculation that Government will soon suspend the payment of duty in Bond notes.

After a review of the monetary policy and the introduction of a 2 percent tax on RTGS (Real Time Gross Settlements) related transactions, car dealers went into panic mode that duty on all vehicle imports would be levied in foreign currency.

Dealerships on the South African side of the border where most pre-owned vehicles from Japan, United Kingdom (UK) and Singapore are bought and shipped to Zimbabwe, said they were having brisk business since October 2.

There are more than 27 dealerships at the border (South Africa) selling second hand vehicles. It is further reported that eight others are setting up shop following the windfall from Zimbabwean buyers.

The Chronicle is reliably informed that vehicle import documents being processed at both Manica and Malindi transit sheds in Beitbridge have increased by more than 100 percent.

“A few weeks ago we used to acquit an average of 80 vehicles per day, but that has shot up to 180. We understand people are in a panic mode that the Minister of Finance and Economic Development (Mr Mthuli Ncube) will introduce the payment of duty on all vehicle imports in foreign currency soon,” said an official from Malindi transit shed who preferred anonymity.
Border authorities also confirmed that the number of vehicles Certificates of Customs Clearance (CCC) produced per day had increased.

“We are capturing more than double the number of CCC daily as a result of a sudden increase in vehicle imports from South Africa,” said a Zimbabwe Revenue Authority (Zimra) official at the border.

In separate interviews yesterday, car dealers in the neighbouring country said they were now selling between 30 and 40 vehicles per day in comparison to five prior to the announcement of the new monetary policy.

A sales manager at one of the biggest dealers (Wright Cars), Mr Clemence Mabidi, said there was a sudden demand for cars with bigger engines such as Mercedes Benz, Toyota Prado, Toyota Quantum, BMW, Honda CRV (RD7),

Toyota Hiace, Mark X and Volvo among others.
“We used to sell less than 20 vehicles per day and now sales have increased to about 40. There is a marked increase in the demand for vehicles with bigger engines, a deviation from the previous norm where people were buying smaller (light) vehicles which are fuel savers,” he said.

“You will note that there are 27 dealers around this area and others are contemplating leaving Durban to set up shop here. As a result of the demand we have also revised prices up, but still the cars are selling like hot cakes.

“For instance we used to sell a Honda Fit for $1 800. The same car now costs $2 300. Those with bigger engines are being sold for between $8 000 and $10 000”.

Mr Mabidi said even the small car dealers who used to sell between 5 and 10 cars per day were now selling up to 20 vehicles.

Major car dealers at the South African border include; Quest Royal, Wright Cars, Car Cade, Murree Motors, Noble Motors and KDG.

An importer needs at least $5 000 and $15 000 to import a vehicle with a small and bigger engine respectively. The amount is inclusive of purchase price and import duty. The duty is calculated at 96 percent of the buying price.

Daring Man Pulls ZRP Cop’s Privates In A Bar

A 23-YEAR-old Bulawayo man has been arraigned for grabbing and pulling a police officer’s private parts after the officer reproached him for making noise in a bar.

Chrispen Mutenda (23) of Western Commonage Police Station grabbed and pulled the private parts of Marvellous Sibanda (36), who is a police officer at the station, following a heated argument.

The court heard that the two were drinking beer at Western Commonage canteen and Mutenda was speaking loudly.

This did not go down well with Sibanda who reproached him for his actions. Mutenda stays with his brother who is also a police officer at the same station, the court heard.

He was convicted on his own plea of guilty to assault by Western Commonage magistrate Mr Lungile Ncube. “I didn’t do it intentionally. It was a mistake. I was drunk and I didn’t even realise what I had done,” said Mutenda.

Mr Ncube fined him $100 or 90 days in prison. Mr Kenneth Shava appeared for the State.

Speaking exclusively to ZimEye.com, Hon Mliswa said, “ED is a reformist whether you like it or not, full stop.”

Mliswa said he is excited with Mnangagwa’s parly team as he added that with Biti for instance heading the Public Accounts committee “no one will steal money.”

“This is an exciting team that will ensure that there is corporate governance, I am excited,” said Mliswa.

He continued saying “Biti has been assigned to Public Accounts so no one will steal money.”

Chamisa’s party has also been given among others, Health and Higher Education.

Fake “Perrance Shiri” Man Appears In Court

A man who allegedly registered cellphone lines in Perrance Shiri the Agriculture, Water, Climate and Rural Resettlement Minister’s name and made over $10,000 has finally appeared before the courts.

The suspect, Mr Blessing Vava (32) was named for also furthermore allegedly registering other phone lines in Mary Shiri and Brigadier Brighton Manyika’s respectively.

The court heard that he would call the farmers using the fraudulently registered lines advising them that they had qualified for land distribution before ordering them to send money for processing the offer letters through EcoCash.

The complainants would fall for the trap because the EcoCash confirmation would indicate that the recipient of the cash was Minister Shiri.

Vava was once jailed for similar offences in 2014 and by then he was using the name Blessing Mazarura.

 

Facts of the charges which Vava was convicted of are that he registered cellphone lines in the names of prominent Zanu-PF politicians, which he used to swindle unsuspecting farmers of thousands of dollars through dubious farming input schemes.

He would call the farmers using the fraudulently registered lines advising them that they had qualified for agricultural inputs and implements before ordering them to send money for transport through EcoCash.

The politicians whose names were used are Cde Didymus Mutasa, Cde Tendai Savanhu, Cde Simbaneuta Mudarikwa, Cde Basil Nyabadza and Mr Munacho Mutezo.

MDC-T legislator Mr Innocent Gonese’s name was also used.

Mazarura, through his lawyer Mr John Ndomene of Ndomene and Maposa legal practitioners, told the court that he recently changed his surname from Mazarura to Vava.

According to the State, the offences were committed from May 10 to September 28 this year.

Vava allegedly defrauded 18 complainants.

Prosecuting, Mr Sebastian Mutizirwa alleged that on May 10, Vava contacted Mr Cullen Richards who had a pending appeal at the ministry over a farm in Beatrice.

As such, Vava instructed Richards to pay $1 767 into Ecocash registered in the name of Mary Shiri towards speeding up finalisation of the appeal.

On May 17, Vava contacted another complainant Mr Willard Mutazu who had applied for a farm in Bindura and misrepresented that his application was successful.

Richards was instructed to transfer $135 into Ecocash registered in the name of Mary Shiri.

The following day, Vava misrepresented to John Chin’onzo who had applied for land that his application was successful and was also instructed to pay a processing fee of $195 via Ecocash.

On the same day, Vava called Craig John William purporting to be Minister Shiri and lied that he could facilitate the issuance of a 99-year lease.

William was ordered to pay a processing fee of $650.

On May 22, Vava, the Court heard, got in touch with Tapiwanashe Gandiya and misrepresented to him that his application for land in Marondera had been approved, hence a processing fee of $420 was required.

It is the State’s case that two days later, Moses Tendai Chingwena was ordered to pay $1 000 by Vava after he was told that his appeal on the acquisition of a farm in Masvingo had been successful.

Chingwena was told the money was meant for allowances of officials from the ministry who were supposed to travel to Masvingo to officiate at the farm handover and demarcation of boundaries.

Using the same modus operandi, Vava duped several other farmers.

Some of the complainants fell for the trap and deposited the money, while others refused after they became suspicious.- state media

Said Mpofu: “After extensive consultation and investigations, we discovered that there is a hidden hand in the economic situation prevailing, MDC Alliance is going round claiming it has the keys to economic revival envisaging that the situation gets dire and force a GNU, never, President Mnangagwa has a full mandate given to him by the people, they invited sanctions and at the same time want to take advantage to cause chaos in the economy, we are on top of the situation and very soon we the whole agenda will be exposed.”

Mnangagwa was Tuesday afternoon jeered by gardeners of houses in the road leading to Chiwenga’s residence.

ZimEye can reveal the gardeners were sitting down outside when ED’s motorcade passed by and upon seeing it, they screamed out “mbahva mbavha!” The soldiers left ED at Chiwengwa’s house and came back for the gardeners. They inquired among the 5 on the identities of thise who had called out ‘mbavha’ and they told the 3 others who were older and are cooks to go away. Afterwards they began beating up the remaining 2 badly so the extent that they had to be taken to hospital yesterday.”

ZimEye was at the time of writing researching on their whereabouts.

Meanwhile, ZimEye can confirm that Chiwenga is unwell. The general has since the beginning of the year encountered several episodes of collapsing while at work. On the 25th January, Chiwenga collapsed and was spotted coming out of a top private hospital in Borrowdale, Harare. Biti Appeals Court Decision Denying Him His Passport

By Paul Nyathi|THE High Court will on Friday hear an appeal filed by Tendai Biti, the Movement for Democratic Change-Alliance Vice-Chairperson challenging Harare Magistrate Francis Mapfumo’s refusal to temporarily release his passport to allow him to travel to South Africa to receive specialised medical treatment.

Biti petitioned the High Court after Magistrate Mapfumo on on the 27th September dismissed his application for alteration of his bail conditions which entailed releasing his passport to receive specialised medical treatment which is unavailable in Zimbabwe.

In his application filed by Jeremiah Bamu of Zimbabwe Lawyers for Human Rights, Biti argued that the interests of justice will not be prejudiced if the court grants his application for the release of his passport.

The opposition political party leader wants the High Court to order the release of his passport so that he travels to South Africa for medical treatment from the date the travel document is released to him until Tuesday 23 October 2018, when he will surrender it back to the Clerk of Court at Harare Magistrates Court until his matter is finalised.

Biti is currently appearing in court after he was arrested in August and charged with contravening section 66(A)(1) of the Electoral Act for allegedly announcing the 30 July 2018 harmonised elections Presidential results unofficially and for committing public violence as defined in section 36 of the Criminal Law (Codification and Reform) Act. – ZLHR

ZCTU Leaders Spend Night In Custody

By Paul Nyathi|TWENTY-SEVEN leaders and members of Zimbabwe Congress of Trade Union (ZCTU) will spent the night in police custody after they were arrested by Zimbabwe Republic Police (ZRP) officers on Thursday and charged with disorderly conduct and committing public violence.

In Harare, ZRP officers charged seven ZCTU leaders with disorderly conduct in a public place as defined in section 41 of the Criminal Law (Codification and Reform) Act.

The seven leaders, who are represented by Kossam Ncube, Tinomuda Shoko and Gift Mtisi of Zimbabwe Lawyers for Human Rights (ZLHR) include ZCTU President Peter Mutasa, Secretary-General Japhet Moyo, Benice Maluleke, Priscilla Jonhi, Simon Mutasa and two leaders only identified as Chinovamari and Marmish.

In Mutare, 20 ZCTU leaders and members, who are represented by Natsai Nyamwanza and Passmore Nyakureba of ZLHR, will spent the night in police custody after they were arrested and charged with participating in a gathering with intent to promote public violence, breaches of the peace or bigotry in contravention of section 37(1)(a) of the Criminal Law (Codification and Reform) Act.

The 20 ZCTU leaders and members include Tenson Muchefa, Barbra Chivinge, Deliwe Munyongwa, Laina Sharare, Superior Boka, Stevene Chandakabata, Beatrice Kwendepi, Giles Maoneke, Justin Muonda, Arshford Mariga, Dickson Chaeruka, Elias Matanda, Jackson Mtisi, Portia Sibanda, Adam Nhamo, Regis Duri, Isaac Kapeni, Edison Nyambanje, Allen Chakabuda and Christine Mukolosa.

In Masvingo, 12 ZCTU leaders and members, who were represented by Collen Maboke of ZLHR, were released after spending several hours in police detention. ZRP officers indicated that they would proceed by way of summons if they intend to prosecute the labour union members.

The 12 include Elliot Meso, Agnes Hlanga, Kevin Mawoyo, Gilbert Sibanda, Tasara Dunia, Richard Munyenye, Davison Madzivire, Tamutswa Chikonyora, Peggie Rukawu, Stephen Madoyi, Chrispen Matipedza and Maxwell Madhunha.

In Harare, ZLHR lawyers Lizwe Jamela, Obey Shava and Noble Chinhanu rescued 26 ZCTU staff and union members, who since morning had been illegally detained at their Gorlon House offices by ZRP officers after the arrest of the labour union’s leaders in a pre-emptive strike to thwart an anti-government protest organised to protest against government’s disastrous economic policies.

Meanwhile, Harare Magistrate Lanzini Ncube on Thursday dismissed an application filed by Chinhanu seeking to overturn the ZRP ban of ZCTU’s anti-government protest. In dismissing the ZCTU application, Ncube cited the current cholera outbreak and stated that the labour union’s protest could turn violent as there is discontentment among citizens over the current economic situation.

ZWPA’s Linda Masarira Issues Statement On International Day Of The Girl Child

“The Zimbabwe Women In Politics Alliance celebrate the International day of the Girl Child by celebrating the 1.1 billion girls in the world and encouraging them to dream and aspire to be whoever they want to be.

Today’s girl, is tomorrow’s woman. I quote Foluke Michael who said, “the girl child who is tomorrow’s woman will birth the next generation. Her lack of education will affect the social, economic and political development of tomorrow’s nation.”

As we celebrate this day we sadly note that girls in rural Zimbabwe continue to suffer a lot of impediments as compared to boys. Girl children in Zimbabwe especially those residing in the rural areas are still being deprived of adequate education, forced in child marriages, have no access to sanitary wear, no access to information and are suffering from poverty.

Have you ever thought of the plight of the girl child in rural areas who is lacking sanitary pads and improvising with banana leaves, newspapers, rags, leaves, tissue paper, cow dung and old pieces of cloth

There are plenty of girls in urban or rural areas who are being forced to use unhygenic methods during their menstrual days because their parents can’t afford to buy them sanitary wear because it is expensive. 72% of girls living in rural areas use soft bark tissue during menstruation do not attend school as a result of the indignity they face during their menstrual days.

Sadly a lot of girls have been easily convinced to become wives of men who provide them with money for sanitary pads that their poor parents cannot afford.

A survey done in 2014 by the Ministry of Women and Youth Affairs indicated that 20% of girls miss school due to period pain, whilst 62% miss school due to lack of sanitary wear and 26% stay home because of heavy flows during menstruation.

Girls living with disability are most vulnerable and the hardest hit by the crisis of preserving their dignity during their periods.

The girl child is vulnerable to diseases due to use of unhygienic materials. Sanitary pads should be accessible to every girl child in schools, church and local clinics. Menstruation is not a choice, sex is a choice.

If government can provide free condoms to the nation for pleasure why can’t they also invest in the dignity of the girl child and ensure that sanitary wear is provided for free. Her dignity is my dignity and every woman in Zimbabwe should amplify her voice towards this worthy and noble cause.

Most girls living in rural areas end up dropping out of secondary school because they don’t have sanitary wear or their poor parents can nolonger afford school fees.

Economic and social rights are often though of as secondary but educational and economic inequality is an underground pathway to violence and poverty.

It is critically important for the Ministry of Primary and Secondary education to ensure that all girl children in rural areas access quality education until they finish form 6. When you educate a girl, you have educated a nation.

Regardless of the fact that the right to clean, safe and portable water is a fundamental and constitutional human right as enshrined in Section 77 of the Constitution of Zimbabwe, girls in rural areas still don’t have access to clean and safe water.

In the dry season in most region 5 areas girls wake up at 4am to fetch water before we they go to school. In most cases the water sources are as far as 6km. Just the thought of a young girl walking that distance everyday with a 20-litre bucket on her head is heartbreaking and shows the hardship that girls are still facing in our country.

In game park areas like Binga, Gokwe and Jambezi they share unprotected water sources with domestic and wild animals. The Ministry of Local government should ensure that rural district councils get enough budgets to sink boreholes which provide clean sources of water.

As Zimbabwe Women In Politics Alliance, we pledge to support full participation of girls in the society and to eliminate all gender stereotypes in our quest to address the systematic barriers going women face in fulfilling their potential.

In our programming we are going to facilitate dialogue, inspire and challenge girls to identify and pursue their preferred career choices and encourage them to invade the traditionally male dominated work and political spaces.

In conclusion, I urge all women in leadership to ignite the girl child and help her break the glass ceilings. We have faced a the adversities of the existing patriarchal dominance and barriers limiting our full potential socially, economically and politically.

The best we can do for the girl child is to create a sustainable environment for HER to thrive and become who she wants to be. We can only have a skilled girl force when we eliminate discrimination, empower and educate the girl child. Without dignity and freedom she will not rise to HER full potential.

We pray that the women in the 9th parliament of Zimbabwe will push for free sanitary wear for the girl child and women in Zimbabwe.

Full Text: MDC Alliance Condemns Harassment Of ZCTU Leaders

 

The opposition MDC Alliance has spoken out against the heavy deployment of the police in the cities and the arrest of leaders of the Zimbabwe Congress of Trade Unions leaders.

Below is the MDC Alliance statement: MDC deplores heavy police deployment in cities:The MDC notes with alarm the unwarranted heavy deployment of police in the streets of Harare and other cities. The apparent “securocratisation” of the state by the illegitimate Zanu PF Government is a clear antithesis of democracy and testimony of the regime’s continued ruling without the popular will of the majority of Zimbabweans.

We strongly condemn the brutal attack and subsequent unwarranted arrest of the ZCTU leadership, its President Mutasa and the Secretary General Mr Japhet Moyo. This is a flagrant violation of section 59 of the labour rights as enshrined in our national constitution. We call for the immediate and unconditional release of these esteemed fighters for democracy and peoples’ rights. We again appeal to the regional and international bodies to condemn such continued acts of blatant violations of the people’s fundamental rights by the Zanu PF
regime.
The heavy police deployment in the
cities are not only an affront to democracy but a serious indictment of the people’s fundamental freedoms of association and expression. That the illegitimate Zanu PF government is inherently in a state of panic is no longer just a political rhetoric but a true reflection of a regime surviving on borrowed times as it grapples to contain the growing popular resentment and disillusionment with the state of affairs by the people of Zimbabwe. It has come all too clear that the regime is clueless on how to solve the current economic catastrophe and is now resorting to brutal repression of discerning voices
of the critical mass.

The MDC unequivocally condemns
such heavy handedness and calls on
the regime to demobilize the security
forces from the streets to allow people free movement as they go about their business. We are deeply disenchanted by the regime’s continued harassment of the citizens at a time they are struggling to survive another day in the face of the unprecedented economic malaise instigated by Zanu PF’s scotch earthed polices.

As a party we unflinchingly recognize
that at the epicenter of the crisis in
Zimbabwe are issues around governance, abuse of power and
corruption which is the Zanu PF DNA.
To this end the MDC places emphasis on stabilizing the economic fundamentals through a concerted double edged programme of inflation targeting and exchange control stability not as end in its self but as a prerequisite to stimulating economic growth, provide jobs and bring back food on our shelves at affordable prices. The MDC SMART policy document is very clear on its road map to the economic recovery of Zimbabwe.

ED Champions Mugabe’s Heavy Fist Script

President Emmerson Mnangagwa’s administration appears to have switched back to the former President Robert Mugabe’s style of governance following the arrest of Zimbabwe Congress of Trade Unions (ZCTU) officials today as the police moved to thwart its demonstration against new financial reforms.

Mugabe was unpopular for employing state apparatus on the ordinary citizens and those who differed with him a script President Mnangagwa pledged to throw away.

“I will fight tooth and nail against those making a mockery against Zanu PF founding principles, ethos and values. You and your cohorts will instead leave Zanu PF by the will of the people and this we will do in the coming few weeks as Zimbabweans in general now require new and progressive leadership that is not resident in the past and refuses to accept change,” part of President Emmerson Mnangagwa last November enroute to new Zimbabwe.

Post 30 July disputed elections which the Constitutional court resolved by declaring President Mnangagwa as the rightful winner, Harare has remained highly militarized with the police and city fathers launching a clampdown on vendors in the wake of cholera outbreak which claimed at least 50 lives.

Surprisingly, the police allowed the ruling party Zanu PF to host ‘thank you’ rallies a fortnight ago, including in Harare where MDC’s 19th anniversary was banned on the pretext of the medieval disease, cholera epidemic outbreak.

It happened so that the opposition described the development as political labeling the new dispensation a ‘change without a change.’
ZCTU has added a list of victims of the new dispensation with the polices raiding its head offices today.

In a statement, the workers union mother body, confirmed the arrest of the senior officials who were raided at their offices in the capital this morning.

“In Harare, Zimbabwe Republic Police (ZRP) officers arrested ZCTU members including the labour union’s leaders, Peter Mutasa and Japhet Moyo, at their offices and detained them at Harare Central Police Station.

“In Mutare, ZRP officers arrested some ZCTU members from their offices and detained them at Mutare Central Police Station while in Masvingo, the law enforcement agents arrested some ZCTU members and detained them at Masvingo Central Police Station,” reads part of the statement.

263Chat also learnt that in Masvingo senior ZCTU officials were arrested in connection with the protest which was planned to go simultaneously around the country.
Meanwhile, the Zimbabwe Lawyers for Human Rights (ZLHR) has moved in to provide legal aid to the union officials who defied the police order given yesterday.

The police reminded the workers union yesterday that the public gatherings banned a couple of weeks ago to curb cholera was still effective and warned that the law enforcement agents would not hesitate to descend on them if they defy the order.

Mnangagwa Suddenly Visited Chiwenga’s House Twice Monday And Tuesday And Spent 45min Each Time

By Investigations Correspondent| ZANU PF leader, Emmerson Mnangagwa suddenly visited his deputy Constantino Chiwenga’s house Monday and Tuesday, staying there for about 45 minutes per time, ZimEye can reveal.

Mnangagwa was Tuesday afternoon jeered by gardeners of houses in the road leading to Chiwenga’s residence.

ZimEye can reveal the gardeners were sitting down outside when ED’s motorcade passed by and upon seeing it, they screamed out “mbahva mbavha!” The soldiers left ED at Chiwengwa’s house and came back for the gardeners. They inquired among the 5 on the identities of thise who had called out ‘mbavha’ and they told the 3 others who were older and are cooks to go away. Afterwards they began beating up the remaining 2 badly so the extent that they had to be taken to hospital yesterday.”

Meanwhile, ZimEye can confirm that Chiwenga is unwell. The general has since the beginning of the year encountered several episodes of collapsing while at work. On the 25th January, Chiwenga collapsed and was spotted coming out of a top private hospital in Borrowdale, Harare. Opposition Demands Prosecution Of Perpetrators Of 2008 Violence

 

Terrence Mawawa|MDC Alliance Senator Douglas Mwonzora has urged the authorities to prosecute known perpetrators of the 2008 state sponsored violence.

Speaking in the Senate today Mwonzora challenged Deputy Defence Minister Victor Matemadanda to explain the government position on the prosecution of the perpetrators of the 2008 violence. Mwonzora also asked Matemadanda to explain the government’s plans to expose the perpetrators of the Gukurahundi atrocities.

Hundreds of opposition activists were killed, maimed and displaced before the disputed 2008 Presidential Election Rerun pitting former Zanu PF strongman Robert Mugabe against Morgan Tsvangirai.

However Matemadanda said he was not in a position to respond to the two issues.

ZANU PF Isolates Mthuli Ncube, “He Never Consulted Us” Says Obert Mpofu

Zanu PF Secretary for Administration has come out guns blazing in his response to a raft of new financial reforms that were introduced by the Finance Minister Mtuli Ncube, insisting that “no consultations were done” to the effect of the reforms.

Last week Prof Ncube introduced a plethora of economic reforms that include of measures aimed at breathing life into the comatose Zimbabwean economy, including an electronic transaction tax pegged at two cents per dollar.

Addressing the media at party headquarters yesterday, on the back of wild market response to the monetary and fiscal policy, Mpofu said the reforms which the government said are set to restore the country’s economic path will not come into effect because people had no input in it.

“The so called the new financial reforms which have caused price hikes and the response you have seen from business were done without consultations and Zanu PF will not allow that,” Mpofu said.

However, President Emmerson Mnangagwa in a couple of days ago said there was no reversal to the new reforms which appeared to be already in force hinting that the 2 percent tax on every dollar transaction will stand despite outrage from the public saying the position at which the country stands in terms of its debt it requires painful steps rescue the economy.

“For us to become a viable economy, a solid economy, we are going to take measures that are painful and this is one of such measures,” he said.

President Mnangagwa added that the reforms are meant to support the public sector and therefore people should not have misconceptions because the measures do not seek to please individuals.

Mnangagwa fronts 2030 Middle Income Economy vision which is under siege and appears as castles in the air as the economy continue to bleed day after day.

Kirsty Coventry Cracks Whip, Fires Corrupt Sports And Recreation Board

Correspondent|Minister of Sports, Arts, Youths and Culture, Kirsty Coventry has dissolved the Sports and Recreation Board with immediate effect.

The board which is led by Edward Siwela is being investigated by the Zimbabwe Anti-Corruption Commission (Zacc) over allegations of maladministration and malpractices.

SRC directors Joseph Muchechetere, Patience Kabanda and Daniel Kuwengwa are reported to have continued receiving benefits such as holiday allowances despite the fact that the SRC was technically insolvent.

Japan Gives Zimbabwe US$ 1 million For Food Security And Health

JAPAN GIVES US$1 MILLION FOR FOOD SECURITY, NUTRITION AND HEALTH PROJECT

TSHOLOTSHO – At Tsholotsho Hospital today, the Government of Japan officially handed over a contribution of US$ 1 million to enhance the resilience of drought- and flood-affected communities in Zimbabwe through a comprehensive set of health, nutrition, food security and WASH (water, sanitation and hygiene) interventions. The project is being implemented by the United Nations Children’s Fund (UNICEF) and the United Nations World Food Programme (WFP) in collaboration with the Government of Zimbabwe.

The project, set to benefit 130,000 people across 11 drought- and flood-affected districts over the course of a year, is helping to safeguard the resilience of the most vulnerable, especially women and children.

The Ambassador of Japan to Zimbabwe, H.E. Mr Toshiyuki Iwado, said that “women in rural areas play a vital role in growing as well as cooking food for their families, and children are the ones who are going to inherit Zimbabwe in the future. Therefore, it is essential to ensure that the needs of rural women and children are met. “

WFP and UNICEF are jointly implementing preventive health, WASH and nutrition care interventions – including nutrition screenings and services, trainings on safe cooking and infectious diseases, and borehole rehabilitations – in Tsholotsho, Mutoko, Centenary, Mbire, and Mt Darwin districts.

In Mt Darwin, in addition to these activities, WFP is implementing Food Assistance for Assets programmes in selected communities which build resilience against future shocks. When completed, the weir dams, nutrition gardens and other projects will help households to generate income and reduce reliance on food assistance.

“Access to clean and safe water is essential for food and nutrition security,” said WFP Representative and Country Director Eddie Rowe. “We cannot achieve Zero Hunger unless we also invest in WASH.”

In addition, WFP food and nutrition support is being provided to pregnant women at maternity waiting homes in Tsholotsho, Bubi, Umguza, Lupane, Hwange, Binga and Nkayi. For many of these women, the assistance provides them with an incentive to give birth in hospitals where they can

receive obstetric care and support for a safe delivery by trained staff, thus helping to reduce instances of maternal and child mortality.

“Building resilience in drought- and flood-affected communities ensures that vulnerable children and women have long-term solutions for favourable food security and health outcomes,” said UNICEF Representative Mohamed Ayoya.

The project is set to run to March 2019, and further funding is required to continue the support and increase impact. The activities directly contribute to strengthening the capacity and fulfilling the aims of the Government of Zimbabwe towards achieving the Sustainable Development Goals, particularly Goals 2 (Zero Hunger) and 3 (Good Health and Well Being).

Former Vice President Mphoko Faces Arrest

Former Vice President, Phekezela Mphoko faces imminent arrest for defeating the course of justice after he abused his power as the then acting president and released the Ex- Zimbabwe National Road Administration (Zinara) acting chief executive officer Moses Juma and non-executive director Davison Norupiri from police custody in 2016, who had been arrested by the Zimbabwe Anti-Corruption Commission (ZACC) on allegations of defrauding the parastatal of US$1,3 million.

This development comes on the backdrop of the conviction of Juma who was sentenced to two years in prison on Tuesday for criminal abuse of office.

Government sources said Mphoko is likely to be picked up for questioning over his role in the release of Juma and Norupiri in 2016.

“He personally went to Avondale Police station and ordered their release,” the source said adding: “He even caused a scene at the police station after threatening to beat up the officers who wanted him to follow due process.”

In a move which bordered on abuse of office Mphoko, who was acting president at the material time stormed the Avondale Police station and ordered the immediate release of Juma and Norupiri. Former president Robert Mugabe was in Kigali, Rwanda, for the African Union summit.

Sources said soon after their release the duo accompanied Mphoko to his Rainbow hotel room where they stayed for the whole week as ZACC threatened to apprehend the duo.

ZACC had secured the arrest of the two ZINARA bosses under docket number RR08/05/16. The National Prosecuting Authority (NPA) charged them for allegedly defrauding the parastatal of US$1 294 575,76.

Mphoko is said to have ordered the release of the duo and told the police officers that he was not a vice-president of a co-operative or burial society but the country.

ZACC sources, this week, said investigations on Mphoko over his links with Juma and Norupiri commenced in 2016 but were halted after the then President Robert Mugabe intervened and accused ZACC of acting on the instructions of the then vice president Emmerson Mnangagwa to pursue his political enemies.

Sources said Mphoko was issued with fuel coupons worth US$20 000 by Juma and the coupons found their way into the market.

“The coupons were sold in Bulawayo and were traced back to ZINARA,” the source said.

“ZACC investigations are pointing to Mphoko who was given the coupons as a donation by Juma. This is why he has been protecting the Ex-ZINARA bosses from prosecution.”

The ZACC investigation is also being handled by the Special Anti-Corruption Unit in the Office of the President and Cabinet which is said to be poring through tons of documentary evidence which could be used to prosecute cases of grand corruption, with some bigwigs facing arraignment before the courts.

The crack unit, established by President Emmerson Mnangagwa to improve efficiency in prosecuting graft cases, was operationalised is reportedly combing through evidence provided by the Zimbabwe Republic Police (ZRP) and the Zimbabwe Anti-Corruption Commission (ZACC).

Police spokesperson Chief Superintendent Paul Nyathi could neither confirm nor deny that police was keen to question Mphoko.

“Can you call me around 3pm so that I can provide you with the correct details pertaining to the case,” Nyathi said.

ZACC investigative head, Goodson Nguni, said he was not in the office and would comment on the issue on an appropriate time.

I Never Said Chiwenga Is Dying, Temba Mliswa

Own Correspondent|Norton Member of Parliament Temba Mliswa who on Tuesday sent out a sensational social media message insinuating that Vice President Constantino Chiwenga is not well has reversed his statement claiming that the Vice President is not in any danger.

In an updated Twitter post, Mliswa said that Chiwenga was only down with a bout of flu and was only wishing him well in his earlier post.

“For the avoidance of doubt as I see my yesterday tweet raised a lot of speculation. It’s common knowledge that Minister S B Moyo underwent an operation and for your information VP Chiwenga had flu. I was simply wishing them well as anyone else who may be under the weather, nothing more/life threatening,” said Mliswa.

Mliswa had on Tuesday raised speculation that Vice President Constantino Chiwenga and Minister of Foreign Affairs And International Trade Sibusiso Moyo are unwell.

Writing on his Twitter handle, Mliswa said:

Police Execute Minister Mathema’s Orders And Ransacked ZCTU Offices

Correspondent|Zimbabwean trade union leaders have been arrested ahead of planned nationwide protests against the continued deterioration of the Zimbabwean economy, effectively placing the city of Harare under lockdown.

The Zimbabwe Lawyers for Human Rights (ZLHR) posted on Twitter that the Zimbabwe Congress of Trade Unions’ leaders have also been arrested in the border city of Mutare.

“In Harare, @ZLHRLawyers has deployed lawyers to offer emergency legal support services to Zimbabwe Congress of Trade Unions leaders including President Peter Mutasa&SG Japhet Moyo arrested by ZRP at their Harare offices today ahead of a planned anti-govt protest,” ZLHR tweeted.

This followed earlier reports on social media that the riot police had camped outside the ZCTU offices in Harare and by 09:15, there was no sign of protests yet in Harare.

A showdown was expected in Zimbabwe on Thursday as the ZCTU vowed on Wednesday to go ahead with the planned protests against the country’s continued economic crisis. This was despite a police ban on account of fears of a fresh cholera outbreak.

The ZCTU said the strike was triggered by sharp price hikes, a new tax on electronic transactions and daily shortages ranging from fuel to drugs, AFP reported.

“We are going to approach the courts. We do not think the police have a legal basis [for any ban],” ZCTU president Peter Mutasa said on Tuesday.

Home Affairs minister Cain Mathema warned that police would be out in full force to thwart any attempts by the ZCTU to demonstrate.

Mathema reportedly said that while Zimbabweans had a democratic right to demonstrate, that right must be exercised within the limits of the law.

“We hear that there are some who want to demonstrate against what they say are an untenable economic situation in the country. Let me say that our President (Emmerson Mnangagwa) is a peace-loving person. We are a law-abiding government and so is our President.

“If people go against the law and go to demonstrate, they must know that our law will deal with them harshly. We don’t want law breakers. We don’t want people who break our peace,” Mathema was quoted as saying.

Zimbabwe’s moribund economy has hit new lows in recent days with shops struggling to stock shelves, prices of goods such as cooking oil rising rapidly due to panic buying and long queues outside petrol stations.

A 2c tax for every dollar of electronic payments was introduced last week as Mnangagwa sought to revive the debt-ridden economy.

The local “bond note” currency, which in theory has the same value as the US dollar, has been in freefall in recent weeks, raising fears of a return to the hyper-inflation that wrecked national finances in 2009.

MDC Invites ZANU PF Parliamentarians To Help Impeach Mnangagwa

An opposition MDC MP has called for the impeachment of President Emmerson Mnangagwa over the deteriorating economic situation in the country saying the environment has become untenable.

Contributing to questions without notice session in the National Assembly yesterday MDC’s Chitungwiza North MP Godfrey Sithole pleaded with Zanu PF legislators to join hands with his party to impeach Mnangagwa “so that we can save the country from total collapse”.

“I think this is a matter of national interest which has nothing to do with political affiliations so I call upon this house, all legislators from across the political divide to unite as we did in November 2017 when we marched for the abdication of…Mugabe and consider impeaching the current president,” Sithole said on a point of privilege.

In making his ruling, National Assembly Speaker Jacob Mudenda, however, advised Sithole to move an impeachment motion.

“I advise the member that he should bring a motion to that effect in this house instead,” Mudenda counselled.

In November 2017, thousands of Zimbabweans from across the political and social divide joined hands in a march that culminated in the resignation of former president Robert Mugabe, albeit with the aid of the military.

Sithole’s calls come amid fears by Mnangagwa that there was an inside plot in his Zanu PF party to impeach him.

Mnangagwa made the claim ahead of the July 30 elections during a healing and reconciliation workshop held in Harare in May saying he had been briefed by intelligence officials of a brewing plot to dislodge him from power.

The plot, according to Mnangagwa, was being hatched by some of the candidates who won Zanu PF’s disputed party primary polls and were allegedly angling to team up with the opposition to impeach him in the ninth Parliament.

“I gather from intelligence that some of those who have won these primary elections have two minds.

“They have joined the Zanu PF wagon using various means, money included, to be elected with a possible view that once in Parliament, they will work together and move a motion of impeachment,” he said to odd applause from candidates who contested in the primary elections, as if to confirm the plot.

Mnangagwa, however, warned his rivals that the impeachment route was no stroll in the park.

“There are two things I would want to let them know. First, you must realise that the Constitution provides the basis of impeachment and such basis must be fulfilled before impeachment proceedings begin,” he said at the time.

“Secondly, our Constitution provides an instrument to chuck out from Parliament any member whom we think is not Zanu PF any more.

“So iwe nemoyo wako, nengirozi yako naMwari wako ziva paumire (deep inside you and with the help of your angels and your God, you know where you stand.”

Impeachment refers to a process used to charge, try, and remove public officials for misconduct while in office.

The national charter provides for the removal of a sitting president or vice president through a resolution by half of the total membership of Parliament.

A president can only be removed from office if found to have engaged in acts of serious misconduct; failure to obey, uphold or defend the Constitution; wilful violation of the Constitution or inability to perform the functions of the office because of physical or mental incapacity.

Chiwenga’s Health, Follow Up On Reports Coming Out Thursday Morning

By Donald Mpofu| ZimEye is making a follow up on Emmerson Mnangagwa’s deputy, Constantino Chiwenga after the Retired General collapsed several times since the beginning of the year.

ZimEye can exclusively reveal that Mnangagwa this week alone visited Chiwenga’s house Monday and Tuesday, staying there for about 45 minutes per time.

Chiwenga has encountered several sudden episodes of collapsing while at work since the beginning of the year. On the 25th January, Chiwenga collapsed and was spotted coming out of a top private hospital in Borrowdale, Harare, amid reports of a health scare.

Chiwenga was seen being assisted by aides, who surrounded him as he got into a silver Mercedes Benz S class vehicle through the back door after spending hours at the facility.

“He suddenly collapsed while in office around 3pm and then taken for emergency checks” sources told ZimEye.

Although an official at the private hospital claimed the VP was visiting a relative, another official alleged that Chiwenga had been taken ill earlier and later stabilised.

Chiwenga was later driven off the hospital premises in a motorcade whose other vehicles included a Black Mercedes Benz S class and a maroon Range Rover with South African number plates.

A military police double cab vehicle was also parked at the hospital although it was not part of Chiwenga’s motorcade.

Two months later on the 7th March 2018, Chiwenga rushed to hospital after suffering a dramatic fall at the Zanu PF headquarters — forcing him to cancel his politburo attendance.

The 61-year-old tripped and fell and badly hurt his hand just after arriving for the meeting.

He sustained a mild sprain.

“We were all worried when he slipped and hurt his hand but, as you saw, he is a fighter. He just had to be excused earlier to get his hand looked at,” said a staffer at the Shake Shake building.

The politburo continued with its discussions without Chiwenga.

In the latest developments Thursday morning, audios have floated online suggesting that something worse has happened to the general. ZimEye several times attempted telephoning him, but his phone was unresponsive. Aside the suddenly frequent visits to his house by Mnangagwa this week, there was no announcement whatsoever at the time of publishing. – THIS IS A DEVELOPING STORY.

Billionaire Abducted in Tanzania

Tanzanian billionaire Mohammed Dewji has been abducted, a government minister said.

Dewji was seized by unidentified assailants on Thursday morning as he walked into a gym in the commercial capital, Dar es Salaam, the East African newspaper reported, citing Police Commander Lazaro Mambosasa. He was abducted by two foreigners, the Swahili Times reported on Twitter, citing Mambosasa.

“I’ve spoken to his father and the news of the kidnap of our friend Mo is true,” State Minister for Environment and Union Affairs January Makamba said on Twitter. “Mohammed has a family and young children. Help us by giving information that will help with his rescue.”

Dewji, 43, is the owner of Tanzanian industrial conglomerate MeTL Group and has served as a lawmaker for the ruling Chama Cha Mapinduzi party. His current net worth is about $1.5 billion, according to the Forbes Billionaires list.

MeTL is one of Tanzania’s biggest companies and accounts for about 3.5 percent of the country’s gross domestic product, according to its website. The company imports palm oil for soaps and detergents and consumer goods ranging from sewing machines to bubblegum and exports agricultural products including sugar, fertilizer and cashew nuts. It operates in 11 African including Ethiopia, Mozambique, the Democratic Republic of Congo and Uganda, and employs 24,000 people.

EU Says ConCourt Ignored Chamisa’s Evidence

Zimbabwe’s Constitutional Court disregarded evidence placed before it, the European Union Election Observer Mission (EU EOM) has said.

Publishing its final report on the July 30 polls, the group said the Constitutional Court disregarded applicant, Nelson Chamisa’s evidence.

The court insisted on the “best evidence rule” and yet in the past it had not demanded such.

The EU said: “While the Court made extensive reference to the “best evidence rule” and repeated the need for the applicant to have produced “primary source evidence”, either from a recount or through an analysis of the content of the unsealed ballot boxes through an application to the Electoral Court, and stressed that the applicant chose not to exercise his right to obtain the necessary evidence, it completely disregarded the value of the evidence placed before it. Yet, the evidence which the Court mentioned as the acceptable evidence would still not have been made easily available, as it had to be applied for – it is notable that when recourse has been made to that in the past, no application had succeeded.

The EU also expressed concern that the Constitutional Court did not refer to judgements passed by the High Court despite the court acknowledging the cases.

It said: In regards to the pre-election violations alleged, of concern is the fact that although the Court acknowledged the existence of some pre-election High Court judgments pertaining to the conduct of postal voting, the design of the ballot paper, the release of the voter roll with photos and the voting of civil servants, it did not refer to other judgments, such as the one of the Electoral Court related to the distribution of agricultural seed under the guise of it being the presidential inputs scheme, 101 or the one of the High Court banning the President of the National Council of Chiefs from making political statements supporting ZANU PF and declaring unconstitutional the conduct of campaigns by traditional leaders.”

BREAKING- Police Besiege ZCTU Offices, Leaders Japhet Moyo, Peter Mutasa Arrested

By Own Correspondent| Zimbabwe Republic Police (ZRP) today descended on Zimbabwe Congress of Trade Union (ZCTU) offices and arrested its leaders Japhet Moyo and Peter Mutasa.

Information gathered by ZimEye revealed that riot police are still currently condoning the offices after taking away the workers’ body leadership.

Mutasa who is the ZCTU President and Moyo who is the Secretary General were thrown into a police truck by riot police officers and taken away.

Other police officers who descended on the protestors at Gorlon house along Jason Moyo beat up several people who had gathered for the “Economic Meltdown protest” confiscating and tearing down their placards and posters.

In an earlier interview before his arrest, Mutasa said the police had rounded their offices nationally since the protest was supposed to take place in all the provinces.

ZCTU offices in Gweru, Mutare, Masvingo, Chinhoyi and Bulawayo among others are surrounded by police who are dispersing protestors who are currently waiting for the go ahead from the court where the ZCTU is challenging the ban of their protest.

In a statement earlier, ZRP called off the  planned ZCTU protest citing cholera.

Hurt Zanu PF Dismiss EU Poll Report As MDC Script

THE European Union (EU) yesterday released its final report on the July 30 harmonised elections, which largely regurgitated MDC-Alliance claims aimed at discrediting the widely hailed polls. Other international observers, among them the African Union and Sadc have endorsed the elections won by President Mnangagwa and Zanu-PF as free, fair and credible, and a true reflection of the will of the people.

Zanu-PF trounced the MDC-Alliance, amassing 145 seats to the MDC-Alliance’s 63, with the Mugabe project, the National Patriotic Front (NPF) managing one seat and independent candidate Mr Temba Mliswa retaining his Norton seat in the 210-member National Assembly.

In the presidential contest, President Mnangagwa trounced MDC-Alliance leader Nelson Chamisa with 50,67 percent of the votes cast, to 44 percent.

Presenting the EU Election Observer Mission final report yesterday, deputy chief observer Mr Mark Stevens said the campaign period was largely peaceful, with freedoms of movement, assembly and expression respected, and both the main presidential candidates held numerous rallies across the country.

He, however, went on to regurgitate the MDC-Alliance claims, which included, but were not limited to layout of presidential ballot, modalities for printing and distributing ballots, alleged State media bias and conduct of postal voting.

The EU conceded that the 2018 election was conducted in an unprecedented level of freedom compared to previous elections, with voters actively participating in campaign, while civil society was free to engage without hindrance.

“The right to stand was provided for, the elections were competitive and political freedoms during the campaign were respected. On Election Day, voters enjoyed the right to vote and both campaign and Election Day were largely peaceful,” reads the report.

“The introduction of a number of legal and administrative changes was welcomed, including increasing the number of polling stations, limiting voters to voting only at registered station, and limiting the number of excess ballots to be printed.”

Information, Publicity and Broadcasting Services Secretary Mr Ndavaningi Nick Mangwana yesterday said Government would comment after being presented with the report.

“We have not been presented with the report yet and we are meeting with that delegation on Friday. We do not have it (the report), so we cannot comment until we have been presented with it,” he said.

Zanu-PF secretary for Legal Affairs Cde Munyaradzi Paul Mangwana said SADC and AU had endorsed the elections and he was no privy to the standards referred to by the EU Observer Mission.

“It is their opinion and it remains so. We are measured by Sadc and AU standards and we met those standards. The AU and Sadc said so. We cannot be measured by standards we know nothing about,” he said.

Plaxedus Wenyika In Messy Divorce With Mika Joka

Urban grooves musician Plaxedes Machuma Joka (popularly known as Plaxedes Wenyika, pictured) has filed for maintenance against businessman Dr Mika Joka following the couple’s separation pending divorce. The couple’s 13-year marriage is teetering on the brink of collapse after the artiste filed for divorce citing irreconcilable differences with the entrepreneur. Dr Joka is the founder of Corporate 24 medical centre.

The couple married in 2005 and solemnised the union in terms of the Marriages Act (Chapter 5:11).

In the divorce summons filed at the High Court on August 30 this year, Wenyika claimed monthly maintenance of $3 500 for herself and the upkeep of the couple’s three children.

Pending termination of the union, the musician has upgraded her claim to $6 330 through a separate court application for maintenance.

In the court application filed at the High Court on Tuesday, Wenyika indicated she required $1 500 for her welfare and maintenance every month.

She is also claiming $1 110 monthly for each of the three children, including the one in boarding school.

The total claim in respect of the three children becomes $3 330. In addition, she is claiming $300 for the wages of her two maids and a gardener. She also claims $80 monthly for DSTV subscription.

The artist, who initiated the divorce proceedings, wants the businessman to maintain her in a manner she “had been accustomed to” during the happier times of the union.

“I am therefore approaching this honourable court to ensure that the children and myself are supported and that we carry on with the life we had been accustomed to in the interim, pending finalisation of my matrimonial suit,” she said.

The businessman already pays close to $8 000 termly as fees for the children’s who elite private schools but the musician wants the responsibility to be turned into an enforceable court order.

“In similar vein, I am seeking an order that the respondent be directed to pay school fees of the children in the private schools and pre-schools they are currently enrolled in and that in the process he acquires all uniforms and equipment as may be required,” reads Wenyika’s founding affidavit.

She is also seeking an order ensuring the children remain on the father’s medical aid. In addition, Wenyika wants the businessman to meet any shortfalls that may arise in respect of the medical aid.

The musician who is an economist by profession and holds an MBA has also claimed $150 per week as entertainment fees for her and the kids.

The handful list also includes a demand to have her car repaired and maintained by Dr Joka anytime it breaks down.

Two Chinese Nationals Thrown Behind Bars For Shooting Zanu Pf MP’s Son

By Own Correspondent| Two Chinese nationals Luo Tin Gpen and Li Yize have been sentenced to 42 months in prison for shooting Zanu Pf MP Keith Guzah’s son.

A Harare Magistrate Hosea Mujaya sentenced the pair together with accomplice, Gamuchirai Nigel Zuze  for the crime which was described by one of the victims, Kudzanai Nduku as very traumatising.

Kevin Guzah and his girlfriend Kudzanai Nduku were shot in a case of mistaken identity after they accussed thought they were responsible for an earlier robbery.

Zuze was sentenced to 30 months in prison. Nine months were suspended for each of the convicts meaning that Gpen and Yize will serve 33 months each and while Zuze will serve 21 months in jail.

In passing sentence, Mujaya said:

“The company which employed the three accused persons did not co-operate with the investigations officer, as they refused to give details on who was carrying which gun.

I cannot say it was deliberate, but a company which operates with these dangerous weapons should obviously know who is carrying which gun and at what time.”

In April, Nduku told the court that she is now wheelchair bound due to injuries sustained during the shooting incident.

Said Nduku:

“It was a traumatic experience for me and I’m still traumatised. A neurosurgeon said one of the major veins was damaged and that I may never walk again.

His explanation to my understanding meant that I have a permanent injury and chances that I walk again are limited.”-Newsday

Chamisa Will Eventually Accept Mnangagwa’s Offer – Opinion By Rushaya

Opinion By Simba Rushaya|Political bickering over the setting up of an Office of the Opposition leader in Parliament will come to an end as MDC Alliance leader Nelson Chamisa will accept the gesture from President Mnangagwa as he has limited options.

Following the contested presidential election in which the country’s highest court upheld incumbent president Emmerson Mnangagwa’s win, political temperatures rose resulting in post poll violence which claimed the lives of six people. The EU and international community proposed a plan to accommodate Chamisa as the official leader of the opposition to promote the country’s young democracy. University of Zimbabwe lecturer Eldred Masunungure has said MDC Alliance president Nelson Chamisa will eventually accept offer of the “Office of the Opposition Leader” “in a few weeks or months” as he does not have options.

George Charamba, the Deputy Chief Secretary to the President and Cabinet (Presidential Communications) last week said Government was in the process of setting up legal frameworks that allow for the accommodation of the “Office of the Leader of the Opposition”, as part of building institutions of governance in the Second Republic.

This followed the announcement by Mnangagwa during an interview with Bloomberg TV in New York that his administration would soon create a formal “Office of the Leader of the Opposition” in line with Commonwealth practices as Zimbabwe moved towards rejoining the organization.

Charamba said that the creation of that office was not in any way meant to accommodate Chamisa after he lost the July 30 polls but any opposition leader from an electoral process. Charamba said there was need for some legal adjustments to accommodate the office of the leader of the opposition and to define the roles, the obligations and the rules attended on the office of that particular oath.

He said even if the opposition likes or dislikes the move, “we will still have that as a facility which is in our statutes, as a facility which is there institutionally and of course as a facility which is there by way of rules of governance in the country”. But Masunungure differed with Charamba arguing that the initiative was established to “pacify a bitter Chamisa.” “It’s a pretty juicy carrot being dangled on Chamisa following his so called defeat in the recent elections.

It is untrue that Mnangagwa is institutionalizing that position without the justification of its origin. If I was ZANU PF, I would project this position as a nation building and national healing answer. It should be attractive beyond materials and unifying. “Mnangagwa is creating a position for someone who is bitter and has not accepted the outcome of an election he won.

The fight between these two titans [Mnangagwa and Chamisa] is not good for political stability. It’s a lose-lose situation. So Mnangagwa is preparing for the soft landing for a man [Chamisa] who also does not have an alternative.

Eventually they will find each other because they will make attractive offers that Chamisa may not resist. I think in a few weeks or months, Chamisa will eventually succumb,” Masunungure said. However, MDC Alliance deputy president Welshman Ncube says they will not “legitimize” President Mnangagwa by taking the offer because they were “not for sale.” He said MDC Alliance were aware of how ZANU PF wanted to “manipulate the legal instruments in a bid to get legitimacy.”

“The idea is good in principle, especially when we are coming from an election that was not disputed. But in this case we should separate the debate. It is good that a leader of an opposition party with the largest number of seats in parliament be recognized. In principle it is good.

“But then the argument ends there in the current scenario. They [ZANU PF] now want to offer the MDC Alliance this position after a disputed election? We are not for sale. Chamisa will say I will not take it because legitimacy issues cannot be addressed in that fashion. There are contestations around the legitimacy of Mnangagwa after a sham election.

“Sham election in the sense that we went into this election without access to the voter’s roll and the ballot paper. We said we wanted a better voters’ roll, but they refused. You then don’t do a proper election and create a position to entice the aggrieved. No, we are not for sale,” said Ncube.

The Leader of the Opposition is normally viewed as an alternative prime minister and is appointed to the Privy Council. They lead an official shadow cabinet which scrutinizes the actions of the cabinet led by the prime minister, as well as offer alternative policies. To date, Margaret Thatcher is the only female Leader of the Opposition to become Prime Minister. Symptoms Of A Stolen Vote, Zimbabwe’s Economy in Reverse Gear

Imagine how dangerous it is driving fast in reverse gear at -20km/hr with your head sticking out of the window for navigation. Yes, the speed is minus 20km/hr because the car is in reverse gear so is Zimbabwe’s economy.

It’s not even rocket science to figure out how Zimbabwe is in this mess. We have a government which goes on a spending spree like there is no tomorrow. If the millions that have been spent since November 2017 were aimed at government projects that would have had a positive impact on economic growth through employment creation, public spending and tax revenue. But that’s not the case, it’s reckless spending on luxury and funfair at the expense of debilitating public service delivery. According to the weekly business publication of The Zimbabwe Independent, the new dispensation spent $225 million during the first quarter of 2018 indicating a serious fiscal indiscipline.

Everything in Zimbabwe is negative and in negative mode including the leadership itself. I remember in primary school that 1-2 was impossible and we said ‘it cant’. But with new algorithms (1-2=-1). After a disputed election as a result of a stolen vote, now the economy is saying no, it can’t. There is no prosperity after stealing an election because no one wants to do business with a thief. Investors are not stupid after all and it’s simple to decide who they want to do business with and where?

It is a simple logic for an investor to make a decision on where he or she wants to invest taking into account political, economical, social and technological factors. Two critical factors that clearly define a business problem or opportunity are politics and economics.

Politically, Zimbabwe is tainted by the fact that the Presidency was awarded in by a constitutional court administered by a judge very close to the incumbent. Prior to this, the election was marred by rampant fraud hence disputed. A disputed election coupled with violence (shootings of August 1) is a cocktail for disaster and wrong formula to attract FDI for a country that depends on donor funding. Is that too complicated to comprehend? Stealing is never a good thing and never support a thief. Stealing must be condemned in strongest terms and by multitudes of voices. Under normal circumstances where the law is respected, if you help a thief you become an accomplice and subsequently charged for collaborating with a thief.

When you steal you cannot go back to the victim and say let’s share the loot that initially and legally belongs to the victim. Why are you no longer enjoying the loot alone? You are now haunted by the spirit of the crying victim, life is getting tougher by the day, the world you pleaded and begged for help seem reluctant disapproving, condemning and further isolating you because of your actions. That scenario alone from 2018 elections depicts Zimbabwe as a no go place for investment which is sensible from an investor’s point of view.

Economically, Zimbabwe’s budget deficit stands at around $5 billion, which is a negative balance showing an economy in reverse gear. Let’s put it this way to allow every Jack, Jill and Dambudzo to understand. You are borrowing $100.00 from a friend who lives in another city and the friend says yes, “please send me your account details for an immediate transfer”. Your account has a debit balance $120.00, -$120.00, in reverse gear. What’s going to happen if you allow your friend to transfer the money into your account? Investors put their money where their mouths are. Zimbabwe is the riskiest place to invest to date in every aspect of business.

The president is travelling all over the world negotiating re-engagement by world financial institutions like World Bank and IMF. What has he done to promote re-engagement? Re-engagement is facilitated by correcting the ills and wrongs that caused isolation in the first place. Now, my question is? Does this so called new dispensation know the ills and wrongs that caused Zimbabwe to be isolated? The answer is an absolute no. Zimbabwe is not yet open for business.

Our house is not yet open for visitors because it is yet to open for its own people. We are a country that has no respect for its citizens of all races, creed and age. Open Zimbabwe for your own people first before inviting visitors. Respect your own people first before you pledge to respect visitors. Never ever steal from your own and expect outsiders to accept your leadership. This is what is making Zimbabwe sick today. Zimbabwe is suffering from “Legitimacy deficiency due to chronic electoral theft” since Mugabe era and again during this new dispensation.

There is a remedy for this ailment. There has to be a radical shift of mindset by ZANU PF politicians in the way they view and conduct politics in the country. There is urgent need to shift from the culture of self serving in politics to politics of serving the people because Zimbabwe belongs to the people regardless of political affiliation, race or colour. The “Chinhu chedu” mentality is selfish, destructive and counter productive.

Harare Resembles A War Zone As Police Lock Streets To Quell Protests Against Economic Meltdown

Jane Mlambo| Harare currently resembles a war zone with riot police officers patrolling streets to scare people from participating in a planned demonstration organized by the Zimbabwe Congress of Trade Unions against the 2 percent tax imposed by government on all electronic transactions.

A few minutes ago, a group of protestors attempted to march but heavily armed police   descended on the ZCTU offices where workers were gathered in preparation of the protest and arrested its President Peter Mutasa.

ZCTU insists that the protest will go ahead as they are exempted from the requirements of the Public Order and Security Act (POSA).

The Labour body has also approached the Constitutional Court to challenge police’s decision to ban their protest citing the cholera epidemic.

ZNA Soldier Says Tsvangirai Was Poisoned During GNU, Warns Chamisa Against Joining Mnangagwa

An army officer during the government of national unity, in a special feature to be published, tells ZimEye, “on the very day the MDC party signed the deal for a government of national unity early 2009, we were ordered by our bosses to go and eliminate the MDC leadership using staged accidents.

“While I cannot comment on his (the late Morgan Tsvangirai’s) later health, I believe that someone in the ranks did eventually kill him by poisoning sometime after the botched accident in 2009,” he says.

In March 2009, Tsvangirai was involved in an accident that killed his wife while traveling to his rural home. His then deputy, Thokozani Khupe was also involved in a separate sudden accident on the very same day.

A female worker for the Crown Agents company whose vehicle crashed into Tsvangirai’s, has told ZimEye.com she saw the driver of that vehicle before he had set off and ” he was behaving in a very abnormal way. He couldn’t sit still in the room.”

The military man, who cannot be named for his protection, continues saying “as you can see on his body, there is no way such a healthy man could have shrunk down in such a short period of time unless he was poisoned.”

” I would like to warn Nelson Chamisa against joining Mnangagwa,” he said.

After failing to impress on policies that impact positively on the lives of our citizens ZANU PF sensed the repercussions of bad governance and planned dirty and evil against its on people. Election rigging was planned way in advance to safeguard individual interests within ZANU PF.

Chiwenga and Mnangagwa removed Mugabe with the help of Zimbabweans and the army. Today Chiwenga and Mnangagwa are using the army to undermine the will of the same people who helped to depose Mugabe.

Zimbabweans gave Mnangagwa the mandate to change things around since November 2017 and he failed in eight months of his probation. Mnangagwa failed to address simple economic problems haunting Zimbabweans on a daily basis.

These are basic needs and requirements entitled to every citizen in any given country.
Chips and chicken, bars of soap, cups of fertiliser and seeds served on elections eve failed to bribe normal thinking majority. When is the next election for another piece of chicken and a portion chips?

Why call for an election when you cannot even comply with a single electoral law. You preach peace on Twitter and Facebook, pretend like a saviour then go underground and plan evil against your own people. Legitimacy of a government is confirmed and guaranteed by freedom, peace, transparency, security of citizens.

Where is freedom, peace and security when six precious lives are lost in a demonstration which posed no danger to anyone. If it’s hooliganism the police have a duty to apprehend identified culprits and the law takes its course. Chiwenga unleashed the army to deal with unarmed protesters resulting in avoidable loss of life and injuries. Chiwenga and Mnangagwa will go down in history as monsters of Zimbabwean democracy because of their joint inhuman and cruel distinctive characteristics.

ZANU PF has demonstrated its lawlessness ideology, evil, lying, deceiving and corrupt culture just like a drug cartel or a terrorist group like Boko Haram. Dominance in the world of these groups is maintained by bribing and manipulating the system. Justice is served by the gun, opponents are eliminated.

There is no court in Zimbabwe that can pass a judgement against ZANU PF. The judiciary has been captured, the army, police and every government department has been coded to ZANU PF ideology.

This election is the worst in the history of voting in Zimbabwe because there is no shame in fixing the results and overriding the people’s will all because of individual interests and ambitions.

When is ZANU PF going to put people first before personal interests and concerns?

Zanu Pf Says Economic Policy Pronouncements Were Done Without Consultation

By Own Correspondent| Zanu Pf’s Secretary for Administration, Obert Mpofu has revealed that the economic policy pronouncement by Finance minister Mthuli Ncube was done without proper consultation, a development which had proved costly for the ruling party to justify the price increases which had drastically shot in the past few days.

Mpofu said his party was currently engaging retailers in a move aimed at bringing back sanity to the country’s economy and pricing system.

Said Mpofu in an interview with the national broadcaster:

“It becomes very difficult to explain to our members how and why this is happening.

The price increases have nothing to do with any economic issues….. it is unacceptable.

These acts of increasing prices are done in front of the people the buyers. While they are busy quibbling, we are saying people should be allowed to buy whatever they want form other countries to ensure availability of goods.

It’s just as simple. The situation has been normal until a few days ago when we witnessed this sudden chaotic behaviour.

We (as Zanu Pf) brought in the retailers, the CZI and ZNCC. We hope that government will come and explain why certain measures were being brought when there was no consensus.

On the causes of the mayhem, it shows that perhaps no proper consultations were done. No we cannot allow that.”

By Own Correspondent Recently appointed Permanent Secretary in the Ministry of Information, Ndabaningi Nick Mangwana has attributed the empty shelves in most retails shops to failure by shop owners to repack the shelves fast enough adding that there are adequate stocks of basic commodities nationally.

Speaking to the national broadcaster, Mangwana urged Zimbabweans to be calm calling on retailers not to create artificial shortages which potentially leads to panic among consumers.

Said Mangwana:

“Right now when it comes to other supplies, there are good stocks. Obviously things are running off the shelves and people can’t pack the shelves fast enough…. that’s where the actual problem is.

There is no clear reason why people would close shops unless they are totally empty.

I understand the shops that have closed are not empty. If it’s a speculation that there will be shortages, let me take this opportunity to reassure the nation that there won’t be any shortages.

The government is on top of the situation. The forex supply is adequate. enough to meet our needs.

Yes we are in an expanding economy demanding a lot of forex. Just on fuel alone, our forex demand is on US$120 million monthly.

So if you compute those figures, you will probably come very close to US$1.5 billion which is going out of the country.

Yes we are exporting but we are importing more than we are exporting so the forex challenge is there.”

Total Shutdown At UZ Amid Fears ED Could Be Embarassed By Poverty Stricken Graduands

The University of Zimbabwe (UZ) yesterday conferred President Emmerson Mnangagwa with an honorary Doctor of Laws degrees during the 2018 graduation ceremony amid tight security as speculation was rife that students wanted to embarrass him.

Mnangagwa was also installed Chancellor at his inaugural graduation ceremony at the university.

The Zanu PF leader urged the university council, senate, and staff to spur the institution to deliver education in line with global standards, national vision and aspirations.

“The African intelligencia in pre-independent Zimbabwe agitated for justice, equality and the right to self-determination,” he said.

“We envisaged a Zimbabwe where all men and women have equal access to opportunities. We fought to see society living in harmony, peace, love and unity. In the second republic, these aspirations must be realized and enjoyed by all of us; talent and hard work rewarded.”

A total of 3 632 graduands were conferred with degrees from nine faculties and the College of Health Sciences.

KFC Zimbabwe Closes Doors Due Economic Crisis

KFC and other fast food restaurants in Zimbabwe are unable to purchase supplies because of a shortage of U.S. dollars, forcing many to close.

KFC restaurant in the southwestern city of Bulawayo posted a notice to customers saying that it was shut until further notice “due to the fact that we are unable to source stock from our suppliers as they require U.S. dollars.”

Local chains Chicken Inn and St. Elmo’s Pizza have suffered a similar fate.

The closures are the latest in a wave of difficulties caused by Zimbabwe’s foreign currency crisis, which has seen the price of basic commodities “spiralling out of control”.

Some shops have already run out of essential items. Pharmacies have also exhausted stocks of diabetes and blood pressure medications.

The head of a retail association says that there is “panic in the market” as frustrated consumers snap up whatever is available. However, government officials deny there is a shortage of commodities in the country and said the crisis was born of “profiteering” and “greed.”

Hyper-inflation forced Zimbabwe to jettison its own currency, the Zimbabwe dollar, in 2009 and switch to foreign cash instead.

Police Out In Full Force To Block ZCTU Demo

Home Affairs minister Cain Mathema has warned that police will be out in full force today to thwart any attempts by the Zimbabwe Congress of Trade Unions (ZCTU) to demonstrate against the worsening economic crisis in the country.

Addressing journalists after touring the country’s central registry headquarters yesterday, Mathema said while it was everyone’s democratic right to demonstrate, that right must be exercised within the limits of the law.

“We hear that there are some who want to demonstrate against what they say are an untenable economic situation in the country. Let me say that our President (Emmerson Mnangagwa) is a peace-loving person. We are a law-abiding government and so is our President,” he said.

“If people go against the law and go to demonstrate, they must know that our law will deal with them harshly. We don’t want law breakers. We don’t want people who break our peace.”

ZCTU has pencilled demonstrations across the country to protest against the two cents per dollar transactional tax announced by government last week and triggered price hikes by retailers and suppliers, disappearance of some basic goods, while some companies closed shop.

The labour body yesterday vowed to go ahead with today’s protests despite the police banning it on account of fears of a fresh cholera outbreak.

ZCTU secretary-general Japhet Moyo said the labour group would not be stopped by the police to demonstrate against what he termed “economic sabotage”.

“We are going ahead as planned. We have instructed our lawyers to challenge (the police ban). We are very confident that we are going to exercise our rights as citizens and the police cannot determine or infringe on those rights like that,” Moyo said.

Meanwhile, Mathema said his ministry was working on decentralising production of passports in order to clear a huge backlog of up to six months.

“I have discussed this with the Registrar-General, who has assured me that there is now a work plan in place to clear the backlog within the shortest possible time and bring passport production to within normal timelines,” Mathema said.

Karuru Bullish Ahead Of Make or Break DRC Tie

WARRIORS forward Ovidy Karuru is excited to be back in the team and has vowed to deliver a positive result in a back to back Africa Cup of Nations Group G qualifying showdown with Democratic Republic of Congo.

The two nations clash in Kinshasa on Saturday evening before the reverse fixture at the National Sports Stadium three days later.

Having missed the Warriors previous qualifier away to Congo Brazzaville due to an injury, the AmaZulu midfielder is expected to start against the star-studded DRC side.
Speaking before the team’s departure for Kinshasa on Tuesday, Karuru said he knew how critical it was for Zimbabwe to get a positive result in their bid return to Africa’s premier football tournament.

“We all know the importance of the game and we are focused. We know what we need is a positive result. It’s important to get a positive result so that when we come back home we will use home advantage to finish off the contest. We want to try and qualify as early as possible. We want to avoid going right to the end,” Karuru said.

DRC is a formidable side, and boast of stars such as Cedric Bakambu, Arthur Masuaku and Yannick Bolasie, but Karuru remains optimistic.

Government Dissolves Entire Corrupt ZINARA Board

THE Minister of Transport and Infrastructural Development, Engineer Joel Biggie Matiza has dissolved the Zimbabwe National Roads Authority (Zinara) board.

He said the entity’s board, whose management is at the centre of allegations of corruption and abuse of office, was dissolved on Tuesday.

According to the Zinara website, the dissolved board comprises Mr Wilfred Ramwi (chairperson). Other members are Dr Mercy Manyuchi, Mr Aaron

Tapfuma, Mrs Lucy Furamera, Mr Fidelis Ngorora and Engineer Goodwell Mapako.

The board also included former Victoria Falls mayor Mr Sifiso Mpofu, Mr Aaron Mazingaiso and Mrs Patricia Bwerinofa.

Eng Matiza made the revelations during a tour of the National Railways of Zimbabwe (NRZ) facilities in Bulawayo yesterday.

He was commenting on the delays in the commissioning of the Plumtree-Mutare highway.

“The issue of the Plumtree-Mutare highway is being looked at and I will soon meet relevant authorities in that regard. However, I have just dissolved the Zinara board as we need to put things together and start afresh. The board was dissolved on Tuesday,” he said.

Over the past few years, Zinara has been under fire from various stakeholders over its failure to upgrade roads in several parts of the country despite the fact that the entity collects toll fees from the motoring public daily.

Eng Matiza said he has since delegated his deputy, Cde Fortune Chasi to deal with corruption at Zinara, a key parastatal under his portfolio.

“I have assigned my Deputy Minister to investigate the entity including issues of abuse of office. The Deputy Minister will oversee the establishment and maintenance of corporate governance at Zinara and its alignment to statutory requirements,” he said.

Eng Matiza said his Ministry has put in place measures aimed at restructuring Zinara to ensure that it is more effective.

Zinara chief executive Engineer Nancy Masiyiwa was in June suspended over what insiders say are frivolous and laughable charges including that she called one of the senior managers a “Satanist”.

However, investigations have since shown that the principal reason for her suspension is linked to her fight against corruption at the parastatal.

It is believed that a forensic audit report by an international audit firm Grant Thornton, which exposed the rot at the State enterprise, contained damaging information regarding the awarding of several road tender projects and even the Auditor General’s Office was not favoured with the copy of the report.

Eng Masiyiwa’s hearing last week opened a can of worms as it emerged that the parastatal is refusing to release the forensic audit report in question.

Last year, the Government set up an independent probe team to look into the operations of Zinara after the Grant Thornton forensic audit unearthed a number of questionable business transactions prejudicial to the State.

One of the questionable transactions exposed by the audit was the Plumtree-Bulawayo-Harare-Mutare project implemented by Group Five of South Africa at a cost of $206 million. The project was bankrolled by the Development Bank of Southern Africa (DBSA).

The report findings compiled by the five-member independent committee, revealed that Zinara lost more than $119 million to two of its managers through shady deals and unprocedural tenders.

The committee was appointed last year in October by former Transport and Infrastructural Development Minister Joram Gumbo to investigate all projects that were undertaken by Zinara in the five-year period between 2011 and 2016, including the $206 million rehabilitation of the Plumtree-Mutare highway, after the forensic audit revealed financial rot at the parastatal.

On Tuesday, former Zimbabwe National Roads Administration (Zinara) acting chief executive Moses Juma was jailed for effective two years after being convicted of criminal abuse of office.

Juma was first arrested in 2016 but was released from police custody at the instigation of former Vice President Phelekezela Mphoko.

The former VP allegedly stormed Avondale Police Station and ordered the release of Juma and Davison Norupiri.

Gospel Musician Plaxedes Machuma Joka (popularly known as Plaxedes Wenyika) has filed for maintenance against businessman Dr Mika Joka
following the couple’s separation pending divorce.

Wenyika filed for divorce citing irreconcilable differences with Dr Joka who is the founder of Corporate 24 medical centre. The couple married in 2005 in terms of the Marriages Act (Chapter 5:11). In the divorce summons filed at the High
Court on August 30 this year, Wenyika claimed monthly maintenance of $3 500 for herself and upkeep of the couple’s three children.

Pending termination of the marriage,Wenyika has upgraded her claim to $6 330 through a separate

Mthuli Claims The Bond Has Gone Back To 1 to 1 With The US Dollar.

GOVERNMENT claims that it has secured a loan facility from the Afreximbank to guarantee the 1:1 convertibility value of Real Time Gross Settlement (RTGS) balances into the United States dollar and availability of the greenback for Nostro foreign currency accounts, The Minister of Finance and Economic Development, Professor Mthuli Ncube, said yesterday.

According to State Media, the decision follows widespread fears over loss of value for RTGS or electronic balances at banks, on the back of spiralling parallel market exchange rates, which have spiked inflation, which is now hovering above four percent. The state media also claims that the situation has been compounded by unjustified price increases which has seen some retailers increasing prices by more than 50 percent despite the fact that producers have not increased prices.

Minister Ncube, who is in Bali, Indonesia, attending the International Monetary Fund and World Bank meetings, allayed fears over loss of RTGS savings saying Government has put in place measures to retain value for electronic deposits.

“Government recognises concerns surrounding RTGS deposits and we commit to preserve the value of these balances on the current rate of exchange of 1 to 1, in order to protect people’s savings,” said Prof Ncube in a statement. He later posted on his Twitter account: “Today in Bali, Indonesia at the IMF/World Bank Meetings, I had fruitful discussions with the President of Afreximbank Dr Oramah. Afreximbank has offered Zimbabwe a facility to guarantee 1:1 convertibility of RTGS balances into US$ and availability of US$ for Nostro Foreign Currency Accounts (FCA).” he could not disclose the value of the back-up facility.

Over and above this Nostro deposit protection guarantee from Afreximbank, Prof Ncube said, Treasury was also reinforcing Nostro FCA accounts with a statutory instrument to guarantee that these are private deposits. This will ensure that “neither the Reserve Bank nor Government has any access to them,” he said.

In its mid-term Monetary Policy Statement last week, the Reserve Bank of Zimbabwe (RBZ) directed all banks to effectively operationalise the ring-fencing policy on Nostro FCAs by separating foreign currency accounts (FCAs) into two categories, namely Nostro FCAs and RTGS FCAs.

Despite admitting earlier that market forces were resisting the parity value of RTGS to the US$, Prof Ncube said measures were being implemented to accelerate economic reforms that are necessary to right sizing the economy. Official statistics indicate RTGS deposits had risen to about $9 billion. The Minister however said Government was committed to reducing fiscal imbalances, which are the root cause of the many challenges the economy is facing.

He acknowledged the problem of cash shortages and the challenge of foreign exchange parallel market rates, which have a negative effect on prices and subsequent inflationary pressures.

State Media – PLANS are underway to merge Air Zimbabwe with Zimbabwe Airways under a new strategy aimed at revitalising the debt-ridden national airliner, Transport and Infrastructural Development Minister, Joel Biggie Matiza, said yesterday.

He told Business Chronicle in an interview that the proposed merger of the two airline companies was in line with Government’s thrust to turnaround the national carrier, which is burdened by legacy debts of over $334 million.

“We are working on putting them (Air Zimbabwe and Zimbabwe Airways) together so that we have an efficient national airline company. In fact, it is a process as we all want is to see our national flag carrier flying again,” said Matiza.

“We are proud of Air Zimbabwe hence we want to see it in the skies. We are in the Second Republic and we are now putting up things properly.”

He said the ministry was finalising the purchase agreement of four Boeing 777 aircraft procured recently by Zimbabwe Airways. Government took delivery of one of the planes, a Boeing 777 jetliner, in April, and the remaining three are still to be paid for.

Matiza said Government was also working towards securing smaller Embraer aircraft for the servicing of domestic routes.

“Air Zimbabwe does not have an adequate aircraft fleet mix and this has forced the airline to operate on a deficit.

“However, we are saying with the new aircraft in place, Government intends to merge Air Zimbabwe and Zimbabwe Airways so that they complement each another,” he explained.

“The smaller aircraft will service domestic routes, A320s for regional routes and the B777 will service the international routes”.

Minister Matiza also said Government was considering an option of engaging a strategic partner with efforts underway to recapitalise the airline through a model to be discussed with the Reserve Bank of Zimbabwe.

“We are trying to come up with a business model to be discussed with RBZ, which allows us as much as possible to start having revenue coming in and we are also looking for a strategic partner.
“We have the equipment and what needs to be done in the aviation industry is to see that equipment flying up there so that we generate revenue,” he said.

Matiza acknowledged challenges facing the Air Zimbabwe, which include legacy debt, dilapidated aircraft and equipment fleet and lack of working capital. Government created Zimbabwe Airways as a new debt-free national airline, in a bid to duck creditors who were circling Air Zimbabwe’s properties including planes.

The decision followed the seizure of Air Zimbabwe’s Boeing 767-200 inscribed “Victoria Falls” at Gatwick International Airport in 2011. The aircraft was impounded by American General Supplies over a $1,2 million debt for spares.

But due to a significantly improved political environment following the coming in of the new administration led by President Emmerson Mnangagwa, the threat of having planes impounded has subsided because of the re-engagement process that has gathered pace.
