Chasi Calls For Scrapping of Bond Notes

Mazowe South legislator Advocate Fortune Chasi has urged the incoming Minister of Finance to do away with bond notes which he described as an anathema to investor confidence.

Posting on the microblogging site Twitter, Chasi- a Zanu PF legislator said reliance on bond notes is uncanny as it has send the United States currency into hiding.

The former Justice Deputy Minister urged the incoming minister of finance to whip it out.

“Reliance on the Bond note is uncanny. This note has sent the greenback into hiding. It feeds gvt profligacy ( it has encouraged public borrowing). It’s anathema to investor confidence. It simply just go & the incoming finance minister must whip it out!” reads Chasi’s tweet.

Zimbabwe is currently battling cash crisis which has manifested in long and winding bank queues, inflation and parallel trading of US dollars on the streets.

 

Former MDC National Chairperson Praises ED Commission

 

Terrence Mawawa|Former MDC-T national chairperson Lovemore Ndodana Moyo has welcomed the appointment of a 7 member commission of inquiry by President Emmerson Mnangagwa.

Moyo believes the commission comprises experienced individuals who will get to the bottom of the matter.

Moyo also believes the appointment of the commission is a positive move considering that it compromises human rights experts and respected
international individuals.

“The UMD would like to commend the President for the appointment of the Commission of Inquiry into the recent post election protests that resulted in deaths.

We hope and trust that the move will open the door for further investigations into numerous past
human rights violations that went
unrecognised and unresolved,” said Moyo.

Battle Of Zimbabwe Finally On This Weekend

The much awaited big “Battle Of Zimbabwe” soocer encounter between the country’s top two teams Highlanders and Dynamos which has been postponed twice is finally set for this weekend at Barbourfields Stadium in Bulawayo.

The match which, is characterised by sopradic incidents of violence was originally set to take place a day after the national elections but was suspended by the PSL to allow for elections to proceed smoothly. The match was again called off a week later due to volatile post-election reactions that were gripping the country.

Following disturbances that rocked Harare on Wednesday August 1 and left six people injured in the aftermath of the presidential vote, the PSL feared that the political violence could spill into the big football match.

The match is expected to be sold out as usual and heavy police presence has already been set up for the match.

Free Entry For Zanu Pf Stalwarts At Harare Agricultural Show

By Own Correspondent| In a move aimed at boosting the support for President Emmerson Mnangagwa during his address at the just ended agricultural show, Zanu Pf supporters were given an entrance free waiver and allowed free entry at the show grounds.

Mnangagwa, who is not so popular with the masses in Harare garnered less votes than rival MDC Alliance leader Nelson Chamisa in the just ended harmonised polls officially opened the Harare Agricultural Show on Friday.

Party supporters donning party regalia entered the show grounds free while every one else paid $5 for adults and a $1 for children.

Ecstatic Zanu Pf supporters broke into loud cheers when Mnangagwa arrived breaking into song and dance of their national anthem “Kutonga Kwaro”.

The supporters bragged about being in the “right basket” adding that it paid to be aligned to a ruling candidate.

Contrary to previous years where former president Robert Mugabe’s companies including Alpha and Omega dairies were so popular, this year, there was not much hype at these stands.

More MDC Members Arrested As Soldiers Who Opened Live Ammunition Killing Civilians And Were Captured On Camera Walk Scot Free

By Own Correspondent| More MDC Alliance members have been taken into custody over the August 1 violence where soldiers opened live ammunition on civilians killing 7 injuring dozens others.

According to a statement issued by the ZLHR, Zimbabwean authorities on Monday 03 September 2018 intensified their crackdown on opposition MDC Alliance party members after arresting leaders of the opposition party’s Youth Assembly Happymore Chidziva and charged him together with other party stalwarts of committing public violence.

Zimbabwe Republic Police (ZRP) officers arrested Happymore Chidziva, the MDC Alliance party Youth Assembly leader, who is the Highfield West constituency MP Elect, Chamunorwa Madya, the Deputy Secretary-General for the MDC Alliance party Youth Assembly and Mafaiti Mubaiwa, who is employed as a security personnel at the opposition party headquarters.

ZRP officers accused Chidziva, who is represented by Jeremiah Bamu of Zimbabwe Lawyers for Human Rights (ZLHR) of contravening section 36 of the Criminal Law (Codification and Reform) after he allegedly incited his MDC Alliance party supporters at a political rally held in July 2018 in Gweru in Midlands province to protest against an unfavourable election outcome and that they should defend their vote if Zimbabwe Electoral Commission (ZEC) rigs the election in favour of ZANU PF party.

ZRP officers also charged Mubaiwa and Madya, who were represented by Nontokozo Dube-Tachiona and Gugulethu Mahlangu-Simango of ZLHR, with committing public violence as defined in section 36 of the Criminal Law (Codification and Reform) Act.

The police officers claimed that Mubaiwa and Madya committed public violence when they participated in a demonstration held in early August to protest ZEC’s management of the July 30 harmonised elections. Chidziva, Mubaiwa and Madya, who are detailed at Harare Central Police Station, are expected to appear in court on Tuesday 04 September 2018.

Chidziva to Appear in Court Tomorrow

MDC Alliance Youth Assembly Chairperson, Happymore Chidziva who is currently in police custody at Harare Central police on charges of committing public violence will appear in court tomorrow.

According to Zimbabwe Lawyers for Human Rights, Chidziva reported at Harare Central Police law and order section in the morning today.

Chidziva was arrested together with the party’s Deputy Secretary-General for the Youth Assembly Chamunorwa Madya and Mafaiti Mubaiwa, a security personnel at the MDC headquarters.

Chidziva, who is represented by Jeremiah Bamu of Zimbabwe Lawyers for Human Rights (ZLHR) is accused of contravening section 36 of the Criminal Law (Codification and Reform) after he allegedly incited his MDC Alliance party supporters at a political rally held in July 2018 in Gweru in Midlands province to protest against an unfavourable election outcome and that they should defend their vote if Zimbabwe Electoral Commission (ZEC) rigs the election in favour of ZANU PF party.

Mubaiwa and Madya have been charged with committing public violence when they participated at an MDC Alliance organized protest against delayed announcement of results by the Zimbabwe Electoral Commission.

Opposition One Seat Short Of Blocking ZANU PF Utmost Power

Correspondent|The Movement for Democratic Change Alliance which is contesting the results in 19 national assembly constituencies needs to win only one case to deny the Zimbabwe African National Union-Patriotic Front a two-thirds majority which allows it to, among other things, change the national constitution.

Although ZANU-PF won five more seats above the two-thirds majority in the 210 elected seats, it only won 35 in the proportional representation seats to give it 180 seats in the 270 member lower house, exactly a two-thirds majority without any single seat to spare.

A single victory by the MDC could therefore reduce the number of seats to 179 which is below the two-thirds majority.

Some ZANU-PF legislators and officials have been talking about amending the constitution to raise the minimum age for one to qualify to contest for president.

Right now the age is 40 which Chamisa attained this year 12 days before the death of Morgan Tsvangirai on Valentine’s Day.

Chamisa went on to wrestle leadership of the party and contested as president losing narrowly to Emmerson Mnangagwa.

He has, however, rejected the result despite losing at the Constitutional Court.

This has led some of his critics to argue that Chamisa is insisting that he won because of immaturity. He cannot handle defeat because of his young age.

ZANU-PF youths have, however, vowed to contest any such proposal saying some of the party leaders like former Zimbabwe African National Liberation Army (ZANLA) boss Josiah Tongogara were accomplished statesmen by the age of 40.

“When Gen Tongo died, he was 41. An accomplished war strategist and statesman. He was the leading beacon at Lancaster Negotiations. He unlocked impasses with his mature approach,” Nick Mangwana, the ZANU-PF chairman for the UK said.

“We cannot change our rules because of 1 self-destructive immature 40 year old. Let’s be progressive.”

Mnangagwa’s August 1 Commission Illegal: Veritas

By Own Correspondent| Parliamentary, legal and civil rights watchdog, Veritas, has raised the flag on the legality of the appointment of the Kgalema Motlanthe led Commission of Inquiry on the August 1 post election violence arguing that the appointment should have been done in consultation with the cabinet.

Veritas however says that President Emmerson Mnangagwa can still rectify the situation when a new cabinet is appointed.

Below is the full text by the watchdog in its latest bulletin:

“Elections alone are not giving the Zimbabwe government the legitimacy we all so badly need.  This is illustrated by the following statement:  “When not shooting civilians in the back, Zimbabwe’s ruling élite seems to be shooting itself in the foot.”  Those words appeared in The Economist on 11th August, in an article commenting on post-election violence.  The Economist is a highly respected magazine read by influential people in government and business throughout the world, and its comments on Zimbabwe are likely to colour the attitudes of potential investors and many western governments towards this country.

In view of this, the President’s announcement that he has appointed a commission of inquiry to look into post-election violence is to be given a cautious welcome.  Cautious because there are several problems with the commission, as will be explained in this bulletin.

The President’s Announcement

The announcement was given in a statement issued by the President on 29th August.  In it he said that he had appointed a seven-member commission consisting of local, regional and international members “who have been appointed in terms of the Commission [sic] of Inquiry Act [Chapter 10:07].”  The commission’s terms of reference, he went on, were as follows:

  1. a)to inquire into the circumstances leading to the 1st of August 2018, post-election violence;
  2. b)to identify the actors and their leaders, their motive and strategies employed in the protests;
  3. c)to inquire into the intervention by the Zimbabwe Republic Police in the maintenance of law and order;
  4. d)to investigate the circumstances which necessitated the involvement of the military in assisting in the maintenance of law and order;
  5. e)to consider whether the degree of force used was appropriate to the ensuing threat to public safety, law and order;
  6. f)to assess extent of damage/injury caused thereof [sic];
  7. g)to investigate any other matters which the Commission of Inquiry may deem appropriate and relevant to the inquiry;
  8. h)to make suitable recommendations;  and
  9. i)to report to the President in writing, the result of the inquiry within a period of three months from the date of swearing-in of the Commissioners.

The President’s statement ended by saying “A notice to the above effect, will be gazetted in accordance with the law.”

Problems Regarding Appointment of Commission

There are several problems:

  1. The appointment of the Commission was not legal

Section 110(6) of the Constitution states: “In the exercise of his or her functions, the President must act on the advice of the Cabinet, except when he or she is acting in terms of subsection (2) above.”  [Appointing a Commission of Inquiry does not come under subsection (2) see below.]

When the President purportedly appointed the Commission there was no Cabinet to advise him.  Only on the 30th August, shortly before he left for China, did he appoint two Vice-Presidents and by doing so formed a Cabinet of three – himself and the Vice-Presidents.  Whatever advice the now Vice-Presidents may have given him before then they could have given only as informal advisers, not as Cabinet members, because when they gave it they were not Vice-Presidents.

Although section 110(6) of the Constitution, quoted above, allows the President to act without Cabinet advice when exercising functions under subsection (2) of the section, appointing commissions of inquiry is not one of those functions.  Subsection (2)(d) mentions “making appointments which the Constitution or legislation requires the President to make”, but under the Commissions of Inquiry Act the appointment of a commission is discretionary: the President is never required to appoint one.  Hence, if he does he must act on the advice of the Cabinet.

It should be pointed out that the proclamation establishing the commission has not been published.  So legally the commission is not yet in existence, because commissions of inquiry are established “by proclamation” [section 2 of the Commissions of Inquiry Act].  If before the proclamation is published the President gets the approval of his Cabinet – and it is to be hoped that by then he will have appointed a real Cabinet, not a token one – then the commission will be properly appointed.

The importance of establishing the commission in accordance with the law cannot be over-emphasised.  Under the Commissions of Inquiry Act a commission has extensive powers of investigation:

  • it can summon witnesses and compel them to give evidence on oath, and witnesses who fail to attend or refuse to give evidence can be punished by up to six months’ imprisonment
  • anyone who tries to disrupt the commission’s proceedings can likewise be punished
  • anyone who lies when giving evidence to the commission can be punished by up to two years’ imprisonment.

If the commission is not legally established, however, it will not be able to exercise any of those powers.

If the President had consulted his lawyers, they might have prevented him from giving the impression that he had already established the commission when legally he could not have done so.

  1. Terms of reference

The commission’s stated terms of reference appear to assume that the soldiers who shot dead six protesters were entitled to be on the streets of Harare fully armed with live ammunition, and that their actions were justified.  Thus paragraph (d) of the terms calls on the commission “to investigate the circumstances which necessitated the involvement of the military” in maintaining law and order.  The questions in many people’s minds are:  who called out the military, and was it necessary to do so?  The answers to those questions are pertinent:  only the President could legally have called out the military in terms of section 213 of the Constitution, but he has suggested he did not do so.  If he didn’t, then who did?  As to whether it was necessary to call out the military, that question cannot be answered by a commission whose terms of reference tell it that it was indeed necessary.

A further problem with the terms of reference is that they relate only to the events of the 1st August, not to incidents of politically-motivated violence that allegedly occurred after that date, perpetrated mainly against opposition supporters.  These alleged incidents have been reported and commented on both inside and outside the country, yet the commission will have no mandate to investigate them.

Yet another problem is that the terms of reference do not state specifically that the commission should recommend measures to prevent similar tragic incidents occurring in the future.  That, surely, is one of the most important reasons for establishing the commission.

These difficulties could have been avoided if the President had consulted more widely.  Consultation with civil society and opposition parties would have given him better insight into the concerns of Zimbabweans outside his own party and, perhaps, of foreign observers.

  1. The membership of the commission

Veritas does not wish to comment on the suitability of the persons appointed to the Commission, except to say that some of the local appointments have been criticised for not being impartial.  The criticisms would have been fewer, or would have had less validity, if the President had consulted more widely before making the appointments.

Conclusion

There are several points that should be made in conclusion:

Due attention must be paid to the laws of Zimbabwe

Once it is legally established, whatever its precise terms of reference, the commission will have to pay proper attention to our constitution and laws.  In particular:

  • All killing is unlawful in Zimbabwe.  Under section 86(3) of the Constitution, the right to life is sacrosanct and no law can limit or violate it [the only exception is that a court of law can impose the death penalty on people convicted of aggravated murder].  Some foreign commissioners may come from countries where it is legal for the police and security forces to kill rioters;  they must be disabused of the notion that the same applies in this country.
  • Only the President can authorise the deployment of the Defence Forces.  Under section 213 of the Constitution, only the President can authorise the deployment of the Defence Forces in support of the police in the maintenance of law and order.  Although section 37 of the Public Order and Security Act suggests that the Minister of Defence can authorise their deployment if requested by the Minister of Home Affairs, the section is contrary to the Constitution and therefore invalid.

Need for transparency

The commission, once it is established, must conduct its proceedings with the utmost transparency to avoid any suspicion of cover-up.  All witnesses should have to give their evidence in public as is the general rule for commissions of inquiry [section 9 of the Commissions of Inquiry Act].  The purpose of the commission is not just to appease foreigners so that we can get their support and investment:  its main object should be to satisfy the people of Zimbabwe that the tragic events of the 1st August have been thoroughly probed and that the commission’s conclusions represent the real truth of what happened.  This can only be achieved if it conducts itself transparently.

The transparency moreover should not be confined to the commission’s proceedings.  Once the commission has submitted its report to the President, he must have it presented to Parliament, complete and unaltered.

Safety of Witnesses

Witnesses should give their evidence in public for the sake of transparency, as we have said, but measures should be put in place to prevent victims being threatened or subjected to retribution for testifying before the commission. A commission of inquiry has no power to take such measures or even to order them to be taken, so the government will have to give cast-iron guarantees that witnesses will not be harmed on account of their evidence.  If those guarantees are not given, witnesses may be reluctant to fully cooperate before the commission.

A final point is: it is hoped that the Zimbabwe Human Rights Commission and the National Peace and Reconciliation Commission will both conduct their own inquiries.  Both these Constitutional Commissions have power to investigate incidents such as occurred on the 1st August and both Commissions have power to provide victims with some redress [which a Commission of Inquiry does not have].  Both Commissions send their reports to Parliament and both can make recommendations and ensure follow-up.

Human Rights Lawyers Rushed For Arrested MDC Leaders

The MDC members including Highfield West constituency MP-Elect Happymore Chidziva, Chamunorwa Madya, the Deputy Secretary-General for the MDC Alliance Youth Assembly and Mafaiti Mubaiwa, were arrested on Monday by Zimbabwe Republic Police (ZRP) officers when they handed themselves over to the police after a national search for them.

The police officers accuse Chidziva of inciting public violence after he told MDC Alliance party supporters at a political rally held in July 2018 in Gweru in Midlands province that his party supporters will protest against an unfavourable election outcome and will defend their vote if Zimbabwe Electoral Commission rigs the election in favour of ZANU PF party.

According to the police, hundreds of MDC Alliance took to the streets on August 1 protesting the delayed release of presidential results allegedly on the strength of Chidziva’s inferences.

Six people were killed at the protests when members of the Zimbabwe Defence Forces fired live bullets to quell the protests.

ZESN Report Fingers Military and Zanu PF Supporters Over Post Election Violence

A local elections lobby group the Zimbabwe Election Support Network (ZESN) has released its long term observer report which fingers the military and Zanu PF supporters as perpetrators of post election violence.

According to the ZESN report, its observation of political environment in the country, post elections pointed to human rights violations that were perpetrated by the military and Zanu PF supporters.

”in most cases, long term observers could not identify the perpetrators of the violations. Where it could be established, Zanu PF and the military were identified as the main perpetrators. Where unofficial curfews were reported, long term observers reported that there was general apprehension in their respective constituencies as soldiers were indiscriminately beating up people. For instance in Dzivarasekwa, Chitungwiza and Kuwadzana constituencies in Harare province, there were reports of soldiers going into nightclubs asking patrons to leave and randomly beating up people found on the streets on the nights of 1 and 2 August,” noted ZESN.

 

Gomba Elected As New Mayor For The City Of Harare

Gomba a long serving councillor in the city previously served as deputy mayor in the 2008 to 2013 council.

He takes over the opposition MDC Alliance run council from outgoing mayor Bernard Manyenyeni who did not seek re-election.

EU Withdraws Funding For Zim Project Due To ZANU PF Resistance

The EU, one of Zimbabwe’s biggest donors has suspended funding of a US$14 million conservancy project in Save Valley in Chiredzi because thousands of Zanu PF supporters illegally settled in the area are resisting eviction.

The EU project is meant to erect a fence around Save Valley Conservancy which is famed for the second largest black rhino population in Africa. The project is not only important for Zimbabwe’s wildlife and tourism industry but is aimed at reducing people-wildlife conflicts that are a perennial problem in Chiredzi and parts of Bikita.

The Conservancies were invaded by landless Zimbabweans at the height of land invasions in 2002.
Both Chiredzi District Administrator (DA) Lovemore Chisema and Joseph Shoko, the chief environment officer in the Ministry of Environment confirmed the move by EU. They said they received directives to stop any further programs on the project.

“We received a directive from EU to stop any further programs regarding implementation of a project in Save Valley funded by EU. We have not been furnished with reasons,” said Chisema.
Apart from erecting the fence, the Fund is meant to build schools, sink boreholes and build dams for people in the area.

Newly elected Zanu PF MP for Chiredzi North, Roy Bhila buttressed the fear when he vowed that he would not allow the 10 000 families settled in the conservancy to be moved because they voted for him. Chiredzi North is one of the constituencies where Zanu PF performed exceptionally well garnering 36 00 votes against MDC Alliance’s 3 000.

“During my tenure in office, I will not in any way allow the relocation of people from Save Valley. Wildlife is not more important than people. I am their representative and they told me that they don’t want to move,” said Bhila in an interview with The Mirror.

Chisema said EU told him to stop any program to do with the implementation of the project carried out by Food and Agriculture Organisation (FAO). In addition to erecting the fence, part of the funds were going to be used to establish infrastructure in the conservancy.
Chisema said that he was now waiting for communication from Government on how to proceed.

It is also believed that EU suspended the funding over Government’s questionable respect for Bilateral Investment Promotion and Protection Agreements (BIPPA).

“They stopped the program indefinitely, they didn’t tell us but it might be due to elections. We are hopeful that we will continue since the implementing partners, FAO were on the ground and their roadmap will be presented to Cabinet,” said Shoko.

Jeys Marabini In Massive Album Launch

“IT’S not true that Bulawayo does not support their own as I’m evidence that they do”, said Jeys Marabini after he launched his ninth album, Ntunja Mbila in front of a packed Bulawayo Theatre on Friday night.

The fear by Jeys Marabini and other musicians from the city is that residents do not support their own except when it is Highlanders Football Club playing at Barbourfields Stadium.

But those fears were allayed on Friday night when a packed Bulawayo Theatre witnessed Jeys Marabini launch his album.

Jeys said he has never seen so many people at his show in the past 28 years of his career.

“People on Friday night showed that it’s not true that Bulawayo doesn’t support local artistes. When you churn out quality music that they like they’ll support you without doubt. When I saw the crowd that was packed at Bulawayo Theatre, I was left with no words,” said Jeys.

He said he wanted to thank Zimbabweans in general and Bulawayo people in particular for coming out in their numbers on Friday night.

Jeys said even fellow artistes came and supported him and wishes the same for others who launch albums or works of art.

“People should continue supporting artistes from Bulawayo like they did to me. Whatever happens in Bulawayo arts-wise should be supported in full. I wish the same thing happens to other artistes from the city,” said Jeys.

He said copies of the album ran out on the night and they are producing more.

The show started off with an interview between Jeys and MC on the night Morris Touch as he explained what the album was all about and got people to know who Jeys is.

Thereafter it was nearly two hours of Jeys belting out tunes from the album that include S’thandwa, Ntunja Mbila, Mbulali, Bhayisikili featuring Hwabaraty, Yiyo Lingoma, Wobuya, My Chick, Ikhisimusi and Ngizobuyela.

The stand out tracks on the album are My Chick, Ntunja Mbila and Ngizobuyela and these were received well by the audience that comprised both young and old.

Fans in the auditorium danced and sang along with Jeys who was full of praise for all of them for coming out in their numbers.

Upon paying the $12 to watch the show, every person was given the album for them to listen to at home or in their cars.

Back to the stage, when one comes to a Jeys show, they should not expect high octane dance moves.

There was mellow Afro Jazz music that quickened as the show went on as it incorporated dances such as isitshikitsha, ibhiza and muchongoyo.

For the mature folk in the crowd, they watched as Jeys belted out hit after hit.

The band comprised Sam Mataure on drums and Othnell Mangoma on percussion. Rodwell Roda helped Jeys get people to break out and dance. Jeys even invited some on stage and the likes of veteran football coach Cosmos ‘Tsano’ Zulu showed off some silky dance moves. Fellow artistes such as Zinjaziyamluma and Madlela Skhobokhobo also got in on the act as they had come to support their fellow musician.

After sampling some of his songs, Jeys delved into albums from yester year to dish out music that people fell in love with when it was released.

ED Pfee As TB Drugs Run Out At Gvt Hospitals

Patients on tuberculosis (TB) treatment have expressed fears of developing drug resistant TB following shortages of a key combination drug in most health institutions in the past two months.

Some patients from Chitungwiza interviewed claimed that the drug – rhzefdc – was in short supply since June and they have been travelling to as far as Mvurwi and Shamva to get their supplies.

“We have been experiencing this shortage for the past two months and some adults have been taking paediatric formulations. Some of us have had to go as far as Shamva just to get these drugs,” said one of the patients who spoke on condition of anonymity.

She said with this interrupted treatment, they were now fearing for multi-drug-resistant TB.

Deputy director for Aids and TB Unit in the Ministry of Health and Child Care Dr Charles Sandy confirmed the shortages but was quick to point out that the Medicines San Frontiers (MSF) and the embassy of South Sudan had since chipped in to avert the crisis.

“Yes, our deliveries were delayed resulting in a temporary shortage of some drug combinations but MSF quickly chipped in with the required medication thereby averting the crisis,” he said.

Dr Sandy said Government was also expecting further supplies from the embassy of Sudan this weekend as well as its own shipment.
“We have received MSF supported medicines last week and are anticipating our own deliveries to start coming in this weekend as well as the

“End Political, Economic Stalemate Through GNU”: Says Mugabe Priest Father Fidelis Mukonori

By Talent Gondo| Father Fidelis Mukonori, has urged youths from both Zanu PF and the MDC Alliance to lobby their party leaders to set aside their differences and form another Government of National Unity (GNU) and end the current statemate which he said was crippling the country’s economic transformation.

Father Mukonori said the youths had the mandate to sing the GNU mantra daily as a way of encouraging both leaders to form a coalition government as a way forward for Zimbabwe.

Said Father Mukonori:

“It is probably the duty of young people right across Zimbabwe to say we want a government of national unity as a way forward, not this environment.

If the young people resoundingly, on daily basis, sing that song to the opposition parties and the ruling party and say this is what we want, we young people feel that it is necessary for you to sit down and come up with a solution, none of them would say no because they have a listening ear.

A government of national unity is dependent on the two leaders, if they think it is worth it.

We had a GNU and something happened, but that chance was also lost as some people were taking the opportunity to enrich themselves instead of making it a workable solution.”

“I won’t Discount Myself In Advance For Cabinet”: Simon Khaya Moyo

By Talent Gondo| Zanu PF spokesperson Simon Khaya Moyo has revealed that while he has not been offered a ministerial post in the yet to be announced cabinet, he is one of the party’s old leaders who was not ready “to discount themselves in advance”.

Khaya Moyo told a local daily that the selection of Cabinet ministers was Emmerson Mnangagwa’s prerogative, adding that none of the top party officials including the “old guard” could turn down an appointment.

He was responding to statements alleging that there is talk within the rank and file of Zanu Pf for the old leaders to pave way for the “Young Turks”.

Said Khaya Moyo:

“I have not heard of that conversation within the party, but what I know is that it’s the prerogative of the President to appoint the Cabinet, so we can’t speak on issues of speculation on things that have not yet happened.

I have not been offered a ministerial position and I will not speculate. I am not that kind of person who discounts themselves in advance.”-Newsday

 

Talks With Chamisa Delaying Mnangagwa Cabinet Appointment

By Paul Nyathi|President Emmerson Mnangagwa, has delayed announcing his Cabinet to give talks with youthful MDC Alliance leader Nelson Chamisa a chance, highly-placed sources have revealed.

Zimbabwe has been without a Cabinet since August 26, when Mnangagwa took oath of office after Chamisa’s Constitutional Court application, challenging his electoral victory.

According to the sources, Mnangagwa has invited Chamisa this talks in having some MDC Alliance members included I the cabinet.

Chamisa and the MDC Alliance have however dismissed the claims that they are involved in any talks with President Mnangagwa. In a media briefing last week, Chamisa completely ruled out any possibilities of him working with and within the ZANU PF governemnt claiming that the ruling party will “swallow him. “

“We Will Not Bury Our Heads In The Sand Over Sanctions”: Mnangagwa

By Talent Gondo| President Emmerson Mnangagwa has said Zimbabwe will not bury its head in the sand over sanctions adding that the country would continue its re engagement efforts with the international community in a move aimed at improving its relations and cooperation with other nations.

In an interview with CCTV, China where he is attending the FOCAC, President Mnangagwa said the country was making strides to correct past mistakes and re engage with those who had disengaged with Zimbabwe.

Said President Mnangagwa:

“If we bury our heads in the sand and say there are sanctions, we will always remain behind. To those who have put sanctions on us, we are extending our hand of friendship.

We are saying let us re-engage, engage with those who have not engaged with us before and re-engage with those who have disengaged with us and say what are the difficulties making us not work together, let us dialogue around those issues.

But beyond that as Zimbabweans we are saying what potential, what resources do we have so that we exploit them to grow our economy rather than say oh let us cry for those who have imposed sanctions on us to remove them.

They have their own reasons, so we are not going to sleep because some people have imposed sanctions on us. So we must ourselves do what we can without forgetting to appeal to those who yesterday were against us and ask them whether there are any reasons anymore against us.”-statemedia

Carjacking on the Rise

The Criminal Investigation Department (CID) said it is investigating a number of cases where motorists have lost their vehicles to criminals in separate incidents.

In a statement, CID spokesperson Detective Inspector Portia Chinho advised motorists to install alarm systems, tracking devices and anti-hijack systems on their vehicles. She said in one of the cases which occurred in Gweru, a complainant was driving a Toyota Wish plying the Gweru-Bulawayo route when he was approached by four robbers who hired him to Southdowns, Gweru.

“On their way, one of the criminals drew an Okapi knife, ordered the complainant to stop and obey their orders,” she said. “The quartet then robbed the complainant of $1 300 cash and two cellphones. The criminals proceeded to tie the complainant, dumped him and drove off.”

In Harare, another complainant lost his car, a Toyota Pearl, after parking it along Patrenda Road in Budiriro 2.

ZCLDN Calls On Incoming Government To Ammend Dangerous Drugs Act

By Talent Gondo| A local non governmental organisation, the Zimbabwe Civil Liberties and Drug Network (ZCLDN) has appealed to the incoming ninth parliament to amend the Dangerous Drugs Act as a way of preventing the criminalization of addicts and congesting the country’s jails.

In an interview with a local daily, ZCLDN founder and director Wilson Box proposed that instead of being sent to jail, addicts must be taken to medical institutions for rehabilitation.

Said Box:

“We propose that a drug addict must be referred to a medical institution, but if they are repeat offenders, they must be taken for rehabilitation, because if they are just thrown in jail for having a stub of marijuana, you find that it will be difficult to contain diseases like HIV, tuberculosis and hepatitis B in prisons that are already overcrowded.

Currently, the Dangerous Drug Act and the Criminal Code have provisions that criminalise drug addicts, but we are saying they must be referred to health institutions so that they enjoy their rights to health.”-Newsday

“I Am Now Living In Fear”: VP Mohadi

By Talent Gondo| Vice President Kembo Mohadi has approached the courts seeking a protection order against his former wife Tambudzani claiming that he now fears for his life after he initiated divorce proceedings against her.

VP Mohadi approached the court accusing his official wife Tambudzani Bhugadi Mohadi (nee Muleya), of sending threatening messages on his mobile phone.

On August 10 this year, Mohadi approached the Civil Court in Harare seeking a protection order against her and an order barring the Beitbridge Senator from selling property they bought as a couple before finalisation of their divorce matter.

“I have approached this honourable court seeking an order for protection order against the respondent in terms of the Domestic Violence Act, more particularly, in that the respondent is a very abusive person and/or a person of a violent disposition such that I am now living in fear of my life.

After the respondent [Tambudzani] got served with copy of the divorce summons, the respondent has escalated her violent tendencies against my person [Mohadi] and even calling me on my mobile phone while insulting me and threatening to tarnish my image, which has the potential to damage my political endeavours in view of my political office and as a member of the government.”

Mohadi claims Tambudzani is now influencing the children to insult and turn against him and they are also selling some matrimonial property with her blessing. The matter set to be heard on Friday.

Health Scare as Masvingo School Opening Hangs in the Balance

The opening of Victoria High School in Masvingo for the third term on Tuesday August 4 2018 hangs in the balance after health authorities in Masvingo condemned facilities in the school.

This followed a stinging petition against the school head John Muzamani sent by parents to the Permanent Secretary, Dr Sylvia Masango-Utete a few months ago.

Masvingo City Council Health Services Director, Zvakavapano Munganasa said there were serious health issues at the school but was not at liberty to comment because the local authority was only a partner in the investigation. Masvingo City Council is not the responsible authority. He said Masvingo City Council jointly investigated the school together with the Ministry of Health.

Masvingo Provincial Education Officer, Zedius Chitiga confirmed the health problems and said he was at the school on Thursday. He said plumbers were busy working on the burst pipes and some hostels to rectify the problems. He would not say whether the school was opening on Tuesday or not until he gets a full report, but hinted that something is going to happen without elaborating.

Total market capitalization gained 2.82% this week to close at $12.47bn. YTD +24.96%.

The All Share Index ended the week 2.76% higher at 117.33, while the Top 10 Index was up 3.39% to 121.69.

The Industrial Index closed the week 2.75% higher at 394.64, while the Mining Index gained 1.98%, ending the week at 161.34.

Trading in heavyweights was firm this week with Innscor, Delta and Econet recording gains of 6.34%, 4.09% and 3.80%, respectively.

The week’s top gainers were Dawn Properties, Zimpapers and Powerspeed, up 21.21%, 20.00% and 19.79%, respectively.

The week’s largest losses were recorded in Star Africa, down 9.09%, Africa Sun, down 7.63% and CAFCA, down 6.67%.

Flows for the week:

Volumes traded totaled 26.75mn shares and averaged 5.35mn shares per day.

Weekly turnover totaled $16.93mn. Average daily value traded was $3.39mn for the week.

Activity was highest in Seedco, BAT and Delta, contributing 30.68%, 15.82%, 14.33% respectively.

Call For Bulawayo To Resist Muchinguri-Kashiri Rhino Capture

The plea which has been making fast run around the people of Bulawayo comes after Minister of Environment and Tourism Oppah Muchinguri Kashiri hit headlines for allegedly unprocedurally donating ten White Rhinoceros from the park to the DRC.

The message reads as follows:

Good morning good people of Bulawayo. This is an appeal from a lifelong conservationist who served for many years on the Parks & Wildlife Board of Zimbabwe and for WEZ, asking you to stand up and POST and enquire into the current capture of White Rhino that is taking place right now in Matobo National Park.

As Citizens of Zimbabwe we have the right to know what is happening with our Wildlife. All efforts thus far to have a simple answer to any query have met with a brick wall, turned heads and secrecy. Having given a lifetime of work to support our outstanding Rangers in the field, I feel strongly that we should have some honest explanation as to why these Rhino have been captured in the first place.

Revolutionary and convivial greetings to you all.

1. Congratulations to every one of you for your service, sacrifice, hard work and well-deserved victory in the July 30 elections.Makorokoto, Amhlope!!People alone are the makers of history. You have made history!! Our struggle is a people’s struggle, your struggle.

2. In this election, we managed to field candidates in both parliament and council more than ever in the history of our party.

3. Despite some challenges that arose during the nominations where in some areas we had more than one candidate, we tried our best to resolve others but we must certainly improve on our internal democracy and electoral processes, now and in the future.

4. Our campaign, however, was incredible. We ran an exciting and unparalleled killer-campaign.We made history. We managed to hold a record of 87 Presidential rallies across the country and more than 500 consultative meetings with community and opinion leaders from various sectors and areas

5. From the 2013 election, we have managed to increase the number of our MPS in parliament from 41 to 88 inclusive of our 24 women proportional representatives .We have increased our Senators to 24

6. From this election, we control over 26 urban councils out of 32 (81%) and we must be proud of that. We won 536 council seats.We control all the metropolitan cities and towns including Harare and Bulawayo.

7. Our support base are the majority of active people and taxpayers who contribute about 80% of the taxes collected in the country.

8. If we compare with our previous election, again we have made significant inroads into rural areas and farming communities.

9. Our Presidential election campaign was massive and won the popular vote. We won this election and won it resoundingly. 2.6 million People voted for us. Even, on ZECs announced totals, this is the best tally our party has ever produced. It is also a significant increase with about a million votes from our previous best tally even by ZEC’s own figures.

10. I would like to thank all those who worked tirelessly to support the party and our campaign. We have many people who contributed their time, money and effort to this struggle. Our youth, women, polling agents, technical staff, volunteers, generational consensus, Zimbabweans and party structures in the DIASPORA, organising department and all that teams, I salute you for your incredible work, service and sacrifice.

11. Despite the inhuman, barbaric and cruel tactics that you saw on the 1st of August which led to the loss of innocent civilian lives, we should not allow those who have stolen our victory to rob our people and get away with it. Zimbabweans voted for and yearn for change.

12. On account of our pursuit of peace and constitutional means to exhaust all domestic remedies we chose to pursue the legal route and lodged a very strong case at the Constitutional Court.I wish to thank all of you for being peaceful, resisting all machinations and temptation to descend into anarchy in the face of provocation instigated by our opposition.

13. Apart from the results which show that we won this election with 2.6 million of the vote, we have unearthed clear traces of manipulation with a shoddy attempt to launder the baseless election result that gave Mr Mnangagwa a narrow win with about 38 000 votes we have already demonstrated doesn’t exist. Our matter did not call for the reopening of the ballot boxes or the so called election residue. If ZEC announces 18million votes in a country of 10million people the matter ends there. It is a fraud. No need to open any ballot box.

14. Contrary to the finding of the Court, we presented a very strong case in court that did not need us to do any opening of election residue or present V11s because as you know, we were using ZEC’s own results. Mr Mnangagwa’s votes were, among other things inflated using a combination of the following methods –
a) Wrong results were announced by ZEC
b) ZEC’s own figures which do not tally
c) No tally between parliamentary votes and presidential
d) Differences between v11 and v23- with inflation for Mr Mnangagwa and deflation me
e) More votes than the people registered under the polling station
f) No tally between people who voted and results announced
g) Polling stations collated twice
h) Missing Polling stations unaccounted for
i) Some of my votes omitted from final tally
j) No tallies posted on some of the polling stations
k) Identical results tallied by ZEC
l) Percentages of voter turnout from ZEC not tallying

15. These deliberate manipulations were clearly meant to create a new election result either than the one that reflects the will of our people.

16. We have pursued and exhausted all local legal remedies available to us in order to overturn the brazen subversion of the will of the people.

17. The court judgement is a further entrenchment of the subversion of the will of the people of this country.Whereas we respect the Court and rule of law, It is clear that court erred. It’s judgment has no bearing on the factual issues presented to court and the legal issues the court had to deal with.

18. This all is worsened by the fact that attempts had been made to frustrate our case:
– The sheriff refused to serve our papers on time to give the court an excuse to dismiss our case on a technical grounds.
– The registrar of the Court, under the instruction of Chief Justice Malaba refused to issue a subpoena to bring to Court a ZEC commissioner together with the ZEC server which would have clearly shown we won this election by 56% is being hidden.
– The Minister of Justice, Ziyambi Ziyambi who is conflicted because he is also Mr Mnangagwa’s Chief Election agent denied our foreign lawyers the right to represent us in court.

19. To this day, no one knows exactly how many votes Mr Mnangagwa claims to have got and received in this past election. How does a person win an election with an unknown figure?

20. Although we have instructed our legal team to pursue the matter at continental level via the African Commission on Human and People’s Rights, this remains a political legitimacy matter that requires a political solution which we must provide as Zimbabweans.

21. Despite all this, the party foundation remains strong and its structural base remains unshaken.

22. However, in light of the ever-changing political dynamics, the party needs to continue to renew, strengthen and adapt itself.Going forward, leadership and organizational renewal, institutional and constitutional reforms including administrative reform shall be necessary.

23. The country is in a state of stagnation. There is evident collapse of the economy, hyperinflationary rates which shall be exacerbated by the widespread printing of money, widespread rent-seeking looting by the few elite, rife patronage, persistent deadening poverty, no jobs, no cash in banks and lack of confidence in the economy.

24. There is intimidation and coordinated repression against democratic movement leadership and activists which must be immediately stopped.

25. There is general increase of poverty, displacement of vendors and our people. Across the country there is poor social service delivery across.We have a duty to provide leadership and rescue the people and our country.

26.To all our MPs and Councillors, I urge you to perform at the highest level of excellence. We expect you to articulate views espoused in our SMART manifesto document. Resist and shun corruption and arrogance. We will deal ruthlessly with the corrupt and lazy ones. Have a schedule of events for engaging communities, your constituencies and wards frequently and with regularity. Avoid being missing persons(mps).Please meet the voters and thank them. Let us also start meaningful livelihoods and upliftment projects in your constituencies to impact and improve people’s lives.

27.Therefore, on 29 August 2018, the National Council met in Harare at Morgan Tsvangirai House, to review the situation and consider its position and way forward. The council noted that it was meeting in the context of a stolen election. The council considered important matters relating to the elections, the party and the country and made the following resolutions:
a) The people’s President and candidate Advocate Nelson Chamisa won the election with 2.6 million votes and that he is the legitimate President of the country.
b) The Party will consult Zimbabweans across the country and within two weeks about the way forward with regards to the stolen election, thereafter shall embark on a national programme of action resulting from the outreach.
c) The President is broadly mandated to engage all stakeholders local and international, in dialogue with the scope of dealing with the current impasse arising from a stolen election and to resolve related governance issues.
d) The Party will put into effect an earlier resolution to integrate Alliance partners back into the Mainstream MDC.
e) The Party will engage in THANK YOU RALLIES to thank the 2.6 million voters who voted for me as your Presidential candidate , including supporters and all Zimbabweans who voted in this historic election.

28.Any such dialogue by the party must and shall be anchored on a 5 point plan to include –
1. RETURN LEGITIMACY AND DEMOCRACY -The respecting of the WIN and WILL of the people, respecting true outcome of this election.
2.INSTITUTING REFORMS – to allow for the holding of truly free, fair and credible elections in Zimbabwe.The reforms must include electoral reforms, political reforms, Constitutional and Legal reforms.

3.DEALING WITH THE ECONOMY-coming up with an immediate shared and robust economic rescue plan to deal with the deteriorating economic situation and the social security and humanitarian situation.

4. NATION BUILDING, NATIONAL HEALING PEACE and RECONCILIATION -dealing with the rule of law, protection of human rights and good governance issues

5.INTERNATIONAL REENGAGEMENT-to end all international isolation , democracy hygiene issues and dealing with the debt challenge.

29.The Movement for Democratic Change remains the only hope for transformation, sustainable inclusive prosperity and better opportunities for all in Zimbabwe.

30.Our election victories show that the people of this country have trust and confidence in our Party’s SMART AGENDA, it’s leadership, it’s policies and programmes. We must fulfil our people’s hope , expectations and never betraying the people’s aspirations.

31.For those who have been praying and fasting for our success, keep the faith.Do not despair.God’s promises are sure and true. God’s will is not human will. God’s will has no cheating. Tormented Mohadi Seeks Restraint Order Against Ex-wife

VICE-PRESIDENT Kembo Campbell Mohadi has sensationally claimed that he now feared for his life following an acrimonious fallout with his official wife, Tambudzani Bhugadi Mohadi (nee Muleya), whom he accused of sending threatening messages on his mobile phone after he instituted divorce proceedings last year.

Mohadi has since approached the Civil Court in Harare seeking a protection order against her and an order barring the Beitbridge Senator from selling the couple’s matrimonial property before finalisation of their divorce matter.

“I am a law-abiding citizen and given the increasing incidences of people who are killing their spouses for passion, I pray that this honourable court protects me against the threatened violence,” he said.

“I have approached this honourable court seeking an order for protection order against the respondent in terms of the Domestic Violence Act, more particularly, in that the respondent is a very abusive person and/or a person of a violent disposition such that I am now leaving in fear of my life.”

The couple got married in 1981 under Marriage Act, (Chapter 5:11) before separating in 1999, and Mohadi claims that since then, his life has been a “living hell”.

Sometime in September last year, Mohadi, who then was State Security minister, approached the High Court in Bulawayo seeking nullification of the couple’s marriage, claiming it had irretrievably broken down and the matter is still pending.

On August 10, 2018, Mohadi again petitioned the Civil Court in Harare seeking a protection order, saying his estranged wife had escalated violence against him.

“After the respondent [Tambudzani] got served with copy of the divorce summons, the respondent has escalated her violent tendencies against my person [Mohadi] and even calling me on my mobile phone while insulting me and threatening to tarnish my image, which has the potential to damage my political endeavours in view of my political office and as a member of the government,” Mohadi said in his founding affidavit filed under case number DV1797/18 in a matter set to be heard on Friday.

The VP further said his wife had even gone to the extent of influencing their children to turn against him and to also participate in disposing of the couple’s matrimonial property despite the pending High Court matter.

“To live up to her word, the respondent is now influencing the children, in particular, [names withheld] to insult and turn against me and they are also selling some matrimonial property with the blessing of the respondent,” Mohadi said.

“I am married to the respondent in terms of Marriage Act, (Chapter 5:11) and the marriage still subsists. However, the marriage developed some irreconcilable differences, which led to the separation of the parties some 19 years ago and, as such, there are no prospects of restoration of a normal marriage,” he said. “After the respondent was served with summons, she has now started selling the matrimonial property before the finalisation of the divorce matter in order to defeat the ends of justice.”

Mohadi added that the alleged abuse “actually started when I married the respondent in 1981, but as my wife with whom I have children with, I was of the view that things would improve for the better, but, in fact, the abuse escalated to alarming levels that led to our separation sometime in 1999”.

“Be that as it may, I have instructed my legal practitioners of record [Mugiya and Macharaga Legal Practitioners] to institute divorce proceedings before the High Court against the respondent and the matter is pending under case number HC2520/17,” he said.

According to the VP, during the subsistence of the couple’s marriage, the union was blessed with four children and they had also acquired vehicles, tractors and other agricultural equipment, which he said he was prepared to equally share with his wife.

“The parties have not been intimate with each other over a period of over 18 years now, which is the cornerstone of any normal marriage. The parties have lost love and affection for each other and no longer share common interests,” Mohadi said.

The Vice-President also said while he was staying with his wife, the couple acquired movable and immovable property and even after separation, but still wanted the court to distribute the assets equally.

He said during the land reform programme, he was allocated a farm at Lot 1 of Lot 10 Jompembe Beitbridge, Umzingwane Estates, where he made some developments, but was willing to surrender the property to his wife.

“The plaintiff made some developments at the farm, namely 450 herd of cattle, fishing compound, safari camp, manager’s house, main house and farm workers’ compound. The plaintiff is also leasing a farm at Delma Lupepe Farm, Insiza District and has a herd of 460 cattle,” Mohadi said.

“It is just and equitable that the 450 herd of cattle … be awarded to defendant (Tambudzani) and the 460 herd at Delma Lupepe Farm be awarded to plaintiff. The parties also acquired a homestead in Dipeni, Beitbridge, under Chief Staunze and there are a few goats and some sheep. It is just and equitable that the same be awarded to the plaintiff.”

Mohadi also said during the subsistence of the marriage, the couple acquired several household goods and he was proposing that each of them should keep whatever was in his or her possession.

“It must be noted that save for the uncompleted houses in Beitbridge, the defendant never contributed anything to the acquisition of the matrimonial assets referred to herein, but the plaintiff has considered the fact that the defendant has been his wife for some years,” Mohadi said.

International Flights Dump Zim Due To Bond Note Payments

THE aviation industry faces collapse, owing to failure by monetary authorities to remit ticket sales to foreign airlines, which have now ballooned to $76 million, making Zimbabwe an unprofitable ticket-issuing destination.

Kenyan Airways was the first airline to pull the plug on Zimbabwe, suspending all ticketing from Zimbabwe, citing foreign currency shortages, which has blighted their fiscal operations.

“In light of the increasing foreign currency repatriation difficulties experienced since 2016, we regret to inform our trade partners that Kenyan Airways is temporarily suspending the distribution of ticketing authority in the Zimbabwe market,” the statement read.

Outgoing Transport minister Joram Gumbo said he was aware of the challenges faced by airlines as they try to access their foreign currency, noting that Kenya Airways had written two letters threatening to take drastic action.

“I am not a minister at the moment, but I am aware of the challenges which are faced by airlines, including Air Zimbabwe. It’s not like they won’t be having the money, but it will be in the banks as bond notes and cannot be repatriated. This becomes an issue for the RBZ (Reserve Bank of Zimbabwe) and Finance minister. We have in the past engaged them with a view of solving this issue,” he said.

RBZ governor John Mangudya said efforts were being made to ensure that a solution is found soon.

“We owe IATA (International Air Transport Association) around $80 million in air tickets purchased in Zimbabwe. We are putting in place measures to ensure that the country’s arrears to IATA are paid. Kenya Airlines is one of the airlines owed within the debt due to IATA. We have been in constant touch and positive discussion with IATA and its member airlines on the matter,” Mangudya said. Zimbabwe is facing an acute foreign currency shortage, which has seen prices of goods soaring over the past few months.

Mangudya introduced a surrogate currency, the bond note, which the government insists is at par with the US dollar, although it has since lost value and is now trading at close to 80% of its value to the dollar.

Fears abound that other airlines could follow suit, leaving business and travellers stranded, thereby affecting President Emmerson Mnangagwa’s efforts to open up Zimbabwe for business.

Chamisa Lawyer Claims Concourt Deliberately Frustrated Their Case In Favour Of ED

OPPOSITION MDC Alliance leader Nelson Chamisa reportedly faced serious legal obstacles in mounting his Constitutional Court (ConCourt) challenge against the presidential results last month, with fresh details emerging that the ConCourt bench demanded a lot of supporting evidence, which legally could not have been obtained within the given time-frame.

Chamisa’s lead lawyer Thabani Mpofu told NewsDay in an exclusive interview at the weekend that his team avoided seeking a recount of the votes because it was not the focus of their case and that it would have been impossible to access the residue within seven days. He cited a 2013 Supreme Court case where he represented Chamisa’s chief election agent Jameson Timba, who then had lost in the Mt Pleasant parliamentary election, but was denied access to the ballot boxes.

“I represented Timba in 2013. What the Supreme Court upheld was that if you want residue in harmonised elections, you have to cite everyone involved — councillors to presidential candidates — because this involved opening all the ballot boxes. So technically, it means you can’t get the residue in seven days to challenge the results,” Mpofu said.

If Chamisa wanted to access election residue, he would have had to serve, over 3 000 respondents 48 hours after announcement of the results, get the residue and challenge the election results within seven days.

Chamisa had indicated to the ConCourt that he had sufficient evidence, including V11 forms, whose tallies when added together, gave him a little over 2,6 million votes, beating Mnangagwa by over 400 000 votes.

Mpofu said the V11 forms had been placed before the ConCourt, but the Chief Justice Luke Malaba-led bench insisted on evidence adduced from ballot papers and other electoral residue, which they ruled was the only avenue to get substantial evidence to prove the rigging allegations.

“The exchange that I had with the judges was not about the V11, it was about the residue and what it means was what was in the ballot boxes. So when they were saying after the elections, if you decided that you wanted to challenge, you should’ve opened all ballot boxes, you obviously know that’s not possible. We had our V11 forms and presented them before the courts,” he said.

Chamisa reportedly faced a hostile judicial system, where his lawyers alleged that the deputy sheriff and registrar connived to ensure that their case would collapse.

Said Mpofu: “We had an unco-operative and hostile system to contend with, you know what the sheriffs did on instructions. You know the complaint that we had with the registrar refusing to accept process. If you go to court with a subpoena, nobody should ask you why you are issuing the subpoena, it just should be issued. It is for the person who has been subpoenaed to then object when they come before a court, so the subpoena must be issued. The person must come to court, if there is an objection, they must raise it. We cannot have a system which says to a litigant you can’t issue legal process. One thing that is completely unacceptable, much the same way you cannot have a system which says you instruct the sheriff to issue service and he deliberately doesn’t do so, and he tells you he was ordered not to do so. He had eight hours within which to effect service, and he completely refused. It’s totally objectionable. So that is the kind of system that we had to come up against, not only did we do our best.”

Mpofu added that their case also hinged on the Zimbabwe Electoral Commission (Zec)’s server, but they could not access it because the registrar refused to issue processes and Chief Justice Malaba had indicated that he would not accept any court applications, leaving Chamisa’s case hanging on the strength of Zec’s own admissions of its faulty election figures.

“So before the case, we had a case management meeting and the Chief Justice had indicated that no application would be heard at courts on the hearing day. If any application was heard, it would be dismissed. So technically, when we went to court on that day, we had an option of making an application to have the registrar compelled to issue the subpoena, but we knew that it would be dismissed, because clearly that is what we had been told. So we knew the state of that application and also we knew that it was clear that the registrar had refused to issue the subpoena, which would’ve told the truth, a truth which would have declared Chamisa as the winner,” he said.

Mpofu, whose eloquence failed to win the argument of the day, said the case was strong and did not need residue back-up.

“So this issue that has gotten the country crazy about the fulcrum and the pith, it comes in that context of saying that once you want to show that he (Mnangagwa) did not win, that’s the fulcrum of the case and it does not depend on the residue and I think you can see that. It depends on Zec’s own numbers,” he said. MDC Alliance has since uploaded the evidence on the Internet to prove that they had all the V11 forms and that they did not challenge the poll result from the blues.

Zimbabwe Readies To Adopt Chinese Currency

ZIMBABWE is lobbying to be included among African offshore clearing centres for the Chinese currency, the renminbi (RMB), as it seeks to grow trade between the two countries and boost confidence in the local banking sector, a top diplomat has said.

The RMB was added to the IMF’s basket of currencies two years ago, meaning it is now a reserve currency that can be used as a unit of exchange in international trade and international cross-border transactional settlements.

Presently, the UK is the world’s largest clearing centre for the RMB outside Greater China, followed by Singapore.

Zimbabwe hopes to reach an agreement with Beijing on the offshore centre during the 2018 Forum on China-Africa Co-operation that officially opens tomorrow. This year’s edition of the triennial summit will be co-chaired by host President Xi Jinping and South Africa’s President Cyril Ramaphosa.

Zimbabwe’s Ambassador to China Mr Paul Chikawa told state media last week that Harare was also pursuing opportunities in e-payments, telecommunications, infrastructure, and power transmission and distribution. Zimbabwe is also angling for a market for its agricultural produce.

Ambassador Chikawa said: “If all goes well, we will be so keen to be one of the centres in Africa, if not the leading centre, to have an offshore Renminbi Centre. You know, Hong Kong — which is part of China — is; Singapore is; London is. That means it is a reserve currency in its own right.

“So, if we are able to fashion out an agreement in the area of banking, and we are hopeful that our own (Reserve Bank of Zimbabwe) Governor (Dr John Mangudya) — though he is not part of Focac — could find space and time to come here.

“We are pursuing certain interests, very formative stages to introduce the e-payment system as a part of dealing with the liquidity situation and also growing with the times. This is part of the vision, part of the dream, but it’s a lot bigger.”

ECONET Wireless has launched the EcoFarmer Club that offers farmers access to a rich bundle of services covering agricultural commodity prices, valuable farming tips, relevant local weather information and a mobile trading platform that links farmers to buyers.

Speaking at the launch of the facility in Harare, chief executive Mr Douglas Mboweni said the initiative demonstrated the company’s quest to offer relevant products and services that meet the needs of ordinary
Zimbabweans where they are.
“We are excited to launch this service that will serve millions of farmers and consumers of farming services throughout our country,” Mr Mboweni said.

“We always pride ourselves in our ability to use technology to address the needs of ordinary people. The EcoFarmer Club is an example of one such product,” he said.

Econet has led the digital and fintech revolution that has transformed the way Zimbabweans from all walks of life transact and do business through its integrated EcoCash mobile money platform. Mr Mboweni said the EcoFarmer Club would come with a transactional personalised EcoFarmer Club Card, which entitles farmers to discounts on vital farming inputs and implements from approved suppliers.

The card is linked to a bank account and can transact on ZimSwitch. Farmers will also be able to link their bank account with their EcoCash wallet, thus enabling bank to wallet transactions, and vice versa.

The Econet boss said his company’s aim was to create shared value by providing a platform to connect millions of farmers directly with buyers, as well as offering them the convenience to check market prices from municipal markets throughout the country. Econet chief operating officer, Mr Fayaz King, paid tribute to the several organisations that had partnered Econet to deliver EcoFarmer Club to the farming community. He said that EcoFarmer Club members would have the convenience of being able to access farming inputs at selected outlets throughout the country.

Approved outlets under the scheme include Windmill, Agricura, Tanaka Power, Agriseeds, Farm Shop, National Tested Seeds, Graniteside Hardware, Seedridge and Arda Seeds. The EcoFarmer Club card would also give farmers access to special farming events, over and above access to exclusive products, such as an exclusive Steward Health Farmers package, Mr King said. The EcoFarmer service, which was originally introduced to the market in 2013, boasts over one million registered customers on its platform.

Morale At Record Lowest At Air Zim Due To Gvt Neglect

Government has been accused of neglecting Air Zimbabwe resulting in a high employee turnover rate coupled with a high skills development cost at the airline, a report has revealed.

According to an exit report from the former board chairperson Chipo Dyanda on the state of Air Zimbabwe, morale was low among staff while government dilly-dallied with a legacy debt and recapitalisation plan.

“Workers generally feel job insecurity due to lack of a transparent communication system with them on the direction of the company and its relationship with Zimbabwe Airways and Zimbabwe Aviation Leasing Company. Therefore, they are always on the job hunt because of that insecurity,” Dyanda wrote in her 12-page exit report.

Outgoing Transport minister Joram Gumbo dissolved the Air Zimbabwe board recently in preparation for placing the parastatal on a reconstruction order through an administrator.

The airline has been struggling to remain afloat due to a legacy debt amounting to $341 million and what the former board chairperson termed lack of support from the shareholder.

Dyanda said the decision to place the airline under an administrator could be misplaced and was done in haste without taking due care since Air Zimbabwe had the potential to “flourish” if government followed through a recapitalisation plan set out by management and her team.

“The strategic turnaround plan indicates that it requires $189 million over three years and not all at once. The important capital is the short-term $44 million to operationalise the new business model since it intends to reopen international destinations,” she wrote.

Dyanda listed what her team achieved throughout its tenure (2016-2018), among which was the reduction of the workforce from 500 to 232 and the retrenchment of all under-qualified or unqualified staff.

“The low salaries of pilots continue to be a source of staff flight to greener pastures. Air Zimbabwe operates in a competitive international environment and localised salaries continue to drain out the staff after the airline has invested heavily in their training,” Dyanda said.

“Air Zimbabwe has become a training ground for other airlines locally and internationally, yet the training weighs heavily financially on the airline. In addition, expecting Air Zimbabwe to be efficient and competitive in the international space is unrealistic considering its old fleet. The airline needs to be re-equipped.”

She doubted the authenticity of the $341 million debt saying an audit needed to be carried out as it was “wrongly bundled” together with a legacy debt and inflated figures.

“A true picture of the nature of the debt is that of the $341 million, 92,32% of it was local debt while only $26,182 (about 7,68%) is foreign debt, and 77% of the local debt is inter-parastatal and government through the ministry of Transport and Infrastructural development,” Dyanda said.

Government last year established a separate airline, Zimbabwe Airways, whose set-up was being spearheaded by Simba Chikore, a former chief operating officer at Air Zimbabwe and former President Robert Mugabe’s son-in-law.

The decision, according to Gumbo, was aimed at evading Air Zimbabwe debts while at the same time it was an attempt to keep the country represented in the skies.

The new airline is yet to fly as it has not yet got its paperwork in order. Dyanda said government had let down Air Zimbabwe in its bid for recapitalisation.

“The airline (Air Zimbabwe) was to be funded in two ways; either shareholder recapitalises the airline from the fiscus or attracts strategic partners. No funding was received from the fiscus, but instead, a new airline was funded. Strategic partnerships that were received did not receive attention either nor did the airline receive feedback from the shareholder. This is a major obstacle to the implementation of the strategic turnaround plan,” Dyanda said.

The former board chair stated that among the key efforts made to revive the airline included proposals that required scrutiny and implementation by government.

“The airline attracted viable proposals that required further scrutiny and engagement. Some proposals included cash injection while others wanted to bring equipment. One more wanted a marketing relationship in Europe. These were forwarded to the ministry in 2017 and 2018,” Dyanda said.

Responding to these assertions, minister Gumbo told The Standard that although he had not seen Dyanda’s exit report, issues that she raised were not new.

“I share and appreciate the issues they are raising. Critically we have to understand that Air Zimbabwe has had challenges piling up for a long period of time,” Gumbo said.

“All the issues you are saying, as the ministry we have raised them before. It is just that government does not have money to put in and we also realised that Air Zimbabwe was fast turning into a bottomless pit. I have explained the reason behind the establishment of Zimbabwe Airways, an idea I believe we should support as a country.”

He said there was need to change the work culture and attitude towards public enterprises.

“We need to adopt a profit-making mentality and not view these public institutions as social clubs. We must all work for profitability and increase productivity,” Gumbo said.

“I appreciate the efforts Dyanda and her team put in seeing that Air Zimbabwe remained in the skies, but let us agree, its books are in a sorry state. We need to work on that so that when we go to investors, we are not exposed to manipulation.”

“I am still waiting for government to take over their debts and I supported their plan with the hope that the legacy debt would be the assumed by government,” Gumbo said.

“But as you know, the operations of government are guided by the law. We are still waiting for that to happen. I have high respect for the board and they did a great job. I don’t think it would be prudent to blame the minister. Some of these things we have to follow government processes.”

3 Children Burnt To Death In Tsholotsho Blaze

THREE children from Tsholotsho were burnt beyond recognition while four others were saved by their 12-year-old sibling after a fire gutted a room they were sleeping in while their parents attended a funeral wake.

The incident, which happened at around 10PM on Saturday in Nkunzi Village, about 50 kilometres from Tsholotsho Centre, saw property worth tens of thousands of dollars reduced to ashes.

The hero, Prolific Bhebhe (12) was awakened by smoke that was choking her and realised the house where all eight of them slept, was ablaze.

She managed to awaken and lead outside four of her siblings who escaped without injuries.

When she returned to save the remaining three, the inferno had blocked her way to where they slept and she failed to save them.

Villagers identified the deceased victims as Lindiwe Tshuma (10), Charmer Tshuma (8) and Prosperous Tshuma (6).

Kwandile Bhebhe (12), Nkazimulo Bhebhe (2), Roland Tshuma (12) and Principal Tshuma (8) escaped uninjured.

Mrs Judith Dube lost two children while her daughter-in-law Concillia Moyo (34) lost one child.

The area’s councillor, Motha Bhebhe, said the 12-year old girl noticed the house was on fire after she was awakened by smoke.

“She managed to wake up four of her siblings and took them outside but unfortunately by the time she tried to save the last three, the fire had grown big and blocked her way. She failed to proceed to where they slept and they died in their sleep.

“The children’s screams awoke neighbours but by the time they rushed to the scene, the fire was already fierce and they all failed to save the three children. Villagers said by the time they approached the gate, the roof of the whole house had caved in amid a shower of sparks,” he said.

Cllr Bhebhe said all the furniture was in flames, showing that the fire had already been raging for a long period and villagers could not enter the blazing house to get to the children who were trapped inside.

“Villagers used sand to try and put out the fire while others ran with buckets full of water but all efforts to put out the fire were futile as it had already consumed everything in the hut.

“That room was full of property and its clear the fire had started a long time ago. It burnt property to ashes before the children noticed,” he said.

The bodies were taken to Tsholotsho District Hospital enroute to Bulawayo for postmortem.

Cllr Bhebhe said it was high time Tsholotsho Rural District Council owned a fire tender as fires continued to wreak havoc in the district.

In September 2015, two children from Dikili Village in Tsholotsho died in an inferno after a fire gutted a room they were sleeping in while their mother was allegedly having a tryst with a boyfriend.

Man Raids Pensioner’s Bank Account, Steals $17,000

A 28-year old man from Bulawayo has been arrested after he allegedly stole $17 000 from a pensioner’s bank account before splashing the money on a car and transferring funds to other accounts.

Thubelihle Nyathi from Old Luveve suburb was supposed to help pensioner Mr Nketa Moses Ngoga (60) buy a car but instead disappeared with his bank card before wiping the elderly man’s account clean.

Bulawayo deputy police spokesperson Inspector Abednico Ncube confirmed Nyathi’s arrest saying he will appear in court soon.

“We have arrested a man from Bulawayo who is suspected to have stolen $17 000 from a pensioner. It was discovered that the suspect made three transactions using his victim’s bank account. He used $6 500 to buy himself a car. He also transferred $9 900 to a different account before making his last transaction where he transferred $1 600 to another account,” he said.

Insp Ncube urged members of the public to desist from giving people their bank details.
“This incident proves to us that members of the public are not heeding our calls. These two people did not know each other to the extent of giving one party bank details. Members of the public should rather seek assistance at institutions where they want to conduct their transactions instead of trusting random people in the streets as they often turn out to be crooks,” he said.

Sources said Nyathi met Mr Ngoga in Plumtree Town at the beginning of last month.
The old man requested assistance to buy groceries as he did not know how to use plastic money facilities.

“It seems while he assisted Mr Ngoga with his groceries, the old man then told him that he wanted to buy a car as he had received a pension lump sum. Nyathi told him that he had connections in Bulawayo who could assist him buy a car and they exchanged contacts,” said the source.

He said on Monday last week, Mr Ngoga met Nyathi hoping that he would help him to buy the car.
“They went to a local car dealer who however wanted $10 000 cash for the car that the old man wanted. The pair left and Nyathi took Mr Ngoga to a local hotel leaving him there. He took away his bank card promising to buy the car and bring it to him,” he said.

The source said Nyathi disappeared the whole day prompting the old man to report the matter to the police.

“The police made inquiries with the old man’s Bank and it was discovered that the account had been cleared. The police initiated a manhunt for Nyathi leading to his arrest. He was found in the company of a woman. He had withdrawn the money on three different occasions,” said the source.

He said on Wednesday police arrested Nyathi and discovered that he had bought a Nissan Sunny for $6 500.

Efforts to get a comment from Ngoga were fruitless as he was not reachable on his mobile phone.

ED Pfeee Goods Prices Shoot Up

Prices of basic commodities have been going up since last week and parents are struggling to buy necessities for their children who start school tomorrow.

Goods that include rice, cooking oil, cereals, sugar, washing powder, lotions, toiletries, instant noodles, snacks, sweets and juices have been on an upward trajectory in retail outlets in Bulawayo while their prices have been constant on the street.

A snap survey conducted by The Chronicle revealed that prices have gone up by up to 50 percent.

A majority of residents said they now avoid retailers and buy commodities from street vendors, whose prices were up to half of what is charged by retailers.

They called on the Government to rein in retailers, who they said were profiteering as there was no justification for the price increases.

Mrs Nompumelelo Moyo said she was having a headache trying to juggle her budget.

“I did a survey in three retail shops hoping to get better prices but it’s the same story. Things are not balancing and they exceed my budget.

Last term I forced my child to go with instant porridge because Cerevita — his choice of cereal — was expensive but now the price for instant porridge is high as well but I cannot send him away without any cereal,’’ she said.

Instant porridge has risen from an average of $2.50 to $3.25 while Cerevita remains pegged at about $3.75.

The Chronicle noted that the price of a 2kg packet of local Red Seal rice has risen from $2.50 to $2.90 while cooking oil has gone up from around $3 to about $4.20.

Instant noodles went up to $5 from $4.20 while tomato sauce now costs $1.35 from $1.10. Single ply tissue paper shot to $1.75 from an average of $1 while Farai sanitary wear now costs an average of $1.

Jumbo snacks increased from $1.80 to $2.90. Arctic mints increased from $3.20 to $4.29 while lolly pop sweets increased from $4.50 to $5.30.

The price hikes have sparked outrage among parents who are trying to balance paying bills, putting food on the table and preparations for the new school term, especially those with children going to boarding schools.

Miss Lisa Mugabe said: “School opening days are hectic, retailers increase prices forgetting that we have many expenses; school fees, groceries and transport money to send children to school.’’

Mr Denis Parrot said: “Groceries are expensive and I am stressed out trying to balance all the expenses. Where my child learns there is only one visiting day per term. Imagine sending a child to school with little or inadequate grocery. I have already been forced to remove some food items from his grocery list.’’

Another parent, Mrs Linda Nare, said for some groceries she preferred buying from vendors.

“I ended up buying snacks and juice from vendors because shops were a non starter. At times like this you forget about quality and aim for quantity and prices of goods,’’ she said.

Ms Lisca Ncube said the Government should protect consumers from greedy businesspeople.

“When the economy normalises and people have found alternative markets, the same retailers are the first to run to Government for protection. When it suits them, they exploit consumers. Such unfairness has no room under the new dispensation.

“The media should also investigate the building industry where prices have been shooting up willy nilly but manufacturers claim they last raised prices last year,” said Ms Ncube.

Confederation of Zimbabwe Retailers (CZR) president Mr Danford Mutashu said an increase of prices of basic commodities and other products is looming in Zimbabwe as people are not yet certain of the future economy.

“Usually when business people are not certain of the political status of a country, they tend to panic and this leads to price hikes. This is evident by cash commodification in the streets,” he said. – state media

Zimbabwe Seeks Chinese BailOut Money

Zimbabwe is working closely with China to support local exporting companies as part of measures to boost its foreign currency earnings, which will in turn stabilise the economy, Foreign Affairs and International Trade Minister Dr Sibusiso Busi Moyo has said.

Dr Moyo is head of a delegation which was attending the Seventh Ministerial Conference of the Forum on China-Africa Cooperation (Focac) which ended here yesterday.

The annual ministerial meeting was held ahead of the 2018 Beijing Focac Summit which officially opens today.

Heads of State from 53 African countries with diplomatic ties with China are expected to attend the summit.

Responding to insinuations that Harare was seeking a $2 billion bailout from the Asian economic giant, Minister Moyo said Government was exploring benefits within the framework of Focac in whatever financial form as part of measures to turn around the economy.

“We are looking for economic co-operation to benefit within the framework of the China-Africa Focac platform. Therefore, whether it’s going to be $2 billion, whatever figure, we would have benefited,” he said.

“The whole concept and strategy for the Zimbabwean Government is to expand economic activity in Zimbabwe, develop export companies and markets for those exporting companies so that we generate more foreign currency,” he said.

“As we generate more foreign currency, we are introducing stabilisation measures which will ensure that we are able to repay the loans or any forms of payment obligations which we are required to,” Dr Moyo added.

Harare and Beijing have upgraded their relationship from all-weather friends status to a comprehensive and strategic partnership.

Dr Moyo said this meant relations between the two had reached a level of corporate and financial trust that made Harare and Beijing close partners in development, economic cooperation and multilateral affairs.

At the 2015 Johannesburg Summit Chinese President Xi Jinping made a $60 billion pledge in loans to African countries.

Through this pledge, Zimbabwe realised the expansion of the Kariba South Power Station and the Victoria Falls Airport which have been completed.

The $1.5 billion expansion of Hwange Thermal Power Station is underway.

Expectations are high between China and Africa that the 2019-2021 Focac Beijing Action Plan will cement the cooperation of the two.

Yesterday’s Ministerial meeting reviewed the implementation of follow-up actions on the Johannesburg 2015 summit.
In addition, ministers reviewed and adopted the Beijing Declaration themed “China and Africa: Toward an even stronger community with a shared future”.

Dr Moyo said Harare was expecting a new 2019-2021 roadmap and commitment from what China would place at the disposal of Africa.

He singled out the energy sector as a key area Zimbabwe needed to run efficiently to accelerate national development.

“We are building power stations in Zimbabwe, which is the major, key fundamental issue of the infrastructure which is required. Because without energy, you cannot move any form of development in a country. That is why we think that the key enablers, which are the infrastructure, are the fundamentals. They are the most important and very expensive issues required.

“We have benefited to an extent in the agricultural sector. We have also benefited in the infrastructure sector like the energy sector. We have also benefited in the social, health and education sectors. And we are looking forward to benefit from the Focac and the bilateral relations between Zimbabwe and China as we move forward with the new Government,” he added.

The ministerial meeting is a precursor to the Focac summit which is conducted after every three years.

Yesterday the ministers adopted a declaration between Africa and China to undertake the Belt and Road Initiative in developing communication corridors, blue ocean economy and telecommunication and movement of trade.

The ministers also discussed the 2018 Beijing Action plan which will be adopted at the Summit. The action plan focuses on issues of political, economic, cultural, media and international cooperation among a host of others between China and Africa.

Zim Govt Website “Hacked” As Punishment For Muchinguri’s Smuggling Of Rhinos To China To Pay For 2018 Election Rigging

By Business Reporter| The Zimbabwean government website has been attacked – literally brought down by hackers.

Sources announced that this was punishment for the smuggling of white rhinos to China by Environment Minister Oppah Muchinguri.

Muchinguri last Wednesday began secretly capturing white rhinos from several parks countrywide including those belonging to the sacred Njelele shrine. She was exposed by ZimEye the following day and would three days later admit in a statement while claiming that she is sending the rhinos to the Democratic Republic of Congo. Sources however say that there is a boulder of evidence proving that she is in fact shipping them to China for a payment for assistance in rigging the just ended elections. (ZimEye was at the time of writing still researching on that report).

How can a married person stay for years without being intimate with his/her spouse and you call it correctional services. How many marriages have been broken by this system? How many families have ended up scattered because of this system.How many more social problems have been born out of this system. It is time our African leaders come up with their own prison systems that will not cause more harm to the convicts and their affected families.

ZRP: Car Jackings On The Rise

The Zimbabwe Republic Police has expressed concern over an increase in carjacking and urges the public to be wary of criminals targeting vehicles countrywide.

The Criminal Investigation Department (CID) said it is investigating a number of cases where motorists have lost their vehicles to criminals in separate incidents.

They said motorists should exercise due diligence and ensure that their vehicles were well secured.

The motorists should also avoid leaving keys in the ignition port and leaving strangers in their cars.

In a statement, CID spokesperson Detective Inspector Portia Chinho advised motorists to install alarm systems, tracking devices and anti-hijack systems on their vehicles. She said in one of the cases which occurred in Gweru, a complainant was driving a Toyota Wish plying the Gweru-Bulawayo route when he was approached by four robbers who hired him to Southdowns, Gweru.

“On their way, one of the criminals drew an Okapi knife, ordered the complainant to stop and obey their orders,” she said. “The quartet then robbed the complainant of $1 300 cash and two cellphones. The criminals proceeded to tie the complainant, dumped him and drove off.”

In Harare, another complainant lost his car, a Toyota Pearl, after parking it along Patrenda Road in Budiriro 2.

He had left the vehicle idling and entered into a friend’s house.

Another vehicle, a Honda Fit, was stolen after the owner parked it at his house in Eastlea, Harare.

Detective Insp Chinho said a taxi driver lost his Honda Fit to a lone robber who had hired him in Marondera. The driver had left the vehicle idling while relieving himself.

She said another Honda Fit was stolen during the night at a house in Highlands, Harare.

In Bulawayo, a man lost his Toyota Hiace after parking it at a service a station and left the vehicle unlocked before he went into a bar.

He returned after some minutes and discovered the vehicle stolen.

In the same city, another man lost a Mitsubishi L200 at his house. The vehicle was stolen during the night. Police are still investigating the cases.

“Police would like to urge motorists to exercise due diligence and ensure their vehicles are well secured,” said Det Insp Chinho. “They should avoid leaving keys in ignition port and leaving strangers in the car.

“They are encouraged to install alarm systems, tracking devices and anti-hijack systems as these act as preventive measures as well as assist in tracking down the stolen motor vehicles.”

Det Insp Chinho said anyone with information that might assist with investigations can contact CID Vehicle Theft Squad Harare on (0242) 660408, the National Complaints Desk on (0242) 703631, or any nearest police station.

Schools Opening Tomorrow

The Ministry of Primary and Secondary Education has dispelled social media rumours that schools will open on September 10, instead of tomorrow for the third term.

In an interview yesterday, permanent secretary in the Ministry, Dr Sylvia Utete-Masango, said there were no changes and encouraged teachers and pupils to be ready for schools opening tomorrow.

“I can confirm that schools are opening on Tuesday September 3 as we had communicated to schools before we closed for the second term,” she said.

“There are no changes and there won’t be any as all is set for us to start the third term on Tuesday.”

The unsigned social media message that was purportedly addressed to provincial education officers read: “Please be advised that schools will be opening on 10 September instead of 3 September as earlier advised.

“The change has been necessitated by movement of teachers across provinces.”

Dr Utete-Masango castigated the social media claims, saying people should not be swayed by unfounded reports.

She said prospective 2019 Form One pupils should consider applying online for boarding school places.

“We are working on improving the system so that parents can access applications online,” she said. “This is the way to go and this facility is only for boarding schools that offer Form One places.”- state media

opened up to H-Metro on the sidelines of the swearing in ceremony of the two Vice Presidents at State House.
Photo-journalists jostled to take pictures of her upon her arrival as she walked alongside her husband Vice President Chiwenga on the red carpet leading into the State House ahead of the signing ceremony.
She took her time to speak on the photographs of her hugging men circulating on social media saying
she was not moved about it since the men are either her relatives or people close to her.
“I do not give hugs to anyone as what people posting my photographs on social media want the nation to believe,” said Mary.
“For example the man captured recently hugging me is Vice President Chiwenga’s nephew. It’s the same with other men posted on social media.
“Some are relatives from my mother and father as well as my in-laws. There is no one I hug who is not close to me and if you watch me carefully you will discover that there are some I just shake hands
with while bending my knees.
“Among you journalists are my relatives as well including those from independent media so I saw it
fit to take this opportunity to clarify this before it is taken as a ‘hug festival’,” said Marry.
The second lady was accompanied by her parents and relatives that took time to have ‘kodak’ moments with her at the State House entrance.

Shortage Of Drugs Looms

sector by the Reserve Bank of Zimbabwe.

Pharmaceutical Wholesalers’ Association (PWA) chairperson
Valerie Musere told a weekly paper
the situation was deteriorating with each passing day.

The last allocations were done in May.Second quarter allocations were about half of the first quarter (about $8 million vs $15 million).

“As an industry, we would benefit much if the central bank was consistent in supplying foreign
currency at $4 million weekly as per
promise,” Musere told The Standard.

Pharmaceutical Society of Zimbabwe president Portifa Mwendera also said: “It’s sad to note that we have not had much joy from the RBZ in terms of forex allocation to service the arrears.”

“Move On, Freedom May Never Come”: Gumbura Tells Wives

By Own Correspondent| Robert Martin Gumbura, former leader of RMG Independent End Time Message, has told his 21 wives to move on and re- marry and not wait for him since he may not leave prison.

Gumbura who is serving a 40-year sentence at Chikurubi Maximum Security Prison after being convicted of rape told a local publication that he had come to terms with the fact that freedom may never come.

Said Gumbura:

“I had hope that I would leave the prison one day but after losing several court appeals, I have to accept that freedom may never come. My life is behind these walls.

This is why I have decided to let my wives re-marry instead of waiting for me. I have to spend 35 more years behind bars, that’s too much.

I don’t suspect them of cheating and have nothing against my wives. But l am imprisoned here, it’s only fair for my wives to move on if they wish to.

Yes, I am still their husband but there is more to marriage, you have to be intimate as husband and wife. I should be providing for my wives as a husband, so they can’t be holding on to me because I am not there.”

Chitungwiza Gets Its First Robot

By Own Correspondent| Chitungwiza town now has its first ever solar powered robot at Unit C junction in Seke.

Citizens who spoke to ZimEye hailed the move adding that the C Junction had become a dangerous place where road accidents usually occurred because of kombi drivers who were in the habit of not following road rules and giving way to others.

“At least now there will be order because commuter omnibus drivers had become a nuisance at this place. They usually do not give way causing unnecessary accidents,” said one motorist identified as Bruce  Nyikadzino.

Added one Grace Hlabani from Unit K, “This is a welcome development and I pray that this extends to all the busy spots like CA which is along the Seke- Harare highway.”

Added one motorist only identified as Andrew:

“School pupils who used to cross at this place were at risk of being run down by especially commutter omnibuses the majority of whom are in the habit of not adhering to road rules.”

Chitungwiza is a town situated about 30 kilometres South East of Harare. The town, run by Chitungwiza municipality has also seen the city fathers resurfacing some of the busy roads in the town including the road that links Makoni and Machipisa via Surface Industries.

The development, which has been hailed by residents has also seen the road from Unit C Junction to the Municipality headquarters receiving a facelift, in a development which has been hailed by residents and motorists.

Terrence Mawawa|Former Real Madrid forward Cristiano Ronaldo is “angry” not to have been named UEFA’s Player of the Year on Thursday, according to Juventus coach Massimiliano Allegri.

The Portuguese international did not attend the awards ceremony held in Monaco, France where he finished second, behind former Real Madrid teammate Luka Modric who won the accolade.

It is not clear whether Ronaldo knew in advance that he would miss out on the award.

“It was his personal decision and like all personal decisions, it is to be respected,” the coach said at a news conference on Friday.

“He was angry yesterday (Thursday) because he won the Champions League scoring 15 goals. This shows that he always wants to be the best.”

Ronaldo picked 223 votes, cast by a selected group of journalists and coaches, while Modric won the award with 313. Mohamed Salah came third with 134 votes. Ronaldo’s agent, Jorge Mendes, has said it is “ridiculous” that his client did not win the award.

Daniel Garwe, the Zanu PF MP elect for Murehwa North Constituency has filed papers of notice of intention to sue his estranged wife, police in Mvuma have revealed.

According to information obtained by ZimEye.com at Mvuma Police Station, the matter was filed under C/R 24/08/18.

“Garwe filed papers indicating his intention to sue his wife following an argument over property at the couple’ s farm,” police in Mvuma said.

Garwe was not immediately available for a comment on the matter.

Terrence Mawawa|Masvingo State Minister Josaya Dunira Hungwe’ s nephew Goddard Dunira has been accused of neglecting a sugarcane plot he invaded.

Sources in Chiredzi have revealed that Dunira who used his political stamina to grab the plot is one of the hundreds of Zanu PF politicians who are failing to utilise the sugarcane fields.

“Dunira’ s plot is full of weeds and there is no activity at the piece of land he grabbed.

As a result the level of sugar production is set to tumble drastically ,” officials at Tongaat Hullet told ZimEye.com at the weekend.

“The sugar production level is likely to plummet to an all time low due to the failure by the farmers to produce standard sugarcane,” added the sources.

Top British investors are reportedly taking advantage of their Prime Minister Theresa May’s visit to Africa on an investment, trade and diplomatic offensive mission in the continent ahead of United Kingdom’s official withdrawal from the European Union to scout for business opportunities in Zimbabwe.

 

On her African tour that ended on Friday, Mrs May was accompanied by a 29-member business delegation that saw her making three-stop overs in South Africa, Nigeria and Kenya.

Although Zimbabwe was not part of the countries Mrs May visited, the British Department for International Trade invited Zimbabwe National Chamber of Commerce (ZNCC) president and Securico Services founder Dr Divine Ndhlukula to speak on investment opportunities in Zimbabwe.

The invitation of Zimbabwe’s business, coupled with the rise in Western investors’ interest in the local economy, is a culmination of a charm offensive by President Mnangagwa who has been on a drive to re-engage with the community of nations and attract investment in the country as Zimbabwe is now open for business.

Mrs May’s visit to Africa has largely been necessitated by the need to build new economic partners for Europe’s second largest economy and have since put together a $10 billion war chest to be invested in Africa over the next four years.

“I am sure because of Brexit they are now focusing on Africa, because they realise that without partnerships, their economy might be headed for crush landing,” Dr Ndhlukula told The Sunday Mail Business on Thursday.

“From the speech she (Mrs May) delivered, they are pledging $10 billion for investment and development funding into Africa for the next four years.

Emmerson Mnangagwa’s administration.

Manyenyeni, argues that such a move will divert Zanu-PF’ s attention from from politics to progress.

Writing on his social media page, Manyenyeni said:
“I think Adv. Nelson Chamisa must
accept a working relationship with the Emmerson Mnangagwa
Administration. Such an arrangement will prevent the Mnangagwa government from fatally spending the next 5 years investing in politics but in progress.
Let us accept that they are better at
DOING POLITICS than at managing
national affairs.

A working arrangement involving the opposition will dilute and divert their focus from politics to progress even for 5 years.”

Teenager Commits Suicide After Being Ordered To Stop Smoking Mbanje

Terrence Mawawa| In a bizarre suicide incident, a teenager from Nhamo Village in Masvingo District hanged himself after his boss had reprimanded him for smoking mbanje.

Police sources told ZimEye.com Tinashe Nhamo(16) who was employed as a herdboy by one Joseph Manyewe could not refrain from smoking the illicit drug and took his life.

“Manyewe confronted Nhamo and ordered him to stop smoking mbanje but the latter would have none of it.

Nhamo went to his bedroom but when Manyewe knocked at his door he did not respond.

It was later discovered that Nhamo had committed suicide as his body was found hanging on a nearby tree,” police sources said.

The incident happened on August 20.Police also ruled out foul play.

Mnangagwa Arrives In China For FOCAC

By Own Correspondent| President Emmerson Mnangagwa has arrived in China where he is attending the 7th Forum on China – Africa cooperation (FOCAC).

Mnangagwa who is being accompanied by China’s chief envoy to Harare Ambassador Huang Ping is in China amid expectations that the country’s recently inagurated leader will broker new deals with the Asian giant.

Mnangagwa is scheduled to hold bilateral talks with the host of the international forum, President Xi Jinping, on Wednesday.

“We Can Ignore Chamisa And Nothing Will Change”: Zanu Pf

By Own Correspondent| Opposition leader Nelson Chamisa has no jurisdiction to set the conditions for dialogue with President Emmerson Mnangagwa considering that Zanu Pf can ignore him and nothing will change.

Zanu Pf Secretary for Legal Affairs Munyaradzi Paul Mangwana said this in an interview with a local weekly adding that while Mnangagwa could tolerate Chamisa’s views on the basis that he was a citizen, he could not dictate any conditions for dialogue with Mnangagwa.

Said Mangwana:

“He has absolutely no right to set conditions for dialogue because Zanu PF and the president will not tolerate such nonsense.

He must realise that the mandate to govern comes from the people and not in dialogue.”

Zanu Pf Fingered In Chamisa, Mwonzora “Fake” Feud

By Own Correspondent| MDC T National Chairman, Morgen Komichi has dispelled statements purporting that there is bad blood  between Alliance leader Nelson Chamisa and his Secretary General Douglas Mwonzora adding that the party was aware of the plot by Zanu Pf to create a rift among party leaders as a strategy of destroying the party.

In an interview with a local publication Komichi accused Zanu Pf of orchestrating the alleged feud by writing a fake letter in order to divide the party leadership.

Said Komichi:

“Let me be clear and straightforward on this issue. You have asked something which I think should be put to rest once and for all.

As the MDC chairperson and a member of the standing committee, I want to state it here and now that Douglas Mwonzora was not suspended, and no one raised an issue against our secretary-general.

We are aware that Zanu PF and its military operations are on a mission to put a wedge between the president and the secretary-general. We are aware of their operations.

They did it before and now they have resorted to the same method of trying to destroy the MDC.

During the entire meeting, let me say this, no one raised or even attempted to raise a complaint against our Secretary General.

When you look at the letter itself, it is fake. It was generated by the Zanu PF system with the sole aim of creating division within the party so that we could start fighting each other.

Our battle at the moment is against them and they know that. They now want to create a rift between the top leadership so that we divert our attention from core issues to our leadership. As far as I know, the MDC does not have an issue with Mwonzora.”

Julius Malema Wants One President And One Language For Africa

South African opposition leader, Julius Malema has picked an African language spoken by approximately 100 million people across the continent and suggested that it be made the official language of Mama Africa.

Speaking at a media briefing organised by his party the Economic Freedom Fighters, where he issued a speech touching on a series of issues, including the Donald Trump tweet on South Africa’s land reforms, Malema called for the adoption of a common language in Africa, hinting at Swahili being that language.

“We must develop a common language that can be used throughout the continent. Like Swahili, if it can be developed as the language of the continent,” he said.

In the EFF media briefing, Malema also called for the unification of Africa, rooting for a single currency, single president and single parliament.

Swahili is the most spoken native language in Africa, commonly used in East and Central African states. It is an official language in Kenya and Tanzania.

Approximately 100 million people are able to converse in Swahili. That figure means Swahili is spoken by more people than Korean or Italian.

Swahili is one of the official languages of the African Union. Swahili is also one of the official languages of the African Union.

The leader of South Africa’s Economic Freedom Fighters (EFF) party remarks comes just months after Twitter officially recognised Swahili as one of the languages users can communicate with on the social site, effectively making Swahili the first African language to be recognised by the US-based social networking site.

Early last year, Rwanda also joined the bandwagon and officially adopted Swahili as one of its official languages.

Chamisa Disobeyed Tsvangirai That’s Why He Lost Elections, Eddie Cross

MDC Alliance presidential candidate Mr Nelson Chamisa “lost” the just ended elections because he disregarded the election road map that was agreed upon by the party and endorsed by the late leader Mr Morgan Tsvangirai before he died.

In a candid analysis on the just ended elections, former MDC-T legislator and advisor Mr Eddie Cross also said the Alliance’s existence into the next elections was next to none.

Mr Cross announced that he is quitting both politics and MDC-T to concentrate on business. He accused Mr Chamisa of turning the elections into a “Chamisa thing” and not an MDC-T issue, in the process disregarding what the party had put in place as a roadmap to win the elections

“I was very critical of the policy procedure adopted by Chamisa because 18 months before his unfortunate death, Tsvangirai had set up a policy group to prepare for this election which was chaired by Dr (Tapiwa) Mashakada and it produced a 37-paged document which I thought was very good but when Nelson took over he simply rejected it out of hate and then he did something out of his own initiative.

“A party is a team and you can’t toss aside the views of your team and simply proceed with something that you concocted with other elements in the alliance and just simply announce it, which is essentially what happened. The MDC-T manifesto never had real interest on the campaign and I thought it was too long and it was too complicated,” said Mr Cross.

He said in the run up to the elections, Mr Chamisa had made the elections about him, a strategy which, Mr Cross said Mr Tsvangirai had long dispelled noting that there was a need to target the grassroots first, which would naturally escalate to the presidency.

Mr Cross said if Mr Chamisa was to entertain any hopes of winning future elections he had to refocus his strategy starting from the wards going up to the parliamentary seats.

“In the past we always concentrated on the Presidency thinking that if you capture the Presidency you have captured the Government, that’s true but the real fight, political fight is not at the top, it’s at the bottom. It’s in the wards and Morgan’s concept was that we should turn the 2018 campaign and concentrate on the wards and that is saying if we win the wards we win the districts, we win the districts and we win the presidency.

“In the end of course Nelson and the Alliance went back to the old system that fought the Presidential election. Yes, he did a brilliant job, he was a great speaker, he was charismatic, he was well educated but at the end Morgan was right and that was a crucial mistake for the Alliance of not concentrating on the grassroots,” said Mr Cross.

Mr Cross said the elections were the best run since the formation of the MDC in 1999 and Mr Chamisa’s constitutional court challenge for the Presidential election was a futile attempt.

“I think this election, despite all criticism, it was the best election since 2000. We were allowed complete freedom to go where we wanted with no police interference and very little violence. We had freedom of speech, freedom of association. I think this campaign was much free than other campaigns and I think to be frank the election results will be very difficult to contest.

“As for the Alliance’s existence, it’s a difficult ask but my view is that we have heard very little from Welshman Ncube who is one of the most senior members of the Alliance, of which I agree with his sentiments, I don’t think the Alliance will hold together in the future as I don’t think the alliance is particularly united at the moment,” said Mr Cross.

Turning to his resignation from active politics Mr Cross said this was a decision which he had long informed the late Tsvangirai about, but they had felt that he should not publicise it to allow a smooth transition in his constituency.

He, however, blasted the Alliance for bungling resulting in the fielding of two candidates in the constituency which resulted in them eventually losing to Zanu-PF candidate Cde Raj Modi in Bulawayo South.

“Morgan and my family said I should retire so I agreed to retire a long time ago and the party asked me not to make it public because they didn’t want a fight in the party on the candidate to take over my constituency. In the final analysis it didn’t make any difference because there was a fight and the party lost,” he said.

Byo City Council Seeks Police Protection At Council Meeting

THE Bulawayo City Council will bolster security at the special council meeting for the election of the city’s mayor and deputy mayor on Tuesday after skirmishes that were experienced in the council chambers on Friday.

The local authority has further announced that the special council will be held at the Large City Hall to accommodate the huge numbers of members of the public who are expected to attend the contentious elections.

Last Friday activists linked to the Mthwakazi Republic Party disrupted council proceedings after Ward 24 councillor, Arnold Batirai pitched up late for council proceedings allegedly drunk. The activists manhandled Clr Batirai and attempted to eject him from the council chambers.

In an interview with Sunday News, the city’s Town Clerk, Mr Christopher Dube said what happened on Friday was unfortunate hence their reason to engage the Zimbabwe Republic Police to ensure security during the proceedings.

“We will certainly have heavy security because what happened on Friday is embarrassing and unfortunate. Yes, residents could have been aggrieved by the councillor’s conduct but when he is in chamber, he is protected. What I must emphasise is that we do not condone rowdy behaviour from our residents especially during council meetings.

“What we are planning to do is that we will move the Tuesday meeting to the Large City Hall after receiving a request from residents and noting the importance of this meeting, we are just going through the legal implications of this but we see nothing wrong at all,” said Mr Dube.

He said the election of the mayor and deputy mayor is key to the functioning of the local authority hence the interest by residents.

“We want to avoid excluding residents in this process because they are our key stakeholders, if you realised during the Friday meeting councillors came with their families and ward members hence the high numbers which led us to shut some of them out.

“Residents are really looking forward to this election all we have to do is assure them of their security, have a heavy police presence barricade certain areas so councillors are able to conduct their democratic right of voting for the mayor and deputy mayor without any intimidation,” said Mr Dube

Cement Shortages Hit Harare As Sellers Double The Price

A serious shortage of cement has hit Harare with the few outlets that have the product selling it at double the official price.

The majority of hardwares and other outlets that normally sell cement were out of stock while prices had been hiked to between $15 and $20 a bag compared to the recommended retail prices averaging $11.50 for PC and $10 for masonry.

“We do not have any cement. It’s a crisis. That is why some shops have increased prices because when we ask our suppliers they are telling us that they do not have any in stock.

A shortage of cement will sabotage the growth of the economy,” said a shop attendant at a hardware in the capital who only identified himself as Tonderai.

Hardware outlets said supply delays were resulting in a huge increase in demand for the product.

“The price just went up and it is because there is a shortage. We had ordered a load two weeks ago, but we only received it today,” said a sales attendant at Nongerai Hardware along Seke Road.

Cement is now more readily available on the black market where the going price is $20 per bag.

“Prices have been on the rise in the past three days. Maybe it is the said sanctions now taking a toll on us,” said a dealer at Mbare’s Magaba area.

Cement producers could not be reached to comment on what had triggered the sudden shortages.

The cement shortage and the sudden price hikes and growing scarcity of numerous other products have added to a plethora of economic problems besetting Zimbabwe in the wake of the recent elections.

Last week, the Zimbabwe National Statistical Agency revealed that inflation had shot to 4,29% per annum, the highest in six years.

Also, the year-on-year inflation rate hit 4,29% in July 2018 from 2,91% in June 2017, an increase of 47,48% in the Consumer Price Index which measures changes in the general price level, driven mainly by food and non-alcoholic beverages.

The former general issued the police warrant of arrest, oooops…threat of military capture via the Twitter website.

Bishop Hatendi Dies

Former Electoral Supervisory Commission chair Bishop Dr Ralph Peter Hatendi has died.

He was 91. Bishop Hatendi succumbed to chronic heart and lung diseases on Friday at Avenues Clinic in Harare, where he had been admitted two days earlier.

Family spokesperson and daughter Mrs Pauline Makoni said, “He had been battling chronic heart and lung diseases for over 10 years. He was a truly loving father and an inspirational man who feared the Lord and the church.”

Anglican Diocese of Harare Bishop Chad Gandiya said Bishop Hatendi’s death was a great loss.

“The sudden death of Dr Hatendi came to us as a shock, he will be fondly remembered for his contributions to the national church in advancing theological education,” he said.

“He came into office (as Bishop of Harare and Mashonaland) during crucial time towards Independence. His contributions in terms of support to nationalist leaders is well documented. He will be missed.”

Bishop Hatendi was born in 1927 in Manicaland and attended school at St Augustine’s in Penhalonga.

He proceeded to Associate of Kings College in London where he studied Theology, subsequently earning a doctorate in Divinity at World University in 1987.

He was the first black bishop of the Diocese of Harare in 1979, holding the office until his retirement in 1995, therefter being appointed chairperson of the then Electoral Supervisory Commission.

At the time of his death, he was the assistant Bishop in the diocese of Harare

A funeral service will be held in his honour tomorrow at St Anne’s Anglican Cathedral in Harare at 9am.

Bishop Hatendi’s body will be cremated and his ashes interred in the cathedral at a date to be announced.

He is survived by his wife Jane, four children, 11 grandchildren and two grand-great children.

Mnangagwa Running Personal Parallel Structures To The Constitution

Media Statement By Crisis In Zimbabwe Coalition|Crisis in Zimbabwe Coalition has noted the appointment of a Commission of Inquiry which has been tasked to investigate the shooting of civilians in the capital on August 1, 2018 by the military. The shootings followed demonstrations which rocked the capital as citizens protested against delays in the announcement of election results.

As CiZC, we have serious reservations concerning the composition of the Commission of Inquiry.

We are left to suspect that nothing much will come out of the inquiry given the fact that the incumbent’s loyalists the greater part of the commission. It seems the commission is aimed at pacifying the international community on the state recklessness that led to innocent souls being lost. It is calculated to absolve the state of wrong doings through this compromised commission and a carefully structured methodology and terms of reference which starts from the point of innocence yet, in real fact the perpetrators are known as captured in the video clips on the internet.

We remain worried why the president is keen on creating parallel structures when the Constitution established Constitutional Bodies is Chapter 12 (Independent Commissions Supporting Democracy). We are of the strong conviction that the state must strengthen the Zimbabwe Human Rights Commission (ZHRC) to undertake work of this nature as provided by Section 243 (1) of the Constitution. We implore the President to channel such resources towards the strengthening of the Zimbabwe Human Rights Commission as a constitutional body mandated to carry out such investigations.

CiZC maintains that just like in the past years, the blame for the murder of civilians on August 1 lies squarely with the government of Zimbabwe. Because of party-state conflation, ZANU PF has shown beyond any reasonable doubt that they are prepared to use state resources to cling to power and block public access to critical information on public/national investigations.

It also has to be noted that Zimbabwe has a history of organized killings of innocent civilians at the hands of the government, despite the fact that inquiries were launched, have been swept under the carpet. In some cases, there hasn’t been any attempt to investigate the issues while in other cases, government has completely expressed ignorance or chosen to keep quite on the murder and torture of civilians.

Some of the cases that have never been openly investigated include the Gukurahundi massacres which resulted on the death of more than 20 000 civilians as well as the murder of nearly 300 opposition activists in the June 2008 run-off election. It has to be noted also that since the formation of the country’s biggest opposition in 1999, the country has continued to witness torture and murder of opposition activists and these issues have largely been ignored by Zanu PF as violence and murder reign supreme among their tactics to retain power. If anything, Zanu PF, despite its claims of a peaceful and tolerant party, has not and can never be expected to dismantle its violence machinery.

It is justifiable to conclude that the August 1 shootings were pre-meditated especially taking into consideration sentiments from senior Zanu PF officials that Mnangagwa will shoot for power and also that the army stands ready to block opposition rule in the country .

Given the above, it is reasonable again to conclude that the motive behind the shootings is well-known.

We maintain that it is the prerogative of the Zimbabwe Human Rights Commission to come up with information concerning who ordered the military into the streets and after that we expect corrective action to be taken against the culprits. Our expectations are that the nature of our politics should not impinge on the capacity of the ZHRC to deliver its constitutional mandate and that no person or state body should undermine the role of the ZHRC.

Gumbura Surrenders, Throws His Own Wives Into The Love Market

State Media – Sitting in solitary confinement at the heart of Chikurubi Maximum Prison, jailed clergyman Robert Gumbura ponders the future of his 21 wives.

He has only served five of his 40-years prison sentence after being convicted of rape early 2014. The 62-year-old Independent End Time Message Church of Zimbabwe founder will only leave the high prison walls as a 98-year-old.

 

Gumbura seems to have resigned to fate and poured his out when The Sunday Mail Society had a chat with him last week.

The polygamist dropped a bombshell, saying his wives are free to re-marry given that they are still young and have conjugal needs.

“I had hope that I would leave the prison one day but after losing several court appeals, I have to accept that freedom may never come. My life is behind these walls. This is why I have decided to let my wives re-marry instead of waiting for me. I have to spend 35 more years behind bars, that’s too much,” said a distraught Gumbura.

“I don’t suspect them of cheating and have nothing against my wives. But l am imprisoned here, it’s only fair for my wives to move on if they wish to.

“Yes, I am still their husband but there is more to marriage, you have to be intimate as husband and wife. I should be providing for my wives as a husband, so they can’t be holding on to me because I am not there.”

But Gumbura’s wives have vowed that they are not going anywhere.
The women are keeping themselves busy running Gumbura’s businesses which include a farm and a gold mine.

Family spokesperson Queen Bunga, who is the second wife to the jailed preacher, said Gumbura’s church is still operational.

 

Could it be the money holding the family together?

Bunga says they are loyal to their husband, and are not hanging on to the marriage for the love of riches.

“In tough times, we find strength in each other. We comfort one another and these are the advantages of being in a polygamous marriage,” she said.
“We pledged our love and allegiance to baba (Gumbura). We remain hopeful that one day he will be released.”

Queen Bunga said some Gumbura close family members were pressuring them to re-marry.
“They want us gone but we are loyal and won’t leave. We love our husband wholeheartedly. We will visit him regularly until he is released,” she said.
“Even after his release, our husband can marry more wives. His absence has changed us for the better, we are united as a family.”

Clad in white prison garb, Gumbura, who previously was usually a jovial character, was in low spirits when The Sunday Mail Society interviewed him last week during a tour of prisons conducted with the Highfield Roman Catholic church.

It is said that Gumbura is now so distraught such that sometimes he refuses to leave his cell to meet his visiting family.

It seems like his hope of rejoining his many wives at his Harare mansion has now faded.
Gumbura and eight others are housed in FB1 Hall – known as ‘Borrowdale’ – where the most dangerous criminals are kept in solitary confinement.

Previously, the FB1 Hall has housed notorious criminals such as the late Stephen Chidhumo, Edgar Masendeke and Elias Chauke, as they awaited the hangman’s noose.

Southern Cape – Barely weeks later, another large whale has washed up on the Swartvlei beach near Sedgefield on the Garden Route.

The development saw many speaking loudly of it yesterday in the Southern Cape.

The SABC reports that researchers are currently collecting samples from the mammal to ascertain the cause of death. Initial estimates suggest that it weighs around 30 tons. SANPark officials said they are looking at burying the animal sometime next week.

In 2014, a wildlife department spokesperson, Mr Musa Mntambo advised residents not to consume any of the meat from the dead whale.

“We do not know why it came out of the sea in the first place. It may be poisonous to people who will eat it. At times we do not know how long it has been dead and its meat may be rotten,” Mntambo said.

BREAKING- Hundreds Of Workers Rendered Jobless As Metallon Shuts Its Mazowe Mines

By Own Correspondent| Over 300 workers have been rendered jobless amid indications that the country’s biggest gold producer Metallon Corporation has put its Mazowe Mine under care and maintenance.

The miner, whose local units include How Mine, Mazowe Mine, Shamva and Redwing Mine, is owned by South African mining magnate Mzi Khumalo.

Well-placed sources told a local publication that a majority of workers at Mazowe Mine have since been given three months notices pending dismissal.

“We are at home and we were given three months notices. The mine is already under care and maintenance and the same situation of retrenchments is going to hit the whole group soon,” said the source.

The source added that at Shamva Mine, Metallon has since switched to open cast mine which is illegal in mining terms.

Efforts to get a comment from the mining group were fruitless.

Metallon Gold Corporation has hit this new low amid revelations that the gold mining group is suffering neglect from Khumalo, a situation that is affecting productivity at the gold mining group culminating to multiple job losses at the group’s two Mashonaland Central-based units.

The closure of Mazowe Mine comes despite the mining group recently announcing plans to invest $260 million on Gold Fields of Shamva and Mazowe Mine. The investment figure has since been dismissed by well place members of the executive as fake considering the current situation that the mining group is in.

Information gathered indicates that despite announcing positive production, financial results coupled with the current multi-million dollar investment plan, the gold mining group has been facing massive challenges which include non-payment of salaries for employees and alleged externalisation of mining proceeds. The current standing of the company has since claimed the scalp of chief executive Kenneth Mekani.

Another source at the mining group said there have been efforts to paint a brighter picture of the but in actual fact, the gold miner is facing massive operational challenges mainly coupled by allegedly spiriting of funds from the company by the shareholder at the expense of developmental projects.- BusinessTimes

Chiwenga Takes Over As ED Flies To China

ZANU PF leader, Emmerson Mnangagwa has left for Beijing, China where he has been invited by his Chinese counterpart President Xi Jinping to attend the 7th Forum on China-Africa Cooperation (FOCAC) Summit.

The two heads of state are also scheduled to hold bilateral talks on the sidelines of the summit.

Mnangagwa who is accompanied by the First Lady Amai Auxillia Mnangagwa, government ministers and Zanu PF Politburo members left Harare late this afternoon.

The world’s second leading economic powerhouse China is hosting the FOCAC Summit where President Xi is expected to announce new steps in China-Africa ties.

Cooperation between the Asian country and African countries will focus on industrial development, infrastructure, trade and investment, human resources development, science education, culture, health, environmental protection as well as peace and security.

The forum on China-Africa cooperation was established in 2000 as a multilateral platform for exchange and cooperation between the Asian giant and African countries.

The forum brings together 53 African countries that have diplomatic relations with China, the African Union Commission and China to make 55 members and Zimbabwe belongs to the grouping.

Zimbabwe and China have excellent bilateral relations anchored in a shared history and friendship that dates back to the days of the liberation struggle and Mnangagwa’s second visit to China since his ascendency in November last year is expected to inject new vitality and renew the call for a shared future with the Asian country.

During his visit to China in April this year, Mnangagwa secured a number of deals among them an energy deal.

According to the government, Zimbabwe will require about 11 000 megawatts of electricity to achieve its vision of becoming a middle-income country by 2030 and hence the huge demand for power presents vast opportunities for China to further invest in Zimbabwe’s energy sector.

Besides energy, Zimbabwe and China are cooperating in various other sectors.

The First Lady of China Professor Peng Liyuan will host a conference for first ladies on AIDS prevention and control and Amai Mnangagwa has been invited to attend the meeting.

Mnangagwa and his wife were seen off at the Robert Gabriel Mugabe International Airport by the two Vice Presidents Retired General Dr Constantino Chiwenga and Cde Kembo Mohadi, Harare Metropolitan Province Minister of State Miriam Chikukwa, government ministers, senior government officials and service chiefs among others.

Mnangagwa Confirms NPRC As Useless

Statement By Mthwakazi Republic Partt|What comes into mind when one mentions the name ‘NPRC’, is the incident of the Commission’s confrontation with Mthwakazi Republic Party during its community consultation programs. The party activists raised scepticism over the Commission’s ethnic composition and it’s capacity to handle issues of the Gukurahundi Genocide, independent of government influence.

Mnangangwa, as the principal of the appointing authority has vindicated Mthwakazi Republic Party on the perceived lack of capacity by the NPRC to handle the matters of Gukurahundi. Our party has always demanded that any institution tasked with probing and instituting justice for Gukurahundi victims, must be independent and must be led by a renowned international human rights practitioner.

We expected that the shooting of seven people in Harare, which was captured on camera, and witnessed by thousands, would be a litmus test for the NPRC. It came to us as a shock that the death of the seven in Harare, warrants the expertise of international Commissioners, above a Genocide that claimed over 20000 lives and hundreds of thousands raped and displaced.

Mnangagwa has even braved the criticism of unconstitutionally selecting this commission, solely for the selfish reason of appeasing the international community. The commission include such esteemed members like former South Africa president Kgalema Motlante, former Commonwealth Secretary General Chief Emeka Anyaoku and Rodney Dickson, a UK lawyer. Other commissioners Lovemore Madhuku, Charity Manyeruke and Vimbai Nyemba.

Could this be meaning that Matabeleland lives don’t matter? The president has in many occasions, distanced himself from any role in the commission of the Gukurahundi Genocide. It will, there for be in the interest of justice in his part and that of the people of Matabeleland and Midlands, to extend invitation and prolong the work of these international Commissioners, to cover an inquiry into Gukurahundi. Thousands of our people are still agonisingly waiting for justice and closure, as much as the seven from Harare do.

We have taken a decision as the victims of Gukurahundi and the people of Mthwakazi, based on the decision of the president, that we will never recognise the NPRC as an authentic Commission, any more.

A national Commission endorsed by the president of a country can not fail to probe the blatant shooting of seven people, and be expected to probe a calamity of the magnitude of a Genocide. To us, the NPRC is dead and burried. It can only come to Matabeleland to interact with its ZANU PF supporters and not victims of Gukurahundi. We urge all the people of Mthwakazi to expose this hypocrisy by the military junta government.

Justice shall be served someday. Matabeleland lives matter too.

Chiwenga Warns Incoming Ministers, “Its Not Going To Be Business As Usual”

Staff Correspondent|Vice President Constantino Chiwenga says it will no longer be business as usual for the “comrades” who will be joining the new government as it moves with speed to implement the programmes that were being sold by the ruling party during its campaigns in the harmonised elections.

He was speaking to local and international journalists on his immediate task, soon after the swearing in ceremony at State House in Harare today.

Vice President Chiwenga told the media that while the new dispensation hit the ground running first time, they will maintain the speed with a vision of rebuilding the economy and improving the socio-economic status of the people.

The vice president compared the speed and pace needed with the Greek mythology figure of the ancient phydippedis.

He warned civil servants, those who will be selected into cabinet and others who are expected to deliver the vision of economic construction and socio-economic upliftment that they will be expected to do as determined and not as they wish.

He said the private sector is also expected to contribute towards the development efforts through close interaction with government.

He said the agric show indaba held in the capital on Wednesday is a clear demonstration of how government and the private sector can help each other.

Vice President Kembo Mohadi said industrialisation of the country is top priority and with highly educated and skilled manpower, Zimbabwe can realise its vision for economic development and industrialisation.

He said Zimbabwe is on a drive to attract investors some of whom came to observe the elections, to provide the required support for industrialisation.

The swearing in of the two vice presidents is step towards the formation of the new government after the 30 July harmonised elections.

Zanu Pf North America Chapter Distances Self From “Misleading” Statement On Mnangagwa

As the ZANU PF North America chapter, we have noted that there are certain individuals making misleading statements about His Excellency The President of Zimbabwe Emmerson Dambudzo Mnangagwa’s election victory and purporting to represent the views of all Zimbabweans in the diaspora, particularly in Canada.

We wish to categorically state that the audio by an individual who purported to be a representative of  Zimbabwean Canadians  on ZimEye, does not represent all  Zimbabweans in Canada and we unequivocally dismiss such malicious, mischievous, and irresponsible statements with the contempt they deserve.

This declaration is both appalling and retrogressive in that it invites a continuation of unmerited sanctions by the west on Zimbabwe.

Such irresponsible voices should never be accorded a platform to send misleading messages, as they are digressing from the progress of Zimbabwe’s new era.

As the North American chapter of ZANU PF, we have been following the electoral process at home which was the fairest, freest, most transparent and most credible election in the history of the country and declared so by the international election observers from all over the world starting with our regional sister SADC countries and the continental body, African Union.

The international community has also called upon all involved to respect the  ruling by the constitutional court of Zimbabwe and the rule of law.

The loss of life during the post election violence is deeply regretted as every life is sancrosanct and important to each family unit. We are deeply concerned that the MDC Alliance has incited violence and made irresponsible declarations of creating an ungovernable state if they were not declared winners.
This was fulfilled with the anarchy that followed on August 1, 2018. A full account is required, and the people responsible for inciting violence should be held accountable. Aspiring Ministers Jostle For Mnangagwa’s Attention

Jockeying for Cabinet posts is turning nasty, with some of those eyeing positions in President Emmerson Mnangagwa’s administration resorting to a vicious propaganda campaign to undermine other contenders for the appointments.

With Mnangagwa expected to announce his new Cabinet anytime following his inauguration last Sunday, the jostling for positions is getting uglier.

To get ahead of other aspirants, some have turned to social media by concocting and circulating images of Zanu PF politicians purportedly campaigning for MDC Alliance leader Nelson Chamisa in a bid to discredit them.

Reports also suggest that other Cabinet hopefuls are viciously lobbying Mnangagwa to overlook certain individuals on spurious grounds, including unproven claims that they did not campaign for him ahead of the July 30 polls.

Mnangagwa has since retained Constantino Chiwenga and Kembo Mohadi as his deputies.

It is being hoped that he will appoint the rest of his Cabinet once the newly-elected members of Parliament have been sworn in.

Already, organisations affiliated to the ruling party are openly lobbying the president to pick some of his ministers from their membership.

These include the Zimbabwe National Liberation War Veterans Association (ZNLWVA), the Zanu PF youth league, and the party’s women’s league.

Mnangagwa has indicated his desire to appoint an effective Cabinet to turn around the country’s economy and usher in reforms in line with his “Zimbabwe is open for business” mantra.

Znlwva spokesperson Douglas Mahiya said it was unfortunate the some “uncouth” aspirants were resorting to dirty tactics to get Mnangagwa’s attention, saying they will not succeed in misleading the president.

“The president doesn’t like it,” he said.

“His principle is that you cannot canvass for a position because it is clear that those who do that want to abuses the positions.”

While advising Mnangagwa to make merited appointments, Mahiya said it was equally important for him to consider the former liberation war fighters as well because they are the custodians of Zanu PF’s revolutionary principles.

He said the fact that the majority of the war veterans do not have requisite qualifications to become ministers was inconsequential as ideology was more important than academic qualifications.

“Being an effective minister does not only call for academic and technocratic input, but political ideology of the party in line with the principles of the revolution.

“The pattern of doing things is more important than academic input,” he argued.

“Zanu and Zapu were governments in exile during the war and we borrowed principles of governance and later developed our own and it is those principles that (former president Robert) Mugabe failed to make use of and hence lost connection with the people.

“The interaction of the combatants and the people during the war makes them ideal candidates for positions of ministers because they know what the people want so we hope the new cabinet will take war veterans into perspective”.

Zanu PF women’s league chairperson for Harare province Ratidzo Mukarati said Mnangagwa was alive to the expectations of women, adding that the wing will support his decisions.

A Zanu PF insider told the Daily News yesterday that the desperation for Cabinet posts has reached fever pitch and it is not likely to recede until Mnangagwa unveils his line-up.

“For as long as a new Cabinet is not announced, it will be dog-eat-dog and we hope it won’t get to the extent of harming each other,” said the insider..

“But frankly, some of the efforts are desperate and useless.

“The appointing authority obviously has adequate intelligence on the background, conduct and behaviour of all candidates before and during the elections.

“They are intelligent enough to distinguish between fact and fiction.”

The popular Nollywood actor, Friday Ogbulo, has died. 

The death was announced that Nollywood actor, Friday Ogbulo, otherwise known as Babariga, has passed on.

DAILY POST gathered that Babariga, a native of Ugboju area of Otukpo, Benue State, who is famous for his movies such as Pastor Iduh, Adeichenu and others many years back, passed away on Friday after suffering from carbuncles.

Confirming the sad incident to our reporter, Godwin Ochola, PRO, of the movie industry, Otukpo chapter, eulogized the deceased for growing the local industry.

“It is true. It’s a pity we lost him to the cold hands of death. We will always miss him for his contribution to the movie industry, particularly in Idoma land. May God give his family the fortitude to bear the irreparable loss,” Ochola added.

Woman Thoroughly Beaten After Failing To Explain What She Was Doing At Cemetery

A woman who was mistaken for a witch after being found tiptoeing on graves at Luveve Cemetery on Tuesday afternoon is lucky to be alive after a mob meted instant justice on her.

Luveve residents took the law into their hands when they whipped a woman only identified as Stella accusing her of being a witch looking for dead people’s bodies to eat.

“Stella was found on Tuesday afternoon — alone in the cemetery. She was tiptoeing on graves.

“I was on my way to work when I saw a woman with torn, dirty clothes talking to herself while tiptoeing on the graves. I quickly called out to other people passing by.

“She kept repeating the name Stella after being asked her name,” said a resident.

The crowd started accusing her of witchcraft after she failed to explain what she was doing at the graveyard.

“When she was asked what she was doing, she only smiled at people which led to her being whipped,” said the source.

Stella is said to have been whipped by the crowd which led to her howling. On the picture that was taken she is seen as someone who is weeping and in pain.

The victim was fortunate as police officers arrived at the scene and took her to the police station.

However, acting Bulawayo police spokesperson Inspector Abednico Ncube said: “We had received a missing person alert last week of a mentally unstable female and as we were investigating the case reports were made of a woman being accused of witchcraft at Luveve’s graveyard.

“We attempt to uncover facts first before charging victims — in the course of investigations we realised Stella was mentally unstable and was at the wrong place at the wrong time.”

According to Insp Ncube, families which had reported missing persons were called in to identify the female and one family recognised her as their relative.

Three Ministers Resign Over Deadly Bus Accident

Bulgaria’s ministers of public works, transport and interior affairs resigned on Friday after heavy criticism directed at the government over a deadly tourist bus crash.

“The three ministers — me, Transport Minister Ivaylo Moskovski and Interior Minister Valentin Radev — tabled our resignations today,” regional development and public works Minister Nikolay Nankov told journalists.

Seventeen passengers died when their bus ran off the road in torrential rain and plunged 20 metres into a river gorge in western Bulgaria on Saturday. Four people also remain in a critical condition.

Centre-right Prime Minister Boyko Borisov had earlier on Friday asked the three ministers to step down, days after initial results from a probe into the crash found the road had been recently repaired using a substandard quality of asphalt.

The interior ministry has meanwhile been accused of failing to respond to a number of complaints in recent months by drivers from the nearby town of Svoge who had raised worries over an increasing number of accidents on the section of road concerned.

The ageing bus had also not undergone one of two obligatory technical checks by the transport ministry authorities.

The bus driver is the only person who has been charged over the crash so far.

But the results of the early probe has revived a recurrent debate about the poor state of Bulgaria’s roads and its corruption-ridden public tender system.

“The tragedy near Svoge highlighted the vicious system in public procurement and construction works — impunity everywhere. It is obvious but because of it people die,” Bulgarian President Rumen Radev commented Thursday.

Allegations have been rife that a large share of the funds for road repair projects — often coming from EU aid — are pocketed by firms close to power, leaving just a fraction for the actual repairs.

A famous former dissident from the communist era, Nikolay Kolev — also known as ‘Bosia’ — told AFP on Friday he had ended the hunger strike he began on June 13.

He had been demanding Moskovski’s resignation after revelations about corruption in the agency that awards drivers’ licences.

Eleven years after joining the European Union in 2007, Bulgaria remains the bloc’s poorest country with just one fully completed border-to-border highway and much of its road network in a bad state.

In 2017, Bulgaria recorded 96 deaths per million inhabitants on its roads, according to Eurostat. That is the second highest rate in the EU after Romania and more than double the European average.

“Oppose Mnangagwa Peacefully”: US Congresswoman Tells Chamisa

By Own Correspondent| United States Congresswoman Karen Bass of the 37th Congressional District in California has urged MDC Alliance leader Nelson Chamisa to oppose President Mnangagwa peacefully and prepare for the 2023 elections.

Bass said Chamisa should take a leaf from her who has accepted US President Donald Trump despite not liking him.

Bass advised Chamisa to continue to participate as a member of parliament, to expand and organise his base and to run for the presidency again in the next election.

GD: So looking at the way things are going, you know, Mr. Nelson Chamisa of the MDC Alliance is saying no, you know, he’s the legitimately-elected president of Zimbabwe and he is digging into his trenches. So what’s the way forward for Zimbabwe?

Cong. Bass: Well again, I hope the way forward is peaceful opposition. I mean look, look at our situation here. I don’t like our current president and we had a very messy process here in the United States and many people questioned the legitimacy. But he is the president and as long as he is the president, you know I can say I don’t want him to be the president all day long, but I am a member of Congress and I function as part of government and he’s the president. Revolutionary and convivial greetings to you all.

1. Congratulations to every one of you for your service, sacrifice, hard work and well-deserved victory in the July 30 elections.Makorokoto, Amhlope!!People alone are the makers of history. You have made history!! Our struggle is a people’s struggle, your struggle.

2. In this election, we managed to field candidates in both parliament and council more than ever in the history of our party.

3. Despite some challenges that arose during the nominations where in some areas we had more than one candidate, we tried our best to resolve others but we must certainly improve on our internal democracy and electoral processes, now and in the future.

4. Our campaign, however, was incredible. We ran an exciting and unparalleled killer-campaign.We made history. We managed to hold a record of 87 Presidential rallies across the country and more than 500 consultative meetings with community and opinion leaders from various sectors and areas

5. From the 2013 election, we have managed to increase the number of our MPS in parliament from 41 to 88 inclusive of our 24 women proportional representatives .We have increased our Senators to 24

6. From this election, we control over 26 urban councils out of 32 (81%) and we must be proud of that. We won 536 council seats.We control all the metropolitan cities and towns including Harare and Bulawayo.

7. Our support base are the majority of active people and taxpayers who contribute about 80% of the taxes collected in the country.

8. If we compare with our previous election, again we have made significant inroads into rural areas and farming communities.

9. Our Presidential election campaign was massive and won the popular vote. We won this election and won it resoundingly. 2.6 million People voted for us. Even, on ZECs announced totals, this is the best tally our party has ever produced. It is also a significant increase with about a million votes from our previous best tally even by ZEC’s own figures.

10. I would like to thank all those who worked tirelessly to support the party and our campaign. We have many people who contributed their time, money and effort to this struggle. Our youth, women, polling agents, technical staff, volunteers, generational consensus, Zimbabweans and party structures in the DIASPORA, organising department and all that teams, I salute you for your incredible work, service and sacrifice.

11. Despite the inhuman, barbaric and cruel tactics that you saw on the 1st of August which led to the loss of innocent civilian lives, we should not allow those who have stolen our victory to rob our people and get away with it. Zimbabweans voted for and yearn for change.

12. On account of our pursuit of peace and constitutional means to exhaust all domestic remedies we chose to pursue the legal route and lodged a very strong case at the Constitutional Court.I wish to thank all of you for being peaceful, resisting all machinations and temptation to descend into anarchy in the face of provocation instigated by our opposition.

13. Apart from the results which show that we won this election with 2.6 million of the vote, we have unearthed clear traces of manipulation with a shoddy attempt to launder the baseless election result that gave Mr Mnangagwa a narrow win with about 38 000 votes we have already demonstrated doesn’t exist. Our matter did not call for the reopening of the ballot boxes or the so called election residue. If ZEC announces 18million votes in a country of 10million people the matter ends there. It is a fraud. No need to open any ballot box.

14. Contrary to the finding of the Court, we presented a very strong case in court that did not need us to do any opening of election residue or present V11s because as you know, we were using ZEC’s own results. Mr Mnangagwa’s votes were, among other things inflated using a combination of the following methods –
a) Wrong results were announced by ZEC
b) ZEC’s own figures which do not tally
c) No tally between parliamentary votes and presidential
d) Differences between v11 and v23- with inflation for Mr Mnangagwa and deflation me
e) More votes than the people registered under the polling station
f) No tally between people who voted and results announced
g) Polling stations collated twice
h) Missing Polling stations unaccounted for
i) Some of my votes omitted from final tally
j) No tallies posted on some of the polling stations
k) Identical results tallied by ZEC
l) Percentages of voter turnout from ZEC not tallying

15. These deliberate manipulations were clearly meant to create a new election result either than the one that reflects the will of our people.

16. We have pursued and exhausted all local legal remedies available to us in order to overturn the brazen subversion of the will of the people.

17. The court judgement is a further entrenchment of the subversion of the will of the people of this country.Whereas we respect the Court and rule of law, It is clear that court erred. It’s judgment has no bearing on the factual issues presented to court and the legal issues the court had to deal with.

18. This all is worsened by the fact that attempts had been made to frustrate our case:
– The sheriff refused to serve our papers on time to give the court an excuse to dismiss our case on a technical grounds.
– The registrar of the Court, under the instruction of Chief Justice Malaba refused to issue a subpoena to bring to Court a ZEC commissioner together with the ZEC server which would have clearly shown we won this election by 56% is being hidden.
– The Minister of Justice, Ziyambi Ziyambi who is conflicted because he is also Mr Mnangagwa’s Chief Election agent denied our foreign lawyers the right to represent us in court.

19. To this day, no one knows exactly how many votes Mr Mnangagwa claims to have got and received in this past election. How does a person win an election with an unknown figure?

20. Although we have instructed our legal team to pursue the matter at continental level via the African Commission on Human and People’s Rights, this remains a political legitimacy matter that requires a political solution which we must provide as Zimbabweans.

21. Despite all this, the party foundation remains strong and its structural base remains unshaken.

22. However, in light of the ever-changing political dynamics, the party needs to continue to renew, strengthen and adapt itself.Going forward, leadership and organizational renewal, institutional and constitutional reforms including administrative reform shall be necessary.

23. The country is in a state of stagnation. There is evident collapse of the economy, hyperinflationary rates which shall be exacerbated by the widespread printing of money, widespread rent-seeking looting by the few elite, rife patronage, persistent deadening poverty, no jobs, no cash in banks and lack of confidence in the economy.

24. There is intimidation and coordinated repression against democratic movement leadership and activists which must be immediately stopped.

25. There is general increase of poverty, displacement of vendors and our people. Across the country there is poor social service delivery across.We have a duty to provide leadership and rescue the people and our country.

26.To all our MPs and Councillors, I urge you to perform at the highest level of excellence. We expect you to articulate views espoused in our SMART manifesto document. Resist and shun corruption and arrogance. We will deal ruthlessly with the corrupt and lazy ones. Have a schedule of events for engaging communities, your constituencies and wards frequently and with regularity. Avoid being missing persons(mps).Please meet the voters and thank them. Let us also start meaningful livelihoods and upliftment projects in your constituencies to impact and improve people’s lives.

27.Therefore, on 29 August 2018, the National Council met in Harare at Morgan Tsvangirai House, to review the situation and consider its position and way forward. The council noted that it was meeting in the context of a stolen election. The council considered important matters relating to the elections, the party and the country and made the following resolutions:
a) The people’s President and candidate Advocate Nelson Chamisa won the election with 2.6 million votes and that he is the legitimate President of the country.
b) The Party will consult Zimbabweans across the country and within two weeks about the way forward with regards to the stolen election, thereafter shall embark on a national programme of action resulting from the outreach.
c) The President is broadly mandated to engage all stakeholders local and international, in dialogue with the scope of dealing with the current impasse arising from a stolen election and to resolve related governance issues.
d) The Party will put into effect an earlier resolution to integrate Alliance partners back into the Mainstream MDC.
e) The Party will engage in THANK YOU RALLIES to thank the 2.6 million voters who voted for me as your Presidential candidate , including supporters and all Zimbabweans who voted in this historic election.

28.Any such dialogue by the party must and shall be anchored on a 5 point plan to include –
1. RETURN LEGITIMACY AND DEMOCRACY -The respecting of the WIN and WILL of the people, respecting true outcome of this election.
2.INSTITUTING REFORMS – to allow for the holding of truly free, fair and credible elections in Zimbabwe.The reforms must include electoral reforms, political reforms, Constitutional and Legal reforms.

3.DEALING WITH THE ECONOMY-coming up with an immediate shared and robust economic rescue plan to deal with the deteriorating economic situation and the social security and humanitarian situation.

4. NATION BUILDING, NATIONAL HEALING PEACE and RECONCILIATION -dealing with the rule of law, protection of human rights and good governance issues

5.INTERNATIONAL REENGAGEMENT-to end all international isolation , democracy hygiene issues and dealing with the debt challenge.

29.The Movement for Democratic Change remains the only hope for transformation, sustainable inclusive prosperity and better opportunities for all in Zimbabwe.

30.Our election victories show that the people of this country have trust and confidence in our Party’s SMART AGENDA, it’s leadership, it’s policies and programmes. We must fulfil our people’s hope , expectations and never betraying the people’s aspirations.

31.For those who have been praying and fasting for our success, keep the faith.Do not despair.God’s promises are sure and true. God’s will is not human will. God’s will has no cheating. God’s will can not be rigged. We are praying for an exodus moment. Our faithful God will Take us there. Our God of justice will Take us to that other side. LETTER TO MNANGAGWA: Nyagura Offered Fake Doctorates, Professorship and Posts at the University of Zimbabwe

Letters to the President:

By Wirimai Magugwa | Nyagura offered fake doctorates, professorship and posts at the University of Zimbabwe I would commend the President and Chancellor of State Universities for the recent suspension of Professor Levi Nyagura from the post of Vice Chancellor at the University of Zimbabwe on allegations of conferring a doctorate degree to the former First Lady Grace Mugabe, but I am at my wits end as to why the suspension with full benefits when all the evidence points otherwise. The case of the PhD is just one out of many acts of gross misconduct and maladministration by Nyagura. He should just be fired.

Nyagura, in a bid to secure favours and to please the former first family, offered Ntombizodwa G Marufu a doctorate degree in arts without the prerequisites, which would allow her to be called Dr Mugabe and this move was also meant to overshadow the influence of Dr Joyce Mujuru, who was graduating with a PhD from the same institution in the same year. Nyagura used his influence at the helm of this once esteemed state institution to bulldoze his way past the Department of Sociology, the Postgraduate Centre, The Faculty Higher Degrees Committee, the Academic Committee and the Senate to forge a doctorate for Grace. He deliberately flouted the laid out procedures to register for postgraduate studies, including doctorates, which were set up under the University of Zimbabwe Act 25:16 via Committees, Regulations and Statutes.

The set procedures require that any applicant for doctoral studies must first send a short proposal to the relevant department. Ntombizodwa was required to have contacted the Department of Sociology and should have submitted her proposal outlining her name, the proposed title of study, field of study, prospective supervisors and the required mode of study, whether part time or full time studies whose duration would have been 48 or 36 months, respectively. The department in question was then supposed to call for a Board Meeting to deliberate on her proposal to either approve or reject it. In the event that the department would have approved the proposal, it was then supposed to assign prospective supervisors with doctoral expertise in the fields stated by the applicant and notify her in writing, as well as forwarding the relevant documents and the signed board meeting minutes to the Postgraduate Centre.

These minutes are definitely not there, Claude Mararike does not have a PhD or any form of doctorate, neither is he an expert in whatever that fake degree was all about and he is a fake newspaper professor. The other so- called supervisor’s credentials also need serious verification.

Contrary to the arrogant comment made by Nyagura to the press, the Postgraduate Centre was only supposed to notify Grace that her proposal has been accepted by the department and should have advised her to fill in the postgraduate application forms, pay the required USD20 for application, attach the required copies of payment, birth certificate, National ID, Masters certificate (which she doesn’t have) or First Class Honours Degree in case of UZ graduates with recommendation from department (we all know that academics is not Ntombizodwa’s strength). The centre would have forwarded all these documents to the Faculty Higher Degrees Committee (FDHC) for further approval. None of these documents are available. In the same context as the departmental board, the FHDC would have taken minutes of the proceedings and made a recommendation to the Academic Committee which would then have given the final approval. There are no minutes or approvals from these 2 committees. The story does not end here.

 

During the first semester of her studies, Ntombizodwa was supposed to submit a detailed proposal of her intended study and during the course of her studies, she was supposed to submit what are called the Progress Reports which, depending on the discretion of the Academic Committee, are required twice or thrice during an academic year. These Progress Reports would show the student’s progress as outlined in her detailed proposal and would be signed by the academic supervisors and the student herself. The reports would then be used by the FDHC which convenes once every 2 to 3 months to monitor the student’s progress. They would take minutes and sign. Ntombizodwa’s documents are nowhere to be found, the Department of Sociology has already ascertained their inexistence. The staff at this department was threatened for over 2 weeks with job losses, horrendous life conditions and all sorts of harassment by this unpopular Nyagura who would pound at them whenever he had a chance to. However, the learned doctors at the Department of Sociology stood their ground and did not let the bully Nyagura drain the good name of the University into the Honey Sucker.

Back to the fake degree, after 3 to 4 years of rigorous study, and depending on Ntombizodwa’s progress, which we all know how it would have been, she was then supposed to submit a dissertation/thesis to the Department of Sociology which would then appoint at least 3 examiners: either 1 internal and 2 externals or 3 internal examiners for marking the work by Ntombizodwa. These examiners would be PhD holders of good academic reputation and expertise in the field of study of the candidate, with a more than 10 publications of note in peer-reviewed journals, books, conferences, etc., but not newspaper articles like some of the so-called professors whose names we have seen here and there.

 

The crux of the matter is that these examiners must not be the same as the student’s supervisors;otherwise there would be a bias in the evaluation. The marks would be ratified at the department. Well, in the case with our unpopular Ntombi, Nyagura, Claude and company, this cabal must have evaluated the fake thesis by taking note of who ate more oranges than the others somewhere down in Mazoe. There was no thesis submitted to the department in 2014 or anytime afterwards. No minutes. Everyone at that department was just as shocked as you are when Ntombi’s name was called at the 2014 UZ Graduation
Ceremony. This was the first time that everyone besides Nyagura’s gang knew that Grace Mugabe had been studying at the University of Zimbabwe for a PhD. Grace, the then First Lady. Grace Mugabe or Ntombizodwa G Marufu, whatever name suits her, does not have a PhD in Sociology, period.

After a public outcry, a copy of the so-called Grace’s PhD was hurriedly made available online. The Queen’s language is a challenge to most of us, but it does not deserve the level of criminality committed against it in the so-called doctoral thesis. The grammatical errors, syntax, construction of sentences, the merits of the study, the dates and references makes the document look like it was written by a typist in a hurry to capture shorthand minutes of a meeting. A quick search on Google on some of the material in that document would reveal unpardonable percentages of plagiarism. In academia, this is a very serious
act which attracts an academic death penalty. Grace could not have graduated with a PhD, even if w assume that she wrote the thesis, which she did not. Nyagura abused the office of Vice Chancellor.

 

The case of Ntombi is like the tip of an iceberg, that very one that sank the Titanic. Nyagura was now feeling homely and cozy with his behavior of trampling the University of Zimbabwe Act, the Constitution and everyone under his feet. He had been appointing friends and associates to various posts which they do not deserve and giving them titles they do not merit. Professor Mararike, Professor Murwira, Professor Mashiri, etc. It is no wonder why the country with so many professors still cannot find common solutions to common problems. Not surprisingly, the Minister of Higher and Tertiary Education was jumping around saying Nyagura had not been suspended and the entire mumble jumble that came with it.

 

Mr. Murwira used to work in some government department and later joined the University of Zimbabwe as Dr Murwira. He made his way up by putting too much pretext and connivance with his then boss Nyagura which led to the conspiracy that Geography was a science of everything from medicine to mining to agriculture to satellites and that every other faculty should fall under him and suddenly he was made a professor. The national presidency and the country should not be ill fed into believing that everything can be sensibly solved in a remote way via satellites. This connivance by the people who are
supposed to forge the way forward for national development based on education and research is an offense against the Constitution and the will of the people and students who enroll at such institutions; it is a crime against humanity.

Everyone who tries to make sense of Nyagura’s actions would face the axe. Highly qualified administrative and academic staff from departments of agriculture, surveying, mining and other departments lost their jobs over various hatched plans for personal grandeur. The Bursar, who is part of top university administration, was recently dismissed without notice.

This one goes for the worst. Besides having people with good qualifications, Nyagura placed another of his close friends with a fake degree as head of 2 departments that are crucial to the manpower development in mining and manufacturing related issues within Zimbabwe: the Department of Mining Engineering and the Department of Metallurgy. His name is Kudzai Musiwa. Musiwa claims to have a BSc Geology degree from University of Luton obtained in 1993 (which the said University cannot ascertain), a PGrad Cert (Graz, Austria) (no year), PGrad dipMex (ITC-Netherlands) 1996 and an MPhil Environmental (UZ) 2004. All these qualifications need to be verified.

 

During the period Musiwa claim to have obtained the geology degree, he was working at the Department of Geology, University of Zimbabwe as a Technician and did not even have a pass in Ordinary Level Mathematics.

Surprisingly, to be employed as a security guard at UZ one needs 5 O Levels including Mathematics and English. The chairperson at the Geology Department stated that Musiwa could not teach any course within that department because he does not have a first degree required to teach in that department and this led to the department firing him. That is when Nyagura made Musiwa the head of mining and metallurgy. It has also been established that this has brought very serious tensions between the said departments which naturally should be working in coordination.

The matter concerning this virtually unknown PhD holder who overtook the learned Professor Lovemore Madhuku to the post of Dean of Law is another scandal. We might not be happy with Professor Madhuku on the political arena but that man is indeed a professor, not from newspaper articles, but with all merits.

Most probably his choice of political views and alignment has shadowed his general acceptance but that’s what makes him tick. Then suddenly someone from nowhere is appointed ahead of him. I have said enough about people’s academic degrees for now, otherwise it will seem as if half of the university staff has fake qualifications. Neither am I implying the contrary.

I hope that the Acting Vice Chancellor of the University of Zimbabwe, Professor Paul Mapfumo will not follow in Nyagura’s steps, should he lend the post. In the same spirit, Professor Madhuku should be rewarded accordingly for his efforts both in education and the country; the PVC post will be a good start.

The burden is now on you to give the people of this country the feedback they deserve and to correct what needs to be corrected.

DONATION OF 10 WHITE RHINOS TO THE DEMOCRATIC REPUBLIC OF CONGO (DRC)

The Government of Zimbabwe through the Zimbabwe Parks and Wildlife Management Authority is donating 10 white rhinos to the Democratic Republic of Congo to enhance rhino regional conservation program. According to IUCN Rhino Specialist Group 98% of world`s white rhino population occurs in just four countries worldwide and that is South Africa, Namibia, Zimbabwe and Kenya. Thus, Zimbabwe is one of the major white rhino range states hence a source country for rhino range expansion to other countries or private stakeholders.

The translocation is being done adhering to local and international wildlife translocation protocols particularly IUCN rhino pre-translocation guidelines and the African Rhino Range States’ African Rhino Conservation Plan. The translocation is being done for the following reasons:

1. Contribution to African Rhino Range States’ African Rhino Conservation Plan through Expanding the Rhino Range Area
Zimbabwe as a major rhino range state, and in line with the African Rhino Range States’ African Rhino Conservation Plan, is translocating the rhinos in an effort to expand the regional rhino range area. The expansion of national and regional rhino range areas is one of the goals of the African Rhino Conservation plan. The exercise is a deliberate effort to enhance the security and genetic proliferation of the species at a regional level.
2. Evidence of Zimbabwe’s Rhino Conservation Successes
Zimbabwe is one of the important rhino range countries in the world and has seen steady population growth of both white and black rhinos. In the recent past, Zimbabwe has been instrumental in restocking of new and rehabilitated former range areas such as the Okavango Delta of Botswana. Eight (8) black rhinos were sent to the Okavango Delta in 2016 as part of the 20 country to country rhino donation to Botswana. The regional restocking exercise done by Zimbabwe is important in showing the goodwill and rhino conservation success story synonymous with the country.
3. Poaching and Security Status of Rhinos In the DRC
The Zimbabwean Government is aware that DRC lost its Northern white rhino population to extinction largely due to poaching. However, for this exercise, a management and scientific assessment of the security and law enforcement status and potential biological proliferation of the rhinos was done to inform the translocation requirements. Since the Northern white rhino went extinct in the DRC there are no fears of gene dilution with the rhinos intended to be translocated from Zimbabwe (Zimbabwe’s rhinos are Southern white rhinos). The security and law enforcement status of the receiving property was assessed based on the local (Zimbabwe) and international (IUCN guidelines) standard pre- translocation requirements. The Zimbabwean Government was satisfied that the pre and post-translocation conditions in DRC met the requisite standards for a successful re-establishment of rhinos in that country.

4. Sources of the Rhinos
The 10 rhinos are being translocated from three different sources (Lake Chivero and Kyle Recreational Parks and Matopo National Park). Rhinos at Lake Chivero and Kyle have reached near ecological carrying capacity and the translocation is part of destocking in line with our approved National Rhino Conservation and Management Strategy.
