Three Ministers Resign Over Deadly Bus Accident
Bulgaria’s ministers of public works, transport and interior affairs resigned on Friday after heavy criticism directed at the government over a deadly tourist bus crash.
“The three ministers — me, Transport Minister Ivaylo Moskovski and Interior Minister Valentin Radev — tabled our resignations today,” regional development and public works Minister Nikolay Nankov told journalists.
Seventeen passengers died when their bus ran off the road in torrential rain and plunged 20 metres into a river gorge in western Bulgaria on Saturday. Four people also remain in a critical condition.
Centre-right Prime Minister Boyko Borisov had earlier on Friday asked the three ministers to step down, days after initial results from a probe into the crash found the road had been recently repaired using a substandard quality of asphalt.
The interior ministry has meanwhile been accused of failing to respond to a number of complaints in recent months by drivers from the nearby town of Svoge who had raised worries over an increasing number of accidents on the section of road concerned.
The ageing bus had also not undergone one of two obligatory technical checks by the transport ministry authorities.
The bus driver is the only person who has been charged over the crash so far.
But the results of the early probe has revived a recurrent debate about the poor state of Bulgaria’s roads and its corruption-ridden public tender system.
“The tragedy near Svoge highlighted the vicious system in public procurement and construction works — impunity everywhere. It is obvious but because of it people die,” Bulgarian President Rumen Radev commented Thursday.
Allegations have been rife that a large share of the funds for road repair projects — often coming from EU aid — are pocketed by firms close to power, leaving just a fraction for the actual repairs.
A famous former dissident from the communist era, Nikolay Kolev — also known as ‘Bosia’ — told AFP on Friday he had ended the hunger strike he began on June 13.
He had been demanding Moskovski’s resignation after revelations about corruption in the agency that awards drivers’ licences.
Eleven years after joining the European Union in 2007, Bulgaria remains the bloc’s poorest country with just one fully completed border-to-border highway and much of its road network in a bad state.
In 2017, Bulgaria recorded 96 deaths per million inhabitants on its roads, according to Eurostat. That is the second highest rate in the EU after Romania and more than double the European average.

“Oppose Mnangagwa Peacefully”: US Congresswoman Tells Chamisa
By Own Correspondent| United States Congresswoman Karen Bass of the 37th Congressional District in California has urged MDC Alliance leader Nelson Chamisa to oppose President Mnangagwa peacefully and prepare for the 2023 elections.
Bass said Chamisa should take a leaf from her who has accepted US President Donald Trump despite not liking him.
Bass advised Chamisa to continue to participate as a member of parliament, to expand and organise his base and to run for the presidency again in the next election.
Below is an excerpt of the interview between VOA’s Gibbs Dube (GD) and Bass (Cong. Bass):
GD: So looking at the way things are going, you know, Mr. Nelson Chamisa of the MDC Alliance is saying no, you know, he’s the legitimately-elected president of Zimbabwe and he is digging into his trenches. So what’s the way forward for Zimbabwe?
Cong. Bass: Well again, I hope the way forward is peaceful opposition. I mean look, look at our situation here. I don’t like our current president and we had a very messy process here in the United States and many people questioned the legitimacy. But he is the president and as long as he is the president, you know I can say I don’t want him to be the president all day long, but I am a member of Congress and I function as part of government and he’s the president. And I am hoping that we’ll be able to change that in 2020 if not before.”-VOA
Mnangagwa, Chiwenga Fast Asleep But Fully Awake, Jonathan Moyo Drops Bombshell Tweet
ZANU PF President Emmerson Mnangagwa was caught on camera fast asleep together with his deputy, Constantino Chiwenga. But Prof Jonathan Moyo says both were actually fully awake at the time. Below is the Tweet –
Don't be naive. Neither is asleep. They are both fully awake. One is thinking: "I'm president & appointed you vice president yesterday against my better judgment"; the other is thinking: "you wouldn't be president but for me last Nov & in the election you lost & I stole for you"! pic.twitter.com/gI1tVS3EJR

MDC MEMO TO ALL ZIMBABWEANS
ALL NATIONAL leaders
ALL PROVINCIAL Leaders
ALL DISTRICT leaders
ALL WARD leaders
ALL BRANCH leaders
ALL MPs and Cnclrs
31 AUGUST 2018, MORGAN TSVANGIRAI HOUSE, HARARE
Revolutionary and convivial greetings to you all.
1. Congratulations to every one of you for your service, sacrifice, hard work and well-deserved victory in the July 30 elections.Makorokoto, Amhlope!!People alone are the makers of history. You have made history!! Our struggle is a people’s struggle, your struggle.
2. In this election, we managed to field candidates in both parliament and council more than ever in the history of our party.
3. Despite some challenges that arose during the nominations where in some areas we had more than one candidate, we tried our best to resolve others but we must certainly improve on our internal democracy and electoral processes, now and in the future.
4. Our campaign, however, was incredible. We ran an exciting and unparalleled killer-campaign.We made history. We managed to hold a record of 87 Presidential rallies across the country and more than 500 consultative meetings with community and opinion leaders from various sectors and areas
5. From the 2013 election, we have managed to increase the number of our MPS in parliament from 41 to 88 inclusive of our 24 women proportional representatives .We have increased our Senators to 24
6. From this election, we control over 26 urban councils out of 32 (81%) and we must be proud of that. We won 536 council seats. We control all the metropolitan cities and towns including Harare and Bulawayo.
7. Our support base are the majority of active people and taxpayers who contribute about 80% of the taxes collected in the country.
8. If we compare with our previous election, again we have made significant inroads into rural areas and farming communities.
9. Our Presidential election campaign was massive and won the popular vote. We won this election and won it resoundingly. 2.6 million People voted for us. Even, on ZECs announced totals, this is the best tally our party has ever produced. It is also a significant increase with about a million votes from our previous best tally even by ZEC’s own figures.
10. I would like to thank all those who worked tirelessly to support the party and our campaign. We have many people who contributed their time, money and effort to this struggle. Our youth, women, polling agents, technical staff, volunteers, generational consensus, Zimbabweans and party structures in the DIASPORA, organising department and all that teams, I salute you for your incredible work, service and sacrifice.
11. Despite the inhuman, barbaric and cruel tactics that you saw on the 1st of August which led to the loss of innocent civilian lives, we should not allow those who have stolen our victory to rob our people and get away with it. Zimbabweans voted for and yearn for change.
12. On account of our pursuit of peace and constitutional means to exhaust all domestic remedies we chose to pursue the legal route and lodged a very strong case at the Constitutional Court.I wish to thank all of you for being peaceful, resisting all machinations and temptation to descend into anarchy in the face of provocation instigated by our opposition.
13. Apart from the results which show that we won this election with 2.6 million of the vote, we have unearthed clear traces of manipulation with a shoddy attempt to launder the baseless election result that gave Mr Mnangagwa a narrow win with about 38 000 votes we have already demonstrated doesn’t exist. Our matter did not call for the reopening of the ballot boxes or the so called election residue. If ZEC announces 18million votes in a country of 10million people the matter ends there. It is a fraud. No need to open any ballot box.
14. Contrary to the finding of the Court, we presented a very strong case in court that did not need us to do any opening of election residue or present V11s because as you know, we were using ZEC’s own results. Mr Mnangagwa’s votes were, among other things inflated using a combination of the following methods –
a) Wrong results were announced by ZEC
b) ZEC’s own figures which do not tally
c) No tally between parliamentary votes and presidential
d) Differences between v11 and v23- with inflation for Mr Mnangagwa and deflation me
e) More votes than the people registered under the polling station
f) No tally between people who voted and results announced
g) Polling stations collated twice
h) Missing Polling stations unaccounted for
i) Some of my votes omitted from final tally
j) No tallies posted on some of the polling stations
k) Identical results tallied by ZEC
l) Percentages of voter turnout from ZEC not tallying
15. These deliberate manipulations were clearly meant to create a new election result either than the one that reflects the will of our people.
16. We have pursued and exhausted all local legal remedies available to us in order to overturn the brazen subversion of the will of the people.
17. The court judgement is a further entrenchment of the subversion of the will of the people of this country.Whereas we respect the Court and rule of law, It is clear that court erred. It’s judgment has no bearing on the factual issues presented to court and the legal issues the court had to deal with.
18. This all is worsened by the fact that attempts had been made to frustrate our case:
– The sheriff refused to serve our papers on time to give the court an excuse to dismiss our case on a technical grounds.
– The registrar of the Court, under the instruction of Chief Justice Malaba refused to issue a subpoena to bring to Court a ZEC commissioner together with the ZEC server which would have clearly shown we won this election by 56% is being hidden.
– The Minister of Justice, Ziyambi Ziyambi who is conflicted because he is also Mr Mnangagwa’s Chief Election agent denied our foreign lawyers the right to represent us in court.
19. To this day, no one knows exactly how many votes Mr Mnangagwa claims to have got and received in this past election. How does a person win an election with an unknown figure?
20. Although we have instructed our legal team to pursue the matter at continental level via the African Commission on Human and People’s Rights, this remains a political legitimacy matter that requires a political solution which we must provide as Zimbabweans.
21. Despite all this, the party foundation remains strong and its structural base remains unshaken.
22. However, in light of the ever-changing political dynamics, the party needs to continue to renew, strengthen and adapt itself.Going forward, leadership and organizational renewal, institutional and constitutional reforms including administrative reform shall be necessary.
23. The country is in a state of stagnation. There is evident collapse of the economy, hyperinflationary rates which shall be exacerbated by the widespread printing of money, widespread rent-seeking looting by the few elite, rife patronage, persistent deadening poverty, no jobs, no cash in banks and lack of confidence in the economy.
24. There is intimidation and coordinated repression against democratic movement leadership and activists which must be immediately stopped.
25. There is general increase of poverty, displacement of vendors and our people. Across the country there is poor social service delivery across. We have a duty to provide leadership and rescue the people and our country.
26.To all our MPs and Councillors, I urge you to perform at the highest level of excellence. We expect you to articulate views espoused in our SMART manifesto document. Resist and shun corruption and arrogance. We will deal ruthlessly with the corrupt and lazy ones. Have a schedule of events for engaging communities, your constituencies and wards frequently and with regularity. Avoid being missing persons(mps). Please meet the voters and thank them. Let us also start meaningful livelihoods and upliftment projects in your constituencies to impact and improve people’s lives.
27.Therefore, on 29 August 2018, the National Council met in Harare at Morgan Tsvangirai House, to review the situation and consider its position and way forward. The council noted that it was meeting in the context of a stolen election. The council considered important matters relating to the elections, the party and the country and made the following resolutions:
a) The people’s President and candidate Advocate Nelson Chamisa won the election with 2.6 million votes and that he is the legitimate President of the country.
b) The Party will consult Zimbabweans across the country and within two weeks about the way forward with regards to the stolen election, thereafter shall embark on a national programme of action resulting from the outreach.
c) The President is broadly mandated to engage all stakeholders local and international, in dialogue with the scope of dealing with the current impasse arising from a stolen election and to resolve related governance issues.
d) The Party will put into effect an earlier resolution to integrate Alliance partners back into the Mainstream MDC.
e) The Party will engage in THANK YOU RALLIES to thank the 2.6 million voters who voted for me as your Presidential candidate , including supporters and all Zimbabweans who voted in this historic election.
28.Any such dialogue by the party must and shall be anchored on a 5 point plan to include –
1. RETURN LEGITIMACY AND DEMOCRACY -The respecting of the WIN and WILL of the people, respecting true outcome of this election.
2.INSTITUTING REFORMS – to allow for the holding of truly free, fair and credible elections in Zimbabwe. The reforms must include electoral reforms, political reforms, Constitutional and Legal reforms.
3.DEALING WITH THE ECONOMY-coming up with an immediate shared and robust economic rescue plan to deal with the deteriorating economic situation and the social security and humanitarian situation.
4. NATION BUILDING, NATIONAL HEALING PEACE and RECONCILIATION -dealing with the rule of law, protection of human rights and good governance issues
5.INTERNATIONAL REENGAGEMENT-to end all international isolation , democracy hygiene issues and dealing with the debt challenge.
29.The Movement for Democratic Change remains the only hope for transformation, sustainable inclusive prosperity and better opportunities for all in Zimbabwe.
30.Our election victories show that the people of this country have trust and confidence in our Party’s SMART AGENDA, it’s leadership, it’s policies and programmes. We must fulfil our people’s hope , expectations and never betraying the people’s aspirations.
31.For those who have been praying and fasting for our success, keep the faith.Do not despair.God’s promises are sure and true. God’s will is not human will. God’s will has no cheating. God’s will can not be rigged. We are praying for an exodus moment. Our faithful God will Take us there. Our God of justice will Take us to that other side. Our God of Mercy will Take us to that Promise.
32.Our Victory is certain! You voted and They cheated but we will pursue and recover all.Together we and you will liberate Zimbabwe .Together we and you will make Zimbabwe great again!!
Behold the NEW, change that delivers!
Thank you
God is in it
God Bless you.

LETTER TO MNANGAGWA: Nyagura Offered Fake Doctorates, Professorship and Posts at the University of Zimbabwe
Letters to the President:
By Wirimai Magugwa | Nyagura offered fake doctorates, professorship and posts at the University of Zimbabwe I would commend the President and Chancellor of State Universities for the recent suspension of Professor Levi Nyagura from the post of Vice Chancellor at the University of Zimbabwe on allegations of conferring a doctorate degree to the former First Lady Grace Mugabe, but I am at my wits end as to why the suspension with full benefits when all the evidence points otherwise. The case of the PhD is just one out of many acts of gross misconduct and maladministration by Nyagura. He should just be fired.
Nyagura, in a bid to secure favours and to please the former first family, offered Ntombizodwa G Marufu a doctorate degree in arts without the prerequisites, which would allow her to be called Dr Mugabe and this move was also meant to overshadow the influence of Dr Joyce Mujuru, who was graduating with a PhD from the same institution in the same year. Nyagura used his influence at the helm of this once esteemed state institution to bulldoze his way past the Department of Sociology, the Postgraduate Centre, The Faculty Higher Degrees Committee, the Academic Committee and the Senate to forge a doctorate for Grace. He deliberately flouted the laid out procedures to register for postgraduate studies, including doctorates, which were set up under the University of Zimbabwe Act 25:16 via Committees, Regulations and Statutes.
The set procedures require that any applicant for doctoral studies must first send a short proposal to the relevant department. Ntombizodwa was required to have contacted the Department of Sociology and should have submitted her proposal outlining her name, the proposed title of study, field of study, prospective supervisors and the required mode of study, whether part time or full time studies whose duration would have been 48 or 36 months, respectively. The department in question was then supposed to call for a Board Meeting to deliberate on her proposal to either approve or reject it. In the event that the department would have approved the proposal, it was then supposed to assign prospective supervisors with doctoral expertise in the fields stated by the applicant and notify her in writing, as well as forwarding the relevant documents and the signed board meeting minutes to the Postgraduate Centre.
These minutes are definitely not there, Claude Mararike does not have a PhD or any form of doctorate, neither is he an expert in whatever that fake degree was all about and he is a fake newspaper professor. The other so- called supervisor’s credentials also need serious verification.
Contrary to the arrogant comment made by Nyagura to the press, the Postgraduate Centre was only supposed to notify Grace that her proposal has been accepted by the department and should have advised her to fill in the postgraduate application forms, pay the required USD20 for application, attach the required copies of payment, birth certificate, National ID, Masters certificate (which she doesn’t have) or First Class Honours Degree in case of UZ graduates with recommendation from department (we all know that academics is not Ntombizodwa’s strength). The centre would have forwarded all these documents to the Faculty Higher Degrees Committee (FDHC) for further approval. None of these documents are available. In the same context as the departmental board, the FHDC would have taken minutes of the proceedings and made a recommendation to the Academic Committee which would then have given the final approval. There are no minutes or approvals from these 2 committees. The story does not end here.
During the first semester of her studies, Ntombizodwa was supposed to submit a detailed proposal of her intended study and during the course of her studies, she was supposed to submit what are called the Progress Reports which, depending on the discretion of the Academic Committee, are required twice or thrice during an academic year. These Progress Reports would show the student’s progress as outlined in her detailed proposal and would be signed by the academic supervisors and the student herself. The reports would then be used by the FDHC which convenes once every 2 to 3 months to monitor the student’s progress. They would take minutes and sign. Ntombizodwa’s documents are nowhere to be found, the Department of Sociology has already ascertained their inexistence. The staff at this department was threatened for over 2 weeks with job losses, horrendous life conditions and all sorts of harassment by this unpopular Nyagura who would pound at them whenever he had a chance to. However, the learned doctors at the Department of Sociology stood their ground and did not let the bully Nyagura drain the good name of the University into the Honey Sucker.
Back to the fake degree, after 3 to 4 years of rigorous study, and depending on Ntombizodwa’s progress, which we all know how it would have been, she was then supposed to submit a dissertation/thesis to the Department of Sociology which would then appoint at least 3 examiners: either 1 internal and 2 externals or 3 internal examiners for marking the work by Ntombizodwa. These examiners would be PhD holders of good academic reputation and expertise in the field of study of the candidate, with a more than 10 publications of note in peer-reviewed journals, books, conferences, etc., but not newspaper articles like some of the so-called professors whose names we have seen here and there.
The crux of the matter is that these examiners must not be the same as the student’s supervisors;otherwise there would be a bias in the evaluation. The marks would be ratified at the department. Well, in the case with our unpopular Ntombi, Nyagura, Claude and company, this cabal must have evaluated the fake thesis by taking note of who ate more oranges than the others somewhere down in Mazoe. There was no thesis submitted to the department in 2014 or anytime afterwards. No minutes. Everyone at that department was just as shocked as you are when Ntombi’s name was called at the 2014 UZ Graduation
Ceremony. This was the first time that everyone besides Nyagura’s gang knew that Grace Mugabe had been studying at the University of Zimbabwe for a PhD. Grace, the then First Lady. Grace Mugabe or Ntombizodwa G Marufu, whatever name suits her, does not have a PhD in Sociology, period.
After a public outcry, a copy of the so-called Grace’s PhD was hurriedly made available online. The Queen’s language is a challenge to most of us, but it does not deserve the level of criminality committed against it in the so-called doctoral thesis. The grammatical errors, syntax, construction of sentences, the merits of the study, the dates and references makes the document look like it was written by a typist in a hurry to capture shorthand minutes of a meeting. A quick search on Google on some of the material in that document would reveal unpardonable percentages of plagiarism. In academia, this is a very serious
act which attracts an academic death penalty. Grace could not have graduated with a PhD, even if w assume that she wrote the thesis, which she did not. Nyagura abused the office of Vice Chancellor.
The case of Ntombi is like the tip of an iceberg, that very one that sank the Titanic. Nyagura was now feeling homely and cozy with his behavior of trampling the University of Zimbabwe Act, the Constitution and everyone under his feet. He had been appointing friends and associates to various posts which they do not deserve and giving them titles they do not merit. Professor Mararike, Professor Murwira, Professor Mashiri, etc. It is no wonder why the country with so many professors still cannot find common solutions to common problems. Not surprisingly, the Minister of Higher and Tertiary Education was jumping around saying Nyagura had not been suspended and the entire mumble jumble that came with it.
Mr. Murwira used to work in some government department and later joined the University of Zimbabwe as Dr Murwira. He made his way up by putting too much pretext and connivance with his then boss Nyagura which led to the conspiracy that Geography was a science of everything from medicine to mining to agriculture to satellites and that every other faculty should fall under him and suddenly he was made a professor. The national presidency and the country should not be ill fed into believing that everything can be sensibly solved in a remote way via satellites. This connivance by the people who are
supposed to forge the way forward for national development based on education and research is an offense against the Constitution and the will of the people and students who enroll at such institutions; it is a crime against humanity.
Everyone who tries to make sense of Nyagura’s actions would face the axe. Highly qualified administrative and academic staff from departments of agriculture, surveying, mining and other departments lost their jobs over various hatched plans for personal grandeur. The Bursar, who is part of top university administration, was recently dismissed without notice.
This one goes for the worst. Besides having people with good qualifications, Nyagura placed another of his close friends with a fake degree as head of 2 departments that are crucial to the manpower development in mining and manufacturing related issues within Zimbabwe: the Department of Mining Engineering and the Department of Metallurgy. His name is Kudzai Musiwa. Musiwa claims to have a BSc Geology degree from University of Luton obtained in 1993 (which the said University cannot ascertain), a PGrad Cert (Graz, Austria) (no year), PGrad dipMex (ITC-Netherlands) 1996 and an MPhil Environmental (UZ) 2004. All these qualifications need to be verified.
During the period Musiwa claim to have obtained the geology degree, he was working at the Department of Geology, University of Zimbabwe as a Technician and did not even have a pass in Ordinary Level Mathematics.
Surprisingly, to be employed as a security guard at UZ one needs 5 O Levels including Mathematics and English. The chairperson at the Geology Department stated that Musiwa could not teach any course within that department because he does not have a first degree required to teach in that department and this led to the department firing him. That is when Nyagura made Musiwa the head of mining and metallurgy. It has also been established that this has brought very serious tensions between the said departments which naturally should be working in coordination.
The matter concerning this virtually unknown PhD holder who overtook the learned Professor Lovemore Madhuku to the post of Dean of Law is another scandal. We might not be happy with Professor Madhuku on the political arena but that man is indeed a professor, not from newspaper articles, but with all merits.
Most probably his choice of political views and alignment has shadowed his general acceptance but that’s what makes him tick. Then suddenly someone from nowhere is appointed ahead of him. I have said enough about people’s academic degrees for now, otherwise it will seem as if half of the university staff has fake qualifications. Neither am I implying the contrary.
I hope that the Acting Vice Chancellor of the University of Zimbabwe, Professor Paul Mapfumo will not follow in Nyagura’s steps, should he lend the post. In the same spirit, Professor Madhuku should be rewarded accordingly for his efforts both in education and the country; the PVC post will be a good start.
The burden is now on you to give the people of this country the feedback they deserve and to correct what needs to be corrected.
FULL TEXT: Oppah Muchinguri “Donates” 10 White Rhinos To DRC | REAL DONATION or SHE IS A THIEF?
DONATION OF 10 WHITE RHINOS TO THE DEMOCRATIC REPUBLIC OF CONGO (DRC)
September 2018
The Government of Zimbabwe through the Zimbabwe Parks and Wildlife Management Authority is donating 10 white rhinos to the Democratic Republic of Congo to enhance rhino regional conservation program. According to IUCN Rhino Specialist Group 98% of world`s white rhino population occurs in just four countries worldwide and that is South Africa, Namibia, Zimbabwe and Kenya. Thus, Zimbabwe is one of the major white rhino range states hence a source country for rhino range expansion to other countries or private stakeholders.
The translocation is being done adhering to local and international wildlife translocation protocols particularly IUCN rhino pre-translocation guidelines and the African Rhino Range States’ African Rhino Conservation Plan. The translocation is being done for the following reasons:
1. Contribution to African Rhino Range States’ African Rhino Conservation Plan through Expanding the Rhino Range Area
Zimbabwe as a major rhino range state, and in line with the African Rhino Range States’ African Rhino Conservation Plan, is translocating the rhinos in an effort to expand the regional rhino range area. The expansion of national and regional rhino range areas is one of the goals of the African Rhino Conservation plan. The exercise is a deliberate effort to enhance the security and genetic proliferation of the species at a regional level.
2. Evidence of Zimbabwe’s Rhino Conservation Successes
Zimbabwe is one of the important rhino range countries in the world and has seen steady population growth of both white and black rhinos. In the recent past, Zimbabwe has been instrumental in restocking of new and rehabilitated former range areas such as the Okavango Delta of Botswana. Eight (8) black rhinos were sent to the Okavango Delta in 2016 as part of the 20 country to country rhino donation to Botswana. The regional restocking exercise done by Zimbabwe is important in showing the goodwill and rhino conservation success story synonymous with the country.
3. Poaching and Security Status of Rhinos In the DRC
The Zimbabwean Government is aware that DRC lost its Northern white rhino population to extinction largely due to poaching. However, for this exercise, a management and scientific assessment of the security and law enforcement status and potential biological proliferation of the rhinos was done to inform the translocation requirements. Since the Northern white rhino went extinct in the DRC there are no fears of gene dilution with the rhinos intended to be translocated from Zimbabwe (Zimbabwe’s rhinos are Southern white rhinos). The security and law enforcement status of the receiving property was assessed based on the local (Zimbabwe) and international (IUCN guidelines) standard pre- translocation requirements. The Zimbabwean Government was satisfied that the pre and post-translocation conditions in DRC met the requisite standards for a successful re-establishment of rhinos in that country.
4. Sources of the Rhinos
The 10 rhinos are being translocated from three different sources (Lake Chivero and Kyle Recreational Parks and Matopo National Park). Rhinos at Lake Chivero and Kyle have reached near ecological carrying capacity and the translocation is part of destocking in line with our approved National Rhino Conservation and Management Strategy.

“Stop Lying, Arnold Was Not Drunk”
By Wellington Nare| It’s a lie that Anorld Dube was drunk in a full council meeting; he only reacted to tribal connotations which were uttered against him by Thokozani Khuphe and Mthwakazi activists.
It’s so pathetic that people are now prioritising spreading propaganda and lies when industries and service delivery are deteriorating.
Tribalism is a dangerous tool which must not be allowed in our society.
We must stick to true values of nation wood.
MDC Dismisses Fake Letter of Mwonzora’s Dismissal
By MDC Information Department| The MDC notes with dismay the fake news about the purported dismissal of the Secretary General of the party Mr Douglas Mwonzora.
This is certainly a mischievous attempt by enemies of the party to cause despondency and discord within the rank and file of the MDC. Firstly the letter head and logos on the letter circulating on the social media are not authentic and certainly not from the office the president of the MDC.
Secondly, we put it on record that there was no such motion, let alone resolution to suspend the Secretary General put forward in the National Council meeting held at the Morgan Tsvangirai House on the 30th of August 2018.
We find the intentions and spirit of the fake document repugnant, preposterous and disgusting.
The MDC is a solid institution with proper procedures and channels of communication on matters of great importance and will not be fazed by such inconsequential shenanigans from discredited social media sideshows.
We urge our supporters and stakeholders to remain vigilant and not be distracted by elements hell-bent on diverting attention from the real issues of electoral fraud the nation is still ceased with. It is clear the enemy is working round the clock to destroy our resolve and the MDC party in particular. We call on the MDC family to remain focused and united during these trying times.
The MDC party will not be distracted from its agenda of bringing real change that delivers to the long suffering people of Zimbabwe.

Macheso Speaks On Beach Photo
Correspondent|WHEN it comes to making fans happy, Alick Macheso is perhaps the best despite the situation.
The top musician’s picture with a female fan at a beach in Port Elizabeth, South Africa during his recent tour has gone viral, with people reaching different conclusions.
H-Metro spoke to the sungura kingpin during his successful tour and he had a simple answer, “She is a just a fan like others and she requested for a picture.”
Macheso went further to say from the moment he leaves his house, he can pose for pictures with fans whom he usually refer to as ‘maboss’.
“As long I am in public places, I can pose for photos with fans because ndiwo maboss acho.
“That (beach) was a public place and I had to make that fan happy just like others.
“The moment I leave my house, I cannot avoid pictures with fans. Some even come home just for those photos and go on to share with their loved ones. They come to share their moments with me; which I appreciate as well,” said Macheso.
Social media’s self-proclaimed fashion police placed Macheso on their wanted list for his dressing at the beach.
But Macheso believes he did not commit any ‘fashion crime’ and has no case to answer.
He highlighted comfortability, as one of the important aspects that is usually overlooked by these so called dressing experts.
“Don’t read much into that. Some of the things have to do with circumstances and what you are comfortable to wear for an occasion.
“It could have been a different story as well I did what they expected,” he said.
Macheso staged successful shows in Port Elizabeth, Durban and Johannesburg, including his first ever family show across the Limpopo.
The musician’s publicist Tich Makahamadze said he is happy with the turnout and the response to the new album.
“People came in their numbers and the response to Dzinosvitsa Kure is overwhelming.
“It was good to see people singing along to most of the new songs and we really appreciate that as Orchestra Mberikwazvo.
Tich said his artiste got time to have photos with fans at all the shows even off stage.
“We enjoyed time with our fans here, most scrambled for photos and a number of them got the chances.
“On stage and off stage, some of the photos are also trending back home,” said Tich.
“We Will Open Up Virgin Land To Increase Production”: VP Chiwenga
By Own Correspondent| Government is making strides towards ensuring that the country boosts agricultural production through opening up virgin land in a move aimed at ensuring that Zimbabwe becomes the net exporter of agricultural produce in Africa.
Vice President Constantino Chiwenga has promised a massive increase in agricultural production adding that because the election season was over, focus should now be on productivity.
In an interview after touring several stands at the Harare Agricultural Show yesterday, VP Chiwenga said he was going to work hard to ensure that Command Agriculture continues to grow so the nation would not only be food and nutrition secure, but also export the produce to the whole of Africa.
Said Chiwenga:
“This time around I think kunotsva badza kuchisara mupinyi, (a Shona proverb meaning there shall be gnashing of teeth because the unthinkable is what will happen).
In fact, we have got plans to open up all the virgin land, which was not being utilised.
I was in Middle Sabi during the campaigns and I saw that the whole area and Save River next to that and we think, if we drench Save we will have enough water to irrigate the whole area from Tanganda to Mahenye and that area can be used for the production of avocados, oranges, sugarcane and cereal crops.
We should be the net exporter, not only in the SADC region, but on the African continent.”
What Needs To Be Done For Zim To Get Back To Life, Mthuli Ncube
There is a lot of work to do on the economic front but what is important is to draft a very clear economic vision and strategy for the country, to create an economy that exhibits strong GDP growth over a period of 10 years which should be sustained and shared.
The real evidence in growth that is shared is in job creation and opportunities in business among other opportunities. In order to achieve that vision of growth which is shared and sustained and inclusive there are some steps the country would need to embark on.
The first one is to restore international credibility and image of the country in terms of its creditworthiness.
The debt problem
So, what would one do is to deal with Zimbabwe’s external debt. There’s two parts to that; firstly, there is the debt that is owed to multilateral institutions such as the African Development Bank, World Bank and that needs to be dealt with first before any credit or monies can flow from these institutions.
Then after that we move to the 2nd stage, the Paris Club debt which is about $4.5 billion at least. So, the bilateral institutions need to be renegotiated and restructured. We need a mechanism like what Myanmar or Yugoslavia did. That will enable credit to begin to flow into our banking sector, to our companies, to our manufacturing sector. Once this is done and the country begins to build results through these inflows, you can then be able to reintroduce a Zimbabwean dollar or whatever we call it in future.
One needs to be careful about the timeline and how it is arrived at. And then we can restore the monetary policy because there is no monetary policy. We have banking supervision as one leg of the central bank but there is no monetary policy in terms of feeding into the system so that the economy grows.
What’s also urgent, as part of the package, is to deal with the fiscus in terms of government expenditure because a budget deficit of over 10% is never a good thing, it does not look good for investors. Driving it down to at least 5% of GDP should be the target, 3% is even better and then you also correct things on the current account side. Zimbabwe has always been a deficit current account country; it’ll remain there but it shouldn’t be too large. So, you change the entire macro picture and restore credibility.
The currency question
I was one of the people who were of the idea that Zimbabwe should adopt the Rand and join the Rand Monetary Union for a 7 to 10-year period. This is because South Africa accounts for 80 percent of Zimbabwe’s trade. So, clearly you want a currency that is linked to your largest trading partner. But I don’t think I want to argue that now because things have moved on and we are at a new juncture.
What I would argue now is that we remove the bond notes currency because it is becoming a surrogate currency to the Zimbabwean dollar without the macro-economic credibility to support it. The bond note currency is bad money and we know that, in economics, bad money drives out good money.
It’s not surprising that the US dollar is now in short supply because people are not banking them. So, the immediate course of action is to remove the bond notes and then let the US dollar become the core currency but over time we have to bring back the Zimbabwe domestic currency. That’s what will deal with liquidity issues in a big way.
The issue of domestic debt needs to be dealt with through government expenditure patterns. We have 80% of government expenditure going to wages, which is not productive. That picture needs to change to where we begin to see a bigger share going to the more productive and more investing side of government activity.
There are people who lost monies during dollarization; that issue has not been completely resolved. We need to go back and look at it and see how best we can resolve it and restore what people lost.
Jobs, jobs, jobs
But the ultimate confidence for everyone in the streets in Zimbabwe is jobs. Once credit lines are flowing, once the financial sector is strong enough to start lending again to the manufacturing sector and the productive sector starts creating jobs, then people start to feel confidence is back. Jobs are the silver bullet in any economy.
But going forward, there is also need to look at the long-term skills development because you need to create youths who are job-ready. This can be done by making some reforms in the education sector and bringing in a stronger element of vocational training. There is no reason why a child who has finished ‘A’ Levels in Zimbabwe shouldn’t walk away with an artisanal skill. Or we do a bifurcation that used to happen in the past and Switzerland still practices it.
There are also other issues like infrastructure investment. In Zimbabwe, poor investment in infrastructure and maintenance is dampening growth by as much as 3%. But, also, we have to innovate because we need smart infrastructure. We have to be creative about our infrastructure; more solar energy, less coal although we have to balance that with job creation. So, we have to be smart about that.
The health sector as well needs attention. Why don’t we have specialist hospitals? Every other middle-class person flies to a different country for treatment for eyes or for diabetes. Those are institutions that could be built in Zimbabwe. There’s a lot of work to do at the sectoral level in order to support the vision of strong, sustained and shared growth.
The government must invite all those skilled Zimbabweans out there to come back and contribute. Some of them don’t have to come back physically: they could stay where they are and contribute through certain structures.
I think that Zimbabwe can establish an international economic advisory council where you bring Zimbabweans who are out there who may not want to come back but can advise government or government institutions as to the environment out there and best practices. The different skills can help government in crafting policies and creating an environment that is good and that is really open for business by improving the cost and ease of doing business.
Promoting domestic investment
There is no reason why Zimbabwe cannot catch up with its compatriots like Rwanda, in terms of doing business. There are also domestic investors; sometimes we forget about the role of direct domestic investment as opposed to FDI. DDI is also important. For example, we need to create a national venture fund, funded by the banking sector and pension funds to support new and current industries and take equity right across the economic spectrum.
There was a time where there was a very successful instrument like that in the Zimbabwe market and it needs to be restored. Because at times without the counterpart domestic investors, foreign investors cannot come in because they don’t see who else is there and who has something to lose they could partner with in order to protect everyone’s interests.
There is the issue of getting strong, sustained growth on the right trajectory and moving Zimbabwe to middle income status; that should be the aim and that should generate collectable and taxable revenues from across the economy.
Revenue collection systems vastly improved but the informal sector has not been part of the equation. For that I advocate that we look at technology, but I don’t think we should spend time doing that. I think the important thing to do with the informal sector is to provide the infrastructure that allows them to do what they do. If it is about electricity provision, or stores where they sell their wares, make sure those are provided; special spaces are provided then we find clever ways to collect revenue from them.
I think the attitude for Zimbabwe should be to invest in understanding innovations and, often, central banks are too slow in investing in these technologies. But there are other countries which are moving faster. If you look at the Swiss central bank they are investing in and understanding bitcoin. One can pay for travel using bitcoin in Switzerland.
So, if these countries can see value in this and where it’s headed, we should also pay attention. We have innovative youngsters; so the idea shouldn’t be to stop it and say don’t do this but rather the regulators should invest in catching up with them and finding ways to understand it, then you regulate it because you now understand it. I would actually encourage the central bank to create a unit to try and understand cryptocurrency.
Trade with everyone!
In terms of trade deals, we should look everywhere; not East, not West. Secondly, because the relationship with the West has not been very good maybe more emphasis should be placed there now so that we restore that relationship.
For example, with Brexit in the UK, I think if UK people ask me what they really need now is friends within the Commonwealth and my view is Zimbabwe must join the family of the Commonwealth and let’s have trade agreements with the UK because they also need that because of their own fractures in terms of the Brexit process.
So, let’s look everywhere but again don’t ignore China because that’s where the money is. Everyone is looking to China, it’s not just us even the whole of Europe, this idea of the Chinese, of the global silk road is real and we have to make sure we don’t lose out and we should benefit as much as we can. But let’s negotiate well and fairer deals and maybe there is something to learn about the Chinese.
Why is it you go into the middle of some country in Africa where maybe you and I are not even comfortable, but you find Chinese people there, they can’t even speak the local language but you find they are doing business and trading. Maybe they understand risk differently, maybe there’s something to learn.

Unpaid Workers Blow Horn On Company Negligently Distributing Explosives
AN ailing Kwekwe-based explosives manufacturer could have compromised national security because of poor security and failure to follow laid down procedures at its plant, workers have alleged.
In a stinging letter, accompanied by a petition to the inspector of mines, workers at GML Explosives (formerly known as Dyno Nobel) made startling allegations against the company, including security and legal breaches.
“We note with great concern that the company was not observing rules and regulations pertaining to the sale of explosives. The company is selling explosives to customers without permits and in cases of customers with permits, their permits are not endorsed as required by law.
“We suspect the company is not keeping proper and accurate records of explosives sold and this compromises national security,” the workers alleged.
Mines principal director Charles Tahwa confirmed receipt of the letter, but referred questions to Mines secretary Munesu Munodawafa.
“Yes, but talk to the permanent secretary,” Tahwa said.
Earlier, Tahwa had requested time to consult with the inspector responsible for explosives, who he said was in charge of such cases.
Munodawafa said he was tied up with the Harare Agricultural Show Society business and could not talk.
The employees have demanded that the company be placed under liquidation because it had not been operating and that it owed them in excess of $1 million in salary arrears.
Two people died while dozens including Vice-President Kembo Mohadi, were left with injuries after an explosion rocked White City Stadium as President Emmerson Mnangagwa left the podium after a Zanu PF campaign rally in June.
The August 17 letter, which shows it was received at the Mines ministry four days later, said GML Explosives had also failed to follow procedure in the disposal of defective explosives.
“The company is not reporting bad/reject/defective explosives to the inspector. A lot of poorly manufactured boxes of defective explosives were returned by customers late last year and early this year, but these were never reported to the inspector of mines in terms of the law and there is no evidence to show how they were disposed of,” the letter said.
Owned by Croinvest (Pvt), the company, formerly Dyno Nobel, has been struggling to survive for years. The workers claim that security at the premises in the Midlands city is compromised and was in breach of the Explosives Act.
Early this week, seven GMB workers died while one is still missing in Chinhoyi after an explosion, suspected to have been caused by an electrical fault, left scores injured.
“Sir, we are sitting on a time bomb, which can explode anytime. Regular inspections of lightning conductors are not being done. Lightning conductors are not maintained yearly and no certificates of good order, after mandatory inspections, have been obtained by the company as required by law. In other words, buildings, metal walls, roof and all plant machines are not efficiently earthed,” the letter also said.

“MDC Alliance “Thank You” Rally On”: Organising Secretary Amos Chibaya
By Own Correspondent| MDC Alliance National Organising Secretary Amos Chibaya has revealed that the coalition was going ahead with their Kwekwe “Thank You” rally despite the refusal by police to give the Alliance clearance for the event.
The ZRP denied the Alliance clearance to host the rally arguing that there was typhoid outbreak in the province.
Chibaya argued that under the law, police had no authority to stop such a gathering.
He said:
“We are going ahead with the rally. Preparations are in progress and as the national organiser, I will hold a meeting in Kwekwe today (yesterday) to make sure all is in place for the rally.
We have also notified our legal team and they are preparing papers to launch an urgent High Court application to have the rally cleared by the police.
There is no typhoid in Kwekwe, but there are some cases in Gweru. Ironically, there will be a match between Chapungu and Triangle at Ascot Stadium at the weekend, but the police found it fit to bar our rally (in Kwekwe) on the grounds that there will be a typhoid outbreak.
Churches are holding gatherings in the province and they are allowed to do so, and so typhoid can only spread at an MDC Alliance rally. Mnangagwa knows he did not win this election.
So they want to stop us from meeting our supporters because they are afraid we will tell them the truth and in anger, they can protest.”
“Charity Manyeruke Is No Longer In The Structures And Fit For The August 1 Commission Of Enquiry”: Paul Mangwana
By Own Correspondent| Charity Manyeruke, a UZ lecturer sitting on the panel of Commissioners appointed by President Emmerson Mnangagwa to investigate the August 1 2018 violence which resulted in 7 deaths is no longer in the Zanu Pf structures and fit to be on the panel because of her academic prowess, Zanu Pf has said.
Secretary for Legal Affairs in Zanu Pf Munyaradzi Paul Mangwana said while Manyeruke was once in the party structures, she was no longer an active member of the party, a development which had led to her appointment as an independent election committee member for the party.
Manyeruke is one of the 7 members of the Kgalema Motlanthe led commission which was mandated by President Mnangagwa to investigate the events of August 1.
At least 7 people died while 14 others were injured after soldiers used live bullets to quell a protest by opposition supporters which had turned violent over delays in the release of presidential election results in Harare.
Said Mangwana:
“We cannot take away her academic prowess and her ability just because she was once a Zanu PF member.
As far as I know, she is no longer in the structures because she was in the independent election committee for the party and all those members are not active participants of the party.
We must also understand that no one is truly apolitical. We all have a political party we support one way or another.”
Speaking of Professor Lovemore Madhuku, Mangwana said:
“On Madhuku, inasmuch as he is a losing presidential candidate, he is a lawyer of repute. We can’t take away that.
For your own information, we have seven people there and only two are being questioned. Still, it means that the five are beyond professional reproach.”
Byo Resident Calls For Removal Of Drunk Councillor
Dear Bulawayo City Council, Bulawayo Residents, and MDC Alliance leadership in Bulawayo
I propose that with immediate effect measures be taken to recall Bulawayo’s Ward 24 Councillor Arnold Batirirai Dube from serving Byo as MDC Alliance councillor. The reasons for the recall are as follows;
1. Attending the the taking of oath ceremony whilst heavily intoxicated.
2. He has shown great disrespectful attitude to the City Fathers and City of Bulawayo by turning up late and very intoxicated. This shows that he doesn’t value the essence of his role in the City Chambers. He has no respect for his colleagues he expects to work with. His attitude towards his work and fellow councillors is stinking like sewers we expect him to deal with as our councillor!
3. Arriving late and intoxicated on the very first day at his work place as representative of Ward 24.
The Councillor has shown astonishing disrespect for residents and the City of Byo, and the party he represents.
4. Bringing the name of the Alliance into disrepute. He can not be examplary as a leader with his unbecoming and unacceptable behaviour. He has made residents believe that the Alliance has bad representation when it is only one disrespectful individual.
The Councillor has shown total disregard and disrespect of his colleagues, his party, the City Chambers, the City residents, Ward 24 residents who voted for him. With his unbecoming behaviour, he can not represent my wishes in the Council. As a rate payer, l propose that the MDC Alliance leadership in Bulawayo recall Councillor Arnold Batirirai Dube. A clear strong and uncompromising message must be sent to all elected local govt and national public representatives that residents and voters demand the best service from them, and want them to carry out their duties in a sober mind and in a very civil and respectful manner.
I would be profoundly grateful to see hear how you proceed with my proposal.
Kind Regards

A Bulawayo rate paying resident.
Note:
1. Should l get no response from Bulawayo City Council, l will with old my rate for all my properties in the City. I will encourage other residents to do likewise.
2. If the MDC Alliance decides not to respond, l will withdraw my party membership and support from the Alliance on the basis that we have parted in the values l hold dear and expect of those representing my wishes in my City.
3. Should l not get a response and support from the residents of Bulawayo, l accept that you are content with the unbecoming and unacceptable mediocre leadership of people like Councillor Dube. If you are content with them, you will have no basis to complain should the City deteriorate as a result of their lack of commitment to it and their total disregard and disrespect for their role and the service provision of the City. Once l see that you are happy not to second this proposal, l will devote myself to being a loyal MDC Alliance member expecting arrogant and mediocre leadership from Bulawayo City Councillors.
On that note, l strongly recommend that Councillor Dube should immediately be recalled from Bulawayo City Chambers. Bulawayo must set a precedent of not accepting mediocre, arrogance and drunken behaviour from elected officials serving it’s residents.
Thank you Bantu bakoNtuthuziyathunqa.
EU Not Involved In Chamisa, Mnangagwa “Talks”
By Own Correspondent| The European Union (EU) has distanced itself from reports alleging that the bloc is pushing for opposition MDC Alliance leader Nelson Chamisa to accept President Emmerson Mnangagwa’s legitimacy and for the Zanu PF leader to reach out to his adversary and work with him.
However, an official at the embassy, Thomas van Handel, said the EU was not involved in bringing the two camps together revealing that the EU encouraged inclusive dialogue.
He said:
“As EU delegation, we are not involved in such negotiations, if there are any. Nevertheless, we encourage inclusive dialogue.”-Newsday
Parliamentarians To Be Sworn In On Wednesday
Newly-elected National Assembly members and senators will take oaths of office on Wednesday next week, Clerk of Parliament Mr Kennedy Chokuda has said.
After taking the oaths, the National Assembly members will elect the Speaker of the National Assembly and his or her deputy and senators will also elect their president and his or her deputy.
According to a notice published in an Extraordinary Government Gazette yesterday, Mr Chokuda said MPs will be sworn in the morning and senators in the afternoon.
He said the notice of oath of Members of Parliament is done in terms of the provisions of Section 128(1) of the Constitution of Zimbabwe Amendment No. 20 of 2013.
“It is hereby notified that, in terms of Section 128 (1) of the Constitution the day and time for members of Parliament to make and subscribe the oath of a Member of Parliament before the Clerk of Parliament in the form set out in the Third Schedule to the Constitution shall be:
(a) ten o’clock in the morning on Wednesday, the 5th of September, 2018, for Members of the National Assembly; and
(b) half past two o’clock in the afternoon on Wednesday, the 5th of September, 2018, for Members of the Senate; at Parliament Building, Harare.”
The swearing in of the legislators followed the July 30 harmonised elections in which Zanu-PF retained its two thirds majority in the National Assembly after winning 145 out of the 210 contested constituencies.
The seven-party MDC Alliance managed only 63 seats, with the National Patriotic Front (NPF) winning one seat.
Independent candidate Mr Temba Mliswa won the Norton National Assembly seat.
In 2013, the ruling Zanu-PF won 160 seats to the then MDC-T’s 49, with one seat going to the MDC then led by Professor Welshman Ncube, who is now an MDC-Alliance principal.
Some of the laws that were passed during the Eighth Parliament were Local Government Amendment Act, Public Finance and Management Act, Special Economic Zones Act, Manicaland State University of Applied Sciences Act and Gwanda State University Act, The Trafficking in Persons Act, The Public Accountants and Auditors Amendment Act and the Reserve Bank of Zimbabwe Debt Assumption and Public Debt Management Act.

MDC Alliance Councillor Faces Recall
By Own Correspondent| Arnold Batirai Dube, who was yesterday sworn in as Bulawayo’s ward 24 councillor faces a recall after he allegedly caused chaos during the swearing-in of city fathers in council chambers yesterday amid allegations that he attended the ceremony drunk.
Dube, a member of the People’s Democratic Party (PDP), who won the seat on an MDC Alliance ticket arrived late at the swearing in ceremony and drew the ire of the packed gallery after refused to take oath in English.
He also had a heated exchange with residents in the gallery, shouting obscenities at them after they called him to order after suspecting that he was drunk.
PDP Vice president Kucaca revealed that Dube would be dragged to a disciplinary hearing.
Said Phulu:
“It is unfortunate and obviously unacceptable. It’s not something that we can condone. We will get to the bottom of the matter because Bulawayo people will not accept that kind of behaviour.
I will ask him to submit a report, which I will later take up with the party leadership. We have a constitution and it will guide us on the way forward, but definitely, we will take action.”

FULL TEXT: Bulawayo Unity Village After Fire Brigade Failed To Stop Fire
VIDEO LOADING BELOW…
State Media – PROPERTY worth more than $300 000 was destroyed when a huge fire gutted Bulawayo’s biggest flea market, Unity Village.
The flea market, which is located at the corner of Joshua Mqabuko Nkomo Street and 6th Avenue, saw about 37 stalls that were stocked with a variety of goods being destroyed by the fire which broke out at around 9PM on Thursday.
Some traders cried uncontrollably while others fainted as they arrived to the grim scene at the market yesterday morning.
Traders said they lost their stock ranging from clothes, footware, cell phones and laptops.
Bulawayo Fire Brigade Senior Divisional officer Mr Edward Mpofu said preliminary indications point to an electrical fault as the cause of the fire.
He said they were however, still investigating before making a final conclusion.
Mr Mpofu they were called at 9.44PM and arrived at the scene at 9.49PM.
“When the brigade arrived about five minutes after receiving the first call for help, the fire was found well alight and involving about 37 stalls that were well stocked with a variety of goods.
“The brigade observed that the fire burnt with a lot of intensity as most of the structures were deformed. The electrical wiring was also severely affected. The circuit breaker supplying the affected area had three breakers that tripped,” he said.
Mr Mpofu said the premises’ security guards unsuccessfully used a fire extinguisher to deal with the fire before calling the Fire Brigade.
“Investigations reveal that the fire originated from any of stalls 11, 16 or 42 and that most likely as a result of an electrical gadget like a kettle left ‘on’ or due to an electrical fault,” he said.
When The Chronicle visited the flea market yesterday morning, a committee member at the flea market, Mrs Siphokuhle Sibanda, said they lost goods worth over $300 000.
“The brigade arrived on time but they had challenges locating the fire hydrant we have inside, so they had to connect at Joshua Mqabuko and 6th Avenue which increased the damage since most of our goods are flammable. Everything we have worked for was burnt to ashes. Maybe we will end up seeking loans to restock and rebuild the structures. We are starting from scratch,” she said.
Speaking between sobs, one stand owner who preferred anonymity said it felt like she was bereaved.
“For many of us here right now, we feel like we have been robbed of a loved one. This was the bread basket for hundreds of us here with some people being the stand owners while the market has been a source of employment for hundreds as well.
“Being one of those whose stands were burnt down, we lost goods worth $5 000 and above each. Many people here order stock to last them over five months so that we don’t do frequent trips to neighbouring countries,” she said as she sobbed uncontrollably.
Another trader, Mr Zivanai Moyo, said he had also lost important documents that he kept at one of his stands, which include his identity particulars and a motor vehicle registration book.
“People here keep so many things in this market as they spend most of their time here and conduct many business transactions from their stands. Those with affected stands lost virtually everything and it is very sad,” said Mr Moyo.
Man Wants His Own Son Jailed
A Bulawayo man pleaded with a magistrate to jail his 16-year-old son for allegedly stealing property worth $1 000.
The accused’s father told Bulawayo magistrate Ms Sithembiso Ndlovu that he would prefer to see his son behind bars because of his habit of stealing from home. The juvenile appeared in court facing a theft charge.
He was not asked to plead and was remanded out of custody on free bail to September 3.
“I’ve had enough of this boy. I would rather have you jail him. He has stolen a lot of property from me and our neighbours, where I am staying; they don’t want to see him.
“For a long time he has got away with it. He has to be taught a lesson so please send him to prison,” said the accused’s father. The magistrate said the boy could not be sent to prison.
“We cannot imprison him because he is a juvenile, he has a right to a lawyer which the State will provide,” said the magistrate. The boy’s father persisted with his plea.
“All I want is for him to be punished. He has to feel pain please,” he begged.
Ms Ndlovu told the father that they will deal with all that when the lawyer has attended to both of them as there is a process to go through first.
The court heard that the accused person stole money and a cellphone from the complainant.
Total value of stolen property is $1 000 and nothing was recovered. – state media
Busy CIOs Boobed Mwonzora Letter
By Paul Nyathi|The MDC has accused rivals ZANU PF for authoring and circulating a letter purporting that Secretary General Douglas Mwonzora has been dismissed from the party.
Job Sikhala, the party Member of Parliament for Zengeza who is also a member of the National Executive Committee warned party members to ignore the letter.
Sikhala wrote in a statement:
To MDC Supporters throughout the world.
There is a letter being circulated by the security intelligence of ZANU PF and the military regime to the effect that at our Wednesday National Council meeting a purported resolution to suspend the Secretary General of the party was moved and seconded.
Firstly, the purported mover of the motion Senator Lillian Temvious was not even present at the Wednesday meeting. She is one of those people who gave apologies that they will not be able to attend the meeting.
Secondly, the purported letter was written by someone who doesn’t have even informants in the National Council. This should give us happiness in the party that the MDC family is solid and impenetrable. Putting forward the name of the non attendant killed the whole fabricated story.
Thirdly, no congress will come any time soon. We are focused on reclaiming our stolen victory. Our President Adv Nelson Chamisa is on a national blitzkrieg to thank the people and seek direction from them on the way forward. He even had time to warn the party that desperate ZANU PF are concocting friction in the party so that we focus internally. Whoever, is doing this is on wild goose chase.
Be reassured our supporters that the unity in our party is unprecedented. We are in the process of integrating everyone into the party of the people, the party of excellence the MDC. The party has now become a formidable fortress that it is now impenetrable. These attempts to divide us will come to nothing.
BUT WHY? – Mphoko’s Son Arrested
Former Vice President Phelekezela Mphoko’s son, Siqokoqela, has been arrested for allegedly hijacking the Choppies retail business and “looting” more than $50 000 worth of cash and goods from the outlets countrywide.
Mphoko (40), who is a director of Nanavac Investments (Private) Limited, a local partner for the Botswana-registered Choppies Distribution Centre (Proprietary) Limited, appeared before Bulawayo magistrate Ms Sithembiso Ncube yesterday facing 170 counts of fraud and theft.
He was remanded out of custody to September 14 on $200 bail. As part of the bail conditions, Mphoko was ordered not to interfere with State witnesses.
Mphoko, who is a shareholder in the retail business and a non-executive director, is accused of abusing his power to “loot” cash realised from sales at different supermarkets and replacing it with transfers.
Prosecuting, Mr Nkathazo Dlodlo said between July last year and June this year, Mphoko proceeded to various Choppies supermarkets where he allegedly demanded varying amounts of cash, goods and services for various purposes from the employees without approval from the board.
“The accused person deceived the employees into believing that he was the one at the helm of Choppies Zimbabwe and had authority to demand or collect anything he wanted from the business. He also told the employees that he had the authority to collect goods on a credit facility, which was a misrepresentation,” said Mr Dlodlo.
The court heard that on different occasions, Mphoko collected cash, groceries and an assortment of building materials and ordered personnel from the finance department to deduct the money from his salary.
“The accused person would then confront personnel from the finance department and order them not to deduct any amount from his salary.
“There were occasions when he also misrepresented that he intended to replace the money through swiping from Point of Sale (POS) machines,” said Mr Dlodlo.
According to court papers, Mphoko by virtue of being a non-executive director, was entitled to a monthly gross salary of $10 000, company vehicle, fuel, telephone allowance and 3,53 percent of profit after tax as dividend at the end of each year.
Although he was not supposed to be directly involved in the day to day operations of the company, Mphoko allegedly masqueraded as the owner of the company in Zimbabwe and even threatened to either dismiss or deport employees of Indian origin for defying his orders.
The matter came to light in May 2018 when the Botswana-based Choppies group chief executive officer, Mr Ottapathu Ramachandran, discovered that there were a series of financial imbalances while going through the company management accounting books.
It was discovered that the company was prejudiced of $51 945,53.
The matter was reported to the police and investigations were conducted leading to Mphoko’s arrest and nothing was recovered.
About two weeks ago, Mphoko’s wife, Nomagugu, also appeared in court for allegedly bulldozing various Choppies outlets in Bulawayo and demanding cash.
She allegedly ordered 15 Choppies Supermarket managers in Bulawayo to unlawfully dispense more than $30 000 cash from their POS machines after threatening them with either deportation or dismissal.
She is facing 49 counts of extortion and was remanded out of custody to September 3 on $200 bail.

Mnangagwa Speaks On Mbanje Production
State Media – Government will only legalise production of industrial cannabis and will put in place regulations to control its production, President Mnangagwa has said.
He was speaking during a question and answer session at the sixth annual Agribusiness Conference held at the Exhibition Park on Wednesday.
President Mnangagwa said Government was working on separating medicinal cannabis from ordinary cannabis, which is popularly known as mbanje.
“We want to separate industrial cannabis from the ordinary cannabis (mbanje) and we have put it in legislation that is being championed by the Ministry of Health and Child Care,” he said.
“Wherever in the world where it has been allowed, there are strongest conditions for it to be grown. Under our Statutory Instrument we are regulating how it should be grown. It must have maximum security. That is why the security sector should be involved.”
President Mnangagwa said production of cannabis required capital outlays; it must be done scientifically. Most of it is done under green houses, where it is in open space it must be protected.”
Cannabis (mbanje) can be used for food, fuel, oil, animal feed, bedding paper, textiles and cosmetics, among others.
“You must get a licence for you to satisfy the requirements we made,” said President Mnangagwa. “For now it is a security restricted area.”
The legalisation was announced by Health and Child Care Minister Dr David Parirenyatwa in a Government Gazette under Statutory Instrument 62 of 2018 (Dangerous Drugs – Production of Cannabis for Medicinal and Scientific Use Regulations).
Producers of mbanje will be licensed by the Minister. Some farmers bemoaned the high charges for the production licences.
They said the crop will end up being produced by corporates. The licence costs $50 000. – state media

Mnangagwa Orders Police To Punish Reckless Drivers
ZANU PF leader, Emmerson Mnangagwa yesterday ordered the police to descend heavily on reckless drivers as he consoled families that lost relatives when a Chawasarira bus collided head-on with a commuter omnibus at the 152km peg along the Harare-Bulawayo highway on Thursday morning.
The accident killed 13 people on the spot and left 23 others injured.
Tragedy struck near Muzvezve River Bridge, about 10km outside Kadoma City at around 9am when the kombi, which was on its way from Empress Mine, encroached into the lane of the oncoming bus.
In a statement, Mnangagwa said: “The death of 13 commuters in a traffic accident near Kadoma yesterday has once again highlighted the needless loss of precious lives on our roads through negligent driving. That so many lives continue to be lost repeatedly suggests growing indiscipline on our roads.
“A robust response by way of enforcement of traffic rules is thus required. All transport operators must respect life and limb by ensuring that their vehicles are roadworthy and that their drivers exercise maximum caution on the road.”
Mnangagwa urged Zimbabweans to support and stand by the bereaved families.
He said Government will assist the families by meeting all funeral and burial expenses.
“On behalf of the party, zanu-pf, and Government and on my own behalf, I wish to express my heartfelt condolences to families which have lost their loved ones in this bloody accident. In the same vein, I wish speedy recovery to all those injured in the same accident,” he said.
“While the exact circumstance of the accident are being investigated, Government will, with immediate effect, step in to assist bereaved families in ways set out in our policy on such disasters.”

“Identify And Enact Reforms,” Advised Canada – How Patronising, ED Rigged Elections Not Out Of Ignorance
By Nomusa Garikai | A statement from Embassy of Canada following the Zimbabwe Constitutional Court’s decision is a great disappointment!
“We commend all actors for their decision to put forward their differing positions in a peaceful manner, respecting the Zimbabwean Constitution and the rule of law. We hope they promote calm and restraint in responding to the verdict. We also take note of calls for dialogue to promote peace such as from the Zimbabwe Council of Churches,” reads the statement.
It continues saying, “all political parties campaigned on platforms which acknowledged the need for a process of ongoing reform including political, electoral, human rights and economic. Indeed, at observer missions, domestic and international, have pointed to the need to rectify a number of systemic challenges to the electoral process. We call on the new government to move quickly to formulate a plan to identify and enact reforms based on discussions with all Zimbabweans.”
A forlorn wish to say the very least!
There was a raft of democratic reforms agreed at the onset of the 2008 GNU following the blatant cheating and wanton violence in that year’s elections. Not even one reform was ever implemented in the five years of the GNU. All political players from both sides of the political divide know this.
MDC leaders have failed to get even one reform implemented because they sold-out. Zanu PF have openly admitted that they will not “reform themselves out of office”.
We do not need any more discussions on reforms. What we need is an opportunity to force the implementation of the reforms. By declaring these elections null and void the international community will help force this Zanu PF dictatorship to accept the political reality that since it will not implement any reforms it must step aside and allow the appointment of an interim administration that will get this important task done.
President Mnangagwa promised to hold free, fair and credible elections, he failed to keep his promise.
After 38 years of rigged elections, with the nation in serious economic and political trouble, what Zimbabwe needs is to implement the democratic reforms and break this cycle of rigged elections followed by years of corrupt and tyrannical rule. We do not need to discuss what reforms we need, we know them already!
Do you serious believe the country is stuck in this rut of rigged elections because there are no Zimbabweans out there who know what reforms are required to stop Zanu PF rigging elections? Please, stop being so patronising! – zsdemocrats.blogspot.co.uk
Njelele Shrine Desecrated… – Massive Looting Of Rhinos By Govt Officials…
By Business Reporter| Perhaps not a good sign of governance – the New Dispensation has seen the sudden raiding and smuggling of rhinos from the southern region.
Barely two months after the Njelele shrine was bombed, the sacred property has been raided and robbed of her animals.
So far National Parks officers dispatched from Harare have taken away 4 females, 1 young male from Njelele, and 5 from Lake Kyle.
By Friday evening, the operations were still in progress and Matobo tour operators denied access to the Njelele valley.
ZimEye toured the park Friday and witnessed the heavy presence of National Parks officials.
ZimEye is visiting the park once again Saturday to investigate on progress.
Efforts to obtain a comment from the Department for National Parks were fruitless at the time of printing.
The Department Of National Parks used to operate independently. However, its directors were earlier this year suddenly fired by the minister of environment and tourism, Oppah Muchinguri who made claims that they had usurped ministerial powers. Critics say by firing them, she was simply moving the department under her armpits.
In July, the shrine was bombed. A source and villager from Matobo said the shrine the attack was discovered by the shrine caretaker Solifa Ncube the following morning.
“Njelele Shrine has been bombed. Khulu (Solifa Ncube) said he left all in order at the shrine. I went on Saturday and we discovered that the rock, which covers the shrine, was bombed using mining explosives. They also destroyed the pots in the shrine and looted most of the traditional artefacts which were stored in the shrine,” he said.
“They went inside the cave and destroyed the pots and also put explosives, destroying the stuff inside. Khulu said during the week, he found salt sprinkled all over the shrine and there are a lot of men from apostolic sects who are claiming to be praying on Matobo mountains and we wonder if it’s only in Matobo where there are mountains. Our tradition and culture is being destroyed in front of us.”
The source said the incident was reported to the police and when they left the shrine, the detectives were investigating the matter.
Ncube confirmed the incident indicating that the desecration and attack on the shrine was a serious attack on the local and national traditional culture and values.

By Paul Nyathi| President Emmerson Mnangagwa has sent a message of condolence to his predecessor former President Robert Mugabe on the death of his mother in law Idah Marufu.

MDC Says Mwonzora Suspension Letter Works Of ZANU PF Intelligence

While Kudzanayi Chipanga, a leader of the Zanu-PF faction dubbed “G40”, confirmed the death to ZimEye.com and said that Marafu was in her 90s, her exact age is not yet known. Critics have however claimed that gogo Marufu was actually younger than his son in law Robert Mugabe who is 94.
Notorious Robbers Sentenced To 70 Years Appear In Court Facing More Robbery Charges
By Own Correspondent| Four notorious robbers who terrorised commuters countrywide and were nabbed in 2013 and sentenced to 70 years today appeared before a Harare magistrate facing more charges of armed robbery.
The four Crynos Chisuwi (25), Norest Mashiri (20), Stanley Maendesa (26) and Njabulo Gumbo (26) who pleaded guilty to several counts of robbery when appeared before Chinhoyi regional magistrate Mr Never Katiyo in 2013.
Their matter was today postponed to September 14 2018.
The quartet are already serving varying jail terms following their conviction for a spate of armed robberies targeting commuters and motorists on the country’s major highways.
Chisuwi who had nine counts of robbery and was the owner of the two vehicles used in the robberies was sentenced to 70 years in jail with 14 suspended on condition that he does not commit a related offence in the next five years.
A further 24 years of the sentence is running concurrently with his jail term meaning he is serving an effective 34 years in prison. Maendesa and Gumbo are also serving the same number of years.

The vehicles they were using — a Toyota Corolla and a Toyota Altezza — were also forfeited to the State in accordance with Section 62 of the Criminal Procedure Act.
Former Zim White Commercial Farmers Warn SA Counterparts To Cooperate On Land Distribution To Avoid Disasters
A Zimbabwean farmers’ union leader warned white South African farmers they should agree a deal to share land with the black majority before they suffer the same fate as neighbours in Zimbabwe who were violently removed from their properties.
Land redistribution is a burning political issue in South Africa and has divided the ruling African National Congress (ANC) ahead of a December conference where President Jacob Zuma’s successor as party leader will be chosen.
Many Zuma supporters are demanding land expropriation from whites without compensation, while the radical Economic Freedom Fighters (EFF), an increasingly popular four-year-old party, has told South Africans to occupy unused land illegally.
Although Zuma has said any land reform will be done sensibly and within the law, there are concerns that the populism in South African politics could lead to the scenes witnessed in Zimbabwe in the early-2000s.
Zimbabwean President Robert Mugabe permitted violent land seizures from white farmers, beginning in 2000, that prompted the international community to cut off ties and sent a once-promising economy into a tailspin.
“We were arrogant. We thought they would never take the land because we were too important for the economy,” Peter Steyl, president of Zimbabwe’s Commercial Farmers Union, the nation’s biggest commercial farming union, said.
“You never think it will happen until people turn up at your door armed with machetes, off their heads. It gets pretty real.”
“They are facing the same situation in South Africa. I would tell them: ‘it’s better to give a little bit now than lose everything when things go too far’.”
South Africa’s government says only eight million hectares of arable land have been transferred to black people since the end of apartheid in 1994, less than 10 percent of the 82 million hectares available and a third of the ANC’s 30 percent target.
The ANC is under pressure to win back many poor, black voters who have switched allegiance to the EFF, founded by Julius Malema after he was expelled from the ANC for misconduct.
Malema, a former protege of Zuma who has become a thorn in his side, is due to appear in court on charges of inciting violence due to his comments on land grabs.
Steyl said taking land without compensation would be disastrous and would prompt investors and foreign institutions such as the International Monetary Fund and World Bank to turn their back on Africa’s most developed economy.
“That would be blind stupidity. It’s possible you will never recover,” Steyl said. “I know there are huge problems with unemployment in South Africa. Everyone needs to come to the table to negotiate.”
Agriculture employs 850 000 people in South Africa, or 6 percent of the workforce, and the country of 56 million is a major food exporter.
Jannie de Villiers, CEO of South African commercial farming group Grain SA, said he was confident there would be no repeat of the chaos in Zimbabwe because South Africa’s constitution does not allow land expropriation without compensation.
He also said South African white farmers were committed to working with the government on land reform.
“We realise there is a lot more we can do to allow land reform to happen. We think the percentage chance of going down the Zimbabwe route is very small,” de Villiers said.
How to address the inequality that still exists 23 years after the end of white-minority rule will be the central debate at the ANC leadership vote in December.
Veteran politician Nkosazana Dlamini-Zuma, Zuma’s ex-wife, is expected to run on a campaign to radically transfer wealth from the white minority to the black majority, including land reform.
Her main opponent is expected to be Deputy President Cyril Ramaphosa, who has also called for wealth redistribution but has made tackling government corruption and winning back investor confidence priorities.
Steyl warned against politics driving land reform, as happened in Zimbabwe when Mugabe allowed land grabs to secure the loyalty of the military.
The knock-on effects were disastrous. Zimbabwe tumbled into recession, inflation peaked at 500 billion percent. Unemployment is now above 90 percent.
“Don’t allow it to happen to you,” Steyl said. “You have to engage. You have to be sensible. You mustn’t allow desperation to win the day.”- The Source
Kutonga Kwaro: Evicted White Commercial Farmers Return To Farms
The change in government in Zimbabwe is inspiring hope among some white farmers, nearly two decades after the start of the sometimes-violent land reform programme, a news report says.
President Emmerson Mnangagwa’s government has ruled out reversing land reform, but has vowed to put an end to land invasions and to give white farmers 99-year leases like their black counterparts.
‘Right direction’
Farming couple John and Marie Osborne told the Australian Broadcasting Corporation (ABC) that they see a future for the first time in two decades.
“If the current president does half of what he says he’s going to do, then I think we’re going in the right direction,” John Osborne told ABC.
The Osbornes saw farmers beaten and killed during the land seizures launched by former President Robert Mugabe in 2000, and had their own farm reduced and parcelled out. But with the change in government, their Australian-based daughter and son-in-law are considering joining them in Zimbabwe.
“So now we’re in the very pleasant position of having our family start to come back and planning for a future,” John told ABC.
Violently evicted
Another Zimbabwean, Brian Pattison, said he returned to Zimbabwe from Australia to run a mixed-crop farm outside Harare.
He said his parents weren’t happy with the decision.
“They couldn’t believe that I was going back to Zimbabwe to farm after they had lost their farms,” he said.
But he added: “I’ve got my Aussie passport in my pocket in case I have to go back.”
Well-known farming family, Ian and Kerry Kay are not convinced though. The Kays were violently evicted from their farm, east of Harare, in 2002.
“With no property rights, why would anyone go back? It’d be crazy,” Kerry Kay said.
“You can change the driver but if all the passengers are the same, what difference is it going to make?”
‘We are one’
Ahead of the July 30 poll, Mnangagwa told a group of white voters in Harare that there was “no discrimination” under the “new dispensation”.
“A farmer – a black farmer, a white farmer – is a Zimbabwean farmer. We should look at it that way. We should begin to develop a culture among our people to accept that we are one,” he said, in comments carried by the state-run Sunday Mail.

Sibanda said that relations between Chamisa and Mwonzora were not at all strained as alleged by the social media reports.
“President Chamisa is not at all involved in any misunderstandings with Mwonzora, in fact they are working very well together to move the party forward after the stolen election,” said Sibanda.

No Need To Appoint Commission, The Evidence Is Clear – British MP
Terrence Mawawa| A British MP has described the appointment of a fact finding commission by President Emmerson Mnangagwa as a window dressing gimmick meant to hoodwink the international community.

The Commission- which will be chaired by former South African President Kgalema Motlanthe has

Taxi Driver Brutally Stabbed In Robbery

Investigations by the police led to the arrest of Janyure two days later while hiding in Bikita and the stolen vehicle was recovered.
Mnangagwa Needs To Be Investigated Himself, MDC Speaks On Commission Of Enquiry
Statement By The MDC Information Department:
1. The Zimbabwe constitution recognises the right to life, this includes the right to freedom from torture, intimidation and violence. The constitution is also very clear about the deployment of the military and the use of deadly force, under any circumstances. It also grants the right to freedom of association and expression and is the bases for the establishment and functions of both the military and the police.
2. Following the actions of the military on the 1st of August 2018 and the days that followed, which included leaving up to 11 people dead and a dozen others injured, a full, impartial and complete investigation of this case is a necessity. It must be remembered that hundreds were displaced, arrested and abused, due to the uncouth military action.
3. Whilst the appointment of this Commission is welcome in principle, this Commission does not meet basics of any of its kind. It is set up by and meant to benefit a political party and will report back to the person it has to investigate.
4. As it stands, the Commission requires changes both in its membership and its terms of reference. Its composition is clearly unbalanced and biased.
Charity Manyeruke is a well know Zanu PF cheerleader. The evidence is all over the public domain.
Lovemore Madhuku is an interested party as he was a presidential candidate and has already made comments detrimental to the MDC Alliance. He is not a neutral by-stander.
Vimbai Nyemba is a Mnangagwa favourite. She has already been appointed as Chairperson of the Procurement Regulatory Authority and is also a member of another Commission of Inquiry into the sale of State land. Is there shortage of suitable persons that one person has to hog multiple positions
5. That these three will ensure that the inquiry produces a predetermined script to smoke out targeted individuals is beyond doubt. The value of such an inquiry is doubtful given that we have had commission findings going back to the first years of independence that have never seen the light of day for 38 years. This is just a publicity stance and a public relations gimmick to bolster ED’s image, they know who ordered the army but choose a long-winded route to dupe the world.
6. The terms of reference are designed as a witch-hunt against perceived political threats and any credible opposition to ED’s illegitimacy. Everything points to a clear effort to pin blame on key figures in the opposition as a way to weaken opposition thereby threatening democracy in Zimbabwe.
7. In terms of the foreign members of the commission, we do not know the bases upon which they were selected and their relevant expertise and experiences. Because of this any comment would be immature. We are currently studying their individual profiles and will report back in due course.
8. We therefore demand that the appointing authority consider their own position as a potential subject of investigation as the deploying authority. This should be followed by the addition and refinement of the terms of reference to direct them more pointedly at the problem. The local members and/or the appointing authority should consider recusal from the Commission. Finally, we will make further recommendations, if need be on the individual foreign members.
Mwonzora’s Days In The MDC-T Counting Down
MDC-T political bigwigs are on a renewed collision course over attempts to oust some senior party members critical of its president Nelson Chamisa’s leadership style after a heated National Council meeting on Wednesday failed to bring the matter to finality.
This has set the stage for a bruising turf war which is likely to culminate in a special congress to be held in February next year, it has been established. The tense meeting came up with a resolution to slap a 10-year suspension on every party member who stood as an independent candidate for legislative and municipal seats after losing primary elections for the July 30 polls.
The meeting, which took place at the Morgan Tsvangirai House party headquarters, formerly Harvest House in Harare, kicked off at 11:30am, with Chamisa threatening to expel party members opposed to his leadership. The meeting was held amid reports of widening fissures between Chamisa and MDC-T secretary-general Douglas Mwonzora.
It is believed, Mwonzora, who trounced Chamisa in the race for the secretary-general position at the 2014 congress, harbours ambitions of wresting power from the 40-year-old leader who narrowly lost the recent presidential election to Zanu PF candidate Emmerson Mnangagwa.
The factional fissures are also expected to dominate nationwide consultations to be held with party structures tomorrow.
Several senior MDC-T officials told the Zimbabwe Independent in off-the-record briefings that Chamisa read the riot act to those opposed to his leadership, warning them that they should leave the party on their own or risk humiliating expulsions.
Chamisa also sought permission from the council to engage Zanu PF for a possible truce following an emotional post-election period which saw violence erupting over a strongly disputed result.
Both Zanu PF and MDC-T blame each other for the violence, in which seven lives were lost when the military opened fire on protestors.
“The president (Chamisa) started by threatening that he will use his powers to suspend and cause people to be expelled from the party before inviting those opposed to his leadership to form their own parties and use their own names. After that, he immediately asked the council to be given the mandate to dialogue with Zanu PF to chart the way forward after the recent elections,” an MDC-T national council member said.
MDC-T deputy national treasurer Charlton Hwende, however, suggested that, instead, what the party needed was to hold a workshop to properly examine why it had lost the election.
But Chamisa, who has maintained he won the presidential election, which he says was rigged by Zanu PF, reportedly rebuked Hwende, saying he did not want any discussions that suggested the election was lost.
“There was a harsh rebuke from the president. The president didn’t want the narrative that we had lost the election,” the source said.
MDC-T vice-president Elias Mudzuri, who is also reported to be highly critical of Chamisa, immediately leapt to Hwende’s defence and asked Chamisa to let him finish his submission.
Chamisa then turned his guns towards him, revealed sources, who attended the meeting.
“He clearly vented his irritations. He shouted that people did not respect him as the leader of the party. He then reminded Mudzuri that he was the president of the party and the rightful chairman of the meeting. He rhetorically asked Mudzuri to go upfront and chair the meeting if he thought he was capable and when Mudzuri remained glued to his seat, he (Chamisa) reminded him that he chided him saying he needed to learn to raise his hand first if he wants to be given permission to the speak next time,” another source who attended the meeting said.
Things turned nasty when Mwonzora reportedly stood up and accused Chamisa of paying too much attention to gossip and misinformation from state security agents in a bid to expel him from the party ahead of the congress.
“Mwonzora was unusually forthright. He told the meeting that he had had enough. He accused Chamisa of sending people to harass him and he wasn’t going to take it anymore. At this point, Chamisa interjected saying Mwonzora was clearly working against him and he enjoyed support from Zanu PF since he was recently endorsed by (Zanu PF politburo member and war veterans leader Victor) Matemadanda at a press conference,” the source said.
At that point, sources said MDC-T secretary for home affairs Lillian Timveos moved a motion for the expulsion of Mwonzora and with the support of the party’s secretary for sport Clifford Hlatshwayo.
The motion was, however, immediately countered by committee members Ben Chiondegwa and James Makore, and was thus put before the council for debate, during which the majority of the people said the best way to solve the problems was to convene an elective congress.
“The matter was then put to vote and the overwhelming majority voted in favour of a congress. It was then decided that the congress must be held in six months, which means we shall have the congress in February next year,” a senior MDC official said.
When contacted for comment yesterday, Mwonzora said he was not at liberty to discuss internal party issues with the press.
“The national chairman (Morgen Komichi) has already given a statement on that and I don’t think there is anything else for me to add to that,” he said.
Chamisa’s spokesman Nkululeko Sibanda also refused to comment on the issues.

“We Are Not Exploiting Africa, Our Relationship Is Mutually Beneficial”: China
By Own Correspondent| Chinese charge d’affairs in Zimbabwe, Zhao Baogang has refuted allegations that his country was exploiting Africa saying that the relationship between Africa and China was mutually beneficial.
Addressing the media ahead of the Forum on China Africa Co-operation (Focac), Baogang said the reports were misleading since China applied its principles of sincerity, practical results and affinity when dealing with Zimbabwe.
Said Baogang:
“Sometimes I also see such kind of allegations, that we are exploiting Africa. But when we see the co-operation between China and African countries, we always adopt our principles of sincerity, practical results and affinity and just real results and good faith.
China promised $60 billion in loans to African countries. Since then, in the past three years, almost 90% of the loans have been disbursed or have been decided on those projects.”

International Election Monitors Defend ZESN Over Election Report
Statement of Solidarity with ZESN over Observation of Zimbabwe’s 2018
Harmonized Election
The Global Network of Domestic Election Monitors (GNDEM), a network of 251 citizen observer groups located in 89 countries, condemns attacks upon
its member organization the Zimbabwe Election Support Network (ZESN) questioning ZESN’s independence and impartiality as well as the credibility of the sample based observation (SBO) methodology.
ZESN is an independent non-partisan network of citizen organizations that has been observing elections in Zimbabwe since 2000. It is a founding member of GNDEM and a signatory to “Declaration of Principles for Non-Partisan Election Observation and Monitoring by Citizen Organizations” as well as the “Code of Conduct for Non-Partisan Citizen Observers and Monitors.”
ZESN undertook a comprehensive effort to observe the 2018 harmonized elections and issued a number of statements on the conduct of the elections. These statements highlight both improvements and shortcomings in the electoral process. For example, ZESN long-term observers reported that all parties were able to campaign across the country, but also that intimidation of voters, particularly in rural areas, continued.
Similarly, computer analysis of the final voters roll showed both overall improvement over the 2013 preliminary voters roll and continued under registration in urban areas.
ZESN has come under particular criticism over the findings from its sample based
observation (SBO) – also known as a parallel vote tabulation (PVT) or quick count. SBO is a proven, advanced citizen observation methodology first developed by in 1986 in the Philippines by the National Citizens’ Movement for Free Elections (NAMFREL).
The methodology has since been used by citizen observer groups around the world and across Africa – including Burkina Faso, Cote d’Ivoire, Ghana, Kenya, Malawi, Nigeria, Senegal, and Zambia.
The methodology provides the most precise and timely information on the conduct of voting and counting and independently verifies the accuracy of the official results. The SBO methodology involves deploying trained,
accredited observers to a representative random sample of polling stations determined by widely accepted statistical principles to ensure the findings are valid for all polling
stations (within a margin of error).
For the 2018 harmonized election, SBO observers were deployed to a representative random sample of 750 polling stations located in every corner of the country.
With regards to voting and counting, accounts from SBO observers showed overall the process went well, but observer reports also revealed shortcomings related to: potential
voters being turned away and not permitted to vote particularly in the capital; widespread assisted voting in a country with high levels of education; and the failure of election officials to immediately post presidential results at all polling stations.
The SBO also produced estimates for the national results for the presidential election based on official polling station results from the 750 sampled polling stations. As noted,
SBO observers witnessed the entire voting and counting processes and then reported the official results as announced by the polling officials. By 12 noon on Tuesday 31 July ZESN had received and verified complete observer reports from all 750 sampled polling
stations – including polling stations results. The results that have so far been announced by ZEC fall within the SBO estimated ranges. However, it is important to point out that these estimates could not definitively determine whether or not there
should be a runoff for the presidential election.
While the environment in Zimbabwe is highly polarized and the results of the
presidential election are contested, GNDEM stands in solidarity with ZESN and the SBO methodology. ZESN has provided independent and impartial information throughout the electoral process that has highlighted both strengths and weaknesses. Further, the SBO is a proven methodology widely employed around the world and across Africa. While the results announced by ZEC for the Zimbabwe 2018 presidential election fall within the SBO range, they also do not rule out the possibility of a runoff election.
GNDEM reminds all stakeholders that the role of citizen observers, like ZESN, is to provide independent impartial information on the conduct of elections based on reports from trained, accredited observers (regardless of the findings), but it is citizens, themselves, who will determine if an election meets their expectations and will ultimately decide if an election is credible.
Dawn Of A New MDC
MDC Alliance principals have welcomed the idea of transforming the loose electoral coalition into a political party going forward in order to build a formidable opposition against President Emmerson Mnangagwa’s Zanu PF.
Zimbabwe has had more than 100 political parties, but the majority have remained insignificant and without basic support to pose a threat to the ruling party, save for the mainstream MDC-T then led by the late former premier, Morgan Tsvangirai.
This came after Nelson Chamisa’s MDC-T met in Harare on Wednesday and upheld the decision to morph into a party.
In separate interviews yesterday, leaders of the seven parties in the MDC Alliance indicated that they were willing to unite and have a single party.
MDC leader Welshman Ncube, who is also alliance spokesperson, said the issue was not about former MDC-T members re-joining the Chamisa-led party, but the integration of the whole alliance in the party.
“It is unfortunate that whoever prepared the statement after the MDC national council meeting misrepresented the whole issue.
It is not about former MDC members, it is about all alliance partners,” Ncube said.
“The correct sequence of events was that all the MDC Alliance principals met before the MDC council meeting and unanimously agreed to integrate.
All the seven political parties committed themselves to integrate.
“The MDC council meeting was simply considering the position of the principals of the MDC Alliance.”
The MDC Alliance, which comprises MDC-T, People’s Democratic Party (PDP), Zimbabwe People First (ZimPF), Multiracial Christian Democrats (MCD), MDC, Zanu Ndonga and Transform Zimbabwe (TZ), was launched August 5, 2017 for purposes of the just-ended harmonised election.
Tendai Biti’s PDP said it was ready to the part of the arrangement.
“We are in total agreement in word and deed,” spokesperson Jacob Mafume said.
“We are one unit with one leader since the election.
We have won a huge victory for the people, which we need to reclaim together.
We cannot pretend to be separate when we are one.”
TZ leader Jacob Ngarivhume said his executive would meet next week to deliberate on the issue.
“Our executive will decide.
We are meeting as an executive to map the way forward,” he said.
ZimPF leader Agrippa Mutambara said there were many advantages to unity and said even though he was in total agreement with it, he would refer the issue to his executive to decide.
“We worked together during the election period as an alliance and we stood together even though we lost the Constitutional Court challenge.
I think the alliance was something very good and it is my belief that we must solidify ourselves and explore and develop it further,” Mutambara said.
“We haven’t agreed as yet, but we are considering it and there are many advantages to that, but we still have to take it to the party.”
Zanu Ndonga leader Aaron Sakuinje said the alliance was formed to stay forever and he believed that making it a one grand party would best serve the purpose, while MCD special presidential adviser Sabastian Mubvumbi said they were in agreement and would like a technical team to be set up to guide the whole process up to congress.

Dr Grace Mugabe’s Son Stanley Goreraza Fails To Pay Rent
By Own Correspondent| Former First Lady Dr Grace Mugabe’s son, Russell Goreraza, has been ordered to vacate his rented premises in Newlands, Harare over failure to settle $65 801 rent arrears.
High Court judge Justice David Mangota on Wednesday gave the order cancelling Goreraza’s lease agreement and his eviction from Number 4A Clarence Drive, Nikolas Point, Flat 3 Newlands.
Goreraza, a son from Dr Mugabe’s previous marriage was leasing property owned by the Zimbabwe National Family Planning Council’s Pension Fund (ZNFPCP).
The ZNFPCP lawyers Dube Manikai and Hwacha served the summons to Goreraza on June 8 this year and the latter did not file opposing papers.
In its declaration, the property owner said Goreraza had accumulated rental arrears from March 2015 to May 2018, culminating in the court case.
“In terms of clause 2.1 of the lease agreement, defendant (Goreraza) undertook to pay rentals on a quarterly basis at the rate of $6 600 per quarter. In addition to the rentals, the defendant also had an obligation to pay levies of $180 on a monthly basis,” the fund said.
“In breach of the terms of the agreement, the defendant failed to pay rentals from March 2015 to May 2018 in the sum of $65 801.
The defendant has remained in occupation of the property and may so remain until the determination of this claim by this court; consequently, arrear rental will further accumulate.”
ZNFPCP also said despite several demands seeking payment from Goreraza, the latter “failed, refused and/or neglected to pay the arrear rentals”, prompting the former to approach the court seeking his eviction from the property, which order was granted by the court.
“Wherefore plaintiff (ZNFPCP) prays for an order for, an order for cancellation of the lease agreement entered into between the plaintiff and the defendant for the property known as number 4A Clarence Drive, Nikolas Point, Flat 3 Newlands, Harare,” the fund said.
“The eviction of the defendant and all those claiming occupation through him from Number 4A Clarence Drive, Nikolas Point, Flat 3 Newlands, Harare and payment of the sum of $65 801 together with interest thereon calculated at the rate of 5% per annum reckoned from the date of issue of summons to the date of payment in full.”-Newsday.
Chinese Firm Gets Nod To Mount Surveillance Cameras On Harare’s Roads
By Own Correspondent| President Emmerson Mnangagwa has given the nod to a Chinese firm, Hikvision, and a local start-up to mount high-tech surveillance cameras on some sections of Harare’s streets in a bid to curb road accidents.
The high definition surveillance cameras are set to be distributed in the country by Hikvision’s local partner, Nations Hardware and Electrical.
Said Mnangagwa speaking at the launch of the cutting-edge security products in Harare:
“We must, as we move forward, be pro-active, bold and seek to chart new frontiers in our development.
Let us all within our respective fields create a deliberate environment where talent is supported and promoted.
Our quest to modernise the economy requires high-level security systems.
In this regard, CCTV surveillance systems are, indeed, an important component of any modern society.
Not only are these systems a forensic tool, but they can also be integrated with other monitoring devices, alarm systems and access control devices, thus helping security personnel to identify and interrupt security breaches as they occur or even before they take place.
Initiatives such as this one and the promotion of a broad array of IT applications will cumulatively contribute to the national security situation in the whole country.
My government will, therefore, give you all the support you require.”
In addition to preventing traffic infractions, the surveillance system can also be used to curb other forms of crime such as robbery.
Among the products that were being showcased at the launch, the traffic surveillance cameras, which work well even during the night, became an instant hit with delegates after officials from the company showcased some of the unsettling traffic accidents captured at a road intersection in the capital recently.
Nations Hardware managing director Rashid Materia said the technology was based on installing special sensors at junctions to figure out the speed of vehicles and the distance remaining for vehicles to cross the signal.
Said Materia:
“Through using AI technology, the driver will be alerted before arriving at the junction to be cautious of a vehicle about to jump the red light signal.
This will require a connected infrastructure and city so they can navigate safely around their surroundings. We are able to provide that through our connected safety systems.”
Zimbabwe records an average of 2 000 deaths due to road traffic accidents, according to figures from the Traffic Safety Council of Zimbabwe.
The loss from traffic accidents amounts to $400 million a year, an equivalent of 3% of the country’s gross domestic product.
The loss is due to deaths, injuries and property losses.
Chamisa Says UN and USA Congratulated Him On Elections Performance (Watch Video)
By Paul Nyathi|MDC Alliance leader Nelson Chamisa has claimed he received congratulatory messages from UN secretary general Antonio Guterres as well as the UK and US governments for “winning” the July 30 presidential poll.
Chamisa, who polled 44,3 percent of the vote compared to President Emmerson Mnangagwa’s 50,65 percent, was speaking to South African state broadcaster, SABC Wednesday.
“We are engaging the international community to continue to support the people of Zimbabwe. Most of them have congratulated us for the victory,” he said.
“I have had calls from the secretary general of the United Nations, the British government, from the United States; they have all said, ‘you have done very well’.”
Women’s Organisation Calls For A Gender Balanced Executive
By Own Correspondent| The Women’s Coalition of Zimbabwe (WCOZ), representing nonpartisan women’s rights organizations and activists in all 10 provinces of Zimbabwe has called on President elect Emmerson Mnangagwa to fulfil on his commitments on gender equality and appoint a gender balanced executive.
President Mnangagwa’s two deputies Kembo Mohadi and retired army general Constantino Chiwenga were sworn in at State House in Harare by Chief Justice Luke Malaba Thursday.
In a statement dated 29 August 2018, the WCoZ chairperson, Ronika Mumbire urged Mnangagwa to fulfil on his promises on gender equity and come up with incentives or punitive measures for political parties that fail to adhere to the 50/50 gender representation.
Said Mumbire in a statement:
“WCoZ wishes to join the rest of Zimbabwe in congratulating His Excellence, Emmerson Mnangagwa on his election and inauguration as the President of the Republic of Zimbabwe.
WCoZ acknowledges and take cognisance of the commitments that his Excellence made in his speech during his inauguration which include the need for Zimbabwe’s renewal in all socio economic sectors, to position our country in readiness for economic growth, industrialization, modernization and mechanization, employment creation, democracy, delivery of efficient and quality social services and equally important, the advancement and empowerment of women, youth and the disabled.
We urge his Excellence and his administration to ensure women’s rights are at the centre in the implementation of these commitments.
Of critical importance is ensuring that gender sensitive and gender responsive structures are strengthened and adequately resourced.
Therefore as Women’s Coalition of Zimbabwe, we call upon the President to:
Appoint a gender balanced executive.
Appoint women in the portfolios of Health, Finance, Education, Foreign Affairs and Defense Ministries, to which men have been perennially appointed.
Extend the women quotas beyond 2023 and this to be applicable to local government as well
Ensure the State puts in place incentives and punitive measures through the review of the Political Parties Finance Act for political parties that fail the 50 percent gender representation.
Ensure full domestication of the United Nations Convention of the Rights of Persons with Disabilities, underpinned by women’s rights.
Allocate 15% of the total 2018 budget to the Health sector in line with the Abuja Declaration, and a return to the prioritization of the primary health care model in Zimbabwe.
Implement laws that significantly improve the state’s response to eradicating gender based violence. We want marriage law reform to be accelerated, in particular the finalization of the marriage Bill which will put to rest the contradictions on the age of consent to marriage and set it to 18 years. We also need implementation of laws ensuring the prosecution of offenders that are marrying young girls
Take all measures to end violence against women in public and private spaces and further ensure that women are represented in the independent commission investigating cases of political violence that occurred on the 1stof August 2018.Demonstrate the respect of the right to freedom of expression by the removal of laws that erode these rights, including AIPPA and POSA, whilst ensuring that hate speech is not tolerated and that public political affairs are promoting women voices, dignity and influence to positively shape public opinion.
Ensure that all laws that relate to allocation of land such as the Rural Lands Act, Agricultural land Settlement Act and land Acquisition Act have gender equality provisions and reserved quotas. Also ensure that Statutory Instrument 53 of 2014 on Land is made into an Act of Parliament to enable women to have secure land rights upon divorce and death of the permit holder.
Ensure that the Zimbabwe open for business mantra is gender inclusive
Government to commit to improving quality and quantity of care-related infrastructure and services that is well targeted at those doing substantial UCW, e.g, water supply, community health services, electricity supply. Government should also dedicate adequate resources to achieve this.
We therefore expect that the office of the president, all duty bearers with a mandate to advance Women’s Rights and Gender Equality will be alive to the demands we have expressed in this statement.
Top Prison Officers Dismissed In Purge On Security Sector
SENIOR Prisons and Correctional Services officers have been forced to go on early retirement as government restructures the country’s security services.
The changes have claimed the scalps of Prisons deputy commissioner general Agrey Huggins Machingauta who was forced into retirement, ZPCS spokesperson Elizabeth Karinda-Banda and Harare Remand Prisons officer-in-charge.
Efforts to get comment from Justice secretary Virginia Mabhiza were in vain.
Early last month, President Emerson Mnangagwa’s administration sacked senior intelligence officers linked to the old dispensation of former President Robert Mugabe as the new administration seeks to align the organisation into the current thinking.
No official reason was given for the firing of the top Central Intelligence Organisation directors, but close sources told the Business Times that the affected were close allies of Mugabe and former CIO Director General Happyton Bonyongwe.
Among the fired are director Counter Intelligence, Musafare Nyamudahondo, Director Technical Affairs Charles Hwekwete and Director Economics Jimias Madzingira.
Before that government also retired Zimbabwe Republic Police senior officers and made several appointments redundant.

Family Planning Headache For Grace Mugabe’s Son
Former First Lady Grace Mugabe’s son, Russell Goreraza, has been ordered to vacate his rented premises in Newlands, Harare over rental arrears amounting to $65 801.
High Court judge Justice David Mangota on Wednesday gave the order cancelling Goreraza’s lease agreement and his eviction from Number 4A Clarence Drive, Nikolas Point, Flat 3 Newlands.
The property is owned by the Zimbabwe National Family Planning Council’s Pension Fund (ZNFPCP), while Goreraza is Grace’s son from a previous marriage.

Goreraza was also ordered to pay costs of suit.

Jonathan Moyo Says Mnangagwa Commission Out Of Order And Unconstitutional
By Paul Nyathi|Exiled former ZANU PF heavyweight Jonathan Moyo has ripped apart President Emmerson’s seven man commission to investigate the post election violence that took place in Harare on the 1st of August.
According to Moyo, Mnangagwa set up the commission first in order to eliminate his now biggest rival Vice President Constantino Chiwenga.
“It’s very clear that one of Mnangagwa’s major reasons for rushing to appoint this Commission, without a Cabinet in place, is to fix Chiwenga, with the help of Catriona Laing,to weaken his hand in cabinet selection & to later oust him. Chiwenga is certainly on the ropes,” said Moyo.
“So the first fundamental wrong is that by acting like a King, Mnangagwa has violated s110(3) of the Constitution. He can’t appoint a Commission of this nature without the advice of Cabinet & without a responsible minister to oversee the Commission & facilitate its work!
It is fundamentally wrong for Mnangagwa to appoint such a Commission before appointing a Cabinet whose advice was necessary in terms of the Constitution. Mnangagwa, who stole the election, thinks he can do decrees like a King; just like that.”
Some of the extracts from the tweet read as follows:
“The first term of reference says “to inquire into the circumstances leading to the 1st of August, 2018 post-election violence”. How about the Harare Massacre & the subsequent 10 day siege of townships where residents were brutally tortured & some abducted by the Army? Smh!
The third thing that is fundamentally wrong with the Commission is that its terms of reference, whose authorship is unknown, are accusatory when they should be open ended for fact-finding purposes. This renders the terms of reference to be self-discrediting & thus political!
The second fundamentally wrong thing are the Commission’s terms of reference. Whose are they? Who drafted them? Mnangagwa?
When Theresa May praised Mnangagwa on the Commission in SA yesterday, did she know something that Zimbabweans did not know?
So Mnangagwa’s Commission is unconstitutional. It’s composition is a scratch-my-back I scratch-your-back affair. And its terms of reference are political & corrupt. In effect, the Commission is not designed to achieve justice; which is the cry of the victims & the people!
The fourth fundamentally wrong thing with the Commission is that its terms of reference do not address the loss of life in the Harare Massacre. Term of reference (f) refers to “extent of damage/injury”. This is outrageous. It’s criminal. Jesus Christ. Mnangagwa is mad!
It’s notable that while Mnangagwa’s chief election agent, Ziyambi Ziyambi, barred Adv Dali Mpofu and his colleagues from representing Nelson Chamisa in the ConCourt on xenophobic grounds that they are aliens, Mnangagwa has appointed a Commission whose majority are foreigners.
Emotions As Germany Returns Genocide Skulls To Namibia
Skulls and other remains of massacred tribespeople used in colonial-era experiments to push claims of European racial superiority were handed over by Germany to Namibia at a church ceremony in Berlin on Wednesday.
In what historians call the first genocide of the 20th century, soldiers of German Kaiser Wilhelm slaughtered some 65 000 Herero and 10 000 Nama tribespeople in a 1904-1908 campaign in retaliation for a revolt against land seizures by German colonists.
Herero chief Vekuii Rukoro said the handover ceremony on Wednesday should have taken place not in a Berlin church, but a German government building.
He also accused Germany of taking too long to formally apologise for what is often called the first genocide of the 20th century.
“By trying not to acknowledge the past, the German government will continue to make serious mistakes as regards present and future policies,” Rukoro told the church audience, which included government officials from both countries.
“We are after all the direct descendants of these remains and we should not be ignored.”
A Namibian delegation formally received the remains, including 19 skulls, a scalp and bones, during the church ceremony.
Michelle Muentefering, a minister of state for international cultural policies in the German foreign ministry, asked “for forgiveness from the bottom of my heart” as she handed over the remains to Namibia’s culture minister.
Several Herero women in traditional, cow-horn shaped headdress wiped away tears during the at times emotional proceedings.
“May the remains of our ancestors finally go home to Namibia in peace. May they return to the dust from which they came. May justice be done and faith in humanity be restored,” said Johannes Isaack, Nama chief.
Outside the venue, some two dozen protesters held up signs that read: “Repatriation without an official apology?” and “Reparations Now!”.
The German government announced in 2016 that it planned to issue an official apology for the atrocities committed by German imperial troops. But it remains locked in talks with the Namibian government on a joint declaration on the massacres.
It has also refused to pay direct reparations, arguing instead that German development aid worth hundreds of millions of euros since Namibia’s independence from South Africa in 1990 was “for the benefit of all Namibians”.
Angered by Berlin’s stance, representatives of the Herero and Nama tribes have filed a class-action lawsuit in a US court demanding reparations.
They also want a seat at the table in the discussions between the German and Namibian governments.
“They are still negotiating on an appropriate text … for an apology. That’s a big joke,” Rukoro said during the service, wearing a red, military-style dress uniform.
He accused both countries of trying to sideline him and others in the handover proceedings, saying he had been told in advance “not to embarrass the two governments”.
Rukoro also blasted the decision to hold the ceremony at the French Church in Berlin.

Mnangagwa Bogeyman Takes Blackman To Court On Electoral Fraud
MDC Alliance losing candidate for Kwekwe Central National Assembly seat, Blessing Chebundo, has approached the Electoral Court challenging MP-elect Masango “Blackman” Matambanadzo’s victory.
Chebundo,is the only person to have taken on Emmerson Mnangagwa and defeated him in the 2008 general elections for the same seat.
He is accusing Matambanadzo of the National Patriotic Front (NPF) of vote-buying and abusing the logo of the MDC Alliance to win the July 30 polls.
Matambanadzo, nicknamed Blackman, won the plebiscite after garnering 7 578 votes while Chebundo got 7 127 votes.
Chebundo, through his lawyers Chitere, Chidawanyika and Partners, filed an election petition at the Bulawayo High Court citing Matambanadzo as the respondent. He alleged that the polls were tainted with a lot of irregularities and electoral malpractices.
Chebundo is seeking a court order nullifying the results of the July 30 harmonised elections for Kwekwe Central constituency and declaring the National Assembly seat vacant to pave way for a by-election within 90 days.
In his founding affidavit, Chebundo said the grounds upon which the petition is based include alleged vote buying and exploitation of State resources by the respondent to further his campaign programmes.
Chebundo accused Matambanadzo of using an ambulance bought through the Constituency Development Fund during his tenure as Zanu-PF MP, to secure votes.
“The respondent engaged in massive vote buying in the Kwekwe Central constituency and this unduly influenced voters and had the effect of swaying the votes in his favour. He enticed the electorate by giving them money and handing out food hampers, which included rice and cooking oil, to ensure that they voted for him. This was rampant in Wards Six, Seven, Eight and Nine of Kwekwe Central constituency,” he said.
Chebundo said Matambanadzo fraudulently misrepresented himself to the electorate by constantly purporting to be working with MDC Alliance presidential candidate Nelson Chamisa.
“He distributed Nelson Chamisa’s cards and insinuated that NPF was one of the seven political parties that formed the MDC Alliance. He misled the electorate by alleging that he was the MDC Alliance candidate for the National Assembly seat in Kwekwe Central whereas I was the party’s senatorial candidate,” he said.
Chebundo said his closest rival was unfairly declared a winner notwithstanding the electoral malpractices he allegedly engaged in during the period leading to the elections.
“The degree of non-compliance with the Electoral Act and the Electoral Code of Conduct did affect the outcome of the elections and for this reason the results must be set aside,” he said.
Chebundo said his rival violated the provisions of the Electoral Act by engaging in corrupt practices which included undue influence, bribery and impersonation.
“The irregularities and malpractices attributed to the respondent are extremely grave to be ignored by this honourable court as they seriously impacted on the outcome of the elections. The invariable consequence or inference is that the people of Kwekwe Central constituency never exercised their democratic and constitutionally protected rights to freely choose their representative in Parliament,” he said.
Chebundo argued that the failure by the respondent to observe the provisions of the law governing elections led to further violations of the general principles of democratic elections as enshrined in the constitution.
Another MDC Alliance candidate for Bulawayo South Muvirimi Francis Mangwendeza is also challenging the results of the recently-held elections in which he lost to Zanu-PF’s Rajesh Kumara Indukant Modi.
In his petition filed at the Bulawayo High Court, Mangwendeza, citing Modi and the Zimbabwe Electoral Commission (Zec) as respondents, alleges that the polls were tainted with a lot of irregularities.
He is also seeking a court order nullifying the results of the July 30 harmonised elections for Bulawayo South seat and declaring the seat vacant. The hearing dates for the two petitions have not yet been set.

Mnangagwa Flying Off To China Again
Barely four months after he spent more than $2 million flying to China, ZANU PF leader Emmerson Mnangagwa is flying back to that nation.
The state media claims the trip is meant to review “progress” made in the past three years…It is also an important meeting that will draft the policy measures for the development of cooperation between the two sides in almost every field — political, economic, trade, finance, infrastructure people to people exchanges, security and military — almost in every field, the below report says. FULL TEXT:
Mnangagwa is set to hold bilateral talks with Chinese leader President Xi Jinping next week in Beijing aimed at further deepening relations between Zimbabwe and China when the two leaders meet during the Forum on China-Africa Cooperation (Focac). The summit runs from September 3-4, 2018.
The Head of State will also meet China National People’s Congress chairman, Mr Li Zhanshu.
This was revealed by Chinese Deputy Ambassador to Zimbabwe, Mr Zhao Baogang while addressing journalists in Harare yesterday.
Mr Zhao said President Mnangagwa would be among several Heads of State from Africa to attend Focac summit, a platform for interaction between China and members of the continental body.
“Zimbabwean President Emmerson Mnangagwa is also invited and has accepted the invitation. He has just been inaugurated. On the sidelines of the meeting, on the afternoon of September 5 2018 President Xi will hold bilateral discussions with him. On the evening of that same day, our chairman of the China National People’s Congress Mr Li Zhanshu will also hold bilateral meetings with him and hold a welcome banquet,” said Mr Zhao.
He outlined several projects that China is carrying out in Zimbabwe which he said showed that Beijing valued its relationship with Harare.
They include expansion of the Victoria Falls Airport, Robert Gabriel Mugabe International Airport, and the Batoka Power Project aimed at increasing energy to the national grid.
During the Focac meeting, said Mr Zhao, two documents would be adopted.
He said one was a declaration to have a shared future consistent with the theme of the summit. The theme of the summit is “China and Africa: toward an even stronger community with a shared future through win-win cooperation.”
Mr Zhao said one of the objectives of the summit was to invigorate joint efforts to build a community with a shared future for humanity.
“The second document is an action plan which will cover measures to develop cooperation between China and African countries between 2019 and 2021. This is an important mechanism where the top leadership meet and exchange views and how to develop cooperation between the two sides. This is also an important occasion as it will review the progress that we would have made in the past three years. It is also an important meeting that will draft the policy measures for the development of cooperation between the two sides in almost every field — political, economic, trade, finance, infrastructure people to people exchanges, security and military — almost in every field. It will cover quite extensive areas of the two sides,” said Mr Zhao.
He said the occasion was also an important occasion for the union between China and African leaders, a family union.
South African president Mr Cyril Ramaphosa will co-chair the summit with Mr Xi.
“We will also have roundtable meetings where all the African leaders and Chinese president will deliver speeches expressing their views,” he said.
During the last Focac meeting in Johannesburg in December 2015, said Mr Zhao, China pledged $60 billion in loans to Africa and 90 percent of it has been disbursed and processed.
He said China’s relationship with Africa was driven by sincerity and good faith. – state media
Kombi Crash 13 Killed
Thirteen people died on the spot and 23 others were injured yesterday when a Chawasarira bus collided head-on with a commuter omnibus near the 152km peg just after Kadoma tollgate along the Harare-Bulawayo Highway.
The accident occurred near Muzvezve River Bridge, about 10km outside Kadoma City at around 9am when the kombi, which was coming from Empress Mine, encroached into the lane of the oncoming Chawasarira bus.
The bus had 31 passengers and dragged the kombi for about 75 metres, killing all its occupants. Some of the passengers who were in the kombi require DNA testing for them to be positively identified.
One of the passengers died on impact after being thrown out of the kombi.
The Civil Protection Unit has been activated and will provide funeral and logistical assistance to the affected families. A raft of measures to curb road accidents will soon be tabled once the new Cabinet is announced.
Officer commanding Kadoma district Chief Superintendent Garikai Gwangwava said preliminary investigations into the accident pointed to a combination of a mechanical fault and human error.
“A Chawasarira bus that was coming from Harare headed for Bulawayo was involved in a head-on collision with a commuter omnibus that was coming from Empress Mine, killing 13 people. The driver of the Chawasarira bus lost a limb,” said Chief Supt Gwangwava.
“The driver of the commuter omnibus allegedly made a sudden u-turn in front of the oncoming bus resulting in a head-on collision. The commuter omnibus was dragged underneath the bus for about 75 metres, trapping everyone onboard.”
Kadoma General Hospital Medical Superintendent Dr Frankson Masiye said they had attended to 23 people and 22 were discharged.
The Chawasarira bus driver sustained serious injuries and was transferred to Harare Central Hospital.
“We attended to 23 patients but they have all been discharged except for the bus driver who has been transferred to Harare hospital,” he said.
The owner of the commuter omnibus, Mr Datsun Mapfumo, said the vehicle plies local routes and was coming from Donain, Venice, heading to Kadoma.
Moses Sibanda, who was near the accident scene, said they heard a loud bang and rushed to investigate only to find people trapped in the commuter omnibus under the Chawasarira bus.
“The driver of the bus suffered a broken leg. We realised that all the passengers in the bus had survived with minor injuries and well-wishers helped ferry the injured to Kadoma General Hospital,” he said.- state media
Bobi Wine Flying Off To US
His aides say he left through a back entrance in an ambulance and is being taken to the airport where he will board a plane to Washington DC for further treatment.
Bobi Wine, whose real name is Robert Kyagulanyi, has been charged with treason after President Yoweri Museveni’s convoy was allegedly stoned in northern Uganda earlier this month.
His allies say he was badly tortured by elite presidential guards during his detention. He walked on crutches when he appeared in court on Monday.
The court granted him bail, saying he did not constitute a flight risk.

Statement on the International Day of the Victims of Enforced Disappearances
– via Heal Zimbabwe Trust
Heal Zimbabwe joins the rest of the world in commemorating the International Day of the Victims of Enforced Disappearances.
This special day is commemorated annually on the 30th of August. The International Day of the Victims of Enforced Disappearances was passed under resolution 65/209 on 21 December 2010 which expressed great concern on the rising cases of involuntary disappearances.
This culminated into the adoption of the International Convention for the protection of all Persons of Enforced Disappearances where 30 August was declared as the International Day of the Victims of Enforced Disappearances. The Convention recognizes the right of victims and their families to know the truth regarding the circumstances and fate of the disappeared person.
The commemoration of this important day serves to remind states on the need to enact specific laws that protect citizens against the crime of enforced disappearance. This can only be achieved through investigating reports of enforced disappearance and bringing those responsible to justice. Other obligations are rather of a preventive nature, such as the obligation to detain persons only in officially approved and monitored institutions in which all prisoners are registered and the absolute right to legal services through which a prisoner can be released from unlawful detention.
Article 1 of the International Convention for the Protection of All Persons from Enforced Disappearance highlight that “no one shall be subjected to enforced disappearance”. Enforced Disappearances remain a crime that is not only degrading but generate insecurity among affected persons. The African Charter on Human and Peoples’ Rights (ACHPR) (also known as the Banjul Charter), a regional human rights instrument is also an instrument intended to promote and protect human rights and basic freedoms on the African continent. Article 4 of the ACHPR highlight that “human rights are inviolable” hence every human being shall be entitled to respect for life and integrity. Further to this, Article 23 of the charter also highlight that “all people shall have the right to national and international peace and security”.
What is rather disturbing is that besides all these international and regional legal instruments that prohibit enforced disappearances, Zimbabwe as a nation with a long history of enforced disappearances has not ratified key conventions that speak to issues relating to state obligations in as far as prevention of enforced disappearance of citizens is concerned. Conventions that Zimbabwe is yet to ratify include the United Nations Convention against Torture or Inhuman or Degrading Treatment (CAT), the International Convention for the Protection of All Persons against Enforced Disappearances as well as the Rome Stature among others.
To date, Pro Democracy activist, Itai Dzamara who was abducted on 9 March 2015, remains unaccounted for. The occasion of this year’s commemoration of this important day in Zimbabwe offers an opportunity for the Government to expedite the search for Missing persons particularly Itai Dzamara whose search was ordered by the High Court. Abductions remain a gross human rights violation that must be condemned as it is not only degrading but barbaric and a bad practice. Enforced disappearances remain a serious violation of human rights and a crime. Section 53 of the Constitution provides for Freedom from torture or cruel, inhuman or degrading treatment or punishment. Such fundamental human rights and freedoms are to be enjoyed by every citizen without selective application.

Judith Makwanya Told She Caused Accident Cause She Is Short Sighted
LONG-SERVING ZBC senior reporter, Judith Makwanya, dragged an alleged errant driver to court after a collision in the Central Business District.
Theophilus Damba pleaded not guilty when he appeared before Harare magistrate Nyasha Vhitorini faced negligent driving.
Prosecuting, Isheanesu Mhiti alleged that on July 23 at the intersection of Herbert Chitepo Avenue and Simon Vengai Muzenda Street, Damba drove his car negligently.
He failed to give way to traffic coming from the right and collided with a Ford Ranger that was being driven by Makwanya.
Damba failed to keep a proper lookout of the road ahead and he also failed to stop or act reasonably when a collision seemed imminent.
Damba denied the charges blaming Makwanya entirely for the accident basing his argument on the fact that Makwanya wears spectacles so she could not see properly causing her to bump into his car.
The matter was remanded to September 14.

Warriors To Face Relatively Inexperienced Congolese Side
Terrence Mawawa| Congo national team coach Valdo Filho has elected to drop some senior players from his provisional squad for the 2019 AFCON Qualifier against Zimbabwe.
The Warriors will travel to Brazzaville for a Group G encounter set for September 9.
According to VOX, at Congolese news website, the Brazilian gaffer said he had to sacrifice some players since they would not adapt to his style of play.
The likes of captain Prince Oniangué and his vice Delvin Ndinga were omitted from the selection together with striker Dylan Saint Louis who plays for French Ligue 2 side, Paris FC. Midfielder Jordan Massengo was also left out because he is currently without a club.
“The choices of a coach are always variously interpreted, but in the end, it is up to him to answer,” Filho said.
“I have players to take but also profiles to look at so that I can implement my philosophy of the game. To get there, I was forced to sacrifice some players.
“There are other absences I’m assuming because my role as a coach is to build a competitive team for the next five games to snatch qualifying for the AFCON 2019 finals. The old and new players are welcome in their national team, but before, everyone must convince me through his club performance, “he added.
The Red Devils are currently on the third position while Zimbabwe lead the group with three points.

Chamisa Raises Flag On The Members Appointed For The August 1 Commission Of Enquiry

By Own Correspondent| The MDC T led by Nelson Chamisa has raised the flag over the independence of members of the Commission of Enquiry appointed to investigate the August 1 2018 ZNA shootings calling on President Emmerson Mnangagwa to change some of the members of the team and its terms of reference.
Below is the full statement by the MDC T:
1.The Zimbabwe constitution recognises the right to life, this includes the right to freedom from torture, intimidation and violence. The constitution is also very clear about the deployment of the military and the use of deadly force, under any circumstances. It also grants the right to freedom of association and expression and is the bases for the establishment and functions of both the military and the police.
2. Following the actions of the military on the 1st of August 2018 and the days that followed, which included leaving up to 11 people dead, 6 of them instantly, a full, impartial and complete investigation of this case is a necessity. It must be remembered that tens of others were injured and hundreds to thousands were displaced, arrested and abused, due to military action.
3. Whilst the appointment of this Commission is welcome in principle, this Commission does not meet basics of any of its kind. It is set up by and meant to benefit a political party and will report back to the person it has investigate. As it stands, the Commission requires changes both in its membership and its terms of reference.
4. She has already been appointed as Chairperson of the Procurement Regulatory Authority and is also a member of another Commission of Enquiry into the sale of State land. There is no shortage of suitable persons that one person has to hog multiple positions?
5. These three will ensure that the enquiry produces a predetermined script to smoke our targeted individuals is beyond doubt. Also the value of such an enquiry is doubtful given that we have had commission findings going back to the first years of independence that have never seen the light of day for 38yrs. This is just a publicity stance and public relations gimmick to bolster ED’s image, they know who ordered the army but choose a long-winded route to dupe the world.
New Dembare Boss Vows To Weed Out Corrupt Elements
Terrence Mawawa|New Dynamos boss Solomon Sanyamandwe has wielded the axe on two executive members, secretary Webster Marechera and treasurer Moses Chikwairo as he seeks to cleanse club’s image.
Sanyamandwe has said it is important that he starts by removing those are an impediment to the revival of the club.
” Yes, the two have been fired. We want to start afresh. We can’t be a new board with the same old people. We don’t want a situation whereby players strike over money issues because we have to explain to the supporters why we are not playing our part when they are playing theirs, ” said Sanyamandwe.
Sanyamandwe last week ordered the auditing of the club’s books as there were a lot of anomalies and misuse of funds.
Police In Mnangagwa’s Kwekwe Area Block MDC Alliance Meeting Claiming Typhoid Outbreak Concerns
By A Correspondent| At a time when ZANU PF meetings are allowed, police in Emmerson Mnangagwa’s Kwekwe area have blocked an MDC Alliacce meeting slated for Saturday under a claim that all public gatherings are banned due to concerns over a typhoid outbreak. Below is one such refusal document issued this week:
Financially Troubled Mukupe Seeks Court Mercy On Debts
Outgoing Finance and Economic Development deputy minister, Terrence Mukupe, has petitioned the court seeking to overturn default judgments granted in favour of a local international school and a Chinese-owned construction company compelling him to pay a combined debtof $58 000.
In July this year, Mukupe was slapped with a $30 000 default judgement after the international school petitioned the High Court seeking an order to compel him to settle outstanding tuition fees for his three children.
During the same month, Mukupe was again slapped with yet another default judgment for $28 000 in a matter involving a Chinese company, China Industrial International Group (Pvt) Ltd which had built his property in Harare.
But, in his court applications filed on August 28, 2018, through his lawyers IEG Musimbe and Partners, Mukupe said he was asking the court to rescind the judgments because he settled the debts after being advised by his lawyers well before the default judgments were entered.
“It is my (Mukupe) averment that although summons were served upon me. I did not file an appearance to defend because I had already paid the amount claimed by the respondent (school) in June 2018 directly into respondent’s bank account when I saw a newspaper article about the respondent’s claim,” he said.
“It is my averment that I paid the respondent $30 000 in June 2018…therefore I had extinguished the amount being claimed by the respondent and there was therefore no reason to proceed with claim under case number HC5641/18.
“It is my averment that I have a good case and prospects of success if my side of the story is told, heard and listened to. In the circumstances fairness requires the rescission of the default judgment of July 25, 2018.”
In response to the Chinese-owned construction firm’s debt, Mukupe said he had equally settled the debt and there was no need for the firm to secure a default judgment.
“This is an application for rescission of a default judgment that was granted against the applicant (Mukupe) on July 4, 2018. I only became aware of the judgment on the day it was granted when my legal practitioners attended court to try and avoid default judgment being granted and postponing the matter after seeing a newspaper article as regards the matter,” he said.
The ex-deputy minister said he failed to enter appearance to defend since the said summons was not served on him because of bureaucracy of being moved from one office to another…”
“I submit that I was unable to make payment due to some financial constraints earlier on in the year, however, when I was advised by my legal practitioners of the balance being claimed I made a transfer of $14 000 through my legal practitioners of record to the respondent’s legal practitioners. Therefore, I submit that I have always been willing to pay as evidenced by the fact that I had already paid part of the balance and I intend to clear the balance as soon as possible,” he said.
The matters are still pending.

Khupe Has Dug Own Political Grave : Mthwakazi
Terrence Mawawa
The Mthwakazi Republic Party (MRP) has said Thokozani Khupe has dug her own political grave career by endorsing President Emmerson
Mnangagwa’s disputed victory.
According MRP president Mqondisi Moyo, Khupe should go ahead and join Zanu-PF because she was going
to lose support in Matabeleland.
“We feel this move of endorsing
Mnangagwa has disqualified her from being a respected figure in Matabeleland.
It is clear she got most of her votes in Matabeleland. She was naturally
viewed among the 23 Presidential
candidates as a Matabeleland
figure. After embracing those
who are accused of genocide in Matabeleland she has literally written her own political epitaph. Let her join Zanu PF, ” Moyo told a daily paper.
Police Block Chamisa Rally

The police have refused to grant
Nelson Chamisa’s MDC Alliance permission to hold a rally in Kwekwe.
Chamisa yesterday revealed that he would hold rallies across the country
to thank his supporters for their unwavering commitment. He also said he would advise the supporters on the way forward. The police refused to grant permission for the rally citing an outbreak of typhoid in Midlands Province. The police said they would not

sanction public gatherings due to the outbreak of the deadly disease.
