MDC top politicians, Welshman Ncube and Douglas Mwonzora have had ugly exchanges on twitter with the latter accusing the party vice president of plotting a coup against disputed party leader Nelson Chamisa.

The simmering rivalry within the main opposition has been ignited by a recent Supreme Court ruling declaring Chamisa’s rise to the party helm as fraudulent.

Mwonzora claimed Ncube was intentionally leading Chamisa astray so he could snatch his boss’s job at their party’s next congress in 2024.

The exchanges followed claims by Ncube that party politicians who openly celebrated the Supreme Court ruling had been sold a dummy by the court.

In its ruling, the Supreme Court Tuesday upheld an earlier High Court order for the beleaguered party to revert back to its leadership elected in 2014 and to call for an extra-ordinary elective congress within three months.

Mwonzora and Morgen Komichi, two party leaders who emerged victorious from the cited congress, have openly welcomed the ruling, drawing wide condemnation from the party faithful for alleged treachery.

In a bitter exchange of words on Twitter, Mwonzora questioned whether Ncube was not throwing dust in  Chamisa’s eyes as he allegedly did with former president of the now defunct MDC splinter group Arthur Mutambara.

Ncube was first to lead an MDC revolt back in 2005, which saw the party split into two with the Ncube formation later inviting Mutambara to become its leader. Founding leader Morgan Tsvangirai, now late, remained with the mainstream MDC.

Ncube, who was secretary general of the splinter group, later took Mutambara’s job at a party congress, something that did not go well with the one-time deputy prime minister who was allowed to cling to his government job by then State President Robert Mugabe.

Charged Mwonzora, “We must equally ask are you (Ncube) not deliberately setting up Nelson Chamisa for failure so that you take over from him in 2024 as you did Mutambara some years back?”

“Given your rebellion against Tsvangirai it becomes a habit does it not? Only time will tell.”

Ncube responded: “We do not need to wait for time to tell, Chamisa is astute, very astute. He does not need me to make informed and strategic choices.

“Speaking for myself, and you can take this to your vault, I will not take over or rather I will not see to take over in 2024 or at any other time.”

Mwonzora finds himself fighting for his political life amid a volley of accusations by angry MDC members he was a party sell-out.

Worrisome: There Are No Ready Coronavirus Isolation And Testing Centre For Bulawayo

State Media|THE Beautiful Bulawayo Trust, a committee formed to spearhead the fight against coronavirus (Covid-19) in the city has been given one week to set up a testing and isolation centre after it emerged yesterday that Bulawayo has no such facility.

Thorngrove Infectious Disease Hospital which had been earmarked to cater for Covid-19 cases in the city is still undergoing renovations and in the event of a reported case in the city, the patient has to be transferred to Harare for isolation.

The revelations were made by the Minister of Local Government and Public Works, July Moyo at a Press conference after a meeting between a delegation from the Inter-Ministerial Taskforce on Covid-19 and members of the Trust last night.

The Trust is made up of various people from Bulawayo, ranging from academics to industrialists, who have come together to raise funds to help establish Ekusileni Medical Centre as a national Covid-19 isolation centre. Moyo said the Trust has handed over a working document to the Ministerial Taskforce, which would be presented to President Mnangagwa.

“We will hand over this document to the President for deliberation but noting the situation which we are in at the moment, we have given the Trust a week to become operational of which they have assured us that they will be in a position to admit their first patient, if any, in the next week.

“They have said they will start with a carrying capacity of 50, as the 50 beds are already available but the capacity is to go up to 200 but what the people of Bulawayo have said is that depending on the intensity of this coronavirus they think it is necessary to have a 600-bed capacity in the whole Metropolitan Province,” said Moyo.

He said Bulawayo did not have an isolation centre in case of an outbreak.

“In terms of testing there is equipment at the National University of Science and Technology and at Mpilo Hospital. We are in the process of combining these so we can do the testing here locally. I understand in Bulawayo we currently have the rapid testing equipment but it is not complete, so they have not started testing, therefore testing is at the moment only being done in Harare where samples from all corners of the country are sent,” said Moyo.

Early in the week, Sunday News sent written questions to the local authority’s spokesperson, Mrs Nesisa Mpofu who revealed that the local authority required US$300 000 for the complete refurbishment of Thorngrove hospital to be able to house Covid-19 cases.

“A third or less would make the hospital able to admit the first 50 patients comfortably,” said Mrs Mpofu.

Also present at the Press briefing were Minister of Public Service, Labour and Social Welfare, Professor Paul Mavhima, Minister of Higher Education, Science and Technology Development, Prof Amon Murwira and the Minister of Environment, Tourism and Hospitality Industry, Mangaliso Ndlovu.

Meanwhile, the Government has directed that all council and privately-owned clinics and hospitals will fall under the direct jurisdiction of the Ministry of Health and Child Care as the country tries to prevent the spread of coronavirus.

This comes amid revelations that 21 health facilities have been identified to be turned as Covid-19 testing centres in Bulawayo, 19 of which are council-owned clinics.

“This all is done to ensure co-ordination and monitoring, so that we are able to win this war as a team,” said Moyo.
Cde Moyo further revealed that the Ministerial Taskforce was now actively involved in the mapping exercise where Covid-19 test sites in all districts are being identified.

“Right now, the numbers are few but we must not relax because we have not yet tested a lot of people, so when the testing increases, we might face challenges, which is why we are here as ministers to work on this mapping exercise. I am especially happy that people of Bulawayo are also working hard being led by the Provincial Affairs Minister Cde Judith Ncube ,” said Moyo.

1500 Arrested For Violating Coronavirus Lockdown Regulations

POLICE have arrested more than 1 500 people across the country since the 21-lockdown started on Monday for defying rules and regulations stipulated under the directive which was put in place to minimise the spread of coronavirus (Covid-19).

National police spokesperson Assistant Commissioner Paul Nyathi told Sunday News that as of yesterday afternoon, 1 516 people had been arrested for various offences related to failure to observe rules and regulations related to the lockdown.

Asst Comm Nyathi said despite the arrests, the general public has responded well in taking heed of the call to stay at home during the lockdown period.

“From the first day up to today (yesterday) we have arrested a total of 1 516 for various offences throughout the country which include the issue of operating shebeens, traffic offences and people who are trying to open bars yet they are no exception. We also have some businesses that are trying to open when they should not be opened,” he said.

Asst Comm Nyathi said the public was also failing to observe social distancing.

“People are also not observing the issue of social distancing and we are saying people must observe social distancing guidelines as given by the Government,” he said.

Social distancing or physical distancing is a set of non-pharmaceutical interventions or measures taken to prevent the spread of a contagious disease by maintaining a physical distance between people and reducing the number of times people come into close contact with each other.

Asst Comm Nyathi said the public was also failing to stay indoors.

“People should also stay indoors, we have had a challenge of people who are moving around without reason. Some are driving and some are walking on the streets particularly after 5pm. We are asking those people to stay indoors and observe safety measures,” he said.

A survey around Bulawayo revealed a different picture from the day the lockdown commenced. The streets were generally empty with a few worming queues of people at grocery stores seeking basic commodities. Security details at supermarkets were ensuring that shoppers maintained social distancing as they queued to access groceries and other goods. Pharmacies that initially announced that they would operate until 10pm changed their operating times and were closing shop at 3pm.

Several fast food outlets were generally closed save for a number that operated from morning and closed in the afternoon.

Commuter omnibuses were also off the streets following a Government directive to have only recommended transport operators on the roads. Law enforcers were also visible both in the CBD and residential areas ensuring that people were observing the lockdown and staying indoors.

Ministry Of Education Clarifies When Schools Will Reopen In Zimbabwe

Zimbabwe’s government closed all schools and colleges on March 24, 2020, in response to the threat posed by the Covid-19 pandemic.

In making the announcement, President Emmerson Mnangagwa said government would determine the date when schools and colleges will open again after assessing the situation. Although Mnangagwa has made a couple of other subsequent announcements on measures the government is implementing to manage the situation, he has not spoken about the re-opening of schools and colleges.

Patrick Zumbo, a spokesperson in the Ministry of Primary and Secondary Education, confirmed that the message circulating on WhatsApp, regarding the re-opening of schools, was fake.

“It’s not true, we are yet to be guided on when schools will open. We closed schools early because of the coronavirus and we await a directive on when to commence lessons,” Zumbo said.

No Food Aid, An No Pay For Multitude Of Foreigners Living In South Africa During Lockdown Period

The corona virus pandemic has hit everyone in the world very hard not just in terms of the health aspect but also in financial terms as the world economy has literally grinded to a halt.

In South Africa the government decided to implement a 21 day lock down to try and curb the spread of the virus, this has meant that all non-essential workers must stay at home. This has put the already vulnerable foreign nationals living in South Africa in an untenable position as their employers have decided to take advantage of them and not pay them during this lock down.

The ones in the country legally and are registered by their employers will have some assistance as they will be able to claim from the Unemployment Insurance Fund but for the thousands if not millions who are not registered or are self employed it is going to be a bleak next couple of weeks.

The government of South Africa is to be commended for the food parcels it has been distributing during this lock down however for foreign nationals who are here legally and are tax payers the criteria the government has used to distribute these food parcels seems quite unfair.

The food parcels are given to you when you bring your valid South African identity document which emphatically excludes all foreigners. So basically these taxpayers are being excluded from benefitting from their taxes which they pay dutifully each and every year in this time of dire need.

Govt To Release $600m To Business For Loses Incurred During Coronavirus Lockdown

More than $600 million will be extended to small businesses, vendors and the elderly by Government in the next fortnight as part of elaborate interventions to compensate for loss of income during the coronavirus-induced 21-day national lockdown.

The lockdown, which began on Monday, will run until April 19.

People who were living on the streets have already been evacuated, while temporary settlements that had been built for Cyclone Idai victims in Chimanimani are being decongested.

The ministries of Public Service, Labour and Social Welfare; Women Affairs, Small and Medium Enterprises and Communty Development, as well as local authorities are working on a database for the affected groups.

Beneficiaries would soon start receiving cash benefits.

“The disbursements are set to start soon. Once we have received the data and verify it, then we start disbursing the grants.

“The payment will be done within the 21-day (lockdown) period.

“This programme is targeting those whose livelihoods were affected by the lockdown. The assistance they will get is short term.”

Ministry of Women Affairs, Small and Medium Enterprises Dr Sithembiso Nyoni said associations that represent small businesses were currently compiling lists of members expected to benefit from the facility.

“We have instructed the associations of small businesses to come up with lists of their members so that they can be forwarded to the relevant authorities,” she said.

Government has also availed shelter for people living in the streets.

Those rounded up have been taken to Ruwa Rehabilitation Centre for temporary shelter while long-term plans are being worked out.

In Chimanimani, Cyclone Idai survivors have been provided with protective clothing.

The settlements have also been decongested. Chimanimani District Development Committee (DDC) chairperson Mr Joseph Manyurapasi said families living in camps have been adequately educated about the coronavirus and the national lockdown.

“The current set-ups in Chimanimani resemble most typical settlements in the country. There is enough space for people to practise social distancing,” he said.

“Unlike during Cyclone Idai where we were caught unawares, this time around we are prepared and we have been educating the people in Chimanimani on how they can protect themselves and prevent the spread of the disease.

“We have received protective clothing and sanitisers from Government.”

Government has also drilled five boreholes at Parirenyatwa Group of Hospitals in Harare to ease the wter situation.

In addition, innovation hubs in universities countrywide have been mandated to produce hand sanitisers and protective clothing.

There is currently a shortage of hand sanitisers in most retail shops, with the few that are available attracting premium prices.

Increased local production is, however, expected to ensure affordable prices.

Mnangagwa In Crucial Covid 19 AU Teleconference

State Media|PRESIDENT Emmerson Mnangagwa on Friday night held a “very important” teleconference with several African Heads of State, French President Emmanuel Macron and World Health Organisation (WHO) director-general Dr Tedros Ghebreyesus to discuss the coronavirus pandemic.

The leaders resolved to ratchet up the fight against Covid-19 through enhanced coordination.

Convened by South African President Cyril Ramaphosa, who is the current African Union (AU) chair, the teleconference also comprised presidents Paul Kagame (Rwanda), Uhuru Kenyatta (Kenya), Felix Tshisekedi (Democratic Republic of Congo), Abdel Fattah el-Sisi (Egypt), Macky Sall (Senegal), Ibrahim Boubacar Keita (Mali) and Ethiopia’s Prime Minister Abiy Ahmed.

Chairperson of the AU Commission Dr Moussa Faki was also part of the high-level discussions.

The parties focused on synchronising efforts as well as lobbying global support for debt relief and a financial package for African countries to save lives.

Yesterday, President Mnangagwa, who is chairperson of the SADC Troika on Politics, Defence and Security Cooperation, described the virtual indaba, which also touched on sanctions imposed on Harare, as “very important”.

“Very important call last night with leaders from across the region. This virus respects no borders. We must work together,” the President said on his official Twitter account.

In an interview last night, Information, Publicity and Broadcasting Services Permanent Secretary Mr Nick Mangwana said the diplomatic engagement bode well for Zimbabwe.

“This was a very enlightening meeting that came out with several resolutions that could be positive to Zimbabwe,” he said.

“Our President suggested during the conference that when the Global Fund for coronavirus is disbursed, ministers from the Bureau countries should hold such teleconferences so that they can share strategies.

“President Kagame is the one who brought in President Macron into the teleconference and the African leaders raised the issue that the French president should take their concerns to G20 member states. The G20 countries have not been activating some of the recommendations that they have previously made such as on climate change and other matters.”

The Heads of State, he added, also considered trading Covid-19 fighting equipment amongst each other.

“President Kenyatta suggested that African countries should buy from each other and enhance trade of such equipment even during the lockdowns that many countries have imposed.”

In a communique released yesterday, the AU said the Heads of State reaffirmed the call for lifting sanctions imposed on Zimbabwe during the meeting.

“The Heads of State and Government strongly urged for the immediate lifting of all economic sanctions imposed on Zimbabwe and Sudan to allow them to adequately respond to the pandemic and save lives. The African Union has repeatedly called for the lifting of these punitive sanctions, which the Bureau consider intolerable and inhumane in the present context,” said the AU.

During the deliberations, the Heads of State resolved to establish inter-ministerial committees to enhance coordination in response to Covid-19.

The AU said: “It was agreed to establish continental ministerial coordination committees on health, finance and transport to coordinate in order to support the comprehensive continental strategy.

“The Heads of State underscored the need for a comprehensive and coordinated continental approach, and to speak with one voice on Africa’s priorities.”

Currently, Zimbabwe is not receiving any financial assistance from the International Monetary Fund and the World Bank owing to legacy obligations to the latter.

During the teleconference, the Heads of State agreed that international financial institutions needed to review their funding policies, while also advocating for a special fund for African nations to fight the pandemic.

“Cognisant of the devastating socio-economic and political impact of the pandemic on African countries, the Bureau reiterated the need for rapid and concrete support as pledged by the G20 and other international partners, including the World Bank and the International Monetary Fund. It is critical that these institutions review their current disbursement policies to display flexibility and speed, including raising the availability of IMF Special Drawing Rights (SDRs).

“The Bureau also echoed the call for a comprehensive stimulus package for Africa, including deferred payments, the immediate suspension of interest payments on Africa’s external public and private debt in order to create fiscal space for Covid-19 response measures.”

The Heads of State rallied for new strategies to fight the pandemic, including ramping up capacities of individual countries to produce medicinal equipment, said the AU.

“The Heads of State highlighted the unprecedented threat that Covid-19 presents to the health of African citizens and to the continent’s hard-won developmental and economic gains. They also recognised the imperative to establish humanitarian and trade corridors in a spirit of African solidarity and integration.

“Given the urgent need for medical supplies and equipment, the Heads of State called for international cooperation and support while up-scaling local production on the continent.”

Member countries were also encouraged to provide US$12,5 million each to help the continent in fighting Covid-19 as a united front.

The Heads of State also reportedly noted progress made in operationalising the African Union Covid-19 Response Fund established on March 26 2020 to which members pledged US$12,5 million and an additional US$4,5 million to Africa’s Centre for Disease Control and Prevention (CDC).

On his official Twitter account, President Kagame said the meeting was highly fruitful.

“We discussed the need for Africa to stand together, speak with one voice and work through our institutions to mobilise resources and harmonise the support from international partners. Thank you to initiatives by African institutions such as @AfDBGroup and @afreximbank for their support.

“The meeting stressed the urgency and need to materialise all commitments swiftly and flexibly. Through coordinated action, we can succeed in mitigating the health and economic impact of #Covid-19 on our population.”

President Kagame also bemoaned the devastating impact Covid-19 has had on the world.

“The loss of and damage to life and economy globally and particularly in Africa is colossal … and so must be the amounts of energy and financial package(s) to bring things back to normal and beyond.”

The leaders took note of the rapid action coordinated by Ethiopian Prime Minister Abiy Ahmed and the Jack Ma Foundation in mobilising over one million diagnostic tests, six million masks and 600 000 personal protective equipment (PPE) items to all AU member states in less than a week.

Zimbabwe has since received its allocation of 20 000 laboratory diagnostic test kits, 100 000 medical face masks and 10 000 protective suits from the donation.

During the meeting, presentations were given by the WHO director-general, Dr Tedros Ghebreyesus, who emphasised the importance of equitable access to tests. Africa’s CDC director, Dr John Nkengasong, updated leaders on the continent’s rapidly increasing Covid-19 infection rates.

Urbanites Resort To “Lockdown House Parties”

A Correspondent- A total of 875 people have been arrested countrywide on Day Five of the national lockdown for violating anti-COVID-19 regulations, at a time when police are raising concerns on “lockdown house parties” which have become a hit.

In major cities, people are reported to be binge drinking and throwing parties in their houses, where substance abuse is the order of the day. At the said parties, children are exposed to fumes from dangerous drugs and cigarette smoke which is dangerous as passive smoking has detrimental health effects.

When reporters toured some Bulawayo suburbs, it established that most residents were beginning to heed the call to stay at home and follow the lockdown regulations as gazetted by Government.

Interviews also showed that people were shaken by the alarming increase in global statistics of confirmed cases which have shot past the one million marks, while nine cases and one death have been confirmed in the country. Although the generality of people is complying with the regulations, some people continue to flout the Government directive as scores have been seen roaming aimlessly in the central business district (CBD) and residential areas.

Police roadblocks continued to be in full forces as scores of people were forced to return to their locations after they were deemed to be making unnecessary trips to the central business district.

The Zimbabwe United Passenger Company was also transporting essential staff only to work stations as members of the public were advised to get essentials from places within a 5km radius from their homes.

In a telephone interview yesterday, national police spokesperson Assistant Commissioner Paul Nyathi said the police force was pleased that people were beginning to heed the call to stay at home although he highlighted there were still some rogue elements who continue to disregard regulations. He said there was a new trend of house parties where people were converging at homes to drink alcohol, flouting laws on social distancing and public gatherings.

“We continue to be in full force across the country and have observed that people are now heeding the call. Generally, people are now complying. The volume of traffic on the roads is also decreasing, showing signs of compliance,” said Asst Comm Nyathi.

He warned people hosting house parties that they would face the wrath of the law if they did not stop their shenanigans.

“However, we note with concern about the growing trend of house parties where people are converging in homes and breaking laws on public gatherings and flouting social distancing and lockdown orders. We, therefore, warn members of the public against these as we will be descending on them without further notice,” he said. Meanwhile, in Gweru, residents have continued to defy the Government’s lockdown directive and vehicular and human traffic are increasing in the central business district.

Yesterday people were crowded at undesignated pick-up and drop off points like the Gweru City Council offices along the Gweru-Bulawayo Road, Amtec and Cathedral looking for intercity transport. In most high-density suburbs, people were going about their usual business.

At Ascot Mtapa and Mambo suburbs, residents blamed Gweru City Council’s failure to provide water, for their failure to fully comply with the lockdown order. Some residents were also seen milling around bottle stores after failing to purchase alcohol from supermarkets which have stopped selling the product

“We have gone for two months without water and it is difficult for us to stay home. We would want to stay indoors but we are compelled to go to boreholes to queue for water because our council has failed to provide us with water. The local authority itself is partially to blame for people’s failure to comply,” said a resident.

Midlands Minister of State Larry Mavhima said the Provincial Joint Operation Command (JOC) will intensify a crackdown on defiant residents. “We are also concerned with what has been happening. We are beefing up security to ensure full compliance,” he said.-StateMedia

Cyril Ramaphosa Gives Mnangagwa A Lesson On How To Hold Meetings During Coronavirus Lockdown Period.

South African President, Cyril Ramaphosa who is the current African Union (AU) chair, on Friday night convened a critical teleconference with several African Heads of State, French President Emmanuel Macron and World Health Organisation (WHO) director-general Dr Tedros Ghebreyesus to discuss the coronavirus pandemic.

The teleconference comprised president Emmerson Mnangagwa, Paul Kagame (Rwanda), Uhuru Kenyatta (Kenya), Felix Tshisekedi (Democratic Republic of Congo), Abdel Fattah el-Sisi (Egypt), Macky Sall (Senegal), Ibrahim Boubacar Keita (Mali) and Ethiopia’s Prime Minister Abiy Ahmed.

The meeting must have been a lesson for Mnangagwa who has recently been summoning people for meetings at State House against Coronavirus lockdown regulations that prohibit face to face meetings and travelling.

He recently held meetings with his cabinet ministers, church leaders, traditional leaders and business community at his official residence contradicting his own decree on meetings and movements during the 21 Day Lockdown.

Thokozani Khupe On Cloud Nine – Interview With State Media

On Tuesday, the Supreme Court upheld a previous High Court judgment that declared Nelson Chamisa an illegitimate leader of the MDC T. The court ruled that Dr Thokozani Khupe was the legitimate acting president of the party when Chamisa got into power after the death of founding leader, Morgan Tsvangirai, on February 14, 2018.

It is now unclear how things will pan out for the opposition political party. The state run Sunday Mail’s Gender and Community Editor FATIMA BULLA spoke to Dr Khupe about this and more.

Extracts from the interview below:

Q: What meaning does the Supreme Court ruling carry for you?

A: I welcome the Supreme Court ruling. It does not only carry something for me but it offers justice for everyone who believes in fairness and democracy. You must remember that this case was brought by our organising secretary from the Gokwe Sesame District. This ruling carries so much meaning. Above all, it is important for our democracy and to all who aspire to be leaders in society.

Q: Some say you already knew the judgment prior to it being passed. Is this true?

A: I learnt of the pending judgment from my lawyer, Professor (Lovemore) Madhuku, who had been contacted by the relevant officials to attend the proceedings. This particular case has been going on for a year and the leadership dispute since February 2018.

Naturally, our members have been anxious and it was prudent that we call for calmness among our members who felt betrayed by the justice system through delays which they could not understand, especially in the face of blatant criminality and injustice which occurred after the death of Dr Morgan Tsvangirai. It was important that we make an appeal to our members to accept the outcome of the SC (Supreme Court) judgment regardless of whether it was against us or in our favour. Calling for calmness does not suggest anything except what it means. We are a law-abiding political party.

Q: What impact does the ruling have considering there are two factions, your MDC and MDC-A led by Nelson Chamisa?

A: The court ruling is very clear. You are correctly putting it that these are factions of the same party. One remained in the Alliance and the other opted out of the Alliance. The court has ordered both factions of the MDC-T to go to an extraordinary congress to elect a substantive president. The Alliance was a conglomeration of seven parties, with MDC-T being part of that Alliance.

Q: You contested as MDC-T leader while Nelson Chamisa was on an MDC-A ticket in the 2018 elections. Sentiment is that the court ruling does not change the status quo. What do you say to that?

A: The court was about the legitimate successor to Dr Tsvangirai and what the court has done is to correct the wrongs that were committed by Mr Chamisa and his faction. It has afforded membership of the MDC-T an opportunity to elect its leader as provided for in the constitution of the MDC. We are a social democratic party, which has to live by its founding principles. We subscribe to the ideals of our organisation’s constitutional democracy. We do not subscribe to political expediency.

Q: There is talk of assets and the parliamentary budget of US$7 million at the centre of your fight with Nelson Chamisa. Is what is unfolding before us politics of the tummy?

A: If you have been following the case you will realise that I objected to the unconstitutional appointments of additional VPs way back in 2016. I was the only elected VP of the party. My duties were to assist the president of the party, whose duties included defending and upholding the constitution of the party.

It has never been about assets of the party. It has always been about constitutionalism and democracy. It is the responsibility of the leader of the party to make sure that there is proper governance and sound administrative polices in the party.

The US$7 million that you are referring to is political finance which belongs to the organisation. Whatever funds are received, they must be accounted for. Political finances are meant to fund the activities of the organisations and not an individual. So I am not fighting for myself but the party as a whole.

Q: The court has directed you to convene an extraordinary congress within three months. Are you considering the MDC-A and how will this work out?

A: The extraordinary congress is for the MDC-T and it excludes its Alliance partners. The court did not direct us to include the other six Alliance partners. So we are looking forward to all members of the MDC-T to come together in compliance with the court judgment.

Q: Judging by the number of votes Mr Chamisa polled in the last election compared to yours, some say you should talk to Mr Chamisa and work out a way forward. Is there such a possibility and under what terms would that work out for you?

A: He had the party machinery and resources. Besides the court has directed that we go to an extraordinary congress to elect a leader. I am currently facilitating that and making sure that we hold the extraordinary congress. I am not clear why I must talk to Chamisa outside what has been provided for by the court and our constitution. I cannot be seen to make my own arrangements outside the explicit directive of the court. I will be in contempt of the same.

Q: You have been accused of being a sell-out for joining the Political Actors Dialogue (Polad). You were also part of a team that toured President Mnangagwa’s farm. Sexist comments were also directed at you. What are your thoughts on this?

A: The sexist comments are more of a reflection on those people who make them and the society which tolerates such. Polad requested the President of the country to celebrate Unity Day at his farm, and being a member of Polad, naturally, I attended. Currently, there are 17 out of the 23, 2018 Presidential candidates in Polad.

As an individual, I find it absurd that joining a dialogue platform is equated to selling out. Our country needs all of us to put our heads together and proffer solutions to the Government of the day. I do not believe that there is any other practical solution to resolve the challenges that we face except to iron out our differences and rescue the suffering masses of our country. I am a mature individual who believes in dialogue as a means to resolve issues.

I am not the first opposition individual to meet with President Mnangagwa, the late Morgan Tsvangirai met with him on several occasions accompanied by Chamisa, who even attended the 2018 independence celebrations presided over by the same Government. I think it is only fair that we apply the same standards to measure people, considering I did not visit President Mnangagwa’s farm as an individual but as part of the team that is in dialogue.

Q: There are allegations that some money was misused within the MDC-A. Is this an issue that would be within your purview to deal with? Do you now have power to intervene?

A: Currently, I do not have details of how the money was used. I have read also in the media about the allegations. In the MDC-A we have our party MDC-T, certainly we will be interested to find out what has been happening with regards to public funds under the previous leadership of Mr Nelson Chamisa. I would like to lead a corruption-free organisation and if time permits, I would like to get to the bottom of the matter.

Q: You won the fight against cancer, now the court ruling. How do you think you will fare in the task ahead?

A: God has led me this far. I believe in prayer. With God all things are possible. I will allow God to lead me once again as we restore our party and as we explore ways of getting our country out of its current problems.

To our members and the general population, I would like to thank you from the bottom of my heart for the support you gave me throughout the years and as we went through a difficult time as a party. I believe great things lie ahead. Give us a chance to rebuild our party and our great country. We have no other home except Zimbabwe. Let us work together and fix it. United we can achieve so much more.

MDC-T leader Thokozani Khupe who lay week got a surprise Supreme Court ruling declaring her the leader of an unclear political formation which ropes in MDC leader Nelson Chamisa has immediately revealed that she wants Chamisa to account for $7m paid to the MDC for its presence in parliament under the political parties finance by government.

Government recently released more than $7 million to the MDC led by Chamisa as part of the $25 million that was shared with the ruling Zanu-PF as funding from the Political Parties Finance Act.

Khupe is on record clearly declaring that she is in politics just for the money and nothing else.

“I personally I love a better life. Your life is good man. But life can only be good when you have money in your pocket. Because money speaks. We are all here because we want money… We are in politics because we want money,” she said in a file video.

Drunk Vic Falls Police Officers Run Amok

POLICE in Victoria Falls are investigating a case where four junior officers, who were seemingly drunk, allegedly ran amok and assaulted residents leaving two injured and hospitalised on Friday evening.

The beatings left Mr Munyaradzi Sakho (29) who is a former Triangle FC soccer player hospitalised at Victoria Falls Hospital with multiple injuries on the back and face while Mr Stanley Chiwambo (41) was treated and discharged. The two were beaten at the houses facing Mukali Business Centre at about 8pm on Friday and the four suspected police officers allegedly fled from the scene as residents threatened to beat them up after Mr Sakho had collapsed as a result of the assault.

National police spokesperson Assistant Commissioner Paul Nyathi yesterday confirmed the incident and said investigations were still going on.

“We are investigating with a view to identify the officers involved and find out what transpired. We want to establish how and why they went to that house because they were not on duty. Correct facts will only come out after the investigations,” said Asst Comm Nyathi.

Residents told Sunday News that the four policemen had been on duty patrolling in the suburbs during the day and were still in uniform when they allegedly committed the offence. Residents alerted the residents association leadership who then phoned police and identities of the suspects were not yet known yesterday.

Mr Sakho, struggling to speak from his hospital bed, said he was beaten up within the yard at his place of residence.

“I closed the butchery where I work and went to submit the day’s cash to the owner. I had just got home when they suddenly pounced on me when I was at the veranda. I couldn’t even understand what they wanted because they asked for our neighbour and when I said I didn’t know his whereabouts they started beating me up and dragged me out of the yard,” said Mr Sakho.

The Victoria Falls Combined Residents’ Association (Vifacora) released a statement condemning the acts of police officers.

“Four off-duty police officers yesterday (Friday) evening decided to abuse their office and went on a spree of beating up residents in their homes. They were spotted drinking alcohol around Mkhosana during the day while on duty and upon finishing work decided not to go home but went around still in their uniforms assaulting residents,” said Vifacora chairman Mr Morgen Dube.

“As residents we condemn this kind of behaviour from police who are entrusted to protect the society and ensure people abide by the law as well as comply with the lockdown measures put in the wake of this deadly Covid-19 pandemic. We want these culprits to be dealt with to send a message to the whole society that no one is above the law and that their actions were criminal and not part of their duty,” said Mr Dube.

Masiyiwa Donates 45 Ventilators

Econet Wireless founder and Chairman, Strive Masiyiwa has donated 45 Ventilator Intensive Care Unit (ICU) suites to Zimbabwe to help the country fight the novel coronavirus (COVID-19).

Masiyiwa revealed the development on his Facebook blog which he uses to interact with over 1 million people across Africa and beyond. He wrote:

If you have been following developments through serious media, and listening to medical experts, you will know by now that the COVID-19 virus attacks the lungs and, at its most acute, it becomes difficult for the person to breath.

There is a type of hospital equipment called a Ventilator, which is used to keep the person alive, whilst they battle with the illness.

Because of the huge demand, this machine is now almost impossible to get, even if you have money to buy. The waiting list with producers runs into months.

It is also not something you can just produce, because of the technology and the supply of parts for it.

Since Higher Life Foundation Zimbabwe is run by a medical doctor, they have been trying to get some of this equipment, which costs from $15,000 up to $100,000 each.

Business leaders and entrepreneurs in every African country must come together and set up funds to buy this life-saving equipment.

Don’t just wait for governments.

By way of example, our foundation, in Zimbabwe – working with some of our donor partners – have just secured 45 full ICU Ventilator suites for distribution to Zimbabwe’s public hospitals.

They will be shipped before the end of the month. This is a drop in the bucket, in terms of actual requirement, so I hope groups like mining companies, bottling groups, banks and others will follow our example.

Khupe Tells State Media That Chamisa Has To Account For ZWL$7 Million MDC Funds

STATE MEDIA: Mr Nelson Chamisa, whose ascension to the helm of the opposition MDC-T in February 2018 was recently nullified by the Supreme Court, has to account for the $7 million he received under the Political Parties Finance Act.

Last week, the Supreme Court upheld a High Court ruling which declared Mr Chamisa as an illegitimate leader of the opposition political party and nullified decisions he made while purporting to be president.

The party was also ordered to hold its congress within the next three months to correct the illegality, which was considered an affront to the organisation’s founding values and constitution as a social democratic party. Dr Thokozani Khupe, who was declared as the legitimate acting president of the party as the most senior elected official after the demise of former president Dr Morgan Tsvangirai on February 14 2018, told The Sunday Mail that it was in the party’s interest to account for how public funds were used.

Government recently released more than $7 million to the MDC-Alliance as part of the $25 million that was shared with the ruling Zanu-PF as funding from the Political Parties Finance Act.

The law prescribes monetary allocations to any political party that garners 5 percent of the total votes cast in national elections.

MDC-A has already been reeling from a scandal where $2 million allegedly vanished from its coffers.

The party had to rope in a team of independent auditors to comb through the organisation’s books. Separately, the party has begun preparations for the congress, with a call for nominations for the party presidency set to be announced in the coming weeks.

Econet Employees Defraud Company of ZWL$19 Million

Two suspected fraudsters, both employees of Econet Wireless have appeared in court facing charges of stealing RTGS$19 984 475 which is probably the biggest fraud ever to hit the country’s telecommunications giant.

Chipinge magistrate Poterai Gwezhira was told by the State that the amount was exchanged on the black market for foreign currency through street vendors. Analysts said that the amount is huge and was a significant factor in the fall of the RTGS$ against the US$.

The two suspects are Mukai Maringe Mapanzure (35), a sales consultant at the Chipinge Branch which is housed at the NSSA Complex and Trymore Chimoyo (30), a brand ambassador for Econet based at Checheche.

Mapanzure appeared in court on Monday while his alleged accomplice Chimoyo appeared on Wednesday. They were ordered to pay $10 000 bail each and Mapanzure to stay at 4170 Medium Density Chipinge and Chimoyo at 213H Checheche Growth Point They will report to the Police on Monday, Wednesday and Friday.

The State alleges that Mapanzure directly siphoned the money from Econet and sent it out to foreign currency agents to transfer it into foreign currency. Chimoyo who acted as an accomplice allegedly collected the foreign currency from street vendors and surrendered it to Mapanzure.

The State papers reads; “During the period extending from December 30, 2019 to 21 March 2020, the accused who is employed by Econet Wireless as a sales consultant based at Chipinge Branch hatched a plan to steal from his employer. In his capacity as an employee with the ability to access the company’s EZW merchant mobile broadband merchant number 0784953460, created a sim card for the complainant’s merchant number and processed a private identification number to access the account. He also created two agent numbers 0771378844 and 0785042806 and registered them in fictitious names of Nyachidze Primary School and Ariston Holdings respectively. He inserted the counterfeit sim card for merchant number 0784953460 in his mobile cellphone with IMEI number 359725084071720 and misinterpreted as if he was the real owner of the account mandated to effect withdrawals. He transferred large sums of ecocash RTGS on different times to merchant number 0785042806 and 0771378844 thereby causing actual prejudice to the complaint of $5 186 000-00,”

It is understood that the full prejudice came to light when Chimoyo was arrested.

“The accused person on different times collected forex from street vendors who had received large sums of money from the actual perpetrator. He transformed large sums of realised ecocash RTGS on different times and handed the money to the accomplice thereby facilitating disposal of cash prejudicial to the complainant of RTGS$19 984 475- 00,” read part of the State papers against Chimoyo.

Police Assaults Journalist, Forces Him to Delete Footage

Freelance journalist Panashe Makufa was beaten up by members of the Zimbabwe Republic Police (ZRP), on Saturday around 1700hrs in the Harare suburb of Kuwadzana while undertaking his professional duties.

Makufa briefed MISA Zimbabwe that he was taking pictures of a police operation wherein they were dispersing people in Kuwadzana as part of their enforcement of the national lockdown.

It has come to our attention that when the police approached him, Makufa produced his accreditation card and it was disregarded as having expired. The four police officers also instructed Makufa to get into their police vehicle where he was assaulted by two officers and forced to delete pictures before being dropped off at Kuwadzana 2 shops.

The MISA Zimbabwe lawyer is assisting Makufa on legal steps to take in response to the assault and loss of the entire day’s worth of footage. MISA Zimbabwe is also assisting the freelance journalist with access to medical attention.

Govt Hikes Fuel Price As Chasi Offers to Explain Reason Behind Price Changes

The Zimbabwe Energy Regulatory Authority (ZERA) has announced new fuel prices with effect from 5 April 2020.

The new prices will see diesel being sold at ZWL$21.52 while petrol is now ZWL$21.77.

This has come as shocking news considering that on the global market, oil prices are going down due to COVID-19.

Energy minister, Advocate Fortune Chasi said those questioning the move to increase fuel prices have a legitimate concern which he will address in due course.

“FUEL PRICE INCREASE: the question being asked as to why our fuel price is going up when international prices are going down is a legitimate one. I will endeavour to give an explanation later today,” he said

Jaure Wife Breaks Silence

HOSPITALISED Dynamos skipper, Partson Jaure, is recovering remarkably after undergoing a head operation last Sunday and there is heightened optimism within his family, the defender’s wife, Fadzai, has revealed.

The 29-year-old Warriors centre-back suffered serious head injuries in a car accident on March 22.
It is believed that he has a 50-50 chance of returning to action.

Jaure reportedly lost control of his vehicle before it rammed into a tree in a near-fatal accident that left the defender with a depressed skull.
“Partson is recovering well, we can even talk now,” Fadzai told The Sunday Mail Sport .

However, the last two weeks have not been easy for the 25-year-old mother of two.
Getting her to talk about the ordeal was naturally difficult, especially for someone who is ordinarily media shy.

“Personally, I prefer to keep a low profile, but I guess I have to speak out given the circumstances. It has not been easy for me since that Sunday morning when I received the call from my mother-in-law,” she said.

She was still very deep in her sleep when the phone rang, at around 4am, on that fateful Sunday.

What made the call more suspicious was that it was coming from her mother-in-law at that odd hour.
Fadzai was not at all prepared for what she heard from the other end of the call.

She is studying towards a degree in Supply Chain Management at Chinhoyi University of Technology, and was in the Mashonaland West town when she received the dreadful call. “My mother-in-law called me early in the morning, around 4am, that Sunday, informing me about the accident.

“It was difficult to digest her message. I was shocked and afraid at the same time.”

Jaure underwent an operation at Health Point in Harare last Sunday.

Mnangagwa Impressed With Nation’ s Response To Lockdown

President Mnangagwa has applauded Zimbabweans for self-discipline during the ongoing 21-day lockdown, while advising farmers supplying produce to urban centres and other localities to continue to operate and agricultural markets to remain open as the country enters Day 6 of the lockdown today.

Further, the President said veterinary outlets and related services should continue operating as the country fends off livestock diseases.

Addressing the nation at State House yesterday, President Mnangagwa said the presence of military personnel on the streets and other places was just symbolic, as people heeded the Government call.
He said the nation’s safety and collective security lay in self-discipline, but people should not be deceived by the low infection numbers and Government should continue to scale up preparations.

“Apart from the focus on the pandemic itself, it is integral that we keep our economy moving forward during this period of lockdown.
“Food supply must be guaranteed, with minimum shocks or disruption.

Farmers must continue to produce for our nation even under conditions of lockdown.

Farmers and traders alike must equally continue to deliver produce to markets, including those markets that supply our cities, towns and growth points.

“To that end, I directed our security arms to ensure pathway of food supply.

All agriculture activity must remain undisturbed throughout the period of the lockdown. All our producers must continue to feed our nation with minimum hustles. Equally, our veterinary outlets and services must continue to run as we fend off the diseases against our livestock.

Our outlets and field teams working on projects meant to climate-proof our agriculture and towards impending harvests as well as winter wheat programmes must be facilitated.”

He said the country was not yet out of the woods but applauded Zimbabweans for high level self-discipline during the lockdown.

“Only last week, I directed a total lockdown of our society for a duration of 21 days. As your President, I am proud of the way most of you have responded to the lockdown,” said President Mnangagwa.

“Except where absolutely necessary, you have stayed home together with your families.

You have observed and voluntarily enforced social distance and religiously followed routines of basic hygiene as recommended by the World Health Organisation.

Social interactions have either stopped or drastically reduced. We are on the right path.

The deployment of security arms has largely been symbolic, with you our citizens heeding the call, taking the lead and showing the way in the fight against this pandemic. Well done Zimbabweans and keep it up,” said the President.-State media

Zim Major Stadiums Condemned Again

ZIFA has received the report concerning preliminary inspections done on the National Sports and Barbourfields in March.

The report further confirms that the two facilities do not meet minimum standards expected by FIFA and CAF to host Warriors’ matches.

Both stadia are still barred from hosting senior men’s competitions, but they are approved to host youth and women’s competitions.

The inspection done in March was meant to provide ZIFA and stadium authorities with guidelines on areas that require attention before the final round of inspections scheduled for June and July 2020.

Government and Bulawayo City Council have been notified of the recommendations made by CAF inspectors, and the urgent need to attend to issues raised cannot be further emphasised.

If work on recommendations is complete, ZIFA will invite CAF to conduct another inspection between 15 June and 20 July to determine whether or not we can play senior men’s competitions at home.

Our local stadium inspection team, the First Instance Body will conduct weekly inspections to ensure that refurbishments at National Sports and Barbourfields Stadiums are in line with the expectations of CAF and FIFA.

1500 Arrested For Defying Lockdown…

POLICE have arrested more than 1 500 people across the country since the 21-lockdown started on Monday for defying rules and regulations stipulated under the directive which was put in place to minimise the spread of coronavirus (Covid-19).

National police spokesperson Assistant Commissioner Paul Nyathi told Sunday News that as of yesterday afternoon, 1 516 people had been arrested for various offences related to failure to observe rules and regulations related to the lockdown.

Asst Comm Nyathi said despite the arrests, the general public has responded well in taking heed of the call to stay at home during the lockdown period.

“From the first day up to today (yesterday) we have arrested a total of 1 516 for various offences throughout the country which include the issue of operating shebeens, traffic offences and people who are trying to open bars yet they are no exception. We also have some businesses that are trying to open when they should not be opened,” he said.

Asst Comm Nyathi said the public was also failing to observe social distancing.

“People are also not observing the issue of social distancing and we are saying people must observe social distancing guidelines as given by the Government,” he said.

Social distancing or physical distancing is a set of non-pharmaceutical interventions or measures taken to prevent the spread of a contagious disease by maintaining a physical distance between people and reducing the number of times people come into close contact with each other.
Asst Comm Nyathi said the public was also failing to stay indoors.

“People should also stay indoors, we have had a challenge of people who are moving around without reason.

Some are driving and some are walking on the streets particularly after 5pm. We are asking those people to stay indoors and observe safety measures,” he said.-State media

Bill Withers, an American soul singer popularly known for timeless classics such as Lean on Me has died aged 81.

Withers’ family told the Associated Press that Bill succumbed to heart problems in Los Angeles on Monday.

ZACC Says: We Only Managed To Hire 9 Out Of 60 Experts

When life returns back to normal after the coronavirus outbreak has been contained, the Zimbabwe Anti-Corruption Commission (Zacc) will have to restart its recruitment drive after it emerged that only nine of the targeted 60 experts took up job offers owing to poor remuneration and conditions of service.

The nine new recruitees are inexperienced freshly minted college graduates. Zacc chair Justice Loice Matanda-Moyo confirmed to The Sunday Mail that the commission was facing serious challenges in attracting experienced experts to deal with sophisticated corruption cases.

Treasury recently gave the greenlight for the corruption-fighting body to engage 60 new personnel who include accountants, ICT experts, engineers, lawyers, auditors and forensic investigators.

However, the recruitment drive has hit a snag.

“The new investigators did not come because of low remuneration; because Zacc workers are paid using the civil service salary scale. The problem is that being a Zacc investigator is a high-risk job. Why would one leave the legal fraternity to join Zacc where the salary is low but the risk is high?” she said.

The commission believes investigators should ordinarily be given risk allowances as is the case with some State departments.

“There are dangers of being a Zacc worker; therefore, our salaries must be different from those of the civil service. Surely, something must be done to attract critical staff if we are to effectively fight corruption.”

The nine greenhorns that decided to take up the available posts are said to be undergoing intensive training to deal with corruption cases.

Some of the experts who turned their backs on the anti-graft body are understood to be employed by State-owned enterprises and the private sector.

Justice Matanda-Moyo said: “Our problem persists because we cannot lure anyone. There are no benefits or remuneration that is meaningful. “We are back to square one. However, we are working on making sure that things change for the better.”

Liaison between Zacc and the Public Service Commission (PSC) to review both remuneration and conditions of service are presently underway after which, subject to a favourable outcome, new packages would be offered to the 51 outstanding investigators.

The commission is pushing for high salaries, anti-corruption allowances and other non-monetary incentives to lure new skilled staff.

“We have already sent our proposals to the Public Service Commission and they understand the gravity of the matter. We hope they are addressing it as a matter of urgency so that the corruption fight can go on.”

Investigators who spoke on condition of anonymity claimed they were earning $4 000 per month and did not have medical aid or pension benefits.

They claimed that their counterparts in Zambia, for instance, were given an anti-corruption allowance amounting to around US$4 000.

“We are doing a high-risk job but our salaries are pathetic. Zacc is an independent commission but when it comes to salaries, we are graded as civil servants. Why can’t we have anti-corruption allowances so that investigators will not be tempted to take bribes,” said one investigator.

The recent reconstitution of Zacc under the stewardship of High Court judge Justice Matanda-Moyo is believed to have added fresh impetus to the fight against the deep-seated rot in both the public and private sectors.

There are, however, still concerns on the pace with which cases have been moving in the courts.

In order to mount an effective war against graft, the commission is in the process of being repurposed and restructured.

An asset recovery unit has already been set up, while a series of training and workshops to capacitate staff have been completed. More workers are needed to investigate and process the cases before the commission.

Presently, there are over 700 cases under investigation, of which 74 are high profile.

On January 27 this year, Prosecutor-General Kumbirai Hodzi said efforts were underway to give anti-corruption officers attractive packages.

“I had a meeting with President Mnangagwa and it was agreed in that meeting together with Treasury that we are going to take extraordinary measures that are going to ring-fence not only prosecutors, but every worker, every officer who is involved in anti-corruption work,” he said.

“Those measures include creating a very effective fence against compromise. It has been agreed that the salaries and allowances of the anti-corruption workers will be looked at in a manner that will ensure they will be freed and protected.”

He added that the workers would be provided with accommodation, transportation and allowances to ensure that they are not compromised. – Sunday Mail

Fake Sanitizers Hit Zimbabwe

Crooked traders are bilking consumers by selling fake hand sanitisers, raising fears cheated members of the public might be exposed to the coronavirus.

The global outbreak of Covid-19 has led to an exponential rise in demand for per­sonal protective equipment (PPE) like hand sanitisers, face masks and surgical gloves.

Established PPE dealers are fast running out of stock and finding it increasingly dif­ficult to replenish. Naturally, prices have been adjusted upwards. Pharmacies in the capital are selling a 125ml bottle of hand sanitiser for US$3 (or the equivalent in local currency).

Before the crisis, the same product used to sell for less than US$1. Dodgy traders have since emerged to fill the gap with cheap yet fake products.

The Ministry of Health and Child Care believes that the country needs at least 2,3-million litres of hand sanitiser liquid to provide every citizen with 150ml of the liquid per month. Treasury has since disbursed $33 million to help universities that are manufacturing hand sanitisers and face masks to ramp up production. Most of the institutions are currently producing an average of 12 000 litres of hand sanitisers and 15 000 face masks per day. Sanitisers contain antiseptic agents and can be con­veniently used to cleanse hands when soap and water are not readily available. They offer protection by preventing or reducing bacteria, viruses and other pathogens that can cause infections.

Investigations by this publication estab­lished that an assortment of dangerous chemicals with a high concentration of ethanol are being packaged and sold as sanitisers. One such chemical is glutaral­dehyde or cidex— a potentially harmful liquid containing dangerous substances, which can cause irritation to the skin, eyes and throat if inhaled or swallowed.

As a disinfectant, it is commonly used to sterilise surgical instruments, among others. But backyard manu­facturers of the fake sanitisers main­tain that their products are genuine.

“The stuff is not bad. All com­ponents used are not hazardous. However, some of the chemicals we use are for manufacturing toi­let disinfectants, but again, that is not bad since they all act against bacteria or viruses,” revealed the manufacturer, who declined to be named.

Unbranded sanitisers have noticeably flooded most high-den­sity suburbs around the country. The products, however, are beginning to take a toll on some victims.

“I felt a burning sensation and irri­tation at night after spending the day applying a hand sanitiser I bought on the street. I then woke up the following day with my hand partially bruised and burnt,” recounts Munashe Tanganai from Tynwald South.

Tanganai bought his 500ml bottle of “hand sanitiser” in the streets of Harare a day before the 21-day lockdown began.

His hands are visibly burnt and he says he is not the only one affected.

“I bought a big bottle, at bargain price, so that I could share with my other family members. My elder brother also com­plained after using it but his case is not as severe as mine,” he adds. Doctors opine fake sanitisers not just come with a false sense of safety but can also have side effects.

“There are dangerous as these often have side effects on the human skin. Peo­ple are using sanitisers to get rid of viruses but if the product is fake, it exposes the user to potential harm not only from the virus, but also the dangerous chemicals used,” said Dr Boniface Mariga, a pulmonologist and part-time lecture at a local university.

Zimbabwe Republic Police spokesper­son Assistant Commissioner Paul Nyathi said law enforcement agents were “work­ing with relevant authorities to protect citizens from unscrupulous traders”.

“The public should feel free to approach relevant authorities so that police investi­gate and arrest these culprits.”

The International Criminal Police Organi­sation (Interpol) last month arrested at least 121 individuals involved in mass produc­tion of fake masks, sanitisers and supposed coronavirus spray across 90 countries.

As a result, the public, according to the Consumer Council of Zimbabwe (CCZ), have to be vigilant and report any suspicious cases. “The public needs to understand that not only unlicensed traders sell knock-offs, thus they need to be cautious every time. We urge them to report to us or the police any cases so that culprits are brought to book,” said CCZ deputy executive director Mrs Rosemary Mpofu.

A pharmacist, Mr Aaron Mutendi, said some industry players were trying to enrich themselves by taking advantage of the unfolding global health crisis. “It has always been the nature of businesspeo­ple to try and capitalise on a crisis like this one, but it is not the right thing to do,” he said.

“There are dubious products on the market. (The) good thing is most of our consumers are aware. A circular has since been issued requesting consumers to buy masks and sanitisers from licensed deal­ers,” said Mike Karimazondo, who operates pharmacies in various high-density sub­urbs in the capital.

Health experts say washing hands with soap is a much more effective method for disease prevention than hand sanitisers.

Bill Withers, an American soul singer popularly known for timeless classics such as Lean on Me has died aged 81.

Withers’ family told the Associated Press that Bill succumbed to heart problems in Los Angeles on Monday.

No English Premier Soccer League Action In May

At a meeting of Premier League Shareholders today, clubs discussed in detail how to respond to the COVID-19 global pandemic.

First and foremost, it was reaffirmed that the overriding priority is to aid the health and wellbeing of the nation and our communities, including players, coaches, managers, club staff and supporters.

Season restart
It was acknowledged that the Premier League will not resume at the beginning of May – and that the 2019/20 season will only return when it is safe and appropriate to do so.

The restart date is under constant review with all stakeholders, as the impact of the COVID-19 pandemic develops and we work together through this very challenging time.

The Premier League is working closely with the whole of professional football in this country, as well as with the Government, public agencies and other relevant stakeholders to ensure the game achieves a collaborative solution.

With this, there is a combined objective for all remaining domestic league and cup matches to be played, enabling us to maintain the integrity of each competition.

However, any return to play will only be with the full support of Government and when medical guidance allows.

The sporting and financial implications for Premier League clubs as well as for The FA, EFL and National League were considered at today’s meeting.

Consulting players
In the face of substantial and continuing losses for the 2019/20 season since the suspension of matches began, and to protect employment throughout the professional game, Premier League clubs unanimously agreed to consult their players regarding a combination of conditional reductions and deferrals amounting to 30 per cent of total annual remuneration.

This guidance will be kept under constant review as circumstances change.

The League will be in regular contact with the PFA and the union will join a meeting which will be held tomorrow between the League, players and club representatives.

Solidarity with clubs below PL
Discussions also took place regarding financial relief for clubs in the short term and while there is no single solution, measures are to be put in place to immediately deal with the impact of falling cash flow.

Critically, the League unanimously voted to advance funds of £125 million to the EFL and National League as it is aware of the severe difficulties clubs throughout the football pyramid are suffering at this time.

Supporting NHS
Further to that assistance, the League remains committed to supporting the National Health Service, its staff and helping people in communities, not least those who are most vulnerable.

The League, clubs, players and managers express huge appreciation for the heroic efforts of NHS staff and all other key workers who are carrying out critical jobs in such difficult circumstances.

Bulawayo Has No Coronavirus Testing Centre, Patients Have To Be Driven To Harare

The Beautiful Bulawayo Trust, a committee formed to spearhead the fight against coronavirus (Covid-19) in the city has been given one week to set up a testing and isolation centre after it emerged yesterday that Bulawayo has no such facility.

Thorngrove Infectious Disease Hospital which had been earmarked to cater for Covid-19 cases in the city is still undergoing renovations and in the event of a reported case in the city, the patient has to be transferred to Harare for isolation.

The revelations were made by the Minister of Local Government and Public Works, July Moyo at a Press conference after a meeting between a delegation from the Inter-Ministerial Taskforce on Covid-19 and members of the Trust last night.

The Trust is made up of various people from Bulawayo, ranging from academics to industrialists, who have come together to raise funds to help establish Ekusileni Medical Centre as a national Covid-19 isolation centre. Moyo said the Trust has handed over a working document to the Ministerial Taskforce, which would be presented to President Mnangagwa.

“We will hand over this document to the President for deliberation but noting the situation which we are in at the moment, we have given the Trust a week to become operational of which they have assured us that they will be in a position to admit their first patient, if any, in the next week.

“They have said they will start with a carrying capacity of 50, as the 50 beds are already available but the capacity is to go up to 200 but what the people of Bulawayo have said is that depending on the intensity of this coronavirus they think it is necessary to have a 600-bed capacity in the whole Metropolitan Province,” said Moyo.

He said Bulawayo did not have an isolation centre in case of an outbreak.

“In terms of testing there is equipment at the National University of Science and Technology and at Mpilo Hospital. We are in the process of combining these so we can do the testing here locally. I understand in Bulawayo we currently have the rapid testing equipment but it is not complete, so they have not started testing, therefore testing is at the moment only being done in Harare where samples from all corners of the country are sent,” said Moyo.
Early in the week, Sunday News sent written questions to the local authority’s spokesperson, Mrs Nesisa Mpofu who revealed that the local authority required US$300 000 for the complete refurbishment of Thorngrove hospital to be able to house Covid-19 cases.

“A third or less would make the hospital able to admit the first 50 patients comfortably,” said Mrs Mpofu.

Also present at the Press briefing were Minister of Public Service, Labour and Social Welfare, Professor Paul Mavhima, Minister of Higher Education, Science and Technology Development, Prof Amon Murwira and the Minister of Environment, Tourism and Hospitality Industry, Mangaliso Ndlovu.

Meanwhile, the Government has directed that all council and privately-owned clinics and hospitals will fall under the direct jurisdiction of the Ministry of Health and Child Care as the country tries to prevent the spread of coronavirus.

This comes amid revelations that 21 health facilities have been identified to be turned as Covid-19 testing centres in Bulawayo, 19 of which are council-owned clinics.
“This all is done to ensure co-ordination and monitoring, so that we are able to win this war as a team,” said Moyo.

Moyo further revealed that the Ministerial Taskforce was now actively involved in the mapping exercise where Covid-19 test sites in all districts are being identified.

“Right now, the numbers are few but we must not relax because we have not yet tested a lot of people, so when the testing increases, we might face challenges, which is why we are here as ministers to work on this mapping exercise. I am especially happy that people of Bulawayo are also working hard being led by the Provincial Affairs Minister Judith Ncube ,” said Moyo. – Sunday News

Zanu Pf Chair In Soup For Working With Opposition Councilors

By A Correspondent- A Zanu PF official and council chairman for Chikomba District, Israel Dhikinya is reportedly under fire from the party’s leadership in the district for allegedly working with councillors from the opposition MDC.

NewsDay reports that a letter dated March 24, 2020, has been sent to Joel Biggie Matiza, the party provincial chairperson, copied to the President’s Office and the district development co-ordinator notifying him of the resolution to bar Dhikinya serving as the council chairman.

Dhikinya is accused of assigning an unnamed MDC Alliance councillor to distribute food to Zanu PF supporters during the official handover of government houses to Cyclone Idai victims in Masasa recently.

It reads in part:

We have resolved in the meeting of the Chikomba Zanu PF leadership that Dhikinya, who is the chairman of the Chikomba Rural District Council, stops to operate as the chairman of the council representing Zanu PF as he is causing damage to the name of the party (sic).

Dhikinya is also accused of denouncing the party and refusing to give council residential stands to Zanu PF youths for free.

The development was confirmed by ZANU PF provincial member in Chikomba District, Moses Matarutse.

“We Were Merely Maintaining Law And Order”: Police Explain Harvest House Siege

By A Correspondent- Zimbabwe Republic Police reportedly laid siege of Morgan Tsvangirai House, Formerly known as Harvest House, which is the Headquarters of the opposition MDC.

NewsDay reports that police officers denied members of the MDC from both the faction led by Dr Thokozani Khupe and the other led by advocate Nelson Chamisa.

The report comes amid allegations that the two MDC formations are fighting over control of the building following the Supreme Court ruling on the party’s leadership crisis.

The development was confirmed by national police spokesperson Assistant Commissioner Paul Nyathi who told NewsDay that the police were merely maintaining law and order.

He said:

Police officers are maintaining law and order in terms of the constitutional mandate that they have in terms of ensuring peace and security, particularly now that the nation is implementing measures to prevent the spread of COVID-19.

Nyathi refuted reports which say people were being turned away. NewsDay Weekender, however, claims that on Friday morning, a police truck was parked at the entrance of the party headquarters, with armed police officers milling around and forcing people to the ground near the premises.

Biti was also blocked from holding a press conference at the premises.-Newsday

Sticky Fingered Zanu PF Driver Nabbed Over US$460, ZW1.7k

By A Correspondent- Police here have arrested Monalisa Jessiman, a driver for the ruling Zanu-PF party in Guruve for allegedly stealing US$460 and $1 700 which she then used to buy beer and clothes for her baby.

Police reports say Jessiman had been offered a lift in a pirate taxi, and she sat on the passenger seat. However, she stole the money which was under her seat and proceeded to spend it.

Mashonaland Central police spokesperson Inspector Milton Mundembe confirmed the case, but denied that the woman worked as a driver for Zanu-PF.

“I can confirm that we arrested a Guruve woman who allegedly stole money from a car though according to our papers, it is not mentioned that she is a Zanu PF driver,” Mundembe said.

However, sources familiar with the incident insisted she was a driver of the ruling party for Guruve district. They said she stole the money and bought beer and clothes for her child.

“Muropa discovered that his money was stolen while in Mvurwi and filed a police report and the police raided her home and recovered some of the money and upon being interrogated she confirmed that she bought two bottles of spirits and clothes for her baby,” said the source.

“The goods are being held at Guruve Police Station as exhibit and she is set to appear in court on April 6 by way of summons.”

Italian Man Denied Entry In S.A, Returns To Zim Aboard Private Jet

By A Correspondent- Police had to be called in to intervene when an Italian national in a private charter plane that had landed at OR Tambo International refused to leave the country.

The plane had one passenger, an Italian national who was allegedly carrying a South African passport and had flown into the country from Zimbabwe and arrived on Wednesday afternoon.

However, his flight had allegedly not been cleared by the Department of Transport as required in terms of the protocols in force during the lockdown.

According to Transport Minister Fikile Mbalula’s spokesperson Ayanda Allie Paine, the passenger and crew were held at the airport as authorities sought guidance on how to handle the flight.

“Subsequently a decision was made that the man, who is an Italian nation holding a South African passport, would not be allowed into the country.

“The passenger initially refused to leave but with the intervention of the police, the flight left the South African airspace returning to Harare, Zimbabwe.

“Transport Minister Fikile Mbalula has called for a full investigation into the incident and consequence management should wrongdoing be found to have taken place,” she said.

Allie Paine also said the department, working closely with its aviation entities, was reviewing the applicable protocols to ensure that only flights with the necessary approval were allowed to enter the South African airspace.

“This requires seamless co-ordination between the Department of Transport, the Air Traffic Navigation Services and the Airports Company Services,” she said.

Three weeks ago President Cyril Ramaphosa had announced a travel ban on foreign nationals from high risk countries, including Italy, US, China and Iran, with immediate effect.

Zim Stadia To Host Youth And Women’s Games Only

ZIFA has received the report concerning preliminary inspections done on the National Sports and Barbourfields in March.

The report further confirms that the two facilities do not meet minimum standards expected by FIFA and CAF to host Warriors’ matches.

Both stadia are still barred from hosting senior men’s competitions, but they are approved to host youth and women’s competitions.

The inspection done in March was meant to provide ZIFA and stadium authorities with guidelines on areas that require attention before the final round of inspections scheduled for June and July 2020.

Government and Bulawayo City Council have been notified of the recommendations made by CAF inspectors, and the urgent need to attend to issues raised cannot be further emphasised.

If work on recommendations is complete, ZIFA will invite CAF to conduct another inspection between 15 June and 20 July to determine whether or not we can play senior men’s competitions at home.

Our local stadium inspection team, the First Instance Body will conduct weekly inspections to ensure that refurbishments at National Sports and Barbourfields Stadiums are in line with the expectations of CAF and FIFA.

We appeal to all stakeholders involved to expedite the process of upgrading our facilities to the required standard so that we avert the grim possibility of playing our home matches abroad.

English Premier Soccer League Action To Resume When It Is Safe To Do So

At a meeting of Premier League Shareholders today, clubs discussed in detail how to respond to the COVID-19 global pandemic.

First and foremost, it was reaffirmed that the overriding priority is to aid the health and wellbeing of the nation and our communities, including players, coaches, managers, club staff and supporters.

Season restart
It was acknowledged that the Premier League will not resume at the beginning of May – and that the 2019/20 season will only return when it is safe and appropriate to do so.

The restart date is under constant review with all stakeholders, as the impact of the COVID-19 pandemic develops and we work together through this very challenging time.

The Premier League is working closely with the whole of professional football in this country, as well as with the Government, public agencies and other relevant stakeholders to ensure the game achieves a collaborative solution.

With this, there is a combined objective for all remaining domestic league and cup matches to be played, enabling us to maintain the integrity of each competition.

However, any return to play will only be with the full support of Government and when medical guidance allows.

The sporting and financial implications for Premier League clubs as well as for The FA, EFL and National League were considered at today’s meeting.

Consulting players
In the face of substantial and continuing losses for the 2019/20 season since the suspension of matches began, and to protect employment throughout the professional game, Premier League clubs unanimously agreed to consult their players regarding a combination of conditional reductions and deferrals amounting to 30 per cent of total annual remuneration.

This guidance will be kept under constant review as circumstances change.

The League will be in regular contact with the PFA and the union will join a meeting which will be held tomorrow between the League, players and club representatives.

Solidarity with clubs below PL
Discussions also took place regarding financial relief for clubs in the short term and while there is no single solution, measures are to be put in place to immediately deal with the impact of falling cash flow.

Critically, the League unanimously voted to advance funds of £125 million to the EFL and National League as it is aware of the severe difficulties clubs throughout the football pyramid are suffering at this time.

Supporting NHS
Further to that assistance, the League remains committed to supporting the National Health Service, its staff and helping people in communities, not least those who are most vulnerable.

The League, clubs, players and managers express huge appreciation for the heroic efforts of NHS staff and all other key workers who are carrying out critical jobs in such difficult circumstances.

In consultation with the Department for Digital, Culture, Media and Sport, the Premier League is immediately committing £20 million to support the NHS, communities, families and vulnerable groups during the COVID-19 pandemic.

This includes a direct financial contribution to the NHS and funds to enable clubs to refocus their efforts and develop significant outreach programmes to help communities, including those most in need.

This funding will enable both immediate and longer-term support during the crisis.

Supporting clubs’ community work
In response to COVID-19, Premier League clubs have been supporting tens of thousands of people in their communities each and every day through targeted activity including donations to foodbanks, telephone calls to the elderly, food parcels delivered to the vulnerable and a wide range of free resources to support wellbeing and education.

Many Premier League clubs are also working closely with their local NHS Trusts to provide valuable support through the provision of resources, volunteers and facilities.

Now, more than ever, clubs are playing a vital role to support the wellbeing of those in their communities and alleviate pressure on critical health services.

Promoting public health messages
Working closely with the Department of Health and Social Care, Public Health England and the NHS, the wide reach and appeal of the Premier League and our clubs will continue to be used to promote important public health messaging throughout this crisis.

The Premier League would like to reiterate that the thoughts of all our clubs are with all those directly affected by COVID-19​.

Mapfumo who is based in the USA said this during an interview with Chief Svosve of ZimEye. Mukanya, as he is affectionately known castigated Khupe who he said was being used by the regime to derail the struggle for democracy by dining with them at the expense of the suffering masses.

He was addressing events following the controversial Supreme Court verdict by Justice Barrat Patel that says Nelson Chamisa is no longer the MDC leader.

Mapfumo also narrated how the Mnangagwa regime is behaving just like the Smith regime and said he was always a target for singing liberation songs which were said to be political. Mukanya also said people should focus on liberating themselves whilst their leaders play the role of motivating them by fighting side by side with people.

Of Khupe, he said, “You don’t mess with people you do not rule human beings. The people are the real power. They are the ones who rule.

“I was laughing at this saying that Nelson Chamisa is no longer President.

“What’re you talking about? Are you ill? Did Chamisa appoint himself? It’s the people!,” said Mapfumo.

Legendary Musician Dies

Bill Withers, an American soul singer popularly known for timeless classics such as Lean on Me has died aged 81.

Withers’ family told the Associated Press that Bill succumbed to heart problems in Los Angeles on Monday.

Part of the family’s statement read:

Lionel Messi’s private jet has been forced to make an emergency landing at Brussels airport, Belgium due to a fault, The Sun has claimed.

The plane was on it way to Tenerife, Spain from the Belgian capital but had to turn around and make an emergency landing following a technical issue with the landing gear.

There is currently no information as to who was on the jet and Messi and his Barcelona team-mates are currently isolating due to the coronavirus pandemic.

What Are The Symptoms Of COVID-19?

Khupe Pulls Back From Taking Over Chamisa’s Leadership Mantle…

By A Correspondent| The MDC renegade Thokozani Khupe has pulled back from taking over Nelson Chamisa’s leadership mantle right up to the legal challenge over the 2018 election rigging.

Khupe who nearly 3 years ago removed herself from the MDC Harvest House offices 6 months before the late MDC leader, Morgan Tsvangirai’s death, had been hoping to take over the same, saying she is the rightful successor of the same man she deserted half a year before his passing away.

Khupe was hoping that last week’s Justice Patel Supreme Court verdict will grant her legal powers of a real MDC leader.

Her comments came as Chimurenga music lion Thomas Mapfumo scoffed at the court verdict she is relying on, and mkanya speaking on ZimEye warned against “playing with people’s lives.”

But Khupe on the same day spoke to ZimEye in a no holds barred interview when she was asked if she is going to inherit Nelson Chamisa’s challenge against Mnangagwa over the election rigging in 2018, and the killing of people using the army so to change election results. Below was her response:

There is no reason for any confusion. It is the MDC trading politically as MDC Alliance. Its been like that ever since. Until you understand that in Zimbabwe a Party only exists at ZEC, Parliament and Government you will continue to get confused about the MDC and MDC Alliance, the former being a street name at the latter being an official name. We will always officially transform to adapt to the political and electoral realities of the day but the soul will remain MDC, yet officially speaking, the MDC (our MDC) ceased to exist as an official electoral entity in 2008. The official MDC-T was abandoned when Thokozani Khupe abused it.

The transformation that takes place with the MDC in every electoral cycle is the fundamental reason why it is first class nonsense for anyone to say the Party must revert to a pre-electoral state. Pre-electoral state of the MDC are footsteps, hakuna chinhu, kunosara mutupo iwoyu unonzi MDC chete. That’s why there is this confusion, yet in truth, there is nothing new in the transformation of political parties. Consider this question – how old is ZANU-PF – and what is ZANU in all this – does ZANU-PF say it started in 1987 – but why do they claim and celebrate the 70s heroes and victories of ZANU when ZANU-PF started in 1987? Lastly, don’t be stupid.

We Shall Have A New Song: Chamisa Prophecy

MDC leader Nelson Chamisa says Zimbabwe is about to experience a move of God that shall make the country the wisdom center of all nations.

ZAPU: Africans Are Not Human Guinea Pigs

While the whole world really confronts  the Codiv-19 virus  and having lost already thousands of people in Asia, in Europe and in America, precisely in the United States, we, Africans must go farther than everyone. CAAZ Investigates Private Jet That Landed At OR Tambo Before Being Send Back To Zimbabwe

THE Civil Aviation Authority of Zimbabwe (CAAZ) is investigating reports that a private charter plane from Zimbabwe was on Wednesday turned away at OR Tambo International Airport in South Africa.

It was reported that a plane from Zimbabwe, landed at OR Tambo International Airport without authority, while ferrying an Italian national using a South African passport.

Under lockdown measures, only cargo planes ferrying essential goods are allowed to fly in the Zimbabwean airspace unless authorised.

CAAZ acting spokesperson Mr David Kanyandu said investigations were underway.

“We saw the report on social media and since yesterday, I have been unsuccessfully trying to establish the truth. We are yet to find out whether or not the plane was from Zimbabwe.

“If that is true, we have to find out the circumstances under which it flew to South Africa,” said Mr Kanyandu.

Mr Kanyandu said CAAZ was following the given protocol in line with the measures put in place to control and prevent the spread of Covid-19.

“Our airspace is watertight and, for now, we are only allowing cargo planes that bring in emergency supplies like medical equipment, face masks, sanitisers and, other life-saving goods.

“We also allow some other emergency flights, but I have no details of whether that particular plane was on the list of those authorised for the day,” he said.

Minister of Transport and Infrastructural Development Joel Biggie Matiza is on record saying the lockdown only allows authorised charter planes and cargo planes.

“Following the 21-day lockdown, Government decided to close all our airports except for Joshua Mqabuko Nkomo in Bulawayo, Victoria Falls Airport and the Robert Gabriel Mugabe International Airport in Harare, which will be open for cargo and charter planes.More in Home

Implement Lockdown Orders Constitutionally, Vendors Tell Police

Vendors Initiative for Social and Economic Transformation (VISET) has received with utter shock and disbelief reports that, Zimbabwe Republic Police (ZRP) Officers in Mutare confiscated and later burnt a tonne of vegetables that were meant to supply hundreds of Informal Traders at Sakubva Vegetable Market. It is reported that Police Officers loaded the vegetables which had been abandoned by Informal Traders as soon as they realised that they had been ambushed. The vegetables that=  were confiscated and later burnt included tomatoes, cabbages, green vegetables, lemons to mention a few. It is sad to note that this unthinkable act is happening at a time when the country in under a 21-day COVID-19 inspired lockdown and experiencing debilitating food shortage which is set to affect over 6 million Zimbabweans both in the rural and urban areas. Is it not ironic that the same Government which is burning food which is meant to alleviate the plight of the poor, is parading a begging bowl across the globe BUT back home burning the food that is meant to help the poor and vulnerable? After all, the provision of food and basic commodities is an essential service which we believe is permissible under the guidelines and measures that were promulgated by the Government

As VISET, are worried that this trend of harassment of Informal Traders during this 21 Days Lockdown and disregard for human rights is going to even get worse. Already this week alone, we have received disturbing reports of our members being followed to their houses and their merchandise being confiscated without trace. Let it be stated clearly that, as VISET we will continue to urge our members to obey the measures that were put in place by the Government to curb the further spread of the COVID-19, but surely these measures must being implemented within the confines of the constitution and realities on the ground. How do you, for example, burn food that is meant for the poor and hide behind COVID-19? Is it not a flagrant violation of our right to food, if not right to life? The right to human dignity, right to food and right to life can all not be realized if people are denied opportunities to earn livelihoods.

We urge the Government and its agencies to immediately launch an investigation into what really happened in Mutare because as far as we are concerned, events at Sakubva Market violates not only the measures and guidelines that were put in place during the lockdown but the Zimbabwe constitution and the by laws that govern the operations of Informal Economy. Despite the fact that as VISET we will continue to support the measures that were put in place by the Government, the right to carry out trade or business still remains provided for under Section 64 of the Constitution which provides for the right to freedom of choice and practice of a trade or profession. Furthermore, Section 24 of the Constitution provides for the national objective of removing restrictions that inhibit people from working or otherwise engaging in gainful economic activities.

Section 13 of the constitution obliges the government to promote private initiatives and self-reliance.

As VISET we posit that, during this lockdown, if properly supported and monitored, Informal Traders and Street vendors can provide valuable services to the urban population while adhering and be in compliance with the measures put in place by the authorities.

Mnangagwa Chastise Police For Burning Farmers’ Produce

By A Correspondent| Police have been accused of misinterpreting regulations issued in support of a 21-day lockdown to curb the spread of coronavirus by taking draconian measures, including arresting shoppers, banning the sale of liquor and stopping farmers from travelling to cities and towns with their fresh farm produce.

President Emmerson Mnangagwa on Friday ordered police to allow farmers to deliver their produce to markets in urban centres after shocking pictures emerged of police burning a truckload of vegetables in Mutare.

Police earlier Friday made a U-turn on the alcohol ban, instead of saying alcohol sales would be allowed but consumption should only take place in private homes.

Mnangagwa said in a televised address:

“It’s integral that we keep our economy moving forward during this period of lockdown. Food supply should be guaranteed with minimum shocks or disruptions. Farmers must continue to produce for our nation even under conditions of lockdown. Farmers and traders alike must equally continue to deliver products to markets including to those markets that supply our cities, towns and growth points.

“To that end, I direct our security arms to ensure a pathway for food supply. All agricultural activity must remain undisturbed throughout the period of the lockdown. All our producers must continue to feed the nation with minimum hassles.”

Mutare police raided a market in Sakubva suburb at around 3 AM on Friday as rural farmers delivered truckloads of green vegetables and tomatoes. The seized produce was burned.

Images of the incident drew outrage from Zimbabweans on social media, jolting authorities. Police have faced accusations of targeting hungry citizens who are rounded up after venturing out to buy the scarce maize meal staple.-Statemedia

Woman Offers To Bed Neighbour Over R850 Debt

By A Correspondent- A Bulawayo woman who has been under unbearable pressure from her neighbour over an 850 rand debt made a shocking decision to be debt-free when she offered him sex in exchange for the money she owed him.

It was heard, in an attempt to settle the overdue debt, the woman, Thelma Ndlovu from Richmond suburb in Bulawayo, kindly offered sex to Menzi Masuku for three consecutive days.

Ndlovu who thought life would be easier after she suggested to pay in a different way, got it all wrong when a seemingly unsatisfied Masuku continued harassing her despite the fact that she had settled her debt with her sexual services.

Feeling “belittled and used” Ndlovu approached the court seeking a peace order against Masuku claiming he was disturbing her peace by coming to her house while threatening to kill her.

“I don’t want Menzi Masuku who is my neighbour to come to my place because whenever he comes, he insults me with vulgar language. He also threatens to kill me and my boyfriend,” pleaded Ndlovu.

In his response, Masuku refuted Ndlovu’s submissions before he sensationally revealed the source of their misunderstanding.

“I dispute everything that she said. We have been in a relationship and she borrowed my bag worth 850 rand while going to her rural home where she later lost it. We then talked about the issue and she promised to pay me 850 rand.

“When I confronted her over the money in question that is when she started threatening me saying she will fix me by going to court. The issue is about the money and nothing else. I never insulted her or threatened her with death.  I just demanded my money and that’s why she approached the court claiming I’m harassing her,” responded Masuku.

A seemingly exposed Ndlovu, however, sprung to her defence while explaining the nature of their “relationship”.

“I cannot say we were in a relationship. We just agreed that we engage (in sexual intercourse) for three days. This was after he pestered me to pay for his bag which was stolen by my son. I apologised to him and that’s why we had to engage for those days. I even told him not to get his hopes high since I was in a relationship with another man,” explained Ndlovu.

Her explanation, however, exposed her that she was trying to use the court process to evade paying her debt leading the presiding magistrate Nomasiko Ndlovu to dismiss her application.-StateMedia

Gutu Moots Political Comeback Following Supreme Court Ruling

Gutu who stands to benefit from the ruling after his position as the MDC Spokesperson says he will make a decision very soon on whether he is ready to have a second dance in the shaky waters of politics.

Legal expert Dr Tapiwa Shumba has unmasked the confusion on the future of the MDC party after senator Douglas Mwonzora told ZimEye that MDC Alliance is not a political party. Mwonzora threatened saying his nemesis Nelson Chamisa is no more.

By A Correspondent- An Inyathi man who killed his ex-wife by stabbing her five times with a flip knife for dumping him has been sentenced to 19 years in jail for murder.

Lyton Sibanda (24) who was a herdsman at Felton Farm in the area was found guilty of murder with constructive intent when he appeared before Bulawayo High Court judge Justice Nokuthula Moyo who was on circuit in Hwange recently.

Nothing was suspended from the sentence as the judge said Sibanda deserved a lengthy jail term.

Prosecuting, Mr Bheki Tshabalala said Sibanda and Nontokozo Khabo who was aged 21 were once customarily married and separated in February last year. The murder took place on 12 April at Khabo’s parents’ place in Village 6 Mahlabathini area, Inyathi.

“On 12 April at night Sibanda armed himself with a flip knife and a small axe and proceeded to his in-laws’ place on the pretext of visiting his ex-wife and daughter aged three.

“The accused was welcomed by his mother-in-law, Mrs Violet Khabo. He had a friendly conversation with his in-laws and ex-wife with no suspicion of anger,” said the prosecutor.

Around 11 PM, Sibanda decided to leave and asked his ex-wife to accompany him. After walking a short distance towards the gate, he tripped her and sat on top of her. He drew the flip knife and stabbed her twice on the right lower abdomen, once on the chest, right breast and on the right shoulder, the court was told.

The woman screamed for help and her mother and younger sister Miss Faith Sibanda (18) rushed to the scene. Mrs Khabo told the court that when she arrived at the scene, she saw Sibanda sitting on top her daughter.

Sibanda fled from the scene. Khabo staggered from the scene of the attack intending to go back home but collapsed. Her mother and younger sister tried to render first aid before rushing her to Inyathi District Hospital where she was pronounced dead on arrival.-StateMedia

“I Will Inherit Everything Except Challenging ED”: Khupe

By A Correspondent| The MDC renegade Thokozani Khupe has pulled back from taking over Nelson Chamisa’s leadership mantle right up to the legal challenge over the 2018 election rigging.

Khupe who nearly 3 years ago removed herself from the MDC Harvest House offices 6 months before the late MDC leader, Morgan Tsvangirai’s death, had been hoping to take over the same, saying she is the rightful successor of the same man she deserted half a year before his passing away.

Khupe was hoping that last week’s Justice Patel Supreme Court verdict will grant her legal powers of a real MDC leader.

Her comments came as Chimurenga music lion Thomas Mapfumo scoffed at the court verdict she is relying on, and mkanya speaking on ZimEye warned against “playing with people’s lives.”

But Khupe on the same day spoke to ZimEye in a no holds barred interview when she was asked if she is going to inherit Nelson Chamisa’s challenge against Mnangagwa over the election rigging in 2018, and the killing of people using the Army so to change election results. Below was her response:

There is no reason for any confusion. It is the MDC trading politically as MDC Alliance. Its been like that ever since. We were MDC trading as MDC-T and noone ever asked why everything about us was still MDC. Noone has ever seen an MDC-T constitution. We always celebrated MDC Anniversary and used MDC in our communications. It has always been MDC but MDC T started as far back as 2008 (before elections).

It’s a choice we make to connect to our history and traditions as we continue to renew, transform and grow on the other hand. It is the transacting name, which is the most relevant in Zimbabwe political context, that changes depending on the electoral market and dynamics. That’s why there is nothing trading as MDC currently. There is no MDC Councillor or MP. Many people don’t understand that MDC is now almost like our nickname or better still mutupo/totem in the Zim political context. Riri pachitupa now is MDC Alliance – it used to be MDC-T. Where our identity is requested for official reasons i.e ZEC and Parliament, Council we use the official name for the electoral cycle – now MDC Alliance. Hakuna chinhu chinonzi MDC kwese ikoko.

I say this because I see people asking.
1) Where is the MDC Alliance Consitution saka? (In fact you are not required to have any constitution in Zim).
2. Why did you celebrate 20 years Anniversary?
3. Why did you have 5th Congress?
4. Why are you stil using Harvest House HQ.

Until you understand that in Zimbabwe a Party only exists at ZEC, Parliament and Government you will continue to get confused about the MDC and MDC Alliance, the former being a street name at the latter being an official name. We will always officially transform to adapt to the political and electoral realities of the day but the soul will remain MDC, yet officially speaking, the MDC (our MDC) ceased to exist as an official electoral entity in 2008. The official MDC-T was abandoned when Thokozani Khupe abused it.

The transformation that takes place with the MDC in every electoral cycle is the fundamental reason why it is first class nonsense for anyone to say the Party must revert to a pre-electoral state. Pre-electoral state of the MDC are footsteps, hakuna chinhu, kunosara mutupo iwoyu unonzi MDC chete. That’s why there is this confusion, yet in truth, there is nothing new in the transformation of political parties. Consider this question – how old is ZANU-PF – and what is ZANU in all this – does ZANU-PF say it started in 1987 – but why do they claim and celebrate the 70s heroes and victories of ZANU when ZANU-PF started in 1987? Lastly, don’t be stupid.

Govt To Consider Waiver For Informal Traders During Lockdown

By A Correspondent- Addressing the press at Benjamin Burombo building, Chadzamira said the government will soon allow informal traders to start selling their wares.

Chadzamira said the government understood the damage the national lockdown has brought on people’s livelihoods especially on informal traders who survive from hand-to-mouth.

Government is set to ease its 21-day lockdown measures with informal traders who sell farm produce expected to get the green light to start selling the perishables at designated market places, Masvingo State Minister Ezra Chadzamira has said.

He said authorities were looking at ways of allowing limited numbers of women to sell their products at shopping centres in a controlled manner. 

“Those who sell perishables are the most hard-hit and we understand their pain. We are looking at the feasibility of allowing a small number of women to sell each day,” he said.

Turning to the provincial update on the COVID 19 pandemic, Chadzamira said the province has not yet confirmed a single case after five people from the province have been tested for the deadly disease.

“Of all the cumulative number of tests conducted in the country, five were from this province. It is a good thing that we have not had positive cases, but that should not make us too comfortable since the risk remains very high,” said Chadzamira.

The minister, who also chairs the Masvingo Provincial COVID-19 Taskforce which comprises several subcommittees, said authorities were planning to mobilise testing kits for each of the province’s seven districts.

“The idea is to capacitate each district to conduct its own tests as part of the decentralisation of the testing process. The fight against the spread of coronavirus demands more rigorous testing than what currently is happening,” Chadzamira said.-TellZim

Ezekiel Guti University Demands Full Fees Payment

By A Correspondent- Students attending the Zimbabwe Ezekiel Guti University (ZEGU) in Bindura have been left fuming after the college informed them to pay in full fees, for the first semester of 2020 after attending class for only two weeks.

The university was forced to close last week as part of national measures to curb the spread of the novel COVID-19 outbreak.

In a notice to students, the university’s registrar only identified S.M Chevo told the learners that they had to pay the fees for the first semester in full by 7 April or they risk being considered to have deferred their studies.

“Following the earlier communication that 60% fees be paid upon registration and the balance be cleared by 31 March 2020, you are hereby informed that the outstanding fees should be cleared by 7 April,” he wrote in the notice.

“Unregistered students must complete the registration exercise online by 7 April 2020. Those who fail to pay their outstanding fees and register by 7 April 2020 would be considered as having deferred their studies.”

However, students and parents are unhappy with this new arrangement as the university only opened for two weeks and during that period, no lessons took place.

“I write to register my disgruntlement with institutions like Zimbabwe Ezekiel Guti University (ZEGU) that are of religious origin but have no feeling for humanity.

“Everyone in the world is currently preoccupied with the COVID -19 epidemic, meaning that every part of our lives is disrupted. But these people because they put money ahead of everything else, choose to turn a deaf ear to the plight of parents, who are already burdened,” one affected parent told a local publication.

“Our children went to school only two weeks and according to them, they did not have any lectures for the two weeks. We were made to pay 60% of the fees for our children to register and we did. The remainder 40% was supposed to be paid by 31 March, or it will attract an interest of 25%.

“The students were sent home on 24 March, but the college still expected parents to meet the 31 March deadline for fees payments, and they sent a letter to that effect. And true to their word, they effected the 25% interest on fees balances.”

The concerned parent said parents were forced to meet unexpected costs of transporting children from schools and buy necessities for the 21 days lockdown which was unbudgeted for.

“For the majority of parents, our means of livelihood was disrupted, and would be disrupted for an unknown time.

“The fees included costs for electricity, water, Wi-Fi, tuition. What will happen to that money, now that the students will not be using those services?

“On top of that they are saying learners will have to do this semester online. They haven’t been introduced to the modules yet. They are expected to interpret the course outline on their own and teach themselves at home.

“Yet the reason why we made them go for conventional studies is because we knew as parents that they are not capable of doing so. They need tutoring,” the disgruntled parent said in an interview.-Online 

Workers Face Bleak Future After Lockdown

THE 21-day national lockdown to contain the spread of the Covid-19 scourge which has seen the death of almost 40 000 people globally has caused uncertainty among workers.

Government ordered the lockdown, which began at midnight on Monday, forcing companies to shut down during the period. The lockdown is likely to have an adverse impact on the viability of companies, most of which are already struggling to keep afloat due to an increasingly deepening economic crisis characterised by a debilitating liquidity crunch, acute foreign currency crunch, fuel shortages, low capacity utilisation and runaway inflation of more than 500%.

A recent survey by the Confederation of Zimbabwe Industries (CZI) revealed that 46% of local firms are being impacted by the disease. “Unemployment is likely to increase as employers scale down operations due to shortages of raw materials and access to export markets,” the report notes.

“The Covid-19 pandemic will slow down demand and economic growth revival efforts in 2020 for Zimbabwe due to lockdown in other markets and the local market.”
Zimbabwe Congress of Trade Unions (ZCTU) president Peter Mutasa told businessdigest this week that the lockdown will worsen the plight of the struggling worker.

“Many workers were already earning low salaries that were not sufficient for food security. The lockdown therefore means that the majority of workers will starve during the period,” Mutasa said.

“We therefore urge government and employers to intervene in various forms to mitigate the effects to workers. Firstly, all employers should pay full salaries for the period of the lockdown. Government should provide social security to workers earning low salaries as well as for informal traders and workers coming from companies that are really struggling.”

Mutasa said the full impact of the pandemic on workers is yet to be fully ascertained. “We are yet to fully assess the future economic costs and the impact of jobs. It is a global tragedy for workers.”

The uncertainty for workers could not have come at a worse time with prices of basic goods skyrocketing after government reversed the ban on the use of foreign currency for domestic transactions last week. Prices of goods have shot up at a time the local unit, which is the currency most workers are paid in, has been decimated due to inflation.

“Due to price increases, workers are spending more on fewer goods. There is need for government to subsidise basic commodities and ensure availability of the same,” Mutasa said.

Zimbabwean workers are not alone in this predicament as thousands of jobs are also on the line in neighbouring countries that have declared a 21-day lockdown.
Most countries are offering substantial fiscus and monetary stimulus upwards of 50% of GDP. The US has put together a US$2 trillion stimulus, China, the United Kingdom, Japan, Germany, Nigeria and South Africa, among several other countries have intervened with huge stimulus packages.

In South Africa, Cyril Ramaphosa announced a package of economic measures to protect credit, banking, business and jobs, as well as support those without formal incomes. He said last month he was aware that the cost to his country’s already flagging economy would be very high, with huge job losses.

In Zimbabwe, Finance minister Mthuli Ncube announced several fiscal stimulus measures to mitigate the impact of coronavirus to the economy and national health.
However, analysts say it is not enough.

Equity Axis managing director Respect Gwenzi said: “The key challenge with Zimbabwe’s form of stimulus is that it does not do much to save companies and employees alike. It leaves both to the mercy of the virus. In other countries employees are cushioned as government takes over partial payment of salaries and offer bailouts to struggling companies”.

MPs Challenged To Donate Their Salaries For Coronavirus Fight

Gokwe-Nembudziya MP Justice Mayor Wadyajena (Zanu PF) has challenged fellow legislators to donate their salaries and allowances towards the fight against coronavirus, which has so far infected eight people and killed one in Zimbabwe.

Wadyajena said COVID-19 had the potential of wiping out people in their numbers and the situation right now was calling for everyone to put “all their hands on deck” to combat the spread of the virus.

“This pandemic may wipe us all out if we don’t wake up,” Wadyajena said.

“Our country is ill-prepared to fight COVID-19, much like the rest of the world. If we truly represent the people, every single MP, permanent secretary and senior government official must sacrifice a one-off salary and allowance donation to the fund,” he said.

In Zimbabwe, MPs are paid an average of ZWL$10 000, plus allowances.

Wadyajena’s suggestion was supported by many politicians, including the MDC’s deputy secretary for international relations Douglas Mwonzora, who said the idea should be immediately implemented.

“I totally agree. This pandemic has to be fought by all of us. As someone said recently, COVID-19 knows no political affiliation. It is everyone’s enemy and we have to fight it as such. May you kindly advise how we can contribute,” Mwonzora said in response to Wadyajena’s suggestion.

ZANU PF Distributes Mealie Meal At Night To Sideline MDC Members

ZANU PF supporters in Chiredzi on Thursday received mealie meal at night after MDC supporters led by MDC MP (Proportional Representation), Mucharairwa Mugidho had disrupted the partisan distribution of the product during the day.

Following the abandonment of the distribution process earlier in the day, the ZANU PF leadership dished out the mealie meal at night.

Mugidho confirmed to NewsDay that the MDC team had tracked the truck ferrying mealie-meal throughout the day. He said:

Yes, we forced the distribution to be abandoned after we realised that it was only meant for Zanu PF supporters.

They had to distribute at night because they were afraid of my team which was monitoring the whole process.

I called the district development co-ordinator (DDC), Lovemore Chisema, complaining about the procedure.

Meanwhile, Chisema expressed outrage over ZANU PF’s partisan distribution of food, calling on the leadership to show maturity and distribute food to everyone regardless of his or her political affiliation.

Mdc Rubbishes New Party Registration Claims.

The MDC led by Nelson Chamisa has dismissed as fake a letter purported to have been written by the latter addressed to the Zimbabwe Electoral Commission’s (ZEC) Chief Elections Officer.

In the letter, “Chamisa” notifies ZEC of the existence of a new party, The National Democratic Movement, with Charlton Hwende as the interim spokespmdc erson. The purported letter reads in part:

This is to notify you that we, the NATIONAL DEMOCRATIC MOVEMENT (NDM), are a political party duly established by founding members in accordance with our Constitution and in terms of the laws of Zimbabwe.

It is the intention and objective of our Party to contest local and parliamentary and presidential elections as they may constitutionally occur.

We wish our Party to be included on the ZEC’s stakeholder database and mailing list for notification when appropriate meetings arise.

This comes after the Supreme Court nullified Chamisa’s elevation to the MDC presidency on the grounds that it was done in violation of the party’s constitution.

Of 30 Pieces Of Silver, A Locked-down Covid-19 Judgement And The Call To Action

Even Judas Iscariot sold out for money. But what has especially come as a shock to me is that I never knew Morgen Komichi would so easily betray principle for trinkets, trappings and 30-pieces of silver. I knew Togarasei Mwonzora’s unstinting love for money and trinkets could take him to Hell and back, even make him do unimaginable things to his own mother. But Morgen Komichi?

For Mwonzora, we knew he could do anything for money. This explains the lack of paper trail and money trail, and other famed shenanigans under his administration during his tenure as secretary-general of the party. For Douglas, we all knew he was always the human embodiment of the toxic concoction of unbridled ambition and the unprincipled pursuit of the dollar. After all, Is he not the man whom we read in the press that he had helped himself to trust funds held by his law firm?

Maybe it was because of a shared and common history around trust funds that we all saw him alongside Lovemore Madhuku soon after the delivery of the infamous locked-down, Covid-19 Supreme Court judgment handed down early this week!

But Morgen Komichi betrayed my mortal, human judgment. I always presumed him to be better than that, notwithstanding his unwavering faith in prophets and n’angas.

For me, he had always been a man of unstinting loyalty and principled service to the democratic struggle, the godfather of the party’s peaceful and non-violent democratic resistance campaign. Komichi is the man with whom I spent three months in the D-class section of a notorious prison after several days of brutal assaults and torture . That is why in the National Standing Committee meeting of 10 March 2020, the majority of us were prepared to give him the benefit of the doubt. After what he has gone through in this struggle, it was always difficult to believe Komichi would fall for Zanu PF trinkets.

Maybe they are right when they say every man has a price!

We all saw Komichi reading a prepared script outside court, which statement contained aspects contained in the full judgement—in the process betraying the fact that the Khupe cabal was an extension of Zanu PF and was privy to the contents of the judgement well before it was delivered.

But this was the same Komichi, who with President Nelson Chamisa spent long hours at a lodge waiting for Thoko-Zanu Kupe as she stood them up when they sought to engage her to abandon her treacherous path!

Komichi’s only frailty that I ever knew was that of ambition which had taken him to many prophets and n’angas. Even well before our Congress in 2019, he was so desperate to be Vice President and sulked when the late icon Morgan Tsvangirai passed him over for Elias Mudzuri and Nelson Chamisa for appointment to the position. . On the fateful morning in 2016, some minutes just before the announcement at a press conference of his VP appointments at his house in Highlands, the late Morgan Tsvangirai told Jameson Timba and I that Komichi had come to complain why he was being passed over for appointment to the Vice Presidency: “He was here—and he slumped in that couch over there, dripping in tears and sulking: complaining that for all his loyalty, I was passing him over. I told him that if loyalty was my only factor of considerstion, it would have been a very difficult choice as there are millions out there who have always been loyal to me since I began this political journey,” President Tsvangirai told us then.

Both Mwonzora and Komichi, in the last meeting of the party’s National Standing Committee last month, denied they were part of Zanu PF’s judiciary shenanigans. I remember Professor Ncube, like the biblical oracle, ominously telling the two of them in the meeting on 10 March 2020: “We shall see where you will be standing on Judgment Day .”

And indeed, we saw them standing inside Khupe’s skirts on the day the highly political judgement was delivered.

Komichi even shot a video of himself soon after that meeting, vehemently denying all the allegations against him and of being complicit with Zanu PF. What pretence!

Well, fate is a capricious woman.

What has astounded the nation is the extent to which Zanu PF is prepared to go in a vain attempt to remove Chamisa not only from the Presidency of the party but from the national political chessboard altogether. . Indeed, early this week we saw the regime mounting yet another coup, this time using the courts, to foist a pliable leader at the helm of the people’s project.

Hell No! The people will boisterously resist any such political drivel. They may mount their coups in Zanu PF but the people will unstintingly stand with their chosen leaders in the national democratic project.

This judiciary-instigated coup will fail. No amount of police around MRT House will dent the people’s faith in their chosen leaders.They have reposed their faith and trust in these leaders and that is why they braved the chiky weather in Gweru to make their choice.

We say no to puppet leaders foisted by a judiciary that is captive to a repressive, murderous regime.

The timing of the judgment said it all. It turned out to be an unmasked and unsanitized Covid-19 judgement that will dismally fail to lock down the people’s resolve to remove this regime, by whatever means necessary.

If ever there was any call for action, this is it. We declared 2020 the year of Action and Zanu PF is doing all it can to stampede us into it, even amidst this Covid-19 global calamity.

If ever there was any call for the people to flood the streets and every open space to defend their sovereign right to choose their leaders, then this is it.

This is a Zanu PF-inspired call to action.

As Morgan Tsvangirai would say: If you repress and compress anything for too long, there is likely to be a rebound. It’s only a matter of time.

Let this health pandemic subside, then we will see what happens.

Everywhere across the country, there is a sonorous No to yet another coup by this murderous cabal that now has its bloody tentacles strewn over all arms of the State.

When the time comes, as it certainly will this year, even the scarf will be grossly inadequate as a place for succour and asylum.

Psychologists Warn Citizens Against Sending Sensational Untrue Information On Coronavirus

Citizens have been warned against posting false or unverified information on coronavirus during the 21-day nationwide lockdown, which came into effect on Monday.

Regional Psychosocial Support Initiative Zimbabwe country director Sibusisiwe Marunda said posting of unverified information causes unnecessary anxiety on people.

“Do not just forward things that you are not sure about because that affects the psychosocial well being of some people. Some messages are promoting stigma and discrimination, these are all things that can block our success in terms of fighting Covid-19 if we are not careful,” said Marunda.

Marunda says the power is in every citizen to protect each other from the spread of unverified information.

She encouraged people to get information on coronavirus from verified sources such as the Ministry of Health and Child Care and United Nations Agencies such as the World Health Organisation.

Marunda said psychosocial support is important during this lockdown period.

Marunda’s sentiments were also echoed by the Provincial Medical Health Coordinator for Midlands province Stella Khumalo who said citizens should only get information on Covid-19 from reliable sources to reduce mental stress stemming from fake news meant to cause panic.

“A lot of fake messages are flying around and they are causing a lot of stress to people during this time of a national lockdown, so it should be our responsibility as citizens to verify first before forwarding such kind of messages,” Khumalo said.

Provincial Health Promotional Officer Rumbidzai Chimukangara also encouraged people to keep healthy by physical exercises and eating a good diet.

French Doctor Apologises For Coronavirus Tests Slur

By A Correspondent- A French doctor apologised on Friday for suggesting a possible treatment for COVID-19 should be tested in Africa, after the remarks sparked an outcry on social media. Jean-Paul Mira, the head of the intensive care unit at the Cochin hospital in Paris, made the comments on Wednesday during an interview on French television channel LCI with the research director of France’s national health institute, Inserm.

The research director, Camille Locht, was discussing the BCG tuberculosis vaccine, which is being trialled in several European countries and Australia against COVID-19, the respiratory disease caused by the new coronavirus. Mira asked:

“If I could be provocative, should we not do this study in Africa where there are no masks, treatment or intensive care, a little bit like it’s done, by the way, for certain AIDS studies or with prostitutes?”

“We try things because we know that they are highly exposed and they don’t protect themselves,” he said. 

Camille Locht, the research director from France’s Inserm, responded:

“You are right. And by the way, we are in the process of thinking in parallel about a study in Africa … That doesn’t prevent us, in parallel, from also thinking about a study in Europe and in Australia.”

The comments triggered outrage on social media.

“Africa isn’t a testing lab,” retired Ivory Coast soccer star, Didier Drogba, wrote on Twitter:

“I would like to vividly denounce those demeaning, false and most of all deeply racist words. A Moroccan lawyers’ collective said it was going to sue Mira for racial defamation.

Two French doctors are being accused of racism after calling for coronavirus vaccines to be tested in Africa on live TV.

In a statement on Friday, Mira’s employer, the Paris network of hospitals, quoted Mira as saying:

“I want to present all my apologies to those who were hurt, shocked and felt insulted by the remarks that I clumsily expressed on LCI this week.”-Online

Shebeens An Instant Hit In Gwanda As Lockdown Intensifies

BEER drinkers in Gwanda have turned to shebeens as bars and bottle stores have remained closed since the 21-day lockdown came into effect on Monday.

Shops that sell non-essentials have remained closed in the mining town since commencement of the lockdown.
Ward 8 councilor, Ntutukho Ndebele said shebeens have remained a major problem in his ward especially in Phakama Suburb.
He said even during the lockdown people are still flocking to shebeens.

Clr Ndebele said the shebeens were a source of violent crimes as some people fight over commercial sex workers, among other issues. “The shebeens are still operating even during the lockdown. We have had a problem of these shebeens for many years now and there is need for this challenge to be addressed.

Residents are greatly affected by these shebeens as these people will be making at a lot of noise disturbing people at night,” he said.

“There are a lot of fights which break out in these shebeens and they invade people’s homes seeking refuge and at times properties are damaged. Some of the fights end in deaths and mostly it will be over commercial sex workers.”

A Phakama suburb resident, Mr Mike Moyo said shebeens located in high density suburbs had become their only drinking spots.

“Ever since the lockdown started, bars and bottle stores have remained closed leaving us who drink stranded. As a result, I have turned to shebeens which are located in the high-density suburbs for my beer supply. Sometimes I go and buy from the shebeen while on some occasions I go and drink there.

“When we go there, we are cautious as police have intensified patrols and I would hate to be caught on the wrong side of the law. When we drink from the shebeens we keep it low and avoid making noise so that we don’t alert the police. The lockdown has greatly inconvenienced us as bars and bottle stores were ordered to remain closed. 21 days is a lot and it’s very difficult to stay that long without drinking beer,” he said.

Mr Moyo said he normally goes to a bar at Phakama Business Centre but it was closed.
A shebeen queen in Phakama Suburb who preferred anonymity said she was now getting new customers who were regulars at bars and nightclubs that were closed.

“It’s still business as usual for me because people continue to flock to my shebeen for beer. They usually come at night although we have to be discreet so that we don’t catch the attention of police officers that will be patrolling the area. Some of the clients that are coming are my usual customers while others are new clients that have turned to my shebeen as bars and bottle stores are closed.”

Coronavirus Grounds Africa’s Elite Leaders From Seeking Medical Treatment Abroad

By A Correspondent- The coronavirus pandemic could narrow one gaping inequality in Africa, where some heads of state and other elite jet off to Europe or Asia for health care unavailable in their nations.

As countries including their own impose dramatic travel restrictions, they might have to take their chances at home.

For years, leaders from Benin to Zimbabwe have received medical care abroad while their own poorly funded health systems limp from crisis to crisis. Several presidents, including ones from Nigeria, Malawi and Zambia and Zimbabwe’s former president Robert Mugabe have died overseas.

The practice is so notorious that a South African health minister, Aaron Motsoaledi, a few years ago scolded:

“We are the only continent that has its leaders seeking medical services outside the continent, outside our territory. We must be ashamed.”

Now a wave of global travel restrictions threatens to block that option for a cadre of aging African leaders. More than 30 of Africa’s 57 international airports have closed or severely limited flights, the U.S. State Department says. At times, flight trackers have shown the continent’s skies nearly empty.

Perhaps “COVID-19 is an opportunity for our leaders to reexamine their priorities,” said Livingstone Sewanyana of the Foundation for Human Rights Initiative, which has long urged African countries to increase health care spending.

But that plea has not led to action, even as the continent wrestles with major crises including deadly outbreaks of Ebola and the scourges of malaria and HIV.

Spending on health care in Africa is roughly 5% of gross domestic product, about half the global average. That’s despite a pledge by African Union members in 2001 to spend much more. Money is sometimes diverted to security or simply pilfered, and shortages are common.

Ethiopia had just three hospital beds per 10,000 people in 2015, according to World Health Organization data, compared to two dozen or more in the U.S. and Europe. Central African Republic has just three ventilators in the entire country. In Zimbabwe, doctors have reported doing bare-handed surgeries for lack of gloves.

Health experts warn that many countries will be overwhelmed if the coronavirus spreads, and it is already uncomfortably close. Several ministers in Burkina Faso have been infected, as has a top aide to Nigeria’s president. An aide to Congo’s leader died.

For most people, the new coronavirus causes mild or moderate symptoms. For some, especially older adults and people with existing health problems, it can cause more severe illness and lead to death.

“If you test positive in a country, you should seek care in that country,” the head of the Africa Centers for Disease Control and Prevention, Dr. John Nkengasong, told reporters Thursday. “It’s not a death sentence.”

In Nigeria, some worried their president might be among the victims. Long skittish about President Muhammadu Buhari’s absences from public view, including weeks in London for treatment for unspecified health problems, they took to Twitter to ask why he hadn’t addressed the nation as virus cases rose.

Buhari’s office dismissed speculation about his whereabouts as unfounded rumor. When he did emerge Sunday night, he announced that all private jet flights were suspended. The international airports were already closed.

While the travel restrictions have grounded the merely wealthy, political analyst Alex Rusero said a determined African leader probably could still find a way to go abroad for care.

“They are scared of death so much they will do everything within their disposal, even if it’s a private jet to a private hospital in a foreign land,” said Rusero, who is based in Zimbabwe, whose late President Robert Mugabe often sought treatment in Asia.

Perhaps nowhere is the situation bleaker than in Zimbabwe, where the health system has collapsed. Even before the pandemic, patients’ families were often asked to provide essentials like gloves and clean water. Doctors last year reported using bread bags to collect patients’ urine.

Zimbabwe’s vice president, Constantino Chiwenga, departed last month for unrelated medical treatment in China, as the outbreak eased in that country. Zimbabwe closed its borders days later after its first virus death.

Chiwenga has since returned to lead the country’s coronavirus task force.

But some in a new generation of African leaders have been eager to show sensitivity to virus-prevention measures.

The president of Botswana, Mokgweetsi Masisi, initially defied his country’s restrictions on travel by government employees to visit neighboring Namibia for its leader’s inauguration. But he entered self-quarantine and now reminds others to stay home, calling it “literally a matter of life and death.”

South African President Cyril Ramaphosa announced he had tested negative, just ahead of a three-week lockdown in Africa’s most developed country. Madagascar President Andry Rajoelina has as well.

Other leaders, including Burkina Faso President Roch Marc Christian Kabore and Ethiopian Prime Minister Abiy Ahmed, have tweeted images of themselves working via video conference as countries encourage people to keep their distance.

While African leaders are more tied to home than ever, their access to medical care is still far better than most of their citizens’.

In Burkina Faso’s capital, Ouagadougou, medical student Franck Bienvenu Zida was self-isolating and worried after having contact with someone who tested positive.

The 26-year-old feared infecting people where he lives, but his efforts to get tested were going nowhere. In three days of calling an emergency number to request a test, he could not get through.

President Emmerson Mnangagwa on Friday ordered police to allow farmers to deliver their produce to markets in urban centres after shocking pictures emerged of police burning a truckload of vegetables in Mutare.

Police earlier Friday made a U-turn on the alcohol ban, instead of saying alcohol sales would be allowed but consumption should only take place in private homes.

Mnangagwa said in a televised address:

“It’s integral that we keep our economy moving forward during this period of lockdown. Food supply should be guaranteed with minimum shocks or disruptions. Farmers must continue to produce for our nation even under conditions of lockdown. Farmers and traders alike must equally continue to deliver products to markets including to those markets that supply our cities, towns and growth points.

“To that end, I direct our security arms to ensure a pathway for food supply. All agricultural activity must remain undisturbed throughout the period of the lockdown. All our producers must continue to feed the nation with minimum hassles.”

Mutare police raided a market in Sakubva suburb at around 3 AM on Friday as rural farmers delivered truckloads of green vegetables and tomatoes. The seized produce was burned.

Mthuli Ncube Declares Nearly US$100m Pledges From Well Wishers For Coronavirus Fight

International donors have pledged close to US$100m to help Zimbabwe fight the deadly coronavirus, Finance Minister Mthuli Ncube has said.

According to Ncube, the Global Fund has pledged US$25m, while the World Bank and United States government have promised US$25m and US$470 000 respectively.

The United Kingdom government and the European Union have also pledged 1.7m and €38m respectively.

“Development partners are complementing government efforts in a number of ways focusing on humanitarian assistance. Given the magnitude of the resources required to fight this crisis, government will continue to approach and engage more development partners as well as our own private sector to combine efforts towards fighting this pandemic.

The deadly coronavirus also known as COVID-19 is causing the world’s market leaders to scratch their heads.

Zimbabwe has eight confirmed cases of people who tested positive for coronavirus, including one death.

The virus has become a global pandemic having infected close to 800 000 people and killed over 37 000 worldwide, according to the latest count by Johns Hopkins University.

A number of countries worldwide, including Zimbabwe, announced national lock downs to try to control the spread of the virus. But, new cases continue to be reported.

At this rate, it could get onto the podium of historically significant epidemics such as the Plague of Justinian; the Black Death, or the Spanish Flu, which killed millions of people at the end of World War 1.

The economic impact is likely to be worsened by international supply lines dependence on China and economists are warning of a significant impact on gross domestic product growth expectations. In fact, they now expect a pandemic-driven recession this year.

Ncube has also redirected the 2% tax levied on electronic transactions meant for social protection and capital development projects will now be channelled towards national programmes meant to combat the coronavirus.

Ncube also said Treasury has set aside over ZWL$500m to cover one million vulnerable households under a cash transfer programme over the next three months.

Ncube said payments will commence immediately.

Government has also provided ZWL$50m to Premier Services Medical Aid Society to prepare for COVID-19. Government workers, are the majority of the society.

Plumtree Coronavirus Centre A Ticking Time Bomb

By A Correspondent- A coronavirus isolation centre at Plumtree High School has become a ticking health time bomb as its ablution facilities are unhygienic and there is a severe shortage of water.  

The centre holds over 260 Zimbabweans, among them deportees repatriated from neighbouring Botswana on Thursday. 

Harold Nyathi, who voluntarily arrived from Gaborone on Thursday, told the state media that the government should have screened the people and allowed them to proceed to their homes.

He said:

While we are not against the decision by Government to take us to this isolation centre, we feel the place they chose is not secure and safe in terms of ensuring that coronavirus doesn’t spread.

This is not a proper place to accommodate people and the conditions here are not suitable for human habitation as there is no water to flush toilets.

We are saying if the Government realised that it did not have the capacity to accommodate us they should have just screened us and let us proceed to our respective homes where we were going to self-isolate ourselves.

Meanwhile, Mangwe District Coordinator, Rorisang Makhurane, who also chairs the local Civil Protection Committee, said the returnees will be placed in self-isolation until the 21-day lockdown is over.

The national lockdown was announced by President Emmerson Mnangagwa last month and citizens are banned from non-essential travelling during this period.

English Premier League Speaks On Fate Of 2019 – 2020 Season.

At a meeting of Premier League Shareholders today, clubs discussed in detail how to respond to the COVID-19 global pandemic.

First and foremost, it was reaffirmed that the overriding priority is to aid the health and wellbeing of the nation and our communities, including players, coaches, managers, club staff and supporters.

Season restart

It was acknowledged that the Premier League will not resume at the beginning of May – and that the 2019/20 season will only return when it is safe and appropriate to do so.

The restart date is under constant review with all stakeholders, as the impact of the COVID-19 pandemic develops and we work together through this very challenging time.

The Premier League is working closely with the whole of professional football in this country, as well as with the Government, public agencies and other relevant stakeholders to ensure the game achieves a collaborative solution.

With this, there is a combined objective for all remaining domestic league and cup matches to be played, enabling us to maintain the integrity of each competition.

However, any return to play will only be with the full support of Government and when medical guidance allows.

The sporting and financial implications for Premier League clubs as well as for The FA, EFL and National League were considered at today’s meeting.

Consulting players

In the face of substantial and continuing losses for the 2019/20 season since the suspension of matches began, and to protect employment throughout the professional game, Premier League clubs unanimously agreed to consult their players regarding a combination of conditional reductions and deferrals amounting to 30 per cent of total annual remuneration.

This guidance will be kept under constant review as circumstances change.

The League will be in regular contact with the PFA and the union will join a meeting which will be held tomorrow between the League, players and club representatives.

Discussions also took place regarding financial relief for clubs in the short term and while there is no single solution, measures are to be put in place to immediately deal with the impact of falling cash flow.

Critically, the League unanimously voted to advance funds of £125 million to the EFL and National League as it is aware of the severe difficulties clubs throughout the football pyramid are suffering at this time.

Supporting NHS

Further to that assistance, the League remains committed to supporting the National Health Service, its staff and helping people in communities, not least those who are most vulnerable.

The League, clubs, players and managers express huge appreciation for the heroic efforts of NHS staff and all other key workers who are carrying out critical jobs in such difficult circumstances.

In consultation with the Department for Digital, Culture, Media and Sport, the Premier League is immediately committing £20 million to support the NHS, communities, families and vulnerable groups during the COVID-19 pandemic.

This includes a direct financial contribution to the NHS and funds to enable clubs to refocus their efforts and develop significant outreach programmes to help communities, including those most in need.

This funding will enable both immediate and longer-term support during the crisis.

In response to COVID-19, Premier League clubs have been supporting tens of thousands of people in their communities each and every day through targeted activity including donations to foodbanks, telephone calls to the elderly, food parcels delivered to the vulnerable and a wide range of free resources to support wellbeing and education.

CAAZ Investigates Coronavirus Feared Chartered Flight From RG Mugabe To OR Tambo

THE Civil Aviation Authority of Zimbabwe (CAAZ) is investigating reports that a private charter plane from Zimbabwe was on Wednesday turned away at OR Tambo International Airport in South Africa.

It was reported that a plane from Zimbabwe, landed at OR Tambo International Airport without authority, while ferrying an Italian national using a South African passport.

Under lockdown measures, only cargo planes ferrying essential goods are allowed to fly in the Zimbabwean airspace unless authorised.

CAAZ acting spokesperson Mr David Kanyandu said investigations were underway.

“We saw the report on social media and since yesterday, I have been unsuccessfully trying to establish the truth. We are yet to find out whether or not the plane was from Zimbabwe.

“If that is true, we have to find out the circumstances under which it flew to South Africa,” said Mr Kanyandu.

Mr Kanyandu said CAAZ was following the given protocol in line with the measures put in place to control and prevent the spread of Covid-19.

“Our airspace is watertight and, for now, we are only allowing cargo planes that bring in emergency supplies like medical equipment, face masks, sanitisers and, other life-saving goods.

“We also allow some other emergency flights, but I have no details of whether that particular plane was on the list of those authorised for the day,” he said.

Minister of Transport and Infrastructural Development Joel Biggie Matiza is on record saying the lockdown only allows authorised charter planes and cargo planes.

“Following the 21-day lockdown, Government decided to close all our airports except for Joshua Mqabuko Nkomo in Bulawayo, Victoria Falls Airport and the Robert Gabriel Mugabe International Airport in Harare, which will be open for cargo and charter planes.

“Ethiopian Airways has been allowed to continue flying minimally and it will be used for ferrying our returning citizens and for diplomatic trips.”

“Measures we have taken remain in place and appear to be paying off, but the approaching winter season brings with it greater vulnerabilities. The risk to our nation is rising and growing enormous by the day,” Mnangagwa said.

Zimbabwe has only declared nine cases of coronavirus including one death, but Mnangagwa warned that “we must continue to scale up preparations, we are not out of the woods.”

“I’m proud of the way most of you have responded to the lockdown. Except where absolutely necessary, you have stayed at home together with your families. We have observed and voluntarily enforced social distancing and religiously followed routines of personal hygiene as recommended by the World Health Organisation. Social interactions have either stopped or drastically reduced. We are on the right path,” he said.

Mnangagwa has so far resisted deploying soldiers onto the streets, leaving police to carry out the task. Past army deployments led to allegations of widespread abuses including rapes and extra judicial killings.

“The deployment of security arms has largely been symbolic, with you, our citizens, heeding the call, taking the lead and showing the way in this pandemic. However, this should not induce complacency among us but motivate us to do more now, and in the weeks and months ahead,” Mnangagwa said, while urging Zimbabweans to “all err on the side of abundant caution.”

“Self-discipline is our safety and collective security as a nation,” he added.

The Zimbabwe leader also praised doctors and nurses who are on the frontline against the global pandemic, pledging more help to ensure they work in a safe environment.

“Elsewhere, the pandemic has shown the potential risks to health personnel who are on the frontline. They need protective gear which is adequate and effective against infections. They must feel safe, secure and sure to care for us with confidence. The government shall therefore continue to prioritise and ensure every health worker is appropriately kitted,” he vowed.

“We Cannot Afford To Be Deceived By The Small Numbers Of Infections,” Mnangagwa

President Emmerson Mnangagwa on Friday said the 2020 national budget will be revised to ensure it prioritises fiscal buffers in the wake of the coronavirus threat.

Finance Minister Mthuli Ncube announced a ZWL$63.6bn budget for 2020. President Mnangagwa,however, said government has found itself between a rock and a hard place and will adjust the 2020 budget amid coronavirus threat.

Zimbabwe has todate recorded nine cases and one fatality.

In his address to the nation at the State house, President Mnangagwa said:”The COVID-19 pandemic is nowhere close to loosening it’s grip on humanity.
“…The 2020 budget will be revised and reprioritised to ensure adequate fiscal buffers in the wake of the ravaging threat.

We cannot afford to be deceived by the small numbers of infections (in Zimbabwe) but we must continue to scale up our preparations.

We are not out of the woods. The galloping (global) figures may mean that the risk to our nation is rising and growing enormous by the day,” he added.

The virus has according to the US based John Hopkins University claimed over 55,000 lives across the globe with Italy being the most affected.

Zimbabwe is currently under a 21-day nationwide lock down, which took effect on Monday.

This could be devastating because Zimbabwe is highly informalised with many having turned to vending to eke out a living.

This means thousands of families and individuals are likely to experience severe challenges in the weeks and months ahead.

But, Mnangagwa said safety nets will be put in place.

“Equally,we are aware that the lock down comes at a great cost to livelihoods of our highly informalised economy.

We have therefore, committed to provide social safety nets to ensure that vulnerable households are sustained during this challenging period,” Mnangagwa said.

Government has also set up a coronavirus also known as COVID-19 disaster fund, to mitigate the immediate to long-term effects of the pandemic.

Police Release Notorious Anti Riot Artillery To Fight Against Coronavirus

Police have deployed public order vehicles equipped with water cannons to fumigate areas known for high human traffic.

The chemicals used during the fumigation are being supplied by Harare City Council.

National police spokesperson Assistant Commissioner Paul Nyathi said the exercise was a partnership between the police and the council to fumigate high risk areas.

“We have partnered City of Harare to fumigate some areas in and around the Central Business District (CBD). The local authority has supplied chemicals and the police have availed public order vehicles. This is to ensure public safety in the wake of Covid-19. We have already fumigated Mbare musika, the down-town area, Copacabana, Market Square, RoadPort, Mupedzanhamo market and other places. The exercise will not end there as we are planning to fumigate more places,” he said.

Along with these preventative interventions, the police continue enforcing the law, arresting 390 more people on Thursday and yesterday for defying the lock-down directive bringing the total arrests to 875.

They were mostly arrested for illegally opening their bars, operating shebeens, vending and loitering among other offences. They were fined between $200 and $500 each.

Assistant Commissioner Nyathi said police will continue to arrest such offenders.

“We continue to urge people to comply with the directive and other measures which are meant to protect them from this pandemic. As police, we are there to enforce the law. We are appealing to the public to be compliant and avoid being arrested,” he said.

He said the police will continue to monitor the situation across the country and ensure everyone is compliant.

Mnangagwa Spares Eight Lives

At least eight prisoners, who have been on the death row for periods ranging from 10 to 12 years, this week had their sentences commuted to life imprisonment in line with the recent Presidential clemency order.

The eight, who were facing the hangman’s noose, will now spend life in jail. President Mnangagwa recently issued a clemency order for non-violent offenders.

Prisoners who have spent at least 10 years on death row, according to the order, should have their sentences commuted to life imprisonment.

Zimbabwe Prisons and Correctional Services spokesperson Superintendent Meya Khanyezi confirmed the development.

“We have eight inmates, whose death penalties were commuted to life imprisonment,” she said.

“The longest serving prisoner was sentenced in 2008, while the one with the least years on death row was sentenced in 2010.

“The other six were sentenced between 2008 and 2010.”

The recent amnesty saw only 1 680 prisoners qualifying for release out of the targeted 5 000.

This was because the majority were convicted of serious offences and have not yet served at least half their sentences, the criteria for benefiting.

Only 53 women out of 456 benefited from the amnesty after it turned out that many women in prison committed specified offences like murder, robbery, car-jacking, sexual offences and public violence.

President Mnangagwa used his constitutional powers of mercy to effect the amnesty, desired to reduce the prison population to levels that can be accommodated safely.

All the released prisoners and those with shorter effective sentences still have criminal records and, if a portion of their original sentence was suspended, those suspended sentences can be brought into effect should they re-offend since the amnesty order only looks at remission of effective sentences.

In Harare, 279 prisoners were released from prison while 185 were freed in Mashonaland province.

Bulawayo prison population was reduced by 198.

Mashonaland West, East and Midlands offloaded 166, 127 and 296 respectively.

In Masvingo, 85 prisoners were freed while Matabeleland South and North prisons released 75 and 66 respectively.

The country’s prisons have a carrying capacity of 17 000, but before the amnesty, there were 21 838 inmates.

The amnesty reduced the total number of inmates to 20 158, a figure above the maximum holding capacity.

You Can Still Enjoy Your Beer During Lockdown – Delta Beverages Convince Police Otherwise.

Police and the largest alcoholic beverage company, Delta Beverages, yesterday agreed that supermarkets and registered bottle stores should continue selling alcohol during the 21-day lockdown on condition it will not be publicly consumed.

Those caught drinking beer in public places will be fined up to $500.

Police,however, insisted that drinkers should not gather in public places.

“The Zimbabwe Republic Police wishes to clarify on the issue of selling of liquor by supermarkets that have got exemptions (and) are allowed to sell liquor to members of the public for consumption, off-the-premises.

“All licensed bottle stores or outlets who offer off premises sales are reminded to conduct their business according to Covid-19 guidelines.

“Consumers are not allowed to assemble outside such premises or to drink while seated in vehicles as individuals or as groups.

“All purchased liquor should only be consumed in the privacy of individuals’ homes as outlined in the Covid-19 guidelines or exemption structures,” he said.

National police spokesperson Assistant Commissioner Paul Nyathi said public drinking will attract a fine of $500. “Members of the public found drinking beer outside supermarkets or in their cars will be arrested and dealt with according to the law with offenders being made to pay a maximum fine of $500. Individuals who access off-the-premise liquor sales are not allowed to conduct parties at home, invite friends to drink as groups or to operate shebeens during the Covid-19 pandemic lockdown,” he said.

On Thursday police announced the ban on all beer sales in retail outlets countrywide in the wake of the 21-day national lockdown.

The ban, according to the police, was meant to minimise social disorder and allow shops to sell only “essential” products during the shutdown.

Meanwhile, police yesterday noted a significant increase in the number of vehicles in Harare’s central business district, saying it was a breach of the lockdown directive.

Assistant Commissioner Paul Nyathi said police details had been deployed to arrested defiant motorists.

“We have noted with concern a significant increase in vehicular traffic in Harare in the afternoon, an indication that people were defying the lockdown directive.

“The motorists must drive back home or risk being arrested. We have deployed our officers to deal with them in terms of the law,” he said.

President Mnangagwa last week declared a national 21-day lockdown to curb the spread of Covid-19 that will run until April 16.

The virus has infected over one million people worldwide, killing over 50 000.

In Zimbabwe there are nine confirmed cases of Covid-19 and one death.

Coffin Manufacturers Now Classified As Part Of Essential Services

Through Statutory Instrument 86 of 2020, Government also added funeral parlour operators and coffin manufacturers and sellers; manufacturers and distributors of medical supplies relevant to combat COVID-19 and other medical emergencies; suppliers of agricultural inputs and stock feed; supply and distribution of veterinary requirements for domesticated farm and non-farm animals and cattle dipping.

For transport, Ethiopian Airways was gazetted as the sole airline operating in Zimbabwe for the purposes of bringing in emergency supplies and other travel services.

The airline is being used to bring in ventilators, face masks, sanitisers and, other essential medical requirement.

Boats and other water-borne transport in areas where these are the normal mode of transport to access essential goods and services are permitted to operate.

The Zimbabwe Stock Exchange has been deemed essential and can operate during the lockdown.

SI86 was gazetted to amend SI83 of 2020 which carried the initial list of essential services permitted to operate in the lockdown.

These included producers and retailers of essential goods, including food shops, pharmacies and informal food markets; power and water supplies and public transport by Zupco and the Public Service Commission.

Vendors Initiative for Social and Economic Transformation (VISET) has received with utter shock and disbelief reports that, Zimbabwe Republic Police (ZRP) Officers in Mutare confiscated and later burnt a tonne of vegetables that were meant to supply hundreds of Informal Traders at Sakubva Vegetable Market. It is reported that Police Officers loaded the vegetables which had been abandoned by Informal Traders as soon as they realised that they had been ambushed. The vegetables that=  were confiscated and later burnt included tomatoes, cabbages, green vegetables, lemons to mention a few. It is sad to note that this unthinkable act is happening at a time when the country in under a 21-day COVID-19 inspired lockdown and experiencing debilitating food shortage which is set to affect over 6 million Zimbabweans both in the rural and urban areas. Is it not ironic that the same Government which is burning food which is meant to alleviate the plight of the poor, is parading a begging bowl across the globe BUT back home burning the food that is meant to help the poor and vulnerable? After all, the provision of food and basic commodities is an essential service which we believe is permissible under the guidelines and measures that were promulgated by the Government

As VISET, are worried that this trend of harassment of Informal Traders during this 21 Days Lockdown and disregard for human rights is going to even get worse. Already this week alone, we have received disturbing reports of our members being followed to their houses and their merchandise being confiscated without trace. Let it be stated clearly that, as VISET we will continue to urge our members to obey the measures that were put in place by the Government to curb the further spread of the COVID-19, but surely these measures must being implemented within the confines of the constitution and realities on the ground. How do you, for example, burn food that is meant for the poor and hide behind COVID-19? Is it not a flagrant violation of our right to food, if not right to life? The right to human dignity, right to food and right to life can all not be realized if people are denied opportunities to earn livelihoods.

We urge the Government and its agencies to immediately launch an investigation into what really happened in Mutare because as far as we are concerned, events at Sakubva Market violates not only the measures and guidelines that were put in place during the lockdown but the Zimbabwe constitution and the by laws that govern the operations of Informal Economy. Despite the fact that as VISET we will continue to support the measures that were put in place by the Government, the right to carry out trade or business still remains provided for under Section 64 of the Constitution which provides for the right to freedom of choice and practice of a trade or profession. Furthermore, Section 24 of the Constitution provides for the national objective of removing restrictions that inhibit people from working or otherwise engaging in gainful economic activities.

Section 13 of the constitution obliges the government to promote private initiatives and self-reliance.

As VISET we posit that, during this lockdown, if properly supported and monitored, Informal Traders and Street vendors can provide valuable services to the urban population while adhering and be in compliance with the measures put in place by the authorities.

Zim Main COVID-19 Treatment Centre Deserted By Nurses

NURSES at the country’s main Covid-19 isolation centre, Wilkins Infectious Diseases Hospital, are resigning as morale hits rock bottom in the crucial health sector, which is in the frontline of Zimbabwe’s response to the deadly disease.

This follows revelations that the government has released a paltry ZW$100 000 to Harare City Council, which runs Wilkins and Beatrice infectious diseases hospitals, where Covid-19 patients are being treated.

Bulawayo’s Thorngrove Isolation Centre is also facing shortages of protective wear for health staff.

Wilkins already had a low staff complement, resulting in the health professionals working overtime with minimal resources.

Four nurses, who were working at the facility, resigned last week, with three more indicating this week their plans to also leave.

The nurses are leaving for better opportunities, including those that have arisen at new Covid-19 response centres, including St Anne’s Hospital in Harare’s Avondale suburb and Arundel Hospital in Mount Pleasant, formerly Rock Foundation Medical Centre, which are offering remuneration in United States dollars. The facilities are paying around US$75 per day.

“People have been really trying, but after working so much we are getting peanuts. The morale is really low. Right now, we are closed and yet to open again when the renovations are finished, but there is nothing to be excited about. We just got our peanuts,” a source at the hospital said.

“The staff here have not been getting any allowances and have been working with limited protective clothing. Some people decided that it is better to leave and go where they are paying in US dollars. Four nurses left and only 16 remain, but three more will be going soon.”

Zimbabwe Nurses Association secretary- general Enock Dongo said there is need for more training for nurses on the disease to improve treatment and care as well as prevent infection.

“There is the issue of training on Covid-19 as it is new and not known by people, including the frontliners who have layman’s knowledge of the disease, yet the public expects more from them. The government should quickly increase the number of people being trained,” Dongo said.

“We still need more PPE (personal protective equipment). There is no institution with enough PPE. As an association, we are looking for well-wishers to provide the protective clothing so as to help stop the spread of the coronavirus.”

Dongo called on government to avail more resources towards fighting the virus.

“We want to see the money they were talking about on the ground. This is the time to walk-the-talk. Nurses need risk allowances because they are at risk, if you are exposed to patients suffering from the infectious disease you also need a well-balanced diet to boost your immune system. Nurses can’t afford that at the moment,” he said.

Dongo applauded health personnel at Wilkins and other public medical facilities who have been operating without proper protective clothing, exposing themselves to infection.

Health director in the City of Harare Dr Prosper Chonzi said the local authority was waiting for health personnel to be seconded to Wilkins and Beatrice from the Ministry of Health and Child Care, for an effective coronavirus response.

“The staff we have is not enough. We spoke to the minister, Obadiah Moyo, and he said that he got the go-ahead to unfreeze posts. So we are waiting for them to second nurses, doctors, pharmacists, health officers and other personnel,” he said.

Meanwhile, Chonzi said the authorities were looking at ways of increasing the Covid-19 test rate, which is currently at 96 tests per day.

The World Health Organisation has recommended that African countries increase their test rates so as to contain the spread of the disease.

Zimbabwe recently received a donation of 20 000 laboratory diagnostic test kits from Chinese billionaire Jack Ma and his Alibaba Foundation, as well as 100 000 face masks and 1 000 protective suits and face shields.

“There is need for more testing, at the moment we have PCR (Polymerase Chain Reaction) test kits and it takes about five hours for results to come out. What we want now are the rapid test kits which give results in about 20 minutes,” Chonzi said.

Zimbabwe has eight confirmed positive cases as of yesterday.

The city authorities are however still awaiting funds from government after they received only ZW$100 000, compared to the US$6,7 million they had requested.

“There has been some improvement in support from central government, that should be commended. However, the ZW$100 000 is not enough, we need to transport our staff to work, and give them allowances. We also need to get more protective clothing and other essentials. It would be better maybe if the PPE can be procured by the central government so that we focus on the other requirements,” Chonzi said.
Meanwhile, Wilkins Hospital, which has been closed for almost two weeks for renovations, is set to re-open this weekend.
The hospital recorded the first Covid-19 death last week on Monday, with the family of the deceased, Zororo Makamba, fuming over the lack of medical treatment and care at the main isolation centre.

The Makamba family said Zororo failed to get the level of care that could have saved his life as the hospital did not have a ventilator or even oxygen. Furthermore, the family said there was no power socket to plug in a ventilator bought by the Makamba family.

Chonzi told the Zimbabwe Independent that the hospital’s intensive care unit (ICU) was now being set up to admit Covid-19 patients who would need close monitoring.

“We are in the process of installing equipment and we now have from the donation of protective clothing and other things in place,” Chonzi said.

“We are setting up the ICU and we have five ventilators in place, the oxygen is now flowing and some of it is going to be piped and we have capacity for about 54 of those who will need oxygen. We are also setting up the beds and installing monitors.

“Apart from the ICU, we now have capacity for up to 100 patients and are also looking at creating more space at Beatrice Infectious Diseases Hospital.”

However, the facility is yet to get an intensive care nurse and anesthetist.

The Bulawayo City Council’s Health Services Department yesterday said although no cases of Covid-19 had been reported, consumables were urgently needed.

Khulamuzi Nyathi, the assistant director in the department, revealed that a patient with Covid-19 symptoms is currently admitted at Thorngrove Isolation Centre in the city, while awaiting test results.

He said the city was in dire need of consumables such as oxygen, gauges, tubes, masks and about five ventilators to be able to respond to cases that might pop up.

“In terms of the ladder, we are a primary health care provider courtesy of our clinics and other health care facilities that we have as a council. We need the consumables, most importantly, the protective clothing, about 5 000 suits, gloves, masks, and other things so that we can be able to respond to any call that is linked to Covid-19,” Nyathi said.

He said the local authority had deployed environmental health officers to follow up on more than 1 000 travellers who entered the country destined for Bulawayo.

“We have been following up on 1 125 travellers who came into the country through ports of entry in and around Bulawayo. We have been checking them to see whether they have any symptoms of Covid-19. I am happy to note that from the reports on these travellers, we have not yet recorded any positive Covid-19 case in the city from those that we have tested.

“Last month alone, we conducted tests on about 50 people under the Rapid Response initiative that the department initiated. Twenty-three of those people fitted the case definition of Covid-19. Twenty-one results came back with negative results while the other two (results) are yet to be sent back from the National Microbiology Reference Laboratory in Harare,” Nyathi said.

COVID-19: Rand Continues to Lose Value Against US$

The rand has continued to plummet on Friday, reaching record levels against the dollar.

With the number of global coronavirus cases steadily climbing after breaching the one-million mark, traders say surging numbers of infections signal a prolonged period of significantly subdued economic activity.

This is because more containment measures may be required to curb the virus.

The rand is among a number of emerging market currencies that have continued to plummet as fears grow about the effects of the coronavirus.

The downgrade by Moody’s also affected the currency, but many analysts agree that COVID-19 overshadowed this.

Emerging market currencies have made hefty losses so far this year as investors rush to safer assets, pushing many such as the rand and most Latin American currencies to all-time lows.

Added to this, there are now doubts about a US-brokered deal between Russia and Saudi Arabia regarding oil prices.

Ambiguity regarding the amount of cuts, to stimulate prices, has seen analysts cast a skeptical eye on the deal.

Eight Zimbabwean Prisoners Freed From Death Sentence

At least eight prisoners, who have been on the death row for periods ranging from 10 to 12 years, this week had their sentences commuted to life imprisonment in line with the recent Presidential clemency order.

The eight, who were facing the hangman’s noose, will now spend life in jail. President Mnangagwa recently issued a clemency order for non-violent offenders.

Prisoners who have spent at least 10 years on death row, according to the order, should have their sentences commuted to life imprisonment.

Zimbabwe Prisons and Correctional Services spokesperson Superintendent Meya Khanyezi confirmed the development.

“We have eight inmates, whose death penalties were commuted to life imprisonment,” she said.

“The longest serving prisoner was sentenced in 2008, while the one with the least years on death row was sentenced in 2010.

“The other six were sentenced between 2008 and 2010.”

The recent amnesty saw only 1 680 prisoners qualifying for release out of the targeted 5 000.

This was because the majority were convicted of serious offences and have not yet served at least half their sentences, the criteria for benefiting.

Only 53 women out of 456 benefited from the amnesty after it turned out that many women in prison committed specified offences like murder, robbery, car-jacking, sexual offences and public violence.

President Mnangagwa used his constitutional powers of mercy to effect the amnesty, desired to reduce the prison population to levels that can be accommodated safely.

All the released prisoners and those with shorter effective sentences still have criminal records and, if a portion of their original sentence was suspended, those suspended sentences can be brought into effect should they re-offend since the amnesty order only looks at remission of effective sentences.

In Harare, 279 prisoners were released from prison while 185 were freed in Mashonaland province.More in Home

In Manicaland, 202 were set free, while Bulawayo prison population was reduced by 198.

Mashonaland West, East and Midlands offloaded 166, 127 and 296 respectively.

In Masvingo, 85 prisoners were freed while Matabeleland South and North prisons released 75 and 66 respectively.

The country’s prisons have a carrying capacity of 17 000, but before the amnesty, there were 21 838 inmates.

The amnesty reduced the total number of inmates to 20 158, a figure above the maximum holding capacity.

Scrap 2 Percent Tax To Save Industry From Effects Of Lockdown, Mthuli Ncube Told

The Zimbabwe Council of Churches has reacted to a raft of measures put in place by the government through the Ministry of Finance to deal with effects of COVID-19.

In a statement released yesterday, ZCC urged government to also consider scrapping value added tax on some of the products to ease the burden on consumers.

Below is the full statement:

While recognizing the effort of the Minister of Finance to provide mitigatory measures against COVID-19 in a constrained fiscal environment, more can be done to save lives and mitigate the industry from possible collapse. The Minister is implored to consider:

• The unintended economic impacts of the 21 day lockdown to the generality of citizens, especially those in the informal sector living from hand to mouth,
• Provide a comprehensive social protection scheme (with contributions from government, development partners, private companies) in order to save lives of many Zimbabweans,
• Scrap the 2% IMTT tax and consider reducing VAT and widening products under the VAT Zero rated band,
• Consider Parliamentary approval of expenditure reprioritization and adjustment of the 2020 National Budget.
• Adhere to highest levels of transparency at this time of crisis in relation to health and other needs as this will influence adjustment of the 2020 budget and cooperation of development stakeholders,
• Strengthen systems and be transparent to effectively deal with corruption and improve transparency in the management of mineral resources.

Zim Stadia Condemned Again

ZIFA has received the report concerning preliminary inspections done on the National Sports and Barbourfields in March.

The report further confirms that the two facilities do not meet minimum standards expected by FIFA and CAF to host Warriors’ matches.

Both stadia are still barred from hosting senior men’s competitions, but they are approved to host youth and women’s competitions.

The inspection done in March was meant to provide ZIFA and stadium authorities with guidelines on areas that require attention before the final round of inspections scheduled for June and July 2020.

Government and Bulawayo City Council have been notified of the recommendations made by CAF inspectors, and the urgent need to attend to issues raised cannot be further emphasised.

If work on recommendations is complete, ZIFA will invite CAF to conduct another inspection between 15 June and 20 July to determine whether or not we can play senior men’s competitions at home.

Our local stadium inspection team, the First Instance Body will conduct weekly inspections to ensure that refurbishments at National Sports and Barbourfields Stadiums are in line with the expectations of CAF and FIFA.

We appeal to all stakeholders involved to expedite the process of upgrading our facilities to the required standard so that we avert the grim possibility of playing our home matches abroad.

Future Of Football At Crossroads Due To Coronavirus:CAF

CAF president Ahmad Ahmad has told French newspaper, Le Monde Afrique, that the 2020 CHAN finals won’t be played in Cameroon in June and the future of football is at the crossroads because of the coronavirus outbreak.

Question: Football is today largely impacted by the coronavirus crisis which has affected almost all African countries…

Ahmad: Indeed, the sport has stopped. In this very difficult period football must take second place in the face of the scale of this health crisis.

However, in our sector, we had to make certain necessary decisions. First, the medical committee at CAF made its analysis and, more generally, we followed the instructions of the World Health Organisation.

We decided to postpone the qualifying matches for AFCON 2021, scheduled for the end of March.

Lots of federations contacted us and, in any case, with the suspension of numerous airlines, African players confined in Europe, this decision was self-imposed. We will wait to decide when we will play days three and four of the AFCON 2021 qualifiers.

The fifth day was scheduled for June, it is still too early to decide if it will take place, but we still have dates in September, October and November, even if it means postponing the first day of qualification for the 2022 World Cup, scheduled precisely in November. We will discuss this with FIFA, which seems open to the various adjustments to the calendar. As I speak, the final phase of AFCON 2021 is still scheduled for next January and February.

Question: What can you tell us today about the CHAN 2020, originally scheduled for Cameroon from April 4 to 25, and which has of course been postponed. Will it take place?
Ahmad: Our desire is to play all competitions including, of course, the African Nations Championship. It is obviously too early to decide whether we will play it in 2020 or 2021.

The only thing that seems obvious is that CHAN will not be able to take place in Cameroon in June and July, due to weather conditions.

Question: Europe has suspended the Champions League and the Europa League. In Africa, are we moving towards the same decision for the Champions League and the Confederation Cup, whose semi-finals and finals were initially scheduled for May?

Ahmad: This is obviously part of the assumptions. The semi-finals are scheduled for early May.

We will adapt according to the health situation. If the schedule needs to be changed, we will. Almost every day, I have discussions with the secretariat of CAF and with the federations. In any case, we will be able to adapt.
Question: African football seems to mobilise every day a little more to fight against this epidemic.
Ahmad: Many presidents of federations are involved.

This is also the case for their administrative staff, particularly in the area of ??prevention.

I also learned that some players have given money, like the Senegalese Sadio Mané who offered 45,000 euros to hospitals in his country. Others also helped by sending powerful messages to advise people to stay at home.

South Africa Lockdown: Man Arrested While Driving To Girlfriend’s House

At least 16 people have been arrested in a City of Joburg operation on the N1 near Soweto.

Johannesburg Metro Police Department (JMPD) officers are accompanied by Mayor Geoff Makhubo, concentrating on the western bypass on Friday.

Motorists and passengers have been arrested for contravening the COVID-19 Disaster Management Act – which prohibits anyone, except for essential service workers and those who are going to buy food, from being on a public road.

A team of metro police officials is spread across the highway in both the northerly and southerly directions.

Mayor Makhubo said they decided on this because people don’t seem to be taking the rules of the lockdown seriously.

“We decided that we must have a surprise roadblock. We started in the morning in Sandton. We’ve done the N1 north, now we are doing the N1 south.”

He said he has heard some interesting excuses from motorists.

“A man just ‘killed’ his granny. He said his granny died and he is going to the hospital where the granny died. When we asked him for the number, he said: ‘I’m sorry I am going to Randburg to see my girlfriend’.”

Mayoral spokesperson Mlimandlela Ndamase said people tried to mislead officers during Friday’s roadblock.

“We must emphasize to society and to our people that it is not a joke; people must stay at home and they must appreciate what is happening with respect to COVID-19 throughout the world.”

He says people must realize that if they cannot substantiate why they are on the roads, they will be arrested.

“Compliance with what the police officials is important.”

Officials loaded people into metro police vehicles and taking them to the Diepkloof police station.

The operation has been completed for now, but the mayor insists Friday’s work was the first of many.

Mnangagwa Happy With Lockdown Compliance

President Mnangagwa has applauded Zimbabweans for self-discipline during the ongoing 21-day lockdown, while advising farmers supplying produce to urban centres and other localities to continue to operate and agricultural markets to remain open as the country enters Day 6 of the lockdown today.

Further, the President said veterinary outlets and related services should continue operating as the country fends off livestock diseases.

Addressing the nation at State House yesterday, President Mnangagwa said the presence of military personnel on the streets and other places was just symbolic, as people heeded the Government call.
He said the nation’s safety and collective security lay in self-discipline, but people should not be deceived by the low infection numbers and Government should continue to scale up preparations.

“Apart from the focus on the pandemic itself, it is integral that we keep our economy moving forward during this period of lockdown.
“Food supply must be guaranteed, with minimum shocks or disruption.

Farmers must continue to produce for our nation even under conditions of lockdown.

Farmers and traders alike must equally continue to deliver produce to markets, including those markets that supply our cities, towns and growth points.

“To that end, I directed our security arms to ensure pathway of food supply.

All agriculture activity must remain undisturbed throughout the period of the lockdown. All our producers must continue to feed our nation with minimum hustles. Equally, our veterinary outlets and services must continue to run as we fend off the diseases against our livestock.

Our outlets and field teams working on projects meant to climate-proof our agriculture and towards impending harvests as well as winter wheat programmes must be facilitated.”

He said the country was not yet out of the woods but applauded Zimbabweans for high level self-discipline during the lockdown.

“Only last week, I directed a total lockdown of our society for a duration of 21 days. As your President, I am proud of the way most of you have responded to the lockdown,” said President Mnangagwa.

“Except where absolutely necessary, you have stayed home together with your families.

You have observed and voluntarily enforced social distance and religiously followed routines of basic hygiene as recommended by the World Health Organisation.

Social interactions have either stopped or drastically reduced. We are on the right path.

The deployment of security arms has largely been symbolic, with you our citizens heeding the call, taking the lead and showing the way in the fight against this pandemic. Well done Zimbabweans and keep it up,” said the President.-State media

ZIMSEC Launches Online Platforms For Examination Registration

The Ministry of Primary and Secondary Education has not cancelled O’ and A’ Level examinations for both June and November 2020 due to the novel coronavirus pandemic.

This was said by Permanent Secretary in the Ministry Tumisang Thabela who added that parents can use online platforms to submit registration data and send proof of payment.

She said:
We urge parents to continue paying their children’s examination fees if they have not yet done so.

The Zimbabwe Schools Examination Council has opened up many channels through which parents can pay this time around so they should use them.

Thabela’s remarks follow social media claims that ZIMSEC has cancelled this year’s public exams after the school term was cut short by the COVI-19 outbreak.

Police and the largest alcoholic beverage company, Delta Beverages, yesterday agreed that supermarkets and registered bottle stores should continue selling alcohol during the 21-day lockdown on condition it will not be publicly consumed.

Those caught drinking beer in public places will be fined up to $500.

Police,however, insisted that drinkers should not gather in public places.

“The Zimbabwe Republic Police wishes to clarify on the issue of selling of liquor by supermarkets that have got exemptions (and) are allowed to sell liquor to members of the public for consumption, off-the-premises.

“All licensed bottle stores or outlets who offer off premises sales are reminded to conduct their business according to Covid-19 guidelines.

“Consumers are not allowed to assemble outside such premises or to drink while seated in vehicles as individuals or as groups.

“All purchased liquor should only be consumed in the privacy of individuals’ homes as outlined in the Covid-19 guidelines or exemption structures,” he said.

National police spokesperson Assistant Commissioner Paul Nyathi said public drinking will attract a fine of $500.

“Members of the public found drinking beer outside supermarkets or in their cars will be arrested and dealt with according to the law with offenders being made to pay a maximum fine of $500.

Individuals who access off-the-premise liquor sales are not allowed to conduct parties at home, invite friends to drink as groups or to operate shebeens during the Covid-19 pandemic lockdown,” he said.

On Thursday police announced the ban on all beer sales in retail outlets countrywide in the wake of the 21-day national lockdown.-State media
