GALZ invites applications from suitably qualified persons to fill the position of Monitoring Evaluation and Learning (MEL) Officer within the organization, based in Harare.
The project is expected to contribute to the intensified and targeted community mobilisation efforts to increase access to and uptake of HIV prevention services for MSM. Resulting in increased reach and retention of men who have sex with men (MSM) in HIV continuum of care. Support towards MSM programming will provide an environment for enhanced psycho-social support and increased knowledge on SRHR through enhanced peer education, Drop in Centres, Community Dialogues, Safety and security trainings and, Human Rights literacy trainings.
Reports to: Programs Manager
Main Duties and Responsibility
Coordinating the process of developing M&E plans and frameworks, quarterly and annual project reviews, participatory project outcome assessments and routine monitoring; Taking part in developing and or reviewing project log frames, particularly in the areas of the objective hierarchy, indicators and building monitoring mechanisms; Supporting development of data collection tools and management of the data collection process, analysis and communication to provide statistics for outcome assessment; Spearheading surveys, assessments, evaluations and studies required for measuring project effects and impacts; Guiding the planning and implementation of M&E activities at project level to ensure quality interventions in creating the desired changes in the lives of LGBTI communities; Carrying out training needs assessment in the area of M&E for, planning and carrying out trainings to improve the capacity of staff; Supporting Project Officers, field level staff to implement M&E systems and processes; Undertaking regular field visits to support implementation of M&E especially looking at how data capturing tools are being used and to identify where improvements are required and present findings to Program Manager; Guiding staff in preparing their progress reports. And supporting preparation of consolidated progress reports in accordance with approved reporting formats and timing; Guiding staff on qualitative monitoring to provide relevant information for on-going evaluation of project activities, effects and impacts; Guiding the process of identifying, documenting and sharing case studies, lessons learnt best practices and success stories within the Multisectoral Community Based Model for Reduction of stunting; Creating and managing an up-to-date database on every aspect of each project to make information readily available to management
Qualifications and Experience
Degree in Statistics, Social Sciences; At least 2 years’ professional experience; Analytical capacity; Problem identification and solving skills; Experience in Program Management mandatory; Experience in the implementation of developmental projects and Multisectoral coordination
