FULL TEXT: Community Water Alliance welcome the judgement delivered by Justice Zhou where the organization sued Government for failure to publish loans concluded between Government and African Export Import Bank. Transparency in administration of loans has a bearing on access to water since majority of government funded capital projects in the WASH sector have been financed through water loans.

Justice Zhou declared that failure to publish loans is a violation of Section 300(3) of the Constitution of Zimbabwe and Section 18(2) of the Public Debt Management Act.

Justice Zhou instructed the Government of Zimbabwe through Ministry of Finance to publish in an Extraordinary Government Gazette terms and conditions of any loans and guarantees concluded with African Export Import Bank or any third party international financier. A deadline of 30 January 2021 was given.
