Bank Attaches Kereke’s Rock Foundation Medical Centre

JAILED former Zanu PF Bikita West MP Munyaradzi Kereke is set to lose his Mount Pleasant hospital to settle a $3 million debt owed to a local bank (name withheld), after the financial institution filed a High Court application seeking to attach the infirmary.

Kereke’s company, Fairdrop Trading (Private) Limited, which trades as RMC Hospital, is under judicial management and was cited as the respondent in the court papers.

In the application, the financial institution is seeking permission to prosecute against a company under final judicial management.

“This is an application for leave to execute against the respondent (Fairdrop Trading)’s property in view of the fact that the terms of the order placing it under judicial management and the provisions of Sections 301 (1) of the Companies Act (Chapter 24:03) require all actions and applications and executions of all writs, summons and other process against the respondent company to be stayed and not proceeded with without the leave of the honourable court,” the financial institution said.

According to court papers, in September 2014, the bank obtained a judgment against Kereke’s company for the payment of $3 257 038,49 together with interest at the rate of 28 percent per annum.

“Pursuant to the issuance of the order, applicant caused a writ of execution to be issued against the respondent on the 25th of September 2014.

“Applicant proceeded to attach one of the properties held in the name of Munyaradzi Kereke, one of the judgment debtors called Stand 284 Mount Pleasant Township 11 of Lot 35A Mount Pleasant,” the court heard.

Kereke’s company later applied to be placed under judicial management in 2014, but the bank claims it holds real security over the firm’s immovable property.

“Respondent operates a medical centre which sits on two distinctly registered properties namely Stand 283 Mount Pleasant Township 11 of Lot 35A Mount Pleasant and 284 Mount Pleasant Township 11 of Lot 35A Mount Pleasant.

“Stand 283 is registered in the names of the respondent as indicated … and Stand 284 is registered in the names of … Kereke. 

“Applicant can recoup the debt it is owed by the respondent if the two properties are sold in execution,” the court heard.

The bank further claimed that Kereke’s company had shown that it was not committed to paying back the money and that it was abusing the judicial management process by failing to honour its debt.

“For that reason, the applicant ought to be allowed to proceed with execution as it is suffering serious prejudice from the non-payment of the debt.

“The medical centre can therefore be properly sold as a whole single unit as it sits on the two properties. It is on that basis that the applicant has approached this honourable court for relief.”

The medical institution has not yet responded to the application.

Controversial socialite and United Kingdom based businesswoman, Olinda Chapel has responded to a body shaming comment by Acie Lumumba and disclosed that the latter was trolling her for rejecting his love proposal.

Responding on her Instagram account, the expecting Chapel said she rejected Lumumba real name Gerald Mutumanje because he does not shave.

“Can someone please tell ACIE LUMUMBA kuti sha it’s not my fault I wasn’t into you. Ndoda varume vanotamba ne Veet hair remover (I love men who like playing with Veet hair remover),” she said.

She added that Lumumba proposed love to her some two years ago hence his mean comment.

“Respect your wife!” fumed Chapel.

This follows a comment by Lumumba suggesting that Olinda’s size appeared as if she had swallowed her husband Tytan.

“Did she eat Tytan?” he said while commenting on Olinda’s picture.

Sekuru Banda Opens Rehab Centre For Drug Addicts

Trend-setting Harare traditional healer, Kamwelo Banda popularly known as Sekuru Banda has opened a new leaf in his philanthropic portfolio after setting up a $500 000 drug rehabilitation centre that is set to assist youths from across the Southern Africa region.

In an interview with ZimEye yesterday, Sekuru Banda said his newly opened centre that will be administered by his newly formed The Kamwelo Banda Trust will assist those battling against drug addiction, one of the major problems affecting productivity among today’s youths.

“Having realised that young people of today including musicians. In such circumstances, talent goes to waste and I could not just sit and watch them from drug abuse.

“People know me as a traditional healer, but it is important for people to also know that I a champion of morality and community development.

“If these youths are not restrained from abusing drug, they will eventually commit crimes that will land them in jail,” said Sekuru Banda.

He added that his decision to intervene was based on a random research he undertook which proved that most drug abusers were young people.

Sekuru Banda said he at some point he visited Mbare to connect and understand reasons behind substance abuse by young people, a visit that saw him interact with Zimdancehall artists at the popular Chillspot Records.

Sekuru Banda’s centre will provide psycho-social support and enlist the services of social workers and counsellors.

The Kamwelo Banda (KB) Trust Fund will fund most of the projects at the rehabilitation centre.

Dr Chido Rwafa, the Deputy Director of Mental Health Services in the Ministry of Health and Child care said substance related disorders are one of the top three contributors to mental health problems in the country.

“These disorders are wreaking havoc in our families and communities and over-stretching an already overburdened health system,” she said.

According to a local online publication The SpikedZW, Sekuru Banda is famous for his power to return lost goods and re-unite lovers.

He recently topped a survey of most influential religious leaders in the country ahead of personalities such as Apostle Ezekiel Guti (ZAOGA), Prophet Emanuel Makandiwa (UFIC), Prophet Walter Magaya (PHD Ministries) among others.

Gvnt Tightens Security Amid Fears Of Another Shutdown

By Own Correspondent- Government remains fearful of another national shutdown as it plans to tighten the country’s repressive laws, a report by a local publication has claimed.

Last month’s week-long stay away degenerated into riots and looting, and more than a dozen people were killed and hundreds seriously injured.

The Daily News claims to have government documents in its possession which reveal the plan:

Police deployments remain on the ground in order to reassure the citizens of their security. This is particularly so, given the fact that the MDC and other local merchants of regime change are planning to carry out further protests under the so-called National Shutdown II.

It is pertinent to note that efforts are underway to align Posa with the 2013 Constitution. In addition, the government is also alive to the constitutional rights of the citizenry, including the right to protest, as enshrined under section 59 of the Constitution.

The above notwithstanding, the rights can be constitutionally derogated from a citizen on the basis of Article 86 of the Constitution which provides for limitations on rights and freedom for the public good.

Namibian Workers Call On Their Gvnt To Intervene In Zim Crisis

By Own Correspondent| Namibian workers have called upon the country’s president, Hage Geingob to intervene in the deteriorating situation in Zimbabwe.

Geingob is the current chairperson of the Southern African Development Community (SADC).

Namibia’s Trade Union Congress (TUC)secretary general Mahongoro Kavihuha said:

The crisis in Zimbabwe started more or less at [the same time of the] election in the DRC. He was eager to talk about the DRC, but when it comes to Zimbabwe, until this stage he is quiet.

… Today, we learned that the vice president of ZCTU was arrested, and many more trade union leaders have been arrested and tortured, including citizens.

… We are aware that the liberation movements are in cahoots regarding oppressing people’s rights and people’s feelings, but I hope that our president will show some degree of being a responsible leader, and call upon his counterpart in Zanu-PF to at least respect human rights.

Most of the regional countries have remained quiet on the government of Zimbabwe’s brutal crackdown on civilians. South Africa’s ruling party, the African National Congress said that it was fully behind the government’s brutal clampdown on protestors which reslted in the death of more than 12 people.

Vice President Constantino Chiwenga is reportedly in the cabinet meeting currently underway at the Munhumutapa building, according to a reliable source.

Chiwenga grabbed headlines when he was reported to have flown to Cape Town, South Africa to seek emergency medical attention for an undisclosed ailment.

Chamisa Rebukes ZANU PF Youth On Attempts To Create A Sex Scandal For Him

Paul Nyathi|MDC president Nelson Chamisa has strongly rebuked ZANU PF social media defender Jones Musara over claims that the MDC leader was having an extra-marital affair with a Harare woman and that a nude video of him with the woman had been leaked.

The ZANU-PF propagandist made the claim on his own Facebook page, attaching a photo of Chamisa with a young woman who he accuses of having an affair with Chamisa.

“Chamisa is fixated on (extra-marital affairs) instead of nation building hence he is not Presidential material,” Musara said, attaching a photo.

Chamisa responded: “Please be truthful. This photo was actually taken at some restaurant on Saturday last week where I was having lunch with the legend Thomas Mapfumo. I also had the pleasure of meeting the young musician Enzo of the Kanjiva fame for the first time.

“I don’t expect such embarrassing lies. I don’t even know that girl whom you unfortunately seek to diminish in standing. I’m not that filthy! Ngativake Zimbabwe nerudo kwete kuiputsa neruvengo!”

Chamisa decried the fact that an innocent woman who only asked for a selfie was having her name soiled all for politics.

“I don’t even know the girl personally,” Chamisa said. “Would it be fair to turn away a fellow zimbabwean who request just a selfie? Kuti takosheiko?”

Chamisa added: “Only weak people invest in inventing weak lies and low propaganda.”

The woman who is in the selfie with Chamisa is actually Lorraine Guyo who created a widely circulated social media video titled “Ndinyengei.”

Guyo met Chamisa at a public place and asked for a selfie, which Advocate Chamisa agreed to. Chamisa was last week abused by ZANU PF information official Energy Mutodi who published a selfie and claimed they were discussing engagements with the opposition leader.

The woman who Chamisa appeared on the photo with, is also a known ZANU PF loyalists.

Harare City Council To Arrest Unlicensed Cyclists

Harare City Council spokesperson Mr Michael Chideme told The Herald that it is mandatory to license bicycles.

Said Chideme:

Bicycle owners who use city roads and cycle lanes are advised that the traditional bike licences are mandatory and should be respected. Council wants to use the funds to maintain the cycle lanes and attendant services for the cycling public. Over the years, the fee had been neglected and cyclists had assumed it was scrapped off our books. All those who own bikes are to go to the district offices and register, as well as license their bicycles.

Magaya Convicted For Aguma , Sentencing Today

By Own Correspondent| Prophetic Healing and Deliverance Ministries Walter Magaya has been convicted for contravening the Medicines Control Act after advertising his Aguma medicine, which he claimed could cure HIV and AIDS.

However, sentencing has been set for 2:15 pm on Tuesday, 5 February.

Magaya was arrested late last year after he advertised his Indian-made herb purporting that it could treat HIV had AIDS.

Hindu Temple in Harare Celebrates 90th Anniversary

STATEMENT: Zimbabwe Hindus are celebrating 90th anniversary of Cameron Street Shree Omkar Mandir in Harare (Zimbabwe) on February 10. 

These celebrations, being organized by The Hindoo Society Harare (HSH), a registered welfare organization whose history goes back to 1916; include havan, bhajans and food. 

This temple, for which Society managed to obtain three stands on Cameron Street “after a long battle with the colonial administrators”, has been centerpiece for various spiritual activities for the Hindu community. Motto of HSH, which runs this temple, is: To promote and preserve the Hindu religious and cultural heritage and to strive for inter-religious harmony, understanding, and universal brotherhood. 

HSH also runs Ridgeview Shree Omkar Mandir (whose 25th anniversary was celebrated in 2017), Westridge High School (“character building” is one of whose missions), Westridge Primary School, Gujarati School (foundation stone laid in1928), Mahila Mandal, Shishu Mandal and Yuvak Mandal.

It conducts various bhajan events, twice-weekly yoga classes, Hindi lessons, cultural/social activities; organizes daily aarti at both the temples, Havan on Sundays; and offers funeral assistance for bereaved families; etc.; reports suggest. 

Meanwhile, Hindu statesman Rajan Zed, in a statement in Nevada (USA) today, commended efforts of HSH and Zimbabwe Hindu community towards realizing, maintaining and running this Hindu temple and conducting various activities around it. Rajan Zed, who is President of Universal Society of Hinduism, further said that it was important to pass on Hindu spirituality, concepts and traditions to coming generations amidst so many distractions in the consumerist society and hoped that this temple would help in this direction.

Zed stressed that instead of running after materialism; we should focus on inner search and realization of Self and work towards achieving moksh (liberation), which was the goal of Hinduism. Hinduism is the oldest and third largest religion of the world with about 1.1 billion adherents.

MDC’s Eddie Cross Says Bond Notes Is Africa’s Strongest Currency

In an interview with ZBC, Cross also said the bond note is the strongest currency in Africa.

The surrogate bond note has been widely condemned for extinguishing the economy after chasing away the little foreign currency that remained in the market.

Gvnt Concedes To Nurses’ Demands On Working Hours

By Own Correspondent| Government granted permission for nurses and other health workers to adjust their working hours to 154 hours monthly which translates to three days a week.

In a letter addressed to Provincial Medical Officers and Chief Executive Officers, the acting Permanent Secretary in the Ministr. y of Health and Child Care, Dr Gibson Mhlanga, said the proposal would help health workers cope with transport challenges. According to the proposal, health workers will work a total of 77 hours in two weeks with shifts starting from 7AM up to 7PM. Said Dr Mhlanga:

Reference is made to minute dated December 7, 2018 where it had been suggested that the implementation of this interim arrangement was to start with nurses and extended to other categories. Heads of institutions who had not yet done so are requested to extend the interim arrangement to other categories of health workers. It is important that adherence to a minimum 154 working hours per month is maintained and in a manner that ensures continuity in service provision and adequate coverage.-StateMedia

“Right now, to be honest, you’re just a nameless dead body that feels like a wet bag of newspapers that we have been pounding on, sticking IV lines and tubes and needles in, trying desperately to save you. There’s no motion, no life, nothing to tell me you once had dreams or aspirations.”

He says he owes it to family members.

Maybe you just rode your bike without a helmet or didn’t heed your parents’ warning when they asked you not to hang out with that “friend,” or to be more cautious when coming to a four-way stop. Maybe you just gave up.”

“Chamisa Won The July 30 Poll”: Tendai Biti

By Own Correspondent| Opposition MDC Deputy National Chairperson Tendai Biti has maintained that party president Nelson Chamisa won the July 2018 poll over ZANU PF’ Emmerson Mnangagwa.

Biti appeared in court on Monday where is being tried on charges of violating the Electoral Act after he allegedly announced that Chamisa had won the July 30 elections before the Zimbabwe Electoral Commission (ZEC) had announced the official results.

Said Biti:

In a normal election run by a normal elections commission, Advocate Nelson Chamisa would be the President right now.

In my statement to the media, I said Chamisa won the elections in Manicaland, Harare, Matabeleland, Masvingo and Bulawayo and Zec did not dispute that in court, except in Mashonaland West province, where the results were not posted outside the polling station.

… Your Worship, I don’t think there is anyone who knows the official figures of the presidential election. Even Mr (Emmerson) Mnangagwa does not know the number of the votes he got.

Biti said that his prosecution was politically-motivated.

“Teachers’ Strike Is Purely A Labour Issue, Not Political”: Raymond Majongwe

By Own Correspondent| Teachers’ strike is purely a labour issue hence no need for government to view this with political lenses, the Secretary-General of the Progressive Teachers Union of Zimbabwe (PTUZ) has said.

Raymond Majongwe said the actions called for by teachers’ unions does not deserve visits or threats from war veterans, youths or state security agents considering that should government heed teachers’ calls for increased salaries, the strike will be called off.

Said Majongwe:

“Reports of war veterans, yoytgs and security agents visting schools are on the rise. In Mashonaland East and West its worse. For the record, the action called for by all unions is purely a labour issue. If government responds properly, all teachers will be at work tomorrow.”

Minister Says There’s No Fuel But Honestly There’s Fuel | WHAT’S GOING ON NOW?

The minister of energy sharply contradicted himself saying that they fuel supply has stabilized, while also saying that it has not at all stabilised.

He said the fuel supply has stabilised over the past few days after long winding fuel queues resurfaced at service stations in Harare over the weekend.

Minister Joram Gumbo told the state media: “Give us a week, and we would be able to determine whether the situation has stabilised or has gone down or there is still a trend to go up, but as it is right, some, it has stabilised.

“But I think you are quite aware that because of logistical problems and because of the shutdown that took place last (week but one), some of the places which are further from Harare where these oil companies draw their fuel are still to deliver so that it can reach those distant places.”

18-Year-Old Harare Boy Almost Got Away With Killer Zivhu’s Car- Movie Style

A HARARE teenager was arrested yesterday while trying to steal ZANU-PF Member of Parliament for Chivi South Killer Zivhu’s car using Senator Josiah Hungwe’s name.

The 18-year-old – Kingsolom Mlambo – communicated to the unsuspecting Chivi East MP Zivhu while pretending to be Sen Hungwe’s son, Vincent.

The teenager was nabbed by officers from CID Vehicle Theft Squad at Montague Shopping Centre after being driven from a city hotel the initial meeting point where the car was supposed to be surrendered.

Deputy Police Spokesperson, Assistant Commissioner Paul Nyathi confirmed the arrest.

“Yes we confirm the arrest of a suspected teenager who wanted to use the name of Senator Hungwe to steal a car.

“More details will be revealed as investigations are underway.”
Police believe there were more people involved in the deal.

Acting on a tip off the detectives tracked the vehicle, a Volvo SUV driven by Zivhu’s driver to the hotel where the suspect was waiting.

The teenager was picked and led to Montague where the driver said he wanted to drop off.

Upon being confronted the visibly shaken Kingsolom said: “I am sorry, I just wanted to use the vehicle for an outing with friends and I wanted to be showing off to them that I have a nice car,” he said pleading with the detectives.

He was however taken to Southerton Police Station for further investigations.

Zivhu said he was saved by an inquiry he made before releasing the car.

“I nearly gave away my car. It was after I made an inquiry into what type of car was required when I realised that they were thieves who wanted to steal my car.

“I then engaged police to ensure that the culprit gets arrested,” said Zivhu.

Your Worship, Even ED Does Not Know The Number Of Votes He Got, Biti Tells Court

“Your Worship, I don’t think there is anyone who knows the official figures of the presidential election. Even Mr (Emmerson) Mnangagwa does not know the number of the votes he got,” Biti told court.

He said he announced the results collected from their agents in nine provinces to put pressure on Zec to release the results, saying delaying the announcement would have given Zec room to manipulate the figures.

Biti added that President Emmerson Mnangagwa’s July 31, 2018 tweet saying he had won the elections before Zec’s announcement was still on his handle and that Zanu PF secretary for legal affairs Munyaradzi Paul Mangwana said the same thing, but they were not arrested.

Biti Says Chamisa Won 9 Out Of 10 Provinces In The July 30 Polls

MDC national vice-chairperson Tendai Biti, who is on trial for allegedly violating the Electoral Act after he announced that his party leader Nelson Chamisa had won the July 30 presidential election, yesterday insisted that the youthful opposition politician had, indeed, won in nine provinces, whose poll tallies were posted at polling stations manned by their party agents.

Biti, who was put to his defence after his application for discharge was dismissed, told magistrate Gloria Takundwa that under normal circumstances, Chamisa would have been declared presidential election winner because, at the time, only Mashonaland West province had outstanding results.

He said he did not announce the results, but simply interpreted what the Zimbabwe Electoral Commission had officially posted outside its polling stations.

Thokozani Khupe Wishes ‘Hypocritical’ Chiwenga A Speedy Recovery

Jane Mlambo| The Thokozani Khupe-led MDC-T has wished Chiwenga a speedy recovery, though the party said they were annoyed by his hypocrisy.

In comment in the Newsday, Khupe’s party said they cannot overlook his hypocrisy to fly out for treatment when ordinary citizens are dying like flies due to lack of adequate and affordable healthcare.

“However, we cannot overlook his hypocrisy and indictment against the very government which he’s number two in the leadership hierarchy. Our people are dying like flies due to lack of access to adequate and affordable healthcare which his government is responsible for destroying over the past 39 years,” the party said.

“It is rather unfortunate that the VP has the audacity to fly outside the country in pursuit of a functional foreign healthcare system yet he willy-nilly fires nurses and doctors requesting for safe working conditions and decent salaries.”

ZAPU Tells South Africa To Deport Chiwenga

Jane Mlambo| Zimbabwe African Peoples Union (ZAPU) has stocked pressure on the underfire South African government to deport Vice President Constantino Chiwenga currently receiving treatment in South Africa saying he should come back home and use the same facility his party neglected and allowed to run down since 1980.

Zapu spokesperson Iphithule Maphosa said if local health facilities are good for ordinary people, they must also be used by top government officials.

“If the facilities in Zimbabwe are good for the ordinary person, they surely are best for the government officials. South Africa must stop the Zanu PF and government looters if at all lives are important. Giving comfort to Chiwenga translates to condoning the mismanagement and rights violations currently taking place in Zimbabwe,” Maphosa said.

“The same Chiwenga once issued a blanket dismissal to striking health workers, further jeopardising an already ailing service for the poor ordinary Zimbabweans.”

ZANU PF Aligned Teachers Attempt To Disrupt Teachers Strike Action

According to State Media government claims to have committed itself to operationalising non-monetary incentives and economic initiatives for the teachers leading to ZINATU calling off the strike.

Primary and Secondary Education Minister Professor Paul Mavima yesterday met the country’s nine teachers unions in an effort to block the intended strike but failed.

Sector-specific issues which the teachers want addressed include acting, head of department and examination allowances; accommodation challenges; corruption within Government when members want to transfer; permission to go on annual leave and annual leave on transfer.

The educators also want their children, at least three per individual, to be exempted from paying school fees at Government institutions.

Prof Mavima said Government was committed to operationalising these initiatives.

“We agreed on actions with regards to teacher welfare issues that are within the purview of the ministry,” he said.

“There are other welfare issues like level of salary that is not within the purview of this ministry. Those are being held at the National Joint Negotiating Council (NJNC) where they are represented by Apex Council. But there are issues where we are advocating for the housing of teachers and strategies to ensure that every teacher has a plot or place where they can build houses or where they can get basic core houses. There are also certain things we can do as Government to empower them economically.”

He said task force teams were put in place to ensure implementation of agreements.

“We didn’t just talk. We set up task teams which include representatives of teachers unions and people within the ministry to ensure that there is actual implementation of everything we agreed on. These task teams have different timelines on delivery. Some of them are immediate recommendations that have to go to other government departments. Others have long time frames but the majority of them I have said before the end of February I would like to see a report back to see how far we have gone in the implementation of these issues. I have said let us meet again before end of March so that we can review progress together,” Prof Mavima said.

He said he hoped all teachers will report for duty today.

“We have made an appeal to the unions to say let us give this negotiation under the NJNC and this process we are doing within the Ministry a chance,” he said.

“We also said the unions themselves are part of national institutions, they should be guided by considerations of a bigger national interest and in this particular case it is the welfare of the learners that should guide them. We had disturbances because of the riots that took place and it ate into the learning time of our learners. We can not continue to lose time for our learners otherwise 2019 academic year will be a wash out. We are hopeful that the teachers around the nation will give this process a chance so that in 2019 we can ensure we have taken care of the welfare of our teachers and learners in the primary and secondary education sector,” added Professor Mavima.

Most teachers unions however did not agree to Minister Mavima’s calls and vowed to proceed with the strike action as from today. Only ZINATU and its sister union Teachers Union of Zimbabwe claimed to have accepted Minister Mavima’s proposal for further negotiations.

“We clearly understood the Minister’s explanation on the need for unions to further rigorously engage Government on issues to do with conditions of service,” said Teachers Union of Zimbabwe (TUZ) secretary general Godfrey Kanyongo.

“We appreciate the operationalisation of our issues. We therefore would like to inform all our members to exercise patience until we exhaust all the available opportunities. We are therefore advising our members not to strike tomorrow. Let us give dialogue a chance.”

Zinatu’s Manuel Nyawo said: “Dialogue as a process has not been exhausted. There is no deadlock at the moment because if we go on strike technically we will be found on the wrong side of the law. We do not want our members to be found on the wrong side of the law. We are calling upon all our members and those who are for nation building in this country to take our heed. For tomorrow we are distancing ourselves from the industrial action being called by our colleagues.”

Zimbabwe Teachers Association (Zimta) chief executive Mr Sifiso Ndlovu insisted workers affiliated to his union and other unions including the Progressive Teachers Union of Zimbabwe and Amalgamated Rural Teachers Union the country’s biggest unions would down tools.

Teachers are demanding a minimum salary of $1 733, up from $414.

City Of Harare Not Going Backwards On Cycle Licenses

Correspondent|THE Harare City Council has warned cyclists to license their bicycles or risk arrest.

In a move that may prove unpopular with cyclists, the majority of whom are already failing to meet commuter fares to work, Harare City Council spokesperson Mr Michael Chideme said that it is mandatory to license bicycles and defaulters will be arrested.

Said Chideme: “Bicycle owners who use city roads and cycle lanes are advised that the traditional bike licences are mandatory and should be respected.

“Council wants to use the funds to maintain the cycle lanes and attendant services for the cycling public. Over the years, the fee had been neglected and cyclists had assumed it was scrapped off our books.

“All those who own bikes are to go to the district offices and register, as well as license their bicycles.”

Teachers Going On Mass Nation Wide Strike Today

ALL but one teachers’ union have declared that their members would today join a national strike called for by Zimbabwe Teachers’ Association (Zimta) and the Progressive Teachers’ Union of Zimbabwe (PTUZ) demanding a pay rise.

The two biggest teachers’ unions decided to go on strike starting today after the Apex Council, a negotiating forum for civil servants, retreated on its earlier decision for industrial action, saying they were open for further dialogue with government.

PTUZ president Takavafira Zhou said only the Zimbabwe National Teachers’ Union (Zinatu) had decided not to go on strike.

“All teacher unions are embarking on strike starting tomorrow [today], minus Zinatu. We have received reports of intimidation by Zanu PF and some [Central Intelligence Organisation operatives] CIOs. We have people who are going in schools telling our teachers that if they don’t report for duty, they will be fired. But we are happy that the resolve among our people is very high,” Zhou said.

“Nine teachers’ unions, which fall under the Federation of Zimbabwe Educators’ Union — PTUZ, Zimta, Amalgamated Rural Teachers’ Union, Zimbabwe Democratic Teachers’ Union and Professional Educators’ Union of Zimbabwe are now on strike. We have been joined by Zimbabwe Rural Teachers’ Union and others,” Zhou said.

Zimta boss Sifiso Ndlovu confirmed the job action.

But it is not the same case with other civil servants as their union leaders said they would engage government for better salaries.

After the National Joint Negotiating Council meeting which failed to deliver a fresh deal for civil servants last week, the Apex Council met with members, trading accusations that some of them were being used by agents against President Emmerson Mnangagwa’s regime.

Civil servants are demanding over $1 700 for the lowest paid worker, but government offered a maximum of $100 pay hike for the lowest paid worker.

Government yesterday, in a veiled threat, announced that it had in excess of 19 000 unemployed teachers and 1 500 who were on the waiting list wanting to be absorbed into the education sector.

Through the Public Service Commission, government said it was looking at methods to accommodate the unemployed educators and plans were already underway to send some of them to neighbouring countries.

Using the same modus operandi, government in April last year dismissed 16 000 striking nurses and called on retired and unemployed healthcare workers to apply for the jobs, only to make a U-turn a week later, withdrawing the dismissal letters and also employing some who had been without jobs.

This was after the nurses rejected a plea from government to return to their posts, while negotiations for a salary adjustment continued.

This year, the government threatened to replace striking junior doctors with interns, who, however, refused to be drafted when approached.

40 Year Old Maid Sexually Abuses 10 Year Old Boy Infects Him With HIV

A 40-year-old Harare housemaid yesterday appeared in court on allegations of sexually abusing her employer’s 10-year-old son and deliberately infecting him with HIV.

Memory Makore, a mother of five from Zvomuya Village under Chief Mangwende in Murehwa appeared before Harare magistrate Mrs Jessy Kufa on two counts of aggravated indecent assault and one count of deliberately transmitting HIV.

She pleaded guilty to two counts and partial plea to third count.

The matter was rolled over to today for production of a medical affidavit. It was alleged that sometime in April last year Makore and the minor were sleeping in the same bedroom, but on separate beds.

The prosecutor Mrs Chipo Matambo said that Makore went to the minor’s bed, undressed and had sex with him without protection. Mrs Matambo said the following month, the minor went to stay with his grandmother in Murehwa and started developing genital warts.

The minor was taken to Murehwa Hospital, where he was treated and given medication. She said during the night of January 31 this year, the minor was with his siblings aged four and eight, and another maid Fadzai Kumula, who was responsible for them. Mrs Matambo said when Kumula retired to bed, she left the complainant playing with Makore.

“Makore, who was already naked, undressed the minor and had unprotected sexual intercourse with him,” she said. The the following morning, Kumula asked the minor what had transpired and he revealed everything to her. Kumula then confronted Makore, who admitted to having sex with the boy.

Kumula told one of the tenants identified as Grace Rusere Mafote, who informed the minor’s mother. The minor narrated how he was sexually abused by Makore to his mother, leading to her arrest.

Mnangagwa Also Announced His Victory Before ZEC’s Declaration, Why Not Arrest Him Too? Biti Challenges Court.

MDC national vice-chairperson Tendai Biti, who is on trial for allegedly violating the Electoral Act after he announced that his party leader Nelson Chamisa had won the July 30 presidential election, yesterday insisted that the youthful opposition politician had, indeed, won in nine provinces, whose poll tallies were posted at polling stations manned by their party agents.

Biti, who was put to his defence after his application for discharge was dismissed, told magistrate Gloria Takundwa that under normal circumstances, Chamisa would have been declared presidential election winner because, at the time, only Mashonaland West province had outstanding results.

He said he did not announce the results, but simply interpreted what the Zimbabwe Electoral Commission had officially posted outside its polling stations.

“In a normal election run by a normal elections commission, Advocate Nelson Chamisa would be the President right now. In my statement to the media, I said Chamisa won the elections in Manicaland, Harare, Matabeleland, Masvingo and Bulawayo and Zec did not dispute that in court, except in Mashonaland West province, where the results were not posted outside the polling station,” Biti told court.

He said the police cherry-picked part of his statement to the media, leaving out other contents in order to incriminate him. 

When asked by prosecutor Tafadzwanashe Mpariwa why he announced the results before Zec’s official announcement, Biti told court that Zec had already announced the official results by posting them outside polling stations.

Mpariwa was taken to task by Biti’s lawyer Beatrice Mtetwa after he asked the opposition legislator to compare the results he released to the Press and Zec’s official results.

Mtetwa asked the prosecutor to tell the court the Zec presidential elections official results before Biti could give his own set of results.

Mpariwa failed to, but insisted that Zec’s figures were the official ones.

“Your Worship, I don’t think there is anyone who knows the official figures of the presidential election. Even Mr (Emmerson) Mnangagwa does not know the number of the votes he got,” Biti told court.

He said he announced the results collected from their agents in nine provinces to put pressure on Zec to release the results, saying delaying the announcement would have given Zec room to manipulate the figures.

Biti added that President Emmerson Mnangagwa’s July 31, 2018 tweet saying he had won the elections before Zec’s announcement was still on his handle and that Zanu PF secretary for legal affairs Munyaradzi Paul Mangwana said the same thing, but they were not arrested.

Biti said his prosecution was politically motivated.

Takundwa postponed the matter to February 18 for ruling, but dismissed Biti’s application for discharge , saying the State had proved a prima facie case against him.

Takundwa did not proffer reasons for dismissing Biti’s application, saying she would provide them in her judgment.

Out Of Sorts Govt Agrees To Let Nurses Work 3 Days Per Week

THE Government on Friday granted permission for nurses and other health workers to adjust their working hours to 154 hours monthly which translates to three days a week.

In a letter addressed to Provincial Medical Officers and Chief Executive Officers, the acting Permanent Secretary in the Ministry of Health and Child Care, Dr Gibson Mhlanga, said the proposal would help health workers cope with transport challenges.

According to the proposal, health workers will work a total of 77 hours in two weeks with shifts starting from 7AM up to 7PM.

Dated February 1, the letter said nurses had already started implementing the schedule and it was time other health workers joined.

“Reference is made to minute dated December 7, 2018 where it had been suggested that the implementation of this interim arrangement was to start with nurses and extended to other categories. Heads of institutions who had not yet done so are requested to extend the interim arrangement to other categories of health workers,” said Dr Mhlanga.

He said this will enable the health workers to cope with the current prevailing transport challenges until the environment stabilises.

“It is important that adherence to a minimum 154 working hours per month is maintained and in a manner that ensures continuity in service provision and adequate coverage,” said Dr Mhlanga.

He said members who are not comfortable with the extended working hours will continue with the normal working hours and days.

“You are further advised that members should not use the days not worked in terms of this interim framework to do locum duties,” said Dr Mhlanga.

Govt Recruits New Teachers As Serving Teachers Threaten Strike Action

GOVERNMENT has embarked on a major recruitment drive for teachers amid indications that the there still thousands of students with no teachers for certain subjects especially in remote parts of the country.

In a statement yesterday, PSC chairman Dr Vincent Hungwe confirmed the development.

Last year, the Government said it was in the process of recruiting 3 000 teachers to address manpower shortages affecting the education sector amid reports of rural schools having a teacher-to-pupil ratio of 1-120.

This was affecting the quality of education and its outputs.

“So far, 1 500 names have been submitted to the Public Service Commission for consideration and confirmation. The first batch prioritises schools in the rural areas. Concurrent with the foregoing, the attention of the Commission has been drawn to the plight of (19 993) teachers who completed their training, some as far back as 2012, but have not yet been placed in teaching positions,” he said.

“The Public Service Commission, fully cognisant of the important role that education plays in the attainment of critical national goals, continues to pay close attention to developments in the sector with a view to implementing supportive actions that benefit teachers and learners alike.

“It is not only desirable, but necessary, for ways to be found to close the staffing gap in our schools, where 8 509 posts remain unfilled on account of funding shortfalls. This gap places school children at a disadvantage and retards the attainment of national development goals,” said Dr Hungwe.

He said as the PSC they welcomed a recent decision by Government to provide funds to facilitate the recruitment of 3 000 additional teachers in primary and secondary schools as an interim measure while the request for additional resources to engage more teacher is awaited.

“The Commission also recognises the on-going sterling work by the Ministry of Primary and Secondary Education in identifying the qualified teaching personnel for specific subjects in all provinces and districts of the country,” said Dr Hungwe.

He said Government and the commission were exploring initiatives to create opportunities for the teachers who were not absorbed under the current recruitment exercise.

“Government and the Commission are also exploring opportunities to place the teachers in Sadc member states and other regions through mutually beneficial and multilateral arrangements.

“Meanwhile, Government and the Commission will continue to create opportunities to employ additional teachers within the confines of the national budget, and as and when other opportunities arise to place them teaching positions locally,” Dr Hungwe said.

The Public Service Commission froze the recruitment of teachers and other professionals in 2014 citing the need for rationalisation.

ZANU PF MP Nearly Gives Away His Top Range Car To 18 Year Old Conman

A HARARE teenager was arrested yesterday while trying to steal ZANU-PF Member of Parliament for Chivi South Killer Zivhu’s car using Senator Josiah Hungwe’s name.

The 18-year-old – Kingsolom Mlambo – communicated to the unsuspecting Chivi East MP Zivhu while pretending to be Sen Hungwe’s son, Vincent.

The teenager was nabbed by officers from CID Vehicle Theft Squad at Montague Shopping Centre after being driven from a city hotel the initial meeting point where the car was supposed to be surrendered.


Deputy Police Spokesperson, Assistant Commissioner Paul Nyathi confirmed the arrest.


“Yes we confirm the arrest of a suspected teenager who wanted to use the name of Senator Hungwe to steal a car.

“More details will be revealed as investigations are underway.”
Police believe there were more people involved in the deal.


Acting on a tip off the detectives tracked the vehicle, a Volvo SUV driven by Zivhu’s driver to the hotel where the suspect was waiting.

The teenager was picked and led to Montague where the driver said he wanted to drop off.

Upon being confronted the visibly shaken Kingsolom said: “I am sorry, I just wanted to use the vehicle for an outing with friends and I wanted to be showing off to them that I have a nice car,” he said pleading with the detectives.

He was however taken to Southerton Police Station for further investigations.

Zivhu said he was saved by an inquiry he made before releasing the car.

“I nearly gave away my car. It was after I made an inquiry into what type of car was required when I realised that they were thieves who wanted to steal my car.

“I then engaged police to ensure that the culprit gets arrested,” said Zivhu.

Biti Seeks Violence Incitement Charges Dropped

The MDC Alliance principal who is now the party’s deputy National Chairman, Tendai Biti has applied to get charges of inciting the military violence on August 1 last year dropped.

Biti had applied for discharge through his lawyer at the close of the State case and after hearing submissions from both parties, Ms Takundwa concurred with the State and dismissed Biti’s application.

His lawyer, Beatrice Mtetwa, said she would file her written submissions before Friday, while the State will submit its own by Wednesday. Ms Takundwa will deliver a ruling based on the written submissions on February 18.

The Amalgamated Rural Teachers’ Union of Zimbabwe, ARTUZ welcomes all sister teacher Unions for finally coming on board on the ongoing job action for a living wage.

We reiterate our call for salaries in United States dollars. We encourage all teachers to take heed of the ongoing job action as we demand a comprehensive Conditions of Living Adjustment, COLA.

Background

Teachers’ basic salaries were last reviewed in 2012 and by then the salaries were negotiated in United States dollars. Over the years the cost of living has soared with prices of basic services and commodities increasing at a cumulative rate of over 500%.

The government has also reneged on the agreement to pay salaries in United State States dollars and they are now paying in the Real Time Gross Settlement terms. The surrogate currency is performing badly on the market and this has heavily eroded the value of our salaries. The average teacher earns around US$120 per month.

ARTUZ has been consistently demanding a living wage from the pockets out campaign of 2017, the salary caravan from Mutare to Harare launched on the 9th of December 2018 and the Salary Camp at Finance Ministry from 7 to 11 January. The Union of the moment also boldly participated in the National Stay away held from 14 to 16 January 2019.

The Union’s membership has demonstrated unwavering revolutionary character by participating in these campaigns and sustaining the ongoing job action.

State Response.

ARTUZ condemns the dastardly, cowardly and barbaric response of the State to our legitimate call for an upward review of our salaries. The State arrested and detained our members who were participating in the Salary Caravan March from Harare to Mutare, a distance of 275Km.

These members were arrested twice for trumped up charges of disorderly conduct. We salute the participants for remaining resolute and concluding the march against all odds.

The State was at it again on 7 January 2019 when the Union launched the salary camp in Africa Unity Square. 14 members of the Union were arrested but the State could not lay any charges against the teachers.

After the successful National Stay the State abducted, tortured and arbitrarily detained the Union’s President and Secretary General. The duo are still appearing in court facing charges ranging from assault to subverting a constitutionally elected government. We pray for justice for these leaders who spent up to 16 days in confinement and were only released under stringent bail conditions.

The government offered a cushioning allowance of around US$15 which falls far short of our expectations.

Way forward.

NRZ Doubles Fares, Cite High Costs Of Spares

By Own Correspondent|National  Railways of Zimbabwe (NRZ) public relations officer Nyasha Maravanyika confirmed the parastatal has hiked fares by 100 percent.

Maravanyika said the price hike has been necessitated by an increase in the organisation’s operational expenses which have been caused by high cost of spares.

NRZ would like to advise members of the travelling public of a new fare structure for the City-Cowdray Park Commuter Train service. Starting on Monday 4 February 2019, there will be separate fares for children and adults. Single ride fares for adults will go up from 50 cents to $1. Children and school children in uniform will continue paying 50 cents. Students at tertiary institutions of learning will pay $1 while a multiple ride budget ticket will go up from $4.50 to $9. The multiple-ride budget ticket is valid for 10 trips. The adjustment in the prices of fares has been necessitated by an increase in the organisation’s operational expenses which have been caused by high cost of spares

How Did A Whole Country Run Out Of Number Plates? Minister Matiza Says Use Temporary IDs

Transport and Infrastructural Development Minister Joel Biggie Matiza has announced that motirists unable to register their cars owing to a shortage of number plates should obtain Temporary Identification Cards (TICs) for indefinite use as Government works on addressing the matter.

TICs were usually 14 days. Said Matiza: “Any newly-imported vehicles may not be driven on our public roads until and unless they have some form of acceptable and displayed identification documents such as Temporary Identification Cards (TICs).

The validity period of Temporary Identification Cards has with immediate effect, and in consultation with the Commissioner-General of the Zimbabwe Republic Police, been relaxed to run for an indefinite period from the date of issue, and until further notice from the statutory standard 14 days.

“Again and in consultation with the Commissioner-General of the Zimbabwe Republic Police, Government has decided to allow the use of Temporary Identification Cards throughout the country without confining usage to a specific and or confined route, again for an indefinite period from the date of issue until further notice. The foregoing official documents (TICs) are readily available at the Motor Industry Association of Zimbabwe (MIAZ) in all the major cities in the country and at all major border entry points and there should not be any excuse whatever for failure to display them while on our roads.”

Mnangagwa Regime Breaks New Ground: Court Papers Can Now Be Served Online

The newly-gazetted Magistrates (Civil) Courts Rules, coming into effect on February 1, now allow for the serving of court documents digitally.

Statutory Instrument 11 of 2019 simplifies the rules of the court. The new rules provide for service by telegraph, telefacsimile or electronic mail. Order 7 of the rules states that service by electronic means is the same as the usual physical service. Part of the new rules read:

Any process for service may be transmitted by telegraph, telefacsimile or electronic mail and a telegraphic, telefacsimile or electronic mail copy that is served in any of the ways prescribed in this Order shall be of the same effect as if the original had been so served

Mr Wellington Pasipanodya of Manase & Manase Legal Practitioners welcomed the development as he spoke to the state media. He however said those in rural communities where there is poor transmission, may not fully benefit from the new provision.

“The new rules as well as this provision (electronic service) are a welcome development in line with the international standard of embracing ICT and the digital age.

“Further, this proviso also effectively deals with litigants who try to evade service of process, and those who employ delaying tactics in an effort to frustrate the other party.”

However, Mr Pasipanodya said those in rural communities where there is no access to Internet, may not fully benefit from the new provision.

“The downside is that of the rural folk and marginalised groups who have no access to data services. Some areas have poor transmission and people from such places can also witness a drastic increase in default judgments, which can have an adverse effect to the gains envisaged by this provisions,” he said.- state media

New NSSA Board Appointed

By Own Correspondent| Government has appointed a new board for National Social Security Authority (NSSA).

The announcement was made by the minister of Public Service, Labour and Social Welfare Dr Sekai Nzenza.

The previous board was dissolved last October following the expiry of its tenure.

The new board will be chaired by Dr Cuthbert Chidoori. Chidoori holds a Doctorate in Electrical Engineering and Communications.

Board members include Dr Priscilla Mujuru, a lecturer at the University of Zimbabwe, Mfaro Moyo, APEX chairperson Cecilia Alexander, lawyer Arthur Manase and Farai Tichawangana, a chartered accountant finance director at ZESA. 

Nzenza is working on the appointment of the three remaining board members.

She said the new board was expected to uphold good corporate governance and ensure delivery of benefits to pensioners.-StateMedia

Chisora Set To Fight Parker

LONDON — Joseph Parker’s team have been contacted about a potential fight with Zimbabwe-born British heavyweight boxer Derek Chisora and hope to open talks this week about a return to Britain.

The New Zealander ended the year with a knockout win over Alexander Flores in Christchurch, but could be heading back to the UK for a heavyweight battle with Chisora.

Promoter David Higgins confirmed Parker would be interested in fighting the Londoner as the 26-year-old targets more big-name fights after losing his WBO belt to Anthony Joshua in March last year.

“Like most top heavyweights, Joseph will be willing to fight anyone,” Higgins told Sky Sports. “I see Eddie Hearn mentioning Chisora publicly.

“If the deal was right, then sure enough, Joseph certainly will not back away from anyone. It will be interesting to see how that pans out.

“There’s been one email from Eddie. No detailed discussion whatsoever.

“As I say, Joseph would be willing to step in with anyone, provided it’s the right terms.

“I’m hoping to speak to Eddie this week.”

Both fighters suffered defeats to Dillian Whyte last year, with Parker losing on points in the summer, while Chisora was stopped in the 11th round of their December rematch.

But Higgins is confident Parker would avoid another setback, having maintained his fitness during the festive season.

“Yes, he had a very good off-season, he’s kept in shape,” Higgins said.

“(It is) Probably the best I’ve seen him, so he’s ready to get in camp as soon as the right deal is put in place.”

The SABC reports that the Oliver Mtukudzi memorial is going to be held in South Africa.

Mtukudzi’s Memorial Service committee member, Roshnie Moonsammy told the SABC a memorial service will be held for the late Zimbabwean music icon In Johannesburg, South Africa.

EFF Distances Self From “Anti Chiwenga Hospital Protest”

By Own Correspondent| The Economic Freedom Fighters (EFF) has distanced itself from a social media video showing its members in an anti VP Constantino Chiwenga protest at a South African hospital.

According to the video doing the rounds, the purported EFF supporters are demanding that Chiwenga be deported back to Zimbabwe to seek medical treatment there.

However EFF in a statement said the party was not behind any protest neither will it engage in such.

The party said the video was being circulated by those bent on creating a wedge between EFF and their Zimbabwean brothers.

Paul Nyathi|Retired MDC Parliamentarian Eddie Cross has told the state broadcaster, ZBC that the Bond Note is the most powerful currency in Africa to the US Dollar.

Speaking in an interview with the broadcaster on Monday, Cross urged Zimbabweans to continue embracing the surrogate currency until government introduces the new Zimbabwean Dollar.

Cross showered praises on President Emmerson Mnangagwa and Finance Minister Mthuli Ncube for the Austerity to Posterity mantra claiming that it will revive the Zimbabwean economy.

Malema’s EFF Rubbishes Claims That It’s Members Demonstrated Against Chiwenga

Correspondent|South Africa’s opposition party Economic Freedom Fighters has allegedly distanced itself from the protest that took place on Monday at UCT hospital that is reported to be housing Vice President Constantino Chiwenga who was airlifted to South Africa late last week.

A video of Economic Freedom fighters members circulated on social media on Monday with people alleging that is was a demonstration against Chiwenga’s stay at the hospital.

In a statement allegedly released on Monday the party said, “EFF notes with great concern some reports on Social Media to the effect that we have mounted an assault on a local hospital.

“There is a also a video circulating on Social Media alleging that our gallant supporters are marching outside the aforementioned hospital. Let us clearly and unequivocally state that the video is being misrepresented by those wishing to drive a wedge between us and our Zimbabwean brothers. The said video is of our manifesto launch at the Giant stadium in Soshanguve.”

On Monday some Zimbabweans based in Cape Town who were organized by social group Tajamuka staged a protest at the UCT hospital.

They carried placards demanding that Chiwenga must be discharged and be sent to Zimbabwe to get treatment.

Chiwenga has been suffering an undisclosed illness since the November coup that under 37 years of Robert Mugabe’s rule.

During his sister’s funeral in 2018, Chiwenga revealed that he was paying the price for removing former President Mugabe from power.

Zimbabwean Woman In Trouble For Being A Money Lending Shark (Mashonisa) In The UK

Loan shark Rita Tahwa has been ordered to repay £40,000 or face going to jail after she illegally lent money to 100 members of the Zimbabwean community.

The 43-year-old started loaning cash after she was appointed as the administrator of a community borrowing scheme known as a ’round’. 

Tahwa, of Briarwood Place, Meir, profited significantly by charging members interest.

In total, she made around 500 loans to 100 victims with some running into many thousands of pounds.

Customers were required to sign an agreement where they put up assets such as a car against the loan.

Now the defendant been sentenced to 10 months’ jail, suspended for 18 months.

She was also ordered to pay £40,000 under the Proceeds of Crime Act within three months or face going to prison.
 
Stoke-on-Trent Crown Court heard the Illegal Money Lending Team and police executed a warrant at the defendant’s home on July 13, 2016 after receiving a tip-off from one of the victims.

A search uncovered documents containing evidence of illegal money lending, along with handwritten lists of customers and several loan agreements were also seized.

Jonathan Barker, prosecuting, told the court that Tahwa had been operating as an illegal money lender between February 2014 and July 2016.

He said one victim was threatened with being shamed in front of her colleagues if she could not repay her loan.

As well as the suspended prison sentence, Tahwa was handed a 12-month community order with 180 hours unpaid work. In addition, she must also pay £600 in prosecution costs.

Speaking after the case, Tony Quigley, head of the Illegal Money Lending Team, said:“Perpetrators need to realise that this kind of activity will not be tolerated and by working with our partners we will do everything in our power to ensure those involved are brought to justice.

“I would urge anyone with information about illegal money lending to contact the team in confidence.”

A Herald report claims that the city lost more than $3,6 million in revenue through these treacherous shenanigans.

Harare Town Clerk indicated that the council will continue demolishing illegal structures within the city in order to bring sanity to Harare.

Horoya All But Shutters FC Platinum’s Dreams

Correspondent|2018 PSL champions were dealt a heavy blow in their aspirations of reaching the knockout stage of the CAF Champions league as they suffered a 1-0 loss to Horoya FC.

Norman Mapeza’s men went into the match in desperate need of all three points after having lost to title holders Esperance in their last CAF encounter. That loss, along with a 0-0 draw at home to Orlando Pirates meant that the PSL Champions had just collected one point from their opening two matches.

With that having been said, the hosts were somewhat sluggish in the opening half of the crunch encounter as they lacked neither the urgency nor the penetration required to break down their opponents.

To put things in perspective, the hosts only created three chances in the entirety of the first half with none of them hitting the target.

The visitors were the better team as they made more attempts at goal and were soon rewarded in the 51st minute when they were awarded a penalty after some clumsy defending from FC Platinum.

Out stepped Maurice Assoko, and he did not disappoint, slotting the ball into the net to put the visitors ahead.

The hosts seemed to awaken from their slumber after that goal as they tried to claw back into the game but nothing was coming off for them.

If anything it’s the visitors who almost scored again but were denied by some excellent goalkeeping from Mhari.

A few minutes from time, FC Platinum almost got an equalizer but substitute Albert Eonde failed to convert a sumptuous goal scoring opportunity much to the agony of the home fans with Horoya eventually emerging as the winners.

The loss leaves Norman Mapeza’s men at the bottom of the table with just one point from three games and in need of some divine intervention if there are to make it to the knockout stages of the continental competition.

Own Correspondent|Edmore Chirambadare has given his thoughts after his move to FC Platinum fell through on the eleventh hour.

The winger had signed for the Zimbabwe champions and trained for some days with the team but the move was reversed after it emerged that he was still under a contract with NFD side Maccabi FC.

He has since returned to the South Africa where he played the entire ninety minutes in the 1-0 defeat to Ajax Cape Town last Saturday.

In an interview with The Citizen, a South African newspaper, Chirambadare admitted that he had been looking forward to playing Caf Champions League football and that he has since accepted that it was not meant to be this time.

“Things didn’t go as I had hoped and that is I am back here with Maccabi because they are my team. I did train with them (Platinum) but not for long. I trained for two weeks, and I left them to go and check up on my family.

“The circumstances didn’t allow it. I am back here and happy. As a player, you need to focus on the field and forget things that happen in the boardroom,” he said.

He said having a top team in his home country calling on him to help them in a big tournament like the Champions League was the validation he had needed after his unsuccessful stint at Amakhosi.

“It gave me confidence because it reassured me that I am still a top player. I will now keep pushing here at Maccabi and see what happens in future. I need to keep working hard. When you play in the NFD you wish to play in the Premiership, and that is what I want too.”

Latest On VP Chiwenga’s Treatment In South Africa

By Own Correspondent| SA FM has claimed that contrary to reports that Zimbabwe’s Vice President Constantino Chiwenga is at Cape Town’s Groote Schuur Hospital in South Africa, the former army general is not being treated at the health institution.

In a tweet issued today, Monday, the radio station claimed that VP Chiwenga is not seeking medical attention at the Cape Town health centre.

Earlier today, Zimbabweans in South Africa held demonstrations at Groote Schuur Hospital where Chiwenga was reportedly airlifted on Saturday in what government sources described as a “medical emergency.”

However, SA FM said Western Cape Health Department confirmed Chiwenga was not being treated at Cape Town’s Groote Schuur Hospital.

LATEST- South Africa Radio Says Chiwenga Is Not Being Treated At Groote Schuur Hospital

A top radio station, SAFM has said Zimbabwe’s Vice President Constantino Chiwenga is not at all at Capetown’s Groote Schuur Hospital in South Africa.

The development came following reports on Sunday that he was admitted at the infirmary.

The general who removed Robert Mugabe in November 2017, reportedly flew into South Africa on Saturday and government sources said he was truly unwell and had to be airlifted out of Zimbabwe.

The following day (Monday) Zimbabweans in South Africa stormed the  Groote Schuur Hospital.

While they were demonstrating several other sources in Zimbabwe claimed that he is not at all at the institution. Two relatives claimed to ZimEye saying he is not as bad as reported.

But ZimEye discovered Chiwenga was nowhere near his usual areas of visits on Sunday as government sources described his flight out of Zimbabwe as a “medical emergency.”

SAFM has however quipped in with a different version, saying the Western Cape Health Department has confirmed Chiwenga was not at all being treated at Cape Town’s Groote Schuur Hospital on Monday.

UMBRO Unveiled As New Warriors Kit Sponsor

Joy as ZIFA announce the new sponsorship from Umbro

Paul Nyathi|The Zimbabwe Football Association has signed a three-year kit sponsorship deal with British sportswear and football equipment supplier, Umbro.

The sportswear supplier will provide a full consignment of kits for all national teams at the beginning of every football season for the next three years.

There were no samples presented at the official launch but the association has already submitted specifications to Umbro so that a kit will be available for the senior team and under-23 Africa Cup of Nations qualifiers in March.

The landmark deal brings an end to a period where national teams wore unbranded kits of relatively low quality.

Both the ZIFA President, Felton Kamambo and Umbro representative Elroy Dicks spoke about the need to reposition Zimbabwe as a Southern Region football powerhouse that it is.

The signing ceremony took place in Harare on 4 February.

Grace Mugabe Left With A Few Days To Live – Spotlight

VANCOUVER – All is not well with former Zimbabwe first lady, Grace Mugabe’s health, amid top secret disclosures last night from government insiders and a foreign medical practitioner, that her battle with an appendectomy operation in 2015 in Singapore is failing, and that it could be a matter of days before she loses the fight, Spotlight Zimbabwe has reported.

There are also local online media reports that Grace and his husband former president, Robert Mugabe, were flown out of the country yesterday on a State chartered plane back to Singapore for medical attention, as both of them are in dire health conditions. Speculation was rife that Mugabe’s life is in danger, but it turns out that Grace is the one fighting for her life.

Three years ago, Grace spent several weeks in Singapore, reportedly for an operation to remove her appendix, yet the private Zimbabwe Independent newspaper, citing family sources, said she actually had surgery for colon cancer.

Colon cancer is a very dangerous ailment, which claimed the life of the country’s former prime minister, Morgan Tsvangirai, in February this year. Tsvangirai died in a South African hospital at the age of 65.

“The truth is not being openly told,” said the doctor based in Hong Kong. “Mrs Mugabe is very ill, her days are numbered. She was told back in 2014 by her specialists that she had little time left. The people of Zimbabwe might be shocked to witness Mugabe burying his wife. You are a christian nation, and this is the time your prayers are needed for your first lady.”

Other government informants in the capital said the former first lady was strong and had been putting up a brave face all along, “but she is in pain”. President Emmerson Mnangagwa is footing the former first couple’s medical bills, and has directed that their air travel arrangements to their Singapore doctors be upgraded. – Spotlight

Bushiri Court Case For Fraud Postponed To Wednesday

The case against Prophet Shepherd Bushiri and his wife Mary, who face charges of fraud and money laundering, has been postponed to Wednesday, February 6.

Bushiri and his wife appeared in the Pretoria Specialised Commercial Crime Court after the Hawks and police arrested them on several allegations, including contravening the Exchange Control Regulations Act in relation to $1,147,200 worth of foreign currency.

Hundreds of Bushiri followers protested outside the court in a show of unwavering support for the self-proclaimed prophet and his wife. Congregants from the church were seen singing and dancing outside the commercial crime court. – EWN/Agencies

Mliswa, Mines And Energy Portfolio Committee MPs Implicated In $400k Bribe Scandal

By Own Correspondent- Independent legislator for Norton Temba Mliswa and members of the Parliamentary Portfolio Committee on Mines and Energy which he chairs have been accused of demanding a $400 000 bribe from investor James Ross Goddard of JRG Contracting (Pvt) Ltd.

According to a report by the Chronicle, Goddard alerted the police chief, Commissioner General Godwin Matanga and Vice President Kembo Mohadi of the extortion attempts.

Goddard was keen on investing in the Hwange Colliery Company.

In documents which the Chronicle claims to have in its possession, Goddard says that he had several meetings with Shepherd Tundiya who claimed to have been seconded to Hwange Colliery by the Office of the President and Cabinet to deal with the challenges bedevilling the mining concern. Goddard later met with Mliswa. Of a subsequent meeting with Mliswa, Goddard wrote:

After the meeting, Hon Temba Mliswa departed, together with Hon Anele Ndebele, who went to sit in his vehicle. Hon Chikomba and Hon Prince Sibanda then instructed Shepherd Tundiya to demand a facilitation fee of $400 000 in order for JR Goddard Contracting to secure the contract to mine at Hwange, which had to be paid the following day.

The JRG team advised that they could not meet the demand and subsequently advised Shepherd Tundiya that this demand for a facilitation fee goes against the principles that JR Goddard Contracting has been operating under since inception in 1982. Furthermore, this demand is a very serious challenge to his Excellency, President Emmerson Mnangagwa’s anti-corruption efforts.

Pig Industry Constrained By High Costs Of Feed And Veterinary Medicines

By Own Correspondent- The pig industry remains heavily constrained by high costs of feed and veterinary medicines although the number of slaughtered pigs increased by  nearly 20% in 2018 compared to the previous year. an official has said.

Pig Industry Board (PIB) director Andrew Shoniwa told a local publication that a total of 13 002 tonnes were produced through registered abattoirs in 2018 compared to 10 882 tonnes in 2017.

Said Shonhiwa:

“The pig industry performed very well in 2018. It registered significant growth in terms of pork output. The tonnage of pork produced through registered abattoirs increased by 19,5%.

There was a shortage of soyabean meal and many farmers were forced to buy ready-made pig feeds instead of compounding their feeds at the farm. Some suppliers priced their products in US dollar and this affected many farmers who could not sell their pork in US dollars.

The three-tier pricing system was a major challenge. The price in bond notes of most products was very high, defying the official exchange rate of 1:1.

The three-tier pricing system and the high cost of imported feed ingredients and drugs is likely going to continue. In terms of pork output through registered abattoirs, we are likely to marginally increase the tonnage to about 13 500.”-Newsday

BREAKING- Four People Perish In Kwekwe Kombi Crash

By Own Correspondent- Four people died on the spot this morning when a commuter omnibus they were travelling in burst its rear tyre at Tiger Reef-Bridge at the 15 kilometre peg along Gokwe-Kwekwe road.

Eyewitnesses claim four people died on the spot including the conductor, while 13 other passengers were injured and were taken to Kwekwe General Hospital.

The kombi had 17 people on board and the driver is among the injured.

Eyewitness claimed that the kombi burst its rear tyre and rolled several times before landing on its roof.

ANC Wants To Bail Out Murderous ED Government

The South African government and the ANC are singing from different hymn books when it comes to the current crisis in Zimbabwe, whose citizens have taken to the streets over the past few weeks in protest against massive fuel price hikes recently imposed by the government.

While South Africa has condemned the human rights abuses meted out on Zimbabwean protesters by security forces, the ruling Zanu-PF party has blamed the protests on “regime change agents”.

A high-level ANC delegation – including secretary-general Ace Magashule and Bongani Bongo, a member of the ANC’s subcommittee on international relations – met with Zanu-PF officials, including President Emmerson Mnangagwa, in Harare this week.

This, after at least a dozen protesters died and scores were arrested as police fired live ammunition and tear gas during clashes over the rising cost of living and the fuel price increase.

“We condemn violence wherever it takes place,” Bongo told City Press this week.

“But the briefing we got was that the violence was informed by some elements of regime change. The people who were injured were not taken to Zimbabwean hospitals, but to centres designed by people unknown to the government of Zimbabwe or Zanu-PF.”

Bongo said the ANC was now characterising the violent protests as an element of regime change. “We think that if there are such things happening, government must take control. There are elements that seek to undermine the authority and sovereignty of the government of Zimbabwe.”

This directly contradicts International Relations Minister Lindiwe Sisulu, who has criticised the Zimbabwean government for its “heavy-handed” approach in cracking down on protesters.

“We have expressed our concerns about the levels of violence and how [the police] deal with any challenges on the streets,” Sisulu said last week.

“During our press briefings, every time we have talked about Zimbabwe, we have mentioned the fact that we are unhappy. It only brings negativity to a country that needs a lot of support. They have acknowledged that they have been heavy-handed.”

Bongo said the ANC would lobby other liberation movements on the continent to demand the removal of US-led Western sanctions imposed on Zimbabwe.

“We will continue to support Zanu-PF and the government of Zimbabwe. The problems of Zimbabwe will be resolved by the Zimbabweans themselves. We will rally other liberation movements to make sure that we convince both the African Union and the Southern African Development Community to approach the West to lift the sanctions. Zimbabwe is currently unable to trade properly as a result.”

The US and EU imposed sanctions against Zimbabwe in 2000, during former president Robert Mugabe’s rule, accusing him of rigging elections and violating human rights.

The ANC is considering unveiling a package to assist Zimbabwe to get back on its feet. As part of the package, the party will advocate heavily for the lifting of sanctions and will work to mobilise other liberation movements to support Zimbabwe’s development.

“There is a plan to assist Zimbabwe, and not only financially,” said Bongo.

“There must be a package. We have already requested government to meet with the Treasury of Zimbabwe to share ideas about how to structure a package. We are aware of meetings being scheduled between the SA Reserve Bank and Zimbabwe’s Reserve Bank.”

Bongo said the ANC wanted a lasting solution in Zimbabwe to avoid the influx of refugees to South Africa, not a quick fix.

“We need to come up with a strategic plan because whenever anything affects Zimbabwe, it affects the ANC and South Africa directly and indirectly. Whenever there are problems, the majority of Zimbabweans come to our country. As you know, we share a border,” he said.

It is estimated that more than a million Zimbabweans live in South Africa – hence the need to involve them in the resolution of the conflict, concluded Bongo.

ZIMRA Silent On Value Of Goods Destroyed By Inferno, Says It Is Private Information

By Own Correspondent- The Zimbabwe Revenue Authority (Zimra) has refused to disclose the value of goods lost in three fire incidents in which its warehouses at Beitbridge Border Post were razed to the ground, saying the information was private.

On Tuesday last week, goods believed to be worth thousands of dollars belonging to travellers who had failed to pay duty were destroyed when a warehouse at the border post was gutted by fire, a third such incident following outbreaks in 2014 and 2016.

A Zimra official said investigations to establish the cause of fire were on-going.

Responding to questions from a local publication, Zimra acting spokesperson, Inzwirai Muonwa, said she was not at liberty to discuss the value of destroyed goods.

Said Muonwa:

“The investigation report of the State warehouse fire that occurred in 2014 was not a public document and cannot be shared with the media.

The value of the goods destroyed in the 2014 warehouse fire related to specific taxpayers’ information that cannot be disclosed.”

She said she was not in a position to disclose the value of the goods burnt in the fire that devoured an out-sourced State warehouse at the Red Star building, torched during riots against Statutory Instrument 64/2016 that banned imports of goods deemed locally available.

“The value of the goods lost in the Red Star warehouse fire relates to specific taxpayer information that cannot be disclosed,” Muonwa said.

She also refused to disclose the general description of the goods in the warehouse which got burnt last week.

Muonwa said the Customs and Excise Department had not auctioned the goods understood to have been held for over a year-and-a-half although Customs and Excise regulations stipulate that goods not claimed within three months should be auctioned.- Newsday

By Own Correspondent- Zimbabwean comedy celebrity, Madam boss, whose real name Tyra Chikocho has apologised to her fans for dressing inappropriately at the recent Star FM Music Awards.

Chikocho was dressed in a black jumpsuit at the music awards.

While others felt that the comedy celebrity was on point, others felt that the jumpsuit was not appropriate especially in the Zimbabwean context. She thus got mixed reactions on an Instagram photo that she posted.

Following the negative feedback, she apologised:

Update: Bushiri Remains In Custody As Followers Protest.

Own Correspondent|The case of the church leader husband and wife accused of fraud and money laundering has been postponed to Wednesday after they made a brief court appearance on Monday.

Self-proclaimed prophet Shepherd Bushiri and his wife Mary appeared in the Specialised Commercial Crimes Court in Pretoria amid a protest by the church members.

Bushiri (35) and his 37-year-old wife face an additional charge of contravention of the prevention of organised crime act after being arrested by the Hawks in Rustenburg, North West on Friday.

Their brief court appearance was confirmed by the National Prosecuting Authority spokesperson Phindi Louw.

Louw said the duo remained in custody and would make their second appearance on Wednesday.

After their appearance, Bushiri and his wife were seen leaving in separate cars in a three-vehicle high-speed convoy.

Members of his ECG Church were still gathered outside the court singing songs of praise and calling for his release after the hearing had ended.

“China Confident Of Mnangagwa Leadership”: Report

By Own Correspondent- The Acting Chinese Ambassador to Zimbabwe, Zhao Baogang said his country will continue to offer technical and financial support to Zimbabwe adding that his country has strong confidence in the leadership of President Emmerson Mnangagwa.

In a report published by the state media, Baogang urged Zimbabweans to unite pledging the completion of all Chinese initiated projects in the country.

This statement comes as the Chinese celebrate their new year which begins on the 5th of February which saw Chinese business people operating in the country joining hands and celebrating their new calendar.

Reported the state media:

Baogang said his country is proud of the progress made in developing the Hwange Power Station which is expected to produce excess power which the country will export to neighbouring countries.

China reminded Zimbabweans to value peace for economic prosperity, adding that the current leadership has the capacity and will to transform the country.

The Chinese believe 2019 is a promising year for Zimbabwe and Baogang emphasised that his country’s aim is to complete all the projects they have launched within a reasonable time. “Empathise With Those Dependent On Informal Sector Businesses”: CCDN Tells Gvnt

By Own Correspondent| The Chitungwiza community development network (CCDN) has expressed concern at recent developments which has seen the demolition of informal business structures in the satellite town situated 25 kilometers away from Harare.

In what has been likened to former presidwnt Robert Mugabe’s infamous “Operation Murambatsvina”, government has demolished illegal structures among them small businesses operating in communities.

This follows a crackdown on illegal vendors in the central business district of most major cities and towns.

Said the CCDN in a statement:

“The CCDN is appalled and concerned at the ongoing decimation of thousands of livelihoods in the informal sector through forced demolitions of informal business structures and summary evictions from marketplaces and workspaces in a government sanctioned operation which began this week in Harare and Chitungwiza.

Since Monday 28 January 2019, truckloads of police in riot gear have gone around shopping centres in chitungwiza ordering informal business people to demolish structures housing their livelihoods and vacate marketplaces and workspaces.

State media reports indicate that the operation is state sanctioned through a govt directive given in 2018 ordering local authorities to conduct urban cleanups and demolish illegal structures. The timing of the operation, coming after the #Shutdown protests has led to suspicions that it is an extension of the govt crackdown targeting the opposition’s urban support base.

CCDN mourns the loss of livelihoods and attendant socio economic rights occassioned by this operation.

We commiserate with the affected informal entrepreneurs and call on them to remain strong and resilient like the biblical water reeds (tsanga) that ” fall when the river current rises and rise when the river current falls”.

We call on the govt to empathise with the millions of women children and youth in Harare metropolitan province (90 % of total population) who eked out a miserable living from the informal economy. These forced demolitions will certainly condemn them to abject poverty .

CCDN notes with regret that councillors who are our elected representatives in the sphere of local government were not consulted before this decision was taken. We also note with dismay that councillors remain in the face of those onslaught.

The Zimbabwean constitution of 2013 and many international statutes such as the african charter on human and peoples rights, to which Zimbabwe is a signatory ringfence and promote the right to participate in socio-economic activities. This operation dubbed Murambatsvina 2, goes against the spirit and letter of our constitution and human rights conventions.

Thriving businesses in the informal manufacturing sector in Chitungwiza with trades such as carpentry (furniture ), welding (window frames tools) upholstery (sofas) vehicle repairs spraypainting mobile money (Ecocash) catering (sadza gango) currency dealers (changemoney) retail ( tuckshops and vendors) have been decimated almost overnight due to the government’s directive .

It has taken many years and hardwork for these entrepreneurs to build these businesses which are being razed to the ground.

To ensure that their families survive the demolitions/ evictions and the deepening economic crisis in Zimbabwe, we call on the affected entrepreneurs and residents to continue operating their businesses from the safety of their homes.

We call on the Chitungwiza community to continue supporting these hardworking people by giving them business as usual.

CCDN also notes that the ubiquitous market stalls by the roadside (Musika) has been the worst affected by the current demolitions. The changes in the operating environment for informal entrepreneurs necessitates a change in the way we conceive the market as a physical space (musika) to a mentality that sees the market as many platforms where demand meets supply.

Informal business people should specifically consider creating virtual markets in the form of whatsapp groups to buy/sell specific products and services.

We advise the newly elected chitungwiza town council to mitigate the suffering of its constituents by quickly developing and providing regularized market stalls and working spaces (home industries) to the affected entrepreneurs residents and youth.

Coca-Cola In Trouble For A Can Marked With A Name Which Translates To A Word Used For Female Genitalia.

Paul Nyathi|Coca-Cola South Africa’s ‘Share a Coke with…’ campaign has been a hugely successful marketing move until last week when one South African Twitter user discovered a can of Coca-Cola reading ‘Share a Coke with Xitombo’, which translates to a slang word used to refer to female genitalia.

The marketing move started with ordinary names, moving to ordinary surnames, and towards the end of last year, began emphasising names that ordinary South Africans may not have heard before, in an attempt to break stereotypes, and make authentic South African names more recognisable.

In reaction to the alleged mishap, people who speak Tsonga felt disrespected and insulted, demanding that the company’s brand manager apologise and provide clarity on the use of the word.

It is not known where or when the Coca-Cola can in question was purchased.

Coca-Cola has since responded, explaining that the word Xitombo has not been printed on any cans sold to consumers in stores, and that this can must have been from the company’s consumer-led Share a Coke activations.

“At these nationwide activations, consumers are able to get names and surnames of their choice printed with stickers onto Coca-Cola cans. These activations will continue for the month of February and we are actively working on a solution to try and prevent any further profanity associated with our brand and products,” their statement read.

The comment offended social media users that speak Tsonga, some of which claim that the can highlights the disrespect the language endures.

Coca-Cola apologised for the profane can slipping through the campaign cracks, saying that they are currently investigating the matter, and that profanity associated with any of their products and trademarks is unacceptable.

Millers Clarify Bread Price Increases

By Own Correspondent- The Grain Millers Association of Zimbabwe (GMAZ) has said the bread price increases are not associated to flour cost drivers as the product’s supply price to bakers has remained constant.

Zimbabweans on Sunday woke up to a new price structure of the basic commodity, which is now selling at around $2,50 in most retail shops and the GMAZ has clarified the issue.

GMAZ Media and Public Relations Manager, Garikai Chaunza said:

“The Grain Millers Association of Zimbabwe has noted the recent increase in bread prices. These bread price increases are however not in any way associated with flour cost drivers as the product (flour) supply price to bakers has remained constant. Flour supplies to bakers have however remained suppressed due to the non-availability of foreign currency to bring in imported wheat which is still held in Beira.”

Drama Expected As Bushiri Goes To Court

Drama expected as Prophet Shepherd Bushiri is set to appear in court.

Bushiri’s Enlightened Christian Church would not say whether churchgoers had been mobilised to picket outside the Pretoria Commercial Crime Court, where the couple were due to appear.

After spending three nights in custody, self-styled prophet Shepherd Bushiri and his wife Mary were expected to appear in court for fraud and money laundering on Monday.

The Bushiris were arrested by the Hawks in Rustenburg on Friday for alleged fraud involving R15.3million, and for the contravention of the Prevention of Organised Crime Act, allegedly committed in 2015.

On Sunday, the church resumed with services at the Pretoria Showgrounds following a December 28 stampede that claimed the lives of three people.

Church spokesperson Ephraim Nyando said the church wanted to focus on church matters and not what was happening in the courts. “From the perspective of the church, we have nothing to do with what is happening in the court. We are just concentrating on the opening today and holding the service.”

The Bushiris’ arrest comes after the church was cleared of non-compliance when the stampede happened. The church is also being investigated for allegedly removing the bodies before police could arrive at the scene.

FULL TEXT: Zimbabwe Economy: Time for efficiency By Mthuli Ncube

The flamboyant Victorian British Prime Minister, Benjamin Disraeli, once noted that; “There can be economy, only where there is efficiency”.

Zimbabwe’s economy has been full of inefficiencies for far too long. Waste in the economy, has led to want amongst the people. Our people deserve better. And as the Minister of Finance, I have a duty to set things right.

The Government’s Transitional Stabilisation Programme is at the heart of our reform programme. It outlines the State Enterprise Reform initiative as one of the most important areas to ensure sustainable economic growth and improved service delivery.

At the core of this restructuring initiative is what to do with our under-performing parastatals? On the one hand, we believe that our natural resources and large industries are Zimbabwean, and must remain in the hands of Zimbabweans.

Yet on the other hand, with the bureaucracies and inefficiencies of Government, including our own, the experience and qualifications of private sector investors and managers, would guarantee significant improvements in both production and profits.

It is no wonder, former United States president Harry Truman once quipped that he would like someone to find him a one-handed economist!

However, economists all agree, that by making these State-run industries efficient, all Zimbabweans will profit. We will take the astronomical burden and their associated costs off the shoulders of Government. And with costs cut, these moves will increase revenues from both the sale of the companies themselves and in the long run, the increased tax revenues from the newly-profitable ventures.

State enterprises, in their foundation, were supposed to play a major role in the provision of infrastructure and other critical services such as water, electricity, telecommunications, transportation, health, education, among others.

However, recently, they simply are not up to the task. It has been noted that most of them are loss making (99 percent) and they continue to hold onto idle and unproductive labour, accumulating salary arrears and continuously requiring bailouts from Government to finance their operations and debt servicing.

Who pays the costs? The Zimbabwean taxpayer.

We therefore cannot allow for inefficiencies and mismanagement to waste our taxpayers’ money anymore; especially in an era of austerity. The people of Zimbabwe deserve better.

The inefficiencies, arising from poor business models and years of maladministration, including uneconomic pricing and poor product service development, demand immediate reform.

Cognisant of their traditionally critical role, and the emotional attachment of such institutions to the people of Zimbabwe, Government is not applying a blanket approach.

The reform and restructuring process will include a host of thought-out and carefully examined interventions.  These reforms will range from liquidation, full privatisation, transformation to regulator, merging and demerging, as well as departmentalisation into existing ministries, depending on how strategic the parastatals are and their respective performances.

There are numerous factors to take into consideration.

We will learn from the mistakes of other countries and ensure that Zimbabwe conducts these processes in the right manner. This will be driven by economics, not politics.

The reform process therefore will ensure that parastatals, and their restructuring, are fully accountable, transparent, efficient, effective, and viable, complementing Government efforts in promoting economic growth and improved service delivery to the general public.

We will not allow a situation whereby tenders are won by the most connected, but only the most qualified and deserving.

Already, with support from development partners, both international and local, Government is carrying out performance reviews of our parastatals. We are diving deep into the processes of governance systems, as well as the financial, operational and legal environment.

The reviews will analyse all levels of processes and procedures in order to guide us on an appropriate course of action to improve operational activities.

It is important that we do not try and chart this course alone. Of course, we have a team of local experts, many of whom are leading global experts in finance, economics and business management.

However, local brainpower must be supplemented with international counterparts, ensuring optimal quality, and full transparency.

In that light, we will bring in recognised and qualified transactional advisers, with international experience to accompany the process.These advisors will include accountants and strategic advisers, and will be complemented by Government technical committees to ensure the people of Zimbabwe get the best deal possible deal during the process.

Because it is our duty to put the economy back on its feet. At all times we must put the people of Zimbabwe first. Austerity measures of course are tough. Restructuring and reforming will inevitably require a degree of creative destruction.

But this is how innovation begins.  This is how we will rebuild Zimbabwe’s economy, from the bottom up.

New MDC Mayor Solves Twenty Year Gwanda Water Crisis In Six Months

Own Correspondent|After over twenty years of struggle for water, the newly elected MDC Mayor of Gwanda Jastine Mazhale has managed to strike a deal that has seen the Zimbabwe National Water Authority release the town’s water treatment plant to the local authority.

Highly placed sources within the opposition MDC indicated to ZimEye.com that the council and ZINWA signed a Memorandum Of Understanding to hand over the water treatment plant to the local authority on Friday last week.

According to the sources, the new MDC mayor only visited the Ministry of Local Government on two occasions to negotiate the deal and was successful while the previous ZANU PF mayor Knowledge Ndlovu made over thirty unsuccessful trips to the capital to negotiate for the plant transfer.

“We are very excited with the hands on approach of our new mayor who has hit the road running by solving the Gwanda water problem in just under six months in office,” said the source.

Gwanda has been having severe water challenges for the last two decades due to the dual administration of the water network between the council and Zinwa.

Zinwa has been demanding for the settlement of a $7 million debt from the local authority which saw persistent water disconnection to the residents of the town.

The water authority at one time installed prepaid water meters on the water supply to the town forcing council to battle to purchase water in advance for the residents.

ZimEye.com could not get details of the agreement signed between the two authorities. A council official who spoke to ZimEye.com on Friday confirmed that the local authority had been given the water treatment plant but could not give details as both the mayor and town clerk were reported to be out of town at a workshop in Bulawayo.

25 000 People At Bushiris

Correspondent|The Enlightened Christian Gathering (ECG) church led by self-proclaimed prophet Shepherd Bushiri says congregants gave an overwhelming turn out for Sunday’s service despite the recent arrest of their leader.

Church operations resumed after they were suspended for a month following the death of three people during a stampede in December last year.

Bushiri and his wife were arrested by the Hawks on Friday for fraud, money laundering and contravening the Prevention of Organised Crime Act dating back to 2015.

The couple is expected to appear at the Pretoria Commercials Crimes Court on Monday.

ECG church spokesperson Maynard Manyowa says Sunday’s church service went uninterrupted.

“The church turnout was just as expected with the maximum capacity [being] between 25,000. People are happy, they are joyous, and worshipping.”

Govt Promises And Lies Responsible For Steep Bread Price Hike

BAKERS have increased the price of bread, with a standard loaf now pegged at $2,50 or alternatively US$0,90, citing the rising cost of production after government failed to provide support to maintain the current price of $1,40.

This is the second increase within three months and yesterday, the Grain Millers Association of Zimbabwe (GMAZ), a body tasked with importation of wheat for bakers, said the increase had nothing to do with the supply of flour.

“These bread price increases are, however, not in any way associated with flour cost-drivers as the product (flour) supply price to bakers has remained constant. Flour supplies to bakers have, however, remained suppressed due to the non-availability of foreign currency to bring in imported wheat, which is still held in Beira,” GMAZ spokesperson Garikai Chaunza said in a statement.

In November last year, bread was going for $1 and increased to $1,40 retail price after government and the central bank committed to meet 80% of foreign currency demand by the industry, supposing that the price of flour would remain at $36,50 per 50kg.

But government has been failing to fulfil its promises, forcing bakers to act.

Bread is already scarce on the market, and bakers have scaled down production, resulting in long queues in retail outlets.

Due to limited supply, informal traders were now selling bread at $3 per loaf, instead of the recommended $1,40.

NewsDay is reliably informed that government has, for the past month, been engaged in series of meetings with bakers, with a view to ensure they maintained existing bread prices.

According to reliable sources, bakers met the central bank on January 7 and on January 16, held a meeting with Vice-President Constantino Chiwenga, who monitors the food security cluster and presented their precarious position.

They also held a meeting with the National Competitiveness Commission on January 18 this year to try and find a lasting solution.

Bakers are irked by the fact that a number of resolutions such as 80% forex allocation, liquidation of bakers legacy debt of $4,8 million, reduction of flour price made by government to support bakers, have not been 
addressed.

Contacted for comment, National Bakers’ Association president Ngoni Mazango said: “I am in a meeting now. I am not in a position to talk now. You are lucky that I answered your call.”

Between December 2018 and January 2019, the baking industry has received 27% and 9%, respectively, of foreign currency allocations.

According to information at hand, as at January 20, out of the monthly forex requirement of $1,2 million, Lobels did not receive any allocation, whereas Bakers Inn was allocated $100 000 .

Proton Bakers, which needs 
$320 000 of forex monthly, was only given $50 000.

Another baker, Bakels Zimbabwe, whose monthly forex requirement is $500 000, was not allocated anything.

Reserve Bank of Zimbabwe governor John Mangudya had not responded to questions sent to him at the time of going to print last night.

Bread is one of the 16 monitored products, which include cooking oil, mealie meal, flour, sugar, rice, salt, chicken, eggs, beef, fresh milk, laundry soaps and washing powder, among others.

Mudzuri In Deep Trouble For Being Favoured By ZANU PF Ahead Of Chamisa

By Paul Nyathi|It just never rains but it pours for MDC Vice President Elias Mudzuri inside the opposition party administration.

The troubled Vice President who was recently taken to task for attending a parliamentary ceremony at State House without clearance from the party, has run into fresh trouble for failing to offer his seat to party leader Nelson Chamisa during the recent burial of late musician Oliver Mtukudzi in Madziwa.

Not only that, Mudzuri, the party is raising claims against him for attending the burial without notifying the party as per protocol requirements.

What makes issues worse for Mudzuri is that party President Nelson Chamisa attended same burial but was not given the reception that Mudzuri received from the predominantly ZANU PF run protocol.

Chamisa was initially blocked from entering the venue for the burial by state security before members of the public overpowered the security and let Chamisa through.

When he eventually did, he was still forced to follow proceedings while standing in the crowd.

While Chamisa was being humiliated, Mudzuri was being given a VVIP treatment by the ZANU PF leaders including an acknowledgement by Defence Minister Oppah Muchinguri-Kashiri when she went through the salutations as she presided over the burial on President Emmerson Mnangagwa’s behalf.

“Mudzuri breached party protocol by going alone to Tuku’s funeral without informing the party’s information and protocol department,” said a senior MDC official close to the events.

“He should have checked with these two departments if the president (Chamisa) was attending the burial.

“The other co-Vice President (Morgen) Komichi and other senior party officials travelled with the president but he (Mudzuri) chose to travel alone and to make matters worse, he was acknowledged while the president was harassed and embarrassed.”

The official said in terms of party protocol, Mudzuri was supposed to surrender his high table seat to Chamisa.

“The moment he saw Chamisa entering, as a junior official, he was supposed to vacate his seat and give way to the president.

“He never bothered to do that and instead, he remained seated as if he was enjoying Chamisa’s humiliation,” said the official.

“Mudzuri’s conduct during Tuku’s burial will certainly be discussed during the coming standing committee and national council meetings. His behaviour is now unbecoming,” said another senior party official.

Mudzuri has not yet officially commented on the issue.

Khupe Takes Mthuli Ncube To Court On $1.8m Paid To Chamisa

Own Correspondent|JUSTICE, Legal and Parliamentary Affairs minister Ziyambi Ziyambi, together with his Finance and Economic Development counterpart Mthuli Ncube, have both been taken to court by the MDC-T led by Thokozani Khupe over a $1,8 million political parties funding which Treasury paid to Nelson Chamisa’s MDC faction last year.

Early last month, the MDC-T through their lawyer Prof Lovemore Madhuku petitioned the High Court seeking an order to compel both the Justice and Finance ministers to pay the money which it claims was due at the end of December 2018.

The MDC-T then issued the summons against Ziyambi in his official capacity as the minister responsible for the administration of the Political Parties (Finance) Act and Ncube in his official capacity as a minister in charge of the Consolidated Revenue Fund.

However, on January 21, 2019, both ministers, through their lawyers from the Civil Division of the Attorney-General’s Office, entered their appearances to defend, setting a stage for a bruising legal battle.

“Be pleased to take notice that on January 21, 2019 the defendants [Ziyambi and Ncube] hereby enter an appearance to defend the action instituted by the plaintiff [MDC-T] … The summons was served on defendants on January 16, 2019,” part of the notice of appearances to defend read.

According to the MDC-T, the basis for its claim of the money is that in 2013, it contested the general elections during which time it obtained more than 5% of the total votes cast in that election and, as a result, qualified to be paid money appropriated by Parliament for political parties.

“Plaintiff (MDC-T) applied to the first defendant (Justice and Parliamentary Affairs ministry) under section 4 of the Political Parties (Finance) Act and was approved as a qualifying political party,” the party
said.

“For the financial year ending December 31, 2018, the first defendant, despite receiving from the second defendant (Finance ministry) an amount of $1 800 000 meant for the plaintiff, has refused and/or neglected to pay to the plaintiff that amount.”

The MDC-T further said despite several demands to have the money released, both ministries had not budged, thereby forcing the political party to approach the court for recourse.

Khupe’s faction broke away from the Nelson Chamisa-led MDC after losing a leadership battle to the former student leader following the death of Morgan Tsvangirai in February last year, but kept the MDC-T moniker.

She was expelled from Parliament in April last year after the party recalled her as its proportional representation legislator for Bulawayo Metropolitan
province.

SA Govt Moves To Forfeit Bushiri’s Property Worth Millions Of Dollars.

Not only are the preacher and his wife facing fraud and money-laundering charges, but their assets are also up for seizure!

As controversial “prophet” Shepherd Bushiri and his wife Mary fight for their freedom, the state is already eyeing their assets.

The couple, who were arrested at their Sparkling Waters Hotel in Rustenburg on Friday, are expected to appear before the Specialised Commercial Crimes Court in Pretoria tomorrow where they are expected to be formally charged and apply for bail. But that will be just the beginning of their legal woes.

City Press learnt yesterday that the Asset Forfeiture Unit (AFU), a branch of the National Prosecuting Authority (NPA), has joined the legal fight against the controversial couple and has filed a preservation order seeking to seize their assets, pending the finalisation of the criminal case against them.

Two sources familiar with developments said the AFU had already filed an application at the High Court in Pretoria, seeking its permission to seize the Bushiris’ luxury houses and cars, as well as the self-styled prophet’s Gulfstream private jet, which is parked in a private hangar at Lanseria Airport outside Johannesburg.

Shepherd (35) – infamous for performing “miracles” at his church in Pretoria which some claim are staged – owns several properties in South Africa and others in his home country, Malawi, with his 37-year-old wife, Mary. They also boast of owning a fleet of luxury cars, including a Maserati, a Rolls-Royce, an Aston Martin and a R3 million Mercedes G63 which Shepherd bought Mary for her birthday in 2017. He also bought his daughter a Maserati in December 2017 as a gift for her sixth birthday.

But if the NPA gets its way, the Bushiris will no longer have access to their prized possessions.

“The preservation order may be granted next week,” said a source yesterday. Another source said the process had to move quickly because the authorities were concerned that Bushiri would start selling his assets to fund his and his wife’s defence, and hide their other assets from the state.

City Press obtained an affidavit from the investigating officer in the case, a colonel from the Hawks’ serious organised crime unit. It shows that the AFU investigators have identified the properties, cars and bank accounts which they have asked the High Court to preserve.

The affidavit – dated Thursday, and which was used to obtain the warrants for the couple’s arrest – states that they are alleged to have committed fraud and money laundering, and contravened the Prevention of Organised Crime Act, crimes allegedly committed since 2015.

They also allegedly contravened exchange control regulations by paying $1 147 200 (R15.3 million) in cash, in US currency, for his private jet, Hawks spokesperson Hangwani Mulaudzi said.

The affidavit states that on November 19 2015, self-styled prophetess Mary Bushiri bought the 1984 Gulfstream III model 1159 jet from aviation company National Airways Corporation (NAC) for the total price of $1 250 000.

The Bushiris regularly flit between South Africa and Malawi in their private jet.

“On November 20 2015, two payments were made and receipts issued,” the affidavit states.

One receipt was issued on the same day to “Major Prophet Shepherd Bushiri” for the cash amount of $1 147 200. A source told City Press that Mary travelled to the company’s Johannesburg offices with a bagful of cash.

Another receipt, issued by NAC on the same day – also to “Major Prophet Shepherd Bushiri” – was for the amount, in local currency, of R1 444 340, which made up the remainder of the payment for the aircraft.

But then the SA Reserve Bank got wind of the sale, and on May 8 last year emailed the Bushiris’ lawyers, asking them to provide the full details of how the aircraft was acquired.

About six weeks later, the Reserve Bank received an affidavit by Shepherd, in which he allegedly told the bank that he secured a

$1.25 million loan to buy the aircraft from US aircraft supply and maintenance company Joint Aviation Resources (JAR).

Bushiri told the Reserve Bank that his church “repaid the funds in South Africa to JAR” and that the source of the funds were donations made to his “ministry”, the affidavit states.

Bushiri also allegedly told the central bank that “JAR will be in a position to provide proof that they were fully repaid”.

“Copies of the 24 payment receipts were attached to his statement,” the affidavit states.

But when his claims were investigated further and Reserve Bank officials asked for copies of the so-called prophet’s bank statements, they could not find that any such payments had been made.

In August last year, Hawks investigators approached JAR and obtained sworn affidavits which dispute that Bushiri was granted a loan by the company, and his allegedly fake loan agreement was disputed by company representatives.

“JAR, according to their knowledge, never received the payments as indicated on the receipts. Most importantly, JAR states that it was not authorised or permitted to do business as a loan agent or to issue business loans,” the affidavit states.

The affidavit also states that when Bushiri’s offices in Waterfall Office Park in Midrand were raided in May last year, police also found an undisclosed amount of foreign currency.

Popularly known as the “Major 1” by his followers, Shepherd once shocked them on Twitter and Facebook when he advertised the sale of tables at a gala dinner he was hosting, ranging in price from R1 000 to R25 000. Some of his followers say he charges money for a private prayer session, an allegation he denies.

Bushiri’s lawyer, Terrance Baloyi, did not respond to calls and a text message yesterday.
