Biti Fights To Shed Conviction Tag

HUMAN rights lawyer and MDC-Alliance Vice-Chairperson Hon. Tendai Biti has filed an appeal in the High Court challenging his conviction and sentence for contravening some provisions of the Electoral Act.

Hon. Biti filed the appeal against both conviction and sentence after Harare Magistrate Gloria Takundwa on Monday 18 February 2019 convicted Hon. Biti for unofficial or false declaration of election results as defined in section 66A(1)(a) and section 66A(1)(b) of the Electoral Act after ruling that the State had managed to prove its case against the Harare East constituency legislator beyond any reasonable doubt and sentenced him to pay a fine of $200 in default of payment seven days imprisonment. In addition, six months imprisonment was wholly suspended for five years on condition that Hon. Biti does not during that period commit any offence involving purportedly announcing results or declaring a winner of an election and for which upon conviction he is sentenced to imprisonment without the option of a fine.

But Hon. Biti through his lawyers Beatrice Mtetwa and Alec Muchadehama of Zimbabwe Lawyers for Human Rights on Friday 22 February 2019 appealed against Magistrate Takundwa’s judgment and argued that the judicial officer had grossly erred and misdirected herself in convicting the human rights lawyer and imposing such a sentence.

Hon. Biti’s lawyers argued that Magistrate Takundwa misdirected herself in failing to properly consider and pronounce herself on the pre-trial violations of the human rights lawyer’s fundamental rights and on the legality or otherwise of Hon. Biti’s “arrest” in Chirundu.

The lawyers argued that Magistrate Takundwa grossly erred and misdirected herself by holding that the Harare Magistrates Court had jurisdiction to preside over Hon. Biti’s trial when the unquestioned evidence was that he was unlawfully removed from Zambia in violation of the neighbouring country’s High Court order and of domestic, regional, continental and international law relating to political asylum seekers.

Mtetwa and Muchadehama contented that the Magistrates Court erred and misdirected itself when it failed to consider and take into account that results posted at polling stations and constituencies by the Zimbabwe Electoral Commission (ZEC) are in fact official results on which the public is entitled to report on.

Hon. Biti’s lawyers submitted that the charges were superfluous once it was accepted that the election results are in fact declared and announced, once the constituency return is posted outside the polling station, or a constituency ward centre and a provincial command centre.

The lawyers stated that Magistrate Takundwa erred and misdirected herself in convicting Hon. Biti when there was no intention proven by the State of him having committed the offences given the opposition legislator’s evidence that he held a media briefing to compel ZEC to release the election results early and in any event what he announced were not official results.

Hon. Biti also argued that section 66A(1)(a) and section 66A(1)(b) of the Electoral Act are unconstitutional in that the two provisions unjustifiably infringe his right to freedom of expression as set out in section 61 of the Constitution, his right to information provided in section 62 of the Constitution and his political rights guaranteed in section 67 of the Constitution.

Mtetwa and Muchadehama wants the court to set aside the Hon. Biti’s conviction so that he is not found guilty and acquitted on both charges of contravening section 66A(1)(a) and section 66A(1)(b) of the Electoral Act.

You Are Not Patriotic, Chamisa Tells Chiwenga After He Returned From India

Opposition MDC President Nelson Chamisa has accused top government officials of lacking patriotism by shunning local health and educational institutions in preference of India and South Africa.

Addressing thousands of party followers yesterday in Gweru at Mkoba Stadium at a ‘Thank You Rally’, Chamisa said the senior government officials lack patriotism as they do not have confidence in local health and education institutions.

“If you want to check the patriotism of a leader check where they are treated, check where they send their children to school check the clothes they put on, check the cars they drive. Those who are patriotic go to local hospitals because they believe in local institutions.

“Those who are not patriotic go to India, they go to South Africa, and yes they must go and get treated, but they must work out to improve health services for the majority of our people so that they too receive proper medication to have good life,” Chamisa said.

He bemoaned government’s lack of disaster preparedness mechanism and misplaced priorities during the times of disasters.

“No one invites a disaster like the one which befallen us in Kadoma on our artisanal miners. But the government must have at least a minimum disaster mechanism. Right now we have drought but they pretend they do not know what is going on. You will see them running up and down later when people no longer have food in rural areas.  Our government is ready we are preparing for that,” said Chamisa.

Chamisa attacked government’s policy inconsistencies, charging that the confusion that hovers in the ministry of finance is a testimony that the only person who excelled in that ministry was his party deputy national chairperson Tendai Biti.

“Our team comprised of Biti, Mashakada and others introduced ‘eat what you kill’ policy to effect discipline on expeniture, vakati mari haidyiwe semushonga wemusoro usina dose,” Chamisa said.

Good Roads Attract Investors, Govt Told

Good road infrastructure remains a key component in attracting investors and as Zimbabwe continues with the drive to lure investors into the country, calls continue to be made for government to prioritise the rehabilitation of the country’s road network. 

In Masvingo province, 86 percent of the roads are gravel with most in bad shape and the local leadership has called for this to be addressed. 

The Ministry of Transport and  Infrastructural Development recently held a meeting in Masvingo where the state of  roads in the province was discussed. 

Engineer Robert Mukome, who is the city’s provincial engineer under the Ministry of Transport and Infrastructural Development, highlighted that only 1 576 kilometres of the province’s road network is tarred, indicating that the state of the roads is deplorable.

ZINARA Board Chairman Engineer Michael Madanha said $6.5 million will be awarded to Masvingo road authorities in the 2019 budget allocation, adding that the funds will be closely monitored to ensure they are used for the intended purpose.

 “We have to make sure that we monitor to ensure that the work is done,” said Engineer Madanha.

The Minister of Transport and Infrastructural Development Cde Joel Biggie Matiza who attended the meeting also toured the Kapota – Zimuto road which is under construction and commissioned the stretch that has been completed.

The minister said there is a policy shift in government to prioritise road maintenance.

 “We have a policy shift and we want to make sure that our roads are maintained, that is what the president wants,” said Cde Matiza.

Masvingo Minister of State Cde Ezra Chadzamira said the policy shift is a welcome development for the province.

“Tirikufara kuti nyaya yema road government yakutipa attention. Ndosaka murikuona takuvaka road iyi. (We are happy that government is now giving attention to the issue of roads; that is why we are now constructing this road),” said Cde Chadzamira.

Meanwhile Minister Matiza also assessed work being done in the construction of the Rutenga –Zvishavane road.

Zanu Pf Youth League Aims At Mugabe, Says He Must “Be Grateful For Leniency From Mnangagwa”

By Own Correspondent|  Secretary for Youth Affairs in the ZANU PF Lewis Matutu has urged deposed leader Robet Mugabe to appreciate the love and respect accorded to him by his predeccessor President Emmerson Mnangagwa.

The Zanu Pf youth leader said failure to appreciate this love and respect will make Mugabe die a bitter old man.

Said Matutu:

“Former President RGM should appreciate the respect and love that he is getting from President Mnangagwa otherwise he will die a bitter old man. ED was abused, tormented and humiliated by RG and his wife but he chose to ignore all that because of love and respect.”

Matutu’s statement comes after Mugabe blasted Mnangagwa at his 95th birthday celebrations telling him point blank to stop the army killings.

Parirenyatwa Specialist Hospital For The Poor On The Cards, Gvnt Reveals

State Media Reporter Harrassed At Chamisa Rally

By Own Correspondent| According to a state media report, a journalist from ZBC was on Sunday manhandled by MDC activists during a rally addressed by party leader Nelson Chamisa at Mkoba Stadium in Gweru.

The assailants are believed to be Chamisa’s close security. The assault only ceased after Chamisa intervened.

The report further claims that the marauding MDC youth threatened to beat up occupants of a ZBC vehicle.

The threats forced the state reporters to leave the rally post haste as they feared for their safety.-StateMedia

“I Will Use God Given Wisdom To Facilitate Dialogue Between Chamisa And Mnangagwa “

Farai Dziva|The chairperson of #Make Zimbabwe Proud Again, Pastor Isaac Makomichi has said he will use his God given wisdom to facilitate Dialogue Between President Emmerson Mnangagwa and MDC A leader Nelson Chamisa.

Makomichi, who is also the president of Vulnerable Youth Support Network Trust has reiterated that dialogue is key to nation building. Makomichi is also the leader of Miracle Healing and Deliverance Ministry.

Last week he had a telephone conversation with Zanu PF youth leader Pupurai Togerapi who pointed out that Chamisa should recognise Mnangagwa as the duly elected President of Zimbabwe.

Today Makomichi had a telephone conversation with MDC A spokesperson, Jacob Mafume who indicated that the opposition party was ready to discuss national matters with Zanu PF.

“I have managed to contact key individuals who are part of the national dialogue process.

I have managed to talk to MDC A spokesperson Jacob Mafume and he has assured me that the MDC A is committed to dialogue. However, he has indicated that his party wants its concerns to be addressed before the commencement of dialogue.

According to Mafume harassment of party supporters and violation of constitutional principles should stop so that talks can begin in earnest,” Makomichi said.

“Mafume has also said the MDC A is keen to be informed about the possible venue for the discussions.According to Mafume meaningful talks cannot begin when MDC A members are being arbitrarily arrested.”

“Government officials on the other hand have said there is no room for harassment of civilians in the new dispensation.

We hope to bring the two parties to the negotiating table as soon as possible,” added Makomichi.

Makomichi, who is also a business mogul, has denied he is being funded by politicians to push for dialogue.

Crisis In Zimbabwe Coalition Chairperson Rashid Mahiya Arrested

Mahiya is being charged with attempting to subvert a constitutional Government.

He will appear at Rotten Row Court today (Tuesday).

“Mahiya was among the list of people wanted by the Zimbabwe Republic Police (ZRP) for allegedly organising a stay-away that resulted in . There were reports soldiers picked up Mahiya’s mother from her Chitungwiza home to put pressure on the CIZC chairperson who was in hiding.”

Jonathan Moyo Vows To Expose Perpetrators Of Gukurahundi Atrocities

Leave Richard Tsvangirai Alone, Zanu PF “Functionaries”Told

Farai Dziva|Former MDC legislator Jeffryson Chitando has castigated Zanu PF functionaries for venting their pent up frustrations on Richard Tsvangirai.

Commenting on an article about a Zanu PF sympathiser who claimed Richard Tsvangirai was feeling the impact of sanctions after being blocked from opening a bank account in China, Chitando took a swipe at what he described as desperate attempts to embarrass Richard Tsvangirai.

Richard Tsvangirai tried to open a bank account with the Industrial and Commercial Bank of China Limited (ICBC) and he could not do so be he was told his country was an unsafe zone.

A ZANU PF Twitter user said :”Welcome to sanctions Richard Tsvangirayi, when we say sanctions affect everyone we mean that.”

Chitando said: “This is typical Zanu PF idiocy- ruling party honchos must leave Richard Tsvangirai alone, what has he done?”

Stop Making Noise About Sanctions, Richard Tsvangirai Tells Mnangagwa

Farai Dziva| Richard Tsvangirayi, the son of the founding president of the Movement for Democratic Change, Morgan Richard Tsvangirai has said the Emmerson Mnangagwa led administration should stop making about sanctions without addressing the problems that led to the imposition of restrictive measures on Harare.

Richard blamed the government for introducing cosmetic changes without addressing the real problems in the country.

“The government should stop the killing and raping people and security forces must not be used to suppress the will of the people.

They must focus on restoring the rule of law so that sanctions can be removed,” said Richard.

“You enjoy building houses on flawed foundations right? Introduced a new currency without addressing the fundamentals, sanctions should be lifted without addressing the fundamentals? To end sanctions, stop killing and raping people – restore the rule of law,” he added.

Lukau Faces Fraud Charges For Raising Dead Man

South African company, Kings and Queens Funeral Services, says it will will take legal action over the ‘damage to its reputation’ after a South African pastor Alpha Lukau used their hearse while performing a stunt in which he claimed to have resurrected a dead person.

In a statement on Monday, Kings and Queens Funeral Services distanced itself from the supposed resurrection of a man by Hallelujah Ministries after his body was allegedly stored at their premises.

They denied that the man’s body had ever been in their care or that he’d ever even been dead to begin with.

They said they had been approached by “alleged family members of the deceased” who had told them they had encountered a dispute with a different funeral service provider and wanted to use their transport services, which the company agreed to.

“We would like to distance ourselves from the supposed resurrection of a deceased man by Hallelujah Ministries who allegedly was at our mortuary. We were approached by alleged family members of the deceased who informed us they had encountered a dispute with a different funeral service provider and would like to use our transport services which we offered them.

“We did not supply the coffin neither did we store the deceased at our mortuary and no paper work was processed by Kings and Queens Funerals. As a Funeral Services Provider we do not offer services without documentation neither do we repatriate bodies without any paper work. We are in the process of taking legal action for this malicious damage to our image,” wrote Kings and Queens on their Facebook page.

During a Sunday service, the high-flying minister known for his lavish lifestyle, encouraged congregants to keep praying for their miracles.

A woman then shouted that a family outside the church was about to repatriate a corpse to Zimbabwe and pleaded with the church leader to go out and see.

The pastor went outside, then asked the workers to take the coffin out of the hearse.

He asked the workers to open the coffin then made some prayerful gestures and seconds later, the man in the coffin rose.

The incident has invited various responses, with many on social media dismissing it as an attention seeking stunt.

Others have come up with information that seems to corroborate the Kings and Queens version.

According to the deceased’s supposed landlord, the man had previously gotten sick and started “coughing a lot” on Friday.

“We took him to the hospital and they said they could not help him because he did not have papers, so we took him to the doctor and he died there,” she claimed.

The family then claimed they took the body to the mortuary, where it was kept until Sunday.

However, the funeral services company disputed this.

“We did not supply the coffin neither did we store the deceased at our mortuary and no paperwork was processed by Kings and Queens Funerals.

They said they were in the process of taking legal action against the church, which is led by Pastor Alph Lukau, and who supposedly performed the miracle, the footage of which has since gone viral.

Kings and Queens’ tagline is “Real Funeral Services: For a service that gives you honour, dignity and comfort.”

Lukau faces allegations that his miracle was staged and there was nothing remotely “real” about it.

Mansa Abraham, a forensic science technician, reportedly wants Lukau charged with fraud.

Townpress quoted him saying he had never before seen a corpse looking as lively as the deceased prior to his reanimation.

“After death, the body enters a long process of decomposition, as its organic matters decay and the skin gets pale, especially areas such as the lips,” he pointed out.

The man enjoyed a hearty lunch after his return from the other side.

Kings and Queens concluded: “To all our beloved clients and prospective clients, thank you for the continued support during this confusing time. We continue to strive for excellence as your preferred funeral services provider that offers a service that give you honour, dignity and comfort.”

Chamisa Warns ZANU PF From Interfering In MDC Congress

Correspondent|MDC Alliance president Nelson Chamisa has said his party is geared for the elective Congress set for 24 to 26 May 2019, but expressed concern the ruling ZANU-PF might interfere in his party’s internal politics.

“I am telling ZANU PF not to meddle in our internal affairs. I heard them saying my term has expired; who are they to say so? Do I look like someone who has expired?” Chamisa said while addressing MDC supporters on Sunday at a Gweru rally.

Chamisa also said he is open to being challenged at the party’s Congress, but warned Zanu PF against meddling in the opposition party’s internal affairs.

Said Chamisa: “We are a matured, democratic and progressive party where all positions are up for contestation. That is what characterizes us as a democratic party. The congress is a democratic process to select leadership. It is a process to strengthen the party.”

The allegation was backed by party vice president Morgen Komichi.

“Zanu is going to give you money to influence the outcome of the congress,” Komichi claimed.

“They are working against Chamisa using party structures, but our party is not ruled by Zanu PF.

“At congress we don’t remove Chamisa a person who amassed 2,6 million votes … we are just going to endorse (him).”

Co-vice president Elias Mudzuri and secretary general Douglas Mwonzora are thought to be considering a challenge for the MDC’s leadership.

However, the key organs of the party – the youths, women and the main wing – have since declared their backing for Chamisa.

Said youth assembly secretary general Lovemore Chinoputsa; “A person who amassed 2,6 million votes (in last July’s elections) must not be contested at the congress.

“As the youth assembly, we are reaffirming our support for you president Chamisa.

“We want to assure you that you are our president.”

Chinoputsa’s acclamation was also supported by the women’s wing led by Lynnette Karenyi.

For the main wing, deputy national chairperson Tendai Biti said; “We want peace as we are going to the congress.

“We don’t want people who are going to use their money to destabilise the party during this congress.

“We are going to give full mandate to the President of the Republic of Zimbabwe Advocate Nelson Chamisa.”

Parly Committe Set Up To Probe Mliswa And “Friends” Begins Work

Correspondent|The Privileges Committee which was appointed by Parliament’s Committee of Standing Rules and Orders to investigate allegations against Norton legislator Temba Mliswa and three other legislators of demanding a $400 000 bribe from a local businessman, James Ross Goddard of JRG Contracting (Pvt) Ltd, has begun today.

Chaired by Council of Chiefs president Fortune Charumbira, the committee met today to officially start the probing process.

Charumbira said that the committee met today to receive the formal complaint in writing from Goddard who has keen interest in mining coal in Hwange.

“We had our first meeting last Wednesday as the committee and we familiarised ourselves with the case.

“The allegations against Mliswa and others are so gross and we can only get to the bottom of the matter if we hear from both parties through a series of meetings.

“Today we are going to get a formal written complaint from Goddard and we will be summoning the accused to get to the bottom of the matter”, said Charumbira.

Mliswa who chaired the now dissolved Mines and Mining Development Portfolio Committee allegedly demanded $400 000 from Goddard as facilitation fee to enable the latter’s company secure a mining contract at Hwange.

Mliswa was implicated together with Leonard Chikomba of Zanu-PF, Anele Ndebele and Prince Sibanda both from MDC-Alliance.

Ginimbi Fraud Case Deferred To March 21

Harare businessman Genius “Ginimbi” Kadungure, who is facing charges of fraud, tax evasion and money laundering, returned to court on Friday.

Harare Provincial magistrate Mrs Vongai Muchuchuti Guwuriro deferred the matter to March 21. The businessman was recently granted $1 000 bail by Justice Tawanda Chitapi on the grounds that the prosecution case had irregularities.

Allegations against Kadungure are that between February 2009 and May 2016, his company Piko Trading Private Limited misrepresented to the Zimbabwe Revenue Authority (Zimra) that it made total sales of $2 777 678, inclusive of Value Added Tax, when in actual fact the company had made $9 092 951.

To that end, Zimra suffered a prejudice of $417 940. Kadungure is also being accused of evading tax, with Zimra suffering a total prejudice of $3 468 949.

He was arrested last in November last year at the Harare Magistrates’ Courts after appearing before the court in a different case in which he is being accused of duping Chegutu West National Assembly Member Cde Dexter Nduna and Ivon and Enos Gatawa of R1 535 000 in a pump supply deal.

Govt Cars Bought For US45k Sold For $1.5k Bond.

Correspondent|The Ministry of Mines and Mining Development is currently embroiled in a huge scandal after it was revealed that former permanent secretary Munesu Munodawafa connived with nine top directors to buy luxurious cars from the Ministry for next to nothing.

According to the Zimbabwe Morning Post, the Ministry bought luxury Isuzu KB250 Double Cab vehicles for the officials at a cost of US$45,632,00 each in actual hard currency in September 2016. Barely two years later, the same vehicles were sold to the directors at a cost of a mere $1 500 each paid for in RTGS.

A source who spoke to the Zim Morning Post said,

These top officials bought luxurious vehicles purportedly for the use of the ministry but within two years they personally bought these vehicles at a low cost prejudicing the State in the process. Munodawafa was the chief architect in this scam

According to the corporate governance procedure the vehicles should have only been disposed of after five years and after at least 150 000 km mileage. Some of the directors in the scandal include D Makina, Julius Moyo, Munyonga (legal department), P Mugumbate, D Hawadi and Singizi.

Munodawafa who is now with the Ministry of Environment was unreachable for comment.

Chamisa Warns MDC Councillors

Correspondent|MDC Alliance president Nelson Chamisa on Sunday called upon councillors, of which his party controls over 80 per cent in urban areas, to prioritise service delivery.

Chamisa made the call while addressing a bumper crowd that assembled at Mkoba stadium in the Midlands capital, Gweru, on Sunday. The high turnout was in spite of the excessive temperatures that have been prevailing over the past few days.

Said Chamisa: “Councillors, don’t be corrupt; don’t deny stands to residents; we want timely refuse collection and we don’t want crazy rates.

“We want our people to have a quality life and quality services in their communities. We must demonstrate that we are an alternative.”

Only last month, Masvingo residents threatened to go and stage a sit-in at the Masvingo City Council offices in attempts to force the ouster of two MDC councillors accused of corruption.

Ward four and five councillors Godfrey Kurauone and Daniel Mberikunashe, who retained their seats in the July 2018 elections, stood accused of withdrawing $800 each from council coffers ostensibly to attend an Urban Councils Association of Zimbabwe (UCAZ) workshop last year.

The two failed to attend the purported event and instead, went on to use the money to sponsor their party activities in Chiredzi and Mwenezi, during a tour of Masvingo province by MDC Alliance president Nelson Chamisa.

The Ministry of Local Government was notified of the acts and sources at the local authority said nothing pointing to an investigation or disciplinary action has emerged from authorities.

MDC Councillors in Gweru and Kwekwe have also been accused of corruption, just less then half a year after being voted into office.

Another source said the good thing about their relationship is they are both private people.

“They both love their jobs and understand where to draw the line. Gerald is the producer of the new SABC1 drama series Umzila and is very focused. His friends were worried when the relationship started, as he seemed uneasy. They’re just being overprotective because this is the first time their friend dates someone older than him. But this one is going well, so far.”

Sindi laughed it off, saying: “I’ve nothing to say because this is strange. I know Gerald. I met him through Busiswa because there’s a project we’re working on. That he’s my Ben 10, I have no clue where that is coming from.”

ZANU PF Youth League Warns Mugabe

ZANU PF Youth League has warned former President Robert Mugabe to appreciate the respect that is being accorded to him by President Emmerson Mnangagwa or risk dying a bitter man.

The warning comes after Mugabe told delegates who had gathered for hi 25th birthday celebrations that President Mnangagwa and the army must stop killing people.

The Secretary for Youth Affairs in the ZANU PF Lewis Matutu said, “Former President RGM should appreciate the respect and love that he is getting from President Mnangagwa otherwise he will die a bitter old man. ED was abused, tormented and humiliated by RG and his wife but he chose to ignore all that because of love and respect.”

Matutu’s statement were received with condemnation from National Patriotic Front Spokesperson Jealousy Mawarire who said Matutu was forgeting what Mugabe did for Mnangagwa.

“You conveniently forget Mnangagwa maliciously lying that Mugabe was wheelchair bound? You think Mugabe doesn’t know the systematic attacks on his businesses after Mnangagwa unleashed Makorokoza on his farm? There are too many things Mnangagwa has done hence Mugabe said I won’t vote for my tormentors.” Mawarire lashed out.

Mugabe’s statements seem to have ruffled feathers as the Deputy Government Spokesperson Energy Mutodi came out in defense of the people killed by the state saying they are fewer than those who died under Mugabe’s rule.

ZANU PF aligned Zimbabwe Amalgamated Churches Council met Vice President Kembo Mohadi early this month with an endorsed petition, in the hopes of compelling the European Union (EU) and United States to remove sanctions.

In an interview ZACC patron Jimayi Muduvuri said his organisation will paint Harare “white” as congregates and the business community are ready to take charge of the sanctions fight.

“We will paint Harare white and we want the world to see that churches and the business community are very clear on their call for the removal of sanctions,” Muduvuri said.

Three More Protesters Sentenced To Three Years In Prison

Correspondent|Three Domboshava youths have been slapped with four-year jail terms each following the violent demonstrations that rocked the country last month.

The trio, Kinos Muchadumbw (21), Artwell Chaola (26) and Kudakwashe Chaola (26) were each sentenced to an effective three-year-jail terms after Harare Magistrate Edwin Marecha suspended a year from each of their sentences on condition of good behavior.

The State led by Caroline Mutimusakwa implored the court to give the trio a stiffer penalty as a way of setting an example for whoever might consider engaging in public violence which restricts the movement of general citizens who choose not to take part in demonstration.

On January 16, at around 1100 hours, the trio together with others who were demonstrating were seen participating in a demonstration at Mverechena Business Center. The two Chaola brothers were seen burning tires and barricading the road with other protestors.

The trio was later seen blocking the road with boulders which they used to extort money from motorists to allow them passage.

Fuel Queues Return, Govt Offers Quick Apology

Paul Nyathi|Fuel queues returned to haunt motorists in almost all major urban centres in the country raising fears that the government intends to short supply the product in order to raise the price once again.

Filling stations throughout the country ran out of diesel on Friday and into the weekend with petrol running out in most areas late Sunday evening into Monday morning.

In response government has issued an apology claiming that an administrative error led to the fuel shortages.

In an official Twitter message, the Ministry of Information, Publicity and Broadcasting  said the situation has since been rectified.

However by late Monday afternoon, the situation in most filling stations had not improved with some fuel stations only receiving deliveries for diesel.

Despite the government’s reassurance the online reaction to this “logistical glitch” was generally of disbelief, with many accusing the government of failing to normalise the fuel supply challenge.

During his 95th birthday celebrations last week the former president took Harare to task over the shooting of defenceless civilians in August last year and in January this year, following the deployment of soldiers as protests and unrest erupted, saying the government was showing bad leadership

Presidential Spokesman George Charamba responded by deriding Mugabe saying that even in a village old people have the right to an opinion.

“Former President Mugabe is an elderly man whose age is quite advanced. At that age, people tend to have some feebleness of the mind,” said Charamba.

Nick Ndavaningi Mnagwana, the Ministry of Information’s permanent secretary, joined in the dismissal of Mugabe’s assertions by adding that Mugabe was no superman but in fact rather decrepit.

“That state of decrepitude manifests in different ways. Some of the ways are that one is taken advantage of by having words deceptively attributed to them and, in other cases, manipulated to say things they have no lucidity or presence of mind to make sense of,” said Mnagwana.

The permanent secretary added that most people aged 95 could not be held responsible for their actions or words. But despite this Zimbabweans would continue to remember the positive contributions Mugabe had made.

Under Mugabe’s leadership many unarmed civilians were killed. One of the more infamous incidents was the Gukurahundi series of massacres of Ndebele civilians carried out by the Zimbabwe National Army from early 1983 to late 1987 where an estimated 20 000 people were slaughtered.

ZIMBABWE Electoral Commission (ZEC) Chairperson Justice Priscilla Chigumba on Monday sparked pregnancy rumours by debuting what appeared to be a baby bump at a ZEC workshop she is attending in Kariba.

Justice Chigumba, who is a mother of four children — two girls and two boys — rarely appears in public except on official business.

ZEC’s post-2018 harmonised elections review workshop is currently underway in Kariba, and it is these pictures of Justice Chigumba posted from Kariba that got the internet shaken a bit…

She showed off a noticeably bigger belly as she walked the red carpet in a tight red lace dress.

Chigumba attended Goromonzi High School for her O level and then later proceeded to St Ignatius High School and obtained 15 Advanced Level points in 1989. She later obtained a Bachelor of Law degree at Kings College, London in the United Kingdom

She ran a law firm before joining government as a magistrate in 2004. She was later on sworn in as Justice of the High Court in 2012 by former president Robert Mugabe during the Government of National Unity era.

In January 2018, she succeeded another woman Rita Makarau as the Chairperson of the Zimbabwe Electoral Commission.

Chamisa Demands For Ramaphosa Mediation, Denies He Offered Rotational Power Sharing Deal.

Correspondent|Following recent unrest in Zimbabwe, Nelson Chamisa, leader of the main opposition Movement for Democratic Change (MDC) party, spoke to FRANCE 24. He rejected claims by President Emmerson Mnangagwa that the MDC had attempted “regime change” with foreign backing by organising mass protests in January. Chamisa went on to say he was willing to take part in “a credible and genuine dialogue” with the president.

Speaking to FRANCE 24’s Marc Perelman from the Zimbabwean capital Harare, Chamisa said the recent protests were ignited by fuel price hikes and led by trade unions, not by his party.

“We are not working with any foreign power,” he added.

Zimbabwe’s opposition leader accused the government of serious crimes in the ensuing crackdown on the protests – including alleged extrajudicial killings –and said that Mnangagwa should be held to account. “The constitution does not allow the taking away of life,” he told FRANCE 24.

Chamisa noted that even former president Robert Mugabe, who himself was accused of severe repression during his time in power, has strongly criticised Mnangagwa’s crackdown. The opposition leader called Mugabe’s remarks “confirmation” that the current president had “crossed the line”.

Chamisa said he was ready “anytime” for “a credible and genuine” dialogue with Mnangagwa but insisted that it should be done through international mediation, citing South Africa, the inter-governmental Southern African Development Community or the African Union as “ideal” go-betweens.

Finally, he dismissed reports that he had offered Mnangagwa a power-sharing agreement under which they would each lead the country for two years.

Chamisa Sign Language Interpreter Collapses On Stage Due To High Temperatures

Own Correspondent|A sign language interpreter for MDC leader Nelson Chamisa fainted under the heat in Gweru on Sunday, sending thousands of the party faithful into momentary panic.

Chamisa was addressing a huge rally at Mkoba Stadium to thank supporters for voting for him last July when the mishap happened.

The woman, who has not been named, first staggered forward before falling on her back as Chamisa’s security moved in to her aid.

“Oh sorry,” Chamisa said as he looked to his side and realised what had just happened.

As he started speaking again, Chamisa noted concerns in the crowd as people wondered what had just happened.

“Don’t worry, she will be okay. I think it’s the overflow of the holy spirit in this place,” the MDC leader joked, breaking the tension.

Temperatures short to as high as 32 at midday in the usually cool Midlands capital. First aid personnel attended to her on site and she immediately recovered but could not continue with her task.

Prophet Lukau Exposed As A Fraudster, Funeral Parlour Slaps Preacher With Lawsuit Action

By Own Correspondent- A South African company, Kings and Queens Funeral Services has distanced itself from a resurrection miracle by a South African pastor Alpha Lukau pledging to take legal action over the ‘damage to its reputation’ after the pastor used their hearse while performing a stunt in which he claimed to have resurrected a dead person.

Wrote Kings and Queens on their facebook page:

“We would like to distance ourselves from the supposed resurrection of a deceased man by Hallelujah Ministries who allegedly was at our mortuary. We were approached by alleged family members of the deceased who informed us they had encountered a dispute with a different funeral service provider and would like to use our transport services which we offered them.We did not supply the coffin neither did we store the deceased at our mortuary and no paper work was processed by Kings and Queens Funerals. As a Funeral Services Provider we do not offer services without documentation neither do we repatriate bodies without any paper work. We are in the process of taking legal action for this malicious damage to our image.”

In a social media video which has gone viral, during a Sunday service, the prophet encouraged congregants to keep praying for their miracles.

A woman then shouted that a family outside the church was about to repatriate a corpse to Zimbabwe and pleaded with the church leader to go out and see.

The pastor went outside, then asked the workers to take the coffin out of the hearse before asking the workers to open the coffin. He is then captured making some prayerful gestures and seconds later, the man in the coffin rose.

“The government should stop the killing and raping people and security forces must not be used to suppress the will of the people.

They must focus on restoring the rule of law so that sanctions can be removed,” said Richard.

Pastor Begins Process Of Bringing Mnangagwa, Chamisa To Negotiating Table

Farai Dziva|The chairperson of #Make Zimbabwe Proud Again, Pastor Isaac Makomichi says efforts to bring the country’ s main political players, President Emmerson Mnangagwa and MDC A leader, Nelson Chamisa to the negotiating table have begun in earnest.

Makomichi, who is also the president of Vulnerable Youth Support Network Trust has reiterated that dialogue is key to nation building. Makomichi is also the leader of Miracle Healing and Deliverance Ministry.

Last week he had a telephone conversation with Zanu PF youth leader Pupurai Togerapi who pointed out that Chamisa should recognise Mnangagwa as the duly elected President of Zimbabwe.

Today Makomichi had a telephone conversation with MDC A spokesperson, Jacob Mafume who indicated that the opposition party was ready to discuss national matters with Zanu PF.

“I have managed to contact key individuals who are part of the national dialogue process.

I have managed to talk to MDC A spokesperson Jacob Mafume and he has assured me that the MDC A is committed to dialogue. However, he has indicated that his party wants its concerns to be addressed before the commencement of dialogue.

According to Mafume harassment of party supporters and violation of constitutional principles should stop so that talks can begin in earnest,” Makomichi said.

“Mafume has also said the MDC A is keen to be informed about the possible venue for the discussions.According to Mafume meaningful talks cannot begin when MDC A members are being arbitrarily arrested.”

“Government officials on the other hand have said there is no room for harassment of civilians in the new dispensation.

We hope to bring the two parties to the negotiating table as soon as possible,” added Makomichi.

Makomichi, who is also a business mogul, has denied he is being funded by politicians to push for dialogue.

Farai Dziva|The Premier Soccer League (PSL) has blocked Ngezi Platinum Stars’ pre-season tour of South Africa arguing that the club hastily made the request.

In a letter on Friday, PSL chief executive officer Kenny Ndebele said the request came at short notice such that it could not be approved.

“We acknowledge receipt of your letter dated 20 February 2019 and advise that we are not in a position to clear the proposed trip to South Africa on short notice,” read the latter.

The PSL also pointed out some missing documents on the request like a letter of invitation from the South African Football Association.

“…Further, the delegation list is incomplete. Your club is required to furnish us with the delegates passport numbers and expiry dates. The application should also be accompanied by an invitation letter from the South Africa Football Association.”

Ngezi Platinum Stars are under a new technical team led by coach Errol Akbay.

The South African league will take a break in two weeks to give Bafana Bafana ample time to prepare for an African Cup of Nations match.

21yr Old Gweru Man Electrocuted While Attempting To Steal Chickens

By Own Correspondent- A 21 year old Gweru man, reportedly died after he was electrocuted while attempting to steal some chickens.

Clayton Machoba’s body was discovered with a pliers in his right hand next to an electrified fowl run in Mkoba 5 Gweru. A plastic bag containing a live chicken was discovered next to his body.

ZRP spokesperson for Midlands Province, Inspector Joel Goko told a local publication:

“I confirm that one Clayton Machoba was found dead on l0 February at around 0600hrs in Mkoba 5 by Lisa and Lovejoy Jujuru. They saw a plastic bag which contained a chicken and the body of the now deceased leaning against the fowl run with pliers in his right hand.

It is suspected that he died due to electric shock because the foul run has an electric wire connected to the main house. According to people who live in the same neighbourhood with the now deceased, the deceased was in the habit of stealing chickens in his neighbourhood and at one point it is said they warned him against stealing.

As ZRP we urge members of the public to desist from stealing or committing any form of crime because crime does not pay.

Police investigations are underway and the body of the deceased was taken to Gweru General Hospital for a post-mortem.-StateMedia

Harare City Council Pension Row Spills To The High Court

By Own Correspondent- Former City of Harare treasurer, Misheck Mubvumbi, has approached the High Court demanding his pension amounting to over $300 000.

The ex-council boss issued summons against the Local Authorities Pension Fund (LAPF) and City of Harare on February 15 this year and the council is yet to respond to the litigation.

In his declaration, Mubvumbi said he worked for over 33 years before being retired by the City of Harare on June 30, 2014 together with more than 1 300 other employees.

But despite having contributed to a pension fund administered by the council, he is yet to receive his dues.

“During the subsistence of the employer-employee relationship between the plaintiff (Mubvumbi) and the second defendant (City of Harare), which was for a period of over 33years, the plaintiff contributed to a pension fund administered by the defendant,” he said.

“The plaintiff was among more than 1 300 employees who were retired by the second defendant on June 30, 2014. Being a contributor to the pension fund administered by the first defendant, the plaintiff is entitled to one third commutation or lump sum payment of pension benefits in the sum of $333 343,61.”

In addition to the lump sum payment, Mubvumbi said he is also entitled to a lifetime monthly pension payment of $5 747 calculated from July 1, 2014 to December 2018, adding that at some point in time, the City of Harare advised him it had engaged LAPF to expedite the processing of his pension benefits.

“The defendant has not made any payment towards the monthly pension that the plaintiff is entitled to. As at December 31, 2018, the first defendant (LAPF) owes the plaintiff’s pension arrears in the sum of $310 375,” he said.-Newsday

Agriculture Minister Perrance Shiri Says Nation Has Enough Grain Reserves, Is This True?

By Own Correspondent- The country has enough grain reserves to feed the nation until the next harvest, Lands, Agriculture, Water, Climate and Rural Resettlement Minister Perrance Shiri has revealed.

Shiri said the country has more than 1,3 million tonnes of maize in stock.

He said this on Monday during a lecture at the Zimbabwe National Defence University where he was delivering the lecture on “The future prospects of agriculture in Zimbabwe with particular emphasis on Command Agriculture”.

Said Shiri:

“Command Agriculture has been central to increasing the production of maize, the second largest contributor to agriculture Gross Domestic Product, raising strategic grain reserves and foreign currency, saving through import substitution.

This contributes to economic growth, food and monetary security and ultimately resulting in socio-political stability across the country. This is the nexus between food security and national security at large.”

Minister Shiri said as at November 1 last year, Command Agriculture had delivered 318 673 tonnes of maize, which is 28 percent of total deliveries of 1 138 322 tonnes to GMB.

“The Strategic Grain Reserves (SGR) stock of maize are 500 000 tonnes and the commercial stock stands at 823 593 tonnes and when combined they are sufficient to feed the country up to the next harvest or even some months after the next harvest,” he said.

Minister Shiri said although the crop assessment was still underway, indications were that the crops in the major grain producing areas were doing well.-StateMedia

Richard Tsvangirai tried to open a bank account with the Industrial and Commercial Bank of China Limited (ICBC) and he could not do so be he was told his country was an unsafe zone.

A ZANU PF Twitter user said :”Welcome to sanctions Richard Tsvangirayi, when we say sanctions affect everyone we mean that.”

41yr Old Teacher Convicted For Indecently Assaulting 15yr Old Minor

By Own Correspondent- A 41year old secondary school teacher from Guruve was last week convicted and fine $400 for indecently assaulting a Form 3 pupil in his office in a bid to rape her.

The teacher, whose name was withheld to protect the identity of the victim, was found guilty of indecent assault by Guruve resident magistrate, Shingirai Mutiro.

Prosecutor Spiwe Makarichi told the court that on June 6 last year, the teacher assigned the 15 year old pupil to sweep his office after school hours and subsequently followed her at around 4:30pm.

The teacher wrestled with her and told her that she was ripe for sex before fondling her.

He muffled her screams with his hand, but later released the teenager after his attempts failed.

The victim narrated her ordeal to her friend who heard the two wrestling in the office and was advised to tell the senior lady, who informed the headmaster before filing a police report, leading to the teacher’s arrest.-Newsday

In mitigation, the convict said he was looking after his parents, in-laws and family, hence a custodial sentence would be too harsh.

“Your Worship, may you be lenient with me, I am the breadwinner for my family, parents and my in-laws. May I be given a second chance to reform by a non-custodial sentence since a custodial sentence would throw me in the deep end of unemployment and many lives will suffer,” the teacher
lamented.

Air Zim Flight Fails To Take Off From Harare To Joburg, Why Not Privatise The Airline?

Reports indicate that a Air Zimbabwe plane flight Number UM467 which was scheduled to depart Robert Gabriel Mugabe International Airport developed a technical fault on Monday morning.

The mishap is said to have left passengers stranded with some having had to cancel the flight and book with other reliable airlines.

In March last year, scores of travellers were left stranded at the Robert Gabriel Mugabe International Airport after an Air Zimbabwe flight destined for Johannesburg failed to take off.

Air Zimbabwe has been experiencing viability problems, which has resulted in flight delays, inconveniencing many of its passengers, who are now preferring to travel with other regional and international airlines.

The delays have often inconvenienced some passengers who would need to catch connecting flights to take them to their final destinations.

As one of the underperforming parastatals, economists have always called for AirZim’s privatisation.

Mnangagwa Dismisses Mugabe’s Message, “He Is Old”

By Own Correspondent- Presidential spokesperson George Charamba has reacted to former president Robert Mugabe’s statement issued on his 95th birthday celebrations held at the Blue Roof in Harare where he warned his predecessor President Emmerson Mnangagwa to desist from murdering civilians in order to stay at the helm of power.

Said Charamba in an interview with a local publication:

“Even in the village, there are old people with a right to an opinion. We don’t have time for that. Everyone has a prerogative of opinion.”

Information ministry secretary Ndavaningi Mangwana said Mugabe could not be held responsible for his actions, given his advanced age.

Said Mangwana:

“Former President Mugabe is an elderly man whose age is quite advanced. At that age, people tend to have some feebleness of the mind.

“That state of decrepitude manifests in different ways. Some of the ways are that one is taken advantage of by having words deceptively attributed to them and, in other cases, manipulated to say things they have no lucidity or presence of mind to make sense of.”-Newsday

Chamisa Threatens Mass Protests

By Own Correspondent- Addressing thousands of party stalwarts at a Thank You rally at Mkoba Stadium in Gweru on Sunday, opposition leader Nelson Chamisa said his party would mobilise for mass protests if President Emmerson Mnangagwa failed to heed calls for national dialogue.

He said the opposition MDC that he led was prepared for dialogue with President Mnangagwa, adding that his party was ready to close the election mode and contribute meaningfully to the country’s economic trajectory.

Chamisa however said there was need for government to act fast and ensure that there is dialogue failure of which the party would use Constitutional avenues to redress this.

Said Chamisa:

“Last month there was a stay away called by our mother, the Zimbabwe Congress of Trade Unions and we took heed to it as we are a child of ZCTU. Now, we are saying we want dialogue with (President) Mnangagwa. I know you are asking yourselves a question, if (President) Mnangagwa refuses dialogue what will we do? We said we are giving him a short space of time to conclude dialogue and do away with the election mode. The country cannot be perpetually in an election mode.

We want to close the election mode and go into economic transformation. We will call our membership from across the country and engage in a democratic mass action and shut down Harare.”

First Lady Auxilia Mnangagwa’s Angel Of Hope Donates Amusement Park To Mbare

By Own Correspondent- The Angel of Hope Foundation has constructed and handed over an amusement park to Mbare community, a report by the State media has revealed.

The ceremony, started with a clean-up campaign programme at Majubheki area ahead of the national clean-up campaign which is held on the first Friday of every month.

The donation by the Angel of Hope Foundation set an infectiously upbeat tone that could not help but generate cute smiles on the little one from in and around Mbare as they enjoyed play at their new amusement park full of swings and slides.

Environment and Tourism Minister Prisca Mupfumira handed over the park and commended Angel of Hope Foundation for bringing development to Mbare.

Angel of Hope Foundation CEO Busi Marandure said the wellness of children is important in shaping their behaviour and called on community to look after the facilities, while Harare town clerk Engineer Hosiah Chisango said the gesture by Angel of Hope had challenged the city fathers as they pledged to maintain the park.

Before the handover ceremony, the delegation led by Minister Mupfumira participated in a clean-up campaign programme.

The clean-up comes as a reminder to citizens to continue cleaning their environments ahead of the national programme which is held on the first Friday of each month.

New Twist To DRC Born Prophet Lukau’s Resurrection Miracle Of A Zimbabwean Man, Funeral Parlour Vows To Sue

By Own Correspondent- A South African company, Kings and Queens Funeral Services has distanced itself from a resurrection miracle by a South African pastor Alpha Lukau pledging to take legal action over the ‘damage to its reputation’ after the pastor used their hearse while performing a stunt in which he claimed to have resurrected a dead person.

Wrote Kings and Queens on their facebook page:

“We would like to distance ourselves from the supposed resurrection of a deceased man by Hallelujah Ministries who allegedly was at our mortuary. We were approached by alleged family members of the deceased who informed us they had encountered a dispute with a different funeral service provider and would like to use our transport services which we offered them.We did not supply the coffin neither did we store the deceased at our mortuary and no paper work was processed by Kings and Queens Funerals. As a Funeral Services Provider we do not offer services without documentation neither do we repatriate bodies without any paper work. We are in the process of taking legal action for this malicious damage to our image.”

In a social media video which has gone viral, during a Sunday service, the prophet encouraged congregants to keep praying for their miracles.

A woman then shouted that a family outside the church was about to repatriate a corpse to Zimbabwe and pleaded with the church leader to go out and see.

The pastor went outside, then asked the workers to take the coffin out of the hearse before asking the workers to open the coffin. He is then captured making some prayerful gestures and seconds later, the man in the coffin rose.

Biti Challenges Conviction

Jane Mlambo| Harare East legislator Tendai Biti has filed an appeal in the High Court challenging his conviction and sentence for contravening some provisions of the Electoral Act.

Hon. Biti filed the appeal against both conviction and sentence after Harare Magistrate Gloria Takundwa on Monday 18 February 2019 convicted Hon. Biti for unofficial or false declaration of election results as defined in section 66A(1)(a) and section 66A(1)(b) of the Electoral Act after ruling that the State had managed to prove its case against the Harare East constituency legislator beyond any reasonable doubt and sentenced him to pay a fine of $200 in default of payment seven days imprisonment. In addition, six months imprisonment was wholly suspended for five years on condition that Hon. Biti does not during that period commit any offence involving purportedly announcing results or declaring a winner of an election and for which upon conviction he is sentenced to imprisonment without the option of a fine.

But Hon. Biti through his lawyers Beatrice Mtetwa and Alec Muchadehama of Zimbabwe Lawyers for Human Rights on Friday 22 February 2019 appealed against Magistrate Takundwa’s judgment and argued that the judicial officer had grossly erred and misdirected herself in convicting the human rights lawyer and imposing such a sentence.

Hon. Biti’s lawyers argued that Magistrate Takundwa misdirected herself in failing to properly consider and pronounce herself on the pre-trial violations of the human rights lawyer’s fundamental rights and on the legality or otherwise of Hon. Biti’s “arrest” in Chirundu.

The lawyers argued that Magistrate Takundwa grossly erred and misdirected herself by holding that the Harare Magistrates Court had jurisdiction to preside over Hon. Biti’s trial when the unquestioned evidence was that he was unlawfully removed from Zambia in violation of the neighbouring country’s High Court order and of domestic, regional, continental and international law relating to political asylum seekers.

Mtetwa and Muchadehama contented that the Magistrates Court erred and misdirected itself when it failed to consider and take into account that results posted at polling stations and constituencies by the Zimbabwe Electoral Commission (ZEC) are in fact official results on which the public is entitled to report on.

Hon. Biti’s lawyers submitted that the charges were superfluous once it was accepted that the election results are in fact declared and announced, once the constituency return is posted outside the polling station, or a constituency ward centre and a provincial command centre.

The lawyers stated that Magistrate Takundwa erred and misdirected herself in convicting Hon. Biti when there was no intention proven by the State of him having committed the offences given the opposition legislator’s evidence that he held a media briefing to compel ZEC to release the election results early and in any event what he announced were not official results.

Hon. Biti also argued that section 66A(1)(a) and section 66A(1)(b) of the Electoral Act are unconstitutional in that the two provisions unjustifiably infringe his right to freedom of expression as set out in section 61 of the Constitution, his right to information provided in section 62 of the Constitution and his political rights guaranteed in section 67 of the Constitution.

Mtetwa and Muchadehama wants the court to set aside the Hon. Biti’s conviction so that he is not found guilty and acquitted on both charges of contravening section 66A(1)(a) and section 66A(1)(b) of the Electoral Act.

Forensic Audit Exposes Mutare City Councillors

By Own Correspondent- A damning forensic audit report on land management in Mutare has exposed the rot within the local authority where several councillors, half of them still active in the current local authority administration, have prejudiced the state in shoddy land deals.

According to the report, the councillors have not paid a cent for commercial and residential stands which they acquired at undervalued rates from council.

Some of the city fathers have since sold the undeveloped stands without paying cessation and related taxes, prejudicing the Zimbabwe Revenue Authority thousands of dollars in the shady land deals.

These underhand activities were laid bare in a damning forensic audit report on land management conducted by Government at the Civic Centre.

The 47-paged Mutare City Council forensic audit investigative report on land management for the period spanning from 2007 to March last year, exposed the stinking ethical decay endemic at council.

The audit was done by Ministry of Local Government, Public Works and National Housing forensic auditors.

The non-payment for undervalued commercial and residential stands acquired by councillors was a direct contravention of the parent ministry’s circular number 12 of November 2016 that requires councillors to pay 40 percent of the full purchase price on stands allocated to them as a benefit during the tenure of office.

“Most stands sold to councillors and individuals were not correctly valued. Majority of councillors were allocated residential stands in 2015 at 40 percent of the intrinsic value instead of 40 percent of the full market price (land value, survey costs, administration costs and servicing costs).

“Some of the councillors acquired several stands for residential and commercial purposes. The 60 percent discount was allowed on intrinsic value of residential stands benefited during the same term of office.

“The schemes where councillors acquired stands were beneficiary funded and the councillors were not charged servicing costs. Some of the councillors had not paid anything for their stands to Council since 2015. Some of these stands allocated to councillors were already sold to other individuals,” reads part of the audit report.

The report further notes that council management, which was then led by former Town Clerk Mr Obert Muzawazi, failed to charge the correct price of stands allocated to councillors.

“Council management failed to charge the correct prices of stands to councillors when they applied 40 percent of the intrinsic value instead of the full market price of the stands.

“The under-pricing of stands sold was due to ineffectiveness by council management in carrying out their responsibilities. Council management disregarded the Ministry’s circular 12 of November 2016 that requires councillors to pay 40 percent of the full market price for stands allocated to them as a benefit. Some of the councillors who were allocated low density residential stands had no capacity to pay for the stands,” reads the report.

“The local authority may fail to service the stands within the stipulated time as the servicing costs were not incorporated in purchase prices of stands. The local authority was also prejudiced of $80 842,36,” reads the report.

The councillors — half of them still active in the current local authority administration including the current Mayor Councillor Blessing Tandi and his deputy Councillor Kudakwashe Chisango — acquired stands in various areas around the city.

Ward one councillor Nyamupangedengu, ward three councillor Ziweya, ward four councillor Kalulu, Ward five councillor Mapuvire, ward nine councillor Dube, ward 11 councillor Bhiza, ward 14 councillor Mayor Tandi, his deputy and ward 18 councillor Chisango and ward 17 councillor Nyamhoka are still active in the current local authority administration.-ManicaPost

Anti Corruption Officials Nabbed For Swindling Mutare Woman

By Own Correspondent- Three officers with the National Anti-Corruption of Zimbabwe (NACZ) have been dragged before the court on allegations of stealing cash from a woman they accused of smuggling goods into the country.

The trio Tawanda Tandara (33), Pardon Chitembwe (42) and Farai Kambarami (32) appeared before Mutare magistrate Perseverance Makala facing charges of swindling U$230 and R350 from Confidence Pasipatorwa.

They were remanded out of custody to March 6, 2019 and released on $200 bail each. The three accused persons were also ordered to report every Friday to Mutare Central Police Station.

Prosecutor Fletcher Karombe told the court that on January 8, 2019 Tandara and his team approached Pasipatorwa and her brother Given, who had just arrived from South Africa and offloading groceries at Bigbyte shop in the down town area of Mutare. The accused introduced themselves as NACZ agents on a mission to curb the smuggling of goods in Mutare.

As they were still offloading groceries from the bus, Chitembwe asked Pasipatorwa to produce declaration forms for the goods she was offloading.

When she produced them and Tandara then demanded to see Given’s passport since he was the one who had brought the goods.

When he was handed over the passport he allegedly came across R350 tucked inside and took it. The court heard that Tandara instructed them to surrender themselves to Mutare Central Police Station for smuggling goods.

Karombe also told the court that Kambarami drove them to the police in a black Toyota Camry (AET7688). Before they arrived at the police station Pasipatorwa was asked to produce her national identity card. She told them she had left it home. The accused persons then drove to Pasipatorwa house to collect it.

When they arrived at Pasipatorwa’s house (7730 Area 16 Dangamvura, Mutare) Tandara allegedly escorted her into her bedroom. He allegedly took US$230 as he searched for other smuggled goods in the house. He accused the complainant of illegally dealing in foreign currency.

The accused allegedly disappeared with their car from Pasipatorwa’s house with the money without her consent.

An unknown lady allegedly managed to take their vehicle registration number and reported the incident to the police, leading to the arrest of the suspects this Tuesday.-ManicaPost

MDC Councillors And Workers Union Leaders Nearly Throw Fits In VIP Tent At Chamisa Rally

Own Correspondent|In a very unfortunate incident, MDC Gweru councillors and representatives of council workers pushed and shoved each other in the VVIP tent at the MDC Rally at Mkoba Stadium on Sunday.

The councillors and workers representatives who are all MDC members found themselves discussing a job evaluation exercise currently taking place in the council.

Divisions emerged in the discussions when the councillors accused the workers representatives of trying to fail the councillors and ultimately the opposition party.

Unconvinced workers began shoving and pushing the councillors claiming that issues to do with their remuneration had nothing to do with the party.

The noise from the commotion grew so loud prompting senior party officials sitting in the front row to call for security to sort out the issue.

Party members who witnessed the incident condemned the council officials for failing to keep their issues within the council chambers. Others strongly condemned them for failing to respect the party President as they shoved and pushed each other while the President addressed the rally.

MDC Officials Narrate Horrendous Ordeal At The Hands Of Soldiers

TWO top MDC Alliance officials in Mutare were allegedly beaten with tree logs and subjected to electric shocks after they were detained overnight by soldiers at Herbert Chitepo Barracks, it has been revealed.

Jack and Dunmore Saunyama who are MDC Alliance’s Mutare South district chairman and Dangamvura/Chikanga constituency ward 6 councillor respectively, were allegedly abducted at Jack’s house in Zimunya township last Tuesday night by at least eight armed soldiers.

They were detained at Herbert Chitepo Barracks (formerly 3 Brigade) before they were “dumped” outside the premises the following day.

Prominent Mutare lawyer Christopher Ndlovu said they now feared for the pair’s safety and had been constantly transferring them to private hospitals secretly for security reasons.

Although Ndlovu refused to identify the private hospital where they were admitted, sources said the two were actually on their way to receive specialist treatment in South Africa after a security breach at a private hospital.

“They were tortured using electric shocks, assaulted with booted feet and tree logs all over their bodies,” Ndlovu said.

“They were asked to make confessions that they participated in a stay-away and they were told to implicate senior officials in the party.

“They were assaulted heavily when they did not make the confessions.

“They are receiving medical treatment at a private hospital and we are hopeful that they are going to recover.

“We are worried about their security. This is the reason why they have been receiving treatment at private hospitals and we are hopeful that the doctors are going to come up with a comprehensive medical report because they are torture victims.”

Ndlovu said when he first attended to the two victims, they were crying for water.

“They had been denied water because I understand that if you give them water they will have internal bleeding. I got that knowledge since I have been covering murder cases for many years,” he added.

Another human rights lawyer in Mutare who requested anonymity confirmed the two brothers would seek help in South Africa.

“As you are aware, our President Emmerson Mnangagwa said that he is coming after us for assisting arrested protesters. We are now afraid to come out in the open to help such victims,” he said.

“But they are on their way to South Africa to seek further medical attention; their air tickets are being processed.”

One of the two officials’ brothers, who also chose to speak on condition of anonymity, said his siblings were traumatised.

“I am now on the wanted list by the soldiers, but what I can say at the moment is that my brothers are traumatised. They are even struggling to eat or drink anything,” he said
“They were subjected to inhumane treatment at the barracks, but we are hopeful they are going to recover.”

MDC Manicaland spokesperson Trevor Saruwaka said soldiers had no right to arrest civilians as it was the duty of the police.

The torture of the Saunyamas followed reports that Noah Sahumbe, also from Zimunya township, was allegedly beaten up by soldiers on January 20 and died later due to internal injuries during the army crackdown following last month’s countrywide protests.

He was allegedly beaten up by soldiers while watching a football match at a local bar.

He died of kidney failure, a post-mortem report revealed.

Human rights organisations say at least 17 people were killed during the army clampdown.

Mthuli Ncube Goes Hunting Again

FINANCE minister Mthuli Ncube says he will embark on a roadshow to global capital powerhouses in Europe and the United States to explain to would-be investors the progress the country has taken so far on its reform agenda.

Authorities in the southern African country are desperate to attract much-needed new foreign capital, which has stayed at bay because of policy inconsistencies, currency
problems and bad governance.

“We are going to go to what we call a global money deal roadshow in June this year, I as Finance minister and Reserve Bank of Zimbabwe governor (John Mangudya), permanent
secretary of finance George Guvamatanga and other captains of industry,” he said.

“We will visit global capital and go for a roadshow. We will start with Frankfurt and go to Japan, London and New York and maybe the West Coast also, so that we explain the
reform agenda the progress we are making. (We will) also explain the economic policies and the opportunities that are available in this country. We are not trying to raise the
money or do a deal.”

Ncube noted that the introduction of the market-based exchange rate system will pave way for investors to flood the country.

“By introducing this market-based exchange rate system, we are providing certainty on the exchange regime. Before, they were asking us, in fact, do you know the fact that investors could not remit the dividends because we don’t have an exchange rate regime. Capital can only come in if it knows it can get out. By doing what we have done, we are dealing with it,” he said.

When presenting the Transitional Stabilisation Programme last October, Ncube said, to court the best suitors for parastatals and stimulate foreign direct investment, government
had resolved to publish international tenders in the world’s biggest economies and other strategic jurisdictions.

Ncube and his team face an insurmountable task to market a country dogged by rampant corruption and over-arching State interference in business.

Zimbabwe is ranked 155 out of 190 countries on the global ease of doing business, according to the latest ranking, and needs to do more to attract global capital.

The country also ranks poorly on Transparency International’s corruption index, dropping three places from last year to 160 out of 180 countries in the 2019 report.

Magaya attacked Tendai Japajapa of Friendly Academy during a training match at Alex Sports Club after the player had marked him the ‘game situation way’.

Tendai Biti Challenges Conviction, Says The State Erred

Lawyers React To Monetary Policy’s RTGs Dollar

By Own Correspondent| Lawyers here have hiked their charges reacting to the depreciation in the value of the Real Time Gross Settlement (RTGS) Dollar.

A notice released by Law Society of Zimbabwe (LSZ) read in part:

“Legal practitioners are professionally and legally obliged to charge fees for legal work which are fair and reasonable in all circumstances.

In order to assist the profession and the public in this regard and to seek a degree of uniformity and consistency, this tariff is recommended by the LSZ.”

Valentine Mutatu, a law lecturer and human rights defender said:

“You will notice that for senior lawyers, they used to charge US$300 (per hour) and the latest tariff shows they can now charge RTGS$1 200.

If you change that at the prevailing black market rate of today, which is around $420 for a US$$100 bill, it’s slightly lower than what we used to charge.”-Newsday

Finance minister, Professor Mthuli Ncube has posted on Twitter bragging that he is managing to spend what the government collects as revenue, something the country had been failing to do for a long time leading to budget deficit.

Former Finance minister during the inclusive government Tendai Biti is on record saying the government should eat what it kills and Ncube seems to be reading from the same script.

Mthuli Ncube has also hinted that they are targeting a budget deficit of less than five percent of the national budget.

Paedophile Teacher Fined $400 For Fondling 3 Pupils Breasts

Correspondent |41-year old teacher who was brought before the courts facing allegations of fondling a Form 3 pupil’s breasts has been convicted.

The teacher, who cannot be named to protect the identity of the victim, allegedly also tried to rape the girl, but the plan got unstuck, the court heard.

He was fined $400 by Guruve resident magistrate, Shingirai Mutiro, for indecently assaulting the 15-year-old pupil.

Prosecutor Spiwe Makarichi told the court that on June 6 last year, the convict assigned the pupil to sweep his office after school hours and subsequently followed her at around 4:30pm.

The teacher wrestled with her and told her that she was ripe for sex before fondling her.

He muffled her screams with his hand, but later released the teenager after his attempts failed.

The victim narrated her ordeal to her friend who heard the two wrestling in the office and was advised to tell the senior lady, who informed the headmaster before filing a
police report, leading to the teacher’s arrest.

In mitigation, the convict said he was looking after his parents, in-laws and family, hence a custodial sentence would be too harsh.

“Your Worship, may you be lenient with me, I am the breadwinner for my family, parents and my in-laws. May I be given a second chance to reform by a non-custodial sentence since a custodial sentence would throw me in the deep end of unemployment and many lives will suffer,” the teacher
lamented.

Mutiro took into consideration his submissions and that he was a first offender.

The convict was given up to March 26 to pay the fine.

Concert Organisers Spoil It For Young SA Music Sensation, Mlindo.

Fans may have begun to feel that they were robbed when, for the umpteenth time, during what turned out to be a brief performance, Mlindo the Vocalist stopped the music and threatened to stop performing if those in the packed general section did not stop pushing the barrier that stood between him and a frenzied crowd at BAC Leisure.

It was not, by any means, the young talented South African musician’s fault that the organisers of the Big Tent Experience on Saturday night underestimated the force of fans – many of them high on both adrenaline and intoxicants in those early hours of a new day.

Mlindo is one of the hottest properties in South African music at the moment and when he grabbed the microphone after midnight, it showed, as screaming fans threatened to collapse the feeble steel barrier that separated him from those that had paid a cool R100 to see him perform.

In fact, most of what went wrong on the night could not be blamed on the young artiste from Port Sheptone, KwaZulu-Natal. It was almost a given that Mlindo would attract a young, energetic and sometimes rowdy crowd and one would have expected better security on the night. However, when Mlindo came on stage, the world suddenly turned upside down, and as fists started flying in the front row, it became clear that the security on the night was less than adequate.

It was indeed a sad sight to see some of the city’s prominent figures in the world of showbiz turn into makeshift security personnel as they took it upon themselves to make sure the fence did not collapse. It would have led to a tragic and costly stampede.

An even sadder sight was a pleading Mlindo who had to repeatedly beg fans to stop pushing after every song performance. Those in the VIP and VVIP section, who paid R200 and R300 respectively, were perhaps the most aggrieved on the night. Those in the VIP section had to contend with catching a glimpse of the man who they had paid scarce foreign currency for as their view was obscured by those that thronged the general section.

Those in the VVIP section also did not seem to have the best seats in the house either despite paying a small fortune to see an artiste who has multitudes eating from the palm of his hand after only one album release. The VVIP section was situated almost behind the stage, an oversight that seemed to have escaped the organisers when the gig was planned.

However, despite the many blemishes that deserved to be blamed on the organisers, Mlindo himself put up a below par performance which seemed to last barely 30 minutes and was filled with endless interruptions. For a man called the vocalist, Mlindo seemed to have forgotten his famed vocals at home as he lip synced his way through a forgettable performance that served as a reminder that he is still relatively wet behind the ears in the world of showbiz.

MDC Supporters Warn Mwonzora Against Challenging Chamisa Presidency

By Paul Nyathi|The thousands of opposition MDC who attended Sunday’s rally at Mkoba Stadium in Gweru warned party Secretary General Douglas Mwonzora against his wishes of challenging President Nelson Chamisa at the congress set for May.

The huge crowd went into song “tengesa uone mashura” as soon as Mwonzora was given a platform to speak on the on going discussions for a dialogue with the ruling ZANU PF.

Mwonzora who is the current party Secretary General is rumoured to be making serious moves to challenge Chamisa who he defeated in the last party congress to land his current position.

Speaking in an interview with state media over the weekend, Mwonzora disputed the rumour that he was moving to challenge Chamisa claiming that party members will do the nominations.

“Let me answer this way, I am a full member of the MDC with full rights given by the MDC constitution.

One of these rights is the right to contest any position.

“However, I’m not yet aware of the position that I’m going to contest because the nomination process has not yet started,” said Mr Mwonzora.

“So I do not know what the members are going to nominate me for. The system is not whether you want or not. It’s whether you are nominated. But the nomination has not yet started so I’m not aware, I don’t know what position I will contest. But I’m eligible to contest any position.”

He said he will not speculate on any position at the moment but will make a special announcement soon after the nomination process has been opened.

“The nomination process is going to be taking place in due course. I will also be announcing shortly after the nomination, if I get nominated for any position I will contest that position. But I have not been nominated yet,” he said.

However, reliable sources within the party have indicated that Mwonzora is currently in full gear mobilising provinces to nominate him to contest Chamisa.

President Ramaphosa Sends Condolence Message On Late Zim Musician

As news of the death of Zimbabwean-born South African jazz singer Dorothy Masuka filtered through, many chose to use social media to remember her. South African Minister of Arts and Culture Nathi Mthethwa shared a series of tweets expressing his admiration for the late singer and songwriter.

Masuka was born in a family of seven children, in Bulawayo, Zimbabwe. She moved to South Africa with her family when she was 12-years-old. Her music career thrived in the 1950’s. She is the woman behind the popular Miriam Makeba hit Pata Pata, which was composed by Jonas Gwangwa.

Her hit songs include the popular Hamba Nontsokolo, MaGumede and Khauleza.
South African and Zimbabwean fans and media personalities shared their fondest memories of her on platforms like Twitter and Facebook.

President Cyril Ramaphosa sent his condolences to the family of the jazz performer, composer and recipient of the National Order of Ikhamanga.

“The passing is a significant loss to the cultural heritage of South Africa and the continent.”
Dorothy Masuka passed away on Saturday after more than 50 years of being feted globally as an artiste whose performances also directed the spotlight at the injustices of apartheid.

President Ramaphosa offered his condolences to Mama Dorothy’s family and friends in South Africa and elsewhere.
Masuka was awarded the Order of Ikhamanga in Silver for excellent achievement in and contribution to music composition and performance.

She started out as a performer at the age of 16 and developed into an accomplished songwriter and internationally-acclaimed artist in the course of half a century. Her music challenged the apartheid state and she was outspoken off-stage on a range of social and political issues in South Africa and around the continent.

Paying tribute to the late artiste, Ramaphosa said: “Another golden voice in the chorus line of our nation has been silenced with the passing of Mama Dorothy Masuka.

“She belonged to a generation of artistes who transcended boundaries in art and politics long before we coined the concept of globalisation.

“Mama Dorothy was part of a cohort of performers — notably women — who were driven by wanting to create a better society and a better world. Mama Dorothy’s voice and poetry took us on stirring, uplifting and agitating journeys through the human experience.

“While the spotlight of stages all around the world were trained in her, she shone a light on the joys and struggles of life across the lines of race, class and nationality that were so starkly entrenched in the world and era in which she first emerged as an artistic force.”

Ramaphosa called on South Africans to celebrate Mama Dorothy’s life and legacy and to emulate the resilience with which she conducted her life and career into the advanced years of her life.

Masuka was an active member of the Living Legends Trust started by the Department of Arts and Culture in 2015. Family spokesperson Fortune Hute said Mama D, as she was affectionately known, passed away in the comfort of her home in Jo’burg South surrounded by family.

“She was struggling with hypertension since July last year.”

ZANU PF Maintains Dominance In Mat South Despite Economic Challenges In The Area.

Zanu-PF has emphasised its dominance in Matabeleland South by retaining the Beitbridge East Ward 15 and Matobo North Ward 25 rural district council seats in a by election held over the weekend.

Beitbridge East Ward 15 candidate for Zanu-PF, Rabson Mbedzi garnered 638 votes against MDC candidate Victor Moyo who had 54 votes.

Opposition MDC maintained its position in Chitungwiza narrowly winning the Ward 24 council by election. Zanu-PF candidate for Chitungwiza Mercy Guvamombe lost to the MDC’s Yotam Chagwada by 66 votes.

Matobo North Ward 25 Zanu-PF candidate, Sibonginkosi Dube garnered 483 votes against MDC’s Elkanah Sibanda’s 121 votes.

Chagwada garnered 1 059 votes against ClGuvamombe’s 993 votes. MDC-T candidate Jane Makovere and NCA candidate Anderson Tsakeni garnered 29 and three votes respectively.

In an interview with state media on Sunday, ZANU PF provincial chair for Matabeleland South province Rabelani Choeni said the party was happy with the results.

“We are very happy that we managed to retain the two rural district council seats and the margins by which our candidates won signify the strength of the party in the province,” said Choeni.

Neighbourhood Watch Security Team In Trouble For Murder Of Suspected Thief

Four men and a woman from Glen View 2, Harare, appeared in court last Friday for allegedly fatally assaulting a suspected thief. Suggest Javangwe (48), Mcdonald Ridzai (38), Gladman Munhenga (40), Paul Poverty Musekiwa (38) and Hazel Chari (34) appeared before Harare magistrate Mrs Vongai Muchuchuti– Guwiro facing murder charges.

They were remanded out of custody on $100 bail to April 4.
Allegations are that in December 2018 at about 3am, Javangwe who is employed as a private security guard by residents of

Glen View 2 apprehended Brendon Kahari after he found him walking on the streets.
He apprehended him and called on other people to assist him.

Acting in common purpose Javangwe, Ridzai, Munhenga, Musekiwa and Chari and other residents started interrogating Kahari accusing him of stealing car parts in Glen View 2 area.

The court heard, they started kicking, slapping and beating him with sticks.
They later took Kahari to Glen View Police Station from where he was referred to Harare Central Hospital where he died on admission.

On December 12, a post-mortem was conducted on Kahari’s body by forensic pathologists, Doctors Yehilyn Igletic Capetillo and Aisa Secognolo who concluded that the cause of death was a result of acute renal failure, myo and haemo globinuria and multiple force injuries assault.

In that regard, the causes of death was consistent with assault.

ZANU PF Moving To Amend Constitution On Devolution Of Power

Local Government, Public Works and National Housing Minister July Moyo says there is need for Government to ensure Senators and National Assembly members do not become members of provincial and metropolitan councils.

Government has been forging ahead with plans to devolve power to provinces to ensure grassroots have more say in the development trajectory of their areas.

Section 268 of the Constitution of Zimbabwe (Chapter 14) provides that Senators and National Assembly members be part of the provincial and metropolitan councils mandated with spearheading provincial economies under devolution.

In his address at a Masvingo provincial devolution conference here on Monday, Minister Moyo said Government urgently needed to fine-tune the Constitution to exclude National Assembly members and Senators from provincial and metropolitan councils.

He said it was a serious anomaly for Members of Parliament to superintend over the same developmental budgetary programmes they would have decentralised in the august House.

“Their (Senators and National Assembly members) involvement in provincial and metropolitan councils is just as good as supervising themselves,” said Minister Moyo.

“In other words, MPs would strain remuneration budgets for the provincial councils and ultimately disrupt the entire sense of devolution.”

The Cabinet minister said allowing MPs to sit in provincial and metropolitan councils would be akin to allowing the legislature to supervise itself.

“In my view, the first thing before setting the ball rolling on the devolution agenda is to amend the Constitution and remove this glaring anomaly. The legislature cannot be accountable to themselves,” he said.

Minister Moyo said the separation of powers in the devolution model mandated provinces to craft their own master plans which would feed into the national agenda.

Senators will be instrumental on the national agenda for development. We must let the provincial and metropolitan councils manage provincial affairs.

These are all depletive resources and Mnangagwa has so far blown millions on a private jet while ignoring and even oppressing the only resource that can resuscitate the economy, the human spirit.

Government is currently operating on a positive cash basis as revenue enhancement and austerity measures announced in the 2019 National Budget continue to yield dividends, Finance and Economic Development Minister Mthuli Ncube has said.

Some of the key highlights of the austerity-focused 2019 National Budget included a 5 percent salary cut on senior Government staff; customs duty on motor vehicles and selected goods to be paid in foreign currency; tax free threshold reviewed to $350 from $300, an upward review (to 7 cents per litre) of excise duty on diesel and paraffin, and to 6,5 cents per litre excise duty on petrol, and an increase on excise duty on cigarettes to $25 among others.

Last year Treasury also introduced a 2 percent Intermediated Money Transfer Tax, which is yielding at least $80 million monthly in new revenue for the Government.

Minister Ncube told business leaders last week that the Government was benefiting from its adherence to the austerity measures.

“Government is cash positive. We managed to pay civil servants salaries for the months of January and February from a cash positive position, with $300 million in the bank,” said Minister Ncube.

“We are spending what we have, and I am determined to ensure that we carry on like that for the next two years. In fact, it should always be like that. On the expenditure front, we have been working hard to curtail expenditure in terms of civil servants’ salaries and civil service reform.

In October, the country achieved a budget surplus of $29 million.

Minister Ncube has said balancing of the budget, in combination with several other measures pronounced in the 2019 National Budget, are a critical step in stabilising the economy.

The austerity measures are also in line with the Transitional Stabilisation Programme (TSP), aimed at setting the economy on a recovery path after years of stagnation.

The TSP acknowledges policy reform initiatives of the new dispensation to stimulate domestic production, exports, rebuilding and transforming the economy to an upper middle income status by 2030.

According to the policy document, the TSP will focus on the following factors: stabilising the macro-economy, and the financial sector; introducing necessary policy and institutional reforms to translate to a private sector-led economy; addressing infrastructure gaps, and launching quick-wins to stimulate growth.

The TSP will be superseded by two five-year development strategies, with the first one running from 2021-2025, and the second covering 2026-2030.

Meanwhile, the inter-bank foreign currency market started operating on last Friday, with an initial set rate of 2,5, which was significantly discounted from the 4 that had been prevailing on the illegal market.

Announcing the Monetary Policy Statement last week, RBZ governor Dr John Mangudya announced the introduction of an inter-bank foreign exchange market.

Prior to the floating of the US dollar, the RBZ had pegged RTGS balances at 1:1 to the US dollar, however shortages had resulted in high premiums for US dollars on the parallel market, which led to increases in prices.

The ‘managed float’ is therefore expected to result in lowering of prices.

Chamisa Demands For Logical Power Sharing Deal With ED

By Paul Nyathi|Opposition MDC leader Nelson Chamisa has called on ruling ZANU PF leader President Emmerson Mnangagwa to agree to a power sharing deal that will see the two leaders take separate two year terms to run the country.

Addressing about ten thousands MDC supporters who filled up Mkoba Stadium in the Midlands provincial capital Gweru on Sunday, Chamisa made the logical call in line with the on-going demands for national dialogue where ZANU PF has indicated unwillingness to be in the same government with the MDC.

Chamisa said his party was prepared to use its “political muscle” through demonstrations in which all its supporters countrywide would descend on Harare if Mnangagwa continues to refuse the power sharing arrangement.

“Last month there was a stay away called by our mother, the Zimbabwe Congress of Trade Unions and we took heed to it as we are a child of ZCTU. Now, we are saying we want dialogue with (President) Mnangagwa. I know you are asking yourselves a question, if (President) Mnangagwa refuses dialogue what will we do? We said we are giving him a short space of time to conclude dialogue and do away with the election mode. The country cannot be perpetually in an election mode.

“We want to close the election mode and go into economic transformation. We will call our membership from across the country and engage in a democratic mass action and shut down Harare,” he said.

The opposition leader, who has snubbed Mnangagwa a led dialogue with several other losing presidential election candidates at the 2018 elections said the dialogue should be restricted to Zanu-PF and the MDC.

Twenty two candidates contested the elections with Chamisa and Mnagagwa narrowly sharing about 99% of the votes while the rest shared only 1%.

“Mnangagwa you will give me two years to govern the country and we inter change like that as we rule our country together. Political dialogue is a necessity to unlock the political stalemate in the country. That is the agenda we have for this country. We are saying Mnangagwa give us signals of sincerity. We don’t want to see soldiers on the roadblocks, they should go to the barracks where they belong and in the event we are invaded they take up arms and defend the country. We want dialogue in the country,” he said.

Richard Tsvangirai Fails To Open A Bank Account Because Of Sanctions

Correspondent|RICHARD Tsvangirai, the son of the late MDC founding president Morgan Tsvangirai failed to open a bank account with ICBC China because of sanctions against Zimbabwe.

The bank told him he could not open a bank account because he came from a country on a blacklist thats include South Sudan and Yemen.

This is despite the Acting Chinese Ambassador to Zimbabwe Zhao Baogang calling for sanctions against the country to be removed.

Richard said: “So today I tried to open a bank account with ICBC here in China, however, surprisingly, I couldn’t do so because I originate from a sensitive country, some of the countries who were on the backlist are South Sudan, Yemen.”

Zbc To Undergo Major Media Reforms, Minister Warns. Let’s Wait And See.

INFORMATION minister Monica Mutsvangwa says Zimbabweans must brace themselves for a raft of media reforms as her ministry moves to align various laws with the constitution.

Mutsvangwa (MM) told our senior reporter Veneranda Langa (VL) that the major thrust of the reforms will be to improve access to information and to guarantee freedom of expression.

She also revealed that the state-controlled Zimbabwe Broadcasting Corporation (ZBC) was set for a major overhaul. Below are excerpts from the interview.

VL: What are the media reforms that we can expect from your ministry in the short term?

MM: The new reforms are meant to align our laws to the constitution and modernise our media landscape as well.

These reforms are inspired by the aspirations and value systems set in our constitution.

We have taken those as the minimum standard, but we did not end there.

We went for the gold standard by incorporating different international conventions that Zimbabwe is a signatory to.

In the short term you would expect that once our boards have been cleared, then we will licence other players to operate in the broadcasting space.

You will continue to see our efforts to depolarise the industry and the country at large.

VL: What are the Bills that are likely to come before Parliament? What will be the difference between the envisaged new legislation and the Access to Information and Protection of Privacy Act (AIPPA)?

MM: I believe I should bring the Bills before Cabinet within the next three weeks, after which we will trigger the parliamentary process. The difference with the new information Bills will be that we are not mixing unrelated issues.

Media regulation is a separate issue from issues of the right of access to information as guaranteed by section 61 of the constitution.

Those issues should not be mixed as was the issue with AIPPA.

Issues like criminal defamation are also put off the law. In terms of protection of privacy, we have focused on the protection of personal information given to public and private bodies and not use the law as a means of hiding public officials from accountability and scrutiny.

We have also removed the issue of “controlling” the media and are now centred on “regulating”.

On freedom of information, we have also proposed that it’s not only public bodies, which should provide access to information, but private ones as well, as long as the information is of public interest or is used to protect rights.

VL: Are we likely to have broadcasting reforms? When are we likely to see new television licences issued?
MM: Principles to amending the Broadcasting Services Act (BSA) are ready for presentation to Cabinet.
Keep an eye on the post-Cabinet briefing. Once Cabinet has taken a position on the proposals, the public will be informed.

Regarding licensing, as I said before, that depends on the Broadcasting Authority of Zimbabwe (BAZ) board being in place.

Once that is done, BAZ will issue licences. Regarding online services that do not use the finite frequency spectrum, BAZ will issue those on a continuing basis without any need to call out (for applications).

We have consulted the Attorney-General on this and we are advised that we do not need a board in place to issue these licences.

VL: There are reports of bad blood between you and your deputy, Energy Mutodi, especially over his utterances on social media. At one time he suggested that there must be a Cabinet reshuffle and you were seen as one of his targets. How do you relate with your deputy?

MM: There is no bad blood between my deputy Honourable Mutodi and I, as we are both appointees of the president.

Government decisions are made in Cabinet where I sit as the minister.

Anything outside of that forum is hearsay, speculation, wishful thinking or plain gossip.

Within the ministry, the permanent secretary is the government accounting officer.

The deputy minister is there to help the two in the ministerial commission. Our jobs are very clearly defined.

Regarding what transpires on social media, I am sure the pertinent bloggers can best answer for their posts that lie out of the purview of my ministry.

As regards possible reshuffles — that is strictly and solely the domain of the president, who is the nationally elected head of the executive.

I dare not and will not ever stray where even political angels fear to tread.

VL: There are also reports that on several occasions presidential spokesperson George Charamba has dismissed whatever your ministry has said. An example is the issue of Charamba’s comments that people should not believe everything posted on Mnangagwa’s official Twitter account as there are people trying to put words into his mouth. Your ministry runs another Twitter handle which tells people to believe in everything posted on Mnangagwa’s account. What should people believe?

MM: The President has unequivocally pronounced himself on his Twitter account.

He said that’s his account and what is posted there are his views and positions.

I don’t need to continue to assert the authority of his Twitter handle because he has done that himself.

VL: Is there some truth in reports that Charamba is still pulling the strings within the Information ministry?

MM: I am in charge of my ministry. I wouldn’t know what other people want to do or are thinking of doing.

They would be the best people to answer for themselves.

VL: Can you give the nation an update on Vice-President Constantino Chiwenga and Defence minister Oppah Muchinguri-Kashiri’s health conditions following announcements that they were seriously ill?

MM: I have no current update on Honourable VP Chiwenga. On Defence minister Honourable Muchinguri, she is fine.

I believe you have seen her attending public engagements in a good state of health.

You have seen her with His Excellency the president at the India-Africa hub and other engagements.

She has been coming to her office and attending public engagements.

VL: There are reports that Zimpapers editors that were recently suspended or fired were victims of your interference and that you wanted to appoint your loyalists. What is your reaction to that?

MM: Caesar Zvayi is not fired and I am sure he can affirm that. He is actually still working for Zimpapers in a more expansive role than before.

Zimpapers group is a Zimbabwe Stock Exchange-traded company. Its corporate governance conforms to the ZSE rules.

As a growing stable, Zimpapers and its board have the corporate discretion to deploy its staff as it sees fit.

The ministry keeps an arm’s length relationship with the Zimpapers group. Our nominal influence is exercised through a trust as one of the many shareholders.

Through this channel, we recommend policy directions. We are not involved in personnel issues.

VL: Can we look forward to a reformed ZBC because people have been complaining that their programming is not up to standard? If so, what will be the improvements?

MM: ZBC reported having a challenging technical problem, hence their unfortunate and inadvertent failure to broadcast the monetary policy statement (last Wednesday).

They also experienced some of these hitches during the Motlanthe Commission sittings. We are addressing the challenges.

But from a policy point of view, they are a national broadcaster and should run current affairs programmes of national interest when they do occur.

We have programmes to turn around ZBC as well as help change its public image.

We will revamp its image and the quality of its programmes.

ZANU PF’s Chimurenga IV Band Leader Defects To Join Chamisa

THE leader of a ZANU-PF-aligned music group, Chimurenga IV, John Mutemeri, has defected from the President Emmmerson Mnangagwa-led party to join the opposition MDC Alliance led by Nelson Chamisa.

Mutemeri last week appeared at an MDC Alliance feedback meeting in Mkoba convened by legislator Amos Chibaya, where he openly revealed that he had abandoned the band and Zanu-PF to join the opposition.

Mutemeri’s band was instrumental during former president Robert Mugabe’s era where it headlined perfomances at major party events like inter-face rallies, annual conferences and congresses.

Under Mutemeri, the band had albums, Go Goi Zimbabwe released in 2011 and Zimbabwe Yangu, which was unleashed two years later.

The group went on to produce a DVD, which merged hits from the two projects whose tracks praised the ruling party and its fallen leader Mugabe.

“As you all know, I was the leader of the band that sang praise songs for Zanu-PF and besides that I was a top official of the party. I was actually the political commissar of the party in Mambo district here in Gweru, but today I announce that I have abandoned all that past. I am now joining the MDC,” said Mutemeri, who was clad in the opposition party’s regalia.

Speaking to Standard Style, the singer promised to belt out new hits for the MDC Alliance.

“I will definitely be releasing new songs for MDC, so that we give morale and strength to the party leaders and also motivate the ordinary citizens to support the party, which I know will soon lead this country,” he said. — The Standard

Police And Soldier Fire Gunshots At Busy Beitbridge Border Post.

A Zimbabwe National Army soldier and a Zimbabwe Republic Police Support Unit officer on Friday night opened fire at the Beitbridge Border Post towards a cross-border transporter’s vehicle, sending the public and other border officials scurrying for cover.

Although no one was injured, the soldier, only identified as Gwaze, shot twice at the vehicle as it was passing the Customs and Excise Last Man Point near the Vehicle Inspection Office as it headed towards the exit for northbound gate.

A policeman who was at the exit gate said bullets cracked and sparked on the tarmac as Gwaze fired from an AK 47 assault rifle aiming at tyres of the trailer towed by the vehicle as the driver, now known to be Gumbo Chiweshe, proceeded to the exit gate.

“We took cover as he shot oblivious of the danger posed to people in the direction of the car he was firing at,” said the policeman.

“He must have fired seven times with the last two as he emerged from the VID gate shouting ‘stop him’ to surprised policemen manning the gate. One policeman fired two shots towards the car which had driven past.”

Gwaze and another soldier ceased firing after failing to stop the vehicle, said the policeman, and the two went back picking some objects, which must have been spent cartridges..

It has since been established the two shot at vehicle number AEJ 8714 which had gone through and been cleared by the Customs and Excise Department and authorised out, a process signed for by security guards deployed at the Malume Section of the border post.

Matabeleland South police spokesperson Chief Inspector Philisani Ndebele did not deny nor confirm the incident, but referred The Standard to his national boss Assistant Commissioner Paul Nyathi, who was yet to get the report.

Mugabe Must Tell Us Who The Army Killed And Where They Were Buried: Tendai Chirau

ZANU-PF National Secretary for Administration in the Youth League, Tendai Chirau has called on former president Robert Mugabe to produce evidence of who was killed by the army and show the nation where the victims were buried.

Chirau’s statement comes as Mugabe on the occasion of his 95th birthday celebrations on Saturday said the army must stop killing civilians.

“Robert Mugabe is having hallucinations,” the firebrand Chirau said. “He must tell us who was killed and where and by whom and under what circumstances.

“It is also important that he shows us the said graves. He should also know that we have some people who lost their property because of the sponsored hoodlums and police officers who were stoned to death.”

Chirau said the Mugabe was reading from the opposition script which he said was littered with fabrications.

“I hope and pray that he was not part of the sponsors of the violent acts. It is clear that the former President is continuously reading from the opposition script, a script littered with fiction and fabrications.”

Chirau also reminded Mugabe that the same accusations labelled against Mnangagwa were also labelled against him during his days in power.

“He should not forget that under his rule the same accusations were made against him and the army and most of these accusations were not substantiated,” Chirau said.

Chatunga Dares Mnangagwa, Deliberately Wears Camouflage At RGM Airport

Correspondent|CHATUNGA Bellarmine Mugabe and South African hip hop star Ricky Rick challenged Zimbabwean authorities on Saturday after flying into Harare dressed in military fatigues.

Chatunga is the youngest son of former President Robert Mugabe.

The duo’s ‘stunt’ came the same day that former Sunday Mail editor Edmund Kudzayi appeared in court for being in possession of a camouflage umbrella.

Chatunga and Ricky Rick touched down at the Robert Gabriel Mugabe International Airport where they were received by socialite and businessman, Genius “Ginimbi” Kadungure.

The laws of Zimbabwe criminalises the wearing of camouflage by civilians.

Section 32 of the Criminal Law (Codification and Reform) Act outlaws the possession and wearing of “any camouflage uniform.”

It defines camouflage uniform as “any article of wearing apparel made of material carrying military-style camouflage markings.”

Ricky Rick was due to perform at Ginimbi’s Club Sankayi in Harare on Saturday night.

Chamisa’s Uncle In Trouble With ED For Allegedly Pouring Jecha On Command Agriculture

PRESIDENT Emmerson Mnangagwa’s government looks to be lining up opposition leader Nelson Chamisa’s uncle Peter to be the fall guy after the Zanu PF leader angrily blasted an unnamed official for allegedly withholding fuel meant for farmers involved in the government’s much-hyped Command Agriculture programme.

In an unrestrained tirade, Mnangagwa attacked the “leader of the programme” at a Mwenezi Zanu PF rally last weekend for allegedly undercutting his efforts to shore up the economy through his Command Agriculture scheme, which is now beset by huge problems.

Initially, the attacks were widely seen as targeted at Kuda Tagwirei whose company Sakunda Holdings was appointed by the government in 2016 to be the main driver of Command Agriculture.

But Information, Publicity and Broadcasting Services ministry permanent secretary Nick Mangwana claimed the 76-year-old leader was in fact referring to Peter Chamisa, a provincial officer for the Agriculture Extension Services (Agritex) who is related to the 41-year-old leader of the largest Zimbabwean opposition party.

“Masvingo leadership informed the president that he held on to fuel coupons and refused to distribute them, only distributing them after the fuel price review when the fuel companies were now discounting them,” Mangwana said referring to Redan Petroleum (Private) Limited’s decision to debase the value of coupons bought before the January 12 increase in the price of fuel.

“They also informed the president (prior to the Mwenezi rally) that he was giving Command Livestock animals to civil servants who had no land instead of the target beneficiaries.”

A career civil servant, government officials claimed Chamisa was attempting to sabotage Command Agriculture as part of the opposition leader’s “kudira jecha” agenda.

Chamisa has frantically denied the claims, saying he has never been involved in politics, but said he has been working his whole life quietly and diligently behind the scenes at Agritex to get agriculture moving.

“His Excellency was referring to …Chamisa, the provincial Agritex officer-Masvingo,” Mangwana told the Daily News in a blistering statement.

Chamisa staunchly denied attempting to sabotage the Command Agriculture programme, and said he found the accusations against him incredibly disturbing.

“I am just hearing it also. We handle fuel when it comes and we distribute it to farmers, the coupons.

“Right now, we are just preparing information at our system, I cannot comment about that. I am sure you know even the Head of State commented on it, so for me it’s a bit sub-judice and too sensitive as of now,” Chamisa told the Daily News.

Asked if the distribution efficiency has been good, he said:

“Yah, it’s done in districts, maybe you should confirm with the districts.

“Districts are the ones that identify the beneficiaries, we just process for them. We collect from Harare then give to districts who in turn give to farmers.”

Asked why he thought he was being singled out for vindictive treatment, Chamisa said: “We are trying to find out (as well) because probably people don’t have enough information. So, people are throwing speculation around.”

He declined to comment if he was related to the opposition leader.

Chamisa has served government his whole life.

He has worked in Agritex in several provinces, including Mashonaland Central, Midlands and now Masvingo as provincial officer.

Zanu PF provincial chairperson Ezra Chadzamira raged about Peter in an interview with the Daily News, alleging many Masvingo farmers had vented about his disloyalty and also fumed that Chamisa’s uncle was sabotaging Command Agriculture.

“Command fuel was held at Agritex offices by an officer called Peter Chamisa. He released the fuel when it was rebased from 20-litre coupon to eight litre coupons. That’s when he released it to the farmers,” Chadzamira told the Daily News.

Asked why they thought Chamisa did that, Chadzamira, who is also the Masvingo West Zanu PF Member of Parliament retorted: “That we don’t know. I am telling you that fuel came to him but he was saying it didn’t come. He then released fuel when it reduced the quantity from 20 to 8-litre coupons, that’s when fuel started going to farmers. So, he sabotaged the Command Agriculture through that.”

Asked if the Zanu PF leadership engaged Chamisa on the inordinate delay in the release of fuel, Chadzamira said: “Isn’t it his job? Do you want us to move across all departments in the province checking if people are doing their jobs? We saw it when people started asking, following up on their fuel, and they were told its not there, and then all of a sudden, the fuel was availed.

“He was also involved in shady deals with Command Livestock. Some civil servants benefited from the Command Livestock, getting cattle when they did not have farms.

“We discovered that when we went to Mwenenzi to launch Command Livestock where the farmers and chiefs complained bitterly that you come here to give cattle to civil servants when we the owners of this area have nothing.” — DailyNews

Fewer People Died Under Mnangagwa Than Mugabe, Mutodi

Correspondent|Minister of Information, Publicity & Broadcasting Services, Energy Mutodi, has claimed that number of people who died under the President Mnangagwa’s New Dispensation is far smaller than those killed during Gukurahundi or the 2008 political violence when former president Robert Mugabe was in charge.

Mutodi was responding to media reports that Mugabe on his 95th birthday ceremony on Saturday blasted President Mnangagwa for sending soldiers to kill protesters.

He said: “We have noted some words of repentance by former President Mugabe saying army must protect not kill. True that a few have lost lives in running battles with the police but that can not compare with Gukurahundi or the 2008 violence when he was at the helm.”

General elections were held in Zimbabwe on 29 March 2008 to elect the President and Parliament.

After the recount and the verification of the results, the Zimbabwe Electoral Commission (ZEC) announced on 2 May, after over 4 weeks of awaiting results, that Tsvangirai won 47.9% of the vote and Mugabe 43.2%, necessitating a run-off, which was to be held on 27 June 2008.

Despite Tsvangirai’s continuing claims to have won a first round majority, he decided to participate in the second round. The period following the first round was marked by political violence.

ZANU-PF and the MDC each blamed the other’s supporters for perpetrating the violence; Western governments and prominent Western organisations blamed ZANU-PF for the violence.

Tsvangirai pulled out of the race and fled to Botswana, claiming as many as 300 of his supporters had been killed. Thousands others were displaced into safer cities of neighbouring countries.

Farai Dziva|The teenager who brutally killed his sister last week has begun to behave in a strange manner prompting his relatives to assume he is being tormented by the restless spirit of the deceased.

The teenager told the police he did not have the intention to kill his sister but he overreacted because of extreme provocation.

The teenager brutally killed his sister for allegedly refusing to prepare food for him.

According to Masvingo Provincial Police Spokesperson Chief Inspector Charity Mazula, Valentine Chimedza (18) brutally killed his sister Rutendo Matanga (16) following a heated dispute over food. The incident happened in Ziware Village under Chief Charumbira in Masvingo last Saturday.

” The incident happened last Saturday when the two siblings’ mother Zadziso Mavenyengwa had gone to Chiredzi to visit relatives.

Mugabe’s remarks come after Mnangagwa deployed the army on August 1, resulting in the shooting and killing of 7 civilians. The army was again deployed in January and 17 more people were killed while several women were raped and hundreds of people were seriously injured.

Mnangagwa To Address Youths Solidarity Rally

By Own Correspondent| President Emmerson Mnangagwa will officiate and address the Zanu-PF Youth League’s Presidential Solidarity March and rally set for March 2 2019 in Harare.

The rally was postponed following the death of national hero Callistus Ndlovu. The march which was set for last Saturday will be held under the theme #EDwillNeverWalkAlone.

In a statement Youth League’s political commissar Godfrey Tsenengamu confirmed Mnangagwa will address a rally after the march.

Nurses Bemoan Unbearable Working Conditions

Farai Dziva|Nurses at Parirenyatwa Group of Hospitals have said their working conditions have become unbearable.

The disgruntled nurses have since written a letter to the Ministry of Health and Child Care urging the government to look into the matter: We are writing this as we have noticed no one really cares or stands up for nurses especially in one of the main departments Parirenyatwa Maternity Theatre.

We are working long shifts and others are commercing night duties without taking tea/lunch breaks. The hospital management is enforcing it.

People now have eating codes during the long day shifts and evening shifts.

How are we supposed to maintain standards and offer quality care in such a critical department? We urgently seek assistance from the Ministry of Health as our management has decided to ignore our plight.

We are working 3 days per week and the day duty is from 0700-2000.We are no longer on normal duties of 7-4 as this was changed to reduce transport costs.

So on this 7-8 shift, we are not breaking even just to sit or eat.
