After spending over $2 million on food for its just ended Conference, ZANU-PF has donated left over groceries from the Conference held at Mzingwane High School to hospitals in Matabeleland South province.

Speaking at the handover of the groceries to Gwanda Provincial Hospital yesterday, Matabeleland South Provincial Affairs Minister, Abednico Ncube said the groceries will be distributed to all hospitals in the seven districts of the province as well as Gwanda Old People’s Home.

“I have been sent by Zanu-PF party to donate this food to Gwanda Provincial Hospital.

“As you all know the party held its annual National People’s Conference here and these groceries were left after the conference” he said.

Ncube said President Mnangagwa instructed the province to give the food to the people.

“We sat down as a province and decided to donate the groceries to health institutions in all our seven districts and as such all our hospitals are going to benefit,” said Ncube.

Gwanda Provincial Hospital received mealie meal, cooking oil, sugar and rice and other hospitals are going to receive a similar assortment of foodstuffs.

Hurricane Hugo, Dr Mukanya and Gandanga are some of the names which were heard on Saturday night at the Caravan Park in Masvingo as Chimurenga music fans welcomed Thomas Mapfumo and the Blacks Unlimited on stage.

The visibly aging, but energetic United States-based artiste who had not played in the ancient city in almost two decades showed fans that, despite his hibernation in the diaspora, he had not lost any of his acumen which earned him a household name throughout Africa.

Churning out hit tracks such as Vatete, Corruption and Vanhu Vatema among other danceable tunes, he showed the zeal to entertain local fans and defied his seemingly tired body.

The fans who were not deterred by the prohibitive 30 bond or US$10 entry fee as they attended the event in their numbers were spellbound from midnight, when Mapfumo took to the stage, until the wee hours of Sunday morning.

Some fans had travelled from as far as Harare, Mutare and Zvishavane to witness the icon on stage.

Coming from a well-attended Beitbridge show on Friday, Mapfumo was a marvel to watch and in appreciation of his performance, some fans tipped him with the scarce United States dollars.

Former ZANU PF MP Denied Conjugal Rights For 11 Years Seeks Divorce

FORMER Luveve-Cowdray Park Member of Parliament, Ntandoyenkosi Mlilo, has approached the High Court seeking the dissolution of his marriage to his wife of 11 years for allegedly denying him conjugal rights for more than 12 months.

The former legislator and his wife, Miriam Mlilo (nee Nerwande) wedded on April 29, 2005 under Chapter 5:11 of the Marriages Act.

The couple has been on separation since 2007.

Mlilo wants the custody of their two children aged seven and 16 years to be granted to his wife on condition that he gets access to them.

Mlilo, who is a self actor, filed an application for a decree of divorce at the Bulawayo High Court on December 11 citing irreconcilable differences with his wife.

In papers before the court, the former MP said his marriage had irretrievably broken down such that there were no prospects of restoring it.

“The parties were legally married to each other in terms of the Marriages Act (5:11) in Bulawayo on April 29, 2005 and the marriage still subsists. The marriage relationship between the parties has irretrievably broken down to such an extent that there are no reasonable prospects of restoration, more particularly in that the parties have developed irreconcilable differences, which go to the very root of the matrimonial contract and their relationship ,” said Mlilo.

He said they have not shared conjugal rights for 12 months.

“The plaintiff and defendant have not lived as husband and wife since December 2007 being a continuous period in excess of 12 months. The parties have not shared conjugal rights for a period in excess of 12 months and as a result I have lost love and affection for the defendant and do not wish to remain married to her,” he stated in his summons.

“It shall be in the best interests of the two minor children if the court orders that their custody upon divorce be awarded to the defendant subject to my right of reasonable access to them.”

During the subsistence of the marriage, the couple did not acquire any property.

Another Mystery Fire: ZANU PF Delegates Survive Hotel Blaze In Bulawayo

PROPERTY worth about $800 000 was lost when a fire gutted Bulawayo’s Kumalo Hotel in the early hours of Sunday.

The cause of the fire at the hotel located in Kumalo suburb could not be established immediately.

Bulawayo Fire Brigade Senior Divisional officer, Mr Edward Mpofu, said investigations to establish the cause of the fire were still underway but an electrical fault or arson could not be ruled out.

He said the Fire Brigade received the first call at 0125hours and they arrived at the scene after five minutes but the entire roof had collapsed and cooking gas cylinders were exploding.

About 80 guests, mostly delegates to Zanu-PF’s conference and hotel workers were evacuated from the hotel premises and no one was injured.

“There were a number of gas cylinders, refrigerators, stoves, dishes that were destroyed. The building was extensively damaged by fire to the extent that fire spread pointers were destroyed,” said Mr Mpofu.

He said property worth over $800 000 was destroyed while that worth only $200 000 was saved.

Mr Mpofu said workers tried to contact the owner of the hotel at approximately 0109hrs but could not reach him. He said they delayed alerting the Fire Brigade as they did not know the contact numbers and only phoned at about 0125hrs.

“Two neighbours to the hotel stated that they saw the fire at something to one o’clock in the morning and tried to alert the hotel staff to no avail,” said Mr Mpofu.

He said people waste a lot of time communicating among themselves and with their bosses instead of calling the Fire Brigade.

Mr Mpofu advised people to always keep their numbers: (0292) 71717 or when one is calling from a landline on toll free numbers 993 or 994 to save property and prevent loss of lives in case of fire.

He said those in charge of public buildings, residential care homes and business premises must ensure that routine checks are done before closing for the day or when sleeping.

Last Wednesday, a double storey residential house and a three-roomed cottage were gutted by fire in Bulawayo’s Matsheumhlope suburb after a woman left a candle in her bedroom on while she was cooking outside. Property worth $2 000 was destroyed.

Humbled Mthuli Begs Doctors To Return To Work For The Sake Of Patients

FINANCE and Economic Development Minister Professor Mthuli Ncube yesterday said Government had done all it could for now to address the grievances of striking junior doctors as he appealed to them to return to work for the sake of patients. Minister Ncube said Government would continue the engagement process through the bipartite negotiating forum.

Addressing a press conference in Harare, Prof Ncube said Government valued the work of junior doctors and other health workers.

“We value our junior doctors and all our health workers and of course we sympathise with their plight like we do with the plight of every Zimbabwean in this transitional situation,” said Minister Ncube.

“Government has done a lot in meeting the demands of the junior doctors – fuel for transportation purposes, vehicle loans and other such demands that they placed upon us and we responded. We feel that we are really doing our part in responding to their demands,” he said.

Prof Ncube said the Reserve Bank of Zimbabwe and the Ministry of Finance and Economic Development had put in place a facility for the procurement of drugs through the National Pharmaceutical Company (Natpharm).

The junior doctors have, among other grievances, cited drug shortages at Government hospitals as a major reason for the strike.

“We have got a good supply of drugs coming through and this again has been communicated to the junior doctors,” said Prof Ncube.

Government also promised to prioritise the doctors when it comes to fuel allocation.

The country is currently experiencing shortages of the commodity.

The Government further pledged to release the remaining $6 million for vehicle loans.

It has so far released $4 million.

“I think it would be unfair for them to continue staying out there. People are dying in hospitals and I think that it is important that ethics are put before everything else,” said Prof Ncube in his appeal to the doctors.

“They should go back to work while we do our part to meet their demands. They are valued employees of this country and the health sector,” he said.

He, however, said Government was unable to pay the doctors in foreign currency as per their request.

“Our job, through the central bank, is to allocate the little foreign currency that we earn to critical sectors. It is an allocation process and we are determined to make that process more efficient and we can prioritise but there is no question of salaries in hard currency. That cannot happen,” said Prof Ncube.

He said Government does not earn foreign currency.

“We are currently paying in RTGS and I would like to urge them to accept that. That is the mode of payment. We are unable to pay them in foreign currency. We do not earn foreign currency as a Government,” said Prof Ncube.

He refused to be drawn into promising a pay rise.

“There are structures through which they are engaging their line Ministry, that is the Ministry of Health. I would urge them to continue engaging through those structures and once there is a position, obviously with us as Treasury being involved. These things have budgetary implications. We will then take any proposals or any issues raised forward but I cannot respond to that specifically in this platform. It is wrong to do so,” he said.

Junior doctors went on strike at the beginning of the month demanding a review of their conditions of service.

Meanwhile, Government said it had also reversed deductions on junior doctors’ December salaries.

It attributed the deductions to a systems error.

“According to paymaster, Salary Service Bureau, this was due to PAYE final deduction system, which reconciles the payroll and ensures that correct tax is collected per employee by end of year,” said the Acting Secretary for Health and Child Care, Dr Robert Mudyiradima.

“At the end of year, the system makes final adjustments to PAYE calculations taking into account the total income, deductions and credits to which the employee is entitled,” he said.

“The deductions have since been reversed and the monies will be credited into the affected members’ accounts.”

The doctors said the deductions had undermined the spirit of negotiations.

“Even those who were not on strike have joined us, including our seniors, owing to the latest development,” said Zimbabwe Hospital Doctors’ Association Secretary General, Dr Mthabisi Bhebhe.

Kamambo Hits The Road Running, FIFA Excited On His Victory

NEWLY-ELECTED Zifa president Felton Kamambo immediately got down to business yesterday, starting with scheduling a meeting with Sport, Arts and Culture minister Kirsty Coventry to share notes on football development.

The Zifa boss said they wanted to hear the minister’s expectations as well as express their views on the trajectory they needed to take the game of football forward.

“As the first day, today was about the handover-takeover process. It was a kind of some fact finding, to see what is the situation on the ground; what belongs to Zifa and what does not belong to Zifa. We are also going to meet with the Minister of Sport, Arts and Culture to air our views on what needs to be done. We also want to hear from the minister her expectations,” he said.

“Football stakeholders have entrusted us to lead the development of football, and it means greater responsibility on our part as the Zifa leadership. We have an obligation to deliver. We have to maintain the pleasant atmosphere that has accompanied our election into office,” Kamambo said.

The Zifa boss insisted his team was determined to revolutionise the Zimbabwean game which had suffered from years of mismanagement.

Meanwhile, world soccer governing body Fifa has congratulated Kamambo for winning the Zifa presidential election against Philip Chiyangwa.

Kamambo, a former Zifa board member, beat the Harare businessman to the top post after garnering 35 votes while Chiyangwa secured 24.

The Zifa constitution stipulates that for one to be declared winner, he or she needs a two-thirds majority and this meant the election was supposed to have gone into a re-run.

However, Chiyangwa, sensing further humiliation, withdrew his candidature, leaving Kamambo to be declared duly elected president of Zifa.

And yesterday, Fifa, through chief of staff to the president, Mattias Grafstrom, issued a congratulatory message to the new Zifa president.

“My name is Mattias Grafstrom, I am the chief of staff to the Fifa president. On his behalf, I would like to congratulate you and we look forward to working together to develop football in Zimbabwe, Africa and the world. We will be happy to find a moment early next year, to invite you to Zurich for an official visit.”

The Premier Soccer League, through its communications department, also sent a congratulatory message.

Kamambo will be deputised by Gift Banda who beat Omega Sibanda by 37 votes to 22 for the vice-presidency, leaving former board member finance Philemon Machana, as the only survivor from the previous executive who managed to retain his post after garnering 41 votes.

Manica Diamonds secretary-general Sugar Chagonda, businessman Chamu Chiwanza and Brighton Malandule all made it to the Zifa board.

Heartless Kombi Driver Kills Pedestrian And Dumps Body In A Bush

A COMMUTER omnibus driver based in Harare allegedly hit a pedestrian in the central business district and took away the body under the pretext that he was taking him to hospital before dumping it in the bush in Kambuzuma 2.

Tirivangani Madzokere (30) appeared before magistrate Rumbidzai Mugwagwa on Saturday facing murder charges. He was remanded in custody to December 27 pending indictment to the High Court.

Allegations are that on November 17, Madzokere was driving along Chinhoyi Street and hit the now deceased Christopher Muzawazi at the intersection of Chinhoyi Street and Bute Street.

Madzokere, his conductor and a friend took the now deceased into their vehicle under the pretext that they were taking him to the hospital since he was still alive.

The State alleges instead of taking him to hospital, Madzokere drove to an open space between Kambuzuma 2 and Rugare suburbs where they dumped Muzawazi’s body.

Informant Maria Sunday, who was coming from her field in between Kambuzuma and Rugare suburbs, discovered the deceased’s body and made a police report.

A post-mortem was conducted and established that the death was due to skull bone fracture and head injuries. Investigations revealed that Muzawazi was hit by Madzokere’s kombi.

Gaddafi’s Son Resisted Deportation Opting To Be In Zim Prison Than Libya

Correspondent|JUSTICE, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi has revealed that the adopted son of the late Libyan leader Colonel Muammar Gaddafi, Abhallha Mone Moussa Moummare, is resisting attempts by Zimbabwean authorities to have him deported to Tripoli, Libya, citing fears for his security.

“He was deported through Ethiopia (but) when he got to Addis Ababa, he said ‘I am not going to Libya’. He refused to disembark from the plane, and they had to bring him back,” said Ziyambi.

Ziyambi said this while appearing before a Senate thematic committee on human rights where he was briefing senators on how Government was dealing with refugees, and addressing their living conditions in prisons.

The committee, led by Senator Oliver Chidawu (ZANU-PF), had expressed concern over the living conditions of inmates, asking why refugees were being lumped together with serving prisoners.

“We do not have refugees in prison, but prohibited immigrants. They are fined and an order for deportation is given. Some of them stay for over two years. It is a challenge really,” said Minister Ziyambi.

“In certain instances, some of them refuse to go to their original countries saying ‘if we go there we will be persecuted’. I know there is one who refused to go, is it Gaddafi?” he said.

Minister Ziyambi said Gaddafi’s son ran away from Libya after his father was deposed and killed in 2011, and arrived in Harare in 2014.

He has since approached the High Court challenging his detention at Chikurubi Maximum Security Prison and wants to be granted refugee or asylum status.

“There are some court applications challenging his detention. So we are waiting for the outcome. Initially his identity could not be ascertained definitively. Under those circumstances, it was not prudent to grant that status without ascertaining for ourselves.

“So he was deported, but refused to go to Libya. He said he was more comfortable here. He was deported and while in Addis en-route to Libya, he refused to disembark from the plane,” said Minister Ziyambi.

Responding to questions from senators, Minister Ziyambi said it was not ideal to detain prohibited immigrants in prisons, but Government was doing so because there were no safe places to keep them while they awaited deportation.

“We are seized with that but the dilemma is that we do not have anywhere to put them. The prison was the only place considered as an alternative,” said Minister Ziyambi.

Mnangagwa Commences Dialogue With Teachers

President Emmerson Mnangagwa will meet with teachers representatives under the banner of
Progressive Teachers Union of Zimbabwe (PTUZ) this Friday.
Mnangagwa is expected to hear teachers’ grievances ranging from poor salaries and demand to be paid is foreign currency. In a letter addressed to the PTUZ Secretary General, Raymond Majongwe, Permanent Secretary to the president Wilson Gwatiringa advised the union
that Mnangagwa had agreed to meet with the teachers. The letter reads:

Mnangagwa Removes Presidential Age Limit Motion From Conference Resolutions

ESIGODINI – President Emmerson Mnangagwa threw out the contentious motion to up the
presidential age limit from 40 to 52 years that had been reverently pushed by the war veterans and
the ruling party women’s league.
The Zanu PF national people’s conference declined to adopt the constitutional amendment to sideline opposition leader Nelson Chamisa
from contesting the presidential elections in 2023.
In his speech, Mnangagwa said “the future belongs to the youths.”

“To the women’s league, youths league and war veterans, you have made your resolutions that we have taken note of as a government and as a party,” Mnangagwa said.
Deputy Information minister Energy Mutodi said there were no takers for the war veterans demand.
“The resolution to increase minimum age limit for presidential aspirants from 40 years to 50 years was raised by the women’s league and war veterans.
“However, … Mnangagwa removed the resolution from the list of decisions to be adopted by the
conference and Advocate Jacob Mudenda read out conference resolutions without that one proposing the presidential age limit adjustment,” Mutodi told the Daily News.

Court Blocks Gvt Bid To Declare Doctors’ Strike Illegal

 

HARARE – The Labour Court ruled on Friday that the ongoing strike by doctors was legal.
The Court threw out an application in which the Health Services board (HSB) sought to have the strike deemed illegal.
In its application, the HSB condemned the doctors’ industrial action arguing that they are not
supposed to strike as their services are essential.
However, the Labour Court dismissed the application on a technicality.In its judgment whereby the Zimbabwe Hospitals Doctors Association (ZHDA) is cited as the
respondent, the court ruled that HSB’s application was prematurely handled.
“The matter having been prematurely set down before the papers were regularised, it be and is hereby struck off,” Justice Euna Makamure ruled.

According to ZHDA’s lawyer Munyaradzi Gwisai, HSB filed the application at the Labour Court but
did not serve it to the doctors’ legal practitioners as is required.
“We did not know about the application filed by the HSB till yesterday (last Friday) when we went
before the judge. The board was supposed to serve its application to us but it did not,” Gwisai told the Daily News.
Gwisai advised that government should instead come to terms with their employees’ demands for progress’ sake.
“I think the HSB should just come to terms with our client’s concerns so as to move forward. It’s not true that they are not entitled to strikes as
Section 55 of the Zimbabwean Constitution gives them the right to do so,” Gwisai said.
The striking doctors are protesting the severe shortages of pharmaceutical drugs at public
hospitals, the selling of available drugs in foreign currency by retail pharmacies, the poor state of
the country’s hospital infrastructure and their “falling” salaries which they now want the government to pay in foreign currency.Daily News

Zanu PF Blows $ 2 Million On Food For Annual People’s Conference

Amid deepening poverty in the country, Zanu PF splurged millions of dollars on its two-day annual conference on food, accommodation and transport, with the ruling party even gloating that it paid for all the services rendered.
At least all the 6 000 delegates at the annual conference were treated to packed breakfast and allowances that ranged from $30 to $70
depending with the distance one travelled to get to Esigodini, the venue of this year conference.
The food, that included game meat, was in abundance to the extent that the party’s secretary for transport and social welfare July Moyo promised that delegates will have lunch and dinner concurrently.
“We have the food and when our delegates leave tomorrow (today) they will not only have breakfast at the same time,” said Moyo.
The ruling party also gloated that it had paid for the stay of its top hierarchy in most of Bulawayo’s decent hotels which were booked to
full capacity.
Most of the country’s top hotels are now charging upwards of $150 for bread and breakfast. MPs and central committee members
were all booked in the top hotels in Bulawayo, while some were booked in Gweru and Gwanda, which is about 150 and 129 kilometres from the second capital city respectively.Daily News

Relatives Dump Corpse At “Killer’s ” Place

 

THERE was drama in Lower Gweru when relatives of an artisanal miner who was killed in suspected amakorokoza battles dumped the body at the alleged assailant’s
homestead demanding compensation.
The incident occurred on Sunday evening at Dimbamhiwa Business Centre.
Cephas Sifelani (37) of Phakama village allegedly killed Obert Tshuma (30) of Veto village under Chief Sogwala in Lower Gweru following a misunderstanding.
A police source said at around 4 PM, Obert was drinking beer at Dimbamhiwa Business Centre with his younger brother Admire and a friend, Godfrey Moyo.
“Sifelani and his friend Bhekimpilo Mlilo arrived at the business centre. Mlilo slapped Obert several times on the face for no apparent reason. A heated argument ensued between the two,” said the source.
The source said Tshuma’s brother, Admire, tried to restrain the two.
“Sifelani charged towards them and he stabbed Admire once on the back with an Okapi knife. Sensing danger, Obert ran away and Sifelani chased him until he slipped and fell on his back.
“Sifelani stabbed Obert once on the right chest and once on the right thigh with the same Okapi knife he used to stab Admire,” said the source.
Obert, said the source, bled profusely and was rushed to a nearby Nyama Clinic where he was pronounced dead on arrival.Chronicle

Mudenda Who Ordered ZRP Cops To Assault Female MPs Tells Donald Trump Zim Will Reform Laws- IS HE TELLING THE TRUTH?

Parliament is working round the clock to ensure the fulfilment of the legislative agenda set by President Emmerson Mnangagwa when he delivered his State of the Nation Address in September.

This was said by Speaker of the National Assembly Advocate Jacob Mudenda after meeting US ambassador to Zimbabwe Mr Brian Nichols at Parliament building yesterday.

“As far as economic reforms are concerned we have indicated to the ambassador that we have started the process through the administration of Parliament to ensure that the pieces of legislation which were proposed by His Excellency the President during his State of the Nation Address are pursued with vigour and vitality to ensure that the legislative process and the agenda is consummated within the next few months so that we create the ease of doing business in Zimbabwe in order to attract both domestic and Foreign Direct Investment,” Advocate Mudenda said.

He briefed the US ambassador that Parliament was committed to amend electoral and media laws to enhance democratic practices in the country.

“Any electoral reforms that need to take place will have to take place through parliamentary processes for example the question of POSA, the Constitutional Court has already ruled that section 27 of POSA which seems to offend the free assembly of people is unconstitutional so parliament has no choice but to amend that section.

We are also working with the Ministry of Information that those sections of AIPPA that offend the provisions of the Constitution are also dealt with,” Advocate Mudenda said.

Ambassador Nichols commended the Government’s moves to embark on substantial reforms.

“We had a very comprehensive conversation about the full range of issues affecting our bilateral relationship and Zimbabwe’s reform agenda,” Mr Nichols said.

“The proposed reforms and legislation are very bold and hopefully will move quickly. Particularly we discussed modification to laws like POSA and AIPPA and doing business reforms which are progressing in Parliament and we also discussed US assistance to Zimbabwe including to the Parliament of Zimbabwe and our cooperation going forward.

“The rhetoric and the proposals from this Government have been wonderful but what we need to see is concrete action and Parliament is where those actions take place.”

The US ambassador said the implementation of the reforms would have a bearing on the removal of sanctions on Zimbabwe that have caused untold suffering to ordinary Zimbabweans.

“Those reforms are moving forward here in Parliament and the honourable Speaker has told me and we hope to see those enacted and that will affect the changes that we will consider positive and allows us to move forward,” he said.- state media

Majongwe Wins Access To Meet Mnangagwa On Behalf Of Teachers

ZANU PF leader? Emmerson Mnangagwa will this Friday meet Progressive Teachers’ Union of Zimbabwe (PTUZ) leaders to hear their concerns.

The union has since applauded Mnangagwa for affording them an opportunity to meet him.

Mnangagwa’s Office advised the union through a letter to PTUZ president Mr Ray Majongwe that he had agreed to meet them at State House in Harare.

The union requested for a meeting with President Mnangangwa early this month.

“Thank you for your letter of 5 December 2018 requesting Progressive Teacher’s Union of Zimbabwe to meet His Excellency the President. Kindly be advised that His Excellency, the President has accepted to meet the Union at State House on Friday December 21 at 10AM,” reads the letter.

In an interview yesterday, Mr Majongwe said they were impressed by Mnangagwa’s prompt response and were positive about the meeting.

“We wrote the first letter in July but we wrote another one just before schools closed on the 5th of December. We discovered that there were several issues so we went back and said we handed you a letter but we have these other issues from that letter we initially wrote,” he said.

“He has responded to us alone and we are more than happy, we would like to meet the President as PTUZ without being swallowed or drowned by other people with different agendas.

“So we are happy to meet the President as the PTUZ leadership, we are going to articulate our issues to the President and we hope our issues will be taken on board.”

Mr Majongwe said the meeting was meant to address teachers’ welfare issues.

“The issues that we are raising are the same ones, issues of our salary, issues of teacher-pupil ratio, infrastructure, issues of work load, condition of service and many others.

“We are going to meet the President to deliver the message from our members,” he said.

Mr Majongwe said they had in the past tried to meet former President Mugabe but failed.

“We have never met the President. We requested to meet President Mugabe a record 45 times and we were not given a single opportunity,” he said.

Zimbabwe Teachers’ Association (Zimta) chief executive officer Mr Sifiso Ndlovu said they were not aware of the meeting.

Teachers constitute the highest number of civil servants in the country and have for years bemoaned poor salaries and working conditions.

The education sector received the highest allocation of $1,5 billion in the 2019 National Budget with the Ministry of Primary and Secondary Education receiving the lion’s share of $1,132 billion and it is hoped that some of the teachers’ challenges will be addressed.

Former Luveve-Cowdray Park Member of Parliament, Ntandoyenkosi Mlilo, has approached the High Court seeking the dissolution of his marriage to his wife of 11 years for allegedly denying him conjugal rights for more than 12 months.

The former legislator and his wife, Miriam Mlilo (nee Nerwande) wedded on April 29, 2005 under Chapter 5:11 of the Marriages Act.

The couple has been on separation since 2007.

Mlilo wants the custody of their two children aged seven and 16 years to be granted to his wife on condition that he gets access to them.

Mlilo, who is a self actor, filed an application for a decree of divorce at the Bulawayo High Court on December 11 citing irreconcilable differences with his wife.

In papers before the court, the former MP said his marriage had irretrievably broken down such that there were no prospects of restoring it.

“The parties were legally married to each other in terms of the Marriages Act (5:11) in Bulawayo on April 29, 2005 and the marriage still subsists. The marriage relationship between the parties has irretrievably broken down to such an extent that there are no reasonable prospects of restoration, more particularly in that the parties have developed irreconcilable differences, which go to the very root of the matrimonial contract and their relationship ,” said Mlilo.

He said they have not shared conjugal rights for 12 months.

“The plaintiff and defendant have not lived as husband and wife since December 2007 being a continuous period in excess of 12 months. The parties have not shared conjugal rights for a period in excess of 12 months and as a result I have lost love and affection for the defendant and do not wish to remain married to her,” he stated in his summons.

“It shall be in the best interests of the two minor children if the court orders that their custody upon divorce be awarded to the defendant subject to my right of reasonable access to them.”

During the subsistence of the marriage, the couple did not acquire any property.-state media

Welshman Ncube Wins Mphoko Release From Prison

FORMER Vice President Phelekezela Mphoko’s son, Siqokoqela, has been freed from remand prison after successfully challenging the revocation of his bail by a Bulawayo magistrate at the High Court.

His lawyer, Professor Welshman Ncube successfully filed an appeal at the Bulawayo High Court challenging the revocation of bail pending trial.

Siqokoqela (40), who is facing 170 counts of fraud and theft, had his bail revoked by Ms Gladmore Mushove about two weeks ago for violating bail conditions by harassing State witnesses.

He had been locked up at Bulawayo Prisons for 10 days.

Mphoko had his $200 bail revoked last week for allegedly interfering with state witnesses in violation of his bail conditions.

Between July last year and June this year, Mphoko allegedly went to various Choppies supermarkets to demand varying amounts of cash, goods and services from employees without approval from the board.

He is accused of collecting cash, groceries and some building material and later ordering the chain store’s finance department to deduct the money from his salary.

Although he was not supposed to be directly involved in the day-to-day operations of Choppies, Mphoko allegedly masqueraded as the owner of the company in Zimbabwe and even allegedly threatened to either dismiss or deport employees of Indian origin for defying his orders.

Former VP Mphoko and his son on one hand are battling for control of the chain store after partners within the Botswana registered retail giant have insisted the family owned just seven percent shares in the company while the Mphokos claim they own the majority stake with 51% of the business.

The wrangle has spilled into the courts.

Mnangagwa Spent His First Hundred Days Politically Grandstanding Instead Of Working On The Economy

PRESIDENT Emmerson Mnangagwa has led “the most failed first 100 days of any president,” analysts have said, citing the worsening plight of the long-suffering majority of Zimbabweans.

Mnangagwa was installed president on August 26, after the Constitutional Court confirmed his disputed July 30 election victory, dismissing an opposition challenge that had held up his inauguration.

He was inaugurated president for the second time in nine months in a country recently jubilant over the fall of long-time ruler Robert Mugabe in a soft coup.

Upon officially occupying the top job in August, the former long-time Mugabe ally promised to do things differently from his 94-year-old predecessor — blamed for ruining Zimbabwe’s once-prosperous economy during his 37-year long barren rule.

In an inauguration speech — punctuated with promises of facilitating investment and business growth, re-engaging the international community and job creation — Mnangagwa gave himself 100 days to start working his “magic” in fixing Zimbabwe’s broken economy.

The 100 days lapsed last month.

While Mnangagwa has rated his period in office as a huge success, political analysts canvassed by the Daily News on Sunday had different views.

They said his first 100 days has been marked by economic ruin that have marred his otherwise positive trajectory.

“His first 100 days, is a period of economic chaos stemming from experiments done mainly by his Finance minister and central bank governor. Their poorly phased monetary and fiscal policy statements took us more than 100 days backwards as they fuelled speculative behaviour that had boomerang effects on the volatile financial sector and wreaked havoc on supplies of basic commodities and fuel,” political analyst, Maxwell Saungweme said.

The country is facing serious inflation levels that have been pushed further up by a controversial tax regime on poor Zimbabweans. The recently announced 2019 National Budget by the Finance minister Mthuli Ncube was also not pro-poor.

Saungweme said: “We have also seen increased regime repression of dissenting voices and shrinking of civic space despite failed attempts to paint a picture of reform to the outside world. What we have seen in 100 days is a reversal of the little gains made after the coup in terms of freedoms and a confirmation that coups lead to more dictatorial administrations.”

Zimbabwe is currently facing serious economic challenges, which include shortages of foreign currency, fuel and a huge increase in the prices of basic commodities. Over the last few months, the country has been dogged with problems, ranging from a cholera epidemic to high levels of poverty, as prices have gone out of reach for many people.

Another political analyst Admire Mare, said there was need for the government to urgently address the currency issue, revive the manufacturing and productive sectors and arrest revenue leakages.

“Zimbabwe seems to be still caught up in a vicious cycle of currency woes, queues have resurfaced and the price inflation has shot up.

“Whilst the president has appointed a celebrity Finance minister whom most people see as capable of turning around the situation, the political and economics dynamics seem to be conniving against the governing party,” Mare said.

Another analyst Rashweat Mukundu, said Mnangagwa has generally struggled to put the country back on track economically and politically, as the society is hugely divided along political lines.

“There is no indication at all that the political leadership that is Mnangagwa and his team are prepared to engage the broad society on political reforms and especially on issues around the post-election crisis. We are seeing continued fuel crisis, long lines, we are seeing an increase in the prices of basic commodities, essentially Zimbabwe is far worse than it was in November when Mnangagwa took over, when the coup was initiated by the military.

“So, for me, this has been 100 days of failure, 100 days that have been wasted, much more on unnecessary economic and political grandstanding instead of focusing on the key issues that are affecting this society. So far, we may need the president to reflect more on his strategies. We need him to engage more with the broader civil society and political actors, we need his economic policies to be more realistic. Right now, the insistence that the bond note is at par with the US dollar, is to say the least not true and hence the unsustainable, unavailability of fuel because essentially the government is subsidising the purchase of fuel which in real terms is being bought for 40 cents per litre,” Mukundu said.

Mnangagwa Promotes Major General Anselem Sanyatwe.

THE President and Commander-in-Chief of the Zimbabwe Defence Forces, Emmerson Mnangagwa has promoted two brigadier generals to the rank of major generals.

The two promoted are Major General Thomas Moyo and Major General Anselem Sanyatwe. The promotions are in terms of section 15(1)(b) Paragraph 2 of the Defence Act.

Zimbabwe Defence Forces Commander General Phillip Valerio Sibanda conferred ranks to the newly promoted senior officers and encouraged them to continue working hard in their new responsibilities.

In his acceptance speech, Major General Moyo commended his superiors for showing confidence in their work.

The conferment of the ranks was witnessed by the Commander Zimbabwe National Army, Lieutenant General Edzayi Chimonyo and several senior officers.

President Mnangagwa also promoted some senior members of the Air Force of Zimbabwe (AFZ).

A female senior officer Paridzirai Mazhindu was promoted from the rank of 1 Wing Commander to the substantive rank of Group Captain, while 16 squadron leaders were promoted to the substantive rank of wing commanders.

“This is the opportunity to exercise your responsibility to effectively use your ranks to fulfill the organisation’s mandate of defending the nation,” AFZ Acting Commander, Air Vice Marshal Jasper Garikai Marangwanda said during the ceremony at the AFZ headquarters in the capital.

“It is a pleasure to confer these ranks to you and we expect you to perform well in your day to day duties,” he added.

The newly prompted Group Captain Mazhindu and Wing Commander Donavan Muroyiwa expressed happiness and promised to work hard to archive the organisation’s goals.

The promotions are with effect from the 8th of December 2018 and have been done in terms of section 15 (1) (b) of the Zimbabwe Defence Act (Chapter 11:02).

Former Kenyan Chief Justice Arrives To Broker Talks Between Chamisa And Mnangagwa

WHILE President Emmerson Mnangagwa this week ruled out talks and a power-sharing arrangement with the MDC-Alliance, saying Zanu PF had won a two-thirds majority in the July general elections, it has emerged that dialogue is unfolding behind-the-scenes, facilitated by prominent former Kenyan chief justice Willy Mutunga.

The Zimbabwe Independent, which first broke a series of stories about the previous talks between Zanu PF and the MDC, can exclusively reveal that Mutunga arrived in the country on Sunday and met senior MDC officials, including MDC president Nelson Chamisa. He has been secretly coming to Zimbabwe for the talks since August.

“Mutunga is in Harare to meet Zanu PF and MDC leaders for talks to resolve the current political and economic situation. This has been necessitated by events which followed the otherwise peaceful, yet not transparent and credible elections in July,” a top African diplomat told the Independent.

“He is coming here at the behest of the international community which wants to see the situation tackled and fixed before things get too complicated. He has been travelling here since August when the Constitutional Court (ConCourt) dismissed Chamisa’s electoral petition challenging Mnangagwa’s election.

“Even though the Zimbabwean ConCourt, in terms of section 93 subsection 4 sub-paragraph (a) of the constitution, duly declared Mnangagwa as the winner of presidential election held on the 30th of July 2018, there has been a realisation that the political problem won’t go away and the economy and people would be the major causalities, as we are witnessing now. So Mutunga is trying to broker serious talks between Zanu PF and the MDC to address this situation.”

The diplomat said Mutunga’s process is modelled along the lines of the late United Nations secretary-general Kofi Annan, who also tried in vain to help resolve the situation in Zimbabwe with Nelson Mandela’s Elders, an international non-governmental organisation of public figures noted as elder statesmen, peace activists, and human rights advocates, while former president Robert Mugabe was still in charge.

In his book, Interventions: A Life in War and Peace, Annan confesses he had to act solo “as some Lord of sorts” in order to save Kenya from the brink of collapse, following the bloody post-election violence of 2007 that left over 1 000 people dead and hundreds of thousands maimed and homeless. Annan brokered a peace deal between retired president Mwai Kibaki and former prime minister Raila Odinga, ending the post-election turmoil in 2008.

Mutunga, a well-known Kenyan former judge, academic, reform activist, and the Commonwealth Special Envoy to the Maldives, is said to be using the same approach. “There is a growing realisation in Zanu PF, Zimbabwe in general, the region and the international community that the transition which was envisaged after the events of November 2017 did not go well, especially after the elections and August 1 shooting and killing of civilians,” a Western diplomat said.

“The government of Zimbabwe is pursuing an agenda for economic recovery and promoting itself as a trade and investment destination following a presidential transition in November 2017 and the elections. This ‘new economic order’ includes talks to normalise relationships with international partners, creditors and investors. Delivering on promises of austerity measures and reform, as well as growth is imperative in a country where over 80% of economic activity is informal, and citizens’ resilience is being severely tested by a worsening economic situation characterised by an acute liquidity and cash crisis, shortages of goods and company downsizing or closures, among other things.

“Re-engagement to end isolation, pay debts and arrears and get new funding, besides rebuilding foreign, trade and investment relations will require political legitimacy and stability, and a clear and consistent policy reform agenda.

“In this environment, this is not possible, hence we are saying the Zimbabwean government and President Mnangagwa must realise that dialogue and consensus are now a sine qua non for recovery, growth and progress. This can’t be avoided anymore, unless, of course, Zimbabwe is to be allowed to slide backwards into the abyss with disastrous consequences. Leadership is needed to take the country forward. That means putting the national interest above individual and party political considerations.”

Mutunga’s visit comes amid increasing calls for dialogue from churches, civil society and ordinary Zimbabweans. This is largely necessitated by the economic meltdown, widespread suffering and discontent. Only two days ago, prominent cleric and businessman Shingi Munyeza urged Zanu PF and MDC to put their differences aside and focus on nation-building.

The Independent understands Mutunga’s mandate includes looking at a broad framework, before identifying salient issues on both sides, which can be narrowed down to an agenda for talks. This means dealing with issues since the coup through elections to the present.

“Mutunga is engaging to look at the political and economic situation, sources of the political wrangling, the current situation going back to the coup, transition, elections, electoral dispute, the subsequent economic turmoil and the state of the nation to see how dialogue can be structured and facilitated,” one official said.

“He will also specifically look at what issues both parties want addressed before coming up with an agenda for discussion. There are many options which will be considered, not just a Government of National Unity (GNU); remember power-sharing is a system of governance in which all major segments of society are included.

“There are basic principles of power-sharing. It can be grand coalition governments in which nearly all political parties have appointments; protection of minority rights for groups; decentralisation of power or decision-making by consensus. There are several and different models. If people sit down and think they will find ways of doing it.”

Mutunga’s timing could not have been worse, as he arrived at a time Zanu PF is gathering at its annual conference and thus playing hardball. Mnangagwa has been vacillating between calling for dialogue and adopting a hard-line approach. Chamisa has said he is willing to talk, not to join Mnangagwa’s government, but to fix Zimbabwe.

On Sunday, the MDC-Alliance said it welcomes any efforts to push for dialogue and a peaceful transition in Zimbabwe.

“We will always welcome dialogue to help resolve the country’s political and economic problems. The MDC believes in dialogue, a consensus-based approach and collective solutions to the nation’s problems, particularly to arrest the worsening economic crisis, which will see Zimbabweans having one of their worst festive seasons in living memory,” party spokesperson Jacob Mafume said.

“We must put the nation’s interests first, ahead of our individual and party ambitions. This means as the main parties and leaders, we have to show leadership, and stop posturing. Remarks by Mnangagwa that he would not want to engage because he purportedly won the elections and his party supposedly has a two-thirds majority in parliament are unfortunate and unhelpful.

“The fact of the matter is that Mnangagwa, as the Zanu PF leader and candidate, did not win the elections. He knows it. Zec (Zimbabwe Electoral Commission) also knows it. The people know it. Observers also do.

“Even by Zec’s fraudulent count and standards, Mnangagwa still does not have the support of half of the electorate.

The majority of the economically active and productive Zimbabweans, and indeed 80% of taxpayers, don’t support him.

The majority of taxpayers funding his government’s budget and his own salary don’t support him. Besides, he was rejected even by Zanu PF supporters in some constituencies. He won in 129 constituencies out of 210 constituencies, while his party won in 145 constituencies out of 210 constituencies. He even publicly complained about this. He also protested that his own party is plotting to impeach against him, among other complaints. These issues are very important and can’t be ignored. Let’s get real and deal with them timely.

“There is also this myth that Zanu PF won a two-thirds majority in parliament. It did not because we are challenging the results in more than 20 constituencies. You also had chaotic situations like that in Chegutu West where Zanu PF’s Dexter Nduna and our candidate Gift Konjana’s had been declared winners before things changed.

Besides, in some constituencies where Zanu PF won, we had more votes than them, but unfortunately because we had more than one candidate we lost by default. Harare South constituency and many others are clear examples. So when the situation is analysed, Zanu PF has no two-thirds majority to talk about. In the end, that is why dialogue, given all these issues and the messy situation we are now in, is necessary and almost unavoidable if we really want to fix this country. That is what we want, not a GNU.”

Zanu PF spokesman Simon Khaya Moyo said he was unware of talks between his party and the MDC. “I have no idea; there are no talks that I’m aware of,” he said.

Woes Mount For Suspended ZBC’s Tazzen Mandizvidza

By Own Correspondent| Woes mount for suspended ZBC head of news and current affairs Tazzen Mandizvidza after he was notified that he faced disciplinary hearing by the national broadcaster for writing to President Emmerson Mnangagwa complaining that his bosses were unfairly treating him.

In a letter from the national broadcaster’s lawyers Scanlen and Holderness, ZBC said:

“You are hereby notified that the corporation intends to commence disciplinary action against you in terms of the ZBC employment code of conduct (2018) for the following act of misconduct:

“Sometime in January 2018 you inappropriately wrote to His excellency the President of Zimbabwe without valid reason. In that you raised employment related grievances against your superiors and consequently undermined the employment relationship as well as your duty of subordination.”

Mandizvidza has since been slapped with a $1 million lawsuit over financial irregularities that plunged the State broadcaster into massive losses.

He was suspended, together with other bosses some four years ago, over misconduct prejudicial to the company, but was later conditionally rehired.

ZBC claims the debt was never cancelled and that the court should now issue an order compelling him to pay $1 083 362,09 with interest.

Senior Gvnt Official Caught “Resting His Eyes” During AfDB Donation Towards Cholera

By Own Correspondent| Secretary for Finance and Economic Development, George Guvamatanga, was caught napping during a signing ceremony where the African Development Bank (AfDB) availed a USD1 million grant towards fighting cholera in Zimbabwe.

The funds, set to be administered by the World Health Organization (WHO), will be used to procure and distribute emergency response equipment and supplies.

The funds are also for training of staff and volunteers in infection control.

Speaking at the grant signing ceremony, AfDB country manager Damoni Kitabire said the funds were in response to Zimbabwe’s appeal for assistance to combat the outbreak, which first broke out in Budiriro, Harare in September.

Cholera has claimed at least 50 people and infected more than 10,000 others spreading to at least 17 other districts nationally.

Said Kitabire:

“This support to Zimbabwe will complement government’s efforts and assistance by development partners, as well as the WHO, to avert a national and regional social and economic catastrophe by making it possible to prevent further deaths from cholera as well as containing its spread beyond the current affected areas.”

Finance Minister Mthuli Ncube thanked the AfDB for the donation, revealing that the corporate sector in Zimbabwe had since the cholera outbreak donated US13 million dollars toward the cholera fight, with 3 million dollars being mobilized through crowd-funding.

 

 

 

MDC Labels Zanu Pf A Failed Party, Says Conference Resolutions Are Misplaced

 

By Own Correspondent| Opposition MDC has described Zanu Pf as a failed party which does not care for the suffering masses of Zimbabweans.

National Spokesperson of the party, Jacob Mafume said this in a statement saying resolutuons from Zanu Pf’s recently held 17th Annual National People’s Conference exposed the party’s failure to understand the reality on the ground.

Said Mafume in a statement:

 The resolutions of the Zanu PF annual conference exposed their misunderstanding of the reality on the ground. They reflect the failed party’s lack of care for the suffering masses of the Zimbabwe.

As far as the MDC is concerned the top priority of any political gathering ought to be the collapsing economic, social service delivery and the political crisis.

A caring organization would seek solutions for the ongoing doctor’s strike and the crisis in the health sector in its holistic sense including drug shortages. A governing party would seek to find solutions to the recurring cholera outbreaks.

There are issues of remuneration being raised by teachers yet Zanu PF says no word in this respect, they rather send repressive state apparatus to arrest their leaders.

We are however aware that a party which does not derive its mandate from the people will only pursue narrow agendas of self-aggrandizement and self-preservation.

The people of Zimbabwe are facing yet another year of crippling cash shortages, yet Zanu PF made a promise to deal with it in the first 100 days of the so called “New Economic Order”, a promise which they have since gone quiet on.

There is no mention of the liquidity crisis in the resolutions. Unavailability of goods should top the agenda yet Zanu PF pretends everything is normal in this respect. Fuel queues are worsening, and the promise of millions of litres have proved to be hot air.

The MDC always made the point that the fuel industry needed serious reform and that the regulator needs to deal with issues of the quasi monopoly in which a single cartel controls the pipeline.

Speaking of such reforms ought to have topped the agenda as part of the solution to the political crisis.

Zimbabwean institutions are weak and captured, laws are obsolete and divorced from the Constitution.

Zimbabweans are divided and the nation polarised, Zanu PF ought to have spoken about nation building, the social contract and restoration of the moral fabric.

In our view the Zanu PF conference was but a power retention crusade where members were trying to outdo each other in the praise and worship session for Mnangagwa.

It is shocking to have millions of public funds spent for purposes of endorsing someone who should be facing punishment for failing Zimbabweans.

They even passed an outrageous proposal to raise the minimum age for Presidency to 50. A clear disregard of the capability of young people and a direct prohibition of Nelson Chamisa who defeated them hands down in the past election. It is shameless.

The MDC contends that this kind of leadership digs Zimbabwe deep into an abyss.

The citizen must be angry.

We restate that only the five point plan articulated by President Chamisa can save Zimbabwe. Zanu PF ought to have realized that or at least attempted to chat an alternative proposal.

Instead, they moot the return of the dreaded militia through their youth service, a tell-tale sign of the outlook of the 2023 election – a clear failure to break from the failed party’s violence dispossession.

The people of Zimbabwe are tired of politics that does not solve their socio- economic status. They deserve better!  They deserve a legitimate leadership capable of steering this nation on a trajectory of transformation, growth and restoration.

Khaya Moyo Speaks On Presidential Age Limit, Says Party Yet To Receive Communication From War Vets

PRESIDENT Emmerson Mnangagwa’s Zanu PF party has rejected a proposal from its affiliate, the Zimbabwe National Liberation War Veterans Association (ZNLWVA), to raise the age limit for presidential aspirants to 52 years.

War veterans, with support from the women’s league, wanted Zanu PF to use its two-thirds majority in Parliament to amend the national Constitution in what critics have argued is a move to block 40-year-old opposition MDC Alliance leader Nelson Chamisa from contesting the 2023 presidential poll.

Chamisa came close to upsetting Mnangagwa in a bruising election battle early this year, only to lose the closely fought presidential poll after polling 44,3% against the Zanu PF leader’s 50,8%. The MDC leader, however, disputed the election result and brought a petition before the Constitutional Court in a bid to overturn Mnangagwa’s victory which was, however, thrown out for lack of evidence.

Zanu PF spokesperson Simon Khaya Moyo yesterday said the ruling party had not received any official communication from war veterans on the issue. Resolutions passed at the end of the ruling party’s 17th annual conference held in Esigodini, Matabeleland South, last week did not include the contentious proposal.

“As far as I am aware, we have not received any communication regarding the proposed amendment to the Constitution. If it was discussed at the conference, it may have been at the committees’ stage, but it was never brought to the final list for adoption,” Khaya Moyo said.

Insiders said the proposal had found resistance from the youth league, in particular.

“Except for some within the leadership, the entire youth league was opposed to the amendment. It makes very little sense and flies in the face of our new found call to open up the democratic space. It’s like replaying the old record from which the President (Mnangagwa) is trying to walk away,” said a source.

Zanu PF secretary for youth Pupurai Togarepi could not be reached for comment after he was involved in an accident on his way to the conference, while his deputy, Lewis Matutu’s mobile phone went unanswered.

War veterans leader Victor Matemadanda, who has been the most vocal proponent of the resolution, was unwilling to discuss the issue yesterday.

“I am travelling. Can I talk to you later in the day,” he said.

When NewsDay told Matemadanda that the party’s spokesperson had essentially professed ignorance of the proposal, the war veterans secretary-general, who doubles as Deputy Minister for Defence, suggested there could have been an error.

“If he said that, then I would have to discuss with him first before I come back to you,” he said.

Khaya Moyo added that thematic committees bring “numerous resolutions” and most are rejected.

“We have many thematic committees at conference that bring as many as 20 resolutions each. The party cannot adopt everything that is brought before it. It’s impossible,” he said.

Douglas Mahiya, the ZNLWVA spokesperson, however, was more pragmatic and accepted the party’s decision to reject the proposal.

“There was a list of resolutions passed and adopted by conference at the end. It (proposal for age limit) was not there, because the party has a prerogative to fine tune issues as they are brought before it. Zanu PF produces political material to suit a particular environment, and what was communicated to everyone, is what the party adopted,” Mahiya said.

Asked what feedback the war veterans leadership would give to its membership regarding the proposed amendment, Mahiya said: “We will tell them that we put the proposal before the party, it was processed along with other issues and what has been communicated is the outcome of such discussions.”

He said it was up to the membership of the former fighters to seek other ways of presenting their argument.

“It is up to them. But we will not, as an association, seek to present a counter narrative to that of the party,” Mahiya said.

Khaya Moyo said the Zanu PF politburo and central committee were also yet to discuss the issue.

“The proposal has also not been brought before the party’s organs such as the politburo and central committee. But we are a democratic party and people can continue to discuss these issues until such time they have exhausted all channels,” he said.

After the war veterans, the women’s league as well as a number of provincial structures of Zanu PF jumped onto the bandwagon and supported the proposal. However, the party’s Mashonaland Central structure was the first to publicly reject it, following a provincial conference last week.

Intercape Bus Driver Arrested For Evading Arrest

South African police early today arrested the driver of an Intercape bus which killed nine Zimbabweans, among them a toddler, in a road accident near Polokwane on Friday last week.

The bus was travelling from Harare to Johannesburg. Limpopo police spokesperson Colonel Moatshe Ngoepe said the man disappeared from a hospital in Polokwane at the weekend but was intercepted at Beitbridge border post by alert police officers.

He said the man had been charged with nine counts of culpable homicide and would appear before a Polokwane magistrate on Tuesday.

Col Ngoepe withheld the suspect’s name pending his court appearance and said they were still working on identifying the nine victims.

“The Police in Westenburg outside Polokwane have arrested the driver of the bus involved in this horrific accident. He tried to cross the border to Zimbabwe after he was taken to hospital with other 51 injured passengers for medical treatment,” he said.

“As the process of intensive investigations by the Police was unfolding, especially on the possible cause of that accident, he then disappeared following his discharge from hospital and fled towards the Beitbridge port of entry. Police were tipped-off, and swiftly responded and subsequently, the driver was caught hidding inside goods trailer of a truck trying to illegally cross the border into Zimbabwe,” he said.

Electoral Promises Tracking System On Cards

Zanu PF and MDC Alliance legislators will move a motion to introduce an electoral promises tracking system meant to ensure that they deliver on the pledges they make to the electorate during campaigning.

In a development that is likely to bring a smile on the faces of the electorate, if implemented through, legislators from the two major political parties in parliament say they will bring to parliament a motion to introduce an electoral promises tracking system.

ActionAid Zimbabwe Head of Programmes and Policy Toendepi Kamusewu said the major areas of concern where little has been done by politicians to fulfill their electoral promises is gender and health service delivery.

Head of the Zimbabwean delegation to the meeting with Zambian legislators in Livingstone, Zambia, Advocate Fortune Chasi said the legislators also agreed to stop squabbling which has cost a lot of valuable time for serious discussions in the parliament.

“Stop Being Prefects Of Sithokozile Chamisa’s Life”: Linda Masarira Tells Social Media Trolls

By Own Correspondent|| Spokesperson  for the MDC T led by Dr Thokozani Khupe, Linda Masarira has come to the defence of MDC president Nelson Chamisa’s wife Sithokozile urging them to stop bring “prefects of other people’s lives”.

Social media trolls mocked Sithokozile for her dressing and for looking older than her husband.

The unsavoury comments came after Chamisa and his wife, together with other senior MDC officials attended an end of year dinner last week on Friday.

The remarks did not go down well with Masarira who said:

“I think Zimbabweans have totally lost it. It’s just totally unacceptable to abuse or insults anyone by her looks. What is wrong with us? Why do we pride ourselves which such toxicity and vile language to another sister?

Leave Mrs Chamisa to be herself. Enough of this life monitoring, hate speech, insults and being life prefects to other people. We have better issues to discuss as a people than to spend time judging peoples looks. I stand with Mrs Chamisa, leave her alone and stop insulting her and how she prefers to dress.”

Inflation Comes Back To Haunt Zimbabwe Again

Zimbabwe’s annual rate of inflation increased by 10,16 percentage points to 31,01 percent in the month of November from 20.85 percent in October as speculative price increases took their toll on the economy.

The year on year inflation rate (annual percentage change) for the month of November 2018 as measured by the all items Consumer Price Index (CPI) stood at 31.01 percent, gaining 10,16 percentage points on the October 2018 rate of 20,85 percent, highlighted latest figures from the Zimbabwe National Statistical Agency (ZimStats).

The year on year Food and Non Alcoholic beverages inflation, prone to transitory shocks, stood at 42,71 percent whilst the Non-food inflation rate was 25,40 percent.

And on a monthly basis, prices increased by 9,2 percent last month compared to 16,44 percent in October.

The month on month Food and Non Alcoholic Beverages inflation rate stood at 14,53 percent in November 2018, shedding 5,59 percentage points on the October 2018 rate of 20,12 percent. The month on month non-food inflation rate stood at 6,50 percent, shedding 8,16 percentage points on the October 2018 rate of 14,66 percent.

Speculative and profiteering tendencies in the past few months have continued to exert pressures on the country’s inflation.

Observers have also attributed the quickening inflation to the continuance of the parallel currency market.

Chamisa Empowered To Deal With ‘Sellout’ Mudzuri

The fate of MDC Alliance vice president Eng Elias Mudzuri will now be decided by opposition leader Mr Nelson Chamisa after the national council referred disciplinary issues against the former Harare mayor to the party’s presidium.

The MDC Alliance presidium consists of Chamisa (president), Professor Welshman Ncube, Eng Mudzuri, Morgen Komichi (vice presidents) and Thabitha Khumalo as chair, according to spokesman Jacob Mafume.

The MDC Alliance national council met on Saturday last week at the party’s headquarters in Harare.

Mr Mafume confirmed the latest developments on Eng Mudzuri in a statement yesterday.

“The meeting noted the allegations against vice president Mudzuri’s conduct and resolved that the matter be dealt with by the presidium,” said Mr Mafume.

Eng Mudzuri, who reportedly wants to challenge Mr Chamisa for the party presidency at next year’s congress, was recently taken to task by party officials for being part of a parliamentary delegation of presiding officers that paid a courtesy call on President Mnangagwa at State House.

A video of him being quizzed by senior members of the party for his attendance went viral on various social media platforms.

The MDC Alliance has refused to acknowledge President Mnangagwa’s electoral victory in the July 30 harmonised elections although its electoral petition at the Constitutional Court was thrown out for lack of merit. The party doesn’t want its officials to acknowledge President Mnangagwa.

The MDC Alliance congress was initially scheduled for February next year but Mr Chamisa and his allies now want it in October to give him time to purge the party of potential challengers.

Eng Mudzuri and the party’s secretary-general, Mr Douglas Mwonzora, are expected to contest Mr Chamisa for the party’s presidency.

Eng Mudzuri has not been attending MDC Alliance meetings at Harvest House of late.

Party insiders say EngMudzuri is afraid those in Mr Chamisa’s camp might unleash violence on him if he visits the party headquarters.

A number of senior party officials have been assaulted at the MDC Alliance headquarters before, including Mr Elton Mangoma, for harbouring leadership ambitions.

Also at its meeting on Saturday, the MDC Alliance national council resolved to carry out a post-mortem of its parliamentary candidates selection criteria after it performed dismally in the July 30 elections.

“In respect of the party’s parliamentary campaign in the 2018 elections, the party resolved to set up an inquiry to review candidate selection and make recommendations for future elections.

“The meeting reviewed progress made in the integration process and resolved that the process be completed in the shortest possible time,” added Mr Mafume.

Zanu-PF won the parliamentary elections with a two-thirds majority.

Gweru Taxi Driver Murdered, Dumped In A Dam

A taxi driver from Gweru was brutally murdered in a suspected robbery and had his body dumped in a dam with his hands and legs tied with an electric cable.

Phillip Kuzorahunye (27) of Mkoba 5 high-density suburb a taxi driver is said to have been kidnapped on Saturday last week by unknown assailants who had pretended to be clients.

His body was later discovered after he had been missing for three days in Zaloba Dam on the outskirts of Gweru.

His father, Mr Solomon Kuzorahunye, told the police that on Saturday at around 7 pm, Phillip left their home and went to town to look for clients.

It is assumed that while on his routine, he was hired by unknown people and did not return home which alerted his father to report him missing at Gweru Central Police Station.

“It is alleged that Phillip had a Honda Fit which he used as a taxi. He left home at around 7pm and went to town where he was hired by unknown people. The people allegedly kidnapped, robbed and murdered him before dumping his body in a dam.

“When Phillip did not return home, his father Mr Kuzorahunye reported the matter to the police,” said a police source.

On December 10 Phillip’s body was discovered by two boys who were playing near the Dam.

“On , at around 5pm Phillip’s body was discovered floating in Zaloba Dam by two boys. The lads then informed one of the villagers who then reported the matter to Gweru Rural Police Station.

“Phillip’s father came and positively identified the body as that of his son. The body had bruises all over and his hands and legs were tied with an electric cable. The body was taken to Gweru Provincial Hospital (GPH) for a post-mortem,” said the source.

Efforts to get a comment from police were futile as Midlands Police spokesperson Inspector Joel Goko was said to be out of office.

Mixed Sentiments Over Mutumwa Mawere’s Appearance Before Parliamentary Committee

 

Terrence Mawawa|Members of the Friends of Shabanie and Mines(FOSMM), a not for profit organization have expressed mixed feelings over Mutumwa Mawere’s scheduled appearance before the Parliamentary Portfolio Committee on Mines and Energy.

Dr Daniel Shumba believes it might not be helpful for Mawere to appear before the Temba Mliswa led committee at this juncture.

” As president of ‘The Zimbabwe Advocacy Forum’ and Consultancy, I have recommended that Mr Mawere cannot appear before a Committee of Parliament for or on behalf of SMM.

Firstly, the Recon order and other ancillary issues in respect to SMM are before the courts. Mr Mawere has not been engaged nor notified of the stage where the Reconstruction is at. Clearly, the Administrator through the Minister of Justice is obligated by law to engage Mr Mawere before the Reconstruction is finalized.

Posting Of Abusive And Illicit Material On Internet Banned And Declared A Serious Offence

THE Postal and Telecommunications Regulatory Authority of Zimbabwe (Potraz) has urged minors to report anyone who sends explicit and abusive messages on their cellphones, to either the State regulator or the police.

Addressing thousands of Southlea Park residents who braved the rains to attend a road show in Harare yesterday, Potraz official George Manyaya said it was illegal for anyone to send abusive messages or pictures to anyone, more so children.

Manyaya said although the country should embrace technology, sending abusive and explicit messages is banned and anyone caught doing so is liable for prosecution.

“As parents, let us not ignore signs of bad behaviour that we would have noted in our children. To you children, if you see something that bothers you, discuss it with your parents or someone you trust,” Manyaya said.

Abuse of social media and the internet has been on the rise among youths, with the viewership of pornographic material said to be on the rise.

Potraz, in partnership with State broadcaster, Radio Zimbabwe, has been to Mutoko, Nyanga, Gokwe, Chiredzi and Lupane, among other areas, educating people on their rights and what they should do when they feel shortchanged by telecommunication companies.

Manyaya said children have been lured by pedophiles through the internet and parents should report such cases to the police.

“The internet is also used by people who do not always have good intentions, but who intend to harm, harass or bully other people,” he said.

Potraz said children have the right to make use of technologies to develop their personalities and increase capabilities. “Children have a right to protect their identity, a right to participate, have fun and access age-appropriate information,” Manyaya said.

Manyaya said Potraz would continue to ensure that subscribers access quality service and that their concerns are addressed by service providers.

In the past, consumers have complained about poor services with no recourse from service providers.

Mnangagwa Promotes Commander Who Lied Under Oath That Soldiers Were Shooting At 45 Degrees

By Farai D Hove| While the Motlanthe Commission report remains undisclosed, ZANU PF leader Emmerson Mnangagwa has promoted the military commander who lied under oath that 1 Aug soldiers shot at civilians at a 45 degree angle.

Mnangagwa has promoted two Brigadier Generals Sanyatwe and Thomas Moyo to the rank of Major General.

The two promoted are Major General Thomas Moyo and Major General Anselem Sanyatwe. The promotions are in terms of section 15(1)(b) Paragraph 2 of the Defence Act.

Zimbabwe Defence Forces Commander General Phillip Valerio Sibanda conferred ranks to the newly promoted senior officers and encouraged them to continue working hard in their new responsibilities.

“You need to do more than you did before because rank comes with responsibilities,” said Sibanda while conferring the new ranks.

In his acceptance speech, Major General Moyo commended his superiors for showing confidence in their work.

The conferment of the ranks was witnessed by the Commander Zimbabwe National Army, Lieutenant General Edzayi Chimonyo and several senior officers.

Surprise!! “Hands Off Chamisa’s Wife,” Says Linda Masarira

Own Correspondent|In a surprising move, one of Nelson Chamisa’s rabid critics came to the defence of his wife after some people made some rather unflattering remarks about her on social media.

Linda Masarira the spokesperson for the breakaway MDC-T party led by Thokozani Khupe never seems to miss an occasion to attack Chamisa and his MDC party so it was quite unexpected to hear her defending Chamisa’s wife Sithokozile.

Said Masairira,”Kusvikira rinhi Meso achiona muromo usingataure. I think Zimbabweans have totally lost it. Its (sic) just totally unacceptable to abuse or insult anyone by her looks. What is wrong with us? Why do we pride ourselves which such toxicity and vile language to another sister?”

“Leave Mrs Chamisa to be herself. Enough of this life monitoring, hate speech, insults and being life prefects to other people. We have better issues to discuss as a people than to spend time judging peoples looks.”

Unsurprisingly, there were mixed reactions to Linda’s stance. Some applauded her for seeing past her “hatred” of Chamisa to defend his wife which others accused her of trying to manipulate the situation in order to remain “relevant”.

Others went as far as saying that she was trying to divert attention from her misadventures at a local bar where she went gangster and threatened to beat up a reveller.

Report: Mnangagwa To Retire SB Moyo In First Ever Cabinet Reshuffle?

By Own Correspondent| An online report has claimed that President Emmerson Mnangagwa is reportedly mulling a  cabinet reshuffle that will see minister of foreign affairs Sibusiso Busi Moyo retiring from the ministry of Foreign Affairs and taking up full time position at the ZANU PF Headquarters.

According to the report, a source from the Office of the President revealed that Mnangagwa is reportedly planning several changes in both the party and government.

The source revealed that there is discussion between the President and his advisors to effect several changes in the party and in government.

Said the source:

“The ones that seems to be agreed upon so far are that Cde Victor Matemadanda should become the National Chairperson of the Zimbabwe National Liberation War Veterans Association and be deployed full time at the party headquarters.

You are also likely to see minister Sibusiso Moyo being retired from government politics and being redeployed to party HQ to replace Cde Obert Mpofu who is retiring from active politics.

Another interesting one is that Amai (Monica) Mutsvangwa may be moved to replace SB Moyo and you are likely going to see the razzmatazz deputy minister Energy Mutodi being elevated to become substantive minister of media, information and broadcasting services.

Also another big one is that Cde Lovemore Matuke is being touted for the ministry of state presidential affairs.”

This will be the first cabinet reshuffle since Mnangagwa won the 2018 harmonised elections.

ARTUZ Salary Caravan Latest, Police Pounce On Marching Teachers

By Own Correspondent| Police details have once again pounced on Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) following their release today in Marondera after the State failed to institute charges against the striking teachers.

The teachers, who were arrested on Friday in Macheke were set to appear before the court in Marondera.

Said Obert Masaraure, ARTUZ President:

“Our case was not even heard because the prosecutors realised that the charges were not fit to be heard before a court.

We were getting ready to continue with our protest but we have encountered another challenge where the District Police boss identified as one Superintendent Nenguwo has unleashed riot police on us with the instruction to beat us.

There are two police trucks full of baton stick wielding officers who have told us that they are ready to deal with us if we proceed with the march.

Our lawyers are currently engaging them. We hope that there will be consensus because we are ready to finish the last leg of our protest hoping that government will address our concerns”.

Nine ARTUZ members were on Saturday arrested in Macheke during the march before being taken to Marondera Central Police Station where they were charged with criminal nuisance and were released into the custody of their lawyer, Timomuda Shoko from the Zimbabwe Lawyers for Human Rights.

Anderlecht have fired their coach, Hein Vanhaezebrouck, following a string of poor results.

Farmers Irked By New Wheat Producer Price

By Own Correspondent| While a certain section of Zimbabwean wheat farmers have welcomed the producer price for wheat for the 2018/19 farming season, another section of farmers believe the new price falls short of their expectations.

The government has set the price at $630 per tonne.

Zimbabwe Farmers’ Union (ZFU) director Paul Zakariya said:

“Any upward adjustment of producer prices at the moment is welcome. What needs to be further interrogated is the extent to which such adjustments may go.

Obviously, the issue of prices in the country has become very topical. It is, however, important to ensure enterprise viability by tracking the costs of production. While this is being assessed, farmers are advised to maximise yields per unit area. Some level of comfort can be derived from that.”

However, Federation of Farmers’ Unions chairman Mr Wonder Chabikwa said that the new price does not meet the farmers’ expectations.

He said;

“Judging from farmers’ expectations of $800 per tonne, it appears this price falls short of the desired increased production. Import parity and cost of production from those sources need to be looked.”-StateMedia

Armed Robbers Pounce On Smart Bus, Kill One, Injure Several Others

By Own Correspondent| One woman died while three others were injured when a Smart bus they were travelling in was attacked by two armed robbers 10km before Beitbridge town Tuesday.

The police could however not yet comment on the matter although sources close to the case said they were yet to make any arrests.

The District Medical Officer for Beitbridge, Dr Lenos Samhere said they received four patients who were injured during the robbery.

Said Dr Samhere:

“One woman who had been shot in the head died upon admission. Three others have superficial injuries and will be treated and discharged.”

Soldier Arrested For Armed Robbery Using Army Weapon

A MEMBER of the Zimbabwe National Army (ZNA) recently appeared before Guruve magistrate facing allegations of shooting a Guruve man before robbing him of a Toyota Quantum vehicle, $6 000 in bond notes and US$200.

Wayne Masaiti (26) pleaded not guilty to armed robbery before magistrate Shingirai Mutiro, who remanded him in custody to December 24.

Public prosecutor Albert Mazhindu alleges Masaiti and his three accomplices, who are still at large, broke into Peter Munatsa’s house at Dzvukamanja shops in Guruve on December 2, around 10pm and demanded cash. Munatsa resisted and was shot on the right knee. Masaiti and his accomplice then allegedly took money and the vehicle, which they later dumped along the Guruve-Rafingora Road. He was later picked by police for questioning in connection with the case, and he was positively identified by Munatsa as the shooter.

The State opposed bail, saying Masaiti was likely to commit similar offences because the weapons used to commit the offence had not been recovered.

In an interview with ZimEye, ARTUZ President Obert Masaraure confirmed the development adding that the Salary Caravan was continuing today following the latest development.

Said Masaraure:

“Over 170 teachers are going to continue with the protest.

We are already getting ready to continue with our protest and finish the last leg of the journey.”

The ARTUZ Salary Caravan is a protest march by teachers aimed at pushing government to pay teacher’s salaries in forex. The teachers are also demanding their bonuses in full among other grievances.

By A Correspondent| Zimbabwe’s youngest chiropractor, Dr Kudzai Zvenyika has flown back home from New Zealand to spend days “healing” poor villagers who cannot afford the expensive service. Records seen by ZimEye show that there are only 10 operating chiropractors in Zimbabwe and so Dr Zvenyika’s service could not have come at a better time.

The burden of musculoskeletal disorders is greatest amongst the poor and elderly particularly those living in rural communities (1). In countries like Zimbabwe where a series of economic meltdowns have significantly decreased the quality of life of millions, the health inequality gap between the haves and the have nots has only widened. In 2018, after a tumultuous political period the economy took a downturn in the second half of the year with sadly familiar scenes of cholera outbreaks, food and petrol queues and the beginning signs of runaway inflation yet again.

An eerily similar climate as that of the 2008 depression that rocked economies of the world. With several pharmacies across the country now only receiving cash payments for certain drugs in foreign currency at inflated prices, having a chronic condition such as hypertension or diabetes has become increasingly difficult to manage. This added even greater stress to an already ailing health care system.

And like in most developing nations, the posture of many health care systems is that of damage control in addressing the most life-threatening diseases that leaves little energy to focus on less urgent but highly important musculoskeletal health. This is coupled with the general poor management of musculoskeletal health, particularly neck and back pain, by most health care systems around the globe (2).

It is no wonder that there is an enormous burden of musculoskeletal disease is countries like Zimbabwe. In November 2018, a small group of Zimbabwean chiropractors set out on a mission trip to to rural Gutu, Zimbabwe to get a sense of this burden and alleviate it as best they can. Chiropractic is a little known profession in Zimbabwe with a handful of practitioners in the country in mostly urban settings.

Literally meaning ‘done by hand’ chiropractors can help relieve a number of neuoromusculoskeletal disorders without a lot of overheads such as medications or surgical equipment. With no need for drugs or surgery for treatment, chiropractors can squarely place themselves at the centre of the global spinal health crisis with the ability to diagnose and offer treatment for a range of conditions.

The potential impact of a low cost, low-tech intervention that has been proven to significantly impact on neuromusculoskeltal conditions (3) is enormous. As Spine Health Africa, we hope to continue to meaningfully alleviate the burden of spinal disorders in Zimbabwe beginning with the most vulnerable among us.

Arrested Marching Teachers’ Spirits Remain High

MEMBERS of the Amalgamated Teachers Union of Zimbabwe (Artuz) have vowed to proceed with the salary caravan march today, despite their leaders being arrested and hauled before the courts.

Nine Artuz members were on Saturday arrested in Macheke during the march before being taken to Marondera Central Police Station where they were charged with criminal nuisance. They were released into the custody of their lawyer, Timomuda Shoko from the Zimbabwe Lawyers for Human Rights. They will appear at Marondera Magistrates’ Courts today.

Speaking to NewsDay in Marondera yesterday, Artuz boss Obert Masaraure said they would continue with the march today after court proceedings.

“The arrest was an act of banditry by the State against its own citizens. It was barbaric to say the least. Unarmed teachers were confronted by heavily armed police officers and thrown in custody without a charge. Charges were only preferred seven hours after the arrest,” he said.

Meanwhile, Zimbabwe Teachers Association has strongly condemned the detention and arrest of the protesting teachers, and threatened that its members would down tools next term if government did not address their demands.

Caught In The Act, Female Teacher Runs Naked In Front Of Students

A married Fashion and Fabrics female teacher at Chimedza Secondary School in Ward 28, Gutu district, was recently caught pants down with a fellow married male teacher and she ran for dear life in the teachers’ compound while stark naked, TellZim News can report.

Loveness Magadza nee Maeka and his lover Golden Paradzai – a Geography teacher – were busted by Paradzai’s wife in the evening of December 04 after she unexpectedly came back home from Mpandawana growth point where she works.

Sources told TellZim News the illicit couple often took advantage of the absence of Paradzai’s wife to have a good time together in Paradzai’s apartment.

However, all hell eventually broke loose at around 16:00hrs on the fateful day when Paradzai’s wife visited her husband unexpectedly, only to find her husband sleeping with Magadza on their matrimonial bed in the teachers’ cottage.

Paradzai’s wife started assaulting Magadza who then managed to sneak out of the house and run for dear life in her birthday suit.

The embarrassing incident reportedly happened in the full glare of some pupils who had just started leaving school at the end of the day.

Chimedza Secondary School head, Joe Marembo said he was yet to formally submit a written report to the District Schools Inspector (DSI).

“Yes, I heard of the incident which allegedly happened when I was away in Mpandawana for a workshop and I will soon write a report about it. I can’t speak anything more,” said Marembo.

Another source later told TellZim News the School Development Committee (SDC) had called a meeting where a decision was made to transfer the two offending teachers from the school.

“A meeting was held on Thursday (December 06) and the SDC advised the two teachers to leave the school and find another work place starting next term. The parents said they could no longer entrust their children with them,” said the source.

Parents are said to have complained that the two teachers had put the name of the school to shame and they were a bad example to school children.

Hate Speech Against Women Was Just Too Much In 2018 Politics

A 2018 gender audit on elections by the Women in Politics Support Unit (WiPSU), released on Thursday, has revealed that female candidates in the July 30 polls suffered a lot of hate speech and violence, which in turn impaired their political participation.

WiPSU director Sakhile Sifelani Ngoma, in her opening remarks at the launch of the report in Harare, described the 2018 plebiscite as “a very difficult election for women”, adding that it is now time to rethink strategies that can protect women in politics ahead of the 2023 elections.

Buhlebenkosi Tshabangu-Moyo, who presented the WiPSU gender audit report, said the 2018 election was a highly digital election, resulting in increased use of social media hate speech, with a record 2 470 candidates using social and electronic media to reach out to citizens.

“The many faces of violence attack undermine and deter women’s participation in public political affairs and in the electoral cycle,” Tshabangu-Moyo said.

“A record of 1 822 women contested for seats in the 2018 elections, an increase of over 900 women since the 2013 elections,” she said.

Rumbi Katedza, who presented the WiPSU report on hate speech, said in their tracking from the month of January 2017 to November 30 2018 (23 months), it was revealed that 3 122 incidents of hate speech, with 57% of the perpetrators being male and 43% being female, were exposed.

“A total of 1 699 women candidates were targets of hate speech, while 949 males were victims of hate speech. It becomes clear that women contesting in elections are subjected to the abusiveness of hate speech twice more than their male counterparts, raising the issue of discriminatory practices within the political context, undermining women rights to equal opportunities,” Katedza said.

She said there was also hate speech churned out by members of the public (60%) during the elections, which shows that there is need for voter education which speaks to the code of conduct.

“All presidential candidates were subjected to hate speech. Women presidential candidates were subject to double the hate speech that their male counterparts received.

Four hundred and twenty one incidents of hate speech against women presidential candidates were recorded, compared to 256 incidents targeted on male presidential candidates,” Katedza said.

Killer Intercape Bus Driver Arrested

South African police early today arrested the driver of an Intercape bus which killed nine Zimbabweans, among them a toddler, in a road accident near Polokwane on Friday last week.

The bus was travelling from Harare to Johannesburg. Limpopo police spokesperson Colonel Moatshe Ngoepe said the man disappeared from a hospital in Polokwane at the weekend but was intercepted at Beitbridge border post by alert police officers.

He said the man had been charged with nine counts of culpable homicide and would appear before a Polokwane magistrate on Tuesday.

Col Ngoepe withheld the suspect’s name pending his court appearance and said they were still working on identifying the nine victims.

“The Police in Westenburg outside Polokwane have arrested the driver of the bus involved in this horrific accident. He tried to cross the border to Zimbabwe after he was taken to hospital with other 51 injured passengers for medical treatment,” he said.

“As the process of intensive investigations by the Police was unfolding, especially on the possible cause of that accident, he then disappeared following his discharge from hospital and fled towards the Beitbridge port of entry. Police were tipped-off, and swiftly responded and subsequently, the driver was caught hidding inside goods trailer of a truck trying to illegally cross the border into Zimbabwe,” he said.

The Motlanthe Omission of Inquiry – Defiled and Defied Justice

The 30th of July elections in Zimbabwe almost painted and sold a superficial and dummy picturesque of a changed regime to the world and hearts of many. Had the lingering demons of untamed violence and State brutality not manifested on the 1st of August, the devil could have comfortably found his way into the temple!

The events of the 1st of August were bloodcurdling and heartrending, to say the least. Innocent civilians, most of who were not even taking part, directly or indirectly, in acts of insurgency, were butchered in cold blood.

The right to demonstrate in Zimbabwe is constitutional, and citizens have the right to do so, as provided for by Section 59 of the Constitution of Zimbabwe (Amendment No. 20 of 2013). However, despite this inalienable right, we recognise that the enjoyment of this right should and must not prejudice the rights of others, as such, any unlawful activities should have been dealt with in a proper way by the police.

It is unfortunate that despite the usual ranting and raving by the police, accusing and blaming the opposition for the 1st of August violence – and even the unfortunate murders of at least six people – not even a single arrest has been made to date in connection with the violence, except the blatant and veiled attempt to arrest the 22 MDC Alliance members who were seized with parallel vote tabulation at the party’s national headquarters, the Morgan Tsvangirai House. The 22 members have since been released after the State failed to prove a case against them.

The sanctity of human life

The killing of at least six innocent people on the 1st of August has no justification whatsoever, howsoever, and by whomsoever, even in Hades. The right to life is codified in Chapter 4 Section 48 of the Constitution of Zimbabwe. Section 48 emphasises on the right to life of every Zimbabwean, whether delinquent or not. Whatever crime the protesters were committing, or alleged to have been committing, could not have warranted the wanton murder of unarmed civilians by the uniformed forces – according to the pictorial and video evidence we have so far.

These murders, purely criminal in nature, were against the laws of Zimbabwe, and they must be given the condemnation they deserve, and must be prosecuted befittingly in a competent court of law, without fear or favour. Only the prosecution of the murderers and truth, will give a proper purgation and catharsis to the August 1st events.

The Motlanthe Commission – A post-mortem analysis

On the 19th of August 2018, Emmerson Mnangagwa appointed Kgalema Motlanthe as the chairman of a commission to inquire into the post-election violence of 1st August. The commission was composed of seven commissioners whose selection was a sole prerogative of the President. In light of natural justice principles, particularly at this point, the nemo judex in sua cosa (literally meaning; no man can be a judge in his own case), President Mnangagwa was never the right person to appoint a commission to investigate a case in which he is an accomplice.

The most honourable thing he could have done was to recuse himself and let independent establishments to appoint commissioners whose integrity to the task was unquestionable, and commissioners that are undefiled and acceptable to all. It is a common principle of logic and justice that a criminal cannot choose a judge to hear case in which he/she is being convicted of. The decision by Emmerson Mnangagwa to appoint a commission was not only faulty at law, but also mischievous.

The terms of reference for the commission were grossly insipid and a deliberately unscrupulous attempt by the presidium to sway the focus of the commission from the crux of the issues at stake. The terms of reference were merely pre-emptive of a desired outcome and were disingenuously designed not to find out the truth, but to shift the blame.

The preoccupation of the terms of reference on placing the blame on demonstrators and their alleged leaders was simply disturbing and un-strategic by whosoever designed them. The indispensable need to find out who deployed, ordered, and murdered innocent civilians on the 1st of August was a loud and conspicuous deliberate omission on the terms of reference.

The President of the Republic of Zimbabwe, in accordance with Section 213 of the Constitution, is responsible for deploying the Defence Forces. And as the Commander-in-Chief of the Zimbabwe Defence Forces, and the only authority with an exclusive right to deploy the army, was, in all essence, supposed to have been the first witness to be summoned before the Motlanthe commission to explain how he deployed the army into the streets of Harare without Parliament and Cabinet approval. The procedures that the police and the army followed were inconsistent with the current Constitution, thereby invalid and illegal.

It was very worrying and disheartening when a whole convocation of army and police generals came to the commission to exhibit their shameful mathematical deficiencies and lack of logical consistency as they were narrating their uninspiring and conspicuously fabricated cacophony of lies.

Their testimonies were a devious concoction of lies, deceit and malice. “The soldier was shooting into the air at an angle of 45˚,” said Anselem Sanyatwe, the National Reaction Team Commander. My foot! This military formula of 45˚ is so outlandish, scathing and laughable, it defies all logic. The pictorial and video evidence of a crouching soldier firing a salvo into the running crowd is a monumental justification and answer to the who killed who question.

The composition of the commission, the kind of factual dishonesty that some of the witnesses unashamedly exhibited under oath, and the prejudice against some witnesses leaves a lot to be envied about the commission. The crouching soldier was supposed to be invited to explain his behaviour and give a mathematical formula as to how his automatic AK47 assault rifle, as it appeared on the video that went viral of social media, was shooting at 45˚ angle.

Our leaders in Zimbabwe must learn that sometimes there are benefits that can be accrued by owning-up. We hope, as a nation, that the Motlanthe commission, despite all its shortcomings and the misgivings that were levelled against it by the people of Zimbabwe, was guided by principles of truth, objectivity and fairness, otherwise the whole three months they’ve been roaming around in Zimbabwe, gobbling the taxpayers’ money, will amount to nothing.

Zimbabwe Slowly Moving Towards 2008 Crisis As Inflation Hits New High

ZIMBABWE’S inflation soared to a fresh 10-year high of 31.01 percent year-on-year in November from 20.85 percent in October after prices of basic goods spiked, amid an acute shortage of dollars that has made imports expensive.

On a monthly basis, prices increased by 9.2 percent in November compared to 16.44 percent in October.

Zimbabwe adopted the U.S. dollar in 2009 after its own currency was made worthless by hyperinflation.

But Zimbabweans have watched as the dollars in their bank accounts, known as ‘Zollars’, have lost value against cash U.S. dollars. That is because there are more Zollars in banks than actual U.S. cash dollars available, analysts say.

Central bank data shows that some $10 billion were being held as electronic dollars in bank accounts but less than $250 million in cash dollars.

On the black market, one needs $3.50 to purchase $1 in cash, a situation which has seen some businesses charging multiple prices for their goods.

“Untouchable” ZANU PF Activist Gets Two Months For Threatening To Shoot A Villager

A Zanu PF activist from Nyabira has been sentenced to two months in jail after threatening to shoot a villager he found setting up a goat pen.

Chinhoyi magistrate Letwin Rwodzi was last week told that on November 27, Brighton Matikiti (47) found Peter Imbayago of Umvukwe Farm building a goat pen and ordered him to stop, saying the farm belonged to him.

Imbayago told Matikiti that he had been instructed to build the pen by his employer who owned the land and the Zanu PF activist drew out a pistol from his pocket and pointed it at the complainant.

He threatened to kill Imbayago if he did not comply with his orders. The matter was reported to the police, leading to Matikiti’s arrest.

Imbayago told the court that Matikiti had boasted that he was untouchable because he was a Zanu PF member.

Matikiti pleaded guilty and was sentenced to two months in prison or pay a $200 fine.

Police Officer Assaults Junior For Failing To Buy Him Beer

There was drama in Mt Darwin when a top police officer allegedly bashed a junior cop for failing to buy him beer.

Wesley Zimbonja (41) of Mt Darwin Police Station reportedly went to a night club in Mt Darwin on Tuesday evening and demanded beer from Clever Makara.

Makara only managed to buy two Castle Lite pints before running out of money.

Zimbonja allegedly slapped Makara twice on the cheek after the junior officer told him he had run out of money.

Makara reported the matter at Madziva Police Station under CR number 40/12/18.

Mashonaland Central acting police spokesperson Sergeant Tonny Nyandoro said he was yet to get the report.

Mukanya In Another Flop Show In Beitbridge

For someone seeing him for the first time, they would be forgiven if they said they have not missed much.

Scores of his faithful fans that have followed him for years would most probably say age is catching up with Thomas Mapfumo and perhaps it is time to bid regular staging or whirlwind tours bye.

Or maybe he did not get adequate time to rehearse with the group of musicians he had on his crew, particularly the cute dancing girls who looked newly enlisted?

Smart they were, yet choreography was another thing.

Two of the lady dancers with twin costumes were polished while the other two were more often than not lost and seemed to have been roped in to complete the 16-piece orchestra.

Perhaps, the effect of his long haul flight from his base in the United States of Americawas taking its toll, Mapfumo’s offering at his Beitbridge leg of the Peace Tour was just not convincing.

Coming against the background of an aborted show in Gweru where, politics failed to give way to the independence of art, Mukanya could have done better.

The crowds sang along golden oldies, trademark sounds that have made Mapfumo the great name he is today. Shabeen, Joyce, Chipatapata and Mugarandega were some of his ballads and he would have the crowd providing live show background vocals.

His pricing may, however, have managed to sieve out undesirable chatacters.

There were no violent incidents at all and police on duty also enjoyed the music.

“Save for a few visiting pickpockets, the crowd is so peaceful and drinking happily,” a cop told The Standard Style.

“Thief” Steals Car, Returns It To Owner With A Full Tank Of Petrol

Own Correspondent|It’s not often you’ll hear of a happy ending after having your car stolen.

But that was the case for one Canadian woman when her car was stolen, only for it to be returned by the alleged thief with a full tank of petrol.

On December 9 a Nova Scotia woman called police to report her car had been stolen from a parking lot.

According to the owner, she parked next an identical vehicle she was driving.

But when she returned from her shopping trip her car was gone.

As it turns out, the “thief” who took her car did so by mistake – his key somehow managing to open the door on the vehicle.

Once the “thief” realised he had taken the woman’s car instead of his own, he drove to the petrol station and filled up the petrol tank before returning the car.

Police said woman even reimbursed the “thief” for the petrol.

“Although it doesn’t appear either vehicle was left running, it serves as a reminder that vehicle thefts do occur during the winter months when vehicles are left running and unattended,” Canadian police said in a release Monday.

Halifax police spokesperson Cpl Dal Hutchinson told the Toronto Star that such situations are rare, but also admitted he’s mistaken a car for his own before.

“I jumped in, turned quickly and looked—and the woman sitting in the passenger side wasn’t my wife. My wife was in the next vehicle watching this, laughing,” Hutchinson said.

The incident has been described as the most Canadian car-thief story of all time.

Soldier Charged Of Robbery

A Zimbabwe National Army (ZNA) member recently appeared before Guruve magistrate facing allegations of shooting a Guruve man before robbing him of a Toyota Quantum vehicle, $6 000 in bond notes and US$200.

Wayne Masaiti (26) pleaded not guilty to armed robbery before magistrate Shingirai Mutiro, who remanded him in custody to December 24.

Public prosecutor Albert Mazhindu alleges Masaiti and his three accomplices, who are still at large, broke into Peter Munatsa’s house at Dzvukamanja shops in Guruve on December 2, around 10pm and demanded cash. Munatsa resisted and was shot on the right knee. Masaiti and his accomplice then allegedly took money and the vehicle, which they later dumped along the Guruve-Rafingora Road. He was later picked by police for questioning in connection with the case, and he was positively identified by Munatsa as the shooter.

The State opposed bail, saying Masaiti was likely to commit similar offences because the weapons used to commit the offence had not been recovered.

ED Plots Cabinet Reshuffle, SM Moyo Faces The Axe

President Emmerson Mnangagwa is reportedly mulling a cabinet reshuffle that will see minister of foreign affairs Sibusiso Busi Moyo retiring from the ministry of Foreign Affairs and taking up full time position at the ZANU PF Headquarters.

A source from the Office of the President revealed to us several alleged changes that are being considered.

“There is a discussion among the President and his advisors several changes in the party and in government. The ones that seems to be agreed upon so far are that Cde Victor Matemadanda should become the National Chairperson of the Zimbabwe National Liberation War Veterans Association and be deployed full time at the party headquarters.” The source said.

“You are also likely to see minister Sibusiso Moyo being retired from government politics and being redeployed to party HQ to replace Cde Obert Mpofu who is retiring from active politics.

“Another interesting one is that Amai (Monica) Mutsvangwa may be moved to replace SB Moyo and you are likely going to see the razzmatazz deputy minister Energy Mutodi being elevated to become substantive minister of media, information and broadcasting services.

“Also another big one is that Cde Lovemore Matuke is being touted for the ministry of state presidential affairs.” This will be the first cabinet reshuffle since Mnangagwa won the 2018 harmonised elections.

MDC Power Struggles Intensify Ahead Of Elective Congress

THE internal power struggles rocking the opposition MDC party led by Nelson Chamisa exploded at the weekend with the dissolution of two external structures of the party, NewsDay has learnt.

A national executive committee meeting set for Friday was reportedly abandoned after members boycotted in anger over attempts to expel deputy president Elias Mudzuri.

Sources said the meeting was then moved to Saturday where it was held concurrently with the national council.

“The agenda was to fire Mudzuri, but this failed because members of the national executive stayed away. In fact, at the time the meeting was supposed to start only one member outside the standing committee, Gilbert Shoko from Bulawayo, was there,” an insider told NewsDay.

“The national council itself had problems with numbers, because we had to rely on apologies to get a quorum. Still, the open hostility towards the push for Mudzuri’s ouster was so real that the issue was never brought for a vote in the national council.”

While Mudzuri seems to have survived the chop, at least for now, Chamisa’s supporters reportedly ring-fenced the 40-year-old leader against possible challenge at the party’s forthcoming congress scheduled for next year. The MDC’s United Kingdom chairperson, Tonderai Samanyanga, reportedly circulated a WhatsApp message criticising Chamisa, drawing the ire of the party leader’s acolytes.

“The UK and United States provinces were subsequently dissolved and for the former, it is because its chairman Samanyanga criticised ‘chef’ (Chamisa). The party also moved to adopt a social media policy on Saturday to curtail the incessant onslaught on the president ahead of congress. It’s a way of stemming the tide, as it were,” said the source.

Party spokesperson Jacob Mafume, however, denied Mudzuri’s issue was ever on the agenda.

“Yes, we moved the national executive meeting to Saturday and held it at the same time as the national council, but not because of numbers. The standing committee meeting held on Friday took too long, and we wanted to allow people to attend the presidential Christmas dinner,” Mafume told NewsDay.

He added: “The Mudzuri issue is a footnote in the greater scheme of things. Zimbabweans are struggling to make ends meet. They don’t know what tomorrow may bring, and we cannot, as a party that has people at heart, be transfixed with one person.

“The issue about vice-president Mudzuri is between him and his principal, the president. It is the president who is dealing with it, and he has told the party that he needs to give the vice-president time to explain himself.”

Mafume also confirmed that two external provinces had, indeed, been dissolved. He, however, said this was an “administrative issue”.

“It’s not political, but an administrative issue. There are things that happened pre-election and gaps had arisen, so we want to give the districts in those provinces the chance to re-configure their structures,” he added.

“The Samanyanga issue is an individual case which would be dealt with through a proper disciplinary procedure. We cannot punish two structures for the sins of one man. The two are not at all connected.”

According to sources, the social media policy will bar party members from “discussing party issues on such platforms; criticising party leadership, posting tribal and racist comments as well as off-colour comments.”

Chamisa, it has been learnt, has also tried to stop his supporters from pushing through with the national council vote to expel Mudzuri and previously secretary-general Mwonzora “because he is scared of a counter vote”.

“If he pushes for the vote and fails, then there is a real possibility that if the numbers are two-thirds against the motion to expel either Mudzuri or Mwonzora, this could immediately be turned against him. Someone could just stand up and call for a vote to remove the president. That is a distinct possibility,” said another source.

But Chamisa’s supporters argue that he is not scared of being challenged at congress.

“Mwonzora and Mudzuri will not upstage Chamisa. It’s impossible, but there are people who support Chamisa, and want to use him to get rid of the two because they see them as their rivals. They want to create space for themselves. Chamisa is aware of this, because this is a game he played very well under [founding leader] the late [Morgan] Tsvangirai,” a source close to Chamisa claimed.

Mudzuri was booed during an anti-government protest march last month after it emerged he attended a parliamentary function hosted by President Emmerson Mnangagwa at State House. Mudzuri and Mwonzora also stand accused of “apologising” to Chief Justice Luke Malaba following the top judge’s humiliation at the hands of opposition MPs at the official opening of Parliament in September, without Chamisa’s approval.

The MDC is set to hold an elective congress next year, with some demanding that it be held in March. But Mafume has previously said the congress was due in October.

Mandi Chimene’s Daughter Dies, Will She Make Her First Appearance Since Coup

Jane Mlambo| Daughter of self-exiled former Manicaland Provincial Affairs Minister Mandi Chimene died on Friday and this could force the watermouth politician to resurface since her disappearance in November last after being targeted by the then Lacoste element of the ruling Zanu PF party.

Chimene’s daughter, Ellen Zimondi (35) had been admitted at Murambi Gardens Clinic in Mutare suffering from an undisclosed ailment.

With the mother in an unknown location, Chimene will be forced to make a public appearance to attend her daughter’s burial.

Other former Zanu PF members including Savior Kasukuwere were arrested of corruption and abuse of office soon after coming out in the public from their hideouts.

 

MDC To Shake Off ZANU PF In Chitungwiza By Election

Representatives of Zanu-PF, MDC-Alliance, MDC-T and the National Constitutional Assembly will battle it out in the Chitungwiza Ward 24 by-elections set for January 26 next year after successfully filing their papers on Friday at the Nomination Court sitting at the Chitungwiza Municipality head office.

The seat fell vacant after the death of Councillor Alice Chihambakwe of MDC-Alliance on October 30.

The ruling Zanu-PF will be represented by Ms Mercy Guvamombe, the MDC- Alliance by Mr Yotam Chagwada, MDC-T by Ms Jane Makovere and the National Constitutional Assembly by Mr Anderson Tsakeni.

Zimbabwe Electoral Commission (ZEC) nomination officer Mr Jairos Machona announced the final list of contestants after the sitting

“We are happy that the nomination process was very calm and all the four duly nominated candidates that came through had their papers in order. There are two ladies and two gentlemen.

“Since more than one candidate has been duly nominated in Ward 24 a poll shall take place on Saturday 26 January 2019, in accordance with Section 125 Subsection 4(b)of the Electoral Act (Chapter 2:13),” he said.

Chitungwiza has 25 councillors, 21 from the MDC-Alliance and four from Zanu-PF.

“I Am Not Power Hungry”: Former ZIFA Boss, Phillip Chiyangwa

Chiyangwa, who garnered 24 votes against his rival Felton Kamambo who amassed 35 votes said  he withdrew from the race so that he could concentrate on serving his constituency.

Murehwa Kombi Collision, Death Toll Rises To 14

The death toll for the Murehwa accident has risen to 14.

12 people died on the spot while two others died on admission at Parirenyatwa hospital.

In a telephone interview with the ZBC News, ZRP Murewa District Commanding Officer Superintendent Frank Masuka, confirmed the fatalities, adding that one infant and 2 children are among the deceased.

The road accident occurred when two commuter omnibuses collided head on at the 49-kilometre peg along the Harare-Nyamapanda highway, two kilometres from Juru Growth Point last night.A visit to Parirenyatwa hospital by ZBC News crew revealed that 12 people were in a critical condition, while 17 other survivors were in a stable condition.

Mr Success Matanhire (36) who was driving the commuter omnibus which was heading to Murehwa from Harare told ZBC News that his commuter omnibus burst a front left tyre before it was hit from behind by another commuter omnibus resulting in him losing control.

One survivor who was on Murehwa-Harare bound commuter omnibus attributed the accident to speeding.

However, the statistics from both the hospital staff and police details shows that both commuter omnibuses were overloaded.

Meanwhile,  the injured are still admitted at Parirenyatwa hospital while bodies of the deceased are at Murehwa mortuary.

Fresh Headache For Mnangagwa, As Senior Doctors Down Tools

By Own Correspondent| Senior doctors at Parirenyatwa Group of Hospitals have given notice to join their junior counterparts in the ongoing strike.

Junior doctors downed their tools on December 1 citing poor working conditions.

The Ministry of Health and Child Care is on record urging the striking junior doctors to go back to work while their grievances are being addressed.

However, the doctors remain adamant claiming that their situation is urgent and they believe that government has the capacity to address them.

In a letter addressed to the Clinical Director at Parirenyatwa Group of Hospitals, the senior doctors said that they could no longer cope with the increased workload created by the absence of their juniors.

“Due to the ongoing industrial action by our junior colleagues, we as the Registrars are now overwhelmed by the workload and we are now unable to effectively discharge our services.

Mthuli Ncube, Zanu PF Headed For A Clash On Green Bombers

Government has followed up on its word and cut loose over 3 000 members of the national youth service programme, commonly known as “Green Bombers” who were smuggled into the civil service under former President Robert Mugabe’s government as youth officers.
This is despite the fact that one of the Zanu PF party resolutions at the just ended annual conference called for a return of the infamous national youth service.

In a bid to ingratiate government with multilateral institutions as well as donor countries after years of frosty relations, Finance minister Mthuli Ncube has announced government is ready to reduce its bloated wage bill.

President Emmerson Mnangagwa’s administration has undertaken to rid the Salary Services Bureau of the group, and at the weekend, Public Service Commission secretary Jonathan Wutawunashe, in a statement, said in its efforts to reform the civil service, government had made the decision to retire the youth officers.

The proposal to get rid of ghost workers is contained in government’s Transitional Stabilisation Programme and the 2019 National Budget.

“Chamisa Is Selfish”: State Owned Herald, Is This True?

“Since taking over power from MDC founding president Morgan Tsvangirai, Chamisa has distinguished himself as a problem that enjoys selfishly abusing the democratic space at the expense of the general populace and the development of the country.

For President Mnangagwa to dialogue with Chamisa at the moment would be stooping to a record low. A whole State President entering talks with a small fly that does not recognise him, when the international community and its leaders do recognise him? No, Nelson, no!

Over the months Chamisa has proved to be a big part of the problem himself that, in fact, needs a solution. Naturally, a problem does not provide a solution to itself. It remains a problem.

Chamisa has largely become an epitome of poor politicking, emotional instability and brazen dislike for order and a propensity to abuse the existing democratic space.

… his biggest mistake is ego. For example, there was no need for him to go to the Constitutional Court after the elections claiming to have “overwhelming” evidence of rigging yet he totally had nothing. The Government exposed him badly by screening live the hearing for all and sundry to see.

It exposed him as that politician who just wants to cause problems even where it is not necessary. He simply abused the democratic space and wasted everyone’s time. In normal and mature democracies Chamisa would have apologised to the nation for time wasting. But he did not.

If Chamisa wants to be taken seriously in the matrix of governance he should change his attitude, his language, his politicking and get real. What he has been doing since the elections does not make him a serious contender even for talks with the President.

No President will stoop that low to talk to a mean person who does not seem to understand that opposition politics is not hate politics. That opposition politics should be national in its interest and value system and indeed in it is everything.

Nelson Chamisa is a failure practising archaic politics, the sort of politics that is informed by extreme arrogance bereft of tactic and vision. The country has moved on and he has been left behind.-StateMedia

Political Party Funding, MDC, Zanu Share $8 Million

Zanu-PF and MDC-Alliance will share $8 million allocated to political parties by Treasury under the Political Parties Finance Act.

Finance and Economic Development Minister Professor Mthuli Ncube set aside the $8 million in the 2019 National Budget he presented in Parliament in November.

The figure is higher than last year’s allocation of $6 million.

Zanu-PF will get the lion’s share of the money after it secured more than two-thirds of parliamentary seats as it trounced MDC-Alliance in the July 30 watershed elections, which were widely given a clean bill by local, regional and international observers. A rough calculation shows that the revolutionary party is set to pocket almost $6 million with MDC- Alliance taking home about $2 million, given its paltry seats in the National Assembly.

Zanu-PF won 145 of the 210 seats in the National Assembly against MDC-Alliance’s 63. The remaining two seats were won by the National Patriotic Front’s Masango “Blackman” Matambanadzo (Kwekwe Central) and independent candidate Mr Temba Mliswa (Norton).

Secretary for Justice, Legal and Parliamentary Affairs Mrs Virginia Mabiza confirmed the allocation yesterday.

“Yes, political parties were allocated $8 million in the Blue Book. It is under the Ministry of Justice Legal and Parliamentary Affairs,” said Mrs Mabiza.

Under the Political Parties Finance Act, only a political party that secures 5 percent of the total votes cast can benefit from the fiscus.

Small political parties have in the past asked Government to extend financing to them but their pleas hit a brick wall when the Constitutional Court dismissed their application.

The Zimbabwe Development Party, led by Mr Kisinoti Mukwazhi, approached the Constitutional Court in January 2013 seeking an order to compel Treasury to release funding to all political parties participating in national elections but the application was dismissed for lack of merit.

In its ruling, the Constitutional Court said it would be “irresponsible and dangerous for Government if all political parties were to be funded” from the fiscus as that would mean even fly-by-night parties would be funded.

Government enacted the Political Parties Finance Act in 2002 after it emerged that some political parties were getting funding from hostile foreign governments and non-governmental organisations.

Some parties have tried to circumvent the law by using NGOs based in Zimbabwe as conduits for getting funds from foreign entities.

Many countries, for example the United States, do not allow political parties to receive foreign funding.

Devolution Of Power, Dabengwa Does Not Trust ED

Despite assurances by President Emmerson Mnangagwa that he will ensure devolution is implemented, ZAPU leader, Dumiso Dabengwa is not convinced power will be decentralised as per the wish of citizens.

Zapu secretary for policy and strategy, Sakhile Sibanda said the inclusion of devolution in the constitution gave people hope that power will be distributed to all provinces but as a party they are sceptical of the Zanu PF leader’s sincerity.

“The results of the Constitutional Parliamentary committee (COPAC) public consultation confirmed the popularity of devolution. The inclusion of Devolution in the 2013 Constitution Chapter 14 gave many people hope of transferring power from the centralised and corrupt system of government to the people to manage their own affairs in their localities,” she said.

She said  after five years of Zanu PF government’s dithering  and even threats to scrap devolution provision by amending the constitution, President Emmerson Mnangagwa took advantage of devolution sentiments in his 2018 election campaign trail promising to enact legislation to establish and operationalise Constitutional provisions if he won the elections.

“Mnangagwa’s government is quickly moving to fulfill their promise by introducing the Devolution Bill in Parliament. There has been mixed reactions to the Bill and confusion about the final shape of the proposed devolution,” she said in  a statement.

“The public seems to be taken in by the rhetoric of “Power to the People” and the dream of having communities take control over their local affairs and resources.”

 

ED’s Campaign, The Most Funded In Zanu PF History

Zanu PF has revealed that this year’s election campaign was the most funded in the history of the party since independence.
The ruling Zanu PF splurged $3,5 million on the just-ended 17th annual people’s jamboree held at Umzingwane High School in the farming town of Esigodini, while the party received $23,5 million in donations this year.

Zanu PF also got slightly above $5 million in a grant from government.

According to a central committee report, the $3,5 million was mainly used for transport, accommodation and catering.

The largest chunk of Zanu PF’s 2018 revenue was used to fund election-related expenses — with $26 million used to acquire top-of-the-range vehicles for the campaign.
The remainder was in administrative expenses.

“They were the most highly funded elections since attainment of independence, and as a result, the party won overwhelmingly by more than two-thirds majority in Parliament. The party successfully raised resources to fund the 2018 harmonised election campaigns, albeit it still runs on overdraft to sustain the administrative expenses,” read the report.

According to the report, almost $5 million was spent on salaries.

The party also revealed that it would spend a lot of money to boost the security department to guard against infiltration by perceived enemies. “As the party focuses on the economy than politics, and in pursuit of his Excellency the President’s (Emmerson Mnangagwa) vision of making Zimbabwe an upper-middle income economy by 2030, it is prudent that national security maintains a peaceful environment to enable that economic development,” the report read.

“The party’s security departments need to be activated, strengthened and conscientised on their roles to ensure that infiltration of the party at all levels is monitored and exposed. This is so since Zanu PF has always had numerous enemies always operating within its structures. In addition, vigilance needs to be maintained. Physical security at party offices needs to be improved to avoid property being damaged and people being injured.”

“Zanu Pf Spent Big On July 30 Polls”: Report Reveals

By Own Correspondent| A Zanu Pf Central Committee report has revealed that the July 30 harmonised polls were the most highly funded elections in the history of the party.

Zanu Pf got just over $5 million in a grant by the government in 2018 and a huge chunk of the money was used during the July 30 polls.

The party won more than two-thirds majority in Parliament.

“They were the most highly funded elections since attainment of independence, and as a result, the party won overwhelmingly by more than two-thirds majority in Parliament. The party successfully raised resources to fund the 2018 harmonised election campaigns, albeit it still runs on overdraft to sustain the administrative expenses.”

ZANU PF also has plans to activate and spruce up its security department. In June 2018, a grenade attack on a ZANU PF rally in Bulawayo almost wiped out the party leadership, and again, in August, ZANU PF offices were set on fire in Harare.

The report read:

“The party’s security departments need to be activated, strengthened and conscientised on their roles to ensure that infiltration of the party at all levels is monitored and exposed. This is so since Zanu PF has always had numerous enemies always operating within its structures. In addition, vigilance needs to be maintained. Physical security at party offices needs to be improved to avoid property being damaged and people being injured.”-Newsday

$3.5 Million Spend At The Zanu PF Conference. DOES THE RESOLUTIONS JUSTIFY THE COST?

The ruling Zanu PF splurged $3,5 million on the just-ended 17th annual people’s jamboree held at Umzingwane High School in the farming town of Esigodini, while the party received $23,5 million in donations this year.

Zanu PF also got slightly above $5 million in a grant from government.

According to a central committee report, the $3,5 million was mainly used for transport, accommodation and catering.

The largest chunk of Zanu PF’s 2018 revenue was used to fund election-related expenses — with $26 million used to acquire top-of-the-range vehicles for the campaign.
The remainder was in administrative expenses.

In the report, Zanu PF also revealed that this year’s election campaign was the most funded in the history of the party since independence.

Doctors-Govt Salary Negotiations Stall

Negotiations meant to end the nearly 2-week-long strike by junior doctors have suffered a blow after hitches in the payment of the doctors’ December salaries.

The junior doctors were supposed to resume normal duties soon after Friday’s bipartite negotiations, pending more dialogue with their employer, but it is no longer the case after they were apparently struck off the payroll.

Friday’s negotiations had provided a breakthrough to end junior doctors’ industrial action and restore normalcy in the country’s public hospitals.

There has however been no progress since then with the junior doctors alleging their employer; the government, has struck them off the payroll.

Zimbabwe Hospital Doctors Association (ZHDA) Secretary General, Dr Anele Mthabisi Bhebhe alleged that their accounts were credited with what seemed to be slashed salaries for December but two hours later, the transactions were reversed.

A letter dated 14 December 2018 and signed by the Acting Permanent Secretary for Health and Child Care, Dr Robert Mudyiradima indicated that the salaries confusion was caused by some excess deductions on the employees’ pay as you earn (PAYE), adding that the deductions have since been reversed and the monies will be credited into the affected members’ accounts.

However, Health Services Board (HSB) Chairperson, Dr Paulinas Sikhosana told the ZBC News that the doctors who had withdrawn their services are already off the payroll after their industrial action had gone for over 14 days.

The doctors’ strike started on the 1st of December and according to current health sector regulations, any health worker who fails to report for duty for 14 consecutive days is struck off the payroll.

New ZIFA President Joins Twitter After ‘Dumping’ Chiyangwa

Jane Mlambo| New ZIFA President Felton Kamambo who earned praises from football stakeholders after fighting controversial businessman Phillip Chiyangwa, has since joined Twitter to “be in touch with the people” as well as accepting ideas to improve football administration.

Writing on Twitter yesterday, Kamambo thanked Zimbabwe for electing him saying he will work hard to improve the country’s sport.

Defeated Chiyangwa Says He Is Not Power Hungry

Following his trouncing by rival Felton Kamambo, flamboyant businessman and Zanu PF politician, Phillip Chiyangwa said his decision to withdraw from the race was to show that he is not power hungry.

Ironically, Chiyangwa and his deputy Omega Sibanda had gone all systems out to block their challengers in a style typical of a power hungry duo.

ZANU PF And MDC To Share $8m

Correspondent|Zanu-PF and MDC-Alliance will share $8 million allocated to political parties by Treasury under the Political Parties Finance Act.

Finance and Economic Development Minister Professor Mthuli Ncube set aside the $8 million in the 2019 National Budget he presented in Parliament in November.

The figure is higher than last year’s allocation of $6 million.

Zanu-PF will get the lion’s share of the money after it secured more than two-thirds of parliamentary seats.

A rough calculation shows that ZANU PF is set to pocket almost $6 million with MDC- Alliance taking home about $2 million, given its lesser seats in the National Assembly.

Zanu-PF won 145 of the 210 seats in the National Assembly against MDC-Alliance’s 63. The remaining two seats were won by the National Patriotic Front’s Masango “Blackman” Matambanadzo (Kwekwe Central) and independent candidate Mr Temba Mliswa (Norton).

Secretary for Justice, Legal and Parliamentary Affairs Mrs Virginia Mabiza confirmed the allocation yesterday.

“Yes, political parties were allocated $8 million in the Blue Book. It is under the Ministry of Justice Legal and Parliamentary Affairs,” said Mrs Mabiza.

Under the Political Parties Finance Act, only a political party that secures 5 percent of the total votes cast can benefit from the fiscus.

Small political parties have in the past asked Government to extend financing to them but their pleas hit a brick wall when the Constitutional Court dismissed their application.

The Zimbabwe Development Party, led by Mr Kisinoti Mukwazhi, approached the Constitutional Court in January 2013 seeking an order to compel Treasury to release funding to all political parties participating in national elections but the application was dismissed for lack of merit.

In its ruling, the Constitutional Court said it would be “irresponsible and dangerous for Government if all political parties were to be funded” from the fiscus as that would mean even fly-by-night parties would be funded.

Government enacted the Political Parties Finance Act in 2002 after it emerged that some political parties were getting funding from hostile foreign governments and non-governmental organisations.

Some parties have tried to circumvent the law by using NGOs based in Zimbabwe as conduits for getting funds from foreign entities.

Many countries, for example the United States, do not allow political parties to receive foreign funding.

Kombi Crash, 11 Die On Spot

ELEVEN people died on spot and several others were seriously injured yesterday when two commuter omnibuses collided head-on along the Harare-Nyamapanda highway, marking a bloody start to the festive season which runs from December 15 to January 15, 2019.

The accident occurred at the 49km peg late in the afternoon.

National police spokesperson Assistant Commissioner Paul Nyathi confirmed the accident last night.

Police said the accident happened when one of the commuter omnibuses burst a tyre and encroached onto the lane of the other driving in the opposite direction, resulting in the head-on collision which killed 10 adults and a child.

Police had not released the names of the deceased by last night.

Asst Comm Nyathi said details of the accident were still sketchy as police were attending the scene in the Murehwa area.

The bodies of the deceased were taken to Murehwa Hospital mortuary while the injured were rushed to Parirenyatwa Group of Hospitals in Harare.

“One of the commuter omnibuses had a tyre burst and encroached onto the lane of an oncoming omnibus, resulting in the head-on collision,” said Asst Comm Nyathi.

“Police officers at the scene are still establishing the number of passengers who were on board each kombi,” he said.

“We are yet to establish the number of the injured passengers. The bodies of the deceased were taken to Murehwa Hospital’s mortuary and the injured were ferried to Parirenyatwa Group of Hospitals,” said Asst Comm Nyathi.

He urged motorists to ensure their vehicles were fit before travelling to avoid accidents.

Asst Comm Nyathi also said drivers must always observe traffic regulations.

“Motorists should always check the tyres of their vehicles to see if they are fit to be on the road. They should also remember that it is imperative for everyone to take extra caution in order to curb or continue reducing the number of accidents. We implore motorists to observe all traffic laws as they travel to different destinations,” he said.

The country has of late been experiencing a spate of road fatalities.

Last week 12 people died on the spot near Checheche Growth Point in Chipinge when a Green Fuel haulage truck collided with a commuter omnibus.

Last month 47 people — 45 adults and two children — were killed, while 70 others were injured when two buses collided head-on at the 166-kilometre peg along the Harare-Mutare Highway.

The accident involved Bolt Cutter and Smart Express buses.

On November 25, four people lost their lives, three of them on the spot, when a Toyota Allion they were travelling in hit the pillars of Mupfure bridge near Chegutu and landed under the bridge.

Also mid last month, 30 people were killed near West Nicholson in Matabelaland South when a gas cylinder exploded in a bus resulting in an inferno which burnt some of the passengers beyond recognition. DNA tests were carried out to identify some of them.

In September, five people died in two separate accidents along the Shurugwi-Zvishavane and Gweru-Kwekwe roads.

Four people died on the spot at Boterekwa when a maize-laden T35 truck they were travelling in overturned.

Chiyangwa Reacts To Election Loss, “Hating Will Not Put Food On Your Plate”

By Paul Nyathi|Defeated former Zimbabwe Football Association President Philip Chiyangwa has angrily responded to wide spread celebrations on his loss by soccer fans.

In a very emotional Twitter post early hours of Monday morning, Chiyangwa told the celebrating soccer fans that their hatred of him will not pay them anything.

“Chero makavenga hating will not put food on your plate or pay your bills,” said Chiyangwa.

The ZANU PF member of parliament lost the elections to under dog Felton Kamambo in an election held on Sunday and presided over by a high powered FIFA technical team.

The Former Mhangura Football Club player Kamambo beat Chiyangwa by 35 votes against Chiyangwa’s 24 resulting in a re-run as each candidate did not reach the mandated two thirds majority.

Chiyangwa, who is the president of the Confederation of African Football Associations (COSAFA) and Zanu PF Member of Parliament for Zvimba South, withdrew from the election and Kamambo was declared the new ZIFA president.

Southern Region ZIFA boss Gift Banda also beat Chiyangwa’s deputy, Omega Sibanda, to land the post of vice president in polls filled with drama before the Sunday elections.

Kamambo was initially banned by the Chiyangwa board from contesting the elections together with Banda and were bailed out by the Fédération Internationale de Football Association or International Federation of Association Football (FIFA).

Kamambo wasb also recently picked up by the police on allegations of threatening violence on the association’s general secretary Joseph Mamutse. He was released by Highlands police in Harare after signing a warned and cautioned statement. He was charged under Section 186 of the Criminal Law (Codification and Reform) Act.

Kamambo, who is a former ZIFA executive committee member, is expected to appear in court Tuesday to face these charges. Chiyangwa also claimed that Kamambo was serving a ZIFA suspension, an allegation dismissed by FIFA, who ordered that the former ZIFA board member be allowed to contest. He quit the executive committee, arguing that the ZIFA board’s term of office had lapsed.

Sibanda, who is Zanu PF Member of Parliament for Vungu Constituency, was beaten hands down by Banda, former Bulawayo deputy mayor, a member of the opposition Movement for Democratic Change led by Nelson Chamisa and MDC lawmaker for Njube-Lobengula.

Banda got 37 votes compared to Sibanda’s 22 votes. Banda was last Thursday hauled before the court where he was charged with corruption for allegedly leasing a 3,82 hectare piece of land to his daughter while he was a deputy mayor. Like Kamambo, he dismissed the court case an attempt by the Sibanda to ensure that he was barred from contesting the ZIFA elections.

In an interview with journalists in Harare, Chiyangwa congratulated Kamambo and Banda.

“It’s democracy. I’m not disappointed. From now, I can go and become a president of a fishing club.”

He dismissed suggestions that he will make a comeback in the near future. “No, won’t come back. I do this and do that. You know my performance. Let them perform also. Good luck to them and I will give them the support that they need. Remember, I still COSAFA president … I’m still the boss for the region by the way … Don’t forget that.”

Asked about the election loss, Chiyangwa said, “Was I campaigning? I wasn’t into it in the manner that I would have wanted to. I wish them good luck. No regrets. I have done the best I can. We can’t force things … As Zimbabweans why should we stifle development. If out of Chiwangwa control things can work better, why not.”

On why he withdrew in the winner-take-all second round of the election, he said, “… (I wanted) To give some people who are desperate to do something a chance to do it.”

MDC National Council Empowers Chamisa To Deal With Mudzuri

The fate of MDC Alliance vice president Eng Elias Mudzuri will now be decided by opposition leader Mr Nelson Chamisa after the national council referred disciplinary issues against the former Harare mayor to the party’s presidium.

The MDC Alliance presidium consists of Chamisa (president), Professor Welshman Ncube, Eng Mudzuri, Morgen Komichi (vice presidents) and Thabitha Khumalo as chair, according to spokesman Jacob Mafume.

The MDC Alliance national council met on Saturday last week at the party’s headquarters in Harare.

Mr Mafume confirmed the latest developments on Eng Mudzuri in a statement yesterday.

“The meeting noted the allegations against vice president Mudzuri’s conduct and resolved that the matter be dealt with by the presidium,” said Mr Mafume.

Eng Mudzuri, who reportedly wants to challenge Mr Chamisa for the party presidency at next year’s congress, was recently taken to task by party officials for being part of a parliamentary delegation of presiding officers that paid a courtesy call on President Mnangagwa at State House.

A video of him being quizzed by senior members of the party for his attendance went viral on various social media platforms.

The MDC Alliance has refused to acknowledge President Mnangagwa’s electoral victory in the July 30 harmonised elections although its electoral petition at the Constitutional Court was thrown out for lack of merit. The party doesn’t want its officials to acknowledge President Mnangagwa.

The MDC Alliance congress was initially scheduled for February next year but Mr Chamisa and his allies now want it in October to give him time to purge the party of potential challengers.

Eng Mudzuri and the party’s secretary-general, Mr Douglas Mwonzora, are expected to contest Mr Chamisa for the party’s presidency.

Eng Mudzuri has not been attending MDC Alliance meetings at Harvest House of late.

Party insiders say EngMudzuri is afraid those in Mr Chamisa’s camp might unleash violence on him if he visits the party headquarters.

A number of senior party officials have been assaulted at the MDC Alliance headquarters before, including Mr Elton Mangoma, for harbouring leadership ambitions.

Also at its meeting on Saturday, the MDC Alliance national council resolved to carry out a post-mortem of its parliamentary candidates selection criteria after it performed dismally in the July 30 elections.

“In respect of the party’s parliamentary campaign in the 2018 elections, the party resolved to set up an inquiry to review candidate selection and make recommendations for future elections.

“The meeting reviewed progress made in the integration process and resolved that the process be completed in the shortest possible time,” added Mr Mafume.

Zanu-PF won the parliamentary elections with a two-thirds majority.

State Media Labels Chamisa A ‘small fly’ While Mnangagwa Has Sleepless Nights Over Chamisa

Own Correspondent|THE state media has labelled MDC leader Nelson Chamisa as a small fly, a waste of time, and in need of psychiatric help to get out of the elections he lost on 30 July.

The media makes these sentiments while the leader of ZANU PF President Emmerson Mnangagwa and his party are having sleepless nights scheming against Chamisa.

The entire party leadership over the weekend endorsed a resolution calling on parliament to increase the minimum age for one to contest as President to fifty just to try and eliminate Chamisa from contesting against Mnangagwa.

In an opinion piece, The Herald Assistant Editor Isdore Guvamombe said: ” (Chamisa’s) biggest mistake is ego. For example, there was no need for him to go to the Constitutional Court after the elections claiming to have “overwhelming” evidence of rigging yet he totally had nothing.

“The Government exposed him badly by screening live the hearing for all and sundry to see. It exposed him as that politician who just wants to cause problems even where it is not necessary.

“He simply abused the democratic space and wasted everyone’s time. In normal and mature democracies Chamisa would have apologised to the nation for time wasting. But he did not.

“Well, this is the criticism most of the gullible MDC Alliance supporters do not want to hear. This is a departure from self-serving fanaticism. It hits below the belt. It hits the dangling bits until they retreat into the abdomen. But it is realistic. It moves the country forward.

“When he violently grabbed power in February 2017, many people in MDC and beyond got very excited but the mature ones urged caution. Instead of uniting the party, he divided and split it much faster than anticipated. Aided by the party’s rogue wing of youth known as the Vanguard, Chamisa became the epitome of violence.

“Soon his violent nature spread like a veld fire and spilled over from his party to the nation at large. As the 2018 harmonised elections took a steady shape on a new trajectory of non-violence, thanks to the New Dispensation, Chamisa stuck to violent and foul-mouthed politics. He declared that no one except him should win the election. Any other result was unacceptable.

“In the run-up to the elections, he violated his own party aspiring candidates by ordering them to delivering multitudes of supporters, by hook or crook to his roadshows, causing them to neglect their own constituencies. It was supposed to be him and him alone. It was a cavalcade whose plummage he looked at and thought it all provided votes. No!

“Declaration that he should be the only winner, failure of which he would render this country ungovernable, even before voting day, was not only stupid but dangerous politics that has no place in a democracy like ours. One would think a leader of a political party named Movement for Democractic Change would know what democracy is. But, alas, as we now have all learnt from Chamisa, what is in a name?

“Suffice to say, the election season is over and Zimbabwe needs to move forward but Chamisa is still in election mode, five months after the elections. For as long as he remains in that mode, he is a problem not only to the country, but to himself and his party.

“For starters, after losing the election, then the election challenge at the Constitutional Court, after failing to get Sadc’s and African Union’s endorsement for his election challenge, if he was normal, he would have seen that there is no longer any other reasonable channel to follow but to accept defeat.

“At first it was understandable that the huge defeat his MDC Alliance and himself suffered in the July 30 elections could have unhinged his brain and numbed his skull but by now he should have gotten over it. It seems he now needs psychiatric help to get out of it.

“His propensity for political showboating through demonstrations is not only childish but self-serving especially when dealing with a mature democracy like Zimbabwe’s under Zanu-PF. Yes, they will allow him to demonstrate on the streets and yet at the end of the day, it is much ado about nothing, full of sound and fury, but signifying nothing. Nothing!

“Besides showboating, spending the day on the streets, the demonstrations of that type prove nothing. It is a waste of time by any standards.

“It defies logic — assuming Chamisa still has some semblance of it — that he wants to have talks with President Mnangagwa, yet he does not recognise him as the Head of State. What nonsense!

“Chamisa’s MPS go into Parliament and he says elections were not free and fair yet the voting process and system was the same. It was done simultaneously. His party is demanding that ministers in President Mnangagwa’s Government go to Parliament to answer questions but does not recognise their appointing authority — the President. What tomfoolery!

“If Chamisa wants to be taken seriously in the matrix of governance he should change his attitude, his language, his politicking and get real. What he has been doing since the elections does not make him a serious contender even for talks with the President. No President will stoop that low to talk to a mean person who does not seem to understand that opposition politics is not hate politics. That opposition politics should be national in its interest and value system and indeed in it is everything.

“Nelson Chamisa is a failure practising archaic politics, the sort of politics that is informed by extreme arrogance bereft of tactic and vision. The country has moved on and he has been left behind.

“Nelson Chamisa is no longer a factor in solving Zimbabwe’s problems and neither is he worthy talking to over governance. He is a waste of time.

“For President Mnangagwa to dialogue with Chamisa at the moment would be stooping to a record low. A whole State President entering talks with a small fly that does not recognise him, when the international community and its leaders do recognise him? No, Nelson, no!

“Over the months Chamisa has proved to be a big part of the problem himself that, in fact, needs a solution. Naturally, a problem does not provide a solution to itself. It remains a problem.

Chamisa has largely become an epitome of poor politicking, emotional instability and brazen dislike for order and a propensity to abuse the existing democratic space.

“It is clear Chamisa’s biggest mistake was overrating his stake in Zimbabwe’s political space and with time he is slowly discovering his diminishing returns.

“Since taking over power from MDC founding president Morgan Tsvangirai, Chamisa has distinguished himself as a problem that enjoys selfishly abusing the democratic space at the expense of the general populace and the development of the country.”
