‘War Against Vendors’: Rescuing ‘Clean’ Streets, Ruining Lives?

By Vivid Gwede| Since its emergence in growing volumes some years ago, vending in Zimbabwe’s major urban areas, especially Harare, has never been tolerated as a legitimate economic activity and alternative source of livelihood, especially in the attitudes of central government.

But the irony is that its rise is in the same government’s poor economic performance.
The authorities have been attempting to restrict vending from the Central Business District, or tuck it away in the invisible parts of the city. This mimicks the colonial attitudes to African poverty, or African presence in the urban areas.

Beautification of the post-colonial African urban spaces today, just like the policy of no-go areas for natives in parts of the colonial cities yesteryear, has been made the foremost objective of policy interventions on vending rather than the preservation of livelihoods in a harsh economic environment.

While it remains an unassailable argument that urban areas will have to be planned, and activities in them regulated, in order to evade the scandal of unplanned urban development, the abstract idea of a modern city must also be receptive to and meet reality.

Vending is prevalent, but differing in density in African cities, even capitals of the biggest African economies, from Johannesburg to Lagos, thus making it a common sight and reality of the post-colonial urban spaces.

The objective issue that vending in Zimbabwe has grown, almost exponentially, since the onset of the politically-driven economic collapse, means that even though by some comparison Zimbabweans cities have become an “eye-sore,” when dealing with the “problem” this local and historical context must not be lost.

Because of the preoccupation to contain the vending dragon, varied reasons at different times have been given to justify the eventual eviction from the streets of the thousands (probably millions) who vend for a living.

In certain instances, this has even justified the use of force, including arrests, beatings, abductions, confiscation of the wares with no clear accounting of where they are eventually put, and even burning of goods worthy thousands of dollars.

Yet, at the heart of all these problems is the failure by the authorities to give credible alternatives in the short-term.

However, in the long term, there appears to be agreement that vending will be manageable when sustained job creation at some point soaks in vast battalions of people in the informal sector.

This will take some time and the question will remain of what should be done in the meantime.

Some experience in the US informs that vending or “markets” exist in the developed world, but in smarter and orderly forms, benefitting the unemployed, creatively integrated into the urban space, in ways however admitting of those cities’ advanced levels of development.

Be cautioned, therefore, that vending may perhaps never be totally eradicated, but improved and its negative impact alleviated as an economic activity.

But current mind-sets of the officialdom, where vending or informal economic activity, is viewed from the single perspective of the “undesirable” and the “untidy” rather than also from its real economic value as representing low-level entrepreneurial efforts of the marginalised and poor, should be changed.

From the first perspective, the natural approach to vending is to clean “the dirty” with the uncompromising broom of authority and force (together with livelihoods and lives screaming among the “rubbish”).

In the latter standpoint, vending is seen as an enterprise bringing affordable goods to the struggling working class and income to the urban poor.

Through their informal enterprises, the urban poor are doing their part in fighting poverty by earning income to build homes, send children to school, evade the short-term and long-term events of unemployment such as crime and deepening absolute poverty respectively, and fighting lack of food and malnutrition in the lower societal strata.

Needless to say, often, some of the approaches to the informal economy erroneously suppose that it is of the same type namely selling (supposedly) unhygienic food stuffs, yet it also involves selling of skills and technological gadgets to the low-income classes at lower prices that are responsive to economic hardships.

With the above in mind, and given the recurrent topicality of the matter, one only hopes that the authorities will do wider research and deeper reflection on how the issue of vending can be consultatively and contextually approached from a policy perspective.

This will inspire a more productive intervention rather than knee-jerk responses of the “clean-up-campaign-type” meant to deal with sudden emergencies, like the ongoing violent skirmishes between the vendors and police supposedly to deal with the recent cholera outbreak, whose genesis may even be dislocated from the issue of vending.

Caution must also be taken that opening Zimbabwean cities to business and making them world class, does not mean closing them to the people.

ABSA Premiership Coach Threatens To Fire Warriors Star For Indiscipline

Terrence Mawawa|Baroka FC coach Wedson Nyirenda has directed strong words to Talent Chawapiwa after the player refused to shake his hand when he was substituted in the 2-1 defeat to Orlando Pirates.

The two have been entangled in an alleged clash as Chawapiwa is reportedly not happy with the coach.

According to The Citizen, a South African newspaper, Nyirenda said the player needs to show remorse to get back into the team.

“I don’t like that, I won’t hide it to you, I hate it a lot. I fired a player from the Zambia national team because of the same thing, and I am not going to tolerate it here because I am the same Wedson,” the coach said.

“I am here to instil discipline in this team, and I will do that. He has not done anything so why should I keep him in the team? He cannot mark, score or create a goal, so somebody else has to be introduced and that somebody delivered for us.

The gaffer added that Chawapiwa was not the only player in his squad having bad behaviour.

“We have few elements in the team who think they are bigger than this club. I am not a coach who will allow that, no player is indispensable.

“A bigger player is bigger by what he does, but if you are not doing anything then you are not a big player.”

ED’s UN Trip ‘Shameless and Full of Lies’: MDC

Jane Mlambo| The opposition MDC has described President Emmerson Mnangagwa’s trip to the United Nations General Assembly as ‘shameless and full of lies’ accusing the newly sworn in leader of embarrassing himself and the country over his remarks that Zimbabwe’s Gross Domestic Product per capita rose to $1500 in the first 7 months of his reign.

In a statement released this afternoon, MDC National Deputy Spokesperson Bekhithemba Mpofu, accused Mnangagwa and Finance Minister, Professor Mthuli Ncube of using unofficial figures to score cheap political gains.

“In New York Mnangagwa lied with a straight face that GDP per capita in Zimbabwe rose to $1500 in the first 7 months of his reign of shame. Zimbabwe’s per capital income is $890 according to the United Nations’ country statistics.

“The African Development Bank places it at $840 while the World Bank using the Atlas method places per capita income at $840,” said Mpofu.

He added that Mnangagwa could have saved himself embarrassment by using official figures from the Reserve Bank of Zimbabwe.

“In May of 2017 while he was still the vice president, he claimed that Zimbabwean banks were seating on US$9 billion with no viable projects to fund.

“In its latest report on the banking sector at the time, the RBZ had released information to the effect that only US$6 billion was in the banking sector,” added Mpofu.

He also blasted Prof Mthuli Ncube of mismatching figures in his address to the Zimbabwe Investor Forum on the side-lines of the General Council.

“His Finance Minister Prof Mthuli Ncube seems to be learning fast, he also lied and mismatched figures while addressing the Zimbabwe Investor Forum on the sidelines of the General Council.

“He overstated statistics on the ZSE’s cumulative return since March 2009 to 2000% whose variance to the actual 600% return is just too much of an irreconcilable gap.

“Then in a clear sign of selling his soul and committing integrity suicide, Ncube supported Mnangagwa’s claim to create a medium income economy of $3500 GDP per Capita by 2030. This cannot be reconciled with Mthuli’s projections of 6% annual growth rates.

“Achieving the above per capita income by 2030 will require an average growth rate of 11% considering population growth does not go beyond 16 Million,” added Mpofu.

Ngezi Platinum Captain Under Fire For Assaulting Match Official

Terrence Mawawa|Ngezi Platinum Stars captain Liberty Chakoroma has been summoned to the PSL Disciplinary Hearing for assaulting a match official during a Chibuku Super Cup first round encounter against Herentals last week.

No clear details were released but a statement by PSL confirmed club officials and the player are being charged with breaching the PSL Rules and Regulations.

“The Premier Soccer League has summoned Ngezi Platinum Stars FC and their player Liberty Chakoroma to appear before the PSL Disciplinary Committee for assaulting a match official during a Chibuku Super Cup first round match against Herentals FC at Baobab stadium on 22 September 2018,” PSL said.

The Disciplinary proceedings will take place on Tuesday 9 October 2018 at the PSL Offices.

In a statement following his arrival nack home today (Friday), President Mnangagwa said the week spent at the UN General Assembly marked a turning point as Zimbabwe began its full reintegration into the international community.

Said President Mnangagwa:

“I have just returned home from New York, bringing to a close an important week in the history of Zimbabwe, a week in which we began our full reintegration into the international community.

Much was discussed, and there are many insights to take home with us. We met with world leaders and diplomats, the top media organisations and America’s most serious investors.

Wherever we went, the new Zimbabwe and its humble representatives were welcomed with open arms.

Optimism was in the air, with great excitement from all quarters about the new dawn for our beloved homeland and the possibilities this creates.

I invited the heads of leading international corporations to visit Zimbabwe so that they may learn for themselves about the safe and mutually beneficial investment opportunities we have to offer. With their help we will continue to build our country.

Mutodi Now Firmly In Charge Of ZBC Activities

Terrence Mawawa|Deputy Information, Publicity and Broadcasting Services Minister Energy Mutodi has literally taken control of the state run broadcaster ZBC.

Addressing senior ZBC employees at the broadcaster’ s headquarters in Highlands, Harare Mutodi said he would unveil his expectations and vision in his quest to transform the national broadcaster.

“I am now acquainted with the system and very soon I will avail my expectations,” said Mutodi.

Mutodi did not mince words as he further expressed his desire to supervise the day to day business at the state broadcaster.

“The government’ s rapid results initiative requires us to be in touch with what is happening on the ground,” added Mutodi.

“Trump is a billionaire and incorruptible, you can’t bribe
him with some ‘sick’ land in Victoria Falls of which that land is not even yours.

Trump owns conglomerates. When Trump looks at Zimbabwe, he sees nothing because of people like Mnangagwa.
Mnangagwa stupidly thinks Trump is some African President who can be bribed with a piece of land.

Apart from that, the US laws prohibit such kind of offers to a sitting President. It’s corruption, its a crime,” argued Taruvinga.

Hyena Nightmare In Buhera, As 6 Yr Old Boy Is Snatched And Devoured By The Monster

By Own Correspondent| A Buhera family has been plunged into mourning after an aggressive hyena snatched their six-year-old boy from the family’s doorstep, viciously killed him and dropped off his mutilated skeleton in a nearby riverbed in the middle of the night.

Elisha Zvavahera, of Zvavahera village, under Chief Nyashanu, died (last Friday) when he was attacked by the lone hyena while playing outside with 10 other siblings from his father’s polygamous marriage and dragged for some metres before his body was discovered the following morning with a pierced throat, ripped stomach and gnawed limps.

The incident plunged the community into deep mourning and trepidation.

This prompted the Zimbabwe Parks and Wildlife Management Authority (Zimparks) to immediately deploy rangers to pursue, trap and eliminate the hyena.

A visit to the Zvavahera area established that Elisha, who was still recovering from osteogenesis imperfecta (a brittle bone disease) and could hardly run, was allegedly seized by the animal while his parents were in the house listening to the 8pm news bulletin on radio.

They allegedly ignored an alarm initially raised by one of the children to the effect that Elisha is “crying for help” after attack by the voracious hyena.

When Elisha’s mother — Mrs Ellen Matsenhura — eventually went out to investigate after about 20 minutes, the victim was no longer traceable.

Matsenhura rushed back into the house to alert her husband — Ishmael Zvavahera — who with the aid of a small torch, detected and traced the paw prints of the hyena without success.

Though some village dogs barked incessantly, the ferocious hyena was undeterred and tightly gripped its prey by the head with its bone-crushing canines and killed him before he could cry out.

The boy was pulled through the bush for some distance and devoured along the nearby Chikundamatoto river.

Mr Zvavahera said this was the worst tragedy to inflict his family. He said the tragic incident was giving them sleepless nights and has left the community petrified.

“His bones were weak since childhood and he could not walk or run normally and when other children noticed the hyena and rushed for cover, Elisha lagged behind and fell prey. This is the worst catastrophe to affect the family. We later noticed that as the children played outside, the hyenas were by the kraal. They were running towards the kraals, and that is how and where Elisha was snatched.

“His body was discovered along the river around 8am the following morning, and the sight was horrible. His stomach had been ripped open and the intestines were all over the scene. His legs had been gnawed and the head had been pierced. He had two deep cuts on both ears, suggesting that is the area the animal sank its canines and dragged him. It was a scary view; I had to draw all my courage as the father to put the ripped body together. This is the work of the devil,” said Mr Zvavahera, who is a member of Johanne Marange Church.

Mr Zvavahera said the hyenas besieged the community again on Monday evening, and killed goats, cattle and donkeys.

“This area is no longer habitable and kids are refusing to go to school fearing a comeback by the hyenas. It is unfortunate that I have lost a son in this incident, but we should not lose another person to have these animals eliminated,” he said.

Mrs Zvavahera wept uncontrollably as she reminisced the loss of her son.

“I have not seen his body; I stayed some few metres away, until they collected it for post mortem. It was too ghastly to look at. Imagine what he went through. It came as a shock that only my child, among 10 other children, could disappear without trace.”

Village head Samuel Zvavahera (81) said he had not seen a tragedy of that magnitude in his whole life.  He said hyenas are known as scavengers that eat the remains of dead animals left by other predators and shows that they are now a serious danger to humans.

“Modern ones are now quite dangerous, possibly because they are competing with humans for survival. They are very impatient and attack anything that comes their way and we should devise ways to protect community,” he said.

The nocturnal hunters are coming into conflict with humans more frequently as the human population increases in the district.  A Zimparks official who refused to be named citing protocol said rangers were working in the community to educate people about ways to prevent conflict with hyenas and other wild animals.

“We took immediate action to prevent further attacks by the aggressive animals and we are convinced it is dead.  We have also deployed a professional hunter to pursue and eliminate them,” said the official.-ManicaPost

Terrence Mawawa|The MDC Alliance veterans have described the decision taken by former Masvingo Central MP Jeffryson Chitando and scores of “rebellious” party members to return home as a noble move.

Chitando who served as the MDC Provincial Secretary for Elections was the party’ s chief strategist in Masvingo between 2009 and 2013.

The MDC veterans said the party was growing from strength to strength with each passing day.

Chitando also wrote on Facebook: “Resting after a good day’s work. More than 100 Provincial structure members for Bulawayo Former
NPP members joined MDC Alliance. They were welcomed at the party offices by Hon Amos Chibaya Organising Secretary;Thabitha Khumalo National Chair and Welshman Ncube Vice President.”

Mnangagwa was welcomed at the Robert Mugabe International Airport by the two vice presidents Retired General Constantino Chiwenga and Kembo Mohadi and other senior government officials.

In his maiden speech at the United Nations General Assembly held under the theme “Making the United Nations relevant to all people: Global Leadership and Shared Responsibilities for Peaceful Equitable and Sustainable Societies”, President Mnangagwa said Zimbabwe is now focusing on economic development now that the elections are over, as the country seeks to leapfrog modernisation and industrialisation.-StateMedia

Hundreds Disconnected As Multi Choice Agents Reject Bond Notes

Terrence Mawawa|Hundreds of DSTV subscribers have been disconnected because Multi Choice Zimbabwe Agents are refusing to process monthly subscriptions using bond notes.

The DSTV bouquets are popular in Zimbabwe as they provide a variety of entertainment and sports channels.

Many Zimbabweans shun the state broadcaster and they opt for alternative news sources.

Disgruntled subscribers told ZimEye.com they were taken by surprise as they were suddenly told they could no longer make payments using bond notes.

“We no longer accept bond notes,” one lady abruptly said when asked to clarify the matter.

No comment could be obtained from Multi Choice Zimbabwe.

AK47 Really Invented In Africa For Africa? WHAT ON EARTH IS GOING ON?


By Nomazulu Thata| The AK 47 stands for Avtomat (Automatic) Kalashnikov: and 47 is the year in which it was invented. Mikael Kalashnikov is the sole inventor of AK47, he was at an early age obsessed with creating a sub-machine gun.

At his hospital bed, he invented a prototype sub-machine gun, then refined it to a carbine that later saw the birth of the deadliest weapon in the history of mankind the AK47. Ironically it was invented after the end of the Second World War, the WW2 ways of combat approach actually gave insight to the young man Mikael Kalashnikov to be curious enough to invent a weapon that will see Russia win wars better than the weaponry used in the WW2. The AK 47 is the most popular assault rifle world over because of its prolific and effective combat use. It is simple a light weapon, durable easy to use and very cheap in the market ever since it was invented to this day.

This light weapon is responsible for the death of a quarter of a million deaths world-wide, every year. The weapon industry revolutionarized the way war would be fought after the WW2. The high-tech-Atomic bomb ended the WW2, because of its mass destruction, no country had any appetite for nuclear weapons, only to be replaced by a lower tech-AK 47, deadlier than any other weapon used in any war situation. The AK 47 is known for its destruction in eastern bloc countries. The SU used it to suppress any uprising in the eastern bloc countries. The Czechoslovakian and Hungarian uprisings of 1950s were suppressed using the effective AK 47. About 50,000 Hungarians were casualties of AK 47: gunned down against 7000 SU soldiers who also perished in the conflict.

All other wars in eastern countries; SU used the AK 47 to spread communism in Eastern Europe. When conflict ended, AK 47 will be collected by sales-brokers to any other conflict in the world. The cold war was fought using AK 47. The SU gave its allies the military artillery: mainly the AK 47 because they were cheap and durable and in abundance since the wars in Europe had ended. The Vietnam War was won because the Vietnamese used AK 47 against the USA weapon M-14 or M-16, the USA equivalence of an AK47. The liberation movements in Africa were equipped with AK 47 weapons, was easy to facilitate them as they were cheap and durable, easy to transport to locations intended to use.

The end of the cold war meant overall transformations and upgrades designed to make weapons better to combat modern type of wars after the WW2. The weapons innovations during the cold war rendered the AK 47 a third-world weapon of mass destruction. The SU and its allies found themselves with so many AK 47 rifles; they had to find means to sell them elsewhere to get some profit than to send them for destruction. The AK 47 found its permanent home in African continent because in this continent’s conflicts are never ending. Who has ever seen an African holding an AK 47 on his hands, the excitement he shows in possession of a weapon that determines life and death? These weapons are not invented in Africa but elsewhere. The African continent is a consumer of such weapons of mass destruction. They are cheap and in abundance, the illicit trading of small arms and light weapons is a multi-billion dollar profit because the demand in Africa is permanent.

African is so to speak, a dumping place of such “out of date” weapons because of numerous conflicts in Africa. There has been an estimated of 630 state-based and non non-state armed conflicts in the entire continent: this trade will always exist and will continue to make billions of profits to sustain unquenchable demand for SALW.

Globally, the African continent has the greatest number of conflicts. Whereas some conflicts are latent, most of them are active and open hostilities are expressed through armed conflicts. The countries with active conflicts are: Angola, Burundi, Chad, Cote d’voire. DRC, Djibouti, Eritrea, Ethiopia, Guinea, Guinea-Bissau, Kenya, Liberia, Nigeria, Cameroon, Republic of Congo Senegal, Sierra Leone Somalia, Sudan, Tanzania Zanzibar, and Uganda and very soon it will be Zimbabwe. Illicit trading of small arms is what nurtures conflicts in Sub-Sahara. The influx of small arms and light weapons is financed by cash, diamonds, oil reserves, minerals and of course other means. However it is not the availability of light weapons that cause of the wars in Africa.

Because SALW are cheap to get in the market, their easy availability triggers, and nurtures and prolongs these African conflicts. The disproportionate number of casualties in Africa due to conflicts triggered by the availability of SALW is about 7 to 8 million since 2001 and 14 million refugees and asylum seekers in the world are of African origin. Of the 21 million internally displaced people in the world, 10 million are Africans.

But this trade still and makes billion worth of dollars each year and there is nobody in the continent that can control it effectively. These small arms and light weapons land generally in the hands of failed politicians (Jonas Savimbi of Angola) to a certain extent but in most cases conflicts arise between political parties, between groups, groups and governments and communities trying to finding solutions are most combative, small arms and light weapons come in handy to determine the conflict forcefully, summed up as “Frustration and Aggression Theory.”

One can even talk of gun-culture in some parts of Africa like South Africa. Global arms-industries know where lucrative profits are on demand: the African continent. Africa has unending conflicts in many regions and this arms trade feeds them with the easily available arms necessary to perpetuate conflicts, a preponderance of repeat civil wars. Some civil conflict develop to full scale wars whereby the rebel groups will have acquired arms, sometimes seized or stolen from government forces, to a certain extent looted from state armouries or purchased from corrupt soldiers.

Some countries in Africa do produce small arms and light weapons; South Africa and Ghana are the two of the few countries known to produce small arms. But their trade is strictly monitored by the respective governments; their products usually do not land in rebel groups that will use the arms in conflict situations. According to Schroder and Lamb, the arms trade in Arica is opaque, amorphous and dynamic, the methods of smuggling the small arms is limitless and the demand for small arms and light weapons is limitless too. Small arms range from assault rifles, machine-guns, rocket propelled grenades are all lightweight armed easy to conceal on their way to the recipients stimulate the formation of insurgencies.

Outside Africa, the countries that produce arms that reach the shores of Africa are China, Israel and the Organisation for Security and Co-operation (OSCE) The specialised globber-trotting arms dealers either fly or ship their consignments illicitly into Africa. The route supply of arms in Africa also could be by road, rivers and along the coasts. The transfers are dizzyingly complex says Schroder and Lamb: they consist of backdoor companies that do the transactions, false paperwork and loose collection of brokers. (Simon Mann in Zimbabwe)

Inter-community tensions in some cases are due to various natures of conflicts; such as minerals wealth, water, disputes on cattle grazing lands, the weak states such as Somalia and DRC, ethnic tensions are violently intensified due to the availability of

SALW. According to the United Kingdom Parliamentary Office on Science and Technology, the combination of the lucrative “bush-meat” trade which supplies the meat of wild animals and ineffective governance in many central African areas is linked to groups of poachers whose actions have decimated endangered wildlife. Illicit trading of arms has a devastating effect in any community development. There are constant deaths resulting from despites due to the availability of SALW. Deaths and trauma of victims resulting from the use of small arms, mares’ meaningful development, and families are displaced; no food production is possible because communities are disrupted from their normal day to day existence. According to Schroder and Lamb, military conflicts has resulted in approximately 4 million people in the DRC an estimated of 7% of the population. In Sudan one million people have lost their lives and six million are internally displaced due to civil war induced by the availability of small to medium arms from the war-lords and arms-dealers.

Arms conflicts disrupt normal democratic governance, contribute to collapse of fragile states, causes human rights violations, and generate refugees; communities are internally displaced and are unable lead normal lives. Conflicts divert scarce resources away from social services, can also disrupt trade and no tourism is possible in conflict countries. When the communities cannot produce food for their livelihoods because of displacements, they depend on food-handouts from donor agencies. The irony of it is that those donor agencies cannot reach those fragile communities intended to assist because the armed rebels disrupt passages for food agencies to give necessary assistance. As a result so many people die of hunger and malnutrition. Many roads and railway infrastructure are destroyed by militant groups who disrupt any form of communication in rural communities.

Any war kill, maims and the consequences extend beyond deaths and destruction. The consequences of conflicts are pervasive and have grave psychological scars on the populations. Children are left traumatized and become accustomed to the culture of violence. Violence on children becoming child-soldiers: child soldiers are recruited by armed militia to fight for them. “Coalition to Stop the Use of Children as Child Soldiers” claims that from 300,000 world-wide, there are 120,000 child-soldiers

in Africa alone. Conflicts that have child-soldiers are Angola, -Burundi, DRC, Ethiopia, Liberia, Rwanda, Sierra Leone, Sudan and Uganda. These that are thought to have the largest child-soldiers. It is imaginable and possible that Siwela et al will also use child-soldiers to fight for Mthwakazi independence and the restoration of Nguni kingdoms in Mathebeleland.

The armed conflicts in Africa are very complex and almost impossible to bring them to an end. There is profit made in these conflicts, to some it is already a way of life to subsist. Soldiers and guerrillas do profit immensely from SALW sales especially to those who have access to diamonds, gemstones, rare minerals, arms markets are again unlimited making the barter system of selling and buying possible. In the region of Mathebeleland, the bone of contention is the vast diamond bed stretching from Botswana to Mathebeleland.

To conclude this essay: Our rhetoric on war as the means to solve conflicts and to incite violence is always the result of the conscious decisions of groups done out of frustration: (e. g. Nelson Chamisa and Paul Siwela). The consequent of frustration is aggression. To continue to incite violence and stimulate an armed confrontation in an unstable continent like Africa is wholly irresponsible.

Much as we may understand the frustration of certain groups that suffer from regional marginalization, a war conflict is not a solution. It is the women and children who suffer more than the cowardice of our men who stimulate it. In any military conflict, our men run for their dear lives leaving women and children at the mercy of the genocide perpetrators.

The least we need is a conflict right in the middle of southern cone of Africa. Ambassador Kofi Annan said, if you incite violence, you do not know how that violence can go: it can go into a direction wholly unintended by those who instigated, stimulated and incited it. Would I rather be told, I am scared than to put women and other people’s children lives at risk. Paul Siwela and others in the group are away from the crime scenes, safe together with their children. Any kind of armed conflict in Mathebeleland/Zimbabwe will be fought by children of lesser gods. Paul Siwela et al will be in his safety and comforts of Sweden. Hoe responsible! Pun intended!

Harare Magistrates court has ended the two-day detention of Conrad Gweru, a freelance journalist, who was arrested by Zimbabwe Republic Police officers on Wednesday 26 September 2018 and charged with criminal nuisance as defined in section 41 of the Criminal (Law and Codification) Act for allegedly taking photographs of some traffic police officers. Journalist Granted $30 Bail For Taking Pictures Of ZRP Officers

By Own Correspondent| A Zimbabwean court here has ended the two day detention of Conrad Gweru, a freelance journalist, who was arrested by the Zimbabwe Republic Police officers for taking pictures.

Gweru, was arrested on Wednesday 26 September 2018 and charged with criminal nuisance as defined in section 41 of the Criminal (Law and Codification) Act for allegedly taking photographs of some traffic police officers.

He was however today granted $30 bail after his lawyer Gift Mtisi of Zimbabwe Lawyers for Human Rights applied for his release on bail.

He was remanded out of custody to 25 October 2018.

Fresh Details Emerges in The Gay Teacher Saga

Jane Mlambo| A gay teacher at a top Zimbabwean boys’ school has resigned after death threats and pressure from parents.

Neal Hovelmeier, deputy head for St John’s College’s sixth form, came out to his students last week.

He was encouraged to do so as a Zimbabwean newspaper was planning on outing Mr Hovelmeier, the school’s chairman wrote in a letter.

Some parents threatened legal action against him in a country where homosexual acts are illegal.

“I will not submit myself to a sham trial,” Mr Hovelmeier wrote in his resignation letter.

The teacher, who has worked in the elite school for 15 years, apologised for the distress caused by revealing his sexuality, saying it has since led to “death threats as well as threats of physical danger to myself and my pets”.

“I have come to realise that my current position as deputy headmaster is now untenable,” he wrote in the resignation letter.

Mr Hovelmeier came out to the student body on 21 September when the school, which is based in the capital Harare, released a statement by him.

He wrote that former students had confided to him that they had felt intimidated and ostracised at the school amidst a homophobic atmosphere.

He said he could only deal with the issue if he was “open and transparent about it myself”.

Stepmother Whips 5 Yr Old Boy For Messing His Pants, Leaves Him Severely Scarred

By Own Correspondent| A Harare stepmother (identity withheld) reportedly whipped her 5 year old step son leaving him severely scarred for messing his pants.

A whistleblower who saw the minor with visible marks of whipping all over his body raised alarm to the school authorities where the minor attends but it could not be established how the school handled the case.

However, the stepmother reportedly visited the school after getting wind that the minor had told neighbours about his predicament and reportedly notified them that she was transferring the little boy to an unknown Marondera school.

According to the whistleblower, this was not the first time that the boy had shown visible marks of whipping.

“I saw him with an injured hand a couple of weeks ago and he said he had been beaten by the same stepmother with an umbrella,” said the whistleblower.

In an interview with ZimEye, the father of the child (name withheld) professed ignorance over the matter saying because his job involves a lot of travelling, he was not aware that his new wife was physically abusing his son.

He said he was not aware of his son’s predicament revealing that he was now heading back home to assist his son.

“I do a lot of travelling because i am a fabricator. I am currently in Chivhu and was supposed to proceed to another town for another job but I have to come back to see what is going on.

I am not aware of anything and i am thinking that all is well. This is news that you are telling me,” said the father of the minor.

He confirmed that he separated with the mother of the child who now stays in Kwekwe.

“I separated with my son’s mother and yes i left him with his stepmother, who also has a child of her own. I am not aware that this is what is happening,” he added.

Efforts to get a comment from the school (name withheld) where the boy learns or the stepmother were futile by the time of going to print.

Gwekwerere Returns to Haunt Dembare

Jane Mlambo|Former Dynamos Football Club forward, Evans Gwekwerere, has petitioned the High Court seeking an order to compel his former paymasters to pay him his outstanding $27 100, accusing the club of refusing to abide by the Labour Court’s ruling.

Through the Labour Court officer, Mary Tendai Chapfaka, Gwekwerere filed an application for registration of a confirmed ruling in terms of section 93 (5b) of the Labour Act on Wednesday this week and the matter is yet to be set down for hearing.

In her founding affidavit, Chapfaka said she ruled in Gwekwerere’s favour sometime in July this year and ordered Dynamos to make good the debt, but the football club had failed to fulfil the ruling, prompting the current application.

“This is an application for registration of a confirmed ruling in terms of section 93 (5b) of the Labour Act chapter 28:01 as amended. The ruling was confirmed on July 20, 2018 and the order was handed down on July 25, 2018 ordering the respondent (Dynamos FC) to pay second applicant (Gwekwerere) the sum of $27 100 within 30 days of the order,” Chapfaka said.

“The respondent was notified of the order and it’s been more than the stipulated 30 days and the respondent has not even heeded the call to have a meeting to try and agree on a payment plan. I understand that the registration sought herein is meant to clothe the ruling with force of an order of this court which can be executed to make sure the second applicant gets his money.”

In his supporting affidavit, Gwekwerere said he is in agreement with the relief sought.

“I have read and understood the founding affidavit by the first applicant and I fully subscribe to the averments set out therein. I am in agreement with the relief sought and I pray for an order in terms of the draft,” he said.

Council Shuts Out Matapi Hostel Tenants

Harare City Council has locked out tenants at Matapi Hostel in a bid to recover rental arrears, amid reports that some of its occupants have “not paid a cent” since the 2013 debt write-offs.

Council officials from Matapi District Offices were locking houses at Block 4 and 5 Matapi Flats for tenants with rental arrears.

The Combined Harare Residents Association (CHRA) yesterday claimed that city officials were only allowing tenants back after payment of $20.

“Section 51 of the Constitution of Zimbabwe gives every citizen the right to human dignity, while Section 68 guarantees right to administrative justice that is reasonable, proportionate, impartial and both substantively and procedurally fair,” said CHRA in a statement.

“Residents claim that the authorities are ambushing tenants who are not at home and then add another lock in a bid to coerce tenants to service their debts with the local authority.”

The city’s corporate communications manager Mr Michael Chideme confirmed the development, saying the city was engaging the affected tenants.

“Residents whose apartments were locked this morning because of non-payment of municipal bills have honoured their part of the deal and the apartments have been opened,” he said. “The remaining few are making payment arrangements.”

Harare City Council is owed almost $800 million by various debtors who include residents, Government and business.

Recently, council offered a 50 percent discount to residents as an incentive for residents to pay their bills.

The city says service delivery will improve if it manages to collect $400 million from what it is owed rather than continue, saying it is owed about $800 million which the city will never be able to recover.

Court Dismisses Jason Machaya’s Request To Be Tried In Gokwe

GWERU provincial magistrate Charity Maphosa yesterday dismissed former Midlands Provincial Affairs minister Jason Machaya’s application for a case in which he is co-charged with Midlands provincial planning officer, Chisainyerwa Chibururu, to be tried at the Gokwe courts.

Machaya (65) and Chibururu (47) are facing criminal abuse of office charges and are alleged to have fraudulently acquired stands in Mupfungautsi, Gokwe.

The two, through their lawyers Alec Muchadehama and Ambrose Dururu, had requested that the trial be referred to Gokwe, arguing that the Gweru Magistrates’ Court had no jurisdiction over the matter.

In her ruling, Maphosa said Gokwe was in the Midlands province, hence it was within the confines of the law for the trial to be heard in the Midlands capital.

She remanded the matter to October 24, when the defence counsel indicated they wanted to make further applications in the case.

It is the State’s case that sometime in 2013, the Gokwe Town Council requested for 3 000 residential stands around Mapfungautsi Extension from the Local Government ministry and the request was granted.

Machaya, as chairperson of the provincial lands committee, allegedly made a request of commonage allocation from the 3 000 stands, which entitled him to receive 10% of the allocated stands in line with the Commonage Law.

The State further alleges that during the period between 2011 and 2017, Machaya abused his power by demanding an allocation of 1 000 residential stands knowing that he was supposed to get 300.

As a result, Gokwe Town Council lost revenue in respect of 700 stands. It is further alleged that Machaya hired a private land developer, Striations World Marketing Property Developers, to service the land in question.

In a related matter, Maphosa on Wednesday ruled that Machaya, who is on $1 000 bail together with Mashonaland West provincial administrator Cecilia Chitiyo, Gweru district administrator Sherpard Marweyi and five other senior government officials from the Local Government ministry, Midlands province, who are facing charges of abuse of office, had a case to answer.

Maphosa said Machaya, Chitiyo (50), who is the former PA for Midlands province, Matilda Manhambo (59), Marweyi (48), Sifelani Moyo (59), Ethel Mlalazi (65), Chibururu (47) and Everest Nyamadzawo (33) will be tried from November 12 to 16.

Chitiyo and the five other accused persons are all on $200 bail.

August 1 Killings: Why ZEC, Army Must Be Investigated

Moses Tofa| President Emmerson Mnangagwa recently swore in a seven-member commission which will investigate the August 1 violence and egregious shooting of civilians.

At least seven people were killed and scores were injured. The commission has been criticised primarily on two points: the local members whose independence is seen as contentious, and the terms of reference which appear to skirt the primary purpose for which the commission was established.

Critics have argued that the commission should investigate the army in order to identify three primary factors: who deployed the soldiers, who gave the order to shoot to kill, and who were the soldiers who actually shot and killed the civilians?

I argue that while these three points of investigation are important, the most important point of investigation is to establish whether the army had any material interests and presence in the 2018 elections.

This is particularly important because the elections and shootings came against a background of the November 2017 coup.

After the coup, many Zimbabweans wondered whether, after taking the risk of deposing Robert Mugabe, the army would accept an electoral victory by an opposition presidential candidate.

The aftermath of the coup was therefore characterised by the widespread view that, going forward, the army will be the main player in Zimbabwean politics and elections.

Many believe that the shoot-to-kill order was clearly not a matter of maintaining law and public order; but of protecting vested political interests which were under threat. If justice is to be done, we need to go beyond identifying and prosecuting (which is very unlikely) the person(s) who deployed the army and the soldiers who shot and killed civilians.

What needs to be dealt with is the army’s interests and presence in politics and elections. The commission offers the opportunity to validate or debunk the long-held perception that the army has had a strong presence and vested interests in Zimbabwean politics and elections.

The Zimbabwe Electoral Commission (Zec) is another important point of investigation. It is surprising that critics have not mentioned the need for the commission to investigate Zec. The commission can investigate Zec because Article G of the terms of reference gives it the latitude “to investigate any other matters which the commission of inquiry may deem appropriate and relevant to the inquiry”.

It is difficult to see how the commission can do a good job without investigating Zec. This is because the violence was instigated by what was seen as Zec’s lack of independence, professionalism and transparency in its running of the July 30 general elections.

There was little to zero public trust and confidence in Zec. Zec’s conduct was arrogant, unaccountable and despicable.
It ridiculed genuine demands for electoral integrity. It made “clerical errors” which consistently increased Mnangagwa’s votes while diminishing those of MDC Alliance leader Nelson Chamisa.

To add to the suspicion, the “errors” were only “corrected” when Chamisa filed a petition challenging the credibility of the results. In short, the arguments which were made by Chamisa’s lawyers tell us a lot about Zec’s institutional weaknesses. These were the weaknesses which instigated the protests and violence. The commission of inquiry should therefore help us to understand the institutional weaknesses of Zec, and why it is important to address them.

Above all, the commission’s findings should inform us of the consequences of a flawed election. That Zec and the army should be investigated does not mean that the commission should be reduced to a political exercise of name-calling. It should be an exercise which should help us to understand the causes of the problems which have afflicted our beautiful land for many decades, and what we need to do in order to deal with them. It should not be conceptualised as a victory or loss for either Zanu PF or the opposition, but a way forward for the nation.

What is Zim’s problem?
Why is it that Zimbabwe has been out of its depth for many years? This is probably the single most important question which we need to get right as a nation. This is because the problem of Zimbabwe is our failure as a people, and as a nation, to understand our problem.

It is difficult to find a Zimbabwean who says that s/he does not know what the country’s problem is. We all claim to know the problem and what needs to be done, yet our perceptions and versions of the problem are actually worlds apart from the actual problem. At the bare minimum, there are two “perpetually fighting views” of the genesis and drivers of the Zimbabwean problem. These views are primarily informed by state politics.

On the one hand, there are those who believe that Zimbabwe’s problem is rooted in the crisis of legitimacy. They believe that this crisis is a direct result of repeatedly failed and flawed elections and the capture of state institutions. From their point of view, the problem can only be cured in and through the conduct of an election which is free, fair and a credible expression of the will of the people.

On the other, there are those who believe that the problem is essentially the “unpatriotic” opposition which is “a puppet of the West”. They argue that the opposition has called for the imposition of sanctions, that it is unwilling to co-operate for the sake of nation-building and that it wants the people to suffer so that they can vote Zanu PF out of power. For them, the problem can be cured, in whole or in large part, the day that the opposition will cease to be “used by the West”, co-operate with Zanu PF and commit to a “patriotic agenda”.

I will be blunt: none of these views is correct because they are built on a wrong diagnosis of the problem. These issues are simply a reflection of an “open” problem which, strangely, we are failing to uncover. I believe that a checklist of Zimbabwe’s problems can be reduced to one point: a wrong state of mind — a state of mind which is enmeshed in the web of Zanu PF-opposition belligerence and antagonism. A state of mind which refuses to understand that the interests of Zimbabwe should always be above and beyond those of political parties.

For example, when someone says or believes that Zanu PF will rule forever, or that the country cannot be ruled by someone who did not fight the war of liberation, that state of mind is a problem. When someone says or believes that the country should go through a devastating economic crisis (including the loss of lives), merely to prove the claim that Zanu PF is illegitimate and unable to turn around the economic fortunes of the country, that state of mind is a problem.

I will cite Julius Malema: explaining why the Economic Freedom Fighters fought so hard to remove former South African president Jacob Zuma, Malema said that the party wanted to avoid a situation where corruption could have eroded the nation such that by the time that it will “get into power”, there will be “no South Africa”. We must always protect and promote the interests of our nation, regardless of who is in power and how they got there.

The opposition should not demand reforms because they enable it to get into power, but because they are good for the country. It is possible to fight for a good cause, but with a self-seeking motive. What is important is not the cause, but the motive. Because if a good cause is fought with a self-seeking motive, once the cause has been achieved, the motive takes over.

There are many in the opposition who are fighting a good cause, but the motive is self-seeking. There are many in Zanu PF who resist positive transformation with the last drop of their blood and the reasons are self-seeking. In the final analysis, we need to change our state of mind; we need to change the motives of our behaviour.

We will be able to deal with our problem, not necessarily on the day that the opposition will “convert to patriotism” or the day that we will hold a free and fair election, but the day that we will cease to view our national interests and challenges through the Zanu PF-opposition divide, the day that we are going to have principles which bind us together as a people called Zimbabweans, and a nation called Zimbabwe.

Kenyans Walk 3000km From Kenya To Byo

A KENYAN wildlife conservationist, Jimu Justus Nyamu (pictured) arrived in Bulawayo on Wednesday after walking a gruelling 400km journey from Victoria Falls to raise awareness on the dwindling elephant population.

Nyamu, who is on a 42 000km walk from east to southern Africa, left Nairobi in July with a team from the Kenya Wildlife Service (KWS).

The eight-man team has so far covered over 3 000km from Kenya to Tanzania, Zambia and now Zimbabwe as they raise awareness on the need to preserve elephants.

Nyamu arrived in Bulawayo yesterday and was welcomed by mayor Solomon Mguni at the Large City Hall.

“We are simply creating awareness on the importance of elephants,” he said.

Nyamu said he completed another awareness campaign walk in the United Kingdom in December last year.

Nyamu’s team next week travels to Botswana, before proceeding to South Africa on a similar mission.

Nyamu decried the decreasing number of elephants in Africa.

“In 1970, Africa had 3,5 million elephants but according to 2016 wildlife statistics, the continent has now 415 000 elephants. In a span of 40 years, we have lost 3 million,” said Nyamu.

“This is because of us human beings. We must accept that this is our mistake. God placed these animals in the world so that we all benefit.”

The Bulawayo mayor concurred.

“This decline of elephants is an indication that we need to protect our wildlife and strive to maintain our current population. The elephant was used as an emblem by King Lobengula as his royal seal and in that regard we highly respect an elephant,’’ Mguni said.

Nyamu said their campaign is being held under the theme “Ivory belongs to Elephants.”

He said his team will take their awareness campaigns to schools in Bulawayo till Monday.

According to Zimbabwe Parks and Wildlife Management Authority, the country is home to the second largest estimated elephant population in the world at 84 000, exceeding the carrying capacity of 50 000 jumbos. It comes after Botswana, which is estimated to hold over 130 000 elephants.

Opposition MDC Legislators Heckle Mutodi Over “Dishounarable” Parliamentary Conduct

By Own Correspondent| Deputy minister of Information and Publicity, Energy Mutodi Thursday  was heckled by opposition legislators after he entered the august chambers late and failed to show etiquette for the Deputy Speaker of Parliament Tsitsi Muzenda.

Opposition members of parliament raised concern and displeasure over Mutodi’s conduct which they said set a wrong precedence on adherence to parliamentary rules and regulations.

Zengeza West MP, Job Sikhala and Independent MP for Norton Temba Mliswa, accused Mutodi of disrespecting the house.

Binga North legislator Prince Dubeko Sibanda told Mutodi that parliament was not a singing platform neither was it President Emmerson Mnangagwa’s “territory” where he could exhibit how connected he was to the centre of power.

“The fact that you appeared somewhere holding a cup written “I am the boss” does not work here. When someone walks into this House, they have to be obedient to the rules of this House without exception. Do not advertise your proximity to the centre of power,” said Sibanda.

Said Sikhala in a point of order:

“He could not simply just walk before the Speaker without paying respect. He must move out, come back and bow before the Speaker.”

Mliswa also blasted Mutodi’s conduct and said:

“We cannot allow people to be above the rules of Parliament.

I know that he (Mutodi) is new. I know that you (Deputy Speaker) are new but you must stamp your authority because I will equally do the same again without bowing. What does that make this House?”

Mutodi complied and left the august house before he came back and followed due procedure and etiquette.

Senior Police Officers Reshuffled In Major Police Shake Up

SEVERAL senior police officers have again been transferred as the Zimbabwe Republic Police seeks to re-organise itself under the new leadership of Commissioner-General Godwin Matanga.

Among those affected by the latest transfers include Senior Assistant Commissioner Jonathan Chituku, who was in charge of anti-shock theft, and now moved to the police headquarters as head of the land inspectorate department.

Chituku will be joined by Assistant Commissioner E Munengerwa, who has been moved from the anti-stock theft unit to be the senior staff officer in the land inspectorate department.

Also moved from his position is Assistant Commissioner C Masepa, who was responsible for border control and minerals unit to the police headquarters as a senior staff officer in the planning department.

A memo dispatched by police spokesperson Senior Assistant Commissioner Charity Charamba on behalf of Matanga said Assistant Commissioner Crispen Makedenge, in charge of crime Masvingo, would remain.

He will be joined by one Assistant Commissioner T Mudzimirema, who is moving from the border control and minerals unit to be in charge of administration in the province.

Assistant Commissioner Margaret Ngwenya-Gono, who was recently moved from Mashonaland Central to Masvingo, will remain as head of operations.

THE way in which former Zimbabwe international Tapuwa Kapini ventured into the vehicle repair business is a true example of the adage “when life gives you lemons, make lemonade”.

The eccentric shot stopper, who turns out for Absa Premiership side Highlands Park in South Africa, recently told SowetanLive that he co-owns a workshop that fixes gearboxes in Pomona, Kempton Park.

Simply put Campos, as Kapini is fondly known to hordes of football lovers, does more than just stopping shots going into the net for a living.

The Highlands Park skipper (34), a former darling to the Highlanders family, says he had no intention of getting into fixing gearboxes until his own Ford Ranger’s gearbox ruptured some years ago.

The goalie’s attempt to fix it hit a snag when the dealership slapped him with a R46 000 quotation, without knowing they were planting the seed for a business in the former Zimbabwe Warriors number one’s mind.

“My Ford Ranger had a gearbox problem. When I took it to a Ford dealership they quoted me R46 000 to install a new one. I could not afford that amount. I went to a friend of mine who had little knowledge of fixing cars. We took the gearbox out, thoroughly cleaned and examined it and put in some screws. That’s how I got into this business.

Today, we co-own Trec Gearbox Specialist business, and it is registered,” he said.

The ex-Platinum Stars and AmaZulu goal minder is planning to enhance his mechanic expertise by obtaining a certificate.

“We have four employees. Most of the time I am in camp with the team and that’s when my partner Emmanuel steps up and does everything. We fix approximately five cars a day, depending on the parts (availability). If it’s cars like Toyotas, it’s easy,” Kapini said.

The Lions of the North captain arrived in Mzansi in 2007. Interestingly he is now fluent in Zulu and SeTswana.

Mohadi’s New Mistress in Trouble

Jane Mlambo| Vice President Kembo Mohadi’s ex-wife Tambudzani Mohadi has petitioned the High Court seeking $1.5 million in damages she emanating from the former State security minister’s adulterous affair with his current wife, Juliet Mutavhatsindi.

Tambudzani filed summons against Mohadi’s new wife, who is yet to enter an appearance to defend.

According to Tambudzani’s court papers, “Since July 2017, the defendant [Mutavhatsindi] unlawfully and intentionally committed adultery with the plaintiff’s husband [Mohadi] and inflicted contumelia on the plaintiff; she alienated Kembo Mohadi’s affection for the plaintiff and caused plaintiff’s loss of Kembo Mohadi’s companionship, comfort and service,” Tambudzani said in her declaration.

“As a consequence of the defendant’s conduct, the plaintiff has suffered damages in the sum of $1 500 000 made up as follows; (1) contumelia inflicted on the plaintiff by the defendant — $250 000 and (2) alienation of affection, loss of comfort, society and services of Kembo Mohadi — $1 250 000.”

Tambudzani also said she was claiming interest thereon at the prescribed rate from date of judgment to date of payment plus costs of suit.

Early this month, Mohadi was granted a protection order by a Harare magistrate, barring Tambudzani from issuing threatening messages and influencing the couple’s children to turn against him.

Zanu PF Accepts Chamisa Holds Keys to Legitimacy

Jane Mlambo| Zanu PF has finally swallowed its pride and admitted that they need opposition leader Nelson Chamisa to solve their legitimacy crisis.

This follows admission by Zanu PF secretary for legal affairs, Paul Mangwana that they are trying to start meetings with Chamisa.

“We are trying to start meetings once Chamisa clears the confusion in his head,” Mangwana told Newsday yesterday.

“The confusion relates to accepting parliamentary results and not accepting Presidential results when elections were happening at the same time. His Members of Parliament have been sworn in as MPs and taken up their seats in Parliament and he continues to say he doesn’t recognise the presidential elections,” added Mangwana.

He added that the dialogue meeting will look at issues of mutual concern among the two parties and map a framework of working together to move the country forward.

“We want to look at issues of mutual concern among political parties and things that we can work together and see how we can move our country forward, from the economic front and legislative front, if there are any laws we feel we must improve, then we negotiate that.”

However, MDC secretary-general Douglas Mwonzora said they stood ready to dialogue, but would not accept being given conditions by Zanu PF.

“We are ready for dialogue, but it must not have conditions. So we totally disagree with Zanu PF when it wants to set conditions for the dialogue. It must be dialogue without conditions,” he said.

Mwonzora said the interparty dialogue meetings were fruitful in bringing about the biometric voter registration issue and crafting the code of conduct for the political parties that was used in the elections.

Khama Speaks On How Zim Could Have Avoided Diamond Losses

FORMER Botswana President, Ian Khama says no Cabinet minister, permanent secretary or even the head of State in his country is allowed to make decisions on procurement, a key lesson that Zimbabwe could adopt in a bid to fight corruption.

Giving a presentation on the topic: “How Botswana Leveraged Diamonds for Economic Development: Lesson for Zimbabwe” during the Confederation of Zimbabwe Industries (CZI) annual congress in Bulawayo yesterday, Khama said corruption hindered economic development.

“We have reinforced this through independent entities. We have also got an independent public procurement entity. In our country, no member of the Cabinet even the President make decisions on procurement. No permanent secretary can make a decision on procurement. Those decisions are made by an independent entity,” he said.

According to the Transparency International (TI) Corruption Perceptions Index, Botswana is the least corrupt country in Africa, compared with neighbouring countries like Zimbabwe.

There are very few reports of crimes and bribery.

Zimbabwe was ranked 157 out of 185 on the World Corruption Index released recently by TI.

Botswana even has a whistle-blower hotline where one can call and report corruption. If someone is convicted of corruption, they are looking at time in prison and hefty fines.

The fight against corruption has contributed immensely to Botswana’s economic development, Khama said, adding that it was not proper for public office bearers to make decisions for political expediency.

“It is so easy in a democracy to throw money at issues that are populist that at the end of the day come back to haunt you because you run out of budget. It is very important to resist the urge to do so and eventually over time you will be rewarded for doing the right thing,” he said.

Khama said they have been accused sometimes of being overregulated and having too much bureaucracy when it comes to checks and balances.

On foreign direct investment, Khama said they do not entertain fly by night investors, targeting only those who add value to the economy and create employment for local people.

“That’s very important,” he said.

Khama said it was not sustainable for any country to depend on one market, hence the need to diversify the markets.

“Do not just depend on one market, in one country for your exports, you must attempt to diversify the markets as much as possible,” he said.

The central bank of Botswana is independent and vibrant, Khama said.

THE recently crowned Miss World Zimbabwe queen, Hajirah Belinda Potts, has responded to the emergency cholera and typhoid outbreak in the country by choosing to focus on the waterborne diseases as part of her Beauty with a Purpose project to be presented at the 68th edition of the Miss World pageant set for December 8 in Sanya, China.

Speaking at the Miss World Zimbabwe prize handover ceremony at Miss Zimbabwe Trust (MTZ) offices in Harare on Wednesday, Potts urged citizens to throw their weight behind the campaign to fight the epidemic.

Potts also indicated that she will turn her gaze upon vulnerable girls and play her ambassadorial role with dignity.

“As the new ambassador, I promise to help at least one underprivileged girl child to become an independent somebody tomorrow, and I promise to hold the duties with dignity and grace,” she said.

MTZ administrator Christine Matambo said since her crowning, Potts has been to several places affected by cholera, having visited the camp site at Beatrice Road Infectious Diseases Hospital.

Scandal Actress To Collect 5000 Sanitary Pad Packs For Zim School Girls

THE Women’s Institute for Leadership Development (WILD) is running a Red Cycle Campaign, which seeks to create awareness around menstrual hygiene and get the public to contribute towards collection of sanitary pads through donations.

The institute has brought in actress and TV host Mbo Mahocs on board to be the face of the campaign, which is also aimed at influencing government to craft a policy to facilitate raising a budget for sanitary pad dispensers in schools.

Mahocs will attend the Umcimbi Wabantu on Saturday where she will speak about the campaign.

WILD executive director Samukeliso Khumalo said through the partnership with Skyz Metro FM, WILD seeks to collect at least 5 000 packets of sanitary pads which will be donated to underprivileged girls in selected schools in rural Matabeleland.

“The high cost of sanitary pads has resulted in many girls using rags, tissue paper, tree leaves, cow dung, old socks and stockings as substitutes. These options can be highly hazardous. Some girls even miss classes if their red days fall during school days. Instead of celebrating menstruation as a life-giving process, our societies still ignorantly attach taboo and myths that are not only bizarre, but terrifying too,” she said.

“We invite the public to be part of the Red Cycle Campaign to help girls enjoy and celebrate their entry into womanhood! Men and boys too are invited to take an active role in this campaign.”

The eTV Scandal actress, who is currently in the country to do courtesy visits at local media outlets and her former school, Eveline High, will attend the Umcimbi Wabantu.

Mbo Mahocs encouraged people to attend the event and also bring something to donate towards the campaign.

“We encourage everyone to come through at Umcimbi and also bring a pack or two, and even donate a dollar or more towards the initiative,” she said.

Meanwhile, in a statement, Paper Bag Africa said the initiative has come as a measure to counter the high levels of poverty in rural Zimbabwe.

“The campaign also seeks to influence government to scrap value-added tax, on sanitary pads to reduce the burden of cost that ordinary girls and women bear every month in buying them. The government and other stakeholders should contribute towards menstrual hygiene as much as it does towards other necessities such as condoms.”

More Bloodshed In Kwekwe Gold Mines

A gold panner from Zhombe was allegedly murdered in cold blood at the Kwekwe city interchange rank on Wednesday afternoon following a misunderstanding.

Police confirmed the murder of Comment Moyo, an alleged gold panner, from Vulamachena village in Zhombe, who was stabbed five times with a suspected Okapi knife at the rank around 4pm by a seven-member gang.

The crime scene report shows that Moyo, who was in the company of his brothers Obert (18) and Macdonald (24), was drinking beer at Judith’s shebeen at the rank when a fight broke out.

“His brother Obert was being attacked by a person wielding a pool stick. It was at that point that he stepped in, but was mobbed by a gang of unknown assailants,” the report read.

The report indicates that Moyo was stabbed five times, twice in the left shoulder, once on the left elbow and twice on the back, killing him instantly.

His brother, Macdonald, was struck on the head with a pool stick and is currently battling for life at Kwekwe General Hospital. Witnesses who refused to be named, said the two gangs had outstanding differences emanating from previous encounters.

“It appears that they knew each other because they were accusing each other of having stolen gold ore at one of the mines, that is what triggered the fight,” one witness said.

Kombi driver Felix Jachani said a number of fights had been reported at the rank over the past months, as the number of shebeens increased inside the terminus.

“Council has to act because these shebeens are making this place unsafe. Gold panners come to drink here and when they get drunk, they start fighting, throwing stones and wielding weapons,” he said.

Illegal gold panners have become a menace in Kwekwe, with over four people having been hacked to death since November last year, according to the police.

Police have issued a machete ban in the city, but it has been largely ignored.

Meanwhile, a 37-year-old gold panner from Zvishavane on Sunday fatally stabbed his colleague following a dispute over sharing of mining proceeds, acting Midlands police spokesperson Assistant Commissioner Ethel Mukwende has confirmed.

Joseph Mapasure, of Gudo village under Chief Mazvihwa in Zvishavane, allegedly stabbed Samson Gurazhira (36) with an Okapi knife on the chest, leading to his death.

Mukwende said on September 18, Mapasure and Gurazhira shared proceeds from the gold ore they had sold. However, a misunderstanding arose days later after Mapasure began claiming a bigger share, arguing the equipment used in the mining activities was his.

On September 23, Mapasure went to see Gurazhira, who was drinking with a friend at Gudo business centre, to discuss the money-sharing issue.

“It is alleged that a misunderstanding arose and the suspect withdrew a knife from his trousers pocket and stabbed Gurazhira once on the left side of his chest. After being stabbed, he (Gurazhira) ran away, but fell a metres away from the scene.”

He died on the way to a local clinic.

Mnangagwa Ready To Pin Jonathan Moyo For $3m

President Emmerson Mnangagwa is studying a forensic audit report on Zimbabwe Manpower Development Fund (Zimdef) amid indications that more than $3 million could have been taken from the fund in suspicious circumstances.

Higher and Tertiary Education minister Amon Murwira said the report was now with Mnangagwa and action will be taken after his approval.

“A lot of issues were raised and recommendations made, but at the moment, I cannot divulge as to what will be done to anyone until the President has finished studying the report and given directions. This is a forensic audit and by its nature, it makes recommendations,” Murwira said.

The audit was undertaken amid suspicion that former Higher and Education minister Jonathan Moyo had abused the fund for personnel gain.

In the run up to the audit in December, Murwira sent six top managers at Zimdef on forced leave to allow the probe to go on without challenges.

The managers include chief executive officer Fredrick Mandizvidza, principal finance director and administrator Nicholas Mapute; human resources manager Ignatius Kanjengo; chief accountant Ropafadzo Mukamba and senior revenue manager, James Gombarago.

Moyo, currently in self-imposed exile and his former deputy, Godfrey Gandawa were accused of siphoning over $400 000 from Zimdef.

Zimdef funds are meant to support students at tertiary institutions.

At one point, Gandawa allegedly bought personal furniture using Zimdef funds, while Moyo confirmed buying bicycles for his then Tsholotsho North constituency. The Zanu PF youth league then led by Kudzanai Chipanga was also a big beneficiary of Zimdef funds.

Information at hand also suggested that auditors unearthed questionable procurement of some properties by Zimdef.

It was alleged that the parastatal purchased Pandhari Lodge for $2,2 million after outbidding other potential buyers, and also bought another property along Tongogara Street in Harare for over $2 million.

The auditors were also reportedly interested in knowing how Zimdef monies were spent on the Science, Technology, Engineering and Mathematics (STEM) programme.

“In 2016, ZITF related gobbled $1 million compared to $22 000 in 2015 and these are some of the documents that were requested by the auditors,” a preliminary report read.

It is also believed that managers were allegedly getting 460 litres of fuel per month, $2 500 school fees per child with a maximum of three children being covered, $300 telephone allowances and $120 airtime per month.

Tambudzani Not Done With Mohadi, Sues New Lover $1.5m For Snatching Him From Her

VICE-PRESIDENT Kembo Campbell Duggish Mohadi, is embroiled in an adultery storm which has seen his estranged wife, Tambudzani Bhudagi Mohadi (nee Muleya) petitioning the High Court seeking $1,5 million in damages from his alleged current girlfriend, Juliet Mutavhatsindi.

Mohadi and Tambudzani are in the middle of a nasty divorce and the matter is still pending at the High Court.

However, on Wednesday, the Zanu PF Beitbridge Senator filed summons against Mutavhatsindi, who is yet to enter an appearance to defend.

Tambudzani, under case number HC8792/18, and through her lawyers Scanlen and Holderness, said she was still married to Mohadi in terms of the Marriage Act.

Mohadi, who is currently the Acting President while President Emmerson Mnangagwa is attending the United Nations General Assembly in New York, the United States, has said he married Tambudzani in 1981 and they lived together before separating in 1999.

In terms of the court order, whose details have been kept a secret by court officials and Mohadi’s lawyers, but were confirmed by Tambudzani, who said she has also been barred together with her children from selling the couple’s matrimonial property before finalisation of the divorce.

The granting of the protection order in Mohadi’s favour followed his petition urging the court to determine the case as a matter of urgency, saying he feared for his life because Tambudzani had been calling him on his mobile phone and issuing threatening messages.

In September last year, Mohadi approached the High Court in Bulawayo seeking nullification of the couple’s marriage, claiming their marriage had irretrievably broken down.

On August 10 this year, Mohadi petitioned the court in Harare seeking a protection order against his wife on the basis that violence against him had escalated to an unprecedented level.

He said he started witnessing harassment and violence just after Tambudzani received summons seeking divorce against her.

Mohadi said Tambudzani had even gone to the extent of influencing the pair’s children to turn against him and to dispose of the couple’s matrimonial property.

Meanwhile, the Vice-President has also decided to transfer his divorce matter from Bulawayo High Court to Harare, where the case has been allocated a new case number as it awaits determination by a Harare judge.

ZANU PF Invites Chamisa For Talks, But Until He”clears the confusion in his head”

PRESIDENT Emmerson Mnangagwa’s Zanu PF party has offered an olive branch to the Nelson Chamisa-led MDC Alliance by inviting the opposition party to an interparty dialogue meant to resolve the economic and political challenges facing the country.

Previously, the interparty dialogue platforms were meant to work on areas relating to elections between the political parties and selected leaders from all the parties that have representation in Parliament.

Zanu PF secretary for legal affairs, Munyaradzi Paul Mangwana, said the ruling party stood ready to engage Chamisa’s party in dialogue through such a platform, but on condition that he accepts the outcome of the July 30 harmonised elections.

Chamisa has rejected President Emmerson Mnangagwa’s victory, but said he is open to dialogue to solve the legitimacy issue surrounding the elections.

“We are trying to start meetings once Chamisa clears the confusion in his head,” Mangwana said.

“The confusion relates to accepting parliamentary results and not accepting Presidential results when elections were happening at the same time. His Members of Parliament have been sworn in as MPs and taken up their seats in Parliament and he continues to say he doesn’t recognise the presidential elections,” Mangwana said.

He said the Constitutional Court had already made a decision.

“We are saying let’s go past that and recognise the outcome of the elections and then, as the sons and daughters of Zimbabwe, we sit down and look at the challenges and see how we can resolve them together,” he said.

Excluded British Investor Holds Mnangagwa At Ransom To Invest In The Country

KEN Vincent Grant-Cocker, a British investor who was deported in May this year for not regularising his stay in Zimbabwe, has appealed to President Emmerson Mnangagwa to help him return to the southern African country.

The Briton, who claims he wanted to bring multi-billion dollar infrastructure development investments into Zimbabwe before he was ejected, said he resorted to engaging the leader after failing to get responses from various ministers.

“Over the past four months, I have written, in some detail, to the Minister of Home Affairs regarding the matter. I wrote to the minister on the 26th of May, the 30th of May, 6th of June and finally on August 28 2018. To date, I have not had a response or even the courtesy of an acknowledgment. According to my information, no action has been taken against the officers and directors of the cartel that runs the immigration department for its personal benefit,” he said in a September 2018 letter addressed to Mnangagwa and seen by The Financial Gazette.

“In addition to writing to the minister, I previously, some six months ago, contacted the Zimbabwe anti-corruption office regarding these officials and again to date nothing appears to have happened, despite repeated reminders via WhatsApp messages,” he added.

The latest development comes at a time United Kingdom-based investment firm 360° Time World Development has indicated to government that it would halt its intended project in Zimbabwe, if its point man — Grant-Coker — is not allowed to return to Zimbabwe.

360° Time World Development, through its subsidiary 55°Time, is on a mission to position and develop 24 Timepiece Ultra Luxury Towers in 24 leading cities of the world.

The company plans to construct an iconic Tower plaza, a new tourist city in Victoria Falls, an offshore financial centre and a new all-purpose marina on Lake Kariba and “these, together with ancillary infrastructure developments, will bring massive investment into Zimbabwe that will exceed $100 billion over the next 5-7 years”.

Grant-Coker said arising out of the proposals for Victoria Falls were proposals for the revamping of waste management in Zimbabwe which involved a major international company responsible for 40 percent of the waste management in the United Kingdom.

“Their representative visited Chinhoyi, Chitungwiza and Harare sewage facilities. Following these visits, I wrote to the various councils and to Minister (July) Moyo at local government. Needless to say, I got no response or even acknowledgment.

“The irony of all these proposals is that the billions of inward investment generated would have cost Zimbabwe nothing; they were self-financing vehicles, which would have no effect on Zimbabwe’s integrity or indebtness, which is quite the opposite of what is currently happening in Zambia and its problems with the Chinese taking over its infrastructure,” he said in the missive.

He added that the draft contract for the Victoria Falls development submitted to the Tourism ministry included specific stipulations by investors that corruption would not be tolerated.
“The waste management proposals have been highlighted by the current cholera epidemic, the current sewage system leaves much to be desired. It suffers from lack of management and is starved of investment and modern technology which will do much to alleviate the problems. The plants we inspected were just not running, their equipment lying idle and in the case of Crowborough, sewage being barely treated before being distributed on the council farms.

“I would respectfully request and urge you/and your office investigate this matter as a matter of some urgency and ensure that immediate and necessary action is taken to clear out the cancer of corruption in the immigration dept and that the officers concerned are stripped of all benefits, convicted and imprisoned for their crimes. This would be a clear sign to potential investors that action is being taken and that corruption will not be tolerated at any level,” the Briton said.

“I… respectively ask that my illegal prohibition order be immediately lifted in order that I can return to my family. Everything I have is in Zimbabwe, I cannot access my assets or even draw money,” Grant-Coker said.

ZIMBABWEAN scientists working in collaboration with their counterparts at the University of Edinburgh (UK) have discovered a rare disease – systematic lupus erythematosus – that affects mainly black people.

Systemic lupus erythematosus (SLE) is a complex chronic autoimmune disease that can affect multiple organs, including the skin, joints, hematopoietic system, kidneys, lungs and the central nervous system.

Previous studies report differences in the prevalence and severity of SLE in different ethnic groups.

SLE-associated mortality in Black American patients is 24 percent, compared with five percent among Asians with comparable demographic and clinical features.

SLE diagnosis in Africa remains challenging and true disease and mortality rates are unknown.

Treatment is often complicated by side effects, so accurate, and early diagnosis (which can be facilitated by characterising autoantibody reactivity) is key to successful disease management.

In a statement to our Harare Bureau, the scientists said the discovery of lupus could help manage the disease in African patients.

Professor Francisca Mutapi of the University of Edinburgh’s School of Biological Sciences, a Zimbabwean who led the study, said: “For the first time, we have highlighted the importance of two variants of systemic lupus that affect black Africans, including one which was previously not defined in detail.

“Thanks to our research, we also have the means to diagnose and distinguish them.”

Professor Elopy Sibanda, of the Asthma, Allergy and Immunology Clinic in Harare, Zimbabwe, who led the clinical aspects of the study, said: “These findings will be valuable in diagnosing SLE in affected patients. It is currently difficult to diagnose lupus erythematosus, as many symptoms overlap with those of other locally prevalent conditions, including HIV.”

Byo Woman Arrested For Externalising $6m

A BULAWAYO businesswoman, who had been on the police wanted list for allegedly externalising more than $6 million to Botswana, appeared in court yesterday.

Delny Deanna Ashley Davies (41) of Morningside suburb appeared before Bulawayo regional magistrate Mr Trynos Utawashe facing charges of contravening the Exchange Control Act or alternatively Money Laundering and Proceeds of Crime, Chapter 9:24 after allegedly externalising $6 314 006, R500 100 and 39 500 Euros.

She was remanded out of custody to October 24 on $2 500 bail.

Prosecuting, Ms Caroline Matanga said between January 14 and April 9 this year, Davies, who is a holder of a foreign currency bank account at Stanbic Bank in Botswana, allegedly crossed into the neighbouring country through Plumtree Border Post in her personal capacity and through other couriers who are all Zimbabwean passport holders with large amounts of cash.

She allegedly deposited a total of $6 314 006, R500 100, EUR39 500 into her three foreign accounts in Botswana.

“On all these occasions, the accused person and her couriers did not declare the money at Plumtree Border Post. They would however, declare the cash at Ramokgwebana Border Post in Botswana,” said Ms Matanga.

The court heard that Davies deposited all the money into her foreign bank accounts namely Stanbic Bank (South African rand) account number 9060001687994, Stanbic Bank (Euro) account number 9060002320067 and Stanbic Bank (United States dollar) account number 9060001680000 and 9060002620435. Investigations by police established that the exportation of the foreign currency to Botswana by Davies was done without the approval of the Reserve Bank of Zimbabwe.

The money was not repatriated.

Davies together with Farid Shahadat (45) and Ryan Gregory Joseph (29) were on the police wanted list and the country had to activate Interpol in its quest to locate the trio.

During the period between February 23 and April 11 this year, Shahadat, who is the director of a gold mining and milling company, Yakuts Marketing (Pvt) Ltd in Bulawayo, with the help of other couriers, crossed into Botswana and deposited a total of $1 197 080.

On April 12 and 13, Joseph deposited a total of $331 700 into his personal foreign Stanbic Bank Account.

Davies is being represented by a team of lawyers comprising Messrs Admire Rubaya of Rubaya and Chatambudza Legal Practitioners, Tanaka Muganyi, Maclean Mahaso and Tinashe Runyanya all from Tanaka Law Chambers.

In July, police raided a Harare property and recovered US$4 million in cash and 98 kilogrammes of gold that was stashed in suitcases.

President Emmerson Mnangagwa last year gave an ultimatum to those who externalised funds and assets to repatriate them within three months. The ultimatum expired in February and a list of those who defied returning the funds and assets was published. At least $850 million of the looted $1,4 billion had since been returned to the country.

Cash Hoarding Businessman Arrested For Discharging Gun In A Public Place

A BULAWAYO businessman has appeared in court for discharging a firearm in a public place for no apparent reason.

Job Mushunje- popularly known as ‘Cash only’ due to his penchant for paying cash for everything- and is the owner of Foundation Engineering and Sales (Pvt) Ltd in Thorngrove appeared before Bulawayo magistrate Ms Adelaide Mbeure who remanded him out of custody on free bail to October 22.

He was not asked to plead as he failed to talk and looked traumatised in the dock.

Mushunje resides in Northend suburb.

He is being charged with knowingly and without lawful cause discharging a fire arm in a public place.

Prosecuting, Mr Nkathazo Dlodlo said: “On September 23 at around 3:30PM Mushunje in the company of three unnamed companions at Thorngrove produced his pistol loaded with one round and fired in the air once.”

“Mushunje apologised to his friends for shooting when they approached him saying he didn’t know the gun was loaded,” said Mr Dlodlo.

The court heard Mushunje took his pistol from his waist and fired a single shot into the air through his car window and later apologised for his actions, although threatening to fire more shots.

“The gun was for protecting his company money,” said Mr Dlodlo.

The court heard Mushunje drew the ire of his companions who disarmed and reported the matter to the police leading to his arrest.

Government Receives Half A Million Doses Cholera Vaccines

Government has received 500 000 doses of cholera vaccines and will start vaccinations next week, Health and Child Care Deputy Minister Dr John Mangwiro has said.

“We received 500 000 doses of the cholera vaccine yesterday (Wednesday) and preparations are at an advanced stage to initiate vaccination in the next week,” he said.

“In the short-term, the rapid response activity is to vaccinate at risk populations in Glen View, Budiriro, Glen Norah and Mbare suburbs.”

Dr Mangwiro was speaking during a handover of donations by Stanbic Bank and Potraz towards the cholera outbreak at the Beatrice Infectious Disease Hospital in Harare.

He said all provinces and city health departments were on high alert and had activated their rapid response teams to deal with any outbreak.

“We hope we will be able to mobilise more vaccine before the end of the year to reach a larger part of the vulnerable populations,” said Dr Mangwiro.
Government has applauded the efforts made by Potraz, Stanbic Bank, Food World and the Iranian Embassy towards containing cholera.

“Today (yesterday) we are accepting more from Potraz, Stanbic Bank, Food World and the Iranian Embassy,” said Dr Mangwiro. “We are very grateful for your gesture, I assure you that these donations will be used appropriately for the purpose of cholera control.”

Speaking at the same occasion, Stanbic Bank head of marketing and communications Mr Palmer Mugavha said they were joining the fight against cholera.

“As we join hands to restore the well-being of those who have unfortunately contracted the disease and assist in preventing further infection, we have come here today with our contribution of 5 000 litres of IV fluids, 10 000 plastics aprons for the health care workers, 50 000 face masks, latex gloves, 100 pairs of gumboots and 5 000 containers,” he said.

“We are also in the process of importing water treatment tablets, which we expect to arrive by Wednesday next week and we will hand them over to the Ministry for distribution as soon as they arrive.”

The party which won the July 30 harmonised elections scooped more than two thirds of the parliamentary seats but saw their leader Emmerson Mnangagwa narrowly win the presidential election in what party leadership has attributed to insurgency against Mnangagwa within the party.

Serious calls to witch hunt for party members who campaigned against Mnangagwa have been making rounds within the party and the weekend conferences are expected to deal vigorously with the issue.

Several senior officials may emerge casualties from the process.

The conferences will be addressed by designated Politburo members.

The party’s national spokesperson Simon Khaya Moyo said the party members are expected to carry out restructuring exercises on their structures.

“Provinces have also been directed to commence restructuring party cells. Restructuring of branches, districts and provinces including the re-establishment of District Coordinating Committees (DCCs) shall be notified in due course,” said Khaya Moyo.

Moyo immediately took time to warn the members against canvassing of votes against each other as divisions on allegiance to Mnangagwa begin to emerge within the party.

“On that, party members indulging in unsanctioned campaign activities for positions in these organs should stop forthwith as such conduct will propagate disillusionment and disunity in the party,” he said.

Khaya Moyo said as per the party’s constitution, the restructuring exercise would be co-ordinated by the Commissariat Department and supervised by the National Elections Commission.

“All party members are implored to strictly adhere to the provisions, rules and regulations which govern the conduct of internal elections. Appropriate action will be taken against anyone who fails to heed this warning.

You could tell George was a bit nervous for his boss (understandably so, shefu was doing it for the first time-ka) but enough was done in my opinion …well done George and your team content-wise. Interesting clarity and position on Palestine and Saharawi. Of course the usual mantra on sanctions and Zim being open for business as well as the commitments for Zim to accelerate growth, attract investment and rejoin the international family of nations…this was to be expected and we await practical roll-out of programmes of action in that regard (acknowledging progress so far and lamenting the slow pace of reform and behaviour change by gavhmend, tabaiwa nenhamo amana ngachikurumidze kuita turn around chunhu ichi).

We do not want Zimbabwe ever getting unnecessary international attention and spot-light over unnecessary loss of life as what happened when the miritari was unleashed with live ammunition on defenceless citizens during the post-electoral disturbances. May we see the back of such tragedies and unwarranted disproportionate use of force by those with guns siyacela… and may the Commander-in-chief please be the commander in chief and ensure we never have any such dissonance in the chain of command and no live ammunition should ever be used on defenceless citizens ever again. We want to heal as a nation and move forward, we want to recover economically and grow, not be seen to be fire-fighting and setting up expensive commissions to inquire about losses to life that should never have occurred in the first place. “I am deeply apologetic for any distress I have caused and the manner in which I acted on Friday. I ask for forgiveness and understanding for the magnitude of this insult,” said Dr Hovelmeier.

Dr Hovelmeier, who had been with the affluent boys’ college dubbed “The Green Blazer” for a decade-and-a-half, claimed he was living in danger since he made his sexual

like,” said some shop owners.

The authorities have not only
removed the vendors but have
identified sites where there is proper

Bus Accident Victims’s Bodies Arrive in Harare

Bodies of nine Zimbabweans who died in a bus accident in Polokwane last Friday morning arrived in the country yesterday.

They arrived in a convoy of 10 vehicles, a bus and a South African traffic police escort.

The victims, among them a one-year-and-three-months-old baby, were killed when the driver of an Inter Cape bus they were travelling in lost control of the vehicle which veered off the road around the Westenburg area along the N1 Road, a few kilometres outside the City of Polokwane.

The bus was on its way from Harare to Johannesburg with 61 passengers.

Zimbabwe’s Consular-General to South Africa Mr Henry Batiraishe Mukonoweshuro said they had facilitated the repatriation process with the assistance of the host government.

“We are very grateful for the cooperation and assistance we received from various stakeholders during our darkest hour,” he said.

“The South African government through the Road Accident Fund paid for funeral services and the caskets while Inter Cape catered for transport costs for the relatives. Our Government through the Civil Protection Unit (CPU) provided other monetary and material support from Beitbridge Border Post until they got to their final resting places.”

The deceased are Memory Masara (25), Tafadzwa Nyatsine (22), Nokuthula Tiny Maarah (22), Tanaka Nhundu (22), Asichile Liwawanya (38) and Anenyasha Choga (a one-year-and-three-months-old baby girl), Peter Sithole (48), Joyce Chapingidza (58) and Aloise Tapiwa Chani (18).

The convoy arrived at the border post around 3pm accompanied by relatives and was welcomed by the Civil Protection Unit committee led by Beitbridge District Administrator Mrs Kiliboni Ndou-Mbedzi.

“Our hearts are heavy with sorrow and we would want to convey our heartfelt condolences to the beavered for their great loss,” said Mrs Ndou-Mbedzi.

National director of Civil Protection Unit Mr Nathan Nkomo described the accident as unfortunate.

He said Government will give each family $500 and 100kg of rice and other services.

“We have raised our assistance fund from $300 to $500 for each bereaved family and we will facilitate other necessary services so that they may bury our compatriots in dignity,” said Mr Nkomo.

Dynamos Fires Lloyd Mutasa

Dynamos has engaged former midfielder Philemon Mutyakureva in negotiations to take over the reins at the club in their fight to stay afloat following the sacking of Lloyd Mutasa yesterday.

Dynamos finally lost patience with Mutasa and gave him the boot for the second time this season and third in his coaching career at the ailing Harare giants.

The club’s chiefs recalled juniors coach Lloyd Chigowe to take interim charge of the team ahead of their tough Premiership away assignment against champions FC Platinum at Mandava on Saturday.

Chigowe will be assisted by his deputy in the Under-17 side and former club captain Murape Murape.

But it emerged that DeMbare’s main target is Mutyakureva.

Mutyakureva, who was assistant coach to Callisto Pasuwa for three of the four trailblazing seasons when the Glamour Boys last won the league title, is tipped to take over the job with the mandate to save the side from sinking into relegation.

Close sources yesterday said talks to bring back Mutyakureva as head coach and goalkeeper specialist Ephraim Mazarura were almost complete, with the pair expected to officially commence duties on Monday.

Mutasa and his assistant coach Joseph Takaringofa, who was barely been a month into the job, were shown the exit following a miserable run in this year’s campaign.

Goalkeepers’ coach Zondai Nyaungwa, Mutasa’s trusted lieutenant, was also kicked out but team manager Richard Chihoro survived the purge.

The writing has always been on the wall for Mutasa and Wednesday’s goalless home draw against newboys Bulawayo Chiefs, which dragged the team deeper in the relegation mix, was the final straw.

This is the second time this year that the former midfielder has been fired by the Glamour Boys because of poor results.

Mutasa was sacked by the previous executive led by Kenny Mubaiwa in June this year, but the club’s board of directors overturned the decision.

However, Mutasa only managed three wins from 11 games since his return and with relegation becoming a strong possibility, the Dynamos executive yesterday wielded the axe on the coach.

It is the third time that the Warriors assistant has been fired at Dynamos, having been axed in 2011 before DeMbare went on a trailblazing run under Mutasa’s successor Callisto Pasuwa during which they won four successive championships. Ironically Dynamos have not met with any success since Pasuwa’s departure and the former Warriors coach has snubbed overtures for him to return to the club.

Dynamos chairman Isaiah Mupfurutsa yesterday said his leadership had given the coach the space and support he needed in the hope of seeing a turnaround of fortunes.

But with the season now approaching its business end, the Harare giants find themselves jostling for survival alongside teams like Bulawayo Chiefs, Nichrut, Yadah and Chapungu.

Dynamos are currently 13th on the log standings with 31 points from 27 starts. The executive felt the situation had reached unacceptable levels, hence the decision to pull the plug.

“I think you are all aware that Dynamos is sitting in a position that is not usual to it. It’s a position which is not acceptable and it’s a very embarrassing position.

“The technical team which was there was given enough space, enough time and enough resources for it to perform.

“The players that are in the Dynamos squad, all of them, were registered basing on his (Mutasa’s) recommendation. He actually attracted these players and the club was simply awarding whatever the coaches recommended.

“The same applies to the technical team. The assistant who was there was his choice. The executive has never involved itself in team selection. It has never involved in whatever decision that has to do with the team in terms of preparations and performance except whatever they requested.

“I think what is availed to the club is sufficient enough (to cater for all the basic requirements). We have got a sponsor (Netone) who is paying the salaries that are all up to date for the players. We have got a sponsor (Nyaradzo) that is giving us transport.

“But with all these resources available, the results still were not coming. We can’t really say he is not a good coach but I think it was just not his time, it was not his year and we felt that we needed to do something about it, probably change the voice in the dressing room and this is what we have done exactly,” said Mupfurutsa.

The incoming technical team have another tough test awaiting them as the rescheduled Harare Derby against CAPS United is also still on the cards.

They will also play Black Rhinos, Herentals, Triangle and Mutare City in Harare and then travel to Nichrut for the last match of the season at Ascot.

Mupfurutsa said Mutasa had left them in a difficult position.

The former midfielder led Dynamos to a credible second place finish in the Castle Lager Premiership race last season.

WATCH:MATAPI CHAOS: Residents Trapped Inside

Harare City Council has locked out tenants at Matapi Hostel in a bid to recover rental arrears, amid reports that some of its occupants have “not paid a cent” since the 2013 debt write-offs.

Council officials from Matapi District Offices were locking houses at Block 4 and 5 Matapi Flats for tenants with rental arrears.

The Combined Harare Residents Association (CHRA) yesterday claimed that city officials were only allowing tenants back after payment of $20.

“Section 51 of the Constitution of Zimbabwe gives every citizen the right to human dignity, while Section 68 guarantees right to administrative justice that is reasonable, proportionate, impartial and both substantively and procedurally fair,” said CHRA in a statement.

“Residents claim that the authorities are ambushing tenants who are not at home and then add another lock in a bid to coerce tenants to service their debts with the local authority.”

The city’s corporate communications manager Mr Michael Chideme confirmed the development, saying the city was engaging the affected tenants.

“Residents whose apartments were locked this morning because of non-payment of municipal bills have honoured their part of the deal and the apartments have been opened,” he said. “The remaining few are making payment arrangements.”

Harare City Council is owed almost $800 million by various debtors who include residents, Government and business.

Recently, council offered a 50 percent discount to residents as an incentive for residents to pay their bills.

The city says service delivery will improve if it manages to collect $400 million from what it is owed rather than continue, saying it is owed about $800 million which the city will never be able to recover.

High Court Says It’s Okay For Matiza To Intimidate His Political Rival

State Media – The High Court has rescinded an erroneous judgment that barred Transport and Infrastructural Development Minister Joel Biggie Matiza from threatening and intimidating his political rival in Murehwa South constituency in the July 30 election.

A default judgment was erroneously granted in favour of an independent losing candidate Mr Noah Mangondo after the High Court was made to believe that Minister Matiza had been duly served with court papers, but deliberately chose not to attend court.

The rescinded judgment barred him from making threats to Mr Mangondo and his campaign team, but there was no proof that there was such intimidation.

It also barred Minister Matiza from threatening to withhold presidential inputs as a way of coercing village heads and Mr Mangondo’s supporters to vote him into office.

However, the judgment was issued on mere claims without tangible proof that the minister was guilty of such infractions.

High Court judge Justice Charles Hungwe this week set aside the judgment following a successful application by Harare lawyer Mr Nickiel Mushangwe of Mushangwe and Partners.

In the rescission application, Mr Mushangwe argued that his client was not aware of the default judgment until he was served with an election petition in which Mr Mangondo was basing his electoral challenge on alleged intimidation and threats.

Mr Mangondo, in the pending election petition, cited the default judgment to support his claims.

Upon discovery of the existence of the default judgment, Minister Matiza’s lawyers then sought the setting aside of the erroneous decision.

Mr Mushangwe told the court that his client was not aware of the urgent chamber application that led to the granting of the default judgment.

Minister Matiza, he argued, was never served with any papers for the case in question, hence the judgment was granted in error.

The court also heard that the certificate of service filed of record was defective as it did not meet the requirements set out in the rules of the High Court.

The case will now be reopened, Minister Matiza getting an opportunity to outline his defence.

Meanwhile, the petition in which Mr Mangondo is contesting Minister Matiza’s victory is still pending at the Electoral Court. – state media

Court Denies Biti His Passport

MDC-Alliance principal Tendai Biti’s application for a temporary release of his passport was yesterday dismissed by Harare magistrate Mr Francis Mapfumo.

Magistrate Mapfumo said this is because he is a flight risk since he was arrested while attempting to flee the country.

Biti had applied for the temporary release of his passport to attend counselling sessions for post-traumatic disorder in South Africa and a conference organised by Pan-African lawyer’s Union in Tunisia.

Mr Mapfumo ruled that the release of Biti’s passport was too risky as the State was using it to ensure that he followed the court’s guidelines and appeared for his routine remand.

“The basis of the case lies on the fact that the accused was arrested while he was using the very passport he is asking to be released,” he said.

“He knew that he was wanted by the police and he chose to flee. If it was not for the Zambian government that returned him, he would have succeeded in fleeing.

“The passport is a way of ensuring that he shows his face before the court. Releasing it is too risky, therefore, the application is hereby dismissed.”

Biti was further remanded to October 3.

Through his lawyers — Ms Beatrice Mtetwa, Messrs Alec Muchadehama, Harrison Nkomo, Gift Mtisi and Denford Halimani — Biti made an application for the release of his passport from September 26 to October 23.

The State represented by Mr Michael Reza opposed the application, stating that there was no need for him to go for treatment in South Africa since he was invited for medical treatment, yet he had not indicated that he was not well.

Mr Reza argued that in the case of the conference in Tunisia, Zimbabwe Lawyers for Human Rights can nominate another lawyer to represent them.

Biti is facing charges of inciting violence and contravening Section 66A (1) of the Electoral Act Chapter 2:13, which prohibits the unofficial or false declaration of election results.

He is alleged to have unlawfully declared opposition party leader Mr Nelson Chamisa as the winner in the presidential elections held on July 30.

By A Correspondent| The United Kingdom’s outgoing envoy has told Emmerson Mnangagwa’s deputy Kembo Mohadi, his administration faces difficulties entering the Commonwealth due to disputed elections.

Ambassador Catriona Laing said: “I understand the President had a meeting with Honourable (Patricia) Scotland (Commonwealth secretary-general) in New York.

“That process, as I understand it, has started but it wouldn’t formally conclude until the next Commonwealth Summit, which will be in Malaysia in 2020.

“We are very supportive of Zimbabwe rejoining the Commonwealth. There is a process to follow. It’s not automatic. It involves ensuring that the Harare Declaration, which was signed here in early 1990s is enacted and that means issues like free and fair elections, an independent Judiciary and respect for the rule of law that are very helpful for Zimbabwe to have that confidence because it will be able to demonstrate to the world that it is transparently meeting that criteria.”

Ambassador Laing also added saying Mnangagwa has serious challenges ahead because of the just ended disputed 2018 elections.

“There have been many positive changes but there are still some huge challenges ahead,” she said.

She continued saying, “we talked about the elections and the positive steps around peaceful elections and the high turnout but also some concerns that the playing field is not completely even and the fact that the opposition has not accepted the results creates some challenges for Zimbabwe in terms of coming together as a country and moving forward.

“I urged the Acting President to try and ensure that everybody’s voice is heard in Zimbabwe. He of course has an important role to play as the person responsible for National Peace and Reconciliation Commission. He updated me on the work that is planned and we are very supportive and encouraging that process.

“We will also be following very closely the work of the Commission of Inquiry into the tragic events of August 1. We are encouraged that the Commission of Inquiry has been sworn in and there are very eminent people on that commission and we will be watching closely and look forward to seeing the results published and recommendations acted upon.”

Zanu Pf’s Namibian Chapter Donates Towards Cholera

By Own Correspondent| ZANU-PF’s Namibia Chapter has joined the fray of well wishers contributing towards the cholera fight  by donating detergents worth about $1 700.

The chapter joins the Government, its development partners and the private sector including churches, who have donated in cash and kind towards the fight against cholera which has to date claimed at least 49 lives.

The outbreak of the water-borne disease has since been declared a State of Emergency.

The donation is targeted at helping school children at the epicentre of the cholera outbreak — Budiriro and Glen View.

Namibia Chapter interim chairperson Cde Mahwani Kangausaru said the donation is meant to augment the efforts by Government and other well-wishers in containing the cholera outbreak.

Said Kangausaru:

“We are delighted that we have managed to contribute something in response to the cholera outbreak.

We are aware of the financial challenges the health sector is going through and we decided to help. We hope our donation will come in handy.”

Speaking in parliament (Wednesday), Mliswa said it is important to also congratulate, first of all, Advocate Chamisa for his performance where he almost defeated President Emmerson Mnangagwa.

Said Mliswa:

“I congratulate him as a brother in that he participated in an election and did extremely well although he lost .

It is important that I reiterate the fact that it is a first time ever in this country where a young person takes part in an election and garners so many votes.

If I were him, I would use that as a foundation to start working towards 2023.  I think it is important that he is commended for that and the MDC Alliance for coming in their numbers to be able to do that.

They must also be commended in that, they did well in penetrating the ZANU PF strongholds, which illustrates a free and fair election in that ZANU PF strongholds were never touched but the MDC Alliance managed to penetrate and get a lot of votes.

I wish they had taken heed of what I said to them before, that you start this game earlier than late.  I think all politicians must know that you need to work the moment that you are in office.”

MPs Demand Increase Of Salaries In Only Their First Month In Office

Zimbabwe’s legislators across the political parties have said they are working under poor conditions and want an increase in their salaries, which is commensurate with their status.

The legislators poured their hearts out at an induction workshop on Monday saying they were living like paupers and beggars as they were not well- remunerated. MPs get around $1 500 a month.

Zanu PF legislator for Shamva North Oscar Goreno said they have to meet a number of financial demands from constituents with people seeking money on a daily basis.

“We are being asked to meet even the funeral costs of our party members, but we don’t have the money. We have become welfare officers in our constituencies and a laughing stock in constituencies that we don’t have the money,” he said.

“People in the constituencies don’t understand that we are poorly- paid. They still demand money from us, and we are asking government to increase our salaries, so we can be able to continue helping people who are always demanding money from us as their MPs.”

Norton legislator Temba Mliswa said lawmakers were sacrifising a lot of financial resources from their pockets in their constituencies without any help and needed more financial support from government to cater for their welfare.

He said the MPs were always queuing and scrambling to fuel coupons, which were in short supply to them.

“In Kenya, MPs are paid $15 000 per month and have been given land to build houses and vehicles have been bought for them. They also have constituency offices where they can do research with the assistance of 10 or more researchers, but in our country, constituency offices were closed long time ago,” Mliswa said.

Godfrey Sithole (MDC Alliance) said their conditions of service were poor and needed government’s intervention so that their social status can be upgraded.

Clerk of Parliament Kennedy Chokuda, said Parliament was seized with the matter and was going to write to government to avail more funds for lawmakers.

“We have communicated with government and have asked them to improve the welfare and service of conditions for the MPs.”

Intercape Bus Accident Bodies Repatriated

Nine bodies of victims who perished in the Intercape bus accident in Polokwane have been repatriated with the assistance of both the Zimbabwean and South African governments.

Walter Choga will not forget the accident which claimed his wife Asichile Liwawanya and their one year three months old daughter Anenyasha.

Last Thursday he was an excited husband and father waiting for his family to arrive from Harare.

However, it was not to be.

The two were on their way to Johannesburg when the Intercape Bus they were travelling on was involved in an accident which claimed 9 lives in Polokwane.

The South African and Zimbabwean governments worked together to facilitate the repatriation of the bodies.

Eight of the victims are from Harare while one is from Nyanga.

The families of the victims have received state assistance to give their loved ones decent burials.-state media

Chamisa Demands For Immediate Removal Of Bond Notes

Chamisa wrote on his Twitter and Facebook pages after the US dollar rate to the Bond Notes shot up to more than 100%.

Bill Cosby Begins New Life In A Prison Cell

Until 2028 at the most, Bill Cosby will be known as inmate No. NN7687.

The 81-year-old actor and comedian, star of The Cosby Show who was once dubbed “America’s Dad,” was on Tuesday sentenced to three to 10 years in prison after being convicted of drugging and sexually assaulting Andrea Constand in 2004. After his sentencing, Cosby was taken into custody and transferred to Pennsylvania’s State Correctional Institute at Phoenix, a maximum security prison. Upon arrival, Cosby was given a few basic necessities—a uniform, toiletries, linens, towels and state-issued boots, the Department of Corrections told CNN, adding that the actor was in “good spirits.”

He was given one of the facilities’ few single cells in a unit adjacent to the infirmary. Such accommodations are typically reserved for inmates serving life sentences.

A typical cell at SCI Phoenix contains a small metal bed or double bed, a tiny metal closet, a personal metal table with a bolted down stool and a small metal toilet connected to a small metal sink, situated near the doorway. There is also an intercom inside. After a 10-day classification and diagnostic process, Cosby will be able to purchase a personal TV. He can also buy a radio or tablet in order to use email and play games, Amy Worden, press secretary for the state Department of Corrections, told E! News.

Unlike in many other prisons, the cells are air-conditioned. In addition, SCI Phoenix inmates are able to shower in single shower stalls as opposed to communal showers.

“We are taking all of the necessary precautions to ensure Mr. Cosby’s safety and general welfare in our institution,” Pennsylvania Department of Corrections Secretary John Wetzel said in a statement. “The long-term goal is for him to be placed in the general population to receive the programming required during his incarceration.”

The prison begun operating only in July, having replaced an older jail, and houses more than 3,800 inmates. Prisoners are offered treatment, educational, vocational and recreational programs. All inmates have the opportunity to work. They also have access to a non-denominational chapel, a barber shop and a gym. Cosby must undergo lifetime mandatory sex offender counseling as part of his sentence and he will be able to complete part of it in prison.

During his time behind bars, Cosby will also be allowed phone calls and visitation and the opportunity to exercise during the classification process, the group said.

During Cosby’s sentencing, his lawyer said that “incarceration would impose excessive hardship on him given his disability and his age,” adding, “How does he fight off people who are trying to extort him for a walk to the mess hall?”

“The Department of Corrections has had high-profile inmates before, and I’m sure we’ll have them again, so it’s not that much out of the ordinary. He’ll be treated like other inmates,” Worden told CNN.

Gay Teacher Resigns After Receiving Death Threats

Staff Reporter| The gay teacher at a top Harare boys’ school has resigned after death threats and pressure from parents.

Neal Hovelmeier, a sixth form teacher at the school came out to his students last week attracting a huge barrage of attacks from all corners of the country and parents of students at the school.

School authorities said that the teacher was encouraged to resign as a Zimbabwean newspaper was planning on outing Mr Hovelmeier, the school’s chairman wrote in a letter.

Some parents threatened legal action against him in a country where homosexual acts are illegal.

“I will not submit myself to a sham trial,” Mr Hovelmeier wrote in his resignation letter.

The teacher, who has worked in the elite school for 15 years, apologised for the distress caused by revealing his sexuality, saying it has since led to “death threats as well as threats of physical danger to myself and my pets”.

“I have come to realise that my current position as deputy headmaster is now untenable,” he wrote in the resignation letter.

Zim PSL Joins World Leagues Forum

Terrence Mawawa|The Premier Soccer League(PSL) has become the latest African league to join the World Leagues Forum (WLF) which comprises football leagues from around the aworld.

The WLF represents 37 members and the organisation, which was established in 2016 is chaired by Richard Scudamore, who is also the executive chairman of the English Premier League.

Some of the members include the EPL, Italy’s Serie A, Spain’s La Liga, Germany’s Bundesliga and France’s Ligue 1. In Africa, the Zimbabwe Premier League becomes the ninth member of WLF along with Algeria, Kenya, Nigeria, Algeria, South Africa and Guinea.

Membership is open to any football league that operates top-level competitions in their country.

The PSL Chief Executive Officer, Kennedy Ndebele said the association with WLF would foster close ties with top-flight leagues around the world as well as develop Zimbabwean football through learning from other advanced nations.

“We stand to benefit greatly from our membership as we get a chance to learn and co-operate with advanced nations in the operations and management of football competitions and all aspects of the game,” Ndebele said.

He also thanked Brightwell Kadenge, a recent graduate of the FIFA master programme for facilitating the PSL’s involvement.

Kadenge said the local league stands to gain global exposure and commercial growth.

Zimbabwe will attend the AGM which will be held in Mexico on 29 November 2018.

Rahman Gumbo To Join Dembare?

Terrence Mawawa| Highlanders legend Rahman Gumbo has been linked with a move to struggling Harare Giants Dynamos.

Gumbo was relieved of his duties by lowly South African National First Division side Witbank Spurs.

Gumbo who recently secured his work permit was placed on “special leave” after failing to bring forth the desired results. He joined the team ahead of the 2018/19 season.

The club confirmed the development on Facebook last night. They said the decision was mutual and Vusi Mkhatshwa will take over on an interim basis.

“The Siyavutha officials have decided unanimously with our head coach Mr.Rahman Gumbo to place him on special leave. The decision was taken largely due to results that were not forthcoming,” Spurs said in a statement.

“The team will be administered on an interim basis by Mr.Vusi Mkhatshwa and Mr.Tshepo Ntia as his assistant.”

However, there is speculation that Gumbo could be on his way to Dynamos.

The 54-year-old is seen as another potential replacement for coach Lloyd Mutasa. Mutasa has been under fire after failing to deliver at the Harare Giants since his return to the hot seat in June.

Dembare currently sit on the 13th place, just a point ahead of the team occupying the top spot in the relegation zone.

Terrence Mawawa| A farm employee has been arrested for bashing his wife and leaving her for dead after she had gone through his mobile phone messages.

Edson Maudzeni, a farm worker at Denolly Farm in Beatrice confronted his wife and severely bashed her for scrutinising his phone messages.

Beatrice Magistrate Yeukai Chigodora heard that on September 17, 2017, Maudzeni assaulted his wife with clenched fists all over her body for going through messages in his mobile phone.

“I assaulted her bacause she was influenced by her friends to go through my phone,” said Maudzeni.

He was fined $ 100 for the offence.

Terrence Mawawa| A senior member of the Muzenda Sports Foundation has expressed concern at the manner in which Zanu PF officials are falling over each other in a bid to seize the foundation.

The official who chose to remain anonymous said he was unhappy with the manner in which Zanu PF bigwigs, led by Masvingo Provincial State Minister Ezra Chadzamira, were meddling in the foundation’ s affairs.

“We are not happy with the Zanu PF officials’ interference in our programmes,” said the official.

Last week Chadzamira pledged to donate land to the foundation indicating there was need to amplify the foundation’ s activities.

The foundation was founded in honour of the late Vice President Simon Muzenda.

While the country’ s economy is plummeting with each passing day the traditional leaders are determined to siphon the remaining funds from the already dry state coffers.

Furthermore it is not clear whether all traditional leaders are computer literate.

Several traditional leaders told Masvingo Provincial State Minister Ezra Chadzamira in a meeting last week they were eager to embrace the new communication technology era.

The traditional leaders also demanded new houses and sugarcane plots in the Lowveld.

Chamisa Says Mnangagwa Said “A Lot Of Nothing At UN General Assembly

The MDC leader Nelson Chamisa has torn into President Emmerson Mnangagwa describing his address at the ongoing United Nations General Assembly (UNGA) as a non event ‘full of nothing.’

President Mnangagwa addressed the UNGA yesterday evening where he continued with ‘Zimbabwe is open for business’ mantra while committing to ensure that Harare attains middle income economy by 2030 among other issues.

“What President Nelson Chamisa would have done is to show the world how he wants to move this country to full and complete legitimacy, not to try to carry out PR exercise but also to show case Zimbabwe as a country that has sufficient political stability to attract investment.

“He would have asked other countries to partner with this country to stabilize our economic situation so that Zimbabwe can graduate to the 21st century.

Sibanda added that Mnangagwa’s address was ‘cold’ and very thin on detail accusing his delegation made up of Reserve Bank of Zimbabwe Governor, Dr John Mangudya and Finance Minister, Professor Mthuli Ncube of sleeping on the job.

“Unfortunately, his economic advisers, including the Finance Minister and the governor of the Reserve Bank have also been doing a terrible job courtesy of UNGA.”

United Kingdom based lecturer and former Advisor to the late Prime Minister of Zimbabwe Morgan Tsvangirai during the inclusive government, Alex Magaisa had no kind words for the central bank boss after he struggled to explain himself in an interview with Bloomberg.

“It was a shoddy performance from the governor,” said Magaisa while posting on his micro blogging site Twitter today.

However, Zanu PF secretary for Information and Publicity Ambassador Simon Khaya Moyo differed with Dr Sibanda saying President Mnangagwa’s speech at the 73rd UNGA was fantastic.

“It was a fantastic speech, very informative, very well tailored, very well presented and indeed articulated the vision of the second republic,” he said.

MDC-T Deputy President, Obert Gutu has also dashed to the defence of Mnangagwa’s speech at the UNGA saying it was a good address which confirms that Zimbabwe is in safe hands.

German Tourist Trampled To Death By Elephant In Zim

 

Terrence Mawawa| A German woman was trampled to death by an elephant in a popular game reserve
in northern Zimbabwe as she tried to
photograph it, wildlife officials have revealed.

The attack happened on Wednesday at the Mana Pools Game Reserve after the woman(49) apparently left the protection of the vehicle she
had been travelling in.

“The information we have is that the tourists encountered a herd of elephants when they were entering the park and they started taking
pictures,” said Tinashe Farawo, spokesman of the Zimbabwe Parks and Wildlife Management Authority.
“We do not know what irritated the animals which resulted in the woman being attacked.She passed on last night (Wednesday) from injuries.”

The woman was not named by the officials.

It Never Rains But Pours For Dembare

It never rains but pours for the troubled Dynamos as former striker Evans Gwekwerere has filed papers at the courts in Harare suing the club for $27 000 in outstanding dues owed to him.

The court case by Gwekwerere comes at a time the club fired coach Lloyd Mutasa over poor results together with his two assistants Zondai Nyaungwa and Joseph Takaringofa.

The case is likely to open a chain of lawsuits by former players and coaches who left the club with outstanding dues still to be paid.

Former club president Keni Mubaiwa recently filed papers at the courts suing the Dembare for $247 000 owed to him.

By Paul Nyathi|The newly introduced Japanese luxury sedan the Toyota Wish is the new killer on Zimbabwe’s highways accounting for most of the fatal road accidents on the highways.

The family luxury vehicle designed to carry six people is being used as a public transport vehicle between most major cities carrying up to eleven passengers.

The rate at which the vehicle has been killing people on the roads has earned it the nickname Toyota Witch.

Scores of travelers who spoke to ZimEye.com indicted that the the vehicle must be banned from being used as a long distance public transport vehicle.

Jane Mlambo| Unconfirmed reports have indicated that the woman who was assaulted by riot police at Rotten Row Magistrates Court has received compensation of US13 500.

When this image of the police assaulting an old woman at Rotten Raw Magistrates’ Court went viral, I tracked her down with the help of Fidelis Mudimu at CSU and Cde Patson Dzamara. The police had argued that the images were either photo-shopped or depicted persons who were not in the employ of the ZRP. New Twist To AFM Saga, Suspended Leadership Suspends “Coup” Plotters

By Own Correspondent| The Apostolic Faith Mission (AFM) Secretary General Amon Madawo has suspended the church’s Deputy president and several other leaders for “conduct inconsistent with their conditions of employment”.

In a letter dated September 26 2018 and directed to pastors, elders, deacons and deaconesses in Harare Province and all the affected provinces, Reverend Madawo suspended Reverends Chiyangwa, Nhamburo, Chinyemba and Mashumba from duty inviting the affected provincial leadership to a meeting scheduled for September 29 2018.

Biti Blocked From Seeking Medical Attention in South Africa

Jane Mlambo| Harare Magistrate Francis Mapfumo has ruled against an application by the opposition MDC Deputy Chairperson, Tendai Biti to temporarily get his passport in order to facilitate his trip to South Africa where he was invited for mental counselling.

Mapfumo said Biti was only in court following his deportation from Zambia where he had gone to seek political asylum adding that granting his application will jeopardize the interest of justice.

“Accused person is only in court because the Zambian authorities deported him from their country where he had flew to knowing that the police were looking for him,” said Mapfumo.

He also dismissed arguments by Biti’s lawyer, Harrison Nkomo that the accused should be granted his passport because has a lot of properties worth million dollars in the country, saying it is not convincing enough as he had earlier left the said properties and fled to Zambia.

Yesterday, Biti applied to temporarily have his passport to enable him to travel to South Africa and Tunisia.

He was arrested on charges of inciting public violence which resulted in the deaths of six civilians after soldiers opened live bullets against protestors.

“I Opened Up Zimbabwe’s Democratic Space”: Says President Mnangagwa

By Own Correspondent| President Emmerson Mnangagwa has emphasised the importance of peace, security, stability, democracy and good governance towards ensuring sustainable development, adding that he opened the country’s democratic spaces during the recently held July 30 harmonised elections.

In his maiden address at the 73rd Session of the UN General Assembly in New York (Wednesday), President Mnangagwa highlighted that elections are an integral element of democracy, hence his continuous call for peace before, during and after the harmonised polls.

Said Mnangagwa:

“Following my deliberate and conscious decision to open up the democratic space and emphatic call for peace, unity and tolerance of divergent views amongst our people; political contestations, election campaigning, voting and counting processes were conducted freely, peacefully and transparently.”

STATEMENT BY HIS EXCELLENCY EMMERSON DAMBUDZO MNANGAGWA, PRESIDENT OF THE REPUBLIC OF ZIMBABWE, AT THE GENERAL DEBATE OF THE 73rd SESSION OF THE UNITED NATIONS GENERAL ASSEMBLY, NEW YORK, USA: 26 SEPTEMBER 2018

Your Excellency, Ms Maria Fernanda Espinosa Garces, President of the 73rd Session of the General Assembly, Your Majesties, Your Excellencies, Heads of State and Government, Your Excellency, Mr. Antonio Guterres, Secretary General of the United Nations, Distinguished Delegates, Ladies and Gentlemen, It is my honour and pleasure to deliver my maiden statement in this august Assembly.

Allow me to congratulate you. Madam President, on your election to preside over this 73rd Session of the United Nations General Assembly. As only the fourth woman to hold this important position in the history of the United Nations; your election is indeed most appropriate in ter s of addressing gender equality in our organization.

UNGA 2018 Theme:

The theme which you have chosen, Making the UN relevant to all people: Global leadership and shared responsibilities for peaceful, equitable and sustainable societies resonates well with the mantra of Agenda 2030 namely to leave no one behind. The theme is a timely reminder for us to keep the momentum going three years after the adoption of the Sustainable Development Goals.

2030 Agenda for Sustainable Development:

Madam President, also at the heart of the 2030 Agenda for Sustainable Development is a promise to end all forms of poverty. This shared vision and common destiny requires us to put all our hands on deck in order to meet the ambitious targets and create a better world. For us, in the developing world, the eradication of poverty is at the top of our agenda priorities.

Development must equally be placed at the centre of the work of the United Nations, as it plays an important role in preventing hunger, deprivation, food insecurity, disease and ultimately conflict. The inclusion of the interests and views of women, the youth, children and vulnerable members of our societies should be integral and essential components in all our programs.

Madam President, Distinguished Guests, I am pleased to report that Zimbabwe has made substantial progress in the implementation of some of the Sustainable Development Goals, in particular with regards to ensuring food security. Through our people centered policies and planned programs, complemented by private sector financing and investments; farmers receive inputs, equipment and technical support.

In a bid to improve nutrition and broaden income opportunities, we have also extended support to grow the livestock, fisheries and wildlife sectors.

Removal of Sanctions:

We are confident that these multi-pronged programs will accelerate Zimbabwe’s re-entry into the global economy and associated value chains. This is one example of innovation, creativity and home grown solutions in addressing key developmental and economic challenges in spite of the continued illegal sanctions imposed on our country. We call for their immediate and unconditional removal.

Meanwhile, we look forward to the first overall review of implementation of the SDGs to be held under the auspices of the General Assembly in 2019.

30th July 2018 Elections:

Madam President, Peace, security, stability, democracy and good governance are essential ingredients for sustainable development. In view of the fact that elections as an integral element of democracy, my country held the much anticipated harmonised General Elections on the 30th July 2018.

Following my deliberate and conscious decision to open up the democratic space and emphatic call for peace, unity and tolerance of divergent views amongst our people; political contestations, election campaigning, voting and counting processes were conducted freely, peacefully and transparently.

In the spirit of transparency and openness, a broader spectrum of international observers and global media houses were accredited to observe our elections. The exceptionally peaceful pre and post electoral environment represented the maturing and entrenchment of democracy in Zimbabwe.

We are grateful to the UN and other Member States for sending Election Observer Missions and for the Technical Assistance received by our Election Management Body. The recommendations will be taken into account as we deepen our democratic and electoral processes.

We shall continue to entrench constitutionalism, democratic traditions and norms, peace unity and harmony; for it is indeed under such conditions that sustainable development, inclusive economic growth and prosperity can occur.

Post-Election Violence/Commission of Inquiry:

The isolated and unfortunate incident of the post election violence that occurred on 1 August 2018 is regrettable and most unacceptable. The Commission of Inquiry comprising eminent persons of national, regional and international repute has now begun its work in earnest. Their ultimate report and recommendations shall help us bring closure to the matter and assist in the improvement of our institutional governance.

Economic Development/Land Reform:

Madam Preside t, Distinguished Guests, now that the elections are behind us, my country is now focusing on economic development as we seek to leapfrog the modernization and industrialization of our country.

The Land Reform Program is behind us and is irreversible. Emboldened by the dreams, hopes and aspirations of our people, and in tandem with the United Nations Agenda 2030 and the African Union Agenda 2063, we have outlined our vision to become a middle income economy with a per capita income of about US$3 500.

This will bring on board increased investment, decent jobs, broad based empowerment and a society free from poverty and corruption by 2030.

Zimbabwe is Open for Business:

Zimbabwe is open for business and we are presently undertaking a raft of economic and political reforms to ensure an environment that facilitates inclusive and sustained economic growth. We have put in place institutions and instruments that maximize land utilization and increase agriculture productivity.

Equally, strategies are in place in the various sectors of our economy, to enable my country to enter the global value chains. The development and modernization of our roads, railways, airports, energy and ICT infrastructure is being accelerated in line with our regional and continental quest for enhanced connectivity and integrated infrastructure.

Madam President, Zimbabwe looks forward to playing a positive and constructive role as a free, democratic, transparent, prosperous and responsible member of the family of nations. We are committed to strengthen dialogue, cooperation and partnerships, underpinned by mutual respect, common values and shared principles.

The prevention of conflict must be a frontline strategy.

My country remains committed to strengthening multilateralism and peaceful resolution of differences. In this regard, we should address the root causes of conflict which includes poverty, inequality, deprivation, disputes over land and resources, as well as struggles for self determination.

Peacemaking and peacekeeping must be complimented by peace building efforts to prevent recurrence and relapse into conflict. Zimbabwe continues to make its modest contributions through the deployment of its personnel to various United Nations peacekeeping and peace building missions.

Reform of UN Security Council:

Madam President, Excellencies, Distinguished Guests, The United Nations and its organs require to be democratized. We join the call for Africa to be represented in the permanent category and to have increased representation in the non-permanent category.

This position is indeed justified, in view of the need to correct the historical injustice which has left the African continent on the periphery of all major global decision making processes.

International Financial Institutions Reform:

We emphatically call for the review and reform of the Bretton Woods institutions and other International Financial Institutions. Trade is an engine for development if conducted fairly and in accordance with agreed rules.

We therefore call for negotiations under the World Trade Organization which foster inclusive and shared economic growth; and further advances the global development agenda.

Fight for Sovereignty: Palestine, Western Sahara

Madam President, In the spirit of leaving no one behind, our efforts to promote global partnership for peace and development would never be complete unless we address the plight of people living under occupation.

It is most saddening that some of us continue to turn a blind eye to the suffering of the people of Palestine.

It is high time the Security Council fulfilled its Charter obligations and duties by implementing all its Resolutions; including Resolution 181, 242, 338 and 2334.

On the African continent, it is equally disheartening that the people of Western Sahara are yet to exercise their inalienable right to self determination. We call on the Security Council to insist on the holding of an independent referendum for the Sahrawi people without delay, in compliance to the relevant decisions of the African Union and the resolutions of the United Nations.

Furthermore, it is imperative and urgent for the Council to work tirelessly to strengthen its cooperation with the African Union Peace and Security Council in the search for a just and fair solution to the issue of Western Sahara.

Climate Change:

Madam President, Climate change presents a threat to all of humanity and its impact respects no borders. We therefore call for collective action and responsibility on the matter. As a developing country, we seek support in the areas of adaptation, mitigation, technology, finance and capacity building as envisaged in the Paris Agreement.

United Nations Charter:

In conclusion, I wish to reaffirm Zimbabwe s commitment to the principles of the United Nations Charter and pledge to continue to work with other nations in promoting and strengthening multilateralism for the good of humanity.

Now more than ever before, the United Nations must stamp its authority and work harder for peace in a world where might is increasingly being regarded as right.

Let us work together in harmony to ensure that the United Nations and all its organs, truly serve the collective interests of all Member States.

As global leaders, we have a shared and onerous obligation to transform our societies and create a more peaceful and inclusive world, for present and future generations.

Labour Body Demands Explanation From Minister

By Own Correspondent| The Zimbabwe Congress of Trade Union has described as unacceptable Labour minister Sekai Nzenza’s statements where she was allegedly quoted saying employers must be given the right to hire and fire workers.

In a statement released by the labour body, the newly appointed minister has started her tenure on a “wring footing”.

Said President of the ZCTU, Peter Mutasa in a statement:

“Statements coming from a Minister are quite unfortunate, unacceptable and must be condemned in the strongest terms. The Minister has started her tenure on a wrong footing.”

SUBJECT: MINISTER OF PUBLIC SERVICE, LABOUR AND SOCIAL WELFARE DR SEKAI NZENZA

The Zimbabwe Congress of Trade Unions (ZCTU) is shocked to the core by statements attributed to the new Minister of Public Service, Labour and Social Welfare Sekai Nzenza that employers must be given the right to hire and fire workers.

Such statements coming from a Minister are quite unfortunate, unacceptable and must be condemned in the strongest terms. The Minister has started her tenure on a wrong footing.

For some time now, the ZCTU has been working hard to improve the labour laws in this country and it appears the Minister want to take that away in the name of ‘improving’ the ease of doing business.

The ZCTU is aware that now we have a neo-liberal government that does not care about workers but business and profits. This government is doing whatever is in its power to introduce Labour Market Flexibility in the name of wooing investors and in the process, workers suffer.

We will never let people temper with the Labour Act without our input. It all started with the former Finance Minister Patrick Chinamasa making it clear that “it is necessary to introduce in our labour laws flexibility in the hiring of workers, as well as alignment of wage adjustment to labour flexibility”. In other words, he wanted employers to pay poor wages as well as allow them to hire and fire without any hindrances. Chinamasa claimed that the labour laws in this country are “skewed in favour of employees” and this has contributed to company closures.

It seems now we have moved the full circle. Now we have a new Minister amplifying this thinking. Such statements coming from a recently elected Zanu PF government is shocking as the party claims to be pro poor and pro workers. However, the ZCTU is aware that over the years Zanu PF big wigs have become employers, both in farms as well as industries, hence their resistance to provide decent work with descent wages to employees. Zanu PF has dramatically and spectacularly summersaulted from being a socialist party to a capitalist party.

As we have said before, labour is NOT a commodity and making it solely a factor of production is wrong. There are a lot of variables in the production chain like raw materials, machinery and technology that determine costs and sacrificing labour is unfair.

We demand an explanation from Minister Nzenza on such retrogressive statement. We also call upon all workers to unite and defend our interests against a government that has clearly been captured by global and local capital special interests groups. The ZCTU will soon be coordinating all workers’ organizations and other social movements for a way forward.

Kagame Pleads On Behalf of Mnangagwa

Jane Mlambo| African Union (AU) chairperson and Rwandan leader, Paul Kagame has made an impassioned plea for the international community to give Zimbabwe’s President Emmerson Mnangagwa “a chance” to allow the country to progress.
Addressing the United Nations General Assembly on Tuesday, Kagame also said efforts to bring normalcy to East Africa where Eritrea and Ethiopia are finding each other after decades of conflict should also be supported.“The momentous developments in the Horn of Africa, Ethiopia, Eritrea, Djibouti and even Somalia are the most remarkable.
The region’s leaders deserve our full support as they set aside decades of mistrust and work towards a comprehensive settlement. It is important for the United Nations Security Council to collaborate closely with the AU to accompany this process of normalisation.

“In Zimbabwe as well the next stage on the country’s path of progress warrants steady encouragement from the international community,” Kagame said.

However, he said in Central African Republic, Libya, the Sahel and South Sudan, there were serious problems which remained unresolved despite so much potential.
Mnangagwa came to power after a de facto coup ended Robert Mugabe’s rule of 37 years in November last year.
He inherited a country seen as a pariah in the West over alleged human rights abuses and broken from endemic corruption, a cash crisis, unemployment estimated at 80% and a struggling economy.
Mnangagwa won elections held on July 30, via the Constitutional Court after rival Nelson Chamisa of the MDC Alliance challenged the outcome, saying the electoral body had rigged the elections in the Zanu PF leader’s favour.

ED Plotting to Disarm Chamisa

Jane Mlambo| Zimbabwe Communist Party secretary general Ngqabutho Mabhena has said the officer by President Emmerson Mnangagwa to MDC Alliance leader Nelson Chamisa is meant to disarm him.

“The offering of the position of ‘official opposition leader’ to Adv Nelson Chamisa by President Emmerson Mnangagwa is meant to disarm the opposition and render it irrelevant in the eyes of the majority. Assuming Adv Nelson Chamisa were to accept the offer, his party which has already lost the parliamentary battle, will have nothing new to offer other than confirming the legitimacy of President Mnangagwa which he is contesting in the African Court following his loss both in the polls and in the Constitutional Court,” Mabhena said.

“In February 2009, days before the opposition leaders took office as Cabinet Ministers, then Finance Minister Patrick  Chinamasa introduced the multi currency regime ending the use of the Zimbabwean dollar. The MDC ran with the narrative that, its involvement in the Inclusive government brought about the use of the multi currency regime, enabling companies to import products mainly from South Africa and Botswana which brought an end to food shortages in our supermarkets.”

He said during the constitutional making process, the MDC led by Prof Welshman Ncube (now a member of the broader MDC Alliance) campaigned for the inclusion of the Devolution of Power clause in the 2013 constitution.

“After the 2013 elections, ZANU (PF) under the leadership of former President Robert Mugabe refused to implement Devolution of Power as voted for by the majority of Zimbabweans in 2013.

While the MDC Alliance is still contesting the legitimacy of President Mnangagwa, he has pulled a political carpet from the feet of the MDC Alliance by committing to implement Devolution of Power as a governance concept.

If ZANU (PF) uses its two third majority in parliament to implement Devolution of Power as per the 2013 constitution, the MDC Alliance will not claim victory as it did in 2009 with the introduction of the multi currency regime. This means that, its parliamentarians will struggle to use parliament as a theatre of struggle to the benefit of the majority in our society,” he said.

“The taking up of the offer by Chamisa as offered by President Mnangagwa will put Chamisa in a difficult position. He will have to explain to his urban constituency on why he is withdrawing his court challenge in the African court, which his supporters are said to be funding through ecocash donations. One can not accept a seat in parliament from an “illegitimate” President and still continue his legal challenge. By the way, the African Court challenge was a political move to give the political leadership of the MDC Alliance breathing space to ponder its next political move. The African Court can not override the decisions of our own courts. We are a sovereign state.”

He said secondly, Adv Chamisa can not justify his acceptance of the President Mnangagwa offer (if he accepts) claiming that he is putting the interest of the nation first.

“We are already battling cholera and economic meltdown. I do not see how his coming into parliament will assist in the fight against cholera and in turning around the economy.

President Mnangagwa has already appointed a cabinet that is engaging international capital.

He does not need the opposition to engage the Trump administration or the British. We are told that President Mnangagwa has already offered President Trump land to build a luxury resort in Victoria Falls if he so wishes.

But President Mnangagwa needs the opposition to stop its protests in cities and to disarm the boos brigade when ever he holds state functions in cities. How does he achieve this? Reach out to Adv Nelson Chamisa, offer him perks that he can not resist then all is done,” he said.

“The crawling back to ZANU (PF) of the Mugabe family, the return of the self exiled G40 leaders (except Prof Jonathan Moyo), the collapse of the National Patriotic Front mean that the political support and possible funding that Chamisa enjoyed in the build up to elections is now evaporating.

This means that, outside the political protests by MDC Alliance supporters in cities (which civil society is now questioning ) the MDC Alliance leadership is running out of political options. As Communists, we warned that, unless the MDC Alliance reforms itself and become a mass socialist political movement, it can not contest with the ruling party on a neo liberal agenda and hope to win. Its stance on neo liberal agenda will soon alienate it from the working class who constitute its biggest political support base.”

Mnangagwa Commissions Housed In Top Harare Hotel For Three Months

THE Kgalema Motlanthe-led commission of inquiry into the August 1 post-election violence has found its home at a Harare hotel, with permanent secretary in the Ministry of Justice Virginia Mabiza serving as its secretary.

Through a notice, Mabiza invited members of the public with relevant information relating to the August 1 violence that left at least seven dead, to contact the commission at its offices or submit emails through a Gmail account.

“In order to assist the commission to make fair and appropriate findings, we hereby call upon members of the public with relevant information which may be of assistance to the Commission of Inquiry to submit written submissions with contact details to the secretariat at office number 136 Cresta Lodge, Samora Machel Avenue, Harare or email [email protected],” the notice read.

Mabiza said the submissions transmitted to the commission through her, would be protected and that the safety of witnesses would be guaranteed.

“The submissions to the commission will be protected by law and will be received on a ‘without prejudice’ basis. Necessary measures have been put in place to guarantee the safety and protection of potential witnesses,” she said.

A member of the commission, Lovemore Madhuku defended the location of the secretariat, saying this was the trend worldwide to operate from hotels as this was not a permanent commission.

He said Mabiza was appointed by President Emmerson Mnangagwa in line with the law to run the secretariat.

“She was not appointed by the commission, but by the President in line with the law. It should be someone who can be able to provide secretariat services since this is being funded by the government,” Madhuku said.
