Violent men who killed opposition supporters during all elections since 1980 were not war veterans, they falsely claimed so, War Vets Spokesman, Douglas Mahiya has said.

Violet Gonda |For years Zimbabwe’s former freedom fighters brought misery to the citizens, and were among the largest recipients of ZANU PF patronage. In a major twist, the war veterans’ association recently issued a statement denouncing President Robert Mugabe accusing him of having dictatorial tendencies and of destroying the country. The ZANU PF leadership retaliated ordering the arrest and suspension of several senior war veterans from the party. The latest stance by the war veterans has baffled many. Why has it taken the former freedom fighters so long to stand with the people? Have they really come to their senses or is the reason they are now ‘fighting’ the system the succession issue in ZANU PF rather than the national interest? Do they appreciate what Zimbabweans have been going through and will they apologise for the role they played in destroying the country? Journalist Violet Gonda brings you an in-depth interview with a leader of the  war veterans Douglas Mahiya, who was arrested last month following criticism of Mugabe.
Violet Gonda: Hello and welcome to the program Hot Seat, my name is Violet Gonda. In our 2nd  episode of this new series we talk to Zimbabwe National Liberation War Veterans Association spokesman Douglas Mahiya, who was arrested last week following the release of a damning communiqué which described President Robert Mugabe as a genocidal dictator and urged the 92 year old leader to leave office.
Thanks for joining us Mr. Mahiya. Now the war vets  association has been a major voting block for the ruling party but now you are being accused of undermining the authority of president Mugabe.. what can you say about this?
Douglas Mahiya: Violet you need to understand that the prefix-Cde – has been abused in this country by some people who have their own political ambitions. So some of the things that have been registered in the minds of the people and covered in the papers – that are not progressive were not committed by war veterans but by people who we see today protecting those interests that are negative to society. For example, the issue of corruption, the issues of bad governance. We have realized it is not proper for these people to call themselves comrades because they commit crimes against people in the name of comrades. So it’s not the real war veterans who did all those things that are registered by the people.
Gonda: So if that was the case why has it taken the  war veterans association  all this time to come out and stand with the people? Especially during the 2008 violence
Mahiya: Yes, I am happy that you mentioned the 2008 violence and this violence is attributed to the people who wanted to be called war veterans. They did a lot of atrocities in our name but they were not the real fighters. Yes it is true that we have taken so long (to speak out) but you have to understand Violet that ours was a revolution. It was a turning-about of a circle, to turn things around for the benefit of the people and what we did not have was  the political power, which we then got in 1980. And we needed to do these things gradually and couldn’t make changes one time. So it has taken a lot of time and we expected the people with power to deliver. But to date we discover that not much has been done.
Gonda: But Mr. Mahiya this sound hard to believe especially as the people behind these atrocities were said to be war veterans – such as the violence seen in the commercial farms and during election time, and also which people are you really talking about when you say they were not real war veterans?
Mahiya:  Ahh, let me take you back to the liberations struggle. There were people known as vana Mujiba and Chimbwidos. Those people behind the backs of the war veterans could do certain things that were contrary to the operations and regulations of the liberation struggle but still they called themselves war veterans. Let me also take you to the contemporary issue, so that you understand. The corrupt leadership in the government. The ZANU PF political commissar Saviour Kasukuwere has got a 50-roomed house and he calls himself a Comrade. If someone does not know Kasukuwere he will think those things are being done by war veterans. So people must understand this. Secondly, I don’t think it is important to dwell on the past – it is important to dwell on the future so that at the end of the day people will be able to achieve what they had long wanted to achieve.
GONDA: I think some people will disagree with you. It is important to talk about the past because we learn from this and not  be repeated in the future. There are also calls from many, like exiled judge of the High Court Justice Benjamin Paradza, who say you need to ‘publicly and sincerely apologise for the shameful roles your group  played in bringing misery to Zimbabweans over the years.’ What’s your response to this?
Mahiya: Well if people are more concerned about an apology than a progressive position that will save our people then that is quite different. As long as I am convinced that these things were done by people who were not war vets, or who went about calling themselves war veterans – such an apology will be done simply to be together with the masses. Because we know the majority of the masses and the international community in general are more important to us than the current leadership in the country.
Gonda: Would you say Mugabe or Emmerson Mnangagwa and Joyce Mujuru who have been part of this system are not war veterans?
Mahiya: Well Violet if you are talking about what those people did then those people are high profile members of the party and whatever they did against the people it is not …  or rather the war veterans is not answerable because they are not members of the association at all. Not all war veterans are members of the War Veterans Association. Those have been working and using the government and party apparatus, which we are not responsible of.
Gonda: There is a view that the reason you are now fighting the system is not because there is a governance problem but the fight is over succession… that the war vets’ common agenda about “Mugabe must go” is borne out of selfish interests and not out of national interests.
Mahiya: People must here it from the horse’s mouth. Let me give you this background. I am a son of a mother . I am a son of a peasant farmer. That is where I came from and since I went and came back nothing has changed in terms of their social, economic and political situation.
We are sons and daughters of society. Of the ordinary man that waged a struggle against the Smith regime and managed to grab political power which we thought was going to be used progressively for the benefit of that society and that did not happen. So the people who committed anything against society for the period you were talking about and the high profile people you were talking about – of course they are called comrades and they call themselves comrades but those people were not members of the association. They are members of the government.
Gonda: But Mr. Mahiya that is not what I am asking. How can you convince the masses who feel you are not there because you feel Zimbabweans are suffering but because of the succession issues in the ruling party?
Mahiya: People have to understand it when I say there is no better expression that I can give rather than explain exactly how we feel about it, exactly how we have analysed the situation, and identify the areas that are not proper for good governance. We cannot invent new expressions or words to be able to express.
Gonda: There is a general sentiment that you are aggrieved because the ZANU PF youths were given stands … that your sudden anti-Mugabe reaction is a response to the fact that you felt you were being sidelined in favour of the youths and the women?
Mahiya: War veterans are self reliant. We are against that idea. We are not worried about those residential stands because it’s not the end of the world. We are not worried about that but what we are worried about in that exercise – if ever the government wanted to do,  it was to make sure that land was made available and given to the local authorities for distribution through a legal waiting-list with the local government. But the government has decided to do it another way which we think is not progressive and is an example of bad governance. We are not worried about those stands and we do not need them.
Gonda: How true is that statement really, that you are self reliant.  When your critics say you are the largest recipients of ZANU PF patronage … that you have been given preferential treatment over the years – such as access to land and disability allowances.
Mahiya: For your own information when the land issue was done, it is true that the war veterans got land but that land as we speak is being withdrawn from the war veterans. So you must understand that the land imbalance that was there a long time ago was in the process of being addressed and in that process the masses and the war veterans were the target group. War vets also needed to make use of the land and  that was the reason that we took up arms to fight the oppressors.
Gonda: When you say the land is being taken away from your members, are you saying you have not benefitted from the land reform program?
Mahiya: I wish you had enough resources, my dear to come to Zimbabwe and make an assessment of what is happening. You would discover that not many war veterans benefitted as we anticipated.
Gonda: Can you give us figures. How many of you are there and how many were given land?
Mahiya: Of course I cannot give you the numbers right now but you can believe it from that statement  – that is the real position on the ground.
Gonda: In hindsight would it not have been better to advocate for a more conscious effort, such as fighting for a veterans hospital or veterans pension fund
Mahiya: ummmm the hospital issue and other benefits are issues that are enshrined in the war veterans’ Act or war veterans provisions. So that one is being implemented by government. However, this does not necessary mean that the hospitals will only be for war veterans alone but will benefit the society.
Gonda: Why is the government taking the land from the war veterans right now?
Mahiya: It’s because of the brand new character in ZANU PF – the Generation 40(G40), which is a new bad in that party. They don’t want to see the war veterans. They are the people spearheading this.
Gonda: There is a question that keeps coming up on the issue of sustenance… that is the issue of fees for war vets’ children still going to school…I understand the cash strapped government has to find at least $6million dollars a term to pay towards fees for war vets children… do u have figures of school kids that still need to be sustained?
Mahiya: You have to also understand that the war veterans as an association is a very poor organization and does not have the apparatus to capture information for information precision. But the children of war veterans that are school going today are the ones benefiting from the little amounts from the cash strapped government and this has only been done this year. All the other things have not been paid. It is supposed to be every term but there is no money for that and there is no money for treatment or for the burials. Nothing has been happening for a very long time now.

As you deal with facing the future, and try to come to terms with the special role  that he played in so many people’s lives, please know that you are in our thoughts and prayers. You must be feeling so bereaved and sad. How does one begin to imagine the loss that you must be experiencing right now?
 
Our hope is that the sadness will pass in time, that the laughter will replace the tears, and that as you continue to remember the wonderful role that father played in so many lives, we pray that, in time, your heart will smile again. I can only say to you one day in a moment in a twinkling of an eye and the last trump and the trumpet will sound and the dead will rise incorruptible.
 
It is at that time we will be able to say Death where is thy sting? Grave where is thy power?, And Thessalonians say comfort each other with these words. We who are living will not surpass the dead.
 
For the dead in Christ will rise first and we who are living will be joined together with Christ in the skies and we will be with Christ always. That is our dream. Ripton Muzenda the son of the late Acting President Simon Muzenda, has been appointed the new chief executive officer of the struggling Air Zimbabwe company. The late VP Muzenda was several times Acting President, a factor that has raised questions on the integrity of the process which led to his son’s appointment.

The airline, corrupt from its foundations, serves as an immoral enriching scheme which unconstitutionally sucks millions of dollars from the taxpayer. Anyone daring to take such a job already knows the publicity risks attached as they are automatically “a fat cat” way before stepping into the building.

Muzenda once worked as a pilot at the airline and was also a chief instructor with critics saying he had no management experience to run the flag carrier, which is incurring an estimated $3 million loss monthly.

The fate of acting boss Edmund Makona could not be ascertained yesterday, with the former acting CEO telling journalists that his bid for the top post was unsuccessful.

Makona, who has been acting CEO since September 2013, was one of the five candidates that underwent psychometric tests and interviews last month.

“I attended the interviews and have been advised that I was unsuccessful. I was told that I am no longer the acting CEO,” he said. Before being appointed acting CEO, Makona was head corporate quality, safety and security.

Other than Makona, the interviews were also attended by one Kunaka and captain Oscar Madombwe with insiders saying the trio had been shortlisted for the top post.

Muzenda assumed the reins yesterday though he was not one of the five candidates interviewed last month by the board and a human resources consultancy firm hired to help in the selection process, insiders said yesterday.

Sources said the board felt that the five candidates interviewed did not have the requisite experience and knowhow to give the airline new wings, a move experts said was invalid.

“This nonsense about them being not qualified is a smokescreen to get their candidate in. It’s not genuine. You will most probably find that he is least qualified as compared to those being condemned. If they were to advertise, he will obviously not qualify, so they won’t advertise,” an expert said.

Another source said politics could have influenced the appointment of the new CEO, with indications that a senior politician (name supplied) could have played a key role. Appointments to lead parastatals and State enterprises require political support on top of qualifications.

This is not the first time the airline has brewed a shocker in appointing a CEO. In 2005, Air Zim appointed chemist Tendai Mahachi as CEO. He was suspended a year later alongside divisional director for finance Tendai Mujuru after the planes were grounded due to fuel shortages. He never returned to the airline.

Once one of the best airlines in the region, the national carrier has fallen down the pecking order weighed down by gross mismanagement and political interference. Former Transport minister Herbert Ushewokunze at one time described the airline as “a museum of mismanagement”.

The flag carrier is making monthly losses as it is generating an estimated revenue of $2,65 million against operational expenses of $5,94 million, according to a report by the parliamentary portfolio committee on Transport and Infrastructure Development. Newsday

Mawarire’s decision to relocate to the US with his family resulted in a mixed reaction by many of his supporters scattered through out the world. There are two prevailing schools of thought, those who feel he should have sacrificed, stayed in Zimbabwe – led the struggle he started from within the country, and another which posits that he is better off in the US safe and leading the struggle from there.
“This flag is not dying it is actually growing, wherever we are going we are setting up structures, setting up teams that are coordinating coming up with ideas. To put pressure on this government, what do we do to put pressure on this government to listen? and to allow people to rise up,” says Mawarire in the below video.
He outlines the two major goals of #ThisFlag campaign, “number one(1) uniting the people of Zimbabwe, and number two(2) causing our voices to rise and to register and to overcome fear. So we are not stopping or slowing down, it is lies if you hear people say this.”

Zambia Election Turmoil, Police Arrest 133 Protestors

Zambian police have arrested 133 people protesting against the re-election of President Edgar Lungu after his main opponent Hakainde Hichilema said the vote was rigged, a senior police officer said.
Lungu, leader of the Patriotic Front (PF), won 50.35 percent of the vote, against 47.67 percent for Hichilema, of the United Party for National Development (UPND), according to the Electoral Commission of Zambia.
The opposition party quickly rejected that result, saying that the electoral commission had colluded to rig the result in favour of Lungu.
“They targeted perceived supporters of the ruling party, destroying their property,”  Godwin Phiri, a Southern province police chief, told the Reuters news agency on Tuesday, referring to those arrested.
“It is like this was well planned and they were just waiting for the winner to be declared. Calm has now returned following the arrests.”
Hichilema’s United Party for National Development (UPND) said it will appeal the result at the Constitutional Court, accusing election officials of fraud during the count which began after voting ended last Thursday.
“The PF has effected a coup on Zambia’s democratic process,” Hichilema said in a statement late on Monday.
“We submitted evidence before the declaration of the results regarding the gross irregularities that have taken place. That is why we will not accept the result.”

 Al Jazeera’s Tania Page, reporting from the capital Lusaka, said the opposition was also trying to block the presidential inauguration to protest “leaving it up to the country’s courts to settle the differences between Zambia’s fierce political rivals”.The EU also supported Hichilema’s view that police had acted with politically at times, and had also cracked down “quite harshly” on some of his political gatherings, Page said.
The ruling party and the electoral commission have rejected the UPND’s accusations.

Zambia has been one of Africa’s most stable democracies although there were skirmishes during campaigning.
Lungu, who can only be inaugurated 7 days after being proclaimed victor, was due to hold a celebratory rally on Tuesday. His re-election secures him another five-year term.

Mutsvangwa Gone For Good, Shamu To Take Over

Ex-liberation fighters aligned to the generation (G40) Zanu PF faction have tipped Chegutu East MP Webster Shamu (pictured) to replace Christopher Mutsvangwa as chairperson of the Zimbabwe National Liberation and War Veterans Association, local media reports.
This follows President Robert Mugabe’s directive last month that the war veterans’ leadership backing Vice President Emmerson Mnangagwa’s presidential ambitions be removed from office.
The war vets had announced their disengagement with the 92 year-old ruler, citing his alleged dictatorial tendencies and failure to fix the prevailing economic crisis.
However, there have been concerns that of all the members of the war vets faction led by Manicaland Provincial minister Mandi Chimene had questionable war credentials, leaving them vulnerable to attacks by their rivals led by Mutsvangwa.
While Chimene refused to discuss the impending coming on board of Shamu saying “I do not want to be forced into that discussion”, sources privy to the goings on in the camp said the move was meant “to counter the Team Lacoste claims”.
“Everybody is agreed that Shamu is probably the only war veteran who is acceptable to all former freedom fighters because his credentials are not in doubt and he has also not engaged in fights with anyone, so his leadership will disarm the Mutsvangwa group that has been saying Chimene and her faction are not genuine,” the insider said.
Another Zanu PF insider added that a recent move by Zanu PF to have Shamu, whose political life has been hanging in the balance in the past two years, was part of the strategy.
“The first thing that the war veterans have done is to push the Mashonaland West Provincial executive to recommend that Shamu’s case be dropped and that he be brought back to the fold.
“Now what is left is for the politburo to endorse the recommendation while the process leading to the war veterans congress is finalised and by then, Shamu will be ready for the post.”
Shamu was slapped with a five-year suspension from Zanu PF after he was accused of backing ousted former Vice President Joice Mujuru — now leader of Zimbabwe People First (ZPF) opposition party.
The G40 camp has of late been wooing back former Mujuru sympathisers, especially MPs, to boost their numbers in the face of bruising battle for control of the party against Mnangagwa and his allies.
One other perceived Mujuru ally, former Labour minister Nicholas Goche, has since been reinstated in Zanu PF.
Goche was along with Shamu and several other senior officials suspended last year on allegations of working with Mujuru in a plot to assassinate Mugabe.
About 50 members including the likes of former Indigenisation minister Francis Nhema, the majority of who were perceived allies of the ZPF leader have appealed against their suspension and expulsion. Daily news

Mnangagwa Officials Defy Grace Mugabe

The race for the party’s primaries has turned ugly with Elias Musakwa, Everson Machaya, Wellington Mutisi and Tichaona Mandebvu, all members of the Team Lacoste camp said to be backing Vice President Emmerson Mnangagwa, falling by the wayside.
Zanu PF National Commissar Savior Kasukuwere and First Lady Grace Mugabe and appointed provincial chairperson Amasa Nhenjana are determined to block suspected Mnangagwa sympathisers from participating in the primary election. ZimEye.com can reveal the suspended members are busy campaigning ahead of the primary election. One of the suspended members, Mutisi was spotted driving a vehicle with campaign posters pasted on it. Asked about the said suspension Mutisi indicated he was unfazed by the decision. “I cannot say much at the moment but as you can see, I am busy campaigning for the primaries,” he said.
A party insider also said:”It is going to be a real battle because the members were suspended in an unfair manner. We will see what Kasukuwere and his sympathisers will do.The decision to suspend the aspiring candidates was sanctioned by individuals. It was Nhenjana and Kasukuwere who rejected the four’s papers,” said a senior provincial member. The city fell vacant after former MP Munyaradzi Kereke was sentenced to 14 years in prison for rape.

United Front to push Mugabe out

Zimbabwe’s opposition parties have formed a united front against President Robert Mugabe and will take to the streets on the 26th of August to push for reforms.
The twelve political parties have formed a coalition, National Electoral Reform Agenda, against Mugabe and are planning a massive joint mass protest to demand the immediate implementation of electoral reforms ahead of the 2018 elections.
The parties — Morgan Tsvangirai’s MDC-T, Zimbabwe People First (ZimPF) led by Joice Mujuru, the Welshman Ncube-led MDC, Zanu Ndonga, Zim-First and Zunde, among other signatories to the National Electoral Reform Agenda (Nera) — met in Harare yesterday and resolved to take Mugabe head-on in a protest march involving more than 200 000 opposition supporters.
Former Presidential Affairs minister Didymus Mutasa, the current Nera chairperson, said the planned demonstration was aimed at forcing the Zimbabwe Electoral Commission (Zec) to order the army, police and other State security apparatus to stay out of partisan Zanu PF politics.
“We don’t want to see the army, police and the intelligence being involved in party politics. We don’t want to see soldiers campaigning for Zanu PF or any other party. They must stay in the barracks, not in rural areas intimidating our villagers,” he said.
“We are demanding that the State media be professional in the coverage of all political parties and that no State resources are abused by the ruling party or any party. I am saying this with hindsight and experience. I know what used to happen, so we are saying that must stop.”
The ex-Zanu PF stalwart, a co-founder of ZimPF, warned the police from attempting to stop their demonstration, saying they would use the law to exercise their democratic right.
“We will cross the bridge when we get to the river. What is critical is that we are going to demonstrate and we shall do so in accordance with the country’s laws. Police should uphold the law and respect our rights. I know they will do so,” Mutasa said.
In past polls, senior military officers have been accused of unleashing terror against opposition supporters in a bid to force them to vote for Mugabe and Zanu PF.
Top MDC-T official Murisi Zwizwai said the demonstration would also serve as a platform to bring together all political parties under one roof, as they prepare to formalise their coalition and rally behind one candidate to challenge Mugabe in the 2018 presidential race.
The protests, Zwizwai said, would be held on August 26 in Harare, with all opposition leaders on the frontline.
“As Nera, we want to congratulate the MDC-T and [Zimbabwe] People First for showing unity at the weekend. This is what Zimbabwe wants and we are really supportive of such a platform because it affords us an opportunity as Zimbabweans to work together and develop our country,” Zwizwai said.
“It’s not only the 12 political parties who are going to participate in this demonstration, but we are inviting all civic groups and social movements who want free and fair elections in Zimbabwe to join us.
“I am talking to war veterans, groups such as Tajamuka, #ThisFlag, #BeatThePot and others. This is our time to start preparing for a better, democratic Zimbabwe.”
The planned demonstrations follow earlier petitions by Nera demanding a level playing field ahead of the crunch polls.
Other demands include that Zec takes full control of the voter register and the commission to embark on voter registration to ensure every eligible citizen an opportunity to vote in the next polls.
The group also demanded that Zec provides an electronic version of the current voters’ rolls for inspection by all stakeholders and give an update on the delimitation exercise. Newsday

 

LIVE UPDATES: Angry Teachers’ 200km March from Uzumba to Harare

RTUZ March Update- Day One

RTUZ yesterday embarked on its 200km walk from Mutawatawa in Uzumba Maramba Pfungwe (UMP) to Harare as part of advocacy for the betterment of rural education.
The demand for the day was that all forms of violence against teachers in rural areas be stopped to allow them to deliver their work in safe schools.
The march commenced at 1600hrs after delays at the UMP district education offices where a petition was being handed over.
RTUZ leaders who submitted the petition where interrogated by various security agents operating in the area. One of the agents went so far as to give threats that they would not tolerate ‘penetration of ZANU PF territories by the opposition.’
The overzealous agent went on and asked the RTUZ leaders to ‘to pack and leave the area or they would be heroes in the grave yard.’
However the march continued peacefully without incident and the union leadership was joined by dozens of villagers.
The walk went on until 2100hrs and a total of 15 km had been covered by end of Day One.
At around 0200hrs on the morning of 16 August 2016, some food stuffs and water containers were stolen by a group of youths who passed by Nyagande School turn off where camp had been set.
The rest of the night proceeded without incident and the march will resume today (16 August 2016).
The demand for the day is a 100% salary based rural allowance so as to compensate for the hardships of working in rural areas.
More villlagers and parents are expected to join the walk along the way and RTUZ leaders will also take the opportunity to tour schools and assess infrastructure and other challenges.
The march will cover 20km for the day.

RTUZ STATEMENT ON THE MARCH SCHEDULED TO BEGIN TOMORROW.
All is set for the RTUZ leadership 10 day march, covering 200km, from Mutawatawa growth point in Mrehwa district to Harare beginning tomorow. The march is expected to stretch
from 15th to 25th of August, advocating for the betterment of rural education.
At 1000hrs in the morning RTUZ will hand over a petition of ten demands
at Maramba Pfungwe, Ministry of
Education district offices and immediatly the march gravitates towards the Head Office in Harare.

Man Rapes Girl After Buying Her Pants

Bulawayo – A man allegedly raped his friend’s sister on a day he had taken her on their first date.
It is reported that Zenzo Nondo (25) from Nketa, asked permission from his friend to take her young sister who is 17, to town. However, It is alleged the girl was not keen to go but her sister insisted, that she should go so as to bring her some fruits.
Nondo appeared in court before Western Commonage Migistrate Ms Nyaradzo Ringisayi and  was not asked to plead to a charge of rape. He was remanded in custody to August 26.
Prosecuting, Mr Mufaro Mageza said Nondo first went to town with the girl and at around 2PM, he took her to his house in Nketa 8 suburb.
“Accused told complainant he wanted to show her where he lives so that she would visit him some time. When they got to his house, accused proposed love to complainant but she refused. He started fondling complainant’s breasts. He lifted her from a couch where they were sitting and lay her on his bed. He wore a condom and raped her once,” said Mr Mageza.
The complainant reported the matter to one of her sisters five days later leading to Nondo’s arrest.
In a statement, the teenager said Nondo first proposed love to her when they were having lunch in town.
“He took me to a restaurant where he bought rice for me and sadza for himself. He told me that he loved me but I turned down his offer. We then went to a china shop where he bought me pumps, secret socks and panties,” reads her statement.
She said when they got to Nondo’s house, he raped her.
“I tried to push him away when he started fondling my breasts but he lifted me from the couch and laid me on his bed. I did not scream when he raped me although I was trying to push him away from me. He then took me home to Tshabalala and left me by my gate. I told my older sister about the ordeal five days later.”

“Corrupt Officials” Bounce Back After 6 Days

The Zimbabwe Anti-Corruption Commission (ZACC) has reinstated eight of the 19 investigation officers it recently suspended for alleged corruption, insubordination and divulging the organisation’s secrets.
The remaining 11 officers, who all face similar charges, are still under investigation.
The eight, who were suspended for three months, were reinstated after serving only six days of their suspension, raising suspicions that senior managers at the anti-graft body could be vicitimising the workers.
ZACC employees argue that the victimisation emanates from their pursuit of a labour case in which they won an arbitral award of $1,5 million for outstanding allowances and benefits.
They also accuse some managers, led by acting secretary Mr Silas Pondo, of attempting to block the investigation of some high profile cases.
Some of the senior executives at the commission are alleged to be involved in the high profile cases. ZACC chairperson Dr Job Whabira confirmed the reinstatement of the eight officers in letters dated August 5.
“Following your suspension from duty on the 28th of July and subsequent investigations carried out by the Commission, it has been established that you have no case to answer with regard to the allegations,” reads the letter.
“Please be advised that you are required to resume duty with immediate effect.
“You have to notify the human resources office on your resumption of duty.”
ZACC spokesperson Ms Phyllis Chikundura yesterday said those reinstated were Matthew Sithole, Charles Sepe, Esnath Katsamba, Rufaro Kunyenda, Soneni Chavizha, Berstern Matope, Masimba Victor and Forbes Mupotsa.
“The others from the list of those suspended are still under investigation,” she said.
All the suspended workers are on salary.
“Sources yesterday raised queries at the pace and manner in which the suspensions and reinstatements were being handled.
“In the July 28 letter the Commission sent to the workers, the relationship between the two parties was branded as untenable and one wonders how this unsound relationship had changed overnight, inside six days when these reinstatement letters were written,” said the source.
“This is clear evidence that the allegations are unfounded and they simply want to intimidate the workers to withdraw their court case and someone is blocking something here.
“Remember those who indicated that they were not pursuing the court case were spared from suspension.
“The eight have been reinstated without any investigation or hearing as required by the law and one wonders what the reasons for their suspension were in the first place.”
The source said it was surprising that the anti-graft body managers wanted to revive charges which some workers were cleared of by the previous commission years back.
The July 28 suspensions came two days after the affected employees signed letters confirming to management that they were pursuing the $1,5 million arbitral award they won at the Labour Court in 2014.
ZACC acting secretary Mr Pondo in a letter to the workers dated July 26, 2016 demanded that they indicate whether or not they would pursue the labour case.
“It is deemed necessary that you indicate whether you indeed instructed the lawyers to write responding to the memo which was directed to yourself seeking to know your position regarding the matter,” read the letter.
“You are therefore, still required to show your position on the items provided below and then sign on the space provided.”
Six investigating officers who indicated that they were not pursuing the matter were spared while the 19 got suspended.
The suspended investigating officers’ lawyers, Joel Mambara and Partners had written to Mr Pondo telling him that the labour case could not be withdrawn.
Said the lawyers: “We advise that our clients are still pursuing this matter. In fact we are awaiting a hearing date for the quantification application given that our efforts to engage you have been fruitless.
“We also note with concern that you have ejected our clients from their offices and withdrawn the vehicles they were using. Be rest assured that no threats or intimidation of any sort will deter our clients from pursuing what is lawfully theirs.”
Some managers are also alleged to be always demanding documents of high profile cases the investigating officers would be working on.- state media

By Duncan Banda| Robert Mugabe’s ZANU PF party is now terrified by its own terror and recent loud echoes from the army have revealed deep fears of increasing internal violence in the race to replace Robert Mugabe.
That chaos began during the time when Joice Mujuru’s husband, Solomon died mysteriously. The whole world heard Gen Constantine Chiwenga pleading for peace as he connected the man’s departure to political violence. We need peace in our country, he said in 2011 while addressing soldiers firmly holding the charred remains of Gen. Solomon Mujuru.
Chiwenga (who was last week attacked by Grace Mugabe’s aide, Mandi Chimene) fingered the blame for Mujuru’s death on political violence. President Robert Mugabe’s official media at the weekend revealed that Mujuru’s husband was assassinated in cold blood as it said it has it on good authority that the late General (before his sudden death) under the secret watchful eye of the CIO, held several meetings with MDC-T leader Morgan Tsvangirai and agreed on a scheme of taking over and a power-sharing formula that would incorporate the General’s interests.

Exhuming Mujuru’s Remains
More than four years after Mujuru’s death, the government has refused to allow the family to perform their own investigations. As Zimbabwean coroner, Walter Chikwana turned down an appeal by the Mujuru family to have his remains exhumed for re-examination by an independent pathologist, it emerged that the army supremo Chiwenga provided a strong hint and what may be compelling grounds for an exhumation.
The army boss caused a scene when he connected Mujuru’s death to political violence during the late Gen Mujuru’s funeral parade. This was also the first time in Zimbabwe’s history that a serving army general vocally denounced the practice of violence in Zimbabwe, something that only politicians are known to do.
During the procession in August 2011, Chiwenga surprised people by referring to political violence while in the official act of conducting the funeral parade for Mujuru at the One Commando barracks.
Concerned with the horrific level of political violence, the army commander even stated that Mujuru was at the forefront of distilling the political violence, giving a hint that this may have cost the death of Zimbabwe’s most revered retired army General.
“He (Mujuru) was at the fore front of denouncing all forms of violence and I call upon all Zimbabweans to desist from such acts of lawlessness as these violate the core values of the liberation struggle. We must defend what he stood for. We must defend Zimbabwe’s independence and sovereignty at all costs, uphold peace and values that the late general has left us,” Chiwenga said.
Despite Chiwenga’s hint, the commander has been himself accused of instructing junior soldiers during the bloody June 27 2008 Presidential run-off elections to butcher suspected MDC supporters.
In 2012 the Mujuru family lawyer Kewada lodged an application asking magistrate Chikwanha to order that Mujuru’s remains be exhumed so that a professional autopsy can be conducted by the family’s South African pathologist.
This came after Reggie Perumal, the South African forensic scientist hired by the Mujuru family, raised doubts on the hurried autopsy conducted by Cuban pathologist, Gabriel Gonzales Alvero. Perumal said Alvero had not used the appropriate tools and also queried why Alvero did the autopsy when he is not registered in Zimbabwe on the medical practitioners list, a thorny find in the Inquest which stretched into the second week, many days further than originally intended.
During the inquest hearings, Kewada repeatedly told the court there were many unanswered questions on how Mujuru’s remains were identified as well as the establishment of the cause of death at his farm.
Vice President Mujuru and the widow to the deceased, the last witness (number 39) in the inquest, was not asked to take to the witness’s stand but her affidavit was read in court.
Mujuru, in a written statement to the inquest described the response by fire fighters at the general’s farmhouse as “totally ineffective”.
The fire department told the court earlier the tanks of all its fire trucks leaked water.
In his determination, the magistrate blasted Kewada for attempting to arm twist him into doing what the Inquest act does not empower him to do.
The Mujuru family lawyer Thekor Kewada would soon state that he accepted any criticism against him:
“Whatever criticism was made of me I have got broad shoulders, I take it on,” Kewada also told journalists after the court’s verdict.
“I think we have played our part I will accept the magistrate’s criticism as he puts it. I don’t think he intended to say anything other than saying well ‘look this is what the Act says and what the rules say,” he said.
“What is important is that through the inquest we have managed to reveal important information to the public. Those who have been following the inquest will agree with me. On the issue of the exhumation request yes I am aware that we have to apply to the Ministry of Home Affairs, and we will wait for the recommendations which the presiding magistrate is going to make to the Attorney General before and take it from there,” he said.
Mujuru was found dead after a mysterious fire outbreak which gutted his Beatrice farm house in August 2011. He had resigned from the army, entered into politics, and later stepped down as MP in 1995 to concentrate on his private businesses.

So brutal was this evil terror campaign that the Amani Trust, perhaps the most active human rights organisation, estimated that as many as 1,000 women were being held in Youth Service camps as sexual servants. The trust, an affiliate of the International Council for the Rehabilitation of Victims of Torture, assists victims of political violence.

Scared of public anger, cabinet ministers are panicking over their draconian import ban and now seeking to reverse it.  Last month ZimEye readers attacked the state for its abuse of citizens by creating a statutory instrument that favours the ministers’ private businesses while crushing down poor unemployed citizens who are struggling to survive.

The notorious Minister involved, Mike Bimha, is First Lady Grace Mugabe’s brother.
In a recent ZIMEYE LIVE REPORT program, it was revealed the ZRP countrywide is also in panic and is now seeking peace with the angry public.

Caught with egg on face, government is setting up an emergency monitoring and evaluation team to assess the effects of Statutory Instrument 64 of 2016 on the business sector and make improvements according to recommendations from stakeholders, a senior official has said.
The contentious instrument has been a source of much trouble for the beleaguered government, with massive demonstrations against import bans taking place in Beitbridge.
The Statutory Instrument removed 42 products from the open general import licence, restricting their importation into Zimbabwe.
This was after government wrongly diagonised that local industry had capacity to produce the goods.
SI64 controls a wide array of imports, including coffee creamers, camphor creams, white petroleum jellies, body lotions, builders’ wares such as wheelbarrows, structures and parts of structures of iron or steel, bridges and bridge sections, lock gates, lattice masts, roof, roof frameworks and doors.
Responding to questions from players in the private sector at the Confederation of Zimbabwe Industries SI64 breakfast meeting in Harare yesterday, Industry and Commerce Minister Mike Bimha said the policy was part of recommendations made by the private sector as a way of addressing challenges they were facing.

He said firms that were negatively affected by SI64 could approach Government for solutions.
Minister Bimha said the policy was a temporary measure which sought to address challenges in the manufacturing sector and protect local companies from imports.
Some business people who attended the meeting felt SI64 was a rushed effort.
They said no consultations were made before it was implemented.
It was also highlighted that firms that rely on imports face closure.
But Minister Bimha said consultations were made.
“The Statutory Instrument 64 is part of recommendations from the business sector made 12 months ago. When I became minister, I consulted the private sector on what they thought could be done to address the challenges they were facing.
“We then involved other players in the industry such as the Confederation of Zimbabwe Industries and the Zimbabwe National Chamber of Commerce, among others, to identify products that would be put on the restriction list.
“Business associations also carried out another survey and identified products that were in sufficient quantities and that is how we crafted the SI 64,” he said.
The minister said it was important for business to highlight the unintended consequences of the policy.

“SI64 is not meant for companies to shed labour where companies get adverse effects. We need to strike a balance. You should come and talk to us. We need to find ways of making sure companies survive and continue to comply. I would not dream that this policy would affect so and so in this manner.”

Grandpa Caught Having Sex With A Cow

Terrence MawawaMasvingo| An elderly local farm worker has been nabbed for having sex with his employer’s cows on several occasions.
Simon Dehwa (69) of Bushmead Masvingo sexually pleasured himself on his boss’ cows on several occasions, without being caught, until he ran out of luck during one of his escapades. Dehwa appeared before Magistrate Langton Ndokera last week, facing bestiality charges. In August 2015 Robson Maunganidze and Martin Chivesera saw Dehwa having sex with several cows at the farm.
The farm belongs to Ephraim Maphosa. It is understood Dehwa had sex with his boss’ cows on several occasions without being spotted. When Maunganidze and Chivesera spotted Dehwa having sex with the cows, they advised Vimbai Ncube, a senior farm employee who trailed the unsuspecting Dehwa. Dehwa was apprehended while having sex with his employer’s black and white cow near the compound shed. After being told about the matter, Maphosa the farm owner reported the matter to the police leading to Dehwa’s arrest. Dehwa denied the allegations and the matter was postponed to next week for judgment.
A farm worker told ZimEye.com examinations conducted on the beasts indicated the cows were abused on several occasions. “Dehwa had sex with the cows on several occasions. At his age we expected him to behave in a responsible manner,” said the farm worker.

Woman Poisons Family Of 7 People

A woman from Nkayi allegedly tried to kill seven members of the same family by poisoning their 200- litre water drum. The family later suffered severe diarrhoea after drinking the water that was poisoned by the woman’s 12-year-old nephew who she had sent to perform the dirty job.
Silibaziso Ncube (39) is facing seven counts of attempted murder and is set to appear at the regional court in Bulawayo for trial.
Prosecutors allege that Ncube hatched a plan to kill her neighbours and took umligazigani (an indigenous tree) seeds which she gave to her nephew.
Reasons why she attempted to kill her neighbours were not stated in court papers.

“On November 13 last year, Ncube gave her nephew two seeds and some powder wrapped in a plastic paper. She told him to put the seeds and powder in the 200-litre drum used to keep drinking water for their neighbours which was at Jilly Mahlangu’s homestead,” reads the State outline.
“The boy kept the poison until the next day as instructed by his aunt. On the following day around 2PM, the boy proceeded to Mahlangu’s homestead and gained entry through an open space at the corner of the yard.”
It is alleged that the boy put the poison in the 200-litre drum full of water which was outside the kitchen hut.
“Two of the family members saw the shoe print which they traced and were led to the boy’s home. After inquiring, they were told the shoe belonged to Ncube’s nephew,” said the State outline.
Prosecutors allege that the boy was called to Mahlangu’s homestead and confessed that he had entered the homestead.

Tomana Goes Missing | BREAKING NEWS

The suspended Robert Mugabe-handpicked Prosecutor-General, Johannes Tomana, has gone missing as his case for abuse of office hots up.
Tomana whose phone was switched off yesterday, failed to appear in court for the case in which he is under judicial probe for meddling and protecting convicted rapist, Munyaradzi Kereke.
Harare regional magistrate Mr Noel Mupeiwa is on Friday now expected to make a determination on who is supposed to pay the legal costs incurred in the private prosecution of the former Bikita West legislator.
The magistrate will decide who among the three — National Prosecuting Authority, Tomana in his personal capacity or Kereke — will pay the legal costs.
Private prosecutor Mr Charles Warara made the application for legal costs last month in terms of Section 22 (3) of the Criminal Procedure and Evidence Act which states that, “Where a person prosecuted at the instance of a private party is convicted, the court may order the convicted person to pay the costs and expenses of the private prosecution.”
The section further provides that, “If the private prosecution was instituted after a certificate by the Prosecutor-General that he declined to prosecute the court may order costs to be paid by the State.”
Last week, Acting Prosecutor-General Advocate Ray Goba said Tomana, whose decision not to publicly prosecute Kereke is in question, should be given an opportunity to explain himself in court.
In a letter to Mr Warara following Adv Goba’s response, Mr Mupeiwa said: “As we agreed, the matter is set down for August 15. If honourable Johannes Tomana manages to avail himself on that day, then we will hear his submissions, but if he fails to avail himself, be prepared to answer to these submissions and the ruling will then follow.”
However, Tomana did not attend court yesterday to respond to the application despite being expected to give his side of the story.
In his submissions yesterday, Mr Warara said: “Tomana failed to show up knowing that the way the matter was conducted was unprocedural. He did not come because he has nothing to say,” he said.
“What the PG’s office did during that time was corruption which is so glaring because they favoured an accused person. If it was just an old man from Chiundura, would Tomana have intervened? The court must look into all these issues to come up with a determination.”
He added that Kereke was also to blame for trying to evade justice saying he made attempts to frustrate justice.
Mr Warara said: “I do not know how Tomana came up with his decisions. Therefore, I do not want to make submissions attacking him personally. It would have been fair if he was here together with a representative from the PG’s office so that they could explain themselves.”
Mr Warara questioned why the PG’s office got involved in the vetting of Kereke’s docket.
“This was an ordinary rape case which did not require Mr Dube the deponent of the set down office, to attend to the docket. From the police station, the docket should have been vetted by the senior public prosecutor at the Rotten Row court before referring the matter to a remand court for initial remand.
“The question is why was the set down office, which deals with High Court matters, involved with a matter which falls within the jurisdiction of the senior public prosecutor? This is where the alleged corruption arose from,” he said.
Through his lawyers, Kereke is refusing to pay legal costs saying he was neither the one who barred his prosecution nor the one who runs the PG’s office.
His lawyer Mr Marshal Hondo Chitsanga said there was no reason why the NPA should not be ordered to meet the costs.
“If the private prosecution is looking for someone to burden with the costs, then the NPA should be blamed for not prosecuting him. There is no basis why the accused should be burdened with the costs,” he said.
Mr Chitsanga added that there was no evidence to show that Kereke influenced Tomana’s decision not to prosecute him.
The defence also argued that Mr Warara’s application was misplaced adding that the court became functus-officio when it jailed Kereke.
However, Mr Warara in response, said the issue of costs could not have risen before conviction therefore his application was properly before the court.

Pistorius Suicide Scare

pistoriusOscar Pistorius was placed on suicide watch this week after sustaining severe wrist injuries in jail that saw him rushed to Pretoria’s Kalafong Hospital last weekend.
However, the mystery surrounding the case has deepened, with three senior prison sources also confirming to City Press that Pistorius had laid a complaint of attempted murder against prison nurses three weeks ago.
Shortly after he was returned to Kgosi Mampuru II Prison, Pistorius made a formal complaint to prison management in which he alleged that three prison nurses were trying to kill him by giving him medication he insisted was “toxic”.
The senior correctional services sources told City Press this week that Pistorius refused to take any medication offered by those prison nurses and insisted on only being given medication that had been prescribed by his private doctor.
One of the senior correctional services sources said the Paralympian “was very upset and had requested to see police officers in a bid to open a criminal case”.
Pistorius, he said, had also asked to be transferred to Zonderwater Prison, east of Pretoria, a request that was denied.
“He was supposed to meet them last Friday, but it appears the officials did not process his request to meet police officers,” the source said.
The very next day, Pistorius was rushed to hospital with severe injuries to his wrists. He told prison officials that he had fallen out of bed and injured himself.
An inmate told City Press that Pistorius had injured himself intentionally.
And two warders with knowledge of the hospital section said razor blades were subsequently found in Pistorius’ cell during a search last Saturday afternoon.
The three senior prison sources told City Press that Pistorius was now on suicide watch in prison, which entails 24-hour monitoring and increased visits by warders to his cell.
Pistorius’ brother Carl, however, denied after a visit to the prison last Sunday that Pistorius had attempted suicide, saying that he slipped in his cell.
“I know that there are reports saying that he tried to injure himself – they [are] completely untrue and sensational,” he tweeted.
“He slipped in his cell and injured himself, [it is] nothing serious.”
Correctional Services spokesperson Singabakho Nxumalo told City Press this week that his department would not be making any public comment before their investigations had been completed.
“Our internal investigation is at an advanced stage. Our response will be guided by the findings of the investigation,” he said.
The investigation now includes whether Pistorius had in fact attempted suicide, as well as the discovery of razor blades in his cell.
The investigation was started shortly after Pistorius was returned to the prison, after warders raided his cell and allegedly found a pair of scissors, prescription drugs and “toxic pills” hidden inside it.
Warders and an inmate told City Press that prison authorities began to fear he was going to harm the prison’s health manager and professional nurse, Charlotte Mashobane, who testified against him at his sentencing proceedings.
“They found a pair of scissors, [prescription] drugs and six antidepression pills hidden in his cell,” said the inmate.
The information was also contained in Pistorius’ prison journal, in which all incidents involving the prisoner are recorded.
This week, four correctional services officials said that on Monday, after City Press broke the news of Pistorius’ hospital drama, several nurses and other inmates were hastily transferred to other prisons after being suspected of leaking the information.
“Some nurses and inmates have now been transferred to Pretoria Central correctional services offices, while others have been transferred to Leeuwkop Prison,” said one of the warders.
Nxumalo confirmed the transfers, but denied they were linked to the information leaks.
“That was a routine exercise and personal circumstances were taken into account,” he said. – CityPress

The First Lady, Grace Mugabe is to commission an ambitious housing project in Kadoma.
The construction is already underway with road construction and trenching for water and sewer at various stages of completion. A unit of 10 houses has been started and the work is expected to be complete by September.
The Macsherp Housing Project which is on 100 hectares of land has been praised as a model of the private sector’s contribution to the success of the Zim-Asset economic blueprint.
Mostly the beneficiaries of this project will be  the low-income earners who will occupy these houses on a rent-to-buy scheme.
Project manager Mr Tapiwa Kanenga said work was in full swing with construction of the road network at the Pixie Combi Phase 2 scheme done to gravel level.
“We have done all the roads in terms of gravelling and we have done trenching for both water and sewer reticulation,” he said.
Mr Kanenga said laying of pipes and manholes would start soon.

Project developer Mr Jimayi Muduvuri said plans were afoot to invite the First Lady to commission the 10 units, which would be handed over to her on the day.
“According to our work plan, the houses should be completed before end of September and we want them to be commissioned by the First Lady before we hand them over to her. They will be hers to do whatever she deems fit,” he said.
The First Lady has been given 20 stands from the project and partners came on board to complement the developer in building the 10 model houses.
The core houses will include a bedroom, kitchen, bathroom and a toilet.
The scheme will offer flexible payment terms of up to three years with people paying as little as $80 per month after meeting the cost of the land which has been pegged at around $5 000.
Labour and material costs will drive the total cost to around $9 000.
Mr Muduvuri said the project received overwhelming response from civil servants.
“People will walk into a completed house if they agree to have us do it for them so that the money they were using to pay rentals goes towards finishing their house,” he said.
Speaking at the commissioning of earthmoving equipment and ground breaking ceremony of the housing scheme recently, the First Lady said the success of the Government’s economic blueprint, Zim-Asset, lay solely in the hands of Zimbabweans.
She said it was through good infrastructure that the country would attract investors.- state media

The directive comes at a time when secondary schools in most parts of the country had started conducting Form One entrance tests in preparation for next year.
Secretary for Primary and Secondary Education Dr Sylvia Utete-Masango yesterday said it was illegal for schools to conduct entrance tests.
“It’s Government policy that schools should go by the Grade Seven public examination results for them to offer Form One places. Selection should be done on the basis of these results, not the entrance tests that they’re conducting at their schools.
“All the schools that have conducted or are planning to conduct entrance tests are going against Government policy. They must cancel the entrance tests and wait for the Grade Seven results. We’ll follow up through our structures and make sure that our provincial education directors monitor their schools,” said Dr Utete-Masango.
On Sunday, Minda High School in Maphisa, Matabeleland South, invited pupils for an entrance test on August 27.
The pupils are expected to produce Grade Six end of year results, Grade Seven mid-year results and certified copies of birth certificates.
The tests will be conducted at its premises in Maphisa, at St Patricks Primary School in Makokoba and at Our Lady of Assumption Catholic Church in Gwanda.

Miner Falls 180 Metres Down Mine Shaft

 
Staff Reporter| A miner at controversial Vumbachikwe Gold Mine in Gwanda this morning died after falling over 180 metres down a mine shaft in a freak accident.
The man who has since been identified is reported to have gone down the shaft when a cage he was using to go down the shaft developed a technical fault.
Workers at the mine blamed mine management for recklessness due to it’s continued resistance to service its equipment.
In recent media exposures workers at the mine claimed that the new management is neglecting the mine as they are not planting funds back into the operations of the mine.
Workers at the mine have gone for almost two years without salaries.

ZRP Cops Killed Bulawayo Driver

The family of a driver who on Friday was crushed to death by a Bulawayo-bound Greyhound bus, have alleged off-duty police officers who mounted an illegal roadblock, caused his death.
They yesterday told the state media that the five police officers fled after realising Mr Bongani Mpofu (44) had been mortally wounded when the bus went down on him as heattended to a tyre puncture at Beitbridge Border Post.
Officials said the tragedy occurred at around 1PM when the officers were searching the bus. The driver was trapped as he attempted to put a second vehicle jack, when the first one gave in. Border authorities said the driver was later pulled out by some travellers and taken to Beitbridge District Hospital where he was pronounced dead upon admission.
The state media yesterday caught up with Mpofu’s brothers, Thembelani and Mbambeleli, who are angry at the circumstances that led to the death of their sibling. “We’ve established that the bus had gone through immigration procedures and had exited the border when a group of men in plain clothes materialised from the blue and ordered the bus to pull over,” said Mbambeleli.
“We’re told that my brother told them that company policy didn’t allow them to park in such small spaces and they threatened to arrest him. They demanded to search the bus. My brother and his assistant first protested saying Zimra officials had already searched the bus. Later, they said they could allow the cops to search the vehicle only if a larger space was available for them to properly park the bus. The police officers ordered them to head back to the border.”

Mbambeleli said the cops ordered Mpofu to park the bus near a truck stop within the border perimeter fence. “The police entered the bus and searched it, purportedly looking for smuggled goods which they failed to find. It was during the search that my brother noticed that the bus had a puncture because it had been parked on top of protruding metals,” he said.
After failing to find the suspected smuggled goods, said Thembelani, the officers switched goalposts and said they must have picked the wrong bus. It was at that point, Thembelani added, that Bongani went under the bus to attend to the puncture and was crushed. “The police officers immediately fled the scene. They didn’t even attempt to remove him from under the bus,” he said.
He said officials at the border informed the family the cops were genuine officers but were allegedly off-duty when they carried out the search. The two brothers said if what they said was an illegal roadblock had not been mounted, their brother would still be alive. Matabeleland South police spokesperson Inspector Philisani Ndebele said he was not aware of the circumstances surrounding Mpofu’s death.
“We haven’t received communication on that. We don’t have those details. I’d urge the company and the relatives to approach the police regarding this matter so we can investigate,” he said. A Greyhound official yesterday said the company was exploring ways to pursue the case with the police, without causing friction.
Mpofu is survived by wife, Nomsa and children Bongile (10), Buyisile (6) and Buzile (3). It is anticipated that he will be buried tomorrow. His family says it is poorer without him as he was its breadwinner, role model and father figure.

Thousands of opposition party supporters, mainly MDC members were maimed, tortured and killed at torture camps set across the country.
ZimEye.com is reliably informed that Zanu PF officials are recruiting members of the national youth service under the guise of empowerment. The exercise is being carried out in Bikita and Zaka districts respectively. It has also emerged that the youths will be based at Mushagashe Training Centre where they will purportedly undergo training in various technical fields, to empower them for the terror campaign to be unleashed upon citizens.
At the time of going to press ZimEye reporters on the ground had not found out other training camps in other parts of the country.
However, party sources told ZimEye.com the exercise was meant to revive the notorious national youth service ahead of the 2018 polls.
“There is a strategy to revive the national youth service. We will utilise Mushagashe Training Centre in Masvingo to train members of the national youth service. It is anticipated that there will be disputes before and after the 2018 polls such that there is need to recruit as many members of the national youth service as possible.There is a careful selection process to make sure only loyal party members are chosen,” a Zanu PF official told ZimEye.
Political analysts have described the move as a deliberate plan to close democratic space ahead of the crucial 2018 polls. Community Tolerance Reconciliation and Development Advocacy Officer, Brighton Ramusi yesterday said genuine empowerment programmes should be inclusive and transparent in nature. “Genuine empowerment programme are supposed to be done in an objective manner.It seems the so called empowerment programme is heavily tilted in Zanu PF’s favour.All youths must be given equal opportunities,”said Ramusi.

Rtd Col  Dube, has been taken by a man who  failed to meet the criteria to be declared an ex-political detainee.
Through lawyers from the Civil Division of the Attorney-General’s Office, said the second respondent was non-existent as there was no board for Ex-Political Prisoners, Detainees and Restrictees.
Jimitias Chigurugudu, through his lawyers Garikayi and Company, has filed a court application at the Bulawayo High Court citing the minister.
Chigurugudu said he served for four months at Chiredzi Prison during the liberation struggle. He went through the vetting process in 2007, but due to the length of his prison term, he failed to qualify for ex-political prisoner status.
In terms of section 2 of the Ex-Political Prisoners, Detainees and Restrictees Act, a person is only recognised as an ex-political prisoner if her or she was imprisoned for a period of not less than six months.
Chigurugudu, who claims to have organised political meetings alongside the late Vice-President Joshua Mqabuko Nkomo among other liberation icons, wants a court order declaring him an ex-political prisoner in terms of section 2 of the Ex-Political Prisoners, Detainees and Restrictees Act.
Chigurugudu said he was arrested in January 1976 by Rhodesian Central Intelligence officers and taken to Triangle Police Station for violating the Law and Order Maintenance Act when he mobilised masses to attend a political meeting.

 “I was arrested in January 1976 for mobilising masses to attend the UANC political meeting in December 1975. I was tried before a court of law which convicted and sentenced me to five years in jail without option of a fine of which four-and-a half years were suspended. Consequently, I was detained at Chiredzi Prison on February 18, 1977 and released on June 18, 1977 after effectively serving my sentence. I spent four months in jail after two months were remitted,” said Chigurugudu.
He argued that he qualified to be declared an ex-political prisoner by virtue of the restriction imposed on him by the suspended sentence.
“The suspended sentence restricted me from participating in any political gatherings or violating the Law Maintenance and Order Act for five years. My understanding is that if one is sentenced to six months in prison and they end up spending even a month, it does not mean that they did not effectively serve six months imprisonment. I therefore qualify to be declared an ex-political prisoner as I meet the minimum requirements,” said Chigurugudu.
Rtd Col Dube said Chigurugudu failed to meet the requirements.
“The applicant does not qualify as an ex-political prisoner in terms of section 2 of the Ex-Political Prisoners, Detainees and Restrictees Act, which expressly provides for imprisonment and detention of up to a period of at least six months. The Act does no refer to the sentence, but the actual period of detention served which qualifies one to be declared a political detainee or restrictee,” he said.

Grace Mugabe will not succeed her husband Robert Mugabe to rule Zimbabwe, the People’s Democratic Change (PDP) President, Tendai Biti has vowed.
Current social and economic challenges in the country where the Zanu PF government has failed to pay civil servants are an indication that the government has failed and the people of Zimbabwe should call for immediate change.
Biti said this at the weekend while addressing a rally in Budiriro, Harare.
“The country is in a crisis.  During the inclusive government when as ministers we worked tirelessly to improve the lives of the people, Zanu PF officials thought it was easy,” he said.
“But only three years after the 2013 elections, they have failed.  Where they were supposed to create two million jobs, they have destroyed two million jobs and this shows that Zanu PF can’t govern this economy,” Biti said citing the massive closures of industries in Bulawayo and other parts of the country.
“Right now, industries are being turned into churches.  In Bulawayo people are praying in factories as companies have closed because of Zanu PF.  At least 91% of the people are unemployed and spend their time as vendors selling tomatoes, bananas and airtime cards.  Girls as young as 16 years are being forced into prostitution because of just one man – Robert Mugabe,” Biti said.
He said the Zanu PF government had showed that it is clueless as for the first time since 1890; it has failed to pay the civil servants their monthly salaries.
“Civil servants now have to read newspapers to see when they are going to be paid.  When I was the Finance Minister, I knew when to pay soldiers on the 11th of each month, teachers on the 19th, war veterans and pensioners on the 29th and bonus in November but Zanu PF is failing to do that,” said Biti.
“We are being led by a very old person.  92 years is not a joke.  We cannot allow that.  That is why we are asking for one thing only and that is change,” he said.
“Even in the Bible it is written that God created man in His own image and on the seventh day He rested.  That man was Adam.  But you don’t see Adam in the entire Bible from Genesis to Revelations and that is not a mistake.
“But in Zimbabwe, for 36 years there is only Robert Mugabe throughout.  It is completely unacceptable.  It is against the law of nature because the laws of nature demand change and Mugabe is defying the laws of nature,” said Biti.
He also urged the people to resist any attempts by Mugabe to create a family dynasty.
“Our simple message to Robert Mugabe is please go now.  This country does not belong to the Mugabe dynasty.  Don’t think that your wife (Grace) will rule this country.  Don’t think that your children will rule this country.  Tajamuka,” he said.
President Biti also condemned the use of violence following the attack of PDP members by Zanu PF hooligans on Friday in Budiririo.
The PDP members were holding a car rally ahead of the weekend rally when they were attacked.
“Only a party without ideas resorts to violence.  Only a clueless person resorts to violence.  We say to Zanu PF, violence will not work yesterday.  It will not work today and it will not work tomorrow.  Politics is not about violence but is now about ideas.

“But in Zimbabwe we have a problem with Zanu PF, which only thinks that the solution to any problem is violence.  As I speak some war veterans are being attacked because they issued a statement against Mugabe.  A few days ago, Victor Matemadanda’s farm was invaded simply because he had disagreed with Mugabe,” President Biti said.

Zambia’s main opposition party has alleged fraud in Thursday’s presidential vote and called for a recount of votes in the capital Lusaka.

The UPND party, led by Hakainde Hichilema, has withdrawn from the ballot verification process.
President Edgar Lungu, of the governing PF party, holds a slim lead over his rival Mr Hichilema, with votes counted in more than 80% of constituencies.
The Patriotic Front party has rejected the allegations.
Mr Lungu has called for calm and for the will of the people to be respected.
For the first time, a presidential candidate must win more than 50% of the vote to avoid a run-off.
Mr Lungu won the last election by less than 28,000 votes.
The UPND accused the Electoral Commission of Zambia (ECZ) of bias in favour of the PF.
Election officials denied this, saying the slow publication of the results was because there were five different votes on Thursday – for president, parliament, mayors, local councillors and an amendment to the constitution on changes to the bill of rights.
With votes counted in 132 out of 156 constituencies, Mr Lungu has 50.1% of the vote against 47.7% for Mr Hichilema, according to the ECZ.

So comical is the video when it plays a voice over of ‘Mawarire’ imploring Zimbabweans “even vana gogo varikumusha they can hashtag hozi, they can hashtag mambaira.”

Staff Reporter |Opposition People’s Democratic Party leader, Tendai Biti has charged that President Robert Mugabe is responsible for  child prostitution in the country, a result of his 36 years of maladministration.
Biti, who was addressing his party supporters in Harare’s Budiriro high density suburb at the weekend, said young girls were being forced into prostitution by the harsh economic environment created by Mugabe.
“Girls as young as 16 years are being forced into prostitution because of just one man – Robert Mugabe,” said the former finance minister.
The number of child sex workers has reached an alarming stage in the country as the girl child resort to the oldest profession because of poverty.
Last month a young women’s sexual rights lobby NGO, Katswe Sisterhood director Talent Jumo conformed that more girl children in the country were being forced into prostitution because of the debilitating economy.
She said that the situation was also affecting their health as they were exposed to unprotected sex because of lack of safe sex negotiating skills.
“There is a lot of exploitation in the streets and you find that their clients know that these young girls have much lesser power of negotiating for safe sex and we have encountered lots of such cases where they are abused,” she said.
Biti also said that President Mugabe had turned industries into churches.

The world body did not only participate in also allowing Dzamara’s demise, but also causing the suffering of Dzamara’s kids, Zimbabweans poured out their rage yesterday.
The UN’s UNICEF division has come under fire for being quick to condemn the presence of Itai Dzamara’s kids at the commemoration of their father and yet has never voiced concern over his disappearance.

The Zimbabwe Football Association joins Association President, Dr Phillip Chiyangwa and his family in mourning the sad passing away of Nyadziso Chiyangwa, the President’s younger brother.
Speaking to Association’s official website www.zifa.org.zw, Spokesperson Xolisani Gwesela said the association is deeply saddened by the president’s brother’s death.
“We extend our heartfelt commiserations to Dr Chiyangwa and his family and we are deeply sorry for their loss.
“Our thoughts and prayers are with them in this dark time of grieving.
“May the Chiyangwa family find comfort in the lord,” Gwesela said.
Dr Chiyangwa is distressed following his brother’s untimely death but he said this is also a time to celebrate the life of the deceased.
“It is with the most grieving heart that I announce the passing away of my young brother Nyadziso.
“A blooming flower has been plucked from the garden of life and we mourn.
Tinoda kupa kutenda kuna Mwari neguva yaakatipa tiri pamwe. (We thank the lord for the time he granted us with him [Nyadziso])
“As we grieve, let us come together again and celebrate the life of Nyadziso in giving him a befitting send-off,” Dr Chiyangwa said.

Zanu PF Bans Food Relief Distribution In Zaka

Terrence Mawawa, Zaka| An insensitive Zaka village head has ordered CARE Zimbabwe officials to stop distributing food aid in his area because they were promoting laziness.
Despite the critical shortage of food in the area, Gwanya village head Fidelis Gwanya shocked officials from the relief organisation and villagers when he said relief and aid agencies were promoting laziness such that they must stop their operations. Gwanya, a known Zanu PF activist, made the shocking remarks during a community meeting held at Jerera Growth Point last week. The objective of the meeting was to discuss ways of eradicating poverty in the community.
“People must implement alternative farming methods like zero tillage. I have told my people to work hard such that they do not depend on getting relief. Donor organisations are promoting laziness so their efforts are not necessary. As a matter of fact, we do not need their services here so we will make sure they stop their operations so people can learn how to fend for themselves without relying on donors. Some people never produce enough food for themselves because they know CARE will provide. Those who work hard will not starve,” said Gwanya. Officials from the relief organisation however indicated their objective was to encourage self sufficiency.
Angry villagers described Gwanya’s comments as shocking and reckless. “How can Gwanya blame CARE Zimbabwe for distributing food aid? His comments reflects that he is insensitive to the plight of the suffering villagers,” said a local villager.

Drunk Pastor’s Son Dies In Car Crash

Terrence Mawawa, Chivi| The son of an Apostolic Faith Mission pastor stationed at Ngundu Business Centre died last week after he lost control of the Honda Fit Vehicle he was driving.
It has emerged Preacher Kwakwa, the pastor’s son was driving under the influence of alcohol when he lost control of the Honda Fit vehicle. The accident happened at Museva Business Centre, seven kilometres from Ngundu last Saturday around midday. Sources told ZimEye.com, Preacher borrowed the vehicle from a church mate. He was seen drinking beer before the fatal crash happened.
Eyewitnesses said the accident happened while Preacher had his seat belt unfastened. When he tried to avoid an abnormal load vehicle, he lost control of the car and it swerved dangerously and he crushed. The late pastor’s son was in the company of his girlfriend and a friend. They both escaped unhurt. “The accident happened when the driver saw an abnormal load truck. As he tried to avoid the truck, the car swerved dangerously resulting in his death.We understand the driver was drinking beer before the fatal accident happened.There was nothing we could do to help him because he was seriously injured .To our surprise the two people he was travelling with both escaped unhurt,” said an eyewitness.
Masvingo Provincial police spokesperson Inspector Charity Mazula confirmed the incident.

War Veterans’ Chairman Christopher Mutsvangwa’s son, Neville, appeared in court on Friday for allegedly raping a 43-year-old woman at an office in Harare.
Neville Mutsvangwa (36) is the son of the former Norton legislator.
He appeared before Harare magistrate Mr Vakayi Chikwekwe charged with two counts of rape and aggravated indecent assault.
He was remanded to August 28 on $50 bail.
The court heard that Mutsvangwa lives in Wyndbee Road, Philadephia, Borrowdale, Harare, and is employed at Anjin Diamonds, Airport Road, also in Harare.
Prosecutor Mr Sebastian Mutizirwa alleged that Mutsvangwa and the complainant used to play casino together at Borrowdale Race Course. It is alleged that on August 8 this year around 6 pm the complainant met Mutsvangwa and they played casino until 4am.
The complainant was offered a lift to town and when they arrived at Harare Sports Club, Mutsvangwa drove to 3 San Fernando along Fifth Street and invited the complainant to his office, the court heard.
It is alleged the complainant asked to use a toilet and indicated she wanted to leave but Mutsvangwa asked her to enter his office where he was allegedly already naked, the court heard.
Mutsvangwa allegedly told her that he had been admiring her for a long time and wanted to have sexual intercourse with her and that when she refused, he allegedly grabbed her neck from behind and forced her to have oral sex with him before forcing her to undress.
Mutsvangwa allegedly raped the woman after putting on a condom and it is alleged that he forced the woman to have oral sex with him again.
He allegedly drove the complainant who was in tears to Joina City in Harare.
He offered her $20 and the complainant refused and proceeded to Harare Central Police Station to report the matter.

Minister Says Mugabe Controls Every Judge

A Cabinet Minsiter has let the cat out of the bag on alleged judicial corruption saying President Robert Mugabe controls all judges in the country.
War Veterans Minister Tshinga Dube said “all judges are appointed by the President and they use the authority of the President”.
Zimbabwe National Liberation War Veterans Association (ZNLWVA) members yesterday held parallel meetings in Gweru with George Mlala convening one at Mkoba Hall while the Midlands executive had theirs at the Zanu-PF district offices. The provincial executive snubbed Mlala saying information on his meeting had not been communicated through official structures.
ZNLWVA Midlands chairperson Virginia Mupasu professed ignorance of the meeting which was convened by Mlala. “As the Midlands executive, we did not attend the other meeting that you are talking about because we were not aware of it. We had our meeting today where we invited a fertiliser company to Gweru to interface with war veterans. We had negotiated with them so that they could give our comrades fertiliser loans ahead of the 2016/17 summer cropping season,” said Mupasu.
“We want to ensure that our members particularly those that benefited from the land reform programme have access to farming inputs earlier ahead of the summer cropping season for them to be able to prepare on time.
“The idea is to ensure that the land is not underutilised as well as ensuring food security at household level,” she said.
Mlala of the Mandiitawepi Chimene-led faction announced a “dissolution” of the Midlands executive and “appointed a new interim one that would handle the affairs of the province until the next extraordinary congress.”
Lot Chihwereva Mpofu of Mberengwa was appointed interim chairperson. He would be deputised by Noah Kasikai of Gweru while Stephen Moyo was appointed secretary general.
Mlala said: “We should be guided by the party ideology. We should respect the people the same way we used to respect them during the liberation struggle.”
Meanwhile, the Government has called for unity of purpose between the warring war veterans’ camps led by Chris Mutsvangwa and Mandi Chimene as they prepare for their extraordinary congress to elect new leadership.
President Mugabe advised the Zimbabwe National Liberation War Veterans Association to elect a new leadership after reports that the association had passed a vote of no confidence in the Mutsvangwa led executive.
Chimene then claimed to be the association’s leader on an interim basis. The High Court, however, ordered her to stop masquerading as the association’s chair and acknowledged the legitimacy of the Mutsvangwa executive.
Minister of Welfare Services for War Veterans, Collaborators, Former Political Detainees and Restrictees, Retired Colonel Tshinga Dube, said on Wednesday that the High Court ruling must be respected but the war veterans should find a common ground to overcome the current contradictions.
He said anyone aggrieved by the ruling should approach the courts for recourse. “As Government, we call for unity among war veterans,” said Rtd Col Dube.
“We do not deal with factions and the ruling of the High Court should be respected. The court has made a ruling and we should not behave like a banana republic. Those judges are appointed by the President and they use the authority of the President. We want all war veterans to start the process of holding their congress sooner than later.”
Rtd Col Dube said there were no private meetings held between him and the two camps but they were aware of Government’s position on the matter.
“I didn’t have any private meeting with Mutsvangwa or anyone but they know our thinking. I am sure they read what we say in the papers because newspapers are for the public,” he said. Dube said the process was a complicated one given the court interdict but he was hopeful that the challenges were surmountable.
Mutsvangwa and his entire executive that include Messrs Victor Matemadanda (secretary general) and Douglas Mahiya (secretary for information and publicity) were expelled from Zanu-PF on various charges.

Mujuru Assassinated

Former vice President Joice Mujuru has come under the focus of deadly trouble.
President Robert Mugabe’s official media has revealed that Mujuru’s husband was assassinated in cold blood, a development that puts her in the firing line of human induced fate. Zanu PF politics became a game of Russian Roulette in 2011 and in that foil Gen Solomon Mujuru  was assassinated,  ZimEye can reveal.
The latest report shows there was an investigation on Gen Mujuru leading and culminating to his suspicious death.
The state broadsheet, Herald newspaper says it has it on good authority that the late General had several meetings with MDC-T leader Morgan Tsvangirai and agreed on a scheme of taking over and a power-sharing formula that would incorporate the General’s interests.
The report continues saying:
It is understood that the project had the backing of Western countries who felt that MDC-T needed someone with liberation war credentials to enhance its power bid against President Mugabe.
Confidential information obtained by the Herald yesterday claims that the relationship between Mr Tsvangirai and Amai Mujuru had its strong roots beyond the Gweru meeting.
A source near closed door executive briefings during the inclusive Government era pointed to a number of cases where Amai Mujuru’s actions during her tenure as Vice President raised a lot of suspicion.
Said the source: “Even at the funeral of General (Mujuru), we had a very awkward situation where MDC-T people were part and parcel of the mourners which is quite unusual. That stemmed from the interaction that was taking place behind the scenes involving the General or some of his aides and Mr Tsvangirai but also underpinned with Western interests.
“One of the key areas of conflict between Mai Mujuru and President Mugabe during the Government of National Unity dispensation revolved around the question how Amai Mujuru, building on the relationship that was there during the era of her late husband and Mr Tsvangirai, was interacting with Mr Tsvangirai beyond acceptable levels. It reached a stage where there was an overt collaboration between Mai Mujuru and MDC-T people led by Theresa Makone in Parliament.
“There was a lot of noise over the issue of Monica Mutsvangwa and Beatrice Nyamupinga over women representation in Parliament. The matter could not be resolved at party level after Monica won repeatedly during party primary elections and there was a rule that if you go against the decision of the party you will have automatically expelled yourself from the party.
“Nyamupinga, on the advice of Mai Mujuru, proceeded to challenge the outcome of party primary elections and the matter escalated until it was eventually settled through election in the Parliament at which Beatrice won not on the strength of a change in voting patterns in Zanu-PF but on the strength of MDC-T support.”
Prior to that, the source said, Mai Mujuru had met with Mrs Theresa Makone and other MDC-T officials at her offices. The source said there were several developments where on policy issues Mai Mujuru would find herself in the same camp with Mr Tsvangirai against her boss including Parliament and in other settings.
“When she chose to be courteous, she would keep quiet which would deny the President the support on an issue or she would openly side with MDC-T people.”
The source said the Nyamupinga issue was raised during one of the briefings as to whom she was representing after winning on an opposition vote and Mai Mujuru could not give an answer.
“She remained silent pretending as if she was working on something on her iPad,” said the source.
The source added the whistleblower website WikiLeaks also exposed Mai Mujuru and her long conceived ambitions adding that the matter was also discussed extensively during a tense executive briefing.
The source added that the dominant question that came out of that briefing was, could Zimbabwe use information from a hostile country to prosecute its people?
Although the matter was not pursued, the source said, the President ‘’gravely’’ noted the development.
“When WikiLeaks were published, it was revealed that General Mujuru drove his wife on more than one occasion to go and meet the American ambassador at his residence,” said the source.
“That conduct happened when the President was out of the country and when Mai Mujuru was the Acting President, which means essentially and symbolically she was the Head of State albeit in an acting capacity who had taken the Zimbabwean State into the house of a hostile foreign power. There is no self-respected state that can be hosted in the house of an ambassador let alone of a hostile power because you would have degraded the dignity of the State.”
Added the source: “Secondly, until that inadvertent disclosure of the WikiLeaks, the President had not been briefed by his junior first about the visit and, secondly, the necessity of it and what transpired which meant the whole trip and whatever was discussed there had little to do with her in her official capacity or with the Zimbabwean Government.

“It had everything to do with calculations, which related to her and her late husband. In short, it was a conspiracy involving the Americans.”
Another source said political developments in the opposition rank and file were a well-thought-out strategy by the West against Zanu-PF.
The source said Mr Tsvangirai and Mai Mujuru had their problems which made the current environment ripe for unification.
Mai Mujuru, said the source, had been weakened by her expulsion from Zanu-PF while Mr Tsvangirai’s political clout had declined following his loss to President Mugabe in 2013 and the subsequent departure of Mr Tendai Biti and other senior officials.
Mr Tsvangirai has also been facing a serious internal revolt in the form of Mr Nelson Chamisa and Engineer Elias Mudzuri.
As such, said the source, the mutual weakness on both sides necessitated unification between Mr Tsvangirai and Mai Mujuru – a move that has always been cherished by the West.
“Not only did it (MDC-T) not have credentials and personalities associated with the liberation struggle, it was seen as a repudiation of that historical process,” said the source.
“The general thinking was that to make MDC electable it needed to partner with a personality from the liberation struggle and also to embrace the ethos of that struggle. That is why you see the likes of Biti saying we stand on the shoulders of the liberation war fighters.
“These two, Mai Mujuru both while still embeded in Zanu-PF and after, and Mr Tsvangirai, were drinking from the same pond. The strategy that was used by MDC to outflank Biti was to say if the Americans are not happy with Tsvangirai and the British want someone with liberation war credentials we will develop our relations with Mai Mujuru so that we provide Western sponsors with MDC, which symbolises reforms and a Mujuru who personifies legitimacy deriving from the liberation struggle.”
In that quest, the source said before her expulsion from Zanu-PF Mai Mujuru was funded by the British and the Americans to take over all provinces thereby literally forcing the President out.
The source further intimated that Mai Mujuru never thought of leaving Zanu-PF but wanted to take it over.
After her expulsion, she now needed Mr Tsvangirai to advance her cause.
“Chakauya ndechakauya and the President decided to expel Mai Mujuru thereby changing the whole equation and creating a situation where an erstwhile confident Mai Mujuru then realises that she needed Tsvangirai,” said the source.
“This is the stage which was wished for by the Anglo-Americans where MDC partnered a person with liberation war credentials. To close watchers, the Gweru meeting was not news but simply a high point in a process that had begun with the late General. But to give that whole process a semblance of local causation, there was the factor of the state of the economy. There is also the issue of a quarrel with the war veterans association which has triggered a realignment of forces.”
The rogue elements in the association could now associate with MDC-T now that Mai Mujuru had openly made it legitimate to do so, it becomes not an abberation but a sign of the times.
This is simply because initially Mai Mujuru was joined by the likes of Parker Chipoyera of Zimbabwe Liberators Platform, who was a dissident from the days of Mozambique and therefore could not be used to persuade war veterans to join.
“Now that there is this leadership of the association, which is not tainted with the Mozambican rebellion, the calculation of the British and the Americans is that the time has now come for the war veterans to transfer their loyalty en-masse to the new alliance following Mai Mujuru.”
The source said current developments in opposition politics are not accidental but part of the grand plan that had been in existence for long.
“Two key things happen; Mujuru formalises the launch of her party thereby demonstrating to the British and the Americans that she has broken ties with Zanu-PF because she was being labelled a Zanu-PF project, and secondly she goes on a countrywide tour holding rallies thereby demonstrating what she represents numerically,” said the source.
“In the same vein MDC-T is doing its own rolling campaign and the two processes appear separate yet in reality they are connected. Before long, Tsvangirai, who is already unwell, appoints Mudzuri and Chamisa, who both had opposed any alliance with Mai Mujuru and her party. Thereafter the way was clear. It’s a mating of porcupines strutting on different grounds gravitating towards each other cautiously.”
However, the source said it should be noted that it was Mai Mujuru who had played into MDC-T politics.
“Not only does Mai Mujuru share a platform with Tsvangirai in Gweru she is captured with an open hand, to suggest that she has become a political concubine of MDC-T,” said the source.
“She is not the one who absorbed MDC-T because that open hand summarises the politics of opposition.
“Another fundamental aspect of this marriage is rogue members of the war veterans association who are seen having lunch with MDC-T stormtrooper group #Tajamuka. It should be clear to all and sundry that the war veterans association is a welfare organisation as explained by General Constantino Guveya Dominic Nyikadzino Chiwenga. It does not represent the war veterans or speak for them politically.”
The variance between the associaion’s rogue leadership and the generality of the war veterans was demonstrated during the Heroes and Defence Forces Day holidays when veterans of the war attended both events contrary to the call for a boycott.’’

Man Poses as Top Cop, Steals Maize-Meal

A Harare man who impersonated Deputy Commissioner-General Innocent Matibiri and defrauded Blue Ribbon Foods Limited of maize-meal and wheat bran worth $8 000 has been jailed for one year.

Stanislaus Mukawo of Mufakose, Harare, was sentenced last Friday to two and a half years in prison on seven counts of fraud. However, Harare magistrate Mrs Tilda Mazhande suspended one year on condition he pays back Blue Ribbon Foods the $7 830.
Furthermore, six months were suspended for five years on condition of good behaviour.
The complainant was Blue Ribbon Foods Limited represented by its finance manager, Ms Eustice Mubvurungwa.
The prosecutor, Ms Tariro Gwatidzo, said on several occasions from October 2014, Mukawo visited Blue Ribbon Foods Limited buying small quantities of mealie-meal and wheat bran purporting he was sent by Deputy Comm-Gen Matibiri.
Mukawo indicated that the goods were for Deputy Comm-Gen Matibiri’s piggery at his Chidzidzi Farm. Sometimes Mukawo placed cash orders through phone calls to Ms Mubvurungwa. Sometime in July last year Mukawo phoned Ms Mubvurungwa using mobile number 0782 421 929 misrepresenting that he was Deputy Comm-Gen Matibiri.
He asked Ms Mubvurungwa to authorise him to purchase bulk mealie-meal and wheat bran on a 30 day credit plan, indicating that he had the capacity to pay.
After sweet talking the finance manager, Mukawo managed to walk away with 1 000 x 10kg and 40 x 50kg of Chibataura roller meal valued at $5 430. He also obtained 400 x 25kg and 250 x 20kg of wheat bran valued at $2 400.
On March 10, this year Dep Comm-Gen Matibiri was served with High Court summons for non-payment of $7 830.
He filed a police report and detectives followed up on some of the vehicles used to ferry the loot.
The drivers Tonderai Machingura, Tinashe Rusike and Tendai Muchenge were picked up. They implicated Mukawo and said they delivered the goods at Tabeth Mudzamiri’s house in Graniteside Flats, Ardbennie, Harare.
On March 15, 2016 a trap was set for Mukawo and he was arrested outside the gates of another milling company, Victoria Foods in Harare’s Willowvale industrial area.

Govt Performs U-Turn On Import Ban

The government has been forced to backtrack on the import ban, Statutory Instrument (SI) 64, in order to save face.
Govt says it is now opening consultations to amend the ban.
The SI 64 of 2016 will come under scrutiny this Monday as stakeholders converge in Harare to deliberate on its impact.
The SI 64 recently introduced by the government, which punishes ordinary Zimbabweans who survive on cross border trading, bans the importation of basic commodities at a time when industries have totally collapsed.
The state media reports that the Confederation of Zimbabwe Retailers President, Mr Denford Mutashu said tomorrow’s meeting will be graced by various stakeholders which include officials from the Ministry of Industry and Commerce, the Reserve Bank of Zimbabwe (RBZ) and captains of industry.
While government claims that since the introduction of the statutory instrument, local firms have proved they have the capacity to meet national demand especially those in the oil industry, food processing and furniture sectors.
The policy directive is in sync with the industrialisation agenda of economies in the SADC region.

Man Sodomises 14 Yr Old Daughter

A 37-year-old man allegedly sodomised and raped his 14-year-old daughter in the presence of her young sibling after offering to share blankets because of the cold weather.
The father was entrusted with the custody of the children as the mother had travelled to South Africa. He appeared before Harare magistrate Mr Tendai Mahwe on Friday charged with two counts of rape.
He was remanded in custody to August 25 and was advised to apply for bail at the High Court. Prosecutor Mr Sebastian Mutizirwa alleged that the children were left in the custody of their father sometime in April this year.
During the first days of his wife’s absence the man slept in the bedroom while his daughters slept in the kitchen. It is alleged that sometime in July the man came back from work and found his daughters already asleep in the kitchen.
After eating his dinner, he allegedly sneaked into his daughter’s blankets and started watching television. He allegedly started fondling the teenager’s breast and she woke up and ordered him to stop it.
It is alleged the accused continued but later stopped and went to his bedroom. In July the accused invited his daughters to join him in the bedroom and share blankets because it was cold.
The children complied and it is alleged that in the first two days their father made the younger child sleep in the middle but on the third day the younger child wetted the bed and the father ordered the siblings to swap sleeping positions.
The teenager was now in the middle and around midnight the same night the accused started fondling his 14-year-old daughter’s breasts.
It is alleged that she woke up and found her father naked. She asked why he was caressing her, the father remained silent and they went back to sleep, the court heard.
The following day the teenager was awakened by her father who was caressing her and he ordered her to be silent. The father undressed the teenager and sodomised her.
It is alleged they went back to sleep but the father woke up again and raped her.
He allegedly told his daughter not to tell anyone of the sexual assault. It is alleged the teenager later phoned her mother and informed her of her ordeal. The mother came back from South Africa and reported the matter to the police.
The teenager was sent for medical examination and the affidavit will be produced in court as an exhibit.

BREAKING NEWS: ZRP Cops Bashed, 1 Feared Dead|VIDEO


All hell broke loose on ZRP cops when the uniformed officers attempted to intervene at Barbourfields stadium today, Sunday.
The development demonstrating how the police uniform has lost all public respect and daily riles the public into fiery anger, saw the death of one police officer and others hurt in the process.
Chicken Inn scored in the 91st minute and the assistant referee pointed to the centre signalling a goal but the middle man disallowed it claiming that he had ended the match when Chicken Inn had scored.
Huku players then confronted the referee but he stood his ground. Bosso players were also involved in the tussle leading to one Huku player clapping Peter Mudhuwa. This angered the Soweto stand which then invaded the pitch to beat up Chicken Inn players and the assistant referee. When police tried to stop them, all hell broke loose leading to the death of one police officer, a report from a ZimEye source said.
Meanwhile 4 men have been arrested in connection to the murder.

So Pastor Evan has gone to South Africa to attend meetings and Social Media is awash with rumours of asylum claims and plots and twists in the story. Some were in a panic saying he has disappeared and others thought he had fled.
I read with interest the comments being made by Zimbabweans across the globe. Its clear that Zimbabweans are looking for credible and authentic leadership.
Zimbabweans are looking for someone who relates to the needs of the people and as a result many of the comments expressed disappointment at the thought that Pastor Evan had fled from Zimbabwe to seek refuge.
I do not know anything other than what I have read online but in my view if he were seeking refuge there would be absolutely nothing wrong with that. That would be a choice for him and his family. The important thing for us all is to realise the inherent power that lies in all of us.
For me on a personal level I had not realised that I was a coward. I would write a blog post or Facebook post having a rant at some of the issues going on in Zimbabwe or at the injustice that people are facing here in the UK as a result of the problems in Zimbabwe. I would write and then delete. I was afraid to post, afraid to speak out or even to question anything.
I realised that I have been conditioned and made to be afraid, I have become a person who just accepted the status quo. I became self absorbed in the sense that I ensured that me and my family were fine and just made a plan for my own life minding my own business. Its ridiculous to actually think that even though I live in the UK I was genuinely afraid of the government in my country of birth.
What has Pastor Evan done so far through #thisflag ? He has given us our voice back. This movement has taught us all to speak out again. The spirit of fear that had kept so many of us in bondage has been broken.
What is and has been happening to the Zimbabwean masses is WRONG on every level.
We have all allowed it to happen. We have not UNITED with ONE voice and spoken out. This is what #thisflag campaign achieved. It got us all to speak out with one voice , the Church , the political parties and civil society. The people are saying the same thing. Everyone is tired and no longer a slave to fear.
Pastor Evan has never said in any of his videos that he wants to lead Zimbabweans out of tyranny. He has always said I don’t have a plan and has never encouraged us to look to him as our saviour. In fact he has always directed people to God.
What he has achieved is given many of us our voices back. If that is all that he was supposed to do that in itself is a big achievement.
If all he has done is raised our faith , raised our courage and brought a sense of corporate responsibility then that is enough.
If all he has done is dared to believe for a better Zimbabwe and dared you and I to believe too then that is enough.
If all he has done is trigger a chain of events with many groups arising and with political and non political groups talking, engaging and protesting then that is enough.
If his arrest was supposed to show a demonstration of legal and spiritual working together to achieve a phenomenal result, then that is enough.
If there is more for him to do we thank God and believe that God will give him wisdom and direction BUT for now YOU and I have to do our part.
I truly believe that God has a leader for Zimbabwe, a righteous leader one who will transform our nation with the right team. This wave of protest is just the beginning of something much bigger and greater than any of us have ever imagined. I do not think that this is something that even the academics and social commentators can figure out. This is bigger and will happen in an unfathomable way.
Zimbabwe has not been forsaken! God is in control. We all need to keep up the momentum and continue to speak. You have the power! We have the power ! WE ( together ) are POWERFUL!
Be aware that discouragement will come in an attempt to undermine your effectiveness. The goal is to cause you to be disheartened and to give up. But be encouraged because you are closer to your breakthrough than you know. Refuse any attempt to weaken you and stand STRONG in your faith and resolve to overcome. VICTORY is assured.

Chihuri To Blame For Large Diaspora Exits

Opinion |Police Commissioner Augustine Chihuri goes on to mock Zimbabweans in the Diaspora, claiming they work three jobs just to make ends meet, saying they had gone into voluntary slavery, urging them to return to the country.
The police chief totally misses the irony that most people left this country because of the ruinous policies of the very government he props up.
Had the economy been better, the police working efficiently in a non-partisan manner and with the country able to provide a better life, then there would be no need for anyone to go into this “modern-day slavery” as seen by Chihuri.
Chihuri speaks about Zimbabweans enjoying peace and urges people in the Diaspora to return so they can enjoy it as well, forgetting the maxim by Albert Einsten that the absence of war does not mean peace – but peace is also the presence of justice, law and order.
But as every Zimbabwean knows, there has been a collapse of the rule of law, while justice and law are applied in an openly partisan manner, meaning the peace Chihuri speaks about is all, but non-existent.
The police boss should know that his forces have inculcated a culture of fear and despondency in most Zimbabweans that they are even afraid to think of showing their dissent, and this should by no means be mistaken for peace, which Chihuri waxes so lyrical about.
What Chihuri tried to do was to create a them and us divide between Zimbabweans in the Diaspora and those back home, but that does not work, as we all belong to one country.
It is not a crime to wish for a better Zimbabwe, whether one lives in it or not and raising questions about poor governance and “complaining” — as Chihuri puts it – is not synonymous with becoming an agent of violence.
Chihuri’s statements betray a shocking sense of exceptionalism, which is not backed by any facts, where he thinks just because he and a few others are enjoying in the lap of luxury, then everyone else is.
It is clear from Chihuri’s statements that he, like most officials in power, is out of touch with what most Zimbabweans want and aspire for this country, thus, he makes such statements that people are in voluntary slavery abroad.
On the other hand, Chihuri should confer with Reserve Bank of Zimbabwe boss, John Mangudya and ask how much these voluntary slaves have sent back to the country in the past years in remittances and how this has delayed the country’s certain collapse.
Instead of being dismissive and haughty, Chihuri should be grateful that “slaves” are sending in billions in remittances, which has helped keep the country afloat.
Chihuri and the government should work on engaging the Diaspora, rather than this present situation where they think they are better than everyone else.

BREAKING NEWS: Zambia Opposition Pulls Out Of Election Verification Process

The UPND opposition party has through its lawyer, Mr Garry Nkombo pulled out of the vote verification process.

What this means in terms of deciding the winner of the crucial election was yet to be established at the time of writing.

Delays in delivering the results of the Zambian presidential election caused tempers to flare after partial results were issued late on Saturday morning, as political parties said they were “tired” of not receiving results, or answers to alleged malfeasance.

The race is tight between President Edgar Lungu of the Patriotic Front (PF) ruling party and his main contender Hakainde Hichilema, the head of the UPND opposition. By Saturday evening, after more than 48 hours, only 42 out of 156 constituencies had been announced.

“How valid are these elections if we cannot verify the results? It’s a mandatory provision of the law that this document be facilitated to all the stakeholders,” said opposition UPND lawyer Martha Mushipe during the question session with the Electoral Commission of Zambia (ECZ) after the vote tallies for eight constituencies were announced.

She was referring to the “Gen 12” form that political party agents were to sign and confirm at the polling station. “If this document is not facilitated, how credible are these elections?” she asked.

The official Gen 12 document is key for political parties to carry out their own observation of the count, using parallel voter tabulation (PVT). A form shortage at Lusaka polling stations meant that some party officials were taking photos of forms with the results, instead of receiving an official copy.

Although various political parties have brought forth a number of grievances since Zambia voted in the general elections on Thursday, the issue of the Gen 12 forms has been brought up repeatedly. The Electoral Commission of Zambia on Saturday reiterated that they were looking into the matter.

The detention of Samuel Chavula is also generating questions from the opposition. Chavula, who had accreditation to get into the heavily-guarded Mulungushi International Conference Centre was found in a verification computer room by police. He was arrested on Friday for allegedly attempting to tamper with the computers that were tallying the results. Local media say Chavula is an employee of PF Deputy Chairperson Kelvin Fube Bwalya.

Chavula remains in police custody and the ECZ did not have an update when asked about the case.

The escalating protests that have rocked Zimbabwe will not “change Zanu PF’s culture” a former staunch President Robert Mugabe supporter, Acie Lumumba, said.
neither will it stop government from introducing the controversial bond notes.
This comes as Zimbabweans have taken to the streets demanding 92-year-old Mugabe’s resignation. Recently, masses protested in Harare’s CBD against government’s move to introduce bond notes — a currency surrogate to the United States dollar.
“…street protests are not going to stop the bond notes,” Lumumba said. “Those bond notes are the last opportunity for Zanu PF to loot…(its) their retirement package. And the algebra is basic you print $200 million, you have four million people employed they will each withdraw $50 and the $200 million is gone,” he said.
“It’s time to look beyond the protests, we have to prepare and be better tactically and operationally,” Lumumba said.
Lumumba — real name William Mutumanje — said he believes the game changer is everyone, particularly the youths by registering to vote in the 2018 elections.
He said youths make up the bulk of Zimbabwe’s 14 million population.
“What do you do next? You start printing more and when you start printing who is counting?”
The impeding introduction of bond notes has been met by serious lack of confidence despite government’s position that they will ease the obtaining cash crisis.
And the former Zanu PF youth leader wants the same resistance to be shown in the ballot box.
“The greatest pressure and protest we can place on Zanu PF is to vote for ourselves and not against each other. It begins with your name being on the voters’ roll,” Lumumba said.
“After the protests always comes one thing, the elections.  And that game my friends is played by politicians…register to vote and get your friends to do the same. Play your part.

This came within days of Mujuru’s spokesman announcing that the Mujuru camp is the best to work with because it is full of skilled murderers and vote riggers who know the game well. Tsvangirai held firm hands with the dreaded former CIO boss, Didymus Mutasa who carried out a merciless rein of terror that resulted in the murder of young Christpowers Maisiri and also former Deputy Mines Minister, Edward Chindori Chininga.
“We need a collective consensus of all Zimbabweans to make sure that Mugabe listens to the Analysisvoice of the people,” Tsvangirai said in Gweru.
“I don’t hate Mugabe but I disagree with him that he gets to 92 and does not want to leave the throne,” Tsvangirai told yesterday’s crowd in Gweru while flanked by Mujuru.
Mujuru, the widow of Zimbabwe’s first army general, was fired from Mugabe’s government and the ruling ZANU-PF party in December 2014.
Before being sacked, Mujuru had been seen as Mugabe’s favoured choice of successor. She launched her own party in March.
“We want the people of Zimbabwe to work as one not to be divided. Today we found a way of working together to deal with issues affecting us,” Mujuru told the rally, AFP reports saying.

Zimbabwe has been hit by a series of street protests triggered by an economic crisis that has left banks short of cash and the government struggling to pay its workers.
Also on Saturday, the state media reported that there would be delays – once again – in paying the salaries of civil servants.
The Herald newspaper reported that August salaries for army personnel, police, teachers and health workers would be delayed by at least a week. In July, government employees staged a strike over late pay.
“It is a fact that we have revenue challenges,” Prisca Mupfumira, Zimbabwe’s public service minister, told the newspaper when announcing the new pay delay.
In June only police and security forces were paid, while other civil servants received a $100 advance with the news their salaries had been delayed.
Zimbabwe spends at least 80 percent of its revenue on state workers’ wages, according to officials, while about 90 percent of the population has no formal employment.

Donnie McClurkin To Get Hitched

Donnie McClurkin was the musical guest on TBN’s long-running “Praise the Lord” ministry show Thursday night where it was revealed that he and Nicole C. Mullen are getting married.

Matt Crouch and his wife, Laurie, were joined on the show by guests A.R. Bernard and McClurkin where the former revealed that he would be giving McClurkin marriage counseling in the near future.

Rumors that McClurkin and Mullen were dating started circulating after the two attended this year’s Stellar Awards together. But the gospel singers never made an official announcement about their romance until Thursday’s episode of “Praise the Lord.”

Bernard hinted at McClurkin’s engagement during a discussion about his new book, What Women Want From Men. Crouch then stood up and announced that the 56-year-old “We Fall Down” singer and Perfecting Faith Church pastor is, in fact, on course to getting married.

“Well praise God,” McClurkin responded. “Honestly, the only thing in my life that is missing is marriage. The only thing that is missing in my life that can cause real family, is marriage. Financially, I’m there. Spiritually, I’m almost there. Emotionally, I’m getting it together. But the only thing that’s missing out of everything that I’m doing locally, cross country and globally is that aspect that makes family, family — is that wife that would make man whole, that element that brings favor to man.”

The pastor went on to quote Proverbs 18:22. The verse says “he who finds a wife finds a good thing and obtains favor from the Lord.” And that is what McClurkin says he’s looking forward to in this season of his life.

“I have a lot of great things, but I don’t have a good thing, and there’s favor that can only come through marriage to a man,” he continued.

The New York-based minster talked about spending his nights watching Cartoon Network until 2 a.m. and confessed that he has come to realize the missing part of his existence is to have a help mate.

“To have someone that I can love. I’m not saying to love me, ’cause there’s a lot of people that love me. I want someone that I can love, heal and comfort, protect and secure. That’s what I want,” he said.

Bernard agreed that a wife is the accountability partner that God gives to men to help them in the maturation process. The show then progressed to become an on the spot premarital counseling session for the Grammy Award-winner.

Twenty-three minutes into the program, Crouch asked McClurkin to name his future bride. McClurkin then described how God brought him and Mullen together on an flight to Africa in December 2015.

McClurkin said that even though they’ve known each other for 15 years, the first time they really had a chance to talk was when they were seated next to each other on a flight to the Ivory Coast, during which they spoke for eight hours.

Both singers have been open about their love lives in the past. Mullen was previously married to CCM singer-songwriter David Mullen, before they announced their divorce in 2014.

Observers applaud authorities for peaceful elections in Zambia

As Zambia waits for the final tally of presidential votes, the Commonwealth Observer Mission has commended authorities for holding peaceful elections.
The group however expressed concern about the number of votes conducted. On Thursday, Zambia held five votes, including presidential, parliamentary, local elections as well as a constitutional referendum to expand the bill of rights.
Chairperson of Commonwealth Observer Mission former Tanzanian President Jakaya Kikwete says, “It appears that the civic education on the referendum which commenced rather late, following the passage of bills in parliament on May in 2016 was inadequate.”
“Observers came across a disturbing number of voters shunned the referendum ballot, refusing to collect it, either due to lack of understanding or owing to politicization of this ballot.”
“The inclusion of this ballot together with four others meant it did not receive the due attention.”
Meanwhile, the Electoral Institute for Sustainable Democracy in Africa (EISA) says the Zambian polls have met the international, regional and local standards for credible elections. SABC

Some securocrats agreed to flex their muscle in the Zanu PF succession wars after theManicaland Provincial Affairs minister savaged Mnangagwa, accusing him of plotting to topple President Robert Mugabe, it has emerged.
Zimbabwe Defence Forces commander Constantino Chiwenga last week issued a thinly-veiled attack against Chimene and other senior Zanu PF officials believed to be anti-Mnangagwa that apparently included Higher Education minister Jonathan Moyo.
Senior military officials privy to the developments said although Chiwenga was not speaking on behalf of all security commanders as some were not sympathetic to the commander’s own political ambitions, his statements were not a personal opinion.
Mugabe has in the past complained that some military, police and intelligence officials were meddling in Zanu PF affairs.
According to some senior army officials, the minister’s statements touched a raw nerve in the military.
“After analysing Chimene’s statement word-for-word, it was felt that as war veterans in the military, their commander in chief President Mugabe was being given instructions by a mere minister,” said a top military official.
“The military commanders felt we must flex our muscles and tell these G40 that we are watching and we will not tolerate nonsense.”
The official added: “When I say the commanders, I am talking about Cde CDF Chiwenga, the army commander, Valerio Sibanda and Airforce commander Perrance Shiri, among others within their ranks who are war veterans and understand the implications of what Chimene and his team did to the president and his legacy.”
The move by the military is likely to cause more tension in Zanu PF as some senior party officials, including Mugabe and First Lady Grace, have warned the army to maintain their distance from internal party issues.
Zimbabwe National Army spokesperson, Lieutenant Colonel Alpheus Makotore refused to comment on the alleged meeting.
“Those are security issues you are asking,” he said.
However, when asked if Chiwenga’s recent remarks reflected the army’s position, Makotore quipped: “He is the commander of the defence forces, he is the boss and in the army, we follow orders.
“So I can’t and will not attempt to add or subtract anything from what he had said. When your boss speaks in the military language, it’s a command. Don’t try to divide us, we are one,” he added.
But insiders said Chiwenga and other commanders felt Chimene had indirectly attacked Mugabe in her rant against Mnangagwa.
“We analysed the real meaning of what Chimene had said. It was felt that she had declared President Mugabe incapacitated. How? I know you are asking;” said another official.
“She did this when she said ‘if you are unable to fire him [Mnangagwa] call for an extra ordinary congress we will do it for you’.
“That is in short saying president, you no longer have the spine to fire ED [Mnangagwa].
“You are incapacitated and you need our help to fire someone you appointed. Its treasonous and an attack on the persona of the commander in chief.”
Added the official: “In short, what Chineme and others are saying is ‘President Mugabe, we are better than you’.
“We are able to see better than you and our intelligence is stronger than yours.
“The person you are calling your vice is a devil, and surely as soldiers with a responsibility to uphold the Constitution, we will not and I mean not, allow anyone trying to poke the nose at our commander in chief.
“We believe he is still capacitated to deal with all issues and even know who in his government is working against his vision.”
The senior military official also said they felt the G40 faction was abusing Mugabe through his wife.
“This cabal is using suicidal means to hoodwink the president by alleging that it is building the party when in actual fact they are destroying it. They think these drunken youths can withstand the political terrain that we traversed through,” the official said.
“I am not saying the youths are not important, but the method that they are using to lure them to support Zanu PF is very mediocre.
“It does not add up to political logic. These youths are an unappeasable lot that loves money [more] than the party,” said the senior military official.
Some said the army would also thwart plans to call for an early Zanu PF congress that would oust Mnangagwa.
“We know war deserters and charlatans, people who think they can tweet their way to the State House, are plotting to weaken Zanu PF from within,” another source said.
“ I can bet my last dollar, we will not sit on our laurels and watch the party we defended being misled like this.
“What CDF [Chiwenga] did last week is just a beginning of what these war pretenders should expect. We will stop that extra ordinary congress.
“These war deserters must stop practising quackery with the war. If it means laying our lives for Zimbabwe again, we are ready.”
“We can’t allow quislings from within Zanu PF to lead this country.”

It is alleged that ICT Minister Supa Mandiwanzira plagiarised the Lesotho cybercrime law in crafting the controversial bill that will deal with alleged cyber terrorists.
Former Finance minister Tendai Biti has accused the government of plagiarising the proposed Computer Crime and Cyber Crime Bill from Lesotho, warning it will not stand the constitutional test.
State media last week claimed the government wanted to introduce the new law to deal with alleged cyber terrorists.
“I have had a look at the Bill produced and it is a poorly drafted cut and paste Bill plagiarised from Lesotho,” Biti told a press conference addressed by eight opposition party leaders in Harare on Friday.
“I have absolutely no doubt that it has not gone through the office of the Attorney General. I have absolutely no doubt about that,” Biti said.
“The point is, no one has got a right to infringe on a constitutionally given right, right to freedom of communication, of freedom of expression and of freedom of speech,” he added.
“The new Constitution we have is unique in that for the first time, it has another freedom, the freedom of the media.”
He said the right of communication was part of human dignity.
“There are two rights in the Zimbabwean Constitution which cannot be infracted upon. It is the right to human dignity and the right not to be subjected to torture,” Biti said.
“I don’t believe that a Constitutional Court will uphold an infraction on the right to human dignity and the right to communication; this is why I stated very strongly [that] there will be a legal challenge upon any attempt to encroach on our values and our rights.”
Meanwhile, Mavambo/Kusile/Dawn leader Simba Makoni, speaking on behalf of the parties, said they were behind Zimbabweans using social media to take on President Robert Mugabe’s government.

United Nations Criticises Dzamara Family

In a statement, UNICEF in Zimbabwe said it deplores the use of children in the demonstrations that took place in Harare on Wednesday.
“Children are not political and should be sheltered at all times from situations that expose them to the risk of harm or violence,” the body said.
Its statement continued, “it is everybody’s duty to ensure that children are not used to advance a particular political cause. In all actions concerning children, the best interests of the child should override all other considerations.”

MANICALAND Provincial Affairs minister Mandiitawepi Chimene has paid the $429 debt, which had become the subject of a court action by a Mutare-based wholesaler.
Nayee Brothers (Private) Ltd had filed summons against the minister, claiming that sometime last year, she directed the company to distribute building materials for the construction of Mukowe Bridge in Buhera, promising to pay later.
“The defendant (Chimene) wrote a letter to the plaintiff on November 5, 2015 in her official capacity as the Minister of State for Provincial Affairs, requesting the plaintiff to give a member from the District Development Fund (DDF) 22 lengths of deformed bars, which were 20mm thick, for the purposes of Mukowe Bridge construction in Buhera,’’ part of the summons filed by the wholesaler’s lawyers, Maunga Maanda and Associates, reads.
“The defendant (Chimene) undertook the responsibility to pay the plaintiff the sum of $429 for the 22x20mm deformed bars. The plaintiff delivered the deformed bars to the rural district council at the instruction of the defendant.”
Chimene said she had since paid the debt, although she was not responsible for borrowing from the company.
“That was not my debt. I only acted as minister in asking Nayee Brothers to supply the deformed bars to DDF so that they could fix the bridge and pay the money once they got their budget,” she said. Chimene said she settled the debt after receiving summons.

“I called them to my office and asked why they had gone to court without talking to me about the debt. During that meeting, I took my handbag and paid them. You think I can’t pay $400? Do you know how much I earn?” she retorted. newsday

#Tajamuka: Teachers in Massive Protest for 10 Days

Rural-based teachers have announced they will hold a staggering 200km march next week to register their displeasure with the nonagenarian’s failed 36-year leadership and will shutdown schools for ten days.
The 10-day march — organised by the Rural Teachers Union of Zimbabwe (RTUZ) — will start on Monday from Maramba Pfungwe in Murewa to Harare.
This comes as radical pressure group — Tajamuka/Sesjikile – spreads its wings into the rural areas which have been traditionally the heartland of both Mugabe and Zanu PF.
Mugabe is facing rising public anger over his policies which critics say are responsible for causing the suffering by ordinary citizens.
RTUZ said the teachers will also protest against poor salaries and government failure to improve rural education facilities.
“We call upon all teachers and parents based in the areas to join us and march for the betterment of rural education,” the union said.
The RTUZ is also demanding a monthly pay adjustment of between $700 and $800, a 100 percent increase of teachers’ rural allowances as well as restoration of maternity leave for those on probation.
Over and above that, the union also demands infrastructural development in rural schools and communities as well as an end to all forms of violence against rural teachers and dissolution of the government if its demands are not met.
RTUZ president, Obert Masaraure, also told the Daily News that the organisation will petition the ministry of Education over their demands.
This comes as anti-Mugabe protestors, Tajamuka/Sesjikile; last week said they are spreading their campaign against the 92-year-old leader’s misrule to the rural areas.
The pressure group’s spokesperson, Promise Mkwananzi, told the Daily News that they were now targeting the rural constituencies after satisfaction that urban Zimbabweans were now on board.
“We are done with mobilising the urban constituencies …we are, through our affiliate organisations, targeting our rural counterparts so that we will confront government with one voice,” he said.
The rural constituencies have been the fulcrum of Mugabe’s 36-year-old reign, with opposition parties finding it difficult to make headway in the areas.
Mugabe, in power since independence, is facing the biggest challenge to his long and uninterrupted rule.
His government is struggling to pay civil servants on time as the economy continues to die leading to reduced revenues which have been hit by company closures and job losses.
Last month, civil servants went on strike over delayed salaries while thousands of workers stayed away from work as they heeded a call to stage a general strike by clergyman Evan Mawarire and Tajamuka/Sesjikile.

UK saves Zimbabwe, donates essential medicines

 The United Kingdom through its Department for International Development (DFID) has donated essential medicines to support health care services in Zimbabwe. The medicines will be administered through the UNICEF managed Health Development Fund (HDF), and complements wider UK aid support to the health sector through the HDF.
The Minister of Health and Child Care, Dr David Parirenyatwa, has welcomed the medicines and said that they will immediately be dispatched to health institutions and facilities throughout the country through the National Pharmaceutical Company (NatPharm).
“Essential medicines are critical to the optimal functioning of our health system,” he said. “We currently have a gap in availability of medicines which is impacting negatively on patients and health professionals. This donation is well received and will go a long way to assisting us in closing this gap.”
The package includes antibiotics for the treatment of common diseases and medicines for the treatment of cancer and asthma.
Ms Annabel Gerry, Head of DFID Zimbabwe commented “Over the last five years, maternal and new born child health indicators have shown positive trends supported by UK aid. I am pleased that these essential medicines will further contribute to treating sickness, preventing premature death, and improving the quality of life for people all over the country”.

The outspoken First Lady Grace Mugabe’s ally, Mandi Chimene has hit back at her critics who include army General Constantine Chiwenga who she has told that she will not be silenced.
The battle of attrition raging within Mugabe’s faction-ridden Zanu PF is getting uglier by the day, with the ruling party faction opposed to embattled Vice President Emmerson Mnangagwa claiming yesterday that those rallying behind the Midlands godfather were being led like “lambs to the slaughter” without realising it.
Speaking in an interview with journalists, the minister of State for Manicaland, Mandi Chimene — who recently undressed Mnangagwa in public — also said she and other Zanu PF bigwigs linked to the party faction known as the Generation 40 (G40) group were unmoved by perceived threatening utterances emanating from the military.
The forthright Chimene added further that moves by “certain elements” in the deeply-divided ruling party to silence her and others who shared her sentiments on the former liberation movement’s deadly succession ructions would be in vain.
This comes after Zimbabwe Defence Forces (ZDF) commander, General Constantino Chiwenga, was quoted in State media last weekend questioning the war credentials of some Zanu PF bigwigs and former freedom fighters.
“This nonsense of someone who was at a refugee camp or was a cleaner moving around telling people that he or she fought in the struggle is just that, nonsense. Wakarwa hondo kupi (Where did you participate in the war?),” Chiwenga thundered in a statement that was widely interpreted as directed at Zanu PF bigwigs such as Chimene and Higher Education minister Jonathan Moyo.

Asked whether she had been a mere cleaner during the liberation struggle as had also been insinuated in Chiwenga’s interview with State media, Chimene hit back saying it would be folly for any war veteran or Zanu PF leader to think that they knew everyone who had participated in the war of liberation, including in what capacity people had served the struggle.
“If people don’t know what happened during the war maybe they did not really take part in it. The fact is that there was no one camp and neither was there one gate. We had different camps and so we could not all know each other.
“I was never a cleaner and I do not think he (Chiwenga) meant me. I trained first as a nurse and then went to security. I was at Mavhudzi and those who want to know more about me should ask about Rumbidzai Courage Muhondo. That was my name. I went to war in 1976 after the Nyadzonya camp massacre,” she said.
“People should know that I am a real war veteran. I am not fake and I have respect for my fellow comrades. I also do not have any other ambitions and neither am I looking for any positions.
“During the war, we had various levels and up to today I respect every comrade who holds a senior rank. I also always salute members of the general staff in this province. I am more of an activist than a chairperson,” she added.
Chimene, who told thousands of Zanu PF supporters who gathered in Harare last month that she would do everything within her power to affirm Mugabe, including smoking weed, said the problem with the current crop of the war veterans’ leadership was that some “loud mouthed people want to lead instead of just being activists”.
“You cannot be loud and be a leader at the same time. Give others a chance to speak. Ndakatopopota kuti mandiitirei acting chairperson (I was not keen to be the acting leader of the war veterans).
“I am not a candidate for the chairpersonship. They can contest if they want that,” she said in apparent reference to her rivals who have gone to court to stop her from masquerading as a war veterans leader.
Virtually all the current leaders of the Zimbabwe National Liberation War Veterans Association (ZNLWVA) are closely linked to Mnangagwa’s mooted aspirations to succeed Mugabe. They also recently intimated that they would be bloodshed if the beleaguered VP did not succeed the increasingly frail nonagenarian.
In this respect, Chimene told the Daily News, many comrades were allegedly being led like lambs to the slaughter by ever scheming successionists who were plotting to take over from Mugabe at all costs, never mind the consequences.
“Tell comrades out there that they should not be led this way by ambitious politicians,” she said, adding that this was neither good for them, Zanu PF nor the country.
Zanu PF is currently divided into two main factions — Team Lacoste that is pushing for Mnangagwa’s ascendancy to the throne, and the G40 camp that is rabidly opposed to the Midlands godfather.And although many Zanu PF insiders claim that the military is marching behind Mnangagwa, Chiwenga maintains that the security sector is apolitical and will not meddle in the ruling party’s factitious politics.
“I am not going to be intimidated by anyone. We want to uphold what we fought for and we will not abandon vaMugabe. We will stand by him while some are just looking for riches and only think about themselves,” Chimene said in an acerbic parting shot.

Edinah Masanga | A fresh wind blew over Zimbabwe today as opposition members united in protest against Zanu PF. I posit here that they have to be smart, strategic and take nothing for granted if they are to beat Robert Mugabe and get him out of power.  Since rogue Mugabe began tightening his grip on power, politics in Zimbabwe has become a poisoned chalice, you have to be careful where you drink from and with whom you drink. Mugabe is known for coming down heavily to crush any opposition by hook or crook, including sowing divisions among opposition using, among things, state-controlled mouthpieces such as the Herald. When Thoko Khupe was peeved by Tsvangirai’s appointment of two men as co – Vice Presidents, Nathaniel Manheru (believed to be presidential spokesperson George Charamba) joyously jeered at Khupe accusing her of being incompetent.
At face value, this can seem as though Manheru just being Manheru, singing for his supper, but on closer inspection, one can see that Manheru’s clapping could have been meant to sow divisions and public squabbles in the MDCT. Mugabe thrives on divide and rule, that being his strength, it can also be his weakness if opposition politicians do not play into his hands.  Like what Joice Mujuru and Morgan Tsvangirai have done now. I must applaud these two who also if I may add, happen to hold genuine doctorates; the launching of the national convergence strategy is a huge step forward in the right direction. 
The imminent coalition between  Tsvangirai’s MDCT,  Mujuru’s Zim People First and other opposition parties, will cause nightmares for Mugabe (if he can still sleep given the havoc he has wreaked in the country). I am thrilled at the prospect of the combination of the formidable fighter that Tsvangirai is matched with the composed liberation war hero that is Mujuru. 
If they do not let power hunger go to their heads, a coalition between Mujuru and Tsvangirai is poised to dislodge Mugabe’s rule, or we should say Zanu PF given that we can’t plan for the future with Mugabe in mind.
Mujuru is a vital player in the politics of Zimbabwe at the moment, she brings in crucial institutional knowledge about the thievery and thuggery of Zanu PF, above intelligence which has been lacking in the opposition, while Tsvangirai is a seasoned, tried and tested fighter for democracy.
Since entrance  into mainstream politics, Mujuru has shown the much-needed calmness and maturity required in politics through messages of healing and moving forward. She also rightly challenged yapping  Grace ”Queen Marie Antoinette” Mugabe and his husband’s Zanu PF faction to bring forward evidence of her corruption which she preached all over the country, to no avail.
I know people will say Mujuru is cut from the Zanu PF cloth, but the woman was shamed and frog marched out of Zanu PF by a former typist whose sexually transmitted power came decades after Mujuru had been Zanu PF. In fact years after Mujuru selflessly volunteered her precious life to save the country from colonial rule. I cannot imagine anything more painful than the betrayal that Mujuru endured, therefore she has the wrath needed to topple Mugabe, and with right partnerships such as with the MDCT, Zanu PF might just be teetering on the brinks of collapse.
I feel that as Zimbabweans we need to be strategic in our hate. I know we might have issues with Mujuru but let’s choose between two evils if we have to. I will pick Mujuru any day. 
Tsvangirai has made a fair share of his own blunders during his tenure as Prime Minister and as an opposition politician but he is not yet as evil as Mugabe. We have to keep our eyes on the prize, the goal is not to have perfectly squeaky clean politicians because perfection in humans, in general, is a pipe dream, the goal is to remove the dictatorial Robert Mugabe and his thieving Zanu pf which is plundering Zimbabwe’s wealth.
My wish is that Mujuru will know where she is coming from, both for herself and for women in general. She must not replicate what Khupe did when she was deputy prime minister – becoming elitist including organising an African conference which ordinary women could not attend in the flamboyant Harare International Conference Cente.
Mujuru must work hard to put women at the fore, she must help reign in Tsvangirai and his toxic masculinity which is evident in his recent appointments of two male vps in a party which is galore with women who have worked tirelessly to build the MDCT. Minus these issues, I am confident that a coalition between Mujuru and Tsvangirai is a tag team of our dreams.

Opposition political parties under siege from Mugabe’s tight grip on power, have been engaged in several secret initiatives that they hope would lead to a vibrant united front to push for political change. Mugabe has in recent weeks increased his grip on power with a relentless crackdown against pro democracy forces. Many have been arrested on trumped up charges, others like the #ThisFlag pastor Evan Mawarire forced to flee into exile.
While it still is not clear how the coalition will be structured, the move by Mujuru and Tsvangirai  and other opposition leaders seems to be a source of hope for Zimbabweans. Full audio recordings of both Mujuru and Tsvangirai’s addresses will be available on ZimEye in a few minutes.

Early results in Zambia’s Presidential election Saturday showed opposition leader Hakainde Hichilema ahead of his rival President Edgar Lungu, in a tight race marred by political tensions.
Results released by the Zambia Electoral Commission from eight of 156 constituencies showed businessman Hichilema in the lead with 47,706 votes after Thursday’s election, against 41,572 for Lungu.
Hichilema who leads the United Party for National Development (UPND) had on Friday made allegations of fraud, following delays in releasing early results.
Zambia is known for its relative stability, but the election campaign was marked by weeks of clashes between the rival groups, with at least three people killed in the run-up to the vote.
However, there were no major disruptions on polling day.
Hichilema, a wealthy businessman who is making his fifth attempt to win the presidency, narrowly lost a snap election to Lungu last year by less than 28,000 votes.
Constitutional changes now require the winner to have more than 50 percent of the vote, and a re-run would be called if there is no clear majority.
A total of nine candidates contested the election.
Lungu’s short term in office has been marked by criticism for failing to revive an economy battered by a decline in copper prices, the country’s main export, and a poor performing currency.
The turnout at Thursday’s election was 57.55 percent, and voters also cast ballots in a constitutional referendum on amending the bill of rights.
The results were expected to trickle in throughout the day, in a vast country mainly made up of rural districts. AFP

A coalition of opposition parties moved closer to pushing President Robert Mugabe out of power as it once again put aside its differences for the good of the nation.
The parties yesterday said they were finally finding each other and moving fast towards forming a coalition ahead of the 2018 general elections in order to defeat President Robert Mugabe and his Zanu PF in the watershed poll.

People’s Democratic Party (PDP) president, Tendai Biti said facts on the ground demanded that all opposition parties should come together and form a coalition if they were to stand a chance against Zanu PF.

“It’s not so much what we may think as individual political parties, it’s the reality. The reality is we have to come together, the reality is we have to form a coalition or at the very minimal have an alliance before 2018,” he said.
“In my view, there are two things that are essential if we are to have a chance in 2018. The first is we have to reorganise and come together, we have to do what logic demands that we do. Secondly, there must be electoral reforms.”
Biti’s remarks came hot on the heels of a statement released by MDC-T spokesperson, Obert Gutu, saying a divided and cash-strapped opposition would not stand a chance against Zanu PF.
“A splintered, weak and poorly-funded opposition will face a mammoth task in elections in 2018. Unity is a prerequisite for electoral success,” he said.
Eight parties – MDC-T, PDP, Mavambo/Kusile/Dawn, MDC, Zunde, Zapu, Renewal Democrats of Zimbabwe and Dare – came together to issue a statement in support of peaceful demonstrations against Mugabe’s rule, which they say have been ruthlessly crushed by police.
Makoni said the coming-together of the political parties to issue the statement showed their willingness to move towards a coalition, which they believe is the answer to unseating Mugabe.
“There is a group of political parties that works together under the New Electoral Reform Agenda and another group that works together under the Coalition of Democrats (Code). We continue to consult and exchange notes with the ultimate objective that we come together in a strong coalition. We are not there yet, we aspire to the get there, we strive to get there at the appropriate opportunity,” he said.
MDC-T vice-president, Elias Mudzuri said his party was alive to the need for a coalition and was converging with other democratic forces including civil society to bring down Zanu PF.
Opposition forces are failing to get funding, with the MDC-T accusing Zanu PF of blocking Treasury from releasing funds meant for qualifying parties under the Political Parties (Finance) Act.
The MDC-T said elections in 2018 should be fought on a very well-resourced framework, if opposition political parties are to successfully wrest power from Zanu PF.
“Zanu PF is abusing its position as the ruling party to ensure that other competing political parties are starved of financial resources. This is the main reason why Treasury is dragging its feet when it comes to the issue of disbursing money owed to parties such as the MDC in terms of the Political Parties (Finance) Act,” Gutu said.
The Press conference was attended by top representatives from eight political parties, but snubbed by Zimbabwe People First (ZimPF).
But Makoni played down ZimPF’s absence.
“They failed to come here today. They are not being left out, but in due time they will be with us, but they certainly share the same views with us here,” he said.
Gutu, in his statement, said, while Zanu PF was facing internal problems, the opposition should not write the ruling party off, as it would regroup just ahead of elections and win if votes were divided.
“Zanu PF has this uncanny ability of regrouping when they are cornered. Election 2018 isn’t going to be a stroll in the park,” he said.Newsday

Mujuru Kicks Incompetent Makova Out Of Position

Former Vice President Joice Mujuru has flexed her muscles and demoted incompetent Retired Colonel Claudius Makova from his position, in her Zimbabwe People First party.
Makova has been replaced with with Great Zimbabwe University (GZU ) lecturer Dr William Zivenge.
Rtd Col Makova’s demotion came as a surprise within the former Vice President Dr Joice Mujuru-led party as he was regarded as one of the founding fathers and its vanguard in the province. The demotion also came in the wake of reports of jostling for positions in the party ahead of a national congress slated for later this year.
ZimPF provincial spokesperson Retired Colonel Kudzai Mbudzi confirmed the development saying the move is meant to strengthen the party as the political outfit is looking for energetic and committed individuals in leadership positions.

 “We had a meeting recently here where the interim executive was elected and Rtd Col Makova was replaced by Dr Zivenge who is GZU’s School of Culture and Heritage Studies dean, as chairman. Rtd Col Makova once hinted on retirement. We want energetic and committed people to lead,” said Rtd Col Mbudzi in a telephone interview. He said ZimPF party had working committees in which members had different roles that include mobilisation, finance, information and communication but they had decided to regularise their structures.
“We had operating committees before we decided to regularise them into an interim provincial executive and Rtd Col Makova was voted out. In any election members will be voted in and out. That is not a demotion but rather a promotion because he will be part of the council of elders in the party although he is the only one holding such a post now,” Rtd Col Mbudzi said.
He said former Zanu-PF provincial member Mr Dzikamai Mavhaire retained his position as the national mobiliser in the party adding that war veterans came up with an interim executive while the women and youths were in the process of electing their own.

ZIFA president Phillip Chiyangwa will soon leave the association, in a bid for a higher posting.
This would be two years before the constitutional end of his term amid revelations that the ambitious Harare property mogul is angling for a regional or continental football post.
Chiyangwa let the cat out of the bag when he spoke off the cuff on Thursday as he prepared to present his speech for the official opening of the Premier Soccer League organised Sports Writers workshop that was being held at a Harare hotel. Also in attendance was the league chairman Peter Dube as well as the chief executive officer Kennedy Ndebele.
“Very soon I will be bidding Zifa goodbye, to go up,” said Chiyangwa much to the amusement of the gathered scribes and facilitators. Chronicle Sport later contacted the flamboyant businessman for him to clarify what he meant and where exactly he was going.
He refused to be specific but reiterated his earlier remarks. “I am going up, anything but up there,” said Chiyangwa who however just laughed when asked if he was angling for the Cosafa presidency whose elections are due next year.

 Sitting Cosafa president Suketu Patel from Seychelles has not indicated whether he will seek another term at the top of the regional football body. The Cosafa president is also the first vice president of Caf.
Chiyangwa was recently elected the secretary general of the Anglo Saxon group during his visit to Nigeria when Fifa president Gianni Infantino visited Africa’s most populous nation. Liberian Football Association president Musa Bility chairs the group.
In his official address Chiyangwa said it was undeniable that the popularity that football enjoys today was a direct result of the tireless efforts by the media.
“Football and the media are inextricably intertwined, hence it is undeniable that the popularity that the beautiful game enjoys today is a direct result of tireless efforts of members of the Fourth Estate. I am reliably informed that the major objective of this workshop is to broaden the understanding of the management and administration of football in Zimbabwe. Football and sport journalism have evolved and undergone a revolution,” said Chiyangwa.
He said the workshop, which ended yesterday, sought to enlighten participants on pertinent issues with regards to latest trends in football management, coaching, media operations, management of competitions, crowd management, fair play code, laws of the game, role of the media in football development, integrity in sport and club licensing. chronicle

Civil Servants Salaries: Teachers’ Cash Pushed to September

Once again teachers come last in the pecking order of importance in receiving salaries, as compared to the rest of the civil servants, receiving their August salaries in September.
Government yesterday disclosed the August pay dates for civil servants with a significant improvement on the timelines compared to previous months.
Public Service, Labour and Social Welfare Minister Prisca Mupfumira yesterday said members of the Zimbabwe National Army and Air Force of Zimbabwe would be paid on August 23.
Those in the health sector will be paid on August 26, followed by members of the Zimbabwe Republic Police and prison officers on August 30. Teachers will get their dues on September 2, while the rest of the civil service will be paid on Sep- tember 5. Pensioners will receive their pay outs on September 9.

Minister Mupfumira said no sector was in a worse situation compared to last month. She said it was a matter of time before all the civil servants are paid within the month worked as Government’s strategies start paying dividends.
“It is a fact that we have revenue challenges but as promised, we have managed to bring forward the pay dates for most of the workers except for teachers who received their July salaries on August 2 and for this month they will be paid on September 2,” she said.
“Just as said by President Mugabe during the Heroes Day commemorations that mechanisms are being developed to ensure workers get their salaries on the traditional pay dates, we are working day and night to improve and meet this target. We thank Treasury for working to ensure these improvements come. September dates will be availed as soon as modalities are in place because we want the workers, whom we treasure so much, to concentrate on service delivery.”
Government payment plans went off rail in June due to revenue challenges and efforts are now being made to revert to the traditional pay dates. Apex Council team leader Mrs Cecilia Alexander said while there was a significant improvement, Government should work towards bringing normalcy in the civil service.
“There has been some slight improvement in some sectors but in some areas, Government has maintained the same dates,” she said.
“No sector is in a worse situation compared to last month. We expected the dates for all sectors to fall within the month of June and we are calling upon the powers that be to take this issue seriously and bring normalcy as it affects the economic cycle of civil servants. This matter has been discussed at the NJNC and we shall continue to formally engage our employer.”

Government is channelling more than $200 million towards salaries, a situation which is unsustainable. As such, Cabinet recommended a civil service audit to cut on the wage bill. The civil service is now being rationalised with a number of cost- cutting measures being implemented. The measures will see the wage bill going down by $400 million every year.

In yet another telling case of unbridled corruption among powerful politicians and their connections, eating at the heart of the economy and causing the misery of the majority of Zimbabweans, the Mugabe’s have been fingered in the Eskom scandal.
Fingered in the Eskom scandal is Derrick Chikore brother to Simba who is married to President Robert Mugabe’s daughter Bona.
The South African power company, Eskom, last week disconnected its electricity supply to Zimbabwe, plunging large parts of the country into darkness on Heroes Day as the Southern African country is experiencing serious power shortages which have made it impossible to continue with exports.
The disconnection of 300MW by Eskom comes at a time the controversial Dema Diesel Power Plant has run into compliant problems resulting in its failure to feed into the national grid.
The project, which was initially valued at US$194 million a year, was awarded to Sakunda Holdings, owned by Zanu PF benefactor Kuda Tagwirei, who partnered President Robert Mugabe’s in-law, Chikore, without going to tender.
As reported by the Zimbabwe Independent a few weeks ago, Aggreko, a company which supplied the diesel generators, in April dispatched a team of close to 50 people to Zimbabwe among them project managers, operations managers, engineers, commissioning staff and other specialists.
The team came from Dubai, where Aggreko’s international projects business operates from as well as South Africa and other African countries.
Sources close to the development said the team has been in the country for this long without making much progress because Sakunda had problems with the Zimbabwe Revenue Authority, which refused to clear certain equipment urgently and allow operations to commence before relevant taxes were paid.
“Since July 7, engineers were running high voltage tests. The plant ran for a week then it was down,” the source said. “It is still being commissioned and that is what happens when testing frequency voltages.”
Sources also said engineers are working flat out to make sure the plant runs so that power shortages are abated.
Despite clear evidence of irregularities and corruption, Zesa sources said consumers will be forced to pay increased tariffs to accommodate Aggreko, Sakunda and some other people in the background of the controversial deal.
The project, which is under the direct supervision of the Office of the President and Cabinet, is part of a string of scandals rocking state power utility company, Zesa Holdings.
Documents show ZPC will pay US$8 million in advance every month for the Dema project which could run for three years.
The Zimbabwe Energy Regulatory Authority (Zera) has already approved a tariff of 15,45 US cents/kWh for the power purchases agreement.
By comparison, electricity generated at Kariba costs 4,11 USc/kWh, while that from Hwange Thermal Station costs 6,97 USc/kWh, making expansion projects far cheaper.
The Dema deal, documents show, will have serious cash-flow implications on Zimbabwe Power Company, hence Zesa’s recent application to increase the tariff by 49% which was interpreted by electricity consumers as an attempt to force the power utility’s struggling customers, already battling with huge bills and poor service delivery, to subsidise corrupt activities.

Small House Attack, Women In Court With Babies

Bulawayo| Three women from Magwegwe North have been arrested for allegedly assaulting their neighbour on suspicion that she was dating a husband to one of them.
During the attack that left Nomcebo (21) injured, one of the suspects recorded the whole drama. They allegedly assaulted her with fists together with an accomplice who is at large, a court heard yesterday.
In an unusual scenario, yesterday two of the women appeared in the dock carrying their babies. Sibongisiwe Moyo (25), Sicelo Moyo (19) and Samantha Dungeni (21) are facing assault and indecent assault charges.
Sibongisiswe pleaded guilty to both charges. The other two women pleaded guilty to assault but denied that they stripped Maphosa and recorded a video of the scene. Western Commonage magistrate Mr Stephen Ndlovu remanded the trio out of custody to Monday.

 “I am only remanding you out of custody because you have babies and you claim you have no one to leave them with but with the devious act you did, you deserve to go to prison. Make sure when you come back you find people to attend to your children while you stand trial,” said Mr Ndlovu.

Prosecuting, Ms Magret Takawira, said the trio went to Maphosa’s house and dragged her outside her yard. “The three accused persons, in company of one more who is still at large, assaulted the complainant alleging that she was having an affair with one of the accused’s husband. They hit her with fists all over the body and she sustained injuries,” said Ms Takawira.
“Accused persons stripped complainant of her clothes chanting that she is a prostitute. One of them recorded a video of the scene.” – state media

THE three members of the Johane Masowe Echishanu, accused of suffocating six children to death during a baptism ceremony in Sadza early June this year, will appear in Court next Tuesday.
They have been asked to file affidavits making an undertaking they will desist from church activities involving baptising children if they entertain chances of being released on bail.
The trio comprised of self-proclaimed prophetess Maud (31), Naome Dzvuke (34) and Jane Ruvinga (22), appeared before Harare High Court judge, Justice Priscilla Munangati-Manongwa, who ordered them “to depose affidavits undertaking that they will desist from church activities involving baptising children”.
In her bail application filed at the High Court, Ruvinga denied intending to kill the children, saying she led the group to baptise the kids including her own with a view of cleansing them of evil spirits and genuinely believed the children needed protection from evil spirits.
“The children were all related to her and she was shocked when she realised that they had passed on and did not know what to do, thereafter. She panicked and walked away from the scene, she never intended to flee from anyone or the situation, but got confused after realising the children were dead,” her lawyers Muringani, Mandikumba and Partners said.
In her affidavit, Naome said she did not participate in the baptism, but she followed to the river, after being told that her sister, Maud, had taken her one-year old son for the ceremony in her absence.
Her lawyers said: “She (Naome) was forced to go to the pool by her sister Maud, where her sister baptised the children, including her son, who died in the process. She did not have a hand in the baptism that caused the deaths, but was only present to take her son, who had been taken away by her sister in her absence.”
The women’s co-accused, a 17-year old boy, who was also accused of suffocating the children, was last month granted $30 bail pending trial and released into the custody of his father.
According to State papers, on the morning of June 7, Maud, Naome, Ruvinga and the teenager allegedly connived to take the children for cleansing in Mutorahuku stream at Muriwo Village, where Chido (11), Patience (9), Shamiso (4) and Mercy Pfumbidza (2) and Tafadzwa (5) and Tinotenda Dzvuke (3) all perished during the baptism process. SDA Man Rapes, Tortures Church Mate, Takes Pics Of Her Privates

In a story fit for a thriller movie Seventh Day Adventist (SDA) member Ngqabutho Masuku (31) of Mzilikazi suburb tortured and raped an 18 year old girl after detaining her for two hours in his bedroom.
He raped the complainant twice during which he tortured her and took pictures of her private parts.
THE High Court has dismissed an appeal against conviction and sentence by Ncube who is serving a 12-year jail term for torturing the girl and raping her before taking pictures of her private parts.
The rapist and his victim were both members of the Seventh Day Adventist Church.
They were ex-lovers and the woman had earlier terminated the affair after discovering pictures of a nude woman in Masuku’s phone.
Masuku was last year convicted of rape and sentenced to 16 years in jail of which four years were conditionally suspended for five years.
Through his lawyer, Mr Prince Butshe-Dube of Mathonsi Ncube Law Chambers, Masuku filed an application at the Bulawayo High Court challenging his conviction and sentence citing the state as the respondent.
He said there was misdirection on the part of the lower court, arguing that he had consensual sex with his church mate who was also his ex-girlfriend.
Masuku, in his grounds of appeal, claimed that he was seduced by ex-girlfriend before she lured him to his bedroom where they had sex.
In his ruling, Justice Nicholas Mathonsi said the lower court meticulously dealt with the evidence and correctly accepted the state case.
The judge described Masuku as an unrepentant sexual pervert and treacherous sadist who took advantage of a defenceless and vulnerable victim.

“You are an unrepentant appellant who, as late as then, still did not see anything wrong with battering a girl and having sex with her at the same time. It was typical of behaviour of sexual pervert, a treacherous sadist who derived pleasure in torturing a young girl for warped sexual fulfilment, or forcing her to have feelings for him,” said Justice Mathonsi.
“You abused a defenceless and vulnerable girl simply because you could not accept rejection, taking advantage of your religious association with her to turn her into a sex slave in the most ungodly manner,” said the judge.
He dismissed Masuku’s appeal, saying it was baseless and lacked merit.
“There was no misdirection whatsoever and this appeal is spectacular for its lack of merit. It is accordingly dismissed,” ruled Justice Mathonsi.
On June 15, 2013, Masuku and the complainant, along with other Seventh Day Adventist Church members, went for a church crusade at Mawabeni in Esigodini and returned late at night.
The court heard that the commuter omnibus they were travelling in ran out of fuel on arrival in Bulawayo and the driver was unable to deliver the passengers to their homes.
The complainant and her sister suggested that they would walk home but other church mates discouraged them since it was late.
Masuku then offered to accommodate the two girls at his house in Mzilikazi suburb.
On arrival at his home, Masuku asked his ex-girlfriend to have a private conversation with her and she agreed before they went to his bedroom.
Masuku bended on his knees and pleaded with the complainant to forgive him, but the girl told him that she was no longer interested.
He assaulted the girl before he forcibly kissed her.  When the complainant tried to scream, he shoved a teddy bear into her mouth and increased the volume of music which was playing on his laptop.
Masuku removed the victim’s clothes and raped her after which he sarcastically asked the complainant whether she had enjoyed the sex.

The Zimbabwe National Liberation War Veterans’ Association (ZNLWVA) secretary for information and publicity Douglas Mahiya, accused of co-authoring the controversial Tajamuka Communique calling on President Robert Mugabe to step down is challenging his remand placement.
Mahiya notified the court yesterday of his intention to challenge placement on remand on charges of undermining the authority of the President.
Mahiya (61) who is on $300 bail, will make the application on the next remand date, September 5, through his lawyer Mr Harrison Nkomo.
The prosecutor, Mr Sebastian Mutizirwa, stood in for Mr Tapiwa Kasema and Ms Sharon Fero who were not present yesterday. “We are ready to make the application but we don’t want to put pressure on State counsel who is not seized with the matter,” said Mr Nkomo.
“We will still challenge further remand on next appearance.”
Mr Nkomo indicated that if the State fails to produce a certificate of prosecution from the Prosecutor General on next remand, the matter cannot be heard. The magistrate, Mr Vakayi Chikwekwe, said there was no trace of a letter written to the PG’s office and it could be a problem with the clerk of court.

Allegations are that between April 2016 and July 2016, Mahiya, acting in connivance with the association’s expelled national political commissar, Francis Nhando, secretary-general Victor Matemadanda, national vice chairman Headman Moyo and executive member for Harare province Hoyini Samuel Bhila and other high-ranking national, provincial and district members still at large, prepared a communique.
They authored the document headlined, War Veterans communiqué on the state of Zimbabwe’s economy, the Zanu-PF party leadership and the way forward for the people of Zimbabwe, in which they allegedly made defamatory statements thereby undermining the authority of President Mugabe.
The State alleged that Mahiya created the communiqué with the knowledge and realisation that its contents may engender feelings of hostility or cause hatred, contempt or ridicule towards President Mugabe.
On July 21, Mahiya allegedly held a meeting at Raylton Sports Club and issued the communiqué to a few journalists leading to the document being published in the NewsDay and on the Internet.
It is alleged that in an interview with an SABC reporter, the accused also denigrated the President.

On July 27, a search was conducted at the accused’s residence and copies of the communiqué were found as well as documents titled Response to the President’s attack on War Veterans, which also undermined the President’s authority. State media

American swimmer Simone Manuel became the first African-American woman to win a gold medal in an individual event. The 20-year-old athlete dominated the competition in the 100-meter freestyle.
“It means a lot, especially with what is going on in the world today, some of the issues of police brutality,” Manuel said. “This win hopefully brings hope and change to some of the issues that are going on. My color just comes with the territory.”
But Manuel wasn’t the only Simone who kicked ass this week.
Simone Biles solidified her queen status after she won gold in the individual all-around competition. The 19-year-old gymnast is the only woman to win world championships three years in a row, and has not lost a gymnastics meet since 2013. She’s been long regarded as the best gymnast in the world.
Gabby Douglas, who was the first African-American woman to win gold in the individual all-around in 2012, also walked away with gold this year in the all-around women’s team competition, along with teammates Biles, Laurie Hernandez, Aly Raisman and Madison Kocian.

Fuzwayo the vocal chairman of the Gwanda Residents Association, was summoned to Gwanda Law and Order this morning. “Been summoned to report at the CID Law and Order Gwanda. Not sure what for. Under normal circumstances would have gone there without worry but with all that is happening in the country am definitely worried. Will be reporting there in an hour,” said Fuzwayo.
“Praying for the best,” he said, given government’s crackdown against voices of dissent civic activists lead uncertain lives.
It turns out some faceless thugs went on a smear campaign against Zimbabwe People First leader, Joice Mujuru, writing flyers which denounced the former Vice President and signing of as Fuzwayo.
It is a no brainer that a well known and respected community leader Fuzwayo would be cleverer than that. ” Some thugs or agents somewhat decide to write posters and fliers denouncing Joice Mujuru’s leadership in Mat South and Harare puts my name address and phone number at the bottom of the fliers and posters. Goes further to take the same posters and pastes them at ZANU PF offices in Gwanda and buildings around the ZANU PF offices,” explains Fuzwayo.
At the Law and Order Fuzwayo was interrogated and asked to make a statement.
Fuzwayo warns those behind the smear campaign, ” To those doing this they need to know that I am not a novice in this game and did not know ZANU PF yesterday that I would write posters put all my details and paste on their walls. I can not be that shallow.”

ZRP Detective Bashed By Sex Worker At Club

Terrence Mawawa | Gweru A night outing ended in tragedy for a Zimbabwe Republic Police detective, after he was bashed by a sex worker at a local club. Chrispen Musiiwa, a police officer stationed at CID Gweru was attacked by the sex worker at Salaco Night Club while drinking beer with the lady.
The woman, Tabeth Tshabalala(22) of 33 Ndema Road appeared before Magistrate Florence Nago last week facing assault charges. At a time millions of Zimbabweans are struggling with socio-economic challenges, the ZRP cop’s decision to spend cash with the sex worker backfired.
The incident happened on July 20 at the night club when the two were drinking beer. Under unclear circumstances Tshabalala who was holding an empty beer bottle struck Musiiwa once on the forehead.
Musiiwa bled profusely after the attack. Tshabala did not disclose the reason for hitting Musiiwa with the empty bottle. It is speculated the two could have had an altercation over cash. Tshabalala was sentenced to six months in prison and three months were suspended for five years on condition she does not commit a similar offence. The other three months were suspended on condition that she performs community service. Efforts to get a comment on what led to the assault -from Musiiwa were fruitless.

Greyhound Bus Driver Crushed To Death In Freak Accident

Staff Reporter | A Greyhound bus driver is reported to have been crushed to death under the bus while attending to a puncture.
The driver identified by friends on site as Mr Bongani Mpofu of Bulawayo was crushed by the bus while under the bus when a jack failed and brought the bus down on him.
A border official said the man was later pulled out by other travellers and taken to Beitbridge district hospital where he died upon admission.
Details of the accident are still sketchy and more information will be made available as it comes through.

Terrence Mawawa, Chiredzi| At Least 2000 Tongaat Hulett workers have concurred to demonstrate against Masvingo State Minister, Shuvai Ben Mahofa for insisiting on the take over of their company land.
The workers whose jobs are on the line,  have mobilised the entire local community-including politicians, business people and residents to participate in the demonstration against the controversial state minister who has insisted newly settled farmers will remain on their invaded plots.
The demonstration is scheduled for Sunday August 14. Mahofa recently sanctioned at least 213 offer letters to the new farmers in total defiance of her boss President Robert Mugabe’s directive. It is understood the 2000 workers are likely to lose their jobs following the invasion of Tongaat land.
MP for Chiredzi West Constituency, Darlington Chiwa, a known G-40 member threw his weight behind the demonstration against Mahofa, seen as a nemesis of the Grace Mugabe controlled camp.
Sugar Production and Milling Industry Workers Union of Zimbabwe secretary general Adonia Mutero told ZimEye.com that Mahofa’s decision to encourage the invasion of Tongaat land was unfortunate. “As Tongaat Hulett workers we are going to hold a demonstration on August 14 to register our frustration at Mahofa’s decision to encourage the invasion of Tongaat land. The decision to take over 4000 hectares from our employer will leave 2000 workers unemployed and homeless. We are therefore inviting people around Chiredzi including chiefs and politicians to come and support us.
“Mahofa wants to extinguish life out of the sugar industry,” said Mutero. G-40 members said they would join the demonstration against Mahofa and her allies.

Staff Reporter|There are unconfirmed reports that Zambia’s former First Lady Maureen Mwanawasa has lost in her bid to be the next Executive Mayor of  Lusaka. Substantive results are said to be out tomorrow with several announcements being pushed back because of counting glitches and irregularities which include missing ballot boxes among others.
While not confirming or denying her loss Mwanawasa wrote on social media this evening, “I hope the election observers have not left the country to see for themselves the deliberate delay in releasing results.”
Social media is awash with reports of Mwanawasa’s loss and some even being posted by her supporters.
Mwanawasa had indicated upon her return to politics that her backing United Party for National Development President Hakainde Hichilema should not be taken lightly.
“I have stayed away from politics for six years and my coming back means business. I want to be one of the chief campaigners for UPND leader Hakainde Hichilema who I believe is the man to lead this country up to 2016 and beyond,” she told the media back in 2014.

The election in Zambia is a tight two-horse race between the ruling Patriotic Front and the opposition UPND. President Edgar Lungu and his main challenger Hakainde Hichilema are both anxious to avoid a run-off.

Several top members of PF have defected to UPND. They include former Vice President Guy Scott, former First Lady Maureen Mwanawasa and Mulenga Sata, the son of late President Michael Sata. Scott and Sata senior were the founding members of the Patriotic Front, but Scott fell out with Lungu after Sata senior’s death.

This quote pretty much sums up the spirit to which the Computer Crime and Cyber Crime Bill being proposed by the Zimbabwe government is in its current format.

 This bill seeks to empower the Zimbabwe police to ‘intercept private communications, search and confiscate electronic gadgets’ used in what they deem to be ‘criminal activity’.  The proposed law seeks to impose a five year mandatory sentence to would be ‘offenders’ who fail to legally use their phones, laptops and desktop computers. The proposed bill goes on further to say the violation of the proposed law and the attendant repercussions will reach out to offenders “globally” in as long as they are Zimbabweans.  These ‘Zimbabweans’ will be extradited back to Zimbabwe under existing extradition laws, namely , The Extradition Act (Chapter 9.08) Part of the draft bill reads : if —
“(a) committed in connection with or in furtherance of the commission or attempted commission of the crime of insurgency, banditry, sabotage or terrorism, theft, unauthorised borrowing or use of property, extortion, fraud, forgery, malicious damage to property, damaging, destroying or prejudicing the safe operation of an aircraft, concealing, disguising or enjoying the proceeds of the unlawful dealing in dangerous drugs, corruptly using false data or defeating or obstructing the course of justice; or “
(b) the computer, computer network, data, programme or system is owned by the State, a law enforcement agency, the Defence Forces, the Prison Service, a statutory corporation or a local or like authority; or
(c) the crime occasions considerable material prejudice to the owner of the computer, computer network, data, programme or system; or (d) the crime disrupts or interferes with an essential service. Police, according to the Bill, are required to apply to a magistrate for permission to search and seize electronic gadgets and to intercept private communications to prove criminal cases. “
(1) If a magistrate is satisfied on the basis of an application by a police officer, supported by an affidavit, that there are reasonable grounds to suspect or believe that the content of electronic communications is reasonably required for the purposes of a criminal investigation, the magistrate may: a) order an Internet service provider whose service is available in Zimbabwe through application of technical means to collect or record or to permit or assist competent authorities with the collection or recording of content data associated with specified communications transmitted by means of a computer system; or (b) authorise a police officer to collect or record that data through application of technical means.”
The Bill also says: “Any person, who unlawfully and intentionally generates, possesses and distributes an electronic communication with the intent to coerce, intimidate, harass, threaten, bully or cause emotional distress, degrade, humiliate or demean the person of another person, using a computer system or information system shall be guilty of an offence and liable, on conviction, to a fine not exceeding level 10 or imprisonment not exceeding five years or both.”
An addition to AIPPA and POSA
Any reasonable person reading this draft bill is immediately gobsmacked by its content and its apparent intention to instil fear and control on a citizenry already living on the edge after being pummelled by the police for so long. This bill attempts to take away the only avenue left for Zimbabwe’s citizens have for free expression.  This bill now waits in line to join other statutory provisions like the Access to Information and Protection of Privacy Act (AIPPA) and The Public Order and Security Act (POSA) both enacted in 2002. The former to “oversee” how the print and electronic media operate in Zimbabwe. Since its enactment it has banned foreign news organisations from reporting in Zimbabwe and indeed some of Zimbabwe’s newspapers have been obliterated. And the later gives greater control powers to the police and the act has helped Mugabe consolidate power by limiting the freedom of Association amongst citizens. In fact it is a requirement for any political or civic formation to seek police approval before holding any public meetings. So, Zimbabwe it is not rocket science to figure out where the government is going with this new proposed draft Computer Crime and Cyber Crime bill. One may be forgiven for seeing the parallels between North Korea and the fast developing trend in Zimbabwe were the government interfere to a point of being in the citizen’s personal lives.
When a law seeks to take away an individual or a group’s freedom, it causes harm or basically just causes chaos; it is the opposite effect of what a law is put in place to do. In his 1963 letter from Birmingham city prison, Dr Martin Luther King lamented the effect of unjust laws. He speaks of the difference between a just law and an unjust law. “A just law is a man-made code that squares up with the moral law or the law of God. An unjust law is a code that is out of harmony with the moral law” St Thomas Aquinas a respected Italian Philosopher and theologian out it more succinctly, he says, “An unjust law is a human law that that is not rooted in eternal law and natural law. Any law that uplifts human personality is a just law. Any law that degrades human personality is unjust”.
So in essence an unjust law is morally wrong and can be disobeyed. Protesting is in essence disobedience against unjust laws. The purpose of protesting   is mainly to publicise an unjust law or a just cause; to appeal to the conscience of the public; to force negotiation with recalcitrant public officials to “clog the machine” with political prisoners; to get into court where one can challenge the constitutionality of a law; to exculpate oneself, or to put an end to one’s personal complicity in the injustice which flows from obedience to unjust law. While protesting in a broad sense is as old as the Hebrew midwives’ defiance of Pharaoh the social media age brings it to another level.
Panic, Power retention at all costs
The Zimbabwe government is going to great lengths to try and market this new cyber bill as an enhancement of our laws by aligning it with the control of pornographic images and videos and terror as part of computer crimes being curtailed. But Zimbabweans are not naïve; the devil is in the detail. The appearance of a law may make it look just, but will be unjust in its application. The Public Order and Security Act (POSA) give powers to the police to control gatherings and issue permits for the same. But we all know that government protests are never accompanied by this requirement whilst opposition and civic groups are put through this audacious process and in most instances they are refused and they end up seeking relief from the courts. A law becomes unjust when those who are from the ruling party are never compelled to do the same. So the intentions of the Computer Crime and Cyber Crime bill are clear. Recent events have been instructive. Social media is the new political battleground. The Public Order and Security Act (POSA) and the Access to Information and Protection of Privacy Act (AIPPA) are now archaic. They do not offer sufficient control anymore. This is what this Cyber bill is about, control through instilling fear amongst the citizens of Zimbabwe. Here is the tragedy if the bill should it ever become law. Social media is not domiciled in Zimbabwe. Questions abound, how you seek to prosecute a person who is holding on their gadget a forwarded message. Furthermore, does Mugabe still think that after 36 years of persecution and repression Zimbabwean society has remained stagnant. Has the government of Zimbabwe factored in the possibility that most of its citizens are now citizens of other countries together with their children who by the way are now leading the onslaught for a democratic dispensation in their country of origin?  Does the Zimbabwe government have the resources to pour into policing personal gadgets and information flow in the context of Zimbabwe? The government cannot even pay the current public servant. Can POTRAZ do this?
 
The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ)
The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) was established in terms of the Postal and Telecommunications Act [Chapter 12:05].Part of Section 4 defines its functions as

  1. To ensure the provision of the sufficient domestic and international telecommunication and postal services throughout  Zimbabwe on such terms and conditions as the Authority may see fit.(b) Without prejudice to the generality of paragraph (a), to ensure that any person by whom any telecommunications or postal  services falls to be provide is able to provide these services at rates consistent with the provision of an efficient and  continuous service and the necessity of maintaining independent financial viability;(c) To promote the development of postal and telecommunication systems and services in accordance with practicable  recognised international standards and public demand; (d) To exercise licensing and regulatory functions in respect of postal and telecommunication systems and services in Zimbabwe, including the establishment of standards and codes relating to equipment attached to telecommunication  systems; (e) To exercise licensing and regulatory functions in respect of the allocation and use of satellite orbits and the radio  frequency spectrum in Zimbabwe for all purposes, including the establishment of standards and codes relating to any matter in connection therewith; etc.

 
They term is a “regulatory functions”, but Zimbabweans are not oblivious to the fact that POTRAZ has recently used its sweeping powers to order mobile service providers to suspend the various popular promotions they had on offer. Despite official denial by the same, whatsApp and Facebook activity has dropped sharply in the last few weeks. This part of the broader attempt by the Mugabe government to control social media.
 
ECONET/ TELECEL/ NETONE: Mobile Service Providers in Zimbabwe
Mobile service providers are governed by both national law and International law. The reason for this is because mobile service is now global. Mobile service providers are also mandated under national and international law to respect the privacy of the service users. If a government makes a demand for information that is deemed “unreasonable”, the service provider can refuse to provide it and fall back on international provisions. Precedents abound: The Apple boss Tim Cook refused to cooperate with the American government’s request to unlock an iPhone belonging to Syed Farook, one of the alleged shooters in the San Bernardino attack. The service provider argued this was a defence of civil liberties despite the fact that a federal court in Riverside, California, granted the justice department the order. Apple refused to obey an unjust law. Without the consent of the service provider it is not possible for the government to read ones messages as WhatsApp messages have a secured end to end encryption, which means WhatsApp or third parties, cannot read your messages without physically getting hold of your phone.
Computer Crime and Cyber Crime bill fallacy
The long and short of this proposed draft bill, is that it will be impossible to police and enforce should it be railroaded into law. Firstly international law will not compliment laws in domestic jurisdictions that are on the face of it unjust. So an attempts to invoke the Extradition based on this type of law will be an own goal. It will simply reinforce the dictatorial nature of Mugabe’s government. Secondly this proposed unjust law will be resisted by all right thinking progressive Zimbabweans globally who want to take Zimbabwe forward and not backwards into the Stone Age. The internet is not restricted to the borders of Zimbabwe, but a global phenomenon, hence it cannot suffer violence and intimidation. Free expression is one of the cornerstones of the internet era. Zimbabweans are not stuck to the local service providers to access social media. In fact most in Zimbabwe are now using foreign sim cards (South African, Zambian and UK etc. etc.). Free expression in the internet era is exactly that- free. An attempt to legislate against free internet expression will be unjust and will fall flat on its face. Simple as.

First Lady Grace Mugabe is going for the kill as she plots Vice President Emmerson Mnangagwa’s final push out of Zanu PF.
ZANU PF’s youth and women’s leagues have stepped up their campaign to push out Mnangagwa and have him replaced by a female candidate, amid reports the two party structures were planning to hold crunch meetings next week to set the ball rolling for an extraordinary congress.
Party insiders told journalists that  Mugabe and Senate President Edna Madzongwe’s names were being mentioned, as potentials to replace Mnangagwa under the guise of seeking gender parity.
Contacted for comment, Zanu PF commissar, Saviour Kasukuwere yesterday said the party would be guided by its constitution.
“We always follow the constitution of the party,” he said, without elaborating further.
Women’s league deputy secretary, Eunice Sandi-Moyo declined to comment on the matter, saying: “If your source told you that, then why are you asking me? You want me to confirm what your sources have told you? Why don’t you ask your sources to clarify?”
Knives have long been out for Mnangagwa, who is accused of leading Team Lacoste, a faction that is reportedly campaigning for him to replace President Robert Mugabe, an accusation the Vice-President has denied.
Mnangagwa landed the Vice-Presidency at the party’s 2014 congress. Zanu PF’s next congress is due in 2019, a year after the crunch 2018 elections, which Mugabe has already expressed interest to contest.
A source revealed calls for an extraordinary congress would soon be made by several provinces.
“The congress will be pushed by provinces, as provided for under article 26(1c) of the (Zanu PF) constitution,” the source said.
“The youth and women’s leagues are critical players in this strategy. Soon, they will be convening meetings at national level and afterwards their resolutions will cascade down to provincial structures. Their resolutions will be used to mobilise the lower structures in calling for an early congress.”
Quizzed over the feasibility of such a plot, a top Zanu PF official, who declined to be named for security reasons, said the resolutions will be coming as a directive and provincial executives will be forced to abide by the orders.
“That will be a directive and you know how we deal with directives in Zanu PF. The resolutions will be implemented as they are,” the official said.
“What we are only looking forward to, at the moment, is to first have a resolution, then buy-in will not be a problem.”
Section 26 of the Zanu PF constitution provides that an early congress may be convened “wherever it is deemed necessary and at the instance of: (a) the majority of the members of the central committee; or (b) the President and first secretary, at the instance of not less than one-third of members of the central committee; or (c) the President and first secretary, at the instance of at least five provincial executive councils by resolutions to that effect”.
Already, some youth leaders and war veterans have implored the party to call for a special congress that will decisively decimate Mnangagwa’s faction and his ambitions to succeed Mugabe.
Addressing war veterans recently at the Zanu PF headquarters in Harare, Manicaland Provincial Affairs minister Mandiitawepi Chimene said an early congress was the panacea to the Zanu PF succession wars.
She singled out Mnangagwa, as the source of problems rocking Zanu PF and cited a litany of allegations against him.
Another Zanu PF source said a motion for Mnangagwa’s ouster would be kickstarted in the coming weeks, so that all necessary procedures are met.
“Because section 28 gives a timeframe and circumstances for the holding of an extraordinary congress, it is prudent that the motion moves now so that by December, all procedures would have been met,” the source said.
“The President, after receiving the resolution, has to forward it to the secretary for administration (Ignatius Chombo), who has six weeks to give notice of the said session.”
The latest anti-Mnangagwa campaign comes after the women’s league failed last year to push through a resolution for the appointment of a female Vice-President.
Since his appointment as Vice-President in 2013, Mnangagwa has fought numerous internal battles to save his job, as senior party officials, including Grace, have publicly accused him of clandestinely plotting Mugabe’s ouster. Newsday

Controversial Sungura musician Josiah Chipanga says President Robert Mugabe should cede power to a younger and energetic cadre even from his Zanu PF party.
Mugabe has ruled the country since independence in 1980 and has been at the helm of his Zanu PF party since 1975.
The veteran leader has never allowed succession debate in his party, and has eliminated those making such calls.
Chipanga who was performing at the Joice Mujuru led Zimbabwe People’s First political party rally in Chinhoyi,  at the weekend, told Newsday at he was prepared to perform at Zanu PF rallies where he would challenge the aging leader to resign.
“Zanu PF needs to be reformed and should allow the younger generation to take over. The father should be led by the children when they are old enough,” he said.
Chipanga however said that in as much as he would want to perform at political rallies, he was discouraged by some of them who do not pay for the services.
“Very few people are attending live shows nowadays, mainly because of the harsh economic environment that has eroded people’s disposable incomes,” he said.
“I can sing for any party, including Zanu PF, as long as they pay me, but unfortunately some parties refuse to pay after the show.”
Of late, the musician alleged that national broadcaster; Zimbabwe Broadcasting Corporation had not been playing his music because he was critical of the administrative short-comings of President Robert Mugabe’s government.
Chipanga, who recently released a new album, Gamba, dedicated to the late decorated former Zimbabwe National Army commander, Solomon Mujuru, took a dig at Mugabe, whom he said should hand over power to a younger generation.

Wasteful President Robert Mugabe is reported to have flown in four doctors from Singapore to attend to him ahead of the Heroes Day and Defence Forces Day commemorations, it has emerged.
Zimbabweans in the united Kingdom last week handed a petition to the Singapore embassy to block Mugabe from undertaking the costly there trips at the expense of suffering citizens. (watch video here)
Mugabe (92) is among many conditions, battling prostate cancer and eye problems. He frequently travels to Singapore for treatment at the state-of-the-art Gleneagles Hospital.

Government sources said the doctors arrived last week and treated Mugabe ahead of his public appearance at the National Heroes Acre on Monday where he officiated on Heroes Day.
Mugabe also officiated at the Defence Forces Day commemorations at the National Sports Stadium on Tuesday.
“Mugabe’s health continues to be of concern and authorities felt he needed to be seen by his doctors before officiating at the Heroes and Defence Forces events,” a government official. “He is supposed to undergo a urinary tract surgical operation in Singapore soon.”
Mugabe last travelled to Singapore on June 2 after attending the 8th summit of the African, Caribbean and Pacific Group of States (ACP) in Papua New Guinea.
He also visited the Far East country after attending the Fort Hare University centenary celebrations on May 22.
Government sources also said that Mugabe was spending less time in the office due to the combination of old age and ill-health which has slowed him down over the years.
His diminishing health status was reflected by his dramatic fall at the Harare International Airport in January last year while returning from Addis Ababa, Ethiopia, where he had taken over the rotational African Union chairmanship. He tumbled while getting off from a podium after addressing ministers, security service chiefs and Zanu PF supporters.
He also showed signs of worsening frailty when he stumbled backwards before being assisted by Indian Prime Minister Narendra Modi and aides to scale a small step while attending the India-Africa Forum Summit in New Delhi, India, in October last year. The Independent

The campaign said Mawarire had an open-ended stay in the US, although it insisted #ThisFlag will continue in his absence, as “the citizens own the movement and will decide its future”.
This comes as the campaign has moved to formalise its structures to peacefully pressure President Robert Mugabe’s administration to address the prevailing socio-economic crisis in the country. “The Zimbabwe we want is a burden that rests squarely on all our shoulders,” the statement said.
“The civic duty to hold our government to account rests on all of us and not on Pastor Evan alone. He lit the fire and we cannot heap the survival and sustenance of the movement on him and his young family. The vision of a free and prosperous Zimbabwe should drive us, whilst the values of the movement remain the glue that binds us together.”
Mugabe has threatened unspecified action against Mawarire, who turned into a hero a few months ago, following his arrest on “trumped-up charges” of insulting the Zanu PF leader and seeking to unconstitutionally topple him.
When the courts acquitted him, Mawarire travelled to South Africa and later took his family to the US, where he is reportedly drumming up support for the movement.
The group said all its activities were being funded by Zimbabweans, both in and outside the country.

Ballot counting began on Thursday evening and the electoral commission said it would be hours before results started to trickle in. Final results are expected by Saturday night.
The top two presidential candidates, current President Edgar Lungu and opposition party leader Hakainde Hichilema, were both confident of victory.

Lungu’s Patriotic Front (PF) was hit by splits and defections to Hichilema’s United Party for National Development (UPND) ahead of the vote.
About 6.7 million people were registered to vote and Lungu’s left-leaning PF faced a tough challenge from pro-business Hichilema’s UPND.
Lungu, 59, became president after narrowly-winning a January 2015 by-election after the death of his predecessor Michael Sata.
If no candidate wins more than 50 percent of the vote, a second round of voting between the top two candidates must be held within 37 days.
Large turnout
The European Observer Mission, which fielded at least 120 monitors, commended Zambians on the large and peaceful turnout on Thursday.
Chief Observer Cecile Kyenge told reporters in Lusaka that at least half of the polling stations across the southern African nation had opened on time at 0600 hours while the rest opened less than an hour behind schedule.
“We are happy to see so many people coming to vote – it shows that Zambians understand the importance of elections and they value their democratic rights,” Kyenge said at Kalingalinga Middle School in eastern Lusaka.
Amos Chanda, special assistant and presidential spokesperson, told Al Jazeera that police had been deployed at strategic points across the country to minimize the risk of post-vote tensions.

Zambia witnessed a wave of pre-election violence in recent weeks, with fighting erupting between opposition and government supporters. Police have also broken up opposition campaigning.
According to the Zambian Elections Information Centre (ZEIC), at least three people have been killed and many injured during campaigning.
“Escalating levels of violence may have a negative impact on the elections and reduce voter turnout,” the ZEIC said in a pre-election report on Wednesday.
Hichilema told Al Jazeera that the ruling PF was trying to restrict the activities of its opponents.
“We demand a free, fair, transparent and credible election,” Hichilema said.
“Let the people of Zambia choose the leadership they want. We will do everything to maintain peace. We want our voters to turn out in large numbers and not fear being beaten by PF thugs out there.”
The opposition has accused the PF of not being able to contain a crisis created by falling prices of copper – the country’s main revenue earner – and drought-induced electricity shortages, which triggered a steep fall of the kwacha currency and spiralling inflation.
Both leaders said they were confident of outright victory, but if neither party can garner more than half of the vote as required by electoral law, a second round of voting would be triggered.
The opposition has said Lungu cannot win the elections without resorting to fraud. The president has threatened to mobilise the army if the opposition rejects the results of the vote.

Masvingo Provincial Affairs minister, Shuvai Mahofa, on the Defence forces day failed to inspect a guard of honour mounted for her because of her deteriorating health.
Mahofa who attended the event at Mucheke stadium was rescued, by Psychomotor minister Josaya Hungwe who stood in for her and inspected the guard of honour.
This is not the first time Mahofa has failed to inspect the guard of honour as she did the same during Independence Day celebrations in April this year.
The ailing Mugabe minister later confirmed to Newsday that she was yet to recover.
Mahofa has been unwell since December last year soon after the Zanu PF conference held Victoria Falls, amid reports of suspected food poisoning.
She later spent almost three months admitted at a private hospital in South Africa, with close family members saying she had chronic heart and kidney problems.
The Zanu PF “Iron Lady” of Masvingo also missed Mugabe’s belated birthday celebrations held at the Great Zimbabwe Monuments in March, as she was bedridden.
Also nicknamed “Chikoforo” because of her hard-line character, Mahofa sent tongues wagging ahead of the party’s conference after she rejected First Lady Grace Mugabe’s presidential bid, saying she only recognised her as the women’s league chairperson and wife of the President.
Grace is locked in a bitter succession war with Vice-President Emmerson Mnangagwa’s faction — which  Mahofa reportedly belongs to — to replace Mugabe, who is in his twilight years.
Both Grace and Mnangagwa have denied leading any factions.Newsday

The Zimbabwe Republic Police Commissioner Dr Augustine Chihuri has been sued by businessman Frank Buyanga.
Buyanga has taken Chihuri and a retired judge to court in a case in which three suspected fraudsters and a city lawyer allegedly defrauded him of a house in Greendale, Harare, worth over $530 000.
According to Mr Buyanga’s application deposited at the High Court last Thursday to set aside an arbitral award, Comm-Gen Chihuri is cited as second respondent, while retired High Court judge Justice Moses Chinhengo is first respondent.Tawanda Jakachira is third respondent, his wife Winnie fourth, Simon Charewa fifth while lawyers Norman Mugiya and Zivanai Macharaga of Mugiya and Macharaga Law Chambers are cited as sixth respondents.
Mr Buyanga is being represented by Rubaya and Chatambudza Legal Practitioners.
According to the application, Comm-Gen Chihuri is cited in his official capacity for purposes of informing the court, the status of the criminal fraud investigations against Tawanda and Winnie Jakachira and Charewa being conducted by the CID Serious Frauds Squad.
Recently, police launched investigations on Harare lawyer Tamuka Moyo of Tamuka Moyo Attorneys also linked to the couple Tawanda and Winnie, and Simon Charewa under case numbers CR No. Harare Central 2005/4/16 and DR No. Serious Frauds Squad Harare 16/5/16.
The probe comes after reports that Mr Buyanga had lost his Greendale house that was auctioned in a bid to recover $535 000 after “he failed to reimburse” a couple $132 000, following a botched deal.
Mr Buyanga then made an urgent chamber application at the High Court and a report to the CID Serious Frauds Section over the matter.
He said on February 2 2010, he signed an agreement of sale of shares as a representative of Rivin Venam Trading (Pvt) Limited, and not in his personal capacity, and the agreement was effectively about the sale of stand number 2038 Glen Lorne Township of Lot 40 A Glen Lorne, measuring 3 280 square metres and held under Deed of Transfer Number 2769/2003.
Mr Buyanga, who is the first applicant, said it was a “condition precedent” of the agreement of sale that payment of the purchase price had to be made to the second applicant (Rivin Venam Trading [Pvt] for the agreement to be binding between the parties.
“This meant that the failure to make payment would result in the agreement being null and void and of no force and effect. The third and fourth respondent (Jakachira couple) never made the mandatory payment of the purchase price, neither to the second applicant (Rivin Venam Trading [Pvt] Limited), nor to its directors.
“They effectively did not make any payment to myself as the representative of the second applicant at the time that the agreement was signed. If they paid, the third and fourth respondent are put to strict proof that payment was made, and they ought to produce the original proof of payment and/or any witnesses who physically saw me receiving the money in question,” he said.
Mr Buyanga said based on the agreement in question, the Jakachira couple caused the appointment of Rtd Justice Chinhengo as the arbitrator.
He said Rtd Justice Chinhengo was supposed to have been chosen by both parties to the agreement.
He said the appointment resulted in the pre-arbitration hearing being conducted in his absence, and he did not have the chance to present his case as an individual, or through any lawful representative.

Mr Buyanga reiterated that he never received the alleged $120 000 payment, and that if he did, then the Jakachira couple ought to produce “one and only genuine proof of payment if ever they have it” herald

In a new twist to the controversial war vets communique saga, the police have summoned Newday’s senior reporter, Richard Chidza.
The journalist was yesterday summoned to Harare Central Police Station, where he was quizzed over the source of a damning communiqué issued by war veterans, which labelled President Robert Mugabe a dictator, and called on him to stand down.
 
Chidza, who was accompanied by Alpha Media Holdings legal assistant, Sifikile Thabete and lawyer, Harrison Nkomo, was summoned by Officer Commanding CID Law and Order Division, Assistant Commissioner, Crispen Makedenge.
Makedenge wanted Chidza to disclose, who gave him the communiqué, when he covered the war veterans’ indaba held in the capital last month.
They recorded a statement from Chidza before he was released without charge.
Media Institute of Southern Africa Zimbabwe chapter legal officer, Jacqueline Chikakano said, while police are allowed to pursue their investigations, it was important to respect the Constitution.
“It is important that they (police) remain seized with the fact that protection of the confidentiality of journalists’ sources of information is an integral component of freedom of the media, that is well guaranteed by our Constitution and any journalist, who refuses to divulge their source would be well within their rights,” she said.
Voluntary Media Council of Zimbabwe executive director, Loughty Dube said police should not even have summoned Chidza over the story.
“Police must cease this practice of enrolling journalists and to conduct their investigations into cases which seem politically motivated,” he said.
“Media practitioners are just messengers and they don’t deserve to be guests at police stations. Instead, they should be let to execute their professional duties of making sure that hard-pressed Zimbabweans access information and freely express themselves as provided for the Constitution.” Newsday

Pakistan Family Flees Zimbabwe In Speed

In a bizarre story a Pakistan couple whose three-year-old daughter was allegedly raped by their Zimbabwean driver has fled the country for fear of appearing in court which they said is against their religion.
The accused, Kudakwashe Mudede (26) was yesterday removed from remand after State indicated that the complainant had gone AWOL.The prosecutor Mr Sebastian Mutizirwa told the court that the complainant cannot come to testify because the family fled to Pakistan after indicating that it was against their religion to come to court.

 Allegations are that on July 2, this year around 8pm the toddler told her mother that she was feeling pain after urinating.
The mother checked her private parts and saw blood on her pant.
The court heard that the toddler opened up to her mother and said Mudede had raped her.
It is alleged the toddler indicated that Mudede threatened to throw her outside their precast wall and feed her to dogs if she disclosed the sexual assault.
The mother reported the matter to the police and Mudede was arrested.
The toddler was sent for medical examination and her medical report was kept as exhibit.
Harare magistrate Mr Tendai Mahwe presided over the matter.

Six more women who had been held hostage in Kuwait after being lured to the Middle East country on the pretext that they were going to be offered lucrative jobs by a local human trafficking syndicate, have been freed.

This brings to 113 the number of women who have returned home from Kuwait.Parliamentary Portfolio Committee on Foreign Affairs chairperson Cde Kindness Paradza, yesterday said two more women were at the Zimbabwean Embassy in Kuwait and were expected in the country next week.

He said the committee was going to hold meetings with Minister of Public Service, Labour and Social Welfare, Cde Prisca Mupfumira, and Minister of Small and Medium Enterprises Development, Cde Sithembiso Nyoni and other organisations to see how they could assist the victims to start small businesses.

ANOTHER ACCIDENT : Two killed

Two people were killed on the spot yesterday, while 10 others were injured when three vehicles including an ambulance were involved in a pile up accident on the 37 kilometre peg along the Harare – Bindura Road.
According to witnesses, a Honda Fit that was travelling from Mazowe to Harare burst its front tyre and rammed into a road barricade at Mazowe Dam before swerving back onto the road where it collided with a Mazda 323 that failed to brake on time.At the same time an ambulance that was following behind ferrying patients from Madziva to Harare also rammed into the two vehicles.
It was not clear by late yesterday night whether the deceased were from the ambulance or the two vehicles.
Some of the injured were taken to Concession Hospital, while others were conveyed to Parirenyatwa Hospital.
Police Spokesperson, Chief Superintendent Paul Nyathi, confirmed the accident which occurred at Mazowe Dam.
“Although details are still sketchy at the moment, I can confirm that the accident occurred along the Harare-Bindura Road.
“Three vehicles were involved, a Honda Fit, a Mazda 323 and an ambulance. The condition of the injured are yet to be confirmed,” he said.
The accident comes after 13 people were killed, while 67 others were injured in 101 road traffic accidents that were recorded countrywide during the just-ended Heroes Day and Defence Forces Day Holidays.
Eight of the accidents were fatal.
During the corresponding period last year, 13 people were also killed, while 51 others were injured in 123 road accidents.

Seven heart patients return from India

Seven heart patients, coming from poor families, who successfully underwent cardiac operations in India with assistance from a parastatal in the Ministry of Energy and Power Development have returned home.
They were welcomed by Energy and Power Development Minister Dr Samuel Undenge, Health and Child Care Minister Dr David Parirenyatwa, officials from the two ministries and the National Oil Infrastructure Company of Zimbabwe (NOIC).The patients, aged between four and 18 years went to India last month for the operation with some expenses paid for by NOIC.
The Rotarians club was responsible for seeking sponsorship and facilitation of travel documents among other administrative roles.
Addressing parents of the children who underwent the surgeries, patients and delegates who attended the ceremony in Harare yesterday, Dr Undenge said it was important for companies to observe with interest challenges faced by communities in which they operated.
“NOIC falls under my ministry and is normally responsible for fuel logistics. It, however, set out to make an impact in the lives of the ordinary man and woman on the street, which is quite commendable,” said Dr Undenge.

He said the children who travelled to India on July 11 and returned on 9 August, mostly came from poor families and would never have been able to afford to pay for the procedures conducted on them.
“After the heart procedures the children most of whom had been told that they had little time left to live, are now expected to live normal lives.”
“As a ministry, through NOIC, we will continue monitoring the progress of these children and we will assist them financially in as far as advancing their education is concerned,” said Dr Undenge.
Dr Parirenyatwa said the work done by the Ministry of Energy through NOIC was the beginning of a relationship that would possibly foster further financial assistance in the facilitation of open heart surgeries in the country and beyond its borders.
“NOIC in conjunction with the Rotarians have worked hard to ensure that ten of our children with acute heart conditions, which gave them a life span of not more than ten years are operated on albeit in India and they are all looking extremely healthy.
“As a ministry, we are grateful for the initiative,” said Dr Parirenyatwa.
He said Parirenyatwa Hospital was successfully performing open heart surgeries as previously announced although the procedure was still on a small scale.

“As a country we resumed open heart surgeries earlier this year but patients should still get assistance across the borders if they can because we are not yet able to perform the surgeries on a large scale.” State media

A jealous woman from Nketa 7 suburb in Bulawayo allegedly beat up her neighbour when she saw the woman walking with her husband.
Portia Mupfudze (37) allegedly also took Sithokozile Chigiji (40)’s shoe and said she would take it to Tanzania to bewitch her.
Mupfudze accused Chigiji of being her husband’s girlfriend and hit her several times with a stone.
She told a court that her husband, Mr Conwell Mubaiwa, disrespected her by having an extra marital affair with a woman who lives three houses away from their matrimonial home.
Mupfudze pleaded guilty to assault before Western Commonage Magistrate Miss Tancy Dube.
She was fined $50 or 20 days in jail.

Mupfudze pleaded with the court to give her time to raise the fine.
“Your Worship I only have $20 at the moment may you please give me more time to pay the outstanding amount,” she said.
Miss Dube gave her up to August 15 to pay the fine.
Prosecuting, Ms Magret Takawira said on August 1 at around 8:30PM, Mupfudze spotted her husband walking with Chigiji.
“Accused person fumed when she saw her husband in the company of another woman. She slapped the complainant and she fell. She picked a stone that she used to assault complainant,” said Ms Takawira.
She added: “Accused’s husband restrained her. Complainant fled the scene leaving one shoe behind. Accused picked the shoe and chased the complainant who found refuge at a house close by where she was rescued from being assaulted further.”
In her statement, Chigiji stated that she was having an affair with Mr Mubaiwa but only because he had told her that he was no longer married.
“I know the accused person as my boyfriend’s ex-wife. She vowed to go to jail for me, shouting that she wanted to kill me. She said she wanted to take my shoe with her to Tanzania to bewitch me,” read the statement. State Media

Home Affairs minister Ignatius Chombo is under siege from Bulawayo Commercial Sex Workers for allegedly blocking their proposed protest march against discrimination and violence.
This follows a directive by the police officer commanding Bulawayo central district, Chief Superintendent Fungai Dengu, who barred members of the Sexual Rights Centre (SRC) from holding a protest march in the city, claiming the procession was illegal.

Irked by the decision, SRC filed a High Court application, challenging the police’s action, citing Chombo, Police Commissioner-General Augustine Chihuri and Dengu as respondents.
In the application, SRC director, Humphrey Melusi Ndondo argued sex workers had a constitutional right to demonstrate and petition, as enshrined in sections 58 and 59 of the Constitution.
“She (Dengu) has provided no law to substantiate this decision (to ban the protest) nor has she followed the procedure as set out in the Public Order and Security Act (Posa). In fact, we are not aware of any specific provisions in Zimbabwe, which explicitly provide that the act of exchanging sex for reward is illegal,” Ndondo said in his founding affidavit.
“We submit, with respect, that the first respondent’s decision to refuse our demonstration is based on misinterpretation and misapplication of the law of Zimbabwe and is, therefore, unlawful and irrational.”
Ndondo, who is represented by Matshobana Ncube, said they initially wanted to hold the march on December 17 last year, but their application was turned down on the grounds that prostitution is illegal.
Subsequent applications were also turned down on similar grounds, prompting the SRC to take the legal route.
“We submit that participating in a march that advocates for the rights and protection of sex workers against abuse and violence is not a crime nor unlawful. In any event, the first respondent’s refusal of our march is not based on the possibility that the procession would be cause of damage, violence or cause public disturbances, which are the criteria upon which a demonstration may be prohibited in terms of the Act.
“The first respondent failed to apply her mind to the requirement and procedure set out in Posa and her failure to do so unreasonably violates our constitutional rights to assemble, demonstrate and petition,” Ndondo said. Newsday

Mugabe implemented price controls and the country’s central bank printed endless amounts of money in an effort to end its economic slump. Zimbabwe’s government responded by introducing the US dollar along with a combination of South African rand, and other foreign currencies. It even went as far as expunging the Zimbabwean dollar from its banking system back in June 2015. While those measures seceded in bringing Zimbabwe’s hyper-inflationary spell under control, it created a new problem, deflation, as the dollar became more widely used.

According to a note sent to clients in July from Exotix Partners’ Head of Equity Research Kato Mukuru, that dollarization of the Zimbabwe economy created two problems.

  1. There has been too much reliance on the US dollar. The government moved away from the multi-currency regime and said it would conduct all of its transactions dollars. And since most of Zimbabwe’s trade is with South Africa, the strong dollar (compared to the rand) has made it more difficult for Zimbabwe to compete.
  2. Zimbabwe has been running a current account deficit since 2009. Zimbabwe has been exporting more dollars than its been importing, causing a shortage of dollars in the system.These two things have made it more difficult for Zimbabwe to attract foreign capital into the country, and has created a wave of falling prices. Official government data from June showed consumer prices were down 1.37% in June, after falling as much as 7.5% in October 2015.Liquidity problems could cause the government to de-dollarize the economy sooner than expected, warns BMI Research, and that would send the country back into a cycle of rapid inflation. From BMI’s note””Adoption of a local currency would inevitably result in a rapid increase in the supply of broad money, as the central bank looked to inject enough liquidity into the economy to alleviate the ongoing cash shortage, caused by the current reliance on the US dollar. Without a simultaneous increase in real production, this would increase inflationary pressures.”
    As for how high inflation would get, BMI believes that would “depend on the rate at which the RBZ printed the new currency,” but could easily surpass 30%.
    That’s not as crazy as it got a few years ago, but it seems as though Zimbabwe finds itself in a Catch-22.

Zimbabweans in the United Kingdom held a picket outside the Zimbabwe Embassy in London. They demanded that President Robert Mugabe releases Linda, she has suffered enough.

Kirsty Coventry Qualifies For Semis, Does Zim Proud

Kirsty Coventry, who was Zimbabwe’s flag bearer is best swimmer, has qualified for the semi-finals of the 200 meter backstroke competition as she came 9th in the second heat.
Soon after the event, Zimbabwe Olympics press officer, Merit Munzwembiri, told Studio 7 that Coventry is now set to compete in the semi-finals this evening.
“It’s exciting times … So, we will be back at the Olympics Aquatic Pool to see how she will perform. It’s very exciting, it has brought back the mood that we might finally indeed be able to have a podium finish at the 2016 Olympics.” he said.
Coventry recorded a swimming score of 2:08:91 in heat 2 of the 200 meter backstroke competition. VOA

Nigerian cleric TB Joshua founder of the renowned Synagogue Church of All Nations (SCOAN) is at the centre of controversy concerning Zambia’s election, where his church seems to have made another botch up.
He has refuted social media reports indicating that he made a prophecy concerning the outcome of today’s presidential elections. Much of last week, there were reports circulating on social media, in markets, taverns and bus stations that Prophet TB Joshua had prophesied that the opposition UPND would form a government after this week’s elections.
But responding to a press query from the Church Newspaper, SCOAN public relations department stated that the clergyman had not made any prophecy concerning today’s general elections in Zambia.

 “Actually, whenever the man of God is spoken to by the Lord through a prophecy, we release such on our website. The fact that the prophecy you are referring to is not on our website means that the man of God never made such a prophecy. May we take this opportunity to advise people fond of accusing the man of God of making prophecies he never made to stop the habit as it always puts the man of God in bad repute to some people,” SCOAN advised.
“The Prophet is, however, wishing the people of Zambia well as they choose their leaders. We are remembering the country in our prayers so that all goes well. Zambia is a blessed country,” stated the SCOAN PR team.
It is expected to be a tight race between President Edgar Lungu’s governing PF party and the opposition UPND led by Hakainde Hichilema.
For the first time, a presidential candidate must win more than 50% of the vote to avoid a run-off. Mr Lungu narrowly won the last election with 48% of votes.

Terrence Mawawa Gutu An 88-year-old granny from Nyazvidzi village in Gutu starved to death after being denied access to food aid by Zanu PF activists, on the basis of her political allegiance to Morgan Tsvangirai.
Ndakaziva Mhizha, the elderly woman, died of malnutrition after being repeatedly denied food aid by Zanu PF activists in the area for supporting the MDC. Despite claims by President Robert Mugabe during his speech on Defence Forces Day that there is no politicisation of food in the country, thousands of opposition supporters and villagers are being denied access to food aid. Nyazvidzi East Farmers Association chairperson, Peter Clever Chidhanguro told ZimEye.com Mhizha was repeatedly denied food aid by known Zanu PF activists until she succumbed to malnutrition and died.
She died a week after a close relative took her to Bulawayo hoping she would get medical assistance. Zanu PF members in the area refused to assist her, claiming she was an MDC activist. Chidhanguro accused Zanu PF councillor for 10, Jadison Mushavira and ward chairperson Charles Gondongwe of distributing food on political lines. “Gondongwe and Mashavira are terrorising opposition supporters in ward 10. Social Welfare officials have also been threatened by Zanu PF activists. Food is distribution on political lines. Zanu PF activists have stated that opposition supporters will not get food aid,”said Chidhanguro.
The elderly people and special population members have also been denied food aid by Zanu PF activists. Gutu North MP Ticharwa Madondo claimed there was no politicisation of food aid in the area.

Terrence Mawawa, Chiredzi| An overzealous Central Intelligence Organisation(CIO) operative shocked all and sundry when he bashed a senior court official for walking while the  Zimbabwe national flag was being hoisted .
The incident happened last week, at NSSA Building-the CIO district offices, when Edmore Mbavarira, the posecutor-in-charge at Chiredzi Magistrate’s court was assaulted by Muyambo a known state security agent. The state security agents are tormenting residents and government workers in Chiredzi for failing to stop at attention during the hoisting of the flag.
The move is calculated to intimidate the suffering people of Zimbabwe  following a series of anti-government protests, political analysts have said. Mbavarira has since reported the matter to the police but Muyambo is yet to be arrested. It is understood the police are wary of the political implications of the matter. Mbavarira confirmed the incident but was reluctant to narrate what transpired.
Sources at NSSA Building told ZimEye.com the state security agent assaulted Mbavarira with open hands and fists on his face. “The incident happened when the flag was being hoisted by security guards at NSSA House. Mbavarira was walking from the other side of the building and he was assaulted by an official from the President’s Office,”said a government official who works at NSSA House.
Legal practitioners here described the incident as barbaric and uncouth.

Launch of My Prayer Campaign, still to be tested for authenticity

Staff Reporter |A section of Zimbabwe’s church community has launched a prayer campaign that critics view as a counter to efforts by other churches to address the root cause of Zimbabwe’s problems. It is not the first time that Zimbabwe’s church voice has been divided at crucial times when the nation needs it most.
Churches over the past months have magnified their voices in calling for political change in the country, some have even been fasting (see here too) boldly telling President Robert Mugabe to his face to go. Among them Pastor Evan Mawarire and #ThisFlag campaign which has gone viral globally, has for instance been challenging head-on the root cause of the country’s problems which include rampant corruption among many.
In response Mugabe has of recent been on a war path openly attacking the church and even naming leaders, for instance the now exiled Mawarire. “So beware these men of God, not all of them are true preachers of the bible. I don’t know whether they are serving God, well, we spell God, double G.O.D they spell in reverse, ” Mugabe warned.
State media reports rather suspiciously that several church groups gathered yesterday in Harare to launch this yet to be understood, government blessed campaign, the ‘My Zimbabwe Prayer Campaign,’ which founders claim is meant to unite people and pray for Zimbabwe’s continued development.
The pastors are reported to have partnered with the Ministry of Tourism and Hospitality industry under its Religious Desk, which is under Deputy Minister’s Ndhlovu’s purview.
The first meeting was apparently blessed by Minister Walter Mzembi himself, raising further questions on the purpose of the whole initiative.
The state media further reports that church groups mainly composed of youth, launched the campaign this Wednesday in Harare and organisers said they are now looking forward to take the initiative to all provinces throughout the country.

Co-chairs of the My Zimbabwe Prayer Campaign, Bishop Brian Mugabazi and Reverend Quinton Gwashavanhu called for all Zimbabweans to join the interdenominational prayer initiative.
Christians and some youths at the launch pointed out that the church has the role to mould and safeguard the future of generations to come.

One of the thrust of the prayer campaign is to improve the image and perception of the country in the eyes of the international community so that Zimbabwe is viewed as a safe tourism destination of choice.

Staff Reporter | Police in Harare have charged the Zimbabwe People First Spokesman, Jealous Mawarire, under Section 88 of The Criminal law Codification and Reform.
Mawarire handed himself to the police this morning, after they summoned him yesterday. (Read more here)
Mawarire has been released into the custody of his lawyer.
Joice Mujuru’s People First party is reported to be under siege from state security forces.
Mawarire a journalist by profession invited the anger of Zimbabweans when he filed a case with the Constitutional Court challenging President Mugabe to set dates for presidential and parliamentary elections by 29th June, 2013 arguing that the principals of the Government of National Unity risked violating the constitution.
Chief Justice Godfrey Chidyausiku, ruled in favour of Mawarire’s application and ruled that, it was legally impossible to hold elections by 29th June but said the elections should take place no later than 31st July 2013. Chidyausiku’s ruling was supported by six other judges. Mawarire re-emerged after the formation of Mujuru’s party People First, she formed when Zanu PF kicked her out, he is one of her right hand men.
