Police to Hit on People’s Bank Accounts

Police want to introduce new technology that captures biometric data of all driver’s licence holders under an initiative that will see offending motorists’ bank accounts being garnished when they fail to pay fines. The innovation also detects fake licences and is part of the Zimbabwe Republic Police’s digitalisation programme that began with the launch of a website in Harare last Friday.
It will enable officers to issue Form 265 tickets and follow up on motorists who evade fines.
Tickets give offenders leeway to pay fines at their nearest police stations within seven days, but ZRP’s analogue record system has limited follow-up capacity.
This has seen police resort to spot fines, which High Court Judge Justice Francis Bere in 2015 said had no legislative backing.
National police spokesperson Senior Assistant Commissioner Charity Charamba said: “The technology will allow us to first capture and store all the necessary details of each motorist (everyone with a licence) that we need. This will help us identify traffic offenders and follow them up.
“If one is ticketed and does not pay, then we can easily follow up using those details and bring them to book. This will also help us avoid situations where some motorists give false information to our officers manning roadblocks. With all these details, we can also see who the regular offenders are and appropriate legal action can be taken.”
Snr Asst Comm Charamba said they were still consulting on garnishing bank accounts.
“There I can’t really share much. A proper decision is yet to be made. We are still consulting to see what sort of legal implications such an option will have before we decide. At the moment, it is just a proposal.”
Legal expert Advocate Brian Dube said garnishing offenders’ bank accounts was unlikely to attract legal challenges, but, instead, increase traffic policing efficiency.
“Garnishes have always been there. For purposes of efficiency, I think that is the best option. It will also help curb corruption and police at roadblocks may no longer need to handle any cash,” he said.
“For the traffic offenders, the system will be convenient as no one will be detained at roadblocks for not having cash on them to pay fines. The advantage of garnishes is that money will go straight into State coffers.
If one is not satisfied with how their account was debited, they can always approach the courts for recourse.”-SundayMail

US Blocks ZANU PF Bank Transfers

State Media- The United States government is blocking transactions involving dozens of institutions and individuals linked to Zanu PF.
Information gathered by the state media last week shows that Washington has disabled Visa Card and MasterCard transactions of all Zimbabweans on a list of “Politically Exposed Persons”.
Local banks have received a communication on “stiff penalties” that will visit people/institutions that do not enforce the sanctions. In February, Barclays Bank was fined about US$2,5 million for processing financial transactions involving Zimbabweans and businesses on the list.
Zimbabwe has already lost millions of US dollars to sanctions since January 2016, and tens of billions over the last 15 years.
A senior banker who requested anonymity said, “When you deal with a correspondent bank, they will make sure that such a transaction will be stopped if a person on the sanctions list is involved.
“They have also put all those under sanctions on their money laundering surveillance systems. So, if you are on the sanctions list, you are identified as a money launderer in their system.
‘‘The moment such a person makes a transaction, it is quickly detected and all the money is confiscated.”
Another banker said, “The essence of the issue is that if you are on sanctions, you cannot make an international transaction even if you have a visa card or a master card. This is affecting not only the people on sanctions, but those who are related to people on the list.”
US Harare Embassy Counsellor for Public Affairs Ms Karen Kelley tried to downplay the issue.
“As far as I am concerned, there are no new measures as such. The office for foreign assets control website is usually updated when there are any new clauses in place,” she said.
According to Ofac’s website, failure by banks or individuals to detect transactions made by a person on the list attracts penalties of up to US$1 million per case, or jail terms of up to 20 years.
The office says: “Unless otherwise authorised or exempt, transactions by US persons, or in or involving the United States are prohibited if they involve transferring, paying, exporting, withdrawing, or otherwise dealing in the property or interests in property of an entity or individual listed on the SDN List.
“The property and interests in property of an entity that is 50 percent or more owned, directly or indirectly, by a person on the SDN List are also blocked, regardless of whether the entity itself is listed.
“Civil monetary penalties of up to the greater of US$250 000 or twice the amount of the underlying transaction may be imposed administratively against any person who violates, attempts to violate, conspires to violate, or causes a violation of … the regulations.
“Upon conviction, criminal penalties of up to US$1 000 000, imprisonment for up to 20 years, or both, may be imposed on any person who will fully commits or attempts to commit, or wilfully conspires to commit, or aids or abets in the commission of a violation of the (executive orders) or the regulations.”
The US enacted the Zimbabwe Democracy and Economic Recovery Act at the instigation of former British prime minister Tony Blair following a stand-off between Harare and London over land reforms.

Dodgy Houses Built without Council Approval

A MASSIVE housing scam has been unearthed in Bulawayo where council officials are ignoring proper procedures in the allocation and development of stands with a number of buildings being built without plans while infill stands are still being allocated despite a ban effected in 2010. Surprisingly the local authority, already at loggerheads with its parent ministry — Local Government, Public Works and National Housing — over provision of housing in the city, said it will not demolish the unapproved structures.
According to a confidential council report seen by the state media, the local authority instituted an audit on its Housing and Community Services Department after numerous complaints raised by residents and other groups.
The report read that the audit discovered that the department’s filing system was in shambles with officials even failing to locate some building plans.
“During site visits, audit observed that some developers constructed and completed buildings without approved plans on site. These plans could be among the unapproved plans that need amendments. There are also instances of private arrangements between inspectors and developers as long as there is proof of submission of plans by the developer.
“From the selected plan sample, 51 buildings were constructed and completed without plans on site, 23 of them were collected and availed after the audit visit, and 28 are yet to be availed. 15 other properties that were at different building levels also had no plans.
Two plans were in the possession of the owners at the site and had comments for corrections. Another one had no plan at all but trenches had been dug. When audit interviewed the developers with unapproved plans on site, they claimed that they were not aware of what was expected of them as building inspectors never mentioned anything to them about the plans and they thought everything was in order,” reads part of the report.
It was further exposed that due to the council monitoring systems which is in shambles, there were some stands in the city that were allocated on unsuitable land for development.
“Audit observed irregularities in allocation of stands. These were either allocated by Hlalani Kuhle officials or council officials but when audit consulted the town planning section, they were informed that they take all the precautions before allocation.
“The town planner highlighted that at times home seekers insist on occupying such pieces of land and they are left with no option but to allocate such interested individuals. These stands were allocated either on a stream, under electric cables or rocky areas. Audit was informed that the section is aware of such and is in the process of rectifying the said allocations,” read the minutes.
The audit further lamented the failure by residents, new developers and contractors to display either stand or physical address numbers on their premises. They further uncovered a possible scam in the allocation of in-fill stands, noting that some stands were irregularly allocated.
“Application and allocation of infill stands was suspended in 2010 when council noticed that most of these stands had problems that needed to be attended to first. Audit observed that some infill stands were created on top of sewer and/or water pipes, rocky areas, swampy areas or too close to the streams making it difficult for developers to build.
“There is a possibility that the concerned town planning officers never went to the sites to confirm the situation or position on the site, and they relied only on maps without liaising with other relevant departments or sections,” read the minutes.
Contacted for a comment, the council’s senior public relations officer, Mrs Nesisa Mpofu said in such scenarios the local authority was not compelled to demolish the structures but work with the contractor to ensure council by-laws are followed.
“If the departure from the approved building plans fall within the requirements of the building by-laws, the property owner will be directed to submit revised plans covering the departures so as to regularise the development. If the variations do not comply, the property owner will be directed to simply comply with the approved plans or make such alterations to the structure as that will ensure compliance to the building by-laws and submit the plans for approval.
“The general public is advised to comply with the requirements of National Model Building by-laws, 1977 that guide construction requirements for all building structures as well as the city by-laws,” said Mrs Mpofu.-Sundaynews

Assassinating Mugabe: Soldier ‘Shoots’ at Bosses

The assassination plot on president Robert Mugabe court-case has seen a respected Zimbabwe National Army officer accused of participating in the dissidentry early this year, aiming at his bosses.
The court deliberations went as far as narrating how top army officers allegedly knew precise details on when and how the Head of State’s properties would be bombed.
Blowing “all” apart, the soldier, Borman Ngwenya denied the charges.
He on Friday told the court he has since been ditched by his employer adding that his bosses new everything on the drama having themselves planted him to prowl his colleagues, the latter who are jointly charged with him for treason.
Ngwenya (30), who has been put to his defence, denies all saying he was an army plant and none of his superiors to date have not disputed that “fact”.
“…None of my superiors came to me or the court to say I was not on an army task,” he said.
Ngwenya was surrounded and arrested a few minutes before the group could bomb the First Family’s dairy farm January this year, the state outline reads, claims which First Lady Grace Mugabe reiterated shortly after the drama.
The soldier said his bosses were in fact the first to inform police that he was on duty when he was arrested together with Owen Kuchata, Silas Pfupa and Solomon Makumbe along Jumbo road in Mazowe.
He said he was clearly on duty. “I was on a mission to protect this country,” he said.
“I had no malicious intensions and I reported every bad intentions of Kuchata. I heard bail for my fellow workmates Pfupa and Makumbe was paid by the army which also sought legal representatives for them and I don’t know why I was left out.
“The police were told by my superiors that I was spying on Kuchata. These are the same who have reportedly disowned me but they never came to disown me directly so I wouldn’t say they have dumped me.”
On being caught with weaponry, he said he could not refuse to do what Kuchata wanted them to do.
“If I refused, he would not have gone to Mazowe. He could have started asking many questions and I had to avoid that because earlier on, I initially refused to take money to buy bomb cocktails and he queried if I was now a sell-out,” he said.

State Media – ZANU-PF members should stop unnecessary mudslinging and wanton purges as this could see disgruntled individuals joining other political parties.
Ruling party’s National Secretary for Legal Affairs Patrick Chinamasa said this while addressing an extraordinary Manicaland provincial conference at Mutare Polytechnic yesterday.
“There was a culture of vote of no confidences which had crept into the party where some innocent members were booted out. At the end of the day we are forcing these disgruntled members to find a safe haven in the opposition parties,” he said.
“Some members slackened as a result of this unnecessary mudslinging and it is Zanu-PF that suffers most. We should be seen to be working towards strengthening the party and not allow personal differences to influence our decisions.
“From now onwards, we want people who come forward and name and shame those organising and attending clandestine meetings. These people should be bold enough to stand as witnesses when the people they alleged to be fanning factionalism are called for disciplinary hearings.”
Chinamasa’s comments came after provincial youth chairman Mubuso Chinguno had told the meeting that they had gathered information of a clandestine meeting held in Vumba recently to push for the ouster of Manicaland chair, Dr Samuel Undenge.
Chinamasa said vote of no confidence petitions should be done constitutionally, with two-thirds of the membership of that particular wing agreeing.
“Some people are now on the sidelines because of unfounded allegations. Most people who signed votes of no confidence petitions were misled into doing that,” he said.
“A lot of lies were being peddled to force some people to sign votes of no confidence. We shall be circulating a circular very soon giving clear guideline on disciplinary procedures that should be followed.
“Those who would have erred should be hauled before a properly constituted disciplinary committee chaired by the provincial vice-chairperson and the allegations should be clearly spelt out to them. Only the Central Committee can endorse the ouster of a member from the party.”
The Zanu-PF legal bosss called for unity among members.
“Unity was fast becoming a rare commodity in Zanu-PF. We should speak with one voice and rally behind the leadership of President Mugabe. We are all in agreement that President Mugabe is our candidate for the 2018 elections.
“We will be shooting ourselves in the foot if we go into an election while divided. An election is a game of numbers and we should consolidate our numbers.”
The meeting also dealt with the issue of former Politburo member and Member of National Assembly for Chimanimani West, Munacho Mutezo who is alleged to have crossed the floor to join Zimbabwe People First.
The issue was earlier this month referred back to the province by the Politburo and there was unanimous agreement that Mutezo, Joe Zviuya and Lovemore Changadzo be booted out as they were openly campaigning for Zimbabwe People First.
In moving the motion to have Mutezo fired from Zanu-PF, Mubuso said: “I come from Chimanimani West where Mutezo also hails from. He is openly campaigning for the Zimbabwe People First. We also have a picture of him that was published in the local Press while attending a Zimbabwe People First meeting held here in Mutare.
“He was sitting in the front. Last Thursday he attended a funeral in our area where he openly denounced President Mugabe. We are saying Mutezo should go.”
His motion was seconded by Minister of State for Manicaland Provincial Affairs Mandi Chimene. Chinamasa explained to the house why the issue was referred back to the provincial disciplinary committee.
“When the issue was brought to the Politburo, it appeared as if it was coming from Chimanimani and not Manicaland. That is why it was referred back to the province for deliberations. If there is overwhelming evidence against Mutezo, then we erred in referring it back here, but, however, the proper channels have been done and this issue will be finalised soon,” said Chinamasa.

Govt Offloads US$6,4million Cash to War Vets

The Zimbabwean government has offloaded at least US$6,4 million for the roughly 43 000 beneficiaries of the War Veteran School Fees Fund, fulfilling President Mugabe’s promise early this month that the money would be released in time for the second term.
Schools open on May 3. Secretary for Welfare Services for War Veterans, War Collaborators, Ex-Political Detainees and Ex-Restrictees Brigadier-General (Retired) Walter Tapfumaneyi told the state media last week that Treasury had released the funds. “We have a total of 43 000 (war veterans’) children who benefit from our US$6 million budget per term, of those children about 22 000 forms have so far been submitted and processed.
“We are working flat out together with partners in various departments to make sure children’s fees are paid in time before the second term commences. We have two weeks to complete the process of payment on the pay net system of the Government.
“We are paying fees directly to schools to avoid fraudulent activities that had been happening over the past years,” said Rtd Brig-Gen Tapfumaneyi. “We are at an advanced stage in terms of cross checking, verification processes and all other procedures to make sure that our children go to their various colleges, schools and all learning institutions with their fees.”
War veterans are entitled to pensions, education fees, medical support, funeral cover, loans and subsistence benefits. Rtd Brig-Gen Tapfumaneyi said the historic April meeting between President Mugabe and war veterans had breathed life into economic projects the ministry had embarked on. He said a special purpose vehicle — the People’s Own Wealth Empowerment Right (Power) Zimbabwe Private Limited — had been established to increase war veterans’ financial capacity through multi-million-dollar initiatives. Bank Charges Must Be Scrapped – Bank Boss

Banking services should be provided free of charge in order to achieve financial inclusion and increase business for the sector, Steward Bank CEO Lance Mambondiani said yesterday. Officially launching an agent banking partnership with Total Zimbabwe in Bulawayo, Mambondiani said the habit of relying on service charges would not sustain the survival of banks going forward.
He acknowledged public confidence in banks was declining, despite positive profits posted by the sector last year. Some banks charge up to $10 or more in service charges per month excluding withdrawal costs per transaction.
“We believe banking should be free. We believe that banking isn’t something that people should pay for. The reason for that is that our understanding of what banking is and the understanding of our calling is perhaps different because for us, we know that people are actually not interested in banks, they’re interested in banking,” said Mambondiani.
He warned that banks risk total collapse unless they change their business model by responding positively to community needs. Mambondiani made reference to record companies and bookshops that are now extinct because of resistance to change.
“Banks actually think or we’ve thought we’re immune to destruction. We’re not. Banks think we can’t be destructed perhaps because we’re protected by the governor of the Reserve Bank or by regulation but we’re not,” he said.
“We do realise that 85 percent of people in this country don’t have bank accounts, according to RBZ statistics. The reason for that is that you, our customers, have voted with your feet. You’ve chosen to put your money on EcoCash or under the pillow.
“The reason for that is because you don’t trust banks because when you put $10 and you go back the following month it would be 50 cents because of what we call service fees.”
Mambondiani said Steward Bank, a subsidiary of leading telecommunication firm Econet Wireless, has adopted a model of following clients to their point of need using modern technology.
He said their model sought to ensure easy access to financial services to all. “Banking should be accessible to everybody, just like telecoms. Every Zimbabwean should have the capacity to do that without the encumbrance of bank charges or service fees,” he added.
Last year, the central bank had to intervene by capping interest on loans at 18 percent following a public outcry with some banks charging up to 40 percent interest. The trend has been blamed for the increase in bad loans as many debtors fail to pay forcing banks to attach properties.
The negative attitude towards banking has also been partly blamed for the financial crisis currently gripping the country, with experts saying more money was circulating outside the formal channels.
Under the partnership with Total Zimbabwe, Steward Bank customers can walk into any Total service station and access banking services including depositing money and withdrawals. The bank will, over the next two months, install point of sale card readers at all 150 Total service stations, allowing Zimbabweans to pay for fuel with plastic money.

Man Rubs Manhood Onto Woman During Independence Celebrations

A RANDY man from Nketa suburb in Bulawayo was arrested for rubbing his penis against a woman’s buttocks during Independence Day celebrations at White City Stadium on Monday.
Thulani Mhlabi, 37, appeared before Western Commonage magistrate Tancy Dube facing an indecent assault charge. He pleaded not guilty and was remanded out of custody to April 27.
Mhlabi, the court heard, unzipped his trousers and rubbed his member against Nomazulu Nyoni, 23, of Entumbane suburb as she was cheering proceedings at the event.
Nyoni told the court she suddenly felt “unusual heat” on her buttocks and she turned around to find Mhlabi rubbing his tool against her. Sibekithemba Dube, prosecuting, said the alleged assault happenned at around 2PM on April 18.
As crowds joyfully celebrated 36 years of independence from white colonial rule, Mhlabi is alleged to have given his sizeable member forbidden freedom to colonise Nyoni’s ample rear.
Said Dube: “Mhlabi proceeded to where Nyoni was standing and stood behind her. Mhlabi unzipped his trousers and pulled out his manhood which he pressed against Nyoni’s buttocks.”

Man Fakes Son’s Death To Claim Funeral Benefits

Terrence Mawawa Masvingo|A cunning Masvingo man ran out of luck after feigning his son’s death in a desperate bid to defraud First Mutual Life of $1,500 cash.
The case was heard before Masvingo Magistrate Langton Ndokera last Friday.
The daring man, Godfrey Kutadza, of Mazarira Village under Chief Chikwanda, went to the First Mutual Life offices and made a funeral cash request for the supposed burial of his son, Shepherd, who is aged 18.
He then produced a fake Burial Order number 86/89 to support his claim.
The attempted fraud was thwarted after First Mutual Life made some verifications with Kutadza’s village head who revealed the man’s son was alive.
Kutadza, who is a general hand at Victoria Junior Primary School in the city of Masvingo, in mitigation said he had pressing financial challenges that forced him to commit the offence.
He said he had no bad intention in committing the offence since he only wanted to get some cash to cushion himself against glaring challenges.
Joseph Gundura, the village head expressed shock at Kutadza’s surprisingly anti-social behaviour.
Speaking to ZimEye.com in separate discussions, Kutadza’s relatives said the incident has shaken the entire family.
“This is unheard of -we are disturbed by what happened. We are still trying to come to terms with what transpired. It is highly prohibited to feign someone’s death. We are now eagerly awaiting the court ruling,” a shocked relative told ZimEye.

and perhaps the recent action by the junta could be a blessing in

In this council, where the people voted for MDC-T, who really makes the
policies and has the final decision? The answer to that is it is the junta
controlled ministry of Local Government. Added to that is the budget issue,
where the central government controlled by the Junta make sure they do not
finance anything that will reflect positively on the MDC-T. Further to
that, the opposition has always had the slogan of TONGAI TIONE.
Now Varanda, how are you going to make any meaningful difference in
council without a budget? No money for programs or any improvements due to
the junta moving finances to their own councils with their own people? How
do you make policy changes if they get shot down by the minister anyway?
And lastly why do you say tongai tione, when you are actually the ones
ruling in the cities?
You see, by being in charge of the cities, and the junta sabotaging the
running of those cities, all it does is show the voters that MDC-T is
useless. The city has no water, roads are bad, electricity is erratic, the
people are just told MDC-T is in control so blame them!!! Apa it’s the
minister and the Junta who are sabotaging council activities. You as MDC-T
are playing into the hands of the Junta. They control council, appoint
their cronies there and yet you get the blame when things go wrong!!
RESIGN EN MASS cadres!!!
Let them rule and see what happens. Siyanai navo. Don’t try and help a
junta stay in power. Get out of that mansion, take back those cars and
4x4s, remove yourselves from parliament, senate, any form of government.
TONGAI TIONE must be implemented strictly and you cant do that if you are
participating in the very Junta government.
If you continue on this path of participation in government, with no
meaningful ability to changes things, all you are doing is destroying the
MDCT brand even further.

President Robert Mugabe’s nephew, the Youth, Indigenisation and Economic Empowerment Minister, Patrick Zhuwao has performed a u-turn on the Indigenisation Act.
Zhuwao yesterday admitted to bungling on the law, revealing he misinterpreted “certain issues”.
Zhuwao said his uncle’s interpretation of the Act was “perfect” and final.
He made the admission of error at a Press conference at his office after the launch of Zimbabwe Youth Empowerment Investment Committees’ Zero Draft Overview.
“I am appointed by the President and as l take directions, it is quite possible that l can misinterpret certain things. I must be able to listen to my boss when my boss explains that l am misinterpreting certain things,” he said.
President Mugabe a fortnight ago moved in to clarify the confusion over the interpretation of the indigenisation law, which he said undermined business confidence in the country.
Cde Zhuwao said the resultant confusion had increased the cost of doing business while weakening the country’s competitiveness in the wake of a public spat between Cabinet ministers.
Minister Zhuwao had attacked his Finance and Economic Development counterpart Minister Patrick Chinamasa and Reserve Bank governor Dr John Mangudya for asserting that the financial services sector had met the indigenisation requirement ahead of the March 31 deadline.
Asked about the deadlines he had issued to foreign companies to comply with the country’s indigenisation laws, Minister Zhuwao said: “The pronouncement by the President has helped significantly. That is also clarified in the statement,” he said.
Asked to comment on the war of words between him and former chairperson of the recently formed steering committee on the Zimbabwe Youth Empowerment Strategy for Investment, Mr Acie Lumumba, Minister Zhuwao said the reason for Lumumba’s ouster was based on a conflict of interest between his job description and a private company he owned.
He however, said he had not fully investigated Mr Lumumba’s allegations on social media and that if he had known that there was a potential conflict, he could not have appointed him.
Mr Lumumba, in a recorded video which has gone viral on social media, said Minister Zhuwao was not fit to hold any public office.
In the video, he alleges that their conflict arose after Minister Zhuwao gave him an ultimatum in front of ministry officials last week to deliver three percent of shares from Old Mutual funds to his office.
“I don’t spend too much time looking at those allegations because l primarily believe in terms of section 61 of the Constitution, which says everybody has a right of expression and freedom of the media. I am not going to focus on that because l am an appointed Minister of Government, and l have a specific responsibility that l must focus on,” said Minister Zhuwao.
He also said that Mr Lumumba’s allegations were ‘false’: “l absolutely have no idea what triggered him to say that. I wish I was a prophet. If there is any impropriety, he must report me to the authorities and I am investigated if there is anything l did wrong. You must never threaten to be a person of integrity. It is something you can never threaten. He has an obligation as a citizen to reveal more,” he said.-State Media/ Additional Reporting

Reliable sources in the party say Dongo was unanimously elected by the women from all the ZPF Provinces to lead the league.
The sources further reveal that Dongo was invited into the ZPF by the party leadership who also recommended she leads the league.
Contacted for comment the war veteran, Dongo, was still to make a response yesterday.

LMG Choir leader and founder dies

A prominent Zimbabwean liberation war voice, leader of the popular Light Machine Gun Choir, Given Nare, has died.

Nare died at Gwanda Hospital on Wednesday evening. He was 82.
Nare was founder and lead singer of the ZIPRA forces liberation war choir, well known for its songs; “Yithi labo” , “Emoyeni” and “Sasuka emakhaya.”
The choir was founded in Zambia in 1977 when Zimbabwe’s liberation struggle was at its peak. They sang songs to encourage fellow fighters to press harder as victory was certain.
They were later chosen to accompany ZAPU, President Joshua Nkomo, on his historic return home in 1979 at the end of the war.
Nare will be buried at his Gwanda rural home on Saturday. At the time of going to press, a family member said they were still waiting for ZANU PF to notify them of the hero status to be accorded to the veteran fighter if any.

Mujuru Ministers Rejoining Mugabe

SCORES of former Zanu PF officials, including ex-cabinet ministers Francis Nhema, Flora Bhuka, Webster Shamu and Nicholas Goche, who were either expelled or suspended from the party for supporting former vice-president Joice Mujuru’s presidential bid, are set to bounce back through the central committee.
The move is aimed at disabling Mujuru’s Zimbabwe People First party while also providing arsenal to the two main factions in the party, particularly the G40 group, which has been hunting for heavyweight candidates to challenge Vice-President Emmerson Mnangagwa.
Sources in the party revealed the party had received numerous appeals by former officials expelled or suspended from the party without going for hearings, following President Robert Mugabe’s directive that the central committee should reconsider the purges. Shamu, Goche and Nhema are believed to be among those who appealed. Mugabe made the directive at a politburo meeting a fortnight ago and repeated his assertions at the party’s central committee meeting the following day.
Zanu PF spokesperson Simon Khaya Moyo confirmed the party had received numerous appeals.
“What I know is that the constitution provides that whoever feels aggrieved by the decision taken by the National Disciplinary Committee and endorsed by the politburo can approach the central committee. As you know many people went without hearings. I’m told some have appealed to the secretary of administration, but I don’t have the names and the numbers,” he said.
“The central committee can’t in terms of numbers sit in one place for the hearings, because there are 300 people in the body, but modalities are being worked out.”
Asked specifically if Mujuru’s supporters will be readmitted, Moyo said: “Of course others may not think about appealing, but others, even those who went for hearings are free to appeal.”
Sources in Zanu PF said although Mugabe made the directive following complaints from Mnangagwa and his backers, after the vice-president’s backers were suspended without facing disciplinary hearings, the G40 faction has for some time been engaging Mujuru’s former allies to bolster its numbers. The faction wants to use the opportunity to bring on board sympathisers, who were loyal to Mujuru.
“Mugabe’s order will pave way for several officials to bounce back including those whom the G40 faction has been trying to bring back on board. This includes the likes of Goche, Shamu and former politburo member Tendai Savanhu among others,” said an official.
“It is however not clear, whether if the suspensions or expulsions are overturned, they will work with the G40 faction because some of the officials have bad relations with key G40 members. It may not be as straight forward as it looks because some of Mujuru’s former backers such as Defence minister Sydney Sekeramayi have refused to work with the G40 faction despite their overtures, choosing instead a middle of the road approach.”
Mujuru lost the party and state vice-presidency in December 2014 before being expelled alongside several heavyweights, among them former Zanu PF secretary for administration Didymus Mutasa and former spokesperson Rugare Gumbo. Nine provincial chairpersons were also expelled ahead of the party’s December congress.
Mugabe also removed several senior officials from their government positions in addition to the suspensions and expulsions. Among the affected were Mutasa, who lost his Presidential Affairs ministerial post, and former political commissar Webster Shamu, who was also the Information Communication Technology minister. Other high-profile casualties included Francis Nhema (Youth, Indigenisation and Economic Empowerment), Olivia Muchena (Higher Education), Dzikamai Mavhaire (Energy), Nicholas Goche (Public Service), Andrew Langa (Sports), Simbaneuta Mudarikwa (Mashonaland East Provincial Affairs minister) and Munacho Mutezo (Energy deputy minister).
Flora Buka (Minister of State for Presidential Affairs), Paul Chimedza (Health deputy minister), Sylvester Nguni (Minister of State in former Vice-President Mujuru’s Office), Tongai Muzenda (Public Service deputy minister), Petronella Kagonye (Transport deputy minister), Fortune Chasi (Justice Deputy minister) and Tendai Savanhu (Lands deputy minister) were also not spared.-Standard

CIO, Tsvangirai Unmasked In Harare Mayor Gaffe

The Harare Mayor job fight currently in the courts which has roped in Local Goverment Minister Saviour Kasukuwere, has exposed a smelly web of details linking Morgan Tsvangirai’s name to ZANU PF’s Central Intelligence Organisation, CIO.
It has emerged that the acting Mayor, Chris Mbanga imposed this week by Kasukuwere (CIO) is the same who was imposed by MDC leader Tsvangirai last year.
Mbanga is now costing the MDC thousands of dollars in bitter court fights.
But the newly appointed acting Harare mayor yesterday acted against the MDC party he is meant to be representing, while flexing his muscles barring town clerk James Mushore from setting foot at Town House until his contentious appointment has been regularised.
Mbanga’s move angered fellow MDC-T councillors, who labelled him a sell-out and accused him of taking orders from Kasukuwere.
Mbanga took over as acting Mayor on Wednesday after Mayor Bernard Manyenyeni was suspended for allegedly defying Kasukuwere by refusing to rescind Mushore’s appointment as council chief executive officer.
Yesterday, Mushore briefly appeared at Town House, but left before midday after Mbanga allegedly gave him the marching orders.
Mbanga confirmed that he had stopped Mushore from reporting for duty.
“As far as I know, Mushore is not reporting to work until the matter is finalised,” he said.
On charges of being a sell-out, Mbanga said: “That’s utter rubbish. I have a good working relationship with my boss (Manyenyeni). It’s true that I was called by the minister yesterday (Wednesday) to be briefed on what had transpired and that I have effectively taken over as the city’s acting mayor pending the finalisation of the matter. Not that I am a sell-out.”
But his fellow MDC-T councillors insisted that Kasukuwere was using Mbanga to divide them.
Manyenyeni declined to comment over the matter, saying he had been gagged by the party from speaking to the media.
“I can’t give you an interview on that matter at the moment. I would have loved to comment and give you more, but I can’t,” Manyenyeni said.
Yesterday, Manyenyeni filed an urgent High Court chamber application challenging his suspension.
In his application filed under case number HC4161/16, Manyenyeni said: “The power to remove a mayor, chairperson or councillor is no longer vested in a minister, but in an independent tribunal set up in terms of an Act of Parliament.”
Manyenyeni further alleged that Kasukuwere had behaved as a bully, threatening to block decisions made by the local authority at a meeting attended by three other mayors.

Explosion Scare Petrol Leak Hits Mugabe’s Offices | BREAKING NEWS

A terrifying petrol leak hit Harare’s Central Business District Friday morning.
ZimEye.com can reveal staff members from several buildings around the 4th and 3rd street, had to be evacuated after an incessant stream gush of petrol suddenly began flooding the area close to President Robert Mugabe’s office and Parliament House.
At the time of writing it was suspected to be coming from the Total service station at Nelson Mandela and 4th street next to Beverly Court.
But Harare West MP Jessie Majome in an announcement indicated the leak is from the government’s CMED petrol station. “I have received an alert that the CMED service station along K Nkurumah ave is leaking fuel and can explode and the Total service station along Nelson Mandela Avenue between 3rd and 4th Street next to Beverly Court is closed off as it is nearby…The area has been sealed off because of the risk and businesses operating in the adjacent buildings are closed. If you know anyone who works in that area please inform them of this fire risk,” she wrote.
A Zimnat Insurace senior staff member who first confirmed the development, said the leak source could be the government’s CMED petrol station. The entire Zimnat Insurance building was “emptied” with staff being sent out en-masse to several outposts in Harare.
“Some were taken to our Avondale brand, others to Msasa Park, and some to Belgravia,” they told ZimEye.
“The leak could be the CMED or the service station at 4th street,” they said.

Zimbabwe Needs 8000 Nurses

ZIMBABWE’S public health institutions need about 8 000 new nurses to meet growing demand for health services despite government’s decision to freeze recruitment in the civil service, it has been established.
The shortage of health workers has compromised the country’s health delivery system, which is also plagued by a number of problems among them a shortage of drugs and critical equipment.
Currently, public nursing staffing levels are in line with standards approved soon after the country attained independence in 1980, leaving a huge gap at state clinics and hospitals, Health minister David Parirenyatwa said.
But a freeze on new recruitments, which was adopted in 2011 to contain a ballooning public sector wage bill has left many health care centres understaffed.
“If we go around the country you will see that our country needs between 7 000 and 8 000 nurses but we have 3 000 nurses that are qualified sitting at home,” Parirenyatwa said at Chivhu Hospital last Friday.
“This staff establishment is based on 1983 models but the population has increased and the patterns of diseases has also changed so we need to absorb all the nurses that are unemployed,” Parirenyatwa said, adding, “I recently went to Masvingo General Hospital and I was told they have 188 nurses but they needed 40 more nurses.”
Zimbabwe’s population is estimated to have more than doubled since 1980 to about 14,6 million.
“I recently went to Maphisa hospital which used to be Antelope Mine and I noticed there are accommodation problems, what used to be the doctors, house which was occupied by my late father is now full of nurses. We still need a lot of accommodation as our institutions grow bigger,” added the health minister.
“The morgue also is too small. I was shown a compartment at the morgue which carries six people but there were 10 bodies meaning some bodies were put on top of other bodies. This is bad and we need to respect the dead.”
He said government was struggling to mobilise resources for drugs and staff remuneration due to funding challenges hence the need for donor support.
Going forward, Parirenyatwa said government plans to decentralise critical services such as x-ray scanning to improve health delivery and efficiency.-Standard

Sex with Headmaster – Minor Speaks Out


THE orphaned minor who was allegedly sexually abused by Hartzell High School headmaster, Shorwi Kawadza, remained adamant that she had several sexual intercourses with the school head during cross-examination at Mutare Magistrates’ Court last Friday.
Fielding questions by defence counsels, the complainant said she had one sexual intercourse with Kawadza in a bush near the school grounds after some sporting activities, other sexual intercourses in his office as well as at the Old Mutare Mission school’s guest house.
Kawadza is the first accused in a case that he is alleged to have contravened the Sexual Offences Act by sleeping with a minor and infecting her with a Sexually Transmitted Disease, while Fairfield Children’s Home staffer, Cecelia Thobani is the second accused facing similar charges.
Mr Victor Chinzamba of Mugadza, Chinzamba and Partners, who is representing Kawadza, put it to the minor that she was being inconsistent in her narrative and that she appeared to have been told what to say by people masterminding the downfall of Kawadza.
Mr Chinzamba said there was a recorded telephone conversation between the survivor and a Social Welfare attaché identified as Sister Molly in which the minor exonerated both Kawadza and Cecilia Thobani (Accused Two) of any wrongdoing.
“It is clear that you have been subjected to severe interference by people who want to see the downfall of Accused One.
“Why do you keep changing your story? You must forget about those people.
“This is about your life. The coincidences in your account are too much. Surely no-one saw you, not even on your way on all the occasions that you say you had sex with Accused One.
“You have demonstrated to this court that your evidence is inconsistent with the reality,” argued Mr Chinzamba.
However, in response, the complainant denied having been coached on what to say in court.
“I did not exonerate Shorwi Kawadza. We had several sexual intercourses. I have never changed my story.
“I only mentioned that Cecilia Thobhani (second accused) has nothing to do with this case.
“I only mentioned another name during a telephone conversation with Sister Molly because she was pestering me, forcing me to say another name different from Kawadza.
“I exonerated him (Kawadza) because Sister Molly kept saying I should mention another name.
“I was not seen by anyone during the several times I went to have sex with Kawadza.
“In fact, when we had sex at the school grounds, the guards at the school gate must have been busy with the vehicles moving in and out of the gate for them to notice us and I was also not going to school when we had sex at the guest house, while all the other children were at school, hence no-one noticed it.
“When we had sex in the bush near the school ground it was after the sporting activities that had been held at the grounds.
“We had actually made an appointment the day before, so it was planned.
“I was never coached by anyone on what to say in this court. Accused Two does not know anything about this case.
“It is the police who said they did their investigations and found out that she had given me pills to terminate pregnancy.
“I never told Sergeant Chandata that Accused Two gave me pills to terminate pregnancy,” said the complainant who was a 14 year old inmate at Fairfield Children’s Home at Old Mutare Mission when the crime was allegedly committed.
In exonerating Thobani (Accused Two), the teenager went against the evidence given by the Investigating Officer Sergeant Itai Chandata of Penhalonga Police Station who recently testified in court that the minor told her during investigation that Thobani told her never to mention the headmaster, but Mr Mukwindidza as the perpetrator.
“She also told me that Accused Two (Thobani) would call her to her office and ordered her to go and see Accused One (Kawadza) at the guest house.
“She said she was also told by Accused Two (Thobani) that she should never mention the headmaster, but Mr Mukwindidza as the perpetrator.
“Having that information I went on to verify some facts that I could and went on to arrest Kawadza and Thobani,” said Sgt Chandatya when she recently testified in court.
However, in last Friday’s session, the teenager drew gestures of misgiving from the gallery when she admitted that she consented to Kawadza’s love proposal and sexual manoeuvres because she was used to sex.
She also told the court that she had terminated pregnancy three times without the knowledge of Thobani
“When we had sex with Kawadza I had agreed to it because I was used to it.
“Yes, I terminated pregnancy three times, but I was never assisted by Cecilia Thobani,” she said.
Kawadza is being represented by Mr Chinzamba, while Thobani was represented by Mr Ranga Muhloro-Mubata of Mubata, Chigadza and Associates.

Harare Woman Breaks Disability with Shock Memoirs – Moreblessing’s story

Moreblessing (not real name) in the above audio clip talks to founding member of the Zimbabwe Blind Women Trust (ZBWT), Miss Jules Daudi.
When asked what message she has for other visually impaired or blind people, Moreblessing boldly states: “’Those people who are totally blind especially ladies, my speech is directed towards ladies. Never give up, even no matter at what age even if you are 65 years old, you can start something- it will never be late.”
Walking the talk – Moreblessing 26 years ago, did her her O’ levels , completed a course as a switchboard operator, went on to attain a diploma in business studies; and now she has a vision to complete her A’ level studies in November with the hope of furthering her studies to become a lawyer or a teacher.
According to the 1996 Disabled Persons Act of Zimbabwe; ‘a person with a physical, mental or sensory disability, including a visual, hearing or speech functional disability, which gives rise to physical, cultural or social barriers inhibiting him or her from participating at an equal level with other members of society in activities, undertakings or fields of employment that are open to other members of society.’
Women like Moreblessing have risen above the challenge especially societal biases that include negative stereotypes, creating a new foundation and ethos based on the mantra that ‘disability is not inability’.
With the help of the Blind Women Trust led by mentors Daudi and Irene Sithole, which is aimed at addressing the personal and social development of the visually impaired, most of who have suffered crude marginalisation being reduced to street beggars, have broken the walls of prejudice.
“As a lady with a disability I am so happy in life that in our country we are offered the chances to get educated and become self reliant. So far I have not acquired the required qualifications to become employed either as a teacher or a lawyer, and at the moment I am studying for my A’level,” says Moreblessing.
However, for Moreblessing to be able to continue with her studies successfully, she needs to be empowered with the right tools, which include a laptop or a Perkins Brailler, especially to write her A’level exams in November. She is also appealing for assistance for exam fees and other fees for her to do computer training at the Dorothy Duncan Centre.
“The challenge is I can’t get the funds for my examination fee; I think very soon the schools will open in May. The May deadline for the examination fees is fast approaching and at the moment I still have not got anything to pay for it,” she says in her appeal.
Moreblessing has not enrolled in a formal institution for her studies, but rather has lecturers who have been coaching her; “I have a combination of arts subjects which I am studying so hard for. I am so grateful for those teachers and lecturers who are coaching me, but to add on to my need for exam fees, I also need a need a machine so I can write the exams. I do not have the funds for this.”

The Zimbabwe Blind Women Trust seeks to deal specifically with the plight of visually impaired women. Doing the interview, Daudi, a High School teacher, who herself lost her sight when she was six years old, is reaching out and giving hope to other women like Moreblessing.
The trust also seeks to demystify certain stereotypes and negative attitudes towards persons with disabilities, that for instance entrench superstitions which blame witchcraft or maternal promiscuity, for the various conditions.
People with disabilities have as a result suffered shame and exclusion in their families and society at large. Daudi and her peers are confronting these attitudes head-on, as they work daily to change these warped perceptions for the dignity and standing of people with disabilities.

Mzembi:ZANU PF faction battles are discouraging tourism

Terrence Mawawa, Masvingo| Tourism and Hospitality Minister Walter Mzembi has lambasted the Zanu PF factional battles for significantly contributing towards the decline in the number of tourists visiting the country.
Speaking during a public lecture at Great Zimbabwe University last week, Mzembi said the relentless Zanu PF warring has led to the decline in the number of tourists visiting the country.
Despite strongly attacking what he called protagonists in the succession battles, Mzembi is viewed by Zanu PF insiders as a member of the G40 group pushing for First Lady Grace Mugabe’s rise to the helm of the party, paving way for her to replace her 92 year old husband.
Mzembi said his ministry has been badly affected by the endless factional battles in the troubled ruling party. “Factional battles discourage tourists because they are no longer eager to visit the country. Negative publicity has also contributed towards the decline in the number of tourists coming to Zimbabwe,” said Mzembi.
The charismatic minister has in the past been blamed by party hawks for being too smart in his political career. Party stalwarts feel Mzembi is too professional in his approach towards political issues.
He also blamed the poor road networks for further discouraging tourists.
“There is need to improve our road network system so that we can attract more tourists -otherwise we will continue to experience a sharp decrease in the number of foreigners who visit our country. These are some of the areas we have been overlooking,” said Mzembi.

His position with the Glamour Boys was not clear as of yesterday but the club’s secretary-general Webster Chikengezha said although he trained with the team, there was nothing concrete on the ground.
Dynamos are still searching for strikers after they failed to beef up during the pre-season.

Silva’s mandate is to win the league championship but now he has a target to meet if he is to last the distance, after the leadership invoked a clause in his contract for the review of the first eight competitive games.
But with four defeats and one draw in all competitions so far, things have not gone the right way for the coach and his technical team of Lloyd Mutasa, Gift Muzadzi and Chihoro.
While DeMbare started with a defeat and a draw, their opponents have lost both league matches and should also be hard-pressed for results after appointing a new technical led by Taku Shariwa.
Mutare City Rovers suffered a 3-0 hiding at home by fellow new-boys Ngezi Platinum Stars in their debut Premiership match before going down again 4-1 at the hands of Harare City.
Silva was positive last week when he spoke about the trip to Mutare and he watched Rovers’ match against Harare City on television.
“I am going there for a win. I saw them on television and they are not a bad team. It’s a team with experienced players but like I tell you we are going there to win,” said Silva.
Silva was worried his options were limited, especially with the unavailability of Richard Kawondera.

Gushungo Bombing: Army Major Exposed

An army major has been named in the trial proceedings following the jailed Zimbabwe People’s Front political party president, Owen Kuchata, who the state says attempted to petrol bomb the First Family’s Alpha Omega Dairy Farm.
Kuchata, according to state papers, paid $20 to one of his alleged accomplices – a soldier – so that he could source army uniforms to use when committing crimes.
Borman Ngwenya (30) told the court that Kuchata wanted more than five pairs of army regalia.
Ngwenya said he was a member of Kuchata’s political party after he had been ordered by his superiors at the ZNA to join Kuchata and spy on him. He maintained that it was a military-sanctioned operation which he had been tasked to do by one Major Mashava and Sergeant Mahachi.
Ngwenya said he kept Major Mashava informed of the activities. He appeared before magistrate Ms Fadzai Mthombeni for continuation of trial. “Major Mashava came to me in the company of Sgt Mahachi and Makumbe. As an intelligent officer, Major Mashava said he wanted to use me so that they could apprehend Kuchata. He said I should join his political party and spy on him and relay the message back to ZNA,” he said.
“After convincing Kuchata, I joined his party and he told me he wanted brave and strong men in the party. After some days he told me of his plans to bomb President Mugabe’s properties. I kept informing Major Mashava of our meetings with Kuchata and his plans. Major Mashava told me to play along adding that Makumbe was also going to join me.”
He added, “Kuchata later asked if it was possible for me to source army uniforms from our factory. He then gave me $20 to bribe the person who was going to give us the uniforms. After informing Major Mashava, he told me to use the $20 for transport so that I would be able to meet Kuchata whenever he wanted us to meet. As per Major Mashava’s advice, I kept lying to Kuchata that the uniforms were coming.”
Ngwenya further said that he then introduced Makumbe to Kuchata as the person who was going to give us the uniforms.
He said they went to President Mugabe’s rural home on January 1 for reconnaissance adding that Kuchata had also planned to bomb his rural home.
Ms Mthombeni rolled over the matter to today for continuation of trial.
Ngwenya is being represented by Mr Exactly Mangezi while Mr Michael Reza is prosecuting.
It is alleged that on January 22, around 4pm, police received a tip-off that the four were planning to bomb Alpha Omega Dairy’s processing plant and tuckshop during the night.
Acting on the tip-off, police proceeded to the farm and laid an ambush about 100 metres from the quartet’s target. At around 10pm, the detectives saw the men approaching the dairy’s processing plant and immediately arrested them.

Public Works and National Housing Minister Saviour Kasukuwere was yesterday labelled “dumb” following his suspending of the Harare mayor Bernard Manyenyeni.
“He calls himself Tyson and seems to get his inspiration from Mike Tyson,the boxer. He needs more brain than brawn, honestly,” wrote MDC spokesperson Obert Gutu.
The suspended Manyenyeni yesterday approached the High Court challenging his suspension which he terms to be unlawful and in contravention of provisions of the Constitution. Clr Manyenyeni was suspended this week by Local Government, Kasukuwere for unprocedurally appointing former NMBZ chief executive Mr James Mushore as the city’s town clerk in violation of the Urban Councils Act.
In an urgent chamber application filed in the High Court yesterday, Clr Manyenyeni listed Minister Kasukuwere and Attorney-General Advocate Prince Machaya as respondents. Clr Manyenyeni, who enlisted the services of the Zimbabwe Lawyers for Human Rights — Mr Dzimbabgwe Chimbwa and Mr David Hofisi, contends that in terms of the Constitution of Zimbabwe, removal of mayors, councillors and chairpersons is done by an independent tribunal in terms of an Act of Parliament.
“There is neither that Act of Parliament nor independent tribunal,” argues Clr Manyenyeni. “The first respondent (Minister Kasukuwere) has thus arrogated to himself powers he no longer has in violation of the Constitution of Zimbabwe.”
Pending the final resolution of the matter either in the court of first instance or on appeal, Clr Manyenyeni is requesting the court to suspend the letter of his suspension and continue with his mayoral function with full benefits.
He also seeks the court to stop Minister Kasukuwere from suspending, dismissing or engaging in any other activity with a view to removing him from office of Mayor of Harare. Minister Kasukuwere also threatened to suspend corrupt councillors.
In his application, Clr Manyenyeni says, the council resolved to appoint Mr Mushore to the post of town clerk following an open and transparent process of advertising and interviews. Mr Mushore emerged as the highest scorer in terms of the process. Further to the resolution, Clr Manyenyeni argues that Mr Mushore was offered a contract of employment.
Clr Manyenyeni premised his argument on Section 278 (2) and (3) of the Constitution which provides that:
(2) An Act of Parliament must provide for the establishment of an independent tribunal to exercise the function of removing from office mayors, chairpersons and councillors, but any such removal must only be on the grounds of;
(a) inability to perform the functions of their office due to mental or physical incapacity;
(b) gross incompetence;
(c) gross misconduct;
(d) conviction of an offence involving dishonesty, corruption or abuse of office; or
(e) wilful violation of the law, including a local authority by-law.
(3) A mayor, chairperson or councillor of a local authority does not vacate his or her seat except in accordance with this section.
To buttress his case, Clr Manyenyeni also cited Section 2 of the Constitution which states that the Constitution is the supreme law of Zimbabwe and any law, practice, custom or conduct inconsistent with it is invalid to the extent of the inconsistency.
It further reads; “The obligations imposed by this Constitution are binding on every person, natural or juristic, including the State and all executive, legislative and judicial institutions and agencies of Government at every level and must be fulfilled by them.”
In this regard, Clr Manyenyeni argues that the Constitution is binding on all persons including Minister Kasukuwere. “Any conduct, law or practice inconsistent with the Constitution is invalid,” he says.
“The constitution provides for the removal of mayors such as myself. Such removal can only be in terms of Section 278. That section requires an independent tribunal to be set up in terms of an Act of Parliament.
“The power to remove a mayor, chairperson or councillor is no longer vested in a Minister, but in an Independent Tribunal set up in terms of an Act of Parliament,” he argues.
“Thus there is no way that the minister can purport to suspend or remove me from office. His authority to do so can only emanate from an Act of Parliament which provides for the establishment of an Independent Tribunal pursuant to the provisions of the current Constitution.
That Act of Parliament is yet to be promulgated. “The first respondent’s hands are therefore tied. He should seek legislative intervention to get a lawful basis to set up the independent tribunal contemplated by the Constitution.”
Government rescinded the appointment of Mr Mushore soon after a council meeting that announced his appointment, saying council flouted procedures of appointing a town clerk as outlined in the Urban Councils Act and the Local Government Board.
The minister had told the city that the former banker’s appointment was illegal, but the defiant council proceeded to give Mr Mushore the job.
Mr Mushore was still reporting for duty despite the two orders, with Clr Manyenyeni saying he was waiting for the High Court to rule on the matter.- state media/additional reporting.

Zanu-PF national political commissar Saviour Kasukuwere has been ordered by war veterans to resign.
But Kasukuwere says he will not leave as he was appointed by President Mugabe, the party’s First Secretary. There have recently been calls from sections of the war veterans for Kasukuwere to resign his post because he is not a war veteran. The war veterans said Kasukuwere’s post in Zanu-PF should be occupied by a war veteran.
Addressing scores of Zanu-PF supporters in Guruve yesterday where he was drumming up support for the party’s candidate, Patrick Dutiro, in the by-election slated for tomorrow, Kasukuwere said he was not going anywhere.
The Guruve South seat fell vacant following the expulsion of Mr Chriswell Mutematsaka from Zanu-PF for his links to sacked former Vice President Joice Mujuru and her cabal who sought to unseat President Mugabe unconstitutionally.
“No room for madness. If you are indisciplined, tough luck. Some thought that they could be indisciplined in Zanu-PF and were expelled,” said Kasukuwere. “Vozoti hanzi pamwe ndiKasukuwere. I will not resign,” he said. “Hapana kwandinoenda. Ndinotofira ipo pano. Political commissar weZanu-PF, political commissar waVaMugabe. Ungandiudza iwewe kuti imbobva ndiende kupi?
“Ndakapiwa basa naPresident.” He said Zanu-PF was a disciplined party and those who violated its constitution should not cry foul when the National Disciplinary Committee descended on them. Kasukuwere said party members should remain united in following the party’s ideology.
He, however, said no one should claim ownership of the party’s ideology and that it should not be twisted to suit the ambitions of individuals. “Ideology can’t be about going against revolutionary principles. Ideology cannot be about the removal of our leader,” he said.
“Ideology is about standing firm and defending our party leadership. Don’t invent ideology in your own way to suit your own circumstances. Don’t tell us about ideologies as if you defined them. Ideology is ideology. Baba varipo (President Mugabe),” he said.
“We will not be moved; we are Zimbabweans. I am a Zimbabwean. We must defend what is right and not what is wrong.” “Vamwe vanozochema vachiti hanzi disciplinary committee yatitsika. Wange uchiitei pawazotsikwa? Don’t tell us that you are innocent wabatwa pane zvawange uchiita.”
Kasukuwere said the party kicked out former VP Mujuru for going against the party despite being a war veteran. He said Zanu-PF was solidly behind its First Secretary President Mugabe ahead of the 2018 watershed harmonised elections.
He said President Mugabe was the founder of Zimbabwe’s nationhood and a towering African statesman fighting for black emancipation. Kasukuwere said personal differences between party members should not be viewed as instability in a big organisation such as Zanu-PF.
Said Kasukuwere: “Come 2018, President Mugabe is our candidate. “President Mugabe is the founder of our nation. He has elevated us as black people through the land reform programme and several other empowerment programmes.
“We don’t look at his age, but what he stands for. There are some who are younger and mad — real idiots, complete idiots. In President Mugabe we see a leader, we see a father, we see our country, we see the blood and sweat of our people. That is what we call loyalty.”
Kasukuwere said Dutiro was going to win resoundingly. Dutiro pledged to work for the people once elected in tomorrow’s elections. He said roads in his constituency were in a bad state while schools needed to be renovated. He said the Zimbabwe People First fronted by Dr Mujuru had no room in Guruve South.
“We are solidly behind the President and PF has no room here,” he said. “We have a number of challenges here that need to be addressed.”-State Media

Mujuru Firestorm in Matabeleland

The Joice Mujuru led Zimbabwe People First party is getting a rude awakening in the Matabeleland regions as it is finding the going tough in penetrating into the region.
The party is particularly finding the going tough in Matabeleland South province where it is riddled in serious factional fights.
While the party is making considerable inroads into Bulawayo Province where it is holding otherwise successful weekly constituency meetings, the same can not be said for the other two Matabeleland Provinces.
In a survey by ZimEye.com, most people interviewed in the Matabeleland North districts expressed ignorance on the existence of the party claiming never to have met any of the party’s officials or representatives.
The few that knew of the party said that members of the Mthwakazi cessation parties have done very well in discrediting the party by linking some of its top leaders to the Gukurahundi atrocities of the early eighties. The smear campaign has incidentally affected the party’s penetration into the province particularly the Tsholotsho and Umguza districts.
The party held its first public meeting in the province in Victoria Falls last month and managed to draw a paltry less than (100) one hundred people. Most people in the resort town claimed not to have been aware of the party’s meeting.
In the Matabeleland South capital of Gwanda, most people interviewed expressed knowledge of the party but were quick to discredit its leadership.
Most of the people interviewed claimed that they cannot subscribe to the party as it was being led by a cartel of former ZANU PF icons who were part of the 2008 election violence.
To add to the struggle, some party members said it was failing to find ground as it is already riddled in serious infighting which has splitting it into two factions. According to the members, the leaders of the party in the province most of them former ZANU PF members are resisting the former MDC members leading to the bitter factional squabbles.
But the exMDC cadres have had better success than their exZANU colleagues. According to the sources parallel structures have since been holding separate meetings all in the name of the provincial executive. Led by Esnath Bulayani a former MDCT executive member, the Bulawayo province of the party has drawn an average attendance of almost a 700 people at ward based constituency meetings figures which have surpassed expectations of many critics.

Mwanjali Seeks Jail Escape

The High Court is today expected to hear a bail application by CAPS United skipper Method Mwanjali who is facing charges of attempted murder.
Mwanjali (33) allegedly stabbed Tonderai Nhunzvi with a knife in the early hours of Sunday following an alteration in the parking lot at Long Cheng Plaza in Harare. He appeared before Harare magistrate Mr Tendai Mahwe challenging his placement on remand, but it was thrown out for lack of merit.
He was on Wednesday remanded in custody to May 4 and advised to apply for bail at the High Court. Mwanjali’s lawyer Mr Tinofara Hove of TK Hove yesterday confirmed that he filed a bail application at the High Court.
“We filed our application at the High Court and the bail will be heard tomorrow at 9am,” said Mr Hove. “He is a suitable candidate for bail and his release will not in any way jeopardise the administration of justice.”
The former Mamelodi Sundowns and Mpumalanga Black Aces defender’s victim is battling for his life in hospital. He was allegedly stabbed twice in the stomach.
His accomplice and team mate Archiford Gutu was granted $100 bail and will appear in court on the same day. Gutu is facing malicious damage to property charges after he smashed the rear windscreen of Nhunzvi’s car using an unknown object.
Mwanjali is the CAPS United captain, having rejoined the club last year after being frozen out at Sundowns last season after his contract expired. The State alleged that the parties met at an intersection in the Long Cheng Plaza complex and their vehicles almost collided.
Gutu, who was behind the wheel, got out of the vehicle and charged towards Nhunzvi who had three passengers on board before confronting and accusing him of reckless driving.
As Gutu was shouting, Nhunzvi closed his car windows and this irritated Gutu who then smashed the windscreen using an unknown object.
Mwanjali joined in the melee and drew a knife out and stabbed Nhunzvi twice in the stomach. Nhunzvi’s friend, Lionel Muchena, who tried to stop Mwanjali from stabbing Nhunzvi, was also caught in the crossfire and sustained a cut on his hand.-state media

Zinara disburses $11mln to councils

The Zimbabwe National Roads Authority (Zinara) disbursed $11 million to local authorities in the first three months of the year for the rehabilitation of roads, an official has said.
The money disbursed is just 23 percent of the $48 million that the authority had set aside for roads infrastructure development this year, Zinara chief executive Moses Juma told a conference on the state of the road network.
Zinara also said it will spend $1,7 million on a National Roads Conditions Survey to assess the state of the country’s roads. This is the first such survey since 1999, Juma said.
Juma conceded that the country’s road network was in bad state and needed urgent attention. He said it was difficult for the authority to timely rehabilitate or maintain the country’s roads in the absence of critical data required to determine the structural integrity, distresses, skid resistance and overall quality of the road pavement.
“There have been various figures flying around as the cost of rehabilitation of the country’s total road network. Most of these figures have had no scientific background due to the lack of a National Roads Conditions Survey. Zinara has been making disbursements but the challenge has been that we have been flying a plane without a radar,” Juma said.
“We have prescribed the wrong solutions to what we thought could be the problem. Without the National Road Condition Survey, it is almost impossible to meaningfully make an impact on our roads. This is why where there can be an intervention that could be a total rehabilitation of a section, you find someone carrying out pothole patching which is unsustainable as resources are always directed to addressing a symptom than the real issue in the form of periodic maintenance. It is this survey that is the right antidote needed to determine the road network rehabilitation requirements and costs required thereof,” he added.
Juma said international financiers for roads works’ wanted credible data of the entire road network but Zimbabwe was not in a position to provide such due to lack of accurate data backed by an up to date road survey.
The exercise, wholly funded by Zinara, will run for nine months.

ZESA Prices Shoot Up


The cost of electricity is set increase after the Zimbabwe Energy Regulatory Authority approved an average tariff of 11,2c/kWh from 9,83c, sources said yesterday.
Power utility, Zesa Holdings had applied for a tariff increase of 14,6c/kWh to help finance imports to mitigate power shortages and expanding generation capacity.
In order to ease load-shedding, imports of electrical energy were at $47,63 million as suppliers from Mozambique and South Africa were operating on a cash basis model.
However, the situation is unsustainable going forward as the import tariffs are higher than what is currently obtaining especially when the power utility is saddled with a +$1 billion debt.
“After a careful study of the proposal from Zesa, an average tariff increase of 11,2c/kWh has been granted,” said an official in the Ministry and Energy and Power Development.
“Several issues were looked into including economic hardships facing the economy and ability of customers to pay. Remember, Zesa is owed about $1 billion by domestic and commercial customers and granting the proposed tariff would have worsened the consumers’ situation.”
No comment could be obtained from Zesa by the time of going to print yesterday. The average power tariff of 11,2c per kWh is, however, lower than the price at which Zesa is paying for imports from South Africa and Mozambique.
Zimbabwe is importing power mainly from Mozambique, where it is seeking more, and South Africa and this has seen a drastic reduction in power rationing.
Prior to Zesa’s power importation programme, Zimbabweans had been enduring long periods of power cuts, which severely affected businesses, including mines.
Zesa is also still negotiating with Mozambique’s EDM to import an additional 40 megawatts with the power utility seeking to secure a tariff that is less onerous to users.
Secretary for Energy and Power Development Partison Mbiriri recently said the power utility will be guided by what obtains in the region in terms of the tariff rate it seeks to agree with EDM.
This comes as it emerged EDM had bargained for a tariff of about 15c/kWh, but Mr Mbiriri said rates between 13c/kWh and 15c/kWh would be on the high side.
Zesa has previously indicated that it is seeking an economic tariff to be able to maintain consistent and sufficient supply of power, including augmenting with imports.
The power utility might have to depend significantly on imports until a series of Government and private sector projects are completed, at least in the next three years.
Eng Magombo said recently that the target is to try and approve a power tariff rate that is economic for the producer and also affordable to the consumers.
The power utility is currently working on supply side interventions that entail expanding capacity at Kariba South hydro power station by 300MW and Hwange by 600MW.-state media

Mnangagwa on Indigenisation

State Media – Government is committed to creating an environment that promotes investment as evidenced by the recent clarification of the Indigenisation and Economic Empowerment Act by President Mugabe.
Acting President Mnangagwa made these remarks when he officially opened the Third Zimbabwe Accountants Conference in Harare today, saying investment would enable the country to meet its triple objectives of poverty reduction, economic growth and shared prosperity.
He also implored accountants to help Government fish out corruption both in the public and private sectors.
“A lot of confusion had arisen regarding the Indigenisation and Economic Empowerment policy with the unfortunate effect of undermining the confidence of the business community, including current and potential investors,” said Acting President Mnangagwa.
“This was owing to conflicting positions regarding the interpretation of the policy. His Excellency, the President and Commander-in-Chief of the Zimbabwe Defence Forces, Cde R.G Mugabe recently clarified Government’s position.
“The policy was introduced to deliberately empower the historically disadvantaged indigenous Zimbabweans and to grant them ownership and control of the country’s means and factors of production. The objective is to enable Zimbabweans to be significant players in the mainstream of the country’s economy.”
The conference is running under the theme: “Partner, collaborate and grow”.

Below is the latest update concerning rumours that disgraced preacher, Andrew Wutaunashe, who cheated on his wife, has turned to slap the same victim (his wife) with a lawsuit for defamation.

It was two weeks ago reported that Wutaunashe had sent out court summons to sue his wife for defamation concerning an interview she had with ZimEye.
Wrote one Isaac Zhou, “Can someone explain to me.  You cheat on your wife for ten years she finds out and is willing to forgive you but now you want to divorce her; as if that’s not enough evil, you now want to sue her for defamation of character?
“How evil can this be people?”
Zhou continued, “Dr RF is now being sued by Andrew Wutawunashe for defamation of character because of the interview she had with ZimEye where she called him out to repent.
Court Summons have already been sent.”
But two weeks later, ZimEye has found out the said summons are nowhere to be seen. Mrs Wutaunashe on Tuesday told ZimEye there are no summons at all delivered at her address to date. She was speaking during her weekly program.
She challenged the silent-abuse women endure in marriages. “Jesus Christ was beaten and rejected to redeem the woman from violence and abuse”, she said. On her divorce she replied saying in part she has “not seen any summons,” sent her.

Man Dumps Daughter(4) In the Bush

A MAN from Magwegwe suburb in Bulawayo allegedly dumped his ex-wife’s four year old daughter in a bush at midnight, saying he could no longer be responsible for the child, a court heard.
Garayi Ndlovu, 40, allegedly dumped the girl, whose name cannot be disclosed for ethical reasons, at a bush near Khami dam.
The court heard villagers found the girl wandering near the dam. In his first appearance in court on Saturday, Ndlovu pleaded guilty to an ill-treatment and neglect of child charge before Provincial magistrate Abednico Ndebele.
Then, he said the child was his. “I admit the child is mine and I left her beside the road at around 3AM in the morning. I dumped her there because I can no longer take care of her,” said Ndlovu.
Yesterday he claimed that the child was not his biological daughter.
“When I married the girl’s mother she was already eight months pregnant. I didn’t notice she was pregnant until she gave birth because she had a big body. She ran away and left her child in my custody,” said Ndlovu.
Ndebele remanded him in custody to April 29. The child is staying at a children’s home, which was not disclosed in court. The prosecutor, Sibekithemba Dube told the court that on March 31 at around 12AM Ndlovu took the girl from his house and went to the dam.
“Accused person left his child unattended near Khami Dam. The victim was found by villagers who were fetching firewood and they took her to Pumula Police Station,” said Dube.
“The victim told the police where she stays. They then carried out investigations which led to the arrest of the accused.”

Bona’s Child Stuck In Singapore

Bona’s child and Robert Mugabe’s first grandchild, is stuck in Singapore where he was born and will not be in Zimbabwe anytime a week after his birth, it has emerged.

Sources told this reporter Bona was told under strict warning the child cannot fly at present due to health concerns.
The boy who was born on Friday has been nicknamed “Mr. Far East,” a pun reference to his place of birth.
“They will not come home anytime soon for several reasons,” one source said citing United Nations Health guidelines. A fit and healthy baby can travel by air 48 hours after birth, but it is preferable to wait until the age of 7 days. Until their organs have developed properly and stabilized, premature babies should always undergo a medical clearance before travelling by air. Changes in cabin air pressure may upset infants; this can be helped by feeding or giving a pacifier to stimulate swallowing.
Meanwhile it emerged the lad, now furthermore qualifies for dual citizenship.
Constitutional law expert Alex Magaisa told the local Newsday Mugabe’s grandson, whose name is yet to be made public, under the existing laws would qualify for both Singaporean and Zimbabwean citizenships.
Magaisa said Mugabe’s grandchild under the Constitution would qualify for Zimbabwean citizenship by birth because he was born of Zimbabwean parents who are ordinarily resident in the country.
Section 36 (2) (a) provides as follows: “Persons born outside Zimbabwe are Zimbabwean citizens by birth if when they were born either of their parents was a Zimbabwean citizen and ordinarily resident in Zimbabwe.”
Magaisa said this meant that the newly-born child would automatically qualify to be a Zimbabwean citizen by birth even though he was born outside the country.
“Since Bona and Simba Chikore are both citizens of Zimbabweans, all that needs to be shown is that one of them is ordinarily resident in Zimbabwe. The fact that their child was born outside Zimbabwe is irrelevant to whether or not he is a citizen by birth,” he said.
Magaisa said the same child would qualify for Singaporean citizenship under the jus soli, the law of the soil which is the most common law of citizenship.
“A common form of citizenship is called jusi soli (law of the soil). It is awarded on the basis a baby is born in a particular country. It is also referred to as birthright citizenship,” he said.
Another lawyer, Obert Gutu, agreed that Mugabe’s grandchild was a potential holder of dual citizenship despite Zanu PF’s well-documented opposition to that right. “The fact that he was born outside Zimbabwe to Zimbabwean parents means that he is a potential holder of dual citizenship.
Many people might not like it, but that is the law,” he said.
Magaisa said during the making of the new Constitution, Zanu PF opposed the dual citizenship approach while the MDCs pushed for its acceptance and the politicians only reached a compromise which now allows for dual citizenship.

A 95-YEAR-OLD man has been acquitted of raping his neighbour’s two children aged six and four years and infecting them with a sexually transmitted disease. Kennias Zvidza Mazvihwa went into the Gweru Magistrates’ Court crawling as he is no longer able to walk unaided.
He denied rape, insisting he was no longer sexually active. Prosecutors had alleged that Mazvihwa bought the girls’ silence with sweets and jiggies.
Testifying, the children’s mother — who cannot be named to protect the identity of the children — said she used to send her children to Mazvihwa’s homestead to assist him with household chores since he lives alone.
“The accused is my neighbour and he’s now very old, so I used to send my children to his homestead so that they assist him to clean the yard and gather firewood. l didn’t know that he would do such an evil act to my kids,” she told court.
“Why I implicated him in the matter is because my children were infected with gonorrhoea. The accused was also tested and found to be infected with the same disease.”
She said her daughters told her the old man bought sweets and jiggies for them not to reveal the abuse.
But magistrate Morgan Nemadire was not pursuaded as he acquitted the old man. Nemadire pointed to inconsistencies between the mother’s testimony and facts presented by the prosecution.
She told court the children were raped between August and October 2015, when the state had provided a different time frame.
“The nature of the report doesn’t satisfy the court for the accused to be placed on his defence. Also the time frame, from August to October 2015, and considering the age of the victims their mother should have noticed that they were sexually abused.
“At the same time, the mother of the children admitted that sometimes she would leave her kids alone at home and considering the set-up of the compound they might have been sexually abused by someone else,” said Nemadire.
Mazvihwa said he was too old to engage in sexual intercourse and as such he could not have raped the children, whom he considers as his granddaughters.
“I didn’t rape her kids, I’m very old now to commit such a crime,” said Mazvihwa. “I’ve been married since 1946 and have never committed a single crime in my life. At my age I’ve passed the stage of engaging in sexual activities.”
Kelvin Guveya, prosecuting, said between June and October 2015, the two girls were raped by Mazvihwa.
He said they allegedly did not disclose the alleged abuse after he told them that if they did, he would not give them sweets and jiggies.
The matter, Guveya said, came to light when their mother noticed that one of her daughters – the six-year-old – had developed an STI when she was bathing her.
The court heard that the child refused to disclose what had happened to her.
“Her mother beat her up before she revealed that Mazvihwa had raped her. The mother examined the other victim and noticed that she was also infected with an STI,” said Guveya.

Ngozi dumpsite, which is now commonly known as Ngozi Mine, is now home to more than 1000 families, whose life nosedived after the abrupt closure of several Bulawayo factories. Kanhema who was accompanied by Ronald Sigauke a broadcasting journalist and Pastor Maponga, first met the Sidojiwe Children whose parents cannot afford clothing and school fees due to non-payment of their salaries.
Kanhema’s first port of donation Sidojiwe, is where most of CSC and National Railways of Zimbabwe employees are residing, following years of not receiving their salaries.
I am not here to be seen that I am assisting my fellow brothers, sisters and children, but I am here to share what I have from deep down of my heart. I was touched when I read about the plight of these people from a community based organisation website.

Both Sidojiwe and Ngozi community expressed gratitude for the donation and prayed for the musician’s safe travel back to Harare, so that he can return anytime soon with more help.

Samsung Gets Zimbabwe Tax Boost

Government has reviewed downwards import duty levied on imports of television, refrigerator and freezer components from 60 percent to 25 percent in a move aimed at improving competitiveness of the local manufacturing sector, a cabinet minister has said.
The move comes after Korean appliances manufacturer Samsung established an assembly plant in Harare in partnership with a local firm, Cranbal Investments, last November and committed to a $10 million investment.
Industry and Commerce Minister Mike Bimha on Wednesday told The Source that Samsung sought special preference to be allowed to bring in their components duty free.
“We wanted to encourage them to come and create employment but they could not do so without paying duty but at the same time we also had to take cognisance of the players that are already here who have also invested quite a lot and the duty prevailing was too high so we felt the best thing we could do was come up with a reduced tariff to even the field,” he said.
Zimbabwe’s manufacturing industry continues to struggle owing to lack of access to affordable capital and competition from cheaper exports from the region.

20% of School Kids Smoke Tobacco

Smoking is on the rise among school kids, it has emerged.
One in every five school-going children smokes, risking chances of developing non-communicable diseases like cancer and diabetes, Health and Child Care Minister Dr David Parirenyatwa has said.
Officially opening a three-day World Health Organisation regional workshop on the protocol to prevent illicit trade in tobacco products, Dr Parirenyatwa said while tobacco was a major economic issue in Zimbabwe, it was harmful to health.
“Tobacco use is a risk factor for the leading non-communicable diseases that are known to contribute to over 60 percent of the total global mortality. These diseases, including cardiovascular, cancer, diabetes and chronic obstructive airway diseases are now on the rise in the African continent and also in our country,” said Dr Parirenyatwa.
He said according to a recent global youth tobacco survey conducted in Zimbabwe, one in every five school-going children uses tobacco.
Dr Parirenyatwa said more than 16 percent of those children smoke tobacco, especially cigarettes.
He attributed the use of tobacco among youths to lack of information on the dangers of tobacco, and lack of information in schools coupled with availability of cheap products.
“With an increasing prevalence of tobacco use in our country, we expect to see a rise in the burden of non-communicable diseases over the years. This is not acceptable as it will increase the burden of public health and drain our economy of not only money but the health of people,” he said.
Speaking at the same occasion, WHO representative in Zimbabwe Dr David Okello urged participants from the 10 countries attending the workshop to devise workable solutions to balance between tobacco growing and usage.
“Tobacco is good for the money, but it is bad for health, so we have to deal with this matter head on,” said Dr Okello.
He congratulated Zimbabwe for being the 43rd country in Africa out of 47 countries to sign and ratify the WHO framework on tobacco control, but urged the country to quickly domesticate the treaty.
WHO African region senior programmes officer for tobacco control and non-communicable diseases Dr William Waina said, it was important to regulate tobacco because there are no safe levels of exposure to tobacco.
Dr Waina said passive smoking was equally as bad as direct use of tobacco, hence the need to continue advocating for 100 percent smoke- free environments.

30 Women Sex-Duped, Swindled

chiredziTerrence Mawawa, Chiredzi | 30 women in the lowveld town of Chiredzi were duped and sexually abused by two men in a notorious job scam.
As a result of socio-economic challenges in the country, the desperate women were tricked into believing the two men were representatives of World Vision, a highly respected humanitarian organisation.
The incident reflects the magnitude of the desperation for employment in the country. Economists postulate the unemployment rate is above 80% in Zimbabwe.
The two suspects, Tawanda Dhliwayo and Louis Mushati appeared before Chiredzi Magistrate Constance Mutandwa last week, facing fraud charges.
The women, from the popular Tshovani suburb in Chiredzi were made to pay $10 each as joining fee. They would report at an open ground on a daily basis where they attended lecturers in preparation for the supposed employment.
They were told they would be deployed to various districts across the country.
The two men also asked for sexual favours from the women in exchange for job security and it is understood some of the women gave in to the men’s demands. Several of them visited the two men’s respective houses to extend sexual favours in return for job security.
In a shocking revelation, one of the affected women told ZimEye.com several ladied including herself were sexually abused by the two men.
Speaking on condition of anonymity the woman said:”It is difficult to press charges against the men since there was consent but the truth is it is a painful experience. We were promised jobs so we fell into their trap. Several women visited the conmen’s houses separately.”
Many people have been abused in the country as a result of the current economic mayhem the nation is experiencing. It is widely believed the economic meltdown is a direct result of bad policies and decades of misrule by President Robert Mugabe and his Zanu PF party.

Mwanjali Pushed Back Into Jail

A Harare magistrate yesterday remanded CAPS United captain Method Mwanjali in custody, ruling that he was facing serious charges after he allegedly stabbed a motorist twice in the stomach following an altercation.
Mr Tendai Mahwe also ruled that Mwanjali was not over-detained and should be placed on remand.
He then remanded him to May 4.
Mr Mahwe advised Mwanjali to apply for bail at the High Court due to the gravity of his offence, adding that the lower court had no jurisdiction to entertain bail issues in Third Schedule offences.
Mwanjali is facing attempted murder charges and the man he allegedly stabbed, Tonderai Nhunzvi, is said to be on life support system battling for his life at a local hospital.
“It is clear that the complainant was allegedly stabbed at around 4am, hence it is not logical to think that accused person (Mwanjali) was also arrested at that same time.
“He could not have been arrested for something that had not been reported because the complainant is said to have made a report at around 5:30am.
“4am was the time the offence was committed not the time the accused was arrested. A simple mathematical calculation shows that he was not over-detained,” Mr Mahwe said.
The ruling comes after Mwanjali had made an application through his lawyer, Mr Tinofara Hove, challenging his placement on remand on the basis that he was arrested on April 17 at around 4am and by the time they were brought to court on April 19, 48 hours had lapsed without a warrant of further detention issued by a magistrate.
Mwanjali said, in terms of Section 50(2) of the Constitution, he should have been brought before a magistrate within 48 hours of his arrest.
The CAPS United skipper was brought to court on April 19 at around 8:30am and his argument was that the 48-hour period had lapsed at 4am of that day.
Prosecutor Ms Francesca Mukumbiri called the investigating officer, Constable Batsirai Wafawanaka, to the witness stand and he corroborated the State’s submissions that Mwanjali was not over-detained.
Cst Wafawanaka told the court that the offence was committed on April 17 at around 4am and the complainant made a report at around 5:30am.
He said Mwanjali and Archford Gutu, another CAPS United player, later came to the station at around 8:30am, intending to make a report of malicious damage to property against Nhunzvi.
He added that they were placed under arrest at around 2pm not 4am as alleged.
Mwanjali’s alleged partner-in-crime, Gutu -accused of smashing Nhunzvi’s car windscreen – was also formally placed on remand, and was remanded to May 4.
Gutu, who is facing a charge of malicious damage to property, is out on $100 bail.
After committing the offence, the court heard that Mwanjali and Gutu fled from the scene leaving their vehicle behind. When they returned to the scene four hours later, they discovered that their vehicle tyres had been deflated.
Interestingly, they proceeded to the police station where they made a report of malicious damage to property, citing that their vehicle had been damaged oblivious that Nhunzvi had already made a report against them.
That is when they were arrested. The State alleged that the parties met at an intersection in the Longcheng Plaza complex and their vehicles almost collided.
Gutu, who was behind the wheel, got out of the vehicle and charged towards Nhunzvi who had three passengers on board before confronting and accusing him of reckless driving.
As Gutu was shouting, Nhunzvi closed his car windows and this irritated Gutu who then smashed the windscreen using an unknown object.
Mwanjali joined in the melee and took a knife out, before stabbing Nhunzvi twice in the stomach. Nhunzvi’s friend, Lionel Muchena, who tried to stop Mwanjali from stabbing Nhunzvi, was also caught in the crossfire and sustained a cut on his hand.State Media

Zanu-PF youth activist, Mr Acie Lumumba, has been fired as chairman of a Steering Committee on the Zimbabwe Youth Empowerment Strategy for Investment following allegations of misappropriating funds meant for the Zimbabwe Youth Council (ZYC).
Minister of Youth, Indigenisation and Economic Empowerment Patrick Zhuwao, confirmed firing Mr Lumumba on Tuesday.
He declined to shed light on the allegations leading to Mr Lumumba’s sacking. He said he wanted time to clarify the issues from the accounting officer in his Ministry.
“I have removed Mr Lumumba as the chairman of the Steering Committee for the Zimbabwe Youth Empowerment Investment.
“My decision is based on an apparent conflict of interest between the duties entrusted on him as the chairperson of the Steering Committee and representative of young people on one hand, and his personal interest in a company called Cornerstone Consulting on the other hand,” he said.
Mr Tafadzwa Sengwe immediately replaced Mr Lumumba.
However, sources told the state media yesterday that Mr Lumumba misappropriated money from a local financial institution that was meant for a youth conference. The funds were alleged to have been transferred from a ZYC account to Mr Lumumba’s company Cornerstone Consulting account without the knowledge of the Permanent Secretary in the Ministry. Mr Lumumba reportedly did not acquit the money he received from a local financial institution through the ZYC account, and this was said to have led the Minister to issue a memorandum to the Permanent Secretary instructing him to undertake an internal audit, a source revealed.
However, Mr Lumumba yesterday said he sourced the money with the full mandate given him by Minister Zhuwao. “The conference was organised by myself in partnership with the Ministry and the financial institution and 75 different youth associations, each association represented by one person. As far as funding of the conference is concerned, the Minister and the Ministry are well appraised on how I sourced the money in full mandate given to me by the Minister (Zhuwao).
“So, any suggestion of misappropriation of funds I am sure can and will be dealt with by the Ministry.
“I have had long conversations with the Minister about the apparent conflict, and as far as I am concerned, the conflict has nothing to do with abuse of funds but it has everything to do with me not agreeing with the Minister’s way of doing things,” he said.
Meanwhile, Minister Zhuwao appointed two students, Netsai Nhemachena, a law student with the University of Zimbabwe and Tanaka Sanyamahwe, an economics student from Midlands State University as student representatives to the committee.
“I have also appointed the Child President, His Excellency Samuel Nyirenda and the two Child Vice Presidents, Tatenda Maramba and Otis Mashayanyika.
“Also appointed to the Steering Committee are two winners of Total Zimbabwe’s Africa State Upper initiative, Tawanda Chikosi and Mercy Manyuchi,” he said.
The current Steering Committee now comprises members drawn from the country’s 10 provinces.State Media

Bomb Explosion at War Vets Meeting

EXPLOSionAn explosion, believed to have been the result of a small bomb that went off in the basement of Harare Club Chambers — a popular meeting place in the capital for former liberation struggle fighters — has sent alarm bells ringing regarding those who were behind it and their motive.
Although there were no reports of casualties after the explosion went off in the wee hours of yesterday, causing minor damage to property, it raised eyebrows as it came amid Zanu PF’s worsening factional and succession wars, which have lately sucked in former freedom fighters.
A concerned Zimbabwe National Liberation War Veterans Association (ZNLWVA) spokesperson, Douglas Mahiya, warned in an interview with the Daily News later that authorities should not take the explosion lightly, particularly given the tensions characterising the governing party.
“From afar, you can see that this (explosion) is a threat to comrades, who park their cars in the basement. So this should not be taken lightly at all,” Mahiya said.
Police confirmed that they were investigating the explosion at Harare Club Chambers, which is situated in the city centre, on the edge of Africa Unity Square that is often used by democracy activists to carry out their programmes and protests.
When the Daily News arrived at the scene mid-morning yesterday, a team of forensic experts was busy at work, sifting through the rubble — with people being advised to stay clear of the building.
Club Chambers has of late become a popular rendezvous for war veterans, with the ex-combatants now tending to hold most of their press conferences at the venue.
Earlier this month, disgruntled war veterans loyal to embattled Vice President Emmerson Mnangangwa wrote a strongly-worded letter to President Robert Mugabe — after meeting at the venue — challenging the nonagenarian on the continued purging of Zanu PF officials perceived to be close to the beleaguered VP.
As a sign of the extent of infighting among war veterans, disaffected former liberation struggle fighters, many of whom have been pivotal in keeping Mugabe and Zanu PF in power for the past 36 years, said last week that it was time the nonagenarian left office — in an unprecedented move that is set to shake Zanu PF down to its foundation.
Addressing journalists in Harare, the disgruntled ex-combatants — many of whom are signatories to the famous 1976 Mgagao declaration that catapulted Mugabe to the helm of Zanu — said they were withdrawing their support both to that epoch-making document, as well as to Mugabe.
The spokesman for these war veterans, Bernard Manyadza, whose war-time nom de guerre was Parker Chipoyera, said ex-combatants — the majority of whom are wallowing in abject poverty — had had enough of Mugabe’s “misrule”.
The tough-talking Manyadza, who was the head of instructors at the famous Mgagao Camp, also said the time had come for war veterans and fellow Zimbabweans to “rewrite history”.
In addition to vowing to do everything in their power to make Mugabe leave office, the disgruntled war vets also ominously threw their weight behind former Vice President Joice Mujuru, who is now leader of new political outfit, Zimbabwe People First (ZPF).
“At this juncture, it is particularly important for the people of Zimbabwe to know how …Mugabe first attained the reins of power as president of Zanu.
“It is us the war veterans who put Mugabe into power. In 1976 officers at Mgagao Training Camp in Tanzania, after consulting with others in Zambia and Mozambique, wrote a document denouncing the then president (of the party) Ndabaningi Sithole.
“The document, known as the Mgagao document, accused Sithole of abandoning the struggle to pursue his personal issues.
“After considering many factors, the war veterans agreed to endorse … Mugabe to succeed Sithole. In light of this, it is abundantly clear that … Mugabe was not elected, but selected to lead Zimbabwe’s armed struggle,” Manyadza said.
“We the war veterans who agreed to the authorship of the Mgagao document and appended our signatures to it now withdraw the mandate we gave to …Mugabe to be leader,” he added.
Manyadza said “real war veterans” remained marginalised while “opportunists” who currently occupied senior positions in government were “cowards” during the war of liberation.
Describing Mugabe’s meeting with a faction of war veterans a fortnight ago as a non-event, Manyadza — who was flanked by other “real” ex-combatants — said the Harare get-together had been “a missed opportunity” to put the 92-year-old leader under pressure.
“The illegitimate attendees are Zanu PF sycophants and bootlickers who can best be described as charlatans and opportunists.
“It was clear to everyone that most attendees were past the age of liberation fighters, but some old villagers who were paid to attend and ululate and sing praises to Mugabe,” he thundered.
“Mugabe is a habitual rigger who has rigged his own indaba,” Manyadza said, adding that the late struggle icon, Herbert Chitepo will be turning in his grave at the sight of how the party that he led effectively had now turned rogue.
“Chitepo insisted that there never was and never will be a living hero. He refused anyone to say ‘pamberi naChitepo or nani zvake (forward with Chitepo or any other person)’. He remained firm on this principle as he knew that all humans were fallible.
“Chairman Chitepo argued that if you say ‘pamberi neni, ko mangwana ndikatadza wozoti kudiyi (Chitepo discouraged hero-worshipping of individuals),” Manyadza added.
He also said that it was unfortunate that everyone who had challenged Mugabe within Zanu PF thus far had been purged from the former liberation movement.
“…even our service chiefs who have demonstrated absolute loyalty to the nation and their commander-in-chief have had their loyalty and allegiance questioned, firstly by the First Lady, and later by their commander-in-chief. This has set a very bad precedence.
“Again … the manner in which . . . Mujuru was removed from holding government and party positions at the instigation of Mugabe’s wife who had no political position at the time cannot be accepted or tolerated.
“Mugabe as the sole centre of power unilaterally makes ruinous decisions that have sadly brought life in the once prosperous nation to a standstill,” Manyadza added.
While the country’s opposition has routinely called for Mugabe to either resign or retire, there are now also growing calls for him to step down from within Zanu PF ranks.
Only last week, respected party elder Cephas Msipa said keeping Mugabe in power was tantamount to “punishing” the increasingly frail nonagenarian, further urging the long-ruling leader to retire immediately.
Speaking in an exclusive interview with the Daily News, he said Mugabe’s 56 years in politics were long enough for a “normal human being to hang the boots”.

Local Government Minister Saviour Kasukuwere has suspended Harare Mayor Ben Manyenyeni over the new Town Clerk battle.
Manyenyeni confirmed the development this afternoon, saying he had been suspended by Kasukuwere for alleged disobedience and insurbodination.
“Just to let you know that I have received a letter from the minister that I am suspended both as councilor and mayor with immediate effect,” Manyenyeni said.
MDC leader, Morgan Tsvangirai said today his party was taking Kasukuwere to court over his interference in the running of Harare.

Tsvangirai Slaps Kasukuwere

MDC-T leader Morgan Tsvangirai is slapping Local government minister Saviour Kasukuwere approaching the courts seeking for an interdiction against the dissolving of Harare City Council and replacing it with a commission.
Kasukuwere on Tuesday threatened to dissolve the MDC-T dominated Harare city council over the appointment of a new town clerk James Mushore.
Harare city council last month appointed Mushore as the capital city’s chief administrator after a rigorous selection process, but Kasukuwere reversed the appointment.
Harare mayor Bernard Manyenyeni went ahead to offer Mushore a contract and the banker has since been reporting for duty, in defiance of Kasuwere’s order.

“In view of the Minister’s threats to the Council in Harare, the MDC is mounting an urgent application to the High Court for an interdict to stop the Minister’s action and protect the elected Council from his predatory actions,”said Tsvangirai.
The MDC-T leader said that they are happy that previous attempts by Kasukuwere to frustrate his councillors were dismissed by the courts.
“We acknowledge that the judiciary has been consistent on the issue of non-interference by the Minister in the affairs of elected councils”.
Last year Kasukuwere suspended the entire Gweru council and his decision was shot down by the courts.
The local government minister however stuck to his guns and defied court order.
“The MDC is sick and tired of Zanu PF leaders who consistently brush the new Constitution aside as “just a piece of paper” and continue to act as if the country did not have a new dispensation.
“The basis of all progress and stability is founded on the rule of law, the independence of the Judiciary and adherence to the precepts of the Constitution. No State can operate effectively without adherence to such principles and rebuilding confidence in Zimbabwe is critically dependent on this issue,” he said.

Mugabe Jets into US with Oppah

President Mugabe who was flanked by a hoard of security agents, says he travelled to the US to attend a climate change mitigation and the Sustainable Development Goals function at the UN headquarters.

Mugabe was met at the JFK International Airport by the man who could have easily acted on his behalf at the meeting, Ambassador to the United Nations Fredrick Shava, Minister Counsellor Vusumuzi Ntonga, Air Commodore Simon Nyowani and several other embassy staff.
Mugabe is set to officiate a speech while co-chairing the debate together with UN General Assembly president Mr Mogens Lykketoft.
He will then address a plenary on the theme, ‘Action at all Levels: National Implementation’.
Tomorrow Mugabe will join other leaders for the Signature Ceremony of the Paris Agreement, which will be presided over by France in its capacity as COP21 host where the agreement was struck and adopted last year.
The Paris Agreement was adopted by all 196 Parties to the United Nations Framework Convention on Climate Change at COP21 in Paris on December 12, 2015.

US Donates Another $20 million Towards Starving Zimbabweans

In response to growing food insecurity in Zimbabwe, the United States Agency for International Development (USAID) on Wednesday gave an additional $20 million to Zimbabwe.
The funding which has been channelled through the United Nations World Food Program (WFP) brings the total U.S. funding for drought relief since June 2015 to $55 million.
In a statement, USAID -Zimbabwe Mission Director Stephanie Funk, said they will continue assisting Zimbabwe until the end of the drought season.
“The United States is committed to supporting the people of Zimbabwe during these difficult times,” he said.
“We are committed to working with WFP to meet the immediate food needs of vulnerable Zimbabweans, reduce suffering, and ensure families cope with the negative effects of the drought”.
The extended donation is going to support WFP’s Lean Season Assistance program, which provides monthly targeted food rations or cash transfers for food insecure people in the hardest hit districts of Zimbabwe.
WFP’s Lean Season Assistance usually operates from October through March, during the time between harvests when food can be scarce.
The WFP Country Director, Eddie Rowe said, “The generous additional $20 million contribution from USAID will allow WFP to continue food assistance for 450,000 people in 12 districts over the next six months”.
“The UN is grateful to the United States for answering our call for additional funding to scale up life-saving activities to reach the growing number of food insecure individuals,” said UN Resident Coordinator and UNDP Resident Representative Bishow Parajuli.  “These funds will help increase our relief efforts to reach those most affected by the drought and other vulnerable groups.”
 

Makandiwa, Magaya Prophecy to “Boost Zimbabwe’s Cash, Economy” in 2016


Prophetic Healing and Deliverance ministries leader, Walter Magaya and his United Families International Church counterpart, Emmanuel Makandiwa say Zimbabwe will in the year 2016 have neither depression nor sorrow.
The two controversial preachers further claim the year 2016 is one of economic boom.
Magaya and Makandiwa made these predictions in their New Year crossover events four months ago on January 31st, saying the change in Zimbabwe’s fortunes will see an “overflow and abundance” and “a great harvest”.
The two preachers, who command large followings at their separate church gatherings, told their followers that, “God has something special for his people in 2016.”
“God said to me, 2016 is the year of overflow and abundance,” Magaya told multitudes of his followers gathered at his Waterfalls Church in Harare, prompting them to break into song and dance.
In Chitungwiza, it was almost a similar message from Makandiwa as he declared 2016 a year of “great harvest.”
“This is a year of great harvest as there will be no depression and sorrows,” Makandiwa said.
“I know you have suffered enough individually and as a country.
“You have sacrificed a lot and the Lord has told me that 2016 is a year of great harvest.
“Whatever you do, great harvest, in your marriages, great harvest in your finances, great harvest and all you wish for it shall come your way.
“The devil has no chance this year in your life. You shall reap in multitudes. Those who don’t know shall ask why; tell them it is a year of great harvest.”
Magaya said before he made the declaration about 2016, he had spent the greater part of December interceding and seeking God’s plans. He travelled to Nigeria for confirmation of his prophecy from his spiritual father, TB Joshua.
“I am not looking at your situation, you are listening to the declaration, God said to me, overflow into your country, overflow in your life, overflow in your marriage, overflow in your finances,” he said as the church burst into song and dance.
“This year, ask your neighbour; how big is your garage? How big is your house? How big is your wardrobe? Because it is a year of overflow,” he shouted.
“I went to ask my spiritual father and he confirmed this. Yes, I know we are going through tough times as a country, but this year, it is a year of overflow.
“I asked him [TB Joshua], my father, this is what the Lord is telling me, but look at our situation as a country, as Africa, is this true? He said it is true.”
The crossover services at both churches were attended by thousands of people drawn from across the country and beyond, including government ministers, legislators and diplomats accredited to Zimbabwe, among others.
At PHD ministries, congregates were treated to song and dance by Matthias Mhere, Blessing Shumba and others.
As the new year approached, Magaya took to the stage, ordering that all lights be switched off and everyone use an “anointed” candle to “light their lives into 2016”.
The candle light ceremony saw the entire arena being covered with little lights from thousands of candles as the electricity-powered lights were switched off for 15 minutes. –

I would like to ask Mr Patson Dzamara to explain to us how he managed to walk through the impenetrable CIO firewall at the national sports stadium, in front of all those armed soldiers, and why for a whole 2 minutes uninterrupted time, purposefully cast the cardboard inscription in front of his camera he had left at the terraces and not towards President Mugabe who must get the message “Bring Itai Back” ? Why?- this is really intriguing. It is also clear from photos that he was asked out of the place by a clerk in the Ministry of Information not a cop and not a CIO or a soldier. Yes we are told of stories that he was later beaten up; they claimed at first it was severe assault, but later changed saying that he was now ok. Furthermore the documented medical evidence is still missing. After coming from Harare Central, he then writes a newspaper article he signs as “Dr” Patson Dzamara – we now know that he purchased that paper with hard money.

Poorly Fed Mugabe Officers Collapse During Independence Speech Terrence Mawawa, Masvingo| There was commotion here on Independence day when a cop and a soldier fainted during Masvingo State Minister Shuvai Ben Mahofa’s speech delivery at Mucheke Stadium.
Despite frantic efforts by both the army and the police to conceal the matter, members of the public were all but stunned by the incident.
ZimEye.com was informed of how members the uniformed force spent hours standing while they had not eaten anything resulting in the embarrassing incident.
The scenery happened around 2pm when the two officers suddenly collapsed one after the other as Mahofa proceeded with her marathon speech.
It has been reported the food supplies at army barracks and police camps have been drastically reduced while the duties for both forces are expected to carry out remain the unchanged.
Although Masvingo Province acting police spokesperson Assistant Inspector Kudakwashe Dhewa was not readily available to comment on the matter, residents of Mucheke suburb who went to the stadium said they witnessed the incident before their eyes.
“We were surprised by what happened. For the first time in my life, I saw two officers falling down. It is unheard of, yet very embarrassing, “said a resident of the R section of Mucheke suburb.
Efforts to obtain a comment from the army did not materialise as a junior officer quickly warned: “You will be in trouble with such issues my friend. Such things are highly sensitive.”

Tsvangirai Mayor Exonerates Mugabe

Terrence Mawawa, Masvingo| MDC-T Mayor for the City of Masvingo, Councillor Hubert Fidze, stunned all and sundry when he vindicated President Robert Mugabe after local residents exerted pressure on him to confront the nonagenarian over unpaid government bills.
Fidze shocked residents and stakeholders at a recent meeting in Masvingo when he defended Mugabe saying the government was not to blame for their failure to service the huge debt.
Residents of the ancient city demanded that Fidze and his delegation of councillors should confront Mugabe over the unpaid government bills said to be pegged at a shocking $12 million dollars.
In latest figures seen by ZimEye.com, the Zimbabwe National army owes the city council $8 million in unpaid water bills while the Zimbabwe Republic Police and the Zimbabwe Prisons and Correctional Services owe the city council $2,5 and $2 million respectively.
The city council has stepped up efforts to disconnect water supplies for residents with unpaid bills yet the local authority is scared of confronting the respective government departments. After being besieged by local Residents, Fidze said there was need to understand the government had no money to pay the bills.
“Why do you put pressure on us ?You must understand that President Mugabe’s government has no money at the moment. Some of your demands are far fetched.You have to keep on paying your bills. If you stop paying council will collapse. Why do you have to focus on what others are doing? Let us be realistic,” said Fidze.
Fidze uttered the controversial remarks after angry residents urged him to confront Mugabe in order to retrieve millions of dollars owed to the local authority by the government.
The irate residents said the council should immediately inform Mugabe about the unpaid bills adding the government contributed to the poor service delivery by the city council.
It is understood Fidze is in trouble with his bosses in the MDC-T after he allegedly sanctioned council’s donation towards Mugabe’s birthday bash in February. Party hardliners perceive he is sympathetic to Mugabe.

ZRP Cop in Hot Soup for $30 Bribe

A TRAFFIC cop appeared in court yesterday for soliciting a $30 bribe from commuter omnibus operators plying the Chiremba Road route.
Rangarirai Chigome (42) allegedly demanded $30 from each commuter omnibus driver to allow them a seven-day unintterupted passage. He is charged with criminal abuse of office as a public officer.
Chigome was granted $100 bail and remanded to May 9. He was warned against interferring with witnesses.
The State withdrew charges against five other traffic cops who were facing similar allegations. These are John Shereni, Walter Makahamadze, Wonder Zvirevo, Conec Tembo and Ezekiel Nyungu.
Prosecuting, Ms Dora Moyo alleged that on April 14 at around 8pm Police Internal Investigations received a tip-off that Highway Patrol cops deployed along Chiremba Road were demanding bribes from commuter omnibuses.
It was alleged the officers demanded $30 from commuter omnibus operators to allow them uninterrupted passage for seven days. Those who did not comply with the bribe would be arrested for various traffic offences, the court heard.
A trap was set the following day at around 2pm. It is alleged that Chigome was approached by Emmanuel Mapiye and Inspector Wilson Chiwanda posing as commuter omnibus drivers.
Mapiye allegedly negotiated $30 for free passage of his commuter omnibus for a week.
Chigome agreed and was given $30 trap money by Mapiye.
It is alleged that Chigome endorsed the registration number of Mapiye’s commuter omnibus ABZ 6331 at the back of the Z69(j) book before releasing him.
Chigome was immediately arrested.

Xenophobia Hits Zambia: Zimbabweans Flee

Foreign nationals, among them Zimbabweans, were forced to seek refuge at police stations in parts of the Zambian capital Lusaka following what was seen as an outbreak of afrophobic attacks on foreigners.
The attacks were sparked by reports that foreigners had been arrested in connection with alleged ritual killings.
This sparked riots which saw locals going on a looting spree of mostly foreign-owned shops and attacking foreigners especially Rwandan nationals.
Zimbabwean nationals resident in Lusaka sent distress calls to relatives back home saying they had sought refuge at various police posts in western parts of Lusaka.
The most affected areas include George, Lilanda, Chunga and Zingalume in the west while in the north, parts of Matero, Chaisa, Kabanana, Mandevu and Chipata compound were affected.
“Vehama Zambia yaoma, maforeigners takahwanda izvozvi. Yakaitika kuSouth Africa yaveko kuno varikurova pamwe nokuuraya (The situation in Zambia is now bad. The same scenario that took place in South Africa is now happening here),” said someone from Kabanana.
Foreigners reported random assaults. The Zambian Home Affairs Minister Mr Davis Mwila issued a statement yesterday giving assurances that police would handle the situation.
“Today has been a very sad day for our country. It is a day on which some criminal elements in Lusaka with criminal intent took advantage of the pain and grief we have all felt over the suspected ritual killings that have rocked the city of Lusaka since March 16, 2016,” he said.
Mr Mwila said the situation had been hijacked by criminal elements who took advantage and looted foreign-owned businesses. The riots are said to have been sparked by false reports of the release of a suspected ritual murderer.
However, the minister said the man had been arrested for conduct likely to disturb peace contrary to reports that he was facing allegations of murder.
At least 62 shops had been looted by yesterday while 256 suspects were arrested for looting. Looters targeted food stuffs such as mealie meal, sugar, bread, cooking oil and other essential commodities.
The United Nations High Commission for Refugees (UNHCR) Country Representative Ms Laura Lo Castro, expressed concern at the attack on foreigners and refugees.
“We would like to urge Zambians to continue maintaining the unblemished high reputation, respected by the international community, of being hospitable to foreigners, including refugees,” she said in a statement.
She commended Zambia’s response in a bid to contain the violence and encouraged continued efforts in restoring stability in the affected areas.
She, however, noted that many refugees had been calling on the UNHCR to express their fears and share information about loss of property.
“It is very concerning and sad to hear these news of violence against brothers and sisters of nearby countries. While we appreciate the efforts made so far, UNHCR is calling on the government to continue to do all it can to prevent any future incidents,’’ Ms Castro said.

In another taxpayer funded unnecessary trip that his US based ambassadors (three of them) could have easily stood in for him, Mugabe announced his trip is so that he can make an appearance for a ceremony of the Paris Agreement on Climate Change.
The Paris Agreement, in which all 196 United Nations Framework Convention on Climate Change member states agreed to work to limit global temperature rise to below two degrees Celsius, was adopted at the COP21 indaba in Paris on December 12 last year.
To keep the global spotlight on climate change mitigation in the wake of COP21, United Nations secretary-general Ban Ki-moon invited representatives of all member states to sign the Paris Agreement at a special ceremony scheduled for Friday at the United Nations Headquarters.
Climatologists contend implementation of the Paris Agreement is essential for the achievement of Sustainable Development Goals, and provides a roadmap for climate change mitigation through reduced carbon emissions.
The UNFCCC is an international environmental treaty negotiated at the Rio Earth Summit in Brazil in June 1992 with the aim of stabilising greenhouse gas concentrations in the atmosphere at a level that does not pose a danger to life on earth.
Greenhouse gases, namely water vapour, carbon dioxide, methane, nitrous oxide and ozone, absorb and retain heat in the atmosphere that at higher concentrations are harmful to the viability of life on earth.
Though ground-breaking, the UNFCCC treaty did not set binding limits on greenhouse gas emissions for individual countries and contains no enforcement mechanisms, an anomaly that the Paris Agreement seeks to rectify through the adoption of a cocktail of legally binding and non-binding provisions on climate change mitigation to succeed the largely unsuccessful Kyoto Protocol.
Developing countries like Zimbabwe that have agro-based economies depend on rain-fed agriculture and have a majority of their population, over 70 percent, living in rural and farming areas, keenly feel the impact of climate change.
And the El Nino-induced drought that has led to massive crop failure countrywide testifies to the vulnerability of the developing world to the vagaries of climate change.
Mugabe has since declared the 2015 /6 season a state of disaster and Government is mobilising food relief for vulnerable communities countrywide.
Zimbabweans experienced, first hand, the effects of global warming during last year’s heatwave that broke decades-old temperature records throughout the country and that saw some road surfaces melting and livestock dying due to heat stress.
Climate change has also manifested in reduced water inflows from northern Zambia, which feeds the mighty Zambezi River, a development that has reduced the hydro-power station’s generation capacity.
As such Zimbabwe and other developing countries are keen on successful climate change mitigation, particularly as experts contend that global warming is impacting on sub-Saharan Africa more than any other region because of its over-dependence on rain-fed agriculture.
Zimbabwe and other developing countries, insist that the industrialised north is not taking a fair share of the burden of climate change given their contribution to the phenomenon and should thus lead by example by cutting emissions and also providing financial support to poorer nations as stated in the Climate Change Convention.
Experts warn that global warming is already halfway to the two degree mark, a possible tipping point that may lead to the melting of glaciers, rising sea and ocean levels, disappearance of some islands and archipelagos, increasing droughts, among other ills.

Lizzy Nyamhotsi – the Zim nurse who supports her family in remote Australian mining town


Lizzy has a dream. And that dream is to give both herself and her family a better life.
Leaving her home of Zimbabwe in 2007 to move to Australia for employment opportunities, she came to the Queensland town of Middlemount with her husband and three children. She successfully found a job in the mining industry as an occupational health nurse, and with her kids happily settled in the local school, she’s happy she’s in a position where she can provide for her family both in Australia and Zimbabwe.
“I send money home to Zimbabwe to just basically help my family – so my immediate family and my extended family,” Lizzy says.

She regularly sends funds to pay for essentials such as food, school fees and household items. But in times of an emergency, she’s been fortunate enough to make money transfers that can be received by her family in a matter of minutes.
“My grandmother was not feeling well, she was in a critical condition at the hospital and they needed some money for her to get treated – so I had to send money immediately,” she explains.
But being able to provide for her family isn’t just something she wants to do in the short-term. She can also support them in the long-term, such as paying for her brother’s school fees. Thanks to her, he’s now in South Africa working as a teacher.
However, her options of sending money were limited. With previous services being extortionately expensive and inaccessible in certain regions of Zimbabwe, she needed a resource that she could truly rely on.
“I used all sorts of things to send money back home,” Lizzy explains. “I’ve tried using just my normal bank account which always didn’t work, somehow the money just used to come back to our account.
“It didn’t work for everyone because not everyone has access to banks where I come from. I’ve also used a traditional money transfer service but their charges – just ridiculous, they are too much”
While she experienced problems first hand in sending money, she was also fully aware of the difficulties her family had in receiving the funds.
“Where I come from it’s really rural, with no electricity, no water supply, no nothing – and there are no big shops there. There’s no money transfer agents there so if you send the money, they’ll have to travel to a big town to get the money,” she adds.
But then a close friend of hers introduced her to WorldRemit, and since then has made this her sole source of sending funds.
“She basically just said ‘you need to use this new service of sending money to Zimbabwe’, and I tried it and I liked it because I didn’t have to go outside my house to do it,” Lizzy says. “I just did it on the computer and it was easy, it was fast and they got their money within minutes.”
Another aspect Lizzy finds helpful is the ability to use not just her computer, but her mobile device too.
“I would use my iPad or my mobile phone just because I don’t always have my computer with me sometimes. I’ll be at work and wanting to send money, so I’ll always have my mobile and it’s easy to use,” she adds.
While she may be many miles away in Australia, using WorldRemit has helped her maintain a closer connection than ever with Zimbabwe.

LATEST: Caps United Murder Attempt, Mwanjali Slapped Behind Bars

Below is the latest update on the murder attempt charge case of the Caps United duo of Method Mwanjali and Archford Gutu, which today saw Mwanjali further detained.
The two appeared before Harare magistrate, Mr Tendai Mahwe with the former facing an attempted murder charge after he allegedly attacked a man found “holed up” with his girlfriend.
His colleague, Gutu, was charged with malicious damage to property.
Tonderai Nhunzvi, the man who was allegedly stabbed twice by Mwanjali is battling for his life at a local hospital. The investigating officer has not yet recorded Nhunzvi’s statement as he has been unable to talk due to his medical condition.
Mwanjali was today remanded in custody to tomorrow while Gutu was granted $100 bail.

Queen Elizabeth Congratulates Zimbabwe

queenBritain’s Queen Elizabeth yesterday wished Zimbabwe a happy independence and wished her former colony best wishes in the coming year.
The 90-year-old British monarch sent the message to the people of Zimbabwe from Buckingham Palace yesterday, the day the southern African country gained its independence from British colonial rule 36 years ago.
The Queen, who has entered the record books as Britain’s longest-reigning monarch after surpassing the reign of her great-great grandmother, Queen Victoria, did not acknowledge Zimbabwe president, Robert Mugabe, in her statement, in an uncharacteristic move by a head of State wishing well for another country.
“It gives me great pleasure to send the people of Zimbabwe my congratulations on the celebration of your National Day, together with my best wishes for the coming year,” Queen Elizabeth II said in a terse statement.
Mugabe, 92, who has ruled Zimbabwe since 1980, likes the British Queen who has been on the throne for 63 years, but not so much the politicians at 10 Downing Street.
In 2009, Mugabe, Africa’s oldest president, was stripped of a knighthood conferred on him by Queen Elizabeth II in 1994.
The Zimbabwean leader accuses the former colonial power of interfering in his country’s domestic affairs.
The Queen’s message is significant as relations between the two countries have entered a new phase, with Britain and the European Union suspending most sanctions first imposed on Zimbabwe in 2002, in protest against human rights abuses, electoral theft, and violations of democracy under Mugabe’s rule.
In broadcast to a packed and carefully orchestrated ceremony in a football stadium in the capital, Harare, to mark 36 years of independence, Mugabe said he will not brook any interference in his country’s domestic affairs.
“We should always remember that our independence did not come on a silver platter,” Mugabe thundered yesterday.
Many people arrived in buses hired by government to ferry residents of poor suburbs to the festivities, while others walked to the Chinese-built stadium in a nation that remains all but bankrupt and isolated internationally, and life for most Zimbabweans remains paralysed.

Zimbabwe’s main labour federation has approached the International Labour Organisation (ILO) to intervene in the pay dispute between the National Railways of Zimbabwe (NRZ) and its 6,000 workers who are on strike over non-payment of salaries for over 15 months.
This came as an investigation revealed a high-level mass-looting scandal before the salary slug began, as bosses acquired top of the range vehicles worth more than US$1 million – looting the company’s resources in order for the management team to walk away with as many goods as possible, five years ago.
The Zimbabwe Congress of Trade Unions (ZCTU) wants the ILO to mediate in talks with government, the 100 percent shareholder in the troubled rail monopoly, to pay the salaries.
NRZ workers, who went on strike on March 29, say NRZ owes a total $87,5 million in unpaid salaries from January 2015 to March this year. Workers have rejected an offer by NRZ to pay part of their salaries for January this year, prompting the company to approach government to declare the action illegal.
In a letter to the ILO last week, ZCTU told the United Nations agency that the crisis at NRZ was caused by “misplaced priorities (and) both government and management incompetence to turn around the parastatal.”
“The dispute is of nonpayment of wages for the period January 2015 to March 2016, a period of 15 months. The company owes about $87,5 million in salary arrears. On 29 March 2016 the workers engaged on a strike to force the employer to pay their salaries which are overdue,” said ZCTU secretary-general Japhet Moyo in the letter.
“This failure to pay salaries has also affected the trade unions in terms of subscriptions not remitted to the unions. The unions are now incapacitated to conduct their activities. Following the strike, management have invoked the law by approaching the Minister of Public Service, Labour and Social Welfare to issue a show cause order whose effect is to terminate a legitimate strike and may have consequences of dismissing employees who have a legitimate cause.”
He requested the ILO to approach government and demand full payment of salaries to NRZ workers.
He said the ILO must also demand that workers do not become victimised for undertaking the industrial action.
“The government must not invoke its law to deal with the striking workers, which law is inconsistent with the Constitution of Zimbabwe and principles of freedom of association and protection of the rights to organise, to which it is a party. The government must also ensure trade union subscriptions are remitted to allow these organisations to function properly,” Moyo said.

March inflation at -2.31pct

Zimbabwe’s consumer prices fell by 2,31 percent on an annualised basis in March, compared to a 2.22 percent decline in February, the Zimbabwe National Statistics Agency (Zimstat) said last Friday.
On a monthly basis, prices fell 0.12 percent compared with a 0.10 percent decline in the previous month, Zimstat said. -The Source

Mugabe Choreographs Hunger-Mangoma

Renewal Democrats of Zimbabwe President, Elton Mangoma says the hunger and economic turbulence which the country is experiencing, were choreographed by Zanu PF through the chaotic land reform the Mugabe administration embarked on in 2000.
The former MDC-T deputy treasurer said for the situation to be corrected and for the country to once again become the bread basket of the region, Zimbabwe needs a $200 million National Food security fund.
“This national food security can be achieved through a budget of $200 million and 10% of the land (200 000 hectares) …being put under maize production. Suitable land will be selected and matched with suitable skills to achieve a minimum yield of eight (8) tonnes per hectare. This $200 million will be disbursed as loans through banks,” Mangoma told reporters in Harare Tuesday.
The RDZ leader who publicly said that he was not against the land reform programme, challenged government to compensate former white commercial farmers.
“This will allow us as a country to get assistance from development partners because we would have closed the land dispute amicably,” Mangoma said
“It is unfortunate that Zanu PF wants to see people suffering and it has achieved its goal of impoverishing everyone through this exercise which was haphazardly conducted and remains on the international agenda”.
Mangoma said Zanu PF should stop politicising the land reform.
The country since 2000 when it evicted former white commercial farmers, has been failing to feed its people.
Zimbabwe which was once the bread basket of the regions, is now a basket case which now relies on food hand outs from the same nations it used to feed.

DZAMARA BEATEN AFTER ONE MAN PROTEST
The brother of missing Itai Dzamara has today been beaten up by security agents over a one-man protest he mounted demanding Itai’s return.
The group Occupy Africa Unity Square explained what happened. “Having entered the stadium, he found a piece of cardboard and wrote a message asking where his brother is. After the President’s speech, he went with it to the VIP tent and stood silently, holding his placard. Dr Jonathan Moyo was the first to spot him and looked nervous and jittery… perhaps the reaction of a man feeling guilty? It took a good two minutes for security to react, an indication of lack of professionalism. After all, if it hadn’t been a peaceful citizen, who knows what could have happened?
The security details dragged Patson off the turf towards the bleachers, and once under them, forced him to kneel on his own feet in an uncomfortable position. They had already started beating him with their fists and one baton stick, ten plain-clothes security agents on one unarmed civilian who was exercising his Constitutional right to demonstrate peacefully. They told him they were in hot soup, in trouble because of him…. when it was their own incompetence, further demonstrated by their lack of discipline. One said, “You want to know where your brother is? Let’s take him to join his brother!”, confirming our suspicion that the State has known where Itai is all along.
They forced his mouth open and poured bottle after bottle of water down his throat, forcing him to remain in position by hitting and kicking him. One who appeared to be a ZANU PF member rather than a ‘professional’ security officer broke a glass bottle, intent on using it. Thankfully, a senior official arrived and stopped him, although the former did kick Patson before recognizing him.
Eventually, he was bundled into a twincab and driven to Harare Central Police Station. Only on the way there did they ask him why he did what he did.
At the police station they continued force-feeding him water at the CIO section. They started interrogating him. Patson told them “Be quiet, and I will explain to you and answer all your questions.” He explained to them his position, that he had exhausted all other avenues and the State had not been forthcoming in the matter of his brother, driving him to this desperate act. Finally a senior member of the Law and Order section came and they spoke, having met before. Patson was told to control himself, because he is causing trouble for them. He was then allowed to make a phone call.
ZLHR member Advocate Mtisi and other comrades attended and made sure Patson received medical attention. Thankfully, he has no fractures or internal bleeding, although his ankle is sprained in addition to the bruising.

Poor Charamba needs God not Zanu-PF

By Jealousy Mawarire | After reading the latest Radar column in the Herald of 16 April 2016, I really felt sorry for its writer, one George Charamba. If there is one thing that George Charamba should know, it is that God, not Zanu-PF or its god President Robert Mugabe, “blesses his people with peace” (Psalm 29:11).
Some of us who have known God and accepted Jesus Christ in our lives have no need to worry, for we know that true happiness is found in the Lord our God. He has blessed us with real peace. The sooner Charamba, whether in his form as Radar or in his Nathaniel Manheru effigy, knows this, the better for his body and soul.
The Bible tells us to “trust in the Lord, not in chariots and horses” (Psalm 20:7) because the Lord God is the source of peace. On the contrary, those that trust in chariots and horses, those that trust in His Excellency, Commander-in-Chief of the Defence Forces and lay their lives for his continued misrule will forever not know any peace for peace is not found through bootlicking mere mortals but through trust in the Lord our God.
They can never walk the streets of Harare without worrying about public reprisals. They cannot spend the money they loot in peace because they know it is stolen. They can always build houses but will never sleep in them peacefully, and others, as the Bible tells us, “shall betroth a wife and another man shall lie with her” (Deuteronomy 28:30).
It is, therefore, preposterous and equally hypocritical, for these troubled people like Radar Charamba, to then look at some of us and think we are not at peace. I liken that behaviour to a situation where a Ngomahuru or Engutsheni inmate thinks his benefactor, the one who would have come to make donations to the institution, is actually more mentally deranged than him.
Is it not ironic that people like us who, under the auspices of Zim PF and under the leadership of Dr Joice Mujuru, are fighting for the freedom of those that are in bondage, like Radar Charamba, can be mistaken for being troubled?
We might not be as rich as the looters of our national coffers like Radar Charamba and his PSMAS partners in crime, but we are certainly managing by the grace of the Lord Jesus Christ who has always been our provider and in whose bosom we find our being and happiness.
Those who are accused of looting national assets, state medical aid societies, are the ones who should be troubled. I suppose that it is really traumatic for the same looters when they fail to repatriate the loot that they stashed in foreign banks back to Zimbabwe because the US anti-money laundering and Organisation of Foreign Assets Control (OFAC) guidelines are making it almost impossible.
I understand that it is very traumatic as well, when one cannot afford to fall ill inside their own country because they know that if they fall sick here, there is no proper medical care because the money that was supposed to fund their medical bill, and the bills of thousands pensioners including war veterans, was looted by none other than them. Consequently they have to fall sick when they go outside the country on national business because, under those circumstances, they can use national resources, contingency budgets that most of those on Mugabe’s foreign entourage often loot.
It is a fact, Radar Charamba, that the ones who have no peace are those that are employed to defend a crumbling regime, to defend and come up with spins for a boss cum god who falls in public and sleeps on duty with astonishing frequency. Those whose job is to pretend that their boss is as fit as a Mallee bull and mentally as sound as a 28 year-old yet he reads stale speeches at the opening of parliament are the real troubled souls among us.
Equally, those employed to convince all and sundry that there are no factions in Zanu-PF when everyone who cares to know is fully aware that Zanu-PF is now a crumbling façade with nothing except yawning emptiness behind it are those that run the risk of mental derangement.
It is a fact that being employed to lie that civil servants are going to get their bonuses when the national coffers are as dry and empty as a Zanu-PF manifesto can make one lose their peace.
The several state media journalists suffering from cognitive dissonance as a result of being forced to write lies when they know the real truth are the ones who are troubled. One only need to ask people like Webster Shamu to understand how traumatic it is for journalists to be forced to write lies about situations they know the truth about, situations that are part of their lived realities.
Those that work in the ministry of Information, Media and Broadcasting Services and suffering from post-traumatic disorders as a result of years of abuse by a departed former state president are the ones that we should pray for.
Such characters, now suffering from post-traumatic disorders as a result of violent vacillations between being a Mr and a Mrs, are the ones that we should really feel pity for. They are the ones that know no peace and should therefore come to God and repent of their sins and then join Zimbabwe People First and fight for their freedom and the emancipation of their children’s children.
However, it is normally the case that victims are never aware of the oppression that has become part of their lives. Even during the war of liberation, some oppressed young blacks became collaborators with the Smith regime (Vatengesi) while others did it under Bishop Abel Muzorewa’s army (Madzakutsaku).
It is now the same with people like Radar Charamba who fights everyone whom he thinks might upset his applecart. Anyone who challenges the corrupt, brutal, oppressive and directionless Zanu-PF government quickly courts the ire of Charamba and he takes the challenge personally, most probably to make up for his past errors of commission when he did not join the liberation struggle and chose to be on the other side when patriots and nationalists of the time chose to leave the country and prosecute the war of liberation under the auspices of Zipra and Zanla.
It is typical Charamba style to metamorphose into one columnist or the other when he seeks to attack his perceived enemies. In 2009 when I, and a group of 3 other journalists approached the courts against a decision to bar us from covering the Comesa summit in Victoria Falls, Charamba, masquerading as a “Special Correspondent” chose to abuse his position at the Ministry of Information by writing in the Herald all sorts of lies about me and the other journalists with whom I made the court application. He has continued to do that over the years under different guises ranging from Nathaniel Manheru to Correspondent, sometimes special or just plain correspondent.
Charamba can approach any court of law that he wants over my disclosure that he writes as Radar or any such titles. After all, the coffers at PSMAS have dried up and he surely has to look for alternative sources of money to fund his lavish lifestyle and its attendant debauchery.
He can claim any defamation amount that he can imagine, but in equal measure he should stop abusing Zimbabweans by his cowardice manifesting in ghost columns in the state media. Those that live in glass houses stay away from the habit of throwing stones.
Let me also tell Charamba that if there is anything that I will not apologise for, to him and his ilk, is that I am a Rhodes Scholar because it is not criminal. Why is it that George has a problem with anyone younger than him who would have gone to school? Last time it was Dr Pedzisai Ruhanya and Tonderai Shonhe. Their crime, according to the esoterically erudite Charamba, was that the two were reading for their PhDs. Real PhDs not those that are as fake and useless as the meet-the-people rallies by Grace Mugabe.
It is a fact that Charamba suffers from an illusory superiority whence he thinks because of his proximity to President Mugabe and the security sector he is untouchable. He also thinks because of his unfettered access to the state media which give him space to write columns like Radar and On the Other Side by Nathaniel Manheru, he can abuse people with impunity.
Charamba should know that with advances in the area of technology, we no longer cry and beg for a right of reply in his Herald whenever he attacks us, but can also throw brickbats to him in equal measure through the use of alternative media.
This time we are prepared to take the battle, even to penalty shoot-outs. Pakaipa, pakaipisisa!

Xenophobic Attacks Hit South Africa Again | IN PICTURES


Xenophobic attacks have resurfaced in Dunoon,Cape Town with the looting of Somali owned Tuck shops with residents saying they want all foreigners out of Dunoon tonight, Monday 18th.
The situation was tense at the time of going to press, with sources revealing to ZimEye police are currently patrolling the neighbourhood since Sunday.

Opportunistic criminals joined protesters on Sunday and in the early hours of Monday morning following unrest over housing, ward councillor Lubabalo Makaleni told News24.

Twelve people were arrested for public violence.
Just over a week ago, residents and members of the EFF’s Western Cape branch protested outside the Cape Town civic centre and handed over a list of demands. These included land and housing, Makaleni said.
Residents were angered by a response to their memorandum on Sunday which said there was no land available.
A number of protests have taken place in Dunoon in recent weeks, following an attempted land grab in March.
Residents tried to set up structures on private property belonging to Greenacres farm.
On Sunday, residents took to the streets and broke into foreign-owned shops and containers, “stealing everything from clothing to food”.
“This morning there was still stuff lying in the street,” said Makaleni.
He said the looting was not motivated by xenophobia, but was simply criminal.
“The thieves joined the protesters and took a chance,” he said.
While he condemned the violence, he said the lack of housing remained a burning issue.
“The area is overcrowded. The demand for housing is great here. Over the past four years there has been good development, such as the electrification of informal settlements, access to water and toilets and facilities such as two schools, a clinic and a library that is on its way.
“But we need to resolve this housing crisis quickly in Dunoon. It is a ticking time bomb and something that I prophesied.”
Police spokesperson Constable Noloyiso Rwexana said they remained on the scene to monitor the situation. Those arrested for public violence would appear in court once they had been charged, she said.
A MyCiTi bus terminal was also stoned and Potsdam Road was temporarily closed on Monday morning.

The teenager (pictured) is said to have disappeared in Glen View, Harare.
Writing in to ZimEye.com, the lost girl’s South Africa based brother cried out saying, “please help me to find my sister.”
“She was last seen taking a taxi home from st Matthews Church at Glenview High 1 ,she stays near Highglen. That is where she was going in 10th Circle.
“She is 18 years of age, brown in complexion,tall. She was a wearing a long black dress and a cream Jacket”.

Tsvangirai says “Zimbabwe Is Not A Failed State”


MDC-T leader Morgan Tsvangirai has backed his political enemy, Robert Mugabe, on the nation and government’s current status.
Speaking during a televised interview released at the weekend, Tsvangirai said Zimbabwe is not a failed state.
“I see there is disagreement, divisions and factionalism in ZANU PF.
“But I do not for-see any moment a civil war obtaining,” said Tsvangirai.
He continued, ” A civil war denotes a fact of a failed state. I don’t think that Zimbabwe has reached a failed state,” said Tsvangirai.
His comments in the below video, are set to oppose those of his aides and thousands of party members who have been declaring the very opposite –

AUDIO-Fugitive Zimbabwean Teen still trapped in London Embassy


 

Mystery surrounds how a run-away Zimbabwean teen, who was only in transit in London, ended up in the care of the London Borough of *****n UK for almost 12 months and how the UK managed to claim jurisdiction of the matter. Jurisdiction is the lawful right for the UK to decide where the Zimbabwean boy shall live and with whom. Has the boy been kept in care and in the UK unlawfully? In order for the LB of *****n to lawfully make decisions on behalf of his boy he would either have to be an unaccompanied asylum seeker or to have no habitual residence anywhere outside of the UK.
The teen, when asked how he had landed in care in the UK, stated,
“My mother took me to Zurich airport on 26 April 2015 and I flew to Birmingham airport where my cousin met me. I am not a UK citizen or a UK permanent resident. I just flew in as a tourist.
“My trip had been pre-arranged and I did not arrive alone at the Birmingham airport as my cousin was waiting for me. After spending some days with him in Birmingham, I travelled with him and his friend to London to stay with his sister.

“By that time my mother had joined me in London.
“On 03 May 2015 we had a family conference about me at my cousin’s house as my mom and I had different views regarding where I wanted to go and live since our residency permit for Switzerland had expired. I told my family members at the family conference that I did not want to go to live in Zimbabwe at that time. I preferred to go back instead to the more liberal environment in Switzerland. I absconded on 05 May 2016 in London and my mother reported me as a missing person to the police because she feared that I was going to make my way back to Switzerland alone. On 08 May 2015 my mother tried to retrieve my passport from me to prevent me from absconding and it got torn in the process. She did not actually assault me e.g. kick me. But then I remembered what I had been advised to do in Switzerland i.e. to tell lies about my mother to get my own way; so when my passport got torn I instructed my cousin to phone the police. When the police came I lied to the police and said that my mother had kicked me. My mother spent the day at the police station, she was bailed on condition she had no contact with me for a month. The police picked me up and kept me for 72 hours. Since my mom could not take me back into her care because of the imposed bail condition, the police had no option but to hand me over to social services and that is how I went into care”
According to the mother, she had tried in vain to retrieve her son before the 72 hours had lapsed but she had been told that this was not possible due to the imposed bail conditions. However, when the bail conditions lapsed and the teen’s mother applied for the interim care order to be discharged, her application to discharge the interim care order was refused.
So how exactly did the UK justify taking the tourist teen into their care and keeping him in care? The judgement passed down by Mr Justice Cobb read,
“This reasoned judgment leads to the conclusion that the English Court does have jurisdiction. I have concluded on the evidence that it is not possible to establish NH’s habitual residence; jurisdiction is founded merely upon NH’s physical presence in England. I recognise that I am, in these circumstances, exercising a “jurisdiction of necessity” (as it is so described by Paul Lagarde in his 1997 Explanatory Report to the 1996 Child Protection Convention, see [45]) enabling me to make substantive orders in relation to NH. I readily acknowledge that NH’s connections with England are tenuous and, according to NH’s Guardian, NH enjoys no “affinity” with this country. My conclusion follows, however, a careful review and application of the key provisions of the Hague Convention of 19 October 1996 on Jurisdiction, Applicable Law, Recognition, Enforcement and Co-Operation in Respect of Parental Responsibility and Measures for the Protection of Children (“the 1996 Child Protection Convention”).
It will, I consider, be a relatively rare case where it is impossible to establish a child’s habitual residence; such a conclusion is likely to reflect a material level of rootlessness in a child, which is not common and may indeed be indicative of some interference with the child’s emotional and/or physical welfare and development. It would be wrong for me to strain to find facts to establish a habitual residence simply to achieve an outcome more generally contemplated by the 1996 Convention, particularly where the potential target of the determination is a country which does not itself support that conclusion.
The 1996 Child Protection Convention, like BIIa, is designed to ensure that States which have only tenuous connections with a child do not generally assume jurisdiction to make welfare-based decisions for that child. As indicated above, Article 6(2) will only ever establish a jurisdiction of necessity. But this is such a case.”
In other words, the teen was declared to have no habitual residency because he was a tourist in transit from Switzerland to Zimbabwe via South Africa. At the time his passport got torn, the UK authorities argued that the teen had no habitual residency.
Two issues that have plagued this controversial case seem to be that of Jurisdiction and Threshold. The run-away teen claims that the UK authorities stole Zimbabwe’s Jurisdiction through lies and coercion. His mother claims the UK never had the jurisdiction for keeping her son in care. When asked to elaborate on this, the beleaguered teen narrated,
“I was fully aware for a long time before I flew to Birmingham last April that we had lost our right to live in Switzerland and that my mother was making arrangement for us to move to our permanent home in Zimbabwe. I knew that my mother had established a permanent home for us in Zimbabwe in 2013 and that she had set up 2 businesses there to support us when we made a permanent move to Zimbabwe. In the home my mother had built for us I have my own bedroom. During the 2 years before I came to England last April I split my time between Zimbabwe and Switzerland. Half of my clothes and possessions were in our rented home in Switzerland and the other half of my clothes and possessions were in our permanent home that my mother had built in Zimbabwe. In fact, I had even attended a boarding school for one year in Harare in 2013-2014 and spent part of my school holidays at our home in Zimbabwe. I was therefore not homeless when I came to England to visit my cousin, I had merely gone from having 2 homes to having one permanent home only in Zimbabwe. We had flight tickets with us in London to travel on to South Africa on 8 May 2015 and then Zimbabwe”.
So why then, did he tell the UK social services and courts that he had no home in Zimbabwe? Here is the catch:-
“My social worker, **** ****** and my solicitor, Gordon Reed, told me that I was 15 and that I had the right to be listened to and that they would help me defy my family and get me what I wanted at that time. Initially, I lied that my mom had kicked me so that I could get what I wanted. But after that, my solicitor went and wrote other things that I had not said which made it look like my mom had badly physically assaulted me. Then my solicitor went and submitted a statement in court, without consulting with me, stating that I had said I never had two homes in the past two years. I never ever said that as I have always known that we had two homes since 2013”. The teen went on to say, “My solicitor also told me to lie to Mr Justice Cobb and say that I was gay/bi-sexual when I am not, he said that by saying this it would help me get to Canada instead of being sent home to live with my mother in Zimbabwe. I am not gay, I have never been gay and I have never been bi-sexual. I was told by my solicitor and my Social Worker to lie if I wanted to get my own way; they encouraged me to do this. As well as finding people to follow me around and harass me chanting slurs like “he`s trying to be gay, no, he cannot go to live in Zimbabwe””
The UK clearly has no Jurisdiction, since the teen has stated that (1) He did not arrive alone in the UK and can therefore not be classified as an abandoned child in the UK; (2) He did not seek asylum and (3) he was not habitually homeless as he was due to fly out of the UK on 8 May 2015 to travel to his home.
The teen has stated that his solicitor fabricated stories about him (in a statement to a UK court) having had no dual residency the two years prior to him flying to the UK so that a UK judge could lawfully make decisions concerning this teen because the Judge had jurisdiction. The teen is unlawfully in care. The teen has submitted an extensive statement to the court explaining why he ran away from court on 05 April 2016, how he suffered whilst in the care of the UK authorities and how his solicitor and social worker coerced him and fabricated lies and, the teen did this after his doctor had declared that he had mental capacity. Despite the fact that no UK judge has the lawful right to make any decisions re this teen, due to lack of jurisdiction, the teen is prepared to testify in court, via video link that he has not been coerced to make the statements that he has made and that all he wants is that he and his mom are guaranteed safe passage to Zimbabwe.
So on what basis is the UK still claiming it has the Jurisdiction to make decisions for this teen?

CIO Agent “Steals” 20,000 Litres Of Petrol

CIO-STEALSTerrence Mawawa, Masvingo| Former Zanu PF MP and suspected Central Intelligence Organisation(CIO)operative, Irvine Dzingirai, has been implicated in a fraud case involving 20 000 litres of petrol.
Dzingirai was the MP for Chivi South Constituency from 2008 to 2013 and he is widely suspected to be a member of the dreaded spy organisation-CIO.
Dzingiral last week appeared before Masvingo Magistrate Sibongile Mkandla facing theft charges.
Dzingiral(45), who resides in Rhodene, Masvingo, was jointly charged with Martina Mushangwe.
The two entered into an agreement with Tashoille Trading in which they were to market petroleum products on behalf of the company.
On October 22 2015, Tashoille Trading delivered 26 200 litres of petrol at stand number 101, 130 Mineral Road in Masvingo and the two took 10 872 litres of petrol which they delivered to Rukanda Filling Station in Chivi. The two received payment which they did not remit to the company.
The two also took 1540 litres of petrol which they supplied to Magwizi Filling Station in Mashava. They also supplied 1546 litres to Hama in Chirumanzu and 4087 litres to Ndanga Business Centre on separate days.
After the deliveries, Dzingirai and his accomplice did not remit the cash to the company. As a result the two failed to account for 18045 litres valued at $23 097 and nothing was recovered.
The two will appear in court again on April 28 for a continuation of the trial.

Commander General Constantine Chiwenga, the Zimbabwe Defence Forces boss, has fired a warning believed to be at People First leader Joice Mujuru.
He said he is aware of machinations by what he referred to as Zimbabwe’s enemies, to destablise the country using local elements and that such plots will come to naught.
Chiwenga said the same plots were fomented during the liberation struggle but failed. In an interview on the sidelines of the 36th Independence day celebrations at the National Sports Stadium in Harare yesterday, the ZDF Commander General Constantine Chiwenga said the security forces were on high alert to thwart such machinations.
He described the security forces as the country’s national insurance policy that guaranteed peace and security all the time.
Said Gen Chiwenga: “We’re aware of the ascetic warfare they’re waging on the country — the country’s political system, the country’s economy and the Defence Forces of the country. There’s a real assault on all the establishments of Zimbabwe.”
He said the country was assured of victory. “But if we defeated them in 1979 and got our independence in 1980, what makes them feel that they can launch another war against us and defeat us? We’re aware of them. We’re aware of all the tricks. Even during the liberation struggle, we also had the same problems. We had numerous rebellions that you’re aware of,” Gen Chiwenga said.
“The parties were being split left, right and centre. They tried all the tricks. In the case of us, we had the parties being destroyed — Zapu and Zanu — when Frolizi was formed. It didn’t work. We had the rebellions of the Nhari/Badza. We had the rebellions of Vashandi 1 and Vashandi 2,” he said.
“Every trick which has been used, we’ve been prepared for it and here we are, prepared even more than what they expected.”
Explaining the role of the army in the security of the nations, Gen Chiwenga said: “It’s like yourself — for you to be comfortable you take an insurance policy either for your vehicle or your house or for yourself in the event that you die. We’re the national insurance policy for the country. We guarantee the security of Zimbabwe and Zimbabweans must always go daily about their chores, sleep well, eat well because we’re there as their security guarantors.
“We’re the stockholders of the country. Some are stakeholders. Stakeholders will come and go but stockholders have nowhere to go so we’re the stockholders, we came with it (Zimbabwe).” Gen Chiwenga said all members of the Defence Forces were war veterans.
“Even when we’re gone, there are also war veterans of the Mozambican campaign where we spent 10 years trying to bring peace in Mozambique,” he said. “We’ve the DRC war veterans who fought in the DRC for four years. Every member of the Defence Forces you see is a war veteran in his own (right). If the Chinese have got their Mao Tse Tung, the Russians have their Lenin so we also have our own President Mugabe. His legacy will live forever.”
General Chiwenga said the youths should remain grounded and never be swayed by misguided local and external forces. “The youths are the future leaders but they must be moulded,” he said.
“They must be educated. They must be given the correct ideology. They must understand what Zimbabwe is all about. My message to the youth is that, learn from the past as the past informs your present situation and the present situation informs the future.
“We would want our youths to be disciplined. We would want them to be proud of Zimbabwe, to protect and cherish the history of Zimbabwe. To take Zimbabwe forward and never to be confused by any external influences, internal misguided influences. They must stick to the correct ideology.
“They must have pride of their own country. They only have one Zimbabwe.” Gen Chiwenga said there were programmes in the pipeline such as the National Youths Service to inculcate in youths the values of the country’s history.
Gen Chiwenga said the country’s Look East Policy was bearing positive results as a counter measure to Western sanctions. He said the illegal sanctions were imposed as a warning to other developing countries not to challenge the policies of their colonial masters. “The Look East Policy pronounced by the President has also helped us because it’s not the North or the Western countries that have got what we need.
“The world is now a village and so the East and the South-South cooperation have helped us, coupled with our self-reliance through the establishment of the defence and security forces,” said Gen Chiwenga. (State Media/Additional Reporting)

Tsvangirai Demo Useless-Biti

Tendai Biti’s People’s Democratic Party (PDP) has slammed last week’s MDC-T demonstration held in Harare as a high sounding but useless political statement, which did not improve people’s lives.
Morgan Tsvangirai led his party’s demonstration on Thursday calling for the removal of President Mugabe, despite the fact that his constitutional term is yet to be concluded.
In an interview on Friday after a meeting in Bulawayo chaired by Biti, PDP deputy secretary-general Tongai Matutu said his party was directing its energies towards crafting sound policies instead of making political noise.
He said the MDC-T demonstration was meaningless as it did not provide solutions for struggling Zimbabweans.
“All what has been happening is that we’ve seen ‘mobocracy’ is taking place. The people using the critical masses as a basis upon which they take advantage of political power, but we believe that providing answers to solutions to the country is more critical than to gather 20000 people and subsequently gain nothing from that gathering,” said Mr Matutu.
“If you are going to call for (President) Mugabe to go, will he go after the march or after any other political gathering? Those are the issues if you’re to make any post-mortem of any particular gathering or any event. It should be measured by the results it achieved there- after.”
He said PDP is set to make its political presence felt as it was still working on its structures at ward level.
“We’re here and here for good. We’re not a second class political party. We’re a vanguard party and what we mean by a vanguard party is that we’re going to influence decisions proportionate to our size. We’re going to find solutions to issues that the nation is grappling with,” he said.-State Media

Police officers today arrested abducted activist Itai Dzamara’s brother, Patson.
Patson who staged a protest at the National Sports Stadium over the abduction and enforced disappearance of his brother, was picked up by state agents at the independence celebrations.
He had encroached into the army-guarded area where President Robert Mugabe was officiating celebrations, when he was arrested.
The Zimbabwe Lawyers of Human Rights who confirmed deployed a lawyer to assist. The ZLHR’s Kumbirai Mafunda told ZimEye, Dzamara was at the time of going to press, still in hospital.
“He is now hospitalised” Mafunda said.

He continued, “he was taken from the National Sports stadium into Harare Central police station by CIO operatives and at Central there, he was then released without any charge being preferred against him”.

Mahbub Chowdhury, 46, from Swindon, was found to have a filthy bottle in the kitchen of Yeahya Flavour of Asia, which inspectors concluded was covered in faecal matter.
When questioned, he said he filled the empty milk bottle with water from the kitchen taps before using it to clean his backside after going to the toilet.
Chowdhury prepared meat and fish curries at the takeaway, which was run out of a rented kitchen at the Nine Elms pub.
The chef, who no longer works at the takeaway, pleaded guilty to ten counts of breaching food hygiene regulations at Swindon Magistrates Court.
He was fined more than £5,000 last year for ten similar offences relating to food hygiene.
Rosie Heath, prosecuting, said environmental health officers who visited the business in May last year found ‘very poor standards of hygiene’.
She said: ‘In the kitchen under the double sinks [they] found an empty plastic milk bottle which was extremely dirty and was covered with brown fingerprints.
‘When asked, Mr Chowdhury explained he filled the bottle with water from the kitchen taps and used it to clean his bottom after visiting the toilet.
‘He did not use toilet paper for cultural reasons. Inspectors concluded the brown finger prints was faecal matter.’
Mark Glendenning, defending, said the milk bottle was never examined and the marks could have been spices.
Chowdhury will be sentenced at Swindon Crown Court.

As Zimbabwe marks 36 years of independence from Britain today, former Vice President Joice Mujuru has described President Robert Mugabe’s warring Zanu PF as “a dying regime that shall never again win a national democratic election” because it had “devoured” the dreams of long-suffering citizens.
In a hard-hitting statement yesterday to mark Independence Day, Mujuru let rip at Mugabe and Zanu PF — declaring boldly that come the eagerly-anticipated 2018 national elections, new kid on the political block — her Zimbabwe People First (ZPF) — would form the next government.
“There is now an implosion within the once seemingly invincible and unstoppable Zanu PF machine. The ruthless monster has run out of ideas and is now devouring its own children.
“These are tell-tale signs of a dying regime that shall never again win a national democratic election,” Mujuru — who was hounded out of Zanu PF in late 2014 together with her close party allies on trumped up charges of plotting to oust and assassinate Mugabe — said.
Pointing to the country’s dying economy, the widow of the late liberation struggle icon, General Solomon Mujuru, said it was disheartening that a country that was once described as a “jewel of Africa” was now a derided basket case — infamous for its leaders’ misrule and corruption.
Mujuru also took issue with Zanu PF youths’ planned and factional one-million man march in alleged support of Mugabe, saying this was a complete waste of time as the most pressing issue facing the country was the dying economy, as well as the ruling party’s well-documented misrule and failures.
She said it was a shame that Zanu PF’s youths had been “turned into political killing machines that are used to prop up a regime that has become unpopular and lost touch with reality”.
Echoing what opposition leader and former prime minister in the government of national unity, Morgan Tsvangirai, has repeatedly complained about, Mujuru said Zanu PF subsisted on a “culture of political intolerance and State-sponsored violence”.
Her sentiments came in the wake of reports that several ZPF leaders — almost all of whom are former Zanu PF bigwigs — were being threatened with eviction from their farms as the “vindictive” ruling party sought to punish them for stampeding to Mujuru’s party.
“Any opposition party that mounts a credible challenge . . . to Zanu PF does so at the risk of exposing its members to intimidation and victimisation,”she observed ruefully.
And in yet another pointed jibe at Zanu PF, Mujuru said the ruling party — which has in turn dismissed ZPF as a fly-by-night organisation that will soon disintegrate — had lost its mojo.
“36 years after independence, we celebrate a revolution that has lost its glow and direction,” she said, adding that the dreams and hopes that had driven many young people to join the liberation struggle in the 1970s had been deferred.
She said this as more than three million people face hunger and starvation, as the cash-strapped Zanu PF government struggles to mobilise enough resources to feed the masses.
Mujuru said what was especially galling to many was that Zanu PF had crassly destroyed the once vibrant “agriculture sector”, with many ruling party bigwigs owning several farms — almost all of them lying idle.
“Bad policies and corruption have devastated this important sector. Some bigwigs own huge multiple farms when many of our people remain landless. Most of these farms lie idle or are badly administered.
“Of late, youth leaders talk of repossessing the farms of all those who do not support Zanu PF and use them to reward those who prop up the regime by violent means.
“The proponents of these strategies have a myopic view of politics. They take people for granted and are self-deceiving,” the former long-serving number two to Mugabe thundered.
The only hope, she observed, was that most Zimbabweans were now completely fed up of Mugabe’s tyrannical quest to remain “in power at all cost”.
“Service delivery in Zimbabwe is pathetic to say the least. Our hospitals are understaffed and without drugs. The general image of our civil servants, not forgetting our uniformed forces, has been badly tarnished.
“What boggles the mind is that instead of marching in protest against the government, whose policies have impoverished our country, the youths are instead mobilising a march in support of the leadership that has failed the nation. We urge all Zimbabweans to shun this ill-conceived initiative,” she said.
Turning to war veterans, who are now divided along Zanu PF’s seemingly unstoppable factional and succession lines, Mujuru said the former freedom fighters did not deserve to be treated in the manner that they were being “mistreated”.
“Please, accept that our revolution has gone astray and you should not allow yourself to be used and be abused (like this),” she implored the disaffected ex-combatants. Daily News

Church Elder Rapes 12yr Old Niece

Terrence Mawawa, Gutu | In yet another incident of sexual abuse, a pastoral elder of the Reformed Church in Zimbabwe(RCZ) raped his 12 year old niece claiming he wanted to merely feel the experience of having sex with the minor.
The man from Jaravani village in Gutu (name withheld to protect the juvenile’s identity), raped his niece after his wife had gone to the borehole to fetch some water for domestic use last month. The 57 year old man appeared before Gutu Magistrate Edwin Marecha facing rape charges. He pleaded with the courts for clemency saying he was a first time offender and a senior RCZ member.
The man claimed before Magistrate Marecha he only wanted to have first hand experience of how it feels to have sex with a minor.
“I can confirm that I called her(name supplied) in the kitchen when my wife had gone to the borehole. I forced her to sleep on the floor and removed her pants then I had sex with her. I did not enjoy the act as I expected because my manhood did not penetrate her small private parts. I continued until I ejaculated ,” said the accused during the court trial.
The accused person also claimed he did not intend to harm her but he just wanted to feel the experience saying he was a senior member of RCZ member. He also said he was officially ordained to wear the RCZ sash.
He pleaded with the magistrate to release him so that he could attend to his family while waiting for sentence. He was however remanded in custody and will appear before the Masvingo Regional Court magistrate next week.
Cases of paedophilic behaviour are on the increase in the country with analysts attributing the rise in such incidents to ritual beliefs-among other factors.

President Robert Mugabe has publicly admitted his government is failing to pay civil servants and blamed the drought before pinning economic recovery hopes on the re-engagement process his government is having with the international community.
Mugabe since the end of the coalition government he had with the two MDC formations which lasted until 31 July 2013, is struggling to pay government workers.
Government has while struggling to pay salaries on time, also failed to pay civil servants’ bonuses which are traditionally paid up in November and December of each year.
Addressing hundreds of his party supporters most of whom  members of the uniformed forces in Harare at the country’s 36 anniversary on Monday, Mugabe apologized for failing to pay civil servants.
“Government apologies on the delays in the payment of salaries, pensions and bonuses to civil servants, but we assure you that we are working flat out to ensure that the welfare of civil servants will be addressed”.
Mugabe blamed the El Nino induced drought saying was it not because of the natural disaster, his government could have been able to pay workers.
The veteran leader however said the only hopes for the sinking economy to recover, rests on the re-engagement process Harare is currently negotiating with the west.
“The government is on an exercise of debt clearance “as we reengage with the international community,” he said.

Vice President Emmerson Mnangagwa’s daughter Farai on Saturday wedded Gerald Mlotshwa — lawyer to the Midlands godfather’s co-deputy and perceived political rival Phelekezela Mphoko — at a lavish ceremony that was held at the upmarket Leopard Rock Hotel in Vumba.
Both the bride, Farai, and the groom, Mlotshwa, were divorcees.
And as was to be expected, the wedding was well-attended by many of Mnangagwa’s perceived political allies in his mooted bid to succeed President Robert Mugabe.
Among those present were Psychomotor minister Josiah Hungwe, army commander General Constantine Chiwenga, former minister July Moyo and a host of top businesspeople.
Also in attendance were Foreign Affairs minister Simbarashe Mumbengegwi, under-fire Prosecutor-General Johannes Tomana and former War Veterans minister Christopher Mutsvangwa.
A senior government official who was present at the wedding told the Daily News yesterday that Mphoko was not at the wedding and that security at the hotel had been tight.
“Security was water tight at the wedding so much that all hotel guests and visitors had to go through serious security measures,” he said.
While Mnangagwa is said to be the leader of Team Lacoste, his perceived political rival Mphoko is associated with the Generation 40 (G40) faction that is rabidly opposed to the Midlands godfather succeeding Mugabe.
In a political attack early this year that many Zanu PF insiders interpreted as a thinly-veiled assault on Mnangagwa and the party faction loyal to him, Mphoko said there was a dangerous notion that was being pushed within the party that the country’s next president should be Karanga — Zimbabwe’s biggest Shona sub-group — to which Mnangagwa belongs.
“There is nowhere in the Constitution where it says the country was liberated by a Ndebele, Karanga or Zezuru. The Constitution says the country was liberated by Zapu and Zanu. So what we are hearing now, that since Mugabe is Zezuru, the next should be a Karanga is misplaced. It will not succeed,” he said.
Mlotshwa is representing Mphoko in the gaffe-prone VP’s staggering $50 million defamation claim against Associated Newspapers of Zimbabwe (ANZ) — publishers of the market-leading Daily News, Daily News on Sunday and the Weekend Post.
The court action followed a June 5, 2015 article that Mphoko took exception to, that was based on a Daily News interview with firebrand former war veteran’s leader Jabulani Sibanda.
In the story, Sibanda claimed that Mphoko had sold out during the liberation struggle when he allegedly diverted weapons meant for the late Joshua Nkomo’s Zapu to Zanu — a move that Sibanda further claimed could have led to the needless deaths of thousands of people.-Daily News

The man who went on to address a shocked crowd, also suggested the idea will create land for accommodation rather than burial space.
“I think it’s high time that we, Zimbabweans emulate Muslims. They drain their copses before cremating them.
The idea is so professional and saves land for future housing rather than burial,” said Dube.
Though a good number of workshop participants remained in disbelief after Dube’s sentiments, Mrs Doreen Khupe of Tsholotsho concurred with the him saying if this can be a success, load shading would never return to Zimbabwe.
“This is a brilliant idea young man. I think you need to seek funding and also get government support on this project. However, you must also negotiate for more waste from the council authorities so that you can boost the bio-gas power station by adding with raw sewage from the council pipes,” she added.
However, Sithokozile Sibanda, a National University of Science and Technology Media studies student opposed. “I think this will need consultations with traditional leaders and the community, as it will create conflict,” she said.
Another youth, Luck Sibanda stood by Dube saying, “We are living in a dynamic world that need innovation and seriousness. If Muslims drain their dead before burial to remove the waste, why then can we not utilize that bio-gas material from the dead? We need action here. This will save land and create energy that is climate friendly,” he added.
Zimbabwe’s power company, ZESA has been facing problems in the distribution of electricity, hence the idea to supplement the power shortages with bio-gas.

Man Rapes Landlord’s Daughter

A MAN from Pumula suburb in Bulawayo has been arrested for allegedly raping and impregnating his landlord’s 14-year-old daughter. Maxwell Ndlovu, 34, appeared before Provincial magistrate Abednico Ndebele facing a rape charge. He was not asked to plead and was remanded in custody to April 29. The court heard that the matter came to light after the teenager’s mother discovered that she was pregnant.
Ndlovu claimed that he had consensual sex with the juvenile whose name cannot be disclosed for legal reasons. “I didn’t rape her. She agreed to have sexual intercourse with me. Her mother is influencing her to turn against me,” said Ndlovu.
Prosecuting, Stewart Madzore told the court that sometime in September, 2015, at around 11PM, the teenager was cleaning her room when the accused dragged her to his room. “Accused person dragged her to his bedroom where he placed her on the bed.
“He threatened the complainant with a catapult and he removed her underwear. “The accused person forcibly had sexual intercourse with the complainant once without her consent and without protection,” said Madzore.
He said Ndlovu told the teenager that he would kill her if she revealed the matter to anyone. “The matter came to light on March 27 when the mother discovered that the girl was pregnant and after questioning her she immediately divulged the incident,” said Madzore.

Mutodi Slams Mugabe

Outspoken Zanu PF activist and Vice President Emmerson Mnangagwa loyalist Energy Mutodi has fired yet another salvo at President Robert Mugabe and his deputy Phelekezela Mphoko saying the party’s leadership is watching with false bravado like “toddlers” while another “bhora musango” is being plotted.
In a clear sign that indeed despite feigning unity, the rank and file in the governing party is now frustrated with the status quo and is now increasingly impatient for a leadership renewal, Mutodi said although he is seized with academic studies, he cannot stand aside and watch while Mugabe and his hangers-on take the country down the garden path.
Savaging Mnangagwa’s nemesis in the Generation 40 (G40) faction, Mutodi claimed that there is a sinister plot by the so-called young Turks to ensure that Zanu PF loses in the eagerly-awaited 2018 elections.
Just like in 2008 when a clique of disillusioned Zanu PF members urged members to vote for them only and not Mugabe, Mutodi said history is now repeating itself.
“Haina kusiyana nebhora mudondo iri kutambwa neboys dzechidiki idzi. Dziri kuti kukwira gomo huvandurira. Ukarinanga rinokufemesa wowira pasi. Saka unotoita rekupoterera kusvika wati ngonono pamusoro-soro paro. Saka mukaoma dzichikukuzai dzichiombera musafunga kuti dziri pachokwadi. Dziri kutokurezvai sepwere mozongoerekana musha waparara. (This is not different to the bhora mudondo scenario. These people know what they are up to. If you see them respecting you they will be just treating you as a toddler and you will only realise you were duped after the party has crumbled)” said Mutodi.
And while most Zanu PF members have chosen to bury heads in the sand, Mutodi came out guns blazing and dismissed the recently held meeting between Mugabe and a section of war veterans as a “high sounding nothing” that failed to tackle the succession issue which is the root of Zanu PF perpetual dogfights.
“Ndakanzwa kuti pamusangano wemawar vet musharuka wakati i get-together, yekuonana nekudzora ndangariro dzekuhondo. Asi chichabuda hapana hapo (I heard that at the war veterans meeting the old man (Mugabe) said it was a get together to bring back liberation war memories and discuss about life but there is nothing meaningful that will come from that meeting)” said Mutodi.
After the so-called meeting that was attended by more than 10 000 people — the war veterans made a litany of charges against the party’s combative political commissar Saviour Kasukuwere and called on their 92-year-old leader to ensure that in future only a person with liberation war credentials would hold the critical post.
Kasukuwere is accused of leaning towards the G40 faction and his adversaries in Zanu PF also accuse him of targeting Mnangagwa’s allies.
He denies the accusations and has constantly demonstrated that whatever he does he would have the blessings of Mugabe.
Thus, Mnangagwa’s loyalists who go by the fancy moniker Team Lacoste are of the view that Mugabe will not tinker with the commissariat department headed by a former intelligence guy who did not partake in the liberation struggle.
“It is a joke that the commissariat will be tempered with. And all this will be happening while the party will be disintegrating. People are not happy and are restless. If anyone is suspected of anything, then that person should be expelled. Anyone who tries to advise the leadership is branded an enemy of the party. Who will be left in the party if we continue expelling people like that?” questioned Mutodi.
There are also growing concerns in the deeply divided governing party that those who have been suspended on “flimsy charges” could coalesce and form their own party or worse still join former Vice President Joice Mujuru who now leads the Zimbabwe People First.
“A fish does not survive without water and a king only rules through the power of the people. This practice of ever expelling people from the party does not reflect a love of the party. Pabva zino panosara vende uye rume rimwe harikombi churu. Chara chimwe hachitswanyi inda,” said Mutodi using powerful Shona idioms.
Turning to Mphoko, who has been stubbornly ensconced in a five-star hotel after refusing the accommodation that government initially offered him; Mutodi said a country whose majority are wallowing in poverty cannot be ruled from the balcony of a hotel.

Rutendo Nyahora Breaks Record in South Africa

Zimbabwe’s Rutendo Nyahora has broken a commendable second in South Africa during the Spar Ladies League.
In the race held in Capetown, Nyahora came out a triumphant 2nd place at the first Spar Ladies League in Cape Town.

Her finishing time was 33:52.
Rutendo who is a mother has defied nature becoming amazingly better after birth in 2009. She told ZimEye.com nothing can stop a determined woman. (SEE FULL INTERVIEW). She came out the next of winner ahead of over 29 other women.
“Giving birth is not anything that is going to change your life or your looks,” she said.

10,000 Refugees Stuck in Zimbabwe

More than 10 000 refugees and asylum seekers are currently staying in the country’s refugee camps and urban areas, Public Service, Labour and Social Services Minister Priscah Mupfumira has said.
Minister Mupfumira said this on Friday during celebrations to mark the International Day of the Social Workers.
“Zimbabwe recognises the strength and resilience of all those displaced by war, persecution and human rights abuses in pursuit of peace, safety and stability,” she said.
“It is Government’s prime responsibility to care and support its valuable citizens, through social service provision.
“However, without, the complementary services from other stakeholders, where social workers are engaged, Government alone would not be able to fully meet the needs of the vulnerable groups. Thus social work is vital.”
Minister Mupfumira said social workers play a pivotal role in the society. “It is from this view point that the social work profession is associated with serving society, through working with individuals, families and other groups of communities.
“Society therefore expects the social worker to be a catalyst, to bring about the desired positive change,” she said.
“The ordinary person in the street will always expect that some good will come out of every contact with a social worker.
“It is therefore imperative that the social work profession be dynamic to keep pace with changes in society.”
National Association of Social Workers president Mr Aaron Zinyanya commended Government for the support accorded to the sector.
“We recognise the good work that the Government has done and continues to do for the fulfilment of this theme.
“Government has put in place legislative, institutional and programme mechanisms to promote the worth and dignity of our peoples,” he said.
“Recently we had a landmark ruling banning child marriages and to us as social workers this issue is more social than legal and there is need for a lot of social mobilisation and conscientisation in our communities and social workers come in handy.”
Dr Gidraph Wairire from Kenya said there was need to look at the root causes of displacements of people in the process of helping them.
“Refugees and displaced persons are like any other people only that they thrive in extremely difficult circumstances as a result of the experiences that force them into such situations,” he said.
“Social work has an inseparable role in not only enabling them to deal with their situations but also in addressing the root causes responsible for displacement of people in our respective societies.”
This year’s commemorations ran under the theme “Promoting the Dignity and Worth of Peoples Focusing on Refugees and Displaced Persons”. -State Media

CAPS United Captain Up For Love triangle Murder

CAPS United Football Club Captain, Method Mwanjali, has been picked up by police on charges of attempted murder.
Mwanjali is alleged to have stabbed a man he accused of dating his girlfriend, in the early hours of Sunday morning.
According to the information from the police, Mwanjali was tipped off by a
fellow CAPS United player Archieford Gutu that his girlfriend was with another man at Longchen Shopping Centre in Harare at a night club.
The two then proceeded to the Shopping Centre where they indeed found Mwanjali’s girlfriend with another man.
The two players approached the couple  and harsh words were thrown between the parties. A fist fight ensued between Mwanjali and the man leading to the player stabbing the man once on the chest.
The two players fled from the scene leaving the man for dead. “Good Samaritans” at the scene immediately rushed the man to hospital where his condition is reported to be critical.
Mwanjali’s attempted murder charges may change to more severe charges of murder if the man fails to make it.
CAPS United officials are yet to make a statement on the issue.

Pastor Arrested for Sex Assault, LATEST COURT UPDATE

The below is the latest on Apostle Action Khomani the leader of Royal Family Life Fellowship situated in Mutare who is facing indecent assault and rape.
After a hearing last week, the trial is now scheduled for the 11th July 2016 when Khomani is expected to answer for the charges.
A storm is brewing at the church, after its founder, Khomani, was found allegedly involved in sex orgies with female church congregants and misappropriation of church funds, among other shocking shenanigans.
Khomani, also known as AK-47 — who resides at House Number 19, Crispy Road, Palmerstone — was last weekend picked up by the police for allegedly sexually abusing a female congregant (name withheld) sometime in October.
Deputy Manicaland provincial police spokesman Assistant Inspector Luxson Chananda said Khomani (40) was arrested and was assisting them with investigations for allegedly raping a church congregant with the help of his maid after he had invited her for “counselling”.
“Sometime in October 2012, around 5pm, Khomani invited the woman to a prayer and counselling session. After the session, he went to his bedroom while the woman slept in his maid’s room.
“He later during the night called his maid. A few minutes later, the maid allegedly dragged the unsuspecting woman to the dining room. Khomani followed into the dining room and the maid retreated, leaving the two behind. He allegedly raped her once,” Ass Insp Chananda said.
He said the woman did not disclose the ordeal to anyone until June 25 in 2014 when she reported the matter to the police.
Khomani was later released for lack of incriminating evidence, but police insisted that investigations were in progress.
When approached for comment, Apostle Khomani said the allegations were unfounded and meant to blackmail him. He denied the rape allegations saying some church members framed him.
“The rape issue did not happen. The woman who reported the matter to the police actually framed me after we had disciplined her and her boyfriend for co-habiting.
“Co-habiting is against the church’s doctrine. It was after this issue that they decided to tarnish my name and cooked up the rape issue. They started influencing other members of the church to gang up against me.
“Ndakagadzirirwa nyaya. As we speak, brother, I am still recovering from the trauma of spending moments behind bars. I was only released last Friday,” he said.
Responding to allegations that he was misappropriating church funds by sending his children to expensive schools while congregants were as poor as church mice, Khomani said he was a disciplined man who doesn’t even have access to the church coffers.
“Proceeds from the church are so little that they cannot sustain my family. I have relatives who help me. For your own information, I don’t have access to church funds,’’ he said.
The man of the cloth pleaded with The Weekender to spare him. “Please, brother, protect my name because ndichirikurwara,” he added.
However, sources privy to the goings-on at the church said the report was just a tip of the iceberg.
“You will hear of more stories of this nature in the next coming days,” said one church member who requested anonymity.
Various anonymous letters from church congregants were sent to this publication last week with most of them accusing Khomani of “sacrificing the word of God for personal and selfish gains”, impregnating various unsuspecting girls, single mothers and forcing some of them to terminate pregnancies as well as dividing families, among a flurry of allegations.
Reads part of one of the letters: “Where is Christian Church Council of Zimbabwe? This man of God is one of the false apostles written in the word of God in 2 Peter 2 verse 1-6 and Matthew 7 verse 15-20 which tells us to know what’s true or false of these so-called men of God.”
Another letter headlined: “Royal Family Church has taken a wrong turn” said the church had now borrowed its script from a scary horror movie.
“Like the horror movie franchise, the Royal Family Fellowship Church has taken a wrong turn and is now taking a direction towards total destruction where no one will survive, at least speaking in the spiritual sense.
“The author of this horror script is none other than the church’s founding leader, Apostle Action Khomani, who is presiding over everything that is horribly going wrong in the church today.
“Chief among the ills bedevilling the congregation are adultery, where the church leader is sexually abusing girls and married women and maladministration, in which almost every aspect of the church is being poorly managed by the so-called administration.
“Cases of sexual harassment and indecent assault have been raised against Apostle Khomani. This has been done only in church corridors as many dread (sic) to come out in the open for fear of victimisation.
“This is the classical case of the hen devouring its own eggs. It is clear here that Apostle Khomani is betraying the trust his followers have in him by sexually abusing them.
“There is nothing bad like a shepherd devouring his own sheep instead of being devoured by hungry leopards. We now fear the worst for our wives, sisters and daughters.
“What with the danger being posed by Apostle Khomani’s sexual pervasion . . ?”
Another letter headlined: “Churches must not dilute the gospel”, reads: “For me, my bone of contention with the church is how the Word of God is being sacrificed on the altar for personal and selfish gains.
The church leader, Apostle Action, is the chief culprit in this regard.
“I will be honest and state that in its early days, things appeared perfectly normal, but of late they have got worse.
“The core business of the church is being neglected and Christian values are getting compromised in the process due to the poison we are being fed each time one steps onto the pulpit to preach.
“Most of the preaching has become personal attacks on members of the church, at times embarrassing them in front of their families.
“At other times (sic) our leader proclaims himself ‘messiah’ such that employment, job security, marriage, fertility and such other blessings are all in his hands and he can give them forth if we shower him with loyalty, gifts, money and other valuables. It is also declared during the preaching sermon that if we withhold these presents, then we will not prosper.
“Another sad thing in our church is what we call ‘forced faith’ which has become so prevalent, which I feel is very misleading. A clear example is how some members of the church living with HIV were asked to surrender their medication in order to get cured of the disease through faith.
“This is not bad if it works out well, but the tragedy now is that cases of hospitalisation and deaths have been recorded after the patients fell seriously ill due to defaulting on medication. Honestly, we should not be losing lives and compromise our health due to this blind faith that is being forced on us by someone.”

Mutsvangwa: G40 Plot to Create Lawlessness for their Belly

President Robert Mugabe’s clarification of the country’s controversial indigenisation and economic empowerment law, was a “reversal of G40’s scorched earth policy created to fleece the country’s resources”, war veterans’ chairman Christopher Mutsvangwa has said.
Mutsvangwa welcomed Mugabe’s move to “set the record straight” in an interview last week.
“It is a positive signal to investors. No country can survive, let alone grow in this capitalistic world without foreign investment,” he said.
“The Asian Tigers [India, China and Malaysia] had access to capital from all over the world.
“The way the indigenisation policy, noble as it is was, but twisted by a coterie of G40 enthusiasts, had resulted in chaos in the market.”
Indigenisation minister Patrick Zhuwao and his Finance counterpart Patrick Chinamasa have been involved in a public spat over implementation of the policy.
Before Mugabe’s intervention, Chinamasa insisted all foreign-owned banks had complied, a position disputed by Zhuwao.
Mutsvangwa claimed Zhuwao and a faction within the ruling party known as G40 and fronted by First Lady Grace Mugabe wanted to abuse the policy for ill-gain.
“They wanted to create the kind of anarchy we saw around the year 2000 when company executives and directors could not operate for fear of vigilante groups,” he said.
“Zhuwao and his ilk-like he warned in Marondera a few weeks ago, wanted to create a band of youths to bring strife into our economy and the president has put a stop to that,” he said.
“He [Zhuwao] promised youth he would be getting them money from companies. That is criminal abuse of office that cannot be allowed.
“Our indigenisation policy was meant to make sure Zimbabweans own the resources but never to shut out or frighten foreign investors. G40 wanted to collect levies to fund their nefarious activities.”
After Zhuwao’s ultimatum to companies to comply by April 1, the veterans of the liberation struggle called him to order, arguing he was scaring investors.
Political analyst McDonald Lewanika said Zimbabweans should be worried that “government has to constantly clarify its policies”.
“When a president has to clarify policy matters time and time again, it’s worrying and shows that there is a problem; either the policies are not clear to start with and open to multiple interpretations or misinterpretations, or the implementers are confused, incompetent or both,” Lewanika said.
But the opposition MDC-T described Mugabe’s summersault as a “dog’s breakfast”.
“Instead of clarifying the overwhelming confusion that has been brought about by the populist and often misguided remarks by Zhuwao, Mugabe’s statement actually adds to the confusion and policy inconsistencies,” said MDC-T spokesperson Obert Gutu
“Mugabe’s statement is actually very dodgy and sly. It shouldn’t be trusted and believed at all.
“He is simply trying to hoodwink and mislead the international community; particularly the Bretton Woods institutions.”
The People’s Democratic Party (PDP) said Mugabe’s aim in “clarifying” the policy was to hoodwink the international community.
“In our view, the statement is a mendacious and dishonest spin intended to arm Finance minister [Patrick] Chinamasa who is currently in Washington DC, USA for the World Bank’s spring meetings with a propaganda tool,” PDP spokesperson Jacob Mafume said.
“The statement, like the Zimbabwe Staff Monitoring Programme, is therefore lipstick on a pig in order to seduce gullible members of the international community by creating a semblance of reform.” standard

ZRP Constabulary Killed In Beerhall Brawl

Terrence Mawawa, Shurugwi| A member of the police constabulary section has been killed in a beerhall brawl after attempting to arrest four men who were wreaking havoc.
The member of the Neighbourhood Watch Committee(NWC), who was identified as Constable Muzira, went to the controversial “Rumours beerhall” in the company of a work colleague, Constable Kajuzi, to confront four men who were causing commotion in the premises.
Police have since arrested Taboth and Thamsanqa Sibanda-respectively in connection with the murder incident, ZimEye is told.
Two other suspects are on the run.
According to court documents, the four men were at the beerhall where they began to indiscriminately assault patrons. Muzira and Kajuzi approached the four men to effect an arrest on them.
In response however, the men began attacking the two officers with machetes, stones and booted feet. During the melee, the deceased was stabbed on the left side of the chest and died on the spot while Kajuzi was seriously injured.
Although two of the four suspects were arrested, local residents were unhappy with the slow reaction of members of the regular police force. “We did not see even a single member of the regular police force when the two were attacked.
“The police only came to investigate the matter hours later. The police camp is only a few kilometres from the beerhall ,” fumed an angry resident.
The two were remanded in custody to April 22 by Magistrate Evia Matura. They are also assisting the police with investigations.

Naked Man Found Dead, Police Speak

Police have ruled out foul play in the death of Zimbabwe Parks and Wildlife Authority game ranger Mr Kennedy Zvavahera whose naked corpse was found in Gonarezhou National Park in March.
The 31-year-old, the state media has established, had liver disease. The death had been linked to the ongoing “war” between ZimParks patrol teams and poachers, some of whom are believed to be coming from Mozambique.
It also came as villagers who live around the game park — mainly the Chitsa people — spoke of the bad blood between them and parks authorities who are pushing for their relocation.
National police spokesperson Senior Assistant Commissioner Charity Charamba said, “The postmortem revealed that he had a liver disease and according to the doctor who conducted it, it’s possible for someone with such a condition to suddenly die.
“The circumstances are that this game ranger had taken off his clothes to take a bath in a stream that is in the game park when he met his fate.”
A villager in the area said: “It still remains a mystery to us even after the postmortem.
