Chinese Investors Snub ZITF
CHINESE exhibitors — who have for years dominated the Zimbabwe International Trade Fair (ZITF) — this year largely snubbed the annual trade showcase, with a few companies from the Asian economic powerhouse participating.
Instead, South Africa — Zimbabwe’s traditional biggest trading partner — is the biggest exhibitor this year with 32 companies from the country exhibiting, according to the ZITF chairperson, Bekithemba Nkomo.
Togolese President Faure Essozimna Gnassingbé will officially open the annual trade fair today. The event, which opened on Tuesday and ends tomorrow, is running under the theme; “Innovate, Integrate and Industrialise”, which is ironic as Zimbabwe is going through massive de-industrialisation.
Chinese companies have for years been the biggest exhibitors at the ZITF, for example, occupying as much as 500 square metres at the 2012 edition of the trade fair, the largest ever exhibition from the Far East nation.
Hall 2, which is traditionally dominated by Chinese companies, is closed this year due to the low numbers of exhibitors.
The few Chinese companies at the fair have taken up exhibition space which is smaller than that which has been taken by local universities.
The stayaway by Chinese companies is despite the fact that President Robert Mugabe’s regime has been pulling out all stops to attract Sino companies to invest in Zimbabwe under its myopic Look East Policy necessitated by Western isolation and restrictive measures or limited sanctions.
Mugabe now regards China as Zimbabwe’s all-weather friend after his fallout with the West at the turn of the millenium.
In the last five years, Zimbabwe has received more than US$1 billion in low-interest loans from China, which is Harare’s second largest trading partner after South Africa.
In August 2014, Mugabe and his Chinese counterpart XiJinping signed various deals worth billions of dollars, mostly focusing on infrastructure.
According to Zimbabwe Investment Authority (ZIA) statistics, the Asian giant remained Zimbabwe’s largest investor, accounting for 74% of the US$134 million in foreign direct investments recorded by Zimbabwe during the first five months of 2015.
In 2014 ZIA approved US$929 million worth of Foreign Direct Investment (FDI)projects of which 72% were from China.
Nkomo this week admitted there were relatively few Chinese companies at the ZITF compared to previous years, but argued ZITF was not interested in numbers, but quality.
“Our emphasis is on quality, we are happy with the quality of the exhibition and the quality of the products. We have noted an improvement in the quality of exhibition,” Nkomo told journalists.
Among some of the countries exhibiting at ZITF are Botswana, Cyprus, Ethiopia, Germany, Indonesia, Iran, Japan, Kenya, Malawi, Mozambique, Namibia, Poland, Russia, South Africa, Tanzania, Zambia and China.
Nkomo said that total bookings were at 45 683m2, which was 96% of space available for sale.
He said this year’s edition had attracted about 390 direct exhibitors, compared to the closing total of 387 last year. There are 32 direct foreign exhibitors at this year’s fair, the same as that of 2015.
Meanwhile, the foot-and-mouth outbreak forced organisers to reduce livestock related exhibition at the ZITF.
The Bulawayo Agricultural Show runs concurrently with the ZITF, but the Zimbabwe Independent observed only 60 herd of cattle were brought for the exhibition whereas in the past hundreds of cattle were showcased. A ban on pigs, sheep and goats is yet to be lifted owing to the foot-andmouth outbreak. – Independent
Judge Shields Farm Grabber
A HIGH Court judge yesterday ordered prominent Matabeleland South commercial white farmer David Connolly to vacate Centenary Farm and blasted the Deputy Minister of Agriculture Paddy Zhanda for allegedly shielding him.
Connolly, through his company, JC Connolly and Sons (Pvt) Ltd, has since 2014 been locked in a protracted legal wrangle with the Deputy Chief Secretary to the President and Cabinet, Ray Ndhlukula, over the ownership of the farm.
The ruling by Justice Joseph Musakwa of the Harare High Court follows an application by Connolly who sought the confirmation of a provisional order which was granted in his favour in 2014.
The order, by a Bulawayo High Court judge, barred Ndhlukula from evicting Connolly from Centenary Farm. The order also interdicted Ndhlukula from occupying the farm and bringing in his cattle into the disputed piece of land pending the finalisation of the matter.
Justice Musakwa said Connolly was in occupation of gazetted land, which was compulsorily acquired by the state in 2000.
In discharging the provisional order, Justice Musakwa said although Connolly has not been charged for unlawful occupation of the disputed farm, he had no right to remain on the property.
“The applicant has no legal right to the land in question and the elements of a clear right as a requirement for the interdict hasn’t been met. In my final analysis, the provisional order is hereby discharged with costs,” ruled Justice Musakwa.
The judge also blasted government officials, among them the Deputy Minister of Agriculture Paddy Zhanda, for “legitimising” Connolly’s occupation of the farm through their frequent visits to encourage him to continue with his farming activities. “It matters not that the applicant has received covert encouragement from government officials. In fact, it was duplicitous of those government officials to have given the applicant such false hope without ensuring he’s issued with a legal permit to remain on the land,” said Justice Musakwa.
Connolly, through his lawyers Webb Low and Barry, argued that since the acquisition of the farm he has been in peaceful and undisturbed occupation of the property and productively utilising the land.
Ndhlukula, through his lawyer Gerald Mlotshwa of GN Mlotshwa and Company, said Connolly failed to establish a clear right to the land. He said the farm belonged to him, arguing that he had an offer letter from the Lands and Rural Settlement Minister Douglas Mombeshora.
In March last year, Connolly celebrated a short-lived victory after the Bulawayo High Court ordered Ndhlukula off the farm and subsequently sentenced him to a suspended 90-day jail term on condition that he complied with the order issued in 2014 within 14 days.

Government has suspended with immediate effect quail birds farming which had taken the country by storm.
Climate and Water Affairs Minister Oppah Muchinguru Kashiri told the media yesterday that government has ordered for an immediate halt of the farming of the birds describing it as a scientifically unproven venture and illegal.
Thousands of Zimbabweans took to the bush catching the birds after mass advertising in all media that the consumption of the birds and their eggs has been proven to be of very high health benefits.
The advertisers claimed that consumption of the birds and their eggs increased a human body’s immunity ideal for people with must chronic ailments including cancer, diabetes, High Blood pressure and even HIV/AIDS.
Following the mass advertising for the birds, a demand for them shot very high creating a very high price for the birds in the market.
In the capital, the birds have been selling for as much as $12 per bird with its scarce eggs going for as much as $9 for a crate of thirty. Ordinary chicken is selling for as low as $4.50 per bird in the capital while chicken eggs are $2.50 for a crate of thirty.
Minister Kashiri says that her Ministry was shocked by the sudden demand for the birds claiming the nutrition and healing claims about the birds to be false and fraudulent.
“No research has ever been done about these birds in Zimbabwe and all the claims of the birds being of very high nutrition are all lies and fraudulent,” said Kashiri.
“These claims must have been started by someone with criminal intentions to defraud people of their money,” she added.
The Minister said that her Ministry will meet with the Ministry of Health and the Ministry of Agriculture to discuss the claims around the birds and may a way forward.
Meanwhile, the Department of Parks and Wildlife has also issued a statement warning quail farmers that keeping the birds in an enclosed set up and collecting their eggs is an illegal exercise warranting imprisonment under the Parks and Wildlife Act.
The Department’s warning was further emphasised by Minister Kashiri saying that enclosing the birds violated their freedom and is an act of cruelty against the birds.
Zimbabweans had gone out in large numbers collecting and breeding the birds following the nutrition claims. Some were already hoarding the highly mating birds in huge quantities of up to thousands responding to the demand.
The more enterprising of the farmers were already busy hatching the eggs and selling day old chicks into the suddenly huge market for the birds. Some had already started carrying out quail bird farming workshops that were costing participates up to as high as $100 for a one day on site training.
Farmers expressed shock at the government’s move claiming that they had already invested hugely into the venture. The farmers expressed anger on why government allowed the mass farming activities to go on for almost a year without intervening.
“This is not fair if the government. This business has been going in for almost a year now and they have been aware of it, why stop it only now?” said a Mr Obert Musara who has been farming the birds in Harare.
Another farmer in Norton said that he had invested over $2000 into the project only two months back and had not yet stated getting the promising returns on his investment.
“I invested over two thousand dollars into this venture and had already established a market with several supermarkets around Harare and was almost ready to start delivering,” he said. “Now I don’t know what government wants me to do with all these birds.”
Comment could not immediately be obtained from the Zimbabwe Farmers Union which some farmers claim was also involved in the mass advertising of the quail birds farming and it’s returns.
One farmer in Harare however said that he was not giving up on the project claiming that the suspension was part of some government officials’ corruption who want people out of the venture to eliminate competition.
“It’s all lies and corruption by these officials. I am not giving up on mine until I see them removing the birds from their own farms,” he said.
Magaya, Makandiwa Permit Bible Ban in Schools

I write following the previous letter by Esther Banda on how Prophet Emmanuel Makandiwa has watched in silence as Bibles are banned in schools by the evil minister Lazarus Dokora.
Here in Waterfalls we have seen prophet Walter Magaya do the same and even more. He is not concerned at all as the Bible is banned in schools. This does not do well on these so called men of God! These are the same who are always quick to conveniently curse everyone and anyone who opposes them. When a minister opposes the immortal Word Of God, the same men watch in approving silence. I mean who is greater a preacher or God’s Word?
Do you remember the woman Makandiwa recently cursed in front of the camera?
It now seems true like Esther Banda says that Mr Makandiwa attacks vulnerable people, but will weidly watch when the Bible is under attack.

Mugabe Ordered To Step Down by Pastor
Terrence Mawawa, Masvingo| Controversial Remnant Ministries leader Phillip Mugadza staged a one man demonstration in Masvingo last Saturday- calling for President Robert Mugabe’s immediate resignation as a result of his failed economic policies.
Mugadza rose to prominence last year when he was arrested following the one man protest he held in Victoria Falls ahead of the Zanu PF annual conference.
He spent several weeks behind bars.
The outspoken pastor held the demonstration in the city centre saying Mugabe must resign because his government has brought the country to a hault as a result of controversial and failed policies.
Mugadza said Mugabe was not God and he should hand over power and give others a chance to lead the nation.
The pastor recently caused a stir in Masvingo after chaining himself on a pole to indicate the lack of freedom in the country.
“Zimbabwe is chained and there is no freedom of expression and association. Those who oppose the government are brutally silenced. That is not a Godly way of leading. There is need for total freedom from oppression. The government has done nothing to improve the plight of the people. I came to my home town(Masvingo) to deliver this strong message. I will not be intimidated. I will travel to all towns around Zimbabwe to express the same message,” said Mugadza.
The controversial pastor addressed passers-by at an open space near Glow Petroleum in the city centre-a few metres from Masvingo Central Police Station and the Central Intelligence Organisation(CIO) provincial offices. Mugadza was accompanied by the president of the Christian Voice International, Pastor Clement Zenda, who said religious leaders should come out in the open and speak against violence and intimidation.
Mugadza drew the attention of scores of people who showed keen interest in his message, an indication the people of Zimbabwe are hard pressed by social and political challenges.
Obert Mpofu targets BRICS for new investment
Macro-economic Planning and Investment Promotion minister Obert Mpofu says Zimbabwe plans to visit BRICS countries to scout for new investment, as well as lobby the Diaspora community to increase its participation in the economy.
Speaking at the Zimbabwe International Trade Fair (ZITF) business conference, Mpofu said the government would soon visit countries such as Brazil, Russia, India, China and South Africa (BRICS).
“Plans are advanced for us to visit BRICS countries to scout for investment and our Diaspora Community. My ministry is working on a comprehensive Diaspora policy to attract Diaspora skills and investments,” Mpofu said.
Key to the efforts was the need to improve Zimbabwe’s image, among the international community, he added.
“Too many negative stories about the investment climate destroy the country’s drive towards attracting investment. We need to improve on economic reporting. Let us make the environment attractive to bring investors to Zimbabwe,” he said.
He said the government was aiming to achieve investments levels of 25 percent of gross domestic production line with objectives set in its economic blueprint, ZimAsset.
Mpofu called on the industry to work with government on special economic zones (SEZs) which he sad could help in reviving industry and help in economic transformation.
According to the 2015 Global Innovation Index ranks Zimbabwe as 133 out of 141 countries with its regional counterparts such as South Africa, Botswana, Mozambique, Swaziland and Zambia ranking 60, 90, 95, 123 and 124 respectively.
Thus Zimbabwe is lowly ranked in terms of innovation in comparison to its regional counterparts.
At the same time, South Africa, Mozambique and Zambia also scored well in terms of foreign direct investment (FDI) inflows according to the 2015 UNCTAD World Investment report, amassing $5,7 billion, $4,9 billion and close to $2,5 billion respectively while Zimbabwe only managed a paltry $545 million, Mpofu said.
The Doing Business Index ranks Botswana (72), South Africa (73), Zambia (97) Swaziland (105) and Mozambique (133) while Zimbabwe is ranked 155 out of 189 countries.
“It is obvious that Zimbabwe is not doing well in comparison with most of its regional counterparts in many of the indicators that investors use to gauge the country’s suitability for investment,” he said.
Speaking at the same occasion, Vice-President Emerson Mnangagwa said there was need for the country to invest in new technology as well as in research and innovation to improve productivity and quality of goods and services.
“This will in turn undoubtedly endear Zimbabweans to locally produced goods and make them competitive on the international market. To this end, government remains committed to assisting industry and business in their efforts to re-tool in order to ensure business viability,” he said.
The fair running under the theme Innovate, Integrate and Industrialise, would be officially opened by Togolese President, Faure Essozimna Gnassingbé on Thursday.-TheSource
Woman Caught Having Sex with Hubby in Prison
Terrence Mawawa, Chiredzi| An inmate at Chiredzi Prison was caught having sex with his wife after he smuggled a cellphone which he used to contact the woman.
Trymore Ngwarati an A class inmate used the cellphone to contact his wife, Memory Togarepi.
The two appeared before Chiredzi Magistrate Geraldine Mutsotso last Thursday. Togarepi was charged with contravening section 88(1)of the of the Prisons Act (Unlawful Communication with a prisoner).
The incident happened on April 17 2016, around 10 am when Ngwarati who is serving a jail term after being convicted of fraud, communicated with Togarepi but the conversation was overhead by a prison officer’s son. The prison latter then alerted his father, prompting the officers to keep an eye on the oblivious Ngwarati.
Ngwarati who is in the A class category which does not require maximum supervision, then called Togarepi and the two agreed to meet near Joko Bus stop where Ngwarati would go to herd cattle.
The two were caught in the act by two prison officers, Douglas Moyo and Muhondo Mufaro who trailed the unsuspecting Ngwarati.
Togarepi was fined $120, failure of which she will spend 45 days in prison. It is understood Ngwarati obtained the cellphone during one of his errands since he is about to complete his sentence.
Kuwait Rescue, Zim Government’s Shame – MDC
The Government’s shameful failure to assist in the return of 32 Zimbabwean women stranded in Kuwait, effectively condemning them to an unbearable existence in a foreign land is an embarrassment to the nation.
Just recently President Mugabe just got back from one of his costly global jaunts in New York for a debate on SGDs where he took with him an entourage of no less than 20 people, gobbling up thousands of dollars. Surely if government can afford to blow $20 million in less than 6 months on President Mugabe’s wasteful and useless trips abroad, it can afford to set aside $12 000 for a worthwhile cause to bring back the women stranded in Kuwait. It is a shock that up to now no plan whatsoever had been put in place to try and rescue these women, who are in the predicament they are in as a result of the very government’s failure to manage the economy, turning them into paupers in their own country. A government that fails to assist its citizens and ensure their safety when they are facing such grave danger is a useless one.
Meanwhile President Mugabe and his ZANU PF bigwigs are living lavishly while the majority wallow in poverty. Vice President Phelekezela Mphoko is still living it up in a luxury hotel more than one year since his appointment, gobbling up thousands of dollars a month. Honestly we wonder how these so called leaders sleep at night. The failure to rescue the women in Kuwait is a shame that rubber stamps Robert Mugabe’s legacy of failure, gluttony and cold heartedness.

YARD Chaos: Mliswa Blames ZANU PF

Wednesday’s riotous disturbance at the Media Centre during YARD’s press conference was certainly no surprise. We were expecting this sort of behaviour and now have the violent nature of Zanu Pf and its youths clearly evidenced.
This is what we are up against as citizens of Zimbabwe , the regime in its full brutal glory. If ever there was any doubt about Zanu PF’s affiliation to ZICOSU or of the party’s intimidation tactics and violent nature then the truth has been exposed for all to see!
What is sad to note is that the poor misguided youths have been brainwashed to serve political expedience at the expense of students rights and basic needs. Students continue to be victimised in institutions, fees continue to be out of reach of the ordinary student, basic sanitation and living conditions continue in their deplorable state whilst the rate of sexually related infections and diseases continues to sky rocket as our youths are forced into compromising situations to get by.
Are these the education standards that were envisaged when the free education initiative was implemented? Is this the educational environment that parents look forward to for their children and died during the liberation struggle for? No wonder why all the top brass send their children abroad for further education and yet they are the very same people who create the unsavoury environment that our children are forced to deal with.
Our streets are littered with thousands of degreed vendors who even after struggling to go through the university system continue the struggle after school….when does it all end?
We are victorious that the regime played into our hands and we will be making a report to the police to further test the judiciary system. Let us see how unruliness is handled. This display will not deter us, it is this very anti-tolerant and violent nature that we as YARD advocate against. One by one the youth will realise that there is no future in chaos and although a process, Zimbabwe will one day overcome. We cannot fault the youth as its is the system that has turned them into the monsters that they are today but all is not lost and sanity will be restored and that restoration lies with each and every one of us who yearns for a democratic, peaceful Zimbabwe, the Zimbabwe we once knew and were safe, the bread basket of the continent that had its own currency in before greed and corruption stole our heritage.
Mujuru Hiding $15Billion Chunk, Jonathan Moyo Says
Zanu PF spin-doctor Professor Jonathan Moyo alleges former Vice President Joice Mujuru is hiding a chunk of the “missing” $15billion in her books of accounts.
Moyo this month warned Mujuru’s Zimbabwe People First (ZimPF) supporters not to make too much noise on the “missing” $15 billion diamonds money as their leader is soon to be revealed as being part of the people who looted the diamond revenue.
Moyo controversially suggested on his twitter account that there is evidence linking Mujuru with the missing funds.
His comments came 14 days into Mujuru rival, Vice President Emmerson Mnangagwa’s charges this week that he is now busy investigating government corruption specifically during the time Mujuru was in power.
Moyo wrote, “Careful. Your embattled leader supervised economy ministries & is part of the $15bn Chiadzwa story.
Watch this space”.
Professor Moyo made this claim in response to opposition parties’ (ZimPF included) demands that the Robert Mugabe led ZANU PF government must pay back $15 billion dollars reportedly looted from the country’s diamond revenue.
President Mugabe revealed last month during his 92nd birthday interview with the Zimbabwe Broadcasting Corporation that the country received less than $2 billion out of a possible $15 billion from the Chiadzwa diamonds where more than five companies were licensed to operate.
Mujuru who served under President Mugabe’s government for 24 years and 10 years during the diamond years, is reportedly holding an estate running into 8 billion dollars, according to ZANU PF.
Other opposition parties feeling the Mujuru threats have also continually linked her to self enrichment through the looting of national resources.
The former Vice President in her response, has dismissed the allegations saying they are false and if she was ever guilty, Mugabe would have arrested her by now.
COSAFA Castle Cup gets into gear
The draw for the 2016 COSAFA Castle Cup will take place on Thursday night as the 14 competing nations in this year’s Southern African championship learn their fate.
The draw will be broadcast live on SuperSport’s popular Soccer Africa magazine show on channel 204 from 21h30, and will also be carried across COSAFA’s social media platforms on Twitter (@COSAFAMEDIA) and Facebook (www.facebook.com/COSAFAMEDIA).
Only the Comoros Islands have opted not to compete from among the COSAFA nations and have been replaced by 2016 African Nations Championship winners and 2015 African Nations Cup bronze medalists the Democratic Republic of Congo.
The Congolese add to an already outstanding field that includes four-time winners Zambia and Zimbabwe, three-time champions Angola and South Africa, as well as holders Namibia, who will host the June 11-25 event.
The format of the competition will be the same as in South Africa last year with the eight lowest positioned sides according to the April 2016 FIFA World Rankings taking part in the first round, where they will be split into two groups each containing four teams.
The one proviso to this is that Namibia have been given a bye into the quarterfinals as holders of the trophy that they won at the 2015 COSAFA Castle Cup.
Of those teams, Malawi, Angola, Zimbabwe and Swaziland will be seeded, with Madagascar, Lesotho, Mauritius and Seychelles making up the rest of the first round field.
The top team in each pool will advance to the quarterfinals, where they will be joined by the six higher ranked teams – DR Congo, South Africa, Zambia, Botswana, Mozambique and Namibia.
There is no seeding for this stage of the competition, creating the potential for some heavyweight clashes.
There will also once again be a Plate competition for those teams who are knocked out at the quarterfinal stage to ensure they have the opportunity to play more than one match.
Malawi took the Plate in South Africa 12 months ago when they defeated Zambia 1-0 in the final.
The scheduling of the COSAFA Castle Cup this year allows teams to bring their strongest possible squads as the tournament will be played directly after the latest round of African Nations Cup qualifiers in June.
The COSAFA Castle Cup was first played in 1997 and has become one of the top regional competitions in the world having helped developed some of Southern Africa’s leading stars over the past two decades.
The likes of Collin Benjamin (Namibia), Teko Modise (South Africa), Manucho (Angola), Collins Mbesuma (Zambia) and Dipsy Selolwane (Botswana), among many others, all got their big break in international football through the COSAFA Castle Cup.
This year will also see a trophy tour the length and breadth of Namibia as well as a 24-hour 5-a-side football match played June 4-5 at Football for Hope Centre, Katatura.
The COSAFA Castle Cup Trophy Tour will begin its journey in southern Namibia city of Keetmanshoop from May 7-9 where fans will get to enjoy great activations from Castle Lager and also get to meet some legends of Namibian and Southern African football who are ambassadors for this year’s competition.
The next stop will be the coastal city of Swakopmund on May 14-16 where there will be more fun and festivities for fans to enjoy.
The roadshow moves on to Oshakati in the far north of the country from May 21-23, before it ends in Rundu between May 28-30.

A Mutare-based businessman has dragged Home Affairs minister Ignatius Chombo to court to force him to facilitate the re-imbursement of $78 900 seized by the police following his arrest in 2008 on theft charges.
Tendai Blessing Mangwiro, filed an application for mandamus (a judicial remedy) on Monday, demanding Chombo to act in terms of his duties and facilitate the release of his money.
Mangwiro, who was cleared of the theft charges in 2012, said that since an order for the re-imbursement of the money was done over a year ago, Chombo has not acted in terms of the directive.
“…it is respondent (Chombo)’s failure as the minister of Home Affairs to comply with the statutory duty on him…which prompted me to make this application…,” Mangwiro said.
He accused Chombo of misleading his lawyers, following several communications, where the minister claimed, “all necessary arrangements have been made to request and pay the amounts due to your client as granted by the court.”
Mangwiro said according to Section 5 of the State Liabilities Act, where a person successfully sues the State, the court cannot order execution or attachment against the State’s property.
He however, said Chombo as the nominal defendant and Home Affairs minister had an obligation to have the money paid out of the Consolidated Revenue Fund.
“…I implore this honourable court to hold the respondent as a public servant to be personally held liable for not complying with the honourable court’s order because he has failed or neglected to perform a mandatory duty which is cast upon him by the statute because the statute has set him as an agent of the legislature,” Mangwiro said.
He is now seeking a directive for Chombo to comply with the court order, failure of which he argues the minister must be declared to be in contempt of court.

Other speakers include Sony Kapoor, the chairman of the Banking Stakeholder Group of the European Banking Authority, who has served as a Visiting Fellow at the European Commission dealing with economic governance, financial reform and the Euro crisis.
He was also a member of the panel advising the European Parliament’s special committee on the crisis.
Former Sky News business editor Michael Wilson will present his thoughts on enhancing the investment climate in Zimbabwe, while The Tangled World and Two Speed World publisher Gerald Ashley makes it on the list of speakers who also include several government ministers and businesspeople.
In December last year, Highshot Provisions brought Chinese billionaire William Ding to the country.
Ding, who addressed the Local Government Economic Development Forum 2015 in Bulawayo, also explored investment opportunities in the property sector.
A number of high-profile businesspeople have visited Zimbabwe recently among them Nigerian billionaire Aliko Dangote who has a net worth of over $18 billion according to Forbes Magazine.

On his visit, landmark deals worth $4 billion were signed between Zimbabwe and China which will convert provisions of the government’s economic blueprint, Zim-Asset, into programmes of action.
The two nations signed 12 investment agreements covering different sectors of the economy.
The deals include financing for the expansion of Hwange Power Station, construction of a new Parliament building and a pharmaceutical warehouse, expansion of a national fibre optic broadband project and provision of wildlife monitoring equipment.-State Media
Minister Shuts Down Gold Mines
Mines and Mining Development Minister Walter Chidhakwa has ordered the shutting of down all gold mines deemed to be side-stepping the country’s sole buyer of the metal.
The central bank’s Fidelity Printers is the country’s sole mandated buyer of gold in Zimbabwe. However, artisanal miners have complained about payment problems at Fidelity, which they say is struggling with liquidity.
Artisanal miners require an average $5 million per week for gold deliveries. Central bank governor John Mangudya has said artisanal and small-scale miners produced 40 percent (2 tonnes) of the 5 tonne gold output registered by the country in the first quarter of 2016.
Chidhakwa, who recently shut down private mines operating in the Chiadzwa diamond mining companies, said rogue gold miners were depriving the country of potential revenue generated from sales of the bullion.
“If there are any people mining gold and selling it to any entity other than Fidelity (Printers), go and close them down,” charged Chidhakwa when he addressed officials within his ministry recently.
“It does not matter how powerful that person is, close them down. If you (ministry officials) fail to do it, tell me and I will close them down myself. We do not fear anybody. Nobody has the power of depriving Zimbabweans of a mineral that must benefit this country and its people, nobody has that power. It does not matter whether it’s spiritual or political power, close them down.”
Mnangagwa:Zimbabwe A Cash Purse for Other Countries
ZIMBABWE was slowly becoming a “market for other countries” with very little exports in return to drive the economy forward, Vice-President Emmerson Mnangagwa has said.
Addressing delegates at the International Business Conference hosted by the Zimbabwe International Trade (ZITF) company, Mnangagwa said the country was not doing enough in terms of exports urging the public and private sector to work hard to address the anomaly.
“Meanwhile, the government has noted with concern that Zimbabwe is slowly becoming a market for other countries with very little export in return. Efforts are underway to arrest the trend and revive domestic industry,” Mnangagwa said.
According to national statistics agency, Zimstat, Zimbabwe recorded a trade deficit of $323 million in the first quarter of the year. The agency said imports to March amounted to $490 million against $167 million exports, which remained heavily skewed towards consumptive products following a significant drop in raw materials importation.
Most of the imports were consumptive products such as bottled water, sugar, soap, cooking oil, cellphone handsets, electronics, vehicle spares, vehicles, generators and second hand vehicles.
Cumulatively, to March, Zimbabwe’s imports stood at $1,3 billion, while exports amounted to $626 million.
Mnangagwa said there was need for a paradigm shift by industry and business towards the use of abundant domestic resources and skills to provide goods and services of competitive quality.
“This will in turn undoubtedly endear Zimbabweans to locally produced goods and make them competitive on the international market. To this end, government remains committed to assisting industry and business in their efforts to re-tool in order to ensure business viability,” he said.
He urged businesses to invest in innovation and technology to improve productivity and quality of goods and services.
During the question and answer session, Mnangagwa also spoke about the issue of corruption. He urged both the private and public sector to fight corruption.
“For any country to succeed, corruption must be fought left, right and centre. Let it not be a duty of the government alone but everyone,” he said.
Asked by participants what the government was doing about the $15 billion money which President Robert Mugabe alleged disappeared in thin air, Mnangagwa said he “believes investigations were taking place” to ascertain whether the allegations were true or not.
The fair running up to Saturday under the theme Innovate, Integrate and Industrialise, would be officially opened by Togolese President Faure Essozimna Gnassingbé tomorrow.
Sixteen countries, including Zimbabwe, were represented. These were Botswana, China, Cyprus, Ethiopia, Germany, Indonesia, Iran, Japan, Kenya, Malawi, Mozambique, Namibia, Poland, Russia, South Africa, Tanzania and Zambia.
This year’s edition had attracted about 390 direct exhibitors, compared to the closing total of 387 last year. The figure included 32 direct foreign exhibitors, the same as was achieved in 2015. -Newsday

The Elton Mangoma led Renewal Democrats of Zimbabwe, RDZ, says the 92 year old President Robert Mugabe is “incapacitated” and should be “relegated” to the old people’s home.
On Wednesday President Mugabe’s health hit the news forums after fresh state pictures showed him requiring physical assistance to greet the widow of the late former Zimbabwe Farmers’ Union, Silas Hungwe, Mrs Rhoda Hungwe.
Readers posted comments some of which were demanding for the stepping down of the aging leader because of his deteriorating health.
On his Facebook page, RDZ national spokesperson Pishai Muchauraya said Mugabe is now a burden to the country.
“I think it is now proper to declare him incapacitated and confine him to an old people’s home”, he said.
In February, a Zimbabwean opposition supporter asked the constitutional court to rule on Mugabe’s mental and physical fitness to do his job.
In September Mugabe read out a wrong speech at the opening of parliament that was after he had fallen while descending the stairs from a podium at the Harare International Airport.
Mugabe is secretly ever visiting Asia for medical attention.
Leigh-Ann Mahachi Death: HELP NEEDED
Sheffield Telegraph- Friends of the mother of the Zimbabwean Sheffield murder victim Leigh-Anne Mahachi are urging people to donate money to help the family at this ‘awful time’.
Staff at Scarsdale Grange Nursing Home, in Woodseats, have launched an appeal to raise money for Leigh-Ann’s mum Cecilia, who is too grief-stricken to work.
As Cecilia does not receive sick pay, her colleagues are urging people to donate to help her family through the ordeal.
The appeal, which has been launched by care assistant Emily Burns and manager Babs Dixon, aims to raise enough cash to support the family while Cecilia is off sick.
Emily, of Jordanthorpe, said: “Cecilia has quite understandably gone off sick with everything that has happened.
“As she doesn’t get any sick pay, she might start struggling financially.
“Considering everything she has been through, and continues to go through, the last thing we want is for her to have money worries.
“If the people of Sheffield could spare even a few pounds, it will make such a huge difference at this awful time.”
Emily added: “No parent should ever have to go through what she has, it’s just terrible.
“We are trying to offer as much support we can here, but it would be amazing to see others help out too.”
Leigh-Anne Mahachi, aged 22, died of stab wounds on Tuesday, April 12, after being attacked in her Gleadless Valley home.
Tapiwa Furusa, 37, has been charged with her murder and has been remanded in custody.

Terrence Mawawa, Masvingo| Scores of teachers from the rural areas were stranded in the ancient city of Masvingo after failing to get their salaries from their respective banks, amid indications the 2008 chaos could resurface.
The teachers were forced to sleep on the pavements after being told the banks had no cash.
Some of the teachers travelled from as far as Mwenezi about 180 kilometres from Masvingo.
In a snap analysis carried out by ZimEye.com yesterday some banks limited the daily cash withdrawal to $200 while others did not have the money to pay the desperate civil servants.
As the country’s economy continues to deteriorate, there are indications the chaos that rocked the nation in 2008 could resurface. Economists have warned the treasury has been overburdened with foreign expenses while the nation’s industry remains stagnant.
Speaking on Independence day last week President Robert Mugabe surprised all and sundry when he claimed the nation was experiencing economic prosperity, in sharp contrast to the plight of the civil servants.
Teachers who spoke to ZimEye.com said they spent the whole night sleeping on the pavements despite the biting cold as winter approaches.
“I am from Mwenezi and I slept on the pavement because I had no money to go back home .I had no option but to sleep on the pavement. I might be forced to sleep here (on the pavement again) since I have to wait for bonus.I need at least $14 to travel to and from Mwenezi .I do not have any extra cash and last night I only drank a bottle of water,” said the teacher from Maranda Mwenezi.
Another female teacher from Rutenga, Mwenezi said:”I don’t know anyone here so I slept on the pavement. I went to BancABC and there was no cash. We were told to wait for another day. Hundreds of teachers are stranded. The situation is highly critical.”
The government has claimed agents of regime change are working tirelessly to sabotage the country’s economy.
It remains to be seen whether the teachers will get their bonuses on Saturday as earlier announced by Finance Minister Patrick Chinamasa.
100 Zimbabwe Girls Abducted in Kuwait, Still Missing | BREAKING NEWS
About 100 Zimbabwean women are still missing in Kuwait having been abducted there, the latest revelations show.
The development comes after the Zim government set out into Kuwait sending a delegation of MPs and government officers to repatriate hundreds of Zimbabwean girls who were trafficked into that country for slavery.
The women who had been promised jobs, found themselves into slavery. One hundred (100) of these female citizens are missing having been abducted. Legislator for the MDC Priscilla Misihairabwi Mushonga revealed. Ms Mushonga told ZimEye .com early Thursday that despite ZANU PF businessman Wicknell Chivayo paying several tickets to repatriate some of the girls who were recently tracked, 100 of them are still unaccounted.
Both the Kuwaiti and Zimbabwean government are clueless as to where the women are.
Their ages were also not known at the time of writing.
“We needed $12,000 for now. I am sure that is what he(Chivayo) paid. I am not dealing with him. What I know is we still have about 100 girls we have not located who will still need to be taken home when we find them,” she said.
Meanwhile Mushonga Wednesday night blamed Mugabe’s administration for failing to do enough to help its citizens. “What I am mad about is my government,” she charged.
She continued, “the minister of Foreign Affairs has callously told us that government has no USD12,000.00 to pay for the tickets of these traumatized girls, whose stories amount to human trafficking, and we call ourselves a government. My hero is the ambassador here and the Speaker, they have been amazing. As for Simbarashe Mumbengegwi I can’t wait to get home and give him my piece of mind,” she said.

$200,000 School Cash Disappears
Terrence Mawawa, Masvingo|$200,000 has reportedly disappeared as a raging storm brews at the Roman Catholic owned St Antony’s Msiso High School with parents accusing the head of gross abuse of funds.
Disgruntled parents yesterday accused the school head Emmaculate Tinago of rampant corruption and gross embezzlement of school funds to the tune of USD200,000.
The parents also accused Tinago of constructing a sub standard structure at the boarding school after failing to account for the hostel construction levy collected from the parents for over six terms.
The parents said the school constructed the below standard structure claiming it cost $ 200 000.
“We have been paying the hostel construction levy for more than six terms. Initially she told us the levy will be paid for six terms but to our surprise the payment period has been extended. The head also took school equipment to her farm. The Ministry of Primary and Secondary Education is deeply reluctant to act on the matter. We have written several letters to the ministry to no avail. The head has a habit of inflating figures.
She also inflated figures for the borehole construction project at the school. We have gathered evidence that she also demands kickbacks from companies that supply goods at the school,” said one parent who spoke to ZimEye.com.
Efforts to get a comment from Tinago did not materialise but sources at the school claimed the head was being protected by senior education officials. Another angry parent said:”The Ministry has to send a team of auditors to analyse the school’s financial records. The head is concealing a lot of sinister motives. She spends most of her time at her farm in Chiredzi. The school’s high standards are waning with each passing day.”
Drama as Mujuru aides Kick CIOs Out of Meeting
Staff Reporter| Matabeleland South Provincial Committee of the Joice Mujuru led People First party did the unthinkable over the weekend when they bundled CIO and police officers out of their executive meeting.
The meeting ended prematurely as the CIO agents turned their anger on the owners of the private place where the meeting was being held.
Sources say the CIO threatened that hosting a People First meeting was conspiracy to insurgency against government and the place could be “listed and marked as agents against government.”
Under pressure, the property owners are reported to have demanded the party to move out of the venue citing personal security concerns.
The sources claim that things went wayward when the chairperson of the meeting, the former MDC (Ncube) member, Bekezela Fuzwayo, asked everyone in the meeting to introduce themselves. During the identification process, it turned out that at least ten (10) CIO and Police Internal Security Intelligence (PISI) officers were present.
Fuzwayo is reported to have then questioned the large number of state security agents at the meeting more so the presence of CIOs who were never called to the meeting.
Fuzwayo then told the officers that they could not proceed with the meeting with the officers in attendance as the it was supposed to be a closed door private convergence. Other members of the party in attendance concurred, resulting in a war of words as they demanded the officers to leave the meeting.
After more than thirty minutes of scuffling, the officers then finally agreed to leave the meeting room to monitor the proceedings from outside.
Instead of monitoring the meeting from outside as agreed, the disgruntled and embarrassed CIO agents then called for reinforcement and more officers thronged the place resulting in the threats to the owners of the venue to stop the meeting.
A party member who was part of the meeting claims that the meeting had been properly cleared by the police PISI section but the CIO agents made sure that the meeting would not go ahead.
ZimEye.com could not get an official comment from the party senior officials in the province. Police in Gwanda however claimed ignorance of the People First meeting held in Gwanda over the weekend.
Meanwhile, CIO agents in Chinhoyi stopped an interdenominational church gathering which was suspected to be attended by Mujuru. The pastor of the host church was briefly taken into custody by the CIO agents.
Minister Applauds Salvation Army
By Sydney Barson | The Salvation Army church remains relevant in its ministry and continues to play a pivotal role in promoting peace, unity, health and education to the nation of Zimbabwe, Minister of State for Provincial Affairs in the Midlands Province Hon. Jason Machaya has said.
In a speech read on his behalf by Mr Peter Mahlatini, the minister said churches should be exemplary in promoting ethical teachings and orthodox principles of life.
He was speaking on the sidelines of the Salvation Army’s one-day commemoration of 125 years of existence in Zimbabwe held in Gweru, Sunday.
“I congratulate your church for this long peaceful existence of 125 years in our society and for having done so much already in our country. ” said Machaya.
“Over the years you established many schools within Gweru and the province; these include, Zviseko, Boulder, Chiwundura, Dubugwana/Nyabango, Bhudhe, Todyana, Dombotombo and Mujibha in Gokwe. This is clear testimony of your good work,” Machaya added.
The event which commenced with a parade through the city, reached the climax as Major Martin Chitsiko, Area Commander for Hwange, presented the 125 anniversary flag to Major D Kiama, Divisional Commander for Midlands. The flag is a pass on initiative and will stay in Midlands for the next 2 weeks before it goes to Kadoma.
Every centre in Zimbabwe should have received the flag by September 29 when all shall gather at the Glamis arena, Harare Showgrounds for the historic 125th anniversary congress.
Gospel legend and Salvationist Machanic Manyeruke along other musicians such as Baltimore Mudepu and Lucky Mabhande, graced the occasion and kept everyone to their feet.
The Gweru brass band, timbrel band, Sectional Songsters and Hosho groups provided sterling performances during the celebration.
The final scripture message from Major Kiama from Kenya, reminded everyone that the Salvation Army is what it is today because “Jehovah is our strength.”
Married Man Sodomises 12yr Old Boy
A MARRIED man from Gweru who sodomised his neighbour’s 12-year-old son has been slapped with a 15-year jail term.
Never Noah, 24, of Chihota Farm, appeared before Gweru Regional Magistrate Morgan Nemadire facing one count of indecent assault. He pleaded guilty and was jailed for 15 years.
Noah will, however, serve 12 years of the prison term after Nemadire suspended three years for five years on condition of good behaviour. In passing sentence, Nemadire bemoaned the increase in sodomy cases in the Midlands province.
“Indecent assault cases have increased and that’s a cause for concern. You were cruel in the manner you committed the crime on a young boy aged 12. You weren’t sexually starved since you’re married. You deserve a long prison term and hence l’ll sentence you to 15 years in prison. Furthermore, three years will be suspended on condition of good behaviour,” he said.
Prosecuting, Andrew Marimo said on April 24 this year, the complainant was walking alone along Matobo Road in Gweru when he met the accused.
“Noah grabbed the complainant, dragged him into a nearby bush where he laid him on his chest before he removed his trousers and sodomised him once,” said Marimo.
The court heard that the boy was screaming for help as Noah sodomised him.
Noah, the court heard, released the complainant when some people were approaching the scene.
“The accused was chased by John Deke who was among the people who heard the boy’s screams. He was caught after sprinting for a distance of 200 metres. The accused was handed over to the police,” said Marimo. – State Media
Tomana Explodes
Prosecutor-General Johannes Tomana erupted in court complaining that the stalling of his criminal abuse of duty trial by the State was prejudicing his functions.
The trial, which was scheduled for yesterday, was reset to June 1 and Tomana’s bail condition was relaxed to reporting once a fortnight at CID Law and Order instead of every Friday.
Tomana is charged with criminal abuse of duty as a public officer or alternatively defeating or obstructing the course of justice after he allegedly ordered the release of two men — Solomon Makumbe and Silas Pfupa — suspected of trying to petrol-bomb the First Family’s Alpha Omega Dairy Farm in Mazowe.
Through his lawyer, Mr Tazorora Musarurwa, Tomana insisted his trial should have started yesterday.
“When the matter was last remanded, April 27 was set as the trial date, this means today (yesterday) trial should have started,” he said. “On February 14 we went to the national director of prosecution informing them that we had not yet received State papers.
“They said we should be served with State papers immediately so that trial could start. Today we are served with witness statements, which were recorded at the beginning of February.
“There is no reason State failed to serve us in time. We thought with the sensitivity of the matter State would want to conclude it in time.”
Mr Musarurwa said they wanted an earlier trial date and Tomana should be removed from reporting every Friday at CID Law and Order because it was affecting his functions as the Prosecutor General of the country.
The prosecutor, Mr Timothy Makoni, submitted that the judiciary system is like a conveyor belt and other matters are already in queue.
“It would be unfair to remove other matters to accommodate the accused. He should wait his turn in that chain of events,” said Mr Makoni. “We are amenable to have accused’s reporting conditions reduced to once a fortnight.”
Harare magistrate, Mr Vakayi Chikwekwe, adjourned the matter and relaxed Tomana’s reporting conditions. He is on $1 000 bail.
It is the State’s case that Makumbe, Pfupa, Kuchata and Borman Ngwenya were arrested for possession of weaponry for sabotage and money laundering for terrorism purposes.
On January 25, their request for remand placement forms were taken to the National Prosecuting Authority where Mrs Ziyambi, Mr Mutsonziwa, chief law officers Michael Mugabe and Chris Mutangadura went through the documents and gave the greenlight for the four to be placed on remand.
The quartet was taken to court for initial remand and was remanded in custody.
On January 29, the ,State alleged Tomana, knowing that police investigations were still in their infancy and without having sight of a complete docket, directed the withdrawal of charges before plea against two of the accused Makumbe and Pfupa.
The two were released from remand. He unilaterally suggested that the two be treated as witnesses, which was contrary to the evidence at hand which is linking them to the offence, the court heard.-State Media
LATEST-KUWAIT- Chivayo Rescues Stranded Women
ZANU PF businessman, Wicknell Chivayo is said to have rescued 32 Zimbabwean women who were lured to Kuwait to work as housemaids but ended up being abused as sex slaves.
Mr Chivayo bought return air tickets worth US$58 900 for the stranded women, the state media reported.
The news came as MDC legislator Priscilla Mushonga complained that government has failed to pay the remaining USD12,000.00.
She announced last night in writing saying, “I am in Kuwait with the Speakers delegation. We have been on our missing girls here. The Speaker has managed to get the authorities to where to the girls’ repatriation”.
She continued saying, “what I am mad about is my government. Other members of the delegation are MDC legislator Priscilla Misihairabwi-Mushonga, Zanu-PF MP Sabbina Thembani and senator Chief Musarurwa.
Paradza told The Herald yesterday that they met with Kuwaiti authorities to discuss the situation.
“Today we met the ruler of Kuwait His Highness, Sheikh Sabah Al Ahmad Al Jaber Al Sabah and Acting Prime Minister and Minister of Foreign Affairs Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah, where a directive was issued that the women should be repatriated in order to avoid the deterioration of good relations between the two friendly nations through these criminal activities perpetrated by a syndicate of human traffickers in Kuwait and Zimbabwe,” said Paradza.
“We also met the Speaker of the National Assembly of Kuwait Marzouq Ali Al Ghanem at his offices and had the opportunity of attending one of the live sessions.”
Paradza said the first batch of the young women will start arriving on Saturday.
“The Speaker had to intervene following strong representations from families and relatives of the women that have been living under modern-day slavery in the Gulf state, rich in oil reserves.
“The women were located with the help of Zimbabwean Ambassador to Kuwait Mark Grey Marongwe. The actual number of the women still unaccounted for is unknown but it is believed they number up to about 200. So far, the embassy has assisted the repatriation of 44 distressed women back to Zimbabwe,” said Paradza.
He said the Ministry of Foreign Affairs indicated that Government did not have money at the moment to repatriate the young women.
“The Minister of Foreign Affairs, Simbarashe Mumbengegwi, told Adv Mudenda through his deputy Edgar Mbwembwe that his ministry had no budget to bring the girls home.
“The Speaker then made frantic efforts to secure money for the air tickets and is grateful to Wicknell Chivayo who immediately rescued the situation and instructed his travel agent to issue one-way tickets for the women to come back home,” said Paradza.
Contacted for comment, Mr Chivayo said he felt duty-bound to respond to the request
“I bought the tickets wholeheartedly without thinking twice. As a patriotic Zimbabwean, it pains me to hear my fellow sisters are being abused and used as sex slaves.
“As captains of industry, it is our obligation to respond expeditiously where there is a worthy cause. We should all emulate President Mugabe’s heart who has spent the greater part of his life to liberate others and has suffered for that.
“I was told that nine of the 32 women have passports while the Zimbabwean embassy in Kuwait is busy preparing emergency travel documents for the remaining ones.
“In view of the financial challenges (faced by) the Government, I felt it necessary to chip in after the distress call from Paradza from Kuwait on behalf of the Speaker,” said Mr Chivayo.
The youthful businessman has also poured in more than $600 000 including paying the Zifa debt to ensure Zimbabwe remained in the 2022 World Cup.

Locardia’s Chief Steals Mugabe Inputs
Luscious Chibvongodze, popularly known as Chief Negomo (widely known as Morgan Tsvangirai’s estranged girlfriend, Locardia Karimatsenga’s chief) has been arraigned before a Bindura magistrate after he reportedly stole presidential farming inputs for the 2013/2014 season.
Chibvongodze appeared before the court yesterday to answer to fraud charges. It is alleged that Chibvongodze made a misrepresentation to the Grain Marketing Board, intending to deceive Sondelani Mhlanga.
Chibvongodze reportedly compiled a list of 140 different people. He allegedly misrepresented to Mhlanga that the names belonged to beneficiaries of ward 14 and 16 from the Mazowe district, who were entitled to the 2013/2014 presidential summer cropping season inputs.
According to court papers, after presenting the list, Chibvongodze was given 140 x 50kg of fertiliser, which he reportedly converted to his own use.
Chibvongodze became famous after he summoned MDC president Morgan Tsvangirai over claims that he had breached traditional laws in his area by marrying during the month of November. daily news

Mangoma Supporters’ Homes Burnt
At least seven homes belonging to Elton Mangoma’s Renewal Democrats of Zimbabwe party supporters have been razed down in Manicaland’s Chiendambuya rural areas.
One of the party officials in Harare who requested not to be named until “we” have verified the arson, said they were rushing to the scene to establish the facts.
“We have just been informed that there are seven homes which have been burnt by suspected Zanu PF supporters in Chiendambuya ,” she said.
“As we are speaking we are on our way there and we will give you details when we get there”.

Power Producer Fights Parliament Over Mutare Tender
Independent power producer, Pito Investments on Tuesday took its battle against the State Procurement Board (SPB) to Parliament hoping to persuade lawmakers to intervene in the dispute after the firm was elbowed out of a tender to set up the Zimbabwe Power Company’s 120-megawatt Mutare Peaking Plant.
ZPC, a subsidiary of power utility, Zesa Holdings as required by government flighted, a tender for the Mutare plant through the SPB in mid-2014.
The 120MW plant will strictly be used to provide power in cases of emergency.
The tender required that bidders establish a power plant through setting up either four stations producing 30 MW each or three stations producing 40MW each.
Pito Investments and another local firm, Helcraw, which was eventually awarded the tender, were among the seven companies that participated in the bidding process.
After the ZPC completed appraisals of the bids, it recommended to the SPB that Pito be awarded the tender.
The board however awarded the deal to Helcraw, which according to Pito Engineering general manager technical, Timothy Nunu, did not meet the tender specifications.
Nunu told the Mines and Energy Parliamentary Portfolio Committee that the SPB had irregularly awarded the tender to a company that did not meet the specifications.
In its tender, which met ZPC requirements, Pito said it would cost $120 million to set up the plant while Helcraw’s bid was at $90 million.
“The tender was flawed because the recommended winner was Pito and Pito was for some reason disqualified,” Nunu told the mines and energy committee, which is chared by Daniel Shumba.
“Helcraw was awarded despite their offer having been out of spec.”
Nunu said ZPC had recommended that his firm be awarded the tender as the utility did not only focus on the cost of setting up the plant but also on technical specifications.
Helcraw on the other hand, had submitted that it would set up two 60 MW stations at a cost of $90 million which was not the requirement.
Pito Investments director Alex Chidembe queried the sense of going to tender, outlining technical specifications if the eventual winner would just be based on the price alone.
Some members of the committee insinuated that there could possibly have been underhand dealings that saw the SPB awarding the tender to a firm that did not meet the tender specifications.
After Pito lost the tender, the firm took the matter to the High Court and Supreme Court but in both cases, its appeals were dismissed on technicalities.
The committee said it would fully investigate the matter, after which it will come up with its conclusions and recommendations.-TheSource

President Robert Mugabe’s health hit the news forums on Wednesday again after fresh state pictures (above) showed him requiring physical assistance to greet the widow of former Zimbabwe Farmers’ Union, Mrs Rhoda Hungwe. “So our dear leader can’t raise his hand now he has to be assisted,” commented a ZimEye reader.
In February, a Zimbabwean opposition supporter asked the constitutional court to rule on Mugabe’s mental and physical fitness to do his job.
Tinomudaishe Chinyoka, who describes himself as a long-time member of the Movement for Democratic Change and qualified lawyer, presented an affidavit to the court in Harare on Friday. In the document, he outlined a series of blunders and media speculation that have raised questions about Mugabe’s ability to govern the southern African nation.
“Having a president that may lack capacity to carry out the job threatens democracy, undermines the constitution and all the rights therein and puts in jeopardy the very foundation, security and future of the nation,” Chinyoka said in the statement.
He cited as examples the 91-year-old leader reading out the wrong speech at the opening of parliament in September, repeating the state-of-the-nation address he delivered a few weeks earlier, as well as photos from last year that showed Mugabe descending stairs from a podium when he mis-stepped and fell.
Mugabe’s medical trips abroad, for what his office describes as check-ups, have also fueled speculation about his well-being and who may succeed him. The ruling Zimbabwe African National Union-Patriotic Front party is divided into camps, with supporters jockeying for his wife Grace Mugabe, who says she could be chosen, or Vice President Emmerson Mnangagwa.
No one answered the phone at the attorney-general’s office in Harare when Bloomberg News called outside regular hours for comment.
Mujuru Pastor Abducted By CIO | BREAKING NEWS
A “pastor,” linked to Former Vice President Joice Mujuru, has been raided and abducted by the CIO (Central Intelligence Organisation) in Chinhoyi, the party says.
The church elder was to officiate an interdenominational meeting with Mujuru at the local church last night before the CIO swooped in, ZimEye.com is told.
While details were sketchy at the time of writing, Zim People First Womens’ League boss elect, Margaret Dongo, confirmed the development in a written party informational.
“They found riot police barricading the church yesterday so that no church service can be held,” she said of the function which also saw Mujuru being blocked.
She continued, “the CIO kidnapped the pastor from his house at night because he was at the church when amai Mujuru was to address the church service…”

Mnangagwa Wife Hunts Down Grace Mugabe Gangs
Vice President Emmerson Mnangagwa’s wife, Auxillia, is hunting down faction gangs deployed in the Midlands area.
Auxillia Mnangagwa was appointed by the ZANU-PF Midlands leadership among a seven-member taskforce moving around the province looking into the causes of rampant factionalism by members of First Lady Grace Mugabe’s G40 faction.
The decision was made during the first Midlands provincial coordinating committee meeting held at the weekend following the appointment of Joram Gumbo as the acting provincial chairperson.
Provincial spokesperson Cornelius Mupereri told the state media the holding of the PCC meeting was a move in the right direction towards returning to normalcy in the Midlands.
Members of two factions that were holding parallel meetings before the Politburo dispatched national commissar Saviour Kasukuwere to deal with factionalism in the province recently, attended the weekend’s PCC.
“We had a PCC over the weekend, the first after the intervention of the Politburo. All provincial members were present as we work for the greater good of the party,” said Mupereri.
He said a taskforce to find out problems bedevilling the province was set up and its findings would be presented before the Politburo.
Mupereri said the seven member taskforce was headed by Gumbo who was going to be deputised by Auxillia Mnangagwa.
“So the taskforce is made up of seven members from the central committee.
“They’re going to look into the root causes of the problem we’ve been experiencing as a province,” he said.
Mupereri said the taskforce was going to visit all the eight districts in the province to interview party members. ‘‘After their findings, they’ll report back to the Politburo,” he said.
Tapiwa Matangaidze, who had been acting as the provincial chairperson, reverted to his position as provincial secretary for administration, while Daniel Mackenzie Ncube remained as the deputy provincial chairperson.
Before Kasukuwere’s visit, Matangaidze was acting chairman.
Teenager Sodomises Grade 1 Pupil
A FORM three pupil at Zwangendaba Secondary School in Lupane has been arrested for sodomising a six-year-old neighbour after promising to give him a memory card.
The 17-year-old boy and his victim, a Grade one pupil, both live in Daluka Village in Lupane.
The schoolboy pleaded guilty to aggravated indecent assault when he appeared before Hwange regional magistrate Dambudzo Malunga.
The teenager who cannot be named for legal reasons, pleaded for leniency. “May the court have mercy on me. I will never do it again,” he said in mitigation. Malunga sentenced the pupil to a wholly suspended two year jail term.
The schoolboy will also receive four strokes with a rattan cane to be administered by a prison officer. Prosecuting, Tawanda Sigauke said the incident occurred on March 18 at Daluka Village.
“On March 18, the complainant was herding goats with friends at around 4PM when the accused approached them indicating that he was selling a memory card. The complainant’s 11-year-old friend told him that they didn’t have money,” said Sigauke.
The court heard that the teenager then asked the complainant to accompany him if he wanted the memory card.
“The complainant agreed and followed. While they were in the bush the accused grabbed the complainant by both hands and forced him to lie on his stomach. He pulled the boy’s pair of shorts to knee level and mounted and had anal sex with him once,” Sigauke said.
He said the teenager threatened his victim if he revealed to anyone what had happened.
The little boy went back to his friend and narrated the incident.
His friend informed the victim’s father who then reported the matter to the police. State Media
Woman Gang Raped by Gun Totting Robbers
FOUR highway robbers fired a gun shot before pulling a woman from a vehicle and gang-raping her, police said yesterday.
A haulage truck driver and his male passenger were robbed of their belongings and stripped naked in the incident on Monday night near the Mahatshula North suburb turn-off in Bulawayo.
Police say they are looking for four men who are believed to be armed and dangerous. They have appealed to the public for help to arrest the gang.
A haulage truck driver stopped for the four men in Shangani and offered them a lift to Bulawayo. The truck already had three other passengers — another driver whose haulage truck had developed a mechanical fault and two women, according to national police spokesperson Chief Superintendent Paul Nyathi.
Chief Supt Nyathi said the four men, who pretended to be innocent hitchhikers, turned out to be criminals.
After picking up the quartet, Chief Supt Nyathi said one of the female passengers disembarked at Kombo in Insiza. “As they reached Mahatshula turn-off, one of the four men told the driver that he had reached his drop off point.
“After disembarking, he went to the left side of the haulage truck, which is the driver’s side, while his accomplices remained inside,” he said.
Chief Supt Nyathi said the man pulled the driver out of his vehicle before firing a shot at the truck. “He fired once using a pistol and his accomplices joined in as they started assaulting the two male passengers and the remaining female passenger. One of the men dragged the female into the bush where he raped her before exchanging her with his other three colleagues,” said Chief Supt Nyathi.
After raping her, the suspects robbed and stripped the driver and his male passenger before disappearing into the darkness.
“The three — the female, the driver and male passenger — were assisted by members of the public with clothing before they took them to a police station to report the incident. They were robbed of valuables including cellphones, money and clothes among other things,” he said.
Chief Supt Nyathi urged members of the public who may have information that may lead to the arrest of the four criminals to come forward.
He urged motorists to desist from offering lifts to strangers as they risked falling victim to criminal gangs.
“We want to encourage motorists, be it haulage truck drivers or private vehicle drivers, not to divert from the purpose of the journey and start picking up passengers no matter how desperate they seem.
“Some of the hitchhikers are turning out to be criminals,” he said.State Media
US Ambassador Engages Tsvangirai
By VOA|United States ambassador to Zimbabwe Harry Thomas Jnr. held a meeting Tuesday with Movement for Democratic Change founding president Morgan Tsvangirai at the party’s Harvest House headquarters in Harare.
Ambassador Thomas Jnr. told Studio 7 that the meeting is part of his efforts to engage the country’s political and civil society leaders.
Tsvangirai’s spokesperson Luke Tamborinyoka confirmed that the meeting took place and said the MDC-T president was accompanied by party secretary general Douglas Mwonzora and secretary for foreign affairs, Theressa Makone.
Thomas Jnr. said in an exclusive interview that he is keen to engage Zimbabweans across the board.
The United States and other nations imposed targeted sanctions on President Robert Mugabe and his inner circle following claims of election rigging and human rights violations.
President Mugabe has over the years claimed that the restrictive measures were meant to punish Zimbabwe for implementing a land reform program that pushed over 3,500 white commercial farmers from prime land.
Critics say the program only benefited people closely-linked to the Zanu PF party.
Sex Worker Brutally Murdered For Poor Service
Terrence Mawawa, Buhera | In a grisly murder incident that has stunned the local community, a sex worker was brutally killed by her 19 year old client last week.
The 20 year old sex worker died on her way to Mutare General Hospital after being hit by an empty beer bottle several times.
The incident happened near Murambinda Growth Point when Given Nyoni(19) hired Agnes Mulauzi for quality time. He promised to pay the agreed $2. However Nyoni exceeded the stipulated time resulting in Mulauzi demanding $5 dollars.
Nyoni then accused Mulauzi of failing to satisfy him and the two were involved in a heated argument.
Nyoni struck Mulauzi with an empty beer bottle and continued to hit her on the head. Nyoni fled from the scene after brutally killing Mlauzi.
Mulauzi sustained deep cuts on the head and was taken to Murambinda Hospital where she was referred to Mutare General Hospital but died on the way.
Local villagers said Mulauzi spent a long time bleeding since the incident happened during the night and attempts to rescue her came when it was too late.
Manicaland Provincial police spokesperson Tavhiringwa Kakohwa confirmed the incident.
“I can confirm that we received the report and Nyoni has since been arrested. He is assisting police with investigations,” said Kakohwa.
Rushwaya Released
Former ZIFA chief executive Henrietta Rushwaya, who faces bribery charges for allegedly organising the Limpopogate match fixing scandal with accomplices and attempting to bribe Zimbabwe national soccer team players to lose games against Swaziland in February, has been granted $100 bail.
She was arrested yesterday. As part of her bail conditions, Rushwaya (49) was ordered to report once a week at CID Serious Frauds, not to interfere with state witnesses and to reside at her given address when she appeared before Harare magistrate Mr Tendai Mahwe.
Allegations are that between January and February this year Rushwaya, working in cahoots with Edzai Kasinauyo,Ian Gorowa and Nation Dube, was involved in acts of soccer match fixing targeting South African Premier Soccer League.
The court heard that Rushwaya, together with Leeroy Kundishora Waguta who turned out to be a whistle blower, was working in connivance with Chan Sankran, a well-known Asian match fixer who was the financier.-State Media
LATEST: Kasukuwere, Harare Mayor Court Case
Justice Dube reserved ruling after hearing arguments from lawyers representing Minister Kasukuwere, who opposed the urgent chamber application and those representing Councillor Manyenyeni namely David Hofisi and Dzimbabwe Chimbga of Zimbabwe Lawyers for Human Rights (ZLHR), who faulted the minister for breaching the country’s governance charter by meddling in the management of the local authority.
Hofisi and Chimbga argued that in terms of the Constitution, the removal of Mayors, Councillors and Chairpersons is done by an independent tribunal in terms of an Act of Parliament and there is neither that Act of Parliament nor an Independent Tribunal hence Minister Kasukuwere has thus arrogated to himself powers he no longer has to suspend Councillor Manyenyeni in violation of the Constitution.
The power to remove a Mayor, Chairperson or Councillor, Hofisi and Chimbga argued is no longer vested in a Minister but in an Independent Tribunal set up in terms of an Act of Parliament and thus there is no way that Minister Kasukuwere can purport to suspend or remove Manyenyeni from office. Minister Kasukuwere’s authority to do so, the human rights lawyers argued, can only emanate from an Act of Parliament which provides for the establishment of an Independent Tribunal pursuant to the provisions of the current Constitution of which that Act of Parliament is yet to be promulgated.
Therefore Minister Kasukuwere’s hands are tied and he should seek legislative intervention to get a lawful basis to set up the Independent Tribunal contemplated by the Constitution, argued Hofisi and Chimbga.
Councillor Manyenyeni, Hofisi and Chimbga argued, is suffering harm and prejudice as he has been suspended from office without lawful cause. Apart from his suspension from office, Minister Kasukuwere also suspended payment of his allowances and is not permitted to conduct any council business. The human rights lawyers asked Justice Dube to order Minister Kasukuwere to refrain from suspending, dismissing or engaging in any other activity with a view to removing Councillor Manyenyeni from the office of Mayor of Harare. Chiyangwa Fires Mashingaidze
The Zimbabwe Football President Philip Chiyangwa has fired the Association’s General Secretary Jonathan Mashingaidze.
ZIFA’s Chief Operations Officer Joseph Mamutse is now the Acting General Secretary until a substantive figure has been appointed at the organisation’s Extra Ordinary General Meeting to be e held on the 4th of June.
The decision to fire Mashingaidze was reached Tuesday after Chiyangwa had influenced the Executive committee which met and denied to renew his contract.
Sources within the troubled Football organisation said Mashingaidze who was employed by the sacked former ZIFA President Cuthbert Dube, was viewed as a threat to Chiyangwa’s shenanigans and shoddy deals hence the expulsion.
“Several attempts to frustrate him were made but they were not successful until they today decided to not renew his contract,” said the sources.
In a statement to the media, ZIFA spokesperson Xolisani Gwesela said the sacking of Mashingaidze was not political.
“ The ZIFA executive committee refused to renew the contract of General Secretary Jonathan Mashingaidze and opted to put him on a retirement,” he said.

A Gwanda man has committed suicide after catching his wife and young brother making love in his own bed.
The man originally from Binga whose identity could not immediately be released, is said to have left home for job hunting when he decided to come back home earlier than expected only to find his wife and brother passionately pleasuring themselves in a mid afternoon frenzy.
The young brother managed to pick up a pair of his trousers and jumped out of the room through a window making good his escape, ZimEye was told.
In fury the man picked up a kitchen knife and stabbed his wife once on the left breast before rushing out to a nearby bush where he hanged himself with a piece of rope.
His dead body was discovered less than half an hour after the incident when neighbours went out on after him after hearing the stabbed wife screaming for help.
Neighbours at the area at the time claim that the young brother was seen running off wearing only a pair of trousers before a loud scream was heard from the house.
On arrival at the house they found the naked injured woman lying on the floor with a man’s shirt and shoes on the floor and an open packet of condoms on the bed.
The neighbours initially thought that the young brother raped the woman, stabbed her and escaped. But they were shocked when the woman volunteered information that her husband had found them making love resulting in him stabbing her with a kitchen knife and also fleeing from the scene.
The woman was still recovering at Gwanda Hospital at the time of going to press and reported to be out of danger.

Mr Makandiwa attacks vulnerable people but will watch when the Bible is under attack. Is this man a prophet of the Bible or of the Devil?

The murder charged Caps United skipper Method Mwanjali who was released on bail Monday is going to play at the weekend Harare derby.

The Team’s chairperson Advocate Lewis Uriri confirmed the development to a private commercial radio Tuesday.
Uriri said legally Mwanjali is allowed to play but the decision to field him lies with the coach of the team.
Mwanyali is facing attempted murder charges.
The charges arose after his arrest on Sunday after the footballer together with team mate, Archford Gutu, allegedly stabbed one Tonderai Nhunzvi.
It is alleged Mwanjali and Gutu had an altercation with Nhunzvi and three other men who were in the company of the complainant. Gutu is accused of smashing the rear windscreen of Nhunzvi’s vehicle, which triggered a physical confrontation.
It is then that Mwanjali is alleged to have produced a knife from their car which he used to stab Nhunzvi twice in the abdomen.

Myth One. A civil marriage means that a married couple has to share all their property equally- the so called 50-50 principle.
Myth two: Entering into a pre-nuptial contract is the cleverest thing to do in order to safe guard your property from your greedy soon to be ex.
Myth Three which is my favourite: Chapter 5:11 (formerly Chapter 37) of the Marriage Act is the leading cause of death among healthy able bodied married men in this country. The mere act of wedding and signing the civil marriage register increases the ordinary man’s chances of dying mysteriously. There are no prizes for guessing at whose hands and why but his wealthy widow is soon spotted wining and dining away the inherited money and enjoying the house which he left with her relatives and of course her lovers.

An out of community of property marriage means that a couple does not own property together simply because they are married to each other. A husband or a wife can own property exclusively in his or her own name without sharing it or having to divide it with the other spouse. The same applies to debts and other legal acts that have consequences. A husband is not legally obliged to assume and pay his wife’s debts unless he had guaranteed the debt beforehand just like any other person. If the Mrs falls into legal troubles she has to face the music on her own and vice versa. There is no obligation for a spouse to be joined to their spouse’s legal matters. In our law everyone above 18 whether male or female is an adult and is deemed capable of handling their own affairs and is responsible for all the consequences. Our law unlike religious or traditional cultural laws and norms a wife is not under the control of her husband. Saudi Arabian, religious and cultural laws do not apply in our statutes. Married women just as their husbands can freely enter into their own contracts, sell their own property, enter into business deals, sue or be sued without their husbands’ permission.
But we were advised to share everything to be happy …
Yes indeed you may but that is just how the law is as far as movable and immovable property is concerned. Sharing property equally or sharing it at all is not at all automatic in a Zimbabwean marriage. You own and will continue to own what you brought in and will bring into the marriage during its subsistence. This remains in place unless you enter into a pre-nuptial agreement which we will discuss next week. If the marriage fails you will ideally not take out a penny more than you own. Do not take those entertaining and energetic wedding sermons by new age pastors too literally when they declare that a marriage means sharing everything equally. They have to say those things just to make the ladies in big floppy hats in the front row cry. And anyway if the bride or groom’s grandmother doesn’t weep beware because either the wedding or the grandmother is fake. As fairy tale like and as romantic the equality notion sounds the cold hard fact is that it is not part of our marriage law.

Kasukuwere Breach Of Constitution, High Court D’ Day
HIGH Court Judge Justice Justice Mary-Zimba Dube will on Tuesday 26 April 2016 preside over an urgent chamber application filed by Harare Mayor Bernard Manyenyeni seeking an order setting aside his suspension by Local Government, Public Works and National Housing Minister Saviour Kasukuwere and allowing him to continue carrying out council business.
Minister Kasukuwere on Wednesday 20 April 2016 suspended Councillor Manyenyeni from serving as Mayor of Harare and councillor and justified that he had done so in terms of Section 114 (1) (d) (ii) of the Urban Councils Act [Chapter 29:15]. In suspending Manyenyeni, Minister Kasukuwere indicated that the Harare Mayor and some City of Harare Councillors had acted unlawfully and defied his directive ordering them not to approve the appointment of seasoned banker James Mushore to the position of Town Clerk for the City of Harare.
This prompted Manyenyeni to engage his lawyers David Hofisi and Dzimbabwe Chimbga of Zimbabwe Lawyers for Human Rights (ZLHR) to file an urgent chamber application on Thursday 21 April 2016 challenging Minister Kasukuwere’s decision as unlawful and unconstitutional on the basis that he has no such powers in terms of the Constitution and as has been previously held by the High Court in the cases of Hamutendi Kombayi and Ten Others vs Minister of Local Government, Public Works and National Housing HB 188-15 and Hamutendi Kombayi and Ten Others vs Minister of Local Government, Public Works and National Housing.
In an urgent chamber application filed on Thursday 21 April 2016, Hofisi and Chimbga argued that in terms of the Constitution, the removal of Mayors, Councillors and Chairpersons is done by an independent tribunal in terms of an Act of Parliament and there is neither that Act of Parliament nor an Independent Tribunal hence Minister Kasukuwere has thus arrogated to himself powers he no longer has to suspend Councillor Manyenyeni in violation of the Constitution.
The power to remove a Mayor, Chairperson or Councillor, Hofisi and Chimbga argued is no longer vested in a Minister but in an Independent Tribunal set up in terms of an Act of Parliament and thus there is no way that Minister Kasukuwere can purport to suspend or remove Manyenyeni from office. Minister Kasukuwere’s authority to do so, the human rights lawyers argued, can only emanate from an Act of Parliament which provides for the establishment of an Independent Tribunal pursuant to the provisions of the current Constitution of which that Act of Parliament is yet to be promulgated. Therefore Minister Kasukuwere’s hands are tied and he should seek legislative intervention to get a lawful basis to set up the Independent Tribunal contemplated by the Constitution, argued Hofisi and Chimbga.
Councillor Manyenyeni, Hofisi and Chimbga argued is suffering harm and prejudice as he has been suspended from office without lawful cause. Apart from his suspension from office, Minister Kasukuwere also suspended payment of his allowances and is not permitted to conduct any council business.
The human rights lawyers want the High Court to order Minister Kasukuwere to refrain from suspending, dismissing or engaging in any other activity with a view to removing Councillor Manyenyeni from the office of Mayor of Harare.

Tsvangirai Threatens To Boycott 2018 Elections
Terrence Mawawa, Gutu | President Robert Mugabe’s perennial political arch rival, Morgan Tsvangirai, has firmly warned of a possible election boycott if reforms are not implemented before the crucial 2018 polls.
The MDC leader, who has been criticised by many political analysts as a political liability, called the shots at the weekend as he addressed party supporters at Man’a Business Centre,ward 27 Gutu South Constituency.The event was organised to celebrate Councillor Jefrey Tangemhare’s victory in the 2013 polls.
Although local political analysts dismissed Tsvangirai’s remarks as cheap and typical political rhetoric,the opposition leader said the MDC will make sure all the necessary reforms are put in place ahead of the plebiscite. Tsvangirai did not mention how the party will stop Zanu PF from manipulating the electoral process.
“We will make sure that all the necessary reforms are implemented before the elections and we will not participate in a flawed electoral process. This time we will not take part in the elections if there are no reforms.We are tired of electoral theft and rigging. Many people have been pressing us on the issue of elections. The MDC position is very clear,there must be genuine reforms first before elections. We will make sure that has been put in place,”said Tsvangirai.
He said the MDC was not desperate for a coalition but the party would embrace all democratic forces to fight the Mugabe regime.
“A lot has been said about the coalition of opposition parties and let me reiterate the fact that the MDC is not desperate for any form of union. Rather we are willing to work with pro-democracy groups so that we can fight Mugabe,” he said.
Although some political observers view the former premier as a tired war horse, the crowd that attended the rally on Saturday could be a testimony the veteran opposition leader still has a considerable degree of influence in the political sphere in the country.
Father Makes Own Daughter Sex Slave
A MAN who turned his 18-year-old daughter into a sex slave with the knowledge of his wife has been jailed for an effective 13 years.
The 46-year-old dad of six, who cannot be named to protect the identity of his victim, started raping his daughter in 2011 when she was then aged 13. Even after she got married early as a way of escaping the abuse, her father seemed undeterred as he ordered her to return home after every three days to have sex with her. She eventually fell pregnant.
Regional magistrate Dambudzo Malunga slapped the rapist, who is from Lupane, with a 15-year jail term before conditionally setting aside two years.
She, however, had no kind words for the convict whom he labelled a cruel man who had tormented and traumatised his own daughter by threatening her with death and disappearance.
“You’re a cruel man who traumatised your own daughter by threatening her with death and disappearance so you would continue raping her. You were supposed to protect her but you turned aggressor and a long custodial sentence is appropriate considering the circumstances that you impregnated her,” said Malunga.
The girl’s three-month-old pregnancy was legally terminated at Mpilo Central Hospital. The victim’s mother told the court that she was afraid to denounce her husband’s actions as he had threatened her with death and was a well-known violent person.
“I knew about my daughter’s abuse from the time it started because every time he would want to rape her he would tell me. I was afraid to report it to the police because of the death threats that he would make against me and my daughter. Knowing my husband’s short temper and his violence tendencies which are well known in the area where we live, I decided to keep quiet,” she said, fighting back tears.
In January this year, the victim’s former teacher sensed that something was amiss with her former pupil and when she interviewed her, she opened up on the years of abuse. Chronicle
Henrietta Rushwaya Arrested
FORMER ZIFA chief executive Henrietta Rushwaya was arrested yesterday in the latest chapter of the Limpopogate match-fixing scandal which erupted a few months ago, with ZIFA claiming they had busted a cartel that allegedly intended to fix, among other matches, the 2017 Nations Cup qualifiers between Zimbabwe and Swaziland.
Rushwaya’s name has featured prominently in the saga since a whistleblower provided ZIFA with information that the cartel, which the association claims also involves former Warriors’ assistant coach Nation Dube, axed ZIFA board member Edzai Kasinauyo and former Warriors’ coach Ian Gorowa were manipulating matches in South Africa.
Rushwaya concedes that she interacted with Asian match-fixers from last year up to the time the scandal exploded but says she was working undercover to try and nail them after she promised investigators working for FIFA that she would bring the culprits to book.
Documents show that Rushwaya contacted Terry Stearns, a British national who used to work on the FIFA crack team battling match fixing when she was first approached by serial match-fixer, Wilson Raj Perumal, a Singaporean nation who is one of the leading figures in that underworld and has served jail on a number of occasions on match-fixing offences.
However, ZIFA and their whistleblower, believed to be Leeroy Waguta, a man with close ties to a number of prominent Zimbabwean footballers based outside the country, maintain that Rushwaya was, in fact, part of a match-fixing web that was trying to fix matches in the South African Premiership.
ZIFA officials also claim that Rushwaya and her cartel were in the process of infiltrating the Warriors camp using Dube as their point man, to try and influence the outcome of the 2017 AFCON games between Zimbabwe and Swaziland.
Waguta claims in the dossier that he provided to ZIFA that a meeting was arranged in Johannesburg, South Africa, where Rushwaya allegedly mooted the idea of fixing the games between the Warriors and Swaziland, with Gorowa and Kasinauyo playing leading roles in the operation.
ZIFA reported the case to police on the advice of Sports and Recreation Minister Makhosini Hlongwane, who reiterated that Government did not tolerate attempts to compromise the integrity of Zimbabwe football and shame the national game.
ZIFA have also been working closely with their South African counterparts who launched their investigations into the case with a number of players and officials in that country charged.
Last night, The Herald was advised that Rushwaya had been arrested as part of police investigations into the scandal.
“Henrietta was picked up today (yesterday) and she is in police custody, as we speak, helping police with their investigations,” sources at ZIFA told The Herald.
“We are told that the police also want to interview Edzai Kasinauyo and Nation Dube as part of their investigations into the case. Obviously, this is a massive development and we will now wait and let the law take its course.”
National police spokesman Chief Superintendent Paul Nyathi said he was not aware of the developments as he was away in Bulawayo.
“I am in Bulawayo right now. Contact Senior Assistant Commissioner (Charity) Charamba on her official mobile,” said Nyathi. Chief police spokesperson Senior Assistant Commissioner Charamba said she was attending a funeral.
“Sorry, I am attending a funeral but I don’t have that information.”
A number of Zimbabwean footballers plying their trade in South Africa, have been dragged into the scandal but all of them have been featuring for their clubs, with goalkeeper George Chigova in goals for his team Polokwane City in their Nedbank Cup quarter-final tie against lower division side Baroka FC on Sunday.
Tsvangirai: No Secret Talks with Mujuru
MDC-T leader Morgan Tsvangirai has said his party is not involved in any coalition talks with the Joice Mujuru-led Zimbabwe People First.
Tsvangirai, speaking in Gweru last Friday, said there is no truth to reports of the alleged talks with Mujuru. “Coalition with ZimPF, there is no truth in that. It remains a speculative position by the media. Some have even concluded that the MDC has walked away from the talks. There’re no talks, if there’re talks, the nation would be informed and if there’re any points of difference or agreement for convergence, the nation will know but we can’t work on the basis of speculation by the media,” he told The Chronicle in an interview.
The MDC-T leader claimed that a “national convergence of opposition parties” was needed if they were going to entertain any thoughts of winning the 2018 election. “A national convergence position is needed to make sure in 2018, the country take a new direction. We said we need a big tent so there’s need for people to discuss to negotiate and work together,” he said.
Tsvangirai was also overcome by nostalgia for his days working with President Mugabe and claimed that the two worked reasonably well during the Government of National Unity (GNU) between 2009 and 2013 when his party lost dismally to Zanu-PF.
He said during the GNU, he shared some private moments with President Mugabe which he said were not forced upon the leaders. “We shared some private moments because we had to share since we had agreed. We had to share State issues, issues of government work programmes and we worked reasonably well and achieved positive results,” said Tsvangirai.
He said demonstrations held two weeks ago in Harare and others planned in the remaining provinces were just a way by the MDC-T to express itself and not to stage a coup as the government in place was constitutional. This is a departure from the MDC-T’s leader’s unsubstantiated claims of vote rigging in the aftermath of the 2013 polls.
“We said that our intention of expressing ourselves is never to be misinterpreted as an attempt to oust or overthrow the government. We made that clear. This isn’t an expression of overthrowing a government which is constitutionally in place,” he added. Chronicle
UK:Zim Accountant Steals £1,8million
A 41-year-old Zimbabwean accountant defrauded two companies of more than £1.8m.
Evelyn Gore-Strachan, was working at Reading firms Webtech Wireless and Britannia Pharmaceuticals when she committed the offences, Reading Crown Court heard.
Gore-Strachan, of Monarch Drive, Shinfield, was sentenced at Reading Crown Court on Friday, April 22.
She had pleaded guilty to nine counts of fraud by abuse of position at the same court on January 26.
Gore-Strachan admitted carrying out four counts of fraud against Webtech Wireless and five against a company called Britannia Pharmaceuticals.
She was charged with the offences in November last year.
Between April 1, 2008, and December 31, 2012, while working as an accountant for Webtech Wireless, she defrauded the company of around £809,000 in total.
She did it by raising fraudulent invoices amounting to £130,983 payable to her own bank accounts.
She also made fictitious VAT penalty notices worth £91,536 and diverted payments worth £370,737 due to HMRC in respect of VAT and PAYE to her own accounts.
Gore-Strachan also diverted royalty payments worth £216,520 intended to be paid to a company called Globetrac to her own account.
She later became a financial director of Britannia Pharmaceuticals and, between March 1, 2013, and June 30, 2015, she defrauded the company of a total of £1,000,614.
She diverted rental payments worth £189,563 due to Britannia Pharmaceuticals to bank accounts in her own name and made payments from the company worth £312,379 to bank accounts using false non-existent or genuine invoices.
On March 10, 2014, she made a payment from Britannia Pharmaceuticals worth more than 36 million Japanese Yen (£207,565.63) to Kuowa, a company solely owned by her.
She set up a bank account in company name KUOVA (a similar name to the Japanese company)so she could receive stolen money.
Three days later on March 13, 2014 she diverted £260,000 – part of the proceeds of sale of a building owned by Britannia Pharmaceuticals to the solicitors acting for Webtech Wireless Inc. This was used by Gore-Strachan to settle, in part, a civil claim made against her by Webtech Wireless Inc.
She was sentenced to six years’ imprisonment for the four offences relating to Webtech and six years’ imprisonment to run consecutively for the five offences relating to Britannia Pharmaceuticals.
Investigating officer, Detective Constable Stephanie Burleigh of Thames Valley Police economic crime unit, said: “This investigation uncovered deceit and fraud on a grand scale against two local employers.
“Evelyn Gore-Strachan betrayed the trust placed in her and abused her position to enrich herself and her associates.
“This has been a long and complex investigation and I trust that the conviction and sentence passed not only reassures our communities but also sends a message out that crime will not pay in the Thames Valley.” – BBC/Agencies
Mnangagwa Replacing Mugabe
After months of suffering a savage and relentless mauling at the hands of the Generation 40 (G40) group within the warring Zanu PF, allies of embattled Vice President Emmerson Mnangagwa have their tails up again, vowing yesterday that nothing will stop the Midlands godfather from succeeding President Robert Mugabe.
Well-placed sources close to the VP’s Zanu PF camp told the Daily News yesterday that Team Lacoste, as the faction is called, had “weathered the storm” and were now “very confident that Lacoste (Mnangagwa) will get there (succeed Mugabe)”.
One of the sources even claimed that Zanu PF deputy secretary for administration, July Moyo — said to be Mnangagwa’s foremost aide — had thrown down the gauntlet on Saturday, openly declaring that the VP would succeed Mugabe, despite “the G40’s machinations”.
“This happened during a heated extra-ordinary Midlands co-ordinating committee meeting that was called by acting provincial chairperson Joram Gumbo to try and douse the factional flames that have split the province into two because of the G40’s machinations,” the source claimed.
Midlands, said to be the citadel of Mnangagwa’s Zanu PF support, has witnessed some of the ugliest party battles over the past year, as the factional and succession wars devouring the former liberation movement continue to escalate.
Indeed, the province has experienced deadly and incessant infighting as the G40 have worked tirelessly to neutralise the VP “in his den”. This has seen the regional party leadership being dissolved unceremoniously, and Gumbo being appointed interim chairperson.
The G40 camp accuses Mnangagwa’s regional allies of steering the province towards “an alternative centre of power and seeking to stampede Mugabe from power”, while Team Lacoste members accuse the G40 of having “unbridled ambition and abusing the First Family” in that regard.
Another source aligned to the G40 who attended the weekend Zanu PF meeting in the Midlands also told the Daily News yesterday that while the warring factions had agreed to bury the hatchet at the get-together, Moyo had allegedly not hidden his “fanatic support” for Mnangagwa.
“It was a candid meeting where everyone was free to speak their minds about the problems arresting the political development of the province. Moyo openly told the meeting that he wanted Mnangagwa to succeed His Excellency, the president.
“To quote his exact words, Moyo said ‘it is my wish to see Vice President Emmerson Mnangagwa become president one day. I have no problems with that. So, if he can be, so be it.
“This shocked everyone in the meeting, given that the president is still there and we all wondered how that can be,” the source said.
Contacted for comment, Gumbo confirmed the attempts at uniting the province, but declined to shed light on what went on, insisting that it was premature to give a comment.
“I am a member of the politburo who was given the mandate to unite the party. So, while I can confirm that we had a PCC on Saturday, I cannot comment on anything before the job is complete.
“I will give a report to the politburo when I am finished. I am not sure in what capacity those who gave you all those details were doing so. You can get a comment from them,” he said.
Repeated efforts to talk to Moyo yesterday were unsuccessful, as his mobile phone was unreachable.
The meeting, according to other insiders, also saw Tapiwa Matangaidze and his team that allegedly includes Sports minister Makhosini Hlongwane and Lot Mpofu — all of whom are said to be aligned to the G40 — “telling each other some home truths” with Gumbo and the VP’s wife Auxilia Mnangagwa.
“The G40 camp complained about the issues of parallel structures and the holding of meetings at Moyo’s home, saying this was causing unnecessary confusion in the province.
“. . . (Auxilia) Mnangagwa told the PCC that the regional problems were about differences between Owen Ncube, Matangaidze and Hlongwane, and that their problems should not be allowed to affect the whole province,” one of the other attendees said. Daily News
Mwanjali Finally Gets Bail
The State did not oppose bail. The footballer was arrested on Sunday on allegations of stabbing Tonderai Nhunzvi and was sent to remand prison on Tuesday while teammate Archford Gutu, who was with him when the alleged offence was committed, was freed on bail by the magistrates’ court.
Mwanjali’s first bid for freedom fell on the technicality that he was detained for more than 48 hours faltered and he was remanded in custody until May 4.
It is alleged Mwanjali and Gutu had an altercation with Nhunzvi and three other men who were in the company of the complainant. Gutu is accused of smashing the rear windscreen of Nhunzvi’s vehicle, which triggered a physical confrontation.
It is then that Mwanjali is alleged to have produced a knife from their car which he used to stad Nhunzvi twice in the abdomen.-State Media

The below video footage was shot at the independence day function last week. It shows Patson Dzamara tucked into the top security heavily guarded national sports stadium premises together with President Robert Mugabe’s celebration entourage hours before he stood to stage an independence protest.
Journalists present there expose that Mr Dzamara was allowed into the stadium hours before the povo could be let in.
When the function later kicked off, gates were then opened for the public and Dzamara would opportunely stand up and confidently pace towards Mugabe’s enclosure as two gun wielding soldiers nonchalantly watched.
The video furthermore shows Mr Dzamara had an arrangement with journalists to film him prior to the function starting.
After 13 months, this is the first time for Dzamara to blame President Robert Mugabe and his CIO agents for his brother’s disappearance.
Dokora bans Scripture Union – citing of Lord’s prayer next to go
Primary and Secondary Education Minister, Lazarus Dokora, has banned Scripture Union activities at all schools while forcing for the adoption of the controversial national pledge.
Scripture Union is an interdenominational Christian movement which has operated in Zimbabwe for over 70 years and found in almost all schools in the country.
According to Scripture Union Zimbabwe national director Mr Kudakwashe Gwemende the announcement was made at a meeting between Dokora and the Zimbabwe Heads of Christian Denominations in Harare a week ago.
“We just heard that the ministry has ordered through a meeting for all activities conducted by Scripture Union in schools to be stopped,” said Gwemende.
“We waited for minutes of the meeting or a letter. We haven’t seen that official communication and we were told to wait, and there has not been anything since.”
An official with the Ministry of Primary and Secondary Education in the capital said that the Scripture Union activities were being stopped as they contradicted with the spirit of the new curriculum which emphasises on national pride. The official said that the activities can only be restored if they align to the concept of “national pride.”
Gwemende said that his organisation was not sure exactly what the Ministry needed adjusted to it’s activities that was contrary to the new curriculum.
“As SU we don’t have a position yet because things have not been officialised so you don’t respond to what has not been officialised.
“We are in a difficult situation because we were promised and that promise did not come through. And the minister has suggested a Memorandum of Understanding, for us that will be fine depending on what is on the MOU.”
Gwemende said the Scripture Union helped with children’s character formation, assisting in developing integrity through hard work and family values.
“Those qualities that would be desirable in a society: respect of authority, training people how to lead and having a heart for other people.
“In our social responsibility department we look after orphans. We cloth and feed them, pay for fees as well as send them to hospital when they are sick.
“We also have life skills aimed at empowering young people inspite of their faith to make well informed decisions about issues of life, not just being influenced by peers and we teach them to handle their sexuality responsibly,” he said.
The Ministry has introduced a new curriculum which is led by a National Pledge through which children have to indirectly express their allegiance to government and ZANU PF.
Sources within the Ministry also indicate that, the Ministry is considering banning the citing of the biblical Lord’s prayer at the schools as it is against the provisions of the constitution in terms of religious preferences.
A new syllabus has also been designed which has an emphasis on the children learning about the history of Zimbabwe’s liberation struggle and the post independence ZANU PF government battles with the Western Countries which includes the so called sanctions and the land redistribution exercise.
As part of their extra curriculum activities, children will also be required to undertake military style drills and mass displays.
Harare Woman Breaks Disability with Shock Memoirs – Moreblessing’s amazing story

Moreblessing (not real name) in the above audio clip talks to founding member of the Zimbabwe Blind Women Trust (ZBWT), Miss Jules Daudi.
When asked what message she has for other visually impaired or blind people, Moreblessing boldly states: “’Those people who are totally blind especially ladies, my speech is directed towards ladies. Never give up, even no matter at what age even if you are 65 years old, you can start something- it will never be late.”
Walking the talk – Moreblessing 26 years ago, did her her O’ levels , completed a course as a switchboard operator, went on to attain a diploma in business studies; and now she has a vision to complete her A’ level studies in November with the hope of furthering her studies to become a lawyer or a teacher.
According to the 1996 Disabled Persons Act of Zimbabwe; ‘a person with a physical, mental or sensory disability, including a visual, hearing or speech functional disability, which gives rise to physical, cultural or social barriers inhibiting him or her from participating at an equal level with other members of society in activities, undertakings or fields of employment that are open to other members of society.’
Women like Moreblessing have risen above the challenge especially societal biases that include negative stereotypes, creating a new foundation and ethos based on the mantra that ‘disability is not inability’.
With the help of the Blind Women Trust led by mentors Daudi and Irene Sithole, which is aimed at addressing the personal and social development of the visually impaired, most of who have suffered crude marginalisation being reduced to street beggars, have broken the walls of prejudice.
“As a lady with a disability I am so happy in life that in our country we are offered the chances to get educated and become self reliant. So far I have not acquired the required qualifications to become employed either as a teacher or a lawyer, and at the moment I am studying for my A’level,” says Moreblessing.
However, for Moreblessing to be able to continue with her studies successfully, she needs to be empowered with the right tools, which include a laptop or a Perkins Brailler, especially to write her A’level exams in November. She is also appealing for assistance for exam fees and other fees for her to do computer training at the Dorothy Duncan Centre.
“The challenge is I can’t get the funds for my examination fee; I think very soon the schools will open in May. The May deadline for the examination fees is fast approaching and at the moment I still have not got anything to pay for it,” she says in her appeal.
Moreblessing has not enrolled in a formal institution for her studies, but rather has lecturers who have been coaching her; “I have a combination of arts subjects which I am studying so hard for. I am so grateful for those teachers and lecturers who are coaching me, but to add on to my need for exam fees, I also need a need a machine so I can write the exams. I do not have the funds for this.”
The Zimbabwe Blind Women Trust seeks to deal specifically with the plight of visually impaired women. Doing the interview, Daudi, a High School teacher, who herself lost her sight when she was six years old, is reaching out and giving hope to other women like Moreblessing.
The trust also seeks to demystify certain stereotypes and negative attitudes towards persons with disabilities, that for instance entrench superstitions which blame witchcraft or maternal promiscuity, for the various conditions.
People with disabilities have as a result suffered shame and exclusion in their families and society at large. Daudi and her peers are confronting these attitudes head-on, as they work daily to change these warped perceptions for the dignity and standing of people with disabilities.

Mugabe Slapped with Criminal Court Action by ex-Army Captain
Zimbabwe president Robert Mugabe has been slapped with what will be his first international criminal court action for torture and unlawful arrest.
Former army captain Albert Matapo, the United Crusader for Achieving Democracy (UCAD) party leader, who endured 7 whole years under unlawful arrest in 2007, made the chilling announcement at the weekend. Breaking the news in the ZimEye newsroom, Matapo who now lives in exile, revealed Mugabe is in trouble.
A High Court (Zimbabwe) verdict seen by ZimEye.com declares that Matapo’s 7 year prison stay (with neither conviction nor trial), was illegal.
Matapo was in 2007 accused of trying to topple President Robert Mugabe and replace him with Vice President Emmerson Mnangagwa. This was at a time when expelled former VP Joice Mujuru was in charge and Matapo was subjected to four days of torture having been blindfolded and driven away at high speed for interrogation for four days, afterwhich he was imprisoned for alleged treason for which neither conviction nor trial materialised for a whole 7 years.
His alleged accomplice, Mnangagwa was never touched.
High Court judge Justice Yunus Omerjee in a 2010 ruling said of Matapo and several of his colleagues, “It is apparent that the appellants should not have been commuted to custody.”
ZANU PF legal analysts scoffed at Matapo saying it is impossible for Mugabe’s court prosecution to proceed since Zimbabwe is not signatory to the Rome statute that extends the jurisdiction powers to the International Criminal Court at the Hague. But independent legal analysts said it is still possible for ICC to prosecute such cases simply utilising UN special charters.
Chiyangwa Dies
State Media- ZANU-PF Bulawayo Central District chairperson and city businessman Joe Reeds Chiyangwa has died. He died on Saturday at Gweru General Hospital in a private ward where he had been taken for a medical check up. Family spokesperson Shadreck Makombe described Chiyangwa as an illustrious businessman who was people oriented.
“He died at Gweru General Hospital private ward on April 23. I can’t disclose what claimed his life as I haven’t seen the doctor’s report. However, I can describe him as a hard working person who was industrious and a proven businessman. He had the zeal to go forward,” said Makombe.
He dispelled a popular rumour that the deceased was not a Chiyangwa but actually Chinanga. “He was Chiyangwa not Chinanga. I don’t know where people are getting that from,” he said.
Chiyangwa was once denounced by Zifa president Phillip Chiyangwa after he had allegedly claimed that the Harare businessman was his brother. Makombe said Chiyangwa’s commitment to work with the people was shown by his position in politics.
“He was elected Zanu-PF city centre district chairperson. This shows that he had a good relationship with the people,” he said. Makombe said the family has not made burial arrangements as they are waiting for other relatives who are based across the world.
“This happened last night so we haven’t met as a family to discuss those things. Some are coming from the diaspora while others are in different places in the country. Right now people are gathered in Bulawayo, Gweru and some at his rural home. We’re still to make a decision as to where the mourners will be gathered,” said Makombe.
Bulawayo provincial chairman Dennis Ndlovu said he has been informed about his death but it was too early for the party to make a decision regarding him.
“I was told last night but I’m travelling to Harare. I can’t say much now because the party hasn’t met over his death. Those remaining behind will make a decision regarding him,” said Ndlovu – Chronicle
Teacher Fondled My Breasts Girl Performs U-Turn
Terrence Mawawa, Masvingo|A form two pupil at Zvamahande Secondary School has dramatically reversed her statement that a teacher at the school fondled her breasts.
The minor reported the case at ZRP Mashava in August last year, claiming the teacher, Kudakwashe Dhliwayo fondled her breasts and caressed her buttocks.
The minor appeared before Chivi Magistrate Bishard Chineka for falsely reporting that the teacher had fondled her breasts twice and caressed her breasts.
After reporting the matter to the police, the minor later changed her statement saying she had made a false report about the incident of indecent assault. She did not specify the reasons for falsely implicating the teacher.
The magistrate sternly warned the minor before dismissing her.
Sources at Zvamahande Secondary School said the juvenile also recently refused to live with her parents for unknown reasons.
Speaking to ZimEye.com at the weekend, sources at the school said the pupil surprised all and sundry by making false and unfounded allegations.
“We are still liaising with the girl’s parents to establish what is happening in the family because the minor made a false report against one of our staff members. The minor lied that the teacher sexually abused her,” said a senior staff member at the school.
The incident has left entire local community stunned. The girl has also refused to disclose her motive for “lying”.
Pastor Torches Zim Flag Frenzy
News24 – A ZIMBABWE pastor’s searingly honest account of both loving and feeling alienated from the flag of the country of his birth has stirred the emotions of thousands and prompted a flood of “flag selfies”.
In a video that’s had more than 85 000 views in just three days, Evan Mawarire, a well-known Harare author, speaker and church leader, details the mixed emotions Zimbabwe’s black, red, yellow and green flag provokes in him.
The clip was posted early on Wednesday, two days after Zimbabwe marked its 36th anniversary of independence.
Staring into the camera as he twists the flag in his hands, Mawarire acknowledges the “official” meaning of each colour as millions of Zimbabwean schoolchildren will have learnt.
In words that appear to have resonated with many Zimbabweans torn between unshakable loyalty to their country and pain at a difficult economic and political situation that has gone on for years, Mawarire says: “This flag, this beautiful flag, they tell me that the green is for the vegetation and the crops. I don’t see any crops in my country.
“The yellow is for all the minerals… I don’t know how much is left. I don’t know who they sold it to and how much they got for it.”
His words appear at least in part to be a reference to controversy over Zimbabwe’s missing diamond wealth, with a recent acknowledgement from President Robert Mugabe that up to $15bn worth of gems had disappeared in recent years.
“They tell me that the black is for the majority people like me and yet for some reason I don’t feel like I am a part of it,” Mawarire says.
Mawarire’s words prompted an outpouring of emotion on social media, with hundreds of comments and nearly 2 000 shares.
Dozens have adopted his #ThisFlag hashtag, posting pictures of themselves with Zimbabwe’s flag on Facebook, Twitter and Instagram.
Among them was business mogul and former banker Nigel Chanakira who tweeted: “#ThisFlag. Make a bold statement for Our nation Zimbabwe. We can do better!”
Zimbabwean mbira player Hope Masike posted photos of herself with the flag on Instagram, urging Zimbabweans to “Share, tag your tribe”.
Mawarire, who sprung to prominence with his books about sex and marriage, has not made such a strong public statement about Zimbabwe’s long-running crisis before. He does not name Mugabe or his government in the video.
After more than three decades in power, the 92-year-old president does not take kindly to criticism from churchmen.
Several who have dared voice criticism have found themselves humiliated.
Pius Ncube, an outspoken former archbishop in the Roman Catholic Church had to resign in 2007 after he was shamed in a sex scandal that many still believe to have been a set-up.
Mawarire posted to Facebook: “At some point one has to throw caution to the wind and jump. Tired of standing on the edge.”
In his video he says of the Zimbabwe flag: “The green represents the power of being able to push through soil, push past limitations and flourish and grow. That’s me, my flag. I will fight for it and live for it and stand for it.”
He has acknowledged that some people are “upset” with the clip.

Football Boss Collapses and Dies at ZIFA Match
Shabanie Mine Football Club chairman Nephel Rugara collapsed and died on Sunday afternoon while watching his team play a ZIFA Central Zone league match.
Eye witnesses say that, Rugara had a sudden fall shortly after his team had scored a winning goal.
He died on the spot.
This is the second sudden death in Zimbabwe soccer cycles following the death of a ZRP Harare player who also collapsed and died at the team’s training ground at Morris Depot.
The cause of Rugara’s death will be disclosed after a mandatory postmortem has been carried out.
Man Fondles Woman’s Private Parts In Hair Salon
Terrence Mawawa, Zvishavane|A Zvishavane man last week placed his hand on a chair that a woman was about to sit on and proceeded to poke the lady’s private parts.
Evans Sibanda in submissions seen by ZimEye.com has since denied the accusation claiming he accidentally placed his hand on the chair.
He appeared before Magistrate Peter Madiba last week and was remanded in custody.
The court heard that Sibanda caressed the complainant’s buttocks before poking her private parts when she sat on the chair in the hair salon.
The woman arrived at the Salon at Makarios Building on March 2 and she picked one free chair and sat on it without realising that Sibanda had placed his hand on the chair. She only realised it when Sibanda poked her private parts.
The complainant reported the matter to the police leading to Sibanda’s arrest.
Sibanda argued he placed his hand on the chair by mistake, however the court dismissed his claim.
Meanwhile eyewitnesses also maintained Sibanda deliberately touched the woman’s buttocks.
“There was no coincidence in the matter because Sibanda deliberately touched the woman’s private parts,” said an eyewitness.
They continued saying, “it happened in broad daylight in the hair saloon. He even touched the woman’s buttocks and it was a deliberate move. We were all surprised by Sibanda’s action.
“Although he claimed the woman sat on his hand, we witnessed what actually transpired. The woman wanted to have her hair done,” the witness said.

DYNAMOS finally remembered how to win when they laboured to this narrow victory over Castle Lager Premiership soccer debutants at Sakubva yesterday to bring smiles on the faces of the legions of their supporters who had seen them win-less in the opening two matches of the new season.
And buoyed by his maiden three points of the season, under-fire Dynamos coach Paulo Jorge Silva says he is unfazed with the three-match ultimatum given to him by the club’s leadership and is now aiming at upsetting old enemies CAPS United in their next league match.
DeMbare finally remembered how it feels to win a match when they laboured long and hard all afternoon to snatch this slender victory, thanks to goals by former Sodbury School pupil Kudzanayi Nyakasaka and Roderick Mutuma.
However, it was Silva who celebrated the most, probably much more than the DeMbare fans in the terraces at Sakubva yesterday, as the Portuguese coach could be seen darting far and wide as he shook hands and hugged his players and the club’s supporters soon after the final whistle.
Silva, who has refused to speak to the print media lately, was given an ultimatum to collect nine points from the next three matches or face the chop, along with his assistants.
This means should Dynamos draw or lose their next match against CAPS United in Harare next weekend or in the match against Hwange away at the Colliery, the Silva-led technical department’s marriage with the Glamour Boys could effectively come to an end.
And when he finally settled for a post-match interview yesterday, Silva said he is not worried about the three-match ultimatum and he was actually hearing it for the first time.
“I am not aware of that (the three match ultimatum). I am hearing it from you. I am working hard for the team to win. I am giving 100 percent effort and I expect everyone else in the club to give 100 percent effort.
“We were playing well, but could not score and I am happy the goals are coming. I have problems in the front — the strike-force. I have 26 players and I hope I will be able to get more players to make them 30 and on those additions I hope I will be able to get strikers. This is the same thing I talked about to the president and the club leadership.
“I do not have any pressure. This is a good club. We play to win. I am looking forward to winning the match against CAPS United. That is all I am looking forward to. I love football. It is my life,” said Silva.
Prior to yesterday’s encounter, the 1998 CAF Champions League finalists were in the depths of despair with only one point from two matches, while they were also yet to find the back of the net this season.
Such was the hopelessness in the DeMbare camp that apart from losing both their Independence Trophy matches, Dynamos were also eliminated early from the Zimbabwe National Army Charities Shield and were so toothless to the extent of failing to get a goal in more than four hours of open play.
Although DeMbare won yesterday’s encounter, their performance was still far from convincing and if anything, it was the hosts who have improved in performance albeit failing to find the net.
Save for a few flashes of brilliance, the Harare giants were clearly a pale shadow of the feared outfit they have always known to be.
Five minutes into the match, Dynamos capitalised on a defensive mishap by the dilly-dallying Munyaradzi Sako, resulting in exciting Nyakasaka dispossessing the Mutare City Rovers defender before shoving the ball between goalkeeper Philip Nhete’s legs to propel DeMbare into the lead.
In the 13th minute, Dynamos could have extended their lead when King Nasama was hacked down a few yards outside the box but the resultant free-kick saw Godknows Murwira carelessly blasting his effort on the wall.
City Rovers had their moments and the hosts could have restored parity 17 minutes into the match when impressive Stephen “Dealer” Sibanda roasted Obey Mwerahari on the right, surged towards goal, but his hard-and-low shot from a tight angle was well saved by national team goalkeeper Tatenda Mukuruva.
Mwerahari was once again left for dead by Sibanda almost in a similar fashion in the 30th minute but the former Highway and FC Platinum forward’s cross went across the face of goal as it found no takers from Mutare City Rovers to tap the ball home.
The visitors could have doubled the lead when second half substitute Mutuma literally passed the ball to Mutare City goalkeeper with a feeble header off a cross from the exciting Valentine Ndaba.
Nonetheless, the self proclaimed “Prince” of the Glamour Boys made amends and got it right in the 81st minute when he cleverly connected a cross from close range to put the game to bed for his side.
Mutare City Rovers then found a facesaver well into added time after a goalmouth melee and Kudakwashe Gurure, in his only meaningful contribution in the match, fired home from a rebound.
Taku Shariwa, the Mutare City Rovers coach said his team need to overcome the psychological challenge of perceiving themselves as inferior.
“I think we played well and we managed to create more scoring opportunities than Dynamos. We only need to overcome this psychological challenge of perceiving ourselves as inferior.
“We are psychologically demotivated. Going into the future it is all about working hard. We just need to work harder and harder in order to start collecting points and ensure that we survive relegation,” said the former Hartley Academy gaffer.

Mugabe Re-Engages Mujuru ‘Ministers’, Creates Tribunal
Zanu-PF boss, Robert Mugabe, has performed a sudden u-turn and moved to re-engage several former senior ZANU PF members (the so called Mujuru ministers) kicked out of his party between 2014 and 2015.
Mugabe has appointed a National Disciplinary Appeals Committee (NDAC) to consider appeals from cadres aggrieved by either their suspension or expulsion as overseen by the National Disciplinary Committee (NDC).
About 30 Zanu-PF cadres have since lodged appeals with the party’s secretary for Administration, Ignatius Chombo.
Said Party spokesman Simon Khaya-Moyo: “I don’t know about the composition of the appeals committee, but like I have always said, modalities are being worked out by the secretary for Administration. I know there are changes that are going to happen but don’t have them yet.”
Chombo yesterday confirmed the developments, saying Vice President Phelekezela Mphoko, who was the chairperson of the NDC, would take charge of the NDAC with members drawn from the Central Committee while the secretary for Legal Affairs, Patrick Chinamasa, would now chair the NDC.
“Yes, we have received appeals but I can’t tell you how many they are off the cuff because I am away. They are more than two dozen.
“The majority of the appeals that have been received want the National Disciplinary Appeals Committee of the Central Committee to forgive them for what they did. They are saying despite their current punishment, they have remained loyal to the party and now want to enjoy full benefits as members,” he said.
“Others are also complaining that the penalties imposed on them are too high compared to the crimes committed. So they want a review of that. Because of this, President Mugabe has set up a committee to look at these issues.”
While Chombo said he could not recall the names of people who had appealed, it is understood the majority are those who were suspended for allegedly aligning themselves to sacked former Vice President Joice Mujuru and her cabal which sought to unseat President Mugabe.
Among those said to have lodged appeals are former Politburo members, Webster Shamu and Nicholas Goche.
The two have not joined Dr Mujuru who has since formed a political party, Zimbabwe People First.
Former secretary for Administration in the Women’s League, Esphinah Nhari, who got a 3-year suspension for chanting a slogan “Down with G40”, has also lodged an appeal.
Shamu declined to comment yesterday, referring all questions to Khaya Moyo.
“There is a party spokesperson who speaks on behalf of the party. I cannot be seen to be commenting on party issues. I am a party member, so I follow party rules,” said Shamu.
Nhari was quoted in the media recently as saying she was one of the first party cadres to appeal against her suspension.
Chombo said he could not remember the composition of the appeals committee although he indicated that VP Mphoko would chair it while Chinamasa takes over as NDC chairperson.
The party resolved at its Politburo meeting earlier this month to appoint a tribunal of the Central Committee to consider all appeals against suspension or dismissals of party members.
That meeting questioned the credibility of the NDC as some officials in the committee brought cases as complainants while at the same time adjudicating over the same without giving the alleged culprits an opportunity to defend themselves.
Sources told The Herald that this was brought to the attention of President Mugabe at the last Politburo meeting where he was “taken aback by the revelation”.
Insiders said President Mugabe then ordered that disciplinary cases be held in a fair manner, forcing the Politburo to form an appeals committee drawn from the Central Committee as enshrined in the party constitution.
The war veterans raised the same concerns about the NDC, a day after the Politburo, during their meeting with President Mugabe.
The NDC was composed of VP Mphoko as chairperson, national political commissar Saviour Kasukuwere, secretary for Legal Affairs, Chinamasa, Women’s League Secretary, Grace Mugabe and Youth Affairs secretary, Pupurai Togarepi.
It is however understood Dr Mugabe rarely attended the disciplinary cases as she was
represented by her deputy, Eunice Sandi Moyo.
Chinamasa last week told The Herald the NDC would have nothing to do with the appeals as the matter was now under the purview of the Central Committee.
“The decision was that a tribunal be set up to consider the appeals to the Central Committee by all members who are not happy with the decisions of the NDC,” said Chinamasa.
“The NDC will have no role in those appeals because it will be its decisions being appealed against. I am not sure if the tribunal has been set up already since I was away. That was the decision of the party. I am also not aware of who has appealed because it’s outside the NDC,” said Chinamasa (State Media/ Additional Reporting)
US$597 Billion Cash Missing
ADFB report-Net Resource Transfers Out of Africa Range from US$597 Billion to US$1.4 Trillion from 1980 through 2009
Unrecorded Illicit Financial Outflows from The Continent Ranged from US$1.22-1.35 Trillion from 1980-2009, Swamping Recorded Financial Transactions Net Resource Deficit, Illicit Outflows Seriously Undermine Development.
A joint report by the African Development Bank (AfDB) and Global Financial Integrity (GFI), reveals that the African continent has been a long-term net creditor to the rest of the world. The report, finds that Africa suffered between US$597 billion and US$1.4 trillion in net outflows between 1980 and 2009 after adjusting net recorded transfers for illicit financial outflows.
“The resource drain from Africa over the last 30 years—almost equivalent to Africa’s current GDP—is holding back Africa’s lift-off,” said Prof. Mthuli Ncube, Chief Economist and Vice-President of the African Development Bank.
“The traditional thinking has always been that the West is pouring money into Africa through foreign aid and other private sector flows, without receiving much in return. Our report turns that logic upside down – Africa has been a net creditor to the rest of the world for decades,” said Raymond Baker, President of GFI, a Washington-based research and advocacy organization.
Findings
Prepared by a joint team consisting of GFI Chief Economist Dev Kar, GFI Economist Sarah Freitas, AfDB Senior Economist Jennifer Mbabazi Moyo, and AfDB Economist Guirane Samba Ndiaye, the study finds that cumulative illicit financial outflows from the African continent over the 30-year time span ranged from between US$1.2 trillion to US$1.3 trillion in real terms. These unrecorded illicit outflows considerably swamped cumulative net recorded flows over the same period. As such, cumulative net resource outflows from Africa ranged from US$597 billion to US$1.4 trillion between 1980 and 2009.
Titled “Illicit Financial Flows and the Problem of Net Resource Transfers from Africa: 1980-2009,” the report does not consider the drivers behind the illicit financial outflows, noting that country-specific case-studies would have to be performed to determine the underlying causes, which likely vary between African nations. Also, much of the proceeds of drug trafficking, human smuggling, and other criminal activities—which are often settled in cash—are not included in this work.
However, the AfDB and GFI note that such significant transfers of capital out of the continent are likely to have a negative effect on economic development.
“The African continent is resource-rich. With good resource husbandry, Africa could be in a position to finance much of its own development,” said AfDB’s Ncube.
“More than one trillion dollars flowed illicitly out of Africa over the past 30 years, dwarfing capital inflows, and stifling economic development,” noted GFI Chief Economist Dev Kar, who previously served as a senior economist at the IMF. “Curtailing these outflows should be paramount to policymakers in Africa and in the West because they drive and are, in turn, driven by a poor business climate and poor overall governance, both of which hamper economic growth. The slower growth rate results in more aid dependency with foreign taxpayer funds filling the shortfall in domestic revenue—to the extent that tax evasion is a part of illicit flows.”
Policy Recommendations
The AfDB and GFI offer a number of policy recommendations for boosting net resource transfers from Africa and curtailing illicit financial flows.
“The time for concerted action is now, with clear roles for national and international actors. African countries need to accord policies to stem these flows the same urgency as other priority policy measures. Countries should go beyond the Extractive Industries Transparency Initiative to ensure transparency along the entire resource value chain, as well as establish well-functioning Sovereign Wealth Funds,” said Issa Faye, Manager in the African Development Bank’s Research Department.
“For every country losing money illicitly, there is another country absorbing it. These outflows are facilitated by financial opacity in advanced Western economies and offshore tax havens.
Implementing transparency measures to curtail tax haven secrecy and anonymous shell companies is crucial to curtailing illicit flows,” added GFI’s Baker.
Measures recommended to boost net resource transfers into Africa and curtail illicit financial flows from the continent include, among other things:
Requiring banks and tax havens to regularly report to the Bank for International Settlements (BIS) detailed deposit data by sector, maturity, and country of residence of deposit holders. Wicknell’s Tender Is Clean, Says Govt
THE ZIMBABWEAN government says the energy tender awarded to fraud convict and controversial socialite, Wicknell Chivayo is above board and clean.
The Ministry of Energy and Power Development has dismissed widespread misgivings on the ability of companies who were awarded tenders for the country’s solar energy projects, including deals signed by controversial businessman Wicknell Chivayo.
This comes at a time Zesa Holdings has reportedly started a process to review the tenders because of his criminal record.
He was sentenced to five years imprisonment with labour, with two years suspended, after being found guilty of stealing Z$37 665 000 through false pretence in 2004.
Chivayo was also in the eye of a storm when he was controversially roped in the tender in 2014 after initially losing the bid to China Jiangxi Corporation (CJC) .
In response to enquiries by the Zimbabwe Independent on the suitability of those awarded the solar energy contracts by the Zimbabwe Power Company namely Chivayo’s company, Intratek, ZTE and No.17 Metallurgical, the ministry said the three were extensively assessed adding that it was “unbefitting” to claim that the solar tenders were awarded to inexperienced companies.
“Contractors for the three solar projects were selected through a competitive tendering process conducted by the State Procurement Board (SPB). A total of six bidders responded to the Request for Proposals (RFP) on the solar tenders. The RFP requested for technical, funding and commercial/price requirements, and bidders were required to demonstrate their technical and funding experience,” the ministry said.
“On technical experience, bidders were instructed to provide a list of reference plants and contractors’ involvement [Engineering, Procurement and Construction (EPC)/Subcontractor/Consultant], as well as letters of authorisation from manufacturers and principals.
“Under funding, bidders had to demonstrate their funding ability and state suggested percentage finance offered (in relation to EPC value). They also had to demonstrate their level of credit approval or certainty of financing offered, and attach proof. Tenor and pricing of debt and fees, conditions and security/guarantees, as well as experience of EPC contractor or consortium in providing this type of financing were all part of the funding requirements.”
The ministry said the three had been awarded tenders after meeting the criteria for the projects.
Intratek, the ministry revealed, was a wholly owned Zimbabwean firm which had partnered with Chinese firm Chint, for the construction of a 100 megawatt solar plant in Gwanda.
“Due diligence on Chint confirmed that they have vast experience in the construction of solar power plants. Some of their work involves construction of a 100MW solar power station in Ningxia China which was commissioned in 2009 and a 100MW PV solar power station in Yongchang which they commissioned in December 2012,” the ministry said.
“They have also done smaller projects such as the 5,5 MW solar PV power station in Thailand which they commissioned in 2011. All these power plants have not had any negative record since they were commissioned, indicating that their work is of superior standards.”
The ministry added that No 17 Metallurgical and ZTE have proven track records in solar generation.-Independent

Now Mr Morgan, on various moments,despite clear cut calls from my predecessors, and from me,, cde Alistar Pfunye, expressing our autonomy from any political parties, chiefly MDCT, your party membership and official party leadership, are found countless times meddling in making continuous attempts to disrupt Zinasu activities, unlawfully abuse the name of ZINASU for mobilising for your party programs, printing defaming ZINASU materials and fusing them with your party colours and symbols.
Now let me make it plainly clear to you cde president, there is nothing special about your political party as it is in no way different from all others. As such you should stop acting as such and stop your attempts to abuse ZINASU as an independent institution.
You will never win at that.It actually is easier for you to beat Robert Mugabe in an election than make Zinasu an extension of your disintegrating and degenerating private party that has long lost focus and dumped its core founding principles. Any more attempt to do as such in the future will be repealed by the Zinasu membership in the radical manner possible for the students will never let the devil run away with the bible in front of the whole congregation.
You should remember what I told you when we met last year in December soon after all your sponsored runner boys were wholly rejected by the students at the 10th bi-annual congress. Our position as ZINASU remains the same and will never change in as far as ZINASU’s non-partisan stance and independence are concerned.
So my message to you Mr Morgan is hands off and back off Zinasu.
Let me make it clear for the last time to you again that ZINASU is an independent student Union of Zimbabwe pursuing tertiary education transformation, in order to meet its aims and objectives, all its members have voluntarily joined accepting its common vision.
It is independent students union and not an appendage of any political party.

Papa Wemba Collapses and Dies on Stage
Congolese Rhumba star Papa Wemba has collapsed and died while performing in Abidjan, Ivory Coast.
According to information still coming through, Wemba (66) collapsed and died on the spot in front of a full house in an Ivorian Capital theatre early hours of Sunday morning after staging for more than two hours.
The cause of death was still unclear at the time of writing but sources at the concert claimed the death is drug abuse-related.

Tsvangirai Summons “CIO” Harare Acting Mayor
MDC-T president Morgan Tsvangirai yesterday summoned acting Harare mayor Chris Mbanga, amid fears by the party the councillor appears willing to take Local Government minister Saviour Kasukuwere’s instructions on the ongoing dispute surrounding the appointment of a new town clerk.
The MDC-T was left in a quandary last week after Mbanga gave in to Kasukuwere’s demands to stop new town clerk James Mushore from reporting for work despite the party’s position to challenge mayor Bernard Manyenyeni’s suspension on constitutional grounds.
Kasukuwere suspended Manyenyeni last week for refusing to heed his directive to stop Mushore from coming to work.
MDC-T local government secretary Eddie Cross confirmed that they were bewildered by Mbanga’s action, contrary to the party’s position that Kasukuwere’s directives were a legal nullity.
“Our decision to appoint Mushore is irreversible and currently Mbanga is meeting the party president to discuss the issue,” Cross said.
Cross also said MDC-T had rejected a Zanu PF proposal to settle the impasse outside the courts.
“They have approached us to stop the court action against Kasukuwere and have talks to settle the matter, but this has been scuttled by the minister’s insistence that Mushore should be stopped from coming to work,” he added.
Tsvangirai’s spokesman Luke Tamborinyoka confirmed the meeting, but did not disclose the nature of the discussions.
“Tsvangirai meets party members every day and it’s true that he met with deputy mayor Mbanga,” Tamborinyoka said.
Tsvangirai’s former advisor Alex Magaisa yesterday publicly questioned Mbanga’s action on social media and how he was voted deputy mayor.
“Where is Mbanga getting the audacity to do what is patently unreasonable and against the principled position which the party or any of its councillors should take?” questioned Magaisa. “Does he have powerful backers within the party who are advising him that it’s okay or has he simply gone rogue?
“Did the MDC do any due diligence on this chap before they nominated him to be deputy mayor?”
Kasukuwere’s suspension of elected mayors, particularly from MDC-T controlled councils, is widely seen as a move by Zanu PF to gain control of urban areas through the back door.
Manyenyeni’s suspension follows Kasukuwere’s decision to suspend Gweru mayor Hamutendi Kombayi and his entire council on charges of financial impropriety.

ZANU PF in another massive victory
ZANU PF has won yet another by election by a large margin.
The ruling party won the Guruve South by election polling 9 153 against Nca’s 818.
The seat fell vacant following the expulsion of former ZANU PF legislator Chriswell Mutematsaka from both party and parliament on allegations of planning to removing President Mugabe from power unconstitutionally.
The main opposition political parties continue to boycott by elections being held in the country demanding electoral reforms before they can take part in elections.
Hwange Kicks Out 4 Managers
FOUR managers at the struggling Hwange Colliery Company Limited (HCCL) are set to be retrenched as the coal mining firm has started restructuring as part of its survival programme, it has been learnt.
In an interview yesterday by telephone, the company’s managing director, Mr Thomas Makore said the retrenchments have been approved by the board.
“We are now at a point where the company has started the restructuring programme which was approved by the board and the major shareholder. It will start at management level cascading downwards.”
Mr Makore refused to say which management positions have been identified for retrenchment.
“Obviously, we are dealing with human beings here and we have to be careful how we handle the matter and therefore, I don’t think it would be fair to start naming individuals,” he said.
However, sources within the company said four managers who are likely to lose their jobs have been identified for the exercise. The former coal mining giant is now a pale shadow of itself saddled with debts worth millions of dollars resulting in some of its property being auctioned. Workers at the mining company are owed about two years in unpaid salaries amounting to more than $16 million.
But the company’s managing director said he was optimistic that once the restructuring programme which is part of efforts to turn around the concern’s fortunes is put in place, HCCL should be back on its feet.
Last month, the HCCL acting chairman, Mr Jemester Chininga announced that the restructuring programme would result in a reduction of the wage bill by $15 million.
As of December last year, the company owed its creditors $287,3 million. Recently, the company’s workers took their employer to court alleging corruption and asking for it to be put under judicial management. They also sought HCCL’s delisting from the Zimbabwe Stock Exchange, the Johannesburg bourse and the London Stock Exchange as part of the turnaround strategy they were proposing for the company.-Sundaynews
Police to Hit on People’s Bank Accounts
Police want to introduce new technology that captures biometric data of all driver’s licence holders under an initiative that will see offending motorists’ bank accounts being garnished when they fail to pay fines. The innovation also detects fake licences and is part of the Zimbabwe Republic Police’s digitalisation programme that began with the launch of a website in Harare last Friday.
It will enable officers to issue Form 265 tickets and follow up on motorists who evade fines.
Tickets give offenders leeway to pay fines at their nearest police stations within seven days, but ZRP’s analogue record system has limited follow-up capacity.
This has seen police resort to spot fines, which High Court Judge Justice Francis Bere in 2015 said had no legislative backing.
National police spokesperson Senior Assistant Commissioner Charity Charamba said: “The technology will allow us to first capture and store all the necessary details of each motorist (everyone with a licence) that we need. This will help us identify traffic offenders and follow them up.
“If one is ticketed and does not pay, then we can easily follow up using those details and bring them to book. This will also help us avoid situations where some motorists give false information to our officers manning roadblocks. With all these details, we can also see who the regular offenders are and appropriate legal action can be taken.”
Snr Asst Comm Charamba said they were still consulting on garnishing bank accounts.
“There I can’t really share much. A proper decision is yet to be made. We are still consulting to see what sort of legal implications such an option will have before we decide. At the moment, it is just a proposal.”
Legal expert Advocate Brian Dube said garnishing offenders’ bank accounts was unlikely to attract legal challenges, but, instead, increase traffic policing efficiency.
“Garnishes have always been there. For purposes of efficiency, I think that is the best option. It will also help curb corruption and police at roadblocks may no longer need to handle any cash,” he said.
“For the traffic offenders, the system will be convenient as no one will be detained at roadblocks for not having cash on them to pay fines. The advantage of garnishes is that money will go straight into State coffers.
If one is not satisfied with how their account was debited, they can always approach the courts for recourse.”-SundayMail
US Blocks ZANU PF Bank Transfers
State Media- The United States government is blocking transactions involving dozens of institutions and individuals linked to Zanu PF.
Information gathered by the state media last week shows that Washington has disabled Visa Card and MasterCard transactions of all Zimbabweans on a list of “Politically Exposed Persons”.
Local banks have received a communication on “stiff penalties” that will visit people/institutions that do not enforce the sanctions. In February, Barclays Bank was fined about US$2,5 million for processing financial transactions involving Zimbabweans and businesses on the list.
Zimbabwe has already lost millions of US dollars to sanctions since January 2016, and tens of billions over the last 15 years.
A senior banker who requested anonymity said, “When you deal with a correspondent bank, they will make sure that such a transaction will be stopped if a person on the sanctions list is involved.
“They have also put all those under sanctions on their money laundering surveillance systems. So, if you are on the sanctions list, you are identified as a money launderer in their system.
‘‘The moment such a person makes a transaction, it is quickly detected and all the money is confiscated.”
Another banker said, “The essence of the issue is that if you are on sanctions, you cannot make an international transaction even if you have a visa card or a master card. This is affecting not only the people on sanctions, but those who are related to people on the list.”
US Harare Embassy Counsellor for Public Affairs Ms Karen Kelley tried to downplay the issue.
“As far as I am concerned, there are no new measures as such. The office for foreign assets control website is usually updated when there are any new clauses in place,” she said.
According to Ofac’s website, failure by banks or individuals to detect transactions made by a person on the list attracts penalties of up to US$1 million per case, or jail terms of up to 20 years.
The office says: “Unless otherwise authorised or exempt, transactions by US persons, or in or involving the United States are prohibited if they involve transferring, paying, exporting, withdrawing, or otherwise dealing in the property or interests in property of an entity or individual listed on the SDN List.
“The property and interests in property of an entity that is 50 percent or more owned, directly or indirectly, by a person on the SDN List are also blocked, regardless of whether the entity itself is listed.
“Civil monetary penalties of up to the greater of US$250 000 or twice the amount of the underlying transaction may be imposed administratively against any person who violates, attempts to violate, conspires to violate, or causes a violation of … the regulations.
“Upon conviction, criminal penalties of up to US$1 000 000, imprisonment for up to 20 years, or both, may be imposed on any person who will fully commits or attempts to commit, or wilfully conspires to commit, or aids or abets in the commission of a violation of the (executive orders) or the regulations.”
The US enacted the Zimbabwe Democracy and Economic Recovery Act at the instigation of former British prime minister Tony Blair following a stand-off between Harare and London over land reforms.

Dodgy Houses Built without Council Approval
A MASSIVE housing scam has been unearthed in Bulawayo where council officials are ignoring proper procedures in the allocation and development of stands with a number of buildings being built without plans while infill stands are still being allocated despite a ban effected in 2010. Surprisingly the local authority, already at loggerheads with its parent ministry — Local Government, Public Works and National Housing — over provision of housing in the city, said it will not demolish the unapproved structures.
According to a confidential council report seen by the state media, the local authority instituted an audit on its Housing and Community Services Department after numerous complaints raised by residents and other groups.
The report read that the audit discovered that the department’s filing system was in shambles with officials even failing to locate some building plans.
“During site visits, audit observed that some developers constructed and completed buildings without approved plans on site. These plans could be among the unapproved plans that need amendments. There are also instances of private arrangements between inspectors and developers as long as there is proof of submission of plans by the developer.
“From the selected plan sample, 51 buildings were constructed and completed without plans on site, 23 of them were collected and availed after the audit visit, and 28 are yet to be availed. 15 other properties that were at different building levels also had no plans.
Two plans were in the possession of the owners at the site and had comments for corrections. Another one had no plan at all but trenches had been dug. When audit interviewed the developers with unapproved plans on site, they claimed that they were not aware of what was expected of them as building inspectors never mentioned anything to them about the plans and they thought everything was in order,” reads part of the report.
It was further exposed that due to the council monitoring systems which is in shambles, there were some stands in the city that were allocated on unsuitable land for development.
“Audit observed irregularities in allocation of stands. These were either allocated by Hlalani Kuhle officials or council officials but when audit consulted the town planning section, they were informed that they take all the precautions before allocation.
“The town planner highlighted that at times home seekers insist on occupying such pieces of land and they are left with no option but to allocate such interested individuals. These stands were allocated either on a stream, under electric cables or rocky areas. Audit was informed that the section is aware of such and is in the process of rectifying the said allocations,” read the minutes.
The audit further lamented the failure by residents, new developers and contractors to display either stand or physical address numbers on their premises. They further uncovered a possible scam in the allocation of in-fill stands, noting that some stands were irregularly allocated.
“Application and allocation of infill stands was suspended in 2010 when council noticed that most of these stands had problems that needed to be attended to first. Audit observed that some infill stands were created on top of sewer and/or water pipes, rocky areas, swampy areas or too close to the streams making it difficult for developers to build.
“There is a possibility that the concerned town planning officers never went to the sites to confirm the situation or position on the site, and they relied only on maps without liaising with other relevant departments or sections,” read the minutes.
Contacted for a comment, the council’s senior public relations officer, Mrs Nesisa Mpofu said in such scenarios the local authority was not compelled to demolish the structures but work with the contractor to ensure council by-laws are followed.
“If the departure from the approved building plans fall within the requirements of the building by-laws, the property owner will be directed to submit revised plans covering the departures so as to regularise the development. If the variations do not comply, the property owner will be directed to simply comply with the approved plans or make such alterations to the structure as that will ensure compliance to the building by-laws and submit the plans for approval.
“The general public is advised to comply with the requirements of National Model Building by-laws, 1977 that guide construction requirements for all building structures as well as the city by-laws,” said Mrs Mpofu.-Sundaynews
Assassinating Mugabe: Soldier ‘Shoots’ at Bosses
The assassination plot on president Robert Mugabe court-case has seen a respected Zimbabwe National Army officer accused of participating in the dissidentry early this year, aiming at his bosses.
The court deliberations went as far as narrating how top army officers allegedly knew precise details on when and how the Head of State’s properties would be bombed.
Blowing “all” apart, the soldier, Borman Ngwenya denied the charges.
He on Friday told the court he has since been ditched by his employer adding that his bosses new everything on the drama having themselves planted him to prowl his colleagues, the latter who are jointly charged with him for treason.
Ngwenya (30), who has been put to his defence, denies all saying he was an army plant and none of his superiors to date have not disputed that “fact”.
“…None of my superiors came to me or the court to say I was not on an army task,” he said.
Ngwenya was surrounded and arrested a few minutes before the group could bomb the First Family’s dairy farm January this year, the state outline reads, claims which First Lady Grace Mugabe reiterated shortly after the drama.
The soldier said his bosses were in fact the first to inform police that he was on duty when he was arrested together with Owen Kuchata, Silas Pfupa and Solomon Makumbe along Jumbo road in Mazowe.
He said he was clearly on duty. “I was on a mission to protect this country,” he said.
“I had no malicious intensions and I reported every bad intentions of Kuchata. I heard bail for my fellow workmates Pfupa and Makumbe was paid by the army which also sought legal representatives for them and I don’t know why I was left out.
“The police were told by my superiors that I was spying on Kuchata. These are the same who have reportedly disowned me but they never came to disown me directly so I wouldn’t say they have dumped me.”
On being caught with weaponry, he said he could not refuse to do what Kuchata wanted them to do.
“If I refused, he would not have gone to Mazowe. He could have started asking many questions and I had to avoid that because earlier on, I initially refused to take money to buy bomb cocktails and he queried if I was now a sell-out,” he said.

Chinamasa-Mujuru Exit Shrinks ZANU PF
State Media – ZANU-PF members should stop unnecessary mudslinging and wanton purges as this could see disgruntled individuals joining other political parties.
Ruling party’s National Secretary for Legal Affairs Patrick Chinamasa said this while addressing an extraordinary Manicaland provincial conference at Mutare Polytechnic yesterday.
“There was a culture of vote of no confidences which had crept into the party where some innocent members were booted out. At the end of the day we are forcing these disgruntled members to find a safe haven in the opposition parties,” he said.
“Some members slackened as a result of this unnecessary mudslinging and it is Zanu-PF that suffers most. We should be seen to be working towards strengthening the party and not allow personal differences to influence our decisions.
“From now onwards, we want people who come forward and name and shame those organising and attending clandestine meetings. These people should be bold enough to stand as witnesses when the people they alleged to be fanning factionalism are called for disciplinary hearings.”
Chinamasa’s comments came after provincial youth chairman Mubuso Chinguno had told the meeting that they had gathered information of a clandestine meeting held in Vumba recently to push for the ouster of Manicaland chair, Dr Samuel Undenge.
Chinamasa said vote of no confidence petitions should be done constitutionally, with two-thirds of the membership of that particular wing agreeing.
“Some people are now on the sidelines because of unfounded allegations. Most people who signed votes of no confidence petitions were misled into doing that,” he said.
“A lot of lies were being peddled to force some people to sign votes of no confidence. We shall be circulating a circular very soon giving clear guideline on disciplinary procedures that should be followed.
“Those who would have erred should be hauled before a properly constituted disciplinary committee chaired by the provincial vice-chairperson and the allegations should be clearly spelt out to them. Only the Central Committee can endorse the ouster of a member from the party.”
The Zanu-PF legal bosss called for unity among members.
“Unity was fast becoming a rare commodity in Zanu-PF. We should speak with one voice and rally behind the leadership of President Mugabe. We are all in agreement that President Mugabe is our candidate for the 2018 elections.
“We will be shooting ourselves in the foot if we go into an election while divided. An election is a game of numbers and we should consolidate our numbers.”
The meeting also dealt with the issue of former Politburo member and Member of National Assembly for Chimanimani West, Munacho Mutezo who is alleged to have crossed the floor to join Zimbabwe People First.
The issue was earlier this month referred back to the province by the Politburo and there was unanimous agreement that Mutezo, Joe Zviuya and Lovemore Changadzo be booted out as they were openly campaigning for Zimbabwe People First.
In moving the motion to have Mutezo fired from Zanu-PF, Mubuso said: “I come from Chimanimani West where Mutezo also hails from. He is openly campaigning for the Zimbabwe People First. We also have a picture of him that was published in the local Press while attending a Zimbabwe People First meeting held here in Mutare.
“He was sitting in the front. Last Thursday he attended a funeral in our area where he openly denounced President Mugabe. We are saying Mutezo should go.”
His motion was seconded by Minister of State for Manicaland Provincial Affairs Mandi Chimene. Chinamasa explained to the house why the issue was referred back to the provincial disciplinary committee.
“When the issue was brought to the Politburo, it appeared as if it was coming from Chimanimani and not Manicaland. That is why it was referred back to the province for deliberations. If there is overwhelming evidence against Mutezo, then we erred in referring it back here, but, however, the proper channels have been done and this issue will be finalised soon,” said Chinamasa.
Govt Offloads US$6,4million Cash to War Vets
The Zimbabwean government has offloaded at least US$6,4 million for the roughly 43 000 beneficiaries of the War Veteran School Fees Fund, fulfilling President Mugabe’s promise early this month that the money would be released in time for the second term.
Schools open on May 3. Secretary for Welfare Services for War Veterans, War Collaborators, Ex-Political Detainees and Ex-Restrictees Brigadier-General (Retired) Walter Tapfumaneyi told the state media last week that Treasury had released the funds. “We have a total of 43 000 (war veterans’) children who benefit from our US$6 million budget per term, of those children about 22 000 forms have so far been submitted and processed.
“We are working flat out together with partners in various departments to make sure children’s fees are paid in time before the second term commences. We have two weeks to complete the process of payment on the pay net system of the Government.
“We are paying fees directly to schools to avoid fraudulent activities that had been happening over the past years,” said Rtd Brig-Gen Tapfumaneyi. “We are at an advanced stage in terms of cross checking, verification processes and all other procedures to make sure that our children go to their various colleges, schools and all learning institutions with their fees.”
War veterans are entitled to pensions, education fees, medical support, funeral cover, loans and subsistence benefits. Khupe Lauds Huge Party Support
MDC-T Vice President, Thokozani Khupe, has praised the overwhelming support from her party structures forecasting that victory is certain in the next elections.
Khupe who met party members from the Makokoba district in Bulawayo said: “the passion among our activists has not abated even under the current circumstances, and the ward leadership was convincing that the party is headed for more thumping victories against all others in the future elections.”
Khupe was meeting structures in the constituency she once led as MP under a programme dubbed the State of The Party Assessment program that is on-going countrywide.
“It was all systems go as all Ward and Branch heads turned out to showcase that their ward is a well oiled machine ready to carry out its duties in the MDC party,” said Khupe.

Bank Charges Must Be Scrapped – Bank Boss
Banking services should be provided free of charge in order to achieve financial inclusion and increase business for the sector, Steward Bank CEO Lance Mambondiani said yesterday. Officially launching an agent banking partnership with Total Zimbabwe in Bulawayo, Mambondiani said the habit of relying on service charges would not sustain the survival of banks going forward.
He acknowledged public confidence in banks was declining, despite positive profits posted by the sector last year. Some banks charge up to $10 or more in service charges per month excluding withdrawal costs per transaction.
“We believe banking should be free. We believe that banking isn’t something that people should pay for. The reason for that is that our understanding of what banking is and the understanding of our calling is perhaps different because for us, we know that people are actually not interested in banks, they’re interested in banking,” said Mambondiani.
He warned that banks risk total collapse unless they change their business model by responding positively to community needs. Mambondiani made reference to record companies and bookshops that are now extinct because of resistance to change.
“Banks actually think or we’ve thought we’re immune to destruction. We’re not. Banks think we can’t be destructed perhaps because we’re protected by the governor of the Reserve Bank or by regulation but we’re not,” he said.
“We do realise that 85 percent of people in this country don’t have bank accounts, according to RBZ statistics. The reason for that is that you, our customers, have voted with your feet. You’ve chosen to put your money on EcoCash or under the pillow.
“The reason for that is because you don’t trust banks because when you put $10 and you go back the following month it would be 50 cents because of what we call service fees.”
Mambondiani said Steward Bank, a subsidiary of leading telecommunication firm Econet Wireless, has adopted a model of following clients to their point of need using modern technology.
He said their model sought to ensure easy access to financial services to all. “Banking should be accessible to everybody, just like telecoms. Every Zimbabwean should have the capacity to do that without the encumbrance of bank charges or service fees,” he added.
Last year, the central bank had to intervene by capping interest on loans at 18 percent following a public outcry with some banks charging up to 40 percent interest. The trend has been blamed for the increase in bad loans as many debtors fail to pay forcing banks to attach properties.
The negative attitude towards banking has also been partly blamed for the financial crisis currently gripping the country, with experts saying more money was circulating outside the formal channels.
Under the partnership with Total Zimbabwe, Steward Bank customers can walk into any Total service station and access banking services including depositing money and withdrawals. The bank will, over the next two months, install point of sale card readers at all 150 Total service stations, allowing Zimbabweans to pay for fuel with plastic money.

Man Rubs Manhood Onto Woman During Independence Celebrations
A RANDY man from Nketa suburb in Bulawayo was arrested for rubbing his penis against a woman’s buttocks during Independence Day celebrations at White City Stadium on Monday.
Thulani Mhlabi, 37, appeared before Western Commonage magistrate Tancy Dube facing an indecent assault charge. He pleaded not guilty and was remanded out of custody to April 27.
Mhlabi, the court heard, unzipped his trousers and rubbed his member against Nomazulu Nyoni, 23, of Entumbane suburb as she was cheering proceedings at the event.
Nyoni told the court she suddenly felt “unusual heat” on her buttocks and she turned around to find Mhlabi rubbing his tool against her. Sibekithemba Dube, prosecuting, said the alleged assault happenned at around 2PM on April 18.
As crowds joyfully celebrated 36 years of independence from white colonial rule, Mhlabi is alleged to have given his sizeable member forbidden freedom to colonise Nyoni’s ample rear.
Said Dube: “Mhlabi proceeded to where Nyoni was standing and stood behind her. Mhlabi unzipped his trousers and pulled out his manhood which he pressed against Nyoni’s buttocks.”
Dube told the court Nyoni immediately alerted police officers on patrol at the stadium who arrested Mhlabi. state media
Man Fakes Son’s Death To Claim Funeral Benefits
Terrence Mawawa Masvingo|A cunning Masvingo man ran out of luck after feigning his son’s death in a desperate bid to defraud First Mutual Life of $1,500 cash.
The case was heard before Masvingo Magistrate Langton Ndokera last Friday.
The daring man, Godfrey Kutadza, of Mazarira Village under Chief Chikwanda, went to the First Mutual Life offices and made a funeral cash request for the supposed burial of his son, Shepherd, who is aged 18.
He then produced a fake Burial Order number 86/89 to support his claim.
The attempted fraud was thwarted after First Mutual Life made some verifications with Kutadza’s village head who revealed the man’s son was alive.
Kutadza, who is a general hand at Victoria Junior Primary School in the city of Masvingo, in mitigation said he had pressing financial challenges that forced him to commit the offence.
He said he had no bad intention in committing the offence since he only wanted to get some cash to cushion himself against glaring challenges.
Joseph Gundura, the village head expressed shock at Kutadza’s surprisingly anti-social behaviour.
Speaking to ZimEye.com in separate discussions, Kutadza’s relatives said the incident has shaken the entire family.
“This is unheard of -we are disturbed by what happened. We are still trying to come to terms with what transpired. It is highly prohibited to feign someone’s death. We are now eagerly awaiting the court ruling,” a shocked relative told ZimEye.

This message is directed at MDC-T itself and all those who support it.
The recent decision by the Junta to dismiss the MDC-T Mayor is indeed
unjustified and against the will of the people who overwhelmingly voted
for your party. Without doubt, you are the biggest opposition entity
currently in Zimbabwe politics.
However, Servants, this issue of council is really very straight forward,
and perhaps the recent action by the junta could be a blessing in
disguise.
In this council, where the people voted for MDC-T, who really makes the
policies and has the final decision? The answer to that is it is the junta
controlled ministry of Local Government. Added to that is the budget issue,
where the central government controlled by the Junta make sure they do not
finance anything that will reflect positively on the MDC-T. Further to
that, the opposition has always had the slogan of TONGAI TIONE.
Now Varanda, how are you going to make any meaningful difference in
council without a budget? No money for programs or any improvements due to
the junta moving finances to their own councils with their own people? How
do you make policy changes if they get shot down by the minister anyway?
And lastly why do you say tongai tione, when you are actually the ones
ruling in the cities?
You see, by being in charge of the cities, and the junta sabotaging the
running of those cities, all it does is show the voters that MDC-T is
useless. The city has no water, roads are bad, electricity is erratic, the
people are just told MDC-T is in control so blame them!!! Apa it’s the
minister and the Junta who are sabotaging council activities. You as MDC-T
are playing into the hands of the Junta. They control council, appoint
their cronies there and yet you get the blame when things go wrong!!
RESIGN EN MASS cadres!!!
Let them rule and see what happens. Siyanai navo. Don’t try and help a
junta stay in power. Get out of that mansion, take back those cars and
4x4s, remove yourselves from parliament, senate, any form of government.

Zhuwao Admits Indigenisation Blunder
President Robert Mugabe’s nephew, the Youth, Indigenisation and Economic Empowerment Minister, Patrick Zhuwao has performed a u-turn on the Indigenisation Act.
Zhuwao yesterday admitted to bungling on the law, revealing he misinterpreted “certain issues”.
Zhuwao said his uncle’s interpretation of the Act was “perfect” and final.
He made the admission of error at a Press conference at his office after the launch of Zimbabwe Youth Empowerment Investment Committees’ Zero Draft Overview.
“I am appointed by the President and as l take directions, it is quite possible that l can misinterpret certain things. I must be able to listen to my boss when my boss explains that l am misinterpreting certain things,” he said.
President Mugabe a fortnight ago moved in to clarify the confusion over the interpretation of the indigenisation law, which he said undermined business confidence in the country.
Cde Zhuwao said the resultant confusion had increased the cost of doing business while weakening the country’s competitiveness in the wake of a public spat between Cabinet ministers.
Minister Zhuwao had attacked his Finance and Economic Development counterpart Minister Patrick Chinamasa and Reserve Bank governor Dr John Mangudya for asserting that the financial services sector had met the indigenisation requirement ahead of the March 31 deadline.
Asked about the deadlines he had issued to foreign companies to comply with the country’s indigenisation laws, Minister Zhuwao said: “The pronouncement by the President has helped significantly. That is also clarified in the statement,” he said.
Asked to comment on the war of words between him and former chairperson of the recently formed steering committee on the Zimbabwe Youth Empowerment Strategy for Investment, Mr Acie Lumumba, Minister Zhuwao said the reason for Lumumba’s ouster was based on a conflict of interest between his job description and a private company he owned.
He however, said he had not fully investigated Mr Lumumba’s allegations on social media and that if he had known that there was a potential conflict, he could not have appointed him.
Mr Lumumba, in a recorded video which has gone viral on social media, said Minister Zhuwao was not fit to hold any public office.
In the video, he alleges that their conflict arose after Minister Zhuwao gave him an ultimatum in front of ministry officials last week to deliver three percent of shares from Old Mutual funds to his office.
“I don’t spend too much time looking at those allegations because l primarily believe in terms of section 61 of the Constitution, which says everybody has a right of expression and freedom of the media. I am not going to focus on that because l am an appointed Minister of Government, and l have a specific responsibility that l must focus on,” said Minister Zhuwao.
He also said that Mr Lumumba’s allegations were ‘false’: “l absolutely have no idea what triggered him to say that. I wish I was a prophet. If there is any impropriety, he must report me to the authorities and I am investigated if there is anything l did wrong. You must never threaten to be a person of integrity. It is something you can never threaten. He has an obligation as a citizen to reveal more,” he said.-State Media/ Additional Reporting
Margaret Dongo wins Mujuru elections
Former outspoken Harare East legislator, Margaret Dongo, has been elected chairperson of the Zimbabwe People First party’s Women’s
League.
The ZPF led by Joice Mujuru, is building its party structures in a bid to dislodge President Robert Mugabe from power.
Reliable sources in the party say Dongo was unanimously elected by the women from all the ZPF Provinces to lead the league.
The sources further reveal that Dongo was invited into the ZPF by the party leadership who also recommended she leads the league.
Contacted for comment the war veteran, Dongo, was still to make a response yesterday.
LMG Choir leader and founder dies
A prominent Zimbabwean liberation war voice, leader of the popular Light Machine Gun Choir, Given Nare, has died.
Nare died at Gwanda Hospital on Wednesday evening. He was 82.
Nare was founder and lead singer of the ZIPRA forces liberation war choir, well known for its songs; “Yithi labo” , “Emoyeni” and “Sasuka emakhaya.”
The choir was founded in Zambia in 1977 when Zimbabwe’s liberation struggle was at its peak. They sang songs to encourage fellow fighters to press harder as victory was certain.
They were later chosen to accompany ZAPU, President Joshua Nkomo, on his historic return home in 1979 at the end of the war.
Nare will be buried at his Gwanda rural home on Saturday. At the time of going to press, a family member said they were still waiting for ZANU PF to notify them of the hero status to be accorded to the veteran fighter if any.
Mujuru Ministers Rejoining Mugabe
SCORES of former Zanu PF officials, including ex-cabinet ministers Francis Nhema, Flora Bhuka, Webster Shamu and Nicholas Goche, who were either expelled or suspended from the party for supporting former vice-president Joice Mujuru’s presidential bid, are set to bounce back through the central committee.
The move is aimed at disabling Mujuru’s Zimbabwe People First party while also providing arsenal to the two main factions in the party, particularly the G40 group, which has been hunting for heavyweight candidates to challenge Vice-President Emmerson Mnangagwa.
Sources in the party revealed the party had received numerous appeals by former officials expelled or suspended from the party without going for hearings, following President Robert Mugabe’s directive that the central committee should reconsider the purges. Shamu, Goche and Nhema are believed to be among those who appealed. Mugabe made the directive at a politburo meeting a fortnight ago and repeated his assertions at the party’s central committee meeting the following day.
Zanu PF spokesperson Simon Khaya Moyo confirmed the party had received numerous appeals.
“What I know is that the constitution provides that whoever feels aggrieved by the decision taken by the National Disciplinary Committee and endorsed by the politburo can approach the central committee. As you know many people went without hearings. I’m told some have appealed to the secretary of administration, but I don’t have the names and the numbers,” he said.
“The central committee can’t in terms of numbers sit in one place for the hearings, because there are 300 people in the body, but modalities are being worked out.”
Asked specifically if Mujuru’s supporters will be readmitted, Moyo said: “Of course others may not think about appealing, but others, even those who went for hearings are free to appeal.”
Sources in Zanu PF said although Mugabe made the directive following complaints from Mnangagwa and his backers, after the vice-president’s backers were suspended without facing disciplinary hearings, the G40 faction has for some time been engaging Mujuru’s former allies to bolster its numbers. The faction wants to use the opportunity to bring on board sympathisers, who were loyal to Mujuru.
“Mugabe’s order will pave way for several officials to bounce back including those whom the G40 faction has been trying to bring back on board. This includes the likes of Goche, Shamu and former politburo member Tendai Savanhu among others,” said an official.
“It is however not clear, whether if the suspensions or expulsions are overturned, they will work with the G40 faction because some of the officials have bad relations with key G40 members. It may not be as straight forward as it looks because some of Mujuru’s former backers such as Defence minister Sydney Sekeramayi have refused to work with the G40 faction despite their overtures, choosing instead a middle of the road approach.”
Mujuru lost the party and state vice-presidency in December 2014 before being expelled alongside several heavyweights, among them former Zanu PF secretary for administration Didymus Mutasa and former spokesperson Rugare Gumbo. Nine provincial chairpersons were also expelled ahead of the party’s December congress.
Mugabe also removed several senior officials from their government positions in addition to the suspensions and expulsions. Among the affected were Mutasa, who lost his Presidential Affairs ministerial post, and former political commissar Webster Shamu, who was also the Information Communication Technology minister. Other high-profile casualties included Francis Nhema (Youth, Indigenisation and Economic Empowerment), Olivia Muchena (Higher Education), Dzikamai Mavhaire (Energy), Nicholas Goche (Public Service), Andrew Langa (Sports), Simbaneuta Mudarikwa (Mashonaland East Provincial Affairs minister) and Munacho Mutezo (Energy deputy minister).
Flora Buka (Minister of State for Presidential Affairs), Paul Chimedza (Health deputy minister), Sylvester Nguni (Minister of State in former Vice-President Mujuru’s Office), Tongai Muzenda (Public Service deputy minister), Petronella Kagonye (Transport deputy minister), Fortune Chasi (Justice Deputy minister) and Tendai Savanhu (Lands deputy minister) were also not spared.-Standard
CIO, Tsvangirai Unmasked In Harare Mayor Gaffe
The Harare Mayor job fight currently in the courts which has roped in Local Goverment Minister Saviour Kasukuwere, has exposed a smelly web of details linking Morgan Tsvangirai’s name to ZANU PF’s Central Intelligence Organisation, CIO.
It has emerged that the acting Mayor, Chris Mbanga imposed this week by Kasukuwere (CIO) is the same who was imposed by MDC leader Tsvangirai last year.
Mbanga is now costing the MDC thousands of dollars in bitter court fights.
But the newly appointed acting Harare mayor yesterday acted against the MDC party he is meant to be representing, while flexing his muscles barring town clerk James Mushore from setting foot at Town House until his contentious appointment has been regularised.
Mbanga’s move angered fellow MDC-T councillors, who labelled him a sell-out and accused him of taking orders from Kasukuwere.
Mbanga took over as acting Mayor on Wednesday after Mayor Bernard Manyenyeni was suspended for allegedly defying Kasukuwere by refusing to rescind Mushore’s appointment as council chief executive officer.
Yesterday, Mushore briefly appeared at Town House, but left before midday after Mbanga allegedly gave him the marching orders.
Mbanga confirmed that he had stopped Mushore from reporting for duty.
“As far as I know, Mushore is not reporting to work until the matter is finalised,” he said.
On charges of being a sell-out, Mbanga said: “That’s utter rubbish. I have a good working relationship with my boss (Manyenyeni). It’s true that I was called by the minister yesterday (Wednesday) to be briefed on what had transpired and that I have effectively taken over as the city’s acting mayor pending the finalisation of the matter. Not that I am a sell-out.”
But his fellow MDC-T councillors insisted that Kasukuwere was using Mbanga to divide them.
Manyenyeni declined to comment over the matter, saying he had been gagged by the party from speaking to the media.
“I can’t give you an interview on that matter at the moment. I would have loved to comment and give you more, but I can’t,” Manyenyeni said.
Yesterday, Manyenyeni filed an urgent High Court chamber application challenging his suspension.
In his application filed under case number HC4161/16, Manyenyeni said: “The power to remove a mayor, chairperson or councillor is no longer vested in a minister, but in an independent tribunal set up in terms of an Act of Parliament.”
Manyenyeni further alleged that Kasukuwere had behaved as a bully, threatening to block decisions made by the local authority at a meeting attended by three other mayors.

Explosion Scare Petrol Leak Hits Mugabe’s Offices | BREAKING NEWS
A terrifying petrol leak hit Harare’s Central Business District Friday morning.
ZimEye.com can reveal staff members from several buildings around the 4th and 3rd street, had to be evacuated after an incessant stream gush of petrol suddenly began flooding the area close to President Robert Mugabe’s office and Parliament House.
At the time of writing it was suspected to be coming from the Total service station at Nelson Mandela and 4th street next to Beverly Court.
But Harare West MP Jessie Majome in an announcement indicated the leak is from the government’s CMED petrol station. “I have received an alert that the CMED service station along K Nkurumah ave is leaking fuel and can explode and the Total service station along Nelson Mandela Avenue between 3rd and 4th Street next to Beverly Court is closed off as it is nearby…The area has been sealed off because of the risk and businesses operating in the adjacent buildings are closed. If you know anyone who works in that area please inform them of this fire risk,” she wrote.
A Zimnat Insurace senior staff member who first confirmed the development, said the leak source could be the government’s CMED petrol station. The entire Zimnat Insurance building was “emptied” with staff being sent out en-masse to several outposts in Harare.
“Some were taken to our Avondale brand, others to Msasa Park, and some to Belgravia,” they told ZimEye.
“The leak could be the CMED or the service station at 4th street,” they said.

Zimbabwe Needs 8000 Nurses
ZIMBABWE’S public health institutions need about 8 000 new nurses to meet growing demand for health services despite government’s decision to freeze recruitment in the civil service, it has been established.
The shortage of health workers has compromised the country’s health delivery system, which is also plagued by a number of problems among them a shortage of drugs and critical equipment.
Currently, public nursing staffing levels are in line with standards approved soon after the country attained independence in 1980, leaving a huge gap at state clinics and hospitals, Health minister David Parirenyatwa said.
But a freeze on new recruitments, which was adopted in 2011 to contain a ballooning public sector wage bill has left many health care centres understaffed.
“If we go around the country you will see that our country needs between 7 000 and 8 000 nurses but we have 3 000 nurses that are qualified sitting at home,” Parirenyatwa said at Chivhu Hospital last Friday.
“This staff establishment is based on 1983 models but the population has increased and the patterns of diseases has also changed so we need to absorb all the nurses that are unemployed,” Parirenyatwa said, adding, “I recently went to Masvingo General Hospital and I was told they have 188 nurses but they needed 40 more nurses.”
Zimbabwe’s population is estimated to have more than doubled since 1980 to about 14,6 million.
“I recently went to Maphisa hospital which used to be Antelope Mine and I noticed there are accommodation problems, what used to be the doctors, house which was occupied by my late father is now full of nurses. We still need a lot of accommodation as our institutions grow bigger,” added the health minister.
“The morgue also is too small. I was shown a compartment at the morgue which carries six people but there were 10 bodies meaning some bodies were put on top of other bodies. This is bad and we need to respect the dead.”
He said government was struggling to mobilise resources for drugs and staff remuneration due to funding challenges hence the need for donor support.
Going forward, Parirenyatwa said government plans to decentralise critical services such as x-ray scanning to improve health delivery and efficiency.-Standard

Sex with Headmaster – Minor Speaks Out
THE orphaned minor who was allegedly sexually abused by Hartzell High School headmaster, Shorwi Kawadza, remained adamant that she had several sexual intercourses with the school head during cross-examination at Mutare Magistrates’ Court last Friday.
Fielding questions by defence counsels, the complainant said she had one sexual intercourse with Kawadza in a bush near the school grounds after some sporting activities, other sexual intercourses in his office as well as at the Old Mutare Mission school’s guest house.
Kawadza is the first accused in a case that he is alleged to have contravened the Sexual Offences Act by sleeping with a minor and infecting her with a Sexually Transmitted Disease, while Fairfield Children’s Home staffer, Cecelia Thobani is the second accused facing similar charges.
Mr Victor Chinzamba of Mugadza, Chinzamba and Partners, who is representing Kawadza, put it to the minor that she was being inconsistent in her narrative and that she appeared to have been told what to say by people masterminding the downfall of Kawadza.
Mr Chinzamba said there was a recorded telephone conversation between the survivor and a Social Welfare attaché identified as Sister Molly in which the minor exonerated both Kawadza and Cecilia Thobani (Accused Two) of any wrongdoing.
“It is clear that you have been subjected to severe interference by people who want to see the downfall of Accused One.
“Why do you keep changing your story? You must forget about those people.
“This is about your life. The coincidences in your account are too much. Surely no-one saw you, not even on your way on all the occasions that you say you had sex with Accused One.
“You have demonstrated to this court that your evidence is inconsistent with the reality,” argued Mr Chinzamba.
However, in response, the complainant denied having been coached on what to say in court.
“I did not exonerate Shorwi Kawadza. We had several sexual intercourses. I have never changed my story.
“I only mentioned that Cecilia Thobhani (second accused) has nothing to do with this case.
“I only mentioned another name during a telephone conversation with Sister Molly because she was pestering me, forcing me to say another name different from Kawadza.
“I exonerated him (Kawadza) because Sister Molly kept saying I should mention another name.
“I was not seen by anyone during the several times I went to have sex with Kawadza.
“In fact, when we had sex at the school grounds, the guards at the school gate must have been busy with the vehicles moving in and out of the gate for them to notice us and I was also not going to school when we had sex at the guest house, while all the other children were at school, hence no-one noticed it.
“When we had sex in the bush near the school ground it was after the sporting activities that had been held at the grounds.
“We had actually made an appointment the day before, so it was planned.
“I was never coached by anyone on what to say in this court. Accused Two does not know anything about this case.
“It is the police who said they did their investigations and found out that she had given me pills to terminate pregnancy.
“I never told Sergeant Chandata that Accused Two gave me pills to terminate pregnancy,” said the complainant who was a 14 year old inmate at Fairfield Children’s Home at Old Mutare Mission when the crime was allegedly committed.
In exonerating Thobani (Accused Two), the teenager went against the evidence given by the Investigating Officer Sergeant Itai Chandata of Penhalonga Police Station who recently testified in court that the minor told her during investigation that Thobani told her never to mention the headmaster, but Mr Mukwindidza as the perpetrator.
“She also told me that Accused Two (Thobani) would call her to her office and ordered her to go and see Accused One (Kawadza) at the guest house.
“She said she was also told by Accused Two (Thobani) that she should never mention the headmaster, but Mr Mukwindidza as the perpetrator.
“Having that information I went on to verify some facts that I could and went on to arrest Kawadza and Thobani,” said Sgt Chandatya when she recently testified in court.
However, in last Friday’s session, the teenager drew gestures of misgiving from the gallery when she admitted that she consented to Kawadza’s love proposal and sexual manoeuvres because she was used to sex.
She also told the court that she had terminated pregnancy three times without the knowledge of Thobani
“When we had sex with Kawadza I had agreed to it because I was used to it.
“Yes, I terminated pregnancy three times, but I was never assisted by Cecilia Thobani,” she said.
Kawadza is being represented by Mr Chinzamba, while Thobani was represented by Mr Ranga Muhloro-Mubata of Mubata, Chigadza and Associates.

Harare Woman Breaks Disability with Shock Memoirs – Moreblessing’s story
by Grace Kwinjeh |Being totally blind has not limited Moreblessing. She speaks with a passion, conviction and a fierce determination as she narrates her life journey, her dreams and aspirations.
Moreblessing (not real name) in the above audio clip talks to founding member of the Zimbabwe Blind Women Trust (ZBWT), Miss Jules Daudi.
When asked what message she has for other visually impaired or blind people, Moreblessing boldly states: “’Those people who are totally blind especially ladies, my speech is directed towards ladies. Never give up, even no matter at what age even if you are 65 years old, you can start something- it will never be late.”
Walking the talk – Moreblessing 26 years ago, did her her O’ levels , completed a course as a switchboard operator, went on to attain a diploma in business studies; and now she has a vision to complete her A’ level studies in November with the hope of furthering her studies to become a lawyer or a teacher.
According to the 1996 Disabled Persons Act of Zimbabwe; ‘a person with a physical, mental or sensory disability, including a visual, hearing or speech functional disability, which gives rise to physical, cultural or social barriers inhibiting him or her from participating at an equal level with other members of society in activities, undertakings or fields of employment that are open to other members of society.’
Women like Moreblessing have risen above the challenge especially societal biases that include negative stereotypes, creating a new foundation and ethos based on the mantra that ‘disability is not inability’.
With the help of the Blind Women Trust led by mentors Daudi and Irene Sithole, which is aimed at addressing the personal and social development of the visually impaired, most of who have suffered crude marginalisation being reduced to street beggars, have broken the walls of prejudice.
“As a lady with a disability I am so happy in life that in our country we are offered the chances to get educated and become self reliant. So far I have not acquired the required qualifications to become employed either as a teacher or a lawyer, and at the moment I am studying for my A’level,” says Moreblessing.
However, for Moreblessing to be able to continue with her studies successfully, she needs to be empowered with the right tools, which include a laptop or a Perkins Brailler, especially to write her A’level exams in November. She is also appealing for assistance for exam fees and other fees for her to do computer training at the Dorothy Duncan Centre.
“The challenge is I can’t get the funds for my examination fee; I think very soon the schools will open in May. The May deadline for the examination fees is fast approaching and at the moment I still have not got anything to pay for it,” she says in her appeal.
Moreblessing has not enrolled in a formal institution for her studies, but rather has lecturers who have been coaching her; “I have a combination of arts subjects which I am studying so hard for. I am so grateful for those teachers and lecturers who are coaching me, but to add on to my need for exam fees, I also need a need a machine so I can write the exams. I do not have the funds for this.”
The Zimbabwe Blind Women Trust seeks to deal specifically with the plight of visually impaired women. Doing the interview, Daudi, a High School teacher, who herself lost her sight when she was six years old, is reaching out and giving hope to other women like Moreblessing.
The trust also seeks to demystify certain stereotypes and negative attitudes towards persons with disabilities, that for instance entrench superstitions which blame witchcraft or maternal promiscuity, for the various conditions.
People with disabilities have as a result suffered shame and exclusion in their families and society at large. Daudi and her peers are confronting these attitudes head-on, as they work daily to change these warped perceptions for the dignity and standing of people with disabilities.

Mzembi Attacks ZANU PF
Terrence Mawawa, Masvingo| Tourism and Hospitality Minister Walter Mzembi has lambasted the Zanu PF factional battles for significantly contributing towards the decline in the number of tourists visiting the country.
Speaking during a public lecture at Great Zimbabwe University last week, Mzembi said the relentless Zanu PF warring has led to the decline in the number of tourists visiting the country.
Despite strongly attacking what he called protagonists in the succession battles, Mzembi is viewed by Zanu PF insiders as a member of the G40 group pushing for First Lady Grace Mugabe’s rise to the helm of the party, paving way for her to replace her 92 year old husband.
Mzembi said his ministry has been badly affected by the endless factional battles in the troubled ruling party. “Factional battles discourage tourists because they are no longer eager to visit the country. Negative publicity has also contributed towards the decline in the number of tourists coming to Zimbabwe,” said Mzembi.
The charismatic minister has in the past been blamed by party hawks for being too smart in his political career. Party stalwarts feel Mzembi is too professional in his approach towards political issues.
He also blamed the poor road networks for further discouraging tourists.
“There is need to improve our road network system so that we can attract more tourists -otherwise we will continue to experience a sharp decrease in the number of foreigners who visit our country. These are some of the areas we have been overlooking,” said Mzembi.

Dynamos’ Gwekwerere Bounces Back
Forgotten striker Evans Gwekwerere yesterday trained with Dynamos as the Glamour Boys intensified their preparations for the crucial trip to Mutare this weekend. The forward was involved in yesterday’s workout although it could not immediately be ascertained what plans the technical team have for him following a dull start by the former champions. But could he be the answer to the team’s woes in front of goal?

Silva was positive last week when he spoke about the trip to Mutare and he watched Rovers’ match against Harare City on television.
“I am going there for a win. I saw them on television and they are not a bad team. It’s a team with experienced players but like I tell you we are going there to win,” said Silva.
Silva was worried his options were limited, especially with the unavailability of Richard Kawondera.

Gushungo Bombing: Army Major Exposed
An army major has been named in the trial proceedings following the jailed Zimbabwe People’s Front political party president, Owen Kuchata, who the state says attempted to petrol bomb the First Family’s Alpha Omega Dairy Farm.
Kuchata, according to state papers, paid $20 to one of his alleged accomplices – a soldier – so that he could source army uniforms to use when committing crimes.
Borman Ngwenya (30) told the court that Kuchata wanted more than five pairs of army regalia.
Ngwenya said he was a member of Kuchata’s political party after he had been ordered by his superiors at the ZNA to join Kuchata and spy on him. He maintained that it was a military-sanctioned operation which he had been tasked to do by one Major Mashava and Sergeant Mahachi.
Ngwenya said he kept Major Mashava informed of the activities. He appeared before magistrate Ms Fadzai Mthombeni for continuation of trial. “Major Mashava came to me in the company of Sgt Mahachi and Makumbe. As an intelligent officer, Major Mashava said he wanted to use me so that they could apprehend Kuchata. He said I should join his political party and spy on him and relay the message back to ZNA,” he said.
“After convincing Kuchata, I joined his party and he told me he wanted brave and strong men in the party. After some days he told me of his plans to bomb President Mugabe’s properties. I kept informing Major Mashava of our meetings with Kuchata and his plans. Major Mashava told me to play along adding that Makumbe was also going to join me.”
He added, “Kuchata later asked if it was possible for me to source army uniforms from our factory. He then gave me $20 to bribe the person who was going to give us the uniforms. After informing Major Mashava, he told me to use the $20 for transport so that I would be able to meet Kuchata whenever he wanted us to meet. As per Major Mashava’s advice, I kept lying to Kuchata that the uniforms were coming.”
Ngwenya further said that he then introduced Makumbe to Kuchata as the person who was going to give us the uniforms.
He said they went to President Mugabe’s rural home on January 1 for reconnaissance adding that Kuchata had also planned to bomb his rural home.
Ms Mthombeni rolled over the matter to today for continuation of trial.
Ngwenya is being represented by Mr Exactly Mangezi while Mr Michael Reza is prosecuting.
It is alleged that on January 22, around 4pm, police received a tip-off that the four were planning to bomb Alpha Omega Dairy’s processing plant and tuckshop during the night.
Acting on the tip-off, police proceeded to the farm and laid an ambush about 100 metres from the quartet’s target. At around 10pm, the detectives saw the men approaching the dairy’s processing plant and immediately arrested them.
“Dumb” Kasukuwere Sued by Harare Mayor
Public Works and National Housing Minister Saviour Kasukuwere was yesterday labelled “dumb” following his suspending of the Harare mayor Bernard Manyenyeni.
“He calls himself Tyson and seems to get his inspiration from Mike Tyson,the boxer. He needs more brain than brawn, honestly,” wrote MDC spokesperson Obert Gutu.
The suspended Manyenyeni yesterday approached the High Court challenging his suspension which he terms to be unlawful and in contravention of provisions of the Constitution. Clr Manyenyeni was suspended this week by Local Government, Kasukuwere for unprocedurally appointing former NMBZ chief executive Mr James Mushore as the city’s town clerk in violation of the Urban Councils Act.
In an urgent chamber application filed in the High Court yesterday, Clr Manyenyeni listed Minister Kasukuwere and Attorney-General Advocate Prince Machaya as respondents. Clr Manyenyeni, who enlisted the services of the Zimbabwe Lawyers for Human Rights — Mr Dzimbabgwe Chimbwa and Mr David Hofisi, contends that in terms of the Constitution of Zimbabwe, removal of mayors, councillors and chairpersons is done by an independent tribunal in terms of an Act of Parliament.
“There is neither that Act of Parliament nor independent tribunal,” argues Clr Manyenyeni. “The first respondent (Minister Kasukuwere) has thus arrogated to himself powers he no longer has in violation of the Constitution of Zimbabwe.”
Pending the final resolution of the matter either in the court of first instance or on appeal, Clr Manyenyeni is requesting the court to suspend the letter of his suspension and continue with his mayoral function with full benefits.
He also seeks the court to stop Minister Kasukuwere from suspending, dismissing or engaging in any other activity with a view to removing him from office of Mayor of Harare. Minister Kasukuwere also threatened to suspend corrupt councillors.
In his application, Clr Manyenyeni says, the council resolved to appoint Mr Mushore to the post of town clerk following an open and transparent process of advertising and interviews. Mr Mushore emerged as the highest scorer in terms of the process. Further to the resolution, Clr Manyenyeni argues that Mr Mushore was offered a contract of employment.
Clr Manyenyeni premised his argument on Section 278 (2) and (3) of the Constitution which provides that:
(2) An Act of Parliament must provide for the establishment of an independent tribunal to exercise the function of removing from office mayors, chairpersons and councillors, but any such removal must only be on the grounds of;
(a) inability to perform the functions of their office due to mental or physical incapacity;
(b) gross incompetence;
(c) gross misconduct;
(d) conviction of an offence involving dishonesty, corruption or abuse of office; or
(e) wilful violation of the law, including a local authority by-law.
(3) A mayor, chairperson or councillor of a local authority does not vacate his or her seat except in accordance with this section.
To buttress his case, Clr Manyenyeni also cited Section 2 of the Constitution which states that the Constitution is the supreme law of Zimbabwe and any law, practice, custom or conduct inconsistent with it is invalid to the extent of the inconsistency.
It further reads; “The obligations imposed by this Constitution are binding on every person, natural or juristic, including the State and all executive, legislative and judicial institutions and agencies of Government at every level and must be fulfilled by them.”
In this regard, Clr Manyenyeni argues that the Constitution is binding on all persons including Minister Kasukuwere. “Any conduct, law or practice inconsistent with the Constitution is invalid,” he says.
“The constitution provides for the removal of mayors such as myself. Such removal can only be in terms of Section 278. That section requires an independent tribunal to be set up in terms of an Act of Parliament.
“The power to remove a mayor, chairperson or councillor is no longer vested in a Minister, but in an Independent Tribunal set up in terms of an Act of Parliament,” he argues.
“Thus there is no way that the minister can purport to suspend or remove me from office. His authority to do so can only emanate from an Act of Parliament which provides for the establishment of an Independent Tribunal pursuant to the provisions of the current Constitution.
That Act of Parliament is yet to be promulgated. “The first respondent’s hands are therefore tied. He should seek legislative intervention to get a lawful basis to set up the independent tribunal contemplated by the Constitution.”
Government rescinded the appointment of Mr Mushore soon after a council meeting that announced his appointment, saying council flouted procedures of appointing a town clerk as outlined in the Urban Councils Act and the Local Government Board.
The minister had told the city that the former banker’s appointment was illegal, but the defiant council proceeded to give Mr Mushore the job.
Mr Mushore was still reporting for duty despite the two orders, with Clr Manyenyeni saying he was waiting for the High Court to rule on the matter.- state media/additional reporting.
