State Media| In a shocking incident that has left Chirumanzu villagers shell-shocked, two black mambas attacked and killed a nine year old boy in the area, raising witchcraft speculations in the area.
The nine year old Chirumanzu boy was attacked by the venomous reptiles while herding cattle ,according to local villagers.The boy succumbed to the snake bites within 30 minutes.
Villagers are now living in fear following the boy’s death and superstition has become rife to the pont that it is said the dreaded reptiles are daily seen at an anthill, and several people are said to have been chased by the snakes. Villagers are now appealing to the Parks and Wildlife Department to immediately act on the matter.
A local traditional healer Mbuya Tsikirai said the snakes were associated with witchcraft.
“The two snakes are associated with witchcraft and it is not normal for two snakes to bite one person at once. There is someone involved in witchcraft in the villagers and we must exorcise the spirit before the snakes strike again. Attempts to kill the snakes physically will not work,” said Mbuya Tsikirai.
A local villager also claimed he was nearly attacked by the vicious reptiles but he ran for dear with the snakes pursuing him.
Zimbabwe Free Education for STEM Students
The Zimbabwe government will pay full school and boarding fees for all students in public schools who register for science, technology, engineering and mathematics (STEM) subjects this year, higher education minister Jonathan Moyo announced on Wednesday.
President Robert Mugabe’s government has targeted the development of STEM skills as a key part of Zimbabwe’s long-term human capital objectives.
In a statement issued late Wednesday, Moyo said his ministry had launched a multimedia programme to encourage students who took their O-Level examinations in 2015 and who register at least a ‘C’ in Mathematics, Biology and Chemistry to take a combination of these subjects at A-Level.
The programme intends to trigger an increase in students who will enroll for STEM degrees at the country’s universities from 2018, Moyo said.
“The ministry will pay full school and boarding fees for all students in public schools who register for STEM subjects in 2016,” the minister said.
The ministry will also run a competition which will see 10 STEM students getting the opportunity to visit Microsoft and other Silicon Valley STEM firms. There are also cash incentives for schools promoting STEM enrolment.
“There is solid evidence that the fastest growing and highest earning careers in future will be in STEM fields,” Moyo said.
“Available evidence supports the view that currently sustainable socio-economic transformation is driven by investing in STEM disciplines.” – The Source
ZRP Secretly Builds Luxurious Lodges for Senior Bosses Using Govt Cash
By Terrence Mawawa -Beitbridge| The Zimbabwe Republic Police (ZRP) has secretly constructed luxurious lodges in Beitbridge-to host senior police officers and government officials-using government money, it has emerged.
ZimEye.com can exclusively reveal the ZRP has built a cluster (of 5 star) lodges situated along the banks of Limpopo river to accommodate senior police officers and government officials for luxury purposes. The lodges similar to the famous Sabi will host at least 20 guests and have been constructed at a time junior police officers are fuming over the failure to get their bonuses. The ZRP is also collecting millions of dollars across the country through roadblocks in a fundraising strategy.
ZimEye.com is reliably informed that the luxurious lodges have been built at a time the police camp in Beitbridge has dilapidated structures and ironically many junior police officers are living in worn out wooden structures .
The Senior Assistant Commissioner responsible for training and resources, Grace Ndebele presided over the official opening of the expensive properties. Although the total cost of the luxurious lodges could not be established, it is understood the ZRP blew millions of roadblock cash on the luxurious facility.
Senior Assistant Commissioner Ndebele claimed the construction of the lodges was in line with the ZIMASSET programme.
“As ZRP we will remain rigorous on national development thereby contributing to the ZIMASSET programme,” she said.
The police boss did not mention how the under fire ZRP managed to raise the funds to construct the lodges and she did not mention the real purpose of coming up with such an expensive project.
“The sad part of the whole issue is that whoever came up with the idea did not bear in mind the fact that the lodges will only benefit senior police officers and government officials while some of us are wallowing in poverty. We did not get our bonuses and we are living in squalid conditions yet someone chooses to build lodges for luxury purposes. We spend hours standing in the scorching sun to collect money at roadblocks and we are not being rewarded; I think that is unfair,” said a police officer based in the border town.
Grade 7^ Kids Smoking More Than Adults in Zimbabwe
School going children who are under the age of 15 years, who are in Grade 7 up to form three are smoking tobacco more than adults in Zimbabwe, a research by government has revealed.
According to the Global Youth Tobacco Survey 2014 which was conducted by the Ministry of Health and Child Care whose results were published on Wednesday, it has been established that 20% of children under the age of 15 years are heavily smoking tobacco.
The Demographic Health Survey of 2011-2012 established that only 22% of the adult population is estimated to be using tobacco products.
“20% of the students, 22% of boys and 15.8% of girls currently used any tobacco products,” said the research.
“16.2% of the students, 17.3% of boys and 12, 8% of girls currently smoked tobacco”.
The research noted,“ 12.4% of the children started smoking at the age of 7 years or younger”.
“31.8% of the students were exposed to tobacco at home and 48.7% were exposed to tobacco smoke inside enclosed public spaces”.
A total number of 6, 427 students in Grade 7 in Primary schools and forms 1-3 of Secondary schools of between the ages of 13-15100 primary and secondary schools from all the country’s 10 provinces were sampled .
Ngozi Payments Illegal:High Court
DEMANDING compensation from suspects in murder cases is illegal and people who do so should be prosecuted, Bulawayo High Court judge, Justice Martin Makonese, said yesterday.
Sentencing a Zvishavane man, Simplicio Huku, convicted of culpable homicide, Justice Makonese said the courts frown upon families that demand compensation in the form of cattle or young girls before burying their loved ones who would have been murdered.
“The courts condemn the practice of demanding compensation for avenging spirits. That practice is widespread in the country and is unlawful as it is tantamount to extortion. Demanding compensation as a precondition for burial of a deceased is archaic and the court condemns such behaviour.
It’s a culture that must not be practiced in this modern world,” he said.
Justice Makonese said in some cases, the girl child normally falls victim to forced marriages.
Huku had earlier told the court that he was forced to part with 15 head of cattle, $700 for the coffin and also covered all the funeral expenses for the burial of a fellow villager, Everson Mushangwa, after he caused his death.
Justice Makonese said contributions towards funeral expenses, when done voluntarily, help to heal wounds of family members.
He said he found Huku not guilty of murder but guilty of a lesser charge of culpable homicide.
The judge said Huku struck Mushangwa once on the head that resulted in his death in a revenge attack.
“The court takes into account that Huku paid some form of compensation to Mushangwa’s family. The two years three months pre-trial incarceration period has also been taken into account. The accused is therefore sentenced to eight years in prison of which three years are suspended on condition of good behaviour,” said Justice Makonese.
Prosecutor, Tafadzwa Mupariwa, told the court that on October 19, 2013, Mushangwa and Huku fought.
He said the following day at about 11 AM, Mushangwa was walking along a foot path which passes through Huku’s homestead.
He said Mushangwa picked up a stone and threw it at Huku and it missed him.
In retaliation, Huku picked up a stone and threw it at the deceased. The stone hit him on the head and he fell down and his attacker fled from the scene.
He was taken to Mapanzure clinic where he was treated and referred to Zvishavane Hospital where he died on admission.

Sunday Mail Editor Swindled $3 000 Car Deal
Former editor of The Sunday Mail Edmund Kudzayi was allegedly duped of a motor vehicle worth $3 000 by the late James “Jimmy Jimalo’’ Chiyangwa’s son in a botched car deal.
Mike Harris Chiyangwa (28) of Number 4282 Old Highfield appeared before Mbare magistrate Mr Reward Kwenda charged with fraud. He denied the allegations and was remanded to February 10 on $50 bail.
His bail conditions included residing at the address he gave to the court and not to interfere with witnesses. Prosecuting, Mr Lawrence Gangarahwe, alleged that on October 24 last year, Chiyangwa borrowed $200 from Angeline Shonhiwa.
The court heard that he then gave Shonhiwa a car, Honda CRV, as surety for payment.
Allegations are that the car Chiyangwa gave away as surety belonged to Kudzayi.
Chiyangwa had allegedly given the car away without Kudzayi’s consent.
The State alleges that on different occasions Chiyangwa would return to Shonhiwa and borrow more money. It is alleged that Chiyangwa borrowed $2 240 in total. The State further alleged that in November, Chiyangwa approached Shonhiwa and told her he was selling the car he had given her as surety in order to settle his debt.
He allegedly sold the car for $3 000. The court heard that Chiyangwa and Shonhiwa signed an agreement of sale yet Chiyangwa was fully aware that the car was not his. The matter was reported to the police, leading to Chiyangwa’s arrest. The value of property prejudiced was $3 000 and nothing was recovered.State Media
No PayCut for Teachers, Minister Says
By Pamela Shumba|Reports that teachers whose schools post poor results could forfeit as much as three months’ pay annually are a “cruel hoax”, a Cabinet Minister said yesterday.
Two newspapers claimed this week that teachers would be hit with the cuts starting 2017.
The reports cited the 2016 National Budget presented by the Finance and Economic Development Minister Patrick Chinamasa as the source of the shock announcement which has left unions contemplating strikes.
They alleged that teachers at all schools which register below 50 percent pass rate at Grade Seven and O-Level would forego their April, August and December salaries.
The newspapers also reported that the Ministry had also revised the Early Childhood Development (ECD) teacher pupil ratio to 1:25 from 1:20 and 1:40 up from 1:35 for junior schools.
The purported statement by Chinamasa has turned out to be a social media hoax and yesterday, Primary and Secondary Education Minister Lazarus Dokora blasted:
“Those claims that found their way into national newspapers are disgusting and without foundation at all. Minister Chinamasa’s statement is widely available, even online. He said nothing of the sort.
“Journalists are now quoting creative artists. The same thing they were doing about O-Level examination results claiming I spoke about their release when those results are not even out. It’s nonsense”.
He said there was clear evidence of rampant and irresponsible journalism purporting to report on education while calculated to stampede the sector into some reaction.
“As far as the ministry is concerned, we’ve not received any official communication to the effect that teachers’ salaries will be cut or discontinued during holidays.
“The same article makes reference to the teacher-pupil ratio which is not congruent with the ministry’s position. If anything, the teacher pupil ratio has been adjusted in favour of the teachers at infant level as it now stands at 1:25 from Early Childhood Development (ECD) to Grade Two,” said Dokora.
Previously, he added, the teacher-pupil ratio was 1:40 for Grade One and Two. “The teacher pupil ratio for junior school has never been 1:35. It has always been 1:40 and it remains the same,” said the Minister.

Mnangagwa Faces Imminent Ouster from Govt
It certainly does not rain but pours for Vice President Emmerson Mnangagwa after it was learnt last night that the embattled Midlands godfather’s party foes were initiating a petition within the warring post-congress Zanu PF to oust him from both his party and government positions.
Well-placed sources told the Daily News, that so fed-up with him and his allies were Mnangagwa’s Zanu PF detractors that they had resolved that now was the time to move in for the kill.
“Successionists (Zanu PF code for Mnangagwa faction) have caused enough damage in the party as seen in the Midlands fiasco of the past few weeks. The party cannot be allowed to crumble because of the misplaced ambitions of one man and his suicide bombers.
“Because of this, comrades have resolved to campaign vigorously for a petition in all the party’s provinces calling for the ouster of Ngwena (Mnangagwa), as a way of ending the terrible fights and unnecessary confusion engulfing the party. We are now sick of it all,” a party official linked to the Generation 40 (G40) who are opposed to the VP, and who see him as “unelectable”, said.
Another reliable party source said those opposed to Mnangagwa were planning to mobilise at least 60 000 signatures from each of the country’s 10 provinces, as the raging Zanu PF war to succeed an increasingly-frail President Robert Mugabe escalates.
“Among some of the charges that Mnangagwa will face are the fact that he is dividing the party and also always abuses his powers each time he is left as the acting president,” the central committee member claimed, adding that it was also “revealing” that the VP had not disassociated himself from his supporters who publicly posed for pictures at the weekend wearing T-shirts labelled “Team Lacoste”.
“This was an open act of defiance against the president’s repeated calls for an end to the factionalism eating the party. Team Lacoste is in effect much, much worse than the cabal that was linked to former Vice President Joice Mujuru,” he said.
The G40 — who allegedly include Local Government minister Saviour Kasukuwere, Mugabe’s nephew and Indigenisation minister Patrick Zhuwao, and Higher Education minister Jonathan Moyo among others — are said to enjoy the backing of Vice President Phelekezela Mphoko and influential First Lady Grace Mugabe.
Others who strongly support the first lady in the deadly succession wars are businessman Philip Chiyangwa, Labour minister Prisca Mupfumira, Harare South MP Shadreck Mashayamombe and Zanu PF heavyweights, Sandi Moyo and Sarah Mahoka.
At the same time, the fate of Mnangagwa’s alleged close allies — who are under the cosh in his Midlands heartland — now firmly lies in the hands of his co-deputy and high-office competitor Mphoko, who heads the ruling party’s national disciplinary committee (NDC).
In a move that puts paid to the premature celebrations of the past few days by Team Lacoste (Mnangagwa faction), following the acquittal at the weekend of the VP’s alleged allies on a litany of serious charges by a regional disciplinary committee, the three ministers at the heart of the saga have now moved to formally appeal for Mphoko’s intervention.
This latest body blow on Team Lacoste comes after Zanu PF national political commissar Kasukuwere also confirmed to the Daily News on Monday that the party officials who are under the gun in the Midlands were not off the hook — adding emphatically that only the NDC, and not the regional disciplinary committee, could finalise their matter.
At the heart of the Midlands crisis, linked to the ruling party’s escalating succession wars, are claims by ministers Makhosini Hlongwane, Tapiwa Matangaidze and Annastancia Ndhlovu that they have been the victims of harassment by Gokwe Nembudziya legislator Justice Mayor Wadyajena, his Gokwe-Kana counterpart Owen Ncube and Midlands youth league secretary Edmore Samambwa.
But in a hotly-disputed verdict, the regional disciplinary committee, which was tasked by Kasukuwere to look into the ministers’ complaints — and which now stands accused of having been led by alleged allies of Mnangagwa, and of reaching “a decidedly factional” verdict — concluded that the ministers had failed to substantiate their claims.
Not only did the ministers savage the verdict as “shamelessly partisan” on Monday, they have now written to Mphoko asking him to intervene and raising what they said were their “serious reservations” about the process followed by the Midlands disciplinary committee.
In their letter, the ministers argued that while the Midlands provincial executive had discussed and agreed to set up a disciplinary committee chaired by Zvishavane Ngezi MP John Holder regarding their complaints, the one that had been chaired by Mackenzie Ncube had been set up instead, allegedly at the behest of Zanu PF deputy secretary for administration July Moyo — allegedly to influence the outcome of the matter.
“That disciplinary committee (chaired by Holder) has not been disbanded by the provincial executive committee and true to the predictable culture of impunity and disregard of party processes and bullying of the executive, another committee was set up on January 8, 2016.
“Further, the fact that the decision of the first disciplinary committee was ignored in favour of setting up another one means that the disciplinary process is subject to manipulation and undue influence by external forces to itself,” the trio charged in their letter.
They also claimed that party protocol had been breached in the process of setting up the second disciplinary committee, further arguing that Mackenzie Ncube as a central committee member from Kwekwe was never going to hand down a fair hearing “given the well-documented relationship of all but one of the accused as they share the same neighbourhood in Kwekwe”.
“Thirdly, Cde Mackenzie Ncube, once appointed the vice chairman of the provincial executive committee, went on to preside over the preliminary stages of the disciplinary hearing, this notwithstanding the fact that he had not formally withdrawn his membership of the central committee, thereby creating a situation where a central committee member was presiding over provincial disciplinary processes,” they added.
In their Monday statement, the ministers — initially seen as Mnangagwa’s allies but now perceived to be aligned to the G40 — described the Midlands disciplinary committee as “shamelessly partisan”.
“If the committee has concluded the hearings, can it tell the nation, instead of engaging in cheap propaganda, where it carried out its investigations? Did it go to Mberengwa, Mataga for example?
“Did they talk to witnesses who were in Victoria Falls during the pre-budget meeting for example? Did they speak to minister A Ndhlovu? In short, did they conduct an inquiry to establish the facts and where did they do so?” they charged.
A Zanu PF politburo member who claims that he is “non-aligned” in the ruling party’s seemingly-unstoppable factional and succession wars said it appeared that Mnangagwa was beginning to “run out of both rope and oxygen”.
“Like Mai Mujuru before him, there is an impression that he is beginning to run out of both rope and oxygen in the party, unless the president rescues him like now.
“Remember that the women’s league quota system demands within the presidium are also still hanging around his neck like the proverbial sword of Damocles,” the senior party official said. daily news
Greedy Hospital Boss Peggy Zvavamwe Must Be Punished
By Morgan Ngomwa|As government is busy initiating frantic measures to increase revenue inflows and get the economy back on its feet, a Harare Hospital Chief Executive Officer one Mrs Peggy Zvavamwe, then purchases a USD$88 thousand worthy vehicle displaying the highest order of defiance and undue abuse of the tax payers’ money.
The topics of corruption and misplaced priorities have undeniably become one of the painful subjects to follow as the legalities and common good tussle while the general populace await decisive action on the perpetrators of the cancerous economic malpractice.
Certainly where are the authorities when greedy and unfeeling heads of the nation’s strategic institutions line their pockets against calls to front service delivery ahead of lavish lifestyle.
The civil service is currently nursing the injuries incurred after the introduction of the pension’s contribution while the health levy is rumoured to be on the cards. To then imagine such individuals will be the ones managing the contributions is disheartening and energy consuming.
For once let’s have heads rolling and balance efforts towards getting the economy working again. Instances such as the Harare Hospital CEO have of late been rampant with the culprits walking scot free from prosecution.
If need be let us have economic laws realigned first coupled by a comprehensive and consistent service charter or code of conduct clearly stipulating adjusted benefits in tandem with prevailing economic conditions.
Instances where revelations of this nature are made only to result in the matter being abandoned should be a thing of the past. This development is evidence enough that the heads of various institutions are still demanding and enjoying obscene benefits.
The Public Service Commission should also re-direct its lances to these and alike government arms and ensure everything is in place for the effective take off of Zim-Asset and justification of the taxpayers’ money.
Zvavamwe should just reinstitute the funds to the Central Hospital on her way to prison or retirement village. Zimbabwe ought to be left with level headed institutions leaders who are whole-heartedly committed to revival the economy.
Harare Hospital remains one of the institutions that require immediate attention as far as service delivery is concerned. It is a critical component that defines Zimbabwe and should be protected from selfish and thoughtless individuals such as Zvavamwe.
It is high time we set our priorities right as Zimbabweans and this is achievable enforcing compliance from every corner that shapes Zimbabwe. Corruption and obscene benefits continue to dog development in Zimbabwe making it a mammoth task to achieve set goals and above all attract Foreign Direct Investment.
The onus however, lies with government to make sure it gets the right people for the strategic jobs to keep safe the trust of the tax payers. If the tax payers’ money is put to good use, reflected by tangible benefits to the satisfaction of their needs then Zimbabwe will be a better place for everyone.
Grace Infuriated by Chinamasa
The Zanu PF women’s league has accused the party’s secretary for legal affairs Patrick Chinamasa of sitting on their conference resolution to ensure the rise of a female vice president in the ruling party.
Efforts to get comment from Chinamasa were futile as he was not answering calls yesterday amid reports he was tied up in Cabinet.
The women’s league, led by First Lady Grace Mugabe, made the resolution at the party’s 2015 annual conference in Victoria Falls last month as part of alleged efforts to “checkmate” Vice President Emmerson Mnangagwa’s presidential aspirations.
But insiders say their efforts seem to be hitting a brick wall with Chinamasa, who is believed to be in the Mnangagwa camp, allegedly reluctant to act on the resolution.
Zanu PF spokesperson Simon Khaya Moyo said yesterday he expected that Chinamasa, who also chairs the resolutions committee, would present his report at the next politburo meeting.
“Why don’t you ask him to answer for himself?” Khaya Moyo said.
“I am not aware of that but what I know is that the politburo has not met since the resolutions were made and we hope that he will present his report when we next meet.”
Information gleaned from sources privy to the goings-on in the Zanu PF women’s league said the women were getting “increasingly frustrated by Chinamasa’s lackadaisical approach” to the issue.
The women’s league is linked to the ruling party’s ambitious Young Turks, known as the Generation 40 (G40), and is rabidly opposed to Mnangagwa. They are allegedly rallying around Senate president Edna Madzongwe to take over as one of Mugabe’s deputies.
“He seems to be in no hurry to have the resolutions adopted because he should have finished with the report to be tabled in the politburo but we know he has not even started working on the report because he says he is too busy with government business,” a women’s league member from Mashonaland West said, adding that they would escalate the fight.
The Mash West province was one of the first to make the women’s quota resolution ahead of the Victoria Falls conference.
This was after Bulawayo made a similar resolution, followed by Mashonaland East until it became a national issue.
The resolution, if taken on board, will see constitutional changes catapulting Madzongwe to the Zanu PF presidium using the abandoned women’s quota system.
In turn, this will likely see Mnangagwa relegated to a lower position, possibly that of party chairperson, which was dropped last year.
Under the plot, the G40 would push for Zanu PF to revert to its old constitution, which states under Article 7 (31) that four members of the party’s central committee were supposed to be a president and first secretary, two vice presidents and second secretaries — “one of whom shall be a woman” — and a national chairperson.
But success in this endeavour will depend on whether Chinamasa is willing to move with the necessary speed to have the resolutions adopted to pave way for the constitutional changes.
Last year, the Zanu PF politburo gave Mugabe unfettered powers to among other things appoint his two vice presidents — in a move that was seen as designed to ensure that former Vice President Joice Mujuru did not have “a snowball’s chance in hell” to be re-elected in her then position.
This comes as the warring ruling party is awash with talk about the possibility of Mugabe relinquishing power before the end of his current term, which ends in 2018. Daily News
BREAKING NEWS- Tomana Humiliated by Judge, Loses Beatrice Mtetwa Prosecution
The High Court has ruled against Prosecutor General Johannes Tomana who was seeking to prosecute Human Rights Lawyer Beatrice Mtetwa.
Passing the verdict this morning, Justice Garainesu Mawadze dismissed with costs Tomana’s lawsuit against the ZLHR Board Chairperson.
Mtetwa was dragged to court in 2015 by Tomana, who sought to set aside the feisty human rights lawyer’s acquittal on charges of defeating or obstructing the course of justice, a charge which she was acquitted of in 2013.
ZLHR in a statement following the outcome, said it “is vindicated that the Prosecutor-General’s pursuit of Beatrice was simply motivated by malice and is yet another proven example of the abuse of criminal prosecution powers by the Prosecutor-GeneralProsecutor-General”.
BREAKING NEWS – Missing Boy Finally Found
The missing 14 year old lad who vanished Sunday the 17th January, has been found following ZimEye.com’s campaign launched last weekend.
Jonathan Mhlanga disappeared on Sunday night prompting a ZRP search for him.
After ZimEye published the story during the week, a newsreader called in saying they had seen him in Domboshawa. The mystery continued as still Jonathan’s whereabouts were not known until last night.

‘Rubbish’ Prepaid Water Metres: Council Defeated
The Municipality of Gwanda has finally succumbed to pressure from the residents and withdrew its proposed compulsory installation of prepaid water metres.
For close to two years the Municipality and the Gwanda Residents Association had been battling each other in a protracted war over the water-metres, slammed as “rubbish gadgets” by residents.
Speaking to media, the Mayor of Gwanda councillor Knowledge Ndlovu said that his council has finally decided to listen to the wishes of the residents and is withdrawing from their previous stance of compulsorily installing the metres on all the houses in the town.
According to the Mayor the metres will be left optional for those residents who would voluntarily ask for the metres to be installed at their homes. The move by the Municipality Of Gwanda comes at the back of a similar retraction by the City of Bulawayo which also bowed to Residents pressure and made the installation of the gadgets optional.
The Gwanda Residents Association has however received the news of the Mayor’s statement with caution. The Association says that it will only find cause to celebrate the Mayor’s statement after a full council resolution to the effect has been passed by the local authority.
Speaking to ZimEye.com the General Secretary of the Association Mr Bekezela Maduma Fuzwayo said that they will not take the Mayor’s individual accession on the matter as the final position of council until it has been tabled before a full council meeting.
“We are dealing here with a council holding a history of factions amongst itself and until they have met and come up with a confirmed resolution on the matter we will consider the battle as still on,” said Fuzwayo.
Fuzwayo however expressed excitement on the fact that council has acknowledged the voice of the residents to some extent.
“While we wait for the council resolution we are indeed at least joyed that some sectors of council have heard our call and agreed to it, that’s all that matters as a starting point,” he said.
Residents throughout the country’s major urban centres have been holding demonstrations against the prepaid water metres. Gwanda Residents demonstration against the metres was last year thwarted by the police at the last minute citing security concerns as reason for the blocking.
‘Chigwedere A Bloody Witch’ Lawsuit LATEST TWIST
The latest twist in the lawsuit against former Education minister Aeneas Chigwedere in which he is accused of being “a bloody witch” filed by his son, Magwiza, at the Harare Civil Court, was yesterday rejected on the basis of jurisdictional grounds.

Presiding resident magistrate Brighton Pabwe said Chigwedere’s son ought to have filed the application in Marondera where both parties are permanently based.
“The Harare Civil Court cannot have jurisdiction to dwell on the matter because both parties reside in Marondera and the action happened in Marondera,” Pabwe said.
Chigwedere, through his lawyer Tendai Masawi, had last week challenged the hearing of the matter in Harare citing unprocedural flaws.
In his application, Masawi had argued the Harare Civil Court was not the correct one to deal with the case as both parties were based in Marondera.
He had also argued that Magwiza had raised constitutional issues in his application and, therefore, the matter would be best heard in the Constitutional Court.
But, in his response, Magwiza said he felt his application would be better held in Harare because he feared his father would tamper with the course of justice in Marondera.
However, in his ruling, the magistrate said the issue of Chigwedere being a figure of influence in Marondera was not significant in the matter.
“The application is dismissed on point of jurisdiction,” Pabwe said.
Mangwiza approached the courts late last year accusing Chigwedere of practicing witchcraft, claiming he had goblins that were terrorising other family members.
Chigwedere was being sued together with his wife, Emilia Zharare, who is Magwiza’s stepmother.
‘Miracle Babies’ Bishop Deya Sells Oil as HIV Cure
LONDON: An evangelical preacher who calls himself the ‘Archbishop of Peckham’ is allegedly selling extra virgin olive oil as a miracle cure for cancer and HIV.
Gilbert Deya and his team were said to have been caught by a newspaper selling the £1.99 ($2.85) 750ml product from Aldi in their church shop in South London for £4.99 ($715) as a cure if used on food.
When approached, Deya claimed the “power of God” helped give the oil “magical properties”.
One of his associates Pastor Kamara allegedly gave an undercover couple a badly-spelled leaflet including details of “mystical powers” contained including overcoming illness and debt.
According to The Sun reporters Brian Flynn and Lee Sorrell, Deya claims to have “anointed” the oil – and Pastor Kamara explained: “Don’t use any oil except this and the cancer will just disappear.”
The couple went into a room where a pastor rubbed the oil into the woman’s chest, declaring it was the “start of your miracle”. She was then pushed to the ground and the “witchcraft” was told to leave.
When confronted Tuesday, Deya denied charging hundreds of pounds for miracles, claiming video footage had been “cleverly edited”.
He added: “I don’t understand, we don’t heal cancer with olive oil and I have never done that.”
Speaking from his Peckham ministry the church leader, when confronted with the video, said: “Pastor Kamara never said the oil would cure cancer.
“It is not just this ministry, if you go to other Catholic Churches they use oil all the time.
“It says in Mark 6:13 ‘They drove out many demons and rubbed olive oil on many sick people and healed them.’
“Cancer is a disease, fibroids is a disease. It is not the oil that heals. It is the power of God.”
Deya, 63, has also claimed in the past that he could give infertile couples “miracle babies”.
He was also asked to answer allegations he had promised he could make infertile women have children.
He refuted this claim, saying: “Nobody is saying we can cure infertility.”
And he has faced a ten-year battle against extradition to his native Kenya, having been arrested in 2006 after being accused of stealing five children from the Pumwani Maternity Hospital in Nairobi.
Deya has claimed since 2007 that he faces torture and inhuman and degrading treatment if sent back to the country, alleging that he is the victim of a political vendetta there.
The Home Office said that it “continues to consider representations” by Deya’s legal team, while the Charities Commission confirmed it is looking into Gilbert Deya Ministries.
Deya declined to comment to The Sun, saying he did not talk to “evil liars who are confused”, however he later said “people were trying to blacken the reputation” of his church, adding: “These cases were all acquitted. These people are liars.”
One of the member of Deya’s congregation, Sardip Shoker, 50, from Birmingham, was present at the church Tuesday.
He claimed he was healed from Klippel-Trenaunay syndrome, a rare congenital vascular condition that caused his legs to swell up and meant he could not walk more than a few feet

“I gave £5 and I wasn’t asked for money.

“Mujuru To Crush Mugabe”

He said this is primarily because she is a knowhow guru in Zanu PF’s survival tricks.
Speaking to ZimEye.com in Masvingo early this week Chitando, the former MP for Masvingo Central Constituency, defended himself on why he dumped both Morgan Tsvangirai (MDC) and Tendai Biti(PDP) to join Mujuru’s People First. He lambasted both Biti and Tsvangirai saying they were political liabilities in the country.
Chitando has been criticised for being a political nomad who has switched camp several times but the former Tsvangirai think tank said he would not leave Mujuru’s party.
“Mujuru is the best candidate to defeat Mugabe and his wife Grace because she is well aware of the veteran leader’s tactics. She is going to hand Mugabe a crashing defeat in the 2018 polls. I decided to leave Biti because his party is not different from Tsvangirai’s MDC. Tsvangirai could have won in the previous elections but he has failed so it is time to focus on People First. Remember no ordinary opposition can win against Zanu PF and as People First -we are well positioned to win resoundingly in 2018,” said Chitando.
The outspoken politician also tore into his former bosses saying they are uselelss and must come and join Mujuru in order to revive their waning political careers.

CIOs Take Over Road Construction Ahead of Mugabe Bash

Mugabe, who turns 92 in February is expected to attend the birthday bash scheduled for Great Zimbabwe monuments and it has emerged the state security agents are unhappy with the snail slow pace at which the Nemanwa Rural District Council is operating in the road rehabilitation exercise.

Commenting on the development, Sukoluhle Sibanda said, “Mugabe’s banquet bash will be held in the drought stricken Masvingo province as the country faces food shortages, and at the time when he is simultaneously squandering money of such proportions. This is another demonstration by ZANU PF leaders that they are not concerned about the citizens’ welfare but their own selfish needs and survival. They are only keen on getting protection from their ruthless and manipulating leader who wants to die in power.”
Mugabe for 2nd Term As AU Chair – ZANU PF
Zanu PF says President Mugabe deserves a second term as chairman of the African Union.
The Parliamentary Portfolio Committee on Foreign Affairs says African ambassadors and African Union (AU) commissioners based in Ethiopia also want Mugabe to be given a role to guide the current crop of African leaders in fulfilling outstanding goals of the AU.
Chairperson of the portfolio committee, Kindness Paradza led a Zimbabwean delegation to Ethiopia recently on a fact finding mission and reported on his return that President Mugabe’s leadership is admired by the AU staff.
“The majority of African ambassadors in Addis Ababa and AU commissioners had a consensus that if it was possible, President Mugabe would be given a second term as chairman or assume any other supreme role to fulfill the Pan-African vision of the continental body,” he said.
Cde Paradza added that Cde Mugabe was credited for successfully spearheading a number of initiatives which brought back the AU union on the world map in areas such as health where he chaired the Ebola high level conference to curb the epidemic, the Sino-Africa Summit and led the AU to effectively deal with conflicts arising in Africa.

Government must stop playing games with workers

Revelations coming in the media which show that a raft of measures would be introduced targeting the education sector, which among other things include non-payment of salaries during the holiday months of April, August and December and the cutting of payment for schools that achieve less than 50% pass rate, are a cause for serious concern to teachers.
The Rural Teachers Union of Zimbabwe (RTUZ) wishes to warn President Mugabe’s increasingly desperate government to stop forthwith playing mind games with teachers and government workers in general at a time when they are failing to meet their obligations as employers.
It is common cause that Zimbabwe is ranked first in Africa in terms of literacy and is also making significant progress on the human development index front.
That Zimbabwe is so highly ranked is less a product of sound schools with world class infrastructure, adequate text books and other learning materials, it is instead a product of the ingenuity of Zimbabwean teachers especially those stationed in remote rural areas.
Zimbabwe’s much acclaimed academic prowess comes from the selfless dedication of men and women who live in houses without windows, with broken roofs and often times lack basic potable water supply.
These heroes of Zimbabwe’s famed education system wake up in the small hours of the morning to write their lesson plans and scheme books under candle light and even write lengthy notes on chalk boards long before the start of their working day at 0730hrs.
If anything the Zimbabwean government has only ensured that their misery is multiplied through token budgetary support and outright insults. The government is yet to pay annual bonuses for the teachers, it is yet to construct habitable living quarters in 2500 schools, it is yet to rationalize the pupil to text book ratio which is currently at 1:30 and in the midst of all this it has the audacity to talk of austerity in the education sector.
The education sector is still fragile after the great collapse of 2008 and if anything the post 2013 administration has reversed the little gains made during the GNU. Various policy pronouncements have had the effect of working to push the education sector towards complete catastrophe and this only work to further disadvantage those in rural areas.
RTUZ is aware that the Ministry of Primary and Secondary Education has distanced itself from the proposed policy position but the union is not naïve to the operations of this regime. This government has the tendency of indicating left and turning right and it will not be shocking if in April teachers receive only allowances without salaries.
Thus as a union we have given the regime up to the 15th of February 2016 to sought their mess and pay bonuses to all government workers, cease forthwith the 7.5% pension deduction until salaries are above PDL and stop implementation of all austerity related policy positions.
If these demands are not met by 15 February 2016 we will mobilize our members and fellow workers in the civil service to flood the streets of Bulawayo and Harare on 26 February 2016 and completely shut down the key operations of this government.
As RTUZ we are aware that this government does not respect its workers and let alone their representatives hence our intention to exercise our constitutionally guaranteed right to demonstrate and petition.
RTUZ also takes this opportunity to offer its solidarity to the move by the Zimbabwe Teachers Association (ZIMTA) and the Civil Service Employees Association for taking the government to court over two critical matters.
ZIMTA is challenging the government’s policy pronouncement of recalling all teachers who had applied and had been granted vacation leave while the Civil Service Employees Association is challenging the constitutionality of the discriminative maternity leave provisions in the Labour Act.
As a union we fully support the initiatives by the two sister unions as they are in the best interest of workers, further we believe that we must march separately and strike together and such actions show that we indeed are striking together.

Girl Raped After Church Meeting
Two teenagers from Binga have been arrested for allegedly taking turns to rape a 16-year-old girl at night after a church service.
Ndubeko Mwembe, 18, Kampandu Village and a 15-year-old boy from Sialozi Village both under Chief Dobola, in Kariangwe, Binga, appeared before Hwange regional magistrate Dambudzo Malunga yesterday.
Mwembe faces two counts of rape while his partner in crime faces one. The two denied the charges and were remanded in the custody of their parents to today for continuation of trial.
Mwembe and the 15-year-old boy are friends and allegedly pounced on the girl when they spotted her walking home along a path with her cousin who later fled and informed the girl’s mother.
Prosecuting, Tawanda Sigauke said the rape allegedly occurred on December 7 last year.
“On December 7 last year at around 8PM and at Kampandu bush, the complainant and her cousin were walking home from a church service. They were approached by the two accused persons who grabbed the girl by the hands. The complainant’s cousin fled and went home to inform the complainant’s mother about what had happened.”
The court heard that Mwembe and his accomplice tripped the girl and pulled her into the bush.

The Deputy Minister of Local Government Christopher Chingosho has admitted that the Zanu PF government knows well who the land barons are and is not willing to arrest these criminals who are fleecing desperate home seekers their hard earned cash through selling them land on illegal sites. Government for the past two years has been of a spree of demolishing houses which it said were built on wetlands and areas reserved for recreational and other facilities.
War veterans and known senior Zanu PF officials such as Philip Chiyangwa are some of the people controlling housing cooperatives and owning vast tracts of land which they are selling to desperate home seekers in Harare.
Addressing journalists in Harare on Tuesday Chingosho (in picures) shocked reporters when he said government is not moving to arrest land barons. “Those Cooperatives, yes they are well known by government but you would find that within those cooperatives also there are some people who are ignoring government plans and what they are supposed to do and you will find some of them being arrested in the near future,” said Chingosho who was flanked the ministry’s permanent secretary George Mlilo, the latter who was hostile to the media.
“Illegal allocation of land is not allowed but you still find people ignoring such type of warnings, they still proceed and illegally settle themselves that is the problem we are facing but otherwise people have been warned and they are aware that what they will be doing is not allowed”.
Chingosho said government has taken over the allocation of residential stands in Harare to avoid corruption. He was however reluctant to explain why they were reluctant over the years to stop the construction of houses at illegal sites.
Masocha Slapped with Fresh Sex Charges
UK based Zimbabwean preacher Walter Masocha has a fresh trial coming of sexually assaulting a woman by stuffing cash into her bra and exposing himself.
Walter Masocha, 51, is also accused of indecently assaulting a second woman by hugging her and making sexual remarks to her at an airport.
The pastor, living at The Church of Agape in Stirling, is said to have sexually assaulted the first alleged victim on various occasions over a three-and-a-half year period between January 2007 and June 2010 at an address in Bridge of Allan, Stirlingshire.
Prosecutors allege he repeatedly touched her on the breasts over her clothing, placed money into her bra, kissed her on the lips and exposed himself to her.
He is also alleged to have indecently assaulted the second woman on various occasions between March 2008 and the end of May 2011, both at his home near Stirling and at Edinburgh Airport.
It is further alleged that he indecently and sexually assaulted the second victim on various occasions at the airport and at The Church of Agape, Coseyneuk House, Sauchieburn, by Stirling, by repeatedly touching her, and making sexual remarks.
Masocha appeared in the dock and entered pleas of not guilty to three charges against him at Stirling Sheriff Court on Tuesday.
Sheriff Gillian Wade QC ordered the case to be set down for trial starting on April 25.
Prosecutor Jemma Eadie told the court she expected the trial to last three to four days.-STV
Murder Cases Rampant In Masvingo -Chihuri
The Police say they are worried by the increasing number of murder cases in Masvingo province which they suggest can be reduced if traditional leaders, the church and civil society organisations embark on education awareness programmes which encourage communities to value human life.
According to the state media 2015 saw an increase of 29% in murder cases compared to the previous years.
The state media reports that the concern was raised by Commissioner Rabson Mpofu who was representing ZRP Commissioner General Augustine Chihuri in Masvingo at the Province’s belated end of year party.
“It is imperative that you remain cognisant of the fact that some crimes of concern remain prevalent in your policing area. I therefore urge you to employ robust crime prevention strategies to tame this malady of crime,” he said.
On a positive note, cases of armed robberies in the province declined by 39 percent, with stock theft cases also decreasing by 2 percent.
In a related development the state media also reports that the judiciary was worried has expressed concern with the upsurge of brutal killings and domestic violence cases in the country.
This came out at the official opening the 2016 legal year for the Gweru High Court circuit.
Speaking in Gweru during the ceremony, Bulawayo High Court judge, Justice Martin Makonese expressed concern with the continued increase of brutal killings committed by both sexes around the country.
He said despite lengthy prison sentences imposed on offenders, there is still an upsurge of brutal killings, adding that it is worrying that even juveniles are also committing such brutal crimes.
“We now live in a society where the respect for human life for some people simply does not exist. Knife stabbings have become common and all types of weapons such as hoes, shovels, logs spears and axes are used to inflict injury against fellow human beings over petty disputes. The courts shall continue to impose heavy penalties on offenders who show little regard for human life,” said Justice Makonese.
He added that all stakeholders such as traditional leaders, religious organisations and social organisations must play their part in educating communities on the need to resolve disputes without resorting to violence.’
Justice Makonese also lamented the increase of domestic violence cases and crimes of passion and commended police for apprehending offenders and bringing them to account.
Air Zimbabwe Plane Fails To Land
An Air Zimbabwe passenger plane flying from Harare to Bulawayo failed to land at the Joshua Mqabuko Nkomo International Airport this morning sparking a scare.
Passengers were left frightened when announced to that the plane had developed an engineering fault with its navigation system which went bust.
“ Five (5) minutes before landing we were told the navigation system ain’t working and we are flying back to Harare,” a passenger said.
An Air Zimbabwe official confirmed the development. The staffer declining to give further details told ZimEye.com, “it has safely returned to Harare.”
“It landed well with no problems,” he said while indicating they wish not to be named.
This is not the first time the plane has u-turned to Harare. Last year February, the company claimed the problem was “due to the runway edge lights that failed to function”.
At another time the plane was forced to fly back to Harare because of a technical fault. In September 2014, the Boeing 737 developed a mechanical fault just after takeoff from Harare.
The company is facing a bag of problems, some resulting from mismanagement and corruption which saw it losing more than $11 million in an insurance scam.

Mnangagwa Man Threatens To Kill Police Inspector
By Terrence Mawawa, Masvingo| Zanu PF stalwart and well-known Vice President Emmerson Mnangagwa sympathiser Addmore Hwarare last week threatened to kill a police inspector investigating a corruption case implicating him.
Hwarare who is also a war veteran is the former Zimbabwe Sugar Milling Industry Workers Union(ZISMIWU) boss, was booted out of the union following a spate of corrupt activities. He is facing various charges of corruption and embezzlement of funds.
According to court records Hwarare arrived at the Chiredzi magistrate court while Inspector Henry Dowa of the Criminal Investigations Department (CID) was processing papers in the company of a female detective. He then allegedly threatened to kill the police officer soon after the cop has submitted the court papers.
Prosecutor Liberty Hove confirmed the incident and said Hwarare stormed the public prosecutor’s officer and threatened the police inspector with death.
“Inspector Dowa came to my officer in the company of a lady .They were seeking clearance to have Hwarare’s bank accounts frozen while his case involving corruption and abuse of funds was being investigated. I compiled the draft application and soon after completion Hwarare got into the office and threatened to kill the police officer,” said Hove.
Hwarare is now being charged with threatening to commit murder as defined in section 186(1) of the Criminal Law Codification and Reform Act Chapter 9:23.
Meanwhile sources in the ruling party claimed Hwarare’s political foes wanted to tarnish his image because of his allegiance to Mnangagwa.Some even said the case is being pursued to silence the outspoken Hwarare.
However political observers argue the controversial war veteran was caught offside when he threatened a police officer on duty .
Harare Airport Road Houses Were 100% Approved
By Ndaba Nhuku|NEWS-ANALYSIS|Zimbabweans are generally a law abiding docile people, and that’s why Zanu PF is still in power and daily abusing them without giving a hoot about their feelings, let alone worrying they may throw stones at moving cars! It the same reason why I argue with most people in social media that the houses being demolished by Harare council were not owned by ignorant people who would just build them without getting permission from someone. I argued that no Zimbabwean would build houses like we recently saw being demolished in Harare without permission.
It turns out clear I was right. Harare council and central government officials must accept their wrong doing and help the concerned families. The government authorized the illegal constructions, and Harare council watched as if it doesn’t care or run the city, yet both are now ruthlessly working in partnership against the house owners.
Several government officials including Harare Provincial Administrator, Mr Alfred Tome, despite trying to behave like a typical stupid politician, authorised the Arlington Estate saga where Harare City Council is suddenly ‘doing a splendid job’ destroying houses built on land earmarked for the expansion of Harare International Airport. According to the Herald 26 January 2016, authority was granted on the 4th April 2013, to Nyikavanhu Housing Co-operative to take ownership of the land for housing development.

“Nyikavanhu Housing Co-operative has been legally offered land for the housing development purposes. This decision was arrived at after intensive and extensive consultation with relevant ministries and organisations. It means, therefore, evidence of development should now be in place since there is no prohibitive interferences in place. Please be advised. If there is any further information you may require, we are ready to furnish you with it.”
Not only did the now sneaky Tome trying to drift away from his responsibility authorize this, so did other Government departments, yet the council has found it good to demolish more than 100 houses without giving their owners any explanation as to what alternative action they should take.
The Civil Aviation Authority of Zimbabwe’s Acting Director of Airports also authorized the land for residential stands.
“We refer to your application for Civil Aviation Authority of Zimbabwe clearance to the above subdivision proposal. Please be advised that Civil Aviation Authority of Zimbabwe cleared your application and development should be carried out according to the requirements listed by Harare City Council Master Plan.”
Clearly something was amiss because Nyikavanhu Housing Co-operative seemed at loggerhead with the parent ministry, the Ministry of Local Government, Public Works and National Housing which was withdrawing its layout plan on the farm but then, representing the Attorney General’s office, Mr N Mutsonzira of the Civil Division affirmed that the co-operative lawfully occupied the land with Government permission to develop residential stands.
“Therefore, such development can only be stopped for a lawful reason and in the absence of such lawful reason the refusal to approve the layout plan is unlawful and may expose you to some lawsuit. You are, therefore, advised to reconsider your position and make a decision that is within the law. In the absence of such a lawful decision you are, therefore, advised to comply with the Government’s position to the cooperative to develop land into residential stands.”
Authorization was again granted by the ministry’s secretariat department on the 15th January “This letter serves to advise that you are now permitted to develop portions of the remainder of subdivision E of Arlington Estate which you occupied before Operation Restore Order (Murambatsvina),” read a letter signed by a Mr S M Sibanda
Further authorization came from the Acting Administrator Mr Godfrey Maesera who also confirmed the cooperative as the acknowledged and recognised by the Office of the Governor and Resident Minister.
On the other hand, the Zanu versus MDC T political drama in this saga is seen when the Harare City Council claimed the housing co-operative never brought its building plans for approval. And sneakily, this is what its Director of Works, Engineer Phillip Pfukwa said,
“The owner of the land is the State. The current demolitions taking place are under the direction of Government. We are mere contractors. All this is directed by Government. Government could have engaged any other contractor to do it.”
Then, how do you blame innocent law abiding citizens who followed the law? However, I do. The cooperative preferred to deal with Zanu central government officials and left out MDC T local authorities who had to approve construction as they are the legal authority running and approving construction plans within the City of Harare. And this is why I have been blaming both Zanu and MDCT, including the naïve cooperative leaders who allowed their lives to be swung into a political yo-yo. With economic difficulties we are faced with; please do not allow yourselves to be placed in a vulnerable position like what has befallen these folks. The cooperative seems to have totally ignored the vindictive MDC T run Harare council and instead in its desperation need for land, aligned itself to Zanu run corrupt and incompetent central government. When dealing with urban land issues, stay afloat political drama and follow what the urban by-laws say.
However, as advised by Zimbabwe Institute of Regional and Urban Planners president Mr Percy Toriro, local authorities are required to be ‘pro-active and to be regularly inform residents on the status of land on which they are developing while residents must also do the same to avoid loss of property.’ As I argued before, Harare City Council as the local planning authority is mandated at law to manage all developments within its area of jurisdiction, and thus such construction took place whilst it was aware yet chose not to act by stopping them earlier. It is the duty of the council to stop illegal use of its land and not to act retrospectively after people have been deceived and wasted millions of dollars building their dream houses. Harare residents should also not be used by politicians, let alone bribe officials to get their way around issues. Houses are not built on every piece of empty land you see. Some of the land you see as empty is wetland or a piece of land left as open space or some other non-residential such as beerhalls, schools, playgrounds, industry, airports, roads etc. Local authorities are indeed required to follow both the spirit and letter of planning laws and procedures without giving a hoot to your bribing someone to get you that land. Please always bear in mind that every constructive even for central government projects, is approved by the local authority, who in this case is Harare City council under MDC T and not some overfed central government official.
Bombing Mugabe: Four Arrested for Unclear Crime
The State Media reports the case of four men who have been arrested on unclear charges of attempting to bomb President Robert Mugabe’s business in Mazowe. The full report below republished narrates how an unknown leader, also of an obscure party is alleged to have plotted to bomb the President’s business premises with the help of three alleged accomplices:
A fringe political party leader and three of his colleagues arrested while trying to petrol-bomb the First Family’s Alpha Omega Dairy farm in Mazowe appeared in court yesterday.
Zimbabwe People’s Front political party president Owen Kuchata (34) and Borman Ngwenya (30), Solomon Makumbe (29) and Silas Pfupa (37) [pictured] appeared before Harare provincial magistrate Mr Vakayi Chikwekwe under heavy police guard.
They are being charged for possession of weaponry for sabotage and money laundering for terrorism purposes. Mr Chikwekwe remanded the four to February 8 and advised them to apply for bail at the High Court.
The court heard that Ngwenya and Makumbe are attached to 1 Field Regiment and Zimbabwe Intelligence Corps, respectively. The prosecutor Mr Michael Reza alleged that last Friday at around 4pm, police received a tip-off that the four were planning to bomb Alpha Omega Dairy’s processing plant and tuck shop during the night.
The dairy’s processing plant and tuck shop are located at Gushungo Dairy Estate, Jumbo Road in Mazowe. Acting on the tip-off, the police proceeded to the farm and laid an ambush about 100 metres from the quartet’s target.
Around 10pm, the detectives saw the men approaching the dairy’s processing plant and immediately arrested them. They searched them and recovered four Molotov cocktails (bombs) made of petrol, ammonium nitrate, nails and sand in 750 millilitres Chateau empty bottles.
They also recovered Zimbabwe People’s Front party manifesto, party constitution and documents relating to party activities.
The quartet reportedly held several meetings to acquire funding during preparations to carry out the banditry, terrorist and sabotage activities. The quartet made voluntary indications to the police on Sunday.
5yr Old Boy Killed, Limbs Missing
In a suspected case of ritual murder, a five year old boy from Nyakuchicha area under Chief Makopa in Chiweshe was brutally killed and his body was discovered six days later with some limbs missing.
The dismembered body of the boy, Patrick Mungazvombo (pictured) who went missing on Sunday last week was discovered on Saturday.
The 17th of January 2016 will be a Sunday the Murongazvombo family under Headman Mbisva, might not want to remember.
The day had started with normal routines of attending church but by its end, their beloved son, Patrick had gone missing.
He was never to be seen alive again. The 5 year old disappeared from the cattle kraals where he was playing after coming from church that Sunday afternoon.
Patrick’s dismembered body was found after six days in an advanced state of decomposition, with both hands and legs missing.
When the ZBC News visited the Murongazvombo homestead, villagers attending the funeral of the boy were yet to come to terms with the mysterious death.
Elders in the area suspect that the way the body of the boy was butchered could have something to do with ritual practices.
The murder follows another incident in Kwekwe’s Rutendo suburb where two four year old boys were also found dead on Thursday with some body parts missing.
Another case was reported in Marondera last week, and Knowledge Kapesa, who is accused of murdering his brother’s 6 year old boy, Tashinga, appeared in court on Saturday and was remanded in custody to the 4th of February.
Meanwhile, Zzimbabweans have been called upon to tighten the social moral fabric to protect defenseless children.
The church, traditional healers, social commentators and organisations that deal with children are all agreed that more has to be done to bring culprits to book.
“There has been an upsurge in serious crimes related to children and these killings might be a result of greedy individuals who after consulting traditional or faith healers are told to use the blood of the innocent, a situation which should be investigated and condemned,” Childline National Director, Ms Stella Motsi said.
“The law must be enforced for the benefit of society,” Msasa Project Director, Ms Netty Musanhu said.
“Such behaviour is retrogressive as the country had made great strides in protecting and upholding the rights of children,” Mr Toindepi Kamusewu of Action Aid said.
Human rights activist and Tag a Life International Director, Ms Nyaradzo Mashayamombe believes the trend has created uncertainty and fear among communities to an extent that children are no longer free to move around and carry out their activities.
Traditional healers are often accused of misleading people into believing that they can make money through ritual killings.
“This evil practice is detestable just as that practiced mostly in East Africa where albinos are targeted. All such rituals have never made people rich but make people suffer as the blood of the innocent will always avenge,” said George Kandiero, the ZINATHA President.
Pentecostal Association of Zimbabwe Reverend Never Muparutsa noted that the mushrooming of some dubious churches cannot just be ignored as some are evil.
“Leaders of some so called churches are satanic in nature and believe in rituals in an effort to gain membership and get rich,” he said, adding that people must be vigilant and protect their children.
What is frightening is that some of the murder cases are suspected of having been perpetrated by relatives.
With reports of increasing cases of domestic violence, it is feared the home has become the most dangerous place to be.-State Media
Tocky Refuses to Perform
By Tawanda Marwizi| Dancehall musician Tocky Vibes brew another shocker over the weekend after he refused to perform in Kwekwe without a band.
The musician was scheduled to perform at Mbizo Inn together with Peter Moyo and Norman Masamba. Sources said the musician fired all band members last week citing incompetence.
“He fired all the band members saying they were incompetent and later refused to perform saying he had no band,” he said.
Tocky has been using the band for almost a year in his local shows while using backtracks on his international tours.
Sources said it was shocking that the musician refused to perform without a band yet he always back tracks on international tours.
The musician’s manager Elvis Bokosha said he would not comment on the matter.
“I cannot comment on that matter because I was not around. I am still to establish what happened,” he said.
He would not be drawn into commenting on what is fast becoming a controversial streak of the “Mhai” hitmaker whose fortunes have since taken a nosedive.
“Are you aware that he released new songs last week that featured gospel artist Bethen Pasinawako Ngolomi?” he said before hanging up his mobile phone.
Moyo’s manager Sukol Dube confirmed that the young musician did not turn up for the show.
“He did not come for the show. I am yet to hear what really happened to him,” he said.
Dube admitted that the show was affected by Tocky’s decision to abscond.
“He had agreed to be part of the show and adverts were done already. That affected the gig as fans waited outside for him to perform,” he said.
Tocky Vibes has been going through a rough patch and last week there were reports in which he appeared to insinuate that some fellow artists have bewitched him.

Muchinguri Orders Councils to Tighten Water
Urban dwellers should brace for more water shortages until December after government on Monday directed local authorities to tighten water supplies because of the drying water sources.
Water, Environment and Climate Change minister Oppah Muchinguri- Kashiri on Monday told reporters that councils should with immediate effect monitor water supplies to ensure that the precious liquid is conserved until the next raining season.
“Our existing water infrastructure needs to be well secured and gone are the days when we allowed leakages in our networks, and our water delivery pipe network must be closely monitored 24/7 so that we reduce unaccounted –for- water to the barest minimum ,” said Muchinguri.
“Our local authorities cannot continue to leave burst pipes of raw and treated water unattended and we advise that we plug all leaks in order to reduce unaccounted water and keep losses to the lowest figure possible”.
Muchinguri –Kashiri said all the country’s major sources of water are on average 51% full.
“As I speak some of the major dams are drying up for example in Manicaland Osborne dam stands at 33% full, Chesa and Mazowe in Mashonaland East 33% and 31% full respectively,. Seke and Kotwa East are 34% and 14% full. Chibero and Suri Suri dams in Mashonaland West are 29% and 35% full,” she said.
ZRP Cop Slapped By Judge, Fined $1 000 for Torture Crimes
A notorious ZRP cop who assaulted a 37 year old man has been slapped with a hefty fine of more than $1000,00 for the hurt he inflicted on the Zimbabwean citizen.
In yet another victory by the Zimbabwe Lawyers Of Human Rights defending the people’s rights, the court today ordered Constable Tafara Depute to pay more than $1 000 as compensation for damages suffered by the man he assaulted last year after he was arrested and charged with disorderly conduct for allegedly disrupting a ZANU PF party rally.
Mutare Magistrate Annia Ndiraya on 25 January 2016 granted a garnishee order against Constable Tafara Depute of the Zimbabwe Republic Police (ZRP) based at Zimunya Police Station in Manicaland province, entitling the Salary Services Bureau to deduct $1 007 from the police officer’s salary in monthly instalments of $100 and pay Samson Jackson. This means that Constable Depute will forfeit part of his monthly salary to compensate the 37 year-old man.
The granting of the garnishee order came after Jackson, with the help of Peggy Tavagadza of Zimbabwe Lawyers for Human Rights (ZLHR), issued summons against Constable Depute last year at Mutare Magistrates Court claiming payment of $3 000 being damages he suffered as a result of the assault by the police officer at Zimunya Police Station on 21 January 2015. The summons were issued in Constable Depute’s personal capacity as he was on a frolic of his own when he assaulted Jackson.
Jackson was assaulted on his soles, legs and backsides after he was arrested in January 2015 and charged with contravening Section 46 (b) of the Criminal Law (Codification and Reform) Act Chapter 9:23 or alternatively disorderly conduct in a public place as defined in Section 41 (b) of the Criminal Law (Codification and Reform) Act Chapter 9:23.
The State alleged that Jackson used abusive or threatening words by uttering the words “ZANU yaora, ibvai ipapo, siyanai nepolitics, Mugabe vave kuda kufa.” The police translated that to mean; “ZANU PF is rotten, it should leave politics, and Mugabe is about to die.”
The State alleged that Jackson continued with his utterances even after being reprimanded by security personnel at a rally held in Zimunya in Manicaland province.
However, Jackson was set free in May 2015 after his lawyer, Tavagadza, successfully applied before the Mutare Magistrates Courts for exception to the charge in terms of Section 171 of the Criminal Procedure and Evidence Act (Chapter 9:07).
This prompted him to file a police report of assault and to sue Constable Depute for $3 000 for damages suffered as a result of the assault by the police officer.
In a ruling handed down on Tuesday 15 December 2015 after a full trial, Mutare Magistrate Yeukai Chigodora, who presided over Constable Depute’s trial, ordered the police officer to pay a total of $1 007 in damages for assault with $607 being compensation for medical bills incurred by Jackson when he was hospitalised for four days after the assault while $400 being damages for pain and suffering.
In her ruling, Magistrate Chigodora castigated the worrying police practice of assaulting some citizens whom they would have arrested, which practice she said has of late been on the increase and that the court must show its displeasure of such conduct. Magistrate Chigodora also proceeded to state that police officers must protect citizens’ rights and not abuse them.
Jackson is the third Zimbabwean who has been assisted by ZLHR in 2015 alone to successfully sue ZRP officers for damages emanating from assault under the human rights organisation’s campaign to fight acts of impunity committed against human rights defenders.
In October 2015, the ZRP agreed to pay $2 000 compensation to a Zimbabwe Elections Support Network staffer, Amon Chitando, who was assisted by ZLHR through its anti-impunity campaign after he was wrongfully arrested and detained in Bindura in 2013.
In February 2015, High Court Judge Justice Mary Zimba-Dube ordered two ZRP officers Constable Muuya and Detective Sergeant Musekiwa to pay damages amounting to $2 168 to 54 year-old Cosmas Nyambara, whom they shot in 2009 after suspecting him of being a robber.
Nyambara, who was assisted by Kennedy Masiye and Bellinda Chinowawa of ZLHR was shot by police officers and forced to endure 14 months in a dilapidated prison before being acquitted of the trumped up charges.
Indigenisation Is Like HIV-AIDS, Says Zhuwao
- “Resisting indigenisation is like shouting at my uncle, Robert Mugabe”
Youth Indigenisation and Economic Empowerment Minister Patrick Zhuwao has liked the controversial black empowerment laws with deadly AIDS pandemic which has as he said “infected” all foreign companies.
President Robert Mugabe’s nephew was bragging at a business meeting in Harare which was also attended by a few remaining white businessmen when he said foreign companies have to learn to live with the disease (Indigenisation law).
“The position from a policy point of view is extremely clear, ( Totongo gara nayo yatofanana nechirwere kana watoenda kuNew Start centre waongororwa ropa wangoziva kuti ndozviripo wotopinda pachirongwa) It is like HIV after you have tested positive that you have no option but to start taking Anti Retroviral drugs”said Zhuwao.
Zhuwao said resisting the Indigenisation law was tantamount to shouting at his Uncle President Mugabe.
“Indigenisation and economic empowerment ladies and gentleman is not something that is to be debated, it is something that was taken as a political manifesto item by Zanu PF and Zanu PF won a two thirds majority on that,” said Zhuwao.
He continued, “no matter how much you may want to turn around and say to political powers, listen, can we re-look at this, the political powers have been given a particular mandate. So it will be a waste of time to talk about renegotiating the policy that is a reality that we need to live with”.
The indigenisation laws which dictate that foreigners get minority shareholding in business ventures with locals have divided the President Mugabe’s administration with conflicting statements coming from different cabinet ministers.
The law has also reduced investment energy from ernest investors who fear losing their money.
Hospital Monster Car Boss Stormed By Angry Workers
The CEO of Harare Central Hospital, Ms Peggy Zvavamwe who blew nearly $90,000 of hospital cash on a personal vehicle while the infirmary continues to fail to buy basic such as painkillers, was this morning stormed by angry workers.
There was drama when furious workers charged towards her office as they ordered her to resign.
She is accused of freezing vital medical procurements until the US$88 000 was raised for the purchase of her new car.
Zvavamwe was saved from humiliation by the hospital’s security guards who bullied the protesters.
An atmosphere of fear and anger reigned at the institution as the guards moved to secure every corner leading to her office block. The Chairman and the Organising Secretary of the Hospital Nurses Association branch, Lucas Sharara and one Mr Goko, were then detained by the hospital’s internal security, the State Media reports.
Harare Hospital one of the country’s major referral hospitals deals with infectious diseases and has in recent years failed to supply even bathing water for its patients.
The hospitals’ Public Relations Manager, Mrs Philisia Mandeya refused to comment referring all the questions to the CEO who was said to be out of office.
On Friday, the State Media reported that a payment of US$88359 had been made to CMED under a CBZ account number 02322454270019 and that the poshy black Jeep Cherokee vehicle had already been delivered.
The hospital is the worst affected in terms of drug shortages with patients being ordered to buy for themselves simple drugs such as pain killers and other sundries.
‘Obama’ Kicks-Out Zimbabwe Embassy Officials
US proprietors have evicted Zimbabwe embassy staff in that country over unpaid bills before terminating their phone lines.
NewsDay reports that more than 10 other western embassies have been threatened with evictions over the same issue.
Senior government officials, who declined to be named, confirmed the developments at the weekend.
“The phones were cut off last week and the embassy workers were given eviction notices because the Zimbabwe government has been failing to pay rentals and other bills,” a senior government official, who requested anonymity for fear of reprisals, said.
NewsDay also failed to get through to the embassy’s direct line, +1 (202) 332-7100, with an automated operator message saying the line had been disconnected.
Foreign Affairs deputy minister Edgar Mbwembwe said he was unaware of the development, while permanent secretary Joey Bimha was unavailable for comment.
“I will have to verify with my staff on that. Who told you about that development?” Mbwembwe said, promising to call back with a response, of which he did not.
Rentals have also not been paid for the personal residences of ambassadors in most of the country’s foreign missions, with some having bills of more than
$30 000.
For the past three years, government has been battling to sustain foreign missions, with the Parliamentary Portfolio Committee proposing that some embassies be shut down to reduce costs.
Legislators warned that the crisis bedevilling foreign missions was a serious security risk, as the struggling envoys could be recruited by foreign spies due to their financial problems.
Among the problems being faced by various embassies are lack of cars, accommodation, failure by the State to pay its workers and other resources.
So dire has been the situation such that in France, the ambassador and senior staffers are often forced to use public transport because of technical problems with his 18-year-old official vehicle.
Bhima last year told Parliament that, although the embassies represent the country, the state of affairs in most of the missions was dire.
Insiders said President Robert Mugabe came face-to-face with the dire situation crippling most embassies when he visited the Paris mission in France for the United Nations climate change conference at the beginning of December.
Mugabe Behind Demolitions – Tsvangirai Party
In a broad statement released on Monday, the MDC-T which is the council authority over Harare and has been slammed for the attacks on residents, said the contrary is true, that the entire blame is on ZANU PF.
The revealed this in their statement titled “ZANU PF RESPONSIBLE FOR DEMOLITIONS OF HOUSES.” The statement read:
The Constitution of Zimbabwe provides for the fundamental human right of freedom from arbitrary eviction. Section 74 of the Constitution provides that no person may be evicted from their home, or have their home demolished, without an order of court made after considering all the relevant circumstances.
In the past few days, some residents of Harare had their houses demolished by agents acting on the instructions of the Zanu PF government. Several houses that were built along the Airport Road in Harare were demolished. The MDC understands that the people who had built the demolished houses belonged to members of a Zanu PF-controlled housing co-operative society known as Nyakavanhu Housing Co-operative. It is always very painful and distressing to witness the demolition of houses belonging to people who would have worked extremely hard in order to provide shelter for their families. The right to shelter is indeed, a basic and fundamental human right.
As a social democratic political party, the MDC will never, ever condone the indiscriminate, illegal and insensitive demolition of any citizen of Zimbabwe’s place of residence. As such, we call upon all local authorities in the country to exercise restraint and circumspection when it comes to the decision to demolish houses. More importantly, no house should ever be demolished without strictly taking into consideration the provisions of Section 74 of the Constitution.
Because of rampant and unmitigated corruption, many urban centres in Zimbabwe are now facing the scourge of greedy and criminal land barons. Most, if not all, these unscrupulous land barons are senior members of the faction-ridden Zanu PF political party. These greedy land barons have illegally parcelled out municipal and in some cases, even State land, to unsuspecting members of the public. Members of the public are being made to pay huge amounts of money to these greedy and corrupt land barons who would then, illegally parcel out land for housing development. Most local authorities, particularly the Harare City Council and the Bulawayo City Council, have literally lost all control of municipal housing land to these greedy but politically, very powerful Zanu PF land barons.
As a law-abiding and peace-loving political party, the MDC also calls upon the country’s law enforcement agencies to ruthlessly clamp down on the illegal activities of these Zanu PF land barons. We would also urge all our councillors in the local authorities that we control to ensure that no municipal land is illegally allocated to any land baron or any other individual for that matter. Sanity and order should be allowed to prevail in all our urban centres. We cannot allow and/or tolerate a situation whereby people are illegally allocated residential stands. In some cases, residential stands have been allocated even in open spaces designated for recreational use such as public parks. We have also experienced a situation where residential stands have been illegally allocated in wetlands; thus leading to serious ecological challenges such as the lowering of the water table as well as the depletion and/or extinction of natural plants and animals.
As part of the holistic harmonisation of the country’s urban housing policy, the Zanu PF government should move very swiftly to enact a new and appropriate Urban Councils Act to overhaul the old Urban Councils Act (Chapter 29 : 15). The Constitution of Zimbabwe was unanimously adopted in May 2013,but almost three years down the line, there are more than four (4)hundred pieces of legislation that are yet to be harmonised with the country’s Constitution. We still do not have formally legislated metropolitan councils in Harare and Bulawayo. As a result, these two big cities still have ceremonial mayors whose day to day functions and activities are essentially directed by the central government through the Minister of Local Government.
The Zanu PF government must be compelled to respect the provisions of the country’s Constitution. The Constitution of Zimbabwe is the supreme law of the land. Section 2 (1) of the Constitution clearly and unambiguously states that the Constitution is the supreme law of Zimbabwe and any law, practice, custom or conduct inconsistent with it is invalid to the extent of the inconsistency.
Baby Elephant Airlifted To Harare after Mom Brutally Killed By Poachers
By Judith Sibanda|RadioVop| Hwange – Parks authorities have airlifted a traumatised baby elephant to a Harare nursery after it strayed off to a residential settlement outside Hwange National Park when its mother and two other jumbos had been killed by poachers.
Wild is Life Trust and Zen revealed on Friday that the young elephant, now named Little Africa, was “was spotted running, in a mad panic, through a small town”.
“He was covered in blood, dehydrated and severely traumatised. He was being chased by people and dogs, utterly confused and terrified,” the trust said in a statement.
The young elephant was eventually subdued by a team of local residents who gave it water and washed off blood stains suspected to from its mother.
“Zimbabwe Parks and Wildlife Management Authority (Zimparks) was immediately notified of the incident, and despatched a team to search for the herd, which was nowhere to be found,” the trust added.
“The calf was loaded into the Zimparks vehicle and moved to the park’s management camp, where emergency supplies for milk dependent elephant calves are in stock.”
Investigations by the Zimparks team revealed that some three elephant cows had been killed in the area by poachers.
The suspected poachers were immediately arrested but the tusks were not recovered, Wildlife is Life Trust added.
Meanwhile, Little Africa was kept at the Hwange National Park and fed the correct milk formula on an hourly basis.
The calf was housed in a warm container, bedded down with grass after spending a week before being airlifted to the Zimbabwe Elephant Nursery in Harare.
Wildlife is Life Trust thanked the pilots for executing the mission professionally.
“Finally, we were able to despatch a plane, kindly piloted by Kevin Leliard. Dr Mark Lombard and Jos Danckwerts flew up to Hwange in foul and turbulent weather, but they were flying against the clock,” the trust added.
“Time was of the essence. The Zimparks team met them at the airport and the calf was immediately put onto an IV and then loaded into the plane.
“Little Africa travelled well and walked himself off the plane, into the embrace of the anxiously waiting ZEN team.”
The calf is reportedly recovering at the nursery but was still stressed.

By Terrence Mawawa | Three ministers linked to Grace Mugabe ‘s G40 faction in the Midlands Province face expulsion for perjury after raising false or unproven allegations against members of a rival political faction.
The three, Makhosini Hlongwane(Sports minister), Tapiwa Matangaidze(Deputy Labour) and Anastacia Ndlovu(Deputy Tourism), are in hot soup following the dismissal of their harassment allegations against Zanu PF Midlands youth chairperson Edmore Samambwa, Gokwe -Kana MP, Owen Ncube and Gokwe-Nembudziya MP, Justice Mayor Wadyajena-all linked to a faction led by Midlands godfather and Vice President Emmerson Mnangagwa.
The development comes as the battle between Grace’s G40 team and Mnangagwa camp intensifies.
Party sources said the three ministers are likely to be charged and face expulsion as Mnangagwa hawks seek to block the trio from defending their parliamentary seats. It will see the three ministers face court with Sports Minister Hlongwane first in the queue. He will be tried for perjury which is the offence of wilfully telling an untruth or making a misrepresentation under oath. A court ruling against the minister will empower the President to take action, sources said.
“The charges were totally fabricated for the purpose of creating factionalism and tension in the party.As such the three ministers are facing serious charges that may lead to their expulsion.The fact is that they raised false allegations of harassment -against fellow party members .As it appears they are likely to be blocked from defending their parliamentary seats,” said a party official.
Zanu PF Midlands Spokesperson Cornelius Mpereri said no charges had been preferred against the trio but he said the ministers’ conduct was sad and unfortunate.
The factional battles in Zanu PF have seen Vice President Emmerson Mnangagwa or his accomplices being rumoured for allegedly staging crimes for the sole purpose of gaining social traction by playing victim. It comes as the VP had six (6) intrusions at his offices at various times and one of them the latest one has seen not a DNA trace being “found”. The tradition of playing victim is not new to ZANU PF and even President Robert Mugabe has been publicly fingered for the same repeated act which saw several of his opponents including MDC leader Morgan Tsvangirai being jailed for treason. It later turned out that the government had simply set the man up having forked out hundreds of thousands of dollars to alleged Israeli secret Ari Ben Menashe who staged a dodgy video recording for the purpose of incriminating Tsvangirai. The MDC leader was eventually cleared of the charges through the help of the late Nelson Mandela’s lawyer.
Zimra Attacks Travellers: Govt Bloats Cash For Civil Servants
By Terrence Mawawa|The Zimbabwe Revenue Authority(ZIMRA), has “attacked travellers” once again increasing the duty fees for imported goods as the broke government seeks to raise money to pay civil servants.
Sources in the parastatal told ZimEye.com yesterday the travellers’ rebate and the daily remission of duty have been drastically reduced meaning travellers have to part with a lot of money to have their goods cleared at Beitbridge border post.
Sources at Beitbridge disclosed to ZimEye.com, there was no time to notify travellers because the government was in desperate need to boost its coffers to pay civil servants.
It is understood the government now solely depends on Zimra for revenue collection and payment of civil servants.
“The duty free allowance -travellers’ rebate has been reduced to $ 200 from $300 per calendar month-meaning those travelling from South Africa have to fork out extra money for payment of duty. Same day travellers used to bring in $50 dollars worth of duty free goods but the duty free fee has also been reduced to just $10 dollars. The daily remission of duty has therefore been drastically reduced,” said a ZIMRA official at Beitbridge border post.
Informal transporters known as malayichas have also been affected since they are now expected to pay for the goods they transport under commercial importation and in turn they will also increase their charges, it has emerged.
The raft of changes introduced by Zimra are set to negatively affect travellers as government desperately seeks to boost its virtually dry coffers in order to pay civil servants.
Sources also said all goods previously classified as duty free commodities would now be taxed by the parastatal in a desperate bid to increase cash inflow.
“Almost everything will be taxed in some way. We are being issued with directives so there is nothing we can do about,” said the source.
Prophet Arrested for Swindling Businessman’s Mercedes Benz, Cash
A top Masvingo businessman has been swindled of his mercedes benz plus thousands of dollars, by a 32-year old prophet who promised healing for a troublesome illness and to destroy a goblin.
Soshangane Nzumakase (32) allegedly forced the tycoon’s wife Anesu Mamboininga of Rhodene suburb to surrender cash and property worth nearly $50 000 to get rid of a goblin that was haunting her husband.
The prophet referred by some as a “N’anga”, Nzumakase of Runyararo West suburb in the city, demanded over $30 000 and a Mercedez Benz worth over $15 000 from Mamboininga whose husband Teedzerai Ndige was seriously ill because of an alleged goblin haunting him.
Nzumakase has since appeared before Masvingo provincial magistrate Mr Langton Ndokera facing extortion charges.
He denied the charges arguing that he helped Mamboininga and Ndige after allegedly teaming up with three other Chipinge-based prophets and n’angas to kill a powerful goblin that was haunting Ndige.
Nzumakase, who is represented by Mr Collins Maboke of Ruvengo and Maboke also argues that he lost some of his household property to fire after he tried to burn a big snake that Ndige kept at his house only to get the shock of his life after the snake started to torch his clothes back home.
Mr Ndokera remanded Nzumakase out of custody to February 15 for trial.
The prosecutor Mr Tavonga Musona told the court that sometime in 2012, Mamboininga approached Nzumakase for help after Ndige had developed mental illness which could not be treated by other prophets, doctors and traditional healers. Mamboininga allegedly went to Nzumakase’s house in Runyararo West were he found him dressed in traditional healing garb and started performing rituals before demanding payment to save Ndige from death.
Nzumakase then allegedly went to Mamboininga’s Rhodene suburb house where he also performed some rituals and said Ndige was going to die unless the spirit and goblin that was haunting him was tamed.
In a bid to save her husband’s life, Mamboininga went to Nzumakase’s house a few days later and asked for help whereupon she was told that Ndige was being haunted by a goblin that could only be killed with the help of powerful traditional healers in Chipinge.
They teamed up and went to the Tamandai area of Chipinge where rituals were performed but Ndige’s condition worsened. In January 2013, Nzumakase told Mamboininga that he had saved Ndige from death the previous month and demanded a bus as payment or the equivalent.
Mamboininga gave Nzumakase $6 600 and a Mercedez Benz worth $15 000.
Nzumakase allegedly continued to threaten Mamboininga that her husband was going to die and was paid $12 000 realised from sale of household property.
Early this month, Nzumakase allegedly lied to Mamboininga that he had found some human flesh in her Mercedez Benz and demanded the car’s registration book so that he could go and burn the goblin in Bulawayo. Mamboininga became suspicious and made a report to police leading to Nzumakase’s arrest along the Masvingo-Mbalabala Road. – Agencies

Newsreaders reacting to the announcement that government is introducing an exam-results driven pay scheme, have blown things into the open revealing this opens a can of worms and is to leave the Ministers at the back-end of the watch. A move is now underway to monthly monitor government officers including the presidium for purposes of transparency. Government has also begun boosting exam fraud, the latest development reveals.
A results-oriented pay scheme must first be implemented at all levels of the civil service, newsreaders said.
“Let’s not start with teachers. Let’s start from the top going down. MPs spend most of their time sleeping in parliament, doing nothing. The government has failed to pay bonuses to the whole civil services and that same government is now talking about performance. Is this a joke?,” wrote one.
“Hanzi if teachers fail to produce good results, oh my foot! ivo are they producing anything good for this country?… I wonder…,” another added.
Govt Boosts Exam Fraud
There are also concerns that government is now facilitating exam fraud as teachers are now under pressure to merely produce results for the sole purpose of obtaining a full salary. “If teacher’s salaries are going to be affected by the pass rate, what is to stop them from “not failing” the students to ensure that they get their full salaries in April, August and or December?,” wrote another.

Harare Central Hospital Blows $88 000 on Expensive Car for Boss
At a time when the hospital is failing to buy basics such as painkillers, Harare Central Hospital has blown over $88,000 for its CEO, Mrs Peggy Zvavamwe.

Harare Central Hospital chief executive officer Mrs Peggy Zvavamwe is under investigation following her recent cash purchase of an executive vehicle worth over $88 000 at a time when the institution is struggling to provide even pain killers for patients, sources have revealed.
Sources close to the happenings told The Herald that Mrs Zvavamwe was placed under investigation by the Ministry of Health and Child Care two weeks ago after she ordered the finance department last month to stop all other procurements until they raised $88 359 required for her Jeep Cherokee in line with her conditions of service.
The ministry’s acting principal director for curative services Mr Douglas Mangwanya promised to provide details, but later stopped picking his mobile phone.
Sources said the money was raised from daily revenue and instead of buying medicines and other sundries, it was used to pay for Mrs Zvavamwe’s vehicle.
The payment was effected last Thursday and a black Jeep Cherokee was delivered to the health institution on Friday.
Suppliers are now said to be demanding their dues after learning that the institution raised such huge cash amounts.
“This is shocking, considering the fact that hospitals, including Harare Central Hospital were blaming the economic environment for shortage of medicines in institutions yet they can raise such amounts in a short space of time,” said a source.
“This shows that our priorities are completely misplaced. Imagine patients are walking away with prescriptions every day. The hospital does not have antibiotics, painkillers or even cotton wool. Patients are being asked to buy medicines because the hospital cannot provide them yet they not only prioritise purchase of a vehicle but cash purchase of such magnitude,” added the source.
Another source from the Ministry of Health and Child Care head office weighed in and said that hospitals were expected to purchase vehicles for their CEOs through bank loans and not cash from the hospital coffers.
“The approval from Treasury was that they secure loans for procurement of executive vehicles, which will be paid in monthly instalments. That was a better arrangement as it does not suffocate other areas of service provision,” said the source.
But Mrs Zvavamwe dismissed the allegations saying everything done was above board.
Mrs Zvavamwe said every year end, the institution experiences financial difficulties resulting in suspension of all procurements except for medicines and kitchen goods and 2015 was not an exception.
She said the drug shortages experienced at Harare Central Hospital were similar to those that were being experienced by other central health institutions in the country.
“Our theatre is functioning at full throttle; the children’s hospital is functioning. If there are no medicines, how do these departments work? The shortages we are experiencing are not peculiar to Harare Hospital,” she said.
Mrs Zvavamwe said they started saving for the vehicle in April last year and the money was only paid to suppliers at the beginning of January.
She said getting a loan from the bank would still mean the hospital will be paying something monthly to the bank.
She dismissed allegations that the hospital was now saving money for vehicles for directors saying the approval was only for the chief executive.
Central hospitals throughout the country are experiencing drug shortages largely due to financial challenges experienced in the country.
Usually, hospitals would get their drugs from Natpharm at subsidised rates but Natpharm is unable to procure medicines due to financial challenges.
According to Natpharm, medicines for Government institutions stored at the company only constitute 10 percent while the rest were bought by donors and are meant for specific conditions such as HIV and Aids, tuberculosis, malaria, and maternal health.- State Media
Tsvangirai Rubbishes Mujuru
MDC-T leader Morgan Tsvangirai yesterday rubbished talk that his party intended to form a coalition with the People First (PF) project which is linked to former Vice President Joice Mujuru.
Tsvangirai, who dismissed Mujuru’s PF project as “having no structures”, made a startling confession at a Bulawayo rally that people are losing faith in him and the MDC-T.
This comes as the so-called grand coalition of opposition parties is failing to take-off as the parties concerned are failing to agree on a way forward.
Tsvangirai, who was addressing party supporters at a rally in Njube suburb yesterday, said his party could only partner with opposition parties that had proper structures.
“There are media reports saying my party has joined forces with a party led by a woman. It’s not true. We want to enter into partnership with other opposition parties that are competing with us so that we fight for electoral reforms in order to have free and fair elections. All we need to do is create conditions for free and fair elections in 2018.
“We welcome new people in our party but not parties that are still in the process of mobilising people to join them. We have made it clear that those who would like to work with us must first of all create institutions so that it becomes an institutional discussion, not individual discussions,” said Tsvangirai.
The MDC-T leader’s visit to a number of constituencies in Bulawayo on Saturday and yesterday was, according to sources, an attempt by the opposition to stem factionalism in the highly fractious province.
The provincial chairman Gift Banda, who is also Deputy Mayor of Bulawayo, is leading a faction while the other is led by former provincial chairman, Matson Hlalo. Hlalo challenged Banda’s election and the High Court ruled in his favour but the party insisted that Banda was the provincial chairperson.
Tsvangirai said as far as the party was concerned, Banda was the Bulawayo provincial chairperson. He said it was up to the party to choose its leaders, not the courts.
Hlalo, who attended the Luveve rally left soon after realising that Tsvangirai and a majority of the party members supported Banda.
Tsvangirai appealed to his supporters to desist from fighting for posts but to instead focus on strengthening the party structures ahead of the 2018 elections.
“We must focus on preparing for the elections. I know that most of you are beginning to lose faith in the party. Don’t have doubts about your party. We must have faith, we must believe and we must be strong. I want to assure you that despite the challenges we will find solutions.
“If there are any people that are doubting the party perhaps they are in the wrong camp. Our mandate as a party is to defeat Zanu-PF in a free and fair election. It’s therefore important for us to destroy the forces that frustrate the party and hinder us from moving forward,” he said. chronicle
Motor Action Boss Eric Rosen Dies
Motor Action FC founder and businessman, Eric Rosen has died.
He was 69. Rosen died early this morning at the Borrowdale Trauma Centre in Harare where he was being treated after suffering a heart attack.
According to his widow, Elizabeth, who is also an ardent football fan and Motor Action’s number one supporter, Rosen’s death was sudden.
Rosen’s son, Sydney said his father was passionate about football and a successful businessman who will be sadly missed by the family, the community and the country.
Rosen owned Motor Action Spares and Distributors and a football club named after his business.
The club, affectionately known as the Mighty Bulls, came to be in 1999 when Rosen bought the Blackpool franchise.
The Mighty Bulls went on to win the Premier Soccer League (PSL) title in 2010 and represented Zimbabwe in the CAF Champions League in 2011.
In 2012, Motor Action were Zimbabwe’s representatives in the CAF Confederations Cup after losing in the Mbada Diamonds Cup to the then champions, Dynamos.
The team produced stars such as 2006 Soccer Star of the Year, Clement Matawu, Quincy Antipas and Allan Gahadzikwa, among others.
Rosen is survived by wife, Elizaneth, three children and four grandsons. Mourners are gathered at his home, number 64, Glen Lorne Drive, Glen Lorne in Harare.

The Laws of Nature Are Not the Laws of Man.
A child, biologically, is someone who has not entered puberty. Once at puberty, they are no longer a child and now have sexual desires and feelings, for which they possess the ability to act upon. And they do. The amount of kids having sex at a young age has increased in recent years. At present it’s estimated that 50% had had sex before leaving high school all the way back to the 1970s, so as of today, the figure has shot up. So, whether we think they should or shouldn’t, the kids are having sex.
Cultures that even legally train kids for sex
Don’t forget that all arguments made about the propriety of it are from the perspective of our own culture, and thus, form our basis for the present perception. There are other cultures in existence today with radically different standards. Take the Malawian chinamwale for example, who not only encourage and facilitate sexual activities among adolescents, at 13-14, they actually train them in sexual techniques for pleasing their partners (boys and girls receive this training).
Teenagers are sexual beings, and funnily enough, they are almost never asked about this issue. It’s always older people debating what’s best for them, and they rarely have an opportunity to weigh in with their own beliefs about who they should be allowed to engage in intercourse with. Being attracted to someone who is, for instance, 15 years and has developed sexual appetites, is not the same thing as a pathological obsession with pre-sexual humans. We trust teenagers to make a lot of mature decisions, and they tend to make the ones we don’t trust them to a lot of the time anyway. It must not be a very difficult decision to know whether you want to have sex with someone or not. It is instinctive and easy. Yes, I find that person attractive, no I want nothing to do with that one. If we trust a teenager to drive a car, I think we can trust them to operate their own bodies without a court order.
Consenting adults
The new law says the age of consent is now 16. But no, laws concerning the age of consent should not be changed to be more permissive, because minors tend to not think logically. When people are under the age of 18, I don’t believe they think logically enough. I really think changing this law would be terrible. Of course, my heart does go out to those who are lied to as well. It would be terrible to think you’re having sex with a consenting adult, and then find out you aren’t. However, I do not believe that this law should be changed. It was put forth for a reason.
The age bar should define which sex they are. Yes, I do believe that there should be an age of consent around the mid-late teenage. But it seems that teenagers are scared by this constant “age, age, age, know the laws know the laws!” chatter. They should have sex when they are ready whether it be 16 or 25. But also, if they are around 14-16, it should be with someone within 2 or 3 years of their age. I only support Age Of Consent laws to try to stop paedophiles. But other people/things such as parents, friends, schools, law enforcement, government (etc) should lay off trying to dictate their lives on what they can and can’t do.
Sexist Laws
There is no way I can say this without appearing sexist but I support women doing the same men in society. There should be different ages of consent laws for males and females (I KNOW IT SOUNDS SEXIST).

I don’t see how there is a problem if say a 15/16-year old male had consensual and exciting sex with say a 30-year old female. Whereas I would see it as taking advantage and unfair for say a 30-year old male to have sex with a 15-year old female. I would consider that a borderline paedophile!… As sexist as I hope it doesn’t sound, I think the sexual consent age should be so teens can have sex but be protected from older males. The age of consent should be 16 with a few restrictions: (females must be 16+ if a male is 18+).
The day you turn 18 does not automatically make you any way smarter or more mature than the day before. I believe that the age if consent should be looked at in line with the judgement as we see in this day and age when many of our children have to deal with “adult” problems before the law accepts them as adults.
By the age of 16, they are basically developed and know their bodies. They know that sex can result in pregnancy or cause them to contract a disease, and they know how to take precautions to avoid this. Why should they be denied marriage before 18 but be allowed the day they turn 18 when their views and thoughts have not at all magically changed on that day? If they are legally able to drive, then they have the right to do with their bodies as they please.
Today teenagers are making the decision to become sexually active at a younger age than ever before. I believe that the age of consent should be updated for a few reasons. The biggest reason that I feel that the age of consent should be raised is to protect the girl-child.
Now they are left exposed by this verdict. Each situation should be looked at and judged individually. I feel that angry parents will now push for the conviction of their daughters’ partners when ‘the young man’ may have done nothing morally wrong.
I feel that parents should talk to their children and help them decide when the time is right for them to make important choices on their own, and when they do, we have no right to hold someone else responsible for that choice.
Grey Areas
There are several grey areas and Age of Consent laws should be more permissive as kids grow up faster than they used to. Children and teenagers grow up much faster nowadays than previous generations did. Even though they are not legally allowed to have sexual intercourse, they drink until the age of 16. Many start having sex and alcohol much earlier than that. In cases of serious crimes, teenagers can be tried as adults. 16-18 year olds can serve and die for their country, but not be trusted with alcohol. If adult responsibilities are expected of them, they should have adult rights too. Many college campuses would be able to curtail and help underclassmen alcoholics, if the drinking age were lowered and binging was not so covert.
If a 15-year old is going to be held responsible for a crime as an adult then they should be held responsible for their body as well. 15-year old boys and girls know what they are doing when they decide to have sex. They need to be educated to handle the responsibility of sex but having a law saying they are too young to know what they are saying yes to, only creates problems for them and their partners.
A teen’s hormones come around the age of 16 and it is natural for everyone.
Age is relative I’ve known 23-year olds who were far less mature than some 16-year olds. It should be up to the two people if they are both consenting-adult minded.
We need to stop putting people in prison because they had a consenting, mature sexual experience. They’re not hurting anyone. It’s time to evolve as a society.
Rape is one thing but consensual sex is completely different.
The law is there to protect children who are being sexually exploited and abused. Young people under the age of 18 are still minors and as such need to be protected from sexual exploitation and abuse. The law is not there for people to squabble over ‘grey’ areas, it is there to protect children who are being sexually exploited and abused. Without this law, those children who are being abused and exploited lose that protection entirely, just for the sake of randy teenagers who can’t keep their pants up!
The judgement as it is, it encourages abuse and grooming under the pretext that it would “stop the persecution of old men” But unlike the opinion of the judged this would be a bad thing; In reality they are encouraging paedophiles and perverts to abuse and groom children as young as sixteen knowing that they will not marry them. The disgusting suggestion makes me sick to think that an influential bench wants to see these “old men” be let off with their perversion …

Harare – ZimEye brings you updates on the missing 14 year old boy, Jonathan Mhlanga who disappeared Sunday 17th January at around 8pm in Hatcliff.
Information coming through from witnesses who called in following the ZimEye article is that he was spotted on Monday in Domboshawa while dropping off a kombi. The location of the citing is the Domboshawa showgrounds. Despite this information, however, his exact whereabouts at present are still unknown.

NIKUV Rigging Hits Dead End as ZEC Moves to Adopt Fingerprint and Eye Scan System ?
The infamous so called “Nikuv rigging system” will now be a thing of the past once the Zimbabwe Electoral Commission has moved to adopt a finger print and eye scan system.
MDC leader Morgan Tsvangirai in the aftermath of the 2013 elections blamed the outcome on the Israeli company Nikuv which he said facilitated for systematic rigging through identity duplications. But the new identity checking system now to be taken should close all and any loopholes. Zimbabwe will engage international experts for implementation of a biometric voting system for the 2018 general election, among other significant changes to the polling framework.
The biometric system the Zimbabwe Electoral Commission plans to introduce will scan for either fingerprints or the iris (coloured part of the eye) and is already in use in African countries like Kenya and Ghana.
As part of the electoral modifications, Zimbabwe will for the first time use polling station-based voting as the country seeks to engender greater transparency and dispute-free elections.
Our Harare Bureau understands ZEC is currently assessing demonstrations by international biometric service providers to ascertain which technology works best for Zimbabwe. Biometric voting is fast, accurate, reliable and helps maintain the integrity and credibility of electoral processes by reducing mistrust and irregularities.
Responding to inquiries from our Harare Bureau, ZEC spokesperson Mr Justin Manyau said: “In order to ensure that the commission is conversant with biometric voter registration technology, it has invited several international service providers in bio-metrics to carry out demonstrations with the hope of assessing applicability of the technology locally, the cost factor, usability and sustainability of the new technology.
“The commission is still at a consultative stage in terms of bio-metric voter registration. Working in collaboration with the UNDP and other co-operating partners, ZEC has engaged consultants in voter registration and voter education to advise on the various options that may be available to the commission. The cost of adopting bio-metric voter registration depends on the type of technology selected. Since the commission is still at a consultative stage concerning the adoption of this technology, it is not possible to put an exact cost to the system.”
He said while introduction of the polling station voting system is still at the formative stage, the commission was piloting the system. The system was first piloted in the 19 September, 2015 Marondera Central by-election and was also used in the Nkulumane by-election of 19 December, 2015. Polling station-based voting is provided for under Section 22A of the Amended Electoral Act.
In terms of the law, ZEC consults all interested parties when determining polling station locations. A roll is prepared for registered voters in a given area. Each voting centre gets a unique code incorporating polling station and ward numbers as well as local authority and district codes.
The polling station threshold is expected to be between 500 and 1 500 voters to ensure manageable voter distribution. The provision on polling stations will become effective once a notice is published in the Government Gazette fixing the date on which Section 22A becomes operational.
The section reads, in part: “(1) The commission shall — (a) subject to section 51, determine — (i) the places where polling stations are to be situated within each ward and constituency for the purposes of all elections in terms of this Act; and (ii) the areas within the ward or constituency concerned that are to be served by each such polling station; and (b) subject to Parts IV and V, prepare a voters’ roll for each polling station area determined in terms of paragraph (a)(ii), on which roll shall be entered the names of all registered voters ordinarily resident within the area.
“(2) The commission shall consult all interested parties when determining the location of polling stations and their areas for the purposes of subsection (1).
“(3) Notwithstanding any other provision of this Act, where a voters’ roll has been prepared for a polling station area — (a) voters who are registered on that roll shall cast their votes in any election at the polling station for whose area the roll was prepared, unless they are permitted by this Act to vote by post or to cast a special vote.”
Several reforms have been carried out by Government to eliminate electoral disputes. These include amendments made to the Electoral Act that President Mugabe signed into law in 2014. Other reforms are that ZEC must announce Presidential election results within five days of polling day, while police officers are barred from “taking part or interfering with the electoral process beyond maintaining law and order.”
ZEC is obliged to warn election candidates, election agents or parties implicated in acts of political violence and to set up special courts to try such cases.(State Media/Agencies)
Teachers’ Salary Cut Imminent: Govt
The Zimbabwean Government will cut salaries of teachers who will fail to produce good results especially for public examination classes, among a cocktail of measures aimed at improving the quality of education in the country.
This comes into effect this month following an announcement in the budget statement presented by Finance Minister Patrick Chinamasa last year which also recommended that teachers at all schools which will register below 50 percent pass rate at Grade 7 and O-level will forego their April, August and December salaries.
The development comes at a time when teachers are also quaking in their boots following increased visits by officials from Civil Service Commission who are conducting impromptu checks and head counts. In Bulawayo, some teachers said inspectors were checking records of mark books, scheme books and pupil’s registers.
“Sometimes they even inspect if teachers are properly dressed. Most of these inspectors are rough,” said a teacher at a local school.
Another teacher said at his school some teachers were coming to work at around 11am since they teach hot seating classes, but inspectors were not prepared to listen to such cases.
“They argue that teachers are supposed to be at work for eight hours. The inspectors said all those who were not at school when they visited must bring their books to the regional offices or they will be struck off the payroll.”
Public Service, Labour and Social Welfare Minister Prisca Mupfumira defended the unannounced visits and said they were not targeted at teachers only but all civil servants.
“CSC is the employer and it is within its mandate to inspect Government workers. The inspections are an ongoing process and they are being done in all Ministries not only in schools, to make sure that work is being done,” she said.
In addition to the visits, the Ministry of Primary and Secondary Education has also increased the teacher-pupil ratio.
According to the guideline sent to all heads the new teacher-pupil ratio for Early Childhood Development has been revised up to one teacher per 25 pupils from the previous one teacher per 20 pupils, while for junior schools it is now one teacher per 40 pupils up from one teacher per every 35 pupils.
For secondary schools, Form One to Four, the ratio has been reviewed to one teacher per every 35 pupils from the previous one teacher per 30 pupils, while for examination classes, Ordinary level it is now one teacher per 33 pupils up from one teacher per 25 pupils.
Practical subject teachers will now be superintending over 100 pupils each up from the previous one teacher per 75 pupils.
Meanwhile, thousands of relief teachers have been sent back home, hardly two weeks after being hired, after Government terminated their contracts last week following the recalling of teachers on vacation leave.
The exact number of affected relief teachers could not be immediately established as officials from both the Ministry of Primary and Secondary Education and the Ministry of Public Service, Labour and Social Welfare were not forthcoming with details.
A circular from the Ministry of Primary and Secondary Education dated 18 January, which also announced the recalling of all teachers who were on leave said relief teachers who had been engaged had to leave work in 24 hours.
“Reference is made to the Permanent Secretary’s minutes dated 18 January 2016 that all teachers who had applied for vacation leave be recalled to their respective stations. Teachers on relief posts should be given 24-hour notice to leave stations if they had already been engaged,” reads the circular signed by Matabeleland North acting provincial education director Mr Jabulani Mpofu.
However, teachers’ unions said they believed what was happening in the education sector was a direct attack on teachers.
They indicated that they were planning to file papers in court challenging the issue of recalling teachers on leave while consulting their members with a view to down tools in protest over “harassment”.
Zimta chief executive officer Mr Sifiso Ndlovu said their lawyers were already working on papers which they will file in court this week.
“That decision has already been made. Our lawyers are already working on the papers which we expect to file this week. We have told the Government that this is the route we are taking if they do not reverse that decision. This decision was necessitated after consultations with our members who have all said that this is an illegal decision hence the need for us to take them to court,” said Mr Ndlovu.
He said teachers felt they could only be given an ear if they strike.
“I cannot rule out the possibility of a strike, everything that is happening now is building up towards a strike. First was the budget presentation by the Finance Minister Patrick Chinamasa. We were never consulted during its making but there are a lot of provisions that negatively affect our membership. After that we are told of a 450 page-report on the sector that was presented to Cabinet. We do not even know its contents, we were supposed to meet with the Government on 20 January to discuss this report and other matters but this never materialised. We are consulting our membership and we will surely have a way forward soon,” said Mr Ndlovu.
Progressive Teachers Union of Zimbabwe (PTUZ) president Mr Takavafira Zhou also said they were consulting their members on the way forward.
“It is like we do not exist at all. This is a clear fight. Our members are now looking at us to get a clear way forward because every teacher is frustrated, first nothing is being said about our bonuses and then all these other mind boggling policies. When you look at it, it is like someone is sitting at a certain office tasked with frustrating teachers. As it stands I will not rule out a strike, the only question right now is when?” said Mr Zhou.-State Media
Makandiwa: “He Will Die in Aeroplane” Prophecy
A high profile person will die while flying in mid air….they will hide his dead body for 3 days – Makandiwa
As this week marks exactly five (5) months after United Family Church founder and spiritist preacher Emmanuel Makandiwa “prophesied” that a well known and high profile person will soon die in a plane shortly before officials conceal his death for several days, the man’s followers have begun closely watching the prediction.
Believers say the said “prophecy” will be fulfilled in a few days’ time from today.
Makandiwa in his prediction, described the targeted person further saying they are a male individual. He said “I can see a prominent person and he is like in the cloud. Let me clarify, he is in an aeroplane.
“I can see the Lord taking his spirit. I can see people trying to resuscitate him and they will pull down an oxygen mask, but he is already dead right there in the sky.
“But I can see that when they land, they will take the body, for he will no longer be a person, to the hospital for two to three days because they don’t want the prophecy to be confirmed.”
Makandiwa has made several prophesies in the past which his followers say have come to pass. Skeptics however remain unconvinced.
His followers also praise him saying on January 11 last year, he prophesied a chemical blast that rocked a warehouse in Tianjin, China, last week killing more than 100 people and leaving hundreds others hospitalised.
Boy, (6) Murdered By Own Uncle, Dumped In River
A man has killed his six-year-old nephew in Marondera.
Mr Knowledge Kapesa was arrested after admitting to killing Tashinga Kapesa.
The lad’s body was found floating in a nearby river where the uncle had dumped him.
At the time of writing the motive for the killing was not yet known.
The murder by the man who is brother to Tashinga’s father has since caused an extremely disturbing family row as the father Blessing has begun accusing his father, Emmanuel Kapesa of conniving with the murderer.
The elderly Kapesa had to flee and seek refuge elsewhere after Blessing threatened to axe him.
Kapesa spent the whole night hiding but later returned after being persuaded by neighbours. A neighbour to the Kapesa family, Mr Chrispen Mashayamombe says the whole community is still in shock following the tragic incident.
Tashinga was an Early Childhood Development pupil at Grand Chase School.
Sunday Mail Editor vet Dies
Veteran journalist and former editor of The Sunday Mail Pascal Mukondiwa has died. Mukondiwa (70) died at Chitungwiza General Hospital yesterday morning.
The second child in a family of five, Mukondiwa was born on February 14, 1945 in Kadoma. He studied journalism with the London School of Journalism in the late 1970s before joining the then Rhodesia Printing and Publishing, now Zimpapers, through a cadetship programme in 1978.
He worked for titles that include The Manica Post, The Chronicle, The Sunday News and The Sunday Mail, where he rose to become editor before leaving in 2000. He came out of retirement to join the fledgling Patriot newspaper in 2012 and retired again in August 2015. Mourners are gathered at his home in Norton.
According to his son, Robert, Mukondiwa’s body will be taken to his rural home Chiuriri Village, Mutoko today for burial tomorrow.
Robert described his father as “a unifying figure, model of generosity, virtue and love. He inspired several lives in the thankless but gratifying profession of journalism. He was a respectable father, brother and friend. He will be forever missed”.
Zimbabwe Union of Journalists secretary-general Foster Dongozi said Mukondiwa’s death was a loss to the media industry. “On behalf of the Zimbabwe Union of Journalists and the journalism family I would like to express shock and sadness following the death of Cde Pascal Mukondiwa,” said Dongozi.
“He was a good man, a teacher to upcoming journalists. His death is a loss to the industry and the nation as a whole.” Former ZUJ president and Zimbabwe Media Commissioner Mr Matthew Takaona, who worked under Mukondiwa, described the late journalist as an expert communicator.
“Most journalists at Zimpapers and across the media in Zimbabwe who are now in management went through Pascal’s hands. I would like to pass my condolences to his family and the entire media fraternity.” – State Media
President Mugabe’s Health
By Eddie Cross| Once again the country has been awash with rumors of serious health problems affecting the President while he is away on holiday in the Far East – or Dubai or wherever he has been for the past month. Unusually a picture of him on holiday with a few family members and with the Vice President and his wife appeared in the social media. Almost immediately rumors began to circulate that he had had a heart attack and was in intensive care.
To buttress these reports Emmerson Mnangagwa returned from his hurried trip to the holiday destination of the President and was promptly appointed “Acting President”. Everyone put two and two together and came up with a six – “Zanu PF was preparing for the 90 day period before the Party has to convene a Congress to elect a candidate to complete the remaining period of the current term of office of Mr. Mugabe”. Logical and plausible – essential elements for a really good rumor!
The State media immediately issued a statement that he was in good health and everyone automatically concluded that something was very wrong.
I do not really care about whether or not he is ill, we all have to face our maker sooner or later and I cannot see his death really changing anything here in the short term. But I am curious as to why these rumors get so much traction? Partly it is because we have lived for so long under a regime that seldom tells us the truth. Our media is so controlled and dedicated to propaganda that anyone can start a rumor and it immediately gains credence.
Then there is the simple fact that Zimbabweans, as a whole, are sick and tired of living in a constant state of crisis and uncertainty. They are fed up with Mr Mugabe’s rule and control over all aspects of our collective misery and they look forward with eagerness, to some form of change – any sort of change that might deliver some relief.
And so we live in rumor City, all of us, and wait anxiously for a sign that something is going to happen that will open up the possibility of change and some improvement in the way we are governed. Whatever the truth about his health, the simple fact is that he will be another year older in February and is already an old man with diminished capacity to manage his responsibilities as Head of State.
If the Zanu PF Party does not appreciate that it has to make plans for a smooth transition to new leadership then they are extremely short sighted. That may be the case but it is more likely that they simply cannot agree on who to take over in the event that Mr. Mugabe can no longer handle the affairs of State. Putting Mr. Mnangagwa into the position of Acting President at this juncture certainly puts him into that place where he would automatically assume the Presidency for 90 days while the Party prepares for a special Congress to elect a new leader.
However, that then leads to another uncertainty – would Mr. Mnangagwa get the nomination and win a vote in such a Congress? The simple answer is, maybe not, as he does not control a majority in the Congress and is by no means certain to be the choice of many. He will be challenged unless he can, like Mr. Mugabe has in the past 35 years, simply intimidate everybody to bow the knee and accept him as the only candidate.
The outcome of such a struggle for power in Zanu PF could be very nasty. Already the temperature is rising and I understand that Mr. Mnangagwa’s offices were broken into yet again this past few weeks and the furniture vandalized and defaced – clearly a warning. You have to be either very brazen and courageous to do such a thing, or very confident that you will not be found out and punished. For anyone to do this sort of thing as a lark would be very foolhardy and my bet is it was an inside job done as a warning to him from his many enemies.
We are clearly not being kept informed of the state of the Presidents health and in these circumstances rumors are bound to circulate, especially when he disappears for weeks at a time.
What makes this situation so dangerous is that the country is in a deep political, economic and social crisis. We face drought conditions that have not been seen here for many years and widespread shortages of both food and water are looming. Food prices are going to rise sharply and incomes are already so low that people simply cannot afford even the basic necessities of life. After decades of oppression and even violence, the mood of the people is very tense, the grass is dry and anyone who lights a fire had better be ready for the consequences.
What makes this situation so much worse than previous situations of a similar nature, is that this time there is no knight in shining armor to rescue us and force a solution down our collective throats. This time we are on our own. There is no pool of resources to support food imports or the feed those who cannot feed themselves. If we take matters into our own hands, there is the threat that the State will use the Security Forces to suppress any public display of anger or protest. If they do, Zimbabwe could burn from Mt Darwin to Beitbridge.
The problem with a runaway fire is that it destroys everything – the good and the bad. Rebuilding is made so much more difficult and the transition back to sanity could take years, even decades. The present regime is so rotten, so corrupt and devoid of any redeeming features that if it is challenged it might simply collapse in a heap. If there is no coherent authority to step into the breach and take charge, then the temptations for the Army to do so would be enormous.
Clearly something has to be done before it is too late to put massive pressure on the regime to accept the need for fundamental reforms and changes to our electoral system and then go for free and fair elections as soon as possible. Only in this way can Zimbabweans maintain a grip on the future and their own affairs and establish a new Government that will have credibility and popular support.
Only such a Government can then marshal the resources needed to rescue the country and put us onto a road to a better future. Only such a Government can make the radical and far reaching changes to policies that are needed to secure the confidence and commitment of the whole country and the Diaspora. Of course we cannot expect Zanu PF to act rationally or intelligently on such matters as it would almost certainly result in defeat and disgrace and worse.
You can conclude for yourself what is therefore needed and it has nothing to do with the health or otherwise of the President.

Boy Goes Missing
Harare – Relatives of a 14-year-old boy, Jonathan Mhlanga, have had seven sleepless nights following the disappearance of their son last Sunday.
The teenager (pictured) is said to have disappeared after he left the house in Hatcliff to attend to bins outside the gate.
Speaking to ZimEye.com from their home, the lost boy’s guardian and uncle, Mr Batsani Nyoni said that the lad was last seen on Sunday evening when they expected him back within a few minutes.
“He left the house to drop the bin outside the house, that was the last time to see him. He was wearing brown formal shoes, blue jean, black t-shirt and a black jacket.
“He took with him a black cellphone(huawei),” he said.

Doctors Hail Court Ruling on Child Marriage
Constitutional Court Ruling on Child Marriages
The Zimbabwe Association of Doctors for Human Rights (ZADHR) applauds the Constitutional Court of Zimbabwe for handing down a progressive judgment today, the 20th of January 2016, in which marriage of children under the age of 18 years has been outlawed. The judgement will go a long way in preserving the sexual reproductive health and human rights of minors who are below the age of 18.
ZADHR has always campaigned for the abolition of early and forced child marriages, emphasizing that such marriages compromise the health, education and basic human rights of the child.
The Constitution of Zimbabwe in terms of section 81 guarantees that children under the age of 18 years have the right to health, the right to be protected from sexual exploitation or any other form of abuse, the right to education, and the right to be protected by the law. In abolishing child marriages the Constitutional Court of Zimbabwe has given life to section 81. However, there is need to realign any laws which are at variance with the constitution’s provisions and which are at variance with the judgement.
Early and forced child marriages are known to perpetuate the cycle of poverty. Every year, worldwide, it is estimated that 15 million girls, some as young as five years old are forced into marriage. Over 700 million women worldwide alive today were married as children and that 1 in every 3 girls in the developing world is married by the age of 18. Judging from such statistics it is clear that early marriages are inimical to development and predisposes young girls to health complications such as HIV/AIDS, cervical cancer, fistulas and stunted growth in children born of young mothers, factors which also lead to an increase in both maternal and child mortality.
In light of the foregoing, ZADHR will intensify its efforts in campaigning against early and forced child marriages. It has been observed that early marriages in Zimbabwe are most common in former commercial farming areas and amongst certain religious sects. The Constitutional Court judgement thus opens up space for civic education and empowerment of the girl child and communities through mass awareness of the girl child and women in general.
Zanu PF Appoints Village Heads Into Party Structures
Zanu PF in Mashonaland East Province is appointing village heads into its structures.
The involvement of traditional leaders in politics is a breach of the Constitution which states that traditional leaders should neither be members of any political party nor act in any partisan manner.
One disgruntled Zanu PF official based in Mutoko who requested not to be named told ZimEye.com that a number of local village heads and their assistants are being incorporated into the party’s cells.
He said the latest case happened last week at Murewa centre at Zihute hall where Zanu PF held its provincial meeting which was presided over by Mabel Nkatazo (proportional representation MP for the area) and Daniel Garwe.
Both Zanu PF Mashonaland East Provincial Chairman Joel Biggie Matiza and MP Nkatazo could not pick up calls when ZimEye.com contacted them for comment.
Commenting to the development People’s Democratic Party’s Mashonaland East Chairperson Langton Matuku said they are aware of the inclusion of traditional leaders by Zanu PF in its provincial structures.
Matuku said his party was in the process of preparing some papers with the aim of suing Zanu PF for breaching the constitution.
“While they (Zanu PF) have a right to mobilise membership from ordinary people, we regard their targeting traditional leaders as going offside and would like to warn both the Zanu PF provincial members concerned and any traditional leaders who comply with such illegal orders that PDP will take legal action to stop this madness,” he said.
Chinese Yuan as Zimbabwe’s Currency: Govt Rebuts
The Reserve Bank of Zimbabwe has denied the introduction of the Chinese Yuan as the settlement currency in Zimbabwe in 2016.
The RBZ through the state media said it wants to “set the record straight” on the use of the Yuan saying it is only part of the large pool of several other trading currencies while the United States dollar will remain the country’s settlement currency.
The development on the adoption of the Yuan as a trading currency comes after reports within the market that the country will adopt Yuan as a settlement currency.
The denial comes as the subject became common talk on media platforms with pro ZANU PF analysts defending the adoption as vital for economic progress and even President Robert Mugabe’s being vocal on it at the end of last year saying, “the acceptance of the yuan into the world currency basket should offer (a) new possibility for us as from next year.”
The Yuan had already been accepted as a trading currency a year before and this development was seen to signify it is now clearly becoming settlement currency.
The State Media in an apologetic reported arguing that “the International Monetary Fund (IMF) has also taken the Yuan as part of the special drawing rights.”
Briefing captains of industry, RBZ Governor Dr John Mangudya said the US dollar will remain the settlement currency while other currencies will be trading currencies.
Mangudya said there is need to pluck out leakages within the economy to ensure the coming of new money into the economy will not be abused by business executives.
The financial services sector has become stable though issues to do with high interest rates continue to affect borrowing by productive sectors of the economy.
CHAN DISASTER:Reasons Why Zimbabwe Was Bashed by Mali 1 -0
There was disappointment on Saturday afternoon when Zimbabwe was kicked out of the Africa Nations Championship (CHAN) after being beaten by Mali by 1-0.
The score outcome came as the Warriors fought their battle well only to be elbowed by a single goal towards the end. Mali earned their first three points following their 1-0 win. Abdoulaye Sissoko was the hero after he scored the only goal in the 82nd minute to give Mali the win. The Malians are now on four points after drawing their first game against Uganda.
On their part, Zimbabwe are out of this year’s edition of CHAN and Mali will now face Zambia in their final group game, while Zimbabwe will take on Uganda.
Some attributed the loss to a lack of practice, while others said it was mere chance as the game was nearly over and it could have turned out nil nil.

Man Batters Son to Death For Farting
By Terrence Mawawa, Masvingo|A Bikita man has left the local community shell shocked after brutally killing his son for farting .
In a cold blooded murder incident, Solomon Musaengana of Musaengana village stunned local villagers after bashing his grade 7 son over farting.
According to a police report the incident happened last Sunday night when his son Munyaradzi farted in the kitchen sending his father into a fit of rage.
Narrating the sad ordeal a relative to the family said Musaengana charged at the child and killed him by crashing his head against a rock outside their hut.
“Munyaradzi had just returned from herding cattle so his mother gave him sadza to eat and he farted in the process.Her mother chased her out of the kitchen and Musaengana followed him, caught the boy and crashed his head against the rock.Musaengana continued to assault the boy with a whip until he collapsed and died instantly ,” said the relative.
Musaengana who has since been arrested claimed he wanted to teach his son conventional rules of social behaviour.
Musaengana ‘s wife screamed for help as her enstranged husband brutally killed their son.By the time local villagers arrived Munyaradzi was already dead.
Kraal head Musaengana said the incident was attributed to demonic possession.
“We are still in a state of shock and I strongly believe the incident happened as a result of demonic influence,” he said.
The police here have also expressed concern over the increase of murder cases across the province .
CHAN: Zimbabwe Ready to Deal with Mali
Warriors Captain Hardlife Zvirekwi has described the mood in camp as “very high” and is confident the home based stars will proceed to the next round of the 2016 Rwanda African Nations Championship (CHAN).
Zvirekwi was addressing journalists during a press conference at Umuganda stadium in Rubavu yesterday (Friday).
“The mood in camp is very high and the guys are raring to go,” said Zvirekwi .
“We have to push and get a victory and if we don’t we will go back home sadly.
“God willing we will get a positive result,” said Zvirekwi.
Zimbabwe will tomorrow play Western Africans, Mali at Umuganda stadium in Gisenyi in their second group game.
The match is slated for 3pm.
Zimbabwe’s Warriors have appeared at every final tournament since the inception of the CHAN tournament in 2009.
West Africans Mali have participated at the CHAN finals since 2011 and at the previous tournament were eliminated by Zimbabwe at the quarter-final stage.
Zimbabwe are in group D alongside Zambia, Mali and Uganda.
On Tuesday , Zimbabwe lost to Zambia in their opening CHAN game after a Isaac Chansa’s 58th minute strike and are bottom placed in group D.

Father Killer Freed By Judge
A HOPE Fountain man who clobbered his father to death with a knobkerrie while his mother watched helplessly, has been freed after the High Court ruled that he was mentally unstable when he committed the brutal killing.
Vulindlela Ncube, 41, fatally assaulted his father Enos Ncube, 64, after accusing him of bewitching him. Vulindlela of Village B, will however, be restricted to a special institution to receive medical treatment after Justice Francis Bere of the Bulawayo High Court passed a not guilty verdict.
The judge ruled that Vulindlela could not be held legally responsible for killing his father as he was mentally ill at the time of committing the crime.
Justice Bere returned a special verdict of not guilty to a murder charge because of insanity in terms of the Mental Health Act. Medical reports compiled by psychiatrists showed that Vulindlela was suffering from mental health problems when he killed his father.
“From the evidence given in court, Vulindlela was examined by psychiatrists and the medical report showed that he was suffering from a mental disorder. He has been found not guilty of murder by reason of insanity and therefore can’t be held legally responsible for his actions,” ruled Justice Bere.
The judge said Vulindlela was a danger to society and ordered him to be taken to a mental health institution for further treatment.
Prosecuting, Whisper Mabaudhi said on May 14, 2010 shortly after 5.30PM, Vulindlela arrived home from a beer drink and proceeded to the sitting room where he took a teapot and a mug.
The court heard that when his father took a knobkerrie and rebuked him, Vulindlela became violent and he disarmed his father and started assaulting him.
“Ncube fell down and Vulindlela struck him in the face and forehead until he died,” said Mabaudhi.
Vulindlela’s mother alerted her neighbours and they came and apprehended Vulindlela. A report was made to the police leading to his arrest.-Newsday

Mnangagwa Coup alleged “plotter” Matapo Insists Mugabe Collapsed
Sukoluhle Sibanda|Army captain Albert Matapo(Rt) the government officially links to Vice President Emmerson Mnangagwa, who broke the Mugabe collapse rumour, has insisted his claims that the President collapsed during his Dubai vacation.
Writing in on Saturday morning, Captain Matapo, an alleged Mnangagwa backer charged that the short 4 minute video of the President’s return on Friday evening released by the State Media is no indicator that the President never collapsed.
“My intelligence never said Mugabe was dead but was sick,” he said.
Matapo, a former army captain is accused of plotting to remove President Robert Mugabe so to install Emmerson Mnangagwa, and spent 7 years without trial in Chikurubi maximum prison. His charges are still live with the police despite his release from prison.
“Why were people (the Mapositoris) not allowed at the airport” ? he continued.
When Matapo broke the rumour through his letter, he linked it with someone (name supplied) in President Robert Mugabe’s office.
Pupils Demand Headmaster’s Resignation
By Terrence Mawawa Masvingo|School pupils at Zimondi Secondary School in Chikomba District teamed up with the local community and boycotted lessons in protest against the school head who is being accused of corruption and fraud.
At least 200 pupils at the school refused to attend lessons last week protesting against the headmaster Isaac Huruva who is being accused of corruption and fraud.
Huruva who was on suspension last year for allegedly defrauding the school of $ 12 000, resurfaced this term, irking the parents and the pupils .
The pupils refused to attend lessons demanding Huruva’s resignation, reports state. “About 200 pupils refused to attend lessons demanding the school head’s resignation. Only 40 pupils attended lessons and we hope there will be sanity. There are allegations that the headmaster siphoned money from the school coffers and the matter is being investigated,” said a source at the school.
Chikomba District Education officer Ngoni Mujuru confirmed the incident and claimed the poor attendance was common during the opening weeks of the school term.
However ZimEye.com is reliably informed Huruva appeared in court last year on allegations of fraud and the headmaster is also expected to appear before the Ministry of Primary and Secondary Education investigating team in the district this month.
Mosquito Bite that Causes Brain Damage | South America, US | UPDATE
A mosquito bite from infected insects in Latin American and Caribbean nations, has been found to cause brain damage in infants.
The condition also changes the shape of children’s heads when they come out, scientists have found.
The mosquito-borne virus, named “Zika,” was this week also discovered in some New York State patients who tested positive.
Officials in four Latin American and Caribbean nations have since warned women to avoid pregnancy amid concerns over an illness causing severe birth defects.
Colombia, Ecuador, El Salvador and Jamaica recommended to delay pregnancies until more was known about the mosquito-borne Zika virus.
This followed an outbreak in Brazil.
Brazil said the number of babies born with suspected microcephaly – or abnormally small heads – had reached nearly 4,000 since October.
Meanwhile, US health authorities have warned women to avoid travelling to more than 20 countries in the Americas and beyond, where Zika cases have been registered.
The link between microcephaly and Zika has not been confirmed – but a small number of babies who died had the virus in their brain and no other explanation for the surge in microcephaly has been suggested.
The virus is not contagious and normally has flu-like symptoms.
‘Incredibly naive’
In Colombia, Health Minister Alejandro Gaviria urged women to delay pregnancies for up to eight months.
“We are doing this because I believe it’s a good way to communicate the risk, to tell people that there could be serious consequences,” he was quoted as saying by Reuters.
Similar warnings were issued in Ecuador, El Salvador and Jamaica.
However, women’s rights campaigners criticised the recommendations, saying women in the region often had little choice about becoming pregnant.
“It’s incredibly naive for a government to ask women to postpone getting pregnant in a context such as Colombia, where more than 50% of pregnancies are unplanned and across the region where sexual violence is prevalent,” said Monica Roa, a member of Women’s Link Worldwide group.

Brazil is experiencing the largest known outbreak of Zika, with most cases in the north-east. Others have been detected in the south-east, an area which includes Rio de Janeiro and Sao Paulo.
There has been a sharp rise in the number of cases of Zika in several other Latin American countries.
In Colombia, more than 13,500 cases have been reported.
The US Centers for Disease Control and Prevention issued initial travel warnings to pregnant women last week, adding eight more places to the list on Friday. The warnings now extend to:

Kasukuwere Increases Number Of Chiefs-REPORT
Minister of Local Government Saviour Kasukuwere has reportedly launched a move to increase the number of chiefs countrywide. He is allegedly creating chieftainships according to a report by the VOA.
His ministry according to the report has already created several chieftainships in some provinces in a move that has been linked to the ruling party’s succession battles.
VOA – The main opposition Movement for Democratic Change charges that this is meant to purge its supporters ahead of the 2018 polls.
Traditional leaders are generally regarded as custodians of the country’s customary law and culture but in recent years they have been linked to national politics.
The Local Government Ministry, headed by Saviour Kasukuwere, who is also Zanu PF’s secretary of the commissariat, has reportedly been creating new chieftainships in most parts of the country.
Wilson Mugari of Nharira village in the Chikomba district, Mashonaland East province, claimed that two new chieftainships have been created on top of the five traditional posts.
“It’s quite surprising and alarming because the chieftainships are being increased. We do not know for what purpose, and for example, last week when we were at the funeral of our colleagues who died the chief of the area who was supposed to give a speech was not there and the guy who came and we know him as the subchief and we were surprised he was given the onus as the chief.
“ … and we hear that his chieftainship was celebrated recently meaning it’s one of these increases and it was not in his jurisdiction for him to come and officiate at that funeral, his name is Maromo and we hear they is another one called Kareya in the same and we don’t know what is going to happen next but chieftainships are being increased and we don’t even understand what’s happening.”
Mugari said celebrations to mark the official installation of the new traditional leaders, Chief Kareya and Chief Maromo, are set to be held next month, adding that villagers are now being asked to contribute towards the ceremonies.
VILLAGERS/MDC WORRIED
Another Chikomba resident, who only wanted to be identified as Kenneth Musarurwa, who lives in the Hokonya area, said he is also worried by this development.
“What I can tell you is that this is an issue that has been going on in this community and people are very surprised with such kind of moves but we do not what’s the reason because we are being told that there more chiefs here. What we know is that whenever we are going for elections, Zanu PF coerces people to vote for them but we don’t know what really happening here.”
Both Chief Maromo and Chief Kareya refused to discuss their new status referring questions to Kasukuwere.
Meanwhile, the main opposition Movement for Democratic Change led by former prime minister Morgan Tsvangirai says it fears that the creation of new chieftainships in most provinces countrywide was a well-calculated move by the ruling Zanu PF party to target its supporters ahead of the 2018 polls.
According to Piniel Denga, the opposition party’s chairperson for Mashonaland East province, people are now fearing that they will be victimized as voting will be conducted at ward level.
“Mostly if you look at it, they are people who are related to top Zanu PF officials, So we are seeing Zanu PF mobilizing people to vote for Zanu PF through village heads and chiefs in most rural communities so people are going to be forced through their village heads to vote for Zanu PF.”
Chiefs and headmen have been accused by the opposition of allegedly working with Zanu PF to manipulate the people’s will in previous elections although the ruling party says the polls were free, fair and credible.
ZANU PF FOLLOWERS ALSO SURPRISED
Musarurwa, who is also a Zanu PF supporter, said President Robert Mugabe’s succession battles are increasing within his party, adding that the move to create new chieftainships was mooted by a Zanu PF group loyal to First Lady Grace Mugabe calling itself Generation 40 in order to weaken a faction reportedly led by Vice President Emmerson Mnangagwa.
Musarurwa said mistrust is now the buzzword within the ruling party’s top hierarchy hence the move by G40 to seek to control of traditional leaders.
“They no-longer trust anybody including those current chiefs so what they are trying to do is to create other chieftainships so that they put new people whom they trust because those at the helm are no longer trustworthy or they are no longer loyal to them.”
Denga said this would further strain the country’s fiscus. “We are struggling as a government to pay civil … We are going to increase their allowances including new vehicles for them and if you look at village heads they are being paid more than $30 per village head and we have got hundreds and thousands of these village heads meaning that we are suffocating our budget and using that money paying people who are supposed to be in their communities surviving in their communities.”
Kasukuwere was not reachable for comment as he was not responding to calls on his mobile phone.
His personal assistant repeatedly said her boss was in meetings. But some officials in his ministry, who refused to speak on tape, told Studio 7 that the new chiefs were being introduced to cater for some settlements created countrywide following the land reform program.
My Wife Bewitches Me
A Harare court heard that a man beat his wife for allegedly practising witchcraft and possessing goblins.
Fiona Murisa yesterday appeared before magistrate Mrs Marehwanazvo Gofa saying her husband, Callisto Mujera, who is a police officer, accuses her of possessing goblins which are blocking his success.
Murisa, who was seeking a protection order, claimed that Mujera has barred her relatives from visiting their matrimonial home, accusing them of being witches out to hurt him.
“He is my husband ,but he assaults me saying that I am a witch,”.
“He also rebukes me calling me all types of derogatory names such that I had to leave our matrimonial house because I could no longer stand his abuse. I want him to be barred from coming to my house because he will assault me again,” Murisa said.
Her husband, Mujera denied the allegations and told the court that Murisa was the one abusing him.
“She is lying before the court and I wish the court to grant a reciprocal protection order because she also abuses me,” he said.
She tries to turn my children against me, by telling them bad things.
“She tells our children that I am a promiscuous man. I cannot be banned from going to her house as she has told the court because she is living at a college where I am doing my studies,” Mujera said.

Man Must Tell Police Before Sex
BBC | A man cleared of raping a woman has been ordered to give police 24 hours’ notice before he has sex.
The man, in his 40s, who cannot be named for legal reasons, was acquitted in 2015 at a retrial after claiming the alleged victim had consented.
An interim sexual risk order, initially imposed in December, has been extended for four months by magistrates in York.
It requires the man disclose any planned sexual activity to the police or face up to five years in prison.
The order – which was drawn up by magistrates in Northallerton, North Yorkshire, and extended in York – reads: “You must disclose the details of any female including her name, address and date of birth.
“You must do this at least 24 hours prior to any sexual activity taking place.”
It also contains restrictions on his use of the internet and mobile phone devices and requires him to inform officers of any change of address.
A further court hearing in May will decide whether the interim order should be made into a full order, which has a minimum duration of two years and can last indefinitely.
Sexual risk orders were introduced in England and Wales in March last year and can be applied to any individual who the police believe poses a risk of sexual harm, even if they have never been convicted of a crime.
They are civil orders imposed by magistrates at the request of police.
Mugabe Arrives Back Home After Death rumours, Rushed Out of Airport
In the background of rumours that he suffered a heart attack in Dubai, President Robert Mugabe jetted into the country in the late hours of Friday night alive and aided by his wife Grace.
Grace assisted the President during his entire walk-out after greeting officials at the runway, and the Mapositori sect were barred from entering the airport to view the President. A short (4)four minute video posted by the State Media showed only the greeting of officials and when he briefly conversed with Vice President Emmerson Mnangagwa.
Mugabe who turns 92′ in three weeks’ time, arrived at the Harare International Airport after 10pm with members of their family and support staff.
He was received by acting president Emmerson Munangagwa in the company of Foreign Affairs Minister Simbarashe Mumbengegwi, Minister of State for Harare Metropolitan Miriam Chikukwa, Public Affairs Minister Prisca Mufumira, Service Chiefs and other government officials.
The Zimbabwe College of Music Traditional Dance Group was present. The president however did not address the small crowd as is his usual trend is, but was immediately whisked out of the airport for home.
Mugabe Family Arrival Triggers Demolishing of Airport Road Homes
The Harare City Council has rushed to demolish houses at Dunstan farm near the Harare International Airport ahead of the return of the Mugabe family this afternoon from their one month long traditional vacation in Dubai.
The First Family reportedly blew expenses to the tune of close to $500,000 during their stay in a presidential suite which money is more than would have easily been paid to rehouse the Dunstan farm residents.
In November Robert Mugabe ordered the demolition of the settlement which he described as an “eyesore” that tarnishes the image of the country.
Home to over 2000 families Dunstan farm belongs to former Zanu PF Mashonaland East provincial Chairman Ray Kaukonde who Mugabe sacked from his party last year on allegations of plotting to assassinate him.
Kaukonde was fired together with the former Vice President Joice Mujuru and several other senior Zanu PF members on similar allegations.
Harare city council attempted to raze down the settlement in December but was asked to stop by the area’s local Member of Parliament, Shadreck Mashayamombe, who was appealing for more time to arrange for alternative housing for the victims.
Harare city council is urging that the area was reserved for on Civil Aviation Authority of Zimbabwe (CAAZ) property development.
TB Joshua Psychiatrist “Kicked Out” of UK job after Prescribing “Anointed Water”
An NHS psychiatrist who advised a female patient to get help from controversial Nigerian spiritist TB Joshua’s 24-hour church TV channel, has been kicked out of his job.
Dr Julius Awakame, 50, who advised a woman that she might be possessed by demonic ‘special forces,’ has reportedly fled the UK following disciplinary action on him after he recorded medical notes diagnosing the woman as having a history of ‘satanic ritual abuse’ and said her issues could not be addressed by regular treatment.
Instead he gave her the name of the television station run by Joshua’s Lagos church adding: ‘neither psychiatry not psychology would be able to help because there are special forces at play.’
The woman – known as Patient A – claimed Awakame also told her to get ‘nice holy water’ before ‘switching off’ during the consultation at a health centre in Harwich, Essex.
When community psychiatric nurse Martin Rowe later quizzed Awkame whether she she was possessed, the medic replied: ‘She may well be’ and claimed she had been thrown out of her local church due to her condition.
The doctor’s employment with the North Essex Partnership Foundation Trust was terminated the following month.
Today Awkame – who has since returned to his native Ghana – faced being struck off after he was found guilty in his absence at a medical tribunal of a number of misconduct charges.
The consultation took place on January 23 2014 when Awakame was treating the vulnerable woman as an outpatient.
The hearing, in Manchester, was told he was made aware she had a ‘Dissociative Identity’ – a personality disorder – and a ‘history of previous satanic ritual abuse’ before making a record of it in his notes.
But Awakame, formerly of Ipswich, then told Patient A she had been ‘initiated through satanic ritual’ and wrote down a website address for her to access.
He told her the TV station was ‘specifically targeted for people who experienced similar situations.’
And he said her problems ‘could only be addressed by the church’ before he wrote down the name and suggested she write a book about her experiences.
He also told Patient A he had watched the TV station and said there were ‘many people who had similar problems’ to her.
The patient further claimed Awakame told her to ask the church to send her some ‘nice holy water’ to help with her problems. She later spoke to Mr Rowe about the encounter and the nurse quizzed Awakame.
When the nurse told Awakame that Patient A thought she might be ‘possessed’ he replied: ‘She may well be.’
The doctor also said he ‘studied’ the TV station ‘for hours’ and said the woman’s church had recognised she was possessed and had thrown her out.
Speaking of her emotional state following the meeting, Patient A said: ‘I had pretty much switched off after hearing Dr Awakame tell me that no psychiatrist or psychologist could help me as throughout my childhood my parents had told me that no one would believe me and no one would help me’.
Awakame was reported to a consultant psychiatrist at the Trust by Mr Rowe the day after the consultation.
Following an investigation he was subsequently sacked and referred to the General Medical Council.
Awakame, who worked in various hospitals in the NHS from 1997 to 2014, will be disciplined next month by the Medical Practitioners Tribunal Service.
He is currently working as a lecturer in ‘health informatics’ in his home country where he graduated in medicine in 1993.

In an email to the panel he said he had left clinical medicine and added: ‘I consider all these proceedings flogging of a dead horse. But I understand the GMC has to go through the motions.’
He said he did not have the ‘time or resources’ to be involved in the proceedings.
David Kyle, chairman of the fitness to practise panel dismissed a claim that Awakame had asked Patient A to get ‘nice holy water.’
But he said: ‘The Tribunal explored the possibility of Patient A being biased as well as considering her overall reliability. In the event, the Tribunal did not consider there was any such bias.
‘Her oral evidence to the Tribunal was consistent with her written statement. Despite the lapse of time and her complex mental health problems, she was a reliable and credible witness who was doing her best to give an accurate account of events.
‘There is unchallenged evidence that at an early stage of the consultation Dr Awakame knew about the patient’s diagnosis and previous history.
‘Indeed, he made a record of the diagnosis in his note of the consultation. Dr Awakame does not discount having said something about anointed water when describing the church to Patient A, but he has no recollection of doing so.’ – Daily Mail/Agencies

No meeting of the parties mentioned in the story took place nor have the parties agreed on any engagement with People First let alone on the appointment of any person to represent them in such alleged engagement.

Ministers Fight Over Bonuses
Brawling post-congress Zanu PF bigwigs have opened another battlefront in their party’s seemingly unstoppable factional and succession wars, this time exchanging deadly barbs over the government’s unfulfilled bonus promises to restless civil servants.
At the same time, the continued inability by the broke State to pay its employees their promised 13th cheques for last year is raising fresh tensions, with disaffected public sector doctors, nurses and teachers threatening to embark on debilitating mass actions over the issue.
Well-placed Zanu PF sources told the Daily News yesterday that the thorny bonus issue had become a “poison-laced game of poker” in President Robert Mugabe’s ruling party, with many bigwigs taking positions over the matter that merely advanced their faction’s interests.
“The war has now moved to bonuses and it’s literally a free-for-all at the moment. The sad thing is that many of those diving in to throw punches are only interested in their factional interests and not the civil servants or the welfare of the country.
“The fact is that there are two irreconcilable issues at play here. The first is that the economy is in serious distress and the government is broke, which means that it cannot afford the bonuses.
“The second is that the president did promise civil servants their 13th cheques, which means that the money must be found somehow. So, something has to give — hence the current poison-laced game of poker among the various party factions over the issue,” an insider said.
Zanu PF spokesperson Simon Khaya Moyo deftly kicked the sensitive issue for touch when approached for comment yesterday, referring the Daily News to the government, which he said was best-placed to offer insights into the matter.
“We cannot comment on the matter, since the minister (Public Service minister Prisca Mupfumira) has already made statements on that,” Khaya Moyo said.
A forthright Mupfumira said on Tuesday that the issue of bonuses for civil servants was not a priority at the moment for the cash-strapped government, which is battling to raise funds to feed millions of citizens facing starvation.
She also said that she was not sure when the money for bonuses was going to be made available by the fiscus — although she reiterated the government’s commitment to fulfil Mugabe’s promise.
“It is a matter of priorities my son, people are starving out there and government has no money. So, the priority at the moment is to feed the people.
“I urge civil servants to be patient because like we said, we are committed to paying (them their bonuses) because the president said we must and now it’s a matter of when not if.
“We do not have a date yet because of the other things we are grappling with, but treasury is looking for the money and once it is there, they will be paid. We all need bonus, don’t we?” Mupfumira said.
To underscore the boiling factional war over the bonus issue, an outspoken Zanu PF activist aligned to embattled Vice President Emmerson Mnangagwa’s faction, Energy Mutodi, has savaged politburo member Jonathan Moyo over the matter.
He said contrary to recent suggestions by the Higher Education minister that 13th cheques should not be a right, the government should pay the outstanding bonuses as soon as possible.
“The statement by Higher Education minister Jonathan Moyo in which he said that bonus was not a right for government workers and that some civil servants did not deserve it because they are ‘drunkards and non-performers’ is unfortunate and should not have been said by a Zanu PF minister and a politburo member,” Mutodi posted on his Facebook page.
And twisting his factional knife in, he claimed that ever since Moyo had made the remarks, there had allegedly been disquiet among civil servants who felt let down by the government.
“The statement by the honourable minister has given a wrong impression that government has a callous unconcern (sic) for the civil servants who have for a long time endured economic hardships emanating from economic mismanagement and poor policies by government among other factors such as sanctions.
“The failure to pay bonuses is just one symptom of failure on the part of government and if professor Moyo was an alert and hardworking minister, he should have argued for the reversal of the destructive policies that continue to harm the economy such as the indigenisation policy that is scaring away investors,” Mutodi charged.
In the meantime, spokesperson for the Zimbabwe Hospital Doctors Association, Francis Rwodzi, told the Daily News yesterday that since the government was reneging on its bonus promises, it should brace for strikes in February.
“We embarked on a strike and after we were paid our December salaries we made a statement that we will not be able to render our services if our bonuses were not paid and we will down tools in February,” Rwodzi said.
At the same time, the decision by the government to order all teachers on leave to immediately return to work has angered teachers unions who say the directive is illegal and that they will challenge it in court.
According to a circular that has been delivered to all schools around the country, the Public Service Commission intends to visit schools to ensure that teachers comply with the order.
Zimta Chief executive officer Sifiso Ndlovu has said the directive is a violation of leave conditions for teachers, adding that his union will approach the courts to seek redress.
He also said that the circular had come at a time when teachers were worried about whether they would get their promised bonuses.

RioZim in Shareholder Approval for Zamco Deal
RioZim Limited shareholders on Thursday approved a proposal for the state’s bad loan special purpose vehicle to acquire some of its short-term debt of nearly $34 million and lower finance costs by half, creating fiscal space for the struggling resources group.
In the three years to June last year, RioZim paid $36,3 million in interest charges but only reduced its core debt from $58 million to $43,1 million. Interest rates charges on the debt have averaged over 21 percent but are set to come down to nine percent following the transaction with the Zimbabwe Asset Management Corporation (Zamco), a special purpose vehicle set up by government to purchase non-performing loans from banks and clean their balance sheets.
RioZim’s shareholders, who met at an extraordinary meeting in the capital on Thursday, allowed RioZim to convert 10 million of its unissued authorised ordinary shares into cumulative redeemable preference shares of $0,01 each.
“Shareholders also allowed us to convert 10 million of our unissued authorised ordinary shares into 10 million unissued authorised cumulative redeemable preference shares of US$0,01 (each to be issued to ZAMCO at a premium of $3,36721 per share on terms and conditions contained in the memorandum of agreement,” said RioZim chief executive Noah Matimba.
Zamco will acquire RioZim’s non-performing loans in exchange for preference shares for a five-year period.
The shares would have a coupon rate of nine percent per annum payable bi-annually.
In turn, ZAMCO will have one seat on RioZim’s board of directors as long as the preference shares remain unredeemed. However, the member will not have voting rights.
Matimba told journalists on the sidelines of the EGM that the latest development would see the resources company focusing on growth.
“We are pleased that our shareholders have supported us and our strategy going forward is to survive by reducing costs and operating efficiently,” he said adding that the diversified miner was also looking forward to “a much better bottom-line”.
Chief financial officer Bheki Nkomo added that the restructuring of the debt would complement the company’s turnaround strategy and help secure its future.
“The transaction will result in the company’s liquidity ratios and gearing improving significantly as the short-term debt had weakened our balance sheet,” he said.
For the six months to June 30, 2015, RioZim reported a net loss of $7 million, compared to a $7,5 million loss recorded over the same period in the prior year.

Are Zimbabwean ‘Minority’ Groups Under Threat in Zimbabwe?
The month of January 2016 has been, for Southern Africa, wretched in terms of people’s fundamental rights often inappropriately referred to as minority rights. A white woman called Penny Sparrow torched a racial veld fire in South Africa by implicitly calling black peoples monkeys. The deluge and flood of venomous attacks that followed her remarks were not only anticipated, but also inevitable in that we black Africans respond with rage, given our collective history with slavery, colonialism and racial and ethnic segregation, when racial slurs are tossed at us. No human being wants to be called names, whether justified or not. Modern – day lingua has been modified to be more palatable – that is why the general term ‘physically, emotionally, racially disadvantaged’ has been adopted to take the sting out of pungent labels like ‘disabled’, ‘albino’, ‘mentally retarded’ and ‘blind’.
Ironically, as South Africa licks its wounds from the fall out of Penny Sparrow’s outbursts, we still get pockets of citizens of that country who suffer from xenophobia-related withdrawal symptoms, but that is not the subject of my discussion this week. I am more concerned with how we Zimbabweans apply the so-called minority spectrum and the whole narrative around the issue. More so, I have grown up in a political environment where the inflammable subject of minority rights is usually associated with ‘being white’, ‘being Ndebele’, ‘being Tonga/Venda’, ‘being Moslem’ and so forth.
My tenure as Principal during Zimbabwe’s constitutional research process helped me understand better how so-called minorities view themselves. Zimbabweans did bend over backwards to register their disapproval of ‘minority status’ labels, especially when it came to languages, which was good, because language and skin colour have always been used as a springboard for human rights abuse. In the month that the Americans and the world remember the crucial Martin Luther King fight against racial segregation, we Zimbabweans also need to refocus on eliminating this ugly scourge from amongst us.
What is my point this week? Whenever the debate about development and political leadership is raised in Zimbabwe, two issues emerge. First, that Matabeleland’s state of underdevelopment and particularly the ‘de-industrialisation of Bulawayo’ is ascribed to that region being occupied by ‘minority’ Ndebeles. Closely linked with this point, number two, is that Ndebeles have either failed or are incapable of assuming national leadership positions. In order to avoid clutter in my arguments, let me deal with the subjects separately.
There are many ‘wars’ that have been fought in Africa on the basis of marginalisation. In Nigeria, the pre-dominantly Moslem north is said to be marginalised by southern Christians, more so to do with allocation of oil revenues. The Tutsi/Hutu conflict in Rwanda and Burundi was ascribed to the contest for minority recognition while in Zimbabwe, the Gukurahundi assumed an imagery of discrimination. Many would argue that the state plays a primary role in the allocation of resources, that is why in Zimbabwe it is difficult for the Matabeleland regions to ‘succeed’ because resource allocation is centralised in Harare. My party, the MDC has argued vehemently for devolution so that each area of the country is able to enjoy some “self -determination” in the determination of its development matrix and priorities and how to apply its control of its natural resources to that development matrix. However, the question which always nags me is what are the other dynamics which affect or impact on this question. What are the other factors or aspects which determine, for example, the so called de-industrialization of Bulawayo other than of its location in the geography of the country. What is the contribution to this of the psychology of occupation and the apologetic self hate which engenders collective despair and the competition not to rock the boat or what may be termed the compliance beauty contest?
It is true that both micro and macroeconomic policy can shape a development agenda of a region, but sometimes it boils down to the affected people themselves. There are a dozen other non-Ndebele regions underdeveloped in Zimbabwe, yet the focus remains on Bulawayo maybe purely for political reasons. During the era of Rhodesian governance, it was impossible to tell a development culture of a region using tribe as a prism of judgement. Why has this emerged after independence? Was the Rhodesia Front using a different resource allocation model from what the ruling ZANU PF party is using?
My answers are simple because perception often counts for everything and sooner or later becomes reality. What should we make of the perception in some circles and the belief in others that Gukurahundi was a first step towards ‘extermination’ which has been continued post its military phase by economic means both of which have been accompanied by large scale migration of human capital to South Africa and thereby reflecting the depth and magnitude of under development in the region? Those who use ideological toothpicks to further analyse the ‘minority paradox’ will add that most public institutions, including in just about every little corner of the region are ‘deliberately’ dominated by other groups other than those local to the region.
What compounds this problem answers my second point of national political leadership. There is no doubt in my mind that most or all political parties in Zimbabwe are of mixed ethnic complexion. We must have inherited this good character from the first nationalist structures! You will agree that even after the nationalists split in 1963, you still found all manner of linguistic and ethnic diversity in both ZAPU and ZANU (as it was then called ) even though less so in ZANU. However, the real gist of the matter lies post-independence. I am not going to argue whether or not Margaret Thatcher’s Conservative Party played a role in who was to become first Prime Minister of Zimbabwe, as is often argued in some circles, because that would be speculative. My point is this. Why was it that Joshua Nkomo, even during the Unity Government period, was never perceived as likely to be ever the national president of Zimbabwe?
Things may look simpler in modern-day political dispensation, because most if not all political parties have a semblance of ethnic and tribal leadership balance. Yet if you follow arguments advanced by writers and analysts in most formal and social network media, one gets the impression that people from specific ethnic groups are not considered as capable of assuming positions of national leadership. Reading in between the history of the split in the nationalist movement of the 1960s, Joshua Nkomo seemed to have been blamed for not being militant enough in dealing with Ian Smith. Again after independence, his party was either blamed for being too close to Communists, or harboring ‘regime change’ agendas. When the MDC split in 2005, we were blamed variously for ‘dividing the votes’, being ‘power hungry’ and being “tribalists” without due regard to any of the facts, not even the causative facts.
The land reform policies are also associated with ‘taking land from the minority whites and giving it to majority blacks’. Indigenisation policy is known as a means of ‘transferring wealth from the white-controlled companies to the poor black majority’. Whenever my colleague, David Coltart, comments on any issue of national significance, he is accused of ‘suffering from white Rhodesian colonial hangover’.
If our country is to go forward and assume its mantle in the world of the enlightened and developed, Zimbabweans must begin to accept that tribe, language and race play a minor role in human, political and economic advancement. We cannot allow ourselves to be caught up in the archaic Penny Sparrow state of mind. Our capability must be judged according to quantifiable deliverables, rather than which village we come from.

The human brain has a capacity that is ten times greater than first thought and can retain 4.7 billion books, scientists have discovered.
New research by US scientists shows the brain’s memory capacity is ten times greater than previous estimates. That means it’s in the petabyte range—which puts it close to World Wide Web territory.
The human brain is often compared to a computer. One aspect in particular that lends itself well to these sorts of comparisons is memory. When computer scientists talk about memory, they refer to RAM (random access memory) and hard drive storage. When referring to the human brain, neuroscientists speak of short term memory, which is like RAM, and long term memory, which is akin to a hard drive. Consequently, scientists find it helpful to analogize our brain’s storage capacity to a computer, which explains why they measure it in bits and bytes.
Unfortunately, there’s a lack of consensus on how much information our brains are capable of storing. Estimates vary from one terabyte to 100 terabytes to 2,500 terabytes (a terabyte being 1,000 gigabytes). But as a new study from the Salk Institute shows, these estimates appear to be an order of magnitude too low. By creating a computational reconstruction of a segment of a rat’s brain, a team led by the Salk Institute’s Terry Sejnowski has shown that the human brain’s memory capacity is actually in the petabyte range. The details of their work can now be found the science journal eLife.
“This is a real bombshell in the field of neuroscience,” said Sejnowski in a press release. “We discovered the key to unlocking the design principle for how hippocampal neurons function with low energy but high computation power. Our new measurements of the brain’s memory capacity increase conservative estimates by a factor of 10 to at least a petabyte, in the same ballpark as the World Wide Web.”
To be fair, it’s in the same general area as the Web, but it’s not quite in the same ballpark as the Web. The Salk researchers appear to be overstating it a bit. If we consider the Big Four—Google, Amazon, Microsoft, and Facebook—their servers alone store at least 1,200 petabytes between them. That excludes the rest of the Web, including storage providers like Dropbox, Barracuda, and SugarSync.
But one petabyte is still a massive amount of data. Expressed numerically, it’s 250 bytes. A good analogy is the total amount of data amassed at the US Library of Congress, which is about 235 terabytes. One petabyte is about four times that. Put yet another way, one petabyte is enough to store the DNA of the entire population of the United States twice over. So our brains may not have the equivalent storage capacity of the entire Web, but it’s still a huge data reservoir.
The team created a computational 3D reconstruction of rat hippocampal tissue (the memory center of the brain), which revealed something quite unexpected. Certain neurons appeared to be sending duplicate messages to receiving neurons. Intrigued, the researchers decided to measure and compare the sizes of two similar synapses, which they hoped would refine their understanding of synaptic size. This contrasts to how neuroscientists typically refer to the sizes of neurons in terms of small, medium, and large. That’s problematic, given that the memory capacity of neurons depends upon the size of synapses.
The researchers discovered that synapses of all sizes vary in increments as small as eight percent. So there could be as many as 26 categories of sizes of synapses. This “synaptic plasticity” means there are 10 times more discrete sizes of synapses than previously thought. In computational terms, that equates to about 4.7 bits of information. Prior to this study, neuroscientists thought that the brain was capable of just one to two bits for short and long memory storage in the hippocampus.
“This is roughly an order of magnitude of precision more than anyone has ever imagined,” said Sejnowski.
This discovery also helps to explain the brain’s surprising efficiency, which could eventually lead to ultraprecise, super-efficient, computers, including those that utilize deep learning and artificial nets. So in the same way that computers are helping us to understand the human brain, these sorts of neural insights are helping us build more efficient and powerful computers.

Zimbabwe gets $200mil for Maize, But Will Rely On Foreign Imports till 2020
Zimbabwe has secured a 200 million U.S. dollars line of credit to import maize and avert food shortages due to a drought this year, central bank governor John Mangudya said Thursday.
He said the country had enough maize stocks to last for the next eight months with imports through the loan facility expected to start in September.
“We have secured a line of credit of about 200 million dollars to pay for the maize from September thereabout going forward but still we need more,” the governor said.
The development comes as it was forecasted Zimbabwe is to continue importing maize till the year 2020. A London based group, BMI Research said there was no way the country—once the regional breadbasket —would be able to produce enough maize to feed its population in the short to medium term.
“We expect Zimbabwe to remain a net corn (maize) importer over the longer term. Over the next five years, we expect production of the grain to demonstrate moderate growth, although production will remain well below the totals seen in the early 2000s,” BMI Research said.
“We have revised downwards our 2014/15 Zimbabwean corn production forecast from 1,4 million tonnes to 742,500 tonnes. Fertiliser application rates were lower than normal as farmers were largely unable to acquire fertiliser due to delayed subsidies from the Zimbabwean government. Heavy rainfall early in the planting season also led to leaching of nutrients in various areas.
“Meanwhile, hot and dry conditions during the critical pollination phase from last January onwards further reduced yields. Over the coming years, we forecast production to increase marginally due to better yields, but production will remain well below levels seen in previous decades due to financial concerns in the farm sector,” the report said.
The BMI Research forecast covers a five-year period to 2020. It predicated that by the 2018/19 cropping season, Zimbabwe’s maize production would have grown by 43,3 percent on the 2014/15 level to 1,06 million tonnes.
“We project relatively strong growth over the long term, but the country will remain a net importer, as most of this growth is due to base effects,” said the forecast.

Meanwhile the governor did not specify the quantity of maize to be imported and from where, agriculture minister Joseph Made recently said the country will need to import up to 700,000 tonnes of the staple maize to avert hunger as the El Nino weather pattern brings poor rains and affects crops in the country.
Zimbabwe has been importing grain over the past few years to cover for shortfalls due to poor weather conditions.
However, a devastating drought this year has pushed up grain import requirements for the country which is battling a serious liquidity crunch.
According to the Zimbabwe Vulnerability Assessment Committee, an estimated 1.5 million rural Zimbabweans will face food shortages in the first three months of this year.

MUJURU SECRET VIDEO: Jaboon Slams Hungwe, Vows to Take Footage to Grace Mugabe

Jaboon who is also the MP for Bikita South is defying frantic efforts by former Masvingo province governor Josaya Dunira Hungwe to block him from taking the video clip secretly filmed by unnamed agents.
Hungwe threatened Jaboon in an explosive meeting held in Masvingo last week but the Zanu PF Masvingo province boss said he would take the video clip to Mugabe to expose the culprits.
This development comes in the wake of incessant factional wars in the ruling party with Zanu PF bigwigs positioning themselves for influential posts. The main tussle is between the G40 camp and the Vice President Emmerson Mnangagwa team.
“I am the Political Commissar here in Masvingo and Hungwe does not have the mandate to stop me from taking the video to President Mugabe.
“It is high time we expose people with double standards. Let me reiterate that I have a video footage showing senior party officials at a meeting addressed by Mujuru so we need to deal with all the culprits in the party.
“These people are sellouts and why does Hungwe want to protect the culprits? I will certainly take the video clip to the president.
“I will make sure that the president sees the video footage and no one will stop me from doing so . In essence these people are spies so if they are tired of Zanu PF let them leave and join Mujuru,” said Jaboon.
Jaboon mocked Mujuru’s party saying it comprised people who were expelled.
According to party sources Hungwe is determined to block Jaboon from taking the video clip to Mugabe fearing the move will trigger further chaos in the party.
“Hungwe fears the move to take the Mujuru footage to the president would further tear the party asunder. That is why he is eager to block Jaboon from taking the video clip to the president,” said a party insider.
While Zanu PF bigwigs are fighting endless intra-party battles, they seem not to pay attention to the food situation in the province of Masvingo, one of the worst areas ravaged by drought.
Uebert Angel Disowned in latest Forbes Magazine Humiliation

Reports on controversial necromancer Uebert Angel previously attributed to the famous US magazine, Forbes have opened a can of worms amid shocking revelations the original press-article published in the Daily News on the preacher’s networth, was doctored with falsehoods.
The story which claimed Angel is rich to the extent that he owns Great Hampton Limited in Birmingham, UK, is not true.
The piece narrated its claims that Angel (real surname Mudzanire, changed after he was exposed for academic fraud) ” purchased Great Hampton Limited in Britain, a company with 30 000 square feet of choice real estate as its chief asset.” It went on to say the structure, “which is close to the Birmingham University School of Law, is … valued at around $2 million…”.
But ZimEye.com descended on Birmingham to investigate these claims and discovered Angel does not and has never at any time owned Great Hampton Limited. The real proprietor, Mick Knowles revealed to ZimEye.com Angel only at one time approached for information to purchase the property but was too broke to proceed.
He asked to buy but on the day he was meant to sign the contract said “he did not have the money,” he said. He revealed Angel even failed to simply pay a £10,000 deposit required for lawyers to proceed with a consideration.
“Angel was both speechless and penniless,” he said.
The Daily News report led to a ‘flood’ of human worship around the preacher with many church members releasing their money in offerings known as seeds saying this will cause his so called “prosperity anointing to be bestowed upon us.”
It turned out also that Angel has been corruptly obtaining birthday and congratulatory messages from US celebrities to try to bolster his image as a famous much sought after personality. Investigations showed that special congratulatory messages were simply paid for. With a cellphone app, congratulatory messages from US actors and musicians can be obtained for as little as $25, with the most expensive one billing at just $300.
Meanwhile the Forbes magazine’s contributor Uebert Angel’s followers before claimed authored the May 2014 article, has denied ever writing the article. Mr Mfonobong Nsehe who is also a former ZimEye.com columnist, said he has no association whatsoever with the piece which was republished in the local Daily News.
Upon a search the magazine’s database demonstrated to be devoid of the article.

Houses along Airport Road have been demolished following a notice given to residents late last year.
The residential area was declared illegal as houses were built on Civil Aviation Authority of Zimbabwe (CAAZ) property.
The Harare City Council has embarked on an exercise to demolish all illegal structures across the city with the latest demolition being of illegal settlers along Airport Road.
The settlement along Airport Road has been declared illegal as the land is reserved for the expansion of Harare International Airport. The settlers were notified by the city fathers of the intention.
Settlers in the area complained on the decision by the local authority citing non-communication while also alleging that their funds have been abused by land barons.
Harare has seen the emergence of illegal settlers since the adoption of the multi-currency system with land barons being accused of duping desperate home seekers of the hard earned cash.State Media
Prophet Rapes Grade 5 Girlchild
A SELF-STYLED prophet from Silobela operating in Filabusi allegedly raped a Grade 5 pupil who had been brought to him for prayers because she was sleep-walking and having nightmares.
This came to light yesterday when Nyasha Hadebe, 28, was arraigned before Gwanda magistrate, Sheila Nazombe, facing two counts of rape. Hadebe was not asked to plead and was remanded in custody to January 26.
Prosecutor, Takunda Mafudze, said sometime in November 2015, the minor was sent to Hadebe’s home for treatment as she was sleep-walking and having nightmares. During the same month, Hadebe woke up at night and went to the girl’s room which was adjacent to his bedroom hut.
He let himself in and raped her. Hadebe raped her again on Christmas Day. On that day, the girl went to sleep alone as usual and locked the door from inside. At about 11PM, Hadebe allegedly woke up from his bedroom, leaving his wife asleep and broke into the hut in which the minor was sleeping.
The girl did not see him entering the room as she was fast asleep. He raped her again and warned her against telling anyone about the abuse.
The matter came to light when the girl returned to her parents’ home on the following day and told her aunt.
The aunt and some elders reported the matter to the police and Hadebe was arrested.
The girl was referred to Filabusi District Hospital and it was confirmed that she had been raped.-State Media
Illegal for Police to Seize Driver’s Licences
It is illegal for police officers to confiscate driver’s licences from motorists and those whose documents are seized must report to their nearest police station.
Police chief spokesperson Senior Assistant Commissioner Charity Charamba said this in the wake of a surge in complaints by motorists who claim to have lost their driver’s licences in this way.
Police officers manning roadblocks usually ask for driver’s licences before inspecting the vehicle.
They will not release the driver’s licence until the motorist pays a spot fine when an offence is discovered.
“Police officers should not confiscate driver’s licences and those who have their licences taken should report to the officers-in-charge at police stations, officer commanding district, and province or at our head office,” said Snr Asst Comm Charamba.
“The driver’s licence is owned by that person. One should only pay a spot fine. An amount of $20 is allowed to be paid to the police officers.”
Snr Asst Comm Charamba said motorists were also encouraged to call police complaints number (04) 703 631 to register their concerns.
Motorists are worried that most police officers at roadblocks operate without identification, making it difficult to locate them in pursuant of their confiscated driver’s licences.
Snr Asst Comm Charamba said efforts were being made to ensure that police officers possessed the identification documents.
“People should note the place of the roadblock and time of occurrence and if they provide us with that information, we always know who would be responsible,” she said.
“Police are under-funded. As a result, not all of the officers have identification cards, but the ideal situation is that they should have one. The programme is being rolled out in all places for all police officers to have identification.”
“We would like to urge all those drivers who lost their licences to come and report at the national police general headquarters and our regional offices.”
Some motorists complained that they lost valuable time and money trying to locate the officers who would have taken their licences.
Harare lawyer Mr Jonathan Samkange said there was no basis for police officers to confiscate driver’s licences.
“Police officers have no basis for confiscating licences since there are two procedures followed when one commits an offence,” said Mr Samkange.
“They should issue a notice for one to appear in court or the offender provides their particulars. There are various offences like reckless driving, negligent driving, that warrant a notice for one to appear in court, while other offences require one to report at the police station, like proceeding through a red robot.”
Mr Samkange added: “My licence is my property and it is unlawful for anyone to take it. It is unconstitutional and the new Constitution prohibits any person from punishing anyone except the courts.”
Mr Samkange said by taking one’s driver’s licence, a police officer would be contravening the motorist’s freedom of movement.
Another lawyer Mr James Makiya said: “If a person is arrested for not having a driver’s licence, they should be given time to produce it within seven days.
“Police officers do not have the powers to impound the vehicle and the same applies for driver’s licences. They should target faults and issue tickets which are supposed to be paid within seven days.”-Stte Media
Boy Jumps Off Moving Truck, Dies Instantly
A 6 year old Bulilima boy jumped off a moving pickup truck and died on the spot after the vehicle failed to stop at his dropping off point.
Nkosiyazi Sibanda, a Grade 1 pupil at Khame Primary School, was on his way from school when the incident occurred on Tuesday afternoon. Khame area councillor, Tamilika Ndlovu, said Nkosiyazi, who was in the company of his schoolmates, was offered a lift by a community member.
“The boy was in the company of his peers and they were coming from school around 2PM. They passed through Khame Business Centre where one of the villagers had parked his car.
“They requested for a ride to their respective homes and he agreed. The boy was supposed to be the first to disembark but the driver did not stop. When he realised that he had missed his bus stop he jumped off the vehicle,’’ said Ndlovu.
He said the driver continued on his way and only stopped a few metres away after other children notified him about the incident. Ndlovu said when the driver returned to check on the boy, he was already dead. He said the boy’s head crashed on the road.
Nkosiyazi’s grandmother, Midah Sibanda, said she received news of her grandson’s death while she was waiting for him to return home from school. The boy’s parents work in South Africa, but they have since returned home for his burial.
She said she found Nkosiyazi dead, about 300 metres from their homestead. “My grandson was living under my custody as his parents stay in South Africa where they work. He left in the morning for school and I expected him to return in the afternoon like he always did.
‘’When my neighbours called me to the scene, my grandchild had already died. His head was severely injured and there was a lot of blood on the ground. I assumed that he panicked when he saw the vehicle passing his bus stop which explains why he jumped,’’ said Sibanda.
“As a family we only heard that Nkosiyazi had jumped out of a moving vehicle that was being driven by a local person. In as much as we would have loved things to happen in a different way, we just have to accept that accidents happen.
“It pains us though that we have lost a young life in the family. Children are gullible and adventurous and there is a need for anyone who handles them to be extra careful”.State Media
Commotion As Snake Rolls Out Of Masvingo CBD Shop
By Terrence Mawawa, Masvingo|There was mayhem in the sleepy ancient city of Masvingo early this afternoon when a one metre long black mamba rolled out of a shop in the Central Business District(CBD).
There was a rare afternoon traffic jam as scores of people rushed to the Power Sales city centre branch to get a glimpse of the reptile.
A customer alerted staff members when the snake rolled out of the clothes in the shop. Within a few minutes there was congestion as scores of people thronged the shop to view the dreaded reptile, ZimEye.com can reveal.
“It was around 1 pm when one of our customers screamed after seeing the snake rolling out of the clothes. She was nearly bitten since she was very close to the snake .The snake was killed but we wonder where it came from. There are many theories coming up but we suspect it was looking for a comfortable place to hide,”said the shop attendant.
Eyewitnesses attributed the presence of the snake to witchcraft and black magic.
“This is bad omen and I am sure it is associated with witchcraft.How can a snake come out of a shop ?The workers have to be alert ,” an eyewitness told ZimEye.com
Staff members alerted the police and the Parks and Wildlife department but by the time the department workers arrived the snake was already dead. No one was charged for killing it.
Govt Shoots Teachers: “Leave Days Now Scrapped, School Holidays Are Enough”
Sukoluhle Sibanda|The government has with immediate effect called back to duty all teachers currently on leave and terminated contracts for all relief teachers.
The Education Ministry sent a circular to all schools instructing all the teachers on leave to immediately report back for duty or remain on unpaid leave. No explanation to the recall was made by government.
In his 2016 budget presentation, Finance Minister Patrick Chinamasa said that there was no need for government to pay teachers while they are on school holidays and further allow them leave as the school holidays were already enough leave for the teachers. The Minister took swipe at government paying relief teachers while the teacher was on vacation or study leave.
“The Public Service Commission will be reviewing the provision of vacation leave in the education sector, and manpower development leave service-wide. Existing policy provisions entail Government assuming additional employment cost obligations that arise, for instance, from the engagement of replacement teachers in the case of a serving teacher going on vacation leave,” he said.
Chinamasa calculated the gross savings on government expenditure under this arrangement at $4.8 million per month.
“Accordingly, we envisage to generate savings on the wage bill of around US$4.8 million per
month,” read his budget speech.
The move calling on the teachers on leave to immediately return for duty is in line with the finance minister’s budget proposals.
Meanwhile, Zimbabwe Teachers Association ZIMTA has since warned that the teachers will be resisting this move by government and are preparing papers to take the case to court.
Several teacher organisations in the country are reportedly busy drafting strategies for a massive nationwide mass action against government over several grievances that teachers have against government most of which border around their working conditions and remuneration.
Chiyangwa Orders for the Arrest Of Southlea Park Residents
Zanu PF central committee member and President Robert Mugabe nephew Phillip Chiyangwa has reportedly ordered the arrest of the Southlea Park Home Owners Association leadership who are challenging his $42 million compensation for the government owned farm home to 8000 people.
On Wednesday the Harare Central Police Station’s Law and Order Section arrested two leaders of the residents’ association Nathan Nyambuya and Clifford Kaseke ” on Chiyangwa’s orders”.
The police detained the two after telling them that Chiyangwa was accusing them of trespassing and influencing residents to stop paying compensation for their stay at “his” land.
Clifford Kaseke the deputy Southlea Park Home Owners Association President said they were detained by the police the whole of Wednesday.
“The police told us that we were facing three charges, that is, trespassing, blocking residents from compensating Chiyangwa and selling stands,” he said.
“For selling stands we asked them to show us the evidence which they said Chiyangwa had and on trespassing we did show them our home addresses which indicated that we are home owners and we indeed stay in Southlea Park and it is the third allegation of blocking residents from paying compensation which we admitted and showed them the High court application we filed last week in which we are not resisting to pay but seeking clarity on the farm ownership, and it was after we had produced the High court application when the police released us and told us that they were going to call us when they have finished their investigations”.
Southlea Park residents last week filed an application with the High court challenging Chiyangwa’s compensation demands.
The court gave Chiyangwa (10) ten days to respond before setting a hearing date.
It was after Chiyangwa was served with the summons at the weekend that he plotted for the arrest of the residents.
At the beginning of the year Chiyangwa ordered the police to block the same residents from meeting where they wanted to deliberate on the eviction threats he issued in December.
No Salary for 27 Months, Hwange Colliery Workers Pushed to the Edge
HWANGE Colliery Company Limited’s (HCCL) employees have not been paid their salaries for over 27 months to date.
The workers have since approached the High Court in Bulawayo seeking to have the company placed under judicial management to save it from lawsuits.
Last month, some of the miner’s equipment was sold off to settle outstanding debts and a $20,6 million slotted into consideration. ZimEye.com can reveal the employees’ leadership have since lodged their application with the High Court in Bulawayo in a bid to block further litigations and attachments.

We advise that as workers of Hwange Colliery Company Limited we have not been paid regular salaries for the past 27 months. As at 30 November 2015, we were owed over US$ 46.10 million in unpaid wages / salaries, since 2014 and partly 2012 [4 months ring fenced]. We are concerned that the company seems to be progressively sliding towards bankruptcy and its going concern capability is under serious threat. The likelihood of the company’s recovery seems to be elusive given the trends that are evident to us.
We have as workers watched a development where those entrusted with the leadership and management role of the company consistently make decisions which are prejudicial to the company. We have over time become aware of decisions which in our view are calculated to siphon money out of the company to the detriment of the workers’ and other stakeholders’ interests.
It has been our observation as workers that the company is being made weak deliberately through negligent decisions emanating from the top leadership of the company. We wrote to the managing director on the 29th July 2015 as representatives requesting for answers to a number of issues which were are of concern to us on the [seeking for his assurance as to the] survival of the company. We also pointed out to him about certain contracts that we saw as not serving the interests of the company. The managing director has not responded to our letter up to date. The issues we raised have still not been responded to, or addressed.
Our concerns, as workers, have also been raised and discussed with the responsible Minister of Mines and Mining Development, Hon. Walter Chidakwa.
The published half year end results, for 2015, reflect a dire situation. The registered loss of about US$ 20 million, compared to US$ 7.6 million in 2014 reflects a worrying trend. The 12 months trading results of December 2015 will also be devastating.
The company’s balance sheet is laden with high debts. To sum it, the company is technically insolvent. This is reflected as stated below by the financial performance of the company as reported in its published results.

Salary Arrears
The managing director promised to pay us regular salaries three months after the commissioning of the production new equipment, in July 2015. This has not materialised. We have however noticed a rapid drop in own mining output, with September, October, November and December 2015 witnessing the worst mining output in the history of the company. This is very poor performance, despite the fact that the Government has assisted the Company to recapitalise its operations to the tune of USD31 million in equipment and machinery. This equipment was commissioned in July 2015. The Government went further and allocated the Colliery three mining Concessions, i.e. Western Areas and Lubimbi East and West. Furthermore, Hwange Colliery was assisted with working capital to the tune of USD 4 million between September and October 2015. We cannot continue to rely on Contractor production [Mota Engil], whose machinery is far smaller than ours.
It is therefore apparent that the current Board and Management are incompetent to cause the Company to turn around and be profitable. The analysis of the production figures for the Opencast mining area, which benefitted from the newly acquired equipment and machinery, are as follows, for the months of June 2015 to 22 November 2015:

The workers do not wish to engage in any form of collective job action against the company. This is because we realise that the company has been made weak by actions of a few individuals who are at its management and top leadership. The workers do not want to make the company any weaker through any collective job action or legal action against it. The workers would like the board members and the former chairman to be held personally liable for the current status of the company. We realise that the chairman was asked to leave the company. We view him as part of the board that has been responsible for the affairs of the company. To us as workers, the Board is inclusive of and comprises the non-executive appointees and the managing director.
We mention below board decisions and actions that show us that the board has been responsible for the company’s demise for which they should be held responsible in their personal capacities.
1. Palehouse Contract:
The board decided not to properly close the contract in 2012, in which the company would have bought a screening plant that was lease to the company at a price of $ 500 000. The matter was taken to court after Palehouse made a claim of $7 million against the company. The matter was settled out of court and the company was committed to buy the screen for $ 5 million. Is this not negligence by board members? The company has been obligated to this disproportionately high amount, resulting from the board’s decision, when the machine could have been bought at a price of $ 500 000, compared to the eventual amount of $ 5 million which was settled through arbitration. There is obvious lack of transparency in the transaction. How does a board chaired by a lawyer fail to make a correct decision which within a year translates to a liability that is ten times what it should have cost the company to buy?
2. Colbro Contract:
The Colbro transport has been retained to move coal at the expense of attending to the repairs of the Conveyor Belt that transports coal to the Hwange Power Station [ZPC], or servicing the company’s 30 ton Volvo trucks. The coal hauled by Colbro is not being weighed as part of controls of the company. Samples of moved coal moved should be weighed daily on a random basis to ensure that the company is properly charged for coal hauled. As workers we are aware of this omission and we believe this is deliberate omission by management. This reflects that senior management is conflicted with management serving external interests at the expense of their employer.
3. New Opencast Equipment:
The “new’ Opencast operations machinery and equipment bought, particularly from India [referred to as BEML], has been grossly underperforming, due to frequent breakdowns. This is clearly reflecting poor due diligence on the part of the board and executive management. Workers believe that this equipment was bought as second hand [used equipment]. We therefore cannot rule out fraud and corruption in the acquisition of the BEML machinery. One Section Engineer was almost fired for remarking that the equipment was second hand. Despite the workers’ recommendations that this equipment should be returned to the suppliers, the board and executive management have not taken action to do so.
Obama Gives Food Aid To Starving Wild Fruits Eating Zimbabweans
The US through the United States Agency for International Development (USAID) has provided an additional $5 million for Zimbabwe towards the eradication of hunger bringing the funding for humanitarian assistance the Barrack Obama administration has extended to Harare to $32.5 million since June last year.
The contribution which is being channelled through the United Nations World Food Programme (WFP) for humanitarian assistance to Zimbabwe comes after United States Agency for International Development (USAID) Director of Southern African Affairs, Bradley Bessire’s week long state visit where he assessed the current lean season and El Niño’s impact on food security in Zimbabwe.
USAID, Zimbabwe Mission Director Stephanie Funk said the additional $5 million contribution will support WFP’s Productive Asset Creation activity starting in May 2016 and will provide food rations or cash transfers to benefit over 80,000 individuals in eight districts across Zimbabwe over a period of six months.
“USAID is proud to support the World Food Programme to help vulnerable Zimbabweans cope through this difficult drought,” he said.
“This program addresses immediate food security needs while gradually helping vulnerable communities build resilience to climatic shocks and eliminating the need for food assistance in the long-term”.
He said the assistance will also see beneficiaries participating in the creation or rehabilitation of community assets, including irrigation systems and dams, to improve infrastructure and livelihoods for the future.
According to the Zimbabwe Vulnerability Assessment Committee, an estimated 1.5 million rural Zimbabweans will be food insecure in the first three months of this year.
This figure is likely to increase if El Niño, as predicted, causes continued drought and a poor April to June 2016 harvest.
The USAID assistance comes after there are reports of people in Masvingo, Chipinge and Matebeleland are said to be surviving on wild fruits.
Seriously Ill Mahofa Ordered by Mzembi to Apologise To Grace Mugabe before Its Too Late
By Terrence Mawawa Masvingo|Minister of Tourism and Hospitality Management Walter Mzembi has accused Masvingo State Minister Shuvai Ben Mahofa of spearheading factionalism adding she must apologise to First Lady Grace Mugabe.
Mzembi blasted the embattled bedridden state minister saying she was behind all the attacks and plots against Mrs Mugabe in the province. Mahofa (who is seriously ill following a food poisoning incident last month) is yet to officially report for duty at Benjamin Burombo Building.
She is in the vortex of a storm after declaring Grace Mugabe was too junior to replace her husband Robert, and stands accused of distributing land to members of her faction while blocking perceived rivals.
Ironically last year Mahofa blocked Mzembi from grabbing a poultry project, causing animosity between the two Zanu PF heavyweights.
“Mahofa is causing factionalism in Masvingo province and remember even the First Lady used to adore her but she has changed her mind,” said Mzembi.
He continued, “People used to view Mahofa as a saint but now everyone sees her glaring shortcomings. She is fanning factionalism and there is a political godfather she seeks to please. She distributes lands on factional basis- which is very unfortunate. Just one year in the office everyone now sees her true colours .The only honourable thing is for her to apologise(to Grace) for her actions before it is too late.”
Mzembi said Mahofa would not last another year in the office because of gross incompetency.
However investigations by ZimEye.com revealed that Mzembi’s utterances have all but confirmed Grace’s manoeuvre to kick out the embattled Mahofa out of office.
ZimEye.com also revealed that Mahofa was under probe after Mrs Mugabe personally ordered the CIO to compile a daming report against the state minister.
Mzembi said he did not belong to any political faction in the province charging he was loyal only to Mugabe.
The man is however reportedly linked to the G40 faction keen to catapult Mrs Mugabe to the presidency.

A Cold War is brewing in ZANU PF with the latest developments pointing towards an inevitable implosion if stop gap measures are not implemented to calm down the situation and allow soberness and objectivity to be revived in the once glamorous revolutionary party.
According to sources, the G40 faction, whose pillar of strength Vice President Phelekezela Mphoko is currently holidaying in the Far East together with the First Family has set the stage for a final push in eradicating its rival Lacoste faction by drafting a list of individuals it wants dismissed from their influential government posts with immediate effect.
The looming cabinet and security sector shake up will result in most if not all individuals either linked to former Vice President Joice Mujuru or the troubled Vice President Emmerson Mnangagwa being shown the exit door from their lucrative appointments.
However, what is extra-ordinary with the impending G40-led clean up exercise is that even Vice President Emmerson Mnangagwa himself will not be spared.
According to sources, the G40 wants to deal with the feared VP once and for all together with his close friend and ally Dr Constantine Chiwenga who is currently serving as Commander of the Zimbabwe Defence Forces.
Chiwenga is expected to be replaced by another highly decorated security Chief Air Marshall Perence Shiri who has been his rival for the military top post for quite some time.
The police has not also been spared as its head Commissioner General Augustine Chihuri well known during wartime as Cde Chocha will be sacked and replaced by one of his deputies DCG Matibili.
Chihuri will go alongside Godwin Matanga who has been accused of being a Mnangagwa ally. In the CIO, one Mudahondo will fall and will be replaced by Colonel Kembo.
CIO boss Bonyongwe, DDG Nhepera and DIA Basopo will also be dismissed according to the G40 proposal and be replaced by loyalists.
The reports indicate that one Andrew Muzonzini will take over from Bonyongwe. There will also be gnashing of teeth in the President’s Office as long serving Chief Secretary Dr Misheck Sibanda will be purged and be replaced by his deputy Colonel Katsande according to the drafted reshuffle.
Ray Ndukula will also go and will be replaced by one Farai Matamangira while Justin Mpamhanga who is Deputy Chief Secretary will also meet his waterloo according to the proposed changes.
In cabinet, sweeping changes will see Vice President Emmerson Mnangagwa being replaced by Senate President Edna Madzongwe while Home Affairs Minister Ignatius Chombo will be fired and be replaced by Shadreck Chipanga.
The G40 fears Chombo can be a spoiler to its plans due to his closeness to President Mugabe and the whole royal Gushungo clan.
Jorum Gumbo who is Minister of Transport will also be removed together with his predecessor Obert Mpofu who is set to be replaced by Psychology Maziwisa as Minister of Economic Planning.
Kizito Chivamba will take over from Jason Machaya who will be shown the door for allegations of being a
Mnangagwist a few months after he was spared the chop on allegations of being a Joice Mujuru ally.
In Mashonaland Central Province, fraud-accused Resident Minister Martin Dinha will be fired and Dickson Mafios will come in his place.
In Manicaland, Oppah Muchinguri will be axed from cabinet and be replaced by little known Anna Ndlovu while hard working Finance Minister Patrick Chinamasa will be dismissed and be replaced by Zimbabwe Investment Authority boss and former banker Nigel Chanakira.
Energy Minister Samuel Undenge will also be fired alongside War Veterans Minister Christopher Mutsvangwa who is being accused of mobilizing war veterans to go against the G40 cabal.
Agriculture Minister Joseph Made whom grain millers have threatened with court action for failure to process maize import permits, has also been targeted and according to the G40 plans he will be fired and be replaced by foul-mouthed Paddy Zhanda who once said President Mugabe was too old to rule.
The proposed G-40 masterminded changes have coincided with a mysterious break-in into Vice President Mnangagwa’s office, a development that may show that those who broke into the office were keen to find any piece of evidence that they could use to nail the Midlands godfather.
Sources have also claimed that the VP and his ally Constantine Chiwenga are being accused of holding private meetings in the absence of their assigned bodyguards especially soon after Mnangagwa’s inauguration in December 2014.
The break-in could have therefore been set up to try and extract any evidence that may prove any evil plans by the two war veterans that could make it easy to sake them.
Mnangagwa, a more than three time elections campaign manager for President Mugabe notably during the hotly contested 2008 runoff and the 2013 plebiscite has been the President’s most trusted body guard from during the liberation war and his blue-eyed boy favored to take over from him whenever he retires.
However, the emergence of the Generation 40 faction, that draws its strength from its closeness to First Lady Grace Mugabe has made Mnangagwa vulnerable and prone to attacks by an organized team of young turks that are using any means possible to wrestle power from the old guard.
The G40 strategy is to isolate President Mugabe from his trusted comrades after which he will be left exposed and too weak to remain in power.
It is also in their plans that should they succeed to persuade the President to willfully relinquish power before the end of his current term, Vice President Phelekezela Mphoko should take over to finish his term as President while Saviour Kasukuwere warms up to take over as President in 2018.
It is not yet established who Kasukuwere will then name as his deputy although it doesn’t need a rocket scientist to tell that American schooled and alleged CIA agent Professor Jonathan Moyo will be one of the deputies.
Should the G40 succeed in influencing President Mugabe to implement the purges that it has proposed, it would have successfully managed to destroy ZANU PF from within as earlier on noticed by former ZANU PF spokesperson Rugare Gumbo.
Media reports in the recent weeks have claimed that the G40 was confident that it will successfully process the replacement of Vice President Mnangagwa by a woman this year and nothing will stop this from happening.
As a way of persuading the First Family to act expeditiously and uncompromisingly on its demands, unconfirmed reports have intimated that the G40 kingpins have proposed joint business ventures with the royal family while VP Mphoko in his individual capacity has offered the family shares in his Choppies Supermarket chain in a move that may cause undue influence on the veteran ruler to choose his successor in line with the G40 interests.
Among those who have been mercilessly driven away from President Mugabe as the G40 escalates its campaign to take over power are former deputy President Joice Mujuru, former Intelligence Minister Didymus Mutasa, former War Veterans leader Jabulani Sibanda among others who are now in their final stages to launch a rival political outfit to be called People’s First.

UK: Zim Nurse Accused of Laughing At Bloody, Injured Patient
Nurse cleared of allegations.
A Zimbabwean nurse accused of laughing at a female patient following an accident in which the latter cut her head open, has been cleared.
The nurse, Mrs Catherine Mutongwizo, a nursing home manager, was hauled before an NMC(Nursing and Midwifery Council) tribunal on charges of allegedly laughing at the patient (name withheld) following a fall, but was last week exonerated following representation by UK lawyer, Dr. Masimba Mavaza.
The NMC took the action against Mrs Mutongwizo, after raising allegations that she said ‘let’s all laugh about this’ after the accident at Beaufort Hall Nursing Home, Weston-Super-Mare, ZimEye.com has learnt.
Mutongwizo faced other charges which included allegedly exposing a second resident to the risk of choking and advising a colleague not to record concerns about a resident in case the Care Quality Commission inspected the diary. Others were for allegedly failing in her responsibility to assure that all members of staff were provided with adequate training.
Mr Mavaza however argued that Mutongwizo is a person of good character who has a long 42 year clean record.
She thus received a light sanction, a Conditions of Practice Order which is to last 4 months. The NMC said in a statement of its findings, her evidence was honestly given and she was “generally consistent.”
Zimbabwe Crushes Bangladesh in T20 Feat
Zimbabwe has snapped its four-game losing-streak with an emphatic 31-run win over Bangladesh in the third T20 International.
The visitors racked up 187-6, its highest total against Bangladesh, after four straight defeats in T20 cricket.
Bangladesh was restricted to 156-6 after a disciplined performance from Zimbabwe’s bowlers.
Zimbabwe got off to a rapid start, thanks to stand-in captain Hamilton Masakadza and Vusi Sibanda before Shakib Al Hasan (3-32) helped Bangladesh claw back halfway through the middle. But Malcolm Waller and Sean Williams ensured they would end on a high with a 74-run partnership for the Zimbabweans.
Waller displayed a destructive innings, smashing 49 while Sibanda added 44.
Sabbir Rahman struck 50 for Bangladesh and Nurul Hasan was unbeaten on 30.
Sibanda and Masakadza capitalized Bangladesh’s inexperienced bowling attack to score 45 in just four overs after which the latter was dismissed.
While Sibanda went after debutant fast bowler Abu Haider, Masakadza found another debutant Mohammad Sahid particular to his liking after he opted to bat first following a delayed toss.
Sibanda stole 18 runs off Haider in the third over, hitting three fours and a six in a row. Inspired by his fellow opener’s power-hitting, Masakadza came on hard Shahid to hit consecutive four boundaries before the bowler took a revenge by dismissing him with Zimbabwe.
Masakadza sent the ball across the rope four times in his 14 ball-20.
Rain came as the blessings for Bangladesh bowlers with Zimbabwe on 72-1 after seven overs.
Left arm spinner Shakib Al Hasan helped the side claw back as the runs came in abundance. Just after play resumed, he picked up Richmond Mutumbami for 20 and simultaneously got himself into the record books yet another time.
Mutumbami became Shakib’s 400th wicket at international level. He made the crucial breakthrough in his next over with Sibanda failing to connect properly with a pull.
Sibanda’s 33 ball-knock was made up off six fours and a six.
He combined for 74-runs stand with Sean Williams to take the side to a dominant position. Waller hit four sixes and two fours in his 49 off 23.
Williams who made 32 off 26, was dismissed to give Haider the maiden wicket. Haider (2-40) added another in the penultimate ball of the innings by taking Sikandar Raza with a modest full toss delivery.
Bangladesh, which made five changes with four player making their debuts, had a shaky start with Imrul Kayes, the replacement for Tamim Iqbal, being dismissed for 1 with the team at 2-1.
Sabbir Rahman continued his rich vein of from, following a 67-run parternship with Soumya Sarkar (25) to keep the side in the hunt.
With Sabbir in an aggressive mood, Sarkar’s dismissal hardly bothered Bangladesh.
Leg-spinner Graeme Cremer dealt the hosts a final blow, wrapping up the series with a match to go, after taking Sabbir, shortly after he reached his second half-century.
Sabbir hit nine fours in his 32 ball-50.
Cremer then made a giant stride toward the victory having got the better of Shakib (3).
Sikandar Raza (2-7) complimented Cremer’s job by adding two more wickets as Bangladesh eventually ran out of time.
Nurul Hasan remained unbeaten on 30 but couldn’t deal with the pressure when the run-rate got alarmingly higher.

Dirty Water For Masvingo As Council Purchases Expensive Vehicles
By Terrence Mawawa|Residents of the City of Masvingo are drinking rusty water posing a serious health hazard in the process.
The situation has worsened at a time the Masvingo City Council blew $ 500 000 on posh vehicles for top management.
The local authority is at the same time battling to purchase the necessary chemicals for water treatment and purification-much to the chagrin of local residents. The city council spent a further $ 21,000 on motor vehicles accessories for management to enhance comfort.
The Masvingo Residents Trust (MRT) said in a statement released this week council must immediately resolve the matter to ensure residents get safe drinking water.
“The city council must ensure that residents get safe drinking water. Instead of buying themselves expensive vehicles they were supposed to channel such money towards water treatment and purification. We hope and trust the matter will be resolved urgently as we have now gone for several weeks drinking rusty and poorly treated water,” said MRT in a statement .
Masvingo United Residents and Ratepayers Association(MURRA) spokesperson Godfrey Mtimba said it was for the city council to prioritise luxury ahead of people’s health.
“There is a potential health risk as a result of drinking contaminated water therefore we urge the local authority to act on the matter as soon as possible,” said Mtimba .
Masvingo City Council town clerk Adolf Gusha was evasive on the matter but he told ZimEye.com the council embarked on strategic partnerships to immediately resolve the matter.
The city council is under fire for purchasing posh vehicles for the local authority’s bosses at a time residents are drinking contaminated water.
‘Rapist’ Grandpa: I Am Sexually Dead
An 87-year-old man from Chiredzi allegedly raped his two nieces, aged six and seven-years-old, several times and threatened them with unspecified action in a bid to silence them.
The man, who lives in Chief Tshilonga’s area, took advantage of the absence of the siblings’ parents to rape them on separate occasions.
During trial, the man, who has developed hearing problems due to old age, kept on denying the charge, blaming his relatives for peddling lies against him. He maintained that he was a caring grandfather who was no longer sexually active.
“Your Worship, I’ve not committed such a crime on my grandchildren. Besides I’m no longer sexually active given my advanced age and the nieces look up to me for protection,” he said.
Appearing before Masvingo regional magistrate Judith Zuyu on Tuesday, the man pleaded not guilty to three counts of rape. He was remanded out of custody to March 4 for judgment after his alleged victims testified in camera.
Prosecuting, Moreblessing Rusere told the court that between August last year and January this year, the man, who was left with the children each time their parents went to the nearest growth point for vending, raped the minors.
“On unknown dates to the court but between August 2015 and January this year, the man was left in custody of the two minors by their mother. He called the two minors one after the other to his bedroom hut after which he ordered one minor to take off her clothes. On another day sometime in October, he also called one of the minors and raped her once in a similar fashion. The man ordered the minors to sleep while facing upwards before raping them,” said Rusere.
She said the man would threaten his victims with unspecified action if they told anyone about the rape.Their mother discovered the abuse of her daughters.
“The mother noticed that one of the girls had difficulties in walking after which she made her own investigations. She suspected that the two minors could have been sexually abused and took them to the clinic where it was discovered that there was penetration,” Rusere said.
When the minors were interrogated, they revealed to their mother what they had been going through and the man was reported to the police, leading to his arrest.-State Media
Webster Shamu Loses 30K: Employee Theft
Former Cabinet minister Webster Shamu has lost nearly $30 000 allegedly to a former employee at his WEBCON High Glen Total Service Station.
The case which set for hearing yesterday has been deferred to February 28 for commencement of trial.
His worker Willis Nyamusaduka, who was employed as a supervisor at the service station, is being charged with theft of trust property.
The trial failed to kick off on Monday after Nyamusaduka’s lawyer, Mr John Ndomene, indicated that he had not been furnished with relevant documents to prepare for his defence.
The magistrate, Mr Francis Mapfumo, postponed the matter to February 28 to allow the State to provide Mr Ndomene the audit report.
Prosecutor Mr Peter Kachirika alleged that between January 2014 and April 2015, Nyamusaduka received cash from fuel attendants and under-banked a total of $29 126 which he converted to his own use.
The court heard that to cover his tracks, Nyamusaduka allegedly destroyed all the bank deposit slips and computer-generated receipts, leaving behind the cash register in which he had endorsed the correct amounts banked.
It is the State’s case that the offence only came to light on April 21 last year when Total Zimbabwe, the fuel supplier at WEBCON, advised the company that it was in arrears.
A reconciliation of the cash register, bank deposit slips and computer-generated receipts against a bank printout of the account revealed that the cash register did not tally with deposits made in the Total Zimbabwe bank account.
It is alleged that after the reconciliation was done, it came to light that $29 126, which was endorsed in the cash register, did not tally with deposits made in the Total Zimbabwe bank account.

Bare Bottom Protest: ANC Appalled
The bare-bottom protest by a group of ANC women in Pretoria this week was due to “foreign tendencies” in the party, the ANC Womens’ League (ANCWL) said on Wednesday. “The demonstration was in bad taste and displays a moral decay that emanates from foreign tendencies within the ANC such as factionalism and clique politics,” the league said in a statement.
The group of about 16 protested at the ANC’s Tshwane offices against the outcomes of a branch general meeting held in Hammanskraal on Sunday. The group claimed armed bouncers stopped them from participating in voting to elect a new branch committee, the Pretoria News reported earlier this week.
A committee was elected after they had been forced to leave the venue, the women claimed. They said they were groped and slapped on the buttocks while being escorted out.
The ANCWL said ANC members should not “initiate unethical acts of indecent exposure”.
“Women must always carry themselves in an exemplary manner in society.” Their behaviour was “anti-ANC” and if they had a grievance they should lodge a dispute via internal party channels.

BREAKING – Horrific Car Crash, 14 Zimbabweans Feared Dead In South Africa
14 Zimbabweans are feared dead in South Africa as Limpopo police confirmed this morning the large group died in a head-on collision between a truck and a bakkie on the R101 near Mokopane in Limpopo.
All of the deceased were travelling in a double cab bakkie, which crashed into a truck at around 2am this morning.
Police say the truck driver sustained minor injuries and a case of culpable homicide has been opened.
The police’s Ronel Otto says two people in the bakkie survived.
“The driver as well as another passenger of the bakkie survived. They were taken to hospital for treatment. The identity of the deceased has not yet been established, we’re still working on that. They say it’s quite a gruesome scene.” (EWN/Agencies)
ZESA Broke, Needs $1,2 billion for Salaries, Power Purchase
Power utility ZESA’s distribution subsidiary says it requires more than $1,2 billion this year to buy electricity, with more imports likely after the country’s main power plant Kariba South was handicapped due to lower dam water levels, officials said.
According to a paper presented at a consultative meeting in Bulawayo last Friday, the Zimbabwe Electricity Transmission and Distribution Company (ZETDC) said it requires $471 million to purchase power internally, mainly from another ZESA subsidiary, Zimbabwe Power Company (ZPC).
It said requires $194 million for emergency power supplies, $141 million for importing electricity and $416 million — about 34 percent of the total — for payroll costs, administration and general expenditure and to pay Zimbabwe Electricity Regulatory Authority regulatory fees.
In 2014 and 2015, the total expenditure was $906 million and $995 million respectively. Comparatively, the expected total expenditure is 22 percent higher than last year.
ZPC is proposing a 22 percent increase in power costs from 5,06 cents per kilowatt hour to 6,64 cents per kilowatt hour on sale to ZETDC.
ZETDC wants a 49 percent tariff hike to 14,69 cents per kilowatt hour which it says is cost reflective and necessary to augment emergency power imports. Zesa has recently started to import 300MW from South Africa’s Eskom to supplement local generation.
An official who declined identification said the impact of reduced generation at Kariba had cost the utility $236 million in lost power since its capacity was capped at 475MW on August 27 last year due to lower water levels on the Zambezi River, hitting its revenues hard. Kariba is currently generating 324MW, about 43 percent of its installed capacity of 750MW according to ZPC.
The business community and farmers organisations have strongly objected to the proposals which they say will drive up the cost of production and deal a blow to a possible revival of an agriculture sector already hard hit by the effects of the El Nino weather pattern-induced drought.
A joint statement issued by manufacturing, mining and agricultural representative bodies on Tuesday called for significant cost reductions at Zesa and its units, especially in payroll and administration.
ZETDC said as at November last year it was owed $1 billion with government, parastatals, local authorities and sables accounting for $445 million. Total credit was at $880 million of which ZPC is owed $609 million.
It owed $288 million in loans, inclusive of historical debt.

Wife Bashed for too many Toilet Visits
A 42-year old Marondera man in the habit of bashing his sick wife accusing her of disturbing his sleep because of her frequent visits to the toilet in the middle of the night on Monday appeared before Marondera magistrate Tatenda Makwanya facing assault charges.
Reuben Mandina pleaded not guilty to the charges of assaulting his wife, Jubilee Masomere (26), but was remanded in custody to Friday when the magistrate is expected to deliver the judgment.
According to court papers, on January 4 this year at around 9pm, Mandina came home and found that the complainant had not cooked supper since she was not feeling well. Mandina then prepared the food himself. The accused person retired to bed and started accusing his wife of disturbing his sleep due to her frequent visits to the toilet.
As a result of the accusations, the complainant woke up and slept in the dining room. The accused allegedly followed his wife and ordered her to dress so that he could escort her to the hospital, but the complainant refused.
This did not go well with Mandina, who then assaulted Masomere with open fists several times. He reportedly snatched his wife’s mobile phone after she tried to call her sister.

BREAKING NEWS-Vapostori In trouble as ConCourt Criminalises Child Marriages
Vapositori sect members are in trouble after the Constitutional Court today declared marriages of girls who are under the age of 18 years, illegal.
Leading a full bench of the Constitutional Court on Wednesday Justice Florence Ziyambi ruled that no woman or man can be married before attaining the age of 18.
The ruling comes after Tendai Biti a member of the Zimbabwe Lawyers for Human Rights had approached the Constitutional Court representing Loveness Mudzuru and Ruvimbo Tsopodzwa, who were married before the age of 18, and he was challenging that early marriages violate the country’s new constitution.
Justice Ziyambi said, “the application has succeeded and with effect from 20th January 2016 registration of marriages under the age of 18 customarily or religiously is illegal and it is inconsistent with the constitution of Zimbabwe.”
Speaking to journalists after the land mark judgement Biti said he was happy to be part of “this history”.
“I think is an amazing judgement and the court should be congratulated for taking such a bold decision,” said Biti.
“I had feared that the court would leave that to the legislature but sometimes when the legislature is in differences the courts play their part and today the Constitutional Court of Zimbabwe played its part”.
“So I am very proud to be part of this history, and if know that the struggle for women’s emancipation is far from over; but this is a far reaching decision and a very important decision,” he said.
