Mr Emmerson Mnangagwa’s Independence Day Speech | Full Text

41st INDEPENDENCE DAY SPEECH BY HIS EXCELLENCY, THE PRESIDENT OF THE REPUBLIC OF ZIMBABWE, CDE. E. D. MNANGAGWA 18th APRIL, 2021 1
The First Lady, Amai Auxillia Mnangagwa; Honourable Vice President and Minister of Health and Child Care, Gen. (Rtd) Dr C.G.D.N. Chiwenga;

Chairman of the Ruling Party ZANU PF and Minister of Defence and War Veterans’ Affairs, Cde OC.Z. Muchiguri- Kashiri

Speaker of the National Assembly, Hon. Advocate J.F. Mudenda;
President of the Senate, Hon. Amai M.M. Chinomona;
Minister of State for Harare Metropolitan Province, Hon. Oliver Chidawu;
The Chief Justice, Honourable Luke Malaba; Honourable Ministers; Members of Parliament;
Leader of the Opposition in Parliament, Hon. D. Mwonzora; Your Excellencies, Members of the Diplomatic Corps; Service Chiefs; Veterans of the Liberation Struggle;
Families of the Heroes of our Liberation Struggle; Traditional Leaders; Ladies and Gentlemen.
Fellow Zimbabweans, It is my singular honour and privilege to address all Zimbabweans at home and abroad on this virtual platform, as our nation celebrates the forty-first anniversary of our Independence.
This year’s celebrations are being held under the theme: “Zimbabwe at 41: Together, Growing our Economy for a Prosperous, Resilient and Inclusive Society”.
As a sovereign nation and people, the occasion of our Independence Day is a constant reminder of the need to preserve, safeguard and protect our liberation war heritage and the rich history of our country. This is the foundation and hallmark of our nation, today and forever.
I say Makorokoto! Amhlophe! Congratulations Zimbabwe! God Bless Zimbabwe. Fellow Zimbabweans, We are holding this year’s celebrations with jubilation as our nation continues to register successes on many fronts.
In line with the spirit of devolution, you will recall that we hoped to celebrate this year’s event in Bulawayo, the City of Kings, following the postponement of public celebrations last year. Unfortunately, the COVID-19 public health requirements entail that we enjoy this very important national event, yet again, from our homes.
When it comes to human life, we take no risks. The time shall come for us to physically gather and celebrate together in Bulawayo Province, once the COVID-19 pandemic is behind us. The pandemic has sadly seen our nation lose many of our beloved citizens, including decorated heroes and heroines of the liberation struggle.
Lessons continue to be learnt from this global health emergency and our country is emerging stronger in the fight against the pandemic. Zimbabwe is grateful for the financial and material support and solidarity from friendly nations and development partners in our efforts to mitigate the impact of the pandemic.
I also commend the local private sector, individuals, and institutions of higher learning, churches and other stakeholders for their support.
The dedication and sacrifice of frontline workers and security services is equally applauded. I congratulate you, our citizens for abiding by the National Lockdown regulations and measures. The accomplishments we have made to date are due to the unity of purpose and spirit of oneness we have all shown.
On 18 February 2021, Government launched the National Vaccination Programme to contain the spread of the deadly virus and ensure herd immunity.
Allow me to take this opportunity to thank various partners and friends of Zimbabwe including the People’s Republic of China, the Russian Federation and the Republic of India, for their support to our vaccination programme.
Citizens are assured that the efficacy of the vaccines we have rolled out has been duly considered and approved by the Medicines Control Authority of Zimbabwe. I, therefore call upon the people of our great nation to go out in their numbers and get vaccinated.
No one is safe until everyone is safe. Fellow Zimbabweans, As the Second Republic, we will never betray that which made the many sons and daughters of our motherland wage the protracted liberation struggle, paying the supreme sacrifice.
We will always protect the significance and sacred spirituality of our land. Therefore, the signing of the Global Compensation Agreement on 29 July 2020 is a re-affirmation of the irreversibility of land as well as a symbol of our commitment to constitutionalism, the respect of the rule of law and property rights.
As Zimbabweans, we must now all work together for increased production, productivity and profitability of the agriculture sector. Following successive seasons of drought, it is encouraging that the 2020/2021 summer cropping season was characterised by normal to above normal rainfall.
The swift implementation of the Presidential Climate Proofed Pfumvudza/Intwasa Programme, Presidential Input Support Scheme, Command Agriculture, Presidential Horticulture Programme and respective initiatives by farmers have yielded commendable results.
These interventions, coupled with timely provision of extension services, will see the country attain a bumper harvest this season.
Treasury has set aside ZW$60 billion for the timely payment of farmers by the Grain Marketing Board.
The usual grain collection depots will be complemented by mobile and fixed collection points throughout the country. Pertaining to livestock, the Presidential Climate Proofed Livestock Scheme will see the increase of the national herd through an intensified artificial insemination programme, distribution of tick grease and the widespread renovation of dip tanks across the country.
The government continues to facilitate agricultural mechanisation for our farmers at affordable cost, towards the success of our agriculture revolution, improving production, productivity and profitability.
As a result of the good rains, there has been a significant improvement in water levels in dams across the country. This gives impetus for the implementation of the National Accelerated Irrigation Rehabilitation and Development Programme as well as the Smallholder Irrigation Revitalisation Programme.
To this end, we are speeding up the rate of completion of dams, with Marovanyati and Causeway dams having so far been completed.
GwayiShangani Dam will be completed by year-end. Fellow Zimbabweans, Despite altered economic growth projections due to the COVID-19 pandemic, the reform agenda under the Transitional Stabilisation Programme realised indisputable successes.
The successor programme, the National Development Strategy 1 (NDS 1), is now underway. The translation of NDS1 into 16 languages will enhance national vision sharing and robust implementation of the NDS 1 strategy.
My Government continues to realise budget surpluses. Inflation, which had become a major source of macroeconomic instability, is being contained. The foreign currency auction system has also enhanced transparency and accountability in the distribution and use of foreign currency.
I call upon Zimbabweans to exercise prudence and discipline towards the attainment of broader financial and economic stability in our country.
The manufacturing sector has remained resilient to the pertinent shocks presented by the imposition of illegal sanctions, natural disasters and now the COVID-19 pandemic.
Locally produced goods and commodities now constitute a larger share of our country’s market shelves. In line with Government’s private sector-led development we applaud the Industry for its positive response to the Local Content Strategy.
This is reflective of the positive national sentiments on our economic growth potential, anchored on the Second Republic’s consistent and predictable policy environment.
The resuscitation of strategic industries such as fertilizer, iron and steel, pharmaceuticals, textiles and clothing, leather manufacturing, as well as food and beverages is being accelerated. In order for Zimbabwe to penetrate global value chains, efforts are underway to structurally transform the economy from an exporter of predominantly primary products to higher nodes of industrial development.
These positive developments come at a time when the African Continental Free Trade Agreement (AfCFTA) has come into effect. It offers vast opportunities for the country to intensify its trade and exports drive.
The introduction of the Border Efficiency Management System will see reduced congestion and enhanced efficiencies at our ports of entry. In addition to the above, my Government will continue to facilitate market access across all sectors as well as increased participation in our economy, by the Zimbabwean Diaspora.
The mining industry is projected to rebound by 11% this year. Guided by the Strategy to achieve a US$12 billion mining industry by 2023, programmes that include increased exploration, expansion of existing mining projects, resuscitation of closed mines, the opening of new mines, mineral beneficiation and value addition are being prioritised.
Provinces and communities are urged to maintain a keen interest in these mining development projects to prop up Provincial GDPs, create employment and improve the quality of life of our people.
Fellow Zimbabweans; Since 2020, the Energy and Power Sector has witnessed relative stability in the supply of electricity and liquid petroleum products. Our quest to realise energy sufficiency is, therefore on course.
At the Hwange Power Station, the expansion project of Unit 7 and Unit 8, which is set to add 600 MW to the national grid, is now at 61% of completion. Meanwhile, a 280 MW capacity will be restored into the national grid when the overhaul of Unit 3 and refurbishment of Unit 6 is completed.
Following the approval of a US$310 million Facility from India Exim Bank, work to extend the lifespan of the Power Station is expected to commence in earnest. With regards to hydro power generation, the significant water inflows into Lake Kariba are set to guarantee adequate power availability from the Kariba Power Station. Informed by the Renewable Energy Policy and Bio-Fuels Policy, my Government is promoting private sector investments in the sector.
To this end, an Independent Power Producer, Zimbabwe Zhongxin Electrical Energy is working on a 50 MW thermal power plant in Hwange, which is now 97% complete. In addition, eleven renewable energy projects have been commissioned and are feeding power into the national grid, with eight others generating power for own consumption.
The construction of a 6 million litre Ethanol Storage Facility and a 500 metric tonne LPG Depot in Mabvuku are underway. Our country is encouraged and optimistic about the immense possibilities as a result of oil and gas exploration in Muzarabani.
This project will broaden the country’s energy matrix and have far reaching benefits to the economy as a whole. Fellow Citizens; The COVID-19 pandemic has had a dire effect on the country’s tourism sector.
However, the ongoing National Vaccination Programme offers hope for revival. Incentives are being offered to increase domestic tourism under the Tourism ZimBhoo Campaign, including the provision of a Government Guarantee to improve access to finance, for further development of the sector.
New tourism resorts and a wider array of tourism products are being rolled out in line with provincial comparative advantages and endowments.
The protection of the environment remains a key policy thrust of the 2nd Republic. The preservation of wetlands, Zero Tolerance to Litter, curtailment of pollution, and sound legislation to stop the decimation of forests, remain critical.
Zimbabwe has managed to grow its wildlife population. However, Government is concerned about the increasing number of cases of human wildlife conflict. Consultations are underway with the view of developing a comprehensive policy on this matter.
The quest by our country to trade wildlife resources for the benefit of communities is ongoing. Sound national infrastructures are essential building blocks for sustainable economic development and growth.
With bolts and bars, brick upon brick and stone upon stone, we are rebuilding our great country. We are harnessing and effectively deploying our local resources and human capital to upgrade and modernise the country’s infrastructure.
The heavy rains received across the country have taken their toll on our roads, bridges and other infrastructure. In response, Government has launched Phase 2 of the Emergency Road Rehabilitation Programme for the urgent rehabilitation of roads throughout all provinces.
The upgrading and expansion of the Harare-Beitbridge highway as well as rehabilitation, improvement and widening of sections of the Chirundu highway are progressing well.
Government is continually replenishing the ZUPCO fleet towards the resuscitation of the public transport sector. As we move towards Vision 2030, air connectivity is equally important.
Hence, the rehabilitation, refurbishment and expansion of airstrips such as Binga in Matabeleland North and Chapoto in Mashonaland Central provinces, among others, are ongoing. Information Communication Technologies (ICTs) are an integral part in our country’s drive to become a knowledgebased economy and indeed in the fourth industrial revolution. The COVID-19 pandemic has precipitated the need for our country to urgently enhance its competences and capabilities in this sector.
All sectors are therefore urged to leverage on the recently launched National Data Centre to further spur innovations that increase operational efficiencies and improve service delivery.
Fellow Zimbabweans, The provision of health, water and sanitation, education and public transport, among others, remain at the core of our country’s social development policies. Accordingly, my Government’s health sector reforms have resulted in improved regulation, accountability, transparency and work ethic within the sector.
Devolution funds have enabled the construction of suitable Primary and Secondary Health Care and education facilities throughout the country.
Work is underway towards the establishment of specialist medical facilities, including in prime tourist resorts.
Under the Second Republic, a relevant education system remains key to sustainable socio-economic development and the achievement of Vision 2030. Informed by our heritage-based philosophy, unique country needs and realities as well as the broader global perspectives, the study of science-related fields is being encouraged.
To date, Innovation Hubs and Industrial Parks within our tertiary institutions are producing goods and services with far-reaching national and economic implications.
Programmes to cushion vulnerable members of society, certain sectors of the economy and food-insecure households in both rural and urban areas continue to be availed.
Furthermore, disability mainstreaming must be pursued across all sectors as informed by the National Disability Policy. This includes seeking greater inclusion and empowerment of persons living with disabilities and the realisation of their improved quality of life.
The licensing of six privately-owned television stations and six language-based community radio stations is a demonstration of my Government’s commitment to upholding the constitutionally guaranteed right to freedom of expression and freedom of the media.
It is my expectation that these new players will project the much-needed diversity and plurality in the broadcasting sector. I further urge the new entrants to always advance national identity, patriotism, peace, unity, production and productivity towards the prosperity of our great country.
Our devolution and decentralisation agenda is gaining traction and changing the landscape of many districts. It is pleasing to note that devolution funds in excess of ZW$1 billion have been disbursed to Local Authorities for various community projects which cascade down to the Ward level.
Women, youth and SMEs have a pivotal role in society and are emerging as important players in sectors such as agriculture and mining. Their empowerment and financial inclusion remain a priority.
However, Government notes with concern the spike in gender-based violence, child abuse and other heinous social crimes. Perpetrators have no place in our society and must be duly and timely punished by our justice system.
Citizens across Provinces and Districts are urged to take advantage of the decentralised Court system to access justice delivery within their communities.
Regarding youth development and empowerment, Government successfully reviewed the National Youth Policy and has reintroduced the National Youth Training Programme.
These provide a broad framework for the empowerment of youth in a comprehensive, coordinated and multi-sectoral manner. The new focus will see the nurturing of young people who are technically skilled and knowledgeable, patriotic, honest and hard-working.
It is envisaged that the refocused programme will inculcate a sense of national identity and the spirit of volunteerism among the youth, for the good of the country.
I would like to commend the First Lady, Amai A. Mnangagwa and the Angel of Hope Foundation for implementing various humanitarian programmes and projects across the country, towards nurturing respect, discipline and a greater appreciation of our culture and heritage, among the youth.
Her work with regards to tourism and health advocacy is equally appreciated. Sports, arts, culture and other recreational activities contribute towards improved livelihoods, well-being, health, education, inclusion, peace and national cohesion.
The country celebrates the notable milestones registered in the sporting fraternity, including repairs to the National Sports, Barbourfields and Sakubva Stadia; qualification by the National Soccer Team the Warriors to the 2022 African Cup of Nations, and the winning of the African Boxing Union title, among others.
Stakeholders in the sporting sector are challenged to pursue innovative and robust methods of financing and development of the various sporting disciplines. Fellow Zimbabweans, Commemoration of our National Independence Day is in essence a celebration of the victory attained in the liberation struggle fought by our gallant sons and daughters of the soil.
The importance of protecting the gains of this hard-won Independence can, therefore, not be over-emphasised. It, therefore, comes as a befitting honour to construct the iconic statue of Mbuya Nehanda in Harare.
The monument will be a permanent reminder and towering statement of motivation for future generations on the importance of serving the country wholeheartedly and defending it with unflinching patriotism and loyalty.
In the same tone, the Liberation War Museum will be constructed. On the Arts and Recreation front, the Government is implementing the Cultural and Creative Industries Strategy in partnership with various stakeholders.
At the Continental level, Zimbabwe takes pride in having launched the Africa Fact Book, in September 2020, which is the first-ever publication that tells the African story from an African perspective.
The country is also honoured to be the home of the Museum of African Liberation. Fellow Zimbabweans, Government has introduced Performance Contracts for Heads of Ministries to ensure accountability, transparency and the speedy attainment of targets set in the NDS1.
Performance Contracts will also be rolled out to State Enterprises, Parastatals and Local Authorities. Meanwhile, Government remains committed to improving the working conditions of its valued workers in the public sector.
In line with section 212 of the Constitution, the Zimbabwe Defence Forces, together with other members of the security sector, is commended for their vigilance and unwavering commitment to the protection of our national sovereignty, security, interests and territorial integrity. Under the National Development Strategy 1, our foreign policy remains deeply rooted and informed by our national interests and the Engagement and re-engagement as well as the Pan-African ethos.
My Government is pursuing economic diplomacy for the advancement and economic prosperity of our country.
Our arms remain outstretched to be a friend to all and an enemy of none, as we strive towards the realisation of a more peaceful, united and prosperous world.
Fellow Citizens, As we commemorate this year’s 41st Independence Celebrations, let us look back at the previous years with great pride and joy. More importantly, however, let us look forward to the years ahead with a bright flame of hope for the next generation.
We have begun this new decade of our Independence with greater determination, resolve and confidence to achieve the Vision we set out for ourselves.
A Vision of an empowered people with a higher standard of living. A Vision of a thriving and prosperous economy, which plays its part within the comity of nations. Together, let us unite in our purpose, collate our potential and walk together hand-in-hand towards our common destiny.
Through hard honest work and our trust in God Almighty, there is no limit to what our country can achieve, as we build the Zimbabwe we all want.
I once again congratulate all Zimbabweans at home and abroad, on the occasion of this, our country’s forty-first Independence Day. Congratulations, Makorokoto, Amhlophe. Long Live Our Independence!
Long Live Our Unity, Peace and Freedom! Long Live Zimbabwe! God bless you all. God bless Zimbabwe. I thank you

Covid 19 Hits St David’s Bonda High School

By A Correspondent- At least 212 children have tested positive to Covid-19 at two boarding schools in Zimbabwe since Friday as the government appealed for help to combat the disease.

Information secretary Nick Mangwana yesterday said 120 learners at St David’s Bonda High School in Manicaland had tested positive to Covid-19, leading to the postponement of the children’s party to celebrate Independence Day.

Health ministry officials in the province were not available to give more details about the outbreak.

At Embakwe High School in Matabeleland South, 91 people, including students and teachers, tested positive following mass testing on Friday.

The outbreak at Embakwe in Plumtree followed the detection of Covid-19 cases at Sacred Heart Girls High School and Mzingwane High School in Umzingwane late last month.

Matabeleland South provincial medical director Rudo Chikodzere said the Embakwe cases were detected after a pupil visited a clinic exhibiting Covid-19 symptoms.

“It is a boarding school; the testing came after a pupil fell sick and was taken to the clinic,” Chikodzere told The Standard yesterday.

“The pupil, who is a day scholar, tested positive to the virus.

“The whole class, who formed the pupil’s immediate contacts, were tested and then the whole school.

“This is where 91 cases were confirmed out of about 500 pupils.”

Primary and Secondary Education minister Cain Mathema appealed to parents and guardians to inform school heads of any developments or signs that a child is not well.

“The ministry is also appealing and urging parents to report to the school heads of any relatives showing signs of Covid-19,” Mathema said in a statement.

“The fight against Covid-19 in schools, whether boarding or day, requires full participation of parents and all families.

“It is not a crime that we report signs of Covid-19. It is the duty of every family to work with school heads and the health officials.”

He added: “No school alone can fight Covid-19. Please let us all join hands in the fight against Covid-19 in schools.

“No family should spread Covid-19 because of fear of reporting signs among family members and in reporting you are protecting your child, your family, your neighbours and the whole country.”

Schools reopened last month after they were closed for over two months following the outbreak of a deadly Covid-19 second wave in January.

The government was accused of failing to prepare schools adequately for reopening with most institutions struggling to enforce World Health Organisation regulations to stop the spread of the coronavirus.

Last week the government said boarders would not be allowed to go home for the long weekend as part of efforts to minimise the spread of the virus.

Zimbabwe first recorded Covid-19 cases in March last year and as of Friday the country has recorded 37 534 cases with 34 981 recoveries and 1 551 deaths.-statemedia

“Compensate The People Of Matabeleland For Genocide”

Zimbabwean President, Emmerson Mnangagwa must abandon his “head in the sand” approach to Matabeleland independence cause and engage MLO President, Cde Paul Siwela, to hatch a plan that would see peaceful separation of Matabeleland and Zimbabwe before it is too late.

We remind President Mnangagwa and the public at large that our 2 Demands to the Zimbabwe government are as follows:

1.0   Restoration of Matabeleland State

1.1   Payment of US$100billion  reparations for Matabele genocide

Once again, we remind him that the Demand For The Restoration of Matabeleland State served to the government of Zimbabwe in 2015 under late President, Robert Mugabe, and the follow up letters with attached copies of the demand and the reminders thereof sent to the incumbent President, Mnangagwa, are not there to decorate the president’s office but fundamental peaceful gesture towards the restoration of Matabeleland State which is now overdue.

As the hope for a peaceful resolution fades away with each day, violent resolution becomes the only option available for the people of Matabeleland to liberate themselves from the Shona supremacist government of Zimbabwe that is more brutal and more racist than the Smith regime.

The young Matabeles know that the Shona supremacist is number one enemy of the Republic of Matabeleland, the snake that has killed more than 50 000 Matabeles since independence through Matabeleland genocide, poisoning in the prisons, hospitals and through posting Matabeles in the forefront of Zimbabwe’s wars in the foreign countries to be killed.

We were told by Mugabe in the 80s that “the only way to deal with a snake is to crush its head”. The time to crush oppression in Matabeleland is now.

The young people of Matabeleland are ready to paint the bushes, mountains and the rivers in Matabeleland red with their own blood and that of their enemies to restore the statehood of Matabeleland. The good cause is to eradicate tribal oppression and restore the identity, culture, dignity, pride and peace in Matabeleland.

The youth of Matabeleland know that its only a fool that would continue to uphold the oppressive constitution of Zimbabwe which says that the people of Matabeleland have no rights to restore their state, no rights to restore their king, practice their culture, learn and speak their own languages in their territory.

We cannot respect the constitution of Zimbabwe more than its authors who have disregarded it many times through committing genocide, rigging elections, abducting its own citizens, beating up masses, stealing and corruption and staging coups.

Matabeleland state far precedes Zimbabwe which came into being in 1980, the terrorist government of Zimbabwe also born in 1980 and their pathetic papers they call constitutions, the first  written in Britain in 1979 and the latest written by Shona supremacists only in 2013.

We know that the government of Zimbabwe is looking for our President Cde Paul Siwela. The intention is not to invite him for dinner in a hotel or to exchange roses but they want to kill him. The fact that his home has been invaded by Zimbabwe state agencies more than 7 times in his absents shows that his is not the best friend of theirs.

Should evil prevail and our enemies touch him, all hell will break lose in Zimbabwe. Buyochitheka bugayiwe. We shall employ the principle of an eye for an eye and defend our leader with our own blood.

MLO is fully aware that there is no exchange of flowers in politics, here, the only currency is power.

The terrorists in Harare kill for political power but MLO knows that no one has monopoly to degrees of violence, weapons and training space. We also know that every human is not immune to death.

We are prepared to shed blood for our independence. Give us Matabeleland or death! We fear nothing!

Duo Nabbed For Gruesome Murder Of 2 Nyanga Grade 1 Pupils

Two suspects have been arrested in connection with the gruesome murder of two grade-1 pupils in Nyanga District about five days ago.

The two suspects, Solomon Munyama (48) and Passmore Kumbirai Sambaza (age not given) are accused of having murdered Dilan and Melissa Benza of Sambaza Village, in Nyanga on Tuesday last week.

The two grade one pupils were allegedly killed in cold blood on their way home from Mbaza Primary School and their bodies were found the following day dumped in a disused toilet at an abandoned homestead after searchers followed a trail of blood.

Melissa and Daniel Benza, both aged seven from Sambaza Village in Nyanga, were killed on a 4km walk from their school.

National police spokesperson Assistant Commissioner Paul Nyathi said the arrested suspects are now assisting with investigations.

He said:

“What Are We Doing With This Child Nelson Chamisa?” State Media Editor Victoria Ruzvidzo Asks ED

The editor of The Sunday Mail, a state-run paper, Victoria Ruzvidzo, has come under fire for calling Nelson Chamisa who leads opposition MDC Alliance a little errant child.

Ruzvidzo made the remarks while interviewing President Emmerson Mnangagwa recently. She said:

An errant child would get a bit of a sjambok to whip them into line, either physically or through other measures, maybe counselling. What are we doing with this child of ours, Nelson Chamisa?

Commenting on Ruzvidzo’s remarks, award-winning journalist and documentary filmmaker, Hopewell Chin’ono said her speech was devoid of journalism ethics.

Chin’ono said:

It is shocking and professionally unacceptable that the editor of the @SundayMailZim, Victoria Ruzvidzo, would equate @nelsonchamisa to a little kid that needs a sjambok! It just shows how deplorable this regime and its surrogates have descended from the gutter into the sewer!

UK-based law lecturer, Alex Magaisa said the remarks reminds of the colonial era when African males, no matter their age, were called boys by Europeans.

He said:

“An errant child would get a bit of a sjambok to whip them into line, either physically or through other measures, maybe counselling. What are we doing with this child of ours, Nelson Chamisa?” says the editor of state paper @SundayMailZim Victoria RuzvidzoThere’s so much that’s wrong with this. For a start, the irony is that the Black man was regarded as a “boy” during colonial times & in an interview to commemorate independence the editor of a state paper describes the opposition leader as a “child”, literally a boy!Mnangagwa instinctively raises his head and looks up, and probably grins underneath that mask but he realises the gaffe & by referring to “Mr Chamisa”, he tries to distance himself from the derogatory image. But he missed an opportunity to show leadership.A leader would have been more forthright in bringing the interviewer to order; to tell her it’s inappropriate to call his political opponent supported by millions a “child”. Victoria probably thinks she did a fine job. And we haven’t even talked about the violence!I don’t know what the “biblical code” or is it “cord” that Mnangagwa was on about! He probably meant “umbilical cord”, but as this was a pre-recorded interview, one wonders whether someone was out to embarrass the man. Mugabe had some rambling interviews but this? Disaster!

What Independence? It;s Been 41yrs In Captivity Of A Mafia Govt

By Sindile Ncube- For a long time now, every April 18th, many Zimbabweans bemoan the phrase ‘independence day’ because they don’t feel independent at all.

Many Zimbabweans feel the day is imposed on the,, they feel like a people that have been invaded by a foreign force. The fact is, what happened in 1980 is that Zimbabwe was taken over by a mafia government led by Zanu pf.

They took over the country from another mafia government led by racist Rhodesians. It so happens that this mafia government led by Zanu pf doesn’t have the competence and simply doesn’t give a damn about creating a society where things work.

That being said, there are still dishonest (perhaps misled) people out there who believe that the 1980s was a period in which Zimbabwe was a normal functioning country doing things for the good of the people and what-what. These people arrogantly ignore the fact that thousands of Ndebele people were being slaughtered in broad daylight by the Zanu using a death squad army trained by the North Koreans.

After 41 years, I think Zimbabweans should now realise that Zanu does not regard them as stakeholders in the country because they really believe that Zimbabwe is their private property. The right of Zimbabweans to oppose Zanu is not recognised and we see this by the way general elections are rigged.

Moreover, as we continue to observe, the right of a Zimbabwean to oppose Zanu is often regarded as a criminal offence by a puppet judicial system that has Zanu’s grubby hands up its backside.

Of course, there are a few but loud class of people who claim that they are prospering in Zimbabwe and they are doing so  without the need for approval from Zanu. These people will cite several examples of the freedoms Zimbabweans enjoy. However, what these people fail to acknowledge is that if their political stance was different from what it is right now then they would not be so booming about Zimbabwe and Zanu.

The fact of the matter is, in Zimbabwe, people have freedoms so long as those freedoms do not oppose Zanu pf or seek government accountability. In other words, in Zimbabwe, you are free so long as you don’t complain about the mess in the country or want to choose another group of people to form a government.

Even if you don’t complain and keep your head biried in the sand you will still be subject to harsh economic conditions and probably resigned to life as a vendor of some sort. A life that will most likely be taken away by treatable health conditions because of the inaccessibility of basic healthcare.

This is where we are 41 years since 1980.  We are in captivity, there is no such thing as independence for most Zimbabweans. We can only enjoy independence when all of us are treated as stakeholders in the country and that point will only come when Zanu is gone.

Hell Commander Causes A Scarfie Earthquake At Rainbow Towers, Harare | PICTURE.

Trevor Mbizvo at Rainbow Towers on Sunday, according to his Instagram page

By Showbiz Reporter | Fresh from causing an accident getting a young pilot killed, Trevor Mbizvo who titles himself the Hell commander, was conspicuous by his scarfe at the Rainbow Towers Hotel, in Harare where he posed as a Mnangagwa supporter.

This time it is not the cars he labels ‘demons’ making noise, it is the oily scarf snaking around his neck that’s doing the burning. So far he is far from convincing the public that he did not intentionally kill the young pilot. What’s his next move?

Mourinho Blasts Pogba

Former Manchester United coach Jose Mourinho has hit out at Paul Pogba after the midfielder criticised the gaffer’s player-management skills.

Pogba, who had a frosty relationship with Mourinho during his time at Old Trafford, said that he regards his current coach Ole Gunnar Solskjaer as better than the Portuguese because he doesn’t “go against the players”.

“What I have now with Ole is different, he wouldn’t go against the players. He wouldn’t go against the players,” the midfielder told Sky Sports.

“Maybe Ole wouldn’t pick them, but it’s not like he puts them on the side like they don’t exist anymore. That’s the difference between Mourinho and Ole.

You Are The One Who Invited Sanctions, MDC Alliance Hits Back At Emmerson Mnangagwa

Tinashe Sambiri|The MDC Alliance has said Mr Emmerson Mnangagwa’s Zanu PF party invited sanctions by killing, arresting and torturing perceived political opponents.

In his Independence message on Saturday, Mr Mnangagwa, with the help of gleeful State media reporters, attempted to belittle President Nelson Chamisa.

A visibly unsettled Mr Mnangagwa then went on to accuse President Chamisa and Vice President, Hon Tendai Biti of inviting sanctions from America.

In a statement the MDC Alliance Namibia dismissed Mr Mnangagwa’s remarks as baseless and reckless:

HIGH LEVELS OF HUMAN BUTCHERY, INCESSANT INCARCERATIONS OF HUMAN RIGHTS DEFENDERS AND GROSS MISGOVERNANCE BY CLUELESS ZANUPF INVITED TARGETED SANCTIONS NOT PRESIDENT CHAMISA, MDC ALLIANCE NAMIBIA ECHOES.

18 APRIL 2021

Mdc Alliance Namibia is neither transfixed nor mesmerized by the continued hypocritical stance by the clueless Zanupf President Mr Emerson Dambudzo Mnangagwa’s utterances which exhibited his absolute resentment to reform. “Mr Chamisa should denounce his party’s promotion of violence and embrace constructive dialogue on a national platform created to engender peace and unity in the country”, Mr Mnangagwa has said.

His accusation of violence in our party is a clear reflection of his unwillingness to reform. Zanupf’s appetite to continue using state security apparatus to butcher citizens as an excuse of dealing with a violent party becomes concrete since it is now their national religion.

Moreover, in terms of maintaining peace and tranquility in the country, Zanupf cannot claim to be an advocate for such. Instead it must be clear to the universe that Mr Mnangagwa’s party is the one responsible for political, social and economic upheavals in the motherland.

Recently ,through their politically inept Cabinet, they approved the re-establishment of a cult of violence popularly known as the ‘border gezi’, a well known Zanupf militia used to kill, maim, intimidate, harass and frog-march citizens to Zanupf rallies from 2001. Mdc Alliance Namibia is quite aware of Zanupf’s stubbornness manifesting in its satanic intentions to create a One-party state in the motherland using arbitrary arrests and long pre-trial detentions to deter social democrats, that shall be resisted with equal measure.

Mr Mnangagwa went on to say,”opposition players should be patriotic and desist from flying to foreign capitals against the country”. It must be point blank to the citizenry that by definition of patriotism, it is Zanupf that is completely unpatriotic and un-Zimbabwean.

Patriotism is defined as the quality of being patriotic, devolution to and vigorous support for one’s country. Zanupf is an antithesis of patriotism because of the senseless and barefaced corruption practised by the belly politicians in the Zanupf government. Obadiah Moyo stole 60 million Covid-19 funds, Henrietta Rushwaya smuggled gold, Mupfumira stole thousands from Nssa and countless scandals including hefty amounts of state funds not forgetting the astonishing 15 billion from Chiadzwa diamond mine.

Furthermore, on the issue of the targeted sanctions scapegoat, Mdc Alliance Namibia has the conviction that Zanupf should first reform from its autocratic governance to Constitutional Democracy as stipulated in the Zidera of 2001.

It is a public fact that the Zimbabwe Democracy and Economic Recovery Act(Zidera)(S 494) is an Act passed by the United States Congress which imposed targeted economic sanctions on Zanupf officials and their enablers, allegedly to provide for a transition to democracy and to promote economic recovery. It is a pathological lie to include our political dynamo, President Advocate Nelson Chamisa because Senators Bill Frist(R-Tennessee) and Russ Reingold (D-Wiscosin) introduced the bill on March 8,2001. The House of representatives passed the bill on December 4.

Pointing our President as the one who invited targeted sanctions is beyond honesty and sanity. The principal purpose of sanctions is usually to change inhuman behaviour of the target country’s sadist regime , individuals or groups in a direction which will improve the situation in that country. All recent UN and EU sanctions contain information why they have been imposed and specify what they aim to achieve. This propaganda from the politically bankrupt, Zanupf President is meant to blackmail our young, astute and pragmatic leader and his vibrant Vice-president, Hon Tendai Biti. It is President Bush who signed it into law on December 21, not our President or our political behemoth. 91%[396 vote] of Congress voting in favour. Only 3%[11votes] voted against Zidera. Zanupf must just reform and promote a democratic dispensation.

In a nutshell, Zanupf must forget that Mdc Alliance will be part of the Polad.

We need a dialogue that is genuine to bring back Constitutional Democracy where the vote of the citizen is respected. Mdc Alliance Namibia urges Mr Mnangagwa to transform his totalitarianism to social democracy. He must stop claiming to be democratic when social democrats are languishing in prisons. Release Hon Joana Mamombe, Cde Makomborero Haruzivishe, Cecilia Chimbiri, Tungamirai Madzokere, Last Maengahama, Vongai Tome, Ngonidzashe Mafumba and all prisoners of conscience.

Symptoms Of Anxiety

ANXIETY DISORDERS

7 Causes of Anxiety

What’s making you so anxious? You may be surprised — from certain medications to problems with your thyroid, watch out for these anxiety triggers.

Find out what could be making your anxiety worse.
Everyone gets anxious, restless, and frazzled — but if you constantly feel worried, tense, or on edge, you may have an anxiety disorder. Anxiety disorders involve more than temporary worry or fear. For a person with an anxiety disorder, the anxiety does not go away and can get worse over time.

Doctors make a diagnosis of generalized anxiety disorder (GAD) when patients have anxiety symptoms (such as intense and overwhelming worry and three out of six of the following: irritability, sleep disturbance, fatigue, muscle tension, difficulty concentrating, and restlessness) for more than six months.

Examples of other anxiety disorders include:

Agoraphobia
Panic disorder
Separation anxiety disorder
Social anxiety disorder (social phobia)
Specific phobias
According to the Mayo Clinic, you can have more than one anxiety disorder.

Research shows that a combination of environmental and genetic factors likely increase a person’s risk for developing an anxiety disorder, notes the National Institute of Mental Health. Like so many health conditions, anxiety appears to run in families.

In addition to underlying disorders, anxiety may be caused by stress, whether from a major life event or the accumulated effect of small everyday stressors. Anxiety can also come with a medical condition such as heart disease, diabetes, asthma, or thyroid disorders that need treatment. There’s a clear link between caffeine and anxiety and alcohol and anxiety. And certain medications may cause anxiety. In this case, avoiding caffeine and alcohol or changing medications may reduce the anxiety. It’s important to note that while all these things (medications, substances, and stress) can cause anxious feelings, this type of anxiety is distinct from a psychiatric diagnosis of an anxiety disorder.

Some anxiety is normal, but if you suffer from severe anxiety or are worrying too much, it’s important to talk with a mental health specialist about your symptoms. Psychologists focus more on psychotherapy and are not medical doctors. Psychiatrists are medical doctors who specialize in mental health treatment. Both psychologists and psychiatrists can diagnose and treat anxiety disorders with psychotherapy, and psychiatrists can also prescribe medications. Psychologists in a few states may have the ability to prescribe, but this is not common or widespread.

Additionally, if you have anxiety with suicidal thoughts, seek emergency medical treatment immediately.

Could any of the following be causing your anxiety?

1
Heart Problems Can Cause Anxiety
man with heart burn heart problems

If you’ve ever had a panic attack, you’re familiar with the way your hands get clammy, you can’t catch your breath — and your heart feels like it’s going to pound right out of your chest. While a panic attack is not a heart attack, there’s a relationship between heart problems and anxiety.

Indeed, about 5 percent of American adults have generalized anxiety disorder, but the incidence is higher in people diagnosed with coronary artery disease (11 percent) or with heart failure (13 percent), according to Harvard Health Publishing. Evidence shows that anxiety can be brought on after a heart attack, stroke, or heart failure, notes the Centers for Disease Control and Prevention (CDC).

The connection appears to go both ways: People who experience long-term anxiety may experience increased heart rate and blood pressure, reduced blood flow to the heart, and heightened levels of the stress hormone cortisol — over time, all this can lead to heart problems, says the CDC.

2
Anxiety Disorders Are Linked to Alcohol and Drugs
glasses of scotch
Marti Sans/Stocksy
There is a strong link between alcohol and anxiety. Research shows that people with anxiety disorders are two to three times more likely to have problems with drugs and alcohol at some point in their lives than the general population. But that’s not all: Alcohol and drugs can often cause panic attacks, according to the Anxiety and Depression Association of America (ADAA).

People with social anxiety, in particular, may turn to alcohol in order to lessen their symptoms, but alcohol can actually make anxiety worse. About 20 percent of people with social anxiety disorder also have an alcohol or substance abuse disorder, notes the ADAA. No matter which problem comes first, the combination of drugs, alcohol, and anxiety can become a vicious cycle.

3
Caffeine and Anxiety Make You Feel Jittery and Nervous
surprising-anxiety-triggers-03-1440×810
Caffeine is a stimulant — and that can be bad news for someone with anxiety. Caffeine’s jittery effects on your body are similar to those of a frightening event. That’s because caffeine stimulates your “fight or flight” response, and research has shown that this can make anxiety worse and can even trigger an anxiety attack.

Other research suggests that while caffeine can increase alertness, attention, and cognitive function, overdoing it can increase anxiety, particularly in people with panic disorder and social anxiety disorder. And as with the symptoms of anxiety, one too many cups of joe may leave you feeling nervous and moody, and can keep you up at night.

4
Medications Can Trigger an Anxiety Attack
medicine cabinet

Certain medications have some ugly side effects — and can cause anxiety symptoms or an anxiety attack. Prescription medications to watch out for include thyroid drugs and asthma drugs, while over-the-counter decongestants have been known to cause anxiety symptoms in some people. If you suddenly stop taking certain medications sometimes used to treat anxiety, such as benzodiazepines, withdrawal may cause added anxiety.

Weight Loss Supplements Can Have Anxiety-Producing Side Effects
weight loss supplements which can cause anxiety

Many over-the-counter (OTC) weight loss supplements come with anxiety-producing side effects. Use of St. John’s wort may lead to insomnia, and green tea extracts (which claim to suppress appetite) contain plenty of caffeine. Guarana, an ingredient in some OTC diet products, can contain up to four times as much caffeine as coffee beans. And beware of any product containing ephedra — it can cause increased heart rate and anxiety. The U.S. Food and Drug Administration (FDA) banned the sale of dietary supplements containing ephedra in 2004.

Are Anxiety Symptoms Related to Your Thyroid Gland?
a woman having her thyroid checked, which can be related to anxiety symptoms.

The thyroid is a butterfly-shaped gland in the front of your neck that produces thyroid hormones. These hormones are important for regulating your metabolism and energy levels. But if your thyroid produces too much, it can cause anxiety symptoms, such as nervousness, irritability, heart palpitations, and sleeplessness. Hypothyroidism (in which your thyroid produces too little of the needed hormones) has also been linked to anxiety disorders. If you have anxiety symptoms along with swelling in your neck, weight loss, weakness, fatigue, or heat intolerance, ask your doctor to check your thyroid gland.

Stress Can Worsen Anxiety Symptoms
a woman feeling stressed which can cause anxiety
Masterfile
Stress and anxiety often go hand in hand (stress can be what causes anxiety symptoms, and anxiety can make stress worse). When you’re overly tense, you may also turn to other behaviors that make anxiety worse, such as smoking, abuse of drugs, or abuse of alcohol. Remember that stress and anxiety are often accompanied by physical symptoms such as stomachache, headache, dry mouth, dizziness, and sweating.

If you have unexplained symptoms of anxiety, talk with your doctor. Anxiety disorders are treatable…

State Media Editor Throws Ethics Out Of The Window In A Bid To Appease Mnangagwa

Tinashe Sambiri|The editor of a State-run weekly publication on Saturday elected to throw journalism ethics out of the window in a bid to please Mr Emmerson Mnangagwa.

The overzealous editor, sounding like a Zanu PF Political Commissar, urged Mr Mnangagwa to punish MDC Alliance leader, President Chamisa through “other measures.”

The MDC Alliance has urged journalists to respect laid down ethics and principles of the esteemed profession.

Ruzvidzo’s ‘Whip Chamisa’ Call: The Sunday Mail Gravitating Towards A Dangerous RTLM Path

18-04-2021

The Sunday Mail, a weekly public newspaper turned into a ZANU PF mouthpiece, is treading towards a dead end!

Yesterday, its editor, Victoria Ruzvidzo consigned the ethics of journalism into a pit latrine and called for Emmerson Mnangagwa to “whip an errant child (Nelson Chamisa) physically or through other measures”.

The Sunday Mail and Ruzvidzo must be warned that it is such dangerous remarks from members of the Fourth Estate that plunged Rwanda into a deadly 1994 genocide that left more than 800 thousand people dead.

RTLM, a Rwandan radio station went on a hate speech spewing drive against the minority Tutsis demeaning them as ‘cockroaches’.

Possessed by Radio RTLM demon, Ruzvidzo yesterday implored Mnangagwa to physically assault President Nelson Chamisa whom she chose to refer to as an ‘errant child’.

Just as RTLM radio dehumanized the Tutsis as ‘cockroaches’, The Sunday Mail editor belittled Advocate Nelson Chamisa by referring to him as a ‘child’.

The intention of such abusive, belittling and derogatory language is meant to sanitize violence against the opposition.

We call upon the Zimpapers group to demote the war-like Ruzvidzo from her position as Editor of The Sunday Mail .

Our simple advise to Ruzvidzo is that she must stop abusing her position at The Sunday Mail , resign and join politics.

Media reforms now a must!

MDC ALLIANCE ASSEMBLY OF WOMEN STATEMENT ON INDEPENDENCE DAY 18/04/2021

NOT YET UHURU

Today marks 41 years of independence in Zimbabwe since 1980. We should be celebrating and rejoicing in our homes because of Covid 19 but we are not, instead we are miserable. Miserable in that we have nothing to put on our tables because of the economic hardships caused by Emmerson Mnangagwa.

The economy has totally collapsed and no sector is functional except the mining which is only benefiting the few elites whilst the majority wallop in abject poverty. We might be independent as citizens, but not free. Mnangagwa has closed all the democratic space by silencing dissenting voices because he wants to create a one party state.

We are being arrested and incarcerated each and every day for speaking out, for telling the truth that Zimbabwe is a failed state, that Mnangagwa is an illegitimate leader who is failing to resuscitate the economy. Rigging the elections might be easy but the economy cannot be rigged. Zimbabwe needs another revolution and new leaders who would free it from bondage.

Every institution is captured by Zanu PF from the Judiciary, the police, the army, the commissions as they are no longer serving the people but the dictators. The human rights violations continue to escalate and noone is safe as Mnangagwa wants to consolidate his power by silencing the people.

We will continue fighting for our rights as women because we have suffered enough. We need better lives and sustainable livelihoods and only this can come under the able leadership of President Advocate Nelson Chamisa. A caring President who have the people at heart.

Twins Die In An Inferno, Burnt Beyond Recognition

By A Correspondent-Six-year-old Buhera twins, Takudzwa and Tanyaradzwa Machaka were last Monday burnt to death in a house in which they were sleeping.

The Machaka Village of chief Nerutanga’s area in Buhera twin were sleeping with their mother when the house caught fire.

The family lost all its clothes, blankets and harvested crop in the fire.

Manicaland Police Spokesperson Inspector Luxson Chananda could not be reached for comment.

Sources said that the hut which served as both the kitchen and bedroom caught fire at around 930pm when Melody Zimbondi (31) was sleeping with her four children Rumbidzai Chikomo (13), Takudzwa (6), Tanyaradzwa (6) and Tinotenda Machaka (3).

Zimbondi woke up to choking smoke and realized that the hut was on fire. She called out neighbours who managed to rescue Rumbidzai and Tinotenda who were, however, seriously burnt and are in critical condition.
The twins could not be retrieved from the hut as the fire intensified and they were burnt beyond recognition.

Zimbondi sustained some burns and Rumbidzai and Tinotenda were rushed to Murambinda Hospital.

Chakwera Suspends Electoral Commission, Fires Two Officials

By James Gwati-The President of Malawi, Lazarus Chakwera, has suspended the operations of his country’s electoral commission and fired two top officials of the same commission.

Below is the full statement of the suspension of the Commission’s operations:

The Commission would like to inform the general public and all electoral stakeholders that on 13thApril, 2021, Commissioner Dr. Jean Mathanga and Commissioner Ms. Linda Kunje were, through the Chairman of the Commission, served with letters from The Secretary to The President and Cabinet informing the two that their respective appointments had been rescinded. This incident occurred as we are in the process of direct engagements with Political Party Leaders in the course of implementing the Boundaries Review and Delimitation Program under our constitutional mandate.

Following that development, the Commission sought advice from the Attorney General on whether in accordance with section 75 (1) of the Constitution, the reduced composition of the Commission was adequate for purposes of discharging its functions or exercising its powers. Through his letter dated 13thApril, 2021, the Attorney General, has advised the Commission that the effect of the rescission of the appointment of the two Commissioners was that the membership of the Commission was no longer in compliance with section 75 (1) of the Constitution. The Commission has been further advised that the remaining members of the Commission should not continue discharging any duties or powers of the Commission until section 75 (1) of the Constitution has been complied with.

In view of this development and advice, the Commission has henceforth no legal authority or basis to continue implementing its activities which become suspended by operation of the law until further notice. The immediate practical implication is that the program of engagement with Political Party Leaders and the entire Boundary Review and Delimitation Programme is likewise suspended, pending the resolution of the current legal quagmire surrounding the composition of the Electoral Commission by the relevant authorities.

Mwonzora Speaks Out On Khupe’s Sexual Relationships

By A Correspondent -The MDC renegade, Douglas Mwonzora has commented following serious allegations by a presidential bodyguard, who says he insulted his deputy Thokozani Khupe stating that she is Emmerson Mnangagwa’s “hure”- prostitute.

Mr Kudzanai Mashumba blew up in anger on Saturday over outstanding salaries. The latter said he has not been paid since the beginning of last year.

Speaking to ZimEye on Sunday morning, Sen Douglas Mwonzora said: “I have no knowledge of the allegations. I have never spoken about what Mashumba is saying. I don’t know anything about Khupe’s sexual relationship with anyone. ” What I noticed however was that Mr Mashumba was very drunk.

Efforts to get a comment from Mr Mnangagwa over the matter were fruitless.

Doctors Successfully Remove Needle Which Was In Vic Falls Boy’s Palm For 5 Months

By A Correspondent- Doctors have sucessifully removed a two-centimetre needle that broke inside Holton Mpala’s palm, a Form Four pupil at Ndlovu Secondary School outside Victoria Falls.

The needle had been in the boy’s palm for over five months.

Holton is an orphan who stays with his paternal grandparents in Ndlovu Village under Chief Mvuthu and has not been going to school because of the pain which had rendered his left hand almost “useless”. He initially spent over three months being attended to at Mpilo Central Hospital and United Bulawayo Hospitals but doctors had failed to remove the needle after two operations.

His grandmother Ms Senzeni Nyathi last month took him back home as the family appealed for help to take him to Livingstone, Zambia where they had been assured that he could be operated on and the needle removed. Mpilo Central Hospital acting chief executive Professor Solwayo Ngwenya, however, said there was no need for the boy to go to Zambia. Holton then returned to Mpilo where a successful operation was done on Friday.

Ms Nyathi confirmed that her grandson successfully had the needle removed and was waiting for review on Wednesday when he would be cleared to return to school

“We are so happy and thankful to God. They finally managed to see the needle and remove it. They gave us the needle and it is big. He has not been doing any work at all because the pain was unbearable. We want to thank God and everyone who has been helping with money, ideas and other resources especially our local councillor, Givemeagain Moyo who has been running around,” said an excited Ms Nyathi.

In Zambia they would have paid about US$430 for X-ray, surgical operation, medication, transport and accommodation.

“I have been with them and we travelled together to Bulawayo and while it was tough, we are happy that finally it has been removed and he is recovering at home,” said Clr Moyo.

Holton was injured on 22 November last year while washing his school uniform. The needle was on the shirt and he accidentally got pricked and it broke inside his left palm. His younger brother had used a needle and left it on the shirt.

Panicking Mnangagwa Deploys Heavily Armed Police In Harare

By James Gwati- The panicking Emmerson Mnangagwa regime has deployed armed police details in the Central Business District and high-density suburbs in fear of a possible mass protest by the opposition MDC-Alliance.

The decision by Mnangagwa to deploy armed police followed Friday’s statement by his Home Affairs Minister, Kazembe Kazembe, that the Nelson Chamisa led MDC-Alliance could today stage a mass protest in the capital.

“My ministry has directed the Commissioner-General of Police (Godwin Matanga) to take action on some political activists, individuals and civic organisations being fronted by the MDC Alliance and have openly threatened to engage in a series of illegal demonstrations dubbed ‘The Winter Jest’,” Kazembe told journalists on Friday.

“The police and other security services will be on high alert and ready to defend the country’s sovereignty and territorial integrity. May I warn those who are planning and coordinating these illegal demonstrations that the law will take its course.

Independence without freedoms is empty

By Luke Tamborinyoka

Today is independence day—a once-hallowed day that has since lost its glitz because the requisite freedoms associated with the occasion are glaringly absent in this cursed nation.

Coming in the week that Zanu PF has introduced a Constitutional amendment Bill that seeks to create an imperial President—the same week that the same analogue party has sought to resurrect its terror troops popularly known as the Green Bombers—this year’s independence Day is a hollow occasion whose emptiness has just rendered it utterly meaningless.

The sons and daughters of this land paid the ultimate price in the hope that their struggle would yield a country that respects basic freedoms, particularly the rights and freedoms of speech, movement and assembly. Alas, political independence came alone, shorn of the requisite freedoms for which many lost their limbs so that the whims and hopes of future generations would walk again!

The right to vote, which was one of the key grievances of the repressed black majority, has been routinely betrayed as evidenced by pilfered polls that have resulted in the successive vicious cycle of disputed polls. Zimbabweans have now been brazenly denied the right to vote as the regime hides under the Covid-19 pandemic to avoid the holding of by-elections that are long overdue, even as the regime has held its own DCC elections and allowed its surrogates to hold their elective Congress.

Today, especially under Emmerson Mnangagwa, we commemorate the day when a host of political prisoners of conscience have needlessly been arrested and are currently detained on trumped-up charges while criminal elite is roaming scot-free. Our real crisis is that in 1980, independence came without the requisite freedoms, rendering any claims of independence trite and vacuous.

The conviction of Makomborero Haruzivishe and the repression levels that have simply run amok are making any claims to independence a sick joke.

Mnangagwa has not only proved to be a Robert Mugabe on steroids but is even proving to be a threat to the repressive legacy of Hitler’s Third Reich. But perhaps the biggest tragedy is that Zimbabwe’s independence came without the attendant freedoms. Renowned poet and author, Freedom T. V. Nyamubaya, in an epic poem, so aptly captures the dilemma of a vacuous political independence that came without the requisite freedoms. The following poem by the respected poet captures Zimbabwe’s parlous predicament through an epic metaphorical illustration which only a luminary writer could muster:

Once upon a time
there was a boy and a girl
forced to leave their home
by armed robbers .
The boy was Independence
The girl was Freedom

Freedom and Independence were more popular than Jesus

Independence came
But Freedom was not there

Luke-ing the Beast in the Eye: Independence without freedoms is empty

Sunday , _18th April 2021

While fighting back , they _got married
__After the big war they went back home
Everybody prepared for the big wedding
Drinks and food abounded
Even the disabled felt able
The whole village gathered waiting
Freedom and Independence were more popular than Jesus

Independence came

Japanese Rescues Clueless And Desperate Mnangagwa

By James Gwati-Japan has secured President Emmerson Mnangagwa who is failing to provide food and social services to the 16 million people and extended US$ 1.25 million towards feeding the food insecure country.

The Japanese government did channel the much-needed assistance last week through the World Food Program.

In a joint statement with WFP, the Japanese ambassador to Zimbabwe, Mr Satoshi Tanaka, said the support from Japan will assist 11,080 people in building community and household assets in the districts of Mount Darwin and Matobo.

He said part of the money will be used to construct small dams, fish ponds, dip tanks, and irrigated vegetable gardens and orchards, assets include improved fields through water conservation activities, such as by filling gullies, making terraces or soil bunds, and planting trees.

Journalist Quizzed For Describing Malawi President As ‘Fools Day Comedian’

By MISA Zimbabwe| Malawian police on 6 April 2021 summoned a journalist for interrogation after the reporter wrote an article that was critical of President Lazarus Chakwera.

Watipaso Mzungu, the chief reporter of the privately-owned news website Nyasa Times, wrote an article where he described Chakwera as a “Fool’s Day comedian” for deferring a planned Cabinet reshuffle.

According to the Committee for the Protection of Journalists (CPJ), a police officer called Mzungu saying he was wanted for questioning the following day. The officer did not specify the nature of the questioning and told Mzungu not to bring a lawyer.

The police officers asked the journalist about his article, his motivations for writing it, and whether he had manipulated the statements of an activist he quoted in order to attract public attention, the CPJ continued.

The officers also demanded that Mzungu gives them the unedited draft of his April 2 story. The police officers did not allow him to contact his lawyer or editor.

Furthermore, the police said the article constituted a criminal insult of the President and an attempt to undermine the authority of the Head of State.

Malawi Police Service spokesperson, James Kadadzera, said Mzungu was neither detained nor summoned for questioning and that he had merely been “invited for an interview” over an ongoing investigation. He said the journalist had cooperated with the police and was released unconditionally.

Zimra Slammed For Failing To Disclose Forex Revenue Earnings

Economic experts have slammed the Zimbabwe Revenue Authority (Zimra) over the non-disclosure of foreign currency revenues in its earnings.

This is despite the fact that government published Statutory Instrument 85 of 2020, legalising the use of foreign currency locally and in the process automatically requiring companies to pay tax in the currency of trade.

However, to date, no public disclosure has been made about the quantum of US dollar tax collected by the taxman.

Speaking to The NewsHawks, economist Prosper Chitambara called for transparency on the collections.

“It is time the taxman became more transparent on the matter of revenue collections which is a critical bedrock of good financial practices. Continued silence creates room for negative and baseless perceptions to form conspiracy theories,” he said.

He added that disclosure will meet the international best practice on matters around publicly generated funds.

Another economist, Naome Chakanya, urged the authorities to act in the best interests of the country.

“I think it will be in the best interests of Zimbabweans to know the quantum of US dollar earnings being raked in by tax authorities. The law currently recognises use of multi-currencies and continued silence contradicts government policy.

“Silence over the matter may be an attempt to avoid effecting partial US dollar salaries to the taxman’s employees and the generality of civil servants who are expecting such increments. It may also be inspired by government’s desire to avoid direct admission that the local currency is not effectively performing,” she said.

Chakanya added that matters of taxation are in the public interest, hence the urgent need for full disclosures.

Zimra spokesperson Francis Chimanda had not responded to questions by the time of publishing.
However, impeccable sources in Zimra attributed the non-disclosure to the fact that the country has not changed its reporting currency from the Zimbabwean dollar as was the case in 2009 when the economy fully dollarised.

Last year, that tax authority raised similar concerns and declared war on business entities accepting foreign currency for goods and services but illegally receipting these transactions in local currency, saying the culprits would be named, shamed and prosecuted.

Under the law, all businesses and individuals have to pay tax in the currency of their sales in proportion to each currency used.

The taxman said a number of such businesses selling some goods and services in foreign currency, mostly the US dollar, are receipting those sales in Zimbabwean dollars, which allows them to pay the resulting tax share in local currency, and thus potentially face charges of tax fraud.

Medical Missionary Who Built Karanda Mission Hospital Dies.

By A Correspondent| Roland Russell Stephens, the medical missionary who worked hard to bring Karanda Mission hospital to where it is today has died at the age of 91.

Dr Stephens died on the 14th of April at home in Springfield, Ohio.

He had recently moved to Ohio to be near his grandchildren, having lived for most of his working life in Berrien Springs and at Karanda Mission Hospital in Zimbabwe.

Roland was born Jan. 24, 1930, in Elmhurst, Ill. to Mary G. (Thompson) and Russell William Stephens. At the age of 4 he moved to a farm near Lakeview, Mich., where he graduated from Lakeview High School in 1947.

He graduated from Bob Jones University in 1951, from the University of Illinois with a master’s degree 1952, and from the University of Michigan Medical School in 1956. Following an internship in Lansing, Mich., Roland entered a surgical residency at Erlanger Hospital in Chattanooga, Tenn. After finishing his residency he joined a medical group at Berrien General Hospital, a group that was soon to become the Southwestern Medical Clinic. He went on to become a Fellow of the American College of Surgeons. During his career he was honored for his medical and missionary work by the Ministry of Health and Child Welfare/Zimbabwean Government in 2013, by the Medical and Dental Society in 2014, receiving the David Stewart Memorial Reward for missionary service, and by the American College of Surgeons in 2018, receiving the Surgical Humanitarian of the Year reward.

On June 8, 1951, Roland married Kathleen Harriet Hoff and their family was blessed with four sons: Mark, Daniel, Brian and Joel. In 1962, the Stephens family left for Southern Rhodesia (now Zimbabwe, Africa) where Roland was a medical missionary at the Gunderson-Horness Mission Hospital (now Karanda Mission Hospital) until 1978.

Roland’s family returned to the USA and Roland continued to work with the Southwestern Medical Clinic while the liberation struggle continued on in Rhodesia/Zimbabwe. When he retired from SWMC in 1995 he returned to Karanda Mission Hospital, joining his son Daniel, who was now a general surgeon and medical director of Karanda. During the interval between 1978-1995 he worked one year at Tenwek Hospital in Kenya and did other short term trips, including trips to Rwanda and Bangladesh. Roland and Kathy worked at Karanda Mission Hospital until 2013 when he entered final retirement at the age of 83.

Fresh Headache For ED, Malaba

Two lawyer groupings are preparing to challenge the passing of the Constitution of Zimbabwe Amendment (No. 1) Bill in parliament last Tuesday, a move which potentially derails Chief Justice Luke Malaba’s controversial plan to extend his tenure.

The extension plan is linked to President Emmerson Mnangagwa’s 2023 re-election bid.

Malaba seemed on course for a politically and constitutionally problematic extension of his tenure after high-level official interventions and the passing of the Bill, which is now awaiting Mnangagwa’s assent.

Constitutional Amendment (No.1) Bill, among other things, seeks to allow the President to appoint the Chief Justice, Deputy Chief Justice and Judge President without subjecting them to the open selection process and public interviews.

This will allow Mnangagwa to retain Malaba at the helm of the judiciary after the approval of Constitutional Amendment (No.2) Bill, which is set to be railroaded through parliament, to enable Malaba to serve when he is over 70.

The NewsHawks is however reliably informed that lawyers linked to Veritas in Harare and Abameli in Bulawayo  will challenge the passing of the Bill on a number of fronts, including the supremacy of the constitution as enshrined in section 2. They will also argue that sections 147 and 328 of the constitution were violated in passing the Bill.

Malaba, by operation of law, ceases to be chief justice at midnight on 15 May when he turns 70.
The Bill was initially passed in August 2017 and published as law on 7 September 2017.

However, legislators Jessie Majome, who is now a Zimbabwe Anti-Corruption Commission commissioner, and Innocent Gonese challenged the process in the Constitutional Court, arguing the Bill should have been passed after two-thirds affirmative votes by membership of each house, in line with section 328 (5) of the constitution.

However, at its last reading in the Senate on 1 August 2017, it received 53 affirmative votes whereas the full membership of the Senate is 80. A two-thirds majority meant that at least 54 senators should have voted for the Bill.

The Constitutional Court sat on 31 January 2018 to hear the case, only to pass judgement 31 March 2020.

In a judgement written by Malaba, the court concurred that a two-thirds majority was not met in the Senate.

The Chief Justice and his colleagues, however, did not just make a simple declaration that the Bill had not been validly passed by Parliament – which would have meant that the resulting Act and anything done under it were also invalid.

Instead, it saw fit to suspend its declaration of invalidity for 180 days to allow the Senate to conduct another Third Reading which, again, is set to be challenged by lawyers.

The lawyers will argue that the Bill should have been declared null and void after failing to meet requirements of section 328 (5) of the constitution which requires a two-thirds majority for it to pass.

“They will also argue that section 147 of the constitution was violated when the Constitution of Zimbabwe Amendment (No.1) Bill was passed because it straddled two different lives of parliament, which is unconstitutional,” a lawyer said.

The Bill straddled the eighth parliament which ran from 2013 to midnight on Sunday 29 July 2018, and the currently running ninth parliament, whose tenure ends in 2023.

Section 147 of the constitution reads:
“On the dissolution of parliament, all proceedings pending at the time are terminated, and every Bill, motion, petition and other business lapses.”

When parliament, is dissolved all unconcluded bills are liquidated. If the executive wants to push through a Bill, it has to be first reintroduced in the new parliament.

However, with Constitution of Zimbabwe Amendment (No. 1) Bill, the executive picked up from where it had left in the life of the eighth parliament.

Understanding Anxiety Disorders

Playing For DeMbare A Big Achievement- Jaure

DYNAMOS captain Partson Jaure says he is working on his contract with the club.

“I’m still working on the issue, but I’m hopeful that I’d know where I stand by Saturday.

“From my school days, this has been my team. But I’m sure we would have reached an agreement by Saturday,” said

Jaure said they are ready for their game against Bosso.

“We are all ready for the game. We have prepared ourselves because it’s a big game and also that it has been long without football, so everyone who is there is fighting to start.”

He added:
“It’s unfortunate that we didn’t get a lot of time and adding to that there are no fans coming.

“We are used to being pushed by supporters. It hurts that they won’t be there, but we understand the WHO restrictions

but what is important is that football is now back and we are now playing.”

“It’s to their advantage because there won’t be any fans. Because they tend to play under pressure, even if they’re good

they will have that pressure of playing in front of players.

“But this is also their time to prove themselves especially in games like this.”

The former Ngezi Platinum player has urged fans to rally behind them.

“We know you are not able to come to the ground.

“But we are pleading for their support wherever they will be watching from.

“We ask them to be with them, we can’t promise much but we just want to let them know that we will do our best,” he said.- H- Metro

Mabhero Traders Resurface In Central Harare

ILLEGAL second-hand clothing traders have resurfaced in the Harare Central Business District, posing a serious risk of the spread of Covid-19 amid fears of a third wave hitting the country as the winter season approaches.

However, a number of informal traders, especially those in the trade of second-hand clothes (Mabhero), have invaded the CBD, mainly along Park Street where Covid-19 regulations are being broken at will.

The vendors are also blocking the smooth flow of traffic and creating unnecessary congestion in that part of the city.

Harare City Council spokesperson, Mr Michael Chideme, said council would only tolerate informal traders that operate from validly registered stalls.

“Everyone who is doing business in the Central Business District should follow Covid-19 regulations. Failure to do so, our law enforcement will make sure that these people do not operate. People should trade at designated points where provisions are made for sanitising and ablution facilities.

“Whoever is operating at an undesignated place is doing so illegally and our Municipal police will remove them,” said Mr Chideme.

Harare City Council has erected formal structures where vendors can apply for space but a number of unscrupulous traders, especially those that deal in second-hand clothes, continue operating at undesignated points posing a serious health risk.

National police spokesperson Assistant Commissioner Paul Nyathi warned the errant vendors. “It’s a crime not to observe the Covid-19 protocols and the country’s laws. I have been in touch with Harare provincial police so that police can move in and bring order,” he told The Sunday Mail yesterday.

Last week, Zimbabwe reported 261 cases of new Covid-19 infections and 13 deaths from the respiratory disease between Monday and Friday.

As at Friday, 269 732 people had received their first dose of the Covid-19 vaccine, while 2 020 had received their second shot.- The Sunday Mail

Man Stabs Brother-in-law To Death

A MAN from Masvingo is in police custody after allegedly fatally stabbing his brother-in-law in a fit of rage following a violent family dispute.

Lucas Chawatama (47) of Village 24 Mukosi Resettlement area, Masvingo, is accused of murdering Tinago Chikunda (46), after he was involved in a violent altercation with the deceased’s son, Taruvinga earlier.

Masvingo provincial police spokesperson, Inspector Kudakwashe Dhewa, said Chawatama stabbed his brother-in-law who was on his way to his homestead on a mission to resolve the earlier dispute.

“On 12 April Taruvinga and Chawatama were among the people who were working at Muzondo Farm where they were transporting rapoko from the fields to the homestead,” said Insp Dhewa.

“At around 6pm, when they were transporting their third load, they stopped close to Dzidzai Vivayi’s home and started fighting.

“When Vivayi saw them, she insisted that they stop fighting and go home.”

He said on his way home, Taruvinga met his father who asked what had happened.

Insp Dhewa said Chikunda then began making his way to Chawatama’s homestead in order to resolve the dispute before meeting his alleged assailant along the way.

“They met Chawatama before they reached his home and Chawatama quickly grabbed Taruvinga.

“Taruvinga pushed Chawatama and he fell, when he rose he stabbed Chikunda and went after Taruvinga.”

Chikunda died on the spot and was found by his brother Svinurai Chikunda (42) who reported the matter to the police.

The body was ferried to Masvingo General Hospital for post-mortem.

Insp Dhewa urged people to consider resolving disputes amicably and desist from using violence to avoid loss of life.- The Sunday Mail

Simbarashe Ndoda also reiterated that Mdc Alliance Namibia stands resolutely behind Nelson Chamisa who has the audacity and capacity to put the economy on a sounder footing.

As a district, we shall tirelessly continue to push for the diaspora vote as well as the comprehensive political and electoral reforms.

Moreso, our ambassadors for complete change did not tire easily. Before he met the main wing, he first met angry youths outside Rotten Row Court on the 6th of April. On this day, Zimbabwe and world witnessed democracy on trial. The organic youth leaders promised to continue fighting against Zanupf corruption, looting, gross abuse of human rights and judiciary dependence on the Harare regime. “A very blessed week indeed converging with great leaders with a vision for a better Zimbabwe. From the “madhara’ to the energetic and enthusiastic youths. Ahoy Citizens Ahoyi”, echoed Sg Ndoda after a successful political mission.

We were not perturbed to hear that there was heavy police presence at Rotten Row Court yesterday since it now Zanupf’s modus operandi to beat up and kill people who happen to show solidarity to the incarcerated opposition activists, journalists and all human rights defenders. Zanupf should know that one day, our Motherland shall achieve socio-economic transformation and all enemies of the national democratic revolution will be made to account for their atrocities. Mdc Alliance Namibia says injustice anywhere is a threat to justice everywhere so it is now our moral obligation to confront Zanupf Satanists in the eye for the change that delivers. We shall never be broken as a people, we remain masters of our own destiny together as advocates of Constitutional Democracy. Namibia shall soldier on with the fight for the total emancipation of our suffering citizenry.

Thanks Sg Ndoda and Deputy Spokesperson Ropafadzo Tsara for your revolutionary trajectory. “We shall keep on fighting and those who continue to hallucinate that social democrats will be broken down by this festival of illegalities must go to hell”, said Rundu Branch Spokesperson Robson Ruhanya.

In a nutshell, the district urges all Zimbabweans across the globe to democratically fight against senseless and barefaced corruption. We demand release of our leaders. Namibia remains resolute.

Former Manchester United Star Robbed At Gunpoint

Three daring armed robbers pounced on former Manchester United defender, Chris Smalling Friday morning and robbed him of his Rolex, jewellery and other valuables.

The Roma defender was inside his home with his model wife and two-year-old son when the armed robbers broke in and forced him to open the family’s safe.

Italian news outlet Gazzetta dello Sport claims Smalling’s wife, Sam called and notified the police just before 5 am and officers arrived at the family’s villa, located around 25 miles south of Rome.

The publication further reports that the trio was very distressed when the police arrived.

Smalling (right) was in his Rome villa at the time of the robbery with his wife Sam (left) and two-year-old son Leo

The same report claims police are still investigating the incident and Roma have offered support out to the player.

Smalling joined Roma Italian club from Manchester United on a permanent deal last year, after having initially joined in the summer of 2019 on a loan deal before making the move permanent 12 months later.

He has been linked with a move away from Roma at the end of the season with Juventus and Inter Milan said to be interested in the England international.

The defender, rated at around £12million, enjoys living in Rome but this horrifying situation could open up doubts about his future.

The reported incident is the latest in a series of cases where intruders have targeted the homes of Serie A footballers, managers and other sporting personalities over the past year.

Earlier this year, the home of Juventus midfielder Weston McKennie was burgled while the American was playing for the Serie A side against SPAL in the Italian Cup quarter-final on January 27.-Daily Mail

Minister Threatens To Arrest People Who Don’t Celebrate Independence

Kazembe Kazembe

Kazembe Kazembe

By Sheryleen Masuku | Bulawayo – Zimbabwe’s state security agents are reported to be on high alert on the eve of the country’s 41st Independence Day celebrations, with a cabinet minister throwing an open threat to arrest disgruntled political parties and activists throughout the country.

Home Affairs and Cultural Heritage Minister Kazembe Kazembe was quoted in the Herald Newspaper this week warning opposition parties to desist from engaging in illegal demonstrations over the Independence Day Weekend. Minister Kazembe’s remarks were made following speculation by Government officials that opposition leaders and activists were planning demonstrations across the country on Independence Day which will be celebrated tomorrow, 18 April 2021.

Kazembe was quoted saying his ministry had directed the Commissioner-General of Police (Godwin Matanga) to be on high alert over the weekend following so called ‘reports’ that the MDC Alliance was organising a series of demonstrations against the country’s deteriorating socio economic conditions, under the theme “The Winter Jest”.

“The police and other security services will be on high alert and ready to defend the country’s sovereignty and territorial integrity. May I warn those who are planning and coordinating these illegal demonstrations that the law will take its course” said Kazembe.

The government of Zimbabwe has been accused by opposition parties and activists of using every excuse in the book including Covid 19 regulations to thwart opposition gatherings. Members of Mthwakazi Republic Party in Bulawayo, however, said they will go ahead with protests planned for tomorrow’s Independence Day despite warnings from government officials and the Zimbabwe Republic Police.

In a press statement released on the eve of Independence Day, MRP said although the party had not been cleared by the ZRP to proceed with the march they will go ahead as planned.

“We cannot pretend that we are happy with the so called independence day, because in reality it’s not yet Uhuru for Mthwakazi . We can’t pretend that we are independent when our people are languishing in remand prison”.

MRP urged all party members to gather at Bulawayo city hall tomorrow at 0930 am despite government warnings, for the two hour march scheduled to begin at Bulawayo City Hall and end at Enxwaleni Grounds.

“It should be clear that that the police did not ban the march but only suggested that it is not recommended”.

“ If by saying that they don’t recommend the march, they are implying that they are banning it, then what they intend to do is illegal”.

MRP says it is imperative that they take to the streets tomorrow in order to demand justice for their comrades who have been incarcerated. The protesters will be calling for the release of nine party members who were arrested last month for taking part in a similar protest. The party also hopes to highlight the plight of their President Mqondisi Moyo who is reported to be in hiding following a raid at his house by state security agents.

“It is our demand as a party that our people should be freed immediately and unconditionally. Our president Mqodisi Moyo must be a free citizen” reads the statement. The situation remained calm in Harare without any unusual police presence.

Facts About Anxiety Disorders …

It’s really sad to witness the arbitrary arrests of Hopewell and other journalists exploiting illegal means to silence voices of dissent.

All political prisoners should be released unconditionally and all political victimisation of social democrats should halt forthwith”.

Eddie Cross On Land Tenure

By Eddie Cross

Two historical notes confirm the above title: 1. In the world today only 18 percent of all agricultural land is privately owned under freehold title. Yet this small area produces over 80 percent of all world food and other agricultural output products; and..

2. In the former Soviet Union where all agricultural land was State owned and organised into large State controlled farms, the 3 percent of the land allocated to family plots – in urban and peri urban areas, and this tiny area produced 70 per cent of all the food needs of the people.

The productivity of land held under private, freehold ownership is indisputable.

The question is why? Under freehold land tenure two major influences are enabled:

1. It gives the owner a sense of ownership and this carries with it a sense of responsibility. It also takes on the character of a privately owned asset that can be developed, preserved and protected for future generations. This encourages the re-investment of any surplus revenues in capital development and land improvement; and

2. It gives the land value which can be used as collateral for bank borrowings to facilitate production and investment in land and buildings and fixed assets such as fencing, dams and other forms of immovable asset, all essential to productivity.

All societies in the world started out with land as a ‘common good’, this evolved most often into a Feudal system of land tenure where Chiefs, Feudal Barons and Kings and other institutions of community leadership, assumed control over land and the people who occupied it were ‘serfs’, ‘slaves’ and simply peasants or villagers.

This served as a means of deriving income or tribute and political power. This was the case in Britain and most of Europe before the Reformation and its associated legal reforms (the Enclosure Acts in the UK). Often recruitment for regional armies was made from the men who were working as serfs within these feudal structures. The massive homes and castles of Europe all bear testimony to the exploitive nature of these sorts of societies.

In Africa, land was always a common good, livestock owners ranged their animals over vast areas of land following water and grazing, Tribes with an agricultural tradition followed a slash and burn culture. Permanent housing was rare and when the land they were using became exhausted and unproductive, they simply abandoned their villages and moved.

Colonial settlement changed all of that and in those countries of Africa which had a significant presence of foreign nationals who took up citizenship and residence, they also introduced the rule of law and with it the concept of title to the land.

Fences went up and fixed, commercial utilisation of land for the purpose of establishing urban industry and commerce as well as housing became common.

Farms were established and countries like Kenya, Zambia, Zimbabwe and South Africa and Namibia all brought a substantial proportion of the land available under free hold title. Ownership was often on a colonial basis with indigenous people being confined to areas where the land was held under feudal management by tribal Kings, Chiefs and Headmen.

Exactly the same situation applied in Canada, the USA and Australia where the indigenous populations were, and continue to be, confined to tribal areas controlled by traditional leadership and often held under systems that regard land as a ‘common good’ owned by the tribe.

Any review of the state of these areas that continue to be held and managed under these systems will reveal that they, almost universally, remain distinct, poor and degraded with low levels of productivity and high levels of poverty. It’s not a racial issue, it’s not a cultural issue, it is simply a fact that such system cannot generate and hold value.

When I was in Glasgow some 30 years ago I was taken to see a housing scheme for the homeless and the poorer members of that society. It was three years old and was already in a disastrous state – in a few years it had to be destroyed as being uninhabitable.

In India some years later I visited a housing scheme on 2500 hectares of land in the Capital city sponsored by an international NGO called Opportunity International. There a community of squatters who had subsisted in shacks and under plastic for 23 years had each been allocated just 50 square metres of land freehold plus a loan of US$500 interest free.

You might argue, what can anyone do with that? But what I saw was a community in three storey homes, schools, clinics, industry and roads and other infrastructure and 98 per cent of the original loans repaid. What made it work – security of title.

Closer to home, in South Africa the Government has developed millions of small homes under what they called the Reconstruction and Development Program.

They have not allowed the occupants to buy the homes which are leased to their occupants – often on a basis that forces them to support the Party in Government. 40 percent of those homes today are uninhabitable, when you drive through those areas you see no signs of home improvements, no gardens, no walls – just a different form of slum with the State as the Landlord.

In Zimbabwe, at Independence, we took over a land system that provided 16 million hectares of agricultural land to largely white farmers of settler stock. 16 million hectares of land to the indigenous population that still had rural roots.

After 40 years of Independence about 4 million hectares remain under freehold title but the rest is now ‘state’ land. This change was effected by a land reform program designed to give the indigenous population control of the land and some compensation to the former farmers has now been agreed. The question is what to do with what has been taken over?

The Tribal Areas remain impoverished and its people desperately poor, with nearly 10 million hectares of land severely damaged and threatened with desertification. The former commercial farming Districts are in the majority abandoned and unproductive with farm output down 70 per cent except for tobacco which has been supported by the international tobacco companies.

In urban areas several hundred former farms have been used to provide land for urban housing. All such homes have been built with private money, much of it from the Diaspora who dream of one-day returning home. I estimate that 1,4 million homes have either been built or are under construction here. In the past year we have sold 4 million tonnes of cement for construction purposes in a country that has not seen a construction crane in operation for 20 years.

If we gave these urban home owners, title to the land they occupy, it would create capital stock in the hands of our own people of probably near US$100 billion in assets. Half of which is bankable.

If we did the same thing with the 180 000 new farmers who occupy the land previously owned and occupied by the previous generation of farmers here, it would put real capital into the hand of all these families, much of which could be used as collateral to pay for costs and development of the land. It would bring billions of dollars of dead capital into life with a direct impact on poverty, opportunity and growth across the whole nation. It would cost the Government nothing, the stroke of a pen.

In the Tribal areas we have to give the Villages that make up our rural population and where the majority of our people call home, some sort of security over these village areas and to give them control and management of these areas.

It’s what everyone wants to happen, it would transform this country in the blink of an eye. It would transfer real wealth that is completely untapped, to our own people. Why don’t we do it?

City Of Harare Loses 240 Hectares Of Land In Fraudulent Joint Venture Agreement With Ken Sharpe

By A Correspondent| City of Harare has lost over 200 hectares of prime land after being hoodwinked into a joint venture agreement with an Estonian registered company owned by controversial land developer and businessman Kenneth Raydon Sharpe for the construction of houses, a hotel and truck in among other planned projects.

The agreement which was signed in 2007 has not materialized to this day as the Sharpe’s company Augur Investments OU has not honoured its pledge to contribute between US$20 and US$30 Million into the deal.

This is contained in a High Court challenge filed by an organisation called Homeless People Federation together with former City of Harare Councilor Warship Dumba and Knowledge Tinashe Kwambana, a Harare resident.

The litigants want the Memorandum of Understanding and the Shareholder Agreement between Sharpe and Harare that culminated in the formation of Sunshine Development Private limited to be declared null and void.

In their High Court challenge, the litigants said the joint venture agreement was just a corrupt vehicle to extract land from the City of Harare by Sharpe.

According to the court challenge seen by ZimEye, the joint venture resulted in a 70-30 share agreement between Augur Investments and City of Harare with the former getting the lion’s share.

As part of the joint venture agreement, City of Harare was expected to contribute land amounting to 99,4197 hectares.

But the litigants felt the agreement prejudiced City of Harare since the value of land it contributed was over US$45 Million as per an independent valuation done by Mike Juru of Intergrated Properties Private Limited.

With indications that Harare ended up transferring 239,3823 hectares, the litigants questioned the logic of City of Harare continuing with an agreement which was tilted in favour of Sharpe.

Kenneth Raydon Sharpe, the owner of Augur Investments which entered into a deal with City of Harare to form Sunshine Development Pvt Ltd

Dumba wants to know how the 70-30 shareholding agreement was arrived at as it is not explained in the Memorandum of Agreement.

“Besides the above obvious corruption, there is no explanation in the Memorandum of Agreement or in the Shareholder’s Agreement why the shareholding structure is 70 to 30 in favour of Augur Investments OU,” said Dumba.

Dumba also questioned the criterion used to select Augur Investments to be development parter of the City of Harare.

“There was no defined criterion as to why Augur Investments OU was selected to be the development partner of the City of Harare,” reads Dumba’s High Court challenge.

Dumba and his co-litigants also poked holes in the registration and existence of Augur Investments which is registered in Estonia as opposed to Ukraine as indicated in the Memorandum of Understanding signed with City of Harare.

“The Augur Investments itself is a fraud. The Memorandum of Understanding signed on the 22nd of June 2007 with the City of Harare refers to Augur Ltd a company registered in Ukraine,

“On the contrary the Shareholders Agreement refers to Augur Investments Pty Ltd as a company registered in Estonia,” further reads Dumba’s Court challenge.

A Zimbabwe Anti-Corruption Commission (ZACC) investigation also showed that Augur Investments was not Ukrainian but Estonian and its address was questionable as it showed a flat in an industrial area.

“Although it claims to be a Ukrainian company, investigations by the Zimbabwe Anti-corruption Commission show that in fact it was registered in Estonia as an Estonian company. And according to papers filed in the Estonian Registry, Augur Investments OU lists Ranakupst 12 Tallin 10917 Estonia as its physical address. However this address is more flat in an industrial area in Tallin the capital city of Estonia,” said Dumba.

More worrying to Dumba and his co-litigants was the fact that City of Harare negotiated and agreed to a deal with a non-existent company which according to the Commercial Registrar of Estonia was registered on 7 September 2007 which was a day before the Memorandum of Understanding was signed.

“The shareholders Agreement between Augur Investments and the City of Harare which created the Joint Venture Sunshine Development Pvt Ltd was signed on the 4th of September 2007 as pointed out above. Only a day after the official registration of Augur Investments OU in the commercial Registrar of Estonia.

“This in fact means that the negotiations pertaining to the Shareholders Agreement were commenced and concluded before Augur Investments was officially registered in Estonia,” added Dumba.

He further told the court that while City of Harare did put land upfront, Sharpe’s Augur Investments did not put anything and to this day havent done so raising suspicions of Sunshine Development being created as a fraudulent vehicle of extracting land from the municipality.

The Joint venture agreement was expected to result in the construction of a hotel, truck inn and shopping centre among other developments.

Zim Man Kills 3yr Old Son In Domestic Dispute

By A Correspondent- A Zimbabwean man has appeared in a South African court to answer allegations of killing his three-year-old son following a domestic dispute.

Dzingirai Tapera (27) of Zaka, who is a migrant worker at Buiver Lodge Farm, allegedly used a pair of scissors to stab the toddler on the neck.

He appeared at the Tzaneen Magistrates Court on April 13 2021 facing a murder charge.

It is understood that Tapera had a misunderstanding with his wife who then threatened that she was leaving him and return to Zimbabwe.

He left his workplace and went home where he allegedly committed the brutal murder.

His wife, Rejoice Dzingirai reported the matter to the police, leading to his arrest.

The now-deceased was found with stab wounds on his throat, according to information supplied by Limpopo province police spokesperson Brigadier Motlafela Mojapelo.

Zanu Pf No Longer Practicing Old Politics

By A Correspondent- Zanu PF is no longer practising “old politics” and is pushing committedly for unity and tolerance among all Zimbabweans, party spokesperson Simon Khaya Moyo has said.

Speaking to the Daily News yesterday, he also assured jittery opposition leaders and their supporters that the return of the national youth service training programme would not lead to violence in the run-up to the 2023 elections.

This comes as the re-introduction of the programme has spooked many Zimbabweans who have bad memories of its recruits – who were derisively referred to as “Green Bombers” during their reign of terror between 2001 and 2009, as then president Robert Mugabe battled to retain his increasingly tenuous hold on power.

Khaya Moyo was also emphatic yesterday that President Emmerson Mnangagwa and Zanu-PF were practising a new kind of politics that was “very different from the past”.

“Nobody should be scared of the revival of this project. Why should people be scared of this good programme?

“This is a new dispensation. We are not living in the past and we cannot continue to live in the past.

“We need our youths to benefit from all types of training in terms of various skills. This will help them in future. They can be employers of tomorrow,” Khaya Moyo told the Daily News.
President Emmerson Mnangagwa

“Our youths must have something to do and they can’t sit at home doing nothing. The youth service programme will give them skills to do a lot of things, which will help them in future,” he added.

This comes after Cabinet announced earlier this week the re-introduction of the national youth service, much to the chagrin of opposition and pro-democracy groups.

Formed at the turn of the millennium, the previous youth training programme was the brainchild of the late Border Gezi, who was then Zanu-PF national political commissar and also Youth minister.

During that time, the youths earned notoriety for both violence and the looting of shops under the guise of enforcing the government’s price controls – while imposing unofficial curfews in areas perceived to be opposition strongholds.

Besides being accused of working with the police, army and the secret service to perpetrate human rights abuses in the country, the Green Bombers were also accused of being the vehicle which some bigwigs used to place tens of thousands of ghost workers on the government’s wage bill.

Speaking during Tuesday’s post-Cabinet press briefing, Information minister Monica Mutsvangwa said the re-introduction of the programme had come after wide consultations.

“The proposal came as a result of consultations between the ministries of Youth, Sport, Arts and Recreation, and Defence and War Veterans Affairs.

“Cabinet noted that national youth service is an important youth development programme which is crucial in nurturing young people into becoming responsible and resilient citizens with a clear sense of national identity and respect for national values.

“The programme is a key strategy for youth empowerment in national, regional, continental and international development guiding frameworks to which Zimbabwe is a member.

The frameworks include the Sadc Revised Regional Indicative Strategic Development Plan, the African Youth Charter of 2006, the World Programme of Action on Youth, and the United Nations Youth Strategy 2030,” Mutsvangwa said.

She also said that during their training, the youths would be encouraged to participate in development projects and disaster response activities, thereby assisting in enhancing national capacity to manage disasters.

“Cabinet further agreed that under the revamped programme, vocational training centres across all provinces will focus on entrepreneurship and livelihood skills training.

“This will encompass enterprise awareness, opportunity identification, project financing, and basic farming. The Civil Protection Unit will place emphasis on disaster mitigation and management skills.

“The roll-out of the national youth service programme will involve community attachment of youths for work experience and service to various government departments and local authorities.

“The programme will also take on board the disabled, and maintain gender balance and fair regional representation, with recruitment taking place through district offices,” Mutsvangwa also said.

Meanwhile, opposition and pro-democracy groups have said that the imminent return of the Green Bombers was a bad idea as tension was rising again in the country.

MDC spokesperson Witness Dube – whose party’s supporters were terrorised by the recruits who had been converted into Mugabe and Zanu-PF’s storm troopers before the controversial project was abandoned – was among the people who told the Daily News this week that they had misgivings about the return of the training scheme.

“The return of the national youth service is a cause for consternation to our party and supporters given that it has been previously abused to further partisan interests.

“We urge the government to halt this initiative and take time to further consult with the masses if at all there is any place for it in our national youth development agenda,” he said.

MDC Alliance deputy youth assembly spokesperson, Womberai Nhende, was equally apprehensive about the return of the Green Bombers – who got their derisive name on account of their trademark army-like uniform and violent disposition.

“The mere announcement of the re-introduction of this programme sent shivers down the spines of citizens because of yester-year’s horrors when the military-trained brigade meted out terror to citizens.

“They were a brain-washed lot who were specifically used against political enemies, and in this case it’s meant to counter the MDC Alliance’s citizens’ convergence for change.

“These militiamen and women from the Border Gezi camps only serve at the mercy of their master who will be Zanu-PF, and it’s a well-calculated ploy to have institutionalised political violence come the 2023 elections,” Nhende told the Daily News.

He also bemoaned the fact that the programme, which provided militia training to about 80 000 youths at more than 150 camps throughout the country between 2001 and 2009, was being re-introduced at a time there was again high unemployment in the country.

“We don’t recommend its return because we know the modus operandi of the brigade, which will be made up of youths who will spearhead Zanu-PF’s programmes – as evidenced by the Border Gezi youths being marshals at the party’s functions in their previous operations.

“If this programme continues, we must all be prepared to endure long nights of State-sponsored terrorism by criminals who lack ideological grounding, but are indoctrinated to protect political elites in a partisan enclave,” Nhende said further.-dailynews

Zanu Pf MP Hijacks ZUPCO

By A Correspondent- MDC officials have blasted Mazowe North legislator Campion Mugweni for allegedly hijacking the Zimbabwe United Passenger Company (ZUPCO)  bus that was allocated to Mvurwi, for his publicity-seeking stunts.

The bus was allocated by the parastatal yesterday to ply Mvurwi-Harare route as police wage a war against unregistered taxis (mushika-shika)

Mugweni took the opportunity to board the bus and told residents that he had brought the bus to save them from transport problems.

MDC’s Tonderai Samhu blasted Mugweni for his actions in a residents WhatsApp group saying,” For the record Zupco bus raunzwa kuzoshandira kuMvurwi is not from Zanu-PF, neither was it brought here by Campion Mugweni the missing MP, Zupco is a state parasatal or company ikutotsvagao Mari and it identified Mvurwi Harare route as a possible money making route and for one individual or vote searching political party to move around Mvurwi town saying takuunzirai bhazi is just poor and very cheap politiking,

As mvurwi residents we appreciate the effort made by our Zupco company to assist us with transport to and from Harare

Thank u zupco for finally bringing one bus after all long, thank u local media for the effort you made in advising zupco for business opportunity

Tosangana kumbare taakukwira bhazi???????,” reads Samhu’s message.

Another MDC official Evans Mangisa said Mugweni should desist from politicizing everything.

“This ZANU PF MP should desist from politicizing everything last time it was auction floors today it’s ZUPCO he ought to respect people and leave this habit and bring meaningful development.” Mangisa said.

Meanwhile, Mugweni is slowly losing popularity and is trying to hijack any opportunity that comes in his constituency.

Trio In Soup For Beating Up Neighbour And Dumping Hi In Sewage

By A Correspondent- Three Victoria Falls men have been arrested after they severely assaulted their neighbour until he lost consciousness before dumping his body in a nearby drain filled with sewage.

Mr Khaliphani Ngulube of 4873 in Chinotimba narrated to police how he was later rescued by an unidentified passerby who pulled him out of the flowing sewage and carried him home.

Mr Ngulube had approached Sibangiswani Nkomo (32), Cosmas Mulima (30) and Qondisani Ndlovu (27) at Nkomo’s house in Chinotimba where the trio was, inquiring about the whereabouts of a friend identified as Mr Brighton Singonge.

Instead Nkomo, Mulima and Ndlovu became hostile towards Mr Ngulube, upon which their colleague Mr Victor Chingenga, who was with them, suddenly pounced on the complainant and slapped him three times.

Mr Ngulube tried to escape but Mr Chingenga pursued him and the two engaged in a fight. Mr Ngulube then picked up a stone and hit Mr Chingenga once on the head and he collapsed.

Nkomo, Mulisa and Ndlovu joined in the fight and started assaulting Mr Ngulube with sticks while also punching and slapping him repeatedly until he fell unconscious. The trio carried Mr Ngulube and dumped him inside a pool of sewage flowing from a burst pipe.

Mr Chingenga was not arrested in relation to the incident. Nkomo, Mulima and Ndlovu pleaded guilty to a charge of assault each when they appeared before Victoria Falls magistrate Ms Linda Dzvene. Each was sentenced to eight months in prison of which two months were suspended for five years on condition of good behaviour.

The other six months were suspended on condition that each of them completes 210 hours of community service.

Nkomo will do the unpaid work at Chidobe Primary School while Mulima and Ndlovu will do theirs at the Victoria Falls Registrar General Office and Chinotimba Clinic respectively. Prosecuting Miss Audrey Mukanganya said the incident occurred in October last year.

“On the 31st day of October 2020 at 8PM the complainant proceeded to house number 1180 Chinotimba looking for his friend Brighton Singonge and found the three accused and Victor Chingenga seated outside. The complainant asked about his friend and was told that he was not around. A misunderstanding ensued over an undisclosed issue leading to the fight,” said Miss Mukanganya.

She said the three started assaulting Mr Ngulube. Mr Ngulube was treated and discharged at Victoria Falls Hospital while Mr Chingenga did not seek medical treatment.

Matanga Sued For Wrongful Arrest

By A Correspondent- A Harare man has filed a lawsuit against police commissioner-general Godwin Matanga, at the High Court claiming that he was wrongfully arrested and is seeking to be released from custody.

Borislav Trifonov Boynov, who is under police guard in hospital, cited Matanga and an assistant inspector Patrick Matare as the respondents in the suit.

Boynov was arrested last Friday after police officers stormed his house claiming that they wanted to question him about an ongoing Supreme Court civil lawsuit involving his employer.

“On Friday, 9 April, 2021 in the late afternoon, three male police officers came to Bath Mansions premises requesting to see me.

“Upon being made aware of this development by my gardener, I immediately called my attorney, Shingai Mutumbwa, who assured me that he would contact Avondale Police Station to establish whether they were genuine police officers.

“In due course, my legal practitioners went to Avondale Police Station and met with first respondent (Matare) where after I was informed by my attorney that the police had requested that I attend at the police station to answer some questions pertaining to civil litigation proceedings taking place in the Supreme Court of Zimbabwe involving my employer, Technoimpex JSC and one Sarah Hwingwiri,” he averred.

Boynov is also claiming that despite his lawyers making arrangements to have him appear at the police station last Sunday, the police officers returned to his home and informed him of their intention to arrest him.

He was, however, rushed to the critical care unit at Borrowdale Trauma Centre following a medical emergency where he was later placed into police custody.

Around 7:30pm on the same day, I was startled to hear loud noises from attempts at forced entry at my door and when I requested the intruders to identify themselves, they said they were police officers from Avondale Police Station.

“I subsequently received a telephone call from my attorney advising me that he had spoken to the first respondent, who confirmed that his hand had been forced to place me in police custody, but he did not have a warrant of arrest,” Boynov added.

He is further claiming that his arrest was an attempt by Hwingwiri to intimidate him and influence the outcome of the case currently pending at the Supreme Court.

“This is not the first time that I have, at the insistence of Hwingwiri, been arrested and detained by the police without lawful cause.

“In 2016 the same woman, Hwingwiri, caused my arrest and detention without charge at Highlands Police Station.

“I am certain that my current arrest and detention is also at the behest of the well-connected and resourceful woman, Hwingwiri.

“I am certain she has caused my arrest and detention for a second time to intimidate me and advance her criminal influence on the outcome of the litigation matters currently pending in the High Court of Zimbabwe and the Supreme Court,” he claimed.

He is challenging the arrest and his detention at the hospital and argues that it is abuse of power by the police as he was not made aware of the charges he is facing before being arrested.

Matanga and Matare are yet to respond to the lawsuit.-DailyNews

Violent Mourning AFM Church Members Over-Power Police

By James Gwati- Police were on Friday over-powered by the mourning warring rival factions of the Apostolic Faith Mission (AFM), who were fighting at the funeral of the late Missiondom Sengwayo, the youngest son of the late founder of the church, Reverend Morgan Sengwayo.

Missiondom died on Sunday at the United Bulawayo Hospitals (UBH) due to injuries sustained following a brutal attack by thugs at the church house in Pelandaba suburb.

He had been on life support for a week following the attack, which left both the family and the local community with more questions than answers.

The gate was locked and mourners, some from as far as South Africa and UK, failed to access the church premises resulting in chaotic scenes with some angry people trying to destroy the locked gate. Police watched helplessly as the drama unfolded.

There was a heavy police presence during the funeral, which was preceded by a short service at Missiondom’s place of residence.

Residents and church members thronged the church house to pay their last respects.

The situation degenerated into chaos after church members aligned to Missiondom’s camp started chasing away members of the Gumbo faction who were subsequently forced to lock themselves inside their houses.

“These people are the ones who killed our brother and they must account for their evil deeds. We don’t want to see them. They must not come here to shed crocodile tears,” one mourner was overheard shouting.

Mnangagwa Denies Gukurahundi Victims Citizenship

By James Gwati-President Emmerson Mnangagwa’s government is denying thousands of Gukurahundi victims access to death certificates of their murdered relatives, a report by a respected International Human rights lobby grouping has revealed.

According to a just-published report by Amnesty International another publication called, We are like “stray animals”, they cited details how Zimbabwe’s discriminatory and arbitrary nationality laws have left generations of migrant workers and their families marginalized in the only country they have ever called home. Meanwhile, thousands of survivors of the horrific Gukurahundi massacres, one of the bloodiest episodes of Robert Mugabe’s rule, are denied citizenship because they cannot provide the death certificates of relatives, which are required to prove Zimbabwean nationality.

Violence At AFM Boss’ Son Burial

By A correspondent- Violence on Friday rocked the funeral proceedings of the late Missiondom Sengwayo, the youngest son of the late founder of the Apostolic Faith Mission (AFM) of Portland Oregon, Reverend Morgan Sengwayo, as infighting within the beleaguered church continues to rear its ugly head.

The funeral proceedings were marred by chaotic scenes after a rival faction aligned to the church’s regional superintendent Rev Oniyas Gumbo, blocked the hearse carrying Missiondom’s body from accessing the church building in Pelandaba.

Missiondom was buried yesterday next to his parents at Green Gables farm near Khami Ruins on the outskirts of Bulawayo.

He was the only surviving son of the late Rev Sengwayo who died in March 1982.

Missiondom’s father was instrumental in the establishment of the church in the Sadc region.

Mnangagwa Shutters Zimbabweans’ Hopes, Subjects Citizens To Worst Human Rights Violations-Report

By A Correspondent -Hundreds of thousands of people trapped in the misery of statelessness in Zimbabwe have been forced to the margins of society, and struggle to access education, healthcare and housing, Amnesty International said today in a new report. The organization interviewed descendants of migrant workers who settled in Zimbabwe pre-independence, as well as survivors of the Gukurahundi massacres of the 1980s; two groups locked out of citizenship by a cruel combination of discrimination and bureaucracy.

The report, We are like “stray animals”, details how Zimbabwe’s discriminatory and arbitrary nationality laws have left generations of migrant workers and their families marginalized in the only country they have ever called home. Meanwhile, thousands of survivors of the horrific Gukurahundi massacres, one of the bloodiest episodes of Robert Mugabe’s rule, are denied citizenship because they cannot provide the death certificates of relatives, which are required to prove Zimbabwean nationality.

“For Zimbabwe’s stateless, everyday life is filled with obstacles. Accessing education, healthcare and employment can be a nightmare, and the sense of exclusion and rejection is soul destroying,” said Muleya Mwananyanda, Amnesty International’s Deputy Director for Southern Africa.

“The Zimbabwean authorities must take concrete action to address this crisis, including mapping and registering all stateless people. Authorities must ensure laws are in line with Zimbabwe’s own Constitution, as well as international human rights law.”

In Zimbabwe, approximately 300,000 people are currently at risk of statelessness, according to the United Nations High Commissioner for Refugees. Lack of official data means that the exact number is unknown.

Migration and statelessness

Amnesty International research lays bare the devastating consequences of statelessness on the eve of 41 years of independence where many  hoped to live in a country where they are treated equally, regardless of their political affiliation or ethnicity. The current statelessness crisis in Zimbabwe has its roots in colonial history. The British colonial government largely depended on cheap migrant labour from Malawi, Mozambique and Zambia to grow its industries.

After independence in 1980, Zimbabwean authorities passed a series of discriminatory laws which have, over the years, effectively excluded, marginalized and disenfranchised the descendants of these workers.

For example, the 1984 Citizenship of Zimbabwe Act 23 was used to arbitrarily deprive persons of “foreign origin” of their right to a Zimbabwean nationality, even though most were entitled to citizenship under the Constitution. Section 43 of Zimbabwe’s Constitution states that any resident who was born in Zimbabwe to parents with a claim to citizenship of any SADC state – including Malawi, Mozambique, Zambia and South Africa – is a Zimbabwean citizen by birth.

The Citizenship Act is not yet aligned to the Constitution and continues to be used by the Ministry of Home Affairs to deny citizenship arbitrarily and unfairly to descendants of migrant workers. In so doing the Citizenship Act gives almost unfettered discretion and arbitrary powers to both executive and junior officials to deny people their constitutional rights.

In 2001, a new law required descendants of migrant workers to renounce their ancestral nationality within six months, in order to be granted Zimbabwean citizenship. Many people were unable to do so because they did not hold the requisite identity documents. To be granted Zimbabwean citizenship, they first needed to prove that their parents had been nationals of other countries.

One man, Alex, whose father was Zambian, said: “I have no idea how I can locate my parents’ relatives as I have never been to Zambia.”

Alex does not have death certificates for either his father or his Zimbabwean mother. As a result, he has been denied citizenship, which prevented him from going beyond Grade 7 at school and means neither of his children have birth certificates.

Precarious futures

In this way, the legal limbo of statelessness is perpetuated across generations. Parents are denied birth certificates for their children if they cannot present their own, leaving their children facing precarious futures.

Without the necessary identity documents, many stateless children are unable to access education. Those who do attend school are often forced to drop out, or prevented from sitting their final exams.

Lulumani, a 23-year-old woman, said:

“Life has been difficult and painful. I was brilliant at school, but I did not sit my final exams. Now I can’t get a decent job.”

One man Amnesty Interviewed, Petros, said:

“My eldest child in primary school cannot play soccer for the school like other children because he does not have a birth certificate.”

Stateless people in Zimbabwe also face barriers to accessing health care. Pregnant women are excluded from critical life-saving services such as antenatal care and assistance during labour.

Botshiwe Dube, from Tsholotsho, told Amnesty International how she went to a health centre when she went into labour, but when she could not provide ID she was sent home to deliver her children.

All of Botshiwe’s children were born at home; she told Amnesty International that she feels they are treated like “stray animals because they are undocumented.”

Those without identity documents are also excluded from participating in political activities and from running their own businesses.

The Gukurahundi massacres and statelessness

When Zimbabwe gained independence in 1980 it was a deeply divided country. Tensions between the Robert Mugabe-led ZANU-PF and the Joshua Nkomo-led ZAPU led to an eruption of violence between the Zimbabwe African National Liberation Army (ZANLA) and the Zimbabwe People’s Revolutionary Army (ZIPRA), the respective military wings of ZANU-PF and ZAPU.

By early 1982, authorities were violently cracking down on ZIPRA forces in Matabeleland, the homeland of the Ndebele people. Special forces of the Zimbabwe National Army Fifth Brigade were deployed, who carried out atrocious attacks against not only militants but also ZAPU officials and other people. The political tensions spilled into mass atrocities against the Ndebele people, and an estimated 20,000 people were killed between 1983 and 1987. Thousands were tortured and abducted, women were raped, and homes destroyed.

When the crackdown, known as operation Gukurahundi, was over, traumatized survivors had to grapple with the challenges of statelessness as they were required to produce death certificates as proof of their parents to apply for Zimbabwean nationality. However, death certificates for people killed in the Gukurahundi operation were not issued, meaning that those who were orphaned as a result of the violence had no way of proving their parents’ nationality.

Vaina Ndlovu, 68, lives in Tsholotsho in Matebeland North. Vaina’s father was abducted by Fifth Brigade forces and never heard from again following his abduction.  When Vaina tried to obtain a death certificate for her father, registry office officials told her they needed witnesses to confirm that her father was abducted during Gukurahundi, which Vaina’s family could not provide.

Statelessness resulting in violations of economic, social and cultural rights

Stateless people in Zimbabwe struggle to access housing, healthcare and education, violating their rights under the Constitution, as well as international and regional human rights treaties including the UN International Covenant on Economic, Social and Cultural Rights and the African Charter on Human and Peoples’ Rights, to which Zimbabwe is a State Party.

While states have a right to determine their citizenship laws, these laws must be in conformity with international human rights law. As such, domestic law and practices must not be discriminatory and must conform to international legal obligations to not render anyone stateless.

“Zimbabwe must make concrete and urgent changes to the law to bring the Citizenship Act in line with the Constitution. The authorities must take the necessary steps to ensure no further generations are condemned to the margins of society,” said Muleya Mwananyanda.

“The Zimbabwean authorities must publicly commit to creating an equal and inclusive society that accords citizenship to any person born on Zimbabwean soil, without discrimination based on national or ethnic origin.”

Amnesty International is calling on the Zimbabwean government to urgently take adequate measures to ensure the registration and restoration of Zimbabwean nationality to all those entitled to it, as provided for under the Constitution, including all those born and raised in Zimbabwe to foreign parents.

Luke Malaba Sent Home Come What May 2021.

By Mari Matutu | I had an hour long debate with one Dr Masimba Mavaza on retirement of Luke Malaba. He seem to suggest some other power that can excuse Luke Malaba from retiring on 15 May 2021. (AUDIO LOADING BELOW…. )

I will show you how it is impossible for Malaba to be in office after his 70th birth day

1) Section 186 of constitution “Tenure of office of judges
(1) Judges of the Constitutional Court are appointed for a non-renewable term of not more than fifteen years, but—
(a) they must retire earlier if they reach the age of seventy years; and
(b) after the completion of their term, they may be appointed as judges of the Supreme Court or the High Court, at their option, if they are eligible for such appointment.

(2) Judges of the Supreme Court, the High Court and any other Judges hold office from the date of their assumption of office until they reach the age of seventy years, when they must retire.

(3) A person maybe appointed as a judge of the Supreme Court, the High Court and any other courts for a fixed term, but if a person is so appointed, other than in an acting capacity, he or she ceases to be a judge on reaching the age of seventy years even if the term of his or her appointment has not expired.

(4) Even though a judge has resigned or reached the age of seventy years or, in the case of a judge of the Constitutional Court or a judge referred to in subsection (3), reached the end of his or her term of office, he or she may continue to sit as a judge for the purpose of dealing with any proceedings commenced before him or her while he or she was a judge.

(5) A judge may resign from his or her office at any time by written notice to
the President given through the Judicial Service Commission.

(6) The office of a judge must not be abolished during his or her tenure of office.”

It is very clear that a Chief Justice is a Judge of the Constitutional court- it is clear that he signed a non renewable contract of 15 years. It is clear that Malaba is turning 70 years on 15 May 2021. Which means he must retire earlier than his term. The word “must” is a command not an option.

Only judges of CC that finish their 15 year term without reaching 70 may be appointed as Judges of SC or HC but never CC. This closes tight the chance of anyone to extend beyond 70.

Dr Mavaza tried to hide on 186(4) and say that is a window for extending Malaba’s time. But then who is blind to see that judges under this provision are seating on a case they previously sat on which need to be finished. That is common cause. It has nothing to do with your term of office but the case the judge partly heard. It is the judge who first heard the case who must finish it.

2) Dr Mavhaza went on to rely on the amendment being done in parliament. Without bringing any argument on the merits or demerits of the outcome of amendments being fronted in parliament, it is easy to show Dr Mavaza from s328(7) of constitution that Luke Malaba is not a beneficiary of what ever comes from the parliament.

Section 328(7) “Notwithstanding any other provision of this section, an amendment to a term-limit provision, the effect of which is to extend the length of time that a person may hold or occupy any public office, does not apply in relation to any person who held or occupied that office, or an equivalent office, at any time before the amendment.”

It must be clear to anyone that as of today 16 April 2021 even if the parliament passes the bills into law and allow the extension of term beyond 70 years, that cannot benefit Malaba. He will go and leave the next person to enjoy it.

3) Again Mr Mavaza, should zanu try even to amend s328(7) then s328(9) is a double safety catch

“Section 328(9) This section may be amended only by following the procedures set out in subsections (3),(4), (5) and (6), as if this section were contained in Chapter 4.”

If say zanu want to amend even the s328, it has to go for a referendum in order to allow the changes.

This must be clear to everyone that Malaba has no room to extend. Bye bye Malaba bye bye.

Mnangagwa Suspends Prison Visits

By James Gwati- The government through the Zimbabwe Prisons and Correctional Services (ZPCS) has suspended prison visits by relatives of jailed inmates.

This was announced by the ZPCS Commissioner-General Moses Chihobvu in Beitbridge through an interview he had with the state media recently.

Chihobvu said they had suspended all visits as a way of controlling the spread of the pandemic in correctional facilities.
