INFLATION DEBATE: MTHULI CANNOT HAVE HIS CAKE AND EAT IT TOO!

Mthuli Ncube’s argument that inflation is not as high as claimed can find symphasers, but it is a technical argument which ignores realities as felt by Zimbabweans.

The basis of his argument is that we should compare ‘like with like’ (which is statistically logical), suggesting that the baseline data we have been using erroneously takes USD prices from say 2018 and compare then with RTGS prices in 2019! He insists we should compare USD prices in 2018 and USD prices now. ONLY that he forgets that it is the same government that he serves that started the 1:1 fictitious parity between USD and RTGS. That fictious 1:1 parity between USD and RTGS became a default baseline. Using it as a baseline for inflation becomes logical.

In people’s lives the goverment made comparing RTGS and USD a comparison of “like with like”! When the government scrapped the USD, it DIDN’T adjust and rate the new RTGS incomes to USD which suggested that moving from USD incomes to RGTS was moving from ‘like to like’.

This is what unleashed the inflationary rollercoster. If Mthuli were to be granted his claims of faulty baseline data, workers also would claim faulty baseline incomes on the change over from USD to RTGS. He cannot have his cake and eat it too! MDC Statement On NSSA Corruption

The Movement for Democratic Change (MDC) has learnt with utter shock and dismay the contents of the recently released Auditor’s report which reveals that through the then Minister of Public Service Labor and Social Welfare and her associates, the organization suffered a potential financial prejudice amounting to $167,713, 756.00 and actual financial prejudice of $7,536,375.00.

Indicated in the same report is the criminal conduct of NSSA employees working in cahoots with the Minister where the former awarded the MetBank facilities that were not merited leading to a huge exposure of $62,003,96.00. The corruption within NSSA might look like mere figures, but quite sadly they have far reaching socio-economic implications on the livelihoods of pensioners. At the center of the effects of the NSSA scandal is the failure by the institution to honor its obligations on pensions. After decades of hard work and deductions, retirees become paupers due to the avarice of corrupt politicians who seek to profit at the expense of the impoverished workers.

The criminals must not go unpunished but beyond the punitive measures that we expect to be taken against those who have been caught with their fingers in the pie, the MDC proposes systemic and structural reforms of the public pension fund. We acknowledge that pushing for NSSA reform in the absence of political stability and under the current illegitimate administration is a tall order.

We also acknowledge that progress on pension fund governance builds on the level of governance in the whole economy which is currently in tatters. Nonetheless, guided by our conscience and core values of justice and fairness, we are taking it upon ourselves to stand in defense of the vulnerable pensioner; hence in the short term, the MDC through its parliamentary deployees will push for a
Pension Reform Act that will necessitate the creation of a Pension Reform Taskforce which seeks to:

1.Guarantee the provision of adequate and viable retirement income to all NSSA contributors

2.Protect the vulnerable against livelihoods risk due to corruption and undue political interference

3.Improve the hygiene and governance practice of the organization especially ensuring that the responsible Minister and Treasury must not have disproportionate power over the Pension Fund.

4.To ensure that there must be a clear separation between the investment arm of NSSA and the wing that deals with the administration of pensions.

  1. Internal and external governance mechanisms and investment controls must be put in place in order to isolate pension reserve funds effectively from undue political influence.

The Act must empower the Pension Reform Taskforce to embark on a robust reform of NSSA exercise that will cure the current problems such as the fact that the pension fund is not shielded from political pressure, investment policies do not respect guidance regarding risk exposure and accountability to members is weak. The mechanism for minimizing corruption and fraudulent activities within NSSA must focus on:

  1. Governance practices of the organization to ensure transparency, establish systems for mitigating conflict of interest and accountability of each function and roles. Members must have representation within the governance structure with strong mandate
  2. Accountability must see the effective benchmarking of operations and performance of the organization. The civil servants have the right to know.

3.Fund Management, this must be in the custody of competent and qualified professionals with their only objective being to serve

The MDC also proffers the following suggestions which will help combat corruption in a future centralized retirement fund.

(i) Introduction of criminal sanctions for all corruption related offenses especially for public officials

(ii) Provision of and setting up special criminal courts to deal with corruption and economic crimes.

(iii) The right and mechanism for a direct recall of elected officials by the electorate.

(iv) Mandatory declaration of assets for public officials.

(v) Establishing, strengthening and institutionalizing the National Economic Crimes Inspectorate (NECI).

(vi) Regular State sanctioned life-style audits.

(vii) Limited Terms of office for all senior public executives including heads of State enterprises and parastatals.

(viii) Strengthening transparency mechanisms on State procurement including the introduction of public bidding on major public tenders.

(ix) Increased access to information for citizens including publication of terms and conditions of public and public- guaranteed contracts.

(x) Strengthened oversight role for parliament in all public enterprise.

(xi) Strengthened oversight role for the Civic Society and the Media.

The MDC is committed to an efficient, corruption-free civil service whose primary objective is to serve the citizen.

Dialogue Is The Way To Go-Khupe

Farai Dziva|MDC T leader Thokozani Khupe believes dialogue is the permanent solution to the country’s economic problems.

“We want to know for how long we are going to feel that pain before things change because we know that the economy has been down and under for a long time. We are looking for permanent solutions for our problems. We don’t want things that are not going to help us at the end of the day.

“We want permanent solutions to our problems. We want an economy that is going to be built on a strong foundation. While we don’t expect things to change overnight, there are things that need to be fixed like the cost of living which should match salaries and wages. That is exactly what we said to them. Look into prices which are rising everyday. Surely they must do something about that,” Khupe told a state run publication.

Khupe is part of the Emmerson Mnangagwa led POLAD discussion forum.

The Nelson Chamisa led MDC has distanced itself from POLAD arguing the whole thing lacks sincerity.

Passengers Slam ZUPCO ‘Tap And Go’ System

The Passengers Association of Zimbabwe (PAZ) has welcomes the introduction of the tap and go payment system for ZUPCO since it brings convenience to the commuting public. However, they expressed concern with the fact that passengers are being made to buy the tap and go card for $10.

“This amount over-stretches the pockets of passengers, many of whom are not formally employed. PAZ is also concerned with the fact that ZUPCO is prioritising passengers with tap and go cards such that those who will be paying with cash either get left behind or are the last to board the bus. Some of the passengers who will be paying with cash, at times would have been the first ones on the queue.  The purchasing of tap and go cards should not be through this form of duress,” said PAZ President Tafadzwa George Goliati.

He called upon ZUPCO to have a timetable.

“Many people who rely on ZUPCO are often late to work, because they start operating later in the morning hours. Many people leave their work stations after seven in the evening and there will be no buses to transport them. The buses that ZUPCO is hiring must be roadworthy. There are many that are not fit to transport people,” Goliati added.

The Unfinished National Interest Agenda- Our Resolve! MDC Youth Assembly Statement Ahead Of 16 August Demo

Every August the nation commemorate the gallant efforts of our liberation war heroes who selflessly took it upon themselves to extricate our country from the jaws of colonialism.

Many paid the ultimate price to ensure that the liberation struggle’s three main cardinals of freedom, majority rule and one man-one vote are realized and exercised by our people.

It is against this background and in the same spirit that as an Assembly we have a generational mandate to carry on the baton stick to ensure that we complete the unfinished and hijacked national interest agenda.

There is a clique of a few greedy and corrupt individuals who have since diverted and capsized the revolutionary ship hence upsetting the national interest agenda.

Theirs is a substitution agenda and not a transformation agenda!

It is very clear that when a political party ceases to have in its foundation a determination to advance people’s cause and morals then it becomes nothing more than a conspiracy to rule by force.

ZANU PF in its current form and entirety has since degenerated into a looting conspiracy, hence its carefree attitude on pertinent economic issues like high prices, fuel shortages and electricity blackouts affecting our people.

The people’s civil and political space is being dwarfed and trampled on with brazenness and regularity.

These substitutes of Rhodesian Front have mastered everything and forgot nothing from their colonial masters to the extent that up to this day their party have provincial offices at the former Rhodesian Front torture base along Fourth Street.

This explains why ZANU PF’s anti-people policies and repressive laws draws parallels from the colonial laws.

Right now ZANU PF is currently pushing for a draconian MOPO Bill to outlaw the people’s right to demonstrate.

The Bill if it passes through will be a direct grandson to LOMA which was replaced by the repressive POSA.

It is important to note that the underlying thinking to all these repressive acts is to fight the democratic space and national interest.

This is the very reason why young people from across the political divide should flood the streets on 16 August to express their disdain at the military cabal that is threatening to wipe out the entire generation through its so-called austerity measures.

It is our resolve as an Assembly of progress young social democrats to serve and save this generation as well as providing leadership and direction on issues of national interest.

Chiefs Gaffer Unhappy With Billiat Links To Sundowns

Farai Dziva|The constant speculation over the future of Khama Billiat at Kaizer Chiefs is troubling the Amakhosi coach.

The Zimbabwean winger has in recent weeks been linked with an exit at the Soweto giants and several clubs, both local and foreign, have expressed interest in signing him.

When asked about the future of Billiat, the Kaizer Chiefs mentor said :

“I don’t want to be part of this speculation. You go there in this moment and ask the management, who are aware of what his [Billiat] contract situation is.”

“I think the player knows his contract situation, and for me, there’s nothing to discuss.”

The 28-year-old’s absence in the season opener last weekend fueled the speculation despite Chiefs explaining it as an injury precaution.

Mamelodi Sundowns coach Pitso Mosimane’s recent comments on Billiat have further suggested that something could be going on behind the scenes.

Seven Police Officers Arrested For Threatening To Shoot A Naked Man

SEVEN police officers from Bulawayo have been arrested for storming into a resident of Njube suburb’s bedroom and assaulting him while threatening to shoot him as he lay naked for failing to pay a $1 500 fine at the Tredgold Magistrates courts.

Njube and Bulawayo Central police station officers identified as Samuel Marava, Leonard Mlezane, Kudakwashe Saungweme, Abious Munatsi, Edgar Muduva, Vincent Dube and Collen Zumo allegedly assaulted Mr Edmond Makonese (56) while threatening him with a gun.

The officers pleaded not guilty to assault charges before West Commonage magistrate Mr Stephen Ndlovu yesterday.

The magistrate remanded them out of custody to today for continuation of trial.

It is alleged that Mr Makonese defaulted paying a fine after he was found operating as an agent in the city centre without a licence.

It was not stated exactly what Mr Makonese was found operating without being registered but he was arrested and taken to court where a magistrate fined him $1 500.

He did not pay the money.

The seven police officers allegedly went to look for him at his home in connection with a warrant of arrest that was issued against him at Tredgold Courts for failing to pay the fine.

The court heard that the officers saw the complainant’s son, Tatenda, who was outside the house and assaulted him while asking him where his father was hiding.

They then stormed into the complainant’s bedroom and assaulted him while threatening him with a firearm.

Prosecuting, Ms Patience Sibanda said on March 6 this year at around 7:30AM, police officers stormed into Mr Makonese’s bedroom armed with a pistol and batons. They found him changing clothes and ordered him to lie down naked.

“The police officers assaulted the complainant by hitting him with hands, booted feet and baton sticks several times intending to cause bodily harm,” she said.

Ms Sibanda said one of the police officers threatened to shoot Mr Makonese who was now screaming in pain as he was being assaulted.

She said Mr Makonese sustained chest injuries, swollen eyes and a deep cut on his forehead and was admitted to Mpilo Central Hospital.The matter was reported to police leading to the officers’ arrest.

Nakamba’s Dad Speaks On Move To Aston Villa

Anthony Nakamba, Marvelous’ dad is proud of his son- who made it possible for him to walk on European soil.

Nakamba competed a reported £12 million dream come true move from Club Brugge to English Premier League side Aston Villa, and his father is overjoyed by the development and also the aspect of being able to travel around Europe.

“We have managed to see Europe which we never dreamt of. I didn’t know Europe, but we have managed to stay in Netherlands for two months, see Germany and Switzerland, thanks to my son,” explained Mr Nakamba in an interview with ZBC.

Asked about his son’s move to Villa Park, Mr Nakamba was inevitably thrilled.

“We are so happy as  a family. We just do not know how to express it, we have waited for this for a very long time,” he added.

Protests Will Not Resolve Economic Crisis -Khupe

Farai Dziva|MDC-T president Thokozani Khupe has claimed that protests will not resolve the country’s economic challenges.

Khupe is part of the national dialogue under the banner of the Political Actors Dialogue (Polad).

Khupe told a state run publication she was against the protests.

“My issue is that you can only resolve issues by sitting around the table and talking to each other.

You cannot resolve issues by throwing stones, by burning tyres and by going out there. But you can only resolve issues by sitting around and discussing issues like we are doing right now (in Polad).

If we sit down with them (Government) and they explain to us what is going on, we can also give our input. I’m pretty sure that Government and the President listen to some of the issues that we present to them,” said Khupe.

“The problem is the exchange rates. The prices are increasing because they are chasing the exchange rate. Once it goes up everything else increases. That is what we have told them that you must deal with the issue of prices because the cost of living does not match wages and salaries. Wages must match the cost of living,” she added.

“Livestock Taxation Scheme- A Zanu PF Ploy To Steal From Farmers”

Farai Dziva|Prominent social media analyst Antony Taruvinga has described the introduction of the livestock taxation scheme by the government as a ploy to steal from farmers.

The value of cattle whether opening or closing stock cannot be treated as part of income.

Depending on intended use, cattle can be included in the capital, fixed or current assets when preparing accounts but not part of gross income.

This is a desperate move by government to further rip and eat into farmers’ households.

Farmers across the country esp. tobacco and cotton farmers remain poor despite huge output which they surrender to government and dubious companies for peanuts…

Taxation will not grow the economy. The government must focus on production not taxation. Why squeezing an overburdened, overtaxed population?

The people are encouraged to refuse to be used to finance the operation of both Zanu PF and illegitimate government of Emmerson Mnangagwa.

“Mapfumo To Join August 16 Demo?”

Farai Dziva|Thomas Tafirenyika Mukanya Mapfumo is set to join the August 16 demostration in Harare, a social media platform for youths has reported.

The demo will be led by the Movement for Democratic Change.

“Mapfumo will touch down at 8.30 am on the same day at Harare International Airport and proceed straight to Africa Unity Square,” ZIMUCU reported.

“The time for every Zimbabwean to stand up and be counted is now.

We need to leave a legacy for our children’s children. The liberation struggle was not meant for a few but for us all.

That’s why I am going to Zimbabwe. I want to make a statement that it’s time we allow the young generation to carry the flame,”the Chimurenga music guru reportedly told ZIMUCU.

“Mapfumo urged everyone to participate on August 16 saying this day is a national event where everyone who wants a better Zimbabwe must join.
VivaZimucu.”

The announcement came at a time when however it was doubtful the singer would fly to Zimbabwe after his London feature show afterwhich he appeared needing a rest.

Mapfumo is now souring above the age of 74, and has enjoyed decades of music glory which have seen him becoming the grandpa of Chimurenga music.

MDC Unhappy With Stringent Bail Conditions For Gift Siziba

Farai Dziva|The MDC has described the bail conditions for the party’s youth assembly secretary general Gift Siziba as unfair and stringent.

The MDC is unhappy about the new bail conditions that have been imposed on our Youth Assembly Secretary General Gift Ostallos Siziba.

Siziba appeared at the Rotten Row Magistrates court this morning.

He was remanded to the 2nd of September 2019

However, the court today added more stringent terms to his bail conditions

Under the new tight conditions, Siziba is now expected to report to the police at least three times a week. His travel documents have also been taken away from him.

Siziba has since then instructed his lawyers to lodge an appeal urgently

The MDC suspects that there has been a high level of political interference in his case.

I saw the article that ED has okayed Diplomatic Passports for MP’s

I think it is crazy when general public cannot get passports. If I had my way, I would lobby for all those on Zimbabwean diplomatic passports to be put on sanctions. That will teach them a lesson to go into Parliament to serve the people not themselves.

They never go overseas on business but on personal business. They can import cars duty free, there is no end to their perks. Enough is enough. Can we lobby?

ZERA Explains Recent Fuel Price Hike

The Zimbabwe Energy Regulatory Authority has said that the recent increase in fuel prices was motivated by surging prices on the international market.

Appearing before the parliamentary portfolio committee on energy and power development in Harare, ZERA Acting Chief Executive Officer, Mr Eddinton Mazambani, added that the delivery of fuel has been affected by the failure by oil companies to procure fuel through the National Oil Infrastructure Company (NOIC).

Mazambani also noted that there is a standoff between NOIC and the Zimbabwe Revenue Authority over new taxes articulated in the mid-term fiscal policy review statement.

“Protests- Zimbabwe’s Only Hope”

By Erasmus Pongo: From civil protests that have been seen in Egypt, 2012; Fiji in 2018, Sudan in 2019, Malawi this week and is Zimbabwe next?

It can be noted that Africans are longing for socio-economic stability and urgent political salvation. Subsequently, the Movement for Democratic Change (MDC) has also threatened to take practical action against the Zanu-PF led government.

In the month of April, 1506 the great Italian polymath Learnardo da Vinci once said, “Nothing strengthens authority so much as silence”. The silence of the oppressed, is a weakness that many governments are using to capture the liberty of their citizens.

Since the attainment of independence in Zimbabwe, the government has created a system which suppresses freedom of expression. Nemine contradicentre, here is why public protests are Zimbabwe’s only hope;

The provision of the Constitution of Zimbabwe amendment no. 20 of 2013

The Constitution of Zimbabwe (amendment no. 20, 2013) guarantees freedom of expression and media, but journalist are subject to arbitrary arrest, harassment and intimidation when reporting about protests. The Zanu-PF government has also attempted to introduce rigorous laws such as the Public Order and Security Act (POSA) of 2002.

This piece of legislation has helped Zanu-PF to consolidate its power and suppress the opinions of the public. The POSA legislation has also given unprecedented power to the securocrats to violently curb any protests by the citizens exempli gratia the August 1, 2018 massacres. The state broadcaster, Zimbabwe Broadcasting Corporation (ZBC) and the state press have also been captured by the Zanu-PF government in an attempt to sanction and restrict freedom of expression.

This has caused the state media outlets to be partisan and biased in their operations. All these acts have been attempts to silence the opinions of the citizens. This silence has elevated and secured the authority and power of the Zanu-PF regime. However, Zimbabweans must consider and realize that the Constitution of Zimbabwe is superior than the Public Order and Security Act, the Securocrats as well as the government itself.

The citizens are protected by the Zimbabwe’s Bill of rights and fundamentally, Sections 61 and 62 of the Constitution which gives the right to freedom of expression and freedom of media. Sections 57, 58, 59 and 60 also entail the rights to freedom of assembly and association, freedom to demonstrate and petition as well as freedom of conscience. It is therefore imperative to realise that street protests are legal and are the only way of expressing the agony of the citizens. Demonstrations are currently the only hope of telling the government and the international community what the citizens are advocating for in their constitutional democracy!

The Socio-Economic Crisis

The socio-economic environment in Zimbabwe is devastating to both local and international communities. The rate of unemployment stands at 97% and the industrial sector is continuously shrinking due to the current economic instability. The universities are producing over 20,000 graduates who are being released into a stale and over flooded labor market.

This has resulted in an increase of illegal markets, crimes and social mayhem. Voluminous lives are being lost as the health sector continues to subside. Hospitals are lacking equipment and favorable facilities whilst the medical professionals are being underpaid. The responsible Government Officials who are supposed to fix the mess are unashamedly seeking medical treatment from other countries.

The education sector is at risk as the teachers are performing below par due to poor salaries. The Government Officials who are supposed to abate the current predicament are renowned for sending their own off-springs to prestigious schools abroad. The country’s critical sectors like Mining and Agriculture are crumbling down due to the economic meltdown in the country.

The cash crisis and liquidity crunch has remained unabated as the surrogate currency: bondnote/RTGS has continued to lose its value on the market. Price hikes, electricity cuts, corruption, militarisation of state institutions and poverty have become the main feature of our unitary Republic. Albert Einstein once said “If I were to remain silent, I’d be guilty of complicity”.

The patience of the citizens is running out and only a constitutional outcry and street demonstrations seem to be the only way of clearing the nation away from this current predicament. Public protests are therefore inevitable and seem to be the only way practical to resolve the above mentioned quandary in Zimbabwe!

A path to meaningful dialogue

The Movement for Democratic Change ( MDC ) invited the Zanu-PF to a political dialogue after the controversial 2018 elections . Inversely, Zanu-PF set a condition and it insisted that the talks could only be done when the MDC acknowledge that Emmerson Mnangagwa is the legitimate and constitutionally elected President of Zimbabwe. This was rejected by the MDC thereby terminating any hope for a political dialogue.

However, due to mounting hardships that the nation has faced, Zanu-PF invited Nelson Chamisa to a national dialogue on February 5, 2019. Advocate Nelson Chamisa declined this invitation on February 6, 2019 and submitted 10 conditions that Emmerson Mnangagwa had to comply with prior to any national dialogue.   The conditions included the cessation of all forms of violence by the state, immediate stop of arbitrary arrests, restoration of the judiciary, release of political prisoners, inviting an independent facilitator among others.

The above conditions submitted by the MDC however fell on deaf ears as the Zanu-PF leadership proceeded to have the national dialogue with the 22 losing presidential candidates.

The nation has continued to collapse and the citizens have been the major victims. After all these anomalies that have deterred the MDC and Zanu-PF from coming to the dialogue table, it seems street protests can be a good way of starting more serious talks between the two major political parties.  

Only option left

The Zimbabwean citizens have two options that lay before them: (i) Wait for 2023 Presidential elections and in the meantime give Emmerson Mnangagwa a chance to prove his fate or (ii) Be bold enough to constitutionally express their agony and suffering to the government and the international community through protest.  

Zimbabwe has suffered the wounds which were inflicted by Mugabe’s policies since the early ninety’s. The effects of this misgovernance , violation of property rights, human rights abuses, terror, sanctions and economic meltdown required political dialogue soon after the controversial Operation Restore Legacy of November 2017.

However, the leaders of the mentioned operation never paved way for a meaningful political dialogue. As a result, the nation plunged into a disputed Presidential Election that has resulted in numerous national problems and socio-economic instability. It can therefore be noted hereafter that the elections have failed to be a panacea to the nation’s catastrophe. The political dialogue called by Emmerson Mnangagwa has also failed to yield fruit. This leaves Zimbabwean citizens with no choice but to constitutionally and publicly demonstrate until a fresh roadmap is out in place.

To the MDC:

Shun Violence: The Movement for Democratic Change (MDC), you are the main opposition party in the country. Lead the people wisely to act in a constitutional way. Shun violence and desist from public disorder lest the government finds an excuse to make arrests and spill blood. Seek to submit to the rule of law in all your conduct during your protests.

Seek endorsements: Learn from your failed Harare Street Protest of 2018 and the recent failure by the Tajamuka Pressure group. Seek endorsements for your public protests from Trade Unions, Civic Organisations, Social Media Influencers, Religious Representatives, Student Representative Bodies etcetera.

Be a National not a Partisan Movements; Don’t make your protests partisan, but rather make them a national outcry. Let citizens protest regardless of their political party affiliation in your demonstrations. To avoid polarisation and partisan discrimination, avoid party regalia when you assume your public protests.

To the Government: The world is watching!

Protests are a constitutional right and must therefore be respected. Let it be noted that the international media fraternity is closely monitoring any sign of development in Zimbabwe’s economic and political spheres. Zimbabwe is on the spotlight and any attempt to obstruct, deter or hinder citizens from exercising their constitutional rights may be met with negative global response. This may result in trade sanctions, state isolation or external military intervention. It is imperative for you to respect the rights of the citizens of Zimbabwe to freely express themselves through protests.

Unity brings national prosperity and healing. Let those who wish to exercise their constitutional right do so with self-restraint and respect to property rights. Zimbabwe’s EFF To Join MDC’s Peaceful Mass Demo Against Zanu PF Misrule

By A Correspondent- The Zimbabwe Economic Freedom Fighters has announced that it will be join the main opposition MDC in the schedule anti-Mnangagwa mass Demonstrations set for 16 August 2019. 

In a statement on Thursday the party said,”the decision to participate in these mass demonstration is in solidarity with of our people who experience the consequences of 39 years of the Zanu PF government’s economic mismanagement on a daily basis.”

The party set out the demands that must be implemented for Zimbabwe to me forward.

The demands are as follows:

Parliament to be dissolved and a Government of National Unity (“GNU” be formed for a period of 5 years until the next General elections in 2023;

i)    For the military to return to the Barracks and the rule of law to be re-instated in our land;
ii)    For the GNU to make all essential and meaningful electoral changes to usher in the true will of the people;
iii)    An Independent Anti-Corruption Unit to be set up to investigate and bring to Justice all those who have looted our state resources over the period of Zanu PF rule;
iv)    An Independent Commission, led by internationally approved Commissioner(s) to be set up to address long standing Human Rights Abuses by Zanu PF;
v)    An Economic Revival Plan to be drawn up to address the severe economic challenges the country is facing;
vi)    Immediately embark on an expansive monetory policy backed by re-energising of industry and commerce to 
create conditions employment for our people;

Urging its members to participate in the protests the party said:

“We call upon all our ground forces from all our structures to join the people of Zimbabwe in the demonstrations on the 16th of August 2019. We further call upon our ground fighter to partake in the demonstrations peacefully and to resist responding to deliberate provocations by the Zanu PF blood thirst youths and mercenaries .

“It is time that we stand together as Zimbabweans to demand change and accountability from our political leaders. Doing nothing at this juncture is not an option. We cannot sit back and continue to live in perpetual misery and poverty.”

Mupfumira’s Mansions Abroad Exposed?

By A Correspondent- Fresh details have emerged from the ongoing court case involving the Minister of Environment, Tourism and Hospitality Industry, Prisca Mupfumira, showing that the Minister might have properties in Dubai, South Africa and the United Kingdom.

The revelation of Mupfumira’s alleged properties could have a bearing on her bail application ruling, with the state raising fears that she might flee the country if released on bail.

High court judge, Justice Erica Ndewere on Monday reserved ruling on Mupfumira’s bail application, saying it will be announced at a later date.

The revelations by state prosecutor, Mr Michael Reza, alleged that Mupfumira has mansions in Dubai, South Africa and the United Kingdom that have become the subject of the contest on her bail application.

Mr Reza said the Minister should be denied bail on the basis that there is a great chance of her absconding.

The applicant’s defence council led by Advocate Lewis Uriri hoped for favourable responses from the judge after they had made their submissions but Justice Ndewere reserved the ruling application to a later date.

Mupfumira is facing seven counts of criminal abuse of office, with the Zimbabwe Anti Corruption Commission (ZACC) reportedly having completed investigations on three of the counts.

Chinese National Raises Red Flag Over Corruption

By A Correspondent- A Chinese investor based in Midlands, Fung Ying Ge has allegedly reported Prosecutor General Kumbirai Hodzi to the Zimbabwe Anti-Corruption Commission (ZACC) over alleged corruption involving the way in which a USD$150 000 case is being treated by the State. 

The case which involves the accused, Tamboonei Maronga, Chinese Shen Yonghua and Liu Minghe reported under case number 2084-5/18 has on several occasions failed to take off prompting the complainant Ying Ge to raise corruption allegations against the judicial system.

The reasons for failure of the case to start are “hazy”, according to the Chinese national raising fears of underhand dealings by members of the judiciary handling the matter.

Tajamuka Leader Arrested, Detained At Harare Central Police

PRESSURE group Tajamuka/Sesijikile leader Promise Mkwananzi has been arrested and is being detained at Harare Central police station, NewZimbabwe can reveal.

Mkwananzi, a prominent government critique has been on the police wanted list since the violent January protests that turned into an orgy of violence leading to the death of 17 people after the army opened fire on demonstrators.

Tajamuka/Sesijikile Coordinator Tineyi Munetsi confirmed the development.

“Promise has been taken in by the police and we have contacted Zimbabwe Lawyers for Human Rights.

“They are yet to lay charges,” said Munetsi.

Mkwananzi fled to the UK after the protests while other activists connected to the opposition MDC scattered into different countries including South Africa after the President Emmerson Mnangagwa’s administration launched a manhunt for what it claimed were the ring-leaders.

The protests had initially been called by the Zimbabwe Congress of Trade Union (ZCTU) in response to a 150% fuel price hike announced by Mnangagwa before the Zanu PF leader flew out on a four nation tour of Euro-Asia.

Mnangagwa was to cut-short his trip as the country descended into anarchy and threatened his stay in power.

Since then hordes of activists including ZCTU secretary general Japhet Moyo as well as president Peter Mutasa were also arrested and charged with subversion.

However the stay-away was reportedly “hijacked” by militant anti-government groups leading to the deaths and destruction of property.

Mkwananzi a former MDC secretary youth secretary general has been holed up in South Africa after leaving the UK early a few months ago.

Last month Takamuka/Sesijikile called for another nationwide shutdown with Mkwananzi urging Zimbabweans to flood the streets from his base in South Africa. The cal, was largely ignored and failed given the little support from the grouyp’s usual partners including the opposition.

Police were not immediately available for comment.

Gweru Council Workers Demands Cost Of Living Adjustments

By Own Correspondent| Gweru City Council (GCC) workers have given the city fathers a 14-day strike notice. They are demanding a cost of living adjustment and salary increase.

The notice was signed by the Zimbabwe Urban Council Workers’ Union’s (ZUCWU) Gweru branch secretary, Ambrose Hwande.

The notice reads:

Notice is hereby given that from August 13, 2019, City of Gweru employees will engage in a demonstration and picketing.

From August 22, it will be a total withdrawal of labour against the employer’s insensitivity to employees’ cost of living adjustment and allowances request.

ZUCWU secretary-general and Midlands chairperson of the Zimbabwe Congress of Trade Unions, Kudakwashe Munengiwa threw his weight behind the workers. He said:

What the workers are demanding is a cost of living adjustment of $500 across the board which should be immediately paid and then adjustment of the salaries to match the prevailing US dollar rate on the interbank market.

The employer is paying new prices that have been adjusted on every service rendered like fuel and hotel bills when officials travel. The only thing they have not adjusted are the salaries of their employees.

Gweru mayor Josiah Makombe urged workers to be patient and wait until the supplementary budget is approved.-Newsday

Police Rule Out Foul Play In Car Crash That Claimed 3 Witnesses

By A Correspondent| Three people who were testifying in a court case involving a police officer who was arrested for allegedly s.e.xually abusing 21 pupils at Bulu Primary School in Mangwe District died in a car crash along the Plumtree- Mphoengs Road.

The police confirmed that the accident claimed the three lives and left nine other passengers injured after the vehicle they were travelling in hit two potholes and overturned at the 56KM peg along the Plumtree-Mphoengs Road.

However, the police ruled out foul play calling on drivers to avoid travelling at night.

“I can confirm that three people died while nine others were injured when a Nissan pick-up they were travelling in hit a pothole and burst its left rear tyre resulting in the driver losing control of the car which hit another pothole before breaking its axle and overturning,” said Asst Comm Nyathi.

He identified the deceased as Perseverance Zivanai (46), Mary Nandi Dube (32) and Sharon Ncube (14). Dube and Ncube died on the spot while Zivanai died on admission to Tshitshi Clinic.

The victims were returning home after testifying in a court case involving Constable Peter Muzulu (35) who is accused of abusing 21 pupils at Bulu Primary School while investigating a s.e.xual abuse claim at the same school.

Assist Comm Nyathi said the driver and eight other passengers – four teachers, three pupils and two other guardians- all witnesses in the case, escaped with various injuries and are admitted at Plumtree District Hospital and United Bulawayo Hospitals.

Asst Comm Nyathi dismissed claims that there could have been foul play which could have caused the accident.

“This is an unfortunate accident and we do not want to read anything into it besides that. If there are any comments or suggestions from any quarters, as police we are not privy to that,” he said.

Bulilima-Mangwe Senator Simon Khaya Moyo mourned the death of the accident victims and wished the injured ones a speedy recovery.

“I have learnt with shock and dismay of the untimely and tragic demise of three people (including a pupil) in a horrific truck accident on the Plumtree-Brunapeg Road with others severely injured and admitted to Plumtree District Hospital and United Bulawayo Hospitals respectively,” he said.

Khaya Moyo said such accidents will sadly continue to occur and claim lives if roads in Mangwe and Bulilima districts are not attended to. 

“Such accidents tell the story of the terrible state of roads in Bulilima and Mangwe Districts which need urgent attention if lives are to be saved.

“Urgent action needs to be taken to complete the tarred road from Plumtree to Maphisa growth point as it stopped at Tshitshi more than 10 years ago. The same applies to roads in Bulilima District,” he said.-StateMedia

Driver Who Ran Over Sagelaw Chingaira Hands Herself To Police

By A Correspondent- The woman who ran over and killed Sagelaw, the son of the late liberation war hero Dick ‘Cde Chinx’ Chingaira, in a hit and run accident near Greencroft Shopping Centre on Saturday handed herself over to the police.

The police confirmed that the yet to be named woman is now in police custody after she turned herself in and confessed the offence to the police. This was a day after the accident.

ZRP National Police Spokesperson Assistant Commissioner Paul Nyathi confirmed the development saying:

The police can confirm that the lady who killed Sagelaw Chingaira on Saturday handed herself in on Sunday and now awaits to appear in court. We urge the public not to run away from accidents but instead to notify the police.

Sagelaw, who many saw as the natural heir to continue in his father’s footsteps in the same way that Suluman Chimbetu and Peter Moyo have managed to keep the torches of their late fathers’ music burning, was buried on Tuesday at Glenforest Cemetry.

Disgruntled Zanu PF Members Drag Own MP To Appear Before Lands Commission

Disgruntled Zanu PF members in Kadoma this week dragged former Kadoma Central Member of Parliament Fani Fanuel Phiri to appear before the Justice Tendai Uchena-led Lands Commission to answer allegations of diverting more than 600 residential stands to his personal project.

The unhappy party members, led by Panyika Jack, are accusing the former legislator of diverting the stands to his Berina Housing Scheme after the party had donated 50 hectares, being part of Pixie Combie, to the party leadership in Kadoma’s 12 wards.

“Sir, we are here as disgruntled Zanu PF members to find out how Berina Housing Scheme is being run by former Kadoma Central Member of Parliament, Fani Phiri,” Panyika said.

“The government through the then Local Government Minister, Ignatius Chombo, donated 50 hectares of land in Pixie Combie to be shared among Zanu PF leadership in Kadoma, but the former legislator grabbed the land and formed Berina Housing Scheme with the stands that were meant for the people.”

Panyika added: “We want the Lands Commission to verify the ownership of the scheme; we feel that we were denied what was rightfully ours. What did Chombo see in Phiri to give him 50 hectares? Phiri called for a meeting in Rimuka Hall sometime back and advised us to come with 50 names from the 12 wards of Kadoma Central constituency, but we discovered later that he had formed his own housing scheme.”

Phiri was then asked by the commission to leave the court room because some of the witnesses were not comfortable with him being in the room.

In an interview, Phiri, however, denied the allegations that he had diverted land that was meant for Zanu PF members, but actually applied for the 50 hectares through the Ministry of Local Government and National Housing in 2015 and his application was successful.

“The land in question does not and never belonged to Zanu PF. I actually applied for the land in 2015 and land was availed to me and then I formed Berina Housing Scheme to parcel out stands for residential stands,” Phiri said.

“I have all the documents to verify the ownership of that land in part of Pixie Combie. Those disgruntled members of Zanu PF are barking at the wrong tree and are being misled by someone. The land that was donated to the party is there, but they are trying to protect the one who has it and pointing a finger at Berina Housing Scheme, shame on them.”

Byo Vuzu Parties: Police Warns Returning School Kids

POLICE in Bulawayo have warned pupils who are returning from boarding schools to desist from organising the now infamous vuzu parties as they risk being arrested.

Pupils, particularly those with parents in the diaspora, engage in vuzu parties, where reckless sexual activities, alcohol and drug-taking are rampant.
Acting Bulawayo police spokesperson Inspector Abednico Ncube on Tuesday told Southern Eye that they would be deploying police around the city to deal with vuzu
parties.

“We received information about Vuzu parties and other forms of alcoholism planned by youths this week on the closing day of schools and we are ready to deal
with them. There will be a full deployment of police, starting tomorrow in areas such as Haddon and Sly, Zupco, Renkini and other secret places, which we cannot reveal for now,” Ncube said.

He appealed to parents and guardians to collect their children upon arrival from boarding schools to avoid embarrassment, adding that the role of police was to
arrest offenders and not parenting.

Ncube said children were also organising secret parties during the day while their parents were at work.

Vuzu parties are coming in different types, including unprotected sex, $5 party and “blesser” sponsored parties.

MDC Youth Assembly Statement Ahead 16 August Mass Protest

Every August the nation commemorate the gallant efforts of our liberation war heroes who selflessly took it upon themselves to extricate our country from the jaws of colonialism.

Many paid the ultimate price to ensure that the liberation struggle’s three main cardinals of freedom, majority rule and one man-one vote are realized and exercised by our people.

It is against this background and in the same spirit that as an Assembly we have a generational mandate to carry on the baton stick to ensure that we complete the unfinished and hijacked national interest agenda.

There is a clique of a few greedy and corrupt individuals who have since diverted and capsized the revolutionary ship hence upsetting the national interest agenda.

Theirs is a substitution agenda and not a transformation agenda!

It is very clear that when a political party ceases to have in its foundation a determination to advance people’s cause and morals then it becomes nothing more than a conspiracy to rule by force.

ZANU PF in its current form and entirety has since degenerated into a looting conspiracy, hence its carefree attitude on pertinent economic issues like high prices, fuel shortages and electricity blackouts affecting our people.

The people’s civil and political space is being dwarfed and trampled on with brazenness and regularity.

These substitutes of Rhodesian Front have mastered everything and forgot nothing from their colonial masters to the extent that up to this day their party have provincial offices at the former Rhodesian Front torture base along Fourth Street.

This explains why ZANU PF’s anti-people policies and repressive laws draws parallels from the colonial laws.

Right now ZANU PF is currently pushing for a draconian MOPO Bill to outlaw the people’s right to demonstrate.

The Bill if it passes through will be a direct grandson to LOMA which was replaced by the repressive POSA.

It is important to note that the underlying thinking to all these repressive acts is to fight the democratic space and national interest.

This is the very reason why young people from across the political divide should flood the streets on 16 August to express their disdain at the military cabal that is threatening to wipe out the entire generation through its so-called austerity measures.

It is our resolve as an Assembly of progress young social democrats to serve and save this generation as well as providing leadership and direction on issues of national interest.

“Defence Minister Oppah Muchinguri Collapses?”

Forgotten Sipepa Nkomo Appeals To Equally Forgotten Mzila Ndlovu For Political Revival

“New Dumiso Dabengwa,” Moses Mzila Ndlovu

Former MDC National Chairman Samuel Sipepa Nkomo who threw himself into political oblivion by a series of miscalculated moves has openly appealed to another former MDC heavyweight Moses Mzila Ndlovu to come up with plans to resuscitate their political life outside of the MDC.

In a social media post on Monday, Nkomo invites Mzila to lead a Matabeleland only initiative to establish a united regional setup. According to Nkomo, Mzila will by so doing be taking over from the late ZAPU leader Dumiso Dabengwa.

Nine More Zimbabweans Arrested For Stealing Mobile Phone Base Station Batteries In Botswana

On demand in Zimbabwe, mobile base station batteries

Police officers in Botswana have arrested 10 suspects nine of them Zimbabweans for possession of stolen mobile phone base station batteries.

The arrests were recorded at Dibete police station on Tuesday morning.

Botswana Director of Crime Intelligence, Senior Assistant Commissioner of Police, Nunu Lesetedi said the suspects were arrested after they were found in possession of 15 batteries for communication towers belonging to different mobile networks.

The suspects comprised nine (9) Zimbabwean male citizens and one Motswana male citizen aged between 37 and 42 years who were intercepted on their way from Gaborone to the north towards Zimbabwe.

The suspects are still in police custody while investigations are continuing.

Mr Lesetedi appealed to members of the public to report any person they may suspect is involved in such criminal activities.

Two other Zimbabweans were arrested in Beitbridge on the same day by South African police after being found in possession of nine similar batteries belonging to Vodacom.

The batteries are on demand in Zimbabwe as they are used in solar power systems with the country experiencing the worst power shortage in decades.

ZANU PF Has Completely Ruined Zimbabwe

Nobody can tell what the Zimbabwean currency is, a dollar, a rand or a government bond, as the economic woes in the country worsen and life becomes intolerable.

Standing in a queue at OR Tambo International Airport, about to head for Robert Mugabe International Airport, an old man of Indian descent asked if I was going home.

“No. I am South African, going to a family function in Zimbabwe,” I answered. “Oh, I hope it all goes well,” the man said.

It turned out the man was Zimbabwean. He was going home, after a sojourn to see his relatives in Benoni.

The man quickly shared the story of his collapsed footwear and jewellery business in Harare, and the difficult choice he had to make: either pay a bribe or let his successful business collapse.

“My religion does not allow me to pay a bribe. I am a Muslim, my brother. So, I let my business go down.

“Everyone who does business in Zimbabwe today pays a bribe,” the man said, with tears refusing to be hidden.

“I am very sorry, Sir.” Those were my last words to the man who did not tell me his name. He, too, did not ask for mine. And off we flew to Zimbabwe, where visitors are welcomed by a big billboard at the airport advertising the country as “the place of the majestic Victoria Falls”.

My host waited to pick me up and drive from Harare to Gweru, a distance of just under 300km , southwest of Harare on the N2 highway to Bulawayo.

Having informed him that I had not been to Zimbabwe since 2005, my host drove me around Harare before we hit the highway to Gweru. From the airport we drove through Hatfield, Harare’s equivalent of Sandton.

Today Harare’s Hatfield can’t be mentioned in the same sentence with Sandton. It looks worse than a God-forsaken neighbourhood in Brakpan. What we call potholes in SA is nothing. Zimbabwe has real road holes.

As we drove from one small town to another, my host kept showing me something: “You see, uncle, that is Zimbabwe’s new trademark.”

He was showing me long queues at fuel stations.

Every fuel station in Zimbabwe has an unbelievably long queue, some as long as 4km. My host refuelled his car from a drum in his son’s house.

What about water? It is a scarce commodity. If you are lucky to have it flow through your tap, you just don’t drink it – or else you contract cholera. There are billboards warning about cholera.

As for electricity, Zimbabweans get it between midnight and 5am. With our own Eskom, we cannot afford to laugh at Zimbabweans.

About 50km outside Harare, my host showed me a brown-looking piece of land. “That farm belongs to Gideon Gono, the former governor of Zimbabwe’s reserve bank who presided over the collapse of our currency.

“I still remember the bank notes Mr Gono used to print 20,000; 500,000, and something like that.”

Today nobody knows what Zimbabwe’s currency is: the US dollar? the rand? government bond? I was swindled R1,021.54 via $72.00 in a simple chicken-meat transaction that deserves a complex PhD thesis in banana economics.

My host, a black chartered accountant, showed me Gono’s farm.

“It is very sad that Zimbabwe now imports maize,” he said.

Here is a simple truth: The place called Zimbabwe is not a country; it is a sad story of a liberation movement gone mad.

Promise Mkwananzi Arrested

PRESSURE group Tajamuka/Sesijikile leader Promise Mkwananzi has been arrested and is being detained at Harare Central police station, NewZimbabwe can reveal.

Mkwananzi, a prominent government critique has been on the police wanted list since the violent January protests that turned into an orgy of violence leading to the death of 17 people after the army opened fire on demonstrators.

Tajamuka/Sesijikile Coordinator Tineyi Munetsi confirmed the development.

“Promise has been taken in by the police and we have contacted Zimbabwe Lawyers for Human Rights.

“They are yet to lay charges,” said Munetsi.

Mkwananzi fled to the UK after the protests while other activists connected to the opposition MDC scattered into different countries including South Africa after the President Emmerson Mnangagwa’s administration launched a manhunt for what it claimed were the ring-leaders.

The protests had initially been called by the Zimbabwe Congress of Trade Union (ZCTU) in response to a 150% fuel price hike announced by Mnangagwa before the Zanu PF leader flew out on a four nation tour of Euro-Asia.

Mnangagwa was to cut-short his trip as the country descended into anarchy and threatened his stay in power.

Since then hordes of activists including ZCTU secretary general Japhet Moyo as well as president Peter Mutasa were also arrested and charged with subversion.

However the stay-away was reportedly “hijacked” by militant anti-government groups leading to the deaths and destruction of property.

Mkwananzi a former MDC secretary youth secretary general has been holed up in South Africa after leaving the UK early a few months ago.

Last month Takamuka/Sesijikile called for another nationwide shutdown with Mkwananzi urging Zimbabweans to flood the streets from his base in South Africa. The cal, was largely ignored and failed given the little support from the grouyp’s usual partners including the opposition.

Police were not immediately available for comment.

WFP Declares Zimbabwe A Severe Basket Case, US$331m Food Aide Urgently Needed

According to the United Nations (UN), with the economic situation in Zimbabwe worsening, about a third of the population is close to starvation and in desperate need of food aid.

Reports say that the World Food Programme (WFP) has launched a $331 million appeal as the country battles the effects of drought, a cyclone and an economic crisis.

Head of the WFP David Beasley said many were “in crisis emergency mode and marching towards starvation”.

The Southern African country has suffered years of economic and political turmoil.

With the country having recently introduced the Zimbabwe dollar, rejecting all foreign currency, food prices have risen sharply with drought affecting harvesting and low water levels in the country.

Rolling power cuts have also rampaged the country.

The WFP launched an appeal on Tuesday saying about 2.5 million people were on the point of starvation.  

“We are talking about people who truly are marching towards starvation if we are not here to help them,” said Beasley.

“We are facing a drought unlike any that we have seen in a long time,” he said.

The huge storm affected 570,000 Zimbabweans and left tens of thousands of them homeless.

Finance Minister Mthuli Ncube said in a statement last week, the government had been providing grain to 757,000 homes since January, in both rural and urban areas.

While President Emmerson Mnangagwa, declared the drought a national disaster on Tuesday.

The UN was already appealing for $294m for Zimbabwe but says it now needs more funding as the impact of the drought has spread.

President Mnangagwa on Tuesday declared a State of National Disaster paving way for the launch of the Revised Zimbabwe Humanitarian Appeal to the international community in an effort to mobilse funds to cushion the population from the effects of drought. Mr Beasley held a meeting with the Cabinet Committee on Emergency, Disaster Recovery and Rehabilitation and had a field visit to Masvingo on a fact finding mission. 

“Today we had a great conversation with the President and Mr Beasley. Very cordial discussions about the Zimbabwe situation and how the WFP comes to help us in this situation,” Prof Murwira said.

He said the Government is looking at a very positive outcome in terms of ameliorating the effects of drought together with WFP.

“We are looking at a situation where there is a good chemistry that is developing between Zimbabwe and the international community and this chemistry can only yield us better results in terms of Zimbabwe as a family within the family of nations,” Prof Murwira said.

“As you know, President Mnangagwa and his team are focusing on a re-engagement process. As you can see the re-engagement process is giving us those kinds of positive results in terms of the response of the international community to any need Zimbabwe may have.”

The Minister said the humanitarian response plan Government co-launched with the UN paved the way in terms of fundraising for the country.

Public Service and Social Welfare Minisiter Sekai Nzenza said people facing hunger could be over 5.7 million. 

“I am pleased that the Government is taking the hunger problem seriously, particularly in cushioning the most vulnerable,” she said, adding that her ministry distributes up to 27 000 tons of maize across the 10 provinces but still cannot reach everyone. 

“This is where we are relying very much on donor partners. So, I am pleased to say that the support we are getting from the WFP has been incredible and also from the UN partners.” 

Where Are We And Where Are We Going?

My view was that we needed to first understand where we are and what the problems are, we cannot suggest solutions until we know what issues have to be tackled, and then I suggested we needed a vision we could all subscribe to, all of us, black, white and in between, Shona and Ndebele and all the minorities.

Perhaps we need a vision first, no point in articulating the problems of life in Zimbabwe today if we cannot agree on where we want to be in 2030. Lying in bed this morning I thought about what a national vision might look like and came up with the following:

‘We, as Zimbabweans, want to live in a country that is free, democratic and responsive and where we are all respected for who we are and have security of person and property under the Law.’

What do you think – write to me and suggest what form you think that short statement should take. One sentence.

Now let’s think about where we are right now. We have an elected Government that is divided among itself, has limited international acceptance and recognition. We have a corrupt administration that practices the worst kind of corruption – the consumptive kind.

This means people steal from us and the Nation as a whole and they do not reinvest the proceeds. They take their assets out of the country or they buy a personal lifestyle that would do a millionaire proud in any other country.

The rule of law is weak and corrupted in many ways – contracts are not respected and enforced and basic rights over property have been violated and are being violated. The Court system is slow and basic rights are not being protected and crime is not being punished.

Our economy is unstable, inefficient and uncompetitive and the bureaucracy is such that it takes months to get a decision on mundane things and the critical shortages of fuel and electrical energy as well as basic foods, is making life almost unliveable.

Living standards for ordinary Zimbabweans are so poor that for many the only answer is to leave the country of their birth and live elsewhere. The most valuable possession of a school or University Graduate is a passport.

We have made progress, but the recent mid-term Budget Review threatens higher inflation, more price instability and even our fragile relationship with the multilateral financial agencies such as the World Bank and the IMF.

We face a critical food shortage in the next few months, but the new agricultural season is almost on us and we are simply not prepared for the season. Half our people need food aid or assistance and the rest struggle to pay for even the most basic of goods in our markets.

Markets are dysfunctional and allow traders and speculators the opportunity to make super margins at the expense of the majority and then the system allows them to take their profits out of the country.

Everyone exploits the poor – the small miners work under near slavery conditions and receive only a portion of the reward for their labour from Government controlled marketing agents or criminal gangs. The Municipal Police steal the goods being sold along our roads by vendors, they themselves fight back and are then beaten violently.

Everyone has to pay bribes to get anything from a Government Office – permits, passports even the settlement of fines. A permit to export a sample of a product to a customer outside the country requires 9 signatures. Every border post is riddled with corruption, costing the State hundreds of millions of dollars in lost revenue every year.

We create institutions to work for the country and its people – NSSA and Zinara, In the 25 years that NSSA has been operating, our workers have been forced to pay US$8 billion into its coffers.

Only US$1,2 billion remain and the rest has been squandered in sweetheart deals and botched investments – hotels lie idle, hospitals that have never opened their doors, housing schemes that the organisation has ‘lost’.

Zinara, collecting revenues that used to go to maintaining the 75 000 kilometres of roads in both urban and rural areas, now goes into projects like the dualization of the roads going out of Harare and are all being carried out under contracts that are not competitive or open to public scrutiny and the rest of our road system is deteriorating to the point where you will need a 4×4 to get home.

I contributed US$1,2 million to the Old Mutual over a lifetime of work and they pay me Z$94 (US$9) a month as a pension. Not altogether their fault after the Reserve Bank Governor destroyed the currency, but they certainly did not protect my interests.

We still do not have freedom of assembly or information. All radio stations are State or Party controlled. There are no local Television stations and the print media is pretty hopeless.

Thank goodness for the social media – but even there three quarters of what we read is ‘false news’. But at least there are few secrets anymore and that brand new fancy car that cost more than a million US dollars can no longer be hidden.

But how to fix these problems – I saw an analysis yesterday of the Mid Term and it was excellent – but no solutions. In my view the solutions lie in a few key areas. We have to give an amnesty to everyone who has gained from corruption in the past.

Let them keep their ill-gotten gains inside the country but demand that they bring home any assets abroad. After that, any corruption that comes to light, should be rewarded with the confiscation of all assets to the State and a heavy sentence of imprisonment in our delightful jails.

Any external assets obtained corruptly and not disclosed and returned should be liquidated and returned to the Country as revenue to the State.

Then we need to get our Banks to put all foreign currency earning through a transparent and open interbank market so that we know what the real value of our currency is and get some stability. This would reduce exchange rates and reduce prices and inflation over night. It would restore some buying power to what we all earn.

Then we need a real market driven economy. Failed State Corporations that have outlived their purpose should be wound up and sold. The private sector should take over all aspects of the operation of our economy.

Markets should set prices and monopoly activity or collaboration to fix prices, made a serious corporate crime and subject to fines on the basis of turnover of the Companies concerned and prison for Executives.

Finally, we need a Government that will listen and respond and care about everyone who lives here. We need a national vision of where we are going and consensus on how to get there.

We need to heal the wounds of the past and say sorry, it will never happen again and we need to give our people – all of them, hope that better days lie ahead and we know how to get there.

Econet Bundles Also Shooting Up

Econet Zimbabwe has notified its customers of its plans to hike data and SMS bundle tariffs on Friday. This follows a similar move by State-owned mobile network operator NetOne.

A message sent to customers by the mobile giant read:

Dear customer. Please take note bundle prices for data & SMS will be reviewed Effective 9 August 2019.

Service Providers operations have been negatively impacted by the 18-hour daily power cuts as they have to use diesel generators for their base stations.

Econet recently experienced a huge network blackout lasting several hours after a power cut disrupted its network centre.

Parliamentarians Win Fight For Diplomatic Status As They Travel Out Of The Country

PRESIDENT Mnangagwa has given the nod for Parliamentarians to be issued with diplomatic passports following years of lobbying from the legislators.

The Chairperson of the Portfolio Committee on Foreign Affairs and International Trade and Makonde legislator Kindness Paradza made the announcement of the President’s approval in the National Assembly yesterday.

The decision by the President follows a request by legislators on several occasions in past parliamentary sessions for them to be issued with the document.

“I want to thank His Excellency the President on behalf of all the 350 parliamentarians that for the first time since our Independence, honourable members are going to have diplomatic passports,” said Paradza. “Having a diplomatic passport is a privilege and not a right and I want to thank His Excellency for extending this privilege to MPs. The passports are going to be issued starting next week.”

Paradza warned parliamentarians against abusing the document.

“It was only this Parliament in the region and the world over that the MPs did not have diplomatic passports,” he said. “Those who will abuse these passports will have them withdrawn.”

Diplomatic passports allow holders to enjoy various advantages that include easy passage at borders, special lines at customs, tax exemptions, travel upgrades on airlines and hotels, free visas to any country and in some cases, visa free travel.

Khupe Speaks To State Media Against MDC Demonstration

State Media|MDC-T president Dr Thokozani Khupe has said protests will not resolve the country’s economic challenges but dialogue, proffering solutions and unity of purpose are required to transform the country’s fortunes.

Dr Khupe, who is part of the national dialogue under the banner of the Political Actors Dialogue (Polad), said there is no quick fix to the economic problems bedevilling the country but Government should ensure that prices match people’s salaries. 

President Mnangagwa leads Polad which consists of leaders of political parties that participated in last year’s Harmonised  Elections.

In an interview yesterday, Dr Khupe said she was against protests as they do not bring solutions to economic challenges affecting the country.

Her sentiments follow an announcement by the MDC Alliance led by Mr Nelson Chamisa that they will unleash protests against Government next week.

“My issue is that you can only resolve issues by sitting around the table and talking to each other. You cannot resolve issues by throwing stones, by burning tyres and by going out there. But you can only resolve issues by sitting around and discussing issues like we are doing right now (in Polad). If we sit down with them (Government) and they explain to us what is going on, we can also give our input. I’m pretty sure that Government and the President listen to some of the issues that we present to them,” said Dr Khupe.

She said last Friday Polad members met Finance and Economic Development Minister Professor Mthuli Ncube and Reserve Bank Governor Dr John Mangudya among other senior Government officials seeking an explanation on what is happening in the economy.

Dr Khupe said they had frank discussions with the senior Government officials who explained reforms being implemented. In response, members of Polad urged Prof Ncube and Dr Mangudya to tame prices and foreign currency exchange rates. “The problem is the exchange rates. The prices are increasing because they are chasing the exchange rate. Once it goes up everything else increases. That is what we have told them that you must deal with the issue of prices because the cost of living does not match wages and salaries. Wages must match the cost of living,” she said.

Dr Khupe said confidence building, unity of purpose and increasing production are some of the issues that need to be addressed in turning around the economy.

She said while Government officials explained that the economic hardships being faced by citizens were a passing phase, they demanded that Government ease the pain on the suffering Zimbabweans.

“We want to know for how long we are going to feel that pain before things change because we know that the economy has been down and under for a long time. We are looking for permanent solutions for our problems. We don’t want things that are not going to help us at the end of the day. 

“We want permanent solutions to our problems. We want an economy that is going to be built on a strong foundation. While we don’t expect things to change overnight,  there are things that need to be fixed like the cost of living which should match salaries and wages. That is exactly what we said to them. Look into prices which are rising everyday. Surely they must do something about that,” said Dr Khupe.

Mutharika is said to have been angry with the way the Army protected the demonstrators on Monday after the Police withdrew.

ZAOGA Pastor Vanishes After Impregnating Form Three Pupil

A FAMILY from Binga is looking for a Zaoga Church pastor who disappeared after allegedly impregnating their 19-year-old adopted daughter who is a Form Three pupil.


The pupil was adopted by the family in Manjolo, about 25km from Binga when she was eight-years-old following the death of her parents. She was in the custody of a family member, who is a teacher at a local school.


The teacher, who declined to be named, said Pastor Bruce Mushayavanhu (29) allegedly left Binga on the pretext that he was going to answer to his case before the church in Harare but never returned.

She said Pastor Mushayavanhu, who was on probation, had however, acknowledged responsibility after being confronted by the family and reported to the church’s overseer in Binga. She said they have been trying to locate him for the past three months after he disappeared.


“My mother, who is late now, adopted the pupil when she was eight-years-old and she took her to school. My mother died in 2017 and I took over the responsibility of taking care of the girl, who is literally my sister.


“In January this year Pastor Mushayavanhu was deployed to Binga and he moved into our family house, which we’ve been renting out to Zaoga Church for years. In April I heard that my sister was pregnant,” said the teacher.


She said she confronted the pastor and he professed ignorance on the issue but when she interrogated her sister she confirmed that she was pregnant and the pastor was responsible. The teacher, who is a Roman Catholic, informed the local priest and they decided to go and report the case to the Zaoga overseer, who is also based in Binga and only identified as Overseer Ndlovu.

“Overseer Ndlovu summoned him and asked him to explain what was going on. He accepted responsibility and promised to take care of my sister and the child.


“My priest suggested that we seek advice from legal experts and we approached a magistrate, who advised us that Mushayavanhu should write an affidavit and put his acknowledgements and promises on paper.


“He agreed and wrote the affidavit on 27 May. He even said he wanted my sister to continue with school and promised to pay her fees,” she said. She added that Pastor Mushayavanhu later took his clothes and property somewhere else before leaving the house and he never came back.

“We asked Overseer Ndlovu about his whereabouts and he said the pastor had to go to the church’s headquarters in Harare to answer to his case.


“He gave us his uncle’s number but he could not help us locate him,” she said. Chronicle is in possession of the affidavit written by Pastor Mushayavanhu on May 27, 2019.
“I, Bruce Mushayavanhu take responsibility for the pregnancy of (name withheld) and I’m ready to take (sic) her but not now because I’m still making consultations on the way forward. I will give the final decision and way forward on June 3, 2019,” reads part of the affidavit.


Contacted for comment, Overseer Ndlovu confirmed the incident, saying the church was also looking for the pastor. “I was working with the young man here in Binga together with a few other pastors. He was deployed to Binga just after completing Bible school, and was still on probation.


“I advised our headquarters about his case and he was summoned before being demoted to an ordinary church member while the church was monitoring his commitment,” said Overseer Ndlovu.State media

Kambarami Apologises

BULAWAYO Mayor Councillor Solomon Mguni and his deputy Councillor Tinashe Kambarami yesterday apologised for the recent chaos at City Hall saying measures have been put in place to bring sanity and ensure that there are no sacred cows at council.

Cllr Kambarami and Ward 4 Councillor Silas Chigora violently ejected Bulawayo Town Clerk, Mr Christopher Dube, from his office after he refused to take a letter “suspending” him from duty last month triggering an ugly chain of events.

Cllr Kambarami, who was the acting Mayor at a time when Cllr Mguni was on study leave in South Africa, accompanied by Cllr Chigora, shoved Mr Dube after he told them that their actions had no legal force.

The two were at the forefront of violently ‘suspending’ Mr Dube accusing him of corruption, among other allegations.Councillor Mguni however, rescinded the suspension the following day and council ratified his decision days after.

Just before a full council meeting commenced yesterday, Councillor Mguni read a statement he co-signed with his deputy assuring residents that the disturbances would not happen again.

“The City of Bulawayo would like to apologise to residents and stakeholders on the recent disturbances that rocked the city on July 11 and 12, 2019. We want to assure residents that this will not happen again.

“This incident is a reminder to all of us on the importance of unity in whatever we do,” said Cllr Mguni.

He said the events were also a reminder to all of them that they are servants of the people of Bulawayo, hence they must serve respectfully and honourably.

The Mayor said as a council, they would strengthen their dedication and responsiveness to fighting corruption and abuse of office.

“There shall be no sacred cows and anyone implicated must be investigated and go through the relevant audit processes. Once again the City of Bulawayo apologises to all stakeholders for the mix up. We’ll continue to serve our city with integrity and reputation of the City of Kings, to ensure we become a smart and transformative city by 2024, in line with our vision,” said Cllr Mguni.

Bulawayo councillors are reportedly divided between two factions angling to control the awarding of tenders and the Town Clerk has stood as a stumbling block to their shenanigans.

Government constituted a probe team to investigate circumstances leading to Mr Dube’s suspension and to look into corruption allegations raised against council management and its findings are yet to be released.

Bosso Dismiss Chapungu

HIGHLANDERS finally remembered how to win at Barbourfields Stadium when they laboured to secure maximum points against visiting Chapungu in a Castle Lager Premiership match yesterday.


It was only Bosso’s fourth victory of the season.
The score line wasn’t a true reflection of the game, but for the Bulawayo giants, to contemplate a below par performance is a secondary matter. They have played better, but still lost or drew games this season.


Prince Dube scored the solitary goal in the 38th minute, converting from the penalty spot after impressive pint-sized winger Ray Lunga was hacked down inside box by Chapungu right-back Pinel Gumbo.


Referee Hardlife Ndazi’s decision to award Bosso a penalty did not go down well with the Chapungu players, who staged an eight-minute protest.


It took coach Rodwell Dhlakama to walk onto the pitch to calm down his players.
After the game, Dhlakama expressed his disappointment with the referee’s decision, which he felt changed the course of the game.


“It is difficult to comment on the game, the turning point was the penalty, which l thought was a soft call. We had a decent game, we could have won or drawn, but we lost. Now we go back to the drawing board and ensure that we soldier on,” said Dhlakama.


Bosso coach Mandla Mpofu was happy that his side had managed to grind a result.


“We are happy we managed to grind a result. A team, player and coach are judged by results. It was not an exciting win, but we are happy to get the three points,” he said.


The victory was Mpofu’s first set of three points since he took over from Madinda Ndlovu last month. The win took Bosso’s points tally to 20 and also ensured that they move into 11th position on the league table and also ended their three-game winless streak.


The game started off at a very low tempo, with both sides failing to take the early initiative. With the spotlight on Dube after his Warriors’ hat-trick, the tricky Lunga stole the show with his fancy footwork and deft runs.
Dube, however, had the first two close chances of the game coming his way, but he missed with the head on both occasions.

New Twist To Fadzai Mahere’s NSSA vs Metbank Case

State Media|Metbank’s corporate secretary and legal counsel Mr Kiitu Zawanda has brought in a new dimension to the banks case against NSSA claiming that the TBs and interest, together with legal fees attached to them, were paid back to NSSA “in full on the 24th of July 2019”.

His remarks follow media reports that NSSA had not been paid back the money and had instituted court proceedings to recover the money.

Said Mr Zawanda: “It is false that Metbank has not repaid US$20 million in TBs as ruled by the High Court and it is equally false that a writ to attach property has been issued against the bank.”

He said in 2017, it entered into an agreement with NSSA where in exchange for an agreed consideration, NSSA gave the bank TBs with a face value of US$20 million for use for its third party borrowings.

“The facility held by Metbank was a performing asset and when it came to an end in December 2017, Metbank paid all the attendant fees and returned the TBs.

“It (facility) performed so well that as a result the facility was renewed on the 18th of December 2017 for a further six months through a term sheet which had a clause that it would be replaced by a subsequent agreement, which would govern the rights and obligations of the parties in respect of the TBs.

“The facility was extended on the basis of a further consideration which Metbank duly paid,” said Mr Zawanda.

It added that after the six-month period specified in the term sheet, a dispute arose over the release of the TBs, with Metbank refusing to return the TBs because NSSA had failed to avail the agreement which was meant to replace the term sheet as agreed between the parties. The dispute was despite the fact that the facility was performing and Metbank had honoured all its obligations to NSSA.

“Whilst the parties were still in negotiations regarding the dispute, NSSA went to court seeking the return of the TBs on the basis of the term sheet. Metbank opposed the relief sought on the grounds that the term sheet did not constitute an agreement, but was merely a precursor meant to precede a substantive agreement between the parties.

“For Metbank, the issue was that the TBs should only be released after an agreement had been entered into and only in terms of what that agreement would have provided for.

“Both NSSA and Metbank were made aware of the judgment on 22nd of July 2019. Prior to receiving this judgment, Metbank of its own volition, wrote to NSSA on the 19th of July offering to transfer the TBs to them.

“NSSA indicated that they needed time to consult with their lawyers and after doing so, they finally accepted a full transfer of the TBs back to them on the 24th of July 2019,” said Mr Zawanda.

He added that a perusal of Justice Nicholas Mathonsi’s judgment shows that he largely dealt with what constituted an agreement, “and all the other issues brought to light in social media were peripheral issues which were a meniscal (sic) part of the judgment”.

Army Commander Speaks On Current Harsh Economic Conditions In The Country, Reiterates “Army Is Above Politics” Statement.

State Media|Zimbabwe National Army Commander, Lieutenant-General Edzai Chanyuka Chimonyo has reiterated the statement once said by former Defence Forces Commander Constantino Chiwenga before the historic 2017 coup on former President Robert Mugabe that the army is bigger than politics.

Chimonyo says this on an online state media platform yesterday in an interview ahead of this year’s Heroes and Defence Forces Day commemorations.

He implored Zimbabweans to remain patient, saying the current economic challenges are temporary, normal and not unique to the country as those that are now developed went through the same in the past.

“People of Zimbabwe should know that we (ZDF) are pillars of Zimbabwe to ensure that there is peace,” said Lt Gen Chimonyo.

“One thing that I always ask myself is ‘when we went to the liberation struggle at that young age we were so united, why is it today we are not united as a country in an independent Zimbabwe?’ Yes, perhaps it can be politics here and there; we in our Constitution, we are apolitical, that is why in our Constitution multiparty (politics) in Zimbabwe is allowed; we observe what would be taking place.

“We can never move while divided, unity of purpose, that is what we want . . . we want politicians do their own work and ourselves doing our work.”

Turning to economic challenges, Lt Gen Chimonyo said many countries, including the United States, went through some turbulent times.

He added that before the First World War, Europe had problems too, while China has also navigated even worse problems to become one of the world’s economic giants.

“As I speak on behalf of the ZNA, I see light at the end of the tunnel. We are saying that there is nothing that can defeat us as long as we are united and together, these are difficulties we must overcome. But there are not difficulties that other countries have not gone through.

“As your ZDF, I stand here and beg you let us be united and stand together under these difficult circumstances; we will prevail,” he said.

He said unity would attract the much-needed investment for the country, adding that the ZNA’s role in the new dispensation is to defend the country’s sovereignty and territorial integrity.

“The role of the ZNA in the new dispensation is to defend the sovereignty, territorial integrity and national interest of Zimbabwe, at the same time contributing to international peace and stability. In the new dispensation the ZNA has a role to play which is to create a peaceful environment which is conducive to the investment as espoused by the mantra that is spoken about by His Excellency (President Mnangagwa) that ‘Zimbabwe is Open for Business’”.

“One of the most important things we should always keep in our minds is peace, so that investment comes our way as a nation. There is unemployment (and) we can only create that employment if there is investment and this happens when we are united just like those liberation guys, men and women, who went out to be together as Zimbabweans,” said Lt Gen Chimonyo.

He said the ZNA will continue undertaking training programmes for its troops in order to move in line with advancing technology, and to equip them with skills of countering threats that come with globalisation.

“There is no doubt that the enemy we fought yesterday is the same enemy we are fighting today and what is there is that it has only changed its tactics and we are faced with asymmetrical warfare, which is to do with media, cyber (wars) and these are elements that are very important aspects that men and women in the ZNA needs to understand and know what implications they have to the nation,” said Lt Gen Chimonyo.

I faced death with those 2 people for as long as they were in the ministry. A week before we drove to South Africa I sat down with both of them and I said to them- you are following me everywhere I am going, I am in danger because in those three weeks before the accident we had a lot of incidents where death threats continued to come.

I am sure you still remember at First Street when there was a message that came: run away they are going to come to kill you. And I said I am not going to run. Because I cannot run away from death death is something that nobody can run away from. So I sat with her husband and Mai Vhurumuku, and Baba Vhurumuku is not here, he works outside the country, and I told them there is death that is imminent; we knew about it it, we wrote a letter to president Emmerson Mnangagwa.

Veteran Warriors Striker Finds New Home

Farai Dziva|Zimbabwean striker Cuthbert Malajila has joined Black Leopards after leaving Mamelodi Sundowns at the end of last season.

The player’s agent Michael Ngobeni of M Sport Management confirmed the deal to Soccer Laduma on Tuesday.

“I can confirm that Cuthbert Malajila has signed with Black Leopards. He is under M Sport Management,” said Ngobeni.

“He is excited and the club is excited. He is hungry to play football and he can’t wait to score the goals. We are also happy for him and we are happy for Leopards. It is a good team. Malajila is surrounded by experienced players there and everyone is happy.”

Malajila’s signing follows after a move to Bloemfontein Celtic fell through on the last hour.

Meanwhile, Malajila could make his debut in the match against Kaizer Chiefs this coming weekend.

Economic Crisis :Woman Kills Self, Son In Shocking Incident

Farai Dziva| In a shocking and tragic incident, a 31-year-old Mutare woman killed herself and her son as she could no longer cope with the biting economic challenges.

The woman killed herself and her son by putting rat poison into their food.

Manicaland police spokesperson Inspector Tavhiringwa Kakohwa confirmed the incident in an interview with NewsDay on Tuesday.

Inspector Kakohwa told the publication that Sheilla Mamera was found dead on Friday morning together with her 12-year-old son, Fidelis Mamera, a Grade 5 pupil.

The bodies were discovered by one of her children who reported the matter to Marymount Police Station.

“There was also a suicide note which said she had killed herself due to economic hardships, but she did not say which economic hardships.

A sachet of rat poison was found at the scene,” police said.

MIGHTY Warriors coach Sithethelelwe ‘Kwinji 15’ Sibanda expects her players to rise to the occasion when they face defending champions and hosts South Africa in a Cosafa Women’s Championship semifinal showdown at Isaac Wolfson Stadium tomorrow.


Sibanda’s charges booked their place in the semifinals after accumulating nine points following convincing victories over Angola (4-1), Mozambique (4-0) and Eswatini (7-0) to finish as Group C winners.


The Mighty Warriors are bidding for their first Cosafa Women’s Championship title since 2011 when they beat Banyana Banyana 1-0 in the final. Since then Zimbabwe have played second fiddle to South Africa who went on to win the 2017 edition and last year’s.


In fact, in the tournament’s six-year history, South Africa has won the title five times with Zimbabwe crowned champions once.


And as they prepare for another titanic battle against Banyana Banyana tomorrow, Sibanda appears relaxed while encouraged by her team’s great strides they have made since arriving here a week ago for the regional tournament.


“We are meeting the hosts and defending champions but I’m sure with the attitude and the improvement shown by the players in all the matches we have played so far, I think it’s going to be a 50-50 situation,” Sibanda said.


“I’m impressed especially when a team shows improvement obviously as a coach you are happy and you appreciate the efforts that the players have put in to get where we are.


“When we started this tournament our worry really was on our physical fitness whether we were going to match our opponents given the limited time we had in preparing. “Togarepi Is Nursing Unrealistic Fantasies”

Farai Dziva|Masvingo based political analyst Jeffryson Chitando has said he hopes Zanu PF Youth League leader Pupurai Togarepi will soon wake up and realise he has been nursing an unrealistic dream about the country.

Chitando was responding to a statement made by Togarepi indicating that “Zanu PF will rule until donkeys grow horns.”

Said Togarepi :“The wise always say do not pick fights you can’t win and the clever ones stick to this time old piece of wisdom, it is free and has been proven by history to be a key ingredient to success and a happy life, but sadly and rather regrettably, our political opponents in the MDC are naive and fail to understand such basics.”

He added:”Zanu-PF is the ruling party of Zimbabwe, and with a very weak and out-of-sorts opposition such as the MDC, we will rule this country until donkeys grow horns, they can only dream, but then dreams are for free.

Zanu-PF will rule for ages to come, not because we are undemocratic, but purely because we are the people’s preferred party as has been proven since the turn of this year where the party has won by-elections with little effort.”

Chitando responded:” I suppose he (Togarepi) is daydreaming and he shall soon wake up and realize that he has been nursing unrealistic fantasies.

In the past Ian Smith made similar remarks,” said Chitando.

Contemporary musician Jah Prayzah is on Saturday set to share stage with top other African musicians at the One Africa Music Festival in New York, United States of America.

Jah Prayzah, who is performing for the third time at the festival, will be the only Zimbabwean musician listed to perform at the extravaganza aimed at celebrating authentic African compositions

The festival focuses on African artistes and seeks to celebrate the top talent Africa is endowed with.

Jah Prayzah’s manager Keen Mashapaidze said they were prepared and excited to be performing with some of Africa’s biggest names in the entertainment industry.

“It is an honour for Jah Prayzah and Third Generation Band to be sharing the stage with top African musicians. We are going to learn one or two things from the festival,” he said.

7 ZRP Cops Storm Into House, Beat Up Naked Man

Seven police officers from Bulawayo have been arrested for storming into a resident of Njube suburb’s bedroom and assaulting him while threatening to shoot him as he lay naked for failing to pay a $1 500 fine at the Tredgold Magistrates courts.

Njube and Bulawayo Central police station officers identified as Samuel Marava, Leonard Mlezane, Kudakwashe Saungweme, Abious Munatsi, Edgar Muduva, Vincent Dube and Collen Zumo allegedly assaulted Mr Edmond Makonese (56) while threatening him with a gun.

The officers pleaded not guilty to assault charges before West Commonage magistrate Mr Stephen Ndlovu yesterday. The magistrate remanded them out of custody to today for continuation of trial.

It is alleged that Mr Makonese defaulted paying a fine after he was found operating as an agent in the city centre without a licence.

It was not stated exactly what Mr Makonese was found operating without being registered but he was arrested and taken to court where a magistrate fined him $1 500.

He did not pay the money. The seven police officers allegedly went to look for him at his home in connection with a warrant of arrest that was issued against him at Tredgold Courts for failing to pay the fine.

The court heard that the officers saw the complainant’s son, Tatenda, who was outside the house and assaulted him while asking him where his father was hiding.

They then stormed into the complainant’s bedroom and assaulted him while threatening him with a firearm.

Prosecuting, Ms Patience Sibanda said on March 6 this year at around 7:30AM, police officers stormed into Mr Makonese’s bedroom armed with a pistol and batons. They found him changing clothes and ordered him to lie down naked.

“The police officers assaulted the complainant by hitting him with hands, booted feet and baton sticks several times intending to cause bodily harm,” she said.

Ms Sibanda said one of the police officers threatened to shoot Mr Makonese who was now screaming in pain as he was being assaulted.

She said Mr Makonese sustained chest injuries, swollen eyes and a deep cut on his forehead and was admitted to Mpilo Central Hospital.The matter was reported to police leading to the officers’ arrest. – state media

ZAOGA Pastor Impregnates Form 3 Girl, Vanishes

A Family from Binga is looking for a Zaoga Church pastor who disappeared after allegedly impregnating their 19-year-old adopted daughter who is a Form Three pupil.

The pupil was adopted by the family in Manjolo, about 25km from Binga when she was eight-years-old following the death of her parents. She was in the custody of a family member, who is a teacher at a local school.

The teacher, who declined to be named, said Pastor Bruce Mushayavanhu (29) allegedly left Binga on the pretext that he was going to answer to his case before the church in Harare but never returned. She said Pastor Mushayavanhu, who was on probation, had however, acknowledged responsibility after being confronted by the family and reported to the church’s overseer in Binga. She said they have been trying to locate him for the past three months after he disappeared.

“My mother, who is late now, adopted the pupil when she was eight-years-old and she took her to school. My mother died in 2017 and I took over the responsibility of taking care of the girl, who is literally my sister.

“In January this year Pastor Mushayavanhu was deployed to Binga and he moved into our family house, which we’ve been renting out to Zaoga Church for years. In April I heard that my sister was pregnant,” said the teacher.

She said she confronted the pastor and he professed ignorance on the issue but when she interrogated her sister she confirmed that she was pregnant and the pastor was responsible. The teacher, who is a Roman Catholic, informed the local priest and they decided to go and report the case to the Zaoga overseer, who is also based in Binga and only identified as Overseer Ndlovu. “Overseer Ndlovu summoned him and asked him to explain what was going on. He accepted responsibility and promised to take care of my sister and the child.

“My priest suggested that we seek advice from legal experts and we approached a magistrate, who advised us that Mushayavanhu should write an affidavit and put his acknowledgements and promises on paper.

“He agreed and wrote the affidavit on 27 May. He even said he wanted my sister to continue with school and promised to pay her fees,” she said. She added that Pastor Mushayavanhu later took his clothes and property somewhere else before leaving the house and he never came back. “We asked Overseer Ndlovu about his whereabouts and he said the pastor had to go to the church’s headquarters in Harare to answer to his case.

“He gave us his uncle’s number but he could not help us locate him,” she said.Chronicle is in possession of the affidavit written by Pastor Mushayavanhu on May 27, 2019.

“I, Bruce Mushayavanhu take responsibility for the pregnancy of (name withheld) and I’m ready to take (sic) her but not now because I’m still making consultations on the way forward. I will give the final decision and way forward on June 3, 2019,” reads part of the affidavit.

Contacted for comment, Overseer Ndlovu confirmed the incident, saying the church was also looking for the pastor. “I was working with the young man here in Binga together with a few other pastors. He was deployed to Binga just after completing Bible school, and was still on probation.

“I advised our headquarters about his case and he was summoned before being demoted to an ordinary church member while the church was monitoring his commitment,” said Overseer Ndlovu. He said Pastor Mushayavanhu disappeared after a while and his mobile phones are not reachable. The pastor and his uncle could not be reached for comment as their mobile phones were not reachable. – state media

New Zanu PF/ MDC GNU Is “Ordained By God” – Brainwashing Magaba Theology At Its Worst

“I know some of you have been saying ‘why are you praying’. There is no dialogue between man and man which is not ordained by God.

Now that we have dialogued with God, we have to dialogue man and man; and to be able to do that, we have to take some practical steps going forward and those decisive steps are going to be announced to you in due course,” said Nelson Chamisa.

I am not a theologian, still I know Magaba theology when I hear it. This is just Magaba theology at its brainwashing worst.

For the benefit of those who do not know Harare well enough to know this place called Magaba; this is the place in Harare, near Rufaro Stadium, where you can buy all manner of recycled rubbish. True enough, most of the stuff would have been recovered from the rubbish dumps.

In the mid-1980s I bought a tyre in Magaba that looked as good as new (the shortages we are seeing today are not new but rather a recurring nightmare).

I soon discovered Magaba’s jacks of all trade and masters of rubbish had plugged an inch-long cut in the tyre! A tyre bursting whilst travelling at speed is deadly! Those Magaba jackasses do not give a damn!

Chamisa must stop peddling his Magaba theology!

If all dialogue “between man and man is ordained by God” then is there so much lying, deceitfulness and evil among mankind?

Was it not the Lord Himself who gave Moses the Ten Commandments, the laws to govern who mankind was to relate to God and to each other?

Did He not give mankind a discerning mind to know right from wrong and those who acted wisely have enjoyed peace and prosperity whilst those who have acted foolishly have suffered and perished.

Zimbabwe’s economic troubles, trial and tribulations are man-made; there are a product of decades of gross mismanagement, rampant corruption, lawlessness and greed. This is decades of man to man foolish dialogue; we, as a nation chose, to go down this path; it was not a fate “ordained by God”.

Today Zimbabwe is at a political cross-road; following last year’s rigged elections we have a many different routes to follow:

a) Following the rigged elections Mnangagwa and his cronies declared themselves the legitimate winners of the elections, seized the instruments of government and presented the nation with a fait accompli. We can accept this illegitimate government and the consequence of having a pariah state that we can see already.

As long as Zimbabwe remains a pariah state ruled by corrupt, incompetent, vote rigging and murderous thugs the country will never enjoy any meaningful economic recovery. No one likes to do business with thugs.

b) MDC is offering to fraudulently declare Zanu PF legitimate if Mnangagwa agrees to appoint Chamisa and other MDC leaders cabinet members. It is fraudulent because it is not for MDC to decide who is legitimate and who is not; only the people in a free, fair and credible elections can do this.

Chamisa has claimed to have “the key to unlock the economy”. He is bluffing. Zimbabwe’s pariah state status will not go away just because Zanu PF has a few MDC cabinet members.

Chamisa’s Magaba theology that the Zanu PF and MDC GNU is course “ordained by God” will fool many naïve and gullible Zimbabweans, not the savvy international community and investors.

c) The last option is to bite the bullet and demand that Zanu PF is illegitimate and must step down. If we are serious about wanting to revive the economy, then we must end the curse of rigged elections and pariah state. We cannot end the decades of misrule by keeping the dictatorship that is causing the misrule but by getting rid of it!

Zanu Pf Pushing For Disbursement Of Political Party Funding From Gvnt

By A Correspondent- ZANU PF Secretary for Finance Patrick Chinamasa is demanding that the government of President Emmerson Mnangagwa disburse to the party its portion of Political Finances Act. 

Posting on Twitter Permanent Secretary in the Ministry of Information Nick Mangwana however said the party was being given the same message communicated to opposition a few days ago.

Said Mnagwana:

“ZANU PF Secretary for Finance is on our case pushing to have this payment remitted as well. He is being given the same message.”

Mangwana was commenting after MDC leaders complained that they were not given their share of the funds.

He told the MDC:

“Government wishes to advise the public that it is yet to disburse funds to political parties under the Political Parties (Finance) Act Chapter 2:11.

“Treasury is presently seized with the importation of basic goods and prioritising the cushioning of the general public from the current economic challenges. When the funds to finance political parties are available, they will concurrently be disbursed to all eligible political parties. This is expected to happen within the next few weeks,” said Mr Mangwana.

According to the Political Parties (Finance) Act, the State is obliged to provide funding to political parties that get at least 5 percent of the vote in a general election.

Tajamuka/Sesjikile Leader Arrested

By A Correspondent- Tajamuka/Sesjikile leader Promise Mkhwananzi has been arrested and is being detained at Harare Central police station, ZimEye can exclusively reveal.

Mkhwananzi, a prominent government critique last week revealed that he was on the police wanted list and he was sending his lawyer Job Sikhala to inquire why he was wanted by the police pledging to hand himself to the law enforcement agents according to the law.

His lawyer, (Sikhala) confirmed that Mkwananzi was arrested by the police along First Street in Harare around 2pm.

He, however could not comment on his client’s charges revealing that since he was out of Harare, he had handed over the case to Zimbabwe Lawyers for Human Rights who had assigned Advocate Bhatasara to handle the matter.

Said Sikhala:

“Mkwananzi was arrested along First Street in Harare around 1400hours. He is currently being detained at Harare Law and Order.

I am out of Harare and the ZLHR’s Advocate Bhatasara is currently handling the case until i come back tomorrow.”

Efforts to get a comment from Advocate Bhatasara were futile by the time of writing.

“Convert Public Servants’ Salaries To Interbank Rate”: Chinotimba

By A Correspondent- Buhera South Member of Parliament, Joseph Chinotimba has called upon Finance Minister, Professor Mthuli Ncube to convert the salaries of public service workers at the interbank rate.

Chinotimba noted that when the country shunned the 1: 1 ratio between the US dollar and the RTGS dollar, salaries of workers remained stuck at the 1: 1 ratio.

Speaking during a Parliamentary session recently, Chinotimba said:

“Furthermore, Mr Speaker, we want to talk about civil servants.  Minister, we have an event that happened when we removed the United States Dollar converting to the mono currency system that we have. We did not address the issue of salaries of our workers.  

The workers’ salaries were left at the rate of 1:1 yet the money was from US$1 to Z$3.50.  We did not convert it to the equivalent of the $3.50 that was at the interbank rate.  Mr Speaker, I am saying this because we are also representatives of the workers.  The workers are not getting any money.  It is not sufficient for them.  

It should have been equated to the interbank rate.  The issue at hand Mr Speaker is that diesel prices are going up, the bus fares are also going up and the worker is still on US$1 to Z$1when he is now paying a fare of $5 from Glen View to come here.  

To come from my home area Birchenough to Harare, they are now paying $70 and the worker who is earning $300 cannot visit his home area.

He also suggested that the funds that were proposed in the supplementary budget be further increased so as to cushion workers from the bumps of life inflicted upon them by the economic crisis.

Bobi Wine Charged For “Annoying” President Museveni

By A Correspondent- The media in Uganda has revealed that the country’s opposition leader Bobi Wine has been charged with intending to alarm, annoy or ridicule President Yoweri Kaguta Museveni. 

Wine, whose real name is Robert Kyagulanyi, recently made known his intentions to challenge Museveni in the 2021 forthcoming elections is also being charged with inciting violence after he allegedly called on his supporters to harm the president. 

Wine who was the guest of honour at the May MDC Congress is already facing a treason charge over the incident, and is currently out on bail.

“I know some of you have been saying ‘why are you praying’. There is no dialogue between man and man which is not ordained by God. Now that we have dialogued with God, we have to dialogue man and man; and to be able to do that, we have to take some practical steps going forward and those decisive steps are going to be announced to you in due course,” said Nelson Chamisa.

I am not a theologian, still I know Magaba theology when I hear it. This is just Magaba theology at its brainwashing worst.

For the benefit of those who do not know Harare well enough to know this place called Magaba; this is the place in Harare, near Rufaro Stadium, where you can buy all manner of recycled rubbish. True enough, most of the stuff would have been recovered from the rubbish dumps.

In the mid-1980s I bought a tyre in Magaba that looked as good as new (the shortages we are seeing today are not new but rather a recurring nightmare). I soon discovered Magaba’s jacks of all trade and masters of rubbish had plugged an inch-long cut in the tyre! A tyre bursting whilst travelling at speed is deadly! Those Magaba jackasses do not give a damn!

If all dialogue “between man and man is ordained by God” then is there so much lying, deceitfulness and evil among mankind?

Was it not the Lord Himself who gave Moses the Ten Commandments, the laws to govern who mankind was to relate to God and to each other? Did He not give mankind a discerning mind to know right from wrong and those who acted wisely have enjoyed peace and prosperity whilst those who have acted foolishly have suffered and perished.

Zimbabwe’s economic troubles, trial and tribulations are man-made; there are a product of decades of gross mismanagement, rampant corruption, lawlessness and greed. This is decades of man to man foolish dialogue; we, as a nation chose, to go down this path; it was not a fate “ordained by God”.

Today Zimbabwe is at a political cross-road; following last year’s rigged elections we have a many different routes to follow:

a) Following the rigged elections Mnangagwa and his cronies declared themselves the legitimate winners of the elections, seized the instruments of government and presented the nation with a fait accompli. We can accept this illegitimate government and the consequence of having a pariah state that we can see already.

As long as Zimbabwe remains a pariah state ruled by corrupt, incompetent, vote rigging and murderous thugs the country will never enjoy any meaningful economic recovery. No one likes to do business with thugs.

b) MDC is offering to fraudulently declare Zanu PF legitimate if Mnangagwa agrees to appoint Chamisa and other MDC leaders cabinet members. It is fraudulent because it is not for MDC to decide who is legitimate and who is not; only the people in a free, fair and credible elections can do this.

Chamisa has claimed to have “the key to unlock the economy”. He is bluffing. Zimbabwe’s pariah state status will not go away just because Zanu PF has a few MDC cabinet members.

Chamisa’s Magaba theology that the Zanu PF and MDC GNU is course “ordained by God” will fool many naïve and gullible Zimbabweans, not the savvy international community and investors.

c) The last option is to bite the bullet and demand that Zanu PF is illegitimate and must step down. If we are serious about wanting to revive the economy, then we must end the curse of rigged elections and pariah state. We cannot end the decades of misrule by keeping the dictatorship that is causing the misrule but by getting rid of it!

Mnangagwa Okays The Issuance Of Diplomatic Passports For MPs

By A Correspondent- President Emmerson Mnangagwa has given the nod for parliamentarians to be issued with diplomatic passports following years of lobbying from the legislators.

The chairperson of the Portfolio Committee of Foreign Affairs and International Trade and Makonde legislator Kindness Paradza made the announcement of the President’s approval in the National Assembly today. The decision by the President follows request by legislators on several occasions in past parliamentary sessions for them to be issued with the document.

“I want to thank His Excellency the President on behalf of all the 350 parliamentarians that for the first time since our independence honourable members are going to have diplomatic passports,” he said

NRZ To Run Family Fun “Steam Train Day”

By A Correspondent- The National Railways of Zimbabwe (NRZ) is running a steam train from Bulawayo to Figtree on 10 August 2019 following requests from steam train enthusiasts for regular outings on the aged locomotives.

The steam train will stop at Figtree and passengers will disembark for a short walk to Redwood Leisure Centre to enjoy a braai and refreshments.

The train will depart Bulawayo Station at 0930 hours and return at 1700 hours.

The family fun day steam train is not targeted at steam train enthusiasts only but members of the general public wishing to spend a few hours from the hustle and bustle of the city on a train. 

A cash bar and light meals will be available for sale on the train though passengers can bring cooler boxes and their own food.

The fares are pegged at RTGS $65 for adults in compartments/ RTGS $30 for children and for open seating in coaches RTGS $55 for adults and RTGS $25 for children. 

Fares do not include food and drinks.

The NRZ Steam trains are run by NRZ’s Rail Leisure unit which is in a drive to promote domestic tourism and attract international tourists through train excursions.

So far, two steam train excursions have been run this year in Harare and Bulawayo.

The steam train excursions have been well received by members of the public, with steam train enthusiasts travelling from the breadth and length of this world to experience rides on NRZ steam trains as they are among the few still operating in the world.

Besides attracting train enthusiasts from all over the world, the NRZ train excursions are gradually being received by domestic tourists and local corporates in the country.  This is a sign that the NRZ diversification into other areas like tourism is bearing fruit.

Rail Leisure promotes domestic tourism using steam locomotives and museum coaches which have been preserved to ensure quality and affordable rides for passengers.

Fresh Details Emerge On Filchrist Hill Headmaster Who Allegedly Abused Pupils

By Own Correspondent| Several pupils have opened up exposing how they suffered physical, emotional and sexual abuse at the hands of Filchrist Hill School headmaster Jebes Muchapondwa.

The pupils narrated how Muchapondwa tormented them including beating and touching girls on their buttocks and waists while calling them derogatory names.

ZPP Says Zimbabwe Is On The Brink Of Conflict

By A Correspondent- Local human rights watchdog, Zimbabwe Peace Project (ZPP), has said that Zimbabwe is on the brink of conflict due to tensions created by socio-economic.

ZPP’s remarks come when Zimbabwe’s situation is far from encouraging as all sectors are currently in a parlous state. The country has shortages in food, fuel, medicines, and electricity.

Human rights organisations have also noted that the country has a deficit in human freedoms and fundamentals human rights following a spate of arrests on opposition politicians and civil society leaders.

A report released by ZPP on Tuesday revealed that tensions were growing.

Part of the report read:

The month of July had sadly not brought much to celebrate for Zimbabweans as the country is cascading into the precipice of conflict amid a continued deterioration in living conditions.

The economy is officially experiencing hyperinflation as the Zimbabwean dollar has shed 41,57% during this month (July) alone, rolling power cuts of over 17 hours, evermore increasing intimidation by mainly ruling party officials against a frustrated citizenry, as well as blatant deprivation of food and other aid to people deemed to be opposition supporters.

Meanwhile, opposition MDC led by advocate Nelson Chamisa has notified the Zimbabwe Republic Police of its demonstration scheduled for the 16th this month.

The protest is said to be over the ills bedevilling the country which the opposition party blames on the ruling ZANU PF.-Newsday

Woman Kills Self, Son Over Economic Meltdown

By A Correspondent- A Mutare woman reportedly killed herself and her son after contaminating her food with rat poison over the deteriorating economy.

The death of the 31-year-old Sheilla Mamera was confirmed on Tuesday by Manicaland police spokesperson Inspector Tavhiringwa Kakohwa.

Kakohwa revealed that the deceased was found dead on Friday morning together with her 12-year-old son, Fidelis Mamera, a Grade 5 pupil.

Kakohwa said:

There was also a suicide note which said she had killed herself due to economic hardships, but she did not say which economic hardships.

Kakohwa revealed that a sachet of rat killer and a pot of rice were discovered at the scene.

Zimbabwe is going through a very difficult phase characterised by the soaring inflation, unemployment, scarcity of electricity, severe starvation, fuel shortages and a number of other ills.

All this is happening when there are no signs as to when these socio-economic issues will be alleviated.

Recently, government officials issued contradicting statements over the matter with the president and Reserve Bank Governor saying that the situation was expected to normalise at the end of the year 2019.

Meanwhile, Foreign Affairs Minister, Sibusiso Moyo warned the citizenry that the next three years will be tougher than what the nation is already going through.-Newsday

MP Implores Gvnt To Set Aside Fuel For Command Agric

By A Correspondent- Buhera South legislator (ZANU PF), Joseph Chinotimba, has called upon the government to set aside some fuel filling stations for farmers under Command Agriculture.

Speaking during a Parliamentary session, Chinotimba said that fuel was central to the success of the programme.

Chinotimba said:

On the issue of command agriculture, Mr Speaker Sir, the Minister allocated a figure – let me tell you, Mr Speaker, there is no diesel.  You have allocated maybe $10 billion but there is no diesel.  We do not know where the diesel will come from for people to engage in agriculture.  

For all of us to be here in this House, it is because of food but if we do not have diesel and without specific filling stations for farmers, we are not going anywhere.  If you are to go to PUMA, there is no diesel.  The MPs have their coupons in their pockets because the diesel is not available.  

What we are saying is, yes, you increased the Budget allocation towards command agriculture or farming but where will this be drawn from.  The Government and the Ministry of Finance should set aside filling stations for farmers.

South African Villagers Stone And Burn Three Men For Stock Theft

Three unknown men accused of stock theft at a Limpopo village were on Friday forced into a trailer and stoned before being set alight by residents.

The incident happened at Dithabaneng village in Ga-Mphahlele outside Lebowakgomo.

One of the witnesses, Lizzy Sebakela, said that  she heard people screaming and chanting outside her house.

“I saw three strange men and a local woman being forced into a trailer… people were shouting at them and calling them stock thieves. The woman was let go after some community members intervened, but the three men were not spared.”

She said the mob started stoning the three men and set them alight while they were still alive.

“One of the men died on the scene. The other ran towards my fence with flames on his body … but they caught and finished him off.”

Sebakela said the third man was rescued by police but later died on his way to hospital.

Another resident, who wished to remain anonymous, said some residents became suspicious when they saw nine cattle inside a local woman’s yard.

“The woman is not known for having cattle in the village and when she was approached by villagers she did not give satisfactory answers.

“She told us that some men asked to leave their cattle in her yard for a few days as they were arranging to transport them to Polokwane.”

The woman refused to speak to Sowetan and referred inquiries to police.

One of cattle owners in the village Joseph Senyane, 65, told Sowetan his livestock was stolen on Tuesday while grazing at a nearby mountain.

Senyane, who has made a statement to the police, said he positively identified nine of his cattle from the 16 missing. He said the rest of the cattle have since returned home on their own. However, Senyane condemned mob justice.

Brig Motlafela Mojapelo said the problem started when nine cattle were allegedly brought to the premises of a certain family in the area by a man from the adjacent village of Makurung for “safety keeping” until a trailer to transport them was organised.

“The same man came back driving a bakkie with a trailer and before he could take the cattle, community members mobilised and accosted the 46-year-old local woman whose yard was used to keep the cattle, threatening to kill her,” Mojapelo said.

“She was let go after she managed to point out the person who brought the cattle. ”

Mojapelo said no arrests have been made.

South Africans Say No Matter How Bad The ANC Falls, SA Will Never Be Like Zimbabwe

Like the rest of the world, South Africans seem to read every bit of pessimistic news they can lay their hands on, says Francois Stofberg, economist at the Efficient Group.

Stofberg said it is easy to fall into “an eternal pessimistic cycle” online, because many South Africans don’t realise that Google and Facebook algorithms pick-up on searches, conversations, posts on various websites, and the videos being watched.

He said that, while the negative news may be daunting, and people feel like everything is heading in the wrong direction, “South Africa is not the next Zimbabwe, or Venezuela, because five fundamental structures are still in place”.

The economist outlined these five structures and their current role in the economy:

  • We have a (relatively) healthy and working democracy, which amongst others means that we can get rid of corrupt leaders without shedding blood. It also means that power-corrupt crooks can’t stay in power for too long;
  • Our press is free, and this leads to crooks being caught. Even though they are seldom sent to jail, their misdeeds are uncovered, and they’re removed from power;
  • Our judges are unbought, and the rule of law is enforced;
  • Our monetary policy is immaculate. Not only does this help to reduce the rate at which buying power is eroded, but stable prices create a healthy environment for an economy to thrive in. Also, at current and projected levels of inflation long term interest rates are reduced. This in turn reduces the total long-term debt burden;
  • Our financial markets are well-regulated, very liquid, and our assets are in high demand (even the government debt used to bail-out Eskom). This means that the same voters who put the ANC in power, feel the impact of this poor decision on their pockets. That’s why the ANC’s national votes have fallen from 67% to 55%, and why they lost Nelson Mandela Bay Metropolitan and Johannesburg Metropolitan.

“The ANC, not the president, know they must start getting their act together, just like they did in 1994,” Stofberg said. “But like then, it will take at least 15 years to bring us back to a place of progression.”

Mnangagwa Dumps Mugabe’s Much Loved Marxist – Leninist Ideology

President Emmerson Mnangagwa is dumping former President Robert Mugabe’s much loved Marxist-Leninist ideology of socialism and moving towards a neo-liberal ideology a senior government official has revealed.

Posting on Twitter deputy government spokesperson Energy Mutodi said, “Guardian News journalist Jason Burke who paid me a visit today agreed with me that fuel shortages, power cuts and other urban problems show the Zimbabwean economy is going through a transformative process from socialist to a neo-liberal and demand driven economy.”

In the ten years he spent in prison under the white Rhodesian regime, 1964 to 1974, Mugabe immersed himself in Marxist-Leninist ideology. He emerged with two very strongly held beliefs.

First, the revolution of the people must be led by a “vanguard party.” In the Soviet Union, it was the Communist Party; in Zimbabwe, it was, and is, the Zimbabwe African National Union-Patriotic Front (ZANU-PF). To Marxist-Leninists, only the vanguard party is capable of bringing about true socialism, and therefore it must always remain in power. It cannot accept losing an election, or existing as an “opposition” party.

Second, private investors are a threat to socialist power and must be discouraged. The Marxist state must be the main capital investor in production facilities. In the Zimbabwe context, the white commercial farmer, an independent business investor, was considered a temporary exception to the ideological rule.

Because of Mugabe’s belief in the supreme authority of the vanguard party, the headquarters of the ZANU party, standing majestically opposite the Sheraton Hotel in downtown Harare, is the center of power – not the Zimbabwe state with its civil service and alleged rule of law. ZANU-PF is a state within a state, and is superior to the state.

The Vanguard Party ideology caused President Mugabe a great deal of difficulty in the second half of the 1990s, fifteen years after his arrival as Head of State in 1980. His success in improving the level of education, and in graduating an increasing number of young people with good diplomas, stood in direct contradiction to his anti-private sector ideology. In the absence of new private investors – who were actively discouraged from investing – young people who left school could not find jobs. This caused Mugabe to lose popularity, both among former students and their parents.
