Grace Mugabe Incarnate, Auxilia, Takes Over Mthuli Ncube’s Task Of Unpacking SI142.

Firebrand First Lady Auxillia Mnangagwa who is on full gear to outdo her predecessor Grace Mugabe in meddling in government business, yesterday convened a meeting involving fiscal and monetary authorities and female church leaders over the recently introduced Statutory Instrument 142.

Statutory Instrument 142 of 2019, effectively ended the multi-currency system and determined the “Zimbabwe dollar” as the sole legal trading currency in the country.

The meeting held at Zimbabwe House in Harare was attended by Finance and Economic Development Minister Prof Mthuli Ncube, Reserve Bank of Zimbabwe Governor Dr John Mangudya, Secretary in the Ministry of Industry and Commerce Dr Mavis Sibanda and ZIMRA Commissioner-General Ms Faith Mazani, who were all relegated to the back seat as Mrs Mnangagwa took charge of the meeting.

Addressing the gathering, Mrs Mnangagwa said she invited the experts to impart knowledge to the church leaders on SI 142 so that they disseminate the information to their congregants, communities and the nation at large.

“This is a knowledge sharing gathering, the main reason why you are here today is to receive the appropriate information on the implementation of SI 142 of 2019,” she said.

Minister Ncube took time to explain to the gathering what SI 142 was all about.

“SI 142 is an instrument introduced by the Government which declared that the sole currency for use within the Zimbabwe borders is the Zimbabwe dollar and eliminated multi-currency,” he said

“This local currency is in the form of bond notes, coins and the RTGS dollar which is electronic money. Electronic version extends to EcoCash and other versions of mobile banking services and that is the essence of SI 142.

“You are allowed to keep your foreign currency in your pockets because it’s your money, but if you go to the shops change it to local currency.

“We introduced the mono currency because we realised that something was going wrong, people were demanding foreign currency yet we are in shortage of it.

“Using the US dollar did not solve our foreign currency shortage, but it caused further problems.”

He said a country cannot develop without its own currency, saying Zimbabwe needed to be like other countries using their own currencies.

Prof Ncube added that the use of forex left the country vulnerable to sanctions.

“There were certain banks that were told to stop supplying US dollars to Zimbabwe because certain transactions would involve entities in Zimbabwe that are under sanctions.

“CBZ was fined US$350 million for doing some transactions where they thought they were helping and we are still negotiating a way out of that liability.

“Therefore the more we used US dollar, the more we expose the transactors and businesses to fines,” he said.

The minister also said the timing of the introduction of SI 142 was perfect adding that people should not compare the new era with the 2008 era.

He said by using multi-currency, the country was now creating a two-tier society.

“We now have our own currency and the Government is living within its means and once you are able to do so as Government, then you are ready to manage your domestic currency,” he said.

“Previously we were not living within our means, we were literally printing money and we don’t have to print money we only print what is necessary not excessively.

“This is not 2008, it’s a new era which will take us to Vision 2030. The timing was not sudden, it has been a journey,” he said.

Dr Mangudya also addressed the gathering and urged the public to use the legal channels to change their forex.

“We are on a transition to normalcy and let us make sure that transition is short and let us grow confidence. I can assure you that SI 142 will succeed,” he said.

“The introduction of SI 142 is to rebuild the walls of Zimbabwe and instead of using black market to change forex, open the bureau de change. It’s actually a short process to open. Let us shun illegal forex dealing. Black market won’t take us forward.”

The Governor urged the public to utilise land and the resources the country has for the benefit and development of the country.

He said there was need to increase production urging women in farming to grow more soya bean, cotton, wheat, sunflower among other things so as to import less and save forex for necessities.

Dr Mavis Sibanda and Ms Faith Mazani also educated the female church leaders on various issues.

Dr Sibanda said the introduction of SI 142 brought normalcy in the country adding that it has been embraced by commerce and industry.

She also urged the women to supply raw materials to the industry thereby reducing the need to use foreign currency in importing from outside.

The female church leaders took turns to ask questions seeking clarity on certain issues. They thanked Amai Mnangagwa for affording them an opportunity to learn more on issues that concern the nation and pledged to spread the correct information on SI 142.

Mnangagwa Set To Anger President Putin Again

When Mnangagwa arrived in Moscow in January, he was criticised by that country’s prime minister Dimitry Medvedev, the latter who subtly described him as a wanderer seeking for business assistance where even close nations like Belarus would not get a penny.

Barely 3 years ago, Mnangagwa’s party kicked out the same Russian diamond company, ELROSA, a development that saw Mnangagwa being told by President Vladimir Putin, “We will assist you [only] with everything that depends on us.”

This time, Mnangagwa’s administration has moved to announce to the returning Russian company that its shareholding is a shifting one.
The Minister of Information Monica Mutsvangwa yesterday said, the Zimbabwe Diamond Company would get 30% and the Russians get 70%. “

 

But she also said the shareholding would change at any time in the future.

“Yes, I talked about 30% right shareholding, and then the shareholding will also however be re-negotiated at agreed intervals of the project cycle, up to a split of 49%, 51% agreed,” she said.

Outline Of Issues Discussed By Cabinet On Tuesday

Decision matrix of the 25th cabinet meeting held in Harare on Tuesday 16 July 2019.

  1. The Joint Venture between the Zimbabwe Consolidated Diamond Company (ZCDC) and Alrosa Overseas S.A. of Russia

Cabinet considered and approved the Memorandum of Agreement between ZCDC and Alrosa Overseas S.A. of Russia as submitted by the Minister of Finance and Economic Development. The Agreement will establish a mutually beneficial joint venture partnership for diamond exploration, mining and marketing, both in greenfield and brownfield projects. Benefits to be derived from the partnership will include the following:

  • Access to advanced exploration and mining technology and technical capacity under the command of Alrosa, a leading diamond mining company;
  • Marshalling of investment across the entire diamond value chain from exploration to sales and marketing;
  • Mitigation of constraints in the Zimbabwe diamond sector, such as, limited market development, diversity and depth; and
  • Unlocking the huge diamond sector potential, which will ensure significant contribution to the fiscus, foreign currency generation, job creation and general economic development. Alrosa has already advanced US$1,6 million for the operationalisation of the joint venture and pledged to avail other funding needs as equity for mining development and equipment acquisition.

I may just advise that the Agreement between ZCDC and Alrosa has been signed a short while ago.

  1. The Constitutional Court Bill, 2019

Cabinet considered and approved the Constitutional Court Bill which was presented by the Minister of Justice, legal and Parliamentary Affairs. The Bill will govern the operations of the Constitutional Court. It is part of the alignment of laws to the Constitution and will also regulate the jurisdiction, powers, practice and procedure of the Court. The Bill provides for the composition, regulations, appeals from decisions of lower courts and other matters connected to the operations of the Constitutional Court. Once enacted, the Bill will provide and ensure an effective and efficient justice delivery system.

  1. The International Treaties Bill, 2019

Cabinet considered and approved the International Treaties Bill which was presented by the Minister of Justice, Legal and Parliamentary Affairs. The Bill establishes a uniform procedure for the approval of international treaties by Cabinet and Parliament, and subsequent ratification by the President. It provides a mechanism for the publication or notification of such treaties. This will ensure that international treaties, including those having far-reaching consequences on the country’s domestic laws, are concluded only after the due notification of Parliament and the public.

Cabinet expressed concern over the prolonged difficulties faced by citizens both within and outside the country, in obtaining passports and other identity documents.

  1. Measures to Address Current Challenges Relating to the Issuance of Passports and other Identity Documents

The Minister of Home Affairs and Cultural Heritage, then updated Cabinet on progress towards the resolution of the challenges as previously directed by His Excellency the President Cde E.D. Mnangagwa. On the basis of this, therefore we wish to advise the nation that work towards the return to normalcy in the production of the Zimbabwean passport is now at an advanced stage. All the necessary capital equipment is now in place while payment has already been made for the associated consumables. Cabinet has thus directed the responsible Minister to ensure that production of at least 3 000 passports a day commences within the next three to four weeks. This should be followed by measures to ensure that citizens can complete some aspects of the application process on-line, in keeping with the thrust of the ease of doing business reforms.

  1. Energy and Power Supply Situation

Cabinet received a report by the Minister of Energy and Power Development on the country’s energy and power supply situation.

On power, Cabinet notes with concern the ongoing prolonged load shedding caused by reduced power supplies mainly due to low water levels, and hence depressed electricity generation at Lake Kariba as well as reduced power imports and frequent breakdowns at the Hwange Thermal Power Station.

To alleviate the situation on the power supply front, Cabinet resolved as follows:

  • to endorse the arrangement whereby large Hotels in the Victoria Falls resort town can pay their ZESA bills in foreign currency so as to boost capacity to import power supplies;
  • that a large scale programme be implemented to promote the importation, local production of solar equipment and the use of solar power as an alternative energy source.

In this regard, special incentives shall be provided through duty waivers on imported solar equipment while it shall be mandatory for all new construction projects to be solar powered;

  • Furthermore, Cabinet embraced the commitment by mining companies under the banner of the Zimbabwe Chamber of Mines to pay a cost recovery electricity tariff to ZESA, and to directly procure extra power supplies from the Southern Africa Power pool as well as to mobilise a lumpsum towards the settlement of the existing power imports debt arrears. This will, among other things, assist in unlocking further power imports; and
  • That the implementation of the already existing coal-bed methane gas projects be speeded up in order to provide affordable gas for cooking and heating purposes, thereby reducing reliance on power from the national grid. Pertaining to fuel, Cabinet noted with concern that some service stations are continuing to flout their licensing conditions by:
  • rejecting electronic payments;
  • diverting fuel to the parallel market;
  • dispensing the product to preferred customers and engaging in other arbitrage activities.

Cabinet accordingly directed as follows:

  • The urgent roll-out of the Matsimba Technology, which will enable ZERA to remotely monitor the movement of fuel from the depot to the service station, fuel stocks at service stations, fuel dispensing activities at service stations, and the vehicles involved. A Ministerial statement will soon be issued to spell out the modalities in that regard; and
  • That ZERA inspectors should be firmly on the ground and should immediately withdraw operating licences of those service stations caught engaging in the above-indicated malpractices;

The responsible Ministry is already ceased with work on a lasting solution to the country’s fuel supply challenges. Cabinet received with satisfaction, the progress made on the 2 400 MW Batoka Hydro Project, where China Power and General Electronic were recently awarded the tender for the Project. Cabinet also wishes to advise the nation that discussions with ESKOM are continuing, with a view to unlocking power supplies imports therefrom.

Re: ZIFA ALLEGATIONS AGAINST DR PHILLIP CHIYANGWA

We are in receipt of your letter dated 10th July 2019, the contents of which have been noted and we respond as follows:

1. Your allegations against the former President of ZIFA, whether founded or unfounded, are domestic in nature and should therefore be dealt with in Zimbabwe. These issues have nothing to do with COSAFA;

2. The President of COSAFA was duly elected by the General Assembly of
COSAFA in December 2016 in accordance with Article 10.3 of the Statutes;

3. The Zimbabwe Football Association does not have the right to “recall Dr Phillip Chiyangwa as COSAFA President” despite his nationality;

4. The Zimbabwe Football Association, a Member of COSAFA should not seek to use the Office of the President of COSAFA to resolve domestic disputes and in so doing, bring the Zonal Union and the Presidency into disrepute;

5. It is the prerogative of any Member Association to consider whether or not to participate in the activities of the Zonal Union.

We trust that the Association will act in a responsible manner and seek to resolve any differences so that the focus of the leadership can be on football development and reaching the full and considerable potential which Zimbabwe has.

One of South Africa’s most celebrated musicians, Johnny Clegg, has died at the age of 66, after a long battle with pancreatic cancer.

Known as the “white Zulu”, he was a vocal critic of the apartheid government which ruled until 1994.

The British-born musician, who uniquely blended western and Zulu music, was diagnosed with cancer in 2015.

His best known hit Asimbonanga, released in 1987, was dedicated to Nelson Mandela.

Meaning “We have not seen him” in Zulu, the song was one of the first to openly call for Mandela’s release.

At the time, the future first black president of South Africa was still in jail and considered a threat to the apartheid state.

Clegg – a white man who learnt to speak and sing in Zulu – became a symbol of democratic South Africa and was chosen to sing at Nelson Mandela’s memorial service in 2013.

His long-time music manager, Ronny Quinn, who announced the news of his death, said Clegg left “deep footprints in the hearts of every person that considers himself or herself to be an African”.

Tributes have been pouring in for Clegg, including from the South African government.

Zim Govt Turns Anger On UK Govt, Saying SB Wasn’t Safe, Despite Coup Spokesman Announcing “My Safety Is Guaranteed!”

By Farai D Hove | Despite Foreign Affairs Minister SB Moyo saying his safety in the UK “is guaranteed”, the Zimbabwean government has turned tables against the British government saying the Nov coup announcer was not safe at all. SB Moyo described the protest against him last Friday which included watering, as an excercise of democracy, but the government has made a u turn to call it an act of “violence.” WATCH BELOW (ARTICLE CONTINUES):

The government also said the protesters’ actions were a violation of laws of both the UK and international laws regarding the protections of person of Minister Moyo’s stature.

Zimbabwe says it has since summoned the Charge d’Affaires of the United Kingdom, Great Britain and Northern Ireland over what it labels an “assault” on Foreign Affairs and International Trade Minister Sibusiso Busi Moyo and his delegation in London last week during the re-engagement programme to strengthen ties between the two countries.

It also demanded for the protesters to be charged.

Minister Moyo was on a four-day re-engagement programme to strengthen bilateral relations and to lure investors.

He also attended the Global Conference for Media Freedom.

Acting Secretary for Foreign Affairs and International Trade Ambassador Pavelyn Musaka yesterday said Government was concerned with the incident.

A source said inexplicable laxity by security services allowed the assailants to pounce, despite top-notch security having been provided prior to the incident.

“Our Government — through the Ministry of Foreign Affairs — has summoned the Charge d’Affaires of the United Kingdom, Great Britain and Northern Ireland, Mr Giles Enticknap, to register our Government’s protest against the assault on Minister Moyo and his Zimbabwe delegation to the Global Conference for Media Freedom co-ordinated by the government of the United Kingdom.

“As organisers of the event, it was incumbent upon the Government of the UK to assess the threat level for all dignitaries and to provide under cover security details to protect Honourable Minister Moyo in the event of any unforeseen security situations arising.

“The Ministry wishes to inform our compatriots, members of the public that while Government of Zimbabwe respects the rights to freedom and the rights of its citizens to demonstrate peacefully as part of the democratic process be it here in Zimbabwe, in the UK or any part of the world that our delegations are invited to visit whether in their official capacity or in the personal capacities it objects to the assaults on Minister Moyo as head of the Zimbabwean delegation.”

She said the protesters’ actions were a violation of laws of both the UK and international laws regarding the protections of person of Minister Moyo’s stature.

“The Ministry therefore calls for the government of UK to take all measures necessary to bring the perpetrators of the violence against the Minister to book for their actions,” she said.

Minister Sekesai Nzenza To Unveil New Pay Package For Civil Servants Today | WILL IT WORK?

Government is today expected to make an announcement pertaining to civil servants’ conditions of service following engagements by workers’ representatives with President Mnangagwa recently.

Public Service, Labour and Social Welfare Minister Dr Sekai Nzenza, together with Finance and Economic Development Minister Professor Mthuli Ncube are expected to make a statement.

This is in tandem with Government’s commitment to engage civil servants over their concerns, despite constrained resources. Already, Government has offered a 40 percent cushioning intervention in the immediate term.
The Herald understands that the cushioning intervention will continue for the next five months as a “more modest amount” while other interventions are being considered.

The approach is consistent with Government’s desire to support the livelihoods of civil servants, with initiatives that go beyond monetary interventions, which may not always be a solution to the challenges faced by workers in an environment where manufacturers, wholesalers and retailers take advantage of any monetary incentives to push up prices for basic goods and services.

Government says it has noted with concern the tendency by businesspeople to increase prices after “any injection of money on the marketplace”, resulting in the adoption of the philosophy of “addressing the pain points for civil servants”.

Some of the pain points include the high cost of transport, to which Government has made significant initiatives to cushion civil servants who commute to and from work, by heavily subsidising the cost of transport through the provision of public service buses at a low cost.

Civil servants pay 70c per trip when going to work, against the up to $3 that private players charge for the same trip.

More Zupco buses will be deployed across the country after they were delivered recently to address transport challenges faced not only by civil servants, but the rest of the population.

As part of that, Government has launched several measures while other interventions are being crafted to address civil servants’ concerns.

Some of the measures include the engagements with the Premier Service Medical Aid Society (PSMAS), which most civil servants subscribe to, which has seen the medical aid society coming through with a concession where in the case of some vital drugs, it would reduce significantly the required top-ups for civil servants.

Government has also announced a housing scheme and a number of civil servants have applied.

Meanwhile, Blessings Chidakwa and Nyasha Mupungu report that civil servants yesterday handed in a petition to Government seeking an increase in their earnings whose value has been affected by inflation.

This is despite a 40 percent salary adjustment from this month — a second within three months — following the $400 million cost of living adjustment package made in April.

The petition was handed over to the Ministry of Finance and Economic Development.

The Civil Service Apex Council and Health Apex Council had both handed the same petition to the Ministry of Public Service, Labour and Social Welfare.

Apex Council president Mrs Cecilia Alexander told journalists yesterday that their earnings have lost value particularly since October last year.

“Civil servants are not asking for a salary increment, but rather restoration of the value of their earnings which fell from at least US$475 to a mere (US)$47 currently for the lowest paid civil servant.

“In arriving at the figure for a cost of living adjustment, the interbank rate must apply, benchmarked against pre-October 2018 average US$475 salary for the lowest paid civil servant. This will therefore mean the lowest paid civil service worker should earn $4 750 to restore value of their earnings,” she said. – state media

Prophet Up For Murder

Police have launched a manhunt for a self-proclaimed prophet and two accomplices who allegedly armed themselves with machetes and an iron bar before attacking seven family members in Ntabazinduna, killing one on the spot and injuring the rest.

The three suspects escaped with a cash box containing US$800, R900 and ZW$500 which the prophet, only known as Prophet Ngulube had ordered one of the family members to bring for cleansing.

Prophet Ngulube is said to be from Tsholotsho and he had been invited by the family for a cleansing ceremony.

Matabeleland North police spokesperson, Chief Inspector Siphiwe Makonese, confirmed the incident which occurred in Mbembesi. She said no arrests have been made.

“I can confirm that we received a report about a person who was killed following an attack by a prophet and two accomplices in Mbembesi, Ntabazinduna. No arrest has been made and police investigations are continuing,” said Chief Insp Makonese.

She identified the deceased as Lister Khabo (37) of Stand 25 in Mbembesi. The injured family members are Mr Vincent Khabo, his wife Ms Gertrude Moyo and Liphiwe Khabo whose ages were not given as well as Mr Lindweyinkosi Khabo (36), Mr Limthembeni Khabo (18), and Linnet Khabo (43).

The alleged prophet arrived at Vincent’s homestead on June 30 and camped there to do the cleansing.

Prophet Ngulube allegedly ordered Lindweyinkosi who operates a shop in the area to bring all his money for cleansing, which he did on July 4.

“After a prayer session the suspect ordered Lindweyinkosi to put the money in one of the bedroom huts for the night and he complied,” said Chief Insp Makonese.

She said Lister, Linnet and Liphiwe slept in the same hut. In the middle of the night, Lister woke up to go and relieve herself outside.

At around the same time, Prophet Ngulube who shared a bedroom hut with Limthembeni also woke up and went outside claiming he wanted to relieve himself.

While outside, police said, Prophet Ngulube was joined by two unidentified men and all three armed themselves with machetes and an iron bar and proceeded to the hut where the money was.

The trio allegedly attacked Linnet and Liphiwe before grabbing the cash box.

Chief Insp Makonese said Lister who was still outside met her fate as she rushed back into the hut after hearing noise.

One of the three suspects allegedly hit her with an iron bar on the head and the other used a machete to strike her on the forehead.

She sustained two deep cuts on the forehead and bruises on the back and collapsed.

Mr Khabo and Ms Moyo rushed to the scene after hearing some noise but were attacked too.

Mr Khabo was hit with an iron bar and collapsed while his wife was struck on the face with a machete and sustained a deep cut.

Limthembeni was also hit with a stone on the face. Lindweyinkosi was also attacked while trying to render first aid to Lister, who died on the spot.

After the attack, the suspects fled. A report was made to the police. – state media

We Rewarded Zanu PF With Absolute Power For Rigging Elections, Sowing The Wind To Reap Whirlwind – Have We Finally Learnt The Lesson?

The resolution of this crisis has become a matter of extreme urgency. It is clear that soft- landing the crisis has to be done to avert an impending and inevitable implosion.

Zimbabwe is heading for a disaster, it’s facing an abyss. Bold steps must be taken to avoid catastrophe,” said Nelson Chamisa, the President of the MDC opposition party.

To say the country “is heading for a disaster” is an understatement. With unemployment still a nauseating 90% plus, ¾ of the population now living in abject poverty, basic services like health care and supply of clean drinking water all but collapse and the country facing the hyperinflation of 2008, etc.; we are in the middle of a disaster.

The disaster is getting worse and worse and no one in the ruling party, Zanu PF, or the opposition know what to do to revive the economy and end the mess. According to the Daily News, the Nelson Chamisa-led party in the end decided to momentarily ice dialogue efforts with President Emmerson Mnangagwa and will now instead roll out demonstrations to force the Zanu-PF leader to the negotiating table.

Nelson Chamisa and his party have reportedly decided to stage peaceful street protest to force President Emmerson Mnangagwa’s government to force to yield to MDC’s demands for political dialogue leading to a power sharing arrangement comparable to the 2008 GNU.

“We want dialogue that is bankable and irreversible,” said Chamisa. “It must be scaffolded, underwritten and guaranteed by the international community and the people of Zimbabwe,” said Chamisa.

The devil is always in the detail! Whilst MDC accepts that last year’s election was “illegal and not free and fair” and thus making this Zanu PF regime illegitimate.

The MDC’s proposal of restoring
legitimacy after the party goes into a power sharing arrangement with Zanu PF is not bankable for four reasons:
1) Only the people of Zimbabwe, in free, fair and credible elections, have the power and authority to confer the mandate to rule legitimacy. It is any outrage that anyone else should be so presumptuous as to believe they can confer legitimacy upon themselves, especially when they are the one who conspired to rig the elections!

2) Zimbabwe is in this economic chaos because it is a pariah state ruled by corrupt, incompetent and vote rigging thugs. The inclusion of MDC leaders in the present illegitimate Zanu PF regime will not change the pariah state status of the regime. As long as Zimbabwe remains a pariah state, there will be no meaningful economic recovery.

3) Both Zanu PF and MDC were involved in the 2008 to 2013 GNU and we all know that
they failed to get even one democratic reform implemented. Not one! Hence the reason Zanu PF was able to blatantly rig 2013 and last year’s elections. There is nothing in the proposed power sharing to suggest the two would implement the reforms and thus finally end this curse of rigged elections and pariah state.

4) Zimbabwe is in this economic and political mess because for the last 39 years Zanu PF has rigged elections to stay in npower and the nation has failed to stand up to the regime.

Instead of punishing Zanu PF for rigging elections we have rewarded the party with
absolute power. We sowed the wind and in the economic ruins and political paralysis of the last 39 years, we have reaped the whirlwind! Surely, we have suffered enough to have finally learnt the lesson! Zanu PF rigged last year’s election and the least we must demand is that the party steps down.

Zvinavashe Trust Beneficiaries Petition High Court

Five beneficiaries of the estate of the late national hero, Vitalis Musungwa Gava Zvinavashe’s Trust have petitioned the High Court seeking an order to remove the current Trustees accusing them of failing to distribute dividends to the recipients and also failing to provide accounting details of how the Trust has been administered since January 2017.

In his founding affidavit, Thompson said in the event that the order sought is granted by the court, he together with his co-beneficiaries of the Trust should be ordered to appoint an interim board of trustees comprising of two professional trustees and three other trustees from the members of the family.

“The application and order sought is based on the following; non-payment of dividends to the beneficiaries in contravention of clause 16 of the Trust Deed. Current beneficiaries have the right to distributions as set forth in the trust document. It is respectively averred that since January 2017, applicants were not favoured with their share of Trust dividends,” he said.

“That failure, in my view, directly offends the spirit of the Trust Deed particularly clause 6,3 of the Trust Deed which is sacrosanct. Respondents are not giving information to the beneficiaries pertaining to all Trust property held in the Trust Deed as communicated in clause 5 of the Trust Deed.”

Thompson also said, alternatively, if their order is not granted in terms of how they have suggested, the court should appoint an interim board of trustees it deems fit and proper in terms of clause 4 of the Trust Deed.

Thompson further said the court should also order Mutumba and Ruzengwe to deliver all professional reports of the Trust and all records pertaining to their duties as trustees and all documents in their possession or control to the interim board appointed by the five beneficiaries, who are applicants in the matter, or by the court.

“Respondents are not keeping proper set of accounts in respect of their transaction and no auditing has been done with regards to the financial dealings of the Trust. That conduct is contrary to clause 9 of the Trust Deed,” he said.

“Furthermore, respondents are not making information available to the applicants pertaining to the Trust. Applicants, being beneficiaries are entitled to accounting records. Accounting is a detailed report of all income, expenses and distributions from the Trust. Respondents are required to provide accounting annually, and this has not been done and if it were done, the applicants were never made aware of the same.”

Just last month, High Court judge Justice Sylvia Chirawu-Mugomba lamented the absence of an alternative dispute resolution in the same estate where Margaret and Richard have been at each other’s throat ever since Zvinavashe was interred at the National Heroes Acre.

Justice Chirawu-Mugomba presided over an application in which Margaret approached the court seeking a court order to bar Richard from entering stand number 730 Cowie Road, Tynwald in Harare because he has been disturbing her peace.

According to court papers, Margaret and Richard have been embroiled in bitter fights over Zvinavashe’s estate and at some point the said fights landed Richard in the dock after he allegedly chased Margaret out of the premises despite her having been granted lifetime usufruct over the Tynwald property by the late army general.

Zim Gems Date Malawi On Thursday

Below is the tournament format:

Following the end of the preliminary stage of the Netball World Cup, 12 teams have now progressed to the next stage.

The 12 teams have been placed in two groups to play for a place in the semi-finals, while the remaining four will compete to determine 13th, 14th, 15th and 16th place.

The groups competing for the semis are as follows;

Group F: Australia, Northern Ireland, Zimbabwe, New Zealand, Malawi and Barbados

Group G: Jamaica, South Africa, Trinidad and Tobago, England, Uganda and Scotland

Previous results against teams within their new groups will carry over, ensuring that the teams who secured three wins at the preliminaries stage go into the next phase with an advantage.

South Africa, along with hosts England, holders Australia and New Zealand all topped their groups with maximum points.

The top two teams in both groups will qualify for the semi-finals, while the remaining eight will contest matches to determine their overall placing (5th-12th) depending on their finishing position in Group F or G.

Gvnt To Compensate Cattle Farmers

 By A Correspondent| Government has revealed plans to compensate all farmers in Mashonaland East province who lost their cattle to Theileriosis also known as January disease.

The disease killed thousands of cattle in districts such as Wedza, Chikomba and Goromonzi.

Addressing ZANU PF supporters in Marondera recently, Mashonaland East Provincial Affairs minister Apollonia Munzverengi said:

A lot of farmers lost their cattle due to the January Disease and the government is aware of that.

Currently, there are plans to compensate those who lost their heads. Once
everything is finalised, the farmers will be receiving the cattle.

Government is seized with replenishing the national herd, hence we are happy that the farmers will get something.

The government disclosed several months ago that approximately 50 000 cattle across the country died due to Theileriosis in the 2017-2018 rainy season.

A tenth of that figure died in Mashonaland East province alone.-Newsday

Reckless Kombi Driver Jailed 2yrs, Banned From Driving For Life

 By A Correspondent| A kombi driver, Beni Beavan (28), was jailed for an effective two years and banned from driving for life after he was convicted of reckless driving and failure to acquire a re-test.

Beaven reportedly drove his Toyota Hiace on the wrong side of the road thus endangering the lives of his passengers.

Prosecutor Isheunesu Mhiti prayed the magistrate for a custodial sentence as Beavan had committed a serious offence. Mhiti argued that a noncustodial sentence will belittle the crime.

He said:

ZRP Appeals To Assault Victims To Come Forward

The Zimbabwe Republic Police (ZRP) has appealed to victims of assault to come forward and report the abuse.

ZRP said in a statement:

Two videos have surfaced on social media where 3 women are seen assaulting a hapless woman who is stark naked and is pleading with the women to stop the abuse.

The second video depicts a young man who is drenched in mud, with his hands tied behind the back.

A man is seen assaulting the young man with a switch and forcing him to confess to a theft involving batteries.

We are appealing to the victims or anyone with information to come forward and report these acts of violence.

First Capital Bank Manager Locks Self In Office As Workers Strike


By Own Correspondent| First Capital Bank manager locked himself in his office following a strike by the bank’s workers Tuesday evening.

The workers, who staged their strike outside the bank’s offices along First Street in Harare are demanding a cushioning allowance arguing that their salaries had been eroded by inflation and were no longer sustainable.

The bank’s manager Sam Matsekete, who could not stomach facing the disgruntled workers however remained locked up in his office only to emerge after 20:00 hours. This was after the workers had disbursed following negotiations to table their concerns Wednesday morning.

The workers, however argued that the bank’s management was not responding to their grievances hence the move to stage a strike.

Said one of the workers:

“This is the only language that they understand. It does not require a rocket scientist to know that we, like everyone else need a cushioning allowance. We cannot afford to come to work, every thing has just gone up. We had resolved to sleep in the banking hall until our issues are resolved.”

One of the workers revealed that the workers had requested to see their CEO around 5pm but he had instead locked himself up in his office and refused to hear their grievances.

Matsekete however sent messengers to tell the workers that he would hear their concerns Wednesday morning.

The workers however threatened to “make the banking hall their permanent home” starting tomorrow evening if their grievances are not met.

Last week, Agribank workers camped in their banking hall arguing that it was no longer possible for them to go home and report for duty in the morning due to the high cost of living.

They brought blankets and slept in the banking hall in a development which saw their employer reviewing their “allowances” upwards.

Health Workers Demand Restoration Of The Value Of Eroded Salaries

By A Correspondent| Health workers here have declared incapacitation as of Tuesday 16 July 2019 due to the prevailing economic challenges affecting the country.

The workers declared their incapacitation through the Health Apex and Civil Service Apex Council.

The organisations issued a joint notice in which they lamented the erosion of their salaries.

They are demanding RTGS$4 700 monthly salaries for the lowest-paid worker.

Said the two Councils in their joint statement:

The Councils are not asking for an increment but a restoration of the value of their earnings which fell from at least USD475 to a mere USD47 currently for the lowest-paid Civil Servant.

In arriving at a figure for a cost of living adjustment, the interbank market rate must apply benchmarked against the pre-October 2018 average of USD475 salary for the lowest-paid civil servant.

This will, therefore, mean that the lowest-paid worker should ZW$4750 to restore the value of their earnings.

… The current reforms announced by the Minister of Finance which saw the abandonment of the multicurrency regime should not erode the purchasing value of salaries which should remain at USD475 for the lowest paid civil servant premised on the interbank rate.

The two apex councils, therefore, reiterate that the current salaries of at least USD40 (interbank rate) have resulted in the incapacitation and that failure of the government to restore the value of salaries will leave the two Apex councils with no choice but to declare incapacitation.

The two apex councils are concerned with the Minister of finance’s propensity to make pronouncements that should ordinarily be made by the Public Service Minister which undermines statutory social dialogue framework

Chamisa Meets Legislators, Councillors

The MDC President Advocate Nelson Chamisa today hosted the inaugural interface meeting between the party’s MPs and Councillors.

In order to ensure high quality, participatory and excellent service delivery, the MDC is holding these interface meetings across the country, on a regular basis.

The meeting was attended by MPs and Councillors drawn from three Harare province local authorities namely; Harare City Council, Chitungwiza Municipality and Epworth Local Board.

The meeting discussed several issues that included the following among others:

  1. The party’s vision, mission, goal, strategic objectives and values
  2. The ideal leadership culture for the party’s MPs and Councillors
  3. The opportunities and challenges that both the MPs and Councillors are currently facing

In the end, both the MPs and Councillors committed themselves to promote excellent service delivery, accountability, regular residents consultations and feedback, good governance and collaborative approaches for all party deployees in government.

Some of the challenges that were highlighted and in need for urgent resolution include the following, among others:

  1. Procurement challenges chiefly caused by outdated laws/regulations
  2. Restrictive laws that makes it difficult for municipalities to fight corruption or maladministration
  3. Alignment of all local government laws to the constitution.
  4. Dilapidated and inadequate roads, water and sanitation infrastructure.
  5. Shortage of land for urban expansion.
  6. Inadequate funding on service delivery projects for local authorities.

Excited White Farmer Praises Mnangagwa For Getting Him Back His Farm

Top Chipinge coffee farmer and owner of Farfell Estates Mr Richard Le Vieux has thanked President Mnangagwa for resolving the ownership dispute of a portion of the farm enabling exports of the crop and other produce to continue.

Mr Le Vieux said this when he appeared before the Portfolio Committee on Lands, Agriculture, Rural Resettlement, Water and Climate Change chaired by Nembudziya legislator Justice Mayor Wadyajena today. The farm was at the centre of a wrangle pitting Mr Le Vieux, who also grows macadamia nuts and avocados for export at the estate and indigenous farmer Mr Remembrance Mbudzana.

“I want to say His Excellency the President and the ministry of foreign affairs have acted swiftly to address the situation of destabilisation of a successful export enterprise and I want to go on record thanking them for that not for me but for the country and the business which is an employer and exporter and an important economic actor in that remote place,” he said.

“I am glad to report to everybody here today that the situation at the Estate is calm and exports are going full speed and we can now plan further investments beyond the investments which we have made which amounts to million and I am not talking about investments made 20 years ago, but like our avocado factory that was only made three years ago. So the resolution of this issue means we can continue with our investments and continue with our growth.”

Mr Le Viex said the Mozambican minister of agriculture had visited his Estate and offered him land to establish a similar venture in that country.

Agri Bank Workers Get 100% “Cushion” After Threatening To Sleep At Work

Employees at Agribank have been awarded a 100 % hardship allowance, following threats by the staff to sleep at the bank. The employees had brought their blankets to work to reinforce their threat.

According to web-based publication, Zim Morning Post, the hardship allowance will be disbursed this week which means that the workers will be getting double their salaries this month, in a bid to cushion them from rampant inflation. According to official figures, year-on-year inflation currently stands at 176 percent for the month of June.

Following a meeting attended by Agribank Chief Executive Sam Malaba and other top executives, an official from Zimbabwe Banks and Allied Workers Union(ZIBAWU), Tiri Marimo said,

It was resolved that all the non-managerial employees will get a 100 percent cushioning allowance meaning that they will get double the salary to curb the current economic hardships being faced by the employees.

An executive from the bank, however, insisted that the hardship allowance had not been prompted by the threat of industrial action arguing that the bank had already made the decision.

Well, we value our human resource and we had planned to award this cushion allowance to follow trends in the banking sector.

Bulawayo Public Transport Operators Hike Fairs

Kombi operators raise fares

COMMUTER omnibuses in Bulawayo have hiked fares following the latest fuel price increase.

The kombis moved from $1,50 to $2 as operators moved to cushion themselves against the continuously rising costs.

The fare hike comes at a time a huge chuck of the commuting public has turned to the much cheaper Zupco buses which are charging 50 cents for a single trip.

Tshova Mbayiwa chairperson Atlas Moyo said they have not yet found a common position on the new charge.
“We have not agreed to raise the transport charges. Today I had to confront two people who had raised their charges to $2.

“This thing of raising charges will affect us because we are competing with buses. Buses are coming in numbers and for us to remain viable in business, we have to maintain the $1,50 charge,” Moyo said.

He, however, said they were due to meet to discuss the matter.

Bulawayo United Public Transporters Association (Bupta) leader Keeper Ndlovu also said he was yet to meet fellow members over the issue.

However, a survey conducted by this publication yesterday indicated that most kombis were already charging commuters $2.

Some members of the public told Daily News yesterday that the kombi operators can raise the charge at their own peril, saying they will resort to Zupco buses.

Fuel prices went up last week exactly a month after the last increases, as the local currency falters against the US dollar.

Diesel now costs $5,84 per litre, up from 5,07 dollars per litre, while petrol now sells for 6,10 dollars from the previous 5,26.

Zimbabweans In The UK Raise £350 For Netball World Cup Team

State Media|UK-ZIM Netball Association Chairperson, Barbra Siyachitema, is happy with the way the Zimbabwean community in England has been rallying behind the Gems at the 2019 Vitality Netball World Cup currently taking place in Liverpool, England.

Zimbabwe opened the tournament with a victory over Asian champions Sri Lanka before losing their second game to world champions Australia.

They, however, bounced back to beat Northern Ireland to advance to the second stage of the tournament on their debut appearance with the fans solidly behind.

Although the Zimbabwean community in the United Kingdom has been supportive for the team on the court, Siyachitema was disappointed with the cold response her association has received from fellow Zimbabweans in the United Kingdom in their efforts to help raise additional funds for the team.

She revealed that her association only managed to raise a measly £350, which is too little to make a difference. The tournament started last Friday and ends this coming Sunday at the Echo Arena in Liverpool, England.

UK-Zimbabwe Netball Association was formed soon after the Gems qualified for the World Cup to help the Government and the Zimbabwean corporate sector in fund-raising for the team.

In an interview Siyachitema said the response from the diaspora community was not impressive at all as they had to cancel most of their planned fundraising activities due to poor ticket sales.

Siyachitema said although they could not raise a significant amount, her association managed to organise food (lunch and supper) for the girls and mobilised the community to come and support the girls in Liverpool.

“UK-Zim Netball Association did not raise much money because there was so much resistance from the Zimbabwean community. It is so little that we do not know how to share it among the girls.

“The support was just poor. This is unfortunate because these 20 girls and their technical team deserve more.

“I started this because of my love for netball and understanding what these girls are going through. We have only managed to raise £350 and it will be nice if the Diaspora community contribute towards the fund so that we give the girls something.

“Most corporates that had promised to support us either cancelled last minute or did not honour their pledges. The girls are playing very well and it is good that we are supporting them on the court. The girls have given everything and it would be nice to give them something as a community. People can still donate,” she said.

“We however, got support which came in kind from MadeInZwe and Loveness Taibu who organised lunch and supper for the team. This took the burden off the association,” she said.

She added; “It was so sad that our efforts were not supported. However, it was not all gloom as we achieved our other goal of raising awareness for people to come and support the girls. Zimbabweans have come in numbers to support the team and this has helped the girl. In that regard, Zimbabweans have been fantastic as you can see.”

She added that she does not regret taking the initiative to fundraise for the girls.

Thousands Looted From Netball Players By Govt FatCats Who Flew To UK, Now Creating Fake Stories Of Gems Claiming Asylum | WHAT ARE THEY HIDING?

There has been an allegation made in which a Mr Gift Kugara (a convicted violent criminal, and a frequenter in UK prisons, 3 years plus in sentences, running under a fake surname “Mawire” of whom are many female victims, and a militia) passed claiming that a journalist tried to influence the Zim Netball team to seek asylum.

It is a no-brainer that this allegation was notoriously crafted to attack the journalistic work covered so far to expose massive looting of public funds meant for the Zim Netball team, so that more money is stolen from the Zim gems.

After a long period of consultations with the sources, we have been assured that the best way forward for the players’ safety, is to go into full disclosure as much as is possible, with permission.

Our short response is: everything from the 1st July 2019, 4 days before the players had landed in UK, is on LIVE camera, and is timestamped. And where is the worry, is it about the so called “asylum” allegation, or about the looted funds?

The investigative reports revealing the massive looting of the players’ funds were done 4 days before the players had flown to the UK. It was then that the SRC (Sports and Recreation Commission) spokesman, Tiri Nheweyembwa in an interview said that the players’ allowances are a private affair “they are confidential) and he also said only 26 people, (plus 2 govt officials) are traveling to the UK for the Netball WorldCup. Why the secrecy?

Audit reports discussed inside govt offices reveal the fund was however already $39,000 for food short. This was all because of numbers of people added to the expenditure who have nothing whatsoever to do with Netball. Nheweyembwa said the number was not at all 53, as our audit report showed. Nheweyembwa claimed there are no additional 27 people traveling to the UK. But on the official government documentation, clause 3.2 says… “airfares for the additional 27 members will be paid for by from fundraising proceeds.”

4 days later, the Zim govt released a new report that shows a whopping 54 people were en-route to UK( 1 person added to the list).

There are several family members who later raised the alarm for the players’ welfare, saying they were being abused at Hotel Ibis in Liverpool, and they are on LIVE video. Did we order them to do that? There are social workers who raised the alarm, did we order them to do that? They are on LIVE camera.

Thousands of dollars were misappropriated by the fatcats. Does the author acknowledge the role our expose worked to lift the players’ morale?

The only thing one could complain about are the articles exposing the looting of thousands of the players’ funds, vis a vis the refusal to purchase safety shoes for them, the type the players requested, which cost less than £100 each. Another one was the complaint about staggered meals, some which were poor (pictures available). Another matter was the players’ contracts, which in a LIVE interview on 5th July at 9pm, the Netball President Leticia Chipandu promised were already signed and ready for public view, something that later proved to be utterly false.

The Netball Team’s spokesman, Maimba Mapuranga has said no sportsperson in Zimbabwe has a contract. But his boss, Leticia Chipandu is on LIVE camera at Manchester Airport on 5th July, 9pm saying she had contracts to show the public to the effect. 11 days later, where are those contracts? When she was later asked about this last Wednesday morning, Mrs Chipandu told donors to “go to hell” saying she only reports to the Zimbabwean government.

Thousands were collected from British taxpayers, and under British laws, all funds donated have to be disclosed publicly. Maimba Mapuranga claimed under Zimbabweean law this is not a requirement. What he said is not true. And why the secrecy?

Notwithstanding, some of these matters have since improved following our investigative articles (see my LIVE report on Sat) “and on Saturday I made a LIVE report on this as I rallied for support for the Zim team,” said Simba Chikanza.

Perhaps one could complain about why these articles were published. But how can anyone expect the media to keep quiet when players are subjected to such conditions especially those of the national team playing a WorldCup? How can any journalist keep quiet when family members call in in the middle of the night to complain, especially when there is so much evidence? Scores of family members called and one of those who complained of this ill treatment is a relative of the best player of the games (and the world’s 2nd best scorer so far), Joice Takaidza, and they have since praised ZimEye for the hard work in boosting the morale of the girls, making them feel at least valuable.

How can any journalist fail to investigate reports that officials are getting $1,200 per day while the Netball team goes without their promised penny for weeks in a foreign country? One of these left a suckling child at home in Zimbabwe. Imagine this mother arriving back from the UK after nearly a month with not even £100 in hand to show why she abandoned her child, after such a sacrifice for the nation.

Aside the relatives, Suku McKenzie of the Suku Mackenzie Foundation, run by a Zimbabwean mental health professional is the one who reported the case to the Mersyside Police following the relatives’ complaint that the players are being subjected to harassment and death threats should they make their plight public.
Suku Mckenzie raised the alarm saying the “effects of emotional abuse, from intimidation and threats are more serious than physical abuse, and I can testify because I was there when the players did not want to talk, amid all this evidence, when I tried to talk to them. Emotional abuse causes great harm. Emotional abuse and being made to feel powerless has an effect on the individual. Why would you expect a gem to win a game when they are not being given the voice to stand for themselves?,” she said.

One of the signs of an abuser are seen in a person who refuses to be accountable and this can be seen in the way Leticia Chipandu says, it is none of your business, anyone can “go to hell,” said Suku McKenzie.

“They also make their victims feel guilty”, added McKenzie.

Suku McKenzie was also concerned after players raised the alarm over their need for the right shoes, for safety. They said many had been injured during practice and this could have been reduced were all players wearing the right safety shoes of which the team members identified Asics for Netball, a shoe type widely reviewed and recommended by professionals for the M&S Arena’s slippery surface. On Friday we got donors to rush to the Liverpool One, to try to purchase these shoes. One of the donors was at the Ibis hotel, denied access to the players and she is on LIVE video complaining about this.

Cape To Cairo By Road Fan Stranded In Egypt

What started off as a noble quest by one ardent Warrior’s fan has now become a charity case. Albin Zhakata, commonly known as Alluvah, dared to travel to Egypt to watch the Afcon tournament, by road. His Cape to Cairo journey sounded like an imaginary travest but Alluvah pulled it off, to the amusement of many. He however arrived in Egypt way after the warriors had already left.

Alluvah had faced a lot of challenges in trying to reach Egypt. He had been stuck at the Ethiopian border for days after having been advised that he needed a visa to pass through. It was after some concerted efforts that he managed to continue with his journey. When he arrived in Egypt, the Zimbabwean national team had already been booted out of the tournament.

Alluvah now faces the challenge of coming back home. With little resources, his likelihood of making it back home is now hanging in the balance. Football analyst and commentator Steve Vickers, who is also in Egypt has started a #Bring back Alluvah campaign. He has opened up a platform on Gofund me, for people to donate towards buying Alluvah a plane ticket to return home.

Alluvah also faces another challenge of not being able to watch the final soccer match between Algeria and Senegal since all the tickets were sold out. Authorities there, are however making efforts to secure him a VIP ticket to enter the stadium.

Speaking on Star fm this morning, Alluvah said that he has become the centre of attention in Egypt with most people commending him for his bravery. He has even held interviews with stations like BBC news.

By A Correspondent- The Zimbabwe Electoral Commission (Zec) has engaged political parties in its efforts to improve voter registration in Bulawayo province and avoid losing some constituencies when the commission concludes its delimitation exercise.

In an interview Monday, district elections officer Mrs Sithembiso Khupe said the commission requested political parties to invite Zec officials when they have meetings so that they discuss voter registration and delimitation issues.

She said Bulawayo had the least registered voters in the country and Zec was concerned over lack of interest in voter registration by people in the city.

“Two weeks ago, we had a meeting with the MDC Alliance and on Friday last week we met Zanu-PF members in our efforts to make sure that we have more registered voters in Bulawayo province. Our aim is to ensure that political parties understand the importance of voter registration.

“Voter registration is an ongoing process. Unfortunately, people are not coming to register to vote. We’re recording zero returns every month. We’re therefore engaging political parties to encourage their members to register to vote,” said Mrs Khupe.

She said Bulawayo has 257 000 registered voters, the lowest in the country, yet it’s expected to have 400 000 when delimitation of boundaries is concluded in 2022.

“Bulawayo might lose constituencies due to the low numbers. Currently the nation has over 5,6 million voters and we have 210 constituencies. When we divide the number of voters in the country by the number of constituencies it gives us 27 000.

“This means that every constituency should have at least 27 000 voters. In Bulawayo six of our constituencies have less than 21 000 voters, meaning they don’t qualify to be constituencies. They will have to be collapsed and we’ll be left with less constituencies,” said Mrs Khupe.

She said the reduction of constituencies is a disadvantage as the province will lose out when it comes to allocation of resources.

“Our resources will go to other constituencies and I’m sure the people of Bulawayo don’t want that to happen. The political parties that we have met so far have promised to work harder and ensure that more of their members register to vote.

“We have written letters to all the political parties and we’ll continue engaging them. We have to work together to make sure that we have more registered voters and we keep our constituencies,” said Mrs Khupe.

Zec recently roped in the Bulawayo City Council to assist in drumming up support among residents on its six-month mobile Biometric Voter Registration (BVR) exercise in the city to boost the number of registered voters. The last delimitation process was conducted in 2007, shortly before the harmonised elections held in March 2008.

Zec’s new phase of the biometric voter registration programme comes months after a survey carried out by the Zimbabwe Election Support Network (ZESN) warned that Bulawayo, Matabeleland South and North provinces are in danger of losing six constituencies combined in the next delimitation exercise citing few registered voters.

Bulawayo, which currently has 12 constituencies, would most likely end up with 10, the survey found.

Four Months Without Pay: Security Guard Shoots Himself

A security guard employed by a Bulawayo company to man the Zimbabwe Revenue Authority (Zimra) offices in the city centre died yesterday after he shot himself three times in a suspected case of suicide, police confirmed.

Amos Mboni (56) from Njube suburb shot himself using his employer’s service gun at the Zimra yard at the corner of Fort Street and 8th Avenue after reportedly going for four months without pay.

Bulawayo acting police spokesperson Inspector Abednico Ncube confirmed the incident.

“The deceased was employed by a security company and when he arrived at his work place at 6AM, he was handed a revolver by his colleagues who were knocking off from duty,” he said.

Insp Ncube said people who were in the building heard three gun shots and rushed to the scene.

They found the deceased bleeding as a result of gunshot wounds.

“The victim had shot himself three times.

Two times on the left nipple while the third shot hit his collar bone.

He died on the spot,” he said.

When The Chronicle visited the scene, the police had collected the body and some employees were cleaning blood splattered on the floor.

In an interview at their home, one of Mboni’s daughters who declined to be identified said her father was depressed.

“It’s so unbelievable that my father shot himself. My father left home depressed because he had not been paid for almost four months at his workplace. I was the one who was now working and fending for the family and it was stressing him. The landlord would ask him for money for rent everyday but he didn’t have it,” she said.

Mboni’s sister who also declined to be named said she was not convinced that her brother had committed suicide.

“He left home around 5:20AM. He starts work at 6AM and said he would come back in the evening. Amos loved his children, it’s murder, how can he possibly shoot himself thrice? she asked.

Efforts to get a comment from the security company were fruitless.

Cape Town Records 43 Weekend Murders, What Is Going On?

Reports suggest that 43 people were murdered over the weekend in Cape Town, South Africa. The tragedy was confirmed on Monday by Premier Alan Richard Winde, a South African politician and businessman and current Premier of the Western Cape and a Member of the Western Cape Provincial Parliament. In a statement, Winde said:

[The] SAPS started running a national joint operational and intelligence structure operation on Thursday night in the areas of Philippi, Steenberg and Delft.

We welcome the fact that 143 arrests were made, and guns and drugs confiscated, but despite this heavier police presence, and [Police] Minister Bheki Cele himself going out on patrol, 43 people were still murdered – some of them in the very areas where the operation was held.

South African National Defence Force (SANDF) soldiers were deployed in Cape Town on Monday to assist South African Police Service (SAPS) in a clamp-down on gang-related crime. This was after Winde had revealed that of the 43 people murdered, 25 were shot and 12 stabbed.

Winde also argued that the weekend murder rate required that Bhekokwakhe Hamilton Cele, the South African Minister of the Police and president Cyril Ramaphosa swiftly process the paperwork so as to occasion the deployment of the army to assist the police.-News24

Former Bafana Bafana player and TV presenter Marc Batchelor has been shot dead outside his home in Johannesburg.

Batchelor was gunned down in Bryanston, Johannesburg on Monday evening at about 6pm South Africa’s time. The ex-footballer was said to be in the car with his gardener, when the assailants on motorbike, approached and shot him through the car’s window.

“He was shot through the window several times and died at the scene,” Lungelo Dlamini, police spokesman said.

“Police are investigating a murder case after a former soccer player, Marc Bachelor was attacked by two men driving a motorbike in Olivedale outside his house. He was shot several times and died inside his vehicle. The suspects then drove away without taking anything. The motive for the attack is still unknown. No one has been arrested,” said Dlamini.

Dont Be Swayed By Opposition Elements, Shiri Tells Zanu PF Members

Zanu-PF party Politburo member Cde Chief Air Marshall (Retired) Perrance Shiri has called on members not to be swayed by opposition elements who want to make the country ungovernable through demonstrations.

Addressing thousands of supporters in Mazowe North during victory celebrations for party legislator Cde Campion Mugweni, Cde Shiri, said: “We will not entertain the burning of houses, cars and property, be it in cities or here in rural areas, especially here in Mash Central.

About seven MDC supporters in Mazowe North were arrested for leading a shutdown protest that resulted in the closing of shops, burning of tyres and road blockades earlier this year.

Zanu-PF provincial chairman Cde Kazembe Kazembe rapped economic saboteurs, saying they were throwing spanners in Government’s economic transformation activities.

“We are very much aware of those who are throwing spanners in the works and we know that these are just jealous failures who are being pained by Government’s long strides in stabilising the economy,” he said.

“They have seen that the New Dispensation is fast achieving in all areas and now they want to frustrate such efforts by Government, and you recently saw what some of them did during Cde Subusiso Moyo’s visit to the UK.”

At the same time, the party urged people to embrace Statutory Instrument 142 that banned the use of foreign currency in local shops. “Government has crafted a law that bans the use of foreign currency in local shops,” said Minister Kazembe.

“We now use bond notes or RTGS. There is no reason to sell goods in US$ and prices should reflect the value put in the manufacturing of the commodity, not to distort prices.

“We have seen taxis, kombis and buses joining the game of hiking prices and Government responded by introducing ZUPCO buses.

“These buses should ply all the routes because we have good roads.”

Universities Warned Against Hiking Fees

GOVERNMENT has warned universities against raising fees with without its approval, amid reports that some varsities countrywide had yesterday attempted to unilaterally hike fees.

Universities increased fees for parallel and block students, leaving out conventional ones whose public outcry usually draws attention.

Higher and Tertiary Education, Science and Technology Development Minister Professor Amon Murwira yesterday said fees for all undergraduate categories remain unchanged.

“All fees to do with undergraduate studies have not been increased as such communication passes through my office. I have not signed an ordinance to that effect.

“Fees remain the same until we put alternative payment methods as currently we are working on introducing grants. As for the undergraduates, there is no compromise except for post-graduate, there is that leverage since it is optional,” he said.

The minister said despite people being under pressure financially, universities should not be careless by wantonly hiking fees.

Lupane State University (LSU) director marketing and public relations Zwelithini Dlamini said they had proposed a fees increase for self-financing programmes.

“We are proposing a 20 percent fees increase for parallel and block programmes. The lecturers should be paid from the fees and any other cost thereof.

“This will be approved by the parent minister through the fees ordinance,” he said.

Great Zimbabwe University (GZU)director of information and public relations Mr Anderson Chipatiso said their fees remained unchanged.

“In terms of our fees structure nothing changes. We are a public institution and we our operations are guided by the parent ministry,” he said.

Chinhoyi University of Technology (CUT) spokesperson, Dr Tapera Musekiwa said they are yet to conduct fees review.

“Our fees are determined at Government level. We have not increased fees because the fees review committee is the one that sits down first and deliberate on the issue before it submits to university council.

“After justifying their move to the council it then deliberates also and submit to the parent ministry,” he said.

Bindura University of Science Education (BUSE) Director Public Relations, Mr James Gutura said their fees also remain unchanged.

Midlands State University which had reportedly hiked fees from about $800 to $2 000 yesterday had their Information and Public Relations Director Miriam Mawere not forthcoming despite numerous attempts to get in touch with her.

“Kindly refer to the notice on our website. In the meantime may you please put your questions in writing, I am in a meeting but will respond soon after the meeting,” said Mrs Mawere.

Contacted further she acknowledged having received the questions and promised to answer within a short space of time which she never did until the time of going to print.

Opposition MDC Vice President Lynette Karenyi Kore was over the weekend elected as the Women’s Academy for Africa (WAFA) Deputy Treasurer General.

The MDC would like to congratulate its Vice President Lynette Karenyi for landing a top international post. The elections were held at the end of the WAFA Training of Trainers workshop that was held at Maputo in Mozambique.

WAFA seeks to promote gender equality based on social democracy, good governance, justice and solidarity. The organisation aims to promote gender equality, and political advancement of women from Labour, Socialists and Social Democratic parties across Africa.

200 Corruption Cases Waiting For New ZACC Commissioners

The Zimbabwe Anti-Corruption Commission (ZACC) is investigating over 200 cases of corruption-related crimes emanating from a varied spectrum of the economy and arrests will be effected soon, chairperson Justice Loice Matanda-Moyo has said.

She said her commission was out on a mission to aggressively fight corruption and was different from previous bodies given that it was now headed by a judicial officer.

Justice Matanda-Moyo, who is also a High Court judge, said this in an interview at State House where seven ZACC commissioners were sworn in by President Mnangagwa.

“I do not have a person whom we can say he or she is an actual accused person. After we are through with our investigations that is when I will say this one I am taking to court and that one I am not taking to court. So for now we are still doing the investigation(s). We have got the Auditor-General’s report, NSSA audit report, Hwange issues, we have got Command Agriculture, we have got so many cases that we are handling at the moment. We have over 200 cases we are handling,” said Justice Matanda-Moyo.

She said she was impressed by the calibre of the commissioners that was sworn-in yesterday, saying they were from varied backgrounds thereby enriching the commission.

“We are quite happy with the curricula vitae of the commissioners, we have got auditors, accountants, police, lawyers, so we have got a very good team and I am confident that ZACC is going to perform with the type of commissioners that I have got,” she said.

Asked how different her commission was from previous ones, Justice Matanda-Moyo said:  “I am very different. I am a judge and judges are honest people in society and once we take up particular missions we take it to its logical conclusion, so we are a very serious commission.”

The President appointed eight commissioners from a list of 12 that was submitted to him by Parliament’s Standing Rules and Orders Committee chaired by Speaker of the National Assembly Advocate Jacob Mudenda which conducted public interviews last month.

At least 38 candidates were interviewed at Parliament Building in a process that was open to members of the public.

The decision to constitute a new ZACC body followed the resignation of the previous ZACC chairperson and commissioners in January this year.

Parliament received 152 nominations by the closing date of February 28, 2019 after flighting an advertisement inviting those interested to serve as commissioners to apply.

In terms of Sections 237 and 254 of the Constitution, Parliament’s Committee on Standing Rules and Orders is mandated to nominate candidates for possible appointment by the President, to serve as ZACC commissioners as provided for in Chapter 13 of the Constitution.

After receipt of applications, the CSRO then carried out an exhaustive analysis of the nominated candidates to establish their suitability to serve on the commission, and shortlisted 38 candidates.

Chamu Chiwanza Promises To Expose ZIFA Rot

Suspended Zifa executive committee member Chamu Chiwanza has promised to spill the beans on the “theft” that is taking place at the association, following his suspension on allegations of electoral fraud as well as his alleged role in distabilising the Warriors at the Africa Cup of Nations finals (Afcon).

As Zifa carries out its inquest in the Afcon debacle where the Warriors bowed out at the first hurdle following two defeats and a draw in Group A, Chiwanza is alleged to have played a role, together with former president Philip Chiyangwa and his deputy Omega Sibanda, in influencing players to make withdrawal threats.

On Thursday, Zifa announced Chiwanza’s suspension with Zifa president Felton Kamambo alleging that he was part of a group that was working to cause confusion among the players.

Yesterday Chiwanza told NewsDaySport that he would react at an appropriate time, but said he will make damning revelations about the way Zifa funds have been handled.

Acting vice-president Philemon Machana is responsible for the finance portfolio, with some of his operations having raised eyebrows, particularly when he moved money from the association’s bank accounts to his company account.

“I am going to respond at the right time, but what I can promise now is that when I respond (to the Zifa allegations), I will bring the temple down on their heads,” he said.

“It’s coming very soon. Thieves will be exposed. People will see who the real thieves are. It’s going to be big; it’s going to be biblical.”

The group that has been identified by Zifa is alleged to have caused confusion by telling the players that Zifa councillors that travelled to the Afcon finals had been paid US$4 000 each while journalists got $5 000 each.

With this information the players started to make huge demands while threatening not to fulfil matches as they pressed for payment.

“I want to bear with the players,” Kamambo told journalists on Thursday. “I feel for them as well because you are in camp and someone is phoning you and giving you information that supporters coming to Egypt are being paid $400 per day when you have been paid US$1 500 to participate in the whole tournament. Yes, US$1 500. That is what we had agreed, then the other amount was going to be paid as and when, but because of the third forces coming into camp, the likes of Hope Chizuzu, the former president Philip Chiyangwa, board member Chamu Chiwanza, that acted as catalysts to cause confusion in the camp.”

Mliswa Trashes First Lady Auxilia Mnangagwa “Leaked Audio”

By A Correspondent- A leaked audio purportedly a recorded “rant” by First Lady Auxillia Mnangagwa against a military official “she” calls Murombo has divided opinion among commentators.

Independent legislator in the National Assembly, and former ZANU PF Mashonaland West provincial chairperson, Temba Mliswa said that the audio is doctored and a poor impersonation of the First Lady.

Writing on microblogging site Twitter, Mliswa said:

Zim Power Blackouts Trigger Turmoil In Telecom Sector

Zimbabwe’s mobile network connectivity was in a bad state over the last weekend, with callers and the transacting public reporting challenges in making calls and getting mobile money transactions to go through.

The disruptive service unavailability comes at a time mobile money services are playing a key inclusive role of bridging the financial divide by providing services to those who have no access to formal banking systems. It is also serving a key role in mitigating for the shortage of physical cash. This also comes at a time mobile and data network provision is seen as the bedrock of global and digital economy.

“I don’t know how many customers we have lost today due to network challenges”, said Mercy Siyachitema, a till operator at a butchery at Tichagariga Shopping Centre in Glen View 3, Harare.

“Customers are failing to make the usual Ecocash payments. And this is at a time we can’t keep meat in the butchery for longer periods of time, as we are running mostly on generator. Stocks have to move fast,” she said.

Mercy is likely not the only small business owner whose business depends on the reliable availability of power, and on mobile connectivity for customers to transact and do business with her. Even the use of POS machines, which use embedded mobile data SIMs, has also been affected by the disruptions.

The challenges in connectivity come at a time both voice and data subscriptions and traffic have been on the decline and their performance will likely get worse if players in the sector continue to be hamstrung by energy related issues, among others.

According to a report by the Posts and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) the telecoms industry recorded a 4% decline in mobile voice traffic from 1.467 billion minutes, to 1.404 billion minutes in the first quarter of 2019.

Active internet subscriptions also declined by 3.3% to 8.4 million, from 8.7 million which saw the internet penetration rate drop by 5 percentage points to 57.9%.

But power challenges threaten to cause a further decline in telecoms product usage in the second quarter of 2019, according to analysts owing to the non-availability of electricity to power mobile network base stations.

Industry sources say they have since recorded the highest number of ‘down times’ at their sites at any given time, due to unavailability of power through load shedding.

“A new record of site down times was actually set last week. As we speak, many sites are down due to ZESA load shedding and fuel stock out,” said a source familiar with developments at one of the country’s mobile network operators.

Players in the industry have resorted to the use of costly diesel generators to power base stations, but current fuel shortages have meant that not all of them can be refuelled on time, said the source, estimating that some of the bigger NMOs were now using over 100,000 litres of diesel per month.

“With the price of diesel now over $5 per litre, you can imagine the huge cost all the operators – especially Econet and NetOne, which have the widest network coverage – are spending on just trying to keep the networks up in the current circumstances of daily power blackouts,” the source said.

The increased cost of doing business has also come at a time the telecoms sector has been charging what are now very sub-economic tariffs, following the movement in the exchange rate after the introduction of Statutory Instrument 142 of 2019.

The local currency through which the telco operators are paid has been severely hit by the exchange rate, which some say has reduced their incomes in real terms by a factor of close to 600% since the new interbank market was introduced.

The move saw the value of the local dollar weaken to an exchange rate of 1:9 from 1:2.5. At current tariffs, local telecoms players will find it very difficult to buy foreign currency, which has become so expensive.

The cost of doing business with local service providers has also gone up, rendering current tariffs very uncompetitive – which have remained the same since the exchange rate between the US dollar and the Zimbabwe dollar.

Mnangagwa Tells Mthuli Ncube To Fund Health Sector

PRESIDENT Emmerson Mnangagwa yesterday called on Finance minister Mthuli Ncube to loosen his purse and prioritise the ailing health services sector, which is facing chronic shortages of drugs and medical equipment.

Speaking at the handover of medical equipment and drugs at National Pharmaceutical Company in Harare, Mnangagwa said government had heeded calls by medical practitioners at public health institutions and purchased required medical equipment and drugs from India to alleviate problems faced by the sector.

“As government, we must give priority to the health sector because it is equally important that our people are healthy. And when you are not well, we should have a health system that should assist our people,” he said.

“I have a Minister of Finance … but I think we should be able to persuade him politically to loosen up so that we give more and more attention to this sector.”

Government has been criticised for not prioritising the health sector which was allocated of $694,5 million (9,3%) in the national budget, a far cry from the target of 15% set in 2001 by members of the African Union during a conference in Abuja, Nigeria.

Mnangagwa said those with chronic ailments like cancer and those in need of dialysis should be able to access medical services free of charge.

“What we have not achieved, which I think is necessary, is that as we go forward we should establish more liberal policies towards giving access to have free health services for children and the elderly,” he said.

The President said people in remote areas should be able to access health services without travelling to urban areas and should benefit from the donated equipment.

He urged pharmaceutical distributors and government health institutions to ensure drugs are not pilfered, but benefit patients.

State institutions have been experiencing drug stock-outs attributed to inadequate funding allocated to the health sector, drug pilferage and leakages in the pharmaceutical supply chain.

Mnangagwa said after his meeting with doctors to hear their concerns, he sourced funds and purchased 85% of the medical equipment they had requested.

Mnangagwa said government had received drugs and medical equipment from the crown prince of the United Arab Emirates Sheikh Mohammed, who has also promised to fully equip State health institutions.

He said the country also received and disbursed huge consignments of medical drugs donated to Cyclone Idai victims by other donors, including Tanzanian President John Magufuli.

He applauded the courageous doctors who met him, saying their act of courage was benefiting several hospitals

SB Moyo Flies Out For SADC Meeting In Lusaka

By A Correspondent- Foreign Affairs and International Trade Minister Dr Sibusiso Moyo is expected to attend the 21st Ministerial Committee of the Sadc Organ on Politics, Defence and Security Cooperation in Lusaka on Friday to discuss the political and security situation in the region.

In a statement, the Ministry of Foreign Affairs and International Trade said the meeting will be held on Friday after a meeting of senior officials that started yesterday and ends tomorrow.

“Among other issues, top on the agenda of the 21st MCO (Ministerial Committee of the Organ), will be: On Inter-State Politics and Diplomacy, the MCO will discuss the political and security situation in the Region, with particular attention to political developments in the Kingdom of Lesotho,” reads the statement.

“The MCO will receive and review reports on elections held in the period between July 2018 and June 2019.

“These include the Democratic Republic of Congo (DRC), Eswatini, Madagascar, Malawi, South Africa and Zimbabwe. MCO will also take note of the Member States that will hold elections in the second half of 2019, that is, Botswana, Mauritius, Mozambique and Namibia; Further, the MCO will review the application by Burundi to become a member of SADC after receiving an assessment report from a Mission that was undertaken from 20 to 24 May 2019. If admitted into SADC, Burundi would be the 17th Member State.”

The meeting will also consider security challenges in the region, some of them caused by natural disasters such as cyclones.

“Finally, the MCO will consider security challenges afflicting the region such as tropical cyclones, floods and droughts; ineffective early warning mechanisms; rising threats of terrorism and extremism in the region; cyber-crime; illegal immigration; inefficient border management and poaching,” reads the statement.

The next meeting is expected to be hosted by Zimbabwe in June 2020. Zimbabwe is set to chair the Sadc Organ On politics, Defence and Security Cooperation after the bloc’s summit meeting to be held in Tanzania in August this year.

Sadc executive secretary Dr Stergomena Lawrence Tax was in Harare last month, where she briefed President Mnangagwa on the country’s obligations in guiding the region on issues of politics, security and peace.

Outspoken political commentator, Dr Pedzisai Ruhanya has urged President Emmerson Mnangagwa to rein on his wife Auxillia following a leaked conversation in which she is threatening an army officer whom she accused of spying on her.

Police Launch Manhunt For Self-Styled Prophet Who Abused 5 Minors

The Zimbabwe Republic Police (ZRP) has launched a manhunt for a Chipinge self-styled prophet who allegedly molested 5 minors.

ZRP released a statement requesting for information that may lead to the man’s arrest.

The statement reads: “In Chipinge, a 35-year-old man who is a self-styled prophet sexually abused five minors aged between 11 and 13 years old after luring them to his home where he would give them some Zap Naks. Thereafter he would sexually abuse them by having anal intercourse with them.

“The accused person, Panashe Muchato of Takwirira compound, Green fuel estate, Chief Garahwa, Chipinge is still at large and anyone with information on his whereabouts may report to the nearest police station.”

Late General Zvinavashe’s Estate In Shambles

NewsDay|FIVE beneficiaries of the estate of the late national hero, Vitalis Musungwa Gava Zvinavashe’s Trust have petitioned the High Court seeking an order to remove the current Trustees accusing them of failing to distribute dividends to the recipients and also failing to provide accounting details of how the Trust has been administered since January 2017.

The beneficiaries, Thompson, Tapera, Maxwell, Augustine and Desmond Zvinavashe are seeking the removal of Margaret Mutamba and Richard Musungwa Zvinavashe, Shingai Mutumba and Clemency Ruzengwe from administering the Zvinavashe Trust.

In his founding affidavit, Thompson said in the event that the order sought is granted by the court, he together with his co-beneficiaries of the Trust should

be ordered to appoint an interim board of trustees comprising of two professional trustees and three other trustees from the members of the family.

“The application and order sought is based on the following; non-payment of dividends to the beneficiaries in contravention of clause 16 of the Trust Deed.

Current beneficiaries have the right to distributions as set forth in the trust document. It is respectively averred that since January 2017, applicants were

not favoured with their share of Trust dividends,” he said.

“That failure, in my view, directly offends the spirit of the Trust Deed particularly clause 6,3 of the Trust Deed which is sacrosanct. Respondents are not

giving information to the beneficiaries pertaining to all Trust property held in the Trust Deed as communicated in clause 5 of the Trust Deed.”

Thompson also said, alternatively, if their order is not granted in terms of how they have suggested, the court should appoint an interim board of trustees it

deems fit and proper in terms of clause 4 of the Trust Deed.

in the dock after he allegedly chased Margaret out of the premises despite her having been granted lifetime usufruct over the Tynwald property by the late army

Mnangagwa Receives Routine Hospitals Equipment Claims Its Part Of His Commitment To Promises Made To Doctors

By A Correspondent- President Emmerson Mnangagwa said he was moved by the plight of doctors’ working conditions and their tools of the trade and he sourced the equipment that they required.

He said this at the handover ceremony of hospital equipment sourced from India at NatPharm (Monday).

Said Mnangagwa:

“The doctors came to State House and explained their working conditions. The conditions of service, the equipment, the tools of their trade. I really felt sympathetic.

So, I promised them that despite the lack of resources, I will do my best to source the equipment you want. You submit your list and indeed they did so. This is less than three months ago.”

President Mnangagwa said following submission of the list, he got resources to purchase what the doctors longed for.

“I am glad to say in excess of 85 percent of what they requested has so far been purchased and the first phase of the equipment is the one displayed here. More than what we have is still coming,” said President Mnangagwa.

He said the doctors should be thanked for their courageous gesture, which has resulted in all central hospitals benefiting from this essential equipment.

He urged the doctors and nurses who will be using the new equipment to guard against thefts and abuse.

He handed over a consignment of medical equipment which included infant incubators and resuscitators for the neonatal intensive care unit, multi-parameter monitors for adults and paediatrics, operating theatre tables (electric and hydraulic), portable electroncephalography machine, respiratory aid ventilator, and video endoscopy, gastroscopy and colonoscopy sets.

He also handed over intensive care unit ventilators for adults and paediatrics, mobile X-ray machines and anaesthetic machines.

South Africa’s Blacks Only Radical Political Party Deregistered On Discrimination Charges

The Freedom Front Plus (FF Plus) says its appeal to the Electoral Commission of South Africa (IEC) to have Black First Land First (BLF) deregistered as a political party has been successful…

FF Plus leader Pieter Groenewald announced this in a statement on Monday morning.

“The commission ruled that the BLF is indeed excluding membership of the party based on race and that it has been deregistered as a political party,” Groenewald said.

The FF Plus’ case against the BLF stems from its constitution that only allows black people to join the party.

The BLF’s constitution states: “Any black person who has reached the age of 18; accepts the politics, ideological perspective and constitution of the BLF; joins a branch of the organisation and is prepared to work actively in it as part of the branch collective; is committed to honouring the organisation’s resolutions and decisions; accepts the organisation’s policy perspectives; commits herself/himself to being a disciplined member and is willing to pay the necessary membership fees may become a member of the BLF.”

Section 16 (1)(c) of the Electoral Commission Act states that the chief electoral officer may not register a party if, among other things, that party “indicates that persons will not be admitted to membership of the party or welcomed as supporters of the party on the grounds of their race, ethnic origin or colour”.

Groenewald said the IEC initially insisted that the BLF had not contravened the law, as its constitution referred to an ideology rather than race.

BLF leader Andile Mngxitama contradicted this himself, saying in a statement opposing the FF Plus’ application that the BLF does indeed exclude white people from joining the party

“The commission, therefore, had to find in favour of the FF Plus and deregister the BLF as a political party,” Groenewald said.

“The deregistration of the BLF as a political party is a massive victory for the whole of South Africa because the racial hatred and intolerance propagated by Mngxitama and his cronies should not be tolerated.”

He also labelled the successful application as a “victory for law and order”.

“It is unacceptable that the IEC contravened the law with the registration of the BLF. Legislation shouldn’t be seen as guidelines, but must be complied with. No one is above the law.”

Mngxitama said the party was studying the decision and would respond later in full.

“Our immediate response is that blackness is criminalised in South Africa,” he added.

News24 has contacted the IEC for confirmation, but is still waiting on a response. This will be reported once received.

However, News24 has seen a copy of the IEC’s decision, confirming that the FF Plus’ appeal was upheld and that the BLF has been deregistered as a political party.

ZUMA Says State Capture Inquiry Was Specifically Designed To Destroy Him

Former president Jacob Zuma on the first day of his appearance at the Zondo commission of inquiry into state capture in Parktown, Joburg.

Johannesburg – Former South African president Jacob Zuma on Monday told the commission of inquiry into state capture of a decades-long conspiracy to “drive him from the scene” using various methods including character assassination and numerous attempts on his life.

Zuma also dropped a bombshell when he accused billionaire Johann Rupert of threatening to destabilise the economy if Pravin Gordhan was sacked as a minister.

Zuma finally appeared before the commission, headed by Deputy Chief Justice Raymond Zondo, after months of wrangling between his legal representatives and the commission’s lawyers over his appearance.

His much-awaited appearance saw hundreds of supporters, both notable and ordinary, descend upon the commission’s headquarters to rally behind him.

Zuma meanwhile focused much of the morning on making an opening statement during which he detailed the alleged campaign against him that had its genesis in the 90s while he was the ANC’s head of intelligence.

“There has been a drive to remove me from the scene, a wish that I should disappear and I will explain where it comes from and why it’s important that I deal with it in this commission. It arises out of, perhaps, from my work in the ANC and also because of who I am. This conspiracy against me has been stretched at all material times when there are things to be said and done.

“It has come in different forms and that’s why there are even people who say I’ve got a way of trying to dodge things. I’m going to try and connect the dots over a decade that talk to why I’m here.”

Zuma took the commission through the genesis of this alleged campaign, from his removal as chief of intelligence, to the corruption charges brought against him in connection with the Arms Deal and his removal as South Africa’s deputy president in 2005.

Zuma said at the heart of this campaign, allegedly orchestrated by intelligence organisations, one local and linked to the apartheid government, and two foreign intelligence agencies, was the “assassination” of his character and his removal from the ANC because of the information he had.

Zuma told Deputy Chief Justice Zondo that he heard of Rupert’s threat from the current Minister of Transport, Fikile Mbalula, who had attended an event at one of Rupert’s farms.

Zuma said Mbalula told him that at this event Rupert had told Mbalula, who was sport minister at the time, that he informed Zuma that should he remove Gordhan he and others “would shut down the economy” and interfere with the rand.

“Indeed they did interfere with the rand,” Zuma said, telling the commission that one person this year admitted to this. Gordhan, now the Minister of Public Enterprises, was sacked by Zuma in 2017.

The former president also spoke at length about his relationship with the Gupta family, detailing that he met the family through Essop Pahad and denying there was anything unlawful about his relationship with the controversial family or that they had influenced any appointments he had made as president.

“Why do people think my relationship with them is wrong when they’ve had stronger ties with other presidents, particularly [former president Thabo] Mbeki?

“Everything that happens is sort of associated with me. I’ve been given names that I allowed these people to land at national [key] points in South Africa. No one has ever asked me ‘did you do so’ or is there any information to that effect because it never happened, I did not know whether there was a landing [that] happened on a particular day,” Zuma said.

“I never did any other thing to break the law with this family. They were businesspeople and successful. They knew a lot of people in the ANC.”

Kambarami Fight For Political Survival Against Mthwakazi Opens At Byo High Court

THE civil trial involving Bulawayo deputy mayor Councillor Tinashe Kambarami and a political pressure group, 1893 Mthwakazi Restoration Movement Trust, opened at the Bulawayo High Court yesterday.

1893 Mthwakazi Restoration Movement Trust is seeking an order nullifying Clr Kambarami’s election as ward councillor, citing his criminal record.

Clr Kambarami was in July last year convicted of theft by Bulawayo provincial magistrate, Ms Sharon Rosemani, under case number CRB 1981/18.

He was fined $80 or 18 days in prison for stealing an extension cord from an electrician he had hired to work at his offices.

1893 Mthwakazi Restoration Movement Trust, through its lawyer Mr Godfrey Nyoni of Moyo and Nyoni Legal Practitioners, filed a court application at the

Bulawayo High Court citing Clr Kambarami, the Bulawayo City Council, Zimbabwe Electoral Commission (Zec) and MDC as respondents.

The organisation wants an order declaring Clr Kambarami’s nomination and subsequent election as councillor for Ward 3 in Bulawayo null and void on the basis that he was convicted for stealing an extension cord from an electrician he had hired to do manual work at his offices.

In her founding affidavit, Ms Dorothy Ndlovu, who is the applicant’s secretary, said the application is premised on the provisions of the Electoral Act which disqualify a convicted person from being nominated as a candidate for council elections.

“It has come to our attention as an organisation that the first respondent (Clr Kambarami) has a criminal record and should not have submitted his nomination papers to Zec.

“He was charged and convicted of theft on July 27, 2018 under case number CRB1981/18,” she said.

Ms Ndlovu said as an organisation they could not sit back and watch an illegality being perpetuated.

“We believe and rightly so, that it was and is our duty to seek that this clear illegality be corrected. The first respondent’s election ought to be set aside,” she said.

Mr Nyoni said in terms of section 119 (2) (e) of the Electoral Act, Clr Kambarami, by virtue of his conviction, was supposed to have been disqualified from contesting the elections.

According to section 119 (2) (e) of the Electoral Act, a person shall be disqualified from being nominated as a candidate for or from election as a councillor if he or she has been convicted of an offence involving dishonesty.

“It is important to note that Kambarami was convicted on his own plea of guilty to theft. It is common cause that theft is a crime that involves dishonesty.

“The first respondent was therefore supposed to be disqualified for nomination as a candidate for the elections and his subsequent election to the post of deputy mayor for the City of Bulawayo was a nullity right from the onset,” Mr Nyoni said.

He said the law disqualified Clr Kambarami and whatever then happened thereafter was not in terms of the law.

“When the nomination court sat there is a form known as VN1 that the first respondent (Kambarami) signed and it states that any person signing it should not have been involved in any crime involving dishonesty.

“It is clear that the first respondent was disqualified by the law because his conviction happened during the period between the nomination court and elections.

“Whatever is done outside the law is a nullity,” said Mr Nyoni.

He said Clr Kambarami failed to disclose his criminal record to Zec prior to his nomination in the run up to the July 30 harmonised elections.

“The first respondent is disqualified by operation of the law and the principle of legality is that his occupation of the office of deputy mayor and councillor should be declared null and void.

“The applicant (1893 Mthwakazi Restoration Movement Trust) represents citizens of this country who have a direct interest in this matter since it is in the interest of the public and their constitutional right,” said Mr Nyoni.

He said Clr Kambarami was given a chance to voluntarily relinquish his posts as councillor and deputy mayor and he declined.

Clr Kambarami’s lawyers, Messrs Dickson Moyo and Maqhawe Ndlovu of Samp Mlaudzi and Partners, said the High Court had no locus standi to handle the matter, arguing that the application was an election petition.

“Our submission is that this is an election petition, which is supposed to be heard by the Electoral Court as defined in terms of the Electoral Act and it is nowhere near a court application for declaratur.

“The Electoral Court, which existed through the General Notices, expired on December 31, 2018 and extending its tenure through this court would be improperly constituted,” said Clr Kambarami’s lawyers.

They further argued that there has to be a tribunal that has to be set in terms of section 174 of the constitution to handle the disqualification of Clr Kambarami.

However, Mr Nyoni contended that a tribunal could only be set up for a person convicted after legally occupying the office.

Section 41 (7) of the Urban Councils Act states that a councillor who is convicted of an offence and sentenced to imprisonment for a period of six months or more shall forthwith cease to exercise his or her functions or to be entitled to any remuneration as a councillor, and subject to subsection (8), he or she shall cease to be councillor at the expiry of 30 days from the date of such sentence.

On August 1, 2017, Clr Kambarami engaged the complainant, Mr Washington Chirikuudzi (68), to do some manual work at his business offices.

Clr Kambarami then asked the complainant to leave his tools at his offices inside a safe before knocking off.

When the complainant returned the following morning, he discovered that his extension cord was missing.

When Mr Chirikuudzi inquired about the whereabouts of his cable, Clr Kambarami admitted that he took it and promised to return it.

However, Clr Kambarami did not return the cable despite pleas from the complainant.

Mr Chirikuudzi got fed up with Clr Kambarami’s excuses and reported the matter to the police leading to the deputy mayor’s arrest.

Clr Kambarami was elected deputy mayor in September last year after beating his closest rival, Clr Mlandu Ncube of Ward One.

Chamisa Calls On ZACC To Arrest Health Minister For Abuse Of Office

Opposition MDC leader Nelson Chamisa has called for Health Minister Obadiah Moyo to be arrested for corruption after a leaked letter showed how Zanu-PF plans to use medical drugs as a campaign tool in the Lupane East by-election.

Chamisa said the Zimbabwe Anti-Corruption Commission (ZACC) should step in and investigate potential abuse of office by Moyo.

Zanu PF political commissar Victor Matemadanda wrote to Moyo on July 2 requesting medicines for six clinics in the constituency ahead of the August 3 by-election.

Moyo’s response dated July 5 was leaked on social media. In the signed letter copied to NatPharm managing director Flora Sifeku, permanent secretary Agnes Mahomva and the director of pharmacy, one R Hove, with the subject: ‘Request for assistance in respect of the Lupane East by-election campaign’,

Moyo said: “Your letter of July 2, 2019, requesting for medicines for Lupaka, Gomoza, St Paul, Lake Alice, Lusulu and Lupanda clinics refers. I have instructed the permanent secretary Dr Mahomva to activate NatPharm to supply the clinics mentioned with medicines.”

Chamisa said it was a clear breach of electoral laws and incontrovertible evidence of abuse of office by Moyo.

NatPharm supplies drugs to all government hospitals in the country, most of them sourced from international donors.

“In Lupane, there’s a by-election coming. Matemadanda writes a letter to the minister of health saying please supply drugs to Lupane clinics because there’s a by-election we must win. That level of corruption is serious. The minister replies and says yes, I will supply the drugs to help Zanu-PF win. That’s abuse of public office,” Chamisa told supporters at a rally at Mucheke Stadium in Masvingo on Sunday.

“A minister caught doing this should simply step aside. ZACC must step in and investigate such corruption and arrest that person.”

Chamisa said President Emmerson Mnangagwa’s pledge of “zero tolerance to corruption” rings hollow in the face of such conflation between the party and government.

Said Chamisa: “I’ve just given him just one example of corruption. Is one equal to zero?”

The MDC leader said his party would soon embark on a programme of “political and diplomatic pressure” which should culminate in dialogue between him and Mnangagwa about how to solve Zimbabwe’s deepening economic and political crisis, sparked by a disputed election which Mnangagwa won in July last year.

Chamisa maintained that this dialogue should lead to a “transitional authority” taking over the running of the country with a mandate to institute wide-ranging electoral, economic and media reforms before the next elections in 2023.

The MDC is planning nationwide street protests, he said.

“We’ll be blowing the whistle soon, stand ready to show your displeasure with what’s happening in the country,” Chamisa told thousands of cheering supporters.

“The time is coming, the day is coming. When we send the signal, let’s all unite behind the call. We don’t want violence but a peaceful, peaceful, peaceful expression of our circumstances.”

Security Guard At ZIMRA Offices Shoots Himself Three Times After Enduring Four Months Without Pay

A SECURITY guard employed by a Bulawayo company to man the Zimbabwe Revenue Authority (Zimra) offices in the city centre died yesterday after he shot himself three times in a suspected case of suicide, police confirmed.

Amos Mboni (56) from Njube suburb shot himself using his employer’s service gun at the Zimra yard at the corner of Fort Street and 8th Avenue after reportedly going for four months without pay.

Bulawayo acting police spokesperson Inspector Abednico Ncube confirmed the incident.

“The deceased was employed by a security company and when he arrived at his work place at 6AM, he was handed a revolver by his colleagues who were knocking off from duty,” he said.

Insp Ncube said people who were in the building heard three gun shots and rushed to the scene.

They found the deceased bleeding as a result of gunshot wounds.

“The victim had shot himself three times.

Two times on the left nipple while the third shot hit his collar bone.

He died on the spot,” he said.

When The Chronicle visited the scene, the police had collected the body and some employees were cleaning blood splattered on the floor.

In an interview at their home, one of Mboni’s daughters who declined to be identified said her father was depressed.

“It’s so unbelievable that my father shot himself. My father left home depressed because he had not been paid for almost four months at his workplace. I was the one who was now working and fending for the family and it was stressing him. The landlord would ask him for money for rent everyday but he didn’t have it,” she said.

Mboni’s sister who also declined to be named said she was not convinced that her brother had committed suicide.

“He left home around 5:20AM. He starts work at 6AM and said he would come back in the evening. Amos loved his children, it’s murder, how can he possibly shoot himself thrice? she asked.

Efforts to get a comment from the security company were fruitless.

Gvnt Expresses Confidence In Local Currency To Spur Industrial Growth: Report

By A Correspondent- Government is confident the adoption of a local currency by the country’s monetary authorities has potential to spur industrial growth to 60 percent and boost exports.

This was revealed by Industry and Commerce Minister Mangaliso Ndlovu while addressing a breakfast meeting on the state of the country’s industry and commercial sector in Harare yesterday.

Ndlovu said Zimbabwe’s industrial and manufacturing sector capacity utilisation needs to be at least on 60 percent with anything less than that being a sign that there are a lot of inefficiencies, which have a negative bearing on product pricing and competitiveness.

According to the Confederation of Zimbabwe Industries manufacturing survey of 2018, last year’s capacity utilisation was the best over the last five years as industry operated at 48 percent, but outlook had predicted a drop to 34.3 percent before Government’s intervention.

In line with the Transitional Stabilisation Programme of fostering a private sector-led economic revival, Government early this month promulgated (SI) 142 of 2019, also known as Reserve Bank of Zimbabwe (Legal Tender) Regulations, which scrapped the multi-currency and introduced the Zimbabwe dollar.

“We had a number of policy interventions, some well-planned (and) mostly influenced by the input from private sector, some well-planned as well, but abruptly implemented because that’s what had to be done,” said Ndlovu.

“When you are to make changes to currency related issues you don’t give people time particularly Zimbabweans.

“I have no doubt that the local currency is what we needed now particularly for the purposes of improving our competitiveness as we venture into the export market.

“I believe this is the right time for this Government to discuss how best to exploit export opportunities.

“We should focus on export-led industrialisation, we want to anchor and take advantage of African Continental Free Trade Area. I know there is bit of nervousness when it comes to this (free trade), but we need to prepare ourselves as a nation for that.”

Growing exports is one of the key anchors with which Government seeks to revive the economy and commits itself to “support for competitiveness of domestically produced goods in both regional and international markets”.

The private sector is grappling with a myriad of challenges which Government has committed to help address.

Among the challenges is the availability of power in which Government is seized with a number of interventions to cover the gap.

Government is also appealing to businesses and individuals owing power utility — Zesa Holdings — to pay their debts which are amounting to over $1, 2 billion or at least draw payment plans in liaison with the power utility.

“The power situation in the country is dire, it has graduated from being a challenge to a very big problem,” said Energy and Power Development Minister Fortune Chasi at the breakfast meeting.

“I would like to make an impassionate plea to commerce and industry to say you owe significant amounts of money to Zesa, initially denominated in USD, we all have to pay to have production,” said Chasi.-StateMedia

Paynet Reconnects Three Banks While Others Move To Home Grown Network

Bulk payments service provider, Paynet Zimbabwe, may have readmitted at least three banks (names withheld) to its platform, days after indicating it will initiate legal action to claim US$100 million damages from banks for contract breaches.

But the new substitute for Paynet developed after the payment currency impasse  is expected to go live next week.

Paynet has been involved in a bruising battle with banks after they collectively refused to settle US$470 000 obligations and to pay for its bulk payments service in US dollars since the Reserve Bank introduced local currency in February this year.

London listed Cambria’s parent firm said it had lost nearly US$200 000 between February and April this year providing service to banks, which would not pay in US dollars despite the contract signed being denominated in the foreign currency.

The company reacted by switching banks off its electronic bulk payments platform, throwing the sector into a bulk payments crisis that slowed bulk transactions including salaries and left the banks scrambling for insecure and inefficient alternatives.

Banks refused to pay for services in US dollars, starting February 2019, after the Reserve Bank of Zimbabwe announced in February that all electronic US dollar bank balances and liabilities should be converted to local currency at 1 to 1 between US dollar and RTGS dollar.

The directive came amid a US dollar crunch in the domestic economy, which made settling accounts in foreign currency impossible. The directive was later followed by full adoption of mono-currency and banning of transactions in foreign currency with effect from June 24, 2019.

Paynet provides an outsourced bulk payments transfer platform linking 22 financial institutions and over 1 200 corporate institutions in all sectors of the economy.

The payment system was also used by major banks including CBZ, CABS, Nedbank and Standard Chartered, among others, which have all been negatively affected.

When banks started using alternative payment means, after being cut off Paynet’s system — which slowed down bulk payments — Paynet said banks exposed clients to security and privacy risks by managing payments using manual spreadsheets sent by email and flash drives.

It also said that by using the alternative electronic payment means much of the information being exchanged between institutions was unencrypted or insufficiently encrypted to protect the transacting public.

As the impasse persisted, banks started collectively working on an alternative bulk payments system, which is scheduled to go on line by the 21st of this month.

The new payments system adopted by banks is known as Bank File Interchange System (BFIS) and already at user acceptance test, which was done for the whole of last week with four banks participating in trial runs before others join in.

But while banks press on with plans to adopt an alternative bulk payments system, Paynet last week reportedly readmitted three banks back to its platform, but it was not clear whether the banks had agreed to pay outstanding debt.

It also remains unclear whether three unnamed banks will not be part of the US$100 million damages claim Paynet holding company, Cambria Africa, said it had instructed its lawyers, Titan Law Chambers to make.

Banks, however, appear mystified as to what could be happening behind the scenes, although Paynet had indicated that it continued to engage banks individually, when Paynet said it had reopened the bulk payments gateway to three banks.

Sources said a correspondence by BAZ and generated by the sector’s interbank operations committee said three banks had “received communication from Paynet indicating that the gateway, which had been closed was now open for bulk payments”.

BAZ, the highly placed source said, questioned whether Paynet was playing games and the association wanted to know how the banks in question responded.

Efforts to get official comment from BAZ were not successful yesterday as executive director Sij Biyam, was said to be engaged in meetings.

Paynet Zimbabwe parent firm, Cambria Africa, said the contract between Paynet and banks was denominated in US dollar, but the banks were backtracking in refusing to pay service fees in US dollars,  following the currency changes.

The company said this was despite the fact that the banks were making huge profits from using its aggregated bulk payments platform while also paying for similar technology based externally sourced services, including software, in forex.

As a result, Paynet claimed it had lost US$170 000 providing services to banks between February and April this year and could t not afford to accumulate additional losses.

Newly Appointed Anti Graft Commissioners Pledge To Tackle Corruption Head On

President Mnangagwa yesterday swore in seven commissioners from the eight appointed members of the Zimbabwe Anti-Corruption Commission (ZACC) as Government intensifies its anti-graft drive.

The swearing in of the commissioners at State House followed public interviews that were conducted by Parliament’s Standing Rules and Orders Committee chaired by Speaker of the National Assembly Advocate Jacob Mudenda last month.

Following the interviews of about 38 candidates, Parliament submitted the constitutionally prescribed 12 people from which President was obliged to appoint eight to sit as members of ZACC. The seven commissioners that were appointed are Gabriel Chaibva, Jessie Fungai Majome, John Makamure, Thandiwe Thando Mlobane, Kuziva Phineas Murapa, Frank Muchengwa and Retired Major Michael Dennis Santu.

Another commissioner, Mabel Ndakaripa Hungwe was not sworn in as she could not attend the function.

In an interview yesterday, Commissioner Majome said she was ready to play her part in fighting corruption.

“My main mandate as Commissioner is to implement the clear provision of the Constitution regarding the functions of ZACC which is one of the two institutions which are in Chapter 13 of the Constitution which is devoted to combating crime. Its role is to act as a means to ensure that Zimbabwe decisively deals with the menace of corruption that is from policy and enforcement level. ZACC is given the mandate to take what I term as helicopter view around corruption in terms of its causes, effects and detection as well as superintending and holding people to account as required by the criminal law. My role is to work together in order to close ranks with corruption and have the confidence in institutions,” said Comm Majome.

Comm Makamure said there was need for ZACC to work with other stakeholders to fight the vice.

“We believe that this is a very important institution in Zimbabwe created by the Constitution to fight corruption. The value I will bring is quite immense in terms of my experience working with Parliament of Zimbabwe and other Parliaments in the region.

Given that Parliament is a key stakeholder in the fight against corruption, so we would want to promote more engagement between the commission and these key institutions like Parliament and civil society because the fight against corruption is stakeholder driven,” said Comm Makamure.

Comm Chaibva said his major asset to the anti-graft body was his personal integrity.

“Technically, academically, morally, and intellectually I am highly qualified. There is not a single day have I been accused by anybody of anything. I have no skeletons in the cupboard; I am a person of undisputable integrity. I am my own man. I am a jack of all trades, whatever assignment that I might be given by the commission I will be able to carry it out,” said Comm Chaibva.

Comm Murapa said their major asset was their independence.

“We are bringing our independence to start with, that we operate independently and this is key in fighting corruption because if you do not operate independently you will not fight it. The President emphasised that point that we are independent and that we should do our work as we feel we should do,” said Comm Murapa.

Comm Muchengwa said his investigative skills acquired as a former senior police officer will be handy to the Commission’s work.

“As a former police officer, I have had the background of investigating cases, encountering challenges, I was head of commercial crime unit at Harare Central Police, this is where I made headlines in unearthing complex cases and it is now an exception that I have been appointed commissioner, investigation is my priority,” he said.-StateMedia

Kambarami Denies Reinstated Town Clerk Access To Office, Refuses To Handover Keys

BULAWAYO City Council Town Clerk Mr Christopher Dube is still locked out of his office from where he was violently ejected by Deputy Mayor Councillor Tinashe Kambarami and his sidekick last Thursday.

Mr Dube was removed from his office by Clr Kambarami working closely with Ward Four Clr Silas Chigora as they claimed that they were suspending him from work over a number of allegations including abuse of office.

However, on Friday, Bulawayo Mayor Solomon Mguni, who was away on study leave, lifted the alleged suspension. Mr Dube yesterday said the Deputy Mayor is yet to deliver his office keys.

“I have not stopped my duties but he (Clr Kambarami) is still refusing to open the office. The Mayor is back in office so I’m leaving everything in his hands,” he said.

Mr Dube said he would only be able to speak on the obtaining issues after legal matters have been dealt with but was humbled by solidarity messages he got from the public.

He filed assault charges against Clr Kambarami and Clr Chigora leading to the duo’s arrest on Friday. The two appeared in court on Saturday and were granted $100 bail each.

Clr Mguni said he was still waiting for Clr Kambarami to act as he was directed.

“The Town Clerk is at work. His office keys are with the Deputy Mayor. I am also waiting for the Deputy Mayor to hand over the case to me. We are handling the matter amicably. You will be advised of the outcome in due course.

It’s just that I have not yet met with the Deputy Mayor so that he briefs me on what happened during my absence. I am sure it’s not his intention not to return the keys. Maybe he is busy somewhere,” he said.

Clr Mguni said the BCC regrets Thursday’s developments but did not guarantee that similar incidents would not recur.

“I may not make assurances about the future, but we want to apologise to the residents of Bulawayo on the unfortunate incidences of Thursday and Friday. We could have handled the situation better than we did,” he said.

Bulawayo Progressive Residents Association co-ordinator Mr Emmanuel Ndlovu said it was tragic that Clr Kambarami was personalising the Town Clerk’s issue.

“From the onset this suspension of the Town Clerk was a sham, it was done unprocedurally.

The Deputy Mayor should not use his emotions on this case. He seems to have personalised the case instead of addressing it on its merits. This has a far reaching bearing on service delivery as well as the merits and demerits of the case,” said Mr Ndlovu.

He said residents would engage the Chamber Secretary Mrs Sikhangele Zhou and Clr Mguni to explain the developments at City Hall.

Mr Ndlovu said what transpired last week erodes public confidence in councillors and council management hence they need to handle the matter properly. 

Local Government, Public Works and National Housing Minister Cde July Moyo on Friday said Mr Dube’s treatment was unfortunate.

He said certain procedures have to be followed before Mr Dube takes over his office as some of his office documents might have been removed from it.

Mr Dube has reportedly resisted the meddlesome conduct of MDC Alliance councillors who are interfering in the local authority’s operations.

The councillors are said to be miffed especially by the Town Clerk’s refusal to let them interfere in the distribution of the $5 million ward retention fund, procurement processes and the employment of community groups and control of the subcommittee on allocation of stands and premises.

Zimbabwean Human Rights Activist Lands US Award

A Zimbabwean human rights activists, Dzikamai Bere, has won a United States award for his role in promoting transitional justice in the country.

Bere, a programmes coordinator with the Zimbabwe Human Rights NGO Forum, has already received an invitation letter from the US Presidential Precinct, an institution training young leaders, to attend the function that will be held in the Washington DC, US on July 25. The function is dubbed, ‘Salute Africa: A Tribute to Mandela Washington’.

Part of Bere’s invitation letter dated June 13 by Niel Piper, the executive director of the Presidential Precinct reads:

At this international gathering of business and political leaders, we would like to present to you our Presidential Precinct Young Leader Award.
