MDC Speaks On Mupfumira Arrest

Farai Dziva|The Movement For Democratic Change has said the arrest of Tourism Minister Prisca Mupfumira is not enough to prove that Emmerson Mnangagwa is determined to eradicate corruption.

The MDC is not convinced that the recent arrest of Prisca Mupfumira is enough proof that the fight against corruption is finally being taken seriously.

The arrest of Mupfumira is a red herring meant to hoodwink the nation into thinking that the arrest of a serving Minister is an indication that at long last there is seriousness in tackling high level corruption.

The MDC can see through the ruse and the people of Zimbabwe must not be fooled.

We believe in comprehensive and holistic tackling of graft against all those who have been looting the national resources and the majority of them are fully entrenched in the system and remain untouchable.

What we find curious about Mupfumira’s arrest is that it has taken so long to effect.

She was removed by Mugabe on the very basis that she was implicated in something untoward which took place at NSSA when she was Minister of the Public Service Labour and Social Welfare, but when the so called new dispensation was ushered in, she was not only appointed to another Ministry but retained after the 2018 elections.

Yet there were undercurrents about shenanagins at NSSA which were conveniently ignored.

What does not surprise us is that Mupfumira’s woes have their genesis from the list produced by the Youth League and it becomes obvious that she has probably fallen out of favour for whatever reason and this has the hallmark of the usual selective application of the law and factional politics at play.

In the same vein there is a deafening silence regarding those implicated in the $3 billion Command Agriculture debacle and if there was any seriousness about tackling high level corruption one would expect heads to roll and arrests being made.

While we hold no brief for Mupfumira and we believe that she must have her day in court. We are concerned by the spirited efforts of her successor at the Ministry, Sekai Nzenza ensuring that the forensic report is not tabled in Parliament.

lt is evident that she has the full blessings of her superiors, which shows that there is something to hide.

Another matter of concern is the invocation of the Prosecutor General’s Certificate to have Mupfumira incarcerated for 21 days which reminds us of the notorious abuse of the now outlawed Section 121 of the Criminal Procedure and Evidence Act.

The danger is that this will be used selectively and we in the MDC cherish the upholding of the rule of Law and anything that undermines that principle is a cause for concern.

We therefore believe that this Section is inimical to Justice and where Bail has been denied one must have a right to have the decision reviewed by a superior court within the shortest possible time and allowing issuance of certificates sets a dangerous precedent and is not in accordance with real and substantial Justice.

We therefore believe that the provision is patently unconstitutional and we will do what we can to challenge it so that the Judiciary is given the power to make appropriate decisions in real time.

Chiwenga Is A “Necessary Evil” Analyst

Farai Dziva|A Constitutional Law expert has said Constantino Chiwenga should not be removed from office although he is not feeling well.

According to Constitutional Lawyer Shepard Dube, leaders must be removed through elections.

“Removing Chiwenga will tilt the balance of power in Zanu PF and Zimbabwe.

History has taught us that is not a good thing. Chiwenga currently serves as the biggest check to Mnangagwa.

Left unchecked ED will become another Mugabe. Leaders should be removed through elections at Congresses, not through Coups and Underhand methods.

The Constitution says that the Senate and House of Assembly can jointly remove a president and his or her deputies,” Dube told an online publication.

Herald Says ICC Targeting Black Cricketers | ARE THEY TELLING THE TRUTH?

The International Cricket Council’s new Elite Umpires and Referees Panel, and Sikanda Raza’s recruitment by the Amsterdam Knights for Euro T20 Slam, have sparked questions if the organisation’s sanctions are being targeted only on the black local cricketers and officials.

Yesterday, the ICC unveiled their new Elite Umpires and Referees Panel, and it features Zimbabwean match referee Andy Pycroft, a veteran who has officiated in 69 Tests, 175 One Day Internationals and 76 Twenty20 Internationals.

The 63-year-old Pycroft was a member of the pioneer’s group of Zimbabwean cricketers, who also included current interim chief executive Vince Hogg, who shocked the globe by beating Australia in an ICC World Cup match at Trent Bridge in Nottingham, England, in 1983.

‘’The International Cricket Council (ICC) has named Michael Gough of England and Joel Wilson of the West Indies in the Emirates ICC Elite Panel of Umpires for the season 2019-20 following the annual review and selection process,’’ the ICC said in a media statement.

‘‘Gough and Wilson have been elevated from the Emirates ICC International Panel of Umpires by the selection panel consisting of ICC General Manager – Cricket, Geoff Allardice (Chairman), former player and commentator Sanjay Manjrekar, and match referees Ranjan Madugalle and David Boon.

‘’The other members of the Emirates ICC Elite Panel of Umpires are Aleem Dar, Kumar Dharmasena, Marais Erasmus, Chris Gaffaney, Richard Illingworth, Richard Kettleborough, Nigel Llong, Bruce Oxenford, Paul Reiffel and Rod Tucker.

‘’The Emirates ICC Elite Panel of Match Referees remains unchanged with David Boon, Chris Broad, Jeff Crowe, Ranjan Madugalle, Andy Pycroft, Richie Richardson and Javagal Srinath the seven officials on that list.’’

But, just days after barring Zimbabwean umpire, Langton Rusere, from officiating in the bilateral series between the Windies and India, because of the suspension they have imposed on Zimbabwe Cricket, the ICC’s silence in attaching any issues, relating to this country’s suspension, to Pycroft’s retention on their elite panel of match referees, is deafening.

‘’As it stands, the message from the ICC appears to be that all is well with Pycroft and, as and when he is needed, he can be assigned to be the match referee for any of the international cricket matches,’’ sources said.

‘’Maybe, one would have expected some qualification that, because of Zimbabwe suspension, Andy remains part of the elite panel but will not officiate at any matches, for the time being, that would have cleared the air in some way and the silence has got people talking.

‘’This, coming just a few days after what happened to Langton, is what makes it all difficult to understand whether all these sanctions are only targeted at the Zimbabwean black players and officials because they are the only ones who has, so far, suffered from them.’’

And, this conspiracy, or whatever it is, will also be fuelled by how all-rounder Raza also appears to have escaped the sanctions after he was drafted into the Amsterdam Knights team for the Euro T20 Slam set to start next month with his team taking on Rotterdam Rhinos.

Raza’s name still features on the official Amsterdam Knights squad. The ICC confirmed on their website that the Euro T20 Slam is a tournament they have sanctioned after they posted an article confirming the advisers of the tourney.

‘’A respected chairman of the International Cricket Council Cricket Committee, (Anil) Kumble has been joined by fellow former India captain Dilip Vengsarkar, Pakistan’s legendary all-rounder Wasim Akram and Australian great Dean Jones as advisers for the inaugural ICC-approved tournament,’’ the ICC said.

The ICC will probably shrug off accusations that their sanctions are targeted on the black members of the domestic cricket community by responding that, after all, they have ordered that the suspension of an all-black leadership of Zimbabwe Cricket, elected at the last annual meeting of the organisation in Victoria Falls, should be nullified.

They will probably say they have been calling for Tavengwa Mukuhlani, the suspended ZC chairman, to be reinstated to his post which is now being occupied by Dave Ellman-Brown who was appointed by the Sports and Recreation Commission.

The other key member of the suspended ZC leadership, acting managing director, Givemore Mangongo, has also been replaced by Vince Hogg and the ICC could possibly argue that, given they have been insisting on their reinstatement, any accusations their sanctions are targeted at the black community in domestic cricket are not true. But, it’s also true that, so far, only the black players and officials have

been barred from their international assignments by the ICC since the suspension of Zimbabwe Cricket.

Lady Chevrons captain Mary-Anne Musonda and three of her teammates – Anesu Mushagwe, Tasmeen Granger and Sharne Mayers – are all black cricketers and were barred from taking part in the Women’s Global Development Squad in England to feature in a series of T20 games.“As I’m sure you are aware, the ICC Board has taken the decision to suspend Zimbabwe Cricket with immediate effect and place a restriction on the Zimbabwe national team participating in ICC events,” ’’ICC Women’s Cricket Manager Holly Colvin wrote in a letter to the four players and their coach.

“Unfortunately this (the suspension) also extends to their participation in the Women’s Global Development Squad program, and so it is with great regret that I write to inform you that Adam as Head Coach and the four Zimbabwe players will no longer be able to take part in the UK edition of the tour next week,’’

“Mnangagwa Government Is Rotten To The Core”

Farai Dziva|The NSSA scandal is an indication of the Emmerson Mnangagwa led government’ s ineptitude, an MDC official has said.

Below is MDC Secretary for Welfare, Maureen Kademaunga, on the NSSA scandal.

The NSSA scandal is an indictment on the Mnangagwa government that it is rotten to the core and it cannot self-correct.

As the MDC, we applaud ZACC’s apprehension of one suspect in the person of Prisca Mupfumira but we firmly believe a complete overhaul of the institution is required in the wake of reports that some dockets have gone missing at the corruption watchdog.

At the centre of the effects of the NSSA scandal is the failure by the institution to honour its obligations on pensions. After decades of hard work and deductions, retirees become paupers due to the avarice of Zanu PF goons who seek to profit at the expense of the impoverished workers.

We restate the position we make in our SMART document that there is need for serious pension reform. There must be a clear separation between the investment arm of NSSA and the wing that deals with the administration of pensions. Internal and external governance mechanisms and investment controls must be put in place in order to isolate pension reserve funds effectively from undue political influence.

The core business of NSSA funds is to pensioners and not to connected oligarchs and political elites. The MDC is committed to fighting corruption which puts a huge premium not only on the pensions but on the economy as a whole.

The following suggestions will help combat corruption:

(i) Introduction of criminal sanctions for all corruption related offenses especially for public officials

(ii) Provision of and setting up special criminal courts to deal with corruption and economic crimes.

(iii) The right and mechanism for a direct recall of elected officials by the electorate.

(iv) Mandatory declaration of assets for public officials.

(v) Establishing, strengthening and institutionalizing the National Economic Crimes Inspectorate (NECI).

(vi) Regular State sanctioned life-style audits.

(vii) Limited Terms of office for all senior public executives including heads of State enterprises and parastatals.

(viii) Strengthening transparency mechanisms on State procurement including the introduction of public bidding on major public tenders.

(ix) Increased access to information for citizens including publication of terms and conditions of public and public- guaranteed contracts.

(x) Strengthened oversight role for parliament in all public enterprise.

(xi) Strengthened oversight role for the Civic Society and the Media.

An MDC government will also strengthen institutions that are key in combating corruption in the country. Focus will be on the following institutions whose independence shall be sacrosanct:

(a) Anti-Corruption Commission
(b) National Prosecuting Authority

Fake CIOs Off The Hook

Under prosecution… fake CIOs

Three men from Kwekwe who allegedly masqueraded as officers from the Central Intelligence Organisation (CIO) sent by President Mnangagwa to take over a mine in Shangani have been placed off remand.


Gostaff Gomo (37), Isaac Makore (37) and Tichaona Chinosengwa (35) appeared before Bulawayo magistrate Mr Franklin Mkhwananzi facing charges of impersonating a public officer in violation of section 179 (1) of the Criminal Law (Codification and Reform) Act.
The trio, which is being represented by Mr Boswell Chideme of Mavhunga and Associates, was placed off remand and the matter will proceed by way of summons.
“The application by the State for further remand is refused and accordingly, the accused persons are placed off remand and the matter will proceed by way of summons,” ruled Mr Mkhwananzi.
Prior to the latest development, the three men had been ordered to surrender their passports and reside at their given residential addresses until the matter is finalised as part of the bail conditions. They were also ordered to report once a week at Kwekwe Central Police Station and not interfere with State witnesses.
Their placement off remand means that they will get their passports back and are no longer required to report to the police.
Prosecuting, Mr Mufaro Mageza said on March 5 this year, the accused drove to Tobo Mining Syndicate in Shangani, Matabeleland South province in a Zanu-PF vehicle from Zhombe Constituency. 
On arrival they confronted the owner of the mine, Ms Priscilla Ncube and introduced themselves as CIO officers purportedly sent by President Mnangagwa to take over the mine.
“The accused persons threatened the complainant with unspecified action insisting that she must vacate the mine to allow them to take over the operations,” said Mr Mageza.

Power Cuts Are Turning Away Investors

The MDC is deeply concerned about the worsening power black-outs and fuel shortages in the country. The country is grappling with severe power and fuel shortages which have affected households and what is left of our industry, culminating in a severe transport crisis and the introduction of punishing load-shedding schedules, especially during peak hours.

The 19-hour long load shedding schedule that citizens and businesses are subjected to, is abusive and unjustified given the fact that the sole energy supplier Zimbabwe Electricity Supply Authority has been spending lots of public resources on projects that are divorced from electricity generation.

The MDC calls upon government to declare the energy situation a national emergency. After the declaration of a state of emergency, government must convene a Stakeholders Conference on Energy production comprising government, prospective investors, independent power producers, development partners and relevant Parliamentary Portfolio Committees, amongst others, in order to establish short, medium and long term solutions to this national crisis.

An honest admission to failure, incapacitation is not a sign of weakness but strength. No serious investor be it local or foreign can commit money in a country that does not guarantee a steady and uninterrupted supply of fuel and electricity.

In light of the current fuel and energy crisis that is turning away investors, the Zanu PF mantra of Zimbabwe is Open for Business rings hollow. Electricity and fuel drive industrial production and erratic supply of the two products simply drives away investors.

The MDC believes that government, through Zimbabwe Energy Regulatory Authority (ZERA), must speed up the end of ZESA’s monopoly in the distribution of electricity and bring in competition into the sector.

Competition is the mother of efficiency.

In recent years, ZERA has processed countless applications by potential investors to invest in methane gas and solar energy generation, amid indications that the lower generation costs for the renewable energy source – compared to thermal and hydro-electricity – is the major attraction. However, only a handful are currently operational.

The MDC condemns the continued increase in the prices of fuel which is disproportionate to the increase in salaries of the working people of Zimbabwe.

We believe that, because transport is a critical aid to trade, fuel must be affordable to ordinary citizens; hence our bold call for a declaration of a state of emergency on the sector.

We demand a proactive multi-stakeholder approach to this energy crisis.

Caps United Seek Redemption

“Accountant General’s Conduct Has Resulted In A Dysfunctional Gvnt”

By A Correspondent- Norton legislator Temba Mliswa has raised the flag over the conduct of the accountant general who since 2014 has not signed any paperwork to authorise government expenditure.

Mliswa said because of this, Zimbabwe has had a dysfunctional Government.  

Thank you Mr. Speaker Sir. Let me first of all commend the Committee on Public Accounts chaired by Hon. Biti, for a sterling job that they did in terms of highlighting a number of issues which have been outstanding for a long time.  

I think it is good that we have the Minister of Finance and Economic Development and it will certainly help him put things in order which have not been in order.  Part of his role is to take corrective measures.

The Accountant-General, does he really exist Mr. Speaker Sir, because if you look at all what is outstanding right now, it is under his purview.  We see and read about the Auditor General, but we have never read about the Accountant General.  

It is actually new for us to think that such a person exists and what is the role of the Accountant General in this regard?  One of the main roles of the Accountant General is to authorise, to issue a warrant for expenditure to every Ministry which means no Ministry can spend any money.  If they want $20 000 you must sign for that.

Mr. Speaker Sir, since 2014 there is no paper work which has been signed from him authorising that expenditure.  So, basically we have had a dysfunctional Government.  

We come to Parliament, we pass budgets and I think in a way Parliament has been lenient too in allowing the Budget to be passed without this due diligence being done.  

We must hold everybody accountable.  So, how do we then keep giving ministries money when there is no corporate governance?  We are seen wanting as Parliament. It is not the duty of the Ministry of Finance and Economic Development.

The Ministry of Finance and Economic Development will come with the Budget here and we pass the Budget, but I think it is important for Members of Parliament to understand the role of the Accountant General in this regard.

The Committees here must be able to give us the direction.  There are different Portfolio Committees in this august House which are responsible for ministries and they must be able to tell us no, we cannot pass this budget because of A, B, C and D.  In a situation like this, Mr. Speaker Sir, what do you do about the outstanding issues from now going back to 2014? Not only that, he has not even come to this House to seek condonation.  

While all those mistakes have been done, he has not come to this House to seek condonation so that this House allows the mistakes done and at the same time says, moving forward the processes must be followed.  So, condonation is not even brought to this august House.

Mr. Speaker Sir, the RBZ gives money to financial institutions but the Ministry of Finance and Economic Development borrows over what they are supposed to borrow which is 20%.  They have done that, they have not come here.  

This is the reason why you see so much money floating around, people changing money because these are transactions happening without the knowledge of this House.  The Treasury Bills that we are talking about were borne from these transactions.  Today you read stories and audits about command agriculture. 

Hon. Members, we cannot sweep things under the carpet.  For too long, we have been known to be sweeping things under the carpet and who suffers at the end of the day – it is the people, it is us.  The Auditor General has highlighted a number of issues and it is about time that we interrogate further and we are able to bring people to account. 

Today we are now having Ministers arrested for allegations which is a welcome move.  For a very long time, they were sitting safe and comfortable on these benches.  Today I think it was a miserable day in Cabinet when one of their own was not there and I am sure they were asking themselves where this person is. 

I hope it hit your conscience that when you are in public office, that is public money, it is not touched – especially when it is pensioner’s money. 

So I am glad that the President has now decided to emerge.  Popularly known as Ngwenya the crocodile, he had hunted the buffalo and went under water.   He has now finished eating the buffalo and he is out again.  So that is what we expected of the President,  to do exactly what he is doing so that any Minister who is close to him and who serves this country must go to the prison. 

 I am bringing this up because if Ministers were accounting, if they knew the accounting systems in the Ministry, they would not be going to jail.  At times you go to jail while you are innocent, but it is because of being complacent in not understanding what your subordinates must be doing.

Ministers today talk about the board but who does the board report to – the Minister.  So how can you be sleeping on duty?  Who does management report to – the board.  These are the corporate governance issues which they have been ignoring for a long time and now they are coming to eat them.  

So, it is important these issues that we are talking about, the Ministry of Finance and Economic Development must spend time in educating these Ministers at the workshop on how they must account for this money, how they must know that if anything goes wrong, it is the Minister who is responsible.

We want to talk about the issues of the Minister of Finance and Economic Development equally coming to this House because we hardly hear of Ministers coming to this House for a supplementary budget.  We are in a situation where the money which we budgeted for is not enough, but because we budgeted for it, it must come through because that is an estimated budget.  

Failure to do that will not deliver.  Which means, Mr. Speaker Sir, all the civil servants we have are not doing anything because there is no money.  So, the question that I ask Mr. Speaker Sir is, what are civil servants doing in offices when they do not have tools for trade?

Basically, they are sitting there having coffee with heaters on.  You cannot blame them because there are no resources.  There is expenditure from the civil servants and at the same time there is no production which covers that expenditure.  You are constantly in the red.  So, Ministers must pay attention to detail or know these issues and so forth.

Mr. Speaker Sir, in this situation Hon. Biti must be commended.  I think he articulated this well, being former Minister of Finance and so forth, he was privy to these issues.  Thus the reason why even on that day, I was disappointed that Hon. Matangira would stop Hon. Biti from debating on something that he is knowledgeable about and no one takes that away from him.  

We have a situation where the Blue Book, we have a sovereign debt of $17 billion.  This is now the Blue Book from the same team, brings it to $9.6 billion.  To think that is not enough, the third Blue Book brings it to $9.4 billion. 

These are the same people.  From $17 billion, the same people are saying, it is $9. 6 billion and $9.4 billion.  Mr. Speaker Sir, I want you to understand this.  How did they reach the $17 billion, the $9.6 billion and the $9.4 billion?  If we were to continue, it would even come to $1 billion or to 1 cent.  

What I am trying to say here is there is no work being done at all.  These are figures which have a lot to do with the running of this country.  For me, it is important that we talk about the inconsistence of the figures.  When your figures are not coming in not very consistent, it has repercussions on the running of the country because you will budget high, then they come low.  To me, that needs to be looked into pertaining that.  The running of the budget in terms of the deficit of $2 billion in 2018 

Fake Jesus- The Facts

Photos and videos showing a man dressed as Jesus Christ have been widely shared on social media across Africa.

But who is the man and what was he doing?

One tongue-in-cheek tweet, shared more than 8,000 times and retweeted by among others South African opposition politician Julius Malema, says “a pastor from South Africa invited Jesus Christ from heaven to preach in his church”.

But the photos are actually from an event late last week in Kiserian town, which is about 25km (15 miles) south-west of Kenya’s capital, Nairobi.

The man is a US preacher and actor called Michael Job, attending an interdenominational Christian event as a guest speaker.

He lives in Orlando, Florida, where he has been playing Jesus at The Holy Land Experience theme park, which describes itself as “a living, biblical museum”.

From a video he uploaded to his Facebook page over the weekend, Kenyan agricultural and furniture shops are visible – the same ones that can be seen in the photos purporting to be taken in South Africa.

Tweeters have generally been making fun of the photos and how pastors in Africa like to claim miracles.

One that has been shared on some blogs alleges that “a Kenyan pastor claims he has found Jesus Christ walking on the streets of Kenya”.

The photo in the tweet is actually of Mr Job preaching earlier last week at the Pentecostal Evangelistic Fellowship of Africa (Pefa) church in Kitengela town.

“Thank you Mr. Speaker Sir.  I think you will agree with me that sound financial management is at the core of any society.  So to have a whole Ministry of Finance and Economic Development that is supposed to supervise all other ministries in the conduct of their financial affairs failing to comply with legislation that regulates such as the Public Finance Management Act is unacceptable.

We have a Ministry of Finance and Economic Development that is expected to lead by example because it supervises all other ministries which failed to abide by legislation which governs financial affairs in Government.  I want to buttress the view expressed in the report that the Accounting Officer in the Ministry of Finance and Economic Development was uncooperative and very defensive.  

Instead of explaining the matters that arose, he apportioned them to legacy issues and said that he was not there when they occurred.  As Accounting Officer, he is accountable for what happens in the Ministry regardless of the fact that he was not there because we look at the institution and not the person heading the institution.  The Accounting Officer is expected to take full responsibility for the activities that took place in the Ministry.

Apart from the failure to avail information relating to the State’s indebtedness, the Ministry failed to also allocate 5% of the nation’s revenues as expected in the Constitution in line with the devolution agenda.  

It failed to allocate 5% of national revenue to local authorities and to provincial councils that were to be set up in terms of devolution which is clearly spelt out in the Constitution.  There were cases of over expenditure which occurred without the Ministry seeking condonation from Parliament and no satisfactory explanation was given for those transgressions by the Accounting Officer.

Regarding the failure to submit monthly consolidated financial statements for the period and for each quarter, the Accountant-General could not give explanations.  The Ministry is expected every month to give financial statements for each month and subsequent to that, every other month, cumulative figures for the quarter and half year leading to the year.  The build-up also helps us in coming up with the budget for the ensuing year.

To date, the financial statements that have been prepared by the Ministry for the months of April and May 2019 contained numerous errors and that is not acceptable for a Ministry of Finance and Economic Development.  The Ministry’s failure to comply with Sections 11 (2); 13 (1); 20 (2) and 22 (2) of the Public Debt Management Act are all indicative of the lack of seriousness on the part of the Ministry in as far as the discharge of responsibilities is concerned.

The net effect of these transgressions is excessive borrowing with no regard to limits by the State and local authorities and that is not acceptable, Mr. Speaker Sir.

We also had incidents of keeping Parliament in the dark regarding such borrowings and that is also not acceptable because Parliament must be aware of the state of indebtedness of the country. 

 In addition, failure by the Ministry, except in 2019 where there has been an allocation, to allocate at least 5% of the national revenues to provinces and local authorities is a violation of the Constitution.  It is also a clear indication that the Government pays lip service to the issue of devolution.

As you can see from the report that was presented by the Chair of the Public Accounts Committee, expenditure outside the budget has been a common occurrence for the past five years from 2014 and the Ministry has not bothered to come to Parliament to seek condonation for such excesses.  This will not be allowed going forward, Mr. Speaker Sir.  I think the Public Accounts Committee must use its teeth to bite and bite effectively.

Finally, I have noted that failure to comply with the law, particularly the Public Finance Act, is not only prevalent in the Ministry of Finance, we have found that in other ministries as well.  

There are directors in other ministries who are expected to provide their monthly and quarterly financial statements to the Ministry of Finance and Economic Development who also failed to do so during the period under review.  We expect all ministries to comply and also to comply within the set timelines.  I want to thank you Mr. Speaker Sir.

“RBZ Is Broke”: Tendai Biti

By A Correspondent- Raising a point of priviledge in parliament Tuesday, MDC Vice President Tendai Biti challenged Finance Minister to disclose Government’s forex sources which was being used to finance external debt at a time the country had dumped the multi currency system.

Said Biti:

“On a point of privilege, Mr. Speaker Sir.  Hon. Speaker, last week the esteemed Deputy Speaker made a ruling that the Minister of Finance and Economic Development comes and gives a Ministerial Statement on the issue of foreign currency, 60% of which is going to an item called ‘others’ which we do not know – about $2 billion.  

I ask that on a point of privilege that I bring in terms of Standing Order 69, that when the Minister comes to make that Ministerial Statement, he also explains on the following –you recall Hon. Speaker that on 24th June, 2019, the Minister of Finance and Economic Development himself gazetted and enacted Statutory Instrument 142 of 29 which demonetised the regime of multiple currencies and introduced the new Zimbabwean dollar which had been introduced by SI 33 of 2019.

The following day the RBZ Governor issued an exchange control directive in respect of which he directed that all companies that had external obligations should come and report their external obligations because the Central Bank had set aside the sum of US$1.2 billion that is going to cater for this external debt that is owed by these companies.  

The question that we would like the Minister of Finance and Economic Development to answer is – where is the RBZ getting this money from when we know that the central bank is broke?  Mr. Speaker, this is relevant because two years down the line we do not want this Parliament to be saddled with yet another Debt Assumption Bill.

“Tanzanian Investigative Journalist Forcefully Arrested”: Police Confirm

Police in Tanzania say top investigative journalist Erick Kabendera was forcefully arrested at his home on Monday afternoon because he declined to come in for questioning.

At a press conference in Dar es Salaam, the city’s police chief Lazaro Mambosasa, said Mr Kabendera had refused to comply with a letter asking him to report to police.

The police commander was vague about why the journalist was wanted for questioning, saying it was to do with his work and “identity”.

The incident has caused upset in the East African nation where the hashtag #FreeErickKabendera has been trending all day.

According to the East African newspaper, before he was taken into custody Vodacom was ordered by the Tanzania Communication Regulatory Authority (TCRA) to jam his line.

His phone and that of his wife were also confiscated, the Citizen reported.

Since President John Magafuli, nicknamed “The Bulldozer”, came to office in 2015, laws overseeing the media have been toughened.

The BBC’s Eagan Sala in Dar es Salaam says there have also been a spat of abductions in the last few years.

The most high-profile was journalist Azory Gwanda, who is still missing after his abduction on 21 November 2017 by several men in a 4×4 in Kibiti district.

At the time of his disappearance he had been investigating the killings of local government leaders and police officers in eastern Tanzania.

Other cases include opposition activist Mdude Nyangali, who has been critical of the government. He was taken by unidentified men and beaten up over three days in May this year.

Last week, Leopold Kweyamba Lwabaje, a top finance ministry official went missing for three days. He was found dead on Sunday.

Tanzanian billionaire Mohammed Dewji was also kidnapped and held for 10 days in 2018 – his family later said no ransom was paid for his release.BBC

Mnangagwa’s Anti Corruption Crusade Ruffles Feathers Among Party Heavyweights

By A Correspondent- ZANU PF is reportedly immersed in intra-party squabbles emanating from President Mnangagwa’s anti-corruption campaign.

Reports suggest that there are some party bigwigs who are disgruntled by Mnangagwa’s anti-corruption drive which seems like a calculated move to eliminate political enemies.

An unnamed party official who spoke to the News Day revealed that ZANU PF top officials are already meeting to deliberate on countermeasures.

The official said:

The President thinks he will earn public support, but, in fact, by arresting some top people who put their political lives on the line for him, this is now dividing the party. Top officials are now unsure of what is happening in the party. They feel they will be targeted too..

Some officials are meeting to find the best way to respond to this. They believed that if ever the President was sincere about fighting corruption, he should start in his own backyard, including arresting his own children and cartel leaders around him. Anything short of that is political targeting.

Top party officials expected Mnangagwa to protect them considering that they are the ones who helped him to ascend to power.

Celebrity polygamist Musa Mseleku says he does not use any imbiza (herbal booster) to prop up his sexual performance, but relies on prayer to keep the fire burning in the bedroom.

Mseleku, 44, who has been propelled to the top of the popularity charts by his reality TV show Uthando Nes’thembu on Mzansi Magic, told Sunday World that divine intervention was the reason for his successful polygamist marriages. 

Speaking during a lengthy interview in Joburg this week, Mseleku said he gets the strength to satisfy his four wives from a higher power.

Wearing a blue sports jacket and jeans, Mseleku, who is looking for a candidate to become his fifth wife, said he uses prayer as a weapon to give his wives sexual pleasure.

“God gives me strength as I go to bed. I believe when God created me he had all these plans in mind, so the strength to sexually satisfy my wives comes from Him,” he said.

He is currently married to MaCele who is also known as Mamkhulu, MaYeni, MaKhumalo and MaNgwabe, with whom he has 10 children.

The businessman said he doesn’t need to use any charm on his wives to respect him or stop them from cheating on him, noting that they were free to engage with him and to voice their views on any matter in their marriage.

“They are allowed to differ with me on matters that they don’t agree with and I never get offended and start to feel like I’m losing control. There is nothing I am using to make them submissive or narrow-minded. So there is no charm. In fact I wish I had one, I would be having wife number five by now,” he said laughing.

Mseleku said he was not really obsessed about the age of wife number five, but he was looking for someone matured and respectable.

“Sometimes being young comes with challenges so I want someone who will understand that she is not alone. I want someone who won’t be selfish about this.

“I want someone who will be open-minded and understand that she might be accepted or not accepted by the other wives. I want someone who will not make it so difficult for me, but who will ease the burden.

Wife number five must be someone who is accommodative around circumstances. I obviously would not allow a person to be abused because she is new, but I would want a person who is open-minded,” he added.

He said he only uses prayer to keep his household together, which explains why none of his wives have cheated on him.

“I pray because cheating is not because you are more than one in a man. Cheating is something that happens in a relationship. I guess we have no control over it except making sure we do our best on our side by giving them money, satisfy them sexually and give them quality time.

“If you are doing those things you are then saying, should I find you cheating you then have to have a good reason, if there is ever a good reason for a person to cheat.

“I only pray that my ancestors and God will prevent them from cheating on me.”

He also works hard everyday to ensure that the financial needs of his wives and children were taken care of.

“If it is love they need, I always make sure that I see them everyday. I always say to my wives I don’t want to be an absent husband or father to my kids,” said Mseleku.

He added that he ensured he gave equal time to his wives by making sure that he lays a head at each wife’s house after every three days.

But he said he makes sure he sees all of them every day if he was not away on business, adding that he was pursuing wife number five to fulfill his dream of having 20 children.

“I feel like I’m under-performing in that area of producing children. So far, it’s four wives and 10 kids. It should be four wives and 20 kids. So wife number five will help me grow my legacy.”

Mnangagwa Urged To Implement Motlanthe Commission Recommendations

Speaking through its embassy in Harare, the UK also urged President Mnangagwa to fully implement the recommendations of the Motlanthe Commission of Inquiry.

“A year after Zimbabwe’s elections, we reiterate our call to the government of President Emmerson Mnangagwa to work on delivering the genuine political reforms that it has committed to alongside the economic reforms needed to pave the way to a better future for all Zimbabweans.

We also call on the Zimbabwe authorities to ensure the recommendations of the Motlanthe Commission of Inquiry are fully implemented.”

3 Poachers Shot In Save Conservancy

By Own Correspondent| The Zimbabwe Republic Police (ZRP) said that 3 poachers died after they engaged game scouts in a shootout in the Save Conservancy, police said in a statement:

Three poachers died after a shoot-out with game scouts at Bubi Valley Conservancy.

The poachers who were armed with a firearm resisted orders to stop ignored warning shots when they were spotted in the conservancy, instead they shot at the scouts but lost the battle that ensued.

In another development, ZRP said that 27 suspected smugglers were arrested in Beitbridge and have appeared before the courts of law;

Police in Beitbridge have intensified anti-smuggling operations in the border town and have so far intercepted five motor vehicles with smuggled goods and arrested 27 accused persons for possession of smuggled goods. All the accused persons have been arraigned before the courts.

Members of the public are urged to declare all their imported goods when entering the country.

Minister At Pains To Justify Delays In Tabling NSSA Report Before Parliament

By A Correspondent| Public Service Minister Sekai Nzenza was at pains justifying why she is delaying availing the NSSA audit report to parliament and the public amid damning allegations that she received a “bribe” to cover up the rot unearthed by the Auditor General Mildred Chiri.

Nzenza however confirmed that the NSSA Forensic Audit Report was a public document adding that it shall be made available to both parliament and the public soon.

“…We have internal processes which we have to go through and once that is done, then we will table it before parliament…yes it is a public document and like I have indicated I will table it before parliament soon,” she said.

Nzenza however described as “nonsensical” claims that she is part of the rot at NSSA adding that as far as she was concerned, she was not under any investigations from anyone including the Zimbabwe Anti Corruption Commission (ZACC).

Legislators last week called for parliament to charge Nzenza with contempt of parliament after she promised to avail the document only to change goal posts at the promised juncture.

Armed Robbers Pounce On Dangamvura Home Following Tip- Off On Diaspora Remittances

By A Correspondent- Police in Mutare’s Dangamvura high-density suburb are investigating an armed robbery case in which four suspects pounced on a house at night, looted foreign currency and an assortment of expensive gadgets following a vicious attack on the occupants.

Detectives handling the case revealed that the criminals who were armed with a pistol and various other dangerous weapons, targeted the house in the suburb’s Area 13 Section after an accomplice had tipped them that the family had received some money from the Diaspora meant for house renovations.

Contrary to their expectations of a big haul, the robbers walked away with US$290, laptops and cellphones.-ManicaPost

Fresh Tremors Hit Parts Of Chipinge

By A Correspondent- A tremor struck Beacon Hill and Jersey in the south eastern district of Chipinge last night.

No damages or casualties were recorded.

Chipinge District Development Coordinator Mr Tedious Beto confirmed the tremor.

“I contacted someone there and he told me that no reports of casualties or damages were made. However, I am receiving conflicting reports on the tremor. Someone said the tremor was more powerful than the December one while another person said it was mild. I will get more official information soon,” he said.

Villagers in the affected areas said building vibrated at around 11pm but the shaking quickly subsided.-ManicaPost

First Lady Auxilia Mnangagwa Champions The Creation Of A National Dress

By A Correspondent- First Lady Auxillia Mnangagwa has taken it upon herself to champion the creation of a national dress that will be appropriate for social and religious gatherings.

Preparatory meetings and consultations are already underway countrywide.

Speaking at an all stakeholders’ preparatory meeting at the Harare International Conference Centre (HICC) on Monday, Mnangagwa said:

“What brings us together today is a subject of great national importance which should have been concluded over the past 39 years of our independence.

As the mother of the nation, I am convinced that all Zimbabweans regardless of colour, creed, sex, age or location will be willing and keen to contribute to this national project involving my full participation.”

The dress should reflect a lot more on our traditions, history, national heritage and aspirations. It should also be appropriate for social and religious gatherings.

It should give us our national identity that conveys a message that I am Zimbabwean without even saying a word.

She said that an attempt in the past to come up with a national dress failed due to the lack of widespread consultation and politicisation of the process among other things.

Bushiri’s Brother, Reverend Otis Dates Midlands

By A Correspondent- Reverend Otis Bushiri, brother to South African based Enlightened Christian Gathering (ECG) founder and leader Prophet Shepherd Bushiri, will be in Shurugwi next month.

Bushiri will visit the chrome-mining town to conduct an evening service as part of his tour of Zimbabwe.

The Director of ECG international’s visit was confirmed to the Monitor by Pastor Tonderai Marobana leader of the Shurugwi Branch.

He said:

The national tour is set for August and he will be in Shurugwi on the 15th for an evening church service at the branch and we are expecting thousands of people to attend.

Reverend Otis Bushiri is the ECG Director and lives in Pretoria South Africa but for now, he is managing a church project in Malawi.

He will be touring all branches across the country where he will also be launching previous cells into full-fledged branches as the church grows.

The Shurugwi evening service will be conducted at Lobsides Hall.

Souring Fuel Prices And Stagnant Wages Squeezing Zimbabweans

Buses in Harare queue to fill up with diesel, before fuel prices in Zimbabwe rise again.

Al Jazeera – A kilometre-long queue of some 200 commuter buses winds its way around a block of the central business district in Harare, terminating at the forecourt of a petrol station.

Its 11:42am and an imposing steel gate acts as a barricade between the line of customers with near-empty tanks and the petrol that they need.

“I have been in the queue since 7am,” Blessing Mudzonga, a bus driver, tells Al Jazeera.

“I followed the tanker [a petroleum delivery truck] here and my hunch was right,” he says with a smile. 
Other bus drivers, seeing their colleagues waiting patiently, arrive to join the queue.

“Diesel is just so expensive,” Mudzonga tells Al Jazeera. “When we buy at seven Zimdollars per litre ($0.78) and charge two Zimdollars ($0.22) per passenger for an 18-kilometre trip, it means all the money we charge ends up covering fuel costs.”

Fuel has been in short supply in Zimbabwe for almost a year. Beyond tight supply, worsening inflation is adding extra urgency to fill up tanks before prices jump again.

Consumer prices in the economically troubled Southern African nation rose 39.9 percent in June compared with 12.54 percent in May, narrowly missing a return to the dreaded hyperinflationary environment that ravaged Zimbabwe’s economy at the end of the last decade.

Diesel and petrol prices have shot up by as much as 522.37 percent since January as the local currency, the Zimdollar, has weakened against the United States dollar.

Last week alone, Zimbabwean authorities hiked fuel prices by more than 22 percent over the previous week. And that was a tiny jump compared with January, when authorities raised fuel prices 150 percent in a week, triggering violent protests.

As fuel prices spiral ever-upward, professional drivers and motorists face increasingly tough decisions.

“Sometimes we spend a whole day in queues and then we work for a day,” says Mudzonga. “The next day we are looking for fuel again. It’s affecting my job in a big way.”

A currency that can’t keep up

Zimbabwean dollars – or Zimdollars- are the only legal tender in the country since June, when the government outlawed the use of US dollars and other foreign currencies in local transactions.

The government initiated the drastic measure to stem speculative attacks on its domestic currency. But that currency continues to lose value.

At official, interbank exchange market rates, roughly 8.9 Zimdollars buys $1. The black market rates value the Zimdollar even lower, at around 10.5 Zimdollars to $1.

Compounding the pain of a weakening currency are wages, which have failed to keep pace with rising prices.

“The fuel price is very expensive given that our salaries are losing value against the US dollar,” Julius Muteiwa, a driver for a Harara publishing company, told Al Jazeera. “In fact, now it’s beyond the reach of many. Prices are just going up, but salaries remain stagnant.”

Until last October, the Zimdollar was pegged to the US dollar, in effect denominating wages and salaries in US greenbacks. But when the US dollar peg was abandoned, wages weren’t adjusted to compensate for the rapid weakening of the Zimdollar.

The discrepancy is a growing source of pain for Zimbabweans.

“One hundred litres of fuel cost close to 800 Zimdollars against the average (monthly) salary of 600 Zimdollars in this country,” said Muteiwa, “and the price of fuel is going to keep rising as the local currency weakens. If I was earning US dollars, then I would be better off.”

Despite this latest round of fuel-price increases, at roughly 7.47 Zimdollars a litre ($0.99 at the official exchange rate), petrol has become relatively cheap in Zimbabwe compared with neighbouring countries.

Finance minister Mthuli Ncube last week highlighted the regional discrepancy, saying he wanted to see fuel cost around $1 a litre – which is where it’s currently selling.

For those who have US dollars to spend, rising prices don’t hurt as much – especially for people who trade US dollars on the black market, which literally offers more bank for the buck than the managed, interbank exchange market.

But for Zimbabweans who get paid in Zimdollars – and who don’t have foreign currency to trade – the pain of rising prices could become more severe, say economists.

“When we were still using the US dollars, we were paying $1.43 per litre. In light of that, we should expect the fuel price to rise beyond current prices,” economist John Robertson of Robertson Economics told Al Jazeera. “More price increases are definitely coming.”

Robertson added that fuel prices are just a symptom of a much wider problem the government faces with correctly pricing state-subsidized essential goods.

“It’s not just the price of fuel that is not right. Electricity prices are not right. Prices of goods are not right. We have got to get the pricing right,” he said.

But establishing the “right price” would require the official, interbank market exchange rates to converge with black market rates. While that happened briefly in June following the government ban on foreign currencies, the interbank market and black market rates soon diverged again.

“Convergence will come when there is a balance of demand and supply,” said Robertson. “I am not sure that is going to happen soon.”

And while the government tries to restore faith in its embattled Zimdollar, Zimbabweans whose livelihoods rise and fall with the price of fuel have a very precarious journey ahead.

“After the increase of this week, I tried to increase the fare for local trips to 20 Zimdollars from 15, but no one is willing to hire the cab at that price,” Edza Munari, a Harare cab driver, told Al Jazeera. “They would rather walk. As such, I have been forced to revert to my old price, and that price doesn’t make sense.”

The former Eskom acting chief executive says he will stop load shedding in Zimbabwe in the next 12 months, even though his solar company’s planned plant is only capable of producing a projected 100 MW against Zim’s 900 MW shortfall.

Matshela Energy has been awards a ligence to build a solar plant in Zimbabwe which is expected to produce around 100 MW of electricity.

Zimbabwe is facing an electricity supply crisis, which has led to rotational load shedding with outages lasting up to 18 hours.

SA’s neighbour started implementing loadshedding started in May this year, due to a combination of low water levels at Kariba Dam’s hydroelectric power plant, generation constraints at ageing power stations and limited foreign imports.

“I can confidently say that there will be no load shedding in Zimbabwe in the next 12 months,” Koko tweeted on Sunday.

“I stopped load shedding in SA & I will do so in Zimbabwe,” he added.

Koko also told Zimbabwean state media outlet The Sunday Mail that the project could be expected to feed into the national grid within the next 12 months.

“The board of Zera [Zimbabwe Energy Regulatory Authority] approved the issuance of the electricity generation licence to Matshela Energy for Phase 1. Total approximate investment for licensed generation facility: US$250m.”

The project will create approximately 1 000 direct and indirect jobs, said Koko.

He said the he had assembled a team of energy experts and investors from different parts of the world to embark on the project.

“Our partners will be on site in August to complete the detailed design for the power plant. We believe our team is competent and second to none and will deliver the project without fail.”

Koko resigned from Eskom in early 2018 during a disciplinary hearing. In his resignation letter, Koko said that he was resigning from the power utility without admitting to guilt.

Peter Moyo Wins Long Legal Battle Against Old Mutual

High court rules that Old Mutual didn’t follow proper procedures when it fired Moyo.

Peter Moyo has won his legal battle against Old Mutual to be reinstated as the life insurer’s CEO.

On Tuesday, the high court in Johannesburg set Moyo’s dismissal from Old Mutual aside and rendered it as unlawful — effectively paving the way for him to be reinstated as CEO. 

This means that Moyo will serve the four-and-a-half years remaining of his employment contract with Old Mutual.

In a judgment delivered by Judge Lester Adams on behalf of judge Brian Mashile, who presided over hearings relating to Moyo’s urgent application to be reinstated by Old Mutual CEO, Adams said the insurer didn’t follow the terms of Moyo’s employment contract when he was dismissed.

Lester said Moyo’s dismissal by Old Mutual cannot be justified because the insurer denied Moyo a disciplinary hearing — as stipulated in his employment contract — before he was suspended and subsequently fired.

The high court judgment means that Old Mutual has been interdicted from appointing a CEO to replace Moyo. The company has already appointed Ian Williamson as acting CEO.

About the judgment, Moyo said: “I’m back at the office tomorrow morning at 8 am. I want to go back at Old Mutual. In terms of my contract of employment, Old Mutual did not dealt with it properly when it dismissed me.”

Old Mutual also has to pay Moyo’s legal costs for bringing the urgent application to get his job back.

Old Mutual suspended Moyo on May 23, hours before the insurer’s annual general meeting, citing a conflict of interest due to his involvement with NMT Capital that resulted in “a material breakdown in the relationship of trust and confidence”.

The insurer fired Moyo on June 18 saying that the breakdown was attributed to a conflict over ordinary dividend payments declared by NMT Capital worth more than R100 million during its 2018 financial year. Moyo has launched an urgent application at the high court in Johannesburg to declare his sacking as unlawful, which would pave the way for him to be temporarily reinstated as CEO.

When Old Mutual initially suspended Moyo, it cited a breakdown of trust and confidence between both parties. Manuel said there was no financial misconduct on Moyo’s part. The insurer later said there was a conflict of interest due to Moyo’s involvement with investment holding firm NMT Capital, which he co-founded in 2002. Old Mutual owns a 20% stake in NMT.

Moyo’s lawyers have accused Old Mutual of flip-flopping on the reasons it gave for firing Moyo and said the breakdown in the relationship between both parties was “not real” but “manufactured” by the insurer.

The judgement has endorsed arguments submitted by Moyo’s lawyers that the reasons given by Old Mutual when it first dismissed and fired him were inconsistent.

In part B of Moyo’s application, which can be instituted 60 days after the Tuesday judgment, he wants Old Mutual chair Trevor Manuel and about 12 non-executive directors to be declared delinquent under Section 162 of the Companies Act.

Moyo lawyers said Old Mutual directors neglected their fiduciary duties due to the way in which the matter was handled by the company.

Moyo said he is still pursuing part B of his application as the way Old Mutual dealt with his dismissal was “unlawful.”

Asked how Moyo’s working relationship with Old Mutual, the board and Manuel will be after he is reinstated as CEO, he said: “I’m old enough. We all work for one purpose at Old Mutual and we are not there to love each other. Work will continue.”

Julius Malema Set To Lose EFF Commander In Chief Position

The EFF chairperson says Malema may not even be the leader any more come December.

In a radio interview on Monday, EFF national chairperson Advocate Dali Mpofu said that he believed EFF leader Julius Malema may only have one more term in him as the party leader, if he even continues after December. The EFF is heading to its second elective conference in mid December at Nasrec, Johannesburg, where Malema is expected to stand for another term.

There has been growing speculation that his deputy, Floyd Shivambu, might oppose him, with suggestions this may be contributing to tension between the two men, who were both expelled from the ANC before forming the EFF in 2013.

Mpofu told Aldrin Sampear on Power FM that no one in the EFF was in the party for “personal ambitions”. If [Malema is] re-elected in December this year, I would be surprised if he stands for another term. I am not even sure if he will be available right now,” Mpofu said. Mpofu said that having the same leaders in the same positions for too long would “stifle” the party. We need fresh ideas, fresh thinking and we can all play different roles. We are not stuck with titles,” he told Sampear.

In 2017 Malema said he would be willing to step down as the party’s president should the time come.

EFF Leader

The EFF has no clause in its constitution that guides on issues of the party presidency and there is no limit as to how long an EFF president can lead.

“There’s no limit for the president of the EFF in the constitution; once people say we’re tired of Malema, I’m willing to step down,” he said at the time.

At the EFF’s sixth birthday party in Mpumalanga over the weekend, Malema went on a tirade against leaders in the party he considered bad for its image and its revolution.

While Shivambu was not named, TimesLive suggested that Shivambu appeared “uncomfortable” during the speech, and also suggested that two of the comments Malema made could have been directed at Shivambu.

According to the publication, his mention of “any leader that always appears in controversial issues that undermine the image of the EFF”, could refer to Shivambu’s prominence in reports on the party’s involvement in the VBS bank saga, while his statement that his party’s “revolution does not need people who get easily excited” when they were complimented could refer to how Shivambu was often praised on social media for his speeches on financial issues in parliament.

Malema’s speech also hit out at leaders who he accused of having “hijacked” the EFF “train”.

“Any leader that is busy but busy over nothing is no leader at all,” he said.

“All leaders must be grounded. Leaders must be humble and leaders must answer their cellphone. Leaders do not get easily excitable, even if you win Lotto and even if you get involved in big deals but leaders must remain humble and not act in an excited manner like children getting into a shop full of sweets running all over. I have seen leaders of the EFF getting excited,” he continued.

The EFF, Malema said, “is heavy, it does not need chance-takers”.

“It does not need people who love niceties. It does not need leaders who become shapeless amoebas and do not know what they represent.” Provincial and regional structures in the party have already started meeting to chart how they will be voting.

He is currently detained at Mabelreign Police Station. He is facing charges of Criminal abuse of office when he was the Principal Director at State House.

He imported personal vehicles using State papers. He will appear in court tomorrow 31 July 2019 at Rotten Row Magistrate Courts.

By Trevor Saruwaka| MDC activist, Maxwell ‘Gweje’ Gwechekweche, was murdered last night at Mutasa DC service Centre in a case of suspected political execution, possibly by the dreaded CIO.

Maxwell was last seen drinking at Chidokohori bar yesterday afternoon till evening. He was loudly boasting about being an MDC member challenging CIOs n soldiers that he was untouchable, that they could do nothing to him. Around 12midnight he was found groaning in pain along a path in the hill adjacent to the business centre. A call was made to the police who arrived almost two hours later, a distance of less than 2km away. He was rushed to Bonda where he died on arrival.

This is a case where if one adds one plus one one gets an answer pointing at political execution.

Gweje was a well known guy who survived by crashing stones n carrying luggage using his hand cart. He was a very hardworking man who lived an honest life. He was bitterly offended by Zanu PF rule hence his fearless attack of the system that has sustained Zanu PF in power for close to 4decades.

I hope the police are going to leave no stone unturned in their search for Maxwell’s murderers.

After months of prep, planning and pre-wedding jitters, Zodwa Wabantu was left nursing a broken heart after her wedding was called off this past Saturday.   

The star confirmed to TshisaLIVE on Monday that her wedding is off “for good” and she had broken up with her bae Ntobeko.

“I cancelled the wedding. I am no longer getting married. Me and Ntobeko are finished. We have split.”

Although hesitant to share what caused the split, she hinted that fame had driven a wedge between them.

She said the couple separated about a month ago and she had hoped, even until this weekend, that Ntobeko would “fight” for her.

“I took a break from him and thought he would fight for me. But he was just quiet. I took that as a sign and so it’s off now.”

The star said she has been keeping herself distracted by working, and recently got a new car to celebrate her success in 2019.

“He found me working and I will remain working. Zodwa is Zodwa Wabantu.”

Zodwa first hinted at trouble in paradise last month announcing that the wedding was off. She later told TshisaLIVE that the wedding was back on again, even though she hadn’t completely “fixed” the issues that gave her cold feet in the first place.

“I don’t know a lot of things but the one thing I know is that I do what I say I’ll do, I’m not the type to just back out of things. But, I know that if it is necessary I can always change my mind. We have a lot to talk about and we will be doing so when I see him,” she said.

Former Botswana President, Lieutenant General Dr Seretse Ian Khama Ian Khama has written a scathing letter to the Office of the President of Botswana.

Khama is not happy with what he calls his successor, Mokgweetsi Eric Keabetswe Masisi’s vindictiveness. In the letter, Khama wrote:

Your letter of 25th July 2019 refers.

It was not clear in your correspondence when you stated initially that I am relieved of the position of Champion and in the next sentence you write I am immediately relived as Champion which suggests reinstatement that contradicts the initial sentence.

I wish to point out that I publicly resigned from being Champion of Vision 2036 on the 25th of May in Sorewo. I, therefore, do not see the point of your letter coming so late on the 25th of July and after I had already resigned.

Of course, I am aware that late coming is another poor habit in your regime. I took the step at the time as a result of another vindictive decision to remove me as Tourism Ambassador.

As you go about your childish antics of trying to relieve or relive me of all the positions I hold, allow me to bring to your attention that I am still the Chancellor of the Botswana University of Agriculture and Natural Resources.

Once that has also been taken away from me I share with you other positions I hold fro similar actions for your kind consideration.

Priscah Mupfumira Detention Illegal And Unconstitutional Says Advocate Thabani Mpofu

Prominent lawyer and advocate, Thabani Mpofu has said on record that the State acted unlawfully by applying for cabinet minister Priscah Mupfumira’s further detention as it is not in line with the constitution.

Mpofu indicated that the section of the law in which the application was based on was illegal as it is not in line with the constitution, hence the need for the State to review and set aside its move.

In terms of the Constitution which is the supreme law of the land and by which any law inconsistent with it is invalidated automatically an invalidated upon the coming in of the new constitution,” said Mpofu.

A person who has been arrested and who appears in court for the first time is entitled to their immediate release with or without conditions, that is the right that sets in upon the arraignment of the person before a court, they must be released and that is why in terms of the procedure brought by the new constitution, no accused person has an obligation to apply for bail.

The accused simply stands up in the court and indicates their desire to be admitted to bail, it is for the State to either consent or oppose bail and in that regard it is the State that must place before the court exceptional considerations which justify the continued detention of that person.

“Upon the arraignment of an accused person, that person must be admitted to bail with or without conditions, the constitution then contemplates the fact that there may be deserving cases and calls those exceptional cases, it says in those deserving cases and that are exceptional by nature they can be continued detention.

What are those cases? those are the cases where the State manages to show, manages to prove that an accused person is not entitled to be released on bail.

“While it is true that Section 32 of the Criminal Procedure and Evidence Act provides for this 21 days nonsense, the position which has already been taken by the Constitutional Court is that every law which is inconsistent with the Constitution becomes automatically null and void and became void upon the coming in of the new constitution there is actually no need for an order of court declaring the invalidity of the law, the law is invalid, what this means is that the State could not have legitimately and lawfully applied for the detention of the lady on which circumstances this issue has now arisen for debate.

“What the State did was unlawful, is reviewable and ought to be set aside and set aside urgently in the national interest. If the State believes it has a very strong case against this lady, what it must do is to set and to establish a basis upon which the court can deny her bail but to say she should not be given the opportunity to apply for bail is contrary to our constitutional order, contrary to our constitutional culture, contrary to law and it does not matter that one might not like her but the bottom line is that kind of illegality must not be allowed.”

Mbare Musika Goes Up In Flames Following Gas Tank Explosion

The incident occurred a few days after a part of Siyaso Informal Traders market in Magaba was ravaged by fire.

A GAS tank used by an informal trader for television and radio repairs reportedly exploded in the early hours of today leading to fire that destroyed a complex at Mbare Musika, with property worth thousands of dollars going up in smoke.

The incident occurred a few days after a part of Siyaso Informal Traders market in Magaba was ravaged by fire. Mbare Musika inferno is reported to have started at around 1 am, with Harare’s fire brigade team arriving at the scene when nearly all property in the complex was already burnt. Only a sewing machine was retrieved.

When news crews visited the area the victims were painfully narrating the incident that left them counting losses as they were still cleaning shreds and rags. Mr Netmore Mufunga whose shop is said to be the origin of the fire said he lost brand new and second hand electrical gadgets that had come for repairs including his personal cellphone and cash.

Just In- Three Killer Soldiers Hauled To Court

By A Correspondent- Three soldiers who are accused of shooting dead a 37-year-old member of the Zion Christian Church during a confrontation near the Government-run Reception and Support Centre for Migrants in Beitbridge were on Tuesday dragged before a Beitbridge Magistrate Court charged with murder.

The trio, Nqabutho Khoza (29), Emmanuel Gandidzanwa (25) and Oscar Mutambisi whose age was not given in court and are all from the 11 combat group deployed to Beitbridge, were not asked to plead to the charges before Beitbridge resident magistrate Mr Langton Mukwengi.

They were remanded in custody to Wednesday for confirmation of warned and cautioned statements.

Parts Of Chipinge Experience Fresh Tremors

By A Correspondent- A tremor struck Beacon Hill and Jersey in the south eastern district of Chipinge last night.

No damages or casualties were recorded.

Chipinge District Development Coordinator Mr Tedious Beto confirmed the tremor.

“I contacted someone there and he told me that no reports of casualties or damages were made. However, I am receiving conflicting reports on the tremor. Someone said the tremor was more powerful than the December one while another person said it was mild. I will get more official information soon,” he said.

Power And Energy Situation: Govt Must Declare State Of Emergency

The MDC is deeply concerned about the worsening power black-outs and fuel shortages in the country. The country is grappling with severe power and fuel shortages which have affected households and what is left of our industry, culminating in a severe transport crisis and the introduction of punishing load-shedding schedules, especially during peak hours.

The 19-hour long load shedding schedule that citizens and businesses are subjected to, is abusive and unjustified given the fact that the sole energy supplier Zimbabwe Electricity Supply Authority has been spending lots of public resources on projects that are divorced from electricity generation.

The MDC calls upon government to declare the energy situation a national emergency. After the declaration of a state of emergency, government must convene a Stakeholders Conference on Energy production comprising government, prospective investors, independent power producers, development partners and relevant Parliamentary Portfolio Committees, amongst others, in order to establish short, medium and long term solutions to this national crisis.

An honest admission to failure, incapacitation is not a sign of weakness but strength. No serious investor be it local or foreign can commit money in a country that does not guarantee a steady and uninterrupted supply of fuel and electricity.

In light of the current fuel and energy crisis that is turning away investors, the Zanu PF mantra of Zimbabwe is Open for Business rings hollow. Electricity and fuel drive industrial production and erratic supply of the two products simply drives away investors.

The MDC believes that government, through Zimbabwe Energy Regulatory Authority (ZERA), must speed up the end of ZESA’s monopoly in the distribution of electricity and bring in competition into the sector.

Competition is the mother of efficiency.

In recent years, ZERA has processed countless applications by potential investors to invest in methane gas and solar energy generation, amid indications that the lower generation costs for the renewable energy source – compared to thermal and hydro-electricity – is the major attraction. However, only a handful are currently operational.

The MDC condemns the continued increase in the prices of fuel which is disproportionate to the increase in salaries of the working people of Zimbabwe.

We believe that, because transport is a critical aid to trade, fuel must be affordable to ordinary citizens; hence our bold call for a declaration of a state of emergency on the sector.

We demand a proactive multi-stakeholder approach to this energy crisis.

NSSA Scandal Exposes Mnangagwa Government Ineptitude

Farai Dziva|The NSSA scandal is an indication of the Emmerson Mnangagwa led government’ s ineptitude, an MDC official has said.

Below is MDC Secretary for Welfare, Maureen Kademaunga, on the NSSA scandal.

The NSSA scandal is an indictment on the Mnangagwa government that it is rotten to the core and it cannot self-correct.

As the MDC, we applaud ZACC’s apprehension of one suspect in the person of Prisca Mupfumira but we firmly believe a complete overhaul of the institution is required in the wake of reports that some dockets have gone missing at the corruption watchdog.

At the centre of the effects of the NSSA scandal is the failure by the institution to honour its obligations on pensions. After decades of hard work and deductions, retirees become paupers due to the avarice of Zanu PF goons who seek to profit at the expense of the impoverished workers.

We restate the position we make in our SMART document that there is need for serious pension reform. There must be a clear separation between the investment arm of NSSA and the wing that deals with the administration of pensions. Internal and external governance mechanisms and investment controls must be put in place in order to isolate pension reserve funds effectively from undue political influence.

The core business of NSSA funds is to pensioners and not to connected oligarchs and political elites. The MDC is committed to fighting corruption which puts a huge premium not only on the pensions but on the economy as a whole.

The following suggestions will help combat corruption:

(i) Introduction of criminal sanctions for all corruption related offenses especially for public officials

(ii) Provision of and setting up special criminal courts to deal with corruption and economic crimes.

(iii) The right and mechanism for a direct recall of elected officials by the electorate.

(iv) Mandatory declaration of assets for public officials.

(v) Establishing, strengthening and institutionalizing the National Economic Crimes Inspectorate (NECI).

(vi) Regular State sanctioned life-style audits.

(vii) Limited Terms of office for all senior public executives including heads of State enterprises and parastatals.

(viii) Strengthening transparency mechanisms on State procurement including the introduction of public bidding on major public tenders.

(ix) Increased access to information for citizens including publication of terms and conditions of public and public- guaranteed contracts.

(x) Strengthened oversight role for parliament in all public enterprise.

(xi) Strengthened oversight role for the Civic Society and the Media.

An MDC government will also strengthen institutions that are key in combating corruption in the country. Focus will be on the following institutions whose independence shall be sacrosanct:

(a) Anti-Corruption Commission
(b) National Prosecuting Authority

“We Have The Solutions”: LEAD President Linda Masarira

The demands of globalization have increased the need for fresh thinking on how to organize society for a better job of serving our people not only as Afrikans but as Zimbabweans with a history of colonialism and struggling to unshackle the restraints of neocolonialism.

In this situation we have been withheld to go forward and our otherwise well intentioned leaders out of frustration have resorted not only to corruption but also to repression as the pain of failure pull them down.

The generality of informed citizens, in this global village as they interact with nationals from other countries, have lost faith in our government, in big business, and other administrative institutions. They have realized our media being “dishonest,” our justice system “engineered and rigged,” our security system “personalized” the dignity of work “derided” and our climate and other policies a “hoax.” Our governments and public sector institutions have been captured by big business and agents of neocolonialism.

Most Afrikan leaders and governments take off on a nationalistic trajectory but with time they lose course and lapse into tyranny. The lives of citizens of the generality of Afrika and the so called third world has become characterised by turmoil, war, terrorism, xenophobia, genocides, abject poverty and a myriad of vices. The time has never been so ripe for a need to think about what principles should shape and guide our society to do a better job of delivering on human needs.

This a time for us to swallow our pride, introspect and try to find out where we are going wrong, especially as Afrikans. Is it in our nature to fail to Administer ourselves or we adopted administrative systems alien to us and inapplicable to our situation and in a fast changing world.

Should we revert back to the methods used by our ancestors during the days of primitive kingdoms or acephalous societies or we should coin up our own home grown admistrative system applicaple to our social, political, economic, environmental and religious situation?

LEAD enters the Zimbabwean political arena with a strong conviction that our society needs to move closer to the system known as “social democracy.” This admistrative approach should however not to be confused with “socialism” or “communism.” Social democracy as advocated by LEAD should borrow from the Nordic models but have some aspects of Technocracy.

There is need to come up with an admistrative system that fuses capitalism with socialist tendencies yet recognizing the fact that the world has become so sophisticated warranting the need for governments to fuse democracy with technocracy.

The politicians may be good at the political game but may be found wanting when it comes to the engineering demands of a changing world. Appointments to government positions should respond to the complexities of the technical world.

Social Democracy is an ideology that favours social, political and economic moves by the state for the explicit purpose of promoting social justice within a capitalist economy.

It is a government system that favours capitalism over socialism but recognizes the need to fix certain inadequacies of capitalism so that the economic system works better for more people.

LEAD realises that there are many inadequacies in current capitalism as developed by the so called first world countries. Among them are the persistence of poverty, the growing level of income inequality, the likely reduction of jobs as automation and artificial intelligence advance, companies failing to cover their “social costs,” environmental exploitation, the business cycle and economic instability, and others. The growing wealth concentration created by capitalism is leaching into and assassinating our democracy.

Instead of serving the masses democracy is advancing and entrenching the needs of the rich leaving the poor sinking deeper into poverty and deprivation. We need to think freshly about what respective jobs we want our government and our private enterprise system to perform for us.

Governments do not have power in themselves but are assigned the same by us the citizens. It’s imperative for us to birth and subscribe a governance system that is best suited for our situation them allocate power to political institutions which resonate with our needs and aspirations. We should pronounce the vision and national goal and then allocate power to a political ensemble which has the best means to attain our vision. Political parties should not dictate but be subject and subservient to the national vision.

A society where there are no inferior or superior orders is our goal. This pronouncement should be done explicitly in the national constitution which document should be crafted by the citizens and subsumes all their wishes and aspirations.

Now it is upto the political formation to come up with a management or ideological route that makes us without fail arrive at the premised destination. The LEAD political formation is convinced that it can provide such a government.

Social democracy coupled with technocracy requires a commitment to representative and responsive government. Citizens exercise voting rights on the principle of “one person, one vote” and this they do in trust. Citizens can vote for measures to reduce income inequality and to help the poor with food stamps, Social Security, and unemployment benefits.

Citizens can vote for any measures that promise to improve the general welfare. It now remains with the voted and mandated to live upto their campaign promises and the demands of the national constitution. Good governance should be as enunciated by and enshrined in the national constitution.

It should be an ethical undertaking by those in state authority to deliver in line with definitions and guidelines of the constitution. If a government does not stray from working for the good of the majority without marginalizing the minorities it does well.

Social democracy with technocracy advocates an evolutionary and peaceful transition from free market capitalism. It rejects a revolutionary approach.

History has shown us that the revolutionary approach is not only violent but destructive and retrogressive. In most cases it has given rise to authoritarian and repressive governments which are no different from the autocracies of the 18th century.

This gradualist approach ensures cooperation, collaboration, conciliatory and concessionary relationship between labour and capital. Such a symbiotic relationship if driven by technocratic rule yields what social democrats term progress.

Social democrats accept the predominance of private property and private enterprise to produce most of the goods and services needed by the citizens. Only a small number of essential utilities and public services might be necessary under public ownership.

LEAD seeks adopt policies associated with Keynesian economics. Such an approach holds that the state can intervene in economic downturns to turn on the public spending spigot to prop up the economy. It calls for an independent Federal Reserve Board that tries to kick start a sluggish economy and compress a booming economy in danger of leading to a bust.

This Social democratic approach favors a smooth working economy unplugged by the classic business cycle. Keynes thought that enlightened capitalism can get rid of the business cycle and mass unemployment.

The idea of an independent central banking system has eluded us and could be the reason for our financial woes. Fiscal responsibility and accountability becomes a problem when there is too much influence and interference by politicians.

The Reserve Bank governor should operate independently which gives him/her enough latitude to explore competitive and current fiscal and monetary policies and policy reforms.

LEAD will provide universally accessible public services like education, health care, and care for the elderly, child care, and workers’ compensation. It favors policies aimed at reducing poverty, inequality, and oppression of underprivileged groups. Citizens will get free college tuition, health care for life, long periods of paid maternity leave, and a guaranteed retirement income.

LEAD welcomes labor movement and trade unions as tools for supporting the collective bargaining rights for workers and extending wage, benefit and working conditions improvements. It will favor a voice in large companies to share views on the welfare of employees and other company stakeholders.

The LEAD government will have a preference for paying higher taxes and receiving better medical care and lower college cost than paying lower taxes and receiving poorer medical care and higher college cost. It will also have a preference for most of the higher taxes to fall on the rich.

Another governance system which the LEAD approach will infuse with Social Democracy is Technocracy. Technocracy is a proposed system of governance in which decision-makers are selected on the basis of their expertise in a given area of responsibility, particularly with regard to scientific or technical knowledge.

This system explicitly contrasts with the notion that elected representatives should be the primary decision-makers in government, though it does not necessarily imply eliminating elected representatives. Leadership skills for decision-makers are selected on the basis of specialized knowledge and performance, rather than political affiliations or parliamentary skills.

The term technocracy was originally used to advocate the application of the scientific method to solving social problems. Concern could be given to sustainability within the resource base, instead of monetary profitability, so as to ensure continued operation of all social-industrial functions.

In its most extreme sense technocracy is an entire government running as a technical or engineering problem and is mostly hypothetical.

In more practical use, technocracy is any portion of a bureaucracy that is run by technologists.

Nyoni Seeks To Excel In ABSA Premiership

Farai Dziva|Maritzburg United striker Gabriel Nyoni hopes to score many goals in the ABSA Premiership.

The 26-year-old speedy winger, who recently joined The Team of Choice from CAPS United, is also happy to play under coach Eric Tinkler, whom he described as a ‘principled man’.

“He is a principled man who wants the best out of his players. Very professional and honest man as well,” Nyoni told Soccer24.

“His type of training sessions can improve any player and Iam sure by the end of the year I will be on another level of my football career,” he added.

Asked whether or not he is now ready for the upcoming season, Nyoni had this to say: “Im 90% ready now. Just a few things left. As a winger I want to score double digit number.”

Sundowns Rule Out Billiat Return

Farai Dziva |Mamelodi Sundowns coach Pitso Mosimane has spoken on the Tswane Giants’ alleged interest in bringing back Khama Billiat, saying the club will negotiate with Kaizer Chiefs if they want the player.

The Zimbabwean winger has of late been linked with an exit at the Soweto giants and Sundowns are reportedly interested in taking him back.

Billiat left Masandawana at the end of the 2017/18 season and joined Chiefs as a free agent.

Speaking at a presser on Monday, Mosimane, however, did not confirm if his side are indeed interested in signing the 28-year-old.

“I should be very careful on this issue because I need to respect Kaizer Chiefs, they are a big institution and if they complain to the league they will fine me for poaching their player because he is a Chiefs player,” said Mosimane, according to Goal.com.

“If we want Khama, we speak to Chiefs and then they will tell us if they are selling or not. But sometimes if you are not selling, even Lionel Messi has a price. If someone says they will give me $1 million a month, I think I will be gone.

“Everybody has a price. We can always say we don’t have a price but even my players have a price… If we want Khama, it must be from club to club,” he added.

ZIFA Rules Out Mhlauri Return

Farai Dziva|ZIFA Communications Manager Xolisani Gwesela has dismissed reports suggesting Charles Mhlauri is the current favourite to replace Sunday Chidzambwa as the Warriors coach.

Chidzambwa quit the post last week, four days before the national team’s CHAN qualifier against Mauritius.

Several names have been thrown into the hat but, according to ZBC, it’s Mhlauri who is being tipped to take over.

However, Gwesela insists the appointment of the Warriors coach will only be done through the right procedure.

“There are processes that have to be followed,” he said.

“There was a meeting at the weekend and it was agreed that the technical committee will meet on 3 August to review performances and come up with a way forward following Chidzambwa’s resignation which the association accepted.”

Mhlauri has taken charge of Zimbabwe before and is the second coach to guide the team to the Africa Cup of Nations in 2006 after Chidzambwa in 2004.

He was fired in 2008 before moving to the USA.

Meanwhile, other reports are saying the association is considering appointing a foreign coach and according to The Herald, Belgian Jean-Francois Losciuto has emerged as a leading candidate.

Sadza And Sugar For Patients: Heads Roll At Government Hospital

Farai Dziva|Staff members at Neshuro District Hospital are being threatened with suspension for disclosing that patients at the government run hospital were at some point given sadza and sugar due to lack of proper diet.

Although the matter was resolved senior government officials have since launched a secret probe to identify those who spilled the beans.

A Masvingo based newspaper last month reported that patients were at some point given sadza and sugar.

Sources at the hospital said:”We are being threatened over the report that at one point patients were given sadza and sugar.

Mupfumira Arrest Is Not Enough To Prove Mnangagwa Is Determined To Eradicate Corruption

Farai Dziva|The Movement For Democratic Change has said the arrest of Tourism Minister Prisca Mupfumira is not enough to prove that Emmerson Mnangagwa is determined to eradicate corruption.

The MDC is not convinced that the recent arrest of Prisca Mupfumira is enough proof that the fight against corruption is finally being taken seriously.

The arrest of Mupfumira is a red herring meant to hoodwink the nation into thinking that the arrest of a serving Minister is an indication that at long last there is seriousness in tackling high level corruption.

The MDC can see through the ruse and the people of Zimbabwe must not be fooled.

We believe in comprehensive and holistic tackling of graft against all those who have been looting the national resources and the majority of them are fully entrenched in the system and remain untouchable.

What we find curious about Mupfumira’s arrest is that it has taken so long to effect.

She was removed by Mugabe on the very basis that she was implicated in something untoward which took place at NSSA when she was Minister of the Public Service Labour and Social Welfare, but when the so called new dispensation was ushered in, she was not only appointed to another Ministry but retained after the 2018 elections.

Yet there were undercurrents about shenanagins at NSSA which were conveniently ignored.

What does not surprise us is that Mupfumira’s woes have their genesis from the list produced by the Youth League and it becomes obvious that she has probably fallen out of favour for whatever reason and this has the hallmark of the usual selective application of the law and factional politics at play.

In the same vein there is a deafening silence regarding those implicated in the $3 billion Command Agriculture debacle and if there was any seriousness about tackling high level corruption one would expect heads to roll and arrests being made.

While we hold no brief for Mupfumira and we believe that she must have her day in court. We are concerned by the spirited efforts of her successor at the Ministry, Sekai Nzenza ensuring that the forensic report is not tabled in Parliament.

lt is evident that she has the full blessings of her superiors, which shows that there is something to hide.

Another matter of concern is the invocation of the Prosecutor General’s Certificate to have Mupfumira incarcerated for 21 days which reminds us of the notorious abuse of the now outlawed Section 121 of the Criminal Procedure and Evidence Act.

The danger is that this will be used selectively and we in the MDC cherish the upholding of the rule of Law and anything that undermines that principle is a cause for concern.

We therefore believe that this Section is inimical to Justice and where Bail has been denied one must have a right to have the decision reviewed by a superior court within the shortest possible time and allowing issuance of certificates sets a dangerous precedent and is not in accordance with real and substantial Justice.

We therefore believe that the provision is patently unconstitutional and we will do what we can to challenge it so that the Judiciary is given the power to make appropriate decisions in real time.

FULL TEXT: International Observer Mission Unimpressed By Mnangagwa’s Reform Process

Harare, Zimbabwe – The International Republican Institute (IRI) and the National Democratic Institute (NDI) fielded a three-person delegation to Zimbabwe to provide an impartial assessment of the status of Zimbabwe’s electoral reform agenda at approximately one year following the country’s 2018 “harmonized” elections.

At the invitation of the Government of Zimbabwe, the IRI/NDI jointly formed the Zimbabwe International Election Observation Mission (ZIEOM) in 2018. In the spirit of international cooperation and with respect to the laws and sovereignty of Zimbabwe, the mission observed the presidential, parliamentary, and local government elections over a seven-month period. The mission analyzed the pre-election period, voting and counting on Election Day, the announcement of results, the resolution of electoral disputes and the taking of office by the winners.

On October 27, 2018, the mission published a comprehensive report outlining its observation findings and offered recommendations to improve future electoral processes based on IRI/NDI’s comparative experience in international electoral observation. The report concluded that, while the 2018 elections presented the country with an historic opportunity to break with the past 18 years of political crises and mark the beginning of genuine democratic transition, due to an accumulation of missed opportunities and flaws in the process—including the August 1 violent crackdown on unarmed civilians and other acts of repression directed against opposition leaders—the improvements, while notable, were insufficient to establish broad confidence in the process.  

Twelve months following the 2018 elections, IRI/NDI fielded a three-person delegation to Harare, from July 22 to 26, to assess the status of Zimbabwe’s electoral reform agenda and the space for democratic elections more broadly. Through this delegation, IRI/NDI seek to demonstrate the international community’s continued interest in and support for credible, peaceful elections; provide an accurate and impartial assessment on the reform process to date; and offer timely suggestions to improve future electoral processes. The delegation was led by former Ambassador to Zimbabwe and U.S. Assistant Secretary of State for African Affairs, Ambassador Johnnie Carson; Regional Director for East and Southern Africa for NDI, Dickson Omondi; and Senior Technical Specialist for East and Southern Africa for IRI, Jessica Keegan. The delegation is grateful for the cooperation it received from all Zimbabweans with whom it interacted, including the Minister of Justice, Legal and Parliamentary Affairs, the Speaker of the National Assembly, political party leaders, government officials and leaders from civil society.

The delegation met with a variety of stakeholders to monitor and benchmark progress achieved since the 2018 electoral cycle. The assessment was guided by the Declaration of Principles for International Election Observation as well as regional and international standards for democracy, elections and good governance.

Notable efforts are now underway to address the longstanding deficiencies in Zimbabwe’s electoral framework, which merit further support and encouragement. At the same time, public trust in the country’s electoral institutions remains low due to the failure to address the political context within which elections are conducted and to open up democratic space. Reform must go beyond amending laws to changing behaviors and creating an environment whereby all citizens can equally participate in public life and elections. There is still the opportunity for meaningful reform. Zimbabweans can build on the nascent efforts of the past 12 months and expand them to include genuine changes in behavior and an improved political environment necessary for democratic space and credible elections.

Summary of Assessment

Legal Framework

The delegation acknowledges that the Ministry of Justice, Legal and Parliamentary Affairs as well as the Speaker of the National Assembly, the Zimbabwe Election Commission (ZEC), and the Ministry of Information and Broadcasting Services have taken steps to enact a comprehensive legislative reform agenda. The delegation commends the relevant institutions, parliamentary committees, and ministerial bodies for initiating legal reforms immediately following the seating of parliament.

The establishment of the Inter-ministerial Task Force chaired by the Minister of Justice, Legal and Parliamentary Affairs and the creation of a Committee for Political and Electoral Reforms at the cabinet level are two of the most significant actions to date. In order to ensure broad political consensus both ruling and opposition parties should fully participate in the reform effort at all stages. Further, citizen input is an essential component of a healthy democracy and is critical for sound legislative development, and the delegation urges the executive committees responsible for driving and enacting the reform agenda to routinely seek and include participation of civil society.

The parliament, acting upon the recommendations from numerous election observation missions dating back to 2000, has introduced legislation to repeal and replace the Public Order and Security Act (POSA) and the Access to Information and Protection of Privacy Act (AIPPA). Portions of these two laws were not in line with fundamental rights and freedoms enshrined in the Constitution and the Government of Zimbabwe has taken positive steps to repeal and replace the two restrictive laws.

The successor to POSA, the Maintenance of Peace and Order Bill (MOPO), is currently before Parliament and the Justice Committee for debate. Likewise, the government has proposed replacing the AIPAA law with three new pieces of legislation: the Freedom of Information (FOI) Bill, the Data Protection Bill, and the Zimbabwe Media Commission Bill. The FOI has been gazetted and public hearings are expected to take place. The government has also approved the Broadcasting Services Amendment Bill, aimed at balancing Zimbabwe’s government-dominated media environment.

The delegation is pleased that its recommendation to amend and align Zimbabwe’s legal framework with the 2013 Constitution is being addressed and the delegation is optimistic that with continued focus and collective input from all stakeholders the laws that form Zimbabwe’s electoral and democratic framework can be improved. However, the delegation has heard concerns that the legislative details outlined in a number of the draft bills fall short of alignment. Insufficient consultation with CSOs about the substance of the bills and opacity in the legislative process raise concerns that the legislation will do little more than its predecessor to protect fundamental freedoms enshrined in the Constitution. The delegation urges parliament to ensure a genuinely consultative process and that the proposed new laws provide the broadest protection of fundamental rights in the Constitution.

The delegation is also encouraged that the Speaker of the National Assembly has announced that electoral reforms would be prioritized. Although no bill has been brought forth yet, we urge parliament to move as expeditiously as possible to bring forward a comprehensive piece of legislation that enjoys broad support of the main political parties and the public.

Media Environment

Advancements to promote a more balanced and fair media environment in Zimbabwe including the recently gazetted FOI bill contain progressive provisions for the disclosure of information and designation of information officers. However, the delegation has heard that the Bill may not provide easy and affordable access to public information.

It is also noted that there has been no action on the part of the Broadcasting Association of Zimbabwe (BAZ) to issue community radio station licenses. Since enactment of the Broadcasting Services Act of 2001, not a single community radio station has been granted an operating license. Community radio stations provide an essential opportunity to transmit important information that citizens might not otherwise receive. The delegation urges enacting measures that foster a diverse media environment and that ensure equitable access to operating licenses.

Transparency and Public Engagement

A number of meetings and dialogues focused on reforms have taken place at the executive and parliamentary level. In December 2018, the National Assembly accepted and discussed a petition submitted by the Zimbabwe Elections Support Network (ZESN). ZESN also presented its recommendations to parliament in February which was then followed by ZEC hosting a multi-stakeholder conference. Both events signaled the beginnings of an inclusive reform process. The ZEC published its elections report, marking an effort to be transparent with the public about its successes and shortcomings. However, ZEC needs to do more to publicize its current and future plans to build greater public confidence in electoral institutions. The delegation expresses deep concern over the continued inadequacies in ZEC’s communication and public outreach efforts and recommends that the ZEC urgently adopt and implement an open and proactive communications strategy.

Leveling the Playing Field

Despite provisions in the Constitution explicitly forbidding traditional leaders from engaging in political affairs, unlawful involvement of traditional leaders persists. The conduct of some traditional leaders in by-elections, their perceived alignment with the incumbent political party, and impunity from the law, created an uneven playing field in the 2018 harmonized elections and the delegation continues to hear concerns regarding their undue influence on ordinary citizens.

As in the past, the delegation also continue to hear widespread reports of the distribution of government resources on a political basis. The delegation strongly recommends that effective mechanisms are introduced to ensure government resources do not serve partisan interests and that the constitutional provision prohibiting traditional leaders from engaging in partisan activities is enforced.  

Party Conduct

A desire by the different parties for dialogue to address the current social, political and economic shortcomings has been noted. The delegation encourages all political actors to rise above partisan interests and put the people of Zimbabwe first in order for the country to more effectively address its serious and ongoing economic problems.

The delegation received reports that the seven local government by-elections that have taken place since the 2018 harmonized elections were conducted in a peaceful and orderly manner. However, there were still concerns raised about vote buying and intimidation. The politicization of food aid, medical supplies and agricultural inputs continue to weaken electoral integrity.

Security Influence

The delegation heard multiple concerns about the role of the military in putting down public demonstrations and its expanding influence in government operations. Citizen groups expressed deep concern about the violence that transpired on January 14 in which the security forces reportedly used excessive force to breakup demonstrations of the Zimbabwe Congress of Trade Unions. It is reported that at least 17 civilians were killed, more than a dozen women were raped or sexually assaulted and up to 1,055 people were detained. The violent and politically motivated attacks on civilians and the sustained intimidation of pro-democracy activists, opposition party leaders and their supporters based on their political beliefs contravenes protections within the constitution. We urge the government to respect and protect the rights of citizens to peacefully assemble and to carry out lawful political activities. Opposition protestors should also carry out their activities in accordance to the law.

Insufficient government investigation and adjudication for the perpetrators of violence has undermined public confidence in the government’s willingness to take action against those who engaged in political violence. Though the Motlanthe Commission of Inquiry was a positive step, the failure of the government to take any public or visible action toward the perpetrators of the August 1 shootings reinforces a culture of impunity and overshadows any progress that has been achieved. The delegation strongly recommends that the government take urgent action to ensure that effective complaints mechanisms are established to provide justice for victims of violence.

Conclusion

The delegation heard reports of low levels of trust in government institutions due to insufficient public outreach and systematic intimidation of opposition and civil society activists. Mismanagement of public funds and poor governance marked by inflation, currency instability, and shortages of fuel, food and medicines were also issues that were brought to the attention of the delegation. These serious issues overshadowed many of the positive actions taken by the government since the 2018 harmonized elections.

While notable efforts have been made to repeal and replace restrictive laws and to a lesser extent engage stakeholders, the delegation encourages the government of Zimbabwe, the ZEC and the Executive to address the fundamental deficit in the democratic space. The delegation strongly urges the government to continue to advance security and legal reforms that guarantee citizens’ constitutional right to freedom of expression, freedom of association and peaceful assembly. Enacting and enforcing these reforms will improve Zimbabwe’s democratic capital and help to advance the country’s economic recovery.

Despite the shortcomings identified by the delegation, there is still opportunity for Zimbabwe to enact the requisite meaningful political reforms to move the country forward. We urge the government to move swiftly to implement the political and electoral changes that will strengthen public confidence in the government and advance Zimbabwe’s democratic standing.

The delegation hopes that the assessment and recommendations presented in this statement contribute to constructive dialogue on Zimbabwe’s reform efforts and serve as a meaningful contribution to body of recommendations offered by other organizations including those of domestic observers, the Southern African Development Community (SADC), the African Union (AU) and others.

ED’s Anti-Corruption Drive Riles Party Bigwigs

PRESIDENT Emmerson Mnangagwa’s anti-corruption crusade has widened rifts in Zanu PF with some bigwigs in the ruling party accusing him of dumping them despite playing key roles in his ascendency to power.

Mnangagwa has promised tough action on graft and Tourism minister Priscah Mupfumira was last Friday charged with corruption involving $95 million siphoned from State pension fund, National Social Security Authority (NSSA). She is the first senior government official to be interrogated by the Zimbabwe Anti-Corruption Commission (Zacc) under a new leadership which was appointed by Mnangagwa recently.

Mupfumira’s arrest by Zacc followed the release by Zanu PF youths of a list of senior party and government officials they alleged were corruption kingpins. The list, that included Mupfumira, had several names of party heavyweights such as Obert Mpofu, Joram Gumbo and Jacob Mudenda. The youths, believed to have the blessing of Mnangagwa, have threatened to release more names.

The naming and shaming of party bigwigs, the failure by Mnangagwa to defend them and the arrest of Mupfumira has sent shock waves in the party, with officials alleging that the President was using the crackdown on graft to get rid of potential sources of political trouble for him.

“This corruption thing is a new political battleground,” one top official said.

“The President thinks he will earn public support, but, in fact, by arresting some top people who put their political lives on the line for him, this is now dividing the party. Top officials are now unsure of what is happening in the party. They feel they will be targeted too.”

The source added: “Some officials are meeting to find the best way to respond to this. They believed that if ever the President was sincere about fighting corruption, he should start in his own backyard, including arresting his own children and cartel leaders around him. Anything short of that is political targeting.”

According to the officials, most top party members feel let down because they sacrificed their political lives to support Mnangagwa when he was hounded out of the party, government and country by former President Robert Mugabe.

“They are saying Mnangagwa only thinks about himself and his family and no one else. They feel Mnangagwa is poor at protecting those who sacrifice for him, something they felt Mugabe was good at,” the source said.

“The party bigwigs all have skeletons in their cupboards, but believe Mnangagwa himself is not clean from corruption and so are his children. They said he is sacrificing others for his political life. If he is serious about corruption, why doesn’t he start with those people directly linked to him who plundered command agriculture and fuel funds.”

The sources added there is a growing consensus among some Zanu PF top chefs that Mnangagwa was a “selfish” leader and the sooner he is shown the exit door, the safer they will be.

Their concerns validate claims by the MDC at the weekend that they were working with some Zanu PF legislators in a plot to impeach Mnangagwa.

Former minister and Zanu PF secretary for administration, Mpofu and Labour minister Sekai Nzenza yesterday dared Zacc to arrest them, claiming they were clean.

Mpofu described his accusers as lunatics and that he had nothing to hide.

“No one has phoned me or asked me, but I am ready for anything because I know I have not done anything wrong and it will be proven whatever needs to be proven. I have nothing to worry about. It is just wishful thinking by some lunatics,” he told NewsDay in a telephone interview.

Nzenza, who was at the weekend reported to have fled the country to avoid arrest, yesterday at a Press conference, said: “I have a job to deliver and will not listen to nonsensical weekend stories on social media.

“Ask those who are saying I am under investigation; for what? I have nothing to hide. They can go on and investigate me. I am not dwelling on nonsensical stories. I have a mandate to deliver to ensure that money entitled to NSSA is managed properly within best practice of governance,”

At the weekend, Information secretary Ndavaningi Mangwana denied that the corruption hunt was a political exercise.

Mama Sabina, Played Zimbabwean Are Now Suffering: Zhuwao

By Patrick Zhuwao| Dear Moms, Comrade SG. Since the November 2017 coup I have not been able to visit you and bring you flowers. So today as we commemorate nine years since your passing on, I am writing this letter to you instead. I am sorry to tell you that Zimbabweans who were the victims of “kuiitiswa” (being played) during the coup, are experiencing unprecedented levels of suffering and poverty. With violent crime spiralling out of control, there is real danger that the contagion of Zimbabwe’s economic and political meltdown will cause massive destabilisation within SADC.

As one of the political players who sought to manage ZANU PF’s leadership transition prior to the coup, I know that some actions that occurred should not have been allowed to occur, and that some of the things that should have been done were not done. It is so unfortunate that we find ourselves in this situation where several of our fellow comrades from ZANU PF are in exile and compatriots that are in the diaspora are fast losing hope of returning to Zimbabwe.

Unfortunately, dishonesty in tackling and articulating issues has become the norm with knavery prevailing in policy prescriptions to such an extent that hunger, disease and poverty are now endemic. The knaves in control of the country have collapsed infrastructure with electricity available only at the dead of night, everything in short supply, and unemployment rampant.

These knaves have brazenly stolen from the nation and all Zimbaweans under the guise of the infamous Command Agriculture Programme. It is shocking that of the US$3 billion that cannot be accounted for under the Command Agriculture, US$1.7 billion was taken within twenty days of the coup. These knaves have reversed the gains of the land reform programme and destroyed the agricultural sector with tobacco seed sales declining to 54% meaning that foreign currency inflows from tobacco will be severely curtailed next year.

Civil servants who worked loyally for government are being dismissed without due process. Those that have remained at work are extremely demoralised, can barely afford to look after their families, let alone come to work. Most civil servants have resorted to turning up for work only twice a week. Service delivery has ground to a halt with birth certificates and passports not being accessible.

This crisis which encompasses and transcends political, social and economic dimensions requires the attention and energy of all Zimbabweans irrespective of political persuasion and affiliation. It is critical that Zimbabweans work together to reconstruct and rebuild our country. We need to harness energy from all of our people to work towards saving Zimbabwe as we get our farmers to produce, resuscitate industry, reopen our mines, rescue the judiciary, restore the rule of law, and engage the international community.

As part of my contribution, I am embarking on this third series of articles, Zhuwao Transformation Brief (ZTB), which seeks to contribute towards resolving the crisis in Zimbabwe. ZTB will discuss individual-centred approaches that focus on how to effect real and practical national transformations within the context of Zimbabwe’s socio-economic and political realities.

The ZTB is built on two pillars the first of which unpacks how we were all played (kuitiswa) to extents that ordinarily sober minded people contributed to and were persuaded to endorse the November 2017 coup. The second pillar focusses on how to take the lessons of “kuitiswa” to effect real transformations to resolve the Zimbabwean crisis.

The transformation theme draws heavily on lessons from 2014 from which time most Zimbabweans and the world were subjected to massive manipulation by a small group of kleptomaniacs. The ZTB will interrogate how to build personal resilience and strengthen individual livelihood options in ways that have impact at national levels. It is time to take charge of our personal and national destinies to free ourselves from the shackles of those who wrongly think they have control and authority over us.

It must be recognised that there are certain enabling aspects that are important facilitators for personal transformation and development. By way of an example, two thirds of our people who are farmers need to be enabled and facilitated to produce. Such facilitation requires that our farmers be accorded with title deeds in order to unlock the inherent value that exists in the land.

Zanu PF Burns Over Mnangagwa’s Anti-Graft Drive

President Emmerson Mnangagwa’s anti-corruption crusade has widened rifts in Zanu PF with some bigwigs in the ruling party accusing him of dumping them despite playing key roles in his ascendancy to power.

Zanu Pf’s Rural Bakeries Come To Town, As Structures Are Erected At Party Headquarters

By Own Correspondent|  In a move aimed at empowering communities in the wake of bread shortages, the ruling ZANU PF has come up with a bakeries project in a development which has seen the party erect model bakeries at its headquarters in Harare.

The move follows the opening of another rudimentary bakery by ministers Sithembiso Nyoni and Prisca Mupfumira early last week in Makonde, only for the bakery to close 24 hours later.

However, citizens blasted Zanu Pf and its leadership for dragging Zimbabwe back to the stone age.

“Crippling Stay Away On The Cards”: ZCTU

By A Correspondent| Zimbabwe Congress of Trade Unions has said that it is preparing for a mass stay-away over the deteriorating economic crisis.

ZCTU President, Peter Mutasa, told News Day that preparations were already underway.

He said:

We have a general council resolution to call for a stay-away. However, the dates will be announced as soon as our organising teams have completed the mobilisation.

Mutasa added that the protests against the government which runs the state of affairs were motivated by the deteriorating living standards in the country.

He said:

The majority of Zimbabweans are suffering and wallowing in poverty. Workers and their families are starving. They are failing to pay rent, school fees and for other basic necessities.

Workers and their families are dying in homes because many cannot access medical care or buy prescribed drugs. Transport to and from work is a nightmare, and we face huge energy costs as a result of load shedding as we have to use more expensive alternatives.

Mutasa also said that the soaring inflation had eroded the salaries of workers, making it unsustainable to perform their contractual duties and responsibilities.

ZCTU and the MDC have been planning demonstrations over the state of affairs. The MDC, however, has said that the time is not yet right for that since the party is preoccupied with internal affairs.

In January this year, ZCTU initiated a stay-away which did not end well as it became violent. Some protestors looted and vandalised shops. In response, security personnel fired live ammunition at protestors, killing many.-Newsday

Singer and aspiring television personality Rachel J described as “great” the experience of working with Rockford “Roki” Josphat on the song Badaboom whose video drops tomorrow as an appetizer to her forthcoming album.

The song, that was co-written by Rachel J and Roki, was co-produced by Ian, and Roki with the video scenes being shot in South Africa.

In an interview with NewsDay Life &Style, the Mzansi based singer-cum-entrepreneur said the video would be launched both locally and in Mzansi.

“Working with Roki on the song Badaboom was so amazing. He is full of life and talent. It was a hilarious experience. There is more in store with Roki,” she said.

“The song Badaboom is all about love. It is an expression of how the heart beats when you think about your lover. It is unfortunate that Roki is not on the sassy classy sexy video as he was committed with other projects at the time of the shoot.”

“I wrote the song with love in mind. Everyone is entitled to love and one must not forget to love himself or herself. It is about sassy and fast-beat, hence can be a party song too”

On the video, Rachel J worked with vixens from South Africa and the lingerie is part of her upcoming fashion collection from her new label set to be launched soon.

“I am currently working on my upcoming album to be released soon. I have engaged some of the greatest artistes who I cannot publicise as of now for collaborations,” she said.

Away from the studio, the Makwikwi hit-maker has featured on many Billboards and fashion magazines.

“As an artiste, I am much inspired by societal settings. I love fashion and music,” she said.

Just Who Is This Marvellous Nakamba?

English Premier League side Aston Villa are confident of concluding Warriors midfielder Marvelous Nakamba’s transfer from Club Brugge today.

The 25-year-old is according to Sky Sports News, on his way to Birmingham to undergo a medical ahead of a £11 million move.

For the deal to be complete, Villa also need to secure a work permit for the Zimbabwe international, something which might not be as difficult considering Nakamba has been playing in Europe for a while.

The midfielder has earned rave reviews in Belgium with Club Brugge where he played alongside Villa new boys Bjorn Engels and Wesley Moraes.

Nakamba was born in Hwange and played for Highlanders developmental side where coaches of the senior side ignored him before joining Bantu Rovers and making his first team debut at 16.

The 25-year-old was snapped up by Nancy in 2012 and spent two years in France primarily playing for their second string.

A move to Vitesse Arnhem in 2014 provided Nakamba with his breakthrough and the midfielder made 67 Eredivisie appearances in three seasons at the GelreDome.

Nakamba was transferred to Club Brugge in 2017 and starred as they won the Belgian title in his first season.

Police Arrest 3 “Soldiers” For Murder

By A Correspondent| Police have arrested three soldiers for allegedly shooting and killing a 37-year-old member of the Zion Christian Church at a prayer site close to their camp in Beitbridge border town.

The area is located a few metres from the One Independence Barracks where army servicemen are stationed.

It is a route popular with smugglers and border jumpers entering or leaving the country via the Limpopo River.

The Officer Commanding Beitbridge district, Chief Superintendent Tichaona Nyongo, confirmed the incident which happened on Saturday at about 8PM.

“We have three suspects in custody who are assisting us with investigations. They will soon appear in court charged with murder,” he said.

The state media reported that the now deceased, Jevas Masvina of Stauze suburb (formerly Ma-two rooms), was among eight congregants from the Zion Christian Church headed for a night vigil on a mountain near the army base when tragedy struck.

It is reported that the soldiers had a confrontation with the congregants.

Sources close to investigations said Masvina was heading to church along with other church members when they disembarked from a vehicle which seemed to have been overwhelmed by a load of passengers.

“Along the way they came across three armed men who were wearing clothes resembling those of Zimbabwe National Army soldiers.

“The suspects (soldiers) then ordered Masvina and his colleagues to surrender and lie down, but instead the congregants picked stones and charged at the armed men suspecting them to be armed robbers.

“The suspected soldiers then fired two shots and unfortunately Masvina was shot on the left rib cage and died on the scene.

“Realising that they had killed the man, the trio vanished into darkness and the matter was in turn reported to the police,” said an official close to the case.-StateMedia

Fresh Round Of Mass Price Increases As Mthuli Prepares Mid Term Budget, (Talk Of A Really Troubled Man).

Zimbabwe’s economy is experiencing a series of price shocks as untamed market liberalisation takes effect. Prices of goods and service have been on a spiral since October 2018, when the process to disband the multi-currency began.

In subsequent months, rationale consumers have reacted to latest policy measures and the direction prices has taken has remained one sided, that is northwards.

Policy makers are really stunned at the moment despite posturing confidence as most of their predictions have been proved wrong.

A survey done by Equity Axis on the 29th of July across a number of mainstream retail shops shows the prices of most goods have moved by between 20% and 45% over the last 2 weeks alone.

Basics such as meat, eggs, sugar and vegetables have all gone up over the period, while basics such as bread are in short supply. Food carries the most weight on the CPI basket at 30.3%. The CPI is a calculation of inflation and officially computed ZIMSTAT.

The latest round of price increases comes on the heels of fuel price increases a week ago. The average cost of fuel increased by 23% barely 2 weeks after another increase, early in July.

Although fuel carries less weight on the CPI, the fact that it is a key factor of production means its ripple effect is severe. A minor movement in the price of fuel changes the operating cost structure of most industries and this consequently feeds to price increases as players pass on the cost to the consumer.

At the time the government reintroduced the Zimdollar in June, the initial reaction was that of a retreat in the parallel exchange rate as players panicked over the new measure. The decline was further buttressed by the expectation of improved flows on the interbank, which would naturally help stabilise the exchange rate.

The interbank rate initially realised improved flows and a quickening of the rate by over 100%, but the buying pressure has not yet subsided. RBZ reports that flows transacted to date are now above $700 million. This favourable stastic has not helped either as demand remains high. government is accused of placing its hand in the cookie jar to support some hanging subsidies and influence the market, thus deterring normal market forces and equilibration.

While the mechanics of the market remain elusive to the ordinary man, the implication of a morbid interbank have been visibly that of pushing the exchange rate further southwards.

Given the relaxation of SI122 in 2018, which banned importation of several goods in a bid to protect local industry, the economy has returned to a highly import dependant one, thus suscepting it to vagaries of the exchange rate.

The exchange rate is however a function of macroeconomic fundamentals which has been a subject of debate over a very long time as Zimbabwe pursued command policies which veiled the true state of the economy.

The unravelling situation since the promulgation of S1142 of 2019, has exposed the fundamental weaknesses prevalent in the economy.

The economy is proving not as strong as the government desperately wants the people to believe, it is now beyond confidence deficit but structurally defunct. Fundamentally the economy remains weak with low forex, weak demand, rising inflation and weakening production.

Cash Demanding Filling Stations Accused Of Sending The Cash To The Black Market

EDITOR — Everyone is aware of the challenges the country has in terms of accessing cash. We have challenges in accessing basic things like cash, and power but now many uncouth business people are capitalising on this crisis.  At most fuel stations, fuel attendants are refusing electronic money in favour of hard cash. What is mind boggling is that everyone is aware of the situation with regards to cash but they are just making it hard for motorists.

Getting cash is difficult these days and those who have the cash usually charge premiums. The government sadly is aware of this and is taking no action to rectify this situation. Just this past week the Puma Service Station  along Willowvale in Highfield was doing this.
Despite having POS machines, the fuel attendants were saying that they don’t take virtually money.

It is quite unfortunate because they were even refusing to take coins. We wonder if this money is banked or supplied to the black market. 
Disappointed.

The United States Embassy in Harare has blasted the Permanent Secretary in the Ministry of Information, Nick Mangwana over his unfounded claims on censorship laws in the United States.

Trying to justify the government arrest of four prominent artists at the weekend over a film production, Mangwana inferred that government was justified in the purge as the USA would have done the same.

The United States embassy disclaimed Mangwana’s sentiments in a counter Tweet.

Does Bona Mugabe’s Censorship Board Still Exist?

Opinion By Nick Ncube|last time the nation heard of a Censorship board was when Ignatius Chombo was the Minister of Home Affairs.

Then Home Affairs Minister Ignatius Chombo announced a new Board of Censors that was to face the colossal task of regulating public entertainment in the digital age. The appointment of the board was in terms of the Censorship and Entertainment Control Act Chapter 10: 4. The board was very colourful if not controversial and included Former Cabinet minister, educationist and historian Cde Aeneas Chigwedere who was to chair the board and would be deputised by Mrs Konzani Ncube the Provincial Administrator of Bulawayo Metropolitan province.

Other members were set to include Police Senior Assistant Commissioner Charity Charamba, former President Mugabe’s daughter Mrs Bona Chikore, Mrs Runyararo Magadzire, Chief Nyamukoho Samson Katsande, Mr Regis Chikowore, Mr Shingai Rukwata Ndoro, Mr Chenjerai Daitai, Mr Tungamirai Muganhiri and Catholic priest Father Fidelis Mukonori.

The board was tasked with playing a critical role in controlling and regulating the media and film industry and examining any article or public entertainment submitted to it.

On announcing the board , then Minister Chombo told journalists after the announcement that the board, which would serve for five years instead of the previous three, had been entrusted with safeguarding people’s rights and trust. The nation last heard of the board during the announcement and there hasn’t been any word or action since then. The nation’s moral fibre is decaying and the entertainment world is surely losing the sense of Ubuntu and one wonders whether we still have a Censorship board in Zimbabwe.

Obscenities in Zimdancehall

The Zimdancehall genre is a worrying genre that has lost all respect for our cultural values and persona as Zimbabweans. The misogyny and berating of women is embarrassing for an educated nation like ours. Women are reduced to mere sex objects in most Zimdancehall songs , music is no longer about love it is about sex , lust and being a macho man.

The boys and girls in the Zimdancehall genre have found ways of smuggling dirty lyrics onto day time radio. We have seen the upsurge of raunchy lyrics such as Jah Signal’s Stonyeni. Loosely translated Stonyeni means sex or at most a woman’s private parts. Boom Beto sang about kudonhedza musika which basically is a song about a woman’s behind. These songs are being played on day time radio.

The Zimhiphop genre has also decided not to be outdone and they are coming up with hideous lyrics of all sorts and manner which are making their way to radio stations and thoroughly enjoying airplay. Zimbabwean prolific rapper Stunner pulled a shocker on us when he released a track titled Hure rekure , these are obscene songs which berate our women and should be banned completely.

Radio Self Censorship

Zimbabwe’s media reforms have seen the introduction of private radio stations, these private radio stations unlike the state owned media have relaxed regulations around them. There is a strong need for these radio stations , Star FM , ZiFM and all their subsidiaries and other private players to practice self regulation and voluntary censorship for the good of the nation. Our moral fibre as a people is of paramount importance and it begins with what we expose our children to in the entertainment sector.

The print media has a Voluntary Media Council of Zimbabwe and maybe radio stations operating in Zimbabwe need a similar platform. Peer monitoring and regulation works and this was proven by the Tafadzwa Musarara lead Grain Millers Association of Zimbabwe who embarked on a self regulation exercise which saw the price of grain products stabilising.

All station executives , presenters and broadcasters need to carry out a bit of self introspection and ensure that they are playing a positive role towards building a better Zimbabwe.

The Ndebele language has suffered various forms of abuse on some of these radio stations and even music lyrics. Words are improperly pronounced , the Ndebele are mocked in several ways and it’s okay for that to be on radio ? Certainly not !!!

There is a very derogatory track by a Zimdancehall artist titled Umdala wethu . This track makes a starkmockery of the Ndebele language and its people. It’s a shame that it takes its name from Father Zimbabwe Joshua NKOMO who was popularly known as Umdala wethu.

While the constitution of Zimbabwe provides for freedom of expression and artistic expression those freedoms should not disrespect the language and culture of others.

 Thee same Constitution through the Act of Parliament empowers the Board of Censors to ensure that these freedoms are reasonably limited so that they do not infringe on other people’s rights.

In today’s environment where there is heightened scrutiny by members of the public, Internet and social media use, the censorship board might be faced by many challenges in administering the Act that empowers them, there is need for Cyber regulatory acts to also empower the Board of Censors.

Radio presenters are also dishing out fictitious facts and churning out poison of dangerous proportions on day time radio. What are they teaching our kids ? What type of society do they hope to build ? Is this the modern way of doing things ? Is this the media reform and freedom we have been advocating for ? It is now risky if not dangerous to listen to some radio stations with respectable people near or around you.

Ministry of Home Affairs and Ministry of Information please intervene

While media reform is of paramount importance, we need to ensure that we have good reforms and not dangerous reforms. We still have a society to build and societal norms to uphold. We have children that still need to be raised in good , clean and sane environments. Our broadcasters are poisoning our children with all the misogyny, sexual predator type of lyrics and everything that is deemed morally wrong.The ministry of Information doesn’t seem bothered by the conduct of presenters , music selectors and artists while on national radio. The ministry of Home Affairs who are the custodians of the Censors board is no where to be seen or found. Who then shall we turn to ? We need mature , family friendly broadcasts during day time radio.

I would like to openly challenge Ministry of  Information Permanent Secretary Nick Mangwana to take up the issue with his counterpart in the ministry of Home Affairs and do something to save our society and the little that is left of our moral fibre.

That Umdala wethu song is an insult to the Ndebele language and Ndebele people it needs to be banned and taken off the airwaves.

Penny Penny’s Son Commits Suicide At Train Station

The son of the legendary Tsonga disco pioneer Giyani “Penny Penny” Kulani has reportedly committed suicide after apparently telling his mother about his suicidal thoughts several times.

The 23-year-old Nicholas reportedly disappeared after telling his grandfather that he was coming back before committing suicide on Thursday afternoon at Soshanguve train station, north of Pretoria.

The son of the legendary star made a short appearance on his father’s reality show Papa Penny Ahee. He lived with his grandparents in Soshanguve.

According to Celeb Gossip, Penny Penny said the family is still shocked and haven’t come to terms with the son’s death.

“He woke up in the morning and he was very good. So around 3pm after taking a bath he just told the grandfather that he’s coming back [after going out]. At around 10pm, we received a call that he had not returned home. We tried calling him but his phone went onto voicemail. We tried calling his friends and they didn’t know where he was. That’s when we started to suspect something was wrong,” Penny said.

“Around 11pm, the grandfather was looking through his room and found a letter with the message that ‘I’m going to kill myself at Soshanguve train station’. That’s when the grandparents called the police and they were told that it [suicide] happened around 4pm. I drove there [from Limpopo] the same night. We went to check and found that it was indeed him. Apparently, people tried to stop him.”

He said the family didn’t think that Nicholas would do what he did.

“I don’t know what his problem was. He used to tell his mother sometimes that ‘I’m going to kill myself’. During the day on Thursday, he sent his mother a picture with the peace sign. The mother didn’t think much of it,” Penny added.

Nicholas’ funeral will be in Soshanguve on Saturday.

Police spokesperson Cpt Stephen Maluleka said they did not have “an inquest case opened of that nature at Rietgat police station for the past week”.

Shock As School Raises Fees To $35 000 Per Term

Learners at Riverton Academy

An elite private school in Masvingo has shocked the country after it hiked its school fees for the 3rd of 2019, to ZWL$35 000 per term.

In a letter to parents, Riverton Academy said that the move had been necessitated by the introduction of Statutory Instrument 142 of 2019, which abolished the multicurrency system and established the Zimbabwe Dollar as the sole legal tender.

The letter to parents reads:

ZACC Missing Dockets Found

Zimbabwe Anti Corruption Commissioner Thandiwe Thando Mlobane said the ZACC files that were reported to be missing have been returned.

She was speaking during an interview with Star FM on Monday.

On Sunday ZACC chair Justice Loice Matanda-Moyo was quoted by The Sunday Mail saying  some dockets were missing.

“I received reports of former commissioners who took dockets and have not returned them. I have tasked the investigations department to compile the list of all dockets that are missing.

“However, I am yet to receive the information from the department. I assure the nation that once the information is received the perpetrators will be brought to book,” said Justice Matanda-Moyo.

Perence Shiri Hauled To Court Over Maize Purchase Directive

A PHILANTHROPIST and a farmer have hauled Lands, Agriculture, Water, Climate and Rural Resettlement Minister Hon. Perrance Shiri and the Grain Marketing Board (GMB) to court challenging the restrictive measures banning the sale of maize grain in the country and giving the state-run Grain Marketing Board (GMB) a monopoly over trade in the commodity.

In an application filed in the High Court recently, Hon. Allan Markham, a philanthropist and Clever Rambanapasi, a farmer, argued that Statutory Instrument 145 of 2019 Grain Marketing (Control of Sale of Maize) Regulations, 2019, which was recently gazetted by government had made GMB the sole trader of maize in the country and made it illegal for people to trade in maize among themselves and banned the transportation of more than five bags of maize grain except in situations where one is delivering to the state-run body.

The regulations also empowered Zimbabwe Republic Police officers to seize maize grain suspected of being moved without authority and compliance with the law.

But through their lawyer Tendai Biti of Zimbabwe Lawyers for Human Rights, Hon. Markham, who is a philanthropist who buys and sells maize in communities to support many charities and Rambanapasi, a farmer based in Murewa in Mashonaland East province, protested that through the regulations, Hon. Shiri had set up a monopoly and a dangerous one which bars anyone who trades in grain whether he or she is a buyer or seller to only do so through the GMB and at a fixed price.

Hon. Markham and Rambanapasi charged that the consequences and effect of the restrictive regulations and of declaring a product a controlled one is drastic as it affects the contractual right of farmers and traders of buying grain from any party or individual and has a serious effect on livelihoods especially in rural communities where communal farmers produce subsistence maize.

Rambanapasi, who runs a small piggery project in Murewa, argued that maize is an essential ingredient in pig production and he buys the grain from rural communities in various villages to feed his pigs while Hon. Markham, who as a philanthropist supports some charities in the country, said he buys maize from communal farmers, which he uses to feed vulnerable communities in high density suburbs.

The duo said the regulations had affected people who engage in barter trade in communities and had also affected the freedom to contract and freedom to trade as professional millers, retailers and other organisations and individuals, who previously had the right to buy maize everywhere could no longer do so except from GMB.

Hon. Markham, who is also the legislator for Harare North constituency and is an entrepreneur with extensive interest in the agriculture sector and Rambanapasi said the restrictive regulations has an effect on due process rights protected under Section 56 of the Constitution of Zimbabwe of which both procedural and substantive due process requires that one has notice, and one has choices and opportunities, which have been taken away by Statutory Instrument 145 of 2019 Grain Marketing (Control of Sale of Maize) Regulations, 2019.

The regulations on grain, Hon. Markham and Rambanapasi said, has the effect of depriving one of his property and appropriating the same to the GMB at a price that is already fixed and does not make economic sense.

Hon. Markham and Rambanapasi want Statutory Instrument 145 of 2019 Grain Marketing (Control of Sale of Maize) Regulations, 2019 to be declared as ultra vires the Constitution in particular Section 56, 58, 64 and 71 of the Constitution.

The philanthropist and farmer also want Part V and Part VI of the Grain Marketing Board Act particularly Section 29, 33,34,35 to be declared ultra vires Section 56, 58, 64 and 71 of the Constitution.

Four Prominent Artists Arrested In Fresh Censorship Blitz

The four artists arrested in Harare over the weekend.

ZIMBABWE Republic Police (ZRP) officers have charged four prominent artists with contravening the draconian Censorship and Entertainments Control Act after they allegedly exhibited an unsanctioned film.

ZRP officers charged Daves Guzha, the Director of Rooftop Promotions, Peter Churu, the Manager of Theatre in the Park Tendai Humbasha Maduwa, a film producer and Kudakwashe Brian Bwititi, a film script writer with contravening section 9(1)(a) of the Censorship and Entertainments Control Act.

Prosecutor Sebastian Mutizira alleged that Guzha, Churu, Maduwa and Bwititi publicly exhibited and launched a film titled “The Lord of Kush” at Theatre in the Park in Harare on Saturday 27 July, which had not been approved by the Board of Censors.

Mutizira charged that the quartet launched the film, which has some undesirable contents as they depicted the abduction of a child of a Zimbabwean Ambassador to Pakistan by some unnamed religious group without first applying to the Censorship and Entertainments Control Unit.

The prosecutor said if launched and shown to the world, the film would invoke conflicts among religious groups.

Guzha, Churu, Maduwa and Bwititi, who were represented by Tinomuda Shoko and Moses Nkomo of Zimbabwe Lawyers for Human Rights, were each granted bail amounting to ZWL$200 by Harare Magistrate Barbra Mateko, who remanded them out of custody to Thursday.

In court, the artists’ lawyers raised complaints several complaints against ZRP officers whom they accused of apprehending them without informing them of the reasons of their arrest and were also detained from Saturday evening to early Sunday morning for several hours without any charges being preferred against them.

Guzha, Churu, Maduwa and Bwititi were only charged with the offence of contravening section 9(1)(a) of the Censorship and Entertainments Control Act on Sunday around 9:am, when they returned to Harare Central Police Station and upon the arrival of their lawyers.

Industries Demand Govt To Increase Electricity Tariffs

The private sector has said it is ready to pay a cost reflective power tariff of up to US$0,14 per kilowatt-hour to guarantee constant supply of electricity in the country.

Zimbabwe National Chamber of Commerce (ZNCC) chairperson Mike Kamungeremu, revealed this at a breakfast meeting held in the capital yesterday.

This development comes on the back of similar calls by the industry at the recently ended Confederation of Zimbabwe Industries (CZI) 2019 Conference that also requested a power tariff hike as part of strategies to address power crisis the country faces.

This comes at a time when a kilowatt-hour is costing ZWL$9,68 cents an equivalent of US$.01 a scenario that has caused the state entity to operate at a gross loss.

Mr Kamungeremu indicated that running business on generators was highly unsustainable and emphasised the private sector could do all things necessary to normalise power supply.

He bemoaned instances where the power utility (Zesa) was importing electricity at higher prices only to be consumed at a lower price locally.

“Industry is okay with tariff increase even US$0,14 per kilowatt-hour, we need it because we need constant supply of power. Our expectation is if tariff goes up we have guaranteed supply of power.

“We have come to this position because what we cannot afford is to continue operating on generators, we need electricity, it remains the cheapest form of power, so what I can tell is that even if the tariff is increased it will still be way cheaper than operating on generators.

“We cannot continue operating on generators like indicated. If you run your business using your generators, you will be using US$0.30-40 per kilowatt-hour.

“There are some businesses right now which run very big plants, they cannot use generators or solar — for those they need power and for that to happen the tariff must go up.

“At the moment electricity is costing ZWL$0.0968 per kilowatt-hour which translate to about a cent in US dollar terms, yet the same power is being imported at US$0,04, the cheapest, and up to US$0,12 per kilowatt-hour and as business we know ZESA cannot sustain such,” said Mr Kamungeremu.

Deputy Minister of Energy and Power Development Magna Mudyiwa, said Government was seriously concerned with the current electricity pricing structure, which has been rendered ineffective by recent policy measures.

She lamented commercial farm owners and industry’s reluctance when it comes to electricity bill settlements.

“The Ministry is seeking an interim bridging funding package to rescue Zesa from liquidity while a tariff review is being considered. It is of concern that our tariff has gone below 1c per kilowatt-hour. I therefore encourage the industry and private sector to consider paying cost reflective tariffs. Profits are good but for the utility to remain operational, it has to service its debts, procure resources and maintain equipment.

“I dream of a day that industry and commercial farms pay upfront for electricity they use. Prepayment will assist Zesa to recover the current debt and avoid it altogether in the future,” said Mrs Mudyiwa.

Cabinet has approved an arrangement where ZETDC can ring-fence large-scale power consumers that generate foreign currency so that it may assist ZETDC to import power for use locally. Industry is encouraged to work with Zesa in this endeavour.

UNDER pressure MDC Alliance leader Mr Nelson Chamisa has thrown Bulawayo Deputy Mayor Tinashe Kambarami under the bus, describing his attempt to suspend Town Clerk Mr Christopher Dube as unprocedural.

The party was thrown into panic after Bulawayo residents, reacting to the Town Clerk fiasco, called on the Government to dissolve the BCC and replace it with a Commission, developments interpreted as a rejection of the MDC Alliance.

In an interview with local media on Sunday, Mr Chamisa said the decision by Clr Kambarami to suspend Mr Dube was done without consultation and blessings of other councillors.

“We didn’t like the way there was that exchange between the Deputy Mayor and the Town Clerk; that is totally unacceptable, it was not called for,” said Mr Chamisa.

“In any event all the things are supposed to be done by way of consultation, by caucus, it has to be informed by our broad trust in the local authorities and all those tenets were violated and this is why we need remedial action or correction to make sure that things are done according to plan,” said Mr Chamisa.

“If there is corruption it has to be investigated, but with the full knowledge of those who are in council, the Mayor as the head. I wouldn’t want a situation where the left hand does not know what the right hand is doing.”

On July 11, Clr Kambarami and Ward 4 councillor Silas Chigora violently ejected Mr Dube from his office after he refused to take a letter “suspending” him from duty.

Clr Kambarami, who was the acting Mayor in the absence of Clr Solomon Mguni who was in South Africa, accompanied by Clr Chigora, recorded the proceedings as they shoved Mr Dube out of his office at the City Hall after he told them that their actions neither had substance nor legal basis.

They then called for backup in the form of councillors Tawanda Ruzive, Arnold Batirai and Felix Mhaka before Mr Dube left the office which they proceeded to lock and insert a key blocker.

Clr Mguni reinstated Mr Dube, but his office was not immediately accessible as Clr Kambarami was still holding onto the keys.

A special full council meeting was held last Monday to ratify the reinstatement of the Town Clerk.

Mr Chamisa held a crisis meeting with Bulawayo councillors and Members of Parliament on Saturday where he reportedly berated Clr Kambarami and his crew.

Sources who attended the meeting held at a city hotel said Mr Chamisa lashed out at Bulawayo councillors for being immature and an embarrassment to the party, amid claims he is contemplating wielding the axe on some of them.

“He expressed displeasure with what happened in Bulawayo saying it was embarrassing for the party and should not happen again. He said if there were any investigations against the Town Clerk, they should have been done procedurally. He attacked the councillors for being immature and trying to use their positions to enrich themselves. He backed the Mayor for reinstating the Town Clerk stating that he did a noble job,” said the source.

“Chamisa also took a swipe at Deputy Mayor Kambarami saying he should not assume that he has Mayoral powers. He said he knew that Kambarami was ambitious and wanted to be the city’s Mayor but the party also had to carefully manage regional politics.”

The source also revealed that in the meeting, it was also revealed that Clr Kambarami was getting his orders from some MDC Alliance executive members in Harare.

“Some members who are in the national structures of local governance are trying to control councils by giving directives on which companies to award tenders. They have done so with other councils where the party is in charge and wanted to do the same here in Bulawayo.

“They even forwarded names of certain companies that they said should be prioritised in the awarding of tenders,” added the source.

“In Bulawayo they wanted to work with Kambarami who seemed favourable to their idea. But most of the councillors came out terrified following the meeting with Chamisa as he was told the brutal truth that party members in the province were trying to sanitise.”

The source said to show that the stakeholders meeting was not even genuine, it did not include the biggest residents associations — Bulawayo Progressive Residents Association and Bulawayo United Residents Association but was dominated by party affiliate organisations who did not even raise pertinent issues regarding developments in Bulawayo.

MDC Alliance Bulawayo spokesperson Mr Swithern Chirowodza said after the closed door meeting between Mr Chamisa, MPs and the councillors, the city fathers seemed very distraught.

“What I saw after the meeting with the councillors and MPs, is that the councillors were sad. That is all I can say at the moment. It looks like the president is going to wield the axe on some councillors. They were sad,” said Mr Chirowodza.

Clrs Mguni and his deputy Kambarami could not be reached for comment as they were not answering their phones yesterday.

Heads To Roll As Harare Engages A.G Mildred Chiri On Forensic Audit

State Media|CITY of Harare is set to conduct a forensic audit to probe council operations into land sales, market operations and employees’ skills from 2016 to date, Mayor Herbert Gomba has said.

Addressing a Press conference yesterday at Town House, Clr Gomba said the core purpose of the audit was to identify areas and how service delivery was affected and determine the way forward.

“I have called this Press conference to announce that my council is setting up a forensic audit into council operations from 2016 to 2019 on procurement of goods and services and other council operations,” he said.

The mayor also said the city is going to engage the services of the Auditor-General Mrs Mildred Chiri.

“My council is going to engage the services of the Auditor-General to establish gaps and enhance service delivery.

“The findings of the audit will help us chart the way forward while helping us to do away with practices and individuals that stand in the way of progress and ensure that we put in place robust systems that strengthen our service delivery mandate”, said Clr Gomba.

Shortage Of ARVs Hits Bulawayo

SOME people living with HIV in Bulawayo are failing to access antiretroviral (ARV) drugs due to shortages in the city blamed on distribution inefficiencies as Government says the country has adequate supplies.


The ARVs shortage in Bulawayo has led to those on Line Two regimen — a stronger and expensive version of ARVs — to be sent back home as there are no stocks for the medication.


Those who find some regimens in stock are getting a week’s supply of the life saving medication instead of the usual three months’ supply.


In an interview, a local HIV activist, Mr Dumisani Nkomo, said he is on Line Two and was one of the affected people.


“At first we thought it was an error but it is now evident that we no longer have enough ARVs for HIV positive members of the public. I for one am on Line 2 but during my last visit, I was told that I had to take something else while waiting for supplies which means we may easily default to Line 3,” said Mr Nkomo.


“We feel like someone is gambling with our lives and it is important that whosoever is responsible is aware that most HIV positive people did not apply for this but were victims of abuse, infidelity and many other reasons.”


He said it was important for Government to ensure there are always enough supplies so that people do not relapse.State media

BELGIAN coach Jean-Francois Losciuto has emerged as a leading candidate to be appointed substantive Warriors head coach.


The Warriors coaching job remains vacant after the departure of the country’s most successful gaffer, Sunday Chidzambwa, who resigned last week.


Rahman Gumbo is the stand-in Warriors coach.
Losciuto has a lot of international football experience on the African terrain, having assisted Sunday Oliseh in the Nigerian set-up from 2015 to 2016.


The former head coach of South African side Black Leopards has also coached in Egypt, Togo, Rwanda, Burkina Faso and his native Belgium.
Zifa seems to have been charmed by the Curriculum Vitae of the 47-year-old tactician, after they tentatively agreed to settle for a foreign coach during their Friday’s executive meeting.

Soldiers Shoot Zion Christian Church Congregant


POLICE have arrested three soldiers for allegedly shooting and killing a 37-year-old member of the Zion Christian Church during a confrontation near the Government-run Reception and Support Centre for Migrants in Beitbridge.


The area is located a few metres from the One Independence Barracks where army servicemen are stationed.


It is a route popular with smugglers and border jumpers entering or leaving the country via the Limpopo River.


The Officer Commanding Beitbridge district, Chief Superintendent Tichaona Nyongo, confirmed the incident which happened on Saturday at about 8PM.


“We have three suspects in custody who are assisting us with investigations. They will soon appear in court charged with murder,” he said.


The Chronicle understands that the now deceased, Jevas Masvina of Stauze suburb (formerly Ma-two rooms), was among eight congregants from the Zion Christian Church headed for a night vigil on a mountain near the army base when tragedy struck.


It is reported that the soldiers had a confrontation with the congregants.
Sources close to investigations said Masvina was heading to church along with other church members when they disembarked from a vehicle which seemed to have been overwhelmed by a load of passengers.


“Along the way they came across three armed men who were wearing clothes resembling those of Zimbabwe National Army soldiers.


“The suspects (soldiers) then ordered Masvina and his colleagues to surrender and lie down, but instead the congregants picked stones and charged at the armed men suspecting them to be armed robbers.


“The suspected soldiers then fired two shots and unfortunately Masvina was shot on the left rib cage and died on the scene.


“Realising that they had killed the man, the trio vanished into darkness and the matter was in turn reported to the police,” said an official close to the case.State media

Is Gumbo The Right Man To Guide Warriors?

ZIMBABWE’S Warriors were too powerful for hosts Mauritius when they hammered the Indian Ocean Islanders in the first leg of the Africa Nations Championships qualifier at the Auguste Vollaire Stadium in Flacq yesterday.


The strength of the Mauritius team could not be immediately established after they also fielded a football team in the Indian Ocean Islands Games which reached the final against Reunion on Sunday.


That match ended 1-1 with Reunion goalkeeper Mathieu Pelops saving all five penalties in the shootout which his team won 1-0.


The Warriors, who are hunting for a record fifth appearance at the tournament to be hosted by Cameroon next year, got off to a strong start courtesy of goals by Nqobizitha Masuku, Never Tigere and a brace by Leeroy Mavhunga.


The Warriors went ahead after 19 minutes after Tigere’s shot went in via a deflection from teammate Nqobizitha Masuku.


Mavhunga ensured the Zimbabweans had a healthy lead going to the breather with his 44th minute strike.
Tigere scored midway through the second half before Mavhunga sealed the win with another late goal in the 87th minute, his third for his country in the last two games.

MIGHTY Warriors coach, Sithetheliwe “Kwinji 15” Sibanda, is bullish the senior women’s national football team will do well at this year’s COSAFA Women Championships.


The regional tournament begins tomorrow in Port Elizabeth, South Africa, with an opening match between Zimbabwe and Angola at Nelson Mandela Bay.


The senior team and the Young Mighty Warriors left yesterday for South Africa.


“We want to do better than we did last year. A lot of development is going on in women’s football and you can see that we are no longer experiencing high scores like before meaning there are no longer any small teams.


“So, we have to apply our tactics well, starting with the match against Angola on Wednesday.


“The training sessions that we had, the players showed great response. They looked sharp. I am sure we will compete well,” said Sibanda.

Farai Dziva|An opposition MP has hinted that Emmerson Mnangagwa “can be impeached.”

Addressing a rally in Epworth Constituency, MP Ethrage Kureva said:

“Among the processes we will be using to oust Mnangagwa out of office for his failure to deal with economic problems, which have seen the country go 18 hours without electricity daily, is impeachment and we are working with those in Zanu PF to ensure it’s successful.”

“The impeachment strategy is also on the table and Zanu PF legislators are willing to come on board.

They are also unhappy with the government and sad economic state of affairs.

So as the MDC, we are looking to use the factions in the party to bring pressure on his doorstep,” an MDC official told NewsdayNewsDay.

ZEC Pushes For Delimitation Of Constitutiencies

The Zimbabwe Electoral Commission (ZEC) has called on Parliament to consider urgently de-linking constituency delimitation from the National Census to accommodate changes in settlement patterns in the 2023 elections.


ZEC’s appeal comes at a time when Zimbabwe is targeting to complete the electoral law reform process before the lapse of the First Session of the Ninth Parliament as the country lays the foundation for the 2023 harmonised elections.


ZEC chairperson Justice Priscilla Chigumba told a stakeholders’ conference in Kadoma over the weekend that there have been several changes in settlement patterns since the last delimitation.


“The last delimitation exercise was done in 2008, since then several changes have taken place in our law and in settlement patterns. The 2013 Constitution linked delimitation to the National Census and also there has been rapid urban expansion which may affect existing boundaries,” she said.


“Several communities were displaced by natural disasters and developments and the result of all these changes is that some villages or wards no longer exist, for example in Mwenezi where people were displaced by the Tokwe-Mukosi dam or Chipinge where people were displaced by the cyclone. We also have areas where whole new locations have sprouted, for example in Harare South.


She added: “We also have a situation where some locations are ordinarily seen as belonging to Harare, but are in fact in other provinces, for example Mt Pleasant Heights which is in Mazowe District. All these point to the need for delimitation.State media

Auxillia Mnangagwa Leads National Dress Code Consultations

ZIMBABWE is on course to adopt a national dress with First Lady Auxillia Mnangagwa having started preparatory meetings and consultations countrywide.


Barely three months after hosting a successful inaugural food and cultural festival, the First Lady started consultations on the national dress in Harare yesterday with various stakeholders airing their views.


A national dress expresses an identity, which is usually associated with a geographic area or a period of time in history. Such costumes often come in two forms: one for everyday occasions, the other for traditional festivals and formal wear.


The search for the national dress started in 2005, but did not yield any results, prompting Amai Mnangagwa to take it upon herself to ensure the programme succeeds.


Speaking at an all stakeholders’ preparatory meeting at the Harare International Conference Centre (HICC), the First Lady said the national dress should reflect a lot more on the country’s traditions, history, national heritage and aspirations.


“What brings us together today is a subject of great national importance which should have been concluded over the past 39 years of our independence,” she said.


“As the mother of the nation, I am convinced that all Zimbabweans regardless of colour, creed, sex, age or location will be willing and keen to contribute to this national project involving my full participation.


“The dress should reflect a lot more on our traditions, history, national heritage and aspirations. It should also be appropriate on social and religious gatherings.


“It should give us our national identity that conveys a message that I am Zimbabwean without even saying a word.”State media
