Former Finance Deputy Minister Going To Prison For Failing To Settle Debt.

Own Correspondent|Zimbabwe’s former deputy minister of finance, Terrence Mukupe, is facing jail over a $24,237 debt after Quality Insurance Company approached the high court seeking an order to have him caged.

Mukupe is yet to respond after the insurance company issued the summons for civil imprisonment against him at the High Court in Harare, NewsDay reported on Thursday. The debt was incurred in 2012

Quality Insurance asserts that the former minister is required to pay the claimed sum by virtue of a judgement against him in 2017, adding that he was also ordered to pay charges relating to the judgement. Should he renege he will be forced to appear before a judge to explain further as to why he shouldn’t be imprisoned.

Mukupe was further advised to bring evidence supporting his financial position in regard to evidence of income as well as expenses and liabilities.‌

Last year Trust Bank applied for him to be imprisoned over a $32,593 debt. The bank alleges Mukupe defied a 2013 court order from High Court judge Justice Loice Matanda-Moyo compelling him to clear his debt.

Minister Speaking From An Uninformed Position, Says Wicknell Chivayo

Controversial businessman, Wicknell Chivayo has responded to newly appointed Minister of Energy and Power Development Fortune Chasi’s demands for him to return the US$5 million that he was advanced by the Zimbabwe Power Company.

Chivayo’s company, Intratek Zimbabwe was awarded the US$200 million tender by the Zimbabwe Power Company (ZPC) for the construction of the Gwanda Solar Power Project but meaningful progress is yet to made on the project almost three years later despite the fact that Chivayo received an advance of US$5 million from Zesa in irregular circumstances.

Due to the lack of progress, the government tried to prosecute Chivayo but were defeated at the courts with the judges ruling that the businessman had committed no crimes.

However, soon after his appointment, Chasi went on the attack and called on Chivayo to return all the that he had received from Zesa.

The Minister’s demands did not seem to trouble Chivayo who told Zimlive,

“All I can say is that against all odds, success of the project is inevitable. The minister is a very senior advocate and level-headed politician of unquestionable integrity. When he’s fully briefed of the facts on the ground, he will come up with a conclusion based on an informed position,” he said.

Govt Comes Up With A Host Of Allegations Against Chief Ndiweni

Own Correspondent|Government through the state media has come up with a host of allegations against Chief Nhlanhlayamangwe Ndiweni of Ntabazinduna in Matabeleland North.

In its Friday publication, the media sensationally claims that Ndiweni is trying to rally the Matabeleland region against the Government by claiming that he is fighting for the preservation of the sacred Ntabazinduna mountains when, in fact, he is fighting in the corner of white farmers in Umguza.

According to the publication, sources at the Umguza District Administrator’s office, one of the white farmers is said to have approached Chief Ndiweni and asked for assistance in blocking change of ownership which the chief has unsuccessfully tried to do over the past year.

The media further claims that when Chief Ndiweni realised that neither the courts nor Department of Lands could assist him, he then railed against the country and called for sanctions against Zimbabwe.

“The long-time occupant Davies is being evicted from the farm following a determination by the courts in Bulawayo. The eviction is not being done by the Ministry of Lands, Agriculture, Water, Climate and Rural Resettlement.

“The engagement process should also be in light of the fact that his invoking the narrative of Ntabazinduna may result in certain groups coalescing around him in the belief that they are fighting for cultural preservation.

“This could result in the region coming to his support and confronting the Government,” according to the state media source.

The chief is reportedly insisting that the courts are part of the Government and Government should do something to intervene.

ZESA Secretary Acquitted On $1 Billion Worth Corruption Saga

State Media|Zimbabwe Power Company (ZPC) secretary, Nora Tsitsi Tsomondo has been acquitted of charges of concealing a transaction from her principals in a botched $1 billion Hwange tender.

In her ruling Harare regional magistrate Ms Lucy Mugwari said there was no evidence linking Tsomondo to the offence.

“Through the evidence of all the witnesses there was no evidence to prove the accused acted in a corrupt manner,” she said.

Ms Mugwari also said that the State had failed to prove a prima facie case and the two men who were her principals had indicated that they were not deceived.

Allegations were that between 2011 and 2018, ZPC undertook an engineering procurement and construction contract for the expansion of Hwange 7 and 8 power stations.

The tender project was awarded to Chinese company SinoHydro Corporation at a contract price of $1,1 billion.

It is alleged in order to access funds, Government represented by the Ministry of Finance and Economic Development entered into a preferential buyer credit loan agreement with China-Exim Bank.

This prompted the need for notarial security cession agreement for the project which was in favour of China-Exim Bank in the sum of $4 501 166.

The State alleges on May 14, 2014, Tsomondo was requested by financial director, Hubert Chiwara, to register the notarial security cession agreement with the Registrar of Companies. Tsomondo advised Chiwara that the cost of registration would not exceed $100 000.

It was the State’s case that on the same day, Tsomondo wrote to Sheilla Mugugu Law Chambers requesting a quotation for legal fees for drafting, preparation for filing, lodging with the Registrar of Companies and the notarial deed of the security cession. Mugugu allegedly charged two percent of the $1,1 billion contract which was $5 001 166.

Tsomondo allegedly negotiated for a reduction which resulted in Mugugu invoicing $4 501 166.

It is alleged on May 17 this year, Tsomondo went on to engage Mugugu for the registration without advising her principals that $100 000 was changed to $4 501 166.

The State alleged, by so doing Tsomondo corruptly concealed a transaction which has an actual financial prejudice to ZPC of $4 501 166.

The offence came to light when Tsomondo tendered an invoice of $4 500 000 from Mugugu to Chiwara for payment instructions.

Minister Goes To The Mountain Defending First Lady’s Interference In Govt Issues

HEALTH and Child Care Minister Dr Obadiah Moyo has defended the First Lady, Amai Auxilia Mnangagwa’s interference in government affairs, saying she is assisting the health sector.

Dr Moyo said the First Lady has managed to mobilise resources for hospitals and clinics which the Ministry would not have ordinarily managed to procure.

The Minister was responding to legislators’ questions during the National Assembly’s Question and Answer session on Wednesday afternoon.

Dr Moyo said Amai Mnangagwa, through her charity organisation, Angel of Hope Foundation, has gone out of her way to assist the health sector.

Legislators had quizzed the Minister if the First Lady was not interfering with Government operations following her recent visit to the National Pharmaceutical Company (Natpharm).

“The First Lady’s work is philanthropic. She is the Ambassador for Health and Child Care. She was always the Ambassador for Maternal and Child Care. She has done a tremendous amount of work for the country,” said Dr Moyo.

“Without any doubt, the First Lady has managed to acquire equipment on behalf of the Ministry and on behalf of all of us. She has managed to acquire equipment which we could have never been able to acquire. She has worked right through. She is a hard worker who cannot be stopped. In actual fact, as the Minister of Health and Child Care, I do encourage her to continue assisting us as much as possible.”

He said while Government is grappling with foreign currency shortages, the First Lady has managed to source health equipment from overseas.

“There is no foreign currency but she manages through her foundation to gather equipment for us from America, Europe and Japan. What more do you want? She is there for us as a mother who is looking after the whole family and making sure that the health of Zimbabweans is well looked after and in a much better position. There is no need to condemn the First Lady for her good works,” Dr Moyo said.

Drugs Looted From Hospital, Sold On Black Market

Chipinge District Hospital was a few months ago rocked by allegations of theft of drugs by staff members which forced the district’s administration to institute investigations.

The allegations, which came before the devastating tropical cyclone hit the country and were exposed via social media, have also seen the Ministry of Health and Child Care dispatching an investigating team from Harare to look into the matter.

Chipinge District Hospital is one of the centres where Cyclone Idai victims have been receiving treatment and the referral institution serves other communities from as far as Mozambique.

Sources at the referral hospital, said vital medical drugs have been misappropriated with some of them finding their way to private institutions.

“The matter came to light through social media,” said the source.

“This was before the cyclone disaster and I am pretty sure the district administration was seized with the matter. I am also sure that an investigation into the matter was launched although we are not aware of the findings,” said the source.

Chipinge district administrator Mr William Mashava acknowledged that allegations of misappropriation of medical drugs were raised at the hospital.

He, however, said the allegations were being peddled by people involved in the institution’s internal politics after some staff members were disgruntled by manpower changes that were made at the hospital.

“Remember they came from social media and I am sure there was nothing serious as the allegations were more of clashes as a result of politics at the hospital,” he said.

“There was a medical doctor Dr Makumbe who changed people within the departments after he noted that some things were not being done well. The changes did not go down well with others, who within three or four days started raising such allegations,” he said.

Mr Mashava said there was a provincial investigation team that looked into the matter and it was yet to furnish them with a report.

Manicaland provincial medical director Dr Patron Mafaune said an audit was instituted at the referral hospital and she was yet to receive a report.

“There was an audit which was done following such reports. I think there was nothing serious that came from the investigations as we are still to receive a report.

UK: Britain Starts Preparing For Theresa May’s Exit

“Discussing an election timetable” doesn’t sound that exciting.

BBC – But the paragraph tucked into the short formal letter from Sir Graham Brady to Tory MPs all but marks the end of Theresa May’s premiership and the beginning of the official hunt for the next leader of the country.

After the lines in the short note restate the prime minister’s determination to get Brexit done, it confirms in black and white that after the next big vote, in the first week of June, the prime minister will make plans with the party for choosing a successor.

Right now, the expectation is that vote will be lost (although it is not impossible, of course, that Number 10 could turn it round).

And the conversation that’s been arranged won’t just be a gentle chat about what to do next.

Senior sources have told me that means, even though the letter doesn’t spell it out, that if her Brexit plan is defeated again, Mrs May will announce she is going.

One source said it was “inconceivable” to imagine that she could stay on in those circumstances.

A cabinet minister told me it would be “out of the question”.

And one of her fiercest allies said: “I don’t want her to, but the pressure will be absolutely immense.”

One insider close to Mrs May told me they hoped under this timetable that the prime minister could avoid the humiliation of the grassroots of her party meeting to express their lack of confidence in her at a huge meeting planned for the middle of June, which would be “horrendous”.

A minister said all they wanted now was to make sure “they find a dignified exit for her”.

Given that politics moves at hyperspeed, it is not beyond the bounds of possibility that the prime minister will find some way of passing the Brexit bill.

Old agonies

Mrs May has survived through almost impossible circumstances, time and time again.

As you know, if you’ve been paying attention to what we’ve been discussing here in the last couple of weeks (!), some of her inner circle still believe that there is a chance, even if it’s slim, of agreeing some kind of process with the Labour party that allows the bill to pass.

And some ministers hope that terrible results for both the main parties in the European elections could spook MPs, somehow, into getting behind the bill in the end.

But, given that one of the main obstacles to Labour agreeing a deal with Mrs May was its fear that she wouldn’t hang around for long, the fact that she has all but confirmed her departure before the summer makes an agreement even harder to see.

We are witnessing, therefore, the Tories’ decades-old agonies over Europe ending the time in Number 10 of another prime minister.

And like it or not, it’s the issue that’s likely over the next few months to shape how the party selects the next.

Robert Marawa Fired From SuperSport Via SMS Just Before Going On Studio

History repeated itself on Thursday night after popular sportscaster Robert Marawa was told by SuperSport management just hours before going on air not bother turning up at work.

Marawa had met the pay channel’s management on Wednesday and was told that his contract would not be renewed. SuperSport confirmed the decision had been taken, saying that a “restructure” of its football coverage didn’t include Marawa.

But on Thursday, the sportscaster took to Twitter to drop a bombshell. He told his more than 806,000 followers that he had been fired from his popular SuperSport television show – Thursday Night Live with Marawa – via text message.

He said he received the message just hours before he was to head to studio for the live broadcast of the show.

“I received a text around 18H50 tonight informing me that I should not bother coming to studio for Thursday Night Live with Marawa on @SuperSportTV,” Marawa tweeted. “I would like to thank all those who have supported my journey as a Sportscaster & those I’ve worked with at Supersport!”

Asked by a follower what happened, Marawa tweeted: “One day u will ALL know. It will cost me my life but u will know.”

The relationship between Marawa and SuperSport had deteriorated to icy depths in recent days and he was seen entering the pay channel’s Randburg headquarters with his lawyers in tow on Thursday afternoon.

The relationship had reportedly become untenable, and Thursday night’s episode of Thursday Night Live with Marawa was to be his final appearance on the show.

But SuperSport allegedly elected to pull the plug earlier, as there were fears that Marawa would inform the loyal viewers of the popular show live on air about the behind-the-scenes tensions.

Marawa’s co-presenter, Thato Moeng, hosted the show alone on Thursday.

“History has repeated itself hasn’t it?” an insider said.

“Remember that SABC and Robert parted ways the same way all those years ago and they stopped him from going on air on SoccerZone and informing viewers about what was going on behind the scenes live on the show?

“SuperSport have pretty much done the same thing. But, guess what, they’ve opened a massive can of worms and things are going to come out, mark my words,” the insider added.

Marawa could not be reached for comment on Thursday.

SuperSport spokesman Clinton van der Berg confirmed that Marawa no longer had a contract with the broadcaster. Marawa, he said, had been informed of the decision earlier in the week.

“SuperSport is in the process of an exciting refresh of its local presenter line-up, which will be unveiled as part of our new football season campaign. This restructure includes us not pursuing our contractual relationship with Robert Marawa. Robert was personally advised of our decision earlier this week.

“We are grateful for his contribution over the years and wish him great success in his future endeavours,” he said via text message.​

The sportscaster was apparently scheduled to anchor the final of the Champions League between Liverpool and Tottenham Hotspur on June 1, and it remains to be seen what will happen now.

Already, state economists say the first round of state terror attacks (August 2018) cost Zimbabwe over $16 billion, in what has caused a sudden flight of capital and great economic uncertainty.

Herald Article: A group of shady organisations from Zimbabwe with links to the opposition MDC-Alliance has in recent months been hard at work laying groundwork for civil unrest set to be unleashed next month, according to our Harare Bureau.

Foreign organisations are coordinating workshops and training in Zimbabwe, the region and overseas to effect regime change in the country.

Also in the mix are individuals that security services in Zimbabwe have been watching.

According to information at hand, the organisations are seeking to unleash a massive wave of violent demonstrations beginning next month, with ring leaders of civil unrest having received training in the Czech Republic and the Maldives

Further, our Harare Bureau has been told that after the trainings, the groups came and gave briefings to MDC-Alliance president, Mr Nelson Chamisa.

There is a group undergoing training in the Maldives, which started on Tuesday and ends on Sunday and is being conducted by Centre for Applied Nonviolent Action and Strategies (CANVAS), a Serbian organisation which trained MDC activists involved in the coordination of the January 14 to 16 violent protests.

Eight local activists, including a multimedia journalist from NewsDay, are attending the programme and will be instrumental in training and instigating mayhem to be rolled out in June.

The eight are drawn from various civic organisations which include Women’s Academy for Leadership and Political Excellency, Centre for Community Development, Trust Africa, Rozaria Memorial Trust and Community Tolerance and Reconciliation Trust.

CANVAS was founded in 2003 by Serbian nationals Srdja Popovic and Ivan Morovic and has been involved in the training of anti-government activists in Azerbajan, Belarus, Georgia, Iran, Lebanon, Tibet, Ukraine and Venezuela.

MDC activists who attended the training in the Czech Republic were sponsored by Trust Africa (Zimbabwe) which is headed by Mr Briggs Bomba, who also heads Zimbabwe Alliance, a donor collaborative sponsoring regime change efforts in the country.

According to documents leaked from Mr Chamisa’s office, the MDC and Trust Africa seconded six members to the workshop, which was held in Prague, from May 6 to 10.

The purpose of the workshop was to share transitional experiences of countries such as Argentina, Georgia, Poland, Russia and the Czech Republic, among others. The workshop was funded by National Endowment for democracy (NED), an American private and non-profit organisation which focuses on “strengthening democratic institutions”.

Although Mr Bomba did not return calls as promised by his office, a source at Morgan Tsvangirai House – the MDC headquarters – confirmed details of the workshop held at CEVRO Institute, a private university in Prague, owned by a civic organisation with the same name.

According to the CEVRO website, the organisation was established in 1999 in Prague, as a non-profit organisation “seeking to support democratic development home and abroad”.

“The workshop was held at CEVRO Institute, Jungmannova 17, 111000 Prague 1, Room Number 218. The workshop topics focused on dismantling of the State Security apparatus and the investigation and prosecution of the crimes of the regime, among others.

“Case studies on the transition experiences were drawn from Georgia, Estonia, Argentina, Poland and Czech Republic. The activists also toured the Chamber of Deputies and Senate of the Parliament of the Czech Republic.

“The workshop follows efforts to push for the formation of a transitional authority in Zimbabwe in the aftermath of the 2018 harmonised elections,” the source said.

The workshop was also attended by activists from Vietnam, Armenia, Azerbaijah, Bolivia, Burma, Burundi, North Korea, Uganda and Venezuela.

According to the training programme, topics were based on the Georgian, Estonian, German, Polish, Russian and Czech experiences and centred on the dismantling of state security apparatus, prosecution of regime crimes and transformation of political system.

Presenters included CEVRO director Jiri Kozak; Anton Vacharadze, direction head at the Institute for Development of Freedom of Information; Gabriela Ippolito-O´Donnell, director of the School of Politics at the University of El Salvador; and Franciszek D’browski, a lecturer at the Academy of Warfare in Warsaw.

“The workshop focused on how to unseat authoritarian regimes using peaceful means. Modus operandi for the unseating would include massive demonstrations, sit-ins, student protests, civil disobedience and online activism. What we want to do is to pressurise the regime into concessions with protestors. The most powerful tool to be used is grassroots mobilisation and use of the internet for sharing information. This is exactly what we did during the January protests, we used the internet,” the MDC source said.

“We have been told that the security sector’s top hierarchy is disgruntled with the current regime and is willing to work with Nelson Chamisa but are fearful of their future in the aftermath of regime change. We have suggested that Chamisa should approach the security sector’s top hierarchy and assure them of no reprisals if the MDC wins.”

The MDC has previously denied instigating and coordinating public violence, especially on August 1, 2018 and January 14 to 16 this year.

The August 1 post-election violence left six people dead and property worth millions of dollars was destroyed in Harare.

Prior to the election, Mr Chamisa had threatened that he would make Zimbabwe ungovernable if he did not win.

Mnangagwa’s Scarf Auctioned For USD3,000

ZANU PF president Emmerson Mnangagwa’s scarf and tie were auctioned for US$4 500.

The development saw the tie being bought for US$3 000, while the scarf was sold for US$1 500 at a primary school in Shurugwi.

Mnangagwa was in Shurugwi on Thursday where he commissioned the Unki Mine smelting plant.

Grade 2 pupils at Impali Primary School made a scintillating performance, entertaining the guests, which prompted Mnangagwa to donate the scarf and tie, which were later auctioned.

Mnangagwa said that he was moved by the children’s performance. He added that they had actually asked for the tie and scarf. He said:

The performance of these children has moved me. They have since asked me for my tie and my scarf and I am honouring their request.

The tie was bought by Unki Mine’s board chairman, James Maphosa for US$3 000, while the scarf was sold for US$1 500.

The US$4 500 raised from the auction will reportedly be used in upgrading the school.

Founders High School Teacher Bunks Lessons For A Year?

By Own Correspondent-A concerned parent of a Form 2 pupil at Founder High School Etiwel Mutero has written to the Head of the school with shocking claims that a Form Two Maths teacher identified as Chivava has not been attending lessons for a full year.

Wrote the parent:

“This letter serves to complain over your Form Two Maths teacher Chivava. As I was going through my Form two child’s Maths Book this holiday I found out that her Maths book has not been marked since Form one. I interrogated her on why her book has never been marked ever since Form 1 and she said the teacher does not come to class. She said the teacher comes to class once in two weeks and that this is his habit since January 2018.”

He further revealed that there was another teacher who was offering extra lessons at the schools. “Secondly, she (daughter) told me there is a teacher by the name Mzizi who is giving extra mathematics lessons for money within the school premises.

“My questions are: were you aware that Chivava is not attending his lessons and that he is not marking our children’s work since January 2018? Do you check the pupils exercise books to see if teachers are doing their work properly as the school overall supervisor?

Is there no link between Chivava and Mzizi, since Chivava is not attending his form 1 and 2 lessons then assign Mzizi to give Maths lessons for money within the school premises. Is it legal for teachers to use school premises to make extra money?”

Parents who spoke to this publication said if the allegations are investigated and found to be true the said teachers should be suspended and forced to pay back al the money they have benefited from the pupils.

Zim Prophet Who Says He Has God’s Cellphone Number, ‘Accurately’ Predicts Indonesia Elections

CONTROVERSIAL Pastor Paul Sanyangore has once again torched another storm after ‘accurately’ predicting the recently held Indonesia general harmonised elections.

Despite having faced criticism, it seems the Zimbabwean clergyman has charmed the Indonesia populace and government officials following his prophetic message on the just ended national harmonised elections.

The elections saw the incumbent Joko Widodo, leading against his rival Prabowo Subianto.

Although the country’s Election Commission is required to release official results by 22 May, Joko Widodo, has already announced he has won re-election after receiving an estimated 54 percent of the vote, backtracking on his promise to wait for official results after his challenger made improbable claims of victory.

However, the scenario seemed to be coinciding with what Pastor Sanyangore reportedly predicted during his prophetic message last year in October.

According to insiders it is alleged that Sanyangore has been invited by the government officials.

In a video circulating on social media which was recorded by AOK Ark of Christ Church doing rounds on social media, Sanyangore, is alleged to have prophesised about Widodo emerging the winner, despite the pastor being criticised.

In the video, he said: “As I was praying, I saw you into next year elections and I saw a man trying to drink water from a cup.

“He had placed the cup down and he wanted to take another cup, but God told me that this man should not drink from another cup.

“This is what will happen, the cup will not change, it is a good cup, so God said to me, tell the people of Indonesia not to change the cup.

“This is the cup that will take them to another level. “I have told you the results, do not change the cup.”

The cup referred to the ruling government led by Widodo. Cornered to comment on the evidence of the prophecy Sanyangore said:

“This was recorded by the church and it was in October last year, and the church uploaded the video on the youtube before it was pulled down.

“People there thought I was campaigning for the president but the video has the logo for the church.”

Inflation Rate To Remain High Until October -Mthuli Ncube

ZIMBABWE’s rate of inflation will remain high until October this year and is likely to go into the negative going into early next year, Finance and Economic Development Minister Professor Mthuli Ncube has said.


Latest figures released by the Zimbabwe National Statistics Agency (ZimStat) this week show that the country’s month-on-month inflation rate rose by 1,14 percentage points to 5,52 percent in April from 4,38 percent in March.


ZimStat also indicated that year-on-year inflation last month as measured by all items Consumer Price Index stood at 75,86 percent, while that of March was 66,80 percent.


This means that prices as measured by the all items Consumer Price Index increased by an average of 75,86 percent between April 2018 and April 2019.


Responding to questions in Parliament on Wednesday, Prof Ncube said:
“I will be on record to say that inflation will remain high until about October this year, that is our prognosis. After that, it is expected to fall right into early next year.
“Our reasons are as follows; the increase in inflation is also due to a technical factor in the sense that when the inflation picked up in October last year to about 16 percent just for that month alone, that shifted the index
to a higher level and the way inflation is measured you always compare the level of index from the previous year to the current year.”State media

Gvt To Resolve Load Shedding Issue- Mnangagwa

PRESIDENT Mnangagwa yesterday said the country would not fully depend on hydro-electricity generation in view of the reality of climate change, which has forced a drastic drop in power generation at the giant Kariba Hydro-Power Station due to declining water levels.


Kariba Station is the major source of electricity in Zimbabwe following commissioning of Kariba South units last year, which were built at a cost of about $500 million.


However, declining water levels have seen local power generation reduced drastically at a time when thermal power generation is also weak due to ageing equipment. In view of this the power utility, Zesa, has resorted to massive load shedding which has seen some places experience power outages for more than 10 hours.


The situation has sparked public outcry with businesses also complaining that their operations are being negatively affected.


Addressing guests at the commissioning of the $62 million Unki Mines smelter plant in Shurugwi, President Mnangagwa said his Government was working on mechanisms to deal with the power supply issue and other utilities for the benefit of the economy and its populace.


“Measures to avail enablers and utilities such as electricity and adequate water supply are high on our priority list. Because of climate change we are fully aware that we cannot fully depend on hydro-electricity, we have to diversify,” he told the large gathering that attended the commissioning event at Impali Primary School.State media

Churches and the business community yesterday donated kitchen utensils, clothing and blankets to survivors of Cyclone Idai, heeding the call by the First Lady, Amai Auxillia Mnangagwa, to mobilise kitchen utensils for affected households.


After being touched by the heart-rending reports of families that were left without anything to use for cooking, Amai Mnangagwa called on Zimbabweans, particularly women, to mobilise basic kitchen utensils, something which was overlooked by many well-wishers.


“I was in Manicaland and Masvingo recently with my Foundation team giving aid to the survivors of Cyclone Idai. What I saw there is so touching, so heart-rending,” the First Lady said.
She recounted the touching story of a woman who had told her that despite food donations, she had no cooking utensils.


“What you did today, coming together with a helping hand, showed the spirit of unity and love tichiita muonero pamwe dambudziko rakatiwira senyika. I want to thank you all for the kind gesture especially the church leaders who mobilised their congregants.”

Darkness has always been a scary nightmare in everyone’s childhood life. We always cling onto light when darkness pays us its inevitable visit every day of the Lord. Light illumination is a prerequisite in powering a nation and fostering a vibrant economy anchored on powerful production lines.

In these modern times, electricity is the one stop shop for light and power twin pillars on which the very foundations of both natural and legal persona are sustained. Modern technology has its essence and premises to germinate, nurture and perfect all inventions to progressive precision levels.

Power and lighting are the breath of life to all institutions, businesses, communications, religions and life in general in any country. Without electricity, livelihoods are compromised and rendered primitive and substandard.

For any leadership worth it’s salt, surely this necessitates and demands priorities that place power as the basic essential which should enjoy the first position in a well informed, sane and nation sensitive preference scale.

It, therefore, defies all logic for any party that claims to ardently care and feel for its people to be seen approving abnormal loading shedding schemes as its economic survival strategy.

One wonders why heads are not rolling at ZESA unless the powers that be are complicit to the cause of this bad omen. This is not only tantamount to sabotage but in the background of near economic collapse, it hovers around state security threat levels.

The Question is why now of all times? Imagine coming home burdened by slaving for merger salaries the worker is welcomed by formidable and frustrating darkness.

Is it because the esteemed and educated ZESA executives and directorate were not following weather predictions or they are a part of the west sponsored saboteurs and regime change agents.

If this does not warrant a commission of inquiry then I don’t know what does. Cry the beloved motherland. I can hear the sustained and cherished derision of our detractors.

As LEAD we bleed inside to see a deserving, hardworking nation whose majority are workers being relentlessly and perennially plunged into darkness and thereby left powerless due to the insensitive, cruel and inconsiderate high office load shedding approvals.

Load shedding actually sheds livelihoods. Imagine the wanton damage in terms of lost business this trickles down every family setup. Surely, strategic fall-back initiatives and interventions must be put in place to cushion the nation from these counterproductive power shedding schemes.

Load shedding doesn’t come by default but by design meaning that they are well planned hence the call for equally planned for intervention strategies. If one is man enough to plan and execute load shedding then he must be equally man enough to provide effective alternatives.

It is the cruelty of the highest order to approve such a massive economic predator and surely witness ruthless carnage of businesses in all our sectors.

Our industries are doing the best they can to sustain our ailing economy but the very leadership of ZANU-PF, that purports to heal the economy stands aloof while ZESA mercilessly throws spanners in the works. As rulers of the nation, why are you ball watching when such counterproductive practices become the order of the day.

This is not the time to diligently wait for fate to be the ultimate decider. This consistent failure by the government of the day calls for a wise alternative in terms of LEADership.

The nation needs urgent practicable strategies and solutions that will LEAD Zimbabwe back to its original breadbasket position. It is apparent the new dispensation leaders are neither leading nor governing but just involved in perpetual fire fighting as they fumble from one economic challenge to the next.

Instead of chartering private planes President Mnangagwa’s government should invest those millions into clean renewable energy. It’s evident that Zimbabwe has never been open for business as there is no investor who would invest in a country with no energy.

We can’t revive Zimbabwe’s economy without energy. Stop wasting money on useless functions and implement sustainable clean energy policies. Solar energy is the solution to Zimbabwe’s power crisis and will reduce the deficit as ZESA has clearly failed to cope with the ever-increasing national demand for power.

The long term solution is to allow private investors to join hands with the government and invest in the energy sector Without a stable, constant and reliable supply of power, no investor will choose to invest in Zimbabwe.

It is time to be serious about this energy crisis which has bedevilled our nation for years. It is rather unfortunate that countries with limited sunshine have invested in solar energy whilst Afrika and my beloved Zimbabwe does not take serious investment in solar energy.

Chidzambwa Keen To Have Bonne In Warriors Squad


WARRIORS coach Sunday Chidzambwa has left the door wide open for England-based striker Macauley Bonne to play at the 2019 AFCON finals in Egypt.


The gaffer said he will consider the player once he secures a valid passport. Bonne was overlooked in the 34-member squad since his passport application had not been completed by the time the squad was announced. However, the Leyton Orient striker revealed later in day that he had completed the necessary documentation required to help him get a Zimbabwean passport.


“A player like Bonne, when he has a valid passport, he is worth carrying to the AFCON finals,” said Chidzambwa.

Oil Prices Rise

Oil prices rose yesterday for a third day running as fears of supply disruption amid heightened tensions in the Middle East overshadowed swelling US crude inventories.


Brent crude futures were up 97 cents, or 1,4 percent, at $72,72 a barrel at 7:21 a.m. ET (1121 GMT). Brent, the international benchmark for oil prices, is heading for its biggest weekly rise in six weeks.


US West Texas Intermediate crude futures rose 82 cents, or 1,3 percent, to $62,84 per barrel.


Oil was drawing support from the risk of conflict in the Middle East, with helicopters carrying US staff from the US embassy in Baghdad on Wednesday out of apparent concern over perceived threats from Iran.


“Brent looks poised to breach the upper bound of its recent $70-$73 a barrel price range as bullish headlines from the (Mideast) Gulf continue worrying investors,” Citi said in a note.

Drugs Scandal Rocks Gvt Hospital


CHIPINGE District Hospital was a few months ago rocked by allegations of theft of drugs by staff members which forced the district’s administration to institute investigations.


The allegations, which came before the devastating tropical cyclone hit the country and were exposed via social media, have also seen the Ministry of Health and Child Care dispatching an investigating team from Harare to look into the matter.


Chipinge District Hospital is one of the centres where Cyclone Idai victims have been receiving treatment and the referral institution serves other communities from as far as Mozambique.


Sources at the referral hospital, said vital medical drugs have been misappropriated with some of them finding their way to private institutions.


“The matter came to light through social media,” said the source.
“This was before the cyclone disaster and I am pretty sure the district administration was seized with the matter. I am also sure that an investigation into the matter was launched although we are not aware of the findings,” said the source.


Chipinge district administrator Mr William Mashava acknowledged that allegations of misappropriation of medical drugs were raised at the hospital.


He, however, said the allegations were being peddled by people involved in the institution’s internal politics after some staff members were disgruntled by manpower changes that were made at the hospital.


“Remember they came from social media and I am sure there was nothing serious as the allegations were more of clashes as a result of politics at the hospital,” he said.State media

The gala, bankrolled by Life Brand Agricultural Services, is expected to attract thousands of villagers.

Life Brand Agric Services chief operations officer, Israel Kembo, confirmed the gala.

“We operate within the community and we feel that the people of Chipinge and Chimanimani can also benefit from our existence. On May 17, 2019 we will host a Cyclone Idai Cheer Up and Reach Out Gala in Chipinge town,” he said in a statement.

Kembo said the company will also sponsor 10 families affected by the devastating cyclone in Chipinge and Chimanimani with castor bean input packs worth US$5 600.

“Castor bean is an export crop and we believe that its adoption by the beneficiaries will put them on a better financial position once they harvest, four months after planting,” he said.

“Inasmuch as the devastation of Cyclone Idai will remain engraved in the hearts of the victims, cheering them up and giving them hope is key, especially in the aftermath.”

Kembo said food and beverages will also be provided during the gala, which he added will go a long way in unifying the community and giving them back hope.

“Generally, music being therapeutic, this noble gesture will come as a timely boost to revellers who have been starved of entertainment and hopefully get people to focus on brighter prospects to come in the future,” he said.

South Africa Lists Former Mugabe Minister On Wanted List

Correspondent|Former tourism minister, Walter Mzembi has been placed on the South Africa wanted list as the State is making efforts to secure his attendance for trial.

Addressing the court, prosecutor Brian Vito said initial efforts to have Mzembi ‘informally’ returned to Zimbabwe had proven to be futile so they had now engaged Interpol for him to be formally on the wanted list.

Vito tendered the letter written by the Zimbabwe Anti-Corruption Commission to Interpol to ensure the deportation of Mzembi.

Responding to the application, defence counsel Farai Mushoriwa who is representing Mzembi’s accomplices Aaron Mushoriwa and Miriam Sangarwe opposed the umpteenth postponement that was being sought by the State.

“The document tendered is of no effect as it doesn’t constitute the requirements of the Extradition Act which requires the issuance of a warrant of arrest giving particulars of the offence, sworn statement of the investigating officer and an affidavit from the prosecutor general.

“The effect of the document placed before the court is that the court will be hamstrung for the next ten years as they have no idea of where Mzembi is so they should do the humane thing and remove the alleged accomplices from remand.

“The State wanted to unlawfully abduct Mzembi and violate his rights of movement which they found impossible due to the large population in South Africa,” said Mushoriwa.

Brian Vito made an undertaking to have charges withdrawn from Mzembi’s accomplices if he fails to have him extradited on the new trial date 30 July.

7 ZCDC Senior Chefs Booted Out “To Rebuild Public, Market Confidence”

By Own Correspondent- The Zimbabwe Consolidated Diamond Company (ZCDC) board of directors has fired seven senior officials in what has been described as a move “in line with the company’s drive towards rebuilding public and market confidence”.

The senior executives at the company were being accused of corruption and abuse of office.

The board fired the following officers:

  • the chief executive officer,
  • chief finance officer,
  • supply chain executive,
  • chief human resources executive,
  • chief security officer,
  • engineering executive and,
  • the audit executive.

ZCDC board chairman Engineer Killian Ukama confirmed the developments in a statement saying:

The board of directors wishes to make the following announcements; in line with the prevailing operating environment and the need to rebuild public and market confidence the Zimbabwe Consolidated Diamond Company board has resolved to make changes to management.

The board has terminated contracts of employment for seven executives.

Ukama also revealed that the chief operation officer Mr. Roberto De Pretto has been appointed the acting chief executive officer with immediate effect until further notice.

Prosecutors Down Tools In Protest Against Arrest Of One Of Their Own

Prosecutors with the National Prosecuting Authority (NPA), have gone on strike in protest over the arrest of Tapiwa Kasema who is under fire for allegedly releasing the passport of former cabinet Minister, Ignatius Chombo.

Kasema was hauled before the magistrate’s court on allegations of criminal abuse of office as a public officer after he ‘nicodemously’ connived to release the travelling document which had been kept by the courts. Provincial Magistrate Vongai Muchuchuti released him on $150 bailwith reporting conditions.

Business Times is reliably informed that prosecutors at NPA have now gone on strike protesting the decision to arrest Kasema.

The arrest of Kasema follows recent revelations that prosecution of corruption cases has been largely frustrated by deep rooted corruption with the Judiciary, NPA and law enforcement agents.

Allegations against Kasema emanate from the court session on May 10, 2019, where Chombo, who is facing criminal abuse of office and fraud applied for the release of his passport.

Kasema consented to the passport being released despite the fact that he knew that Chombo’s passport was being held in respect of two other records which the accused was not handling. He is accused of acting contrary and inconsistent with his duties by consenting to the release of the passport thereby showing favour to Chombo.

Two People Shot Dead And Forty Injured In Fresh Marange Diamonds Bloodshed

Own Correspondent|Two illegal diamond miners have reportedly been shot dead and scores others injured after security details at the Zimbabwe Consolidated Diamonds Company shot at over 300 of the miners at a newly discovered diamonds base in Marange.

Highly placed ZimEye.com sources indicated that villagers in Marange discovered a new diamond rich area outside the ZCDC concession area a couple of weeks ago and started harvesting the precious stone outside the government mining company’s knowledge.

The reports indicate that ZCDC got wind of the mining activity and dispatched heavily armed security details on Tuesday morning to disperse the miners.

The guards are reported to have gone on an instant spree shooting at the over 300 miners killing two on the spot and injuring forty others.

The sources indicate that the area has since been declared a no-go area and soldiers from the Zimbabwe Defence Forces have been deployed to guard the area together with the ZCDC guards.

Efforts to get a comment from police in Mutare and ZCDC officials were not successful at the time of writing.

ZCDC Executives Fired To “Restore Public Confidence”

State owned Zimbabwe Consolidated Diamond Company (ZCDC) board has terminated employment contracts of seven executive directors to restore public and market confidence.

In an effort to ensure that the diamond producing company continues to attract investors and sustain production as well as viability, ZCDC board chairman Engineer Killiam Ukama said it was therefore important to make changes to its management.

Therefore, the board has terminated contracts of the chief executive officer, chief supply officer, supply chain executive, chief human resources executive, chief security officer, engineering executive and audit executive.

The Chief Operations Officer Mr Robnerto de Pretto has been appointed the Acting Chief Executive Officer with immediate effect until further notice, said the ZCDC board chairman.

The state owned company has also assured its stakeholders and partners on commitment to strengthen its systems and processes.

ZCDC is 100 percent owned by the government of Zimbabwe through the Zimbabwe Mining Development Corporation, a state enterprise incorporated under an act of Parliament.

The aims of the company are to carry out prospecting, exploration and evaluation, mining, processing and sale of diamonds in order to achieve better responsibility, accountability and transparency in the mining of the precious commodity.

Nengomasha’s Wife Drags Him To Court For Domestic Violence

By Own Correspondent- A Kuwadzana man has been accused of feigning sickness whenever his wife’s relatives visit him.

The matter came to light at the Harare Civil Court where Beata Phiri was applying for a protection order against Charles Nengomasha where she cited assaults and insults.

“Your worship he beats me up and also shouts obscenities at me in the presence of our child.

“He once injured my ear and it did not function well for some time.

“He is always claiming that no one will believe me even if l report to the police the abuse because he is talented in speech so he can defend himself.

“He uses crutches whenever my relatives visit us and he starts accusing me of ill-treating him.

“His doctor said the injury would have healed after six weeks’ time and that was in February,” said Phiri.

Nengomasha said he was the one experiencing all the abuse that his wife had stated.

“Your worship she is the one that verbally and emotionally abuses me and calls me names because l am now defenceless.

“She no longer respects me and says I am now worthless because l cannot walk that is why she is cheating on me with another man.

“Your worship, she comes home late and when l ask her where she would be coming from she starts insulting me,” said Nengomasha.

Zimbabwe Must Prove Itself Before Seeking World Bank Loans

Zimbabwe’s authoritarian government is working with World Bank staff and outside powers to get the creditors to clear billions in arrears and restart loans. Now is not the time for the World Bank to renew lending to Zimbabwe. The new government has made a long list of promises. They need to keep these promises before the World Bank turns the tap on again. World Bank President Malpass should ensure that the World Bank does not make any loans to Zimbabwe for at least the next year as a probationary period to see if the government actually follows through on its promises. So far, the record is not encouraging.

High hopes surrounded Zimbabwe at independence in 1980 under the leadership of Robert Mugabe. Mugabe, who led the ruling Zimbabwe African National Union – Patriotic Front (ZANU-PF) for several decades and who could have been the George Washington of Zimbabwe, will instead be remembered as a tyrant who drove the country into the ground. Mugabe instituted many ill-designed economic policies and clamped down on political opposition. Millions of Zimbabweans fled, along with their capital and resources, and the country stagnated. Rich in diamonds, platinum, agricultural potential and blessed with many tourist attractions, Zimbabwe has not lived up to its potential.

The People’s Republic of China and the Soviet Union – who shared an ideology of state-planned socialism – supported Mugabe’s independence movement in the 1970s. China and Zimbabwe have long-standing ties that have blossomed in recent years with the security services in both countries entering into several joint ventures that sought to exploit the mining sector. Meanwhile, Russia has boasted of its historical ties and attempted to do more in Zimbabwe, but given Russia’s own resources and capacity, constraints have prevented any significant investments.

Zimbabwe’s repression of the opposition and disregard for the rule of law had resulted in many countries (including Britain, the European Union, Canada, Australia, and the United States) imposing targeted sanctions on the country. The U.S. sanctions, which came into force in 2003, have been carried over to the Obama administration and extended further under President Trump. Congress has set conditions for debt relief and support through bipartisan legislation, which was updated last year and signed by President Trump.

There was some hope for the country during a national unity government 2009-13, when opposition members from the Movement for Democratic Change (MDC) joined the cabinet. Tendai Biti was appointed finance minister and the economy rebounded strongly. But the recovery collapsed when the unity government ended and Mugabe stole another election.

In November 2017, Mugabe was removed in a bloodless coup after he tried to push his wife Grace as his successor. The military installed longtime Mugabe henchman Emmerson Mnangagwa, known as “the crocodile” but who could easily be described as the Vladimir Putin of Zimbabwe.

Eight months after the coup took place, the people of Zimbabwe were led to general elections in July 2018 to elect a new president and new members of parliament. The contest came down to Mnangagwa and the MDC’s Nelson Chamisa. ZANU-PF claimed a 50.8 percent victory in the polls, despite widespread allegations of voter fraud and coercion, undermining the legitimacy of the election process. U.S. election observers declared the election “did not meet the mark.” Public demonstrations to contest the results were met with a violent response as the armed forces opened fire at them – killing at least six people. The MDC also pursued a legal challenge, which ended in the Zimbabwean Supreme Court upholding Mnangagwa’s victory and declaring him the nation’s third president.

While Mnangagwa’s legitimacy is very questionable, his main promise is to revive a failing economy, and that’s why he’s seeking forgiveness of billions in unpaid debt arrears and new funding from the World Bank. Under his watch, however, the country’s fuel prices soared to $12 a gallon which crippled that nation’s most basic and essential economic functions, with shops, schools, and offices shutting down. While taking some steps to narrow the budget deficit on paper, efforts to restore investor confidence have faltered because of a failure to deliver on nearly all promises. Sadly, the future at this point looks only more bleak.

Given all of the above, the World Bank appears keen to provide Zimbabwe with new loans as an incentive to reform. The World Bank’s job is to lend. It is not in the Bank’s culture to prevent loans to members states. On the contrary, all pressure on staff is to increase lending. Some of the Bank’s shareholders are also pushing for a renewal of lending to Zimbabwe, especially Zimbabwe’s neighbors. (The Europeans are split, while Australia, Canada, and the United States are the most skeptical).

The Zimbabwean government has been threatening that absent a World Bank loan, they are willing to “look East,” i.e., seek financing from China and Russia. Despite their deep economic ties with China, it is clear that even bureaucrats in Beijing will keep away from a high-risk country like Zimbabwe that is unwilling to fix its problems. Considering this strategic leverage that the World Bank currently enjoys, it should wait at least for the next 12 months to see if the Mnangagwa government is making actual progress on delivering on its promises.

In an alternate universe, Zimbabwe would be a full-fledged democracy with a growing economy where it could provide jobs for the large youth bulge that it has. It would have the tourism of Kenya, the agricultural productivity of Brazil, it would have the well-managed mining sector of Botswana, and it would have the vibrant financial industry of Panama. One has to hope that someday, Zimbabwe will join the community of free and prosperous nations. For now, President Malpass, the prudent move for the World Bank is to go slow.

Why Zimbabwe Faces Worst Power Cuts In Three Years

Zimbabwe is experiencing its worst power cuts in three years, lasting up to 10 hours daily in some areas and threatening mining output in one of the world’s biggest platinum and gold producers.

The sector, which generated most of Zimbabwe’s $4.8 billion of export earnings last year, is crucial to President Emmerson Mnangagwa’s pledge to revive an economy ravaged by drought and soaring inflation.

Three years ago, power cuts that extended up to 18 hours hit production at gold mines and producers subsequently agreed to pay a higher tariff to guarantee supplies.

The mines have so far been saved from the rolling cuts, which the state-owned power firm said would be open-ended, but there is no guarantee they will continue receiving electricity if the blackouts are prolonged.

Here is a look at why Zimbabwe is facing electricity shortages, what it means for economic revival efforts and what the government is doing to tackle the problem.

HOW DID ZIMBABWE GET HERE?

For the past 20 years, Zimbabwe has struggled to generate enough electricity to meet demand, and has had to turn to countries like Democratic Republic of Congo, Namibia, Mozambique, South Africa and Zambia to top up supplies.

During the 2000-2008 recession when the southern African country was in the grip of a dollar crunch and hyperinflation, it became harder for it to pay for the imports, leading to most of these countries to demand cash upfront.

Zimbabwe has one hydro power plant and four coal-fired generators with a total combined capacity of 2,240 MW, just enough to meet the country’s demand.

But the Kariba hydro plant, which commissioned another 300 MW last year, is only producing a third of its design output because of low dam water levels due to the drought.

Hwange, the biggest coal-fired plant was built in the 1980s and work only started last year to add another 600 MW begin after years of false starts during Robert Mugabe’s 37-year rule.

The new generators will only come on stream in three years and even then, this does not guarantee power because the major coal supplier, Hwange Colliery, is struggling to stay afloat.

Three other smaller coal-fired plants with capacity to add 270 MW to the national grid are down after negotiations to secure funding from India’s Export and Import Bank to repair and upgrade the generators floundered.

In the last decade, Zimbabwe signed at least six power generation agreements, including solar power that would have added more than 3,000 MW in new electricity to the grid, but the projects failed to take off due to bureaucracy and lack of funding because of the country’s high political risk profile.

WHAT IS AT STAKE?

Zimbabwe can ill afford any production interruptions in the mining sector, the mainstay of the economy.

Officially, the country is projected to register anemic economic growth this year after drought devastated agricultural output and a cyclone ripped through parts of eastern Zimbabwe.

A drop in mining production could tip the economy into recession, economic analysts say.

Gold is the single largest mineral export and the government is on an aggressive drive to raise output from the record 996,373 ounces last year, but without power, these efforts will be in vain.

Producers of platinum import their own power, which secures production, but gold mines rely on the unstable national grid. Although they have been spared from the power cuts so far, they are not assured this will continue if the blackouts continue.

Zimbabwe is the world’s third-largest platinum producer after South Africa and Russia.

The country’s manufacturing sector, for years struggling to compete with imports mostly from South Africa and China, also needs electricity to protect jobs in a country where formal employment is only 20 percent.

“The government cannot afford to switch off the mines, it will be like biting the hand that feeds you,” said John Robertson, a Harare-based economic analyst.

He said the power cuts would also hit farmers, particularly those who are in the process of planting irrigated winter wheat, the country’s second main staple crop after maize.

WHAT IS THE GOVERNMENT DOING?

The government says it has approached Mozambique to negotiate a power purchase agreement. But given a severe shortage of dollars, Zimbabwe may not have money to secure adequate supplies from its neighbor.

In the long term, Zimbabwe will consider building a power station near Mozambique’s Hydro Cahora Bassa dam, Justice Minister Ziyambi Ziyambi told parliament on Wednesday. Mnangagwa this week replaced the energy and power development minister after a public outcry over the cuts.

The national energy regulator has been licensing a raft of solar power projects, most of which are still to take off. In any case, analysts say the projects are off grid and too small, averaging 5 MW and will only supply electricity to local communities in the countryside.

By Own Correspondent- Operational shortcomings laid bare by events such as the violent demonstrations that engulfed the nation in August 2018 and January 2019 forced police to implement recommendations of the Commission of Inquiry into the Post-Election Violence, a top cop has said.

Commissioner General of Police Godwin Matanga said this in his speech officially opening the Rebranding Refresher Training Programme for Junior Officers at Morris Depot yesterday.

“We noted that key among the recommendations was the need for equipping the police with necessary skills and capacity for dealing with rioters,” said CGP Matanga.

“Police (have) to be further trained in order to be professional and non-partisan in the interests of national cohesion and the protection of all citizens and cooperate failings to be prevented in the future.

“Training and supervision of police officers shall be ongoing in order to ensure that all strategies to rebrand and transform the organization dovetail with government’s national trajectory.

“Let me say to the participants, your deeds as police officers must be responsive to the people’s aspirations.

“In the Second Republic, we need to entrench a new work ethic, servant leadership and ensure timeous response to matters that affect our communities,” said CGP Matanga.

He said economic turnaround and the mantra, Zimbabwe is Open for Business can only find traction if police rid communities of the fear of crime and match criminals blow for blow.

CGP urged officer in charge stations to have a greater responsibility that calls for sober mind, dedication and willingness to learn and serve the nation.

Participants have been drawn from duty uniform branch in Mashonaland East province, Criminal Investigations Department and Harare duty uniform branch.

The training, among others is covering crime management, management of discipline, public order management, corruption, customer care, community policing, cybercrime and intellectual crime.

CGP Matanga said the organisation had dedicated the year 2019 as the year of training running under the theme; ZRP Re-Branding to Restore Public Confidence for Peace and Economic Development in the Second Republic.

Prosecutor In Soup Over Chombo Passport

By Own Correspondent- Prosecutor Tapiwa Kasema appeared in court yesterday facing criminal abuse charges for unprocedurally releasing former Minister Ignatius Chombo’s passport.

He was not asked to please when he appeared before Harare provincial magistrate Vongai Muchuchuti Guwuriro.

Prosecuting Moses Mapanga told the court that on May 10, Chombo who was facing criminal abuse of office and fraud charges was appearing in court 6 at Harare Magistrates’ Courts for routine remand for CRB’s 11633/17, CRB12182/17 and CRB2254/18 where he made application for the temporary release of his passport on record CRB11633/17, which was being handled by Kasema.

It is further alleged that regardless of the fact that the he knew that Chombo’s passport was being held in respect of the other two records which the accused was not handling, accused acted contrary and inconsistent to his duties by consenting to the release of the passport only on record CRB11633/17 for the purpose of showing favour to Chombo.

He was released on $150 bail and was ordered to surrender his passport.

The matter was remanded to June 5.-HMetro

Harare Businessman Michael Van Blerk Hauled To Court For Fraud

By Own Correspondent- Harare businessman Michael van Blerk on Tuesday appeared in court on fraud charges after he allegedly submitted an affidavit to the Surveyor- General that led to the cancellation of framed diagrams for a residential development.

Van Blerk (59) appeared before Harare magistrate Mrs Barbra Mateko and was granted $2 000 bail.

He was ordered not to interfere with witnesses and to surrender his passport to the Clerk of Court.

He will also be reporting once every Monday at Borrowdale Police Station and continue residing at his given address.

It is alleged that during the period between June 15, 2016 and September 23, Georgious Katsimberis entered into joint venture agreements with Kenneth Raydon Sharpe and formed Borrowdale Eco-friendly Estate (Private) Limited represented by Katsimberis. The shareholding structure was 50 percent each.

The court heard that the purpose of the joint venture agreement was to form a property firm that owns and rents developed houses and flats.

The first party’s obligation was to contribute 13 stands totalling to 25 931 square metres at an agreed value of US$34,08 per square metre giving a total value of US$883 728,48 which were subject to be further subdivided into smaller cluster stands for the joint venture company.

The second party’s obligation was to avail funds equivalent to 13 stands availed by the first party. The amount of US$883 728, 48 was to be applied by the second party towards the building of the houses for the joint venture company.

The second party had framed diagrams done and approved by the Surveyor-General’s Office under diagram SG number 756/2017.

He also made some developments, which included sewer and water reticulation as well as constructing a single-storey cluster showhouse on one of the 21 cluster stands.

The framed diagrams were retained by Katsimbreis for safekeeping.

The court heard that a dispute arose between the first party and second party resulting in the termination of the joint venture agreement.

Michael John van Black, who was the managing director of Pokugara Properties (Private) limited and working in connivance with Kenneth Ravdon Sharpe signed an affidavit in which he lied to the Surveyor-General that the original copies of the diagrams had been lost under some unknown circumstances.

On October 8, 2018 the accused allegedly went to the Surveyor-General’s Office where he tendered the affidavit accompanied by a letter requesting for cancellation of the framed diagrams.

Acting on the misrepresentation the Surveyor-General’s Office cancelled the framed diagram SG756/2017 for the land shares 1-21 and building locations A-H, J-N and P-W on stand number 19559, Harare Township as indicated by a letter from the Surveyor-General’s Office dated December 6, 2018

As a result the accused person’s misrepresentation, the complainant suffered an actual prejudice yet to be ascertained. StateMedia

EXTRACT: Two Weeks In November – The Story Of How Mugabe Was Toppled

A battered white Toyota Hilux hooted outside an apartment block in downtown Johannesburg. The driver and his two passengers were in a hurry. The driver hooted again. Eventually a couple emerged carrying blankets and two suitcases. “We’re coming, take it easy, Kasper,” the human rights lawyer Gabriel Shumba shouted. CIO agent Kasper cackled his aggressive laugh behind the wheel.

“Chairman, what’s taking you, you’re going to make us miss the march!” He pronounced “march” as “much”, taking a meat cleaver to the word. Gabriel tossed his and his wife’s suitcases in the back of the Hilux. He clocked the licence plates on the Toyota: Zimbabwean. Yesterday, at the hotel, the plates had been GP (Gauteng Province) for Johannesburg. Kasper and Magic had switched them overnight as was their practice whenever making a trip to Zimbabwe.

Gabriel jumped in the back with the agents Magic and Horse and tried to get comfortable among the clutter of fuel cans, blankets, megaphones and food supplies, while his wife rode shotgun upfront. Then Kasper hit the gas and they raced north, to the Zimbabwe border, six hours’ drive away. Kasper planned to drive through the night – he never had much need for sleep – and be in Harare by dawn. Gabriel had not set foot in Zimbabwe since fleeing in the boot of a car on March 24th, 2003, 14 years previously. He was a fugitive from his home country and hunted by Mugabe’s assassins in his adopted one, but there was no way he was going to miss the event he believed would finally topple the tyrant. He wanted to be free again, to not have to look over his shoulder anymore, and that time was close at hand.

Something had rankled Gabriel during his 14 years in exile: the accusation from putative allies in the opposition back home that those in the diaspora had it easy. “There were always allegations that we had left others to fight and die. So when I made the decision to go for the march it was partly an attempt to convince myself that I wasn’t a coward. I had always said I would rather be a living dog than a dead lion, but now I said, ‘Let me show them I can risk it’.”

The going to the border was good. They passed dozens of buses carrying patriotic Zimbabweans home for the march, flags fluttering. Gabriel, Tino and their ZEF colleagues had been up most of the previous night sending word to their networks, helping to arrange transport, and here, in a matter of hours, was the result. At 3pm, as was his habit, Kasper messaged Ellis back in Johannesburg to update him on their progress. Ellis couldn’t make the trip. His passport had expired, but he was also banned from Zimbabwe. During the 2013 election, while campaigning undercover for MDC candidates, a military vehicle had pulled over his Land Rover Discovery in Harare. Clare was in the car with him. The soldier in charge knocked on his window and calmly delivered a message: “You need to leave this country now. And don’t come back. Understand?”

Ellis got the message. He had left and never returned. Now, stuck in Johannesburg, he called contacts to donate fuel, air tickets and the like; he phoned MDC and NGO people he knew to mobilise their followers to march, and at the last minute added two rusty megaphones he’d dug out of his basement at home to the luggage on the back of the Hilux. “Take these,” he told Kasper. “You’ll be on the streets and you might need to have your voices heard.” Then he had hugged his assassin and wished him luck.

On the road, at around 4pm, Kasper heard from Mutsvangwa, who was back in Harare already, that the war veterans press conference at the Rainbow Towers Hotel that afternoon had gone well. Mutsvangwa had flown back to a different country from the one he’d skipped 12 days previously, the day of ED’s dismissal. Back then he had feared the assassins were coming for him too, and he’d been terrified his flight might even be turned back. But now, with Mugabe on the ropes, he swaggered from the airport to the Rainbow Towers and announced preparations for the coup de grâce. “The game is up for Mugabe, it’s done, it’s finished,” he told the massed ranks of local and international media gathered at the hotel. “The generals have done a fantastic job. We want to restore our pride and [Saturday] is the day… we can finish the job the army started.”

The Hilux arrived at the Beit Bridge border on the Limpopo River close to 9pm. The queue to get in was long. Not since Bruce Springsteen played Harare in 1988, at the height of apartheid, had so many people made their way overnight from South Africa to Zimbabwe. Getting out of South Africa was easy; getting into Zimbabwe, not so much. Gabriel showed his passport and it went as he feared: his name was flagged and the official would not allow him in. They didn’t sound any alarm, which was a relief, and everyone else could proceed, but not him. Kasper wasn’t having it. He wanted to assault the official, then thought better of it.

“United we stand, divided we fall,” he muttered. Then he conferred with agents Horse and Magic. An hour later the Hilux continued on its way across the border, while Gabriel and Horse turned back into South Africa, immigration on that side bemused as to how a Zimbabwean on a Zimbabwean passport had been denied entry into his own country. It was there that Horse put the new means of crossing the border into action. Gabriel won’t say exactly how they smuggled him in; suffice to say that, having fled Zimbabwe in the trunk of a car 14 years previously, he re-entered his country in equally unconventional fashion in the early hours of Saturday morning, November 18th. They reconnoitred with the Toyota Hilux at 3am, six hours later. Sufficiently clear of the border, Kasper pulled the Hilux over on a stretch of straight road and they all hopped out.

There was no moon, but it was a clear starlit night and the air had the musky wet smell of weed grass, mopani leaves and wood smoke. Gabriel inhaled the smell of his rural childhood. Then he got down on his knees by the side of the road, gathered some soil in his hands and licked it, a custom, if one has been away for a long time from home, to let the ancestors know you have returned. As he knelt there, the taste of Zimbabwe on his tongue, tears started rolling down his face. He turned to look up at his wife and three friends who were staring at him in the starlight. They were crying too.

New Twist To Virg_inity Saga, Zanu Pf MP Sues Complainant

By Own Correspondent- The case in which a woman is suing a member of Parliament for Mberengwa North, Tafanana Zhou (Zanu-PF) for breaching his promise to marry her after breaking her virg!nity has taken a new twist after the accused legislator claimed that the woman was not virg!n at all as she had done this to another man.

Part of Zhou’s response reads. The respondent is not personally known to me and I have never met her and what I know is that I received WhatsApp messages from a person who alleged to be the respondent making s.e.xual advances towards me. The person went as far as introducing herself to me by sending me her pictures and I did not respond.

I submit that the respondent cannot prove at all that she is known to me and that I had s.e.xual intercourse with her.

Most importantly, she alleges at the time she had s.e.xual intercourse with me she was a vir_gin and this cannot be true. I am advised by my legal practitioner that on November 12, 2014, at Zvishavane magistrate court and under case number 999/14, the respondent instituted a claim of seduction against one Simon Magidivana of Zvishavane. In her particulars of claim, the respondent alleged that she fell in love with Magidivana between August and October in 2014 during which she was a vir_gin and they had se_x.

… I aver that there are no issues in this matter as it is clear that as per respondent’s allegations she lost her vir_ginity sometime in 2014. The claim by the respondent is not made with a bona fide intention of seeking justice.

Govt To Give Civil Servants Another Pay Rise In June

NewsDay|GOVERNMENT says it will award its workers another pay increase in June as prices of basic commodities continue to skyrocket, eroding the purchasing power of disposable incomes.

Chairperson of the Public Service Commission (PSC) Vincent Hungwe said government was aware of the chaos in the market wrought by the price hikes which are daily eroding the recent salary increments awarded to civil servants.

Revealing that a new proposal to further cushion the workers had been tabled, he said: “Since the 1st of April, there has been some changes, some challenges within our economy and we are continuing to engage employees in order to come up with a mid-term adjustment to their salaries sometime in June and July.”

In April, government offered civil servants a pay rise, lifting the lowest paid to ZWL$600, which has now been eroded to the equivalent of almost US$100 as the RTGS dollar continues to take a hit on the black market where it is now trading at around ZWL$570 per US$100.

Hungwe said the increase was gifted to the workers by President Emmerson Mnangagwa, without any need to negotiate for it.

“We do engage with our employees from time to time and you will recall that at the beginning of the year the President granted civil servants some resources which were not negotiated.

It was the President merely indicating and recognising that there has been some challenges with respect to the economy and the increases in prices,” he said.

“Subsequent to that we engaged with our employees for purposes of coming up with a cost of living adjustment to the tune of $400 million which became operational from April 1.”

Increasingly agitated government employees, especially teachers have been taking government head-on, demanding better working conditions and salaries that can meet their daily basic needs.

Hungwe said the PSC was looking at other ways which are not limited to increasing salaries and allowances for civil servants in order to cushion workers from the harsh economic meltdown.

“Over and above salaries and allowances for civil servants, there is always a consistent focus on our part as the employer to ensure that non-monetary benefits continue to be delivered to our employees,” he said.

“Just watch this space, within the coming two to three months and see the extent to which we would have gone to see that the non-monetary benefits become a reality. All this is intended, of course, to ensure that workers continue to be barricaded against some of the vicissitudes that one finds in the economy.”

Meanwhile, Mnangagwa appointed commissions for the Zimbabwe Defence Forces, police and prisons, which will all be chaired by Hungwe.

The commissioners, who were approved a month ago and took oath of office before Mnangagwa, will begin work to improve the conditions of service for soldiers, police and prison officers.

Most of the 18 commissioners, who are retired members of the army and police, are of advanced age.

Chasi Hits The Road Running, Orders ZESA To Recover $5m Paid To Wicknell Chivayo

Newly appointed Energy and Power Development Minister Advocate Fortune Chasi has hit the road running calling on Zesa management to do everything to ensure that the $5 million advanced to Wicknell Chivayo’s Intratek Zimbabwe for the Gwanda Solar Project is recovered.

Minister Chasi said even if the courts have exonerated the company and its director, Government needs the money recovered at all cost.

“We want our $5 million back”, he said.

Newly Appointed Energy Minister Hits The Ground Running, Says He Is Yet To Sleep

By Own Correspondent- Advocate Fortune Chasi, the newly appointed Energy Minister has revealed that he did not sleep on the night he was handed the tough Energy and Power Development ministry in a mini-reshuffle by President Emmerson Mnangagwa.

Chasi revealed this after many social media users had suggested that he was waking up to his new job as the minister of Energy. The Ministry is convincingly at a Lazarus moment considering that Zimbabwe is facing a gigantic fuel crisis and a crippling blackout. The minister said:

After studying the task ahead, Chasi concluded that heading the ministry was a mammoth task. He, however, insists that concerted efforts by all stakeholders are bound to bear the desired outcome.

Many social media users were very pessimistic arguing that Chasi was handed “a live snake”. One of his followers on twitter wrote:

The tweet suggested that it was not about the rotation of ministers. The government needs to provide, in addition to the human capital, other resources particularly the financial resource which is currently very scarce.

Media Statement|The Royal Crown Council completely condemns the cowardly physical attack on Chief Nhlanhla Ndiweni and the accompanying attempt to unlawfully take his vehicle from him.

This attack constitutes a serious attack on the institution of traditional leaders as a whole and of the rule of law and constitutional democratic order which anchors our governance institutions.

By attacking the Chief in the centre of the town and in front of hundreds of people, the attackers demonstrated a brazen disregard of the law and the people around them. This is a level of impunity and lawlessness that must worry us all.

There can be no justification whatsoever in physically attacking any human being, let alone a Chief. The vehicle the Chief was driving was given to the institution and office of the Chief and the people of Ntabazinduna where the chieftainship is based in terms of the law and it therefore cannot be given and withdrawn as if it is a private gift from some private donor.

Like every person, and especially because he occupies a public office, Chief Nhlanhla Ndiweni must never be subjected to harassment, threats and physical attacks for whatever reason one may think justifies it.

His activities while discharging the functions of his office and as a person must not, in anyway, be unlawfully curtailed or inhibited as his effectiveness as a leader of his people relies on his freedom of movement and to speak freely on behalf of his people and of the culture, customs, traditions and practices the constitution obliges him to promote and protect.

All differences of opinion in whatever issues must be resolved peacefully and without any resort to barbaric threats, harassment and intimidation. We must all encourage a culture of open debate of issues and shun violence and threats against opponents.

The state has a constitutional obligation to protect the physical integrity and person of Chief Nhlanhla Ndiweni and his property from any potential threats.

We therefore call upon government to urgently launch a thorough and impartial investigation into the attack and prosecute all those involved and to ensure the security and freedom of all chiefs, more especially in this case, of Chief Nhlanhla Ndiweni.

We also call on all political parties and state institutions to respect traditional leaders and the people, regardless of the points of view they hold.

On our part as Chiefs we have been engaging relevant state authorities over the attack since yesterday and will continue to do so so as ensure that this attack does not happen again and also to ensure the peaceful resolution of differences on contentious issues.

As Chiefs and the public at large, we will not in anyway tolerate, accept or entertain physical threats, attacks and intimidation of traditional leaders anywhere.

Mzembi Placed On S.A Wanted List

By Own Correspondent- Former tourism minister, Walter Mzembi has been placed on South Africa wanted list as the State is making efforts to secure the fugitive’s attendance for trial.

Addressing the court, prosecutor Brian Vito said initial efforts to have Mzembi ‘informally’ returned to Zimbabwe had proven to be futile so they had now engaged Interpol for him to be formally on the wanted list.

Vito tendered the letter written by the Zimbabwe Anti-Corruption Commission to Interpol to ensure the deportation of Mzembi.

Responding to the application, defence counsel Farai Mushoriwa who is representing Mzembi’s accomplices Aaron Mushoriwa and Miriam Sangarwe opposed the umpteenth postponement that was being sought by the State.

“The document tendered is of no effect as it doesn’t constitute the requirements of the Extradition Act which requires the issuance of a warrant of arrest giving particulars of the offence, sworn statement of the investigating officer and an affidavit from the prosecutor general.

“The effect of the document placed before the court is that the court will be hamstrung for the next ten years as they have no idea of where Mzembi is so they should do the humane thing and remove the alleged accomplices from remand.

“The State wanted to unlawfully abduct Mzembi and violate his rights of movement which they found impossible due to the large population in South Africa,” said Mushoriwa.

Brian Vito made an undertaking to have charges withdrawn from Mzembi’s accomplices if he fails to have him extradited on the new trial date 30 July.

Regional magistrate Hosea Mujaya remanded the matter to July 30 for trial.

This comes after some of the artistes under his recording label such as Boss Pumacol, Uncle Epatan and X-Faya performed explicit freestyles with some unprintable words that praised marijuana, violence and sex.

Bazooker, who records with Chillspot, was among the artistes on that freestyle medley but his lyrics were clean.

The video of the freestyle went viral on social media.

Fantan said dancehall is a different music genre which talks about real issues that happen in the society.

“It’s Unethical!”: Says MDC On Chief Ndiweni Attacks

The MDC condemns attacks on Chief Ndiweni over his expression against human rights violations by the military State.

In response, the cult displayed that by all accounts the Chief was right. Matemadanda’s press conference, Nick Mangwana and Energy Mutodiwere all inciting and unacceptable.

Within a day of their reckless utterances the Chief was attacked by a Zanu PF mob in Bulawayo who attempted to take his vehicle. It is clearthat vehicles given to Chiefs were meant to convert them into a captured community. This too is unacceptable. Not to mention that Zanu PF wasall in defence of Chief Charumbira when he was found on the wrong by the courts for partisan behavior.

Chief Ndiweni has not in any way supported any political party, but castigated violations of citizen rights. If he is on the wrong, there is alwaysdue process. Barbaric attacks on the Chief are unacceptable.

Zanu PF functionaries in government who made reckless statements must be held to account and those who attacked the Chief, intending toimpound his car in Bulawayo must be investigated and brought to Justice.

“Chamisa Is Zimbabwe’s Political Darling Who Can Lose To No-one In A Poll”

By Kennedy Kaitano- Just over a year at the helm of Zimbabwe’s largest opposition party, Nelson Chamisa seems to be stamping his authority, bringing home that Zimbabwe may be a real democracy after all.

His rise to leadership has obviously been criticized by some, even within his own party, but the youthful leader needs to be praised for the manner in which he has handled things. No one is perfect, Chamisa included, but one of the things he should be applauded for was his public statement, repeated a few occasions, that every member had the constitutional right of being nominated for any position in the party as long as they met the constitutional requirements.

These statements he made when Vice-President Mudzuri and Secretary-General Douglas Mwonzora had indicated that should they be nominated to contest for any position at the coming Congress, including the Presidency, they would accept the nomination.

Mwonzora especially took a battering from angry party members who thought a contest between Mwonzora and Chamisa would see Chamisa lose. Personally, I don’t think Chamisa was going to lose, but other people are not confident enough and do not want to leave things to chance.

Chamisa, in my opinion, is obviously the darling in Zimbabwe’s political circles at the moment and cannot lose to anyone in a poll, but allowing anyone who got nominated to contest would have proved beyond any reasonable doubt MDC’s democratic credentials. I believe the party leadership will cultivate the democratic principles to every level of the party in the time leading to the next elections, and I do not doubt Advocate Chamisa’s capacity to lead the team to achieve that.

Another positive aspect of the debates has been that participants have been able to ask the contestants questions, and in Bulawayo, Douglas Mwonzora clarify certain baseless allegations that have been used against him in the Congress process. I am confident that in the next five years the party will perfect the process to ensure that the voters can make informed choices.Chamisa is just good.

He is not just charismatic, he is highly intelligent as evident from coming top of the class in most of his degree courses, and with degrees in political science, law and theology, he knows the right thing to do, and with the support of highly capable leaders as seen from the presentations made at the ongoing candidate debates, I see the MDC being able to break all the barriers that have made it fail to be announced winners in all previous elections where the courts of public opinion had judged the party as winners.

On his party, advocate Chamisa has said there are no losers at Congress. I have put it this way a few times “We are all winners, even those that will not be contesting, but some contestants will simply get more votes than others in any election”

Knowing the value in each of those contesting, Advocate Chamisa has repeatedly said all who do not get the top votes will be redeployed to various positions within the party.

I have had my reservations, but all my fears about Advocate Nelson Chamisa, who I see as good wine that has matured with age, have all be satisfactorily resolved. Not that I have at any one point not wanted him to lead after the demise of icon Tsvangirai, but I am more confident with his leadership than when he took over.

Pastor Sues Wife For Plans To Divorce Arguing That He Believes In The Sanctity Of Marriage

By Own Correspondent- A Kwekwe-based pastor has sued his wife of eight years for allegedly failing to value their marriage and disturbing his peace.

Pastor Ronald Nyambira, of a church whose name was not disclosed, hauled his wife Chido Precious Nyambira to court for abuse and disturbing his peace.

The two are on separation and Ronald told the court that he had separated with his wife because she did not value the marriage.

” My wife is staying at her mother’s house at the moment because we are on separation; we separated because I want her to value our marriage. I am a Christian and I do not believe in divorce so this is just a separation until we solve our differences.

” The problem now is she comes to my place to harass me, causing scenes even in the presence of other people. I want her to stop abusing me like that. I just want her to visit me peacefully so that we discuss the children if there are any issues concerning the children,” said Nyambira.

in response to the accusations made against her, the wife lashed out at her husband for being irresponsible and neglecting his children ever since she had moved out of their matrimonial home.

” He is neglecting the children and does not want to provide money for them; if I visit him to discuss the children he tells me that he does not have money. I do not know the meaning of his silence about our marriage so I do not know the meaning of his actions,” she said.

The presiding magistrate Vimbai Mutukwa granted a mutually binding protection order compelling them to observe peace between themselves for the sake of their children while they solve their issues amicably.

“The Downside Of Labour Unrests”


By Mapozho Saruchera- The local media was recently awash with reports of emergence labour unrest by civil servants who are demanding either a cost of living adjustment or that their salaries be paid in United States (US) dollar in order to cushion them from the prevailing unjustified price hikes.

In as much as it is necessary to appreciate that strikes might be the most
effective tool at the employees’ disposal to force the employer to look
into their welfare, it is also essential to look at the effects of same on the
economy, businesses and employees alike.

Allow me to digress a little. The two factors of production under
discussion here, thus entrepreneurship (employers) and labour
(employees) have to be rewarded in profits and wages at the end of the
production process. It can therefore, be argued here that the said rewards
are the main reason why employers and employees are engaged in
production. Take away or reduce the rewards and the architecture of the
relationship will also change.

To begin with, labour unrests have a tendency to strain employment
relationships between employers and employees, which in turn could
affect teamwork and profitability. If profitability falls, the employers
will be forced to offload some workers so as to stay viable.

Thus labour unrests have potential to trigger retrenchments as companies battle to stay afloat. Recurrent industrial actions, on the other hand, have
potential to even change the way employers employ. For instance,
instead of permanent employment, with full benefits such as pension and
medical aid cover, some employers might end up preferring part time or
temporary workers simply because they do not strike.

In the event that the strike is illegal, which is almost always the case, the employer, according to law, might not have to remunerate striking workers for days not worked, which can cause untold suffering to the employee.
Relatedly, the illegal strike could constitute as a fair dismissal.

Since striking employees, in most case, belong to a union, they are under
obligation to strike when the union determines, risking losing not only
wages, but benefits such as medical aid insurance, sick and holiday pay
if the strike drags on for an extended period of time.

Another downside is that if an employee is a union member and does not want to partake in the strike, they could be at risk of being intimidated by members of the union, thus workers end up unwillingly partaking in a strike they fully know might cause more harm than good.

Turning to the Zimbabwean economy, which is vulnerable at this point
in time, labour unrests could further harm the country’s investment
reputation internationally. This is so because; strikes in Zimbabwe have
recently resulted in the destruction of private property – other people’s
investments. Since no investor would want to invest in a volatile
environment, violent industrial actions can result in capital flight
cumulating in the retrenchment of the striking workers.

Again, payment of higher wages inevitably lead to higher inflation, meaning the striking workers will have to keep striking regularly for more increments, while the price of basic goods will shoot beyond the reach of the unemployed and retired. With hindsight of the downside of labour unrests, it is advisable for the Zimbabwean workers to lobby for non-monetary incentives, such as residential stands. These incentives will retain value compared to revised wages.

Another advantage is that non-monetary incentives will not cause
inflation, thus ensuring that the little one gets can still buy basic goods
until the economy is back on its feet.

MDC President Nelson Chamisa has bid farewell to Paul Rukanda, one of the party members who died in an accident that also left Glen View south legislator Vimbai Tsvangirai Java in critical condition.

New Headache For ED As Former White Farmers Demand Land As Compensation

Former white farmers dispossessed under the Zimbabwe government’s land redistribution would accept land instead of cash as compensation for their loss, a senior Commercial Farmers Union (CFU) official has said.

About 4,000 farmers were turfed off the land at the turn of the century as President Robert Mugabe’s government pursued what it said was a drive to address colonial land ownership imbalances.

The policy caused upheaval in the key agriculture sector, resulting in economic turmoil from which the country is yet to recover from. Zimbabwe was also isolated from its traditional western donors and investors as a result.

Zimbabwe’s 2013 Constitution acknowledges the need for the former farmers to be compensated, but for improvements only.

While the Mugabe administration undertook to make good on the compensation promise, even making some token payments, his successor, President Emmerson Mnangagwa appears to be making a bigger push on the matter.

Government has set aside $53 million (US$16 million) in the 2019 budget, a modest amount considering a total compensation bill which is estimated to be in the order of billions of US dollars.

But CFU director Ben Gilpin told the Zimbabwe Independent that some farmers would be willing to get some land back in lieu of compensation.

“To pay me, government has to take money from taxpayers. Wouldn’t it be ok that, instead of excluding me from farming, you give me a land lease where I pay money to the state to meet its obligation?,” queried Gilpin, who says he lost a farm he purchased in 1987.

“I think there’s a great opportunity for government to embrace Zimbabwe citizens of competence on a non-discriminatory basis and say, if you are a farmer and we owe you money, let’s offset this by giving you access to the land.”

He, however, said a good number of the 3,500 farmers on record as eligible for compensation had aged and were no longer interested in farming.

“If you look at the age of farmers when they lost land, they were 55, some older. Most of the elderly are not interested, but parts of the younger generation are just looking for opportunities to farm,” Gilpin said.

“It has happened in other parts of the world. This is one way of dealing with it. It’s a win-win. If it can be done, why can’t it be one of a menu of options?”

A reported 860 farmers have signed up for the first round of compensation under the $53 million fund, which will benefit the most distressed.

Gynaecologists Discourage Wearing of Used Pants

Gynaecologists have warned the public against wearing used underwear they buy from flea markets around the country, saying doing so, exposed unsuspecting women to sexually transmitted infections (STIs).

Bulawayo City Council (BCC) recently announced the ban on the sale of used underwear citing health reasons.

But in Harare, the sale of second-hand panties and brassieres (bras) has become a brisk business at most flea markets, particularly at the Charge Office and Mupedzanhamo in Mbare.

Most of the undergarments are stained with unknown substances.

The debate on the sale of second-hand underwear has remained a sensitive issue, and health experts are saying that it could be a ticking time bomb.

Harare-based gynaecologist, Felistus Shambare — who runs a clinic in the Avenues area — said many unsuspecting women were exposing themselves to all types of diseases, including STIs, by using these second-hand panties.

“There is a high likelihood of getting an STI from wearing or sharing someone else’s underwear,” said Shambare. “Some bacteria is very resistant and can survive the conditions, long enough to infect someone. Pubic lice have been known to survive the harshest conditions, and are not easily killed. These little parasites can cling tightly to a certain spot and even a general wash might miss them”.

Another gynaecologist and obstetrician, Martha Stevenson, said it was high time the government adopted a sterner stance against the practice.

“I tell you, although there has not been tangible evidence to link the used underwear with any particular incidence of an infection, the possibility is there,” she said. “We are constantly presented by our patients with the strangest types of infections. We cannot rule out that such practices could be contributing to these odd diseases. No one knows what kind of chemicals are used to preserve the items during their sea voyage.”

Stevenson also warned women against washing the underwear with bleach or stronger solutions.

“It is possible that one might fail to totally rinse out the solution, and whatever chemicals that form part of the bleach might harm the ‘sensitive’ parts.”

A nurse from Belvedere council clinic also said it was unhygienic to wear used underwear, just as much as it was unethical.

“It is unhygienic and according to our African culture you cannot share undergarments with someone else,” she said.

But people who spoke to Standardcommunity last week were reluctant to take advice from health experts.

“If you wash it thoroughly the stains come off. It’s just dust and dirt because these items come from faraway places. Many people including the prospective buyers handle the stuff with bare hands, which are not always clean,” said one undergarment vendor, who spoke to Standardcommunity in Harare’s central business district.

“Even if you buy new underwear, unless it is sealed, you will still wash it before you wear it, so there is nothing peculiar about washing used underwear,” said another vendor who identified herself only as Anna.

She added: “It is good business and besides, women want to look good and prefer the labels that we sell.”

True to her word most of her wares comprised known labels like Wonderbra and Victoria’s Secret.

“People prefer labels more than the fact that it has been worn before. The items last for a long time, unlike the dollar for two [items] that people buy in shops. They may be new but they are not strong. Mazhing zhong chaiwo [They are not strong]” said one Aaron Poshai.

They advertise the wares by shouting, “Svikai muone US$1 bra yekuStates ichangovhurwa bhero (Come and see, a bra from the US going for a dollar).

UNCOMMON PRACTICE FOR AFRICANS

Other people however discouraged the practice.

“People should be careful; the satanists are now very clever they use all sorts of ways to lure innocent people into their cults,” said Tatenda from Waterfalls. “Those items might have been offered to the dark one first, and anyone who wears them might end up behaving exactly the way they want them to.”

Gogo Mazhenje, who sells vegetables along Fourth Street, said it was not common practice that African women wear used underwear.

“During our times when we were growing up, that was not allowed because you could end up with numerous problems like jeko [period pain]” she said.

Harare City Council has seemingly turned a blind eye on the issue, as more and more vendors are openly selling the underwear.

Council spokesperson, Leslie Gwi-ndi had not responded to an email sent to him by the time of going to print.

Finance minister Tendai Biti once said, any man whose wife wore used underwear should consider himself a failure.

Mashavira says he is a mere cattle herder from Gokwe and he is not in any way linked to Zanu PF.

Mwonzora Taken To Task Over Corruption In The Selection Of Party Candidates

MDC secretary-general Douglas Mwonzora was grilled on his plans if given a second mandate to run the office, with some party members accusing him of being involved in the double nomination of candidates.

But Mwonzora brushed aside the accusations and vowed to stay loyal to party leader Nelson Chamisa, and ensure the party will never split.

“What is important is the relationship between the president and secretary-general. If I am not happy, I go to the office of the president. We are close to each other and deal with the disputes,” he said.

“That’s why I have been secretary-general under our late icon Morgan Tsvangirai. There was no split, I have been secretary-general under our president Chamisa, there was no split and there will be no split because we know how to deal with disputes in a mature way.”

Party members also accused Mwonzora of having a hand in the recent High Court judgment which declared Chamisa as an illegitimate party leader.

“Zanu PF killed our people, killed our industries and our economy, we have to remove this government. That is our main objective,” Mwonzora said.

MDC vice-chairman aspirant Job Sikhala said: “There are people who want to personalise the president because they come from the same village; that is what I will stop. I will take the president from the pockets of those who want to personalise our president and will give him back to the people.”

MDC Youth Leader Blasts Zanu PF For Insulting Chief Ndiweni

Farai Dziva|MDC A Youth Assembly national executive member Arnold Batirai Dube has castigated Zanu PF youths for insulting Chief Ndiweni.

Batirai Dube is the councillor for ward 24 in Bulawayo and he is vying for the position of deputy chairperson in the MDC youth assembly.

“Zanu PF must desist from abusing traditional leaders,
Chief Ndiweni must be respected,”said Batirai Dube.

He strongly warned Zanu PF youths to stop harassing the traditional leader for merely expressing his views.

“Chiefs are custodians of our national culture, heritage and integrity and they deserve respect.

Chief Fortune Charumbira has openly declared allegiance to Zanu PF but nobody raised a finger.Why are they tormenting Chief Ndiweni?” Batirai Dube argued.

Break Fuel Cartels, New Energy Minister Urged

Newly appointed energy minister, Advocate Fortune Chasi has been urged to liberalized fuel imports as well as break the fuel cartels in order to address the shortages that have seen queues becoming the order of the day across the country.

Posting on Twitter, an economic analyst Brains Muchemwa said the only way out of the current situation is reverting to market prices and dump subsidies which are responsible for the ever growing queues.

Mnangagwa Pledges To Improve Doctors’ Welfare, Equip Hospitals

By Own Correspondent- President Mnangagwa has assured doctors at public hospitals that Government will ensure they are fully stocked with drugs and medical equipment while looking at their welfare.

He said this after meeting a delegation of doctors at State House in Harare at a meeting arranged by First Lady Auxillia Mnangagwa, who is also the Ambassador of Health and Child Care, as a follow-up to an earlier meeting this year.

The meeting mainly centred on the working environment for medical practitioners and their tools of trade.

Head of delegation Dr Faith Muchemwa told journalists after the meeting that they were leaving the State House satisfied.

She said they were invited by the First Lady, who has shown deep concern about their work.

“She initially invited us so that she could understand what was really going on because she cared about the health of the population,” she said.

“She arranged for us to meet His Excellency.”  Dr Muchemwa said the meeting went well and expressed confidence that their plight could soon be a thing of the past.

“It has been a really good meeting and we were listened to,” she said.

“We have been assured that most of the things that we have been requiring are actually already on their way through the Honourable Minister (Obadiah Moyo).”

Zanu Pf Unfazed By Mutasa Poll Defeat: Report

By Own Correspondent- Zanu Pf has pledged commitment to continue pursuing developmental initiatives in Mutasa despite the ruling party losing a rural local authority seat to the opposition MDC Alliance  in the just ended by-election in Ward 10.

Zanu PF’s Margaret Tindirika who garnered 548 votes behind MDC A’s Rosemary Mukodza who got 801 votes, said the ruling party will continue working for the people in line with President Mnangagwa vision 2030.

Tanyaradzwa Chirima (NCA) pulled 16 votes.

Gvnt To Pay For Fees For Cyclone Idai Orphans

By Own Correspondent- Primary and Secondary Education Minister Professor Paul Mavhima has revealed that Government will pay school fees for all children who lost parents and guardians during the recent Cyclone Idai as well as provide books to learners in all areas affected by the devastating tropical storm.

More than 364 people died after Cyclone Idai ravaged the eastern parts of Zimbabwe on March 15 and 16 this year with Ngangu Township and villages in Rusitu Valley in Chimanimani district being some of the hardest hit.

Professor Mavhima said food will also be provided in schools in areas affected by Cyclone Idai.

“We have already instructed headmasters to compile lists of pupils that lost parents or guardians during Cyclone Idai. As Government, we pay school fees for all children who lost parents and guardians during the recent Cyclone Idai as well as provide books to learners.

“We are happy that distribution of books has already started in some areas and we will make sure there are adequate books in schools located in all those areas that were affected by the cyclone,” said Minister Mavhima.

The Primary and Secondary Education Minister said all schools in Chimanimani managed to conduct normal lessons on opening day while repairing of damaged infrastructure in schools is almost complete.

“We are also excited that all schools in Chimanimani and Chipinge opened for second term just like all the other schools in areas that were not affected by the cyclone.

“As you can see here at Ngangu Primary, repairing of damaged infrastructure in schools is almost complete. The good thing is that in some instances we are actually placing better facilities than what was previously there,” he said.

Among the schools that Minister Mavhima toured recently are Ngangu Primary, Chimanimani Secondary, Vimba Primary, Kwirire Primary, Mutsvangwa Primary and Secondary.-Manica Post

Woman Steals 2Months Old Baby Boy In Bid To Please Ex Husband

By Own Correspondent- A 19-year-old woman from Chigodora has been hauled before a regional court in Mutare on allegations of stealing a child from a Sakubva vendor in a bid to please her ex-husband.

The baby’s mother, Energy Mangarai’s cell phone sold out the culprit, Cressy Andisani, after she had earlier used it to call her ex-husband to inform him about the ‘good news’.

Mangarai proceeded to her ex-husband’s homestead in Chigodora to show them the ‘bundle of joy’.

She pleaded guilty to kidnapping charges when she appeared before Mutare regional magistrate, Mrs Loice Mukunyadze.

The court heard that Mangarai, a vendor at Sakubva Musika, was at her vending stall on May 5 at around 12pm carrying the baby on her back.

Andisani arrived and asked for her cell phone to call her ex-husband Isaac Mundodzo. After making the call she asked to help Mangarai carry her baby while she did her work.

Andisani vanished with the baby for almost two hours until Mangarai became suspicious.

Mangarai tracked her through Mundodzo’s cell number and managed to apprehend her in Chigodora. The suspect had introduced the baby as hers with Isaac Mundodzo,-Manica Post

Persecution Of Chief Ndiweni “Shameful”

Mthwakazi National Party observes with attention the orchestrated onslaught directed at the paramount Chief Nhlanhlayamangwe Khayisa Ndiweni by the imperfect state of Zimbabwe and ZANU PF, a clear attack on the right to freedom of expression of the oppressed Mthwakazi nation.

Chief Nhlanhlayamangwe Ndiweni, like many other esteemed chiefs within Mthwakazi who remain true to the cause of the people of Mthwakazi, is a beacon of Mthwakazi sovereignty. MNP asserts that the right to dissent and to express and disseminate one’s ideas are critical components of free expression and a cornerstone of a democratic society. Since the time Chief Ndiweni wrote a joint letter with Chief Maduna calling for the United nations to intervene in the resolution of the Gugurahundi genocide matter, Mnangagwa and his cronies have upped their aggression against him.

Our chief is being persecuted for being the voice of Mthwakazi people who have suffered all various forms of oppression under the Zimbabwe colonial rule including denial of our right to self-determination in a free and sovereign Mthwakazi state, denial of our identities as the Mthwakazi people, destruction of Mthwakazi minority languages, ethnic dilution of Mthwakazi, Gukurahundi genocide, displacement of our people from their ancestral land, military ocupation of our country, socio-economic marginilazation, cultural suppression and oppression.

The heavy-handed effort by Mnangagwa’s ZANU-PF regime meant to undermine the authority of our traditional authorities and the pillars of our culture, to persecute her people and disrupt Mthwakazi’s quest for freedom  is tantamount to colonialism. Mnangagwa’s regime, like the Smith regime and all other colonial administrations before it, recognises that the only way to dominate Mthwakazi is to interfere with her culture and tradition through the subjection of our traditional leaders.

In light of our commitment as MNP to defending the people of Mthwakazi and our right to freedom of expression, we call on the Zimbabwe regime to stop on its march of aggression against Chief Ndiweni. We want to put it clear before our oppressors that a people who have lost their fear can never be re-injected with fear and that destiny can be delayed but can never be denied.

We recognise the inherent need to restore the sovereign authority of traditional leaders as the pillar of our independence in order to safeguard our culture, tradition, language and historical heritage.

We call upon the people of Mthwakazi to unite across social divides in support of Chief Ndiweni in order to limit the influence of the Zimbabwe regime on what is left of our independent traditional systems.

Daring Maid Steals Infant

By Own Correspondent- A Chipinge family was left traumatised after their maid did the unthinkable and stole their infant.

The recently employed domestic worker was later arrested at her rural home in Chiredzi after detectives quickly reacted and made a follow up.

Virginia Tanatswa Sithole from Porusingazi Village under Chief Gudo area committed the crime on Tuesday. She is set to appear in court today on theft and kidnapping charges.

The mother of the infant Margaret Muyambo of Medium Density, who is employed as a nurse at Chipinge District Hospital was relieved after reuniting with her daughter.

“On Monday my colleagues introduced me to this girl who was looking for a job. I really wanted someone to look after my daughter while I am at work. I took the maid to my office and explained to her the conditions of service. We agreed and I took her to my house. The following day I went to work leaving her with my one-year-old daughter.

“At around 4pm I drove home intending to check if my daughter was okay and that is when I realised that the maid was not at home. I tried to be patient and waited for her return for some hours but she did not show up.

“I notified my husband and he made a police report and a search was conducted. We did not sleep that night. A team of detectives then made a follow and recovered my daughter in Chiredzi on Wednesday at around 2pm.

“I want to give credit to detectives at Chipinge CID for their work because they recovered my daughter alive. She was medically examined and everything is well,” she said.

Chipinge district CID public relations officer, Assistant Inspector Daniel Mhini, confirmed the incident and said the culprit is expected to appear in court soon.

“On May 6, the kidnapper posed as an innocent childminder to Margaret Muyambo who was looking for a maid. Muyambo employed Sithole as a child minder and entrusted her to keep the infant at her matrimonial home. On May 7 at around 8 am, Muyambo went to her workplace leaving her child in the care of the purported child minder.

“At around 3pm on the same day the deceitful child minder transformed her evil thoughts into action, ransacked the bedroom and stole R500 before strapping the baby on her back. She left the residence and boarded a commuter omnibus to her rural home in Porusingazi Village which is about 200km from Chipinge town. Muyambo returned back home and found the child missing,” he said.-ManicaPost

Mthuli Ncube Expresses Hope On The Economy

By Own Correspondent- Finance minister Professor Mthuli Ncube has expressed hope that the country’s economy is heading for a rebound adding that measures contained in the Transitional Stabilisation Programme (TSP) and 2019 National Budget have seen Government revenue collections surpassing targets by 8,2 percent.

Prof Ncube said while challenges are being experienced in the economy mainly due to drought that characterised the 2018-19 summer cropping season, together with the impact of Cyclone Idai and foreign currency shortages, the economy is still punching above its weight.

He said:

“Fiscal consolidation and stabilisation measures in the TSP and the 2019 National Budget are paying dividends, with revenue collection in the first quarter of 2019 performing above target by $146 million while expenditures were contained below the target of $218,9 million.

As a result, a budget surplus of $443,1 million was realised during the quarter, creating an additional space of financing social development programmes and unforeseen exigencies related to drought and the impact of Cyclone Idai.

Ncube revealed that cumulative tax and non-tax revenue collections in the first quarter of the year jumped to a record $1,9 billion against a target of $1,8 billion, resulting in a positive performance of $146 million or 8,2 percent.

He attributed the improved tax revenues to the strengthening of Zimra collection systems and plugging of tax loopholes.

The intermediated money transfer tax (IMMT) — commonly known as the 2 percent tax — generated monthly averages of $95 million against a target of $50 million.

This allowed the Government to use some of the funds to address immediate challenges that confronted victims of Cyclone Idai, devolution and the education and health sectors.

The upward review of excise duty on fuel also generated revenues of $146 million in February, and Prof Ncube expects the various revenue collection measures to see the country generating $9,6 billion by end of the year.

Despite a bad agriculture season, Prof Ncube said grain stocks at the Grain Marketing Board (GMB) stood at 876 000 tonnes at the end of March, which is adequate for human consumption for the next seven months.

“However, in view of the current drought, importation is inevitable before the next harvest,” he said.

Turning to the mining sector, Prof Ncube said Government is “seized with addressing the challenges facing the mining sector”.

The challenges mainly relate to foreign currency shortages, which interrupted operations in the first quarter, resulting in production declines across all minerals except chrome.

Prof Ncube is confident that overall output targets for the year “are achievable” with most targeted minerals such as gold, nickel and platinum producing more than 20 percent of total expected output for the year.

This year’s target for gold production is 40 tonnes, up from last year’s 33 tonnes.

The manufacturing sector, which is also restrained by challenges related to financing, utilities and foreign currency availability, is expected to record a marginal 0,1 percent growth this year.

The marginal growth is set to be driven by foodstuffs and non-mineral products.

Said Prof Ncube: “In the outlook, the performance of the sector is expected to benefit from improved investment following the latest round of ease of doing business reforms, and the enactment of the ZIDA Bill, which is now before Parliament.

“In addition, the Local Content Policy Bill is being finalised and also the Industrialisation Policy being finalised by the Ministry of Industry and Commerce will support domestic firms to increase production through utilisation of local factors of production.

”He said it remains critical for Government to explore private sector financing facilities required to support industry’s recovery, production and export growth.”-StateMedia

State Media Claims Chief Ndiweni Stage Managed His Attack, Is This True?

By Own Correspondent- Chief Nhlanhlayamangwe Ndiweni of Ntabazinduna, with the aid of known anti-Government activists, yesterday stage-managed an attack on himself by people he claimed to be Zanu-PF youths in Bulawayo, reported The Herald.

According to the report, the chief, who claimed his assailants sought to confiscate his Government-issued vehicle, was pictured pouring petrol all over the car and threatening to burn it if anyone touched it.

The pictures went viral on social media after being published by activists led by Zenzele Ndebele, who recently claimed to have survived a suspicious accident in which all four bolts on the “lower control arm of the front wheel on the left side of my vehicle came off simultaneously”.

A senior Zanu-PF official, who spoke on condition of anonymity, poured cold water on Chief Ndiweni’s claims saying “his story simply does not add up”.

“For starters, it is a known fact that all Zanu-PF structures in Bulawayo were dissolved. How did Chief Ndiweni know that his attackers were Zanu-PF youths; did they identify themselves as such? The pictures that Ndebele posted do not show any Zanu-PF regalia.

“Secondly, how was this attack coordinated, considering that Ndiweni lives in Ntabazinduna and not Bulawayo? How did Zanu-PF youths know where he was in Bulawayo? Did they prophesy his presence in Bulawayo?

“This event was clearly stage-managed and broadcast by Ndebele a few minutes after it allegedly happened. If that is not suspicious, I don’t know what is,” the official said.

Chief Ndiweni has been accused of abusing his position to further the agenda of the opposition MDC-Alliance with Zanu-PF challenging him to step down from the chieftaincy and join mainstream politics.

Apparently angered by the Government’s decision to resettle an indigenous farmer at a farm in Ntabazinduna previously occupied by a white family, Chief Ndiweni last week addressed a Press conference in Bulawayo and called for tougher sanctions against Zimbabwe.

Chief Ndiweni sensationally appealed to the international community to escalate sanctions on President Mnangagwa’s Government, claiming it has failed to pursue democracy.

It is understood that before addressing the Press, Chief Ndiweni wrote to a number of foreign embassies calling for further sanctions to be imposed on Zimbabwe.

He has also set up a parallel organisation to the Chiefs Council under the banner of College of Amakhosi, where he is reportedly seeking to rope in some traditional leaders from Matabeleland and Midlands provinces.

After the 2018 elections, Chief Ndiweni visited opposition leader Nelson Chamisa to “endorse” the MDC-Alliance leader despite his defeat in the polls at the hands of President Emmerson Mnangagwa.

Besides his links with the Chamisa-led party, Chief Ndiweni has had liaisons with secessionist movement Mthwakazi Republic.

However, the relationship with the two are said to have suffered a temporary knock after Chief Ndiweni and some colleagues visited Mr Chamisa to update him about the “installation” of a Ndebele King in South Africa.

Zanu-PF Matabeleland North provincial chair Richard Moyo said they are aware of all Chief Ndiweni’s shenanigans.

“He must just join politics and leave the chieftaincy. He should join mainstream politics by joining these political parties that he is aligned to or even form his own and we will show him how winning politics is played, he has no chance against Zanu-PF,” said Moyo.

“In pursuit of a political agenda, he has chosen to advocate for the suffering of the people instead of working towards their development and unity. We know that initially he was running with secessionist movements like Mthwakazi and later we heard he was endorsing Chamisa despite his loss in the 2018 elections.”

Moyo urged traditional leaders to ignore Chief Ndiweni and continue working for the people.

“He has shown his true colours and his destructive politics and I don’t think any self-respecting traditional leader who has their people at heart can follow such kind of behaviour. They should just ignore his attempts to divide the chiefs in the country,” he said.

In a statement on Sunday, Secretary for Information, Publicity and Broadcasting Services Nick Mangwana said Chief Ndiweni’s utterances were inhuman and against Zimbabwe’s cultural beliefs.

‘‘Chief Ndiweni sentiments are deplorable, parochial and ignorant coming from a traditional leader,’’ he said. ‘‘It is tragic that one of those constitutionally expected to uphold our customary values and community cohesion has chosen to not only be a controversial political player, but to repeat a shameful familial history by calling for suffering to be visited upon the people of Zimbabwe.’’-StateMedia

Where Are Mnangagwa’s ZUPCO Buses

Dear EDITOR — Recently, President Emmerson Mnangagwa unveiled Zimbabwe United Passenger Company (Zupco) buses with State media going into a frenzy eulogising the head of State for a timely intervention.

We all are in agreement that this was something bound to bring smiles on faces of Zimbabwean commuters who have been subjected to exorbitant kombi fares all these years.

However, no sooner than people had finished celebrating the arrival of the buses that the coaches disappeared from the public glare.
No one has seen them on the roads ever since with only those introduced through a partnership with private operators.

We want to see those buses on the roads and hope that the president was not on another PR stunt, promising people things that he knows may never come anytime soon. The mass public system is in dire need of an overhaul and lately the City of Harare announced intentions to bring in electric buses in partnership with a Chinese firm.

Council is local government and we are now wondering whether we are heading north or south, with two sets of arrangements within a month. Government must be clear with citizens and tell them how exactly it intends to solve the crisis in the mass transport system for the benefit of ordinary citizens who — for some time now — have been left at the mercy of kombi operators, who charge exorbitant fares.

Besides, the current arrangement with private operators that came into existence following the January protests dose not seem to provide buses beyond 8pm, leaving commuters with no option other than kombis. The question we must ask ourselves is: Where are the buses that were unveiled by Mnangagwa and where is the remainder from the number we were told was coming from Belarus?
There is obviously something fishy here.

Power lies with the people and they must not be taken for granted all the time. They also think and can make sane judgments on the authenticity of some deals or the lack of it. The mass public transport system needs revamping as a matter of urgency and those buses must be on the road, including the remainder that we were promised.

Local Government minister July Moyo has some work cut out for him so that the current problems bedevilling the urban transport system can be solved once and for all.

Additional Power For Zim From S.A, ESKOM Speaks

By Own Correspondent- South Africa’s power utility, ESKOM recently revealed that Zimbabwe has not yet approached it for additional power after the country has been experiencing critical power shortages since Monday.

ESKOM currently supplies Zimbabwe with 50 megawatts of electricity.

An official at ESKOM, Singh Naresh said:

“And it would have to be specific circumstances and we would have to ensure that we give due attention to our operational capability, whether we are able to supply them with additional power or not.

Former Zimbabwe Energy and Power Development Minister Joram Gumbo revealed that the country would seek to increase power imports, particularly from Mozambique.

Since Monday, the country’s power utility embarked on debilitating power cuts, with suburbs going for as much as 10 hours without power. The power cuts have affected the industry as well particularly winter farming, manufacturing and mining.-TheZimbabwean

ZIFA To Unveil Warriors “Umbro” Kit

By Own Correspondent- The Zimbabwe Football Association (ZIFA) is set to unveil the new Umbro kit for the Warriors and other national team sides.

ZIFA and the British kit manufacturer signed a three-year deal in February this year.

The kits were supposed to have been delivered before the Warriors’ final AFCON qualifier against Congo in March. However, the kits were not delivered and ZIFA used different jerseys.

The kits will be unveiled on Thursday (today) in Harare at Topics – First Street a12pm.

Warriors supporters will be able to buy replica jerseys at the event.

The home kit, which stirred some controversy, has a traditional yellow colour with an added modern twist, using a mix of solid and gradient red vertical stripes.-Soccer24

Malaysian Girl Kills Self After Instagram Followers Voted For Her Death

By Own Correspondent- A 16-year-old Malaysian girl killed herself after her Instagram followers voted overwhelmingly for her death.

The girl, who has not been named, posted a poll on Instagram asking followers is she should die or not. After 69% of the respondents said that she should die, she killed herself.

According to police in the east Malaysia state Sarawak, the girl posted the poll with the message: “Really Important, Help Me Choose D/L”

A lawyer and MP in the north-western state of Penang, Ramkarpal Singh, however, said that those who voted for the young woman’s death could be guilty of abetting suicide.

He said:

“Would the girl still be alive today if the majority of netizens on her Instagram account discouraged her from taking her own life? Would she have heeded the advice of netizens to seek professional help had they done so?

Did the encouragement of those netizens actually influence her decision to take her own life? Since attempted suicide is an offence in this country, it follows that abetting one to attempt suicide may be, too.”-Guardian

Challenges In Withdrawing Forex From Nostro a/c, “Change The Bank” Advises Mthuli Ncube

By Own Correspondent| Finance minister Professor Mthuli Ncube has advised Nostro account holders facing challenges to access their forex to change their banks.

He said this while responding to a question from Pumula legislator Sichelesile Mahlangu who sought clarity on why  deposits of United States Dollar in Nostro accounts are being given various conditions upon withdrawal.  

Queried Mahlangu: “Is it Government to put such conditions and if so, can you outline what are the conditions as approved by Government?  As of now, the conditions vary from bank to bank.”

 Ncube however responded:

“Let me begin by saying that I am going to give a State of the Economy Report later and then I will address a broad range of issues. The Government does not vary policy from bank to bank, absolutely.  

The first condition is that for you to withdraw your money is that there must be money in the account in the first place.  

Perhaps what the Member is being confronted with is just a different bank practice.  Maybe that is what is going on.  I do not know who they bank with.  

If it is not a good bank, they should move to the next bank so that they are treated accordingly, but we do not have a variation of policy on this issue.  As long as there is a deposit in your nostro account, you should be able to withdraw your monies upon demand, unless your specific bank has specific regulations to which you have consented to, as a customer.  

Otherwise, you should not be staying with that bank, you should move on to the next bank.”

CITE|There is a general concern at the low literacy levels among Councillors with various stakeholders calling on the government to insist on minimum educational qualifications for aspiring and elected councillors to improve their competence in executing their duties.

The Urban Councils Act which governs the mandate and conduct of Councillors is silent on educational qualifications.

Speaking during a public finance management reform Indaba organised by the Zim Coalition on Debt and Development (ZIMCODD) recently, Samukeliqwa Dube from Umzingwane Rural District Council said councillors with a certain level of education would make them able to comprehend budget issues.

The Indaba ran under the theme “Influencing the legislative and institutional reform agenda for public finance management in Zimbabwe.”

“The issue of concern is that if we have councillors without any educational qualifications they won’t understand the processes of budget and how to be accountable and transparent. We need people who understand what they are doing and why they are doing it,” said Dube.

An official representing ZIMCODD, Florence Ndlovu said with devolution on the horizon there was a need for councillors to be equipped on how to effectively manage resources and funds.

“Devolution is approaching and the question is, are our councillors prepared? Are our councillors ready to monitor resources when we are devolved?

“Political parties have to start capacity building for their candidates so that when they get to these positions they are able to know what a budget is. They should not wait for the Council to teach them,” said Ndlovu.

“Resources will also be given according to competence. Do our councillors have proper CVs in terms of public finance management.”

Another participant said councillors chosen should be locals so they do not misuse funds.

“We need to go back to the previous system where we chose councillors from people who owned houses in those areas. If they are tenants, how will they be accountable for misuse of funds because the person will go back where they came from.

“At least if the councillor is a landlord we can go and sell their house,” he said.

Nhlanhla Mlilo from National Association of non-Governmental Organisations (NANGO) however differed saying educational qualification does not qualify someone to be efficient.

“Joseph Chinotimba, compared with most Members of Parliament has made contributions that are better than those of educated MPs.

“Development is not a concept that you can extract from education. Sometimes you do not need to go to school to appreciate devolution,” said Mlilo.

ZANU PF Byo Province Goes For Elections This Weekend

HUNDREDS of Zanu-PF members aspiring to be part of the Bulawayo Provincial Executive Council on Monday thronged the party offices at Davies Hall to submit their CVs and application letters.

Zanu-PF Bulawayo Province will go to the polls on Saturday and Sunday for the provincial council executive council elections after Zanu-PF First Secretary and President Mnangagwa dissolved all the party’s structures in March this year.

The Provincial elections were slated for last Sunday but were deferred due to the burial of the Zanu-PF National Consultative Assembly member and national hero Velaphi Misheck Ncube on Thursday last week.

Retired Colonel George Nare, who is in charge of the exercise, said all members interested in contesting for the positions of Provincial Chairperson for the Main Wing, Women’s League and Youth League should have submitted their CVs to the Provincial Administrator by Tuesday afternoon.

“Due to the burial of the national hero Cde Velaphi Ncube, we had to move the provincial elections to this weekend. The PEC elections will be held on 18 and 19 May 2019,” he said.

“All members who are interested in contesting positions of Provincial Chairpersons for Main Wing, Women’s League and Youth League in the Provincial Council Elections should submit their CVs to the PA’s office by 14 May 2019 at 1200 hours.

“These individuals should have served as a member of the district for at least one term, or should have been a Provincial member, or in the case of one being a member of a senior organ, one must first resign and have proof of resignation.”

All those aspiring to be in the Youth League executive are to be between 15 and 35-years-old.

The venues for the Polling Stations are Davies Hall (Area 1), Sub-Office Magwegwe (Area 2), Mpopoma Park (Area 3), Bullet Shopping Centre (Area 4) and Nketa Hall (Area 5).

The polling stations will be open from 10AM to 4PM.

Most of the people who dropped their CVs said they were pleased with the transparency of the process.

“This process has been transparent since day one and it shows that the party is really rebranding and restructuring, doing away with cancerous elements who believed in imposition of leaders,” said one member.

“As you can see, all age groups are represented well here, showing that the party is for everyone. I hope that people will be able to select their provincial leaders peacefully.”

The party leadership said the dissolution of the party’s structures in Bulawayo and Harare was meant to address problems that have resulted in the party perennially losing elections in the two metropolitan provinces.

The restructuring process by Zanu-PF is part of preparations for the 2023 harmonised elections and the party said it is pleased with the progress so far.

Mnangagwa Swears In Army, Police And Prisons Commissions

PRESIDENT Mnangagwa yesterday swore-in three six-member commissions for the Zimbabwe Defence Forces, Zimbabwe Republic Police and Zimbabwe Prisons and Correctional Services during a ceremony held at State House in Harare.

The swearing in of the commissioners was done in terms of the Constitution, which provides for the establishment of such commissions, adding to the governance reforms that are being undertaken by President Mnangagwa’s administration, which is also expanding civil and political rights in the country.

President Mnangagwa said it was a requirement of the supreme law of the country to set up the Zimbabwe Defence Forces Services Commission, “consisting of a chairperson, who must be the chairperson of the Civil Service Commission and a minimum of two and a maximum of six other members appointed by the President.”

The first to be sworn-in was the Zimbabwe Defence Commission in terms of Section 217 of the Constitution. The six who took oath of office before President Mnangagwa were — Bishop Morris Gwedegwe, Air Commodore Anele Moyo (Rtd), Major General Etherton Shungu (Rtd), Colonel George Nare (Rtd), Mrs Patricia Sarah Bwerofa and Mrs Sheilla Mahere-Nyagumbo.

The Police Services Commission members who were sworn in are Mr Great Fortune Zengeni, Mr Benson Gasura, Mr Casper Khumalo, Ms Plaxedes Gezha, Ms Mercy Muchirahondo-Murevesi and Dr Nyasha Kaseke.

The last set of commissioners to take oath of office were those who will serve under the Prison and Correctional Services Commission. These are Colonel Godfrey Matemachani (Rtd), Mrs Pauline Mukondiwa, Brigadier General Milton Siziba (Rtd), Mrs Pauline Chapendama, Mrs Charles Manzini and Mrs Priscillah Murombedzi.

Persons to be appointed to these three commissions, according to the Constitution, must be chosen for their knowledge of or experience in the administration, management and military affairs, police affairs and prisons affairs.

Also considered for appointment is their profession and qualifications.

At least half of them must be persons who are not and have not been members of the Defence Forces, police and prison services, says the Constitution.

Also according to the supreme law, at least one of them must have held senior rank in the respective portfolios for one or more periods amounting to at least five years.

ZANU PF MP Challenges Lost Virginity Lawsuit

State Media|THE Member of Parliament for Mberengwa North, Tafanana Zhou, is challenging a $30 000 lawsuit by a local woman accusing him of breaching a promise to marry after allegedly breaking her virginity.

The Mberengwa woman, Ms Henrietta Tafadzwa Chauke (35), a student nurse in Harare, through her lawyers Mugiya and Macharaga Law Chambers, last week filed summons at the Bulawayo High Court under case number HC 980/19 citing Cde Zhou as a defendant.

She is demanding $30 000 from the politician for contumelia arising from the alleged breach of promise to marry her. Ms Chauke said she fell for the legislator in February last year after he had promised to marry her.

Zhou is however, challenging the summons and wants the application to be dismissed, claiming the woman is a serial litigant who is abusing court processes to humiliate him.

In papers before the court, the politician said she did not know Ms Chauke and the allegations were trumped up charges.

Zhou through his lawyer Mr Tawanda Tavengwa of Mutuso, Taruvinga and Mhiribidi Legal Practitioners, filed an application for dismissal of action at the Bulawayo High Court, citing Ms Chauke as a respondent.

“The respondent is not personally known to me and I have never met her and what I know is that I received WhatsApp messages from a person who alleged to be the respondent making sexual advances towards me. The person went as far as introducing herself to me by sending me her pictures and I did not respond,” he said.

“I submit that the respondent cannot prove at all that she is known to me and that I had sexual intercourse with her.”

In papers before the court, Zhou also attached WhatsApp messages where Ms Chauke was allegedly pestering him for sex.

He further said the respondent raised similar allegations against one Mr Simon Magidivana in 2014 demanding US$10 000 for contumelia.

“Most importantly, she alleges at the time she had sexual intercourse with me she was a virgin and this cannot be true. I am advised by my legal practitioner that on November 12, 2014 at Zvishavane magistrate court and under case number 999/14, the respondent instituted a claim of seduction against one Simon Magidivana of Zvishavane. In her particulars of claim, the respondent alleged that she fell in love with Magidivana between August and October in 2014 during which she was a virgin and they had sex,” he said.

Zhou said Ms Chauke was abusing court processes, arguing that the woman carries no genuine intention of seeking seduction damages.

“It is my averment that the claim has no prospects of success. It is frivolous and vexatious in nature and is designed to tarnish my good name and social standing. I am a Member of Parliament and I am inclined to believe that it is my opponents who have hatched a plan to bring my name into disrepute. I aver that there are no issues in this matter as it is clear that as per respondent’s allegations she lost her virginity sometime in 2014. The claim by the respondent is not made with a bona fide intention of seeking justice. Wherefore, I pray for an order dismissing with costs the summons filed under HC980/19,” said Zhou.

Ms Chauke, in her summons, said she fell in love with the MP in February 2018 and three months later he orally made a promise to marry her.

She said she had sexual intercourse with Zhou which was premised on prospects for an imminent marriage. At the time of the sexual intercourse with Zhou, Ms Chauke said she was a virgin.

The woman said Zhou terminated their relationship in February this year for no apparent reason, consequently violating his promise to marry her.

She wants to be compensated for damages emanating from her alleged former boyfriend’s actions.

We want to warn the thuggery Zanu pf government that the vehicles given to the Chiefs are bought from state resources and these resources do not belong to Zanu PF but to the masses. Chief Ndiweni and other Mthwakazi chiefs didn’t inherit their Chieftainship from Zanu PF but they took it from our Kings hence we don’t owe anything to the satanic and barbaric Zanu PF government. We are prepared to flood their prisons and we are now ready to shed our blood for our Independence.

We are aware that Obert Mpofu is behind all this as he has been fighting the Chief ever since and he is the one who is behind the case that is before Bulawayo Magistrate Court, and we know that Obert Mpofu have been against Chief Ndiweni Nhlanhla to be the Chief and some of us wonder what Mpofu wants since he is not even a Ndiweni or a relative apart from the fact that we only know him for parcelling UMguza land to the Shona speaking people. The sufferings of our people will haunt you Obert Mpofu as we know that you have been a sellout over a long time and you even crossed the floor to Join Zanu PF way before the so called Unity Accord.

ZANU PF Orders Chief Ndiweni To Step Down

State Media|Zanu PF has accused Chief Nhlanhlayamangwe Ndiweni of Ntabazinduna of abusing his position to further the agenda of the opposition MDC challenging him to step down from the chieftaincy and join mainstream politics.

The ruling party accuses Ndiweni for calling on tougher sanctions to be imposed on Zimbabwe.

Angered by the Government’s decision to resettle an indigenous farmer at a property in Ntabazinduna previously occupied by a white family, Chief Ndiweni last week addressed a Press conference in Bulawayo and called for tougher sanctions against Zimbabwe.

Chief Ndiweni appealed to the international community to escalate sanctions on President Mnangagwa’s Government, claiming it has failed to pursue democracy.

Zanu-PF Matabeleland North provincial person Richard Moyo said they are aware of all Chief Ndiweni’s shenanigans.

“He must just join politics and leave the chieftaincy. He should come into mainstream politics by joining these political parties that he is aligned to or even form his own and we will show him how winning politics is played, he has no chance against Zanu-PF,” he said.

“In pursuit of a political agenda, he has chosen to advocate for the suffering of the people instead of working towards their development and unity. We know that initially he was running with secessionist movements like Mthwakazi and later we heard he was endorsing Chamisa despite his loss in the 2018 elections.”

Moyo called on traditional leaders to ignore Chief Ndiweni and continue working for the people.

“He has shown his true colours and his destructive politics and I don’t think any self respecting traditional leader who has their people at heart can follow such kind of behaviour. They should just ignore his attempts to divide the chiefs in the country,” he said.

In a statement on Sunday, the Permanent Secretary for Information, Publicity and Broadcasting Services, Nick Mangwana, said Chief Ndiweni’s utterances were inhumane and against our cultural beliefs.

‘‘Chief Ndiweni sentiments are deplorable, parochial and ignorant coming from a traditional leader,’’ he said.

‘‘It’s tragic that one of those constitutionally expected to uphold our customary values and community cohesion has chosen to not only be a controversial political player but to repeat a shameful familial history by calling for suffering to be visited upon the people of Zimbabwe.’’
