By Own Correspondent| DJ Fantan of the Chillspot Records has defended the explicit lyrics from some artistes at his recording stable.

This comes after some of the artistes under his recording label such as Boss Pumacol, Uncle Epatan and X-Faya performed explicit freestyles with some unprintable words that praised marijuana, violence and sex.

Bazooker, who records with Chillspot, was among the artistes on that freestyle medley but his lyrics were clean.

The video of the freestyle went viral on social media.

Fantan said dancehall is a different music genre which talks about real issues that happen in the society.

“Dancehall lyrics are different from any other genre.

“You sing what is happening on the streets and the society, this is what makes dancehall different from sungura or gospel.

“If people know dancehall is not gospel maybe they will understand where we are coming from,” said Fantan.

Fantan said these dirty songs have a category in the Zim dancehall in the name of club songs.

“That is why in Zim dancehall awards we have a category called club songs.

“This is a category where you people call it dirty songs, but these songs reflects the truth of what is happening in the streets.

“Drugs are being abused in the streets, prostitution is happening in the streets and the youths are also indulging in sexual activities, its reality.

“It’s Unethical!”: Says MDC On Chief Ndiweni Attacks

The MDC condemns attacks on Chief Ndiweni over his expression against human rights violations by the military State.

In response, the cult displayed that by all accounts the Chief was right. Matemadanda’s press conference, Nick Mangwana and Energy Mutodiwere all inciting and unacceptable.

Within a day of their reckless utterances the Chief was attacked by a Zanu PF mob in Bulawayo who attempted to take his vehicle. It is clearthat vehicles given to Chiefs were meant to convert them into a captured community. This too is unacceptable. Not to mention that Zanu PF wasall in defence of Chief Charumbira when he was found on the wrong by the courts for partisan behavior.

Chief Ndiweni has not in any way supported any political party, but castigated violations of citizen rights. If he is on the wrong, there is alwaysdue process. Barbaric attacks on the Chief are unacceptable.

Zanu PF functionaries in government who made reckless statements must be held to account and those who attacked the Chief, intending toimpound his car in Bulawayo must be investigated and brought to Justice.

“Chamisa Is Zimbabwe’s Political Darling Who Can Lose To No-one In A Poll”

By Kennedy Kaitano- Just over a year at the helm of Zimbabwe’s largest opposition party, Nelson Chamisa seems to be stamping his authority, bringing home that Zimbabwe may be a real democracy after all.

His rise to leadership has obviously been criticized by some, even within his own party, but the youthful leader needs to be praised for the manner in which he has handled things. No one is perfect, Chamisa included, but one of the things he should be applauded for was his public statement, repeated a few occasions, that every member had the constitutional right of being nominated for any position in the party as long as they met the constitutional requirements.

These statements he made when Vice-President Mudzuri and Secretary-General Douglas Mwonzora had indicated that should they be nominated to contest for any position at the coming Congress, including the Presidency, they would accept the nomination.

Mwonzora especially took a battering from angry party members who thought a contest between Mwonzora and Chamisa would see Chamisa lose. Personally, I don’t think Chamisa was going to lose, but other people are not confident enough and do not want to leave things to chance.

Chamisa, in my opinion, is obviously the darling in Zimbabwe’s political circles at the moment and cannot lose to anyone in a poll, but allowing anyone who got nominated to contest would have proved beyond any reasonable doubt MDC’s democratic credentials. I believe the party leadership will cultivate the democratic principles to every level of the party in the time leading to the next elections, and I do not doubt Advocate Chamisa’s capacity to lead the team to achieve that.

Another positive aspect of the debates has been that participants have been able to ask the contestants questions, and in Bulawayo, Douglas Mwonzora clarify certain baseless allegations that have been used against him in the Congress process. I am confident that in the next five years the party will perfect the process to ensure that the voters can make informed choices.Chamisa is just good.

He is not just charismatic, he is highly intelligent as evident from coming top of the class in most of his degree courses, and with degrees in political science, law and theology, he knows the right thing to do, and with the support of highly capable leaders as seen from the presentations made at the ongoing candidate debates, I see the MDC being able to break all the barriers that have made it fail to be announced winners in all previous elections where the courts of public opinion had judged the party as winners.

On his party, advocate Chamisa has said there are no losers at Congress. I have put it this way a few times “We are all winners, even those that will not be contesting, but some contestants will simply get more votes than others in any election”

Knowing the value in each of those contesting, Advocate Chamisa has repeatedly said all who do not get the top votes will be redeployed to various positions within the party.

I have had my reservations, but all my fears about Advocate Nelson Chamisa, who I see as good wine that has matured with age, have all be satisfactorily resolved. Not that I have at any one point not wanted him to lead after the demise of icon Tsvangirai, but I am more confident with his leadership than when he took over.

Pastor Sues Wife For Plans To Divorce Arguing That He Believes In The Sanctity Of Marriage

By Own Correspondent- A Kwekwe-based pastor has sued his wife of eight years for allegedly failing to value their marriage and disturbing his peace.

Pastor Ronald Nyambira, of a church whose name was not disclosed, hauled his wife Chido Precious Nyambira to court for abuse and disturbing his peace.

The two are on separation and Ronald told the court that he had separated with his wife because she did not value the marriage.

” My wife is staying at her mother’s house at the moment because we are on separation; we separated because I want her to value our marriage. I am a Christian and I do not believe in divorce so this is just a separation until we solve our differences.

” The problem now is she comes to my place to harass me, causing scenes even in the presence of other people. I want her to stop abusing me like that. I just want her to visit me peacefully so that we discuss the children if there are any issues concerning the children,” said Nyambira.

in response to the accusations made against her, the wife lashed out at her husband for being irresponsible and neglecting his children ever since she had moved out of their matrimonial home.

” He is neglecting the children and does not want to provide money for them; if I visit him to discuss the children he tells me that he does not have money. I do not know the meaning of his silence about our marriage so I do not know the meaning of his actions,” she said.

The presiding magistrate Vimbai Mutukwa granted a mutually binding protection order compelling them to observe peace between themselves for the sake of their children while they solve their issues amicably.

“The Downside Of Labour Unrests”


By Mapozho Saruchera- The local media was recently awash with reports of emergence labour unrest by civil servants who are demanding either a cost of living adjustment or that their salaries be paid in United States (US) dollar in order to cushion them from the prevailing unjustified price hikes.

In as much as it is necessary to appreciate that strikes might be the most
effective tool at the employees’ disposal to force the employer to look
into their welfare, it is also essential to look at the effects of same on the
economy, businesses and employees alike.

Allow me to digress a little. The two factors of production under
discussion here, thus entrepreneurship (employers) and labour
(employees) have to be rewarded in profits and wages at the end of the
production process. It can therefore, be argued here that the said rewards
are the main reason why employers and employees are engaged in
production. Take away or reduce the rewards and the architecture of the
relationship will also change.

To begin with, labour unrests have a tendency to strain employment
relationships between employers and employees, which in turn could
affect teamwork and profitability. If profitability falls, the employers
will be forced to offload some workers so as to stay viable.

Thus labour unrests have potential to trigger retrenchments as companies battle to stay afloat. Recurrent industrial actions, on the other hand, have
potential to even change the way employers employ. For instance,
instead of permanent employment, with full benefits such as pension and
medical aid cover, some employers might end up preferring part time or
temporary workers simply because they do not strike.

In the event that the strike is illegal, which is almost always the case, the employer, according to law, might not have to remunerate striking workers for days not worked, which can cause untold suffering to the employee.
Relatedly, the illegal strike could constitute as a fair dismissal.

Since striking employees, in most case, belong to a union, they are under
obligation to strike when the union determines, risking losing not only
wages, but benefits such as medical aid insurance, sick and holiday pay
if the strike drags on for an extended period of time.

Another downside is that if an employee is a union member and does not want to partake in the strike, they could be at risk of being intimidated by members of the union, thus workers end up unwillingly partaking in a strike they fully know might cause more harm than good.

Turning to the Zimbabwean economy, which is vulnerable at this point
in time, labour unrests could further harm the country’s investment
reputation internationally. This is so because; strikes in Zimbabwe have
recently resulted in the destruction of private property – other people’s
investments. Since no investor would want to invest in a volatile
environment, violent industrial actions can result in capital flight
cumulating in the retrenchment of the striking workers.

Again, payment of higher wages inevitably lead to higher inflation, meaning the striking workers will have to keep striking regularly for more increments, while the price of basic goods will shoot beyond the reach of the unemployed and retired. With hindsight of the downside of labour unrests, it is advisable for the Zimbabwean workers to lobby for non-monetary incentives, such as residential stands. These incentives will retain value compared to revised wages.

Another advantage is that non-monetary incentives will not cause
inflation, thus ensuring that the little one gets can still buy basic goods
until the economy is back on its feet.

Chamisa Bids Farewell To “Mutosvori Werima” Paul Rukanda

MDC President Nelson Chamisa has bid farewell to Paul Rukanda, one of the party members who died in an accident that also left Glen View south legislator Vimbai Tsvangirai Java in critical condition.

Chamisa labelled Rukanda “Mutosvori werima” for his great work in the party and the larger democratic movement.

New Headache For ED As Former White Farmers Demand Land As Compensation

Former white farmers dispossessed under the Zimbabwe government’s land redistribution would accept land instead of cash as compensation for their loss, a senior Commercial Farmers Union (CFU) official has said.

About 4,000 farmers were turfed off the land at the turn of the century as President Robert Mugabe’s government pursued what it said was a drive to address colonial land ownership imbalances.

The policy caused upheaval in the key agriculture sector, resulting in economic turmoil from which the country is yet to recover from. Zimbabwe was also isolated from its traditional western donors and investors as a result.

Zimbabwe’s 2013 Constitution acknowledges the need for the former farmers to be compensated, but for improvements only.

While the Mugabe administration undertook to make good on the compensation promise, even making some token payments, his successor, President Emmerson Mnangagwa appears to be making a bigger push on the matter.

Government has set aside $53 million (US$16 million) in the 2019 budget, a modest amount considering a total compensation bill which is estimated to be in the order of billions of US dollars.

But CFU director Ben Gilpin told the Zimbabwe Independent that some farmers would be willing to get some land back in lieu of compensation.

“To pay me, government has to take money from taxpayers. Wouldn’t it be ok that, instead of excluding me from farming, you give me a land lease where I pay money to the state to meet its obligation?,” queried Gilpin, who says he lost a farm he purchased in 1987.

“I think there’s a great opportunity for government to embrace Zimbabwe citizens of competence on a non-discriminatory basis and say, if you are a farmer and we owe you money, let’s offset this by giving you access to the land.”

He, however, said a good number of the 3,500 farmers on record as eligible for compensation had aged and were no longer interested in farming.

“If you look at the age of farmers when they lost land, they were 55, some older. Most of the elderly are not interested, but parts of the younger generation are just looking for opportunities to farm,” Gilpin said.

“It has happened in other parts of the world. This is one way of dealing with it. It’s a win-win. If it can be done, why can’t it be one of a menu of options?”

A reported 860 farmers have signed up for the first round of compensation under the $53 million fund, which will benefit the most distressed.

Gynaecologists Discourage Wearing of Used Pants

Gynaecologists have warned the public against wearing used underwear they buy from flea markets around the country, saying doing so, exposed unsuspecting women to sexually transmitted infections (STIs).

Bulawayo City Council (BCC) recently announced the ban on the sale of used underwear citing health reasons.

But in Harare, the sale of second-hand panties and brassieres (bras) has become a brisk business at most flea markets, particularly at the Charge Office and Mupedzanhamo in Mbare.

Most of the undergarments are stained with unknown substances.

The debate on the sale of second-hand underwear has remained a sensitive issue, and health experts are saying that it could be a ticking time bomb.

Harare-based gynaecologist, Felistus Shambare — who runs a clinic in the Avenues area — said many unsuspecting women were exposing themselves to all types of diseases, including STIs, by using these second-hand panties.

“There is a high likelihood of getting an STI from wearing or sharing someone else’s underwear,” said Shambare. “Some bacteria is very resistant and can survive the conditions, long enough to infect someone. Pubic lice have been known to survive the harshest conditions, and are not easily killed. These little parasites can cling tightly to a certain spot and even a general wash might miss them”.

Another gynaecologist and obstetrician, Martha Stevenson, said it was high time the government adopted a sterner stance against the practice.

“I tell you, although there has not been tangible evidence to link the used underwear with any particular incidence of an infection, the possibility is there,” she said. “We are constantly presented by our patients with the strangest types of infections. We cannot rule out that such practices could be contributing to these odd diseases. No one knows what kind of chemicals are used to preserve the items during their sea voyage.”

Stevenson also warned women against washing the underwear with bleach or stronger solutions.

“It is possible that one might fail to totally rinse out the solution, and whatever chemicals that form part of the bleach might harm the ‘sensitive’ parts.”

A nurse from Belvedere council clinic also said it was unhygienic to wear used underwear, just as much as it was unethical.

“It is unhygienic and according to our African culture you cannot share undergarments with someone else,” she said.

But people who spoke to Standardcommunity last week were reluctant to take advice from health experts.

“If you wash it thoroughly the stains come off. It’s just dust and dirt because these items come from faraway places. Many people including the prospective buyers handle the stuff with bare hands, which are not always clean,” said one undergarment vendor, who spoke to Standardcommunity in Harare’s central business district.

“Even if you buy new underwear, unless it is sealed, you will still wash it before you wear it, so there is nothing peculiar about washing used underwear,” said another vendor who identified herself only as Anna.

She added: “It is good business and besides, women want to look good and prefer the labels that we sell.”

True to her word most of her wares comprised known labels like Wonderbra and Victoria’s Secret.

“People prefer labels more than the fact that it has been worn before. The items last for a long time, unlike the dollar for two [items] that people buy in shops. They may be new but they are not strong. Mazhing zhong chaiwo [They are not strong]” said one Aaron Poshai.

They advertise the wares by shouting, “Svikai muone US$1 bra yekuStates ichangovhurwa bhero (Come and see, a bra from the US going for a dollar).

UNCOMMON PRACTICE FOR AFRICANS

Other people however discouraged the practice.

“People should be careful; the satanists are now very clever they use all sorts of ways to lure innocent people into their cults,” said Tatenda from Waterfalls. “Those items might have been offered to the dark one first, and anyone who wears them might end up behaving exactly the way they want them to.”

Gogo Mazhenje, who sells vegetables along Fourth Street, said it was not common practice that African women wear used underwear.

“During our times when we were growing up, that was not allowed because you could end up with numerous problems like jeko [period pain]” she said.

Harare City Council has seemingly turned a blind eye on the issue, as more and more vendors are openly selling the underwear.

Council spokesperson, Leslie Gwi-ndi had not responded to an email sent to him by the time of going to print.

Finance minister Tendai Biti once said, any man whose wife wore used underwear should consider himself a failure.

Farai Dziva| Legendary musician Clive Malunga has disclosed that he last had sex in 2002 when he parted ways with his wife.

Farai Dziva|Elias Mashavira the man who “challenged ” Nelson Chamisa’s presidency at the High Court denies he has links with Zanu PF.

Mashavira says he is a mere cattle herder from Gokwe and he is not in any way linked to Zanu PF.

However, sources in his home area claim he is a Zanu PF informer.

Mashavira said he discovered the constitutional violations by himself.

Warriors Umbro Kit To Be Unveiled Today

The kit launch is set to start at 12 pm, and the replica jerseys will be available for purchase at the shop.

Mwonzora Taken To Task Over Corruption In The Selection Of Party Candidates

MDC secretary-general Douglas Mwonzora was grilled on his plans if given a second mandate to run the office, with some party members accusing him of being involved in the double nomination of candidates.

But Mwonzora brushed aside the accusations and vowed to stay loyal to party leader Nelson Chamisa, and ensure the party will never split.

“What is important is the relationship between the president and secretary-general. If I am not happy, I go to the office of the president. We are close to each other and deal with the disputes,” he said.

“That’s why I have been secretary-general under our late icon Morgan Tsvangirai. There was no split, I have been secretary-general under our president Chamisa, there was no split and there will be no split because we know how to deal with disputes in a mature way.”

Party members also accused Mwonzora of having a hand in the recent High Court judgment which declared Chamisa as an illegitimate party leader.

“Zanu PF killed our people, killed our industries and our economy, we have to remove this government. That is our main objective,” Mwonzora said.

MDC vice-chairman aspirant Job Sikhala said: “There are people who want to personalise the president because they come from the same village; that is what I will stop. I will take the president from the pockets of those who want to personalise our president and will give him back to the people.”

Farai Dziva|MDC A Youth Assembly national executive member Arnold Batirai Dube has castigated Zanu PF youths for insulting Chief Ndiweni.

Batirai Dube is the councillor for ward 24 in Bulawayo and he is vying for the position of deputy chairperson in the MDC youth assembly.

“Zanu PF must desist from abusing traditional leaders,
Chief Ndiweni must be respected,”said Batirai Dube.

He strongly warned Zanu PF youths to stop harassing the traditional leader for merely expressing his views.

“Chiefs are custodians of our national culture, heritage and integrity and they deserve respect.

Mnangagwa Pledges To Improve Doctors’ Welfare, Equip Hospitals

By Own Correspondent- President Mnangagwa has assured doctors at public hospitals that Government will ensure they are fully stocked with drugs and medical equipment while looking at their welfare.

He said this after meeting a delegation of doctors at State House in Harare at a meeting arranged by First Lady Auxillia Mnangagwa, who is also the Ambassador of Health and Child Care, as a follow-up to an earlier meeting this year.

The meeting mainly centred on the working environment for medical practitioners and their tools of trade.

Head of delegation Dr Faith Muchemwa told journalists after the meeting that they were leaving the State House satisfied.

She said they were invited by the First Lady, who has shown deep concern about their work.

“She initially invited us so that she could understand what was really going on because she cared about the health of the population,” she said.

“She arranged for us to meet His Excellency.”  Dr Muchemwa said the meeting went well and expressed confidence that their plight could soon be a thing of the past.

“It has been a really good meeting and we were listened to,” she said.

“We have been assured that most of the things that we have been requiring are actually already on their way through the Honourable Minister (Obadiah Moyo).”

By Own Correspondent- Zanu Pf has pledged commitment to continue pursuing developmental initiatives in Mutasa despite the ruling party losing a rural local authority seat to the opposition MDC Alliance  in the just ended by-election in Ward 10.

Zanu PF’s Margaret Tindirika who garnered 548 votes behind MDC A’s Rosemary Mukodza who got 801 votes, said the ruling party will continue working for the people in line with President Mnangagwa vision 2030.

Tanyaradzwa Chirima (NCA) pulled 16 votes.

Gvnt To Pay For Fees For Cyclone Idai Orphans

By Own Correspondent- Primary and Secondary Education Minister Professor Paul Mavhima has revealed that Government will pay school fees for all children who lost parents and guardians during the recent Cyclone Idai as well as provide books to learners in all areas affected by the devastating tropical storm.

More than 364 people died after Cyclone Idai ravaged the eastern parts of Zimbabwe on March 15 and 16 this year with Ngangu Township and villages in Rusitu Valley in Chimanimani district being some of the hardest hit.

Professor Mavhima said food will also be provided in schools in areas affected by Cyclone Idai.

“We have already instructed headmasters to compile lists of pupils that lost parents or guardians during Cyclone Idai. As Government, we pay school fees for all children who lost parents and guardians during the recent Cyclone Idai as well as provide books to learners.

“We are happy that distribution of books has already started in some areas and we will make sure there are adequate books in schools located in all those areas that were affected by the cyclone,” said Minister Mavhima.

The Primary and Secondary Education Minister said all schools in Chimanimani managed to conduct normal lessons on opening day while repairing of damaged infrastructure in schools is almost complete.

“We are also excited that all schools in Chimanimani and Chipinge opened for second term just like all the other schools in areas that were not affected by the cyclone.

“As you can see here at Ngangu Primary, repairing of damaged infrastructure in schools is almost complete. The good thing is that in some instances we are actually placing better facilities than what was previously there,” he said.

Among the schools that Minister Mavhima toured recently are Ngangu Primary, Chimanimani Secondary, Vimba Primary, Kwirire Primary, Mutsvangwa Primary and Secondary.-Manica Post

Woman Steals 2Months Old Baby Boy In Bid To Please Ex Husband

By Own Correspondent- A 19-year-old woman from Chigodora has been hauled before a regional court in Mutare on allegations of stealing a child from a Sakubva vendor in a bid to please her ex-husband.

The baby’s mother, Energy Mangarai’s cell phone sold out the culprit, Cressy Andisani, after she had earlier used it to call her ex-husband to inform him about the ‘good news’.

Mangarai proceeded to her ex-husband’s homestead in Chigodora to show them the ‘bundle of joy’.

She pleaded guilty to kidnapping charges when she appeared before Mutare regional magistrate, Mrs Loice Mukunyadze.

The court heard that Mangarai, a vendor at Sakubva Musika, was at her vending stall on May 5 at around 12pm carrying the baby on her back.

Andisani arrived and asked for her cell phone to call her ex-husband Isaac Mundodzo. After making the call she asked to help Mangarai carry her baby while she did her work.

Andisani vanished with the baby for almost two hours until Mangarai became suspicious.

Mangarai tracked her through Mundodzo’s cell number and managed to apprehend her in Chigodora. The suspect had introduced the baby as hers with Isaac Mundodzo,-Manica Post

Persecution Of Chief Ndiweni “Shameful”

Mthwakazi National Party observes with attention the orchestrated onslaught directed at the paramount Chief Nhlanhlayamangwe Khayisa Ndiweni by the imperfect state of Zimbabwe and ZANU PF, a clear attack on the right to freedom of expression of the oppressed Mthwakazi nation.

Chief Nhlanhlayamangwe Ndiweni, like many other esteemed chiefs within Mthwakazi who remain true to the cause of the people of Mthwakazi, is a beacon of Mthwakazi sovereignty. MNP asserts that the right to dissent and to express and disseminate one’s ideas are critical components of free expression and a cornerstone of a democratic society. Since the time Chief Ndiweni wrote a joint letter with Chief Maduna calling for the United nations to intervene in the resolution of the Gugurahundi genocide matter, Mnangagwa and his cronies have upped their aggression against him.

Our chief is being persecuted for being the voice of Mthwakazi people who have suffered all various forms of oppression under the Zimbabwe colonial rule including denial of our right to self-determination in a free and sovereign Mthwakazi state, denial of our identities as the Mthwakazi people, destruction of Mthwakazi minority languages, ethnic dilution of Mthwakazi, Gukurahundi genocide, displacement of our people from their ancestral land, military ocupation of our country, socio-economic marginilazation, cultural suppression and oppression.

The heavy-handed effort by Mnangagwa’s ZANU-PF regime meant to undermine the authority of our traditional authorities and the pillars of our culture, to persecute her people and disrupt Mthwakazi’s quest for freedom  is tantamount to colonialism. Mnangagwa’s regime, like the Smith regime and all other colonial administrations before it, recognises that the only way to dominate Mthwakazi is to interfere with her culture and tradition through the subjection of our traditional leaders.

In light of our commitment as MNP to defending the people of Mthwakazi and our right to freedom of expression, we call on the Zimbabwe regime to stop on its march of aggression against Chief Ndiweni. We want to put it clear before our oppressors that a people who have lost their fear can never be re-injected with fear and that destiny can be delayed but can never be denied.

We recognise the inherent need to restore the sovereign authority of traditional leaders as the pillar of our independence in order to safeguard our culture, tradition, language and historical heritage.

We call upon the people of Mthwakazi to unite across social divides in support of Chief Ndiweni in order to limit the influence of the Zimbabwe regime on what is left of our independent traditional systems.

Daring Maid Steals Infant

By Own Correspondent- A Chipinge family was left traumatised after their maid did the unthinkable and stole their infant.

The recently employed domestic worker was later arrested at her rural home in Chiredzi after detectives quickly reacted and made a follow up.

Virginia Tanatswa Sithole from Porusingazi Village under Chief Gudo area committed the crime on Tuesday. She is set to appear in court today on theft and kidnapping charges.

The mother of the infant Margaret Muyambo of Medium Density, who is employed as a nurse at Chipinge District Hospital was relieved after reuniting with her daughter.

“On Monday my colleagues introduced me to this girl who was looking for a job. I really wanted someone to look after my daughter while I am at work. I took the maid to my office and explained to her the conditions of service. We agreed and I took her to my house. The following day I went to work leaving her with my one-year-old daughter.

“At around 4pm I drove home intending to check if my daughter was okay and that is when I realised that the maid was not at home. I tried to be patient and waited for her return for some hours but she did not show up.

“I notified my husband and he made a police report and a search was conducted. We did not sleep that night. A team of detectives then made a follow and recovered my daughter in Chiredzi on Wednesday at around 2pm.

“I want to give credit to detectives at Chipinge CID for their work because they recovered my daughter alive. She was medically examined and everything is well,” she said.

Chipinge district CID public relations officer, Assistant Inspector Daniel Mhini, confirmed the incident and said the culprit is expected to appear in court soon.

“On May 6, the kidnapper posed as an innocent childminder to Margaret Muyambo who was looking for a maid. Muyambo employed Sithole as a child minder and entrusted her to keep the infant at her matrimonial home. On May 7 at around 8 am, Muyambo went to her workplace leaving her child in the care of the purported child minder.

“At around 3pm on the same day the deceitful child minder transformed her evil thoughts into action, ransacked the bedroom and stole R500 before strapping the baby on her back. She left the residence and boarded a commuter omnibus to her rural home in Porusingazi Village which is about 200km from Chipinge town. Muyambo returned back home and found the child missing,” he said.-ManicaPost

Mthuli Ncube Expresses Hope On The Economy

By Own Correspondent- Finance minister Professor Mthuli Ncube has expressed hope that the country’s economy is heading for a rebound adding that measures contained in the Transitional Stabilisation Programme (TSP) and 2019 National Budget have seen Government revenue collections surpassing targets by 8,2 percent.

Prof Ncube said while challenges are being experienced in the economy mainly due to drought that characterised the 2018-19 summer cropping season, together with the impact of Cyclone Idai and foreign currency shortages, the economy is still punching above its weight.

He said:

“Fiscal consolidation and stabilisation measures in the TSP and the 2019 National Budget are paying dividends, with revenue collection in the first quarter of 2019 performing above target by $146 million while expenditures were contained below the target of $218,9 million.

As a result, a budget surplus of $443,1 million was realised during the quarter, creating an additional space of financing social development programmes and unforeseen exigencies related to drought and the impact of Cyclone Idai.

Ncube revealed that cumulative tax and non-tax revenue collections in the first quarter of the year jumped to a record $1,9 billion against a target of $1,8 billion, resulting in a positive performance of $146 million or 8,2 percent.

He attributed the improved tax revenues to the strengthening of Zimra collection systems and plugging of tax loopholes.

The intermediated money transfer tax (IMMT) — commonly known as the 2 percent tax — generated monthly averages of $95 million against a target of $50 million.

This allowed the Government to use some of the funds to address immediate challenges that confronted victims of Cyclone Idai, devolution and the education and health sectors.

The upward review of excise duty on fuel also generated revenues of $146 million in February, and Prof Ncube expects the various revenue collection measures to see the country generating $9,6 billion by end of the year.

Despite a bad agriculture season, Prof Ncube said grain stocks at the Grain Marketing Board (GMB) stood at 876 000 tonnes at the end of March, which is adequate for human consumption for the next seven months.

“However, in view of the current drought, importation is inevitable before the next harvest,” he said.

Turning to the mining sector, Prof Ncube said Government is “seized with addressing the challenges facing the mining sector”.

The challenges mainly relate to foreign currency shortages, which interrupted operations in the first quarter, resulting in production declines across all minerals except chrome.

Prof Ncube is confident that overall output targets for the year “are achievable” with most targeted minerals such as gold, nickel and platinum producing more than 20 percent of total expected output for the year.

This year’s target for gold production is 40 tonnes, up from last year’s 33 tonnes.

The manufacturing sector, which is also restrained by challenges related to financing, utilities and foreign currency availability, is expected to record a marginal 0,1 percent growth this year.

The marginal growth is set to be driven by foodstuffs and non-mineral products.

Said Prof Ncube: “In the outlook, the performance of the sector is expected to benefit from improved investment following the latest round of ease of doing business reforms, and the enactment of the ZIDA Bill, which is now before Parliament.

“In addition, the Local Content Policy Bill is being finalised and also the Industrialisation Policy being finalised by the Ministry of Industry and Commerce will support domestic firms to increase production through utilisation of local factors of production.

”He said it remains critical for Government to explore private sector financing facilities required to support industry’s recovery, production and export growth.”-StateMedia

State Media Claims Chief Ndiweni Stage Managed His Attack, Is This True?

By Own Correspondent- Chief Nhlanhlayamangwe Ndiweni of Ntabazinduna, with the aid of known anti-Government activists, yesterday stage-managed an attack on himself by people he claimed to be Zanu-PF youths in Bulawayo, reported The Herald.

According to the report, the chief, who claimed his assailants sought to confiscate his Government-issued vehicle, was pictured pouring petrol all over the car and threatening to burn it if anyone touched it.

The pictures went viral on social media after being published by activists led by Zenzele Ndebele, who recently claimed to have survived a suspicious accident in which all four bolts on the “lower control arm of the front wheel on the left side of my vehicle came off simultaneously”.

A senior Zanu-PF official, who spoke on condition of anonymity, poured cold water on Chief Ndiweni’s claims saying “his story simply does not add up”.

“For starters, it is a known fact that all Zanu-PF structures in Bulawayo were dissolved. How did Chief Ndiweni know that his attackers were Zanu-PF youths; did they identify themselves as such? The pictures that Ndebele posted do not show any Zanu-PF regalia.

“Secondly, how was this attack coordinated, considering that Ndiweni lives in Ntabazinduna and not Bulawayo? How did Zanu-PF youths know where he was in Bulawayo? Did they prophesy his presence in Bulawayo?

“This event was clearly stage-managed and broadcast by Ndebele a few minutes after it allegedly happened. If that is not suspicious, I don’t know what is,” the official said.

Chief Ndiweni has been accused of abusing his position to further the agenda of the opposition MDC-Alliance with Zanu-PF challenging him to step down from the chieftaincy and join mainstream politics.

Apparently angered by the Government’s decision to resettle an indigenous farmer at a farm in Ntabazinduna previously occupied by a white family, Chief Ndiweni last week addressed a Press conference in Bulawayo and called for tougher sanctions against Zimbabwe.

Chief Ndiweni sensationally appealed to the international community to escalate sanctions on President Mnangagwa’s Government, claiming it has failed to pursue democracy.

It is understood that before addressing the Press, Chief Ndiweni wrote to a number of foreign embassies calling for further sanctions to be imposed on Zimbabwe.

He has also set up a parallel organisation to the Chiefs Council under the banner of College of Amakhosi, where he is reportedly seeking to rope in some traditional leaders from Matabeleland and Midlands provinces.

After the 2018 elections, Chief Ndiweni visited opposition leader Nelson Chamisa to “endorse” the MDC-Alliance leader despite his defeat in the polls at the hands of President Emmerson Mnangagwa.

Besides his links with the Chamisa-led party, Chief Ndiweni has had liaisons with secessionist movement Mthwakazi Republic.

However, the relationship with the two are said to have suffered a temporary knock after Chief Ndiweni and some colleagues visited Mr Chamisa to update him about the “installation” of a Ndebele King in South Africa.

Zanu-PF Matabeleland North provincial chair Richard Moyo said they are aware of all Chief Ndiweni’s shenanigans.

“He must just join politics and leave the chieftaincy. He should join mainstream politics by joining these political parties that he is aligned to or even form his own and we will show him how winning politics is played, he has no chance against Zanu-PF,” said Moyo.

“In pursuit of a political agenda, he has chosen to advocate for the suffering of the people instead of working towards their development and unity. We know that initially he was running with secessionist movements like Mthwakazi and later we heard he was endorsing Chamisa despite his loss in the 2018 elections.”

Moyo urged traditional leaders to ignore Chief Ndiweni and continue working for the people.

“He has shown his true colours and his destructive politics and I don’t think any self-respecting traditional leader who has their people at heart can follow such kind of behaviour. They should just ignore his attempts to divide the chiefs in the country,” he said.

In a statement on Sunday, Secretary for Information, Publicity and Broadcasting Services Nick Mangwana said Chief Ndiweni’s utterances were inhuman and against Zimbabwe’s cultural beliefs.

‘‘Chief Ndiweni sentiments are deplorable, parochial and ignorant coming from a traditional leader,’’ he said. ‘‘It is tragic that one of those constitutionally expected to uphold our customary values and community cohesion has chosen to not only be a controversial political player, but to repeat a shameful familial history by calling for suffering to be visited upon the people of Zimbabwe.’’-StateMedia

Where Are Mnangagwa’s ZUPCO Buses

Dear EDITOR — Recently, President Emmerson Mnangagwa unveiled Zimbabwe United Passenger Company (Zupco) buses with State media going into a frenzy eulogising the head of State for a timely intervention.

We all are in agreement that this was something bound to bring smiles on faces of Zimbabwean commuters who have been subjected to exorbitant kombi fares all these years.

However, no sooner than people had finished celebrating the arrival of the buses that the coaches disappeared from the public glare.
No one has seen them on the roads ever since with only those introduced through a partnership with private operators.

We want to see those buses on the roads and hope that the president was not on another PR stunt, promising people things that he knows may never come anytime soon. The mass public system is in dire need of an overhaul and lately the City of Harare announced intentions to bring in electric buses in partnership with a Chinese firm.

Council is local government and we are now wondering whether we are heading north or south, with two sets of arrangements within a month. Government must be clear with citizens and tell them how exactly it intends to solve the crisis in the mass transport system for the benefit of ordinary citizens who — for some time now — have been left at the mercy of kombi operators, who charge exorbitant fares.

Besides, the current arrangement with private operators that came into existence following the January protests dose not seem to provide buses beyond 8pm, leaving commuters with no option other than kombis. The question we must ask ourselves is: Where are the buses that were unveiled by Mnangagwa and where is the remainder from the number we were told was coming from Belarus?
There is obviously something fishy here.

Power lies with the people and they must not be taken for granted all the time. They also think and can make sane judgments on the authenticity of some deals or the lack of it. The mass public transport system needs revamping as a matter of urgency and those buses must be on the road, including the remainder that we were promised.

Local Government minister July Moyo has some work cut out for him so that the current problems bedevilling the urban transport system can be solved once and for all.

Additional Power For Zim From S.A, ESKOM Speaks

By Own Correspondent- South Africa’s power utility, ESKOM recently revealed that Zimbabwe has not yet approached it for additional power after the country has been experiencing critical power shortages since Monday.

ESKOM currently supplies Zimbabwe with 50 megawatts of electricity.

An official at ESKOM, Singh Naresh said:

“And it would have to be specific circumstances and we would have to ensure that we give due attention to our operational capability, whether we are able to supply them with additional power or not.

Former Zimbabwe Energy and Power Development Minister Joram Gumbo revealed that the country would seek to increase power imports, particularly from Mozambique.

Since Monday, the country’s power utility embarked on debilitating power cuts, with suburbs going for as much as 10 hours without power. The power cuts have affected the industry as well particularly winter farming, manufacturing and mining.-TheZimbabwean

ZIFA To Unveil Warriors “Umbro” Kit

By Own Correspondent- The Zimbabwe Football Association (ZIFA) is set to unveil the new Umbro kit for the Warriors and other national team sides.

ZIFA and the British kit manufacturer signed a three-year deal in February this year.

The kits were supposed to have been delivered before the Warriors’ final AFCON qualifier against Congo in March. However, the kits were not delivered and ZIFA used different jerseys.

The kits will be unveiled on Thursday (today) in Harare at Topics – First Street a12pm.

Warriors supporters will be able to buy replica jerseys at the event.

The home kit, which stirred some controversy, has a traditional yellow colour with an added modern twist, using a mix of solid and gradient red vertical stripes.-Soccer24

Malaysian Girl Kills Self After Instagram Followers Voted For Her Death

By Own Correspondent- A 16-year-old Malaysian girl killed herself after her Instagram followers voted overwhelmingly for her death.

The girl, who has not been named, posted a poll on Instagram asking followers is she should die or not. After 69% of the respondents said that she should die, she killed herself.

According to police in the east Malaysia state Sarawak, the girl posted the poll with the message: “Really Important, Help Me Choose D/L”

A lawyer and MP in the north-western state of Penang, Ramkarpal Singh, however, said that those who voted for the young woman’s death could be guilty of abetting suicide.

He said:

“Would the girl still be alive today if the majority of netizens on her Instagram account discouraged her from taking her own life? Would she have heeded the advice of netizens to seek professional help had they done so?

Did the encouragement of those netizens actually influence her decision to take her own life? Since attempted suicide is an offence in this country, it follows that abetting one to attempt suicide may be, too.”-Guardian

Challenges In Withdrawing Forex From Nostro a/c, “Change The Bank” Advises Mthuli Ncube

By Own Correspondent| Finance minister Professor Mthuli Ncube has advised Nostro account holders facing challenges to access their forex to change their banks.

He said this while responding to a question from Pumula legislator Sichelesile Mahlangu who sought clarity on why  deposits of United States Dollar in Nostro accounts are being given various conditions upon withdrawal.  

Queried Mahlangu: “Is it Government to put such conditions and if so, can you outline what are the conditions as approved by Government?  As of now, the conditions vary from bank to bank.”

 Ncube however responded:

“Let me begin by saying that I am going to give a State of the Economy Report later and then I will address a broad range of issues. The Government does not vary policy from bank to bank, absolutely.  

The first condition is that for you to withdraw your money is that there must be money in the account in the first place.  

Perhaps what the Member is being confronted with is just a different bank practice.  Maybe that is what is going on.  I do not know who they bank with.  

If it is not a good bank, they should move to the next bank so that they are treated accordingly, but we do not have a variation of policy on this issue.  As long as there is a deposit in your nostro account, you should be able to withdraw your monies upon demand, unless your specific bank has specific regulations to which you have consented to, as a customer.  

Otherwise, you should not be staying with that bank, you should move on to the next bank.”

Outcry Over Illiterate Councillors, Demand For Minimum Education Qualification Raised.

CITE|There is a general concern at the low literacy levels among Councillors with various stakeholders calling on the government to insist on minimum educational qualifications for aspiring and elected councillors to improve their competence in executing their duties.

The Urban Councils Act which governs the mandate and conduct of Councillors is silent on educational qualifications.

Speaking during a public finance management reform Indaba organised by the Zim Coalition on Debt and Development (ZIMCODD) recently, Samukeliqwa Dube from Umzingwane Rural District Council said councillors with a certain level of education would make them able to comprehend budget issues.

The Indaba ran under the theme “Influencing the legislative and institutional reform agenda for public finance management in Zimbabwe.”

“The issue of concern is that if we have councillors without any educational qualifications they won’t understand the processes of budget and how to be accountable and transparent. We need people who understand what they are doing and why they are doing it,” said Dube.

An official representing ZIMCODD, Florence Ndlovu said with devolution on the horizon there was a need for councillors to be equipped on how to effectively manage resources and funds.

“Devolution is approaching and the question is, are our councillors prepared? Are our councillors ready to monitor resources when we are devolved?

“Political parties have to start capacity building for their candidates so that when they get to these positions they are able to know what a budget is. They should not wait for the Council to teach them,” said Ndlovu.

“Resources will also be given according to competence. Do our councillors have proper CVs in terms of public finance management.”

Another participant said councillors chosen should be locals so they do not misuse funds.

“We need to go back to the previous system where we chose councillors from people who owned houses in those areas. If they are tenants, how will they be accountable for misuse of funds because the person will go back where they came from.

“At least if the councillor is a landlord we can go and sell their house,” he said.

Nhlanhla Mlilo from National Association of non-Governmental Organisations (NANGO) however differed saying educational qualification does not qualify someone to be efficient.

“Joseph Chinotimba, compared with most Members of Parliament has made contributions that are better than those of educated MPs.

“Development is not a concept that you can extract from education. Sometimes you do not need to go to school to appreciate devolution,” said Mlilo.

ZANU PF Byo Province Goes For Elections This Weekend

HUNDREDS of Zanu-PF members aspiring to be part of the Bulawayo Provincial Executive Council on Monday thronged the party offices at Davies Hall to submit their CVs and application letters.

Zanu-PF Bulawayo Province will go to the polls on Saturday and Sunday for the provincial council executive council elections after Zanu-PF First Secretary and President Mnangagwa dissolved all the party’s structures in March this year.

The Provincial elections were slated for last Sunday but were deferred due to the burial of the Zanu-PF National Consultative Assembly member and national hero Velaphi Misheck Ncube on Thursday last week.

Retired Colonel George Nare, who is in charge of the exercise, said all members interested in contesting for the positions of Provincial Chairperson for the Main Wing, Women’s League and Youth League should have submitted their CVs to the Provincial Administrator by Tuesday afternoon.

“Due to the burial of the national hero Cde Velaphi Ncube, we had to move the provincial elections to this weekend. The PEC elections will be held on 18 and 19 May 2019,” he said.

“All members who are interested in contesting positions of Provincial Chairpersons for Main Wing, Women’s League and Youth League in the Provincial Council Elections should submit their CVs to the PA’s office by 14 May 2019 at 1200 hours.

“These individuals should have served as a member of the district for at least one term, or should have been a Provincial member, or in the case of one being a member of a senior organ, one must first resign and have proof of resignation.”

All those aspiring to be in the Youth League executive are to be between 15 and 35-years-old.

The venues for the Polling Stations are Davies Hall (Area 1), Sub-Office Magwegwe (Area 2), Mpopoma Park (Area 3), Bullet Shopping Centre (Area 4) and Nketa Hall (Area 5).

The polling stations will be open from 10AM to 4PM.

Most of the people who dropped their CVs said they were pleased with the transparency of the process.

“This process has been transparent since day one and it shows that the party is really rebranding and restructuring, doing away with cancerous elements who believed in imposition of leaders,” said one member.

“As you can see, all age groups are represented well here, showing that the party is for everyone. I hope that people will be able to select their provincial leaders peacefully.”

The party leadership said the dissolution of the party’s structures in Bulawayo and Harare was meant to address problems that have resulted in the party perennially losing elections in the two metropolitan provinces.

The restructuring process by Zanu-PF is part of preparations for the 2023 harmonised elections and the party said it is pleased with the progress so far.

Mnangagwa Swears In Army, Police And Prisons Commissions

PRESIDENT Mnangagwa yesterday swore-in three six-member commissions for the Zimbabwe Defence Forces, Zimbabwe Republic Police and Zimbabwe Prisons and Correctional Services during a ceremony held at State House in Harare.

The swearing in of the commissioners was done in terms of the Constitution, which provides for the establishment of such commissions, adding to the governance reforms that are being undertaken by President Mnangagwa’s administration, which is also expanding civil and political rights in the country.

President Mnangagwa said it was a requirement of the supreme law of the country to set up the Zimbabwe Defence Forces Services Commission, “consisting of a chairperson, who must be the chairperson of the Civil Service Commission and a minimum of two and a maximum of six other members appointed by the President.”

The first to be sworn-in was the Zimbabwe Defence Commission in terms of Section 217 of the Constitution. The six who took oath of office before President Mnangagwa were — Bishop Morris Gwedegwe, Air Commodore Anele Moyo (Rtd), Major General Etherton Shungu (Rtd), Colonel George Nare (Rtd), Mrs Patricia Sarah Bwerofa and Mrs Sheilla Mahere-Nyagumbo.

The Police Services Commission members who were sworn in are Mr Great Fortune Zengeni, Mr Benson Gasura, Mr Casper Khumalo, Ms Plaxedes Gezha, Ms Mercy Muchirahondo-Murevesi and Dr Nyasha Kaseke.

The last set of commissioners to take oath of office were those who will serve under the Prison and Correctional Services Commission. These are Colonel Godfrey Matemachani (Rtd), Mrs Pauline Mukondiwa, Brigadier General Milton Siziba (Rtd), Mrs Pauline Chapendama, Mrs Charles Manzini and Mrs Priscillah Murombedzi.

Persons to be appointed to these three commissions, according to the Constitution, must be chosen for their knowledge of or experience in the administration, management and military affairs, police affairs and prisons affairs.

Also considered for appointment is their profession and qualifications.

At least half of them must be persons who are not and have not been members of the Defence Forces, police and prison services, says the Constitution.

Also according to the supreme law, at least one of them must have held senior rank in the respective portfolios for one or more periods amounting to at least five years.

ZANU PF MP Challenges Lost Virginity Lawsuit

State Media|THE Member of Parliament for Mberengwa North, Tafanana Zhou, is challenging a $30 000 lawsuit by a local woman accusing him of breaching a promise to marry after allegedly breaking her virginity.

The Mberengwa woman, Ms Henrietta Tafadzwa Chauke (35), a student nurse in Harare, through her lawyers Mugiya and Macharaga Law Chambers, last week filed summons at the Bulawayo High Court under case number HC 980/19 citing Cde Zhou as a defendant.

She is demanding $30 000 from the politician for contumelia arising from the alleged breach of promise to marry her. Ms Chauke said she fell for the legislator in February last year after he had promised to marry her.

Zhou is however, challenging the summons and wants the application to be dismissed, claiming the woman is a serial litigant who is abusing court processes to humiliate him.

In papers before the court, the politician said she did not know Ms Chauke and the allegations were trumped up charges.

Zhou through his lawyer Mr Tawanda Tavengwa of Mutuso, Taruvinga and Mhiribidi Legal Practitioners, filed an application for dismissal of action at the Bulawayo High Court, citing Ms Chauke as a respondent.

“The respondent is not personally known to me and I have never met her and what I know is that I received WhatsApp messages from a person who alleged to be the respondent making sexual advances towards me. The person went as far as introducing herself to me by sending me her pictures and I did not respond,” he said.

“I submit that the respondent cannot prove at all that she is known to me and that I had sexual intercourse with her.”

In papers before the court, Zhou also attached WhatsApp messages where Ms Chauke was allegedly pestering him for sex.

He further said the respondent raised similar allegations against one Mr Simon Magidivana in 2014 demanding US$10 000 for contumelia.

“Most importantly, she alleges at the time she had sexual intercourse with me she was a virgin and this cannot be true. I am advised by my legal practitioner that on November 12, 2014 at Zvishavane magistrate court and under case number 999/14, the respondent instituted a claim of seduction against one Simon Magidivana of Zvishavane. In her particulars of claim, the respondent alleged that she fell in love with Magidivana between August and October in 2014 during which she was a virgin and they had sex,” he said.

Zhou said Ms Chauke was abusing court processes, arguing that the woman carries no genuine intention of seeking seduction damages.

“It is my averment that the claim has no prospects of success. It is frivolous and vexatious in nature and is designed to tarnish my good name and social standing. I am a Member of Parliament and I am inclined to believe that it is my opponents who have hatched a plan to bring my name into disrepute. I aver that there are no issues in this matter as it is clear that as per respondent’s allegations she lost her virginity sometime in 2014. The claim by the respondent is not made with a bona fide intention of seeking justice. Wherefore, I pray for an order dismissing with costs the summons filed under HC980/19,” said Zhou.

Ms Chauke, in her summons, said she fell in love with the MP in February 2018 and three months later he orally made a promise to marry her.

She said she had sexual intercourse with Zhou which was premised on prospects for an imminent marriage. At the time of the sexual intercourse with Zhou, Ms Chauke said she was a virgin.

The woman said Zhou terminated their relationship in February this year for no apparent reason, consequently violating his promise to marry her.

She wants to be compensated for damages emanating from her alleged former boyfriend’s actions.

ZANU PF Orders Chief Ndiweni To Step Down

State Media|Zanu PF has accused Chief Nhlanhlayamangwe Ndiweni of Ntabazinduna of abusing his position to further the agenda of the opposition MDC challenging him to step down from the chieftaincy and join mainstream politics.

The ruling party accuses Ndiweni for calling on tougher sanctions to be imposed on Zimbabwe.

Angered by the Government’s decision to resettle an indigenous farmer at a property in Ntabazinduna previously occupied by a white family, Chief Ndiweni last week addressed a Press conference in Bulawayo and called for tougher sanctions against Zimbabwe.

Chief Ndiweni appealed to the international community to escalate sanctions on President Mnangagwa’s Government, claiming it has failed to pursue democracy.

Zanu-PF Matabeleland North provincial person Richard Moyo said they are aware of all Chief Ndiweni’s shenanigans.

“He must just join politics and leave the chieftaincy. He should come into mainstream politics by joining these political parties that he is aligned to or even form his own and we will show him how winning politics is played, he has no chance against Zanu-PF,” he said.

“In pursuit of a political agenda, he has chosen to advocate for the suffering of the people instead of working towards their development and unity. We know that initially he was running with secessionist movements like Mthwakazi and later we heard he was endorsing Chamisa despite his loss in the 2018 elections.”

Moyo called on traditional leaders to ignore Chief Ndiweni and continue working for the people.

“He has shown his true colours and his destructive politics and I don’t think any self respecting traditional leader who has their people at heart can follow such kind of behaviour. They should just ignore his attempts to divide the chiefs in the country,” he said.

In a statement on Sunday, the Permanent Secretary for Information, Publicity and Broadcasting Services, Nick Mangwana, said Chief Ndiweni’s utterances were inhumane and against our cultural beliefs.

‘‘Chief Ndiweni sentiments are deplorable, parochial and ignorant coming from a traditional leader,’’ he said.

‘‘It’s tragic that one of those constitutionally expected to uphold our customary values and community cohesion has chosen to not only be a controversial political player but to repeat a shameful familial history by calling for suffering to be visited upon the people of Zimbabwe.’’

By Own Correspondent| Opposition legislator for Mutare Central Innocent Gonese has raised concern over the continous absence of the country’s two Vice Presidents Constantino Guvheya Chiwenga and Kembo Mohadi from parliament sittings.

Gonese said the duo “have never been seen” in the chambers while their names are also conspicuously absent on the list of those who would have sought leave of absence.

Said Gonese:

“On a point of order Mr. Speaker.  In terms of our Standing Orders, those Hon. Ministers, Hon. Deputy Ministers and Vice Presidents who are not in Parliament today are supposed to seek leave of absence.  

I am simply asking the Chair to inform the House of the Hon. Ministers and Vice Presidents whom we have never seen. As a matter of fact, if the Hon. Chair can inform the House of those Hon. Ministers, Hon. Deputy Ministers and the Vice Presidents who have sought a leave of absence. 

In particular Mr. Speaker Sir, I also note with concern that the Hon. Vice Presidents have not been attending on most occasions. 

I have also noted Mr. Speaker Sir that generally speaking, the Hon. Vice Presidents are never in attendance and when the Chair read out the names of those who have sought leave of absence, their names are conspicuous by their absence from the list and also they are conspicuous by their absence from the Chamber.  

I think it is a matter which the Chair should really follow because the rules equally bind the Hon. Vice Presidents but my main point is to have the names of those who have sought leave of absence so that we are informed accordingly.”

Speaker of parliament Jacob Mudenda however said he would look into the issue.

He said:

“The Hon. Member is correct.  I have yet to receive some names seeking leave of absence.  I will ask the Clerk to check with Papers Office immediately and give me the apologies.

“I have to inform the House that on 3rd April, 2019 Parliament of Zimbabwe received a petition from Zimbabwe Election Support Network (ZESN) beseeching Parliament to review the electoral law and enact electoral reform laws. Mthuli Says Govt Has Dished Out US$64,4mln To Dispossessed White Farmers | IS HE TELLING THE TRUTH?

Finance and Economic Development Minister Mthuli Ncube says government has to date paid US$64,4 million to 93 former commercial farmers for the improvements they made on reallocated farms.

Presenting a Ministerial Statement on the State of Economy in Parliament last night, Mthuli Ncube said Government was committed to finalising compensation for all farmers who were affected by the land reform programme in accordance with the country’s Constitution and obligations under bilateral agreements.

“As outlined in the Transitional Stabilisation Programme, Government is committed to finalising compensation for all former farmers affected by the land reform programme.

“Government is also engaging development partners and other bilateral countries with a view to mobilising the requisite resources.

“Since 2009 to date, US$64, 4 million was paid to 93 former commercial farmers as compensation for immovable improvements. In 2018 alone, US$12 million was paid towards the same to 29 farmers. In the 2019 National Budget, we set aside US$53 million for the same purpose,” he said.

Minister Ncube said the process of compensation involved the evaluation of assets to ascertain the extent of Government’s obligation to former commercial farmers owing to the magnitude of resources required.

He said Government had been working with the former commercial farmers to identify qualifying beneficiaries.

“The process is now complete. Currently, Government is in the process of vetting the identified members as a verification exercise to trigger disbursements.

“Compensating the affected farmers is a noble idea and is in keeping with our Constitutional dispensation,” Minister Ncube said.

On the land audit, Minister Ncube said the exercise had constituted six percent of targeted land covering more than 18 000 farmers.

“The audit indicated gross underfunding of the agricultural sector and recommended the establishment of a land and agricultural bank to facilitate funding for resettled farmers.

“It further recommended an integrated land information management system to address shortcomings related to fraudulent land allocations, rampant illegal leasing of land and gross underutilisation which is materially affecting agricultural output,” he said.

Minister Ncube said preparations for the second phase of the land audit will be rolled out end of May in all the remaining districts across the 10 provinces.

“The land audit will help inform Government’s agricultural policies, development of strategies for increasing productivity and also promoting social equity and environmental sustainability,” he said.

Herald Says Chief Ndiweni Faked Own Attack Because He Doesn’t Live In Bulawayo

The government broadsheet, The Herald has claimed that the firebrand chief Ndiweni yesterday faked his own attack by ZANU PF militants. In their article written by a faceless author, the Herald said this is because the Chief does not live in Bulawayo. They also claimed that he is a Nelson Chamisa backer.

Chief Nhlanhlayamangwe Ndiweni of Ntabazinduna, with the aid of known anti-Government activists, yesterday stage-managed an attack on himself by people he claimed to be Zanu-PF youths in Bulawayo.
The chief, who claimed his assailants sought to confiscate his Government-issued vehicle, was pictured pouring petrol all over the car and threatening to burn it if anyone touched it.

The pictures went viral on social media after being published by activists led by Zenzele Ndebele, who recently claimed to have survived a suspicious accident in which all four bolts on the “lower control arm of the front wheel on the left side of my vehicle came off simultaneously”.
A senior Zanu-PF official, who spoke on condition of anonymity, poured cold water on Chief Ndiweni’s claims saying “his story simply does not add up”.

“For starters, it is a known fact that all Zanu-PF structures in Bulawayo were dissolved. How did Chief Ndiweni know that his attackers were Zanu-PF youths; did they identify themselves as such? The pictures that Ndebele posted do not show any Zanu-PF regalia.
“Secondly, how was this attack coordinated, considering that Ndiweni lives in Ntabazinduna and not Bulawayo? How did Zanu-PF youths know where he was in Bulawayo? Did they prophesy his presence in Bulawayo?

“This event was clearly stage-managed and broadcast by Ndebele a few minutes after it allegedly happened. If that is not suspicious, I don’t know what is,” the official said.

Chief Ndiweni sensationally appealed to the international community to escalate sanctions on President Mnangagwa’s Government, claiming it has failed to pursue democracy.

It is understood that before addressing the Press, Chief Ndiweni wrote to a number of foreign embassies calling for further sanctions to be imposed on Zimbabwe.
He has also set up a parallel organisation to the Chiefs Council under the banner of College of Amakhosi, where he is reportedly seeking to rope in some traditional leaders from Matabeleland and Midlands provinces.

After the 2018 elections, Chief Ndiweni visited Mr Chamisa to “endorse” the MDC-Alliance leader despite his defeat in the polls at the hands of President Mnangagwa.

Besides his links with the Chamisa-led party, Chief Ndiweni has had liaisons with secessionist movement Mthwakazi Republic.
However, the relationship with the two are said to have suffered a temporary knock after Chief Ndiweni and some colleagues visited Mr Chamisa to update him about the “installation” of a Ndebele King in South Africa.

THE TEMPORARY SPEAKER: What is your point of order Hon. Gonese? We want to hear what the Hon. Member is saying.

HON. GONESE: Yes, I have a point of order Mr. Speaker Sir. Today is a Wednesday and on a Wednesday, the Standing Orders are very clear especially relating to Standing Order Number 62, in terms of the Order of Business. However, today during Question Time we were given an assurance by the Minister of Finance that he was going to make a Ministerial Statement. Over and above that, if you read today’s press there is actually on the billboards for newspapers a headline, “State of the Economy” by the Hon. Minister of Finance. So, the nation is actually expecting that.

A Ministerial Statement can interrupt order of business, we accept that. Due to the assurance we were given and even Hon. Members who wanted to pose questions were informed that if they were going to be covered by the Ministerial Statement then that would be deferred. I believe we should not conduct our business in this manner. The Minister of Justice had intended to present the Second Reading of the Consumer Protection Bill – fortunately he has withdrawn that. As Hon. Members, as representatives of the people who were duly elected to represent the interest of the people of Zimbabwe, at this point in time the critical issue is about the state of the economy. People at this point in time are failing to make ends meet.

We have got an issue relating to inflation, people are not able to access their money in the banks, we have what is being talked about as the inter-bank rate but at the present moment if you want to access money you cannot do it, you have to go to the “World Bank” also known as Roadport. We need to have answers to these questions. We are being asked in our constituencies Mr. Speaker and we need to have answers.

We cannot have a Ministerial Statement from the Minister of Health and Child Welfare which was not adverted to. He can come any other day and if he is not available, he can delegate another Minister but for us, the only game in town is the state of the economy. We will not accept his deferment.

The Hon. Minister of Finance and Economic Development is here and I can see that he has his file of papers and we must also be cognisant of the time that if we are going to have a Ministerial Statement by Hon. Minister Moyo and asking questions, we will run out of time because the automatic adjournment of the House is at Five Minutes to Seven o’clock p.m. and the Hon. Minister of Justice, Legal and Parliamentary Affairs as leader of the House has not sought the leave of this House to suspend the Standing Orders. On this basis, the adoption of the Transitional Stabilisation Programme marked the first major step towards this goal.

Before giving details on economic developments of our country, allow me to contextualise the current environment in the global context. The global economy depicted signs of cooling down during the first quarter of 2019 on account of a confluence of different factors. Trade tensions between the United States and China which were showing signs of thawing are actually flaring up again, posing larger disruptions in the global trade and supply chains. Uncertainty about the United Kingdom’s departure from the European Union termed (Brexit) remain heightened, posing a number of risks to the Euro Zone and the rest of the global economy.

These developments represent a drag on global trade in general and are also reflected in lower commodity prices in general. In addition, tightening of financial conditions in response to the significant financial vulnerabilities associated with large private and public sector debt in a number of developed, emerging and also developing economies restrain global expansion. Global growth is therefore projected at 3.3% for 2019 down from 3.6% in 2018. Similarly, regional growth prospects of SubSarahan Africa remain restricted at levels well below the required 6% to deal with poverty, notwithstanding relative macro-stability in these countries through persistent fiscal consolidation reforms, the debt ratios are worsening, reaching an average of 45% by end of 2017 with more countries recording ratios above 60% of GDP. Moreso, more Sub-
Saharan African countries’ borrowing is increasingly non-concessional; it is commercial against declining exports and hence this poses a debt trap and exchange rate risks.

Sub-Saharan African economies are therefore projected to grow by about 3.5% of GDP in 2019 and I speak to our 2018 and 2019 growth profiles in the tax below.

Let me now turn to the Zimbabwe economy. Beginning 2019, Government in earnest started implementing the TSP from October 2018 to December 2020 through the 2019 National Budget with sharp focus on fiscal, monetary and structural policy reforms for stabilisation and stimulation growth. These initial interventions were therefore confronted by an environment with severe economic shocks which started in the last quarter of 2018.
The situation was further heightened by the drought conditions in terms of the Elnino and impact of Cyclone Idai, which all imposed serious threats to economic growth which was initially projected at 3.1% in 2019. However the deep reforms introduced under the TSP are cushioning the economy from much higher deterioration and in some instances have started yielding dividends. In particular, the styles to tackle head-on the twin deficit challenges has been a reality and we are making progress on that. By twin deficit I mean the budget deficit and the current account deficit both of which have declined substantially in the last few months in the positive direction.

On a positive note, there is marked improved performance on Central Government finances with revenues at RTGs 1.9 billion outperforming the target of RTGs 1.8 billion throughout the first quarter of 2019 to give an overall positive variance of RTGs$ 146 million. On the other hand, expenditures were contained at $1.5 billion against a target of $1.7 billion to give savings of $218.9 million RTGs. This, as a result, gave a budget surplus during this period of $443.1 million RTGs. With regards to prices, fiscal consolidation measures, reinforced with a tight monetary policy together with liberalisation of the exchange rate, are containing inflationary pressures, which although still very high on a year to year basis, are beginning to come under control and dampen on a month and month basis.

Widespread indiscipline in the foreign exchange market is also a major source for parallel exchange market premiums which are feeding into inflation.

Let me now turn to the projection of the gross domestic product. Madam Speaker, Hon. Members will recall that during the presentation of the 2019 National Budget, I emphasised on the necessity of well coordinated Fiscal Monetary Policies which reinforce each other for addressing the current macro-economic vulnerabilities.

Consequently, on the 28th February the Governor of the Reserve Bank of Zimbabwe presented a Monetary Policy Statement aimed at supporting the various macro fiscal and structural austerity measures announced in the 2019 Budget. The Monetary Policy Statement also removed various distortions which prevented efficient functioning of the foreign exchange market, with implications on the rest of the economy. Such distortions also promote the parallel market and fed into multiple pricing of goods and services, and the Monetary Policy Statement is seeking to deal with these distortions.

Specifically, the Monetary Policy Statement introduced a new currency called the RTGs dollar which includes electronic balances in banks and mobile platforms, bond notes and coins. It liberalises the foreign currency market and discarded the fixed exchange rate of 1:1 against US dollar which was at the centre of various foreign exchange price distortions. It will also establish an interbank foreign currency market which comprises banks and bureau de changes that were providing a broad based formal platform for an efficient foreign currency trading within the economy.
Therefore, the RTGs dollar, through the Statutory Instrument 33 in essence became a new reference currency for accounting and transaction purposes domestically. This effectively created an exchange rate between the US dollar and the RTGs dollar being facilitated through the interbank foreign exchange market. The introduction of the RTGs dollar and the subsequent emergence of the exchange rate between the US dollar and the RTGs dollar have necessitated recalibration starting with the base indicator in the form of the nominal gross domestic product (GDP) to reflect the appropriate RTGs dollar value.

Ultimately, the recalibration, of the nominal GDP facilitates adjustment to the 2019 National Budget framework approved by
Parliament on 22 November 2018 and subsequently assented to by
Senate late January 2019 and other macroeconomic and fiscal indicators.
In tandem with this process, ZIMSTAT is also undertaking an appropriate adjustment of nominal GDP in RTGs for historical years between 2009 and 2017. Such historical series of RTGs dollar values are important for consistency, continuity and comparison purposes. Let me now turn to the calibrated 2018-2019 nominal GDP. Hon. Members should know that the recalibration exercise is another step further to refining our GDP while the rebasing of the National Accounts Series exercise was in line with international norms which require replacing the old base year, taking cognisance of changes in the structure of the economy. The current recalibration exercise however, seeks to reflect the appropriate GDP value in the new domestic currency, the RTGs dollar. The change of base and recalibration now are different but complement each other.

The initial steps have involved recalibration of the current estimated 2018 and 2019 nominal GDP projections into RTGs dollar using standard methodologies, which take account of annual average market exchange rates to those subsectors which transactions took place in US dollars, together with appropriate adjustments by the GDP deflator/ inflation developments and updated DGP growth rates. The calibration technical exercise culminated into projected nominal GDP of RTGS$42.8 billion for 2018. Let me pause here and explain in two minutes.
Members will recall when we recalibrated our GDP because of the change in the structure of the economy, our GDP figure came out at about an average of US$25 billion for 2018. Because now we are recalibrating using the domestic currency, we have gone back to adjust that and the adjustment result leaves us with a GDP of $42.8 billion as GDP for 2018 in RTGs dollars. Our projection for GDP in 2019 in RTGs dollars is $70.3 billion RTGs dollars. I have a table here which Members cannot see but I think I have adequately summarised the numbers. There is one number that I wish to share with you which is our real GDP growth for 2018 which we have revised upwards. What happened Madam Speaker is that in the last quarter of 2018, there was a flurry of economic activity. You will recall shelves going empty at some point, but all of that flurry and panic buying activity was creating demand and economic growth. What then happened was, our projected figure which was about 4 percent was outdone by the real performance. The GDP growth has now been revised upwards to 6.2 percent in real terms for the year 2018.
However, in 2019 Madam Speaker, GDP is expected to be way down by the impact of the El-Nino induced drought, the devastating destruction of Cyclone Idai, foreign currency shortages and constrained spending being imposed by fiscal reforms. We have seen that the impact of the drought is already impacting power production and I think we are beginning to see some of the outages being caused by the low water levels on Kariba impacting our hydropower Madam Speaker.

Let me now turn to a very important issue which is the fiscal framework for 2019 in view of the calibration. The recalibrated nominal GDP facilitated the development of updated 2019 fiscal framework with total expenditures of $12.2 billion RTGs dollars against anticipated revenue collections of $9.3 billion RTGs dollars.

Let me further explain Madam Speaker. Members of the House will recall that we had projected revenues of $6.199 billion in the 2019 Budget Statement. This is being revised because of inflation and movement in price naturally, this is being revised to revenue collections of $9.367 billion. I have a table Madam Speaker with all the calculations. You will not see it. I wish I had a screen to have projected it for example, the direct tax revenues we had projected $6.037 billion in the National Budget, it will now be $8.598 billion and income tax for example, was projected to be $971 million and now turn out to be $1.068 billion – [HON. MEMBERS: Inaudible interjections.] –

So, with the guidance of the Clerk, probably there is need to address that in the future because the Hon. Minister is a new Minister. The Hon. Leader of the House has to help the Hon. Minister so that we make progress in some of these things. Technology is here.
THE TEMPORARY SPEAKER: Precedence has always taken
its course and what we understand is even in the budget we have always had tables and they are provided in the Hansard. So, Hon. Members, let us be clear that we are going to receive the tables. These tables are just like what we always receive – the same as we receive in the budget.

clarify that we must distinguish between the Budget Statement and a Ministerial Statement because a Ministerial Statement is just presented today and we seek clarifications today and that is the end of it, whereas with the Budget Statement, we have got more than a week or two weeks to debate. So, for the future, we just want it on record that there is a distinction between the presentation of the two so that in future we can be able to follow with presentation on the screen. It is not like a Budget Statement where we can then debate afterwards. I stand to make the point Madam.

I acknowledged and the chief whips acknowledge that this was a matter of importance and you refused. The Minister was prepared to bring all those technological issues and you refused. So, I had indulged the Chief Whips.

THE MINISTER OF FINANCE AND ECONOMIC
DEVELOPMENT (HON. PROF. M. NCUBE: Thank you Madam
Speaker. Let me proceed. I had explained about the changes to revenues. Let me explain changes to expenditure net lending where in the budget we had a figure of $7.7.65 billion. It will now be $12.271 billion. Within that in terms of just current expenditure, that figure for that item will change from 5.228 billion to $8.073 billion. When we look at capital and net landing, the figure is expected to increase from $2.037 billion to
4.198 billion.
All this implies basically a primary balance when you compare expenditures to the revenues that we are collecting. The primary balance is negative and we are expecting a minus $1.215 billion. It will now be minus $2.005 billion. This new figure amounts to just below 5% of GDP. So we are still on target in terms of our target way show of GDP of 5% and below as pronounced or as expected in the Budget Statement for 2019.
Let me now turn to sector performance beginning with agriculture having now dealt with the fiscal framework and so forth. The first quarter marks the end of the 2018/2019 agricultural season. This year’s second half of 2018/2019 season was characterised by a dry spell, especially on the southern parts of the country. Generally, in most parts of the country crops were showing signs of moisture stress with condition ranging from poor to good, depending on the amount of rainfall received in respective areas.
In addition Cyclone Idai brought some floods in Manicaland and Masvingo provinces which destroyed crops and livestock and thus worsening the already severe situation. In terms of the first round crop and livestock report, this is what has come out as an assessment for the performance of the agricultural sector. The first round crop and livestock report indicated a general increase in area planted for major crops, except for some grains and few other small crops which recorded a decline.
However, most crops succumbed to dry the spell, with significant area planted expected to be written off, especially in the southern parts of the country. In other parts of the country any planted crop stood a chance to be harvested while the late planted crop is most likely to be written off. The set of numbers that are coming out through this first round assessment report is a drop in the hectorage of maize planted to the tune of minus 7% but we expect an increase in the area of sorghum of plus 7% on pearl millet down at minus 4%. This is just an example of some of the areas which have been impacted.
Also ground nuts we expect a drop in output at least as exemplified in the areas under cultivation of minus 30%. Cow peas, minus 26% and sweet potatoes for example at minus 57%. So, these are some of the crops that have been impacted by the dry spell and this has impacted overall economic growth, while the full impact of the drought and the recent cyclone Idai on crop and livestock production is not yet clear and finalised. Agriculture production for 2018/2019 season is expected to decline. The final outturn for agriculture production is expected to be indicated in the ongoing second round crop and livestock survey and the date for that will become available in the not too distant future.
Let me turn to grain stocks. Grain stocks and GMB stood at 876 tons at the end of March, 2019 compared to 776 tons of maize and 100 tons of small grains. I have got a table trying to show that breakdown which summarizes those numbers that I have just mentioned. The stocks are adequate for human consumption for the next seven months.
However, in view of the current drought, importation is inevitable before the next harvest. Turning to the winter wheat, planting is in progress with about 2 7 00 hectares having been planted as at 5th May, 2019 out of 77 000 targeted hectares. The recommended winter wheat planting deadline is 31 May, 2019. Of the planted hectorage being private sector initiative.
Turning to tobacco, the tobacco auction floors opened on the 20th of March 2019 with only 3 888 kilogrammes being delivered to the floors on the day compared to 165 000 delivered on the same day last year. Average buying price on opening was 17% lower at US$1.83 per kilogrammme compared to US$2.22 paid for the same day last year 2018. As at March 2019, about 538 000 kilogrammes had been sold through the auction floors at an average price of US$1.67 per kilogramme. This falls short of the 6.8 million kilogrammes delivered for the same period last year at the average price of US$2.78.
However, by the 5th of May 2019, more deliveries were received to reach 59.8 million kilogrammes cumulatively valued at US$106.3 million although average prices remain depressed and below US$2 per kilogramme.
I must hasten to add that in terms of deliveries, tobacco from private farmers is about 10.9 million kilogrammes in terms of tobacco sold and those from the weightful of tobacco contract farming is about 49 million kilogrammes. The total is 59.9 million kilogrammes. In terms of value from the private farmers, it is 7.9 million while that from contract farmers is 88.4 million. The total is US$106.3 million. The average price from private farmers is US$1.63 per kilogramme whilst from contract tobacco is US$1.81 per kilogramme. So it is higher. The average for the season is US$1.78 per kilogramme compared to an average last year 2018 of US$2.87 per kilogramme. You can see that there is a drop in the average price by 38%.
Let me say something about the progress on 99 year leases while we are talking about agriculture. Government and the Bankers
Association of Zimbabwe agreed on a revised 99 year lease agreement in
2017. The revision enables the transferability of land in the event of default which was a major requirement by financial institutions. In this regard, it is Government’s expectation that farmers issued with the new lease agreements are able to borrow using the revised 99 year lease agreements as collateral. Any concerns from banks regarding the new 99 year leases are being addressed as and when they arise and in some instances, on a case by case basis.
Let me move on to farmer compensation. As outlined in the TSP, Government is committed to finalise compensation for all former farmers affected by the Land Reform Programme in accordance with the country’s Constitution and Zimbabwe’s obligations under bilateral agreements. The process also involves evaluation of assets to ascertain the extent of Government’s obligation to former commercial farmers owing to the huge magnitude of resource requirements for this issue. Government is also engaging development partners and other bilateral countries with a view to mobilising the requisite resources.
Meanwhile, since 2009 to date, a total of US$60.4 million was paid to 93 former commercial farm owners as compensation for immovable improvements.
In 2018 alone, US$12 million was paid towards the same to 29 farmers. In the 2019 National Budget, we set aside US$53 million for the same purpose, targeting the old and the distressed form of commercial farmers. Government representatives of former farm owners have been working together in identifying qualifying beneficiaries and the process is now complete. Currently, Government is in the process of vetting the identified members as a verification exercise to trigger disbursements.
Government would once again want to reiterate that compensating the affected farmers is a noble idea and is in keeping with our constitutional dispensation.
On the land audit, in 2018, His Excellency President Emmerson Mnangagwa ordered an expeditious completion of the land audit which is expected to rationalise ownership and farm sizes. Consequently, the Zimbabwe Land Commission (ZLC) undertook the first phase of the National Agricultural Land Audit which was conducted in ten districts across the country’s ten provinces between October and November last year. This only constituted 6% of the targeted land covering more than 18 000 farmers.
The audit indicated gross underfunding of the agricultural sector and recommended the establishment of a Land and Agricultural Bank to facilitate funding for resettlement farmers. It further recommended an integrated Land Information Management System (LIMS) to address shortcomings related to fraudulent land allocations, rampant illegal leasing of land parcels and gross under utilisation which is materially affecting agricultural output.
Preparations for the second phase would be rolled out at the end of
May in all the remaining districts across the country’s ten provinces.
The land audit will help inform Government’s agricultural policies and development of strategies for increasing productivity and also promote social equity and environmental sustainability.
Madam Speaker maam, let me turn to the mining sector. Government is seized with addressing challenges facing the mining sector and this mainly relates to foreign currency shortages. The objective is to reverse output losses experienced during the first quarter where all minerals except for chrome were subdued compared to the similar quarter of 2018. All minerals were down in the first quarter except for chrome. For example in terms of gold, I will put all the percentages looking downwards. The same applies to nickel and coal. Chrome is up, palladium is down and diamond in terms of carats also is down in terms of output.
Looking ahead, 2019 overall projected output targets are achievable with most target minerals such as gold, nickel, chrome and platinum first quarter contributions constituting more than 20% of total expected output for the year.
Let me turn to the international mineral prices. Average gold prices for the first quarter of 2019 improved by 6% to an average of
US$1 304 per ounce from US$1 228 per ounce in the last quarter of 2018. At the same time, platinum prices were relatively flat with an average of US$822 per ounce. Palladium prices increased to US$1 435 in the first quarter of 2019 from US$1 157 per ounce recorded in the last quarter of 2018.
Let me turn to the manufacturing sector. Performance of the manufacturing sector continues to be restrained by challenges related to financing, utilities, inputs supply and foreign currency availability. The sector is therefore expected to record marginal growth of only 0.1% in 2019.
Out drivers for this marginal growth include, obviously food stuffs and non-metallic mineral products with the rest of the other sectors remaining constrained. So, there are constraints everywhere right through the manufacturing sector which then results in this marginal increase in growth of 0.1%. In the outlook, the performance of the sector is expected to benefit from improved investment following the latest round of ease of doing business reforms and the enactment of the
ZIDA Bill which is now before Parliament.
In addition, the local content policy and also support the industrialisation policy being finalised by the Minister of Industry and Commerce will support domestic firms and increase production through utilisation of local factors of production. It remains critical, that as Government we explore private sector financing facilities required for supporting industry recovery, production as well as export growth.
Let me turn to the area of energy Madam Speaker and speak to the issue of electricity. Electricity generation during the first quarter of 2019, although higher than the target was relatively lower compared to the last quarter of 2018. Reduced production trend is attributable to lower water allocation at Kariba Hydro Power Station following erratic rainfall over the Zambezi catchment area. In addition, generation instability at thermal power stations has been worsened by inconsistent coal supply. Higher demand particularly during the just started winter season against reduced supply has given rise to load shedding.
In the outlook, electricity generation is expected to remain constrained during the larger part of the year before the new rain season commences. Given the situation, Government is working on increasing imports from the region among other interventions. In the area of fuel, the country is facing erratic fuel supplies which negatively impact on industry operations as well as transportation. Key factors that explain this challenge include growth demand owing to increase in number of automobiles, economic activities by economic players and limited financial capacity to import being exemplified by the shortage of foreign currency.
It has also been observed that owing to pricing distortions, fuel leakages are being experienced driven by arbitrage activities as the fuel locally is far too cheaper relative to other countries within the region. In order to curb arbitrage leakages in the fuel sector, Government in January 2019 adjusted the prices of diesel and petrol by 150%. Since then, fuel prices except for gas and paraffin have generally remained stable. Similarly, the usage of diesel and petrol in the country has slowed down. Diesel valued at US$138.7m was imported during the first two months of the year compared to US$224m imported in the last two months of 2018. On the other hand, petrol worth US$74.3m was imported over the same period compared to US$105m of the last two months in 2018. Government is making all arrangements to ameliorate the fuel supply situation by the provision of additional lines of credit to make sure that fuel supply is increased and is less erratic.
Let me turn to inflation developments. Inflationary pressures despite remaining relatively high slowed down compared to the previous quarter. This reflects a positive impact of fiscal consolidation in the liberalisation of the exchange rate and tight monetary policy measures.
Indeed, annual broad money supply has significantly slowed down from 45% in July 2018 to current levels of around 25% and this is year on year. However, on a month to month basis, money supply growth is zero to negative. This declining trend is expected to continue during 2019 in a way that is consistent with the TSP targets.
Declining money supply growth is a key factor to containing inflation in the long run. To be precise, month on month inflation during the quarter average 5.6% against 11.5% in the last quarter of 2018. Due to the elevated base annual inflation recorded 57.6%, 59.5% and 67.8% in January, February and March of 2019 respectively.
The parallel exchange rate market premiums have remained the major source of inflation driving up prices particularly prices of tradable goods. During the quarter, food and non-alcoholic beverages, restaurants, furniture, clothing experienced major price hikes reflecting unethical behaviour by most businesses by way of indexing prices to the parallel market exchange rate. In the outlook, inflation is anticipated to gradually subside as impact of fiscal consolidation and tight monetary policy measures restrain demand. Similarly, the gap between the interbank market and the parallel exchange rate is anticipated to narrow down.
Let me turn to the market for equities, the Zimbabwe Stock Exchange. Mixed trading characterised the equities market in the first quarter of 2019. While the market started at the year with positive gains in January, some losses were suffered during the month of February and
March 2019.
The industrial index gained 38.77 points or 8% in the month of
January 2019 before incurring losses in February and March 2019. Subsequently, the industrials lost 81.77 points or 16.7% in the first quarter and closed March 2019 weaker at 405.57 points. The mining index started the year at a low note of 227.71 by end of January. The index lost 15.58 points which is (-6.4%), before further losing more ground in February and March 2019. Resultantly, the resources index had accumulative losses of 33.73 points or minus (-14.8%), during the first quarter and closed the month of March 2019 softer at 193.98 points.
The top ten index declined by 30.41 points or (21%) during the period under review, closing first quarter of 2019 at 114.61 points. The ZSE top ten index measures the performance of the listed top ten heavy weight counters and represents 65 to 80 percent of the full market value.
The all share index, which tracks the changing average value of share prices of all companies on the market lost 24.58 points or (-
16.8%).
Overall, the market capitalisation of the ZSE decreased by (17.2%) from 19.3 billion at the beginning of the year to 16.8 billion at the end of the first quarter of 2019.
Let me turn to fiscal performance. Madam Speaker, fiscal consolidation and stabilisation measures in the TSP and the 2019 National Budget are paying dividends with revenue collections for the first quarter of 2019, performing above target by US146m, while expenditures were contained below the target of US$218.9m.
As a result, the budget surplus of US$443.1m was realised during the quarter, creating additional space for financing capital and social development programmes and unforeseen exigencies related to drought in the impact of Cyclone Idai. Cumulative tax and non tax revenue collection for the first quarter of the year out-performed targets by 8.2% to a record US$1.9billion against a target of US$18 billion resulting in a positive $146 million or 8.2%. This performance represents a 64.1% increase from the collections of $1.2 billion recorded during the same period in 2018 and a 13.9% increase compared to the $1.7billion collected in the fourth quarter of 2018.
Among other measures, improved tax revenues during the first quarter of 2019 was attributable to the strengthening of ZIMRA collection systems, plugging of tax loopholes as well as the review of the excess duty from $0.45 to $2.31 per litre of petrol and from $0.4 to
$2.05 per litre for diesel, which generated additional revenues of RTGS$146 million during the month of February.
The performance also benefited from the 2% tax, the IMTT tax, which generated monthly average revenues of RTGS$95 million against a target of RTGS$50 million. Compared to the previous year, the first quarter performance represents a 64.1% increase from the 2018 collections of $1.2 billion.
Proportionally, tax revenue continues to account for the greater percentage of total revenues at 97.4% of total revenues, while non-tax revenues, $49.2 million, which basically is a contribution of 2.6% only. The positive performance in revenues continued into April, 2019, with the revenues of RTGS$846.8 million being realised against a target of
RTGS$731.9 million. In the outlook, revenues are projected at RTGS$9.3 billion by the end of 2019.
Let me turn to expenditure issues Madam Speaker Ma’am.
Between January and March, expenditures were managed and remained at $1.5 billion against a planned spending of $1.7 billion, to give savings of $218.9 million from reduced outlays towards operations and maintenance as well as delayed expenditures on capital programmes.
Major expenditures were on employment costs at about $1billion. Operations and maintenance were at $185.6 million and interest payments at $93.3 million and capital projects at $174.8 million.
Looking at employment costs, they were at 64.4% of total expenditures and they continue to dominate expenditures. However, the increase in employment costs to total expenditure in 2019 is largely due to the cushioning allowance, pension reviews and filling of critical posts in the education and health sectors as well as the effect of the introduction of the new exchange rate, which then impacted salaries as well as foreign missions salaries as from February, 2019.
Turning to capital and Net Lending, Capital Expenditure and Net
Lending constituted 11.7% of total expenditure during the first quarter of 2019. The 2% IMTT tax which was ring-fenced has gone a long way in supporting the social sector in terms of the health sector and education and meeting the demands for the devolution budget of $310 million as well as meeting the demands for the impact, rather the damages caused by Cyclone Idai, drought and some infrastructure costs.
Let me turn out to devolution. In 2019, the National Budget allocated $310 million for the devolution programme, under which resources are to be distributed to provincial and local tiers in line with the constitutional provision under Chapter 14 on devolution.

Full List Of Politicians Who Will Make The South African Parliament, Very Interesting Names Included.

The South African Electoral Commission has published the full list of politicians who will make up the sixth Parliament of South Africa – including some controversial names.

Following the outcome of the 2019 elections, 14 parties will make up the new Parliament – led by the ANC.

The ANC has dominated Parliament since it rose to power after the 1994 elections but has now dropped below 60% for the first time.

With a support base of 57.5%, the ANC has lost 19 seats in Parliament, now commanding 230 positions. This puts the party 35 seats short of a two-thirds majority.

The ANC was not the only party to lose out, with the DA also slipping in numbers. The DA had 89 seats in the previous Parliament and has lost five of those (for a total of 84).

The biggest winner is the EFF, who added 19 seats, taking its total to 44.

Among the list of published names, a few controversial figures will be making their return to the seat of government, including former finance and home affairs minister, Malusi Gigaba; former social development minister Bathabile Dlamini; former mineral resources minister Mosebenzi Zwane; and former water and sanitation minister Nomvula Mokonyane.

These officials have been mired in controversy, hailing from the Zuma presidency.

Gigaba stepped down as home affairs minister and resigned as an MP in November last year, following court rulings that he had lied under oath. He was also implicated in the dealings of the Gupta family and the state capture scandal.

Zwane as also been implicated in Gupta affairs, and was widely criticised for working against the South African mining industry by pushing an anti-business mining charter. He was shuffled out of government when Cyril Ramaphosa took over as president.

Most recently, Mokonyane was implicated in alleged bribery in the Bosasa saga – while Dlamini has been criticised for allegedly orchestrating the 2017 social grants crisis, and wasting minions of Rands in taxpayers money.

Both politicians kept a place in government after Ramaphosa took the helm, with Dlamini becoming minister of women in the presidency, and Mokonyane moving to environmental affairs.

The ANC was called out by opposition parties ahead of the 2019 elections for keeping these names on its election lists.

However, analysts have pointed out that they remain popular leaders within the party, and would have sown divisions among factions within the ANC had they been omitted.

While these figures have been re-elected to parliament, it will be up to president Cyril Ramaphosa to determine if they will have a place in national government.

New parties

Among the names are representatives of new parties who earned enough votes to head to Parliament in 2019.

From GOOD, party leader Patricia de Lille and former bodyguard Shaun August will take the party’s two seats. Mzwanele Mayni is absent from the ATM’s representation in parliament, with party president Vuyolwethu Zungula and former Eastern Cape ANC MEC Thandiswa Marawu showing for the party.

The first sitting of the sixth Parliament of South Africa will be on 22 May 2019 – with Ramaphosa expected to announce a new cabinet before the end of the month.

Khupe Taking Over MDC Is Just A Joke, Interview With Jacob Mafume.

MDC is at crossroads following a High Court ruling that declared its leader Nelson Chamisa illegitimate and ordered the party to hold an extraordinary congress instead of its planned congress.

The judgment has brought interest and confusion in and outside the party. Our senior reporter Blessed Mhlanga (ND) caught up with MDC spokesperson Jacob Mafume (JM) to get the party’s position and below are excerpts of the interview.

ND: The MDC has indicated that it is going ahead with its congress despite a High Court judgment which has ordered an extraordinary congress instead, what are your thoughts?

JM: Well, first off all, we are pushing ahead with congress. The party is still there, it is still intact. The leadership is still intact, the judgment is one of those things that comes out of the courts, but we have legal options from our lawyers that indicate how we can proceed.

So, we cannot stop a process that had begun, a process that had over 500 000 people, a process that had 1 958 wards, 210 constituencies or districts and 13 provincial congresses. That process has to continue and reach its logical conclusion. What we do is, we look at the situation, if it needs to be appealed, we will do so depending on the advice from our lawyers.

We will appeal so that we proceed or if it does not affect the activities of the party, we will proceed with the activities of the party and we will not appeal. Currently, there is no order that has nullified our congress, there is no order that had nullified the processes that we have done up to this point. There is no order that has indicated that the party had to derail any of its projects in as far as we can interpret the law. Remember, political leadership of a party cannot be determined by anybody else except its members.

It cannot be determined by the courts, it cannot be determined by anyone else who is outside the ambit of the membership. The world over, and time and time again, this is a stated legal principle which has been stated even here in Zimbabwe by Constitutional Court (ConCourt) that it is the preserve of the members to select its leadership and that is what the party is doing.

ND: When you say the ConCourt, what is the specific case.

JM: There is a case of Bhasikiti and others versus Zanu PF and Robert Mugabe, there is the Madzimure case versus MDC. There are a number of judgments this court has issued and their clear stated position is that … if you are unhappy with a particular party, being a voluntary member, you get out and you form your own.

ND: Don’t you risk the tag of being a rogue political party that doesn’t respect the rule of law?

JM: The rule of law is that the members of a political party choose its own leaders.

ND: I mean you are continuing with congress when the rule of law says go for an extraordinary congress?

JM: Well, there is a congress, an extraordinary congress or a congress can be combined in one and in any event, the court has not said we should not hold our own congress. It is clear that a congress has to be held every five years otherwise we fall foul of the constitution. An extraordinary congress simply meets to deal with one agenda. It does not cancel out a congress. Even if the party holds an extraordinary congress every five years, it has to hold its congress and this congress has to be held in terms of the processes that have begun.

Remember a congress when it is held, it validates any decision that has been made by the party. Congress can do anything, it is the ultimate authority and it can change names. It can change and vary a lot of things in terms of its constitution. It can condone any irregularity that was made because it is the ultimate authority of the party.

ND: In the statement you issued, you alleged Zanu PF had a hand in this, do you have any evidence or you are just casting aspersions.

JM: What we referred to were the machinations of Zanu PF to deal with MDC. The evidence of the machinations of Zanu PF are all too clear: The tweets by (Information deputy minister) Energy Mutodi, the statements by various leaders of Zanu PF that are determined to deal with the leadership of the MDC, (Victor) Matemadanda saying they would prefer a particular leader. Douglas Mahiya has said they would prefer a leadership that is other than our president Nelson Chamisa, you have heard them time and time again trying to change the leadership of the MDC right up to the point that they even proposed that they needed to change the Constitution so that the presidency of the country can only be contested by a person who is 52 years old and above. They have said the opposition must develop a character that they (as Zanu PF) have defined; they have clearly made their preferences known … and they have indicated that they don’t want Chamisa to be the MDC president. So, those are the machinations we referred to and the machinations come in all forms and disguises because you are having an opponent trying to choose the coach of a particular team.

ND: There is some vile that is coming out of the party towards Douglas Mwonzora, your secretary-general, on allegations that he had a hand in this judgment?

JM: We have not seen that evidence as a party. We know that the system always wants to work with people inside. It is very important for leaders to distance themselves from certain invitations, certain statements to be unequivocally on where they stand in defence of the party. Sometimes, when leaders prevaricate and are not able to answer or are lily-mouthed in their responses to certain invitations and aspirations, it leads to conclusions being drawn. We have not accused anyone to this point and once we get the evidence, yes, the party has the capacity to deal with such individuals, if any.

ND: Mwonzora is quoted elsewhere saying he gave advice to the party and its leaders on how to avert this crisis, what was the advice.

JM: Well, I am not privy to that advice, he is the party and its leadership ostensibly. How does a person advice himself? You cannot separate him from the party. If he did say that, then that is an awkward phrasing of events. It is like me saying I have advised the party, I am the party, the decisions that come out of internal debates bind the entire leadership. It is such utterances that then invite different meanings from people who are malicious. The party is the collective of its leadership and once they have taken action they do so in their entirety.

ND: There is a statement already out there which says Thokozani Khupe wants to come to Harvest House, is that possible?

JM: (laughs) We say that people can hallucinate. They can daydream or they can conjure phantoms. As far as we know, she has her own party, she held her own congress, fielded her own candidates; she has a motley crew of leadership, one of which they have just recently fired, Linda Masarira and, therefore, it is an entirely different set-up. The issue we have with her is here, she continued to use the MDC-T name, continued use of the party symbols, continued use of paraphernalia that is associated with the MDC and our late icon (Morgan Tsvangirai) and that matter is pending before the courts and it will be heard in the fullness of time. We will defend the interests of the party and we will make sure that party symbols and everything else that the party needs to use is not abused in any particular manner. It would be foolhardy for them to extend this joke beyond where they have taken it by trying to physically impose themselves on the party membership to try and impose themselves on party institutions and party activities. That would be taking a bad joke too far.

ND: Can you please clarify if it is possible for one to impose themselves on members or it is now a war for party assets.

JM: It appears it is now a matter of looting; it is another different matter and will be addressed at the right time. The issue of her coming to the MDC to lead it is not even part of the judgment, so we would not understand where she is getting it. The judgment as it stands, says she was supposed to have been interim leader and was supposed to have called for an extraordinary congress when our founding leader passed on. That time has already lapsed and she has already formed her own party. If the judgment wanted her to call the extraordinary congress, it would have been explicit that Khupe shall call for it. The judgment left the party without a president, it did not install one, and in that case, reading that judgment, it is clear that whoever is in the line of succession in this case, the party chairman should call the extraordinary congress.

ND: There have been reports that the party is in sixes and sevens following this ruling, is it correct?

JM: No, that is incorrect. The membership of the party, the heart and soul of the party is with Nelson Chamisa. We saw that with the 2,6 million people who voted, we saw that from people who walk with us in the streets, we see it everywhere, the heart and soul of the party is not legislated. No amount of writings, kidnappings and killings will take the heart and soul of the party. Where Nelson Chamisa is, is where the party will be.

ND: You are a party with lots of lawyers, who appear before the courts every day for a living, yet you appear not to respect the courts, do you turn to something else when you are in politics?

JM: No! No! Every judgment of the court can be criticised, the Chief Justice Luke Malaba has indicated that any judgment they make can be criticised. We can fundamentally disagree with a judgment; it does not mean you have disrespected anyone. What we say in terms of the law jargon is that we respectfully and fundamentally differ with a judgment of a particular court, which is not a sign of disrespect, it is a sign of democracy, it is a sign of the rule of law and it does not go on one side.

ND: Are you democrats?

JM: Yes, we are democrats. That is why we are saying the leaders of the party are chosen by members, democracy is the ability to say how do you chose.

ND: But we have heard the people in MDC complaining about the use of violence, intimidation and disrespect of your own constitution as indicated in this ruling. Does that impair your record as democrats?

JM: Over 500 000 of our members took part in branch elections and no serious injuries were reported, no death was reported; that was a display of democracy.
ND: When you say there were no injuries, but people were taken to hospital in Chitungwiza, what does that mean?

JM: That was one person not people.

ND: Is that one not too many?

JM: Well, in the grand scale of things, one had to look at the multitude of elections that occurred and that there is only one reported case that had been swiftly investigated and corrective measures taken.

MDC Thinking Of Introducing Tsvangirai School Of Ideology Similar To ZANU PF’s Chitepo School.

The opposition MDC says it plans to introduce the Morgan Tsvangirai School of Ideology immediately after its elective congress slated for May 24 to 26.

This was revealed by the party’s national organising secretary and MDC Alliance MP for Mkoba, Amos Chibaya at a district congress held at Chiredzi Town House on Sunday.

The congress, which was meant to elect the district leadership failed to take place, because the wards in attendance failed to make a quorum. Only 10 out of 13 wards showed up after a bungle by the district party leadership in communicating the date of the event.

Chiredzi West has been a problem child for the opposition party for a long time now, leading to more than 10 party members standing as independents in the July 30, 2018 harmonised elections in both parliamentary and local government elections.

Addressing party members, Chibaya said his party is going to introduce the Morgan Tsvangirai School of Ideology in honour of the late trade unionist, leader and founder of the MDC. Tsvangirai died on February 14 last year, after succumbing to cancer of the colony.

“As soon as the congress is over, we are going to introduce Morgan Tsvangirai School of Ideology in honour of our late founding father. The first group to attend will be the party’s national council members, followed by the provincial leadership until we reach the branches.

“We want to educate our members on the party ideology. We want our members to understand our position on certain political issues. They should also understand our position on the land policy, which is misconstrued in various circles, (including) Zanu PF, in a bid to tarnish our party.

“As a party, we are saying land to the people, not to the politicians. So we are going to roll out the programme starting in June. We are going to reach out to everyone in our party until we reach the grassroots,” Chibaya said.

Corruption Creates Multiple Candidates In The MDC

NewsDay|BRIBERY demands by high-ranking MDC party officials on prospective candidates resulted in the opposition fielding more than one candidate in some constituencies and council seats, in the run-up to last year’s polls.

This was revealed during a provincial caucus meeting in Bulawayo on Monday, where the opposition party’s aspiring executive council candidates were campaigning ahead of congress later this month.

The party last year had double nominations in some areas, a development most people claimed contributed to its poor showing in several constituencies across the country, where its aggregate votes outstripped eventual winners from the ruling Zanu PF party.

Gabbuza Joel Gabuza, vying for the chairman’s post, claimed there were people asking for money for votes.

“When I was nominated, I only got one nomination, but people started calling me saying can you please give us some money in exchange for nomination. I said no, I will not do that,” he said.

“As a chairman, if you do that, people become untouchable and you will not be able to discipline them. If you accept money, you become compromised. Double candidates are a result of corruption.”

MDC secretary-general Douglas Mwonzora was grilled on his plans if given a second mandate to run the office, with some party members accusing him of being involved in the double nomination of candidates.

But Mwonzora brushed aside the accusations and vowed to stay loyal to party leader Nelson Chamisa, and ensure the party will never split.

“What is important is the relationship between the president and secretary-general. If I am not happy, I go to the office of the president. We are close to each other and deal with the disputes,” he said.

“That’s why I have been secretary-general under our late icon Morgan Tsvangirai. There was no split, I have been secretary-general under our president Chamisa, there was no split and there will be no split because we know how to deal with disputes in a mature way.”

Party members also accused Mwonzora of having a hand in the recent High Court judgment which declared Chamisa as an illegitimate party leader.

“Zanu PF killed our people, killed our industries and our economy, we have to remove this government. That is our main objective,” Mwonzora said.

MDC vice-chairman aspirant Job Sikhala said: “There are people who want to personalise the president because they come from the same village; that is what I will stop. I will take the president from the pockets of those who want to personalise our president and will give him back to the people.”

Zimbabwe In Dire Electricity Power Cuts

News24|Zimbabwe has started to institute planned rotational power cuts to reduce stress on its national grid, following low water levels at Kariba Dam, generation constraints at Hwange Power Station and limited imports from Eskom in South Africa and Mozambique.

Power utility Zimbabwe Electricity Transmission & Distribution Company on Sunday published load shedding schedules for the whole of the country.

“The power shortfall is being managed through load shedding in order to balance the power supply available and the demand,” it said in a weekend statement.

While Eskom in South Africa has eight stages of loadshedding, Zimbabwe has announced only two stages for now.

The power supplier divided the country into seven regions, and then further into districts or suburbs. It has given each district or suburb a numerical code.

This code is then checked against a regional table which has two time periods: Morning peak – between 05:00 and 10:00, and evening peak, between 17:00 and 22:00.

When power is cut, suburbs that fall within the time period lose power.

The same suburbs or districts will not generally have power cuts over the same day’s morning and evening peaks. When load shedding moves to Stage 2 and “increases beyond the planned limit” power to additional suburbs will be cut. The power cuts will be in five or eight hour blocks in different areas of the region or district. 

Zimbabwe has had to implement power cuts, in part, due to poor rainfall in 2018 and 2019 that led to reduced inflows into Kariba. The dam’s hydroelectric power stations supply electricity to both Zimbabwe and Zambia

Over the years Zimbabwe has been topping up its power supply by importing an average 100MW of power from Eskom and Mozambique, but will be forced to look for more given the current crisis.

Power imports from South Africa’s Eskom also cannot be guaranteed, with the power utility facing a fair share of its own challenges.

Analysts say the impact of the power cuts will be significant to industry, which cannot easily turn to the use of generators amid limited availability of fuel.

JUST IN: Mpilo Hospital Sets Up Registry For People With Ambiguous Genitalia

State Media|MPILO Central Hospital has initiated a register for people with ambiguous genitalia in a bid to help them deal with the issue and avoid future psycho-social problems they may encounter regarding sexuality.

Ambiguous genitalia is a rare condition in which an infant’s external genitals don’t appear to be clearly either male or female at birth.

In a baby with ambiguous genitalia, the genitals may be incompletely developed or the baby may have characteristics of both sexes.

Speaking to journalists on Tuesday, Mpilo Central Hospital clinical director Dr Solwayo Ngwenya said it was saddening to see parents parading their children before prophetic healers instead of seeking medical care.

He said the issue was prevalent in most parts of Matabeleland due to historic factors though most of the affected prefer to suffer in silence due to stigma.

“We decided to help our communities deal with ambiguous genitalia after noting many resort to faith healers to solve the medical problem. We have started a register which will help us ascertain the prevalence and we will be able to help everyone who will approach our public relations department for help,” said Dr Ngwenya.

“We launched this register on Monday and already we have people from as far as Plumtree registering their new born babies for help. Ideally we should be able to help affected children soon after birth but because of other factors we tell mothers to come back for surgery after some months and they just disappear,” he said.

According to Dr Ngwenya prolonged delays in determining the sex of a person may expose them to diseases like cancer.

“We have also attended to a few cases of older people who present with cancer only for us to discover they had been living with unsolved ambiguous genitalia. We have a lot of girls who are being raised as boys and upon reaching puberty, they can start menstruating which can cause cancer problems in the long run,” he said.

Dr Ngwenya said Mpilo Central Hospital has the capacity to screen and determine the dominant hormones in person and conduct necessary surgeries if there be need.

“For under fives as per Government policy we will not charge anything just like for adults aged over 65. However if anyone feels they cannot afford the services we will do our best to get them donors and still conduct the procedure so that they get help,” said Dr Ngwenya.

He added that people with ambiguous genitalia cannot be classified under the lesbian, gay, bisexual, transgender and intersex community as that belief tends to fuel stigma.

“This is a medical problem that must be solved medically to avoid future health problems for those affected. We therefore urge members of the public to come in their numbers and register,” said Dr Ngwenya.

The Second Republic of Emmerson Mnangagwa has finally revealed its true colours. This week has seen Zanu PF thugs issuing vain threats and innuendos against our esteemed Chief Nhlanhlayamangwe Ndiweni. The only crime that the Chief has done, is to resist chaos and political delinquency on his land.

When Mnangagwa assumed power in 2017 after a coup against Robert Mugabe, the majority of the people of this nation fell into the deception of viewing Mnangagwa as a reformer. MRP and a few Mthwakazi progressive forces weathered the storms of insults, as unpatriotic and hostile institutions. One notorious Twitter message even circulated and it read ” Mugabe removed and only Mthwakazi Republic Party is not celebrating”. We appeared like fools then, but today we are vindicated. We knew Mnangagwa was a broken man. A man with no iota of decency.

It is not a surprise to us today that our Chief is under attack for defending his people’s land from being looted by the tribal and military regime. What troubles us is that all the land shenanigans of this government in Matebeleland involve occupants of Shona ethnicity, a replica of what happened during the white colonial era.

The Defence and War Veterans Welfare Deputy Minister, Victor Matemadanda, frothing from the corners of his ugly mouth, threatens Chief Ndiweni with unspecified action. When does a people’s Chief become a national security threat for standing for his people, black and white to demand justice and accountability?. Chief Ndiweni’s calls for western governments to prolong targeted sanctions on ZANU PF elements is not an issue if Mnangagwa and his puppies are operating within the confines of the democratic international norms and standards. In fact Mthwakazi Republic Party will soon be officially consulting with the international community to extend and toughen these targeted sanctions against the evil Zimbabwean leaders.

We are fully behind the efforts by Chief Ndiweni and other level headed chiefs of our land, and we warn government to stay away from our sacred mountain and get their filthy hands off our chiefs. If there will be war in this country, it will start from that mountain.

This land invasion is systematically happening in almost all Mthwakazi space. Our people have been served with eviction notices everywhere. Let’s all be prepared to defend our forefathers’ land even to death. Let’s embrace the slogan ” LAND OR DEATH.

We call for our Mthwakazi freedom fighters, the Zipra veterans to step to the defence of our chiefs on the issue of land. We also encourage our farmers, black and white to resist and speak out against this political rot. We invite all those whose conscience still ticks, to rise and say enough is enough. No more Gukurahundi in Matebeleland (Mthwakazi).

We salute our Chiefs and pledge to defend them against any tribal invasion.

Instead the best candidates for treasonous charges are Emerson Mnangangwa the current President of Zimbabwe, Constantine Guveya Chiwenga the current Vice President, Perence Shiri the current Minister of Land, Agriculture and Resettlement, Sydney Sekeramayi and Robert Mugabe the then Prime minister of Zimbabwe, all of them are guilty of the Genocide crimes of 1982- 1987 and they belong to the International Criminal Court of Justice( ICC) and as MRP we will not rest until Truth and Justice is instituted against them.

Juvenile Sues Police Officer For Inhuman And Degrading Treatment

By Own Correspondent| A 15 year-old boy is suing the Zimbabwe Republic Police (ZRP) after he was brutally assaulted by a police officer, who was reportedly investigating the theft of a mobile phone handset in Mutare’s high-density suburb of Sakubva.

The 15 year-old boy, who is represented by Peggy Tavagadza of Zimbabwe Lawyers for Human Rights, recently served ZRP with a notice of intention to sue for inhuman and degrading treatment after he was handcuffed and assaulted in March by Jefinias Mazambani, a police officer, who accused him of stealing a cellphone before detaining him at Sakubva Police Station in Mutare, Manicaland province.

However, the 15 year-old boy was released from police custody without being charged.

According to Tavagadza, the 15 year-old juvenile bled profusely as a result of the assault by Mazambani.

Despite being released from police custody without any charges pressed against him, Tavagadza said some ZRP officers continued making impromptu visits to the juvenile’s residence and continued assaulting him.

The ZLHR revealed that Tavagadza will soon issue summons against ZRP, where she will indicate the total amount of damages suffered by the 15 year-old boy as a result of the ill-treatment by the law enforcement agents.

Stop This Madness, Coltart Tells Khupe

MDC Treasurer General aspirant David Coltart has denigrated Thokozani Khuphe over her remarks that she wanted to reclaim her leadership in the MDC. Khuphe’s remarks came after the High Court nullified Nelson Chamisa’s presidency in the party.


The court ordered the party to go to an extraordinary congress to elect a new leader.


Dear Thoko Zanu Khupe … You did your congress together with Gutu, Linda Masarira and others, you were elected president and you indicated that your party is the original MDC-T. You participated in the presidential race using the name MDC-T and you got 0.9 percent … Chamisa also participated and got over two and half million votes, so I don’t see the logic why you are saying you want to lead the MDC, which MDC?


Coltart further described Khuphe’s decision as total madness. He added:
You want to be a leader of 2 million people who didn’t vote for you really, this is total madness give us a break madam Khupe …This will not work, you will not work, Chamisa will work … Simple.


Chamisa has engaged advocate Thabani Mpofu to represent him in the matter. Meanwhile, Khuphe has since roped in Professor Lovemore Madhuku to help her implement the court order.


Chamisa’s supporters and sympathisers are arguing that the ruling was influenced by the ruling ZANU PF which prefers any opposition leader but Chamisa.DailyNews

Zambia Arrests Ex Minister Over Graft Following Suspension Of British Aid

By Own Correspondent| Zambian authorities on Wednesday arrested a former minister for alleged corruption that led Britain to suspend aid to the southern African country last year, an official said.

Emerine Kabanshi was arrested “for abuse of authority of office,” said a statement from Zambian anti-corruption and anti-money laundering agencies.

Kabanshi was Community Development and Social Services minister when Britain alleged corruption in the disbursement of social grants.

She was released on bail and will appear in court at a date yet to be fixed.

Britain froze aid payments to Zambia last September, highlighting concerns of alleged fraud and corruption by the government of President Edgar Lungu.

Britain’s development ministry said it earmarked $63,1-million in aid for Zambia in the 2017-18 fiscal year, but did not indicate how much was withheld over graft.-AFP

Farai Dziva| Warriors assistant coach Lloyd Mutasa has said Zimbabwe will be the surprise package of the tournament at this year’s Africa Cup of Nations in Egypt.

“Right now people are laughing at me when I say that we can reach the final. I have confidence in our team, look at Zambia they won the title without big name players compared to their opponents. So it’s a lesson learnt, we can do the same,” said Mutasa.

“I also have a lot of confidence in our mentor Sunday Chidzambwa. He is the first coach to take us to the Africa Cup of Nations and now he knows the terrain. This time around, we are going to go past the group stages. I am very much confident about that.”

Vhengere Stadium Gets ZIFA Approval

Farai Dziva| Zifa’s First Instant Body has approved Vengere Stadium in Rusape to host Premier Soccer League games.

The venue could be home to Mutare-based Manica Diamonds who were travelling over 300km to Triangle to play their home games at Gibbo Stadium.

Zifa informed the PSL about the development in a letter on Tuesday.

“The Zimbabwe Football Association would like to inform you that following the re-inspection of Vengere Stadium, the First Instant Body (FIB) has resolved to provisionally homologate the stadium to host PSL matches,” read the letter.

Vengere Stadium could host its first match this weekend when Manica Diamonds face TelOne.

Establishment Of Morgan Tsvangirai School Of Ideology On The Cards

By Own Correspondent- The opposition MDC says it plans to introduce the Morgan Tsvangirai School of Ideology immediately after its elective congress slated for May 24 to 26.

This was revealed by the party’s national organising secretary and MDC Alliance MP for Mkoba, Amos Chibaya at a district congress held at Chiredzi Town House on Sunday.

The congress, which was meant to elect the district leadership failed to take place, because the wards in attendance failed to make a quorum. Only 10 out of 13 wards showed up after a bungle by the district party leadership in communicating the date of the event.

Chiredzi West has been a problem child for the opposition party for a long time now, leading to more than 10 party members standing as independents in the July 30, 2018 harmonised elections in both parliamentary and local government elections.

Addressing party members, Chibaya said his party is going to introduce the Morgan Tsvangirai School of Ideology in honour of the late trade unionist, leader and founder of the MDC. Tsvangirai died on February 14 last year, after succumbing to cancer of the colony.

“As soon as the congress is over, we are going to introduce Morgan Tsvangirai School of Ideology in honour of our late founding father. The first group to attend will be the party’s national council members, followed by the provincial leadership until we reach the branches.

“We want to educate our members on the party ideology. We want our members to understand our position on certain political issues. They should also understand our position on the land policy, which is misconstrued in various circles, (including) Zanu PF, in a bid to tarnish our party.

“As a party, we are saying land to the people, not to the politicians. So we are going to roll out the programme starting in June. We are going to reach out to everyone in our party until we reach the grassroots,” Chibaya said.

Water Minister’s Twin Sons Drown

By Own Correspondent- The twin sons of Uganda’s State Water Minister Ronald Kibuule have drowned in the family swimming pool.

Both Kibuule and his wife, Fortunate, were away when the tragedy took place.

The exact circumstances behind the drowning remain unclear because CCTV cameras were off although the children were in the care of two male minders, the Daily monitor reported.

When Kibuule and his wife returned to their home in Mbalala, some 30 kilometres along the Kampala-Jinja highway, they were unable to speak to the media due to being overcome by emotion.

One of the guards, who didn’t want to give his name as investigations continue, said they were unaware of the freak accident until one of the minders started yelling.

The two minders have been taken into custody and the children’ s bodies have been taken to the mortuary for embalming.

By Own Correspondent- The Cabinet has revealed government plans to privatise the Zimbabwe United Passenger Company (ZUPCO).

This is premised at resuscitating the operations of the parastatal to ease challenges in public transport.

The development was disclosed by Minister of Finance and Economic Development, Professor Mthuli Ncube at a post-cabinet briefing.

Meanwhile, the cabinet approved a deal to revive Cold Storage Company operations under a joint venture.

The deal shall see the partnering company, Boulstead Beef Pvt Limited taking over the management of CSC seven ranches for an initial period of 25 years. It will also be in charge of abattoirs in Bulawayo, Chinhoyi, Masvingo, Marondera, and Kadoma.-StateMedia

Senior Doctors Pin Hope On Mnangagwa

By Own Correspondent- Senior Doctors have said that they are confident that president Mnangagwa shall meet their grievances. 

They were speaking after meeting with President Emmerson Mnangagwa at the State House.

Dr. Faith Muchemwa said that president Mnangagwa assured them that the government was working towards addressing their grievances.

She said that the meeting was arranged by the first lady as she wanted to have an appreciation of concerns of workers in the public institutions.

Muchemwa said:

She then arranged for a meeting with the President and we were listened to. We were assured that most of the things we have requiring are actually on their way through the Minister.

She also revealed that they were promised mainly the medicines, the sundries to use in the hospitals, and some of the equipment that had broken down. Muchemwa also expressed confidence in the president.

She said:

I’m a doctor and I work with faith, so yes (i have confidence that ED will deliver).

Health and Childcare Minister, Dr Obadiah Moyo added that Mnangagwa will use his influence to achieve doctors’  wish list.

He, like Dr. Muchemwa, was, however, evasive on the matter of doctors’ remuneration saying that the issue was going to be discussed at other forums.

Doctors, like teachers, are demanding to be paid their salaries in United States Dollars. They argue that the increment that was made recently is now insignificant considering the rising cost of living as a result of the soaring inflation.-263Chat

USA Issues Travel Warning To Its Citizens Intending To Travel To Zimbabwe

The United States has issued a warning to its citizens over possible civil unrest in Zimbabwe, African News Agency has reported.

It reports that the US has in a notice titled ‘Zimbabwe Travel Advisory, Level 2: Exercise Increased Caution’, that was released on Tuesday warned Americans to be vigilant in Zimbabwe. 

The advisory read: Violent crime, such as assault, carjacking, and home invasion, is common. Smashing the windows of cars with the intent to steal, which can harm the driver or passengers, is also common.

Local police lack the resources to respond effectively to serious criminal incidents. Read the safety and security section on the country information page.

The advisory is also said to have urged those deciding to travel to Zimbabwe to be always alert, avoid openly displaying cash, stay away from political rallies, demonstrations, and crowds, as well as monitor local media for breaking events and to be prepared to adjust plans.

In addition to the above, the advisory is said to have advised the Americans to carry with them copies of their identification and travel documents.

The deteriorating economy and living standards have resulted in increased tensions between the government and opposition parties and civil organisation groups.

Opposition parties, consumer representatives and workers representatives have threatened to take it to the streets if the political and economic crises go unabated.-African News Agency

By Own Correspondent- Musician Clive Malunga claims he quit sex for good in 2002 after divorcing his wife. The 59-year-old says he has been managing without it for close to 17 years.

“I quit sex for life in 2002 when I divorced my wife,” he said.

“If there is anyone who can stand in front of the people now saying Clive Malunga is lying, that person can come here and say so, because I have never heard slept with anyone after divorcing with my wife in 2002 up to now.

Malunga, who runs Jenaguru Music, Arts and Culture International Promotion Village in Belvedere, said he was also unlucky in marriage.

“Later I said to myself, I no longer need to have hassles, I decided to enjoy my life, only taking care of my children, my life, my music.”

“I am currently doing my Masters in Business Administration (degree) with Great Zimbabwe University.

One of the country’s top musicians and music promoter, Malunga, has decided to go back to school – and he has chosen to study for his Masters in Business Administration with Great Zimbabwe University.

The Nesango hit-maker and award-winning musician, Malunga is enrolled with Great Zimbabwe University through the Open Learning Centre, an affiliate of the University.

“It is time for educating our minds than wasting time having sex.”

Malunga, however, urged men not to divorce their wives saying it was only him who was unlucky in marriage.

“I think I am unlucky in marriage. To all men, get me correctly here, I am not saying leave your wives, no, but I am just honestly telling you that I have a bad luck in marriage, hence decided to stay single for life with my children.

Babes Wodumo, Mampintsha To Receive Relationship Counselling

By Own Correspondent- Assault accused stars Babes Wodumo and Mampintsha have agreed to seek relationship counselling. 

Both face assault charges for different cases.

At the Pinetown Magistrate’s Court on Wednesday, Mandla ‘Mampintsha’ Maphumulo appeared on assault charges for allegedly assaulting Bongekile ‘Babes Wodumo’ Simelane in an incident which was captured on camera and live-streamed on Instagram.

Simelane was present in court as the complainant and the State Prosecutor Ndoda January revealed to the court that he had engaged with the defence and they had decided to pursue a different route.

January said the two musicians would undergo relationship counselling at the Family and Marriage Society of South Africa (FAMSA), a non-profit organisation.

Mampintsha’s lawyer, Pat Magwaza, told the Daily News that the programme involved the two parties sitting with social workers and resolving the matter amicably.

At the Durban Magistrates Court, Babes Wodumo and her sister-manager, Nondumiso, and musician Thobeka ‘Tipcee’ Ndaba, appeared on assault charges.

They allegedly beat Neliswa Zondi, a Durban woman who is known to them, at an Umbilo guest house. The incident took place a day after Babes Wodumo was allegedly assaulted by Mampintsha.

The case was postponed to May 30.

As Babes Wodumo left the court, she started dancing with her friend and fellow musician Tipcee. The dancing continued at the parking lot as they departed.

Magistrate Jackie Jonck reminded the trio that they were out on bail.

A source close to the trio has revealed they were in discussions with the victim to settle the matter out of court.

Nigerian Police Round Up, Rape, Assault Sex Workers: Report

 In Nigeria, being a young woman “is a crime“, said a 25-year-old beautician, arrested two weeks ago while walking home in the capital Abuja. She says she was detained, assaulted and then raped by those meant to protect her.

“Around 9:30 pm, or 10:00 pm, I was walking back home,” she said. “The police arrested me in the street, accusing me of ‘being out late’.” The officers demanded she pay 4,000 naira ($11) but she did not have the cash.

So the officers grabbed her, she said. “They took me to the bush behind a building,” she said, her voice cracking with emotion. “There were four of them. They molested me, and while three were holding me down, one of them raped me. He didn’t use a condom.” Several other women reported similar assaults that night. In two dramatic raids last month, dozens of women were dragged out of nightclubs, hotels and bars — or simply taken off the streets — in Abuja.

They were arrested for prostitution, a charge many furiously denied. The sweeping police crackdown in the federal capital has sparked outrage in the news and on social media in Africa’s most populous nation.

Prostitution, although illegal in Nigeria, is still widespread in the cities and often tolerated in the Christian south, but less so in the Muslim north where sharia law applies in some states. Abuja — situated slightly north of Nigeria’s centre — is a mix of southern and northern tribes and traditions.

Testimonies from women given to AFP provide shocking stories of multiple and brutal sexual assaults. The women accuse officers from the federal police force. Lawyer and activist Martin Obono happened to be at the Utako police station in Abuja on the night of April 26 for another case. “I was there when the girls got out of the vehicles, screaming, and some of them were bleeding,” Obono said, adding the women said they had been attacked in the vehicles as they were brought to the police station.

“They told me the policemen used objects, like sticks, to touch their private parts,” Obono said. One of the women was a mother with a two-month-old baby. “She wasn’t allowed to breastfeed her, despite continuous crying,” Obono said. “It took the intervention of a female police officer for that.”

One of the women dragged into the station on that Friday was a 22-year-old who had been at a party in a hotel when the police arrived. “They dragged me out, accusing me of being a prostitute,” she said, explaining how police suddenly arrived in a fleet of pickup trucks. Many of the women were later released — after making forced payments. “Some of the girls paid bribes,” she said. “Others accepted to have sex with them in exchange for their release.”

A spokesman for the Abuja police told AFP he would not be available for comment “until next month“, while multiple other calls and messages to other police officials went unanswered.

However, Abayomi Shogunle, Assistant Commissioner of Police, posted a message this week on social media addressed to “those making noise on the clampdown on prostitutes in Abuja“.

Shogunle made no comment on specifics on the raids, and did not respond to allegations of rape. But he did say that prostitution was “a crime under the law” and a “lifeline of violent criminals“. Some of the women have already appeared in court. On Monday, 27 of the young women were handed one-month suspended prison sentences and fines of 3,000 naira each for prostitution.

Some were sentenced without access to legal representation, said lawyer Jennifer Ogbogu who represented two organisations at the trial — the Nigeria Sex Workers Association and Heartland Alliance International.

“Some were prostitutes, others not, but in no case can this justify their rights being violated,” Ogbogu said. In an open letter, a coalition of 72 women’s organisations, leading campaigners, civil society and human rights groups, said they “strongly condemn the recent raids, public humiliation, assault and sexual harassment of over 100 women” in Abuja.

They demanded a government investigation. Nigerian security forces have faced such accusations before. In October 2017, a court of the Economic Community of West African States, ECOWAS, ordered Nigeria’s government to pay 18 million naira in damages to three women.

The court said the women had been illegally arrested and detained by the same police unit in Abuja accused of carrying out the recent raids. “They know we are vulnerable, and they don’t treat us as human beings,” said the beautician. “All this has to end. They should be punished for what they’ve done to us.”-AFP

By Own Correspondent- A Zimbabwean helicopter pilot, Kelvin Zirema has been arrested in connection with culpable homicide and drunk driving.

South African police report that the pilot hit and killed a Nigerian man and broke the leg of a 26-year-old pedestrian lady before fleeing from the scene.

Zirema who works at a helicopter charter and flight school in Port Elizabeth was however apprehended shortly afterward.

Police spokesperson Colonel Priscilla Naidu reported that Zirema lost control of the vehicle after hitting two pedestrians and he ended colliding into four stationary cars parked near the Humewood Hotel.

He shall appear again in court on Thursday where he is expected to apply for bail.

The Second Republic of Emmerson Mnangagwa has finally revealed its true colours. This week has seen Zanu PF thugs issuing vain threats and innuendos against our esteemed Chief Nhlanhlayamangwe Ndiweni. The only crime that the Chief has done, is to resist chaos and political delinquency on his land.

When Mnangagwa assumed power in 2017 after a coup against Robert Mugabe, the majority of the people of this nation fell into the deception of viewing Mnangagwa as a reformer. MRP and a few Mthwakazi progressive forces weathered the storms of insults, as unpatriotic and hostile institutions. One notorious Twitter message even circulated and it read ” Mugabe removed and only Mthwakazi Republic Party is not celebrating”. We appeared like fools then, but today we are vindicated. We knew Mnangagwa was a broken man. A man with no iota of decency.

It is not a surprise to us today that our Chief is under attack for defending his people’s land from being looted by the tribal and military regime. What troubles us is that all the land shenanigans of this government in Matebeleland involve occupants of Shona ethnicity, a replica of what happened during the white colonial era.

The Defence and War Veterans Welfare Deputy Minister, Victor Matemadanda, frothing from the corners of his ugly mouth, threatens Chief Ndiweni with unspecified action. When does a people’s Chief become a national security threat for standing for his people, black and white to demand justice and accountability?. Chief Ndiweni’s calls for western governments to prolong targeted sanctions on ZANU PF elements is not an issue if Mnangagwa and his puppies are operating within the confines of the democratic international norms and standards. In fact Mthwakazi Republic Party will soon be officially consulting with the international community to extend and toughen these targeted sanctions against the evil Zimbabwean leaders.

We are fully behind the efforts by Chief Ndiweni and other level headed chiefs of our land, and we warn government to stay away from our sacred mountain and get their filthy hands off our chiefs. If there will be war in this country, it will start from that mountain.

This land invasion is systematically happening in almost all Mthwakazi space. Our people have been served with eviction notices everywhere. Let’s all be prepared to defend our forefathers’ land even to death. Let’s embrace the slogan ” LAND OR DEATH.

We call for our Mthwakazi freedom fighters, the Zipra veterans to step to the defence of our chiefs on the issue of land. We also encourage our farmers, black and white to resist and speak out against this political rot. We invite all those whose conscience still ticks, to rise and say enough is enough. No more Gukurahundi in Matebeleland (Mthwakazi).

We salute our Chiefs and pledge to defend them against any tribal invasion.

Instead the best candidates for treasonous charges are Emerson Mnangangwa the current President of Zimbabwe, Constantino Guveya Chiwenga the current Vice President, Perence Shiri the current Minister of Land, Agriculture and Resettlement, Sydney Sekeramayi and Robert Mugabe the then Prime minister of Zimbabwe, all of them are guilty of the Genocide crimes of 1982- 1987 and they belong to the International Criminal Court of Justice( ICC) and as MRP we will not rest until Truth and Justice is instituted against them.

“Mnangagwa Committed To Implementing Kgalema Motlanthe Recommendations”: Ziyambi Ziyambi

By Own Correspondent| Justice minister Ziyambi Ziyambi has claimed that president Emmerson Mnangagwa has pledged to fully implement all recommendations and reforms proposed in the Kgalema Motlanthe inquiry report.

The inquiry was initiated by president Mnangagwa following the August 1, 2018 shootings which resulted in about 6 deaths. 

Ziyambi, who chairs the inter-ministerial taskforce tasked to ensure implementation of the Kgalema Motlanthe inquiry report said:

We have done all the work in terms of looking at how to implement the recommendations and these will be made public once we present them to Cabinet. What I can tell you (for) now is President Mnangagwa is committed to implement that report in full. It has not been discarded, it’s being taken seriously.

He further said that the report recommended some law reforms including electoral laws and compensation of victims.

There are doubts in some circles on whether arrests will be effected on security personnel who were implicated in the shootings. It is also not clear whether there shall be security sector reforms or not.

However, a source revealed that among other recommendations, the report advocated the commencement of a political dialogue to diffuse years of political violence.

The source also indicated that bringing to book military officers accused of shooting and killing people on the streets of Harare was the major impediment to the implementation of the report in full.-Newsday

Pokello: I Am Still Wife Material

The controversial sociallite, Pokello Nare has said she is still wife material despite her public struggles.

Pokello revealed that her marriage with Ghanaian Big Brother housemate Elikem Kurmodzie is proof that she was still a wife material.

Speaking during her presentation at the inaugural of She Roars at the University of Zimbabwe, Pokello said, “I made a lot of mistakes in my life and I have learned from them. I also got married at the age of 28 because I felt like I needed to prove to people that with all my scandals, I still am wife material.”

She, however, said that she has learnt that there was no need in life to prove anything to anyone.

Pokello continue saying:

She also spoke about mastering one’s own destiny. She said,

“We do not need to prove or validate anything to anyone. What you need to do is focus on your careers, making money and happiness.

“Stop giving men the power to define your destiny. I am such a feminist and a major advocate for independent young women.”

Mthwakazi Activists To Deploy Inxusa (Regiment) To Protect Chief Ndiweni

Own Correspondent|Mthwakazi kingdom restoration activists have indicated plans to deploy a full-fledged regiment of traditional Ndebele “soldiers” known as Inxusa to protect controversial chief Nhlanhlayamangwe Ndiweni against possible attacks from ZANU PF and state security agents.

Sources who spoke to ZimEye.com in confidence said that the entire Matabeleland region is backing Ndiweni who is currently facing persecution from the government and ZANU PF after he condemned President Emmerson Mnangagwa’s government.

“We want to warn whoever is behind the persecution of Chief Ndiweni that the entire Matabeleland region is fully behind him and will do anything possible to defend and protect him,” said the group spokesperson.

“We have since assembled a full regiment of “soldiers” that will be dispatched soon to give him security as it is now obvious that he is at a serious risk, ” he added.

On Wednesday morning, Ndiweni was exposed to severe threats from a mob of ZANU PF youths at the Bulawayo CBD.

The marauding youths claimed that they had been sent by senior ZANU PF officials to repossess a vehicle which was handed over to him by President Mnangagwa last year.

Ndiweni escaped the ordeal when he pretended to be cooperating with the youth to hand over the car. He asked for them to allow him to get personal belongings from the car, point at which he drew a 20 litre can of petrol and sprayed it all over the car as if to set it on fire.

The terrified youth and other members of the public fled from the scene leaving Ndiweni to safely drive his car home.

The Mthwakazi grouping claims that the special regiment of “soldiers” that will be armed with traditional weapons should be taking over the chief’s security as a matter of urgency.

Ndiweni has been heaving serious clashes with ZANU PF heavyweight Obert Mpofu who at one-time threatened to strip Ndiweni of his chieftainship and throw him out of the area.

Ndiweni could not be reached for a comment at the time of writing.

At $3.50, Is It The Bread of Life???

By Thokozile Usuwana| My first ever memory of any money concept was of the iconic rabbit on the Zimbabwean 5 cent coin. This was enough to buy that ever refreshing freezit or two to quench the thirst that comes inevitably in the hot African sun. As a precocious and early reader, one thing I enjoyed the most was reading the Kwayedza newspaper sipping and savouring my delicious drink. I was about 3 years of age then.

Sadly, now 26 years later, our rabbit is now extinct and newspapers are permeated with propaganda and millennials do not have the slightest idea of the significance of neither what that rabbit meant to us nor what it means to enjoy a good newspaper read.

This is the sad reality of Zimbabwe. Any brainwashed ZANU PF activist can and will easily argue that this sort of scenario is imminent in any country including and especially the United Kingdom with an example being the 6 pence piece. On the other hand, any individual with the basic requirements for common sense can see the vast disparity between the economic impasse in Zimbabwe and the inflation that hits any other country.

In the past few weeks, news filtered in about the shocking price hikes of basic commodities that took a sub-quality loaf bread from ZWL$2 to ZWL$3.50 a price that many can barely afford. Surely the ZANU PF government should be answerable to such appalling conditions.

In an article published on the 26th April 2019 in the online newspaper NewsdzeZimbabwe, the party’ secretary for administration, Obert Mpofu, is quoted ,”This is ZANU PF speaking and we are against these price increases. It is not the government that is increasing the prices, it is individuals for whatever reasons. We are saying as a ruling party, these are unjustifiable and unacceptable.”

Why is it so easy for the ruling party to shift blame of these price upsurges on the people who are suffering and hence attributing their own suffering to be because of their own choosing? No sane mind would rather put themselves in the path of suffering!

In my personal opinion, if any mortal is going to drastic and criminal extremes in the midst of adversity and hardship, it is because of desperation and the sovereign need to provide for their families through a difficult season that they did not impose upon themselves. If what the government says about individuals taking liberties with the prices is indeed true, then evidently the Zimbabwean community is committing a crime.

The question always then is , “ what is leading a mass of people to commit financial crimes such as this?” From face value, Zimbabwe is destroying its own economy but the layer just below the surface exposes the ripple effects of the government’s feral actions.

When the coup d’etat took place in Zimbabwe in November 2017, many argued that having Mr E.D Mnangagwa as the president would benefit the country financially. At almost a year and a half later, the only beneficiaries are the president himself and those that he rules with.

The feeling of catharsis that optimists were expecting to get was irrevocably squashed by the heavy grey cloud of looming suffering. There is no denying all the photographic images that we have been seeing of the president and the rest of his “squad” as he has been living it large travelling from country to country on private jets in the name of helping the country, transporting sofas for better seating while addressing cyclone victims and then there is Mr Mthuli Ncube’s breakfast…

Every human being is entitled to a healthy and hearty breakfast as they so wish but when the minister of finance himself is showcasing such luxury mastication while the common man is scrounging for scraps of poor quality bread, what type of picture does it paint?

As I was growing up, my single mother, Ms Sarah Usuwana, always used to teach us to reach and help humanity from the little that we had and the same will be reciprocated unto us.

Most Zimbabweans that were surrounding me then and now still live by these basic fundamental morals and ethos. Clearly those in ZANU PF must have missed those teachings. To make matters worse, they deny any wrongdoing when it is as clear as day whom is the main culprit. All across the world MDC has been conducting congresses and putting together new executive teams that aim to bring about change and democracy in a civilised and non violent manner.

The reality of anguish and adversity that Zimbabwe is facing in these times of extortionate price increases without any corresponding manner of financial income is what drives us as the MDC to yearn for change.

Enough is enough! All this unethical spending done in the eyes of those who do not know where the next meal is coming from is beyond appalling and we stand as optimists that the future with MDC will not see a such profanity. ZANU PF ought to watch this space because this is the last of their repugnant rule!

Zanu PF Youths Wanted To Confiscate Chief Ndiweni’s Government Vehicle

Jane Mlambo| Zanu PF youths in Bulawayo reportedly attempted to confiscate Ntabazinduna Chief Ndiweni’s government vehicle as they sought to fix him over his recent remarks that President Emmerson Mnangagwa will be removed from office.

The youths descended on Chief Ndiweni real name Nhlanhla Felix Ndiweni in the central business district of Bulawayo, forcing him to surrender his Isuzu Double Cab which he got from government last year.

Ndiweni is on record calling for sanctions to remain in place until government follows democratic tenets.

Tabani Mpofu Bunks CIO Linked Potraz Boss Trial For The Third Time Throwing Case Into Jeopardy

Potraz trial, Potraz director-general Gift Machengete,

Anti-corruption special prosecutor Tabani Mpofu, who is handling the trial of Postal and Telecommunication Regulatory Authority of Zimbabwe (Potraz) director-general Gift Machengete, failed to appear in court for the third time yesterday or respond to the application for exception filed by the defence.

Machengete, who appeared before Harare magistrate Hosea Mujaya, had filed an objection and application for exception to quash the charges levelled against him after the prosecutor failed to appear in court last week.

Prosecutor Zivanai Macharaga, who was standing in for Mpofu, told the court that he could not respond to Machengete’s application for objection, saying Mpofu had advised him that he was sick.

Mpofu recently dropped the main charge of criminal abuse of office against Machengete, preferring to charge him with inducing a procuring entity to engage in procurement by a method that is prohibited by the Act.

The matter was, however, postponed to April 5 for ruling on the application for exception after Macharaga had undertaken to respond to the application on April 2.

In his application for exception, Machengete is contesting the validity of the charge saying the State facts do not disclose how he induced or intended to induce Potraz as a procuring entity to engage in a procurement method that is prohibited by the Act.

Machengete, who was represented by Farai Zuva standing in for Selby Hwacha, also successfully applied for the release of his passport after he was given Cabinet authority to attend an International Telecommunications Union general meeting in Tanzania.

Macharaga said they could not oppose to the application since the accused was given authority by the government.

He further told court that Machengete was given his passport on February 20 for him to attend to his duty in Barcelona, Spain, and he returned it.

He said they were consenting to release his passport, hoping that he will abide by the conditions.

Army Stake In New Platinum Project Stalls Funding Discussion

A plan to build Zimbabwe’s biggest platinum mine at a cost of about $4 billion is floundering because a military stake in the project has deterred potential backers, according to people familiar with the funding discussions.

The African Export-Import Bank has the mandate to raise money for the mine, a joint venture between Russian and Zimbabwean investors. While the bank provided $192 million of its own funds, meetings in the past year with investors including South Africa’s Public Investment Corp., the continent’s biggest fund manager, failed to bring additional commitments, one of the people said, asking not to be identified because the talks are private.

Zimbabwe has the world’s third-largest reserves of platinum, palladium and related metals such as rhodium — which typically occur together — after South Africa and Russia. President Emmerson Mnangagwa is trying to lure investment to the country to help rebuild the economy, devastated during the 37-year rule of Robert Mugabe.

The sticking point is a Zimbabwe military company that once was subject to U.S. sanctions. Zimbabwe Defence Industries Ltd. and Zimbabwe Mining Development Corp. together hold 30% of the joint venture, known as Great Dyke Investments, through Pen East (Pty) Ltd., a company they control, according to documents seen by Bloomberg.

Vi Holding, led by Russian entrepreneur Vitaliy Machitski, has a 50% stake in Great Dyke, and 20% is held by undisclosed Zimbabwean investors, the documents show. While the documents are dated 2012, the shareholdings are about the same today, two of the people familiar with the discussions said. The $4 billion figure is a government estimate of the cost to develop the mine and associated infrastructure.

Investors ‘Uncomfortable’

“If there is any kind of military shareholding it will make western investors very uncomfortable, especially the banks,” said Peter Major, a mining analyst at Mergence Corporate Solutions Ltd. in Cape Town. “Who is going to risk it? I think they will battle to get funding from traditional and western institutions.”

South Africa’s PIC declined to comment. Zimbabwe’s defense ministry, ZDI and Vi Holding didn’t respond to phone and email requests for comment.

The U.S. Treasury imposed sanctions on Zimbabwe Defence Industries, or ZDI, and several politicians in 2004 because of violence and irregularities in the nation’s 2000 and 2002 elections. Vi Holding groups Russian companies including state-controlled Rostec Corp. and development bank VEB, according to the people. Both companies also have been sanctioned by the U.S. because of Russia’s 2014 annexation of Crimea.

Global Witness has previously tied ZDI to diamond mining in eastern Zimbabwe through an indirect shareholding in a Chinese company. Mugabe said his government lost large sums to theft from that deposit, and Human Rights Watch in 2009 accused the military of shooting and killing 200 miners there.

This wouldn’t be the first time military involvement thwarted a mining project. In 2000, Oryx Diamonds Ltd. scrapped plans to trade in London after its adviser withdrew support under pressure from the U.K. government. Oryx had planned a diamond mine in Democratic Republic of Congo with investors that included another Zimbabwe military company at a time when Mugabe’s forces were fighting in Congo.

Repossessed Land

Mugabe handed the Great Dyke concession to Russian investors in 2006 after the government repossessed land from a unit of South Africa’s Impala Platinum Holdings Ltd., or Implats. The first joint venture to try to tap the deposit was Ruschrome Mining, according to the Zimbabwean government. Vi Holding took over Ruschrome’s shareholding in 2014, the people said.

An offer about eight years ago by a “large international mining house” to buy out Pen East from the project for $30 million was rejected, according to a proposal prepared by CDF Trust & Consulting BV, a Zimbabwean consultancy, that was seen by Bloomberg. CDF Trust Managing Director Caleb Dengu declined to comment.

Agreements signed by Great Dyke, Afreximbank, Vi Holding, the Russian Export Center and African Finance Corp. to develop the mine were exchanged at a meeting between Russian President Vladimir Putin and Mnangagwa in Moscow in January.

The project could produce more than 800,000 ounces of platinum-group metals a year, only one-fifth less than Zimbabwe’s total current output from mines owned by Implats and Anglo American Platinum Ltd. Afreximbank is seeking funding at a time when supplies of the metal are balanced and a significant increase in production could depress prices.

Afreximbank, which is based in Egypt, will allow potential backers of the mine at Darwendale, north of the capital, Harare, to use a $1.4 billion guarantee it provided to Zimbabwe, one of the people said. Afreximbank is partly owned by African governments. African Finance Corp., whose holders also include African governments, has agreed to invest $75 million, said Hesphina Rukato, Great Dyke’s chairwoman. Afreximbank will complete financing details for the project around June, she said.

Afreximbank doesn’t comment on “ongoing transactions,” said Obi Emekekwue, the bank’s spokesman.

Opposition Leader Beaten Up Over Cash Dispute

Farai Dziva|A Zimbabwean opposition leader was beaten up by his lawyer after failing to settle a bill for legal services.

Bryn Mteki, was allegedly assaulted by his lawyer Moses Nkomo over a money dispute.Mteki was one of the 23 candidates who contested in last year’s elections.

The assault incident reportedly occurred on 26 March this year when Mteki and Nkomo were attending court at the Harare Magistrates’ Civil Court.

It is alleged that Nkomo was representing Mteki in a civil case in which he (Mteki) successfully applied for postponement of the case.

Nkomo, who was irked by the postponement, demanded outstanding legal fees from Mteki.

He assaulted Mteki while hurling obscenities at the dreadlocked politician.

Nkomo was not asked to plead to assault when he appeared before Harare magistrate Obedience Matare.

He was remanded out of custody on his own recognition and will be back in court on May 31.

Just In: ZANU PF Youths Attack Chief Ndiweni

Jane Mlambo| ZANU PF youths have reportedly attacked Ntabazinduna Chief Nhlanhla Felix Ndiweni over his recent remarks that President Emmerson Mnangagwa will leave office soon.

According to an eye witness in Bulawayo, the ruling party youths attempted to take Chief Ndiweni’s vehicle which he got from government.

“They wanted to take his vehicle and he asked them to remove his stuff,” said the eye witness who preferred anonymity.

Ndiweni attracted the ire of ZANU PF leaders over his Mnangagwa remarks with Matemadanda warning that the popular traditional leader was playing with fire.

Ndiweni has also called for more sanctions on Zimbabwe saying the current government had brought more misery to the majority.
