Govt Announces Salary Increases For Civil Servants, Minimum Pegged At $600.

Government has announced a $400 million cost of living adjustment package for civil servants with effect from 1 April 2019 that will see the lowest paid employee taking home over RTGS$600 as it moves to cushion its workers from the obtaining economic challenges.

The salary increases will range from 13 percent to 29 percent according to grades.  

This will be effected from deputy director level in Government ministries to the lowest income earner, who in this case will get the highest increment of 29 percent.

Of the $400 million, the Public Service Commission including the uniformed forces have been allocated $281 million, Health Services Board will get $56,8 million, while the Judiciary Services Commission gets $2,5 million. 

Independent commissions and grant aided institutions get $2,6 million and $56,8 million respectively.

This development follows negotiations with the civil servants body, the Apex council recently.

The latest figure is an increase from the $350 million Government had offered to its employees that it reviewed after realising the need to further cushion the workers.

The cost of living adjustment is also in addition to the $63 million once off allowance civil servants received during the first quarter of 2019.

Public Service, Labour and Social Welfare Minister Dr Sekesai Nzenza, said Government together with civil servants had agreed on the $400 million offer and this would be reviewed again in June in line with the cost of living.

“Following the announcement of the cushioning allowance, which the President announced from January to March of $63 million, there have been negotiations through the National Joint Negotiating Council, which looks at salaries and benefits for civil servants.

“Government has now offered $400 million as the cost of living adjustment for civil servants, which is an outcome of the negotiating processes that have been going on in order to support them given the cost of living in the country. 

“The workers agreed with Government that $400 milion will be offered from the initial $350 million,” she said during a briefing in the capital yesterday also attended by Finance and Economic Development Minister Professor Mthuli Ncube.

Dr Nzenza emphasised Government’s commitment to improving the living conditions for civil servants by supporting them with both monetary and non-monetary benefits.

“We will be reviewing this again in June. Government is committed to the welfare of civil servants,” she said.

Also speaking at the same briefing, Minister Ncube said Government would continue to watch economic developments as they unfold and cushion the civil service in line with that.

Minister Ncube also indicated this cost of living adjustment will see the lowest income earner pocketing a salary above the poverty datum line (RTGS$600).

“We are looking at grades from deputy director to office orderly who is at B1. We expect to cushion the lower grades with higher percent increase, for instance the deputy director gets 13 percent. The lowest earner is getting a 29 percent increase.

“We will continue to watch the economic developments for instance the inflation and cost of living and in June we take stock,” he said.

Government is also looking at other non-monetary benefits such as transport and housing provision for the civil service.

Public Service Commission chairman Dr Vincent Hungwe, said this was in line with international best practice and Government would continue to address these basic needs for a sustainable living during and after service.

“It is imperative that civil servants have access to basics even when they retire,” he said.

Correspondent|MDC president Nelson Chamisa on Wednesday received donations from various church organisations for Cyclone Idai relief.

The goods were brought to the party’s national headquarters, Morgan Richard Tsvangirai House, formerly Harvest House.

The powerful cyclone made landfall in Mozambique and hit the eastern highlands of Zimbabwe on 15 March.

The death toll in Zimbabwe officially stands at 299, although hundreds more are still to be found. Thousands have been displaced.

The cyclone effects entered Zimbabwe from Mozambique but Ngangu’s headman alleges it all began in Zimbabwe after some unnamed Christians had stolen sacred pots reserved for the ancestors which are kept in the mountain.

He told ZimEye.com, ” There was an incident before before the cyclone hit the area. Drums were heard blasting loudly, before it all happened.”

He also said, ” You do not pray in this mountain you are not allowed, But they were entering this mountain, thinking that this will increase their powers.

” While they were seeking to increase their powers, they then stole my father’s secret pots.”

Council Bosses Sweat Over Missing Funds

Nyaradzo Life Assurance was squandered.

The company offered to resurface a 100m stretch of road leading to their offices.

ZANU PF President Emmersom Mnangagwa has appointed former MDC MP James Maridadi appointed an ambassador.

Mnangagwa personally handpicked ex-MDC legislator for Mabvuku-Tafara, James Maridadi for a role as an ambassador and the announcement was made through the state broadcaster, ZBC.

The development saw whispers being sounded about the man’s activities during the time he was an MP in the MDC party, a time when numerous secrets were leaked to the state apparatus. It also appeared to justify the reason why Nelson Chamisa ejected the man.

Maridadi was also once the late Prime Minister Morgan Tsvangirai’s spokesman.

The former ZBC dj, was among 15 ambassadors designate and 23 foreign affairs officials who started a month-long diplomatic training course in Harare today.

SUDDEN ESCAPE: Prisoner Vanishes

A prisoner escaped from Victoria Falls prison where he was serving 15 months, Matabeleland North public relations officer for the Zimbabwe Prisons and Correctional Services (ZPCS), Assistant Principal Correctional Officer (APCO) Gareth Nkomo has confirmed.

Noel Mwembe (33) of Victoria Falls escaped on Monday afternoon and a manhunt has since been launched.

He was serving a 15-month jail term after being convicted of disposing pesticide or toxic substance into the environment,” said APCO Nkomo.

Mwembe was set to complete his term on January 21 next year. APCO Nkomo said investigations to establish how Mwembe escaped are in progress.

A source however said Mwembe escaped when he and other inmates were doing some menial work near CHOGM Park about 400 metres from the prison holding cells at the magistrates’ court.

Mwembe allegedly told prison guards that he wanted to relieve himself and entered a nearby bush before disappearing.

Prison officers searched for him after noticing that he had not returned but could not find him. A report was then made to the police.

In 2017 a self-proclaimed prophet who doubles as a tsikamutanda, Jabulani Nyoni escaped from Victoria Falls prison.

He was re-arrested a few days later and claimed that he bribed a prison officer who assisted him to escape. Nyoni was then transferred to Khami Maximum Prison.

Last year, another self-proclaimed inyanga Masimpe Muleya escaped from Hwange Prison in the company of Maxwell Musariri, a constable who had been arrested for breaking into colleagues’ houses.

The two used a piece of steel from a combat boot to drill a hole on a wooden section of the prison cell wall before making good their escape.

Both were re-arrested and transferred to Khami Maximum Prison.

Meanwhile, a Gwanda Prison inmate has been jailed three months for escaping while he was working at a ranch in Colleen Bawn with 14 other inmates under the supervision of five prison officers.

Polite Siziba (23) of Vokola area in Filabusi fled from prison officers and went to his homestead where he was arrested the following day.

He was convicted on his own plea of guilty to escaping from lawful custody by Gwanda magistrate, Mrs Nomagugu Sibanda.

Siziba was sentenced to an effective three months in jail. Prosecuting, Miss Faith Mutukwa said Siziba fled on March 25 and was arrested the following day at around 1PM.

“On 25 March at around 7AM Siziba who is serving a 30 month jail term for unlawful entry at Gwanda Prison was clearing bushes along power lines at South Hill Ranch in Colleen Bawn together with 14 other inmates under the supervision of five prison officers.

“Siziba escaped into the bushes and went away unnoticed. The prison officers later instructed the inmates to get into the vehicle at around 2PM so that they could return to Gwanda Prison and that’s when they realised that Siziba was missing. They searched around the area but failed to locate him,” she said.

The prison officers laid an ambush outside his home the following day and they arrested him when he turned up there at around 1PM.- state media

Court Outlaws Corporal Punishment

The Constitutional Court (Concourt) has outlawed judicial corporal punishment, saying it amounts to inhuman and degrading punishment.

Chief Justice Luke Malaba, sitting with eight other judges of the apex court, ruled that such inhuman treatment had no place in a democratic society.

The court struck down Section 353 of the Criminal Procedure and Evidence Act, which provides for the caning of juvenile offenders, saying it was in conflict with Section 53 of the Constitution of Zimbabwe.

The latest decision was made in a case in which a 15-year-old boy, who was convicted of raping a 14-year-old girl, was contesting the legality of the sentence of six strokes of the cane.

High Court judge, Justice Joseph Mafusire in 2014, found the sentence to be unconstitutional but in terms of the law, the case was referred to the Constitutional Court for confirmation.

Advocate Thabani Mpofu filed heads of argument as a friend of the court in the matter, while Messrs Tendai Biti and David Hofisi represented the Justice for Children Trust and the Zimbabwe Lawyers for Human Rights (ZLHR), respectively.

Mr Justin Uladi represented the State, while Mrs Olivia Zvedi acted for the Attorney-General.

The nine-member bench heard the matter in 2015 during the tenure of the now late former Chief Justice Godfrey Chidyausiku and reserved judgment.

Chief Justice Malaba had to write the judgment which was availed yesterday. The issue of caning had sparked legal challenges in Zimbabwe, with others even contesting caning at school and in the home.

However, the Concourt had to make a ruling in relation to the sentencing of juveniles to strokes of the cane, which was before it.

“The court holds that judicial corporal punishment is, by nature, intent and effect, an inhuman and degrading punishment within the meaning of Section 53 of the Constitution.

“The court also holds in respect of the main question that Section 353 of the Act is inconsistent with Section 53 of the Constitution.

“The order of the High Court concerning constitutional invalidity of Section 353 of the Act is hereby confirmed,” ruled Chief Justice Malaba.

Chief Justice Malaba said the judgment also applied to those who have been convicted of offences, but awaiting caning.

“With effect from 3 April 2019, no male juvenile convicted of any offence, shall be sentenced to receive moderate corporal punishment.

“The prohibition shall apply to juveniles already sentenced but awaiting execution,” he said.

The chief Justice said any punishment which involves the infliction of physical mental violence on a person which caused pain and suffering was inhuman.

Many countries, the court said, had since done away with corporal punishment.

“Caning invades the integrity of the human body. It is an inhuman punishment which blocks the way to understanding the pathology of crime. It has been abolished in many countries of the world as being incompatible with the contemporary concepts of humanity, decency and fundamental fairness,” the court ruled.

He said there were several other alternatives lawful sentences that can be imposed to rehabilitate the juvenile offenders.

The chief justice said community service, suspended sentence or even postponement of the sentence are other alternatives available for juvenile offenders. Other judges who heard the case were Justices Vernanda Ziyambi, Elizabeth Gwaunza, Susan Mavangira, Ben Hlatshwayo, Chinembiri Bhunu, Tendai Uchena and Lavender Makoni. -state media

Mandiwanzira Cleared Of One Charge

Former Minister Supa Mandiwanzira heaved a sigh of relief yesterday after the High Court acquitted him on one of the criminal abuse of office charges involving a $218 million auditing contract signed by NetOne and a South African company.

Justice Nicholas Mathonsi granted the defence application for review of the trial court proceedings, in which Mandiwanzira sought to set aside the charge relating to procurement of services from the South African-based Megawatt Energy.

Mandiwanzira was accused of unprocedurally cherry-picking Megawatt Energy to investigate a $218 million contract that was signed by former NetOne chief executive Reward Kangai.

The Nyanga South legislator had denied all the charges and was cleared of the first count.
He now faces one charge involving the appointment of his personal assistant Tawanda Chinembiri, a civil servant at director level, to the Postal and Telecommunications Regulatory Authority (Potraz) board and Universal Services Fund in violation of corporate governance principles.

Charges against Mandiwanzira were that on June 26, 2013, Kangai and a Chinese company Huawei Technologies entered into a contract for the supply of network expansion and modernisation equipment to the tune of $218 954 843.

After signing the contract, NetOne secured a loan with China Exim Bank through the Finance Ministry then represented by former minister Patrick Chinamasa. It was alleged that on January 19, 2015, Megawatt Energy, a South African company owned by Lui Xiadong wrote to Mandiwanzira, seeking a meeting with him. Mandiwanzira agreed to engage Megawatt supposedly on a pro bono basis.

Megawatt, it was alleged, jointly owned a property in Johannesburg with Mandiwanzira’s company Blue Nightingale. Mandiwanzira engaged Megawatt without going to tender and in the absence of a contract, according to the State case.- state media

Linda Masarira Says: It’s True I’ve Been Fired By Khupe

“Unfortunately she (Khupe) succumbed to pressure from some sheep in wolves clothing posing as loyalists.”- Masarira

By Farai D Hove| Thokozani Khupe’s spokesperson Linda Masarira has said it is true that she has been fired by her party.

This was as a result of revelations in pictures-while wearing ZANU PF regalia.  This also follows an expose’ by ZimEye.com on Tuesday afternoon which saw the party deputy, Obert Gutu responding to ZimEye’s investigative which shows that the makeshift party has no more than 10 members.

Masarira last night stated she has received an email from the party announcing the decision. It was revealed that there was no hearing conducted.

Masarira who has in recent months been staying in South Africa said “we meet to part and part to meet; I am not going to challenge the expulsion as it will put me at the same level of myopia, tomfoolery and intolerance.

“It is difficult to exist in an establishment where guns are always out blazing on you. I came, I served and got fired.

“I am now moving on with my vision for Zimbabwe which I had put on hold to assist a sister Thokozani Khupe who was facing a lot of abuse from misogynists in Zimbabwe’s political landscape.

“Unfortunately she succumbed to pressure from some sheep in wolves clothing posing as loyalists,” she added.

Commenting on the issue of the regalia, Masarira said: “I am shocked by the depths of political illiteracy shown by some Zimbabweans. The way that most people especially from the opposition major in trivial issues leave a lot to be desired and one wondering whether such politically illiterate citizens are supposed to vote or not. Our politics have produced a polarised society full of intolerant citizens who breathe hate speech and insults. We must work very hard to undo this self destruct and poisonous culture.

“Few days ago I found myself in an African home, my new home to be precise. My husband took me there to meet my new found family. It is common that in the rural areas where ZANU PF dominates you will obviously find Zanu PF regalia. The families there are not as polarized as we are in the towns were could possibly be stoned to death for wearing another political party regalia.

“I found myself in a situation that I had to embrace the diversity of my hubby’s people who have also become my people. I found it an opportunity to bond with my mother in law and aunts. It never was an offence to put on my Aunt’s regalia. As in soccer where teams in competition when the match is over, despite their rivalry do a jersey swap. Eden Hazard exchanging a jersey with Rashford, is an act of many words to football lovers. Wearing my in-laws regalia was an acceptance of their diversity and a testimony that I had become their daughter unconditionally. They needed not be MDCT or any other opposition. I accept them as they are.

“With me that was a token in our culture that became an expression of my pride for my people. African homes should not be destroyed by the toxicity of urban politics of intolerance. It should never surprise the politically mature and level headed that it is not a sin to integrate amongst ourselves. Politics comes second to our families and on arrival they are not to divide us. So the legend Morgan Tsvangirai saw no offence in marrying someone from ZANU PF.

“Now if a whole former prime minister and president of the MDC found nothing uncultural, unconstitutional and unnatural in sharing the same blankets with a Zanu PF member or daughter of ZANU PF parents, why should I be judged by the politically illiterate opposition bootlickers! It is a trivial thing that only those not informed major on. Great minds discuss ideas, average minds discuss events and small minded social media activists discuss people.

“As we move towards 2023, seeing we are already almost a year from last elections, where unfortunately our erstwhile cdes to the MDCT the party I am proudly National Spokesperson have chosen to remain in elections mood forever, we must demonstrate to our fellow citizens, relatives and friends in every society be it urban or rural, a culture of tolerance, acceptance of our diversity.

“It is imperative, therefore, that we engage in conversations that show demonstrable maturity and focus on developmental issues. It must be taboo that we get offended by a mere T Shirt. We must tell our people to channel their energy on proffering solutions to our challenges to rise from this quagmire. Its high time political parties followers understood that we are not enemies of each other but institutions of different political ideologies all aimed at building our great country. As such we must discourage a language dominated by a vocabulary of hate speech, insults and political violence. Our language should be of peace, love and harmony. True leaders need that as a foundation and revolutionaries make that the a purpose to their visions. We have more that unites us than what divides us.”

Full Text Of ZESN Report On Cowdray Park By Election

On 30 March 2019, the Zimbabwe Electoral Commission (ZEC) conducted a local authority by-election for Cowdray Park (Ward 28) to fill a vacancy that had arisen following the death of the incumbent Councillor, Hapson Ncube, who died in December 2018.

Cowdray Park is in Bulawayo Metropolitan Province and is one of the three wards that make up Luveve Constituency, the other 2 wards being Gwabalanda (Ward 16) and Luveve (Ward 15).

The ward has a voting population of 23 257 which is one of the largest in the province. Accordingly, ZEC established 36 polling stations for use in this by election.
The Nomination Court for aspiring candidates sat on February 22, 2019 in keeping with Section 125(4)(b) of the Electoral Act [Chapter 2:13] .

Feedback from the

ZESN observers who closely tracked the Court proceedings indicated that due processes were adhered to in the processing of the submissions by aspiring candidates.

Seven (7) of the 18 people who contested this ward by-election did so as independent candidates.

Observer reports indicated that the campaigns were largely peaceful; however, disturbing reports of defacing and tearing of campaign posters were reported by ZESN observers.

The most prominent modes of campaigning in use for candidates and political parties were reported to be campaign posters and door to door visit. The ruling party conducted the most visible political campaign and It was also the only party that held a rally in the ward.

At the invitation of the ZEC, Civil Society Organizations (CSOs) such as ZESN and a Consortium of CSOs based in the Matabeleland region conducted a number of civic and voter education activities that included distribution of Information Education and Communication (IEC) materials, convening meet the candidate forums, radio talk shows, and public meetings.

The only voter registration center that was open for voter registration was the provincial ZEC offices; this presented a significant financial hurdle for those who intended to register to vote.

Election Day political environment was generally calm and peaceful, in keeping with the political environment that was observed in the pre-election period.

On Election Day, reports from ZESN observers indicated that all polling stations in the by election were set up in accordance with laid down procedures and opened on time, with all essential election material being present.

However as a departure from what had become the norm, ZEC did not provide height adjusted voting booths to cater for persons with physical handicaps such as wheelchair users and voters of short stature. ZESN observers reported high numbers of voters redirected to other polling stations.

The ZANU PF candidate Kidwell Mujuru was duly elected as the Councillor of Ward 28 of Cowdray Park having garnered 1,899 votes. The seat was previously won by the MDC Alliance during the 2018 harmonized elections.

The Alliance fielded two candidates in the by-election who polled a combined tally of 1,450 votes. The other political parties and candidates polled a combined total of 1,002 votes. Kidwell Mujuru becomes the only Zanu-PF councillor out of 29 councillors in an MDC-Alliance-dominated Bulawayo City Council.

MDC And ZANU PF Square Off In Another By Election

The Zimbabwe Electoral Commission has presided over a nomination court for Mutasa Ward 10 with three candidates from Zanu PF, MDC Alliance and NCA being duly elected to contest in the by-elections scheduled for the 11th of May next month.

The by-elections for Mutasa Ward 10 are being held after Councillor Frank Chitembwe of the MDC Alliance party was convicted and imprisoned over the #ShutDownZimbabwe violent protests leaving the seat vacant.

Following a nomination court held in Mutasa, Nomination Court Officer Cornelius Mudehwe declared Magret Tindinika of Zanu PF, Tanyaradzwa Rose Mukodza of the MDC Alliance and Tanyaradzwa Justin Chirimo of the NCA duly elected candidates to contest during the 11 May by-election.

The successful candidates thanked the electoral officials for conducting the process in a transparent manner with women candidates saying they are happy to be afforded the opportunity by their political parties to contest for leadership positions.

By Ndaba Nhuku| Having watched that video, l am still left asking why she had to be insulted on the day she should be mourned and buried to rest in peace. What crime did she commit, falling in love with someone who proposed to her?

I don’t think children have to fight on behalf of parents. Noone knows what drives parents apart. Some men do not want to tell the world that their wives are seeing other men; Will children know that if dad just walks out? As someone said elsewhere, “the battle is not for children”.

In the video, the gentleman calls Beauty a “hure/ prostitute.” But why? On what grounds? His father loved her and never called her hure? What is a “hure”? Zimbabweans like describing women, esp second wives or women who fall in love with married men this way. Are men not prostitutes if they do the same thing?

Did Beauty rape this PhD student’s father? Whilst discussing the issue with a friend, she asked, “What if his mother was abandone for the same kuhura which he is accusing the late Beauty for?” He can legitimately complain for not having been sent to school because his father was irresponsible but there is no evidence the step mother caused it. If she did, then his father was an irresponsible fool.


It is appalling and sad to listen to such a grown man talking nonsense in public kurwa shanje dza mai. And to think that there is a woman and children who call such “baba”! This guy should move on and have a life. His PhD is meaningless with this kind of behaviour and thinking. Or he wants to justify taking over Beauty’s possessions? This is a sense of entitlement and public humiliation of his family.

He is not God to have decided the right wife for his father and name calling of Beauty. What if Beauty had realised her own mistakes in life and had truly repented? That is if there is something she did wrong and she lived well with members of her community. Who is he to judge Beauty and denigrate the church?


Sone step children are vengeful and vindictive without knowing the relationship that existed being their parents and caused them to divorce. They have no idea about their own mother’s past but they are quick to label ana mainini mahure. In brief , this is not his battle to fight. Akashaya akamupa size panhamo ipapo. This is an insult to most step mothers doing a great job with kids who are not appreciative just because they want to fight their mothers corner!

The gentleman needs anger management and some counseling to help him move on with his life and have a great family. He is simply embarrassing his wife, children and his own mother. He could have made the public acknowledge him in a very polite and reconciliatory manner. He would ha e walked away the winner. But now be walks away as someone in need of psychiatry treatment to live a better and more fulfilling life.


Step mothers, most of you do a great job just life men who take on step kids as their own. Fathers, avoid abandoning your children once you divorce their mothers. Your children remain your responsibility for life. There is no justification at all for abandoning your kids. And fathers’ recklessness and irresponsibility should not be transferred to his new wife. Some men are simply irresponsible even with the new wife!! Grown up step children should research esp for a PhD student, causes of divorces and why some parents abandon their children, before making public stunts about their step mothers

Patson Dzamara Believes ZANU PF Did Not Rig The Cowdray Park By Election

Activist Patson Dzamara has ignored the clear ZEC and ZANU PF alliance which allows the MDC to field more than one candidate and has accused some of his colleagues in the Movement for Democratic Change of being in denial saying it was ridiculous for anyone to suggest rigging in the Cowdray Park council by-election which the MDC lost at the weekend.

The MDC lost the Cowdray Park council seat to ZANU-PF candidate Kidwell Mujuru who polled 1 899 votes against the combined votes of two MDC candidates of 1 450.

Dzamara’s sentiments seemed to be a reaction to MDC leader Nelson Chamisa’s spokesman Nkululeko Sibanda’s defence to the party’s loss to rigging after Sibanda tweeted: “Look, we blinked and the rigging machine took advantage. This is primarily because the president focussed on the cyclone and humanitarian situation. Be rest assured, president will look into this.”

Dzamara responded: “I see some are in denial regarding the defeat our party suffered in Cowdray Park over the weekend. It’s actually ridiculous for anyone to even suggest rigging. Hama, there was no rigging apa, we were beaten because of our internal issues. We must attend to those issues.”

He said if the MDC doesn’t reset during this congress “then we must forget about dismantling ZANU-PF anytime soon”.

Dzamara said three things must happen:

  1. Absolutely nobody is entitled to anything.
  2. All tired hands & feet must be rested.
  3. A multi-pronged reset of the entire party must be effected.

Police Invite Man Assaulted By ZANU PF Official To Come Forward And Report

Correspondent|The Zimbabwe Republic Police (ZRP) is looking for any information which may assist it to locate the man who was shown being viciously assaulted by a Zanu-PF politician to come forward.

The Zanu-PF politician has since been identified as Litten Chikowore and the police are saying that in order for the case against Chikoore to progress the victim must come forward.

In a statement, the ZRP said,

The ZRP is appealing for info which may assist to locate the complainant in a social media post which went viral recently. In the video, accused person, Litten Chikoore of Kadoma is seen viciously assaulting the hapless complainant on the pretext that he had stolen from him.

While Chikoore has been located, the availability of the complainant will ensure that the law takes its course without delay. Members of the public can contact the Complaints Desk on telephone number 0242-703631 or CID Kadoma 06821-26600/27464 or any nearest police station.

However, the police are facing criticism and ridicule after posting the statement on social media with users saying that Chikowore should lead them to the person he brutally assaulted. Some have gone as far as accusing them of insincerity and playing to the gallery.

MDC Vanguard Leader Arrested, Accused Of Wearing Army Uniform And Shooting With An AK47 Rifle

MDC youth assembly leader Shakespeare Mukoyi was arrested on Monday accused of shooting a Zanu-PF activist two days after a nationwide strike over fuel prices in January, his lawyer said.

Mukoyi is accused of shooting the unnamed Zanu-PF supporter in the thigh with an AK47 while dressed in military uniform, which he refutes.

The incident allegedly happened on January 16, two days after widespread protests in response to a 168 percent fuel price increase decreed by President Emmerson Mnangagwa.

Mukoyi spent the greater part of Monday, April 1, being questioned by detectives at Harare Central Police Station before being released into the custody of his lawyer. He will appear in court soon facing charges of attempted murder.

Obey Shava, of the Zimbabwe Lawyers for Human Rights, said the charges were baseless.

“The allegations are without foundation and we will be fighting them vigorously. If they were genuine, surely the police would have been ready for court by now, considering that it allegedly happened in January 2019,” the lawyer said.

The January 14 protests were crushed by the military, which is accused of killing at least 18 people, while over 80 others were left nursing gunshot wounds.

Opposition leaders and labour activists are among over a thousand people rounded up after the protests and accused of a range of crimes, including plotting the overthrow of the government.

Human rights groups have called for justice for the over 400 people allegedly brutalised by the military, including victims of rape and murder, in the nationwide crackdown that followed.

The military denies committing any atrocities in the campaign, blaming it on rogue opposition elements who allegedly stole army uniforms.

Mnangagwa personally handpicked ex-MDC legislator for Mabvuku-Tafara, James Maridadi for a role as an ambassador and the announcement was made through the state broadcaster, ZBC.

The development saw whispers being sounded about the man’s activities during the time he was an MP in the MDC party, a time when numerous secrets were leaked to the state apparatus. It also appeared to justify the reason why Nelson Chamisa ejected the man.

Maridadi was also once the late Prime Minister Morgan Tsvangirai’s spokesman.

The former ZBC dj, was among 15 ambassadors designate and 23 foreign affairs officials who started a month-long diplomatic training course in Harare today.

Flanked by Labour and Social Minister Dr. Sekai Nzenza, Mthuli Ncube also announced non-monetary benefits for civil servants.

Government and the civil service have been locked in negotiations for a cost of living salary adjustment due to pricing distortions.

Through the Apex Council, an umbrella body representing Government employees, civil servants had last month issued a strike notice, but it eventually lapsed and they returned to work.

Mysterious Cattle Disease Hits Masvingo

Mr. Makado, Masvingo Beef Association provincial chairman, has revealed that there are some butchery operators buying dead cattle and selling to unsuspecting villagers.
This follows the emergency of a rare disease that is killing cattle in Gutu, Masvingo.


Makado urged the veterinary department to work towards apprehending shrewd business people. He said:
We are receiving reports from our members in Gutu that a rare disease killing cattle has invaded the district.
More than 100 cattle have been lost to the disease as farmers woke up to find their cattle dead every morning.


This was confirmed by Mr. Haruzivishe Manyanya from Chief Munyaradzi who said that he woke up to dead livestock. He further said:
We appeal to Govbernment to help us as we suspect this could be tick-borne.


Dr. Ernst Dzimwasha, Masvingo department of veterinary services provincial officer, urged farmers to dip tgheir cattle. Dzimwasha said:
While I am yet to get the report, of late we have the problem of tick-borne disease in the country.


I urge people not to eat meat from buthcheries not inspected as uncsrupulous business persons may decide to cash in on contaminated meat and sell it for a song. I also advise farmers to dip their cattle.

BREAKING: South African Airways Donates To Cyclone Idai Victims, Cargo To Be Flown From London To Harare

By A Correspondent| South African Airways has stretched a helping hand to the suffering people of Zimbabwe by donating flightspace for clothing items which are for cyclone victims.

The development will see over 500kg being shipped from London to Harare en-route to Manicaland where the cyclone idai did the most damage.

A total of over 400 people are either missing or feared dead in Zimbabwe alone following the cyclone attack.

In a letter dated 3rd April 2019, the company’s Communications And Marketing Manager, Thula Nzuza told ZimEye, “we hereby advise you that your request to transport cargo for the cyclone idai relief donations has been approved. We will transport the cargo of 500kgs from London to Harare free of charge.”

The approval is applicable to airfreight charges.

The cargo will be dispatched by ZimEye.

Nyaradzo Life Assurance was squandered.

According to sources close to the lanky musician, Muridzo had some private talks with the Military Touch Movement last year in December.

As part of the deal, Andy recorded a song with “Tiwa Savage” in Nigeria.

Muridzo walked out of the Military Touch last year. At the time he blamed the record label for focusing on Jah Prayzah only.

Several people people were injured when the official, suddenly went berserk and began to accuse party members presiding over the district elections in Masvingo Urban of rigging the polls.The incident happened at Mucheke Hall on Saturday.

“We had to stop the whole process because a party official threw a teargas canister at members who were presiding over the elections.

Mnangagwa Charters Private Jet For First Lady Who Was Attending A Meeting On Fertility In Dubai

By Own Correspondent- First Lady Auxillia Mnangagwa is reportedly back home from Dubai where she reportedly flew in using a private jet.

The First Lady had been attending a meeting of the Merck Foundation in Dubai where she was joining the other first ladies to discuss issues that have to do with the marginalisation of women with infertility problems.

Mnangagwa was among 11 first ladies in attendance.

She landed at the Robert Mugabe International Airport at 11.20PM on Monday aboard Airbus A6- CAS, that was previously used by President Emmerson Mnangagwa.

The Airbus, however reportedly flew back to Dubai on Tuesday although it was not clear who footed the bill for hiring the plane.

The President’s spokesperson, George Charamba is on record saying Mnangagwa should travel in comfort especially when he is conducting national duty. Finance minister Professor Mthuli Ncube confirmed this when he said Mnangagwa’s travel and costs are approved by parliament hence they are all above board.

Dzikamai Mavhaire Faces Arrest

Mavhaire was obliged to testify as a State witness in a matter where Zimbabwe Power Company (ZPC) chairperson Stanley Nyasha Kazhanje is accused of receiving a $10 000 bribe from Harare businessman and socialite, Wicknell Chivayo.

Mavhaire refused to testify. His name was called three times at the trial of the ZPC official and when he did not appear, senior regional magistrate Hoseah Mujaya issued him with an arrest warrant.-DailyNews

Hundreds Gather To Mourn Popular Chipinge Sangoma, Sekuru Ndunge Makuyana


By Own Correspondent- Popular traditional healer, Sekuru Ndunge Makuyana, who died on Monday after a long battle with diabetes will be buried today at his homestead in South-downs.

He was 87.

His body was collected at Chipinge District Hospital mortuary yesterday night at around 7pm.

Scores of mourners comprising local sangomas, business people and relatives are in Chipinge for the funeral of one of Zimbabwe’s popular traditional healers whose powers lured the high and mighty in Zimbabwe.

Unconfirmed reports alleged that some senior politicians and church leaders and pastors discretely visited the renowned traditional healer for juju in order to be popular.

Mnangagwa Leads “His 18 Opposition Presidents” To Chipinge

Sekuru Banda Partners ‘Mosquito’

Jane Mlambo| Philanthropist and Harare based healer Sekuru Banda has joined hands with boxing legend Alfonso Zvenyika to try and help kids in different parts of Harare particularly Mbare through boxing.

Zvenyika,  who is popularly known as Mosquito in the boxing circles is a former Zimbabwean boxer  how won a number of matches during his time that also include the Commonwealth Flyweight Boxing Championship and owns a boxing academy in Mbare, the Mosquito Boxing Gym.

The two have entered into a partnership that which seeks to take youths away from the streets where drug abuse has become rampant and make sure they are kept busy somewhere doing boxing business during their spare time.

Sekuru Banda has however, this week made a donation towards the upkeep of the academy before making it clear that more big things were still to come.

“Recently, we donated money towards the establishment of a half-a-million United States dollars drug rehabilitation centre. While construction is yet to start, we saw it worthwhile to identify a place where children will be taught some life skills. However, it did not take me time to choose  Alphonso Zvenyika’s Boxing Academy in Mbare.

“After consultations and discussions,  I made a decision to support the academy. As part of the deal, yesterday we went to donate groceries to keep the academy running.  I have also made an obligation to buy training kits comprising gym equipment, punching bags, gloves as well as to build them a  state-of-the-art boxing arena,” Sekuru Banda said.

In his speech while receiving  the donation, Zvenyika heartily thanked Sekuru Banda for his kind gesture.

“Boxing is regarded by many as an elite sport so we always struggle in finding partners or sponsors at our academy. I got the shock of my life when Sekuru Banda first called me selling his idea.  At first, I thought it was one of those calls that we always get from the prominent  people in the society who call and then disappear. Little did I know that Sekuru Banda really meant his words. Today, he phoned me early in the morning to say that he would be visiting us and here he is.

“He brought with him an assortment of groceries including maize meal, cooking oil, sugar, Mazoe and salt, just to mention a few. The groceries will go a long way in addressing our food challenge that we have been experiencing especially feeding the kids that we train here,” Zvenyika said.

Sekuru Banda did not mince his words as he made it known that the donation was just a drop in the ocean as bigger things were still to come.

Zim Youth Wins Inaugural World Bank Sponsored Blog4Dev Competition

Zimbabwe, April 2, 2019 — The World Bank congratulates Tatenda Magetsi, for winning the 2019 Blog4Dev competition in Zimbabwe. Blog4Dev is a competition that invites young people to write a blog to share their views and solutions to challenges facing Africa’s development. 

The 2019 Blog4Dev competition was launched by the World Bank Group on October 17, 2018 as part of the Youth Engagement Initiative on the annual International Day for the Eradication of Poverty (End Poverty Day). This is the first time that the competition was run in 48 African countries. Young people aged between 18-28 years were asked, “What will it take to enhance the skills needed to prepare Africa’s youth for the digital economy and the future of work?”.

The competition closed on November 30 and attracted 50 entries. The entries were reviewed by a panel of judges and the top two bloggers were interviewed to assess each candidate’s ability to present and defend their ideas.

“If we can’t critique, how can we create. If an education system only makes us fit to be passive citizens, then the opportunities presented by the digital economy will pass us by. We need to make a cognitive difference in our economy and I will contribute to the digital economy through the “Open Minds Initiative”, said Tatenda Magetsi, Zimbabwe winner of the Blog4Dev Competition.   

As the top blogger, Tatenda has won an all-expenses paid trip to attend the 2019 Spring Meetings of the World Bank and the IMF in Washington D.C. He will be joined by other winners from across Africa to further debate and exchange ideas on how to accelerate Africa’s development using the digital economy. 

“The 2019 World Development Report reveals that technology has created more jobs than it has displaced. It has brought opportunity, paving the way to create new jobs, increase productivity, and improve public service delivery, said Mukami Kariuki, World Bank Country Manager for Zimbabwe, “The blog competition’s theme was therefore timely, and we are very grateful to all the contestants for their contributions to this important agenda.”

FULL TEXT- Zimbabwe’s Move to Adopt The Extratives Industries Transparency Initiative Commendable: ZELA

The Zimbabwe Environmental Law Association (ZELA), a public law organization that seeks to promote environmental justice, sustainable and equitable use of natural resources, democracy and good governance in the natural resources and environment sector would like to commend the Government of Zimbabwe’s proposal to adopt the Extractives Industries Transparency Initiative (EITI) in the 2019 National Budget. This is one of the National Budget’s great call in unleashing the potential of the natural resources sector to contribute to economic economic development while strengthening mineral resources governance in the country. The EITI is one of the well-known mineral resources governance frameworks globally and Civil Society Organisations like ZELA and the Publish What You Pay Coalition Zimbabwe Chapter have been calling for the Zimbabwe Government to adopt it.

It must be noted that in July 2010, the then Minister of Finance and Economic Development made recommendations in the Mid-term Fiscal Policy Statement that the country should consider joining the EITI. There were references to the EITI in subsequent National Budget Statements but the initiative never took off. Notably, policy conversations on EITI had disappeared from National Budget Statements for 2016 up to 2018.During the 2019 National Budget consultations, ZELA stressed the need for Government to ensure that the budget embraces the EITI or alternatively revive the Zimbabwe Mineral Revenue Transparency Initiative (ZMRTI)-a home grown version of EITI which failed to take off in 2011.Commendably, the 2019 National Budget Statement calls for Government to urgently adopt the EITI.

In his budget presentation, Minister of Finance and Economic Development, Honourable Professor Mthuli Ncube noted that in order to move along with international best practices of achieving transparency in the management of natural resources, Government would want to be a member of the EITI as soon as possible. Since 2010, ZELA has been making deafening calls for the adoption of EITI, a progressive move in improving mineral resource revenue management and enhancing greater transparency and accountability in the extractives sector. The organisation has been able to raise awareness amongst communities on issues such as EITI and the Publish What You Pay (PWYP) campaign which calls on governments and mining companies to disclose mining contracts.

The move by Zimbabwe to adopt EITI resonates well with the aim of the Africa Mining Vision(AMV) that seeks to promote transparent, equitable and optimal exploitation of mineral resources to underpin broad based sustainable growth and socio-economic development. According to AMV, in promoting natural resources, African governments must mainstream EITI principles in national policies, laws, and regulations.  ZELA is of the view that, if properly managed natural resources in the country can be beneficial to its citizens. Mineral resources are an important source of state revenues and a valuable asset for sustaining growth, reducing poverty and achieving Sustainable Development Goals (SDGs).Mineral resource revenue can also facilitate the realisation of Zimbabwe’s 2030 Vision of achieving an Upper Middle Income Economy status.

To that end , well done Professor Mthuli and the Government of Zimbabwe. The announcement in the National Budget Statement was the first step and now we await the next concrete steps to help operationalise EITI especially with the EITI Global Conference happening in June. ZELA stands ready to provide technical support and assistance to the Ministry of Finance and the Government of Zimbabwe on the implementation of the EITI.

Man Kills Three Weeks Old Baby, Tries Shoving Body Into Boiling Pot

By Own Correspondent- An 18-year-old man from Chibuku village under Chief Nhema in Zaka took his three-weeks-old baby and tried to shove him into a boiling three-legged pot moments after killing the infant.

The man’s attempt to cook the baby failed because the pot was full of pumpkins and mealies, a local publication reported.

Masvingo provincial police spokesperson Chief Inspector Charity Mazula confirmed the heinous incident and said the accused was in police custody helping with investigations.

He said:

“We received a report of a man who killed his three-weeks-old daughter under bizarre circumstances. I can confirm the man is in police custody and is helping us do our investigations.”

Sources said Leo Nzara was at home with his 16-year-old brother, his aunt (his mother’s elder sister) Fancisca Dikinya (64) and his nursing wife when he allegedly committed the grisly crime at around 19:00hrs on March 25.

It all started when Dikinya received a text message and asked Nzara to read it for her as she could not do it herself due to failing eyesight.

Nzara, however, took the phone and threw it into the fire and Dikinya quickly retrieved it and admonished him for it.

An angry Nzara then left the outside fireplace and went into the kitchen hut where he repeatedly attacked his wife with a blunt object. Sensing grave danger, she managed to escape but Nzara followed in hot pursuit, picked a brick which he threw at her but missed.

“He went back in the kitchen and picked up the baby and smashed her head onto the ground. He then tried to shove the child into a three-legged pot that was on the fireplace outside but failed because it was full of pumpkins and mealies,” said a source.

“He then dropped the baby onto the ground where she lay bleeding until Dikinya came back and tried to administer first aid. It was, however, too late as the child had already died. It remains unknown what angered Leo so much that he would do what he did,” the source said.

The old lady then called other villagers and effected a citizen’s arrest against Leo before he was handed over to the police.-TellZim

7 Mutare City Council Employees Suspended On Fraud Allegations

By Own Correspondent- Mutare City Council has suspended seven employees attached to the finance department on allegations of fraud.

The workers, Moreblessing Dhliwayo, Hazvineyi Magobeya, Lovemore Murambwa, Duncan Nehara, Abigal Makweche and Tsitsi Katombo, were recently suspended without salary and benefits.

They will appear before a disciplinary panel next week after they reportedly siphoned thousands of dollars through dubious transactions in the banking hall.

Town Clerk, Joshua Maligwa confirmed the suspensions. He said the local authority was working around the clock to plug illegal financial leakages that were prejudicing council millions of dollars.

It Will Get Worse Before Getting Better: Brains Muchemwa

Zanu PF aligned businessman, Brains Muchemwa has posted that the situation in Zimbabwe is likely to worsen before getting better.

Posting on Twitter, Muchemwa said years of irrational subsidies drove money supply through the roof which is now culminating in inflation adding that the situation will get worse while eroding incomes to around USD100 per month before recovering.

“After years of irrational subsidies that drove money supply thru the roof, its payback time through high inflation. It will get worse, erode average incomes to around US100 per month before getting better.”

Zimbabwe is currently one of its worst economic crisis since the expiry of the inclusive government. This has resulted in a lot of pessimism from citizens who are having to bear the brunt of inflation and shortage of basics such as fuel among others.

The economic instability has also caused political instability as citizens’ anger continues to build up daily.

Harare Woman Speaks On Bathing With 5 Litres Of Water As City Crisis Escalates

A Harare woman identified on Twitter as Brenda Dube has shared with the local Zimbabwean community on how City of Harare has sharpened her expertise to bath with 5 litres of water.

Dube appealed to city fathers to be serious about the worsening water situation which she said had made life difficult for most residents.

” Living in the Capital city is a very humbling experience. I have since become an expert in bathing with 5litres of water. A whole big woman like me imagine! City fathers pliz be serious about solving the water woes! Can that be a city without clean drinking water in this century?”

ED Abandons Vic Falls Clean Up, Sends Mohadi Instead

Jane Mlambo| Sensing widespread condemnation for flying to the resort town of Victoria Falls for the clean-up exercise this Friday, President Emmerson Mnangagwa has not seconded his deputy Kembo Mohadi while he heads to Mutare.

According to Herald, Mnangagwa was expected to conduct this month’s clean-up campaign in Victoria Falls but it appears he is nolonger interested in going there and has chosen Mutare where his Presidential helicopter can easily reach.

Mistress Appreciates Lover, Tells Pregnant Wife “He Is Good In Bed”

By Own Correspondent- Two neighbours are at loggerheads after one of them allegedly told the other that her husband was good in bed, following the husband’s absence from his matrimonial home for close to two weeks.

Nancy Muvirimi claimed that her husband’s mistress, who is her neighbour, has been disturbing her peace and pestering her, telling her that her husband was good in bed.

The matter came to light, after Muvirimi dragged Simango to court, for disturbing her peace.

”My husband’s girlfriend has been calling me and sending text messages informing me how good my husband is in bed. We stay in the same neighbourhood and she is visiting my place of residence to see my kids when I am not around. She insults me whenever she sees me in public saying I am not responsible,” said Muvirimi before the court.

The court heard that Simango was also in the habit of insulting the complainant and spreading false information to her husband.

”She has been telling my husband that the pregnancy I am carrying doesn’t belong to him,” said Muvirimi.

Simango denied the allegations laid against her but admitted dating Muvirimi’ s husband.

Simango also added that she was, in fact, the victim, to Muvirimis death threats and insults, who was in the habit of visiting her place of residence.

Unapologetic, Simango added that she was justified for seeing the complainants husband because the two had met when Muvirimi and her husband had separated

” I have been seeing her husband for year now and he promised to marry me. We started dating when Muvirimi and her husband had seperated so she came back when she realised that she was preganant. I suggest being the second wife because I have been dating him for a long period of time and my relatives know him since I was also introduced to his parents,” she added.

Presiding magistrates Tafadzwa Miti ordered Simango not to insult or to harass Muvirimi.

‘Mugabe Must Face The Charges’

Jane Mlambo| Underfire former University of Zimbabwe Vice Chancellor Levi Nyagura has told the court to charge Mugabe over the awarding of his wife Grace with a PHD saying he was the chancellor of the institution and not him.

In an application for discharge, Nyagura said Mugabe is the one who is answerable, not him.

“At the relevant period it was Robert Gabriel Mugabe who was the chancellor…Robert Mugabe is the answerable person and must instead face the charges. Accused is the wrong person to charge,” read part of the application.

Nyagura Throws Mugabe Under The Bus

Suspended University of Zimbabwe (UZ) vice chancellor Levi Nyagura yesterday said he was being wrongly charged for illegally awarding former First Lady Grace Mugabe a PhD, insisting that the latter’s husband, former President Robert Mugabe who was the varsity’s Chancellor approved and conferred his wife with the PhD.

Citing Section 8 of the University of Zimbabwe Act, Nyagura, through his lawyer Advocate Sylvester Hashiti, said a vice chancellor was not responsible for the award of degrees.

Adv Hashiti gave notice to subpoena the former President, his wife Grace and President Mnangagwa so that they give evidence as chief officers.

The defence argued that the PhD was still in existence, adding that the current Chancellor, President Mnangagwa had the powers to revoke it.

Nyagura yesterday appeared before magistrate Mr Lazini Ncube for trial after the Constitutional Court threw out his challenge in which he was contesting a decision by the Prosecutor-General to delegate his prosecutorial powers to Messrs Tapuwa Godzi and Michael Chakandida of the Presidential Special Anti-Corruption Unit.

However, through his lawyer, Nyagura filed an application for exception and quashing of an indictment on the basis that the proper and responsible persons have not been brought to court.

“The accused was never the chancellor and has never been one at any given time particularly at the time when the PHD in issue was conferred on Grace Mugabe.

“The chancellor is the chief officer of the university. The accused was the vice chancellor and his powers are set out in terms of Section 8 of the University of Zimbabwe Act and this section provides no powers to confer or award degrees of any sort. In terms of this section, he is an officer of the university and does not act in his personal capacity.

“At the relevant period it was Robert Gabriel Mugabe who was the chancellor…Robert Mugabe is the answerable person and must instead face the charges. Accused is the wrong person to charge,” read part of the application.

“The charges by the State fail to consider three important facts. Firstly, the PHD in question remains extant. Its validity cannot be put in question by criminal process and lastly the former chancellor Robert Mugabe approved and conferred the degree and transcript,” he said in his written application.

He further questioned why none of the other persons involved in the enrolment, tutelage, supervision, recommendation and conferment of the PHD have been brought to court.

“The cited sections (of the University of Zimbabwe Act) clearly denote where the power to confer degrees lies.

“If any degree is not awarded pursuant to proper conduct, the awarding and conferring authorities are the ones liable at law for the conduct. In the first instance it would be the university, in the second, the chancellor and in the third senate or council depending on the facts of the matter.

“Nowhere does accused (Nyagura) come into it, especially in his personal capacity. The State cannot impute personal liability where same has been deliberately excluded by law.

“The State has not led any evidence from any member of any committee or council or senate who took objection to the conferment of the degree in issue.”

Nyagura pleaded for acquittal.

“For a criminal charge to suffice, it must not only allege commission of a crime but in terms of the Criminal Procedure and Evidence Act, must set out the facts and evidence that give rise to the charge itself.

“The charges and facts do not disclose any criminal offence and ought to be quashed on this additional basis. The accused prays that the charge be and is hereby quashed, the exception upheld and the accused acquitted,” read the application.

The State will file its written response today while oral submissions will be conducted on April 4.

Mangudya’s RTGS Dollar Plummets 20 Percent Since Introduction

Zimbabwe’s local currency, the RTGS dollar, has shed more than 20% of its value since its introduction as the availability of foreign currency on the formal market remains subdued.

By Friday the RTGS dollar had weakened to RTGS$ 3.0120 against the US dollar, a 20% drop.

Analysts attribute the continued slide of the local currency to the limited availability of foreign currency on the formal market, with export earners expecting it to weaken further. 

“There is a feeling in the market that the formal market rate is being managed by the central bank, so export earners are reluctant to sell. But now that the rate has weakened further, we expect the market to be liquid going forward,”said Walter Mandeya of Trigrams Investments.

Late in February, Zimbabwe introduced a new currency called the RTGS, or real-time gross settlement dollar, in the process abandoning its long-held 1:1 parity between the US dollar and its local transactional instrument – the bond note.

The introduction of the new currency was also accompanied by the introduction of a market-based foreign exchange market, where the value of the local currency against other global currencies would be determined by market forces, through what is called an interbank market.

At the start, the Reserve Bank of Zimbabwe put an official rate of RTGS$2.5:US$1. This has since devalued to current levels.

The official exchange rate is however 40% lower than what is prevailing on the parallel market, where the RTGS dollar is trading at 4.2 times the greenback.

MPs In No Show At GMAZ Parliamentary Hearing

By Own Correspondent- The Tafadzwa Musarara-chaired Grain Millers’ Association of Zimbabwe (GMAZ) yesterday turned up at Parliament for the Parliamentary Portfolio Committee on Lands and Agriculture Hearing regarding wheat procurement only to find that the legislators were in no show.

Last month, when they appeared before the committee, led by Gokwe Nembudziya member of parliament Justice Mayor Wadyajena, GMAZ officials were ordered to bring documentary proof relating to the grain procurement, foreign currency allocations by the Reserve Bank of Zimbabwe from January to March 2019, proof of wheat acquittals, names and contacts of suppliers and transporters, donations that the millers did during that period and several other issues pertaining to wheat and grain importation.

Wadyajena ordered GMAZ to appear before the committee yesterday after charging that they were unprepared and had not produced the needed documents.

However, he, and the rest of the committee members, yesterday failed to present themselves for the meeting.

The Lands and Agriculture Committee chairperson tweeted from the United States, where he was said to be visiting, accusing GMAZ of sending fake news alerts to journalists by inviting them to attend the committee hearing.

“Instead of submitting documents requested by @parliamentzim Portfolio Committee, GMAZ is inviting ‘media friends’ to cover a non-existent Parliamentary Portfolio Committee meeting!” Wadyajena’s tweet read.

Musarara and his team waited for about an hour for the committee members (MPs), and after none of them turned up, their lawyer advocate Thembinkosi Magwaliba then addressed the media.

Magwaliba said the Lands and Agriculture Committee should have informed GMAZ that the meeting had been postponed because it was the committee which invited them to appear before Parliament on April 2 (yesterday).

“The committee should have informed us (GMAZ) that the meeting has been postponed, but we do not even have that statement or communication. A Parliament officer has confirmed now that it has been postponed, but we were not furnished with the reasons,” he said.

“It is not us who invited ourselves to appear before Parliament. It is not our business to also chart the way forward. It is Parliament that invited us to appear before them on April 2, and they have to chart the way forward.”

Magwaliba said the documents that the committee had requested were actually handed to Parliament last week on March 27, contrary to Wadyajena’s assertions that they had not submitted them.-

Two Die In Separate Incidents Of Knife Crime

TWO people from Old Pumula suburb in Bulawayo died within a 300 metre radius in two separate incidents of knife crime yesterday while a teenager is battling for life in hospital after being stabbed.

Mthokozisi Phakathi (19) died while his friend Blessed Zulu (18) is battling for life at Mpilo Central Hospital after they were stabbed with a knife at around 1.30AM near Godlwayo Primary School for allegedly stealing a cellphone belonging to another teenager, Thabelo Ndlovu (19), who lives in the same neighbourhood.

In less than six hours, Phillip Chapula (72) was also stabbed to death between 5AM and 6AM while on his way to work near the scene of the first murder.

Bulawayo police spokesperson Chief Inspector Precious Simango confirmed both incidents.

She said Mthokozisi was stabbed twice on the left side of his chest and stomach leading to his death on the spot.

Chief Insp Simango said police have launched a manhunt for Thabelo in connection with the attack on the two teenagers and are still investigating who was behind the murder of the senior citizen.

 “Police are investigating a double murder and attempted murder following the killing of two people in Old Pumula. We urge members of the public to exercise restraint, particularly in reference to the case involving teenagers. On the other hand we are yet to ascertain the reasons that could have resulted in the senior citizen being killed,” she said.

Chief Insp Simango urged residents who might have information that may lead to the arrest of the murder suspects to report to the nearest police station.

A tenant at the late Mthokozisi’s family home, Ms Martha Mpofu, said Thabelo stabbed the two teenagers after accusing them of having stolen his cellphone.

She said they were awakened by Blessed’s screams for help only to discover that Mthokozisi had been killed. 

Ms Mpofu said the teenagers were coming from a shebeen in the middle of the night drunk leading to the stabbing incident in the early hours of yesterday.

 “We were awakened by the screams of one of the boys yelling that he was being killed. He had been stabbed. So when we went out to check, we found Mtho already dead while Blessed was seriously injured. He had stab wounds all over the back, on the stomach and a knife went through one of his hands,” she said.

 “The challenge we have is that these young guys have become uncontrollable. You would never know what they are really up to. Mtho lived with his great grandmother while his mother works in South Africa.” 

At around 10AM yesterday, The Chronicle arrived at the scene where the second murder victim, Chapula, was killed.

Police officers had already removed the body from the scene while detectives were conducting investigations. 

His son Mr Nomad Maguwa said the family suspects that he was killed during a robbery.

“He was a brick moulder working at a local high school. We just saw people coming to inform us that my father had been stabbed. No one seems to know what really happened besides that they found him lying here. He had a deep stab wound on his stomach. He bled profusely,” said the distraught son. 

Chapula’s wife, who is said to have left home earlier to buy some wares for resale, broke down as she arrived at the scene.

She cried uncontrollably while family members consoled her before they scooped the bloodied soil.

Gvnt Moots Repatriation Of Tropical Cyclone Idai Victims Buried In Mozambique

By Own Correspondent- Local Government, Public Works and National Housing Minister July Moyo has confirmed that at least 82 Zimbabweans whose bodies had been swept away by Tropical Cyclone Idai flooded rivers have been buried in Mozambique.

Speaking during a tour of cyclone-hit areas in Bikita on Sunday, Moyo said that government would compensate families of those whose bodies had been buried in Mozambique while modalities for their possible repatriation are being planned.

Said Moyo:

“The President has sent his condolences to bereaved families who lost their relatives during the just-ended cyclone disaster and as Government we will give each of the families $1 000 cash that will be sent from the Provincial Administrator’s office and we are continuing the search for bodies in Chimanimani where quite a number of people remain missing.

We, however, want to thank communities in Mozambique who are close to Chimanimani for the help they offered to bury the remains of our people.

There is a place where 60 bodies were found and another 15 and also another seven and they buried them as they could not keep them anymore.

Right now we are not in a hurry for the interred bodies in Mozambique to be exhumed though that might be done later on when the situation normalises.”

Moyo previously said that as many as 300 bodies had been washed away into Mozambican waters.

Gukurahundi Survivors Who Relocated To Botswana Not Eager To Return Home

By Own Correspondent- Plans to repatriate hundreds of Gukurahundi survivors living in Botswana back to Zimbabwe have been temporarily shelved after they showed an unwillingness to return home.

About half of the 700 Zimbabwean refugees living at Dukwe Camp in Botswana were set to be repatriated in January but only four families are reported to have arrived.

The repatriation was stopped after the intervention of the United Nations High Commissioner for Refugees (UNHCR) which wanted to ascertain that the return was voluntary rather than forced.

The Minister of Labour and Welfare, Sekai Nzenza confirmed the development on Tuesday.

She said:

“It was temporarily stopped, but it’s work in progress. Let me check what really caused the stoppage and will come back to you and update you correctly.”

An official at the Botswana embassy identified as Makomani spoke to a local publication and said:

“It has been a sensitive issue which had to be done with a high level of proficiency and not done by the Botswana embassy only, but the UN office.

It’s not that you force people to go, but they have to apply and go voluntarily. No one is forced to take part in the exercise and we have to do it in consultation with our partners in Zimbabwe.

There’s no way we can refuse to repatriate them, we are friendly countries and we have to do it according to rules. The other issue is that those who were supposed to receive them were occupied with the Zanu PF conference and when they became ready, Botswana wasn’t ready.”-Newsday

Police Ransacks Bulawayo Shebeen, 80 People Arrested

A MAJOR police operation in Bulawayo’s Pumula suburb targeting shebeens and drug peddlers has resulted in the arrest of one murder suspect and 80 others for various offences.

The crackdown follows the killing of two people in the suburb on Monday. 

Phillip Chapula (72) was killed on his way to work within a 300 metre radius where a teenager Mthokozisi Phakathi (19) had been stabbed to death hours earlier.

Phakathi’s friend Blessed Zulu (18) is battling for life at Mpilo Central Hospital after the pair was allegedly stabbed by Thabelo Ndlovu (19) who accused them of stealing his cellphone.  Chapula was allegedly killed during a suspected robbery.

The double murder and attempted murder incidents saw cops reacting swiftly to restore normalcy in the suburb. 

Bulawayo police spokesperson Chief Inspector Precious Simango yesterday said a suspect was arrested on Monday in connection with Chapula’s murder.

“We have since arrested a suspect in connection with the murder of a 72 year-old man. The suspect is assisting us with our investigations. We are still following leads over the murder of the teenager and attempted murder of the 19 and 18-year-old boys respectively,” said Chief Insp Simango.

The police spokesperson said the Officer Commanding Bulawayo Metropolitan Province Commissioner Bernard Dumbura and his team which includes the Officer Commanding Nkulumane District Chief Superintendent Marshal Dube were worried about heinous crimes that were recorded in the city over the past few days. 

Four people died in Bulawayo following stabbing incidents within the last two weeks.

 Chief Insp Simango said as a result police have launched an operation targeting drug peddlers, those running shebeens as well as those found drinking in public and those found in possession of dangerous weapons in the suburb.

“The ongoing operation has resulted in the arrest of 80 suspects. We conducted stop and search operation where we arrested some people who were found in possession of dangerous weapons which we recently prohibited. We arrested drug peddlers mostly found in possession of mbanje and one of the suspects was found with 40 twists of mbanje. We also raided shebeens in the suburb and confiscated alcohol in the process,” she said.

 “We believe shebeens are perfect hiding places for some of the criminals that commit some of these crimes and can even sell alcohol to teenagers who after being intoxicated commit unthinkable crimes.”

Chief Insp Simango said police officers will remain on the ground weeding out criminals until there is sanity in the suburb.

She said community members should never be threatened to move around in their suburbs due to criminal elements.

Mbire Brothers Drown In Musengezi River

Three brothers from Matanhura village in Mbire district drowned after their canoe sank in Musengezi River on Sunday afternoon.

Sikhumbuzo Mhlanga (19), Tanatswa Kazingizi (10) and Andrew Zawada (7) drowned on their way home from a Sunday church service along Musengezi River.

Mbire legislator Douglas Karoro (Zanu PF) confirmed the incident.

“I can confirm a case of drowning in my constituency, where brothers drowned along Musengezi River on Sunday and were buried on Monday. The burial ceremony was punctuated by high emotions and a sombre atmosphere. Everyone was asking why death would rob the lives of innocent children coming from church,” Karoro said.

“The children did not notice that the canoe they were travelling in had a hole, hence water got into the canoe until it was weighed down, leading to its sinking. They tried to swim, but they got tired and gave up,” one witness who declined to be named said.

In another case, a 17-year-old girl from Ndaro village, ward 5 in Mbire under Chief Matsiwo committed suicide on Sunday morning after she was confronted by her father on her alleged promiscuous behaviour.

Sharon Kaamurandu’s body was discovered hanging from a tree by a passer-by.

Karoro bought coffins for all the four deceased and urged people in the constituency to respect the sanctity of human life.

Govt Tightens Collective Job Action Laws

Government has started to change laws that govern civil servants, including clipping their political wings so that they may be apolitical as required by the Constitution.

Briefing journalists at a post-Cabinet meeting yesterday, Information minister Monica Mutsvangwa said her Public service, Labour and Social Welfare counterpart, Sekai Nzenza had tabled a proposal to amend the current Public Services Act and align it with the Constitution.

“The amendment seeks to inter alia, align the condition of service for the civil service to the Constitution, provide staff of the Civil Service Commission and the establishment of the National Joint Negotiating Forum for negotiations before engaging in collective job action,” Mutsvangwa said.

“The amendments also provide mechanism for the implementation of collective bargaining rights and provide for political neutrality of the civil service.”

In the past, senior civil servants have been accused of dabbling in partisan politics with many of them accused of favouring the ruling Zanu PF party.

The proposed law will also deal with public administration and make it law for senior civil servants to declare their assets as well as establish a code of conduct for the same.

Cabinet also discussed the on-going rescue efforts underway in Chimanimani and Chipinge following the effects of Cyclone Idai and the State was now looking for more aircrafts to airlift relief service to collection points that are still inaccessible.

“It is noted with sadness that the figure of human fatalities has now risen to 268 and is still expected to rise as the search efforts continue,” Mutsvangwa stated.

According to Mutsvangwa, Cabinet was now preparing to extend its begging bowl for both local and international aid in respect of the cyclone disaster.

On the business side, Cabinet approved proposals to change the securities and exchange laws that were presented by Finance minister Mthuli Ncube. The changes, according to Mutsvangwa, seek to address the existing deficiencies and align the current law with market development and international best practices.

Key suggestions aim at providing a law that demands full disclosure of financial results, risks and other information which is material to investors.

“The proposed amendments aim to achieve the following: expanding the scope of regulation of capital markets to cover issues of securities, eliminating regulatory arbitrage in the capital markets and introducing civil penalties for contravention of the Act,” Mutsvangwa said.

By Eddie Cross| Today Zimbabwe reminded me why I think this is such an amazing place to live. I woke at just after five, outside it was crisp, dew on the grass and the birds just waking up with me – a pair of Robins serenading each other from the bottom of the garden.

Just enough of a chill in the air to make it invigorating. A deep blue sky being rolled back above me. At midday it was about 25 degrees Celsius – bone dry with green grass and bush stretching to the horizon.

I drove down town to a cafe for breakfast with a few friends and enjoyed a cup of coffee at a place where I was greeted by name by the security guard at the gate and by every waiter. We sat in the garden with shade provided by a collection of trees from all parts of the world.

And it’s not just the physical beauty of the place and the magnificent weather, it is the people. I drove through an intersection where the robots (traffic lights) were not working and a street kid was directing traffic. At an intersection a 30 tonne truck pulled up next to me – the driver gave me a big grin and a wave.

A Church put out an appeal for aid for the people caught up in the cyclone in the East and the Police had to direct traffic when the response simply overwhelmed the Church.

One elderly women walked 17 kilometres to give her surplus kitchen utensils – carrying them on her head. A local Businessman who saw the picture of her doing so, came up with an offer to buy her a home of her own.

I am not saying this is paradise – but heck there are compensations and I think this is a great place to live in and call home. Here the thing we call the ‘Africa Bug’ is alive and well and often takes visitors hostage.

When Emmerson Mnangagwa launched the exercise in November 2017 to remove Mugabe from power, it was our people who gave the operation legitimacy by a national demonstration of joy and support for the tough soldiers on every street corner.

This was not contrived and people across the globe watched as we freed ourselves from a tyranny – many with tears in their eyes as they watched history being made in a small way in an African State that had lost its way after Independence.

And boy, had we lost our way!! We did it big time and as a consequence all our economic and social fundamentals were so far out of kilter that we were no longer able to give a decent standard of living to our people, no longer able to feed ourselves, no longer able to give our children an education that would prepare them to compete in an increasingly complex world.

Millions of our people were now living abroad, at home, life expectancies plummeted and our young people dreamed of moving away to anywhere that might give them a better chance at life. Our rich and wealthy made their money, not by enterprise and hard work but by patronage, stealth and corruption.

In the process, creating a country where the disparity between the rich and the poor is as great as anywhere in the world. By and large, Zimbabweans agreed they had been better off before Independence and that our liberators had messed up, big time.

The new Government had a rough start – the first six months a confused mixture of those who felt they deserved power and a ‘chance to eat’ because they had supported the small group who engineered the transition and the old guard who had survived the purge. Then the election and the emergence of a Government without real political roots in our society. Ethnically the centre of power moving from Mashonaland West to the Midlands.

Facing a hostile and sceptical world and the Zimbabwe population, the new leadership struggled to convince people that anything had changed, but it had. The dictatorship of Mugabe who had ruled Zimbabwe with an iron rod for 38 years had been swept from power.

The new leadership knew they had to win the support of the people before 2023 or be swept away just like Mugabe. A transition was underway and the new Government needed the help of the both the domestic and the international community to fix the problems they had inherited. Did we really think we could fix all our historical problems without pain? If we did we were mistaken.

The adopted mantra of the new Government was ‘we are open for business’ but this false store front hid a far wider agenda of reform and change. In days after the November 2017 transition the new President had instituted far reaching reforms to the very institutions that had carried him into power.

The leadership of the security services and the armed forces were changed, in succeeding months the military Junta which had kept Mugabe in power since Independence and which had increasingly subverted constitutional and civilian government was dissolved. The reform of the security forces is continuing and has a long way to go but a great deal has been achieved in the past 15 months.

In August 2018 he appointed a new team at the Ministry of Finance – not just Mthuli Ncube but a whole raft of changes at a senior level. The new team lost no time – a ‘Transitional Stabilisation Plan’ was crafted and a program of reform to fiscal and monetary policy agreed and rolled out.

The changes have been dramatic – in weeks the fiscal deficit was eliminated, then foreign exchange balances in the Banks ring fenced and protected. Then monetary reform and right now we are in the process of gradually allowing exchange rates to find a rate at which supply and demand are in equilibrium.

Soon a new currency will follow and normal conditions of trade within a stable money market restored after three decades of chaos. The new Minister was clear – this would be a time of austerity while we found our feet in a new dispensation of fiscal and monetary discipline. He was not exaggerating in any way – our living standards have plummeted and the real value of our local currency devalued to 25 per cent of what it was two years ago.

But it was necessary and all Zimbabweans should understand this and I call it the struggle for realignment to the new realities of our situation after decades of economic delinquency. The impact of these changes has been dramatic and the process will continue for much longer.

But we are establishing a market driven economy and the process of what we call ‘price discovery’ is well underway – this refers to the way the markets establish equilibrium and balance when they are allowed to do so. The State can only guide and stabilise this process, they cannot stop it and any attempt to do so will end in failure.

The new dispensation is going to strengthen the productive elements in our society – those who actually produce value are going to prosper and in the process this will eventually make Zimbabwe one of the fastest growing economies in the world – one of the new African Lions of Growth. The consumptive elements – including the corrupt and those who have been feeding at the trough of patronage and privilege are going to find themselves being forced to work and use their ill-gotten gains to actually make a living for once.

But for the ordinary person living on a fixed salary or trying to make a living on the margins of society and in the massive informal sector we have, this is a time of painful sacrifice and I am just amazed at how patient they have been.

The floating of the currency from 1:1 with the US Dollar to the levels prevailing today of 3,1:1 on the official interbank market and 4,5:1 on the open market means that prices have had to rise 3 to 4 times. Many firms have increased salaries but the changes have been marginal. Fuel prices were first, maize meal and bread will follow along with vegetable oils.

Major adjustments are now needed to salaries and disposable incomes and this MUST be the next area to receive attention and Mr. President, please explain what you are doing when you have to do whatever is necessary – not like the fuel price adjustment.

If we know what you are doing and why and the reasons are reasonable we will take the pain but we need to know that they are taking us towards the new beginnings that were promised when we said yes to the removal of Mugabe.

MPs Bunk GMAZ Hearing On Wheat Procurement

THE Tafadzwa Musarara-chaired Grain Millers’ Association of Zimbabwe (GMAZ) yesterday turned up in Parliament to be grilled by the Parliamentary Portfolio Committee on Lands and Agriculture on issues pertaining to procurement of wheat, only to find that the MPs were not present for them.

Last month, when they appeared before the committee, led by Gokwe Nembudziya MP Justice Mayor Wadyajena, GMAZ officials were ordered to bring documentary proof relating to the grain procurement, foreign currency allocations by the Reserve Bank of Zimbabwe from January to March 2019, proof of wheat acquittals, names and contacts of suppliers and transporters, donations that the millers did during that period and several other issues pertaining to wheat and grain importation.

Wadyajena ordered GMAZ to appear before the committee yesterday after charging that they were unprepared and had not produced the needed documents.

However, he, and the rest of the committee members, yesterday failed to present themselves for the meeting.

The Lands and Agriculture Committee chairperson tweeted from the United States, where he was said to be visiting, accusing GMAZ of sending fake news alerts to journalists by inviting them to attend the committee hearing.

“Instead of submitting documents requested by @parliamentzim Portfolio Committee, GMAZ is inviting ‘media friends’ to cover a non-existent Parliamentary Portfolio Committee meeting!” Wadyajena’s tweet read.

Musarara and his team waited for about an hour for the committee members (MPs), and after none of them turned up, their lawyer advocate Thembinkosi Magwaliba then addressed the media.

Magwaliba said the Lands and Agriculture Committee should have informed GMAZ that the meeting had been postponed because it was the committee which invited them to appear before Parliament on April 2 (yesterday).

“The committee should have informed us (GMAZ) that the meeting has been postponed, but we do not even have that statement or communication. A Parliament officer has confirmed now that it has been postponed, but we were not furnished with the reasons,” he said.

“It is not us who invited ourselves to appear before Parliament. It is not our business to also chart the way forward. It is Parliament that invited us to appear before them on April 2, and they have to chart the way forward.”

Magwaliba said the documents that the committee had requested were actually handed to Parliament last week on March 27, contrary to Wadyajena’s assertions that they had not submitted
them.

White Farmer Shoots Employee, Claims He Thought It Was A Dog

A CHIPINGE white commercial farmer, who allegedly shot his employee, told the court that he had mistaken him for a stray dog.

Joubert Francois Johannes (36), of Lushof Farm, appeared before Chipinge magistrate Joshua Nembaware last week and pleaded not guilty to negligently causing serious bodily harm to the employee.

In his defence, Johannes said he did not intend to shoot the complainant, Frank Fuyana, but mistook him for a stray dog.

“It was drizzling and there was mist so I didn’t see the complainant,” Johannes said, before applying for discharge at the close of the State’s case through his lawyer Langton Mhungu.

The complainant, Fuyana, also appeared to be exonerating his boss in his evidence-in-chief after he said Johannes mistakenly shot him as he wanted to shoot stray dogs which had invaded his farm.

However, Nembaware ruled that Johannes had a case to answer and should be placed on his defence.

The case continues tomorrow.

Prosecutor Gift Bikita told the court that on October 5 last year, Johannes and his employee, Fuyana were under a dairy shed at around 6am.

Johannes then saw stray dogs which had entered his kraal and went to his farm house to collect his shotgun.

At the same time, Fuyana also left the shed going to the guardroom, where he wanted to prepare a meal.

When the farmer returned, he fired at the stray dogs, killing one instantly and another bullet reportedly strayed and hit Fuyana on the stomach and he suffered serious injuries.
He was rushed to hospital, where he was admitted and the bullet was removed.

A report was made to the police, leading to Johannes’ arrest

Sekuru Banda Donates To Boxer Alphonse Zvenyika’s Academy

Jane Mlambo| Zimbabwe’s most sought after traditional healer Sekuru Banda has donated an assortment of groceries towards popular boxing legend Alphonse Zvenyika’s academy based in Mbare, Harare.

Speaking during the handover ceremony, the millionaire healer based in Harare said he was moved to assist the academy as it is doing a good job to support homeless youths with life skills.

“Recently, we donated money towards the establishment of a half-a-million United States dollars drug rehabilitation centre. While construction is yet to start, we found it worthwhile to target a place where children are being taught some life skills. In my quest to identify suitable institutions, I selected Alphonso Zvenyika’s Boxing Academy in Mbare.

“Through our discussions, I made a decision to support the academy. On 2 April 2019, as part of the partnership, I supplied groceries to the academy. I have pledged to buy the academy its training kit comprising gym equipment, punching bags, gloves as well as to build them a suitable state-of-the-art boxing ground,” Sekuru Banda said.

In his speech while accepting the donation, Alphonso Zvenyika heartily thanked Sekuru Banda for his kind gesture.

“Boxing is regarded by many as an elite sport so we always struggle in finding partners or sponsors at our academy. I was thrilled when Sekuru Banda initially phoned me to say he wanted to partner with us. At first, I thought it was a joke or one of the empty promises that always come from prominent in society. Little did I know that Sekuru Banda was actually serious. Today, he phoned me early in the morning to say that he would be visiting us.

“He brought with him an assortment of groceries including maize meal, cooking oil, sugar, Mazoe and salt, just to mention a few. The groceries will go a long way in addressing our challenges with food to feed the children we train at the academy,” Zvenyika said.

Sekuru Banda said the gesture was just a drop in the ocean compared to what he is going to do to the academy as outlined earlier.

Sekuru Banda is a well-known philanthropist whose footprint include helping source some sunscreen lotions for people with albinism, donating to cholera victims in Budiriro and Glenview as well as those affected by Cyclone Idai in Manicaland.

Byo And Matland Provinces Lose Constituencies Due To Low Voter Registration Figures

BULAWAYO, Matabeleland North and South, and Masvingo are likely to lose some constituencies in the next delimitation exercise while Harare, Mashonaland West and Mashonaland Central are expected to gain an average of two if findings of an independent electoral watchdog are anything to go by.

The delimitation research findings are contained in a Zimbabwe Election Support Network (Zesn) report unveiled in Bulawayo on Friday.

Zimbabwe last carried a delimitation exercise in 2007 ahead of the 2008 harmonised elections.

According to section 161 of the Constitution, electoral boundaries must be delimited once every 10 years after a census. This means the next exercise would be in 2023.

In its findings, Zesn said Bulawayo, among other provinces, will likely lose some constituencies owing to the low number of registered voters.

“There are provinces that will decrease in the total number of constituencies (Bulawayo, Matabeleland North and South, and Masvingo); there will be provinces with an increase in the number of constituencies based on the registered voters (Harare, Manicaland, Mashonaland West and Mashonaland Central) and the number of constituencies in some provinces will remain unchanged (Mashonaland East and Midlands),” the report read.

Zesn said to calculate the proposed number of constituencies, the number of registered voters were divided by the total number of constituencies to obtain the average registered voters per constituency and, to find the number of constituencies per province, total provincial registered voters were divided by the average.

Bulawayo with 257 924 registered voters, Matabeleland North (338 593) and Matabeleland South (263 690) and Masvingo (616 079) will likely lose an average of two constituencies each, according to Zesn.

Harare with 899 333 registered voters will likely see an increase from 29 to 33 constituencies, Mashonaland West (654 272) 24 from the current 22 and Mashonaland Central (531 310) 18 to 20 constituencies, respectively.

Zesn noted that its findings give political parties and other stakeholders the opportunity to make meaningful representations about constituency boundaries redrawing to avoid controversies witnessed in the last delimitation exercise.

The 2007 exercise was dismissed by the opposition as favouring Zanu PF after the Zimbabwe Electoral Commission allocated 143 constituencies to communal areas – the ruling party’s strongholds.

Lawyers representing him told the magistrate court that only Chancellors are responsible for awarding degrees and at the time President Robert Mugabe was the Chancellor.

Said Nyagura’s lawyer in an application for exception and quashing of his indictment.

The accused was never the chancellor and has never been one at any given time particularly at the time when the PHD in issue was conferred on Grace Mugabe.

The chancellor is the chief officer of the university. The accused was the vice chancellor and his powers are set out in terms of Section 8 of the University of Zimbabwe Act and this section provides no powers to confer or award degrees of any sort. In terms of this section, he is an officer of the university and does not act in his personal capacity.

ZANU PF Supporters Camp At U.S Embassy Demanding Removal Of Targeted Sanctions

A group of seven ZANU PF Supporters has camped at the United States Embassy in Harare calling for the removal of the illegal sanctions the country imposed on Zimbabwe and vowed to stay put until they are removed.

Operating under the banner of Broad Alliance Against Sanctions, the group has been at the embassy since Friday last week and have urged Zimbabweans to follow their lead in calling for the lifting of sanctions that have crippled industry and cost the country over US$50 billion in the last two decades.

The organiser of the vigil Mr Calvern Chitsunge said the sanctions imposed by the US had proved that they were targeting all Zimbabweans.

“We have organised this vigil to show the world that sanctions are not targeted at the individuals on the list, but all Zimbabweans,” he said.

“We have decided to indefinitely camp at the embassy because we have realised that other forms of protests have failed.

“The sanctions are not hurting those people on the targeted list, but the ordinary and disadvantaged members of our community.”

Mr Chitsunge said a lot of companies countrywide had closed as a result of sanctions as they cannot access lines of credit while hospitals have a shortage of drugs and equipment.

“Those people in leadership positions that they claim to have targeted are not suffering like what the ordinary person is doing. This shows that the sanctions are targeting the whole of Zimbabwe,” he added.

The US government has maintained a sanctions regime against Zimbabwe since 2001 as a direct response to the country’s fast track land reform programme meant to correct colonial land ownership imbalances.

However the plans may have changed after the team’s trip to China and the project has taken a different route. I can confidently confirm that this project is bigger and greater than my personal gains and as such I would like to apologize to Hon. Minister Murwira, one of he most honorable men I have come to know together with the Verify Engineering Executive members, especially Eng Tapfumanei.

Without favor I can confidently say these are patriotic men who I speak in high regard because of their integrity and work ethics. I strongly believe I rushed into taking action against Nkosikhona Holdings a Consortium Member of Magcor International without understanding the dynamic facts of the project.

I strongly believe Nkosikhona Holdings,7 a Consortium Member of Magcor International will not runaway from its due responsibility of paying my commission and as such I see it fit, that I take a step back and allow them to work on this prestigious project that is futuristic which will help & benefit Zimbabwe in the future.

I worked for Nkosikhona Holdings – the executive is one to be respected and be trusted.

They work with honour, love and passion at the same time identifying each other as family despite the different nationalities. It was an honour working with them and I regret the damage that I may have caused to the reputation of this reputable consortium.

Man Takes Advantage Of Cyclone Idai Displacements To Rape Mentally Challenged Woman

A Chimanimani man was busted by other villagers while raping a mentally ill woman from the same area.

The accused  Tawanda Mlambo Hangara was reportedly arrested while in a queue for food for the displaced Cyclone Idai victims.

Hangara allegedly took advantage of the victim’s mother’s absence  and allegedly dragged her to a nearby bushy area where he raped her.

However, he was caught red-handed by two fellow villagers who were passing by and had heard noise coming from that direction.

Hangara fled the crime scene.

The villagers informed the woman’s mother on her return from the fields who, in turn, informed other villagers.

They agreed to report to the police, but Hangara could not be located.

The complainant was taken to hospital where a medical report revealed that, indeed, she had been sexually abused.

The accused was arrested this week in a queue for food aid.

MDC Legislator Arrested For Violence And Attempted Murder

Police yesterday arrested MDC legislator for Zengeza East, Goodrich Chimbaira (47) and the party’s Chitungwiza Ward 14 councillor Chengetai Nyagonda (48) on charges of public violence that occurred at the party’s Ward 17 councillor Fungai Magadzire’s home in Chitungwiza on Saturday.

Chimbaira is facing another charge of attempted murder after he tried to run over Chitungwiza deputy mayor Jabulani Mutunzi with his Toyota Fortuner.

Five complainants have come forward raising charges of public violence against Chimbaira and his co-accused.

Police spokesperson Assistant Commissioner Paul Nyathi yesterday confirmed the arrest of the two.

“I can confirm that police have arrested Goodrich Chimbaira and Chengetai Nyagonda on charges of public violence,” he said.

“The two are detained at Chitungwiza Police Station.”

Sources said: “After Chimbaira and a group of MDC-Alliance youths beat Magadzire, he then drove his Toyota Fortuner and tried to run over Mutunzi (35) who is the deputy mayor and Ward 15 councillor in Chitungwiza and he was rescued by members of the public. For that charge, we are sure that Chimbaira is likely to face an attempted murder charge.”

Xenophobic Displaced Malawians Write Letter Of Apology To South Africans

Malawian Shakira Bakuwa fled her home in Burnwood last week with her husband and three-year-old daughter 

Malawian nationals driven out of their homes in Durban’s Burnwood informal settlement last week over theft allegations, wrote a letter of apology on behalf of whoever had wronged the angry locals who rounded on them.

“As a sign of extending an olive branch, the Malawian nationals wrote a letter apologising for those that have committed the act of crime,” the statement from the Ethekwini Municipality said on Monday.

“This gesture was overwhelmingly welcomed by the locals who indicated that they were ready to welcome the Malawian nationals back to the community.”

This was after a fraught week following accusations that a Malawian national had been found in possession of stolen goods “that belonged to a South African”.

Over 200 Malawians fled from Burnwood for refuge at police stations and a mosque.

Ethekwini municipality said, however, that the situation over an allegedly stolen item was “hijacked” by a group of locals and criminals.

A meeting was held on Saturday between the community of Burnwood, near Sydenham, eThekwini municipality mayor Zandile Gumede, and the acting Malawian High Commissioner to South Africa Gloria Bamusi.

A group of about 105 Malawi nationals have, however, asked to be repatriated.

They will be helped by the International Organisation for Immigration and the Malawi High Commission.

Gumede hoped that by Wednesday all the processes would have been concluded.

Framework For Disclosure Of Assets By Civil Servants Approved

By Own Correspondent| In her post cabinet briefing Tuesday, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa said that government has approved the framework for the disclosure of assets by civil servants in what could be described as a “first for public administration in the country.”

This disclosure of assets is meant to fight corruption. There’s no mention on how the framework will be implemented or the timelines of implementation.

Mutsvangwa however said that the government is now on how civil servants conduct themselves while executing their duty to ensure that they are politically neutral as demanded by the Constitution of Zimbabwe.-StateMedia

Stray Bullet Kills 62 Year Old Vic Falls Gogo

A 62-YEAR-OLD woman from Jambezi outside Victoria Falls died on the spot at her homestead when a stray bullet fired by a ranger in an attempt to kill a problem elephant hit her on the head.

Ms Irene Munsaka died on Monday night at her homestead in Chenamisa village, about 13km from Cross Mbizha along the Hwange-Victoria Falls road.

Rangers from Hwange Rural District Council (HRDC)’s Community Areas Management Programme for Indigenous Resources (Campfire) had visited the area between Jambezi Centre and Chikandakubi to drive away problem wild animals that have been terrorising villagers.

Elephants, buffaloes, lions and hyenas visit human settlements in search of water and food as human-wildlife conflicts escalate in communities adjacent to game parks because of drought.

With a majority of water sources in areas bordering Hwange National Park in Matetsi area drying up, wild animals visit Chenamisa village to drink water from a spring shared by the community and their livestock.

“She was in her yard around 8PM when she was shot on the head and died on the spot. The rangers shot at an elephant but missed it. A bullet strayed into her homestead and hit her on the head. What we don’t know is why the rangers shot in the direction of the homesteads when the elephants should have been on the side of the fields,” said Chenamisa village head Mr Frazer Munsaka who is also the now deceased’s younger brother.

He said villagers alerted Campfire officers immediately after the incident happened.

Another relative, Mr Emmanuel Tshuma, accused Campfire officers of negligence adding that the family wants compensation.

“This shows that they didn’t take precautionary measures to make sure they don’t harm villagers.People have lost crops and livestock to these wild animals and now we have lost a person because of negligence. Investigations should be done and they have to compensate us,” he said.

Zimbabwe National Parks and Wildlife Management Authority spokesperson Mr Tinashe Farawo confirmed the incident but said the wildlife authority was not directly involved.

“We received such a report but you should know that it’s not our rangers. Zimparks gave powers to Campfire to deal with problem animals in communities and the matter has been reported to the police as investigations continue,” he said.

HRDC chief executive officer Mr Phindile Ncube said the incident was an accident.

“We’re aware of the issue. They didn’t shoot at a person but a bullet strayed,” he said.

Police took Ms Munsaka’s body to Victoria Falls Hospital mortuary yesterday.

 As the opposition Movement for Democratic Change (MDC) elective congress slated for this May heats up, embattled party secretary general Douglas Mwonzora has castigated party deputy chairperson Tendai Biti and vice President Professor Welshman Ncube alleging the two are threatening to split the party again.

Professor Ncube and Biti rejoined the main MDC in 2017 at the late party founding father Richard Morgan Tsvangirai’s blessing whose grand plan for the 2018 general elections was an opposition ‘big tent’

Ncube and Biti broke away from the MDC in 2005 and 2014 on the back of misunderstanding with Tsvangirai.

“We want everybody back. But coming back has its responsibilities as well. You don’t come back to the party in order to split it again.  This is where I am a bit unhappy because some of these people are senior people, instead of uniting the MDC, some of them are now saying things which have the effects of splitting the MDC. We remained with Nelson Chamisa here when other people had left. We kept the party together.

Mwonzora said he is not considering retaliation in the event that he wins the party presidency at the congress saying he holds a relative respect for both Biti and Professor Ncube.

Mwonzora said the huge assignment that lies ahead of him in any event he wins the party presidency is to reunite the party with a view to help it rediscover its founding values.

“The good thing about me is that I am not retributive by nature.  My friends, my enemies as well will attest to the fact that I receive criticism quite well it’s the right of the people to criticize me without suffering any consequences.

“What I will try to do if I were to contest for the presidency and win it is to reunite the party. Bring back the party to its founding values. This party has got values.  These are the values we must live, democracy, tolerance, justice, fairness, solidarity all these have to be brought back,” Mwonzora said.

Asked on whether he will consider walking away from the party if he lose in the forthcoming elective congress, the veteran politician knocked down the supposition pledging to support the winner and remaining faithful to the party.

“Why should I? Democracy is the dictatorship of the majority. Once you put yourself up for election, you have to live to the two possibilities. The first possibility is that you win and that’s good for you. The second possibility is that you do not win.

“So if you do not win an election you must accept that you have not won. You must accept that the other person has done better than you. So If I were to contest for that position and I do not win, I will serve under the person who has won,” he added.

Parly Probe Behind Contract Termination For ZINARA Director?

By Own Correspondent- In an unexpected twist of events, the contract of ZINARA’s operations and human resources director, Precious Murove has been terminated amid Parliamentary inquiry.

The inquiry is over a recent Grant Thornton report that unearthed misappropriation of about US$71 million by the road authority.

The audit report revealed that Murove signed most of the questionable contracts which led to the inquiry.

The report also questioned Murove’s appointed to his executive position given that he was a mere holder of a diploma in theology.

Murove’ absence was noteceable when the Zinara management today appeared before the public accounts committee.

The ZINARA team was being led by its acting chief executive officer Methelane Mujokoro. It was then revealed that Murove was no longer with the road authority. 

Mujokoro was accompanied by Zinara finance director Simon Taranhike. who was recently suspended for sourcing foreign currency on the parallel market.

Chiefs’ Fight Over Territory Sucks In Mnangagwa

By Own Correspondent- A boundary dispute between two traditional leaders threatens to suck in President Emmerson Mnangagwa with Chief Jahana accusing a fellow Chief of using his proximity to Mnangagwa to encroach into his territory.

Chief Mapanzure from the Midlands Province under whose jurisdiction Mnangagwa’s rural home lies and Chief Jahana from Insiza are involved in a quarrel over territory.

The dispute has reportedly drawn in Agriculture and Resettlement Minister Perrance Shiri and a local Joint Operations Command (JOC) taskforce.

Speaking to a local publication on Monday, Matabeleland Chiefs Council secretary Nothiwani Dlodlo said that Chief Mapanzure was encroaching into Chief Jahana’s territory.

Said Dlodlo:

“There is an ongoing dispute between Mapanzure and Jahana over the boundary of their land. Unfortunately, the land belongs to Jahana since it was gazetted by the government.

However, perhaps chief Mapanzure is using his widely-held belief that he is close to the president, hence his unrelenting push for land.

Mapanzure has already occupied the land where villages with three heads have already been settled.”

When contacted for comment, Chief Jahana said:

“We are currently in Gwanda for a meeting with the officials from the Local Government ministry over the matter. What we understand is that they want to take our land and put it in the Midlands Province, but that’s what we are rejecting.

Information reaching us is that they want to create Chief Mapanzure one and Chief Mapanzure two to accommodate their fellow kinsmen, but we are saying no to that.

They are using the advantage of their somehow closeness to the president to try and grab my land.

So, today, if these officials we are meeting fail to properly address this matter, we are definitely going to take this matter up with the president himself.

This will help us see if he is the one behind it or just people hiding behind his name.”

Chief Mapanzure rejected claims that he was taking advantage of his closeness to Mnangagwa.

He said:

“It’s a long story that started long back when the delimitations were being done and that place that is being talked about belongs to us.

But for a fact, this matter started way before Mnangagwa became president and it was handled by former Local Government ministers as (Saviour) Kasukuwere and (Ignatius) Chombo.

It’s only that these people are trying to politicise the matter.”

Chitando Fires Warning Shots At Non Functioning Mines

By Own Correspondent- Mines and Mining Development Minister, Winston Chitando has fired warning shots at non performing mines revealing that government is set to recover all inactive mining concessions.

He also indicated that four unnamed platinum concessions have not been exploited since the 1970s.

Chitando notified that owners of unused concessions have up to end of this month to develop them or lose them to Government.

He said by 2023 all the four unused mining concessions should be operational. 

Chitando said:

“What Mimosa has done for this hospital is commendable. I challenge its managing director, Mr Fungai Makoni, to consider developing another concession in Masvingo. We have four concessions for platinum lying idle with some undeveloped since 1970.”

He said the Mines and Minerals Act demands that all concessions be paid for every year and that operations were expected to commence within a stipulated period after licensing.

Mimosa Mine holds six percent of platinum reserves only but is doing a great job. Other mines have reserves lying idle but they are not operational. We have given these companies up to 30 April to bring comprehensive plans over these concessions.

We use the ‘use it or lose it’ concept and we are going to revoke their licences through making use of the Mines and Mining Minerals Act.”

Gvnt To Compensate Families Of Victims Of The August 1 Murders

By Own Correspondent- A senior government official has revealed that plans are at an advanced stage to compensate victims of the August 1 post election violence as recommended by the former South African President Kgalema Motlanthe led Commission of Inquiry.

Permanent Secretary in the Justice Ministry Virginia Mabhiza denied claims that government had ignored the recommendations made by the Motlanthe Commission of Inquiry.

The Commission recommended among other things, that the government identifies and punishes the soldiers who killed civilians in cold blood as well as compensating the victims of the shootings.

Said Mabhiza:

“Remember, the President set a special task force of ministers to deal with these issues and we are already at an advanced level of dealing with these matters, including compensation of victims, security sector reforms and multi-party dialogue, which is already being implemented.

We have already started with the realignment of laws, and other issues have been discussed at the task force. You should know that things like compensation involve mobilising resources and this is why we have roped in the Ministry of Finance to assist us, but work is being done and the report has not been dumped.”-Newsday

IMF Team Jets Into Zim

By Own Correspondent- A team from the International Monetary Fund (IMF) is in the country for a second staff-monitored programme (SMP) that seeks to consider possibilities of opening new credit lines to Zimbabwe.

The IMF has over the years rendered technical assistance to Zimbabwe but has hitherto refused to open up lines of credit.

Minister of Finance and Economic Development, Mthuli Ncube revealed the IMF team’s arrival.

Said Ncube:

“They (IMF) are in the country and we anticipate that the talks will go a long way towards increasing confidence and paving way for new avenues of growth.

… We have introduced the interbank market and other forces of economic systems that we anticipate will go a long way in the revival of this economy and shape the destiny of the future.

Zimbabwe fell foul with the Bretton Woods institutions after it failed to fulfil its financial obligations resulting in the suspension of lines of credit at the turn of the millennium.”-StateMedia

“There Is No Doubt That Zanu PF Stole Byo Election”

The MDC A lost to Zanu PF in its traditional stronghold.

The MDC leader promised “root and branch reforms and renewal” starting at the MDC Congress scheduled for May 24-26.

“Trevor Ncube Xenophobia Remarks Shocking “

Farai Dziva|Media mogul Trevor Ncube’ s argument that Ndebele speaking people in South Africa are supporting xenophobic attacks in that country has triggered a bitter tribal war.

Ncube on Saturday, Ncube claimed Zimbabweans from Matabeleland with South African citizenship were the worst supporters of Afrophobia.

Political activist George Mkhwananzi said: “
I have never been impressed by this Trevor Ncube ever since I have known him. I know this will sound mythical but I do have the ability to discern if a person (Ndebele or non-Ndebele) hates Ndebeles.

One’s political affiliation is immaterial in this regard hence people like Jonathan Moyo will always draw sympathy from all patriotic Ndebeles regardless of their political identity.Jonathan Moyo does not hate Shonas either.”

Spokesperson of the Dumiso Dabengwa-led ZAPU said:
“What was the real intention of Trevor‘s post about Matabeleland people in South Africa? Who was he trying to please for such a reckless comment? I used to respect that man but I have lost all the respect which I had for him.”

Zim Currency “Demise Continues”

Farai Dziva |The government has indicated that Zimbabwe’s local currency, the Real Time Gross Settlement (RTGS) dollar, has lost value.

Since introduction, it has lost about 20% of its value.

There is a feeling in the market that the formal market rate is being managed by the central bank, so export earners are reluctant to sell. But now that the rate has weakened further, we expect the market to be liquid going forward.

When the RTGS dollar was introduced, late February 2019, the Reserve Bank of Zimbabwe put an official rate of RTGS$2.5:US$1. The currency has since devalued to current levels. The official exchange rate is however 40% lower than what is prevailing on the parallel market,” said an economist.
