strike since December 1 this year.

The doctors have decried poor working conditions were they have been forced to improvise for them
to attend to patients.

In an interview with ZimLive, Prince Butau, the treasurer of the Zimbabwe Hospital Doctors Association (ZHDA) said:”
People are dying under our watch. As
doctors, we’re also not psychologically in a good place because of the effects of the economy including price hikes
and fuel shortages.

There’s no personal protective
equipment. Sometimes we’re forced to wear condoms when checking
patients. Doctors are asking, until when shall we continue practising bush medicine?”

The doctors have since dropped one of their key demands, to be paid in United States dollars. They have, however, insisted that their RTGS
salaries should be commensurate with the cost of living.

Terrence Mawawa|Constantino Chiwenga yesterday said the
Nelson Chamisa-led MDC rejected Mnangagwa’s offer for dialogue after the July 30 poll.

By rejecting the Presidential election results, MDC closed the door for dialogue with Emmerson Mnangagwa, declared Chiwenga.

” The MDC has chosen to disrespect President Mnangagwa, ZANU will continue to respond in kind.”

On November 22, MDC MPs were violently ejected from Parliament after they refused to rise when Mnangagwa entered the August House for the presentation of the 2019 budget by Finance Minister Mthuli Ncube.
Justice Minister Ziyambi Ziyambi has since warned the MDC MPs that cabinet ministers will not respond to their questions in Parliament as long as they refuse to accept Mnangagwa as the legitimate President of the country.

While addressing ZANU PF delegates at the Annual People’s National Conference in Esigodini, Umzingwane District, Matabeleland South Province on Friday, Chiwenga said:”Cde President, you personally
stretched out your hand to the
opposition after Zanu PF’s July 30
landslide victory. But the opposition spurned that hand.
You have since withdrawn the well-
stretched hand.All of us follow, principally those of us in Parliament are very happy that our Minister of Justice, Legal and Parliamentary Affairs (Ziyambi Ziyambi), acting in his capacity as leader of the House (in Parliament), sent a clear signal of paying back the opposition in the hard coin they have tossed us. They have chosen to disrespect our leader who is the Head of State of our nation (President Mnangagwa).

We have no reason to handle them with the respect they have voluntarily
rejected.”

Zanu Pf Establishes 11th “Diaspora” Province, Will It Allow Diaspora Vote In 2023?

By Own Correspondent| As part of the party’s resolutions at the just ended 17th Annual National People’s Conference, Zanu Pf resolved to establish a 11th province in the diaspora.

The party established the Diaspora province as part of the party’s mobilisation strategy which is aimed at increasing its support base and structures.

Said Simbarashe Mumbengegwi while giving a report on external affairs:

“…government should strengthen bilateral relations with the countries which stood by Zimbabwe.

Focus should be on intensifying re-engagement efforts to normalise all aspects of international relations.

The establishment of a province in the diaspora is also key towards mobilising for support from Zimbabweans living abroad.”

Zimbabweans living in the diaspora have in the past elections been disenfranchised despite their efforts to cast their ballot during elections.

In May 2018, the Constitutional Court (ConCourt) barred millions of Zimbabweans based in the diaspora from voting after it dismissed an application for amendment of provisions of the Electoral Act to allow them to vote from their respective bases.

In passing judgment, Deputy Chief Justice Elizabeth Gwaunza said after considering all arguments before the court, it was agreed that it could not succeed.

The appeal had been filed by three Zimbabwean diasporans; Gabriel Shumba and Sibonile Mfumisi (both based in South Africa), and United Kingdom-based Darlington Nyambiya.

 

 

 

“Why I Will Never Forgive Nelson Chamisa,” Opinion

Dear Editor|This morning when I saw the Zimbabwean Workers For Justice’s press conference, it all came flooding back. I was 15. My sisters were 8 and 6. My father, a humble man, a hard working man, lost his job.

We all felt the pain and the humiliation he felt. My mother went out to try and earn some money cleaning and cooking where she could. But his heart had already been broken. His pride had been crushed.

Amazingly, he had saved just enough to allow me to finish school. I always loved writing, and he was going to make sure that I finished my education so I could pursue my dreams. For all the problems Zim has, a passion for education has always been part of our very ethos.

I remember the discussions at home when the Supreme Court case was underway. Isn’t Chamisa a politician? Isn’t he supposed to be supporting us? Can it be the case that he is actually fighting against the worker?

I didn’t understand the significance of this talk back then. I do now.

Let us rewind a bit. At the time in 2015, his own party was calling for him to step down after the Supreme Court Case sent shockwaves through our nation. The decision had declared that all workers could be fired – en masse – if need be, with a mere three month’s notice. A simple letter of dismissal. Cue; a tidal wave of firings. Estimates suggest that as many as 30,000 employees were dismissed. Just. Like. That.

Now if you do the calculations, if each of those 30,000 employees had at least 3 dependents (probably more), we are looking at about 100,000 Zimbabweans who lost their livelihoods in one swoop. 100,000 Zimbabweans who could no longer put food on their table, afford education or basic healthcare to treat their sick.

We were one such family.

This is why when I saw that press conference, I rushed to borrow a friend’s computer and start typing. We cannot allow this injustice to succeed. We must support this new organisation whoever is behind it. Frankly, I don’t even care if it was politically motivated. Real people and real lives were destroyed by this case. And one of the leading components responsible for this national disaster is one of the leading candidates for president.

His disregard for the worker, the beating heart of this nation, and his decision to support big business is simply unforgivable. I understand of course if he was a private citizen, an average run of the mill advocate or simple lawyer, he could do what he wanted. But he was not. He was an MP at the time, an elected representative of the people, not supposed to be representing the rich foreign business owners. He was supposed to represent us.

And now he is running for president.

This is not a simple matter of forgiving and forgetting. This is serious. When I go to the polls in three weeks’ time and make that big decision which will decide the fate of a nation, I will not forgive and I will not forget.

“Why I Attended The ZANU PF Conference,” Mthuli Ncube Speaks

Pictures of Finance minister Mthuli Ncube at the just-ended Zanu PF conference held in Esigodini in Matabeleland South got Zimbabweans talking on social media.

It was the first time the Cambridge University-trained economist was seen at a high-profile Zanu PF event since he was roped into President Emmerson Mnangagwa’s post-election Cabinet as one of the technocrats expected to help turn around the comatose economy.

Ncube (MN) told our senior reporter Obey Manayiti (OM) in an exclusive interview that questions about why he attended the conference were personal, but said there were no prizes for guessing what he was.

Ncube also spoke about growing demands by civil servants to be paid in foreign currency and the impact of his raft of austerity measures introduced a couple of months ago. Below are excerpts from the interview.

OM: Did you attend this Zanu PF conference as a member and if so, when did you join?

MC: Do not ask me personal questions like that. I am a government official. I am the minister of Finance. I was appointed by a Zanu PF government. I think there are no prizes for guessing what I am.

OM: What do you consider to be the key outcomes of the conference considering that it took place on the back of the austerity measures you introduced a couple of months ago and the 2019 national budget presented last month?

MN: At this conference, the party endorsed the budget proposals and adopted them as their own, equally they endorsed the Transitional Stabilisation Programme (TSP) and also endorsed Vision 2030 because those three are interlinked.

They also urged us to follow the recommendations and make sure that they are implemented. That is very important and that is very pleasing. But there are a lot of overlaps within the other recommendations of the party with what we see in the budget, the TSP and Vision 2030 such as, for instance, making sure that we live within our means in a way that preserves value, making sure that we eventually resolve the currency issue and remove price distortions by making sure that we support the productive sector so as to support job creation.

That came out very strongly indeed and also making sure that those who are profiteering from the exorbitant prices are sufficiently sanctioned, including withdrawal of licences, which really is the last resort.

We shouldn’t get there and I think they must heed the call that they shouldn’t profiteer.

They should run their business competitively, all those things are enshrined in what we have been trying to do within the budget and within the announcements that we have made.

Also what is very clear is that other measures such as the 2% transaction tax are very key to supporting and financing devolution because really, half of what we have raised from that 2% stake is actually financing devolution.

That $310 million that I allocated in the budget and the other half is going towards supporting social services, education and health, making sure that there are no potholes on our roads.

So this is very important going forward. Everything that was discussed here at least on the economic front is supportive of what we are trying to do.

If you look at agriculture, for instance, supporting agriculture, raising productivity, making sure that inputs for farmers are available and making sure that there is the right price that will support farmers.

In terms of provision of health services, all that came out very strongly is that we need to do our best to make sure that the quality of service delivery is right there, protecting the vulnerable in terms of our social service efforts.

OM: In brief, you are saying you are happy with the outcome of the conference and you feel it will make your job easier?

MN: Absolutely, I am very pleased with what was deliberated on at this conference for the past two days, but also prior to that, in terms of the central committee and politburo, it is in line with Vision 2030, in line with Transitional Stabilisation Programme, in line with the budget.

So I am very happy indeed that we have had that alignment with what government is trying to do.

OM: When you announced the austerity measures, Zanu PF complained that you did not consult them. Have you managed to find each other in that regard?

MN: Absolutely, we are on the same path. We are on the same page and the resolutions are testimony to that.

All our policies were endorsed here, were adopted here and now the party is urging us to make sure that its members, the nation, the citizenry understand what these policies are.

It is our duty to now make sure that we explain to them in simple words, in simple messages to the people.

OM: What is your assessment of the impact so far of the measures you introduced in your maiden budget?

MC: There is no resistance, people are complying. Of course, any major change in policy that impacts people will cause a reaction because they are adjusting.

I don’t think there’s any major negative reaction. Of course, we are hearing people requesting even salaries in US dollars.

Of course, government doesn’t, as you know, produce US dollars, all we know is that the US dollars are allocated at the central bank to productive sectors, to areas of need such as fuel, fertilisers and so forth, so there is no question of government providing salaries in US dollars.

I urge the leadership of those unions, who are pushing their members in that direction to desist from misguiding their members into believing that government is able to give them salaries in US dollars.

Government does not produce US dollars in the first place.

I urge them to desist from misleading their members, it is not fair that the enlightened leadership misleads their gullible members in this way.

OM: The conference specifically urged you to look into the multi-currency system, which they said was not working. Do you have any immediate solutions in your mind?

MC: The policies we have put in place are what we have in mind because you need strong policies, consistent policies, policies that begin to achieve results.

Before you resolve the multi-currency system, if you look at what we have done at the moment, we have first of all recognised that we don’t have monetary policy, we have no currency of our own, but we have fiscal policy.

We are using fiscal policy to stabilise monetary and value issues.

So by managing the budget deficit and curtailing expenditure — notice that the premium that we observe on the currency side has stabilised. Have you noticed that?

It is because we have closed the tap on the fiscal side. So we recognise this and we should continue to constrain ourselves in terms of expenditure, live within our means.

We are slowly creating the right environment for currency reform.

When we are ready, we will announce what we are doing, but we are aware that the multi-currency pricing system is prejudicing people but also legally, we have been telling people that it is illegal to practice a multi-currency pricing system. But we know people are practising it.

In fact, at this conference people were saying that you must implement the law, enforce it to make sure that it does not happen.

Really, we do not have to come to this where every time it is the strong arm of the law that is kicking in.

We are doing our part making sure that policies build up consistently to achieve the right results and steps toward the ultimate currency reform.

Highlanders Battling To Extend Contracts Of Key Players

HIGHLANDERS are fretting over failure to tie down two of their most influential players ahead of the Castle Lager Premier League next season.

Two of Bulawayo giants’ most senior players, Peter Muduhwa (pictured) and Gabriel Nyoni are reportedly dilly-dallying to renew their contracts ahead of the forthcoming season amid revelations that the duo is anticipating a move from the former champions.

“We have managed to agree terms with virtually all the players but we are being frustrated by two players, (Peter) Muduhwa and Gabriel.

These two are giving us an anxious time. Imagine we have sought audience with them on a number of times to no avail as they are not showing up for discussion to deliberate on their contracts,” said a reliable source privy to the goings-on at the club.

Muduhwa and Nyoni are vital cogs to the former champions’ aspiration of winning the championship, which has eluded them since they last won it in 2006. Muduhwa is reported to be angling for a move to 2015 champions, Chicken Inn while Nyoni has been linked to Caps United amid revelations that he has secured employment in Harare.

“It’s becoming difficult to convince the two as they are being truant, going to the extent of even deliberately ignoring phone calls from the clubs’ officials from time to time. These players should, however, be grateful that the club gave them an opportunity to shape their careers and it will be folly for them to abandon Highlanders at such a crucial time when we are looking forward to winning the league after a long time,” said the source.

In a very sad and shocking development, a Zimbabwean athlete is reported to have competed at the 8th edition of the Region V Youth Under 20 Youth Games in Gaborone, Botswana while barefooted.

However, the young lad, whose identity we are yet to confirm, did not let this deter him as he managed to win a bronze medal.

Pastor Anointed Himself All Over The Body Before Raping Young Boys

A 30-year-old pastor allegedly raped boys and young men after telling them they were the “chosen one” in his church.

The pastor from Soshanguve, north of Pretoria, in South Africa, is alleged to have been abusing a group of boys that were attending a ministry school at his church to graduate as pastors themselves.

A now 19-year-old victim said he was 16 years old when the abuse started. He said he had been staying and sleeping at the Hands of God International Ministries for three years to train as a pastor.

“It started in 2015 one night when he woke me up while I was sleeping with other boys in another bedroom that we shared as junior pastors,” the teen said. He said the pastor called him to his bedroom and told him that he was the “chosen one”.

“He said God had chosen me to be his (pastor) protector. He ‘anointed’ himself with oil all over his body and started kissing me while I was shocked. He then penetrated me.”

The teen said he was scared to tell his parents each morning when he got home because they were also members of the church and loved the pastor very much.

His mother said: “I’m angry at myself because I have missed out on three years of my son’s life and [not seeing] the signs that I could have noticed. However, I want justice for all these children that he has been taking advantage of because of our kindness as parents.”

Another boy said he did report the abuse to church after he was raped in 2014 but no one believed him.

“I remember the pain I felt when he first raped me, I could not even sit for three days but I kept quiet because he made me believe he was imparting supernatural powers to me as a servant.

“I am very angry that it’s only now that more guys have come out that I’m believed.”

He said he was now taking drugs to numb the pain the pastor inflicted on his life.

“This broke me and the past four years have been hell seeing him pass by my house after leaving the church.”

The third victim said the pastor demanded him to perform blow jobs on him every night.

He said he eventually ran away from the church because it was traumatising him.

The accused pastor appeared in the Soshanguve magistrate’s court yesterday, to face two counts of rape and one of sexual assault.

The matter was postponed to January 25 for further investigations.

Zim Football To Fall In Line With International Standards

The Zifa assembly will today decide whether the Castle Lager Premier Soccer League season should adopt the August-May calendar.

The PSL came up with the proposal to align its calendar with that of CAF, and a decision will be made during the Annual General Meeting to be held in Harare. The local campaign usually starts around March and ends in December.

According to the League’s chairman, Farai Jere, a transition plan is already in place and will see two tournaments hosted before the start of the next campaign. There would be a knockout competition and another mini-league tournament before the teams go for a break in May until August when the new season will start.

Jere added that the sponsors, as well as the Zimbabwe Football Association, have raised no objections to the change in the local football calendar ahead of the decisive meeting today.

“There is a plan in place, the sponsors have given it a thumbs up, Zifa has given it a thumbs up, so what is left now is to meet because it’s a constitutional matter,” said Jere in a local publication last week.

Own Correspondent|Kalisto Pasuwa has won the Malawi Super League with Nyasa Big Bullets with two games to play.

Bullets registered a 3-0 win over Red Lions to attain an unassailable five-point lead ahead of second-placed BE Forward Wanderers.

The former Warriors gaffer joined the side in October and managed to maintain the momentum on top. He signed a two and a half month-deal and was tasked to win the title which he achieved today.

The 48-year-old is now likely to get a long-term contract which will see him guiding the club in 2019 season.

ZANU PF Conference Resolutions Emphasise Party Supremacy Over Government

THE Zanu-PF 17th Annual National Peoples Conference which ended at Esigodini yesterday came up with a number of resolutions among them that President Mnangagwa is the sole party’s candidate for the 2023 elections and that the revolutionary party has zero tolerance to corruption.

Reading the consolidated resolutions at the end of the conference, Politburo member, Advocate Jacob Mudenda said the party was behind President Mnangagwa.

“All wings reaffirm that the President and First Secretary of the party, Cde Mnangagwa be the sole candidate for the 2023 harmonised elections. All structures will start preparations for the 2023 harmonised elections immediately,” said Adv Mudenda.

He said the nation was not going to tolerate any form of corruption or divisive elements.

“The party and Government adopt zero tolerance to corruption in the public and private sector. The party upholds the spirit of unity by putting in place deterrent penalties for perpetrators of factionalism, tribalism, regionalism and similar vices that seek to advance the individual’s interests at the expense of the unity of the party,” said Adv Mudenda.

The party also noted that its supremacy over Government should be effectively practised whereby it directs Government policies and programmes at central and provincial levels in the context of devolution.

Adv Mudenda also said the party should have completed its restructuring by 2019 from cell up to provincial organs and that prior to the restructuring exercise the issuance of electronic party cards should have been decentralised to provinces.

The party also reaffirmed its position on the involvement of the youth in its activities through attractive packages for the youth.

“The party must also create innovative and relevant mobilisation strategies to attract the youth to join the Youth League as well as to encourage young organisations including professionals and other interest groups to affiliate with Zanu-PF and the youth wing,” said Adv Mudenda.

The National Youth Programme would also be re-launched in the first quarter of 2019.

Party members were also told to be knowledgeable about the provisions for the party Constitution and adhere to them. It was resolved that the Legal Affairs Department translates the party’s Constitution to all indigenous languages and that all party members be taught the Zanu-PF Constitution.

In terms of official party communication, the spokesperson of the party is the one mandated to speak on behalf of the party.

“All communication protocol and channels be strictly adhered to by all party members and that the spokesperson of the party always be the Secretary for Information and Publicity. The Secretary must create a unit to propagate the party’s propaganda through all social media platforms,” read Adv Mudenda.

The conference also resolved that the existing party investments be audited in order to find out their viability and their contribution to the party coffers.

The party will also vigorously pursue additional investment opportunities to expand and diversify its revenue streams.

Adv Mudenda announced that the National Constitution be amended to extend the term of parliamentary women’s quota until a considerable level of empowerment has been reached.

There was also a resolution to hold the People’s Conference before the rainy season and budget presentation in Parliament in order to allow the party to have some input into the budget process.

Under the food security cluster, the Government was urged to modernise all existing irrigation infrastructure and develop new ones in order to utilise all water bodies existing to increase agricultural activities in the country.

The criteria of Command Livestock beneficiaries would be revised as it is said to segregate the underprivileged.

Adv Mudenda added that agricultural inputs were to reach beneficiaries timeously and that vulnerable communities benefit.

The Government pledged to implement the recommendations of the Land Commission on Land Tenure farm size and illegal occupation and allocation of land in forest estates particularly.

The Government was also urged to monitor the implementation of Vision 2030 and create an enabling environment including the ease of doing business for the development of the country.

Delegates agreed that the Government must review the tax system which is said to be punitive and that banks give meaningful interest on deposits accounts and avoid astronomical bank charges.

The Government was also tasked to intervene on the three-tier pricing system and decisively deal with economic malpractices being witnessed by coming up with thorough investigations and prosecution of perpetrators.

On the issue of social services, the Government was implored to have a special plan for students with disabilities and to stop the increase of tuition fees for tertiary institutions.

The revival of the National Railways of Zimbabwe and the airport was also noted to be of great importance to infrastructure development.

The Government was further urged to continue engaging and re-engaging the private sector, civil society and international financial institutions and the international community at large.

The party resolves to continue recognising war veterans and to set up war museums and construct other monuments as well as improve the welfare of the former freedom fighters. It was resolved that those that did not get land should benefit.

The Zanu-PF Constitution would be aligned to the national Constitution to allow 50-50 representation in party positions by 2030.

Delta Beverages Having A Nightmare To Match Demand For Beer

DELTA Corporation Limited, Zimbabwe’s largest beverage marker, is making frantic efforts to ensure the availability of all its assortment of lager beers in the wake of the prevailing foreign currency shortages to import packaging material.

In an exclusive interview with Sunday News Business, after the commissioning of a $260 000 upgrade of a road junction that links its Fairbridge Chibuku Super plant with the Harare-Bulawayo Highway, Delta Corporation general manager — Lager Beer Business Dr Munyaradzi Nyandoro said unreliable foreign currency availability for the procurement of glass package was threatening production of its selected beer brands.

“We have one way glass. For some of our brands, which we put on what we call dumpies (disposable bottles), that’s a huge import bill. We get that from South Africa. You know your Castle Lite and others, so that’s a challenge because you know foreign currency is not easy to come by.

We spend about $12 million a year, which is quite something. We have obviously been running credits with our suppliers but they will obviously need to be paid at sometime, so if we don’t get support unfortunately it might mean that some brands might run out from time to time, as we depend on the formal channels to get forex, which is the RBZ or the banks themselves, but we will try ways of creating forex,” said Dr Nyandoro.

He, however, said there were little problems with regards to the availability of non-disposable bottles.

“A lot of our glass is returnable and so we take it from the bucket and then we wash it and then we package, that’s about 80 percent of our business for Lagers,” said Dr Nyandoro.

Delta needs between $60 million to $75 million to meet foreign obligations annually for procurement of various strategic raw materials and has been struggling to get that allocation from the central bank. Dr Nyandoro said the shortage faced three months ago was due to temporal unavailability of the appropriate barley for beer manufacturing.

“I do know that we ran out of barley in September. So we used new barley, which is always difficult to process so that was constraining in the factory. It’s a phenomenon called dormancy. You have to allow the grain about two-three months if you want it to perform maximally, otherwise you would be lengthening its processing time and also even in the brewing process so that was the main thing in September and October but now we are out of it and our plants are working 24/7 at maximum capacity,” he said.

Dr Nyandoro said production on the Lager business was at maximum capacity with the company producing 200 000 hectolitres per month, an equivalent of 20 million litres of beer a month. He allayed any fears of shortage of glass-bottled beer during the festive season.

“On the Lager side we are fully maxed at maximum capacity, there has been an upsurge in demand and we intend to invest again in expanding capacity. We have sufficient barley next season as you know barley is locally grown, we run contracts for barley so we are trying our best to ensure people have a good Christmas. We can’t say we will provide everything but I think people would have a good cheer over Christmas for Lagers,” Dr Nyandoro said.

He said due to an upsurge in demand for its Lagers, the company has made plans to set up an additional packaging time at its Harare plant.

Taxi Driver Hijacked, Robbed And Killed

Correspondent|A TAXI driver from Gweru was allegedly kidnapped, robbed and brutally killed before his body was dumped in a dam with his hands and legs tied with an electric cable.

It is understood that Phillip Kuzorahunye (27) of Mkoba 5 high-density suburb was on Monday last week kidnapped, robbed and killed by unknown assailants who had allegedly hired him.

His body was later discovered after three days floating in Zaloba Dam on the outskirts of Gweru.

His father Mr Solomon Kuzorahunye told the police that on the said date, at around 7pm, Phillip, who operated a taxi, left home and went to town to look for clients.

It is alleged that while in town he was hired by unknown people and did not return home. Mr Kuzorahunye reported him as missing at Gweru Central Police Station.

“It is alleged that Phillip had a Honda Fit which he used as a taxi. He left home at around 7pm and went to town where he was hired by unknown people.

“Those people allegedly kidnapped, robbed and murdered him before dumping his body in a dam.

“When Phillip did not return home, his father Mr Kuzorahunye reported the matter to the police,” said a police source.

The source added that Phillip’s body was later discovered on Monday evening floating in Zaloba Dam on the outskirts of Gweru by two boys who were playing near the water body.

“On December 10, at around 5pm Phillip’s body was discovered floating in Zaloba Dam by two boys.

“The lads then informed one of the villagers who then reported the matter to Gweru Rural Police Station.

Phillip’s father came and positively identified the body as that of his son.

The body had bruises all over and his hands and legs were tied with an electric cable.

The body was taken to Gweru Provincial Hospital mortuary for post-mortem,” said the source.

Efforts to get a comment from police were fruitless as Midlands police spokesperson Inspector Joel Goko was said to be out of office.

Robert Mugabe Jnr Wanted In SA For Threatening Engels On Grace Mugabe Charges

Gabriella Engels says she is feeling under pressure from the Mugabe brothers to withdraw the case of assault against Grace.

OUSTED Zimbabwe president Robert Mugabe’s son Robert Junior is facing a criminal case in SA after a case of intimidation was opened against him this week.

The case, opened by Gabriella Engels on Thursday, could set the stage for round two of the legal war between the all-powerful Mugabes and the Joburg model.

She is the same woman who was allegedly assaulted by Mugabe jnr’s mother Grace with an electric extension cord in a Sandton hotel in August last year.

Gabriella Engels, who claims that she was assaulted a few months ago by then Zimbabwean First Lady Grace Mugabe, says she is pursuing the court case in order to seek justice even if Mrs. Mugabe has fallen from grace.

Mrs Mugabe denied assaulting Engels with an electric cable, saying an “intoxicated and unhinged” Engels had attacked her with a knife.

South African advocacy group Afriforum, which represented Engels, dismissed the allegations as lies.

According to Engels, an irate Mrs Mugabe burst into the room where she was waiting with two friends in a Johannesburg luxury hotel suite to meet one of Mugabe’s sons last August, and started attacking her with an electric cable.

Photographs taken by Engels’ mother soon after the incident showed gashes to the model’s head and bruising on her thighs.

Willie Spies, a lawyer for Afriforum, said the National Prosecuting Authority (NPA) should now take action to prosecute Mrs Mugabe and seek her extradition from Zimbabwe to South Africa.

Spies said if the NPA failed to take action, Afriforum would start proceedings against Mrs Mugabe.

“The ball is in their court now,” Spies said, adding that Afriforum had argued that Grace Mugabe committed the attack on Engles while she was on a private visit to South Africa and therefore did not qualify for diplomatic immunity.

NPA spokeswoman Phindi Mjnonondwana said the case was still in the hands of the police and had not yet been sent to the NPA for action.

However, NPA spokesman Luvuyo Mfaku said South Africa and Zimbabwe had previously cooperated on extraditing suspects from one country to the other.

Following the judgement, International Relations and Cooperation Department under Minister Lindiwe Sisulu said they were still studying the judgment.

ZIFA Election D – Day For Chiyangwa Who Even Bunked ZANU PF Conference

It has been an unusually quiet campaign period for incumbent Zifa president Philip Chiyangwa ahead of the much-awaited Zifa elective annual general meeting at the Zifa Village today.

And the Harare businessman was yesterday in no mood to entertain any questions on his expectations ahead of the elections, while his main rival, former Zifa board member Felton Kamambo was confident of victory.

“I’ve got absolutely nothing to say at all about the elections and I will only speak after tomorrow. I have not said anything on the elections to your papers and I will continue not to,” an irate sounding Chiyangwa told Standarsport yesterday.

Although he has doggedly refused to publicly comment on the elections, Chiyangwa, who took over as Zifa boss in December 2015, is desperate to retain his post and has been accused of going to the extent of employing dirty tricks to try and block his rival’s participation.

Kamambo survived spirited efforts to bar him from participating in the polls after initially being “banned” by the incumbent in an effort to disqualify him from contesting before having his nomination papers thrown out only to be allowed to contest following Fifa’s intervention.

The former Central Region chairman was yesterday brimming with confidence despite having been given little time to campaign ahead of the elections.

“I’m expecting a landslide victory,” Kamambo told Standardsport yesterday. “The response that we have received from the Zifa councillors as well as other football stakeholders during our campaign has been extremely positive. I have been well accepted and I’m confident of victory,” he said.

Kamambo said he believed he was a better candidate than Chiyangwa, who he said had failed to deliver on his promises when he was elected to the helm of the local football mother body in December 2015.

“I believe I am better in every aspect of football management than Chiyangwa, who has failed to deliver what he promised to the Zifa councillors in 2015,” he said.

“I’m a man of action, everything I promise, I deliver and my record speaks for itself. I promise to usher in a new era of transparency, adherence to corporate governance and respect for the association’s constitution.”

The battle between Chiyangwa and Kamambo will be the major highlight of today’s elective congress, which will be supervised by world football governing body Fifa, who have reportedly despatched observers for the polls.

The elections will also see current Zifa deputy president Omega Sibanda and former Southern Region chairperson Gift Banda tussling for the vice-president’s post.

Banda has also been a victim of underhand tactics meant to kick him out of the race. He was arrested on Wednesday and released the following day on bail, after being picked up by the Zimbabwe Anti-Corruption Commission.

Six candidates — namely Sugar Chagonda, Mlungisi Moyo, Chamu Chiwanza, Stanley Chapeta, Philemon Machana and Brighton Malandule — will be vying for the other four slots on the Zifa board.

Media practitioner Barry Manandi, who had initially set sights on one of the Zifa board spots, pulled out citing irregularities in the whole process.

A total of 60 members of the Zifa Council drawn from the Premier Soccer League, provinces, regions, women’s football, the National Association of Primary School Heads (Naph) and National Secondary Schools Heads (Nash), area zones, Futsal, beach soccer and tertiary (colleges and universities) are expected to vote during the elective annual general meeting.

While the major business of the day will be the election of a new board that will serve a four-year term, the Zifa congress will also decide on the change of season, aligning the local calendar with that of CAF competitions.

The Zifa financials will also hog the limelight after a report done by the association’s auditors Baker Tilly Gwatidzo Chartered Accountants without some pages, which contained crucial information was sent to Zifa councillors last week.

Govt In Highly Closed Buy Of Three New Planes For Troubled Air Zimbabwe

GOVERNMENT has dispatched five aviation experts to Texas, the United States of America, where they are understood to be inspecting three Embraer E145 aircraft purchased by national airliner, Air Zimbabwe, as it seeks to breathe life into the flag carriers’ comatose operations.

Nitty-gritties of the transaction could not be established by the time of going to print, but The Sunday Mail Business has gathered that two Civil Aviation Authority of Zimbabwe (Caaz) airworthiness inspectors are currently in Texas reviewing paperwork and making a few checks on the aircraft before certifying them fit for delivery to Harare, potentially before the end of the first quarter of 2019.

Transport and Infrastructure Development Minister Engineer Joel Biggie Matiza confirmed the developments last Friday but could not give more details.

“Yes, yes, they (Air Zimbabwe and Caaz officials) are there (in the US). We want to bring our aircraft; they are 180- seater (planes). I will call you later am in a meeting,” said Eng Matiza.

A Caaz source could not provide details of the transaction but intimated that a deal was in the works.

“I am not in office at the moment, why don’t you call the CEO (Mr David Chaota)? I don’t think it’s an issue he might not respond to” said the source.

Mr Chaota could not be reached for comment as he was reportedly in a meeting.

An official who answered his mobile, a P Govere, requested for questions in writing, which had not been responded to by the time of going to print.

A highly placed source at Air Zimbabwe, who declined to be named as he is not authorised to talk to the Press, confirmed that the parastatal had acquired three planes from the US.

“Yes, the planes have been acquired. I am surprised you only mention that there are two officials from Caaz who are in Texas, we also sent two or three.”

Pressed to reveal the cost and size of the aircraft, the source referred further questions to Air Zimbabwe administrator Mr Reggie Saruchera.

When contacted for comment, Mr Saruchera appeared to be in the dark over the deal but asked for questions in writing to be sent through Air Zimbabwe’s manager (for) corporate services, Mr Tafadzwa Mazonde.

The questions had not been responded to by the time of going to print.

Embraer SA is a Brazilian aerospace conglomerate which makes commercial, military, executive and agricultural aircraft and provides aeronautical services.

It is headquartered in São José dos Campos, São Paulo, and is the third-largest producer of civil aircraft, after Boeing and Airbus.

Experts say for Air Zimbabwe to fully recover, it requires smaller aircraft that carry about 50 people so that they ply regional and domestic routes and eventually move to international routes.

Air Zimbabwe, which is saddled with a massive legacy debt of about US$334 million, requires sound management if it is to become a profit-making entity.

ZANU PF Pass Resolution To Eliminate Chamisa From Contesting Next Two Presidential Elections

Own Correspondent|In a move flooded with political selfishness and abuse of power, the ruling ZANU PF has agreed to shut opposition MDC Alliance leader Nelson Chamisa out of the 2023 presidential election.

The party which enjoys a two thirds majority in parliament passed a resolution at its 17th annual conference to push for a constitutional amendment raising the minimum age requirement for the presidency to fifty two years from forty years.

Speaker of Parliament Jacob Mudenda who is a senior member of the party read out the resolutions at the close of the conference which ordered Zanu PF parliamentarians to push for the amendment of the country’s constitution.

“Party should amend the national Constitution to include a requirement for a 50-year age limit for presidential candidates,” read the resolution in part.

Chamisa turned 40 earlier this year and will turn fifty two after the 2028 elections.

The ZANU PF aligned War Veterans have been at the forefront of the call for a constitutional amendment in a desperate bid to stop Chamisa.

Secretary general Victor Matemadanda told State radio that the party was talking the deliberate move to deal with Chamisa.

“The problem with the opposition is that they only shout without providing an alternative view. We must engage because we have a reason to push for the changes. It’s allowed in a democratic state. Shouting at me does not stop the amendment.

“We have realised that the youths are giving us problems. We had the G40 in Zanu PF that almost sunk our party and now the person giving us grief Chamisa is within the same generation. So, we will push the party to adopt the age limit resolution,” said Matemadanda.

“Do Not Force Parents To Buy Uniforms From Chosen Retailers”: Gvnt Tells Schools

By Own Correspondent| Deputy Minister of Primary and Secondary Education, Edgar Moyo, said schools should not force parents to buy uniforms from those institutions or specific retailers as this opens floodgates of price distortions.

He also said it was illegal and creates a situation of monopoly while at the same time exploiting buyers.

Said Moyo:

“The act of forcing parents to buy uniforms from specific retailers is illegal and corrupt. It creates a situation of monopoly in the market structure.

Parents should be allowed to buy from anywhere as long as it is the correct uniform.

Market competition is healthy because prices will come down. To demand that people should buy uniforms either from school or specific retailers creates room for price distortions and poor quality.

As a Ministry we do not subscribe to that, we need the names of such schools and we will take action against them. We want them in our books.

There is no law or policy which allows any school whether private or public to force parents and guardians to buy uniforms from a particular shop because this country is a free market economy.-StateMedia

Muchinguri’s Lies Over Mohadi Exposed, As Mnangagwa Confirms He Is Sick

By Own Correspondent| Defence minister Oppah Muchinguri Kashiri was on Saturday left with an egg in the face after President Emmerson Mnangagwa revealed the real truth behind the absence of Vice President Kembo Mohadi from the party’s 17th Annual National People’s Conference.

Zanu PF chairperson, Muchinguri-Kashiri had earlier on lied to delegates concerning Vice President Mohadi’s absence from the conference telling the 6,000 Zanu PF officials gathered at Mzingwane High School in Esigodini that Mohadi, was away on assignment.

Mohadi, who was conspicous by his absence at one of the most important events on the party’s calender, according to Mnangagwa could not attend the conference due to ill health.

Said Mnangagwa:

“(Vice President Mohadi) is not here. The chairperson has said we sent him on assignment, no, that’s not correct. He’s not feeling well. He said if he gets better he might join us for the conference. He’s in Harare.”

VP Mohadi,  has been in and out of hospital ever since the Bulawayo explosion at White City Stadium earlier this year. Mohadi had to be airlifted to South Africa for treatment after he sustained some injuries in the explosion.

Chinese Miners Lose 8kgs Gold At Fake Roadblock

FOUR men believed to be part of an organised syndicate of seven that robbed a Chinese mining company of more than seven kilogrammes of gold after masquerading as police officers and setting up a roadblock have appeared before a Kwekwe magistrate facing robbery charges.

The four, Munyaradzi Guruve (36), Tatenda Chiposi (29), Admire Rusmas Shereni (36) and Yosia Yose (35) were all arraigned before Kwekwe magistrate Mr Tayengwa Sangster after they masqueraded as members of the uniformed forces and mounted a fake roadblock where they stole the gold belonging to Ching Chang Mining Company.

The four, in the company of three others who are still at large, allegedly wore Zimbabwe Republic Police (ZRP) and Zimbabwe National Army (ZNA) uniforms before mounting the roadblock along Kwekwe-Gokwe Highway which they used to stop the vehicle that was carrying the gold to Harare and robbing the mine vehicle of 7,681 kilogrammes of smelted gold.

The four, who were represented by Mr Wisdom Mehlo of Mugabe, Mehlo and Partners Legal Practitioners, were granted $300 bail each and will return to court on 20 December.

The State led by Mr Divine Chakombera had consented to the granting of bail to Shereni who was driving the car but had conspired with the robbers while the others remain in custody, but Mr Mehlo said the accused persons should be treated equally.

Mr Mehlo argued that all the four, and not Shereni alone, had been over-detained hence they all deserve their freedom which the magistrate agreed to.

In granting bail, Mr Sangster ordered the four accused to continue residing at their given addresses and report once every week at their nearest police stations.

Mr Chakombera told the court that, on 30 November around 7.40am, Guruve, Chiposi and Yose together with three others, Shepherd Gweshe, a Clayton and a Dadi who are still at large, hatched a plan with Shereni, who works at Ching Chang Mining to rob the company of gold ore.

Guruve, Chiposi, Yose and the other three accused then wore ZRP and army camouflages before they proceeded to the five-kilometre peg along the Kwekwe-Gokwe Highway where they mounted a makeshift roadblock.

Shereni, who was driving the complainant, Mr Jiao Guohao carrying the smelted gold ore destined for Harare, flashed three times as he approached the roadblock to alert the other accused that he was approaching. The accused manning the roadblock then flagged down the vehicle to stop.

As Shereni stopped the vehicle, the other accused took a pepper spray chemical which they used to spray Mr Jiao and the security guard, leaving out Shereni.

They then took a back pack which contained four bars of smelted gold and drove off in the vehicle, leaving the complainant stranded.

They were later arrested by police detectives at their respective homes in Chitungwiza, Mount Darwin and Shamva.

Hospitals Set For Shut Down As Senior Doctors Join Strike

SENIOR doctors have joined the strike by their juniors citing increased workload as the Labour Court spurned government attempts to declare the crippling industrial action by the medical professionals illegal.

Low-level doctors went on strike on December 1 demanding to be paid in United States dollars and improved working conditions.

The strike forced public hospitals throughout the country to significantly scale down operations, leaving patients stranded.

On Friday, senior doctors that had helped to ensure that critically ill patients received treatment threw in the towel as the negotiations between the government and the striking medical professionals had reached a deadlock.

According to a Zimbabwe Hospital Doctors’ Association letter dated December 14, 2018 and addressed to the Parirenyatwa Group of Hospitals clinical director and copied to the Health Services Board, the senior doctors said they were no longer able to cope with the workload.

“Due to the ongoing industrial action by junior doctors, we as registrars are now overwhelmed by the workload and we are now unable to effectively discharge our services. We are, therefore, withdrawing our services immediately,” read part of the letter which was signed by Mthabisi Bhebhe, the secretary-general of the association.

Last week, the government tried in vain to declare the strike by doctors illegal after acting Labour minister Kazembe Kazembe issued a show cause order.

Kazembe’s order was not given to the doctors who are on strike or their representatives.

The order was filed on December 13 and the parties were immediately invited by Labour Court judge Justice Euna Makamure. Makamure ruled that the order was defective.

The doctors’ lawyers led by Munyaradzi Gwisai challenged the order by the minister arguing that there was nothing before the court and that they had appeared out of courtesy.

“Effectively what it then means is that the strike by the junior doctors continues and has not been dealt with by the court. “There is nothing that can be used to adjudge the strike illegal,” said Gwisai after the ruling.

“Our understanding of the law is that the papers so filed from the very outset are that it is the application for show cause order and the application for the disposal is legally invalid.

“They are incurably bad that they cannot be amended or regularised. The whole process followed was legally flawed. And the best solution is to address the grievances of the concerned junior doctors and not unnecessary legal battles that are clad with flaws and errors.”

The doctors also want the government to provide drugs and proper equipment at hospitals.

This is the second strike by doctors in 2018 after another crippling job boycott in March.

3 000 “Green Bombers” Officially Kicked Out Of Govt Service

Correspondent|THE Civil Service Commission has initiated the process of retiring the 3384 Youth Officers.

They will be given their full retirement benefits and post-retirement opportunities such as vocational training and access to empowerment programmes, the government has announced.

In a statement issued by Public Service Commission Secretary, Ambassador Jonathan Wutawunashe, some of the empowerment options available to the retired youths include access to loans and business start-up finance.

He however emphasized that these empowerment will be driven by demand, and those willing to take up opportunities should approach Kirsty Coventry’s ministry of Youth, Sport, Arts and Recreation district offices.

The measures were announced by the Finance Minister Mthuli Ncube while presenting the 2019 budget statement on 22 November.

Each of the former National Youth Service graduates was getting $446 in basic income and other monthly benefits.

Former Finance Minister Patrick Chinamasa intended to fire these youths officers popularyly know as Green Bombers in January 2018, but government shelved the idea apparently for fear of becoming unpopular ahead of the July 30 elections.

Bleak Christmas For Civil Servants As Finance Minister Confirms Gvnt Can’t Pay Salaries In Forex

By Own Correspondent| Finance Minister Mthuli Ncube has dismissed hopes that Government will pay civil servants their salaries in US dollars.

He said unions, who are pushing their members to ask for US dollars should stop misguiding their members into believing that government is able to give them salaries in US dollars.

In an interview with The Standard, Ncube said because government does not produce US dollars, it had no capacity to pay its workers in forex.

Below is an excerpt of the interview between The Standard (OM) and Ncube (MC):

OM: What is your assessment of the impact so far of the measures you introduced in your maiden budget?

MC: There is no resistance, people are complying. Of course, any major change in policy that impacts people will cause a reaction because they are adjusting.

I don’t think there’s any major negative reaction. Of course, we are hearing people requesting even salaries in US dollars.

Of course, government doesn’t, as you know, produce US dollars, all we know is that the US dollars are allocated  at the central bank to productive sectors, to areas of need such as fuel, fertilisers  and so forth, so there is no question of government providing salaries in US dollars.

I urge the leadership of those unions, who are pushing their members in that direction to desist from misguiding their members into believing that government is able to give them salaries in US dollars.

Government does not produce US dollars in the first place.

I urge them to desist from misleading their members, it is not fair that the enlightened leadership misleads their gullible members in this way.

“Hitler’s” Wife Dies

Correspondent|JENNY Hunzvi, the wife of the late war veterans leader Chenjerai “Hitler” Hunzvi, has died.

News of her passing on was announced by Zanu-PF National Chairperson Oppah Muchinguri-Kashiri yesterday during the close of the party’s 17th Annual National People’s Conference in Esigodini.

“I have been asked to make an announcement; a very sad announcement. But that is how God works and we have to accept it as it is.

“Yesterday we lost the wife to a national hero who is interred at the Heroes Acre, Chenjerai Hunzvi,” said Muchunguri-Kashiri.

“She passed on yesterday while we were here. We have been advised that she has been declared a provincial hero and she will be buried on the 18th. So for those who can travel to Mashonaland East, they can do so and mourn with others.”

Chenjerai Hunzvi was chairperson of the Zimbabwe National Liberation War Veterans Association and was a key figure in the chaotic Fast-Track Land Reform programme of the early 2000’s.

Chejerai Hunzvi died on 4 June 2001.

Meanwhile, Mrs. Jenny Hunzvi as been declared a provincial heroine by the ruling party.

She will be buried at the Mashonaland East Provincial Heroes Acre on Tuesday.

The slogans and resolutions at the ZANU PF Conference clearly reflect the politics of entitlement where supporters want to convey a message that they will not give a chance to anyone else besides their candidate Emmerson Mnangagwa.

Enshrined in these slogans are messages of absolute and unwavering support for Mnangagwa and it seems to the supporters that there is no one else who can take the throne other than their candidate.

“Chinhu chedu” or :our thing” is a self-enrichment system of power and business deals within the Zimbabwe body politic, mainly within the ruling ZANU PF party.

It is generally accepted that Mnangagwa is the author and architect of” Chinhu chedu”. Former President, Robert Mugabe, was ousted by the military in order to protect this concept.

Presidential spokesperson George Charamba is widely known for having said to former Minister of Higher and Tertiary Education, Professor Jonathan Moyo, “Chinhu chedu chine vene vacho” meaning this is ‘our thing and it belongs to its rightful owners’.

There are visible elements of possessiveness, belongingness and ownership in the concept of “Chinhu chedu”.

Professor Douglas Mpondi of African Studies Association, Atlanta defines “Chinhu chedu” as, ” an opinion by a specific group of people in a political party or in a country’s political battlefield that ‘them’ or an individual they want has the absolute right to lead the party or the Country.

Mnangagwa Speaks Like Grace Mugabe, Says “We Are Unstoppable!”

ZANU-PF’s economy-focused conference, which ended here yesterday, has sent a loud message that the ruling party is “boldly on the move”, First Secretary and Emmerson Mnangagwa has said.

In his rousing closing remarks at the party’s 17th Annual National People’s Conference in Esigodini, which was themed “Zimbabwe is open for business: Peace, unity towards an upper middle-income economy by 2030”, Mnangagwa declared that Zanu-PF was unstoppable in its quest to deliver better livelihoods.

To huge cheers, Mnangagwa said: “Here is the message from Esigodini. Those who have ears listen, those with eyes see; Zanu-PF is boldly on the move.

“We have an appointment with our destiny and we will not miss our destiny. Zanu-PF will not be distracted or destroyed, it will prosper.

“Prosperity for our beloved country and a better quality of life of our people is inevitable and it is us who must achieve it.

“Musangano wedu, Zanu-PF, wava kufamba senzou. Ucharamba uchingofamba, uchingofamba uchingofamba.

“Hapana unoumisa; tinoziva kwatinoda kuinda; tichafamba, tigongofamba tichingofamba vanovukura vachingovukura.”

Mnangagwa said the resolutions adopted by the Conference marked a new era of implementation and development.

“All the resolutions were unequivocal and will certainly strengthen and consolidate the correct line as well as our desire to grow and modernise or revolutionary mass party,” he said.

“Zvisungo zvataita zvose hapana chatawana chatigozhera. These will further stand as a guiding beacon as we implement our polices and programmes in the coming year. Zvisungo izvi uchava mwenje watichatevera tichienda mberi.

“The spirit of unity, love, loyalty, co-operation and discipline within the party, must remain the solid foundation upon which our structures are build and strengthened.”

Added Mnangagwa: “Party leaders and members alike should continuously and consistently concern themselves with the state of the party and seek to improve it always.

“Hard work, integrity, unity of purpose, honesty, sensitivity to the plight of our people regardless of social status must be synonymous with the party line.”

Mnangagwa urged Conference delegates — who numbered in the thousands — to share their fruitful deliberations with their constituencies so as to galvanise Zanu-PF’s momentum.

“As we close our Conference, allow me once again to thank you for the commitment, discipline and focus which has characterised this conference,” he said.

“This is the nature and character of true cadres of a true revolutionary party.

Mnangagwa Telephones Himself Over Devolution In Mat’land

ZANU PF leader Emmerson Mnangagwa yesterday literally telephoned himself over the subject of devolution in Matebeland.

Mnangagwa said he has been happily surprised by the quick understanding and reception by Zimbabweans on the concept of devolution and creation of provincial economies saying the days of lope-sided development must be a thing of the past.

In his closing address at the 17th Zanu-PF Annual National People’s Conference in Esigodini, Matabeleland South Province, Mnangagwa said there was an urgent need to close the development gap between the urban and rural communities to achieve prosperity for all the people by 2030.

“I have been happily surprised by the reception and quick understanding of the concept of devolution and creation of provincial economies, by our communities. We must work hard, with a renewed sense of urgency, to close the development gap between the urban and rural communities.

“The revitalisation of rural areas must be uttermost in our endeavours. The days of slope sided development must be a thing of the past. All our people are important to us, everybody must be on board, no one must be left behind,” said Mnangagwa.

“The prosperity we seek to achieve by 2030 must be for all our people in every corner of the country. Our desire for better and more modern roads, schools, health facilities must be realised across the entire country. As we are determined to modernise, build and industrialise our beloved country, no one should be left behind.”

Mnangagwa said the resolutions at the conference will help the Government to be more focused guided by the will of the people.

“We value all the constructive contributions, with regards to all the sub-sectors of the economy; agriculture, mining, manufacturing, tourism, infrastructure, energy, ICTs and social services. As conference has directed, we will accelerate the various strategies that will lead to the modernisation of our agriculture sector and ultimately increased production and productivity,” said Mnangagwa.

He called on the party to be at the forefront in communicating the programmes to modernise Zanu-PF and the Government structures, policies and systems.

“The relevant departments of the party must play a central role in publicising our policies, programmes and reform measures to allow for the tracking of progress, monitoring and evaluation by the people,” he said.

Speaking during the official opening of the conference on Friday, Mnangagwa said his Government is serious about implementing devolution and decentralisation in the running of national affairs as a strategy to revitalise the economy and improve the people’s standards of living.

He took a swipe at those he said were divisive elements in the country calling for cessation, saying Zimbabwe is a unitary nation rich with diversity. “In implementing devolution, let us always remain mindful that we are a unitary state, with diverse cultures, languages, beliefs and religions. We must therefore use this concept for economic advancement as a vehicle to propel development. Devolution must improve the quality of life of all our people, in every corner of the country, as we strive to become a middle-income economy by 2030,” said Mnangagwa on Friday.- state media

Mnangagwa Just Can’t Believe That Wicknell Is Not In Prison

Correspondent|Emmerson Mnangagwa has expressed his shock over the judgement issued on Thursday by High Court judge Tawanda Chitapi declaring the contract between Wicknell Chivayo’s Intratrek Zimbabwe and Zimbabwe Power Company valid.

Speaking at the just ended ZANU-PF annual conference in Esigodini, Matebeleland South, President Mnangagwa said: “There is a person who was given a contract to come and erect a solar plant here in Matabeleland South. The person came and erected some shacks and left.

“I was shocked to read in the papers that the same person has won a court case. I don’t understand how our courts work to permit the granting of an order of $25 million in favour of a person who received $5 million advance payment and did nothing.”

The High Court declared the contract signed between the parties for the Gwanda solar project valid.

ZPC was ordered to engage Intratrek and discuss progress on the Gwanda solar project in the next 60 days or alternatively pay $25 million damages to Intratrek.

Chivayo had been hauled before a magistrate to answer charges of fraud on the way he handled the 100 megawatt (MW) Gwanda Solar Project contracted by ZPC.

The State case was that Chivayo received $5 million advance payment for the project from ZPC without a bank guarantee, but ZPC stated on court record that they were not a complainant in the matter.

Chivayo and Intratrek then turned the heat on ZPC and told the court that the power utility was in fact, in breach of contract by wantonly causing delays and impediments to the implementation of the solar project.

But in an opposing affidavit to Intratrek’s High Court application, ZPC denied causing Chivayo’s arrest, technically meaning there was no complainant in the Gwanda Solar Project case.

In his judgment, Justice Tawanda Chitapi said ZPC had acted unlawfully and in bad faith, possibly under external influence from parties who were not part of the contract.

In October, boastful Chivayo warned on Twitter that he was going to win lawsuit against Zimbabwe Power Company (ZPC) and still make more money.

Wicknell also said the ZPC charges aganist him were fabricated and driven by pure malice and jealousy.

“ZPC fabricated fraud charges against me are an embarrassment to the police and Prosecutor General’s office,” said Wicknell, writing on Twitter on 28 October.

“Baseless and nonsensical to say the least. Pure abuse of their constitutional function. Kurwadziwa ne mupfana wechi diki ane chipo chake che mari.”

Wicknell has also boasted that he will still be contracted to complete the Gwanda Solar project which he could not start off after being paid $6m by ZPC in 2015.

Bomb Scare At ZBC

A SUSPECTED explosive device has been found at the ZBC Bindura offices. What started as a suspected case of burglary has turned out to be more sinister after an undetonated explosive device and unused matches were discovered at the complex housing ZBC offices in the Bindura Central Business District.

The explosive device was logged in the wall at the back of the ZBC offices, while a neighbouring hair salon was ransacked and groceries stolen.

People who use the complex which also houses shops, a restaurant and a bar expressed shock and called on law enforcement agencies to step up measures which ensure their safety.

“We woke up to find the gates open and the doors smashed and we discovered that our groceries had been stolen, later on we saw this dynamite and now we are even afraid,” said one of the complex users.

Another complex user said; “The police should do something to protect us”.

Police attended the crime scene with Mashonaland Central acting police spokesperson Assistant Inspector Petros Masikati highlighting investigations are in progress.

Family Of Late MDC Councillor Arrested For Accusing Rival Of Witchcraft

Correspondent|The family of the late MDC Bulawayo Ward 28 Councillor Hapson Ncube has been arrested on allegations accusing former councillor Collet Ndlovu of witchcrafty.

The family claimed Ndlovu as being the one behind the death of their son.

A source close to the development revealed that the arrest was effected on Thursday.

“Former ward councillor Collet Ndlovu reported the late Happy’s mother and his two siblings for bringing a corpse to his business compound and accusing him of killing their son.” Said the source.

“As you are aware that on Wednesday during the funeral procession mourners were singing anti-Collet songs and claiming that he bewitched Happy. Throughout the funeral speeches that were made suggested that Collet killed Happy. This did not go down with him and he reported the matter to the police. As I speak to you now, the mother and the two siblings have been arrested under the Witchcraft suppression Act.”

On Thursday state media reported that MDC suporters sang songs at the business premises in Cowdray Park suggesting that Happy, who died on Sunday was killed through witchcraft.

They passed through the business premises enroute to Bulawayo Amphitheatre where a service was held before burial at Lady Stanley Cemetery.
The crowd chanted slogans denigrating Mr Ndlovu, saying “Phansi ngo Collet, phansi (down with Collet)” before breaking into song, “Ndiwe wakauraya pahukama, hazvina mhosva pahukama.”

Vice President Claims Government Wants To Assassinate Him

Malawi’s Vice-President and president of the new party UTM said on Friday that he has uncovered a government plot to assassinate him and his party leaders.

Saulos Chilima told a mammoth crowd in Mwanza where he held a political rally on Friday under the banner of UTM that there is a plan by the ruling party Democratic Progressive Party (DPP) led government to assassinate him.

“Actually, I have seen one of the assassins at Tsangano. When he saw that I have seen him, he disappeared. Let me warn the intelligence agents and the Home Security ministry officials that I know that I am their target for assassination but they will not succeed, these are amateurs,” he said.

Chilima said it was a “fact” that he and UTM top brass are on a hit list, but said the source of the information was confidential.

He told the police in Lilongwe that they should not write him over the matter, saying he will not respond to the letter.

“I have the list of the assassins and I have shared it with my friends so that if anything happens to me, they should know who have done it,” he said.

The UTM leader said he has credible information that the DPP has hired assassins from within Malawi to assassinate him through poison, staged accident or bullet.

“People like John Chilembwe shed their blood for the good of Malawi and I am ready to die for my Malawi. They can kill us and eat our flesh anywhere they want. After all, they are known for killing those with dissenting views,” he said.

Chilima also said he is vying for the presidency in order to stem graft, nepotism, tribalism, regionalism, cronyism, favouritism, plunder of public resources, arrogance and impunity.

Media Statement|The MDC would like to set the record straight that the call for dialogue is not a clamor for a GNU, but a call to return this country to legitimacy, pursue a trajectory of growth, peace and economic relief.

The Herald’s celebration of Mutambara’s statement to the effect that there cannot be dialogue in a situation where some party has a Parliamentary majority is therefore premature. For the avoidance of doubt, dialogue must focus on a programmatic agenda whose implementation has not been prescribed by the MDC. We have made it clear that implementation mechanisms must be a product of dialogue in which we propose a National Transitional Authority.

This is, however, a last point of discussion, only following an agreement on a program over the following issues.

1. Resolution of the legitimacy crisis arresting our country.
2. Political and Institutional reforms.
3. Dealing with the urgent economic issues to give the people of Zimbabwe a break from the current suffering.
4. Outlining a program of National Unity and Transitional Justice.
5. Setting a strategy for International re-engagement.

These are issues that the two-thirds majority being referred to have failed to resolve beyond reasonable doubt.

We place it on record that the MDC did not only challenge the Presidential results, but several petitions were filed in respect of the House Assembly including one in which ZEC admitted to calculation failure.

We want to correct the idea that dialogue only takes place in a situation of a hung parliament. There was dialogue in Zimbabwe in 2007 leading to amendment number 18 of the previous Constitution. Zanu PF back then had a majority.

Anyone who means well for this country would agree that only dialogue can serve our people from the unpalatable suffering, preserve peace and avoid yet another elite implosion.

USA Challenges Mnangagwa To Engage Chamisa To Prove His Worth

THE United States government has called on President Emmerson Mnangagwa to show his statesmanship by urgently engaging his political nemesis MDC leader Nelson Chamisa for reforms needed to restore political stability and rescue the country’s free-falling economy.

US ambassador to Zimbabwe, Brian A Nichols told NewsDay Weekender in Bulawayo on Wednesday ahead of the Zanu PF national conference in Esigodini that Mnangagwa stood to gain more international respect if he initiated dialogue on reforms with the youthful opposition leader.

“I hope that our political forces will work towards promoting the reforms that are necessary to make Zimbabwe more democratic, more prosperous, and successful and more open to the world. I think there are a number of very strong proposals that have been put forward by President Emmerson Mnangagwa and the opposition parties,” Nichols said.

He said the two leaders should work together to repeal repressive legislation like Access to Information and Protection of Privacy Act and the Public Order and Security Act and also open up broadcasting space.

Nichols also emphasised peace-building and reconciliation mechanisms, particularly for Gukurahundi victims.

Early this week, both leaders gave conflicting signals on the proposed talks, with Chamisa saying he was ready for dialogue, while Mnangagwa declared he would not talk to losers.

This comes amid reports that former Kenyan chief justice Willy Mutunga was in the country to broker talks between the two protagonists.

Mnangagwa yesterday dug in, telling delegates at the ongoing Zanu PF party conference at Mzingwane High School in Matabeleland South province that he had effectively shut the door on Chamisa and would go it alone, buoyed by his “resounding victory” in the July 30 presidential race.

His deputy, Constantino Chiwenga, told the same gathering that his boss had extended an olive branch to the opposition, but they had spurned it.

“We won the elections resoundingly. The two-thirds parliamentary majority and the 50,6% victory in the presidential election was by no means a small victory. The law requires one to get 50% plus one vote to be declared a winner of the poll. However, our revolutionary party won resoundingly. The victory is testimony of our party’s popularity,” Mnangagwa said.

“We were given the mandate to govern the country for the next five years, full stop. No GNU [government of national unity],” he declared, drawing wild applause from delegates.

Mnangagwa described recent protests held against him by the MDC as “irritating noise” from sore losers.

“Results came from all corners of the country, for which I am truly grateful. One of the 22 presidential candidates took us to court refusing to accept the majority vote. This culminated in a Constitutional Court ruling, which confirmed me as the winner, as was decided by the people of Zimbabwe.

“Do not despair or lose sleep. I urge all party members not to be deterred by those making irritating noises. As Zanu PF, we have no agenda for GNU. Let us, instead, focus on rebuilding the economy and improve the quality of life for our people,” Mnangagwa said.

The Zanu PF leader also disclosed that he would next week release findings of the August 1 post-election fatal shootings inquiry. Mnangagwa received an executive summary of the findings from the commission of inquiry led by former South African President Kgalema Motlanthe, two weeks ago.

The Zanu PF leader, who has since been endorsed as the party’s presidential candidate for 2023, told his party members to redirect their energies towards restoring economic stability in the country.

“This conference is being held against the backdrop of an economy which is characterised by fuel shortages, high cost of drugs, medicines, farming inputs and fertilisers as well as a wide range of basic commodities,” he said.

“We condemn the opportunistic and gluttonous triple pricing regime practices by some business persons that have resulted in untold suffering to the majority of our people. “Government along with industry continues to dialogue and interrogate the … build-ups towards finding lasting solutions which will bring permanent relief to consumers and greater stability to the economy.

We also need to address the question of our own domestic currency, once the correct economic fundamentals are in place.” Turning to devolution, Mnangagwa cautioned that the governance system must not fragment the nation.

“In implementing devolution, let us always remain mindful that we are a unitary State with diverse cultures, languages, believes and religion. We must, therefore, use this concept for economic advancement and as a vehicle to propel development.

Devolution must improve the quality of life of all our people in very corner of the country as we strive to become a middle income economy by 2030,” he said.

Mnangagwa’s Government Not Moved By SA Court Ruling Resuscitating The Sadc Tribunal

PRESIDENT Emmerson Mnangagwa’s government is unfazed by a damning judgment delivered by the South African Constitutional Court early this week that could signal the resuscitation of the Sadc Tribunal, Information deputy minister Energy Mutodi said yesterday.

Created as a court of last resort for the region in August 2000, the tribunal made a ruling against Zimbabwe’s land expropriation policy in 2008, a move which triggered a chain of events which led to regional leaders disbanding it in 2014 and creating a separate protocol to only deal with inter-State disputes.

The South African court said the move to disband the tribunal was instigated by former President Robert Mugabe.

The South African top court ruled that the country’s then President Jacob Zuma’s participation in the disbandment of the Sadc Tribunal and the establishment of the protocol was “irrational, unlawful and unconstitutional”.

While pressure groups have welcomed the possible resuscitation of the tribunal, Mnangagwa’s government said it remained unshaken, as the tribunal serves no purpose.

“Basically, the disbandment of the Sadc Tribunal was as a result of the need to stop the court from interfering with the sovereignty of member States. Sadc is not a State itself, but a grouping of States with a common objective to achieve economic development,” Mutodi said.

“That, however, does not take away the fact that each member State must determine its own destiny based on its own constitution. The South African Constitutional Court ruling to compel the South African government to re-institute the tribunal is, therefore, a nullity and of no force or effect [in Zimbabwe], as South Africa alone cannot decide for Sadc as a whole,” said Mutodi, adding Zimbabwe’s land reform was irreversible.

He said the re-establishment of the tribunal would just be a duplication of the role played by apex courts in different Sadc countries on issues of the protection of the rights of citizens.

He said Zimbabwe would oppose a move to re-introduce the tribunal.

“Blacks had to take up arms to re-claim the land and on that basis, Zimbabwe will not support any attempt to re-introduce a Tribunal that tries to interfere with her sovereignty and hard-won independence. That would be a duplication of the roles played by apex courts of member States and their parliamentary bodies,” Mutodi told NewsDay Weekender.

“Without imposing our will on any Sadc member State, we believe our situation is more or less similar and, hence requiring a common position that we took when the Tribunal was disbanded.”

Justice minister Ziyambi Ziyambi also dismissed the judgment as “academic”.

“I am not sure what the South African government is supposed to do with that judgment because the institution has been disbanded. The only thing they can ratify is the protocol. South Africa is not Sadc. Heads of the State met and agreed, signed the treaty withdrawal and now, the only way out is for the South African government to persuade other leaders to do the same,” he said.

“The demand that we respect the Sadc Tribunal judgments is also very academic in my view because there is no institution whose judgments we must then abide by.”

The opposition MDC called for immediate steps to re-establish the tribunal, describing Mutodi as an excitable character who is failing to grasp Harare’s policy shift.

MDC spokesperson Jacob Mafume said Mutodi was out of sync with Mnangagwa’s public pronouncements and new policy thrust.

“This government has told everyone who cares to listen that it wants to change the way it has been doing things. Mnangagwa has told the world that he wants to respect human rights, so it would be folly for anyone to listen to Energy Mutodi, who has a propensity to energetically fail to appreciate issues,” Mafume said.

He added that the South Africa Constitutional Court had shown the way in the region regarding independence of the Judiciary.

“The tribunal was put in place not for the convenience of governments, but for the protection of the rights of Sadc citizens. It must, therefore, be restored immediately with full powers and its judgments respected,” the MDC spokesperson said.

He added that South African courts would have no choice, but to enforce the judgments of the Sadc Tribunal, “which should raise anxiety among our leaders who have an insatiable appetite for everything foreign, including property”.

Constitutional law expert Munyaradzi Bwanya said the South African ConCourt judgment sets President Cyril Ramaphosa’s government on a collision course with other Sadc member States and exposes his country’s lower courts to litigation from aggrieved regional citizens.

“The judgment opens up the South African Courts to litigation from Sadc citizens who have failed to get justice in their own countries and sets Ramaphosa on a collision course with other member states, in particular Zimbabwe,” said Bwanya, adding if Ramaphosa agrees with the judgment, he would have to navigate a political minefield to persuade other regional heads of State to move in the same direction.

He said the judgment was also a potential banana skin for Mnangagwa.

“Mnangagwa has told the world that he wants to compensate white farmers because they were treated unfairly, but his government does not want the same farmers to access justice. The existence of disbandment of the Sadc Tribunal and the veracity of its judgments cannot exist exclusive of each other. Mnangagwa cannot accept that the disbandment was the correct thing to do, while telling the world that its judgments were correct,” Bwanya said.

The ruling and possible re-establishment of the Sadc Tribunal will likely create a fresh flash-point between Zimbabwe and Western countries, particularly the United States.

Under its sanctions regime on Zimbabwe, the US has demanded respect of the Sadc Tribunal’s judgments, among other issues related to the rule of law.

Zanu Pf Resolves To Amend The Constitution

By Own Correspondent| Zanu Pf has resolved to amend the  Constitution for the extension of the women’s quota in parliament.

The resolution came out at the just ended 17th Annual National People’s Conference in Esigodini Matabeleland South (Saturday).

Said Speaker of parliament Jacob Mudenda while presenting the overall resolutions from the conference:

“The party has adopted to amend the constitution regarding the clause that speaks about the sixty seats for women members of parliament expiring on 2023 to increase its life spine until a considerable level of empowerment has been reached.”

Section 124 (1) b of the constitution says: “For the life of the first two Parliaments after the effective date, an additional sixty women members, six from each of the provinces into which Zimbabwe is divided, elected through a system of proportional representation based on the votes cast for candidates representing political parties in a general election for constituency members in the provinces.”

Underfire Minister Mutodi Distances Self From R5million Bribe Allegations

By Own Correspondent| Deputy Minister for Information and Broadcasting Services, Energy Mutodi has refuted reports that he demands bribes from influential people and business moguls in order for them to meet the country’s first citizen, President Emmerson Mnangagwa.

Unconfirmed social media reports claimed that Mutodi reportedly demanded a bribe from Mother Moon for him to arrange a meeting with Mnangagwa.

While addressing ZANU PF delegates at the ongoing Annual People’s Conference, Mnangagwa revealed that there are government officials who have demanded 5 million Rand to organise a meeting with him.

A report claims that the unnamed Minister is none other than Mutodi.

Writing on microblogging site Twitter, Mutodi distanced himself from the allegations and said:

Rich Man Marries Two University Students At The Same Time

THE story of 27-year-old Tom Junior Mako marrying his two wives at the same ceremony has captivated Kenyans in the past few days. The businessman from from Kajiado County, south of the capital, Nairobi, married Elizabeth Simaloi, 25, and Joyce Tikoiyan, 23.

The two young women are students at a local university. There had been reports that the wedding took place in a church, which would make it unlawful.

“I want to clear the air. My wedding was customary and had nothing to do with the church. There are people posting misleading information on social media that my wedding was presided over by pastors,” Mako told the Star newspaper.

He said he chose to marry two wives because both of them loved him. He did not want to offend any of them.

“This is a message I’m sending to modern cheating husbands who pretend to love one woman and yet they have others on the side. I’m being sincere to my wives because I will not have any other reason to marry another woman. I believe the two will satisfy me.”

The two women told the Star they love their husband and were happy with the arrangement.

“He is our love, we chose to do what he wanted – the two of us are his wives,” Tikoiyan said.

Own Correspondent|In a very scary moment an aged ZANU PF member estimated to be over sixty appeared on ZBC live Television broadcast collapsing after winning a beauty contest in Esigodini.

The member who ZimEye.com sources have identified as ZANU PF primary elections losing senate candidate Margarine Kumalo from Gwanda fell in a very worrysome manner shortly after being named as the second princess in the party beauty contest.

The national broadcaster immediately went off air after the incident which has raised concerns from critics on social media.

Details on the condition of the old lady after the fall have not been confirmed.

Losing MDC Councillor Burns Down In Laws’ Home In Rage

MDC Alliance’s losing council candidate for Mwenezi Ward 7 in the July 30 elections, Felix Mashavele has been convicted of malicious damage to property and jailed for nine months.

Magistrate Honest Musiiwa convicted Mashavele (34) of burning down the houses of his in-laws following a misunderstanding.

Mashavele, who resides in Ranganai village under Chief Neshuro, pleaded guilty to all the three counts but three months of his sentence were conditionally suspended, leaving him to serve an effective six months behind bars.

The State’s case as presented by prosecutor Caroline Pasipanodya, was that on November 26 this year at around 18:00hrs, Mashavele went to Tivahlire village where his father in-law, Isaac Tivahlire resides.

He told Tivahlire that he had come to collect his wife but a disagreement arose and an angry Mashavele used a match stack to start a fire on a kitchen hut before fleeing.

The fire destroyed 5x50kg of sorghum worth $300.

On that same day, Mashavele proceeded to Ranganai village where he torched two houses belonging to two of his brothers-in-law, destroying property as well as some bags of maize and sorghum that were inside the huts.

The value of the property that was destroyed at the two houses amounted to $855. A police report was made at Sarahuru Police Base leading to Mashavele’s arrest.

In the July harmonised elections, Mashavele contested for Ward 7 and lost to Zanu PF’s Killion Murabharari.

Let’s Run With The Bond Note For Another Six Months, Eddie Cross

Opinion By Eddie Cross|BY introducing Exchange Control via the Reserve Bank the State has done the following:

1. Created a system to ‘sweep’ some US$3 billion in direct foreign earnings into the Nostro accounts of the Bank. This amounts to about US$10 million every working day.

2. Centralised the allocation of foreign exchange for imports on a priority basis, leaving the rest of the economy to buy their needs on the open market, which it is now attempting to make illegal.

3. Adopted an artificial rate of 1 to 1 for all such funds and thereby creating additional, new balances in the market of ‘RTGS’ dollars when they pay the exporters for the balances swept into the RBZ accounts.

4. Because of the fiscal deficit over the past 5 years the country has built up a mountain of RTGS dollars which now amount to $22 billion ($10 billion in Bank accounts, $9 in TB’s and $2,5 billion in RBZ overdraft). These balances simply cannot be dollarized again and must inevitably be devalued.

5. The RTGS dollar has become delinked from the US dollar and is now trading at a steady 3,5 to 1 against the US dollar. Correcting the fiscal deficit has steadied the ship but the fundamental imbalances remain in the market. What everyone fails to see is that at this level the RTGS dollar is the strongest currency in the region and the market clears at this level every day.

6. As a consequence, the market has started reducing the real value of the RTGS dollar through inflation and this process will continue until the imbalances in the market are addressed.

7. Inflation is creating political pressures and these must be addressed as a matter of urgency – not by stopping the process of adjustment, but by accelerating the process of adjustment and dealing with the aftermath.

In addition to the above factors, the introduction of exchange control and the way it is being administered by the Reserve Bank is having the following effect on local markets and on the productive sector:

1. The use of the artificial exchange rate of 1:1 is taking real value from the foreign earnings of exporters and replacing it with RTGS dollars valued by markets at 3.5 to one. On average this is depreciating the overall earnings of the export sector by more than half. The result is that production levels of all export industries is in decline and gold production is again going back into the informal market where no exchange control influence exists. Official intake of gold has declined by 40 per cent, tobacco plantings are down and major exporters are considering shutting down until the situation corrects itself.

2. The transfer of these resources of hard currency to the consumptive sector at the artificial rate of 1:1 means that the demand for the goods benefiting from this mechanism (fuel, food) has increased sharply. Fuel, previously trading above regional levels at US$1.45 is now trading effectively at US$40 cents or less. Regional States are buying fuel in Zimbabwe, transit truck hauliers are also doing so and demand has doubled to over 8 million litres per day.

3. At this level the RBZ cannot meet demand the consequence is now long queues and the emergence of a huge market for fuel that is being trading at the real market price of US$1,50 per litre or $5 per litre in the open market, driving up inflation.

4. Companies and industries that depended on official allocations of hard currency at the artificial rate are now in deep trouble because they have to turn to the informal market for hard currency and this is holding up the rate. If they do not do so they will run out of essential imports and shut down. Delta has closed its soft drinks plants for this reason.

5. The artificial rates at which the Reserve Bank is trading currency is creating opportunities for rent seeking and corruption on a large scale and this can only be corrected by market forces.

We have the right intentions but are not moving fast enough on this crucial problem. The fundamentals are sound in Zimbabwe but these distortions in market prices must be addressed and addressed immediately. The chaos in all local markets has its root cause in this system and only its complete and immediate dissolution will restore order.

If we were to announce that with immediate effect all retentions of export earnings by the Reserve Bank are suspended and exporters should retain 100 per cent of their sales in their own FCA accounts, the result would be to release US$3 billion into the open market for hard currency. My own view is that total hard currency inflows to Zimbabwe from all sources probably approach US$8 billion at this time (Exports, Tourism, Transfers, Remittances etc.). However, the retention of earnings by the export sector and others affected by exchange control sweeping activities would immediately reduce open market rates for the RTGS dollar. Most business persons say they think it could go to 2 to 1 or slightly more – but the consensus is that it would strengthen rather than depreciate.

In addition, it would then require that everyone who wants to import or pay external expenses will have to rely on the open market and that the majority of such transactions would shift from the informal sector to the Banking system. This would not only strengthen the banks but will also boost the net income of all exporters and earners of hard currency. The impact on the productive sector would be immediate and substantial and in my view will lead to an immediate surge in overall foreign earnings in the formal economy. It will boost the profitability of the most competitive of our industries and boost tax collections.

The Banks would trade currencies on behalf of their clients and the market will clear each day at set exchange rates which would then be published and set the basis for market prices. This would remove from the market opportunities for rent seeking and arbitrage and supply and demand would balance themselves out in the open formal markets of the country.

One inevitable consequence of these changes will be a short term rise in inflation over six months before it settles down to a longer term rate based on the economic fundamentals. The result will have to be a process to adjust salaries to reflect the new realities. This gives us the opportunity to compensate for the rising prices but at the same time address anomalies in the salary structures of the private and the public sector. This also creates the opportunity to activate the Tripartite Negotiating Forum and reach consensus on the way forward which would stabilise our politics.

My own view would be to run with the RTGS and the Bond notes under these conditions for 6 months and then introduce a new local currency managed by the Monetary Policy Committee in the Reserve Bank. When this happens demonetize the Bond notes and replace them with the new currency at full supply to meet transactional demands.

“Do Not Abuse Democracy”: Warns Mnangagwa As He Concludes Zanu Pf Conference

By Own Correspondent| In his closing remarks at the 17th National People’s Conference in Esigodini Matabeleland South, President Emmerson Mnangagwa has warned those intending to abuse the democratic space adding that Zanu Pf will not sit back and watch detractors destroy the revolutionary party.

Said Mnangagwa:

“…..We will guard against those who want to abuse this democracy. This space of democracy must be enjoyed…. that respect for other people must continue to be entrenched.

Our revolutionary party will continue to relate to other revolutionary parties in the region and beyond and we are saying here is the message from Esigodini, those who have ears listen, those with eyes see…our party Zanu-PF is boldly on the move.

By Own Correspondent| Vice President Constantino Guvheya Chiwenga has revealed that his party will not respect opposition MDC and its leader Nelson Chamisa for refusing to acknowledge Zanu Pf leader Emmerson Mnangagwa as the duly elected leader of Zimbabwe following the July 30 polls.

Chiwenga warned the MDC that it was now pay back time for opposition who initially spurned an olive branch from Mnangagwa shortly after his landslide victory in the harmonised polls.

VP Chiwenga said this at the ongoing Zanu Pf national people’s conference in Esigodini Bulawayo.

He said:

“Cde President, you personally stretched out your hand to the opposition after zanu-pf’s July 30 landslide victory.

But the opposition spurned that hand. You have since withdrawn the well stretched hand. All of us follow, principally those of us in Parliament are very happy that our Minister of Justice, Legal and Parliamentary Affairs (Ziyambi Ziyambi), acting in his capacity as leader of the House (in Parliament), sent a clear signal of paying back the opposition in the hard coin they have tossed us.

Mnangagwa Implores Zanu Pf Cadres To Safeguard The Party

Addressing delegates at the just ended 17th Annual National People’s Conference Saturday, Mnangagwa implored Zanj Pf stalwarts to trust the party and follow its Constitution.

He said:

“Let us all trust the party, rely on it and follow its orders. We must individually and collectively safeguard the unity, peace and solidarity of the party.

Each of us must conduct himself or herself honourably in your dealings with the public. We always guard against bringing the party into disrepute and ridicule as we are always obligated by our constitution.”

“Chivhayo Overpaid For Gwanda Solar Project?” Energy Minister Calls For Probe

By Own Correspondent| Energy and Power Development Minister Dr Joram Gumbo has said Intratrek Zimbabwe Private Limited, a company owned by controversial businessman Wicknell Chivayo, which was paid $5 million for the Gwanda Solar Project, may have been overpaid.

Speaking in an interview with the State Media during a visit to the site (Thursday), Gumbo said his ministry would submit a proposal to the Government on how best the project could be implemented.

Intratek Zimbabwe Private Limited was awarded the tender in 2015 and was paid $5 million by Zimbabwe Power Company (ZPC) to build the 100-megawatt Gwanda Solar Power Plant.

After receiving the money without a bank guarantee, no meaningful development has taken place at the site.

Said Gumbo:

“I’m here at the Gwanda Solar Project site on a familiarisation tour. There has been a lot of talk surrounding this project which was awarded to Intratrek with a total amount of $5 million being paid to the company for pre-commencement works.

I need to have a clear understanding of what really transpired as I understand that the matter is now before the courts. My interest is for the project to take off because one way or the other, Government has to make a decision for the project to take off.

I have requested a detailed report on the project from the Zimbabwe Power Company (ZPC). After receiving the report, I will sit down with my team and come up with recommendations which we will submit to Government on the way forward.”

He expressed disappointment as no work has been done at the site of the project despite the $5 million payment that was made to Intratek.

Dr Gumbo said the solar project was a crucial initiative that would not only benefit the Matabeleland region, but other areas as well.

He said the project had been divided into three phases and the first one was supposed to have been completed by now.

Dr Gumbo said the work that had been reportedly done at the site so far such as clearing of the land was sub-standard.

“I’m told that $5 million was paid for preliminary works, but I’m questioning whether it (Intratek) wasn’t overpaid.

I say so because there is a similar project in Mutoko where $2,4 million was spent on a solar project and it’s already producing power. It also has proper infrastructure compared to this bush which hasn’t been properly cleared.

This is a big project that is supposed to produce 100 megawatts. People have been waiting for this project since 2015 as it is one of the biggest projects we will have in Matabeleland region.

We will evaluate the project and the required time frames and come up with a plan. We want to see this project taking off,” he said.

A ZPC official on the ground who preferred anonymity said some of the works which should have been completed during the pre-commencement stage comprised clearing of 200 hectares of land, fencing, construction of three temporary structures, drilling of a borehole, establishment of a quarry, tarring of 2,4 kilometres of road and a water and sewer system.

He said so far half of the site had been fenced, 70 hectares of the land had been cleared and two temporary structures built.

Afreximbank Unveils $1,5million Facility For Zimbabwean Gvnt

The deal was signed this Friday at the Afreximbank headquarters in Cairo, Egypt.

RBZ governor, John Mangudya signed the deal on behalf of Zimbabwe.

Magistrate’s Bid To Reverse Livestreaming Of Biti’s Trial Hits Brickwall

By Own Correspondent| Harare magistrate Gloria Takundwa’s bid to reverse an earlier decision granting livestreaming rights to the media in the trial of MDC deputy chairperson Tendai Biti hit a brick wall after a High Court Judge ruled that her earlier decision stood.

In her application to the High Court, Takundwa sought reversal of her earlier ruling saying she had made the decision in “error”.

In a text message presented to the court by Biti’s lawyer Beatrice Mtetwa, a senior prosecutor Michael Reza labelled Takundwa as “very stupid or very brave or both”.

Reza was commenting on the magistrate’s decision to allow livestreaming of the case before consulting her boss.

However, her bid hit a brickwall, with the High Court saying her earlier decision should stand.

Biti, who stands accused of illegally announcing results of the July 30 poll, had through his lawyer Beatrice Mtetwa applied for livestreaming of the matter, arguing it was of public interest.

Chief law officer prosecutor Reza, who was recused from the case, in a leaked message early this week, allegedly described the magistrate as “very stupid or very brave or both” for allowing livestreaming of the case without consulting Chief Justice Luke Malaba.

Mtetwa then complained to Takundwa seeking to have Reza held in contempt of court, but the magistrate postponed the matter, saying she wanted to seek guidance from the High Court.

In her letter to the High Court, Takundwa said she granted the order for livestreaming in error.

“May you urgently place before a judge to review these proceedings on the grounds as stated that I am of the firm view that jurisdiction was absent in light of the fact that the application for media livestreaming was done in terms of the right to access to information,” she said.

“I granted the order in error in that no specific media house was appointed nor mentioned and whether such media house is licensed. There is no law regulating such an application, so the court acted outside the confinement of the law.”

But High Court judge Justice Joseph Musakwa declined to consider the review, saying Takundwa filed her letter without submissions of the proceedings for the State and defence.

Musakwa said he had no idea of what Takundwa considered in granting the application and said she should have accompanied her letter with detailed reasons that had been cited in court.

Own Correspondent|MDC-T Spokesperson Linda Masarira on Thursday clashed with Rights activist Patson Dzamara over Linda’s outcry that people are investing too much time in invading and analysing her social life.

Linda was responding after a video of herself drunk and threatening to beat a reveller at a bar went viral.

“We are stuck in the mud as a people because we major on ‘moralities’ and holier than thou attitudes.” Linda said. “We have too many life prefects and less problem solvers. The energy wasted on analysing my social life should be used productively on cross pollinating ideas on developing Zimbabwe. Have you ever heard me speaking of morality? Handirwadziwe zvekumhanya ndakadhiniwa kudhara.”

Patson Dzamara responded to Linda accusing her of being and attention seeker who uses unorthodox means to be a public figure.

“The energy you waste trying to make yourself a public figure through unorthodox means and kindergarten charlatanry could as well be put to good use.
“When some fall for your theatrics and give u the public figure status that you are shockingly desperate for…then live with it.”

Linda Masarira broke ranks with the opposition movement when she told the August 1 shooting Commission of Inquiry that Nelson Chamisa’s MDC Alliance youths received military training in Zambia and South Africa to rise against the Government in the event that they lost the July 30 harmonised elections.

“I can speak with confidence and evidence that there are two groups who were trained to lead protest though it is said that they were trained to do an uprising in a non-violent manner which is contrary to the actions that prevailed on August 1,” she said.

Since then, Linda has been at the receiving end of the opposition party members and political activist who are accusing Linda of selling hers soul to ZASNU PF in exchange of money.

Mudzuri Bunks Standing Committee Meeting

MDC vice-president Elias Mudzuri on Friday did not attend the party’s standing committee meeting.

The state owned Herald alleges that Mudzuri failed to attend the crunch indaba for fear of heckling, as happened to him last month at an MDC demonstration held in Harare.

The man was booed down when he tried to address the crowd and had to be whisked away from the event by the party’s security.

The Herald report claims: His attendance will obviously draw heckling, booing and, at worst, violence like what happened to former deputy treasurer Elton Mangoma just before the last split in 2014.

It is now a tricky situation for him because his continued absence can be used as a basis to take disciplinary measures against him.”

Dire Conditions At Govt Hospitals, Doctors Forced To Use Condoms In Place Of Latex Gloves

THE Zimbabwe Hospital Doctors Association (ZHDA) has revealed that medical doctors have been forced to use condoms due to the shortage of disposable gloves in order to protect themselves when working.

The junior doctors have been on strike since December 1, protesting against inadequate allowances, poor working conditions and lack of essential drugs and equipment at public hospitals.

They have also demanded to be paid in foreign currency citing inflation and the increase in the price of goods.

In an interview with ZimLive, Prince Butau, the treasurer of the Zimbabwe Hospital Doctors Association (ZHDA), said: “People are dying under our watch.

“As doctors, we’re also not psychologically in a good place because of the effects of the economy including price hikes and fuel shortages. There’s no personal protective equipment.

“Sometimes we’re forced to wear condoms when checking patients. Doctors are asking, until when practising bush medicine?”

The doctors have also accused the government of negotiating in bad faith and of using state media to spread “propaganda” about the state of the strike and the negotiations.

Twice now, the doctors have come out and exposed Minister of Health and Child Care Obadiah Moyo of lying about the negotiations after the minister lied that the strike had been resolved.

VID And Police Officers Raid Fuel Queues To Fish Out Unlicensed Vehicles

Correspondent|THE Vehicle Inspectorate Department (VID) has begun taking advantage of the ongoing fuel crisis to pounce on unregistered vehicles in fuel queues.

The VID, working in conjuction with the police, are also smoking out motorists driving without a valid drivers’ license, checking for car registration, insurance and all other required documents.

The operation has drawn mixed reactions from Zimbabweans.

Motorist Brain said “Maybe it’s just me, but I see absolutely nothing wrong, why would one drive without a licence or why should one’s car be on the road when it’s not supposed to be? “

“We are after those that have failed to regularise their licenses as required by the law. Beginning today (yesterday), we will have officers inspecting all fuel queues to check vehicle registration and related issues.”

The latest move will also help us deal with those using unregistered vehicles as conduits to hoard fuel for resale on the black market.

Some people have taken advantage of the reduction of the number of police roadblocks to avoid paying their vehicle licences, which has put a dent on the government’s revenues.

Matiza said some of the cars targeted for deregistration were being used for hoarding fuel.

“The latest move will also help us deal with those using unregistered vehicles as conduits to hoard fuel for resale on the black market,” he said.

Acid Test For Mandi Chimene’s Self Imposed Exile

By Own Correspondent| Vocal former Manicaland Provincial Affairs Minister Mandiitawepi Chimene could be forced to return from her self imposed exile anytime soon following Friday’s passing on of her 35-year-old daughter, Ellen Zimondi.

Zimondi, according to sources, had been admitted at the privately owned Murambi Gardens Clinic in Mutare over a two week period suffering from an undisclosed ailment.

In July this year, Zimondi appeared before a local magistrates’ court facing charges of impersonating Lands, Agriculture and Resettlement Minister Perence Shiri to fraudulently acquire farmland which she later sold to unsuspecting buyers.

She denied the charges.

The court heard that Zimondi claimed to be daughter to Zimbabwe Prisons and Correctional Services (ZPCS) boss, Paradzayi Zimondi.

But a lot of interest shall be centred on whether her once powerful mother, Chimene would finally decide to end nearly a year of self-imposed exile to attend her funeral.

The controversial former Zanu PF politician became more known for her fanatical opposition of then Vice President Emmerson Mnangagwa’s presidential ambitions during former President Robert Mugabe’s rule.

During her time, Chimene, once a member of the infamous Generation 40 camp that was fiercely opposed to Mnangagwa’s succession plot, often organised solidarity marches in support of Mugabe and his wife, Grace.

She once led a war veterans splinter group after the mainstream war veterans association led by Christopher Mutsvangwa had braved a Mugabe backlash by standing firmly behind Mnangagwa’s bid to become President.

All came to a dramatic end when Mnangagwa, with the help of the military, November last year staged a coup against Mugabe, leaving his once fierce rivals at his mercy.

To save her own skin, Chimene reportedly skipped the country into neighbouring Mozambique and little of the once larger than life character has been heard since.-ZoomZim

 

“Forget About The MDC” Chiwenga Tells Mnangagwa

Correspondent|PRESIDENT Emmerson Mnangagwa reached out to the MDC Alliance after his July 30 election victory, a gesture the vanquished opposition party rejected as they chose to disrespect him, hence ZANU-PF would return the gesture, Vice President Constantino Chiwenga said at Esigodini yesterday.

In his Vote of Thanks after the President’s keynote address, VP Chiwenga slammed MDC-Alliance for disrespecting the country’s leadership.

The MDC-Alliance attributed its loss to alleged rigging despite the fact that they lost in the country’s widely hailed electoral contest to date.

Determined Ministry Officials Find Body Of Drowned Colleague After Police Gave Up Search

UNDETTERED Ministry of Primary and Secondary Education officials continued to search for their missing colleague whose vehicle was swept away in heavy rains on Monday and ended up finding the body yesterday after police had called off the search.

Mr Richard Nyandoro, an Education Ministry accountant was travelling with Ms Samukeliso Dlamini, who was the Gwanda District Schools Inspector (DSI) when their vehicle was swept away following heavy rains on Monday evening at Mamsisi River Bridge in Ntalale Ward, Gwanda South.

Their vehicle was found by villagers on Tuesday morning along the river about 200 metres from the bridge lying on its roof.

Ms Dlamini’s body was recovered on Wednesday at around 6PM in a dam about eight kilometres from the bridge where the incident occurred as they were driving from Ntalale where they had gone on duty.

Since Monday efforts to locate Mr Nyandoro had been fruitless.

The police sub aqua unit from Bulawayo decided to abandon the search on Thursday at around 6PM after a two day search.

Matabeleland South Provincial Education Director Mr Lifias Masukume said a team comprising Ministry of Primary and Secondary Education officials, Gwanda Assistant District Administrator, community members and Nyandoro’s relatives continued with the search yesterday morning which led to recovery of the body.

A Ministry official found the body on the edge of the Mhenebolamba Dam.

Matabeleland South provincial police spokesperson, Chief Inspector Philisani Ndebele said police were called to the scene.

“I can confirm that the body which was still missing has been found at the dam. Police have been alerted to attend the scene, “he said.

Ntalale Ward councillor, Mr Coster Ndlovu who spent the whole day on Thursday at the scene said police called off the search at around 6PM.

He said the sub aqua team advised villagers to visit the nearest police station if anything arose.

“I spent the whole day at the scene where the sub aqua team was conducting the search. They searched the entire dam but found nothing. As villagers we ended searching from the dam going back to the bridge where we had started.

“The sub aqua team told us that they were calling off the search as they had done their best without luck. They told villagers to visit Guyu Police Station once we discovered anything and then they will be summoned. They also tasked us as community leaders to mobilise community members to continue with the search, “he said.

Meanwhile, teachers have bemoaned the death of their colleague, Ms Dlamini.

The Zimbabwe Teachers’ Association chief executive officer, Mr Sifiso Ndlovu, said it is sad that the Ministry lost the only female DSI in the province at a time when Government is advocating for gender balance through putting women in decision-making positions.

“This loss came as a blow to both Government and us because we have lost a hardworking woman who had put women on the map. This is a time when Government is advocating for gender balance through women empowerment,” he said.

Mr Ndlovu said it is the union’s desire to see more women in the Ministry taking up leadership positions.

“Ms Dlamini was a dedicated worker and l believe this incident caught her by surprise. I encourage my colleagues that as we are carrying our professional duties let’s be careful about our lives. Life lost cannot be compensated,” he said.

Progressive Teachers’ Union of Zimbabwe (PTUZ) president, Dr Takavafira Zhou said the fact that the two met their fate on duty makes them academic heroes.

“We would like to express our heartfelt condolences to the bereaved families and the education fraternity at large. Their loss is our loss and their untimely death has robbed the education sector and the nation of dedicated cadres,” said Dr Zhou.

Furore Over Chivhayo’s Acquittal

By Own Correspondent| Citizens here have expressed concern following a High Court ruling that cleared controversial businessman, Wicknell Chivhayo of any wrongdoing in the Zimbabwe Power Company tender saga.

Addressing Zanu Pf delegates in Esigodini Bulawayo (Friday), President Emmerson Mnangagwa said he did not understand how the judiciary operates following the acquittal of the controversial businessman.

Independent legislator for Norton, Temba Mliswa described the judiciary system as shaky accusing it of failing to deal with corruption.

Said Mliswa in a tweet:

Chivayo’s court victory leaves Zimbabwe Power Company (ZPC) with the onus of paying him $25 million for breach of contract or to allow his company to proceed with the Gwanda solar project.

ZPC and Intratrek had signed $172 million agreement for the construction of the Gwanda solar project which Chivhayo failed to deliver.

Human rights lawyer and former education minister David Coltart  said failure by the Mnangagwa led administration to prosecute corruption cases was damaging the country.

Said Coltart:

“If this catch and release strategy of the Mnangagwa regime was not so damaging to #Zimbabwe this would be funny. The gulf between the rhetoric of “zero tolerance of corruption” and real action is widening. Mnangagwa and the ruining party’s smoke and mirrors game are now clear to all.”

Chivhayo’s acquittal follows revelations by the Reserve Bank of Zimbabwe governor Dr John Mangudya that the central bank had absolved four of its officials previously implicated of illegal forex deals.

Said the RBZ in a statement:

“Members of the public will recall that on 22 October 2018 the Reserve Bank of Zimbabwe (the “Bank”) suspended, for an indefinite period, four of its staff members namely Messrs Mirirai Chiremba, Norman Mataruka, Gresham Muradzikwa and Azvinandawa Saburito pave way for investigations following some public utterances by Mr William Gerald Mutumanje (also known as Acie Lumumba) that the four directors were involved in corrupt activities and illicit currency dealings. At the time the Banlk advised that it would follow through and investigate the allegations and advise the public of the outcome.

The Bank and the law enforcement agents carried out investigations which on conclusion have revealed that Messrs Chiremba,  Mataruka, Muradzikwa and Saburi were not involved in the corrupt activities or an impropriety as alleged by Mr Mutumanje. The Bank would thus like to advise the public that the quarter has been accordingly absolved of any wrong doing.”

Mutodi’s Koreans Rush To Clear Him As One Of The Criminals Surrounding Mnangagwa

Own Correspondent|A grouping of would be Korean investors has released a joint statement claiming that they never paid Deputy Minister of Media, Information and Broadcasting Services Energy Mutodi money to meet President Emmerson Mnangagwa.

In a statement the Korean based cult Universal Peace Federation refuted allegations that they paid Mutondi $500,000 as a ‘facilitation fee’ to meet President Emmerson Mnangagwa and Defense Minister Oppah Muchinguri-Kashiri.

The Federation for World Peace and Unification (FFWPU) in conjunction with the Universal Peace Federation would like to make it clear that it never paid anyone anything to have access to His Excellency The President of the Republic of Zimbabwe President Emmerson Mnangagwa.

Our regional Group Chairman has previously on couple of occasions met His Excellency President Emmerson Mnangagwa.before meeting Hon. Mutodi without the need to buy favours.

The allegations against Mutodi came after President Emmerson Mnangagwa on Wednesday told ZANU PF Central Committee that an official in his party charged a potential investor five million Rand to connect them to meet him.

“They say before I take you, pay up. One person told me that he was charged 5 million rand to come see me. He was told that three quarters of the money would go to the president (and the other quarter to the fixer),”Mnangagwa said. “So corruption, corruption, corruption, down with corruption. Being asked to pay to see (Defence minister Oppah) Muchinguri, down with corruption.”
