Chikurubi Is Not Full: ED Warns Wicknell Chivayo

CONTROVERSIAL businessman Wicknell Chivayo faces prosecution with the risk of doing time behind bars after President Mnangagwa said the mistake made in awarding him the Gwanda solar project should not be repeated.

President Mnangagwa said Government had learnt a lesson from the Chivayo debacle compared to the success of the Nyangani project.

“Both experiences are good because we should never repeat what happened in Gwanda,” he said.

“So both experiences give us good lessons.”

He commended the Nyangani project adding that Government would in future avoid dealing with businessmen of Mr Chivayo’s ilk.

“Here is a project recently started and we are having 2,5MW in the national grid and soon it will be 10MW in the national grid. In Gwanda it is in the third year now and nothing has happened.

“We need in the future to have committed people who have experience in projects of this nature, not these fly by night briefcase businessmen,” President Mnangagwa said before abruptly adding a reminder that “Chikurubi is not full”, a reference to the maximum security prison on the outskirts of Harare

Mr Chivayo was awarded the Gwanda solar project in 2013 and was paid over $5 million for pre-commencement works.

There is little progress on the Gwanda project yet Mr Chivayo has been flaunting his riches on social media.

He recently took a selfie of himself with stacks of South African rands.

He often boasts on social media about his riches, and that he always laughs last.

Parliament’s Portfolio Committee on Mines and Energy chaired by Norton legislator, Mr Temba Mliswa, carried an inquiry into the award of the tender to Mr Chivayo and has exposed several irregularities in the deal. A tour by the parliamentary commitee of the project site in Gwanda, Matabeleland South Province, found two wooden cabins.

Mnangagwa Promises To Prosecute Chiyangwa

President Emmerson Mnangagwa has indicated that his long time “Tsholotsho Coup Ally”, Phillip Chiyangwa will be prosecuted if found guilty of corruption.

This was to do with the acquiring of property he allegedly did through the assistance of former G40 minister, Ignatius Chombo.

Mnangagwa was speaking during a Zanu-PF Women’s League meeting on Thursday.

Mnangagwa promised to rein in on Chiyangwa.

Mnangagwa said, “this report will be made public and I can assure you even those that you have mentioned (Chiyangwa) here, if he is found to have corruptly acquired (land) he will be prosecuted.”

He was referring to questions on a report presented by Zanu-PF Women’s League Harare provincial chairperson Ratidzo Mukarati which fingers Chiyangwa for acquiring land in Harare South. Mukarati said Chiyangwa is demanding more money from Zanu-PF supporters who bought those housing stands as cooperatives. She said those who cannot afford are being chased away with their houses and properties being destroyed. – state media

Chamisa Promises In Trouble Prison Officer His Job Back

By Paul Nyathi|Firebrand MDC-T leader Nelson Chamisa has promised that he will reinstate to his job a Zimbabwe Correctional Services Officer who was suspended from work for praising him at the expense of President Emmerson Mnangagwa.

Chamisa who paraded the man, John Mahlabera, in front of a packed Stadium in Chiredzi on Sunday assured him that he will get his job back on the 1st of August when he wins the presidential elections set for July 30.

Mahlabera who is a Senior Prison Officer based in Chiredzi was last week summoned to appear before the Zimbabwe Prisons and Correctional Services internal disciplinary hearing after he allegedly heaped praises on the main opposition MDC-T president Chamisa, allegedly describing him as “my president”.

In the summons (case number 2929948A,) Mahlabera is being charged with contravening section 3 (1) of the Prisons (Staff) Discipline Regulations 1984 of “using traitorous or disloyal words regarding the President or the government” or alternatively section 3 (46) of “being guilty of any other act, conduct, disorder or neglect of duty to the prejudice of good conduct or discipline”.

According to the charge sheet, on April 9 near Chiredzi Prison, Mahlabera “unlawfully” made political comments on his Twitter handle after an MDC-T rally held at Jerera Growth Point in Zaka, which was addressed by party president Chamisa.

Mahlabera, according to the charge sheet, wrote: “Come to Chiredzi my President” on his Twitter account, thus showing loyalty to the opposition party president, while exhibiting disloyalty and disgraceful contact (sic) to the President of the Republic of Zimbabwe and Head of State and Government and the Commander-in-chief-of the Zimbabwe Defence Forces or his office”.

The summons, on a prisons letterhead, were written by officer-in-charge of prisons police, one M Ferenando, and copied to the officer commanding prisons in Masvingo province.

Mahlabera’s lawyer, Collins Maboke, of the Zimbabwe Lawyers for Human Rights (ZLHR), said his client is set to appear before the disciplinary hearing on June 12 in Masvingo.

“First of all, they do not have evidence to the effect that the Twitter account belonged to my client. Secondly, how did they come to the conclusion that he was referring to the president of the MDC-T, Nelson Chamisa? What if he was referring to another president of an association or President Emmerson Mnangagwa. Again, the Constitution guarantees freedom of expression,” he said.

Mahlabera joins a long list of 200 other Zimbabweans-according to the ZLHR, who have been arrested and prosecuted in courts by the previous administration of ex-president Robert Mugabe for undermining the authority of and insulting the president.

NPF member Jeppy Jaboon has accused President Emmerson Mnangagwa’ s Zanu PF of peddling falsehoods on former First Lady Grace Mugabe’s role in the party.

Jaboon also dismissed claims that Mrs Mugabe was angling herself to land the post of vice president in the MDC Alliance.

“We will vote for the MDC Alliance Presidential candidate but Mrs Mugabe is not involved in the whole arrangement,” said Jaboon.

BIKITA, a social media platform for political developments, a group of Zanu PF Youths pulled down MDC Alliance Parliamentary candidate for Bikita West Constituency, Kudakwashe Bhadharai’ s posters and placed Mnangagwa’ s pictures. The youths also shouted obscenities at MDC Alliance supporters.

MDC Alliance Presidential Candidate Nelson Chamisa has said he will compensate Chingwizi Settlers after winning the July 30 elections.

The Chingwizi Settlers were displaced by the floods that hit the Tokwe Mukorsi area five years ago.

Chamisa addressed thousands of enthusiastic villagers at Bongo Business Centre in Chingwizi yesterday.

“This is a pathetic situation, there are no boreholes, there are no clinics and there are poll and mud houses.We will address your concerns soon after winning elections,” said Chamisa.

A plot by sponsored ruling party elements to disrupt MDC Alliance candidate Nelson Chamisa’ s rally at Tshovani Stadium has been foiled, it has emerged.

According to the Movement for Democratic Change Masvingo Province Information and Publicity Department, sponsored Zanu PF elements had been planted within supporters of the alliance to demonstrate against alleged imposition of candidates.

“We gathered information about a Zanu PF sponsored demo meant to embarrass our charismatic leader.

All matters of concern are being resolved amicably and we do not need any assistance from Zanu PF as far as our internal issues are concerned,” the party said in a statement.

“We discovered that Zanu PF elements wanted to demonstrate against the provincial leadership in a bid to disrupt the Tshovani Star Rally,” said the party.

I write to you after a long time from my Facebook page because of the overwhelming commitments I had despite our nation being confronted with an impending election. As you know, I contested in our party’s primary elections seeking the mandate from the people to represent them in the constituency of Zengeza West against the ZANU PF candidate. The internal party process to chose the candidate for Zengeza West took place weeks ago. I never minded to broadcast it to the world because it meant nothing to me.

I am not disparaging at all against those who took it upon themselves to announce it to the world that I have won the right to represent my party in Zengeza West because these are people who wished me well in my endeavours. Thanks to those comrades and friends. For me, I took it as a normal process which should be respected in an institution like ours. I would like to thank my party with the democratic and peaceful way they allowed the process to take place in Zengeza West. There weren’t been funnies. The party allowed the people of Zengeza West to express themselves. People should learn that in internal processes there is no winner or loser as long as the process is done freely and fairly. The winner must never and I emphasise, must never take himself and herself as the paragon of knowledge and wisdom. Rather it should humble every true leader that being elected by the people among a troop of contestants doesn’t mean to say that you are the wise men from the East. It is merely being bestowed with the responsibility to carry their voice. This must humble even the most arrogant in the village.

I have seen many people who misconstrued the responsibility thrust upon by the people as meaning being the wisest in the vicinity. It’s not true. I humbly thank you the people of Zengeza West for bestowing your confidence in me to be the midwife of the problems we face as a community.

This could not have been possible had it not been of unprecedented and overwhelming financial support I obtained from good and solid friends from across the world who teared when they head about my intention to stand in Zengeza West. Tafadzwa Musekiwa and his wife Tariro made the most contribution to this success. I wonder whether they spared any money for their food as they contributed almost half of the £30 000 I got from my genuine friends. My sibling Harry Sikhala, Memory Mucherahowa Mwendamberi, Nathaniel Mphisa, Brian Musekiwa, Charles Mutama, Arthur KD, Mirirai Bere, Thomas Maseko, Nqobile Ndlovu, Dewa Mavhinga, Moses Oburu, and many others. I was even surprised by your love and confidence in me. Thank you colleagues. You are true friends.

However, the main objective is to make sure that we create a dream Zimbabwe. To all members of the MDC T Alliance family primary elections come and go. The objective remains the same. We might all not been satisfied by how the process might have been handled in our constituency. No process is 100% perfect. We must not lose focus of the bigger picture. Nelson Chamisa needs to win. The passing on of our unifying icon leader must teach us the struggle for our freedom can only be obtained through unity. I am sorry and take this opportunity to apologise to anyone who might have been offended along the way in our internal process to elect our representatives. It is now time to congregate around the idea and our dream. Our dream and idea is around the policies which are being articulated by our President Nelson Chamisa around how we are going to extricate our country from the jaws of poverty.

Primary elections should not blind us from focusing on removing these pretenders who have been presiding over our nation for decades. There is no hope except despair if these people who came to power through a coup win the forthcoming elections. There will be loads of empty promises and hopelessness if tikaita chiramwa chegurwe. Unity in our ranks is our only hope. I am sorry to those who play factional politics in our family. We are one and nothing should divide us. Factionalism is the creation of a mindset. A mindset that is toxic and unproductive. Our factional focus should be around Chamisa to deliver victory for all of us. Lets be focused and finish the business we started years ago. It has taken long but the destination is near. Victory is ours and ours only to lose. I love you all. In in unison victory is attainable.

Veteran Presenter Unimpressed With Current Crop Of DJs

AVID listeners of various radio stations all over
Zimbabwe idolise and revere the young crop of
presenters that have since emerged and have been
under the spotlight since the mid-2000s.
For many, the likes of KGV, Phathisani and Delani
Makhalima just to mention a few are a formidable
force to reckon with but renowned radio personality,
Ezra Tshisa Sibanda does not share the same
sentiments.
The outspoken social media fanatic has condemned
some radio presenters, arguing that their
performance on radio is not up to standard.
“The problem is I am a very busy man and I don’t
get time to listen to all radio stations. The few DJs I
have listened to are shockingly pathetic yet some
are good. The problem is they lack originality, no
creativity and no real identity of who they are.
They imitate and one can tell they want to be
someone else,” said Sibanda.

Further expressing himself, not bound by anything he
sets focus on the radio stations themselves,
highlighting that they sounded the same. With his
vast experience in radio, he has this to say.
Stopping at nothing, he went on to strike a
comparison between the radio presenters that
rocked the stations decades ago and those of today,
whose case is perhaps that of paper fire.

“You ask yourself, we left radio in 2002 but 16 years
down the line people still remember us, they still
remember Brenda Moyo, Peter Johns, Eric Knight,
James Maridadi, Englam Nyathi etc because we
were broadcasters. We took our job seriously and
each one of us was clear of what was expected of
them as radio personalities and we created our own
identity.

We were passionate and we are still
embedded in most people’s hearts, look at how
many presenters have been on radio since we were
made redundant but listeners have forgotten them
yet they still remember Ezra Tshisa Sibanda,” said
Sibanda.

To buttress his views on radio and the presenters of
nowadays, he had this to say: “Most of these
presenters lack proper training and I wonder if some
of them were really auditioned or were just thrown
behind the microphone. If I am in Bulawayo I listen
to Babongile Sikhonjwa and Possenti they sound
different from the lot and they are themselves. There
are other youngsters who have potential. All I can
say is that some of these radio presenters should
stop trying to sound foreign. They should not suffer
from an inferiority complex,” he said.
For his word to be heard across the nation, he still
has not lost hope in applying for a radio licence.
“I applied for a radio licence two times, a national
commercial and Bulawayo.

I was denied both times.
It’s so painful because
I am a simple radio personality who loves his job
and wanted to give people an example of a
professionally run radio station which will connect
with the people. I still need a radio station and I
know I can do better for our listeners. There can be
many radio stations but listeners can tell the
difference between a real radio station and a
wannabe.

I hope the new dispensation will open up
airwaves. Let’s have competition and the best will
always take over the listening audience.”
Sibanda is currently based in the United Kingdom
and is still on radio.

He is the brand ambassador of a fast growing
company Senditoo which deals with airtime where

their relatives all over the world. He is also the brand

Three Feared Dead Following Violence In Mnangagwa’s Hometown

By Own Correspondent| Three people are feared dead after violence rocked Mbizo suburb in President Emerson Mnangagwa’s hometown Kwekwe on Friday.

Sources from the National Patriotic Front (NPF) alleged that the violence was perpetrated by Zanu Pf supporters against its members.

On Friday, it is alleged that machete wielding Zanu Pf youths went on a rampage attacking NPF supporters in violence which saw two people die soon after the attack while the third person succumbed to injuries sustained from the clashes yesterday (Saturday).

Former Kwekwe Central Member of Parliament Masango Matambanadzo confirmed the deaths saying the bodies of the three were at Kwekwe General Hospital.

Matambanadzo told an NPF rally that the increasing number of people who were axed to death by Zanu Pf supporters was worrisome.

“The number of people being axed to death at illegal gold mining sites by alleged machete wielding Zanu Pf supporters is worrisome,” said Matambanadzo.

Zanu Pf’s aspiring candidate Vongai Mupereri, a close relative of President Emmerson Mnangagwa was reportedly fingered to be supporting the violence. However, Zanu Pf’s Midlands Provincial Spokesperson, Cornelius Mupereri dismissed claims that the attacks were politically motivated adding that this was purely a criminal case.

“The people involved are not Zanu Pf and I think this violence was not politically motivated,” he said.

“I believe that the Mbizo violence is a criminal case. I am however not privy to the details but I think that this is a criminal case. I do not know anything about the deaths,” he said.

Efforts to get a comment from the police were futile.

NPF National Political Commissar, Jim Kunaka last week alleged that Zimbabwe would not hold free, fair or credible polls under President Mnangagwa’s administration.

Kunaka alleged that because Zanu Pf was a political party with violence in its DNA, as the election date draws closer, violence would be unleashed to citizens.

“Mnangagwa preaches peace when he is in public.

Free, fair and credible elections is mere rhetoric for podiums but on the ground, things will get worse as we head towards elections,” alleged Kunaka.

Wealthy Obert Mpofu Neglecting Mugabe Old Grandfather

HOME Affairs minister Obert Mpofu has been accused by parliamentarians of neglecting a 94-year-old farm employee who is said to be taking care of an Agricultural and Rural Development Authority (Arda) estate that the minister is said to have run down.

Outgoing Mabvuku-Tafara MP James Maridadi raised the issue during a debate on Parliament’s public accounts committee (PAC) report on Arda in the National Assembly last week.

The report presented by PAC chairperson Paurina Mpariwa revealed that most Arda estates were under-utilised.

Maridadi seconded the motion and claimed that during a visit to the Arda estate run by Mpofu, they discovered that the government property was run down and the minister’s employee was being neglected.

“Mpofu is one of the individuals in ownership of one of Arda’s estates, and we went to visit the estate as a committee. “but I tell you if we were to show you the pictures of that estate, every one of you will be angry,” he said.

“The person who was said to be taking care of the estate is an old man around the age of 90 years [and] of foreign descent, and he told MPs that he was a security guard at the farm.”

Maridadi said the man looked very frail and ill, adding that it was evident that he needed urgent medical attention.

“I will not even be surprised if one day that old man is found dead, and what Mpofu is doing to him is gross violation of human rights — and for it to be done by a minister in government is immoral, inhumane and despicable,” he said.

Maridadi produced pictures of the man in Parliament.

“The old man cried and said he had not been paid for months, and it was evident to us that even if Mpofu were to give the guard $50, it would go a long way and would make him happy,” he said.

“It is sad that Mpofu is a man of means, but the house where the guard lives is fit for a dog, the blankets were not washed and there was a strong stench coming from the house.

“I would urge the Speaker of the National Assembly Jacob Mudenda to send a delegation so that the old man can be assisted.

“If President Emmerson Mnangagwa were to see this old man, Mpofu would be out of his job.”

Mugabe Prosecutor Faces The Chop

PROSECUTOR-general Ray Goba risks losing his job after the Judiciary Service Commission (JSC) asked him to give reasons why a tribunal should not be set up to investigate his suitability to hold office.

The JSC wrote to Goba after deliberations with the National Prosecuting Authority (NPA) boss on Thursday centred around a litany of charges.

Goba, who was appointed under controversial circumstances last year, is accused of failing in his duties to prosecute several corruption cases.

He is also accused of putting his office into disrepute by trading insults with lawyers and has allegedly been sneaking out of the country, on certain occasions, without Cabinet’s authority.

According to sources close to the matter, the step taken by the JSC showed that it was satisfied with complaints that Goba was not fit for the office of NPA boss.

“What happens is that a complaint is received from whoever would have made it and after looking at the complaint, the JSC then decides whether or not the allegations are worth pursuing and if so, the commission then writes to the PG and asks him to respond,” the source said.

“In this case, yes a letter was sent to him to respond.”

JSC acting secretary Walter Chikwanha said the commission’s deliberations were highly confidential and he was unable to comment on Goba’s case.

However, the sources said Goba was likely to be investigated by a tribunal in line with section 187 (3) of the constitution.

Yesterday Goba would neither deny nor confirm that he received the letter from the JSC.

“Where did you get that from? That is very interesting, that’s my comment,” he said.

Tomana was accused of refusing to prosecute former Telecel acting chairperson Jane Mutasa and former Bikita West MP Munyaradzi Kereke, who was later convicted of rape.

President Emmerson Mnangagwa recently appointed an anti-corruption commission unit in his office, saying the NPA had failed to effectively deal with corruption cases. – The Standard

It was Ngezi’s first defeat, at home, since August 13, 2016 when they went down 2-0 at the hands of the now defunct How Mine.

Two late goals by Winston Mhango and second half substitute Never Tigere saw FC Platinum open a three-point lead at the top of the log table. Mhango converted from the spot in the 89th minute after Gift Mbweti had been brought down by Frank Makarati, in a scoring position, forcing referee Norman Matemera to point to the spot.

Second half substitute Tigere sealed the victory for the defending champions four minutes into added time from a well struck free-kick on the left flank.

Donald Teguru had put the hosts in front four minutes from the break after breaking loose on a counter attack.

Ngezi Platinum Stars coach Tonderai Ndiraya who has made it known that he is gunning for the title felt disappointed with the result but said he was not throwing in the towel yet.

“It is a disappointing result for us, I thought we had done enough to collect three points but due to a case of loss of concentration we conceded a silly goal, from a silly penalty.

“We knew it was matter of time and now that we have put ourselves in this situation. We have to take ourselves out of it.

“There are still 18 games to play and we are still in it,” said Ndiraya.

Mapeza sang the same tune with his counterpart Ndiraya stating that it was too early to talk about the championship.

“After conceding that first goal, I saw that players were dejected and I had to go into the pitch and tell them to calm down and be patient. It’s still too early to talk up about the championship.

“If you guys (media) want to decide who is going to win, it’s up to you but I know it’s game on for us.

Mnangagwa Sets Up Own Prosecution Unit

Mnangagwa revealed that he set up a seven-member team of lawyers to constitute an Anti-Corruption Prosecution Unit in his office which he created recently in his efforts to intensify fights against graft.

The President has since his inauguration last year pledged to fight corruption, which he singled out as stymieing economic growth and scaring foreign investors away.

President Mnangagwa said those engaging in corruption should be warned that the law will soon catch up with them.

Mnangagwa said this while addressing ZANU PF supporters at a rally at Chinzanga Primary School in Mtoko Mashonaland East Province on Saturday.

“This new dispensation says down with corruption, down with corruption, down with corruption. I hear that here, there are councils, rural district councils and urban councils that are corrupt,” said the President to thunderous cheers from the bumper crowd.

“Now, I want those who are engaging in corruption to listen. Today, before I came here, I had a meeting with seven lawyers, prosecutors.

“I have assembled a team of seven well experienced prosecutors. I have established the Anti-Corruption Prosecution Unit in the Office of the President to deal with corruption issues. So (those engaging in corruption) be warned.”

Mnangagwa Reiterates Call To Meet Chamisa

By Paul Nyathi|President Emmerson Mnangagwa has reiterated his desire to meet opposition MDC-T President Nelson Chamisa.

Addressing multitudes of ZANU PF supporters at a rally at Chinzanga Primary School in Mtoko on Saturday, Mnangagwa said that he is still waiting for the opportunity to meet with leaders of all opposition parties to discuss the forthcoming harmonised elections.

The hugely attended rally was meant to drum support and unveil the ruling party’s candidates for Mashonaland East Province ahead of elections pencilled for 30 July.

President Mnangagwa said he was confident Zimbabwe will hold free, credible and violent-free elections.

“My leadership, my colleagues are very confident that we are capable of holding free and fair elections.”

“That is why I wanted to meet other leaders from contesting parties so that they commit themselves to ensure that we hold non-violent elections, but the meeting could not be held because I am told we now have so many political parties.

“So we need to wait until the nomination court sitting to know who will be contesting.

“I would want every leader, including myself, to commit to non-violence, to a clean campaign, a free election, a credible election. We must remain united, and the future of this country is bright. The new era is coming and together, let us enter Cannan while united.”

Government, he said, was informed by the stubborn belief in the country’s capacity to preside over a democratic plebiscite to invite several election observer and monitoring teams.

“We have elections that are coming in July. We have invited all Sadc countries, African Union, EU (European Union) the United Nations and even other countries in the East to observe our elections,” said the President.

“We have invited them because we do not want violence.”

“No violence, we want free, fair and credible elections. We have invited foreign election observers because I am very confident,” he said.

The MDC-T leader has also openly expressed his willingness to meet with Mnangagwa and wrote a letter to the President requesting for the meeting.

Ncube Whips Truant MDC-T Supporters Into Order

By Paul Nyathi|Leader of the MDC Professor Welshman Ncube has hit hard on MDC-T members who are denigrating on the MDC Alliance coalition agreement and presenting themselves as candidates in constituencies reserved for other coalition partners.

Addressing a hugely disappointing MDC Alliance rally at Nyangeni Business Centre in Gwanda North on Saturday Ncube blamed the MDC-T supporters for deliberately dividing the people of Zimbabwe in order to push their own selfish aspirations.

Ncube who is the spokesperson of the MDC Alliance narrated how the idea of the Alliance was muted by the late MDC-T founding President Morgan Tsvangirai calling on members of the Alliance partners to respect the wishes of the late opposition leader.

“President Tsvangirai took time to go around the country consulting everyone on what should be done to defeat ZANU PF and everyone asked that we reunite as the founding members of the MDC of 1999,” said Ncube.

“It was in that spirit that we agreed to formulate the MDC Alliance coalition beginning with uniting the three splinter parties the MDC, PDP and the MDC-T hence the name MDC Alliance.”

Ncube then went on to explain the highly contested allocation of parliamentary seats amongst the Alliance partners expressing disappointment at the MDC-T members who are bulldozing themselves into constituencies allocated to other partners.

“We set down with Tsvangirai and agreed that the MDC-T will provide the Alliance Presidential candidate which is why he was the candidate and Nelson Chamisa took over from him,” he said.

“When we came to the issue of parliamentary candidates we agreed that these will be allocated based on the 2008 election results where the MDC had seven seats here in Matabeleland South.”

“We however agreed as a party to cede three of those to the MDC-T leaving the MDC with four constituencies including this very one.”

Ncube’s outburst came after members of the MDC-T called for a counter rally at the same time with the Alliance rally within the same area and called on its members to ignore the candidate presented by the Ncube led MDC. The members declared their own candidate as the one contesting the constituency.

Ncube said that the issue of who the MDC Alliance candidates will be, will be finalised on Thursday at the nomination courts.

“The true final candidates of the MDC Alliance coalition will be known on Thursday at the nomination court,” he said.

“Those of us with selfish agendas that stand against the wishes of the people of Zimbabwe will be exposed on the day and we shall know them,” said Ncube.

The MDC-T structures in most parts of the country have been turning against the MDC Alliance coalition agreement fronting candidates in constituencies reserved for other coalition partners resulting in fears that the Alliance might collapse before the elections.

ZimEye.com efforts to get a comment from the MDC-T National Chairman Morgan Komichi who is in charge of the party candidates identification process were not successful at the time of writing.

Chigumba Tells Chamisa: You’re Pre-Mature In Demand For Voters Roll

The Zimbabwe Electoral Commission head Priscilla Chigumba has told off MDC Alliance leader Nelson Chamisa on his demands for a copy of the voters roll to be used for the upcoming elections.

Publishing  in the state media on Sunday, the ZEC said the demand is premature.

Their statement was in response to the 5th June 2017 march.

The ZEC in their message said :  “The demand by the Alliance for an electronic copy of the provisional voters’ roll is premature. We provided aread onlycopy of the printed voters roll because it is subject to correction. Section 21 of the Electoral Act [Chapter 2:13] does not refer to a _provisional voters’ roll but a final voters’ roll for an election. In particular, Section 21 (4) provides that within a reasonable period of time after the calling of an election, the Commission should provide every political party that intends to contest the election and accredited observer who requests it with a voters’ roll to be used in the election whether in printed or in electronic form as the party or observers may request. The voters’ roll referred to here is a final one for the election and it cannot be a provisional one. That is the Commission’s reading of the law. It is the final voters’ roll which must be in an analysable format not the printed voters’ roll.

“It is only rational in the circumstances, for the Commission to be allowed to complete its process and produce a new voters’ roll which stakeholders would have every right to raise questions and objections on. The Commission is at the tail end of the process of cleaning and updating the roll following the inspection period which was conducted from the 19th to the 29th of May 2018 and urges all stakeholders to be patient. It is confident that the BVR exercise coupled with the use of the MIS will produce the desired product for the country. In all fairness the country needs to start on a new slate on the voters’ roll. It is our considered view that availing a provisional voters’ roll to stakeholders will only create confusion and raise unnecessary questions for it is an imperfect document still fraught with errors and duplications.”

“Mugabe” Party Challenges Mnangagwa On Arresting Criminals

The Robert Mugabe aligned National Patriotic Front has challenged President Emmerson Mnangagwa on his corruption claims as well as the justification for the November 2017 coup.

Speaking in Harare on Friday, the newly appointed leader, Sandi Moyo said the Mnangagwa administration’s claims of ” arresting criminals surrounding the president,” were laughable.

 

Her statement came within two days of President Mnangagwa revealing that he has set up a seven-member team of lawyers to constitute the recently established Anti-Corruption Prosecution Unit in his office, as the fight against graft intensifies.

The state media says he has since his inauguration last year pledged to fight corruption, which he singled out as stymying economic growth and scaring foreign investors away.

President Mnangagwa said he was pleased with the numbers that turned out for yesterday’s rally, emphasising that Mashonaland East province is the backbone of the ruling party.

“Ndafara ndichikuvonai neuwandu hwenyu. Kuno muri musvo weZanu-PF. Muri musvo zvekuti izvo kana Mashonaland East ikatadza kuendesa vanhu kuParliament, ahh, Zanu-PF inenge yatoremara.
“Mashonald East is the backbone of the party. This is where the party is. Your numbers are testimony that this is a no-go area if you are not Zanu-PF.

“I can feel my blood flowing smoothly when in I am here because I am in the midst of people who support Zanu-PF.”

President Mnangagwa urged those seeking to represent the party in next month’s elections to respect traditional leaders. He said chiefs were the custodians of the land and areas under their jurisdiction.
“I want to plead with the leadership of the party that they should respect the traditional leaders in the areas they come from.

“I also urge Government employees to respect traditional leaders in the areas they work in.
“The Government has said it will look after the welfare of the chiefs because our traditions and values are safeguarded by the chiefs.

“We have respect for our traditional leaders and they have a space in our national Constitution.
“But the traditional leaders must remember that there is a party called Zanu-PF.
“You lead subjects in areas within your jurisdiction, but Zanu-PF leads the whole country. So be united with Zanu-PF and work with it.”

President Mnanagwa said he is aware of the cash crisis, saying the challenges had mostly affected the rural folk who have little access to electronic financial systems.

The Head of State and Government said a significant chunk of money had been set aside under the Basic Education Assistance Model (Beam) to afford children a right to education.
The new dispensation, he added, had brought hope to the country.

“We are a new dispensation, we are a new Zimbabwe, we are a new era, (and) we want a new future,” he said.

“We are a new dispensation that has brought about a new hope for this country.
“We are bringing hope for the young, hope for the old, hope for our children, hope for our grandparents. We are a party of hope, a party that must preserve the heritage of our country.

“We are a party that is non-selective and we are saying everyone in Zimbabwe should benefit from our legacy.”

President Mnangagwa said Zanu-PF’s primary elections were, like any political game, bound to lead to clashes and disputes, but the losing candidates should accept defeat.
The country and party had reached a stage where it was under siege from a few individuals, but the nation would not allow itself to be held to ransom, he said.

He said the new political administration had come up with a programme to guarantee food security. He said the new economic thrust was to modernise and mechanise agriculture to ensure the country puts 350 000 hectares of land under irrigation.

Currently, irrigation equipment is being imported from India, Spain, Brazil and China to ensure a good harvest each year, he added.

The rally was attended by Vice President Constantino Chiwenga and his wife, Mary, the ruling party’s national chairperson, Cde Oppah Muchinguri-Kashiri, Zanu-PF Politburo and Central Committee members and others from various party organs.

Fixing Roads 7 Weeks Before Elections, Govt Pours $20 mln

As the nation prepares for the upcoming elections, government has poured over $20 million to fix roads in the space of under 2 months.

The timing of the expenditure fits into the pre-election period.

State Media report: Government has availed at least US$20 million for the rehabilitation and construction of over 2 000km of roads in the next two months as it moves towards its target of rehabilitating 50 000 km by year end.

At least 21 000km have been constructed and rehabilitated since the beginning of the year. The progress follows years of road neglect that had rendered the infrastructure impassable due to potholes.

According to an Emergency Road Rehabilitation Programme Report seen by The Sunday Mail, Mashonaland East Province will have 1 074km of road being rehabilitated while US$2,5 million has been set aside to work on roads in Harare between now and end of next month.

The report shows that Mashonaland Central and West provinces will have 296km of roads rehabilitated, while 342km of roads will be worked on in Matabeleland South Province with 111km targeted for both Masvingo and Midlands provinces.

About 86km will be done each in Manicaland and Matabeleland North by the end of next month.
The Emergency Road Rehabilitation Programme was launched last year in March in response to the poor state of roads as a result of incessant rains during the 2016-2017 season.

However, no significant progress was registered owing to funding shortages.

The report also shows at least 18 bridges will be attended to countrywide.
According to the report: “Building on the success recorded under the programme this year, Government will sustain the level of investment to the road sector in order to reclaim our road network by 2019.

“Beyond the current interventions, Government will ensure establishment of sustainable funding for the road sector, with resources being drawn from the budget road fund as well as the private sector through joint ventures partnerships.

“A total of $20 million has been set aside for national consolidated ‘hotspots’ road projects for the period June-July 2018.” The Emergency Road Rehabilitation Programme complements Government efforts to rehabilitate the country’s entire road network.

Currently, Government is receiving bids to construct and rehabilitate the country’s major trunk roads, airports and railways which are estimated to cost US$2,7 billion.

National Patriotic Front (NPF) interim president Brigadier-General (Retired) Ambrose Mutinhiri has said he was handpicked by former president Robert Mugabe and given a kick start to launch a political party which would challenge zanu PF leader Emmerson Mnangagwa.
Mutinhiri (see the ZimEye LIVE coverage below), said he was chosen on the basis of his military training and reputation which would stand out against Mnangagwa.

Brig-Gen (Rtd) Mutinhiri said: “I formed this party after I met former president Mugabe. Soon after the military intervention, I told him that I did not agree with how the soldiers had used the gun to take power. He also told me that he did not agree with it. He said to me you are the right person who should lead the party. He said you are the first person whom I have seen to have the right credentials. You have the right credentials to challenge these men who took power because they know you.

“He said to me, you were their commander and they will listen to you if you speak, even the whole country knows you. Uri munhu akatswakatuka semu Zimbabwean, asina corruption, enda unoita basa. This is what he said to me and soon after, I formed this party,” he said.

Brig-Gen (Rtd) Mutinhiri said NPF will not join the MDC Alliance, and laughed off his purported dismissal from the party.

“As your president, my position is that I am not joining the MDC Alliance. Some who were part of us jumped the gun and proceeded to announce that they had joined the Alliance. I did not agree with that and it did not come from the people. If they want to join the Alliance, they should do so on their own accord and not on behalf of the party,” he said.

NPF, he added, will go it alone in next month’s polls, with aspiring candidates for parliamentary and council seats to be finalised by Tuesday, in time for the nomination court that sits two days later.
He fired a salvo at Mrs Sandi Moyo and Mawarire, saying they could not fire him from the party he had formed.

“I did not even know who Mawarire was. He came to me requesting to join the party and we made him spokesperson after he had spoken about his experience in journalism.

“Sandi Moyo has no political clout to write home about. I know for certain that for 38 years she never won an election.”

Supa Mandiwanzira Wants To Fine Econet, Others For Disappearing Airtime

Information Communications Technology (ICT) and Cyber Security Minister Mr Supa Mandiwanzira intends to fine Econet Wireless and others over what he terms, “questionable billing.”

Government will soon announce new tariffs for the mobile telecommunications sector, and plans are underway to begin imposing hefty fines on industry players that offer substandard services such as dropped calls and questionable billing, it has emerged.

Mandiwanzira told The Sunday Mail on the sidelines of the Potraz Consumer Awareness road show yesterday that the pricing regime was borne out of consultations with operators.
“There are consistent meetings between the regulator and the operators in terms of cost structures and I will be announcing together with Potraz some major movements in terms of the price (data and telephony); I will not tell you whether we are going up or down,” said Minister Mandiwanzira.

Potraz, he added, is also importing hi-tech equipment to monitor the quality of service provision by telecommunication companies.

The industry regulator is also drawing up industry standards expected of local telecoms companies.
Service providers that fail to meet the set standards will face huge penalties.

“A couple of months ago, a lot of people complained about NetOne, especially their product called One Fusion, saying that they had lost a lot of money.

“What they had been promised by NetOne did not happen and they were reported to Potraz, and Potraz took action and all those people were refunded.
“I do not know how many hundreds of thousands of dollars that was, but the reality is that the consumer ended up getting the benefit for the loses they had incurred,” said Minister Mandiwanzira.

“In terms of quality of service, there has to be an agreed standard of quality of service that is offered by network operators and Potraz has just been investing in new equipment and if that threshold set by Potraz is not met, there are huge fines that will be paid by the operators,” he said.

According to Minister Mandiwanzira, there was need to educate Zimbabweans on the benefits and dangers of using new technologies.

“The amount of people who are using telecommunications is increasing. “Starting with just mobile telecommunications, the penetration has increased significantly. ‘‘We are sitting at 95 percent active penetration and we are more than 105 percent mobile phone activity.
“But the truth of the matter is that the people who are using these services do not understand their rights and the operators have not taken enough time to tell the people what their rights are in terms of the subscriber contracts they sign.

“It is the responsibility of Potraz to educate Zimbabweans on their rights in terms of the use of telecommunication services,” he said. New players, he also added, were welcome in the sector.

“If you consider our situation, that we have three mobile networks, the chances of an investor coming in to set up a fourth network is limited, but if we have an investor who is serious and who is committed to investing and creating jobs, we will certainly consider.

“We are open for business and we will not say no to anyone who wants to invest, as long as it makes commercial sense, and as long as it allows commercial viability within the market.
“We also do not want to allow situations where there is a flood which makes everybody in the business unprofitable,” he said.

ED: I’m Your Servant

The colours that painted Mutoko yesterday said it all, some bit of yellow here, some bit of green there.

Mashonaland East woke up to a hive of great activity; the ruling party was coming to town; and with it some hope for a brighter Zimbabwe.
One could almost touch the excitement that was being brewed by the sky-high anticipation.
As early as 7am, the great trek led to Chinzanga Primary School, the venue for Zanu-PF’s election campaign Mashonaland East leg.

President Mnangagwa, who is Zanu-PF’s numero uno, was expected to deliver a message of peace, hope and political tolerance.

An estimated 30 000 people from across the province dedicated the afternoon to hear President Mnangagwa speaking about his vision for the country.
They were not disappointed.

As soon as the President got onto the podium to deliver his keynote address, Jah Prayzah’s tune, “Kutonga kwaro”, bellowed from the speakers.
It was time for the signature presidential dance, which has become popular at all Zanu-PF rallies and is trending on social media.

Once upon a time, it is this same dance that earned the then Vice-President Mnangagwa a nasty stick from former First Lady, Mrs Grace Mugabe.

“Hanti munoona, anotamba achizvinongedza kudai kana achitamba ‘Mdhara achauya’.”
Mrs Mugabe, who was clearly annoyed by the dance, imitated the moves at the last rally she addressed at Rufaro Stadium in Harare. But that was then, and this is now.

At all ruling party rallies, several people now take to the dance floor to mimick the presidential dance.

Yesterday, Zanu-PF Secretary for Women Affairs, Cde Mabel Chinomoma; Chairperson Cde Oppah Muchinguri-Kashiri and Politiburo member Cde Sydney Sekeramayi, among others, proved that they have mastered the dance very well.

And when it was time to deliver the much-awaited speech, with dust still in the air, President Mnangagwa rode on the festive mood, pledging servant leadership.
“I am your President due to deployment. I am your servant,” he said, whipping the crowd into a frenzy.

“We have a programme for this country. We have a programme for Zanu-PF. The first thing for this new dispensation is to ensure food security. Hakuna unofa nezhara.
“We are blessed with good soils, a good climate and natural resources in this country. That is why we continue to invest heavily in Command Agriculture, irrigation and mechanisation.”
He went on to delve into the energy, education and health sectors, among others, clearly articulating his Government’s plan once given a new mandate come July 30.

A bright vision for the country had been painted through amazing craftsmanship.
“The future is bright. And together, let us enter Canaan. Kune uchi nemukaka,” said the President in conclusion.

With the sun heading west, it was time for the jubilant crowd to disperse.

Chamisa said the former first lady is nowhere near coming to the Alliance and the statements were divisive propaganda by President Emmerson Mnangagwa meant to scare and deceive the electorate and steal votes from the MDC Alliance.

By Own Correspondent| The MDC Alliance has refuted claims by National Patriotic Front (NPF) Spokesperson, Jelousy Mawarire that the coalition of 7 opposition political parties was in talks with the party which was made up of mostly Zanu Pf’s G40 faction.

Spokesperson of the Alliance, Professor Welshman Ncube said while the coalition welcomed and was open to the idea of joining forces with like minded opposition political parties ahead of the July 30 plebiscite, the Alliance had no desire to be associated with the terrible rule of the former president Robert Mugabe or his wife, Dr Grace.

Ncube’s statement follows revelations by Mawarire that his party, which is reportedly endorsed by the former president, Mugabe would on Monday July 11 make an announcement regarding joining an alliance as part of their efforts to defeat President Emerson Mnangagwa in the forthcoming harmonised polls

“We do not know the extent to which Robert Mugabe is or is not behind the NPF. We read in the press that he might be the godfather or the motivator.

We have no desire whatsoever to be associated with the terrible rule of Robert Mugabe. Make that clear,” said Professor Ncube.

Professor Ncube also denied that the Alliance was in talks with NPF even though some of its members attended the electoral reforms match on Tuesday.

“All we are saying is that there is a common minimum denominator that ‘do you want an end to quasi-military rule; are you prepared to vote for our candidate in order to assist us to remove that junta from power?’ If your answer is yes, we say please work with us to that limited extent.

There has been no discussion on border policy issues with NPF. We do not necessarily know what they stand for but there is only that minimum common denominator that we are talking about,”

BREAKING – Zimbabwe Defeats Zambia

This was during the Cosafa Cup played today.

Zimbabwe’s fortunes came in the extra time after the teams had drawn a 2-2 during the normal time.

Soccer24 reports that the Warriors pushed forward in search of the equalizer but it proved elusive as Zambia held on until injury time. Coach Sunday Chidzambwa made several attacking changes bringing on Hachiro and Mavhunga in places of Chawapiwa and Munetsi respectively.

The attacking intentions proved fruitful on 93 minutes – Kadewere scored an equaliser much to the delight of scores of Zimbabwe fans who cheeeed on the team at the beautiful Peter Mokaba Stadium , forcing the match into extra-time.

Zimbabwe took the initiative in extra time with Billiat enterprising throughout play.

In the 99th minute, Khama Billiat proved to be a handful again as he was brought down in the Zambian penalty area forcing the referee to point to the sport. Billiat made no mistake from the resultant spot kick sending Zimbabwe into the lead.

The Zambians would not go down without a fight as they threw everything at Zimbabwe but impressive Chigova proved to be a mountain too high to scale.

Billiat came back again with 4 minutes remaining as Zimbabwe broke out on a counter attack which was coolly finished off by Billiat sealing off victory.

Paul Matavire was a blind Zimbabwean musician and songwriter born in Maranda, Mwenezi District who rose to prominence in the 1980s, when he joined the  Bulawayo based Jairos Jiri Band. He died at the age 44, in 2005, at his farm in Rutenga, Masvingo.

“International Observers Claim Zimbabwe Is Not Ready For Elections!” screamed the headlines in ZimEye.

No one who has been following the drama of Zimbabwe elections will be surprised by the headline. If anyone is serious about these elections being free, fair and credible; then yes, Zimbabwe is NOT ready for free and fair elections.

“Representatives of two international observer groups yesterday presented their pre-election assessment report to the Zimbabwe Electoral Commission (Zec), where they highlighted the need to urgently implement outstanding electoral reforms demanded by the opposition to guarantee credibility of next month’s general elections,” reported ZimEye.

“The delegation comprising of officials from the International Republican Institute (IRI) and the National Democratic Institute (NDI) consists of former US congressman David Drier and former chairperson of the South African election commission, Brigalia Bam.

“In its key recommendations submitted to Zec chairperson Priscilla Chigumba, the two observer groups demanded that the military should publicly commit to recognise a winning presidential candidate, despite their political affiliation,” we read.

What good would such the public commitment do? What is the good of closing the stable door when the horse has bolted? The observers have clearly not realised that the regime has already deployed 5 000 soldier who have been out campaigning for Zanu PF for the last six months. Their campaign message has been very simple: there will tears and gnashing of teeth if Zanu PF lose the elections!

There other very serious electoral problems too that cannot be fixed, not now. Zec has only managed to register 5.3 million voters out of a targeted 7 million and so nearly 25% of the would-be voters have been denied the vote. Zec has also failed to produce a verified voters’ roll for these elections although this is a constitutional requirement. These and many other voters’ roll problem emanate from the very late start of the voter registration exercise. This was deliberate!

There elections observers will soon discover that the whole election process is chaotic; everyone has 1001 tasks, many do not have a clue what it is they are doing but do it anyway, there is a lot happening but little of value is ever done. And yet, believe it or not, there is a method in all this madness; this is chaos with one purpose – to confuse everyone and rig the vote.

A crocodile fishing in broad day light in clear water will not catch any fish. The crocodile will thrash around to make the fish panic but, more importantly, to stir up the silt and muddy the water. It will then drift lazily with its jaws wide open. Neither the fish nor the crocodile can see the other in muddy water; the latter is counting on the fish blunder into its open jaws. The jaws will snap shut so fast the fish will never know what hit it.

The international observers must not pay too much attention to what the opposition politicians say; they are a confused and corrupt lot. The opposition have been warned not to take part in these elections without first implementing the democratic reforms designed to ensure the process is free, fair and credible. They have refused to listen because they do not care that the elections are rigged as long as they win the few seats Zanu PF gives away as bait.

The reason why Zanu PF has ignored all calls to implement the reforms is because the party has always known the opposition participate in the elections regardless how flawed and illegal the process got. The MDC Alliance spoke of the “red line” demands during their demonstration last week and yet made it clear they would take part in these elections even if none of the demands are met! What is the point of drawing the red line if it can be crossed with no consequences!
The bottom line is these elections should not have taken place without first implementing the wide ranging democratic reforms agreed at the onset of the 2008 to 2013 GNU. The MDC Alliance, Zimbabwe’s main opposition party, sold-out during the GNU; they failed to get even one reform implemented and have since lost all political credibility. The MDC leaders do not care that the elections are not free, fair and credible as long as they win a few of the gravy train seats Zanu PF gives away.

The international election observers must therefore disregard the attention seeking complains and platitudes from the opposition parties, no credible opposition politician would contest these flawed elections. The ordinary people of Zimbabwe want free and fair elections and it is their voices the world must listen to.

Can an election with no free public media, no verified voters’ roll, where the ruling elite rob the nation blind to bankroll their vote rigging schemes, etc., etc. be a free, fair and credible election? This is the question the ordinary people want the international election observers to answer.

It is great that the international election observers are on the ground and they can see the well organised chaos of Zimbabwe’s rigged elections. All one can say “You ain’t seen nothing yet!” as Bachman Turner Overdrive would say! For before their tour of duty is done they will know President Mnangagwa is not nicknamed “Ngwena” (Crocodile) for his good looks alone! “Zanu Pf Full Of Snakes”: Professor Jonathan Moyo

By Own Correspondent| Recent developments in the National Patriotic Front (NPF) are reflective that Zanu Pf is a party full of snakes masquerading as comrades former higher and tertiary education minister, Professor Jonathan Moyo has claimed.

Professor Moyo alleged that the firing of NPF’s interim President Retired Brigadier General Ambrose Mutinhiri by the breakaway faction of the NPF led by Eunice Sandi Moyo indicated that the party was being manipulated by President Emmerson Mnangagwa’s Junta Pf.

Said Professor Moyo in a tweet.

Professor Moyo’s statement follows yesterday’s events where Retired Brigadier General Mutinhiri was fired by the party from the presidency for incompetence.

During a press conference held at the Media Centre in Harare, party spokesperson Jelousy Mawarire announced that the party had resolved to relieve Mutinhiri of his duties for failing to deliver as leader of the party, disrupting coalition talks with ” an alliance partner” and disrupting party meetings by hiring violent thugs.

The allegations of incompetence were confirmed by the NPF Chairperson, Eunice Sandi Moyo, who was also availed as the acting President of the party.

Mawarire told journalists that the decision to fire Mutinhiri was endorsed by the party’s provincial leadership who attended the meeting at Margolis Plaza on Thursday.

“Only 3 out of the 10 provincial chairperson had gone back following the threats and intimidation by Mutinhiri’s cabal which is why you see that we have 7 provincial chairpersons at this press conference,” said Mawarire.

A few hours later, Mutinhiri called for a presser at the same venue where he maintained that he was still party President refuting allegations that he had hired thugs to disrupt the meeting at Margolis Plaza.

“Mawarire and his cabal have just fired themselves from NPF. We are saying congratulations to them (Mawarire and cabal)  but we are saying condolences to Nelson Chamisa and the MDC Alliance if they are going to accommodate them,” said Jim Kunaka, NPF’s National Political Commisser.

International Observers Claim Zimbabwe Is Not Ready For Elections

Representatives of two international observer groups yesterday presented their pre-election assessment report to the Zimbabwe Electoral Commission (Zec), where they highlighted the need to urgently implement outstanding electoral reforms demanded by the opposition to guarantee credibility of next month’s general elections.

The delegation comprising of officials from the International Republican Institute (IRI) and the National Democratic Institute (NDI) consists of former US congressman David Drier and former chairperson of the South African election commission, Brigalia Bam.

In its key recommendations submitted to Zec chairperson Priscilla Chigumba, the two observer groups demanded that the military should publicly commit to recognise a winning presidential candidate, despite their political affiliation.

They also called on Zec to allow all political parties to observe the procurement, printing and storage of ballots.

“We, this week have had a wide range of meetings and we hope that in the next 52 days we will be able to see successful resolutions to the issues that we raised in our report that we have given you,” ex-US congressman Drier told journalists in the capital yesterday.

Catherine Noone, deputy leader of the Irish Senate, added:“The reality is that there are certain things that can be improved in this period, so there is some work to be done in this period and I think that there is some atmosphere of hope that it can be achieved in the country, so it remains to be seen.”

This comes on the backdrop of a demonstration earlier this week, organised by the opposition MDC Alliance in which it was pressing for key issues to be addressed before the elections, among them being demands to Zec to promptly distribute an analysable final voter’s roll.

“MDC Ministers Will Not Seek Treatment Outside The Country,” Chamisa

Addressing an MDC Alliance rally in Masvingo on Friday Chamisa, said that this move will force his government to prioritise health delivery in the country.

Chamisa castigated the ruling ZANU PF government ministers for seeking medical treatment outside the country and sending their children to schools outside the country while compromising the local facilities.

“What kind of a father can one be who prefers to eat next door while his children are left starving at home,” said Chamisa.

The MDC Alliance coalition Presidential candidate in the elections set for July 30 this year also said that his government will not tolerate corrupt ministers.

“Any minister who abuses state funds will be asked to resign immediately,” said Chamisa.

The firebrand opposition leader is continuing with his campaign rallies in Masvingo province this weekend.

Mugabe Accused Me Of Having An Affair With Grace

Telecel boss and founder, James Makamba has revealed that he fled Zimbabwe after former President Robert Mugabe threatened to kill him after accusing him of having an affair with Mugabe’s wife, Grace.

Makamba remained in self-imposed exile for over 13 years.

He fled Zimbabwe on the August 31, 2005, when he was supposed to appear in court on currency externalisation charges.

Through his lawyer Charles Chinyama, Makamba told magistrate Hosea Mujaya that he genuinely believed that his life was in danger.

Chinyama said, “your worship my client was under genuine belief that his life was in danger. It was not in danger of the body of his person, but could have been killed if he continued residing in the country. The person whom he (Makamba) suspected may harm him is none other than the former Head of State Robert Mugabe who suspected that he was dating his wife, Grace. That man was viewed as the law unto himself.”

Makamba has since been removed from remand with the State stating that it would proceed by way of summons if it decides so.- Newsday

Wiwa; Chamisa Knows What He Is Doing On Grace, “Every Vote Counts.”

By Paul Nyathi|MDC-T National Executive member Job Sikhala has defended his principal Nelson Chamisa on speculations that he is working at bringing back into politics controversial former First Lady Grace Mugabe.

In a Facebook post on Friday, Sikhala said that Chamisa is an intelligent politician who knows what he is doing.

Wrote Sikhala:

It is naive to speculate the MDC Alliance President Nelson Chamisa from the lens of ignorance and sarcasm.

The young man is politically brilliant beyond measure. He reads the politics with exceptional dexterity. He is not what haters see him to be.

To expect him to appoint the former First Lady Amai Grace Mugabe to be his Vice President is an attempt to portion ZANU PF factionalism to President Nelson Chamisa and the Alliance.

There is no doubt that Grace ‘s husband still has residual supporters who are inching for revenge. To apportion them to anyone at the moment is a mistaken notion. Anybody who things that Mugabe has zero support at the minute is demented. Whom they will vote is anyone’s guess.

However, it would be excessive insanity to think that because of that unquantified support Chamisa will appoint Grace his Vice President is expecting too much.

Don’t discount the adage that every vote counts.

Late ZANU PF Diplomat Declared National Hero

|ZANU PF diplomat John Chimbandi, who died last Saturday in Harare, has been declared a national hero and will be buried at the National Heroes Acre on Sunday.

Zanu-pf secretary for Administration Obert Mpofu made the announcement on Friday night.

“He has been conferred national hero status. He will be buried on Sunday at the National Heroes Acre.

“Politburo was unanimous in according him the national hero status. We acceded to a request by Mashonaland East Province that he be declared a national hero.

“He had a long history in the liberation struggle and worked consistently after independence,” said Mpofu.

In a statement, the Ministry of Foreign Affairs and International Trade said Chimbandi was the ministry’s institutional liberation expert.

“The Minister of Foreign Affairs and International Trade, Honourable Lieutenant-General (Retired) Dr S. B. Moyo, the Permanent Secretary Ambassador J. M Bimha and the entire staff in the ministry learnt with profound grief and sadness, the sudden passing on of Cde John Chimbandi, on the 2nd of June, 2018 at Arundel Hospital, in Harare,” said the ministry.

“The ministry expresses deep and heartfelt condolences to Mrs Chimbandi, the children and the entire family at this very sad and untimely loss.”

Chimbandi had an illustrious career in the ministry that saw him serving as Deputy Director at Head Office and Minister Counsellor in West Germany (1990-1996), China (1998-2002) and Iran (2004-2011).

In March 2015, Chimbandi was appointed Zimbabwe’s Consul-General to Mozambique, based in Beira.

He served in that position until his time of retirement at the end of September 2017.

Chimbandi is survived by his wife and three children.

“Clarify Election Modalities With Political Parties” EU Ambassador To Zimbabwe Urges ZEC

THE SECOND REPORT OF THE PROTFOLIO COMMITTEE ON MINES AND ENERGY ON THE DIAMOND SECTOR IN ZIMBABWE FOR THE PERIOD 2009 – 2016
(S.C. 15, 2018)

1. Introduction
In 2016 the Former President of Zimbabwe, Cde Robert Mugabe made announcement to the nation, during his birthday interview, that over 15 billion dollars’ worth of diamond revenues could not be accounted for, at a time the country was experiencing severe liquidity challenges and economic contraction. In line with Section 160 of the Standing Orders of Parliament, read together with section 119 (2) of the Constitution, the Committee on Mines and Energy conducted an enquiry to get a deeper understanding of the diamond sector in Zimbabwe focusing on the investors and investments made, the monitoring and tracking systems on production and revenues, the marketing of the diamonds as well as the legal and policy frameworks regulating the industry. The discovery of diamonds in Marange created a huge expectation among the ordinary citizens to the extent that the industry would contribute towards the eradication of the triple challenges facing the country, namely, unemployment, poverty and economic recession. The enquiry will outline the challenges experienced and the lessons learnt so that the diamond sector can emerge from the murky waters and take its place among the key minerals that will make meaningful economic and social contribution in the country.

2. Methodology
In order to understand how the alleged fifteen billion worth of revenues could not be accounted for, the Committee engaged various stakeholders, mainly through oral evidence sessions held between February and May 2018. The commitment of the Committee was evidenced throughout enquiry with one oral evidence session lasting for a period of ten (10) hours. The Committee had an opportunity to engage the following stakeholders:

2.27 The Mining community in Chiadzwa represented by the Marange Development Community Trust.

 

 

The Committee managed to conduct an on-site visit to Murowa Diamonds located in Zvishavane in April 2018 inorder to get an appreciation of security and accounting systems at the mine.

 

The Committee encountered challenges in securing the attendance of the following people: Mr Farai Mutamangira, Dr A. Chihuri, Mr T. Biti and Former President of Zimbabwe Mr R. Mugabe. Dr Chihuri could not attend because he was indisposed whilst Mr Mutamangira was not able to attend citing client-privilege confidentiality. The Committee sought legal advice on his submissions and was advised that the privilege he sought to rely on was not absolute and his appearance before Parliament will be dealt with at an appropriate time in the future as the inquiry conducted by the conduct did not exhaust all the sticking issues. Mr T. Biti, former Minister of Finance was also unavailable during the period of the enquiry due to other commitments. The Former President His Excellency Cde R.G. Mugabe was unable to attend at the appointed hour and the Committee was due to meet to consider summoning him as a measure of last resort but after consultations with the Hon Speaker, he was recused from attending.

 

During the enquiry some witnesses were either hostile or fearful and hence were unwilling to disclose information, such as those from the ZRP, CIO and the Former Minister of Mines and Mines Development, Dr Mpofu. The Committee observed that serving members of ZRP were unwilling to disclose information for fear of losing their jobs, especially in the wake of a police shake up that took place in January 2018, where several senior police officers were retired from service.

 

 

3. Findings

3.1 Diamond Revenues
3.1.1 Official Diamond Revenues from 2009 – 2015

The Committee was informed by the MMCZ that for the period 2006 to 2017, the country produced just over 51 million carats of diamonds, with a value of approximately 2, 4 billion dollars. Out of that figure, Government received approximately 300 million dollars in the form of royalties. This is in sharp contrast to the projections that were made by Dr O. Mpofu in 2011, after Zimbabwe was allowed to trade its diamonds formally – that on an annual basis the country would generate diamond revenues worth 2 billion dollars. The Committee noted that projections by Dr Mpofu created a lot of excitement and expectation among the ordinary citizens that the diamond sector was going to play a critical role in the transformation of the ailing economy.

3.1.2 The Alleged Missing Fifteen Billion Diamond Revenues
The Committee received diverse opinions on the question of the alleged missing 15 billion dollar revenues from the stakeholders in diamond industry. Some witnesses that included the Permanent Secretary of Defence, Mr Rushwaya and former Board Chair of ZMDC, Mr Masimirembwa disputed the assertion made by the Former President of Zimbabwe, His Execellency Cde R.G. Mugabe that over 15 billion worth of revenues had disappeared. According to Mr Masimirembwa …”the Former President was using it figuratively. I want to say myself that it is an impossibility. There is no way Zimbabwe sold diamonds worth 15 billion dollars”. Mr Rushwaya, in a separate session with the Committee, highlighted that the 15 billion loss of revenue was not feasible …”whoever gave the former President that figure should scientifically explain what method he used because if you go by the world standards, he can vouch for me as an accountant, 14 billion dollars the world over for one year, it is difficult to reach but you were saying the leakages for 15 billion dollars in Zimbabwe. Even if every inch had diamonds, we could not get to that stage”. According to Mr Rushwaya, the 15 billion dollars assertion was used as an excuse by the Ministry of Mines to take over concessions owned by the various diamond companies.

On the other hand, there were witnesses that firmly believed that the statement by the former President had a measure of truth in that diamonds worth 15 billion dollars or more could have disappeared. According to Mr Kurotwi and civil society represented by Mr Maguwu and Mr Mtisi, the country lost substantial diamond revenues due to smuggling, undervaluation and lack of exploration of the Marange area. Mr Masimirembwa admitted before the Committee that no exploration had been done to determine the value of the diamonds in Chiadzwa, before the signing of the joint venture agreements.

3.1.3 Recovery of the alleged Missing Fifteen Billion Diamond Revenues
The Committee noted that it would be difficult for the country to recover the missing diamonds revenues from the evidence that it received from the stakeholders. The former Permanent Secretary of Mines, Professor Gudyanga informed the Committee that the truth will never come out on the missing diamond revenues. He stated that “ when it comes to diamond, there are syndicates that are very sophisticated in the country and outside the country and many people get involved. Many beneficiaries get involved to ensure that the truth never comes out”. In essence, Professor Gudyanga was acknowledging that the country lost revenues, and the recovery and accounting of such money will require the support of both international and local law enforcement agencies given the intricacies involved in the diamond sector.

Mr Munodawafa, the current Permanent Secretary of Mines and Mining Development, informed the Committee that the Auditor General had been engaged to conduct a forensic audit on the joint venture companies that were operating in Marange. The exercise proved difficult because the joint venture companies could not be located. However, some of the joint venture companies attended the Committees hearings and they indicated that they were willing to have their books audited by the Auditor General. It is the Committee’s position that the Ministry of Mines and the Auditor General have been complacent in conducting a forensic audit to determine the revenue loses that may have been suffered by the country.
Civil society on the other hand represented by Mr Maguwu recommended that Government needed to engage countries and cities such as Dubai, China and India, where the country’s diamonds were marketed, to ascertain the value and losses Zimbabwe might have suffered. The second option was for the country to take their case to the United Nations or the International Criminal Court for redress.

3.2 Smuggling and Leakages of Diamonds
It was clear during the Committee’s enquiry that the country has lost and continues to lose its diamonds through smuggling and leakages. This was attributed to a number of factors that include the porous border lines, shortage of vehicles for the police to conduct effective surveillance, non-intrusive gadgets for searching, modern scanners and drone technology to monitor the Chiadzwa area. Despite the presence of the police, there are still incidences of illegal mining by panners. The Minerals and Border Control Unit (MBCU), informed the Committee that for the period 2013 to 2017, they recovered approximately 2 800 carats and a few convictions have been made. The MBCU expressed disappointment in the manner in which diamond cases were handled by the Police because most of the accused were acquitted as a result of loopholes in the Precious Stones and Trade Act.
According Mr Maguwu and Mr Mtisi, the diamonds that are unaccounted for are usually smuggled into South Africa and Mozambique. This was facilitated by a well organised syndicate comprising of well-known Lebanese diamond dealers some of whom are stationed in Mutare.

3.3 The Illegal Miners
The MBCU acknowledged that illegal mining activities continued to take place in Marange. The problem was exacerbated by villagers who were harbouring the panners, popularly known as Gwejas. On the other hand, the Marange Community Development Trust accused the police of allowing the gwejas to operate under their watch, after paying a bribe to the law enforcement agency. It was clear to the Committee that diamonds continue to be traded on the black market.

3.4 Security Sector Involvement in Diamond Mining
The police, army and the Central Intelligence Organisation (CIO) were given diamond concessions after the formalisation of mining operations in Marange in 2009. The police, army and CIO operated under companies known as Gye Nyame, Anjin and Kusena consecutively. The Committee was informed that the rationale for giving concessions to the security sector, was to finance some of the operations, due to the economic and budgetary constraints that the country had been going through. These were the findings of the Committee on the different arms of the security sector:

3.4.1 The Zimbabwe Republic Police
Section 219 of the Constitution clearly outlines that the ZRP has to operate in the professional manner, uphold the Constitution, maintain law and order as well as protect and secure the lives and property of the citizens of the Zimbabwe. In 2006, following the diamond rush in Chiadzwa, the police were called in to assist in restoring law and order, which they did to a great extent, paving the way for formal mining operations. However, from 2009, when the police acquired a concession, its presence in Marange was fraught with a number of anomalies. Firstly, there was no formal agreement recognising the diamond concession given to the police. The police could not supply documents showing the terms and conditions of the operation. During the oral evidence sessions, the Committee was informed that the police entered into a joint venture agreement with some Ghanaians and Zimbabwean partners. One of the local partners, Mr Munyeza, outlined that the partnership agreement was fraught with acts of intimidation and opaqueness on the part of the police. Mr Munyeza further accused the police of deliberately causing the deportation of the Ghanaians and of pushing out the local partners so that they could solely own the company. At one stage Mr Munyeza was abducted by the police and in order to secure his release, he was forced to surrender the keys to a safe securing the diamonds owned by Gye Nyame. The diamonds that were taken forcibly by the police could not be accounted for.
Secondly, the former Minister of Home Affairs, Dr Chombo, and the Permanent Secretary of Home Affairs, Mr Matshiya, outlined to the Committee that they are not aware of the existence and operations of Gye Nyame. The Secretary of Home Affairs is accountable for all departments that fall under his purview and unfortunately he could not account for the operations of the police as they relate Gye Nyame. It was clear to the Committee that the company was and was to some extent personalised with strong ties to the former Commissioner General, Dr A. Chihuri. All police representatives on the Board appointments, were done by the former Commissioner General, without the approval of the Permanent Secretary or Minister of Home Affairs.
The Committee also noted that those who were appointed by the former Commissioner General to serve on Gye Nyame were very defensive or ignorant on why they were appointed to serve on the Board. High ranking officials in the Police Service that include the deputy Commissioners Mr Matibiri, Ms Shambare and Mr Sibanda were not confident and articulate in their submissions about the existence and operations of Gye Nyame. Although the Permanent Secretary and Minister of Home Affairs claimed they were not aware of the operations and existence of Gye Nyame, the Committee was concerned this matter was in the public domain, which should have prompted them to take action. The written submissions by the Former Commissioner General Dr A. Chihuri pointed to the fact that Permanent Secretary of Home Affairs was briefed about the concessions. There is, therefore, a possibility of misleading Parliament by either of the parties. As such, charges of contempt of Parliament may be preferred against either of the parties should it become clear that there was a deliberate intention to mislead the Committee. This is not the end of the inquiry and accountability of the parties shall be demanded in due course. Suffice at this juncture to state that the administration of Gye Nyame as a concession leaves a lot to be desired and it was not consistent with the basic principles of public administration and corporate governance.

Retired Officer Commanding Support Unit, Mr Tanyanyiwa told the Committee that the “the Minister of Mines and Mining Development had requested police officers to safeguard Ministry officials during a process of hand-takeover of mines by the Ministry of Mines and Mining Development. No court order. Just an instruction from the Ministry of Mines”. The Committee noted with concern that the police were abused by the Ministry of Mines of achieve their unclear intended objectives. The Ministry of Mines was not willing to allow the judiciary to handle this conflict.

3.4.2 The Central Intelligence Organisation (CIO)
The CIO had a diamond concession operating under the name Kusena for the period 2011 to 2015. The company produced approximately 13 thousands carats worth about one million dollars. According to the former director General of CIO, Major General Bonyongwe, Kusena was not a viable entity and it was later they surrendered it to ZMDC, its joint venture partner. The CIO never benefited from the diamonds proceeds and all the revenues were in the custody of ZMDC. The areas of concern for the Committee were Kusena’s links with Sam Pa, a Chinese business magnate who is associated with shady deals and was placed under house arrest by the Chinese government. Major General Boyongwe highlighted that the CIO’s association with Sam Pa were above board, because during the lifespan of Kusena, Sam Pa was not a convicted criminal or accused of any corrupt activities. It is the Committee’s position that the CIO has the responsibility to safeguard the interest of the country through vetting of security threats posed by individuals or companies coming into Zimbabwe. The Committee observed that the operations of Kusena were not very transparent, as evidenced by the Board Members under Sino Zim, who could not explain the capitalisation and the operations of the diamond concession. The operations and the joint venture partners were known only by the Former Director General of CIO, Major General and a few other officials.

3.4.3 The Zimbabwe National Army
Anjin was one of the biggest players in the Marange area. The company started operating in 2010 and from its inception to 2015, produced approximately 9 million carats which generated about 332 million dollars in revenue. Out of that figure 62 million dollars went to government as royalties and 86 million dollars was spent under corporate social responsibility programs. The management of Anjin and Mr Rushwaya felt hard done by the hostile takeover by the government, given the vast investments made by the company, in the form of establishment of the mine, the purchase of equipment and machinery and through various corporate social responsibility programs. The company also managed to make investments in the construction of Golden Peacock in Mutare and Long Chen plaza, a shopping complex in Harare. The Committee observed that Anjin had its own shortcomings particularly the fact that it has never had its books audited and in that the full amount of investment, as per agreement had not been made. However, the company tried to operate within company regulations. The Committee was satisfied with the accountability procedures that were put in place by Anjin. Unlike the Permanent Secretary of Home Affairs, the Permanent Secretary for Defence proved to the Committee that he received regular briefs and on top of the situation. For the Permanent Secretary of Home Affairs, there was prima facie evidence of dereliction of duty, something that must not be allowed in the public administration.

3.5 Protection and Security of Investments in Zimbabwe
In the new political dispensation ushered in November 2017, Government has declared that Zimbabwe is open for business. It’s the Committee’s position that this mantra should be supported by investor friendly policies that include the protection and security of investments made into Zimbabwe. The joint venture partners of ZMDC were very bitter on what they went through as a result of the consolidation process. The views of the investors can be summed up in the words of Dr Kurotwi, from Canadile miners who said “In as far as investors are concerned…; Zimbabwe is a lion’s den. Investors will come at their own peril because there is no guarantee that when you invest you will get your money back. I am a victim of that and it has taken me almost 10 years to recover what we had invested genuinely”. The Ministry of Mines was accused of having flouted the investment agreements and for not respecting the laws of the country during the hostile takeover. In the case of Anjin and Mbada, their investment agreements did not have a time frame in which the Special Grants would expire. Their operations would continue as long as they paid the statutory fees and at the time of the take over the statutory obligations had been paid. As for DTZ OZGEO and Rera, their special grants had not expired but Government took them over. It is the Committee’s position that such kind of treatment of investors will only scare away investment.
As the Committee noted, it is very important that investors are protected in line with section 71 of the Constitution on Property Rights. Furthermore, investors should be protected from any acts of corruption in order to secure a license or protect their investments. One investor, Mr Kurotwi claimed the loss of a diamond concession as a result of failing to pay a bribe to Dr Mpofu, the former Minister of Mines and Mining Development. Furthermore, the Committee was told that some investors were forced to pay legal fees to Mr Mutamangira for unknown services. The Committee believes the Law Society of Zimbabwe and the Zimbabwe Anti-Corruption Commission must investigate the payments made to Mr. Mutamangira. Incidences of corruption should be dealt with in the possible way, in order to create a conducive environment to attract investment.

3.6 Executive Accountability on the Diamond Mining Operations
The Committee was disappointed by the former Minister of Mines and Mining Development, Dr O. Mpofu, for failing to respond to issues pertaining to the diamond industry during his term of office. In the same vein the non-appearance by the Former Head of State His Excellency Cde R.G Mugabe, to answer questions on the missing 15 billion diamond revenues, heightens the perception that both may have been complicit on this issue. Section 88 of the Constitution highlights that “Executive authority derives from the people of Zimbabwe and must be exercised in accordance with this Constitution”. As such it is important that the Executive responds to matters raised by Parliament as the legislature represents the people. Going forward, it is the Committee’s position that all members of the Executive should respond and be held accountable for their actions. At the same time Parliament should not be cowed into exercising this constitutional obligation. Where members of the Executive are not willing to be transparent and accountable to the people, the President of Zimbabwe should not hesitate to invoke section 108 (1) (b) which talks about the removal from office of a Cabinet Minister.

3.7 Indigenisation of the Diamond Sector
The Committee received a presentation from the President of Chamber of Mines, Mr Manhando, where he highlighted that the diamond sector together the platinum industry should not continue to be regulated by the indigenisation laws which called for 51:49 percent shareholding in favour of the indigenous people. During the Committee’s visit to Murowa in April 2018, the Rio-Zim board and its management clearly outlined that they needed 125 million dollars to capitalise and expand their operations in the next 3 years, without which the company might be forced to close its operations in the next 18 months. This capital could not be secured as long as the indigenisation regulations were in place. The indigenisation regulations were the major cause why Rio Tinto International pulled out from Zimbabwe.

3.8 Human Rights and Corporate Social Responsibility in Marange
The Committee had an opportunity to meet with representative of the mining community in Chiadzwa. They highlighted some of the challenges that were experiencing which included restricted movement of persons, dust and water pollution, lack of local enterprise development and harassment of villagers by state security agents. The concerns of the community need to be taken into consideration as this will also assist in minimising incidences of illegal mining by panners in the area.

3.9 Legitimacy of Zimbabwe Consolidated Diamond Companies

The Committee noted that the ZCDC was born out of a violent and disturbing corporate background. According to Mr Rushwaya,”the Minister (of Mines) could have acted under improper advice because definitely that was a moment of madness because we just saw the police armed to close down the operation without any consultation done to other parties”. Armed police, using AK 47 rifles were deployed into Marange to force the closure of these mines. All the joint venture partners as well as DTZ OZGEO which was not in a joint venture agreement with ZMDC narrated to the Committee of their harrowing experiences during the violent take over by ZMDC. The operation by the police while it sought to secure the mines created other challenges, which included destruction of existing infrastructure that had been invested by the companies such as security systems. Furthermore, some companies such as Mbada lost diamonds and diamond ore which were on site during the melee. It is the Committee’s position that the establishment and existence of ZCDC was compromised because of this unpalatable background. It will be difficult to legitimise its operations given such a tainted background. The Chairman of ZMDC, Mr Murangari, told the Committee that they were not in support of the consolidation process and the formation of ZCDC was a decision made by the Ministry. There was no Board resolution by ZMDC to allow for the formation of ZCDC.

In view of the above, the Committee makes the following recommendations;

4. Monies paid by MMCZ, Marange Resources and Canadile Miners for legal services to Mr Farai Mutamangira which were not specified need to be interrogated. The Law Society of Zimbabwe, Auditor General, the Zimbabwe Anti-Corruption Commission should investigate monies paid to Mr F Mutamangira for legal services that are not specified. By 31 August 2018
5. The indigenisation threshold on the diamond sector should be removed. The Minister of Finance should remove the 51/49 percent threshold on the diamond and platinum sectors in order to attract investment.

8. ZCDC should be allowed to re-enter into partnerships again, moreso in the new dispensation where Zimbabwe is now open for business. The Minister of Mines should allow investors to come into the Marange area, to boost production and capacitate the operations of ZCDC. With Immediate Effect.
9. DTZ OZGEO should be restored its claim given that it is not within the Marange area and has never been in joint partnership with ZMDC. ZMDC should focus its energy on the Marange diamond deposits because the area has not be fully explored or exploited. Concessions in Chimanimani should be given back to the former owners. 10. Members of the Executive should be held liable for their actions whilst in Office and even after they leave office. The President, His Excellency E.D. Mnangagwa should not hesitate to invoke section 108 (1)(a) of the Constitution read together section 106 (2)(c) in order to curb corruption and abuse of power by Members of the Cabinet. On-going.
11. The Former President His Excellency Cde R.G. Mugabe needs to clear the air on the missing 15 billion dollars’ worth of revenue. Closure on the alleged missing 15 billion diamond revenues is possible if the former President clears the air on the context he made the assertion that the country lost such an amount. The 9th Parliament must pursue the matter to the logical conclusion. –
12. A whistle blowers policy or law should be put in place to encourage and protect persons who desire to divulge information that is of national importance. The Minister of Finance should put in place a policy that will protect whistle-blowers so that the country will not continue to loose revenues through illicit financial flows, smuggling and other forms of corruption.

13. ZCDC needs to be assessed by a Kimberly Process Review Team to ascertain if it’s still abiding by the KP requirements. The Ministry of Mines need to invite the KP review team given the formation of ZCDC in 2015, to assess if it is compliant with KPCS requirements. By December 2018

5. Conclusion
The lustre of the diamond industry in Zimbabwe has been damaged due to shady deals and operations. The new Minister of Mines, Hon Chitando has a tall order to ensure that transparency and accountability is inculcated into the industry. The new strides made by the Minister of Mines to announce proceeds of diamonds sales whenever an auction is conducted should be commended. However, there are a number of unresolved issues that still need to be resolved so that the diamond industry can contribute meaningfully to the growth and development of this country.

Ndebele Banned In UK Company

By Own Correspondent| There was drama yesterday when it was revealed that Ndebeles were slapped with a ban in a UK company.

This was the infamous dodgy funeral insurance company, Madzimai Akatendeka Ltd. It is owned by the humiliated 40 year old sociallite Fungai Maruta who has defrauded many Zimbabweans here.

Untold numbers of women have in the last few weeks narrated their disturbing accounts of being duped to part with their precious earnings. But none of those accounts match that of discrimination on the basis of tribe. An impeccable audio recording was replayed in which Maruta instructs that only Shona is to be used in the company, effectively banning many of her customers who do not speak the language. One victim who spoke said while she can understand the language, she “can not speak Shona, and it is unfair that this is now said more than two years after the company was launched” and particularly after Maruta took their money in subscriptions without ever revealing that she would one day push away non Shona speakers. Maruta can be heard in the below LIVE video declaring that only Shona is to be used and this at all times in this group. This expose’ is part of the classic whistleblowing series of programmes ZimEye began last week following the fradulent activities revealed.

There was more drama when a male caller telephoned attempting to defend Maruta. The man made claims that he is a police officer with one of the constabularies in the UK and he claimed that he has verified that she did not use people’s contributions to purchase her recently bought Land Rover. During the heat of being grilled, the man’s phonecall was suddenly withdrawn, after being challenged on the credibility of him being a police officer.

Khupe To Attack Chamisa Next Week

The renegade and expelled former Vice President of the MDC-T party is set to frustrate her former boss, Nelson Chamisa, next week, it has been protected.

The development will add piles on top of other acts of frustration by Khupe, beginning with false claims of her popularity as she attempted to stage up against Chamisa.

Already in the last 2 days, her party spokesperson, Linda Masarira published outdated Tsvangirai era videos, claiming that they are current footage.

The state media reports stating in full that: the legal wrangle pitting two rival MDC-T factions over rights to the party’s name and symbols could pose challenges when the Nomination Court sits next Thursday, legal experts said yesterday.

The two factions, one led by Mr Nelson Chamisa and another by Dr Thokozani Khupe, are locked in a court battle following an acrimonious fall out over the succession of the late founding MDC-T leader Mr Morgan Tsvangirai. Mr Tsvangirai succumbed to cancer in February this year.

The Supreme Court last month ruled that the matter be referred back to the High Court on an urgent basis for trial but it has not been set down.

Lawyers interviewed by The Chronicle yesterday said as it stands, none of the factions have the right to the name which might pose as a serious challenge for the Zimbabwe Electoral Commission and the electorate if both were to insist on using the name and symbols.

Harare lawyer Mr Harrison Nkomo said Zec can use its discretion to differentiate party logos.

“In fact the issue is of the names that will be submitted by the respective political parties to the Nomination Court. They can only listen to an order of Court, if there is no order of court, it will proceed. At law, there is nothing that precludes Zec from using its discretion whether to accept them as they are or not,” said Mr Nkomo.

Constitutional law expert and Dr Khuphe’s lawyer, Professor Lovemore Madhuku, said the parties may have to settle for a variation ahead of the Nomination Court.

“I think the political parties will have to agree on how they provide nomination papers.

“I’m sure they will have to find some variation here and there. I think that will happen because it has not been set down because we still haven’t got a date. I’m sure they will have to agree on the variation, but that’s up to the political parties. I only deal with the legal aspect, I don’t have the mandate to advise on such matters,” said Mr Madhuku referring further questions to the parties’ spokespersons.

Mr Chamisa’s lawyer, Advocate Thabani Mpofu declined to comment on the matter.
Bulawayo lawyer Mr Tanaka Muganyi said the fight over the name would confuse supporters of both factions if ballots are to be printed under the same logos.

He said the courts should have treated the matter with urgency bearing in mind that it was an electoral matter.

“When you go to the Nomination Court, you go there representing a party so it’s going to further confuse the electorate. The electorate will suffer most from the confusion.

“What should have been done is that when the Court decided that the matter be set down and go for trial , it was supposed to bear in mind that there was a Nomination Court and the matter is finished before the Nomination Court,” said Mr Muganyi.

“The court should have taken judicial notice of that because at the end of the day it will cause confusion”.

Mr Muganyi said in its appeal to the Supreme Court, the Chamisa-led faction was supposed to make a provisional order seeking finality before the sitting of the Nomination Court. “What could have possibly been done is that when the Chamisa-led MDC filed their appeal at the Supreme Court nullifying Justice Bere’s judgment, it knew the Nomination Court was coming and so they were supposed to have made a provision in their order to say this matter should be finalised before the Nomination Court,” he said.

Mr Muganyi said the Courts could have assigned a special judge to deal with the matter because it’s an Electoral matter before the sitting of the Nomination Court.

“It is an unfortunate oversight by both parties,” he said. Following the Supreme Court’s remittance of the matter back to the High Court , the Chamisa-led faction, through its lawyer, Adv Mpofu, recently filed its declaratur (order seeking an official statement) pleading with the court to grant them the relief they sought.

“As a result of their expulsion, the first, second and third defendants (Khupe, Gutu and Bhebhe) lost the right to the use of the name, symbol, logo and trademark of the MDC,” said Adv Mpofu.

Police and the family of a Form Four pupil at Mzingwane High School, who allegedly committed suicide by hanging himself, suspect foul play.

The family yesterday said it was disturbed because the school authorities cleaned up the crime scene before police commenced investigations.
Ryan Siziba (16) of Bellevue suburb in Bulawayo allegedly hanged himself on Tuesday night on the roof trusses of a disused boiler room behind the school hostels using his belt.
It was suspected that Ryan feared disciplinary action over alleged theft.
His body was found on Wednesday at around 6AM.

A police source close to investigations said foul play was suspected and investigations were underway.

School authorities alleged that Ryan had stolen food from other pupils’ trunks with a 15-year-old friend from Pumula North suburb in Bulawayo.
The friend and another Form Four pupil allegedly discovered Ryan’s body.
The Chronicle yesterday observed that the disused boiler room, which was earlier described as a pig sty, was sparkling clean.
Ryan’s father, Mr Noel Siziba, among a team of other family members, said they failed to get clear answers from the school.

The school’s acting deputy headmaster, a Mr Mangena and the boarding master, Mr Mazisi Mpofu, seemed equally surprised about the clean-up claiming not to know who had taken up the task.
Mr Siziba said: “I can’t believe my eyes on the clean up and this makes me suspect a great degree of foul play on my son’s alleged suicide. When I arrived at the scene yesterday (Wednesday), the room was full of cigarette and mbanje stubs, indicating that the unused room was where boys performed their shenanigans.

“As an African man, I sought permission to come back the next day to show my family the place where my son died as well as to perform our traditional rituals. It comes as a great shock and disappointment to find the place cleaned up.

“What worries me most is whose children were tasked to clean up a room where someone had allegedly hanged himself.”

He denied that the school had notified him on Tuesday night that his child was missing.
“I want to correct this in front of the school authorities that they only phoned me on Wednesday at around 7AM, informing me that Ryan had gone missing the previous night.

“When I arrived at the school at around 9AM, I was then informed that my son had just been discovered dead and police were already at the scene,” said Mr Siziba.

Earlier reports seemed to suggest that Ryan’s body had already been found when the school told his parents he was missing, as police were told the body was discovered at 6AM.
Mr Mangena said he must have been misquoted by the police because he did not say the family had been contacted the previous night.

He said he was fully aware the family was going to perform rituals at the scene adding that he was equally shocked that someone did the cleaning.

A source at the school said on Tuesday at around 3PM, the two pupils went into the Form Ones’ hostel and stole some food from trunks and returned to their hostels where they ate the food.
The boarding master, Mr Mazisi Mpofu, said he received a report from other pupils to the effect that there had been a theft of food stuffs and the two were implicated as they had been seen earlier in the hostels.

He said he last saw Ryan at around 9PM after studies and intended to interview him later on the matter.

“Later that evening, at around 9PM, Ryan’s friend approached me and confessed that he committed the crime with him. I dismissed him, promising to interview each one of them the following morning, although I wanted to see Ryan before bed time.

“After Ryan didn’t return to his hostel up until 11PM, I instructed his dormitory mates to go to bed and a search was conducted the following morning around the school premises. The now deceased was found by the friend and another pupil (16) hanging from the roof trusses of a disused boiler room behind the school hostels,” he told The Chronicle.

Police took the body to the United Bulawayo Hospitals (UBH) for post-mortem.- state media

Video Of Chisipite School Causes Stir

CHISIPITE Girls High School in Harare is at pains to clear its name after some of its pupils were captured on camera singing an explicit song where they were referring to themselves as “sluts” and suggesting they were having unprotected sex.
“Baba tese tirimahure, tese tinoda n****, hapana anoramba n**** (Father, we’re all sluts, no one refuses to engage in unprotected sex) . . .” they sang clapping their hands while recording themselves.
Though it is not clear when the video was recorded, it went viral on social media on Thursday and raised eyebrows with some questioning the morality of the school.

There were mixed feelings about the recording with some defending the pupils who are doing Lower Six at the girls’ school saying there was nothing amiss considering their age.
Some bashed them saying they needed to focus on their studies.

“Eish, part of me thinks moral degradation of society then I remember there were no smart phones when we were in high school and we were probably worse,” wrote one Michael Mangenje on Facebook in response to the video.

Some felt the pupils were reflecting what was going on in society where older men, referred to as blessers, are known to prey on young school girls.
“The visibly excitable young Chisipite High School girl who did the ‘tese tinoda n****, hapana anoramba n****’ clip is extremely unfortunate because while I agree that her comments are not a good example of what is expected of young school girls, it brings to light the reality of what’s going on in schools.

“Older men are seriously sleeping with schoolchildren. This however, isn’t new, the problem is with social media. She might get suspended or expelled and her career might go up in smoke, but this is a lesson for young people at school,” wrote one Katsande.

Supporting the pupils was Internet personality — Nomathemba Primrose Ndebele — who said their behaviour was normal as they were going through adolescence.

“We were once young and carefree students at some point and we sang worse songs than the girls at Chisipite. Hope we’re judging those little beautiful kids from an honest place not from hatred that their parents can afford $4 000 per term and we can’t.”

Another concurred with Ndebele saying: “I showed my son Dylan the video and he sang along. He said mum, this is also one of our war cries at school.”

Others said the pupils singing such a song did not mean they were practicing unsafe sex.
“All those judging should know that singing is one thing and doing is another thing. They’re kids, let them have fun. We probably used to sing worse. They probably don’t even know what they’re singing. Let’s let them be,” wrote one Bruce.

However, many said what set them apart from pupils these days was that there were no recordings of the songs/videos. As such, they suggested that the students desist from recording such videos in order to avoid situations like these.

“We sang worse than this in our days but children of today should be taught that they should not take videos that they do not want the world to see.”

The video landed in the hands of the school’s authorities who yesterday morning distanced themselves from the song saying it was not sanctioned by the school and was not a war cry.

“Thank you to all of those who have let us know about the appalling video that some of our L6 pupils made. The girls’ parents have been notified and share our disappointment in the pupils’ behaviour.

“The girls have been punished and regret their actions. This was not a war cry or in any way sanctioned by the school but an isolated incident involving six pupils,” wrote the school in a statement. This is not an accurate reflection of our school culture and community, a sentiment shared by our parents, alumni and pupils.

Grace Mugabe reportedly funded some top National Patriotic Front members to cause the recall of NPF interim leader Retired Brigadier General Ambrose Mutinhiri to pave way for her ascendency in that party, it has emerged.

Mrs Mugabe is reportedly eyeing the vice presidency post in the MDC Alliance once done with Rtd Gen Mutinhiri.

MDC Alliance leader Mr Nelson Chamisa is yet to name his deputy. National Patriotic Front national political commissar Mr Jimmy Kunaka yesterday claimed that the NPF’s spokesperson Mr Jealousy Mawarire, Ms Nomthandazo Eunice Moyo and Mr Shadreck Mashayamombe were being secretly funded by Mrs Mugabe to overthrow the party’s founding leader Retired Brigadier General Ambrose Mutinhiri.

Speaking at the press conference called by Rtd Brig Gen Mutinhiri to fire Mr Mawarire and his team yesterday, Mr Kunaka said the Mawarire camp had been captured by Mrs Mugabe in her bid to take over as the party’s president.

This, he said, was to pave way for her to claim a bigger stake in the MDC Alliance.
“We will stand by our president Cde Mutinhiri. These guys are lost and have taken the wrong direction. They do not have the mandate to fire the president when the party’s constitution has not yet been endorsed by the people,” said Mr Kunaka.

“One thing critical here is that at the time they were addressing their press conference they had cash in their pockets, which they got from Grace Mugabe who wants to be MDC Alliance vice president. We are saying you have gone and invited Grace to be vice president in the Alliance. The three of you must go and we as NPF we say no, no no. Grace is the one who put us where we are today,” he added.

Mr Kunaka said Operation Restore Legacy was a result of Mrs Mugabe’s behaviour when she was First Lady.
“It is better to go and hang myself and die. I will not allow that, that Grace should lead NPF,” said Mr Kunaka.

He said if Mrs Mugabe wanted to be a member of the NPF she has to follow proper procedures.
Mr Mawarire yesterday announced the recall of Rtd Brig Gen Mutinhiri at a press conference in Harare and immediately announced that they were joining the MDC Alliance by Monday next week.
Rtd Brig Gen Mutinhiri later convened a press conference and insisted that he was the leader and founder of NPF.

NPF party bigwig Jim Kunaka today alleged that spokesman Jealousy Mawarire, Eunice Sandi Moyo and Shadreck Mashayamombe have been paid by former First Lady Grace Mugabe to oust their leader Ambrose Mutinhiri.

He said this is because Grace wants a job in Chamisa’s office as VP.

He made these comments during their press conference in response to Mutinhiri’s dismissal earlier announced by Mawarire.

He also added that NPF executive will tomorrow hold a convention to vote for the party’s leadership. He said, “We will stand by Mutinhiri. These guys are lost and have taken the wrong route.

“They do not have the power to fire the president when the party’s constitution has not been endorsed by the people. Liverpool forward Roberto Firmino has described Sergio Ramos as “an idiot” because of his comments following the Champions League final.

The Real Madrid captain criticised Loris Karius, Mohamed Salah and Firmino himself a few days after the match which Real won 3-1 to secure a third successive Champions League crown.

Ramos said: “I am only missing Roberto Firmino saying he got a cold because a drop of my sweat landed on him.”

But speaking ahead of Brazil’s game against Austria on Sunday, Firmino responded, saying: “I prefer not to make any comments, I think he has a view because he was the champion but I thought he was an idiot for what he said but that’s okay.”

Information made available to ZimEye.com indicates that the former Education Minister wrote to the MDC Alliance coalition principals requesting that he runs for senatorial seat instead of a parliamentary seat.

Coltart was the first MDC Alliance coalition aspiring parliamentarian to be confirmed as a candidate after Thabitha Khumalo who narrowly beat him in the last election opted to cede the seat to him.

Sources in the MDC-T said that Mr Coltart’s exit could see Khumalo bouncing back to contest the Bulawayo East constituency seat.

Warriors coach Sunday Chidzambwa has defended Abbas Amidu’s inclusion in the first team at the 2018 COSAFA Cup.

The 28-year-old forward has failed to make an impact at the tournament, raising questions why the coach prefers him to Tino Kadewere.

In an interview with Daily Sports Zone, Chidzambwa still regards Amidu as a good player.

“Abbas is not a bad player I think he is only going through a bad time,” Chidzambwa said.

“Their season ended about a month ago, so maybe he is not in form.

“Football is teamwork and if I am to single out one player, for me that would be unfair. I look at the whole team, and see where the mistakes are coming from and rectify them.”

When asked about the reaction of the fans who celebrated when Amidu was substituted early in the second half, the coach said: “I am not worried about the fans, it’s about my team. I want to work on creation and scoring of chances in our front three. We will try to work on that before our next game.”

It is estimated that 20 000 civilians were massacred at the height of the Gukurahundi era.

Mohadi shocked party supporters when he said the period of bemoaning the Gukurahundi atrocities was over because Ndebeles also raided Shona homesteads by the 19th century King Lobengula.

“The Gukurahundi issue is a thing of the past. We have to forget about the issue.

The Shona people also lost their wives who were forcibly taken by the Ndebeles so let us focus on building our great nation,” Mohadi said.

Man Runs Amok, Stabs Own Mother

A man from Chief Zimuto Area in Masvingo District went berserk and stabbed his mother three times with a kitchen knife.

Arlington Tukunuku who had been taken to an apostolic sect for a healing session later fell into a trance and attempted to stab himself.

Arlington appeared before Masvingo Magistrate Langton Ndokera yesterday.

The court heard that Arlington was taken to the apostolic sect by his parents on June 2 after indicating he was being haunted by evil spirits.

He later woke up and attempted to commit suicide and his father stopped him from stabbing himself.

He then stabbed his mother Netsai Tukunuku, three times with the knife and vanished from the scene.

His mother sustained serious injuries.Trial will continue on June 19.

Stampede At College As Students Jostle To Greet Chamisa

Little known opposition leader Paul Gotora of Zimbabwe Organised Open Political Party has praised President Emmerson Mnangagwa for promoting tolerance and diversity in the new dispensation.

Gotora told State broadcaster, ZBC he was satisfied with the efforts made by Mnangagwa to create a conducive environment for free, fair and credible elections.

Gotora also claimed the playing field was level unlike in past elections- in which opposition supporters were intimidated and subjected to violent attacks by the ruling party Zanu PF.

” We believe that for the first time free, fair and credible elections will be held in Zimbabwe,” said Gotora.

Gotora also argued his party would make a significant impact in the July 30 elections.

Two Women Hospitalised After Eating Mbanje Cakes

TWO Hwange women who are bartenders were rushed to hospital where they were treated for drug induced psychosis after eating muffins laced with mbanje.

The muffins also known as space cakes or weed brownies are baked using cannabutter, which is butter heated in a pan with mbanje leaves and buds mixed in and then sifted out.

They cause a dangerously intense high and traces of the drug may be found in a person system more than a month after eating the muffins.

Ms Memory Sibanda and Ms Lisa Nyoni became nauseous and dizzy after eating the space cakes given to them by Terrence Kurai Machina and Tendai Terrence Mafara on Africa Day at Hwange Cricket Club.

Machina (26) of 274 Chibondo and Mafara (27) of 7L Ingagula were charged with assault after it was discovered that they made the muffins and laced them with mbanje.

Machina and Mafara told court that they intended to have fun with the two complainants after drugging them.

The duo said they didn’t expect the two bar-ladies at Hwange Cricket Club, to be affected by the mbanje.

“We would want to apologise to the complainants and the court. We thought that since the complainants are regular drinkers and smokers they would not mind the mbanje. We were hoping to have a good time with the two,” said Machina in court.

Hwange magistrate Mrs Portia Mhlanga-Moyo convicted Machina and Mafara on their own plea of guilty to assault yesterday.

The duo was sentenced to 24 months in jail. Six months were suspended on condition of good behaviour within five years while the remaining 18 months were suspended on condition that Machina and Mafara perform 630 hours of community service at the Hwange Magistrates’ Courts.

Prosecuting, Ms Memory Munsaka said Machina and Mafara made the muffins cakes on May 25 before proceeding to Hwange Cricket Club where they deliberately gave them to the two complainants who were on duty.

“On May 25 Machina baked some muffins and laced then with mbanje at his place of residence. He connived with Mafara and the two went to Hwange Cricket Club where they met Ms Sibanda and Ms Nyoni. Mafara approached the two complainants and offered them the muffins,” said the prosecutor.

The court was told that Machina and Mafara did not tell the complainants that the muffins had mbanje.

After separately eating the muffins, the two women became nauseous and dizzy and were immediately rushed to Hwange Colliery Hospital as they couldn’t continue with their work.

Tests done at the hospital confirmed Ms Sibanda and Ms Nyoni suffered from drug induced psychosis.

A report was made to the police leading to Machina and Mafara’s arrest.

Rival Candidates In Historic Public Debate For Votes

By A Correspondent|The Gwanda Residents Association on Thursday held a historic “Meet The Candidates” public meeting where it paraded rival council candidates to present their election manifestos to the electorate.

Funded by the Women’s Institute for Leadership Development Trust, the historic session saw four candidates from Mthwakazi Republic Party, Welshman Ncube led MDC, Nelson Chamisa led MDC-T and ZANU PF square up in a hot but very harmonious debate.

The Candidates all contesting in Ward 4 of Gwanda Central Constituency were given time to present their manifestos before members of the public took time to question them on their electoral promises.

Prior to the candidates presentations, the Zimbabwe Electoral Commissioner Daniel Chigaru presented the provisions of the new Electoral Act and the Code of Conduct for the elections.

Residents of the town expressed appreciation in having the series of meetings that the Residents Association will take to all the wards in the town.

“This is very historic and shows maturity in our democracy under the new dispensation,” said Ms Sikhathele Sibanda in an interview after the meeting.

“We really wish that we could see the same being done at higher levels such as President and Parliamentary candidates,” she said.

Addressing the meeting, the chairman of Gwanda Residents Association Mr Amos Phiri said that the aim of the meetings is to facilitate for a peaceful election set for July 30 this year.

“These meetings are being done to unite us as a community and present peaceful elections in our town,” he said.

Commissioner Chigaru congratulated Gwanda Residents Association for holding the historic gathering and hoped that the same could be done throughout the country.

International Human Rights Body Raises Flag Over Credibility of 2018 Elections

By Talent Gondo| An international rights body, Human Rights Watch (HRW) has raised the flag over the country’s harmonised polls slated for July 30 saying that the elections are unlikely to be free, fair and credible because of failure by President Emmerson Mnangagwa’s government to implement electoral reforms.

In a recently released report, Human Rights Watch said failure by government to carry out legal and electoral reforms threatens the credibility of the harmonised polls.

“Despite President Mnangagwa’s repeated promises that elections will be free and fair, the ability of voters to freely choose their leaders is in serious doubt,” said the HRW.

In a research conducted  in May, including interviews the country, found that security force involvement in the electoral process, abusive laws that remain in effect, and violence and intimidation by the ruling party all contribute to an environment that is not conducive to free and fair elections.

The Zimbabwean government’s failure to carry out legal and electoral reforms threatens the credibility of national elections scheduled for July 30 2018. Human Rights Watch said. Despite President Emmerson Mnangagwa’s repeated promised that elections will be free and fair, the ability of voters to freely choose their leaders is in serious doubt.

Human Rights Watch research in May, including interviews across the country, found that security force involvement in the electoral process, abusive laws that remain in effect, and violence and intimidation by the ruling party all contribute to an environment that is not conducive to free and fair elections.

“President Mnangagwa needs to go beyond mere rhetoric and take genuine steps to level the playing field for all candidates and their parties,” said Dewa Mavhinga, Southern Africa director at Human Rights Watch.

“A key test will be whether state media give equal coverage and access to all political parties without bias or favor.”

Zimbabwe’s military and other state security forces have for many years interfered in the nation’s political and electoral affairs, adversely affecting the right of Zimbabweans to vote for the candidates of their choice.

Mnangagwa and his administration should level the electoral playing field by preventing the military from engaging in partisan politics or interfering in electoral processes, and taking strong action to deter violence and intimidation by the military during the campaign period and elections. The military leadership should publicly demonstrate its commitment to a fair election process and not interfere with the outcome of the vote.

The role of the Zimbabwe Electoral Commission, which is charged with overseeing the 2018 election process, is also of particular concern.

The commission has not demonstrated independence or impartiality. At least 15 percent of the Zimbabwe Electoral Commission’s secretariat are serving or former military officials.

The military should help make the commission more independent and professional by removing serving military officers from the body, Human Rights Watch said.

The government’s failure to repeal or significantly revise key laws or to address the partisan conduct of the police further undercuts free elections. Repressive laws needing reform include the Public Order and Security Act, the Access to Information and Protection of Privacy Act, and the Criminal Law (Codification and Reform) Act.

All of these laws have been used to arrest peaceful protesters and censor critical media. The lack of reform places a greater burden on the police to ensure that the rights to freedom of association and peaceful assembly are respected during the campaign period.

Human Rights Watch research found widespread intimidation, harassment, and threats of violence mainly by supporters of the ruling ZANU-PF party to coerce members of the public to hand over their voter registration slips and commit to vote for ZANU-PF.

Party members have intimidated voters by reminding them of violence during past elections and threatening to withdraw food aid if they did not vote for ZANU-PF, Human Rights Watch found. Between March 24 and April 1, a domestic human rights group, Heal Zimbabwe Trust, recorded 31 human rights violations in 17 districts relating to the election campaign.

The group described intimidation and forced attendance at political gatherings, including by school children, and disruption of opposition political gatherings.

Incidents of political violence and intimidation characterized the primary elections in May 2018 to choose parliamentary election candidates in the ZANU-PF party and the opposition Movement for Democratic Change – Tsvangirai (MDC-T) party.

The MDC-T appears to have established a militia type uniformed youth group called the Vanguard which was implicated in several cases of violence against the former party deputy president Thokozani Khupe and her supporters who have since formed a rival faction of the party.

All political parties should ensure that their members act peacefully, allowing others to associate freely and express themselves no matter their political views, and permit citizens to vote without fear of violence, Human Rights Watch said.

Zimbabwe has an obligation to allow each citizen to vote in genuine periodic elections, as provided under the country’s constitution, and guaranteed in international and African human rights conventions that Zimbabwe has ratified. The Southern African Development Community (SADC) Pronciples and Guidelines Governing Democratic Elections to which Zimbabwe is a party, call for full participation of citizens in the political process, freedom of association, political tolerance, equal opportunity for all political parties to access the state media, independence of the judiciary, independence of the media, impartiality of the electoral institutions, and voter education.

Careful monitoring of the election and the campaign throughout the country is especially important considering the need for legal and electoral reforms, Human Rights Watch said.

The Southern African Development Community (SADC), the African Union, the European Union, and other groups should provide competent international observers to monitor the campaign period and elections.

The Zimbabwe government should ensure that all electoral observers can move freely throughout the country and can access all legislation, regulations, and institutions governing the electoral process, consistent with the SADC Principles and Guidelines.

“As Zimbabwe’s elections draw close, the government needs to ensure that conditions are right for people to vote for candidates of their choice in an environment that is free of intimidation, fear, and violence,” Mavhinga said.

MDC Alliance Collapse, Ncube Candidate Snubbed In Chivi

By Correspondent|There was drama at an MDC Alliance rally in Mhandamabwe Chivi North Constituency when MDC-T Vice President Elias Mudzuri would not unveil an MDC Alliance candidate opting to present an MDC-T candidate instead.

According to the MDC Alliance coalition agreement the constituency is reserved for the Welshman Ncube led MDC and one George Mutombo was seconded by the party to be the Alliance candidate in the upcoming elections.

Mutombo who attended the rally hoping to be unveiled to the electorate at the rally was pushed away and told he was not the candidate by MDC-T supporters in front of the MDC-T leadership represented by Mudzuri and party Organising Secretary Amos Chibaya.

“It was very humiliating,” said a ZimEye.com witness.

“He was openly told to go away and is not fit to be the candidate as his party has no support in the area,” said the witness.

The MDC was allocated thirty two seats in the MDC Alliance coalition including Chivi North and South Constituencies but the MDC-T structures in the two constituencies have since declared that they will not cede the constituencies to the Alliance partners.

MDC-T National Chairman Morgan Komichi has previously revealed that his party is failing to handle the pressure from party members and structures who are resisting candidates seconded by the Alliance partners.

Komichi conceded to cries from partners that the MDC-T candidates are working on the ground continuing with their campaigns against their collegues from the Alliance partners.

Komichi indicated that the principals are attending to the issue with a hope of getting partners to swap weaker candidates for much favoured MDC-T candidates.

An MDC official who spoke to ZimEye.com on the sidelines of the rally said that the MDC-T candidates were wasting their time as they will not be endorsed as MDC Alliance coalition candidates at next week’s nomination court.

“They are wasting their time,” he said.

“Their papers will not be accepted by the nomination court as the Alliance will not endorse them as MDC Alliance coalition candidates except if they will contest as MDC-T candidates,” he added.

Efforts to get a comment from the MDC Secretary General Miriam Mushayi were not successful at the time of writing.

Mnangagwa “New” Train Derails In Hwange

Down and out, the NRZ locomotive

By Paul Nyathi|A National Railways of Zimbabwe locomotive derailed in Cinderella Siding in Hwange on Thursday.

The locomotive is believed to be one of the substandard new railways equipment brought in by President Emmerson Mnangagwa in a shoddy deal with Zimbabwean investors based in South Africa in a $400 million NRZ recapitalization programme.

Reports from within the NRZ indicated that the trains brought in by the government from South Africa are not compatible with the Zimbabwean railway network and has seen most of them lie unused since delivery at a colourful ceremony early this year.

Details on the derailment are still sketchy and the railways company has not been in a position to comment on the matter.
