A 16-year-old has given birth to triplets in what the community has embraced as a blessing from God, but the couple is struggling to take care of the babies since the husband, 18-year-old Leonard Maenza, is not formally employed.

When The Herald visited the young family, Ruvarashe balanced two babies on her lap, one on each arm as she breastfed them while her aunt held the other child. Considering her age, having triplets is not an easy task the teenager has to cope with.

She had no idea that hers was a multiple pregnancy, neither did she have a scan or pre-natal care and check-ups.

She said it was a shock discovering that she was having not one or two, but three babies while lying on the delivery bed. The teen mother gave birth naturally to triplets at Bindura Hospital on May 3 and together with her husband, Leonard, they are overjoyed.

But the two have no financial means to look after the family adequately and they are relying on well-wishers. Ruvarashe fell pregnant last year after dropping out of Form 3 due to challenges with school fees.

She dropped out during the Covid-19 lockdown. “Following the separation of my parents I started staying with my grandmother in the Maganyani area in Bindura rural. I commuted to Bindura every day for secondary education and due to resource constraints I dropped out of school while in Form 3 last year,” she said.

“I met Leonard and I eloped in August. I fell pregnant and he was assisted by his relatives to pay lobola. His father passed away and his mother welcomed me.

“I had no idea that I was carrying triples and the babies came one after the other, it was a surprise. I thought I was carrying one baby, I could not believe it when the nurse said another baby was coming and then there was another one.”

Ruvarashe said they did not have marital problems and were happy in the home. Leonard survives on piece jobs and the challenge, according to the wife, is taking care of the babies.

“I am not producing enough milk for the babies,” she said. Ruvarashe’s aunt Miss Anna Chisoni, who is staying with the teen mother, said the biggest challenge was on milk, soap and clothes for the babies.

“The father is not employed and cannot take care of these babies. He is trying to fend for his family, but the situation is too big for him,” she said.

“I am currently staying with the babies and the mother because this place is close to the hospital. The babies are frequently going for check-ups and they are on kangaroo mother care due to low weight.

“I know that these children are still young but we accepted the situation and we thank God for the blessing of the babies. When she eloped I tried to take her back, but they insisted that they love each other and wanted to stay together.

“They don’t have problems in their marriage and our in-laws are supportive. I hope that the father is assisted in getting a job.”

The father, who has no cell phone, was said to be wandering around looking for piece jobs to buy milk for the babies and food for the wife.

However, his mother Ms Beauty Maenza said Leonard is her only son and she is happy to have three grandsons, Takunda, Tinotenda and Tawanda.

“I am happy but the challenge is lack of adequate food for the babies. My son is not employed but with his wife they don’t have marital problems. I am staying with them at a farm compound at Saimona Village 3B,” she said.

Ward 6, Councillor Oliver Mukombwe said he will facilitate the employment of Leonard at Bindura Municipality when vacancies arise.

“Currently a number of employees had their contracts terminated but I am sure the council will recruit any time soon. This is not easy, other families are struggling with one baby. We are happy for the young couple, it’s a blessing to have triplets. I urge the community to assist in any way they can. Let’s support this young family,” he said.

Women Coalition of Zimbabwe (WCoZ) provincial chairperson Ms Mandi Piyasi who mobilised milk, clothes and soap for the babies, said the rate at which teen pregnancies have risen in Mashonaland Central province was alarming.

“Teen pregnancies are a deterrence to achieving gender equality. It is high time families embrace sex education to ensure our girls are well-informed of the ills of engaging in sex and unprotected sex early,” she said. – Herald

Man Sets Up Own Tollgate …

THE Zimbabwe National Road Administration (ZINARA) is losing thousands of dollars in potential revenue daily through illegal tollgates and by-pass roads at the three toll plazas in the province, The Manica Post can reveal.

Investigations conducted by this publication revealed that individuals like Mr Padhina Dzumbira, who has had several brushes with the law for operating illegal tollgates, are now living large from the proceeds of the illegal activities.

Mr Dzumbira has been operating an illegal tollgate at the 22 Mile Toll Plaza along the Mutare-Chimanimani Road for years now and has a pending extortion case before the courts.

Some of the culprits have built and electrified their houses from the illegal activity. Law enforcement agents are reported to be part of the scam as some of them man these unsanctioned tollgates at night, collecting various amounts from motorists by-passing the tollgates.

Both the police and road authorities confirmed the presence of illegal tollgates and by-pass roads and said some of the operators were unrepentant despite being brought to book on several occasions.

At 22 Miles, the by-pass road is a stone’s throw from the tollgate manned 24 hours by heavily armed police offices, while at the Magamba and Rusape tollgates, by-pass roads have been developed and are now popular with pirate vehicles, popularly known as mushikashika.

The by-pass roads pass through nearby farms. Some motorists, especially haulage truck drivers, opt to circumvent the Magamba Toll Plaza by using the Grange Road that passes through Old Mutare Mission before getting back onto the Mutare-Harare Highway near Odzi River.

A visit to the 22 Miles Toll Plaza last Saturday revealed that the by-pass road was well maintained. Operators of the illegal tollgate have even erected a boom gate and a vending stall where they sell various wares to the commuting public as they await their turn to be served. So busy is the illegal tollgate that hardly five minutes pass by without a vehicle passing through.

While Finance and Economic Development Minister Professor Mthuli Ncube announced in his 2021 National Budget Statement that light motor vehicles were supposed to pay toll fees of US$2, minibuses (US$3), buses (US$4), heavy trucks (US$5) and haulage trucks (US$10) or the equivalent at the prevailing interbank rate, motorists pay whatever they want at the 22 Miles Toll Plaza, even as little as $10.

Last year, the Parliamentary Committee on Transport and Infrastructure Development came face-to-face with the rot at the 22 Miles Toll Plaza and received an ear-bashing from Mr Dzumbira who told them that no one could stop him from collecting the money as the illegal tollgate was in his field.- Manica Post

COVID-19 National Taskforce To Make Decision On Schools Opening

THE National Taskforce on Covid-19 will meet early this week to deliberate on schools opening ahead of the second term, which is scheduled to begin next week.

The committee is expected to forward its recommendations to Cabinet.

Chief co-ordinator of the National Response to the Covid-19 pandemic in the Office of the President and Cabinet, Dr Agnes Mahomva, told our Bulawayo Bureau that a final decision will be made this week.

“We are looking into it. You are aware there is a taskforce that is always guided by science.

“We look at data on the ground and we make decisions based on that data. This taskforce meets every Monday and Cabinet sits every Tuesday. You will definitely hear from that process,” she said.

An upsurge in Covid-19 cases has forced the Government to introduce stricter lockdown regulations, while some districts that have recorded increased transmissions have been placed under localised hard lockdowns.

Kwekwe, Karoi and Makonde, among other districts, have recently been placed under localised lockdowns following a spike in cases.

There are concerns reopening schools could lead to an increase in transmissions.

Fr Emmanuel Ribeiro Burial Set For Monday

The late Roman Catholic cleric, Father Emmanuel Ribeiro, will be buried at the National Heroes Acre on Monday 21 June 2021.

Fr Ribeiro died at St Anne’s Hospital in Harare on Thursday morning after a short illness. He was 86.

Defence and War Veterans Affairs Minister, Oppah Muchinguri-Kashiri on Friday informed the Ribeiro, Mashonganyika and Makaka families that the government and the ruling ZANU PF had conferred national hero status on the late cleric.

During a meeting this Saturday between the Inter-Ministerial Committee on Burials of National Heroes, representatives from the family of the late Fr Ribeiro and the Roman Catholic Church, it was agreed burial will take at the National Heroes Acre.

The decision was announced by the Ministry of Home Affairs and Cultural Heritage in a statement. Pindula News published the statement below:

Today, the 19th of June 2021, the Inter-Ministerial Committee on Burials of National Heroes, sat for a meeting with representatives from the family of the late National Hero, Father Emmanuel Ribeiro and the Roman Catholic Church.

This follows yesterday’s conferment of National Hero Status on the late Father Emmanuel Ribeiro. Following consultations with the family and the Church, it was agreed that the burial of the late national hero Father Emmanuel Ribeiro be held at the National Heroes Acre on Monday 21 June 2021.

The following arrangements have been put in place ahead of the burial on Monday 21 June 2021:

Tomorrow, 20 June 2021, the body leaves Doves Funeral Parlour at 1400 hrs for a mass at the St Mary’s Queen of Peace Parish, in Old Highfield. After the mass, the body will be taken back to Doves Funeral Services.
On the day of burial, Monday 21 June 2021, the body will be taken to Old Highfield for a mass. The cortege will then leave Old Highfield at 0955 hrs for the national shrine.

Logarusic: Winning COSAFA Cup Is Not My Priority

Warriors coach Zdravko Logarusic says his focus is not on winning the COSAFA Cup but to use the tournament to build squads for the next World Cup and CHAN qualifying campaigns

Q: How have the vaccines been developed so quickly? Does this mean that their safety and efficacy has been compromised?

A: The speed of development of COVID-19 vaccines has been unprecedented for several reasons, but the safety and efficacy requirements for vaccines have not been compromised, Vaccine development was facilitated by:

The massive financial investment by governments, industry and philanthropic organisations in vaccine development and the re-direction of much of the global research and commercial infrastructure for the development and manufacture of vaccines. Governments also enabled companies to take the commercial risk of manufacturing some vaccine stocks ahead of regulatory approvals.

New technologies adapted from the development of other vaccines – mRNA vaccines were developed for COVID-19 very rapidly after the sequence of the COVID-19 virus was determined, but the underlying technology had been under development since much longer and production could be scaled up very quickly. The adenovirus technology used for adenovirus vector vaccines was first tested with SARS, MERS and Ebola virus over the last 20 years, and so was able to be adapted quickly to COVID-19, which has several similarities to these viruses.

Clinical trial successes – it has been possible to rapidly recruit large numbers of volunteers into clinical trials and, with unfortunately high rates of infection in several countries, to complete trials with 10,000-50,000 people in a short period of time. Under normal circumstances, it may take many months or even a few years to carry out trials of this size to determine whether a vaccine is effective.
Very close collaboration – between regulators, industry and clinical researchers enabled clear indications of regulatory requirements and early access to results.

Intensive and insightful research – researchers predicted that the “spike protein” on the virus would be a good target for vaccine development, and almost all vaccines have been designed to induce a response to this protein. So far, the spike protein has produced a strong immune response in those vaccinated, and for those vaccines that have reported clinical results are highly protective from COVID-19 disease.
Q: Will mRNA vaccines affect the DNA of vaccine recipients?

A: No. The mRNA in the vaccine has not been shown to incorporate itself into the genes of vaccine recipients and breaks down in the weeks after vaccination. mRNA vaccines contain genetic instructions for our cells, which only read them and provide copies of the SARS-CoV2 spike protein. This enables the body’s natural immune systems to cause a response in vaccine recipients if they are later exposed to the virus.

Q: How long will COVID-19 vaccination provide protection for immunised people?

A: We do not yet know how long protection from any of these vaccines lasts. We will get better insights over the next 12 months.

The duration of protection provided by vaccines can vary. For example, the seasonal influenza vaccine is given annually, because the influenza virus mutates, and protection wanes over a number of months. Other vaccines, such as those for rubella or measles provide multi-year or even life-long protection from disease. Mutations in key viral proteins can mean that virus variants emerge. The SARS-CoV-2-coronavirus is prone to mutations that creates variants, some of which have become established in a number of regions of the world. The scientific community and regulators are very actively monitoring whether the current vaccines can continue protecting people from infection with new variants.
A number of vaccine developers are currently developing vaccines against the range of variants, and it is likely that booster shots with these vaccines will increase protection against known variants. Regulators have agreed that review of data on vaccines against variants will be facilitated based on assessment of immune response to the variant, in the same way that new seasonal influenza vaccines are evaluated each year.
Q: Why are there so many vaccine candidates?

A: As the global seriousness of the pandemic became rapidly apparent, development of effective vaccines for COVID-19 became the top priority of many pharmaceutical companies and medical research institutes. There was also unprecedented government and private sector investment in vaccine development. There is now a wide range of technologies for developing new vaccines – and many of the organisations developing COVID-19 vaccines have particular experience in one or more of these technologies. This has ensured that there would still be vaccines available if some were not approved for reasons of efficacy, safety or manufacturing challenges.

Q: What if many people start getting a reaction from a particular COVID-19 vaccine?

A: Short-term reactions, such as soreness at the injection site, fatigue or headache are common following any vaccination with COVID-19 vaccines. These reactions usually pass in a day or two. If new evidence becomes available that suggests that a specific serious adverse event may be linked to a particular COVID-19 vaccine then regulators will take action, working collaboratively on a global basis and liaise with public health authorities. The type of actions that can be taken depend on the nature of the adverse event, and could range from issuing safety warnings for patients, healthcare professionals and the community; updating the product information or consumer information for the vaccine to show contraindications for the use in particular patients (e.g. those with certain co-morbidities); to closely monitoring adverse events in certain groups of patients; preventing the release of a particular batch of vaccine through to temporary suspension of the use of the vaccine until more is known.

Q: How are regulators speeding up the time it takes to authorise a COVID-19 vaccine?

A: Many regulators globally have implemented faster access pathways for COVID-19 vaccines, without compromising on strict standards of safety, quality and efficacy.

Some countries have Emergency Use Authorisation pathways which assess the available data at the time of authorisation. Exercising these provisions is a matter for those countries, taking into account the benefits versus risks in the context of the prevailing domestic pandemic situation. Different countries may coin this pathway or authorisation routes differently but essentially, they follow the same principles.
Other countries have implemented accelerated/priority, conditional or provisional approval schemes.

Under normal circumstances, regulatory assessment begins once all information to support registration is available. For COVID-19 vaccines, many regulators have agreed to accept data on a rolling basis to enable early evaluation of data as it becomes available. Regulators will only be in a position to make a provisional approval decision for a vaccine once there is sufficient data to support adequately the safety, quality and effectiveness of the vaccine for its intended use. If a decision is made to grant provisional or conditional approval, it will be based on the requirement for the sponsor to submit more comprehensive, longer term clinical data, stability data and other information with agreed timelines.
Q: Did our country approve this COVID-19 vaccine, or are we relying on another country’s approval?

A: Most countries are carrying out independent regulatory evaluations on the submitted data for each vaccine. However, to ensure a more efficient use of resources and expertise, regulators in different countries are communicating closely on safety, efficacy and quality data and discussing technical issues as they may arise. In many cases principles of WHO Good Reliance Practices and collaborative mechanisms leverage the output of other regulators.

Q: Why weren’t very rare blood clots with low platelets with the AstraZeneca or Janssen vaccines picked up during clinical trials?

A: Thromboembolic events with concurrent thrombocytopenia are very rare – with estimates based on the number of spontaneous reports suggesting an overall incidence on the order of 10-15 cases per million doses. The clinical trials of these vaccines included large numbers of people, often with 10,000 to 20,000 individuals in the active vaccine arms, but even in trials of this size it was statistically unlikely that such very rare events would be detected. This shows the importance of continual safety monitoring during the use of these vaccines, to allow very rare events to be detected and investigated further.

Mdc Alliance Namibia is absolutely infuriated that the objective Judge Erica Ndewere has been found guilty on two trumped up charges by the captured tribunal court which takes instructions from Zanupf morons.

Mdc Alliance Namibia Rundu Branch salutes Justice Erica Ndewere since she epitomises a serious resistance to judiciary capture.

Mdc Alliance Namibia has the conviction that Justice Erica Ndewere’s fight against judicial capture is a People’s fight for; 2.6 million voters whose will for complete socio-economic transformation was subverted by captured courts. We saw the Constitutional Court fight against the People’s Vote when they voted for the change that delivers. Man Kills Stepson For Disrespecting Him

By A Correspondent- A 45 year old man in Zaka, Chief Nhema assaulted his 23-year-old stepson to death on allegations that he was disrespectful.

“On 9 June 2021 Tinashe Muube (45) around 11.30PM arrived at his home from Chiromo Business Centre where he was beer binging and went straight to the kitchen were his mother Enia Mabhiza (78), Abiort Chikwanda (23) and a 15-year-old boy were sitting shouting on top of his voice.

He started beating Chikwanda all over the body. Mabhiza and the juvenile tried to stop Muube from beating Chikwanda but were chased out of the hut.

“Muube continued beating Chikwanda until his wife Jenifer Wavarirai (45) heard the screaming of Chikwanda and came running trying to refrain his husband from beating the child but to no avail. She went and reported the incident to their uncle Tafadzwa Muube (55) who in turn alerted the neighbours,” he said.

When Muube saw the villagers he ran away and the villagers found Chikwanda already dead. The matter was reported on June 10 and the police found out that the body had deep cuts on the left side of the head, bruises and fractured right leg. The body was taken to Musiso Hospital mortuary.

2018 Farmers Yet To Be Paid

By A Correspondent- Hundreds of farmers in Chiredzi who delivered maize and sorghum to the Grain Marketing Board (GMB) in 2018 are yet to be paid for their produce.

The farmers, from Chiredzi East and parts of Chiredzi North, told a local publication that they delivered their grain at Chizvirizvi GMB collection point located in ward 22.

The farmers said they visited the main depot at Nandi in Chiredzi on several occasions, but were told that their names were missing from the computer system.

This is in spite of the fact that the farmers have proforma invoices which they were issued after delivering the grain.

One of the farmers, Tonderai Bandama from Chizvirizvi, who supplied 14.5 tonnes of maize to the GMB said most people in his area, which is under Chief Tshovani, are now considering selling their grain to private buyers.

He said:

I am a farmer from Chizvirizvi and l supplied 14.5 tonnes of grain to GMB in 2018 and l was given proforma receipts for all deliveries, the receipts which l can give you.

Since that year, we are yet to be paid and officials from the main depot in Chiredzi are saying our information is missing from their system.

This has affected our farming programmes and we are now thinking of selling our grain to private players.

Chiredzi Rural District Council ward 22 councillor Wilfred Manyiyo said more than 200 farmers were not paid.

Responding to enquiries from The NewsHawks, GMB spokesperson Joel Katete said the grain utility is in the process of paying for deliveries made in 2020.

He said:

We are paying for grain delivered in 2020. I am not aware of anyone who delivered grain in 2018 who is yet to be paid. Submit your questions in writing so that l can enquire about the issue before giving you a full comment.

Katete had not yet responded to the questions by the time of going to print.

GMB Nandi depot manager Sharon Darikwa attributed the parastatal’s failure to locate the names of affected farmers to the change of system by the GMB’s information technology department.

Soldiers Use Army Vehicle To Transport Smuggled Goods

By A Correspondent- The South Africa Police Service (SAPS) has arrested two South African soldiers aged 27 and 38 along with a 30-year-old foreigner for using an army vehicle to transport smuggled goods.

The trio was intercepted near Baobab Truck-stop along the N1 highway on Friday evening with a consignment of 12 boxes of cigarettes worth R160 000 which had been smuggled from Zimbabwe.

The army men and the foreigner whose names are yet to be released by the neighbouring country’s police are expected to appear at the Musina Magistrate Court soon.

Limpopo police spokesperson Brigadier Motlafela Mojapelo confirmed the arrests on Saturday, saying the trio was intercepted while en-route to meeting a potential buyer.

Brig Mojapelo said the vehicle was searched and 12 boxes of Remmington Gold cigarettes valued at R160 000 were found packed in the back of the vehicle.

He said the civilian was immediately arrested but the armed soldiers reportedly became confrontational and refused to be arrested.

Said Brig Mojapelo:

The police confiscated the said vehicle. The soldiers were later brought to the police station by their Commander and were then detained.

They will be charged with possession of illicit cigarettes, defeating the ends of Justice and resisting arrest.

He said the undocumented foreigner will be charged with impersonating members of South Africa’s National Defence Forces (SANDF) and contravening a section of the Immigration Act.

“Braille Ballot Papers In Future Elections”: ZEC

By A Correspondent- The Zimbabwe Electoral Commission (ZEC) says it is in the process of ensuring that there are braille ballot papers for the visually impaired for future elections.

In previous elections, the visually impaired would bring a person of their choice or get a ZEC official to assist them to cast their vote, which unfortunately made it impossible for their votes to remain a secret.

Speaking to Masvingo Mirror last week on Wednesday on the sidelines of the ZEC media workshop at Chinhoyi University of Technology Hotel, ZEC vice-chairman, Emmanuel Magade said the commission was working on making braille ballot papers available. He said:

Our desire and ambition is to make sure that everybody who is eligible to vote participates in the exercise freely and in an unimpeded way.

Those citizens with special needs such as those who are disabled, we will try to accommodate them as much as possible.

There is debate around the translation of ballot papers into braille and other literature which is election-related into braille.

Whether or not we will be able to do it in time for the 2023 elections is not the point, however, we are working towards the attainment of that objective.

We hope it will be realised sooner rather than later, after all the Constitution has an overarching clause that says that no one should be discriminated in the provision of goods and services on account of race or physical condition and we will try to abide by that spirit.

The workshop was meant to give an update on the resumption of some electoral activities such as voter registration, voter education and pre-delimitation exercises.

Covid-10 Allowances For Soldiers Who Tested Positive

Frontline workers and teachers are embittered after the government last month paid COVID-19 allowances to soldiers who tested positive for the pandemic in their line of duty yet other government employees are yet to be paid.

At the beginning of the year, the Government promised that civil servants who contracted COVID-19 in the line of duty would receive health insurance cover ranging from US$650 to US$1 000 paid in local currency at the prevailing official exchange rate.

Information gathered by The NewsHawks shows that soldiers who tested positive for COVID-19 were paid allowances. An unnamed government official is quoted as saying:

Other frontline workers such as the police and health officials are unsure on whether or not they will be paid the allowances.

Soldiers who tested positive during the lockdowns were paid ZW$54 000 (US$633 at the official rate) in May.

The allowances were deposited into bank accounts of those who benefited and did not reflect on payslips.

The NewsHawks said questions sent to the ministry of Finance spokesperson Clive Mphambela were not replied to at the time of publication.

Early this year during his annual leave, President Emmerson Mnangagwa was forced to abandon a trip to his Sherwood farm in Kwekwe after several security personnel and his farm manager tested positive for the coronavirus.

The publication further reported sources as saying soldiers from 2 Presidential Guard, located in Harare’s Dzivaresekwa suburb, Central Intelligence Organisation (CIO) personnel and police officers from the Police Protection Unit underwent COVID-19 tests ahead of Mnangagwa’s Kwekwe trip.

Mnangagwa’s security includes the CIO, the Zimbabwe Republic Police (VVIP Police Protection Unit) and the military which entails the Presidential Guard and the Special Air Services.

The President reportedly made drastic changes to his security team after nearly 20 soldiers from the Presidential Guard Brigade, including some that were deployed to his motorcade, tested COVID-19 positive a few days before the arrival of his visiting Malawian counterpart Lazarus Chakwera last October.

Avenging Spirit Haunts Police Officers Who Shot Beitbridge Man

By A Correspondent- Some Beitbridge police officers believed to have shot and killed a local man, allegedly approached a traditional healer in the border seeking to be cleansed against avenging spirits, the deceased’s family has claimed.

Unbeknown to them, the person they approached is a relative of the deceased Abel Gumbo. He chased them away.

Wellington Moyo, who is the Gumbo family spokesman, said his grandmother told family members some men identifying themselves as men responsible for the shooting approached her.

“I can confirm my grandmother was approached by those men. She turned them away after telling them she was Abel’s relative and in mourning,” Moyo said yesterday.

Gumbo, who died on the spot, is now known to have been shot by a plain clothes policeman, who mistook him for a wanted man identified only as Elvis who was later arrested that day on May 27.

His relatives want a murder charge filed against the police officer.

It is understood that police claim Gumbo was an armed robber facing them and going to shoot at them but they opened fire first.

A relative, who saw Gumbo’s bullet marks says the police claims are inconsistent with where he was hit.

“He was shot just above the left shoulder and the bullet came out through a similar position on right shoulder suggesting he was hit from the side,” said the relative.

“If he was facing them he would have been shot on the front of his body.

The officer commanding Beitbridge police district Chief Superintendent Tichaona Nyongo did not respond to questions as to when an inquest into the death of Gumbo would be held.

Moyo said he had made a report to Nyongo but was not supplied with any case reference number.

Hre Armed Robber Who Targeted Bindura Female Residents Jailed 10yrs

By A Correspondent- A Harare based armed robber who pounced on female residents in Bindura was yesterday jailed 10 years by Bindura regional magistrate Amos Mbobo.

Vincent Tinashe Mutasa was sentenced after a full trial.

The court heard that on October 12 last year Mutasa and his two accomplices who are still at large pounced at a  Clever hill house in Bindura purporting to be Criminal Investigations Department (CID) officers armed with an electric shocker and pistols.

They gained entry into the house and took the complainant to her bedroom where they tortured her while others were looking.

The mother of the complainant pleaded with the robbers to take everything they wanted and leave her daughter alive.

The robbers took her Samsung phone and went away.

The matter was reported at Bindura police station and the police acted swiftly and arrested Mutasa.

“Scrap By-elections”: Mwonzora Pleads With ED

By A Correspondent- President Emmerson Mnangagwa was asked by MDC-T leader Douglas Mwonzora to consider scrapping pending byelections when the two met under controversial circumstances at State House on June 11, The Standard has established.

Mnangagwa met Mwonzora while in the company of Vice-President Constantino Chiwenga.

The MDC-T leader revealed after the meeting, described by his lieutenants as secretive, that he had tabled a set of “damands” to the Zanu-PF leaders, but flatly refused to disclose them, saying he was waiting for the president’s written response.

This publication, however, has since obtained a copy of the four-page document Mwonzora gave Mnangangwa. The suspension of by-elections, which if done, would give Mwonzora an edge over nelson Chamisa’s MDC Alliance in the fight for recognition as the main opposition party in Zimbabwe.

The MDC-T leader justified the proposal to suspend by-elections, saying it would give Zimbabweans time to “find each other”.

“While Zimbabweans are talking and finding each other in this serious manner it seems unnecessary to introduce something divisive as by-elections,” he said in the statement.

“It is, therefore , suggested that while discussions are going on regarding aforementioned issues, by-elections be suspended.

“In order to avoid prejudice to the electorate, it is suggested that an arrangement be made for parties to make replacements of vacancies in their areas of control as guided by law.”

Following a controversial Supreme Court ruling last year, MDC-T has recalled dozens of MDC Alliance legislators and councillors amid accusations that it is aiding Mnangagwa’s ambitions to create a one-party state. Mwonzora denies allegations that he is a Zanu-PF puppet, but he has indicated his eagerness to work with the ruling party while pushing out Chamisa’s group.

In his submissions to Mnangagwa, he also proposed a new dialogue platform between MDC-T and Zanu-PF to be known as the Parliamentary Dialogue Forum (PDF).

He said PDF would be made up of five Zanu-PF legislators, five MDC-T legislators and two chiefs. The platform would have Zanu-PF and MDC-T principals while excluding MDC Alliance.

According to the document, the PDF would have its own secretariat where Zanu-PF and the MDC-T will second officials that would be on a full salary.

“The two political parties to select two salaried and specific coordinators each, who sit in the PDF,” reads the document.

Mwonzora assured Mnangagwa that there would be no further talk of the 2018 general elections as that was water under the bridge as concluded by the Constitutional Court.

“The Constitutional Court of Zimbabwe made a definitive judgement, which in the party’s view settled the legitimacy question. To the MDC-T party the legitimacy is a settled issue,” he wrote.

The MDC-T leader also proposed timelines in which negotiations should have been completed.

The parliamentary dialogue forum shall be set up by June 30, the thematic committee shall be set up by July 15 while considerations of the PDF report by principals be by October,” the document added.

“Under the new approach in all political, economic and social strategies, what is paramount are the best national interests of the Zimbabwean people.

Zanu-PF factions, however, are reportedly not happy with Mwonzora’s proposal to suspend by-elections as they feel the party is well placed to win the polls, believing that the MDC Alliance is at its weakest.

The MDC Alliance is pushing for byelections in order to prove that it is the party that enjoys grassroots support.

Mwonzora’s spokesperson Lloyd Damba yesterday insisted that the MDC-T leader was acting in the best interests of all Zimbabweans.

“I do not know the source of your document, so for you to say that this person or that person is a liar is neither here nor there,” Damba said.

“All I am saying is that the document you were given has clearly sent you far away from the scent and the prey.

“What we are doing is in the best interest of all Zimbabweans, so the misleading you allege falls off.

“We cannot give you the document now because it will be tantamount to negotiating in public.”

Mnangagwa’s spokesperson George Charamba said he could not comment on a private meeting.

“The interaction between President Emmerson Mnangagwa (and Mwonzora) was done behind closed doors,” Charamba said.

“Whatever documents transacted and commitments made in the meeting are between the two parties.

“I can’t stand in as the president’s spokesperson to comment on a document, which I am not aware of its authenticity.”

Zanu-PF and Mnangagwa have vowed that they will not hold any talks outside the Political Actors Dialogue (Polad), which Mwonzora is hesitant to join, saying he does not qualify.

“Polad is limited in scope, it was defined as a platform where those who contested for presidency can have dialogue, which excludes me,” Mwonzora said.

“Therefore, as a lawyer I would not want to sit in a platform where my contribution does not carry legal weight.”

Mwonzora’s predecessor Thokozani Khupe represented MDC-T in Polad before her ouster last December.

So dire is the tussle that provincial leaders allegedly almost traded blows during a recent meeting in Bindura over the matter.

Kazembe has been accused of teaming up with politburo member Kenneth Musanhi to block Makamba from contesting for the provincial top post, labelling him a G40 member.

But Kazembe yesterday dismissed the allegations, saying those raising dust were afraid of losing elections.

“The people who are behind all the stories are the people who are scared of elections because they know the real situation on the ground,” he said.
“There is no individual who has the power to block anyone when the time comes. When elections are due, whenever they will be due, the commissariat will announce the dates and the criteria. Whoever meets the criteria will contest.

“The national elections directorate will have the final say on who qualifies. People who rush to the media are scared of reality. What’s also interesting is that those who are confusing the province are the ones who rush to the media to drive a certain narrative.”

Kazembe said the people would have a final say on who would lead them when the time comes.

“In any case, we are not in any election at the moment. We are seized with the restructuring of cells and villages which we are finalising,” he said.

“Most importantly, we are busy preparing for the conference and all our committees are meeting regularly working towards a successful conference.”

Makamba said he had no problems with the executive as alleged and he was yet to submit his curriculum vitae.

“I am just hearing that I was barred from contesting, but surprisingly, I have not yet submitted my CV and I have no problem with the executive,” he said curtly.

Last week, Rushinga MP Tendai Nyabani accused his Shamva North counterpart Oscar Gorerino of trying to mobilise MPs in support of Kazembe and fighting one of the contestants interested for the chairmanship post.

In another incident, former Education minister Lazarus Dokora is also under fire from a youth official, Nickross Kajengo, reportedly aligned to the provincial chairman alleging he was promised a parliamentary seat if he campaigned against the incumbent.

Provincial leaders last week accused Kanjengo of using Kazembe’s name to insult his rivals.

The provincial elections are scheduled for August and Mashonaland Central is set to host the party’s national conference in October.

Joy As Zim Hyna Mauled Boy Arrives In SA for Plastic Surgery

By A Correspondent-Plastic surgeons in South Africa are preparing to reconstruct the face of a nine-year-old Zimbabwean boy mauled by a hyena in an attack last month.

Rodwell Khomazana lost his nose, left eye, most of his upper lip, bits of his forehead and other parts of his face when he was attacked during a night-time church service outside Harare on May 2.

Doctors in one of the city’s main public hospitals did the best they could to patch him up and stabilise his condition but lacked the resources to fully repair his ravaged face.

Unable to afford specialised surgery only available abroad, his mother contacted medics in neighbouring South Africa, who agreed to operate on him for free in a private Johannesburg clinic.

“When she mentioned the story of this poor child mauled by a hyena I couldn’t say no,” plastic surgeon Ridwan Mia told AFP earlier this week.

Rodwell was flown to Johannesburg on Saturday and greeted by hospital staff singing South Africa’s national anthem.

Many wore white T-shirts printed with “Team Rodwell” and a drawing of the boy.

They clapped and cheered as he was wheeled into the building, a green hooded sweater pulled over his head and his face covered in white bandages.

“HUGE INJURY”

Mia and his team will perform exploratory surgery on Monday, after which they will schedule a complex operation expected to last around 20 hours.

They will use tissue from other parts of his body to reconstruct his jaw, nose, mouth and cheeks. He will also be fitted with a prostatic eye.

“Unfortunately he will have multiple scars on his face,” said Mia.

“What we are hoping to do is a procedure where we minimise … the scarring,” he explained.

Rodwell “will never have a completely normal, unscarred face”, he warned. “But we want to give him something that will at least allow him to be functional and enjoy the things that other kids do.”

Donations will cover the costs of hospitalisation, which is expected to last at least a month with several touch up procedures.

He noted psychological support would be particularly important for him to accept his new eye.

Doctors hope Rodwell will eventually “feel like a normal boy again”, Mia said.

“Unfortunately the harsh reality is we are dealing with a huge injury.”

Sources in the province said Dokora was promised a parliamentary seat if he campaigned against the incumbent.

Charumbira In-Vehicle Fraud

By A Correspondent- The National Chiefs Council has been caught in a vehicle scam after inflating prices for four Isuzu twin-cab trucks, with each vehicle gobbling about US$125 000 against a market value of between US$38 000 and US$70 000.

The country has over 225 chiefs, with each of them entitled to a State-funded all-terrain vehicle in addition to monthly cash allowances.

The Zanu PF government has also in the past rewarded most of the chiefs with tractors, with the cost passed onto the taxpayers through the Reserve Bank of Zimbabwe (Debt Resumption) Act of 2015.

According to Auditor-General Mildred Chiri’s 2018 report, there was no paperwork to explain the excessive expenditure on the vehicles when government had budgeted US$50 000 for each.

The report exposed massive rot in government that resulted in $7 billion unexplained expenditure.

The report added that the Fortune Charumbira-led Council of Chiefs bought four Isuzu KB250 D-Teq 4×4 double-cab vehicles on October 28, 2018 through the paynet facility at a total cost of US$499 999.

“The exchange rate that was used was not specified. However, at the time of procuring the vehicles, the official exchange rate of ZWL to USD was one to one (US$1:ZWL$1),” part of the report read.

“Therefore, the vehicles were purchased for a total value of
US$499 999 with each vehicle costing US$125 000 and the supplier’s invoice dated October 29, 2018 quoted in US$, showed the total of US$499 999.”

Chiri added: “The procurement was based on resolutions made on June 26, 2017 by the State Procurement Board (ref SPB/C/5) and an amount of US$50 500 was approved for each vehicle, giving a total of US$202 000 for the four
vehicles.

“The council, therefore, procured the vehicles at a cost that exceeded the authorised amount by US$297 000. No documentation was availed as authority to acquire the vehicles at a price higher than originally approved.”

The report also says market analysis revealed that the price for the same vehicles ranged from
US$38 000 to US$70 000 as at January 19, 2021.
“Therefore, I was not satisfied that the entity got value for money out of this purchase,” Chiri added.

“This was against the provisions of section 22 of Public Finance Management (Treasury Instructions), 2019, which provides that it is the duty of every person responsible for the expenditure of public funds to safeguard the funds and ensure that they are spent only on legally authorised purposes.”

In its response, the Council of Chiefs said: “The procuring unit was not fully operational and we used the running tender at CMED to urgently procure four vehicles for the outstanding chiefs who had been appointed.
“All procurement is now done through the PMU [Procurement Management Unit]. Please note that the price on the tender is US$50 025 on June 22, 2017, but the quoted price per vehicle on October 29, 2018 was RTGS$125 000, so the two cannot be compared.”
In the report, the Finance ministry blamed the Presidential Input Scheme and inflation for the government’s $7 billion unauthorised expenditure in 2019.
In its response to the unexplained expenditure, Treasury said the expenditures were “inescapable”.
“Treasury takes note of the observation wherein an excess of $6,8 billion transfers were made from the unallocated reserve,” Treasury
said.
“Please note, the additional expenditures accommodated were inescapable and these included additional salaries to most line ministries which proved inadequate due to cost of living adjustments and cushioning allowances awarded to civil servants and pensioners, subsidies that were introduced that had not been budgeted for eg, roller meal, support towards presidential input support schemes and the importation of grain.
“Additionally, the spike in inflation and changes in the exchange rate led to the increase in the costs of general government operations. Treasury is in the process of seeking condonation of the excess expenditure which will be submitted to Parliament within the set time frame as indicated in terms of Section 307(2) of the Constitution of Zimbabwe Amendment (No. 20) Act, 2013.”
Treasury said it was, going forward, putting in place mechanisms which would ensure adherence to budgetary allocations.

Govt To Decide On Schools Opening As Third Wave Grips Zimbabwe

The National Taskforce on Covid-19 will meet tomorrow to deliberate on the opening of schools before making recommendations to Cabinet which will sit on Tuesday, where a decision will be taken.

The schools second term is supposed to start next week but a resurgence in cases of Covid-19 has resulted in Government announcing lockdown measures while other districts are already under localised hard lockdown.

Kwekwe, Karoi and Makonde have already been placed under localised lockdown following a spike in cases.

Bulawayo has been named as a hotspot with suburbs like Emakhandeni and Entumbane being the prime areas including northern suburbs.

National Covid-19 taskforce coordinator Dr Agnes Mahomva yesterday said that the issue of the opening of schools was on the agenda and a final decision will be taken this week.

“We are looking into it. You are aware there is a taskforce that is always guided by science. We look at data on the ground and we make decisions based on that data. This taskforce meets every Monday and Cabinet sits every Tuesday. You will definitely hear from that process,” said Dr Mahomva.

Schools are supposed to open on Monday next week but concerns have been raised by several sectors over the safety of re-opening them amid an increase of Covid-19 infections with fears of a strain from India spreading within the population. Teachers’ trade unions have called for mass testing in educational institutions ahead of the re-opening of schools while calling for the Government to expedite the payment of health insurance cover to teachers that have contracted Covid-19 while on duty.

A third wave of Covid-19 is threatening to engulf the country and unions have expressed reservations about the prospect of re-opening without any cover for their members. At the beginning of the year, the Government promised that civil servants who contracted Covid-19 in the line of duty would receive health insurance cover ranging from US$650 to US$1 000 paid in local currency at the prevailing official exchange rate.

Progressive Teachers Union of Zimbabwe (PTUZ) president, Mr Takavafira Zhou said that teachers across the country were still waiting for the payment of the health insurance cover as promised.

Mr Zhou called for mass testing of teachers and pupils ahead of the opening of the second term, while also encouraging authorities to provide schools with the requisite Personal Protective Equipment (PPE).

“We also call upon the Government to seriously interrogate lucid options over the opening of second term learning.

Either Government must adopt a broad-based strategy of testing all teachers and pupils in order to combat the spread of Covid-19 in schools, in light of the recent quantum leap of cases. It would also be prudent to provide Covid-19 abatement equipment to schools such as masks, sanitizers, thermometers, testing kits, as well as decongesting classes and hostels,” he said.

Mr Zhou said, should the postponement of the opening of schools become reality, the Government and its development partners should come together to ensure that pupils in remote areas were also equipped to continue learning while at home.

“Such postponement must be accompanied by a robust practical e-learning regime where teachers should utilise class and subject WhatsApp groups to promote learning. Government must intervene in providing data to teachers and appeal to Unicef to assist in sourcing and providing learning gadgets like smartphones to pupils who do not have the learning tools, mostly in rural areas. There is a need to act with urgency if the 2021 academic year has to be credible, otherwise our results may be worse than the 2020 results that were disastrous,” he said.

Primary and Secondary Education Ministry director of communication and advocacy Mr Taungana Ndoro said the issue of reimbursement of health insurance funds did not fall under the ministry. He said when schools re-opened, the Standard Operating Procedures (SOPs prescribed by the ministry before would still abide.

“The Ministry of Primary and Secondary Education is not responsible for that. It falls under the Ministry of Public Service, Labour and Social Welfare. When schools re-open, we will be maintaining strict adherence to our SOPs,” he said.

Matobo Man Killed In Hit And Run Accident

A man from Matobo District died in a suspected hit-and-run accident, police have confirmed.

Matabeleland South acting provincial police spokesperson, Assistant Inspector Thabani Mkhwananzi said the incident happened at around 6am on 12 June at the 59km peg along the Bulawayo-Kezi Road.

He identified the deceased as Brendon Dube (25) of Silungudzi Village. He said it is suspected that a motorist hit Dube and drove off without making a report.

“Other motorists who got to the scene after the incident notified the villagers about the issue. The case was reported immediately at the nearby police station and the body of the deceased was taken to the mortuary. The case is still under investigation,” said the provincial police spokesperson.

Meanwhile, Ward 17 Councillor Max Majahana said the community suspects that the man could have been killed before his body was dumped on the road to look like it was a hit and run accident. He, however, urged motorists to be cautious when driving and report all accidents to police as per the law.

It Never Rains For Former Bulawayo Deputy Mayor Kambarami

Embattled former Bulawayo Deputy Mayor, Tinashe Kambarami is set to lose an industrial stand barely two weeks after councillors endorsed a resolution awarding it to a company he co-owns with his wife.

Last week, it was reported that councillors had approved an industrial stand purchase by Grade One Private Limited, a company which investigations revealed is co-owned by Mr Kambarami and his wife, Rosemary.

However, it has since emerged that the stand had been identified and awarded in an area which has since been identified as a wetland. According to an internal memorandum from the Bulawayo City Council’s Acting Director of Town Planning, Mr Wisdom Siziba, a site visit to the stand was done last Monday where it was discovered the stand was located in an ecologically sensitive area. The site visit revealed that close to three months after the end of this year’s rainy season, the stand was still water logged.

“Stand number 19822BT Westondale appears to be within an area that was identified as an ecologically sensitive zone, since a site visit on 14 June 2021 revealed that the stand is still water logged due to heavy rains that were experienced in the last rainy season. We therefore recommend that the stand be cancelled and that it should not be allocated,” reads the memorandum.

In March a taskforce comprising BCC, the Environmental Management Agency (EMA) and Agritex was tasked with identifying ecologically sensitive areas in the city and map out strategies to deal with development in such areas.

The former ward three councillor had intended to use the stand for the establishment of a food manufacturing-milling company. Some of the conditions that had been given to the Kambaramis for the purchase of the stand included that they would pay a selling price of US$11 300 excluding 14,5 percent Value Added Tax or Zimbabwe dollar equivalent subject to the foreign currency exchange auction rate.

Councillors who commented regarding the purported purchase have accused council management of smuggling the item into the council agenda, as it had been removed from the council agenda on three previous occasions.

“We were shocked when we saw in the media that the stand belongs to the former Deputy Mayor, further investigations revealed that this very item had been removed from the council agenda three times. What our officials are failing to realise is that when such issues are brought to council all key information must be included because right now it seems Mr Kambarami used his influence and privilege as a former councillor to get that stand, which can easily attract the wrath of the Zimbabwe Anti-Corruption Commission,” said one of the councillors.

The allocation of the stand itself was drama-filled as Mr Kambarami had attempted to bulldoze a full council meeting despite his recalling claiming he was still the substantive Deputy Mayor. The Supreme Court had reinstated him last month but the ruling was of “no effect as he was recalled by his parent party, the MDC-T”, council officials said.

The former Deputy Mayor had to be ejected from the chambers by security, with the Mayor, Councillor Solomon Mguni labelling him an intruder. Contacted for comment, Mr Kambarami said while he has not been informed of the official council position on the stand allocation, he was not going to be surprised if it was reversed accusing councillors of using the local authority as a weapon to fight their political battles. He said it was not the first time that the local authority had changed goalposts after he had been allocated a stand.

“It is honestly surprising and laughable if true because under normal circumstances before such a stand is allocated, council officials go to the ground to certify it and in this case the Director of Engineering Services (Engineer Simela Dube) actually said his department had no objection to the allocation. Now for them to then claim the area is waterlogged is a clear sign that one is trying to use council to fight me because of our political differences. This is not the first time, I was once allocated a stand and at the last minute the price of the stand was changed to US$32 000, these people should stop weaponising council to fight me,” he said.

Mr Kambarami further noted that as a ratepayer in the city he expected to be given equal treatment like any other resident.

“I wouldn’t want it to seem like someone is doing me a favour when I make such applications, because that would be corruption. I am ratepayer in the city who just wants to invest and help revive the city’s industries, that is how I expect to be treated,” he said.

Meanwhile, commenting on attempts by Mr Kambarami to be reinstated as ward three councillor and Deputy Mayor, Minister of Local Government and Public Works, Cde July Moyo said the law was clear on the matter and the former Deputy Mayor should seek legal recourse if he felt unfairly treated.

“The law is clear on this, even Bulawayo Mayor, Clr Mguni is a practicing lawyer and he knows this, Mr Kambarami also knows the process which took place,” said Minister Moyo.

Mwonzora’s Demands To Mnangagwa Leaked

President Emmerson Mnangagwa was asked by MDC-T leader Douglas Mwonzora to consider scrapping pending by-elections when the two met under controversial circumstances at State House on June 11, The Standard has established.

Mnangagwa met Mwonzora while in the company of Vice-President Constantino Chiwenga.

The MDC-T leader revealed after the meeting, described by his lieutenants as secretive, that he had tabled a set of “demands” to the Zanu PF leaders, but flatly refused to disclose them, saying he was waiting for the president’s written response.

The Standard, however, has since obtained a copy of the four-page document Mwonzora gave Mnangangwa. The suspension of by-elections, which if done, would give Mwonzora an edge over Nelson Chamisa’s MDC Alliance in the fight for recognition as the main opposition party in Zimbabwe.

The MDC-T leader justified the proposal to suspend by-elections, saying it would give Zimbabweans time to “find each other”.

“While Zimbabweans are talking and finding each other in this serious manner it seems unnecessary to introduce something divisive as by-elections,” he said in the statement.

“It is, therefore , suggested that while discussions are going on regarding aforementioned issues, by-elections be suspended.

“In order to avoid prejudice to the electorate, it is suggested that an arrangement be made for parties to make replacements of vacancies in their areas of control as guided by law.”

Following a controversial Supreme Court ruling last year, MDC-T has recalled dozens of MDC Alliance legislators and councillors amid accusations that it is aiding Mnangagwa’s ambitions to create a one-party state.

Mwonzora denies allegations that he is a Zanu PF puppet, but he has indicated his eagerness to work with the ruling party while pushing out Chamisa’s group.

In his submissions to Mnangagwa, he also proposed a new dialogue platform between MDC-T and Zanu PF to be known as the Parliamentary Dialogue Forum (PDF).

He said PDF would be made up of five Zanu PF legislators, five MDC-T legislators and two chiefs. The platform would have Zanu PF and MDC-T principals while excluding MDC Alliance.

According to the document, the PDF would have its own secretariat where Zanu PF and the MDC-T will second officials that would be on a full salary.

“The two political parties to select two salaried and specific coordinators each, who sit in the PDF,” reads the document.

Mwonzora assured Mnangagwa that there would be no further talk of the 2018 general elections as that was water under the bridge as concluded by the Constitutional Court.

“The Constitutional Court of Zimbabwe made a definitive judgement, which in the party’s view settled the legitimacy question. To the MDC-T party the legitimacy is a settled issue,” he wrote.

The MDC-T leader also proposed timelines in which negotiations should have been completed.

“The parliamentary dialogue forum shall be set up by June 30, the thematic committee shall be set up by July 15 while considerations of the PDF report by principals be by October,” the document added.

“Under the new approach in all political, economic and social strategies, what is paramount are the best national interests of the Zimbabwean people.

Zanu PF factions, however, are reportedly not happy with Mwonzora’s proposal to suspend by-elections as they feel the party is well placed to win the polls, believing that the MDC Alliance is at its weakest.

The MDC Alliance is pushing for by-elections in order to prove that it is the party that enjoys grassroots support.

Mwonzora’s spokesperson Lloyd Damba yesterday insisted that the MDC-T leader was acting in the best interests of all Zimbabweans.

“I do not know the source of your document, so for you to say that this person or that person is a liar is neither here nor there,” Damba said.

“All I am saying is that the document you were given has clearly sent you far away from the scent and the prey.

“What we are doing is in the best interest of all Zimbabweans, so the misleading you allege falls off.

“We cannot give you the document now because it will be tantamount to negotiating in public.”

Mnangagwa’s spokesperson George Charamba said he could not comment on a private meeting.

“The interaction between President Emmerson Mnangagwa (and Mwonzora) was done behind closed doors,” Charamba said.

“Whatever documents transacted and commitments made in the meeting are between the two parties.

“I can’t stand in as the president’s spokesperson to comment on a document, which I am not aware of its authenticity.”

Zanu PF and Mnangagwa have vowed that they will not hold any talks outside the Political Actors Dialogue (Polad), which Mwonzora is hesitant to join, saying he does not qualify.

“Polad is limited in scope, it was defined as a platform where those who contested for presidency can have dialogue, which excludes me,” Mwonzora said.

“Therefore, as a lawyer I would not want to sit in a platform where my contribution does not carry legal weight.”

Mwonzora’s predecessor Thokozani Khupe represented MDC-T in Polad before her ouster last December.

Government To Make Decision On Schools Opening This Week

THE National Taskforce on Covid-19 will meet early this week to deliberate on schools opening ahead of the second term, which is scheduled to begin next week.

The committee is expected to forward its recommendations to Cabinet.

Chief co-ordinator of the National Response to the Covid-19 pandemic in the Office of the President and Cabinet, Dr Agnes Mahomva, told our Bulawayo Bureau that a final decision will be made this week.

An upsurge in Covid-19 cases has forced the Government to introduce stricter lockdown regulations, while some districts that have recorded increased transmissions have been placed under localised hard lockdowns.

Kwekwe, Karoi and Makonde, among other districts, have recently been placed under localised lockdowns following a spike in cases.

There are concerns reopening schools could lead to an increase in transmissions.

Roman Catholic Priest Fr Emmanuel Ribeiro Burial Set For June 21

The late Roman Catholic cleric, Father Emmanuel Ribeiro, will be buried at the National Heroes Acre on Monday 21 June 2021.

Fr Ribeiro died at St Anne’s Hospital in Harare on Thursday morning after a short illness. He was 86.

Defence and War Veterans Affairs Minister, Oppah Muchinguri-Kashiri on Friday informed the Ribeiro, Mashonganyika and Makaka families that the government and the ruling ZANU PF had conferred national hero status on the late cleric.

During a meeting this Saturday between the Inter-Ministerial Committee on Burials of National Heroes, representatives from the family of the late Fr Ribeiro and the Roman Catholic Church, it was agreed burial will take at the National Heroes Acre.

The decision was announced by the Ministry of Home Affairs and Cultural Heritage in a statement. Pindula News published the statement below:

Today, the 19th of June 2021, the Inter-Ministerial Committee on Burials of National Heroes, sat for a meeting with representatives from the family of the late National Hero, Father Emmanuel Ribeiro and the Roman Catholic Church.

This follows yesterday’s conferment of National Hero Status on the late Father Emmanuel Ribeiro. Following consultations with the family and the Church, it was agreed that the burial of the late national hero Father Emmanuel Ribeiro be held at the National Heroes Acre on Monday 21 June 2021.

The following arrangements have been put in place ahead of the burial on Monday 21 June 2021:

Tomorrow, 20 June 2021, the body leaves Doves Funeral Parlour at 1400 hrs for a mass at the St Mary’s Queen of Peace Parish, in Old Highfield. After the mass, the body will be taken back to Doves Funeral Services.
On the day of burial, Monday 21 June 2021, the body will be taken to Old Highfield for a mass. The cortege will then leave Old Highfield at 0955 hrs for the national shrine.

By Dr Masimba Mavaza | His Excellency the president of Zimbabwe has shown a skill to engage the youth. The president has taken time in his busy schedule to meet individual youth leaders youth pastors sports persons and people of all walks. Despite making up more than half of the population in Zimbabwe, young people often find themselves marginalised from mainstream politics and decision making. They struggle to gain the respect of public officials and are seen as lacking the skills and experience to engage in  political activity and lead positive change in their communities. This exclusion, combined with limited educational and economic opportunities, can leave young people both idle and frustrated with the status quo. In understanding this the president has extended his hands to the youth of different trades and even sat and have breakfast or tea with the young people. This is a listening and humble president.

His excellency the president realises that Today’s youth need real opportunities to participate in political processes and contribute to practical solutions that advance development. When given an opportunity to organize, voice their opinions and play a meaningful role in political decision making, young people consistently demonstrate their willingness and ability to foster positive, lasting change. They also become more likely to demand and defend democracy, and gain a greater sense of belonging. ZANU PF has shown that the youth can stand up and be counted.
ZANU PF supports young people to channel their energy, creativity and aspirations and become political leaders and activists. Programs build young people’s skills, knowledge and confidence while helping them more effectively express their voices, build relationships with political leaders, and break down sociocultural and institutional barriers to participation.
The president has met many youth regardless of their activities. The idea is to embrace the youth in their strength areas and their skill is strength and choice.

Young People and Politics  is a delicate game.
Young people’s relationship with politics is complex and problematized. They are seen both as the group who disengages politically, yet also at the forefront of major political movements. The president does not discriminate the youth and he engages them at their level and in their trade.
Historically, young people have not felt included in the political realm. The accusations that young people are politically apathetic are not great but many in this generation are turning away from mainstream politics and towards political organizing, social movements, rallies and boycotts. This is because if the youth organise a rally or even the interface it is the older people who address them. The youth are used in the background and dumped after they have worked. But president Mnangagwa is bringing the youth to the forefront of politics.
The Power of First Time Voters can not be undermined.

We should realise that power and politics move hand in hand.

Let’s move beyond the claim that young people are either politically engaged or disengaged, to acknowledge that both can be simultaneously true. Power is constantly being withheld from young people, which limits and binds the type of organizing and political involvement they have. Interpreting low voter turnout by young people as evidence of apathy ignores the structural and organizational obstacles to electoral participation many young people face. It also ignores the distrust many young people feel towards traditional institutions of governance. Feeling disconnected from a process that is viewed as ineffective is not apathy. Especially when one considers how young people have been failed by political parties, including those that claim to represent them. Mnangagwa has made a commitment to move up together with the young people.
Youth and Social Media always live in the same body.
Social media is a powerful tool to spread information at massive reach, yet also has equal potential to do harm with the dissemination of misinformation. Politically engaged young people from all political and civic backgrounds use social media every day for sharing information, mobilization and to make their mark in political spaces.

President Mnangagwa took time to remove the jacket of a president and dawn the jacket of the youth He even allowed Social media addicts like Passion Java to take videos and share them around. The president allowed himself to engage in the Java talk on camera. Many thought the president is lowering his dignity by associating with dignity Barren individuals but no he has come down to their level so that he understands them.

When he allowed passion Java to interview him in the manner Java does to his fans the president showed his humility and humanity. He showed all that he is human and can go as low as possible to understand the youth and understand where the youth are trapped.
In many areas in Zimbabwe young people have been on the frontlines of human rights and environmental movements, leading in demonstrations across the country but they have not had a chance of meeting a leader who understands them. Cde Emerson Dambudzo Mnangagwa has Brocken those barriers and has come to the level of the youths as to move with them in understanding the youths in their desperate fields. Trying to understand the youth does not make the president youth so mingling with religious prophets does not make Mnangagwa a prophet.

The fact that the president met Nakamba it does not make him a soccer star. What it means is that the president understands the youths in their different trades. He met Andy Muridzo and Chief SHUMBA and he remains the president not the bustling singer. So those who criticise him for being associated with dubious Christians and questionable business persons does not lower his dignity bit that he meets those whose dignity is impaired so that he can understand them.
Young people, fluent in digital tools, have significant power and presence in the conversations taking place online and are a political force to be reckoned with. Youth movements have always shaped and informed politics this is why politicians scramble to control the students leaders. Some of the most significant leaders of our time began their activism as young people. So the president is motivating a moment, where young people are fueled with the power of social media, their impact is exponential.

We should have young people to far more engage in using social media for political purposes.
It is important to note that social media is providing a new outlet for some young adults; it is a good way of re-engaging the young adults who have already lost interest in politics.

Govt On Violent Rampage Against Harare Properties

As Harare City Council Director Tafadzwa Muguti tells ZimEye it’s all a government directive, the capital will continue demolishing illegal structures around the city, it has emerged.

On Thursday, Muguti refused to speak to ZimEye saying everything to do with the demolitions is a government directive.

” I will not speak because it’s  cabinet directive,” he said while refering reporters to the Information Ministry.

Council yesterday razed stalls belonging to informal traders in Mbare. Illegal structures around Mupedzanhamo, Magaba Home Industry, Shawasha and Matapi Flats were all demolished.

The operation is set to continue today. Council spokesperson Mr Michael Chideme told The Sunday Mail that traders should relocate to designated areas.

“We assisted some traders in Mbare to remove their illegal structures today and the exercise will continue,” said Chideme.

“We will continue to assist them in all suburbs to remove their structures and they should go to the designated trading sites. All suburbs have empty spaces right now.”

Most traders ignored warnings from city authorities to dismantle their structures last week and were left counting their losses.

Police officers deployed to maintain order observed from a distance. Some rogue elements took advantage of the melee to loot wares that included used car parts, second-hand clothes and furniture.

“We have been empowering ourselves through trading, but as from now onwards we have nowhere to go,” said one woman who identified herself as Mai Tanaka, whose store was demolished.

“We are hoping Government will find something for us to do so that we can sustain ourselves. . .” She said council should relocate all affected traders to designated areas. -Additional Reporting- Sunday Mail

ARV Once A Month For Zimbabwe

In the country, drugs to prevent HIV infection, and drugs for HIV-positive people on anti-retroviral therapy, are taken daily. Officials said the Antiretroviral, Islatravir, will be administered to HIV-negative people as a way of preventing infection (Pre-Exposure Prophylaxis) and will only be taken once every month compared to Truvada which is already in use but is taken daily.
Principal Investigator at the University of Zimbabwe’s Clinical Trials Research Centre Dr Nyaradzo Mgodi said the new drug was going to be a game-changer in the area around HIV prevention as pill fatigue was taking a toll on the population.

“We have started work on a new drug called Islatravir that we are investigating to see if it can prevent HIV infection if taken once a month only. One will not have to take one pill every day, rather, we are doing research to see its effectiveness if taken once a month.

“Islatravir is a form of an Antiretroviral Drug, these drugs, however, have various classes as some prevent infection from HIV, some attack the virus as soon as the virus enters the cells and so on. Islatravir is effective in that it prevents HIV infection in two ways as it enters the body. As scientists we are looking into that this new drug be taken once a month as a form of HIV prevention while comparing it with Truvada which is taken daily,” she said in an interview.

Dr Mgodi said there was a challenge of pill fatigue and defaulting as drugs were taken daily.

“We realised that people experience pill fatigue by taking one pill every day of their lives so we want to see how Islatravir will fare since it is taken once a month,”’ she said.

Dr Mgodi, who has vast experience in clinical trials on HIV prevention in women said there was a need to give women the choice of protecting themselves from HIV infection. According to Avert Global HIV statistics for 2018, young women are at risk with 6 200 new infections each week among young people aged 15-24 occurring in this group. In Sub-Saharan Africa four in five new infections are among girls aged between 15 and 19 and young women whose ages range from 15 to 24 are twice as likely to be living with HIV as men.

“For us to protect women from the scourge of HIV and Aids we have to give each and every woman a choice she can use to protect herself. We already have the Dapivirine ring which can be inserted into the reproductive organ of a woman and it releases the ARVs slowly over a period of 28-35 days as a way of preventing HIV infection. There is also an injectable dolutegravir, another HIV prevention drug and the Truvada drug, which is Pre-Exposure Prophylaxis taken daily which aids in protecting one from HIV infection,” said Dr Mgodi.

Dr Mgodi said the new trials were motivated by people who wanted a different option but were still taking ARVs orally.

“In our research we discovered that there was a group of people who did not want an injection, the vaginal ring or implants but preferred to take drugs orally but they also did not want to take the drugs every day. Taking any drugs orally everyday is a challenge. We know that drugs like Truvada for HIV prevention work very well but what makes it fail to work properly is as a result of people forgetting to take their drugs every day,” she added. – Sunday News

Touts Bash Cop, Leave Him For Dead

Four touts appeared before a Harare magistrate on Friday morning facing kidnapping and attempted murder charges after they allegedly kidnapped a police officer, assaulted and left him for dead on Wednesday.

The four, Jonathan Tambama, George Nhodza, Taddy Kufazvinei and Anyway Chapasuka appeared before Harare Magistrate Dennis Mangosi who remanded them in custody to 1 July.

The States alleges that on 16 June this year, the four were touting for passengers in Harare’s Central Business District when Sergeant Piyasi who was in the company of four other police officers attempted to arrest them.

The four accused allegedly grabbed the police officer, shoved him into an unregistered Toyota Wish vehicle and drove off. Liberty Nhodza who was driving the vehicle is still at large.

The four touts then assaulted the police officer with an iron bar, clenched fists and booted feet and shoved his head and forced him beneath the seats of the vehicle until he fell unconscious.

They allegedly dumped him somewhere between Epworth and Sunway City on the outskirts of Harare.

The police officer was rescued by a passerby, who took him to Central Police Station.

The officer was taken to Parirenyatwa Group of Hospitals where he was admitted pending treatment.

He sustained a swollen face, swollen limbs and a suspected fractured arm.- ZTN

Crack Zambian Forward Patson Daka To Join Leicester City?

Zambian striker Patson Daka could become the latest player from the COSAFA region to play in the English Premier League.

By A Correspondent -Police in Matabeleland South Province has issued a ban against possession of dangerous weapons.

In a statement Matabeleland South acting provincial police spokesperson, Assistant Inspector Thabani Mkhwananzi said the ban which stretches from June to September is aimed at curbing crime in the province.

He warned members of the public against defying this directive. Any person who will fail to comply with this order will be liable to a fine not exceeding level five or six months imprisonment or both.

Questions and Answers on COVID-19 vaccines

Q: How have the vaccines been developed so quickly? Does this mean that their safety and efficacy has been compromised?

A: The speed of development of COVID-19 vaccines has been unprecedented for several reasons, but the safety and efficacy requirements for vaccines have not been compromised, Vaccine development was facilitated by:

The massive financial investment by governments, industry and philanthropic organisations in vaccine development and the re-direction of much of the global research and commercial infrastructure for the development and manufacture of vaccines. Governments also enabled companies to take the commercial risk of manufacturing some vaccine stocks ahead of regulatory approvals.

New technologies adapted from the development of other vaccines – mRNA vaccines were developed for COVID-19 very rapidly after the sequence of the COVID-19 virus was determined, but the underlying technology had been under development since much longer and production could be scaled up very quickly. The adenovirus technology used for adenovirus vector vaccines was first tested with SARS, MERS and Ebola virus over the last 20 years, and so was able to be adapted quickly to COVID-19, which has several similarities to these viruses.

Clinical trial successes – it has been possible to rapidly recruit large numbers of volunteers into clinical trials and, with unfortunately high rates of infection in several countries, to complete trials with 10,000-50,000 people in a short period of time. Under normal circumstances, it may take many months or even a few years to carry out trials of this size to determine whether a vaccine is effective.
Very close collaboration – between regulators, industry and clinical researchers enabled clear indications of regulatory requirements and early access to results.

Intensive and insightful research – researchers predicted that the “spike protein” on the virus would be a good target for vaccine development, and almost all vaccines have been designed to induce a response to this protein. So far, the spike protein has produced a strong immune response in those vaccinated, and for those vaccines that have reported clinical results are highly protective from COVID-19 disease.
Q: Will mRNA vaccines affect the DNA of vaccine recipients?

A: No. The mRNA in the vaccine has not been shown to incorporate itself into the genes of vaccine recipients and breaks down in the weeks after vaccination. mRNA vaccines contain genetic instructions for our cells, which only read them and provide copies of the SARS-CoV2 spike protein. This enables the body’s natural immune systems to cause a response in vaccine recipients if they are later exposed to the virus.

Q: How long will COVID-19 vaccination provide protection for immunised people?

A: We do not yet know how long protection from any of these vaccines lasts. We will get better insights over the next 12 months.

The duration of protection provided by vaccines can vary. For example, the seasonal influenza vaccine is given annually, because the influenza virus mutates, and protection wanes over a number of months. Other vaccines, such as those for rubella or measles provide multi-year or even life-long protection from disease. Mutations in key viral proteins can mean that virus variants emerge. The SARS-CoV-2-coronavirus is prone to mutations that creates variants, some of which have become established in a number of regions of the world. The scientific community and regulators are very actively monitoring whether the current vaccines can continue protecting people from infection with new variants.
A number of vaccine developers are currently developing vaccines against the range of variants, and it is likely that booster shots with these vaccines will increase protection against known variants. Regulators have agreed that review of data on vaccines against variants will be facilitated based on assessment of immune response to the variant, in the same way that new seasonal influenza vaccines are evaluated each year.
Q: Why are there so many vaccine candidates?

A: As the global seriousness of the pandemic became rapidly apparent, development of effective vaccines for COVID-19 became the top priority of many pharmaceutical companies and medical research institutes. There was also unprecedented government and private sector investment in vaccine development. There is now a wide range of technologies for developing new vaccines – and many of the organisations developing COVID-19 vaccines have particular experience in one or more of these technologies. This has ensured that there would still be vaccines available if some were not approved for reasons of efficacy, safety or manufacturing challenges.

Q: What if many people start getting a reaction from a particular COVID-19 vaccine?

A: Short-term reactions, such as soreness at the injection site, fatigue or headache are common following any vaccination with COVID-19 vaccines. These reactions usually pass in a day or two. If new evidence becomes available that suggests that a specific serious adverse event may be linked to a particular COVID-19 vaccine then regulators will take action, working collaboratively on a global basis and liaise with public health authorities. The type of actions that can be taken depend on the nature of the adverse event, and could range from issuing safety warnings for patients, healthcare professionals and the community; updating the product information or consumer information for the vaccine to show contraindications for the use in particular patients (e.g. those with certain co-morbidities); to closely monitoring adverse events in certain groups of patients; preventing the release of a particular batch of vaccine through to temporary suspension of the use of the vaccine until more is known.

Q: How are regulators speeding up the time it takes to authorise a COVID-19 vaccine?

A: Many regulators globally have implemented faster access pathways for COVID-19 vaccines, without compromising on strict standards of safety, quality and efficacy.

Some countries have Emergency Use Authorisation pathways which assess the available data at the time of authorisation. Exercising these provisions is a matter for those countries, taking into account the benefits versus risks in the context of the prevailing domestic pandemic situation. Different countries may coin this pathway or authorisation routes differently but essentially, they follow the same principles.
Other countries have implemented accelerated/priority, conditional or provisional approval schemes.

Under normal circumstances, regulatory assessment begins once all information to support registration is available. For COVID-19 vaccines, many regulators have agreed to accept data on a rolling basis to enable early evaluation of data as it becomes available. Regulators will only be in a position to make a provisional approval decision for a vaccine once there is sufficient data to support adequately the safety, quality and effectiveness of the vaccine for its intended use. If a decision is made to grant provisional or conditional approval, it will be based on the requirement for the sponsor to submit more comprehensive, longer term clinical data, stability data and other information with agreed timelines.
Q: Did our country approve this COVID-19 vaccine, or are we relying on another country’s approval?

A: Most countries are carrying out independent regulatory evaluations on the submitted data for each vaccine. However, to ensure a more efficient use of resources and expertise, regulators in different countries are communicating closely on safety, efficacy and quality data and discussing technical issues as they may arise. In many cases principles of WHO Good Reliance Practices and collaborative mechanisms leverage the output of other regulators.

Q: Why weren’t very rare blood clots with low platelets with the AstraZeneca or Janssen vaccines picked up during clinical trials?

A: Thromboembolic events with concurrent thrombocytopenia are very rare – with estimates based on the number of spontaneous reports suggesting an overall incidence on the order of 10-15 cases per million doses. The clinical trials of these vaccines included large numbers of people, often with 10,000 to 20,000 individuals in the active vaccine arms, but even in trials of this size it was statistically unlikely that such very rare events would be detected. This shows the importance of continual safety monitoring during the use of these vaccines, to allow very rare events to be detected and investigated further.

US$400 Million From Diamond Sales Unaccounted For

THE Zimbabwe Consolidated Diamond Company (ZCDC) has failed to account for  the use of money exceeding US$400 million, while also failing to properly account for 352 583.11 carats of diamonds worth about US$146.3 million which were in stock, raising the possibility that they could have been stolen.

In her 2019 report on state enterprises, Auditor-General Mildred Chiri said she doubted the company’s ability to continue operating due to losses while questioning some of the investments of the company.

The Auditor-General is worried that ZCDC may not be able to recover money it invested in companies which have since folded.

Diamond revenue has been a contentious issue with the late former president Robert Mugabe once claiming that revenue of up to US$15 billion had been stolen. Although the figure was largely doubted, it was seen as confirmation that indeed there was looting in the diamond mining sector.

Chiri said ZCDC was failing to conduct a stock count of the diamonds at the sort house, risking possible pilferage of inventories, which may go undetected.

“There was no evidence of a documented formal process of reconciling physical stock counted to theoretical stock. For instance, the following anomalies were noted in respect of diamond stocks which then necessitated post year-end adjustments to the financial statements which had been presented for audit,” Chiri said.

“In 2019, 297 660.41 carats of diamond stock held at MMCZ (Minerals Marketing Corporation of Zimbabwe) was not counted at the time of the stock count. These parcels were packed for customers and held at MMCZ. However, at year-end, during the stock count, these stocks were not included in closing inventories; and in 2018, 41 699.85 carats of diamond stocks held at MMCZ were excluded from the stock count. It was assumed at the time that these stocks had been sold to customers.

“An additional 13 222.85 carats were excluded from the final stock sheet in error.”

The Auditor-General also noted that at the time of the audit in April 2020, there had been a sale of diamonds to a local customer in September 2019, which has not been paid for or collected, eight months after the sale. She said this was in breach of tender rules which state that a customer should pay for their parcels within three days of winning a tender.

Chiri expressed concern that “possible pilferage of inventories may occur and go undetected.”

She also said material variances between physical stock and theoretical stock may go undetected. The audit was not able to verify the valuation (recoverability) of amounts owed by related parties with a balance exceeding US$300 million on the company’s statement of financial position.

“I was not able to verify the valuation (recoverability) of amounts owed by related parties with a balance of $304 258 953 on the company’s statement of financial position. Some of the amounts are owed by companies that have since closed down whilst ZMDC have not acknowledged the amount due. Management failed to provide persuasive audit evidence on how and when these amounts would be recovered. Consequently, I was unable to determine whether any adjustments to the above stated amounts were necessary,” she said.

“I was not able to verify the valuation (recoverability) of amounts owed by related parties with a balance of $24 347 454 on the Company’s statement of financial position. The amounts are owed by companies that have since closed down. Management have failed to provide us with persuasive audit evidence on how and when these amounts would be recovered.”

Chiri said she could also not verify the valuation of the investment of US$20 295 856 and US$178 799 841 into DTZOZGEO Limited as the company failed to enable the office of the Auditor-General to asses the fair valuation.

In addition, the ZCDC management also failed to provide the Auditor-General with an impairment assessment for the investment in the subsidiary.

“Consequently, I was unable to determine whether any adjustments to the above-stated amounts were necessary,” Chiri said.

“I was not able to verify the valuation of accruals with a balance of $51 613 628  (US$51.6 million) and trade creditors with a debit balance of $82 686 279 (US$82.7 million) and the rights and obligations of the company thereon. Delays in recording of invoices into individual supplier accounts meant that as at the time of our report, management had not provided me with sufficient and appropriate evidence to support these amounts.”

On the governance issues, Chiri noted that the mining company did not have independent directors as all board members in the interim had interests in other related parties.

The company also had some goods worth US$352 068 which were long paid for but not yet received, indicating possible deficiencies in the company’s supplier selection or capacity of selected suppliers to fulfil contractual obligations, according to Chiri.

Five carats of diamonds worth US$2 075 belonging to a producer also went missing at the MMCZ during a weight verification exercise.

“In addition, the CCTV video footages could not be retrieved as there was an internal control system failure,” the Auditor-General said.

The ZCDC paid board fees and allowances that were above the approved rates during the year under review, according to Chiri.

Police Declares War Against Harare Residents, Uses Tear Gas To Enforce Lock-Down

The spate of skirmishes between the is happening in the CBD, Epworth and Harare South suburbs.

Police in these said areas is rounding up innocent citizens and beat them up before firing tears gas at them.

This happening around 7 pm well before the 10 pm curfew time.

The police had clashed with citizens whom they were accusing of contravening covid-19 lockdown regulations after they (residents) had challenged them that lockdown curfew starts at 10 pm.

Citizens were roaming around the shopping centre when the skirmishes happened.

Zesa Switches Off Harare

By A Correspondent-More than three million people in Harare Metropolitan province spent two days with dry taps as Zesa Holdings switched off power to Harare’s major supplying water treatment, Morton Jaffray over a debt of more than $1 billion.

Morton Jaffray water treatment plant feeds Harare, Chitungwiza, Norton, Ruwa and Epworth local authorities and stopped operating on Thursday midday when Zesa pulled the plug, exposing residents to risk of diseases, such as cholera, diarrhoea, typhoid and dysentery as they resorted to unsafe water sources.

Harare City Council said it had engaged Zesa which agreed to switch on power by lunchtime yesterday following a payment plan and water was expected to be flowing by end of day.

The debt is said to be as high as $1,3 billion, although since Zesa has not paid a cent towards the agreed royalties for the council buildings, power station and other assets since 1996 it should be significantly offset by what Zesa owes the council.

Harare’s electricity undertaking was absorbed into Zesa when a unified electricity authority was set up soon after independence but Zesa is supposed to be paying a royalty on the assets it acquired.

Zesa spokesperson Prisca Utete yesterday refused to comment, referring all questions to the local authority.

Acting Harare town clerk Engineer Mabhena Moyo yesterday said the council had proposed a weekly payment plan.

“The debt is about $1 billion and we have paid $50 million so far while committing ourselves to make a weekly payment plan. Electricity was switched on by lunchtime after negotiations and we were expecting that water should be running by now (close of business yesterday),” he said.
The shutting down of Morton Jaffray has once again exposed the vulnerability of city finances as it is the umpteenth time the plant has been closed over numerous issues including lack of the essential treatment chemicals.

Harare Residents Trust director Mr Precious Shumba said while it was Harare’s obligation to pay its bills, Zesa as another public entity should avoid endangering people’s lives through its rushed moves.

“The national power utility and council are of strategic importance to the nation serving the taxpayers. If by any chance they can avoid cutting power they should do so.

“Zesa should not assume superiority over another State entity as both serve the same purpose. We urge them to be sincere because they know the danger posed by the shortage of water,” he said.

Mr Shumba said the decision to cut off electricity supplies showed that there is lack of leadership on both ends.

“This actually now requires the intervention of the central Government. At present, where people are battling Covid-19, we cannot take chances to permit queues at boreholes,” he said.

Two of the suspects have since been arrested for murder while the other two are on the run.

Mashonaland West Provincial Police Spokesperson Inspector Magret Chitove told H-Metro that residents from Ruvimbo Phase 2, discovered the body of Fundo in an unfinished house.

Inspector Chitove said Fundo was found having difficulties in breathing and an informer made a report at ZRP Chemagamba.
ZRP Chemagamba and CID quickly reacted to the report and found Fundo dead.
Police made investigations and got information that Fundo was assaulted by four men.

The arrested suspects are MacDonald Mushove, 28, and Denford Matore, 27.

Fundo was found with a deep cut in his head and bruises all over his body.

Insp Chitove urged members of the public to preserve the sanctity of life.
“Whenever people have misunderstandings, they must resolve them amicably or invite the police so that the law follows its due course,” said Insp Chitove.

She underscored the need for the members of the general populace not to take the law into their own hands.

Insp Chitove said the suspects will appear in court soon.

Chitungwiza Residents Trust Director Arrested For Challenging Demolitions

Chitungwiza Residents Trust (CHITREST) Director Alice Kuvheya on Wednesday 16 June 2021 appeared at Chitungwiza Magistrates Court after she was arrested by Zimbabwe Republic Police (ZRP) and charged with incitement to participate in a gathering with intent to promote public violence.

The 36 year-old Kuvheya was arrested on Monday 14 June 2021 and charged with incitement to participate in a gathering with intent to promote public violence as defined in section 187 of the Criminal Law (Codification and Reform) Act as read with section 37(1)(a) of the Criminal Law (Codification and Reform) Act.

The CHITREST Director was also charged with incitement to commit violence as defined in section 187(1)(a)(b) of the Criminal Law (Codification and Reform) Act as read with section 36(1)(a)(b) of the Criminal Law (Codification and Reform) Act.

Prosecutors claim that Kuvheya, who is represented by Freddy Masarirevhu of Zimbabwe Lawyers for Human Rights, communicated, persuaded and induced people to wage war between authorities at Chitungwiza Municipality and some Chitungwiza residents and some informal traders.

The prosecutors charged that Kuvheya recorded a video which she shared on social media platforms in a bid to incite residents and informal traders to resist a government backed exercise to demolish trading and vending stalls and structures.

Kuvheya’s alleged actions, prosecutors argued, would result in public disturbances and disorder.

Kuvheya returns to court on Thursday 17 June 2021, where her application for refusal of remand will be heard before Magistrate Isheanesu Matova. Through his lawyer, Kuvheya is arguing that the facts of the charge of incitement does not constitute or disclose an offence.

On Wednesday 16 June 2021, Magistrate Matova ordered the state to carry out investigations into complaints made by Kuvheya against ZRP wherein she protested against the conduct of police officers who did not advise her about the charge she was facing upon arrest on Monday 14 June 2021 and who also took her from one police station to another and amended the charge several times.

On 10 June 2021, Kuvheya, CHITREST and Harare Residents Trust, who were represented by Rudo Bere of ZLHR, obtained a High Court order granted by Justice Edith Mushore stopping local and central government from carrying out unprocedural demolitions of homes, perimeter walls and informal traders’ structures as the exercise is not in compliance with the law in particular section 32 of the Regional Town and Country Planning Act and section 3 of the Administrative Justice Act.

Mnangagwa Praises Nakamba After Meeting

President Mnangagwa has heaped praise on Zimbabwe international and Aston Villa midfielder Marvelous Nakamba, describing him as a hard-working Zimbabwean whose love for the country was unwavering.

Nakamba visited the President at State House on Thursday in the company of former Nottingham Forest, and Queens Park Rangers striker, Dexter Blackstock.

The duo are part of the drive to bring investors into the country, with the help of Presidential envoy and Ambassador-At-Large to the Americas and Europe, Uebert Angel.

Writing on his verified Facebook page, President Mnangagwa implored all youngsters to look up to the former Bantu Rovers player who cut his football teeth at Bulawayo giants Highlanders.

“A pleasure and a privilege to speak to one of Zimbabwe’s brightest young talents. Hard working, empathetic and with an unwavering love for his country – all of Zimbabwe’s children should look up to Marvelous Nakamba,” wrote President Mnangagwa who has to date met three different sports personalities at his official residence.

On June 5, he met Extreme Fighting Championship (EFC) champion Temba Gorimbo while in December last year Olympique Lyon striker and Zimbabwe national soccer team player Tino Kadewere was a Presidential guest.

Nakamba said he was honored to have met the country’s first citizen.

“I am very happy and honoured to meet the President of the country,’’ he told reporters.

Nakamba also runs a charitable organization, Marvelous Nakamba Foundation (MNF) which through one of the renowned legal firms, T Hara and Partners, was officially registered with authorities and has so far helped many underprivileged children throughout the country, paying school fees for 1 000 pupils. MNF was founded in 2019.

“It’s really a great thing for me to help the less privileged, and support the youth, and give motivation that it’s possible to become anything you want to become in life,” said Nakamba.

Father Emmanuel Ribeiro Declared A National Hero

ROMAN Catholic cleric, Father Emmanuel Ribeiro, has been declared a national hero.

A man of many talents, Fr Ribeiro died at St Anne’s Hospital in Harare on Thursday morning after a short illness.

He was 86.

The national hero status declaration was announced by Defence and War Veterans Affairs Minister, Oppah Muchinguri-Kashiri yesterday.

She was accompanied by Zanu PF acting national Political Commissar Cde Patrick Chinamasa, when she delivered the message to the Ribeiro, Mashonganyika and Makaka families in Harare.

She described Fr Ribeiro as a friend, a gallant son of the soil, a freedom fighter, great researcher and theologist par excellence.

“We came as Zanu PF family and Government of Zimbabwe sent by President Mnangagwa to pay our condolences and inform you of the honour bestowed on our friend, Fr Ribeiro after considering his role in the liberation of this country,” said Minister Muchinguri-Kashiri.

“Fr Ribeiro fought for the independence of this country despite being a cleric and he even continued to serve after independence. He had unpleasant experiences during the war as he prayed for prisoners before hanging.

“He was a friend to the prisoners and had a great influence. He also assisted former President Mugabe and national hero Edgar Tekere to cross to Mozambique. He represented President Mnangagwa when he was arrested during the war.”

Cde Chinamasa said he last saw Father Ribeiro on Monday when he came to his office to present some papers.

“He told me about some prison officers who died in prison and what should be done to them. I did not know this was my last day with him,” he said.

Minister Muchinguri-Kashiri then took the opportunity to teach mourners about the Covid-19 pandemic and the need for every citizen to protect him or herself and others through following the World Health Organisations guidelines that include washing hands, maintaining social distance and sanitising hands regularly.

Relatives and friends described the late national hero as friendly, unifier, generous, a novelist, a music composer and great historian of the liberation struggle history.

On Thursday, President Mnangagwa described the death of Fr Ribeiro as a great loss to the nation as he served Zimbabwe with distinction.

From serving in many rural parishes during the colonial era, Fr Ribeiro later on dedicated his life to catering to the spiritual needs of many freedom fighters, both those who were serving long prison terms and those who were unjustly condemned to death by the country’s erstwhile colonisers.

President Mnangagwa was among the condemned and only escaped the hangman’s noose because he was under-age.

“In the case of condemned former prisoners like myself, his figure became one of the only contacts we had with the outside world or the only and last human being one would see before meeting his cruel fate at the hands of colonial authorities,” said President Mnangagwa.

“His religious chores as a prison chaplain thus brought him in direct contact with souls in acute distress. Indeed, it exposed him to horrid scenes of settler penal cruelty, scenes which haunted him to his last day in this life.

“I mourn his passing on as one of the few lucky ones he was able to rescue from the gallows, a development which makes his demise particularly poignant and quite painful to me personally.”

Fr Ribeiro who reconstructed the last moments of the famous Chinhoyi 7, including tracing their family trees across the country, was at the time of his death tracing final steps of numerous freedom fighters who fell prey to the cruel colonial penal system before independence.

Apart from contributing to the reconstruction of the national struggle narratives, Fr Ribeiro also put his life, along with other missionaries, on the line as he fought for the liberation of Zimbabwe

Together with the late Sister Aquina, late Moven Mahachi and Sekuru Tangwena, Fr Ribeiro played a critical role which ensured the late Cdes Robert Gabriel Mugabe and Edgar Zivanai Tekere absconded to Mozambique for purposes of leading the struggle after the assassination of Zanu Chairman, Cde Herbert Chitepo, then in exile.

Until the achievement of independence, Fr Ribeiro’s commitment to the liberation struggle was unquestionable.

Fr Ribeiro was also a music composer of repute.

He composed church hymns, which are part of sermons in the Roman Catholic Church to this day.

Critically, Fr Ribeiro assisted in the composition of the national anthem and as an artist was part of the team that designed the national flag.

Added President Mnangagwa: “He did a lot more than singing; he was an accomplished novelist who wrote in one of our local languages under the then Rhodesia Literature Bureau.

“Alongside late Archbishop Patrick Chakaipa and late Solomon Mutsvairo, Fr Ribeiro blazed the trail employing national languages for creative writing.

“It spoke highly of him as an author that his flagship novel ‘Muchadura’, became an abiding set-book in schools.

“Today we mourn the passing of this man of many talents.

“On behalf of the party Zanu PF, Government, that of my family and on my behalf, I wish to express my deepest condolences to the Ribeiro family.

“Above all, I tender my sincere condolences to the Archbishop of the Archdiocese of Harare, His Grace Archbishop Robert Ndlovu and the entire membership of the Catholic Church in Zimbabwe.

“We keenly feel and share your pain and grief, praying that the Good Lord rests Fr Emmanuel Ribeiro’s soul eternally.”

Fr Ribeiro was born in 1935 in Chivhu and attended Kutama Mission, Gokomere, and Gweru Teachers’ College.

He studied Theology at Chishawasha Mission before enrolling for a Master’s Degree at Bloomington College of Music in the US.

‘The People Are Not Happy But The Beast Is Wounded’

Brief Notes by Dr. Phillan Zamchiya on the Afrobarometer round eight survey in Zimbabwe. 18-06-2021.

Dear Reader,

The Afrobarometer round eight survey on Zimbabwe released on 17 June 2021 shows that, today, more people than at any other stage since Robert Mugabe’s ouster in a military coup in 2017, believe that there are defects in his successor’s ruling machinery. Grievances are widespread amongst the urban and the rural, women and men and the young and old albeit to slightly varying degrees. This social, economic and political discontent is breeding a silent social war. This is prompted by the government’s incompetence at the front leading to a weak social contract, economic hardships at home, food shortages, partisan institutions, and the ruling party’s growing illegitimacy. However, this has not directly translated into an alternative popular and overt electoral support for the resilient MDC Alliance-which despite state engineered weapons of mass destruction- has remained engraved in its social base and politically competitive. The survey pits the MDC A led by Chamisa & ZANU PF led by Mnangagwa. When I asked the scientists whether it was by design? The scientists said other political parties were variables but collectively could not make it beyond 1%. So those two parties were the only statistically significant as per respondents. Fair enough, as it confirms the reality of Zimbabwe’s political polarization. So here are some preliminary reflections of what the survey might mean to the MDC A & ZANU PF.

a) The ZANU PF government’s rural legitimacy is evidently waning following the loss of urban legitimacy in the 1990s. The majority of the citizenry in the rural areas (62%) feel that the country is going in the wrong direction. However, this does not directly translate to the MDC A’s rural legitimacy. Be that as it may, this is a big opportunity to harvest and harness the growing rural discontent and articulate a vision based on the quotidian livelihoods concerns of the people and perhaps a wider vision of Development of Industries in Rural Areas (DIRA).
b) ZANU PF’s propaganda on the economy is working most among those with primary and no formal education. MDC A in general has a strong resonance among those with post-secondary education. This is probably because the less educated do not resonate with the MDC A ’s modernist vision based on aesthetic cities and formal jobs. Perhaps specific interventions are needed to appeal to the less educated like the all-important anaMbuya aEzira in the marginalized villages.
c) ZANU PF government is losing confidence across all demographic groupings. 61% of those above 56 years believe the country is going in the wrong direction. 67% of those who are 18-35 years and 71% of those between 36 and 55 years believe the same. The confidence left for the ZANU PF government is largely concentrated among the older generation. The 18-35 years category should be more resolute in speaking out against the direction the country is going than the 36-55 years age group. However, they know no other way of life and have never known another Zimbabwe.
d) Surprisingly, Midlands [Mnangagwa’s adopted home area] is one of the provinces with the highest number of people (80%) saying the economy is doing badly. This means Mnangagwa’s policy of governance through ethnic ties is not translating to the betterment of economic livelihoods for all. There can be a disconnect between the elite and the subalterns within the same region.
e) However, the government by and large is losing rural legitimacy but the data shows the greater share of loyalty that remains is concentrated in Mashonaland provinces with less people, by comparison to other provinces, believing the economic condition is bad as follows: (1) Mashonaland Central (53%), (2) Mashonaland East (62%) (3) Mashonaland West (67%). All the other seven provinces have above 70% of people saying the economic condition is bad. There is need for a targeted strategy to break the Mashonaland authoritarian axis of conditioned & structured politics. Given the systematic side-lining of Mashonaland in politics and development, there is a chance for pragmatic alliance building.
f) Looking forward, the country is despondent and there is no hope. Only 35% think the economic situation will improve. A time to vigorously market hope in politics. To think along Obama’s local version of ‘The Audacity of Hope: Thoughts on Reclaiming the Zimbabwean Dream’.
g) Social discontent and silent social war is widespread. MDC A must strengthen the socio-economic and poverty reduction centred mobilisation and messaging. Lots of articulations on poverty reduction is necessary for the party’s spokespersons and mobilisers at all levels. Last year most Zimbabweans went several periods without enough food (52%), medicine (55%), cash (87%) and clean water (51%) and without enough cooking fuel. Large majorities say the government is performing badly on creating jobs (91%), keeping prices stable (78%), improving living standards of the poor (75%), and other issues.
h) However, not all is doom for the government. Most Zimbabweans (81%) think the government managed Covid 19 fairly well or very well. This is because the MDC A’s initial responses to the pandemic were not coordinated and were seen as desperate efforts to exploit the pandemic for political benefit. A national response beyond partisan interests is needed in times of natural calamities. MDC A leadership must still grow on this. Related to it is that 81% support lockdowns though the majority find it hard to comply.
i) On by-elections, 51% believe it is important to postpone elections due to Covid 19. This is too close and MDC A can turn the tide and the ride once its position is clear on whether to participate or not in the elections. There have been mixed and confusing messages from the top echelons of leadership.
j) Mnangagwa has a weak social contract with the citizens. Only 48% of Zimbabweans trust Mnangagwa. Considerably more Zimbabweans trust NGOs (79%). These could mainly be humanitarian NGOs that have replaced the state in the rural areas and low-income urban suburbs through provision of food, cash transfers and other social basic services. The church is also a strong source of support as 78% of citizens trust religious leaders. Perhaps, MDC A must include churches from the national to the local level in the Citizens Convergence for Change program.
k) A paltry figure of 38% trust the Zimbabwe Electoral Commission (ZEC). This means most people have no trust in the electoral processes. If people do not see any significant movement, this is likely to result in massive voter apathy in the forthcoming general elections especially among regular voters. A survey is needed to establish the popular citizenry view outside hardened party structures on whether to participate or not to participate in general elections and the associated costs.
l) Now to the elephant in the room. Despite the waning social legitimacy for the ZANU PF government, if general elections were to be held tomorrow, one-third (33%) of respondents say they would vote for the ZANU-PF candidate, compared to one-fourth (26%) who say they would vote for the MDC-Chamisa candidate. This is not so much bad news for the MDC-Chamisa party because they have reduced a 2018 wider electoral gap with ZANU PF to only 7% in 2021. However, this does not augur well for Mnangagwa who has been less popular than his ZANU PF party. And perhaps, sweet political news to Chamisa who has proven to be more popular than the party.
m) That about four in 10 refused to answer or said they would not vote, or that they did not know makes this an open race. Part of this 40% [for voter turn-out can never be 100%) can swing towards ZANU PF through the margin of terror or to the MDC-Chamisa through the margin of charm or to other political parties through the margin of novelty.
n) Of importance here is that MDC A still has a low loyal base in the rural hinterland. Only 19% of the voters in the rural areas will vote for the MDC A compared to ZANU PF’s 40%. That’s a huge rural electoral difference of 21% which is likely to increase when the real politics of state engineered error and terror unfolds. On the other hand, the MDC A leads by a less margin of 14% in the urban areas as it will get 36% compared to ZANU PF’s 22%. So MDC A must make inroads in the rural areas and consolidate the urban areas.

Reader, it is evident that the people are not happy but the beast is heavily wounded by statistics from this 8th Afrobarometer survey. A wounded ZANU PF is likely to increase the securitisation of party and state institutions, intensify efforts to infiltrate and decimate the MDC A from the political map, target activists and ensure their lives are ‘short, nasty and brutal’. Meanwhile, the beast will start rigging the general 2023 election well before they are gazetted. But all this can be countered with effective strategies to harness the silent social war and widespread discontent into a peaceful political revolution at home and in the diaspora that can reengineer society for real change and the country towards the right direction.

Covid-19 Ravaged Kariba Hit By Earthquake

Another earthquake rattled Kariba this morning with the epicentre estimated to be in Lake Kariba, several kilometres away from the one felt on Tuesday night.

This morning’s earthquake slightly increased in intensity to record 3,9 Magnitude on the Richter Scale. Tuesday’s quake was minor at Magnitude 3,6.

“An earthquake was felt in Kariba this morning the 18th June 2021 at 0735 local time,” said the Meteorological Services Department (MSD) in an update.

“Preliminary location shows that the earthquake occurred at Latitude -17.045 S and Longitude 27.941E and the magnitude was determined to be 3.9. The epicentre is in Lake Kariba.”

The last earthquake was inland. There were no reports of damage.

Prophet Bashed For Caressing Married Woman

A cleansing ceremony turned horribly wrong when a prophet was given a thorough beating by the husband of a woman whom he was allegedly caressing, claiming he was trying to get rid of evil spirits tormenting her.

The incident which is still the talk of Inyathi Business Centre in Matabeleland North province happened a fortnight ago.

It is reported that Lenox Mathe became upset with the way Clayton Mutasa, popularly known as Madzibaba Munana, was delivering his wife Marymore Ndlovu from an undisclosed ailment.

Madzibaba Munana is famed for his healing powers.

Madzibaba Munana is no stranger to controversy as sometime in 2019, he courted the wrath of some of his congregants after one of the female congregants claimed that he persuaded her to play with his manhood after she had approached him seeking spiritual healing.

According to a source who spoke to B-Metro, Mathe, who was following proceedings of his wife’s cleansing from a distance, became angry and went straight to Madzibaba Munana’s shrine and beat him up.

This was after he noticed that he was inappropriately touching her breasts and private parts.

While beating Madzibaba Munana, Mathe was reportedly heard shouting that it was unacceptable for the prophet to touch his wife’s private parts just for prayers.

“Angered by the strange way Madzibaba Munana was carelessly touching his wife in full view of people who were also waiting to be assisted by him, Mathe dashed to the shrine and savagely assaulted Madzibaba Munana with fists and kicked him all over the body. The prophet was later rescued by members of his congregation who rushed and held Mathe,” said the source who declined to be named.

When reached for comment Mathe furiously said: “That’s nonsense. Is he (Madzibaba Munana) the one who came to you and reported the matter? I will also deal with you once the matter is published in the Press.”

Madzibaba Munana, however, defended himself saying he was being led by the Holy Spirit to do what he did to Mathe’s wife in order to get rid of the evil spirits possessing her.

He further said he had since filed a charge of assault against Mathe at Inyathi Police Station, but investigations by B-Metro revealed that a report of such nature was never recorded at the police station in question.-B-Metro

Woman Attempts To Strangle Own Child With Shoelace

A SUICIDAL woman was busted trying to strangle her eight-year-old child to death with a shoelace.

On Wednesday this week at around 1pm while Reneiloe Setoboli (53) was walking along Shetland Road in Queens Park East suburb she heard cries from a maize field.

Disturbed by that she walked into the maize field, shockingly she saw a woman strangling her child with a shoelace.

“She shouted at the woman and the woman released the hapless child who ran towards her while pleading for help. There was rat poison and a bottle full of a concoction beside the woman,” said the lady who works at Zimbabwe Saints sports bar.

Setoboli said residents joined hands in apprehending the woman.

“Residents took the woman to Queens Park Police Station leading to her arrest,” she said.

A source close to investigations said: “Initial investigations revealed that the suspect consumed poison so as to commit suicide. She and her child were taken to United Bulawayo Hospitals for medical examination,” said a source close to investigations.

Bulawayo police spokesperson Inspector Abednico Ncube confirmed the attempted murder incident:

“I can confirm that we arrested a woman who was caught allegedly strangling her eight-year-old child with a shoelace while beside her there was a bottle full of a concoction, rat poison and pieces of a bottle. We would like to advise members of the public to seek counselling from police’s Victim Friendly Unit (VFU) or approach pastors whenever they are faced with a problem at home.”- B-Metro

By A Correspondent- The government tightened localised COVID-19 lockdown restrictions for Mashonaland West province following a surge in infections and soaring deaths.

Mashonaland West is home to the late President, Robert Mugabe who comes from Zvimba.

In a statement last night, President Emmerson Mnangagwa expressed concern over the rising cases in Makonde, Hurungwe and Kariba districts of Mashonaland West province, and added that Karoi was experiencing increased activity as a result of the 10 tobacco auction floors which were drawing farmers from as far as Gokwe, Chegutu and Harare.

The increased activity created fertile grounds for infections, thereby heightening the potential of spreading the virulent diseases to other parts of the country.

Mnangagwa said the government had lost two senior officials in Karoi.

In Chinhoyi, 15 people tested positive, while a serious outbreak in Zambia exposed Kariba to COVID-19 from across the border.

Following the rise in infections, Mnangagwa imposed a 6 pm to 6 am curfew, banned entry or exit from the hotspots, except for essential services.

Shops and businesses will open at 8 am and close at 3 pm, while public transport was ordered to carry half capacity.

Mnangagwa also banned physical meetings.

Truckers will only stop, park or rest at designated places only.

Tobacco auction floor employees will have to present a polymerase chain reaction or rapid antigen COVID-19 test results not older than 10 days.

Zimbabwe has recorded increased infections in the past weeks, with cumulative figures hitting 40 556, while COVID-19-related deaths stand at 1 640.

Horror As Elephant Tramples Grade One Pupil To Death

A GRADE One pupil at Mahenye Primary School in Chipinge was on Monday trampled to death by an elephant.

The deceased, California Chimbi, met her fate while sleeping at their homestead.

The elephant also destroyed the house in which the minor was sleeping.

Assistant Chipinge District Development Coordinator, Mr Tedious Beto, confirmed the incident.

He said the district’s Civil Protection Unit needs to reactivate its structures to curb human-wild conflict.

“I can confirm the death of a Grade One pupil who was attacked and killed by an elephant that had strayed from Gonarezhou National Park. The minor was sleeping in a hut with other colleagues. When the elephant approached the homestead, the dogs barked and thereby triggered the jumbo’s anger.

“It is sad that we continue to receive sad news concerning civil protection issues across the district. Last month a woman was attacked by an elephant and died on the spot,” he said.- Manica Post

Man Kills Ex-lover For Being Caressed In His Presence

A jealous Rusape man fatally assaulted his former live-in girlfriend after she was caressed in his presence.

Shadreck Murimi (40) of Bwanya Village under Chief Makoni appeared before Rusape magistrate, Mr Gift Manyika, who did not ask him to plead.

He was advised to apply for bail at the High Court.

Prosecuting, Mrs Jestina Tinarwo told the court that despite being restrained by witnesses, Murimi continued hitting Bester Zamba.
She was found dead the following day in a bush.

“On June 6, Murimi and Zamba were drinking beer in Muchidamafaro Bottle Store at St Therese Business Centre. The accused person once cohabited with the late Zamba and has two children from the relationship.

“During the beer drink, a misunderstanding arose between the two, with Murimi accusing Zamba of infidelity after she had direct contact with Oswald Musariri.

“The misunderstanding prompted Murimi to assault Zamba. She sustained a cut and bled from it. Patrons who were in the bottle store restrained Murimi from further assaulting Zamba.

“The two continued drinking beer together in the same bottle store. However, the misunderstanding did not end and patrons continued restraining Murimi as he threatened to further assault Zamba. Zamba later left the bottle store and Murimi followed her,” said Mrs Tinarwo.

On the same day at around 7pm, Murimi allegedly came to fetch some water from the bottle store and used it to wash Zamba’s bleeding face in a nearby tree plantation under the watch of Mathew Tsandukwa.

“Later that night, Nomore Murimi and Ngwarayi Agoneka saw Murimi assaulting Zamba again. They restrained him from doing so before leaving the couple.

“He was accusing her of refusing to leave the business centre.

“On June 7, Zamba’s body was discovered along a footpath by Chipo Chimusoro. She advised other villagers and a police report was made. Police attended the scene and recovered some sticks that had allegedly been used to assault Zamba by Murimi. Murimi was on the run until he was arrested on June 11,” said Mrs Tinarwo.- Manica Post

LEAKED- Kaunda Secretly Sponsored Zimbabwe Hostilities.

The classified latter dated 9 Aug 1979, has the late Sir Seretse Khama advising London that Kaunda is the least to be trusted on ending hostilities caused by Emmerson Mnangagwa’s Patriotic Front party. 

The full letter reads:

I believe the Prime Minister mentioned to the Foreign and Commonwealth Secretary orally in Lusaka a conversation which she had had with Sir Seretse Khama at the reception by President Moi of Kenya on 7 August. This letter records the exchange.

Sir Seretse Khama advised the Prime Minister “not to be taken in by the politeness of the African”. President Khama had gone on to urge the Prime Minister to “work on” President Kaunda. He said that President Nyerere, President Machel and he himself “wanted out” of their commitments to the Patriotic Front; but that it would be necessary for the Prime Minister to work on Kenneth Kaunda.

The Prime Minister deduced from this conversation that President Kaunda was likely to be the least reliable of the Front Line Presidents In bringing Pressure to bear on the Patriotic Front to cease hostilities in the event of an agreement on a Constitution for Rhodesia. I should be grateful for any comments which you may have.

Priest Who Rescued Mnangagwa From Death, Awarded First National Hero Status

The Roman Catholic cleric, who rescued the ZANU PF leader, Emmerson Mnangagwa from the deathrow, Father Emmanuel Ribeiroa has been declared a national hero.

 

Mnangagwa has described Father Ribeiro as a man of many talents. 

 

He was 86 and died at St Anne’s Hospital in Harare on Thursday morning after a short illness.

Father Robeiro becomes the first priest to be buried at the controversial shrine this year. 

“Almost 50 years ago, Father Robeiro saved my life. When I was sentenced to death in prison, this great man fought for me to live,” he said.

He continued saying, the late priest was “a gifted composer, a talented writer and a true Zimbabwean hero. May his soul rest in eternal peace.”

 

 

 

The national hero status declaration was made by Defence and War Veterans Affairs Minister, Oppah Muchinguri-Kashiri yesterday.

She was accompanied by Zanu PF acting national Political Commissar Patrick Chinamasa, when she delivered the message to the Ribeiro, Mashonganyika and Makaka families in Harare.

She described Fr Ribeiro as a friend, a gallant son of the soil, a freedom fighter, great researcher and theologist par excellence.

“We came as Zanu PF family and Government of Zimbabwe sent by President Mnangagwa to pay our condolences and inform you of the honour bestowed on our friend, Fr Ribeiro after considering his role in the liberation of this country,” said Minister Muchinguri-Kashiri.

“Fr Ribeiro fought for the independence of this country despite being a cleric and he even continued to serve after independence. He had unpleasant experiences during the war as he prayed for prisoners before hanging.

“He was a friend to the prisoners and had a great influence. He also assisted former President Mugabe and national hero Edgar Tekere to cross to Mozambique. He represented President Mnangagwa when he was arrested during the war.”

Chinamasa said he last saw Father Ribeiro on Monday when he came to his office to present some papers.

“He told me about some prison officers who died in prison and what should be done to them. I did not know this was my last day with him,” he said.

Minister Muchinguri-Kashiri then took the opportunity to teach mourners about the Covid-19 pandemic and the need for every citizen to protect him or herself and others through following the World Health Organisations guidelines that include washing hands, maintaining social distance and sanitising hands regularly.

Relatives and friends described the late national hero as friendly, unifier, generous, a novelist, a music composer and great historian into the liberation struggle history.

On Thursday, President Mnangagwa described the death of Fr Ribeiro as a great loss to the nation as he served Zimbabwe with distinction.

From serving in many rural parishes during the colonial era, Fr Ribeiro later on dedicated his life to catering to the spiritual needs of many freedom fighters, both those who were serving long prison terms and those who were unjustly condemned to death by the country’s erstwhile colonisers.

President Mnangagwa was among the condemned and only escaped the hangman’s noose because he was under-age.

“In the case of condemned former prisoners like myself, his figure became one of the only contacts we had with the outside world. Or the only and last human being one would see before one met one’s cruel fate at the hands of colonial authorities,” said President Mnangagwa.

“His religious chores as a prison chaplain thus brought him in direct contact with souls in acute distress. Indeed, it exposed him to horrid scenes of settler penal cruelty, scenes which haunted him to his last day in this life.

“I mourn his passing on as one of the few lucky ones he was able to rescue from the gallows, a development which makes his demise particularly poignant and quite painful to me personally.”

Fr Ribeiro who reconstructed the last moments of the famous Chinhoyi 7, including tracing their family trees across the country, was at the time of his death tracing final steps of numerous freedom fighters who fell prey to the cruel colonial penal system before independence.

Apart from contributing to the reconstruction of the national struggle narratives, Fr Ribeiro also put his life, along with other missionaries, on the line as he fought for the liberation of Zimbabwe

Together with the late Sister Aquina, late Moven Mahachi and Sekuru Tangwena, Fr Ribeiro played a critical role which ensured the late Robert Gabriel Mugabe and Edgar Zivanai Tekere absconded to Mozambique for purposes of leading the struggle after the assassination of Zanu Chairman, Herbert Chitepo, then in exile.

Until the achievement of independence, Fr Ribeiro’s commitment to the liberation struggle was unquestionable.

Fr Ribeiro was also a music composer of repute.

He composed church hymns, which are part of sermons in the Roman Catholic Church to this day.

Critically, Fr Ribeiro assisted in the composition of the national anthem and as an artist was part of the team that designed the national flag.

Added President Mnangagwa: “He did a lot more than singing; he was an accomplished novelist who wrote in one of our local languages under the then Rhodesia Literature Bureau.

“Alongside late Archbishop Patrick Chakaipa and late Solomon Mutsvairo, Fr Ribeiro blazed the trail employing national languages for creative writing.

“It spoke highly of him as an author that his flagship novel ‘Muchadura’, became an abiding set-book in schools.

“Today we mourn the passing of this man of many talents.

“On behalf of the party Zanu PF, Government, that of my family and on my behalf, I wish to express my deepest condolences to the Ribeiro family.

“Above all, I tender my sincere condolences to the Archbishop of the Archdiocese of Harare, His Grace Archbishop Robert Ndlovu and the entire membership of the Catholic Church in Zimbabwe.

“We keenly feel and share your pain and grief, praying that the Good Lord rests Fr Emmanuel Ribeiro’s soul eternally.”

Fr Ribeiro was born in 1935 in Chivhu and attended Kutama Mission, Gokomere, and Gweru Teachers’ College.

He studied Theology at Chishawasha Mission before enrolling for a Master’s Degree at Bloomington College of Music in the US.

MDC-Alliance Donates To Fire Victims

…encourages Zimbabweans in South Africa to register to vote… 

By Josiah Mucharowana and Taruberekera Masara in Pretoria – MDC- Alliance Pretoria weighed in on distraught Zimbabweans caught up in a fire at Sakabuka Street informal settlement in Montana, Pretoria, by donating a gamut of goods sourced from party members resident in the country.

The devastating fire broke out earlier this month on the 7th of June affecting more than 250 Zimbabweans.

In an interview, MDC- Alliance Pretoria Chairperson Jerry Chauke said the fire is suspected to have been caused by an electrical fault since there are a lot of illegal and unsafe connections in the area.

Food, blankets, baskets, clothes and shoes all with an estimated value between R60 000 and R80 000 were some of the goods donated, Chauke said.

“There are a lot of unsafe connections in the area. Some of our members donated in the form of cash which will help in buying supplies to rebuild destroyed structures,” he said.

In addition, he said the fire was further incensed by three gas cylinders that burst and caused more damage.

“Three gas cylinders burst causing damage to many houses’, he said.

Sakabuka Street is a squatter camp housing South Africans but has foreign nationals

from Zimbabwe, Mozambique, Lesotho, Zambia and Malawi.

“On Monday 7th June 2021,last week we received a sad news from our MDC Alliance Pretoria District Organising Secretary leader Morphius Moyo to the effect that Montana Informal Settlement was razed down by fire,” he said.

“We do have a MDC Alliance branch in Montana. More than 250 people were affected and we quickly asked for donations from our members across South Africa,” he said.

“Our members responded quickly. We got donations ranging from blankets, clothing, food parcels among other things,” he said.

Pretoria district leadership, Chauke said, received the donations on behalf of Montana leadership and handed over the items to the affected families last Saturday.

“The event was emotional.

We want to thank our members for going out of their way to help our fellow countrymen in times of need. We would also want to take this opportunity to thank our members in KZN for representing the party at a funeral of our fellow member there”, he added.

On the other hand, the chairperson said mobilisation programme for Citizens Convergence for Change Agenda is going ahead smoothly.

“Our districts across South Africa are going out to help branches mobilise people to join MDC Alliance and encourage them to register to vote’

“These past weeks we had Western Cape, Pretoria, Johannesburg, Botswana, Namibia, Mpumalanga and Kwazulu Natal all going out to their branches to mobilise.The programme is yielding positive results,” he said.

Of late there have been incidences of fire breakouts in South Africa with citizens leaving heaters, and lanterns unattended to overnight as an option to fend off cold temperatures.

South Africa is experiencing rolling electricity blackouts due to inadequate supply, faulty power stations and the designate parastatal Eskom is battling tooth and nail to supply power nationwide.

The power utility is juggling loadshedding schedules as a result.

Last month two security officers died in their sleep allegedly from carbon dioxide inhalation when they left a heater unattended overnight in their locked room.

Mwonzora To Form Govt With Mnangagwa | OPINION

In their controversial secret meeting held last week, Douglas Mwonzora and President Mnangagwa agreed to cancel by- elections and introduce a bill that will ban by-elections for the next ten years. They also planned to have a political party with the recalled, dead MP or councillor to be replaced without going through an election.

The two politicians also agreed to move the 2023 elections to 2030 through the formation of a government of national unity with Mwonzora becoming the Prime Minister while other POLAD members are allocated deputy-ministerial posts. Mwonzora also requested President Mnangagwa to allocate residential stands,farming plots & mining claims to MDC-T officials.

The desperate MDC-T leader is currently setting up his national structures in preparation for the mooted unity government. After failing dismally to get grassroots support across the country, Mwonzora is now using ZANU PF military power to destroy MDC-ALLIANCE. The military takeover of HARVEST HOUSE was a clear sign that Zimbabwe’s military government is allergic to opposition politics.

Energised by millions of government funding, Mwonzora is on a special assignment to destroy Chamisa’s political career.

Douglas Mwonzora is now one of President Mnangagwa’s Special Advisors, holding secret meetings with senior ZANU PF officials without the knowledge of MDC-T leadership. Mwonzora has repeatedly failed to disprove allegations that he a ZANU PF ’employee’ running a ZANU PF spying agency.

After Thokozani Khupe failed to destroy MDC-ALLIANCE, Mwonzora controversially took over the reigns through a ZANU PF- arranged elective congress. Soon after the chaotic congress Mwonzora promised his ‘masters’ to finish- off Chamisa if he gets enough funding and government back-up.

WhatsApp Rapist Arrested

A man suspected of raping scores of women in Masvingo after using WhatsApp platforms to lure them was arrested by Police in Masvingo at 1pm yesterday.

Sources quoted by The Mirror said Police who were armed with information from Econet used dogs to arrest Petros Mudzingwa (30) after he was cornered in Morningside.

The Mirror stated that the sources are reliable.

A parade for victims to identify the suspect is expected to be held at Masvingo Central today.

Impeccable sources told The Mirror that so far two raped women have been positively linked to Mudzingwa. Various other unresolved rape cases have been reopened to see if the suspect was not involved.

Mudzingwa who comes from Jonathan Village in Chikarudzo under Chief Mugabe but of no fixed aboard in Masvingo allegedly frequented low density suburbs like Morningside, Rhodhene, Zimre Park and Eastvale where he targeted women for robbery and rape.

Police Spokesperson Kudakwashe Dewa confirmed the case and said Police is now following numerous other leads. He would not discuss the issue of an identification parade.

The last straw for Mudzingwa came when he allegedly saw a message from a woman on a WhatsApp group who was looking for her lost personal documents including her passport and national identity card. After seeing the message, Mudzingwa allegedly contacted her pretending that he found the documents.

He lured the woman to a secluded place in Morningside where he allegedly raped and robbed her of valuables.

Emotive Moment As Ramos Bids Farewell To Real Madrid

Real Madrid captain Sergio Ramos says he never wanted to leave the Spanish giants and he was actually surprised when he was informed that the offer given to him initially, had expired.

The 13-time European champions shocked the world yesterday when they revealed that Ramos (35) will leave the club after 16 years of service, as contract renewal negotiations between the two parties hit a snag.

In his farewell press conference today, Ramos said his intention was never to leave Madrid.

President Chamisa Denounces Political Violence

Tinashe Sambiri|MDC Alliance leader President Nelson Chamisa has denounced political violence and intimidation of citizens by the Zanu PF regime.

President Chamisa made the remarks at the burial of four of the five Gutu accident victims in Chiwara on Wednesday.

President Chamisa described attempts by Zanu PF bigwigs to block him from addressing mourners as unfortunate and unexpected.

“We are here to mourn the tragic departure of our relatives.This is not a political gathering.

We therefore acknowledge the presence of political parties here.

Nobody should say this one has no right to address mourners.

I was surprised to note that my own uncle who is a Zanu PF councillor refused to greet me.That is very unfortunate…

At this gathering we are not representing political parties,” said President Chamisa.

” We are going through a grieving process and that is the most important factor here- politics aside ladies and gentlemen.

This is not the time for bickering. Pupurai Togarepi is my relative so why should we fight at a funeral? It’s very unfortunate,” added President Chamisa.

WATCH: Millions Lost As ZRP Offices Gutted By Fire

This was caused by an electric fault, the state media reported.

Bulawayo fire department acting chief fire officer, Mr Linos Phiri said preliminary investigations revealed that the fire was caused by an electrical fault.

“For now, our investigations are pointing to an electrical fault but we will have a final report by Saturday,” he time the state media.

Botswana Declares 7 Days Of Mourning Dr Kaunda

Tinashe Sambiri|The late former President of the Republic of Zambia, Dr Kenneth Kaunda was a selfless leader who dedicated his time to the struggle for freedom and emancipation of Africans.

Following his death on Thursday, President Edgar Lungu of Zambia has declared 21 days of national mourning in which all activities of entertainment nature have been suspended.

Botswana President Dr Mokgweetsi Eric Keabetswe Masisi has declared a seven (7) day mourning period following the death of the founding President of the Republic of Zambia.

The President of Botswana has also decreed that all flags must fly at half-mast during the mourning period.

Gertrude and I are downcast and shattered by the news of the demise of our mentor and friend former President Dr. Kenneth Kaunda who has passed on yesterday June 17th after an episode of sickness at the Maina Soko Medical Centre in Lusaka.

Kaunda is a hero who fought very hard for the liberation of his people and the entire Africa. He put Africa and his people first; a thing that all leaders must emulate.

Earthquake Hits Kariba

 

Another earthquake rattled Kariba this morning with the epicentre estimated to be in Lake Kariba, several kilometres away from the one felt on Tuesday night.

This morning’s earthquake slightly increased in intensity to record 3,9 Magnitude on the Richter Scale. Tuesday’s quake was minor at Magnitude 3,6.

“An earthquake was felt in Kariba this morning the 18th June 2021 at 0735 local time,” said the Meteorological Services Department (MSD) in an update.

“Preliminary location shows that the earthquake occurred at Latitude -17.045 S and Longitude 27.941E and the magnitude was determined to be 3.9. The epicentre is in Lake Kariba.”

The last earthquake was inland. There were no reports of damage.- Herald

Kaunda, A Continental Hero

By Dr Takavafira M. Zhou | It is with a heavy heart that we have learnt of the death of Zambian founding President, Kenneth Kaunda. Kaunda was President in the period 1964-1991. Not only did Zambians contribute greatly to the development of colonial Zimbabwe during the Federation of Rhodesia and Nyasaland, 1953-1963, but the liberation struggle in Zimbabwe would be incomplete without mentioning the role of Kenneth Kaunda, other Frontline states and the sacrifice that Zambians made.

Zambia was the first country to host both ZAPU and ZANU and assist in the prosecution of the war from the 1960s. JZ Moyo, Nikhita Mangena, Dumiso Dabengwa, Akim Ndlovu, Lookout Masuku, Herbert Chitepo, Josiah Mangama Tongogara, Henry Kamadziripi, Rugare Gumbo, Mukudzei Mudzi, Kumbirai Kangai, Simbi Mubako, etc, perfected war strategies with the full support of Kenneth Kaunda and majority of Zambians. Kaunda was clear that the independence of Zambia was incomplete without the liberation of other Southern African states.

*One Zambia, one Nation*, Kaunda would say. *UNIP is like fire, if you touch it you will burn*, he remarked. Other than leading the liberation of Zambia and supporting liberation struggles in Southern Africa, Kaunda must be credited for accepting multi-partism in Zambia, let alone defeat in elections in 1991, unlike other African leaders who suffer from the Big Man syndrome. Not surprisingly, he lived a happy life as former President for so many years only to die at 97.

We pass our heartfelt condolences to the Kaunda family in particular and Zambians in general. Kaunda was a great man, a father figure to many, a leader whose leadership qualities reverberated across Africa, a Pan Africanist and humanist. Go well hero of heroes, for you fought a good battle and liberated many other countries. We will always be greatful to such a great leader, an advocate of peace, unity, service and self-sacrifice. If only African leaders would learn from you, elections in Africa would be free, fair and credible, and foster sustainable unity in diversity.
