BREAKING: Fire Guts ZESA Power Station, 140MW Lost

By Farai D Hove | The Zimbabwe Electricity Supply Authority reports that there was a fire at its Hwange power station Wednesday night, ZinEye can reveal.

The parastatal said the fire was so devastating that the nation lost over 140MW of power.

ZESA Holdings wishes to advise its valued stakeholders that one of the units at Hwange Power Station caught fire around 1700hrs this evening.  According to ZESA Holdings Executive Chairman Dr. Sydney Gata, the fire broke out in the Unit 1 boiler as a result of a leak in the diesel supply fuel line and lasted for about forty minutes. There were no casualties arising from the fire.
Although we lost 140MW leading to load shedding between 1730hrs and 2030hrs due to suspension of load on units 2 and 5, we are in the process of firing the two units to restore power supply to the national grid.  Normal supply is expected to resume on Thursday the 11tuh of February 2021.

“Kiss Of Death” For ZW$5 Notes?

By A Correspondent- Some informal traders such as tuckshops, vendors and other similar businesses are no longer accepting ZWL$5.00 notes.

A survey conducted by a local publication at Harare’s Mbare Musika on Tuesday revealed that the notes have effectively been demonetised by the traders.

Only the major formal retailers such as OK Supermarkets, Colcom and Farmer’s shops were still accepting the notes.

While it is not clear why informal traders have “demonetised” the ZWL$5.00 notes, the recent spike in black market rates could have made their use inconvenient as one would need about 20 notes to buy US$1.00. ZIMPRICECHECK.COM hypothesises:

We are just speculating at this point. The truth is that most vendors use the money to buy foreign currency once they are done selling their wares.

Money changers are refusing these notes so the vendors cannot dispose of them. To prevent further loses they simply refuse to take them. That’s like the kiss of death.

If sellers won’t take them the public won’t take them either and just like that the note is demonetised.

So why are money changers refusing the note? Well, it could be because with rates having risen again and prices with them, small notes just become a burden.

They are harder to count and transact with leading to errors and time wasted counting and double-counting.

They are also bulky making you a police target as they are harder to hide. So as with coins they just refuse to take them and just like that it’s over for them.

The Reserve Bank of Zimbabwe (RBZ) has been slow to act as far as introducing higher denominations is concerned and this has made transacting in cash a cumbersome exercise as one would need to carry around “bricks’.

Early this year, RBZ Monetary Policy Committee member, Eddie Cross, said that $50, $100 and $200 banknotes will be introduced this year to complement the $2, $5, $10 and $20 notes already in circulation.

Lightning Tragedy In Madziwa

By A Correspondent- A Madziwa farmer was killed by lightning on Monday after she had sought shelter in a tobacco barn

Moreblessing Kaminga (23) was fatally struck by a bolt of lighting while in the golden leaf barn.

Mashonaland Central police spokesperson Inspector Milton Mundembe confirmed the case.

“I can confirm a sudden death case in Madziwa where a female adult was fatally struck by a bolt of lightning while seeking shelter during rains in a tobacco barn,” Mundembe said.

Allegations are that the now deceased Kaminga was coming from the fields with her husband Staginet Nyamusara (30) when it started raining.

The couple sought shelter in a tobacco barn which was subsequently struck by lightning killing Kaminga on the spot.

Police warned people to avoid going to the fields during rains and avoid seeking shelter in unorthodox places including tobacco barns

Siyachitema Family Loses 5 Members To Covid-19

By A Correspondent- The Anglican Church’s Diocese of Harare has appealed to congregants to help one of its bishops who lost five family members in a space of few weeks.

In a letter dated February 4, the Bishop of the Harare Diocese, Right Reverend Dr Farai Mutamiri, notified church members that Bishop Jonathan Siyachitema lost his wife Rosemary, the executive director of the Consumer Council of Zimbabwe.

Mutamiri also revealed that Bishop Siyachitema’s daughters, Elizabeth and Rosemary, as well as brother, Reverend Fanuel Siyachitema, and sister, Mrs Judith Bindu, had all succumbed to COVID-19.

He wrote:

As your bishop I am, therefore, appealing to you that, we create a platform at the diocesan level, to pull our little resources together (chema) which we can handover to the family as the diocese of Harare.

This is to try and mitigate the financial challenges that go with the handling of funerals.

May you extend this appeal to guilds and individuals in our churches.

Mutamiri also consoled the Siyachitema family, assuring that they were in the church’s prayers and encouraged them to draw strength from the Word of God.

He said:

As a church, we pray for the Lord Almighty to give him the strength to hold on to his faith even in these dark hours of his life.

May God heal their broken hearts and bring that peace which passes all understanding throughout this sad and sorrowful phase in the family’s life.

May Bishop Jonathan also draw strength from the words of the Psalmist in Psalm 71.

Daring Robber Steals US$11k, Pistol

By A Correspondent- A 62 year old man from Bulawayo lost US$11 000 and a pistol from a vehicle he had left parked while he did his shopping at Hillside shopping centre, police have confirmed.

Through their Twitter account, police said the man had left his female employee (28) in his vehicle whilst proceeding to a shop to buy food on 6 February.

Before the man returned to the vehicle, an unknown man approached the vehicle and told the employee that she was wanted in the shop by her employer.

Police said:

She then left the vehicle unlocked and went into the shop. The employer became suspicious on seeing his employee in the shop asking him why he had called her.

He rushed out to the vehicle and discovered that a laptop bag containing cash (USD11 000.00) and a pistol had been stolen.

Another Murambatsvina Imminent

By A Correspondent- City of Harare (CoH) has advised owners of illegal structures such at tuckshops to remove them before 18 February, or risk having them demolished by bulldozers.

In a notice posted on its social media channels this Wednesday, the Harare City Council (HCC) said it will soon embark on an operation to remove illegal structures, starting with Mbare high-density suburb and the move other areas. CoH said:

Council has noted with concern the re-emergence of illegal vending stalls and tuckshops on public spaces (road verges and open spaces) and on residential stands within Harare’s confines in contravention of section 24 of the Regional, Town and Country Planning Act.

For the avoidance of doubt, tuckshops remain prohibited and any person operating a tuckshop whether within their residential stand, on public open space or road verge is doing so illegally.

Those operating illegal tuckshops are advised to immediately cease the activity, remove the illegal structures being used for tuckshop purposes and restore the land to its intended and designated use.

Removal of illegal tuckshops and vending stalls begins in Mbare on Thursday 18 February 2021 and extend to other suburbs thereafter.

Residents are urged to get all their building stages approved and to commence construction work when their building plans have been approved.

Evidence on the ground shows there are residents taking advantage of the non-visibility of our Development Control and Building Inspectors due to COVID-19 lockdown, to engage in invasion of Council land and construction of illegal houses.

Those structures will be removed and offenders prosecuted.

“Special Taskforce To Deal With Land Barons”: Govt

By A Correspondent- Cabinet yesterday declared the country’s road network a state of disaster as most of the roads have become untrafficable following damage by heavy rains being received across the country.

The declaration would trigger mobilisation and the release of funds to attend to the damaged roads. In light of the heavy rains, Cabinet also warned citizens that the country is at high risk of being hit by floods among other natural disasters.

Presenting the first 2021 post-Cabinet media briefing, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa said the poor state of the roads was affecting efficient service delivery countrywide.

“Following a presentation on the state of the country’s roads by the Minister of Local Government and Public Works July Moyo, Cabinet noted that due to extensive damages to roads, some areas have been rendered inaccessible. This state of affairs had adversely affected socio-economic activities such as distribution of food, inputs and delivery of important services. Cabinet has resolved that all roads in the country be declared a state of disaster,” said Minister Mutsvangwa.

“The declaration would facilitate the release of resources for the repair and rehabilitation of all roads that require such works. The restorative works will cover all urban areas as well as the rural trunk roads. It will also pave way for the standardisation of quality roads under the Ministry of Transport and Infrastructure Development. The necessary legal procedures to give effect to the declaration is being worked on.”

She said due to the rains anticipated until the end of the rainy season next month, the public should be on high alert.

“People in malaria-prone areas should take necessary precautions, while those in flood-prone areas should relocate to high ground. Government will continue to institute measures to protect its citizens in the advent of natural hazards,” she said.

The minister said the rains have also exposed the irregular and dysfunctional settlements in local authorities which need immediate addressing.

Minister Mutsvangwa said Government has set up a special taskforce to arrest land barons and officials who were involved in the illegal parcelling of state, municipal and private land to unsuspecting homeseekers.

Some of the homeseekers were allocated land where there are no services such as sewer, water and electricity which is expected with urban dwellers.

“Land barons were working in cahoots with corrupt State and municipal officers and fleecing unsuspecting home-seekers. Also evident is the widespread contamination of watercourses and water bodies, environmental degradation and the destruction of flora and habitats for fauna, and an emerging threat to public health,” said Minister.

She said Cabinet has created a team to correct the illegal settlement situation in urban centres while arresting culprits.-statemedia

Man Stabs Colleague Over Affair With Wife

AN imbiber at a shebeen in Bulawayo allegedly ganged up with a friend and fatally stabbed their drinking mate for allegedly having an adulterous affair with his wife.

Peter Moyo (37) of Cowdray Park suburb had a misunderstanding with Ben Sibanda whom he accused of having an affair with his wife. The dispute degenerated into a fight resulting in Moyo ganging up with Robson Ndlovu who is still at large, and stabbing Sibanda on the head and right collar bone.

Sibanda died on the spot.

Moyo is facing a murder charge in connection with Sibanda’s death.

This emerged when Moyo filed an application for bail pending trial at the Bulawayo High Court citing the State as a respondent.

Moyo, who is a self-actor, said it is Sibanda who confronted him during a beer drink at a shebeen in Cowdray Park and accused him of having an affair with his wife.

“The deceased was intoxicated and started accusing me of having an affair with his wife before he kicked my container of beer. Robson Ndlovu then struck the deceased on the head with a brick and he sustained injuries leading to his death,” he said.

Moyo said he left the scene and travelled to his rural home in Lupane.

Bulawayo High Court judge Justice Christopher Dube-Banda dismissed Moyo’s application, saying the State has a strong prima facie case against the applicant.

“The allegations against the applicant are very serious. There seems to be evidence linking him to the commission of this offence and in view of that, I find that the State has a strong prima facie against applicant,” ruled the judge.

“I am satisfied that it is not in the interests of justice to admit Peter Moyo to bail pending trial. Wherefore, the application must fail and accordingly, it is dismissed.”

In his bail statement, Moyo said he is not a flight risk, arguing that there was no evidence linking him to the offence which would induce him to abscond trial.

He is denying the charge, saying there were no compelling reasons warranting his continued detention.

For the State, Mr Kudakwashe Jaravaza opposed the application, saying Moyo was likely to abscond given the seriousness of the offence coupled with the fact that his accomplice is still at large.

“After the commission of the offence, the applicant fled from the scene and was arrested the following day at Mbembesi Village in Lupane. Having skipped and jumped before the charges were put to him, there is real risk that upon admission to bail, he will abscond,” he said.

According to court papers, it was stated that on October 29 last year, Moyo, Ndlovu and Sibanda were drinking beer at a shebeen in Cowdray Park when an altercation ensued.

Moyo accused Sibanda of having an affair with his wife and the allegation did not go down well with the deceased resulting in a dispute. The misunderstanding degenerated into a fight during which Ndlovu beat up Sibanda. Moyo pulled out a knife and allegedly stabbed Sibanda on the head and right collar bone and he died on the spot.

Soon after committing the offence, Moyo and Ndlovu fled from the scene leaving the deceased lying dead in a pool of blood.

Freedom At Last For Police “Undermining” Mamombe, Chimbiri

HIGH Court Judge Justice Webster Chinamora on Tuesday 9 February 2021 ended the eight-day detention of Harare West constituency legislator Hon. Joana Mamombe and opposition MDC Alliance party youth leader Cecelia Chimbiri, who had been incarcerated at Chikurubi Maximum Security Prison after they were arrested by Zimbabwe Republic Police
(ZRP) members and charged with undermining police authority.

Hon. Mamombe aged 28 years and Chimbiri aged 32 years, had spent more than one week detained at Chikurubi Maximum Security Prison after Harare Magistrate Stanford Mambanje on 4 February 2021 denied them bail when they appeared at Harare Magistrates Court.

In denying the duo bail, Magistrate Mambanje ruled that it is not in the interests of justice to release them from prison and that there is little reason to trust that they will not commit offences while on bail.

But on Tuesday 9 February 2021, Justice Chinamora set aside Magistrate Mambanje’s decision after ruling that he had erred and misdirected himself in denying bail to Hon. Mamombe and Chimbiri.

Justice Chinamora ordered the duo to pay RTGS$10 000 each as bail money and to report once in a fortnight at Harare Central Police Station until their matter is finalised.

Hon. Mamombe and Chimbiri were arrested by ZRP members on Monday 1 February 2021 in Harare’s central building district and charged with undermining police authority as defined in section 177(b) of the Criminal Law (Codification and Reform) Act alternatively with hindering or obstructing a police officer to perform duties during a national lockdown as defined in section 11 of Statutory Instrument 83 of 2020.

Prosecutors alleged that Hon. Mamombe and Chimbiri undermined police authority by shouting and criticising law enforcement agents who were ferrying some police officers together with accused persons, who had been arrested for yet to be established charges. Prosecutors claim that Hon. Mamombe and Chimbiri questioned the wisdom of police
officers in arresting people and putting them in a truck without observing safe distancing at a time when there is a risk of contracting coronavirus.

According to prosecutors, the conduct of the legislator and the MDC-Alliance party youth leader had the effect of engendering feelings of hostility towards police officers and exposing them to contempt and ridicule.

By A Correspondent- MDC Alliance youth leader Joana Mamombe has undergone a Covid-19 test following her release from Chikurubi Maximum prison.

Mamombe who was incarcerated for ten days together with another party activist Cecelia Chimbiri, was released from prison Tuesday.

She said:

HIGH Court Judge Justice Webster Chinamora on Tuesday 9 February 2021 ended the eight-day detention of Harare West constituency legislator Hon. Joana Mamombe and opposition MDC Alliance party youth leader Cecelia Chimbiri, who had been incarcerated at Chikurubi Maximum Security Prison after they were arrested by Zimbabwe Republic Police
(ZRP) members and charged with undermining police authority.

Hon. Mamombe aged 28 years and Chimbiri aged 32 years, had spent more than one week detained at Chikurubi Maximum Security Prison after Harare Magistrate Stanford Mambanje on 4 February 2021 denied them bail when they appeared at Harare Magistrates Court.

In denying the duo bail, Magistrate Mambanje ruled that it is not in the interests of justice to release them from prison and that there is little reason to trust that they will not commit offences while on bail.

But on Tuesday 9 February 2021, Justice Chinamora set aside Magistrate Mambanje’s decision after ruling that he had erred and misdirected himself in denying bail to Hon. Mamombe and Chimbiri.

Justice Chinamora ordered the duo to pay RTGS$10 000 each as bail money and to report once in a fortnight at Harare Central Police Station until their matter is finalised.

Hon. Mamombe and Chimbiri were arrested by ZRP members on Monday 1 February 2021 in Harare’s central building district and charged with undermining police authority as defined in section 177(b) of the Criminal Law (Codification and Reform) Act alternatively with hindering or obstructing a police officer to perform duties during a national lockdown as defined in section 11 of Statutory Instrument 83 of 2020.

Prosecutors alleged that Hon. Mamombe and Chimbiri undermined police authority by shouting and criticising law enforcement agents who were ferrying some police officers together with accused persons, who had been arrested for yet to be established charges. Prosecutors claim that Hon. Mamombe and Chimbiri questioned the wisdom of police
officers in arresting people and putting them in a truck without observing safe distancing at a time when there is a risk of contracting coronavirus.

According to prosecutors, the conduct of the legislator and the MDC-Alliance party youth leader had the effect of engendering feelings of hostility towards police officers and exposing them to contempt and ridicule.

Judge Ends Mamombe And Chimbiri’s Eight Day Detention

Kaizer Chiefs To Postpone Champions League Trip To Morocco?

Kaizer Chiefs’ CAF Champions League trip to Morocco has been thrown into doubt after the team failed to secure visas on time due to coronavirus travelling restrictions .

Chiefs are scheduled to play Wydad Casablanca on Saturday in a Group C opener.

The Amakhosi squad was initially scheduled to depart today and arrive in North Africa tomorrow.

The game is set for this weekend in Casablanca and is Chiefs’ first ever group stage match.

With just under 12 hours before the Kaizer Chiefs squad is due to depart for Morocco, members of the traveling party have not been issued with visas to enter the North African country despite applications being submitted timeously.

Chiefs are scheduled to face Wydad Casablanca in their first group match of the 2021 CAF Champions League.

After the draw and the fixture announcement, Kaizer Chiefs made all the necessary arrangements to travel including booking flights, securing accommodation, submission of visa applications and everything that is required for the trip.

Following the submission of the application for visas, the club has been in constant communication with CAF, the Moroccan Embassy in SA, South African Embassy in Morocco, SAFA, Wydad Casablanca, the Moroccan football association and the Department of International Relations and Corporation (DIRCO) to ensure that the application for visas is processed and approved.

Wydad did confirm that they are awaiting confirmation from their Ministry of Health to grant Kaizer Chiefs special permission to enter the country because South Africa is on the list of countries that have been banned from entering Morocco due of the high numbers of the Covid-19 infections. No response has been received by Wydad or Kaizer Chiefs to this effect.

Munetsi Recovers From Injury

Marshall Munetsi returned from injury and featured in Stade de Reims’ 3-4 defeat to second tier side Valenciennes in the French Cup.

The Zimbabwean midfielder had been out for two weeks, missing the team’s four games. He was sidelined with a hip injury sustained in late January.

Munetsi recovered ahead of the cup game and was introduced from the bench on the hour.

His recovery is a boost to the national team who have two Afcon qualifying games lined up in March.

Darikwa In Top Form As Wigan Post Crucial Win

Tendayi Darikwa put on another decent performance for Wigan after helping his team win 1-0 at Northampton in the League One on Tuesday.

The Warriors defender has been in top form since switching to the side in January from Nottingham Forest in the Championship. He played the entire game and the appearance was his sixth straight at Wigan.

The 29-year old right back was rated among the best performers on the night after getting a rating of 7.7/10.

Darikwa made 73 touches in the game which includes 18 accurate passes, three crosses and one attempt at goal during his attacking runs.

Mnangagwa Using Surrogates To Destroy Genuine Opposition- President Chamisa

In a strong article published by a leading African publication, President Chamisa accused Mr Mnangagwa of lying to the nation after assuming power in 2017.

Mr Mnangagwa’s new dispensation is killing and tormenting opposition members in spite of promising to uphold democratic principles.

Here in Zimbabwe, we know all about false and misleading promises. When the current regime took power from Robert Mugabe in November 2017, it made grand promises including a new democratic dispensation, respect for human rights and re-engagement with the international community.

But it went on to do the exact opposite – disputed elections, violating human rights, and subverting democracy. Lately, it has been using surrogates to undermine and shut down the opposition. It has taken money due to the opposition and diverted it to its surrogates. It has facilitated the removal of the opposition’s elected representatives from Parliament and local authorities.

Africa cannot afford further corrosions of democracy in this decade. Government should be by the meaningful consent of the people. That consent is transferred through a transparent, free and fair election process. Consent that is coerced is not legitimate consent because it is not free choice. Election results that are announced when there are serious and glaring irregularities lack legitimacy.

The global community should not keep rubber stamping these illegitimate outcomes in the name of maintaining peace. The consequences of such ratifications are the continuation of exclusionary systems of government in the face of a demographic wave.

We have seen four elections in Africa that were compromised by the behaviour of incumbents and institutions meant to uphold electoral integrity. Unfortunately, those elections were sanitized by the global community even in the face of massive irregularities and patently unfair conditions of campaigning.

The following elections should not have been sanitized in any shape or form by the global community. The Zimbabwe 2018 elections, Mozambique 2019 elections, Tanzania 2020 elections and now most recently the Uganda 2021 elections.

These normalisations from the international community perpetuate a culture of unfair competition and illiberal democracy which is anathema to progress.

Let’s consider the Uganda elections, what the world witnessed throughout 2020 and in the final weeks of the election race was the blatant use of power by Yoweri Museveni to derail his opponent for President Bobi Wine:

• The killing of 55 protestors in November 2020 who were protesting after yet another illegitimate arrest of Bobi Wine on spurious grounds;

• The denial of accreditation to international observers which prevented robust scrutiny of the election. The American delegation of observers withdrew from observing the election noting that the election lacked transparency and credibility while a coalition of hundreds of civil society organizations noted that only 10 out of their 1900 accreditation requests had been granted.

• The deliberate internet and social media blackout which was intended to prevent the free flow of information in monitoring the election.

These tactics are not new to me or my fellow Zimbabweans. We have a government legitimacy problem because of a deeply flawed election in 2018. I have seen the Mugabe regime and now Mnangagwa regime roll out the same tactics all of my adult life. When we began the MDC in 1999, it was to fight this culture of despotism. Two decades later, we are still in the trenches, fighting a vicious regime.

Mugabe is gone, but his successor is just a different face with the same methods. As most Zimbabweans have experienced, to their great disappointment, nothing has changed.

Now the dictators are callously exploiting the COVID pandemic to strengthen repression. They have been clamping down on dissent and criticism. In Uganda, Museveni used the pandemic to prevent his main rival from campaigning effectively. In Zimbabwe, the regime suspended by-elections under the guise of fighting the pandemic, but it carried on with its political activities.

The Mnangagwa regime has been arresting opponents and journalists and throwing them into crowded and squalid jails, exposing them to the novel corona virus.

When our spokesperson at the MDC Alliance, Fadzayi Mahere left prison recently, she tested positive for the virus. By arresting her on the most spurious charges alongside journalist Hopewell Chin’ono and our deputy Chairperson Job Sikhala, the regime had deliberately placed her in harm’s way.

The problem is there is no robust peer review among the old generation of African politicians. Dictators that rig elections and use violence against opponents are given a free pass.

That’s what happened in Zimbabwe in 2018. It happened recently in Tanzania and now in Uganda…

Will Logarusic Solve Warriors Goalkeeping Jigsaw?

Since 2019, four different goalkeepers have kept goal for the Warriors.

Edmore ‘ZiKeeper’ Sibanda, George Chigova, Elvis Chipezeze and Talbert Shumba have all some point been in goal for Zimbabwe.

Of the quartet, Baroka’s Chipezeze has regularly been in goal since Afcon 2019 in Egypt, but his injury in Algiers last November resulted in Shumba being thrown into the fray.

The Zambia-based shot stopper was drafted into the Warriors fold ahead of the Algeria double header because United States-based Tatenda Mkuruva could not travel to Zimbabwe due to Covid-19 restrictions.

Another player many felt also deserved a chance against the Desert Foxes is Spain-based Martin Mapisa.

The initial 23 member Warriors squad, which leaked but was disowned by ZIFA days later, had the name of the Aces Youth Academy graduate, who back then was a cover up goalkeeper for Segunda B side Zamora CF.

Mapisa has upgraded though, he became the first ever local player to feature in Spanish football’s oldest tournament, the Copa delRey, when his team was knocked out by Unai Emrey’s Villarreal.

The 22-year-old would go on to make his league debut for Zamora and has kept three clean sheets in the last four top-flight games.

He has only conceded one goal since making his league debut for the team, in the 1-1 draw with Racing Ferol on the 31st of January.

Breast Cancer Can Be Treated If Diagnosed Early

The global cancer landscape is changing, according to WHO experts
, on the eve of World Cancer Day 2021.

Breast cancer has now overtaken lung cancer as the world’s mostly commonly-diagnosed cancer, according to statistics released by the International Agency for Research on Cancer (IARC) in December 2020.

So on World Cancer Day, WHO will host the first of a series of consultations in order to establish a new global breast cancer initiative, which will launch later in 2021. This collaborative effort between WHO, IARC, the International Atomic Energy Agency and other multi-sectoral partners, will reduce deaths from breast cancer by promoting breast health, improving timely cancer detection and ensuring access to quality care.

WHO and the cancer community are responding with renewed urgency to address breast cancer and to respond to the growing cancer burden globally that is straining individuals, communities and health systems.

In the past two decades, the overall number of people diagnosed with cancer nearly doubled, from an estimated 10 million in 2000 to 19.3 million in 2020. Today, one in 5 people worldwide will develop cancer during their lifetime. Projections suggest that the number of people being diagnosed with cancer will increase still further in the coming years, and will be nearly 50% higher in 2040 than in 2020.

The number of deaths from cancer has also increased, from 6.2 million in 2000 to 10 million in 2020. More than one out of every six deaths is due to cancer.

While changes in lifestyle, such as unhealthy diets, insufficient physical activity, use of tobacco and harmful use of alcohol, have all contributed to the increasing cancer burden, a significant proportion can also be attributed to increasing longevity, as the risk of developing cancer increases with age. This reinforces the need to invest in both cancer prevention and cancer control, focusing on actionable cancers like breast, cervical and childhood cancers.

Late diagnosis and lack of access to treatment exacerbated by COVID-19 pandemic

The COVID-19 pandemic has exacerbated the problems of late-stage diagnosis and lack of access to treatment. These occur everywhere but particularly in low- and middle-income countries. In addition to having to cope with the disruption of services, people living with cancer are also at higher risk of severe COVID-19 illness and death.

A WHO survey conducted in 2020 indicated that treatment for cancer had been disrupted in more than 40% of countries surveyed during the pandemic. The findings of the survey have been backed up by published studies indicating that delays in diagnosis are common, while interruptions to and abandonment of therapy have increased significantly. Meanwhile, enrolment in clinical trials and research output have declined.

All stakeholders are working to respond. Some governments have been enabling their populations to seek cancer care safely. Health professionals have adapted treatment to meet the needs of their patients, including through the use of telemedicine, and civil society has supported patients by helping them coordinate their appointments and complete their treatment plans.

World Cancer Day

World Cancer Day, with its slogan “I can and I will”, is also an opportunity to show WHO’s commitment to other major global cancer programmes, on cervical cancer and childhood cancer.

The adoption of the Global strategy to accelerate the elimination of cervical cancer as a public health problem and its associated goals and targets by the World Health Assembly in 2020 has provided added momentum to cervical cancer efforts. Three targets have been set for 2030: 90% of girls fully vaccinated with the HPV vaccine; 70% of women screened; and 90% of women identified with cervical cancer receiving treatment.

Cancer is also a leading cause of death for children and adolescents, with an estimated 400 000 children diagnosed with cancer each year. On International Childhood Cancer Day, 15 February, WHO will be releasing a “how-to” guide for policy-makers and programme managers on strengthening childhood cancer programmes; a new assessment tool to facilitate harmonized data collection and to enable expedited, real-time interpretation of collected data on cancer among children; and an online community-of-practice information-sharing hub for childhood cancer.

Breast, cervical and childhood cancers all have a high chance of cure if diagnosed early and treated appropriately. This World Cancer Day, WHO is moving ahead with our partners around the world in efforts both to prevent and control cancer and also to provide support to all people living with cancer, wherever they live and whatever their circumstances.

Tagwirei Abusing Relationship With ED To Build Own Empire

Business kingpin Kudakwashe Tagwirei, under United States sanctions since August, aims to expand his commanding stake in Zimbabwe’s gold industry – and could end up taking control of the country’s sole gold refinery and marketer, Africa Confidential understands. President Emmerson Mnangagwa and Reserve Bank governor John Mangudya are working on a plan to break up Fidelity Printers and Refiners, the arm of the central bank that is officially the ultimate buyer of all Zimbabwe’s gold.

Fidelity has been much criticised for delaying US dollar payments to licensed gold exporters. As the illegal gold trade, sponsored by politically backed gangs, spirals out of control, the state-owned company has been losing out, depriving the government of hundreds of millions of dollars of revenue.

Gold smuggling is booming in Zimbabwe with consignments worth over US$1.5 billion last year shipped, often hand-carried by politically connected people, to Dubai and India, according to International Crisis Group and other research organisations. But official gold exports through Fidelity fell by almost a quarter to some $800 million last year, according to Reserve Bank figures.

US sanctions have had little effect on Tagwirei’s commercial ambitions and his influence on the government, which has lost some of its leading members such as Foreign Minister Sibusiso Moyo to the coronavirus.

The US Treasury says that Tagwirei – known as ‘Queen Bee’ because of the political and financial power he wields – has used his relationship with Mnangagwa ‘to grow his business empire dramatically and rake in millions of U.S. dollars’. Last year, an audio recording was leaked in which Tagwirei said he was behind the sacking of the country’s Energy Minister Fortune Chasi, having warned him not to ‘ask too many questions about contracts for fuel supplies’ (AC Vol 61 No 17, Inside the state capture project).

Tagwirei has long had a commanding position in Zimbabwe’s $100m-a-month fuel import market, and owns major stakes in banking, telecoms and the country’s largest platinum mines. But it is unclear how much he controls in his own right and to what extent is holding stakes on behalf of top political and military figures.

Should Tagwirei gain control of Fidelity Printers and Refiners, he would become the leading force in the country’s main foreign exchange earner, the gold industry.

Fidelity’s gold purchases amounted to $700m in the first ten months of last year, and its refinery has an annual capacity of 50 tonnes. Fidelity has agents buying on its behalf from artisanal and small-scale miners around the country.

The Reserve Bank is planning to unbundle Fidelity into two business entities – a gold refining unit and a printing and coin minting business. Although it will retain the printing business, the central bank announced that it will offer a 60% stake in the gold refinery and marketing arm to large-scale gold producers, major gold buying agents and small-scale producers through their associations. A three-year average delivery of gold to Fidelity will be used by the RBZ to determine its offer to the various players.

The Reserve Bank has not explained the period over which the three-year average would be worked out, but a mining industry source said this would be calibrated to ensure Tagwirei scoops a sizeable interest in Fidelity. 

The source said Tagwirei and associates in his company Sotic International have been pushing for a model similar to South Africa‘s Rand Refinery, which is owned by major gold mining companies. They were the proponents of the unbundling exercise, the source said, and have been using their influence on the state and its institutions to get a grip on the plant. 

Spree
Tagwirei has been on a buying spree of mining assets in the country, using Sotic or its wholly owned subsidiary Landela Mining Ventures. This included Sotic’s 2019 purchase of a 74.73% stake in Bindura Nickel Corporation from Asa Resources, and Landela’s acquisition of one of Zimbabwe’s biggest gold mines, Freda Rebecca.   

Freda Rebecca was licensed as a gold buyer by Fidelity in June last year. The mining firm has stitched up a lucrative gold-buying funding arrangement with the largest commercial bank in the country, CBZ Holdings, reported to be 30%-owned by a Tagwirei company (AC Vol 60 No 18, Cash at the generals’ command). Freda Rebecca aims to buy a tonne of gold every month for the next three years under the arrangement – equivalent to over 60% of the 19 tonnes that Zimbabwe officially purchased last year. 

Landela also bought Shamva gold mine, with capacity to produce 21,000 ounces (0.6 tonnes) a year, from Mzi Khumalo’s Metallon last year. Khumalo’s operations in Zimbabwe were hobbled by a politically charged dispute with the government, allowing Landela to step in at an advantageous price.

Landela is targeting six more mines, including four that had been mothballed by the Zimbabwe Mining Development Corporation, with a capacity to produce at least 85,000 ounces (2.4 tonnes) a year, according to Sotic CEO David Brown, who is also Landela’s CEO and former chief executive of South African mining company Impala Platinum.

Two of the mines, Metallon-owned Mazowe and Redwing, are ‘as good as in the bag’, according to two sources familiar with discussions. Metallon was forced to put most of its mines under care and maintenance after failing to get ‘proper compensation’ from Fidelity for its gold production. Between 2016 and 2019, the company lost $82m, and sued for a $132m claim for lack of profit during the period.

Considering that Landela also assumed Metallon’s liability in the acquisition of its mines, an industry source speculated that the claim on Fidelity could also be transferred to the new mine owners, who may leverage that for a higher stake in the gold refinery.

‘Unimaginable’
It was Sotic again that was handed the military’s stake in a $4 billion platinum joint venture with Russian investors. Mining executives said the deal was ‘unimaginable’, and suspect that Sotic may simply have acted as a cover for the army, whose involvement was scaring investors away. 

The military, through Zimbabwe Defence Industries, under US sanctions, and the Zimbabwe Mining Development Corporation (ZMDC), together held 30% of the joint venture, known as Great Dyke Investments, also headed by Brown (AC Vol 61 No 19, Heavy Russian metal). 

In December, Mnangagwa disclosed that a new, hitherto unknown entity, Kuvimba Mining House, had become the new owner of Sotic and Landela’s gold and platinum assets. It is once again Brown who is in charge of Kuvimba. 

The government is a 65% shareholder in the new entity, with the remaining 35% belonging to another mysterious company Quorus, registered in Mauritius, where information on ownership is kept secret. ‘Tagwirei is not part of that vehicle. The speculation is unfortunate,’ said Brown. Brown and Finance Minister Mthuli Ncube have not explained how privately held assets, bought using offshore capital, suddenly belonged to the state.

There is no explanation for the latest move, mining sector executives say, other than that the government is now trying to distance Tagwirei from the investments because of the US sanctions.

By A Correspondent- A retired lawyer, Sheila Frances Jarvis and the Zimbabwe Human Rights Association (ZimRights) have taken Justice minister Ziyambi Ziyambi to court over publication of Statutory Instrument (SI) 25 of 2021, which approved increases in deposit fines which police officers at roadblocks have already begun to implement.

Jarvis and ZimRights also cited Finance minister Mthuli Ncube, Home Affairs minister Kazembe Kazembe and the Parliament of Zimbabwe as respondents.

In a chamber application filed at the High Court, Jarvis and ZimRights are seeking an interdict and declaratory relief in terms of order 32, rule 241 as read with section 85 of Constitution.

SI 25 of 2021, which was gazetted on January 25, published the fine increases.

Jarvis, through her lawyer Tonderai Bhatasara, said: “The standard scale of fines for levels four to 14 was doubled from the amounts specified for these levels in the preceding standard scale of fines, but was increased many-fold for levels one to three.

“Level one increased from $200 to $1 000, level two went up from $300 to $2 000 and level three was massively made 10 times what it had been, up from $500 to $5 000. Increases had been gazetted twice in 2020, as prescribed by section 141 of the Criminal Law (Codification and Reform) Act [Chapter 9:23]. Granting the police power to levy fines instead of referring a case to court applies only to levels one, two, and three the three levels which are most severely affected by SI 25 of 2021.”

They said police at roadblocks were not always satisfied with documentation produced by travellers and they demanded payment of spot fines instead.

“Consequently, the average citizen like me must pay in cash or risk arrest. Police have been ordered not to take any United States dollars or EcoCash or similar payment. Zimbabwean (dollar) notes are scarce. Even when a bank has these, the Reserve Bank of Zimbabwe limits it to issuing us with just $1 000 in cash each week,” she said.

Jarvis said SI 25 of 2021 was not issued in accordance with the law, hence it must be declared a legal nullity.

ZimRights executive director Dzikamai Bere also said since SI 25 of 2021 was not made in accordance with the law, it is a legal nullity, and violates section 56 of the Constitution.-newsday

Grade 7 Results Torch Storm

By A Correspondent- Tempers flared this week over the poor 2020 Grade 7 results with teachers’ unions and Presidential spokesperson George Charamba blaming each other for the below par performance.

Charamba said better results would have been achieved if the majority of teachers were dedicated to duty.

He labelled some teachers’ union leaders “criminals” bent on tarnishing government’s image instead of promoting development of the education sector.

His remarks came after the Amalgamated Rural Teachers’ Union of Zimbabwe (Artuz) and the Progressive Teachers’ Union of Zimbabwe (PTUZ) heaped the blame on government, accusing it of neglecting basic school infrastructure and denying rural schools access to e-learning facilities.

They posted pictures of classroom blocks made of poll and dagga and said government should not expect pupils to produce good results under such an environment.

A total of 88 schools, mostly in the rural areas recorded a 0% pass rate, which resulted in some teachers’ unions attributing the high failure rate to government’s neglect of rural schools.

Most of the schools that registered a 0% pass rate are in the Matabeleland region.

Their metropolitan counterparts resorted to online lessons during the lockdown period, and fared better.

Charamba dismissed claims that the absence of proper infrastructure contributed to the poor pass rate.

“One lie which errant unions in the education sector are selling to us is a causal link between schools infrastructure and pupil performance. This is a blue lie. Some rural schools with good infrastructure delivered very bad results, thanks to their desultory teachers,” he tweeted.

“Others with modest infrastructure delivered some of the best results, thanks to their dedicated staff. Tell no lies Artuz, PTUZ. You are criminals!”

PTUZ secretary-general Raymond Majongwe could not take it lying down, challenging government to prove its allegations.

“If representing teachers and defending the interests of the poor is a crime, then surely we are criminals ready to be tried in a competent court of law. We are waiting for the trial date,” Majongwe sarcastically said in an interview with NewsDay.

In 2015, the Grade 7 pass rate was 38,3%, 2016 (42%), 2017 (44%), and in 2019, the pass rate dropped to 36,9% and it rose slightly to 37,11% in 2020.

Contacted for comment over the poor Grade 7 results, Primary and Secondary Education ministry secretary Tumisang Thabela referred questions to the ministry’s communications department, which, however, had not responded to questions from NewsDay by the time of going to print last night.

Meanwhile, opposition MDC Alliance leader Nelson Chamisa attributed the poor pass rate to what he termed “a bad and irresponsible government”.

Said Chamisa:

“It’s impossible to have good results from a bad and irresponsible government. Results are a reflection of input and support. We must address teachers’ conditions of service, have ‘SMART’ planning and funding. It’s a governance and leadership problem. We must fix it!

“The Grade 7 results reflect a lack of support and investment to the education sector over time. It shows skewed priorities by the government which is robbing our future generations.-newsday

Shava Appointment Hailed By G40 Kingpins

By A Correspondent- Newly-appointed foreign affairs minister Frederick Shava has won the praise of exiled G40 kingpins Walter Mzembi and Saviour Kasukuwere despite being dragged online by critics, citing his role in the notorious Willowgate corruption scandal for which he earned a nine months’ jail sentence.

Shava was plucked from his posting as United Nations (UN) ambassador by President Emmerson Mnangagwa on Monday and put in charge of the daunting portfolio following the death of Sibusiso Moyo from Covid-19 last month.

Mnangagwa made a handful other changes to his cabinet.

Critics objected to Shava’s new posting, raising his fraudulent history after being implicated in the Willowgate graft scandal in 1988 where he and other cabinet ministers were accused of buying cars and reselling them at overblown prices, raking in enormous profits and lining their pockets.

He was found guilty of lying under oath about the “feeding frenzy” and sentenced to nine months in jail but was saved by President Robert Mugabe with a pardon.

Still, former tourism minister Mzembi congratulated Shava on Twitter saying he possessed the requisite acumen and credentials for his new assignment.

“This is an appropriate appointment, he is an experienced diplomat with multilateral UN station and Sino geopolitical experience,” Mzembi gushed.

“Cabinet is not new to him, and he should hit the ground running. Congratulations to ambassador Shava.”

The former UN ambassador also earned praise from Kasukuwere who called him “a balanced and experienced diplomat.”

“He has the appropriate credentials to go with his new assignment and a matured approach to issues. All the best Dr. Shava, all eyes on you,” Kasukuwere tweeted.

But another G40 principal Professor Jonathan Moyo, who skipped the country and sought refuge in Kenya in the middle of the 2017 military coup, had a different take.

The political scientist viewed the appointment as a tribal-driven gambit by Mnangagwa to consolidate power while isolating his deputy Constantino Chiwenga and the military, which has a huge stake in the governance of the country.

“With this appointment and that of Felix Mhona as transport minister, General Chiwenga is now the only coup soldier remaining in Cabinet, which is now full of Mnangagwa homies!” Moyo observed.

Echoing a sea of critics, political analyst Dr. Pedzisai Ruhanya took issue with Mzembi and Kasukuwere for extolling a “fraudulent character.”

“Including his fraudulent history in the Willowgate scandal and the famous Justice Sandura Commission. Let’s not celebrate fraudulent characters convicted by the courts of law. We need a government of laws, not fraudsters,” critiqued Ruhanya.

But Kasukuwere defended Shava saying he was a rehabilitated cadre with a better ‘moral’ standing compared to some current cabinet ministers.

“No chief. Knowing what I know about the cabinet, he is better! He was punished and pardoned. He spent quite a long time as a backbencher and I will not judge him harshly seeing that he did show remorse and exercised extreme discipline over the years. He made a mistake and acknowledged his failings,” Kasukuwere added.-ZimLive

“Cowardly Daily News Answer Did Not Fool Anyone, Certainly Not The Investors”

By Patrick Guramatunhu- Rinemanyanga hariputirwi!” (No matter how seemingly clever the deception, the truth will always come out in the end!) so goes the Shona adage. 

The Kim dynasty has ruled North Korea since 1948 for three generations. Kim Jong-un, the current Supreme Leader’s, grandfather Kim Il-sung made himself the Supreme Leader with all the absolute power of an autocratic and tyrannical ruler. And yet, he named the country The Democratic Republic Of North Korea. His son and now his grandson have all kept the country’s name for the same purpose – to deceive! 

“It has been painful to watch over the past few days the desperation with which the small cast of know-it-alls, that is contributing so much to the country’s toxic politics, has been attacking talk about the urgent need for national dialogue in the country,” reported Daily News. 

“Our hope, in this regard, is that the intended beneficiaries of the regular poisonous epistles will continue to see them for what they are – disastrous “advice” that is guaranteed to end otherwise promising careers in the fast-changing local political terrain.”

Cut!

As one of those “small cast of know-it-alls” who have dismissed the Daily News’ proposed Mnangagwa, Chamisa and Mwonzora, “The big three”, political dialogue as a total waste of time. I will state why it is a waste of time; the three are the ones who got us into this mess; they are the problem and cannot be, can never be, the solution to the problem too!

Zanu PF leaders created and have ruthless retained this de facto one party dictatorship for selfish political gain. 40 years corrupt, incompetent and tyrannical rule have left the country in economic ruins and political paralysis, stuck as we with corrupt and incompetent politicians on both sides of the political divide.

MDC leaders had the golden opportunity to implement the democratic reforms to end the dictatorship during the 2008 to 2013 GNU. They failed to get even one reform implemented. To make matters worse, the MDC leaders completely abandon the fight for free and fair elections and participated in flawed and illegal elections for the sake of the few gravy train seats Zanu PF offered as bait. By participating in the flawed elections MDC gave Zanu PF legitimacy. 

What the country has needed to get us out of the hell-on-earth, Zanu PF landed us into and MDC has done its bit to keep us stuck there, is to implement the democratic reforms. The challenge has to been finding the competent men and women to carry out this important task.

Let’s return to Daily News.

“What these Smart Alecs seem oblivious to, or is it that they conveniently choose to ignore this reality, is that Zanu PF actually doesn’t care much about the mooted national dialogue, as the ruling party believes – rightly or wrongly – that it won squarely the 2018 parliamentary and presidential elections, and thus does not really need to talk to anyone.”

The country’s failure to hold free, fair and credible elections is the root cause of Zimbabwe’s economic and political crisis and therefore whether or not the  July 2018 elections were rigged too have huge implications to our efforts to end the crisis. We cannot seek a way out of this mess without first answering the question; was the July 2018 election free, fair and credible?

We know 3 million Zimbabweans in the diaspora were denied the vote and  Mnangagwa reportedly got 2.4 million to win the presidency. Many election observers reported that the election process lacked transparency, traceability and verifiability. ZEC failed to produce a verified voters’ roll. 

In the light of the above the only reason why Zanu PF would still “believes that it won squarely the 2018 elections” for the same reason Kim Jong-un believes North Korea is a democratic republic – to deceive.   

As for the Daily News, the paper claiming “Tells it like it is!”, it is shocking that even now with all the benefit of hindsight it cannot make up its mind whether the July 2018 elections were free, fair and credible. Instead of giving a clear cut answer on this, the big issue of our generation the paper merely restating Zanu PF’s position and hide behind cowardly caveat of “rightly and wrongly”. 

The truth is the cowardly Daily News answer did not fool anyone, certainly not the investors who have stayed away from investing in Zimbabwe because the country is, rightly, viewed as a pariah state ruled by corrupt, incompetent, vote rigging and murderous thugs. 

By blatantly rigging the 2018 elections, Mnangagwa confirmed Zimbabwe was still a pariah state as during Mugabe’s days, the November 2017 military coup had changed nothing. Investor have shied away from Zimbabwe because they do not do business with thugs. 

The purpose of proposed political dialogue is have a new GNU, Zanu PF in all but name, in the hope investors will be fooled into believe Zimbabwe had finally cast off its pariah state characteristic. Zanu PF will never implement the reforms and so nothing will change. Absolutely nothing!  

“Our pledge to our readers is that we will never yield to dubious agendas nor abdicate our key watchdog role, as well as our truthful, non-partisan approach to news – even if this may displease some misguided people,” concluded Daily News.

Well then the Daily News must give a truthful answer to the question; Were the 2018 elections free, fair and credible? 

The Daily News will not accept that Zanu PF rigged the July 2018 elections just as the party has rigged many other elections in the past. Mnangagwa’s “Zimbabwe is open for business!” call has failed to attract the investors because no one wants to do business in a pariah state. 

All this talk of a new GNU is to give Zanu PF a new name and, hopefully new legitimacy. No one will be fooled; it will take a lot more than a few MDC manikins in the Zanu PF cabinet to transform a pariah state into a democracy! 

Of course, it is insane to still be trying to dig ourselves out of this economic and political crisis by appeasing the vote rigging Zanu PF; repeating, 40 years and counting, the same foolishness behind the crisis. 

It does not help when the institutions, the media, the intelligentsia, etc. who should be warning society against foolish behaviour are the ones cheering and applauding the madness!

Imbiber Kills Drinking Mate For Dating His Wife

AN imbiber at a shebeen in Bulawayo allegedly ganged up with a friend and fatally stabbed their drinking mate for allegedly having an adulterous affair with his wife.

Peter Moyo (37) of Cowdray Park suburb had a misunderstanding with Ben Sibanda whom he accused of having an affair with his wife. The dispute degenerated into a fight resulting in Moyo ganging up with Robson Ndlovu who is still at large, and stabbing Sibanda on the head and right collar bone.

Sibanda died on the spot.

Moyo is facing a murder charge in connection with Sibanda’s death.

This emerged when Moyo filed an application for bail pending trial at the Bulawayo High Court citing the State as a respondent.

Moyo, who is a self-actor, said it is Sibanda who confronted him during a beer drink at a shebeen in Cowdray Park and accused him of having an affair with his wife.

“The deceased was intoxicated and started accusing me of having an affair with his wife before he kicked my container of beer. Robson Ndlovu then struck the deceased on the head with a brick and he sustained injuries leading to his death,” he said.

Moyo said he left the scene and travelled to his rural home in Lupane.

Bulawayo High Court judge Justice Christopher Dube-Banda dismissed Moyo’s application, saying the State has a strong prima facie case against the applicant.

“The allegations against the applicant are very serious. There seems to be evidence linking him to the commission of this offence and in view of that, I find that the State has a strong prima facie against applicant,” ruled the judge.

“I am satisfied that it is not in the interests of justice to admit Peter Moyo to bail pending trial. Wherefore, the application must fail and accordingly, it is dismissed.”

In his bail statement, Moyo said he is not a flight risk, arguing that there was no evidence linking him to the offence which would induce him to abscond trial.

He is denying the charge, saying there were no compelling reasons warranting his continued detention.

“After the commission of the offence, the applicant fled from the scene and was arrested the following day at Mbembesi Village in Lupane. Having skipped and jumped before the charges were put to him, there is real risk that upon admission to bail, he will abscond,” he said.

According to court papers, it was stated that on October 29 last year, Moyo, Ndlovu and Sibanda were drinking beer at a shebeen in Cowdray Park when an altercation ensued.

Moyo accused Sibanda of having an affair with his wife and the allegation did not go down well with the deceased resulting in a dispute. The misunderstanding degenerated into a fight during which Ndlovu beat up Sibanda. Moyo pulled out a knife and allegedly stabbed Sibanda on the head and right collar bone and he died on the spot.

Soon after committing the offence, Moyo and Ndlovu fled from the scene leaving the deceased lying dead in a pool of blood.

Moyo was arrested the following day at his rural home in Mbembesi Village in Lupane following a tip off.

Fresh Freedom Bid For Incarcerated Student Activist, Allan Moyo

By Jane Mlambo| The Zimbabwe Lawyers for Human Rights has begun a fresh bid to get student activist Allan Moyo released from remand prison.

Allan Moyo has been in remand detention for over 60 days now, with his bail appeal at the High Court hitting a brick wall.

ZLHR said its application for bail on changed circumstances was dismissed by the Harare magistrates court on the grounds that Moyo was of no fixed abode.

“ZLHR made 3rd attempt to get student activist #AlanMoyo released. He has been in custody since 7 Dec 2020. Application for bail on changed circumstances was dismissed by Magistrate who decided that Alan was of no fixed abode. An appeal will be filed at High Court.”

Allan Moyo was arrested in December last year and charged with inciting public violence following his address to commuters at Copacabana bus terminus.

He has been in prison since then and had his two bail applications at the Magistrates and High Court dismissed prior to the third attempt by lawyers that still did not yield results.

In the article published by Newsday the journalist said that Mrs Monica Mutsvangwa has said that the government is not sure which vaccine to buy.

Senator Mutsvangwa said she frowns at the story and the culture of lying exhibited in this article. The honourable minister fumed at journalists saying she wondered why they cannot keep up with the truth.

The minister was horrified by the lies deliberately peddled as the truth and meant to cause distrust in the government and the vaccine programme which is already underway; The report by the Newsday shows a corrupt and troubled institution; Corrupt not so much in the sense that it accepts bribes but in a systemic sense. It fails to do what it claims to do, what it should do, and what society expects it to do.

The minister has described the misinformation as showing that the news journalists who do not have an urge to tell the truth are entwined in a vicious circle of manipulation, mythmaking, and self-interest.

Journalists who need crises to dramatize news, always end up creating crisis in their writings.

This gives government officials need to appear to be responding to crises thereby wasting time on the real issues. Too often, the crises are not really crises but joint fabrications by the journalists who do not seek to confirm the situation.

The lies by those who bring shame to the profession of journalism always become so ensnared in a symbiotic web of lies that the news media are unable to tell the public what is true and the government is unable to govern effectively trying to reassure the misled public. Such blatant lies go a long way in undermining the efforts of the government in fighting Coronavirus.

In such an environment, the actors who most skillfully create and manipulate crises intend to determine the direction of change.

“Journalists are typically thought of as being credible men and women who disseminate factual information to curious news consumers. They are the first on the scenes covering major events and then informing the public of what they have heard and observed. “ This trust of the journalists by the public is being eroded by those who compromise this beautiful profession by misinformation.

The Newsday reporters decide to push the envelope a bit and let the world know of events that actually did not happen without informing the public of their fabrications, “Lying, deceiving and fabricating are hardly legitimate journalistic methods… No matter how good the story, lying to get it raises as many questions about journalists as their subjects”

But bald-faced lies (whether they involve leaving out the truth or putting in something false), are harmful, as they corrode trust and intimacy.”

A decision has been made, purchase has been made and delivery is enroute, and a roll out plan is complete” said senator Mutsvangwa.

The Government plans to vaccinate 10 million people against the Covid-19 virus for free, as the health system battles to reduce the threat of the global pandemic. So the Newsday by publishing such lies are undermining the government and its work.

Zimbabwe is expected to receive vaccines from The People’s Republic of China next week, while negotiations are ongoing with Russia for procurement of their Sputnik V. India has also promised to provide some vaccines and the country is also joining the African Union (AU) vaccination programme.

Minister Monica Mutsvangwa announced the plan last night after the first Cabinet meeting for this year, saying,
“regarding the Covid-19 vaccination programme, the Ministry of Health and Child Care plans to vaccinate about 60 percent of the country’s population in order to achieve herd immunity (10 million people).”

Minister Mutsvangwa continued saying:
“A development plan mapping the priority groups for roll-out of the vaccine has already been developed.

“Already, Government has set aside US$100 million for the procurement of Covid-19 vaccines. Treasury will continue to ensure funding for procurement of other medical supplies including medicines and Personal Protective Equipment (PPE) in the fight against the Covid-19.

“The Covid-19 vaccines will be administered to citizens freely. The initial consignment will cater for frontline workers, the elderly and other vulnerable groups in Zimbabwe. The administration of the Covid-19 vaccinations in Zimbabwe will be on a voluntary basis.”

Minister Mutsvangwa said while cases are falling, Cabinet had noted that it was imperative to accelerate the acquisition of vaccines to halt a potential third wave.

“Zimbabwe will take decisions independently in the national interest, without undue influence. The vaccination programme shall be undertaken in a structured manner, with groups such as the health frontline workers being accorded first priority.”

President Mnangagwa is on record that the Covid-19 vaccine jabs will be administered for free on everyone willing, this in the interest of public health.

Minister Mutsvangwa gave an update on the expected date of arrival of the vaccines donated by China.

“In terms of vaccine procurement, the Government of the People’s Republic of China extended a donation of 200 000 SINOPHARM Covid-19 vaccine doses.
“The donation and initial batch purchases are expected in Zimbabwe by February 15, 2021, and the first week of March, 2021, respectively. The 76 to 86 per cent efficacy of the SINOPHARM vaccine was endorsed by the World Health Organisation,” she said.

“Efforts to procure other Covid-19 vaccines such as the Sputnik V (Victory) from Russia, among others, are underway.
“India, like China, has also offered a donation and an option to purchase commercially and modalities for this offer are still being worked out,” said Minister Mutsvangwa.
She said Zimbabwe has submitted its expression of interest to participate under the AU Covid-19 Vaccination Programme, on which the private sector support companies will keep 50 percent for their employees.

So the report by the Newsday is fabricated, untrue deeply depressing, knee shaking, and flabbergasting.

Bhebhe Tells Off Mwonzora, Dismisses December Congress

By Jane Mlambo| Expelled MDC-T Organising Secretary Abednico Bhebhe has dealt a major blow to Douglas Mwonzora after turning down his re-admission into the party saying the meeting that presided over the decision had no constitutional mandate to do so.

In a statement yesterday, Bhebhe said the process of his re-admission was fraught with irregularities as he never appealed as stated by the party constitution.

He added that the Extra ordinary congress that elected Mwonzora was chaotic and shambolic while raising concern over the party’s failure to communicate directly with him instead of using the media.

“Following an MDC-T press release 06/02/2021 and the import of its content, I have felt it necessary to respond and clarify on certain perceptions created by that statement either deliberately or inadvertently.

“Under normal circumstances, I would not be addressing such matters through the media but since like all readers I also learnt of the purpoted readmission through the press, it leaves me with no other option but to respond in kind.

“For the benefit of all, the cardinal rule for any re-admission of an expelled member, as provided for in the party constitution is for that concerned member to make an appeal I the next congress. For the record I did not appeal and had no intention whatsoever to appeal to the EOC because of its chaotic and shambolic nature.” said Bhebhe.

He launched a vitrolic attack at Mwonzora for what he termed as portraying him as a desperate politician seeking someone’s benevolence which he said was unacceptable.

“The supposed resolution to re-admit me in the MDC-T as an ordinary party member is not only a violation of the party constitution, unless of course if the said gathering amended that clause as well, but more concerning is the devious portrayal as well as battering my character as if I am a desperate politician seeking someone’s benevolence,” added Bhebhe.

He stated that he did not recognize the outcome of the December congress which declared Mwonzora the winner while calling on the party to sit down and elect an interim leader pending a proper elective meeting.

“I want to make it categorically clear that I do not recognize the outcome of the 27th December 2020 EOC and hence the so called National Council has no legal mandate to re-admit to what I do not even recognize.

“As far as I am concerned the EOC elections were not conducted and hence the amendment of the constitution illegitimate. My position is that the party must sit down and elect an interim leader pending a proper EOC, where every willing member is given a chance to vote or contest for the Presidency,” said Bhebhe.

“Vaccination Of Covid-19 Voluntary”: Gvnt

By A Correspondent- The Health and Child Care deputy minister John Mangwiro on Tuesday said that the government will provide the COVID-19 vaccine free of charge and only those willing will receive the jab.

He also said the country will use structures already in place that have been used previously for other vaccination programmes such as against poliomyelitis.

Said Mangwiro:

The vaccine will be free of charge and only those willing will receive it, but we strongly urge people to take the vaccine.

We already have structures that we have previously used for other vaccination programmes like polio, and these are still in place.

We will need a lot of data. We will also collect blood to check for antibodies to COVID-19 in the participants, and also to check if they had the disease at the time of the test.

We need people to be ready to give the information which will also be critical when getting the second dose, which is administered around 30 days after the first dose.

Meanwhile, Information minister Monica Mutsvangwa told a post-Cabinet media briefing in Harare that the country plans to vaccinate 10 million people.

She said Zimbabwe has already accepted a donation of 200 000 doses of Sinopharm vaccines from China, which are expected in the country by the 15th of February.-newsday

Govt To Demolish Tuckshops

By A Correspondent- City of Harare (CoH) has advised owners of illegal structures such at tuckshops to remove them before 18 February, or risk having them demolished by bulldozers.

In a notice posted on its social media channels this Wednesday, the Harare City Council (HCC) said it will soon embark on an operation to remove illegal structures, starting with Mbare high-density suburb and the move other areas. CoH said:

Council has noted with concern the re-emergence of illegal vending stalls and tuckshops on public spaces (road verges and open spaces) and on residential stands within Harare’s confines in contravention of section 24 of the Regional, Town and Country Planning Act.

For the avoidance of doubt, tuckshops remain prohibited and any person operating a tuckshop whether within their residential stand, on public open space or road verge is doing so illegally.

Those operating illegal tuckshops are advised to immediately cease the activity, remove the illegal structures being used for tuckshop purposes and restore the land to its intended and designated use.

Removal of illegal tuckshops and vending stalls begins in Mbare on Thursday 18 February 2021 and extend to other suburbs thereafter.

Residents are urged to get all their building stages approved and to commence construction work when their building plans have been approved.

Evidence on the ground shows there are residents taking advantage of the non-visibility of our Development Control and Building Inspectors due to COVID-19 lockdown, to engage in invasion of Council land and construction of illegal houses.

Those structures will be removed and offenders prosecuted.

Bushiri Not Yet Off The Hook

By A Correspondent- Enlightened Christian Gathering (ECG) church head Prophet Shepherd Bushiri and wife, Mary, have been summoned to appear in court for their extradition hearings on 8 March in their homeland, Malawi.

The couple appeared in court in Malawi last month, after a warrant of arrest was issued.

The Malawi Director of Public Prosecution had applied to the court to have the Bushiris arrested as they wait for the hearing but Lilongwe Magistrate Viva Nyimba stopped the execution of the arrest.

Nyimba ordered that the Bushiri be summoned on 8 March for the beginning of their hearing. The development was welcomed by the couple’s lawyer Wapona Kita who said:

I am also happy that the State and the Court have assured us that my clients won’t face arrest but they will be appearing before the Court through a way of summons.

The Bushiris fled South Africa in November while on bail. They are charged with theft, fraud and money-laundering.-NyashaTimes

Traders Demonetise ZW$5 Notes

By A Correspondent- Some informal traders such as tuckshops, vendors and other similar businesses are no longer accepting ZWL$5.00 notes.

A survey conducted by a local publication at Harare’s Mbare Musika on Tuesday revealed that the notes have effectively been demonetised by the traders.

Only the major formal retailers such as OK Supermarkets, Colcom and Farmer’s shops were still accepting the notes.

While it is not clear why informal traders have “demonetised” the ZWL$5.00 notes, the recent spike in black market rates could have made their use inconvenient as one would need about 20 notes to buy US$1.00. ZIMPRICECHECK.COM hypothesises:

We are just speculating at this point. The truth is that most vendors use the money to buy foreign currency once they are done selling their wares.

Money changers are refusing these notes so the vendors cannot dispose of them. To prevent further loses they simply refuse to take them. That’s like the kiss of death.

If sellers won’t take them the public won’t take them either and just like that the note is demonetised.

So why are money changers refusing the note? Well, it could be because with rates having risen again and prices with them, small notes just become a burden.

They are harder to count and transact with leading to errors and time wasted counting and double-counting.

They are also bulky making you a police target as they are harder to hide. So as with coins they just refuse to take them and just like that it’s over for them.

The Reserve Bank of Zimbabwe (RBZ) has been slow to act as far as introducing higher denominations is concerned and this has made transacting in cash a cumbersome exercise as one would need to carry around “bricks’.

Early this year, RBZ Monetary Policy Committee member, Eddie Cross, said that $50, $100 and $200 banknotes will be introduced this year to complement the $2, $5, $10 and $20 notes already in circulation.

ARREST OF JOANNA MAMOMBE AND CECILIA CHIMBIRI: A STRATEGIC INSIGHT OF THE ZANU PF OFFENSIVE.

By Sibusisiwe Dlamini- If there is anything Zimbabweans ought to know and acknowledge, it is the tragic fact that Zanu Pf is strategic.

The baseless, illegal arrests of Cecilia, Netsai and Joanna are strategic on the part of Zanu Pf. One should not see them as isolated events perceived from an emotional or moral subjectivity.

These arrests, which have become a normal recurring theme are a means to an end for Zanu Pf objectives, paramount among them, ultimate consolidation of power and insistence of a one-party state.

This article, will sufficiently demonstrates the Zanu Pf strategy, and its implications on the political environment of Zimbabwe, which increasingly is polarized.

The ignominious system has found it difficult to curtail the young vibrant human rights activists from espousing the agenda of liberalization from the current militarized, corrupt government failing dismally and lackadaisically to implement and uphold their manifestos. Police had Joana Mamombe and Cecilia Chimbiri in custody for allegedly using abusive and obscene language to police officers in Harare on the 1st of February 2021.

According to the brief background of these momentum draining arrests, with regards to keeping the government on its toes in light of service delivery, accountability and transparency, they started on 2 March 2019. Joanna Mamombe was the first victim. Her charges were treason, for alleged attempts to overthrow a self-imposed and appointed constitutionally elected government.

To separate the signal from the noise, reasonably, no single woman can unseat a government. From a strategic point of view, her arrest was a curtailing of a potential chain reaction, which otherwise would not have, as claimed by the illegal regime, unseat the government, but forced it to be accountable, and deliver whatever demands the populace were seeking

. It is from this first arrest that we see the first pattern of Zanu Pf’s strategy. That of preserving status quo while curtailing any chain reactions threatening the same status qou.

Fast forward to 13 May, 2020, Mamombe together with Chimbiri and and Marova were abducted by the State. The agents were masked, forcibly took them from a Harare protest against the government’s failure to provide for the poor during the COVID-19 pandemic.

Two days later, the women were found, badly injured and traumatized, by the side of the road sixty miles from Harare. They reported having been tortured and repeatedly sexually assaulted.

They were later released after local and international outcry and pressure, where they were then arrested while seeking medical attention and subsequently detained for what the State said was a lie and grand scheme of self-abduction. One then wonders, would anyone arrange to rape their selves for political clout? 

This was the start of the State sustained persecution against the trio, and where lawfare proved its undeniable, unprecedented utility. From this a pattern emerges of Zanu Pf’s strategy.

However, you can’t have your cake and eat it too. Zanu Pf, in its over zealousness exposes its flanks. That is the undeniable fact that it has, despite repeated calls for more decentralization of power, separation of power, captured the judiciary. The capture of judiciary is of undisposable utility.

Otherwise, the arrests of any threats to the Zanu Pf status qou would go down the drain. The judiciary then becomes an indispensable tool in its strategy to ensure voices such as those of Mamombe and her brave friends are silenced effectively.

Judiciary capture is pivotal in Zanu Pf’s quest of stamping out healthy dissent otherwise functional in a health democratic society. The mechanics of a judiciary capture, loyal, complacent, sympathetic to Zanu Pf’s status quo are simple. 

Simply, individual judges are hijacked from their mandate, which is almost sacred, that of dispensing, equally before the law, justice. An antithesis to Zanu Pf handed down judgements and rullings which proliferate the judiciary. This is why, separation of powers is fundamental to democracy.

Among the burdensome responsibilities the judiciary had, it serves as a vanguard against unchecked concentration of power. Hence, a compromised, dependent judiciary is vital for fruition of Zanu Pf plans tied at realizing an untempered balance of its power.

Back to the baseless charges and their links to Zanu Pf well laid evil plan. The arrest are as a result of a backlash that the trio demonstrated not anything to do with abuse of police and use of obscene words. For the record, the police themselves use obscene words in their training and drills as a sense of immature camredarrie.

In addition, to hitting babies on their mother’s backs, the elderly caught in a crossfire between citizens seeking to express their displeasure and concerns and the overzealous, police, the latter is the most abusive segment of the society.

This crucially points to why the charges are baseless, and subtly indicates an ulterior motive by Zanu Pf hence the exposure of the pattern recognition and exposure of Zanu Pf strategy.  The underlying motive is a reprisal of the flash demonstrations which focuses the spotlight on Zanu Pf, the same spotlight which it shuns like leprosy.

 The arrests then serve as an unconscious warning to citizens to neither temper or threaten the status qou, which is Zanu Pf’s coveted power or to never shine the spotlight on its murky, oblique activities by demonstrating, frightening away so called imagined foreign direct investments, hence the excuse clothed arrests, which otherwise would serve their purpose very well, by discouraging further dissent.

In addition, the captured judiciary, in an overdrive to please its captors will, as demonstrated by its past record, especially after the so-called new dispensation or rather new wine in old skin, has proactively ensured that the detained are exposed to the riskiest conditions ever, especially to the pandemic, and other State shenanigans.

Apparently, this works in a number of following ways. Using Mahere, another perceived problem of the State, the captured judiciary was instrumental in her contracting of the Covid19 virus, with the objective of her demise to it, fortunately the Zanu Pf’s strategy failed in that regards, and any patriotic Zimbabwean continues to hope it will not succeed when it is applied on these genuine, unfaltering daughters of the soil.

In addition, the State, through the captured judiciary sanctioned illegal detentions, has access to the detainees, and might harm or god forbid, kill them. It then would be easy to pin the tragic untimely deaths on the pandemic. Hence, especially now international pressure is at this point and these trying times more than ever needed.

All this is demonstrative of Zanu Pf’s strategy, executed at the expense of these women in particular and other voices and actions of dissent by other individuals in general.

To further expand on the strategy of Zanu Pf, which mainly is embodied in manifestations of detterence, preemptive offensives by Zanu Pf, there is also a well calculated bid to realize two fundamental goals of Zanu Pf.

These goals would significantly insulate Zanu Pf against imagined threats to its status qou, while also blowing the spotlight from it. These two strategies are to break psychologically, the trio. In human psychology, the breaking point is a moment of stress in which a person breaks down or a situation becomes critical. The intensity of environmental stress, in this regard the political prosecution by the State is employed as necessary to bring this psychological breakdown.

One needs not to be reminded that, after the abduction of the trio, due to trauma and other negative environmental variables espoused and encouraged by the State against them, they suffered mentally and had to seek medical attention in that regards, on more than one occasion getting arrested during the course of their treatments.

The other of the two strategies is an attempt to gain an edge over the opposition and dissent by catalyzing the environment to get a state of Abreaction.  Abreaction is a psychoanalytical term for reliving an experience to purge it of its emotional excesses. It is a type of catharsis.

Sometimes it is a method of becoming conscious of repressed traumatic events. Hence, in Zanu Pf’s strategy, the arrests, which have become the norm serves this function, and are a synthesis of both deterrence and preemption. In this regard, dissent in those who practiced it before, it is curtailed while in those potentially to engage in it, it is made a horrible experience, hence in this regard,

Zanu Pf insulates itself and blows the spotlight away from itself, as it would threaten its illegitimate interests. This is why, this article is confident that the arrests are only a cog or phase in Zanu Pf’s strategy and one ought to strive to see the trees from the forest which is possible through pattern recognition among other means of analyzing Zanu Pf’s offensives.

The trio joined the likes of Hopewell Chin’ono who previously was detained after contemptuous comments he made on social media confronting the governance system and the elite ruling party agenda. One of the saddest lessons of history is the majority are no longer interested in finding out the truth,  thus people who continue to seek for transparency and accountability from public office bearers and those who confront injustice acts will always be found at the mercy of the state arm.

 Surprisingly , as democratic as Zimbabwe is , the voice of the voiceless are heavily criminalized by the state whilst those who steal from the state coffers , breach tax rules and smuggle resources out of the nation to maximize their personal fortune are immediately given bail and there cases vapor from the courts with time as they are shoved under the carpet  such as Henrietta Rushwaya who was caught with several Kilograms of purified gold at the Robert Mugabe Airport .

Her immediate appointment in another public institution  summarizes how politics is at the epicenter of justice and legal system in Zimbabwe were the poor get poorer and the rich get richer at the expense of public sweat and hard work.

To conclude the insight, Zanu Pf has illegitimate interests, vital among them, the status qou, which is fortressed by increasingly consolidation of power and brazen attempts to completely kill a culture of accountability and transparency, which demonstrations and dissent might trigger and encourage into a one huge chain reaction, whose implications, among its many would be popular uprising, a nightmare for Zanu Pf.

Police Hunt For Wife Basher

By A Correspondent- The Zimbabwe Republic Police (ZRP) is appealing to members of the public for information that may lead to the identity of a man recorded in a video that has since give viral on social media platforms bashing his wife.

Police have said they are yet to establish the identity of the people involved, the place of occurrence and when the incident took place.

The statement read:

The ZRP reiterates that it is still looking for the victim and suspect as seen in a video circulating on social media, where a woman is being assaulted severely by a man with another woman recording (in the background) whilst urging the victim to confess.

Both the woman and the man have not been identified yet. Investigations have been instituted to establish their identity, place of occurrence and date.

Members of the public are encouraged to supply information at any nearest Police Station.

Some reports had claimed that police in Mashonaland West Province had arrested the assailant and his nephew and wife who were present during the assault.

However, Provincial police spokesperson, Inspector Margaret Chitove said the information about the arrest was false and misleading.

Mwonzora Struggling to Shrug Off Zanu PF Tag

The MDC-T led by Douglas Mwonzora said that it will develop a media strategy to counter accusations levelled against the party that it is a ZANU PF extension.

This comes after the Supreme Court in March 2020 ruled that Nelson Chamisa’s election as party president was illegal and ordered an extraordinary congress to elect the late Morgan Tsvangirai’s replacement.

Since then, Treasury has allocated MDC Alliance funds under the Political Parties Finance Act to the MDC-T in blatant violation of a court interdict.

This and other issues have led some legal and political commentators to postulate that the MDC-T is an appendage of ZANU PF whose mission is to annihilate opposition politics in Zimbabwe.

However, MDC-T spokesperson, Witness Dube, told the Daily News on Monday that the National Council has resolved to “to debunk that myth”. Dube said:

The matter was raised in the national council which resolved that a media strategy be developed to debunk that myth. We are not an appendage of any other political party.

We are our own selves. The reason behind the myth is that we have taken a position that when we speak about issues of concern, such as the abuse of human rights in the country, we will not use megaphone politics.

While we raise those issues, we may not use the tone that others want to prescribe. We resolved that we take the issues to a higher level, which explains our call for national dialogue where we hope those issues will be raised.

Zanu PF Politburo Postponed

By A Correspondent| The ruling Zanu PF has postponed today’s politburo meeting, party Director of Information, Tafadzwa Mugwadi has confirmed.

Posting on Twitter, Mugwadi did not disclose reasons for the postponement.

“Good morning Zimbabwe. Today’s Politburo has been postponed. Stand guided,” he said.

In a statement also shared on Twitter, party spokesperson Simon Khaya Moyo said the meeting had been postponed to a later date.

Among issues the party was expected to discuss include the country’s response to COVID-19 pandemic among others.

Byo Safe From Malaria

By A Correspondent- The Bulawayo City health department says the heavy rains that recently pounded the city have assisted in disrupting the breeding cycles of mosquitos, which makes the city safe from malaria.

City health director Edwin Sibanda told Southern Eye yesterday that they did not expect Bulawayo to be inundated with malaria cases after the heavy rains.

However, the department advised residents to clean their pool areas, which they said were good breeding grounds for mosquitos.

“We do not expect to record a rise in malaria cases because their breeding cycle has been washed away by the rains,” Sibanda said.

“We only expect to have serious cases of malaria once the rains stop around April or May,” he said.

Meanwhile, Matabeleland North provincial medical director Munekayi Padingani said the districts that were affected by malaria were Binga and Hwange.

He, however, did not give statistics.

“We have recorded cases of malaria this year and we deployed indoor residual spraying in Binga and Hwange districts.

“We also did mosquito net distribution in different provinces,” Padingani said.

Symptoms of malaria include fever and flu-like illness, shaking chills, headaches, muscle aches, tiredness, nausea, vomiting and diarrhoea.

Malaria may also cause anaemia and jaundice (yellow colouring of the skin and eyes) because of loss of red blood cells.-newsday

Covid-19 Lockdown Worsens Plight Of Vulnerable Children

By A Correspondent- She wriggled in pain, trying to set herself free from the tightened grip of the menacing older woman, who was about to choke her to death.

She was too frightened to scream, let alone say anything.

The 17-year-old girl hoped that people in the neighbourhood would come to her rescue. Overwhelmed with a guilty conscience, she regretted having an extramarital affair with the woman’s husband, which had landed her in trouble that day.

Although they were in the midst of a busy street of the oldest residential suburb of Chivhu, nobody seemed to care. Fights over husbands and boyfriends were common in
the locality.

As Linda (not her real name) continued writhing in pain, the merciless woman tightened her grip even more, until one concerned passer-by ordered the release of the defenceless teenage girl.

Freed, the juvenile staggered and disappeared from the scene. Since she was seven, Linda and her younger brother were left under the custody of their elder brother after their mother, who raised them single-handedly went to neighbouring Botswana to eke out a living. That was the beginning of the troubles that followed.

With no one to reprimand her or guide her on childhood morality, Linda became a carefree child who behaved willynilly, including dating older men.

Due to the deepening economic crisis in Zimbabwe, many parents have migrated to the diaspora and left their children under the custody of their siblings.

The COVID-19 pandemic has worsened the already broken social ties between parents in the diaspora and their children.

Due to travel restrictions, some parents have not been able to come back and reunite with their families.

Globally, the COVID-19 pandemic has stalled industrial activity and many Zimbabweans in the diaspora are struggling to make ends meets, resulting in their children back home facing financial difficulties.

Child protection consultant, Chinga Govhati said there were increased cases of child sexual exploitation and early marriage due to financial constraints, amid the COVID19-induced lockdown. She said the lockdown had negatively affected mostly children from poverty-stricken families, child headed families, and those living with disabilities.

“The lockdown was imposed unexpectedly and families did not have much time to prepare for it, even those in the diaspora had limited time to plan ahead,” Govhati said.

“It is worrisome that most cases of child abuse are going unreported, which derails justice for children.

“There is need for urgent action by authorities to mitigate continued violation of children’s rights, especially during the COVID-19 pandemic.”

Research has shown that while the issue of child marriages and prostitution is declining globally, it is increasing in some less economically developed countries including Zimbabwe, which is one of the top 40 countries with the highest prevalence of child marriages in Africa.

This is despite that Zimbabwe is a signatory to a number of international and regional conventions, such as the Convention on the Rights of the Child that prohibits abuse of girl children’s rights.

In 2016, the Constitutional Court outlawed marriages of those below 18 years and abolished section 22(1) of the Marriages Act, a ruling that earned the court an international award for criminalising child marriages.

But child rights activists argue that there is still need for more reforms on policy making to ensure promotion of children’s rights in line with international best practices.

In its 2019 report titled: “Call to Action”, Justice for Children, a legal aid organisation which promotes children’s rights, called upon authorities to address issues that have hindered progress in upholding the fundamental rights of children since they are dependent on the care of adults and the communities around them.

On Friday, Chinhoyi magistrate Melody Rwizi ordered a 16-year-old girl to pay a fine of $15 000 for violating COVID-19 regulations after she was found loitering in the streets around midnight. She was in the company of two older men who, however, evaded arrest.

Govhati said during these hard times of the pandemic, the law should be sensitive on issues to do with children and authorities should fight to protect them against continued abuse.

She said: “It is important that any child who is in conflict with the law be deemed a child in need of care and the utmost help be rendered to rehabilitate the child. That is the role of all duty bearers.

“It is unfortunate when duty bearers are construed as perpetuating vulnerability.

“We need the government to take the lead in child protection and to put in place measures that help promote children’s rights during pandemics and other emergency situations.”

In a 2019 research on vulnerable children, Unicef noted that children whose parents were working in the diaspora were not totally abandoned, but they lacked parental love and guidance which forced them into early or child marriages, prostitution, child labour or drug dealing.

“Households headed by children following parental death or abandonment represent particularly vulnerable household structures,” the Unicef report read.

“While older children may care deeply for their younger siblings, they may not be able to cope with the responsibility of household decision making and have to make enormous personal sacrifices which threaten their own development.”

Children who do not have adult protection, according to Unicef, are exposed to violation of their fundamental rights and are often excluded from benefiting from government policy initiatives.

Florence Mudzamiri, who is ward 7 councillor in Chivhu, and doubles as Zanu-PF Chikomba district secretary for gender and culture, said the COVID-19 lockdown had resulted in economic challenges and led parents to lose control of their children.

She said most children were engaging in sex work, mainly with gold panners, who were operating during the lockdown period.

“Even if they must reprimand their children against immoral behaviour, parents just cannot,” said Mudzamiri.

“They are clueless on how to raise money to fend for their children. Industries are closed due to the coronavirus, and people cannot find other ways of making money. In situations where children are not prostituting, parents, mostly those in the rural set up, are resorting to marrying off their children so that they get lobola to improve their own living standards.”

Amalgamated Rural Teachers Union of Zimbabwe (Artuz) president Obert Masaraure also said children from child-headed families were likely to exhibit moral decadence at school more than those who stayed with their parents or guardians.

He said: “In schools, children whose parents are abroad lack proper counselling and guidance at home. They lack emotional support, and are likely to be affected by anxiety during the trying times of the pandemic, which ultimately distract them from schooling.”

Alois Nyamazana, director for Fathers Against Abuse, a voluntary organisation which focuses on gender-based violence, said migration of parents to the diaspora also negatively impacted young boys, although the effects were more pronounced on girls.

“Child-headed families are usually associated with poverty. For boys to fulfil the social construction of masculinity, they tend to shoulder the responsibility of fending for the family when their parents are not present. Due to scarcity of jobs in the country, they then end up engaging in criminal activities such as robberies, drug dealing, so that they get money for the upkeep of their siblings,” Nyamazana said.-newsday

“Road Networks A State Of Disaster”: Cabinet

By A Correspondent- Cabinet yesterday declared the country’s road network a state of disaster as most of the roads have become untrafficable following damage by heavy rains being received across the country.

The declaration would trigger mobilisation and the release of funds to attend to the damaged roads. In light of the heavy rains, Cabinet also warned citizens that the country is at high risk of being hit by floods among other natural disasters.

Presenting the first 2021 post-Cabinet media briefing, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa said the poor state of the roads was affecting efficient service delivery countrywide.

“Following a presentation on the state of the country’s roads by the Minister of Local Government and Public Works July Moyo, Cabinet noted that due to extensive damages to roads, some areas have been rendered inaccessible. This state of affairs had adversely affected socio-economic activities such as distribution of food, inputs and delivery of important services. Cabinet has resolved that all roads in the country be declared a state of disaster,” said Minister Mutsvangwa.

“The declaration would facilitate the release of resources for the repair and rehabilitation of all roads that require such works. The restorative works will cover all urban areas as well as the rural trunk roads. It will also pave way for the standardisation of quality roads under the Ministry of Transport and Infrastructure Development. The necessary legal procedures to give effect to the declaration is being worked on.”

She said due to the rains anticipated until the end of the rainy season next month, the public should be on high alert.

“People in malaria-prone areas should take necessary precautions, while those in flood-prone areas should relocate to high ground. Government will continue to institute measures to protect its citizens in the advent of natural hazards,” she said.

The minister said the rains have also exposed the irregular and dysfunctional settlements in local authorities which need immediate addressing.

Minister Mutsvangwa said Government has set up a special taskforce to arrest land barons and officials who were involved in the illegal parcelling of state, municipal and private land to unsuspecting homeseekers.

Some of the homeseekers were allocated land where there are no services such as sewer, water and electricity which is expected with urban dwellers.

“Land barons were working in cahoots with corrupt State and municipal officers and fleecing unsuspecting home-seekers. Also evident is the widespread contamination of watercourses and water bodies, environmental degradation and the destruction of flora and habitats for fauna, and an emerging threat to public health,” said Minister.

She said Cabinet has created a team to correct the illegal settlement situation in urban centres while arresting culprits.-statemedia

“Lacoste Faction Lacks Substance”: ZAPU On ED’s Latest Cabinet Appointments

By A Correspondent- ZAPU has accused President Emmerson Mnangagwa of practicing nepotism in the appointment of Cabinet ministers.

Commenting on Monday’s controversial appointment of Zimbabwe’s Ambassador to the United Nations, Frederick Shava as the new Foreign Minister of Foreign Affairs, Zapu expressed strong reservations over the selection.

The party also accused Shava of being complicity in the early 1980s Gukurahundi atrocities which killed an estimated 20 000 people in the Midlands and Matabeleland provinces.

“Shava and Nokuthula Matsikenyere’s appointments are a portrayal of the ethnic politics that Mnangagwa is playing. The two all hail from Mberengwa in the Midlands where several Cabinet ministers also come from,” Zapu spokesperson Iphithule Maphosa said

Matsikenyere was appointed Manicaland provincial minister, replacing the late Ellen Gwaradzimba who died last month.

“Shava is also being rewarded for his staunch support of Mnangagwa’s Gukurahundi.”

The opposition party further questioned the latest appointment of Shava as a Cabinet minister when he was implicated in the infamous Willowgate car scandal which led to his resignation from government in the 1980s.

Shava, a former minister for labor and political affairs portfolio during the era of the now late President Robert Mugabe, was once convicted and sentenced to nine months in prison before he was acquitted by Mugabe after spending only one night in jail.

“However, we are not surprised that a thief of government cars has joined the Cabinet of ‘genocidists’. Shava’s appointment is also a telling on the absence of substance and capacity within the Lacoste faction of Zanu-PF. Plucking out a political dinosaur from the dustbins shows none was found capable both locally and within the rank and file of the 2017 ‘coupists’,” said Maphosa.

A number of Zimbabweans including exiled former minister Jonathan Moyo have criticised Shava’s appointment. He replaces Sibusiso Moyo who recently died from Covid-19 related complications.

ED Govt Yet To Decide On Which Vaccine To Procure

By A Correspondent- President Emmerson Mnangagwa’s administration yesterday said it had not yet made a decision on the COVID-19 vaccine to buy although it had mobilised a US$100 million war chest to fight the global pandemic.

This was revealed yesterday by Information minister Monica Mutsvangwa during a post-Cabinet media briefing in Harare where she said the Executive had agreed that it would take its time to ultimately make the decision on which vaccine to import to vaccinate citizens against the coronavirus.

“In that regard, Cabinet endorsed the following key guidelines: that Zimbabwe’s vaccination pro-gramme, in particular the choice of vaccines, needs to be science-based, with adequate researches and findings guiding decision-making and the course of action,” Mutsvangwa said.

“Zimbabwe will take decisions independently in the national interest, without undue influence,” she said.

This comes amid reports that neighbouring South Africa had suspended the planned roll out of AstraZeneca vaccine after realising that its efficacy to immunise against the second strain of COVID-19 in that country was much lower, although it could help prevent severe disease, hospitalisations and death.

The global respiratory disease had as of yesterday killed 1 353 Zimbabweans and infected over 34 000 others. There have been concerns that the government was taking long to in-form the nation about the choice of drugs that it would procure, with pressure groups urging it to shun Chinese vaccines. However, the government said it would not be rail-roaded into making rash decisions.

The country plans to vaccinate 10 million people and has already accepted a donation of 200 000 doses of Sinopharm vaccines from China, which are expected in Zimbabwe next week.

The government has also said that during the roll out of the vaccination programme, health workers, the elderly and other vulnerable groups would be prioritised.

Corporates will also be allowed to procure vaccines for their staff provided they cede 50% to the government.

“The private sector will also support government through a formula that they will keep 50% of what they procure for their employees,” Mutsvangwa said.

Meanwhile, Health and Child Care deputy minister John Mangwiro said the COVID-19 vaccine would be taken on a voluntary basis.

“The vaccine will be free of charge and only those willing will receive it, but we strongly urge people to take the vaccine. We already have structures that we have previously used for other vaccination programmes like polio, and these are still in place.

“We will need a lot of data. We will also collect blood to check for antibodies to COVID-19 in the participants, and also to check if they had the disease at the time of the test.

“We need people to be ready to give the information which will also be critical when getting the second dose, which is administered around 30 days after the first dose,” Mangwiro said.

He also said while those not willing to take the vaccine would not be forced, empirical scientific evidence had proved that vaccination against COVID-19 was a better option in fighting the respiratory disease.-newsday

“1 In 5 people Worldwide Will Develop Cancer During Their Lifetime”: WHO

The global cancer landscape is changing, according to WHO experts, on the eve of World Cancer Day 2021.

Breast cancer has now overtaken lung cancer as the world’s mostly commonly-diagnosed cancer, according to statistics released by the International Agency for Research on Cancer (IARC) in December 2020.

So on World Cancer Day, WHO will host the first of a series of consultations in order to establish a new global breast cancer initiative, which will launch later in 2021. This collaborative effort between WHO, IARC, the International Atomic Energy Agency and other multi-sectoral partners, will reduce deaths from breast cancer by promoting breast health, improving timely cancer detection and ensuring access to quality care.

WHO and the cancer community are responding with renewed urgency to address breast cancer and to respond to the growing cancer burden globally that is straining individuals, communities and health systems.

In the past two decades, the overall number of people diagnosed with cancer nearly doubled, from an estimated 10 million in 2000 to 19.3 million in 2020. Today, one in 5 people worldwide will develop cancer during their lifetime. Projections suggest that the number of people being diagnosed with cancer will increase still further in the coming years, and will be nearly 50% higher in 2040 than in 2020.

The number of deaths from cancer has also increased, from 6.2 million in 2000 to 10 million in 2020. More than one out of every six deaths is due to cancer.

While changes in lifestyle, such as unhealthy diets, insufficient physical activity, use of tobacco and harmful use of alcohol, have all contributed to the increasing cancer burden, a significant proportion can also be attributed to increasing longevity, as the risk of developing cancer increases with age. This reinforces the need to invest in both cancer prevention and cancer control, focusing on actionable cancers like breast, cervical and childhood cancers.

Late diagnosis and lack of access to treatment exacerbated by COVID-19 pandemic

The COVID-19 pandemic has exacerbated the problems of late-stage diagnosis and lack of access to treatment. These occur everywhere but particularly in low- and middle-income countries. In addition to having to cope with the disruption of services, people living with cancer are also at higher risk of severe COVID-19 illness and death.

A WHO survey conducted in 2020 indicated that treatment for cancer had been disrupted in more than 40% of countries surveyed during the pandemic. The findings of the survey have been backed up by published studies indicating that delays in diagnosis are common, while interruptions to and abandonment of therapy have increased significantly. Meanwhile, enrolment in clinical trials and research output have declined.

All stakeholders are working to respond. Some governments have been enabling their populations to seek cancer care safely. Health professionals have adapted treatment to meet the needs of their patients, including through the use of telemedicine, and civil society has supported patients by helping them coordinate their appointments and complete their treatment plans.

World Cancer Day

World Cancer Day, with its slogan “I can and I will”, is also an opportunity to show WHO’s commitment to other major global cancer programmes, on cervical cancer and childhood cancer.

The adoption of the Global strategy to accelerate the elimination of cervical cancer as a public health problem and its associated goals and targets by the World Health Assembly in 2020 has provided added momentum to cervical cancer efforts. Three targets have been set for 2030: 90% of girls fully vaccinated with the HPV vaccine; 70% of women screened; and 90% of women identified with cervical cancer receiving treatment.

Cancer is also a leading cause of death for children and adolescents, with an estimated 400 000 children diagnosed with cancer each year. On International Childhood Cancer Day, 15 February, WHO will be releasing a “how-to” guide for policy-makers and programme managers on strengthening childhood cancer programmes; a new assessment tool to facilitate harmonized data collection and to enable expedited, real-time interpretation of collected data on cancer among children; and an online community-of-practice information-sharing hub for childhood cancer.

Breast, cervical and childhood cancers all have a high chance of cure if diagnosed early and treated appropriately. This World Cancer Day, WHO is moving ahead with our partners around the world in efforts both to prevent and control cancer and also to provide support to all people living with cancer, wherever they live and whatever their circumstances.

Rains Leave Matobo Families Homeless

By A Correspondent- Ten families in Matobo district, Matabeleland South province, were left without shelter after their homes were destroyed by the rains.

This was revealed in a recent joint report by the European Union Civil Protection and Humanitarian Aid, Care, Plan International Zimbabwe, and the government.

The report revealed that many rural communities in Matabeleland South were seriously affected by the rains.

“Matobo district has been experiencing high rainfalls during the past few days with thunderstorms and destructive winds. On January 29, three homesteads were affected in ward 13, four houses in ward 10 were destroyed, and three homesteads were destroyed in ward 15.”

The report states that the items destroyed include food, furniture, utensils, clothes, solar panels and building material.

“There is a need to urgently assist with cement, roofing materials, and furniture in ward 10. Three homesteads lost their Blair toilets,” reads the report.

The organisations said the affected families urgently required building materials to rebuild their houses so as to reduce overcrowding.

“The affected households have women, young children, adolescent girls and elderly people who do not have access to adequate food, medication and basic sexual reproductive
healthcare and protection services,” reads the report.

Some of the most affected are said to be girls and women, while schoolchildren lost their books.

“This means that they need assistance to replace books which were destroyed by the rains. Schools were not affected as per the updates from the authorities,” reads the report.

Former MDC-T National Chairperson, Abedinico Bhebhe has refuted claims that he was re-admitted into the opposition MDC-T led by Douglas Mwonzora.

Abedinico Bhebhe was expelled from the party shortly before the party’s chaotic Extraordinary congress held in December last year.

RESPONSE TO THE STATEMENT ON MR ABEDNICO BHEBHE’S PURPORTED RE-ADMISSION TO MDC-T

Fellow Comrades, Members of our Principled Party and the public in general, allow me to express my humble appreciation for all the support and encouragement you have continued to give me. I really appreciate it and sincerely grateful.

Following an MDC-T press release (06/02/2021) and the import of its content, I have felt it necessary to respond and clarify on certain perceptions created by that statement either deliberately or inadvertently. Under normal circumstances, I would not be addressing such matters through the media but since like all readers I also learnt of the purported re-admission through the press, it leaves me with no other option but to respond in kind. For the benefit of all, the cardinal rule for any re-admission of an expelled member, as provided for in the party constitution is for that concerned member to make an appeal in the next congress. For the record, I did not appeal and had no intention whatsoever to appeal to the EOC because of its chaotic and shambolic nature.

The supposed resolution to re-admit me in MDC-T as an ordinary party member is not only a violation of the party constitution, unless of course if the said gathering amended that clause as well, but more concerning is the devious portrayal as well as battering my character as if am a desperate politician seeking someone’s benevolence. That is unacceptable and should 600 10 unchallenged. Here are some basic facts that expose the infantile attempt to manipulate information for self-serving purposes:

1) It is on public record that I was expelled from the party for my incessant calls to all MDC leaders to take advantage of the Supreme Court judgment to settle our differences and unite against the common enemy. My plea resonated with most of our members. On a unifying crusade, I successfully contested and resoundingly won the first round of nominations in Bulawayo for presidency. Immediately I was summarily suspended and thereafter expelled.

2) I stated very clearly in an interview with Newsday (07/04/2020), that I would not be comfortable to be the organising secretary of a divided MDC. If the leadership could not find each other then I was not going to participate in EOC since that would be playing into the hands of ZAN U PF.#

3) Approximately three-quarters of the 2014 delegates were stopped from participating in the EOC just because they were backing my candidature.

4) The party constitution was flagrantly violated and Douglas Mworaora’s leadership is disputed because of the serious irregularities that accompanied the shameful elections. Irregularities that could have been avoided particularly by those masquerading as democrats. Not only was the voters’ roll shambolic but there was no quorum for the EOC which was characterised by violence among many other shortcomings.

5) I approached the High Court to challenge my suspension and subsequent expulsion which paved the way for other contestants to hold the EOC without my participation.

That deprived me of my administrative and constitutional rights while it gave unfair advantage to Mr Douglas Mwonzora to contest for the highest party office having eliminated the participation of the main challenger whose victory was beyond doubt.

6) My constitutional rights were put under siege by the very National Council and I immediately lost the opportunity to contest for the presidency. What has changed NOW that I would renege on my pursuit of Justice and submit to it rigged leadership

In view of the aforementioned points, I want to make it categorically clear that I do not recognize the outcome of the 27Th December 2020 EOC and hence the so-called National Council has no legal mandate to readmit to what I do not even recognize. As far as I am concerned the EOC elections were not conducted and hence the amendment of the constitution illegitimate. My position is that the party must sit down and elect an interim leader pending it proper EOC, where every willing member is given a chance to vote or contest for the presidency.

ED Orders Ministers To Draft 5yr Plans. Will Anything Come Out Of It?

Cabinet ministers must before the end of March, draw up five-year action plans aligned to the National Development Strategy 1 (NDS1), for consideration by Government with the offices of the Vice Presidents continuing to monitor ministries clustered under their mandates.

President Mnangagwa told the first Cabinet meeting of the year at State House yesterday that ministers must incorporate monitoring and evaluation mechanisms in the implementation of their policies and programmes to increase their accountability and ensure efficient service delivery.

The meeting was held in line with Covid-19 social distancing guidelines and was preceded by a minute of silence in memory of three Government ministers who died from Covid-19 this year. The late Foreign Affairs and International Trade Minister Dr Sibusiso Moyo and the late Transport and Infrastructure Development Minister Dr Joel Biggie Matiza as well as Manicaland Provincial Affairs and Devolution Minister Dr Ellen Gwaradzimba died of Covid-19 related complications.

President Mnangagwa said this year would see the start of the implementation of NDS1, launched late last year to run for the next five years.

This year’s budget was already aligned to the implementation of the first year of the NDS1, so the pressure was on to ensure the set targets were met.

“Just last week, my office distributed the monitoring and evaluation policy guidelines for your use during the implementation of NDS1. It is critical to mainstream monitoring and evaluation in our policies and programmes to ensue efficient and effective service delivery, make informed decisions and enhance accountability,” President Mnangagwa said.

“A steering committee comprising members of the tripartite of the Office of the President and Cabinet, the Public Service Commission and the Ministry of Finance and Economic Development will, under the chairmanship of the Chief Secretary to the President and Cabinet, produce periodic reports on results-based monitoring and evaluation,” he said.

The reports would be considered by the ministerial committee chaired by the Finance Ministry and would be supported by the e-enabled Whole of Government Performance Management System to produce periodic and on-demand performance data for informed decision-making as the year progresses.

The President said his office was open to support and provide guidance for all ministries for the attainment of Vision 2030.

“Cabinet will anchor its business on ensuring food security, infrastructure development and industrialisation as we strive for a world-class economy and society which enjoys peace within our borders and with our neighbours and international community at large,” President Mnangagwa said.

This year’s reports to Cabinet would be based on the ministerial plans as captured in the national and sectoral frameworks and he warned against the ad hoc presentation of issues without adequate consultations at appropriate forums, which, in the past, has led to undesirable policy reversals.

“As much as possible, the use of local resources in project implementation will be prioritised. We remain hopeful that the good rainfall season we are experiencing will provide the much needed impetus to our development efforts and avert the need for importation of staple grain,” President Mnangagwa said.

On Covid-19, the President said the return to level 4 lockdown was meant to reverse the spike in infections and deaths due to the virus.

Efforts to procure adequate supplies of vaccines were being put in place and the President thanked the Chinese government for donating 200 000 doses of vaccines. He also thanked Russia’s President Vladimir Putin for also donating the Sputnik Victory vaccine.

The President said all Cabinet ministers, their aides and drivers as well as staff entering the Cabinet venue, would be tested regularly for Covid-19.

Mechanisms were being put in place to ensure Cabinet members attended meetings virtually from their offices. – Herald

Business Kingpin Tagwirei Tightens Grip On Zim Gold

Business kingpin Kudakwashe Tagwirei, under United States sanctions since August, aims to expand his commanding stake in Zimbabwe’s gold industry and could end up taking control of the country’s sole gold refinery and marketer, Africa Confidential understands.

President Emmerson Mnangagwa and Reserve Bank of Zimbabwe (RBZ) governor John Mangudya are working on a plan to break up Fidelity Printers and Refiners, an arm of the central bank that is officially the ultimate buyer of all Zimbabwe’s gold.

Fidelity has been criticised for delaying United States dollar payments to licensed gold exporters.

As the illegal gold trade, sponsored by politically-backed gangs, spirals out of control, the State-owned company has been losing out, depriving the government of hundreds of millions of dollars of revenue.

Gold smuggling is booming in Zimbabwe with consignments worth over US$1,5 billion last year shipped, often hand-carried by politically-connected people, to Dubai and India, according to International Crisis Group and other research organisations. But official gold exports through Fidelity fell by almost a quarter to US$800 million last year, according to RBZ figures.

US sanctions have had little effect on Tagwirei’s commercial ambitions and his influence on the government, which has lost some of its leading members such as Foreign minister Sibusiso Moyo to the coronavirus.

The United States Treasury says Tagwirei known as “Queen Bee” because of the political and financial power he wields has used his relationship with Mnangagwa “to grow his business empire dramatically and rake in millions of US dollars”.

Last year, an audio recording was leaked in which Tagwirei said he was behind the sacking of the country’s Energy minister Fortune Chasi, having warned him not to “ask too many questions about contracts for fuel supplies” (AC Vol 61 No 17, Inside the State capture project).

Imbiber Kills Man Over Affair With Own Wife

AN imbiber at a shebeen in Bulawayo allegedly ganged up with a friend and fatally stabbed their drinking mate for allegedly having an adulterous affair with his wife.

Peter Moyo (37) of Cowdray Park suburb had a misunderstanding with Ben Sibanda whom he accused of having an affair with his wife. The dispute degenerated into a fight resulting in Moyo ganging up with Robson Ndlovu who is still at large, and stabbing Sibanda on the head and right collar bone.

Sibanda died on the spot.

Moyo is facing a murder charge in connection with Sibanda’s death.

This emerged when Moyo filed an application for bail pending trial at the Bulawayo High Court citing the State as a respondent.

Moyo, who is a self-actor, said it is Sibanda who confronted him during a beer drink at a shebeen in Cowdray Park and accused him of having an affair with his wife.

“The deceased was intoxicated and started accusing me of having an affair with his wife before he kicked my container of beer. Robson Ndlovu then struck the deceased on the head with a brick and he sustained injuries leading to his death,” he said.

Moyo said he left the scene and travelled to his rural home in Lupane.

Bulawayo High Court judge Justice Christopher Dube-Banda dismissed Moyo’s application, saying the State has a strong prima facie case against the applicant.

“The allegations against the applicant are very serious. There seems to be evidence linking him to the commission of this offence and in view of that, I find that the State has a strong prima facie against applicant,” ruled the judge.

“I am satisfied that it is not in the interests of justice to admit Peter Moyo to bail pending trial. Wherefore, the application must fail and accordingly, it is dismissed.”

In his bail statement, Moyo said he is not a flight risk, arguing that there was no evidence linking him to the offence which would induce him to abscond trial.

He is denying the charge, saying there were no compelling reasons warranting his continued detention.

For the State, Mr Kudakwashe Jaravaza opposed the application, saying Moyo was likely to abscond given the seriousness of the offence coupled with the fact that his accomplice is still at large.

“After the commission of the offence, the applicant fled from the scene and was arrested the following day at Mbembesi Village in Lupane. Having skipped and jumped before the charges were put to him, there is real risk that upon admission to bail, he will abscond,” he said.

According to court papers, it was stated that on October 29 last year, Moyo, Ndlovu and Sibanda were drinking beer at a shebeen in Cowdray Park when an altercation ensued.

Moyo accused Sibanda of having an affair with his wife and the allegation did not go down well with the deceased resulting in a dispute. The misunderstanding degenerated into a fight during which Ndlovu beat up Sibanda. Moyo pulled out a knife and allegedly stabbed Sibanda on the head and right collar bone and he died on the spot.

Soon after committing the offence, Moyo and Ndlovu fled from the scene leaving the deceased lying dead in a pool of blood.

Moyo was arrested the following day at his rural home in Mbembesi Village in Lupane following a tip off.- Chronicle

“Why Byo Dams Are Not Filling Up”

THE fact that Bulawayo and Matabeleland South province have been receiving torrential rains since January is evident to everyone.

The fact that most dams nationally are full and spilling (including the largest inland waterbody Tugwi-Mukosi), is very clear to all and sundry.

But the biggest question is: why are Bulawayo supply dams still tottering at half to below half capacity?

According to the Zimbabwe National Water Authority (Zinwa) update of February 4 2021, Upper Ncema was 52,5%, Lower Ncema 20,2%, Inyankuni 51,5%, Mzingwane 29,6%, Insiza 63% and Mtshabezi 42,1%.

This is a serious cause for concern considering that most dams nationally are above 70% and some are 113% full.

On February 2, 2021, Matabeleland Institute for Human Rights sent a petition to Zinwa, key among the issues residents of Bulawayo sought answers for was why the Bulawayo supply dams were not filling up.

On February 7, another petition was handed to Bulawayo City Council (BCC) as the residents continued to seek answers to the same question.

The only attempt closer to a response came from some BCC officials who said that because it’s raining in Bulawayo, it doesn’t mean in the supply dams catchment areas it’s also raining. However, there is evidence that the catchment areas are also receiving rains.

So where is the problem?

In this opinion article, I will, therefore, seek to point out some issues that may be the contributing factors which need to be quickly investigated:

Catchment oversubscription

There is need to quickly investigate if the catchment areas of our supply dams are not oversubscribed with weirs and smaller dams that are affecting the receiving capacity of our major supply dams.

Once the catchment areas are oversubscribed with smaller dams and weirs, it means the dams downstream will suffer as less water will reach them.

Catchment management

How the catchment is managed may also be a key contributing factor.

Are the streams and tributaries within the main river basin not blocked or illegally diverted into private dams?

Are they not affected by streambank and river cultivation and illegal artisanal mining activities?

Are there no agricultural activities that are flattening the basin areas and thus limiting the scale and speed of runoff ?

Are there no illegal (consciously or subconsciously) runoff arrest or diversion activities happening in the river basin?

Disused mineshafts

The authorities need to investigate if there are no disused mineshafts that are now collecting water underground where instead of the runoff or streams flowing to the river, they now flow into these disused shafts.

These shafts may also have the net effect of reducing water runoff into dams as they will need to fill up first and then only when they are spilling will the water flow into dams.

Underground syphoning

There is also need to investigate if there are no disused or active mineshafts that are syphoning water underground.

Once the mineshafts are dug towards the dam sites, they also have the ability to syphon water from underground through leakages or leaching.

This also has the capacity to continually deplete dam levels.

Bulawayo storm drain direction

The authorities also need to investigate where the Bulawayo storm drains are channelled.

Bulawayo is a watershed area.

From Bulawayo, Matabeleland North rivers flow westwards and Matabeleland South rivers flow eastwards.

Our Bulawayo supply dams are in the east.

If the Bulawayo storm drains are channelled towards the west, that means they are not aiding our supply rivers, but are aiding the rivers that flow westward which do not assist our supply dams at all.

A joint operation involving Zinwa, the Environmental Management Agency and BCC is very important in addressing these critical questions.

Finally, an honest and objective examination of these factors may be the solution to the question why Bulawayo supply dams are taking ages to fill up?

Revolutionary greetings veterans. As VAA leadership led Dr Mafa Sibanda, we want to make it categorically clear without any equivocation or ambiguity that Tsvangirai’s legacy of servant leadership, courage and indefatigable resistance in face of brutal repression; service and self sacrifice, iconic leader of democracy and egalitarianism can only be realised under the leadership of Nelson Chamisa and his entourage.

We stand where we stood in 1999 and the blood of our fallen veterans and iconic leaders would continue to water our spirit of liberty until we complete the change through the ballot box.

As such, we want to rest assure genuine veterans of the democratic struggle that we are not part and parcel of Gideon Mangena’s group that have salivated at Mwonzora’s poisoned carrot to the extent of congratulating him for the so called presidential ascent in MDCT.

We respect Mwonzora, Khupe, Komichi, Mudzuri etc as human beings, so likewise do we respect any other veteran, but not the choice of their political path. Politics is a game of grassroots support and as VAA we will continue with our adjunctive welfare issues and in the process complement the mainstream MDCA quest for democracy and egalitarianism in Zimbabwe.

The character and stamina of VAA National and provincial leadership cannot navigate an unfamiliar democratic path. Econet Unveils AI-powered Chatbot ‘Yamurai’ to Enhance Customer Experience

By A Correspondent| Econet Wireless Zimbabwe has launched a customer service enhancing Chatbot named Yamurai, to empower its customers and improve their customer experience.

Econet said the Artificial Intelligence (AI)-driven Chatbot will give customers an additional digital customer support channel as the company steps up efforts to optimize efficiencies and manage the surge in caller-based customer queries amid the COVID-19 induced lockdown that has resulted in restricted movements.

“We are happy to formally introduce Yamurai as another channel among our growing suite of convenient, customer support digital solutions,” said Mr Otis Makahamadze, the company’s Chief Customer Experience Officer.

“We believe Yamurai will offer our customers much needed convenience at a time physical movement to access in-store support in our shops is restricted due to the national lockdown,” Makahamadze said.

He said Yamurai would have the intelligence to handle and address several customer queries, as well as to escalate certain issues to the relevant customer support representatives within the company’s support departments, including escalating queries to a live agent.

“Yamurai will be able to help resolve customer queries so that customers can get ready assistance on routine issues such as phone PIN resets, airtime credit or top up issues, and queries relating to data bundle purchases resolved from the comfort of their homes,” said Makahamadze, who also heads up Econet’s OmniContact, the company’s Business Process Outsourcing (BPO) division.

He added that the Chatbot also possessed the intelligence to aggregate relevant data around customer queries, remember it and be able to better resolve their issues in the future.

“We are excited to onboard our customers onto our digital transformation journey designed to bring convenience and speed up service delivery,” Makahamadze said.

Four Zimbabwean Border Jumpers Caught With Firearm

South Africa’s organised crime unit, the Hawks, has arrested four Zimbabwean border jumpers in Giyani, Limpopo province for illegal possession of a firearm.

The quartet aged between 18 and 35 was picked up during a sting operation on Saturday while in possession of a 9mm Norinco pistol and travelling in two vehicles. Hawks’ spokesperson for Limpopo province, Captain Matimba Maluleke said the four men have since appeared before a Giyani Magistrate Court. “The four accused persons who were arrested over the weekend for possession of unlicensed firearm and contravening the Immigration Act appeared in the Giyani Magistrate’s Court today,” he said.

“Daniel Dube (35) charged for possession of unlicensed firearm and contravening the Immigration Act was remanded in custody until February 17 for further investigation”.

Capt Maluleke said another suspect, Jiros Dube (29) charged for contravening the Immigration Act was also remanded in custody until February 12 to allow the state to look for a Shona interpreter.

Others, Simon Dube (18) and Enoch Dube (25) were fined 1 000 rand and 1 500 rand respectively or alternatively six months imprisonment.

The official said the suspects were arrested following a tip off.

“Upon searching the vehicles, one firearm, a 9mm Norinco pistol with its serial number filed off and ammunition were found and seized,” said Capt Maluleke. “During the preliminary investigation, it was established that the four suspects are undocumented foreign nationals.- The Herald

Al Ahly Target Billiat

ZIMBABWE international forward, Khama Billiat, is making headlines amid reports there are moves for him to secure a deal worth about US$800 000 per year in North Africa.

The Kaizer Chiefs star is believed to be the highest paid player in the South African Premiership with a package of around R8 million per annum.

He has been linked with Egyptian clubs Al Ahly and Pyramids.

An Egyptian agent told KickOff the Zimbabwean had attracted the interests of big spenders, Pyramids, who have been luring high-profile players into their fold.

“Talks are already in progress, for the next transfer window, and the only clubs that can afford Billiat at the moment are Pyramids and Al Ahly,” the Egyptian agent, who did not wish to be named, told KickOff.com.

“Pyramids can pay any transfer figure because they have the money and love spending.

“They can easily pay US$1.5 million and even US$2 million if they feel they really need the player.

“In this case, Pyramids should be more interested because they don’t care about the age of players, as well, but just like big-profile players.

“Billiat can as well earn US$800 000 per annum here in Egypt, as a big-profile player.’’

Record African champions, Al Ahly, are also reported to be interested in the Warrior.

His former coach at Mamelodi Sundowns, Pitso Mosimane, who is now the head coach of Al Ahly, has always made it clear he considers Billiat an asset.

The Cairo powerhouse, the continent’s biggest and most successful football club, tried to sign Billiat in 2016.

Thousands of Al Ahly fans, sang Billiat’s name, asking him to come and join their club, when the Warriors battled the Pharaohs in the opening 2019 AFCON finals in Cairo.

“With Zamalek, they are out of the picture, for now, because they have already signed players in that position and don’t have the budget for a big-money signing,’’ the agent told KickOff.com

We Have Not Arrested Wife Basher – Police

Police in Mashonaland West have dismissed claims which say they have arrested a wife basher who was recorded by a relative beating his wife over a sim card recently.

Provincial police spokesperson, Inspector Margaret Chitove said the information about the arrest was false and misleading. Shea said:

We have not arrested the said man and all our police stations in Chinhoyi have not recorded that arrest. Our Victim Friendly Unit, central charge office and crime unit have not recorded the arrest.

We are, however, working with all the stations in the province to be sure, but as far as we are concerned, the message currently circulating is misleading.

Inspector Margaret Chitove also said police had also not recorded the death of any woman who has committed suicide from related marital problems.

A message currently circulating on Whatsapp claims that the man was taken to a local police station while the woman who recorded the video was said to be on the run.

The message also claims that the wife died after committing suicide.

The message was in relation to a video of an unidentified man beating his wife using open hands, fists and stamping on her head circulated across all social media platforms.

The video clip attracted wide criticism from people across all walks of life including Women’s Coalition of Zimbabwe (WCOZ) provincial coordinator, Ms Jane Mazhambe who also urged people to report any gender-based violence to the police.

In the video, a relative of the unidentified man who also recorded the video is heard advising the man not to kick the woman on the head.- The Herald

Mnangagwa Orders Ministers Produce 5 Year Plans

Cabinet ministers must before the end of March, draw up five-year action plans aligned to the National Development Strategy 1 (NDS1), for consideration by Government with the offices of the Vice Presidents continuing to monitor ministries clustered under their mandates.
President Mnangagwa told the first Cabinet meeting of the year at State House yesterday that ministers must incorporate monitoring and evaluation mechanisms in the implementation of their policies and programmes to increase their accountability and ensure efficient service delivery.

The meeting was held in line with Covid-19 social distancing guidelines and was preceded by a minute of silence in memory of three Government ministers who died from Covid-19 this year. The late Foreign Affairs and International Trade Minister Dr Sibusiso Moyo and the late Transport and Infrastructure Development Minister Dr Joel Biggie Matiza as well as Manicaland Provincial Affairs and Devolution Minister Dr Ellen Gwaradzimba died of Covid-19 related complications.

President Mnangagwa said this year would see the start of the implementation of NDS1, launched late last year to run for the next five years.

This year’s budget was already aligned to the implementation of the first year of the NDS1, so the pressure was on to ensure the set targets were met.

“Just last week, my office distributed the monitoring and evaluation policy guidelines for your use during the implementation of NDS1. It is critical to mainstream monitoring and evaluation in our policies and programmes to ensue efficient and effective service delivery, make informed decisions and enhance accountability,” President Mnangagwa said.

“A steering committee comprising members of the tripartite of the Office of the President and Cabinet, the Public Service Commission and the Ministry of Finance and Economic Development will, under the chairmanship of the Chief Secretary to the President and Cabinet, produce periodic reports on results-based monitoring and evaluation,” he said.

The reports would be considered by the ministerial committee chaired by the Finance Ministry and would be supported by the e-enabled Whole of Government Performance Management System to produce periodic and on-demand performance data for informed decision-making as the year progresses.

The President said his office was open to support and provide guidance for all ministries for the attainment of Vision 2030.

“Cabinet will anchor its business on ensuring food security, infrastructure development and industrialisation as we strive for a world-class economy and society which enjoys peace within our borders and with our neighbours and international community at large,” President Mnangagwa said.

This year’s reports to Cabinet would be based on the ministerial plans as captured in the national and sectoral frameworks and he warned against the ad hoc presentation of issues without adequate consultations at appropriate forums, which, in the past, has led to undesirable policy reversals.

“As much as possible, the use of local resources in project implementation will be prioritised. We remain hopeful that the good rainfall season we are experiencing will provide the much needed impetus to our development efforts and avert the need for importation of staple grain,” President Mnangagwa said.

On Covid-19, the President said the return to level 4 lockdown was meant to reverse the spike in infections and deaths due to the virus.

Efforts to procure adequate supplies of vaccines were being put in place and the President thanked the Chinese government for donating 200 000 doses of vaccines. He also thanked Russia’s President Vladimir Putin for also donating the Sputnik Victory vaccine.

The President said all Cabinet ministers, their aides and drivers as well as staff entering the Cabinet venue, would be tested regularly for Covid-19.

Mechanisms were being put in place to ensure Cabinet members attended meetings virtually from their offices. – Herald
