By Dorrothy Moyo| Many might wonder and perhaps this is the full explanation how and why the economic policies of the finance minister Mthuli Ncube have stood away from ZANU PF leader, Emmerson Mnangagwa’s command ethos. Ever since he came into office the man has branded his policies after the MDC’s “Smart” strategy document. He has even encroached into the dangerous waters of the banished prof Jonathan Moyo which led to the military coup last year of labelling Command Agriculture useless. Mthuli is instead calling for Smart Agriculture, copy lifted from the late Morgan Tsvangirai’s notes.
