By A Correspondent| Civil servants have declared incapacitation and will with effect from Monday next week report for duty twice a week.

In a statement yesterday, the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU) accused the government of lacking seriousness in improving their worthless salaries.
