2000 Succumb To Malaria

Malaria has killed more than 1 800 people in Burundi this year, the UN’s humanitarian agency says, a death toll rivalling a deadly Ebola outbreak in neighbouring Democratic Republic of Congo.


In its latest situation report, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) said 5.7 million cases of malaria had been recorded in Burundi in 2019 — a figure roughly equal to half its entire population. Of those cases, a total of 1 801 died from the mosquito-born disease in Burundi between January 1 and July 21, OCHA said.


The tiny country of 11 million people in the African Great Lakes region has still not declared a national emergency, despite OCHA saying the outbreak crossed “epidemic proportions” in May.

A new report suggests virtually all mosquitoes that spread malaria can be killed by a genetically modified fungus. “The national malaria outbreak response plan, which is currently being validated, has highlighted a lack of human, logistical and financial resources for effective response,” OCHA said in its latest weekly bulletin on humanitarian emergencies.


“All stakeholders, including the national authorities and partners are called upon to provide the requisite resources to mount a robust response to this event before it escalates.”
A lack of preventative measures like mosquito nets, climatic changes and increased movements of people from mountain areas with low immunity to malaria were driving the crisis, OCHA said. — AFP

House-breaking Cases Escalate Due To Economic Crisis

POLICE have said cases of housebreaking are on the increase in Bulawayo while theft from motor vehicle cases have declined.


In an interview, Bulawayo police spokesperson Inspector Abednico Ncube said there were more than 100 more cases reported in the first seven months of this year as compared to the same period last year.


“Between the months of January and July in 2018 we received reports of 2 280 cases of unlawful entry and housebreaking. The number shot to 2 391 cases in 2019. We therefore realised a 110 percent increase,” he said.


Insp Ncube said theft from motor vehicle cases had gone down by 300 cases under the same period.
“In 2018 we attended to 1 279 cases of theft from motor vehicles between January and July. However, the number has gone down to 972 cases within the same period this year,” he said.


Insp Ncube said a lot of arrests had been made although he could not disclose the actual number at the time of publication.


“At this time I cannot give an exact figure on the number of people arrested in connection with the cases. However, what I can state is that for most of the cases, arrests have been made with positive identification and some people have even recovered stolen property,” he said.


Insp Ncube commended members of the public for continuing to assist police through co-operating and volunteering information.


“Most of our successful operations have been as a result of joint efforts between the police and members of the public who are an important stakeholder. Most of our achievements are due to the participation of the public,” he said.State media

Willard Manyengavana Laid To Rest

VETERAN football administrator, Willard Manyengavana, who died on Monday was laid to rest at Glen Forest Memorial Park in Harare yesterday.


The funeral wake was attended by the who’s who of local football and they described him as a unifier who worked hard to see football develop.
Zifa president, Felton Kamambo, said the timing of his death was cruel as they needed him to help them stabilise the game.


“Willard was a committed administrator, a very experienced one and he was also a unifier and it’s unfortunate he has been taken away from us.


“When we had problems, Willard would always be advising, he had time for football, he could talk to anyone and had time for everyone.


“He wished that there would be peace in football and we are going to work throughout day and night to ensure that our ship is stable.


“He did well in the Northern Region, he was handling that role professionally and the community and business people had actually accepted him.’’


Family representative, Evaristo Benyera, said they had lost a pillar.
“From an early age he demonstrated ability to bring people together and he lived his dream in the end.


“He has taken our family name somewhere and the void will be difficult to fill,’ said Benyera.
It was also revealed Manyengavana once took a homeless boy to take care of him.


Tatenda Muyeza, who was taken from a local church, said he was at pains to describe his loss.


“I had nowhere to stay and he took me and, together with his wife, allowed me to stay in his house back in 1998 and he looked after me.
“No one knew that we were not related as he treated me like one of his sons,’’ said Muyeza.

City Council Pushes For 1000% Rates Hike

THE Bulawayo City Council is considering coming up with a second supplementary budget to increase rates by up to 1 000 percent arguing the city is in a crisis as it is failing to provide services.


The proposal comes at a time when Government is yet to approve the city’s first supplementary budget which sought to increase rates by 42 percent.


In May, the city council proposed to increase rates by 42 percent after residents rejected a 56 percent increment to finance its supplementary budget.


Speaking during a full council meeting on Wednesday, chairperson of the environmental management and engineering services committee Councillor Norman Hlabani said the 42 percent increment had been overtaken by events and would not assist council in any way.


“We’re in crisis and we’re failing to deliver the required services to the residents. We have no money because what the residents are paying is not enough to sustain council operations. We have decided that next week, all the 29 wards will inform the residents that we’re increasing by 1 000 percent,” said Cllr Hlabani.


He said council was struggling to attend to faulty sewer and water pipes due to lack of funding, adding that residents should pay more for council services.State media

Corrupt Government Officials Must Resign- War Veterans

THE Zimbabwe National Liberation War Veterans’ Association (ZNLWVA) executive has thrown its weight behind the Zanu PF youth league’s anti-corruption drive by calling on party and government officials implicated in corrupt activities to resign.


Zanu PF secretary for war veterans Douglas Mahiya said those named in corrupt activities must do the “honourable thing and resign” instead of using the courts to try and clear their names.


“If you are in government or holding a senior party position, you should resign when your name is fingered in corrupt activities,” Mahiya told ex-combatants
on Tuesday during a meeting held at the ZNLWVA Entumbane offices in Bulawayo.


“There is nothing absolute with the law. Some of the accused are able to evade the justice system through the courts. So if your name has been fingered in
corruption allegations; do the honourable thing and resign.
Mahiya added: “We should speak against corruption. Some people will use legal technicalities to escape being jailed despite it being a fact that they stole
money.”


This comes at a time when the Zimbabwe Anti-Corruption Commission has been given arresting powers.NewsDay

Government Increases CDF

Government has increased Constituency Development Fund (CDF) allocations to parliamentarians from $50 000 to $200 000 with immediate effect.


This was said by Finance and Economic Development Minister Mthuli Ncube while responding to parliamentarians during debate on the Mid-Term Budget Review Statement and Supplementary Budget presented last week.


“Honourable Members would also be pleased to note that we have increased the budget for the CDF from $50 000 to $200 000 per member,’’ Minister Ncube said.


The CDF is given to National Assembly members to carry out development projects in their respective constituencies.


Parliamentarians have been complaining that the $50 000 was no longer adequate to carry out any meaningful development projects due to inflation.State media

The senior and the U20 national sides taking part in the COSAFA competitions have failed to go beyond the semifinal stage.

The Mighty Warriors lost 3-1 to South Africa while the juniors suffered a 1-0 defeat to Zambia.

The U20 team reached the round after finishing second in Group A. The loss was their second at the tournament.

The senior side had a difficult encounter, with South Africa dominating play throughout the game.

ZESA Disconnects “Defaulters”

ZESA Holdings has embarked on a national blitz to disconnect all households illegally connected to the grid.


The operation comes after ZESA Holdings is losing millions of dollars from households using free electricity.
The Herald witnessed some of the disconnection process yesterday in Mbare and at Glen Norah A Specimen shopping centre.


The illegally connected houses have prepaid meters, but they do not recharge their meters. These meters have a fixed balance of zero because electricity is drawn straight from the main cables.


ZESA spokesperson Mr Fullard Gwasira said the company was losing a lot of money due to illegal connections.


“Our projections are that we have been losing about $10 million per quarter so for this year we have lost about $20 million through theft of electricity.


“I think what’s important is for our customers to appreciate that we have launched a nationwide campaign to try and rectify this anomaly going in all institutions and installations.
“Our system has an in-built capacity to identity those meters that are transacting or that have suspicious low consumption so we are guided, so this is the analysis that we are following through regularising.
“When customers are found wanting it’s important to emphasise that it’s a criminal offence that is punishable by a 10-year jail sentence in addition to the company recouping its money,’’ he said.State media

You Cannot Resolve Issues By Throwing Stones -Khupe

Farai Dziva|MDC-T president Thokozani Khupe has claimed that protests will not resolve the country’s economic challenges.

Khupe is part of the national dialogue under the banner of the Political Actors Dialogue (Polad).

Khupe told a state run publication she was against the protests.

“My issue is that you can only resolve issues by sitting around the table and talking to each other.

You cannot resolve issues by throwing stones, by burning tyres and by going out there. But you can only resolve issues by sitting around and discussing issues like we are doing right now (in Polad).

If we sit down with them (Government) and they explain to us what is going on, we can also give our input. I’m pretty sure that Government and the President listen to some of the issues that we present to them,” said Khupe.

“The problem is the exchange rates. The prices are increasing because they are chasing the exchange rate. Once it goes up everything else increases. That is what we have told them that you must deal with the issue of prices because the cost of living does not match wages and salaries. Wages must match the cost of living,” she added.

Government Ploy To “Exploit” Farmers Exposed

Farai Dziva|Prominent social media analyst Antony Taruvinga has described the introduction of the livestock taxation scheme by the government as a ploy to steal from farmers.

The value of cattle whether opening or closing stock cannot be treated as part of income.

Depending on intended use, cattle can be included in the capital, fixed or current assets when preparing accounts but not part of gross income.

This is a desperate move by government to further rip and eat into farmers’ households.

Farmers across the country esp. tobacco and cotton farmers remain poor despite huge output which they surrender to government and dubious companies for peanuts…

Taxation will not grow the economy. The government must focus on production not taxation. Why squeezing an overburdened, overtaxed population?

The people are encouraged to refuse to be used to finance the operation of both Zanu PF and illegitimate government of Emmerson Mnangagwa.

Siziba Bail Conditions Unfair :MDC

Farai Dziva|The MDC has described the bail conditions for the party’s youth assembly secretary general Gift Siziba as unfair and stringent.

The MDC is unhappy about the new bail conditions that have been imposed on our Youth Assembly Secretary General Gift Ostallos Siziba.

Siziba appeared at the Rotten Row Magistrates court this morning.

He was remanded to the 2nd of September 2019

However, the court today added more stringent terms to his bail conditions

Under the new tight conditions, Siziba is now expected to report to the police at least three times a week. His travel documents have also been taken away from him.

Siziba has since then instructed his lawyers to lodge an appeal urgently

The MDC suspects that there has been a high level of political interference in his case.

Zim Economic Crisis: Mthuli Is Slowly But Surely Losing The Battle

Mthuli Ncube’s argument that inflation is not as high as claimed can find symphasers, but it is a technical argument which ignores realities as felt by Zimbabweans.

The basis of his argument is that we should compare ‘like with like’ (which is statistically logical), suggesting that the baseline data we have been using erroneously takes USD prices from say 2018 and compare then with RTGS prices in 2019! He insists we should compare USD prices in 2018 and USD prices now. ONLY that he forgets that it is the same government that he serves that started the 1:1 fictitious parity between USD and RTGS. That fictious 1:1 parity between USD and RTGS became a default baseline.

Using it as a baseline for inflation becomes logical. In people’s lives the goverment made comparing RTGS and USD a comparison of “like with like”! When the government scrapped the USD, it DIDN’T adjust and rate the new RTGS incomes to USD.

Which suggested that moving from USD incomes to RGTS was moving from ‘like to like’. This is what unleashed the inflationary rollercoster. If Mthuli were to be granted his claims of faulty baseline data, workers also would claim faulty baseline incomes on the change over from USD to RTGS. He cannot have his cake and eat it too! Khupe Demands Permanent Solution To Zim Economic Crisis

Farai Dziva|MDC T leader Thokozani Khupe believes dialogue is the permanent solution to the country’s economic problems.

“We want to know for how long we are going to feel that pain before things change because we know that the economy has been down and under for a long time. We are looking for permanent solutions for our problems. We don’t want things that are not going to help us at the end of the day.

“We want permanent solutions to our problems. We want an economy that is going to be built on a strong foundation. While we don’t expect things to change overnight, there are things that need to be fixed like the cost of living which should match salaries and wages. That is exactly what we said to them. Look into prices which are rising everyday. Surely they must do something about that,” Khupe told a state run publication.

Khupe is part of the Emmerson Mnangagwa led POLAD discussion forum.

The Nelson Chamisa led MDC has distanced itself from POLAD arguing the whole thing lacks sincerity.

NSSA Rot:All Criminals Must Be Punished

The Movement for Democratic Change (MDC) has learnt with utter shock and dismay the contents of the recently released Auditor’s report which reveals that through the then Minister of Public Service Labor and Social Welfare and her associates, the organization suffered a potential financial prejudice amounting to $167,713, 756.00 and actual financial prejudice of $7,536,375.00.

Indicated in the same report is the criminal conduct of NSSA employees working in cahoots with the Minister where the former awarded the MetBank facilities that were not merited leading to a huge exposure of $62,003,96.00. The corruption within NSSA might look like mere figures, but quite sadly they have far reaching socio-economic implications on the livelihoods of pensioners. At the center of the effects of the NSSA scandal is the failure by the institution to honor its obligations on pensions. After decades of hard work and deductions, retirees become paupers due to the avarice of corrupt politicians who seek to profit at the expense of the impoverished workers.

The criminals must not go unpunished but beyond the punitive measures that we expect to be taken against those who have been caught with their fingers in the pie, the MDC proposes systemic and structural reforms of the public pension fund. We acknowledge that pushing for NSSA reform in the absence of political stability and under the current illegitimate administration is a tall order.

We also acknowledge that progress on pension fund governance builds on the level of governance in the whole economy which is currently in tatters. Nonetheless, guided by our conscience and core values of justice and fairness, we are taking it upon ourselves to stand in defense of the vulnerable pensioner; hence in the short term, the MDC through its parliamentary deployees will push for a
Pension Reform Act that will necessitate the creation of a Pension Reform Taskforce which seeks to:

1.Guarantee the provision of adequate and viable retirement income to all NSSA contributors

2.Protect the vulnerable against livelihoods risk due to corruption and undue political interference

3.Improve the hygiene and governance practice of the organization especially ensuring that the responsible Minister and Treasury must not have disproportionate power over the Pension Fund.

4.To ensure that there must be a clear separation between the investment arm of NSSA and the wing that deals with the administration of pensions.

  1. Internal and external governance mechanisms and investment controls must be put in place in order to isolate pension reserve funds effectively from undue political influence.

The Act must empower the Pension Reform Taskforce to embark on a robust reform of NSSA exercise that will cure the current problems such as the fact that the pension fund is not shielded from political pressure, investment policies do not respect guidance regarding risk exposure and accountability to members is weak. The mechanism for minimizing corruption and fraudulent activities within NSAA must focus on:

  1. Governance practices of the organization to ensure transparency, establish systems for mitigating conflict of interest and accountability of each function and roles. Members must have representation within the governance structure with strong mandate
  2. Accountability must see the effective benchmarking of operations and performance of the organization. The civil servants have the right to know.

3.Fund Management, this must be in the custody of competent and qualified professionals with their only objective being to serve

The MDC also proffers the following suggestions which will help combat corruption in a future centralized retirement fund.

(i) Introduction of criminal sanctions for all corruption related offenses especially for public officials

(ii) Provision of and setting up special criminal courts to deal with corruption and economic crimes.

(iii) The right and mechanism for a direct recall of elected officials by the electorate.

(iv) Mandatory declaration of assets for public officials.

(v) Establishing, strengthening and institutionalizing the National Economic Crimes Inspectorate (NECI).

(vi) Regular State sanctioned life-style audits.

(vii) Limited Terms of office for all senior public executives including heads of State enterprises and parastatals.

(viii) Strengthening transparency mechanisms on State procurement including the introduction of public bidding on major public tenders.

(ix) Increased access to information for citizens including publication of terms and conditions of public and public- guaranteed contracts.

(x) Strengthened oversight role for parliament in all public enterprise.

(xi) Strengthened oversight role for the Civic Society and the Media.

A Bust-Up Between Genuine Reforms and A Pile of Lies.

By Majaira Jairosi| Since the November 2017 coup, fate ushered in a new breed of political predators whose consciences allow them to be cunning. Today Zimbabweans are living in one of most deplorable circumstances in the history of tyranny, with nothing but their dignity stripped by a ruthless government. 

Soon after tricking both military men and the generality into believing that they were executing a revolution to target criminals around Mugabe, the current crop of rulers in-charge of Zimbabwe parcelled power to themselves.

They told Zimbabweans that they were a “New Dispensation”, A second republic, and that Zimbabwe was open for business. The leaders of the coup, Constantino Chiwenga, Sibusiso Moyo and Perence Shiri received so much goodwill and were supported by countries within the region and overseas countries particularly the united kingdom. The then UK ambassador Catriona Laing even became their patron. 

The rebels imposed Emmerson Mnangagwa as their president and once in office Mnangagwa promised political reforms and the upliftment of the lives of ordinary Zimbabwe. His advisors were telling him the right things to say, such that many people started to believe in what he was saying and others thought he was sincere.

Events were unfolding so fast that within months, Emmerson Mnangagwa announced the elections date, which were to take place on the 31 July 2018. It was after the promulgation that we started to notice signs that the system was not a “new dispensation” but that it was a “second republic” carrying on with the habits of the fist republic.

They started to deviate from their promises of political reforms and the betterment of the people of Zimbabwe. The militarisation of the government, interference with Zimbabwe Electoral Commission, State capture of entities like The Herald and its sister papers and the prevalence of corruption, were most notable signs of a regime that was not up for transformation. Zimbabweans were soon to realise that there was a sharp dichotomy between genuine reforms and an orgy of lies.

Months leading to the elections exposed the Zanu PF regime as an unrepentant cult and that Mnangagwa was copying every tactic from Mugabe’s playbook. Zimbabwe went to elections with the play field tilted against the opposition. Promises of political reforms were never fulfilled and Zimbabweans continued to suffer.

Then the hell broke loose on,1st of August 2018, the eve of presidential elections results, when Zanu PF hoodlums clad in military fatigue fired live bullets at protestors killing six in the mayhem. This left the whole world shocked and many Zimbabweans deeply traumatised & disconsolate. Those whose were having a soft spot on him were embarrassed and appalled by Mnangagwa’s decision let alone an act of ruthlessness and murder. But again, this was him, a man whose political history is littered with gory stories of murder and ruthlessness.

Soon after the tragedy, I tweeted on my twitter handle, giving a warning that Mnangagwa was unrepentant, difficult to rehabilitate and that if given an opportunity, he would kill again. It only took him five months and he killed again in January 2019, this time more than a dozen people were massacred on one of the regime’s other most horrendous act of terrorism against its own people.

To date nothing has change, the regime has not reformed. The appointment of people like Utoile Salaigwana & Loice Matanda Moyo is suspicious and leaves a lot to be desired. Salaigwana was one of the elections officers who oversaw one of Zimbabwe’s ugliest elections in 2008, which saw hundreds killed, but they still went on to declare Mugabe as a winner after a one man race re-run. Loice Moyo is the wife of the man who announced the coup, Sibusiso Moyo, and has close links with ZEC’s Priscilla Chigumba and the judges who endorsed Mnangagwa in August 2018. She was appointed as chairperson of Zimbabwe Anti-Corruption Commission (ZACC). 

Against this backdrop, it is high time that the opposition take a decisive position in dealing with the scourge of lies and pretence being exhibited by this regime. The planned demonstration on the 16th of August 2019 was long over due and every citizen who cares about Zimbabwe must come out and join others. 

Mnangagwa’s regime has shown that they are not prepared to have a meaningful dialogue with people that matter, but they have opted to congregate a number of losers in a bogus dialogue, which they gave an acronym POLAD. The regime’s ignorance, its arrogance and contempt for the people, shows a total lack of sensitivity to national sensibilities, and now they have to safe the masses as they take dialogue to the streets. 

Given the regime’s record of dishonesty when it comes to matters that require negotiations, it is necessary that dialogue be taken to the streets. Dialogues that are done in hotels over a cup of tea and a bowl of scones are futile. Nothing will ever materialise, after all this Zanu PF regime is not sincere and has never been sincere.

All along, the regime has been lying about reforms, but again one cannot run a country on lies and deception. The struggle in our great nation throughout the history has been between men of honesty and dishonesty men, between men of certitude and crooks; and between those with national interest at heart and those who see the nation as a casino.

We are eagerly waiting to see the depth of their lies and commitment to genuine reforms.

Former Zanu Pf MP Under Fire Over Stands

By A Correspondent- Disgruntled Zanu PF members in Kadoma this week dragged former Kadoma Central Member of Parliament Fani Fanuel Phiri to appear before the Justice Tendai Uchena-led Lands Commission to answer allegations of diverting more than 600 residential stands to his personal project.

The unhappy party members, led by Panyika Jack, are accusing the former legislator of diverting the stands to his Berina Housing Scheme after the party had donated 50 hectares, being part of Pixie Combie, to the party leadership in Kadoma’s 12 wards.

“Sir, we are here as disgruntled Zanu PF members to find out how Berina Housing Scheme is being run by former Kadoma Central Member of Parliament, Fani Phiri,” Panyika said.

“The government through the then Local Government Minister, Ignatius Chombo, donated 50 hectares of land in Pixie Combie to be shared among Zanu PF leadership
in Kadoma, but the former legislator grabbed the land and formed Berina Housing Scheme with the stands that were meant for the people.”

Panyika added: “We want the Lands Commission to verify the ownership of the scheme; we feel that we were denied what was rightfully ours. What did Chombo see
in Phiri to give him 50 hectares? Phiri called for a meeting in Rimuka Hall sometime back and advised us to come with 50 names from the 12 wards of Kadoma Central constituency, but we discovered later that he had formed his own housing scheme.”

Phiri was then asked by the commission to leave the court room because some of the witnesses were not comfortable with him being in the room.

In an interview, Phiri, however, denied the allegations that he had diverted land that was meant for Zanu PF members, but actually applied for the 50 hectares through the Ministry of Local Government and National Housing in 2015 and his application was successful.

“The land in question does not and never belonged to Zanu PF. I actually applied for the land in 2015 and land was availed to me and then I formed Berina Housing Scheme to parcel out stands for residential stands,” Phiri said.

Uganda’s Museveni To Monitor, Register, Levy Social Media Influencers

Influencers on Ugandan social media and others with large, commercialised online followings must henceforth register their activities for monitoring by the state, the country’s communications regulator said on Thursday.

Authorities say the scheme, which also levies a $20 fee, is designed to clamp down on immoral or prejudiced content. Critics view it as part of an escalating campaign by President Yoweri Museveni to suppress online content disapproving of him and his government.

Last week, university lecturer and social researcher Stella Nyanzi was jailed for 18 months on cyber harassment charges stemming from a Facebook post criticising Museveni.

According to digital communications rights watchdog Unwanted Witness, between 2016 and 2018 at least 33 Ugandans have either been summoned and interrogated by police or charged with online communications offences.

The registration scheme is “not a positive move, it infringes on the rights to freedom of expression. People are able to express themselves well when they know that somebody is not watching over them,” said the organisation’s chief executive, Dorothy Mukasa.

Uganda Communications Commission (UCC) spokesman Ibrahim Bbosa said the “data communicators” to be registered included individuals with heavily followed social media and other online accounts that carried ads alongside other content on platforms including Twitter, Facebook, Instagram and YouTube.

That would include prominent musicians, journalists and socialites.

“As a data communicator… you’re pushing out content which could easily violate the known parameters of morality, of incitement, of ethnic prejudice or not be factual,” Bbosa said.

“We want online platforms to register with the commission so that we can monitor (them),” a process that the $20 fee was designed to fund.

Robert Ssempala, the national coordinator for Human Rights Network for Journalists-Uganda, said that, for many, the fee was prohibitive.

“The spirit of the regulation is essential to make it extremely unaffordable, to make it extremely frightening for people to engage in sharing information on social media,” he added.

Last year the government introduced a tax on the use of popular social media platforms.

Museveni has repeatedly complained that Ugandan social media is a vehicle for “lying” and “gossip”, interpreted referring to information critical of the government.

By A Correspondent- The Zimbabwe born Wellington Chaparadza, is a successful UK entrepreneur who is flying the Zimbabwean flag high.

Chaparadza was last year awarded a jackport when he received an order for over US$300k to manufacture among other products, his powerful yet odourless detergent which is way stronger and much more powerful and effective than most products that are currently on the shelves.

In an exclusive interview with ZimEye, the successful entrepreneur, whose field of study is chemistry, demonstrated how the detergent, made from maheu works.

He attributed his success to the negative and mocking comments by flamboyant businessman Philip Chiyangwa some time in 2000 against teachers in Banket who were being forced to attend a Zanu Pf rally.

He was one of those teachers resisting to attend the rally.

The comments, according to him, was his turning point where he realised that the teaching profession was not his field.

He told ZimEye that he wants to one day meet Chiyangwa.

Chaparadza said:

“Sometimes you get inspired by negative comments and sometimes you are driven by passion. Sometimes circumstances push you towards your goals and success. Mine is a long story.

… I hope you will connect me to this man (Philip Chiyangwa). I would love to meet the man one day.”

Chaparadza however narrated the events of the day which marked the beginning of his journey towards entrepreneurship.

“I was teaching in Chinhoyi, Banket and i was teacher at Zimbabwe Open University. And so one day, we went to a rally. It was on a Friday and then as teachers, you know, we were not allowed to be active in politics, but then we were forced to go on this particular day.

Chiyangwa saw the resistance among the teachers and then he told us, “Teachers you have nothing, why are you this pompous, you know you work all year but your salary can not buy my left shoe”.

Maybe he has forgotten but i have not. It was in 2000.

This was my turning point because I then realised that teaching was not for me. What he said that i can work all year but my salary is not enough to buy his left shoe really moved me.

He said this while he was standing on the podium and he emphasised it that our salary for the whole year could not buy his left shoe adding that it is the least expensive of his two shoes. The right shoes was therefore out of bounce for us because it was way more expensive.

But that inspired me and i said myself teaching is not for me. Yes, some of the things said you forget, but for some, you do not forget, But that was my turning point.”

FULL TEXT- “Govt Brazenly Withholds MDC Grant While Paying Zanu PF”

In a brazen act of political thuggery, the government has withheld the MDC grant entitled to the party under the Political Parties Finance Act while Zanu PF has already been paid their dues.

The past one week has seen top MDC officials being sent from pillar to post in their quest to get the grant entitled to the party under the laws of the country.

The government grant is the money that as a party we use to support parliamentary work and other administrative and political purposes that advance the agenda of the people who continue to support the MDC, as evidenced by the 2,6 million votes received by President nelson Chamisa in last year’s stolen election.

Now Zanu PF is engaging in cheap political games to deny the party its share entitled to it under the Political Parties Finance Act.

We place it on record that it was none other than the permanent secretary in the Ministry of Justice, Mrs Virginia Mabhiza, who confirmed to the MDC last week that the government had disbursed money to political parties.

She confirmed that she had already disbursed money to Zanu PF but upon being asked about the MDC share, she referred us to Justice Minister Ziyambi Ziyambi, who denied that they had received the money from Treasury.

On Tuesday, 6 August 2019, the MDC secretary General Hon. Chalton Hwende met with the Finance Minister Hon. Mthuli Ncube at Parliament in the presence of Minister Ziyambi Ziyambi. Minister Ncube insisted in the presence of Minister Ziyambi that he had since disbursed money to political parties.

Minister Ncube expressed shock that the MDC had not received its share of the money, to which minister Ziyambi then promised to disburse the money the following day but he did not do so.

The next thing we heard from the Ministry of Justice was that they were not releasing our money because they had received a letter from Lovemore Madhuku on behalf of Mrs Thokozani Khupe, the president of another party calling itself the MDC T, seeking to receive our share of the money. For that reason they said they could not disburse our money.

It is important to state that Madhuku was a presidential candidate who contested the last election. Mrs Khupe’s party also contested the last election and her party is represented in Parliament.

It is shocking that a party with representation in Parliament, which representation fails to meet the threshold for receiving money under the Political Parties Finance Act, would claim money due to another political party.

The MDC bemoans the conflation between the party and the State which Zanu PF is using to deny us the money due to us under the laws of the land. We have seen statements from the government saying we cannot receive our money because government has other priorities.

Yet this is the same government that is on record saying that they have a surplus. If they have a surplus on their budget as they claim, they should simply give the MDC its share.

We are tired of these cheap games. We are tired of being harassed, victimized and having our legitimate operations crippled for demanding that which is rightfully due to us.

War Heroes Who Died In Vain

By Dr Masimba Mavaza | The war was raging on. Every person in the village had had an encounter with the freedom fighters. We all knew the drill. The arrival of the freedom fighters in a village was so a secret but an open one. It was hush hush and no one would say it openly. It brings both fear and joy. Joy that we will have those singing nights; those nights were great, wonderful and giving a sense of belonging. Pungwes were nights of singing and taking lessons of war and patriotic lessons. There would have been no war without pungwe.

Pungwes had their own down sides, it was the time when the Freedom fighters will mete instant justice on the povo. They were called traitors. Traitors would be brought before the people’s court. They would be summarily tried if found guilty they would be dispatched to meet their maker. More often the death will be painful. Some would take the whole night being tortured and the youth vana mujibha would be told to take them to the catfish, kumaramba. There they will be either forgiven or killed.

For as long as I live, I will never forget April 17, 1978— the day the Freedom fighters stormed into our village. I was playing pada with my sister when the youth came to tell the people that there will be pungwe at the headman’s compound. The Headman was my father’s senior brother.

At first, the people in the village cheered their arrival but soon stopped when the menacing Mujibha’s demanded chicken and beef for vana mukoma. Our parents new the drill, so chicken were slaughtered and it was my father’s duty to donate a bull. It was not always a willing donation but it would be a clear difference between life and death.

In no time we were at the headman’s compound. All villagers were sat in the centre and the armed men were encircling the anxious villagers.
One combatant may be the commander of the group started to address the villagers. He started by saying do you know us. The answer was rehearsed it would be no. We don’t know you.

Then he would introduce his group starting by explaining the purpose of the war; and that they are the children and every other person who is married was their parent. Vabereki tiri vana venyu.

Makatituma kuti tiende ku Moza. Parents you asked us to go to Mozambique to train to fight so that we can free our country. The talk would be so charged so emotional. You would actually feel that you are part of the war.

Now the commander asked the question again. Do you know us? At that moment my fathers brother stood up and said. Yes I know you. I met you at the Chikodzonga village last week. The commander was not amused. My uncle was very outspoken. He had served years as a political detainee at Hwahwa detention centre. He had shared cells with Cdes Takawira, Maurice Nyagumbo and many others. Only that on his release he joined Abel Muzorewa and he was very senior in the UANC a party led by Bishop Muzorewa. The freedom fighters were not amused. They had let him go in the first encounter but this time he had crossed the kine. You never met them even if you have.

The commander told my uncle off and ordered him to sit in the centre. He was about to receive his lessons never to know what he knows.
The commander put his gun down the gun had two stands in front. We were told it was called an LMG. It had a pot like thing in the centre. The gullible villagers were told that the gun can identify a witch if it wishes.
In the meantime some Mujibhas were asked to bring some learning aides for my uncle he was supposed to be taught a lesson in the full view of the village.

We realised quickly that the learning aides were sticks obviously to beat him up. They asked him to lie down prostrate.
Before he was taught the so called lesson the silence was interrupted by a sound of distant gunshots. What followed was stampede. There was no waiting or taking instructions. People took to their heels in the darkness. Uncle was saved by a gunsound. Saved by the gun.
We ran and went very far. That night I slept ten villages away.
The following day we were told all was clear and the gun sound was an accidental discharge in a village away from ours. Being a night we did not want to wait to find out what happened.
So on receiving the all clear sign we trouped back to our village.
Night came fast and were to have a night without a pungwe. But that was the night which turned our lives upside down.

Uncle Peniah who had survived a lesson saved by a gun was taken by the Mujibhas and frog marched to where the comrades were. They walked for half the night before temporarily settling in an occupied village. Moving from house to house trying to find the commander. Uncle was tortured and beaten then the commander told the mujibhas to take him to another house and keep him there until day break. On their way to the house uncle escaped. They failed to capture him but the search for him was intensified.

The Mujibhas were actually Uncle’s brother’s children. My cousins. They decided to go to Uncle’s house to lay an ambush on him. As fate would have Peniah decided to slip back to his house so that he can take his family to safety. That was a mistake which was to be his last. As he arrived at his home. Stead the Mujibhas pounded on him. He fought bravely and as he was fighting he called out the names of his attackers. He was outnumbered and overpowered like a lamb he was led to his slaughter.

The following morning uncle was found in a shallow grave with a pick head lodged in his head. He exhibited cruel signs of torture. He died at the hands of his own children. His own blood. The commander had not authorised his killing. Peniah died a hero. He died believing that he was fighting for our freedom. His family was forcibly separated and never saw their father ever again.
To save her children’s lives, Peniah’s wife Ma Dube took her kids to Bulawayo. As a person one could not begin to imagine any mother’s anguish at having to send her children away, not knowing if she would ever see them again, or if they would be hurt, starved, tortured or killed. But she knew that all of them would not survive if they stayed together, so she made the heart-wrenching choice to separate them.
Many people died simply because someone was settling a village score. Someone was jealous of the other and many more were murdered in the name of comrades.

Comrades were blamed for cruel murderous deeds of jealous villagers who used the war as the scapegoat.
Those are some heroes who indeed watered our freedom with their blood.

Tout Poses As CIO Operative, Threatens Prison Officers, Law Firm Employee With Abduction

By A Correspondent- A 32-year old Beitbridge-based  tout who in December last year caused a scene at the Mwenezi Magistrate Court by masquerading as a member of the Central Intelligence Organisation (CIO) and threatening to abduct prison officers, was last week arrested for threatening – through a telephone call – to kidnap an employee at a law firm.

After being convicted of making threats of violence against Mwenezi prison officers and impersonating a CIO, Rhodes Nyoni went on to threaten Tapiwa Simukai, a secretary with Mutendi, Mudisi and Shumba Legal Practitioners’ Mwenezi office.

Since then, Nyoni had been on the run, only to be rearrested by the police last week after he was spotted at Rutenga growth point.Appearing before magistrate Honest Musiiwa for the offence of violating section 88 (2) of the Postal and Telecommunication Act Chapter 12:05, Nyoni pleaded guilty.

He was sentenced to 30 days behind bars or alternatively pays a fine of $80.

Prosecuting Caroline Pasipanodya, told the court that on December 06 last year, Nyoni sent an audio message to Simukai vowing to kidnap and severely assault him after accusing the law firm of mishandling a case involving his in-law.

Last year, Nyoni got into trouble with the law after he approached prison officers who were taking the in-law to jail and tried to negotiate favourable treatment on the prisoner’s behalf.

When his request was turned down, Nyoni who then claimed to be a CIO agent threatened prison guards with abduction.-TellZim

Chief Defaults Maintenance Again, Slapped With 2 Months Jail Term

By A Correspondent- Chief Neshuro, born Rodwell Gudo, was last week arrested yet again for failing to pay maintenance fees to his former wife.

The traditional leader was convicted and sentenced to two months in prison suspended on condition that he urgently clears the arrears.

Magistrate Honest Musiiwa admonished the chief and said his social standing made it mandatory for him to lead by example. He said it was regrettable that the chief continued to be a bad example in front of his subjects.

The charge against Gudo is that sometime in March 2018, he was ordered to pay a monthly maintenance fee of $120 to his ex-wife Rumbidzai Namo for the upkeep of the duo’s three children.

However, for the period extending from June 2018 to February this year, the chief failed to honour his obligation thereby accumulating arrears amounting to $695.

Earlier last year, the traditional leader, who resides in Makaranga village, was arraigned in the Mwenezi Magistrates’ Court where he was convicted for defaulting on his maintenance obligations to his ex-wife. 

The chief had defaulted on paying maintenance to Namo and his arrears had accumulated to $2400. He was convicted and sentenced to six months in prison but the sentence was suspended on condition that he cleared the arrears.-TellZim

“I Am Against Protests”: Dr Thokozani Khupe

By A Correspondent- MDC-T president Dr Thokozani Khupe has said protests will not resolve the country’s economic challenges, but dialogue, proffering solutions and unity of purpose are required to transform the country’s fortunes.

Dr Khupe, who is part of the national dialogue under the banner of the Political Actors Dialogue (Polad), said there is no quick fix to the economic problems bedevilling the country, but Government should ensure that prices match people’s salaries.

President Mnangagwa called for dialogue among leaders of political parties that participated in last year’s harmonised elections and almost all of them, except the MDC-Alliance, came on board.

In an interview with our Bulawayo Bureau, Dr Khupe said she was against protests as they did not bring solutions to economic challenges affecting the country.

Her sentiments follow an announcement by the MDC-Alliance led by Mr Nelson Chamisa that they will unleash protests against Government next week.

“My issue is that you can only resolve issues by sitting around the table and talking to each other,” said Dr Khupe.

“You cannot resolve issues by throwing stones, by burning tyres and by going out there.

“But you can only resolve issues by sitting around and discussing issues like we are doing right now (in Polad). If we sit down with them (Government) and they explain to us what is going on, we can also give our input. I’m pretty sure that Government and the President listen to some of the issues that we present to them.”

Dr Khupe said last Friday that Polad members met Finance and Economic Development Minister Professor Mthuli Ncube and Reserve Bank Governor Dr John Mangudya, among other senior Government officials, seeking an explanation on what is happening in the economy.

Dr Khupe said they had frank discussions with the senior Government officials who explained reforms being implemented.

In response, members of Polad urged Prof Ncube and Dr Mangudya to tame prices and foreign currency exchange rates.

“The problem is the exchange rates,” said Dr Khupe.

“The prices are increasing because they are chasing the exchange rate. Once it goes up everything else increases. That is what we have told them that you must deal with the issue of prices because the cost of living does not match wages and salaries. Wages must match the cost of living.”

Dr Khupe said confidence building, unity of purpose and increasing production were some of the issues that needed to be addressed in turning around the economy.-StateMedia

Former Zim Deputy Prime Minister Warns South Africa Against Chaotic Land Redistribution

By A Correspondent- Former Zimbabwean deputy Prime Minister Professor Arthur Mutambara has warned South Africa against implementing a chaotic approach in the expropriation of land calling on them to learn from their northern neighbours. 

Said Mutambara at a presentation at Rhodes University:

“There is a problem that you must watch out for as South Africans, land expropriation is a good idea but might be abused by the elite who take a good idea and use it as a political tool.”

He warned politicians against abusing the land expropriation process in order to gain votes without commitment to the idea. 

“The number one lesson is, don’t allow a good idea to be used by political elites for their self interests. They will talk about it because it’s a popular cause, because there is a historical basis but have no commitment to it,” said Mutambara.

He called on ANC and EFF to walk the talk on the land revolution. 

“Once the land is taken, it must not be distributed in a partisan manner, don’t allow the political elites to seize the land and distribute among themselves, that’s the lesson we learnt from Zimbabwe,” said Mutambara. 

Masvingo Youth League Boss Under Fire For Corruption, Abuse And Personalising Party Property

By A Correspondent- Daggers have been drawn against Zanu PF Masvingo youth league boss Brian Munyoro who was last week confronted by a group of local and Harare-based youths who accused him of corruption, sexual abuse and personalising party property.

Zanu PF national youth league political commissar Godfrey Tsenengamu led a group of Zanu PF youths from Harare for an outreach in Masvingo.
The outreach was met with little success after Munyoro reportedly snubbed the meetings in the wards and failed to mobilise party supporters to attend as a way of sabotaging Tsenengamu’s work.

Sources close to the developments alleged that during one of the meetings at Roger Howman Training Centre, some youths seized Munyoro’s car keys and cell phones while others beat him up. It has also been established that the some members of the Masvingo provincial youth league are unhappy with Munyoro’s leadership but no one had the guts to stand up to him until they formed an alliance with the visiting Harare youths to humiliate him.

When contacted for comment, Munyoro said the youths who demonstrated against him were just jealous and are fabricating stories to try and soil his name.

He said:

“It all happened in full glare of our leadership and they are all aware of what happened. I now wait to hear from them on the course of action to be taken against the culprits. They are just people who are jealous of my life and will do anything to soil my name. I have not done anything wrong but I have remained focused in supporting and building our party even during the time when we were vilified for being Lacoste members.”

Youths who spoke to a local publication accused Munyoro of being a sexual predator who abused women under his ranks.

Said one source:

“We want him to go and we will not rest until he is send packing. We want leadership which is exemplary not what we are seeing in Munyoro. He has bedded many women under his rank by abusing his powers and the car which the party gave him.

Last week in Chiredzi he tried the same tricks on one of the ladies but he was turned down. He then tried to force himself on the lady but he failed. He uses the party vehicle as his bedroom and that must stop. The vehicle he drives belongs to the party yet he personalises it. We heard a lot of reports about him and we decided to act because the youth here are afraid of him,” said one youth from Harare.

The youth league accused Munyoro of stealing over 3 000 litres of fuel which had been donated for party programmes.

“Masvingo got 4 000 litres of fuel to do party programmes and Munyoro converted 3 000 litres to personal use and declared only 1 000 litres,” claims one youth.

Other sources said Munyoro was dictatorial in his leadership approach, accusing him of stripping other league leaders of their powers.

“He does everything himself. He is now the chairperson, the treasurer, the spokesperson and the commissar of the whole province. He personalises power and all other elected members have been rendered irrelevant. He is also abusing his power to sleep with all the girls,” complained a source.

Another youth league member, however, defended Munyoro saying the fight was simply a manifestation of factionalism in the youth league.

“There are bigger divisions in the league and Munyoro is just a victim. They are jealousy of his success and the big car he is driving?” said the member.

Zanu PF national youth league boss Pupurai Togarepi could not be reached for comment as his mobile went unanswered.-TellZim

Foreign Affairs Minister, SB Moyo Bunking Parliament?

By A Correspondent- Opposition legislator Joanna Mamombe accused the Foreign Affairs minister of “never setting foot in parliament” adding that the minister was deliberately not apologising or giving an explanation regarding his whereabouts.

Said Mamombe:

“I rise Mr. Speaker. The Hon. Minister of Foreign Affairs has never stepped in this House.  We have questions in terms of our foreign affairs issues; we should get an apology or an explanation why the Hon. Minister is not coming to Parliament.”

The acting speaker however respondent and said the minister had apologised but the matter had been noted.

MAINTAINANCE OF PEACE AND ORDER BILL [H. B. 3, 2019]

          THE MINISTER OF HOME AFFAIRS ND CULTURAL HERITAGE (HON. MATHEMA): Thank you Hon. Speaker.  Section 117, of our Constitution exhorts the Legislature, among other things,  to make laws for the peace, order and good governance of Zimbabwe.  It is not by chance that these three things, peace, order and good governance keep company with each other in the same sentence.  I will go further and say peace and order are the pre-conditions for enjoying all the other blessings we desire for ourselves – family, prosperity, communitythe pursuit of knowledge and happiness, freedom, self determination and security to property. 

No matter what our differences maybe, peace and order afford us the time to think and urge among ourselves, how we may improve if we have gone wrong.  As Aristotle once said, “the use of rational speech is more distinctive of human beings than the use of their limbs”.  I will not rehearse for Hon. Members the history of how law and order legislation has been used and abused since colonial times in our country, how the Law and Order Maintenance Act was succeeded by the Public Order and Security Act (POSA) and how it is now proposed to be replaced by this Bill before you.   Suffice to say that POSA itself under went several amendments to moderate its provisions since it was enacted in 2002. 

          Most notably, in 2007, the Public Order and Security Amendment Number 18 of 2007, which was partly the result of an inter-political party consultation process.  This Bill too has been subjected to searching cross-party scrutiny by the Parliamentary Legal Committee resulting in several amendments that are embodied in the Order Paper.  Some concessions were made by the Government with a view to strengthening the constitutionality of the Bill, others were made in the spirit of wanting to achieve consensus across political party lines.

          I will also not go into any detail about the particulars of the Bill; the Explanatory Memorandum appended to the Bill is sufficient for that, though I will highlight a couple of its salient features.  As a matter of general principle, no reasonable person can dispute the need for a well-regulated community to make some legal provisions for the orderly and dignified conduct of public assemblies and processions as long as the legal measures in question fairly respect the rights, freedoms and interest of participants and non-participants alike.

          Part of the inspiration for POSA was the Public Order Act of England and Wales, enacted in 1986 mostly on the basis of recommendations by the UK Law Commission.  That Act requires at least six clear days’ written notice to be given to the police before most public processions, including details of the intended time and route and giving the name and address of at least one person proposing to organise it.  It creates offences for the organisers of a procession if they do not give sufficient notice or if the procession diverges from the notified time or route.  It also empowers the police to impose conditions on processions to prevent serious public disorder, serious criminal damage or serious disruption to the life of the community.  There are provisions also to prevent hate speech at public assemblies.

          If we were to consider these provisions in the light of our own Constitutional freedoms, a critic using an unreasonably strict interpretation might conclude that they offend against the freedom of assembly and freedom of speech but as will be pointed out below the rights and freedoms of demonstrators are not the only rights and freedoms at stake here.

          Another more direct inspiration for POSA and for its proposed replacement, the Maintenance of Peace and Order Bill is the Regulation of Gatherings Act of South Africa.  we challenge any critic of our proposed law to compare our provisions with those of the South African Act and to point out to us in what particular way the South African Act better than ours with respect to the following matters:- the notification of public gatherings, police powers to prohibit and regulate public gatherings, the use of force by police to disperse unruly gatherings, the zone within which gatherings may not be allowed around certain public buildings and offences and penalties for non-compliance with the Act.  In every case, it will be found that our provisions are reasonable and comparable and in some cases even more favourable.

          As regards Clause 14, (Persons to carry identity documents) of the Bill, we  have concluded in the Notice of Amendments to be presented before you at the Committee Stage that no police officer ought to demand the production of an identity document from anyone except upon reasonable suspicion that that person has committed some offence.  Very often, the mere production of such an ID will dissolve suspicions of criminality and hence make an arrest unnecessary.  I wish also to draw your attention to Clause 18 which specifies the circumstances under which the Defence Forces may be summoned to assist the police.  This provision is included incompliance with Government’s obligations under Section 213 of the Constitution. Our Government has welcomed any criticism of the Bill made in an open and constructive spirit with aview to improving it but cannot do anything about vague and unspecific accusations made primarily with the object of discrediting our country, unjustifiably in the eyes of the international community.  As with any law, a balance must be struck between the rights and freedoms of individuals and the interests of the community at large. 

Many kinds of meetings have been put outside the scope of this Bill as you can tell by consulting the Schedule to the Bill.  The State is concerned only with those gatherings, processions and marches primarily but not exclusively of a political nature in which partisanship and bad feeling may get out of hand to the detriment of the rights and freedoms of others.  Considerations of public health may also make it incumbent upon Government to regulate gatherings.

In conclusion, the Government objects strongly to the characterisation of the Bill as ‘undemocratic’ without specifying in what specific respects the Bill is ‘undemocratic’ or how it violates the charter of rights and freedoms in any way not contemplated in a democratic society.  The rights and freedoms of demonstrators are not the only rights and freedoms to be considered when a gathering has the potential to become disorderly.  Other human beings have rights and freedoms too, in particular those who may be victimised in their persons and property by unruly demonstrators.  To quote in part from Section 87 of our Constitution:

“(2) The fundamental rights and freedoms set out in [the Declaration of Rights and Freedoms] this Chapter may be limited only in terms of a law of general application and to the extent that the limitation is fair, reasonable, necessary and justifiable in a democratic society based on openness, justice, human dignity, equality and freedom, taking into account all relevant factors including – (b) the purpose of the limitation, in particular whether it is necessary in the interests of defence, public safety, public order, public morality, public health, regional or town planning or the general public interest; and (d) the need to ensure that the enjoyment of rights and freedoms by any person does not prejudice the rights and freedoms of others.”

The same provision of the Constitution urges lawmakers to consider whether there are any less restrictive means of achieving the purpose of the limitation.  This we have striven to do in the amendments to the Bill that are embodied in the Order Paper.

I therefore urge Members on both sides of this House to support this very necessary measure to secure peace and order in our beloved country.

Mr. Speaker Sir, I move that the Bill be read for the Second time.

Zanu PF Is Denying Us The Right To Demos” – True, But Thick Jail Wall Is Not Why We Are Stuck

By Nomusa Garikai: Zimbabwe is in this economic and political mess for one over-riding reason – ignorance.

What makes ignorance such a difficult, a near impossible, failing to cure is that the ignorant are rarely aware of their fault. Indeed, the ignorant often consider themselves the fountain of wisdom.

Zimbabwe’s worsening economic situation has galvanized the nation to search for a solution. Nelson Chamisa and his MDC friends have proposed the formation of a new Zanu PF and MDC GNU and has called out for street protests on 16 August to press Mnangagwa and Zanu PF into accepting the proposal.

MDC are insisting the new GNU will implement the “comprehensive democratic reforms” necessary to end the curse of rigged elections and pariah state. In this, Chamisa and company are tacitly accepting that implementing the democratic reforms are the cure to the economic mess and political paralysis killing the nation.

What the MDC leaders have failed to do explain why the 2008 to 2013 GNU failed to implement even on reform and why this new GNU would do better.

Chamisa insists the new GNU will succeed were the last one failed because it is the solution “ordained by God”, following his week-long call for prayer and fasting. We are to believe God ordained the new GNU because Chamisa said so!

It is all nonsense of course, given it was the same Zanu PF and MDC leaders who failed to get even one reform implemented last time although they were under pressure from SADC then they will be this time.

Still, there has been a flurry of activity in support of MDC’s 16 August 2019 demos. Most of the support has one thing in common – ignorance.

The silence of the oppressed, is a weakness that many governments are using to capture the liberty of their citizens,” wrote Erasmus Pongo in Zimeye.

“Since the attainment of independence in Zimbabwe, the government has created a system which suppresses freedom of expression. Nemine contradicentre, here is why public protests are Zimbabwe’s only hope;

“The provision of the Constitution of Zimbabwe amendment no. 20 of 2013. The Constitution of Zimbabwe (amendment no. 20, 2013) guarantees freedom of expression and media, but journalist are subject to arbitrary arrest, harassment and intimidation when reporting about protests.”

No one would deny that Zanu PF is corrupt, incompetent, vote rigging and tyrannical regime. But to dwell of the regime’s brutality, vote rigging, etc. to justify why it has remained in power all these last 39 years is to miss the point completely.

The point being, how many excellent opportunities did the many have to end the dictatorship in the 39 years? And more significantly, why did we waste these opportunities?

If the truth be told, we had, or rather Morgan Tsvangirai and his MDC friends had, the get out of jail card during the 2008 to 2013 GNU.

All they had to do was implement the democratic reforms which SADC had already managed to get Mugabe and Zanu PF to agree to. MDC failed to get even one reform implemented in five years. Not even one reform!

In a country with a trigger-happy regime staging the demos presents a serious challenge but the more reason people make sure they are not risking life and limb for the wrong thing.

The people have not been as silent as people like Pongo would have us believe. Zimbabweans have risked life and limb to election MDC into power but only to be betrayed as they have failed to bring about even one reform in two decades.

Since last year’s elections failed to produce a legitimate government because Zanu PF rigged the elections; there is a need for GNU.

People should be demanding a GNU led by competent individuals the nation can trust to implement the reform and not ask for Zanu PF and MDC one that failed to get even one reform implemented last time.

We are still stuck with the Zanu PF dictatorship not because the regime denied us the right to demonstrate, freedom of expression, etc. We had a few opportunities to end the dictatorship but wasted them all.

Until we address why we have been so wasteful, we will not get the desired change even if we successful pressure Zanu PF to concede to MDC GNU demands.

When the nation has had and wasted many get out of jail cards; reasonable people will ask why this happened and actively seek to put that right. Only fools will continue to dwell on how thick the walls and floors are, the razor wire, the mine fields, etc.

Zimbabwe To Service Eskom Debt, Pledges To Pay US$890k Weekly

By A Correspondent- Government has concluded negotiations with South Africa’s power utility, Eskom, that will see the country receiving 400MW of electricity while paying US$890 000 weekly to service its legacy debt.

This was said by Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa at a post-Cabinet meeting media briefing yesterday.

“Cabinet was informed by the Minister of Energy and Power Development that an arrangement to unlock the supply of 400MW has been concluded with Eskom,” she said.

“In terms of this arrangement, Government through Treasury, has commenced the payment of an amount of US$890 000 per week towards the settlement of its debt to Eskom. Furthermore, similar discussions will soon commence with Hydro Cahorra Bassa of Mozambique.”

Zimbabwe owes Eskom and HCB about US$74 million in legacy debts.

Minister Mutsvangwa said Cabinet had approved the National Renewable Energy Policy that was presented by Industry and Commerce Minister Mangaliso Ndlovu.

“Cabinet considered and approved the National Renewable Energy Policy which was presented by the Minister of Industry and Commerce, as chairman of the Cabinet Committee on Industrialisation and Export Development. The renewable energy sector in Zimbabwe comprises solar, hydro, wind, geothermal and biomass energy sources,” Mutsvangwa said.

She said the policy seeks to attain the following: “to establish market-oriented measures and regulatory instruments for the development of the renewable energy sector in Zimbabwe; to address the barriers to the uptake of renewable energy in the country; to achieve an installed renewable energy capacity consistent with the country’s projected energy requirements under Vision 2030; to promote investment in the renewable energy sector; to provide the necessary guidelines, incentives, standards, procurement and financing mechanisms for promoting the development of off-grid projects, which have the potential to increase electricity access in rural areas and to promote the manufacturing of renewable energy equipment in the country as well as local skills development in that regard.-StateMedia

“I Have Nothing To Say On Dzamara’s Whereabouts”: Home Affairs Minister

By A Correspondent- Home Affairs minister Cain Mathema told parliament that he had nothing to say regarding the whereabouts of missing activist Itai Dzamara adding that investigations were still ongoing.

He was responding to a query from opposition legislator Willias Madzimure regarding the whereabouts of Dzamara.

The activist was allegedly abducted by state security agents on the 9th of March 2015 while having a haircut at a local barber shop in Harare.

Said Madzimure:

“Mr. Speaker, it is now seven weeks since I requested the Minister of Home Affairs to come to this House and clarify on the progress made so far to ascertain the whereabouts of Itai Dzamara.– [HON. MEMBERS: Inaudible interjections.]

Mr. Speaker Sir. We want to know whether he is still alive or not so that his family can get closure on this issue.  The whole country wants to know what happened to Itayi Dzamara because it is the right of Zimbabweans to be protected by the law. Can the Minister do that now so that the people of Zimbabwe know.

Responded the Minister of Home Affairs and Cultural Heritage, Cain Mathema:

“Thank you Hon. Speaker.  Like I said before, we are still continuing with the investigations so there is nothing I can say.  I thank you.”

Mnangagwa Bags Another Honorary Doctor Of Philosophy Degree In Defence And Security Studies

By A Correspondent- President Emmerson Mnangagwa who is also Chancellor of the Zimbabwe National Defence University (NDU)  was on Thursday conferred with an Honorary Doctor of Philosophy Degree in Defence and Security Studies by the NDU.

Mnangagwa was awarded the degree during a graduation held at the institution. 

In his speech Mnangagwa reminded Zimbabweans that building and developing a new Zimbabwe requires people who are loyal, patriotic, reliable and committed to defending and safeguarding the gains of our independence.

Said the Information ministry:

“President of the Republic of Zimbabwe and Commander in Chief of the Zimbabwe Defence Force, and Chancellor of the Zimbabwe National Defence University (NDU) @edmnangagwa was today conferred with an Honorary Doctor of Philosophy Degree in Defence and Security Studies by the NDU.”

Zimbabwean Born Vimbai Chapungu Becomes First Black To Land Prestigious Miss London 2019 Title

By A Correspondent- VIMBAI CHAPUNGU was crowned Miss London 2019 in June and is noted to be the first black woman to hold the title. Currently studying a Masters in Geography at a top university in London, Vimbai has a passion for learning about the world and the people in it. She hopes to use her platform to raise awareness about development issues and hopes to empower communities.

Vimbai, aged 24, recently took part in the Miss England Final held in Newcastle where the contestants underwent everything from a Sports Round and Talent Round to an eco wear round and even a general knowledge quiz. She qualified as one of the 50 finalists out of other 20,000 women that entered this year’s competition.

The winner was Bhasha Mukherjee, a 23-year-old junior doctor from Derby, who will now go on to compete at Miss World which is this year being held in London on December 14th.

As the first Black woman to have the Miss London title, Vimbai took advantage of this by wearing her natural hair during the Miss England finals to highlight natural beauty to the audience, where she was placed in the top 3 of 55 for the bare faced model title. In fact, her Masters thesis is about the Natural Hair Movement, which is a social phenomenon that seeks to empower Black women to wear their hair in its natural state, as opposed to chemically processing/relaxing their hair which has adverse health issues. 

She also highlights in her dissertation, the negative connotations regarding natural hair in institutions, stating “Black hair is still being policed in today’s society, and it is only now that people are talking about it, thanks to the few women who have fought for the normalisation of natural hair”.

Vimbai is also a co-director of a charity known as Blessed to ReachOut – which is currently working on a school-feeding programme and dormitory building project here in Zimbabwe. She hopes the children around the world have better access to education as “the most important thing is to provide a better chance for every child to make a difference in the world in his or her own way”.

Vimbai will be supporting various charities and NGOs and she asks for everyone’s support during her time as Miss London. “This title is not just my own, but it is for everyone who shares the same vision. London boasts approximately 8 million inhabitants, 270 nationalities and 300 languages. Therefore the vision is to better represent and empower people to be the best they can be,” she states.

Away from the catwalk, Vimbai worked with classical music during her time in high school and sixth form and achieved grades 3 and 5 in singing. She decided to pursue a different path and was discovered by a music manager and mentor, where they created music together of a jazz / pop nature. -Agencies

Army Implores Zimbabweans To Be Patient, United As Current Economic Challenges Are Temporary

He said this in an interview with the state media ahead of this year’s Heroes and Defence Forces Day commemorations.

He implored Zimbabweans to remain patient, saying the current economic challenges are temporary, normal and not unique to the country as those that are now developed went through the same in the past.

“People of Zimbabwe should know that we (ZDF) are pillars of Zimbabwe to ensure that there is peace,” said Lt Gen Chimonyo.

“One thing that I always ask myself is ‘when we went to the liberation struggle at that young age we were so united, why is it today we are not united as a country in an independent Zimbabwe?’ Yes, perhaps it can be politics here and there; we in our Constitution, we are apolitical, that is why in our Constitution multiparty (politics) in Zimbabwe is allowed; we observe what would be taking place.

“We can never move while divided, unity of purpose, that is what we want . . . we want politicians do their own work and ourselves doing our work.”

Turning to economic challenges, Lt Gen Chimonyo said many countries, including the United States, went through some turbulent times.

He added that before the First World War, Europe had problems too, while China has also navigated even worse problems to become one of the world’s economic giants.

“As I speak on behalf of the ZNA, I see light at the end of the tunnel. We are saying that there is nothing that can defeat us as long as we are united and together, these are difficulties we must overcome. But there are not difficulties that other countries have not gone through.

“As your ZDF, I stand here and beg you let us be united and stand together under these difficult circumstances; we will prevail,” he said.

He said unity would attract the much-needed investment for the country, adding that the ZNA’s role in the new dispensation is to defend the country’s sovereignty and territorial integrity.

“The role of the ZNA in the new dispensation is to defend the sovereignty, territorial integrity and national interest of Zimbabwe, at the same time contributing to international peace and stability. In the new dispensation the ZNA has a role to play which is to create a peaceful environment which is conducive to the investment as espoused by the mantra that is spoken about by President Mnangagwa that ‘Zimbabwe is Open for Business’”.

“One of the most important things we should always keep in our minds is peace, so that investment comes our way as a nation. There is unemployment (and) we can only create that employment if there is investment and this happens when we are united just like those liberation guys, men and women, who went out to be together as Zimbabweans,” said Lt Gen Chimonyo.

Disgraced Old Mutual Begs Peter Moyo For A Settlement

Old Mutual’s board struck a conciliatory tone on Wednesday, saying the nasty fight between the insurer and axed CEO Peter Moyo had dragged on for too long and it was perhaps time for the two parties to negotiate a settlement.

The boardroom brawl, which started in May when Old Mutual suspended Moyo and later fired him over an alleged conflict of interest, has weighed on the insurer’s share price and is threatening to tarnish its reputation after a court ruled that Moyo must be reinstated as his dismissal was unlawful.

Moyo is back in his job after the high court in Johannesburg ruled that he should be reinstated with immediate effect, sinking the share price by almost 6 percent amid looming reputational damage for the insurance company.

Old Mutual Ltd is appealing a court ruling that the South African insurer reinstate its fired chief executive officer, preventing Peter Moyo from reporting for duty as he had planned.

The company will argue in a higher court that it followed sound governance principles and gave Moyo enough notice of his termination, Old Mutual said in an emailed statement. The Johannesburg High Court had ruled that Old Mutual acted unlawfully when terminating Moyo, while also blocking the business from continuing a process of finding a replacement.

You Will Be Another Zimbabwe If You Are Not Careful, Mutambara Warns South Africa

Former Zimbabwean deputy Prime Minister Arthur Mutambara has warned South Africa against the chaotic approach in the expropriation of land calling on them to learn from their northern neighbours.

“There is a problem that you must watch out for as South Africans, land expropriation is a good idea but might be abused by the elite who take a good idea and use it as a political tool,” he said in a presentation at Rhodes University.

He said the politicians abuse the land expropriation subject to gain votes without commitment to the idea.

“The number one lesson is, don’t allow a good idea to be used by political elites for their self interests. They will talk about it because it’s a popular cause, because there is a historical basis but have no commitment to it,” said Mutambara.

He called on ANC and EFF to walk the talk on the land revolution.

“Once the land is taken, it must not be distributed in a partisan manner, don’t allow the political elites to seize the land and distribute among themselves, that’s the lesson we learnt from Zimbabwe,” said Mutambara.

He warned those opposed to the land expropriation that there are some arguments advocating for South Africa not to compensate white farmers when it expropriates land but instead the whites should actually compensate the State for using land for free over years.

Man In Trouble For Impersonating Shiri’s Son To Extort Gold From A Miner

A 31-YEAR-OLD Harare man is in trouble after allegedly impersonating Agriculture minister Perrance Shiri’s son to ostensibly defraud and extort gold from a miner in the Manzou area, Mazowe.

The matter came to light at Bindura Magistrates’ Court, where Tendai Daka of Mainway Meadows, Waterfalls, appeared yesterday before provincial magistrate Tinashe Ndokera.

The State, led by Tariro Janhi, alleges that sometime in July, Daka unlawfully represented himself as Shiri’s son to the Elton 20 Mine owner and demanded US$2 000 and gold ore, which he was given after claiming that it was for the minister and he had just been sent to collect.

The State opposed bail, saying he was facing a serious offence and was a flight risk, adding he was likely to interfere with witnesses and that he will be safer in custody than outside.

However, the magistrate granted him $200 bail, saying it was his constitutional right and that he should surrender his travelling documents, report every Monday and Friday at Waterfalls Police Station and that he should not interfere with witnesses.

Chitungwiza Residents With Private Boreholes Make A Killing Selling Water

Chitungwiza residents, who own boreholes and wells, have resorted to selling water for at least $1 for two buckets as the water situation continues to deteriorate in the dormitory town.

In some areas such as Unit F, G, N, O,P, Zengeza and St Mary’s people are sleeping In queues at the few community boreholes available.

Currently, council is receiving an average of 30 to 35 mega litres of water per week.

The local authority recently said it had plans to drill 25 boreholes around the town and the tender will be flighted any day from now.

In an interview, one of the residents who identified herself as Mai Memory and sells water from her borehole said the she was making people pay in order to maintain the borehole.

“We hardly get tap water and as such the demand for water has increased,” she said. “I never used to charge, but I am now doing so to have some funds to maintain the borehole and hire people to fix it.”

Mrs Lorainne Mukanaya from Zengeza 4 said it was not fair to pay for water in the neighbourhood because council was failing to provide the tap water.

“At first I used to ask around for water and we would get it for free, but the challenge now is that most wells have also dried up,” she said.

“Those with wells now need money.

“It is costly to buy water every day because I need to use an average of 100 litres per day. The painful thing is that we still have to pay monthly water charges to council when we are not getting the precious commodity.”

Chitungwiza and Manyame Rural Residents Association (CAMERA) director Mr Marvellous Khumalo urged Chitungwiza Municipality to buy bowsers as an urgent measure.

“It is sad that some people are taking advantage of the situation to make money,” he said. “Chitungwiza Municipality should offer stop-gap measures to temporarily cushion the residents by providing mobile water bowsers in the affected areas and then drill the promised boreholes before the onset of the rainy season.”

By A Correspondent- There was a near fist fight in Parliament on Thursday when MDC Alliance vice president Lynnette Karenyi accused Zanu-PF Mberengwa North MP Tafanana Zhou of proposing love to her and various other women in parliament. 

An angry Karenyi stood up and accused Zhou through gestures of being a sex pest whom most women were now afraid of. 

An angry Zhou had to be restrained by fellow MPs as he charged towards Karenyi in what could have degenerated into a physical fight.

Pandemonium At Hospital As Nurse Assaults Doctor Over Student Nurse Girlfriend

A 35-year-old United Bulawayo Hospital (UBH) nurse Tuesday appeared before a Bulawayo magistrate for allegedly assaulting a doctor workmate during a dispute over a student nurse girlfriend.

Jabulani Moyo appeared before magistrate Nomalanga Ndlovu facing assault charges.

Moyo, who is employed as a nurse at the hospital, is accused of assaulting one Raymond Shandare (27) who is also employed as a doctor at the same institution.

Appearing for the State, Ephraim Manongore told the court that on the 13th of July at around 19:30 hours at the referral hospital’s post-natal ward car park, Shandare saw his girlfriend, a Moreblessing Gwanzura’s Honda fit car registration number AEL 4752 parked in the car park.

The prosecutor told the court that Shandare proceeded to see his girlfriend who is also a student nurse at the hospital.

“Complainant noticed that inside the vehicle there was a male adult who was seated on the driver’s seat.

“He then requested to see his girlfriend in privacy of which she complied and she came out of the vehicle,” Manongore told the court.

The prosecutor told court that after seeing him talking with his girlfriend, Moyo came out from the vehicle and confronted Shandare.

“He started assaulting him by head-butting him twice on the head and once on the mouth. The complainant fell on the ground and the accused person squeezed him on the ground,” said Manongore.

The complainant did not suffer any visible injuries but suffered a severe headache.

A medical report was produced in court as part of the exhibit.

Moyo denied the charges insisting that they had fought over the girlfriend.

He told court that Gwanzura was her girlfriend as well.

The magistrate postponed the matter to the 9th of August this month after the state indicated that they wanted to call the investigating officer to testify.

The girlfriend is still yet to testify.

Political Tensions Force Malawi President To Shun Trade Fair Opening

Political tension in the country has forced President Professor Arthur Peter Mutharika to shun official opening of the 31st International Trade Fair at Chichiri Trade Fair Ground in the commercial capital Blantyre.

This is the first time in the country’s history for the Head of State to shun the opening of Trade Fair.

State House Press Officer Mgeme Kalilani confirmed of the development in an interview with the press, saying Mutharika is today scheduled to attend to urgent matters.

Malawi Confederation Chambers of Commerce and Industry (MCCCI) Spokesperson, Milly Kasunda also confirmed of the development in separate interview.

But Kasunda could not comment on the reason as to why Mutharika will not available for the opening of Trade Fair.

The 31st Trade Fair was scheduled to take place from June 20th to June 30th but was postpone to August 8 2019 due to the ongoing demonstrations aimed at forcing Malawi Electoral Commission (MEC) Chairperson Dr. Jane Ansah to resign for failing to manage the May 21 tripartite election.

Meanwhile Malawi Congress Party (MCP) and United Transformation Movement (UTM) have dragged MEC to court seeking nullification of the Presidential polls.

BREAKING: Mupfumira Fired From Govt

President Emmerson Mnangagwa has with immediate effect fired incarcerated minister Prisca Mupfumira from government over her ‘inappropriate’ conduct, ZimEye can report.

Mupfumira was arrested last month on charges of corruption involving the National Social Security Authority (NSSA) funds.

She is currently in detention after Harare Magistrate denied her bail.

Mupfumira is due to appear in court tomorrow the 9th of August for routine remand.

“The Judge Couldn’t Even Read His Own Judgement,” Ndlozi

The High Court in Pretoria on Thursday granted President Cyril Ramaphosa an interdict against having to implement remedial actions against Public Enterprises Minister Pravin Gordhan contained in a report against him by Public Protector Busisiwe Mkhwebane.

The remedial action partly involves a matter of early retirement payment to former Sars commissioner Ivan Pillay.

Judge Lettie Molopa-Sethosa said Ramaphosa’s actions were rational and he was not challenging the factual findings of the public protector.

“All he is saying is ‘let me await the final findings of the review’,” ruled the judge, saying it was clear that Ramaphosa was not trying to avoid compliance with Mkhwebane’s orders. She said she was satisfied that he had made out his case.

‌Molopa-Sethosa said Ramaphosa was obliged to act rationally and argued it was “mind-boggling” that Mkhwebane had opposed his application, since she was not acting consistently in her approach to review applications and interdicts.

The judgment has divided South Africans, with some behind Mkhwebane while others have been trying to poke holes in the ruling.

Mkhwebane was supported in court by the Economic Freedom Fighters (EFF), and the party’s national spokesperson Mbuyiseni Ndlozi found fault with how the judge read the ruling. According to Ndlozi, the judge did not “inspire” confidence.

“Your ladyship can’t even read her own judgment. She doesn’t inspire ANY confidence in justice,” said Ndlozi.

He further told Jacaranda News: “It seems to us as if the appeal, we will be taking this judgment on appeal because as you know the two judgments are literally going against the tide of an established by the constitutional court that the remedial action of the public protector is binding until set aside by the court of law.

“A mere application for a review does not set them aside. You can only set them aside by an urgent interdict on exceptional circumstances. You and I were in this court today as the judge was struggling to read her own judgment.

“Not even in one moment did she substantiate what the exceptional circumstances are in this case for you to suspend the power of the public protector, for you to suspend the remedial action being binding of the public protector.”

ACCOUNTANT-General in the Finance ministry, Daniel Muchemwa, has admitted before Parliament that his ministry had carried out financial transactions that were outside the Public Finance Management Act (PFMA).

Muchemwa was appearing before the Public Accounts Committee (PAC) led by Tendai Biti (Harare East MP) on Monday to answer to allegations of unauthorised allocations of funds to the Command Agriculture programme. Biti described the behaviour of the Finance ministry bureaucrats as “rogue”.

The committee expressed unhappiness that the ministry had failed to account for $3,2 billion allocated during 2017 to 2018 to Command Agriculture.

Acting secretary in the Finance ministry, Zvinechimwe Churu, said to correct the anomaly, Finance minister Mthuli Ncube would bring a Bill before Parliament for condonation because the ministry had failed to bring a supplementary budget in 2018 for the $3,2 billion which was paid through Treasury Bills.

Noting the extent of financial mismanagement by the Finance ministry, Biti spoke very strongly against it.

“How do you feel when you offend the PFMA and the Constitution and all laws? How does a country function when there are bureaucrats in the Ministry of Finance that do not respect the laws of the country? You are supposed to be the enforcers of good governance and how do we have a country where the enforcer is the one committing the bank robberies, and what is the point of a budget when the Ministry of Finance is at the forefront of derailing those allocations?” Biti asked.

“This is a savage, rogue attack on our Public Finance Management System, and this is not professional because if you were in the private sector, you would have been fired,” he said.

Muchemwa submitted that the 2017 and 2018 Auditor-General’s report would, indeed, reveal a lot of inconsistencies in the manner the Finance ministry handled its accounts.

“It is consistent with the rogue nature that we exhibited here. I think we have accepted that for three years, we did not complied with the law. Lack of respect of the law will be consistent throughout your questions,” Muchemwa said.

Some of the facts that were laid before Muchemwa by Kambuzuma MP Willias Madzimure (MDC Alliance) were that in 2016, when the Command Agriculture programme was introduced, it was funded through a private lender and Treasury did not give the details of the nature, procedures to be used for the programme and accounting records.

“Why were financial procedures not put in place for the Command Agriculture programme before it started and we need to see the list of beneficiaries,” Madzimure said.

Muchemwa then conceded that there was no accounting procedure put in place when the Command Agriculture programme was introduced in 2016.

“There was no accounting procedure because when Command Agriculture came into place, I was not yet aware of the process that would follow to achieve command agriculture. I confirm that the programme started without procedures, but they were later put in place,” Muchemwa said.

EFF To Appeal High Court Ruling On Ramaphosa – Public Prosecutor Case

Julius Malema, the firebrand leader of South Africa’s Economic Freedom Fighters.

JOHANNESBURG – The EFF says it will appeal the North Gauteng High Court ruling which found in favour of President Cyril Ramaphosa in his battle with the Public Protector.

Busisiwe Mkhwebane wanted Ramaphosa to implement her remedial action against Pravin Gordhan.

It relates to the pension payout and rehiring of former Sars deputy commissioner Ivan Pillay.

“We will be taking this judgment, together with the judgement of [Juge Sulet] Potterill on appeal because as you know, the two judgments literally are going against the tide of an established principle by Constitutional Court that the remedial action by Public Protector are no mere remedial action and they are binding until they are set aside by the court of law,” said EFF spokesperson, Mbuyiseni Ndlozi.

“And mere application of review does not set them aside. You can only set them aside through an urgent interdict on exceptional circumstances. You and I were in court today when the judge was struggling to read her own judgment, not even in one moment did she substantiate what are the exceptional circumstances in this case…” added Ndlozi.

Meanwhile, Mkhwebane’s office says it will study the judgment before deciding whether or not to appeal.

In addition, Judge Letty Molopa-Sethosa ordered Mkhwebane and the EFF to pay Ramaphosa’s legal costs.

SA High Court Rules In Favour Of Ramaphosa Against Public Prosecutor

The North Gauteng High Court has granted President Cyril Ramaphosa an interdict suspending the remedial actions set out by Busisiwe Mkhwebane in her report on the SARS early retirement matter.

In May, Mkhwebane found Minister Pravin Gordhan guilty of improper conduct for approving former SARS deputy boss Ivan Pillay’s early retirement when he was Finance Minister.

She had ordered Ramaphosa to take disciplinary action against Gordhan within 30 days of her report.

Ramaphosa’s legal counsel argued in court that he wanted to wait for the outcome of the judicial review of the report before acting.

Judge Letty Molope Sethosa handed down judgement a short while ago.

“The President is directed in accordance with the implementation plan to take appropriate disciplinary action against the Minister within 30 days from the date of the final determination of the Minister’s review application,” said Sethosa.

She has also ordered the Public Protector and the EFF, who have an interest in the matter, to pay costs.

Mkhwebane’s order to pay costs comes just weeks after the Constitutional Court upheld a ruling that she personally pay close to a R1-million in legal fees in a mater where she squared off against the Reserve Bank. 

INFLATION DEBATE: MTHULI CANNOT HAVE HIS CAKE AND EAT IT TOO!

Mthuli Ncube’s argument that inflation is not as high as claimed can find symphasers, but it is a technical argument which ignores realities as felt by Zimbabweans.

The basis of his argument is that we should compare ‘like with like’ (which is statistically logical), suggesting that the baseline data we have been using erroneously takes USD prices from say 2018 and compare then with RTGS prices in 2019! He insists we should compare USD prices in 2018 and USD prices now. ONLY that he forgets that it is the same government that he serves that started the 1:1 fictitious parity between USD and RTGS. That fictious 1:1 parity between USD and RTGS became a default baseline. Using it as a baseline for inflation becomes logical.

In people’s lives the goverment made comparing RTGS and USD a comparison of “like with like”! When the government scrapped the USD, it DIDN’T adjust and rate the new RTGS incomes to USD which suggested that moving from USD incomes to RGTS was moving from ‘like to like’.

This is what unleashed the inflationary rollercoster. If Mthuli were to be granted his claims of faulty baseline data, workers also would claim faulty baseline incomes on the change over from USD to RTGS. He cannot have his cake and eat it too! MDC Statement On NSSA Corruption

The Movement for Democratic Change (MDC) has learnt with utter shock and dismay the contents of the recently released Auditor’s report which reveals that through the then Minister of Public Service Labor and Social Welfare and her associates, the organization suffered a potential financial prejudice amounting to $167,713, 756.00 and actual financial prejudice of $7,536,375.00.

Indicated in the same report is the criminal conduct of NSSA employees working in cahoots with the Minister where the former awarded the MetBank facilities that were not merited leading to a huge exposure of $62,003,96.00. The corruption within NSSA might look like mere figures, but quite sadly they have far reaching socio-economic implications on the livelihoods of pensioners. At the center of the effects of the NSSA scandal is the failure by the institution to honor its obligations on pensions. After decades of hard work and deductions, retirees become paupers due to the avarice of corrupt politicians who seek to profit at the expense of the impoverished workers.

The criminals must not go unpunished but beyond the punitive measures that we expect to be taken against those who have been caught with their fingers in the pie, the MDC proposes systemic and structural reforms of the public pension fund. We acknowledge that pushing for NSSA reform in the absence of political stability and under the current illegitimate administration is a tall order.

We also acknowledge that progress on pension fund governance builds on the level of governance in the whole economy which is currently in tatters. Nonetheless, guided by our conscience and core values of justice and fairness, we are taking it upon ourselves to stand in defense of the vulnerable pensioner; hence in the short term, the MDC through its parliamentary deployees will push for a
Pension Reform Act that will necessitate the creation of a Pension Reform Taskforce which seeks to:

1.Guarantee the provision of adequate and viable retirement income to all NSSA contributors

2.Protect the vulnerable against livelihoods risk due to corruption and undue political interference

3.Improve the hygiene and governance practice of the organization especially ensuring that the responsible Minister and Treasury must not have disproportionate power over the Pension Fund.

4.To ensure that there must be a clear separation between the investment arm of NSSA and the wing that deals with the administration of pensions.

  1. Internal and external governance mechanisms and investment controls must be put in place in order to isolate pension reserve funds effectively from undue political influence.

The Act must empower the Pension Reform Taskforce to embark on a robust reform of NSSA exercise that will cure the current problems such as the fact that the pension fund is not shielded from political pressure, investment policies do not respect guidance regarding risk exposure and accountability to members is weak. The mechanism for minimizing corruption and fraudulent activities within NSSA must focus on:

  1. Governance practices of the organization to ensure transparency, establish systems for mitigating conflict of interest and accountability of each function and roles. Members must have representation within the governance structure with strong mandate
  2. Accountability must see the effective benchmarking of operations and performance of the organization. The civil servants have the right to know.

3.Fund Management, this must be in the custody of competent and qualified professionals with their only objective being to serve

The MDC also proffers the following suggestions which will help combat corruption in a future centralized retirement fund.

(i) Introduction of criminal sanctions for all corruption related offenses especially for public officials

(ii) Provision of and setting up special criminal courts to deal with corruption and economic crimes.

(iii) The right and mechanism for a direct recall of elected officials by the electorate.

(iv) Mandatory declaration of assets for public officials.

(v) Establishing, strengthening and institutionalizing the National Economic Crimes Inspectorate (NECI).

(vi) Regular State sanctioned life-style audits.

(vii) Limited Terms of office for all senior public executives including heads of State enterprises and parastatals.

(viii) Strengthening transparency mechanisms on State procurement including the introduction of public bidding on major public tenders.

(ix) Increased access to information for citizens including publication of terms and conditions of public and public- guaranteed contracts.

(x) Strengthened oversight role for parliament in all public enterprise.

(xi) Strengthened oversight role for the Civic Society and the Media.

The MDC is committed to an efficient, corruption-free civil service whose primary objective is to serve the citizen.

Dialogue Is The Way To Go-Khupe

Farai Dziva|MDC T leader Thokozani Khupe believes dialogue is the permanent solution to the country’s economic problems.

“We want to know for how long we are going to feel that pain before things change because we know that the economy has been down and under for a long time. We are looking for permanent solutions for our problems. We don’t want things that are not going to help us at the end of the day.

“We want permanent solutions to our problems. We want an economy that is going to be built on a strong foundation. While we don’t expect things to change overnight, there are things that need to be fixed like the cost of living which should match salaries and wages. That is exactly what we said to them. Look into prices which are rising everyday. Surely they must do something about that,” Khupe told a state run publication.

Khupe is part of the Emmerson Mnangagwa led POLAD discussion forum.

The Nelson Chamisa led MDC has distanced itself from POLAD arguing the whole thing lacks sincerity.

Passengers Slam ZUPCO ‘Tap And Go’ System

The Passengers Association of Zimbabwe (PAZ) has welcomes the introduction of the tap and go payment system for ZUPCO since it brings convenience to the commuting public. However, they expressed concern with the fact that passengers are being made to buy the tap and go card for $10.

“This amount over-stretches the pockets of passengers, many of whom are not formally employed. PAZ is also concerned with the fact that ZUPCO is prioritising passengers with tap and go cards such that those who will be paying with cash either get left behind or are the last to board the bus. Some of the passengers who will be paying with cash, at times would have been the first ones on the queue.  The purchasing of tap and go cards should not be through this form of duress,” said PAZ President Tafadzwa George Goliati.

He called upon ZUPCO to have a timetable.

“Many people who rely on ZUPCO are often late to work, because they start operating later in the morning hours. Many people leave their work stations after seven in the evening and there will be no buses to transport them. The buses that ZUPCO is hiring must be roadworthy. There are many that are not fit to transport people,” Goliati added.

Every August the nation commemorate the gallant efforts of our liberation war heroes who selflessly took it upon themselves to extricate our country from the jaws of colonialism.

Many paid the ultimate price to ensure that the liberation struggle’s three main cardinals of freedom, majority rule and one man-one vote are realized and exercised by our people.

It is against this background and in the same spirit that as an Assembly we have a generational mandate to carry on the baton stick to ensure that we complete the unfinished and hijacked national interest agenda.

There is a clique of a few greedy and corrupt individuals who have since diverted and capsized the revolutionary ship hence upsetting the national interest agenda.

Theirs is a substitution agenda and not a transformation agenda!

It is very clear that when a political party ceases to have in its foundation a determination to advance people’s cause and morals then it becomes nothing more than a conspiracy to rule by force.

ZANU PF in its current form and entirety has since degenerated into a looting conspiracy, hence its carefree attitude on pertinent economic issues like high prices, fuel shortages and electricity blackouts affecting our people.

The people’s civil and political space is being dwarfed and trampled on with brazenness and regularity.

These substitutes of Rhodesian Front have mastered everything and forgot nothing from their colonial masters to the extent that up to this day their party have provincial offices at the former Rhodesian Front torture base along Fourth Street.

This explains why ZANU PF’s anti-people policies and repressive laws draws parallels from the colonial laws.

Right now ZANU PF is currently pushing for a draconian MOPO Bill to outlaw the people’s right to demonstrate.

The Bill if it passes through will be a direct grandson to LOMA which was replaced by the repressive POSA.

It is important to note that the underlying thinking to all these repressive acts is to fight the democratic space and national interest.

This is the very reason why young people from across the political divide should flood the streets on 16 August to express their disdain at the military cabal that is threatening to wipe out the entire generation through its so-called austerity measures.

It is our resolve as an Assembly of progress young social democrats to serve and save this generation as well as providing leadership and direction on issues of national interest.

Chiefs Gaffer Unhappy With Billiat Links To Sundowns

Farai Dziva|The constant speculation over the future of Khama Billiat at Kaizer Chiefs is troubling the Amakhosi coach.

The Zimbabwean winger has in recent weeks been linked with an exit at the Soweto giants and several clubs, both local and foreign, have expressed interest in signing him.

When asked about the future of Billiat, the Kaizer Chiefs mentor said :

“I don’t want to be part of this speculation. You go there in this moment and ask the management, who are aware of what his [Billiat] contract situation is.”

“I think the player knows his contract situation, and for me, there’s nothing to discuss.”

The 28-year-old’s absence in the season opener last weekend fueled the speculation despite Chiefs explaining it as an injury precaution.

Seven Police Officers Arrested For Threatening To Shoot A Naked Man

SEVEN police officers from Bulawayo have been arrested for storming into a resident of Njube suburb’s bedroom and assaulting him while threatening to shoot him as he lay naked for failing to pay a $1 500 fine at the Tredgold Magistrates courts.

Njube and Bulawayo Central police station officers identified as Samuel Marava, Leonard Mlezane, Kudakwashe Saungweme, Abious Munatsi, Edgar Muduva, Vincent Dube and Collen Zumo allegedly assaulted Mr Edmond Makonese (56) while threatening him with a gun.

The officers pleaded not guilty to assault charges before West Commonage magistrate Mr Stephen Ndlovu yesterday.

The magistrate remanded them out of custody to today for continuation of trial.

It is alleged that Mr Makonese defaulted paying a fine after he was found operating as an agent in the city centre without a licence.

It was not stated exactly what Mr Makonese was found operating without being registered but he was arrested and taken to court where a magistrate fined him $1 500.

He did not pay the money.

The seven police officers allegedly went to look for him at his home in connection with a warrant of arrest that was issued against him at Tredgold Courts for failing to pay the fine.

The court heard that the officers saw the complainant’s son, Tatenda, who was outside the house and assaulted him while asking him where his father was hiding.

They then stormed into the complainant’s bedroom and assaulted him while threatening him with a firearm.

Prosecuting, Ms Patience Sibanda said on March 6 this year at around 7:30AM, police officers stormed into Mr Makonese’s bedroom armed with a pistol and batons. They found him changing clothes and ordered him to lie down naked.

“The police officers assaulted the complainant by hitting him with hands, booted feet and baton sticks several times intending to cause bodily harm,” she said.

Ms Sibanda said one of the police officers threatened to shoot Mr Makonese who was now screaming in pain as he was being assaulted.

She said Mr Makonese sustained chest injuries, swollen eyes and a deep cut on his forehead and was admitted to Mpilo Central Hospital.The matter was reported to police leading to the officers’ arrest.

Anthony Nakamba, Marvelous’ dad is proud of his son- who made it possible for him to walk on European soil.

Nakamba competed a reported £12 million dream come true move from Club Brugge to English Premier League side Aston Villa, and his father is overjoyed by the development and also the aspect of being able to travel around Europe.

“We have managed to see Europe which we never dreamt of. I didn’t know Europe, but we have managed to stay in Netherlands for two months, see Germany and Switzerland, thanks to my son,” explained Mr Nakamba in an interview with ZBC.

Asked about his son’s move to Villa Park, Mr Nakamba was inevitably thrilled.

“We are so happy as  a family. We just do not know how to express it, we have waited for this for a very long time,” he added.

Protests Will Not Resolve Economic Crisis -Khupe

Farai Dziva|MDC-T president Thokozani Khupe has claimed that protests will not resolve the country’s economic challenges.

Khupe is part of the national dialogue under the banner of the Political Actors Dialogue (Polad).

Khupe told a state run publication she was against the protests.

“My issue is that you can only resolve issues by sitting around the table and talking to each other.

You cannot resolve issues by throwing stones, by burning tyres and by going out there. But you can only resolve issues by sitting around and discussing issues like we are doing right now (in Polad).

If we sit down with them (Government) and they explain to us what is going on, we can also give our input. I’m pretty sure that Government and the President listen to some of the issues that we present to them,” said Khupe.

“The problem is the exchange rates. The prices are increasing because they are chasing the exchange rate. Once it goes up everything else increases. That is what we have told them that you must deal with the issue of prices because the cost of living does not match wages and salaries. Wages must match the cost of living,” she added.

“Livestock Taxation Scheme- A Zanu PF Ploy To Steal From Farmers”

Farai Dziva|Prominent social media analyst Antony Taruvinga has described the introduction of the livestock taxation scheme by the government as a ploy to steal from farmers.

Depending on intended use, cattle can be included in the capital, fixed or current assets when preparing accounts but not part of gross income.

This is a desperate move by government to further rip and eat into farmers’ households.

Taxation will not grow the economy. The government must focus on production not taxation. Why squeezing an overburdened, overtaxed population?

The people are encouraged to refuse to be used to finance the operation of both Zanu PF and illegitimate government of Emmerson Mnangagwa.

“Mapfumo To Join August 16 Demo?”

Farai Dziva|Thomas Tafirenyika Mukanya Mapfumo is set to join the August 16 demostration in Harare, a social media platform for youths has reported.

The demo will be led by the Movement for Democratic Change.

“Mapfumo will touch down at 8.30 am on the same day at Harare International Airport and proceed straight to Africa Unity Square,” ZIMUCU reported.

“The time for every Zimbabwean to stand up and be counted is now.

We need to leave a legacy for our children’s children. The liberation struggle was not meant for a few but for us all.

That’s why I am going to Zimbabwe. I want to make a statement that it’s time we allow the young generation to carry the flame,”the Chimurenga music guru reportedly told ZIMUCU.

“Mapfumo urged everyone to participate on August 16 saying this day is a national event where everyone who wants a better Zimbabwe must join.
VivaZimucu.”

The announcement came at a time when however it was doubtful the singer would fly to Zimbabwe after his London feature show afterwhich he appeared needing a rest.

Mapfumo is now souring above the age of 74, and has enjoyed decades of music glory which have seen him becoming the grandpa of Chimurenga music.

Farai Dziva|The MDC has described the bail conditions for the party’s youth assembly secretary general Gift Siziba as unfair and stringent.

The MDC is unhappy about the new bail conditions that have been imposed on our Youth Assembly Secretary General Gift Ostallos Siziba.

Siziba appeared at the Rotten Row Magistrates court this morning.

He was remanded to the 2nd of September 2019

However, the court today added more stringent terms to his bail conditions

Under the new tight conditions, Siziba is now expected to report to the police at least three times a week. His travel documents have also been taken away from him.

Siziba has since then instructed his lawyers to lodge an appeal urgently

The MDC suspects that there has been a high level of political interference in his case.

I saw the article that ED has okayed Diplomatic Passports for MP’s

I think it is crazy when general public cannot get passports. If I had my way, I would lobby for all those on Zimbabwean diplomatic passports to be put on sanctions. That will teach them a lesson to go into Parliament to serve the people not themselves.

They never go overseas on business but on personal business. They can import cars duty free, there is no end to their perks. Enough is enough. Can we lobby?

ZERA Explains Recent Fuel Price Hike

The Zimbabwe Energy Regulatory Authority has said that the recent increase in fuel prices was motivated by surging prices on the international market.

Appearing before the parliamentary portfolio committee on energy and power development in Harare, ZERA Acting Chief Executive Officer, Mr Eddinton Mazambani, added that the delivery of fuel has been affected by the failure by oil companies to procure fuel through the National Oil Infrastructure Company (NOIC).

Mazambani also noted that there is a standoff between NOIC and the Zimbabwe Revenue Authority over new taxes articulated in the mid-term fiscal policy review statement.

“Protests- Zimbabwe’s Only Hope”

By Erasmus Pongo: From civil protests that have been seen in Egypt, 2012; Fiji in 2018, Sudan in 2019, Malawi this week and is Zimbabwe next?

It can be noted that Africans are longing for socio-economic stability and urgent political salvation. Subsequently, the Movement for Democratic Change (MDC) has also threatened to take practical action against the Zanu-PF led government.

In the month of April, 1506 the great Italian polymath Learnardo da Vinci once said, “Nothing strengthens authority so much as silence”. The silence of the oppressed, is a weakness that many governments are using to capture the liberty of their citizens.

Since the attainment of independence in Zimbabwe, the government has created a system which suppresses freedom of expression. Nemine contradicentre, here is why public protests are Zimbabwe’s only hope;

The provision of the Constitution of Zimbabwe amendment no. 20 of 2013

The Constitution of Zimbabwe (amendment no. 20, 2013) guarantees freedom of expression and media, but journalist are subject to arbitrary arrest, harassment and intimidation when reporting about protests. The Zanu-PF government has also attempted to introduce rigorous laws such as the Public Order and Security Act (POSA) of 2002.

This piece of legislation has helped Zanu-PF to consolidate its power and suppress the opinions of the public. The POSA legislation has also given unprecedented power to the securocrats to violently curb any protests by the citizens exempli gratia the August 1, 2018 massacres. The state broadcaster, Zimbabwe Broadcasting Corporation (ZBC) and the state press have also been captured by the Zanu-PF government in an attempt to sanction and restrict freedom of expression.

This has caused the state media outlets to be partisan and biased in their operations. All these acts have been attempts to silence the opinions of the citizens. This silence has elevated and secured the authority and power of the Zanu-PF regime. However, Zimbabweans must consider and realize that the Constitution of Zimbabwe is superior than the Public Order and Security Act, the Securocrats as well as the government itself.

The citizens are protected by the Zimbabwe’s Bill of rights and fundamentally, Sections 61 and 62 of the Constitution which gives the right to freedom of expression and freedom of media. Sections 57, 58, 59 and 60 also entail the rights to freedom of assembly and association, freedom to demonstrate and petition as well as freedom of conscience. It is therefore imperative to realise that street protests are legal and are the only way of expressing the agony of the citizens. Demonstrations are currently the only hope of telling the government and the international community what the citizens are advocating for in their constitutional democracy!

The Socio-Economic Crisis

The socio-economic environment in Zimbabwe is devastating to both local and international communities. The rate of unemployment stands at 97% and the industrial sector is continuously shrinking due to the current economic instability. The universities are producing over 20,000 graduates who are being released into a stale and over flooded labor market.

This has resulted in an increase of illegal markets, crimes and social mayhem. Voluminous lives are being lost as the health sector continues to subside. Hospitals are lacking equipment and favorable facilities whilst the medical professionals are being underpaid. The responsible Government Officials who are supposed to fix the mess are unashamedly seeking medical treatment from other countries.

The education sector is at risk as the teachers are performing below par due to poor salaries. The Government Officials who are supposed to abate the current predicament are renowned for sending their own off-springs to prestigious schools abroad. The country’s critical sectors like Mining and Agriculture are crumbling down due to the economic meltdown in the country.

The cash crisis and liquidity crunch has remained unabated as the surrogate currency: bondnote/RTGS has continued to lose its value on the market. Price hikes, electricity cuts, corruption, militarisation of state institutions and poverty have become the main feature of our unitary Republic. Albert Einstein once said “If I were to remain silent, I’d be guilty of complicity”.

The patience of the citizens is running out and only a constitutional outcry and street demonstrations seem to be the only way of clearing the nation away from this current predicament. Public protests are therefore inevitable and seem to be the only way practical to resolve the above mentioned quandary in Zimbabwe!

A path to meaningful dialogue

The Movement for Democratic Change ( MDC ) invited the Zanu-PF to a political dialogue after the controversial 2018 elections . Inversely, Zanu-PF set a condition and it insisted that the talks could only be done when the MDC acknowledge that Emmerson Mnangagwa is the legitimate and constitutionally elected President of Zimbabwe. This was rejected by the MDC thereby terminating any hope for a political dialogue.

However, due to mounting hardships that the nation has faced, Zanu-PF invited Nelson Chamisa to a national dialogue on February 5, 2019. Advocate Nelson Chamisa declined this invitation on February 6, 2019 and submitted 10 conditions that Emmerson Mnangagwa had to comply with prior to any national dialogue.   The conditions included the cessation of all forms of violence by the state, immediate stop of arbitrary arrests, restoration of the judiciary, release of political prisoners, inviting an independent facilitator among others.

The above conditions submitted by the MDC however fell on deaf ears as the Zanu-PF leadership proceeded to have the national dialogue with the 22 losing presidential candidates.

The nation has continued to collapse and the citizens have been the major victims. After all these anomalies that have deterred the MDC and Zanu-PF from coming to the dialogue table, it seems street protests can be a good way of starting more serious talks between the two major political parties.  

Only option left

The Zimbabwean citizens have two options that lay before them: (i) Wait for 2023 Presidential elections and in the meantime give Emmerson Mnangagwa a chance to prove his fate or (ii) Be bold enough to constitutionally express their agony and suffering to the government and the international community through protest.  

Zimbabwe has suffered the wounds which were inflicted by Mugabe’s policies since the early ninety’s. The effects of this misgovernance , violation of property rights, human rights abuses, terror, sanctions and economic meltdown required political dialogue soon after the controversial Operation Restore Legacy of November 2017.

However, the leaders of the mentioned operation never paved way for a meaningful political dialogue. As a result, the nation plunged into a disputed Presidential Election that has resulted in numerous national problems and socio-economic instability. It can therefore be noted hereafter that the elections have failed to be a panacea to the nation’s catastrophe. The political dialogue called by Emmerson Mnangagwa has also failed to yield fruit. This leaves Zimbabwean citizens with no choice but to constitutionally and publicly demonstrate until a fresh roadmap is out in place.

To the MDC:

Shun Violence: The Movement for Democratic Change (MDC), you are the main opposition party in the country. Lead the people wisely to act in a constitutional way. Shun violence and desist from public disorder lest the government finds an excuse to make arrests and spill blood. Seek to submit to the rule of law in all your conduct during your protests.

Seek endorsements: Learn from your failed Harare Street Protest of 2018 and the recent failure by the Tajamuka Pressure group. Seek endorsements for your public protests from Trade Unions, Civic Organisations, Social Media Influencers, Religious Representatives, Student Representative Bodies etcetera.

Be a National not a Partisan Movements; Don’t make your protests partisan, but rather make them a national outcry. Let citizens protest regardless of their political party affiliation in your demonstrations. To avoid polarisation and partisan discrimination, avoid party regalia when you assume your public protests.

To the Government: The world is watching!

Protests are a constitutional right and must therefore be respected. Let it be noted that the international media fraternity is closely monitoring any sign of development in Zimbabwe’s economic and political spheres. Zimbabwe is on the spotlight and any attempt to obstruct, deter or hinder citizens from exercising their constitutional rights may be met with negative global response. This may result in trade sanctions, state isolation or external military intervention. It is imperative for you to respect the rights of the citizens of Zimbabwe to freely express themselves through protests.

To Zimbabweans

Unity brings national prosperity and healing. Let those who wish to exercise their constitutional right do so with self-restraint and respect to property rights. The nation cannot change without you, be the actors and builders of your nation. It’s not the time to be divided by religion, gender, ethnicity, tribe or political affiliation. It’s the time to stand together as one to rebuild our nation!

Zimbabwe’s EFF To Join MDC’s Peaceful Mass Demo Against Zanu PF Misrule

By A Correspondent- The Zimbabwe Economic Freedom Fighters has announced that it will be join the main opposition MDC in the schedule anti-Mnangagwa mass Demonstrations set for 16 August 2019. 

In a statement on Thursday the party said,”the decision to participate in these mass demonstration is in solidarity with of our people who experience the consequences of 39 years of the Zanu PF government’s economic mismanagement on a daily basis.”

The party set out the demands that must be implemented for Zimbabwe to me forward.

The demands are as follows:

Parliament to be dissolved and a Government of National Unity (“GNU” be formed for a period of 5 years until the next General elections in 2023;

i)    For the military to return to the Barracks and the rule of law to be re-instated in our land;
ii)    For the GNU to make all essential and meaningful electoral changes to usher in the true will of the people;
iii)    An Independent Anti-Corruption Unit to be set up to investigate and bring to Justice all those who have looted our state resources over the period of Zanu PF rule;
iv)    An Independent Commission, led by internationally approved Commissioner(s) to be set up to address long standing Human Rights Abuses by Zanu PF;
v)    An Economic Revival Plan to be drawn up to address the severe economic challenges the country is facing;
vi)    Immediately embark on an expansive monetory policy backed by re-energising of industry and commerce to 
create conditions employment for our people;

Urging its members to participate in the protests the party said:

“We call upon all our ground forces from all our structures to join the people of Zimbabwe in the demonstrations on the 16th of August 2019. We further call upon our ground fighter to partake in the demonstrations peacefully and to resist responding to deliberate provocations by the Zanu PF blood thirst youths and mercenaries .

“It is time that we stand together as Zimbabweans to demand change and accountability from our political leaders. Doing nothing at this juncture is not an option. We cannot sit back and continue to live in perpetual misery and poverty.”

Mupfumira’s Mansions Abroad Exposed?

By A Correspondent- Fresh details have emerged from the ongoing court case involving the Minister of Environment, Tourism and Hospitality Industry, Prisca Mupfumira, showing that the Minister might have properties in Dubai, South Africa and the United Kingdom.

The revelation of Mupfumira’s alleged properties could have a bearing on her bail application ruling, with the state raising fears that she might flee the country if released on bail.

High court judge, Justice Erica Ndewere on Monday reserved ruling on Mupfumira’s bail application, saying it will be announced at a later date.

The revelations by state prosecutor, Mr Michael Reza, alleged that Mupfumira has mansions in Dubai, South Africa and the United Kingdom that have become the subject of the contest on her bail application.

Mr Reza said the Minister should be denied bail on the basis that there is a great chance of her absconding.

The applicant’s defence council led by Advocate Lewis Uriri hoped for favourable responses from the judge after they had made their submissions but Justice Ndewere reserved the ruling application to a later date.

Mupfumira is facing seven counts of criminal abuse of office, with the Zimbabwe Anti Corruption Commission (ZACC) reportedly having completed investigations on three of the counts.

Chinese National Raises Red Flag Over Corruption

By A Correspondent- A Chinese investor based in Midlands, Fung Ying Ge has allegedly reported Prosecutor General Kumbirai Hodzi to the Zimbabwe Anti-Corruption Commission (ZACC) over alleged corruption involving the way in which a USD$150 000 case is being treated by the State. 

The case which involves the accused, Tamboonei Maronga, Chinese Shen Yonghua and Liu Minghe reported under case number 2084-5/18 has on several occasions failed to take off prompting the complainant Ying Ge to raise corruption allegations against the judicial system.

The reasons for failure of the case to start are “hazy”, according to the Chinese national raising fears of underhand dealings by members of the judiciary handling the matter.

Tajamuka Leader Arrested, Detained At Harare Central Police

PRESSURE group Tajamuka/Sesijikile leader Promise Mkwananzi has been arrested and is being detained at Harare Central police station, NewZimbabwe can reveal.

Mkwananzi, a prominent government critique has been on the police wanted list since the violent January protests that turned into an orgy of violence leading to the death of 17 people after the army opened fire on demonstrators.

Tajamuka/Sesijikile Coordinator Tineyi Munetsi confirmed the development.

“Promise has been taken in by the police and we have contacted Zimbabwe Lawyers for Human Rights.

“They are yet to lay charges,” said Munetsi.

Mkwananzi fled to the UK after the protests while other activists connected to the opposition MDC scattered into different countries including South Africa after the President Emmerson Mnangagwa’s administration launched a manhunt for what it claimed were the ring-leaders.

The protests had initially been called by the Zimbabwe Congress of Trade Union (ZCTU) in response to a 150% fuel price hike announced by Mnangagwa before the Zanu PF leader flew out on a four nation tour of Euro-Asia.

Mnangagwa was to cut-short his trip as the country descended into anarchy and threatened his stay in power.

Since then hordes of activists including ZCTU secretary general Japhet Moyo as well as president Peter Mutasa were also arrested and charged with subversion.

However the stay-away was reportedly “hijacked” by militant anti-government groups leading to the deaths and destruction of property.

Mkwananzi a former MDC secretary youth secretary general has been holed up in South Africa after leaving the UK early a few months ago.

Last month Takamuka/Sesijikile called for another nationwide shutdown with Mkwananzi urging Zimbabweans to flood the streets from his base in South Africa. The cal, was largely ignored and failed given the little support from the grouyp’s usual partners including the opposition.

Police were not immediately available for comment.

Gweru Council Workers Demands Cost Of Living Adjustments

By Own Correspondent| Gweru City Council (GCC) workers have given the city fathers a 14-day strike notice. They are demanding a cost of living adjustment and salary increase.

The notice was signed by the Zimbabwe Urban Council Workers’ Union’s (ZUCWU) Gweru branch secretary, Ambrose Hwande.

The notice reads:

Notice is hereby given that from August 13, 2019, City of Gweru employees will engage in a demonstration and picketing.

From August 22, it will be a total withdrawal of labour against the employer’s insensitivity to employees’ cost of living adjustment and allowances request.

ZUCWU secretary-general and Midlands chairperson of the Zimbabwe Congress of Trade Unions, Kudakwashe Munengiwa threw his weight behind the workers. He said:

What the workers are demanding is a cost of living adjustment of $500 across the board which should be immediately paid and then adjustment of the salaries to match the prevailing US dollar rate on the interbank market.

The employer is paying new prices that have been adjusted on every service rendered like fuel and hotel bills when officials travel. The only thing they have not adjusted are the salaries of their employees.

Police Rule Out Foul Play In Car Crash That Claimed 3 Witnesses

By A Correspondent| Three people who were testifying in a court case involving a police officer who was arrested for allegedly s.e.xually abusing 21 pupils at Bulu Primary School in Mangwe District died in a car crash along the Plumtree- Mphoengs Road.

The police confirmed that the accident claimed the three lives and left nine other passengers injured after the vehicle they were travelling in hit two potholes and overturned at the 56KM peg along the Plumtree-Mphoengs Road.

However, the police ruled out foul play calling on drivers to avoid travelling at night.

“I can confirm that three people died while nine others were injured when a Nissan pick-up they were travelling in hit a pothole and burst its left rear tyre resulting in the driver losing control of the car which hit another pothole before breaking its axle and overturning,” said Asst Comm Nyathi.

He identified the deceased as Perseverance Zivanai (46), Mary Nandi Dube (32) and Sharon Ncube (14). Dube and Ncube died on the spot while Zivanai died on admission to Tshitshi Clinic.

The victims were returning home after testifying in a court case involving Constable Peter Muzulu (35) who is accused of abusing 21 pupils at Bulu Primary School while investigating a s.e.xual abuse claim at the same school.

Assist Comm Nyathi said the driver and eight other passengers – four teachers, three pupils and two other guardians- all witnesses in the case, escaped with various injuries and are admitted at Plumtree District Hospital and United Bulawayo Hospitals.

Asst Comm Nyathi dismissed claims that there could have been foul play which could have caused the accident.

“This is an unfortunate accident and we do not want to read anything into it besides that. If there are any comments or suggestions from any quarters, as police we are not privy to that,” he said.

Bulilima-Mangwe Senator Simon Khaya Moyo mourned the death of the accident victims and wished the injured ones a speedy recovery.

“I have learnt with shock and dismay of the untimely and tragic demise of three people (including a pupil) in a horrific truck accident on the Plumtree-Brunapeg Road with others severely injured and admitted to Plumtree District Hospital and United Bulawayo Hospitals respectively,” he said.

Khaya Moyo said such accidents will sadly continue to occur and claim lives if roads in Mangwe and Bulilima districts are not attended to. 

“Such accidents tell the story of the terrible state of roads in Bulilima and Mangwe Districts which need urgent attention if lives are to be saved.

“Urgent action needs to be taken to complete the tarred road from Plumtree to Maphisa growth point as it stopped at Tshitshi more than 10 years ago. The same applies to roads in Bulilima District,” he said.-StateMedia

Driver Who Ran Over Sagelaw Chingaira Hands Herself To Police

By A Correspondent- The woman who ran over and killed Sagelaw, the son of the late liberation war hero Dick ‘Cde Chinx’ Chingaira, in a hit and run accident near Greencroft Shopping Centre on Saturday handed herself over to the police.

The police confirmed that the yet to be named woman is now in police custody after she turned herself in and confessed the offence to the police. This was a day after the accident.

ZRP National Police Spokesperson Assistant Commissioner Paul Nyathi confirmed the development saying:

The police can confirm that the lady who killed Sagelaw Chingaira on Saturday handed herself in on Sunday and now awaits to appear in court. We urge the public not to run away from accidents but instead to notify the police.

Sagelaw, who many saw as the natural heir to continue in his father’s footsteps in the same way that Suluman Chimbetu and Peter Moyo have managed to keep the torches of their late fathers’ music burning, was buried on Tuesday at Glenforest Cemetry.

Disgruntled Zanu PF Members Drag Own MP To Appear Before Lands Commission

Disgruntled Zanu PF members in Kadoma this week dragged former Kadoma Central Member of Parliament Fani Fanuel Phiri to appear before the Justice Tendai Uchena-led Lands Commission to answer allegations of diverting more than 600 residential stands to his personal project.

The unhappy party members, led by Panyika Jack, are accusing the former legislator of diverting the stands to his Berina Housing Scheme after the party had donated 50 hectares, being part of Pixie Combie, to the party leadership in Kadoma’s 12 wards.

“Sir, we are here as disgruntled Zanu PF members to find out how Berina Housing Scheme is being run by former Kadoma Central Member of Parliament, Fani Phiri,” Panyika said.

“The government through the then Local Government Minister, Ignatius Chombo, donated 50 hectares of land in Pixie Combie to be shared among Zanu PF leadership in Kadoma, but the former legislator grabbed the land and formed Berina Housing Scheme with the stands that were meant for the people.”

Panyika added: “We want the Lands Commission to verify the ownership of the scheme; we feel that we were denied what was rightfully ours. What did Chombo see in Phiri to give him 50 hectares? Phiri called for a meeting in Rimuka Hall sometime back and advised us to come with 50 names from the 12 wards of Kadoma Central constituency, but we discovered later that he had formed his own housing scheme.”

Phiri was then asked by the commission to leave the court room because some of the witnesses were not comfortable with him being in the room.

In an interview, Phiri, however, denied the allegations that he had diverted land that was meant for Zanu PF members, but actually applied for the 50 hectares through the Ministry of Local Government and National Housing in 2015 and his application was successful.

“The land in question does not and never belonged to Zanu PF. I actually applied for the land in 2015 and land was availed to me and then I formed Berina Housing Scheme to parcel out stands for residential stands,” Phiri said.

“I have all the documents to verify the ownership of that land in part of Pixie Combie. Those disgruntled members of Zanu PF are barking at the wrong tree and are being misled by someone. The land that was donated to the party is there, but they are trying to protect the one who has it and pointing a finger at Berina Housing Scheme, shame on them.”

Byo Vuzu Parties: Police Warns Returning School Kids

POLICE in Bulawayo have warned pupils who are returning from boarding schools to desist from organising the now infamous vuzu parties as they risk being arrested.

Pupils, particularly those with parents in the diaspora, engage in vuzu parties, where reckless sexual activities, alcohol and drug-taking are rampant.
Acting Bulawayo police spokesperson Inspector Abednico Ncube on Tuesday told Southern Eye that they would be deploying police around the city to deal with vuzu
parties.

“We received information about Vuzu parties and other forms of alcoholism planned by youths this week on the closing day of schools and we are ready to deal
with them. There will be a full deployment of police, starting tomorrow in areas such as Haddon and Sly, Zupco, Renkini and other secret places, which we cannot reveal for now,” Ncube said.
