ZESA Responds To Tarriff Increase Reports

ZETDC

By Own Correspondent- The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) has denied social media claims that it is set to increase electricity tariffs by 150percent starting this Friday.

A notice published by the power utility on Thursday reads:

SOCIAL MEDIA REPORTS ON TARIFF INCREASE FALSE

The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) would like to advise its valued customers that it is not increasing electricity tariffs by 150% starting Friday, 15th March 2019 as is being reported on social media.

ZETDC would like to express its concern over the malicious social media messages that are urging customers to buy electricity in bulk in order to beat a purported 150% increase in the price of power.

The power utility urges consumers to disregard the misleading social media messages that are creating unnecessary panic buying and inconvenience to consumers.

Tariff increase is a process that is not haphazardly implemented but is done through a thorough consultative process in consultation with consumers, the regulator and shareholder, among other key stakeholders.

The inconvenience is sincerely regretted.

WATCH LIVE: Gugu Ncube Lying About DNA Evidence After Filing Rape Allegations

A Zimbabwean woman based in South Africa Gugu Ncube who once claimed to be MDC Vice President Professor Welshman Ncube’s daughter continues to make headlines for the wrong reasons and this time claiming her manager asked for sexual favours to keep her in a job, and sacked her when she turned him down .

Welshman Ncube, the deputy president of the Movement for Democratic Change (MDC), said on Wednesday that Gugu was not his child, as she had convinced herself.

“I don’t know this woman. I read somewhere she was born in 1981. I was in high school at Mzilikazi in 1980 when she was conceived … Her mother is not known to me, there’s just no conceivable possibility she could be my daughter,” Ncube said by phone.

A friend who grew up with Gugu in Gwanda said: “She’s psychotic, she’s delusional and it’s just unfortunate a lot of people will fall victim to her before she gets the help she needs.”

“It’s A Catastrophic Failure Of Leadership By The Political Elites In Zimbabwe”

By Hopewell Chin’ono| There is NO normal human being who could not have been moved by the emotional plea for help by Dr Azza Mashumba who is the Head of Paediatric Medicine at Parirenyatwa Hospital.

Hers was a raw and clear reflection of a hidden painful and humiliation treatment of doctors and nurses by our authorities who have tragically failed to deliver where they are expected to.

That professional humiliation of doctors finally came to the fore today emotionally expressed and powerfully disconcerting, but devastatingly delivered by Dr Shumba with clarity leaving nobody in doubt of how the health delivery system has broken down.

After getting numerous calls from many doctors who are domiciled both home and abroad, and also from business people wanting to see how they can help the situation in our public hospitals, I think that it is time for US the citizens to act and help fix this embarrassing and yet deathly situation.

It is deathly because people are dying, the poorest of the poor, the vulnerable and the weakest in our society are being subjected to lower than bog standard healthcare by the government.

I made my name in television journalism and documentary filmmaking through producing documentary films that that looked at health issues in our country.

I have seen how the doctors and nurses at the major hospitals in Harare struggle to keep a straight face in the midst of a chaotic environment without the required medicines and other medical paraphernalia like mere gloves or painkillers.

I have seen poorly remunerated nurses take money out of their pockets at Harare Hospital’s psychiatric unit to buy medical drugs for mental health patients.

Today we heard how they have now resorted to washing dirty bandages in order to reuse them, how they are being forced to stop cancer treatment midway for lack of the required drugs, how they don’t have basics like needles and how doctors are now coming to work to simply certify deaths.

This is a catastrophic failure of leadership by the political elites in Zimbabwe, because they chose to buy three cars for each minister when they can’t even buy betadine antiseptic solution resulting in multiple cross infections in surgery.

They chose to buy hundreds of cars for traditional Chiefs and yet hospitals do not have ambulances, ministers fly first class around the world whilst babies are dying from lack of ventilators at Harare Hospital.

We can’t wait for the government and its many excuses to get things normalized in our hospitals because we have been here before in December and January this year regarding the situation in our referral hospitals in Harare and Bulawayo.

As usual many promises were made by government to normalize the situation, and yet today the government and its multiple propaganda accessories comically pretend as if they didn’t know about this dire and heartbreaking situation in these hospitals!

We should consult widely as compatriots and see how we can help normalize the situation from the rot it has become.

It will ultimately require sitting down with the relevant authorities and seeing how best we can assist the weakest and vulnerable members of our society through citizen interventions of donating the required medical accessories.

My initial idea is that we look at the four major hospitals, Harare, Parirenyatwa, Mpilo and United Bulawayo Hospitals.

We can either adopt units within these hospitals that urgently require intervention or we can adopt a whole hospital or assist it in any way we can as long as it makes life easier for these doctors and nurse, who are groaning with the pain subjected to them as a result of corruption and gross incompetence.

This will require doctors and nurses within these hospitals to come to the fore and lead, we will use our networks both home and abroad to help them get the necessary medical supplies required for them to do their work within reason.

Citizens who grew up in Harare and areas that are serviced by Harare and Parirenyatwa Hospitals can adopt these two major health institutions and give whatever they can either as a one off or monthly.

Folks who grew up in the Southern region of the country or come from areas that are serviced by Mpilo and UBH can adopt those two hospitals.

We can then donate whatever we have monthly to get the major medical supply shortages sorted whilst we seek long term solutions in partnership with government because they own these institutions.

Alternatively we can say that people who live in the UK can adopt Parirenyatwa Hospital, Zimbabweans living in the U.S. can adopt Harare Hospital.

Zimbabweans who live in South Africa and Canada can adopt Mpilo and UBH hospitals whist those in Australia and other countries can be split into the four groups.

The government can then focus its energies on what needs to be done after we have chipped in with our monthly donations whilst they look after district hospitals.

These are still raw and random ideas prompted by the realization of the health crisis on our doorstep, and how it will take more lives if we do not step in to halt it now.

These are ideas that I have which we can all work on by refining them and putting other new and better proposals on the table that can help solve this embarrassing man made health crisis.

Ultimately the responsibility for health care in Zimbabwe lies with the State, but until the State has fully grasped that reality, we can do what is within our means because the people who are dying are our kith and kin.

It is shameful for the rest of the world to watch our health delivery system become a death trap whilst we claim to be an educated nation.

In the event that we don’t get a buy in from government, we can come up with other plans that can help save lives.

Money doesn’t have to change hands because most people that I have spoken to are unwilling to let government handle their money.

After talking to doctors working at the four major hospitals, it was clear to me that the doctors do not trust the health authorities either, so the best thing will be to get a logistics company to do this for free.

Two major business people have already put their hands up and offered to do the logistics for free, but this is something that the people who will drive this initiative will have to sort out.

This shouldn’t be a political issue, it should be an emergency and social welfare plan to help stop people from dying needlessly!

We can simply establish reputable suppliers of what is needed in these hospitals, and then pay directly to them and get them to deliver the consumables to the hospitals.

There is so much that we can do including a Save Our Hospitals concert as a mid term initiative once we have halted the disaster from getting any worse than it is.

Those of us both home and abroad with international links to mega superstars can get them to offer their services and time for free, the same way I had managed to get CNN, ITV and the BBC to train and refurbish ZBC for free, unfortunately as usual, the initiative was blocked!

I would like to thank Dr Azza Shumba and her colleagues for bringing the reality in our hospitals home to us, some that we were oblivious to as a nation, very few were aware of the depth of the crisis unless they have used one of the hospitals lately.

Let us ignore the usual ZBC propaganda that was aired tonight, they will continue living in that cloud cuckoo land, let us focus on doing the right thing for our people.

The government was aware of this crisis, pretending otherwise is disingenuous and comical and shows that they are not serious about their never-ending and never delivered promises!

This is not the time for fighting or being disagreeable with either government or among ourselves.

I know that many of you have ideas, think about this and we can all distill all our ideas and come up with a solid plan of action!

We have a choice to either look whilst our people are dying or we do something about it as responsible citizens!

I now ask folks in healthcare to come forward and lead, we will assist you with the networking and logistics needed.

Every major country has Zimbabwean healthcare professionals, this is your time to stand up and be counted, and together we can do this!

I still hear the words of Dr Azza Mashumba in my head, “…there is just no urgency , we are trying so hard. We are making a plan. We are trying to come up with contingency plans.
Everything that we are trying to do is futile. We need support.”

Government must step forward and be responsible by allowing Zimbabweans who are willing to ship hospital equipment by removing the prohibitive duties, that is the least they can do!

Reactions To “Crying” Doctor’s Plea To Gvnt

We publish below the various reactions to the video by a specialist doctor at Parirenyatwa Hospital, Dr Mashumba, who cried while narrating the dire situations at public institutions which has seen the unnecessary loss of life.

The video of the crying doctor has since gone viral on social media.

Nelson Chamisa: This is a disaster we must all urgently fix! Why is it so difficult to deal with our common challenges??

David Coltart: If this heartfelt appeal from a #Zimbabwean paediatrician doesn’t move you nothing will. We desperately need a government which puts the needs of the most vulnerable above it is leadership’s desire for security and obscene wealth.

@RangaMberi: They won’t notice till we put Dr Mashumba on SkyTV.

Fadzayi Mahere: The sad state of the public health sector is cause for @edmnangagwa to hang his head in shame. His Govt will spend money on anything – PR, foreign trips, luxury jets, trips to New York/London, Davos, fairy lights, talk shops anything – BUT the welfare of the people. Disgusted.Z

Zenzele: What happened to the drugs worth $25 million Chiwenga told us about. Was it a satanic narrative?.

Kholwani Nyathi: This doctor’s passionate and tearful plea is likely to fall on deaf ears. The government would rather listen to that doctor who cried at the Gweru rally because those are the things they always want to hear. Those who watch @ZBCNewsonline, did they air this?Alex T Magaisa

@Wamagaisa: The tragedy is that instead of dealing with the issues she is raising, some members of the regime who earn their living by getting angry on behalf of their bosses will start a witch-hunt against that senior doctor at Parirenyatwa. They will say she’s Western-sponsored.S

Shingi Munyeza: The breaking point of our service delivery when our doctors reach their breaking point. I salute every health worker who is working under these bad conditions. Basics can’t be that unaffordable, we have our priorities wrong here!

Takunda Mandura: It’s so painful, we should not have such situations whereby one goes to the hospital to be worse instead of betterYimbisai weZhira.

Trevor Ncube: US sanctions on Zimbabwe are choking the health services and the economy. They talk about human rights, yet they are infringing on the human rights of ordinary Zimbabweans.

Rashweat Mukundu: Senior Docs protest shortages of medicine in GVT hospitals and poor working conditions. Meanwhile $500 000 USD goes to a US-based PR firm. Sanctions indeed.

“MDC Should Have A Woman In The Presidium”: Mwonzora

By Own Correspondent- MDC secretary-general Douglas Mwonzora says that it is without question that the party’s presidium should have a woman.

Writing on microblogging site, Twitter, Mwonzora said:

“That there should at be at least one woman in the MDC praesidium should admit of no debate. It is the right and progressive thing to do as we move towards establishing Zimbabwe as a democratic, non-racist, non-tribalistic and non-sexist society.

Currently, the MDC praesidium has four members, all are male. The four are Nelson Chamisa as the president, and his three deputies namely Elias Mudzuri, Morgen Komichi and Welshman Ncube.

Mwonzora is said to be harbouring presidential ambitions and his remarks may be interpreted as a way of gaining traction with the party’s Women’s Assembly.

Ervines Red-Hot Form Continues But Tuskers Go Down To Eagles

Craig Ervine, in the most brilliant one-day form of his life, scored 83 not out in another superb innings, but still suffered the frustration of being on the losing side for Tuskers in the Domestic Twenty20 Competition match against Eagles at Old Hararians Sports Club on Wednesday.

This match saw the two losing teams of the previous day pitted against each other.

The two teams had already played each other on Monday, when Tuskers had won by 24 runs; Eagles had still to win a match in this tournament.

On a hot sunny morning Tuskers won the toss and put Eagles in to bat.

Eagles decided to move their one successful batsman of the previous day, Cephas Zhuwao, down the order and open their batting with Tinashe Kamunhukamwe and Brian Mudzinganyama.

Kamunhukamwe hit up 14 without looking quite his best, and then took a swing at a full-length ball from Ainsley Ndlovu and was bowled at 19 for one in the fifth over.

This brought in Zhuwao, but first it was Mudzinganyama who began to shine, hitting John Nyumbu for two sixes and two fours in an over.

Zhuwao was almost equally violent against Ernest Masuku, hitting 16 off his first over, and then, facing Sean Williams, skyed a ball so high on the leg side that two fielders completely misjudged.

Thabo Mboyi proved the man to do the job for Tuskers, as he bowled a very intelligent and varied over which yielded only four runs and ended in Zhuwao skying a catch to mid-off.

He scored 37 off 17 balls, with three sixes and three fours, and the score was now 101 for two after 11 overs.

Mudzinganyama shortly afterwards reached his first fifty for Eagles, which took him only 34 balls.

Regis Chakabva was in now, but he made only six before skying a catch off Ndlovu; 118 for three in the 14th over.

Shortly afterwards Mudzinganyama’s fine innings ended with a run-out due to a fine throw from Cunningham Ncube attempting a second run; he made 62 off 38 balls, with three sixes and six fours.

Eagles were now 131 for four wickets in the 15th over.

Richmond Mutumbami and Elton Chigumbura had a hard act to follow, but they did a good job, with Mutumbami hitting Chris Mpofu for two successive leg-side sixes.

They managed to take the score to 197 for four wickets after 20 overs, Mutumbami scoring 36 off 21 balls and Chigumbura 27 off 17.

Ndlovu had two wickets for 30 runs, while the most economical was Mboyi, with the vital wicket of Zhuwao for 21 in three overs.

Brian Chari and Shoun Handirisi opened the batting for Tuskers.

They did a steady job, putting on 37 in just over six overs before Handirisi, the more aggressive, skyed a catch off Garwe for 23.

It turned out to be a little too steady, though, as the team was never quite able to catch up, with such a large total required.

Ervine soon began to dominate the bowling, scoring 11 runs off his first five balls, including a big six over cow corner that almost reached the road.

Chari too began to open up, hitting Mudzinganyama for two sixes in an over, while Ervine, not to be outdone, did the same in Magarira’s next over.

The team hundred came up in the 12th over, but a run rate of almost 12 an over was still needed.

In the 14th over Ervine reached his fifty off 25 balls, but even this scoring rate was barely adequate; 70 runs were needed off the last five overs.

Chari reached fifty off 42 balls, celebrated with a six, but then lofted a drive off Garwe that was caught at extra cover.

His 59 came off 44 balls with three fours and four sixes; the score was 149 for two wickets and the required run rate was 14.

The 18th over was bowled by Patrick Mambo, who bowled it with great skill, and Ervine and Sean Williams could score only three runs off it.

This virtually destroyed Tuskers’ hopes, as it left them with the virtually impossible task of scoring 43 off the last two overs.

Try as they might, the best they could manage was 182 for two; Ervine finished with 83 off 46 balls (five sixes and five fours), while Williams had 11 from eight balls.

The Eagles revival is underway, as they gained their first victory of the tournament after two defeats, and their history shows that they generally come through when it really matters.

Consumer Lobby Group Petitions Parly Over Exorbitant Data Charges

A CONSUMER rights’ watchdog has launched a campaign against high mobile data costs, after recent reports showed that Zimbabwe had some of the most expensive data tariffs on the continent.

This follows a move by the Parliamentary Portfolio Committee on Information and Communication Technology to institute an inquiry into high data fees charged by telecommunication service providers.

The National Consumer Rights Association (Nacora) said it plans to petition Parliament and the Postal and Regulatory Authority of Zimbabwe (Potraz) to intervene to promote “data trade justice and fairness”.

“Let us not forget that this low cost data campaign is about justice and fairness. We have a lot of weapons we will deploy against this theft and profiteering.

We will do media campaigns, public meetings, engage Potraz, government and service providers like Econet, Netone, Telecel, Africom, among others,” Nacora advocacy and campaigns adviser, Effie Ncube told Southern Eye.

“There cannot be any justification, whatsoever, why any service provider to maintain these exorbitant prices for data.”

The telecommunications regulatory body has in some instances forced service providers to reduce local mobile data and internet charges.

Ncube accused the country’s telecommunications service providers of robbing poor Zimbabweans of their hard-earned money by charging exorbitant prices for data, with “data bundles expiring before use”.

“It is unfair trade and a bad business practice. Data drives economic activity and is critical to the sustenance for security and livelihoods of poor families throughout the country. There can be no justification, whatsoever, why any service provider can resist unused data to roll over and be transferable like airtime.

“Default out-of-bundle browsing is theft of the highest kind. Millions continue to lose their hard-earned money to this monster. Out-of-bundle browsing must only take place when activated by the consumer,” he added.

A research by Research ICT Africa and Pan African financial institution, EcoBank, recently established that Zimbabwe had the third most expensive mobile data in Africa.

Analysts have said reasons contributing to the country’s expensive data have largely been attributed to monopoly.

Mwonzora In Parliament Juju Scare

MDC secretary-general Douglas Mwonzora said that he discovered a plastic container with a strange-looking liquid when he checked for his mail at Parliament in a suspected case of juju.

The MDC is set to hold an elective Congress between May 24 and 26 this year. There is already jockeying for positions even though nominations have not yet been done.

Mwonzora is expected to contest for the presidency, currently occupied by Nelson Chamisa.

In an interview with Newsday, Mwonzora said: “I went to Parliament and I then decided to check my mail at the pigeon hole and there were two police officers in that room.

“As I approached my pigeon hole, I discovered that there was a plastic bottle with a strange-looking liquid and it was half full. I asked the police officers about it and they didn’t know who had put it there.

“I then alerted the Parliament security, but I don’t know what they did with it. I didn’t touch it.

“… Whoever put it there either intended to threaten me with these superstitions, but it is strange that some people will find time to put that into my pigeon hole. I don’t know what the liquid is.”

MDC co-vice president and senator Elias Mudzuri, when asked, said he was not aware of the incident but if it did happen, should be condemned.

He said: “I haven’t heard anything concerning that, but if he saw something suspicious, I hope he will get assistance to remove that. I hope there is no witch-hunting at Parliament. As parliamentarians, we are honourable members and we must not start looking for witchcraft. It is not proper, why should it happen.

“If it happened, then it is unfortunate that we are stooping so low and we are fighting over useless things. We must be honourable members and that requires certain behaviour.

“This incident is unfortunate and if someone is doing that, they are not serious. We will end up concentrating on suspicion and unknown fears. If there are people doing that, they must stop it. It is not good.”

“Stop Burying Your Head In The Sand On Mnangagwa Violence In Zimbabwe”: Cyril Ramaphosa Told

By Own Correspondent- The Human Rights Watch (HRW) has called upon Southern Africa leaders including president Cyril Ramaphosa to come out clean on President Emmerson Mnangagwa regarding human rights violations and the use of excessive force on unarmed civilians which has seen the deaths of innocent civilians.

The organisation urged the government to hold to account security agents responsible for the death of protestors in January over fuel price increases and the alleged raping of women during the same period.

Said the HRW in a recently released report titled “Zimbabwe: ‘Excessive Force Used Against Protestors”:

“Southern Africa leaders should press Mnangagwa to put an end to security force abuses and ensure those responsible are brought to justice.

Instead of burying his head in the sand when it comes to human rights, (South Africa) President (Cyril) Ramaphosa should publicly urge his Zimbabwean counterpart to deliver on his promise to get to the bottom of these allegations and hold perpetrators to account.

The authorities should arrest and prosecute those responsible for abuses and send a strong message that crimes by the security forces won’t be tolerated.

… Law enforcement officials should not use firearms against people except to protect against the imminent threat of death or serious injury.”

“Prosecute Soldiers, Police Officers Who Murdered, Raped Civilians During January 14 Fuel Protests”:Human Rights Watch

By Own Correspondent- Human Rights Watch (HRW) has called on the Zimbabwean government to prosecute state security agents who perpetrated violence, murdered and raped civilians during the January 2019 protests.

The organisation said the arrest and prosecution of the state security agents should be done in order to send a clear message against security forces that violence against citizens will not be tolerated.

HRW released a report on Tuesday titled Zimbabwe: ‘Excessive Force Used Against Protestors’, in which it called for the release of people detained arbitrarily.

Read the report:

“The authorities should arrest and prosecute those responsible for abuses and send a strong message that crimes by the security forces won’t be tolerated.

… Law enforcement officials should not use firearms against people except to protect against the imminent threat of death or serious injury.

Southern Africa leaders should press Mnangagwa to put an end to security force abuses and ensure those responsible are brought to justice.

How France President Ended Up Marrying His High School Teacher

President Uhuru Kenyatta and France President Emmanuel Macron

The President of France Emmanuel Macron on Wednesday, March 13 made an official visit to Kenya where he held bilateral trade talks with Kenya with the aim of strengthening cooperation and collaboration between the two countries.

The Youngest ever President for France is aged around 41 now but was 39 at the time he was elected,  has been the talking point all over the world especially because his wife is around 25 years older than him.

Mrs Bridgit Macron, the wife, was born in 1953  meaning he is around 66 years old now.

She was a teacher at La Providence high school where Mr Macron also schooled, he was aged 15 when they first met and that was the genesis of Love between the two. Actually, Mr Macron studied in the same class as Mrs Brigitte daughter Lawrence.

Her then-husband Mr Andre-Louis, after realizing his wife is having an affair with his daughter’s classmate, decided to leave their family home and moved to another city.

Macron’s parents too, on realizing that their son is having an affair with a married older teacher, they sent him to Paris with the hope of creating a distance between the two.

The ‘challenges’ however proved to make the love between the two stronger instead.

Macron had declared to Brigitte he would marry her when he was still 17, a promise he kept and made it true at the age of 29 after Brigitte and her first husband divorced in 2006.

Only one of the three children Mrs Malcon had from the initial married is younger than Mr Macron.

This truly proves that age is just but a number and true love does not look at age.

Gugu Ncube Set For Court On Public Indecency Charges

Police apprehend Gugu Ncube

A woman who staged a protest while half naked in front of the Union Buildings in Pretoria is expected to appear in court soon.

Gugu Ncube, accompanied by a member of the Shut Down Movement wanted to highlight her plight regarding the sexual harassment incident she allegedly endured from a colleague at UNISA’s Centre for Early Childhood Education.

The centre has since issued a statement saying after investigating the allegations, it found no basis to charge the accused colleague due to a lack of sufficient evidence.

Police Spokesperson, Daniel Mavimbela, says the woman will be charged for public indecency.

“There’s a woman who was allegedly standing naked in front of the Union Buildings. On our arrival, we effected an arrest and we are expecting the person to be charged with public indecency and if that happens, she’s expected to appear in the Pretoria Magistrate’s Court soon. It is an offence for any person to stand without their clothes in full view of members of the public or in a public place which Union Buildings happened to be one. As a result of that, we were forced to effect an arrest, and, as I said she’s expected to be charged with public indecency,” says Mavimbela.

The University of South Africa says the woman who staged a naked protest at the Union Buildings in Pretoria, was never its employee.

Gugu Ncube accompanied by a member of the Shut Down Movement wanted to highlight her plight regarding the sexual harassment incident she allegedly endured from a colleague at UNISA’s Centre for Early Childhood Education (UCECE).

In a statement, UNISA says the UCECE is an autonomous organisation and expressed concern that Ncube continued to name it in her dispute with the UCECE.

UNISA says when it heard of Ncube’s complaint it followed due process and even provided Ncube with counselling.

It says after thorough investigation, it has established that there was no basis to charge the staff members concerned with the alleged offences.

Chamisa Blast Mnangagwa Over Misplaced Priorities

By Own Correspondent| Opposition leader Nelson Chamisa has implored President Emmerson Mnangagwa to stop their lavish travel and invest in the country’s health delivery system.

Chamisa’s statement follows revelations by striking senior doctors of the dire situation at the country’s public hospitals.

Said Chamisa in a statement:

“Very sad and regrettable reality but Mnangagwa chartered a plane to Asian countries for days that gobbled US$74 000 per hour, hired a new plane for Grace Mugabe gobbling US$1.4 million in only one trip, chartered Fly Africa to South Africa wasting US$200 000 on the way.

But can not buy just a hospital syringe. Not funny at all. They only care about themselves and no one else. Thats why some of us are fighting them every day. All the trips were a waste of tax payers’ money. No country can provide funding to a corrupt, murderous and illegitimate government.

When we are in charge, it will only require a call to our allies to get the necessary funding.”

“That Woman Is Not My Child,” Welshman Ncube

Welshman Ncube

Paul Nyathi|Latest media reports indicate that MDC Vice President Professor Welshman Ncube, has yet again disowned nude protestor Gugulethu Ncube who claims to be his daughter.

Professor Ncube told online media sources on Wednesday that Gugu was not his child, as she had convinced herself.

“I don’t know this woman. I read somewhere she was born in 1981. I was in high school at Mzilikazi in 1980 when she was conceived and very much in love with a girl I thought I would go on and marry. Her mother is not known to me, there’s just no conceivable possibility she could be my daughter,” Ncube said.

A friend who grew up with Gugu in Gwanda, Matabeleland South, is reported to have said Gugu has a serious mental problem.

“She’s psychotic, she’s delusional and it’s just unfortunate a lot of people will fall victim to her before she gets the help she needs.”

Sources close to Gugu have previously indicated that she had a difficult childhood after her father, a police officer called Lot Ncube from Gokwe in the Midlands, shot and killed her mother, Gladys Dube, before turning the gun on himself sometime in 1986 when she was just five.

“She was raised by her grandmother in rural Gwanda, and moved to the town where she stayed with her aunt while going through her secondary education. Her aunt lived at a police station there because the uncle is a police officer. The aunt now lives in Masvingo, after they were transferred,” the sources said.

“We have to assume that because of that double tragedy early in her childhood, she has these demons following her. Now she does not recognise the uncle in whose house she grew up, she insists he’s not her relative. She has another aunt living in South Africa and a brother, they have given up on her; they’ve no interest in helping her.”

In 2016, having moved to South Africa, Gugu accused two men of sexual assault – one Pastor Acts Aota and a Sinqobile Koboto. Police looked into the allegations and decided not to pursue the cases.

Then, in 2017, Gugu was again in the limelight after accusing an Ivorian man named Marc Gbaffou of raping her. She claimed she was dating Gbaffou, then chairman of the African Diaspora Forum, but she had refused to have sex with him until he divorced his wife. In a hotel room at the end of February, she claimed she got drunk with wine and Gbaffou had sex with her after she passed out – which she only discovered when she woke up the following day. Gbaffou allegedly apologised, and she let it slide.

Then, on April 4 the same year, she claimed Gbaffou raped her a second time at a hotel in Parktown, Johannesburg, after spiking her glass of wine. She called police who did not turn up, she later claimed.

On April 7, she said she was back at the hotel with Gbaffou who gave her wine, and then raped her a third time. She reported Gbaffou for rape on April 8, but the matter was not pursued by the courts. According to Hillbrow Police Station, prosecutors declined a prosecution due to lack of evidence.

Fast forward 2018, and Gugu would accuse Mhlava Edward Shibambu, her boss at Ucece and subject of her nude protest on Wednesday, of “asking for sexual favours in exchange for my job”. Police say they have found no prosecutable case, and Ucece say they reviewed the allegations after Shibambu was suspended but no wrongdoing was found.

Gugu was charged with public indecency following her arrest on Wednesday.

Zambia Fights South Africa Over Marketing Of The Victoria Falls

Correspondent|SOME tour operators in Europe are marketing the Victoria Falls saying it is located in South Africa, and Zambian authorities are fighting to have that misconception corrected.

Permanent Secretary in the Zambian Ministry of Tourism and Arts, Howard Sikwela has instructed the Zambia Tourism Agency to correct the misconception that the victoria falls is located in a named country other than Zambia and Zimbabwe.

Reverend Sikwela says failure to which he will be forced to engage the Ministry of Foreign Affairs to address the issue.

Speaking at a media briefing to mark the Irish Festive of Saint Patrick’s Day celebrations, Revered Sikwela says the Victoria falls is found in Zambia and Zimbabwe.

And Rev. Sikwela says commemorating the Irish National Day in Livingstone will help clear the misconception that suggesting that Victoria falls belong to another country other than Zambia and Zimbabwe.

Rev. Sikwela has commended the Irish Government through its embassy in Zambia for choosing Livingstone to celebrate the Irish festival of Saint Patrick.

Speaking at the same event, Irish Ambassador to Zambia, Seamus O’grady says the irish festival of saint patrick is a huge opportunity for Zambia as it will help market the country’s tourism opportunities to the world.

Mr. O’grady says this is because the image of the Victoria falls will be displayed during the official launch.

He explains that the global greening initiative is designed to promote awareness of ireland while also providing a platform for host countries to highlight their own tourist offering.

And National Heritage and Conservation Commission director Collins Chipote has thanked the Irish government for choosing the Victoria Falls as one of the prime sites that will this year be bathed in green lights from march 15 to 17.

Juju In Mwonzora’s Mail At Parliament? What Is Going On?

By Own Correspondent- Opposition MDC secretary-general Douglas Mwonzora has claimed that he discovered a plastic container with a strange-looking liquid when he checked for his mail at Parliament in a suspected case of juju.

The MDC is set to hold an elective Congress between May 24 and 26 this year.

There is already jockeying for positions even though nominations have not yet been done.

Mwonzora is expected to contest for the presidency, currently occupied by Nelson Chamisa.

In an interview with a local publication, Mwonzora said:

“I went to Parliament and I then decided to check my mail at the pigeon hole and there were two police officers in that room.

As I approached my pigeon hole, I discovered that there was a plastic bottle with a strange-looking liquid and it was half full. I asked the police officers about it and they didn’t know who had put it there.

I then alerted the Parliament security, but I don’t know what they did with it. I didn’t touch it.

… Whoever put it there either intended to threaten me with these superstitions, but it is strange that some people will find time to put that into my pigeon hole. I don’t know what the liquid is.”

MDC co-vice president and senator Elias Mudzuri however said he was not aware of the incident. He added that if it had indeed happened, should be condemned.

He said:

“I haven’t heard anything concerning that, but if he saw something suspicious, I hope he will get assistance to remove that. I hope there is no witch-hunting at Parliament. As parliamentarians, we are honourable members and we must not start looking for witchcraft. It is not proper, why should it happen.

If it happened, then it is unfortunate that we are stooping so low and we are fighting over useless things. We must be honourable members and that requires certain behaviour.

This incident is unfortunate and if someone is doing that, they are not serious. We will end up concentrating on suspicion and unknown fears. If there are people doing that, they must stop it. It is not good.”

Outage Hits Facebook, Instagram Users Worldwide

Article Image

Own Correspondent|Facebook and Instagram users lost access to the social network’s applications in parts of the world on Wednesday as a result of an outage of undetermined origin, reports Buzzoid‘s team of social media analysts.

The California giant which has more than two billion users acknowledged the outage after users noted on Twitter they could not access Facebook or had limited functionality.

“We’re aware that some people are currently having trouble accessing the Facebook family of apps. We’re working to resolve the issue as soon as possible,” a Facebook statement said on Twitter.

A short time later, Facebook indicated the outage was not related to an attack aimed at overwhelming the network.

“We’re focused on working to resolve the issue as soon as possible, but can confirm that the issue is not related to a DDoS attack,” Facebook said, referring to what is known as a distributed denial of service cyber strike.

According to the website downdetector.com, outages were heaviest in North America and Europe, but some users appeared to be affected in other regions.

Last November, a Facebook outage was attributed to a server problem and a September 2018 outage was said to be the result of “networking issues”.

Trump is Worried that Zimbabwe Poses A Massive Threat To US Foreign Policy

Opinion By Lionel Tarumbwa|The United States states that Zimbabwe poses an “unusual and extraordinary threat” to US foreign policy in the region. Is this threat only about the laws on protests and media reforms? Or did Uncle Sam just let the cat out of the bag?

The United States recently renewed its sanctions on Zimbabwe. US President Donald Trump was quoted as saying that the new government’s policies continue to pose an “unusual and extraordinary” threat to the American foreign policy. What is this rather “unusual and extraordinary” threat that other countries do not pose?

This is despite repeated calls by other African leaders, led by South African President Cyril Ramaphosa to drop the sanctions. The US has also paid a deaf ear to calls from Zimbabwe businessmen, and the country’s richest man, Strive Masiyiwa that the sanctions are hurting business.

The agenda of the sanctions have been made clear, Zimbabwe poses a threat to United States foreign policy. It is not about the Zimbabwean people and democracy. The United States says that the Zimbabwean government should repeal laws that govern the media and ban protests.

You would be fooled to think that the Americans care about these issues. You have to look at how they handle their foreign policy with gross abusers of human rights such as Saudi Arabia. Why are they not putting the same amount of pressure on the Saudi Crown which is responsible for stamping down media, the regime responsible for the MURDER of a journalist?

What Zimbabwe poses as a threat is a fact that it is pursuing to be a leader in the acquisition of economic independence. This has to be traced back to the land reform program in the early 2000s. Robert Mugabe was intent on empowering the locals. He understood that real power did not lie in the office jobs that his people now had access to. The real power lies in the hands of the man who controls the resources.

What if Zimbabwe had realised her dream of a black man who is in control of not only political power but a black man wielding economic power? It would have been a big threat to a foreign policy that relies on looting African resources and paying bottom dollar for them.

Zimbabwe has had to pay for being a visionary nation. The success of the economic vision Robert Mugabe had would have set Africa on fire. Other African countries have started to seriously consider following in the footsteps of Zimbabwe.

After more than 20 years of independence, the land debate has started to take centre stage in South Africa. The United States could not have been more irked by this huge step South Africa is taking.

On 22 August 2018, US President Donald Trump tweeted that farms were being grabbed and whites being killed in South Africa, a tactic to sow discord and a reflection of how misinformed the US policy on Africa is. The agenda of the tweet was, of course, to also sow seeds of fear in the hearts of a people determined to take control of their destiny.

Africa has all shades of an unequal society visible. Most blacks still remain largely marginalised from key economic activities. For instance, the diamond trade in South Africa is controlled by Anglo-American, which bought DeBeers after almost a century of Oppenheimer control. The blacks in South Africa can gain through Black Economic Empowerment schemes that give the illusion of ownership. Black Empowerment has also been given a few poster boys to give Africans the illusion that they too can make it to the table and eat with the master, but the ceiling is hard to crack.

Zimbabwe was trying to address the problem of black marginalisation in capital ownership until recently. A step most African have hesitated to take, it is the success of such policies that pose a threat to American foreign policy, a nation which hungers for control. Zimbabwe had learnt the lesson when there was the capital flight of the 2000s, they realised that real power lies in controlling the capital, controlling the direction of the company.

One of the critical elements of the Sustainable Development Goals is being able to have inclusive growth. Inclusive growth is not possible if some sections of society continue to marginalised. How can Zimbabwe grow if it continues to suffer because of the sanctions? How can Zimbabwe grow if it cannot be able to facilitate its international transactions? If the national institutions such as the country’s largest manufacturer of fertiliser, a critical enterprise in an agro-based economy, are blacklisted and cannot do international business.

The fight for economic freedom will not be easy. It will come at a cost. Just like the fight against colonial administrations, the fight requires a united Africa to fight on all fronts. Sanctions are there to instill fear and restraint in those who choose to follow the path of freedom, those who are fighting to take the fight for Africa a step further. The “unusual and extraordinary” that Zimbabwe poses is that of a people emancipated and in control. It is the same crime that Iran is accused of, refusing to bow down to white capital, the reason why Muammar Gaddafi was assassinated.

One of the things that remain admirable is the sheer determination with which Robert Mugabe held on to the fight. Sanctions did not hold him back in any way, in fact, he escalated the fight in his later years as he worked towards the vision of a fully emancipated Africa. May we have found an equally determined figure for the fight of a free Africa in Julius Malema?

What is certain that once Zimbabwe’s lead and courage become successful, it will signal a revolution on the continent, this is the “unusual and extraordinary threat” which is being referred to.

SAPS In Trouble For Gugu Arrest , “Zodwa Wabantu can be nude in public She was never arrested for public indecency”

Gugu Ncube

Former Unisa employee Gugu Ncube staged a daring protest in the nude on Wednesday. But SAPS are in hot water for how they treated the alleged abuse victim.

Gugu Ncube staged an emotional one-woman protest outside the Union Buildings in Pretoria on Wednesday, claiming that she was forced to quit her job at the University of South Africa (Unisa) after allegedly being raped by a colleague. Her decision to go nude was, in her words, because “she had been stripped of her dignity”.

She turned up to the iconic venue wearing just her underwear and a pair of shoes. Ncube also carried with her a powerful message, written onto a placard. It outlines her version of events, saying that her resignation was staged and her rapist had bribed the Commission for Conciliation, Mediation and Arbitration (CCMA):

“President Ramaphosa: The police are used to intimidate and harass me. I was raped and sexually harassed by a Unisa employee. I spoke out, then they lied and said I resigned. The commissioner of the CCMA has taken a bribe from the perpetrator.”Gugu Ncube

Gugu Ncube

Her demonstration drew incredible support from South Africans online. But it was the personnel in public who weren’t so kind to her. SAPS officers eventually arrested Gugu Ncube and charged her with public indecency. The cops have been accused of being insensitive towards her concerns, but also received criticism for their heavy-handedness.

A video of the brave protester being dragged away by six officers ended up going viral. She screams at the cops, demanding to be heard by President Cyril Ramaphosa before they haul her into the back of a police van headed for Sunnyside Police Station.

Social media weighs in

The reaction to the footage has been overwhelmingly sympathetic towards the alleged victim. Many feel that a double-standard has been raised about public nudity: The consensus suggests that certain celebrity entertainers can get away with it, but people like Ncube are punished for the same behaviour.

Ncube, who’s the daughter of Zimbabwe’s MDC Party Deputy President Welshman Ncube, also claimed that her manager at Unisa blackmailed her into sex, threatening to fire her if she didn’t comply. The police’s reaction has not sat well with onlookers, many of whom feel that the victim is being suppressed.

On Top Of R55m From SA, Govt Commits US$4.5m On Anti Riot Police Equipment

The government has splashed $4.5 million on anti-riot police gear
The recent violent protests that rocked the country has prompted government to pump out a whopping $4.5 million United States Dollars towards the purchase of emergency warning equipment for the Zimbabwe Republic Police anti-riot squad, the Zim Morning Post can exclusively reveal.

The emergency warning equipment was purchased from a South African company called Instrumentation for Traffic Law Enforcement and the ‘buy’ includes teargas, helmets and batons.

Impeccable sources told this publication that the payment was made a fortnight ago through the Reserve Bank of Zimbabwe.

“The ministry of Home Affairs requested for a boost in equipment because they had become incapacitated and remember they had to seek reinforcement from the army in August after the elections last year.

“This new equipment is to quell any form of violence without causing any deaths or maximum damage or injury. RBZ effected payment two weeks ago and the merchandise is expected in the country soon,” revealed our source.

This development comes in the wake of declarations by opposition leader Nelson Chamisa’s threats that his party will unleash more demonstrations to force President Emmerson Mnangagwa into dialogue.

The development is also part of the recommendations by the Mohlanthe Commission Inquiry into the post – election violence that rocked the country and left a dozen people dead.

The recommendation also include the re-training of police officers in crowd control tactics without using excessive force.

Interestingly, the purchase of the equipment seems timeous since South Africa President Cyril Ramaphosa has pledged R55 million towards the training of the local police officers aimed at boosting preparedness in case of violence.

Ramaphosa extended the gesture during the bi-national commission on Tuesday. The commission seeks to strengthen cooperation between Pretoria and Harare.

Meanwhile, the Zim Morning Post learnt that Zimbabwe has always been a loyal client to Instrumentation for Traffic Law Enforcement as evidenced by the citation on their official website.

The company states that it is ‘ Africa’s leading supplier of effective, reliable and quality emergency warning equipment and traffic management systems to traffic law enforcers, police and military’ and one of its clients is Zimbabwe.

The Reserve bank governor John Mangudya and ZRP acting national spokesperson Paul Nyathi could not be reached for comment on Wednesday.

USAID Splashes US Dollars To Hungry Zim Rural People

Thousands of villagers in Mutoko yesterday were given United States dollars to help them fight hunger during this lean season.

The programme dubbed Lean Season Assistance (LSA) is being sponsored by the World Food Programme, USAID and United Kingdom’s DFID while the United Methodist Committee on Relief (UMCOR) are the coordinators. A total of 32 189 villagers from 19 wards were each given US$9 to buy food. About 4 100 beneficiaries were children under the age of five years who were also given Super Cereal, a nutritious porridge.

One of the beneficiaries, Gretchen Katsande (48) from Ndemere village said the programme would help reduce hunger and address the problem of fluctuating food prices.

“We are happy that we have this programme in our area as it will go a long way in ensuring food for my family. I have a family of four and with $72 for two months I am certain that there will be enough food in the house. The shop owners are charging exorbitant prices on groceries, but with United States dollars we are assured of a fair price. I am grateful for the honour from the sponsors,” she said.

The programme has been going on since the onset of the lean season with each beneficiary getting $9 per month which is enough to meet approximately 80% of daily food requirements.

An estimated 5,3 million people are in dire need of food assistance with Mutoko district being one of the worst. The situation is set to worsen following the El Niño weather pattern that resulted in massive crop failure.

Ward 14 councillor Kuziva Majinga said this year there would be massive food shortages, hence the need for food assistance.

“This year is terrible because villagers did not get anything from the fields. We are grateful to have such kind of assistance in this area. We all need food, and villagers are happy about it,” she said.

The cash-based assistance is meant to offer villagers an opportunity to buy foodstuffs of their choice. Traditionally donors would provide aid in the form of maize. Villagers are, however, still getting food assistance in kind.

Glen View Home Industries Gutted By Fire Yet Again

Glen View Area 8 home industry complex, along Willowvale Road was on Monday gutted by fire for the umpteenth time. Property worth millions of dollars belonging to informal traders was destroyed.

This was the second incident in six months and the source of the fire remains a mystery.

Harare mayor, Hebert Gomba, who visited the area yesterday said council had put aside $500 000 to upgrade the complex and ensure the recurrent fire outbreaks becomes a thing of the past.

“It is time we sit down and deal with this situation once and for all. We must find a solution that takes us forward. As council, we are going to invest in this area to the tune of $500 000 from our beer levy and this money will be used to build this area,” Gomba said.

“If you want us to work together and want progress, let us stop what we are doing (starting fires), we can work together. What is happening here is bad, each year we face this situation, it is bad, and as council we are not happy.”

Last year, the complex was burnt at least three times and still the source of the fire could not be established with some suspecting internal fights within informal traders to be the cause.

The latest fire reportedly started at around 5pm and traders battled to put it out and salvage some of their wares.

The Harare Fire Brigade arrived later with two fire tenders, but so aggressive was the blaze that it consumed most of the complex.

Gomba warned informal traders against engaging in personal fights because this was affecting people’s lives.

Council had blamed the fire outbreaks on what they called “space barons” operating at the complex who deny council access to fix amenities like roads as well as inspect and install fire hydrants.

Government, according to Gomba, wanted to remove all informal traders at the site to a new place, but the mayor said the local authority was open to dialogue provided the traders stopped engaging in petty fights.

Mnangagwa Under Fire For Equating Himself To God And Chamisa To Satan

President Emmerson Mnangagwa with his deputy Constantino Chiwenga.

OPPOSITION political parties have come out guns blazing, accusing President Emmerson Mnangagwa of being blasphemous, stubborn and vindictive after he likened himself to God while equating his rival, MDC leader Nelson Chamisa to Satan.

“How can he dare compare himself to the Creator when he is subjecting everyone in Zimbabwe to a living hell? Surely, God does not deliver suffering to his own people,” MDC spokesperson Jacob Mafume said.

“The illusion around dialogue which excludes the MDC has already proven to be a political fallacy, many are pulling out because they are aware that the approach will not create sufficient consensus.”

Mafume said the statements by Mnangagwa could easily cause internal strife, and trigger violence against opposition supporters and the party leadership.

“We have noted with concern a continued pattern of these reckless statements coming from him in succession, a case in point is the remarks he made in Rutenga when he made threats to unleash violence on citizens for exercising their rights provided in section 59 of the Constitution,” he said.

“It is, therefore, premature for Mnangagwa to use extremist metaphors like ‘devil’ simply because the MDC holds different political views from him. In any case, history has shown that these labels can easily incite degeneration and unnecessary loss of life, especially coming from the leader of a militant political outfit.”

Chamisa through his spokesperson Nkululeko Sibanda, said he would not engage Mnangagwa in a verbal exchange because he was more concerned with defending the poor and delivering real change to Zimbabweans.

“President Chamisa is a prayerful and God-fearing leader whose interests are to rebuild this country’s economy and society. He does not equate earthly fiefdoms with the Kingdom of God. He is encouraged that Zimbabwe is largely a God-fearing country and will remain so,” he said.

“Those who see themselves as analogous or similar to God, will answer to God. The people’s president does not engage in unnecessary public insults, he remains focused in talking about the issues that affect our country, such as dialogue and all other action that can unlock political illegitimacy and drive us towards economic stabilisation and growth.”

Daniel Shumba, whose party, the United Democratic Alliance, pulled out of talks brokered by Mnangagwa, said the Zanu PF leader had shown his arrogance and vindictiveness in making such a statement.

“That’s clearly an arrogant and vindictive view from a President who claims to want to forester unity, but don’t take him seriously for equating himself to God, that is just a limitation of descriptive English. That is the best he could do under the circumstances,” he said.

Mnangagwa told journalists on Tuesday at the close of the Zimbabwe-South Africa Bi-National Commission summit attended by his South African counterpart, Cyril Ramaphosa, that he will push on with dialogue despite the withdrawal from the process by a number of political parties.

“We will not be swayed by the negative forces because even the Lord upstairs was not able to keep his house in order, he had Satan. These things happen. He still remains there as creator,” Mnangagwa said.

Govt Approves Duty Free Import Of Cars For Civil Servants

Government has given civil servants the green light to import cars duty-free as President Mnangagwa’s administration continues to cushion its workers through non-monetary incentives.

Civil servants officially received the good news during a National Joint Negotiating Forum (NJNC) held in Harare yesterday.

This comes amid reports that Government is working on increasing sector-specific allowances for its workers beginning April.

A cost of living adjustment will also be effected next month.

The duty-free scheme is covered by Statutory Instrument 52 of 2019 and will see those with 10 years in the service qualifying.

A vehicle to be imported should not exceed US$10 000 while a person is entitled to import one car within a period of five years.

Apex Council, a body that represents civil servants in salary negotiations confirmed the development after yesterday’s NJNC.

“Government heeded the long standing Apex Council call for motor vehicle duty-free scheme covered by Statutory Instrument 52/2019 which will see all civil servants with 10 years of service being accorded a privilege to import a vehicle worth not more than US$10 000 duty free,” read the statement.

“In fulfilment of the request made by Apex Council, Government is working on increasing the level of a sector-specific allowances for all categories of civil servants with effect from April. Apex Council also welcomes the arrival of the Consumer Protection Bill which goes a long way towards protecting the value of our income.”

The body said negotiations with Government on the cost of living adjustment were in progress and full details will be availed to their membership today.

Apex Council chairperson Mrs Cecelia Alexander said Government had walked the talk on non-monetary incentives.

“We greatly appreciate the fact that Government has delivered a non-monetary incentive of granting a rebate of duty on motor vehicle,” she said.

“This is applicable to any public servant of Zimbabwe who has served for a decade. To us that is very welcome development and we hope that as we move forward Government will also address other incentives with the view of delivering and doing tangible things on the ground.”

She added: “This matter of duty exemption has been on the table for years. As Apex Council we have been pushing it for more than three years and we are happy that it has been granted.”

Government recently unveiled a $60 million housing facility for civil servants as part of non-monetary incentives and a Memorandum of Agreement between the employer and the National Building Society (NBS) on the roll out of the project is in place.

This is part of Government’s commitment to provide decent and affordable housing to the people, mostly civil servants and among President Mnangagwa’s interventions to alleviate hardship among citizens on the back of austerity.

Government has already indicated that it is awarding its workers $300 million beginning next month as a salary increment.

The money is to be shared by workers in the civil service from April to December this year.

President Mnangagwa in January awarded the workers a “cushioning allowance” of 22,7 percent until this month to lessen the impact of recent increases in the prices of basic commodities.

Top Highlanders Official Fails To Run Popular Bulawayo Pub, Gets Evicted From Business Premises

Kicked out. Furniture from the pub thrown into the streets by the deputy sheriff.

PUB Lagondola in Bulawayo has been shut down reportedly because of rental arrears of about $22 000.

Furniture at the popular nightspot was yesterday strewn outside as it looked like the Deputy Sheriff had been called in to remove the tenants. Some of the tenants were also seen collecting their property.

Jabulani Nyoni, who five years ago partnered with lease owner Mgcini Nkolomi (through his company Mayhent Enterprises) for the running of the pub, yesterday accused his partner of misappropriation of funds.

Nyoni said there was an agreement between him and Nkolomi, a former Highlanders Football club board chairman, to run the bar. As part of their agreement, Nkolomi was to be given part of the rent money which he, through his company, would settle together with other incidental costs of the lease.

However, Nyoni said trouble started when the owner of the building, one Mrs Di Prinizio, died two years ago.

“During the time of the agreement, I’d give him (Nkolomi) money (rent) to deposit to the estate of the late Mrs Di Prinizio, but unfortunately he wasn’t paying for the past two years,” said a disgruntled Nyoni.

“So far, there are arrears of about $22 000 and also some payments to the Bulawayo City Council that haven’t been settled. I’ve all the evidence of all our payments to him.”

Last year, Nyoni said there were efforts by Nkolomi to evict him from the premises, but fortunately, he won the case at the High Court.

“I only found out this year that there were such arrears from the handlers of the estate who said we haven’t been paying rent for the past years. I was surprised.

“He (Nkolomi) has tried to get us removed from the place several times but without luck. He once brought police to the premises seeking to remove us. He had lied to them saying we didn’t want to move, but when we got to the police station, I produced the previous judgement that we won. The second time he came and started threatening me and I ended up locking myself in the office.

“The third time (last month), he came to Lagondola wanting to move his property and we agreed that he does so,” said Nyoni.

Conveniently, a few days after Nkolomi left the establishment; a notice of eviction from the Deputy Sheriff’s office was sent saying they should vacate Lagondola this past Monday.

“The notice of eviction was sent to Lagondola (addressed to Nkolomi) last week and we were surprised to see the Deputy Sheriff at the premises on Monday telling us that we should leave. We asked who they gave the letter to and one Matsha from the bar confirmed receipt.

“But because it was addressed to Nkolomi, she didn’t tell us about it, but gave it to him. So in essence, the company that was evicted was Nkolomi’s, not ours,” said Nyoni.

Efforts to get Nkolomi’s side of the story were unsuccessful as his cellphone went unanswered and thereafter was not reachable.

While the whole drama is unfolding and disputes rage on, the people who are suffering are the patrons of the nightspot who had made it their home away from home. It remains to be seen if the pub will be re-opened by the same management or under different proprietors. For now it is closed.

“Doctor’s Strike, A National Disaster”: MDC

The strike of specialist doctors’ at Parirenyatwa Hospital is an indictment on the failed military government.

It is a high level manifestation of a Nation in crisis. Mnangagwa and his cabal must humble themselves and accept failure.

They must apologise for failing the Zimbabwean people and concede to the convening of urgent dialogue.

Zimbabweans cannot continue to lose lives unnecessarily, the statement released by the doctors makes this point.

They state that lives are being lost while doctors watch because there are no consumables required to do the work.

That emergency cases are now taking longer than normal while patients have to source consumables on their own.

Doctors have also said they would be attending to emergencies only while resources reserved for these situations will last just a month.

This is a national disaster, it cannot be business as usual.

The military government has been committing a soft genocide – loved ones have been lost.

SA Foreign Minister Laughs As She Donates To Death Squads

In a country where hospitals are not functioning, civil servants are paid paltry amounts and children are dropping out of schools it becomes ironic for any government to be prioritizing outsourcing teargas.

It boggles the mind how a Minister Sisulu decided a donation to a death squad.

Even the statements she made at the handover ceremony are suspicious.

“The package that comes from myself is to assist through you minister in the training of the police and in making sure that they have the necessary protective gear to make sure they are equipped. We have realized they are very busy,” she said.

There is an insinuation to the effect that the citizen is troublesome therefore the police must be equipped to fight them.

The past few months have seen close to 30 lives being lost at the hands of both the military and the police.

Today Abel Toronga was found dead in a mortuary in Chitungwiza after an abduction which took place in Highfield on 24 January 2019.

Police did not do anything to investigate his whereabouts, even when he was found, no details were shared.

They have reneged from the stipulated conduct provided in section 208 of the Constitution and calls to set up an independent complains mechanism provided in section 210 have fallen on deaf ears.

The point we make is that if there is any funds required, they must focus on reform of law enforcement institutions.

There must be training on respect and protection of the exercise of human rights, the word “busy” for now has been on an unconstitutional attempt to take the rights away and also violate the people’s rights.

We also make the point that teargas cannot be front and centre when Parirenyatwa Group of Hospitals has no painkillers.

I Deployed The Army, Mnangagwa Finally Tells Parly 8 Months Later | SO WHY DID YOU WASTE MONEY ON MOTLANTHE?

The ZANU PF president Emmerson Mnangagwa yesterday announced in Parliament that he truly deployed the army on the 1st of August 2018 during the period election results were delayed. The revelation comes over 5 months later and members of Parliament complained yesterday that the deployment was done against constitutional stipulations which say that the head of state must promptly inform parliament. More questions were also raised because the then head of state blew hundreds of thousands of dollars paying foreign commissioners for the Motlanthe hearings to ascertain what he already knew. This also comes against the backdrop of live broadcast evidence which shows Mnangagwa’s office planning and announcing in his presence nearly a year before that they shall deploy the army for the purpose of changing election results in July 2017. This was back on the 15th of December 2017.

Notwithstanding the zanu PF government has made allegations claiming the MDC is responsible for the military violence crime, which was all committed in order to change election results.

Meanwhile, below was the state media broadsheet narration of the story.

Mnangagwa yesterday notified Parliament of his decision to deploy members of the Zimbabwe Defence Forces to assist the police in the wake of riotous and unlawful demonstrations on August 1, 2018 and January 14 to 16, 2019.
The demonstrations saw lives lost and left a trail of destruction. The notice was read by Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi in the National Assembly in terms of Section 214 of the Constitution.
Section 214 of the Constitution read: “When the Defence Forces are deployed; (a) in Zimbabwe to assist in the maintenance of public order; or (b) outside Zimbabwe; the President must cause Parliament to be informed, promptly and in appropriate detail, of the reasons for their deployment and;
(i) where they are deployed in Zimbabwe, the place where they are deployed;
(ii) where they are deployed outside Zimbabwe, the country in which they are deployed.
Minister Ziyambi said the deployment by the President who is also the Commander-in-Chief of the Zimbabwe Defence Forces was also made in terms of the Public Order and Security Act.
“The Commissioner-General of Police having satisfied himself of the riotous situation existing in all major cities and towns in Zimbabwe and having satisfied himself that the riotous conduct had violated the right to life, right to human dignity, right to personal security, right not to be compelled to belong to an association, or to attend to a meeting or gathering, right to freedom of movement, right to hold, occupy, use or dispose of property, right to freedom of movement, right to education, right to education, of ordinary citizens and residence as enshrined in the Constitution and having satisfied that the conduct of riotous was criminal in nature and recognised offences under the criminal justice system of the Republic of Zimbabwe and having satisfied that the Zimbabwe Republic Police was unable to contain the riotous situation as aforementioned which resulted in the loss of life, brazen violation of basic human rights, personal security and destruction of private and public property including police stations, the Commissioner-General in terms of Section 37 (1) of the Public Order and Security Act requested the Minister of Home Affairs and Cultural Heritage to use his discretion and request the Minister responsible for Defence to authorise the Defence Forces to assist the police in the exercise of their function in terms of the Act in order to suppress the violent, riotous and destructive conduct that was occurring throughout the country which conduct was undermining the rule of law and citizens’ rights as afore-stated,” read the notice.
“The Minister of Defence following upon the request and guided by Section 213 (1)(1)(b) of the Constitution which provides that only the President as Commander-in-Chief of the ZDF has the power to authorise the deployment of the Defence Forces in Zimbabwe to support the police service in maintenance of public order.
“His Excellency having duly considered the request and having applied his mind to the situation, authorised the deployment of Defence Forces to suppress the riotous and destructive conduct that pervaded the country.”
The August 1, 2018 illegal demonstrations were perpetrated by MDC-Alliance claiming that the Zimbabwe Electoral Commission had delayed announcing presidential results despite the fact ZEC was still within its five-day threshold to announce the results.

Which sanctions are deadly: 1. Self Sanctions (internal) on your own local industry using military terrorrism, to change election results and sustain govt using terrorism 2. Simple Targeted Sanctions on individual terrorists to stop them from putting sanctions on own industries.

Potraz Mulls Increase In Mobile Network Tarriffs

By Own Correspondent| Postal and Telecommunications Regulatory Authority of Zimbabwe (Potraz) manager of consumer affairs, Phibion Chaibva said the parastatal is still conducting stakeholder consultations in response to the mobile network operators’ demands to hike their tariffs.

Chaibva said this when he addressed journalists on the sidelines of the Potraz consumer education and awareness campaign road show at Chinotimba Shopping Centre, Victoria Falls on Sunday.

Said Chaibva:

“What I understand on the issue of mobile tariff hikes is that Potraz is still conducting stakeholder consultations to get a better understanding of the matter at hand. A cost based pricing method is a fixed sum or a percentage of the total cost added as income or profit to the cost of the product to arrive at its selling price. The reason why we base our decisions on this method is because it is the easiest way to calculate what a product should be priced at, taking into consideration both variable fixed costs and a percentage mark-up,”-StateMedia

“Gvt Officials Feigning Concern About Judith Makwanya Death”

Farai Dziva|Controversial Deputy Minister Energy Mutodi has described the late veteran broadcaster Judith Makwanya as an influential figure who has left a lasting impression at the Zimbabwe Broadcasting Corporation.

Mutodi said: “We have lost a dedicated broadcaster. Judith was a hardworking and committed news reporter.Through determination and perseverance Judith rose through the ranks until she was promoted to the position of diplomatic correspondent.May her soul rest in peace,” said Mutodi on Tuesday.

However sources within the state run broadcaster have pointed out that government officials – including Mutodi are feigning concern about Makwanya’s death.

“The whole issue is complicated and I do not think government officials are really sincere- their condolences reflect cajolery,” claimed sources in the national broadcaster.

Delta Explains Reasons Behind Price Increases

By Own Correspondent| Delta Corporation, has outlined reasons behind the recently effected price increase on assorted soft drinks and beer.

Amongst the reasons Delta is citing operational costs as well as foreign currency shortages for inputs.

In January the firm was forced to sell in local currency following a Government intervention.

Delta Beverages corporate affairs executive Patricia Murambinda said:

“On February 14, the company increased price of 350ml pints from $1 to a recommended retail price of $1,50 while 750ml moved to $4 or more from $2. The company continues to review its wholesale prices to take into account the value chain costs.

Most of the local production materials and services have increased substantially in the recent months. These include a barley price top up to align with the gazetted wheat price and hardship allowances paid to employees. It is apparent that local suppliers have factored in the prevailing foreign currency premiums into their pricing.

As indicated before, our businesses are experiencing disruptions arising from the shortages of foreign currency for imported raw materials and services. We are, however, currently running at full capacity on lager beer and Chibuku, while the soft drink plants are on shutdown due to an outage of concentrates.”

End Tyranny Before You Talk About Removal Of Sanctions, Chamisa Tells Mnangagwa

Nelson Chamisa

Farai Dziva|MDC A leader Nelson Chamisa has responded to the assertion that he should plead with the United States of America to remove sanctions against ruling party cronies.

“With rigging of elections and state sanctioned violence in place, imagine lives lost due to human rights abuses, crimes against humanity, unconstitutional and unlawful use of state institutions.

Sanctions must go and it begins with the cause,” tweeted Chamisa.

“Arrest Sanctions Of Dictatorship First”: Chamisa Tells Mnangagwa

Nelson Chamisa

By Own Correspondent- In an interview with SABC Foreign Editor Sophie Mokoena, MDC leader Nelson Chamisa called on President Emmerson Mnangagwa to remove sanctions against dictatorship first as he calls for the removal of targeted sanctions.

The opposition leader however reiterated South African President Cyril Ramaphosa’s call for the lifting of sanctions against Zimbabwe.

Chamisa’s comments comes following revelations by the United States recently that targeted sanctions had been extended by one more year adding that they will only be lifted if Harare implemented certain reforms.

Said Chamisa:

“We have said sanctions are not good for any country but the key thing for us is to focus on the things we can control. Why should we allow sanctions against our people to continue. Sanctions against our people through rape. Sanctions against our people through arresting those who are not guilty or who have not committed any offence. Sanctions against our people when we brutalize and beat up citizens even killing citizens on the streets. Sanctions when we deploy armed military men on the streets when it is not necessary. Those are sanctions we can immediately deal with. So sanctions of dictatorship must go, All we can do is to deal with the things we can control.”

When asked if he supports SADC or the African Union on the calling of lifting of sanctions against Zimbabwe, Chamisa said his party wants to see normalisation of relations. He however said there can never be international re-engagement without national dialogue. Chamisa said he has reached out but President Mnangagwa has not responded. Said Chamisa:

In fact we support the position of Zimbabweans that they would want to see re-engagement and normalisation of relations. But there can never be international re-engagement without national re-engagement. If we cannot dialogue amongst ourselves it becomes very difficult to convince the international community and the world that indeed we want and are ready for dialogue.

41 Children Rescued Alive 12 Confirmed Dead In Nigeria School Building Collapse

At least 41 people have survived the bulding collapse involving Ohen Nursery and Primary School, Ita Faji, Lagos Island, Lagos.

The children were attending an “illegal school” inside the residential building when the structure collapsed, officials said.

“Dozens of children were trapped inside,” said Adesina Tiamiyu, head of Lagos state emergency management agency (SEMA), which is supervising the rescue operation.

The list of survivors, obtained by SaharaReporters on Wednesday evening, contains 41 names, five of whom are unnamed.

So far, emergency workers had pulled 41 people alive from the rubble, some of them badly injured, he said.

But they had also recovered “more than four dead bodies”, Tiamiyu said without giving an exact figure.

Police said they believed scores of people were trapped under the rubble of the building which collapsed mid-morning in an area near Itafaji market on Lagos Island.

“We are getting additional cranes to be able to go deeper than where we are now to rescue more lives,” said Lagos state governor Akinwunmi Ambode in a statement.

All of them are in stable condition.

The survivors comprise 22 females, 17 males and two persons whose gender was not listed.

Two teachers, three adults were clearly stated, while the 36 other victims are assumed to be children.

At least 12 persons, including schoolchildren, have been confirmed dead, but with rescue efforts still ongoing at the scene of the incident, the figures of both survivors and the dead could yet rise.

Cyclone Idai Heading To Zim, 115 Killed So Far In S.A, Mozambique And Malawi

At least 115 people were killed in Mozambique, Malawi and South Africa after heavy rains affected 843 000 people across southeast Africa, officials and the UN said, prompting calls for emergency aid.

At least 66 people have been killed in Mozambique, 45 in Malawi and four in South Africa following torrential rains that have triggered flash floods.

Mozambique cabinet spokesperson Ana Comoana said the “government has decreed a red alert due to the continuing rains and the approach of the tropical cyclone Idai, expected to reach the country between Thursday to Friday”.

She spoke to reporters late on Tuesday after a cabinet meeting in Maputo to discuss the emergency.

The floods in Mozambique, one of Africa’s poorest countries, have already destroyed 5 756 homes, affecting 15 467 households and 141 325 people.

In neighbouring Malawi, floods have left over 230 000 people without shelter and affected around 739 000 people, according to the UN.

Malawi’s Meteorological Department has warned of more rains and flooding in the country’s south between Thursday and Sunday.

In Mozambique, 111 people have been injured, 18 hospitals destroyed, 938 classrooms destroyed and 9 763 students affected.

More than 168 000 hectares of crops were destroyed, the government spokeswoman added.

Authorities there have ordered the compulsory evacuation of people living in flood-prone areas.

“Sixteen accommodation centres have been opened in the provinces of Zambezia and Tete to accommodate the displaced,” Comoana said.

“The government needs 1.1 billion meticais ($16m) to assist 80 000 families affected by the rains.”

Mozambique is prone to extreme weather events. Floods in 2000 claimed at least 800 lives while more than 100 were killed in 2015.

“Tropical Cyclone Idai, which formed over the Northern Mozambique Channel on March 9, is expected to make landfall near Beira (eastern Mozambique) on March 14 or 15,” said the UN’s Office for the Coordination of Humanitarian Affairs.

“The cyclone was located over the Mozambique Channel on March 12 and is expected to strengthen into intense tropical cyclone status (Category 4 equivalent) again prior to making landfall.” — AFP

Jonasi Who Wants To Arrest Mnangagwa Remanded In Custody

Ideal Zimbabwe President Tinashe Jonasi who was arrested for allegedly undermining the authority of President Emmerson Mnangagwa has been remanded in custody by Harare Magistrate Mrs Rumbidzayi Mugwagwa.

Jonasi through his lawyer Mrs Nontokozo Dube Tachiona had challenged his placement 8 remand arguing he had been over-detained and the state had no authority from the Prosecutor General to prosecute him.

The 42-year old’s charges stem from an incident which occurred sometime in 2018 in South Africa on DSTV Channel 405 whilst being interviewed and he insulted President Mnangagwa.

Jonasi allegedly said it was on record that the President had killed more than 30 000 people and he went on to say he was warning the President and Vice President Retired General Constantino Chiwenga to resign within 6 months or he would face them in the sea or in the mountains and they would both regret among other utterances.

Govt Withdraws Shona Speaking Teachers From Bulawayo Schools

The government has apologised after teachers who cannot speak Ndebele were recruited to take infant classes in Bulawayo.

Officials are blaming a computer-based teacher deployment software and “possible corruption” for the error, which has caused outrage in Matabeleland, and Bulawayo in particular. Locals say most of the teachers recruited on a list published on March 8 were Shona speakers, whereas government policy is that the language of command for infant classes and the first three years of primary school is the mother language of the majority of pupils.

The Ministry of Primary and Secondary Education said the teachers wrongly deployed were now being recalled, and will likely be redeployed elsewhere.

“In line with the ministry’s policy, the deployment of teachers at infant level takes into consideration the language of instruction, especially the mother tongue spoken by the learners themselves,” the ministry’s secretary Tumisang Thabela told a news conference in Harare on Monday.

“For this reason, measures are being taken to rectify the deployment mismatch that was noted so that the rights of learners as enshrined in the Constitution are safeguarded. The ministry takes note of the concerns raised particularly by Bulawayo Province with regards to mismatch in the deployment of teachers at infant level. It is a result of some glitches in the e-recruitment process and due attention is being given to this issue by the ministry.

“The ministry would like to apologise to the nation, the affected communities and recruited teachers for any inconveniences caused as the ministry goes through e-recruitment for the first time in order to improve efficiency and subsequently root out possible corruption in the recruitment process.”

Last Friday, Zimbabwe held delayed commemorations of International Mother’s Language Day (IMLD), and Thabela – in a speech read on her behalf – underscored the importance of the mother’s language in foundational education. She suggested teachers may need to learn at least three indigenous languages to be competitive on the job market.

“Since learners are supposed to learn in their mother’s language in the first four years of their education, the ministry requires a trained primary school teacher to know at least three indigenous languages because that will be the medium of instruction … from the 16 official languages it is possible,” Thabela said.

The Progressive Teachers’ Union, which was represented at the event, accused the government of trying to mask its failures to recruit locals in Matabeleland with the new proposal, which it said

The United Nations Educational, Scientific and Cultural Organisation (Unesco) regional officer for Southern Africa Moses Mukabeta, who also spoke at the event, said Zimbabwe had failed to meet United Nations guidelines which stipulates that learners should be taught in indigenous languages in the first six years of schooling.

“Unesco encourages the use of the home language for at least the first six years of formal education,” he said.

Doctors Strike Leads Minister To Dismiss Parirenyatwa Hospital Management

HEALTH and Child Care Minister, Dr Obadiah Moyo has cracked his whip on Parirenyatwa Group of Hospitals management for failing to arrest the prevailing drugs and sundries crisis at the institution which has forced senior doctors to withdraw their services until the situation has normalised.

The decline in health services at Parirenyatwa hospital has forced medical doctors to attend to emergency surgeries only, leaving millions of health seekers stranded. The management team at Parirenyatwa which is headed by the Chief Executive officer (CEO), Mr Thomas Zigora has however blamed lack of foreign currency as the reason behind the current decay in services at the institution.

Minister Moyo however had no kind words for the management which he accused of not being innovative enough to maneuver around the challenges.

“Really, I am not supposed to be micro managing these issues, we must have managers and administrators who are capable. I also find myself being frustrated sometime because I have to end up doing management work because of lake of support.

“Yes there may be issues of sanctions and foreign currency issues but there must be ways of managing these issues. I have said I want a healthcare team who are well supported and this is why i then decided that we have a forum where we can meet. When i was CEO of Chitungwiza Hospital, I could hear everything everyday and I would act swiftly, i like the same to happen here.

“If we feel like we have to change management, we will do it, we do not want to relax and sleep on the job, we have to perform. I was telling the Health Services board (HSB) that we need those performance appraisals. We might have sanctions and foreign currency issues but we need to be innovative and get around these challenges,” said Dr Moyo.

Parirenyatwa Group of Hospitals Chief Executive Officer, Mr Zigora said it was difficult for Zimbabwe to make any procurement and purchase of medical supplies and sundries outside Zimbabwe as suppliers are rejecting money from Zimbabwe be it USD or not.

“We have secured the foreign currency but sending it outside has become a challenge. We secured foreign currency to send to a German company three months ago but this money has been returned to us. We have sent money to Phillips a few months for the supply of mobile X RAY, six months ago we secured the forex and paid through our banks but that money has come back.

“Only yesterday I got a communication from CBZ we had sent a request to them to pay US$50 000 to Pariah but the information we got from the bank yesterday was that as long it’s a USD transaction you are unable to process the transaction,” said Mr Zigora.

He added that he took time to share with the consultants the initiatives that the management has taken to address their concerns.

“There were specific issues which they raised with respect to surgical supplies, syringes and surgical gloves. We have now secured a few weeks supply of the required syringes and gloves and these will be made available to hospitals. There is list medicines which are required. I indicated to the consultants that we had already secured and paid for the supply these.”

Meanwhile, the situation at Parirenyatwa Group of Hospitals (PGH) has deteriorated beyond comprehension with evidence on the ground showing that the institution has recorded several fatalities in the maternity, burns, cancer and emergency wards over the past few months.

When HealthTimes visited the institution on the side-lines of the ongoing industrial action by senior doctors and consultants, hundreds of desperate patients were waiting in the waiting bays amidst indications that some had travelled from places as far as Masvingo, Kotwa among others only to be told to return home as doctors were only attending to emergency cases.

Senior doctors and consultants concurred that the situation at Parirenyatwa was no longer tenable and they vowed not resume normal work until the plea to address the equipment, drug and sundries issue has been resolved.

According to consultants, nurses in the burns wards are now forced to recycle and wash bandages for reuse owing to shortages of bandages, a situation which has seen patients succumbing to various infections while many fatalities have occurred as a result.

Dr Faith Muchemwa a plastic surgeon with Parirenyatwa Hospitals said a number of patients have died over the past few months from infections arising from burns and lack of sundries.

“There are no bandages in the burns wards, nurses are now washing bandages, those that would have even used before, just to ensure they cover the burns. However, a number of infections are being recorded from since these bandages won’t be that clean and at times there is no detergents to wash the bandages.

“A number of casualties have been recorded in the burns wards as a result of the infections,” said Dr Muchemwa.

The Mbuya Nehanda Paediatric Ward has also not been spared the demise amidst reports that the facility has of late been delivering an increased number of still births and maternal deaths owing to the absence of electricity and other sundries in the wards.

Paediatrician, Dr Azza Mashuba said it was shocking that authorities are actually prioritising painting of the Mbuya Nehnda Ward yet the facility has been running without electricity since the day of the second of February following an inferno which gutted down part of the wards.

“We come here to the main theatre and we already to receive a baby but we a getting still births, there is no sense of urgency when it comes to resolving the issues at this institution.

“We are trying so hard, we are trying to come up with a contingency plan but everything that we are trying is not materialising. Meanwhile, these babies are dying and we are being told there is the tender process to follow. This tender process is costing lives, there is no urgency, there is no priority and nobody is listening to us.

“I have knocked on a thousand doors but my output are still births, my output are babies with disabilities,” she said.

Surgeon Dr Matthew Wazara said the doctors were not on strike but they simply cannot work under the current conditions where there is no water, electricity, basic sundries amongst other supplies.

“We are not on strike, it is our desire to strike, we only can’t work under the current conditions, there is no water there is no soap sometimes to disinfect our hands during surgery. We are saying could we cut our cloth according to the material that we have.

“We only here that supplies are only two weeks strong now, so let’s put our heads together and say what can we do with what we have, things are bad and for me it is just very difficult to proceed under the current situation,” said Dr Wazara.

Ramaphosa Evades Meeting Chamisa

Correspondent|President Cyril Ramaphosa of South Africa, the leader of Africa’s most industrialised country, yesterday made it clear that South Africa was ready to help Zimbabwe to revive its sickly economy — although this would be done within Pretoria’s means and after the regional economic giant had fully considered all the available options.

At the same time, the South African president left Harare without creating time in his busy schedule to meet with opposition leader Nelson Chamisa — who was hoping to get audience with the region’s most influential statesman, to brief him about local political developments.

Ramaphosa was formally in Harare to co-chair the third session of the Zimbabwe-South Africa Bi-National Commission (BNC) — which was established in 2015 — in a bid to strengthen relations between the two countries.

The crucial meeting saw the two leaders and their respective ministerial teams reviewing the progress which had been made with regards to implementation of the commission’s 45 key bilateral agreements — which span trade and investment, health, labour, migration, defence, taxation, tourism, water and the environment.

Ahead of yesterday’s meeting, hopes had been high among long-suffering Zimbabweans that Ramaphosa would deliver immediate “good news” on the much-needed financial assistance for the country, which was first mooted in December last year.

But addressing journalists at the end of the BNC, the South African president said his government was yet to fully consider the much-talked about financial assistance, particularly because Pretoria was currently grappling with its own economic challenges.

“South Africa stands ready to render support to Zimbabwe within our means in your quest for economic renewal.

“It is our wish that, using the BNC mechanism, we should at our level strive to provide the strategic impetus to drive the bilateral relations to a significantly higher level,” he said.

“We have agreed that we are going to have continued dialogue on a number of issues, including investments as well as issues to do with finance and the economy, and with that we think at the BNC level we have formed a very firm foundation of being able to assist one another … as we traverse a number of challenges and difficulties.

“May I say … our efforts are really emboldened and strengthened because there is a deep level of trust, a deep level of being able to work together, very cordially, even as we have to deal with difficult issues.

“So the matters that you have referred to as financial assistance, we have discussed that in great detail and the discussions are on-going and our various teams are busy finding workable solutions.

“And because of the strength of our relations, we have no doubt whatsoever that we are going to find solutions that are going to lead to the strengthening of our two respective economies so that we can address the challenges that both our countries are facing at this moment in time,” Ramaphosa added.

This comes after South African media reported in December last year that Pretoria had turned down a request from Mnangagwa’s administration for a US$1,2 billion bailout.

But South Africa’s Finance minister, Tito Mboweni — who accompanied Ramaphosa to the Harare BNC — later confirmed that Pretoria was indeed considering financial assistance to Zimbabwe.

The country’s International Relations minister, Lindiwe Sisulu, also weighed in subsequently — saying Ramaphosa’s government would grant Zimbabwe the bailout that it sorely needed to address its deepening economic crisis which triggered riots in January this year.

“We will help Zimbabwe as and when we are able to. If there’s anything we can’t do, I’m sure they can find help from other international parties.

“But they are our sister country and we’d like to help solve their problems. Any assistance we can afford, we’d like to provide it,” Sisulu, who was also part of Ramaphosa’s delegation to Harare, said.

Last month, Finance minister Mthuli Ncube also confirmed that Zimbabwe was seeking assistance from its biggest trading partner.

“We are in constant talks with South Africa. They are our neighbour, biggest trading partner and we have a bi-national commission.

“So we have been interacting with them to see whether they can be of help and support us whenever we need it,” Ncube said.

In a joint communique which was issued after yesterday’s meeting between Mnangagwa and Ramaphosa, the two leaders also said they were looking at increasing a standing credit facility between the central banks of the two countries — under whose facility Zimbabwe can access R100 million from the South African Reserve Bank.

“Other financing options beyond this are also being explored, for example, a facility from South African private banks to the Zimbabwean private sector and guaranteed by the South African government with an appropriate counter-guarantee from the Zimbabwean government,” the communique said.

In addition, Ramaphosa bluntly demanded that President Emmerson Mnangagwa and his under pressure government provide a safe and conducive investment climate for South African companies operating in Zimbabwe.

Speaking earlier, Ramaphosa told the BNC that Zimbabwe, which also faces a severe drought this year, was worthy of the international community’s support to help revive its economy — repeating his previous calls for sanctions against Zimbabwe to be lifted.

“We want to see meaningful support being given by international development partners to Zimbabwe because Zimbabwe does deserve the support that the world can give,” he said.

South Africa is Zimbabwe’s largest trading partner and home to millions of Zimbabweans who flocked to the country amid an economic meltdown during former president Robert Mugabe’s ruinous rule.

Zimbabwe is currently in the grip of a girnomous economic crisis which sparked riots in January when protesters who headed calls for a stayaway by labour unions, clashed with heavily armed security forces, leading to several deaths.

Meanwhile, Ramaphosa ignored calls for a meeting with Chamisa during his Harare visit, after the youthful opposition leader had said he would doorstep the South African president while he was in Zimbabwe.

However, Mnangagwa said yesterday that his door remained open for dialogue with him — adding that Chamisa “had a democratic right” to shy away from talks, as he was currently doing.

“With regard to the issue of the dialogue, from the time of the inception of the current dispensation, we have talked about peace, love unity … and we will continue to do so.

“However … we cannot compel anybody to come to the table. People have their democratic right to walk away from progress, but those who … are patriotic to their country will always come together and contribute their constructive idea,” he said.

Chamisa has been brawling with Mnangagwa ever since he lost last year’s presidential elections whose outcome he alleged was manipulated in favour of the 76-year-old Zanu PF leader.

Scores Of School Children Feared Dead As School Building Collapses

A three-story building collapsed on a primary school in Lagos, Nigeria shortly after the day’s classes had begun, sparking fears that many children were killed or are trapped beneath the rubble.

The collapse happened at roughly 10am local time on Wednesday. Initial reports indicate that at least 10 children have been pulled from the rubble so far as rescue workers scramble to save lives. Many more are feared dead.

There was no immediate information on any casualties, Ibrahim Farinloye, spokesman for the National Emergency Management Agency’s southwest region, said.

On social media, pictures and videos of distressed parents reportedly rushing to the school were shared.

Nigeria is frequently hit by building collapses, with weak enforcement of regulations and poor construction materials often used. In 2016, more than 100 people were killed when a church came down in southeastern Nigeria.

In Lagos that same year, a five-storey building still under construction collapsed, killing at least 30 people.

A floating school built to withstand storms and floods was also brought down in Lagos in 2016, though nobody was reported injured. — Punch

UNISA Issues Statement On Gugu Ncube’s Nude Demonstration

By Paul Nyathi|The University of South Africa, UNISA, has issued a media statement disclaiming any immediate links with MDC Vice President Welshman Ncube’s daughter one woman nude demonstration at the Union Buildings in Pretoria on Wednesday morning.

The statement published by the University Media Media Affairs and signed by the Unisa Principal and Vice Chancellor, Professor Mandla Makhanya, blames Ncube for continually dragging the University into her sexual harassment claims even after due processes were taken to try and address her concerns.

The statement reads as follows:

MEDIA STATEMENT
13 March 2019
UNISA’s response regarding alleged unlawful treatment of Ms Gugu Ncube.

The University of South Africa (Unisa) has noted with regret and great concern the intention by a former employee of the external company that was previously sponsored by Unisa, called the Unisa Centre for Early Childhood Education (UCECE), Ms Gugulethu Ncube, to stage a one-woman protest at the Union Buildings on Wednesday, 13 March 2019.

Unisa’s main concern is that it is not for the first time that Ms Ncube continues to misconstrue this matter and attempt to drag its name into the dispute between herself and UCECE regarding her termination of employment; despite repeated attempts by the university to clarify that UCECE is an independent entity established in terms of the Trust Property Control Act; and thus operates autonomously, including entering into and terminating employment relationships.

Accordingly, Ms Ncube was never an employee of Unisa.

As for the complaint of sexual harassment laid by Ms Ncube in 2018, the university followed due processes to deal with this matter, including the immediate suspension of the staff members of Unisa who were Board Members at UCECE and against whom the complaint was raised as well as providing counselling to Ms Ncube; as it viewed the matter in a very serious light.

After thorough investigation, it was established that there was no basis to charge the staff members concerned with the alleged offences.

‘It is regrettable that Ms Ncube is persisting with her action of dragging the name of Unisa into her dispute with UCECE; and in the process bringing our name into disrepute.

Whilst we respect her right to fight for what she believes is unfair treatment towards her, we appeal to her to desist from her actions; and that the name of the university should not be dragged into this matter as it is solely between herself and UCECE’.

The university is on record that it does not support bullying in any form and takes issues of abuse seriously’

Chiwenga To Lead ZANU PF Restructuring In Harare And Byo

ZANU-PF yesterday said the dissolution of the party’s structures in Bulawayo and Harare will address problems that have resulted in the party perennially losing elections in the two metropolitan provinces.

Last week, Zanu-PF First Secretary and President Cde Mnangagwa dissolved all the party’s structures in Bulawayo and Harare.

The party announced that further communication on the issue would be released in due course.

In an interview yesterday, the party’s Secretary for Administration, Cde Obert Mpofu, said Vice President Constantino Chiwenga is superintending the party’s affairs in Harare while Vice President Kembo Mohadi has been assigned to oversee structures in Bulawayo.

Vice President Mohadi

He said President Mnangagwa’s deployment of his two deputies shows the party’s seriousness in rebuilding structures.

“The party has always performed badly in Bulawayo and Harare in national elections. That is why we have one or two seats in the two provinces. The party is looking at all the operations in all provinces with a view to strengthening them. That’s why you have these initiatives headed by the Vice Presidents. It shows the seriousness with which the party considers structures throughout the country,” Cde Mpofu said.

In the harmonised elections held last year, Zanu-PF only claimed a seat each in both Bulawayo and Harare.

Cde Mpofu said he cannot comment on the assignments of Dr Chiwenga and Cde Mohadi in the provinces.

Prior to dissolving structures in Bulawayo, Cde Mpofu was assigned to address problems affecting the province.

He said money, lies and gossip were weakening the party’s structures in the province.

Cde Mpofu had to censure party members who were angling for the provincial chairman’s post following the death of national hero and Zanu-PF provincial chairman Professor Callistus Ndlovu.

Zanu-PF is set to roll out a nationwide restructuring exercise to strengthen the party’s grassroots structures.

Church Leaders Blast Mnangagwa For Equating Self To God

Farai Dziva|Church leaders in the city of Masvingo have castigated Emmerson Mnangagwa for making blasphemous utterances.

Yesterday Mnangagwa equated himself to God and castigated the opposition.

Mnangagwa said even in Heaven God had problems with the devil but He still remained the Creator. He said this while responding questions from journalists during a news conference held at the conclusion of the third session of the Zimbabwe-South Africa Bi-National Commission Summit in the capital, Harare.

“It is our view that we don’t need to commit the mistakes of those who have gone ahead of us. We need to leap frog in terms of our development to catch up with other developing countries but to do so, we need their hands like what South Africa is doing – holding our hand, moving with us and then other countries. That’s what we are doing.

We will not be swayed by negative forces because even the Lord upstairs was not able to keep his house in order — he had Satan. So, these things happen but He still remains there as the Creator,” said Mnangagwa.

Church leaders in the ancient have declared that Mnangagwa should retract his utterances as a matter of urgency.

Paul Nyathi|Fresh details have emerged on controversial daughter to MDC Vice President Welshman Ncube, Gugu, who was arrested while staging a naked protest outside at the Union Buildings in Pretoria on Wednesday morning.

Indications are that Gugu Ncube demonstrated outside the buildings housing President Cyril Ramaphosa’s offices after claiming she had suffered abuse at the hands of the University of South Africa (Unisa) and the South African Police Service (SAPS).

Ncube claims her boss at a former Unisa-sponsored centre had asked her for sexual favours in exchange for her keeping her job. She said claims that the she had resigned were false.

She says this was when her manager made the unwanted and unsolicited advances.

“I want the Unisa management to show the country, Thuma Foundation, Commission For Gender Equality and other interested parties, my resignation letter they claim I tendered. This is my demand,” she told South African News24 this morning before she started protesting.

When asked why she had decided on a naked protest, Ncube said she had “nothing more to protect”.

“Nudity is a sign of my dignity that l have been stripped of. I have nothing more to protect. My dignity is gone.”

She wants President Cyril Ramaphosa to takes note of this alleged abuse.

Ncube said she was manhandled after reporting her boss to the police.

“I have seen first-hand [a] commissioner sitting on my supposed tribunal taking bribe money to discredit me.

“I have seen corrupt police come to arrest me unprocedurally because my abuser has money to pay them. I will be heard,” she said.

Unisa, however, the same media that Ncube’s claims are “misconstrued”.

“It is regrettable that Ms Ncube is persisting with her action of dragging the name of Unisa into her dispute with UCECE (Unisa Centre for Early Childhood Education); and in the process bringing our name into disrepute. Whilst we respect her right to fight for what she believes is unfair treatment towards her, we appeal to her to desist from her actions; and that the name of the university should not be dragged into this matter as it is solely between herself and UCECE”, said Unisa Principal and Vice Chancellor Mandla Makhanya in a statement.

The institution said that Ncube was employed by the UCECE, an external company previously sponsored by Unisa.

Sunnyside police spokesperson Captain Daniel Mavimbela confirmed that Ncube had been arrested.

“Our members were called after it was reported that a woman was standing nude at the Union Buildings.

“She is expected to be charged with public indecency and should appear in court soon. It is an offence to stand nude in a public place,” he said.

Auxilia Mnangagwa Call On Women In Leadership To Address Gender Disparity, Is This A Genuine Plea As Zanu Pf Heckles Opposition MP Joanah Mamombe In Parliament?

By Own Correspondent- Zimbabwe’s First Lady, Auxillia Mnangagwa has called on governments and women in leadership positions to take all the existing opportunities to address gender disparity.

Mnangagwa said the total emancipation of women required support from those in leadership positions.

Her call comes as the UN Secretary General, Antonio Guterres reaffirmed his commitment to addressing gender imbalances, while addressing a high level meeting  at the ongoing Commission on the Status of Women (CSW) conference in New York.

She said:

“Women in leadership positions should take every opportunity to address gender imbalances in all spheres of life. My participation at this women’s conference has given me an opportunity to exchange notes with other influential women across the globe and a fresh impetus to work towards women empowerment.”

UN Secretary General Guterres affirmed his commitment to the provision of equal opportunities for women, saying there are qualified women with requisite skills that can be tapped into to change the narrative and develop nations.

UN Women Executive Director, Pumzile Mlambo Nquka gave a global perspective on the exclusion of women in leadership positions.

She said about 75 percent of law makers in the world are men, an indication that gender imbalances exist in most nations.

It has been established that gender parity is not debatable and can be achieved in the male dominated societies if women support each other.

The First Lady has been working with marginalised communities in Zimbabwe with a view to uplift women from the grassroots level.

Her activities are in line with the goals of the Commission on the Status of Women.

The meeting saw the UN Secretary General, Antonio Guterres reaffirming his commitment to the provision of equal opportunities for women.

He said there are qualified women with requisite skills that can be tapped into in order to change the narrative and develop nations.

Zanu Pf Warned To Change Its Behaviour Which Invites Sanctions

By CorruptionForce- With respect to the elections of 2018, it is obvious to all, except those in Zanu PF, that there were multiple breaches of the Electoral Act and our new Constitution.

That Zanu PF cannot see this is part of the problem. How can you reform if you don’t see yourself as part of the problem.

Zanu PF, through its spokesperson Simon Khaya Moyo, is failing to self-introspect and reflect on its many failings such as corruption, lies, abuse of office, intimidation, harassment, looting and murder.

Yes, murder! Why has no one been prosecuted for the August 1, 2018 post-election killings. This is a major issue for the Commonwealth.

Zanu PF continues to behave like a mafia through assault on the opposition, its disregard for human rights, its persecution of all things not Zanu PF. In short, Zanu PF is incapable of policing itself.

Now, with respect to blaming the state of the economy on sanctions by the United States, this is a lie. Sanctions, as the US has pointed out, are specific to certain individuals and not the whole country.

Zimbabwe is in the mess it finds herself in now because of greed and corruption, which has resulted in looting of State funds, prioritising Zanu PF and its supporters over all other Zimbabweans, misuse of scarce foreign currency in the interest of Zanu PF.

Just look at the number of new cars bought for Zanu PF chefs. That foreign currency could have been used to improve hospitals, clinics and the overall health system. Zimbabwe has been run to the ground by Zanu PF. It’s the home of the chosen few at the expense of the many.

Corruptionforce is very pleased with the stance the US and Britain have taken against President Emmerson Mnangagwa’s regime. The US has clearly highlighted the roadmap to redemption.

It has said the path to acceptance by the US is the rule of law and following the Zimbabwe Constitution in its entirety.

Britain has clearly stated that Zanu PF’s behaviour through military killings, assault of opposition parties, intimidation and brutality, is not how the Commonwealth operates.

Zanu PF must clearly understand that it has to change its ways, otherwise sanctions will continue on individuals, the Zimbabwe Democracy and Economic Recovery Act will continue to be implemented and the Commonwealth will reject Zimbabwe’s application to rejoin the club.

“Sanctions Must Stay”: Prof Jonathan Moyo

By Own Correspondent- Self exiled former Zanu Pf cabinet minister Professor Jonathan Moyo has justified the imposition of sanctions on Zimbabwe arguing that a government which kills, tortures, rapes and maims its citizens deserved to be on sanctions.

Moyo said this while responding to an article in the state media on sanctions.

Said Moyo:

“RAMAPHOSA WANTS SANCTIONS GONE”

Ok. But sanctions are as old as humanity. Governments that butcher, torture, maim and rape citizens, as Zimbabwean state agents did in January MUST FACE SANCTIONS. i said this to US Ambassador Dell in 2007!”

“Real Satan Is The One With Blood On His Hands” MDC

The opposition MDC has harshly responded to remarks by President Emmerson Mnangagwa that Nelson Chamisa is a rebel saying the real stan is the one with blood in his hands.

Addressing journalists at the close of the Bi-National meeting with South Africa, Mnangagwa said, “We will not be swayed by negative forces because even the Lord upstairs was not able to keep his house in order; he had Satan. These things happen. He still remains there.”

But reached for a comment by the Newsday, Chamisa spokesperson Nkululeko Sibanda said Mnangagwa had blood in his hands hence he is the real satan.

“I think the real Satan is the one who has blood in his hands, the blood of more than 20 000 people in Matabeleland, the blood of people in DRC [the Democratic Republic of Congo],” he said.

“But president Chamisa would not want to engage himself in this kind of politics. We hope that Mnangagwa will grow up one day and show maturity. He must be a Statesman and show maturity and not this kind of insults and demeaning statements. It is unfortunate,” said Sibanda

“Failed Economic Policies Hinder Zim’s Economic Growth, Not Sanctions”: US Embassy

In a tweet issued on their page, the UK said the country’s economic recovery depended on promised political and economic reforms and not sanctions removal.

Said the US Embassy Harare:

“Truth: Zimbabwe’s economic recovery depends on its ability to deliver on promised political and economic reforms. Failed economic policies not sanctions hinders Zimbabwe’s economic growth.”

Watch Mnangagwa “Faithfools” Laugh As He Speaks Blasphemy Against God In Heaven

By Paul Nyathi|President Emmerson Mnangagwa has been widely condemned for his distasteful statement claiming that God in Heaven failed to keep his house in order by housing Satan.

He said this in an interview with journalists on Tuwsday where he depicted Chamisa to the devil in question.

His number one fire fighter Energy Mutodi has defended him on the utterances claiming that “only the slow learners failed to understand” what his boss was saying.

ED Sued Over Uncostitutional Presidential Act

Harare businessman and University of Zimbabwe (UZ) lecturer, Shakespear Hamauswa, has petitioned the High Court seeking a court order to declare unconstitutional the Presidential (Temporary Measures) Act, which President Emmerson Mnangagwa evoked as legal basis to introduce the RTGS$.

Hamauswa also said he was seeking another court order declaring null and void the Presidential (Temporal Measures) Act, amendment of the Reserve Bank of Zimbabwe (RBZ) Act (SI33/2019), through which the RTGS$ was issued.

“In the regulations, gazetted on February 22, 2019, the first respondent (Mnangagwa) purported to amend section 44 of the RBZ Act, by addition of a new section 44 (c) that had the effect of the following; allowing and authorising the RBZ to use electronic cards, recognising that the RBZ had with effect from the effective date that is February 22, 2019 issued an electronic currency called RTGS$, that people’s existing balances in their banks held the RTGS system as well as bond notes and were now to constitute a new currency known as the RTGS,” Hamauswa said.

In his court application, Hamauswa cited, in their official capacities, Mnangagwa, Minister of Finance and Economic Development, Mthuli Ncube and RBZ governor John Mangudya as respondents.

“It is my respectful contention that the Act, that is the Presidential (Temporal Measures) Act, is unconstitutional. This Act gives the sweeping powers to the President of making laws virtually on every subject….what this means is that the President has sweeping powers to make laws that are above even laws that have been made by Parliament,” he said.

“For the purpose of this case, it is disheartening that the President has in fact amended the Act of Parliament; namely the RBZ Act. Surely that on its own is a breach of section 134 of the Constitution of Zimbabwe.

“The Presidential Powers (Temporal Measures) Act is ultra vires the Constitution. The subsidiary legislation envisaged in section 134 cannot be delegated to President whose functions are defined in section 110 alone and in any event, the President acting in terms of the Act or any other law, does not have the power to override Parliament, through a legislative amendment or the making of a law that overrides existing law. I thus seek declarations to this effect.”

The businessman said to buttress his statement of May 4, 2016, Mangudya, on May 5, 2016, issued ECOGAD8 of 2016 (exchange guidelines), which was revolving, adding by that date the RBZ knew it had a Ponzi currency called RTGS.

“It (RBZ) knew that people’s US$ balances accumulated from time of dollarisation in 2009 were no longer in existence. Quite clearly, we have been taken for a ride, the respondents through and among other things deficit financing exhausted our US$ balances. To monetise the “theft” the third respondent created the RTGS account and later bond note,” Hamauswa said.

“In fact, as ECOGAD8 shows, the RTGS$ has been with us since May 2016. That the first respondent (Mnangagwa) now calls it a RTGS$ does not detract from the fact that de facto, and despite the vigorous denials by the third respondent (RBZ) in many court actions brought before this court, the RTGS$ and the bond note were a currency.

“Mnangagwa Statements Reflective That He Is Not A Statesman”: Chamisa

By Own Correspondent- MDC president Nelson Chamisa’s spokesperson Dr Nkululeko Sibanda has hit back at President Emmerson Mnangagwa who on Tuesday likened his opponents to the evil one saying such statements reflected that the country’s current leader was not a statesman.

While addressing the media at the closing ceremony of the Zimbabwe-South Africa Bi-National Commission Summit attended by South African President Cyril Ramaphosa in Harare, Mnangagwa said that he will not be moved by his opponents.

Said Mnangagwa:

“We will not be swayed by negative forces because even the Lord upstairs was not able to keep his house in order; he had Satan. These things happen. He still remains there.”

In an interview with Newsday on Tuesday, Sibanda responded in kind.

He said:

“I think the real Satan is the one who has blood in his hands, the blood of more than 20 000 people in Matabeleland, the blood of people in DRC [the Democratic Republic of Congo].

But president Chamisa would not want to engage himself in this kind of politics. We hope that Mnangagwa will grow up one day and show maturity. He must be a Statesman and show maturity and not this kind of insults and demeaning statements. It is unfortunate.”

Tragedy As Bulawayo Woman Kills 4Yr Old Dumb Girl With “Speech Concortion”

By Own Correspondent- A Bulawayo woman allegedly killed her 4-year-old dumb daughter after she gave her a herb to help her gain speech.

The girl’s father Mbuso Ncube, reported his wife, Lindiwe Ncube of Mzilikazi suburb, to the police leading to her arrest.

Ncube got the herbal concoction from a traditional healer based in Makokoba, suburb, Senzeni Jiyane (59), popularly known as Gogo Majiyane, who specialises in children’s illnesses.

The little girl complained of severe stomach pains after ingesting the “medicine” and was rushed to Mpilo Central Hospital where she passed away a few hours after admission.

Police confirmed the incident. Bulawayo police spokesperson Inspector Abednico Ncube said:

“I can confirm that we are investigating a murder case where a four-year-old girl died after drinking a traditional concoction. The woman who supplied the concoction (Jiyane) is in police custody and is assisting with investigations.”

Kagame’s Rwanda: Economically Impressive but Politically Repressive

Rwandan President Paul Kagame

President Paul Kagame has created one of the most impressive states in modern Africa. With his economic shrewdness and exceptional networking skills, he has managed to gain world-wide respect for the success that Rwanda is. It is an exceptional case of how $1 billion of aid can be used sustainably to develop a nation. Rwanda is also an extra-ordinary example of how a polarised society can be united for the greater good of a country. However, do not be blinded by the flashing lights; not all that glitters is gold. Rwanda might just be the classical case of the unusual combination of flashing lights and rattling chains.

An economy brimming with promise

Rwanda’s economy is one of the fastest growing economies in Central Africa and when one factors in its dark history, the growth might just be the most impressive in Africa. The country’s whole aim of continued success finds its expression in the “Vision 2020” strategy. The goal is to transform the country from a low-income agriculture-based economy to a knowledge-based, service-oriented economy with a middle-income country by 2020. The government is using the medium term strategy, the second Economic Development and Poverty Reduction Strategy (EDPRS 2) to pursue the Vision 2020 long-term goals. Rwanda’s Gross Domestic Product growth averaged 8% between 2001 and 2015. So impressive to the world has the country’s economic and social progress been that 30-40% of its budget is donor-funded. This, of course, is not sustainable in the long run but it is an indicator of the faith people have in the Rwandan restoration.

Rwanda’s development has not been one dimensional, as socially, the country has managed to make strides not short of impressive. The World Bank says, “The poverty rate dropped from 59% in 2001 to 45% in 2011 while inequality measured by the Gini coefficient reduced from 0.52 in 2006 to 0.49 in 2011.” (However, 63% of the population still lives on less than $1.25 a day.) Rwanda is the leader in female representation in parliamentary seats with a hefty 64%. Such achievements cannot simply be pushed under a rag and forgotten. Rwanda is doing the African continent proud.

A repressive political space

On Rwanda, Human Rights Watch did not mince its words. In a 2014 article; Lifting the lid on Rwandan Repression, the group said, “Rwanda under Kagame has no tolerance for dissent of political opposition. Years of state intimidation and infiltration have emasculated Rwandan civil society.” The article also reported that Rwandan media was dominated by government views and scores of journalists had fled the country, unable to report freely and fearful for their safety. The same goes for opponents of the regime like Kayumba Nyamwasa who was lucky to tell the story after an attempt on his life in South Africa. Four Rwandans were convicted for the attempt which was regarded a politically motivated attack. Patrick Karegeya, another critic of the Rwandan government was found murdered in his hotel room in South Africa in January 2014. In response, many government officials used strong language to brand Karegeya as a traitor who deserved no pity. The Prime Minister, Pierre Damien Habumuremyi tweeted, “Betraying citizens and their country that made you a man shall always bear consequences to you.” Did the consequences include death?

The Minister of Defence, James Kabarebe, in a speech in Gisenyi, then said, “When you choose to be a dog, you die like a dog, and the cleaners will wipe away the trash so that it does not stink for them. Actually, such consequences are faced by those who have chosen such a path”

In fact, there have been lower points in Rwandan democratic history with the death of a independent journalist and an opposition party vice-president and the arrests of several other opponents in the run up to the 2010 elections being one of the darkest moments. It is not just Kagame who has progressively led an African nation albeit in a totalitarian system. Leaders like Yoweri Museveni of Uganda, Meles Zenawi of Ethiopia and to an extent, Isaias Afewerki of Eritrea (before running down the country to what New York Times called the North Korea of Africa)

The moot point: Development versus Democracy

There has been a claim that democracy is directly related to economic development. If this is true, then Kagame and a few other leaders are exceptions to the rule. Joann Weiner, who worked as an economist at the U.S. Treasury Department says, “Thus, for now, the economic and political gains in Rwanda seem to outweigh the concerns about people disappearing and journalists being stifled.”

The donor community ignores the repression while countries in the West issue half-hearted warnings and criticisms. For their part, most Rwandans seem content with the improving community. What is freedom with an empty stomach? This reasoning is setting low standards for Africa. Why cannot the continent have progressive but democratic leadership?President Kagame may have exceptional skills when it comes to handling the economy but that cannot justify the repression and intolerance of dissension. A spade should be called a spade!

NGOs Cancel Programs Following Threats From President Emmerson Mnangagwa

By Own Correspondent- The Zimbabwe Peace Project (ZPP) has revealed that a number of non-governmental organisations (NGOs) last month cancelled their programming following threats by President Emmerson Mnangagwa that government would go after NGOs who organised the January protests.

In a report, ZPP said programming of many NGOs was disturbed following Mnangagwa’s statements.

Said ZPP:

“Following the utterances of the President, NGOs have been forced by circumstances to cancel some of their programming, as a result, the operating space has become volatile and unsafe for most programming. ZPP is concerned about the continued blame game targeting civic society organisations (CSOs) that have been described as regime change agents by the government, in the aftermath of the violent protests as this tarnishes the role and efforts made by CSOs in supporting engagements towards building lasting peace in Zimbabwe.”

Unbelievable As Only Five Female MPs Have Spoken in Parliament

With calls to extend the life of Proportional Representation to beyond 10 years, as is being proposed by Mangwe legislator Obedingwa Mguni, female legislators appear to be failing to justify the need for more women, especially in the National Assembly.

Proportional Representation was birthed with a view to capacitate women so that they can be able to stand on their own after the expiry of the tenure and to also help champion women causes in Parliament.

However, women have been missing in action with most of them just retreating to being bench-warmers, cheer-leaders and at times silent spectators as national issues are being discussed or debated.

Today, (Tuesday 12 March 2019) only five female legislators excluding the Deputy Speaker officially spoke (debating, raising a point of order, a point of privilege, seconding motions or even seeking clarifications) in the National Assembly compared to 20 male legislators.

The female legislators who spoke are Honourable Marian Chombo (Zvimba North), Ruth Labode (Proportional Representation, Lynette Karenyi (Proportional Representation), Rossy Mpofu (Proportional Representation) and Priscilla Misihairabwi-Mushonga (Proportional Representation).

The lack of participation by female legislators came even after Honourable Misihairabwi-Mushonga had pleaded with the Deputy Speaker Tsitsi Gezi to deliberately favour women related motions or motions raised by women as a way of commemorating the month of March which is generally regarded as the women’s month owing to Women’s Day.

Honourable Misihairabwi said “my second motion is related to the issue that again, because it is women’s month Madam Speaker, I would want to ask you to perhaps make a ruling that because it is our month, motions that are to do with women and girls or that are moved by women in this House, do take precedence Madam Speaker; and, that as we go on to Wednesday tomorrow on question time, that you take a deliberate action to recognise the women that stand up in recognition of the issue that it is women’s month,” she said.

The 20 male legislators who participated are Jonathan Samukange (Mudzi South), Pupurai Togarepi (Gutu South), Tapiwa Mashakada (Hatfield), Settlement Chikwinya (Mbizo), Kucaca Phulu (Nkulumane), Willias Madzimure (Kambuzuma), Temba Mliswa (Norton), Joseph Chinotimba (Buhera south), Masango Matambanadzo (Kwekwe Central), Dought Ndiweni (Hurungwe Central), Regai Tsunga (Mutasa South), Marko Raidza (Mberengwa East), Muchineripi Chinyanganya (Kadoma Central), David Musabayana (Wedza North), Prosper Mutseyami (Dangamvura-Chikanga), Charles Moyo (Pelandaba-Mpopoma), Obedingwa Mguni (Mangwe), Dexter Nduna (Chegutu West), Prince Dubeko Sibanda (Binga North) and Cecil Kashiri (Magunje).

This means only 25 legislators out of a possible 270 earned their sitting $75 allowances today the rest who were present were paid for coming sitting.

Despite the calls to extend the tenure of the Proportional Representation clause, some are of the view that Parliament is too bloated and needs to be trimmed down.

Women are the majority in Zimbabwe in terms of population statistics but have been less represented in Parliament with their figures actually going down compared to previous Parliaments.

The Speaker of the National Assembly Jacob Mudenda is on record saying that if political parties do not make deliberate efforts to amend their party constitutions to put women quotas, the number of female legislators is like to further go down.

NGOs Cancelled Programmes After ED Rants

THE Zimbabwe Peace Project, a human rights monitoring group led by former ZBC journalist Jestina Mukoko, has claimed that a number of non-governmental organisations (NGOs) last month cancelled their programming for fear of victimisation following threats by President Emmerson Mnangagwa that his government would go after NGOs who organised the January protests.

In January, residents in many parts of the country participated in a national demonstration against the rising cost of living and a 150% fuel price hike.

The State deployed soldiers to quell the riots. Government was rapped for the indiscriminate assault and harassment of civilians by State security agents.

Following the riots, Mnangagwa said his government would weed out organisations that reportedly encouraged people to riot, among them doctors and lawyers.

ZPP said programming of many NGOs was disturbed following Mnangagwa’s statements.

“Following the utterances of the President, NGOs have been forced by circumstances to cancel some of their programming, as a result, the operating space has become volatile and unsafe for most programming,” ZPP said in a report.

“ZPP is concerned about the continued blame game targeting civic society organisations (CSOs) that have been described as regime change agents by the government, in the aftermath of the violent protests as this tarnishes the role and efforts made by CSOs in supporting engagements towards building lasting peace in Zimbabwe,” the report added.

The report further noted a decreased number of human rights violations between January and February.

Latest: Health Minister In Urgent Meeting With Striking Senior Doctors

Paul Nyathi|The Minister of Health and Child Care Dr Obadiah Moyo is currently involved in a tense urgent meeting with senior doctors and consultants after the health practitioners downed tools this morning.

The meeting is seeking to try and end the strike action which will definitely cripple the health delivery system in the country.

The doctors downed tools citing lack of medicines and other sundries in hospitals which is making operating conditions very difficult.

While the Minister is in closed doors with the few doctors who are in the meeting, reports indicate that the rest of the Harare based doctors are busy picketing outside Parirenyatwa Hospital.

Serial Killer And Underwear Robber Sentenced To Death

By Own Correspondent- A serial killer dubbed the “Underwear Robber” for stealing his victims’ clothes and forcing them to walk naked was yesterday handed a death as well as a life sentence for killing three people and robbing them of their cellphones and money.

Birthwell Sibanda (25) of Pumula South in Bulawayo is already serving a 25-year jail term for 10 counts of armed robbery following his conviction by the regional magistrate, Trynos Utahwashe, in February 2015.

Sibanda had also been charged with three counts of rape, but they were dropped after the magistrate ruled that the evidence against him was weak.
During his reign of terror around the city, Sibanda and his accomplices, who are still at large, robbed victims of their cellphones, clothing, including underwear, and then made them walk away stark naked.

Sibanda was initially facing four counts of murder in connection with the deaths of Henry Moyo (21), Mfundisi Makhalima (23), Mthabisi Dube (20) and his girlfriend Lokukhanya Ncube (19) between April and May 2014, one count of attempted murder and another of robbery.

However, the murder charge in connection with the death of Moyo was withdrawn before plea after the State failed to locate one of its key witnesses.

Bulawayo High Court judge Justice Martin Makonese convicted Sibanda of three counts of murder with actual intent, attempted murder and robbery.

He was sentenced to death for robbing and murdering Mthabisi and Lokukhanya Ncube and life imprisonment for killing Makhalima and attempting to kill Makhalima’s friend Cephas Chirongoma during a scuffle.

In his judgment, Justice Makonese ruled that the murders were committed in aggravating circumstances.

“The first two murders were committed in a callous and spine chilling manner. He demonstrated an inherent wickedness by tying legs and hands of both victims before indiscriminately stabbing them in a brutal manner and dumping the two bodies in a drainage trench. What is aggravating is that the murders were committed during the course of robbery and it was a double murder preceded by torture,” said Justice Makonese.

He said those who disregard other people’s lives deserve to be permanently removed from society.

“The court failed to come up with any other appropriate sentence other than capital punishment. Accordingly, the sentence of this court is that you be returned to custody and that the sentence of death executed upon you according to the law,” ruled Justice Makonese.

On being asked why a death penalty should not be imposed on him, Sibanda pleaded for lenience, saying he was of ill health and on medication.

Justice Makonese reminded Sibanda of his automatic right of appeal against both conviction and sentence at the Supreme Court.

Prosecuting, Khumbulani Ndlovu said on April 20, 2014, Mthabisi visited his girlfriend Lokukhanya at her place of residence in Nkulumane 12 suburb. On the same day at around 8PM, Mthabisi decided to leave and Lokukhanya walked him out of the house.

“Lokukhanya accompanied her boyfriend to the bus stop where he intended to board a lift to his home in Rangemore,” said Ndlovu.

The court heard that when Lokukhanya and Mthabisi approached an intersection between Rangemore and Intemba roads, Sibanda, who was in the company of his accomplices, Thabani Lunga and Webster Ndlovu, confronted the two lovers.

“Acting in common purpose, Sibanda and his accomplices accosted the two deceased persons. They removed Mthabisi’s shoe laces and tied his hands and legs. They ordered Lokukhanya to remove her clothes and used them to tie her,” said Ndlovu.

He said the accused person and his accomplices stabbed the two lovers several times all over their bodies before robbing them of Nokia cellphones. They dumped the two bodies in a drainage trench and fled.

The couple’s bodies were found in an advanced state of decomposition in a grass-filled trench at the corner of Intemba and Rangemore roads in Nkulumane 12.

Three weeks later, Sibanda and accomplices spotted Makhalima and his friends Sympathy Siziba and Chirongoma waiting for a lift along Hyde Park Road at around midnight. The accused persons, who were travelling in a Honda Ballade, offered them a lift.

When Siziba got into the car and sat at the back seat, Makhalima tried to pull her out during which he was indiscriminately stabbed by the accused person.

Chirongoma tried to intervene and he was also stabbed on the shoulders before he managed to escape leaving Makhalima at the mercy of his assailants. Chirongoma suffered life threatening injuries and had to be hospitalised at Mpilo Central Hospital for two weeks.

After committing the offence, Sibanda and his accomplices drove off leaving Makhalima lying in a pool of blood. Makhalima’s body was discovered on the following morning.

A report was made leading to the arrest of Sibanda. Mehluli Dube of Dube, Mguni and Dube Legal Practitioners represented Sibanda

Cyclone Idai To Hit Zim Over The Weekend

TROPICAL Cyclone Idai, which is brewing in Mozambique, is expected to hit Zimbabwe over the weekend with strong winds and thunderstorms likely to leave a trail of destruction in Manicaland, Masvingo and Matabeleland, the Meteorological Service Department has said.

Reports say the cyclone, which will hit the coast of Mozambique on Thursday, will become a category three cyclone as it moves inland and would downgrade to category one.

Meteorological Service Department head of forecasting, Tich Zinyemba yesterday confirmed that the cyclone was headed for Zimbabwe.

“Idai, the tropical cyclone is currently positioned in central Mozambique channels and is slowly progressing towards the Mozambique coast. It is expected to make a landfall most probably on Friday or Saturday. Its leading edge is likely to be felt on Friday or Saturday in Manicaland. We are constantly monitoring its (path) and will issue an advisory today (Tuesday) given the unpredictable nature of these systems,” he said.

In 2017, Cyclone Dineo caused widespread destruction in Matabeleland and Midlands provinces, leaving one person dead, hundreds homeless and marooned because some of the areas were inaccessible to rescue missions.

Tsholotsho district – a low-lying area in Matabeleland North – bore the brunt of the driving rain that lashed Bulawayo, Masvingo, Midlands, Matabeleland North and South for a week.

The Civil Protection Unit evacuated more than 700 people who were marooned by floods in the district.

The entire district was virtually inaccessible by road. The Air Force of Zimbabwe had to airlift people from 10 affected villages to Sipepa Secondary School and Sipepa Hospital.

The affected villages included Mahlosi, Mahlaba, Thamuhla, Mbamba, Mele, Lutshome, Maphili and Mbanyana.
