Mudzuri To Challenge Chamisa At MDC Congress

Nelson Chamisa faces a challenge for the MDC presidency from his deputy Elias Mudzuri when the party goes for a potentially explosive congress next year, the Daily News can report.

Chamisa came to the leadership of the MDC in controversial fashion early this year following the death of the party’s founding father Morgan Tsvangirai.

His dramatic ascent was at the expense of Mudzuri and Thokozani Khupe, his two rivals who were both claiming to be the rightful heirs to the throne.

However, while Khupe packed her bags and went on to form her own MDC-T, Mudzuri soldiered on and is now one among three vice presidents in the MDC.

The party’s secretary general Douglas Mwonzora told the Daily News that the MDC is most definitely going for congress next year.

“Congress is definitely there, we have not set the dates but we must have it by the 30th of October next year,” said Mwonzora before referring further questions to Chamisa’s spokesperson Nkululeko Sibanda.

Until now, Mwonzora has been touted as Chamisa’s likeliest challenger, but the Daily News can report that it is Mudzuri who is now girding his loins for the throne.

Yesterday, Mudzuri could neither confirm nor deny that he wants to contest for the highest office in the opposition.

“When the time comes, I will tell the people what position I want,” Mudzuri told the Daily News yesterday.

Sibanda said his boss is ready to be contested at congress.

“The National Council made an undertaking that they will be preparations for a congress but the dates will be announced in due course. The president is the most ardent supporter of democracy. He is never against being contested. He is ready to be contested by anyone and will listen to the will of the people,” Sibanda told the Daily News.

While addressing the MDC’s 19th anniversary rally on Saturday, Chamisa appealed to his potential internal challengers to hold their horses.

The MDC leader, who lost in the July 30 elections to President Emmerson Mnangagwa by a wafer-thin margin, told thousands of his supporters that removing him now would poke holes into Tsvangirai’s legacy.

“I have told my colleagues in the top leadership that none of us should go wayward because it will be akin to a fish taking itself out of water where it cannot survive,” Chamisa said.

“So, we need to continue to follow Tsvangirai’s way, the party’s ways. Tsvangirai left power for me so that I will also pave way for the next leader, in that order. We don’t want a situation whereby someone would want to grab from me what I was given by Tsvangirai before I even start the journey he set me to embark on, yet you don’t even know what he wanted me to achieve. Why don’t you wait for me to accomplish that first, then I will also show you the way when you eventually take over?” he asked rhetorically.

Earlier, Chamisa had jokingly asked his deputy Mudzuri if he did not believe that President Emmerson Mnangagwa had rigged his way to power.

This was after Mudzuri had not raised his hand when Chamisa asked who among the thousands present agreed with him that the July 30 elections had been rigged in Zanu PF’s favour.

“I see you have kept your hands down when I asked the question. Does this suggest that you do not believe that the election was rigged,” Chamisa asked Mudzuri, tongue-in-cheek.

Only recently, Chamisa called Mudzuri to order during the party’s National Standing Committee meeting for engaging in perceived acts that could undermine unity in the party.

This was after Mudzuri had been linked to a controversial Twitter post expressing the desire to challenge Chamisa at the party’s elective congress.

Terrence Mawawa| Highlanders manager Madinda Ndlovu says while he admits that there are some people and clubs who might be admiring his rebuilding project at Bosso, Ngezi Platinum Stars are yet to officially approach him.

Despite the alleged interest oin his services by Ngezi, the gaffer said he was so much dedicated to Bosso.

“We are coaches, and we don’t know who we will be looking at us. There are some people who are admiring my work at Highlanders,” said Ndlovu.

“ Ngezi Platinum have not approached me, and I must say I have never talked to anyone. I’m working on a three-year project at Highlanders pending my retirement from coaching.”

Ms Chivasa said there was overwhelming evidence against Chiredzero on all counts and thatthe fake articles that he possessed proved that he intentionally had them for criminal use.

Katsande In Emotional Return To Warriors Squad

Terrence Mawawa|Former Warriors captain Willard Katsande is happy to be back in the national team setup after more than a year on the sidelines following an” ill-advised retirement.”

Katsande who expressed willingness to come out of retirement a few weeks ago has been included in the Warriors team to face Liberia in the 2019 Africa Cup of Nations qualifier next month.

The Kaizer Chiefs midfielder quit the Warriors in a huff last year after a first-round exit at the last edition of the Nations Cup in Gabon. Katsande claims that a number of influential people including Chiefs owner, Kaizer Motaung talked him into rescinding his decision.

“I am happy to be back with the Warriors. I have a lot of people who talked me into considering coming back because they felt I still have a lot to offer. They feel that my experience is still needed at national team level. Also it’s cold out there, so you would always want to be part of the national team,” said Katsande.

Tajamuka, Students Exert Pressure On Mnangagwa To Step Down

 

Terrence Mawawa|Popular pressure group Tajamuka and Zimbabwe National Students Union have indicated there is no going back on the November 1 ultimatum given to Emmerson Mnangagwa to step down from office.

Speaking at the MDC Anniversary Celebrations in Harare at the weekend, opposition pressure group Tajamuka/Sesijikile and ZINASU leaders gave Mnangagwa the ultimatum to step down by November 1.

ZINASU secretary general Ashleigh Pfunye said the time had come for Zimbabweans to put fear aside
and remove Mnangagwa adding the embattled leader should not step down voluntarily.

The group is heavily connected to senior politicians, the army, intelligence, the judiciary, permanent secretaries and directors in government, commercial parastatals including RBZ, MMCZ, NOCZIM, ZIMRA & ZESA. 2% Tax Is Paying For Subsidies: Guvamatanga

Permanent secretary in the Ministry of Finance and Economic Development George Guvamatanga says the 2 percent tax is necessary as it will fund subsidies that Zimbabweans enjoy.

The government introduced a 2 percent tax earlier this month which is levied on all electronic transactions across all platforms.

Under the tax, the government gets a 2 percent tax on every dollar that is transacted after the first US$10; however, the tax drew a lot of criticism in the market.

Giving oral evidence to the Parliamentary Portfolio Committee on Budget and Finance as part of the on-going 2019 budget consultations, Guvamatanga said the tax came to ensure that everyone contributes to the funding of the subsidies.

“The structure of this economy has significantly shifted and it has largely gone informal and there was no opportunity for those in the informal sector to directly contribute to the government revenue, but let me paint you a picture here.

“Each and every citizen of this country enjoy when compared to other countries or any other region they enjoy cheap bread which is subsidised by government, they enjoy cheap maize meal which is subsidised by government, they enjoy cheap fuel which is subsidised by government, they enjoy cheap electricity also subsidised by the government and even enjoy cheap cooking oil also subsidised by government but the government needs to fund those subsidies,” he said.

Guvamatanga added that “we can’t expect a small population of this country to be funding the subsidies and for everyone else to be enjoying so this 2 percent tax, we might have conservations around the level of the tax, around the exemptions, but it is important to agree with everyone in this room including media that the principle of everyone must contribute is the right principle,” said Guvamatanga.

The former Barclays Bank of Zimbabwe managing director said the introduction of the tax was not open for debate but that conservation can be centred around such areas as the level, quantum, duration and exemptions only.

“So if we start our conversation from the point which says each and every citizen of Zimbabwe should contribute, then we shift the conversation to a different level which says what is the quantum of the contribution because there isn’t anyone who has not enjoyed cheap bread, cheap maize meal, cooking oil, electricity, fuel in this room I would want to see that person if they are there,” he said.

The permanent secretary added that the subsidies are part of the reason for the current budget deficit in the country adding that it will not be fair to allow a few people to carry the whole budget while the majority are only enjoying without paying.

“We can quantify the level of these subsidies, they run into billions and they are also the reason for the budget deficit but not all of it, we can actually demonstrate that as a government that some of the budget deficit has been incurred so that we can support these social nets to protect the citizens of Zimbabwe but then we can’t only have 4 percent contributing to taxes and the other 96 percent just benefitting.

“But we are happy to engage, to refine the tax so that we make it more affordable, more sustainable but the underlining principle is that it was a necessary pain to bear,” said Guvamatanga.

However, some legal and economic analysts are of the view that the tax is currently illegal as it supposed to get Parliament’s approval.

Artist Pens Protest Song Against ED

Genre strolling musician, Yoz born Kennedy Simbanegavi has defied the odds after penning a protest song highlighting President Emmerson Mnangagwa’s failure to steer the economy resulting in shortage of basic commodities.

The song titled “Letter to ED” speaks about the challenges citizens encounter everyday including youth unemployment which is believed to be around 90 percent.

In his song, the 29 year old musician expressed fading hope of better days for the ordinary man, rekindled following the ouster of ex-president Robert Mugabe through a military coup in November last year.

“Pamakabvisa BaBona takati mozvigona asi nanhasi zvakangooma tichiri kungoswera pacorner (When you removed Bona’s father we thought you would bring a turnaround but up to date we are still spending our days on street corners),” read the lyrics.

He further took a dig on Mnangagwa’s popular mantra, Pasi nemhanduuuu (down with the enemy), which he bemoaned has turned into bitterness (chigumbuuuu) that he has been left with now.

During the former President, Robert Mugabe’s reign, musicians who dared speak out against government inadequacies including Thomas Mapfumo and Leonard Zhakata were either censored or faced harassment.

Zhakata’s music career almost collapsed following the release of Mubikira which was deemed anti-government while Mapfumo sought asylum in the United States of America.

To Dare Is To Do, Cde Mnangagwa

English premiership side, Tottenham Hotspur, has flattered to deceive in the last decade in England’s football top division.

Spurs or Lilly Whites, as the London club are fondly called by their faithful, have produced great talent and fused it with a few buys from a strict budget which their chairperson Daniel Levy rarely compromises.

One thing about Spurs that stands out is the club’s bravado when mixing it with teams considered “moneybags” such Manchester United, Chelsea and Manchester City.

This is summed up by Spurs banner at its all home games: To dare is to do.

Indeed when you show courage you have to complete the task that triggered such bravado — and coming back home, there is a lot that our leadership can learn from the Spurs banner.

President Emmerson Mnangagwa had a lot of goodwill when he assumed office following the fall of long time leader Robert Mugabe last November.

That goodwill has almost dissipated mainly as a result of perceived failure to chart a different path from Mugabe’s long ruinous rule.

Yet, Mnangagwa, on paper has brilliant ideas which have not been backed by action and good results.

In all fairness, it would be unfair to expect Mnangagwa to end Zimbabwe’s problems in one term but it is the expectation of millions of ordinary people that the 76-year-old show direction and support it with concrete action.

This is why he has to go beyond the warnings he has issued to unscrupulous and corrupt Zimbabweans who are militating against his government’s desire to revive the economy.

The allegations of corruption that have been raised against people allegedly close to him provide the Zanu PF leader with a perfect platform to show those who doubt, that he is serious about eliminating obstacles to improving the lives of long-suffering Zimbabweans.

Mnangagwa has been consistent about fighting corruption but the return from prosecution so far has been under-whelming.

People looked with hope to his well-publicised fight against money laundering and externalisation but the end was an anti-climax as the list hatched an addled egg.

Only little known companies and small fish dominated the list of those alleged to have siphoned billions of US dollars from Zimbabwe.

So, Mnangagwa has an opportunity to prove to all and sundry that he can throw the kitchen sink at those fingered in corrupt practices by causing their arrests.

Mnangagwa Bans Cellphones In Zanu PF Meetings

Zimbabwean President Emmerson Mnangagwa has reportedly banned Zanu-PF politburo members from bringing cellphones to party meetings.

According to Daily News, party executives were last week told to leave their electrical gadgets – including mobile phones – at the entrance of the Zanu-PF headquarters.

They were also searched on their way in.

Analysts said the move was a clear sign of “deep mistrust within the ruling party”, adding that this risked the party sliding into the old order when Mnangagwa’s predecessor Robert Mugabe also banned the use of cellphones at party meetings.

NewsDay reported in June last year that Zanu-PF introduced a security scanner at the entrance into the boardroom, where everyone, excluding Mugabe, left their phones at the door.

Insiders said at the time that Mugabe had been unhappy that politburo deliberations were being leaked to the media verbatim, raising fears meetings were being recorded using cellphones

Mnangagwa Fires Mutsvangwa As His Advisor

Correspondent|War Veterans leader, Ambassador Chris Mutsvangwa, who served as President Emmerson Mnangagwa’s special advisor was not reinstated to his role after the elections in July, the office of the president has confirmed.

Mutsvangwa was initially appointed as Minister of Information and Publicity, but was then appointed as the President’s advisor in Mnangagwa’s first cabinet, installed shortly after the November military driven operation restore legacy.

However, when new cabinet appointments were made after the July elections, Mutsvangwa was not restored to his position, as the President sought to further trim his cabinet.

Officials from the Office of the President and Cabinet told media that despite Mutsvangwa’s absence on the most recent letters of appointment, members of the media had assumed that he had continued in his role, and continued to refer to Mutsvangwa as the President’s advisor.

“Ambassador Mutsvangwa has not been the President’s advisor for a long time. Everyone who was appointed as part of the new cabinet and to positions within the OPC had their names gazetted in announcements.

“Mutsvangwa was not fired per say, but his contract and appointment to that role was not renewed. He continues to be referred to, and quoted as the President’s advisor, which is incorrect.”, the office of the President said.

A quick glance at the list of presidential appointments gazetted after President Mnangagwa was appointed appears to confirm the position of the Office of the President, as Mutsvangwa’s name is absent.

Mutsvangwa, who was in China recently for medical treatment, returned to Zimbabwe to torch a storm, conducting an interview with local weekly The Standard, where he accused a local businessman, Kuda Tagwirei of running a forex cartel in the country.

Mutsvangwa accused Tagwirei of getting preferential treatment from the Reserve Bank of Zimbabwe (RBZ) through shady forex allocation as well as running a monopoly on the fuel supply.

“One of the optimal conditions to attract investment is free competition. The RBZ is not a source of capital. Tagwirei relies on RBZ foreign currency allocation and claims to be a businessperson. I don’t respect such business people,” he said.

“Tagwirei’s business gets about US$80 to US$90 million every month for fuel from the RBZ, yet many companies, some of them largest fuel dealers in the world, want to come and invest in the fuel industry in the country.

“You can ask (Energy) minister Joram Gumbo. There are many who want to come. We can’t have a whole country for one man,” he said.

Mutsvangwa also claimed his election loss to Norton MP Temba Mliswa was due to interference by Tagwirei ensure he was kept out of government as he was outspoken critic of the Sakunda “oligopoly.”

Mutsvangwa also alleged that Sakunda’s support for the government’s command agriculture programme was meant to facilitate state capture.

“Agriculture Behind Budget Deficit”: Mthuli Ncube

By Own Correspondent| According to the 2019 Budget Strategy Paper (BSP) presented by Finance and Economic Development Minister Professor Mthuli Ncube and approved by Cabinet last week, agriculture is the major contributor to the budget deficit.

Zimbabwe’s cumulative budget deficit for the period January to June 2018 stands at US$1.21 billion (4,7 percent of GDP), against a cumulative target to June of US$388.7 million.

Ncube said of the US$1,8 billion Treasury bills issued from January to July 2018, about US$361 million went towards agriculture funding.

Said Ncube:

“Expenditure on agriculture has been one of the major components driving the budget deficit recently. Expenditure on the sector reached US$1.1 billion as at August 2018, against an annual budget target of US$401 million.

Of this, US$238 million went towards Command Agriculture, US$263 million towards the Vulnerable Input Support Scheme and US$505 million to grain procurement.

While on the face of it, the TBs issued towards Command Agriculture are a private debt, however, in view of the high default rate by farmers under Command Agriculture, it effectively means that it is Government expenditure.

In view of the implications of the existing model of financing, there is a need to revisit the mechanism, with a view of lessening the fiscal burden which has a destabilising effect on the macro-economic environment.”

By Own Correspondent| President Emmerson Mnangagwa has called on citizens to be calm and stop panicking over the value of their Real Time Gross Settlements (RTGs) and bond notes since government is not phasing them out.

Speaking during the breakfast engagement with bankers and captains of industry and commerce at State House in Harare on Monday, President Mnangagwa urged depositors not to worry as there is no policy change to warrant people to panic over RTGS and bond notes value.

Said Mnangagwa:

“While the country is going through difficult times mainly because of lack of foreign currency to meet the growing demand for foreign exchange across all the sectors of the economy, I would like to assure you all that the current multicurrency system is here to stay.

All your RTGS balances at banks and bond notes in circulation, are safe and secure. There should be no pressure to exchange or offload these balances as Government policy has not changed to warrant such anxiety.”

High Court Stops Chinese Firm From Setting Up Factory, Urges Compliance With Environmental laws

By Own Correspondent| A High Court judge here, Justice Pisirayi Kwenda has stopped Chinese-owned ceramic tile manufacturer Sunny Yi Feng Tiles (Zimbabwe Private Limited) from setting up a factory before it complies with local environmental laws.

This followed an application by Norton Development Association that cited Sunny Yi Feng Tiles (Zimbabwe Private Limited) and Environmental Management Agency (AMA) as respondents.

The provisional order reads:

“That pending confirmation of this order on the return day, the following relief is granted:

The First Respondent (Sunny Yi Feng Tiles (Zimbabwe Pvt Ltd) shall immediately suspend and stop all construction work and any other works whatsoever on its ceramic tile manufacturing plant on Lot 3 Knockmallock Farm, near Morton Jaffrey Water Works, Norton, pending the granting of an environmental impact assessment certificate by the Second Respondent.”

ZRP Detains, Tortures Journalist For “Taking Videos” Of Operation Against Forex Dealers And Vendors

By Own Correspondent| Philemon Jambaya, a Harare based freelance journalist was on Monday arrested and detained for taking video footage of the ZRP encounter with forex dealers and vendors.

Jambaya, who was arrested at corner Jason Moyo and Cameroon street was taken to Harare Central police station where he alleged that he was tortured and charged with obstructing the course of justice by taking pictures and video footage of the ZRP as they carried their operation.

Jambaya alleged that he sustained injuries from the ordeal and had to be treated at Parirenyatwa group of hospitals after his release around 10pm following the intervention of Chris Mhike from the Zimbabwe Lawyers for Human Rights.

“The Young Journalists Association (YOJA) condemns ZRP’s abuse of power, disregard for basic human rights and media freedom after it arrested the association secretary general Philemon Jambaya for unsubstantiated claims of obstruction of justice.

The ZRP alleges that Jambaya who is also with #TheFeedZW obstructed police duties by taking videos of their activities in town.

Jambaya’s phone was off at the time and they were clearly targeting him for being part of the fourth estate.

“2% Tax Justified”: Finance Permanent Secretary George Guvamatanga

By Own Correspondent| Permanent Secretary in the Ministry of Finance and Economic Development George Guvamatanga has defended the move by Finance Minister Mthuli Ncube to introduce a 2 per cent tax on all money transfers saying the move was necessary since government needs everyone to contribute towards subsidies.

Guvamatanga claimed that citizens of Zimbabwe enjoy cheap bread, fuel, cooking oil and maize meal among other commodities because of the government’s subsidies.

Said Guvamatanga:

“Each and every citizen of this country enjoy when compared to other countries or any other region they enjoy cheap bread which is subsidised by government, he or she enjoys cheap maize meal which is subsidised by government, they enjoy cheap fuel which is subsidised by government, they enjoy cheap electricity also subsidised by the government and even enjoy cheap cooking oil also subsidised by government but the government needs to fund those subsidies…

We can quantify the level of these subsidies, they run into billions and they are also the reason for the budget deficit but not all of it, we can actually demonstrate that as a government that some of the budget deficit has been incurred so that we can support these social nets to protect the citizens of Zimbabwe but then we can’t only have 4 percent contributing to taxes and the other 96 percent just benefitting.”-OpenParly

“Chikurubi Housing Over 2 500 D Class Inmates,” What Is Going On?

By Own Correspondent| Chikurubi Maximum Prison is housing at least 2 500 D class inmates and the number of prison officers manning the prisoners is way below the required number, the Deputy Commissioner General in the Zimbabwe Prison and Correctional Services Aubrey Machingauta has revealed.

Commissioner General Machingauta revealed this while presenting the prisons and correctional services budget submissions to the Parliamentary portfolio committee on Justice, Legal and Parliamentary Affairs recently.

Prisoners in Zimbabwe are graded into four classes -A-D. Those in Class D are the ones serving long-term sentences ranging from seven years and above, including those who would have committed serious crimes some of which include murder, armed robbery, fraud or rape among others.

Said Commissioner General Machingauta:

“At Chikurubi Maximum Prison, where we have about 2 500 D class inmates and if you can give that ratio, you find that there are a lot of officers that are needed. We have a serious shortage of officers to do the manning of D class inmates.

There are two types of inmates to officer ratio. The first is when they (inmates) are going for working parties in their different areas of work and the ratio is 1 officer to 5 inmates for these other projects where the inmates will be going to work.

And then there are other classes such as the D classes whose inmates do not do much activities. For example, when they are being escorted to court, the ratio has to be 1 as to 3 inmates.”

Permanent Secretary in the Ministry of Justice, Legal and Parliamentary Affairs, Virginia Mabhiza concurred adding that the ratio of inmates to officers was worrying as it posed a security risk.

“Ideally, it is supposed to be 1 as to 3 where one officer is not supposed to be responsible for over 3 inmates… But at the moment, 1 officer is responsible for at least 10 inmates.”

Kasukuwere Demands Passport From Court “To Source Food For Zimbabweans”

Correspondent|Corruption accused ex-minister, Saviour Kasukuwere has pleaded with a Harare magistrate’s court to grant him temporary access to his passport so he could play a part in sourcing for scarce basic commodities into the country.

Government recently lifted its 2017 import ban on selected items following an acute shortage on basic commodities.

Citing the development, Kasukuwere on Monday requested Harare magistrate, Hosea Mujaya to allow him to use his travelling document saying that since he was no longer employed, this would also be an avenue for him to fend for his family.

He told court that he wanted to attend a business meeting in South Africa with a company called Cashbuild, in his capacity as Migdale Holdings executive director.

“Your worship, I want the passport to go and fulfil the transactions as I stated in the emails tendered before this court,” he said.

“I’m doing this in view of government’s mandate to allow us to bring goods into the country by scrapping stringent conditions.

“This also will be a better prospect for business between the country, promoting more goods to come into the country and assist our people.

“It’s a great opportunity to bring money into our country by engaging a company which has major footprints across the world.

“I’m a businessman and I have to fend for my family and I have no reason to abscond. I will be in court whenever I’m required.”

However, he did not mention the specific goods he intended to import.

Prosecuting, Zivanai Macharaga of the President’s special anti-corruption unit, crushed his requests saying he was unnecessarily trying to delay his trial.

“These are tactic skills of delaying his trial,” Macharaga said.

“The accused was in this court on October 9 and he applied for variation of bail conditions well knowing that he had pending meetings in South Africa.

“What is clear is that when he appeared in court on this day, he was already aware of the meeting since the emails he tendered as exhibits are dated September 11. If the meeting was genuine, he should have made the application on the 9th and not wait for the trial date.

“Nothing has been tendered to show that the meeting is genuine. As such, the trial should commence,” argued the prosecutor.”

Kasukuwere was then forced to take it to the witness stand where he tried to explain how the meeting was important for both him and the country.

He told court that he did not request for his passport then since he was busy preparing for his trial.

After being cornered by the prosecutor during cross examination, Kasukuwere was forced to abandon his request before his case was postponed to November 7 for trial commencement.

The former Zanu PF political commissar is facing three counts of criminal abuse of office as a public officer during his tenure as a cabinet minister under former President Robert Mugabe government.

The first three charges were allegedly committed when he was serving as a Local Government minister.

The other count was allegedly committed while he was the Minister of Youth Development.

The state alleges that he awarded a tender to a company called Brainworks Capital without following procedures.

The first three counts were related to land issues involving former First Lady Grace Mugabe’s sister, Junior Shuvai Gumbochuma.

“Remove Zanu Pf Or Zimbabwe Remains Captured”: Biti

By Own Correspondent| Opposition MDC Alliance deputy chairperson Tendai Biti has identified the ruling Zanu-PF party as the source of state capture in Zimbabwe saying unless the party is removed from power, the nation will remain “captured”.

Biti alleged that key state institutions have been monopolised by powerful business people and that the only way to deal with this is to start by removing Zanu-PF.

Said Biti in an interview with a local daily:

“We are faced with a situation where the State and its institutions are totally owned, privatised and monopolised by a system, by a few people and so here you have multi-levels of State capture.

The first one is a clear takeover of the State by Zanu PF. There is total party-State conflation. Zanu PF and the State long ago mingled, every civil servant is made subordinate to Zanu PF and that is why many of them end up being Zanu PF MPs.

When you look at Zanu PF itself, what is it serving?… It is serving the interests of the military and it is the ultimate owner and inventor of State capture, but these are just a few people who are less than 20.”

The issue of state capture has become topical in recent weeks after the former chairperson of the Finance Ministry’s Communications taskforce Acie Lumumba and President Emmerson Mnangagwa’s special advisor Christopher Mutsvangwa alleged that there is a cartel which is monopolising the fuel industry.

Mutsvangwa named Sakunda Holdings owner Kuda Tagwirei as the leader of the cartel.

Biti has previously raised the issue of state capture and last year, he accused Billy Rautenbach, John Bredenkamp and Tagwirei of being some of the people behind State Capture.-Newsday

‘Queen Bee’ Rescues ED

THE fuel supply situation in the country has stabilised after local petroleum giant — Sakunda Holdings — and its partners, last week provided Government with 100 million litres of fuel, which will only be paid for after 12 months.

This comes amid revelations that to ensure adequate fuel supplies over the next 18 months, Government and Sakunda are finalising a deal that will see the latter supplying the country with 1,6 billion litres of fuel.

Independent Petroleum Group (IPG), Glencore, Engen and Total have also chipped-in and are working on various structures with the Government.

Energy and Power Development Minister Dr Joram Gumbo yesterday said the improvement in fuel supplies came after the intervention of major companies.

“The fuel situation is stabilising and we hope that we continue on this path,” he said.

“As Government, we have put in place some mitigatory measures and these mainly include a facility we are concluding with Sakunda and its partner Trafigura. The deal is already in motion and it will stand for the next 12 to 18 months. The draw down began last week and we were given 100 million litres upfront and it is one of the facilities that have resulted in the stabilisation being witnessed. We will be getting 50 million litres of fuel a week from that deal.”

“To cover the gap left by Sakunda, there is the IPG deal, which became operational end of last week where we will be getting about 20 million litres per month . There are also other players, which are giving us their facilities for example Engen and Total have also come up with their facilities. The market is liberal and we urge those with similar facilities to come forward and present them to us. We welcome them.”

A survey by The Herald yesterday showed that queues had disappeared at most service stations and fuel was available.

Experts yesterday said structures like the one sealed with Sakunda will give Government ample time to rebuild its export receivables over the next 18 months and cover the loans.

They said the intervention by Trafigura also showed the confidence the international community had in Zimbabwe in terms of debt repayment.

According to documents in our possession, Government will only pay for the 100 million litres provided by Sakunda and Trafigura upfront after a year.

When its starts repaying the loan, Government will be parting with $5 million a week and this means the repayment period will stretch for 20 weeks.

Documents show that on the 1,6 billion litres to be supplied over 18 months, Government will avail foreign currency to Trafigura for 50 percent of what the international company would have sold into the market.

The balance will be paid after the consumption period.

On all the structures, Sakunda will be servicing its own customers as agreed to with Government and allows other oil marketing companies to come in.

Dr Gumbo appealed to the public not to hoard fuel.

“My appeal is for the people not to let us down by hording, panic buying and charging high prices,” he said.

“Prices have remained the same and no one should charge in US dollars. We are grateful for the intervention that has come from fuel companies. It is something that has taken away pressure from Government and provided relief to our people, the industry, mining, agriculture and other users of this precious liquid.”

ED’s New Dispensation Cracks Whip On Dissent

THE Police have stepped up their crackdown against perceived opponents of President Emmerson Mnangagwa after arresting and charging a Bulawayo man with undermining his authority.

Wisdom Mkwananzi was arrested on Friday last week and charged with undermining the authority of or insulting Mnangagwa as defined under section 33(1)(a) of the Criminal Law (Codification and Reform) Act Chapter 9:23.

Mkwananzi last week allegedly burst out during a public hearing conducted at a Bulawayo hotel by the commission of inquiry into the August 1, killing of civilians, that he was orphaned because the Zanu PF party leader had masterminded the killing of his parents during Gukurahundi, where human rights groups claim over 20 000 people were killed during the post-independence disturbances in Matabeleland and Midlands provinces.

He allegedly pointed at Mnangagwa’s portrait during his testimony before the former South African leader Kgalema Motlanthe-led commission of inquiry into the post-election violence and stated: “I am an orphan because of this man, he killed my parents.”

Mkwananzi, who was represented by Jabulani Mhlanga and Tinashe Runganga of Zimbabwe Lawyers for Human Rights (ZLHR), was accused of engendering a feeling of hostility or ridicule towards Mnangagwa.

Mkwananzi was also charged with lying under oath.

The police officers claimed that Mkwananzi unlawfully and intentionally supplied a false name to the commission of inquiry after he allegedly told the probe team that his name was Siphatha Mandla, which is different from the name, which appears on his national identity card.

Mkwananzi also faces a third charge of assault as defined in section 89 of the Criminal Law (Codification and Reform) Act, where ZRP officers alleged that he intentionally bit Luckmore Dube once on the right hand intending to cause bodily harm.

Mkwananzi, who appeared in court on Saturday, becomes the second man to be charged with undermining authority of or insulting President Mnangagwa inside one month after police officers arrested Alexander Samuel Chidzedzere of Kariba early this month, and charged him with undermining the authority or insulting the President after he alleged that the ruling Zanu PF party had won the July 30 harmonised elections through rigging.

Meanwhile, ZLHR lawyers on Saturday secured the release on bail of three Bulawayo men Marshal Sibanda, Welcome Moyo and Venat Ncube, who were last Friday charged with committing public violence.

The trio was also charged with disrupting a public gathering as defined in section 44(a) Criminal Law (Codification and Reform) Act Chapter 9:23 after they allegedly engaged in a disorderly and riotous conduct intending to disrupt the Commission of Inquiry proceedings.

Sibanda, Moyo and Ncube were granted $150 bail each and remanded to 13 November 2018 for commencement of their trial. Mkhwananzi was yesterday released on $200 bail when he appeared before Bulawayo magistrate, Rachel Mkanga, facing charges of undermining the president, assault and lying under oaths. He was remanded to November 13.

Journalist Arrested For Taking Pictures Of ZRP/Illegal Forex Dealers Wars

By Own Correspondent| A Harare based freelance journalist Philemon Jambaya was last night arrested and taken into police custody after ZRP details on their operation targeting money changers accused him of taking pictures of their encounter with the forex traders on the streets.

Jambaya, had his Zimbabwe Media Commission accreditation card confiscated by the police.

Addressing journalists at a MISA Zimbabwe organised ZRP, journalists interactive workshop at Holiday Inn in Harare, ZRP Spokesperson Senior Assistant Commissioner Charity Charamba is on record saying as part of President Emmerson Mnangagwa’s “new dispensation” requirements, the force had been retrained on how to engage with the media.

This followed concern raised on how the police arrested, harrassed and beat up journalists as they executed their duties.

Said Assistant Commissioner Charamba:

“We have been holding training workshops with police details on how they should treat the media in the new dispensation. You will see the change because this is a new administration and we will be doing things differently.”

‘Find Sustainable Solutions to Economic Problems, ED Urged

INDUSTRY stakeholders yesterday said while government’s decision to lift the ban on the import of basic goods was a stop-gap measure, there was need for a long-term vision to address deindustrialisation and reviving the agricultural sector, which is seen as the backbone of the economy.

 

Government recently repealed sections of Statutory Instrument (SI) 122 of 2017 to increase the flow of basic goods into the market ahead of the festive season and ease pressure on foreign currency demand on the Reserve Bank of Zimbabwe.

This followed the disappearance of a raft of basic commodities from supermarket shelves, which ended up on the black market at high prices.

Speaking during an AMH Conversations meeting in Harare, Buy Zimbabwe founder and chief executive Munyaradzi Hwengwere argued that government’s actions were supposed to speak to a long-term economic vision.

“SI122 of 2017 should have been repealed with the long term vision of creating jobs and ensuring that we create wealth in the country. It’s not about filling supermarket shelves.

It’s about creating jobs and ensuring that people have money in their pockets,” he said.

Hwengwerere said the country’s major problem was that it had become heavily dependent on imports and had largely become a consumptive economy.

“We cannot continue to import while we are not exporting. The interim is understandable, but where are we going with it?” he queried.

Hwengwere said there was need for sustainable measures in dealing with problems in the economy and ensuring that industry was up and running.

“You cannot rig the value chain, you cannot speak consumption without creation, The short term is supposed to speak to the long term. Whatever steps we take, we must take them in the right direction,” he said.

Confederation of Zimbabwe Retailers’ Association president Denford Mutashu, however, defended government’s action, saying consumers had long suffered the pain of shortages, with prices soaring every day and that the repealing of SI 122 of 2017 was designed to meet consumer demands.

“S1 122 is a very contentious issue. You would want your industrial base to be vibrant and supported, but in the absence of the necessary support that industry requires, which currently is not sufficient in view of the absence of foreign currency,” he said.

“The decision to repeal SI 122 is largely going to benefit consumers more than it does to business. Business has been protected for the past two years. Consumers have suffered serious price increases, shortages and empty shelves, with shops opening late and closing early because they do not have products.”

He said it did not make sense that in some instances, a 2 litre bottle of cooking oil sells at $25.

“Government needs to be sincere about fixing issues that concern consumers. These things they are trying to fix are issues they could have dealt with a long time ago and the consumers have endured a lot,” Interfoods managing director, Star Precious Ndoro, said.

Mnangagwa Cornered Over Disintegrating Economy

President Emmerson Mnangagwa yesterday met captains of industry to tackle challenges in the economy, but the meeting failed to come up with solutions, according to people with knowledge of the meeting.

Mnangagwa met leaders from the Bankers’ Association of Zimbabwe, Zimbabwe National Chamber of Commerce, Confederation of Zimbabwe Industries, Grain Millers’ Association of Zimbabwe, Consumer Council of Zimbabwe, Confederation of Zimbabwe Retailers and Chamber of Mines, among others.

Sources at the meeting said business indicated to the President that price distortions in the market were a creation of currency misalignment.

A business leader who attended the meeting said they stressed that the solution lay in liberalising the exchange rate.

“It will be painful in the short run, but convergence will be realised in the medium to long term, assuming austerity from the government holds,” he said.

Business also expressed concern that claiming parity existed between the United States Dollar and the RTGS was a source of distortions that creates inflationary pressures as well as promoting black market trading.

“How exactly do we expect to tame government spending by just outlining ambitious strategies which are devoid of figures? How many parastatals are to be weaned off by year-end, how many foreign missions do we want to close as cost-cutting measure, and how are we going to deal with pressure for bonuses this year given the fact that civil service salaries had been significantly eroded by black market dominance?” submissions made to the Mnangagwa read in part.

In a statement summarising the outcome of the interface, the Information, Publicity and Broadcasting Services ministry noted that the meeting agreed that both private sector and government should find each other and speak with one voice.

“There was a lot of listening happening today as speaker after speaker gave their views on the state of our economy, that the threading link between speakers was that despite current challenges, Zimbabwe’s economy was expanding and, therefore, there was a higher demand for foreign currency. That messages from government must be in sync and consistent; that government needs to control its fiscal expenditure as a matter of priority in order to reduce fiscal imbalances,” the ministry said.

Mnangagwa told the meeting that the nation could not run away from its challenges and there was need to rebuild the economy.

The Information ministry said government had put in place measures to alleviate shortages of basic goods.

“As we start our preparations for the festive season, we can assure the nation that government is seized with and implementing solid plans to ensure that the increased demand of forex will be met.”

During the meeting, business applauded government for lifting Statutory Instrument (SI) 122 given the shortages of basic goods and industry’s capacity challenges. Confederation of Zimbabwe Industries president Sifelani Jabangwe, however, said he raised pertinent issues affecting the manufacturing industry and insisted the SI be suspended only until year-end.

“We are quite clear about what we want. We need policy consistency, communication and we highlighted that the suspension of SI 122 be temporary as it may affect the gains that we had achieved as an industry,” he said.

“The meeting was fruitful, but there are no immediate solutions, but from the engagement perspective, it is was productive.”

Chamber of Mines chief executive Isaac Kwesu said although he attended the meeting, it was not a platform for business to air its grievances, but to interact.

“At the meeting the issue of forex was not a chamber issue, but it was an entire business issue. This was just an interactive [meeting]. People who wanted to raise issues were asking questions. As a chamber, we were not waiting for this meeting to air our issues but we have done that in Parliament where we presented a paper last week,” he said.

Financial Market To Remain Volatile Much Longer

ZIMBABWE’S financial markets are likely to remain volatile until nostro foreign currency accounts (FCAs) meet the demand in the real time gross settlement (RTGS) accounts, a local financial services firm has said.

IH Securities also said by separating the accounts into separate dedicated FCAs and electronic accounts, the central bank was admitting they were not at par.

“We believe that volatility in rates will persist until transferrable foreign currency in FCA nostro accounts meets foreign currency demand in FCA RTGS accounts, thus reaching equilibrium. We estimate the real effective exchange rate to be such that the parallel rate should converge to our estimate of 115% (implied rate 1—2,15) should fundamentals come into play,” IH Securities said in its latest report.

“The RBZ (Reserve Bank of Zimbabwe) introduced the nostro FCA and RTGS FCA account as a way to ring-fence nostro funds and following this announcement black market rates started spiralling out of control as uncertainty gripped.

“The nostro FCA accounts have since been implemented, however, because the RBZ, in essence, admitted that there was a difference between the hard currency and RTGS balances as opposed to the previous mantra of a 1:1 rate, the public has become aware of that their RTGS balances are not worth as much as they believed they were.”

Since central bank governor John Mangudya announced the separation of accounts earlier this month in his monetary policy statement, the market has seen a spike in prices as the black market rates surged.

As of midday yesterday, the US dollar/RTGS rate was USD1: $3,70.

IH Securities said hard currency shortages and the elevated black market premiums were applying severe pressure to local corporates who were typically net importers of raw materials.

“It is our view that north of a 150% premium (implied rate 1—2,5) genuine productive sector businesses have significantly slowed down as ability to pass on that level of cost to the consumer becomes strained. This has had an impact on COGS (cost of goods sold) and we expect this to remain a challenge as long as the currency problems remain unresolved,” IH Securities said.

“Naturally, this also affects companies with off-shore obligations and companies with regional operations but domiciled here meaning that they can’t capitalise their off-shore subsidiaries easily.”

Despite these challenges among others, IH Securities said the economy had been showing signs of recovery.

“… bolstered by strong output performance in key economic sectors namely agriculture, mining and tourism,” IH Securities added.

“Witch” Kills Parents Leaving Behind Their Three Year Old Child

A COUPLE died while their child sustained injuries when the trio was run over by a car as they walked along the Bulawayo–Beitbridge Road at Esigodini.

The accident occurred at the 30km peg on Saturday.

Sources said the driver of a Toyota Wish, now commonly referred to as “Toyota Witch” because of rampant accidents involving this type of a car, lost control of the vehicle due to speeding and it veered off the road.

The car knocked down three pedestrians resulting in the death of the couple.

Tafadzwa Kamanura (24) of Masvingo was driving towards Bulawayo with two passengers on board at around 4PM when disaster struck.

The vehicle finally stopped after hitting a tree.

Ngqabutho Ndlovu (31) and Nokuthula Tshuma (26) of Plot No 3 Woodlands Farm, Esigodini died on the spot while their son, Terrence Tshuma (3), sustained injuries on the legs.

One of the passengers in the car, Sandisiwe Ncube (21), sustained bruises all over her body.

The two injured persons were rushed to Esigodini District Hospital while the bodies of the deceased persons were taken to the same hospital’s mortuary, enroute to the United Bulawayo Hospitals for postmortem.

Matabeleland South acting police spokesperson Sgt Thandolwenkosi Moyo referred questions to the national police spokesperson, Assistant Commissioner Paul Nyathi.

Asst Comm Nyathi said he had not yet received the report and was checking on the matter.

Negligent driving and speeding have been blamed for a majority of accidents on the country’s roads.

Ginimbi Shows He Is Above The Law As ZIMRA, CAZ Allow Him To Breach Airport Security

Corresponent|Controversial socialite and businessman, Genius (Ginimbi) Kadungure flouted immigration rules at the Robert Mugabe International Airport when he entered into the international space to welcome his visitors.

Social media has been awash with several images, showing Kadungure proceeding beyond the arrivals terminals and straight to immigration counters. After collecting his guests, Ginimbi proceeded to walk them past ZIMRA check points and to his entrouge waiting outside.

His guest heavy luggage was neither searched nor scanned as is standard procedure, raising questions about the risk of smuggling.

Eyewitnesses also said Ginimbi did not go through the normal Zimbabwe Revenue Authority (Zimra) checkpoint where all arriving visitors declare their goods.

“Noone knows what the visitors had and this has not been declared to the Zimra officials,” one eye-witness said.

Upon leaving the airport, Ginimbi parked his vehicle in the middle of the highway and started taking pictures with his friends, causing a traffic jam.

By A Correspondent | The prestigious Mo Ibrahim Index discussed LIVE on Deutsche Welle Africa at 12 noon on Monday •has reported a significant improvement of Zimbabwe on good governance and the economy. The 2018 report however strictly relates to the MDC (Tsvangirai) Government Of National Unity period and just afterwards, the 2007 to 2017 era: in essence being the Tsvangirai, Mugabe season.

The report features Zimbabwe significantly rising above the whole of Africa on nearly all fronts on governance, business culture development, and GDP, the latter which sees the Mugabe managed country being one of only four countries who are the largest improvers at the category level over the decade: Kenya, Liberia, Rwanda and Zimbabwe.

Zimbabwe was ranked in a small group of successful nations as seen in the printouts provided in this ZimEye news review article.

Improvement in Safety & Rule of Law

Five of the ten most improved countries in Rule of Law – Côte d’Ivoire, Guinea, Somalia, Tunisia and Zimbabwe – are among the ten most improved countries in Overall Governance, the paper says.

Between the period, Zimbabwe managed to improve on scores in the Safety & Rule of Law category (compared to only 19 over the last decade). The report says 58.5% of Africa’s citizens have experienced improved Safety & Rule of Law over the last five years. SEE GRAPH:

 

Increase in GDP

Of the ten African countries with the largest percentage increase in GDP in the period 2008-2017, only four feature among the ten largest improvers at the category level
over the decade: Kenya, Liberia, Rwanda and Zimbabwe.

 

Absence of Restrictions on Foreign Investment

In terms of Absence of Restrictions on Foreign Investment, only seven countries have shown a positive ten-year trajectory: Guinea (+17.3), Swaziland (+6.0), Zimbabwe (+5.9), Morocco (+1.3), Cabo Verde (+0.5), Rwanda (+0.3) and Benin (+0.2). They host less than one tenth of the continent’s population (7.2%).

 

Reliability of Electricity Supply

Of the 43 countries for which there is data, 25 have improved in the indicator Reliability of Electricity Supply over the decade. This number went up to 29 between 2013-2017. The five largest ten-year improvements are those of Uganda, Senegal, Zimbabwe,
Cabo Verde and Chad (+31.0, +29.6, +28.5, +23.7 and +19.7, respectively). Chad has been the only country to experience yearon-year improvement since the beginning of the time series.

According to the ERA, oil exporters are those African countries with oil exports at least 20 per cent higher than their oil imports. There are strong statistical relationships between Rule of Law and Transparency & Accountability measures and performance in other areas of the IIAG. The indicators Property Rights (r=+0.92) and Sanctions for Abuse of Office (r=+0.85) are the first and third most correlated indicators with Overall Governance. The second most correlated indicator with Overall Governance, Civil Rights & Liberties (r=+0.87), is also the most correlated of the 102 indicators in the IIAG with Rule of Law (r=+0.89).

MALABA-GATE? – Econet Loses Court Bid To Use Kangai Testimony

Econet Wireless’ bid to compel former NetOne chief executive Mr Reward Kangai to testify in the base stations dispute hit a brick wall after the Supreme Court threw out the request as an abuse of the court process.

Econet claims the Zimbabwe Revenue Authority (ZIMRA) was favouring NetOne by allowing it to import its base stations without paying duty while other mobile network operators were obliged to pay import duty.

To that end, Econet sued NetOne and Zimra over discrimination at the Fiscal Appeal Court and obtained an order compelling Mr Kangai to give evidence on how the taxman was showing favour to NetOne.

The Fiscal Appeal Court also ordered Mr Kangai to bring several bulky documents relevant to the case.

“However, NetOne appealed to the Supreme Court arguing that the subpoena issued was too wide and meant to pursue an ulterior motive other than securing relevant evidence.

NetOne also argued that the subpoena issued was in violation of its right to privacy and that it was an abuse of court process.

Advocate Thabani Mpofu, instructed by Mhishi Legal Practice, represented NetOne in the Supreme Court appeal.

The team led by Adv Mpofu convinced the court that the order was indeed incompetent.

Justice Mary Anne Gowora sitting with Justices Susan Mavangira and Ben Hlatshwayo allowed the appeal and set aside the Fiscal Appeal Court decision.

“The instant appeal succeeds. The judgment of the court a quo is set aside and in its place is substituted by the following:

‘The application is granted in terms of the draft order and accordingly:

The subpoena duces tecum issued in this matter by the registrar of the Fiscal Court on the 9th of February, 2015 be and is hereby set aside.
The first respondent (Econet) shall bear the costs of suit.”

Justice Hlatshwayo and Mavangira concurred with the judgment.

The Supreme Court blasted Econet for abusing court process.

“The view I take is that, the subpoena does not constitute a genuine exercise by a litigant to prosecute a dispute. It was not shown in the court below that the subpoena, wide as it is, was necessary for disposing fairly of the cause or matter.

“It cannot be allowed to stand in the circumstances because it is clearly an abuse of process and the court has inherent power to prevent this abuse,” the court ruled.

The base stations dispute will now be heard and determined without hearing evidence from Mr Kangai.- state media

Indonesian Jet Which Crashed Into The Sea Had A Prior Instrument Problem

The Indonesian jet which crashed shortly after take-off had suffered instrument problems the day before, according to a technical log obtained by the BBC.

A technical log from a flight from Bali to Jakarta on Sunday said an instrument was “unreliable” and the pilot had to hand over to the first officer.

The Boeing 737 airliner crashed into the sea with 189 people on board.

It went down after taking off from Jakarta. There is no sign of survivors.

The BBC has so far been unable to reach Lion Air, the low-cost airline which owns the plane, for comment.

Flight JT 610 was headed for the western city of Pangkal Pinang on Monday when it came down. Rescuers have recovered some bodies and personal items, including baby shoes. Families are being told to go to a hospital to identify the dead.

The incident is reported to be the first major accident involving a Boeing 737 Max – an updated version of the 737.

A technical log obtained by the BBC from the plane’s previous flight suggests that the airspeed reading on the captain’s instrument was unreliable, and the altitude readings differed on the captain’s and first officer’s instruments.

“Identified that CAPT [captain’s] instrument was unreliable and handover control to FO [first officer],” the log reads. “Continue NNC of Airspeed Unreliable and ALT disagree.”

The crew decided to continue their flight and landed safely at Jakarta.

Earlier Lion Air Chief Executive Edward Sirait said the plane had had an unspecified “technical issue” when flying from Denpasar in Bali to Jakarta, but he added that this had been “resolved”.

“If the plane was broken, it would have been impossible to clear the plane to fly from Denpasar,” he said. “When we received the flight crew’s report, we immediately fixed the problem.”

The airline operates 11 Boeing 737 Max 8 planes but the others have not had a similar technical problem and there is no plan to ground the fleet, he added.

Flight JT 610 took off from Jakarta at 06:20 on Monday (23:30 GMT on Sunday).

It was due to arrive at Depati Amir airport in Pangkal Pinang an hour later but 13 minutes into the flight, authorities lost contact.

The pilot had asked to return to Jakarta’s Soekarno-Hatta airport, officials say.

Lion Air said in a statement that the pilot and co-pilot had had more than 11,000 flight hours between them.

Three of the crew on board were trainee flight attendants and one was a technician.

Twenty employees from Indonesia’s finance ministry were also on board, the BBC has learned.

A ministry spokesperson said they had worked at the finance ministry offices in Pangkal Pinang but had been in Jakarta for the weekend.

The 737 Max series are the fastest-selling planes in Boeing’s history and there are four models – the Max 7, Max 8, Max 9 and Max 10.

The Boeing 737 Max 8 has been in commercial use since 2016.

The aircraft involved in the crash was made in 2018. It is a single-aisle plane used for short-haul travel.

In a statement, Boeing expressed sympathy for the victims and families and said it stood “ready to provide technical assistance to the accident investigation”.

Australia told government workers and contractors to stop using the airline until the findings of the investigation were out.

Chamisa Pleads With Top MDC Leaders Not To Challenge Him At Congress

Correspondent|MDC leader Nelson Chamisa has appealed to his internal party rivals believed to be Douglas Mwonzora and Elias Mudzuri who are seeking to challenge his position saying it is too early as he is yet to finish the task his predecessor, the late party founding president Morgan Tsvangirai, gave him.

“Tsvangirai left power for me so that I will also pave way for the next leader in that order. We don’t want a situation whereby someone would want to grab from me what I was given by Tsvangirai before I even start the journey he set me to embark on yet you don’t even know what he wanted me to achieve,” Chamisa said.

Chamisa rose to the MDC presidency after Tsvangirai’s death in February amid an acrimonious power struggle with Thokozani Khupe and Elias Mudzuri, both who also claimed to be legitimate heirs to the throne.

The three claimants to the MDC presidency were all Tsvangirai’s deputies.

The power struggle that ensued after Tsvangirai succumbed to cancer of the colon led to the third MDC split with Khupe forming her own political outfit while Mudzuri decided to hang on and fight from within.

With the MDC congress coming next year, jostling for top positions has since begun in earnest with Mudzuri and party secretary-general Douglas Mwonzora reportedly angling to challenge Chamisa.

Addressing party supporters during MDC’s 19th anniversary celebrations at Gwanzura Stadium last week, Chamisa sought to contain the duo’s ambitions by emphasising the need to be united.

“I have told my colleagues in the top leadership that none of us should go wayward because it will be akin to a fish taking itself out of water where it cannot survive. So, we need to continue to follow Tsvangirai’s way, the party’s ways.

“Tsvangirai left power for me so that I will also pave way for the next leader in that order. We don’t want a situation whereby someone would want to grab from me what I was given by Tsvangirai before I even start the journey he set me to embark on yet you don’t even know what he wanted me to achieve.

“Why don’t you wait for me to accomplish that first then I will also show you the way when you eventually take over?” he asked rhetorically.

Meanwhile, Chamisa defended his decision to fire elected mayors in three municipalities saying they were compromised after receiving support from the ruling Zanu PF.

Since the mayoral elections held last month, Chamisa has fired mayors from Victoria Falls, Chegutu and Masvingo and, suspended over 10 councillors on allegations of bringing MDC into disrepute and ridicule by defying party’s directives amongst other charges.

Addressing party supporters who thronged Gwanzura Stadium to commemorate MDC’s 19th anniversary on Saturday, Chamisa justified the move, saying the fired mayors were not the candidates chosen by the party and supporters.

“Some say Chamisa is firing mayors but let me explain the circumstances. We chose mayors by way of interviewing prospective candidates as well as asking residents.

“We came up with our own candidates but some of our councillors chose to do as they please and elected candidates that were backed by Zanu PF.

“We then saw that we can’t have mayors who dance to the tune of Zanu PF hence our decision to fire them.”

Last week, Chamisa fired Victoria Falls mayor Somvelo Dlamini over allegations of bringing the MDC into disrepute by defying party’s directives, causing divisions amongst other charges.

His expulsion came a day after the 40-year-old MDC leader relieved Chegutu mayor Henry Muchatibaya of his duties and suspended six councillors for defying a directive on the mayoral elections.

Masvingo mayor Collin Chiboke was also ordered by the opposition leader to step down over the same allegations levelled against Dlamini and Muchatibaya.

Ugandan Man Arrested For Claiming He Can Cure AIDS, Why Is Magaya Free In Zim

Correspondent|Ugandan Police are holding a man who was arrested over allegations of impersonation and claiming that he can cure HIV/Aids and Hepatitis B.

Emmanuel Ndali was tracked and arrested by Health Monitoring Unit personnel after he had placed posters on electricity poles along Gayaza Road, at Kubiri along Bwaise road and at Makerere University. The posters state that he cures the deadly virus in 15 days and Hepatitis B in 30 days.

“The team successfully tracked him and recovered the said liquid herb in jerrycans together with other sacks of herbs that he allegedly uses to cure the said diseases. We later got to learn that he did not have any background in medicine or pharmacy,” said Mr Emmanuel Ainebyoona, the ministry of health senior public relations officer.

Ndali told detectives that he would prescribe half a cup of the liquid herb to be taken four times a day. Ndali said he was charging Shs1m for each dose; a dose was 10 litres of the liquid and would be collected in two phases in five litre jerrycan for each phase.

“The liquid herbs will be subjected to laboratory tests in order to ascertain whether it has any active ingredient. It is against the law for anyone to manufacture, sell and distribute medicine purported to cure any ailment in humans without approval of the safety, efficiency and standards by National Drug Authority as per NDA Act,” Mr Ainebyoona added.

It is also against the law for anyone to claim to be or offer a service where they lack such qualifications as per the Penal Code Act.

Meanwhile, in Zimbabwe, charismatic leader of a pentecostal group PHD, Walter Magaya, claimed Sunday that he could cure HIV in fourteen days.

The Zimbabwe Association of Doctors for Human Rights (ZADHR) has said it takes great exception to the recent claims by Prophet W Magaya that he has found a cure for HIV and AIDS.

ZADHR acknowledges the prophet’s right to freedom of worship and his entitlements to his beliefs, the doctors said.

However, it is the conviction of ZADHR that any claims to cure HIV must only be made in the presence of irrefutable scientific evidence that is obtained through proper and ethical research methodologies.

Such unverified claims have the potential to increase the number of Anti Retroviral Therapy defaulters, increased risky behaviour practices and exposure to potentially harmful side effects of the herbs.

ED Admits Foreign Medical Trips Hurting Zim Economy

Foreign trips to seek specialised medical attention by Zimbabweans are bleeding the country of the much-needed foreign currency, President Emmerson Mnangagwa has said.

Writing in his weekly column in the State-controlled Sunday Mail newspaper, Mnangagwa, who along with leading figures in his government, have all sought medical treatment outside the country, said the country needed to develop its capacity going forward.

“Many Zimbabweans are turning to foreign countries for specialised healthcare. This is very expensive for our nation,” Mnangagwa said.

Former President Robert Mugabe endured frequent trips to the Far East that gobbled millions from Treasury, while then as Vice-President, Mnangagwa was airlifted to South Africa in August last year after a poisoning scare at a rally in Gwanda.

In June this year, Vice-President Kembo Mohadi and Defence minister Oppah Muchinguri had to be treated in South Africa for injuries sustained in a grenade explosion in Bulawayo, in what authorities claimed was an assassination attempt on Mnangagwa.

Vice-President Constantino Chiwenga was also in South Africa recently for medical treatment along with his wife, Marry, while stricken Foreign Affairs minister Sibusiso Moyo continues to be monitored by doctors from the neighbouring country.

Zimbabwe’s health sector has all, but collapsed under the weight of an economic ruin, lack of funding and neglect under Mugabe’s rule. Mnangagwa said the country’s healthcare lacked the competitiveness “relative to similar services in other countries, developing or developed. But the story goes further than affordability”.

He added that the country was spending double in other countries what it required to resuscitate the local infrastructure.

“It is also about sparse skills in the country, and about poorly-equipped health facilities. Yet what we end up spending on foreign care more than doubles what we need to build these specialist skills, and to equip and stock our specialised hospitals for more advanced interventions,” the President said.

Mnangagwa said it was a shame that the country was still struggling to deal with Stone Age diseases such as cholera in the 21st Century.

“Never again should we be found wanting in building and maintaining infrastructures necessary for delivering safe services to our communities. They deserve better and should always get the best from us.

“The shame of so literate a society succumbing to such a medieval disease should never be suffered again,” he said in reference to a recent cholera outbreak which claimed over 50 lives countrywide.

Ironically, Mnangagwa claimed a government decision to make access to basic health services universal could be behind the current crippling drug shortages. “Yet this laudable decision to offer free health services has had a telling impact on national drug supplies. There is an upsurge in demand for basic health services, all against our limited resources. Our economy, though on a definite rebound, is not yet out of the woods.

“The pressure on health services grows stronger as one scales up the ladder of healthcare, beyond the primary level,” Mnangagwa said. He added that government was now working on a comprehensive plan to resuscitate comatose drug manufacturing companies and create capacity to supply as well as satisfy local and regional markets.

Below is a statement that has been released by medical doctors:
The Zimbabwe Association of Doctors for Human Rights takes great exception to the recent claims by Prophet W Magaya that he has found a cure for HIV and AIDS.

ZADHR acknowledges the prophet’s right to freedom of worship and his entitlements to his beliefs. However it is the conviction of ZADHR that any claims to cure HIV must only be made in the presence of irrefutable scientific evidence that is obtained through proper and ethical research methodologies.

Such unverified claims have the potential to increase the number of Anti Retroviral Therapy defaulters, increased risky behavioural practices and exposure to potentially harmful side effects of the herbs. ZADHR calls upon

1. Prophet Magaya to publicly reverse his claims that he had a cure for HIV and AIDS as there is no empirical research that proves his claims.
2. The Minister of Health Dr Obidiah Moyo to publicly censure Prophet Magaya and also institute an investigation into the safety of the herbs he is claiming to have.
3. The National AIDS Council and all other HIV related civil society groups to warn the public in the potential disastrous effects of these unverified claims.

Provision of accurate health information is a key pillar of the constitutionally enshrined right to health and ZADHR is saddened by this incident.

Norton legislator Temba Mliswa has named his nemesis Chris Mutsvangwa’s son Neville as one of the main actors in the country’s illegal forex dealing ‘cartel’.

This follows Mliswa’s rant against Mutsvangwa after the latter alleged that he was being sponsored by the shadowy Queen B who is belived to be the boss of the illegal forex dealing cartel in Zimbabwe.

Mutsvangwa also claimed Queen B funded Mliswa’s election campaign and ensured his victory.

The government has dispelled claims by popular Harare preacher and Prophetic Healing and Deliverance (PHD) Ministries founder, Prophet Walter Magaya that he discovered a cure for HIV and AIDS saying the alleged medicine has not gone through any medical and clinical tests to prove its effectiveness.

Addressing a media briefing in Harare today, Information, Publicity, and Broadcast Services Minister, Monica Mutsvagwa said government remains concerned by the claims, urging patients currently on antiretroviral treatment to continue taking their medication.

Mutsvangwa said Magaya’s alleged cure has not gone through the medical and clinical tests and trials hence should not be taken seriously.

“The Ministry would like to assure the public that there are processes and procedures that new medicine has to go through before they are recognized as effective and safe for use by patients.

“Medicines go through rigorous tests, including clinical trials which involve the use of the product under strict supervision. If these clinical trials are performed within the country, they are authorized by the Secretary for Health and Child Care,” said Mutsvangwa.

This comes after Magaya made sensational claims during a church service yesterday that he had made a breakthrough in the treatment of HIV/AIDS.

His revelation has however received scorn and spite from Zimbabweans who fear it will encourage unsafe sex at a time the country seems to be winning the battle against the deadly virus.

The country’s prevalence rate is estimated to be around 12% and there have been low HIV/AIDS-related deaths in the past few months.

However, a critical drug shortage exacerbated by empty foreign currency reserves has threatened the well being of people living with HIV.

Meanwhile, Mutsvangwa urged those on anti-retro-viral treatment to continue taking their medication saying any discontinuation without supervision will lead to dire consequences on their health.

No Record To Prove Magaya Drug Went Through Clinical Tests

The government through the Ministry of Health and Child Care has said that it has no record that the alleged cure for HIV/Aids which was announced by Prophet Walter Magaya ever went for any clinical trials.

The Ministry of Health and Child Care noted with concern the claims made in the media on Sunday 28 October 2018 regarding the discovery of a cure for HIV and AIDS.

The Ministry would like to advise the public that there are processes and procedures that new medicines should go through before they are recognized as effective and safe for use by patients.

Medicines go through rigorous tests, including clinical trials, which involve use of the product under strict medical supervision.

This is done prior to registration, and the results are submitted to the Medicines Regulator as evidence of the effectiveness of the medicines.

If the clinical trials are performed within the country these trials are authorised by the Secretary for Health and Child Care. This is to ensure that patients receive safe,
effective and reliable medicines.

Chamisa Gives State Security Agents Sleepless Nights

State security agents are on high alert to deal with opposition MDC Alliance leader Nelson Chamisa’s threat to unseat President Emmerson Mnangagwa, a top government official warned yesterday.

This came after Chamisa on Saturday told thousands of his supporters at the opposition party’s 19th anniversary celebrations at Gwanzura Stadium in Harare that plans were afoot to pile pressure on Mnangagwa and force him out before year-end.

Mnangagwa won presidential elections in July with a 50,67% margin against Chamisa’s 44,3%, but the opposition leader rejected the presidential result, arguing Zanu PF and the Zimbabwe Electoral Commission had colluded to give the ruling party candidate an undeserved “win”.

Chamisa challenged the result at the Constitutional Court, but lost the petition on a technicality after he failed to back his case with primary evidence.

But the youthful politician has insisted that he was the July 30 poll winner and, at the weekend, threatened to organise a march to Mnangagwa’s official residence to “unseat him”.

Information deputy minister Energy Mutodi warned of dire consequences if Chamisa carried out his threat.

“The State security apparatus is on high alert and is prepared to deal with any incidences of violence and public disorder,” Mutodi said.

“Let those mulling to cause anarchy and to disturb peace be warned that they will live to regret, as the full wrath of the law will catch up with them.”

Chamisa hinted that he was secretly plotting a march against Mnangagwa.

“We are going to be organising ourselves internally, then we go to programmes that we want to do throughout the country from next week,” the youthful leader said.

“I will be going to every area, where I will be setting out the plan, something big in this country — hold your cards on the intended march to State House from this venue.”

The protests, Chamisa told cheering supporters, would be modelled along the Arab Spring that toppled dictators in Egypt, Tunisia and Algeria in 2011.
The opposition leader said once all was in place, there would be no holding back.

“When we do this, we want to have a clear plan on what date we start and to the day we end. We will not go back home until we achieve the intended plan. We will show Mnangagwa the power that people have,” he threatened.

Mnangagwa has rejected Chamisa’s demands for a transitional authority to facilitate the reform agenda and level the political playfield.

According to Chamisa, Mnangagwa reneged on an agreement made with the late former Prime Minister Morgan Tsvangirai to set up a transitional government, a move that would have suspended the July 30 elections for an agreed period.

Police, CIO Descend on Singer Sandra Ndebele

Sandra Ndebele has confirmed that the $80 000 (bond) and US$8 330 which was stolen is her money but insists that she is not a money changer.

This comes after her money mysteriously got stolen under her employees nose while bringing it back to Mrs Ndebele after making illegal Forex deals.

“I am not an illegal money changer, but I am a musician who doubles as a businesswoman. Sandra said she has been silent all along but she has released that these people are up to no good.

“It’s a fact that the money which was stolen was mine and I want it back like now. There is something I don’t understand about this whole issue. The incident happened on a Monday and Moyo chose to report the matter to the police two days later.

“Now you find the police and State agents asking me where I got the money instead of investigating the theft of my hard-earned money. I am now left with no option but to approach the civil court for recourse to recover the money.”

Chihuri, Tomana On Trial Over Harassment Of Mahlangu

Jane Mlambo| High Court Judge Justice Philda Muzofa will on Wednesday 31 October 2018 preside over the trial of some Zimbabwe Republic Police (ZRP) officers, who are being sued by human rights lawyer Mordecai Mahlangu for the harassment he suffered when he was arrested in 2009 while conducting his professional duties.

Mahlangu, the Board Chairperson for Zimbabwe Lawyers for Human Rights (ZLHR), was placed under arrest and spent one night at Harare Central Police Station cells in 2009 on a trumped up charge of attempting to defeat the due course of justice. In summons filed at the High Court, the human rights lawyer argued that his arrest in 2009 was not warranted as he was acting purely as a legal practitioner giving advice in accordance with his professional requirements. The charge arose from his representation of Michael Peter Hitschmann, who was a witness in the late Roy Bennett’s trial at the High Court.

Mahlangu has cited ZRP officers Henry Sostane Dowa and Clever Ntini, who were the arresting officers at the time of his persecution, Augustine Chihuri, who was the Commissioner-General at the time of his arrest, Johannes Tomana, the former Attorney-General and former co-Ministers of Home Affairs Kembo Mohadi and Theresa Makone as defendants. He is suing the defendants in their personal capacity.

Court Sets Free Man Charged Over Mnangagwa Portrait

Jane Mlambo| Bulawayo Magistrate Rachel Mukanga has set free Wisdom Mkwananzi, a man who was arrested last week and charged with undermining authority of or insulting President Emmerson Mnangagwa.

Magistrate Mukanga ordered Mkwananzi to pay $200 bail, report at Bulawayo Central Police Station once a week, reside at his given residential address and not to interfere with witnesses.

Mkwananzi was arrested by Zimbabwe Republic Police (ZRP) officers on Friday 26 October 2018 and charged with undermining authority of or insulting President Mnangagwa as defined in section 33(1)(a) of the Criminal Law (Codification and Reform) Act Chapter 9:23 after he allegedly stated during a public hearing conducted at Rainbow Hotel in Bulawayo by the Commission of Inquiry into the 01 August 2018 killing of civilians, that he had been orphaned because the ZANU PF party leader had masterminded the killing of his parents during the Gukurahundi mass killings in the early 80’s.

The law enforcement agents alleged that the 32 year-old Mkwananzi, allegedly pointed at President Mnangagwa’s portrait, which was pasted onto the wall during his testimony before the former South African leader Kgalema Motlanthe-led Commission of Inquiry into the post-election violence and stated that “I am an orphan because of this man, he killed my parents.”

ZRP officers charged that by uttering such a statement, Mkwananzi, who was represented by Jabulani Mhlanga and Tinashe Runganga of Zimbabwe Lawyers for Human Rights (ZLHR), engendered a feeling of hostility towards or caused hatred or ridicule of President Mnangagwa. Mkwananzi was also charged with lying under oath as defined in section 10 of the Justice of Peace and Commissioners of Oaths Act Chapter 7:09.

The police officers claimed that Mkwananzi unlawfully and intentionally supplied a false name to the Commission of Inquiry after he allegedly told the probe team that his name is Siphatha Mandla, which is different from the name, which appears on his national identity card. Mkwananzi also faces a third charge of assault as defined in section 89 of the Criminal Law (Codification and Reform) Act, where ZRP officers alleged that he intentionally bit Luckmore Dube once on the right hand intending to cause bodily harm.

Mkwananzi was remanded out of custody to Tuesday 13 November 2018.

Apologise For Insulting Vendors, MDC Councillor Tells Zanu PF MP

Terrence Mawawa| Youthful MDC Alliance councillor for ward 18 Chiredzi West, Gilbert Mutubuki, has said Zanu PF MP for that constituency, Farai Musikavanhu must swallow his pride and apologise for insulting vendors.

Last week Musikavanhu said vendors were filthy such that they should bath properly.

“Instead of addressing the problems affecting Chiredzi town Musikavanhu chose to go to town and regrettably insulted vendors.

Musikavanhu has to be cognisant of the fact that vendors are suffering, just like all ordinary Zimbabweans.

Why did he choose to segregate and denigrate vendors on the basis of social classes?” argued Mutubuki.

He added: “Sadly Musikavanhu purports to be a Christian and we do not expect such remarks from a who is highly respected in the community.”

ZIMSEC Warns Of Fake Exam Papers In Circulation

In a statement, ZIMSEC Council has warned candidates not to buy fake examination papers in preparation for their exams.
Part of the statement reads:We would like to inform our valued
candidates and members of the public that there are some fake examination papers that are being circulated by fraudsters who want to steal from unsuspecting candidates. Genuine candidates have no time to follow fake papers that do not assist
them.
In an interview with Chronicle, President of the Progressive Teachers Union of Zimbabwe
(PTUZ) Mr Takavafira Zhou said the union deployed individuals to investigate and establish the specific exam papers circulating.

Opposition Lacks Winning Strategy: Nyagomo

Nyagomo is generally regarded as an enigmatic political figure given her ideological inconsistency.

However she is also revered by her supporters who believe she is a bold and tough talking politician.

In her Facebook message yesterday Nyagomo said the main opposition party, MDC Alliance would not succeed in its political endeavours due to what she described as “lack of winning strategies.”

Zanu PF Manicaland Implodes

KNIVES have been drawn against Zanu PF Manicaland political commissar Gift Kagweda, with some provincial executive committee members (PEC) calling for his suspension after he wrote to the party’s national leadership and war veterans’ national association, claiming a vote of no confidence against the Mike Madiro provincial leadership.

Kagweda is the war veterans chairman in Manicaland and doubles as the party’s provincial political commissar.

In September, he wrote a letter to the Zanu PF party leadership against the Madiro leadership, whom war veterans accused of being incompetent.

He accused the leadership of making President Emmerson Mnangagwa unpopular in the province after drawing fewer votes than MDC Alliance president Nelson Chamisa in the July 30 harmonised elections.

Kagweda’s matter was debated at a provincial executive committee meeting held in Mutare on Friday, which he did not attend.

Committee members were angry that Kagweda, for the umpteenth time failed to attend the meeting despite holding a key position.

A provincial executive member Masimbamakuru Kangai from Buhera district told the meeting that Kagweda had turned against the provincial leadership.

“He (Kagweda) is the political commissar of the party in the province and is against the leadership. Can we work with him? He should be suspended, indeed, this is a key position and we can’t work with such a political commissar,” he said.

Another member, Richard Mandiwanzira from Nyanga district, told the meeting that some members were being bribed to turn against the provincial leadership.

“It’s now too much. Can we continue to tolerate this. No l don’t think so, the provincial political commissar is not attending meetings. l am told that some members in the party are being given money through EcoCash transactions,” he said.

Some war veterans in the PEC also recommended the suspension of Kagweda.

Madiro, however, stamped his authority, claiming that there was need to set up a committee led by war veterans to engage Kagweda.

“It is not nice to fight each other in the party, we need to grow as a political party. We need to engage Cde Kagweda to see what is happening and we are going to set up a committee led by war veterans, who will meet our political commissar,” he said.

Kagweda yesterday claimed he was only representing a Zanu PF constituency.

By Own Correspondent| The government of Zimbabwe is set to issue a statement on claims by PHD leader Prophet Walter Magaya that he has found a cure for HIV.

The ministry of information and publicity (Monday) revealed that government through the ministry of Health and Child Care will issue a press statement on the matter.

Said the information ministry in a tweet: “Government has noted concerns from various stakeholders on the claims by PHD Ministries leader, Walter Magaya, that he had found a “cure” for HIV & cancer. Government, through the @MoHCCZim, will issue a statement on the matter today.”

Journalists Ejected Out Of ED, Business Leaders State House Meeting

By Own Correspondent| President Emmerson Mnangagwa today ejected journalists hoping to cover an emergency meeting between the presidium and business leaders at State House.

The emergency meeting, comes at the back drop of increasing prices and shortage of basic commodities, a development which has seen government temporarily suspending SI122.

Said Mnangagwa to journalists shortly before the meeting commenced:

“Today i give industry the opportunity to interact with government. But to do so, the media should go away.”

Journalists from the national broadcaster, ZBC, who in the past have been given preferential treatment at government functions ahead of the private media were also told to leave.

Scribes spent the whole morning camped outside the first citizen’s residence where Mnangagwa was having a tete-  a- tete with the country’s business moguls.

Mavhaire Trashes Liberation War Credentials

Outspoken former Zanu PF politburo member, Dzikamai Mavhaire has ripped into President Emmerson Mnangagwa and the ruling party for perpetuating the liberation war credentials narrative saying holding a gun should not be a guarantee to good leadership skills.

Addressing thousands of MDC supporters who attended the party’s 19th anniversary celebrations at Gwanzura Stadium on Saturday, the outspoken former Energy minister ripped into his former party for collapsing the economy.

“Kana munhu akagona kuridza pfuti hazvirevi kuti unogona kutonga nyika.  Munhu akagona kusungura nyika hazvirevi kuti aakugona kudeveloper nyika (If one is able to operate a rifle it does not translate to him being a good leader. If one is bale liberate the country it does not mean he is able to develop the country)” said Mavhaire.

He urged the opposition MDC to keep fighting for state power, citing the fall of other liberation movements in Africa including Zambia’s UNIP and Malawi Congress Party which lost elections.

“The country belongs to everyone don’t be fooled nothing exists forever.  Zambia’s UNIP is no longer there but it is the one that liberated that country. Malawi Congress Party also is no longer there but it is the one that liberated that country. Zanu PF will go because the people of Zimbabwe are tired,  vanhu havachada!” Mavhaire added.

The MDC anniversary also saw other ex Zanu PF members including Shadreck Mashayamombe, Jeppy  Jaboon and Kudakwashe Bhasikiti among others endorsing the opposition party’s narrative that the 30 July 2018 presidential elections were rigged.

ZRP, Money Changers Wars Intensify

By Own Correspondent| Zimbabwe Republic Police has deployed police details to areas where forex dealers usually operate, intensifying its campaign against illegal foreign currency dealers and motorists driving unregistered vehicles.

The move, aims at bringing sanity on the streets and on the roads.

Several dealers were arrested in Bulawayo, Harare and other towns and many are now playing hide and seek with the law enforcement agents.

The ZRP is conducting the operation with other relevant stakeholders who are in plain clothes.

About 170 illegal foreign currency dealers have so far been arrested countrywide since last week as police intensify the campaign against currency trading which caused volatility in the prices of basic commodities.

Police said they launched the operation against the illegal currency traders because they posed a serious security and economic threat to the country.

Last Wednesday, national police spokesperson Assistant Commissioner Paul Nyathi said they were conducting the operation together with other relevant stakeholders.

“The Zimbabwe Republic Police, having noted that activities by illegal foreign currency dealers were posing a serious security and economic threat to the country, embarked on a countrywide operation meant to enforce Statutory Instrument 122A of 2017, Exchange Control (Amendment) Regulations, 2017 (No.5), which criminalises the illegal trading in foreign currency,” he said.

Asst Comm Nyathi said the operation would continue until there was sanity in all towns and cities.

The arrests also came as President Mnangagwa last weekend said he would invoke the Presidential Powers (Temporary Measures) Act to introduce tough regulations to bring currency manipulators to book.

Meanwhile, police said they had increased patrols and stop and search blitz to curb carjacking cases.

Bulawayo Man Detained Over Mnangagwa Portrait

Zimbabwe Republic Police (ZRP) officers on Friday 26 October 2018 arrested a Bulawayo man, Wisdom Mkwananzi and charged him with undermining authority of or insulting President Mnangagwa as defined in section 33(1)(a) of the Criminal Law (Codification and Reform) Act Chapter 9:23 after he allegedly stated during a public hearing conducted at Rainbow Hotel in Bulawayo by the Commission of Inquiry into the 01 August 2018 killing of civilians, that he had been orphaned because the ZANU PF party leader had masterminded the killing of his parents during the Gukurahundi mass killings in the early 80’s.

The law enforcement agents alleged that the 32 year-old Mkwananzi, allegedly pointed at President Mnangagwa’s portrait, which was pasted onto the wall during his testimony before the former South African leader Kgalema Motlanthe-led Commission of Inquiry into the
post-election violence and stated that “I am an orphan because of this man, he killed my parents.”

ZRP officers charged that by uttering such a statement, Mkwananzi, who was represented by Jabulani Mhlanga and Tinashe Runganga of Zimbabwe Lawyers for Human Rights (ZLHR), engendered a feeling of hostility towards or caused hatred or ridicule of President Mnangagwa.

Mkwananzi was also charged with lying under oath as defined in section 10 of the Justice of Peace and Commissioners of Oaths Act Chapter 7:09.

The police officers claimed that Mkwananzi unlawfully and intentionally supplied a false name to the Commission of Inquiry after he allegedly told the probe team that his name is Siphatha Mandla, which is different from the name, which appears on his national identity card.

Mkwananzi also faces a third charge of assault as defined in section 89 of the Criminal Law (Codification and Reform) Act, where ZRP officers alleged that he intentionally bit Luckmore Dube once on the right hand intending to cause bodily harm.

Mkwananzi, who appeared in court on Saturday 27 October 2018, returns to court on Monday 29 October 2018 for a determination of his bail
application.

Mkwananzi becomes the second man to be charged with undermining authority of or insulting President Mnangagwa inside one month after ZRP officers arrested Alexander Samuel Chidzedzere of Kariba in Mashonaland West province early this month, and charged him with undermining authority or insulting President Mnangagwa after he alleged that the ruling ZANU PF party had won the 30 July harmonised elections through rigging.

Meanwhile, ZLHR lawyers on Saturday 27 October 2018 secured the release on bail of three Bulawayo men Marshal Sibanda, Welcome Moyo and Venat Ncube, who were arrested on Friday 26 October 2018 and charged with committing public violence as defined in section 36(1)(a) of the Criminal Law (Codification and Reform) Act Chapter 9:23.

The trio was also charged with disrupting a public gathering as defined in section 44(a) Criminal Law (Codification and Reform) Act Chapter 9:23 after they allegedly engaged in a disorderly and riotous conduct intending to disrupt the Commission of Inquiry proceedings.

Sibanda, Moyo and Ncube were granted $150 bail each and remanded to 13 November 2018 for commencement of their trial.

The 2018 report however strictly relates to the MDC (Tsvangirai) Government Of National Unity period and just afterwards, the 2007 to 2017 era: in essence being the Tsvangirai, Mugabe season.

The report features Zimbabwe rising above the whole of Africa on nearly all fronts on governance, business culture development, and GDP, the latter which sees the Mugabe managed country being one of only four countries who are the largest largest improvers at the category level over the decade: Kenya, Liberia, Rwanda and Zimbabwe.

Zimbabwe was ranked in a small group of successful nations as seen in the printouts provided in this ZimEye news review article.

Improvement in Safety & Rule of Law

Five of the ten most improved countries in Rule of Law – Côte d’Ivoire, Guinea, Somalia, Tunisia and Zimbabwe – are among the ten most improved countries in Overall Governance, the paper says.

Between the period, Zimbabwe managed to improve on scores in the Safety & Rule of Law category (compared to only 19 over the last decade). The report says 58.5% of Africa’s citizens have experienced improved Safety & Rule of Law over the last five years. SEE GRAPH:

Of the ten African countries with the largest percentage increase in GDP in the period 2008-2017, only four feature among the ten largest improvers at the category level
over the decade: Kenya, Liberia, Rwanda and Zimbabwe.

In terms of Absence of Restrictions on Foreign Investment, only seven countries have shown a positive ten-year trajectory: Guinea (+17.3), Swaziland (+6.0), Zimbabwe (+5.9), Morocco (+1.3), Cabo Verde (+0.5), Rwanda (+0.3) and Benin (+0.2). They host less than one tenth of the continent’s population (7.2%).

 

Reliability of Electricity Supply

Of the 43 countries for which there is data, 25 have improved in the indicator Reliability of Electricity Supply over the decade. This number went up to 29 between 2013-2017. The five largest ten-year improvements are those of Uganda, Senegal, Zimbabwe,
Cabo Verde and Chad (+31.0, +29.6, +28.5, +23.7 and +19.7, respectively). Chad has been the only country to experience yearon-year improvement since the beginning of the time series.

The second most correlated indicator with Overall Governance, Civil Rights & Liberties (r=+0.87), is also the most correlated of the 102 indicators in the IIAG with Rule of Law (r=+0.89).

Fresh Details Emerge As Mutsvangwa Exposes RBZ, Kudakwashe Tagwirei Union On Foreign Currency

By Own Correspondent| Christopher Mutsvangwa, special advisor to President  has accused Sakunda Holdings owner Kudakwashe Tagwirei of receiving the bulk of the foreign currency allocations from the Reserve Bank of Zimbabwe yet he does not earn any forex himself.

Mutsvangwa said that Tagwirei’s business takes away money from the people who earn the actual foreign currency such as tobacco farmers and gold panners.

Mutsvangwa also alleged that Tagwirei of running a virtual monopoly in the fuel industry said that Tagwirei should source his own foreign currency and not rely on the RBZ.

One of the biggest producers of fertliser, Chemplex is reeling under financial challenges and its main investor, the Industrial Development Corporation (IDC) recently announced plans to sell controlling stake in the company.

Responding to the proposed plan, Mr Mazepin arrived in the country on Sunday with his main mission being to inject fresh capital in the company subject to talks by the regulatory authorities including senior government officials this week.

“We shall see but I am really serious over the plan. Russia is ready to invest in the country,” noted Mr Mazepin, who is also the Chairperson of the Russia Zimbabwe Business Council.-StateMedia

NAC Encourages Clinical Trials For Magaya’s HIV/AIDS Cure Herbs

By Own Correspondent| The National Aids Council (NAC) has added their voice over claims by Prophetic Healing and Deliverance Ministries leader Walter Magaya urging him to subject his herbs which he claims can cure HIV and Aids to rigorous tests.

NAC said that Magaya’s drugs must undergo clinical trials before it can be approved.

On Sunday, Magaya claimed he had found a cure for HIV and AIDS after he conducted two years worth of research together with his Indian partners.

National Aids Council chief executive officer Tapuwa Magure told a local publication:

“I have just heard the prophet’s assertions. Every clinical trial or experiment on human beings has to undergo rigorous tests before it is approved by the medical research council of a country, including Zimbabwe.

The studies must be ethical, not exploiting the subjects and not subjecting them to poisons.

I am not aware of any such clinical trial having being approved in Zimbabwe and also of any such study having gone on here.

The prophet must really provide all this data to prove that a scientific trial has really taken place and show the results…so far, there is no cure for HIV.”-Newsday

Home Affairs Minister’s Very Humiliating Sex Tape With Wife Hits Social Media, Claims Bribery

By Paul Nyathi|South African Home Affairs Minister Malusi Gigaba has revealed that a tape containing material “of a sexual nature” is circulating in political circles and has been used in blackmail and extortion attempts against him. Gigaba said the video was stolen from his cellphone and that he became aware of this just before his appointment as finance minister in March, 2017.

In a series of tweets on Sunday morning, Gigaba said the tape was stolen during a phone hacking incident in 2016 or 2017, and that its content was only meant to be viewed by his wife and himself.

CIOs Troll Chamisa Over Plans To Unseat ED

State security agents are on high alert to deal with opposition MDC Alliance leader Nelson Chamisa’s threat to unseat President Emmerson Mnangagwa, a top government official warned yesterday.

This came after Chamisa on Saturday told thousands of his supporters at the opposition party’s 19th anniversary celebrations at Gwanzura Stadium in Harare that plans were afoot to pile pressure on Mnangagwa and force him out before year-end.

Mnangagwa won presidential elections in July with a 50,67% margin against Chamisa’s 44,3%, but the opposition leader rejected the presidential result, arguing Zanu PF and the Zimbabwe Electoral Commission had colluded to give the ruling party candidate an undeserved “win”.

Chamisa challenged the result at the Constitutional Court, but lost the petition on a technicality after he failed to back his case with primary evidence.

But the youthful politician has insisted that he was the July 30 poll winner and, at the weekend, threatened to organise a march to Mnangagwa’s official residence to “unseat him”.

Information deputy minister Energy Mutodi warned of dire consequences if Chamisa carried out his threat.

“The State security apparatus is on high alert and is prepared to deal with any incidences of violence and public disorder,” Mutodi said.

“Let those mulling to cause anarchy and to disturb peace be warned that they will live to regret, as the full wrath of the law will catch up with them.”

Chamisa hinted that he was secretly plotting a march against Mnangagwa.

“We are going to be organising ourselves internally, then we go to programmes that we want to do throughout the country from next week,” the youthful leader said.

“I will be going to every area, where I will be setting out the plan, something big in this country — hold your cards on the intended march to State House from this venue.”

The protests, Chamisa told cheering supporters, would be modelled along the Arab Spring that toppled dictators in Egypt, Tunisia and Algeria in 2011.
The opposition leader said once all was in place, there would be no holding back.

“When we do this, we want to have a clear plan on what date we start and to the day we end. We will not go back home until we achieve the intended plan. We will show Mnangagwa the power that people have,” he threatened.

Mnangagwa has rejected Chamisa’s demands for a transitional authority to facilitate the reform agenda and level the political playfield.

According to Chamisa, Mnangagwa reneged on an agreement made with the late former Prime Minister Morgan Tsvangirai to set up a transitional government, a move that would have suspended the July 30 elections for an agreed period.

Doctors Fume Over Magaya’s Claims On HIV/ AIDS Cure

By Own Correspondent| The Zimbabwe Association of Doctors for Human Rights has called on Prophet Walter Magaya to publicly reverse his claims that he had a cure for HIV and AIDS as there is no empirical research that proves his claims.

According to a statement by the doctors, Prophet Magaya’ s claims have the potential to increase the number of Anti Retroviral Therapy defaulters, increased risky behavior practices and expose patients to potentially harmful side effects of the herbs.

Said ZADHR in a statement:

“The ZADHR takes great exception to the recent claims by Prophet W Magaya that he has found a cure for HIV and AIDS.

ZADHR acknowledges the prophet’s right to freedom of worship and his entitlements to his beliefs.

However it is the conviction of ZADHR that any claims to cure HIV must only be made in the presence of irrefutable scientific evidence that is obtained through proper and ethical research methodologies.

Such unverified claims have the potential to increase the number of Anti Retroviral Therapy defaulters, increased risky behavior practices and exposure to potentially harmful side effects of the herbs.

ZADHR therefore calls upon:

1. Prophet Magaya to publicly reverse his claims that he had a cure for HIV and AIDS as there is no empirical research that proves his claims.
2. The Minister of Health Dr Obidiah Moyo to publicly censure Prophet Magaya and also institute an investigation into the safety of the herbs he is claiming to have.
3. The National AIDS Council and all other HIV related civil society groups to warn the public in the potential disastrous effects of these unverified claims.

Provision of accurate health information is a key pillar of the constitutionally enshrined right to health and ZADHR is saddened by this incident.”

Man Detained Over Mnangagwa Portrait As Court Sets Free Trio Arrested For Disrupting Post-Election Probe Meeting

Authorities have stepped up their crackdown against perceived opponents of President Emmerson Mnangagwa after arresting and charging a Bulawayo man with undermining authority of or insulting the ZANU PF party leader.

Zimbabwe Republic Police (ZRP) officers on Friday 26 October 2018 arrested Wisdom Mkwananzi and charged him with undermining authority of or insulting President Mnangagwa as defined in section 33(1)(a) of the Criminal Law (Codification and Reform) Act Chapter 9:23 after he allegedly stated during a public hearing conducted at Rainbow Hotel in
Bulawayo by the Commission of Inquiry into the 01 August 2018 killing of civilians, that he had been orphaned because the ZANU PF party leader had masterminded the killing of his parents during the Gukurahundi mass killings in the early 80’s.

The law enforcement agents alleged that the 32 year-old Mkwananzi, allegedly pointed at President Mnangagwa’s portrait, which was pasted onto the wall during his testimony before the former South African leader Kgalema Motlanthe-led Commission of Inquiry into the
post-election violence and stated that “I am an orphan because of this man, he killed my parents.”

ZRP officers charged that by uttering such a statement, Mkwananzi, who was represented by Jabulani Mhlanga and Tinashe Runganga of Zimbabwe Lawyers for Human Rights (ZLHR), engendered a feeling of hostility towards or caused hatred or ridicule of President Mnangagwa.

Mkwananzi was also charged with lying under oath as defined in section 10 of the Justice of Peace and Commissioners of Oaths Act Chapter 7:09.

The police officers claimed that Mkwananzi unlawfully and intentionally supplied a false name to the Commission of Inquiry after he allegedly told the probe team that his name is Siphatha Mandla, which is different from the name, which appears on his national identity card.

Mkwananzi also faces a third charge of assault as defined in section 89 of the Criminal Law (Codification and Reform) Act, where ZRP officers alleged that he intentionally bit Luckmore Dube once on the right hand intending to cause bodily harm.

Mkwananzi, who appeared in court on Saturday 27 October 2018, returns to court on Monday 29 October 2018 for a determination of his bail application.

Mkwananzi becomes the second man to be charged with undermining

authority of or insulting President Mnangagwa inside one month after ZRP officers arrested Alexander Samuel Chidzedzere of Kariba in Mashonaland West province early this month, and charged him with undermining authority or insulting President Mnangagwa after he alleged that the ruling ZANU PF party had won the 30 July harmonised elections through rigging.

Meanwhile, ZLHR lawyers on Saturday 27 October 2018 secured the release on bail of three Bulawayo men Marshal Sibanda, Welcome Moyo and Venat Ncube, who were arrested on Friday 26 October 2018 and charged with committing public violence as defined in section 36(1)(a) of the Criminal Law (Codification and Reform) Act Chapter 9:23.

The trio was also charged with disrupting a public gathering as defined in section 44(a) Criminal Law (Codification and Reform) Act Chapter 9:23 after they allegedly engaged in a disorderly and riotous conduct intending to disrupt the Commission of Inquiry proceedings.

Sibanda, Moyo and Ncube were granted $150 bail each and remanded to 13 November 2018 for commencement of their trial.

Tagwirei Showers Presidium And Senior Gvnt Officials With Luxury Vehicles

By Own Correspondent| Sakunda Holdings owner Kudakwashe Tagwirei is reported to have bought luxury cars worth millions of dollars for President Emmerson Mnangagwa, Vice Presidents Constantino Chiwenga and Kembo Mohadi as well as their wives and other top government officials.

The cars did not pay any duty as they were said to be part of the Command Agriculture Program.

A local daily reported that Tagwirei also imported three luxury cars for himself which were also exempted from paying duty.

President Emmerson Mnangagwa’s spokesperson George Charamba refused to comment on the matter and referred all questions to Agriculture Minister retired Air Chief Marshal Perrance Shiri, who is alleged to be one of the beneficiaries.

Shiri confirmed that the government received the luxury cars but denied reports that some of the cars were allocated to Mnangagwa and his deputies.

Said Shiri:

“The vehicles are for Command Agriculture. I have the register of all the vehicles under the Command Agriculture scheme.

You can come to my office and I will show you…About those you say were given to the President and others, I don’t know. It’s not true.”

Other people named as beneficiaries include Chief Secretary to President and Cabinet Misheck Sibanda and Deputy Chief Secretary Justin Mupamhanga.

Special advisor to President Emmerson Mnangagwa, Christopher Mutsvangwa alleged that Tagwirei is blocking all efforts to ease the country’s fuel problems by building a second pipeline from Beira.

According to Mutsvangwa, Tagwirei has a virtual monopoly on the fuel industry and is the only person “eating” for everyone.-Newsday

SOUTH AFRICA’S Home Affairs Minister Malusi Gigaba has admitted recording a sex tape with his wife but says the explicit material was part of his privacy which should not be shared with anyone else.

Gigaba revealed weekend that a tape containing material “of a sexual nature” was circulating in political circles and has been used in blackmail and extortion attempts against him.

The minister said the video was stolen from his cell phone and that he became aware of this just before his appointment as finance minister in March, 2017.

In a series of tweets on Sunday morning, Gigaba said the tape was stolen during a phone hacking incident in 2016 or 2017, and that its content was only meant to be viewed by his wife and himself.

They should abandon murder, Vice President Chiwenga should regret the murder that the state has committed first before he touches servants of God”

“There are others who are now calling themselves prophets,” said VP Chiwenga.

“Aripo uyo anonzi ani, Talent (Muzuva) (there is this one called Talent Muzuva). That should come to an end today. Zvatoperera pano (It has ended here). We don’t have that culture where one moves around attacking leaders under the guise of preaching the word of God. God does not say move around attacking other people.

“We want people to go to church and pray to God. This habit of using the name of the church to extort money is not good. Government’s Command Agriculture benefactor Kudakwashe Tagwirei reportedly splashed millions of scarce United States dollars on luxury vehicles for President Emmerson Mnangagwa and his deputies, Constantino Chiwenga and Kembo Mohadi, as well as their spouses and several other top government officials, NewsDay has learned.

Tagwirei reportedly bought the top-of-the-range Lexus vehicles for Mnangagwa, First Lady Auxillia, Chiwenga and his wife, Marry, as well as Mohadi, while several government officials received V8 Toyota Land Cruiser vehicles ahead of the disputed July 30 elections won by Zanu PF.

It is understood that the vehicles were brought into the country under the government’s ambitious Command Agriculture scheme and were reportedly exempted from paying import duty.

Tagwirei, the owner of Sakunda Petroleum, which is in a 50-50 partnership with Trafigura, a Singaporean company with vast interests in the fuel industry across the globe, allegedly seized the opportunity to also import three Lexus vehicles for himself, while two of his business allies also capitalised on the avenue.

ARE THEY TELLING THE TRUTH? – State Media Alleges: Vic Falls Residents Are Demanding That Chamisa Must Reinstate Fired Mayor

The State Media reports claiming that: MDC leader Nelson Chamisa has set himself on a collision course with his supporters and Victoria Falls residents who have rejected the Mayor he forced on them and demanded that he reinstates the elected Mayor that he fired last week.

The below state media article however, does not at all reveal how many so called residents have made these calls, a factor which casts serious doubt on the allegation that Chamisa has fallen out of favour with the town.

Angry residents convened a meeting on Friday where they castigated Chamisa and his party for meddling in council business.

The residents have demanded the reinstatement of Mayor Councillor Somvelo Dlamini who Chamisa fired and installed his favorite, Margaret Valley, as Mayor.

The Nelson Chamisa led party fired Clr Dlamini on Wednesday on allegations of bringing the party into disrepute by defying directives and undermining protocol among other charges.

Clr Dlamini contested and won the mayor’s post against the party preferred candidate Clr Margaret Valley.

Residents said the resort town council had been ‘captured’ by a cartel of councillors with personal interests.

They resolved to stage a peaceful march this week to force for the reinstatement of Clr Dlamini.

“We voted for councillors so they can vote for a mayor which they did. Now we have three councillors and some people who want him out. Victoria Falls has been ‘captured’ by a few evil and greedy people and we need to stand up and fight for our rights,” said a resident Mr Trymore Ndolo.

Another resident concurred, accusing ‘outsiders’ of pushing a selfish agenda to take over Victoria Falls.

“We want a person with our interests at heart not a foreigner to lead us. That is why we rallied behind Dlamini because he is a local. If Chamisa thinks whoever they want to impose will occupy that office he has to think twice,” he said.

The residents association was tasked to organise the demonstration.

“We didn’t go to vote in Harare and why should we be ruled through a directive from Chamisa. We got to know Chamisa through Dlamini and all we want now is for Chamisa to reinstate him,” said one of the residents.

State Capture As “Queen Bee” Buys Top Range Vehicles For Mnagagwa, Chiwenga, Mohadi And Their Wives

From A Correspondent|Fears have been raised that both ZANU-PF and the government have long been captured by fuel mogul Kudakwashe Tagwirei as it emerged that Tagwirei reportedly bought the top-of-the-range Lexus vehicles for Mnangagwa, First Lady Auxillia, Chiwenga and his wife, Marry, as well as Mohadi, while several government officials received V8 Toyota Land Cruiser vehicles ahead of the disputed July 30 elections won by Zanu PF.

Tagwirei, who is the Command Agriculture benefactor, reportedly splashed millions of scarce United States dollars on luxury vehicles for President Emmerson Mnangagwa and his deputies, Constantino Chiwenga and Kembo Mohadi, as well as their spouses and several other top government officials.

It is understood that the vehicles were brought into the country under the government’s ambitious Command Agriculture scheme and were reportedly exempted from paying import duty.

Tagwirei, the owner of Sakunda Petroleum, which is in a 50-50 partnership with Trafigura, a Singaporean company with vast interests in the fuel industry across the globe, allegedly seized the opportunity to also import three Lexus vehicles for himself, while two of his business allies also capitalised on the avenue.

The businessman did not comment despite several follow-ups and text messages.

Mnangagwa’s spokesperson George Charamba refused to comment, saying it was not a government issue.

“It is not a government issue. I am not the spokesperson of Command Agriculture. Talk to (Agriculture) minister Perrance Shiri,” he said.

Shiri confirmed that his ministry took delivery of the top-of-the-range cars, saying these were imported for the Command Agriculture programme.

He, however, denied reports that some of the vehicles found their way to the Presidium.

“The vehicles are for Command Agriculture. I have the register of all the vehicles under the Command Agriculture scheme. You can come to my office and I will show you,” Shiri, who is also reportedly a beneficiary of the vehicles, said.

“About those you say were given to the President and others, I don’t know. It’s not true.”

However, well-placed sources in government revealed that Shiri himself benefited, as he also received an upmarket Land Cruiser.

Chief Secretary to the President and Cabinet, Misheck Sibanda, was also listed as a beneficiary alongside one of his deputies, Justin Mupamhanga, who was reportedly handed a Land Cruiser vehicle, while his wife reportedly got a Mercedes-Benz ML sport-utility vehicle.

Mupamanga is also the chairman of the Integrated Command Agriculture Taskforce.

An unnamed army Brigadier-General, who represents the military in the Command Agriculture scheme, was also “blessed” with a top-of-the-range vehicle, while several twin-cab trucks were given to some officials in various ministries.

The vehicles, reportedly imported from South Africa, were handed to the beneficiaries some few days before the death of Tagwirei’s father that brought government and Parliament business at a virtual standstill after the Presidium and government ministers rushed to attend his burial, showing the businessman’s influence in the top echelons of power.

Mnangagwa reportedly first used his white Lexus vehicle at the funeral of Chiwenga’s sister two weeks before the death of Tagwirei’s father.

The President, Chiwenga and Mohadi all have government service vehicles and it was not clear what positions Auxillia and Marry have in the Command Agriculture scheme to deserve the luxury vehicles.

Command Agriculture is a government programme funded through Treasury Bills, contrary to claims that the Sakunda boss funded the project.

Tagwirei has been cited as the biggest reason why the country’s domestic debt has continued to skyrocket at the expense of the majority hard-pressed taxpayers.

Recently, Tagwirei, possibly the biggest Zanu PF benefactor so far, who has also been awarded many controversial government deals, including the Dema diesel power project, bought over 50 vehicles for Zanu PF officials, with more expected to be delivered to the ruling party anytime soon.

He reportedly financed the ambitious government programme to the tune of over $500 million, which he was paid back through Treasury Bills in an arrangement described by former Finance minister Tendai Biti as a parallel scheme and the beginning of State capture.

A former Zanu PF youth leader, William “Acie Lumumba” Mutumanje, last week set the cat among the pigeons, saying that some businesspeople had captured the country, a claim directed at Tagwirei.

ZANU PF Says Chamisa Inauguration Was A Treasonous “kindergarten spectacle”

Zanu-PF yesterday described as “treasonous” claims by MDC-Alliance vice president Morgan Komichi that the opposition party had installed Nelson Chamisa as national president and warned against “playing with fire”.

In an interview with state media on Sunday, Zanu-PF Secretary for Information and Publicity Simon Khaya Moyo also said the attempt by Mr Chamisa to light the so-called “independence flame” was a “kindergarten spectacle”.

The MDC-Alliance held its 19th anniversary at Gwanzura Stadium on Saturday where Chamisa threatened mass protests against the Mnangagwa led Government and reiterated that he disputes the results of the July 30 harmonised elections won by President Mnangagwa and Zanu-PF with over two thirds majority.

In his address to party supporters, Chamisa said the protests would be modelled along the Arab Springs of 2010-11, which toppled leaders in Egypt, Tunisia and Libya.

“Yesterday’s political circus at the MDC-Alliance celebration at Gwanzura Stadium where those who attended were hoodwinked into believing that Nelson Chamisa is the ‘president of Zimbabwe’ following the July 30, 2018 harmonised elections resembled a kindergarten spectacle. In fact, the announcement by Morgan Komichi at the rally that his boss had been duly bestowed as the ‘president of Zimbabwe’ borders on treason and is condemnable,” said Khaya-Moyo.

“The fact that Chamisa was invited to the podium to light up what he termed the ‘democracy flame’, which resembled the country’s Independence Flame, is an insult to the protracted liberation struggle which led to independence in 1980 and an affront to the people of Zimbabwe as a whole.

“The MDC-Alliance leadership must bear the consequence of such misguided conduct and avoid playing with fire.”

Khaya Moyo said President Mnangagwa was duly elected as Head of State and Government and Commander-in-Chief of the Zimbabwe Defence Forces in a free, fair and credible election endorsed by local, regional and international organisations.

“The entire world recognised this reality. The next harmonised elections are due in 2023. Now is the time to promote unity, peace and development.

“Political childish games and seeking undeserved relevance must come to an end. Zimbabwe is not for sale,” said Khaya Moyo.

In his address, Chamisa said he would soon embark on a countrywide tour to mobilise his supporters to take to the streets.

He said they intended to march to State House.

“When we do this we want to have a clear plan on what date we start and to the day we end.

“We will not go back home until we achieve the intended plan. We will show (President) Mnangagwa the power that people have,” said Chamisa.

Hundreds Set For Bulawayo Courts As Landmark Mnangagwa Gukurahundi Case Opens

By Paul Nyathi|Hundreds of people from across Matabeleland provinces are expected to throng the Bulawayo magistrate’s court at Tredgold Building on Monday when arrested Mthwakazi Republic Party activist Wisdom Mkhwananzi appears in court in a landmark case on Gukurahundi for a determination on his bail application.

The country’s authorities stepped up their crackdown against perceived opponents of President Emmerson Mnangagwa after arresting and charging Mkhwananzi with undermining authority of or insulting the ZANU PF party leader.

Zimbabwe Republic Police (ZRP) officers on Friday arrested Mkhwananzi and charged him with undermining authority of or insulting President Mnangagwa as defined in section 33(1)(a) of the Criminal Law (Codification and Reform) Act Chapter 9:23 after he allegedly stated during a public hearing conducted at Rainbow Hotel in Bulawayo by the Commission of Inquiry into the 01 August 2018 killing of civilians, that he had been orphaned because the ZANU PF party leader had masterminded the killing of his parents during the Gukurahundi mass killings in the early 80’s.

The law enforcement agents alleged that the 32 year-old Mkwananzi, allegedly pointed at President Mnangagwa’s portrait, which was pasted onto the wall during his testimony before the former South African leader Kgalema Motlanthe-led Commission of Inquiry into the post-election violence and stated that “I am an orphan because of this man, he killed my parents.”

ZRP officers charged that by uttering such a statement, Mkwananzi, who was represented by Jabulani Mhlanga and Tinashe Runganga of Zimbabwe Lawyers for Human Rights (ZLHR), engendered a feeling of hostility towards or caused hatred or ridicule of President Mnangagwa.

Mkwananzi was also charged with lying under oath as defined in section 10 of the Justice of Peace and Commissioners of Oaths Act Chapter 7:09.

The police officers claimed that Mkwananzi unlawfully and intentionally supplied a false name to the Commission of Inquiry after he allegedly told the probe team that his name is Siphamandla Mafu, which is different from the name, which appears on his national identity card.

Mkwananzi also faces a third charge of assault as defined in section 89 of the Criminal Law (Codification and Reform) Act, where ZRP officers alleged that he intentionally bit Luckmore Dube once on the right hand intending to cause bodily harm.

Mkwananzi, who appeared in court on Saturday, returns to court on Monday for a determination of his bail application.
Mkwananzi becomes the second man to be charged with undermining authority of or insulting President Mnangagwa inside one month after ZRP officers arrested Alexander Samuel Chidzedzere of Kariba in Mashonaland West province early this month, and charged him with undermining authority or insulting President Mnangagwa after he alleged that the ruling ZANU PF party had won the 30 July harmonised elections through rigging.

The leaders of the Mthwakazi Republic Party have called on people from the region to throng the courts in support of Mkhwananzi who they claim spoke on behalf of the entire Matabeleland region.

“A plea to all Mthwakazi people to come to Tredgold court 2 tomorrow the 29th at 08:30am and give solidarity support to our brave son and brother, Wisdom Terrence Mkhwananzi, who was arrested for giving a testimony on Gukurahundi before the Motlante led Commission, and for fingering the State President as the murder suspect.

Mkhwananzi represented all the silent voices that mourn for justice for Gukurahundi,” said the b party in a statement.

“The time has come for all of us to rise and show the world that we are not satisfied with this brutal system.
Those in the diaspora send transport money so we can fill up Tredgold.”

Meanwhile, ZLHR lawyers on Saturday secured the release on bail of three Bulawayo men Marshal Sibanda, Welcome Moyo and Venat Ncube, who were arrested on Friday and charged with committing public violence as defined in section 36(1)(a) of the Criminal Law (Codification and Reform) Act Chapter 9:23.

The trio was also charged with disrupting a public gathering as defined in section 44(a) Criminal Law (Codification and Reform) Act Chapter 9:23 after they allegedly engaged in a disorderly and riotous conduct intending to disrupt the Commission of Inquiry proceedings.

Sibanda, Moyo and Ncube were granted $150 bail each and remanded to 13 November for commencement of their trial.

What Exactly the RBZ Saga “Exposed” by Mthuli’s Lumumba Reveals About Mangudya And Mnangagwa?

What exactly does the RBZ saga “exposed” by Mthuli’s hatchetman Lumumba reveal about the apparent Mangudya – Mnangagwa alliance.

By Ndaba Nhuku| Acie Lumumba’s utterances highlighting that the head of the RBZ fish, Mangudya cannot be clean of corruption of those below him.

The RBZ boss suspended his directors because they were publicly named as the kingpins of the money exchange blackmarket. If Mangudya did not believe a word of what was said, why did he suspend them? Is it because he was ordered by someone superior to him to suspend them?

What Lumumba said has been said before but Mangudya never bothered to listen or suspend anyone. That he acted this time means it was in someone or a group of people’s personal interests to suspend the Directors.

If there has been evidence of corruption by the RBZ (4) four all along, who is the power behind them who has allowed them to remain untouchable. Who has benefitted or is affected by their presence at the RBZ?

It appears stringly that the RBZ has been captured by competing peronal or cartel interests and is clearly not operating in the service of the nation.

Mthuli Ncube and the Mnangagwas, Chiwengas, Tagwireis, Mugabes, are interested parties, it is emerging. Is Mangudya a pawn who just happens to be benefitting from the rot and is non- aligned?

 

After suspending his juniors why is Mangudya out defending them publicly?

If the gang of 4 indeed fueled blackmarket as is alleged, it means Mangudya as a manager of the RBZ cannot be exonerated. Acie Lumumba has named him indirectly.

The RBZ has brought the nation down by allowing the raiding of the nation’s coffers.

How can the inconsistent behaviour of suspending and then defending the 4 directors as innocent be explained? By so doing, he is in effect forestalling the findings of any investigation before it even begins. He has already started a whitewash job. The question is on whose instigation? Whose powerful feet have been trampled on?

Why is the RBZ boss, Mangudya not being suspended?

Obviously Acie Lumumba did not directly implicate him because his handlers are playing a game of chess.

They could not name him directly because for now Mangudya serves a purpose in the struggle for the financial soul of Zimbabwe. As a key inheritance from the Mugabe era, how come Mnangagwa’s new dispensation never retired him as he did most of Mugabe’s appointees in several agencies or Government departments? The question is, why was he then kept in his position? His remaining put is linked to why Acie Lumumba got the booting soon after his name and shame stunt.

Mangudya is not only protecting his subordinates, he is not only protecting his position, he is also protecting the interests of a powerful cartel, a Mafia gang and therefore he is protecting corruption.

Who recommended Mangudya to Mugabe for appointment? Who advised Mnangagwa to keep Mangudya in his position? That is the person who controls RBZ corruption alongside Mangudya and his directors! Thus Mangudya is also protecting some top people in Zanu who asked that Acie Lumumba be fired. Who are they?

We all know that Black market runners were being given brand new notes straight from RBZ. Obviously not middle management could corruptly release the money into the streets. It was people at senior management. They could not do this so massively without the RBZ security knowing. They could not do it without the CID, CIO even ZRP knowing. If you and l knew it, then who didn’t know?

If Mangudya was not aware this was happening why then is he defending his subordinates instead of simply saying let the investigation reveal the truth?

Mangudya must be suspended and investigated alongside his directors. Those directors were reporting to him.

The RBZ is rotten at the core and to the core. Zimbabwe is indeed captured. The cartels in the private sector are strongly networked with people in government. All instutions of governance that ensure accountability have collapsed. Zimbabwe is worse than a banana republic, its just a shell. Let the World Bank and IMF be warned. They should only help in the interests of the long suffering ordinary people of Zimbabwe and not organised cartels owned by competing mafia gangs.

Small Scale Miners To Begin Mining Diamonds

Correspondent|VILLAGERS in the diamond rich area of Marange in Mutare West will soon be allocated claims to extract gems as part of government plans to empower the communities through mining, Zimbabwe Miners Federation (ZMF) has revealed.

Federation president Henrietta Rushwaya said this during a recent meeting with members of the Manicaland Miners Association (MMA) at Odzi Country Club.

She said her association approached the State-owned Zimbabwe Consolidation Diamond Company (ZCDC) regarding the allocation of mining claims to their membership in Marange.

“We engaged ZCDC and they invited us for further discussion in Marange,” said Rushwaya.

“We want our local artisanal miners to be allocated diamond claims so that the local communities can benefit from their natural resources.

“The diamonds are (currently) benefitting illegal panners from Shurugwi, Buhera
and Matabeleland who are coming to mine during the night.

“We are only negotiating for local communities and if you are from Gutu please don’t bother to come and apply for a claim because we are not there to negotiate on your behalf.”

Villagers in Marange and civic organization such as Farai Maguwu-led Centre for Natural Resources Governance (CNRG) have lately been up in arms with ZCDC over the company’s failure to help develop the district.

Meanwhile, Rushwaya revealed that government through Fidelity Refinery has availed $150 million towards the development of artisanal mining in the country.

She said $103 million has already been disbursed but lamented the fact that just 33 women across the country have applied for the funding which translates to 11%.

“You should go and borrow the money via Fidelity Printers and Refiners. Women usually face collateral challenges, but Fidelity is saying your claim is your collateral,” said Rushwaya.

She said her organisation had also engaged government and they were issued with 21 gold buying licences.

“In Manicaland province, there will be three licences to cover Odzi, Mutare, Penhalonga, Nyanga and Chimanimani. One licence will encompass five buyers.

“Get organized as local miners and select those who are responsible to go around and buy gold for the government. Panners are not selling gold not because they don’t want but we don’t have buyers to make follow ups and buy gold.

“Our gold should go to Fidelity Refiners so that government can have revenue to procure fuel,” said Rushwaya.

The federation also wants a review of what it described as “prohibitive” fees charged by the Environmental Management Agency (EMA).

“EMA was charging us over $3000-$5000 for EIA but as ZMF we engaged them and the fee has been reduced to $150,” said Rushwaya.

“As artisanal miners let’s be responsible and do some land reclamation after mining so that protect our livestock and prevent loss of human life.”

THE attempt by bakers to increase the price of bread last week was not a response to a rise in the cost of wheat and the announcement came as a shock to the sector, the Grain Millers’ Association of Zimbabwe
(GMAZ) has said.
Bakeries last week sought to double the bread price from $1,10 to $2,20 citing rising costs of inputs.
Government, through the Ministry of
Industry and Commerce, rejected the
increases as unjustified. Bread is a major staple among Zimbabweans who in the past few weeks have faced shortages or sharp price increases of basic commodities.
In a statement yesterday, GMAZ chairman Mr Tafadzwa Musarara said they were never consulted by bakers on plans to increase the

No Reason For Maize Seed Producers To Hike Prices- Government

 

Government yesterday said there was no reason for maize seed producers to hike prices as its promise’s to take measures to protect farmers against the unwarranted behaviour by the manufacturers.
Industry and Commerce Minister Mangaliso Ndlovu said there was no justification for seed producers to increase prices.
Seed producers have increased the price of a 10kg bag of maize seed to above $100, from $25 last farming season, while a 25kg bag is being sold for about $250 from $70 last

Sandra Ndebele Wants To Attach Forex Dealer’s House Over Missing $90k

SINGER and actress Sandra “Sandy” Ndebele has threatened a civil suit against a Bulawayo woman she accuses of defrauding her of US$8 330 and $80 000 bond notes in a recent deal that went sour.

Lindiwe Moyo claimed she was last week robbed of the money by two men and a woman when they stopped at the Collen Bawn cement-producing town for a recess on their way from Beitbridge to Bulawayo.

She claimed that when she re-emerged from a convenience store, the car had sped off with her suitcase full of money.

Although the incident reportedly occurred on Monday, she only filed a police report on Wednesday.

Moyo told police that Sandy was an illegal foreign currency dealer and a runner for a top intelligence boss in Bulawayo, but later claimed the stolen money belonged to an influential businessperson of Indian origin.

Ndebele is, however, not buying the story, and has accused Moyo of defrauding her before dismissing claims she was a runner.

“It’s my money. All I want is my money that they stole from me,” Ndebele told NewsDay Life & Style.

“They stole my money and now they are working with State security agents to intimidate me from demanding my money. I am not an illegal money changer, but an actress, singer and a businesswoman who was looking for forex for my pending travels to China and Dubai.”

She said the police now seemed more interested in where she got the money from rather than investigating its disappearance.

“I am now left with no option, but to approach the civil court to seek recourse to attach her (Moyo) house to recover the money,” she said.

Ndebele’s case comes after police launched raids against illegal money changers in the city.
