By Own Correspondent| Opposition leader Nelson Chamisa has assured the electorate that all shall be well demanding his election victory which he alleged was stolen by Zanu Pf’ s Presidential candidate Emmerson Mnangagwa.

Addressing hundreds of party supporters who joined him for the Glen View and Budiriro clean up campaign aimed at fighting cholera, Chamisa told President Mnangagwa that he wanted his election victory.

Said the MDC leader at the clean up campaign which ended up looking like a rally:

“Ndakavaudza vaMnangagwa kuti mukandipa chinhu ichi masikati chaiwo mari inoswera yava mapata-pata meaning I told Mnangagwa that if you give me my victory, money shortages will be a thing of the past since it will be over flowing everywhere.

Makatora chinhu chedu. Toda chinhu hedu. Toda chinhu chedu meaning you took away our victory. We want our victory back. We want our victory back.”

Kirsty Coventry Leads Zim Team For Youth Olympic Games In Argentina

By Own Correspondent| Youth, Sport, Arts and Recreation Minister Kirsty Coventry, is leading a delegation of athletes in Buenos Aires, Argentina, for the third edition of Youth Olympic Games where she will be the chef de mission of Team Zimbabwe.

Coventry, who will be joined by the rest of the team on Monday, told guests at a send-off ceremony yesterday that they are looking forward to doing well at the Games.

Fifteen athletes and eight officials will represent Zimbabwe at the 2018 Youth Olympic Games in Argentina from October 6 to 18.

Said Coventry:

“We have a team of five sport codes which are preparing to participate in the third edition of the YOG which are scheduled for October 6 to 18 in Buenos Aires, Argentina.

These games are significant in preparing athletes as they provide a competitive opportunity before the main Olympics and therefore should form part of the Long Term Athlete Development Plan and preparation for National Federations.

Chamisa Breaks Into “Broom Dance” Challenge At Clean Up Campaign

By Own Correspondent| MDC Alliance president Nelson Chamisa temporarily turned the party’s Budiriro clean up campaign into a “broom dance challenge” when he stopped his address twice to show his dancing skills while holding a broom to Killer T’s tune “Kufamba KwaPaurosi”.

The youthful leader temporarily stopped midway his address twice asking the Public Address system team to play “Kufamba kwaPaurosi” breaking into the “broom dance challenge”.

Chamisa who was in the company of several party leaders attributed the cholera outbreak to the country’s leadership crisis calling on his elected councillors to “provide SMART leadership options to the electorate.”

MDC Stalwart Assaulted At Fuel Queue In Vendors’ Operation, Sustains Serious Injuries

By Own Correspondent| MDC Director of elections, Henry Chimbiri was on Friday afternoon assaulted by members of the Harare municipal police and Zimbabwe Republic Police riot squad while fueling his vehicle at a service station in Harare.

He reportedly sustained serious back injuries with a doctor who attended to him requesting for a 2nd orthographic angle x-ray.

Chimbiri, who reportedly made a police report under CRB092255 alleged that he was assaulted, arrested and bundled up into a police truck while he was in a fuel queue at Total Service station at corner Second and Kwame Nkurumah streets.

He revealed that the officers who were targeting vendors went about beating up everyone including innocent civilians who were visibly not vendors and were going about their business.

Said Chimbiri:

“The riot and municipal police officers assaulted me and several others including the petrol attendant before bundling me up into one of their several trucks where they continued assaulting me with barton sticks and what looked like broom sticks.

When we reached corner second street and Nelson Mandela avenue they pushed me out of their truck and i landed on my back hurting my backbone.

I am in pain and about to go for a second scan as prescribed by the doctor,” said Chimbiri in a telephone interview.

He is receiving treatment at Parirenyatwa hospital.

Chimbiri told ZimEye that he managed to identify some of the officers who assaulted him and threw him out of the police truck.

Efforts to get a comment from the Zimbabwe Republic Police were futile by the time of writing.

Fury As Principal Tells Female Students That Their Short Skirts Make Male Teachers Uncomfortable

Staff Correspondent|A high school principal allegedly told her female students that the length of their skirt and shorts made male teachers ‘uncomfortable’.

Furious students from Francis Greenway High in northern New South Wales, were told to change into longer shorts because their current shorts or skirts could put males in an ‘awkward situation’, the Newcastle Herald reported.

Female students from years eight to 11 were called into a meeting with the school’s principal, Jo Edwards, who allegedly said their length of skirt could attract unwanted attention.

After the meeting, 20 students were sent home from school, while other students spent the day feeling victimised after the conversation.

The parents of the public school are now calling for a change in leadership after female students felt ‘ashamed’, ‘targeted’ and ‘worthless’.

Mrs Edwards allegedly told female students the length of their shorts and skirt could lead to the girls being categorised as provocative and may put them at risk of being sexually assaulted.

Parents have now bound together to broach the topic with claims the principal was ‘victim blaming’ and should be kicked from the job.

Kerri Field was shocked when her daughter Alexis came home from the school assembly.

‘The principal proceeded to have a talk about the uniform which then turned to how the male teachers feel uncomfortable with girls in such short shorts and the boys are distracted,’ Mrs Field told Daily Mail Australia.

‘Alexis wore trackie pants to avoid anyone wanting to measure her. I’m happy with the sports shorts she normally wears, they are not too short and have the modesty lining inside them so nothing is ever visible,’ Mrs Field said.

‘I feel disgusted, because we are trying to empower those girls,’ Mrs Field added.

Another concerned mother said the tone of the assembly was ‘not appropriate for impressionable young teenagers’.

‘We don’t have a problem with the school wanting to enforce the uniform policy. But the whole way they’ve gone about it was wrong – making these children feel like every male is looking at them like they want to do something to them.

‘It sexualises them,’ she told the Newcastle Herald.

Since the meeting, students have said they want the principal to apologise for the comments.

Sufiya Walks, who is a student at the school said the comments were derogative.

‘We feel anger, frustration – girls are worried what our male teachers and students are thinking. We should be feeling safe in school, not threatened. We’ve been treated like objects, not people,’ Miss Walks said.

In a statement to the Daily Mail Australia, Francis Greenway High said, ‘The principal has reiterated the importance of students wearing the correct uniform to school according to the policy endorsed by the school community.

‘It was not her intention to reflect on the character of students addressed earlier, and she has apologised if her choice of words caused offence. The Principal did not refer to rape in connection with the issue.

‘The school takes great pride in its uniform and recognises that the school community sees it as important to the school.’

Harare Mayor Demands Government To Fund Harare Road Rehabilitation

HARARE mayor Herbert Gomba has challenged government to avail funds towards decongesting Harare roads, saying the situation was unattainable, with traffic accidents now rampant.

Speaking after touring road rehabilitation programmes in the city, Gomba said government should help the local authority deal with potholes and decongest traffic through the construction of traffic circles and flyovers.

“We have projects that ought to be financed by government. We are appealing to the Ministry of Transport to assist,” he said.

“I am talking about the project to decongest the Mbudzi roundabout, government should play ball and ensure that we have a flyover so that traffic, be it commercial or private that would be in transit, does not mix with the local vehicles. We are losing business because of this congestion.”

The mayor visited road constructions works in Budiriro, Gaydon and at Mbudzi roundabout, and was accompanied by senior council officials and various contractors.

Since end of last year, council has embarked on road rehabilitation programmes with a target budget of $13 million mainly within the central business district.

Now the programme has been moved to residential areas, where roads have become impassable due to potholes.

“This project is part of our 100-day plan. These projects we are funding them from our own resources and we have opened talks with Zinara [Zimbabwe National Roads Administration], banks and other capital developers so that we could give our city life. Harare should be Harare again and we are committed to that,” Gomba said.

“We are saying government should also come to the party and help us. This is our city.”

Council wants to spend at least $5 million and hopes that Zinara would bring in more funds to ensure that roads in residential areas are usable, while street lighting and other amenities are in place.

“We are not going to be cry-babies, but we shall start to do something while we lobby for more funds from government because it is the people who should enjoy the money they pay to Zinara,” Gomba said.

At least 800 000 vehicles drive through Harare City Council’s 4 000km road network daily, with 80% of the road network said to be in a bad state.

Council has been lamenting that of the 800 000 licensed motor vehicles that move around Harare, the city could raise $10 million per quarter or $40 million per year, if it was allowed to collect vehicle licence fees directly.

Harare is among several cities and towns lobbying central government to allow them to collect vehicle licence fees.

August 1 Shooting Victim Sylvia Maposa Remembered

By Own Correspondent| One of the six people who were shot by soldiers on August 1 following the violence over Presidential results in Harare, Sylvia Matambo Maposa’ s memorial service has been held.

Maposa’s memorial service was held at her Waterfalls home in Harare.

Speaker after speaker spoke of how the late Maposa was a very religious, peaceful and humble person who loved to pray and fellowship.

However, no one out of the more than 10 speakers talked about the circumstances behind the death of their late relative.

Matambo was brutally shot by soldiers who opened fire indiscriminately on civilians following a fake protest in the capital. She was shot on her way from work.

Her son spoke of how the death of his mother affects him daily.

“I pass through Zororo cemetery where my mother is buried everyday and hardly a day passes by without thinking about her. I am comforted by the word of God and i pray for strength to go on.”

However, Maposa’s husband Robert refused to speak to the media revealing that his family and his late wife’s families could not give a comment on any issue relating to Maposa’s death.

“No. I cannot speak to you. And no. He (uncle) can’t. No one can,” he said dismissing journalists before walking away.

He is however on record revealing that his wife did not deserve to die the way she did.

 

50 Million Facebook Accounts Hacked Into

Correspondent|Facebook says it has discovered a security breach affecting about 50 million user accounts which could have allowed hackers to access those accounts.

The social media giant said Friday it has taken steps to fix the security problem and alerted law enforcement.

The company said hackers exploited the “View As” feature, which lets users see how their own profiles would look to other people. It said hackers were then able to use the security flaw to steal log-in keys, called access tokens, that would allow them to access people’s accounts.

“It’s clear that attackers exploited a vulnerability in Facebook’s code,” vice president of product management Guy Rosen said in a blog post.

Facebook chief executive Mark Zuckerberg said the company does not know if any accounts were actually misused. He said Facebook discovered the breach on Tuesday, and patched it on Thursday night.

Facebook said it took an additional “precautionary step” of resetting the logins of 90 million users. This will require those users to log back in to Facebook the next time they try to access their account.

The breach is the latest privacy embarrassment for Facebook, which earlier this year acknowledged that a political consultancy firm, Cambridge Analytica, gained access to the personal data from millions of user profiles. Facebook has also come under criticism for fake political ads posted on its site from Russia and other countries.

Zuckerberg appeared at a Congressional hearing over the company’s privacy policies in April.

Facebook has more than 2 billion users worldwide.

War Time Landmine Explodes At Gweru Police Station

An explosion which rocked Gweru Rural Police Station last week, sending tremors across the central business district, was caused by a suspected war time anti-tank mine planted inside the station.

According to a memorandum from the police, the explosion, which occurred at the police station at the corner of Leopold Takawira Road and Eighth Street uprooted a huge tree and left several vehicles’ windscreens shattered.

It also affected surrounding buildings.

It is suspected that the anti-tank mine could either have been buried or planted during the liberation struggle.

“This memorandum serves to put on record circumstances surrounding the explosion,” reads part of the memorandum. “Circumstances are that on September 27 at around 1000hrs, Master Ndirwo (46), a general hand at ZRP Gweru Rural Police station was burning litter which was in a rubbish pit near the perimeter fence of the police station.

“The pit is about 25 metres from the charge office. At around 1445hrs, Ndirwo went to put out the fire that had spread out of the pit towards the fence. When he was about four meters towards the pit, an explosion occurred in the direction of the pit.

“He managed to flee from the scene unhurt.”

Zimbabwe National Army engineers attended the scene and suspected that the explosion was a result of an anti-tank mine because of the magnitude of the explosion’s impact which uprooted a big jacaranda tree stump and shook nearby buildings.

“There were no fragments of the anti-tank at the blast scene,” reads part of the memorandum. “The explosion could have been a result of the heat generated by fire and sun. They also stated that the anti-tank mine has no life span, that is, it remains armed as long as it has not exploded.

“Seven cars, which were parked along 8th Street closer to the scene had their windscreens and door glasses shattered by fragments from the uprooted tree stump. Ceiling paint of the charge office peeled off as a result of the tremor. Five roofing tiles at Lutheran Church situated about 120 meters from the scene were hit by fragments from the blast and fell inside the church.

“Heritage Housing Project building situated along 8th Street, about 30 metres from the scene had some of its windows shattered,”

Acting Midlands police provincial spokesperson Assistant Inspector Ethel Mukwende said she was still to receive details of the explosion.

$2m Bugatti Veyron In Amusing Delivery At Mugabe Airport, Owner Unknown

Correspondent|$2 million Bugatti Veyron Fbg par Hermès edition landed at the Robert Gabriel Mugabe International Airport in Harare on Friday – the second inside two months.

The supercar, whose owner is as unknown yet, arrived shortly after 3.30PM aboard a KLM cargo flight from the Netherlands.

Bugatti says on its website that this particular Bugatti, first released in 2008, is “highly exclusive”. Just 40 were manufactured.

In August, a Bugatti Veyron by Mansory Vivere Diamond Edition was delivered to Harare – then said to be the only one in Southern Africa.

The $3,5 million car, owned by Zunaid Moti, the controversial chrome miner and associate of President Emmerson Mnangagwa, was registered in Zimbabwe before being flown to South Africa.

The delivery drew condemnation from Zimbabweans who accused the businessman, currently in jail in Germany awaiting extradition to Russia on fraud charges, of flaunting obscene wealth in a sea of poverty.

Zimbabweans will be urgently seeking the identity of the owner of the latest Bugatti to land in Harare, a city currently in the grips of a cholera outbreak and a developing economic crisis marked by rising prices and foreign currency shortages.

MDC Youth Arrested And Tortured By Nyanga CID

By Own Correspondent| Mutasa Central constituency legislator, Trevor Saruwaka has issued an alert alleging that an MDC youth who is a businessman in Nyanga was picked up by CID Nyanga and tortured.

Saruwaka, who is also the MDC Manicaland province spokesperson  claimed that Tawanda Terera was picked up by CID Nyanga where his relatives were at first denied entry and later saw him with visible marks of torture.

Said Saruwaka:

*Tawanda Terera*, a young businessman n MDC youth was picked by CID Nyanga yesterday around midnight from his shop at Terera Business Centre in Mutasa Central Constituency.

Two vehicles from CID Nyanga raided the shop, forcibly arrested him tying both his hands and feet before bundling him into a car and sped away in a movie style.

Witnesses allege that the police fired 6 shots in the air before they left.

Tawanda’s father together with others then went to make a police report of the incident at ZRP Mutasa where it was confirmed that it was indeed CID Nyanga which was responsible for the operation.

Today in the morning Tawanda’s relatives  visited him in Nyanga and after hours being denied access to him they were eventually shown their battered and tortured brother. He revealed that he was tortured by the investigating officers.

This is not on. Police brutality must stop. What kind of investigating is this?

Aiden Mhere Wins Chartered Secretary of the Year Award

By A Correspondent| Hippo Valley Estates acting chief executive officer, Aiden Mhere, has been declared the 2017 Chartered Secretary of the Year. The runner-up is Posts and Telecommunications Regulatory Authority of Zimbabwe (Potraz) corporate services director, Avilla Dororosa Goba.

Institute of Chartered Secretaries and Administrators in Zimbabwe (ICSAZ) secretary and chief executive Farai Musamba made the announcement at the institute’s annual conference banquet held at the Elephant Hills Resort in Victoria Falls on Friday (September 28) evening.

Mr Mhere was a few weeks ago appointed acting chief executive officer of Hippo Valley Estates, which has the overall responsibility for Tongaat Hullet businesses in Zimbabwe.

According to the citation read by Dr Musamba before he was presented with the Chartered Secretary of the Year Trophy, Mr Mhere last year championed and succeeded in putting together the commercial framework that led to the formation of the Fuel Ethanol Company of Zimbabwe (FECZ),which is Zimbabwe’s second largest fuel ethanol producer.

FECZ was incorporated in June 2017. It officially started trading in fuel ethanol in August of the same year. The company is a private-public partnership in which government, through the National Oil Company of Zimbabwe, holds 50 percent of the equity.

The company is highly productive and empowers local sugarcane farmers whose molasses are purchased for feedstock in ethanol production. FECZ’s contribution to Zimbabwe’s foreign currency reserves by way of import substitution is significant.

Dr Musamba added that Mr Mhere has a passion for community development and personally contributes to society through education, sports and economic empowerment initiatives.

He said Mr Mhere is an educationist at heart, having graduated from Gweru Teacher’s College. He contributed immensely to the success of Trust Academy as its principal.

He was also instrumental in the registration of Trust Academy as a college and ran the institution for three years on behalf of the Zimbabwe Project Trust.

Dr Musamba went on to say Mr Mhere is in the process of setting up formal structures to establish an education foundation which he hopes will be in place by the end of 2019.

Mr Mhere is an associate member of ICSAZ. He holds a Master of Business Administration Degree from the University of Zimbabwe. He also holds an Advanced Management Programme qualification from the University of Pretoria and University of London.

He has more than 30 years’ experience in a wide range of business activities, which include lecturing, accountancy, general management and administration.

At Hippo Valley Estates, Mr Mhere has the overall responsibility for running key business operations, which include sugar production, an ethanol plant and animal feeds factory in Triangle as well as the estate’s marketing and procurement division, enterprise development division and livestock production unit.

Mrs Goba, the runner-up for the 2017 Chartered Secretary of the Year Award, is a fellow member and past president of ICSAZ.

She holds a Master of Business Administration degree. She is currently finalising her Doctorate in Business Administration with the University of Lusaka.

Mrs Goba has over 35 years of extensive professional experience at different levels of supervisory management with specific areas of expertise in administration and human resources management.

In 2016 she chaired a number of regional meetings within the Communications Regulators Association of Southern Africa (CRASA).

This helped deal with corporate governance issues at a regional level in member countries, including Zimbabwe, thus promoting good leadership and the compliance expected in company secretarial practice.

Mrs Goba’s human resources skills contributed to the recruitment and retention of people with critical skills at Potraz.

In administration, Mrs Goba was part of the Potraz team that worked on the construction of the authority’s headquarters, which Potraz moved into in September last year thus eliminating rent costs.

As part of her personal corporate social responsibility, Mrs Goba is a life member of the Jairos Jiri Association and vice-chairperson of the association’s Harare branch.

BREAKING: 384 People Killed In Horror Earthquake In Indonesia

A record 384 people have been killed in an earthquake in Indonesia.

The catastrophe was one of both a tsunami and an earthquake.

Local reports say the 384 figure is of the city of Palu alone. Hundreds more were reported injured and thousands of homes either damaged or destroyed.

The national disaster agency reported that 540 people were badly injured.

Waves of up to two metres (6.6ft) high swept through the city on Sulawesi island after the magnitude 7.5 quake brought down several buildings and sent people fleeing from their homes.

Many of those killed were at a beach festival in Palu, the capital of Central Sulawesi province, which was strewn with debris from collapsed buildings and pooled seawater. – THIS IS A DEVELOPING STORY –

Why Is Mnangagwa Protecting A Fraudster? Would ED Let His Own Kids Be Treated By A Fake Doctor?

By A Correspondent| The government has blocked all inquiries about the health minister Obadiah Moyo who has for more than a quarter of a century been claiming that he is a medical doctor, when he is not.

While a Health Minister does not necessarily have to be a doctor, Obadiah Moyo has for 26 years to date been making false claims that he is a medical doctor and that he has the educational and professional training for it.

A recent ZimEye investigation has revealed he is not at all a medical doctor contrary to his long held claims. Obadiah Moyo’s claim to medical fame only goes as far as being the late First Lady Sally Mugabe’s dialysis technician and he presided over her death bed for the whole duration of her hospitalization, as the US embassy exposed him in 2008.

Furthermore, a peep into the database of medical practitioners reveals Mr Moyo is not at all registered with them, and as ZimEye reveals, he has never at any time been registered with them. The pile of fake academic papers is even higher as ZimEye reveals his medical masters degree is nothing but fake. Further investigations by ZimEye reveal that the man was at one time just a disc jockey, as even the state media reported this week.

Speaking in parliament Wednesday, Justice Minister Ziyambi Ziyambi shot down demands by MDC MPs and below were the LIVE scenes. Ziyambi said Obadiah Moyo was appointed by Emmerson Mnangagwa and the constitution says the decision for job suitability rests with Mnangagwa not with parliament.

Bev Back In Zim, Invades Byo’s New Joint

RAUNCHY dancer Beverly “Bev” Sibanda, who had temporarily moved to neighbouring South Africa, is set for a return with a show at the newly-launched Zanzibar nightclub in Bulawayo tomorrow.

Bev and the Sexy Angels will be the first performers at the new club which officially opened its doors last month. Zanzibar is located at the basement of Cecil Hotel, which was formerly Private Lounge.

Organiser of the show and Zanzibar manager, Florence Jubane, who is popularly known as Queen, promised an epic show.

“This will be the first big show we are hosting at Zanzibar since our inception last month and we expect it to be filled with all kinds of fireworks, fun, energy and craziness.

Our guest performer Bev needs no introduction. She is energetic and fans know that it will be hard for them to keep up with her energy. We expect a good show as we launch the night club to Bulawayo,” she said.

Local performing groups Shosholoza Queens and Dancehall Queens are expected to give Bev a run for her money.

“We also have local groups that will be part of the supporting acts. They are confident and ready to show that they also have the mettle to compete at the highest level. When I talked to them they said they wanted to show the Sexy Angels boss (Bev) a thing or two,” Jubane said.

Beverly was reported to have moved across the Limpopo in May where she took up new management after dumping her long-time manager, Harpers Mapamhidze, whom she had worked with for nine years.

BREAKING- UZ Student Succumbs To Pregnancy Complications

The young woman Tatenda Besa reportedly succumbed to pregnancy complications.

In his condolence message, University of Zimbabwe ZINASU Chapter President Nathan Dumba, said Besa’s death was untimely and it had robbed the nation of a promising young woman.

In a statement Dumba said:

“Deepest condolences to the Besa family for the untimely death of Tatenda. As ZINASU UZ chapter, we sincerely pass our deepest condolences to the untimely death of one of our own.”

Her friends took to the social media expressing their condolences describing the late Besa as a beautiful soul full of love and faith.

In 2015, the state media reported that Majaivana’s mother, MaNyathi has declared that her son is not going to make a comeback.

“He no longer wants to sing. He has told us that he is no longer interested in singing and quit singing by the time he left the country. People should not expect anything from him,” she said emphatically.

Explosion Hits Gweru Police Station

A suspected anti-tank mine exploded at Gweru Rural Police Station on Thursday, shattering windows of buildings and wind shields of several vehicles parked nearby.

According to a leaked police internal memo gleaned by Southern Eye, at around 10am, Master Ndirwo (46), a general hand at ZRP Gweru Rural Police Station, was burning litter in a rubbish pit near the perimeter fence of the station.

At around 2:45pm, Ndirwo went to put out the fire that had spread out off the pit towards the fence.

“When he was about four metres towards the pit, an explosion occurred in the direction of the pit. He managed to flee from the scene unhurt,” the memo read.

“The scene was attended to by both DUB [duty uniform branch] and Police Criminal Investigations Department details. The Zimbabwe national engineers for Midlands province were summoned. The army engineers suspected that the explosion was a result of an anti-tank mine owing to the following observations: a big jacaranda tree stump was uprooted, the magnitude of the explosion which shook nearby buildings, the fact that there were no fragments of the anti-tank at the blast scene and the explosion could have been a result of the heat generated by fire and sun.”

The memo said an anti-tank mine remains lethal as long as it has not exploded.

“Seven cars which were parked along 8th Street closer to the scene had their windscreens and door glasses shattered by fragments from the uprooted tree stump,” the memo said.

“During the time of scene attendance, the following vehicles were still present: A Toyota Corolla — rear windscreen was shattered and a Ford Bantum — front windscreen was shattered and a Nissan Elgrand had a shattered front windscreen.”

The memo said some nearby buildings were affected by the tremor caused by the explosion, including the charge office.

“Five roofing tiles of Lutheran Church situated about 120 metres from the scene were hit by fragments from the blast and fell inside the church. Heritage Housing Project building situated along 8th Street about 30 metres from the scene had some of its windows shattered and the value of the damage is yet to be established. No one was injured following the blast,” the police said.

“It is suspected that the anti-tank mine could either have been buried or planted during the liberation struggle. The explosion could have been ignited by the heat emanating from the rubbish pit, which is about four metres from the point of blast.”

Midlands police spokesperson Inspector Ethel Mukwende referred questions to her superiors in Harare.

National police spokesperson Assistant Commissioner Paul Nyathi yesterday confirmed the blast, but said they were still carrying out investigations.

“What I can confirm is that a general hand was burning litter at a rubbish pit and in the process, there was an explosion, which the police are still conducting investigations with a view to establishing what transpired. Once we get to the bottom of the matter, we will apprise members of the public,” he said. –

Another Bread Price Increase Looming

PRICES of basic commodities, among other crucial daily requirements like fuel, have continued to skyrocket, with the Grain Millers’ Association of Zimbabwe (GMAZ) warning that the cost of bread is likely to go up again from the current $1,10 if government does not urgently respond positively to their wheat import subsidy request.

Following President Emmerson Mnangagwa’s re-election on July 30, which the opposition MDC Alliance is challenging, prices of basic commodities have continued to skyrocket amid indications that the hikes are in response to the instability on the parallel foreign currency market.

While government insists that the bond note, which was introduced as a stop-gap measure following the disappearance of United States dollars on the formal market, has the same value with the greenback, on the streets, it is pegged at between $180 and $190 against US$100 on the informal market.

GMAZ this week warned of another bread price hike owing to the low wheat supply, with chairperson Tafadzwa Musarara on Thursday saying this could only be averted if government accedes to their request for a subsidy.

“We have requested for a subsidy of $50 per tonne from government and for the bakers to get $7 million per month for them to buy other ingredients other than flour so that the bread price comes down to $1. We are still waiting for a response. We submitted our request just before the new Cabinet was appointed,” Musarara said.

The price of bread recently went up to $1,10 due to the low supply of wheat, a situation further compounded by high operational costs and foreign currency shortages to purchase other raw materials.

Bakers argue the cost of production of bread keeps going up, leaving them with no choice, but to increase its price.

Reports say the price of wheat has in the past 90 days increased by about 10% from $375 per metric tonne to $415.

Wheat and fuel are products that are on the priority list of the Reserve Bank of Zimbabwe in terms of allocation of foreign currency.

Musarara said the $1,10 bread price was untenable and would result in the product disappearing from shop shelves unless the price is further increased or government intervenes.

“And while we are waiting for that intervention to happen, we are now facing two tough choices: one, if we maintain the prices, bread will not be available, and two, if we increase the prices, the product will be available and we felt that increasing prices is a better devil (because) at least the product is available while other interventions happen,” Musarara said.

Nearly the prices of all basic commodities such as mealie-meal, meat, soap, toiletries, rice, sugar and vegetables are spiralling out of control due to a currency crisis fuelled by foreign currency shortages.

Pregnant Mothers Sleeping On The Floor At Mpilo

Mpilo Central Hospital in Bulawayo is failing to cope with the high number of maternity patients resulting in some of the expecting and new mothers sleeping on the floor, a situation described as deplorable by Health and Child Care Minister Dr Obadiah Moyo.

Hospital authorities say this is a result of the scrapping of maternity fees by Government at public hospitals which has seen all patients flocking to Mpilo without referral from council clinics which continue to charge maternity fees.

Patients on the other hand, say the situation may escalate maternal mortality in the country.
An average of seven women die while giving birth in Zimbabwe weekly.
The country’s maternal mortality rate stands at 614 deaths per every 100 000 live births and remains one of the highest in the region.

The World Health Organisation defines maternal mortality as the death of a woman while pregnant or within 42 days of termination of pregnancy, irrespective of the duration and site of the pregnancy, from any cause related to or aggravated by the pregnancy or its management but not from accidental or incidental causes.

Speaking at the Mpilo Hospital 60th anniversary celebrations yesterday, the hospital’s chief executive officer, Mr Leornard Mabandi, said the institution was overwhelmed with the high number of expectant mothers turning up.

“The hospital is complying with the policy of removal of user fees for pregnant women who present themselves to our institution. The numbers are overwhelming and we are failing to cope. Now there are over 1 000 pregnant women on the waiting list to book for Ante Natal Care (ANC) services,” said Mr Mabandi.

He said deliveries had moved from an average of 25 to close to 40 per day since the scrapping of the fees. “Infection control is now a challenge to manage as we now experience floor beds. There is no longer space to waste. We are not advocating for the removal of the policy but strengthening of the referral system” said Mr Mabandi.

Dr Moyo, who attended the Mpilo celebrations, said the situation was unacceptable and had to be collectively rectified.

“I was shocked today when we visited the ward, we had patients who were sleeping on the floor, mothers who had delivered, on the floors. We have floor beds all over the place, we have congestion and that is unacceptable. We have to improve that and ensure that we look after our patients properly,” he said.

Dr Moyo said the new dispensation was working on improving the health care system in the country, hence his visit to Mpilo Central Hospital.

“The situation there is deplorable. I don’t blame the staff but it’s something which we all have to work towards improving,” he said.

Turning to developments at the hospital, Mr Mabandi said the institution requires high level diagnostic and treatment equipment and the 10 theatres that have been renovated lack equipment like anaesthetic machines and other relevant gadgets which have affected their performance.

“Our suppliers fail to deliver when we engage them and cite foreign currency as their biggest hurdle. We are hoping this area will improve in the new dispensation and our patients will smile all the way to the theatres and radiology services,” he said.

Mr Mabandi said Mpilo Central Hospital faces a critical shortage of specialists as there are no cardiologists, dermatologists, among others and patients have to be referred to Harare.

In terms of infrastructure, he said, efforts have continued to be made to renovate wards.

Mr Mabandi said the hospital’s management was grateful for the support they receive from Government, the community, corporate world, religious organisations and individuals in their endeavours to have a meaningful health delivery system.- state media

I Will Help Mnangagwa Fight Corruption – Chiri

The Auditor-General’s Office is ready to fulfil President Mnangagwa’s stern stance against corruption and is in the process of training some of its staff to carry out forensic audits.

This was said by the Auditor General Mrs Mildred Chiri during a media workshop yesterday.
President Mnangagwa has since assumption of office last year spoken out against corruption, saying anyone caught engaging in such practice would face the full wrath of the law.

He has since set up a special anti-corruption task force to assist in the speedy prosecution of people suspected to be involved in corruption.

Mrs Chiri yesterday said the President’s call dovetailed with her office’s duties.
“I think the President mantra resonates well with our function,” she said. “We also have a function of carrying out forensic audits. We do a lot of forensic audits and special investigations, my office does that, but due to the overwhelming demand of these forensic audits I have had to contract some of the forensic audits and we are also in the process of having some of our staff getting trained in forensic audit.

“We have got a few who have been trained, but we want to scale up the level of training so that we are able to respond to Government’s needs regarding corruption.”

The Auditor General’s Office has a staff complement of 354 out of a requirement of 374.
Mrs Chiri said they were concerned with failure by some ministries and parastatals to implement recommendations they make in their reports.

“That is an issue of concern, that year after year we issue the same recommendations, but they are not implemented,” she said.

“So, what we have resolved to do is that for the recommendation that we would have issued in the previous year we follow them up in the progress of implementation and report accordingly in our reports.

“If you go to our reports you will find that at the end of each audited ministry we have got a section which says progress in implementation of previous recommendations and we also submit those issues to the Public Accounts

Committee so that when they interrogate those accounting officers they ask how far have you gone (in implementing recommendations).”

Mrs Chiri said a special unit had been established in the Ministry of Finance and Economic Development to follow up on the implementation of their recommendations with line ministries.
Deputy Auditor General, Mrs Nyasha Magadza, said resource constraints were affecting their operations.

“Just like any other institution, especially with the state of the economy, we have challenges with resources and also when you look at the public sector it is decentralised throughout the country and as the AG’s office we would want to reach every corner, but we are constrained by resources,” she said.

Mrs Magadza said some ministries were also taking long to produce financial statements on time because of brain drain hampering their ability to carry out audits effectively.- state media

Harare Events Company To Run Gwanda Gospel Music Festival

THOUSANDS of people are expected to gather at Phelandaba Stadium in Gwanda for the fourth edition of the Gwanda International Gospel Music Festival (GIGMF) taking place next week.

Takesure Zamar, Mathias Mhere, Vocal Ex and Indosakusa are among the local artistes expected to perform.

The GIGMF organised by Big Time Strategic Group will be held from October 5 to 7 under the theme, “The Walls of Jericho Did Fall”.

South Africa Spirit of Praise duo of Pastor Neyi Zimu and Omega, as well as Thinah Zungu will take turns to minister to the people of God at the festival.

The festival is the brainchild of Big Time Strategic Group CEO Justice Maphosa who grew up in Gwanda before moving to South Africa to build his empire.

Addressing members of the media in Bulawayo yesterday, Alson Darikayi, Big Time group corporate affairs director, said this year’s festival was meant to celebrate that the walls of limitation on Zimbabwe have fallen.

“Our theme this year is quite foretelling especially as we work towards rebuilding the economy of our beautiful nation, Zimbabwe. We believe the walls of limitation that have kept the nation of Zimbabwe stagnant are tumbling as we lift our praise to the Mighty Man of War – Jehovah. Zimbabwe shall rise again,” said Darikayi.

He said the GIGMF was the place to be for gospel music lovers who prefer to “experience” live music while ‘reclining’ in the sweet presence of the living God.

“Once again, we’ll gather in Gwanda to give praise to the living God because He is absolutely deserving. We consider this as a calling and our desire has always been that Gwanda becomes an altar for the nation of Zimbabwe where people from all parts of the country converge to call on God free of charge.”

This year’s line-up, Darikayi said, features a diverse range of gospel music heavyweights from either side of the Limpopo River.

“We’re excited to have this year’s line-up of gospel artistes with a genuine hunger for God and a deep inclination to worship Him. Our desire is to see the banner of God lifted high as we passionately praise and worship Him.”

“As a way of empowering young people in Zimbabwe, we have roped in three youthful groups — Hybrid Psalmz from Gwanda and Vocal Ex co-founded by Eric Moyo of Joyous Celebration. For Iscathamiya fans, we have Indosakusa, who recently released their sizzling 13-track album.

“Such is the diversity of this year’s festival,” said Darikayi.

Since the country is on high alert in terms of cholera, when asked about measures they are putting in place to curb an outbreak, Darikayi said: “We’re fully aware that there’s a cholera outbreak in the country. We’ve been working in consultation with the relevant health authorities to monitor the situation.

“Also, we’ve put points around the stadium with sanitizers and more than adequate ablution facilities in terms of mobile toilets.”

The festival attracts nearly 40 000 people annually.

Compared to previous editions where tonnes of equipment were imported into the country for the staging of the festival locally, Darikayi said they had contracted Harare’s Event Solutions to provide sound, lighting and stage equipment.

“This is part of our drive to empower the local service providers. Our technical team was meticulous in choosing Event Solutions as they came to Zimbabwe from South Africa and canvased for the best here.

“So from six service providers who were shortlisted, they chose Event Solutions. They have the capacity to bring the best sound and experience for the size of Phelandaba Stadium,” said Darikayi.

SA gospel queen Rebecca Malope was turned away from the border twice because her papers were not in order, but this time, Darikayi said all artistes had been cleared.

“Everyone has been cleared by the relevant authorities. We learnt from our mistakes and we’ll do better this year as we’ve done our homework.”

Zimbabwe Now Has the Cheapest Fuel Prices in Southern Africa

By Martin Majaji| The unofficial three-tier forex pricing system now prevalent in the Zimbabwean market space, comprising of the USD/Bond Note pricing, the USD/RTGS deposit pricing and the Bond Note/RTGS pricing, has in real terms, made Zimbabwe fuel prices the cheapest in the region. This has led to the current massive spike in the demand for all fuel grades imported into the country. According to official figures, in the six months to June 2018, the country consumed 752.4 million litres of fuel, representing a 24% jump from the same period last year.

 

The country now needs about USD80 million a month to pay for fuel imports and the
demand for fuel continues to increase leading to frequent shortages and the resurfacing of
the dreaded fuel queues.

 

The IMF recently adjusted Zimbabwe’s projected economic growth rate to 2.4% for 2018,
yet real demand for fuel has short up by 24%. The increase in demand for fuel is a result of
the fact that Zimbabwe now has the cheapest fuel in the region if one makes use of the
three-tier forex pricing system to trade fuel in the country. A real-life example works as
follows; a trucking company plying the Johannesburg-DRC route, will ensure that drivers
carry US Dollars in cash. Upon arrival in Zimbabwe where diesel prices are officially pegged
around USD1.40, the driver sells his Dollar notes at USD1 to 2 Bond Notes. The driver then
uses the Bond Notes proceeds to pay for diesel at a Zimbabwean service at the marked price of USD1.40. In real terms the cost of fuel in Zimbabwe then is US$0.70 or 70c, since the truck driver obtained his Bond Notes at a rate of 1 to 2 for his precious USD notes. The price of fuel can even be way cheaper than 70c where RTGS is used for payment after trading USD notes at the higher discounted RTGS rate.

 

In comparison diesel prices per litre in South Africa are currently pegged at about USD1.15, in Zambia at USD1.41, the DRC at USD1.21, in Botswana at USD0.84 and Mozambique at USD1.07.

 

The Reserve Bank of Zimbabwe is allocating real USD cash to import fuel and yet the country only receives half or less of the real USD price paid to acquire the fuel. In real terms, Zimbabwe is now subsidising the price of fuel and this explains the spike in demand for fuel and the concomitant increased pressure on scarce USD monthly allocations towards fuel imports, to the detriment of other key national imports such as raw materials for
manufacturing companies, medicines and other critical payments.

 

The situation will continue getting worse, as South Africa records the highest increase of
more R1 in fuel pump prices in October, Zimbabwean fuel will become more attractive, with
more pressure for monthly forex allocation by the Reserve Bank and fuel stock-outs and
queues becoming more frequent.

 

Other Arbitrage Opportunities and Practices

1. Export of fuel and scarce local products to neighbouring countries at a discount
The same three-tier forex pricing system creates arbitrage opportunities for traders to
buy fuel using either Bond Notes or RTGS transfers and sell the fuel in US Dollars in

neighbouring countries and trade the US Dollars for Bond Notes or RTGS at double the
double the official rate, and immediately more than doubling their profits.

 

Traders can also export scarce locally produced products like cooking oil, cement,
beverages, etc even at a discount into neighbouring countries. If they receive payment in
US Dollars, they will trade the Dollars for Bond Notes and RTGS at more than 100%
margin hence making huge profits from arbitrage. This could explain some of the recent
spikes in real volume sales of beverage companies, cooking oil companies and cement
companies leading to supply shortages in the domestic market and an increased demand
for forex allocation to import more raw materials.

 

2. School fees payments and international medical treatment

 

A Zimbabwean who lives in Johannesburg can buy US$5 000 Dollars in a South African
bank, crosses the border into Zimbabwe, trades the Dollars for an RTGS deposit of
USD10,000. He then presents an application to the Reserve bank to pay real US$10,000
for school fees for his kids studying outside Zimbabwe. If the Reserve approves and
allocates the forex payment for school fees, in real terms, the Johannesburg based
parent has been gifted or subsidised to the tune of US$5,000 for his kid’s educational
costs.

 

The same could apply to international medical costs and any other costs which are
deemed critical on the forex approval list of the Reserve Bank.

 

The economic ramifications
The distortions in forex pricing is now causing massive inflationary pressures in the economy bringing fears of the recurrence of the previous dreadful hyper-inflationary environment of the 2000–2009 decade. Both demand pull, and cost push inflation are now at play as a result of the forex pricing distortions. Demand pull inflation is at play because of the massive demand for domestic products which in real terms, are cheaper in the international markets because of distorted forex pricing. Cost push inflation is being fuelled by importers who resort to sourcing forex on the parallel markets to import products as the Reserve Bank fails to provide forex allocation for their needs.

 

No amount of further forex injections into the system will improve the situation, instead the
arbitrageurs will continue to make more profits and the forex deficit will continue growing
to massive proportions, adversely affecting real production and inflaming further
inflationary pressures into the economy.

 

The immediate economic policy solutions required

 

The three-tier forex pricing system needs to be addressed urgently if the forex haemorrhage is to be addressed and allow the country to focus on real production, value creation and real economic growth which create formal jobs. The arbitrage opportunities created by the three-tier pricing system is creating distortions to real productive activities by rewarding arbitrageurs at the expense of the real producers.

 

The newly appointed cabinet should immediately implement the following key and bold
economic policy measures to arrest the situation for once and all:

 

I. The immediate demonetization of the Bond Notes
There is currently about USD400 million worth of Bond Notes printed and in circulation.
The government and the Finance Ministry should use the USD500 million of recently
arranged funding facilities to demonetize the Bond Notes. This is the only sure way of
arresting the current pricing distortions in the market. Injecting this funding into the
market under current market distortions will just add fuel to the arbitrage practices and
is akin to throwing the money into a bottomless pit. Demontizing the Bond note will
force people storing US Dollars for trading purposes and store of value, to start using
them for transactional purposes and hence increase the supply of US Dollar notes.
II. Opening of Customer Forex Currency (CFC) accounts and removal of Central Bank forex
allocation system.

 

The Finance Ministry must legislate for the opening of CFC accounts with banks that are
liquid at all times, with customers accessing their cash on demand. Exporters can trade
their export receipts with importers at market determined rates. The market pricing and
allocation of foreign currency will remove the need for parallel markets and allocate the
scarce forex to those that really need it for productive purposes and eliminate all the
opportunities for arbitrage.

 

III. Allow for multiple pricing for US Dollar and RTGS

 

The government should in the interim allow multiple pricing of goods and services in
RTGS value and real USD value, and values between RTGS and real USD dictated to by
the markets. This is mere acknowledgement that the market does not equate same
value to the USD notes and the RTGS electronic bank balances. In the longer term, the
government must gradually eliminate the RTGS balances and substitute them with real
forex currency or the new domestic currency under an independent Central Bank.
IV. Close the Government overdraft facility with the Reserve

 

To help reign the government’s insatiable appetite for funding for fiscal expenditure, the
new Minister of Finance must immediately put a stop to the unprecedented and harmful
practice of government’s direct borrowing from the Reserve Bank via a Central Bank
overdraft. This practice creates a carte blanche for the government’s fiscal expenditure
patterns.

 

V. Craft legislation for an independent Central Bank.

The new Minister of Finance must immediately initiate new legislation for an
independent Central Bank with the main sole mandate to maintain the value of the local
currency and the stability of prices in the domestic market. Hopefully with a new Central
bank governor at the helm, the newly legislated independent Central bank can start
crafting plans for a new stable Zimbabwean currency. This is will put an end to the repeated macro-economic balance destabilization caused by a subservient central bank
promoting uncontrolled fiscal expenditure through uncontrolled money supply activities.

 

Conclusion

Anything short of eliminating the current economic distortions caused by the three-tier
currency pricing system will not bring about any relief to the current macro-economic
disequilibrium. Pricing and supply stability of goods and services can only be restored after
eliminating the market distortions caused by arbitrage opportunities currently prevailing in
the market space. Arbitrage opportunities destroy real production as real economic benefits
are transferred from real producers to the arbitrageurs and rent seekers. Real economic
growth which creates formal employment can only be achieved by a real increase in
production of goods and services in a stable macro-economic environment.

It has emerged that the Mbare flats exposed this week as filthy and uninhabitable, were beneficiaries of a $5million grant from billionaire and philanthropist, Bill Gates.

The Harare Mayor, Counsellor Herbert Gomba revealed this in the below note. He wrote on his portal: “Today I saw a video on Mbare flats , I agree we need to do more , however more is being done we are sorry we are late if only Chipangano had not chased mayor Masunda who had gotten $5 mill from Bill Gates we could have not had a video circulating.

“To residents of these flats I am sure you know and MSF in agreement with council are doing some works there , and these works have been very helpful, I hope next time buss stop tv will have time to see and make a video of that .

Mangudya Confirms Zim Dollar Is Definitely On Its Way. Watch Video

Staff Reporter|Reserve bank governor John Mangudya has revealed that Zimbabwe should expect a return of the local currency in the next three to five years after the economy has stabilized.

Speaking during an interview with Bloomberg TV in New York, America, Mangudya said there was a need to make improvements to the economy first before the Zim dollar would return.

“For the local currency to return, we need to improve on business and consumer confidence, reduce fiscal imbalances that are putting pressure on the financial service sector on the rate of exchange and thirdly have access to foreign finance. When these things are done we can have a return of the Zimbabwean dollar” he said

Mangudya accompanied president Emmerson Mnangagwa to the UN General Assembly 73rd session where other world leaders convene to discuss on how best to create equitable and peaceful societies.

He reiterated that one can not entertain the talk of the Zim dollar until the fundamentals are addressed.

“We do believe that in the open for business narrative in the next three to five years we shold be able to achieve in the currency reform business.” Mangudya added.

All Set For Gwanda Music festival

Contemporary Christian music lovers are set for a treat as the Gwanda International Gospel Festival returns this year with a line-up of South African and Zimbabwean musicians set to lighten up the Gwanda town with some live performances.

Group Corporate Affairs Director of the Big Time Strategic Group Alson Darikai said this year’s event which will be broadcast live on ZBC TV will be spectacular as a number of South African gospel musicians including Dr Tumi and other locals including Takesure Zamar and Mathias Mhere will be performing.

“This is going to be a three day explosion gospel festival. We have brought up South African musicians and other local including Takesure Zamar and Mathias Mhere. The stage, lighting and everything is now in place and we will have some fireworks end of each day,” said Darikai.

Last year the main acts came from gospel musicians that include Bethusile, Veliswa, Lobose Kgobela and Solly Mahlangu.

The fourth edition of the festival this year will be running under the theme: ‘The Walls Of Jericho Did Fall’.

Manicaland Records Four Cholera Deaths

Manicaland has so far recorded 4 cholera deaths.

Three of the four people who died are from Buhera and one is from Makoni district.

The province has recorded 170 suspected cases of cholera and 17 cases have been confirmed.

All the cases are suspected to have been caused by people who recently visited areas in Harare where the epidemic started.

Speaking during a Manicaland Provincial Development Committee meeting held in Mutare, Manicaland Provincial Administrator Mr Edgar Seenza raised concern over the alarming rate of the increased cholera cases in the province.

“Cholera cases are on the rise in the province with Buhera recording the highest number of cases. We are trying to make sure that cholera does not spread throughout the province. We have banned all public gatherings and we are urging people to practice good hygiene. We also want council to provide safe drinking water to places that do not have access to clean water. We also call upon our development partners to assist with safe drinking water,” said Mr Seenza.

Mr Seenza also raised concern over the high numbers of school drop outs in the province indicating that Manicaland has the highest number of school drop outs and highlighted that it was due to mostly early child marriages amongst other factors like poverty.

He also implored for stiffer penalties to perpetrators of environmental degradation after pointing out the increased cases of veld fires in the province.

“We cannot continue complaining about veld fires without acting on it. Drastic measures should be put in place to deter people from committing the same offences,” Mr Seenza added.

The provincial development meeting was aimed at reviewing the progress that different stakeholders in the province have made during the 2018 3rd quarter.

Lawyer Samukange In Trouble With ZANU PF For Representing Kasukuwere

Own Correspondent|ZANU PF youths have hauled over the coals, party legislator and lawyer Jonathan Samukange for offering his legal services to former party rival Saviour Kasukuwere who is being accused of corruption.

“We have been inaudited with questions about Mr Samkange’s political standing and we will continue to seek answers to those questions,” said the party’s Youth League in a statement Thursday.

Kasukuwere is a former Zanu PF political commissar who was among a handful top officials who were elbowed out of the party when then Vice President Emmerson Mnangagwa orchestrated a coup against the now former President Robert Mugabe and his G40 backers November last year.

He has since been dragged to court on four counts of abuse of office charges.

However, Mudzi South MP, Samukange has infuriated the party’s youth wing through offering his services to the former Local Government Minister.

Said the youth league, “It is morally and politically irreprehensible for him (Samukange) to stand up and associate himself with our President and First Secretary while at the same time fighting to release those, we as a party led by HE are fighting to end corruption.”

Kasukuwere appeared in court early this week and is out on $3 000 bail.

But Zanu PF youths find everything wrong with Samukange over alleged attempts to throw spanners in the wake of a party bid to fight corruption as enunciated in its 2018 election manifesto.

They insist they will not sit idle and watch an MP who was elected on the same principles turning around to defend someone accused of corruption, even so, a party enemy.

“Fighting corruption is one of the stated objectives of the party as stated by our campaign manifesto and he, Cde Samkange ran with that manifesto too or perhaps he didn’t,” said the youths.

“Now that we have a person arrested under same charges, for him to actually represent and defend corrupt people or people arrested on corruption does bring into question not only his personal credibility but his political and moral standing.

“We castigated opposition members such as Job Sikhala for representing former Zanu PF members arrested on graft charges, not because we wanted to see them in jail but because we argued it doesn’t not make sense to stand in Parliament and in public and accuse one of being corrupt and then go to court and represent him against same charges.

“So now, as we hereby do, we demand that Mr Samukange state where he stands politically, what his principles and allegiance are.

“It now looks like we arrest people with our left hand and release them with our right hand, and that does not look good at all.

“He must come out in the open and say if he isn’t for Zanu PF and certainly not for our fight against corruption. It’s morally and politically irreprehensible for him to be representing such people and how does it look to the world?

Samukange has insisted his controversial client was “innocent until proven guilty” hence he had the right to be represented by anyone, including himself.

Psychology Maziwisa Falls On Hardtimes Begins To Dispose Assets To Settle Debts

Former Zanu PF Highfield West MP Psychology Maziwisa has approached the High Court seeking to sell one of his properties registered in his son’s name to foot school fees for the minor child.

In the application, Maziwisa, who cited the Master of the High Court as the respondent, also said that he wants to dispose of the Tynwald property in order to buy a smaller one.

According to court papers, Maziwisa is seeking the appointment of Pamellah Musimwa as a legal representative for the 12-year-old boy, born on June 19, 2006.

“I am the biological father of the minor child (name withheld) … The minor’s mother is Thandeka Zimu, a South African citizen, whose supporting affidavit is accompanying this application. In 2006, I purchased a piece of land being stand number 14063 Tynwald Township of stand number 12 891 Tynwald Township for our minor child, which property is registered in the said minor’s name…

“I now seek to sell and dispose of this property in order to purchase a smaller and cheaper property for the minor as I require the extra funds…to contribute towards (the child)’s education and other expenses,” he said.

He added that he approached the Justice for Children and requested for the appointment of a legal representative, who will ensure that the sale of the property will be in the best interest of the minor child.

“It is just, desirable and in the best interests of my child that the appointment of Pamellah Musimwa as curator ad litem in respect of (the child) be confirmed to enable the matter to proceed,” he said.

Musimwa, who is a legal officer at Justice for Children, also filed a supporting affidavit, accepting her appointment as the minor child’s legal representative.

“I confirm and verify that I am prepared to accept such appointment as curator ad litem on such terms and conditions as this honourable court may deem fit and appropriate and I will make myself available for attendance before this honourable court if for any reason the court wishes to inquire as to my suitability as curator ad litem,” she said.

The Master of the High Court has not yet responded to the application filed on Wednesday.

City Of Harare To Set Up First Urban Toll Gate, Says Residents Will Not Resist It

Correspondent|Harare City Council (HCC) is mulling setting up a tollgate along Harare Drive to generate revenue that would be channelled towards road maintenance.

Council engineer Gilbert Munyonga said the city fathers are not anticipating any resistance, saying residents appreciate high quality products considering how they will benefit from e-tolling.

“Knowing Harare residents, they do not go for cheap things or for poor quality. Once you put something of poor quality, even for a stop gap measure, you will see they will talk about it,” he said.

“When they want something of high quality, by virtue of being high quality people, I think they should be in a position to sustain that kind of lifestyle, and the only way to do that in the roads sector is to pay road user charges,” added Munyonga.

Mayor Herbert Gomba said residents will be engaged to make them realise the importance of road rehabilitation and to dissuade them from dodging the tollgate.

“It’s only a question of talking to our people, engaging them and making them aware of the importance of financing the road rehabilitation programme. It’s going to be citizen participation in the governance of the city,” said Gomba.

HCC has already completed the construction of a roundabout at the Gaydon and Harare Drive intersection.

Council has also partnered with Bitumen World in refurbishing more roads and roundabouts around Harare to control traffic within the next five years.

China Says It Is Not After Zim Assets Through Loan Advances

CHINA has downplayed and rejected the oft-repeated charge that it is building a colonial empire in Africa in the same way European powers did in the 19th century, blaming Western countries for lying to the world that it was stripping poor countries of their national assets when they fail to clear debts owed to the Asian economic powerhouse.

China — Africa’s biggest trading partner — has frequently been accused of pursuing a predatory, unethical resource-driven colonialism which included extracting the continent’s mineral wealth at knockdown prices to propel its economic growth.

Criticism grew in the aftermath of the Forum on China-Africa Cooperation (Focac) summit which saw African heads of state trooping to Beijing early this month, where they were promised US$60 billion worth of loans to support development projects in their countries for the next three years.

This is despite the fact that many countries, including Zimbabwe, have failed to repay loans and rrears extended to them under a previous facility of the same value.

Reports that China was seizing a national airport in Zambia and claiming a 60% stake in the Zambian state broadcaster as a way of recovering the loans have triggered global outrage. Zambian information minister Dora Siliya later denied the reports.

Zimbabweans have similar concerns after it emerged that Harare owes Beijing upwards of US$300 million in arrears from previous loans.

The news of China taking over Sri Lanka’s strategic port and 15 000 hectares of land on a 99-year lease recently also raised questions and debate on the African continent about the kind of agreements African presidents are signing with China.

Fearing the worst, the South African parliament, led by the minority leader from the Democratic Alliance (DA) Mmusi Maimane, demanded to know from President Cyril Ramaphosa terms of Eskom’s US$2,4 billion loan with the Chinese Development Bank. Maimane gave President Ramaphosa 14 days to table the terms in parliament “in the interest of openness and transparency.” Eskom is South Africa’s electricity public utility.

Amid raging tempers, a senior diplomat from the Chinese Embassy in Harare this week dismissed reports of Beijing’s new conolial agenda as propaganda peddled by Western countries rattled by the Asian giant’s dominance on the African market.

In a detailed briefing, the diplomat told the Zimbabwe Independent in an interview on Wednesday China has no plans to seize any Zimbabwean assets despite the country failing to settle arears. He also said the loan deals did not involve host countries mortgaging their resources to China.

“In the case of Zimbabwe, there is no mortgage of resources for now between China and Zimbabwe, and we never force any conditions on any country. We are equal, we are brothers and sisters,” he said.

“Zimbabwe has debts and arrears to China, have we seized any assets? We have never done that. I can tell you, we will never seize assets from Zimbabwe, although there are arrears to China. We provided loans to Zimbabwe and many other African countries. I admit the debt burden is increasing, but we never seize assets. What should be done is that if you borrow loans, you put them to good use such as invest in infrastructure and you develop the economy. If you get loans and you squander the money on consumption, and you have no projects and the economy does not develop, that is terrible. Good investments will mean that you are able to repay the loans. We have full confidence that if you wisely invest and come up with good policies and bankable projects, in two or three years, you will be able to clear the loans,” he added.

Western powers, the diplomat said, were spreading false information to tarnish China’s image.

“We never seized the port in Sri Lanka, how can we do that? We never do that. That information came from the opposition parties in Sri Lanka and some Western countries that do not want to see us developing very close relations with our neighbouring countries because, if we go there, our influence will be expanding to the Indian Ocean and they feel threatened. So they always try to create stories. Here in Africa, it is the same thing. Since 2015, we have provided US$120 billion to finance operations in African countries.

Africa and China have become closer; they (Westerners) are afraid of us. They can not sleep and therefore they create all kinds of stories.

“Zambian leaders and South African president have both refuted the allegations, saying China has never had any such debt-trap diplomacy. They are jealous of our co-operation and they always want to create a sense of fear between China and Africa. We have to take care of our relations jealously.

“They say that we want to use the loans to colonise Africa. They came here with guns and clerics and their companies. I know what they did in Zimbabwe; they occupied the land; they cheated King Lobengula into signing concessions and they killed a lot of people.

Then they say the Chinese are colonialists. I am a little bit curious; do Chinese come here with guns, do Chinese kill a lot of Zimbabweans, many Africans, do Chinese ship a lot of Africans to South America, North America, to work as slaves? I raise these questions. Have we launched attacks against one North African country and seized a head of state and killed him? Do we send any fighter planes to any African country, have we launched any missiles? In Sudan, they launched a missile at one pharmaceutical company. We have never done that, so who are the colonialists here? I think it is very clear that they always want to create trouble between us.

“They are scared, that is why they are creating fake news. We will never give up. We will never accept being bullied. We are not afraid of anyone. Success is in our hands and even some of their intellectuals have agreed that China is advancing. We call upon them to lift sanctions and provide more loans to Zimbabwe without any conditions or political strings attached and help the Zimbabwean people to develop,” he said.

In his address to Zimbabweans based in the United States where he is attending the annual United Nations General Assembly meeting this week, President Emmerson Mnangagwa said there was no risk that the country would fall into a Chinese debt trap since it was attracting self-financing investments.

Chamisa Says Mnangagwa Is Trying To Buy Legitimacy Via Land Offer To Trump

 

It didn’t take long for Zimbabwe
opposition leader Nelson Chamisa to
voice his displeasure at President
Emmerson Mnnagagwa’s plan to
offer some of Zimbabwe’s prime
real estate to U.S. President Donald
Trump.

Not only did Chamisa say the offer is illegal but he also described it as an attempt by Mr Mnangagwa’ s desperate attempt to ‘”buy legitimacy” after winning a disputed election on July 30.

“Since the US is a law-abiding
country, what the offer now means
is that the US President will, as a
result of Mr. Mnangagwa’s ill-
advised move, have to be extremely
careful when making policy on
Zimbabwe to prevent being
construed as reacting positively
because of a private business
offer,” said Chamisa’s spokesperson, Nkululeko Sibanda.
Sibanda, went on to say Chamisa
was “concerned and shocked” over
“illegitimate Mnangagwa’s
unsophisticated, amateurish PR
inspired and on the fly policy
approach” and that his actions are
costing Zimbabwe’s economy at the
worst time imaginable.

the offer to Trump staffers earlier
this year at the World Economic

Govt Says It Doesn’t Matter A Fraudster Can Continue Running Health Ministry, Leave Him Alone, You’re Not His Employer

By A Correspondent| The government has blocked all inquiries about the health minister Obadiah Moyo who has for more than a quarter of a century been claiming that he is a medical doctor, when he is not.

While a Health Minister does not necessarily have to be a doctor, Obadiah Moyo has for 26 years to date been making false claims that he is a medical doctor and that he has the educational and professional training for it.

A recent ZimEye investigation has revealed he is not at all a medical doctor contrary to his long held claims. Obadiah Moyo’s claim to medical fame only goes as far as being the late First Lady Sally Mugabe’s dialysis technician and he presided over her death bed for the whole duration of her hospitalization, as the US embassy exposed him in 2008.

Furthermore, a peep into the database of medical practitioners reveals Mr Moyo is not at all registered with them, and as ZimEye reveals, he has never at any time been registered with them. The pile of fake academic papers is even higher as ZimEye reveals his medical masters degree is nothing but fake. Further investigations by ZimEye reveal that the man was at one time just a disc jockey, as even the state media reported this week.

Speaking in parliament Wednesday, Justice Minister Ziyambi Ziyambi shot down demands by MDC MPs and below were the LIVE scenes. Ziyambi said Obadiah Moyo was appointed by Emmerson Mnangagwa and the constitution says the decision for job suitability rests with Mnangagwa not with parliament.

Full Statement: MDC Irked By Mnangagwa’s Hopeless UN Trip

The opposition MDC Alliance has alleged that President Emmerson Mnangagwa’s trip to the 73rd United Nations General Assembly was full of lies and misrepresentations.

Full statement by MDC National Deputy Spokesperson Bekhithemba Mpofu on the trip reads as follows:

The MDC is irked by Mnangagwa’s misrepresentation of the Zimbabwean situation in front of the whole world in a shameless attempt to sugar coat his limited capacity.

The best way to move forward is to correctly define and characterize the status quo as well as appreciate the challenges ahead.

Mnangagwa’s misrepresentation of facts in New York is worrying.

This misrepresentation of facts might win him a few gullible, impressionable and excitable fanatics back at home and maybe abroad but certainly the world is not blind.

To make matters worse, Mnangagwa lies about issues which are on the fingertips of the people he is trying to impress, this is a second layer of a false start considering the legitimacy issues already arresting the country.

The issue at hand is one that has to do with confidence building, overstating Mnangagwa’s achievements of the past 7 months simply expose his dishonesty and sadly it is a disservice to the nation.

In New York Mnangagwa lied with a straight face that GDP per capita in Zimbabwe rose to $1500 in the first 7 months of his reign of shame. Zimbabwe’s per capital income is $890 according to the United Nations’ country statistics. The African Development Bank places it at $840 while the World Bank using the Atlas method places per capita income at $840.

Mnangagwa is known for confusing figures including his infamous addition of 10 plus 4 adding up to 40; he can be forgiven for making mathematical mistakes but certainly cannot be forgiven for the other lies.

That the National Peace and Reconciliation Commission is a creation of his, is an insult not only to his audience but to the democratic contingent, victims of political violence and their families. Mnangagwa claims to have created the commission when in fact its a constitutional creation. He further claims that he appointed the Commissioners when these were appointed in Mugabe’s time.

It exposes Mnangagwa as a liar but also shows that appointment of commissions are no indicator of real reform.

He further created an impression that the commission had been mandated specifically to deal with the issue of Gukurahundi.

In May of 2017 while he was still the vice president, he claimed that Zimbabwean banks were seating on US$9 billion with no viable projects to fund.

In its latest report on the banking sector at the time, the RBZ had released information to the effect that only US$6 billion was in the banking sector.

A serious leader ought to have at least got the official figures from his subordinates at the RBZ before embarrassing himself and the country as a whole.

He also sensationally claimed that the Mugabe government created 2,2 million jobs, a joke not so funny but rather sickening and an insult to the unemployed masses of Zimbabwe.

His Finance Minister Prof Mthuli Ncube seems to be learning fast, he also lied and mismatched figures while addressing the Zimbabwe Investor Forum on the sidelines of the General Council.

He overstated statistics on the ZSE’s cumulative return since March 2009 to 2000% whose variance to the actual 600% return is just too much of an irreconcilable gap.

Then in a clear sign of selling his soul and committing integrity suicide, Ncube supported Mnangagwa’s claim to create a medium income economy of $3500 GDP per Capita by 2030. This cannot be reconciled with Mthuli’s projections of 6% annual growth rates.

Achieving the above per capita income by 2030 will require an average growth rate of 11% considering population growth does not go beyond 16 Million.

Forget the poor show by John Panonetsa Mangudya in his New York Presentation, the lies by Dambudzo assisted by Mthuli did serious damage in portraying Zimbabwe as a country of dishonest global citizens.

It was a shameless show.

We expect Zanu PF to know that the apparatus used to rig elections back at home are unavailable in the global village.

We need honest re-engagement based on realities on the ground.

Legitimacy issues must be sorted out, there is no substitute to that. The high country risk profile must be eradicated through respect of human and property rights, the rule of law and an honest shunning of corruption.

There must be institutional, political and pain staking economic reform.

In the interim Zimbabwe must do away with pictures dominating international media those of deadly diseases, starving children, economic chaos, political instability and conflict.

These must be issues any serious government will focus on then use this strong foundation as a basis for honest re-engagement.

The UN trip has gone down the drain and tax payer’s money gone to waste.

Addressing journalists at a press conference at the City of Harare (Friday), Harare Mayor Herbert Gomba revealed that more vending sites are being created to ensure that all vendors are allocated space at designated sites where they will carry out their vending work.

Said Mayor Gomba:

“Responding to stakeholder concerns over the movement of vendors from the city centre, the process is encouraging.

Only City of Harare is the allocating authority. We would like to inform the public that space has been created where registration with council is being done.

Mutodi Warns ZBC Against Complacency

Controversial Deputy Minister of Information, Energy Mutodi has called on the state broadcaster, ZBC to Up it’s game and give viewers the content they deserve.

Mutodi made the remarks when he toured ZBC facilities at Pockets Hills in Harare today.

According to ZBC, Mutodi urged them to come up with programming that is in tandem with international best practices.

He said ZBC should measure up to the current trends and ensure viewers get satisfaction.

The Deputy Minister also commended the institution for advancing its technological infrastructure and encouraged full utilisation of the facilities.

He also pledged to facilitate engaging for the opening up of new studios that were constructed under the digitalisation programme.

ZBC Chief Executive Officer Mr Patrick Mavhura briefed the Deputy Minister on the transformative strategy that the institution has embarked on for the period 2017-19 and its self-initiative efforts towards revamping its current studios to comply with the demands of the digital migration.

Deputy Minister Mutodi was able to familiarise himself with operations at the ZBC radio stations studios Classic 263, Power FM, new television studios, news department and technical department.

Key personnel in different departments took the opportunity to explain on the latest technological developments being implemented by the national broadcaster.

Highly Contaminated Bottled Water Sold At Major Shops

HARARE’S privileged class, living in leafy suburbs and cruising around in luxury cars, has for a long time shunned municipal tap water, in a city notorious for its dirty water.

But if they thought they had found refuge away from sewage water in bottled or borehole water, they better think again: these fancy and sparkling sources of water are turning out to be equally contaminated.

The Environmental Management Agency (Ema) has exposed a potentially huge scandal in which producers and suppliers are selling bottled water with high levels of heterotrophic plate counts (HPC), which are above Standards Association of Zimbabwe (Saz)-acceptable drinking water limit of agar plate count per millilitre of 100.

Ema also carried out tests on water from 31 boreholes in Harare for the quarter ending August 2018, which confirmed the presence of harmful coliform bacteria in 26% of the sampled boreholes in both low and high-density suburbs.

The development comes at a time the country is struggling to control a deadly cholera epidemic, the worst in 10 years. As of yesterday, the official death toll had risen to 49.

Many people have resorted to bottled water to escape the medieval disease — caused by the water-borne vibrio cholerae bacterium which triggers ceaseless watery diarrhoea and kills within hours if left untreated.

According to results of laboratory tests which Ema conducted at the request of government for the quarter ending August 2018, 11 out of 17 bottled water brands contained bacteria.

The levels of bacteria in some brands were four times the acceptable levels stipulated by Saz.

In the report to government, which was obtained by the Zimbabwe Independent this week, Ema said although all 17 samples tested negative to faecal matter, the majority of brands of bottled water had high levels of bacteria.

According to the laboratory tests, water being sold under prestigious trade names such as Tingamira, bottled by Chipinge-based Tanganda; Aqualite produced by Dairibord Zimbabwe Limited and Oasis Still Purified and Spadmile Waters had higher-than-accepted levels.

Other bottled water brands with high levels are Exotican, Nature’s Paradise, Crystal Purelife, Still Purified, Spar Purified, Setzer, Manna Brook and Water Sparkling.
Of the 17 brands, Tingamira had agar plate count of 392 at 22 degrees Celsius and 266 at 37 degrees Celsius, followed by Spar Purified with 368 at 22 degrees Celsius and 102 at 37 degrees Celsius.

But water from Schweppes, Hydro Boost, Aqua Vita, ZLG, Vivon and Bonaqua registered a zero plate read.

“A total of 17 bottled water brands were analysed and these were Aqualite, Spar Purified, Schweppes, Hydro Boost, Aqua Vita, ZLG, Vivon, Tingamira, Bonaqua, Oasis Still Purified, Crystal Purelife, Spadmile Waters, Manna brook, Nature’s Paradise, Setzer, Exotican and Oasis Sparkling. The results did not show any faecal contamination in all the bottled water brands.

“However, some of the results showed the presence of total HPC which are above the Saz-recommended drinking water limits in the following brands: Spadmile waters, Exotican, Nature’s Paradise, Aqualite, Crystal Purelife, Tingamira, Oasis Still Purified and Spar Purified water,” reads a report accompanying the test results.

Spadmile has an agar plate count of 130 at 22 degrees Celsius and 128 at 37 degrees Celsius, Oasis (274 and 110), Crystal Purelife (290 and 67), Manna Brook (40 and 24), Nature’s Paradise (112 and 97), Setzer (13 and 3), Exotican (122 and 116), Oasis Sparkling (5 and 0) and Aqualite (208 and 132).
Agar plate count is the recommended test to determine plate counts of micro-organisms in food and water.

Total plate count is a measure of the biological activity in a sample. It is a count of all heterotrophic bacteria, fungi (moulds) and yeasts that will grow in aerobic conditions.

“This may be due to the fact that the finished product will often be exposed to elevated (ambient) temperatures over a period of days to weeks before consumption. This therefore presents ideal environmental conditions for the growth of heterotrophic bacteria,” the report reads.

According to a World Health Organisation 2002 report, high HPC counts indicate ideal conditions for bacterial regrowth and should be corrected.

A senior Ema official said: “What this means is that the presence of bacteria in the water is so high that it promotes perfect conditions for them to multiply and when this happens, the water could become harmful to humans. If you check the test results, you will realise that some brands have counts which far exceed the accepted levels and this is a cause for concern.”

Laboratory tests for the borehole water for the same period also indicated that water from many boreholes in Harare is unsafe for human consumption as tests have shown it is contaminated with the Escherichia coli (E. coli) bacteria. The pathogen can cause water-borne diseases and other health challenges like renal failure.
E. coli is a bacterium associated with faecal matter.

“In the year 2018, a total of 31 boreholes were sampled from Mbare, Southlea Park, Ushewokunze, Hopley, Southlands, Whitecliff, Kuwadzana, Warren Park, Kambuzuma, Budiriro, Glen View, Glen Norah, Highfield, Epworth, Mabvuku, Eastview, Mt Pleasant, Borrowdale, Hatfield, Belvedere and Hatcliffe.

“Out of the 31 points sampled, eight points showed presence of faecal contamination, that is about 26% of the sampled boreholes. The contaminated boreholes were Whitecliff, Kambuzuma 1, Mufakose 2, Mbare Stodart Hall, Hopley 2, Hatfield, Southlands 1 and Southlands 2. The number of boreholes being sampled reduced due to the fact that some of the boreholes in the different areas are no longer functional,” reads the report.

Ema recommended that government and local authorities install chlorinators alongside contaminated boreholes to prevent the spread of water-borne diseases.

‘War Against Vendors’: Rescuing ‘Clean’ Streets, Ruining Lives?

By Vivid Gwede| Since its emergence in growing volumes some years ago, vending in Zimbabwe’s major urban areas, especially Harare, has never been tolerated as a legitimate economic activity and alternative source of livelihood, especially in the attitudes of central government.

But the irony is that its rise is in the same government’s poor economic performance.
The authorities have been attempting to restrict vending from the Central Business District, or tuck it away in the invisible parts of the city. This mimicks the colonial attitudes to African poverty, or African presence in the urban areas.

Beautification of the post-colonial African urban spaces today, just like the policy of no-go areas for natives in parts of the colonial cities yesteryear, has been made the foremost objective of policy interventions on vending rather than the preservation of livelihoods in a harsh economic environment.

While it remains an unassailable argument that urban areas will have to be planned, and activities in them regulated, in order to evade the scandal of unplanned urban development, the abstract idea of a modern city must also be receptive to and meet reality.

Vending is prevalent, but differing in density in African cities, even capitals of the biggest African economies, from Johannesburg to Lagos, thus making it a common sight and reality of the post-colonial urban spaces.

The objective issue that vending in Zimbabwe has grown, almost exponentially, since the onset of the politically-driven economic collapse, means that even though by some comparison Zimbabweans cities have become an “eye-sore,” when dealing with the “problem” this local and historical context must not be lost.

Because of the preoccupation to contain the vending dragon, varied reasons at different times have been given to justify the eventual eviction from the streets of the thousands (probably millions) who vend for a living.

In certain instances, this has even justified the use of force, including arrests, beatings, abductions, confiscation of the wares with no clear accounting of where they are eventually put, and even burning of goods worthy thousands of dollars.

Yet, at the heart of all these problems is the failure by the authorities to give credible alternatives in the short-term.

However, in the long term, there appears to be agreement that vending will be manageable when sustained job creation at some point soaks in vast battalions of people in the informal sector.

This will take some time and the question will remain of what should be done in the meantime.

Some experience in the US informs that vending or “markets” exist in the developed world, but in smarter and orderly forms, benefitting the unemployed, creatively integrated into the urban space, in ways however admitting of those cities’ advanced levels of development.

Be cautioned, therefore, that vending may perhaps never be totally eradicated, but improved and its negative impact alleviated as an economic activity.

But current mind-sets of the officialdom, where vending or informal economic activity, is viewed from the single perspective of the “undesirable” and the “untidy” rather than also from its real economic value as representing low-level entrepreneurial efforts of the marginalised and poor, should be changed.

From the first perspective, the natural approach to vending is to clean “the dirty” with the uncompromising broom of authority and force (together with livelihoods and lives screaming among the “rubbish”).

In the latter standpoint, vending is seen as an enterprise bringing affordable goods to the struggling working class and income to the urban poor.

Through their informal enterprises, the urban poor are doing their part in fighting poverty by earning income to build homes, send children to school, evade the short-term and long-term events of unemployment such as crime and deepening absolute poverty respectively, and fighting lack of food and malnutrition in the lower societal strata.

Needless to say, often, some of the approaches to the informal economy erroneously suppose that it is of the same type namely selling (supposedly) unhygienic food stuffs, yet it also involves selling of skills and technological gadgets to the low-income classes at lower prices that are responsive to economic hardships.

With the above in mind, and given the recurrent topicality of the matter, one only hopes that the authorities will do wider research and deeper reflection on how the issue of vending can be consultatively and contextually approached from a policy perspective.

This will inspire a more productive intervention rather than knee-jerk responses of the “clean-up-campaign-type” meant to deal with sudden emergencies, like the ongoing violent skirmishes between the vendors and police supposedly to deal with the recent cholera outbreak, whose genesis may even be dislocated from the issue of vending.

Caution must also be taken that opening Zimbabwean cities to business and making them world class, does not mean closing them to the people.

ABSA Premiership Coach Threatens To Fire Warriors Star For Indiscipline

Terrence Mawawa|Baroka FC coach Wedson Nyirenda has directed strong words to Talent Chawapiwa after the player refused to shake his hand when he was substituted in the 2-1 defeat to Orlando Pirates.

The two have been entangled in an alleged clash as Chawapiwa is reportedly not happy with the coach.

According to The Citizen, a South African newspaper, Nyirenda said the player needs to show remorse to get back into the team.

“I don’t like that, I won’t hide it to you, I hate it a lot. I fired a player from the Zambia national team because of the same thing, and I am not going to tolerate it here because I am the same Wedson,” the coach said.

“I am here to instil discipline in this team, and I will do that. He has not done anything so why should I keep him in the team? He cannot mark, score or create a goal, so somebody else has to be introduced and that somebody delivered for us.

The gaffer added that Chawapiwa was not the only player in his squad having bad behaviour.

“We have few elements in the team who think they are bigger than this club. I am not a coach who will allow that, no player is indispensable.

“A bigger player is bigger by what he does, but if you are not doing anything then you are not a big player.”

ED’s UN Trip ‘Shameless and Full of Lies’: MDC

Jane Mlambo| The opposition MDC has described President Emmerson Mnangagwa’s trip to the United Nations General Assembly as ‘shameless and full of lies’ accusing the newly sworn in leader of embarrassing himself and the country over his remarks that Zimbabwe’s Gross Domestic Product per capita rose to $1500 in the first 7 months of his reign.

In a statement released this afternoon, MDC National Deputy Spokesperson Bekhithemba Mpofu, accused Mnangagwa and Finance Minister, Professor Mthuli Ncube of using unofficial figures to score cheap political gains.

“In New York Mnangagwa lied with a straight face that GDP per capita in Zimbabwe rose to $1500 in the first 7 months of his reign of shame. Zimbabwe’s per capital income is $890 according to the United Nations’ country statistics.

“The African Development Bank places it at $840 while the World Bank using the Atlas method places per capita income at $840,” said Mpofu.

He added that Mnangagwa could have saved himself embarrassment by using official figures from the Reserve Bank of Zimbabwe.

“In May of 2017 while he was still the vice president, he claimed that Zimbabwean banks were seating on US$9 billion with no viable projects to fund.

“In its latest report on the banking sector at the time, the RBZ had released information to the effect that only US$6 billion was in the banking sector,” added Mpofu.

He also blasted Prof Mthuli Ncube of mismatching figures in his address to the Zimbabwe Investor Forum on the side-lines of the General Council.

“His Finance Minister Prof Mthuli Ncube seems to be learning fast, he also lied and mismatched figures while addressing the Zimbabwe Investor Forum on the sidelines of the General Council.

“He overstated statistics on the ZSE’s cumulative return since March 2009 to 2000% whose variance to the actual 600% return is just too much of an irreconcilable gap.

“Then in a clear sign of selling his soul and committing integrity suicide, Ncube supported Mnangagwa’s claim to create a medium income economy of $3500 GDP per Capita by 2030. This cannot be reconciled with Mthuli’s projections of 6% annual growth rates.

“Achieving the above per capita income by 2030 will require an average growth rate of 11% considering population growth does not go beyond 16 Million,” added Mpofu.

Ngezi Platinum Captain Under Fire For Assaulting Match Official

Terrence Mawawa|Ngezi Platinum Stars captain Liberty Chakoroma has been summoned to the PSL Disciplinary Hearing for assaulting a match official during a Chibuku Super Cup first round encounter against Herentals last week.

No clear details were released but a statement by PSL confirmed club officials and the player are being charged with breaching the PSL Rules and Regulations.

“The Premier Soccer League has summoned Ngezi Platinum Stars FC and their player Liberty Chakoroma to appear before the PSL Disciplinary Committee for assaulting a match official during a Chibuku Super Cup first round match against Herentals FC at Baobab stadium on 22 September 2018,” PSL said.

The Disciplinary proceedings will take place on Tuesday 9 October 2018 at the PSL Offices.

Said President Mnangagwa:

Mutodi Now Firmly In Charge Of ZBC Activities

Addressing senior ZBC employees at the broadcaster’ s headquarters in Highlands, Harare Mutodi said he would unveil his expectations and vision in his quest to transform the national broadcaster.

“I am now acquainted with the system and very soon I will avail my expectations,” said Mutodi.

Mutodi did not mince words as he further expressed his desire to supervise the day to day business at the state broadcaster.

“The government’ s rapid results initiative requires us to be in touch with what is happening on the ground,” added Mutodi.

Hyena Nightmare In Buhera, As 6 Yr Old Boy Is Snatched And Devoured By The Monster

By Own Correspondent| A Buhera family has been plunged into mourning after an aggressive hyena snatched their six-year-old boy from the family’s doorstep, viciously killed him and dropped off his mutilated skeleton in a nearby riverbed in the middle of the night.

Elisha Zvavahera, of Zvavahera village, under Chief Nyashanu, died (last Friday) when he was attacked by the lone hyena while playing outside with 10 other siblings from his father’s polygamous marriage and dragged for some metres before his body was discovered the following morning with a pierced throat, ripped stomach and gnawed limps.

The incident plunged the community into deep mourning and trepidation.

This prompted the Zimbabwe Parks and Wildlife Management Authority (Zimparks) to immediately deploy rangers to pursue, trap and eliminate the hyena.

A visit to the Zvavahera area established that Elisha, who was still recovering from osteogenesis imperfecta (a brittle bone disease) and could hardly run, was allegedly seized by the animal while his parents were in the house listening to the 8pm news bulletin on radio.

They allegedly ignored an alarm initially raised by one of the children to the effect that Elisha is “crying for help” after attack by the voracious hyena.

When Elisha’s mother — Mrs Ellen Matsenhura — eventually went out to investigate after about 20 minutes, the victim was no longer traceable.

Matsenhura rushed back into the house to alert her husband — Ishmael Zvavahera — who with the aid of a small torch, detected and traced the paw prints of the hyena without success.

Though some village dogs barked incessantly, the ferocious hyena was undeterred and tightly gripped its prey by the head with its bone-crushing canines and killed him before he could cry out.

The boy was pulled through the bush for some distance and devoured along the nearby Chikundamatoto river.

Mr Zvavahera said this was the worst tragedy to inflict his family. He said the tragic incident was giving them sleepless nights and has left the community petrified.

“His bones were weak since childhood and he could not walk or run normally and when other children noticed the hyena and rushed for cover, Elisha lagged behind and fell prey. This is the worst catastrophe to affect the family. We later noticed that as the children played outside, the hyenas were by the kraal. They were running towards the kraals, and that is how and where Elisha was snatched.

“His body was discovered along the river around 8am the following morning, and the sight was horrible. His stomach had been ripped open and the intestines were all over the scene. His legs had been gnawed and the head had been pierced. He had two deep cuts on both ears, suggesting that is the area the animal sank its canines and dragged him. It was a scary view; I had to draw all my courage as the father to put the ripped body together. This is the work of the devil,” said Mr Zvavahera, who is a member of Johanne Marange Church.

Mr Zvavahera said the hyenas besieged the community again on Monday evening, and killed goats, cattle and donkeys.

“This area is no longer habitable and kids are refusing to go to school fearing a comeback by the hyenas. It is unfortunate that I have lost a son in this incident, but we should not lose another person to have these animals eliminated,” he said.

Mrs Zvavahera wept uncontrollably as she reminisced the loss of her son.

“I have not seen his body; I stayed some few metres away, until they collected it for post mortem. It was too ghastly to look at. Imagine what he went through. It came as a shock that only my child, among 10 other children, could disappear without trace.”

Village head Samuel Zvavahera (81) said he had not seen a tragedy of that magnitude in his whole life.  He said hyenas are known as scavengers that eat the remains of dead animals left by other predators and shows that they are now a serious danger to humans.

“Modern ones are now quite dangerous, possibly because they are competing with humans for survival. They are very impatient and attack anything that comes their way and we should devise ways to protect community,” he said.

The nocturnal hunters are coming into conflict with humans more frequently as the human population increases in the district.  A Zimparks official who refused to be named citing protocol said rangers were working in the community to educate people about ways to prevent conflict with hyenas and other wild animals.

“We took immediate action to prevent further attacks by the aggressive animals and we are convinced it is dead.  We have also deployed a professional hunter to pursue and eliminate them,” said the official.-ManicaPost

Terrence Mawawa|The MDC Alliance veterans have described the decision taken by former Masvingo Central MP Jeffryson Chitando and scores of “rebellious” party members to return home as a noble move.

Chitando who served as the MDC Provincial Secretary for Elections was the party’ s chief strategist in Masvingo between 2009 and 2013.

The MDC veterans said the party was growing from strength to strength with each passing day.

Chitando also wrote on Facebook: “Resting after a good day’s work. More than 100 Provincial structure members for Bulawayo Former

Hundreds Disconnected As Multi Choice Agents Reject Bond Notes

Terrence Mawawa|Hundreds of DSTV subscribers have been disconnected because Multi Choice Zimbabwe Agents are refusing to process monthly subscriptions using bond notes.

The DSTV bouquets are popular in Zimbabwe as they provide a variety of entertainment and sports channels.

Many Zimbabweans shun the state broadcaster and they opt for alternative news sources.

Disgruntled subscribers told ZimEye.com they were taken by surprise as they were suddenly told they could no longer make payments using bond notes.

“We no longer accept bond notes,” one lady abruptly said when asked to clarify the matter.

No comment could be obtained from Multi Choice Zimbabwe.

AK47 Really Invented In Africa For Africa? WHAT ON EARTH IS GOING ON?


By Nomazulu Thata| The AK 47 stands for Avtomat (Automatic) Kalashnikov: and 47 is the year in which it was invented. Mikael Kalashnikov is the sole inventor of AK47, he was at an early age obsessed with creating a sub-machine gun.

At his hospital bed, he invented a prototype sub-machine gun, then refined it to a carbine that later saw the birth of the deadliest weapon in the history of mankind the AK47. Ironically it was invented after the end of the Second World War, the WW2 ways of combat approach actually gave insight to the young man Mikael Kalashnikov to be curious enough to invent a weapon that will see Russia win wars better than the weaponry used in the WW2. The AK 47 is the most popular assault rifle world over because of its prolific and effective combat use. It is simple a light weapon, durable easy to use and very cheap in the market ever since it was invented to this day.

This light weapon is responsible for the death of a quarter of a million deaths world-wide, every year. The weapon industry revolutionarized the way war would be fought after the WW2. The high-tech-Atomic bomb ended the WW2, because of its mass destruction, no country had any appetite for nuclear weapons, only to be replaced by a lower tech-AK 47, deadlier than any other weapon used in any war situation. The AK 47 is known for its destruction in eastern bloc countries. The SU used it to suppress any uprising in the eastern bloc countries. The Czechoslovakian and Hungarian uprisings of 1950s were suppressed using the effective AK 47. About 50,000 Hungarians were casualties of AK 47: gunned down against 7000 SU soldiers who also perished in the conflict.

All other wars in eastern countries; SU used the AK 47 to spread communism in Eastern Europe. When conflict ended, AK 47 will be collected by sales-brokers to any other conflict in the world. The cold war was fought using AK 47. The SU gave its allies the military artillery: mainly the AK 47 because they were cheap and durable and in abundance since the wars in Europe had ended. The Vietnam War was won because the Vietnamese used AK 47 against the USA weapon M-14 or M-16, the USA equivalence of an AK47. The liberation movements in Africa were equipped with AK 47 weapons, was easy to facilitate them as they were cheap and durable, easy to transport to locations intended to use.

The end of the cold war meant overall transformations and upgrades designed to make weapons better to combat modern type of wars after the WW2. The weapons innovations during the cold war rendered the AK 47 a third-world weapon of mass destruction. The SU and its allies found themselves with so many AK 47 rifles; they had to find means to sell them elsewhere to get some profit than to send them for destruction. The AK 47 found its permanent home in African continent because in this continent’s conflicts are never ending. Who has ever seen an African holding an AK 47 on his hands, the excitement he shows in possession of a weapon that determines life and death? These weapons are not invented in Africa but elsewhere. The African continent is a consumer of such weapons of mass destruction. They are cheap and in abundance, the illicit trading of small arms and light weapons is a multi-billion dollar profit because the demand in Africa is permanent.

African is so to speak, a dumping place of such “out of date” weapons because of numerous conflicts in Africa. There has been an estimated of 630 state-based and non non-state armed conflicts in the entire continent: this trade will always exist and will continue to make billions of profits to sustain unquenchable demand for SALW.

Globally, the African continent has the greatest number of conflicts. Whereas some conflicts are latent, most of them are active and open hostilities are expressed through armed conflicts. The countries with active conflicts are: Angola, Burundi, Chad, Cote d’voire. DRC, Djibouti, Eritrea, Ethiopia, Guinea, Guinea-Bissau, Kenya, Liberia, Nigeria, Cameroon, Republic of Congo Senegal, Sierra Leone Somalia, Sudan, Tanzania Zanzibar, and Uganda and very soon it will be Zimbabwe. Illicit trading of small arms is what nurtures conflicts in Sub-Sahara. The influx of small arms and light weapons is financed by cash, diamonds, oil reserves, minerals and of course other means. However it is not the availability of light weapons that cause of the wars in Africa.

Because SALW are cheap to get in the market, their easy availability triggers, and nurtures and prolongs these African conflicts. The disproportionate number of casualties in Africa due to conflicts triggered by the availability of SALW is about 7 to 8 million since 2001 and 14 million refugees and asylum seekers in the world are of African origin. Of the 21 million internally displaced people in the world, 10 million are Africans.

But this trade still and makes billion worth of dollars each year and there is nobody in the continent that can control it effectively. These small arms and light weapons land generally in the hands of failed politicians (Jonas Savimbi of Angola) to a certain extent but in most cases conflicts arise between political parties, between groups, groups and governments and communities trying to finding solutions are most combative, small arms and light weapons come in handy to determine the conflict forcefully, summed up as “Frustration and Aggression Theory.”

One can even talk of gun-culture in some parts of Africa like South Africa. Global arms-industries know where lucrative profits are on demand: the African continent. Africa has unending conflicts in many regions and this arms trade feeds them with the easily available arms necessary to perpetuate conflicts, a preponderance of repeat civil wars. Some civil conflict develop to full scale wars whereby the rebel groups will have acquired arms, sometimes seized or stolen from government forces, to a certain extent looted from state armouries or purchased from corrupt soldiers.

Some countries in Africa do produce small arms and light weapons; South Africa and Ghana are the two of the few countries known to produce small arms. But their trade is strictly monitored by the respective governments; their products usually do not land in rebel groups that will use the arms in conflict situations. According to Schroder and Lamb, the arms trade in Arica is opaque, amorphous and dynamic, the methods of smuggling the small arms is limitless and the demand for small arms and light weapons is limitless too. Small arms range from assault rifles, machine-guns, rocket propelled grenades are all lightweight armed easy to conceal on their way to the recipients stimulate the formation of insurgencies.

Outside Africa, the countries that produce arms that reach the shores of Africa are China, Israel and the Organisation for Security and Co-operation (OSCE) The specialised globber-trotting arms dealers either fly or ship their consignments illicitly into Africa. The route supply of arms in Africa also could be by road, rivers and along the coasts. The transfers are dizzyingly complex says Schroder and Lamb: they consist of backdoor companies that do the transactions, false paperwork and loose collection of brokers. (Simon Mann in Zimbabwe)

Inter-community tensions in some cases are due to various natures of conflicts; such as minerals wealth, water, disputes on cattle grazing lands, the weak states such as Somalia and DRC, ethnic tensions are violently intensified due to the availability of

SALW. According to the United Kingdom Parliamentary Office on Science and Technology, the combination of the lucrative “bush-meat” trade which supplies the meat of wild animals and ineffective governance in many central African areas is linked to groups of poachers whose actions have decimated endangered wildlife. Illicit trading of arms has a devastating effect in any community development. There are constant deaths resulting from despites due to the availability of SALW. Deaths and trauma of victims resulting from the use of small arms, mares’ meaningful development, and families are displaced; no food production is possible because communities are disrupted from their normal day to day existence. According to Schroder and Lamb, military conflicts has resulted in approximately 4 million people in the DRC an estimated of 7% of the population. In Sudan one million people have lost their lives and six million are internally displaced due to civil war induced by the availability of small to medium arms from the war-lords and arms-dealers.

Arms conflicts disrupt normal democratic governance, contribute to collapse of fragile states, causes human rights violations, and generate refugees; communities are internally displaced and are unable lead normal lives. Conflicts divert scarce resources away from social services, can also disrupt trade and no tourism is possible in conflict countries. When the communities cannot produce food for their livelihoods because of displacements, they depend on food-handouts from donor agencies. The irony of it is that those donor agencies cannot reach those fragile communities intended to assist because the armed rebels disrupt passages for food agencies to give necessary assistance. As a result so many people die of hunger and malnutrition. Many roads and railway infrastructure are destroyed by militant groups who disrupt any form of communication in rural communities.

Any war kill, maims and the consequences extend beyond deaths and destruction. The consequences of conflicts are pervasive and have grave psychological scars on the populations. Children are left traumatized and become accustomed to the culture of violence. Violence on children becoming child-soldiers: child soldiers are recruited by armed militia to fight for them. “Coalition to Stop the Use of Children as Child Soldiers” claims that from 300,000 world-wide, there are 120,000 child-soldiers

in Africa alone. Conflicts that have child-soldiers are Angola, -Burundi, DRC, Ethiopia, Liberia, Rwanda, Sierra Leone, Sudan and Uganda. These that are thought to have the largest child-soldiers. It is imaginable and possible that Siwela et al will also use child-soldiers to fight for Mthwakazi independence and the restoration of Nguni kingdoms in Mathebeleland.

The armed conflicts in Africa are very complex and almost impossible to bring them to an end. There is profit made in these conflicts, to some it is already a way of life to subsist. Soldiers and guerrillas do profit immensely from SALW sales especially to those who have access to diamonds, gemstones, rare minerals, arms markets are again unlimited making the barter system of selling and buying possible. In the region of Mathebeleland, the bone of contention is the vast diamond bed stretching from Botswana to Mathebeleland.

To conclude this essay: Our rhetoric on war as the means to solve conflicts and to incite violence is always the result of the conscious decisions of groups done out of frustration: (e. g. Nelson Chamisa and Paul Siwela). The consequent of frustration is aggression. To continue to incite violence and stimulate an armed confrontation in an unstable continent like Africa is wholly irresponsible.

Much as we may understand the frustration of certain groups that suffer from regional marginalization, a war conflict is not a solution. It is the women and children who suffer more than the cowardice of our men who stimulate it. In any military conflict, our men run for their dear lives leaving women and children at the mercy of the genocide perpetrators.

The least we need is a conflict right in the middle of southern cone of Africa. Ambassador Kofi Annan said, if you incite violence, you do not know how that violence can go: it can go into a direction wholly unintended by those who instigated, stimulated and incited it. Would I rather be told, I am scared than to put women and other people’s children lives at risk. Paul Siwela and others in the group are away from the crime scenes, safe together with their children. Any kind of armed conflict in Mathebeleland/Zimbabwe will be fought by children of lesser gods. Paul Siwela et al will be in his safety and comforts of Sweden. Hoe responsible! Pun intended!

Freelance Journalist Arrested For Taking Photographs of Police Raid on Vendors Freed on Bail

Harare Magistrates court has ended the two-day detention of Conrad Gweru, a freelance journalist, who was arrested by Zimbabwe Republic Police officers on Wednesday 26 September 2018 and charged with criminal nuisance as defined in section 41 of the Criminal (Law and Codification) Act for allegedly taking photographs of some traffic police officers. Gweru, was granted $30 bail on Friday 28 September 2018 after his lawyer Gift Mtisi of Zimbabwe Lawyers for Human Rights applied for his release on bail.

Gweru returns to court in 25 October 2018.

Journalist Granted $30 Bail For Taking Pictures Of ZRP Officers

By Own Correspondent| A Zimbabwean court here has ended the two day detention of Conrad Gweru, a freelance journalist, who was arrested by the Zimbabwe Republic Police officers for taking pictures.

Gweru, was arrested on Wednesday 26 September 2018 and charged with criminal nuisance as defined in section 41 of the Criminal (Law and Codification) Act for allegedly taking photographs of some traffic police officers.

He was however today granted $30 bail after his lawyer Gift Mtisi of Zimbabwe Lawyers for Human Rights applied for his release on bail.

He was remanded out of custody to 25 October 2018.

Fresh Details Emerges in The Gay Teacher Saga

Jane Mlambo| A gay teacher at a top Zimbabwean boys’ school has resigned after death threats and pressure from parents.

Neal Hovelmeier, deputy head for St John’s College’s sixth form, came out to his students last week.

He was encouraged to do so as a Zimbabwean newspaper was planning on outing Mr Hovelmeier, the school’s chairman wrote in a letter.

Some parents threatened legal action against him in a country where homosexual acts are illegal.

“I will not submit myself to a sham trial,” Mr Hovelmeier wrote in his resignation letter.

The teacher, who has worked in the elite school for 15 years, apologised for the distress caused by revealing his sexuality, saying it has since led to “death threats as well as threats of physical danger to myself and my pets”.

“I have come to realise that my current position as deputy headmaster is now untenable,” he wrote in the resignation letter.

Mr Hovelmeier came out to the student body on 21 September when the school, which is based in the capital Harare, released a statement by him.

He wrote that former students had confided to him that they had felt intimidated and ostracised at the school amidst a homophobic atmosphere.

He said he could only deal with the issue if he was “open and transparent about it myself”.

Stepmother Whips 5 Yr Old Boy For Messing His Pants, Leaves Him Severely Scarred

By Own Correspondent| A Harare stepmother (identity withheld) reportedly whipped her 5 year old step son leaving him severely scarred for messing his pants.

A whistleblower who saw the minor with visible marks of whipping all over his body raised alarm to the school authorities where the minor attends but it could not be established how the school handled the case.

However, the stepmother reportedly visited the school after getting wind that the minor had told neighbours about his predicament and reportedly notified them that she was transferring the little boy to an unknown Marondera school.

According to the whistleblower, this was not the first time that the boy had shown visible marks of whipping.

“I saw him with an injured hand a couple of weeks ago and he said he had been beaten by the same stepmother with an umbrella,” said the whistleblower.

In an interview with ZimEye, the father of the child (name withheld) professed ignorance over the matter saying because his job involves a lot of travelling, he was not aware that his new wife was physically abusing his son.

He said he was not aware of his son’s predicament revealing that he was now heading back home to assist his son.

“I do a lot of travelling because i am a fabricator. I am currently in Chivhu and was supposed to proceed to another town for another job but I have to come back to see what is going on.

I am not aware of anything and i am thinking that all is well. This is news that you are telling me,” said the father of the minor.

He confirmed that he separated with the mother of the child who now stays in Kwekwe.

“I separated with my son’s mother and yes i left him with his stepmother, who also has a child of her own. I am not aware that this is what is happening,” he added.

Efforts to get a comment from the school (name withheld) where the boy learns or the stepmother were futile by the time of going to print.

Gwekwerere Returns to Haunt Dembare

Jane Mlambo|Former Dynamos Football Club forward, Evans Gwekwerere, has petitioned the High Court seeking an order to compel his former paymasters to pay him his outstanding $27 100, accusing the club of refusing to abide by the Labour Court’s ruling.

Through the Labour Court officer, Mary Tendai Chapfaka, Gwekwerere filed an application for registration of a confirmed ruling in terms of section 93 (5b) of the Labour Act on Wednesday this week and the matter is yet to be set down for hearing.

In her founding affidavit, Chapfaka said she ruled in Gwekwerere’s favour sometime in July this year and ordered Dynamos to make good the debt, but the football club had failed to fulfil the ruling, prompting the current application.

“This is an application for registration of a confirmed ruling in terms of section 93 (5b) of the Labour Act chapter 28:01 as amended. The ruling was confirmed on July 20, 2018 and the order was handed down on July 25, 2018 ordering the respondent (Dynamos FC) to pay second applicant (Gwekwerere) the sum of $27 100 within 30 days of the order,” Chapfaka said.

“The respondent was notified of the order and it’s been more than the stipulated 30 days and the respondent has not even heeded the call to have a meeting to try and agree on a payment plan. I understand that the registration sought herein is meant to clothe the ruling with force of an order of this court which can be executed to make sure the second applicant gets his money.”

In his supporting affidavit, Gwekwerere said he is in agreement with the relief sought.

“I have read and understood the founding affidavit by the first applicant and I fully subscribe to the averments set out therein. I am in agreement with the relief sought and I pray for an order in terms of the draft,” he said.

Council Shuts Out Matapi Hostel Tenants

Harare City Council has locked out tenants at Matapi Hostel in a bid to recover rental arrears, amid reports that some of its occupants have “not paid a cent” since the 2013 debt write-offs.

Council officials from Matapi District Offices were locking houses at Block 4 and 5 Matapi Flats for tenants with rental arrears.

The Combined Harare Residents Association (CHRA) yesterday claimed that city officials were only allowing tenants back after payment of $20.

“Section 51 of the Constitution of Zimbabwe gives every citizen the right to human dignity, while Section 68 guarantees right to administrative justice that is reasonable, proportionate, impartial and both substantively and procedurally fair,” said CHRA in a statement.

“Residents claim that the authorities are ambushing tenants who are not at home and then add another lock in a bid to coerce tenants to service their debts with the local authority.”

The city’s corporate communications manager Mr Michael Chideme confirmed the development, saying the city was engaging the affected tenants.

“Residents whose apartments were locked this morning because of non-payment of municipal bills have honoured their part of the deal and the apartments have been opened,” he said. “The remaining few are making payment arrangements.”

Harare City Council is owed almost $800 million by various debtors who include residents, Government and business.

Recently, council offered a 50 percent discount to residents as an incentive for residents to pay their bills.

The city says service delivery will improve if it manages to collect $400 million from what it is owed rather than continue, saying it is owed about $800 million which the city will never be able to recover.

Court Dismisses Jason Machaya’s Request To Be Tried In Gokwe

GWERU provincial magistrate Charity Maphosa yesterday dismissed former Midlands Provincial Affairs minister Jason Machaya’s application for a case in which he is co-charged with Midlands provincial planning officer, Chisainyerwa Chibururu, to be tried at the Gokwe courts.

Machaya (65) and Chibururu (47) are facing criminal abuse of office charges and are alleged to have fraudulently acquired stands in Mupfungautsi, Gokwe.

The two, through their lawyers Alec Muchadehama and Ambrose Dururu, had requested that the trial be referred to Gokwe, arguing that the Gweru Magistrates’ Court had no jurisdiction over the matter.

In her ruling, Maphosa said Gokwe was in the Midlands province, hence it was within the confines of the law for the trial to be heard in the Midlands capital.

She remanded the matter to October 24, when the defence counsel indicated they wanted to make further applications in the case.

It is the State’s case that sometime in 2013, the Gokwe Town Council requested for 3 000 residential stands around Mapfungautsi Extension from the Local Government ministry and the request was granted.

Machaya, as chairperson of the provincial lands committee, allegedly made a request of commonage allocation from the 3 000 stands, which entitled him to receive 10% of the allocated stands in line with the Commonage Law.

The State further alleges that during the period between 2011 and 2017, Machaya abused his power by demanding an allocation of 1 000 residential stands knowing that he was supposed to get 300.

As a result, Gokwe Town Council lost revenue in respect of 700 stands. It is further alleged that Machaya hired a private land developer, Striations World Marketing Property Developers, to service the land in question.

In a related matter, Maphosa on Wednesday ruled that Machaya, who is on $1 000 bail together with Mashonaland West provincial administrator Cecilia Chitiyo, Gweru district administrator Sherpard Marweyi and five other senior government officials from the Local Government ministry, Midlands province, who are facing charges of abuse of office, had a case to answer.

Maphosa said Machaya, Chitiyo (50), who is the former PA for Midlands province, Matilda Manhambo (59), Marweyi (48), Sifelani Moyo (59), Ethel Mlalazi (65), Chibururu (47) and Everest Nyamadzawo (33) will be tried from November 12 to 16.

Chitiyo and the five other accused persons are all on $200 bail.

August 1 Killings: Why ZEC, Army Must Be Investigated

Moses Tofa| President Emmerson Mnangagwa recently swore in a seven-member commission which will investigate the August 1 violence and egregious shooting of civilians.

At least seven people were killed and scores were injured. The commission has been criticised primarily on two points: the local members whose independence is seen as contentious, and the terms of reference which appear to skirt the primary purpose for which the commission was established.

Critics have argued that the commission should investigate the army in order to identify three primary factors: who deployed the soldiers, who gave the order to shoot to kill, and who were the soldiers who actually shot and killed the civilians?

I argue that while these three points of investigation are important, the most important point of investigation is to establish whether the army had any material interests and presence in the 2018 elections.

This is particularly important because the elections and shootings came against a background of the November 2017 coup.

After the coup, many Zimbabweans wondered whether, after taking the risk of deposing Robert Mugabe, the army would accept an electoral victory by an opposition presidential candidate.

The aftermath of the coup was therefore characterised by the widespread view that, going forward, the army will be the main player in Zimbabwean politics and elections.

Many believe that the shoot-to-kill order was clearly not a matter of maintaining law and public order; but of protecting vested political interests which were under threat. If justice is to be done, we need to go beyond identifying and prosecuting (which is very unlikely) the person(s) who deployed the army and the soldiers who shot and killed civilians.

What needs to be dealt with is the army’s interests and presence in politics and elections. The commission offers the opportunity to validate or debunk the long-held perception that the army has had a strong presence and vested interests in Zimbabwean politics and elections.

The Zimbabwe Electoral Commission (Zec) is another important point of investigation. It is surprising that critics have not mentioned the need for the commission to investigate Zec. The commission can investigate Zec because Article G of the terms of reference gives it the latitude “to investigate any other matters which the commission of inquiry may deem appropriate and relevant to the inquiry”.

It is difficult to see how the commission can do a good job without investigating Zec. This is because the violence was instigated by what was seen as Zec’s lack of independence, professionalism and transparency in its running of the July 30 general elections.

There was little to zero public trust and confidence in Zec. Zec’s conduct was arrogant, unaccountable and despicable.
It ridiculed genuine demands for electoral integrity. It made “clerical errors” which consistently increased Mnangagwa’s votes while diminishing those of MDC Alliance leader Nelson Chamisa.

To add to the suspicion, the “errors” were only “corrected” when Chamisa filed a petition challenging the credibility of the results. In short, the arguments which were made by Chamisa’s lawyers tell us a lot about Zec’s institutional weaknesses. These were the weaknesses which instigated the protests and violence. The commission of inquiry should therefore help us to understand the institutional weaknesses of Zec, and why it is important to address them.

Above all, the commission’s findings should inform us of the consequences of a flawed election. That Zec and the army should be investigated does not mean that the commission should be reduced to a political exercise of name-calling. It should be an exercise which should help us to understand the causes of the problems which have afflicted our beautiful land for many decades, and what we need to do in order to deal with them. It should not be conceptualised as a victory or loss for either Zanu PF or the opposition, but a way forward for the nation.

What is Zim’s problem?
Why is it that Zimbabwe has been out of its depth for many years? This is probably the single most important question which we need to get right as a nation. This is because the problem of Zimbabwe is our failure as a people, and as a nation, to understand our problem.

It is difficult to find a Zimbabwean who says that s/he does not know what the country’s problem is. We all claim to know the problem and what needs to be done, yet our perceptions and versions of the problem are actually worlds apart from the actual problem. At the bare minimum, there are two “perpetually fighting views” of the genesis and drivers of the Zimbabwean problem. These views are primarily informed by state politics.

On the one hand, there are those who believe that Zimbabwe’s problem is rooted in the crisis of legitimacy. They believe that this crisis is a direct result of repeatedly failed and flawed elections and the capture of state institutions. From their point of view, the problem can only be cured in and through the conduct of an election which is free, fair and a credible expression of the will of the people.

On the other, there are those who believe that the problem is essentially the “unpatriotic” opposition which is “a puppet of the West”. They argue that the opposition has called for the imposition of sanctions, that it is unwilling to co-operate for the sake of nation-building and that it wants the people to suffer so that they can vote Zanu PF out of power. For them, the problem can be cured, in whole or in large part, the day that the opposition will cease to be “used by the West”, co-operate with Zanu PF and commit to a “patriotic agenda”.

I will be blunt: none of these views is correct because they are built on a wrong diagnosis of the problem. These issues are simply a reflection of an “open” problem which, strangely, we are failing to uncover. I believe that a checklist of Zimbabwe’s problems can be reduced to one point: a wrong state of mind — a state of mind which is enmeshed in the web of Zanu PF-opposition belligerence and antagonism. A state of mind which refuses to understand that the interests of Zimbabwe should always be above and beyond those of political parties.

For example, when someone says or believes that Zanu PF will rule forever, or that the country cannot be ruled by someone who did not fight the war of liberation, that state of mind is a problem. When someone says or believes that the country should go through a devastating economic crisis (including the loss of lives), merely to prove the claim that Zanu PF is illegitimate and unable to turn around the economic fortunes of the country, that state of mind is a problem.

I will cite Julius Malema: explaining why the Economic Freedom Fighters fought so hard to remove former South African president Jacob Zuma, Malema said that the party wanted to avoid a situation where corruption could have eroded the nation such that by the time that it will “get into power”, there will be “no South Africa”. We must always protect and promote the interests of our nation, regardless of who is in power and how they got there.

The opposition should not demand reforms because they enable it to get into power, but because they are good for the country. It is possible to fight for a good cause, but with a self-seeking motive. What is important is not the cause, but the motive. Because if a good cause is fought with a self-seeking motive, once the cause has been achieved, the motive takes over.

There are many in the opposition who are fighting a good cause, but the motive is self-seeking. There are many in Zanu PF who resist positive transformation with the last drop of their blood and the reasons are self-seeking. In the final analysis, we need to change our state of mind; we need to change the motives of our behaviour.

We will be able to deal with our problem, not necessarily on the day that the opposition will “convert to patriotism” or the day that we will hold a free and fair election, but the day that we will cease to view our national interests and challenges through the Zanu PF-opposition divide, the day that we are going to have principles which bind us together as a people called Zimbabweans, and a nation called Zimbabwe.

Kenyans Walk 3000km From Kenya To Byo

A KENYAN wildlife conservationist, Jimu Justus Nyamu (pictured) arrived in Bulawayo on Wednesday after walking a gruelling 400km journey from Victoria Falls to raise awareness on the dwindling elephant population.

Nyamu, who is on a 42 000km walk from east to southern Africa, left Nairobi in July with a team from the Kenya Wildlife Service (KWS).

The eight-man team has so far covered over 3 000km from Kenya to Tanzania, Zambia and now Zimbabwe as they raise awareness on the need to preserve elephants.

Nyamu arrived in Bulawayo yesterday and was welcomed by mayor Solomon Mguni at the Large City Hall.

“We are simply creating awareness on the importance of elephants,” he said.

Nyamu said he completed another awareness campaign walk in the United Kingdom in December last year.

Nyamu’s team next week travels to Botswana, before proceeding to South Africa on a similar mission.

Nyamu decried the decreasing number of elephants in Africa.

“In 1970, Africa had 3,5 million elephants but according to 2016 wildlife statistics, the continent has now 415 000 elephants. In a span of 40 years, we have lost 3 million,” said Nyamu.

“This is because of us human beings. We must accept that this is our mistake. God placed these animals in the world so that we all benefit.”

The Bulawayo mayor concurred.

“This decline of elephants is an indication that we need to protect our wildlife and strive to maintain our current population. The elephant was used as an emblem by King Lobengula as his royal seal and in that regard we highly respect an elephant,’’ Mguni said.

Nyamu said their campaign is being held under the theme “Ivory belongs to Elephants.”

He said his team will take their awareness campaigns to schools in Bulawayo till Monday.

According to Zimbabwe Parks and Wildlife Management Authority, the country is home to the second largest estimated elephant population in the world at 84 000, exceeding the carrying capacity of 50 000 jumbos. It comes after Botswana, which is estimated to hold over 130 000 elephants.

Opposition MDC Legislators Heckle Mutodi Over “Dishounarable” Parliamentary Conduct

By Own Correspondent| Deputy minister of Information and Publicity, Energy Mutodi Thursday  was heckled by opposition legislators after he entered the august chambers late and failed to show etiquette for the Deputy Speaker of Parliament Tsitsi Muzenda.

Opposition members of parliament raised concern and displeasure over Mutodi’s conduct which they said set a wrong precedence on adherence to parliamentary rules and regulations.

Zengeza West MP, Job Sikhala and Independent MP for Norton Temba Mliswa, accused Mutodi of disrespecting the house.

Binga North legislator Prince Dubeko Sibanda told Mutodi that parliament was not a singing platform neither was it President Emmerson Mnangagwa’s “territory” where he could exhibit how connected he was to the centre of power.

“The fact that you appeared somewhere holding a cup written “I am the boss” does not work here. When someone walks into this House, they have to be obedient to the rules of this House without exception. Do not advertise your proximity to the centre of power,” said Sibanda.

Said Sikhala in a point of order:

“He could not simply just walk before the Speaker without paying respect. He must move out, come back and bow before the Speaker.”

Mliswa also blasted Mutodi’s conduct and said:

“We cannot allow people to be above the rules of Parliament.

I know that he (Mutodi) is new. I know that you (Deputy Speaker) are new but you must stamp your authority because I will equally do the same again without bowing. What does that make this House?”

Mutodi complied and left the august house before he came back and followed due procedure and etiquette.

Senior Police Officers Reshuffled In Major Police Shake Up

SEVERAL senior police officers have again been transferred as the Zimbabwe Republic Police seeks to re-organise itself under the new leadership of Commissioner-General Godwin Matanga.

Among those affected by the latest transfers include Senior Assistant Commissioner Jonathan Chituku, who was in charge of anti-shock theft, and now moved to the police headquarters as head of the land inspectorate department.

Chituku will be joined by Assistant Commissioner E Munengerwa, who has been moved from the anti-stock theft unit to be the senior staff officer in the land inspectorate department.

Also moved from his position is Assistant Commissioner C Masepa, who was responsible for border control and minerals unit to the police headquarters as a senior staff officer in the planning department.

A memo dispatched by police spokesperson Senior Assistant Commissioner Charity Charamba on behalf of Matanga said Assistant Commissioner Crispen Makedenge, in charge of crime Masvingo, would remain.

He will be joined by one Assistant Commissioner T Mudzimirema, who is moving from the border control and minerals unit to be in charge of administration in the province.

Assistant Commissioner Margaret Ngwenya-Gono, who was recently moved from Mashonaland Central to Masvingo, will remain as head of operations.

Assistant Commissioner Simon Mwatsikesimbe has been moved from the anti-stock theft unit to police headquarters and will be in charge of economic surveillance.

THE way in which former Zimbabwe international Tapuwa Kapini ventured into the vehicle repair business is a true example of the adage “when life gives you lemons, make lemonade”.

The eccentric shot stopper, who turns out for Absa Premiership side Highlands Park in South Africa, recently told SowetanLive that he co-owns a workshop that fixes gearboxes in Pomona, Kempton Park.

Simply put Campos, as Kapini is fondly known to hordes of football lovers, does more than just stopping shots going into the net for a living.

The Highlands Park skipper (34), a former darling to the Highlanders family, says he had no intention of getting into fixing gearboxes until his own Ford Ranger’s gearbox ruptured some years ago.

The goalie’s attempt to fix it hit a snag when the dealership slapped him with a R46 000 quotation, without knowing they were planting the seed for a business in the former Zimbabwe Warriors number one’s mind.

“My Ford Ranger had a gearbox problem. When I took it to a Ford dealership they quoted me R46 000 to install a new one. I could not afford that amount. I went to a friend of mine who had little knowledge of fixing cars. We took the gearbox out, thoroughly cleaned and examined it and put in some screws. That’s how I got into this business.

Today, we co-own Trec Gearbox Specialist business, and it is registered,” he said.

The ex-Platinum Stars and AmaZulu goal minder is planning to enhance his mechanic expertise by obtaining a certificate.

“We have four employees. Most of the time I am in camp with the team and that’s when my partner Emmanuel steps up and does everything. We fix approximately five cars a day, depending on the parts (availability). If it’s cars like Toyotas, it’s easy,” Kapini said.

The Lions of the North captain arrived in Mzansi in 2007. Interestingly he is now fluent in Zulu and SeTswana.

Mohadi’s New Mistress in Trouble

Jane Mlambo| Vice President Kembo Mohadi’s ex-wife Tambudzani Mohadi has petitioned the High Court seeking $1.5 million in damages she emanating from the former State security minister’s adulterous affair with his current wife, Juliet Mutavhatsindi.

Tambudzani filed summons against Mohadi’s new wife, who is yet to enter an appearance to defend.

According to Tambudzani’s court papers, “Since July 2017, the defendant [Mutavhatsindi] unlawfully and intentionally committed adultery with the plaintiff’s husband [Mohadi] and inflicted contumelia on the plaintiff; she alienated Kembo Mohadi’s affection for the plaintiff and caused plaintiff’s loss of Kembo Mohadi’s companionship, comfort and service,” Tambudzani said in her declaration.

“As a consequence of the defendant’s conduct, the plaintiff has suffered damages in the sum of $1 500 000 made up as follows; (1) contumelia inflicted on the plaintiff by the defendant — $250 000 and (2) alienation of affection, loss of comfort, society and services of Kembo Mohadi — $1 250 000.”

Tambudzani also said she was claiming interest thereon at the prescribed rate from date of judgment to date of payment plus costs of suit.

Early this month, Mohadi was granted a protection order by a Harare magistrate, barring Tambudzani from issuing threatening messages and influencing the couple’s children to turn against him.

Zanu PF Accepts Chamisa Holds Keys to Legitimacy

Jane Mlambo| Zanu PF has finally swallowed its pride and admitted that they need opposition leader Nelson Chamisa to solve their legitimacy crisis.

This follows admission by Zanu PF secretary for legal affairs, Paul Mangwana that they are trying to start meetings with Chamisa.

“We are trying to start meetings once Chamisa clears the confusion in his head,” Mangwana told Newsday yesterday.

“The confusion relates to accepting parliamentary results and not accepting Presidential results when elections were happening at the same time. His Members of Parliament have been sworn in as MPs and taken up their seats in Parliament and he continues to say he doesn’t recognise the presidential elections,” added Mangwana.

He added that the dialogue meeting will look at issues of mutual concern among the two parties and map a framework of working together to move the country forward.

“We want to look at issues of mutual concern among political parties and things that we can work together and see how we can move our country forward, from the economic front and legislative front, if there are any laws we feel we must improve, then we negotiate that.”

However, MDC secretary-general Douglas Mwonzora said they stood ready to dialogue, but would not accept being given conditions by Zanu PF.

“We are ready for dialogue, but it must not have conditions. So we totally disagree with Zanu PF when it wants to set conditions for the dialogue. It must be dialogue without conditions,” he said.

Mwonzora said the interparty dialogue meetings were fruitful in bringing about the biometric voter registration issue and crafting the code of conduct for the political parties that was used in the elections.

Khama Speaks On How Zim Could Have Avoided Diamond Losses

FORMER Botswana President, Ian Khama says no Cabinet minister, permanent secretary or even the head of State in his country is allowed to make decisions on procurement, a key lesson that Zimbabwe could adopt in a bid to fight corruption.

Giving a presentation on the topic: “How Botswana Leveraged Diamonds for Economic Development: Lesson for Zimbabwe” during the Confederation of Zimbabwe Industries (CZI) annual congress in Bulawayo yesterday, Khama said corruption hindered economic development.

“We have reinforced this through independent entities. We have also got an independent public procurement entity. In our country, no member of the Cabinet even the President make decisions on procurement. No permanent secretary can make a decision on procurement. Those decisions are made by an independent entity,” he said.

According to the Transparency International (TI) Corruption Perceptions Index, Botswana is the least corrupt country in Africa, compared with neighbouring countries like Zimbabwe.

There are very few reports of crimes and bribery.

Zimbabwe was ranked 157 out of 185 on the World Corruption Index released recently by TI.

Botswana even has a whistle-blower hotline where one can call and report corruption. If someone is convicted of corruption, they are looking at time in prison and hefty fines.

The fight against corruption has contributed immensely to Botswana’s economic development, Khama said, adding that it was not proper for public office bearers to make decisions for political expediency.

“It is so easy in a democracy to throw money at issues that are populist that at the end of the day come back to haunt you because you run out of budget. It is very important to resist the urge to do so and eventually over time you will be rewarded for doing the right thing,” he said.

Khama said they have been accused sometimes of being overregulated and having too much bureaucracy when it comes to checks and balances.

On foreign direct investment, Khama said they do not entertain fly by night investors, targeting only those who add value to the economy and create employment for local people.

“That’s very important,” he said.

Khama said it was not sustainable for any country to depend on one market, hence the need to diversify the markets.

“Do not just depend on one market, in one country for your exports, you must attempt to diversify the markets as much as possible,” he said.

The central bank of Botswana is independent and vibrant, Khama said.

THE recently crowned Miss World Zimbabwe queen, Hajirah Belinda Potts, has responded to the emergency cholera and typhoid outbreak in the country by choosing to focus on the waterborne diseases as part of her Beauty with a Purpose project to be presented at the 68th edition of the Miss World pageant set for December 8 in Sanya, China.

Speaking at the Miss World Zimbabwe prize handover ceremony at Miss Zimbabwe Trust (MTZ) offices in Harare on Wednesday, Potts urged citizens to throw their weight behind the campaign to fight the epidemic.

Potts also indicated that she will turn her gaze upon vulnerable girls and play her ambassadorial role with dignity.

“As the new ambassador, I promise to help at least one underprivileged girl child to become an independent somebody tomorrow, and I promise to hold the duties with dignity and grace,” she said.

Scandal Actress To Collect 5000 Sanitary Pad Packs For Zim School Girls

THE Women’s Institute for Leadership Development (WILD) is running a Red Cycle Campaign, which seeks to create awareness around menstrual hygiene and get the public to contribute towards collection of sanitary pads through donations.

The institute has brought in actress and TV host Mbo Mahocs on board to be the face of the campaign, which is also aimed at influencing government to craft a policy to facilitate raising a budget for sanitary pad dispensers in schools.

Mahocs will attend the Umcimbi Wabantu on Saturday where she will speak about the campaign.

WILD executive director Samukeliso Khumalo said through the partnership with Skyz Metro FM, WILD seeks to collect at least 5 000 packets of sanitary pads which will be donated to underprivileged girls in selected schools in rural Matabeleland.

“The high cost of sanitary pads has resulted in many girls using rags, tissue paper, tree leaves, cow dung, old socks and stockings as substitutes. These options can be highly hazardous. Some girls even miss classes if their red days fall during school days. Instead of celebrating menstruation as a life-giving process, our societies still ignorantly attach taboo and myths that are not only bizarre, but terrifying too,” she said.

“We invite the public to be part of the Red Cycle Campaign to help girls enjoy and celebrate their entry into womanhood! Men and boys too are invited to take an active role in this campaign.”

The eTV Scandal actress, who is currently in the country to do courtesy visits at local media outlets and her former school, Eveline High, will attend the Umcimbi Wabantu.

Mbo Mahocs encouraged people to attend the event and also bring something to donate towards the campaign.

The government and other stakeholders should contribute towards menstrual hygiene as much as it does towards other necessities such as condoms.”

More Bloodshed In Kwekwe Gold Mines

A gold panner from Zhombe was allegedly murdered in cold blood at the Kwekwe city interchange rank on Wednesday afternoon following a misunderstanding.

Police confirmed the murder of Comment Moyo, an alleged gold panner, from Vulamachena village in Zhombe, who was stabbed five times with a suspected Okapi knife at the rank around 4pm by a seven-member gang.

The crime scene report shows that Moyo, who was in the company of his brothers Obert (18) and Macdonald (24), was drinking beer at Judith’s shebeen at the rank when a fight broke out.

“His brother Obert was being attacked by a person wielding a pool stick. It was at that point that he stepped in, but was mobbed by a gang of unknown assailants,” the report read.

The report indicates that Moyo was stabbed five times, twice in the left shoulder, once on the left elbow and twice on the back, killing him instantly.

His brother, Macdonald, was struck on the head with a pool stick and is currently battling for life at Kwekwe General Hospital. Witnesses who refused to be named, said the two gangs had outstanding differences emanating from previous encounters.

“It appears that they knew each other because they were accusing each other of having stolen gold ore at one of the mines, that is what triggered the fight,” one witness said.

Kombi driver Felix Jachani said a number of fights had been reported at the rank over the past months, as the number of shebeens increased inside the terminus.

“Council has to act because these shebeens are making this place unsafe. Gold panners come to drink here and when they get drunk, they start fighting, throwing stones and wielding weapons,” he said.

Illegal gold panners have become a menace in Kwekwe, with over four people having been hacked to death since November last year, according to the police.

Police have issued a machete ban in the city, but it has been largely ignored.

Meanwhile, a 37-year-old gold panner from Zvishavane on Sunday fatally stabbed his colleague following a dispute over sharing of mining proceeds, acting Midlands police spokesperson Assistant Commissioner Ethel Mukwende has confirmed.

Joseph Mapasure, of Gudo village under Chief Mazvihwa in Zvishavane, allegedly stabbed Samson Gurazhira (36) with an Okapi knife on the chest, leading to his death.

Mukwende said on September 18, Mapasure and Gurazhira shared proceeds from the gold ore they had sold. However, a misunderstanding arose days later after Mapasure began claiming a bigger share, arguing the equipment used in the mining activities was his.

On September 23, Mapasure went to see Gurazhira, who was drinking with a friend at Gudo business centre, to discuss the money-sharing issue.

“It is alleged that a misunderstanding arose and the suspect withdrew a knife from his trousers pocket and stabbed Gurazhira once on the left side of his chest. After being stabbed, he (Gurazhira) ran away, but fell a metres away from the scene.”

He died on the way to a local clinic.

Mnangagwa Ready To Pin Jonathan Moyo For $3m

President Emmerson Mnangagwa is studying a forensic audit report on Zimbabwe Manpower Development Fund (Zimdef) amid indications that more than $3 million could have been taken from the fund in suspicious circumstances.

Higher and Tertiary Education minister Amon Murwira said the report was now with Mnangagwa and action will be taken after his approval.

“A lot of issues were raised and recommendations made, but at the moment, I cannot divulge as to what will be done to anyone until the President has finished studying the report and given directions. This is a forensic audit and by its nature, it makes recommendations,” Murwira said.

The audit was undertaken amid suspicion that former Higher and Education minister Jonathan Moyo had abused the fund for personnel gain.

In the run up to the audit in December, Murwira sent six top managers at Zimdef on forced leave to allow the probe to go on without challenges.

The managers include chief executive officer Fredrick Mandizvidza, principal finance director and administrator Nicholas Mapute; human resources manager Ignatius Kanjengo; chief accountant Ropafadzo Mukamba and senior revenue manager, James Gombarago.

Moyo, currently in self-imposed exile and his former deputy, Godfrey Gandawa were accused of siphoning over $400 000 from Zimdef.

Zimdef funds are meant to support students at tertiary institutions.

At one point, Gandawa allegedly bought personal furniture using Zimdef funds, while Moyo confirmed buying bicycles for his then Tsholotsho North constituency. The Zanu PF youth league then led by Kudzanai Chipanga was also a big beneficiary of Zimdef funds.

Information at hand also suggested that auditors unearthed questionable procurement of some properties by Zimdef.

It was alleged that the parastatal purchased Pandhari Lodge for $2,2 million after outbidding other potential buyers, and also bought another property along Tongogara Street in Harare for over $2 million.

The auditors were also reportedly interested in knowing how Zimdef monies were spent on the Science, Technology, Engineering and Mathematics (STEM) programme.

“In 2016, ZITF related gobbled $1 million compared to $22 000 in 2015 and these are some of the documents that were requested by the auditors,” a preliminary report read.

It is also believed that managers were allegedly getting 460 litres of fuel per month, $2 500 school fees per child with a maximum of three children being covered, $300 telephone allowances and $120 airtime per month.

Tambudzani Not Done With Mohadi, Sues New Lover $1.5m For Snatching Him From Her

VICE-PRESIDENT Kembo Campbell Duggish Mohadi, is embroiled in an adultery storm which has seen his estranged wife, Tambudzani Bhudagi Mohadi (nee Muleya) petitioning the High Court seeking $1,5 million in damages from his alleged current girlfriend, Juliet Mutavhatsindi.

Mohadi and Tambudzani are in the middle of a nasty divorce and the matter is still pending at the High Court.

However, on Wednesday, the Zanu PF Beitbridge Senator filed summons against Mutavhatsindi, who is yet to enter an appearance to defend.

Tambudzani, under case number HC8792/18, and through her lawyers Scanlen and Holderness, said she was still married to Mohadi in terms of the Marriage Act.

Mohadi, who is currently the Acting President while President Emmerson Mnangagwa is attending the United Nations General Assembly in New York, the United States, has said he married Tambudzani in 1981 and they lived together before separating in 1999.

In terms of the court order, whose details have been kept a secret by court officials and Mohadi’s lawyers, but were confirmed by Tambudzani, who said she has also been barred together with her children from selling the couple’s matrimonial property before finalisation of the divorce.

The granting of the protection order in Mohadi’s favour followed his petition urging the court to determine the case as a matter of urgency, saying he feared for his life because Tambudzani had been calling him on his mobile phone and issuing threatening messages.

In September last year, Mohadi approached the High Court in Bulawayo seeking nullification of the couple’s marriage, claiming their marriage had irretrievably broken down.

On August 10 this year, Mohadi petitioned the court in Harare seeking a protection order against his wife on the basis that violence against him had escalated to an unprecedented level.

He said he started witnessing harassment and violence just after Tambudzani received summons seeking divorce against her.

Mohadi said Tambudzani had even gone to the extent of influencing the pair’s children to turn against him and to dispose of the couple’s matrimonial property.

Meanwhile, the Vice-President has also decided to transfer his divorce matter from Bulawayo High Court to Harare, where the case has been allocated a new case number as it awaits determination by a Harare judge.

ZANU PF Invites Chamisa For Talks, But Until He”clears the confusion in his head”

PRESIDENT Emmerson Mnangagwa’s Zanu PF party has offered an olive branch to the Nelson Chamisa-led MDC Alliance by inviting the opposition party to an interparty dialogue meant to resolve the economic and political challenges facing the country.

Previously, the interparty dialogue platforms were meant to work on areas relating to elections between the political parties and selected leaders from all the parties that have representation in Parliament.

Zanu PF secretary for legal affairs, Munyaradzi Paul Mangwana, said the ruling party stood ready to engage Chamisa’s party in dialogue through such a platform, but on condition that he accepts the outcome of the July 30 harmonised elections.

Chamisa has rejected President Emmerson Mnangagwa’s victory, but said he is open to dialogue to solve the legitimacy issue surrounding the elections.

“We are trying to start meetings once Chamisa clears the confusion in his head,” Mangwana said.

“The confusion relates to accepting parliamentary results and not accepting Presidential results when elections were happening at the same time. His Members of Parliament have been sworn in as MPs and taken up their seats in Parliament and he continues to say he doesn’t recognise the presidential elections,” Mangwana said.

He said the Constitutional Court had already made a decision.

“Once he (Chamisa) accepts that the decision of the Constitutional Court is final, then we will resume the interparty dialogue,” he said.

“We are saying let’s go past that and recognise the outcome of the elections and then, as the sons and daughters of Zimbabwe, we sit down and look at the challenges and see how we can resolve them together,” he said.

KEN Vincent Grant-Cocker, a British investor who was deported in May this year for not regularising his stay in Zimbabwe, has appealed to President Emmerson Mnangagwa to help him return to the southern African country.

The Briton, who claims he wanted to bring multi-billion dollar infrastructure development investments into Zimbabwe before he was ejected, said he resorted to engaging the leader after failing to get responses from various ministers.

“Over the past four months, I have written, in some detail, to the Minister of Home Affairs regarding the matter. I wrote to the minister on the 26th of May, the 30th of May, 6th of June and finally on August 28 2018. To date, I have not had a response or even the courtesy of an acknowledgment. According to my information, no action has been taken against the officers and directors of the cartel that runs the immigration department for its personal benefit,” he said in a September 2018 letter addressed to Mnangagwa and seen by The Financial Gazette.

“In addition to writing to the minister, I previously, some six months ago, contacted the Zimbabwe anti-corruption office regarding these officials and again to date nothing appears to have happened, despite repeated reminders via WhatsApp messages,” he added.

The latest development comes at a time United Kingdom-based investment firm 360° Time World Development has indicated to government that it would halt its intended project in Zimbabwe, if its point man — Grant-Coker — is not allowed to return to Zimbabwe.

360° Time World Development, through its subsidiary 55°Time, is on a mission to position and develop 24 Timepiece Ultra Luxury Towers in 24 leading cities of the world.

The company plans to construct an iconic Tower plaza, a new tourist city in Victoria Falls, an offshore financial centre and a new all-purpose marina on Lake Kariba and “these, together with ancillary infrastructure developments, will bring massive investment into Zimbabwe that will exceed $100 billion over the next 5-7 years”.

Grant-Coker said arising out of the proposals for Victoria Falls were proposals for the revamping of waste management in Zimbabwe which involved a major international company responsible for 40 percent of the waste management in the United Kingdom.

“Their representative visited Chinhoyi, Chitungwiza and Harare sewage facilities. Following these visits, I wrote to the various councils and to Minister (July) Moyo at local government. Needless to say, I got no response or even acknowledgment.

“The irony of all these proposals is that the billions of inward investment generated would have cost Zimbabwe nothing; they were self-financing vehicles, which would have no effect on Zimbabwe’s integrity or indebtness, which is quite the opposite of what is currently happening in Zambia and its problems with the Chinese taking over its infrastructure,” he said in the missive.

He added that the draft contract for the Victoria Falls development submitted to the Tourism ministry included specific stipulations by investors that corruption would not be tolerated.
“The waste management proposals have been highlighted by the current cholera epidemic, the current sewage system leaves much to be desired. It suffers from lack of management and is starved of investment and modern technology which will do much to alleviate the problems. The plants we inspected were just not running, their equipment lying idle and in the case of Crowborough, sewage being barely treated before being distributed on the council farms.

“I would respectfully request and urge you/and your office investigate this matter as a matter of some urgency and ensure that immediate and necessary action is taken to clear out the cancer of corruption in the immigration dept and that the officers concerned are stripped of all benefits, convicted and imprisoned for their crimes. This would be a clear sign to potential investors that action is being taken and that corruption will not be tolerated at any level,” the Briton said.

“I… respectively ask that my illegal prohibition order be immediately lifted in order that I can return to my family. Everything I have is in Zimbabwe, I cannot access my assets or even draw money,” Grant-Coker said.

Zimbabwean Scientists Discover Rare Disease That Affects Only Black People

ZIMBABWEAN scientists working in collaboration with their counterparts at the University of Edinburgh (UK) have discovered a rare disease – systematic lupus erythematosus – that affects mainly black people.

Systemic lupus erythematosus (SLE) is a complex chronic autoimmune disease that can affect multiple organs, including the skin, joints, hematopoietic system, kidneys, lungs and the central nervous system.

Previous studies report differences in the prevalence and severity of SLE in different ethnic groups.

SLE-associated mortality in Black American patients is 24 percent, compared with five percent among Asians with comparable demographic and clinical features.

SLE diagnosis in Africa remains challenging and true disease and mortality rates are unknown.

Treatment is often complicated by side effects, so accurate, and early diagnosis (which can be facilitated by characterising autoantibody reactivity) is key to successful disease management.

In a statement to our Harare Bureau, the scientists said the discovery of lupus could help manage the disease in African patients.

Professor Francisca Mutapi of the University of Edinburgh’s School of Biological Sciences, a Zimbabwean who led the study, said: “For the first time, we have highlighted the importance of two variants of systemic lupus that affect black Africans, including one which was previously not defined in detail.

“Thanks to our research, we also have the means to diagnose and distinguish them.”

Professor Elopy Sibanda, of the Asthma, Allergy and Immunology Clinic in Harare, Zimbabwe, who led the clinical aspects of the study, said: “These findings will be valuable in diagnosing SLE in affected patients. It is currently difficult to diagnose lupus erythematosus, as many symptoms overlap with those of other locally prevalent conditions, including HIV.”

Byo Woman Arrested For Externalising $6m

A BULAWAYO businesswoman, who had been on the police wanted list for allegedly externalising more than $6 million to Botswana, appeared in court yesterday.

Delny Deanna Ashley Davies (41) of Morningside suburb appeared before Bulawayo regional magistrate Mr Trynos Utawashe facing charges of contravening the Exchange Control Act or alternatively Money Laundering and Proceeds of Crime, Chapter 9:24 after allegedly externalising $6 314 006, R500 100 and 39 500 Euros.

She was remanded out of custody to October 24 on $2 500 bail.

Prosecuting, Ms Caroline Matanga said between January 14 and April 9 this year, Davies, who is a holder of a foreign currency bank account at Stanbic Bank in Botswana, allegedly crossed into the neighbouring country through Plumtree Border Post in her personal capacity and through other couriers who are all Zimbabwean passport holders with large amounts of cash.

She allegedly deposited a total of $6 314 006, R500 100, EUR39 500 into her three foreign accounts in Botswana.

“On all these occasions, the accused person and her couriers did not declare the money at Plumtree Border Post. They would however, declare the cash at Ramokgwebana Border Post in Botswana,” said Ms Matanga.

The court heard that Davies deposited all the money into her foreign bank accounts namely Stanbic Bank (South African rand) account number 9060001687994, Stanbic Bank (Euro) account number 9060002320067 and Stanbic Bank (United States dollar) account number 9060001680000 and 9060002620435. Investigations by police established that the exportation of the foreign currency to Botswana by Davies was done without the approval of the Reserve Bank of Zimbabwe.

The money was not repatriated.

Davies together with Farid Shahadat (45) and Ryan Gregory Joseph (29) were on the police wanted list and the country had to activate Interpol in its quest to locate the trio.

During the period between February 23 and April 11 this year, Shahadat, who is the director of a gold mining and milling company, Yakuts Marketing (Pvt) Ltd in Bulawayo, with the help of other couriers, crossed into Botswana and deposited a total of $1 197 080.

On April 12 and 13, Joseph deposited a total of $331 700 into his personal foreign Stanbic Bank Account.

Davies is being represented by a team of lawyers comprising Messrs Admire Rubaya of Rubaya and Chatambudza Legal Practitioners, Tanaka Muganyi, Maclean Mahaso and Tinashe Runyanya all from Tanaka Law Chambers.

In July, police raided a Harare property and recovered US$4 million in cash and 98 kilogrammes of gold that was stashed in suitcases.

President Emmerson Mnangagwa last year gave an ultimatum to those who externalised funds and assets to repatriate them within three months. The ultimatum expired in February and a list of those who defied returning the funds and assets was published. At least $850 million of the looted $1,4 billion had since been returned to the country.

Cash Hoarding Businessman Arrested For Discharging Gun In A Public Place

A BULAWAYO businessman has appeared in court for discharging a firearm in a public place for no apparent reason.

Job Mushunje- popularly known as ‘Cash only’ due to his penchant for paying cash for everything- and is the owner of Foundation Engineering and Sales (Pvt) Ltd in Thorngrove appeared before Bulawayo magistrate Ms Adelaide Mbeure who remanded him out of custody on free bail to October 22.

He was not asked to plead as he failed to talk and looked traumatised in the dock.

Mushunje resides in Northend suburb.

He is being charged with knowingly and without lawful cause discharging a fire arm in a public place.

Prosecuting, Mr Nkathazo Dlodlo said: “On September 23 at around 3:30PM Mushunje in the company of three unnamed companions at Thorngrove produced his pistol loaded with one round and fired in the air once.”

“Mushunje apologised to his friends for shooting when they approached him saying he didn’t know the gun was loaded,” said Mr Dlodlo.

The court heard Mushunje took his pistol from his waist and fired a single shot into the air through his car window and later apologised for his actions, although threatening to fire more shots.

“The gun was for protecting his company money,” said Mr Dlodlo.

The court heard Mushunje drew the ire of his companions who disarmed and reported the matter to the police leading to his arrest.

Government Receives Half A Million Doses Cholera Vaccines

Government has received 500 000 doses of cholera vaccines and will start vaccinations next week, Health and Child Care Deputy Minister Dr John Mangwiro has said.

“We received 500 000 doses of the cholera vaccine yesterday (Wednesday) and preparations are at an advanced stage to initiate vaccination in the next week,” he said.

“In the short-term, the rapid response activity is to vaccinate at risk populations in Glen View, Budiriro, Glen Norah and Mbare suburbs.”

Dr Mangwiro was speaking during a handover of donations by Stanbic Bank and Potraz towards the cholera outbreak at the Beatrice Infectious Disease Hospital in Harare.

He said all provinces and city health departments were on high alert and had activated their rapid response teams to deal with any outbreak.

“We hope we will be able to mobilise more vaccine before the end of the year to reach a larger part of the vulnerable populations,” said Dr Mangwiro.
Government has applauded the efforts made by Potraz, Stanbic Bank, Food World and the Iranian Embassy towards containing cholera.

“Today (yesterday) we are accepting more from Potraz, Stanbic Bank, Food World and the Iranian Embassy,” said Dr Mangwiro. “We are very grateful for your gesture, I assure you that these donations will be used appropriately for the purpose of cholera control.”

Speaking at the same occasion, Stanbic Bank head of marketing and communications Mr Palmer Mugavha said they were joining the fight against cholera.

“As we join hands to restore the well-being of those who have unfortunately contracted the disease and assist in preventing further infection, we have come here today with our contribution of 5 000 litres of IV fluids, 10 000 plastics aprons for the health care workers, 50 000 face masks, latex gloves, 100 pairs of gumboots and 5 000 containers,” he said.

“We are also in the process of importing water treatment tablets, which we expect to arrive by Wednesday next week and we will hand them over to the Ministry for distribution as soon as they arrive.”
