ZRP To Deal With Electoral Offenders Without Fear Or Favour

Defaced campaign poster

By Own Correspondent| The Zimbabwe Republic Police (ZRP) has vowed to deal with anyone found engaging in electoral malpractices without fear or favour.

Addressing journalists at the ZRP Headquarters in Harare this morning (Tuesday), Senior Assistant Commissioner, Erasmus Makodza who is also the 2018 Commander of the Harmonised Elections, warned pepetrators of violence to desist from engaging in any acts of electoral malpractices since the force was on high alert.

“As the nation braces for the 2018 harmonised elections scheduled for the 30th of July 2018, the ZRP urges all political parties, candidates and their supporters to observe peace and the rule of law during the campaign period,” said Senior Assistance Commissioner Makodza.

He said while peace generally prevailed throughout the country, his organisation was however disturbed by reports of defacing or tearing of rival campaign posters, putting or pasting of posters on top of other candidates’ and removal of posters from trees at night.

“We have also received reports of rival supporters who are forcing rival supporters to remove party regalia which they will be wearing or even going to the extent of forcing them to wear their chosen party’s regalia against one’s consent,” he said.

He urged individuals and groups who are posting photo shopped videos of purported violence on social media platforms with the view of tormenting discord and disharmony in the country to desist from their acts.

“In some places, there are groups of people who are going about claiming ownership of specific areas and declaring them no go areas for campaigning by other candidates.

The police are fully alert and will deal with anyone who engages in any form of electoral malpractices without fear or favour,” said Senior Assistant Commissioner Makodza.

He urged members of the public, political parties, candidates and their supporters to take heed of the peace message and zero tolerance to violence which is being preached by President Emmerson Mnangagwa.

“Members of the public are urged to report any political acts of intimidation, threats or violence, defacing or tearing of campaign posters to their nearest police station forbswift action to be taken by the police,” he said.

Chigumba: It’s Not Illegal To Deny Chamisa Access To Observe the Printing Of Ballot Papers

By Farai D Hove | The Zimbabwe Electoral Commission Chairperson, Justice Priscilla Chigumba yesterday indicated that it is not illegal to deny the opposition access to observe the printing of ballot papers.

She said she allowed the opposition who include the Nelson Chamisa led MDC Alliance, to observe the printing of ballots out of mere moral duty. The opposition complains that the viewing she allowed was limited to a balcony 20 metres away from where printing was taking place.

“The law does not compel ZEC to invite political parties to observe the printing of ballot paper. The recent invitation was done in the spirit of inclusivity and transparency,” said ZEC Chairperson Justice Priscilla Chigumba.

She was speaking during her press conference yesterday.  WATCH VIDEO:

ZEC Corrects Previously Announced Number Of Election Observers

By Own Correspondent| The Zimbabwe Electoral Commission (ZEC) has revealed that contrary to an earlier figure released yesterday (Monday), the number of accredited foreign observers is 170.

Said the ZEC’s Public Relations Director Justin Manyau in a statement issued today:

“Statistics on accredited foreign observers

Please note that the number of accredited foreign observers as at 7 July 2018 was 170, and not 15 as indicated in the ZEC Chairperson’s brief yesterday. This was due to a typographical error.

These foreign observers for the 2018 Harmonised Elections were broken down as follows:
 Foreign journalists 27
 Foreign Observers 143.”

In her press briefing yesterday, ZEC Chairperson Justice Priscilla Chigumba told journalists that the number of foreign observers was 15.

She however told journalists that correct statistics would be issued in due course in order to avoid speculation that she is “dishonest”.

Chiwenga Tells Chamisa To Finish Off Library Before Building Spaghetti Roads

VICE-PRESIDENT Constantino Chiwenga yesterday fired shots at the youthful MDC Alliance presidential candidate Nelson Chamisa, describing his pledge to introduce spaghetti roads as day-dreaming.

Chiwenga was addressing Zanu PF supporters in Chamisa’s Kuwadzana East constituency, where he challenged the opposition leader to complete his community library project before dreaming of building national roads.

“The city has been destroyed, we no longer want people who rush to say we want to build spaghetti roads when you have failed to even build a library or dig boreholes,” Chiwenga said.

Zanu PF has struggled to break into urban settings since the opposition MDC emerged at the turn of the century and Chiwenga pleaded with residents of Kuwadzana not to be “enticed by temporary things”.

“If you are given beer today and forget that the very same person will not come back, let us do the right thing that will see our country going forward,” Chiwenga said.

Earlier in the day, Chiwenga addressed the Asian community at Belvedere Teachers’ College, urging the normally conservative community to join mainstream national programmes.

“One of the major problems with the Asian community is that you were being taken as aliens with the zeros denoting (your district of origin). Those zeros are no more because I checked the law and there is nothing like that. We are all Zimbabweans,” Chiwenga said.

“It is our intention as the new dispensation that we interact with everyone in Zimbabwe, so that together we come with a way forward for Zimbabwe,” he added.

Mnangagwa Broken Ndebele Messages Sell Him Off

President Emmerson Mnangagwa has attracted a barrage of attacks from would be voters in Matabeleland after he sent messages on mobile phones canvassing for votes in extremely broken Ndebele.

The message reads as follows:

ZEC Sets Up 11k Polling Stations

Utoile Silaigwana

THE Zimbabwe Electoral Commission (Zec) says it will set up 10 985 polling stations countrywide for the ward-based election to be held on July 30.

In a notice on Monday, Zec said Bulawayo has 428 polling stations while Harare has 1 174 polling stations.

“Notice is hereby given in terms of Section 51 (3) of the Electoral Act (Chapter 2:13) that the Zimbabwe Electoral Commission has identified ten thousand nine hundred and eighty-five (10 985) polling stations where polling will take place on 30 July 2018. The polling stations for the harmonised elections shall be located at the centres specified in the schedule,” read the notice.

Zec said polling shall take place on Monday July 30 from 7AM to 7PM for the purpose of electing the country’s President, members of the National Assembly and councillors for various wards in local authorities.

It said it will recruit about 130 000 polling officers for this year’s harmonised elections compared to 106 000 recruited during the 2013 elections.

Zec acting chief elections officer, Mr Utoile Silaigwana said the officers would be drawn from the civil service in line with the Electoral Act.

“According to the Electoral Act, recruitment of polling officers is done from State institutions, local authorities and the Health Service Board. We write to them and inform them of the qualifications that we need for one to qualify to be a polling officer. That is how we select polling officers,” said Mr Silaigwana.

The electoral body last week revealed that about 7 200 people had applied for postal voting in the July 30 elections.

Postal voting is only available to individuals who will be outside Zimbabwe on national duty on the day of voting as well as Zec or election officials and members of the security forces working on the day.

Mbanje Field Burst In Karoi

Police in Karoi discovered a field of marijuana in Sakadza village under Chief Nematombo area in Hurungwe and have arrested two suspects in connection with the illicit activity.

Criminal Investigation Department (CID) officers from Karoi discovered the field after initially recovering four 20 litre buckets with processed marijuana at one of the suspects’ homestead.

The suspects then led the officers to his field where they stumbled upon 190 plants of marijuana.

The plants, which had an average height of about 2,1 metres, were then uprooted and taken to Karoi CID offices as exhibits.

Another suspect from the same village was also found in possession of a sack-full of the illicit drug.

“Police received a tip off and made a follow up after which they apprehended one suspect who later led them to his field. The same suspect also led to the arrest of another drug dealer who was found in possession of processed dagga. We are reminding members of the public to desist from peddling in dangerous drugs as they will face the full wrath of the law,” police spokesperson for Mashonaland West Province, Inspector Clemence Mabgweazara said.

The two suspects are scheduled to appear before the Karoi magistrates courts for initial remand hearing.

Mnangagwa Offers State Assisted Burial For Kembo Mohadi Family

President Emmerson Mnangagwa consoling the Mohadi family

President Emmerson Mnangagwa yesterday offered his condolences to the Mohadi family following the death of Steven Dugish Mohadi, brother to Vice President Kembo Mohadi.

Mohadi (58), a war veteran and a former Zimbabwe National Army officer, died on Saturday at Trauma Centre Hospital in Borrowdale, Harare after some illness.

He is survived by his wife Emma, six children and five grandchildren.

Burial arrangements are yet to be announced.

President Mnangagwa, accompanied by VP Constantino Chiwenga, visited the Mohadi family home and offered a State-assisted funeral to the Mohadi family.

The head of State consoled the family, encouraging them to be strong during the bereavement.

“I know you are going through a difficult time where you lost a family member at a time when VP Mohadi is in hospital.

“Some members are looking after VP Mohadi in South Africa, while others are attending the funeral here. You have to be strong during these trying times.

“As comrades, we console each other. We assist each other in times of trouble.

“Therefore, we have offered to assist the family during the funeral and burial of Cde Mohadi,” he said.

He also offered to assist the family left behind.

The President said he had to stop VP Mohadi, who is still receiving treatment in South Africa, from coming to mourn his brother as a way of allowing him to recover.

“We had to stop him from coming. Since the late Steven is also our brother, we decided to assist him from this end while he recovers,” he said.

Family spokesperson Mrs Patience Nleya described the death as a blow to the Mohadi family.

Mrs Nleya said Mohadi left for war at the age of 15.

“VP Mohadi and his two brothers crossed the border for military training during the war period.

“The late Mohadi made the sacrifice at the age of 15. Out of the three brothers, only Steven and Kembo came back while the other one died there,” she said.

Zanu Pf Youths To March For Peace

By Own Correspondent| Zanu Pf stalwarts will today march for peace in solidarity with President Emmerson Mnangagwa’s calls denouncing all forms of violence before, during and after the polls.

The march, organised by the party’s youth wing will start at 11 am where participants will begin their procession at the party’s provincial offices in 4th street.

The march will proceed along Simon Muzenda and Jason Moyo with the final destination being Zanu Pf headquarters.

It was however not yet clear who will address the marchers.

Zanu Pf Secretary of Affairs, Pupurai Togarepi is on record saying that Zanu Pf Youths will plan a solidarity march with their leader which is aimed at ensuring that peace prevails before, during and after the harmonised elections.

“We denounce violence, a development which the distractors of the revolution are failing to stomach. We know there are people who hate our President Mnangagwa because he is straightforward person,” said Togarepi.

Elections in Zimbabwe have in the past been marred by violence targeting mostly opposition political parties especially the Movement for Democratic Change (MDC T).

Tsvangirai’s Daughter Speaks

In this interview with NewsDay senior reporter Richard Chidza (ND), Vimbai (VT) who will represent the MDC Alliance later this month as a parliamentary candidate in Glen View South constituency, comes short of disclosing a wish to take over the leadership of the opposition MDC-T formed by her late father almost 20 years ago. Below are excerpts;

ND: How did you end up a politician, following your father’s footsteps?

VT: I have been a politician and coming from a political family it is always been there. And being a child to Morgan and Susan Tsvangirai, you would not have escaped it.

ND: Tsvangirai was terrorised by former President Robert Mugabe for the greater part of his political life. Would you think Mugabe has changed now after November last year?

VT: Let me begin by explaining my father’s character. He was a forgiving man no matter how much you wronged him. At some point he would forgive you. That’s why you will find that despite him winning elections, they robbed him of victory, but he came back to sit down with them and form the Government of National Unity despite the killing of opposition activists as well as the violence.

ND: Why did you choose Glen View South constituency?

VT: It was one of the first seats my late mother helped set up structures. So I have always been connected to it and it made sense to me to go there.

ND: So your mother helped set up political structures?

VT: Yes

ND: Did you accompany her? Very few people know that Susan Tsvangirai was involved in real political activity?

VT: I was still young but I feel a connection to it. Oh yes she was. Actually in most areas she was heavily involved.

ND: But there have been suggestions that your father chose that seat for you after initially trying Mt Pleasant?

VT: True, we sat down and he indicated he wanted me to take up the challenge and try to represent Glen View South.

ND: You don’t think your father imposed you on the people of that constituency?

VT: No. I don’t think it is imposition because the people of Glen View South love me.

ND: The family at some point was divided over the leadership of the party with reports that majority were against now president Nelson Chamisa’s leadership. When did allegiances shift?

VT: I think the MDC is a democratic party. But unfortunately as regards the family we have uncles in the family and they are better placed to answer these questions.

ND: We have heard that Mrs Elizabeth Tsvangirai held a memorial that most family members did not attend. Why?

VT: Tsvangirai was a man of the people and a former Prime Minister of this country. At the time of his death many people would have held memorials and they were free to do that. The family is still planning to hold one.

ND: There was talk that Tsvangirai might have been declared a national hero. How would you have felt?

VT: My father fought for democracy in Zimbabwe and remains a national hero.

ND: Do you see yourself eventually taking over the party leadership?

VT: I don’t know. We will see what the future holds. But for now we are fully behind MDC Alliance presidential candidate Advocate Nelson Chamisa. He is the president at the moment.

ND: What if the MDC Alliance and you lose this election. What happens?

VT: It is impossible for us to lose this election. Given the people we are gathering and the numbers we see at our rallies, there is no way we are going to lose. I also strongly believe that in the hearts of each Zimbabwean, there is a yearning for change. This is the time. We will win this election.

ND: How do you juggle politics and church business being the wife of a pastor in your own right?

VT: I am a woman of God and it does not change whether I am in business, politics or at church. I think there is need for more God-fearing leaders in the political arena. I have seen the ugly side of politics. I think we should move away from the narrative that politics is dirty. If we are going to move this country forward, we need God-fearing leaders.

ND: What are your plans for Glen View South?

VT: I am a town planner by profession and I would want to help especially as regards infrastructure issues. The roads, water and sewer reticulation decay is heart-breaking. It is unfair to have people getting water for only two days a week. I want to fight for that. We all pay the same rates to the same council despite the geographical divisions between the high and low-density areas. We will also look at empowerment projects for the youth and women. Morton Jaffray Waterworks was built to serve half a million people but now it is over-stretched. Something needs to be done and I could help.

ND: If Chamisa wins, Local Government minister?

VT: Well. I don’t know, but we will see.

Voter Challenges Chamisa On Voters Roll Publication

A registered voter has approached the High Court seeking to bar the Zimbabwe Electoral Commission (ZEC) from acceding to demands by the opposition MDC Alliance led by Nelson Chamisa for the electoral body to provide a voters’ roll including her photograph or anyone else’s.

Ms Ethel Tsitsi Mpezeni argues that the demands by the opposition political party violated her constitutional rights to her private life.

In an urgent chamber application filed in the High Court, Ms Mpezeni listed ZEC and Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi as respondents.

In her application, Ms Mpezeni said she was concerned that the electoral body was being asked to produce “my photograph next to my name”.

“I got very concerned, because now, the public space that I have so carefully ring-fenced away from my private life is under threat of being pierced,” says Ms Mpezeni.

“If first respondent (ZEC) accedes to the demands being made by the various political formations and provides them a voters’ roll that contains my full biographical details and my photograph, it will become possible for those who have different views from mine to know my real name, my national registration number and my address.

“All the effort I have made to keep my public political engagements and opinions away from my personal space will come to nought.”

Ms Mpezeni said her real fear was that she might have people coming to her house to attack her.

She made reference to disagreements she has had on her Facebook Wall with people that did not agree with her political views, but had always taken comfort in the knowledge that the most they could do was to insult her on that platform.

“It is my firm belief that the law must exist for a reason, and that reason must, well, be reasonable,” she argued.

“I do not believe that there is any reasonable reason why Statutory Instrument 85 of 2017 included the requirement for a photograph in its list of what information must be recorded on any voter.”

Further, Ms Mpezeni also believes that the preceding requirements (first and last name, sex, date of birth, national registration number and address) were adequate for the purposes for which a voters’ roll exists, namely to particularise individual voters with enough detail to determine that they are legally entitled to vote in an election in a specific area.

“In any event, even if there is a reason, I believe that such a reason is in violation of my right to privacy, in that it constitutes an unwarranted interference into my private space,” argued Ms Mpezeni.

“I do not believe that such interference is fair, reasonable, necessary or justifiable in a reasonable democracy.”

She further contends that these days criminals were coming up with more and more ways to use personal data for identity theft hence a reasonable Government agency would be very circumspect in its use of citizens’ private information.

“Given that a voters’ roll is accessible to all and sundry, I just feel that this particular requirement goes just way too far in disclosing personal data,” she argues.

“The photograph makes it possible for anyone so minded to clone national identity documents without the need for any effort or research, because all the information is available.”

To bolster her case, Ms Mpezeni attached papers demonstrating other countries’ approach to data protection in this digital age, which point to the potential for criminals exploiting too much data.

“I do not believe that first respondent should produce a voters’ roll that includes my photograph or anyone else’s,” she argues. “I believe that paragraph 9(c) of Statutory Instrument 85 of 2017 is in violation of the right to privacy as protected under section 57 of the Constitution. I believe that a finding of constitutional invalidity of that one sub-paragraph is called for, and that such a finding would not affect the production of a voters’ roll that can be used in the harmonised elections on 30 July 2018,” argues praying for an order in terms of the draft order she attached to the application.

The electoral body and Minister Ziyambi are yet to respond to the urgent chamber application.

Bulawayo Woman Acquitted On $314k Cocaine Charges

A Bulawayo woman who was arrested after being found in possession of 3,14 kgs of cocaine with an estimated street value of $314 300 in April was acquitted yesterday.

Sheron Tholiwe Tshuma (25) from Emganwini suburb was facing charges of dealing in dangerous drugs (cocaine) when she appeared before regional magistrate Mr Crispen Mberewere.

Tshuma who recently returned home from South Africa is alleged to have been told to collect a parcel by someone in the neighbouring country that had been sent from India.

The woman was represented by Ms Taboka Nyathi of Makiya and Partners who said Tshuma was not aware that the parcel contained cocaine as she had only been told that she was supposed to receive fabrics and forward them to South-Africa, hence she submitted her details.

In acquitting Tshuma, the magistrate ruled that the state had failed to prove that the accused had knowledge of what was contained in the parcel.

“The accused was found in possession of the drugs but that does not mean she was aware of what was contained in the package. State witnesses have failed to prove that the accused had the knowledge and intention to receive dangerous drugs. The legal meaning of possession implies knowledge and intention to possess and the police failed to take account of that,” said Mr Mberewere.

“The evidence of the WhatsApp text messages that have been produced show that the accused did not know what was in the package.

“The State does not have proof that the accused had knowledge of what was contained in the parcel. Accordingly, I will therefore return a verdict of not guilty and the accused person is acquitted.”

Prosecuting, Mr Nkathazo Dlodlo said Tshuma was arrested on April 11 at Zimpost at the corner of Fort Street and 8th Avenue.

“The accused person was stopped and searched by the detectives and was found in possession of cocaine weighing 3,143 kgs with street value of $314 300,” he said.

Bulawayo High Court Judge Promoted To Harare

Bulawayo High Court judge Justice Nicholas Mathonsi has been re-deployed to Harare where he has been elevated to the position of senior judge in charge of the Civil Division of the High Court.

Justice Mathonsi had been stationed at the High Court in Bulawayo since January 2016 when he moved from Harare.

Judicial Service Commission (JSC) Secretary, Mr Walter Chikwanha said: “I can confirm the re-deployment of Justice Mathonsi from Bulawayo to Harare with effect from July 1. He has been elevated to senior judge in charge of Civil Division of the High Court. He now has more responsibilities.”

Justice Mathonsi takes over from Justice Lavender Makoni who headed the Civil Division at the High Court prior to her appointment to the Supreme Court bench in May.

Asked if there is already a replacement for Justice Mathonsi, Mr Chikwanha said there was no gap on the bench as there was Justice James Mabhikwa who was deployed in May.

“I know there is judge Mabhikwa who was deployed to Bulawayo, if there are other deployments they are done by the Judge President. It’s the prerogative of the Judge President to make deployments,” said Mr Chikwanha.

Justice Mathonsi was appointed judge of the High Court in 2010.

He has worked both at the Harare and Bulawayo courts. In 2015, the late former Chief Justice Godfrey Chidyausiku named Justice Mathonsi as one of the top performing and hardworking judges.

Opening the 2015 legal year in Harare, the late former Chief Justice singled out Justice Mathonsi for special mention after the former Harare High Court judge wrote a staggering 72 judgments in 2014.

CROC POISON? – Woman Sues Against Chamisa to Block Him From Voters Roll

ZEC is on record insisting the voters’ roll contained sufficient information.

In her application, Ms Mpezeni said she was concerned that the electoral body was being asked to produce “my photograph next to my name”.

ZANU PF To Call Chamisa “Mr President” If He Wins

ZANU PF Secretary for Administration Dr Obert Mpofu
Zanu-PF yesterday assured the African Union Election Observer Mission that it will respect election results for the July 30 harmonised elections regardless of the outcome as it is guided by the Constitution.

The party’s Secretary for Administration, Dr Obert Mpofu, said this yesterday while briefing journalists after a two-hour meeting with the mission headed by Mr Francis Kissinger Kakai at the party head- quarters.

Dr Mpofu said they had a fruitful meeting with the AU mission and clarified several issues that they had sought to understand.

“They raised some issues which they felt should be clarified. These included preparedness, whether the process is above board and acceptable to other players. The other issues raised related to the outcome of the election whether Zanu-PF is prepared to accept the outcome if it did not favour it and we assured them that what we are saying, and what our President is saying is what is going to happen. The President has opened this election to the world and it is the world that is going to observe and see how committed we are to this process,” said Dr Mpofu.

He said they assured the mission of Zanu-PF’s commitment to ensure that elections were held in a peaceful environment.

“So, it is the concern that has been raised by other observers who have come to see us and we will continue to explain to them that we mean what we say. They are quite a big contingent that came to see us and we continue to assure them that all our security apparatus and institutions are geared to ensure that people go about their political business in a free and fair environment without being harassed or interfered with. They seem to understand us; where we are coming from,” said Dr Mpofu.

He said allegations of bias raised by the MDC Alliance against the Zimbabwe Electoral Commission lacked merit.

“We told them that as Zanu-PF, we view ZEC as an independent constitutional body whose mandate is clearly mandated in the Constitution. Anything that they do within the confines of our Constitution, Zanu-PF has no problem with that but where we feel that they have deviated from what is constitutionally mandated to them, we will raise those concerns. So far, we feel they are within their mandate of applying what is expected of them by the Constitution of Zimbabwe,” said Dr Mpofu.

He said it was important for people to realise that ZEC was a product of all political parties and Zimbabweans following a wide consultative process during the constitution-making process.

He said ZEC was constituted by both Zanu-PF and the two MDC formations during the inclusive Government.

Last week the Zimbabwe Defence Forces assured the nation that it will respect the outcome of the polls as it was guided by the Constitution.

The assurance was given by ZDF spokesperson Colonel Overson Mugwisi while addressing journalists in Harare on the role of the ZDF during the 2018 harmonised elections.

Col Mugwisi said ZDF members, like any other citizen, were free to vote for a political party of their choice in national elections. – state media

Gun Toting Zimbabwean Robber Shot Dead In SA

A ZIMBABWEAN armed robber based in South Africa was shot dead during a shoot-out with crime prevention security officers after he was involved in a robbery and carjacking incident in the neighbouring country.

Thabisani Nkiwane (46) of Tshabanda village under Chief Gampu in Tsholotsho was gunned down by security officers from the Suburban Crime Prevention (SCP), a private security firm while his three unidentified accomplices managed to flee from the scene.

The incident occurred on Thursday at around 12noon in Montegomery Park, Randburg, South Africa. Zimbabwe Consul-General in South Africa Mr Batiraishe Mukonoweshuro yesterday confirmed the incident.

“I can confirm receiving a report of a suspected Zimbabwean who was shot dead in an incident alleged to involve carjacking. I am however still waiting for police to furnish me with details of what transpired.

“In the meantime we urge our fellow Zimbabweans to desist from unorthodox ways of living, but to be torch bearers and flag carriers who don’t indulge in criminality,” he said.

Sources close to the matter said the four had followed a woman to her house in Montegomery Park and robbed her after she had withdrawn an undisclosed large amount of money from an ATM machine.

“As she parked her car at her house, the quartet pounced on her and robbed her of money, jewellery and the car. Before they left her house, an SCP security team was in hot pursuit.

“A chase ensued between the suspects who were driving a silver Mercedes Benz. As they approached a corner along Milner Avenue they crashed their vehicle. They all jumped out of that car and ran towards a garage that was across the road, where they hijacked a blue Toyota Etios from some woman,” said the source who preferred anonymity.

The source said when the suspects were cornered by the SCP team, they started shooting whilst trying to flee from the scene.

“One of the security officers returned fire and shot Nkiwane who was driving and he died on the spot. Two of the suspects jumped into a taxi and at gun point, ordered the driver to quickly drive away and they headed towards Melville. The other suspect fled on foot,” said the source.

The source said the now deceased was recently shot during another carjacking incident and was injured.

Tsholotsho Ward 16 Councillor Patrick Ngwenya, confirmed the death of Nkiwane. He said he was in touch with the deceased’s family and arrangements to bring the body home were underway.

He expressed concern about people from his area dying due to violent crime in South Africa.

The councillor urged youths to shun crime and concentrate on their studies to get decent jobs

Chigumba Appears To Threaten EU Observers With Arrest, Says They Are Not Allowed To Monitor, They’re Just Observers | FULL ANALYSIS

By A Correspondent| The Zimbabwe Electoral Commission chairperson Priscilla Chigumba yesterday made legal threats against all election observers saying they will have breached the nation’s laws if they monitor the upcoming polls.

Zimbabwe holds elections on the 30th of July 2018.

Justice Chigumba’s statement could be read as a direct threat against the European Union observers who last week  passed comments protesting against organisation’s handling of the upcoming polls.

She said they are just observers and not monitors. ZimEye in this full analysis presents evidence that Justice Chigumba has effectively put limits on how far international observers can go in monitoring the upcoming elections.

Below was part of her statement:

WISDOM OR STUPIDITY? – Povo In Stampede To Loot “Open Flame” Prone Fuel Spilt From Overturned Tanker

State Media – There was chaos at a roundabout in Gweru along the Bulawayo Highway as motorists and residents jostled to get fuel gushing out from a tanker following an accident.

It was a moment of madness for Gweru residents and motorists as an unfortunate incident turned into an opportunity.

All sizes of containers were brought to the scene of the accident and residents could be seen flying to the diesel-flooded drainage.
According to eye witnesses, the driver of the fuel tanker failed to negotiate the roundabout and overturned.

When ZBC News crew arrived at the scene, a number of people took advantage of the misfortune and filled containers with the diesel.

Some call it manna from heaven while others took the opportunity to advice the Gweru City Council to rehabilitate the roundabout for the safety of motorists.

After moments of looting, the fire brigade arrived and poured water on the diesel as a safety measure, a development which was not welcomed by the residents.

Why Mnangagwa Led ZANU PF Will Vote for Chamisa in Zimbabwe’s 2018 Elections

The Zhuwao Brief Reloaded Article 21 (ZBR21)

Patrick-Zhuwao

By Hon. Patrick Zhuwao | Before I explain why ZANU PF members and supporters will vote for Chamisa, let me debunk a myth being spread by junta agents who want to falsely accuse the MDC Alliance of ousting President Mugabe. All the five major coup events between 13th and 21st November 2017 were done by Chiwenga and Mnangagwa’s proxies:

  1. Chiwenga conducted the press conference on 13th November at KGIV Barracks threatening President Mugabe about firing Mnangagwa – there was no MDC Alliance there;

  1. Chiwenga self-deployed the military on 15th November and put President Mugabe under house arrest – again there was no MDC Alliance involvement;

  1. The march on the 18th November was a war veterans programme, not an MDC Alliance event even though they were used (vakaitiswa);

  1. The fake ZANU PF Central Committee meeting on 19th November to recall President Mugabe was not done by MDC Alliance; and

  1. The forced impeachment on 21st November was only possible with ZANU PF’s two thirds majority in parliament, once more MDC Alliance was not a factor. It is obvious that who-ever puts forward a narrative that President Mugabe was ousted by the MDC Alliance marching on 18th November is definitely a junta spy spreading falsehood in order to cleanse Mnangagwa. ZANU PF members and supporters are in four broad categories.

The first category, made up of those who left ZANU PF during the 2008 elections with the departure of Dr Simba Makoni and Dr Dumiso Dabengwa, cleared articulated on 15th June 2018 that they will vote for Chamisa when Dr Dabengwa announced that was not going to file papers as a Presidential candidate. Dr Dabengwa, as a survivor of torture under Mnangagwa in the 1980s, knows that Chamisa represents the best way of stopping Mnangagwa.

The second category is comprised of those who were expelled together with Dr Joice Mujuru. These people are made up of victims of the fake intelligence that was created by Mnangagwa and Chiwenga in 2014. Most of these people, including struggle stalwarts like Comrade Rugare Gumbo (another victim of torture under Mnangagwa in the 1970s), are so painfully aware of how cruel and vindictive Mnangagwa is that they will ensure that he does not get another chance of putting his hands on state power.

Even though some of them are humouring Dr Joice Mujuru’s feeble attempt at being President, they know that the only credible way to stop Mnangagwa is to support Chamisa. The third category of ZANU PF members and supporters are the ones who have remained in ZANU PF in a sad manner reminiscent of how a battered spouse will continue to remain in an abusive relationship for the sake of the children.

We saw how they were being brutalised in Bindura for simply attempting to go back to their homes. They are painfully aware that they are enslaved in a ZANU PF captured by the military for the personal benefit of Mnangagwa and Chiwenga. As they chant the EDiotic slogan of “ED Pfee” they secretly and silently add the word “mundove” as they plan to vote for Chamisa so that they can be free from their enslavement. ED Pfee mundove.

The fourth category is of those that have been marginalised and expelled from ZANU PF together with President Mugabe. This category has three groupings, the first of which has accepted that ZANU PF is dead and its corpse has been taken over by the military They had put their hopes and faith on NPF but with NPF not having a viable presidential candidate they will vote for Chamisa.

The second grouping of the expelled is still in denial that ZANU PF is dead and are hoping to re-enter a de-militarised ZANU PF. Some of the people that have filed nomination papers as independent candidates are within this second grouping which will vote for Chamisa as a way of ejecting Mnangagwa and Chiwenga and demilitarising ZANU PF. The third grouping of the fourth category is made up of political prostitutes who had agreed to be used by the junta to destabilise the opposition in the hope of being readmitted to ZANU PF.

The activities of this grouping, which is in charge of the junta sponsored NPF’s spoiler operations are described more fully below when I discuss NPF. This very small grouping of schizophrenic political prostitutes has realised that Chamisa is the real deal and are seeking to be accommodated in Chamisa’s government. Chamisa will never, and must never, make the mistake of including these charlatans. I do not mention NPF members as one of the voting stakeholder groupings that will vote for Chamisa because the NPF is a special case that has been the target of three separate strategies by the junta who have been using the fatal unbridled ambition of certain persons.

The sad reality is that there is no NPF as envisaged by the founders when they established it on 7th December 2017. The real NPF exists only in terms of its founding documents and its founding members. The real NPF does not even have a single member in terms of its Constitution and the Consultation Points Document distributed in January 2018. This means that so-called NPF members and supporters are within the four categories described above. It is important to note that the junta agents managed to successfully hoodwink people into running as candidates for a fake NPF as part of a junta-sponsored spoiler campaign. This fake NPF was created for the specific objective of fielding a presidential candidate to be a junta sponsored spoiler. The sole purpose and existence of this spoiler presidential candidate is to ensure that people who subscribe to the ideals, principles, values and objectives of the real NPF of 7th December 2017 do not vote for Chamisa.

The junta sponsored NPF’s spoiler presidential candidate has not even bothered to leave his farm and campaign. He does not have a manifesto to explain what he stands for because he stands for nothing except to be a spoiler. The supposed NPF candidates that are meant to be providing him with support at parliamentary and local authority levels have not met him. In essence, several innocent people who think that they are genuine NPF candidates are being dragged along to be delivered as electoral spoilers; varikuroverwa musaga. However, the electorate has caught onto this trick and chosen to ignore the junta sponsored NPF’s spoiler presidential candidate in favour of voting for Chamisa as President.

As a response to the growing popularity of Chamisa, the junta has been attempting to propagate a narrative that falsely accuses Chamisa of seeking to bring back President Mugabe from retirement. It is unfortunate that two of the junta sponsored NPF’s parliamentary candidates have given interviews to the media lying that NPF has an electoral pact with MDC Alliance.

It is impossible that MDC Alliance could enter into any agreement where NPF would provide a Vice President to the nation when that so-called formation of the NPF cannot even name who its party president is, let alone party vice presidents. Whichever way one looks at the various configurations of NPF, there is no way the MDC Alliance can enter into any arrangement with the only political outfit that has the deplorable record of not even being able to produce a manifesto, let alone launch an election campaign; forget about launching itself or even registering members. SECRET LEAK: ZEC To Investigate How Registered Voters’ Details Ended Up In Zanu Pf Hands

By Own Correspondent| The ZEC Chairperson Justice Priscilla Chigumba has revealed that the elections body will investigate how one political party allegedly managed to secure prospective voters’ mobile details and their voting centres, in a development which has seen the party texting prospective voters campaign messages.

Prospective voters have been receiving text messages from Zanu Pf aspiring candidates canvassing for support ahead of the harmonised polls slated for July 30.

Below is an example of the text messages being sent to prospective voters:

ZEC Chairperson Justice Chigumba said the commission would investigate the matter and establish how that political party got prospective voters’ mobile numbers and their polling centres

“This is why we refused to avail pictures on the voters roll that we gave political parties. We value the privacy of voters and as we are speaking, how that happened remains speculation. We will investigate the matter,” she said.

ZEC Commissioner Netsai Mushonga however said that the political party which was sending these messages had done its own research and had not acquired this information via the voters roll.

“Remember people leave their mobile numbers in public places including supermarkets. Political parties may have also done their research and acquired people’s mobile numbers,” she said.

Commissioner Qhubani Moyo, on the other hand, said that mobile network operators had facilities where they sell their databases to third parties for bulk messaging.

Responding to questions on whether it had sold the database on social media, Econet refuted the allegations and said:

“Econet holds customer and client data in the strictest of confidence, in line with the requirements of the law. It does not give or sell any customer data to third parties. The company only shares relevant customer information with regulatory authorities, such POTRAZ, in line with subscriber registration rules and its licensing requirement.”

Man Sues Former Teachers For Teaching Him Useless Things

A 27 Year old Lusaka youth has stormed social media with suprises after he posted a video of himself complaining that his teacher’s deceived him.

In a nine minutes video clip, Robert chikwanda says his teacher’s taught him things that do no apply in society.

He says he is shocked that teacher’s were busy teaching him X + Y = 23 when all the formulas are not applying in society.

Chikwanda feels that his parents have been robbed because not even bank accountants use the English of rewrite.

“To all my teacher’s who taught me I’m taking you to court for robbing my parents money. You were busy teaching me rewrites in English, Starch, X + Y = 23 when none of the above is applying in society. In banks we don’t use rewrites. I feel you taught me things that you knew could not add value in society ” complained the youth.

Yesterday he met two of his lawyers who agreed to help him deal with his ex primary and secondary school teachers.

“At first people thought he was jocking but he is very serious, yesterday he consulted his lawyers,” Said a close friend.

Donations To Chamisa Begin To Show Results

Nelson Chamisa billboard set up using funds donated by members.

The MDC-T Treasurer General Chalton Hwende says that the donations being sent through by well wishers of the party are beginning to show results as the party has used the funds to set up campaign billboards for Presidential candidate Nelson Chamisa.

Hwende wrote on his official Facebook page:

When we launched our appeal for donations Zanu-PF laughed now that they have seen that our supporters are now funding us they have started lying that we received money from Foreign sources??‍♀️ . Our appeal for donations through our I Donate platform is working. We are now putting billboards in some places. We still need support to put up paid adverts on Radio and TV. We would like to urge our supporters to continue helping us achieve real change by donating today. Thanks to the people who are sending us donations through the Ecocash Platform

JUST IN: UK Foreign Secretary Boris Johnson Resigns

LONDON. – Boris Johnson has resigned as UK Foreign Secretary, following the resignation of Brexit Secretary David Davis.

He becomes the third minister in 24 hours to walk out of the government rather than back Theresa May’s plans for a soft Brexit.

The prime minister hammered out a compromise with her deeply divided cabinet in an all-day meeting at Chequers on Friday, but after consulting friends and allies since, Johnson decided he could not promote the deal.

A Downing Street spokesman said: “This afternoon, the prime minister accepted the resignation of Boris Johnson as foreign secretary. His replacement will be announced shortly. The prime minister thanks Boris for his work.”

After the Chequers summit, it emerged that Johnson had referred to attempts to sell the prime minister’s Brexit plan as ‘polishing a turd’.

His resignation follows that of the Brexit secretary David Davis, and his No 2 at the Department for Exiting the EU, Steve Baker.

As the flamboyant public face of the Vote Leave campaign, Johnson’s departure will deepen the sense of crisis around May, and increase the chances that she could face a vote of no confidence.

The prime minister was due to address her backbench MPs in Westminster at 5.30pm, in an atmosphere becoming increasingly febrile. If 48 MPs write letters of no confidence to the chair of the backbench 1922 Committee, Graham Brady, May will face a vote of no confidence.

Many of the prime minister’s supporters believe she would win such a contest, but if she lost, May would face a leadership challenge, with Johnson among the potential candidates.

In Davis’s resignation letter, he said he believes May’s proposal for a UK-EU free trade area governed by a “common rule book”, “hands control of large swathes of our economy to the EU and is certainly not returning control of our laws in any real sense”.

Brexiters have also been angered by what Baker told the BBC was “childish” briefing from No 10 over the treatment of pro-Brexit ministers at Chequers. – The Guardian/BBC

Belgium Wary Of Kante

Terrence Mawawa

The World Cup Semi finals are upon us and the matches will offer interesting duels.

France vs Belgium will be interesting. Brothers will compete against each other, Lukaku vs Pogba. Hazard vs Kante . Courtois vs Giroud.

The pairs feature for opposite sides when Belgium meet France in the semi-final clash of the World Cup on Tuesday.

Belgium captain Edin Hazard has warned his countrymen to be wary of France’s N’golo Kante, hailing him as the best in the world.

Hazard has said his country will find it difficult to beat France if Chelsea teammate N’Golo Kante “is at his best” for Les Bleus.

“I play all year with Kante. He is the best in the world in his position. When he is at his best, you have a 95% chance to win the game,” Hazard told beIN Sport.

What Now ZEC? Is It Incompetence Or Conspirancy?

By Senator Carter|I live in Ward 4, Bulawayo East, Bulawayo.

In 2013 we were correctly registered and voted at Whitestone School
IN 2018 my wife and I went to Whitestone School to register for the BVR (Biometric Voter Registration). It all went very smoothly as there was no queue. We were given our VR1 slips(scanned copy) which indicated for both of us, that our polling station was Burnside Garage Tent in ward 4 in Bulawayo East Constituency in the district of Bulawayo.

On 29th May 2018 we went to Burnside Garage Tent to confirm our polling station.

We were informed that we were not registered to vote at Burnside Garage Tent. Instead we were registered to vote at Hornoung Park Tent in Ward 5 in Constituency Bulawayo Central. Our ward as well as our Constituency had been changed.

They suggested we go directly to the Teachers Training College where they assured us the problem would be corrected. On arrival at TTC we were told we should rather go to Hornoung Park to sort it out. So we went there where they asked us to fill in a Voters Transfer form (VR3). (scanned copy)
With the release of the provisional voters roll which we checked we find the following:
M.Carter is registered to vote at Hillside Scout A Hall in ward 5 Bulawayo Central.
My wife J.Carter remains registered to vote at Hornoung Park Tent in ward 5 Bulawayo Central.

The result is we are both registered to vote in different places and in the wrong wards and in the wrong constituency. We are informed it is too late to change.

When I approached ZEC in Bulawayo I was referred to Mrs Khupe the District Election Officer for Bulawayo Metropolitan. She phoned someone in Harare. The explanation she gave me was that ZEC Harare informed her that the initial poll allocation which was printed on my voting registration slip which was incorrect. She said according to my address I should not be voting in ward 4 Bulawayo East.

If ZEC were correcting a mistake then it means that my wife and I were incorrectly allocated in 2013. For this to be true then others in the road where we live should have also been moved. With this information in mind I checked with two close neighbours, one on either side of us in the avenue where we live. Both neighbours had been allocated to vote correctly in Ward 4 at Hillside. We were the only ones who had been re-allocated.

This may be gross incompetence or accidental but on the other hand it may be conspiratorial.

The reason I say this is because there was a period when I was considering standing as Member of Parliament for Bulawayo East in the 2018 election. If I had decided to go ahead with this plan I would have found myself registered in the wrong Constituency and therefore ineligible to become the MP for my own constituency Bulawayo East.

Given the history of ZEC which hid the election results for 6 weeks in 2008 and never released the voters roll in 2013 in spite of court orders, and now with this kind of gross incompetence it is understandable that the opposition is demanding complete transparency.

If I was the Chairperson of of ZEC I would welcome the opportunity to clear the name of ZEC which needs to be disassociated from the past and prepare for a new future. If President Mnangagwa really wanted to reassure the opposition and the international community that ZEC had turned over a new leaf he would be at the forefront of applying pressure on ZEC to show complete transparency. He is strangely quiet. He should stand by Nelson Chamisa and the MDC Alliance in their quest for more transparency around the printing of the ballots.

If ZEC has nothing to hide why do they not agree to these and the other demands of the MDC Alliance? There are benefits to an inclusive approach and no disadvantages, unless ZEC has something to hide which, given the history we must assume it has.

There is deep suspicion around ZEC and our future is at stake.

We Wasted Countless Scoring Opportunities: Lloyd Mutasa

 Lloyd Mutasa

Terrence Mawawa

Dynamos head coach Lloyd Mutasa was left to rue a number of missed chances after his side crumbled at the death to draw 1-1 against Chicken Inn.

Quality Kangadzi had put the hosts in the lead three minutes into the second half but the Gamecocks, spurred by veteran Clement Matawu, equalised in the 90th minute through former Dembare striker, King Nasama.

“I don’t want to talk about the goal that we conceded because we created so many chances that we should have scored,” said Mutasa.

“But we were playing against a good Chicken Inn side, and I wouldn’t want to blame the boys.”

Valentine Kadonzvo, Kangadzi and Kuda Kumwala all wasted some glorious chances in the second half. The Glamour Boys had an opportunity to restore their advantage in the added time, but goalkeeper Pride Zendera pulled a brilliant stop to deny Cleopas Kapupurika.

Chamisa Supporter Arrested For Assaulting Khupe Ally

A 42-YEAR-OLD MDC-T activist based in Epworth appeared at the Harare Magistrates’ Court on Friday for allegedly assaulting a colleague over his decision to defect to the rival faction led by former Deputy Prime Minister Thokozani Khupe.

Asifa Mutsinga of Domboramwari was not asked to plead when he appeared before magistrate Josephine Sande, who remanded him to August 9 on $50 bail.

It is the State case that on June 30 this year, Mutsinga confronted the complainant who is not identified in court papers at Domboramwari shops in Epworth and asked him why he had stopped attending Nelson Chamisa’s MDC Alliance meetings.

The State alleges that the accused started accusing the complainant of defecting to Khupe’s faction. Mutsinga allegedly tried to assault the complainant, but was restrained by onlookers.

On the same day at around 10pm, Mutsinga, acting in common purpose with eight accomplices who are still at large, approached the complainant at his house, singing songs denouncing his defection.

It is alleged on July 4, the accused person in the company of his accomplices returned to the complainant’s residence and started chanting slogans before they pelted the complainant’s house with stones, causing property damage worth $120.

The complainant made a police report, leading to Mutsinga’s arrest.

Delight Mauto appeared for the State.

MDC Alliance Says Elections Will Not Be Held If The Ballot Paper Issue Is Not Addressed

Welshman Ncube addressing an MDC Alliance rally in Ntepe Gwanda.

MDC Alliance spokesperson Welshman Ncube has urged the Zimbabwe Electoral Commission (Zec) to urgently address opposition coalition leader Nelson Chamisa’s complainants over ballot paper printing or risk a national shutdown by disgruntled voters.

Ncube made the remarks while addressing MDC Alliance rally in Ntepe, Matabeleland South province on Saturday.

“I want to talk about the ballot paper printing. Those who listen to the news and read newspapers, you heard Advocate Chamisa on Wednesday saying if the issue of ballot is not resolved, there will be no election, not that we will boycott the election, but there will be no election,” he said.

“The ballot is important because the vote that must be on the ballot is the vote from you. The X that you place on the ballot is the one that should take someone to State House. Not the X that is put at KGIV (army headquarters) in which the ballot is put secretly and when you put your X later on your X disappears and the one put at KGIV is activated.

Those who did chemistry know the chemical reaction and with the ballot paper it is possible that they can do so.”

He said it was important that when the ballot papers were transported from the polling stations, party agents must be there, observing that they are not changed along the way. Ncube said this was the other way to guard against theft of votes.

“That is why we say what they are doing to print the ballot alone no, no, no. We are saying the ballot printed where we are not there will certainly not be used in the July 30 election, we are not saying we will boycott, but we say there will be no elections,” Ncube said without clarifying how they would block the polls.

“They have started cheating with the ballot. Even the greatest old vote rigger, Robert Mugabe used to follow the alphabet starting from the top downwards. The one for (Priscilla) Chigumba (Zec chairperson) she has started from number one to nine and went ahead to place Mnangagwa who is number 10 who is now at the top in the second column. If you subtract nine from 23 it’s equal to 14. If you want to make the ballot short, you cut it from half way, you do not cut it at nine so that President Emmerson (Mnangagwa is at the top so that when one looks at the paper first sees his name when his surname starts with an M and is supposed to be at the bottom. They have started cheating and we are saying we will not allow that.”

Ncube’s remarks came at a time Zec has rapped the MDC Alliance for making what it called “frivolous” complaints against the electoral body indicating that it would not give in to such demands.

Wives of mine workers in Mashava want to have a face to face meeting with President Emmerson Mnangagwa following his visit to the area three weeks ago.

The disgruntled women last week petitioned the management at King Mine to present their grievances to Mnangagwa.

The women further charged that the management should make arrangements for an urgent meeting with Mnangagwa.

Mnangagwa visited the asbestos mining giant before addressing a rally at Mucheke Stadium B Arena.

He told officials at King Mine his government was committed towards the revival of the mining sector.

Zanu PF Official Threatens Vapositori Over Opposition Donation

Terrence Mawawa

The Zimbabwe Electoral Commission(ZEC) is investigating a case in which a ruling party official threatened members of the apostolic sect over receiving donations from an independent candidate in Masvingo North Constituency.

ZEC received the report from Pascal Mudzikisi, an independent aspiring MP for Masvingo North Constituency at the weekend.

Mudzikisi alleged that he donated roofing sheets to a church in Ward 14, Zano area, Masvingo North Constituency and Zanu PF MP for the area, Davis Marapira allegedly threatened the leaders who then removed the roofing sheets.

“There is naked intimidation of villagers in Masvingo North Constituency and nobody has been reprimanded for creating the chaos.

I donated roofing sheets to a sect in Masvingo North Constituency and the leaders were threatened by a ruling party official,” alleged Mudzikisi.

New Airline For Harare

Zambia’s leading airline, Proflight Zambia marked its maiden flight into Zimbabwe today signaling the launch of the airline’s route between Harare and Lusaka.

Civil Aviation Authority of Zimbabwe (CAAZ) Chief Executive Mr David Chawota said Proflight Zambia’s new route that links Harare and Lusaka four times a week is one such conduit that will strengthen trade relations between the two countries.

Proflight Zambia Director Government and Industry Affairs Captain Phil Lemba said Zambia is Zimbabwe’s second largest trading partner in the sub-Saharan region after South Africa, hence the introduction of a direct flight into this destination is thus a vital cog to enhance business activity.

Director Aviation and Rail Transport in the Ministry of Transport and Infrastructural Development Mr Allowance Sango said government has liberalised its aviation space as anticipation grows for more airlines both regional and international.

Travellers can visit www.flyzambia.com to book their flights.

The plane flies 4 times a week on Mondays, Tuesdays, Thursdays and Saturdays, with flight P0031 leaving Harare at 08:25hrs and arriving in Lusaka at 09:35hrs. P0030 leaves Lusaka at 06:45hrs and arrives in Harare at 07:55hrs.

Discord Rocks MDC Alliance Campaign

Terrence Mawawa

Chaos is reigning supreme in the MDC Alliance in Masvingo Province as candidates from the coalition clash in several constituencies.

Despite desperate efforts from the coalition leaders to unite the candidates, the warring parties have remained defiant.

“We are battling to resolve the issue of fielding two candidates per constituency across the province.

So far we have six constituencies where two alliance candidates will stand and sadly nothing has been done to rectify the matter,” an MDC Alliance official said yesterday.

The most affected districts are Bikita and Gutu.Given the commotion in the six constituencies, Zanu PF may capitalise on the furore, according to political analysts.

Opposition Presses For Disqualification Of Zanu PF Candidate

Terrence Mawawa

The MDC Alliance is pressing for the immediate disqualification of Zanu PF Parliamentary candidate for Bikita West Constituency, Johnson Madhuku from contesting in the July 30 plebiscite.

Madhuku is employed as the head of Pamushana High School in Bikita District.

Sources in the MDC Alliance have revealed the coalition is pushing for the disqualification of Madhuku from standing on a Zanu PF ticket while he has not resigned from his post as the head of Pamushana High School.

“Pressure is mounting on Madhuku to resign from his post because he cannot stand on a Zanu PF ticket while he is serving in the civil service.

We have raised our concerns with the Zimbabwe Electoral Commission and we hope appropriate action will be taken,” sources in the MDC Alliance said.

Chigumba Says She Is No Longer Interested In Talking To Political Parties

Justice Priscilla Chigumba

The Zimbabwe Electoral Commission (ZEC) says it is considering abandoning the consensus building process with political parties as the process is proving futile.

ZEC Chairperson Justice Priscilla Chigumba also updated the media that 10 895 polling stations have been established for the 2018 elections and revealed her commission will stick to the letter and spirit of the law that mandated it.

The electoral mother body said it had gone beyond its constitutionally ascribed role of designing, printing and distributing ballot papers in good faith inviting political parties to observe the printing process of the ballot, but hence forth it would deliberate on whether it is necessary to continue seeking consensus with aggrieved parties outside the confines of the law.

“ZEC has the exclusive constitutional obligation to design, print, safeguard and distribute ballot paper.

“There is no legal framework that allows some of these requests or demand by political parties. Different political parties want different things and quite evidently we have failed to build consensus so far we are now debating whether we continue the consensus-building exercise or just stick to the letter and spirit of the law,” said Justice Chigumba.

A question was raised on allegations of people receiving messages from political parties requesting for votes, to which ZEC said it wasn’t responsible for giving political parties’ people’s contacts.

ZEC says 830 election observers have been accredited so far.

Temba Mliswa’s Campaign Manager Nabbed For Stealing Soap And Lotion At TM Pick n Pay

By Own Correspondent| Aspiring independent legislator for Norton Temba Mliswa’s campaign manager was yesterday arrested at TM Pick n Pay at Govani Shopping centre, Norton.

Impeccable sources told ZimEye that Tonderai Chigodora affectionately known as TC, spent the night in police cells following the incident which occurred yesterday (Sunday) mid morning.

The sources made claims that Chigodora was caught by alert shop attendants while trying to exit the shop with a loot of soap and lotion.

“It was an embarrassing moment not only for Chigodora but for the candidate that he is campaigning for,” said one of the sources who spoke on condition of anonymity.

Management at the shop refused to comment on the matter arguing that the matter was now in the hands of the police.

“He will be going to court today (Monday) so anything that you want you can attend the court session,” said one senior manager.

Contacted for comment, aspiring legislator for Norton Temba Mliswa confirmed the development adding that he would stand by his manager and would wait for the law to take its course.

“What you must remember is that this is politics. My campaign manager is one of the most vibrant political commissers and he has done a great job mobilising supporters for me.

But this is not new. I have been arrested over 70 times. We just wait for the law to take its course. But I know he (Tonderai Chigodora) has been a target by many for the good work he has done for me. I will stand by him as I await the law to take its course,” said Mliswa.

This is a developing story. Details to follow.

Supporters Dump Imposed MDC Alliance Candidate, Vow To Vote For Independent Candidate

MDC Alliance in deep trouble

By Paul Nyathi| There was drama at an MDC Alliance rally addressed by core principal Professor Welshman Ncube in Gwanda on Saturday when the Alliance supporters declared that they will not vote for a candidate presented by the Alliance.

The disgruntled MDC Alliance supporters from ward 13, Gwanda Central constituency accused the MDC-T of grabbing the council seat that was allocated to alliance partners, saying imposition of candidates will be costly to the party.

The supporters rejected the party’s ward 13 candidate for the coming general elections, Mr Welcome Moyo, who they claimed clandestinely fielded by Advocate Nelson Chamisa’s party despite a decision taken by alliance partners to allow Mr Meclas Ndlovu to vie for the position.

The angry supporters told MDC Alliance spokesperson, Professor Welshan Ncube, who addressed the Alliance rally in Ntepe, that the party will lose to Zanu PF, as they will not accept imposition of candidates.

“We want to understand how Welcome Moyo became the candidate for ward 13 after we agreed that that MeclasNndlovu was our preferred man. To be honest with you, if you don’t address this issue, Zanu PF will win,” one supporter said.

Professor, Welshman Ncube who had a hard time calming the disgruntled supporters pledged to resolve the issue.

“I am not sure how that happened but I will talk to the leadership here and see if we can address the matter. Once we come up with a solution we will come back to you,” said Professor Ncube.

In his earlier address to the lowly attended rally, Professor Ncube reiterated the party’s resolve to stop elections if the Zimbabwe Electoral Commission does not meet their ballot paper demands.

“As the MDC Alliance, we are saying we want to be part of the designing, printing and storage of the ballot papers .We will not accept it any other way. If they fail to yield to our demands they will be no election,” he said.

ZEC has maintained that it will follow the law in conducting the 2018 polls while President Emmerson Mnangagwa on Saturday said the elections are going ahead as proclaimed.-ZBC news

“Why Mugabe Is Falling In Love With Chamisa”

Full Text of Statement By Patrick Zhuwao On Why Mugabe Is Falling In Love With Chamisa

When Nelson Chamisa stated on 19th March 2018 in an SABC interview on that he suspected President Mugabe would vote for him in this 2018 election, my ego, arrogance and emotions refused to accept such a possibility. I have gradually had to swallow my pride and accept that what I considered an impossibility is a reality.

Let me state, right from the outset that I do not speak for President Mugabe. The views in this ZBR are my personal perspectives derived from my own rational analyses of events. My damascene moment, my turnaround that is similar to that of Saul on the road to Damascus, has been informed by my own knowledge of President Mugabe and my own numerous objective assessments of the current reality of Zimbabwean politics.

In this article, I will recount President Mugabe’s public pronouncements on his views on how to cure the illegality of the 15 November 2017. As I associate myself to President Mugabe’s views, I must also acknowledge that I agree with Professor Jonathan Moyo’s take that Zimbabwe’s 2018 election is indeed a critical or realignment election.

The term critical or realignment election is derived from political science and political history to describe the realignment of
political forces to cause dramatic changes in the political system.

The President Mugabe that I know is driven by principle. One of the most fundamental of those principles is that politics leads the gun and not the other way round. President Mugabe, during his interview with several media houses on 15th March 2018, described the military coup that Chiwenga and Mnangagwa engaged in on 15 November 2017 as a disgrace that needs to be corrected.

See links to interview on ITV
https://www.youtube.com/watch?v=yJG74nnDNAk and on SABC https://www.youtube.com/watch?v=rPrOqYOWogM

President Mugabe offered to assist Mnangagwa to address that coup illegality that is tarnishing Zimbabwe. When asked what he would do should Mnangagwa not take up the offer of assistance, President Mugabe indicated that the coup would be addressed at the 2018 election. President Mugabe’s offer to assist in returning Zimbabwe to legality and constitutionalism has been spurned by Mnangagwa.

This means that the disgrace visited upon the country by the 15 November 2017 coup must be addressed through the 2018 election. However, the fact that

Mnangagwa is the primary culprit responsible for the 15 November 2017 coup means that President Mugabe will not vote for Mnangagwa. Voting for Mnangagwa is an endorsement of the violation of the time honoured principle that politics leads the gun and not the other way round.

Having concluded that Mnangagwa is not worthy or deserving of anyone’s vote, including President Mugabe’s vote, the question that arises is whom will President Mugabe vote for from the remaining 22 presidential candidates?

The answer is derived from negative and positive determinants on that decision. The negative determinant is that President Mugabe will not vote for junta sponsored spoilers whose sole purpose is to perpetuate military rule by dividing the opposition vote; I will name and shame these spoilers in due course.

The determinants that impact positively on whom President Mugabe will vote for are influenced by the reality that there are significant realignments in Zimbabwe’s political forces.

These realignments in Zimbabwe’s politics are underpinned by both the actual content of the 2013 Constitution of Zimbabwe, and the inclusive nature of how that constitution was developed by the two main political groupings then headed by President Mugabe and the late Prime Minister Tsvangirai respectively.

Two fundamental characteristics of the realignments of political forces are, firstly, the focus and orientation defining political perspectives on one hand, and, secondly, the demographic structure of Zimbabwe on the other hand.

Most political forces are realigning according to focus and orientations that looks into the future whilst a few forces remain fixated on an entitlement mantra based on a past such as participation in the liberations struggle or having previously been Vice-President, Deputy Prime Minister, minister, legislator or councillor.

Political forces are also realigning according to the demographic realities that recognise that only 23% of Zimbabwe’s population is over 35 years old, whilst 36% is between 15 and 35 years old and 46% is below 15 years old.

The realignments of political forces, which are in themselves going to result in having the 2018 election being a critical or realignment election, will definitely find resonance in President Mugabe’s inherently democratic disposition and his ability and capacity to embrace progress.

Retrogressive notions and prejudices that existed previously no longer hold. It is not progressive to continue to hold onto the past and out dated rivalries that existed between the Mugabe led ZANU PF and the Tsvangirai led MDC.

It is therefore my considered view and opinion that President Mugabe will vote for Nelson Chamisa on the basis that the balance of forces are democratically leaning towards a futuristic focus and orientation driven by the demographic reality of a younger population.

The retrogressive forces premised on the entitlement focus of people who seek to claim leadership on the basis of previous participation, past positions and former rivalries cannot be supported.

It would be remiss of me not to comment on the false narrative that is being peddled by junta proponents that the support for Chamisa’s presidential bid is part of some fictitious deal between President Mugabe and Chamisa.

I know President Mugabe as a leader who is driven by principles. President Mugabe is DEFINITELY NOT a transactional leader; he will not participate in any arrangement on a quid pro quo basis.

Consequently, support for Chamisa’s presidential bid is unconditional. The narratives that Chamisa has a secret deal with NPF to give a Vice Presidency or any ministerial positions to NPF or any other person or entity is FALSE.

The support for Chamisa’s presidential bid does place any obligation, none whatsoever, on Chamisa having to making any promises for government positions to NPF or any other person or entity that is not part of MDC Alliance.

Support for Chamisa is premised on the need to cure the coup that Mnangagwa and Chiwenga conducted on 15th November 2017. It is support that recognises that political forces in Zimbabwe are realigning towards a futuristic focus and orientation that is driven by the demographic reality of a younger population.

As I conclude this ZBR that has introduced the notion of the 2018 Zimbabwe election as a realignment election, it is important to note a defining characteristic of the nature of this realignment election is that it is a mass movement in which, according to tweet 15 of Professor Moyo’s 24 thread tweet on 26th June 2018, “the people should democratically rise up and assert their sovereignty at the polls!”

During this coming week, I will write instalments of the ZBR which will explain why key voting stakeholders will realign and vote for Chamisa. The voter stakeholders that will realign and vote for Chamisa to be President include the original ZANU PF members and supporters (both those remaining in ZANU PF and those marginalised and expelled during purges in 2014/15 and 2017/18, myself included), young people, beneficiaries of President Mugabe’s landmark empowerment policies of education, land reform and economic empowerment, and most importantly, all progressive Zimbabweans who subscribe to the constitutionalism that was ushered by the 2013 Constitution of Zimbabwe delivered by the GNU under the leadership of President Mugabe and the late Prime Minister Tsvangirai.

“Mnangagwa Is The Biggest Enermy Of Free, Fair And Credible Elections”

“ED is right man,” says T Ncube – how so, when he is the greatest enemy of free elections! Writes Nomusa Garikai

When someone like Trevor Ncube speaks, people listen.

“Given what is on offer I think ED is the right man right now. Not Zanu PF. I am confident he will deal with the remnants of Zanu PF, NPF, G40, etc. He wants to live legacy and show he is different from Mugabe,” said T Ncube on his twitter account.

The twit made headline news in Zimeye and, no doubt, was re-twittered many times. Sadly, Mr Ncube could not be more wrong this time!

Zimbabwe is in this economic mess with a world record unemployment rate of 90%, another world record beater of having ¾ of the population living on US$1.00 or less a day, etc. because of the criminal waste of human and material resources through gross mismanagement and rampant corruption under this Zanu PF regime. Mismanagement and corruption are everywhere, what has made these problems into the life-threatening cancers they are today is that the nation was stuck with this incompetent and corrupt but, worst of all, vote rigging regime for 38 years.

Democratic Reforms?

The majority of Zimbabweans realised, by the late 1980s at the latest, that Robert Mugabe and his Zanu PF regime were not delivering on their promise to bring mass prosperity. By the late 1990s the people had learned one more thing – that they could not remove Zanu PF from office in the conversional way by voting the party out of office, hence the call for democratic change to stop vote rigging.

When Morgan Tsvangirai and friends launched their political party in 1999, they named it Movement for Democratic Change (MDC), borrowing from the popular and common sentiment calling for democratic change. For the last two decades the people have risked life and limb to elect MDC politicians into public office on the ticket they will bring about meaningful democratic changes including the right to free, fair and credible elections and thus stop Zanu PF rigging elections and staying in power against the democratic wishes of the people.

It was Dr Kwame Nkrumah, post independent Ghana’s first president and one of Africa’s intellectual and visionary leaders who said “Seek ye first the political freedom and everything else shall be added unto you!”

As soon as they got into power, tyrant like Robert Mugabe have sought to erode the people’s freedoms, human rights including the right to hold those in power to account. Mugabe and his cronies have even violated the sanctity of human life in their selfish pursuit for absolute political power and the influence and wealth it brings.

As stated above, it took the majority of Zimbabweans until the late 1990s to come around to the same view as Dr Nkrumah that economic prosperity can only be achieved after political power is secured and guaranteed. The last 20 years has been a hard slog for democratic change and free, fair and credible elections. Of all people, one would expect an intellectual and public figure like Mr Trevor Ncube to understand this.

So when Mr Ncube said, “Given what is on offer I think ED is the right man right now.” This begged the question: Is ED going to implement the democratic reforms and hold free, fair and credible elections?

Stubborn Mnangagwa

Although President Mnangagwa has promised to hold free, fair and credible elections; he has stubbornly refused to implement even one democratic reform. ZEC has only managed to register 5.3 million out of the target 7 million voters, has failed to produce a clean and verified voters’ roll, etc. because the voter registration exercise was started in September 2017 when it should have started in January 2015 at the very latest. It is nonsensical to talk of these elections being free and fair when nearly 25% are denied the vote, when there is no clean and verified voters’ roll, etc.

If ED is not going to deliver free, fair and credible elections and thus end the nation’s fight for political freedom; how can he then be the right man to rule Zimbabwe?

Yes, ED has shown that he totally different from Mugabe on the economic front. He has scrapped Mugabe’s obnoxious indigenisation law and his “Zimbabwe is open for business!” has impressed the naïve and gullible simpletons but none of the foreign investors. The flood of foreign investors has not materialised because by failing to hold free elections ED has confirmed Zimbabwe is still a pariah state ruled by thugs. Investors do not do business with thugs, period!

Ruthless Tyrants

On the political front, President Mnangagwa and Robert Mugabe are two sides of the same coin. They are ruthless tyrants with a hot-air balloon size inflated ego with second-to-none intellectual and leadership abilities. Even with Zanu PF’s track record of 38 years of disastrous economic ruin, corruption, vote rigging and blood of over 30 000 innocent Zimbabweans dripping from their hands; still they are adamant they are God Almighty’s greatest gift to Zimbabwe.

They were so cocksure of their divine calling to lead they have ruthlessly established and retained the de facto one-party cum one-man dictatorship just to be absolutely certain no mere mortals’ vote removes the divinely ordained leader from office. No wonder Mugabe is still fuming about last November’s coup; Mnangagwa claims it was divinely ordained. (Both men claim to get their divine inspiration from the same God!)

“It (Zanu PF ideology) also believes in putting people at the centre of governance for inclusive value adding decision making as was amply demonstrated during the historic and successful Operation Restore Legacy where the driving force was popularised motto “Vox Populi, Vox Dei” (“The Voice of the People is the Voice of God”),” says the Zanu PF 2018 manifesto.

Rigging

Yeah right! Deny the people the vote and then claim they are at the centre of decision making. How can the people popularise something they do not even know what it means!

ED is rigging these elections, just as he has done in the past, and will then claim the rigged mandate was voice of God! It beggars believe who any Zimbabwean of sound mind would ever consider such an arrogant, corrupt, incompetent, vote rigging murderous and blasphemous thug the right man to rule Zimbabwe!!!!!

Mnangagwa Begins Maize Seed Distribution Ahead Of Elections

Zanu PF has started distributing farming inputs under the Presidential Input Scheme, four months before the start of the summer cropping season, to ensure they reach the beneficiaries on time.

Addressing ZANU-PF supporters at a rally in Bindura on Saturday, President Mnangagwa attributed the early distribution of inputs done a few weeks before elections to hard work by his Government.

“We have already started distributing inputs under the Presidential Input Scheme. What kind of Government can you yearn for?

“We are in July and you usually received inputs between October and November. Early distribution of Presidential inputs is due to hard work from my team.

“If you do not perform, then we can never work together,” said President Mnangagwa.

ZANU PF is well known for using government hand outs to campaign especially in the rural areas.

He said inputs under the Command Agriculture Programme will also be released soon.

“There is also Command Agriculture, the inputs will also be coming soon. There are those who supervise that area.”

President Mnangagwa told the gathering that Zimbabwe was now harvesting more tobacco than during the colonial era.

He said Government was on a drive to support cotton farming as well.

“Still in agriculture, we are now farming tobacco more than the days of Ian Smith. On cotton, yesterday (Thursday) we were in Gokwe where we saw loads and loads of cotton,” said Mnangagwa

Mnangagwa Guilty Of Gukurahundi Not Mugabe?

Declared not guilty of Gukurahundi, Robert Mugabe.

Self exiled former minister Jonathan Moyo has claimed he has never been a political ally of President Emmerson Mnangagwa even during the days of the Tsholotsho Declaration, adding he holds the country’s leader in “disdain” and as the instigator of Gukurahundi.

Moyo was viewed as a key player in the 2004 declaration when a group of six Zanu PF provincial chairpersons, members of the politburo, central committee and war veterans met in Tsholotsho to plot and push Mnangagwa to occupy the vacant post of Vice-President following the death of Simon Muzenda.

The move was undone by then President Robert Mugabe’s move to amend the party constitution to ensure one of his deputies was a woman.

The decision saw now opposition leader Joice Mujuru become Vice-President.

“The widely held view that Mnangagwa and I have, at any time before now, been so-called political allies, or that I supported him in the Tsholotsho saga, is pure fiction. Mnangagwa and I know only too well that we have always held each other in mutual contempt. Ever since!

“As captured in Wikileaks, on 21 December 2001 Mnangagwa, as Speaker of Parliament, ‘voiced his disdain’ for me to US Ambassador to Zimbabwe, Joseph Sullivan. He said that knowing I too was, as I still am, disdainful of him as the ugly face of what’s wrong with Zanu PF and Zimbabwe!,” Moyo wrote on his Twitter timeline on Friday responding to a question why he blames Mnangagwa for the Gukurahundi massacres.

Mnangagwa stands accused of having had a hand in Gukurahundi since he was State security minister, a charge he vehemently denied saying the blame laid squarely with Mugabe.

“Mnangagwa has flatly refused to acknowledge, take responsibility or apologise for his role in the Gukurahundi atrocities. He’s on record before the coup declaring Gukurahundi a closed chapter.

“A person who does not acknowledge a tragic problem, like Gukurahundi, can’t be expected to solve that problem. President Mugabe acknowledged Gukurahundi as a moment of madness. But he failed to solve it, because he was held hostage by Gukurahundi denialists who ousted him!,” Moyo wrote.

He added: “An obvious question to ask is, why has Mnangagwa refused to acknowledge, take responsibility and apologise for Gukurahundi? An obvious answer is simply that he knows only too well that he was, and is, the most culpable; as the leading instigator and enforcer of Gukurahundi.!”

Mnangagwa refused to take responsibility or tender apologies for the Gukurahundi massacres during an interview in Davos, Switzerland. The President has appointed a National Peace and Reconciliation Commission (NPRC) to deal with the 1980’s mass killings.

Moyo added: “Under Mnangagwa’s unfettered control and direction, assisted by Danny Stannard and their coterie of British and apartheid intelligence operatives, the CIO manufactured lies that Zapu leaders and Ndebeles were fomenting insurrection and tortured and murdered alleged insurgents!

“The lead state organ in the execution of the State of emergency in the dark Gukurahundi years between 1980 and 1987 was Mnangagwa’s brutal CIO. In this period, illegal detentions against court orders, widespread torture and murder on a mass scale were the order of the day!”

ZEC Requests Elections Staff From City Council

THE Zimbabwe Electoral Commission (Zec) which seeks to employ 130 000 election officers has written to the Bulawayo City Council requesting 101 staff members to join Zec for the July 30 harmonised elections.

In a letter signed by the district elections officer, Mrs Sithembiso Khuphe, Zec asked the local authority to second staff for the elections.

“The Zimbabwe Electoral Commission is an organisation that is mandated by Section 239 of the Constitution of Zimbabwe to prepare and conduct elections. The Commission recruits personnel from Government departments, parastatals and other commissions for its activities as prescribed by the electoral act,” said Mrs Khupe.

She said the seconded staff must as part of the qualifications have honesty and integrity, Ordinary levels plus tertiary education and be non-political activists.

She said council was expected to contribute ward election officers, deputy ward elections officers (National Assembly), presiding officers, polling officers, three statisticians and three data capturers. “It was further brought to the attention of the Council that three members of staff namely Messrs M Ndebele, E Panesu and Miss S Ndlovu were provisionally seconded to Zec in the capacities of logistics Committee member, Constituency Elections Officer (CEO) and Deputy Constituency Elections Officer (DCEO) respectively, for the coming harmonised elections. That brought Council’s staff contingent under Zec secondment to one hundred and one (101),” read the letter.

Council resolved that authority be granted for the secondment of the 101 employees to Zec for the 2018 Harmonised General Elections scheduled for 30th July.

The Town Clerk Mr Christopher Dube was authorised to nominate staff who are eligible for Zec duties in line with the provisions of the Constitution of Zimbabwe.

The council also resolved that the employees seconded to Zec should be granted special leave.

Zec has revealed that it will recruit about 130 000 polling officers for this year’s harmonised elections.

That will be about 22 percent increase from 106 000 polling officers that were recruited during the 2013 harmonised elections.

Zec acting chief elections officer Mr Utoile Silaigwana has said the electoral body works in accordance with the Electoral Act which stipulates that officers are drawn from the civil service.

“According to the Electoral Act, recruitment of polling officers is done form State institutions, local authorities and the Health Services Board. We write to them and inform them of the qualifications that we need for one to qualify to be a polling officer. That is how we select polling officers,” said Mr Silaigwana.

Some school headmasters have already submitted lists of teachers to be seconded to Zec for the elections. Most schools will be used as polling stations.

Chamisa Tells Mnangagwa To Stop Tormenting Mugabe

Nelson Chamisa

Opposition MDC Alliance President Nelson Chamisa has called on President Emmerson Mnangagwa to stop persecuting former President Robert Mugabe.

Addressing thousands of his party supporters at a campaign rally held in Marondera on Sunday, Chamisa said that the former President deserves to be respected as the founding President of an independent Zimbabwe.

“Mnangagwa must stop tormenting Mugabe,” said Chamisa. “He is the first President of the republic he must be treated with respect.”

“We need to respect whatever he did right while we quickly correct all the wrong he did,” said Chamisa.

Chamisa’s calls come among rumours that the former President is living in near house arrest under President Mnangagwa’s governemnt which took over power from Mugabe in a military coup in November last year.

ZBC Boobs Charamba On Chamisa, Says It’s All Free

The Zimbabwe Broadcasting Corporation has embarassed its own boss George Charamba who has claimed that MDC Alliance leader Nelson Chamisa is too broke to pay for adverts.

The broadcaster says advertising is actually free of charge.

ZBC says it has allocated airtime to all participating political parties as stipulated by the law and warned it will forfeit airtime not utilised by political parties.

In a statement, ZBC chief executive officer Mr Patrick Mavhura said the national broadcaster had taken neccessary steps as prescribed by the Constitution.

“Following the proclamation of the harmonised elections on 30 May 2018 by President Emmerson Dambudzo Mnangagwa which set elections for 30 July 2018, and the subsequent sitting of the nomination court on 14 June 2018, putting into motion the election period, the Zimbabwe Broadcasting Corporation, ZBC has taken the necessary steps in accordance with the Constitution, the Electoral Act and the ZEC Media Coverage Regulations.”

Mr Mavhura added: “These steps are: Firstly, the national broadcaster is recording and broadcasting the three mandatory elections programmes namely; The Candidate, The Manifesto and The Discussion on both radio and television;

“Secondly, the ZBC News and Current Affairs Department has increased the daily coverage of various political parties activities which are broadcast on radio and television news bulletins.

“Thirdly, the Marketing Department has made a call out for political parties to submit their political advertisements.”

Mr Mavhura said the ZBC had since allocated airtime to all participating political parties.
“Accordingly, ZBC has since allocated airtime to all participating political parties as stipulated by the law.
“However, I would like to inform political parties who have not heeded the call to bring in their political advertisements that airtime which is not utilised will be forfeited.
“This means that there is no banking of airtime as it does not accrue but is forfeited. Political parties will be given the remaining airtime by the time they request for it.”

He said political parties must declare their position on political advertisements.
“It is critical for political parties to declare their position on political advertisements so that the national broadcaster is made aware if they will take up their airtime, and when they will take it up.
“Failure to comply with this will result in the airtime being forfeited,” said Mr Mavhura.

Yesterday Permanent Secretary for Information, Media and Broadcasting Services Mr George Charamba said Zanu-PF was paying for political adverts aired by ZBC but the MDC Alliance is failing to pay for the available political advertising space. – state medi/additional reporting.

WATCH: Bikita East embraces Ngarivhume

By A Correspondent| Today the Transform Zimbabwe President and MDC Alliance Candidate for Bikita East, Jacob Ngarivhume held a powerful ward meeting in ward 14 of Bikita East were he met with Chiefs, village heads, community leaders and residence of the ward as part of his campaign ahead of the 30 July elections.

The meeting was highly electrified as the people rejoiced over meeting one of the Alliance Principals and having the privilege to be represented by him as a constituency in the forth coming elections.

In his message, Ngarivhume began by emphasising the importance of the Alliance and what it means for the people of Bikita. “Ever since the beginning of the Zimbabwean politics, the opposition has been winning parliamentary seats but has been failing to get power in the highest office which is the presidium” said Ngarivhume.
“This has had negative consequences on development in Zimbabwe because an MP can not do so much under a president who is anti-development. This is the main reason why the Alliance was formed, to assure victory to Zimbabweans in the highest office in Zimbabwe. Come 30 July 2018, let us make sure that we vote for president Nelson Chamisa into office and usher in a true new dispensation with change that delivers” said Ngarivhume.

Ngarivhume went on to highlight how each alliance partner was allocated constituencies to contest in under the Alliance agreement and that Bikita East was one of the constituencies allocated to TZ to contest.

It is of paramount importance that we vote for MDC Alliance candidates in all the contested tiers of governance. If we fail to do so, even if we win the presidential election, president Chamisa will not be effective in government because he will not have a good team around him. Therefore, to make sure that president Chamisa gets an effective government, let us vote for MDC Alliance Candidates in council, MDC Alliance Candidate (himself) for MP and MDC Alliance president Chamisa for President.

“Bikita East is my home and my roots. I am fully aware of the challenges we face in this community. I remember how we used to walk for kilometers to schools. I experience daily the challenges of travelling in our delapidated road systems. I experience first hand the day to day challenges you face which have all been created by this evil regime.

It is my desire as a child of this community to see my community develop, and our desire as the alliance to see our community prosper. We want to usher in a new dimension of development as spelt out by our SMART document to this constituency” said Ngarivhume.

Ngarivhume went on to explain how one of the school construction projects he was undertaking construction of Mapango primary school in the area to shorten school travel distance for pupils was stopped by the Zanu PF leadership in the area.

This election presents us an opportunity to put an end to such irresponsible leadership. This election presents an opportunity to vote for the true new despensation. Behold the new. The development which has been hindered by power hungry officials can begin to be experienced if we vote for MDC Alliance said Ngarivhume. And we are not people of mere talk, but of action.

Listening to the plight of the people, Ngarivhume commissioned the construction of one of the bridges in the area which has been presenting serious traveling challenges for the residents of the community. Ngarivhume called upon the people to work together to construct the bridge irregardless of political affiliation because ultimately it benefits everyone. He will be providing the raw materials for the project.

The meeting ended with the people overwhelmed with joy, with even respected dignitaries, the chief of the area dancing with joy of the dawning of a new era.

Ngarivhume also took time to visit Negovano clinic in his tour and access the state of this key health service institution in the area. After accessing the state of clinic, Ngarivhume promised to begin work on the electrification of the clinic with immediate effect to improve and strengthen the health systems and health welfare of the people.

Tomorrow Ngarivhume will continue his Bikita East tour, meeting with more structures and residents in other wards.

RAPE ATTACK: Whole Family Assaulted, Teenager Molested

A family in Willsgrove, east of Bulawayo, was allegedly subjected to hostage trauma by a gang of 10 men who severely assaulted them with an assortment of objects before one of them raped a teenager at the house.
Two of the gang members have since been arrested and police have launched a manhunt for the remaining suspects. Clement Moyo (38) and Russel Gamela whose age was not given, last Thursday appeared before Bulawayo magistrate Mr Tinashe Tashaya facing unlawful entry, assault and rape charges.

They were remanded in custody to July 18 for continuation of trial. Prosecuting Mr McLean Ndlovu told the court that the gang members had broken into several houses in the area stealing property before pouncing on the family they held hostage.

The court heard that the gang assaulted the family members including the girl Moyo later raped.

Thereafter the gang allegedly tied one of the family members’ hands behind his back using a belt and then ransacked the house and got away with a 32 inch television set, three amplifiers, 1 Samsung DVD player, two Samsung cellphones, one tablet cellphone, 1 Vodaphone, one Huawei cellphone and two Nokia 1202 cellphones, all valued at $2 791.

The gang also looted beer, beef, rice, washing and bath soap from the house . They also stole a convertor, 29 grammes of gold and $30, the court heard. – state media

WHAT’S GOING ON NOW? – Mnangagwa Dishes Out Christmas Inputs Several Months Before Season

President Emmerson Mnangagwa has announced he is dishing out end-of-year agricultural inputs several months before the time.

This was revealed in the state media which stated that Mnangagwa has already begun distributing inputs under the Presidential Input Scheme, four months before the start of the summer cropping season.

The state media stated that this is to ensure they reach the beneficiaries on time.

Farmers started receiving the inputs last month. Addressing ZANU-PF supporters at a rally at Chipadze Stadium here on Saturday, President Mnangagwa attributed the early distribution of inputs to hard work by the Government.

He said inputs under the Command Agriculture Programme will also be released soon.

“There is also Command Agriculture, the inputs will also be coming soon. There are those who supervise that area.”

President Mnangagwa said because of Command Agriculture, Zimbabwe would never suffer from hunger again.

“We have our Command Agriculture, the first model was for maize and it was a resounding success and because of that model Zimbabwe will never again suffer from food deficiency.

“There might be some regions which may receive below normal rainfall, but we make sure that we have produced enough grain throughout every season,” he said.

President Mnangagwa said Government would soon distribute irrigation equipment to support Command Agriculture.

“If God blesses us with enough rains, that will be welcome, but in the event we do not receive enough rains, we have irrigation projects we are undertaking,” he said.

“For instance here in Mashonaland Central, we have so many dams. I once toured the province with Cde (Martin) Dinha (Minister of State for Mashonaland Central Provincial Affairs) and those dams require us to give you irrigation equipment.

“We cannot just urge you farmers to do farming without support from Government in terms of equipment.

“We are receiving quite a number of centre pivots from Spain which we are distributing to all provinces so that wherever there is water, there is irrigation.”

President Mnangagwa told the gathering that Zimbabwe was now harvesting more tobacco than during the colonial era.

He said Government was on a drive to support cotton farming as well.

“Still in agriculture, we are now farming tobacco more than the days of Ian Smith. On cotton, yesterday (Thursday) we were in Gokwe where we saw loads and loads of cotton,” said the President.

“Government conducted a three year programme after a realisation that the cotton industry was under threat from thieves who were doing side marketing offering low prices.

“We will continue with this programme where we are giving free inputs to capacitate cotton production. Everything you need will be given to you to produce enough cotton,” he said.

He said the price of cotton would be reviewed as there were negotiations going on in Government.- state media

Chiwenga Ahead Of Elections, Says: Stop Water Disconnections

State media – Vice President Constantino Chiwenga yesterday said it was improper for local authorities to disconnect water from defaulting residents as such measures pose a health hazard.

Addressing Zanu-PF youths and supporters at Malbereign Shopping Centre in Harare, VP Chiwenga said Government will ensure that councils stop the practice.

“Councils should not disconnect water for defaulting residents because of the health implications. I will speak with Local Government, Public Works and National Housing Minister July Moyo so that he directs councils to stop that,” he said.

VP Chiwenga was responding to residents who complained that City of Harare was disconnecting water supplies to their homes.
He also urged youths to defend the gains of the liberation struggle.

“The youths are the future and it is your duty to safeguard the gains so far achieved. It is President Mnangagwa who is the best man for the job judging by the commitments shown by the international community in his short term in office,” he said.

“Thousands of people perished in the liberation struggle. Zimbabwe is in the hands of the youth. Our sun is setting, but we want to leave the country is safe hands. We want to rebuild the country to its former glory. This is what President Mnangagwa is doing. We already have $20 billion worth of investments lined up.”

“We must shun corruption. Whoever is practising it must be extracted from us and be thrown away so we concentrate on rebuilding our country. We have many resources with the important one being human resource. We have the best in the African continent. The second resource are our minerals. We also have good soils and weather. Youths should use their skills and we want to create jobs for our youth.”
VP Chiwenga said youths must play the leading role in rebuilding of the country saying the “Zimbabwe is open for Business” policy did not mean that only foreigners should come and invest, but locals should also play their part.

He said the country suffered a lot in its 18 years of isolation and urged youths to be innovative and start small and medium enterprises.

“Two weeks ago President Mnangagwa opened the Zimbabwe Women’s Microfinance Bank. We are going to fund it. Our women were failing to access loans because of collateral. This bank will assist all enterprising women with loans. Empower Bank will assist youths with funds to start up their own businesses,” he said.

“Government will keep funding the two banks. We want them to grow. What we want from you now is discipline. Let us unite and work for the good of our country. There must not be any retrogression. It does not bring food on our table. You must however, not forget.”

He said on average every Zimbabwean should have at least $3 500 in his pocket.

VP Chiwenga said President Mnangagwa implored Zimbabweans to be God-fearing people.

He said President Mnangagwa was a hard worker and wants to work for the country.

Earlier, VP Chiwenga had addressed the Asian community and Belvedere residents at Belvedere Teachers’ College.

“What we want is unity among our people. If we are united we can engage our friends and among ourselves so we can do business with the aim of rebuilding our country. We should also re-engage those we had rubbed shoulders with,” he said.

“Our young people were now frustrated with the shrinking of the economy in our 18 years of isolation. We had become trillionaires. It is imperative for Zimbabweans to unite and work together to build the country.”

VP Chiwenga said he appreciates the role played by the Asian community during the liberation struggle and in the development of the country.

He said Zimbabweans across race and colour poured into the streets last November, during Operation Restore Legacy that saw Mr Robert Mugabe resigning.

VP Chiwenga said the impending elections will be free, fair, credible and non-violent.

“Elections have to be done every five years to ask people if they still want us. But President Mnangagwa has already showed the path which the country is taking. He said Zimbabwe is open for business and encouraged ease of doing business,” he said.

“We need to build companies so that our youth leaving universities and colleges will get jobs. We want to build our economy. The terror on June 23 will not deter us nor will it stop the election. We will go ahead with our agenda of rebuilding Zimbabwe.”

Chiwenga was accompanied by the Zanu-PF Harare province hierarchy, youth and women leaders.

ZBC CEO Patrick Mavhura’s Statement On Political Advertising

Full text of statement by ZBC CEO Patrick Mavhura on political advertising.

Following the proclamation of the harmonised elections on 30 May 2018 by President Emmerson Dambudzo Mnangagwa which set elections for 30 July 2018, and the subsequent sitting of the nomination court on, 14 June 2018, putting into motion, the election period, the Zimbabwe Broadcasting Corporation, ZBC has taken the necessary steps in accordance with the Constitution, the Electoral Act and the ZEC Media Coverage Regulations.

These steps are: Firstly the national broadcaster is recording and broadcasting the three mandatory elections programmes namely; The Candidate, The Manifesto and The Discussion on both radio and television;

Secondly, the ZBC News and Current Affairs Department has increased the daily coverage of various political parties activities which are broadcast on radio and television news bulletins,

Thirdly, the Marketing Department has made a call out for political parties to submit their political advertisements. Accordingly, ZBC has since allocated airtime to all participating political parties as stipulated by the law.

However, I would like to inform political parties who have not heeded the call to bring in their political advertisements that airtime which is not utilised will be forfeited.

This means that there is no banking of airtime as it does not accrue but is forfeited.

Political parties will be given the remaining airtime by the time they request for it.

It is critical for political parties to declare their position on political advertisements so that the national broadcaster is made aware if they will take up their airtime, and when they will take it up. Failure to comply with this will result in the airtime being forfeited. I thank you.

ZPC Kariba ended FC Platinum’s unbeaten home run, with a stunning 2-1 win in a match played at Mandava Stadium on Saturday afternoon.

Pure Platinum Play’s last defeat at the venue came in June 2016 when they succumbed to a 2-1 loss at the hands of the same team.

Kariba settled first and controlled the game in the opening minutes of the tie.

Tawanda Munyanduri then broke the deadlock in the 18th minute, heading home Moses Demera’s corner kick.

The hosts’ first meaningful chance came on the half-hour mark when Farai Madhananga failed to direct his effort on target following a great delivery from Rahman Kutsanzira.

ZPC Kariba doubled their advantage in the 49th minute when Tawanda Nyamandwe beat an offside trap before slotting home.

FC Platinum tried to come back into the game but only got their breakthrough in the 75th minute through Rodwell Chinyengetere who struck home a beautiful free kick.

The match ended in favour of the visitors as the Zvishavane side conceded their second defeat of the season.

At Rufaro Stadium, CAPS United’s Hardlife Zvirekwi made his first appearance this season against Harare City.

The full-back missed the first half of the campaign following a car accident in March. He came on as a late substitute in the 87th minute, replacing Simba Nhivi.

The encounter ended in a goalless draw.

Across town, Ngezi Platinum recorded their fourth straight defeat, losing 1-0 to Herentals.

Young Tinotenda Benza scored the solitary goal in the 28th minute.

Kraal Heads Receive Bribes To Campaign For Zanu PF

NATIONAL NEWS

NATIONAL NEWS

Terrence Mawawa

Villagers in Zimuto Communal Area have sensationally claimed that local kraal heads are receiving bribes from Zanu PF to propel its political events.

The villagers have since compiled a report- they hope will be presented to the Zimbabwe Electoral Commission.

The villagers alleged local kraal heads received figures between $ 10 and $ 15 to drive the ruling party campaign.

“Last week kraal heads received money from Zanu PF officials and the traditional leaders pledged to spearhead the ruling party campaign in the area.

Some of the kraal heads are already moving around the local villages intimidating voters,” sources in Zimuto told ZimEye.com yesterday.

However a Zimbabwe Electoral Commission Provincial Official said relevant investigations would be carried out to establish the facts on the ground.

MP’s Aides Block Villagers From Attending Mujuru Meeting

Terrence Mawawa

Supporters of Zanu PF MP for Masvingo Central Constituency, Edmund Mhere last week blocked villagers from attending a People’ s Rainbow Coalition Meeting.

Vehicles ferrying drunk Zanu PF members moved around the constituency and individuals with megaphones instructed local villagers to boycott Majuru’ s meeting.

According to a report presented to the Zimbabwe Electoral Commission last week, the Zanu PF youths disrupted the meeting as they distributed freebies to villagers a stone’s throw from the venue in a calculated move to create a counter attraction.

“Zanu PF youths last week disrupted a PRC meeting scheduled for Muchakata Business Centre in Masvingo Central Constituency.

The actions of the unruly ruling party supporters directly contradict the rules and regulations informing the 2018 elections.

We hope the matter will be addressed as soon as possible,” read part of the report presented to ZEC.

Zanu PF, MDC Panic As Bhora Musango Intensifies

Terrence Mawawa

The ruling party Zanu PF will not sweep all the 26 constituencies in Masvingo Province because of the ‘bhora musango’ effect, analysts have said.

Both Zanu and MDC are likely to lose key Parliamentary seats in the province as irate elements from both parties vow to spoil the party for imposed candidates.

In Masvingo Urban Constituency there are three frontrunners in the race to win the hot seat.

Independent Parliamentary Candidate Sam Chapfudza, MDC Alliance’ s Jacob Nyokanhete and Benjamin Taguma Mazarire are the leading contenders in Masvingo Urban Constituency.

Speaking in an interview with ZimEye.com yesterday, Chapfudza said he was optimistic about victory despite squaring off with candidates from the two main political parties in the country.

“I believe that the Lord will grant me the grace to win this election.I have faith in God and I have always said it is not by might nor by power- but by the spirit of God,” said Chapfudza.

“Masvingo is lagging behind in terms of development, the Masvingo- Harare Road Construction is stagnant because of lack of representation.

It is now time for us to stand up and be counted,” said Chapfudza.

Soldiers Want To Eliminate Me- MP

Terrence Mawawa

Chiredzi West Legislator Darlington Chiwa has alleged that serving members of the Zimbabwe National Army want to eliminate him before the July 30 elections.

Chiwa, a declared G-40 element is seeking to retain his seat as an independent candidate after being pushed out of the ruling party.

Presenting a report on the situation on the ground to the Zimbabwe Electoral Commission(ZEC ) yesterday, Chiwa claimed soldiers were deployed in Chiredzi to intimidate residents before the elections.

“In Chiredzi West Constituency, serving members of the army are participating in ruling party campaign programmes.

Last week they openly denounced my name and they promised to deal with me in an unspecified way,” said Chiwa.

Despite the threats, Chiwa has maintained he will win the elections.

“I hope ZEC will resolve the matter as soon as possible. All the same their threats will not deter our programmes,” said Chiwa.

$3000 Pay For Teachers As Elections Draw Closer

DrSylvia Utete-Masango permanent Secretary in the Ministry of Primary and Secondary Education addresses educational officials in Esigodini on Friday during the Ministries outreach programme

THE majority of senior teachers will this month smile all the way to the bank as the Government will start paying cash-in-lieu of outstanding vacation leave days, in addition to a 17,5 percent pay hike, a scenario that will see some tutors getting as much as $3 000.

The Government in May, agreed to pay cash-in-lieu of vacation leave in excess of 123 days maximum accrual for teachers.

Payments will be done on a staggered basis from July to December 2018. Teachers that are eligible are expected to receive between $2 000 and $3 000, depending on the modalities the Government will use for the payments.

The vacation leave days being paid for came after Government rescinded its decision to bar teachers from going on vacation leave. Vacation leave for teachers was deferred in 2016 as a cost-cutting measure. The Government argued that it did not have enough resources to pay relief teachers for the months substantive educators would be on vacation.

Permanent Secretary in the Ministry of Primary and Secondary Education Dr Sylvia Utete-Masango confirmed the imminent windfall for teachers. The Government also agreed to hike salaries for the rest of civil servants by 17,5 percent effective this month, following protracted negotiations with civil servants representative in May.

“The payments will be done as agreed by the National Joint Negotiating Council. I wouldn’t know the conditions off the cuff.

You check with the Salaries Services Bureaus (SSB). All I know is that Government agreed to pay cash-in-lieu of outstanding vacation leave days and a list is there of those that are eligible,” Dr Utete-Masango said.

Apex Council chairperson Mrs Cecelia Alexander also confirmed that teachers would start receiving payment for accrued leave days at the end of this month. She said teachers eligible for the payments were those who had accrued 123 days by end of June this year. Mrs Alexander also confirmed the pay hike for the rest of Government workers.

“I can confirm that those who by June this year had accrued 123 days will be eligible, yet initially we had agreed April as the cut off. The 17,5 pay hike is also effective this month for the rest of civil servants,” she said.

Efforts to establish how many teachers were eligible to be paid for the outstanding leave days were fruitless. The 17,5 pay hike is the first pay increase for Government workers in almost a decade.

The Apex Council however, maintains that negotiations for a further salary review will continue with other non-monetary incentives being considered.

Pay hike for civil servants comes after the Government also increased earnings of junior and middle level doctors as part of efforts to improve the welfare of its workers. This was after the doctors had downed tools for almost a month in a job action that threatened to collapse the country’s health delivery system.

In May this year, the Government paid nurses up to $5 000 from outstanding allowances. Prior to the National Joint Negotiating Council agreement, teachers had threatened to go on strike to force a pay rise and compel the Government to rescind the ban on vocational leave days. President Mnangagwa has maintained that Government is committed to improving the conditions of service for its workers.

ANOTHER HEAVY BLOW TO ZEC AND ZANU PF

By Evangelist Mavhuru| The determination passed by the EU election observers has dealt another heavy blow to ZEC and Zanu pf.

Evangelist Mavhuru

The sentiments echoed by Mr Obert Gutu, the vice president of Ms Thoko Khupe’s MDC-T outfit has clearly exposed that Mr Gutu has a personal hate agenda against Advocate Chamisa.

Mr Obert Gutu is a close relative of Mr Mnangagwa that’s why he is working tirelessly to tarnish Advocate Chamisa’s character ahead of the crucial elections on July 30. However the determination passed by EU election observers has defeated all those who are against Advocate Chamisa’s demands.

President Chamisa is demanding that the ballot paper printing must be done in a transparent manner during the presence of all political parties. The political party members who were invited to witness the initial printing of ballot papers were forced to do so from a 20 meter distance.

This did not go down well with the MDC Alliance presiden, as it raises eyebrows and leaves many questions unanswered. It is so surprising that Mr Lovemore Madhuku and Mr Obert Gutu are supporting ZEC in printing ballot papers in such a way.

This behaviour of Mr Gutu and Mr Madhuku raises suspicion that they are not genuine opposition parties. The assertion that they are being sponsored by Zanu PF can only be true.

If what Advocate Chamisa is demanding taken as trivial, why are the EU election observers also seeing the same?

We have already said it in the past that ZEC should not be frog-marched by Zanu PF into rigging elections in favour of Zanu PF.

“No Matter How Popular You Become, You’ll Never Own Zanu Pf”: VP Chiwenga

By Own Correspondent| Vice President Constantino Chiwenga has urged party stalwarts to be guided by the Constitutional dictates of the party considering that Zanu Pf is bigger than individuals hence no one has monopoly over it.

Addressing supporters at Chipadze Stadium in Bindura yesterday (Saturday), VP Chiwenga said individuals must not mistake their popularity to be a reflection of ownership of the party.

Said Chiwenga:

“Zanu-PF is a like a pocket, it can fit everyone but no one can put the party into their pocket.

No matter how popular you become you’ll never own Zanu-PF.”

Speaking at the same venue, President Emmerson Mnangagwa said former party members who were contesting the forthcoming polls as independent candidates had automatically expelled themselves from the party.

Mnangagwa said the party was bigger than individuals hence these people ceased to be members of Zanu Pf because they had failed to be guided by the party’s Constitutional provisions.

Said Mnangagwa:

“You held primaries and let me reiterate that the party is bigger than any individual and no person should personalise it.

Independent candidates automatically expelled themselves from the party and should not campaign using my name or our party regalia as that is in violation of ZEC regulations.”

Zanu Pf Lures Chiefs: Promises Cars If Mnangagwa Wins Elections

By Own Correspondent| Traditional chiefs will get brand new cars if Zanu Pf’s President Emmerson Mnangagwa wins the forthcoming polls slated for July 30, it has emerged.

Addressing party supporters at a rally at Chipadze Stadium in Bindura on Saturday, Mnangagwa said all the 289 chiefs will get brand new vehicles post July 30 if Zanu Pf romps to victory.

Said President Mnangagwa:

“When we ushered in the new dispensation we summoned all chiefs in Midlands and gave them cars while informing them of the new government. After 30 July when we are in power all the 289 will have brand new cars,

Chiefs have in the past openly declared their allegience to Zanu Pf and opposition political parties have accused them of practising partisan politics.

However, this is a violation of the country’s constitution which stipulates that traditional leaders should be non partisan in their conduct.

Mugabe Surrogate Party To Provide Chamisa’s Deputy?

Nelson Chamisa

By Paul Nyathi|In a shock revelation, the opposition National Patriotic Front has revealed that it will provide the Deputy President in a Nelson Chamisa led government after the July 30 elections if the Chamisa led MDC Alliance wins the elections.

In an interview with Voice of America’s Studio Seven on Friday, NPF women’s league chairperson Mrs Sarah Mahoka indicated that the former President Robert Mugabe backed political formation has decided to support Mr Chamisa in return for the Vice President’s post.

“Bato redu arikuritungamirira izvozvi iyezvino hatina president kuNPF. President wedu isusu ndi (Nelson) Chamisa. Chamisa ndiye achapinda pahupresident, isusu tinotora hudeputy,” said Mrs Mahoka.

“Isusu takatobatana neAlliance because tinoda kubvisa junta yakabvisa baba vaMugabe, vachiti baba vaMugabe vakura,” she added.

State owned Sunday Mail newspaper also reports that the party Spokesperson Jealous Mawarire confirmed the development in a seperate interview saying the senior party member was speaking from an “informed position”.

“Cde Sarah Mahoka is a senior member of the party and she was speaking from an informed position. She was very accurate in her statement because it is a fact that our party is supporting Mr Nelson Chamisa to be President. That is definite,” said Mr Mawarire.

“She was also talking about the negotiations that we are having with the MDC Alliance where we have submitted our request that one of our members should be the Vice President.”

He was, however, evasive on who was likely to assume the envisaged Vice President’s post.

“The party will choose the person. We have our own mechanisms as a party to choose the candidate. The Vice President will come from the people who support our party,” he is quoted by the weekly state publication.

Mawarire however dispelled the perception that the probable person was former first lady Grace Mugabe.

“I cannot pre-empt the name of that candidate. As it stands, the former First Lady is not an active member of NPF and she is not in the running. . .” he said.

ZimEye.com has not been able to get a comment from the MDC Alliance though The Sunday Mail quotes Chamisa’ spokesperson Dr Nkululeko Sibanda.

“We embrace anyone who wants to campaign for president Chamisa. The truth of the matter is that all those who are supporting Mr Chamisa are running with the winning horse because they know that he is going to win this election.

“President Nelson Chamisa does not announce appointments through anyone but his office, this information you are referring to is not from his office,” said Dr Sibanda.

Chamisa Demands To Meet Chigumba, See Letter

Justice Priscilla Chigumba

By Paul Nyathi|The MDC Alliance President Advocate Nelson Chamisa has written to Zimbabwe Electoral Commission chairperson Justice Priscilla Chigumba requesting to meet and discuss electoral concerns ahead of the mass demonstration by the opposition party set for Wednesday.

The letter which Chigumba has not responded to reads as below:

“Honey Time,” A Moving Encounter With Nelson Chamisa

The crowd at Chamisa Rally in Zvishavane

By Dr P Zamchiya
|I passed through the Caravan in Zvishavane this morning. An open space that sells delicious sadza, nyama and vegetables. We were served by Jocelyn Ndlovu. She resembled the ordinary hard working women trying to eke a living under ZANU PF’s destructive economic policies.

I was in town for the MDC Alliance’s 56th rally which was held today. It was not a surprise, that most of the customers that flooded the Caravan were in red. You could feel the ecstasy in the air that President Chamisa was coming to town.

After our meal, we drove through the city. The songs belting from people’s cars were about change. The color was red. The talk was Chamisa. As we approached the open space behind Pick and Pay, the rally venue, we were greeted by vibrant young people. They were singing, ‘Chamisa is an inheritance from our mighty father’.

I saw Honorable Amos Chibaya, after 55 rallies I expected him to be exhausted. But no. He said to me, ‘I am iron. I feel I can go for 2 more months’. This team is full of energy and believe it Chibaya has come of age. Give it to him.

I saw people from all walks of life. The blind, the old and the young, men and women, those living with disabilities, blacks and whites. Chamisa brought them together. The regalia was not as bright. The party has little money. However, it has people and a spirit of steel.

The man of the moment, Chamisa, finally arrived at exactly 1330hrs. The crowd went wild. Some wept. I could not believe it. The last time I saw people crying after seeing Chamisa was in 2011 at the Bulawayo party congress when he addressed the youth assembly. Remember those days! Well, the Chamisa moment in Zvishavane today was like something you could touch, smell and eat. They shouted he is ‘honey’! Reader, honey is sweet.
It was time for speeches.

The national youth Chair, Chidziva, got a standing ovation. He said ZEC and Mnangagwa should not backtrack on electoral reforms. He ended his speech by urging youths to be ambassadors of peace. Then came Lynette Karenyi, the national women assembly chair. A gifted leader. She said women must defend the vote and that there is no going back. As she delivered the speech, Chamisa noticed someone in the crowd. He waved at him. They exchanged smiles. He can connect.

The rally reached its crescendo when Chamisa stood up at 1415 hours to deliver his message. He was statesman like. He no longer moved from one corner of the stage to another. Guess what, he even had the SMART policy blue print on the lectern. What was the message? He spent more time on governance. He emphasised devolution of power, de-tribalising the names of provinces, establishing an e-government, making Gweru the administrative capital.

Reader, if you aimed to be deputy Minister just forget. Chamisa said deputy ministers to be abolished and a leaner government will be in place which is less costly. He promised to fight corruption viciously and restore executive powers to the mayors.

He intelligently appealed to the levers of state power. He left the soldiers, civil servants, police, war veterans and traditional leaders with nothing to fear under the Chamisa government. Hoping they can return the favour by allowing transfer of state power if Chamisa wins. It is politics. It will be sugar and honey all over, they were told with powerful charisma. The cash crisis will be resolved within 14 days through dealing with issues of confidence and trust. The crowd loved it. In line with his modernisation vision, a tractor in every village, solar panels in the rural areas, bullet trains and motorways. A provincial member who sat behind me whispered, ‘I can visualise it’.

Reader, Chamisa has the gravitas to make the people and nation dream with him.
He also took time to condemn ZEC over the opaque ballot printing process. He raised reservations about the ballot and the ordering of names on the ballot which is meant to give Mnangagwa an unfair advantage by placing him on the top. The Electoral Act is clear that it must be alphabetical. Chamisa was clear that he will not accept a ballot from ‘nowhere’. This is a serious matter. In authoritarian states the ink disappeared on the ballot paper in opposition strongholds within a few minutes after voting. These are not folk tales. Remember, Ukraine in 2004. This is the trend in competitive electoral authoritarian states the world over. Well, enough of my theories. 1543 hrs the boy from Gutu was done with the speech.

President Chamisa then asked those who were willing to pray with him. In his prayer with the crowd, he asked the Lord for peace to prevail and thanked the Lord for the strength to fight people who hold guns. One of the attendees said, ‘I have spiritually connected with the President. He is my President’. Well, I understand little about this. But wait, during the prayer, Chamisa’s eyes were closed. Remember ED would not close his rallies during prayers at ZANU PF rallies. Perhaps a young man at peace versus the old and insecure. For when he asked the crowd whether they wanted the young or the old they clamoured for the young. Beyond age, he contrasted himself with Mnangagwa on corruption record, human rights abuse and adultery. He pitched it as a choice between the good and the bad, the dirty and the clean.

Reader, yes there were multitudes of people but do they vote? I asked Makwasha, an MDC alliance candidate for council. He said, ‘I helped 4 900 people to register to vote in my ward only’.

As we drove to YaFM, a community radio in Zvishavane, after the rally, Chamisa said to me, ‘this is the largest crowd we have ever addressed in Zvishavane. This time the people are registered voters and we are expecting nothing short of victory’. For the time we drove together, he referred to Morgan Tsvangirai more than 10 times. He said he draws inspiration from MT and he is just finishing off the struggle. He described Morgan as ‘a visionary of all times, a trailblazer, pathfinder and pacesetter’.

At YaFm he was interviewed by Forbes Mugadza. Some of the journalists screamed upon seeing Chamisa. They could not wait for a photo moment. ‘I cannot wait to change my profile picture’, said one young lady at YaFm. Well, it was time to go. A message of change had been delivered with unrivalled charisma. No wonder the people of Zvishavane said they were going to eat sugar and honey in Chamisa’s new Zimbabwe.

It is change that delivers fast, they said.

Muchinguri To Remain In SA Hospital

By Own Correspondent| Zanu PF’s National Chairperson, Oppah Muchinguri is still stuck inside a South African Hospital, it has emerged.

President Emmerson Mnangagwa revealed Muchinguri’s health status this afternoon.

Addressing thousands of party supporters at Chipadze stadium in Bindura today, Mnangagwa said Muchinguri Kashiri, who is the current Minister of Environment, Water and Climate is getting better and was supposed to be discharged today from the South African health institution where she was receiving treatment.

“I spoke to her this morning. She is much better. She was supposed to be discharged from hospital today but when the doctor came, she was advised to stay a bit longer,” said Mnangagwa.

Muchinguri Kashiri is one of the senior Zanu Pf leaders including Vice President Kembo Mohadi who was injured in the White City Stadium bomb explosion which killed two people and injured over 45 others.

President Mnangagwa survived the bomb explosion which the party said aimed at killing their leader because “he was a straightforward person”.

The party said the attack was orchestrated by the G40 faction which is alleged to be fronted by former first lady Dr Grace Mugabe.

Charamba Says Chamisa Too Broke To Pay For ZBC Adverts

Zanu-PF is paying for political adverts being aired by the Zimbabwe Broadcasting Corporation (ZBC), while the MDC Alliance is crying wolf over unfair coverage by the national broadcaster because of failure to pay for the available political advertising space, Permanent Secretary for Information, Media and Broadcasting Services Mr George Charamba has said.

According to Section 160 H of the Electoral Act (Political advertising in broadcasting and print media), all political parties should be accorded advertising space by the national broadcaster, but such ads should be paid for.

The act reads: “(1) …if the broadcaster or publisher is prepared to publish any such advertisement a) it shall offer the same terms and conditions of publication, without discrimination, to all the political parties and candidates contesting the election; and b) the price it charges for publication shall be at the lowest rate it offers to publishers of commercial advertisements; and c) every such publication shall be identified clearly as an advertisement.”

In an interview yesterday, Mr Charamba said the MDC Alliance should not blame the national broadcaster for its lack of funding to pay for the adverts.

“People must not confuse access and procurement issues. At law, all political parties have a right of access to the national broadcaster, but it’s up to the political players to translate that right into reality and that is a function of the means, which are the resources and not of the law.

“If you look at the MDC Alliance party, they have been clearly struggling to campaign properly, which is why they have been trying to fundraise and which is also why they have not been able to purchase decent platforms for their candidate,” he said in reference to the embarrassing incident that saw MDC Alliance president Mr Chamisa falling off the stage in Hwange last month.

Mr Charamba said the MDC Alliance’s financial woes are there for all to see, as the party has even failed to put up posters on trees.

He was responding to claims by former MDC-T Member of Parliament Mr Settlement Chikwinya who claimed that ZBC was charging prohibitive fees.

“Beyond that, what their talkative outgone MP forgot to remind himself is that there are no MDC Alliance adverts in newspapers, which are a lot cheaper. Much worse, there are no MDC posters on trees. Is he suggesting that even trees have hiked their prices?”

Mr Charamba added: “They should never be a sense in anyone’s head that merely because they are contesting elections, that in itself is a license to rundown the frames of ZBC as a broadcaster. We will not allow that.

“The business of politics is expensive and if you are not ready to meet the expenses, get out.”

He suggested that MDC Alliance members could be converting party funds to personal use in anticipation of electoral defeat.

“They are thinking of life after defeat. You cant lose the politics and lose the money also.”

In an interview with The Sunday Mail yesterday, ZBC chief executive Mr Patrick Mavura said the MDC Alliance was among the motley of parties that have failed to take up the national broadcaster’s call for paid-for political adverts.

“We have availed programmes which are for free and other programmes which are paid for through adverts.

“We have been having challenges with the paid for programmes because only Zanu-PF has been able to pay while the other parties are struggling.”

Mr Mavura said ZBC had reduced advertising rate for political parties by 30 percent.

It is believed the opposition party has been pushing for free coverage in order to compensate for their failure pay for ad space.

Last week, MDC Alliance spokesperson Mr Welshman Ncube told our Bulawayo Bureau that his party had not been able to print posters for its presidential candidate, Mr Chamisa.

He also revealed that the party had resorted to selling regalia as it could not give it for free.

Early this year, Mr Chamisa’s party received US$1,873 663.83 under the Political Parties Fund Act, but MDCT- president Dr Thokozani Khupe, who broke ranks with the MDC-Alliance, has been fighting to get a share of the funds, saying her party was the legitimate beneficiary.

It is believed that the decision by non-Governmental organisations to turn off the taps due to alleged abuse of funds and the ineptness of beneficiaries has compounded the opposition political parties’ challenges. – state media

Khupe: I Will Be President On Zim Next Month

MDC T leader, Dr Thokozani Khupe, is confident of victory at the July 30 polls and said she hopes the Zimbabwe Electoral Commission (ZEC) will deliver free, fair and credible elections.

“While we continue to pray for ZEC to fully comply with Section 239 of our country’s Constitution in ensuring a free, fair and credible election, we are readying ourselves for this election because we will not concede a penalty for Zanu-PF to score an easy electoral victory.

“The electoral field has never been free and fair ever since my party broke onto the political scene, and this time around this problem has been amplified by the fact that we are using a biometric voting system for the first time.

“I encourage our supporters to mobilise for a huge turnout even as we continue to implore ZEC to comply with all the technical and administrative requirements they are to abide with as prescribed by our current electoral law, something which is surely within their means,” she said.

MDC-T leader and one of the four female presidential candidates in the forthcoming harmonised elections, Dr Khupe, has promised to end all forms of violence if elected into office.

The 54-year-old Dr Khupe, who was battling Mr Nelson Chamisa for the control of MDC-T, found herself on the receiving end of intra-party violence in the opposition party’s game of thrones.

In the July 30 harmonised elections, her party will be contesting under the banner of the MDC-T, which, for her, is a victory of sorts.
Dr Khupe told The Sunday Mail last week that violence is a weapon of cowards and her government will have zero tolerance to the practice.

Violence, she said, paints a bad picture for the country’s democracy and the electorate must shun politicians with violent tendencies.

“My view is that political violence in whatever form or category is a choice weapon of cowards who have nothing to place on the table for nation building and development.“My government will have zero tolerance for all forms of violence, including political violence. I advise the electorate not to waste their time with politicians who use poor souls as instruments of unleashing violence on their competitors,” said Dr Khupe.

“It certainly does not paint a good picture for our democracy that even a woman who has been in the highest political corridors for three decades like myself cannot escape being subjected to misogyny, violence and humiliation as has been seen in recent times.

“Such violence is the reason why our women representation in political offices remains very far from the minimum thresholds,” she said.

She also promised to cultivate an environment that affords equal opportunities for Zimbabweans.
“My vision is for a Zimbabwe which offers equal opportunities for all its citizens in all the political, economic, social, political, and cultural spheres.

“Equal opportunities in these spheres means that all Zimbabweans must have access to the best jobs with good working conditions and remuneration, the best healthcare, the best education, the best clean water, food, and the best delivery of all social services.”

Devolution of power, she added, could help unshackle the economy and create conditions for economic growth.

“Centralisation of the economy has meant that failure of the central economy through Government interference has always translated to failure of all economic activities in the various provinces of the country.

“Failure of the centralised economy created the highly informalised economy that now exists.
“My first step will be to fully implement devolution of power as a way of building provincial economies, which are fully insulated from the vagaries of what happens in central Government.”
“Strong provincial economies will create equal opportunities for all people in Zimbabwe by localising jobs and retaining a huge share of gains from their local resources for local development,” she said.

The MDC-T leader intends to deal with cash shortages through producing and exporting as a means to earn foreign currency.

Continued Dr Khupe: “My understanding of the cash crisis is that it is a symptom indicative of a failing centralised economy, and this problem will naturally resolve itself once our provincial economies begin to produce and export and the country earns new money into the economy. Any other cash shortage solution that can be proffered will be a stop-gap measure incapable of permanently resolving this crisis.”- state media
