“GAME PARKS ARE NOT GOD-ORDAINED,” George Charamba Bursts Out Over Removal Of Chinese From Mining In Parks.
President Emmerson Mnangagwa’s spokesperson George Charamba has burst out against environmentalists who forced government to withdraw two Chinese companies’ licences permitting them to mine for coal in Hwange National Park.
In an unprecedented Twitter rant, Charamba said national parks were not “God ordained”.
Wrote Charamba:
“This pseudo-scholarship which seeks the respectability of law wants to convince us some parts of Zimbabwe, or any nation on this earth for that matter, is God-designated as a Game Park, as an inviolate haven for wildlife. What frothing idiocy!!!! Hwange, then Wankie National Park was from as far back as 1928 designated a Game Park by HUMANS, not by GOD!!” said Charamba.
“And ofcourse when human needs come second-rate to needs of wildlife, humans will find ways – including destructive ones – to restore EQUILIBRIUM, muchida musingadi!!!! One way of doing that is simply to remove the competitor for land, in this case WILDLIFE!!!

Indonesia Punishes People Who Don’t Wear Masks By Forcing Them To Dig Graves For Covid-19 Dead
Residents of a village Indonesia caught flouting the country’s mask requirement put in place to help prevent the spread of the coronavirus are being put to work digging graves for Covid-19 victims.
Authorities in the Cerme district of Gresik Regency, East Java, told CNN that they are forcing anti-maskers to dig graves in an attempt to convince others to wear protective face coverings.
So far, three middle-aged men and five minors have been handed the punishment.
Cerme’s leader, who was identified as Suyono by the Tribun News, an Indonesian news site, said that the region has a shortage of gravediggers.
“There are only three available gravediggers at the moment, so I thought I might as well put these people to work with them,” he told Tribun News, translated by the Jakarta Post. “Hopefully, this can create a deterrent effect against violations.”
Suyono, who according to CNN only goes by one name, said the mask violators would not be burying bodies and would only be digging the graves.
He said people not wearing masks can also face other punishments, like paying a 150,000 rupiah (R165)) fine, cleaning up public areas, or doing push-ups.
Indonesia has had more than 233,000 COVID-19 cases since the pandemic began, and more than 9,000 people in the country have died from the virus.
In recent weeks, Indonesia has seen an uptick in cases, though it’s unclear if punishments like those in Cerme and Jakarta, where officials are placing empty coffins in public areas, have encouraged people to follow mask rules.
According to The Telegraph, Indonesia’s government has been criticised for its handling of the virus, by people who say officials responded to the country’s COVID-19 outbreak too slowly.
Three MDC Alliance Youth Languishing In Remand Prison For Standing In Solidarity With Job Sikhala…

THREE MDC-Alliance young supporters who were arrested over three weeks ago at the Harare Magistrate’s court while demanding the release of the opposition party’s national vice chairperson Job Sikhala, have remained in custody.
Terrence Manjengwa, Blessed Changara and Barnabas Gura were remanded in custody when they appeared before Harare magistrate Mrs Barbra Mateko charged with possession of offensive weapons and contravening the Covid-19 national lockdown regulations.
They were not asked to plead.
Prosecutor Mr Lancelot Mutsokota opposed bail saying the three had other pending cases before the courts and were likely to commit other offences if they are freed.
“Chances are high that the accused persons can commit similar offences as Job Sikhala, whom they were in solidarity with seeking his freedom before the courts, is still held in custody and as such if granted bail they are likely to commit similar offences,” said Mr Mutsokoti.
The three were arrested when they teamed up with other MDC-A members and gathered at Harare magistrate’s court where Sikhala was appearing for his bail hearing on charges of inciting public violence by urging people to participate during the flopped July 31 planned protests.
Police had deployed the district reaction group at the courts to maintain law and order. The group heard the three were at the courts in an unregistered commuter omnibus and in possession of weapons.
Police approached the three and allegedly found them with catapults, stones, bolts and nuts and three empty beer bottles.
Upon their apprehension, the police are said to have discovered that they had no exemption letters that allowed them to travel during the lockdown.

Govt Considering Appointing Commissions Into Local Authorities
Government is considering appointing commissions to run the affairs of local authorities following the recall of councillors by MDC-T for insubordination and failing to recognise the leadership of Thokozani Khupe.
The recall has seen 84 councillors in Harare, Bulawayo, Marondera, Gwanda, Beitbridge and Victoria Falls affected. Mayors Chengetai Murowa (Marondera), Jastone Mazhale (Gwanda) and Herbert Gomba (Harare) were recalled.
The recalls have paralysed local authorities amid fears that the government would appoint commissions to ensure the continued operations of the affected local authorities.
Local Government minister July Moyo told Business Times the recalls will affect the operations of the councils and said the ministry would sit with the affected authorities on how “best as government we can help”.
“We are yet to reach a decision of appointing commissioners as we need to study the situation on the ground in the affected councils.
We know that some of the councillors are challenging their recall in courts and we have to consider that as well,” Moyo said.
This comes as recalled councillors from Harare are appealing against the decision.
Recalled Harare deputy mayor Enock Mupamawonde together with 10 councillors have engaged their lawyers to challenge the decision by MDC-T to recall them.
“We as councillors who were elected by the people in our respective wards have approached our team of lawyers to take up the matter in the courts.
“This is part of political victimisation by Khupe and her party because we did not vote for her preferred candidate in the recent elections to choose a new mayor,” Mupamawonde said.
“We hope that we are going to be restored back to our seats as councillors through the courts.
This is a political war which we are going to be fighting legally in courts and politically in our wards.”
MDC-T is using the Supreme Court ruling which recognised Khupe as the acting president of the party pending the holding of an extraordinary congress.
The ruling also restored the party’s 2014 structures.
Her party has also recalled MDC Alliance legislators.
Job Sikhala Challenges Court To Try Him Or Free Him

MDC Alliance vice chairman Job Sikhala yesterday notified the State that he will apply for refusal of further remand if he is not given a trial date and that he is in any case going to reapply for bail, so far refused, because he argues there are new circumstances.
Sikhala, who was being represented by lawyers Messrs Jeremiah Bamu and Harrison Nkomo, made the notification when he appeared before Harare magistrate Mr Ngoni Nduna. He is being charged with inciting public violence.
Sikhala was denied bail at the magistrates court before he appealed to the High Court where a ruling was reserved.
Circumstances leading to Sikhala’s arrest are that between March 1 and August 21 this year, he originated and posted videos on social media platforms with intent to incite public violence.
In the videos, he is alleged to have said: “People from the Zambezi to Limpopo and Forbes Border Post to Victoria Falls, 31 July 2020 should be your day. This is the kind of war that we have. If we do not fight this war, nothing will come out until we die. These men have oppressed people for a long time.”
The State alleges that Sikhala used his social media accounts to incite Zimbabweans living in the United Kingdom, Australia and South Africa to attack Zimbabwean embassies.
Bushiri Accused Of Rape
Self-proclaimed prophet Shepherd Bushiri might be facing more than just fraud and money-laundering charges.
Police have confirmed they’re investigating the multi-millionaire leader of the Enlightened Christian Gathering church for the alleged rape of two women.
Their stories of alleged sexual abuse at the hands of the prophet are remarkably similar. Thandi (*not her real name) is a mother who went to church often.
She claims the prophet would stare at her during the services, sometimes even coming to stand next to her while he preached.
It didn’t take long for a church elder to tell her that Bushiri wanted to meet her at a hotel to pray.This is when things took a sinister turn. She claims he insisted on a hug, and then tried to kiss her.
“I’m like no you can’t do this to me. You are married. He said, I don’t care, I shouldn’t worry about that. I was like no I can’t. That’s when from there he touched me here (forehead) so that’s when I manifested, I don’t know I was under the power. That I don’t even know. So from there he took off the clothes then he raped me.”
She said the man told her to take R5,000 and leave. Thandi is not alone.
Another young woman, Lerato (*not her real name) also shared a story of being lured to a hotel.
After one of his sermons, she says Bushiri asked her and her cousin to join a special service the following day.
They were going to meet at church but then the pastor allegedly suggested they meet at a hotel.
When Lerato arrived, she says found the pastor naked. “He then asked me to take my clothes off! He told me to turn around and I did that shaking…afraid… I didn’t know what to do. That’s when he came up to me and everything happened. And then after that, he told me to take out 5K out of the drawer, to go book myself another room.”
Both women have opened cases with the police and while they wait for justice, they’ve stopped attending the church. Police have confirmed they’re investigating the allegations.
One investigation is still ongoing while another is already complete and a docket was sent to the NPA at the beginning of last year for a decision on prosecution. It’s not the first time Bushiri has faced rape allegations.
In 2018, a Sunday newspaper reported that the Hawks were investigating him after a Pretoria woman had come forward. She later recanted her story.
The Enlightened Christian Gathering church was given more than 48 hours to respond but the church hasn’t availed itself for comment.
The two women say they’re now pinning their hopes on the justice system to finally vindicate them so they can finally start the healing process.

Unregistered Vehicles Won’t Go Through Tollgates With Immediate Effect

ALL unregistered vehicles are with immediate effect not allowed to pass through tollgates as the Zimbabwe Republic Police (ZRP) launches a blitz to ensure motorists heed the law.
So far, ZRP has impounded 11 917 pirate taxis and unregistered vehicles countrywide.
According to the Vehicle Registration and Licensing Act, vehicles should be registered and always display their registration marks and numbers.
In a statement, the Zimbabwe National Road Administration (Zinara) public relations manager Mr Tendai Mugabe advised the public that it was an offence to drive unregistered vehicles on the roads.
“The Ministry of Transport and Infrastructural Development in partnership with the Zimbabwe National Road Administration (Zinara) and Zimbabwe Republic Police, would like to advise the motoring public that it is illegal to drive a vehicle without registration number plates on the country’s roads.
“As such, all vehicles without registration number plates will not be allowed to pass through our tollgates countrywide and members of the ZRP are going to impound such vehicle. The Central Vehicle Registry (CVR) has enough stocks of registration number plates and motorists without the registration number plates are advised to visit CVR for assistance,” said Mr Mugabe.
The crackdown on unregistered vehicles comes in the wake of a spate of armed robberies countrywide as criminals are using such vehicles to evade tracing detection.
Police said they would release the vehicles impounded for lack of registration plates once the owners have registered them.
In February last year, Government said importers of vehicles who had been unable to register them owing to a shortage of number plates should obtain temporary identification cards for indefinite use.
Temporary registration number plates normally have a 14-day lifespan, just enough time to get the vehicle home and secure permanent registration.
Schools Previously Used As Quarantine Centres Safe For Pupils – Govt

All boarding schools used as quarantine centres have been disinfected and are safe, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa told Senate yesterday during the Question and Answer session.
Government disinfected all schools and learning centres, she said in reply to Harare Senator Omega Hungwe (Zanu PF) who sought to know if boarding schools that were used as quarantine centres were safe for learners.
“All the schools were disinfected because as Government we are equally concerned with the safety of children. To that end, Government has mobilised $600 million for the procurement of personal protective equipment for pupils ahead of opening of schools. The lives of our pupils are very important and no one should be exposed to the disease hence we took those measures,” said Minister Mutsvangwa, who is also the new leader of Government business in Senate. She said it was prudent for Government to reopen schools after the success of several measures taken to contain Covid-19.
The Ministry of Primary and Secondary Education engaged in extensive consultations with all stakeholders before the decision to reopen was made.
Responding to another question, Minister Mutsvangwa said the vetting of war collaborators and ex-detainees was set to start following the signing into law by President Mnangagwa of the Veterans of the Liberation Struggle Act.

Gavin Hunt Appointed Kaizer Chiefs Head Coach
Gavin Hunt has been appointed as the new head coach of Kaizer Chiefs.
The Cape Town-born mentor will start his job immediately and his contract will see him take charge of Amakhosi’s first team for the next three seasons.
Hunt brings a wealth of experience since he joined professional football in 1981. The former defender spent most of his playing career at Hellenic FC, for 13 years. He went straight into coaching after hanging up his boots in 1994.
Hunt has an impressive CV and a glittering coaching career, including his first accolade as a coach, having promoted Seven Stars from the First Division Coastal Stream to the elite league. His other accolades include winning the PSL Coach of the Season on five occasions. He has also won the league championship four times with two different teams and has several domestic cup competitions under his belt.
“We looked at our situation and our needs before deciding on Gavin,” confirms Chairman Kaizer Motaung. “He brings with him an abundance of experience, having coached about fives teams in the Premiership. There is success wherever he has coached.
“Given that the Covid-19 epidemic has forced us to finish the season in the bio-bubble and that the squad will only rest for two weeks before the players return for pre-season, we needed a coach who understands the local market and conditions. We believe that with Hunt we have brought in a person with the right experience and energy to do just that,” the Chairman explains the club’s choice of the new coach.
Having won the league on four occasions and qualifying for the CAF Champions League, Hunt comes with the necessary experience that will be required as Amakhosi will participate in the African club competition in the new season after finishing second in the domestic league.
“Playing on the continent is key for us as we haven’t done as well as we should have,” Motaung continues. “We have players who have participated in the competition and this experience should certainly be to our advantage.
“The other thing I have always emphasised is the need for coaches to equip themselves with the requisite knowledge. The game has changed and become much more scientific”, says Motaung as he concludes. “We know Gavin always endeavours to learn more about the game by attending courses both locally and overseas. This knowledge will come in handy to guide our team. We are looking forward to him sharing his experience with the team.”
The announcement of the new assistant coach will be made in due course.
Hunt will meet the team for the first time next week when the squad returns to training in preparation of the 2020/21 season.

Man Beaten To Death For “Raping” Woman At Cemetery

A man who allegedly raped a woman at a cemetery was severely thrashed with sticks and later died at a hospital.
It is said on 11 September at around 4.30 pm a 23-year-old woman was fetching firewood near a cemetery at Babcock compound in Kwekwe, Midlands province.
A source close to investigations said Darlington Munyaradzi Maphosa reportedly spotted her before ambushing her near a cemetery.
The source said when she was passing by a cemetery Darlington grabbed her hand and dragged her into the bush
“He violently pushed her to the ground before he quickly undressed her and raped her once,” said the source.
After the act he freed her and she went home, and narrated the ordeal to her brother. Seething with anger the brother, the source said, teamed up with his four friends and went to Darlington’s homestead.
“They caught up with Darlington at his homestead. They took turns to assault him with sticks all over the body. After they were satisfied that they had meted out instant justice to the victim, they took him to a police base,” said the source.
The source said Darlington sustained bruises around the neck and swollen hands.-B-Metro
Shock As Man Uses Snake As “Face Mask”
The commuter and his reptilian mask, which was wrapped around his neck and mouth, were seen on a bus from Swinton to Manchester on Monday.
One passenger, said she thought the passenger was wearing a “funky mask” until she spotted it slithering over hand rails.
The eyewitness, who asked to remain anonymous, said she found the incident “really funny”, adding the animal did not seem to be bothering any of her fellow passengers.
She said: “No-one batted an eyelid.”
Transport for Greater Manchester said a snake was not a valid face covering.
Using a face covering on public transport is mandatory, except for children under the age of 11 or those who are exempt for health or disability reasons.
A Transport for Greater Manchester spokesperson said: “Government guidance clearly states that this needn’t be a surgical mask, and that passengers can make their own or wear something suitable, such as a scarf or bandana.
“While there is a small degree of interpretation that can be applied to this, we do not believe it extends to the use of snakeskin – especially when still attached to the snake.” -BBC.
ZRP Cop Sues Police Boss

A TOP cop who was recently acquitted on charges of allegedly stealing guns, more than 180 live bullets and an assortment of related weaponry from the police armoury has taken his boss, Police Commissioner-General Godwin Matanga to court challenging an imminent disciplinary hearing.
David Fugao (age not given), the officer-in-charge of the ZRP provincial armoury in Matabeleland North, was jointly accused with Wonder Tawanda Karamba (33) and Francis Chaterera (39), of theft and criminal abuse of duty as public officers.
They were arrested last year in March after detectives from the Criminal Investigations Department homicide section received information that there were suspicious movements of firearms at the armoury.
The detectives through investigations found out that some police officers were allegedly removing firearms that are subject to a handover-takeover from the armoury to a backyard room.
This was discovered following the arrest of Fugao after he was implicated by a suspected armed robber, Ame Mpala, who was arrested with an AK-47 rifle along the Bulawayo-Beitbridge Road.
Fugao, through his lawyers VJ Mpofu and Associates, filed an application for review at the Bulawayo High Court citing Comm-Gen Matanga and Hwange magistrate Ms Barbara Phiri as respondents. In his founding affidavit, Fugao said Comm-Gen Matanga’s decision to convene a suitability board was irrational and malicious given that he was acquitted of the charges of theft and criminal abuse of duty.
“On August 31, 2020, I was informed by the officer commanding district in Hwange that a suitability board was to be convened in order to determine whether I was suitable to remain in the police or not. In the circumstances, I found the decisions marred by malice, bias and procedural irregularities,” he said.
Fugao argued that the imminent disciplinary hearing comes at a time when he was acquitted by Ms Phiri.
He said upon his acquittal, he was shocked when Ms Phiri warned him that he should in future record rifles in the occurrence book yet he was not convicted.He said the magistrate erred by issuing that warning, which his boss is now using as a basis to convene a board of suitability.-Chronicle

The situation has significantly deteriorated in Zimbabwe, with multiple reports of arbitrary detention and harassment, torture and inhuman treatment, including towards members of the opposition, restrictions on access to justice, and targeting of journalists and others investigating or speaking out against corruption.
The reported detention of untried prisoners in a maximum security prison together with convicted criminals suggests a serious violation of the principle of presumption of innocence.
Public declarations inciting disrespect, hatred or violence towards various parties including churches, civil society actors and representatives of diplomatic missions have also contributed to increased tensions and risks to individuals enjoyment of human rights.
The COVID-19 pandemic should not be used as an excuse to limit the enjoyment of human rights and fundamental freedoms of citizens in Zimbabwe, such as the freedom of expression, press freedom and freedom of assembly.
The EU reiterates our ambition to support Zimbabwe in implementing concrete political and economic reforms, but for these reforms to stand the test of time they require an environment ensuring an inclusive national dialogue, through which citizens can exercise all their human rights, including their freedoms of assembly, association and expression.

Mnangagwa Blames “Opponents” For Political Crisis In Zimbabwe

President Mnangagwa yesterday challenged Zanu PF and its organs to lead the way in telling the Zimbabwean success stories to counter anti-Zimbabwe sentiments being peddled by the country’s detractors.
Addressing the 344th session of the Zanu PF Politburo meeting at the party headquarters in Harare yesterday, the President set the record straight on the recent visit by an African National Congress delegation from South Africa that came and engaged Zanu PF as sister parties, at an indaba that debunked the crisis narrative which fugitives and opposition functionaries would like to foist on Zimbabwe.
“Our people must be updated and made aware. The trend, whereby our detractors use popular culture and arts to attack and undermine our nation, unity, peace and value systems cannot be allowed to continue.
“Patriotic artists from across the country must be nurtured and appropriately empowered to facilitate the preservation of our national heritage, identity and pride,” he said.
Last week, the ANC sent a delegation led by its secretary-general, Cde Ace Magashule, which met Zanu PF following blatant misrepresentations on social media propagated by criminal G40 elements in South Africa and other parts of the continent.
The ANC delegation’s visit came after South African President Cyril Ramaphosa sent envoys to deliver a message, between Heads of State and Government, to his counterpart President Mnangagwa.
President Mnangagwa said ANC and Zanu PF continue to share experiences and strategies in view of the ongoing onslaught by detractors.
“As you are aware, the party received a delegation from our sister party, the ANC. We continue as former liberation movements to share experiences and other strategies in view of the ongoing onslaught by our detractors and neo-colonialists. Such solidarity and exchanges must be strengthened across all the leagues of our parties,” said President Mnangagwa.
He scoffed at some opposition parties, some churches and civic society organisations coveting to meeting the ANC delegation saying such attempts were futile and mere dreams.
“Presidential envoys remain Presidential envoys from one President to another. Party envoys remain party envoys from one party to another. Those who dream otherwise are allowed in democracy to dream,” said President Mnangagwa.
Zanu PF has said that “the party-to-party meeting” comes against a “backdrop of false claims that Zimbabwe is a nation in crisis”.-The Herald
SA Relaxes Lockdown Restrictions

President Cyril Ramaphosa last night announced that South Africa will be downgraded to Alert Level 1 on Sunday.
This will see larger gatherings being permitted, along with international travel, the sale of alcohol allowed from Monday to Friday, and the curfew shifted to midnight.
In his address to the nation, the president said the country had weathered the Covid-19 storm, but he also warned of a potential second wave of the pandemic and asked citizens to continue being vigilant in this regard.
“It is time to return our country to a situation that is more normal, it is time to move to what we call a new normal for as long as Covid is with us,” said the president.
Confirming some of the speculation leading up to his address, the president said it was time for South Africa to remove many of the remaining restrictions to economic activity in the country.
Ramaphosa said the decision was made following consultations with provincial and local government representatives as well as experts.-The Herald
Seven Out Of 219 Ugandan Naked Prison Escapees Recaptured

Seven out of 219 prisoners who escaped from a jail in north-eastern Uganda have been recaptured, officials say.
Some of the fugitives reportedly took off their distinctive yellow prison uniforms and fled naked into the hills to avoid detection.
The escapees are thought to be trying to use mountain routes to cross the border into Kenya.
The inmates killed a soldier after they broke out of the facility in Moroto on Wednesday.
An army spokesperson said two inmates escapees had also been killed.
The army and prison officials are pursuing the escapees, who reportedly made off with 15 guns and ammunition.
The prison facility, which usually has a population of more than 600 inmates, is built on the foothills of Mount Moroto, on the edge of the town.
The site has been put under lockdown as investigations into how the jailbreak happened get under way.
Local reports on Wednesday said the shoot-out brought business in Moroto to a standstill.
Moroto is the biggest town in Karamoja, a semi-arid pastoralist region with a history of cattle rustling and gun violence, the BBC’s Patience Atuhaire reports from Kampala.
A government disarmament programme in the early 2000s took most of the guns out of the hands of civilians, but sporadic clashes between different communities continue, our correspondent notes.
No New Covid-19 Deaths Recorded On Thursday
Zimbabwe today had no coronavirus death for the sixth day in a row but it had 35 new cases and 18 recoveries.
The total number of cases rose to 7 633 while the number of recoveries went up to 5 841 but the number of active cases which had been dropping went slightly up to 1 568.
Thirteen of the people that recovered today were from Bulawayo but the city had 5 new cases so the number of active cases dropped slightly to 117.
Five people from Matebeleland South also recovered bringing the number of cases down to 176.
The number of active cases in Harare, however, rose to 1 093.
Deaths remained at 224.
No Tax For Workers Earning Less Than $5000 Per Month
THE tax free threshold has been reviewed upwards to 5000 Zimbabwe dollars per month, while mining companies have been directed to pay royalties in foreign currency.
This was revealed by Finance and Economic Development Minister Professor Mthuli Ncube as The Finance Bill underwent its second reading during Wednesday’s Senate seating with the move being aimed at cushioning workers from Covid-19 induced challenges.
” In view of the Covid-19 triggered financial meltdown, employees earning less than five thousand dollars per month will not pay taxes starting from the month of August until the end of the year,” he said.
According to Minister Ncube, the move is set to increase foreign currency inflows into government coffers, while also paving way for charging mining royalties in foreign currency.
“One of the provisions of the finance bill is to allow mining companies to pay royalties in foreign currency unless requirements do not apply where they will continue paying in local currency,” he added.
Professor Ncube also indicated that, as an incentive, investors on the soon to be launched Victoria Falls Stock Exchange will not be liable to paying taxes.
” All investors will not pay taxes for accruals and receipts on the VFEX to ensure to incentivise more global investors to come and invest on this stock market,” said Ncube.
Minister Ncube also revealed that extra measures to broaden safety nets and harness economic growth will be announced in the 2021 National budget to be presented in two months time.

Construction Worker Saves 9 Year Old Girl From Being Raped
JOHANNESBURG – An Alexandra construction worker became a hero when he stopped a teenage boy from raping a nine-year-old girl.
The girl and her friends had been playing at Jukskei Park when the 16-year-old perpetrator abducted her.
Thabo Maeteletja caught the boy who tried to assault the little girl.
“I was raised to always view an adult as my mother or father, people my age as my sister or brother and children as my own. So, when I was running after this person that’s what was running through my mind,” Maeteletja said.
“How can this person rape or attempt to rape? A small child added to that? I took as though he is attacking my own child. Because this child is young enough to call me her father.”
Maeteletja was helped by other teens to apprehend the perpetrator, who had managed to run and hide inside a classroom at a nearby school.
The teenager was attacked by community members before being rescued by police.
The little girl’s aunt says her niece is traumatised and says she will never play outside again.
“He carried my niece and covered her mouth. She says she tried to fight him but he was too strong. Then he took her down the Jukskei River. His pants were already off when they found him, but luckily he didn’t rape her”.
The teenage boy is under police guard in hospital.
Gauteng police spokesperson Mathapelo Peters said the attack on the suspect was reported to police.
“Had they called police immediately we could have also prevented. Luckily nothing happened to the little girl although she was injured while running away from the suspect,” Peters said.

Mnangagwa’s Son Fleeced Of US$1.5k On Wedding Gown Deal
PRESIDENT Mnangagwa’s son, Emmerson Tanaka Mnangagwa, reportedly lost US$1 500 to a bogus wedding garments supplier whom he had contracted to supply suits ahead of his wedding last year.
Samson Mavhunga (31) of Hillside, Harare, promised to deliver five men’s suits from Italy two weeks before the wedding.
He charged US$3 500 and Mnangagwa paid US$1 500 deposit, but nothing was delivered.
Mavhunga yesterday appeared before Harare magistrate Mrs Judith Taruvinga charged with fraud and was remanded out of custody to May 7 on $1 000 bail.
As part of his bail conditions, Mavhunga was ordered to report once a week to the police and to surrender his passport.
Prosecutor Mr Tatenda Mukatera alleged that sometime in May last year, Mnangagwa met Mavhunga who indicated that he specialised in making and supplying wedding suits.
Mnangagwa expressed interest since he was preparing for his wedding, which was scheduled for August 25 of the same year.
Mnangagwa then gave Mavhunga an order to supply five bridegroom’s suits which he was supposed to order from Italy.
He was charged US$3 500 and paid a deposit of US$1 500. The balance was to be paid upon delivery of the suits on an agreed date.
It later came to light that Mavhunga had lied to Mnangagwa that he had capacity to supply the said suits.
Mnangagwa asked for a refund after nothing materialised and made a police report when he failed to get his money back.
Covid-19 Recovery Rate Goes Down To 77%

A total of 22 new Covid-19 cases were recorded in Zimbabwe yesterday which brings the total number of people who have tested positive to 7 598.
Since the outbreak of Covid-19 on March 21, 224 people have succumbed to the virus.
According to the Ministry of Health and Child Care daily Covid-19 report, no death was recorded in the last 24 hours.
“There were 22 new cases and no death reported in the last 24 hours and the seven-day rolling average goes down to 24 from 27. About 647 PCR tests done today and the positivity rate for the day stands at 3,4 percent., “read the report.
The Ministry said 21 of the new cases are locals and one is returnee from South Africa.
“We also recorded 40 new recoveries and the national recovery rate stands at 77 percent. Active cases go down to 551 today. As of September 16 2020, Zimbabwe has now recorded 7 598 cases 5 823 recoveries and 224 deaths.”
From the outbreak of the global disease, Bulawayo has recorded 1 376 cases, 42 deaths and 1 209 recoveries while Matabeleland South has recorded 757 cases, seven deaths and 181 recoveries.
Matabeleland North province on the other hand has recorded 124 cases, three deaths and 107 recoveries.
Air Zimbabwe Back In The Sky
National carrier Air Zimbabwe said on Wednesday it will next week resume domestic and regional flights after a six month hiatus caused by the outbreak of the Covid-19 pandemic.
The development follows the announcement by the government of the re-opening of the skies to domestic flights under strict health guidelines as the country gradually opens up to the world in the aftermath of the Covid-19 outbreak.
“Air Zimbabwe wishes to announce the resumption of domestic and regional flight operations with effect from 23 September 2020 and 3 October 2020, respectively,” the airline said in a statement.
“The domestic flight schedule features HRE/BUQ/VFA/HRE morning schedule and HRE/VFA/ABUQ/HRE evening schedule every Monday, Wednesday and Friday. The regional HRE/DAR/HRE schedule shall initially operate every Tuesday and Saturday with an additional frequency towards the end of the year,” it said.
It added: “The airline still awaits confirmation of the opening of South African airspace and airports, whereinafter dates for resumption of flights into Johannesburg shall be announced.”
The airline said it would publish guidelines issued by the Ministry of Health and Child Care, the World Health Organisation and the International Air Transport Association for air travel from time to time.
Like most countries, Zimbabwe closed its borders and skies to international passenger flights except those flying returning citizens and cargo planes from the beginning of April this year as it sought to curb the spread of Covid-19, which has to date killed 224 people and infected 7 576 others as at September 15.
Most of the infections recorded in the early stages of the outbreak in the country were imported.
Shocking 61 Artisinal Miners Die In The Midlands Province Since February

The Minister of State for Midlands Provincial Affairs, Senator Larry Mavima has expressed concern over the increase in the number mine related deaths involving artisanal miners and small scale miners in the province.
Sen Mavima said the province recorded 61 mining related deaths in the small-scale mining sector since February this year.
He said his office was engaging the Ministry of Mines and Mining development to map the way forward and improve safety in mines especially those that artisanal miners are working in.
“The Midlands is the mining hub of the country and the sector continues to attract the majority of people. However lack of effective organisation, administrative monitoring and safety precautions remain a problem. We have recorded a total of 61 mine related deaths since
February and we continue to record deaths on a monthly basis, which is very bad,” said Sen Mavima.
He said his office was engaging the relevant ministry and other stakeholders to make sure the working environment around mines was safe.
“We have engaged the relevant ministry so that they work on enforcing safety measures so that we avoid the loss of life at our small scale mining areas. What we want is production while reduce accidents,” he said.
Meanwhile, Zimbabwe Miners Federation (ZMF) spokesperson, Mr Dosman Mangisi said the mining related deaths statistics in the Midlands province involving artisanal miner were worrying.
He said the organisation will soon conduct workshops to educate artisanal miners on safety issues.
“We had our first annual meeting with small-scale and artisanal miners last year where we invited President Mnangagwa and one of the issues discussed in that meeting was the issue of safety.
“The irony of it is that the annual meeting was conducted in the Midlands province where we are having disturbing statistics in terms deaths,” he said.
Mr Mangisi said the organisation will conduct more workshops to educate artisanal miners on safety issues.
“There is also need to engage other stakeholders like the Environmental Management Agency so that they enforce the rules at the mines,” he said.

ANC Will Forever Regret Its Trip To Zimbabwe As Pressure Mounts

The DA wants parliament to be part of determining how much the ANC will pay for senior party members who used an air force jet to travel to Zimbabwe.
The party said it will request National Assembly speaker Thandi Modise to call an urgent meeting of the portfolio committee of defence and military veterans to which the department of defence accounts.
The DA wants SA National Defence Force representatives, department of defence accounting officers, including the CFO, and representatives of the National Treasury to determine the amount the ANC must pay back for “their brazen abuse” of the aircraft.
The National Assembly is in recess. Its business will resume on October 5.
DA defence spokesperson Kobus Marais said members of the standing committee on public accounts (Scopa) and the transport portfolio committee should also be part of that meeting.
Marais proposed that MPs sitting in these committees work in consultation with a panel of independent aviation experts to calculate the full cost of the ANC trip to Zimbabwe, including wear and tear on the aircraft and other associated costs.
A report on the costs would then be handed to the office of the auditor-general to compare that to expenses submitted by the department of defence and military veterans — and should also be presented to parliament as a special parliamentary report, he said.
“The repayment of the money must be an open and transparent process as we simply cannot trust the ANC or the minister of defence and military veterans, Nosiviwe Mapisa-Nqakula, to ensure that this process is above board,” said Marais. “Parliament must have full oversight of this payment.”
He said the ANC repaying the money would not in any way absolve the party of “the criminality of their actions”.
“The reality is that minister Mapisa-Nqakula, Ace Magashule and the rest of the ANC delegation shamelessly abused state resources and possibly put South African national security at risk. They must be held to account.”
The DA laid criminal charges on Wednesday against the ANC delegation for their abuse of a state aircraft and flouting Covid-19 lockdown regulations.
“Unlike President Ramaphosa, the DA will not sit by silently as the ANC continues to abuse their power and loot our state resources,” said Marais.
The ANC has, after a public backlash, since undertaken to reimburse the government for the costs incurred during its controversial use of the jet on a party-political mission to Zimbabwe last week.
“We travelled in an unusual manner and profusely humble ourselves where we went wrong during the lockdown and will reimburse the government for the costs incurred on behalf of our delegation,” said an ANC statement on Tuesday.
Defence spokesperson Siphiwe Dlamini said his boss Mapisa-Nqakula gave the ANC delegation a “lift” in the aircraft to Zimbabwe as she was already going to meet her counterpart on official defence business.
Last Friday, President Cyril Ramaphosa gave Mapisa-Nqakula 48 hours to compile a report about the incident.

ZANU PF MP Who Lost Elections Remains In Parliament Two Years After.

The Supreme Court is yet to rule on an appeal by the “winning” Chegutu West MP, the MDC Alliance’s Gift Konjana, against the Electoral Court judgement which dismissed his electoral challenge after a mistake was made by electoral officials.
Konjana polled 10 948 against his closest challenger, ZANU PF’s Dexter Nduna, who garnered 10 932 votes during the 2018 parliamentary elections.
The Zimbabwe Electoral Commission (ZEC) admitted that it had made an error in declaring Nduna the winner but informed Konjana to seek redress through the courts as it had no powers to reverse the announced results.

In October 2018, the Electoral Court judge, Justice Mary Zimba-Dube dismissed Konjana’s election petition on the basis that it was defective.
Konjana appealed against the Electoral Court judgment at the Supreme Court and a ruling is yet to be made.
MDC Alliance Tells Mnangagwa To First Open Up On Gukurahundi Before Reburial Of The Victims
GUKURAHUNDI REBURIAL PROCESS MUST ADDRESS HISTORICAL INJUSTICES
We note with concern plans by the State to fast-track exhumations and reburials of Gukurahundi victims before there has been any accountability for the massacres and without the consultative participation of all stakeholders, particularly survivors and victims.
Over 20 000 people were killed during Gukurahundi in Matabeleland and the Midlands between 1983 and 1987. Most of the victims were buried in shallow graves.
However, over three decades later, there has been no formal acknowledgement or apology from the State for the commission of this genocide and the grave atrocities that took place.
The perpetrators have never been brought to book. The proposed reburials constitute the first indirect, official acknowledgement of the atrocities.
While the reburial of the victims is important, the surviving relatives and other key stakeholders must be heard and consulted on how the process should be carried out.
The communities that were affected must play a central role in the reburials through their traditional leaders and churches.
Truth-telling and justice must accompany any redress for survivors. The evidence associated with the atrocities must be carefully managed.
This is the only way we can ensure that there is full closure on this important national issue.
We call for a transparent, comprehensive, inclusive, gender-sensitive and consultative transitional justice process for the victims and survivors of Gukurahundi.
The process should be victim-centred and must involve representatives of all stakeholders including the traditional leaders, the surviving victims, rights-based groups, the Church and civic society. Reburials must be a part of this comprehensive process, not a standalone initiative.
The MDC Alliance stands for restorative justice, rehabilitative justice and, in appropriate cases, restitutive justice.
Reburying the victims without healing, justice, truth-telling and reparations will undoubtedly result in the wounds resurfacing in the future to the detriment of nation-building, lasting peace and reconciliation.

Red Cross President Nabbed For Corruption
Tension is escalating within the Zimbabwe Red Cross Society (ZRCS) as the organisation holds elections to choose its board of governors.
ZRCS has been conducting elections to usher in a new board starting from the districts and provinces across the country.
The exercise, which started on June 22 and characterised by mudslinging, backbiting and bickering, is set to end by November 30 when the organisation holds the national elections.
The run-up to the national polls has been so nasty that last Wednesday, Edson Mlambo, the incumbent national president, was hauled before the courts to answer to abuse of office charges.
Charges against Mlambo emanate from one of the two internal anonymous reports on the organisation’s operations, compiled by the factions within the ZRCS family.
One of the reports with allegations of nepotism and corruption within the organisation’s ranks is said to have been leaked to the Zimbabwe Anti-Corruption Commission (Zacc).
However, Zacc spokesperson John Makamure yesterday could not be reached to confirm if the anti-graft body had received the whistleblowers’ reports from ZRCS.
The Standard established that during the past seven months the ferocity of the divisions within the organisation, which is an auxiliary arm of the government, had been so intense it put the reputation of the organisation at stake.
“It is dog eat dog when it comes to elections at the Zimbabwe Red Cross,” said one volunteer at the organisation.
“There is a lot of political bickering and it is all about counter-accusations. “Surprisingly, those who accuse others would be having a lot to hide. Some are using their connections to elbow others out.”
Some directors and several managers have since been suspended while secretary general Maxwell Phiri resigned in May.
ZRCS acting secretary-general Elias Hwenga described the suspension and termination of contracts for some people in the top echelons as part of the organisation’s disciplinary processes.
“In order to bring sanity to the organisation, we undertook a formal, independent investigation of this matter,” Hwenga said.
Hwenga was evasive on the “crisis” at ZRCS, but confirmed that the organisation was having elections this year.
“We started this exercise, which is part of our constitution, on June 22. We started from our structures at the branch, district levels, we move on to the provinces before we hold the national elections,” he said.
“The exercise is going on smoothly and we hope to end it by November 30. It is unfortunate we had to move the dates because of restrictions brought by the advent of the Covid-19 pandemic early this year.
“It’s common that during elections results might not come in your favour, which might cause a lot of problems.”
Hwenga said there was no crisis at ZRCS, but what was happening was expected of any election environment.
However, he is optimistic that the situation will normalise at the organisation after the elections.
ZRCS is an auxiliary to government as mandated through the Zimbabwe Red Cross Society Act of Parliament No 30 of 1981, also known as Chapter 17:08.

Zimbabwe’s poverty datum line (PDL)increased nearly 11 percent in August to $17 244, the Zimbabwe National Statistics Agency (Zimstat) said on Thursday.
The agency pointed this to the continued rise in prices of goods and services despite recent exchange rate stability.
The PDL measures the monthly requirement for a family of five for food and other basic needs and services.
In July, the poverty line stood at $15 573.
“The Total Consumption Poverty Line for one person stood at $3 449 in
August 2020 while that for an average of five persons per household during the same period stood at $17 244,” the statistics agency said.
For food alone, one person required $1 442 while a family of five
needed about $7 211.
Inflation during the same month fell to 761.02 percent from 837.53 in July.
With the bulk of employees in the country earning less than $7 000,
which translates to about US$85 using the official exchange rate, it means most formally employed workers are struggling to make ends meet.
While the International Labour Organisation recommends that PDL should be used as a benchmark in determining minimum wages, most local companies are unable to meet this in the prevailing Covid-19 trading environment where business activity has slowed down.
Some have been forced to actually slash the salaries to remain afloat.

Charlton Athletic have reportedly received an offer for Macauley Bonne from a Championship club.
The Zimbabwean striker has been on demand since his team’s relegation to League One, and it’s understood that several top sides have expressed an interest in the 24-year-old forward, as well as one Premier League outfit.

Thieves Target Unsuspecting Mourners At Cemeteries
By A Correspondent- Mourners visiting cemeteries for burials have to be extra vigilant to avoid double grief as thieves are now targeting funeral-goers by stealing from their parked cars while attending their loved ones’ final farewell.
The warning comes after two men from North End were on Monday afternoon brutally assaulted by a mob of angry mourners after they caught them red-handed stealing from their cars while they were attending a relative’s burial service at Athlone Extension Cemetery.
The unidentified thieves who were apprehended before they could make good their escape had stolen purses, cellphones and groceries from the mourners’ parked cars.
Investigations by B-Metro after the incident revealed that there was a drastic increase in burglaries at city cemeteries where thieves were wreaking havoc stealing items from parked cars.
Bulawayo City Council (BCC) recently raised concern at the increasing crime at cemeteries during burials, with thieves said to be targeting parked vehicles.
Speaking during a council meeting, Ward 7 councillor Shadreck Sibanda said he had noted an increase in theft during burials.
“I have noted that there has been an increase in theft from cars, especially at cemeteries. I want to know if the chair has heard those issues and what can be done to stop such cases,” said Clr Sibanda.
Ward 9 councillor Donaldson Mabutho supported him while arguing that there was a need by the local authority to deploy council security officers to guard mourners’ cars at cemeteries.
A North End resident Elton Mashamba expressed dismay that such things could happen before describing thieves who steal from grieving families as the “lowest of the low people”.
“These thieves are really heartless as they have no respect for the dead and their relatives. After being caught these lowest of the low people should be severely punished. Just imagine they are stealing from people who are already under sad emotional circumstances.
“I think security should also be tight at these cemeteries whereby municipal security officers will be watching for suspicious people,” suggested Mashamba.
A victim, Agnes Ndlovu (52), from Sauerstown said she lost cash, two cellphones, door keys to her house and bank debit cards which were in her purse which was stolen from her car last month while burying a family member at Athlone Cemetery.
“It’s so hard. Last month thieves broke into my car while attending the burial service of a relative at Athlone Extension and disappeared with my purse containing cash amounting to US$80, two cellphones, door keys to my house, bank debit cards and other essentials which were inside,” she said.
Nicole Mhlanga from Mzilikazi suburb said thefts at city cemeteries were now causing people to feel too insecure to mourn in peace.
“A cemetery is a sacred place where people should feel protected but these cruel thieves who are breaking into mourners’ cars are discounting the serene atmosphere which is supposed to be enjoyed at these final resting places,” she said.
A Bulawayo City Council security officer who preferred anonymity citing bureaucracy confirmed that a number of mourners had contacted him and his colleagues in relation to anti-social behaviour at the Athlone Cemetery.
“Every time we conduct our routine checks we notice that mourners, many of them being women, leave their purses in their cars. In most cases people don’t lock their cars, so purses are an easy grab. Mourners always think no one is going to steal since it’s a cemetery.
“We always advise them to take their purses with them. This is because while everyone is occupied, thieves exploit the opportunity and break into parked cars.
“Although it is our duty as municipal security officers to take the safety and security of cemeteries very seriously, the problem is that during normal business hours cemeteries are open to the public and that’s why it is also difficult to apprehend these criminals,” said the security officer.
The security officer, however, insisted that the problem could be easily avoided if people attending burials locked their vehicles.-bmetro
Wish Granted- As Man Is Buried In Own Grave He Dug 10yrs Ago
By A Correspondent- Ten years ago, Moses Qathe Moyo from Hlababomvu Village under Chief Bidi in Kezi, Matabeleland South province left many people shell-shocked when he dug his own grave — and his lone wish to be laid to rest at a place of his own choice was unanimously granted when his family buried him in it on Thursday this week.
For Moyo, who died on Sunday aged 60 and after a long illness, the act of digging his own grave in advance seemed a logical thing to do as he preferred his own form of final disposal.
The grave was covered with a heavy cement slab that reportedly took about 12 “muscular” men to remove it during his burial.
Moyo whose strange desire created a total nightmare to everyone who followed the story reportedly suffered a stroke twice after digging the grave.
A relative who declined to be named claiming they were not authorised to speak on behalf of the family said when the story first emerged in 2010 Moyo explained his reason for digging his grave in advance.
“Moses dug his own grave sometime in 2010 claiming that he had received a vision from God instructing him to do so. Death seemed not to worry him as he said it was already done for him so he wanted everything ready for his burial. He also said when he died, he didn’t want people grappling with a myriad of choices in the midst of sadness. So when he dug his own grave he argued that he was eliminating such pressure usually experienced when burying a loved one,” said the relative. He added that before he breathed his last, Moyo reminded them that burying him in his own grave was one big thing that they would have to do without fail.
He also reportedly wanted to dig another one for his wife but she vehemently refused.
The relative adds: “Before he dug it, he threw a lavish party and a beast was slaughtered. As a family we celebrated although other villagers thought it was uncharacteristic of Moses to do something like that.
“On the day of the burial the only work which was left was just a matter of removing the few inches of soil on top and taking the cement slab off and later putting it back.”
Moyo was reportedly spending a good part of his time looking after his grave.
“As a family we needed a little convincing when he first told us of his plan to dig his own grave. He defended his actions saying digging his own grave was akin to one writing a will or having a funeral policy,” added the relative.
One traditional leader from the area said: “It was indeed strange. At a time when people want to live more and instantly consult traditional healers, prophets and even flying out of the country to seek better treatment so as to extend their lives a little bit, digging your grave is out of the ordinary.”
Meanwhile, in African culture it is taboo for a person to dig his own grave while they are still alive.
Renowned traditionalist and culturalist Richard Ndebele said it was uncultural for one to dig his or her own grave.
“It is totally against our culture. If one does that, he or she would be unknowingly courting death in the family. There is danger that someone who falls sick in the family would die because the spirit of death would be hovering over the family as that grave would need to be filled. That may also cause the ancestors to turn against the family,” he said.
He added: “What I know is that in our culture at times an elderly person identifies a site where he prefers to be laid to rest.”
Deputy President of the Chief’s Council Chief Mtshane Khumalo buttressed Ndebele’s opinion saying: “I have never heard of that. What I know is that if an elderly person identifies the grave site where he or she prefers to be buried, the family has to respect that.”
Meanwhile, Chief Bidi whose jurisdiction, Moyo’s area falls under believes there is nothing wrong with one “booking” his or her own grave while waiting for death.
“I don’t think there is any problem with that and if it was his wish it’s okay. I cannot comment further because I have insufficient information regarding that subject,” he said.-statemedia

Mushekwi Grabs Brace In Season Opener

Nyasha Mushekwi opened his scoring account in the 2020/21 season of the China League One when he netted a second-half brace in Zhejiang Greentown’s 4-0 win over Jiangxi Liansheng on Wednesday.

“No More POLAD Until After Congress”: Khupe Told
The acting president of the Supreme Court-created MDC-T, Thokozani Khupe, has been barred from attending Political Actors Dialogue (POLAD) meetings until she gets a fresh mandate from the party’s congress.
The party’s acting deputy national chairperson Morgen Komichi told the Daily News that Khupe cannot continue with POLAD because the party which initially seconded her to the negotiations is different from the one she is now leading. Said Komichi:
For now, she cannot continue with POLAD because we have agreed that the decision on who we engage with politically should be subjected to party structures, preferably congress.
Remember that the party that seconded her to Parliament is not the same party that she is leading. The president takes instructions from the party that she leads and that party has not seconded her to POLAD.
However, responding to Komichi’s assertion, Khupe’s spokesperson, Khaliphani Phugeni, who also doubles as the party’s information secretary said Khupe could not attend recent POLAD meetings as she is preoccupied with preparations for the extra-ordinary congress directed by the Supreme Court.
An MDC-T national standing committee member told the Daily News that some officials who are eyeing the party’s presidency came up with the idea for Khupe to cease participation in POLAD. The official is quoted as having said:
Remember Komichi, (Douglas) Mwonzora and (Elias) Mudzuri all want to be president and they do not want to be labelled Zanu PF like what is happening to Khupe.

Two years into the World Health Organization’s (WHO) ambitious effort to eliminate industrially produced trans fats from the global food supply, the Organization reports that 58 countries so far have introduced laws that will protect 3.2 billion people from the harmful substance by the end of 2021. But more than 100 countries still need to take actions to remove these harmful substances from their food supplies.
Consumption of industrially produced trans fats is estimated to cause around 500,000 deaths per year due to coronary heart disease.
“In a time when the whole world is fighting the COVID-19 pandemic, we must make every effort to protect people’s health.
That must include taking all steps possible to prevent noncommunicable diseases that can make them more susceptible to the coronavirus, and cause premature death,” said WHO Director-General Dr Tedros Adhanom Ghebreyesus. “Our goal of eliminating trans fats by 2023 must not be delayed.”
Fifteen countries account for approximately two thirds of the worldwide deaths linked to trans fat intake. Of these, four (Canada, Latvia, Slovenia, United States of America) have implemented WHO-recommended best-practice policies since 2017, either by setting mandatory limits for industrially produced trans fats to 2% of oils and fats in all foods or banning partially hydrogenated oils (PHO).
But the remaining 11 countries (Azerbaijan, Bangladesh, Bhutan, Ecuador, Egypt, India, Iran, Mexico, Nepal, Pakistan, Republic of Korea) still need to take urgent action.
The report highlights two encouraging trends. First, when countries do act, they overwhelmingly adopt best-practice policies rather than less restrictive ones. New policy measures passed and/or introduced in the past year in Brazil, Turkey and Nigeria all meet WHO’s criteria for best-practice policies.
Countries, such as India, that have previously implemented less restrictive measures, are now updating policies to align with best practice.
Second, regional regulations that set standards for multiple countries are becoming increasingly popular, emerging as a promising strategy for accelerating progress towards global elimination by 2023.
In 2019, the European Union passed a best-practice policy, and all 35 countries that are part of the WHO American Region/Pan American Health Organization unanimously approved a regional plan of action to eliminate industrially produced trans fats by 2025.
Together, these two regional initiatives have the potential to protect an additional 1 billion people in more than 50 countries who were not previously protected by trans fat regulations.
“With the global economic downturn, more than ever, countries are looking for best buys in public health,” said Dr Tom Frieden, President and CEO of Resolve to Save Lives. “Making food trans fat-free, saves lives and saves money, and, by preventing heart attacks, reduces the burden on health care facilities.”
Despite the encouraging progress, important disparities persist in policy coverage by region and country income level.
Most policy actions to date, including those passed in 2019 and 2020, have been in higher-income countries and in the WHO Regions of the Americas and Europe. Best-practice policies have been adopted by seven upper-middle-income countries and 33 high-income countries; no low-income or lower-middle-income countries have yet done so.
Industrially produced trans fats are contained in hardened vegetable fats, such as margarine and ghee, and are often present in snack food, baked foods, and fried foods.
Manufacturers often use them as they have a longer shelf life and are cheaper than other fats.
But healthier alternatives can be used that do not affect taste or cost of food.

Police Boss Pays For Officers’ Misdemeanors
By A Correspondent| A Harare Magistrate has ordered Zimbabwe Republic Police (ZRP) Commissioner-General Godwin Matanga to pay more than RTGS$50 000 to a Mazowe man as compensation for damages to his vehicle, which was burnt to ashes in 2019 by some law enforcement agents, who were evicting illegal miners at Jumbo Mine in Mazowe, in Mashonaland Central province.
Philemon Jijita, who runs a tuckshop at Masasa Farm in Mazowe sued Matanga and Home Affairs and Cultural Heritage Minister Kazembe Kazembe in December 2019 for payment of damages to his property after some ZRP members burnt down his immobile Nissan Hi-Rider vehicle in May 2019, which was parked at the farm as it had some flat tyres.
Jijita’s vehicle caught fire when ZRP members burnt some housing structures, cabins and some grass structures that were close to his car.
His pleas to restrain the police officers fell on deaf ears as the law enforcement agents ordered him to move away.
With the assistance of Tinashe Chinopfukutwa of Zimbabwe Lawyers for Human Rights, Jijita sued Matanga and Kazembe demanding compensation for the damage caused to his vehicle.
During trial before Magistrate Dhliwayo, Chinopfukutwa argued that Jijita suffered severe shock and trauma at witnessing his vehicle being wantonly burnt down by ZRP officers without reasonable justification.
This resulted in Magistrate Dhliwayo ordering Matanga and Kazembe to pay RTGS$56 640 as compensation for special damages to Jijita’s property.
Through instituting such anti-impunity claims against state actors who include police officers, who often violate human rights of other people under the guise of acting within the realm of the law, ZLHR does so to deter and discourage such violations.

The situation has significantly deteriorated in Zimbabwe, with multiple reports of arbitrary detention and harassment, torture and inhuman treatment, including towards members of the opposition, restrictions on access to justice, and targeting of journalists and others investigating or speaking out against corruption.
The reported detention of untried prisoners in a maximum security prison together with convicted criminals suggests a serious violation of the principle of presumption of innocence.
Public declarations inciting disrespect, hatred or violence towards various parties including churches, civil society actors and representatives of diplomatic missions have also contributed to increased tensions and risks to individuals enjoyment of human rights.
The COVID-19 pandemic should not be used as an excuse to limit the enjoyment of human rights and fundamental freedoms of citizens in Zimbabwe, such as the freedom of expression, press freedom and freedom of assembly.
The EU reiterates our ambition to support Zimbabwe in implementing concrete political and economic reforms, but for these reforms to stand the test of time they require an environment ensuring an inclusive national dialogue, through which citizens can exercise all their human rights, including their freedoms of assembly, association and expression.

If someone brings a cheque which is not from your cheque book, that document has details of someone also holding an account with the same bank. If that person presents his cheque bearing his name and signature but states he wants to withdraw money from your account because you were partners or you signed agreement to trade and even show a trade agreement to the bank, they then present a court ruling which states who was the heir of his own household property at their own house at a time when not even the partnership agreement he is presenting states that each partner’s affairs at his or her house are not part of agreement.
This person never performed the promises in the agreement. The bank gives him money from your account using that person’s cheque account number and name and signature. Who is the person to approach? Bank or person given the money?

By A Correspondent- A Harare Magistrate has ordered Zimbabwe Republic Police (ZRP) Commissioner-General Godwin Matanga to pay more than RTGS$50 000 to a Mazowe man as compensation for damages to his vehicle, which was burnt to ashes in 2019 by some law enforcement agents, who were evicting illegal miners at Jumbo Mine in Mazowe, in Mashonaland Central province.
Philemon Jijita, who runs a tuckshop at Masasa Farm in Mazowe sued Matanga and Home Affairs and Cultural Heritage Minister Kazembe Kazembe in December 2019 for payment of damages to his property after some ZRP members burnt down his immobile Nissan Hi-Rider vehicle in May 2019, which was parked at the farm as it had some flat tyres.
Jijita’s vehicle caught fire when ZRP members burnt some housing structures, cabins and some grass structures that were close to his car.
His pleas to restrain the police officers fell on deaf ears as the law enforcement agents ordered him to move away.
With the assistance of Tinashe Chinopfukutwa of Zimbabwe Lawyers for Human Rights, Jijita sued Matanga and Kazembe demanding compensation for the damage caused to his vehicle.
During trial before Magistrate Dhliwayo, Chinopfukutwa argued that Jijita suffered severe shock and trauma at witnessing his vehicle being wantonly burnt down by ZRP officers without reasonable justification.
This resulted in Magistrate Dhliwayo ordering Matanga and Kazembe to pay RTGS$56 640 as compensation for special damages to Jijita’s property.
Through instituting such anti-impunity claims against state actors who include police officers, who often violate human rights of other people under the guise of acting within the realm of the law, ZLHR does so to deter and discourage such violations.

Avoid Trans Fats To Save Your Life

Two years into the World Health Organization’s (WHO) ambitious effort to eliminate industrially produced trans fats from the global food supply, the Organization reports that 58 countries so far have introduced laws that will protect 3.2 billion people from the harmful substance by the end of 2021. But more than 100 countries still need to take actions to remove these harmful substances from their food supplies.
Consumption of industrially produced trans fats is estimated to cause around 500,000 deaths per year due to coronary heart disease.
“In a time when the whole world is fighting the COVID-19 pandemic, we must make every effort to protect people’s health.
That must include taking all steps possible to prevent noncommunicable diseases that can make them more susceptible to the coronavirus, and cause premature death,” said WHO Director-General Dr Tedros Adhanom Ghebreyesus. “Our goal of eliminating trans fats by 2023 must not be delayed.”
Fifteen countries account for approximately two thirds of the worldwide deaths linked to trans fat intake. Of these, four (Canada, Latvia, Slovenia, United States of America) have implemented WHO-recommended best-practice policies since 2017, either by setting mandatory limits for industrially produced trans fats to 2% of oils and fats in all foods or banning partially hydrogenated oils (PHO).
But the remaining 11 countries (Azerbaijan, Bangladesh, Bhutan, Ecuador, Egypt, India, Iran, Mexico, Nepal, Pakistan, Republic of Korea) still need to take urgent action.
The report highlights two encouraging trends. First, when countries do act, they overwhelmingly adopt best-practice policies rather than less restrictive ones. New policy measures passed and/or introduced in the past year in Brazil, Turkey and Nigeria all meet WHO’s criteria for best-practice policies.
Countries, such as India, that have previously implemented less restrictive measures, are now updating policies to align with best practice.
Second, regional regulations that set standards for multiple countries are becoming increasingly popular, emerging as a promising strategy for accelerating progress towards global elimination by 2023.
In 2019, the European Union passed a best-practice policy, and all 35 countries that are part of the WHO American Region/Pan American Health Organization unanimously approved a regional plan of action to eliminate industrially produced trans fats by 2025.
Together, these two regional initiatives have the potential to protect an additional 1 billion people in more than 50 countries who were not previously protected by trans fat regulations.
“With the global economic downturn, more than ever, countries are looking for best buys in public health,” said Dr Tom Frieden, President and CEO of Resolve to Save Lives. “Making food trans fat-free, saves lives and saves money, and, by preventing heart attacks, reduces the burden on health care facilities.”
Despite the encouraging progress, important disparities persist in policy coverage by region and country income level.
Most policy actions to date, including those passed in 2019 and 2020, have been in higher-income countries and in the WHO Regions of the Americas and Europe. Best-practice policies have been adopted by seven upper-middle-income countries and 33 high-income countries; no low-income or lower-middle-income countries have yet done so.
Industrially produced trans fats are contained in hardened vegetable fats, such as margarine and ghee, and are often present in snack food, baked foods, and fried foods.
Manufacturers often use them as they have a longer shelf life and are cheaper than other fats.
But healthier alternatives can be used that do not affect taste or cost of food.

European Union Calls For Genuine Political Reforms In Zimbabwe

The situation has significantly deteriorated in Zimbabwe, with multiple reports of arbitrary detention and harassment, torture and inhuman treatment, including towards members of the opposition, restrictions on access to justice, and targeting of journalists and others investigating or speaking out against corruption.
The reported detention of untried prisoners in a maximum security prison together with convicted criminals suggests a serious violation of the principle of presumption of innocence.
Public declarations inciting disrespect, hatred or violence towards various parties including churches, civil society actors and representatives of diplomatic missions have also contributed to increased tensions and risks to individuals enjoyment of human rights.
The COVID-19 pandemic should not be used as an excuse to limit the enjoyment of human rights and fundamental freedoms of citizens in Zimbabwe, such as the freedom of expression, press freedom and freedom of assembly.
The EU reiterates our ambition to support Zimbabwe in implementing concrete political and economic reforms, but for these reforms to stand the test of time they require an environment ensuring an inclusive national dialogue, through which citizens can exercise all their human rights, including their freedoms of assembly, association and expression.

1/Response to Chinamasa’s Statement.
Chinamasa is dishonest and it’s unfortunate. Three Cdes, myself, Mzembi and Zhuwao met @MYANC and whose deliberations and discussions remain privileged until the process is over.
2/ Attempts to personalize and malign will be ignored. The crisis is national in nature and cannot be reduced to individuals or factions. I am clear about how we should fix the legitimacy issues all round and will keep my eye on the ball. This is the main cause of our crisis.
3/ The cause of our national crisis is to deal with lack of constitutionalism at a party level and has manifested itself at a national level. Once constitutionality within the party is fixed it will cascade to the national level.

Lobengula kaMzilikazi Responds To ED
By A Correspondent- Leading claimant to the Ndebele throne Bulelani Lobengula KaMzilikazi has hit back at President Emmerson Mnangagwa over his statements that he will never allow the revival of the Ndebele Kingdom.
Bulelani’s spokesperson Bornman Khumalo told the media that Mnangagwa has no power to stop the revival of the Kingdom because Bulelani was appointed King and his role is to lead the promotion of the Ndebele culture.

Addressing a Zanu PF Midlands Provincial Coordinating Committee meeting in Gweru over the weekend, Mnangagwa said, “Zimbabwe is a republic, there are people who wanted to revive the Ndelebe Kingdom in Matabeleland, and we said no, we cannot have a kingdom in a republic.
“Zimbabwe is a republic, there can only be chiefs not kings, senior and junior, different levels but there are chiefs.
“I got a letter on Wednesday from the grandson of King Lobengula saying thank you President for recognising Matshobana Khumalo, my great, great uncle. That’s what is done.
“He did not write a letter saying he wants to be king. No, he wrote a letter appreciating how we have recognised a general of my grandfather Lobengula or Mzilikazi, that’s what is done.”
Govt Mulls Appointing Commissions For Local Authorities
By A Correspondent- Government is considering appointing commissions to run the affairs of local authorities following the recall of councillors by MDC-T for insubordination and failing to recognise the leadership of Thokozani Khupe.
The recall has seen 84 councillors in Harare, Bulawayo, Marondera, Gwanda, Beitbridge and Victoria Falls affected.
The recalls have paralysed local authorities amid fears that the government would appoint commissions to ensure the continued operations of the affected local authorities.
Local Government minister July Moyo told said the recalls will affect the operations of the councils and said the ministry would sit with the affected authorities on how Government can assist. -businesstimes
ED Distances Self From “Zim Crisis”

President Mnangagwa yesterday challenged Zanu PF and its organs to lead the way in telling the Zimbabwean success stories to counter anti-Zimbabwe sentiments being peddled by the country’s detractors.
Addressing the 344th session of the Zanu PF Politburo meeting at the party headquarters in Harare yesterday, the President set the record straight on the recent visit by an African National Congress delegation from South Africa that came and engaged Zanu PF as sister parties, at an indaba that debunked the crisis narrative which fugitives and opposition functionaries would like to foist on Zimbabwe.
“Our people must be updated and made aware. The trend, whereby our detractors use popular culture and arts to attack and undermine our nation, unity, peace and value systems cannot be allowed to continue.
“Patriotic artists from across the country must be nurtured and appropriately empowered to facilitate the preservation of our national heritage, identity and pride,” he said.
Last week, the ANC sent a delegation led by its secretary-general, Cde Ace Magashule, which met Zanu PF following blatant misrepresentations on social media propagated by criminal G40 elements in South Africa and other parts of the continent.
The ANC delegation’s visit came after South African President Cyril Ramaphosa sent envoys to deliver a message, between Heads of State and Government, to his counterpart President Mnangagwa.
President Mnangagwa said ANC and Zanu PF continue to share experiences and strategies in view of the ongoing onslaught by detractors.
“As you are aware, the party received a delegation from our sister party, the ANC. We continue as former liberation movements to share experiences and other strategies in view of the ongoing onslaught by our detractors and neo-colonialists. Such solidarity and exchanges must be strengthened across all the leagues of our parties,” said President Mnangagwa.
He scoffed at some opposition parties, some churches and civic society organisations coveting to meeting the ANC delegation saying such attempts were futile and mere dreams.
“Presidential envoys remain Presidential envoys from one President to another. Party envoys remain party envoys from one party to another. Those who dream otherwise are allowed in democracy to dream,” said President Mnangagwa.

Joana Mamombe In Good Spirit: Timveos
MDC Alliance senior leader and former Midlands Senator, Lilian Timveos has visited the ailing Joana Mamombe at Borrowdale Halfway House where she is admitted.
A visibly sick Mamombe was dragged from her hospital bed to appear in court after a warrant of arrest was issued against her for absconding trial on Tuesday.
Posting on social media after visiting her, Timveos said Mamombe was in good spirits.
“Just coming from visiting Hon Mamombe from the Private Hospital she is in, happy to say she is in good spirits. We thank her for all the sacrifices and everything she has gone through for the Peoples Project.

ED Shuts Out Ramaphosa
By A Correspondent- President Emmerson Mnangagwa has ruled out allowing a delegation from South Africa to meet his critics, including opposition parties and civic organisations, slamming the door on efforts by the neighbouring country to negotiate an end to the political impasse that has paralysed Zimbabwe.
The South African ruling African National Congress (ANC) party delegation on Tuesday said it would return to the country soon to meet opposition parties and other stakeholders after meeting Zanu-PF and Mnangagwa on previous two visits following international outcry over deteriorating human rights abuses and a worsening economic situation.
After the two visits, ANC officials said Zimbabwe was in a mess which required urgent outside intervention.
But Mnangagwa and his party insist that there is no crisis or basis for South Africa’s mediation.
He denies allegations of abduction and torture of opposition activists, insisting that he is merely enforcing COVID-19 lockdown rules.
Speaking before yesterday’s Zanu-PF politburo meeting, Mnangagwa said the envoys were a President-to-President engagement, while last week’s meeting was party-to-party, adding “anyone who believed otherwise should continue dreaming”.
“The truth must be told, that presidential envoys remain presidential envoys from one President to another,” he said.
“Party envoys remain party envoys from one party to another. Those who dream otherwise, allow them obviously to dream.”
In a clear sign that Mnangagwa was not amenable to another ANC visit, the Zanu-PF leader said he wanted to push for dialogue with local players.
“This morning, I was pleased to receive a delegation of Zimbabwe Heads of Christian Denominations which comprised the leadership of the Evangelical Fellowship of Zimbabwe, Catholic Bishops Conference, Zimbabwe Council of Churches and the indigenous churches,” he said.
“Dialogue must be encouraged throughout all sections of society. This is the culture of the second republic, of nation building, of peace, unity and love as we develop the Zimbabwe we all want.”
Ramaphosa, who is also the African Union chairman, has so far dispatched two teams after a hashtag #ZimbabweanLivesMatter highlighted human rights abuses ahead of the foiled July 31 protests which resulted in investigative journalist Hopewell Chin’ono and opposition Transform Zimbabwe leader Jacob Ngarivhume being arrested and spending 45 days in remand prison.
Several abductions were reported while a number of members of the opposition and activists were forced into hiding.
Speaking after the politburo meeting, Zanu-PF acting spokesperson Patrick Chinamasa called on the ANC to rein in its senior members accused of distorting the resolutions made by the two parties at their recent meeting.
He said Zanu-PF would be contacting the ANC with the view of asking them to put some of their members on leash.
“Politburo encouraged the ANC to rein in its errant elements who are communicating unfairly on our nation, contrary to what was agreed on and endorsed by the two parties in the communiqué,” Chinamasa said.
Upon returning to South Africa, some members of the ANC insisted that Zimbabwe was burning and in a political crisis which needed Ramaphosa’s intervention, statements Zanu-PF has described as “unfair”.
Blade Dzimande, the Higher Education minister in South Africa, said denying that Zimbabwe was in a crisis was tantamount to denying self-evident truth.
The Nelson Chamisa-led MDC Alliance had pinned hope on South Africa taking a lead to broker a political solution to the crisis which has attracted global attention.
MDC Alliance vice-president Tendai Biti said the statements from Zanu-PF were all false bravado, and insisted that dialogue would happen, saying they were happy with the involvement of South Africa.
“That is false bravado, we will find a solution to the political crisis in Zimbabwe way before 2023. They are facing a crisis of legitimacy and a crisis of delivery, a solution will be found,” Biti said.
But Chinamasa said: “Politburo agreed that the opposition’s happiness in creating drama and faking abductions as well as engaging in acts of provocations whenever there is an international event should be ignored.”
He said Zanu-PF had, instead, already set its sights on winning the 2023 general elections, with Mnangagwa saying that was now the bagged prize.
“With 2023 elections in sight and our resounding and landslide victory imminent, let us remain unwavering in our revolutionary course by consistently strengthening and increasing our party membership base,” Mnangagwa said.

It Never Rains For Marry Chiwenga
Vice President Constantino Chiwenga’s ex-wife, Marry Mubaiwa was dragged before the High Court after failing to settle US$6000 due to a local water delivery company.
The plaintiff is Hesno Holdings Private Limited trading as Water To You.
“Plaintiff and defendant entered into an agreement of sale in terms of which the plaintiff would supply water and the defendant would pay for the water supplied,” read court papers.
“The plaintiff is in possession of two detailed invoices of the quantity of water supplied and the total amount which is overdue.”
According to the summons, the invoices also indicate the dates the water was supplied, the quantity supplied as well as the amounts for each quantity supplied.
The company claims it is entitled to US$6 055 being the outstanding balance for the water supplied to the embattled former model.
The company says “despite several demands, defendant has failed, refused and or neglected to make payments”.
“Wherefore, plaintiff prays for payment in the sum of US$6 055 being outstanding balance for the water supplied, an order for interest on the said sum at the prescribed rate per annum from the date of issue of summons to date of final payment,” reads the summons.
ED Appoints Mutsvangwa
By A Correspondent- Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa has been appointed the leader of Government business in the Senate by President Mnangagwa.
She replaces national hero and former Lands, Agriculture, Water and Rural Resettlement Minister Perrance Shiri who died in June.
The announcement of her appointment was made by Senate President Mable Chinomona before start of business yesterday.
According to Parliament’s website the authority of the Leader of Government Business is incorporated in the Standing Orders, which are rules governing the procedures of Parliament.
“The leader arranges the business of the house and also protects and defines the position of the Government. Contributing to the debate, MDC-T Senator Morgan Komichi thanked Government for re-aligning the laws.
“I want to thank the minister for his efforts in alignment of the laws and it was our wish that more laws should be brought to Parliament for alignment to the Constitution in line with what the people said in the process of producing it,” he said.
Senator Tichinani Mavetera said the alignment of the laws was also a fulfilment of what President Mnangagwa proposed during the official opening of the Second Session of the Ninth Parliament last year.-statemedia
Marry Chiwenga Hauled To Court Over Water Debt
By A Correspondent- A Harare based water delivery company Hesno Holdings Private Limited trading as Water To You has hauled VP Chiwenga’s wife Marry, to court over failure to settle a $6000 bill.
According to the company, Marry has not paid her invoices despite promising to do so.
Said the company in its court application:
Plaintiff and defendant entered into an agreement of sale in terms of which the plaintiff would supply water and the defendant would pay for the water supplied. The plaintiff is in possession of two detailed invoices of the quantity of water supplied and the total amount which is overdue.
Despite several demands, defendant has failed, refused and or neglected to make payments. Wherefore, plaintiff prays for payment in the sum of US$6 055 being outstanding balance for the water supplied, an order for interest on the said sum at the prescribed rate per annum from the date of issue of summons to date of final payment.
Pregnancy Conflict Forces Heartless Binga Man to Axe Girlfriend
A Pregnant Binga woman is battling for life in hospital after a man believed to be her boyfriend allegedly repeatedly struck her with an axe on the head leaving her for dead following an argument over the pregnancy.
Ability Tshuma (30) of Junamina area under Chief Saba allegedly fled from the scene leaving an unconscious Ms Twalumba Siamudenda (26) with multiple wounds and his whereabouts are not known.
Ms Siamudenda was walking towards Sianzyundu Clinic where she intended to register her pregnancy when Tshuma intercepted and attacked her on Monday.
A 16-year-old boy who was fetching firewood in a nearby bush saw Tshuma attacking Ms Siamudenda and rushed to inform the complainant’s mother who reported the matter to the police.
The complainant is admitted to Binga District Hospital where her condition was said to be critical while police have launched manhunt for Tshuma.
The case comes as police in Matabeleland North launched a weeklong operation code named “No To Murder” (Ukubulala Abantu Hatshi/Kuuraya Vanhu Kwete).
The operation which is targeting people carrying dangerous weapons such as machetes, knobkerries, axes and iron rods started on Monday and will end next Monday.
Confirming the attempted murder case Matabeleland North police spokesperson Chief Inspector Siphiwe Makonese appealed to members of the public to desist from violence.
“I can confirm that we received a report of attempted murder where a man struck a pregnant woman with an axe and disappeared. Details of the case are that on 14 September at around 10am, Ms Twalumba Siamudenda was walking to Sianzyundu Clinic to register her pregnancy when she met the accused. The two had a misunderstanding over the pregnancy resulting in the accused pulling an axe from a bag and striking her,” said Chief Insp Makonese.
“This attempted murder case comes at a time when we are carrying out an operation code named “No To Murder” (Ububulala Abantu Hatshi/Kuuraya Vanhu Kwete) which started on the 14th of September to the 21st of September 2020. We are envisaging to ensure that there is a decrease in murder cases which usually start as assault or domestic violence and unfortunately culminate into murder.
“We are targeting people especially illegal gold miners and some members of the public who will exhibit violent behavior and carry dangerous weapons such as machetes, knobkerries, axes and iron rods. We appeal to members of the public to join us to save lives.”
Chief Insp Makonese urged members of the public to desist from violence and engage a third party if in a dispute.

“Victory For Residents On Devolution”: CHRA
The Combined Harare Residents Association (CHRA), Community Water Alliance (CWA) and the Member of Parliament Rusty Markham represented by Zimbabwe Human Rights Lawyer Honorable Tendai Biti, won the High Court Case on Devolution yesterday presided by Chief Justice Edith Mushore.
The order which was being sought by the applicants was that;
- The Ministry of Local Government to enact the laws envisaged in Chapter 14 of the Constitution and Section 301 of the Constitution actualizing and bringing in devolution.
- The Ministry of Local Government gazetted the Bill or Bills necessary to give effect to provisions of Chapter 14 of the Constitution and Section 301 of the Constitution.
- The High Court declared the actions by the Minister of Local Government, July Moyo, of allocating ZW$400 million in 2019 and ZW$6 billion in 2020 using a formula only known to himself for different local authorities in Zimbabwe to be declared unlawful and in breach of the Constitution.
- The allocations done by The Minister of Local Government, July Moyo were declared a nullity because they were done in the absence of a legal framework to set up devolution and in the absence of metropolitan and provincial councils.
In October 2019 and November 2019 CHRA engaged the Ministry of Local Government requesting information on the policy framework that was guiding the allocations of the devolution funds but to no avail.
After failing to get a response from the Ministry of Local Government CHRA, HAMREF and Norton Residents Alliance petitioned Parliament calling for the enactment of laws governing revenue allocations and recommended shelving of the allocation of “devolution funds” until supporting legislation was put in place.
CHRA welcomes the Court Judgement as it provides an opportunity for residents to input to the legislation that will guide devolution and restoration of the rule of law in our local governance system.
Zim Banks Under Fire For Ripping Account Holders
Banks in Zimbabwe are generating up to 90 percent of their revenue through service charges as opposed to the global norm of riding on interest rates.
Despite prevailing economic challenges, all banking institutions in the country have remained profitable with aggregate profit of $13.46 billion having been recorded for the half year ended 30 June 2020 alone, up from $79.40 million for the corresponding period in 2019, according to the Reserve Bank of Zimbabwe (RBZ). The key revenue drivers were mainly non-interest income.
Under normal circumstances, banks should receive interest on the loans offered to clients with profits being derived from the spread between the rate they pay for the deposits and the rate they earn or receive from borrowers, experts say. The expectation is also that banks must earn interest income from investing their cash in short-term securities like treasury bills, Government bonds and money markets.
However, the situation is different in the country where banks have resorted periodically increasing service charges, which has raised the ire of depositors and is partly blamed for frustrating public confidence in using formal banking channels. For instance, banks levy between 2,5 percent and three percent for withdrawal charges with up to $100 monthly account fee for local dollar and US$5 for nostro accounts. It costs about $60 or so dollars to apply for a debit card while ATM transactions drain up to 1.5 percent charge with mobile banking going to three percent, plus the two percent electronic transaction tax.
Given the prevailing cash shortages in the economy, depositors have no choice but to use electronic transactions such as swipe, mobile money and bank transfers.
“It’s true that if we check the financials for our banks, a majority of them, 80 to 90 percent of their revenue is actually coming from bank charges, it is not a good sign,” said Deputy Minister of Finance and Economic Development, Clemence Chiduwa. He was responding to questions from legislators in Parliament last week. This was after Umzingwane legislator, Levy Mayihlome, had accused the banks of manipulating the poor to maximise income through service charges that erode the little income from a majority of depositors.
“The banking sector in this country is earning income from bank charges instead of interest rates. What is the Ministry of Finance and Economic Development doing to change that culture so that banks earn from lending to clients instead of arm-twisting poor citizens who send their money to the bank and they have no choice,” said Mayihlome.
“They are charging these bank charges without their consent. What is the ministry doing to change that mindset?”

Daring Conman Defrauds Mnangagwa
By A Correspondent- President Emmerson Mnangagwa’s son, Emmerson Tanaka, was allegedly duped of US$1 000 by a Harare man who promised to deliver suits for his wedding on August 25 last year.
Samson Mavhunga (31), who is charged with fraud, appeared before magistrate Vongai Muchuchuti yesterday and was remanded to September 22 for trial.
The court heard that sometime in May 2019, Mnangagwa met Mavhunga who indicated that he specialised in designing and supplying wedding suits.
Mnangagwa developed an interest since he was preparing for his wedding which was scheduled for August 25, 2019. The two exchanged phone numbers for communication purposes.
In June last year, Mnangagwa allegedly gave Mavhunga an order to supply five Italian-designed suits.
Mavhunga allegedly charged Mnangagwa US$3 500 for the five suits before he was paid $1 000 deposit, with the balance of US$2 500 to be paid upon delivery.
It is alleged Mavhunga promised to deliver the suits two weeks before the wedding day, but later became evasive, leading to his arrest.

Yesterday the ZANU PF acting spokesperson, Patrick Chinamasa said both Kasukuwere and one of his brothers have sought ANC intervention to return to ZANU PF. Chinamasa said the ANC delegation sent by President Cyril Ramaphosa last week revealed that the Kasukuweres have approached South Africa’s governing party to intervene for readmission.
However responding on social media, Kasukuwere described Chinamasa by his former party, Abel Muzorewa’s UANC. He said: “This UANC fellow is hurting bigtime. He should leave me alone.”

No Lobola No Burial, Corpse Kept In Kitchen For Five Days.

A Mwenezi family spent five days with the corpse of their daughter-in-law at its home after her family demanded payment of lobola upfront before burial.
Tendai Gwehama (32) of Chirangano Village in Mazetese communal lands died last Friday, but was only buried on Tuesday afternoon after police intervention.
Gwehama’s relatives demanded that her husband, Godfrey Hove (33) pays four beasts as compensation for non-payment of lobola for their daughter and R3 000.
This forced Gwehama’s remains, which were not in a coffin, to be in her matrimonial kitchen for the duration of the dispute.
Mourners were forced to abandon the body in the kitchen and sleep outside as the corpse had started decomposing.
Sources said after Hove failed to meet his in-law’s demands, they allegedly took three goats, a beast and an ox-drawn plough and marked a burial place for their daughter.
They then left before their daughter was laid to rest.
According to Shona custom, close relatives of a deceased person are the ones supposed to mark the burial place and preside over the burial.
Masvingo provincial police spokesperson Chief Inspector Charity Mazula said they managed to broker peace.
“We intervened and the deceased who passed on last Friday was finally buried today (Tuesday),” she said.
Gwehama’s relatives risked being charged with extortion and violating a dead body.
“We want to warn the public that actions like this will see them being charged.
“Whenever there are such disputes, the deceased person(s) should be buried first and then the families can discuss their issues thereafter,” said Chief Inspector Mazula.
Speaking to The Herald, a distraught Mr Hove said he was relieved.
“I tried to engage my in-laws to no avail as they were adamant that they wanted me to pay lobola before they could bury my wife,” said Mr Hove.
“They took away three goats, a cow and an ox-drawn plough and left after only marking the grave where my wife was supposed to be interred.
“They then left saying we should complete the rest of the rituals on our own, but we could not bury the body in the absence of close relatives.”
Mr Hove said he was happy his in-laws finally relented.

South Africa “Cautiously” Opening Its Borders

South Africa will reopen its borders to most countries next month, the country’s president said on Wednesday.
This is welcome news to most Zimbabweans who do a lot of cross border trading with South Africa.
The continent’s most industrialised economy closed its borders at the start of a strict nationwide lockdown on March 27 to limit the spread of the virus.
Restrictions on movement and business have been gradually eased since June, but borders stayed closed to avoid importing the virus from abroad.
President Cyril Ramaphosa on Wednesday said most remaining rules will be rolled back from September 20, and that international travel would “gradually and cautiously” resume on October 1st.
“We have withstood the coronavirus storm,” Ramaphosa said in an address to the nation.
“It is time to move to what will become our new normal for as long as the coronavirus is with us.”
Under the new measures, most gatherings will be permitted at 50 per cent of a venue’s capacity, with a cap of 250 people for indoor events.
A 10:00 pm curfew will be scaled back to midnight and a 50-person limit at recreational facilities will be lifted.
Restrictions on sporting events remain in place, however, and face-masks will still be required in public.
Travel may also be restricted to and from countries with “high infection rates”, Ramaphosa added, explaining that a list would be determined based on “latest scientific data… from those countries”.
South Africa has been particularly hard-hit by the coronavirus pandemic, with more than 651,000 infections and over 15,600 deaths recorded to date — around half the total number of cases detected on the continent.
The lockdown, one of the strictest in the world, dealt a severe blow to an already ailing economy and many livelihoods have been lost as a result.
“Our economy and society have suffered great devastation,” Ramaphosa said.
“It is now time to remove as many of the remaining restrictions… as it is reasonably safe to do so.”
The president said the country had “succeeded in overcoming the worst” of its outbreak.
He noted that the number of new cases had dropped from an average of 12,000 per day at “the height of the storm” in July to fewer than 2,000.
South Africa will start by reopening its three main airports in Cape Town, Durban and Johannesburg.
Travellers will be either be required to present a negative Covid-19 test result taken less than 72 hours prior, or quarantine at their own cost.
All will be screened upon arrival and asked to install a coronavirus tracing app on their mobile phone.
“We are ready to open our doors again to the world,” Ramaphosa said. “And invite travellers to enjoy our mountains, our beaches, our vibrant cities and our wildlife game parks in safety and confidence.”

UN Says COVID-19 Vaccine Must Be Affordable And Available To All
UN Secretary-General, António Guterres, Wednesday warned that vaccines alone cannot defeat the COVID-19 pandemic.
Guterres issued the warning at a news conference in New York on Wednesday.
“Many pin their hopes on a vaccine, but let us be clear there is no panacea in a pandemic.
“A vaccine alone cannot solve this crisis; certainly not in the near term,” UN Chief told newsmen.
The warning comes as the world eagerly awaits a vaccine to defeat the pandemic, which Guterres said had reached the “grimmest of milestones”.
As of Wednesday, there are over 29.4 million confirmed cases, including 931,321 deaths.
Guterres also suggested the massive expansion of “new and existing tools that can respond to new cases and provide vital treatment to suppress transmission, especially over the next 12 months.
“But starting now, a vaccine must be seen as a global public good because COVID-19 respects no borders.
“The world needs a vaccine to be affordable and available to all. A people’s vaccine.
“That means a quantum leap in funding for the ACT-Accelerator and its COVAX Facility,” the UN Chief added.

Hard Times For Marry Chiwenga As She Is Dragged To Court After Failing To Pay Water Bill

Hard times could be starting for Vice President Constantino Chiwenga’s estranged wife, Marry Chiwenga after a water delivery company, Water To You, took her to court for failing to settle a US$6 000 water debt.

By John Mutsengi | After having groomed a legion of musical artistes Ronnie has now decided to push up his own son Innocent Ronnie Mudhindo Jr.
The spindly nine-year old boy has already shown great skill in music that should see him soar to even greater heights should he maintain the pace at which he is moving learning music.
” I believe that it’s my calling that I notice musical talent in people and help them nurture and realize that talent. It has been my dream that I would someday notice that talent among my children and groom them to be some of the finest artistes in the world. My first born David doesn’t have that passion for being a music performer, rather he chose to be a music producer. Then comes Thomas, my second born, he inherited my other talent which I didn’t pursue, he’s a fine soccer player.
“It is my third born Innocent Ronnie Mudhindo Jr who has taken after me in music. I have not yet noticed what my last born Sidney is talented in. Whatever it will be, I’ll support him the way I’m doing to his elder brothers,” says Mudhindo who is former Utakataka Express founding bassist.
The duo hime recently been in the studio recording Innocent Ronnie Mudhindo Jr’s debut single “Chauya Chikara” which is to be expected out in two weeks time along with its video.
“I’m teaching him to sing with his own natural voice not to mimic someone else’s voice because mimicking someone else’s voice has some limitations. But with your own voice you can sing all you want”, says Vazvamburi.
” But I don’t want to disturb him academically, because he’s doing very well in school. So I’m only giving him an hour per day for music rehearsals. As someone who’s quick to grasp and an avid learner it’s not a problem for him. After music lessons he then goes back to his schoolwork,” says Mudhindo.
To date Mudhindo has discovered and groomed guitarists, singers and dancers in the likes of the late legendary Sungura icon Leonard Dembo’s son, Tendai Dembo, Sungura ace Tongai Moyo’s sons Peter Dewa Moyo and Obert Tongai Moyo Jr, former Utakataka Express and Orchestra Mberikwazvo drummer Watson Fundula, former Utakataka Express and current Zimbabwe Prison Services Band drummer Donald Mashiri, current Utakataka Express drummer, Dennis ‘Mapancho’ Mashiri; he is Donald’s younger brother. There is Hazel Banda, Tellmore ‘Tedza’ Gwature, Joseph Moyana, Kicha and Great ‘Officer’ Njanji, Utakataka Express dancers. They are all products of Vazvamburi coaching. Great Njanji was groomed and taught Officer Dance by Ronnie Mudhindo before he crossed the floor to join the late Murozvi Mukuru Tongai Moyo.
The other musicians who have been helped by Ronnie Mudhindo include Arthur Chanda Chahweta, Leonard Sithole and Tinomuvonga Dube. These are the only artists known by this scribe to have been assisted by Ronnie Mudhindo but Mudhindo says most people think he only helps those who are sons of veteran musicians. On the contrary, he helps anyone who has a talent regardless of their backgrounds. He is even planning to open a school of arts and a football academy in Zimbabwe.
“At the moment I don’t charge any amount for assisting people, rather some would just give me a token of appreciation when they are pleased with what I’ll have done for them.” Says Vazvamburi.

If that person presents his cheque bearing his name and signature but states he wants to withdraw money from your account because you were partners or you signed agreement to trade and even show a trade agreement to the bank, they then present a court ruling which states who was the heir of his own household property at their own house at a time when not even the partnership agreement he is presenting states that each partner’s affairs at his or her house are not part of agreement.
This person never performed the promises in the agreement. The bank gives him money from your account using that person’s cheque account number and name and signature. Who is the person to approach? Bank or person given the money?

Herald Says Joana Mamombe Has Been ReCalled
By Farai D Hove | The state owned Herald newspaper has published an article saying the abducted Harare West MP Joana Mamombe has been recalled from her parliamentary post.
The ZANU PF party controlled broadsheet made the allegations in an article relating to the court hearing in which prosecutors are seeking to imprison her held yesterday.
The dramatic development could mean Mamombe has been listed for removal from parliament by the state backed Thokozani Khupe faction, and in this light, her legislature will be used to push her to join the ZANU PF aligned MDC grouping. The article has Mamombe titled as an ordinary member of the MDC Alliance while further stating that she has been recalled. The development is analysed today by commentator Mari Matutu in an article titled: “How To Trap MDC Alliance.”
Meanwhile, the Herald article titled Mamombe as a recalled MP, saying:
The recalled Harare West legislator was on Tuesday issued with a warrant of arrest after she failed to attend court for trial, as she was admitted to Borrowdale Halfway House, receiving treatment for anxiety disorder. Her lawyers told the court that Mamombe was not in a position to comprehend proceedings as she was suffering from anxiety disorder.
Meanwhile, Harare magistrate, Mrs Bianca Makwande, cancelled the warrant of arrest yesterday after her doctor, Dr Fungisai Mazhandu, testified in court that she admitted her to the health centre, and she has been treating Mamombe for the past five months.
But in a twist, the prosecutor has requested opportunity to submit video evidence next week saying Mamombe is not at all an ill person; while also adding that two military doctors must be assigned to assess her for mental illness.
