Own Correspondent| Zanu PF acting spokesperson Patrick Chinamasa has accused opposition MDC Alliance leader, Advocate Nelson Chamisa, of planning the 31 July protests.
Chinamasa warned that Advocate Chamisa could face the music together with his followers.
Addressing journalists after the Zanu PF politburo meeting, Chinamasa said as a party they would not allow a repeat of the 1 August 2018 and 14 January 2019 situation where protesters targeted government and private property for destruction.
He accused Chamisa of being a coward who should this time ‘come in front and face the music’ instead of being absent from the place of action.
“We have also noted that social media platforms are being used to organize violent demonstrations aimed at overthrowing our constitutionally constituted government.
Those doing so must stand warned and the law will not hesitate to deal with them,” said Chinamasa.
THE son of former Midlands Provincial Affairs minister Jason Machaya, Foster, died in a car crash on Wednesday night along the Gweru-Mvuma Road in an accident that also claimed the life of a popular Gweru gold baron who was awaiting trial for murder.
Midlands provincial police spokesperson, Inspector Joel Goko confirmed the accident, including the death of Willard Mugadza, the gold baron.
“The two deceased persons died on the spot at the 43km peg along Gweru-Mvuma Road,” Goko said.
“They were in a car which was being driven by Machaya on their way to Gweru from Lalapansi. (Machaya) lost control of the vehicle and it overturned several times before landing on its wheels. Machaya and Mugadza died on the spot and their bodies had multiple fractures. The accident happened at around 2340 hours.”
Another passenger, Moses Tami, sustained serious injuries and was admitted to Gweru Provincial Hospital.
The late Foster was also accused in March 2009 of murdering an MDC supporter, Moses Chokuda of Gokwe, along with his brother Farai Machaya.
Foster was pardoned by the courts, but Farai was jailed for 18 years in a case that attracted nationwide interest after Chokuda’s body spent two years at the Gokwe Hospital mortuary as the two families haggled over compensation.
Mugadza was out on bail on a murder charge after he allegedly hacked his former employee Fabian Mabhungu to death during an argument over missing 70 grammes of gold.

Two members of staff at Parirenyatwa Group of Hospitals’ COVID-19 Centre have tested positive for SARS-CoV-2, the novel coronavirus which causes the respiratory illness, COVID-19.
In a public notice this Saturday, the hospital said the two staff members were among 26 health workers who had just completed one of their shifts at the centre.
The two have since been transferred to a designated isolation facility where they are getting appropriate care.
Parirenyatwa Hospital issued the following notice:
Parirenyatwa Group of Hospitals would like to inform the public that 2 out of the 26 staff members who had just completed one of their shifts in our COVID-19 Centre tested positive for SARS-Cov-2.
Parirenyatwa Group of Hospitals has three teams working in the COVID-19 Centre and this has occurred in one of the teams.
The team had just completed their second weekly shift and underwent the routine testing on the 8th day after their shift while in mandatory quarantine.
Those who tested positive were immediately transferred to a designated isolation facility where they are getting appropriate care. The rest of the team members remain in quarantine awaiting further testing on the 14th day. The hospitals’ Psychosocial Support team is working closely with the team.
All staff members working in the COVID-19 Centre went through rigorous training on donning, doffing, appropriate Infection Prevention and Control Protocols and they are putting on the appropriate level of Personal Protective Equipment according to WHO Standards. Investigations are underway to identify the source of the infection.
Parirenyatwa Group of Hospitals follows WHO and National Guidelines on contact tracing, follow-up, treatment and isolation measures.
President Emmerson Mnangagwa President Emmerson Mnangagwa on Saturday said the arrest and successful prosecution of all corrupt officials regardless of rank and connections must be the new normal.
In a televised address to mark Africa Anti-Corruption Day, President Mnangagwa said his government continues to prioritize the fight against corruption as evidenced by the arrest and conviction of government officials.
Health and Child Care Minister Obadiah Moyo was the latest serving Cabinet Minister to be nabbed for allegedly awarding tenders for medicines and consumables worth US$60 million to a company which had failed due diligence.
He was subsequently fired from government.
Former Energy and Power Development Minister Samuel Undenge was also jailed for two and half years for corruptly awarding a public relations contract to a firm for the Zimbabwe Power Company, without going to tender.
Former Environment and Tourism Minister Prisca Mupfumira is being tried for allegedly defrauding the National Social Security Authority of US$85 million.
But President Mnangagwa said there is ample evidence of his administration’s resolve to crack down on corruption.
“The culture of long, drawn-out prosecutions and the “catch and release syndrome” must come to an end. The arrest and successful prosecution of corrupt “big and small fish” alike, must be the new normal,” warned President Mnangagwa.
President Mnangagwa challenged the private sector, civil society, political parties, churches and other socio-economic groups to cultivate integrity and high ethical standards in the execution of their various functions.
“Members of the criminal justice system and those in institutions tasked to fight corruption must improve on the investigation into, and prosecution of, corruption cases. They must be above reproach and must ensure that all cases of corruption within their rank and file are thoroughly investigated, with corrupt officials punished,” he said.
The President used the opportunity to launch the National Anti-Corruption Strategy for 2020-2024, a roadmap in the fight against corruption in Zimbabwe.
President Mnangagwa noted the involvement of the public and private sectors, Civil Society Organizations, trade and industry, media and professional societies, among others, in the development of the Anti-Corruption Strategy.
“I urge us to continue with this unity of purpose, and to rid ourselves of “them and us” mentality. The perception that corruption only occurs in the public sector will only slow us down in fighting corruption in other sectors of our economy.
“As we go forward, the anti-corruption fight must be anchored at the community level, and must deal with both sides of corrupt practices, that is, the “givers” and the “receivers”,” he said.
He urged Parliament to expedite the development of legislation that protects whistle-blowers.
“Let me reassure the Nation that my Government will continue to weed out and eradicate corruption. No one is above the law,” said the President.
President Mnangagwa has been in wide spread allegations that he influences the granting of bail to his cronies in government and Zanu PF arrested on corruption charges.
The President has been on an anti-corruption drive and has vowed to rid-off high level corrupt acts in government including arresting senior government or ruling party officials. However, critics say he is not doing enough to curb the vice and was interfering with the courts to release his arrested cronies.
Several senior government officials have been arrested this year and most of them are now out on bail.
One curious ‘arrest’ was that of former Transport Minister Joram Gumbo who was picked up by ZACC facing corruption charges but was released the same day with no charges laid against him. Mnangagwa was accused of having influenced ZACC to release him.
Zimbabwe National Army Lance Corporal Brighton Matura allegedly murdered his girlfriend Fungayi Tendayi and shot himself to death on Wednesday morning at Nyimo shopping centre in Sanyati.
Two bodies were found in Tendayi’s room after the duo had spent some time together.
The deceased’s body was found lying naked on the bed facing downwards, her blankets soaked with blood, she had gunshot wounds on the right palm and her head, Bulawayo24.com has learnt.
The soldier’s body was also found lying on the floor holding an AK47 rifle, it had a gunshot wound to the throat.
The two bodies were conveyed to Kadoma General Hospital mortuary awaiting post mortem by Sanyati police officers.
By Sindile Ncube- On the 31st of July, Zimbabweans will come out to demonstrate against Zanu pf and how this gang of cruel men and women has ruined their country almost to the point of no return.
In this article, I want to urge people to make this demo very personal for themselves. The world will be watching, be a part of history.
I am urging people to speak from the heart through various media at their disposal, be it posters or placards in the streets, or tweets, Facebook posts, text messages, WhatsApp messages, audio recordings, and much else. Let’s make the world feel our cries and despair.
Between now and the 31st of July, I urge everyone who is taking part to take a moment and decide on the message they want to convey to the world with regards to the atrocities Zanu has been carrying out in our once lovely country.
The message has to be personal for it to be impactful. Say what’s in your heart. See how Zanu has failed you, see how they have cut off your potential. You had dreams when you were young to be ‘somebody’ when you grow up.
By now you thought you would have a house of your own, a decent job or a business of your own, but now you can’t even have a decent meal, no water; electricity is touch and go and a headache can kill you because the health system has been so run down by Zanu theft and incompetence.
You see people of your age whose parents are Zanu officials driving around in plush cars bought by money that is stolen from your heritage as a Zimbabwean citizen.
Look around you, see the damage Zanu has done to your loved ones. Your uncle who died from malaria because he could not afford to pay for the prescription, your aunt who died from diabetes because the family could not afford to pay for the insulin; your grandfather who had to be ferried to a local clinic at night by wheelbarrow only to find it closed because there is no money to run it – it’s been stolen by Zanu.
Look at the mothers with their hungry babies lying on street pavements 12 hours in the cold only to sell a handful of tomatoes. Look at the dreams Zanu have shattered, university graduates selling airtime cards on street corners, young girls who are having to sell their bodies to men like the old men in Zanu and their rich friends.
Look at the people fleeing Zimbabwe into South Africa, including mothers with babies on their back trying to sneak under razor wire. Many of these people will never see their relatives again, many will miss funerals of loved ones, some may even be unfortunate enough to be subjected to another wave of xenophobic machete attacks in South Africa.
This is what Zanu has done to us. Have this deep think, and then design your makeshift placard.
Tell the world what you think about Zanu, Mnangagwa, Chiwenga and all the cruel people in this government. Tell the world what these people have done to you, to your family, to the neighbourhood you grew up in, and to your country.
Tell the world you want all of them gone, all of them, from the president to wastes of space like that Matemadanda man who continues to embarrass us all whenever he opens his mouth.

A South Africa-based Zimbabwean single mother is seeking R20 000 for medical treatment of her visually impaired 18-month-old baby suffering from hydrocephalus.
The condition causes an accumulation of cerebrospinal fluid (CSF) in baby Liam Dube’s brain.
He requires constant draining of the fluid from his head but this has been hampered by shortage of funds.
Liam’s mother Ms Lisa Dube is struggling to meet her son’s medical needs as she is not employed and needs to constantly watch over him.
The minor has had three medical operations and some have caused complications that have caused the boy to become blind.
Liam’s father is said to have walked out of his son’s life.
Ms Dube does not qualify for South Africa’s medical grants because she is a foreigner.
Touched by Liam’s situation a Mr Shobane Mgwenya has initiated a GoFundme to drum up support for the baby’s medical bill.
Those who wish to donate to the initiative can also deposit funds in Capitec Account 1645390118.
Mr Mgwenya said he took the initiative to fundraise for the baby because his sibling died of the same disease.
Bulawayo Prison FOUR inmates and one prison officer at Bulawayo Prison have tested positive for Covid-19 prompting authorities to conduct mass testing for everyone at the prison and disinfecting the complex.
Zimbabwe Prisons and Correctional Service (ZPCS) reacted swiftly to scale up containment measures for the deadly pandemic that has infected more than 12 million people worldwide and killed about 550 000.
Visitors for inmates have been banned with immediate effect countrywide.
ZPCS yesterday officially launched its Covid-19 operational plan, which is aligned to the national health guidelines.
The plan offers overall guidance on how to manage confirmed and suspected cases of Covid-19 at the country’s prisons.
The prison officer who tested positive at Bulawayo Prison was immediately placed on self-isolation while the inmates were taken to a separate cell.
The exact number of prison officers and inmates who came into contact with the five confirmed cases was not immediately availed.
There are, however, more than 100 prison officers and 100 inmates at Bulawayo Prison.
The latest development comes soon after 18 health personnel working in the same ward at the United Bulawayo Hospitals (UBH) tested positive for Covid-19 after allegedly attending to an infected patient.
Zimbabwe Prisons and Correctional Service (ZPCS) health services director Dr Evidence Gaka said it was not yet clear how the quintet at Bulawayo Prison contracted the virus.
“There are five confirmed cases of Covid-19 at Bulawayo Prison involving four inmates and a prison officer. As contained in our ZPCS operational plan, the officers who are infected self-isolate at their homes and in the invent that it is not practical for them to self-isolate, we have other measures that we put in place,” he said.
Dr Gaka said inmates were isolated in separate cells specifically reserved for those infected with the virus and that is exactly what was done for Bulawayo Prison inmates.
“The Covid-19 operational plan spells out our priorities and it has eight pillars which spell out what needs to be done in the event of Covid-19. It also helps us in terms of the implementation of prevention and control measures. As a country, we have a Zimbabwe Covid-19 operational plan and as ZPCS we have crafted a similar document which is aligned to the national plan,” said Dr Gaka.
He said they were working with the Bulawayo provincial task force on Covid-19, which is spearheaded by the acting Provincial Medical director Dr Welcome Mlilo in the mass testing exercise and disinfection of the Bulawayo Prison.
“We are in the process of testing everyone at Bulawayo Prison because everyone else becomes a contact for those five confirmed cases. It is not something that will be done overnight, it is a process because we are talking of more than 200 prison officers and inmates combined. We have banned outside visitors for inmates,” he said.
Dr Gaka said the ZPCS was working with the acting provincial medical director to mobilise the required resources for testing and the manpower.
“We are also in the process of disinfecting the entire building as part of prevention and infection control mechanisms as contained in our operational plan,” he said.
Dr Gaka said they also require personal protective equipment (PPE) such as specialised face masks.
In line with Covid-19 prevention measures to minimise the risk of local transmissions, Cabinet recently resolved that all positive patients be placed in an isolation facility as some people were not adhering to procedures while at home.
Zimbabwe recorded 98 new Covid-19 cases on Wednesday with 47 of them being local transmissions, taking the total number of confirmed cases to 885, sparking fierce debate on whether or not to return to total shutdown especially in Harare and Bulawayo, two cities with the highest numbers.
Most of the people who had been testing positive for Covid-19 in Zimbabwe were those returning home from South Africa, Botswana, Mozambique, the United Kingdom and the US among other countries.

Jack CharltonENGLAND WORLD CUP legend Jack Charlton has died aged 85 after a long-term illness. The former centre-back was part of the legendary squad that won the World Cup in 1966 along with younger brother Bobby.
The legend – who also went on to be a hugely popular manager of the Republic of Ireland – died peacefully yesterday at his home in Northumberland with his family by his side.
The Leeds United great had been diagnosed with lymphoma last year and had also been battling dementia.
In a statement, his family said: “As well as a friend to many, he was a much-adored husband, father, grandfather and great-grandfather.
“We cannot express how proud we are of the extraordinary life he led and the pleasure he brought to so many people in different countries and from all walks of life.
“He was a thoroughly honest, kind, funny and genuine man who always had time for people.
“His loss will leave a huge hole in all our lives but we are thankful for a lifetime of happy memories.”
Jack spent his entire club career at Leeds United from 1950 to 1973 – making 773 appearances.
The club today said they were “deeply saddened” by the news, saying the legend passed away after a “long-term illness”.

Central defender Charlton, older brother of former England and Manchester United midfielder Bobby, made his debut for Leeds in the old Division Two in 1953 and went on to become the bedrock of the great Leeds side built by former manager Don Revie.
The legend then went onto helped them win the First Division title in 1969 and the FA Cup in 1972.
He also raised the Jules Rimet Trophy with brother Bobby in 1966.
Throughout his career, he won a total of 35 caps for England, scoring six goals for his country and was appointed an OBE in 1974.
Charlton retired from playing at the end of the 1972/73 season having scored 96 times for Leeds to make him the club’s ninth highest scorer.
He went on to become the manager of Newcastle United for the 1984-85 season.
Charlton resigned in 1985 and in December of that year he became the first non-Irish manager of the Republic of Ireland.
He became an unlikely national hero as he steered the Republic to their first major finals at Euro 88 in West Germany and two years later led them to their first World Cup finals at Italia 90.
Charlton, already hugely popular for getting them there, won the hearts of a nation and the rest of the footballing world as his side reached the quarter-finals.
He went on to lead the Republic to the 1994 World Cup finals in the USA.
The tournament brought one of the most famous victories in Irish football history when they beat pre-tournament favourites Italy 1-0 in New Jersey.
Charlton made affectionate headlines around the world during his side’s game with Mexico as he passionately protested on the touchline to get his water bottles to his players in the searing June heat.
Ireland eventually lost to Holland in the last 16 and Charlton was awarded the Freedom of the City of Dublin. In 1996, he was awarded honorary Irish citizenship.
Jack and brother Bobby became involved in a long family feud and were seen together for the first time in years at the funeral of former team-mate Ray Wilson in 2018.
The duo fell out 22 years ago as Jack accused his younger brother of failing to visit their mother Cissie ahead of her death, after Bobby’s wife Norma had argued with her.
In a book released in 2007, Bobby said comments that Jack made about Norma were “absolutely disgraceful” and “mistaken”.

Tributes flowed in with David Beckham writing: “So sad to hear about the passing of Jack Charlton… Our World Cup winner and brother of my dad’s hero Sir Bobby.
“Forever in our memories and the history of our country.”
Gary Lineker also said: “Saddened to hear that Jack Charlton has passed away. World Cup winner with England, manager of probably the best ever Ireland side and a wonderfully infectious personality to boot. RIP Jack.”
Former Man Utd goalkeeper Peter Schmeichel added on Twitter: “Sad news of the passing of one of Football‘s greatest characters, Jack Charlton. As a player and as a manager you were fantastic.”

By A Correspondent- The Zimbabwe United Passenger Company (ZUPCO) was set to receive 40 000 litres of fuel in Bulawayo later on Saturday after commuter omnibuses that operate under the company’s franchise were grounded on Friday due to the unavailability of fuel.
The latest development was confirmed by ZUPCO Southern Division operations manager Tineyi Rwasoka.
Rwasoka revealed that the 40 000 litres will be availed by the National Oil Infrastructure Company (NOIC) of Zimbabwe.
He said:
It’s true we have been experiencing some challenges but we are receiving 40 000 litres of fuel which is almost in Bulawayo and we have got two more trucks which are coming in by today.
I should say the situation will be back to normal from around 1 pm onwards. The fuel challenge is nationwide and even in Harare, they parked the buses too.
Thousands of commuters were forced to walk to work and back home on Friday following the grounding of the ZUPCO fleet.

Murairwa was freed on RTGS$3 000 bail by Magistrate Mangosi after his lawyer Moses Nkomo applied for his release from custody. As part of bail conditions, Murairwa was also ordered not to interfere with state witnesses & to continue residing at his given address.
Murairwa is the second police member to be arrested & charged with insulting President Mnangagwa in less than two months after @PoliceZimbabwe in June apprehended Shungudzemoyo Kache for committing the same offence.

Rapper AKA is the latest high-profile personality to test positive for Covid-19.
As cases of the novel coronavirus continue to rapidly increase, The Fela In Versace hitmaker issued a statement on Instagram on Friday, revealing his results.
The rapper said he decided to make his results public to “caution citizens to be more careful”.
“AKA pleads for everyone to adhere to social distancing guidelines, to wear masks and to hold stringent hygiene measures by frequently sanitising and washing our hands,” read part of the statement.
The statement went on to add that the rapper will be sharing his road to recovery with fans while in self-isolation as he plans to be as transparent as possible.
On Friday morning, Gauteng premier David Makhura also revealed that he had tested positive and was in self-isolation.
Meanwhile, reality TV star and real estate agent TT Mbha took to social media to announce that he’s recovered from Covid-19 and is a survivor of the virus.
“I tested positive on June 24! My mental, emotional, spiritual and physical strengths were all put to the ultimate test of survival! I tested negative on July 9. By the mighty and unshakeable grace of God, I survived meningitis in 2014 and in 2020 I survived coronavirus!” he said.
TT went on to encourage those going through their recovery journeys from the sickness to stay strong and hopeful.

BBy A Correspondent- According to a local publication, health professionals have called on the government to consider reimposing a strict lockdown of the whole country for at least 21 days.
The Daily News reported that the development follows a surge in coronavirus cases, especially mysterious local transmissions.
The suggestion comes following the announcement calling on citizens to participate in a massive demonstration penciled for July 31.
The demonstration, which were first called by Transform Zimbabwe leader Jacob Ngarivhume to mark the second anniversary of a disputed election which President Mnangagwa’s rivals say he stole.
Other opposition leaders including main opposition leader Nelson Chamisa and Temba Mliswa have endorsed the demonstrations.
The government previously responded with sheer force to quell massive protests – in August 2018 and January 2019, with over two dozen people losing their lives.
The president of the Zimbabwe Nurses Association (ZINA), Enock Dongo, said on Thursday that Zimbabwe should not copy what other countries have done, that is, easing lockdown restrictions but should exactly do the opposite. He said:
Government needs to rethink its COVID-19 strategy. We need to go back to full-scale lockdown for about 21 days or more.
We cannot afford to go by what other countries are doing. As it is, 18 nurses in Bulawayo tested positive and imagine who else besides colleagues and patients have they met?
Countries that have relaxed their lockdowns make sure that health officials do not go back home where they can meet with the public, and they also don’t use public transport.
We cannot afford that. Let us fully lock down the country and start doing mass testing and massive contact tracing, otherwise, we will perish.
The secretary-general of the Senior Hospital Doctors Association (SHDA), Aaron Musara, said it is worrisome that authorities were no longer enforcing coronavirus regulations – wearing of masks and social distancing – effectively.
Before talking of going back to Stage 5 of the lockdown, we have to be able to implement what is supposed to be implemented now, Musara observed.

Addressing journalists at the end of the Zanu PF extra-ordinary politburo meeting yesterday, Zanu PF Acting Spokesperson Patrick Chinamasa said there wont be a repeat of the past skirmishes including the 1 August 2018 and 14 January 2019 disturbances.
“Let me warn Chamisa and all those behind the 31 July violent demonstrations, what happened on the 1st of August 2018 will not happen again, what happened on the 14th to the 16th of January last year will not happen again
“And we say to Chamisa… don’t be cowards that you were on the 1st of August 2018 or on the 14 to 16 January last year, you were never to be found, you were in your house, if you do whatever you are threatening to do, come in front and face the music.
“We have our cadres are ready to take on anybody who attacks them, Zanu PF members have a right to defend themselves and will not sit idle by as we did not the 14th to 16th of January,” said Chinamasa.

So they came to my house last night at 2am asking for me? What kind of arrest is that when I spend most of my time at police stations as a lawyer representing different clients. For the record, for the past two weeks I was at the Law and Order representing different people who were facing different political charges.
I went with Brian Rupiya who was facing a concocted charge of having attacked a ZANU PF District Chairman in Hopley and robbed him after a querrel at some beer spots in the area. I then went there to represent Stephen Chuma Sarkozy few days down the line. The following week I went to represent Sox from Chitungwiza North who was facing charges of issuing murder threats to Yvonne Musarurwa. I again went to represent Prince Matebuka who was accused of partaking in a demonstration in Mabvuku.
So I wonder whether these were police officers from CID Law and Order. If they had any criminal charges against me, why would they allow me to be carrying my job at their offices and then start to hunt for me at night? These should be nefarious elements in the system who have been doing a hatchet job for the Emmerson Mnangagwa for sometime now who gets the command directly from him to commit crimes against humanity.
I am a lawyer in profession. I am well acquainted with how suspects should be brought to a police station to answer to some charges against that person. Arrests effected at night can only be done in societies of idiots. I am a telephone away from asking me to report to any police station if I have got any criminal charges to answer. Invading our homes at night will lead us to commit offences we never intended to commit for the rest of our lives. I am a free citizen in my country and let me emphasize it, this is my country I will never accept to be treated like someone who should not enjoy rights bestowed to every Zimbabwean. Yesterday, I was in Parliament. I wonder why they couldn’t wait for me outside Parliament and arrest me. Continue visiting my home at night and don’t blame me for the consequences.

JOURNALISTS PLEAD NOT GUILTY TO CHARGES OF CONTRAVENING COVID-19
REGULATIONS AS POLICE ARREST FREELANCE MEDIA PRACTITIONERS FOR
DISORDERLY CONDUCT
TWO freelance journalists on Thursday 9 July 2020 pleaded not guilty when their trial on charges of failing to comply with instructions issued by some Zimbabwe Republic Police (ZRP) members to observe social distancing rules between themselves and some detained victims of abduction and torture commenced at Mbare Magistrates Court.
The two freelance journalists Frank Chikowore aged 39 years and Samuel
Takawira aged 29 years entered a not guilty plea when their trial commenced before Mbare Magistrate Kudzai Hove.
Chikowore and Takawira were arrested on Friday 22 May 2020 by some ZRP members at Parktown Hospital in Waterfalls suburb in Harare while allegedly filming and interviewing some victims of abduction and torture and charged with contravening section 5(3)(c) of Statutory Instrument 83 of 2020, Public Health (COVID-19 Prevention, Containment
and Treatment) (National Lockdown) Order, 2020.
Prosecutors claimed that Chikowore and Takawira, who are represented by Paidamoyo Saurombe and Tonderai Bhatasara of Zimbabwe Lawyers for
Human Rights (ZLHR) refused to observe the social distancing rule after being ordered to do so by Collin Makore, a police officer, who was on duty in contravention of the law.
According to prosecutors, the journalists allegedly sneaked into the High Dependency Unit at Parktown Hospital to interview Harare West legislator Hon. Joannah Mamombe and MDC Alliance party youth leaders
Cecelia Chimbiri and Netsai Marova, who were hospitalised at the medical facility after they were abducted and disappeared and tortured by some yet to be identified people.
During trial, prosecutors led evidence from Makore aged 46 years while Stewart Ephram, who is employed as an assistant administrator at qParktown Hospital will give testimony on Thursday 16 July 2020, where the journalists’ trial continues.
Meanwhile, ZRP members on Thursday 9 July 2020 set free two freelance journalists Panashe Makufa and Prichard Mahove after they had been arrested on the same day and charged with disorderly conduct as defined in section 41 of the Criminal Law (Codification and Reform) Act.
ZRP members accused Makufa of instructing Mahove to take pictures of
two police officers who were walking from Mbare Magistrates Court to Mbare Police Camp.
Makufa and Mahove were released into the custody of their lawyers Idirashe Chikomba and Tinashe Chinopfukutwa of ZLHR with ZRP members telling them that the law enforcement agents will summon them to
appear in court if they intend to proceed with prosecuting them.

Earlier today, l reported that, l saw MDC T Senator Mudzuri and Senator Komichi at Caravan park in Masvingo urban at around 13:30pm.
Later at around 2pm, senator Komichi and Mudzuri had a meeting with a few MDC T members.
Mai Viola who resides in Masvingo urban ward 2 who is the chief
co-ordinator of Mudzuri and Komichi team said, “Yes, we had a meeting today in Masvingo urban with our MDC T chair Senator Komichi and Senator Mudzuri. We were planning for our extraordinary congress.”
Mai Viola in 2018 elections contested as councillor in ward 2 under the banner of MDC T led by Khupe. However, she lost to MDC Alliance candidate Advocate Collins Maboke.
Mr Phillip Mugabe of ward 2 said, “In today’s meeting with Senator Mudzuri and senator Komichi, we agreed that senator Mudzuri is our presidential candidate at our extraordinary congress slated on 31 July 2020. We have requested senator Komichi to remain as our chairperson and not to contest. We want senator Mudzuri to contest with Dr Khupe and Senator Mudzuri.”
Two weeks ago, senator Mwonzora was in Masvingo urban and met his supporters. One of senator Mwonzora supporters said, “We are campaigning for senator Mwonzora to be our president at our extraordinary congress. Dr Khupe cannot be our President because she was thoroughly beaten by MDC Alliance president Nelson Chamisa. Equally, Senator Mudzuri cannot be our president because in 2011, he was defeated by MDC Alliance president Nelson Chamisa when he contested as National organizing Secretary.”
Dr Khupe has not held any meeting in Masvingo urban.
There are serious conflicts between Team Khupe, Team Mwonzora and Team Mudzuri in Masvingo urban.
At today’s meeting, team Mwonzora and team Khupe were not invited.
Team Khupe supporter said, “There are serious conflicts in MDC T camp. Two weeks ago, team Mwonzora had a meeting and today team Mudzuri and Komichi had their meeting. We team Khupe , we were not invited. This shows that we will not win any election against well organized MDC Alliance led by President Nelson Chamisa. “
Today’s meeting organised by Team Mudzuri and Komichi failed to attract 2014 congress delegates.

Tonight, senator Mudzuri had another meeting in Zaka central. Reports coming through shows that, “senator Mudzuri and MDC T have no support. “
One source said, “Senator Komichi and senator Mudzuri were not happy with today’s attendance. There are people who were receiving money from senator Mudzuri and senator Komichi promising to support them and campaigning for them, but today they did not come. Surely, they are people who are in politics for money. “
From statistical point of view, MDC T led by Khupe will fail to have quoram at their congress. Masvingo has about 700 congress delegates.

POLICE in Plumtree have raised concern over the ill-treatment of Zimbabweans in Botswana with two people having been killed in the neighbouring country recently.
There have been complaints in the past over the ill-treatment of locals who are resident in or when they travel to Botswana, including being subjected to corporal punishment.
Acting officer commanding Bulilima and Mangwe districts Superintendent Stephen Mutema told the Senate Thematic Committee on Peace and Security and the Parliamentary Committee on Local Government that a Zimbabwean national was shot dead while the other one was fatally assaulted in Botswana recently.
He said authorities are conducting investigations and it was not stated who shot the Zimbabwean.
“We have witnessed our locals being shot in Botswana. As I speak, we are investigating the death of two of our nationals in Botswana. In the first case, a 23-year-old Zimbabwean, Thabani Ncube from Sanzukwi
Village died after being heavily assaulted on suspicion of being a cattle rustler,” he said.
Supt Mutema said Ncube died at a hospital in the neighbouring country following the assault and was buried there.
“In the second case, Phineas Nyathi of Tjitji Village in Mangwe District was shot dead last month by yet to be identified people.
“He was shot in the head and died on the spot,” he said.
Supt Mutema said Nyathi had crossed with a friend into Botswana to buy tyres for his scotch cart when he was killed.
He said they are still waiting to get the full circumstances leading to the shooting incident.
“We have good relations with our Botswana counterparts and we are working together to try and get to the bottom of the issues. But as police we are very concerned when our compatriots die like that.
“One must understand that people living on the border line between the two countries are relatives. They visit each other unfortunately using illegal crossing points,” said Supt Mutema.
He urged Zimbabweans to use official crossing points and to have travel documents when crossing to other countries to avoid challenges.
Supt Mutema told the committees that police also have a challenge patrolling the porous border as they do not have enough resources.
“We police a border line of 336km; the border line is very porous as it allows people to move freely to and from Botswana.
“We have established six bases from Mpoengs to Madlambudzi made up of the army, police and the support unit in each base.
“They do patrols along the border but nevertheless we still experience the challenge of smuggling. A number of people have been arrested for smuggling fuel, food and electrical gadgets,” he said.
Supt Mutema said the shooting of Zimbabwean cattle by authorities in that country is still a challenge and they continue to raise awareness to farmers to pen their cattle. He said among people being deported some are ex-convicts.
“We received about 45 ex-convicts from Botswana, the majority will have been sentenced for minor cases spending one to six months jail time in that country.
“Only two spent 10 and 8 years respectively,” he said.
On the shooting of Zimbabweans in the neighbouring country, Botswana Ambassador to Zimbabwe Retired Lieutenant Colonel Louis Fisher said his country does not tolerate criminal activities.
“Criminal events can never to tolerated, they are totally wrong. That can never be condoned. Criminal elements who did that must be arrested and brought to book,” he said.

THE Zimbabwe Republic Police(ZRP) and the Zimbabwe National Army (ZNA) have expressed worry over conditions at quarantine centres as the state of affairs make it easy for Covid-19 to spread.
People returning to Zimbabwe from other countries are first placed under quarantine as part of measures to stop the spread of the virus.
Most of the Covid-19 positive cases being recorded in the country are of Zimbabweans returning home from South Africa, Botswana, the United Kingdom, US and other countries.
More than 200 people have escaped from quarantine centres which put communities at risk of contracting Covid-19.
Zimbabwe Republic Police (ZRP) and the Zimbabwe National Army (ZNA) representatives have since expressed concern over conditions at quarantine centres.
Speaking during a Matabeleland South provincial Covid-19 taskforce committee meeting on Wednesday, Superintendent Batsirai Mungwa who is responsible for police operations in Matabeleland South province said there was a need to set up proper security systems at quarantine centres.
He said some returnees were taking advantage of security loopholes to escape from quarantine centres.
“There is a huge challenge when it comes to quarantine centres in the province as some don’t have proper security systems such as locks on the doors and perimeter fences. For example, Pangani Training Centre in Filabusi doesn’t have a perimeter fence which means that those under quarantine can have contact with the community,” he said.
Supt Mungwa said it was also difficult to provide enough personnel to guard such areas as police had other duties such as manning roadblocks.
“The loopholes in the security system allows returnees to escape. A day ago, two fled from Pangani Training Centre. There is a need for the department responsible to look into upgrading the security systems as soon as possible,” said Supt Mungwa.
Lieutenant Melissa Mandudye from the Zimbabwe National Army (ZNA) said some of the people they deal with would have tested positive for Covid-19 but police and soldiers do not have the PPE.
She said only officers from the Ministry of Health and Child Care have the required PPE. Lt Mandudye said this makes it difficult for security agents to effectively conduct their duties.
She said some returnees under quarantine who tested negative for Covid-19 are afraid as they are staying together with those that tested positive.
Lt Mandudye said some were even using the same facilities.
“Our officers who are stationed at quarantine centres have a challenge as they don’t have the necessary protective clothing. They are only operating with masks and sanitisers yet they have to monitor and supervise people that are Covid-19 positive which then puts them at risk. Only workers from the Ministry of Health and Child Care are being catered for when it comes to the provision of PPE,” she said.
Lt Mandudye said when returnees try to escape it becomes difficult for the security personnel to deal with them especially when they are Covid-19 positive.
“For example, if an officer comes across a Covid-19 patient attempting to escape and confronts him or her, the individual just threatens to cough on the officer and the officer immediately stops advancing. There is therefore urgent need to equip all those working at quarantine centres with the adequate PPE to enable them to effectively carry out their duties,” said Lt Mandudye.

PROTESTERS in Mali have forced the state broadcaster off air during large demonstrations in the capital Bamako.
Police have fired shots and used tear gas to disperse the demonstrators some of whom were trying to break into the national assembly.
This is the third rally in a month demanding that President Ibrahim Boubakar Keita stand down.
There is discontent over a long-running jihadist conflict, an economic crisis and disputed legislative elections.
A new opposition coalition led by the conservative Imam, Mahmoud Dicko, this week said it had dropped its demand for President Keita to step down.
But it is still insisting on further reforms after rejecting concessions from the Malian president including the formation of a unity government.
Many thousands of protestors have been out on the streets of Bamako, the BBC’s Africa regional editor Will Ross reports.
Some of them briefly made it into the building of the national broadcaster, ORTM, which was then forced off air. Roads were blocked with burning barricades.
Some looting has taken place and there are reports of young men trying to break into the national assembly.
Two sources told the Reuters news agency that at least one person was killed outside the assembly.
This demonstration is the third since June.
Protests started after the opposition coalition rejected concessions from President Keita designed to end a political stand-off over a disputed legislative election in March.
The opposition this week said the movement had dropped its demand for President Ibrahim Boubakar Keita to step down. But it still called this protest because it wants more reforms.
Keita secured a second five-year term in 2018 but he has faced increased opposition over a rise in jihadist violence and an economic crisis.
Malians will hope this instability does not play into the hands of the jihadists who are behind the escalating violence in the north and centre of the country.

SA surpasses 250K COVID-19 cases recording 12K new infections and 140 deaths in the past 24 hours. According to the health ministry, there are now 250,687 cases of Covid-19 across the country and 3,860 fatalities. There are also a reported 118,232 recoveries. SA has recorded 12,348 new cases of Covid-19 and 140 deaths in the past 24 hours.
Gauteng is the country’s epicentre with 87,033 cases, of which 5,487 were reported in the past 24-hour cycle. The Western Cape has 76,067 infections, the Eastern Cape has 46,284 and KwaZulu-Natal has 21,386. Of the new deaths, 66 were from the Western Cape, 39 in Gauteng, 24 in the Eastern Cape and 11 in KwaZulu-Natal.
This means that the Western Cape has recorded a total of 2,295 fatalities, the Eastern Cape has had 634, Gauteng has 554 and KwaZulu-Natal 260.
RESIDENTS of Stoneridge Park in Harare have apologised to Zesa Holdings for contracting a former employee of an approved contractor to make illegal electricity connections at their houses in a bid to cut costs.
The residents, through their committee, apologised in a written statement yesterday after meeting Zesa officials and their contractor, Ethood Electrical Engineering Company, operating as Luckstone Concrete.
The illegal connections are believed to have been done by Peni Jaison (31), who was once employed by the Harare company.
A $25 000 reward has since been offered to anyone with information that might assist police in arresting Jaison whose whereabouts remain unknown.
“We write to apologise on behalf of Stoneridge Residents Association for subcontracting unqualified personnel and using substandard material in pursuance of the contract to Ethood. We apologise for the illegal connections.
“This was done to try and get the work done at a lower cost with no real intention to breach the contract,” reads part of the statement.
In an interview, Luckstone managing director Mr Melvin Gwishiri said they had also taken into consideration the plight of residents who were struggling to have their area electrified, considering the losses they have made in a challenging economic environment, and agreed to continue working together.

On Monday last week, Zesa disconnected over 1 500 households in Stoneridge Phase 1, Harare South, after discovering the offence.
His former employer had the contract, but residents thought the costs were too high and hired Jaison, who was cheaper since he allegedly used the company’s poles and cables without paying.
Jaison has since gone into hiding and efforts to locate him have been fruitless as police and Zesa Loss Control officers are keen to question him in connection with the alleged offence.

MDC- Alliance is facing a revolt in Bulawayo with reports that some councillors and legislators want to join acting MDC-T leader Dr Thokozani Khupe.
According to insiders, the councillors and MPs, fearing a recall by Dr Khupe, are advocating for a settlement between Dr Khupe and their leader Mr Nelson Chamisa failure to which they would join the former deputy Prime Minister.
The development has caused ructions within the MDC Alliance resulting in the recent removal of Ward 4 councillor Clr Silas Chigora as Bulawayo East district chairperson.
While the MDC- Alliance has charged Clr Chigora with working against the party and denigrating Chamisa, insiders said his actual crime is “warming up” to the idea of joining Dr Khupe.
Contacted for comment MDC- Alliance Bulawayo provincial spokesperson Mr Swithern Chirowodza said only Chigora has been singing from the MDC-T hymnbook.
“What I can say is, I do not know of any other councillor but what I know is that Bulawayo East district has suspended Ward 4 Councillor Silas Chigora pending a disciplinary hearing. I don’t want to pre-empt the issue but I understand it has to do with working against the party,” he said.
Mr Chirowodza added that Clr Chigora has been, “parroting the semantics and polemics of our opposition,” in reference to MDC-T.
Clr Chigora is accused of denigrating Mr Chamisa accusing the MDC- Alliance of, among other things, lying about the alliance agreement, the status of the Morgan Tsvangirai House in Harare which has since been taken over by Dr Khupe.
Efforts to get a comment from Clr Chigora yesterday were fruitless as his mobile phone rang continuously without being answered.
Sources insisted that many councillors want to cross over.
“Chigora is targeted because of the belief that he is leading clique that wants to join Khupe and the hope is that the move will scare others from the decision.
“There is a WhatsApp chat group of MPs Senators and Councillors where it has been expressed that the whole fiasco between Khupe and Chamisa could have been avoided had there been dialogue,” said an insider.
“Some councillors and MPs are therefore calling for dialogue and if that fails then they will cross over to Khupe because they don’t want to lose their seats. The feeling is that Khupe has shown beyond doubt that those who don’t fall in line will be ejected from seats and most don’t want to fall by the way side.”
Dr Khupe has, in three phases, recalled 21 Members of Parliament for working against the MDC-T.
In the last round Dr Khupe recalled from Senate, the following: Keresencia Chabuka (Manicaland province), Spiwe Ncube (Bulawayo), Phyllis Ndlovu (Matabeleland North), Meliwe Phuti (Matabeleland South), Gideon Shoko (Bulawayo), Bhebhe Sinamupande (Matabeleland North), Tapfumaneyi Vunganayi (Mashonaland East) and Hellen Zivira (Bulawayo).
Khupe was rejected by Zimbabweans in 2018 elections. She performed dismally in the presidential election in which she polled 45 000 votes only. Her party, MDC-T, failed to win even a single local government seat.

ZANU PF has threatened to unleash its own supporters to counter national anti-government protests planned for July 31 by the MDC Alliance and its opposition allies.
Addressing the media soon after a politburo meeting at the party headquarters Friday, Zanu PF acting spokesperson Patrick Chinamasa dared MDC Alliance leader Nelson Chamisa to lead the protests himself and be taught a lesson.
The former finance and justice minister described Chamisa as a coward leader who was fond of pushing followers to the front while he enjoyed the safety of his own home.
“We send this warning loud and clear and we say to Chamisa and those who are like-minded, don’t be the cowards that were on the first of August 2018.
“You were never to be found, you were in your houses.”
Chinamasa was referring to the ill-fated Harare demonstrations which saw the military gun down six civilians and injuring more in protests against alleged rigging of the July 2018 poll.
He added, “If you do whatever you are threatening to do, come to the front and face the music.
“We have our cadres and they are ready to take up and to take on anybody who attacks them.
“Zanu PF members have a right to defend themselves and will not sit idle as we did in January 2019.
“We have a right to defend our homes, our persons, our property and we will do just that.
“So please send out that warning to Chamisa that he should not be the coward that he has been, let him come in front and we will face him.”
The July 31 protests were planned by Transform Zimbabwe leader Jacob Ngarivhume but have received support from the main opposition.
Chinamasa declared this shall not take place while they watched.
“Zanu PF doesn’t sleep with one eye open,” he said.
“We remain vigilant against the machinations of the enemy and they have been very intensified in recent weeks.
“We have also noted the use of the same social media platforms to plan and organise for violent demonstrations aimed at overthrowing our constitutionally constituted government.
“Let me say this to Chamisa and those who are calling for demonstrations at the end of this July.
“What happened on the first of August 2018 will never happen again in this country. What happened on the 14th to 16th of January 2019, attacking property, attacking persons, causing injuries will never happen again.”
The Zanu PF spokesperson also warned foreign embassies which stray from their mandates to dabble in the country’s politics to stop the habit.
Job Sikhala 51 MDC Alliance legislators and councillors have approached the High Court seeking to interdict MDC-T leader Thokozani Khupe from recalling them from parliament before she has even taken the move. The group also seeks to block Khupe from filling up vacancies created by ongoing recalls of party MPs from the house.
The group is led by MDC Alliance National Vice Chairman Job Sikhala who has deposed an affidavit indicating that it very clear that Khupe wants to expel everyone despite her earlier indications that there will be selected individuals to be recalled.
Sikhala said they have seen it wise to approach the courts early before Khupe takes action against them.
“Contrary to their initial indications that they did not intend to recall indiscriminately, it has now become clear that they intend to recall everyone who does not dance to their tune,” said Sikhala in his founding affidavit.
MDC-T secretary general, Douglas Mwonzora was cited as the first respondent while Khupe is second.
MDC-T is the third respondent while the speaker of parliament and the president of the senate were cited as fifth.
Parliament was cited as the sixth respondent.
Sikhala said, “The recent conduct of the 1st to 3rd Respondents has shown that they are bent on causing the recall of MDC A members of Parliament who remain aligned to the MDC A and have rebuffed the 1st to 3rd Respondent, which requests have been systematically been granted by the 4th to 6th Respondents.”
The Zengeza MP said the applicants who were yet to be recalled were now very apprehensive of their imminent recalls as they have snubbed Khupe.
“Applicants now fear that Mwonzora, Khupe and their party may proceed to fill the vacancies created by their recalls despite challenges to their actions.
“Applicants also fear that the senate president and parliament and ZEC may go along with Mwonzora, Khupe and MDC T’ instructions to replace the applicants’ positions as Members of Parliament despite challenges to the Respondents’ actions.”
He said if not stopped, the chances of them filling applicants’ positions as legislators were high.
“The conduct of the respondents in purporting to recall some of the MDC A members prove they are prepared to go all the way.
“The applicants’ fellow comrades have already been harmed and they reasonably fear that the said harm will visit them if the Respondents are not stopped by the court,” he said.
The case is yet to be heard.

Tibor Nagy, the United States Assistant Secretary of State for African Affairs said his hope is that the implementation of the new Freedom of Information Bill will match its written intent of promoting freedom of information.
“We note Zimbabwe’s repeal and replacement of the Access to Information and Protection of Privacy Act. We hope implementation of the new law will match its written intent – promoting freedom of information. Actions speak louder than words,” said Nagy.
Zimbabwe is moving fast towards confirming its 1 000th Covid-19 patient, with the total reaching 942 yesterday after 41 more positive tests on Thursday and 16 yesterday.
The death toll rose to 13.
Three more deaths were confirmed on Thursday, two being patients at Sally Mugabe Central Hospital in Harare and the third at Parirenyatwa Hospital. A fourth death was recorded yesterday, a 63-year-old woman from Matabeleland North.
All four had their infected status unearthed during the now routine tests done whenever anyone dies in hospital.
Recoveries have reached 320 as Zimbabwe now follows the latest protocols of the World Health Organisation (WHO) and counts as recovered those who showed symptoms once 13 days have passed from the first symptom and once 10 days have passed for those who did not show symptoms but still tested positive.
Of the confirmed 57 cases recorded in the last two days, 42 were people infected within Zimbabwe, with the rest being returnees in approved quarantine.
Of the cases that have been cleared by recovery or death, the death rate in Zimbabwe can be calculated as hovering around 3,9 percent, that is just under 1 in 25 people no longer considered as an active case have died. The other 96,1 percent of non-active cases are those who have fully recovered and can resume their normal life.
South Africa remains the most affected African country with the latest figures showing 3 720 deaths, 238 339 confirmed cases and 113 061 recoveries.

Mugabe in the late 90s told a restless labour movement then led by the late Gibson Sibanda and Morgan Tsvangirai to form a political party for them to fulfill what they were pushing government to do to employees.
This resulted in the formation of the Movement for Democratic Change that went on to give Mugabe restless nights after trouncing him in the 2000 parliamentary elections after garnering 62 out of 120 seats.

“I urge those who purport to represent workers to do just that. Political view and ambitions belong to another lane. Chose the lane you walk on! Those in politics must seek the mandate of the people every five years, through the ballot box. That is the constitutional way; that is the ‘rule of law’ way that is the democratic way,” said Mnangagwa.

Zimbabwe and South Africa re-opened the Beitbridge Border Post yesterday, with clearance of essential cargo, especially perishable food items, medicines and explosives being prioritised.
South Africa temporarily closed its side of the border on Wednesday afternoon after one of its customs officers tested positive for Covid-19. The border closure was meant to give health officials in the neighbouring country time to fumigate its customs yard and the exercise was completed on Thursday.
A total of 350 commercial trucks which had been parked at various customs yards on both sides of the border were cleared between 6AM and 4PM yesterday.
The border however, remains open only to commercial cargo and repatriation of South African and Zimbabwean citizens including remains of those who die in either country.
According to border authorities, normal business resumed at 6AM after the South Africans fully complied with the Covid-19 regulations set by their government. “We processed around 200 south bound trucks and another 150 north bound between 6AM and 4PM.
“Things are gradually getting back to normalcy,” said the official.
South Africa Revenue Services spokesperson, Siphithi Sibeko said on Wednesday that they had closed the border to carry out necessary precautionary measures to minimise new infections.
“At the same time we are mindful of the delays that come with this process and hence we are going to give priority to the clearance of essential cargo when we re-open,” he said.

POLICE in Plumtree have raised concern over the ill-treatment of Zimbabweans in Botswana with two people having been killed in the neighbouring country recently.
There have been complaints in the past over the ill-treatment of locals who are resident in or when they travel to Botswana, including being subjected to corporal punishment.
Acting officer commanding Bulilima and Mangwe districts Superintendent Stephen Mutema told the Senate Thematic Committee on Peace and Security and the Parliamentary Committee on Local Government that a Zimbabwean national was shot dead while the other one was fatally assaulted in Botswana recently.
He said authorities are conducting investigations and it was not stated who shot the Zimbabwean.
“We have witnessed our locals being shot in Botswana. As I speak, we are investigating the death of two of our nationals in Botswana.
In the first case, a 23-year-old Zimbabwean, Thabani Ncube from Sanzukwi
Village died after being heavily assaulted on suspicion of being a cattle rustler,” he said.
Supt Mutema said Ncube died at a hospital in the neighbouring country following the assault and was buried there.
“In the second case, Phineas Nyathi of Tjitji Village in Mangwe District was shot dead last month by yet to be identified people.
“He was shot in the head and died on the spot,” he said.
Supt Mutema said Nyathi had crossed with a friend into Botswana to buy tyres for his scotch cart when he was killed.
He said they are still waiting to get the full circumstances leading to the shooting incident.
“We have good relations with our Botswana counterparts and we are working together to try and get to the bottom of the issues. But as police we are very concerned when our compatriots die like that.
“One must understand that people living on the border line between the two countries are relatives. They visit each other unfortunately using illegal crossing points,” said Supt Mutema.
He urged Zimbabweans to use official crossing points and to have travel documents when crossing to other countries to avoid challenges.
Supt Mutema told the committees that police also have a challenge patrolling the porous border as they do not have enough resources.
“We police a border line of 336km; the border line is very porous as it allows people to move freely to and from Botswana.
“We have established six bases from Mpoengs to Madlambudzi made up of the army, police and the support unit in each base.
“They do patrols along the border but nevertheless we still experience the challenge of smuggling. A number of people have been arrested for smuggling fuel, food and electrical gadgets,” he said.
Supt Mutema said the shooting of Zimbabwean cattle by authorities in that country is still a challenge and they continue to raise awareness to farmers to pen their cattle. He said among people being deported some are ex-convicts.
“We received about 45 ex-convicts from Botswana, the majority will have been sentenced for minor cases spending one to six months jail time in that country.
“Only two spent 10 and 8 years respectively,” he said.
On the shooting of Zimbabweans in the neighbouring country, Botswana Ambassador to Zimbabwe Retired Lieutenant Colonel Louis Fisher said his country does not tolerate criminal activities.
“Criminal events can never to tolerated, they are totally wrong. That can never be condoned.

Zanu PF Commissar, Victor Matemadanda has alleged that protesters have plans to use cannisters with COVID-19 to increase infection rate while President Emmerson Mnangagwa has announced that lockdown restrictions could be tightened to counter rising number of confirmed cases.
THE Covid-19 death toll has jumped to 13 following the death of three people in Harare on Thursday and one person from Matabeleland North yesterday as confirmed cases climbed to 942.
Harare leads in the national Covid-19 death toll with six people having succumbed to the virus.
On Thursday, 41 new Covid-19 cases were recorded, 36 of them local transmissions while 16 more were recorded on Friday.
The three new deaths at Sally Mugabe Central Hospital and Parirenyatwa Hospitals were posthumously confirmed.
The Ministry of Health and Child Care daily report of July 9, said from the 51 cases recorded in Bulawayo on Wednesday, 21 of them were health workers and 18 of them work at the United Bulawayo Hospitals (UBH).
“To date the total number of confirmed cases is 942 including 320 recovered, 609 active cases, and 13 deaths since the onset of the outbreak on March 20 2020,” reads the report.
UBH acting chief executive officer Dr Narcissus Dzvanga said in light of escalating Covid-19 cases, members of the public should adhere to laid down prevention measures including wearing of masks.
He said the country is expected to start recording increased cases due to the winter season.
“People should take due caution.
I’m one advocate for wearing a mask at all times not just in public places. Hand hygiene plays a big role in the control of this virus. It’s a winter virus and this is the time for it to raise its ugly head.
It’s worrying that it is affecting our staff but this is where we are supposed to find it. It was going to be more deadly if we are to find such numbers in the community.
But if it is in a treatment centre, this is one of the occupational risks that are there and we have to rise and ensure that there is appropriate PPEs,” he said-Chronicle

AMID an increase in the number of Covid-19 cases including deaths, President Mnangagwa yesterday hinted that the Government could scale up preventive and containment measures.
Addressing the Zanu PF Ordinary Session of the Politburo meeting at the revolutionary party headquarters in Harare, President Mnangagwa, who is the party’s First Secretary, said the rapid spike in infections required another review of the Covid-19 lockdown measures currently at level 2.
“Although there is a visible spike in the number of positive cases, largely due to returnees, we shall continue to strengthen our preventive measures as well as our testing, and contact tracing capacity.
“I urge the party to continue to be in the forefront of raising the awareness levels in our communities of the dangers of this pandemic.
The recent rapid spike of infections requires that we make another review of the Covid-19 lockdown measures,’’ he said.
His comments come at a time when experts, including the World Health Organisation (WHO) have called upon the country to tighten the Covid-19 containment measures in the wake of complacency among the public.

A war deserter and coward like Victor Matemadanda who is known for hibernating in Zambia where he was a tax driver when the liberation struggle was at its peak back home can never school us about the liberation struggle and its iconic luminaries.
We all know that Mbuya Nehanda was courageous and led from the front during the First Chimurenga and that speaks volumes of her legacy.
Surely cowards like Matemadanda lack moral probity to speak on Mbuya Nehanda legacy or to let alone brand a leader with people at heart like Advocate Nelson Chamisa as anti revolution.
Mbuya Nehanda was for the people and that’s why she is popular up to this day and so is our President Nelson Chamisa because he fronts people’s interests.
The likes of Matemadanda and his boss Emmerson Mnangagwa only want to abuse Mbuya Nehanda’s name to prolong their corrupt and illegitimate regime.
The only notable thing that Matemadanda did is to defy Mbuya Nehanda’s famous “mapfupa achamuka” call for an uprising against colonialism.

The High Court has dismissed an application by more than 600 informal vendors in Bulawayo who were challenging Bulawayo City Council (BCC)’s decision to close their vending sites at 5th Avenue market place in the city centre.
The council, as part of a raft of measures meant to curb the spread of Covid-19 pandemic, in April relocated all vendors operating vending stalls in the area and permanently closed the popular weekend Khothama Market to bring order in the city beyond the lockdown period.
Some defiant vendors who had returned to their former vending site along 5th Avenue were on Monday raided by municipal police.
The vendors under the banner “Bulawayo Upcoming Traders’ Association (Buta)”, through their lawyers R Ndlovu and Company, filed an urgent chamber application at the Bulawayo High Court citing Bulawayo City Council (BCC) and Local Government and Public Works Minister July Moyo as respondents.
They wanted an order directing council to reverse its decision to relocate them from their vending bays. Bulawayo High Court judge Justice Martin Makonese ruled that the application failed to meet the requirements of urgency.
“In this matter there is no single allegation that the applicant will suffer irreparable harm, let alone proof or detail of the perceived irreparable harm. Applicant had full knowledge of the fate of the vending bays from April 26, 2020,” he said.
“The resolution to take legal action is dated May 26, 2020 and yet the application was only filed on June 17, 2020. The urgency is clearly self-created by the applicant.”
Justice Makonese said a specific recommendation was made that vendors willing to remain in the central business district would be accommodated at an area near Highlanders Football Club premises.
The judge said vendors were seeking an order to be granted unhindered access to bays that no longer existed.
“The applicant deliberately approached the court on a falsehood. It was within the knowledge of the applicant that all vending bays had been dismantled and in reality, there are no vending bays,” he said.
“In the result I am satisfied that the order sought is incompetent at law. This application should never have seen the door of this court and accordingly, it is hereby dismissed with costs.”
The vendors wanted to carry on with their vending business, subject to compliance with the relaxed Covid-19 lockdown regulations in force as announced by the President on June 12.
They argued that council used Covid-19 restrictions as an opportunity to unlawfully close their vending sites without notice despite paying monthly rentals.
The vendors said they also contributed financially in the renovation and refurbishment of the vending sites.
In his founding affidavit, Buta secretary-general Mr Dumisani Ncube said the closure of their vending site was unlawful, arguing that it was a unilateral decision by council yet they held operating licences and paid monthly fees.
He said BCC’s conduct was a violation of their right to lawful and fair administrative action under the provisions of section 3 (1) (a) of the Administrative Justice Act and under the Constitution of Zimbabwe.
“It is a violation of the provisions of section 199 (2) of the Urban Councils Act, which provides that a notice be served on affected members specifying the nature of the administrative action proposed and the grounds for the same,” said Mr Ncube.
He said by virtue of being vending licence holders and paying monthly rentals to council, they had a right to be given notice and be afforded a hearing before the decision was made to close the vending bays.
Mr Ncube said by failing to notify them of its decision to close and destroy their vending bays, the local authority denied the affected vendors an opportunity to exercise their right to appeal to the Administrative Court within the stipulated 28 days.
The vendors said the arbitrary closure amounts to compulsory deprivation of property in violation of the fundamental right to property enshrined in section 7 of the Constitution.
In its opposing papers, BCC through its lawyers Coghlan and Welsh Legal Practitioners, said there was no urgency in the matter since the vending bays were non-existent along 5th Avenue.
“The applicant cannot come to court on an urgent basis and seek to be placed on non-existent vending bays. The Town Clerk on 26 April 2020 advertised in the newspapers the re-opening of 5th Avenue and 8th Avenue in the CBD to vehicular traffic,” argued BCC lawyers.
The lawyers said vendors were well aware of the new development since an advert was placed in the newspapers alerting everyone concerned, including them of the status of 5th Avenue and the fate of the vending bays from April 26.
Council said its decision to close 5th Avenue market was in line with Government lockdown regulations and guidelines for resilient food supply chain system during and after the lockdown.
BCC recently identified five new produce distribution hubs and new vending sites for 600 informal vendors who were affected by the closure of the 5th Avenue market place in the city centre. -Chronicle

TWO men allegedly strangled a 17-year-old girl and dragged her into a bushy area in Bulawayo’s Pumula suburb where they tore her underwear with a knife before sexually attacking and robbing her.
A source close to investigations said the teenager left home with two buckets to fetch water from a borehole.
“She left home at 6pm and headed to a nearby borehole to fetch water. She filled two buckets and left the other a few metres away from the borehole. She took the other one home,” said the source.
When she returned to fetch it, two unknown men pounced on her.
“They grabbed her before strangling her.
They quickly blindfolded her with a scarf while dragging her to a nearby bush,” said the source.
The source went on to say one of the men shoved a cloth into her mouth.
“They took an item similar to a universal charger and placed it on her back leaving her feeling weak.
“One of the suspects tore her underwear with a knife. After that they took turns to rape her,” said the source.
After sexually attacking the minor, the source said, they took her two cellphones and ran away.
“They took her two cellphones — a Vodafone and a Nokia Asher — all her gadgets cost US$90,”said the source.
Deputy Bulawayo police spokesperson Assistant Inspector Nomalanga Msebele said:
“We are investigating a case where two unknown men who are on the run raped and robbed a 17-year-old girl at a borehole last week on Thursday at around 6pm in Pumula South suburb. We would like to urge members of the public to go in groups when going to fetch water.”
Asst Insp Msebele appealed to anyone with information on the whereabouts of the two suspects who are on the run to contact their nearest police station-B-Metro

THE late director of newly-promoted ZIFA Northern Region Division One Soccer League side, CUMA Academy, Hurbert Manyowa, was laid to rest at Kadoma Jewish cemetery yesterday.
Manyowa, (48), committed suicide on Tuesday after a domestic dispute.
ZIFA Northern Region Division One league chairman, Martin Kweza, said they had lost someone who wanted to make a difference in the league.
“The passing on of CUMA co-director, Manyowa, is a great loss to the Northern Region Soccer League family and the football fraternity at large,’’ said Kweza.
“Football has lost a rising young cadre who many believed would change the face of the game in Kadoma.
“Through our brief interactions, I was impressed by the vision and plans they had for the team, together with his colleague Cuthbert Malajila.
“He was humble and had football at heart. It’s so sad that he died before he could fulfil his dream of bringing Premier League football back to Kadoma.
“It’s even more painful that we never got to work with him and benefit from his wide knowledge of football matters. We urge his colleagues to help see the dream through.
“At this moment, our thoughts and prayers are with his family, friends and the players and the community who also looked up to him. May they find comfort in the Lord.’’

On these late winter mornings, you don’t have to listen hard to hear Zimbabwe’s clock ticking towards an immense crisis. Civil servants at ground level: teachers, nurses, security personnel, clerical and office workers are barely surviving, earning a basic salary now worth the equivalent of less than one US dollar a day. As I write the official exchange rate is ZWL$65.8 to US$1; the black market rate is ZWL$110 to US$1. Johns Hopkins Economist Steve Hanke estimates our annual inflation to now be over one thousand percent, 1,191% to be precise.
This week Social Welfare minister Paul Mavima said government has only paid 202,000 vulnerable people out of the one million targeted for assistance: people who’ve been unable to earn a living for months during Covid lockdown. The 202,000 are getting a ‘cushioning allowance’ of Z$180 a month (US$2.76), enough for two loaves of bread a month. Imagine surviving on less than 10 US cents a day.
Nurses are on strike because they can’t survive on their salaries which are equivalent of less than one US dollar a day. They’ve been appealing for their wages to be paid in US dollars, as they were eighteen months ago, but the government aren’t listening. The ZNA (Zimbabwe Nurses Association) said: “We have lost our earnings already through slave wages and so we have nothing more to lose.” Over a dozen have been arrested for striking and the images of nurses handcuffed together and singing are burned into our minds this week. These are the frontline fighters responsible for helping people infected with Covid 19. Striking nurses living in hospital accommodation at Harare hospital have now been sent eviction letters meanwhile our Minister of Health is out on Z$50,000 bail after being arrested over a US$560 million Covid 19 procurement scam. The Minister of Health didn’t even spend a single night in jail; he has now been removed from his position for “conduct inappropriate for a government minister.” In the middle of Zimbabwe’s growing Covid 19 pandemic, we now have no Minister of Health and there are ten other senior positions currently vacant in the country’s health service. It’s hard to fathom the inequity between a 560 million US dollar scam by the Minister of Health and a nurse on the ward surviving on less than one US dollar a day.
A report in NewsDay newspaper this week said Police were earning a basic salary equivalent to US$27 a month and some were collapsing at work due to hunger. “Most police officers face eviction and are failing to buy food and meet basic expenses while we watch our bosses drive top-of-the-range vehicles, stay in plush houses and get benefits that include fuel, airtime and accommodation,” the police officer said. (NewsDay) Police are due to get a COVID-19 allowance of US$75 this month and an extra Z$1,500 but it’s a far, far cry from the breadbasket which is around $20,000. Imagine surviving on 87 US cents a day?
And then there’s the “mess” underway with the Grade 7 school examinations. Called to write their Grade 7 exams before mainstream schools have re-opened, the PTUZ (Progressive Teachers Union of Zimbabwe) said teachers had boycotted returning to work to invigilate the exams over their poor working conditions and salaries. The PTUZ President, Takavafira Zhou said schools in rural areas were hiring villagers and parents to supervise and invigilate the exams in a number of areas. Zhou was quoted in the press as saying: “It was a mess, and it is terrible.” Zhou said some headmasters had: “told pupils to pay US$1 every day they are writing so that the schools can have money to pay the hired invigilators.”
Coming to the end of such a sad letter about a country in crisis for so long, I look for something beautiful to share with you and there it is, just outside the window. The Shikra is sitting in the bird bath. I’ve just learned that Shikra is the other name for the beautiful little banded Goshawk. Its soft grey feathers, yellow legs and startling red eyes are both beautiful and intimidating. This is the raptor of immense patience, sitting unmoving for half an hour or more in one place: perched on a tap, in the bird bath, on a branch, waiting, watching. The Shikra whose name is apparently derived from the Hindi word shikara which means hunter, always makes me think of us Zimbabweans; ever patient, watching and waiting, but it also makes me think of our leaders: always ready to pounce.

President Nelson Chamisa welcoming the three MDC activists on their release on bailHarare Magistrate’s Court has on Friday refused to relax bail conditions imposed on MDC Alliance MP Joanna Mamombe and two party activists who are on a $10 000 bail each.
Mamombe, Cecilia Chimbiri and Netsai Marova are being accused of publishing falsehood prejudicial to the state through allegedly faking their “abduction” by suspected state security agents.
The three made world news after claiming to have been seized from the hands of police by state security agents who went on to subject them to acts of torture and sexual abuse as punishment for staging an anti-government protest their abductors equated to an attempt to overthrow government.
Among their bail conditions, the three were ordered to report thrice a week at Harare Central police station, hand over passports to court authorities and not to interfere with witnesses.
They were also ordered to continue residing at their addresses as given to law enforcement agents upon their arrest and were also barred from communicating with media or use social media on anything to do with the alleged offence.

By Wilbert Mukori- The Zimbabwe authorities have not been testing for covid-19 as aggressively as the World Health Organisation (WHO) has recommended repeatedly, especially among the local community. And now it is emerging the regime that instead of testing suspected cases even our biggest health care institutions have been routinely sending the cases away.
“We have a screening process that is done at the entrance of the hospital,” Dr Narcissus Dzvanga, acting United Bulawayo Hospitals (UBH) chief executive officer.
“So, if you got any features or temperatures are within Covid-19 classification, you don’t even go beyond the screening point.”
Of the most foolish and irresponsible policies that takes the biscuit!
You send the suspected covid-19 patient away! Where do you want them to go? The least the hospital or clinic should do is advise the individual they might have covid-19 and what would be the best course of action for them to take.
Stopping the suspected covid-19 patient going beyond the screening point is all very well in protecting every in the health care institution but turning such a person lose on the rest of society, knowing just how contagious and deadly this corona virus is, is plain foolish.
What if the patient should pass the virus to someone else who then goes through the hospital’s screening process because they showed no covid-19 symptoms? Indeed, this is what probably happened at UBH resulting in a patient infecting 18 health care workers with covid-19.
“The index case is a young man who got injured while trying to carry a 50kg bag of maize and got paralysed,” explained Dr Dzvanga. “There was no direct finding of Covid-19 at presentation. But when we started to test the patient routinely that is when it was picked. The staff that you are talking about are from the same ward where he was admitted.”
The standing instructions to all everyone and not just health care workers must be:
“If you come across anyone you suspect has covid-19 infection, you must act swiftly to make sure you or anyone else do not get the virus by washing your hands thoroughly, wearing the mask and all other personal protective equipment. Advise the covid-19 suspect of you suspension, of their need to self-isolate and to be tested for the virus a.s.a.p.
“Get as much personal details of the covid-19 suspect, where they have been, who they have been in conduct with and from who they may have got the virus. Pass all these details to the nearest health care institution or relevant authority whose responsibility is carry out the covid-19 tests, tracking and tracing.
“If we all act responsible, we will contain covid-19. If we do not, then many, many more will die. The life you save by acting responsibly may well be your family’s or your own!”
There is no doubt that corona virus is spreading in Zimbabwe and is going to take a heavy toll.
“Corona virus: according to my own estimates, Zimbabwe could bury 50 000 to 100 000 people in weeks, months to come. Unfortunately, the people and the economy do not like lockdowns. “If you have covid-19, you don’t even go beyond the screening point!” UBH is a public health institution, not private, and one of the biggest referral hospital in the land! If UBH does not admit the sick, where else do you want them to go!
“Kutakurirana nyoka mhenyu, icharuma mumwe chete!” (If you flick a live snake at each other, it will bite one of you!) as one would say in Shona. UBH followed the idiotic policy sending away covid-19 cases, ill-treating them like a deadly snake to flick out, in the end 18 of its own staff got the virus. Did Dr Dzvanga flick them and their relatives out too?
The blundering incompetence in the handling of the corona virus in Zimbabwe has turned this covid-19 pandemic from a disaster into biblical catastrophe.
All those responsible for this must be held to account; we owe it to the covid-19 dead, to ourselves and to posterity – how else can we be sure this madness will never be repeated ever again!

Harare regional magistrate Mr Trinos Utahwashe noted that Masango’s application had no merits. Masango wanted to be allowed to travel to his farm to monitor operations saying agriculture was his only source of income after being suspended without pay and allowances.
Masango was recently suspended by the Public Service Commission (PSC) pending trial on two counts of criminal abuse of office as a public officer.
The charges arose after he allegedly instructed the Central Mechanical and Equipment Department (CMED) to buy a double cab and six single cab trucks without Cabinet approval, before using the vehicles at his farm.
He return to court on August 7 for routine remand.
The body of a 43-year-old vendor, Lovemore Katyora from Manhango Village under Chief Kasekete in Muzarabani, was found dumped by the roadside in Gunduza Village.
Katyora had been moving from village to village selling his wares.
Assistant Inspector Fidelis Dhewu confirmed Katyora’s death and indicated that they were treating it as murder.
He said Katyora, of number 145 Muzarabani location, left his home on July 1, to attend a church service at Chiwenga village.
“He took his bicycle and trading bag containing cell phone accessories, said Asst Insp Dhewu.
“He passed through several villages and was seen by Monica Manhango (17) at around 5pm heading towards Gunduza village. On July 3 at around 5.30pm, his body was found in an advanced stage of decomposition on the side of a footpath in Gunduza village by Member Musiyambiri (66).”
Asst Insp Dhewu said the village head, Never Gudo, was advised and a report was made at Muzarabani police station.
“Police attended the scene and observed that Katyora was struck by a sharp object. We are investigating the matter and appealing to anyone with information that can help us crack the case to come forward.”
Asst Insp Dhewu advised traders to conduct their business during the day.
In another incident, Isaiah Matore (33) of Mushumbi was arrested after he struck his friend Richmond Mudzunga (33) with an axe for stealing a pair of scissors.
The incident happened on July 5 at around 5.30pm at Jurujena village under Chief Chisunga.
On the fateful day, Mudzunga was accompanied by another friend Sobert Kaundura (33) to Matore’s homestead.
“He wanted to borrow a mirror to use while shaving his beard and after doing so, he left,” said Asst Insp Dhewu.
“Matore followed the pair and accused Mudzunga of stealing his pair of scissors. He started assaulting him and afterwards he picked up an axe and struck Mudzunga on the forehead.”
Asst Insp Dhewu said Mudzunga sustained a deep cut and was rushed to Mushumbi Hospital.
President Emmerson Mnangagwa has castigated the MDC Alliance for seeking space in an area that is controlled by the ruling Zanu PF.
Speaking during the Zanu PF 341 Politburo meeting at the party headquarters President Mnangagwa said political parties should express their governing capacities on correct platforms.
“In between these years, I urge political parties to express their capacity to govern on correct platforms. Sadly, we are seeing opposition parties clamoring for spaces that we control, as Zanu PF, yet the local authorities under their purview are havens of corruption, malpractices and poor service delivery.
“As a party we have no interest in the politics of the opposition, our agenda and focus is to improve the quality of life of all Zimbabweans, leaving no one behind.” He said
He said Zanu PF will not be moved or surrender to any motives that threaten the country’s peace and unity and called on workers unions to represent their constituency not politics.
“On the political front, we continue to see acts that seek to out rightly destabilise the peace, unity and harmony we are enjoying, in particular through the use of platforms in the health, education and security sectors. We shall never quiver or capitulate in the face of these machinations.
“I urge those who purport to represent workers to do just that. It is a one way traffic lane. Political ambitions and views belong to another lane. Choose the lane you walk on! Those in politics must seek the mandate of the people every five years, through the ballot box. That is the Constitutional way; that is the ‘rule of law’ way, that is the democratic way.” said the President
He also warned Civic Society Organisations and foreign Embassies to stick to their roles and those who deviate will be de-registered.

Nelson Chamisa A GRIEVING Nelson Chamisa, leader of the opposition MDC Alliance party, has, for the first time, opened up on his humble beginnings, saying his late mother was very instrumental in his meteoric rise to the political scene.
Chamisa’s mother, Alice collapsed and died at the family’s rural homestead in Chiwara communal lands in Gutu South on Monday, leaving behind her husband and four children.
Addressing thousands of mourners at the funeral wake on Wednesday, Chamisa said his mother engaged in vending to raise money for him to go to school.
“Handina kungonyuka kusvika ndisvike pandiri nhasi (my mother toiled for me to become what I am today). It was because of the hard work and tireless efforts of my mother, Mai Neri. She used to sell chickens and vegetables for me to go to school,” a teary Chamisa said.
“She was hardworking and industrious. It is unfortunate that she died before we attained a new Zimbabwe. I want to thank all parents who are toiling to send their children to school.”
An unidentified friend of her mother, who she used to do the vending errands with, corroborated the claims, saying they would walk long distances to sell their wares in nearby farms.
“I partnered his mother back in the day where we used to go to nearby farms selling our stuff. She had an entrepreneurial spirit. This man you see (Chamisa), that you call your president, is a product of humble beginnings,” she testified before the crowd.
MDC Alliance vice-president Lynette Karenyi-Kore said Chamisa’s mother would continue to advise him even when he had entered the country’s political fray.
“I used to come here and interact with his mother,” Karenyi-Kore said.
“She was very generous and you would not leave this homestead without a parcel, be it pumpkins, free range chickens or sweet potatoes. She would advise our president.
“Whenever he was arrested, persecuted, beaten or tortured, she would refuse to eat, feeling for her son. I am sure she was so pained by the recent political developments and was stressed.”
Chamisa was born in Gutu and attended the nearby Vumba Primary School, before enrolling at the Reformed Church in Zimbabwe (RCZ)-run boarding school, Alheit Chingombe 2 High School.
He then did his “A” Levels at Victoria High School in Masvingo, before going to the Harare Polytechnic College, where he started student activism, and later studied law at the University of Zimbabwe when he was Information and Communication Technology minister in the then coalition government between Zanu PF, MDC-T and MDC-M from 2009 to 2013.
After the disbandment of the shaky coalition government, his star continued to shine after the late MDC-T leader Morgan Tsvangirai appointed him co-vice-president of the party with Elias Mudzuri.
When Tsvangirai died, he assumed the presidency of the biggest opposition party and managed to give Zanu PF’s President Emmerson Mnangagwa a good run for his money in the 2018 elections after polling more than two million votes in an election too close to call.
He claims the elections were rigged by Mnangagwa, a sticking point in the country’s democratic landscape up to now.
ZBC has introduced a host of cost cutting measures according to a leaked memo from the broadcaster’s HR department to the entire ZBC staff.
The state broadcaster announced that there will be no transport allowances for people who are being ferried from home by ZUPCO and lunch will be provided to critical stuff only and photocopying will be centralised.

2.CANTEEN
The corporation shall be serving one starch and one type of meat per given day. Standard portions shall be served going forward. Only critical staff shall be served meals against the submitted list from the Departmental Head.
3. PHOTOCOPYNG
All photocopying shall be done through our registry department unless advised otherwise.

FOREIGN EXCHANGE AUCTION RULES
The Reserve Bank of Zimbabwe (the Bank) wishes to advise the public that since the introduction of the Foreign Exchange Auction Trading System on 23 June 2020, three (3) Foreign Exchange Auctions have been conducted successfully. In order to enhance transparency and efficiency in achieving the primary objective of price discovery, the Bank advises that the following operating rules shall apply:
(a) Only bids for a minimum amount of US$50,000 and a maximum of US$500,000 from each bidder per auction shall be accepted;
(b) All bids shall be in United States Dollars (US$);
(c) Bidders shall submit only one bid per Foreign Exchange Auction and submission of more than one bid shall result in rejection of all bids submitted by the concerned bidder;
(d) Bids submitted by bidders that have overdue export receipts or bidders that have not acquitted foreign payments as required by law shall be rejected;
(e) Bids submitted by bidders with positive balances in their Nostro accounts that are equal to or more than the bid amount shall be rejected;
(f) Bidders must submit their bids through Authorised Dealers by 1500 hours on every Monday, or if the Monday falls on a public holiday, on the next business day, preceding the date of the next Foreign Exchange Auction;
(g) Bidders must provide in their bids sufficient details of the purpose of funds and description of goods or services to be paid for;
(h) Foreign currency shall only be allotted for the purpose for which a bid has been made and utilising allotted foreign currency for any other purpose shall not be permitted; and
(i) Foreign currency shall be allotted to winning bids according to the Import Priority List (7096 Priority Level ) and 30,6 Priority Level 2).

The late Hachalu HundessaProtests continue to rise in Ethiopia following the murder of a popular musician who was gunned down in Adis Ababa by unknown gunmen.
Ethiopians have been protesting since his death and this has led to the death of 156 people including 11 state security agents. The Prime Minister has warned the citizens that no one is above the law as protests rage on.
Ethiopia’s Prime Minister Abiy Ahmed has warned the citizens that no one is greater than the country.
He says he will strive to ensure that there is respect for rule of law. Tension continues in the country for the second week following violent protests that erupted last week after a prominent artiste from the Oromo ethnic group was killed. The country, which is under a state of emergency, is currently under heavy security and internet shutdown.
Prime minister Abiy Ahmed took over power in 2018 and one of his biggest challenges has been opposition from a section of his own ethnic group, the Oromo.

Genius KadungureBusinessman Genius Kadungure and his gas company Piko Trading have been found not guilty of smuggling gas into the country and failing to declare returns to the Commission of Taxes.
Piko Trading was charged with two counts of failing to declare tax returns and another count of smuggling gas into the country. Kadungure was being charged in his own capacity for failing to declare returns on gas sales to the Commissioner of Taxes.
Kadungure and his firm were cleared of the two offences by Harare regional magistrate Mr Crispen Mberewere. Piko Trading had pleaded guilty to two other counts of failing to declare returns to the Commissioner of taxes.
Magistrate Mberewere is expected to sentence Piko Trading on the two counts.

Mbuya Nehanda was for the people and that’s why she is popular up to this day and so is our President Nelson Chamisa because he fronts people’s interests.
The likes of Matemadanda and his boss Emmerson Mnangagwa only want to abuse Mbuya Nehanda’s name to prolong their corrupt and illegitimate regime.
The only notable thing that Matemadanda did is to defy Mbuya Nehanda’s famous “mapfupa achamuka” call for an uprising against colonialism.

Mnangagwa addressing ordinary session of the Zanu PF PolitburoPresident Emmerson Mnangagwa on Friday hinted at re-tightening the nationwide Covid-19 induced lockdown following a recent spike in new infections.
On March 30 this year President Mnangagwa declared a total Covid-19 lockdown in Zimbabwe for an initial 21 days to better prepare the country to combat the pandemic which had started wrecking havoc throughout the world.
The measures were later relaxed as the government sought to balance health and economic interests and currently the country is under level 2 of the lockdown for an indefinite period.
As at Friday, Zimbabwe had 961 confirmed cases of Covid-19 including 12 deaths since the onset of the outbreak on 20 March 2020.
Addressing an ordinary session of the ruling Zanu PF politburo, President Mnangagwa said the rapid rise in Covid-19 infections required another review of the lockdown regulations.
“The recent rapid spike of infections require that we make another review of the Covid-19 lockdown measures soon,” he said adding, “the strategies we adopted to curb the spread of Covid-19 pandemic have to date yielded positive results.”
He said the country would continue to strengthen preventive measures, testing and contact tracing.
President Mnangagwa warned groups pushing for government workers to go on strike.
“We continue to see acts that seek to out rightly destabilise the peace, unity and harmony we are enjoying, in particular through the use of platforms in the health, education and security sectors. We shall never quiver or capitulate in the face of these machinations,” he said.
“I challenge those who purport to represent workers to do just that. It is a one way traffic lane. Political ambitions and views belong to another lane,” he said.
He warned civil society organisations to stick to their mandate, or risk being de-registered.
“Those who deviate from their mandate will attract de-registration,” he said.
President Mnangagwa also warned foreign embassies against interfering in the internal affairs of the country.
“Some of our guests of the state, our foreign embassies are reminded that Zimbabwe is an independent and sovereign nation. They are once again dissuaded from interfering in our internal affairs and should stop forthwith the funding of destabilisation activities,” he said.
Some fringe political parties including the Jacob Ngarivume-led Transform Zimbabwe have indicated that they would hold street protests on July 31 this year.

Veteran Ghanaian midfielder Sulley Muntari has revealed his ambitions to grace the ABSA Premiership and play for Kaizer Chiefs.
The 35-year-old, a UEFA Champions League winner with Inter Milan in the 2009/10 season, unraveled his admiration for the South African top flight and Amakhosi in particular, while speaking on Robert Marawa’s Marawa Sports Show last night.

The Confederation of African Football (CAF) is waiting to hear from Cameroon about hosting the final stages of this year’s Champions League, putting the completion of the tournament in doubt.
The football body picked the west African country to host the remaining games of the competition which were suspended in the semi-final round because of the coronavirus crisis.
In a letter sent to member associations, CAF’s acting general secretary Abdelmounaim Bah said the exact dates for the games would be confirmed at a later date after Cameroon had confirmed to host.
The proposed dates would have seen the last 4 round played on 31 July-9 August or from 4-13 September with the final scheduled ten days later in each case.
Al Ahly are due to meet last year’s runners-up Wydad Casablanca while Zamalek take on Raja Casablanca in the two semi-finals – both matches being contested between Egyptian and Moroccan clubs.

WHO is a global organization, but we are also proud and active members of the cities and communities we live in.
Since the 20 th of March, Geneva’s famous Jet d’Eau fountain has been switched off while the city was in lockdown.
Yesterday I had the enormous honour of re-starting the Jet d’Eau, as a symbol of the city reopening now that the number of cases has declined.
I’m deeply grateful to the city and canton of Geneva for their hospitality and support for WHO, and for illuminating the Jet d’Eau in blue in honour of WHO and the United Nations.
But although new cases here in Geneva are now in the single digits, we are continuing to see an escalating pandemic globally.
As the pandemic accelerates in low- and middle-income countries, WHO is especially concerned about its impact on people who already struggle to access health services – often women, children and adolescents.
The indirect effects of COVID-19 on these groups may be greater than the number of deaths due to the virus itself.
Because the pandemic has overwhelmed health systems in many places, women may have a heightened risk of dying from complications of pregnancy and childbirth.
WHO has developed guidance for health facilities and community activities on maintaining essential services, including for women, newborns, children and adolescents.
This includes ensuring women and children can use services with appropriate infection prevention and control measures, and respectful maternal and newborn care.
WHO has also carefully investigated the risks of women transmitting COVID-19 to their babies during breastfeeding.
We know that children are at relatively low-risk of COVID-19, but are at high risk of numerous other diseases and conditions that breastfeeding prevents.
Based on the available evidence, WHO’s advice is that the benefits of breastfeeding outweigh any potential risks of transmission of COVID-19.
Mothers with suspected or confirmed COVID-19 should be encouraged to initiate and continue breastfeeding and not be separated from their infants, unless the mother is too unwell.
WHO has detailed information in our clinical guidance about how to breastfeed safely.
WHO is also concerned about the impact of the pandemic on adolescents and young people.
Early evidence suggests people in their teens and 20s are at greater risk of depression and anxiety, online harassment, physical and sexual violence and unintended pregnancies, while their ability to seek the services they need is reduced.
School and university closures can also have a dramatic impact on the ability of adolescents to access preventive services.

July 31 is certainly going to mark the end of Emmerson Mnangagwa’s short but brutal dictatorship.
In his short spell as the President albeit through stealing elections, Mnangagwa has presided over untold suffering, repression and oppression that has never been witnessed before in this land.
It was under Mnangagwa when we first witnessed senseless butchering with live ammunition of defenseless citizens by rogue soldiers.
It is by no coincidence that the people are going to take to the streets a day before the anniversary of 1 August military killings.
The blood of those martyrs is crying for justice and the biggest form of justice those innocent civilians can ever have is removal of the man who deployed the military on the day in question.
That man is none other than Emmerson Dambudzo Mnangagwa!
The people are going to stop at nothing to make sure he is gone.
Nothing, nothing and I repeat nothing at all is going to save this man whose corrupt and murderous regime is responsible for the worst economic crisis since the lapse of GNU.
It is only under Mnangagwa’s watch that we have witnessed a sharp increase abductions of civil society leaders, trade unionists and political activists.
From Tatenda Mombeyarara to Cecilia Chimbiri, Netsai Marova and Joanna Mamombe, the growing list of abductees is inexhaustible!
In his fake New Dispensation, Mnangagwa did set a new for every wrong reason.
Citizens recall with anger and aghast the shock events of January 2019 where a sizeable number was raped and killed.
For the first time post independence, we witnessed a total blackout of internet connectivity in January 2019.
It is under Mnangagwa that a new phenomenon called ‘catch and release’ mushroomed to habour corrupt cabinet criminals like his clansman Obadiah Moyo.
The season of people power is ripe and time to take stalk is now!
Not even the abuse of Covid19 lockdown is going to save Mnangagwa from protests.
We, the citizens have run out of patience and we just can not afford another day with Emmerson Mnangagwa as the President.
31 July must be the last straw for Mnangagwa!

By A Correspondent- A woman from Bulawayo’s Enthumbane suburb, Privilege Hove who is also an illegal money changer popularly known as usiphatheleni, recently cheated death by a whisker when she was stabbed on the arm with a kitchen knife by her lover’s wife after she allegedly found them having sex in her rented room.
Hove and her unidentified lover’s mother Thobekile Kwenda stay at the same house and Hove’s lover and his wife reportedly stay in Kadoma.
When they were busted in the midst of fornication Hove’s alleged lover and his wife had reportedly visited Kwenda. It emerged that there was an action-packed drama when the enraged wife busted her husband pants down with Hove.
Having suspected that it was Kwenda who exposed the illicit relationship, Hove is now threatening to decisively deal with her.
A fearful Kwenda last week approached the Bulawayo Civil Court seeking a protection order against Hove.
“I am being threatened by Privilege Hove. She is threatening to hire people to deal with me. She was in love with my son and they were caught red-handed in the act by my daughter-in-law. They then fought with my daughter-in-law and she was stabbed on the arm with a knife.
She reported the matter at Entumbane Police Station but she later withdrew it at the instigation of my son who is also paying for her medical expenses,” said Kwenda.
She said Hove was now telling people in the suburb that once her wound heals, she would deal with her as punishment for ending her relationship with her son.
“I am now seeking a protection order because my life is in danger. She is telling people that once her hand heals, she wants to deal with me. I pray that since we are staying at the same house, she must not talk to me or use my things,” pleaded Kwenda.
Hove who apparently feared the humiliation of a trial didn’t come to court to defend herself leading the presiding magistrate Nomasiko Ndlovu to grant the order in favour of Kwenda.
The magistrate ordered Hove not to disturb Kwenda’s peace by verbally harassing or threatening her in any way.

Surely cowards like Matemadanda lack moral probity to speak on Mbuya Nehanda legacy or to let alone brand a leader with people at heart like Advocate Nelson Chamisa as anti revolution.
Mbuya Nehanda was for the people and that’s why she is popular up to this day and so is our President Nelson Chamisa because he fronts people’s interests.
The likes of Matemadanda and his boss Emmerson Mnangagwa only want to abuse Mbuya Nehanda’s name to prolong their corrupt and illegitimate regime.
The only notable thing that Matemadanda did is to defy Mbuya Nehanda’s famous “mapfupa achamuka” call for an uprising against colonialism.
Tax driving in a foreign country certainly is never part of our liberation struggle!
The best Matemadanda and Mnangagwa can do is to let the dead rest and spare themselves wrath of the ancestors!
31 July is going to be a rude awakening for Matemadanda and his ilk because even the spirit of Mbuya Nehanda cannot be happy about the abuse of her name by those who are causing the toiling of masses.

By A Correspondent- Two men allegedly strangled a 17-year-old girl and dragged her into a bushy area in Bulawayo’s Pumula suburb where they tore her underwear with a knife before sexually attacking and robbing her.
A source close to investigations said the teenager left home with two buckets to fetch water from a borehole.
“She left home at 6pm and headed to a nearby borehole to fetch water. She filled two buckets and left the other a few metres away from the borehole. She took the other one home,” said the source.
When she returned to fetch it, two unknown men pounced on her.
“They grabbed her before strangling her. They quickly blindfolded her with a scarf while dragging her to a nearby bush,” said the source.
The source went on to say one of the men shoved a cloth into her mouth.
“They took an item similar to a universal charger and placed it on her back leaving her feeling weak.
“One of the suspects tore her underwear with a knife. After that they took turns to rape her,” said the source.
After sexually attacking the minor, the source said, they took her two cellphones and ran away.
“They took her two cellphones — a Vodafone and a Nokia Asher — all her gadgets cost US$90,”said the source.
Deputy Bulawayo police spokesperson Assistant Inspector Nomalanga Msebele said: “We are investigating a case where two unknown men who are on the run raped and robbed a 17-year-old girl at a borehole last week on Thursday at around 6pm in Pumula South suburb. We would like to urge members of the public to go in groups when going to fetch water.”
Asst Insp Msebele appealed to anyone with information on the whereabouts of the two suspects who are on the run to contact their nearest police station.

WHO is a global organization, but we are also proud and active members of the cities and communities we live in.
Since the 20 th of March, Geneva’s famous Jet d’Eau fountain has been switched off while the city was in lockdown.
Yesterday I had the enormous honour of re-starting the Jet d’Eau, as a symbol of the city reopening now that the number of cases has declined.
I’m deeply grateful to the city and canton of Geneva for their hospitality and support for WHO, and for illuminating the Jet d’Eau in blue in honour of WHO and the United Nations.
But although new cases here in Geneva are now in the single digits, we are continuing to see an escalating pandemic globally.
As the pandemic accelerates in low- and middle-income countries, WHO is especially concerned about its impact on people who already struggle to access health services – often women, children and adolescents.
The indirect effects of COVID-19 on these groups may be greater than the number of deaths due to the virus itself.
Because the pandemic has overwhelmed health systems in many places, women may have a heightened risk of dying from complications of pregnancy and childbirth.
WHO has developed guidance for health facilities and community activities on maintaining essential services, including for women, newborns, children and adolescents.
This includes ensuring women and children can use services with appropriate infection prevention and control measures, and respectful maternal and newborn care.
WHO has also carefully investigated the risks of women transmitting COVID-19 to their babies during breastfeeding.
We know that children are at relatively low-risk of COVID-19, but are at high risk of numerous other diseases and conditions that breastfeeding prevents.
Based on the available evidence, WHO’s advice is that the benefits of breastfeeding outweigh any potential risks of transmission of COVID-19.
Mothers with suspected or confirmed COVID-19 should be encouraged to initiate and continue breastfeeding and not be separated from their infants, unless the mother is too unwell.
WHO has detailed information in our clinical guidance about how to breastfeed safely.
WHO is also concerned about the impact of the pandemic on adolescents and young people.
Early evidence suggests people in their teens and 20s are at greater risk of depression and anxiety, online harassment, physical and sexual violence and unintended pregnancies, while their ability to seek the services they need is reduced.
School and university closures can also have a dramatic impact on the ability of adolescents to access preventive services.

Farai Dziva|Controversial ZANU PF National Commissar Victor Matemadanda has claimed that MDC Alliance leader Advocate Nelson Chamisa will never rule Zimbabwe following his comments on Mbuya Nehanda.
Said Matemadanda :
“Zimbabweans might not know that Chamisa’s father was in the RAF battalion, meaning one Rhodesian African Riffle.”
“He (Chamisa) is a person who grew up in an army cantonment area, but an army which was on the side of the Rhodesian regime, and his value system because of that, is naturally against the revolution, the liberation of this country.”
“But if he thinks I am lying, he has every right to challenge me.
I know he is a son of a Rhodesian African riffler who fought against the liberation process of this country and his value system now favours the former coloniser.
And for him to disregard the physical and spiritual effort of Ambuya Nehanda is wrong.
A recognition that every one of us is doing, despite the fact that I am in the opposition or what, our people in Zimbabwe respect the spiritual world especially with regards to the liberation process if this country.
And for him to denigrate her, he will never rule this country because of that.
He is very irresponsible, very ignorant, very misguided anti-our culture, anti-Zimbabwe and anti-our culture.”
Addressing an e-rally on Sunday, Advocate Chamisa said that government was not putting its priorities right by planning to erect a giant Nehanda statue in central Harare while the nation is starving.

By A Correspondent- Police in Jotsholo have arrested a 25 year old man who raped a 12 year old girl.
According to a police report, the girl’s aunt offered the drunk uncle a bedroom to share with the girl.
The man is said to have sneaked into the complainant’s blankets and raped her once.
The case came to light through a tip-off as the relatives were trying to cover up for the accused person, leading to his arrest.
Police are appealing to parents and guardians to avoid allowing male adults to sleep in the same rooms with the girl child.
By A Correspondent- A woman from Bulawayo’s Mpopoma suburb who shared her nude pictures with a friend has been sentenced together with three other accomplices for sharing raunchy pictures in a residents’ WhatsApp group.
A court heard that Linah Ncube (33) shared her nude pictures with Mpumelelo Nyoni (30) from the same suburb.
It is alleged Nyoni further shared the nudes with Viola Chamboko (29) and Sharon who leaked the pictures. Prosecutor Patson Muchingami told the court that the crime was committed between April last year and June this year when the quartet was arrested.
The court heard Ncube discovered that her nude pictures were being circulated after bumping into them on a Mpopoma WhatsApp group.
She then reported the matter to the police who deployed the cyber crack team comprising police Victim Friendly Unit to investigate the matter.
The court heard investigations led to the arrest of Ncube and that of the three accomplices as it was established that she intentionally sent the pictures to Nyoni.
The prosecutor said while the other three had violated Ncube’s privacy, she was also liable for circulating the nude pictures.
“The three accused persons worked in cahoots and circulated pictures bearing nude photos of the complainant on WhatsApp platforms. They did this in full realisation that there was a real risk or possibility that their conduct would seriously impair the dignity of the complainant.
The trio was also found in possession of five nude pictures belonging to the complainant on their phones which is indecent or obscene or prohibited,” he said.
He said police investigations also led to Ncube’s arrest.
Linah was fined $500 and paid it and the trio of Mpumelelo, Sheron and Viola were fined $1 000 which they are supposed to have paid by 27 July or spend 60 days in prison.

Zimbabwe’s coronavirus cases have gone up by 41, bringing the total to 926 .
The Ministry of Health and Child Care announced in a statement that the new cases include returnees from South Africa (2), Namibia (1), Japan (1) and 36 local cases.
51 of the cases reported on Thursday were from Bulawayo province of which 21 are health caregivers who have been in contact with known confirmed cases admitted at the hospital and have been isolated.
Zimbabwe’s recent coronavirus pattern is worrisome as cases recorded increasing at an unparalleled rate.
