Mthwakazi Leader Demands Govt To Pay Matabeleland US$100 Billion Compensation

Matabeleland Liberation Organisation leader Paul Siwela says the government of Zimbabwe must pay an amount of USD$100 billion to the people of Matabeleland for plundering the resources of the region.

In a Facebook post on Tuesday Siwela said:

For the benefit of all, the following Demands were presented to the Zimbabwe government in October 2015 and still stands.

Little wonder you find the government of Zimbabwe is today trying to appease the Matebeles, hoping the above demands can be forgotten or changed. That would not happen.

For the record, the Demands will never be forgotten or changed and shall stand until they have been met in full.

1.0 Restoration of Matebeleland State as at 3 November 1893

1.1 Reparations equivalent to One hundred billion United States Dollars for genocide and gross abuse of Matebeles, stealing and plundering of Matebele resources.

Siwela’s statement comes after President Emmerson Mnangagwa has pledge to compensate victims of Gukurahundi Genocide and to assisted them rebury their dead relatives.

May people from Matabeleland and Midlands has called for an official government apology before any reburial can be done.

Gukurahundi claimed more that 20 000 people during the period of 1983 to 1987.

Chief Ndiweni Under Heavy Attack From Matabeleland On Gukurahundi Comment

Nhlambaloyi Chief Nhlanhlayamangwe Ndiweni has come under from Matabeleland activists who have accused him of being off side when he tweeted about Gukurahundi Genocide recently.

Ndiweni had posted a tweet saying Gukurahundi was not done by Shona people but was done by the government against the Ndebeles and the Gukurahundi operation included plenty of Ndebeles like his relative Enos Nkala whom he said he has forgiven.

Opposition MLO leader Paul Siwela said, “Can someone meet Chief Nhlanhla Ndiweni and tell him to remain in his cultural lane and stop meddling in politics for cheap publicity.”

Kalanga cultural activist Ndzimu Unami Moyo posted a video which purported to show that Shona people were actively involved in the operation.

“May those that know one Chief Ndiweni please show him this video if indeed the words ascribed to him are true. Zanu or its Government the whole Gukurahundist gang did not rise out of the dust.

“It was aided and abetted by Shona people who actively demanded the destruction of Dr. Joshua Nkomo, Zapu and their supporters, who happened to be Citizens of Matebeleland. These views are still very current today among Shonas.”

However, Lovemore Fuyane said the people of the region must unite and not allow of them to be crucified.

“I don’t think we are at the stage where we must outright condemn & crucify one of the few voices that are at least trying to shake the tree. If we do that we risk waiting for generations for that perfect messiah.

“Let people exchange ideas with him and persuade him otherwise for the time being. The enemy is waiting for us to suck the energy out of each other and self destruct while they sit back and munch on popcorn. What unites us is far more important.” Said Fuyane.

Former Dembare Star Joins Chauya Chipembere

Former Dynamos forward Tawanda Macheke is happy at Black Rhinos and promises a good performance this season.

Macheke joined Rhinos early last month after the expiry of his contract with the Glamour Boys in December last year.

“I am happy I have a new home now. I am happy here, I wanted a new environment and new challenges too.

“I joined Rhinos just for change. I also wanted to come out and experience new difficulties and new struggles that will help me build my career.

A healthy lifestyle is a simple way with health insurance as illness and visits to a health practitioner are markedly reduced.

  1. Healthy eating: This is eating a meal that have all nutrients required by the body to function that is protein, carbohydrates, fats, vitamins and mineral salts. One should take heavy meals during the day and at night take smaller meals. Drink more water at least 2litres per day unless specified by a doctor to limit the amount of fluids per day. Salt and oil when cooking should be adequate as these also contribute to diseases such as high blood pressure and diabetes. With health eating one should also consider weight management. One should have a BMI (body mass index) between 18.5 to 24.9.
  2. Stop smoking: Smoking is hazardous to health and is a risk factor for many cancers. Alcohol intake should be reduced. Binge drinking and using drugs should be stopped as it is not good for health.
  3. Stress management: People manage stress in different ways and peace of mind is required for healthy living. One should get enough sleep at least 6 to 8 continuous hours per day. Spend time with loved ones and if you have problems share with someone you trust or a counselor.
  4. Safe sexual behaviour: Sticking to one partner is safe and reduce the risk of contracting STIs. Always use a condom and reduce STIs and unplanw ned pregnancy.

5.Exercising: Regular exercise of at least 30mins to 1hour per day for 3 to 4 days per week can be adequate. Exercises differs from just walking to strenuous or anaerobic exercises.

Chibaya, Masara Trial Postponed

By A Correspondent| The trial of the MDC Organising Secretary Amos Chibaya and his deputy Sibusisiwe Masara, who are facing charges of failing to stop a demonstration in 2019, has been postponed to 11 March 2020.

Said the MDC Communications department:

The defence impressed upon the magistrate that if the State fails to provide witnesses to the case on 11 March, the two must be removed from remand so that the State proceeds with summons, if it so wishes.

The magistrate agreed with the defence that if the State fails to provide witnesses, then the two MDC leaders will be removed from remand.

The defence lawyers also asked the matter to be put before a different magistrate on the grounds that the magistrate presiding over the case was not impartial.

The two MDC leaders are part of a huge contingent of party leaders and activists who are being persecuted through prosecution by the Mnangagwa regime.”

“Time To Fight For Justice”

Farai Dziva|MDC secretary for public service and social welfare, Maureen Kademaunga says members of the opposition party and Zimbabweans in general should unite and fight for justice.

“Justice is clearly at odds with legality.

Democracy activists and opposition leaders are forced to deal with a compromised legal system – when apprehended we simply can not disregard it yet we are fully aware of it’s incompetencies and incapacity to deliver justice.

I think we are left with no option but to use the courts as a site of struggle; whenever one of us is under trial, let’s turn up in numbers and demand justice,” said Kademaunga.

President Mnangagwa Approached Grain-Millers For Money – Musarara| BREAKING…

By A Correspondent- President Emmerson Mnangagwa approached the under-probe Grain Millers Association for funding, its President Tafadzwa Musarara told parliament today. Mnangagwa and the former Finance minister Patrick Chinamasa have been sucked into the Grain Millers Association of Zimbabwe saga, where there is controversy surrounding an estimated US$9 million which was purportedly used for the refurbishment of silos by the parastatal Grain Marketing Board.

Presenting oral evidence before the portfolio committee on Agriculture led by Justice Mayor Wadyajena Tuesday morning, GMAZ Chairperson Tafadzwa Musarara implicated Mnangagwa and Chinamasa alleging that the duo requested funding from the GMAZ to refurbish the silos which were set to hold grain being produced under Command Agriculture.

However, Musarara could not furnish the portfolio committee with the supporting documents to authenticate that the then Vice president who is now the current Zimbabwean president made the request on behalf of government.

Said Musarara:

“… sometime in 2017, the chairperson of the cabinet committee………now his Excellency the President, approached the milling industry and said that the command agriculture at that particular time was very successful, a big harvest was being expected but the silo situation was not eer… the silos needed to be funded and he advised that the treasury didn’t have funding at that particular time so we were later approached by the then minister of Finance Patrick Chinamasa who advised us that government was desirous to seek a loan from the millers ….for the funding of the repairs of the silos …..and as millers we provided a funding arrangement through a turn sheet, we signed an agreement with the minister of finance which we have submitted to this committee….”

Man Murdered Over Stealing Maize Cobs

By A Correspondent- A 27-year-old man in the rural area of Lilongwe, Malawi was stoned to death by fellow villagers on allegations of stealing green maize cobs in a garden.

According to Kanengo Police Station deputy spokesperson Salomy Chibwana, the deceased, who has been identified as Bester Kholora, was murdered on Tuesday at Chiponde village in the district.

It is alleged that Khorola was caught with 50-kilogram bag stealing the maize in Alimi Leviyosi’s garden.

The matter was referred to the village headman who instructed community members to bring him to his court, but the now-deceased fled and the mob gave chase.

Chibwana added:

In the process of chasing him, community members started stoning and beating Kholora until he was killed before reaching the village headman house.

Currently, the police are investigating the matter so that those who took part in the killing must face the law. We are still urging the general public not to take the law into their hands when suspecting someone of having committed crime.-MaraviPost

Former Egyptian President Hosni Mubarak Dies

Former Egyptian President Hosni Mubarak – ousted by the military in 2011 – has died in Cairo at the age of 91.

Mubarak spent three decades in office before a popular uprising swept Egypt.

He was found guilty of complicity in the killing of protesters during the revolution.

That conviction was overturned and was freed in March 2017.

His death was confirmed by Egyptian state news on Tuesday.

Earlier in the day, the Al-Watan website reported that he died at a military hospital.

Mubarak underwent surgery in late January and was photographed with his grandson as he recovered.
On Saturday, however, Mubarak’s son Alaa said that the former president remained in intensive care.

Who was Mubarak?
Born in 1928, Mubarak entered the air force as a teenager and went on to play a key role in the 1973 Arab-Israeli war.

He became president less than a decade later, following the assassination of President Anwar Sadat, and played a key role in the Israel-Palestinian peace process.

But despite the billions of dollars in military aid Egypt received during his time in office, unemployment, poverty and corruption continued to grow.

Discontent boiled over in January 2011, after similar protests in Tunisia led to the overthrow of the president there. Mubarak was forced to step down 18 days later.

Just over a year after Mubarak’s overthrow, Mohamed Morsi, an Islamist politician, won Egypt’s first democratic presidential election.

The new president lasted less than a year in office. Amid mass protests, he was ousted in a military coup led by Gen Abdel Fattah al-Sisi.

Gen Sisi went on to win two presidential elections. Morsi died in prison in 2019.

In 2012, Mubarak was sentenced to life imprisonment over the deaths of some of the 900 protesters who were killed by security forces during the uprising a year earlier.
Both he and his two sons were also convicted of corruption.

But the more serious charges against Mubarak were later overturned and he was released in 2017.-BBC

Commenting on the new price National Bakers Association of Zimbabwe president, Dennis Wallah, said flour was not subsidised hence market forces were at play.

“The price of bread has been stable from November to date. We don’t have subsidised flour available hence the market forces are now at play.”

However Consumer Rights Association spokesperson, Effie Ncube, quoted by Chronicle, said:

The latest hike in the price of bread means that most families are now food insecure as they can no longer afford basic foodstuffs.”

“What is worrying now is that it seems teachers are not teaching during their normal working hours.

That should stop forthwith. Everyone is facing challenges, it’s not just the teachers and they should abide by the law,” Moyo told Chronicle.

Daisy, widow to the late Oliver “Tuku” Mtukudzi, says she still needs time to mourn her late husband.
Oliver “Tuku’ Mtukudzi died on January 23 age 66 and was declared national hero.

Tuku Music board chairperson Tungamidzai Simango has vowed to keep the departed crooner’s legacy alive.

And a year and few days after his death, Tuku‘s widow still needs time to mourn.
She opened up last Saturday when she laid wreaths on her husband’s grave.

“I can’t believe Tuku is gone, each time I am alone at home, I feel like he will come back.

Medical Doctor Sued For Removing Patient’s Uterus Without Consent

A top Harare gynaecologist, Dr Ashel Marume, has been slapped with a $400 000 lawsuit by his patient, who is accusing him of removing her uterus without her consent while she was delivering a baby at a local hospital.

In the summons now before the High Court, Nyasha Chiweshere cited Queen of Peace Hospital as the second respondent.

The $400 000 is for psychological and emotional trauma ($150 000), future medical expenses ($50 000), loss of income ($100 000) and loss of dignity ($100 000).

According to Chiweshere, she discovered about it four days later after she had asked Dr Marume the best contraceptive method to use.

However, Dr Marume informed her that she no longer had a womb.

The incident caused her emotional and psychological damages, she alleges.

Chiweshere says she is now unable to carry out some of her duties as a farmer after she sustained some burns at the hospital when nurses placed unwrapped hot water bottles on her bed to warm her.

“The actions of the defendants (Dr Marume and the hospital) resulted in plaintiff (Chiweshere) getting psychological and emotional trauma.

The plaintiff is still nursing wounds sustained and her left side most often gets numb and she will be unable to use her left hand,” reads part of her summons.

Circumstances are that sometime in March 2019, Chiweshere visited Dr Marume for her routine pregnancy check-ups.

When she was about to deliver, he suddenly referred her to Queen of Peace Hospital where the tragic incident took place despite being aware that she had registered with West End Hospital.-state media

By Jane Mlambo| MDC Spokesperson Daniel Molokele has dismissed claims of fissures in the party leadership over action to take to pressurize government to address the economic crisis in the country.

According to story published by some online media, party vice President Tendai Biti and Job Sikhala organised flash demos held in Harare last week without the knowledge of their President Nelson Chamisa.

But Molokele said the reports was nothing but hogwash as everyone in the party leadership was aware of the new stance by the party to hold random protests against Mnangagwa’s illegitimacy.

Below is Molokele’s full response;

Hogwash. Everyone in the leadership knows about these flash demos which are being organised by the party. . We have collectively drawn a line in the sand as a leadership that henceforth we will not notify the police. You will notice last night the Women’s Assembly did their flash demo and we are all aware and solidly behind them. Someone thinks they can drive a wedge between he leadership through such silly stories when the whole leadership is duly behind 2020 being the Year of Action as announced by the people’s President whom is now being said to be fearful of the very action he personally announced. It is none other than President Chamisa who declared 2020 to be the year of Action so how can he be against that which he personally announced to the Nation? He was clear at last week’s presser that everyone throughout his provincial tours is fully behind action. In any case, how can a credible story with such allegations not have the MDC voice, or President Chamisa’s voice for balance? Is this journalism or something else? For the record, the leadership is united behind President Chamisa and his call for 2020 to be the year of action. And these flash demos are the beginning of something much bigger and more sonorous.

South Africa Warns Zimbabwe

The South African government last week told ZANU PF leader, Emmerson Mnangagwa to his face, the country is now lawless and unsafe for investments.

This no holds barred statement was delivered by the South African ambassador, Mphakama Mbete who said Zimbabwe is now lawless on 10 fronts. He was speaking during last week’s Polad economic summit at the HICC where he said Zimbabwe:

  • Has non working Public Institutions.
  • is now totally lawless – no rule of law at all.
  • Now has extractive political and economic institutions.
  • Now run by rent-seekers and political manipulators.
  • Has no security of tenure .
  • Does not protect investments.
  • Does not honour of bilateral trade and investment agreements.
  • Does not service its debts.
  • The will of the people is suppressed, and active citizenry low.
  • Investments are not safe

Ambassador Mphakama Mbete told the Political Actors Dialogue (Polad) economic summit last week,

“In terms of active citizenry would believe that this is a very important factor of a thriving democracy. Ultimately it is the will of the people that must prevail for any democracy to be sustained.”

He however began his speech outlining the following:

“A comment on Public Institutions. We believe that Public institutions are key to proper economic management and must be allowed to pursue their mandate in line with the policy framework and legislation that establishes them. These institutions are important to provide a stable and predictable economic environment for business to thrive,” Mbete said.

Business, particularly through Employers Confederation of Zimbabwe, has accused government of dragging the Reserve Bank of Zimbabwe into quasi-fiscal activities and allowing it to print or generate money for political expediency and resultantly undermine the local currency.

Mbete said research showed that governments which manipulated institutions led generally poor nations.

“Nations with extractive political and economic institutions are likely to be poor compared to those with inclusive economic institutions, where the rule of law is protected against rent-seeking and political manipulation,” he said.

Mnangagwa’s government has been posturing, telling its African and international audiences that sanctions were affecting economic development in the country and hindering foreign direct investment (FDI), but Mbete sang from a different hymnbook.

“Zimbabwe has presented itself to be open for business, which we believe is an appropriate approach to developing this country and economy. However, in order to attract significant flows of direct investment, it is import that Zimbabwe improves its record concerning the following issues; security of tenure and investment protection; repatriation of proceeds by investors; the honouring of bilateral trade and investment agreements; the need to open up the economy to competition and establishment of new credibilities, lastly optimal debt servicing,” he said.

Zimbabwe has been writing laws to protect local industries from competition, especially by enforcing punitive import tariffs and closing out some sectors to foreign competition.

These include Statutory Instrument (SI) 64 of 2016, whose objective was to boost domestic production by protecting local industries from unfair competition from foreign firms.

The SI resulted in the removal of 43 products from the Open General Import Licence.

Zimbabwe, however, repealed SI 64, all its predecessors and consolidated their contents into SI 122 of 2017 with import controls, though relaxed, still haunting the nation.

The laws came under scrutiny after the country joined the African Continental Free Trade Area, which will remove economic borders and bring fierce continental competition.

Mbete told government that without addressing these issues, FDI would seek safer destinations.

“We believe that in a highly competitive environment for FDI, these are but a few of the basic conditions that must be upheld at all times. In our view, failure to do so means that investment capital will always look past Zimbabwe to other safer havens,” he said.

Touching on the core of economic decay, Mbete said the shortages of energy, fuel and water in Zimbabwe were not making matters any better.

“Zimbabwe has an industry base that has been neglected for long and needs reinvestment and re-calibrating. This neglect undermines government revenue collection potential since industry is operating below its potential. Industry and the economy by extension triumphs when basic services such as energy, fuel, water, bulk services, for example, are provided in a consistent and predictable way, this is essential for long-term planning by the productive sectors,” he said.

“We think it is important for all members of society to enter into a social contract wherein government, business, labour and citizens rally behind a common vision of the country of Zimbabwe.
Success requires mutual co-operation of all players as no one section of society can do it alone.”

Added Mbete: “South Africa, we believe, has had a very successful social contract through the National Economic Development Labour Council.”

WATCH LIVE: GMAZ Appearing Before Parly Committee On Lands

The Grain Millers Association of Zimbabwe (GMAZ) is currently appearing before parliamentary committee on lands and agriculture to explain on the USD$27 million from government meant for wheat imports.

GMAZ has previously failed to appear before the committee as they argued that they had supplied all the paperwork needed earlier.

They also said the USD$27 million was not from government as they bought the money from banks at the prevailing interbank rate at that particular time.

Last week, some millers appeared before the same committee and made various claims including alleging that subsidized maize was finding its way to DRC.

Makomborero Haruzivishe Freed On ZWL$1000 Bail

By Own Correspondent| Harare Magistrate Yeukai Chigodora on Monday 24 February 2020 ended the lengthy detention of pro-democracy campaigner Makomborero Haruzivishe and Allan Moyo, who were arrested last week by Zimbabwe Republic Police (ZRP) officers and charged for allegedly participating in an illegal demonstration.

Haruzivishe and Moyo were arrested on Thursday 20 February 2020 by some ZRP officers who charged them with participating in a gathering with intent to promote public violence, breaches of the peace or bigotry as defined in section 37 (1)(b) of the Criminal Law (Codification and Reform) Act.

Prosecutors claimed that Haruzivishe and Moyo, who were represented by Obey Shava of Zimbabwe Lawyers for Human Rights (ZLHR), participated in an illegal demonstration allegedly staged by some MDC Alliance party youths on Wednesday 19 February 2020 in Harare’s central business district.

During the demonstration, prosecutors charged that the protesters who included Haruzivishe and Moyo held placards inscribed “Respect our own Constitution,” “ED enda,” “ED must go,” among other posters and sang some protest songs with the lyrics “Hatichada kunyengerera,” “hatipihwe order nemasaskamu.”

The duo according to prosecutors were identified while allegedly committing the offence on some video footage, which was reportedly circulated on social media platforms and which will be produced in court as an exhibit when their trial commences.

Magistrate Chigodora ordered Haruzivishe and Moyo to pay ZWL$1 000 each as bail money and to report twice a week on Mondays and Tuesday at Harare Central Police Station, to reside at their given residential addresses and not to interfere with state witnesses until the matter is finalised.

Chikombedzi School Haunted By Zero Percent Passrate

The Limpopo Valley in southern Chikombedzi has gained notoriety for perennial appalling pass rates in final examinations, be it Grade 7 or Ordinary Level.

Tucked between Runde and Mwenezi rivers, the Limpopo Valley continues to be haunted by poor academic results in primary and secondary schools scattered across this expansive arid plain.

The valley, which is home to the Shangaan people, is among the remotest and least developed areas in the country in terms of schools and other services like clinics.

The available schools are far apart, while teachers are in short supply as most qualified educators shun the area owing to the absence of modern facilities like clinics, reliable communication services and good roads.

While the story of the Limpopo Valley is that of general despair caused by underdevelopment, the education sector is in urgent need of attention.
Notwithstanding the effects of the rampant cross-border migration to neighbouring South Africa by those in the primary school going age in the Limpopo Valley, the poor pass rates at schools in the area are increasingly casting a huge shadow on its future development.

The poor pass rates have been more pronounced in primary schools, a situation communities in the area want addressed as a matter of urgency.

There are growing fears that the Limpopo Valley might be left behind as the whole nation joins the bandwagon in realising growth consistent with an upper middle income economy come 2030 unless the education sector in the area is overhauled.

Chiredzi South National Assembly Member Cde Kallisto Gwanetsa says there is urgent need to address the appalling educational standards in the Limpopo Valley.

He says the area will remain behind unless the poor pass rates in schools are arrested.

In 2018 four schools namely Chilugwi, Dhafi, Pukupela and Dakale Primary Schools recorded zero percent pass rate at the Grade 7 final examinations.

Three years before in 2015, three primary schools namely Mugiviza, Samu and Dake also recorded zero percent pass rate at Grade 7.

Maose and Dakale schools also both recorded zero percent pass rate in 2017 out of all the 22 primary schools in the Limpopo Valley.

While there was a slight improvement in 2019 when only Samu Primary School recorded zero percent pass rate at Grade 7, the average pass rate for all the schools in the Limpopo Valley remained on the downside.

“There is urgent need for intervention to address the poor pass rate in our schools especially at primary level where some institutions have been recording zero percent pass rate over the past three to four years,” said Cde Gwanetsa.

“While the situation marginally improved during last year’s Grade 7 final examinations the picture remains gloomy because the pass rate is still very low and something has to be done very soon.”

Cde Gwanetsa said the first move to address the problem was to deploy Shangaan-speaking teachers to schools in the area.

“The whole problem starts at ECD level where normally the language of instruction has to be the mother tongue when teaching children.

‘‘In our case there are not enough Shangaan teachers at ECD levels so most pupils are taught by people who cannot speak Shangaan meaning that such students are destroyed at foundation level, hence the zero percent pass rate frequency at most schools come Grade 7 final examinations.”

The Chiredzi South legislator said engagements with community leaders have showed that the shortage of Shangaan teachers was the biggest factor behind the appalling Grade 7 results.

‘‘Our hope is that more teachers are deployed here beginning at ECD level so that our children have a solid foundation. Unless that issue is rectified the problem of poor pass rates will continue to haunt the Limpopo Valley,” said Cde Gwanetsa.

He expressed hope that the situation will be addressed with more local and foreign universities in neighbouring countries offering degree programmes in Shangaan.

“We have universities such as Great Zimbabwe, Midlands State University and even Venda University across the border in South Africa that are now offering degree programmes in Shangaan and it is our hope that these people will come back home and help improve education in their land of birth,” said Cde Gwanetsa.

ANALYSIS: PPPs Ideal For Self-Financing Infrastructure Projects

By Victor Bhoroma| The state of public infrastructure in Zimbabwe is now deplorable due to several years of neglect and underinvestment. The country’s infrastructure gap in railway, roads, energy, sports facilities, border posts, public health care, water and sanitation in now huge.  A 2019 report by the African Development Bank (AfDB) pointed out that Zimbabwe needs over $34 billion in the next 10 years to upgrade its infrastructure so as to achieve sustainable levels of economic growth. This means that the country would need to invest $3.4 billion each year  (starting this year) up to 2030 in order to keep up pace with developments on the continent especially with fast developing peers in the SADC region. The country aspires to be an Upper Middle Income economy with a Gross Domestic Product (GDP) of $65 billion by 2030 and to be fully industrialized by 2035. This would entail sustaining economic growth rates of 7% per annum for the next 10 to 15 years.

Poor infrastructure adds to the cost of doing business in the country, threatens business viability and potential investment. The current power shortages that go for 6-18 hours per day are leaving a trail of disaster for local producers. National grid output from three operational power stations (Hwange, Kariba and Munyati) stands below 750MW against current peak demand of 1400MW per day. Harare and Bulawayo power stations are not generating any electricity due to persistent equipment breakdowns and lack of investment to upgrade the infrastructure over the past two decades. The same can be said about the country’s railway infrastructure which was built in the 1950s and has not seen any significant upgrade ever since.

In terms of water and sanitation, perennial water shortages in Harare and Bulawayo underline the lack on investment in dam projects such as Kunzvi-Musami and Gwayi-Shangani dams. The water shortages also impact satellite towns such as Chitungwiza, Norton, Ruwa and Goromonzi which rely on Harare for supplies while contributing to cholera outbreaks that have now become routine in Harare. The same can be said for sports facilities and border posts which have become an eyesore to users and travelers alike despite the fact that these projects can be self-financed through revenues generated from public usage.

As for road infrastructure, the decay cannot be overemphasized when you compare the progress that Zambia, Botswana and Mozambique have been making in the past 15 years on road and transportation facilities. Pot holes, narrow lanes and rough edges define most highways save for the 800km stretch of Plumtree to Mutare highway which was rehabilitated in 2014. The highway still remains one of the best Public Private Partnership (PPP) undertaken in the country in the last 20 years considering its competitive cost of $206 million and the maintenance that still happens up to today. Notable PPP projects in Zimbabwe since independence include the 1994 Alfred Beit Road Bridge constructed by New Limpopo Bridge (Private) Limited under a 20 year Build-Operate and Transfer (BOT) arrangement at a total value of $18 million. Another PPP project that was successfully undertaken by the government is the Beitbridge Bulawayo Railway (BBR) line, which was implemented on a BOT basis by Beitbridge Bulawayo Railway (Private) limited in 1999.

The most prominent characteristic of all developed nations is their ability to build, maintain and modernize infrastructure at a pace in tandem with economic development and population growth. To achieve this, PPPs have been used in various 1st world countries and on the African continent to the greater good of public infrastructure development. In Zimbabwe, PPPs have not been prominent due to institutional decay (flawed rule of law, respect for property rights and contracts), high country and credit risk, economic and financial instability, political interference for control and corruption, inadequate regulatory and inconsistent policy frameworks. According to Africa Economic Development Strategies (AEDS), Zimbabwe can learn a lot from South Africa’s regulatory and supervisory experience in managing PPPs. South Africa has the greatest cumulative experience of public-private partnerships in the whole of Africa, with over 50 such partnerships at the development or implementation stage from national to provincial level, and 300 projects at municipal level, since 1994. The South African Treasury (which approves PPP projects) has developed a PPP Manual and Standardized Provisions to guide all projects of this nature. The SA National Treasury’s PPP Unit was set up in 2000 to oversee all PPPs at national and provincial level in terms of the Public Finance Management Act of 1999.

The centralized management of PPP proposals by an experienced team in the South African PPP unit has seen the country develop world class infrastructure from motorways, traffic interchanges (Spaghetti Roads), railway systems, world class telecoms, sports, airports and border post infrastructure that are an envy to most African countries.

Through PPP projects in dam construction, water treatment and distribution network, Rwanda is on track to become the first African country to provide 100% of its citizens with piped water, improving on what is already an impressive 85% countrywide access. The Rwandan government is striving to ensure universal water access by 2024 through increasing investment in construction and extending water supply infrastructure across the country.

Zimbabwe is burdened by sovereign liabilities which now eclipses $8.5 billion in foreign debt and billions more on the domestic front. The government has no capacity to invest over $3.4 billion in infrastructure projects in the foreseeable future of 10 to 15 years, and implement these projects efficiently and timeously as can be done via PPP arrangements. Maintenance and sustainability of such infrastructure is also a cause for concern as the government lacks scope in deriving maximum value from public projects that it undertakes through its own funding. A case in point is the 200MW Dema Power Project that was built at a cost of $498 million in 2016, but barely functioned for a year due to the high cost of producing electricity at the plant and corruption in its operations. Under PPP projects, the financial, technical and operational risk is borne by the sponsor of the project hence PPPs do not constitute to public debt or draw from tax revenues. PPPs would be ideal for self-financing projects such as the planned Batoka Hydro Electric Plant, Beitbridge-Chirundu & Bulawayo-Vic Falls Highways, Gwanda, Insukamini & Munyati Solar Projects, Kunzvi-Musami & Gwayi-Shangani Water Projects, local rail network upgrade and rehabilitation of all the country’s border posts.

The consequences of infrastructure decay are evident in the high cost of importing power from neighboring countries year in year out, high cost of doing business and poor investment inflows into the country as investors prefer markets with better infrastructure in the Southern region. The government does not need to fund (or even own) all the public infrastructure especially railways, roads, dams, telecoms, airports, energy, schools, hospitals, sports facilities and real estate property infrastructure. A favorable political duty for the government would be to ensure that citizens derive maximum utility from the usage of such infrastructure, to the government’s credit. The fact that PPPs tend to fund projects that are long term in nature call for policy consistency and stability as prerequisites for boosting investor confidence. There is no national security benefit in funding all public infrastructure, let alone wanting to control crumbling infrastructure which burdens the economy. The government only needs to provide opportunities for the private sector to partner government at local or national level through an enabling PPP regulatory and policy environment.

Gweru Road Hot Spot Claims Another Death In Three Days

The driver of a Honda CRV died on the spot when his vehicle had a head-on collision with a haulage truck at the 272-kilometre peg just outside Gweru this Monday morning.

Meanwhile, the driver of the haulage truck escaped unhurt despite the truck catching fire after he lost control of the vehicle during the accident.

The accident was confirmed by Midlands Acting Police Spokesperson Assistant Inspector Ethel Mukwende who said that the crash was due to human error.

Eyewitnesses claim that the driver of the Honda CRV who was heading the Harare direction swerved towards the oncoming vehicle resulting in the head-on crash.

They also said that the fire brigade team arrived after about 20 minutes and extinguished the fire.

ZBC News reports that the accident happened about 500 metres from the sharp cave where four people died on the spot with the driver dying in hospital after yet another head-on collision three days ago.

RBZ Taken To Court Over US$225 000 Debt For War Vets Training

RESERVE Bank of Zimbabwe (RBZ) has been taken to court by the National Business Council of Zimbabwe after the Apex Bank failed to pay a US$225 000 debt for bankrolling a training programme and census for war veterans.

The central bank was charged US$250 000 for the project by the National Business Council, but only paid RTGS$250 000 in August last year following changes in the monetary policy directive of scrapping the multi-currency use.

However, the National Business Council argued that it was unfair for the RBZ to settle the debt using the RTGS instead of the US currency.

“On the 16th of August 2019 following changes in the monetary policy, defendant (RBZ) paid the sum of $250 000 to the plaintiff purportedly in full and final settlement of plaintiff’s claim,” reads part of the summons.

“The National Business Council denied that the payment of $250 000 was in full and final settlement of its claim since the debt was denominated in US currency which was 1:10 at the inter-bank exchange rate at the time the payment was made.

“The $250 000 represented US$25 000 at the inter-bank rate that was prevailing then leaving an outstanding value equivalent to US$225 000 outstanding at the then prevailing inter-bank exchange rate,” further submitted the National Business Council.

According to court papers, in July 2018 the plaintiff invited RBZ to attend its symposium with war veterans.

The programme was aimed at empowering the former liberation war fighters.

After the symposium and as part of its corporate social responsibility, the RBZ undertook to fund the war veterans training in basic management, capacity building and also promised to create a fund that would be accessed by the former freedom fighters.

The National Business Council was also engaged by the RBZ in consultation with the Ministry of War Veterans to carry out a census of war veterans, their dependents and to carry out business management training.

The National Business Council drew up a budget which was presented to the RBZ for rolling out the training programme and the census.

The council said it embarked on the programme based on a revised budget for the activities that had been trimmed downwards by RBZ.

“Upon completion of the programme, they raised their invoice in the sum of US$250 000 for its services for carrying out the programme on 7 January 2019.

“The letter dated January 7 2019 advised RBZ of National Business Council’s intention to revise the figure if not paid on time because of the effects of inflation that was eroding the value of the money owed in RTGS. Despite work having been done and several reminders, defendant did not pay the amount,” the summons read.

Despite council’s demands, the RBZ has allegedly refused to settle the outstanding debt.

The National Business Council is being represented by Chakanyuka and Associates Attorneys.

The case is yet to be set down for hearing.

AU Calls Commissioner Invites US And EU To Reconsider Sanctions On Zimbabwe

African Union Commission deputy commissioner Mr Kwesi Quartey has called for the removal of sanctions imposed on Zimbabwe by United States and its allies, saying they were negatively impacting on the country’s efforts to achieve the Sustainable Development Goals.

He said this in his remarks during the Special Session of the Regional Coordination Mechanism during the Sixth Session of the African Regional Forum on Sustainable Development in Victoria Falls.

“For us to build the conditions to achieve these lofty ambitions, the AU has called for the sanctions on this country to be lifted,” Mr Quartey said.

The Sadc and AU last year resolved to call for the removal of the sanctions imposed by the West on the country.

The two bodies also resolved to use international platforms to lobby for their removal.

Mr Quartey said it was time Africa doubled its efforts to achieve goals set by the UN under Agenda 2030 to achieve the SDGs.

“The year 2030 is no longer a distance away, 2030 is already upon us so we don’t have time anymore and we have to work together closely and consistently,” he said.

“We are caught up with the fierce urgency of now, time waits for no man even more-so for our women and children who continue to suffer from the absence of peace. And as indicated in the AU theme of the year (Silencing the Guns), the most vulnerable groups are women and our children who bear the brunt of all the ill effects of armed conflicts they have nothing to do with.

“Our women and girls continue to suffer disproportionately from gender-based violence and all the abuses and violations of their human rights in armed conflicts.”

He added that armed conflicts were the biggest challenge facing the continent.

“It is fair to say the armed conflicts are the biggest challenge for the successful implementation of our Agenda 2063.

“My distinguished boss, Dr Moussa Faki Mahamat, in his address at the last AU summit reiterated that Africa requires the participation of all and most importantly the women if we are to achieve peace and development on the continent and thereby he declared the decade 2020 to 2030 the decade for the inclusion of the women of Africa,” he said.

Mr Quartey commended the efforts of the AU and the UN to solve Africa’s problems.

“As we gather here today, for the special session, I would want to recognise and commend the efforts of both institutions (UN and AU) have demonstrated in recent years to find appropriate systemic solutions to the systemic problems that face Africa and various complexities that we are confronted with on a day to day basis.

“We need to inculcate a culture of peace and tolerance at the very basics of our children and youth because through true education our children begin to see what is important in the world and become less likely to be taken by the machinations and fantasies of fanatics of religion

Through education, we can have a literate and enumerate continent who are now prepared to use science and technology for the continent’s development,” he said.

In her remarks, UN Deputy Secretary General Ms Amina Mohammed said: “The AU agenda 2063 and the 2020 AU theme, “Silencing the Guns” create conducive conditions for Africa’s development and are central today (yesterday) for our discussions in this special session as we accelerate our efforts for the realisation of the SDGs.

“The session provides an opportunity of how we can continue to work together within the context of reforms the AU and the UN are undergoing to better and more efficiently serve our people. Advancing the integration and implementation of both the Agenda 2063 and 2030 is at the core of the work of the RCM Africa.

“I appreciate and deeply value the tremendous work that has been done and the productive relationship between the UN and the AU and its building blocs, the regional economic communities which provide us a great opportunity to jointly implement and track our progress.”

THE trial of MDC MP for Njube –Lobengula, Gift Banda, who is facing charges of duping a Bulawayo man US$60 000, will kick off March 3 at the Tredgold Magistrates’ Courts.

Banda is jointly accused with Mbonisi Nkomazana of forging signatures of a Bulawayo man resulting in him losing a residential stand worth US$60 000.

According to State papers, Banda and his co- accused allegedly forged Nkululeko Ndlovu’s signature purporting that he had agreed to sell his residential stand in Selbourne Brooke, Bulawayo.

Ndlovu bought the stand in February 2015 from Sipho Mhlanga, a land developer and the previous owner of the housing stand.

Mhlanga and Ndlovu signed a memorandum of agreement of sale and in 2017, Banda approached Ndlovu and offered to buy the stand from him. The MP promised to purchase him a bigger housing stand in Paddonhurst also in Bulawayo.

“Banda and Ndlovu settled their agreement verbally. Banda failed to keep his end of the bargain of securing another stand in Paddonhurst and instead offered to pay Ndlovu cash for his Selbourne Brooke stand. He again failed to settle the cash payment,” reads part of the State papers. 

On July 21 2017, Ndlovu sent Banda a message informing him that he was no longer interested in the deal.
Despite Ndlovu’s cancellation of the deal, Banda allegedly went on to deposit US$2000 into the complainant‘s Steward Bank Account and proceeded to start construction.

The matter was reported to the police leading to the accused‘s arrest.

The trial was supposed to start last week, but Banda’s legal team requested for postponement claiming that they were not served with the alleged forged signatures.

Meanwhile, the case of MDC Alliance Bulawayo’s Ward 24 councillor, Arnold Dube, 33, who is facing charges of contravening the Electoral Act, failed to kick off Monday after the presiding magistrate was said to be off duty.

The case has been postponed several times since 2018. Dube is facing charges of distributing campaign leaflets in the vicinity of a polling station in 2018.

“In that on the 31st of July 2018 and at or near Salvation Army church polling station Nkulumane, Arnold Dube being a MDC Alliance local government candidate in respect of Ward 24 for the 2018 harmonised elections unlawfully distributed on a polling station day, leaflets on his behalf within three hundred metres of the Salvation Army polling station,” reads part of the State papers.

Chamisa Prepares To Challenge Mnangagwa’s Election Victory Again Following Evidence In Jonathan Moyo’s Book.

MDC Alliance candidate in the 2018 presidential elections, Nelson Chamisa, will pursue a fresh application at the Constitutional Court (ConCourt) to have its ruling on his election results challenge set aside.

Advocate Thabani Mpofu, who is Chamisa’s lawyer, said after studying Jonathan Moyo’s book, Excelgate, they were now making efforts to have the judgment on the 2018 presidential elections rescinded.

Mpofu further argued that the Zimbabwe Electoral Commission (ZEC) presented false information to the courts, hence, their call for the judgment to be set aside. He said:

The general rule is that once a final judgment or order has been given, the judge who gave it or any other judge of parallel jurisdiction has no power to alter, rescind, vary or set it aside, except in the few instances recognised at common law or by the rules of the High Court.

One of the exceptions recognised at common law is when the judgment or order has been obtained through fraudulent misrepresentation.

Legal experts concurred that it is within Chamisa’s rights to approach the court to have the ruling invalidated.

Midlands State University law lecturer and human rights lawyer, Valentine Mutatu, said if there is new and compelling evidence it was possible for Chamisa to launch a fresh application.

South Africa’s NPA Says Julius Malema’s Warrant Of Arrest Blown Out Of Proportion

Johannesburg – The South African National Prosecuting Authority (NPA) has described the reaction to the warrant of arrest issued for EFF leader Julius Malema by the East London Magistrate’s Court for his gun case as being “blown out of proportion”.

The criminal case of Malema and his co-accused Adriaan Snyman – who face five charges over Malema’s discharging of a rifle in Mdantsane in 2018 as the EFF was celebrating its fifth birthday anniversary – briefly proceeded during their absence from court on Monday.

NPA regional spokesperson Luxolo Nyali said Malema was not facing imminent arrest as the State was aware that he was not going to attend the case, adding that the court had issued the warrant, which has been stayed until May 8, as part of normal procedure.

“Even if an arrangement is made, the court may issue a warrant of arrest which may be stayed. It won’t be affected. It is not like there are going to be police running around looking for Julius to arrest him,” Tyali said.

The matter was postponed in November last year to February 24, for the State to provide the defence with the docket contents and alleged video footage.

Tyali said courts issued stayed warrants of arrest daily and very few of the affected individuals actually faced imminent arrest as many could explain the reasons for their non-attendance.

“It is just that these days it is happening to people who are prominent,” he said.

Tyali said Malema’s lawyers were also aware as early as last year that Malema would be issued with a warrant of arrest.

In a shocking stance, the apex bank governor shocked parliamentarians when he said the central bank should not be blamed for the unpopular and inconsistent monetary policies, but instead the blame should be directed to government ministers.

He said the Central Bank was merely an advisor to the government.

Mangudya was giving oral evidence before the Parliament’s Budget, Finance and Economic Development committee Monday.

The MPs condemned Mangudya’s policies saying they had failed to realise the economic aspirations of the ordinary people of Zimbabwe.

“I will tell the role of the central bank, it is to manage money supply in the economy to guard against inflation,” he told the committee.

“The role of the central bank is to advise the Executive and central bank is not the Executive. Ours is to advise the Cabinet. You cannot then blame me the messenger for relaying the message or to say the messenger has failed.”

“The frequency of meetings in this country is a sign that things are not right. It’s a sign that the economy is not doing well. We need to work very hard, “ he said.

State Media|Government is committed to transforming the livelihoods of war veterans through the establishment of the Veterans of the Liberation Struggle Bill which is before Parliament, Minister of Defence and War Veterans Oppah Muchinguri-Kashiri has said.

She was speaking at an interactive meeting with the war veterans provincial leadership at the Zanu PF headquarters in Harare yesterday.

“President Mnangagwa is pushing for the Bill to sail through Parliament so that it becomes a law and ensure the challenges facing the veterans of the liberation struggle are addressed.

“The old dispensation failed to address your concerns, hence the new dispensation under the leadership of President Mnangagwa is working tirelessly to improve the livelihoods of the veterans.

“Following the coming in of the new dispensation, I pursued the matter further in Cabinet and it was agreed that my ministry carries out further consultations in response to the recommendations made by Cabinet on November 21, 2016.

“We conducted consultations with representatives from the war veterans, and ex political prisoners, detainees and restrictees in Kwekwe on the 19th of February 2019 and agreed on the need to further lobby for inclusion of war collaborators and non-combatant cadres in the Bill despite the reservations that the former Cabinet had.

“We all agreed that the liberation struggle succeeded as a result of team work, hence the definition of the veterans of the liberation struggle in the Constitution incorporated the war collaborators and non-combatant cadres. Cabinet then approved the Veterans of the Liberation Struggle Bill which was brought before Parliament, gazetted and is now at the second reading stage,”

Minister Muchinguri-Kashiri said the Bill has incorporated all the provisions of the War Veterans Act and the Ex-Political Prisoners, Detainees and Restrictees Act.

“It is not the intention of the Veterans of the Liberation Struggle Bill to take away any rights or benefits that war veterans or ex-political prisoners, detainees and restrictees are getting into the current Act. Rather, the Bill seeks to improve the welfare of all the veterans of the liberation struggle through the inclusion of the other two categories that were not legally recognised,” she said.

The Veterans of the Liberation Struggle Bill has thus maintained the benefits of the old Acts, that is the pension, medical, funeral, loan and settlement benefits.

Some of the issues raised by war veterans include their welfare, age limit of their children who need support, vetting of members, allocation for agricultural land, among other issues.


The consolidation of the Acts is in compliance with the supreme law which recognises both combat and non-combat cadres.

“The War Veterans Act and the Ex-Political Prisoners, Detainees and Restrictees Act are a mirror image of each other and consolidating them would assist in easy administration. The provisions relating to the non-combatant cadres and war collaborators were also going to be similar in relation to their welfare and as such one consolidated Act has been drafted,”

“We can all agree comrades that this process is long overdue. It is therefore important that we collectively support the Bill in order to fast track the vetting of our other comrades who are now growing old and some dying without receiving legal recognition.

“The Bill forms the legal framework for the improved administration of your welfare and benefits. Let us work together and ensure the Bill is enacted. I need your support to do that,” said the Minister.

Minister Muchinguri-Kashiri added that Government is setting up war veterans offices in all the country’s 10 provinces to ensure their challenges are addressed urgently.

“The Government is also establishing war veterans’ offices across the country at district level to ensure their concerns are addressed. Interviews for officers are being undertaken. We are establishing the offices to decentralise health funds for war veterans and ensure they access it on time,” she said.

Arrested South African Business Mogul Confirmed To Be A Zimbabwean.

Mpumalanga businessman Sam ‘Mshengu’ Chabalala’s real name and nationality have been revealed in court after months of speculation and denial.

Sam Mshengu, as popularly known, appeared at the Middelburg Magistrate’s Court on a charge of corruption after allegedly trying to bribe a police officer to release his impounded Mercedes-Benz and to make his initial case disappear.

 He is alleged to have paid R50,000 as a down payment and further added R70,000.

Mshengu was first arrested in 2019 and charged with fraud, corruption and possession of an unlicensed firearm. The Witbank Magistrate’s Court later released him on R200,000 bail.

Most South Africans had never heard of the young millionaire until he became the face of a flashy convoy of supercars that travelled to the Durban July last year.

The 28-year-old later told Aldrin Sampear on Power FM that he was born in Makwarela, Venda.

However, it was revealed in court that his real name is Gilbert Tachuona and he was born in Zimbabwe.

Daily Sun quoted state prosecutor Eric Sihlangu as saying: “The department of home affairs has indicated that the applicant obtained a South African ID through misrepresentation.”

Mshengu told Power FM that he started working at an orange farm in Limpopo at the age of 11 as a general worker whose responsibility was to pick oranges. He worked hard and earned his boss’ trust and was then moved to the trucking division of the company. There he learnt everything there was to know about trucks and the logistics business.

“I learnt everything about trucks and I loved it. I can tell you everything about a truck. He (my boss) gave me an opportunity to be a truck driver and I started delivering maize and other products for him to Zambia and other neighbouring countries. He then promoted me and I started working as a controller who was in charge of truck drivers,” he said.

The knowledge he acquired from working for his boss encouraged him to start his own trucking business. He registered his company, Sam Holdings Trading, in 2014 and used his boss’ trucks to start his business.

“I got a contract even when I didn’t have a truck at the time. I took my boss’ trucks and registered them. I was getting a commission of R10 at the time. I worked for a long time and raised money to buy my own truck. I could make R300,000 a month with commission and salary at the time.”

He kept working and saving money until it got to R3 million. He used the money to buy three trucks and trailers cash.

“Now I have 52 trucks running on the road with machines and plant hire. That’s how I made my money. I’ve never been involved in anything illegal. I do transport with Eskom, but I’m also venturing into mining now with my own mine. It’s all my mind and planning and the mercy of God,” he said

Soldiers In Spate Of Armed Robberies – Is It Greed Or Hunger?

A MEMBER of the Zimbabwe National Army (ZNA) based at 53 Infantry Battalion in Kwekwe has appeared in court over a robbery charge involving more than US$20 000.

Emmanuel Tafirenyika Kambanje (28) appeared before Harare magistrate Babra Mateko, who remanded him to today for bail application.

It is the State’s case that on Saturday, Kambanje and four accomplices, including Tatenda Nyakudyano, one Richard and Silas, who are still at large, approached the complainant, who was seated in his Toyota Allion vehicle and assaulted him, accusing him of illegally dealing in foreign currency.

It is alleged during the assault, the accused persons dragged the complainant out of his vehicle and searched it.

The State alleges the accused persons stole US$20 000 and $420. The accused persons then fled the scene after the complainant had fired one warning shot from his pistol.

It is alleged the complainant apprehended Kambanje with the help of the public and took him to Kuwadzana Police Station.

The US$20 000 was recovered.

In another case, a ZNA member who is based at Harare Base Workshops, Rwatirera Zunde (40), appeared in court facing robbery allegations.

Zunde’s bail ruling was postponed to today by magistrate Rumbidzai Mugwagwa.

Zunde is facing three counts of armed robbery, defeating the course of justice and contravening sections of the Explosives Act.

Allegations are that on February 17, the complainant arrived home from work and left the gate and kitchen door unlocked.

It is alleged Zunde and his three accomplices then entered the house and manhandled the complainant demanding US$200 000 which they allege was in the house, but the complainant surrendered US$150 and $100 which was in the chest drawer.

The State alleges that the accused persons proceeded to the sitting room, where they threatened to rape the complainant if she refused to hand over US$200 000, but she surrendered $20 which was in her purse.

It is alleged the accused person then left one of the complainants in the sitting room, guarded by his accomplices, and force-marched another complainant to the other rooms.

The State alleges the accused persons took another US$150 cash and $120 and clothing items and electrical
gadgets.

It is alleged that the police received an anonymous call that a robbery was taking place and they proceeded to the scene and fired warning shots, resulting in the accused persons fleeing from the scene, leaving behind their getaway vehicle and mobile phone.

In an effort to cover up the robbery, Zunde allegedly went to Harare Central Police Station and reported that his vehicle had been stolen.

The police, however, linked him to the cellphone in the car and arrested him.

Searches were conducted at the accused person’s house and two explosives were discovered.

The accused person was then positively identified by the complainants.

No To Constitutional Amendment Bill Number 2 – Women Of Zimbabwe Speak

Statement By Walpe|AS 1 000 aspiring women leaders who are members of Walpe, we submitted 1 000 letters to Parliament on Thursday 20 February, 2020 rejecting the proposed Constitutional Amendment Bill No 2.

The proposed Bill seeks to, among other proposals, extend the women’s parliamentary proportional representation (PR) quota system by 10 more years. The women leaders drawn from all the 10 provinces in Zimbabwe have been carrying out community consultative meetings with fellow women on the proposed amendment. They all agreed to reject the Bill in toto.

The main reason for rejecting the extension of the quota system is that it delays the achievement of gender equality in Zimbabwe by 10 more years. They cited that the extension is a ploy to avoid aligning gender parity laws with the Constitution, and in the process, maintain the status quo where women occupy less than 15% of all leadership positions in the country.

The quota system came into effect in 2013 when the country adopted a new Constitution. Section 124(b) of the Constitution of Zimbabwe provides for the women quota system of 60 seats in Parliament which are given to each political party based on their tally of votes in the National Assembly elections for each province.

“… For the life of the first two Parliaments after the effective date, an additional 60 women members, six from each of the provinces into which Zimbabwe is divided, elected through a system of proportional representation based on the votes cast for candidates representing political parties in a general election for constituency members in the provinces …”

The system had a sunset clause of 10 years and is supposed to expire in 2023.

When a constitutional Bill is proposed, Parliament through the Clerk of Parliament invites the public to submit its views regarding the proposed amendments.

The women leaders took advantage of the procedure and submitted their objections. Some of the issues raised by the women in rejecting the Bill are as follows:

 Extending the PR quota system defers the achievement of gender equality in Zimbabwe by 10 more years. The existing system has been in effect since 2013. After two full cycles of harmonised elections and numerous by-elections, the net number of women in elected leadership positions has decreased. For example, the number of women MPs directly elected into constituencies dropped from 26 in the 8th Parliament to 25 in the 9th Parliament.

 Political parties used the PR quota system to deny women (particularly young women) opportunities to compete for constituency seats. The system was abused by political party leaders, mainly men, to further divide women. The women were appointed on loyalty, bootlicking and factional basis, leaving out more deserving women.

The system also failed to produce many new leaders as the older women parliamentarians who had served for many years take “retirement” in the PR “safe seats”.

 The PR system is a huge burden on the country’s fiscus, and a waste of taxpayers’ money as it leads to a bloated Parliament. Given the economic hardships facing Zimbabwe, the extra 60 seats on top of 210 are too many for the country and very costly.

 Statistically women are the majority (52,3%) of the population yet they are disproportionately represented in leadership and decision-making platforms. Women are currently occupying an average 15% of all leadership positions nationally.

The women leaders were clear that what is needed is to fully implement sections 17, 56 and 80 of the Constitution which clearly provide for gender equality in Parliament and all other leadership positions that include community level leadership positions such as school development committees, health centre committees, village development committees, ward development committees and also local government.

These positions are critical for women to occupy as key developmental decisions that affect women and girls more are made at these levels.

Walpe will continue to engage more women to air their views regarding the Bill and shall mobilise them to attend the Parliamentary public hearings on the Bill to be conducted across the country. The women will again reject the piecemeal approach to the achievement of gender parity in Zimbabwe.

WHO Claims That Coronavirus Is Not Yet A Pandemic

Correspondent|The World Health Organization says the coronavirus outbreak does not yet fit the criterion for a pandemic — but warns a pandemic is possible and nations should prepare.

There are now more than 77,000 cases of the virus in China and more than 2,000 elsewhere, and the overall death toll stands at over 2,600. The sudden surge of coronavirus cases in South Korea, Iran and Italy over the past few days has created fears that what had been an epidemic is now becoming a pandemic.

WHO chief Tedros Adhanom Ghebreyesus says the virus has a potential for becoming a pandemic, but that time is not yet here.

“Our decision about whether to use the word pandemic to describe an epidemic is based on an ongoing assessment of the geographical spread of the virus, the severity of the disease it causes and the impact it has on the whole society,” Tedros said.

He says this is not a pandemic, but a series of epidemics in different parts of the world, requiring a tailored response to contain the spread of the disease.

“We must focus on containment while doing everything we can to prepare for a potential pandemic,” Tedros said. “There is no one-size-fits-all approach. Every country must make its own risk assessment for its own context.”

The WHO chief says his agency continues to do its own risk assessment and is monitoring the evolution of the epidemic around the clock. He says there are several crucial measures countries should take to protect themselves and their people.

All countries, he says, must protect health workers, who are the front-line responders of the deadly disease. Additionally, steps must be taken to protect the elderly with underlying health conditions, who are most at risk of becoming seriously ill.

On a brighter note, Tedros says international experts investigating the origin and evolution of the disease in China found that the epidemic there peaked and plateaued between January 23 and February 2. Since then, they say cases have been declining steadily.

The experts say there has been no change in the DNA of the virus. The fatality rate in China’s Wuhan province, the epicenter of the disease, is between two and four percent; outside Wuhan, it is less than one percent.

Chitungwiza Municipality Ordered To Pay $600k To Former Employees

State Media|High Court judge Justice Edith Mushore has ordered Chitungwiza Municipality to pay its 89 former employees $631 887 after it failed to honour an agreement.

The local authority has also been ordered to pay the legal costs.

Court papers show that Chitungwiza Municipality had executed three deeds of settlements with the former employees, S. Jambawo and 88 others.

“The plaintiff’s claim is for provisional sentence in an amount of $631 887,27 together with interest on that amount at the rate of five per centum per annum from the date of issue of summons to the date of payment and cost on an attorney client scale.

“The plaintiff’s claim is based on three deeds of settlement executed by Chitungwiza Municipality and its legal representatives and dated October 22, 2019, October 22 2019 and July 3 2019. In terms of the document, an amount of $631 887,25 together with the interest at the rate of five per centum per annum is payable to Mboko T.G. Legal Practitioners Trust Account,” read part of the summons.

However, the municipality defaulted on the agreed instalments.

Despite due demand, it neglected for over 14 days of notice to remedy its breach.

“Get Organised,” Magistrate Orders Prison Services After They Failed To Bring $1.5m Fraud Accused To Court Due To Fuel Shortages

The trial in which a Bulawayo businessman and three accomplices allegedly swindled a colleague US$1,4 million in a botched property deal, yesterday hit a snag following indications that the Zimbabwe Prisons and Correctional Services (ZPCS) had no fuel to bring the second accused Ismail Moosa Lunat to Harare.

Magistrate Mr Morgan Nemadire postponed the matter to today for continuation. He ordered the State to put everything in order.

Allegations are that sometime in August last year, Moosa Lunat approached Patel saying that he was selling one of Mkwananzi’s properties in Bulawayo for US$1,5 million.

It is the State’s case that Moosa Lunat said the property was developed with a two storey building.

Indications are that Moosa Lunat invited Patel to Bulawayo to view the property, before asking for a discount.

It is alleged that Moosa Lunat reduced the price to US$1,4 million and an agreement was reached.

Patel is alleged to have been given some title deeds which turned out to be fake.

The property is alleged to have been sold to Timothy Mafuka Nkomo in 2005 by Iqbal Lunati represented by Moosa Lunat.

Patel paid US$1 million to Moosa Lunat in Bulawayo and the latter signed for the money.

On November 25 last year, it is said Moosa Lunat approached Patel seeking the balance of US$400 000 and the latter paid the money.

Moosa Lunat had the property revalued to US$2,2 million and asked Patel to top up, but Patel refused.

It is the State’s case that Patel asked for the deed of transfer, but Moosa Lunat was evasive.

Iqbal Lunat was roped into the deal and alleged that he had been sent by Moosa Lunat to demand the original deed of transfer.

It is alleged Iqbal Lunat further told Patel that the property had not been sold and that Moosa was never a Mkwananzi director hence he could not sell the property.

When Patel made further enquiries he discovered that the documents he had been shown for the property were fake and he had lost US$1,4 million and nothing was recovered.

Ndiraya Gets Coaching Tips From Vincent Kompany

DYNAMOS coach Tonderai Ndiraya appears intent on making the most of his time in Belgium where he is on attachment with Belgian top-flight side KV Mechelen.

The Warriors assistant coach was pictured in the company of Belgium’s World Cup skipper, Vincent Kompany, who is now back in his homeland after a successful spell in England with Manchester City.

While nothing was revealed about their meeting, it’s very likely Ndiraya could have taken the opportunity to get one or two tips from Kompany who is now at Belgian giants Anderlecht.

The DeMbare gaffer left for Belgium last week and will be attached to KV Mechelen for 10 days.

Dynamos chairman, Isiah Mupfurutsa, said the move was part of a technical co- operation deal structured by the club’s Belgian partners, through consultant Gino Laureyssen, who has long-standing links with Zimbabwean football.

“This is part of the technical partnership that we have with our Belgian partners,’’ said Mupfurutsa.

“He will observe how Mechelen prepare for their home and away games, what sort of technology and tactics, and all that which they are using there.

“As part of the agreement we have with the Belgians, he will be attached to their entire first team technical department (headed by manager Wouter Vrancken) so he will operate just like a part of the club’s technical crew during his attachment.’’

Emmerson Mnangagwa is a prime candidate for the International Criminal Court because of heinous crimes against humanity by rogue elements of the army who twice callously murdered innocent Zimbabweans in a space of five months under his watch.

He has dismally failed to compensate aggrieved families of the State-instigated murders in line with the recommendations of an international investigation committee that he commissioned himself. Mnangagwa has lied to international community that he has compensated the victims of the murders when in fact orphans and families of the State-sanctioned murders are wallowing in abject poverty as evidenced by the video accompanying this statement. The orphans of the six victims of the August 1, 2018 murders are failing to go to school and are scrounging for food while the murderers are still to be prosecuted, in spite of Mnangagwa lying to the world that he has complied with the recommendations of the Mothlante Commission.

The Commission found the police and the army liable for the murders, which makes Mnangagwa personally culpable because he is commander-in-chief of the military, whose rogue elements needlessly snuffed out the lives of the six innocent Zimbabweans.

The United Nations Security Council has let Zimbabwe down by failing to drag Mr. Mnangagwa before the International Criminal Court for crimes against humanity. While Zimbabwe is not a signatory to the Rome Statute of the ICC, there is a precedent of the world body not folding its hands when non-State parties have grossly abused human rights. The UN Security Council intervened in Sudan in 2005 and in Libya in 2011 when the respective countries’ leaders were fingered in crimes against humanity. Notwithstanding the excesses of the P5 members of the UNSC in Libya in 2011, the Responsibility to Protect (R2P) remains a noble principle that should send a clear and unequivocal message to killer governments such as the Mnangagwa regime. Africa has also let Zimbabweans down as she has adequate provisions under Article 4 (h) of the constitutive Act of the African Union that allows the regional body to intervene in member States in respect of “grave circumstances.”

And the murderous predisposition of the ED regime constitutes a grave circumstance.

Zimbabweans are not safe from their own government. State security agents have twice killed people under the murderous regime of Mr. Mnangagwa while machete-wielding vigilante groups have wreaked havoc in the countryside, with no action whatsoever being taken against them. A slow genocide is also taking place in the country’s health institutions as the regime has completely abdicated its responsibility in respect of providing prudent health services to the citizenry.

Zimbabwe is ripe for intervention and Mr. Mnangagwa is a prime candidate for the ICC. No government elected by the people can kill the very people who voted for it unless such a government has no mandate from the people.

Zimbabweans will soon be taking it upon themselves to engage in a robust but legitimate call for the true people’s government they voted for in 2018.

Gynaecologist Removed Woman’s Uterus Without Consent, Papers

A top Harare gynaecologist, Dr Ashel Marume, has been slapped with a $400 000 lawsuit by his patient, who is accusing him of removing her uterus without her consent while she was delivering a baby at a local hospital.

In the summons now before the High Court, Nyasha Chiweshere cited Queen of Peace Hospital as the second respondent.

The $400 000 is for psychological and emotional trauma ($150 000), future medical expenses ($50 000), loss of income ($100 000) and loss of dignity ($100 000).

According to Chiweshere, she discovered about it four days later after she had asked Dr Marume the best contraceptive method to use. However, Dr Marume informed her that she no longer had a womb.

The incident caused her emotional and psychological damages, she alleges. Chiweshere says she is now unable to carry out some of her duties as a farmer after she sustained some burns at the hospital when nurses placed unwrapped hot water bottles on her bed to warm her.

“The actions of the defendants (Dr Marume and the hospital) resulted in plaintiff (Chiweshere) getting psychological and emotional trauma. The plaintiff is still nursing wounds sustained and her left side most often gets numb and she will be unable to use her left hand,” reads part of her summons.

Circumstances are that sometime in March 2019, Chiweshere visited Dr Marume for her routine pregnancy check-ups.

When she was about to deliver, he suddenly referred her to Queen of Peace Hospital where the tragic incident took place despite being aware that she had registered with West End Hospital. – Herald/state media

ZIFA, PSL Clash Over CHAN Fixtures

ZIFA and the Premier Soccer League are on a collision course over the impending delay to the start of the 2020 season, a move seen as potentially throwing into disarray preparations for the African Nations Championship finals.

New Zimbabwe national team coach Zdravko Logarusic has demanded an early kick-off to the league campaign to allow him ample time to assess players he would want to take to Chan.

An alleged match-fixing case involving Herentals is yet to be concluded, stalling the confirmation of all teams that will take part in the 2020 season.

ZIFA spokesperson, Xolisani Gwesela, said they are in communication with the PSL for a speedy resolution of the matter.

“We are obviously engaging the PSL on that (early start of the league) to try and come up with a win-win situation. The engagement process is ongoing,” said Gwesela.

But the PSL have denied any discussions with ZIFA, a response which throws into uncertainty Logarusic’s Chan plans and angers the local football governing body.

League games had been tentatively slated to start early next month, and PSL spokesperson Kudzai Bare insisted that fixtures will only be released on March 6.

What is, however, certain so far is the Castle Challenge Cup between FC Platinum and Highlanders which is scheduled for March 14.

“We have not heard from ZIFA or their coach, we have not received any communication from ZIFA,” said Bare.

“We will discuss modalities when they communicate. We will announce (the fixtures) after our (annual general meeting) AGM on 6 March.”

However, when CHAN was previously held in January and February, Zimbabwe would go to the tournament before the start of the PSL season but after having a December training camp.

Next week ZIFA will reveal Logarusic’s CHAN plans amid talk of a 10-day training camp at the start of next month.

Herdman Whips Employer’s Son To Death

A Herdsman from Matobo allegedly fatally assaulted his employer’s son (10), angry that the boy had reported him to his uncle for beating him up for coming home late.

Matabeleland South acting provincial police spokesperson, Inspector Loveness Mangena confirmed the incident which occurred on Saturday at around 8pm in Silozwi Village.

She said the suspect, Bekani Dube (32), who is still at large, assaulted Raymond Ndlovu with a whip, punched and kicked him several times until he lost consciousness and left him outside.

Insp Mangena said the boy was found dead the following morning at around 6AM by his eight-year-old sister. The boy and his sister had been left under Dube’s custody.

“I can confirm that we recorded a murder case which occurred in Silozwi Village in Matobo involving a 10-year-old boy. The suspect Bekani Dube from Domboshava Village in Matobo assaulted the boy with a whip and also punched and kicked him until he lost consciousness and he left him outside. On the following morning the boy’s younger sister aged eight found her brother lying motionless on the ground.

“She rushed to inform their uncle who stays about 600 metres from their home. The uncle informed other neighbours and the matter was reported to the police who attended the scene and found the suspect gone. The boy sustained a swollen face and bruises all over his body from the assault,” she said.

Insp Mangena appealed to members of the public with information that could lead to Dube’s arrest to contact the police.

A source who preferred anonymity said Dube who works as a herdsman was left to take care of the late boy and his younger sister.

The source said on the day in question, Raymond and his younger sister went to church and arrived home late which made Dube angry.

“Dube beat up the two children for coming home late from church and they reported him to their uncle who in turn confronted Dube over the matter. This made Dube even more furious and demanded to know why the children had reported him.

“He grabbed Raymond, dragged him out of the house and severely assaulted him until he lost consciousness. He left the boy lying on the ground outside and proceeded to bed and the boy’s body was found on the following morning,” said the source. Chronicle

Shock As Kombi Swept Away By Flooded River

Passengers in commuter omnibus travelling to Chitsunga in Mbire were lucky to escape death after the kombi was swept away by the strong current after attempting to cross the flooded Karai river.

Mashonaland Central Provincial Development Coodinator Mr Cosmas Chiringa confirmed the incident.

“I have just received a report this morning that a kombi was swept away but no fatalities were recorded. I am also told that those who suffered minor injuries were treated at Chirunya clinic,” said Mr Chiringa.

The Kombi was dragged by the raging waters for about 40 metres.-The Herald

Spirit Medium Calls For ED Resignation?

Farai Dziva|A woman perceived to be a spirit medium has been arrested for attempting to enter Munhumutapa Building to see Emmerson Mnangagwa.

The woman, Asinuta Dendere, demanded to see Mnangagwa at his Munhumutapa offices.She was arrested last week.

She claimed she had serious issues to discuss with Mnangagwa.

She claims she is Mbuya Nehanda.

“Dendere was arrested at Munhumutapa building after she pitched at the entrance and started to behave mischievously saying she was a spirit medium who wanted to enter the building.She was charged with criminal nuisance,” government sources said.

The woman, sources say, wants Mnangagwa to step down sue to the escalating economic crisis.

South Africa Tells Mnangagwa To His Face: Zimbabwe Is Both Lawless And UnSafe For Investments…..

The South African government last week told ZANU PF leader, Emmerson Mnangagwa to his face, the country is now lawless and unsafe for investments.

This no holds barred statement was delivered by the South African ambassador, Mphakama Mbete who said Zimbabwe is now lawless on 10 fronts. He was speaking during last week’s Polad economic summit at the HICC where he said Zimbabwe:

  • Has non working Public Institutions.
  • is now totally lawless – no rule of law at all.
  • Now has extractive political and economic institutions.
  • Now run by rent-seekers and political manipulators.
  • Has no security of tenure .
  • Does not protect investments.
  • Does not honour of bilateral trade and investment agreements.
  • Does not service its debts.
  • The will of the people is suppressed, and active citizenry low.
  • Investments are not safe

Ambassador Mphakama Mbete told the Political Actors Dialogue (Polad) economic summit last week,

“In terms of active citizenry would believe that this is a very important factor of a thriving democracy. Ultimately it is the will of the people that must prevail for any democracy to be sustained.”

He however began his speech outlining the following:

“A comment on Public Institutions. We believe that Public institutions are key to proper economic management and must be allowed to pursue their mandate in line with the policy framework and legislation that establishes them. These institutions are important to provide a stable and predictable economic environment for business to thrive,” Mbete said.

Business, particularly through Employers Confederation of Zimbabwe, has accused government of dragging the Reserve Bank of Zimbabwe into quasi-fiscal activities and allowing it to print or generate money for political expediency and resultantly undermine the local currency.

Mbete said research showed that governments which manipulated institutions led generally poor nations.

“Nations with extractive political and economic institutions are likely to be poor compared to those with inclusive economic institutions, where the rule of law is protected against rent-seeking and political manipulation,” he said.

Mnangagwa’s government has been posturing, telling its African and international audiences that sanctions were affecting economic development in the country and hindering foreign direct investment (FDI), but Mbete sang from a different hymnbook.

“Zimbabwe has presented itself to be open for business, which we believe is an appropriate approach to developing this country and economy. However, in order to attract significant flows of direct investment, it is import that Zimbabwe improves its record concerning the following issues; security of tenure and investment protection; repatriation of proceeds by investors; the honouring of bilateral trade and investment agreements; the need to open up the economy to competition and establishment of new credibilities, lastly optimal debt servicing,” he said.

Zimbabwe has been writing laws to protect local industries from competition, especially by enforcing punitive import tariffs and closing out some sectors to foreign competition.

These include Statutory Instrument (SI) 64 of 2016, whose objective was to boost domestic production by protecting local industries from unfair competition from foreign firms.

The SI resulted in the removal of 43 products from the Open General Import Licence.

Zimbabwe, however, repealed SI 64, all its predecessors and consolidated their contents into SI 122 of 2017 with import controls, though relaxed, still haunting the nation.

The laws came under scrutiny after the country joined the African Continental Free Trade Area, which will remove economic borders and bring fierce continental competition.

Mbete told government that without addressing these issues, FDI would seek safer destinations.

“We believe that in a highly competitive environment for FDI, these are but a few of the basic conditions that must be upheld at all times. In our view, failure to do so means that investment capital will always look past Zimbabwe to other safer havens,” he said.

Touching on the core of economic decay, Mbete said the shortages of energy, fuel and water in Zimbabwe were not making matters any better.

“Zimbabwe has an industry base that has been neglected for long and needs reinvestment and re-calibrating. This neglect undermines government revenue collection potential since industry is operating below its potential. Industry and the economy by extension triumphs when basic services such as energy, fuel, water, bulk services, for example, are provided in a consistent and predictable way, this is essential for long-term planning by the productive sectors,” he said.

“We think it is important for all members of society to enter into a social contract wherein government, business, labour and citizens rally behind a common vision of the country of Zimbabwe.
Success requires mutual co-operation of all players as no one section of society can do it alone.”

Added Mbete: “South Africa, we believe, has had a very successful social contract through the National Economic Development Labour Council.”

Change Is Unavoidable

Change in our country can actually be more straightforward than we think.

We have the power to stop dictators in our land, which is the interest of our people who are yearning for freedom and prosperity.

This regime now has an inherent belligerence which is threatening us all.

We have become more susceptible to corruption, divided and failing to unite on basic principles of democracy.

All dictators divide the people to find fertile ground to selectively persecute citizens in isolation and in vulnerability. We need to be clear with our needs and what we are actually fighting for. That clarity will inspire us to unite and fight for our freedom.

Having achieved that with democracy robustly in place, our society should start thriving and our country will be respected. We are suffering from absence of democracy, leadership and good governance which has become a fatal moral flaw which cannot be ignored anymore.

Politicians in any free state, whether they like it or not, are obliged to pay attention to the needs of citizens.

This is what we are lacking, politicians who represent the will of the people.

A country without moral clarity is a country in which dictators speak of human rights and prosperity, yet they are busy killing and brutalising own citizens condemning the whole country to abject poverty and instability. Zimbabwe is not excluded.

Bread Price Goes Up…

BAKERS have increased the price of bread for the first time this year by about 17 percent from $18 to $21 for a standard loaf citing increased production costs and challenges in procurement of flour.

The increase came into effect over the weekend and by yesterday most shops had adjusted to the new price.

A snap survey by Business Chronicle in Bulawayo revealed that retailers — Greens, OK, TM Pick n Pay, Oceans, Choppies and Zapalala — had already switched to the new price. Brands such as Lobels, Baker’s Inn, Proton and Oceans are being sold for between $20 and $21.

National Bakers Association of Zimbabwe president, Mr Dennis Wallah, attributed the increase in the price of bread to the challenges regarding the flour subsidy as well as escalating costs linked to foreign currency shortages.

“The price of bread has been stable from November to date. We don’t have subsidised flour available hence the market forces are now at play,” he said.

Mr Wallah said because most of the raw materials are imported, changes in the exchange rate also affect the production costs and this had forced bakers to adjust prices.

Consumer Rights Association spokesperson, Mr Effie Ncube, said the latest increase means that the price of bread which is a basic commodity, is now beyond the reach of many families.-state media

A 68-year-old Rhodene woman allegedly strangled her nephew to death by pulling his neck tie for coming late from school the previous day before she attempted to commit suicide by poisoning, police have confirmed.

Modie Chirinda of Carry Street allegedly pulled Gokomere primary pupil, Macdonald Chirinda (13)’s neck tie as she was reprimanding him.

Upon realising that the Grade Seven boy was now unconscious due to her actions, she then took some poisonous substance, apparently in regret but survived.

The body was taken to Masvingo General Hospital mortuary for post-mortem while the elderly lady was rushed to the same for treatment.

Sources at the hospital where Chirinda was still admitted by yesterday said indications were that she took a poisonous substance and was frothing from the mouth.

It is alleged that last Wednesday at around 6am, Chirinda who was aunt questioned Macdonald who was already in uniform preparing to leave for school, why he had come late the previous day.

New Twist To Bushiri Infidelity Allegations

By A Correspondent| Hell has broken loose on the necromancer Shepherd Bushiri over allegations of bedding former Deputy Finance Minister Terence Mukupe’s wife.

So far Bushiri has issued a statement denying the allegations while at the same time threatening newspapers from publishing the story.

Said Bushiri while responding to the allegations by Mukupe:

It is not in my nature to respond to allegations levelled against me. However, it has come to my attention that Terence Mukupe, a disgraced former deputy minister in Zimbabwe has made false allegations that I am responsible for his wife’s pregnancy.

The basis of his allegations are screenshots of chats and messages purportedly between me and his wife. For the purposes of clarity.

I am not on WhatsApp. Neither am I on iMessenger. This has been the case since late 2017. Those with access to me will know this. Those who do not, please stand guided, I AM NOT ON WHATSAPP or iMESSENGER. I have not been for 3 years,” Bushiri wrote.

Secondly, I have not traveled out of South Africa in the last 13 months, and therefore have not met this man’s wife in Malawi as he believes. This ought to be public knowledge.

Thirdly the contact number in his pictures is NOT mine and has never been mine. Therefore whoever was speaking with this man’s wife isn’t me. Given all this, it is therefore impractical and impossible for his allegations to be materially true.

Sadly this guy’s lies are part of a pattern of libel and slander that has been directed at me for over a decade.

The bible teaches us to forgive and ignore, but there also comes a time when those that make defamatory and highly damaging allegations about others must face the music of their choice.

I have consequently engaged my lawyers in Zimbabwe to urgently seek legal recourse.

As you may know, since 2019 I have been suing every newspaper that carries fake stories about me. This is on record. I have been suing and winning, and media house after media house has been apologising and paying damages for their lies. It is a strategy that has become policy.”

However, in the latest development, Mukupe has dropped the UK Zimbabwean preacher Uebert Angel’s name.

The nexus has since gotten tighter as the last time Bushiri was in the spotlight over infidelity allegations, Angel telephoned ZimEye seeking to bribe for both him and Bushiri. They wanted the story to be killed before it gets published. ZimEye reproduces the telephone convo which ended up as a full interview below. We publish all in the public interest as there is a string of several women Angel himself has pleasured himself on, per his own admissions, and one of these, a 23 year old young lady developed a mental illness following the counter.

Answering to the matter, Angel justified himself saying a moral failure is not a crime.

He said, “what crime is it what crime is that? You see moral failure is not a crime.

“I am dealing with the law here moral failure is not a crime. And remember I come from Masvingo, you know. We always say don’t cry more than the bereaved, alright?” (Time 40:00 to 41:27).

Yet in USA their freedom carter recognises: all men were created equal, is guaranteed the right to freedom and liberty and the pursuit of happiness. That is a rallying point for everything American. What do we have as a nation or as Africans?

Grain Millers Caught Napping After Police Discover Tonnes Of Mealie Meal Set Aside For Clandestine Dealing

Zimbabwe Republic Police have reportedly recovered five thousand tonnes of mealie-meal from millers in Harare amid reports that some millers are abusing the subsidised mealie-meal.

This comes when there is an acute scarcity of mealie-meal in the country due to drought and poor agriculture policies.

There are also reports suggesting that some millers were even exporting the scarce commodity to the Democratic Republic of Congo (DRC) when the government is importing grain and also receiving food aid from sympathisers and stakeholders.

In an interview with Alpha Media Holdings (AMH)’s Heart and Soul TV, Sikhala said the ZANU PF regime has a capacity of killing dissent, whether you are demonstrating or not.

Sikhala likened the ZANU PF regime to Omar al-Bashir of Sudan and Peter Mutharika of Malawi in terms of dictatorship adding that, “there is nothing that will never come to an end.”

“How many people in Zimbabwe have been killed without demonstrating? Those who have been killed demonstrating are heroes, rather than for you to be killed while you’re seated at home.

“It doesn’t make any sense whether you demonstrate or not, because these people will still kill you. And if you’re not going be careful, we are going to lose more and more people because these people have got a genocidal mindset.

“They love bloodbath, they love spilling blood.

“So, specifically, whether it is a risk or not, but my knowledge is that there is nothing that will never come to an end.

“Go and ask Omar al-Bashir in Sudan. Go and ask Mutharika today in Malawi.

“Omar al-Bashir killed 250 people in Sudan when they were telling him that time is up. But 250 martyrs liberated their country from the dictator,” Sikhala said.

Sikhala has urged citizens to demonstrate against absolutism or risk dying in their homes.

“It is estimated that at the reign of Omar al-Bashir, more than 1,2 million Sudanese were killed by his security agency.

“If we are going to come to the totality of the number of people who this ZANU PF government killed since 1980, they will exceed more than 25 000 people.

“They were killed in their homes. They were abducted in their homes, they were killed point blank,” added Sikhala.

Chief Ndiweni Forgives Enos Nkala On Gukurahundi

Nhlamabaloyi Chief Nhlanhlayamnagwe Ndiweni says he has forgiven his relative Enos Nkala who was an active participant in the Gukurahundi genocide that killed more than 20 000 citizens of Matabeleland and Midlands region.

In a tweet recently, Ndiweni said the Gukurahundi genocide was not tribal but a government operation that included both Ndebeles and Shonas.

Said Ndiweni, “Here to dispel this notion that Gukurahundi was tribal, Gukurahundi belongs to the government of the day! Plenty Ndebele’s where involved including my own relative Enos Nkala. He died very remorseful trying albeit unsuccessfully to get RGM to apologise. We FORGIVE YOU just apologise!”

Ndiweni added that the victims of Gukurahundi were not looking for individual apology but for the government to apologise and set a precedent that killing other people is wrong.

Lesotho Prime Minister Claims Diplomatic Immunity Over Murder Case

Maseru – Lesotho’s high court will decide if Prime Minister Thomas Thabane can claim immunity from a charge that he murdered his wife prior to marrying his present spouse in a case that has gripped this tiny southern African country.

Thabane, 80, appeared in court in the capital Maseru in a pre-trail hearing on Monday alongside his present wife Maesaih.

He is suspected of involvement in the murder of his then wife Lipolelo, who was shot dead in June 2017 two days before he took office for a second stint as premier and two months before he married Maesaiah.

He and Lipolelo were going through divorce proceedings.

Maesaiah Thabane, 42, has been charged with the murder, and police suspect her of ordering assassins to do the job.

Both deny any involvement.

Crowds of supporters packed the magistrates’ court and gathered outside for Monday’s hearing. Thabane, wearing a blue striped suit and a powder blue shirt, looked tense. Maesaiah Thabane sat beside him in a floral dress and bucket hat.

No charges were read out and his lawyer argued the case should be referred to the high court to answer a question of possible immunity, which magistrate Phethise Motanyane granted.

Thabane has said he will resign at the end of July, while several members of his own All Basotho Convention (ABC) party have been pressuring him to go sooner to avert political chaos.

A potential plea of immunity would likely raise doubts over how willing he is to step down, further fanning the political crisis in this mountain territory of 2 million people.

Police had initially intended to charge Thabane on Friday, but he left the country for a medical appointment.

Lesotho, which is surrounded on all sides by South Africa, has a history of coups and political instability that has often led its bigger neighbour to invervene and restore order.

Special Anti-Corruption Unit Wants ZACC To Investigate The Release Of Senior Registrar General Officer From Prison


The Special Anti-Corruption Unit has asked the Zimbabwe Anti-Corruption Commission (ZACC) to investigate circumstances surrounding the release on bail of the head of marriages at the Registrar General’s office, Gordon Tsuro, after his appeal was reinstated, suggesting that the prosecutor might have acted improperly in consenting to the reinstatement and granting of bail.

Head of SACU, Mr Thabani Mpofu, wrote to ZACC chairperson Justice Loice Matanda-Moyo to look into how an officer in the National Prosecution Authority (NPA)consented to the reinstatement of Mr Tsuro’s appeal and release on bail after the appeal had been struck off the roll because Tsuro missed deadlines to pursue his appeal.

The Herald exposed the irregularity last year after Mr Tsuro, who was sentenced to three years in jail in 2012 for attacking his wife with an axe, had his appeal dismissed by the High Court in 2013 after he failed to pursue the matter.

After the dismissal of the appeal, he was supposed to be sent back to the magistrates court to be committed to prison to serve his sentence, but he continued enjoying his freedom for six years with some thinking he had been acquitted by the High Court.

He was only arrested and committed to prison at the end of last year after The Herald exposed the anomaly.

Mr Mpofu confirmed that he had written a letter to ZACC after the case was brought to his attention. “We received a complaint pertaining to Tsuro’s case and after examining the complaint we referred the issue to the relevant State institution for further interrogation,” said Mr Mpofu.

In his letter to ZACC, Mr Mpofu said upon examining records at the High Court, they noted that The Herald stories were vindicated.

“High Court records which are attached hereto vindicate The Herald articles referred to above. Justice Phiri of the High Court sitting in Chambers on December 27 reinstated Tsuro’s appeal which had been dismissed in 2013. Justice (Tawanda) Chitapi then granted bail to Tsuro on January 10, 2020,” said Mr Mpofu.

He said the handling of the matter by the prosecutor after the incarceration of Tsuro in November 2019 raises well grounded suspicions of corruption .

Investigations by The Herald revealed that Tsuro briefly showed up at work upon his release this year and went into his office, much to the surprise of his colleagues who thought he was serving jail time.

Authorities at the RG’s office, through the Department, immediately suspended Tsuro to allow them to have an appreciation of his case after they read in The Herald that he had been committed to prison to serve his three-year-jail term.

Tsuro (49) was on June 26, 2012, convicted of seriously injuring his wife, Ms Rosemary Charlie, after striking her with an axe during a domestic dispute.

He was initially charged with attempted murder, but then Harare regional magistrate Mr William Bhila found him guilty of assault with intent to do grievous bodily harm.

On the same date, Tsuro’s lawyers, Mupindu & Mugiya, filed a notice of appeal against both conviction and sentence at the High Court, but this was not pursued.

In terms of the law, such a dismissal of the appeal must be followed by the issuance of a warrant of arrest to apprehend the convict and commit him to prison.

Millers Claim To Have Adequate Grain Stock But Fail To Deliver Mealie Meal Due To Fuel Shortage

Press Statement|Harare, February 24, 2019- GMAZ would like to dismiss as misrepresentation and unwarranted, allegations that millers were holding on to subsidized roller, as being reported in some sections of the media.

As a matter of fact, some millers have the product and are failing to deliver the mealie meal to retailers in time because of the current fuel crisis which is affecting everyone in the country.

Also, we have production and deliveries schedules and its common cause that whenever one visits any milling production entity you would find some stock(s) testifying that there is production taking place. Even some of our clients (retailers and wholesalers) are failing to collect their allocations in time because of the fuel situation, as their trucks are spending hours in fuel queues.

We are, however, working round the clock to arrest this crippling problem.

It would be, therefore, malicious to claim that these ‘uncollected’ stocks would be held for speculative purposes.

Parliament Wants Grain Millers Mogul Musarara Arrested

Clerk of Parliament Kennedy Chokuda has directed the Zimbabwe Republic Police (ZRP) to ensure that Grain Millers Association of Zimbabwe chairman Tafadzwa Musarara appears before the committee on Lands, Agriculture, Water and Rural Resettlement if he fails to do voluntarily.

Musarara has failed to appear before the Justice Mayor Wadyajena-chaired committee after he snubbed several invitations. In a letter directed to police on 14 February, Chokuda wrote:

“You are hereby required and directed by Parliament of Zimbabwe on the sight hereto to summon Mr T. Musarara that he appears personally before the Portfolio Committee on Lands, Agriculture, Water and Rural Resettlement that is inquiring into support services by the government of Zimbabwe into grain and wheat millers and the financing of silo repairs.”

Parliament wants Musarara and his association to explain how they used US$27 million received from the Reserve Bank of Zimbabwe for the importation of wheat.

This comes as ZANU PF youth league leaders accused Musarara of being a cartel leader responsible for running the country’s economy into the country.

15 Point Plan To Rescue Zimbabwe – By Tapiwa Mashakada

TAPIWA MASHAKADA |Understanding the (Zimbabwe) problem is fine, but let us focus more on solutions. In terms of alternative solutions we propose the following:

1. Political, Governance Institutional and Economic reforms to create a conducive environment leading to peace, stability, confidence and economic growth. Zanu PF and ED must show leadership and magnanimity. They must take responsibility for failing to run government and causing the economic free fall to date. It is in the interest of the country for ED to unite and galvanise the nation.

It is now common cause that. Nelson Chamisa, the MDC president garnered 2, 6 million votes in the 2018 elections and he carries this mass base and support with him. He cannot be ignored in the governance and leadership equation of the country. That will be equivalent to committing the Ostrich’s offence. So the issue of legitimacy should be addressed through an honest national dialogue.

2. Domestic and foreign investment is required because growth is constrained by capital deficiencies. The private sector desperately needs lines of credit. Let us remove all barriers.

3. Harnessing and mobilising domestic sources of revenue is key. The low hanging fruit is Tourism which has the potential to raise usd 1 billion in receipts per annum. The next low hanging fruit is beneficiation and value addition of raw materials and minerals which has the potential to raise usd 10 billion per annum. The third low hanging fruit is fighting corruption which has the potential to recover and lock-in usd 20 billion per annum.

4. Policy consistency can assist in building confidence

5. Addressing the currency and exchange rate conundrum should be given key priority simultenous with the building of foreign currency reserves at the Reserve Bank. For purposes of macroeconomic stability Zimbabwe needs a stable currency which is a store of value.
For as long as we do not produce the Zim dollar will remain a destabilising force in the economy. The alternative is to redollarise for a time bound period in order to stabilise prices. After all the economy has since self dollarised.

6. The Diaspora should be offered financial and economic incentives so they can institutionalise their remittances.

7. The budget deficit must always be kept under lock and key. There is a temptation under sovereign currencies to print money for seigniorage revenue. The Monetary Policy Committee must vaccinate itself against the monetisation of the deficit and abuse of the central bank overdraft.

8. The Central bank must be given monetary policy independence but should guard itself against quasi-fiscal operations which are slowly creeping in.

9. Parastatal reforms are difficult to implement. I think there should be established a Parastatals Reform Commission to replace SERA which is arguably failing to usher reforms and instil financial discipline and good corporate governance.

10. Dealing with the public service and Social Sectors which are burning. Zimbabwe has to deal with a deep humanitarian crisis in the urban areas in regard to the quality of Healthcare services. Hospitals have no drugs or equipment. Medical personnel is demoralised and hospitals are now death chambers.

11. An urgent Zimbabwe Conference is required to raise new Capital to strengthen the budget and attract official development assistance.

12. Zimbabwe should engage the Paris Club for consideration under the Highly Indebted Poor Countries (HIPIC). This is a practical plan to deal with arrears and debt. Zim has no capacity to service its debts.

13. Pro-poor policies and social safety nets are necessary to protect the vulnerable social base.
Austerity has never succeeded in Africa because it is not a developmental strategy.
Austerity is not human-centred. It is inspired by the discredited neo-liberal Washington Consensus. It is not progressive.

14. Drought mitigation should be implemented in a non-partisan manner. Throughout the country’s 10 provinces food aid is being distributed on party lines. Food is used as a political weapon. Why are development agencies not seeing this ploy?

15. Zimbabwe must invest in its infrastructure. This sector has potential to create jobs. Investment in renewable energy should be prioritised.

South Africa Tells Mnangagwa To His Face To Stop Tinkering With Important Economic Institutions For Political Gain.

NEIGHBOURING South Africa has told President Emmerson Mnangagwa’s administration to stop political interference in public institutions, respect trade agreements and allow competition in business if it is serious about turning around the collapsing economy.

In a straight talk by South Africa’s ambassador to Zimbabwe Mphakama Mbete during the Political Actors Dialogue (Polad) economic summit last week, government was told not to tinker with important economic institutions for political gain.

“Public institutions are key to proper economic management and must be allowed to pursue their mandate in line with the policy framework and legislation that establishes them. These institutions are important to provide a stable and predictable economic environment for business to thrive,” Mbete said.

Business, particularly through Employers Confederation of Zimbabwe, has accused government of dragging the Reserve Bank of Zimbabwe into quasi-fiscal activities and allowing it to print or generate money for political expediency and resultantly undermine the local currency.

Mbete said research showed that governments which manipulated institutions led generally poor nations.

“Nations with extractive political and economic institutions are likely to be poor compared to those with inclusive economic institutions, where the rule of law is protected against rent-seeking and political manipulation,” he said.

Mnangagwa’s government has been posturing, telling its African and international audiences that sanctions were affecting economic development in the country and hindering foreign direct investment (FDI), but Mbete sang from a different hymnbook.

“Zimbabwe has presented itself to be open for business, which we believe is an appropriate approach to developing this country and economy. However, in order to attract significant flows of direct investment, it is import that Zimbabwe improves its record concerning the following issues; security of tenure and investment protection; repatriation of proceeds by investors; the honouring of bilateral trade and investment agreements; the need to open up the economy to competition and establishment of new credibilities, lastly optimal debt servicing,” he said.

Zimbabwe has been writing laws to protect local industries from competition, especially by enforcing punitive import tariffs and closing out some sectors to foreign competition.

These include Statutory Instrument (SI) 64 of 2016, whose objective was to boost domestic production by protecting local industries from unfair competition from foreign firms.

The SI resulted in the removal of 43 products from the Open General Import Licence.

Zimbabwe, however, repealed SI 64, all its predecessors and consolidated their contents into SI 122 of 2017 with import controls, though relaxed, still haunting the nation.

The laws came under scrutiny after the country joined the African Continental Free Trade Area, which will remove economic borders and bring fierce continental competition.

Mbete told government that without addressing these issues, FDI would seek safer destinations.

“We believe that in a highly competitive environment for FDI, these are but a few of the basic conditions that must be upheld at all times. In our view, failure to do so means that investment capital will always look past Zimbabwe to other safer havens,” he said.

Touching on the core of economic decay, Mbete said the shortages of energy, fuel and water in Zimbabwe were not making matters any better.

“Zimbabwe has an industry base that has been neglected for long and needs reinvestment and re-calibrating. This neglect undermines government revenue collection potential since industry is operating below its potential. Industry and the economy by extension triumphs when basic services such as energy, fuel, water, bulk services, for example, are provided in a consistent and predictable way, this is essential for long-term planning by the productive sectors,” he said.

“We think it is important for all members of society to enter into a social contract wherein government, business, labour and citizens rally behind a common vision of the country of Zimbabwe.
Success requires mutual co-operation of all players as no one section of society can do it alone.”

Added Mbete: “South Africa, we believe, has had a very successful social contract through the National Economic Development Labour Council.”

Kombi Full Of Passengers Swept Away For 40 Metres In Flooded River

Passengers in commuter omnibus travelling to Chitsunga in Mbire were lucky to escape death after the kombi was swept away by the strong current after attempting to cross the flooded Karai river.

Mashonaland Central Provincial Development Coodinator Mr Cosmas Chiringa confirmed the incident.

“I have just received a report this morning that a kombi was swept away but no fatalities were recorded. I am also told that those who suffered minor injuries were treated at Chirunya clinic,” said Mr Chiringa.

The Kombi was dragged by the raging waters for about 40 metres.

Video Evidence To Prove Mnangagwa Guilty Of Gukurahundi Available – People’s Party

By A Correspondent | Video evidence to prove that Emmerson Mnangagwa is guilty for Gukurahundi is available, and still, what has changed in Zimbabwe since Gukurahundi apart from the signing of the unity accord and the signing of Robert Mugabe’s resignation letter Nice 2017? This is all the more proof that the Gukurahundi massacre did not at all end in 1984, it is still ongoing, proven by Mnangagwa’s statements before the 1 August crackdown, those just after the January 2019 killings while in Mwenezi, and those as late as last month while in Kuwadzana, Harare.

The People’s Party has since called Mnangagwa to order over the killings. The party says there is a clear continuation of a process of murder. It said:

We note with concern plans by the Emmerson Mnangagwa regime to fast-track the exhumation and reburial of victims of the Gukurahundi atrocities in which over 20 000 Ndebele civilians were killed.

Those who were killed were not possessions of the State but came from families that have the right to direct the manner and speed with which the exhumation and reburial of their loved ones must be conducted.

Mnangagwa in particular must take a step back from any process aimed at resolving Gukurahundi because he was one of the chief architects of the killings. At the time, serving as State Security Minister, he flatly denied that there were any such killings. Video evidence is available to support this claim. What has changed?

Gukurahundi cannot be resolved with a piecemeal approach. For there to be healing, reconciliation, unity and peace, the truth must lead together with justice and meaningful compensation.

The People’s Party believes that a national shrine equivalent to the Heroes Acre, and a memorial in the mold of the Holocaust Museum, must be setup for the reburial of all unidentified remains as well as those whose family members wish to have their loved ones buried there. This monument should serve as a reminder to future generations.

Further, it is important that the facts be litigated on national television in the same manner the Motlanthe Commission was broadcast after the killing of six unarmed civilians on August 1, 2018. The people of Matabeleland must be allowed to speak and be heard.

We believe that these substantive actions can open the path to healing from this great injustice that must never again be visited on the people of Zimbabwe.

Whatever Zuma Does, Malema Appears Wanting To Out Do It.

He’s in trouble again: Julius Malema is facing another legal headache, after the East london Magistrate’s Court issued him with an arrest warrant.

Anything Jacob Zuma can do, Julius Malema claims to do better. On Monday morning, he even followed in uBaba’s footsteps when it comes to skipping court. Juju failed to show up at the Magistrate’s venue in East London, and subsequently, the presiding judge issued an official warrant of arrest for the EFF leader.

The news comes as the political firebrand was due to face five separate counts of discharging a firearm in a public space. Back in 2018, a video of Julius Malema firing a rifle into the air during an EFF rally sent shockwaves across the country – and it was eventually brought to the attention of the judiciary.

Malema has faced a few legal issues in the past 12 months, losing multiple cases to AfriForum on issues regarding rallying calls for land grabs. He is also trying to get the Riotous Assemblies Act overturned, and has been confronted with assault charges from the NPA after getting into an altercation with a security guard two years ago.

The incident in Mdantsane has been contentious to say the least. Juju claims that he was handed the firearm, not knowing that it was a real gun. He maintains that he was told it was a replica, and predictably, the EFF’s top dog suggests that he was the victim of a conspiracy.

He becomes the second high-profile political leader to be slapped with an arrest warrant in 2020. Jacob Zuma failed to appear for his corruption trial in January, and should he fail to return to court on 6 May, Msholozi could be cuffed by the authorities. The terms for Julius Malema’s warrant are less clear, though.

Nehanda Spirit Against Mnangagwa Goes Wild In Court

Correspondent|There was drama at the Harare Magistrates’ Court after a self-proclaimed Mbuya Nehanda, charged with criminal nuisance, shouted at officials.

Facing charges of criminal nuisance, she shouted that spirit mediums must not be arrested. Asinuta Dendere appeared before magistrate Rumbidzai Mugwagwa who released her on free bail.

Her daughter-in-law, Phyllis Pikitai is supposed to take care of her and remind her to return to court on March 4.

Phyllis was also advised to take Dendere to two medical doctors so that she is examined.

The State was stopped from the allegations after Dendere interrupted shouting that she was arrested as she was trying to speed up an application she made in 2018 to see the President.

Dendere also said she wanted to see the President at his Munhumutapa offices as she wanted to discuss serious issues with him but her application was turned down. She also indicated that she was Mbuya Nehanda a spirit medium that should be respected.

Mukuruva Keen To Make A Comeback

Farai Dziva|Former Warriors and Dynamos goalkeeper Tatenda Mkuruva says he still has ambitions to play for the national soccer team.

Mkuruva was the Warriors first choice goalie at AFCON 2017 under now Nyasa Big Bullets coach Kalisto Pasuwa but his career hit a slight snag when he joined ABSA Premiership side Cape Town City.

“It’s every soccer player’s dream to represent his country and I am happy I did and I’m still looking forward to be called back to the Warriors,” Mkuruva told The Herald. 

“ I know it’s not going to be easy because we have good goalkeepers. But, I will work hard and, hopefully, get the reward to be back again in the Warriors setup,” he added.

Klopp Reveals Liverpool Winning Philosophy

Farai Dziva|Jurgen Klopp says Liverpool’s success is bringing in a new set of transfer problems as his team is now so good, even the biggest names fear they couldn’t get in it.

But Klopp has other beliefs in the transfer business. He told the Mirror newspaper that it’s not easy as it looks.

He said: “If they see you are successful, it’s easier to get into talks with players. But on the other side, it’s more difficult the better your team is because they ask questions like ‘where and when would I play?’

“We need players who want to be part of this, who want to fight for their spot, who want to make the next step together with us, who want to develop and improve so that’s it.

“We have these players and whoever wants to join us, needs to have exactly this kind of attitude.”

Meanwhile, Liverpool will return to action this evening when they face West Ham in their Matchday 27 encounter at Anfield.
