By Hon L K Magorimbo | Towards the 2018 national elections we as a country were promised a lot of things: to be resuscitated, among them was the promotion of small and medium enterprises, but up to today the only thing that Mr Emmerson Mnangagwa managed to do was to appoint the Minister of Small and Medium Enterprises.

Now the Minister of Finance is demanding such extortionate rates from street vendors, drivers and vehicle owners yet these people have been paying taxes before; now this is the third tactical way of milking poor and penniless citizens.

The Minister of Finance has made the following presumptive tax proposals for 2021 national budget.

1: Informal traders RTGs 2500 per month.

2: Taxicab operators RTGs 2500 per month

3: Omnibus operators less than 14 passengers RTGs 2500 per month.

4: Omnibus operators less than 24 passengers RTGs 3000 per month.

5: Omnibus operators less than 36 passengers RTGs 4000 per month

6: Omnibus operators for more than 37 passengers RTGs 5000 per month.

7: 10 to 20 tonne Truck vehicles RTGs 30000 per month.

8: 10 tonne but with trailers not exceeding 20 tonnes RTGs 40000 per month.

  1. 20 Tonnes or more Trucks RTGs 40000 per month.

10: Driving school vehicles class 4 $ RTGs 30000 per month

11: Driving school vehicles for other classes RTGs 40000 per month.

12: Hairdressing operators RTGs2500 per month.

13: Informal cross borders 10% of value for duty purposes of commercial goods being imported.

14: Restaurants & Bottle store operators RTGs 10000 per month.

15: Cottage industry operators RTGs 10000 per month.

16: Operators of commercial waterborne vessels of less than 5 passengers RTGs 10000 per month

17:Operators of commercial waterborne vessels of less than 16 passengers RTGs 15000 per month.

18:
Operators of commercial waterborne vessels of less than 26 passengers RTGs 20000 per month.

19:Operators of commercial waterborne vessels of less than 50 passengers RTGsc 25000 per month.

20:Operators of commercial waterborne vessels of more than 50 passengers RTGs 430000 per month.
21: Other smaller Commercial waterborne vessels RTGs10000 per month.

22: Architects(registered or supposed to be registered under Architects Act) RTGs 250000 per annum.

23: Engineers or Technicians( required to be Registered under Engineering Council ) RTGs 500000 per annum.

24: Legal practitioners registered or required to be registered under the Legal Practitioners Act $500000 per month.

25: Health practitioners registered or required to be registered under Health Professions Act $500000 per annum.

26: Real Estate agents required to be registered under Estates Agents Act RTGs 1 million per annum.

(There is an option to pay presumptive tax in USD)
