When lower levels of government fail, or are assumed to have failed, the role of central government must be seen as one of providing solutions and interventions.

Many people forget that there are ministries responsible for roads and for water – focus is simply on council.

ZINWA and ZINARA are forgiven kids.

Central government cannot and can never argue that a lower tier of government has denied it solutions for the people – especially in crisis times.

A lower tier of government can, as is the case with Harare City Council, argue that higher level of government actions and misrule has denied it the opportunity to deliver services.

The same way government acts in terms of disease outbreaks, food shortages, fuel and electricity deficits should be applied in the areas of perceived failures in local government.

I was in council I saw a billion US dollars of council money lost to ZanuPF decisions on what the world assumes to be MDCA controlled Harare City Council.
