Dear Mr Muguti
I write to you as a private citizen. I would have loved writing to you in my official capacity as Secretary General of the Zimbabwe National Students Union but where I lead we do not respond or communicate with private citizens who have no legally recognized official capacity at law. Since your alleged office has neither constitutional nor moral basis, I will choose to have a conversation with you as private citizens.
Reference is made to what was purported to be a circular from your “office” attempting to regulate the work of CSOs, FBOs and NGOs. The said circular was recklessly filled with emotions and at its worst written in the first person, itself another reason I chose to respond to you individually! Before I get to the matters raised in the circular, I will need to concede you have every right to have and express an opinion on the works of CSOs but that is the best you can ever do about these organisations. Attempting to act on your emotional paranoia and apparent dislike of these organisations basing such on self arrogated powers that have zero constitutional basis is a futile exercise.
Your very existence allegedly as a Provincial Development Coordinator is legally and constitutionally vacuous and as such anything you attempt to do with good intentions (something I doubt you have the capacity to do) or malicious intent (as in this instance) is a high sounding nothing. While you would love to attempt and masquerade as Prime Minister of the Republic, your actions have long exposed you as nothing but a political tool in the hands of the ruining ZanuPf party. While we understand your zeal to please those who illegally appointed you to a nonexistent office, the closure of civic and democratic space is certainly not part of your fictional terms of reference and it is my advice that you cease. Dwarfs in borrowed robes are not exactly the best candidates for a contest this fiery. Run!
It is not a mistake of omission that your circular mentions not a single legal provision to justify your interest in the work of CSOs, FBOs, Trusts and NGOs. There is not a single legal provision in this country that makes these organisations accountable to your fictional office. Therefore your circular remain nothing more than the emotional ramblings of a private citizen with no force or sense at law.
CSOs will continue working with line ministries as has been the norm and in line with the LAWS of the land. You are not the Prime minister of Zimbabwe vaMuguti. If you are so eager to exercise power and authority, you are welcome to contest for elected office and change the laws to your liking. In the interim, you remain an unelectable nonentity whose existence is unconditional and actions criminal.
I would want to part with some advice. A person in an illegal position as yours should enjoy the loot of illegal salaries in clever silence. The glasses that make up your house are too fragile for you to be picking up stone fights!
