Farai Dziva|Controversial Deputy Minister of Information, Publicity Broadcasting Services, Energy Mutodi has warned that striking doctors risk being blacklisted.
Mutodi also warned that once they have been blacklisted they will not be employed anywhere in the world.
“Striking doctors can be rest assured that once dismissed there will be no re-hiring. No one is above the law no-matter the profession and if the court says go back to work you must comply. Gvt will also blacklist the money mongering doctors so they are not employable elsewhere,” Mutodi wrote on Twitter.
An 80-year-old Magunje grandpa has allegedly killed his 60-year-old wife over infidelity.
The incident was reported by police national spokesperson, Assistant Commissioner Paul Nyathi who revealed that the case was one of numerous murder cases related to love.
He said:
In Magunje, a male adult aged 80 killed his wife, 60, with an axe, accusing her of having an extramarital affair. The victim was discovered lying in a pool of blood in the kitchen by relatives on October 26, 2019, at around 0600hours.
Nyathi urged members of the public to engage third parties to resolve issues amicably. He also warned that the law shall take its course in the event that one takes the law into their hands.Daily News

What you are saying is true and, the truth be told, we have known this for the last 20 years, at least. By the late 1990s many Zimbabweans not only accepted that Mugabe and his Zanu PF thugs were corrupt and incompetent but also accepted the political reality that the nation would need to implement democratic changes to stop Zanu PF rigging elections and staying in power against the people’s democratic will.
For the last 20 years Zimbabweans have risked life and limb to elect the late Morgan Tsvangirai and now Nelson Chamisa and his MDC friends into power on the understanding the party will deliver the democratic changes the nation was dying for. Sadly, MDC has failed to deliver even one democratic change even when the party had the golden opportunity to do so during the 2008 to 2013 GNU. Not even one reform!
It is futile for anyone to still be harping on and on about Zanu PF leaders being corrupt and incompetent; a reality the nation has known for the last 20 years, at least. What people should be asking is: why has the nation failed to get even one reform implemented. Why is Zanu PF still able to rig elections willy-nilly?
The short answer: we have a breathtakingly corrupt and incompetent opposition, especially the main opposition party, MDC!
During the 2008 to 2013 GNU, Mugabe bribed Morgan Tsvangirai and his MDC friends with ministerial limos, the generous salaries and allowances, a US$ 4 million mansion for Tsvangirai, etc., etc. Once the MDC leaders had their snouts in the feeding trough, they completely forgot about implementing reforms! Mugabe set the honey trap and MDC leaders dived in head first and from a great height. They knocked themselves senseless and have never recovered.
Having a corrupt and incompetent opposition is now Zimbabwe’s worst curse, second only to the curse having a corrupt, incompetent, vote rigging and tyrannical ruling party, Zanu PF!
It took many Zimbabwe 20 years or so to accept the political reality that Robert Mugabe and his Zanu PF cronies were corrupt, incompetent, vote rigging and murderous thugs. Even with a mountain of evidence of the economic decline and, worst of all, the over 20 000 massacred during the 1983 to 1987 Gukurahundi madness; some people still refused to accept Zanu PF leaders were corrupt and murderous thugs.
The nation had embraced Mugabe and company as the nation’s liberation heroes per excellence and it was a very bitter pill to swallow to accept these heroes as murderous tyrants. But even after 20 years of denying the truth, the people did finally accept the bitter reality – Mugabe and his Zanu PF cronies were corrupt, incompetent, vote rigging and murderous thugs.
Zimbabwe is still stuck with the corrupt, incompetent and tyrannical Zanu PF thugs because MDC leaders have failed to implement even one meaningful democratic reform these last 20 years. Worse still, by participating in these flawed and illegal elections MDC is giving the illegitimate Zanu PF regime the modicum of political credibility – MDC leaders knows this too.
“The worst aspect for me about the failure to agree a coalition was that both MDCs couldn’t now do the obvious – withdraw from the (2013) elections,” admitted Senator David Coltart, MDC cabinet minister in the GNU.
“The electoral process was so flawed, so illegal, that the only logical step was to withdraw, which would compel SADC to hold Zanu PF to account. But such was the distrust between the MDC-T and MDC-N that neither could withdraw for fear that the other would remain in the elections, winning seats and giving the process credibility.”
“Zimbabwe is a country without a strategic leader. A leader who cannot impose authority on failing government departments. A leader who cannot curb corruption. The time of blaming everything on sanctions is over,” concluded Jingo.
Actually the time for harping on about Zanu PF being corrupt and incompetent is over, we established that 20 years ago. The real question now is why has MDC failed to implement the necessary reforms to stop Zanu PF rigging elections, 20 years after the nation risked all to elect them into power?

This was said by MDC official Antony Taruvinga.
“Bond notes and coins, which are not available in banks, are being sold at a premium of as high as 50% through Ecocash on the streets around the country.
The RBZ is the source of all the cash problems. We are learning that instead of providing cash to the banks, they divert it to their agents on the streets including Ecocash agents, to sell the cash for abnormal profits.
Everyday is a profit day for these cartels. The people are at pains. This government is so corrupt, and ED and Mthuli have become bystanders and spectators in the game. They have lost control. The cartels are becoming richer by day,” argued Taruvinga.

By A Correspondent- Fifteen Form Six pupils at Gebhuza Secondary School in Hwange have been arrested after they shared an alleged leaked Economics Paper 3 question paper on social media.
The paper which was written on Monday started circulating on WhatsApp at midnight on Sunday.
The 15 were charged with revealing the contents of an examination material prior to the exam, unlawful access to examination material and engaging in fraud or dishonest conduct with regards to the exam.
The pupils were released so they could continue writing their exams while investigations continue.
Acting Matabeleland North police spokesperson sergeant Namatirai Mashona confirmed the incident and said.
On 28 October at midnight, one pupil received a message on WhatsApp platform with the first page of Economics Paper 3 exam with 8 questions out of the 12 that make up the paper which was to be written at 9AM.
“The student forwarded the message with the questions to two other pupils who went to school just before 8AM where they shared with other pupils. While they were still sharing the economics teacher approached them and checked the questions. He advised them not to rely on WhatsApp messages,” said Sgt Mashona.
The teacher then raised alarm after realizing the questions the students had been working on were the same as those on the question paper.
The matter was reported to the police leading to the arrest of the pupils.
By A Correspondent- Gweru police are investigating a 35 –year-old teacher at Guinea Fowl High School for allegedly having a se_xual relationship with a 17 -year –old boy in her class.
Midlands Provincial police spokesperson Inspector Joel Goko confirmed the case but stated that a formal complaint hasn’t been lodged yet.
“Police acting on a tip off concerning alleged abuse of a 17-year-old boy by his 35-year-old teacher went to Guinea Fowl High School on Tuesday and interviewed the headmaster, the school development committee representatives and the teacher in question,” said Insp Goko.
The female teacher, Insp Goko said, dismissed the allegations when interviewed.
“During investigations, it came to light that the female teacher and the pupil share the same house. At school she teaches him (subject mentioned) and after that they are in the same house. Investigations also revealed that there is a third teacher who stays in that house,” he said.
“So the headmaster told the police that the school was investigating the matter. The female teacher refuted the allegations saying they were unfounded. She said she knows the pupil because she teaches him and after work or classes they share the same house.”
Insp Goko said the pupil could not be interviewed by the police because he is sitting for his final Ordinary Level examinations.
By Grace Kwinjeh | We can’t solve the multifaceted problems in Zimbabwe by forming more political parties. No!
The late professor Masipula Sithole, may his soul rest in peace, is on record lamenting the unhealthy habit of forming more opposition political parties, on top of existing ones, stating in an allegory, the hilarity of sending two Zimbabweans to the moon, with real chances that they will end up with three political parties.
A leadership deficit, or disagreements in the opposition will not be solved by forming more opposition political parties, notwithstanding that, whoever enters the political scene will still have to contend with the same challenges, to do with Zanu PF’s corruption and stranglehold over power, thus, adding no real strategic value in our quest for freedom.
A fresh opposition face is not what Zimbabwe needs. Since 1980 we have had too many fresh faces, that have at times, inadvertently, worked in adding more drama and confusion to the democratic movement, giving Zanu PF a lifeline, at its weakest moments.
We all remember Dr Simba Makoni, how his presidential ambition robbed Dr Morgan Tsvangirai of victory in the 2008 elections, giving Zanu PF much needed reprieve and how we have never quite recovered from that political blunder.
Zimbabwe has not recovered from that error of judgement on Dr Makoni’s part after he garnered 8% of the votes cast, while Tsvangirai had 47% and incumbent the late President Robert Mugabe had 43% in a run-off.
A move so retrogressive given that Tsvangirai had won in the first round of elections, but had not garnered enough votes to be declared outright winner. So it was back to square one, true to form Zanu PF unleashed the most brutal wave of violence in the rural areas, Zimbabweans got butchered mercilessly, scores killed, with reports of rape and massive displacements.
That is how ridiculous the situation becomes, weighed against the harsh reality of the suffering we are all collectively enduring, in Zimbabwe or exiled, it makes one’s heart bleed, that anyone out there is even contemplating a repeat of such a scenario, which will cause us to be in the opposition in perpetuity.
What Zimbabwe needs right now are not more political parties, but a united front, energised democratic movement to take back the momentum, mobilised around real bread and butter issues, that citizens are concerned about. Citizens are concerned about the collapsed health delivery system, which has become a death trap, as heart wrenching testimonies are daily shared.
The pain and suffering is too much, for us to keep scoring own goals.
Consequently, what Zimbabwe needs right now, are not more power hungry megalomaniacs, with no solutions on how to push the ruling Zanu PF party to adopt the necessary political and economic reforms that will make life more bearable. Ideas that will push the ruling party to the table, for the negotiation of a transitional framework that will lead to free and fair elections.
Issues to do with the incumbent President Emmerson Mnangagwa’s legitimacy, are not going to be solved by forming more parties, as a matter of fact, that would work perfectly to his favour, a divided opposition always does.
What Zimbabwe needs right now, is a leadership that is willing and able to rise above the current political differences and difficulties, and deliver us out of the political and economic quagmire.
Political contestation in the country is a messy affair, both in the opposition and the ruling party, there are no winners or losers – just shayisano, kudira jecha.
The first challenge for a collective, united opposition is to take back the momentum lost in the past weeks.
Weeks of being diverted and pulled into Zanu PF’s anti-sanctions fight, of which we found ourselves trapped in a diplomatic spat, that days later has not resulted in the opening of democratic space.
Over the weekend the USA added Security Minister, Owen Ncube to the targeted sanctions list, for gross violations of human rights. While, some can argue this was symbolic and sends a warning to Zanu PF against future human rights abuses, the body language from the ruling party remains arrogant, defiant and intransigent. This is again another point of reflection, which I shall go into at another time.
Just as the executive order announcing the new sanction was being announced, actually before the ink had even dried on it, artist Platinum Prince was abducted by unknown men, tortured then released, apparently for his song, ‘Ndoyacho here President.’
More political parties will add no value to our quest for freedom, unity and working strategies are what we need.
By A Correspondent- Recently held Zimbabwe Human Rights Commission (ZHRC) public hearings on access to documentation has divulged that some medical institutions were withholding birth confirmation records for non-payment of medical bills and other absurd reasons, a move that is contrary to government policy.
A rape victim told the commission that she was not issued with her child’s birth records with the medical institution arguing that she was underage. She testified:
A rape victim who testified before the commission said she was abused by her uncle while she was 13 years old and conceived a child.
My relatives did not believe me, but de- fended my uncle. They did not even report the matter to the police.
When I gave birth at Matibe Hospital in Mberengwa, nurses refused to issue me with a birth confirmation record, saying I was underage.
I was told to first report the case to the police before they could issue me with a birth certifi- cate for the child.
ZHRC chairperson, Elasto Mugwadi said that withholding birth records over non-payment was against government policy and a violation of children’s rights since it is the parent who would have entered into the contract with the institution, not the child.
By A Correspondent- A fierce war of words which almost degenerated into an exchange of blows erupted between an angry city married woman and her husband’s side chick at the Mutare Magistrates’ Civil court on Wednesday this week following the granting of a protection order in favour of the small house.
Memory Muringi teamed up with friends and cornered her husband’s lover, who was only identified as P Mudzimwa, soon after coming out of court where the latter had been granted a protection order against Muringi.
“We will teach you a lesson today, so that you will know when not to mess up with other people’s husbands,” shouted one of the women that surrounded Mudzimwa as they left the court premises.
Mudzimwa had dragged Muringi to court claiming that she was in the habit of calling her and insulting her over the phone, accusing her of having an affair with her husband, whom she claimed, had stopped dating a long time ago.
“Indeed Your Worship, I was in love with her husband but that was before I knew that he was married. I dumped him when I found out but now Muringi just won’t stop. She calls me daily, threatening to deal with me. She accuses me of destroying her marriage and calls non-stop, I have had enough of her calling me a whore,” said Mudzimwa.
Muringi however, had no kind words for Mudzimwa whom she called a husband snatcher and marriage wrecker. She justified her actions by claiming that she was only protecting her marriage by calling Mudzimwa and telling her to back off.
“She is a blatant liar, she is still in a relationship with my husband even though he no longer wants her. She pesters him over the phone day and night and he has had enough of her too. Just recently, she texted him at 11pm. The message read ‘You are taking too long to reply, I’m sleeping now, let’s chat tomorrow.’ “She should stop communicating with my husband,” said Muringi.
Upon the granting of the protection order, the furious and angry Muringi had asked the presiding magistrate, Miss Prisca Tendai Manhibi, “Your Worship, so the law protects her even if she is having extra marital relations with my husband only because we do not have a civil marriage? It seems so unfair!”
Miss Manhibi ordered Muringi to confront her husband and stop breaching Mudzimwa’s peace by calling her.
“The text message you read to us clearly shows that your husband and this woman were communicating earlier but you fail to see that, and want to shift all the blame to her. Confront your husband, he is the enemy in this matter,” said Miss Manhibi.
The magistrate also explained to Muringi that since she and her husband did not have a civil marriage, she could not do anything to stop her husband from communicating with other women or take a second wife.
By A Correspondent- Flamboyant businessman Wicknell Chivayo, who is facing a charge of bribery after his company, Intratrek, transferred $10 000 to former Zimbabwe Power Company board chairperson Stanley Kazhanje’s personal bank account to try to influence the outcome of a tender process, is set to stand trial on November 18, 2019.
Chivayo and Kazhanje appeared before Harare provincial magistrate Francis Mapfumo, who remanded them to November 18 for trial.
Allegations are that in September 2013, ZPC invited bids for the construction of the Gwanda solar project and Chivayo, through Intratrek Zimbabwe, expressed interest. In October 2015, the ZPC board held a meeting with Kazhanje as board chairperson.
During the meeting, Kazhanje allegedly directed that the ZPC management should award the tender to Intratrek.
It is averred that in the same month, the contract was signed between ZPC management and Intratrek without the latter providing a bank guarantee.
Chivayo then reportedly transferred $10 000 bribe money from an Intratrek bank account to Kazhanje’s account.
The prosecution alleged that Kazhanje received the money knowing fully well that it was bribe money to influence the ZPC board into picking Intratrek for the project.
By A Correspondent- A Form 2 pupil at Maranatha High School in Bulawayo’s Nketa suburb was found hanging at his home in Nketa 7 in a suspected case of suicide.
Nqobile Lusinga (15) allegedly hanged himself from the roof trusses of his bedroom after his teachers quizzed him about money and a cellphone that he had in his possession.
According to sources Nqobile stole US$100 from his aunt whom he stays with and used it to buy a phone.
Nqobile allegedly confessed that he had stolen money from his aunt when he was cornered.
“On October 29, the deceased’s aunt phoned the deceased’s mother after he was found in possession of money and a cell phone. The deceased’s mother went to school for verification and found out that her son had stolen cash amounting to US$100 and used it to buy a new phone,” she said.
“Deceased’s mother ordered the now deceased to go home and bring the change he was left with and he never returned to school.”
When his parents who live in Cowdray Park followed him home they found him hanging in his bedroom with an electric cable around his neck.
By A Correspondent- Three people died on the spot, while two others were seriously injured when a pirate taxi they were travelling in overturned several times along Khami Road near Delta Beverages in Bulawayo early Sunday morning.
“The Toyota Wish vehicle was carrying five passengers moving at high speed along Khami Road. The driver, who was identified as Prince Ncube, lost control of the car at a curve and the vehicle overturned several times before landing on its side,” Simango said.
The deceased were identified as Prince Ncube (the driver), Mthulisi Dumani and Sikhumbuzo Ndlovu from Mpopoma suburb in Bulawayo.
“The other two people, Remington Ndlovu and Thabani (surname not given) sustained serious injuries and were rushed to the United Bulawayo Hospitals (UBH),” Simango said.
By A Correspondent- LEAD President Linda Masarira has responded to her husband Gilbert Kaingidza’s allegations instead accusing him of attempting to kill her.
Masarira, whose husband told ZimEye that he fled to South Africa and feared for his life after Linda confiscated his documents including his passport and drivers’ licence revealed that his wife was a Zanu Pf spy who was on government payroll.
However, Masarira dismissed the allegations and said Kaingidza had fled to South Africa simply because he was a fugitive wanted by the police for domestic violence.
She said:

An MDC Senator and former Constitution Select Committee of Parliament (Copac) co-chair and now deputy secretary for international relations, Douglas Mwonzora, said:
The resolution by the Zimbabwean Cabinet to initiate key amendments to the Constitution represents a long march backwards.
The current Constitution represents an incremental gain in Zimbabwe’s democratisation agenda. We have to resist these selfish amendments.
Justice Minister Ziyambi Ziyambi announced recently that cabinet had resolved to remove the running mate clause saying it created two centres of power in the Executive and was a borrowed concept from America after all.
Under the running mate clause, a presidential candidate chooses a Vice-President before elections and in the event that the President fails to complete his term for any reason that Vice-President automatically becomes President.

When Tichaona Zindoga was summoned by the Wing Commander, the Zimpapers board chair, he was told that he had been fired because he was incompetent, inexperienced and a sellout!
After telling Zindoga that he had been fired, Wing Commander Tommy Sithole ordered him to “take 15 minutes to clear your office. Take what is yours and never come back. You failed to do your job”. Shaken, Zindoga started crying; begging to be retained as deputy editor!
When the Wing Commander told him that he could not be retained as deputy editor, Zindoga begged to be demoted to his earlier position of political editor. An irritated Sithole then barked at him: “Chief you are not listening to me. You are not wanted here. Just go!”
Earlier, Sithole had assigned his 1980s Zimpapers editorial colleague, Davison Maruziva, to assess Zindoga as Herald editor. Maruziva’s report was a big NO. He found that Zindoga had no capacity and that he referred everything to Nick Mangwana, who also has no capacity!
After Sithole told Zindoga to go and clear his office where his dismissal letter would be sent in 15 minutes, the sun fell down on him. He phoned Mangwana who said he was in Egypt and could not help. Nick later texted some officials calling Zindoga “stupid and reckless”!
When he did not get any joy from Mangwana, a devastated Zindoga phoned information minister, Monica Mutsvangwa, asking her to intercede for him. Monica expressed indignant surprise: “Uchiripo ikoko? Awusi kudiwa. Kana vakuru varamba. Chienda. Chibva ipapo iwe”!
As a backdrop, Zindoga had read the writing on the wall and saw the trouble coming. He sought help from Auxillia Mnangagwa who hit the roof and said “urimutengesi iwe“. Shocked, Zindoga went to Isaac Moyo, CIO Director-General, to ask for “protection”. It was a long shot!

There is nothing more annoying than being added to a random WhatsApp group. Well, according to WhatsApp, their new updates will ensure that you have an option to accept a group invite.
Recently, WhatsApp announced changes to their group info settings.
In a post, WhatsApp said the introduction of a new privacy setting and invite system to help you decide who can add you to groups.
To enable it, go to Settings in your app, then tap Account > Privacy > Groups and select one of three options: “Nobody”, “My Contacts”, or “Everyone”. “Nobody” means you’ll have to approve joining every group to which you’re invited, and “My Contacts” means only users you have in your address book can add you to groups.
In a blog post on their website, WhatsApp said if a person adds to you a group, a private invite will be sent through an individual chat, giving you the choice of joining the group. You’ll have three days to accept the invite before it expires.
“With these new features, users will have more control over the group messages they receive. These new privacy settings will begin rolling out to some users starting today and will be available worldwide in the coming weeks to those using the latest version of WhatsApp,” the post said.

NewsDay|Former Lands minister Douglas Mombeshora and his wife Millicent have lost their bid to claim co-ownership of a Borrowdale property which was bought by a Harare businessman, through a public auction conducted by the Sheriff of the High Court.
The couple was also slapped with costs of suit on a higher scale.
High Court judge Justice Owen Tagu recently ruled in favour of Tendai Jemwa, who had taken Mombeshora and his wife to court seeking a dismissal of the couple’s application in which they were seeking to be declared co-owners of stand number 80 Quinnington Drive, Borrowdale, Harare.
According to court papers, Jemwa’s application arose after the Mombeshoras approached the court in June this year, seeking an order declaring them co-owners after he locked them out of the disputed property.
However, after the Mombeshoras failed to pursue the matter, Jemwa approached the High Court and sought an order declaring that the former minister and his wife had failed to prosecute their application.
“Whereupon after reading documents filed of record it is ordered that; the court application under case number HC4685/2019 be and is hereby dismissed for want of prosecution. The first and second respondents to pay costs on legal practitioner client scale,” Justice Tagu ruled.
According to Jemwa, the property in question is known as Stand number 110 Quinnington Township of Subdivision K of Borrowdale Estate, commonly referred to as number 80 Quinnington Drive, Borrowdale, Harare.
In his affidavit, Mombeshora had earlier claimed that Jemwa was denying the couple permission to enter, use and enjoy the property despite him (Jemwa) being a 50% shareholder of the property in question which he bought through a public auction conducted by the sheriff. However, after filing the court papers, the Mombeshoras never pursued the matter, prompting Jemwa to approach the court seeking a dismissal of the bid.
“I (Jemwa) filed a notice of opposition together with opposing affidavits on June 19, 2019 as will morefully appear herein as annexure B, the respondents (the Mombeshoras) went on to file an answering affidavit on July 3, 2019 as will morefully appear herein as annexure C,” Jemwa said in his affidavit.
The businessman further said ever since they filed their answering affidavit, the Mombeshoras had not bothered to file heads of argument or set the matter down for hearing as a sign of their intention to have the matter finalised.
“The respondents have clearly failed to pursue their application to date as they are obliged to at law thus to ensure the finalisation of this matter, I hereby apply for dismissal of the respondents’ court application for a declaratory order under HC4685/19 for want of prosecution,” Jemwa submitted.
Treasury Officials before the Parliament’s Portfolio Committee on Public Accounts
Parliament’s Public Accounts Committee (PAC) chaired by MDC vice president Tendai Biti has given three Finance ministry officials an ultimatum to appear before it on Friday, November 15 or face arrest for contempt of Parliament.
The three officials are the ministry’s director of budgets Zvinechimwe Churu, director of capital expenditure Fidelis Ngorora and the accountant-general. Speaking to reporters on Monday after the officials’ latest snub, Biti said:
We regret and are saddened to note that they have defaulted on our request for them to attend this meeting. We are also saddened by the continuous disrespect of Parliament so we are giving the ministry of Finance one last chance before we direct the clerk of Parliament to issue a warrant of arrest in terms of the Parliamentary Privileges Act.
Biti revealed that the officials failed to turn up in the first instance saying that they had been attending a workshop and on the second occasion they said they were not aware that they were supposed to appear before Parliament.
PAC expects the officials to explain the contents of the documents in connection with how over $3 billion received from the Reserve Bank of Zimbabwe (RBZ) by the ministry was used without Parliament’s approval.

Botswana’s main opposition leader says October’s national election, which the ruling party won by an unexpectedly large margin, was rigged, and that he intends challenging it in court to head off potential public protests.
Duma Boko, leader of the Umbrella for Democratic Change opposition alliance, questioned the integrity of the voters’ roll. He said many of his group’s supporters, including his own wife, were turned away at the ballot box due to errors made by the Independent Electoral Commission (IEC). The number of voters was also inflated, he said.
President Mokgweetsi Masisi’s Botswana Democratic Party extended its 53-year grip on power by winning 38 out of 57 constituencies in the October 23 vote. The party, which has been in power since Botswana won independence from the UK in 1966, rebounded from its worst-ever electoral performance in 2014. That was despite infighting within its ranks and a host of social ills ranging from inequality to a high rate of HIV-prevalence. The UDC won 15 seats, compared with 17 seats in 2014.
“We have to put our faith in the courts,” Boko said in an interview at Bloomberg’s Johannesburg office on Tuesday, adding that he’s concerned about the potential reaction of his supporters. “If people lose faith in the electoral process, then what steps will they take to change government?”
Boko said there was a 33% discrepancy between the number of people the IEC said were on the roll in March and the actual total when counted. About 75,000 people, or 8% of the electorate, didn’t have their gender recorded on the roll, disqualifying them from voting, he said.
“We accept a certain amount of human error when carrying out a manual process, but the extent of this error can only be attributed to deliberate tampering,” he said. “Is there any other explanation?”
The election was endorsed by observers from the African Union and the Southern African Development Community.
“Mr Boko is a politician and obviously he would make political statements, but international observers have declared that the elections were free and fair,” said Andrew Sesinyi, a government spokesperson. “In the country there is general consensus that they were free and fair.”
Some analysts said Masisi re-energised the BDP’s support base and benefited from splits in the opposition vote.
Boko also said the low turnout in former opposition strongholds in the capital, Gaborone, compared with the 83.8% turnout nationally, was suspicious. The opposition lost seats it has usually won in the past, including his own.
He has 30 days from the date of the election to file legal objections and hasn’t yet decided whether to challenge outcomes in individual constituencies or the entire result. While there have been legal challenges to constituencies in previous polls, national results have never been questioned in court.
“The laws of Botswana allow him or any person to challenge the outcome of an election result,” said Osupile Maroba, a spokesperson for the IEC. The commission is aware of Boko’s concerns, he said.
While Botswana’s economy is expanding, with growth expected to average 4.2% until 2024, according to the International Monetary Fund, its key diamond industry has limited employment opportunities and its tourism industry is under threat from a controversy over elephant hunting.
PRESIDENT Emmerson Mnangagwa’s government is cutting ties with the controversial South African businessman, Zunaid Moti amid reports he is on a mission to destabilise the Sadc region and topple constitutionally elected governments through funding opposition parties, including the MDC, Zimbabwe Morning Post can exclusively reveal.
This publication has it on good authority that Moti sent an emissary to court the MDC leadership, especially president Nelson Chamisa and vice-president Tendai Biti with offers to fund them.

Zim Morning Post is in possession of a leaked conversation between Moti and Botswana opposition leader Duma Boko of the Umbrella for Democratic Change (UDC), wherein he instructs him to fly to South Africa in the company of Biti and Chamisa.
In the conversation, Moti asks Boko to invite Biti and Chamisa to his house for a meeting.
“How is Biti? Ask Tendai and Chamisa to come to see me with you. I need to talk problems in Zimbabwe where I lost a lot of money with the government (sic).
“I need to talk to them and see if we can take Zimbabwe over after we take over Botswana.
“The government did me wrong. I helped them with a lot of money and I lost $300 million,” Moti said.
Boko confirmed to Moti that he spoke to Chamisa about the matter in March.
Despite being funded by Moti, Boko’s UDC party went on to lose two seats this year. In the 2014 national elections, the party put a surprise performance when it garnered 17 seats in Parliament, with this now reduced to 15 seats
Moti’s bitterness with Mnangagwa’s government stems from allegations that he smuggled out chrome from African Chrome Fields mine in Kwekwe.
He had a joint venture with Petroleum mogul Kudakwashe Tagwirei.
Moti’s operations in Zimbabwe have been under scrutiny, with reports that Moti is a personal friend of ailing vice-president Constantino Chiwenga.
Chiwenga is currently in China on medication and is not able to fight in Moti’s corner, said our source.
His relationship with Mnangagwa is said to have soured after he refused to offer him his private jet in 2017 when his life was in danger following his sacking as vice-president by the late former President Robert Mugabe.
“Mnangagwa and Moti enjoyed a good relationship because when Moti came into Zimbabwe with the view of investing in Midlands, he was assisted by ED.
“So in times of need, Moti turned his back on him because he feared Mugabe’s wrath,” explained our source.
Moti is on record showering praises on Mnangagwa for helping him when he started investing in the country.
“We went into Zimbabwe when Mr Mnangagwa was still in charge of the province. And we went in there looking for investment in the darkest hour. And that’s when we met Emmerson (Mnangagwa), His Excellency, and he really had a very inviting approach to us,” he was quoted as saying.
He added:
“There was not a lot of red-tape involved with investing in Zimbabwe at that stage because nobody really wanted to invest…We started to understand Zimbabwe as a Mnangagwa investment, because he was there guiding us in the investment and policies.”
In his quest to get opposition parties into power, Moti sponsored Botswana’s UDC which, however, went on to lose at the recent polls.
In the conversation with Boko, Moti offered at least 5 000 t-shirts to UDC for their campaign and requested a meeting with Boko in South Africa.
“I am sending you 5000 t-Shirts for the launch. Those mother fxxkers (sic) should know that you are the President. I want you to come here.. you do not need to spend more than three hours here,” he said.
Another source said Moti wants to assume a kingmaker role in Southern Africa using his wealth to destabilise the region and expand his business empire.
“He (Moti) wants to be the kingmaker in Southern Africa. That is why he is trying to work with opposition parties in the region. He is currently trying to arrange a meeting with the MDC leadership through the assistance of Boko,” said a source close to him.

Washington, October 31: The US military on Thursday released videos and pictures of the raid that killed Islamic State or ISIS leader Abu Bakr al-Baghdadi. The first footage of the nighttime raid showed the US special forces firing at ISIS terrorists on the ground as they flew towards the compound where Abu Bakr al-Baghdadi was hiding. Another video showed bombs falling on the structure where al-Baghdadi was hiding.
One video, released by US Central Command General Kenneth McKenzie, showed small black silhouettes of US soldiers approaching the walls of the compound. In another footage, bombs could be seen falling on the site followed by a flash and the screen turning grey. US aircraft involved in the operation were fired upon by ISIS militants from two locations in the vicinity of the compound, said General Kenneth McKenzie.

When the US special forces stormed into the compound, Baghdadi fled into a tunnel and killed himself by detonating a suicide vest. After the raid, the compound was destroyed with munitions. The destroyed buildings were left looking like “a parking lot with large potholes”, said General Kenneth McKenzie. The top military official, however, could not confirm President Donald Trump’s graphic description of Baghdadi whimpering and crying as he died.
“He crawled into a hole with two small children and blew himself up while his people stayed on the ground. You can deduce what kind of person it is based on that activity,” he told a news conference, adding that “every effort was made to avoid civilian casualties”.
A man was shot dead by a police officer after refusing to hand over a $2 bribe, the High Court has heard.
The Harare woman is now suing police chief Godwin Matanga and Home Affairs Minister Cain Mathema for $540,000 in damages.
Memory Sibanda is also demanding the money on behalf of her six children after Onward Macharanga was shot dead on March 4 this year.
In summons filed this week, Sibanda told the High Court that her family solely depended on her husband as the bread winner.
Court papers show Macharanga was driving a truck towards Southlea Park with his friend when he was stopped by two police officers.
His truck was loaded with firewood.
Sibanda said the police said it was unlawful for him to use a dirt road to avoid a tollgate and demanded that he pays $2.
“The two police officers demanded a bribe of $2 from him since he was using a dust road. When he refused, one of the police officers ordered the duo to lie down on the ground,” Sibanda said in her declaration.
She said her husband’s friend complied but her husband resisted.
“Instead, he asked his friend to stand up. The police officer threatened to shoot him but he still he did not comply. The police officer cocked his AK rifle and shot him on his upper back. The bullet pierced through his collar bone. He fell on the ground and died on the spot.”
Sibanda’s lawyers said she is suffering from post-traumatic stress and depression over her husband’s killing.
“She is a young mother to the deceased’s six minor children. She is unemployed and was entirely dependent on her husband for support. At all material times, the ZRP member who shot the deceased was acting within the course and scope of his employment with and or under the control of the defendants as such they are vicariously liable for his actions,” said the lawyers.
She wants $500,000 being damages for loss of support, $20,000 being damages for nervous shock as a result of the trauma caused to her by the circumstances of her husband’s death and $20,000 for funeral expenses.

The Reserve Bank of Zimbabwe (RBZ) will introduce new bank notes and coins to be used together with the bond notes in the next two weeks.
Said RBZ governor Dr John Mangudya at the inaugural press conference for the central bank’s recently commissioned Monetary Policy Committee (MPC).
“Within the next two weeks, they (the public) will be having the cash.”
Does the new currency have a name?
Yes. Statutory Instrument 142 of 2019 designated the Zimbabwe dollar, defined as made up of electronic deposits (RTGS), bond notes and coins, as the sole legal tender for all domestic transactions. The new notes and coins will therefore fall under the ‘Zimbabwe dollar’ designation, reads SI 142.
What did Mthuli say?
“This is not a new currency, we already have a currency and it is the Zimbabwean dollar….. All that is really happening practically is a cash injection that is absolutely needed to reduce cash shortages . . . We already have a currency, there is no new currency. The new currency a Zimbabwean dollar was put in place on the 24th of June 2019 through the statutory instrument 142.”
Will the new currency have a separate value from bond notes, RTGS?
In view of the above, the answer is a definite no.
The new currency will have the same value as the old bond notes and coins currently in circulation, as well as the electronic money.
The bond coins were introduced in 2014, with the bond notes coming in 2016.
In what denominations will the new notes and coins be?
The central bank has said it will issue new $2 and $5 Zimbabwe dollar bank notes, as well as $2 bond coins.
State Media|POLICE in Botswana have since January this year arrested more than 4 000 Zimbabweans for attempting to illegally cross into the neighbouring country.
The border jumpers, 2 479 men, 1 521 women and children were intercepted at the border while attempting to cross into Botswana.
Addressing delegates during a Zimbabwe Republic Police (ZRP) mass crime awareness campaign at Dingumuzi Stadium in Plumtree on Tuesday, Botswana senior police officer, assistant superintendent Mothokomedi Ponyane from Tshesebe police crime office, said the increase in cases of illegal border crossing have become a cause for concern.
He said border jumping posed a security threat to both countries hence the need to fight it from both ends.
The campaign ran under the theme “Join hands in fighting crimes of passion.”
“The most problematic issue in Botswana is illegal border crossing. Betweeen January and September this year, statistics show that we arrested 4 387 Zimbabwean nationals crossing into Botswana through border jumping. Out of this total number 2 479 are males and the remaining comprise of both women and children,” said Asst Supt Ponyane.
He urged members of the public to obtain the required travel documents to avoid arrests.
Botswana together with the ZRP are carrying out border crime meetings and patrols along the border to combat incidents of border jumping.
Ass Supt Ponyane said through the patrols they have not only addressed border jumping issues but have managed to recover smuggled goods.
“We have forums where the two countries meet to discuss issues of cross border crime. In our meetings we also share information regarding the arrest and release of criminals both in Botswana and Zimbabwe. After sharing information on criminal issues, we set aside days when we conduct patrols along the border. Through these exercises we managed to recover property that was smuggled into Botswana. In one incident I understand it was a case where dagga was smuggled into our country,” he said.
“Let me confirm that so far we are enjoying a good working relationship with the ZRP. I want to appeal to all Zimbabwean citizens to join hands with the ZRP to fight crime along our borders particularly illegal border crossing and smuggling of goods. We must work together for the betterment of our two countries and ensure our borders are safe”.
Industry and Commerce Minister, Mangaliso Ndlovu said police in Plumtree have recorded more than 1 000 criminal cases this year.
In a speech read on his behalf by the Member of Parliament for Mangwe Constituency Cde Hlalani Mguni, Minister Ndlovu expressed concern over the increase in cases of crime in the area, saying it has destroyed the spirit of ubuntu.
Police in Plumtree continue to record crimes such as rape, robbery, murder, assaults and unlawful entry and theft.
“Our crime situation is not good in Plumtree. Our statistics reflect an upward trend in cases of crime. Between January and December 2018 we recorded a total of 771 cases compared to 1 124 cases recorded between January and September this year reflecting a huge increase,” he said.
Minister Ndlovu said most of the perpetrators were deportees and measures should be taken to ensure their movement is monitored.
“Some of the crimes are committed by our deportee brothers and sisters who are desperate to raise money to take them to their destinations. Authorities will continue to gather intelligence through stakeholder liaison to ensure that when deportees are released their movement is monitored,” he said.
The other stakeholders that attended the crime awareness campaign include Environmental Management Agency (EMA) officials, Zimbabwe Revenue Authority (ZIMRA) workers and officials from Plumtree town council.
Mdc Media Statement|The MDC notes with regret and surprise the announcement by the Reserve Bank that it will introduce a new currency within the next two weeks.
This is indeed a shocking development, considering that since 2017, this government has essentially introduced and acknowledged the existence of five currencies.
The first currency was the multicurrency regime that it inherited from the inclusive government. The second currency, introduced illegally by the present regime through an expansionary fiscal policy and the running of huge budget deficits since 2014, was the RTGS$ (Real Transfer Gross System), which essentially was fictitious transactional money that was only recognised locally.
Things would come to a head in December of 2017 when the Central Bank introduced the bond note through a Statutory Instrument.
In February of 2019, the government officially introduced a new currency, through SI33/2019 called the RTGS$ which was initially pegged at an exchange rate of 1:2.5 On June 24, 2019, the Government officially jettisoned the regime of multiple currencies and adopted as the sole legal tender in Zimbabwe, it’s RTGS$, through SI142/2019.
Thus this year alone, the Government has had a regime of four currencies in operation. That is to say the regime of multiple currency and bond notes that operated before 20 February 2019 based on a parity exchange rate of 1:1.
Secondly, the formal introduction of the RTGS$ at an exchange rate of 1:2.5
Thirdly, the official demonetisation of the multiple currency regime and the retention of the RTGS$ as the sole currency in Zimbabwe.
Now, yet another currency is to be introduced.
Not only that, on the same day that Reserve Bank Governor announced his new currency, the Minister of Finance on another forum advised that the Government was considering the introduction of the rand.
We contend as that the Government’s mismanagement of the monetary policy is a reflection of the deep-seated crisis of legitimacy and governance that has been arresting this country since July 2018.
The exchange rate, like inflation, is the ultimate expression of economic governance. On these two scores, the regime of Emmerson Mnangagwa has failed in absolute terms.
We maintain that it was fatally wrong for the Government to reintroduce a local currency when conditions for the reintroduction of the same did not exist.
These conditions included a vibrant productive economy. Currently there is no productivity in the Government with the latest GDP growth rate in 2019 being -8.5% and for 2020 it will be -14%.
The Economic Intelligence Unit predicts that Zimbabwe’s contraction in 2020 will be at least -12%. Over and above this, Zimbabwe does not have reserves. Without import cover and with a huge current account deficit, it will be disastrous for any country to introduce a currency of its own.
More importantly, there is absolutely no confidence and trust in this regime. The biggest crisis that the country is facing is the total lack of confidence in this regime. No-one trusts Mr Mnangagwa. No-one trusts Mr Mthuli Ncube. We also need to make the fundamental point that currency on its own is just a tool of exchange.
What matters is not the currency that a country is using but the existence of the right fundamentals in a country.
In Zimbabwe, no sound economic fundamentals exist.
Besides, Zanu PF is so corrupt, so disorganised and so clueless on how to run an economy such that it does not matter what currency they use, the rand, the yen, the rupee, the naira or the euro. Like termites, they will bastardise that new currency in the same way they bastardised the original Zimbabwe dollar, the bearer cheque, the US$, their own bond notes and their own RTGS$.
There is just no amount of economic tinkering under Zanu PF which will resolve or turn around this country. What will only work is a radical political change.

While the monarch has over 13 wives, footage of the cars only shows a few of the similar-looking Rolls-Royces driving out of what seems like a compound, still with a few stickers indicative of their new nature.
A source, from eSwatini’s Ministry of Information Communications and Technology, confirmed that the king had indeed bought the vehicles. She said the vehicles arrived on Tuesday but was unsure on the exact number of the cars.

In 2009, Forbes named King Mswati among the top 15 wealthiest royals in the world despite the fact that he rules over one of the world’s poorest nations. Later they reported that “his personal net worth is at least US$50 million, based on the annual US$50 million salary that he is paid out of government coffers”.
The Citizen counted five cars in the footage but the lady speculated that she had heard that the number of cars to replace the cars of the wives stood at 13 or fifteen cars.
State Media|THE monthly 200 units of significantly lower-priced electricity under new tariffs for each household meter is enough for an average family that takes care on how it uses electricity, Zesa Holdings believes, before the very expensive tariff for extra units kicks in. But many consumers yesterday were confused, worried and some angry.
One major problem is that so few have been measuring consumption on the unviable low tariffs that helped drive Zesa to the wall and even fewer know where it is easy to save consumption and where it is difficult.
In addition, those with lodgers or high-energy home businesses are badly hit.
These first 200 units still cost significantly more than the flat rate introduced in August of 9,86c for each kilowatt hour, otherwise known as the unit.
Many kettles are rated at 1 kilowatt and so burn a unit an hour, although a 9 watt LED lamp, the brightest in most households, can burn continuously for 111 hours with one unit.
The first 50 units, what Zesa calls its “lifeline tariff rate” are sold for 41c each, with that block totalling $20,50. This is more than four times as much.
As Zesa notes, this minimum is round about what is needed to keep five LED bulbs burning part of the night plus do a reasonable amount of cooking on a two-plate cooker, although even then consumers will have to manage the stove carefully, turning food down to simmer the second it starts boiling.
The next 150 units are 91c each, almost 10 times as much, for a total of $136,50. The two blocks together come to $157 a month.
This total of 200 units goes beyond lifeline, allowing a family to make several pots of tea using a kettle, heat water, iron clothes and do more imaginative cooking on a bigger stove.
“But to keep within that limit will still require knowledge of where significant savings can be made.
After these two tranches of “cheap” energy comes the crunch.
Everything extra will cost $3,67 a unit of one kilowatt hour. A kicker is that the lower-priced tranches can only be bought once a calendar month and must be bought at the same time.
Everything bought in a second purchase in a single calendar will be charged at the standard $3,87, even if the full allocation of cheaper power was not used up.
Zesa warns consumers to estimate their consumption if they intend to buy less than 200 units so that they will not be caught short and have to pay more than they should.
Consumers should also try and buy once a month to gain full value from lower rates.
ZESA public relations manager Mr Fullard Gwasira said the new pricing structure seeks to bring tariffs which cover the costs of generation and transmission, which the company has not had since 2009.
“Thus, the stepped tariff is a system that rewards customers who are conscious about saving power.”
To save money, Mr Gwasira said consumers should stop making small purchases in the same calendar month as they will end up buying more than they require and eventually pay more.
Two large blocks of consumers were worried yesterday.
The first were where several families live together in the same premises with just one meter. The lifeline and other cheaper rations are not per family or household, but for each domestic meter.
So where a group of families shares a meter, they might well have to buy the highest-priced power for most of the month, exhausting their ration of cheaper power in less than a week.
The other group likely to be hit by high costs is that which uses a lot of electricity in a home business, such a welding or catering. In effect their business side will be using power at $3,87 a unit.
Mr Kudakwashe Chikwanda of Ascot, Gweru, told The Herald yesterday that the stepped billing system was anti-poor.
“The stepped billing system is anti-poor and is applicable to a family of three and not for township dwellers where every house has at least four families, each using a stove, fridge, iron and television set,” he said.
“The idea of rewarding economic use of electricity was good, but the letdown is that the billing is applicable to a single family per meter.
“Instead of punishing the masses who are on prepaid, Zesa must use their energies to recover millions owed by cellphone farmers and install prepaid meters for all consumers for the sake of fairness.”
Another consumer, Mr Richard Moyo of Nkulumane 5, Bulawayo, said; “Charity begins at home. Zesa is giving its workers free electricity, more than the 200KWh they want the public to use per month.”
Mr Moyo proposed that Zesa should give its workers the same 200kWh per month, and if anyone used more, then they should be charged like everyone else.
“Secondly, a once off payment of power per month doesn’t make sense as most families are tenants who usually get money on different dates,” he said.
Ms Latiff Carrim, who resides in Emerald Hill, Harare, weighed in saying she bought $25 worth of electricity tokens and was given “only 6 units”.
That means she was buying at maximum tariff and was consequently charged at $3,87 a unit, getting around 6,46 units.
A welder, Mr Wilbert Munyoro who operates from central Harare said electricity tokens of $150 were no longer sufficient for two days.
Some of his colleagues have quit the trade owing to high tariffs and is unsure how they will fend for their families.
State Media|POLICE in Gweru are investigating a 35 –year-old teacher at Guinea Fowl High School for allegedly having a sexual relationship with a 17 -year –old boy she teaches.
Midlands Provincial police spokesperson Inspector Joel Goko confirmed the probe but said there is no formal report that has been received yet.
He said the police have been to the school to investigate the matter following a tip off over the alleged abuse of the minor by his teacher.
The schoolboy is not a boarder but lives in the same house with the teacher at the school.
“Police acting on a tip off concerning alleged abuse of a 17-year-old boy by his 35-year-old teacher went to Guinea Fowl High School on Tuesday and interviewed the headmaster, the school development committee representatives and the teacher in question,” said Insp Goko.
He said the headmaster confirmed that the school had heard about the alleged abuse of the pupil and asked her to write a report.
The female teacher, Insp Goko said, dismissed the allegations when interviewed.
“During investigations, it came to light that the female teacher and the pupil share the same house. At school she teaches him (subject mentioned) and after that they are in the same house. Investigations also revealed that there is a third teacher who stays in that house,” he said.
“So the headmaster told the police that the school was investigating the matter. The female teacher refuted the allegations saying they were unfounded. She said she knows the pupil because she teaches him and after work or classes they share the same house.”
Insp Goko said the pupil could not be interviewed by the police because he is sitting for his final Ordinary Level examinations.
“As we speak there is no formal complaint or report with regards to this matter and the best people to comment will be from the Ministry of Primary and Secondary Education which can charge the teacher for having a sexual relationship with a learner,” he said.
Contacted for comment, Midlands Province Education Director Reverend Tedious Matienga said they were investigating the matter.
“We are investigating the matter and will come back to you if there is anything,” he said.
State Media|Fifteen Form Six pupils at Gebhuza Secondary School in Hwange have been arrested after they shared an alleged leaked Economics Paper 3 question paper on Monday.
The paper started circulating on WhatsApp at midnight on Sunday and was written at 9AM the following day.
The pupils were taken to Hwange Police Station after school authorities reported the matter to the police.
They were charged with revealing the contents of an examination material prior to the exam, unlawful access to examination material and engaging in fraud or dishonest conduct with regards to the exam.
The pupils were released on summons so that they could continue with their examinations while investigations continue.
Acting Matabeleland North police spokesperson sergeant Namatirai Mashona said: “Investigations are in progress after some pupils were found with an exam paper which they shared prior to writing of the examination.” She said one pupil received the question paper through WhatsApp and shared it with the classmates.
The question paper was posted on two WhatsApp groups whose members are from different parts of the country.
It was first posted at midnight on Sunday on the Business Studies students group that has 249 members before it was posted again on A Level Accounting students group with 193 members on Monday.
Some pupils were also found with handwritten notes in their pockets after getting hold of the leaked exam paper.
“On 28 October at midnight, one pupil received a message on WhatsApp platform with the first page of Economics Paper 3 exam with 8 questions out of the 12 that make up the paper which was to be written at 9AM.
“The student forwarded the message with the questions to two other pupils who went to school just before 8AM where they shared with other pupils. While they were still sharing the economics teacher approached them and checked the questions. He advised them not to rely on WhatsApp messages,” said Sgt Mashona.
The teacher later raised alarm after seeing that the questions he saw with the pupils matched the ones on the exam paper.
The school head reported the matter to the police leading to the arrest of the pupils.
Zimsec has over the years been rocked by exam leakages which saw some papers being re-written.
Before the latest incident, no reports of exam paper leakages had been recorded this year after the national examination body put some security measures among them digitalising handling of exam papers to curb corruption.
State Media|Disciplinary hearings for striking doctors will start today, with the Health Services Board (HSB) set to pass default judgments on those that abscond the process.
Doctors have been threatening not to attend the hearings, claiming that they did not have transport fares to travel.
The hearings follow revelations that Government would need not less than $4 billion a month in salaries for the health sector only if it were to give in to the striking doctors’ demands.
HSB board chairman Dr Paulinus Sikosana told The Herald yesterday that in the event doctors snub the hearings, the Labour Act provided for default judgments.
“Yes, they have indicated that they will not turn up for hearings, however, the Labour Act provides for disciplinary hearings to proceed even in absentia by those that are supposed to appear before the hearings,” said Dr Sikosana.
He said the HSB had tried to negotiate with the striking doctors on several occasions, but to no avail as they adopted an “uncompromising” stance.
Dr Sikosana said the sticking issue has been pegging their on-call allowances to the interbank rate, a position Government has said was unaffordable.
“The salary bill for the Ministry of Health (and Child Care) is $430 million per month, if we were to use the minimalist interbank rate of USD1:$10, that would translate to $4 billion per month. The Government will go broke, they can’t afford it.
“So what is needed is a compromise stance,” said Dr Sikosana.
He said the situation has also been the same with senior doctors.
Although The Herald could not immediately establish the number of doctors who are set to undergo the disciplinary hearings, sources said almost half of the country’s 1 600 public sector doctors have not been reporting for duty, a majority of whom are from central and provincial hospitals.
Dr Sikosana said Government approached the courts as a “last option and in terms of the Labour Act”, which says that any employee who decides not to report for work without authority for at least five days, should be subjected to legal and disciplinary action “and that’s what we are following”.
State Media|CHAIRPERSON of the SADC Organ on Politics, Defence and Security Cooperation President Mnangagwa has mandated Foreign Affairs and International Trade Minister Dr Sibusiso Moyo to lead the SADC Election Observation Mission (SEOM) to Mauritius. Mauritius goes to the polls on November 7 to elect National Assembly representatives. The SEOM will cover the period October 28 to November 13.
Minister Moyo is expected to launch the SEOM on November 2, 2019 and will release the preliminary statement November 9.
In a statement yesterday, Ministry of Foreign Affairs and International Trade spokesperson Mr Shepherd Gwenzi said, “Zimbabwe, as Chair of the SADC Organ on Politics, Defence and Security Cooperation will lead the Southern African Development Community (SADC) Electoral Observation Mission (SEOM) to the Mauritius National Assembly Elections to be held on 7 November.
“As mandated by His Excellency, President Emmerson D. Mnangagwa, the Chairperson of the SADC Organ on Politics, Defence and Security Cooperation, Hon Lt Gen (Rtd) Dr S.B. Moyo, the Minister of Foreign Affairs and International Trade will lead the SEOM to Mauritius covering the period 28 October to 13 November, 2019.”
The SEOM’s core mandate is to determine Mauritius’ adherence to democratic values and principles envisioned in the SADC Treaty, the Protocol on Politics, Defence and Security Cooperation; the provisions of the Revised SADC Principles and Guidelines Governing Democratic Elections (2015); the Constitution and the Electoral Act of Mauritius.
Minister Moyo is expected to work closely with all relevant stakeholders to ensure the elections are conducted in a free, fair and credible manner and in accordance with the relevant statutes.
The elections will be observed based on a three-phase approach; the pre-elections phase, the elections phase, and the post-elections phase.
Minister Moyo, will be accompanied by Ambassador Simon Khaya Moyo, who is the Alternate Head of Mission and senior Government officials who will serve as observers, media experts and drafters.

CAPS UNITED last night said they were not pressing the panic button despite dropping their fifth point, in their last two league matches, as the marathon was blown wide open yesterday.
Champions FC Platinum’s 2-1 win over Ngezi Platinum saw the gap between the Green Machine and the chasing pack being narrowed to just two points with six matches still to be played.

The image’s naked pixels are publicly visible revealing its adulterated form.
But scores of US citizens rushed to point out that he had soiled his reputation. Some even suggested that he should he charged for dishouring the dog.

POLICE in Botswana have since January this year arrested more than 4 000 Zimbabweans for attempting to illegally cross into the neighbouring country.
The border jumpers, 2 479 men, 1 521 women and children were intercepted at the border while attempting to cross into Botswana.
Addressing delegates during a Zimbabwe Republic Police (ZRP) mass crime awareness campaign at Dingumuzi Stadium in Plumtree on Tuesday, Botswana senior police officer, assistant superintendent Mothokomedi Ponyane from Tshesebe police crime office, said the increase in cases of illegal border crossing have become a cause for concern.
He said border jumping posed a security threat to both countries hence the need to fight it from both ends.
The campaign ran under the theme “Join hands in fighting crimes of passion.” “The most problematic issue in Botswana is illegal border crossing. Betweeen January and September this year, statistics show that we arrested 4 387 Zimbabwean nationals crossing into Botswana through border jumping. Out of this total number 2 479 are males and the remaining comprise of both women and children,” said Asst Supt Ponyane.
He urged members of the public to obtain the required travel documents to avoid arrests.
Botswana together with the ZRP are carrying out border crime meetings and patrols along the border to combat incidents of border jumping. Ass Supt Ponyane said through the patrols they have not only addressed border jumping issues but have managed to recover smuggled goods.
“We have forums where the two countries meet to discuss issues of cross border crime. In our meetings we also share information regarding the arrest and release of criminals both in Botswana and Zimbabwe. After sharing information on criminal issues, we set aside days when we conduct patrols along the border.
Through these exercises we managed to recover property that was smuggled into Botswana. In one incident I understand it was a case where dagga was smuggled into our country,” he said.State media

The recent Cabinet resolution to extend the Parliamentary Women’s Quota by 10 years was done in bad faith and must be condemned by all progressive forces in the struggle for women equality in Zimbabwe.
Indeed, why is our country now going backward from the SADC call of 50/50 gender representation in parliament? Added to that; there is the compelling need to respect our own national Constitution through its Section 17 and 56 calls for 50/50 gender representation
Alternatively; in an effort to achieve 50/50 representation, the Women Quota may stay, but on condition that we further reserve more constituencies for women representatives.
Furthermore, it is more essential that going forward, the implementation process of the 50/50 representation principle places more emphasis on promoting the rise of young women leaders.
Further, the current Women Quota only gives 60 parliamentary seats to women out of the total of 210 nationals seats. It is my strong view that this system has actually not helped the issue of promoting gender equality since all political parties no longer give aspiring women candidates the desirable constituencies.
Worse still, other Parliamentary candidates have started to label the women elected through the Parliamentary quota system as ‘Baccosi’.
This is a derogatory slang word used by some citizens when referring to things given for free.
In short, the Women Quota now seems to be disadvantaging women more.
So as a way forward, it is time we resort to the demands of our Constitution and and all fight towards 50/50 gender representation.
The government should now put in place a mechanism that will ensure that by 2023, Zimbabwe will have 50/50 parity in terms of gender representation in our Parliament.
It is common cause that a legislature full of women will help the nation in raising important motions affecting the women who are the majority in Zimbabwe
Indeed, the whole concept about 50/50 gender representation is meant to inspire women to start raising their voices, be it at work, on the streets, Goverment, Local Authorities or Civic Societies.
Women are suffering; women are still being discriminated; women are still being rated as second citizens.Yet we have a government that still wants to be congratulated for simply extending the Women’s Quota by 10 years.
It is my strong view that the Goverment of the day must now come up with a clear process that will totally enable a 50/50 gender representation in our Parliament. Indeed it is time that we as Zimbabwe went beyond mere rhetoric and start to fully resolve the issue of equal representation for women.
The time has now come for all of us to seriously start to work together towards total 50/50 gender representation in all aspects across Zimbabwe. In this regard, the Parliament of Zimbabwe must show true leadership by leading by example.
I further call upon the Zimbabwe Gender Commission to also intensify its leadership role in terms of the initiative to achieve full gender equality in the country.

By Farai D Hove| Instead of investigating ZANU PF leader Emmerson Mnangagwa for allegedly demanding a bribe of $20 million, the Zimbabwe Republic Police has arrested and charged former Regional Integration and International Cooperation deputy minister Reuben Marumahoko’s son for insulting the ZANU PF leader.
Marumahoko appeared in court last week facing charges of insulting President Em-merlon Mnangagwa, accusing him of corruption and running down the country. Simbarashe Marumahoko (40) is being charged with undermining the authority of the Head of State under section 33(2) of the Criminal liLaw (Codification and Reform) Act.
However, Marumahoko’s lawyer Job Sikhala pleaded with the court o investigate harassment and breach of his client’s peace at the court premises.
Mnangagwa demanded a bribe of USD20 million for food aid to be released to his own people, Marumahomo narrated last week.

The allegations are contained in a leaked audio Maumahoko is heard screaming in anger. Says Marumahoko in the clip:

Another unnamed man is then heard in the background as Marumahoko tells him to go ahead to record the allegations.
“Record this I don’t care. I am Simbarashe Marumahoko. I don’t care about this. I am Simbarashe Marumahoko. Imagine a person who demands 20 million bribe in order to allow his own children to access food aid. What kind of an idiot are you when you even call yourself a president?”
A form two pupil at Maranatha High School in Bulawayo’s Nketa suburb was found hanging at his home in Nketa 7 on Tuesday in a suspected case of suicide.
Nqobile Lusinga (15) allegedly hanged himself from the roof trusses of his bedroom in the afternoon after his teachers questioned him about money and a cellphone that he was found with.
Sources said Nqobile had stolen US$100 from his aunt that he used to buy the phone. He lived with his aunt Ms Isabel Ndlovu in Nketa suburb as his parents stay in Cowdray Park suburb.
Before the suspected suicide on Tuesday morning, Nqobile’s teacher had asked his aunt to come to school after he had been absent for days.
Nqobile allegedly confessed that he had stolen money from his aunt.
Sources from Nketa suburb who declined to be named said when Nqobile discovered that his aunt was aware he had stolen the money, he decided to commit suicide.
When the Chronicle visited the Lusinga family, the family members were hostile and refused to discuss the issue leading to the Tuesday tragedy.
“Angifuni muntu owe Chronicle lapha, libizwe ngubani, lifuna kusasa kuphume sokungama headline e town! I don’t want someone from Chronicle here, who invited you? You want the story to make headlines around town tomorrow,” shouted one of the family members.
“On October 29, the deceased’s aunt phoned the deceased’s mother after he was found in possession of money and a cell phone. The deceased’s mother went to school for verification and found out that her son had stolen cash amounting to US$100 and used it to buy a new phone,” she said.
“Deceased’s mother ordered the now deceased to go home and bring the change he was left with and he never returned to school.”
Insp Simango said when Nqobile’s parents followed him home, they found him hanging from the roof trusses in the bedroom with an electric cable around his neck. -state media
Fifteen Form Six pupils at Gebhuza Secondary School in Hwange have been arrested after they shared an alleged leaked Economics Paper 3 question paper on Monday.
The paper started circulating on WhatsApp at midnight on Sunday and was written at 9AM the following day.
The pupils were taken to Hwange Police Station after school authorities reported the matter to the police.
They were charged with revealing the contents of an examination material prior to the exam, unlawful access to examination material and engaging in fraud or dishonest conduct with regards to the exam.
The pupils were released on summons so that they could continue with their examinations while investigations continue.
Acting Matabeleland North police spokesperson sergeant Namatirai Mashona said: “Investigations are in progress after some pupils were found with an exam paper which they shared prior to writing of the examination.” She said one pupil received the question paper through WhatsApp and shared it with the classmates.
The Chronicle learnt that the question paper was posted on two WhatsApp groups whose members are from different parts of the country.
It was first posted at midnight on Sunday on the Business Studies students group that has 249 members before it was posted again on A Level Accounting students group with 193 members on Monday.
Some pupils were also found with handwritten notes in their pockets after getting hold of the leaked exam paper.
“On 28 October at midnight, one pupil received a message on WhatsApp platform with the first page of Economics Paper 3 exam with 8 questions out of the 12 that make up the paper which was to be written at 9AM.
“The student forwarded the message with the questions to two other pupils who went to school just before 8AM where they shared with other pupils. While they were still sharing the economics teacher approached them and checked the questions. He advised them not to rely on WhatsApp messages,” said Sgt Mashona.
The teacher later raised alarm after seeing that the questions he saw with the pupils matched the ones on the exam paper. The school head reported the matter to the police leading to the arrest of the pupils.
Zimsec has over the years been rocked by exam leakages which saw some papers being re-written.
Before the latest incident, no reports of exam paper leakages had been recorded this year after the national examination body put some security measures among them digitalising handling of exam papers to curb corruption. -state media

By Simba Chikanza | Former local government minister, Saviour Kasukuwere has won his court case in which the Prosecutor General had appealed against his High Court win 2 months ago.
The victory at the Supreme Court means the former ZANU PF National Commissar is now a free man in the case in which he was being charged for abuse of office.
The MDC notes with regret and surprise the announcement by the Reserve Bank that it will introduce a new currency within the next two weeks.
This is indeed a shocking development, considering that since 2017, this government has essentially introduced and acknowledged the existence of five currencies.
The first currency was the multicurrency regime that it inherited from the inclusive government. The second currency, introduced illegally by the present regime through an expansionary fiscal policy and the running of huge budget deficits since 2014, was the RTGS$ (Real Transfer Gross System), which essentially was fictitious transactional money that was only recognised locally.
Things would come to a head in December of 2017 when the Central Bank introduced the bond note through a Statutory Instrument.
In February of 2019, the government officially introduced a new currency, through SI33/2019 called the RTGS$ which was initially pegged at an exchange rate of 1:2.5 On June 24, 2019, the Government officially jettisoned the regime of multiple currencies and adopted as the sole legal tender in Zimbabwe, it’s RTGS$, through SI142/2019.
Thus this year alone, the Government has had a regime of four currencies in operation. That is to say the regime of multiple currency and bond notes that operated before 20 February 2019 based on a parity exchange rate of 1:1.
Secondly, the formal introduction of the RTGS$ at an exchange rate of 1:2.5
Thirdly, the official demonetisation of the multiple currency regime and the retention of the RTGS$ as the sole currency in Zimbabwe.
Now, yet another currency is to be introduced.
Not only that, on the same day that Reserve Bank Governor announced his new currency, the Minister of Finance on another forum advised that the Government was considering the introduction of the rand.
We contend as that the Government’s mismanagement of the monetary policy is a reflection of the deep-seated crisis of legitimacy and governance that has been arresting this country since July 2018.
The exchange rate, like inflation, is the ultimate expression of economic governance. On these two scores, the regime of Emmerson Mnangagwa has failed in absolute terms.
We maintain that it was fatally wrong for the Government to reintroduce a local currency when conditions for the reintroduction of the same did not exist.
These conditions included a vibrant productive economy. Currently there is no productivity in the Government with the latest GDP growth rate in 2019 being -8.5% and for 2020 it will be -14%.
The Economic Intelligence Unit predicts that Zimbabwe’s contraction in 2020 will be at least -12%. Over and above this, Zimbabwe does not have reserves. Without import cover and with a huge current account deficit, it will be disastrous for any country to introduce a currency of its own.
More importantly, there is absolutely no confidence and trust in this regime. The biggest crisis that the country is facing is the total lack of confidence in this regime. No-one trusts Mr Mnangagwa.
No-one trusts Mr Mthuli Ncube. We also need to make the fundamental point that a currency on its own is just a tool of exchange.
What matters is not the currency that a country is using but the existence of the right fundamentals in a country.
In Zimbabwe no sound economic fundamentals exist.
Besides, Zanu PF is so corrupt, so disorganised and so clueless on how to run an economy such that it does not matter what currency they use, the rand, the yen, the rupee, the naira or the euro. Like termites, they will bastardise that new currency in the same way they bastardised the original Zimbabwe dollar, the bearer cheque, the US$, their own bond notes and their own RTGS$.
There is just no amount of economic tinkering under Zanu PF which will resolve or turn around this country. What will only work is radical political change.
MDC @20: Celebrating 20 years of Courage, Growth and the people’s Victories.
By A Correspondent| In an interview with journalists at the National Sports Stadium recently on the sidelines of the anti sanctions march, Finance and Economic Development Minister Professor Mthuli Ncube said government was doing its best to support civil servants.
Said Ncube:
“We are going to have another adjustment as I speak, then we are going to pay the bonus in November. So we are doing our best in gradually supporting civil servants.”
It could not be immediately established when the latest increment will come into effect.
The lowest paid civil servant presently earns $1 023, which their representatives say has since been overtaken by inflation resulting in some allegedly having challenges reporting for duty.
Once the salary adjustment comes into force, it will be the third this year alone after reviews in April and July.
The ailing Vice President Retired General Constantino Dominic Nyikadzino Chiwenga is coming back to Zimbabwe after more than three months on medical pilgrimage in South Africa and China. Sources in the Office of Vice President Chiwenga who spoke to this publication told this reporter that the General has now fully recovered and the Chinese doctors are satisfied that he can resume his duties.
“The Honourable Vice President has been certified to have been fit by the Chinese medical personel and the Zimbabwean team attending him,” the Source said.
“We should be expecting him in the country in the next 14 days all things being equal.
“You are aware that he had to undergo extreme surgery so he has to take some rest before resuming normal duties. He has started eating solid foods and since he has been visiting the gym in China, he has regained some of the strength.”
Chiwenga recently underwent a major operation to clear part of his oesophagus September, before undergoing another operation in October.
Because of the blockage, officials told private media, Chiwenga was unable to eat, resulting in him becoming emaciated due to illness and lack of food.
He was rushed to hospital on landing where he was admitted in the intensive care unit of a state-of-the-art hospital in a high security area before being moved to a private ward, security sources said.
Officials who spoke to the media said that after intensive tests and intensive intravenous feeding, Chiwenga was deemed strong enough to undergo an initial operation to clear his oesophagus. The operation was successful, paving way for the second procedure, which was also a success.
The Ministry of health and child care was not immediately available for a comment.- Byo24
Jonathan Moyo, once considered one of the fiercest government critics, says he never considered himself a government critic but was more of a critical academic.
“I never at that time styled myself as a government critic or an opposition politician. Being a government critic cannot be a career,” he told Alex Magaisa in an interview.
“I was an academic doing research and teaching undergraduate and graduate courses on electoral politics, state politics and public policy in Zimbabwe and in developing countries.
“Prior to that when I was a student in California, I had been an active member of ZANU-PF and had served as the party’s political commissar in Los Angeles. I had also worked at the party’s offices in New York.
“If you revisit my record as a lecturer at UZ, you will find that I was not just a government critic, as you put, but I was public analyst critical of various public institutions including the ruling party, government as well as other public players including opposition parties, civil society, churches and international organisations.
“I was critical of ZANU-PF as I was of PF-ZAPU joining ZANU-PF and I was brutally critical of ZUM and Edgar Tekere as I was complimentary of ZUM’s challenge to the one-party state in 1990.
“The same is true of my criticism of Enoch Dumbutshena’s Forum party, despite the excellent personal relationship I had with Dumbutshena whom I immensely respected.
“I was not a member of any political party and I did not want to be associated with any. I did not then nor would I now, as I look back, consider myself a government critic. No. I considered myself a critical academic. Full stop.”
BSR: There is a widespread belief that it was a bloodless coup. However, you have challenged this claim. There have been whispers that it was indeed bloody, but no one has been forthcoming with specific details. What more can you tell us about the casualties of the coup? Is it true that there were fatalities?
ANSWER: Yes, there were fatalities. I intend to detail these in my two books. What I can say for now is that, President Mugabe was told of fatalities by security organs the day he officiated his last state university graduation ceremony as Chancellor at Zimbabwe Open University during the coup on 17 November 2018. Otherwise, yes, there were fatalities and the truth will soon or later come out as it always does. Otherwise, it is not surprising that this information remains suppressed. People who to this day are suppressing the information on Gukurahundi fatalities cannot tell the truth about coup fatalities. There were fatalities on 1 August 2018 and shameless efforts were done to hide those fatalities by getting spineless medical doctors to try and falsify the cause of death from gun wounds to something else. But in the end the truth prevailed.
BSR: What do you think about the role of the regional and international community during the coup? Why didn’t anyone from the region or internationally intervene to back Mugabe when it was clear that he was being forced out by the military? Is there any truth in the claim that some regional leaders were unimpressed and would have intervened?
ANSWER: I am not sure what is meant by the assertion that no one backed President Mugabe. There were opportunities for President Mugabe to get support. Some were squandered, and others became too little, too late. I know for a fact that initially there are some leaders who offered to help as soon as the news of the coup broke out, but President Mugabe was not keen to consider that. In fact, as I indicated earlier, President Mugabe believed that the situation would be resolved internally. He was committed to that. The fact that this message of an internal resolution was conveyed, through SADC emissaries when they were in Harare on 17 November 2017 slowed things down.
Some countries, certainly within SADC, guaranteed President Mugabe’s security by letting the coup makers know, in no uncertain terms, that any harm on the President or his residence would attract a swift and stern response. Some elements among coup makers wanted to invade Blue Roof, especially on 18 November 2017 but the coup commanders new only too well that such an action would have triggered a reversal of the coup.That is why the coup announcer declared in his coup broadcast that President Mugabe was safe. So, the theory that President Mugabe was isolated is not altogether correct.
Otherwise, even going by the public record, it’s clear that Britain and China supported the coup. The immediate past British Ambassador was a coup busybody. I would not be surprised to learn that her CV now lists “toppling Mugabe who appeared invincible” as her most outstanding diplomatic feat in her career. In any event, it’s a fact that the anti-Mugabe sentiment was strong in and outside the country and the coup makers took maximum advantage of that.
BSR: You have had a fascinating and controversial political career. Before joining government, and wearing your academic hat, you were a well-known and much-admired critic of the government upon whom many people relied. These people felt betrayed when you became a vociferous defender of the Mugabe regime. Do you, when you reflect upon it now that you are outside government once again, understand why people felt this way? What would you say to them?
ANSWER: You are referring to the period when I was at the University of Zimbabwe, between 1988 and 1993. I never at that time styled myself as a government critic or an opposition politician. Being a government critic cannot be a career. I was an academic doing research and teaching undergraduate and graduate courses on electoral politics, state politics and public policy in Zimbabwe and in developing countries. Prior to that when I was a student in California, I had been an active member of Zanu PF and had served as the party’s political commissar in Los Angeles. I had also worked at the party’s offices in New York. If you revisit my record as a lecturer at UZ, you will find that I was not just a government critic, as you put, but I was public analyst critical of various public institutions including the ruling party, government as well as other public players including opposition parties, civil society, churches and international organisations.
I was critical of Zanu PF as I was of PF Zapu joining Zanu PF and I was brutally critical of Zum and Edgar Tekere as I was complimentary of Zum’s challenge to the one-party state in 1990. The same is true of my criticism of Enoch Dumbutshena’s Forum party, despite the excellent personal relationship I had with Dumbutshena whom I immensely respected. I was not a member of any political party and I did not want to be associated with any. I did not then nor would I now, as I look back, consider myself a government critic. No. I considered myself a critical academic. Full stop. I was a full time academic and I did not then dabble in partisan politics. I cherished academic freedom and distinguished it from political or civil freedoms that all human beings are entitled to regardless of their station in life. Not all human beings are entitled to academic freedom because not all of them are academics.
If as you say, as politicians or activists, people relied on my academic work in my UZ days between 1988 and 1993, that’s good news to hear but it cannot be my responsibility as to what they did with my academic work in the pursuit of their politics.My academic work was not communal or associational, it was my work as an academic and I am very proud of that work even today. That is why I have never withdrawn any of it or apologised for it. Ahead of the coup, Chiwenga publicly and shockingly cited things I wrote in my preface to my book, “The Politics of Administration in Africa” published in 1992 as evidence of my alleged treason in 2017.
Anyhow, the notion that academics should be for this or that political party as academics is repugnant and unacceptable to me. An academic cannot research or teach well, using a party manifesto. While political affiliation is like faith, in that it dictates regardless of facts, academic pursuit is not like that. Academic theories follow practice, they follow facts. And facts are stubborn.
When I joined the Constitutional Commission in 1999 and became its spokesperson, some people, I guess including those you say felt betrayed by my political choices, threw brickbats at me wanting me to boycott the Commission only and only because they were boycotting it for their own political reasons which had nothing to do with me. That offended me. I joined the Commission as an academic with practical experience in African countries that had gone through instructive constitution-making experiences. I had relevant experience which I was ready, willing and happy to offer.The draft constitution produced by the Commission was very progressive. If it had been adopted in 2000, Zimbabwe would have averted some of the calamities that have visited the nation since then. But I of course respect the fact that the people rejected that draft in a referendum.I have no regrets whatsoever about that.
And when I joined Zanu PF, a party that I had been associated with as a student, I did not do so as an academic. I did so as a human being, of course also as a Zimbabwean citizen exercising my human rights as an individual. I was making a personal decision, not a group decision. It cannot be right that you say people felt betrayed by my decision to exercise my individual rights. Freedom of association is a fundamental, inalienable and therefore natural, right that each and everyone of us is born with and thus entitled to enjoy. Significantly, freedom of association is enshrined in our Constitution. There would be no point in having this right so enshrined if its exercise requires that I consult you or anyone else to get your permission as to how I should exercise or enjoy it. For me this is fundamental. I don’t owe anyone any explanation about the exercise of my God given human rights that are constitutionally enshrined. I deal with this question extensively in my forthcoming autobiography.
Former vice president Joice Mujuru said that people should listen to her as she has vast experience in politics despite some considering her foolish.
Speaking to the Daily News on Monday, the widow of General Solomon Mujuru revealed that she was ready to meet President Emmerson Mnangagwa to deliberate on issues affecting the country. She said:
No matter how daft I might look in the eyes of some people, I know something about this country. You cannot throw away 34 years of experience just like that.
People should learn to listen to me and also to listen to other voices. It is important for me to meet and share ideas with the president because there is nothing wrong with seeing our leaders.
Mai Mujuru, as she is affectionately called, has been in the political wilderness since she was hounded out of the ruling ZANU PF party on April 2, 2015.
Her expulsion followed a period of sustained decampaigning by the then first lady Grace Mugabe, who was alleged to have been eyeing Mai Mujuru’s position in both the party and the government.
PUBLIC examinations in Zimbabwe have been thrown into disarray as teachers, who also act as invigilators, have resolved to report for duty two days a week.
Progressive Teacher’s union president Dr Takavafira Zhou told ZTN that teachers can no longer afford bus fare and will only report for duty on Mondays and Fridays.
“Teachers are incapacitated and can only report for work twice a week. We don’t invigilate when we are not teaching,” he said.
Dr Zhou said efforts to engage the Zimbabwe Schools Examination Council have been futile.
“Zimsec are arrogant,” he said.
“We have engaged them to pay invigilators and they refused. The trend in the region is that invigilators are paid and we don’t know why our invigilators are not being paid”.
Zimsec spokesperson Nicky Dhlamini declined to comment.
Meanwhile, the affected schools have resorted to hiring invigilators to oversee examinations which began this month.
The ailing Vice President Retired General Constantino Dominic Nyikadzino Chiwenga is coming back to Zimbabwe after more than three months on medical pilgrimage in South Africa and China. Sources in the Office of Vice President Chiwenga who spoke to this publication told this reporter that the General has now fully recovered and the Chinese doctors are satisfied that he can resume his duties.
“The Honourable Vice President has been certified to have been fit by the Chinese medical personel and the Zimbabwean team attending him,” the Source said.
“We should be expecting him in the country in the next 14 days all things being equal.
“You are aware that he had to undergo extreme surgery so he has to take some rest before resuming normal duties. He has started eating solid foods and since he has been visiting the gym in China, he has regained some of the strength.”
Chiwenga recently underwent a major operation to clear part of his oesophagus September, before undergoing another operation in October.
Because of the blockage, officials told private media, Chiwenga was unable to eat, resulting in him becoming emaciated due to illness and lack of food.
He was rushed to hospital on landing where he was admitted in the intensive care unit of a state-of-the-art hospital in a high security area before being moved to a private ward, security sources said.
Officials who spoke to the media said that after intensive tests and intensive intravenous feeding, Chiwenga was deemed strong enough to undergo an initial operation to clear his oesophagus. The operation was successful, paving way for the second procedure, which was also a success.
The Ministry of health and child care was not immediately available for a comment.- Byo24
NewsDay|The World Food Programme (WFP) has said it will give assistance to the country’s urban poor and food insecure households under its cash transfer programme to alleviate hunger.
This comes as the latest food situation assessment in urban areas observed that an estimated 2,2 million urbanites — haunted by poverty, unemployment and the spiralling costs of basic commodities — are food insecure just like the rural folk.
WFP country director Eddie Rowe said currently the cash transfer programme was having a dry run in Epworth where they are piloting it with 20 000 people.
“According to the urban assessment of food situation three weeks ago, an additional 2,2 million people are food insecure. It is coincidental that of the 2 million that we plan to assist, the US has provided us with resources to cover one million from now to April. Had it not been for the resources, we would be struggling. We would not have had the resources, we expect to be able to support the most vulnerable and chronic food insecure households across the country,” Rowe said.
“So yes, we are looking at providing the cash benefit in towns. Mobile money transfers are easy in urban areas and also the goods are available than in rural areas. What we will be careful about is the price fluctuations. We prefer cash transfer in urban areas.”
He said they are targeting to reach 200 000 urbanites by January next year.
“We will be doing the cash transfer program for the urban poor. Currently, we are carrying a pilot programme in Epworth for 20 000 people where each is getting US$13. We plan to reach 200 000 residents in eight urban areas by January next year,” he said.
Rowe said the government’s ban on the use of the United States dollars and disbanding the multi-currency regime had taken a toll on the WFP’s cash transfer programme.
“We are very much affected (by the ban on the use of the US dollars). In fact, one of the obvious impacts was our ability to continue with the cash transfer programme,” he said.
“In the interest of the beneficiaries to ensure that we maintain the same ration, we made the decision to switch to in-kind (giving them foodstuffs) because even if we give them cash, they could not get the same amount of goods they would get if given foodstuffs.”
The Meteorological Services Department (MSD) said that some parts of the country should expect isolated thunders showers in the afternoon and evening this Wednesday.

Speaking to ZimEye.com Wednesday evening, Masarira said she did not at all seize the man’s cards and passport, alleging that Kaingidza left them in their house on his own. Communication correspondence in ZimEye’s possession shows that she has been refusing to hand the identity particulars for some days.
She however said she will nevertheless hand them to Avondale Police station tomorrow morning.
The development comes after her husband announced that he has fled from her skipping the border into South Africa in fear of his life. He spoke in a wide-ranging interview saying that she wants to get him killed. That is when he also alleged that she has seized his passport, driver’s licence and bank cards.

allafrica.com|EMBARKING on the now all familiar path of prominent leaders quitting ruling parties and throwing their weight behind the opposition, former Botswana president, Seretse Khama Ian Khama, looks likely to be relegated to the Southern African country’s dustbin of history after the governing party retained power in recent elections.
The Botswana Democratic Party (BDP), in power since independence from Britain in 1966, defied projections by doomsayers and infighting to retain power and increased its dominance in Parliament to 57,77 percent of the vote. This was from 46,5 percent.
Incumbent Mokgweetsi Masisi, was duly declared the winner of the election.
While it represented the 12th straight time BDP secured a win, the victory, with an increased margin, the ruling party’s success was a slap in the face for the former president, Khama, who in the run-up to the poll had infamously resigned from the ruling party.
This was a culmination of a rift with Masisi, his handpicked successor who came to power last year in April.
In the wake of the fallout, emanating from Masisi’s resistance to his predecessor wanting to wield influence despite the lapse of his reign, Khama threw his weight behind the new opposition, Botswana Patriotic Front (BPF).
While his former party, co-founded by his father, Sir Seretse Goitsebeng Maphiri Khama, in 1961, his new political home at BPF secured a meagre 4,27 percent.
It was anticipated the ruling party’s prospects in the just-ended poll would be eroded by Khama’s recent stunts.
“The Batswana have spoken. By voting immensely for the governing party, they have rejected Khama. BDP’s win despite him calling for Batswana to reject it is his political epitaph,” said analyst, Eric Setlhare.
Khama’s quitting of the BDP and his calling for the electorate to do the same represents a radical shift in a political career that began in 1998 at his appointment as deputy to then-president, Festus Mogae.
Ten years later, he would succeed Mogae as the president, a position he relinquished with Masisi’s coming to power.
Eric Mosweu, a political expert based in Gaborone, said Masisi had by quitting the ruling party and campaigning for the opposition, joined politicians such as former Zimbabwean leader, Robert Mugabe (now deceased), and ex-Tanzania Prime Minister, Edward Lowassa.
After his resignation in 2017, ahead of 2018 presidential election, Mugabe shocked many by endorsing the candidature of opposition Movement for Democratic Change (MDC) leader, Nelson Chamisa, ahead of the ruling Zimbabwe African National Union-Patriotic Front (ZANU-PF) candidate Emmerson Mnangagwa.

In Tanzania, Lowassa quit the ruling Chama Cha Mapinduzi (CCM) and entered the 2015 presidential race on the card of the opposition Cha Demokrasia na Maendeleo (CHADEMA).
CCM retained power with presidential candidate John Magufuli emphatically registering outright victory, a move that compelled Lowassa to return to the ruling party.
“This trend is testament that no individual is bigger than the party. Khama is the latest politician to learn this,” Mosweu said.
Khama has remained conspicuously silent on the outcome, although sources close to the BPF said he would mobilise for the party ahead of the next poll and leading the Bamangwato tribe, of which he is the paramount chief.
BPF won three seats, behind BDP (38), Umbrella for Democratic Change (15) while Alliance for Progressives managed only one seat.
Mosweu said Masisi had an opportunity to re-establish unity within BDP following the rift emanating from his spat with Khama.
“It has been a bruising few months for the ruling party. The just-ended poll, won convincingly, was largely the source of the conflict. With elections out of the way, BDP has an opportunity to rebuild,” Mosweu said.
BDP’s campaign was premised on building a more inclusive economy and diversifying it from an over-reliance of diamonds.
The services sector has emerged as promising source of driving diversity and is tipped to contribute to spur economic growth projected at 4,3 percent in 2019 and 4,6 percent in the following year.
Poverty and unemployment remain prevalent despite the growth prospects.
“The overriding intention is to re-steer the economy in a new direction,” Masisi said.
Popular singer Jah Prayzah fears political affiliation will ruin his musical career, says a source at the Information ministry. This follows reports that the talented musician snubbed a ZWL $50 000 offer to perform at the anti-sanctions gala that was held at the National Sports Stadium last week, citing that the event would ‘kill’ his brand.
Sources at the Ministry of Information said frantic efforts by the organisers to get the musician were fruitless.
“He (Jah Prayzah) was offered ZWL$50 000 to perform but he turned it down. The organisers then begged him to name the amount he wanted, but he said he did not feel comfortable performing at the gala citing an incident when he was attacked at Glen Forest cemetery,” said the source.

All Africa.com|A losing candidate in a 2018 Bulawayo council election has turned his home into a drug rehabilitation centre in attempts to help local youth addicts deal with substance abuse.
Thulani Chauke lives in Gwabalanda high density suburb and was an election candidate in Ward 16.
He lost to an MDC candidate when he contested under Nkosana Moyo’s Alliance for People’s Agenda (APA).
Chauke has put his election loss behind and is now concentrating on helping his community deal with the scourge of drug addiction through his so-christened Hope Mental Trust.
“I formed this trust with only one thing in mind, things are tough nowadays. Things are changing too quick in this world which we are living in.
“There is high unemployment in our country and this leads to some educated but unemployed youths to end up involved in some anti-social behaviour of abusing drugs and alcohol,” Chauke said.
The Hope Mental Trust was formed three years ago.
“I am on a mission to expand this institution because I have come to discover that the drugs which the youth especially teenagers use, are so dangerous that they (youths) end up in hospital or even at Ingutsheni Mental Hospital,” he added.
The youth nowadays use various intoxications like BronCleer cough syrup, marijuana, Amethamine, Diazepam popularly known as mangemba, alcohol, among others.
Chauke pleaded with well-wishers in the corporate world and individuals to help him find a more suitable place for his rehabilitation centre so as to accommodate more drug addicts.
“Currently, I am operating at my house in Gwabalanda, which is not a safe place because they (drug addicts) may get back to those drugs as soon as leaving my place.
“So, I was calling for help to the general public to help in building a proper rehabilitation centre away from Gwabalanda that could even accommodate others who want help, a place where those that are rehabilitating can stay up to the end of their courses,” said Chauke.
A 33-year-old serial rapist has been handed one of the country’s heaviest sentences with a total of 1,258 years in jail.
Bongani Masuku was handed down a total of 20 life terms and an additional 758 years at the South Gauteng High Court, sitting in Benoni magistrate’s court, for charges including murder, rape, kidnapping, house robbery, robbery and assault.
Judge Carla van Veenendaal did not order for the sentences to run concurrently.
Masuku’s eight-year reign of terror between 2010 and last year was localised in the north western townships of Pretoria, which include Soshanguve, Loate, Mabopane and Klipgat, where he and his gang would target young women, rob and rape them.
The gang also committed house robberies with the intention to rob and rape their victims. He faced 35 counts of rape and a count of murder for killing an off-duty police officer on January 7 last year.
The officer and his partner were on their way home when they were accosted by Masuku and another man. The officer was shot in the stomach. They then dragged the officer’s partner to a secluded area and raped her.
Van Veenendaal described Masuku’s crimes as bearing an element of violence as he and his gang targeted the youngest of victims to rape.
“For eight years, he was a predator … Fathers couldn’t protect their families and daughters from being raped, while mothers couldn’t live in safety,” she said.
Van Veenendaal said though Masuku pleaded guilty to all the charges, he was “arrogant throughout court proceedings and went as far as claiming that they were spoilt for choice with regards to the victims they targeted”.
Their victims were aged between 14 and 27. They would point a firearm at a victim, forcing them to enter their vehicle and driving out to a secluded area where the gang would take turns in raping them.
These are some of the lengthiest jail terms handed down to perpetrators in the country after being found to have committed a string of heinous crimes.
– Mhlonipheni Mjadu, 26, was sentenced to a total of 292 years in jail in the Mtubatuba High Court in KZN in June for rape, robbery, house breaking and attempted rape;
– Moses Sithole, who was one of South Africa’s most notorious serial killers, who murdered 38 people while raping 40 victims in what was known as the ABC Murders, was handed down a prison sentence of 2,410 years;
– Cedric Maake is serving a 1,340-year prison sentence for 27 murders he committed in Gauteng between 1996 and 1997. Maake was also convicted of 26 attempted murders, 14 rapes and 41 robberies; and
– Jack Mogale is serving 16 life terms and an additional 23 years for murdering 16 people, raping 19 victims and kidnapping nine others during his reign of terror in Westonaria and Lenasia between 2008 and 2009. – Tankiso Makhetha.
In some instances, Masuku and his accomplices would force their way into their victims’ homes where they robbed and raped them.
Van Veenendaal said the victims told the court about the extent which the incidents affected them through their victim impact statements.
“After being raped, one of the victims had to go for surgery because of how violent the rape was and that as a result, she could no longer have any children.
“Others said they could not sleep, they feared being around men or were scared that the perpetrators would return. They felt unsafe and had an inability to trust men and that their relationships were negatively affected,” said Van Veenendaal.
She said some of the victims could not complete their studies or continue with their exams after the attacks.
One of the victims, who was 14 when she was attacked by Masuku and his gang in 2017, told Sowetan yesterday she was happy with the lengthy jail term handed down to the father of two.
“It [the attack] happened at a time when I was writing my exams. I passed despite that, but I am still dealing with the trauma and I don’t know when I will be able to recover from it,” said the girl who is now 16.

Techzim|It now over a year since Kwese TV met it’s death. You probably remember that the shutting down of Kwese TV was mate with a backlash from people who had spent money on Kwese decoders and satellite dishes. If you walk into some homes these days you will find some Kwese decoders being used as paperweights.
However some people have found a new use for these seemingly useless Kwese decoders. What was a once a decoder is now a kind of a multimedia player. Indeed, some people are now using Kwese decoders to play music or watch videos on their TVs. These folks are utilizing the USB ports that are on Kwese decoders to connect their flash disks with multimedia and then play it on their TV.
If you remember clearly, a Kwese decoder came with a USB 2.0 port on its front. That USB port allows you to connect a phone, flash disk, hard drive or T-flash so that you can play media vua your TV. In a way, USB Kwese decoder are functioning like those DVD players with USB ports. You are able to play videos, music and view images on your TV when you connect your flash disk to the Kwese decoder.
How to play media files on TV via Kwese decoder
Step 1. Connect your Kwese decoder to your TV just like the old days when you wanted to watch something on Kwese.
Step 2. Now connect your phone, flash disk or external hard drive to your Kwese decoder via the USB port using a USB data cable.
Step 3. Once your phone is connected the USB icon pops up on your TV’s notification panel. Select the option “USB mass storage”

It’s not even a bit hard to start using the decoder as a media player. The few minutes that I used the decoder to play videos, I felt it’s performance was just like as some average DVD players. However if you are used to play media files with high-end DVD players, you will be frustrated to use the Kwese decoder as a media player because it’s slow to open some large videos. Anyhow, using Kwese decoders as media player gives many people a good reason to not to throw the decoder in the bin yet (if they haven’t yet).

Warriors forward Knowledge Musona’s woes are not over despite the arrival of a new coach at Belgian giants Anderlecht.
The Zimbabwean striker hasn’t featured in the senior team since the start of the campaign and the hope of saving his waning career after the appointment of Frank Vercauteren early in the month is slowly fading away following latest revelations.
According to reports in Belgium, nothing has changed regarding the 29-year-old’s future as the club is still considering shipping him out in January.

My ordeal at the hands of Dr Nyepudzai Mercy Nyangulu began in 2001 around Nov when she approached me (name witheld at this stage) to design an architectural skylight component on her mansion in Borrowdale. She was referred to me by Mr Naidoo who was once our production manager at the then liquidated Frederick & Sage shopfitting company in Harare and, upon inspecting her building structure I requested for a meeting with her engineer (Mr Ndlovhu), who agreed to access the proposed technical drawings that I had prepared for the huge opening on the stairwell. When he approved the drawings as per minimum expectation of the building by-laws of the local council, a figure of about $3700.00 was agreed without glass costs which she was going to foot the bill and i had supplied all the structural materials including aluminium sections, timber groundings, labour and transport costs.
I told her I was only offering her all the materials at reduced prices since i was travelling abroad early in 2002 around February and she was very ‘grateful ‘ to such a gesture as the actual quote from bigger reputable companies was way too expensive and also, they had refused to undertake her skylight component simply because it was an irregular shape that posed serious complications on the falls of the minimum degrees of slopes for flat roofs. This skylight component was to fixed between the parapet protruding walls and this was a big challenge in terms of the abutment of the aluminium frame that needed an experienced plumber to attach flashingon both sides of the opening. Al this intensive work was way more than US$5000.00 due to its complexity, the work was basically a bespoke component that required delicate designing skills and careful planning in order to minimize risk of wasting materials and also producing shoddy work that poses long term technical problems.
When I finally prepared the timber groundings that acted as the backgrounds of the skylight fixing, I asked Dr Nyepudzai Mercy Nyangulu to get a plasterer who will finish off the plaster to conceal all the timber backgrounds, she couldn’t believe that the timber structure was in line with the expert knowledge that is associated with any fixings to civil structures. After everything had been done in terms of preparing for the final fixing of the frame, I finally brought the assembled frame to fix it as the second stage work of the skylight. The engineer of the project Mr Ndlovhu came to inspect the workmanship and we all agreed that every detail of the design had been met and fully implemented. When Dr Nyepudzai Mercy Nyangulu came to check on this development, she opened up in song and dance singing and praising this achievement. She started to narrate how she got hooked to the idea of including this architectural design featureon her mansion, as she recounted how on a government meeting in Switzerland she came across these massive structures of skylights that bring more light into buildings and it really inpsired her to have such design on her dream house. She opened up to me as started telling me where she worked as a secretary in the then Economic Planning Commission under the late Richard Hove, a ministry under the then president Mugabe’s office. When the stages of fitting the glass finally arrived, she couldn’t contain her joy and excitement as she drove all the way from her mansion to Highfield where i used to live and she was quick to ask me to go straight to City Glass company in the light industrial areas where we bought it. She was so prayerful in everything she did, everytime i went there she would religiously offer her prayers with ‘humility ‘. She would praise ‘god’ all the time and I had this impression that here was an ‘annoited daughter of the most high god’, she was relentless in her ‘godliness ‘ right up to the very last day of the completion of the project. She was there in song and a little dance, praising her ‘god’ that finally her wish had been granted of witnessing a skylight on her mansion and its bespoke design, a spectacle of architectural beauty and indeed a modern feature that so many buildings lack. She was so proud of her mansion when everything was agreed, after testing the skylight’s capacity to withstand sudden downpours, excessive rains and its durability on light falling objects like hailstorms of any organic objects from the trees or swirling wind driven objects that might fsll on it. All the materials used on that skylight met the minimum expectations of structural guarantees for upmarket buildings of this nature hence my undivided approach in trying to do an almost perfect job for her. She started telling me how her children are doing ‘great’ in UK and how her son, as a student in architecture was fond of this spectacle called skylight. She started to interrogate me how i had learnt these skills that were so unique and unbelievably technical. I told her that the education system that i had been nurtured was a model of the industrial development of technical subjects that trained students to master engineering skills and designing at very young age groups.
She was astounded, she couldn’t believ how such a project that was written off by major bigger companies of shoplifting had turned down her wish. She was shocked that finally, everything had become so true and her mansion was the talk of her life as she told everyone of the beautiful skylight overlooking the stairwell and when it rains, cats and dogs- she has the luxury of watching rain drops from the sky splashing on glass and drifting away straight into the gutters. Talking of gutters, i did instruct the engineer in her presence that she needed to have someone climb the tiled roof part and clean the gutters before the rainy season starts so as to clear off all organic matter.
I bade her farewell as i had told her that i will be leaving the following day and all payments were going to be made to my other brother or employees that worked there with me for more than 15 days. When i phoned them after 3 weeks i was met with a horror story of how the most prayerful ‘godly daughter of the most high god’, was the most evil demonic cunning woman we ever met. She was very loud, sharp tounged and very abrasive in her speech whenever one asked her about the payments. She became very scornful, toungue lashing all those who dared come to her offices in the Hurudza Building under Nyangulu & Associates. She had turned on the screws of depravity, untouchable and very tough in all forms of threats ranging from being a secretary in the president’s office to how she was connected in the ruling party. It was a horror and terrors glide, from doing a perfect job using all our resources, paying for all the transport costs, to supplying sll the structural materials and all the designs, plus the expert knowledge of fitting the component to engineering satisfaction and upmarket building by-laws, yet she never showed any signs of being a con woman or some shrewd trickster. At first i didn’t believe it, i tried calling her from UK and it was the same, if not more of the venomous threats of how the ruling party will ‘devour’ us if we kept asking our payments. We were sold a dummy by a woman who sings and prays ‘god’ during the day, but a dangerous non believer whose tenacity and arrogance makes church going exercises a terrifying indulgence. She taught us a lesson for life that a worshipping woman in religious regalia and church garb, can be the most difficult person overnight where her language becomes a mixture of thuggery bellicose of threats and malicious streaks, it was a rude awakening as we realised that she was indeed a wolf in a sheepskin.
I finally decided to follow it up as soon as i landed in Harare in 2014, but all mothers of dissonance had ganged up in their offices at the Nyangulu & Associates, when i entered uninvited and asked to see them. At first they took their time and she finally came out as if she was checking who that visior was. When she saw me, her face shrunk in shame and she quickly whisked me away from the front desk to avoid any confrontations as i was geared up for this. Her obsession of prayers never ceased nor simmered down but, when we gathered around a table she suddenly began her routine of ‘godly praying’ without delay, i quickly rebuked her to stop abusing the word of God and she was really upset and started accusing me of being ‘disrespectful ‘ to her. I was accused of trying to ‘steal’ from them, i was called names for daring to ask my payment that wasnt paid up to this day. The husband joined in and brought a version of his legal jargon that this case was ‘technically dead’ as the time frame of up to 3 years had lasped within any demand made to her or any litigation assailed in the courts of laws.
I stood my ground and the drama never ended as i was asked to come to their house and see how the skylight was ‘leaking ‘, i went there and met her son who had qualified as an architect and was full of praise for the skylight component. I asked him why the skylight was leaking and he was aloof, i checked the whole setup on the component and i was shocked to witness that not even one single day was set aside for cleaning the gutters before every rainy season. Organic matter build up was so excessive and plants were sprouting all over hence the drainage had stopped. All this was blamed on me, yet such delicate modern architectural features demanded a high level of prudence in cleanliness and maintenance. I asked her whether she really understood what a skylight was and its purpose on a building but, she was so arrogant and impossible to deal with . Finally they offered $500 for all this pain and workmanship but i refused it. I promised them that on a good day of democracy in a new and free Zimbabwe, i will descend on that property and take away all my materials and workmanship.
I got some tip off from a gardener from close by who advised me to go to her pastor and share this horrific experience.
I went to the Methodist Church in Zimbabwe and I was referred to Dr Zwane who was her pastor in Borrowdale. We met and had some grat time together where we discussed this terrifying experience and he promised me to do his best. He reminded me that I wasnt the only one who had been duped by her and she was a serial addict of blasphemy when it comes to abusing her ‘religious ‘ beliefs to her personal life. Ind3up to this day I havent been paid and what happened to Mr Mapfumo when he did a project for Mrs Joselyn Chiwenga is just the tip of the iceberg as many cases have not been reported. Farai Dziva|Fiorentina forward Frank Ribery has received a three-match ban plus a €20,000 fine for pushing the assistant referee after the 2-1 defeat to Lazio.
The 36-year-old was shown a red card after the final whistle for the incident in which he had to be restrained by team-mates.
Ribery, who joined the Serie A club in the summer, has since apologised for his actions on Twitter.
“I apologise to my team-mates, to the coach, to the fans.
“I apologise also to (the assistant referee) Mr Passeri because at the end of the game I was very upset and I hope he can understand what was my mood.”
