Mnangagwa In Face To Face Clash With Chief Ndiweni

Matabeleland Chiefs, Ndiweni and Maduna meet with Nelson Chamisa at MDC offices recently.

President Emmerson Mnangagwa will today meet traditional chiefs from the Matabeleland region and the Midlands Province at Bulawayo State House.

The meeting will set a platform for a direct face to face dialogue between Mnangagwa and controversial Ntabazinduna Chief, Nhlanhla Ndiweni, that is if the chief will be allowed into the meeting.

Sources close to the arrangements of the meeting told ZimEye.com that Gukurahundi will be the major issue on discussion.

Ndiweni together with Chief Maduna of Insiza and Chief Mathema of Gwanda are likely to lead the chiefs in giving Mnangagwa a torrid time discussing the matter as they have been very vocal on the issue.

The three chiefs recently paid a courtesy call on opposition MDC leader Nelson Chamisa to get his perspective on the Gukurahundi issue.

The Ministry of Information, Publicity and Broadcasting Services posted a statement on Twitter yesterday announcing the President’s meeting with the chiefs scheduled for today.

“His Excellency President @edmnangagwa will meet Chiefs from Matabeleland and Midlands provinces on Friday 28 June 2019, at State House, Bulawayo,” reads the statement.

Today’s meeting comes hot on the heels of a similar engagement which the President had in March with the Matabeleland Collective, a grouping of non-governmental organisations, faith-based organisations, community-based organisations, trusts, savings clubs and social movements from Bulawayo, Matabeleland North and Matabeleland South.

The Zanu-PF Youth League has stood its ground in the fight against corruption and revealed last night that a team of 17 lawyers had been lined up to defend lawsuits following the naming and shaming of allegedly corrupt Government officials, business leaders and individuals.


Addressing the media after the Zanu-Youth League executive meeting in Harare last night, deputy secretary Cde Lewis Matutu also said the youth were solidly behind Government’s removal of the multi-currency regime and restriction of domestic transactions to the local currency.


A bullish Matutu said: “Those who want to sue us are free to do so. We are going to expose more and we are not doing this for us, but for the people of Zimbabwe.


“So far, 17 lawyers are ready to defend us in courts. We are not going to be intimidated by law suits coming from certain individuals despite one’s influential position, be it at party level or Government.


“We will continue to expose them and we are prepared for more summons,” said Matutu.
“We are also in full support of Government on currency reforms as this will have a positive impact on the economy.”


He said the Youth League appreciates the intervention of the Politburo on introducing a commission of inquiry on certain individuals named and shamed over alleged corruption.


“We are going to take heed from the Politburo to follow the party’s constitution and correct procedures when naming and shaming those allegedly involved in corruption.”

MDC Youth Assembly “Remembers” Murdered Opposition Activists

The MDC Youth Assembly today gathered for a night candle lit vigil at Pfukwa shops, Warren Park opposite Warren Hills Cemetery to remember and commemorate the horrendous murders of MDC activists who were murdered in 2008 state sponsored post election violence.

Youth Assembly National Chairman, Obey Luther Sithole who attended the vigil in company of fellow youth assembly national executive members said the heroic efforts of 2008 victims of organized state sponsored violence will continue to spur young people in the fight for justice and democracy in Zimbabwe.

Sithole said Emmerson Mnangagwa and Constantine Chiwenga’s hands are dripping with blood and as such they are not suitable to lead this country.

Cde Luther as Sithole is affectionately known said even the killing revolutionary icons of change can never dent the people’s desire and hope for freedom.

Younger brother to one of the victims, Tonderai Ndira, Clr Barnabas Ndira narrated a heart rending ordeal about how his brother was gruesomely murdered in cold blood by state security agents.

Today’s event was also attended by Harare province youth leadership.

ZIFA, Warriors In Fresh Row Over Outstanding Payments?

ZiMBABWE’S participation at the 2019 AFCON finals was hanging in the balance last night after a damaging stalemate between the Warriors and ZIFA over payments which the players are demanding.


After a number of meetings between the two parties which dragged into the night, ZIFA advised the players they were contemplating the possibility of withdrawing the team from the tournament.


The players were called in to be briefed about the decision to withdraw the team after they had threatened not to resume training tonight unless they were paid the remaining US$12 500 each by today.


In return, the Warriors said they were agreeable to being sent home as early as today, without playing their final game against DRC on Sunday.
They asked ZIFA leaders to sort out their travel arrangements as early as possible.


The Warriors had told the ZIFA officials, who promised them US$5 500 would be paid into their accounts today, that they would not train this evening until their full outstanding amount reflected in their banks.


That money included the US$2 500 ZIFA said they had secured for each of the players, and the US$3 000 for each of the Warriors, which was promised by the fundraising committee.


That would have left the Warriors needing US$5 000 appearance fees, and US$3 000 bonuses for the draw against Uganda ahead of the match against the DRC.


However, things deteriorated sharply during the night and the Warriors ended demanding their entire dues by today or they would not train.


ZIFA officials were then left scrambling to try and save the situation, and when it became apparent nothing would materialise, they sent spokesman Xolisani Gwesela to check with CAF the cost of withdrawing from the tournament.State media

Mnangagwa Speaks On Corruption

Those convicted of corruption will have their wealth and assets forfeited to the State as part of restitution for their criminal deeds, President Mnangagwa has said.

He said his administration will rapidly and more effectively respond to legitimate concerns of the general public with regard to tackling corruption head-on by holding the corrupt fully accountable for their misdeeds.


The President said this in a speech read on his behalf by Foreign Affairs and International Trade Minister Sibusiso Moyo at a two-day Fraud and Corruption Conference, which opened in Harare yesterday.


“In parallel with such restitution must, of course, come retribution,” he said.


“Those found guilty of such corruption must be sanctioned where they can reflect upon the consequences of their greed and the shame and misfortune that that greed has brought upon themselves and their families.”

“Stop Pegging Prices In US Dollars”


The Economists Roundtable has implored businesses to stop pegging prices of goods and services against the value of the US dollar, since the costs they incur are in local currency.


The call follows the introduction of currency reforms in Statutory Instrument (SI) 142 of 2019.
Key among the reforms in SI 142 0f 2019 is the scrapping of the multi-currency system and coming in of the Zimbabwe dollar.


The Economists Roundtable told journalists on Wednesday pegging prices against the value, which has been prevalent since 2009 when the country adopted multiple currencies, was no longer necessary.


“Ever since we dollarised, everybody has been benchmarking against the US dollars,” said former University of Zimbabwe economics lecturer Professor Ashok Chakravarti.


“We are not the United States of America, we are Zimbabwe. We need to start thinking in terms of our local currency, our costs are local costs; we pay our workers in local money, all our costs of production are in local money.


“We need to start thinking in terms of costing, pricing, payments in local currency . . . we must start moving away from benchmarking against the US dollar to using normal prices as everybody does in Zambia.


“People don’t think in US dollars in Zambia or in Malawi or in South Africa, they think in local currency and they price everything in local currency. So it’s an issue of the mindset and psychology, it will take some time.”

“Rapist” Prays For Fainted Victim, Rapes Her Again After Regaining Consciousness

A MAN from Bulawayo raped a 45-year-old woman until she fainted, prayed for her and raped her again when she regained consciousness.


Haston Phiri (37) of no fixed abode was sentenced to 15 years in prison for raping the woman, whom he had promised a job.


The court heard how Phiri fervently pleaded with God to let the woman live when she stopped breathing while he was raping her.


When she regained strength, he raped her again.
Phiri pleaded not guilty to rape before Bulawayo Regional magistrate, Mr Joseph Mabeza, but was found guilty due to overwhelming evidence.
He was sentenced to 15 years in jail.


Prosecuting, Ms Caroline Matanga said on February 15 this year, the complainant, who had been told Phiri would help her get a job as a domestic worker at his relative’s home, was called by her neighbour at Nketa 9 suburb.


“The complainant wrote down her details and left them with her neighbour who is a vendor near where the complainant resides.
“On February 18 at around 2PM, Phiri called the complainant and asked to meet her so that he could take her to the employer,” said Ms Matanga.


She said the complainant did not meet him because she had not informed her husband that she would be going out.


“On the following day, they met and Phiri told her that a house maid was needed in Mzilikazi where his sister stays so they walked to Mzilikazi.


“On reaching Mzilikazi, Phiri told the complainant that his sister had called and asked to meet them in Sizinda suburb. They walked to Sizinda but when they reached a bushy area the complainant asked Phiri where they were going as she started feeling uncomfortable.


“Phiri grabbed the complainant, produced a knife and threatened to stab her if she made any noise. The complainant was force-marched to a maize field and ordered to undress but she refused. Phiri pushed her down, strangled her while placing the knife on her chest, and undressed her.


“He raped the complainant without protection,” said Ms Matanga.
She said during the second round, the complainant became unconscious and when she regained consciousness she saw Phiri fanning her and asking God not to let her die in his hands.
“When Phiri saw that she had regained consciousness, he raped her again and took her two phones and left her.”


The complainant reported the matter to the police leading to Phiri’s arrest.—State media

Hubby “Kills” Wife After Seeing Her With Another Man

A 39-YEAR-OLD man from Bulawayo allegedly beat his wife to death after he saw her with another man.


Enock Sibanda of Luveve 5 suburb allegedly killed his wife who was only identified as Mrs Sibanda, on May 23 this year.


Sibanda was represented by Mr Tanaka Muganyi from Tanaka Law Chambers when he appeared before Western Commonage magistrate, Mr Stephen Ndlovu. He pleaded not guilty to murder and was remanded out of custody on $300 bail to July 10 for trial.


Prosecuting, Ms Steward Madzore said on May 23, Sibanda allegedly saw his wife with a man that he suspected to be her lover and the man ran away.
“He ordered his wife to get into his car so that he takes her to her parents. The couple drove to their house and Sibanda slapped her several times before attacking her with a log,” she said.


Mrs Sibanda was ferried to Mpilo Hospital where she was admitted and died on the following day.State media

Police Release Picture Of “666 Killer”

POLICE in Bulawayo have released pictures of a man who allegedly killed a hooker at a lodge and inscribed 666, a number biblically known as the mark of the beast and a star associated with the occult on her belly.


Police are appealing for information that may lead to the arrest of the suspected satanic ritual killer.


Bulawayo acting police spokesperson Inspector Abednico Ncube said those with information should contact Seargent Ncube on 0773 629 244 or Chief Inspector Chibira on 0292 71568/77523.


Alternatively, he said they can use police suggestion boxes dotted around the country if they wished to remain anonymous. The victim, Patience Ndlovu, from Cowdray Park suburb was found dead at Silver Sands Lodge situated at number 13 Connaught Avenue between Joshua Mqabuko Nkomo Street and Jason Moyo Street on June 3.


Insp Ncube said Ndlovu’s body was taken to the United Bulawayo Hospitals (UBH) for post mortem and it was discovered that she was strangled.


“Causes of death were concluded as to be asphyxia, strangulation and homicide,” said Insp Ncube.State media

The Zimbabwe Tourism Authority has it from authoritative sources that reports circulating in certain sections of the social media purporting that police are authorised to stop and search people for foreign currency are untrue and should be dismissed with the contempt they deserve.

“The legal tender shall be the Zimbabwe Dollar in both cash and electronic format.

“Any freely convertible foreign currencies remain acceptable in Zimbabwe as follows:

  1. Credit Cards are readily acceptable everywhere in Zimbabwe where the relevant arrangements have been made with the International Credit Card Companies such as VISA, MASTERCARD and others issued by different banks in the countries of origin of the travellers. Visitors are required to make the necessary arrangements with their banks before embarking on travel and when in the destination they need to look out for the logos of their respective credit cards. Please note that terms and conditions of the respective credit cards will apply and transactions are subject to the limits given by the banks. Service provider do have international credit card enable Point-of-Sale (POS) Machines.
  2. Visitors may also withdraw local cash from international credit card enabled Automated Teller Machines (ATM’s) of the different banks. These will be clearly marked international and will have the logos of the accepted credit card companies.
  3. Foreign cash may be exchanged at the bank, bureau-de-change or any other authorised foreign currency dealers at the prevailing bank rates. Visitors may then use the so acquired local currency to transact. Visitors are however encouraged to use plastic money and only exchange amounts of money in cash that they anticipate to use. However, visitors may convert their money back to their foreign currency subject to prevailing terms and conditions. This may include proof in the prescribed format that one changed money upon their arrival.
  4. Online payments and telegraphic transfers remain acceptable forms of payment in Zimbabwe
  5. Visa fees where applicable are payable in foreign currencyand may be paid in cash at any port of entry. The Government of Zimbabwe has an e-visa system and intending travellers may apply and pay for their visas online.
  6. Tipping is not a commercial transaction and hence visitors are at liberty to tip the way they want. It becomes incumbent upon the recipient to ensure adherence to the foreign exchange regulations.

Woman Vanishes After Stabbing Hubby’s Lover

A Karoi woman is on the run after allegedly stabbing two other women, her lover’s wife and her friend, at Dunga Shopping Centre in Chief Kazangarare’s area of Hurungwe District.


Miriam Gutsa (26) of Masokote Village stabbed Winnet Dambakurima and her friend Chipo Mukwesha, both aged 34, from the same village as they were passing by the shopping centre.


Mashonaland West police spokesperson Inspector Clemence Mabgweazara confirmed the incident and said police were appealing to anyone with information on Gatsi’s whereabouts to assist.


“We are appealing to anyone who might have information on where Gatsi is to assist so that the law may take its course, he said. People should also bear in mind that violence does not solve anything. People should rather engage in peaceful dialogue.”


Insp Mabgweazara said Gatsi was at the shopping centre when she saw Dambakurima, who was in the company of Mukwesha, and confronted her asking why she was spreading rumours about an affair with her husband.


A misunderstanding ensued and Gatsi allegedly stabbed Dambakurima on the left side of her chest injuring her ribs. Mukwesha reportedly tried to intervene and was also stabbed on her left ear and at the back of her head.State media

Council Cop Hits Motorist With Spike

A Chivi Rural District Council police officer has been jailed 30 days after attacking and injuring an errant motorist with a spike during a fistfight. Webster Jowanisi (39) was alternatively slapped with a $100 fine by Chivi resident magistrate Ms Perseverance Mukumba last week.


Jowanisi was convicted of assault on his own plea of guilty after admitting to hitting local motorist, Takemore Chikunda, during a scuffle at Ngundu Business Centre.


Chikunda sustained serious injuries on the palm and finger as a result of the attack.


Prosecutor Mr Andrew Ndaramira told the court that sometime last month, Chikunda, who was driving a Quantum vehicle stopped at Ngundu Business Centre to buy water melons from vendors by the roadside.


Jowanisi, who was part of a team of council police details approached Chikunda and advised him that he had been arrested for stopping at an un-designated point.


Tempers flared between Jowanisi and Chikunda as they started exchanging harsh words.


A fist fight then ensued between the pair, resulting in Jowanisi hitting Chikunda with a spike.


A report was made to police, leading to Jowanisi’s arrest and a medical report confirming Chikunda’s injuries was used in court as an exhibit.State media

We Will Fight For Pride:DRC Coach Warns Warriors

CONGOLESE coach Florent Ibenge still wants his Leopards to play for their badge, and their fans, by completing their 2019 AFCON Group A campaign with a victory on Sunday night which will send the Warriors crashing out of the tournament, at the group stages, yet again.


Although the former African football champions could be out of the race for a place in the last 16, after a miserable start that has seen them lose their opening two games against Uganda and Egypt without scoring, and conceding four goals, they still want to go out with a bang.

Incredibly, there could be a very small window, depending on results elsewhere, where a win for them against Zimbabwe, could see them squeeze into the knock-out games as one of the best four third-placed teams but, with their poor goal difference, and four points likely to be the mark that provides a reprieve, the Congolese look down and out.


The Warriors can get to four points, with a win over the DRC — whom they met twice in the qualifiers, beating them in Kinshasa 2-1 before a controversial 1-1 draw in Harare where Knox Mutizwa’s attempt was somehow ruled out — and that should be fine for one of the third-place tickets.


Depending on what happens in the match between Egypt and Uganda, which the Pharaohs cannot afford to lose because they need to finish top of the group to avoid the top team in Group B, the Warriors could even still qualify as one of the runners-up should they win against the DRC.


But, that won’t be easy after the Congolese emerged from a poor show against the Cranes to turn on a hearty performance against the Pharaohs and were unlucky to lose a match they struck the post twice and came close to scoring on a number of occasions.


This was like watching the real Congolese — the side that finished third at the 2015 AFCON finals and, if they can play as well as they did in the second half against the Pharaohs, they could give the Warriors a few headaches.


However, while they appear to be strong from midfield, and going forward, their defence remains a major concern and now and, against the lively Warriors forwards, could be punished again.


“We did not deserve to lose (against Egypt),’’ said Ibenge. “Yes, we played a bad game against Uganda but this time we had a very good game against Egypt.


“I feel sorry for the players who gave their best today against a strong team like Egypt.

Malbelreign Girls High School have alleged that they are being sexually abused by male teachers.

The students marched to the Malbereign Police Station with placards demanding the immediate removal of the school head Bertha Kusena, whom they blamed for the poor learning and living conditions at the school.

The students opened up on several cases of sexual harassment by male teachers.

School Headgirl Miriam Kusvayi said:
”The head doesn’t communicate with us and if we make a report she doesn’t give us feedback.

We complained about poor services being offered long back but she acts like everything is fine.

She is not free to us, we also want motherly talk from her but she doesn’t walk around the school just to see hw we are progressing with the school work.”

The school head was not immediately available for a comment on the matter.

Opposition Party Dismisses Zanu PF Led Economic Reforms

Farai Dziva|Opposition party Zimbabwe Economic Freedom Fighters has described as futile and suicidal the decision by Emmerson Mnangagwa’s government to abandon the Multi-currency regime.

As ZEFF, we will not standby whilst our country continues to be drowned in sorrow by a morally bankrupt and economically dysfunctional government imposed on our people by Zanu PF. We strongly believe that Zimbabwe, like every country, should have its own currency which enables its citizens to recognise their dreams, allows any decent government to provide services to the masses and allow the economy to strive on the basis of a free market economy with measured government intervention only when appropriate.

As ZEFF, we note that the current economic status in the country is not a stand-alone event, but a trail and collection of political and economic blunders perpetrated by the ruling party over the past 40 years.

The currency changes as happened on the 24th of June 2019 are therefore nothing but once again, a surprise assault on the helpless and poor Zimbabweans. As ZEFF, we believe the “writing is on the wall” once again, as it was over the numerous fiscal and monetary policy shifts and decisions adopted by this government that have struck once again.


ZEFF is on record that we support a mono-currency regime, a considered and balanced command/market economy through a Government mandate to create a sustainable economic environment that will enable a thriving and inclusive economy for a developmental state.

We however completely differ with the ambush mechanics that the ruling party has employed since 1997 through this government. Such destructive, unplanned and un-co-ordinated tactics have not only engraved a stinking tendency of a government whose policy is determined by an overnight signature but further, over a decade, wiped out the economic value of our currency from the pockets of our people;
We believe such a currency adoption strategy is futile and geared towards tracking a straight-line back to the 2007/8 economic status which was characterised by empty shelves in shops, unprecedented inflation levels, shrinking GDP levels, unsteady fiscal and monetary policy, embedded corruption in government, and a hungry and unemployed population.

Over a decade, our people have endured shock decisions and energy depleting fiscal and monetary policy decisions devoid of economic logic. Through-out this disaster, those that have benefited continue to trash the little that’s left of every country’s pride, its currency. We remind this government and its looters of its previous tactics that got us to where we are today;

In the hands of this government of Zanu PF, the uncontrolled printing of the currency, as characterised by the 1997 pay-out of ZW$4.2bn (USD300m) to the War Veterans, which wiped out 72% of the value of the Zimbabwean Dollar in the weeks that followed will once again, do the trick. This government couldn’t print the USD/Rand as it can with its own unbacked Bond/RTGS. They have grabbed the printing machine firmly in their hands once again;
The un-characteristic closure and shut down of forex accounts for companies in 2002, introduction of Managed Foreign Exchange Auctions System (“MFEAS”) in 2004, the introduction of the Tradable Foreign Currency Balances System (“TFCBS”) 2006 after the failure of the MFEAS, in the process replacing the dual exchange rate system with the Interbank rate which collapsed drastically. Our people will not be hoodwinked once again, into ploughing their hard-earned savings into look-alike pretend savings called the FCAs, only for this government to wake up one day and forcibly convert these to bonds/RTGS at forced rates once again;
The forced devaluation of the currency on more than 2 prior occasions (in 2000 and 2007) without achieving any meaningful reward to the masses. At each of these devaluations, the black-market exchange rate demanded 10 times further devaluation. We do not forget that in late February 2019 (only 4 months ago), the Bond note/RTGS was pegged at around an entry level of 2.51against the current 12.1 exchange rate to the USD (an average devaluation of 382% over the period. This dwarfs the two occasions above;
We do not forget that Zimbabwe created the first mass of Quadrillionaires in Africa and arguably in the world, who could not afford to buy a packet of condoms in the shops. How much more disgrace can this government dish out to our people;
The introduction of the Bond notes against the wishes of the people, and the supplementary introduction of the RTGS became a catalyst to a worsening Foreign currency crisis. This saw the expansion of mismatch between Money Supply and the supply of forex in the market. This was yet another failed attempt to control a politically induced foreign currency panic solution to an endemic political and leadership vacuum problem.

These induced changes, coupled with a number of overnight pronouncements over the past decade have literally destroyed our economy and in the process, robbed our citizens of a generation of state-driven poverty. We believe Winston Churchill had a reason to suggest that, “If you destroy a free market, you create a black market. If you make 10 000 regulations, you destroy all respect for the law”. This is yet another proof that our government has no solution for the economic problems it created. This is a pure example of Policy uncertainty, a haphazard approach to political economics and a sure way to punch in the final nail to the coffin of all Zimbabweans. In the next few weeks, Zimbabweans should expect to witness unprecedented changes to their lives, socially and economically;

The disappearance of commodities off the shelves of stores, resulting in fewer goods being chased by massive quantities of printed currency;
Inflationary pressures in the regions previously experienced at the height of Zimbabwe’s failed economy;
Consumption and corruption driven monetary supply through the printing machine without any foreign currency or gold backing to give value to the currency;
Diversion of the economic failures through orchestrated brutalisation of the masses who chose to voice against such;
Closure of factories, retail shops against the backdrop of forced price settings by a desperate state;
Long queues for basic commodities such as fuel, bread, cooking oil, meet, maize;
Devaluation of salaries, pensions and purchasing power in general;
Poor liquidity positions for companies which will effectively force closure of industries;
Potentially, a heavy-handed approach by the security cluster in con confisticating foreign currency from the black market.

ZEFF believes that even the most ill-equipped, ill-disciplined government worth the calibre of Zanu PF would have respected the suffering masses of Zimbabwe in its history of chronic failures and merely took its population into confidence before executing yet another ambush to their hard-earned savings. Whilst the intentions are noble and respected, the manner, behaviour and complete lack of consideration of the people, the markets, the business community and the few working-class citizens are left completely exposed. This government needs to understand that, no amount of regulations will make “the value of a Donkey and a Cow equal overnight”. ZEFF believes a responsible and patriotic government would have, at the least;
Taken prudent steps to build Trust and acceptability of such a currency through a transparent and trusted process consultation process with various stakeholders such as Banks, Civic society, citizens, economic agents etc;
Provided confidence to the international community to obtain goodwill and display the seriousness of government to get this right;
Deliberate paraded of the currency fundamentals to the masses to build buy-in and confidence and avoid minimise disruptions in the financial sector through these massive economic shocks that everyone will experience;
De-link the new currency from the dirty bonds and RTGS and provide room for a clean break from the previous occurrences that Zimbabweans still;

The abnormal cells continue living, when other cells would die. The accumulating abnormal cells form a tumor that can grow to invade nearby tissue. Some abnormal cells can break off and spread (metastasize) to other parts of the body.

Factors that can increase your risk of prostate cancer include:

Older age. Your risk of prostate cancer increases as you age.Being black. Black men have a greater risk of prostate cancer than do men of other races. FULL TEXT- ZTA STATEMENT ON NEW CURRENCY

The Zimbabwe Tourism Authority has it from authoritative sources that reports circulating in certain sections of the social media purporting that police are authorised to stop and search people for foreign currency are untrue and should be dismissed with the contempt they deserve.

The legal tender shall be the Zimbabwe Dollar in both cash and electronic format.

Any freely convertible foreign currencies remain acceptable in Zimbabwe as follows:

1. Credit Cards are readily accepted everywhere in Zimbabwe where the relevant arrangements have been made with the International Credit Card Companies such as VISA, MASTERCARD and others issued by different banks in the countries of origin of the travellers.

Visitors are required to make the necessary arrangements with their banks before embarking on travel and when in the destination they need to look out for the logos of their respective credit cards.

Please note that terms and conditions of the respective credit cards will apply and transactions are subject to the limits given by the banks.

The service provider does have an international credit card enable Point-of-Sale (POS) Machines.

2. Visitors may also withdraw local cash from international credit card enabled Automated Teller Machines (ATM’s) of the different banks.

These will be clearly marked international and will have the logos of the accepted credit card companies.

3. Foreign cash may be exchanged at the bank, bureau-de-change or any other authorised foreign currency dealers at the prevailing bank rates.

Visitors may then use the so acquired local currency to transact. Visitors are however encouraged to use plastic money and only exchange amounts of money in cash that they anticipate to use.

However, visitors may convert their money back to their foreign currency subject to prevailing terms and conditions. This may include proof in the prescribed format that one changed money upon their arrival.

4. Online payments and telegraphic transfers remain acceptable forms of payment in Zimbabwe.

5. Visa fees where applicable are payable in foreign currency and may be paid in cash at any port of entry.

The Government of Zimbabwe has an e-visa system and intending travellers may apply and pay for their visas online.

6. Tipping is not a commercial transaction and hence visitors are at liberty to tip the way they want.

It becomes incumbent upon the recipient to ensure adherence to the foreign exchange regulations.-ZTA

Duke And Duchess Of Sussex To Tour Africa

Buckingham Palace has confirmed that the Duke and Duchess of Sussex will tour Africa later this year.

The couple will go to South Africa together and Harry will complete a tour of Angola and Malawi as well as a “working visit” to Botswana.

The dates have not yet been announced, but it’s my understanding it will take place in mid-September.

Harry and Meghan have also hinted that they plan to take baby Archie with them for part of the trip.

On the couple’s Instagram page, Sussex Royal, they wrote: “This will be their first official tour as a family!”

Archie will be only four months old at the time of the visit.

In a post to the people of the countries they will visit, Harry and Meghan said that they “are really looking forward to meeting so many of you on the ground and continuing to raise awareness of the high impact work local communities are doing across the Commonwealth and beyond”.

Few other details have been released, but the tour is expected to focus on landmines, Harry’s Aids charity Sentebale, endangered wildlife and girls’ education.

Botswana No Longer Accepting Forex

The Botswana Unified Revenue Service (BURS) has announced that with effect from the 1st of August 2019, it will no longer be accepting foreign currencies.

The Department said in a statement:

The public is informed that with effect from 1st August 2019 Botswana Unified Revenue Service (BURS) will no longer accept any foreign currency as payment.

This decision is made to curb high administrative costs incurred by BURS as the cost of converting foreign currency to Botswana Pula is increasingly becoming financially unsustainable.

For continued smooth service, BURS provides Point of Sale (PoS) facilities at all BURS offices and ports of entries.

Furthermore, there are operational bureau exchange services providers at all Botswana’s major ports of entry to facilitate foreign exchange services.

“Fuel Dealers Behind Fuel Shortages”: NOIC

By Own Correspondent- Some fuel dealers have been accused of causing artificial shortages of the product on the formal market by diverting large volumes of the commodity to the black market.

This was said by the National Oil Infrastructure Company (NOIC) chairman Daniel Mackenzie Ncube.

Mackenzie Ncube believes that there is a need to address the price distortions on the market as Zimbabwe’s fuel is considered to be the cheapest in the region.

He said:

There is a need to address the price distortions on the market which is being manipulated by players in the fuel industry to drive up their profit margins by pushing the fuel into the black market.

It is clear that the fuel we release into the market is not being sold on the forecourt at service stations, but rather on the black market.

On Sunday alone, from the Msasa depot, we had loaded 3,386 million litres of diesel and 1,957 million litres of petrol.

This is a combined 5,343 million litres and you would have expected the fuel situation to be stable, but that’s not the case.-Newsday

Harsh Abortion Laws Fuel Early Marriages

By A Correspondent- Zimbabwe’s current laws on the issue of abortion are considered too harsh on pregnant teenagers and as a result, they fuel early marriages.

This was said by the Public Prosecutor in the Attorney General’s office, Kudzai Chigwedere while speaking at the just ended National Termination of Pregnancy roundtable meeting that was hosted by Katswe Sisterhood and Right Here Right Now Zimbabwe (RHRN). She said:

We also have cases of child marriages, I am of the view that the act indirectly promotes child marriages in the sense that while we are saying a girl who is a victim of sexual intercourse cannot terminate a pregnancy, are we not then saying the girl should go stay with the person responsible for the pregnancy.

What happens is we manage or maybe we prosecute such cases and at times maybe we give a non-custodial sentence and the next time we try to follow-up we hear they are already staying together, why because there is this pregnancy and that connection will last for life.

The Termination of Pregnancy Act (ToP) of 1977 only permits abortion if the pregnancy poses a threat to the life of the unborn child or the mother or if the pregnancy is as a result of incest or rape.

The abortion can only be conducted at a designated institution, in this case, a public hospital.

The law further states that at least two medical practitioners must prove beyond a reasonable doubt that the pregnancy indeed warrants a termination.-HealthTimes

Prosecutor General Challenges Granting Of Bail For Byo Drug Lords

State Media|THE Prosecutor-General, Mr Kumbirai Hodzi, has approached the High Court challenging the granting of bail pending trial to two Bulawayo men allegedly running a drug cartel that sold dagga and other dangerous substances.

Arkinmon Sarishongwa (41) and Blessing Muchenje (27) were arrested during a raid at their residential flat in Bulawayo’s Central Business District leading to the recovery of mbanje, “broncho”, sex enhancing pills all worth more than RTGS$10 000 and varying amounts of money in both local and foreign currency.

The flat was targeted after residents living nearby complained that the area was being turned into a haven for crime. Police units including CID Drugs and the Canine Unit pounced on the flat and recovered substantial quantities of mbanje and other drugs.

Sarishongwa and Muchenje residing at Eaglesham Flat situated at the corner of Joshua Mqabuko Nkomo Street and 1st Avenue were last week released on RTGS$1 000 bail each by appeared Bulawayo magistrate, Mr Franklin Mkhwananzi. 

They are facing charges of illegal possession of dagga and unregistered medicines in violation of the Medicine and Allied Substances Control Act.

The PG filed an appeal against the granting of bail by a magistrate in terms of section 121 (1) (a) of the Criminal Procedure and Evidence Act, citing Sarishongwa and Muchenje as respondents.

He wants the High Court to revoke the respondents’ bail.

In his grounds of appeal, Mr Hodzi argued that the lower court erred in its findings that the quantity of the dagga was not a ground to deny respondents bail.

“The court a quo erred when it dismissed the strength of the State case against respondents as a ground to deny bail. The court a quo erred when it made a finding that a single conviction does not amount to propensity to commit similar offences,” argued Mr Hodzi.

“On the contrary, it is submitted that the quantity of dagga (10,4kg) is a very important factor in determining whether or not to grant bail. It is submitted that the granting of bail to accused persons found in possession of such a large quantity of dagga will undermine the public confidence in the criminal justice system.”

He said the magistrate failed to take into account the strength of the case for prosecution, arguing that the State case was strong, a factor which can induce the accused persons to abscond.

“The court a quo erred when it trivialised the first respondent’s previous conviction as not constituting a compelling reason to deny bail. It is clear that the first respondent (Sarishongwa) is not repentant at all since he has committed a similar offence when the period of suspension for the previous offence has not lapsed. The first respondent has a propensity to commit similar offences and as such is not a proper candidate for bail and prays that the respondents’ bail is revoked,” argued Mr Hodzi.

According to court papers, on June 11 this year, acting on a tip off, police went to Eaglesham Flat armed with a search warrant.

When police arrived at the flat, they knocked on the door and identified themselves before ordering the accused persons to open but they did not comply.

The police officers then force-opened the door and found Sarishongwa and Muchenje seated in a room where there was loose and prepared dagga in plastic bags.

Police also recovered US$801, Pula 3 820, R50 and RTGS$21 and the money was realised from drug dealings.

A further search led to the recovery of 58 bottles of Bron Cleer cough syrup, 61 bottles of Alcophyllex cough syrup, packets of Diazepam tablets and sex enhancing pills branded Sildenafil all valued at $1 312.

21 000 Unemployed Youths Arrested For Touting For Passengers

POLICE have arrested more than 21 000 people for touting for passengers countrywide since the beginning of the year, national police spokesperson Assistant Commissioner Paul Nyathi has said.

Asst Comm Nyathi said police are intensifying the campaign against touting to bring sanity on the roads.

“Since the beginning of this year we have arrested more than 21 000 touts who have appeared in court and some have since paid fines. The operation will continue until there is sanity on the roads,” he said.

Asst Comm Nyathi warned members of the public against clinging onto moving vehicles saying they were putting their lives and those of other motorists at risk.

He said there are reports of farmers who cling at the back of trucks after loading their tobacco bales.

“Let’s consider the safety of all the farmers before they start embarking on journeys. We have heard of some farmers getting injured afer falling from moving trucks,” he said.

Traffic Safety Council of Zimbabwe (TSCZ) Acting Director of Operations Mr Ernest Muchena described clinging onto a moving vehicle as suicidal.

“Section 58 of the road traffic Act makes it an offence to hold onto a vehicle that is moving .The danger is that when the vehicle stops without any warning, the individual may fall or can be hit by a vehicle following behind,” he said.

President Emmerson Mnangagwa belives the decision to ban the use of foreign currency in the country was the only solution to fix the country’s economy.

“It has always been clear that for our economy to truly take off, we need our own currency,” said Mnangagwa in a statement.

After announcing that the RTGS dollar, now called the Zimbabwean dollar, would be the only legal currency used in the country, investors and local business people are worried that the new currency change might severely affect their businesses.

“While the multi-currency regime helped stabilise the economy, it did not give us control of the monetary policy and left us at the mercy of U.S dollar pricing which has been a root cause of inflation,” he added.

If the government did not reverse the new policy, unions were threatening to strike as they did not believe that the government would be able to print their own money and be constant.

President of the Zimbabwe Congress of Trade Unions (ZCTU) Peter Mutasa said: “If the government does not reverse this ruinous policy immediately and announce U.S dollar salary payments, we will immediately mobilise workers for mass action.”

While other grocery and fast food stores were no longer accepting foreign currency from customers, most informal traders selling clothes, car parts and electronics were still taking foreign currency from customers.

One clothes seller, Thomas said: “If I stop taking U.S dollars, how am I going to replace my stock? I have not seen anyone who got U.S dollars from the bank in a long time.”

Eddie Cross Says He Met With Mthuli For 2 Hrs Day Before He Announced Zim Dollar Return But Did Not Tell Him About It.

Economist and former opposition MDC top official Eddie Cross says that he met Finance Minister Mthuli Ncube for two hours just a day before he unceremoniously announced the return of the Zimbabwean dollar and the Minister never at all hinted to him on the policy he announced few hours after their meeting.

Cross told South African Broadcasting Corporation in an interview that the announcement took him by complete surprise.

“I personally had a meeting with the minister (of finance) yesterday, in fact I met him for about two hours. Mthuli Ncube is a highly intelligent guy, and an outstanding economist with an international reputation. He knows what to do, but the problem is he doesn’t have any political constituency here so he’s very much at the mercy of the political structures within which he has to work for approval to do this or that. It seems to me the governor of the Reserve Bank has taken this measure a little bit out of context, and I think he would have to put that right. I would not be surprised if this measure is put on hold while we sort out the other issues which are involved at this moment in time.

The currency is changing value on a daily basis, some will say hourly basis. This has to be stopped. There’s no fundamental economic reason for this because our macro-economic fundamentals are now sound – we’ve a balance of payments surplus, we’ve a fiscal surplus. So this is real nonsense, this has been driven by speculation, and there’s no economic basis for that. So what we’ve to do is get the interbank market working properly. We’ve to put all our foreign exchange through the interbank market and make foreign exchange available at a market rate in our banks very quickly.

The reality on the ground is that a majority of the people are still using United States dollars. Frankly, there’s not enough paper currency in the country, our own currency, to really replace the United States dollar. Whatever we do, the market ultimately will be supreme and will make its own decisions. We’re foolish if we think we can buck the market.

If the rate stays at 17, 18 or even 20:1, we’re looking at 200 percent inflation within days. That simply has got to be stopped because incomes in Zimbabwe are not rising and people literally can’t afford to buy their basics and this simply has to be brought under control. If the government doesn’t do that, I fear for the stability of the state in every way.”

“It came as a complete bolt out of the blue, nobody was expecting this. For those of us who’re in the game, we think its premature. We think that a move like this shouldn’t have been taken outside the context of a wide range of other measures designed to stabilise the economy and the rate of exchange at this moment in time. This measure taken in what sees to be an awful hurry will simply add to our woes and maybe destabilise the country.

People are uncertain about what exactly is going to happen to the local currency. We have two forms of currency, an electronic currency which governs 90 percent of all transactions (RTGS) and then we have a local paper currency, the bond note, which is only available in $5 and $2 denominations. The problem with this situation is that a great deal of our trade is now done in hard currencies, for example there are some service stations that are only serving fuel in hard currency. They buy their fuel in hard currency, they sell their fuel in hard currency. Many firms I think tomorrow will be closed because they simply don’t know what basis in which to trade or price anything in their shops.

The other problem is that the RTGS dollar has been devaluing very rapidly in the last few weeks. Over the weekend it was reported to have reached 17:1 and when you think that the same currency last year was trading 1:1 or in the parallel market 3:1 against the US dollar, you will understand that has a dramatic impact on domestic pricing. Most people today can’t afford bread, they can’t afford the basics.

Independent member of parliament for Norton Constituency, Temba Mliswa has called on government to urgently deal with Chinese carrying out contracts in the country claiming that they are wantonly disregarding laws in the country.

Speaking on a point of privilege in the House of Assembly on Thursday, Mliswa said that the Chinese are ill treating Zimbabweans to an extent that they beat up a traditional leader in Norton recently.

“These Chinese have absolutely no respect for the country so much that they recently assaulted a chief in Norton and are ill treating and beating everyone under their employment,” said Mliswa.

Mliswa called on the government to seriously consider terminating their contracts or put them into order before they execute a worse act like assaulting the President himself.

“I assure you, Mr Speaker, that if nothing is not done to these people they will eventually end up beating up the President himself. “

The vibrant legislator told parliament that the same Chinese tried to kidnap him on Wednesday when he wanted to go and meet the Chinese ambassador at the factory.

“Yesterday these Chinese closed me at their factory and attempted kidnapping me when I went there to meet with the Chinese Ambassador.”

Mliswa further told parliament that the Chinese are abusing women in Norton and infecting them with incurable sexually transmitted diseases.

“Women in Norton are being infected with strange sexually transmitted diseases by these Chinese and local doctors have declared that the diseases are incurable locally as they are from China, ” said Mliswa.

Mnangagwa Appoints Two Supreme Court Judges

President Emmerson Mnangagwa has appointed High Court judges Charles Hungwe and Nicholas Mathonsi to the Supreme Court after the recent public interviews.

The two participated in recent public interviews along with Justices Felicia Chatukuta, Samuel Kudya, and Elfas Chitakunye.

Justice minister Ziyambi Ziyambi confirmed the appointment of the two judges to the superior court.

“The President has settled for the two, Justices Hungwe and Mathonsi. They will be sworn in soon as Supreme Court judges,” Ziyambi said.

Although attempts to get a comment from Judicial Service Commission (JSC) secretary Walter Chikwanha were fruitless, sources said Justice Mathonsi topped the list followed by Hungwe and Kudya. The JSC had declared two vacant positions at the Supreme Court and five High Court judges applied for the posts.Newsday

Mnangagwa Vows To Cleanse Zanu Pf Of Corrupt Chefs

By Own Correspondent| The ZANU PF Politburo on Wednesday fully endorsed President Emmerson Mnangagwa’s decision to establish a commission of inquiry to investigate allegations of corruption levelled against the party’s bigwigs by the Youth League.

This was revealed by the party’s secretary for information, Simon Khaya Moyo following a Politburo meeting held at the ZANU PF headquarters in Harare on Wednesday.

He said:

The press conference by the national executive of the youth league was debated extensively, centring mainly on corruption.

While the youth league may not have followed the procedure in issuing the statement, however, there is urgent need to call for zero tolerance on corruption.

Appropriate measures must be taken to clean the party and the nation of massive corruption. Corruption is like a veld fire across the width and breadth of the nation.

His Excellency President ED Mnangagwa will constitute a commission of enquiry to investigate the allegations raised by the national youth league executive. This was unanimously endorsed by the Politburo.

The ZANU PF Youth League held a press conference on Monday where they accused several senior party officials of gross corruption.

Among those implicated is the party’s fourth most powerful official, Obert Mpofu and the Reserve Bank of Zimbabwe (RBZ) governor, John Mangudya.

Bishop To Use Helicopter To Spray Holy Water On City To Exorcise Demons

Farai Dziva|A Catholic bishop is planning to spray holy water on a Columbian town to exorcise demons.

According to Newsweek Monsignor Rubén Darío Jaramillo Montoya, the appointed Catholic bishop of Buenaventura, Colombia, said he’s planning to use a navy helicopter to drop gallons of holy water on his town on July 14, which happens to be the feast day of Buenaventura’s patron saint, St. Bonaventure.

As the country’s busiest port, the town has, as Newsweek reports, “been ravaged by paramilitary gangs, who extort, kidnap and terrorize locals.”

“We want to go around the whole of Buenaventura from the air and pour holy water onto it … to see if we exorcise all those demons that are destroying our port,” Bishop Montoya told local media.

“So that God’s blessing comes and gets rid of all the wickedness that is in our streets.”

“In Buenaventura, we have to get rid of the devil to see if we can return the tranquillity that the city has lost with so many crimes, acts of corruption and so much evil and drug trafficking,” he told local media.

“It will be a great public demonstration for the entire community, where we will pour holy water to see if so many bad things end and the devil goes out of here.”

Mabelreign Girls High School have alleged that they are being sexually abused by male teachers.

The students marched to the Mabelreign Police Station with placards demanding the immediate removal of the school head Bertha Kusena, whom they blamed for the poor learning and living conditions at the school.

The students opened up on several cases of sexual harassment by male teachers.

School Headgirl Miriam Kusvayi said:
”The head doesn’t communicate with us and if we make a report she doesn’t give us feedback.

We complained about poor services being offered long back but she acts like everything is fine.

She is not free to us, we also want motherly talk from her but she doesn’t walk around the school just to see hw we are progressing with the school work.”

The school head was not immediately available for a comment on the matter.

Address Political Crisis Before Abandoning Multi-currency Regime :Opposition Party Tells Mnangagwa

Farai Dziva|Opposition party Zimbabwe Economic Freedom Fighters has described as futile and suicidal the decision by Emmerson Mnangagwa’s government to abandon the Multi-currency regime.

As ZEFF, we will not standby whilst our country continues to be drowned in sorrow by a morally bankrupt and economically dysfunctional government imposed on our people by Zanu PF. We strongly believe that Zimbabwe, like every country, should have its own currency which enables its citizens to recognise their dreams, allows any decent government to provide services to the masses and allow the economy to strive on the basis of a free market economy with measured government intervention only when appropriate.

As ZEFF, we note that the current economic status in the country is not a stand-alone event, but a trail and collection of political and economic blunders perpetrated by the ruling party over the past 40 years.

The currency changes as happened on the 24th of June 2019 are therefore nothing but once again, a surprise assault on the helpless and poor Zimbabweans. As ZEFF, we believe the “writing is on the wall” once again, as it was over the numerous fiscal and monetary policy shifts and decisions adopted by this government that have struck once again.
ZEFF is on record that we support a mono-currency regime, a considered and balanced command/market economy through a Government mandate to create a sustainable economic environment that will enable a thriving and inclusive economy for a developmental state. We however completely differ with the ambush mechanics that the ruling party has employed since 1997 through this government. Such destructive, unplanned and un-co-ordinated tactics have not only engraved a stinking tendency of a government whose policy is determined by an overnight signature but further, over a decade, wiped out the economic value of our currency from the pockets of our people;
We believe such a currency adoption strategy is futile and geared towards tracking a straight-line back to the 2007/8 economic status which was characterised by empty shelves in shops, unprecedented inflation levels, shrinking GDP levels, unsteady fiscal and monetary policy, embedded corruption in government, and a hungry and unemployed population. Over a decade, our people have endured shock decisions and energy depleting fiscal and monetary policy decisions devoid of economic logic. Through-out this disaster, those that have benefited continue to trash the little that’s left of every country’s pride, its currency. We remind this government and its looters of its previous tactics that got us to where we are today;

In the hands of this government of Zanu PF, the uncontrolled printing of the currency, as characterised by the 1997 pay-out of ZW$4.2bn (USD300m) to the War Veterans, which wiped out 72% of the value of the Zimbabwean Dollar in the weeks that followed will once again, do the trick. This government couldn’t print the USD/Rand as it can with its own unbacked Bond/RTGS. They have grabbed the printing machine firmly in their hands once again;
The un-characteristic closure and shut down of forex accounts for companies in 2002, introduction of Managed Foreign Exchange Auctions System (“MFEAS”) in 2004, the introduction of the Tradable Foreign Currency Balances System (“TFCBS”) 2006 after the failure of the MFEAS, in the process replacing the dual exchange rate system with the Interbank rate which collapsed drastically. Our people will not be hoodwinked once again, into ploughing their hard-earned savings into look-alike pretend savings called the FCAs, only for this government to wake up one day and forcibly convert these to bonds/RTGS at forced rates once again;
The forced devaluation of the currency on more than 2 prior occasions (in 2000 and 2007) without achieving any meaningful reward to the masses. At each of these devaluations, the black-market exchange rate demanded 10 times further devaluation. We do not forget that in late February 2019 (only 4 months ago), the Bond note/RTGS was pegged at around an entry level of 2.51against the current 12.1 exchange rate to the USD (an average devaluation of 382% over the period. This dwarfs the two occasions above;
We do not forget that Zimbabwe created the first mass of Quadrillionaires in Africa and arguably in the world, who could not afford to buy a packet of condoms in the shops. How much more disgrace can this government dish out to our people;
The introduction of the Bond notes against the wishes of the people, and the supplementary introduction of the RTGS became a catalyst to a worsening Foreign currency crisis. This saw the expansion of mismatch between Money Supply and the supply of forex in the market. This was yet another failed attempt to control a politically induced foreign currency panic solution to an endemic political and leadership vacuum problem.

These induced changes, coupled with a number of overnight pronouncements over the past decade have literally destroyed our economy and in the process, robbed our citizens of a generation of state-driven poverty. We believe Winston Churchill had a reason to suggest that, “If you destroy a free market, you create a black market. If you make 10 000 regulations, you destroy all respect for the law”. This is yet another proof that our government has no solution for the economic problems it created. This is a pure example of Policy uncertainty, a haphazard approach to political economics and a sure way to punch in the final nail to the coffin of all Zimbabweans. In the next few weeks, Zimbabweans should expect to witness unprecedented changes to their lives, socially and economically;

The disappearance of commodities off the shelves of stores, resulting in fewer goods being chased by massive quantities of printed currency;
Inflationary pressures in the regions previously experienced at the height of Zimbabwe’s failed economy;
Consumption and corruption driven monetary supply through the printing machine without any foreign currency or gold backing to give value to the currency;
Diversion of the economic failures through orchestrated brutalisation of the masses who chose to voice against such;
Closure of factories, retail shops against the backdrop of forced price settings by a desperate state;
Long queues for basic commodities such as fuel, bread, cooking oil, meet, maize;
Devaluation of salaries, pensions and purchasing power in general;
Poor liquidity positions for companies which will effectively force closure of industries;
Potentially, a heavy-handed approach by the security cluster in con confisticating foreign currency from the black market.

ZEFF believes that even the most ill-equipped, ill-disciplined government worth the calibre of Zanu PF would have respected the suffering masses of Zimbabwe in its history of chronic failures and merely took its population into confidence before executing yet another ambush to their hard-earned savings. Whilst the intentions are noble and respected, the manner, behaviour and complete lack of consideration of the people, the markets, the business community and the few working-class citizens are left completely exposed.

This government needs to understand that, no amount of regulations will make “the value of a Donkey and a Cow equal overnight”. ZEFF believes a responsible and patriotic government would have, at the least;
Taken prudent steps to build Trust and acceptability of such a currency through a transparent and trusted process consultation process with various stakeholders such as Banks, Civic society, citizens, economic agents etc;
Provided confidence to the international community to obtain goodwill and display the seriousness of government to get this right;
Deliberate paraded of the currency fundamentals to the masses to build buy-in and confidence and avoid minimise disruptions in the financial sector through these massive economic shocks that everyone will experience;


De-link the new currency from the dirty bonds and RTGS and provide room for a clean break from the previous occurrences that Zimbabweans still;
Create a conducive environment in the market to support a sustainable economy through getting rid of corrupt officials at the Reserve Bank, clarification of fiscal policy certainty and equal implementation of the rule of law against corruption in the country;


Pronounce on the turn-around and support strategy to go alongside the implementation and adoption of local and neighbouring Southern African Development Countries as backers of guarantors of such a commitment;
Lastly and certainly not least, at least give it a name. Even the still-born are afforded the human dignity of identity to enable their souls to rest in peace. Even our dear President has no idea whether to call this new craze RTG, Bond, RTGS or Zim Dollar.

Ladies and Gentlemen

It is for me a great honour and indeed a pleasure to have been invited to be the Guest of Honour, and to officially open this Conference dedicated to the subject of Fraud and, of course, to the scourge of corruption more broadly : a scourge which, we have to acknowledge, has imbedded itself so deeply within our society and within our country that few if indeed any aspect of our day-to-day lives remains unaffected thereby or free of its distortions.

It is a scourge which I personally and which the Administration I lead are fully, one-hundred-percent committed to eradicating.

Our approach, from the very onset of the Second Republic, has been Zero Tolerance to Corruption. Progress has been slower than we would have wanted – a reflection NOT of a lack of political will needed to advance the combat against this evil : for I can assure you that the will is there : but a reflection, rather, of the stubborn, self-interested resistance we have met and which, initially at any rate, has tended to impede progress and undermine our good intentions.

That, in turn, is a reflection of how deep the rot has reached; how the beneficiaries of that rot are able to manoeuvre and manipulate the system to their advantage, to keep ahead of law enforcement, weaken the justice system and, in so doing, to continue their nefarious activities, cheating the Government and the people of Zimbabwe.

Distinguished Participants, Ladies and Gentlemen

The slow pace of progress is also a reflection – to some extent anyway – of the level of sophistication and complexity which the corrupt amongst us have brought to bear, so as to mask their crimes, cover their tracks and confound our law enforcement officials.

How many times have we read that the case against Individual X has “failed to take off”, or has been suspended “on a technicality”, or has been dismissed for lack of evidence hard enough to secure a conviction?

Is this carelessness, incompetence or is it, once again, the ugly face of corruption at work?

Our assessment is that, most likely, it is a combination of all three.

Whatever the explanation, it is unacceptable and cannot be tolerated.

And so today’s Conference and its focus on Fraud is not only welcome, but timely : in that it coincides neatly with the enhanced efforts my Administration is making in the fight against corruption : and will assist in focusing attention ever more strongly on the need for us all – each and every one of us – to play our part in exorcising this evil from our midst.

As far as I am aware, our gathering today constitutes the first time that all stakeholders, representing both public and private sectors, academia, civil society, the media, law enforcement agencies and the legal fraternity more broadly have come together : with the objective of creating greater awareness and a deeper understanding of FRAUD in all its sinister forms and, more importantly, to appreciate the negative impact it has on the national economy.

Fraud and corruption more broadly occurs when transparency is lacking, where oversight is weak and, more often than not, where pure avarice comes to the fore, cancelling out what most Zimbabweans know to be right and correct.

And this is something which continues to trouble me and my Administration more generally.

We are an educated nation: we are a God-fearing nation : we place a high value on family values, on respecting and learning from our parents. We know the difference between right and wrong: and so, when we stray from the path of righteousness and when we cross the line into corruption, it is without doubt a conscious decision. We choose to be corrupt.

That is the sickness which has lodged itself within our society and, as I have said, it will require the efforts of each one of us – mothers, fathers, teachers, pastors, managers, media practitioners and, of course, Government, to remove it.

That is our collective challenge. A corruption-free society must be our collective objective.

The alternative – if we simply carry on as we are doing now – is yet further corrosion within society, further distortions within our economy, further damage to our image and to “Brand Zimbabwe”, and yet further hardships for all Zimbabweans, but most especially for the poorest and most vulnerable amongst us.

Corruption and the greed which fuels it undermine our efforts at economic reform, at balancing our budget; they undermine our efforts to address the ease and cost of doing business challenges which are regularly sited as impediments to trade and investment; they undermine our efforts to rebrand and re-market Zimbabwe as a nation where foreign investment is welcome and safe; they undermine progress towards our National Vision – that of a middle-income economy by 2030.

Just as importantly, the scourge of fraud, the theft of public funds and the seeming impotence of our law-enforcement agencies and the justice system more broadly to effectively stop such practices serves to further erode public trust and confidence in Government and its institutions.

When the general citizenship loses faith in those they have elected to govern them; when greed, theft and corruption become as rooted as they are within our country, that corruption and the public disaffection it generates can evolve into an issue of national security – fomenting social disunity, discontent and even leading to civil unrest.

We have seen it occur in other parts of the world. We cannot afford to see it happen here in Zimbabwe.

And so we must do more, more quickly and more effectively to respond to the legitimate concerns of our people with regard to tackling corruption head-on; holding the corrupt fully accountable for their misdeeds; and ensuring that the wealth and assets accumulated by the corrupt on the basis of their avarice, are seized and forfeited to the State as part-restitution for their crimes.

In parallel with such restitution must, of course, come retribution. Those found guilty of such corruption must be sanctioned – where they can reflect upon the consequences of their greed and the shame and misfortune that that greed has brought upon themselves and their families.

Since the advent of the Second Republic, Government has done much to strengthen existing legislation and to introduce additional laws to boost our anti-corruption drive. Significant amendments have been made to tighten-up mandatory reporting and oversight requirements in laws such as

• The Public Finance Management Act
• The Insolvency Act
• The Audit Act
• The Public Entities Corporate Governance Act
• The Companies Act
• The Public Procurement and Disposal of Public Assets Act, and
• The Money Laundering and Proceeds of Crime Act

among others.

We are also working on a Whistle-blower’s Act – to encourage and to protect those who see evil being done and would wish to stop it.

We are in the final stages of appointing Commissioners to the Anti-Corruption Commission; we are strengthening the Office of the Prosecutor General; and we are building capacity in key oversight Agencies such as the Auditor General’s Office, the Accountant General’s Office and the Attorney General’s Office.

We are seeking assistance from international partners to build investigative capacity within key components of our law-enforcement agencies – those tasked with investigating and building solid, evidence-based cases against the corrupt : cases which will hold up in Court and lead to conviction and, where the Court so-decides, incarceration and the forfeiture of assets.

No more impunity: no more excuses!

The corrupt must be brought to book.

I have already said that this fight against corruption is not one that Government can wage alone. All of us – including all of you here today – have a role to play and I urge you, in your deliberations, to work towards a Plan of Action, identifying roles and responsibilities for the various sectors represented here and indicating how we – that is to say Government and yourselves – collectively, can intensify our common battle against the evil of corruption.

Together, we can and must make a difference.

Help us expose gross mismanagement of funds  at Highlands School.

The situation is dire for the boarder pupils, no water, no food, continuous top up of groceries on top of cash.

Its a weekly boarder but they are failing to manage 1 000 dollars per child per term that we are paying for our children.

They ask for groceries on top. Today the children did not go to school because there was no water to cook for them or bath. We as parents has tried to voice out our concerns but to no avail.

The Head is very stubborn and was chased away by parents from the previous school and we say the Head must go. She has failed her mandate.

FULL TEXT: ‘Zimbabwe Suffers From Kwashiokor Of Confidence’ Says Biti

Hon. Speaker Sir, I rise on a matter of privilege in line with Standing Order 68 (d) of the esteemed rules of this august House.  My point of privilege relates to the enactment by the Minister of Finance and Economic Development, of the Reserve Bank of Zimbabwe (RBZ) (Legal Tender Regulations) published as Statutory Instrument (SI) 142:2019.   The native fact of this SI is to officially de-dollarise and adopt in Zimbabwe as the sole legal tender, the Zimbabwean Dollar (Z$).  This is such a matter of public importance in that it touches on the political economy of our country; that is the politics of our country, the economics of our country and indeed the law of our country. 

 On the law, I want to bring your attention to the provision of Section 44 (2) of the Reserve Bank Act of Zimbabwe which introduced the regime of multiple currencies in 2009.  Section 44A (2) makes it clear that the tender in Zimbabwe of the British Pound, the Euro, the United States Dollar, the South African Rand and the Botswana Pula in any transaction shall be deemed to be legal tender.  That being so Hon. Speaker Sir, and Section 44A (2) being an Act of Parliament, the Minister of Finance cannot in a Statutory Instrument repeal an Act of Parliament

So quite clearly Hon. Speaker Sir, Statutory Instrument 142:2019 is ultra vires the provisions of Section 44A (2) of the RBZ Act, so it is wrong on the law. 

On economics Hon. Speaker Sir, a currency is a relationship between your exports and your imports.  As long as you have got a deficit in your current account, I submit that we do not have the current account; we do not have the reserves that are necessary to support our own currency. 

Thirdly, more than anything else, a currency is subject to political confidence.  This country suffers from kwashiorkor of political confidence.  There is absolutely no confidence in this currency.  So, I submit Hon. Speaker, that SI 142:2019 is a disaster; that the attempt to de-dollarise this country is a disaster.  The Minister must as a matter of urgency repeal SI 142:2019.  I thank you Mr. Speaker.

War Vets Rally Behind Matutu’s Anti-Corruption Stance

Jane Mlambo| War veterans have come out in support of the Zanu PF Youths league and Lewis Matutu saying all those implicated in the corruption allegations must vacate their offices until they clear their names.

The war veterans said they stand behind Matutu and the Youth League in their fight against corruption adding that they are ready to resist any attempts to threaten those fighting the scourge.

“The stance taken by the youths that everyone alleged to be associated with any corrupt activities within the ruling party should clear his or her name, first and do the most honorable thing by vacating office until his or her name has been cleared.

“We all know that his excellency the President of Zimbabwe Cde ED Mnangagwa has made several warnings to those who engage in corruption and it seems all is falling on deaf ears, we cannot leave his excellency fighting this battle alone.

“We are in support of all efforts being made to fight the scourge. As war veterans, we do not condone the threats made against the youths for exposing those alleged to be doing or have cases of corruption not cleared.

“We stand by the youths as they are not alone in this fight, threats to those fighting corruption will be resisted by freedom fighters,” said war veterans in a video posted on ZBC.

Harare City Council Intensify Fight Against Defaulters

By Own Correspondent- The City of Harare has escalated their fight against defaulters by threatening to name and shame all individuals and companies who don’t pay their rates.

This comes at a time when the city is having a hard time collecting enough money to treat water and meet its salary obligations simultaneously.

Speaking to the Herald the council’s Corporate Communications Manager, Mike Chideme said:

Harare West MP, Joanna Mamombe Sues ZRP Over Miscarriage

By A Correspondent- Harare West MP Joanna Mamombe (MDC Alliance) has sued the Zimbabwe Republic Police (ZRP) for US$120 000 after suffering a miscarriage, which she alleges was because of police actions.

She reported at Harare Central Police station on May 28, accompanied by her lawyer Obey Shava, where she was advised that she was being charged with violating the Electoral Act.

The legislator was immediately advised that she would be detained in police cells pending her initial court appearance the next day at the Harare Magistrates Court.

Despite the police officers allegedly confiding to Shava that her client was not a flight risk because she was on bail on other serious charges, they detained her after indicating that the matter had political interests such that it would be improper for her to be released.

In his letter of intention to sue, Shava argued that his client’s detention was unlawful.

He said Mamombe was detained by the police as if it was a rule cast in stone that every person arrested must be detained.

In the letter addressed to Police Commissioner-General Godwin Matanga and copied to Home Affairs deputy secretary (finance and administration) and civil division of the Attorney-General’s Office, Shava submitted that the police officers’ conduct was wrongful, irresponsible, barbaric and deplorable and could not go unpunished.

Mamombe submitted that at the time of arrest, she was two months pregnant and a day after release from the police custody, she had a miscarriage, which she claimed was caused by the traumatic experience and stress she underwent while in police custody.

“We contend that the conduct of the police amounts to gross violation of our client’s right to personal liberty and dignity. It is further a gross violation of the unborn baby’s right to life as enshrined in the Zimbabwe Constitution and various international treaties on human rights,” Shava said.

He said the claim of damages would be US$40 000 for pain and suffering, deprivation of personal liberty, violation of human dignity and contumelia as a result of unlawful detention and US$80 000 for gross violation of the unborn child’s right to life.-Newsday

Soldiers’ Boss Pleads For Patience

By Own Correspondent- The commander of the Zimbabwe National Army (ZNA), Edzai Chimonyo, has pleaded with soldiers’ patience at a time when the country’s economic situation is facing a “turbulence”.

The development comes as inflation has enormously eroded salaries of workers thereby risking civil unrest.

Chimonyo was addressing soldiers at Inkomo Barracks recently.

He assured them that the government was working towards improving their remuneration and working conditions. He said:

The government is working to improve the general conditions of service for both the civil service and our armed and security forces and we all need to be patient.

For troops, you are aware that determination to wait is a key skill required in your daily operations. Besides the numerous challenges you are facing in your workplace, I am aware of your ultimate sacrifice as well as your loyalty and dedication to the Republic of Zimbabwe.

In that regard, we are fully committed to regularly review and improve your conditions of service as the country’s economy improves.

Chimonyo’s remarks come at a time when workers in the public service have been threatening industrial action of the the unrelenting economic cirisis. Since last week, teachers and nurses have been on go slow arguing that their salaries no longer permit them to fully execute their duties.

Workers have been demanding an extra US$200 each as an increment to their salaries. Others now believe that the introduction of the Zimbabwean dollar is a way to make sure the US dollar demands go away.-DailyNews

Mnangagwa Beefs Up Supreme Court Bench

By Own Correspondent- President Mnangagwa has appointed two new judges to the Supreme Court bench to beef up human capital and ease the workload. Justices Nicholas Mathonsi and Charles Hungwe were among the five High Court judges who were last week interviewed to fill two vacancies at the Supreme Court.

They will be sworn in on Tuesday next week.

The other judges who participated in the interviews were Justices Alfas Chitakunye, Felistaus Chitakunye and Samuel Kudya.

Justice Hungwe is working in Lesotho following his secondment to that country’s High Court bench. A lawyer by profession Justice Hungwe served the High Court bench for almost 20 years. He joined the High Court bench in 2000.

Justice Hungwe is a war veteran and was the founding chairperson when the Zimbabwe National Liberation War Veterans Association was formed in 1990. Justice Mathonsi joined the High Court bench in 2010. He has worked both at the Harare and Bulawayo courts.

In 2015, the late former Chief Justice Godfrey Chidyausiku named Justice Mathonsi as one of the top performing and hardworking judges.

Opening the 2015 legal year in Harare, the late former Chief Justice singled out Justice Mathonsi for special mention after the former Harare High Court judge wrote a staggering 72 judgments in 2014.

The appointment of the two follows public interviews that were conducted by the Judicial Service Commission last week in terms of the Constitution, which seeks to increase transparency and enhance good governance. After the interviews, the JSC sent a list of “qualified persons as nominees” for the two posts.-StateMedia

Chief Ndiweni Is Out Of Touch With Reality Says Obert Mpofu

By A Correspondent- Zanu Pf politburo member, Obert Mpofu has come out to defend himself against allegations by Chief Ndiweni that he was behind his arrest and had influenced the complainant in their matter, Mr Fetti Mbele, to file criminal charges.

Chief Ndiweni together with his 13 subjects are accused of destroying a villager’s property.

In his defence, Obert Mpofu said Chief Ndiweni was out of touch with reality since he has been out of Zimbabwe for too long. He further reiterates that Chief Ndiweni was in the habit of raising false allegations against Zanu PF and the government. Mpofu went on to describe him as a political for he had never met.

The first accused person (Chief Ndiweni) has been raising false allegations against Zanu-PF and the Government. His problem is that he has been out of the country for a long time hence he has lost touch with the goings on in the country…

Harare Poly Suspends Lecturer For Denigrating ED

Government has suspended a college lecturer from employment after he allegedly denigrated President Emmerson Mnangagwa by accusing the ZANU PF party leader and his government of paying poor salaries to civil servants.

Authorities at Harare Polytechnic College recently served Amos Dauzeni, a lecturer at the college’s Hospitality Department with a suspension letter barring him from reporting for duty after he was accused of misconduct.

According to the misconduct charge sheet, Dauzeni was accused of unbecoming behaviour or indecorous behaviour in breach of section 44(2)(a) of the Public Service Regulations after he allegedly denigrated President Mnangagwa during a conversation which he held with a soldier in a bar in central Harare.

During the conversation with Simbarashe Muti, a member of the Zimbabwe National Army, Dauzeni allegedly shouted that President Mnangagwa had mismanaged the country’s economy resulting in the payment of poor salaries to government workers.

College authorities charged that during the altercation with Muti, who filed a complaint with the institution protesting against Dauzeni’s
conduct, the lecturer reportedly went on to produce a copy of his pay slip, which shows that he earns $465 RTGS and threw it on the floor in front of the soldier and uttered the words “Take this piece of paper and give it to Mnangagwa.”

When Muti told him that he could not do as advised, Dauzeni reportedly scolded him for being President Mnangagwa’s lapdog together with other members of the ZNA.

The college authorities charged that Dauzeni had behaved in a manner un-befitting of a public civil servant. During his three months suspension period, Dauzeni will not be entitled to his salary and allowances and will not be allowed to leave Zimbabwe without the approval of the college authorities.

Dauzeni, who was given two weeks by college authorities to respond to the misconduct charges and is represented by Tinomuda Shoko of Zimbabwe Lawyers for Human Rights (ZLHR), is the latest person to be persecuted for allegedly insulting President Mnangagwa.

According to ZLHR, more than 10 people have been prosecuted or persecuted since December 2017 for allegedly undermining or insulting authority of President Mnangagwa.

During the country’s former leader Robert Mugabe’s reign, more than 200 people were charged with criticising the deposed nonagenarian leader including opposition party supporters, human rights activists and ordinary citizens.

Details Emerge On Munhenzva Bus Accident

By A Correspondent- Thirty-eight people suffered minor injuries when a Munenzva Bus travelling from South Africa veered off the road around midnight on Tuesday.

The accident occurred at the 140km peg along the Beitbridge-Masvingo Road when the bus landed on the roadside guardrails.

The accident was confirmed by Masvingo provincial police spokesperson Chief Inspector Charity Mazula on Wednesday.

She said:

I can confirm that a 69-seater bus towing a trailer, which belongs to Munenzva Bus Company was involved in an accident at the 140km peg along the Beitbridge-Masvingo Road on Tuesday midnight.

It had 63 passengers on board and was travelling from South Africa to Masvingo. The driver of the bus, Tinosengwa Vengai, lost control of the bus at a bridge and it veered off the road and landed on the rails in the process, with 38 people incurring minor injuries.

We advise drivers to rest in order to avoid fatigue.-Newsday

Businessman In Soup For Buying Stolen Ford Ranger

By A Correspondent- A prominent Bulawayo businessman, Mr Phathisani Nkomo, has been defrauded by a Harare car dealer who allegedly sold him a Ford Ranger worth US$43 000 which was stolen from South Africa.

Nkomo, the proprietor of Cosmopolitan Nightclub, Zarah Lounge, Cubana among other businesses, allegedly swapped his black Range Rover and then topped up US$11 500 to buy the stolen car.

Bulawayo acting police spokesperson Inspector Abednico Ncube confirmed the incident.

He said the stolen car was recovered on Saturday and is being held at Drill Hall. 

Insp Ncube said:

We have recovered a Ford Ranger 2017 series that was allegedly stolen from South Africa. CID received a tip off that a Bulawayo businessman, Phathisani Nkomo (47), of Kumalo suburb was in possession of a suspected stolen double cab white Ford Ranger with fake number plate AEZ 9960. The vehicle did not have a rear number plate. After police engaged him he revealed that he had bought the vehicle from a Harare businessman who is now a suspect and has been arrested and is assisting cops with investigations.

Insp Ncube said that police have already contacted Interpol who confirmed that the Ford Ranger was stolen in South Africa. He urged those intending to buy vehicles to be very alert.

He said:

We encourage those intending to buy cars locally to visit the Vehicle Theft Squad who can assist them in checking the real owners of cars they intend to buy.-StateMedia

21k Touts Nabbed

By Own Correspondent- National police spokesperson Assistant Commissioner Paul Nyathi has said that police have arrested more than 21 000 people for touting for passengers countrywide since January.

Nyathi said that the operation is ongoing as police aim at bringing sanity on the roads.

He said:

Since the beginning of this year we have arrested more than 21 000 touts who have appeared in court and some have since paid fines. The operation will continue until there is sanity on the roads.

Asst Comm Nyathi also warned members of the public against clinging onto moving vehicles.

He added:

“Let’s consider the safety of all the farmers before they start embarking on journeys. We have heard of some farmers getting injured after falling from moving trucks.”

Mr Ernest Muchena, Traffic Safety Council of Zimbabwe (TSCZ) Acting Director of Operations said that clinging onto moving vehicles was both an offense under Section 58 of the road traffic Act and also a suicidal act.-StateMedia

Socioeconomic Implications of Zim Dollar Introduction

BY ZIMCODD| On 24 June 2019, the government abolished the 10-year-old multi-currency regime in the country making the Zimbabwe dollar the sole legal tender. The Zimbabwe Coalition on Debt and Development (ZIMCODD) bemoans the apparent policy inconsistency and premature knee jerk reaction.

The need for a local sovereign currency is not disputed, however the government acted against stakeholder expectations of conducting wider consultations with the citizens of Zimbabwe who are the most affected by the abrupt policy pronouncement in line with section 13 (2) of the Constitution which requires Government to involve the people in the formulation and implementation of development plans and programmes that affect them and ensuring that key fundamentals are in place before the introduction of the sovereign currency.

While the adoption of a local currency is one of the several steps that have to be taken in achieving economic recovery, there is need to address the root causes of the current currency crisis which are rampant corruption, mismanagement of public finances and impunity being enjoyed by those that are fuelling the crisis through arbitrage and resource haemorrhage. The untimely adoption of the Zim Dollar will only make the general populace who are the workers both in the formal and informal sector suffer more from the market reactions to SI 142/2019.

In the absence of key fundamentals such as productivity; high levels of capacity utilization; healthy capital account; addressing confidence deficit and trade surplus, ZIMCODD is concerned about the inevitable manifestation of the following implications:

 Challenges for companies and retailers to restock. The sudden policy pronouncement is likely to affect companies (including retailers of basic commodities) whose current inventory was acquired in US$ currency. The ripple effect of this implication might lead to empty shelves pushing prices upwards and massive job cuts as companies try to manage their operating costs.

 Measures announced include the intended sterilisation of $1.2 billion in RTGS funds. ZIMCODD is seriously concerned that sterilisation will result in additional debt for the country and worse still in foreign currency. The RTGS$ Debt to GDP ratio will thus go above 100%, which means our capacity to service the debt will be significantly low. Given the high leverage, the ability to attract lines of credit will equally be low. This is the second time government assumed private sector debt under 10 years. Payable interest on the due amounts will further burden the fiscus and if fundamentals do not improve at a quicker rate, may result in further fiscal misalignment.

 Banning of foreign currencies will further push back the trade in foreign currencies into the black market. Increased scarcity of foreign currencies will only make them more valuable in the market. The comparison of good money and bad money remains unaddressed – and the Gresham’s law maintains that “bad money drives away good money” posing a real threat of persistent cash crisis.

 Selective application of the law in payable taxes. Certain taxes will be payable in foreign currency particularly customs duty and value added tax on imported luxury goods.

This is seen as punitive for citizens particularly because political elites enjoy exemption from these import duties. Inclusive and consultative policy formulation remains key for public buy-in and confidence building. Off the cuff inconsistent policies will not proffer sustainable solutions to the economic challenges bedevilling Zimbabwe.

Predecessor policy prescriptions have consistently failed due to confidence and trust deficit between citizens and duty bearers. ZIMCODD calls upon duty bearers to place high consideration for cushioning the poor, the marginalised and the vulnerable people groups in public policy planning.

Economists Urge Business To Think “Locally” And Stop Pegging Prices In US$

By Own Correspondent- The Economists Roundtable have warned against pegging prices of goods and services in United States dollars.

The warning comes after the Reserve Bank of Zimbabwe introduced Statutory Instrument (SI) 142 of 2019 which bans the use of all foreign currencies for domestic transactions.

Speaking to journalists, former University of Zimbabwe economics lecturer Professor Ashok Chakravarti said that pegging prices against the US$ value was no longer necessary.

He said:

Ever since we dollarised, everybody has been benchmarking against the US dollars.

We are not the United States of America, we are Zimbabwe. We need to start thinking in terms of our local currency, our costs are local costs; we pay our workers in local money, all our costs of production are in local money. 

We need to start thinking in terms of costing, pricing, payments in local currency . . . we must start moving away from benchmarking against the US dollar to using normal prices as everybody does in Zambia. 

People don’t think in US dollars in Zambia or in Malawi or in South Africa, they think in local currency and they price everything in local currency. So it’s an issue of the mindset and psychology, it will take some time.

The reintroduction of the Zimbabwe dollar brings uncertainty and fear amongst Zimbabweans who think the currency will quickly lose value as the original Zimbabwe dollar did in 2008.-Statemedia

Drama As Harare City Tenants Claim Ownership Of Rented Houses As Council issues Eviction Notices

At a CHRA community meeting held yesterday the residents cited that they were told by the government that the houses will be handed over to them after 25 years.

The sentiments by the residents come at a time when Harare City Council has issued a statement threatening eviction of all tenants who are in arrears with the local authority. Last month Chra Harare petitioned the Mayor of Harare to consider the plight of residents living in Council rented houses by;

1.Extending the period of selling council rented houses to sitting tenants 
2.Removal of illegal structure penalties inline with the Council 2017 Resolution
3.Having a clear billing system and issues receipts on Ecocash payments
4. Engage on a massive publicity drive on the issue of Council Rented properties as some tenants have a notion that they own the houses due to political brainwash – CHRA

Ultimatum Over New Currency

By A Correspondent- The National Tripartite Negotiating Forum (TNF) has given government up to Tuesday next week to withdraw Statutory Instrument 142/2019 or face mass action. The SI simultaneously bans the use of multi-currency or domestic transactions and reintroduced the Zimbabwe dollar.

The issuance of the SI has resulted in some people withdrawing their money from foreign currency accounts (FCAs) and some banks reportedly turning away clients citing a central bank directive.

The development was confirmed by Public Service Labour, Public Service and Social Welfare minister, Sekai Nzenza yesterday.

Addressing a Press conference after the inaugural TNF meeting, Nzenza said:

Concern was raised on the consultative process leading to the promulgation of SI 142 of 2019. It was resolved that a proposal be made to Cabinet to consider withdrawal or review of the statutory instrument, with inputs from social partners. Going forward, it was agreed that social and economic policy be discussed at TNF before pronunciation.

Zimbabwe Congress of Trade Unions (ZCTU) president, Peter Mutasa, told the same briefing that if the government does not revoke the ban on the use of multi-currency, workers would take it to the streets.

The meeting also agreed that while the TNF would be used as a platform for social engagement, all parties reserve their rights when they feel aggrieved.-Newsday

Jane Mlambo| Flamboyant businessman Wicknell Chivhayo has warned that Zanu PF Deputy Youths Secretary that his recent move which he said was disrespectiful of the Presidium confirmed that youthful politician’s future in his position was bleak.

Chivhayo who appeared incensed at his inclusion on the list, challenged Matutu or anyone with evidence ‘to report him to the nearest police station.’

Posting on Twitter early morning today, Chivhayo said Matutu’s future in the party was also bleak, citing former Zanu PF Youth Leader Kudzanai Chipanga who ruffled feathers in the party before he was fired together with his G40 cabal.

“It therefore creates a lot of unnecessary confusion and speculation of infighting within our PRESIDIUM. In my view if you can’t respect the appointing authority to such powerful offices (some in the executive) YOUR FUTURE on that position and even in the party is BLEAK…,” tweeted Chivhayo.

Matutu has attracted backlash from most of the people named on his list with Mangudya going a step further to file a ZW$ 1 Million lawsuit against the Zanu PF youth leader.

2 140 Illegal Fuel Dealers Nabbed

 By A Correspondent| Zimbabwe Energy Regulatory Authority (Zera) acting chief executive officer, Eddington Mazambani, has revealed that the authority had caught 2 140 illegal fuel dealers countrywide in the last seven months.

ZERA said that the raid on illegal fuel dealers was part of an ongoing operation to bring sanity in the energy sector.

The operation comes as the country is having acute fuel shortages attributed to foreign currency shortages and illicit fuel deals.

Speaking to the Herald, Mazambani said:

We have completed most of our investigations, with some few cases on conclusion stage. We caught 2 140 errant fuel dealers’ illegally trading fuel or selling fuel in US dollars without licences to do so.

Most of these cases are expected to be taken to court by month end or early next month and all those found guilty will bear the consequences and will be banned for five years.

He added that ZERA has revoked and or withdrawn licences, in that order, of two fuel operators in Bulawayo and another one in Mutare, and service stations belonging to Glow Petroleum and other service stations accused of overcharging fuel.

Energy and Power Development Minister, advocate Fortune Chasi, recently announced that the government has begun the process of bringing down illegal dealings in the fuel sector.

Malawi Ruling Democratic Progressive Party (DPP) has assured development partners, business community and the private sector and the general public that Malawi is not in a crisis.

DPP Publicity Secretary Nicholas Dausi said this Tuesday at a news conference in Lilongwe. Dausi, who is also Minister of Homeland Security assured the public that the country will remain peaceful.

His sentiments follow violence that erupted after May 21 elections results. Opposition
Malawi Congress Party and United Transformation Movement (UTM) disputed the presidential election results which saw President Peter Mutharika emerging winner.

“We would like to assure developmental partners, the business community and private sector that as the DPP Government, we will ensure that the country remains peaceful; that business is not disrupted as we deal with the outstanding issues from the electoral process. We wish to emphasize that the country is not in a crisis and we look forward to the conclusion of the court processes in a peaceful manner so that the country can move forward,” said Dausi.

He was flanked by the party’s Secretary General Grizelder Jeffrey, Treasurer General Jappie Mhango, Director of Research and Training Mark Botomani and Director of Elections Dr. Ben Phiri.

Dausi said those that were involved in vandalism, damage and theft of property during the violence will be brought to book. He commended the police for preventing further violence and property damage.

Dausi called on those perpetrating violence to stop and respect the legal institutions and processes handling the elections court case.

“We urge all peace-loving Malawians, whether they support the DPP or not, to exercise restraint and remain calm as we await the outcome of the court process. We strongly believe that it is paramount to respect the legal institutions and all the processes that are ongoing as these are key pillars of our democracy whose independence must be protected from political interference,” said Dausi.

“The intimidation tactics that have been deployed to hound and demonize MEC officials alarm us and we condemn such conduct in the strongest terms possible as it goes beyond the exercise of any democratic right,” he added.

Malawians went to the polls on May 21 2019 where they elected president, members of parliament and councilors.
