For 42-year-old Shingai, a schoolteacher in Zimbabwe’s capital Harare, the past year has been the best of her adult life as she has been able to get sleep with a clear conscience. This was after she decided to tell her husband that she was raped about two decades ago.

“My father was a driver for one of the [late] vice presidents, so after I finished my Advanced Levels, my father jokingly mentioned to him in passing that he was afraid of going home because I was pestering him about going to college, something that he could not afford,” Shingai said. Her father didn’t appreciate the value of educating a girl and preferred for her to be married to someone who had already been introduced to the family. 

“That is when the VP offered to help in getting a scholarship for me. He suggested that I should come and see him when he was at his rural home.” 

When she went to see him, he raped her and ordered her to come to see him more frequently so as to speed up the process of getting a college admission and a government scholarship. She never did.

Upon returning home Shingai’s family noticed that something terrible had happened to her, but no one dared ask. Possibly knowing his boss’s habits, Shingai’s father angrily quit his job as the VP’s driver, and died shortly after.  

A few months later she married the man her family had chosen for her. 

“For all my adult life, there was one word that scared me… DNA, but not anymore, since I decided to open up to my husband,” Shingai told TRT World. 

After counselling at their church, her husband accepted that it was not his wife’s fault that she was raped, she was just another hapless victim of the mighty in Zimbabwean society. He went on to rule out any paternity tests for their first-born son, insisting that just the tests on their own – no matter the outcome – could needlessly affect their now adult son in a negative way. 

Fortunately for Shingai, it was easy for the husband to believe her rape story because over the years he had silently observed the strange way she reacted when the name of the former vice president was mentioned anywhere, worse still when she saw his picture on the country’s only television channel, or in newspapers. It had baffled him why the man celebrated as a national hero put her off so much, despite her father having worked for him for many years.

The deoxyribonucleic acid (DNA) test that Shingai lived in morbid fear of for many years is no longer just a far off threat as was the case in the past. 

Until five years ago, DNA tests were not available in Zimbabwe. The expensive procedure could only be performed abroad and most citizens could not afford it. This allowed secrets to remain secret, especially for thousands of rape victims who would rather suffer in silence than expose the real fathers of some of their children and then – together with their children – suffer the insults and stigma associated with rape in most African societies. 

Now a local university and several private laboratories are carrying these tests at fees many ordinary citizens can afford. In some cases, these services have been offered free of charge to those that genuinely cannot afford to pay.

While the development has been welcome in general, it has however brought real nightmares to most women who are victims of rape within families. Those women at workplaces, in schools, in churches and in various uneven power relationships, most of whom find it hard to reveal the assaults for fear of losing their marriages, suffering stigma and retribution, or even losing their very lives. 

With DNA tests now easily available, more men with question marks over the paternity of their children are taking up the tests. The secrets that rape victims would only wish to take with them to their graves are publicly revealed, opening old wounds, and this time accompanied with noisy allegations of infidelity in cases where paternity fraud could be proven.

These are victims that, in a 2017 United Nations report, Acting Special Representative of the Secretary-General on Sexual Violence in Conflict, Adama Dieng, said survive rape but often do not survive its social repercussions, adding that many were literally dying of shame, foregoing medical and legal help in order to avoid humiliation.

“Simply stated, stigma kills,” Diengsaid as he pressed the Security Council to redirect the stigma of sexual violence from victim to perpetrator. 

Zimbabwe has more than its own fair share of such victims. From those raped during the country’s 1970s liberation war, to those that fell victim to genocidal rape during the Gukurahundi pogroms of the 1980s, to those raped in the 2008 political violence and right up to those victimised in recent rapes by members of the security forces. There are also those women that are regularly exposed to hazardous situations because of the unforgiving socio-economic situation, like those that have dogged Zimbabwe for the past two decades, with extremely high unemployment and poverty levels. This makes women especially vulnerable to sexual abuse.

The Director of the Women’s Comfort Corner Foundation, Rita Marque-Mbatha, agrees that social stigma is the biggest challenge to victims of rape, starting a chain effect that results in women choosing to suffer in silence and sometimes leading them into complicated lives.

“The way which victims/survivors are treated contribute to secondary trauma,” said Marque-Mbatha, herself a victim of sexual harassment at work who single-handedly defied odds in a 16-year fight for justice. “Any victim/survivor watching the brutal cross examination from the gallery in the courtroom would make a decision not to speak out about the traumatic experience.”

Nyaradzo Mashayamombe, the Executive Director of Tag-A-Life International Trust, an advocacy organisation that promotes girls’ rights, said that on the whole DNA technology is a good thing, and could help those partners abused their partners and made to look after children that are not their own. The only problem is that it is a solution that starts at the wrong end of the problem.

She believes that the technology should be made available for rape survivors so that perpetrators get convicted. This way, she said, more women can confidently report rape leading to fewer secrets, thereby reducing cases of rape victims that end up being seen as paternity fraudsters. 

“DNA is not available where women need it most… soon after they have been raped, so that more perpetrators can be punished and shamed, not the victims, as what is happening now,” Mashayamombe said.

She said the circumstances must be incredibly difficult for any normal woman not to reveal the true paternity of a child and it is these circumstances that society ought to establish.

Even in Western countries, where rape is better reported, studies have pointed out that “a meta-analysis of 28 studies of women and girls aged 14 and older who had had non-consensual sex obtained through force, threat or incapacitation found that 60 percent of these victims didn’t acknowledge that they had been raped”.

This is even worse for countries like Zimbabwe, where the political leadershipdoesn’t take issues such as the rape of women seriously. It took celebrated Zimbabwean author and filmmaker Tsitsi Dangarembga more than a decade to reveal the rape that she suffered in 2004.

A 2018 United States human rights report on Zimbabwe noted that many victims of rape considered it a “fact of life”. 

“Social stigma and societal perceptions that rape was a ‘fact of life’ continued to inhibit reporting of rape,” the report said.— Source: TRT World

Mutodi Says Citizens Should Have Vacated Low Lying Areas Before The Onset Of Tropical Cyclone Idai

By Own Correspondent- Deputy Minister for Information, Publicity and Broadcasting Energy Mutodi said people in areas worst affected by Tropical Cyclone Idai should have vacated following advance warnings of impeding disaster.

Government did not have capacity to evacuate everyone before Cyclone Idai struck.

Said Mutodi:

“Warnings were issued to people through the meteorological services department and those residing in affected areas were supposed to seek shelter in safer zones, but you know people normally do not want to leave their homes. Government did not have enough to vacate everyone.”

However, civil society and politicians have blamed Government for its slow response to Tropical Cyclone Idai.

Election Resource Centre (ERC) boss Tawanda Chimhini said government should have been proactive considering the country has experienced similar disasters before.

Spokesperson for the MDC leader Nelson Chamisa Dr Nkululeko Sibanda said government should have done more to warn citizens and encourage citizens to vacate lower ground.

Sibanda said this could have saved a lot of lives.

Own Correspondent|MDC leader Nelson Chamisa says the disaster preparedness of Zimbabwe is a disaster on its own. Speaking from a tour of the cyclone-hit parts of Manicaland, Chamisa says he had gone to give a :”listening-interface” as well as interact with affected communities.

“My visit to the Manicaland cyclone affected areas was more of a listening-interface and interaction with the communities platform. The affected spoke about their ordeals and shared their harrowing experiences,” Chamisa said.

“I went to Mhandarume, Wengezi, Nyanyadzi,Tanganda halt, Devuli primary school and Birchnough bridge but couldn’t make it to Nedziwa, Ngangu,Kopa, Skyline and other areas in Chipinge most affected by this catastrophic disaster as the roads were impassable.

“I love the people of Manicaland. Chimanimani and Chipinge are great places. I marvel the beauty of our country. We met wonderful people. Though marginalized and tormented, the people have the zeal to better themselves. It really breaks my heart.

“The most affected places are most likely going to remain inaccessible by road.The humanitarian challenge will remain for some time as the cyclone has destroyed sources of livelihoods, it is important for human assistance to remain active beyond Cyclone Idai news headlines.

“We have assembled local teams and leadership on the ground aimed at identifying victims that need further help or medical attention and to enable those victims to be transported to a facility capable of giving them the care they need.

“I salute the brave ordinary people whose personal sacrifices saved lives. The spirit of ubuntu extended by Zimbabweans from all the corners of the country and from the Zimbabwe Diaspora has been unprecedented, exemplary and legendary.

“The lesson to draw from this is that THE PEOPLE UNITED are best able to respond to any emergency. I urge the nation to harness this ubuntu spirit and to use it to build capacity for responding to similar emergencies in the future.

” I acknowledge the intervention of various local, provincial, national and international humanitarian organizations that responded swiftly and continue to respond to save and protect lives.

“The response of the people was better than the response of the State which came like an afterthought when cyclones are a scientific phenomena whose formation and trajectory can be detected and forecast. We saw the Cyclone coming but state did little to warn and remove people from harm’s way.

“With the advent of Climate Change, cyclones have become regular in our part of the world. Citizens would have thought by now the State has learnt something about how to save lives and to protect the people during these deadly cyclones.

“The sad reality is that the the disaster preparedness of the entire infrastructure of the State is itself a disaster. Indeed, devastation caused by Idai,especially the tragic loss of life, has exposed the clear and present danger that the State itself is a disaster.

“Most of our road infrastructure and bridges are substandard and of poor workmanship.What we want here is a National Infrastructure plan for the whole country spanning into 20 to 50 years that speaks to national focus on … roads and rail networks, bridges and bullet trains.

“Haphazard settlement in the countryside is a ticking time bomb.We need integrated national settlement planning upon accelerated rural upliftment program.Have standards even models for structures and houses certified for human habitation thru a district planning commission.

“We must put in place effective disaster preparedness and early warning systems to be put in place through a revamp of the current inadequate mechanisms.

“We need an accelerated industrialization and urbanization upon an integrated upgrade of rural facilities to state-of-the-art level in health, energy, communication and housing. We must think and act SMART. Let’s do it. We will do it!” 

Zimbabwe Set For Extended Fuel And Wheat Shortages Due To Cyclone Idai Effects In Mozambique

Logistics challenges stand in the way of Zimbabwe’s wheat and fuel supplies which are held up at the Beira Port in Mozambique in the aftermath of the devastating Cyclone Idai occurrence.

According to the Grain Millers Association Zimbabwe, 100 truckloads of wheat are held at Mozambique’s Beira port which is inaccessible at the moment because of damages to the road network and some of the port’s facilities.

At a parliamentary hearing in the capital on Tuesday, the association’s President Tafadzwa Musarara (pictured) said the lack of access to the grain could worsen an already precarious position.

He said some of the grains received over the last few days from Beira was wet, also impacted by the cyclone.

Zimbabwe has grappled with a lack of adequate of wheat supplies for a couple of years now and the situation had been compounded since 2016 as forex challenges worsened amidst demand growth.

RBZ and the Grain Millers Association has been working closely to facilitate supplies. Although the efforts have been commendable a huge market gap remains in place.

Over the last few months bakers have sought to increase the price of bread to address the challenges but government’s hand has been visible in controlling the price, thus hampering supply.

Elsewhere the Minister of Transport and Energy also announced on Monday that fuel supplies are held up at Beira as the Feruka pipeline has been affected by the Cyclone. He however allayed shortages, charging that the country had adequate reserves.

Cyclone Idai is an intense tropical cyclone which is the strongest tropical cyclone to strike Southern Africa in a decade. The tenth named storm and record-breaking seventh intense tropical cyclone of the 2018–19 South-West Indian Ocean cyclone season, Idai originated from a tropical depression that formed off the eastern coast of Mozambique on 4 March.

The depression made landfall later in the day and remained a tropical cyclone throughout the entirety of its trek over land. On 9 March, the depression re-emerged into the Mozambique channel and was upgraded into Moderate Tropical Storm Idai next day.

The system then began a stint of rapid intensification, reaching an initial peak intensity as an intense tropical cyclone with winds of 175 km/h (110 mph) on 11 March. Idai then began to weaken due to ongoing structural changes within its inner core, falling to tropical cyclone intensity. Idai’s intensity remained stagnant for about a day or so before it began to re-intensify.

On 14 March, Idai reached peak intensity with maximum sustained winds of 195 km/h (120mph) and a minimum central pressure of 940 hPa (27.76 inHg). Idai then began to weaken as it approached the coast of Mozambique due to less favorable conditions.

On 15 March, Idai made landfall near Beira, Mozambique, as an intense tropical cyclone moving into the eastern parts of Zimbabwe.

Strive Masiyiwa Hires Large Helicopter With 1 Tonne Capacity For Cyclone Rescue

Community Report on the day’s activities in Chimanimani, with thanks to Doug van der Ruit.

First of all, a huge thank you to all, for unbelievable support. It brings tears to my eyes.

The plan on Monday was:
1. Get doctors to Mashonjowa
2. Air force to casavac serious patients to Mutambara Hospital.
3. Air Force to collect doctors from Mashonjowa and take to places of need. With meds.
3. Fly Bob Henson’s helicopter along roads to establish which is best route to tackle.

Unfortunately this is actually what happened.
Really disappointing and very, very frustrating.
1. Met with Air force, discussed plan of action, everyone happy.
2. Bob Henson arrived in his Robinson, with doctor and meds. Much relief.
3. Weather was a little dodgy, but decided to go anyway. Plan to fly in formation with Air Force with casavac patients to Mutambara at their request then see if any doctors arrived to take them to where they are needed. Sadly, this didn’t happen because of a fault with their helicopter, so we flew off without patients deciding to go ahead with recce roads. Air Force later flew off to Chipinge, without any patients.
4. Flew road to Chipinge then to Mashonjowa. Nobody there yet, flew on to Mutambara to collect more meds from them for doctor in Chimanimani. Checked out Wengezi to Skyline road…pretty stuffed, especially near the top. Several bridges down. Picked more meds from guys at Skyline and flew home.
5. Went to Command Center and informed authorities what we did, and what we plan to do.

Tomorrow’s (today) plan is:
1. Presuming Air Force is not around, collect doctors from top of Skyline and take them to where they are needed along with meds.
2. Do more road flying, especially old Chipinge road. I didn’t think about this earlier, but it is a good option, because it bypasses Skyline, but will need lots of work.
3. If Air Force is back, try to get them to move doctors and casavac work. Actually they have been a disappointment.

For the other teams, I would like to suggest carry on as planned. Before work starts on Skyline, we need to fly old Chipinge Road.
The cyclists, please recce the following roads into the Biriwiri area, Chikwizi, Mhakwe, Shinga. Any road that comes from Nyanyadzi side into Biriwiri area. The people there need help, and we cannot access from Chimanimani side.

Cyclone Idai Ravaged Areas To Go Without Electricity At Least For The Next Four Weeks

Opposition MDC leader Nelson Chamisa helps clear a bridge affected by the cyclone in Chipinge.

Own Correspondent|Following a tropical cyclone that tore through the eastern parts of Zimbabwe, the southern African country is weighing up the loss of life as well as the impact of the damage to infrastructure such as roads, bridges and business.

According to a member of the Confederation of Zimbabwe Industry, Henry Nemaire, who is based in the affected Manicaland region, there has been extensive damage in terms of road infrastructure which has made some business operations such as plantations inaccessible. Most of Zimbabwe’s plantations are in the Eastern Highlands region.

“There is extensive damage in terms of roads, bridges and power lines …

“The main focus is to make sure that power is restored in the Chimanimani and Chipinge district where most of the export oriented farms are located.

Nemaire said the farms might have to power factories for the next four weeks.

“But for us to be producing export goods, using diesel, it will be too expensive for the export market, so we need power to be restored urgently.”

He also called on Government to waiver duty on fuel for the affected companies ranging from timber, tea, coffee, macadamia and avocado plantations.

Listed entity, Ariston Holdings, which counts South Africa’s Origin Global Holdings Limited as its major shareholder, has macadamia and avocado plantations in one of the ravaged areas, Chipinge.

Reports from the company say in addition to the damage on buildings, warehouses and other facilities at the farms, the macadamia and avocado plantations were also heavily damaged.

While the extent of the damage is still to be ascertained, Ariston is heavily invested in macadamia having invested in a world class nuts processing plant and irrigation facilities as well as doubling of production to 1 351 tonnes. Last year, its avocado exports stood at 160 tonnes.

Tanganda, owned by Pick n Pay partner Meikles, has 458 hectares of avocado and 779 hectares of macadamia nuts.

“We also hope that the national engineering team will also help in restoring access to affected areas,” said Nemaire.

The Ministry of Transport and Infrastructural Development has already implemented an Emergency Response Plan, that is aimed at opening up washed away roads and repairing bridges to enable accessibility in Chimanimani in the shortest time possible, according to Transport Minister Joel Matiza.

Some roads and bridges in Chimanimani are currently cordoned off to make way for engineers to work on the damaged roads in the shortest possible time.

Goods Seized By ZIMRA To Be Donated To Cyclone Idai Survivors

Farai Dziva|Goods confiscated by ZIMRA will be donated to survivors of Tropical Cyclone Idai.

This was disclosed by Finance and Economic Development Ministry Permanent Secretary, George Guvamatanga.

Guvamatanga said blankets, clothing and food seized by ZIMRA will be distributed to the survivors of Tropical Cyclone Idai.

“With regards to basic necessities, such as blankets, clothing and food, the Accountant-General and Zimra are working out modalities of ensuring that current stocks of forfeited goods become available to the families in need.

Your officials will need to liaise with the Accountant-General on the requirements and modalities of distribution.

Our team of officials led by Mr B. Mupuriri, the director implementation and monitoring department, will be in Manicaland to provide immediate assistance in the recovery efforts,” said Guvamatanga.

New ZIMRA Board Chairperson At Loggerheads With Workers

The Zimbabwe Revenue And Allied Workers Trade Union ZIMRATU is appalled by the conduct of the newly appointed Zimbabwe Revenue Authority board chairperson Callisto Jokonya and his failure to provide leadership on critical issues affecting the revenue authority.

ZIMRATU is also worried by Jokonya’s wanton attacks on collective bargaining processes whereby he threatened not to review workers’ salaries until they rid themselves of corruption and direct attacks on individuals for being members of the union and leaders of the Zimbabwe Congress of Trade Unions.

His displays of arrogance by refusing to entertain questions from employees and unsubstantiated allegations of corruption against employees boarders on victimization to silence workers against raising grievances. ZIMRATU would like to make it clear to Jokonya that collective bargaining processes cannot be dictated but are a product of mutual negotiations.

We do not take such attacks lightly as they are meant to instil fear among workers leaders and eventually the membership in general. Any attack on trade union leaders is an attack on our stomachs and livelihoods as workers.

His utterances that fighting corruption, reviewing workers conditions of service in light of the prevailing economic challenges and that educating taxpayers to be tax compliant lacked substance, are worrisome.

Mnangagwa Is A Heartless, Uncaring Leader- Noah Manyika

Farai Dziva| Opposition leader Noah Manyika has said Emmerson Mnangagwa is a hardhearted and uncaring leader.

The Build Zimbabwe leader has further argued that Mnangagwa is living up to his reputation of being a hardhearted man.

Manyika was commenting on Mnangagwa’s response to disasters affecting ordinary Zimbabweans in the past three months. He also has als said Mnangagwa is not proactive as evidenced by his failure to give warnings from his office prior to the effects of the Cyclone Idai.

“Those cases include the shootings, the Battlefields mining disaster, the situation in our hospitals, and now Cyclone Idai. When the President left the country to go to the UAE, he was aware of the effects of cyclone Idai. There were no warnings from his office, no plans for people in the direct path of the storm to be evacuated, cutting short a trip he should have had the decency to postpone or cancel is meaningless.

What we see is a President living up to his reputation of being a hardhearted man in spite of his claims that he is as soft as wool.”

Outcry As PSL Hikes Gate Entry Charges

Farai Dziva|The Premier Soccer League has agreed to raise gate entry charges for all league matches in the upcoming season, triggering an outcry from football fans.

The charges were pegged at $3 for the cheapest ticket in the past campaigns but will now cost $5 (RTGS dollars). Big games will attract a charge of up to $10 for the rest of the ground.

The increment is due to the economic changes being experienced in the country. Zifa has also increased the fees, putting the cheapest ticket for the upcoming Warriors match against Congo at $10.

The 2019 Castle Lager Premier Soccer League season is set to start on Saturday, 30 March.

Matthew Rusike In Milestone Move To Norway

Farai Dziva| Warriors star Matthew Rusike left Cape Town City last week to join Norwegian club, Stabæk Fotball after spending just over a year at the Absa Premiership club.

The 28-year-old striker made just 13 appearances in all competitions for City this season and scored two goals. However, he played no part in the team’s last seven league encounters.

South African football website, Soccer Laduma has reported that Rusike was released by his employers despite having three months left on the contract.

The release was necessitated by the club’s eagerness to create some space on their wage bill. The Zimbabwean was reportedly among the highest earners at the Cape Town-based outfit.

The fact that the player fell out of favour under the mentorship of Head Coach Benni McCarthy also forced the management to make a quick decision about his immediate future.

Mayor Maboke Defiant, Vows To Continue With His Duties

Farai Dziva|Masvingo Mayor Councillor Collins Maboke has vowed to continue with his duties at the Civic Centre.

In spite of being ordered to step down by MDC A leader Nelson Chamisa, Maboke is unfazed by the directive.

Maboke was given a one-week ultimatum to leave his mayoral post or face expulsion. Maboke has indicated that he will only respond to Chamisa’s threats if he receives communication in writing.

“I was away on the day in question (last Saturday) attending a family bereavement. I cannot be bound by an announcement made in public, more so when I was not even present at the said meeting.

The party has official channels of communicating and I am yet to receive anything, so as of now I am continuing with my mayoral duties,” said Maboke.

“In the event I receive official communication I will then make available my response.”

UNISA Employee Accused Of Sexually Abusing Nude Protester Gugu Ncube, Cleared Of Any Wrong Doing.

The University of South Africa (Unisa) says one of its employees has been cleared of wrongdoing following a woman’s claims that he asked her to perform sexual favours so she could keep her job at the Unisa Centre for Early Childhood Education (UCECE).

The investigation into the claims by Gugu Ncube was conducted by Unisa’s internal employee relations directorate.

“It considered evidence in the form of SMS exchanges and witness statements/affidavits. Based on these, the investigation concluded that there was no merit to the allegations.

“Ms Ncube had also laid a charge of rape with the South African Police Service (SAPS), [and the] investigation also arrived at the conclusion that there was no merit to the allegation,” Unisa spokesperson Martin Ramotshela told News 24 on Monday.

Unisa did not share a physical report or findings with News24.

Naked protest

Last week, Ncube was arrested after staging a naked protest at the Union Buildings.

She said she wanted to alert President Cyril Ramaphosa of the alleged abuse she had suffered at the hands of Unisa, as well as the SAPS.

But, instead of meeting the president, police arrested and charged her with public indecency.

During the demonstration, Ncube repeated her sexual harassment claims, which the man she accused denied.

“Our client has denied the allegations and there were no findings against him. In fact, in January last year, [Ncube] retracted the allegations,” his lawyer Jeffrey Maluleke told News24 on Monday.

While the institution confirms that the man is an employee, it says that he served in the UCECE in his personal capacity.

“He served on the Board of Trustees of UCECE in his private capacity or deployed by another entity. He was not deployed by Unisa to the board,” Ramotshela explained.

The institution also said the UCECE was an independent entity established in terms of the Trust Property Control Act 57 of 1988, which had its own board of trustees and ran its own affairs.

“Unisa has no authority whatsoever to interfere in the affairs of UCECE. Whilst the university respects the rights of its employees to serve on boards and other structures outside the university, this does not translate into the university having the right to interfere in the affairs of the structures.

“UCECE is no exception,” Ramotshela said.

Unisa claims to have never distanced itself from Ncube’s allegations but rather sought to clarify its relationship with the crèche where she was employed.

“For purposes of access control, the crèche staff are issued with Unisa access cards. The issuing of an access card is not a confirmation of employment by Unisa, but just a means of facilitating and controlling access to and out of the Unisa premises.

“Access cards are issued to staff, students and contractors rendering a service on university premises,” Ramotshela said in response.

Ncube’s attorney, Mpho Nefuri told News24 that she was not aware of any investigation or findings that cleared the alleged perpetrator.

“I don’t know anything about this. We were not made aware of this.

“We have not even received any form of communication from Unisa at this point, only the media,” she said.

Meanwhile, previous victims of Gugu Ncube’s similar allegations have convened a press conference on Wednesday in Johannesburg to emphasise that Gugu is fabricating the allegations against the UNISA senior staff member.

Amongst those who are going to be at the press conference are Africa Diaspora Forum leader Marc Gubbafou who Gugu sensationally accused of raping her last year.

Also set to appear is popular Johannesburg pastor Acts Aota who Gugu named and shamed on social media as having abused her.

Last week Masvingo District Administrator Roy Hove suspended the operations of Community Tolerance Reconciliation and Development (COTRAD) in Masvingo District following a directive from Emmerson Mnangagwa.

COTRAD has since filed court papers opposing the suspension.

Yesterday Hove threatened to block all NGO activities in Masvingo Province.

“We have the power and influence to stop you from carrying out your operations,” Hove told representatives of NGOs in the ancient city of Masvingo.

Boeing To Train Pilots On New Software On 737 Max Developed After Crash

Boeing announced on Tuesday that it would soon release a software update and related pilot training for the 737 MAX that will address concerns discovered in the aftermath of the Lion Air Flight 610 accident in October last year.

“We’ve been working in full cooperation with the US Federal Aviation Administration (FAA), the Department of Transportation and the National Transportation Safety Board on all issues relating to both the Lion Air and the Ethiopian Airlines accidents since the Lion Air accident occurred in October last year,” Dennis Muilenburg, chair, president and CEO of Boeing, said in a statement.

“Based on facts from the Lion Air Flight 610 accident, and emerging data as it becomes available from the Ethiopian Airlines Flight 302 accident, we’re taking actions to fully ensure the safety of the 737 MAX. “We also understand and regret the challenges for our customers and the flying public caused by the fleet’s grounding.”

He said work was progressing thoroughly and rapidly to learn more about the Ethiopian Airlines accident and understand the information from the airplane’s cockpit voice and flight data recorders.”Our team is on-site with investigators to support the investigation and provide technical expertise. The Ethiopia Accident Investigation Bureau will determine when and how it’s appropriate to release additional details,” said Muilenburg.

“We’re united with our airline customers, international regulators and government authorities in our efforts to support the most recent investigation, understand the facts of what happened and help prevent future tragedies.”

Fin24 reported earlier that the sovereignty, integrity and role of civil aviation regulators have become the focus of debate in aviation circles since the fatal crash of an Ethiopian Airlines Boeing 737 MAX 8.

The SA Civil Aviation Authority (SACAA), like the US FAA, did not order the grounding of this aircraft model as a precaution immediately after the Ethiopian Airlines crash.

It was only days later that US President Donald Trump announced the grounding of all Boeing 737 MAX 8s. This step, supported by the manufacturer Boeing, effectively grounded all 371 of these planes in operation around the world.

In South Africa, meanwhile, there is still not an official airworthiness directive on the SACAA website to make it mandatory to ground all MAX 8s.

Approached for comment, SACAA spokesperson Kabelo Ledwaba said in the authority’s view it was not necessary to issue one in SA, as only Comair had a MAX 8 that was flying in and out of SA in service, and this aircraft had been voluntarily grounded.

Ledwaba emphasised that immediately after the Ethiopian Airlines crash, SACAA started its engagements with Comair and Boeing.

Kasukuwere Anger Is Misdirected: Mutodi

Farai Dziva|Deputy Information Minister, Energy Mutodi, has described former Zanu PF Political Commissar, Saviour Kasukuwere’ s comments on Twitter as misdirected anger.

Last week Kasukuwere vowed to take the fight to protect his territorial integrity -to Emmerson Mnangagwa.

“Former Minister Saviour Kasukuwere’s anger is misdirected.

While attaching one’s immovable property for skipping bail is horrifying and disgusting, he cannot blame the ED Mnangagwa administration for allowing the rule of law to prevail. The 8th Parliament must have outlawed such laws,” argued Mutodi.

HP Recalls 80 000 Laptops Whose Batteries Explode And Cause Fire.

HP has recalled 78,500 laptops and workstations, over fears their batteries pose “fire and burn hazards”.

The affected computers were all sold between December 2015 and April 2018, and include various ProBook models, along with models in the Envy, x360 and Notebook range.

HP is urging anyone with one of these laptops to request a replacement battery and apply a software update that switches their battery into safe mode, preventing it from charging.

“The quality and safety of all HP products is our top priority,” the company said in a statement.

“We learned that batteries provided by one of our suppliers for certain notebook computers and mobile workstations present a potential safety concern.

“We took immediate action to address the issue and are replacing the batteries in question.

“This action pertains to approximately 0.1% of the HP systems sold globally during the recall time period.”

This is an extension to the recall that HP first announced in January 2018 that involved 50,000 devices.

The extended recall was issued in January 2019, but the US Consumer Product Safety Commission only got around to announcing it last week, because the US government has been in shutdown.

Chamisa yesterday toured Chimanimani to offer support to victims of Tropical Cyclone Idai.

He said:

“We did what we do with our own resources sourced from our own savings and from well wishers. We continue to help as the situation in the East urgently requires intervention.

What I witnessed yesterday left my heart torn and bleeding. People lost their lives, some still missing, homes, livestock and infrastructure destroyed. The people have no food and clothes.

Those in control of taxpayers’ money must have heart and feelings, stop useless trips and use that money to alleviate the situation.”

Idai Left Bodies Floating On Water And Survivors Hanging On Trees For Dear Life

More than a thousand people are feared to have died in a cyclone that smashed into Mozambique last week, while scores were killed and more than 200 are missing in neighboring Zimbabwe.

The city of Beira in central Mozambique bore Cyclone Idai’s full wrath on Thursday before the storm barrelled on to neighbouring Zimbabwe, unleashing fierce winds and flash floods and washing away roads and houses.

“For the moment we have registered 84 deaths officially, but when we flew over the area… this morning to understand what’s going on, everything indicates that we could register more than 1,000 deaths,” Mozambican President Filipe Nyusi said in a nationwide address.

“This is a real humanitarian disaster,” he said. “More than 100,000 people are in danger”.

Survivors have taken refuge in trees while awaiting help, the president added.

Aerial photographs released by a Christian non-profit organisation, the Mission Aviation Fellowship, showed groups of people stuck on rooftops with flood waters up to window level.

“The scale of damage… (in) Beira is massive and horrifying”, the International Federation of Red Cross and Red Crescent Societies (IFRC) said.

Ninety percent of the city of some 530,000 people and its surrounding area has been “damaged or destroyed,” it said in a statement.

“The situation is terrible. The scale of devastation is enormous,” the IFRC’s Jamie LeSueur said.

“Almost everything is destroyed. Communication lines have been completely cut and roads have been destroyed. Some affected communities are not accessible.”

A large dam burst on Sunday and cut off the last road to Beira, he said.

Sofala province governor Alberto Mondlane warned that the “biggest threat we have now, even bigger than the cyclone, is floods because it’s raining more and more”.

Emma Beaty, coordinator of a grouping of NGOs known as Cosaco, said: “We’ve never had something of this magnitude before in Mozambique”.

“Some dams have broken, and others have reached full capacity, they’ll very soon open the flood gates. It’s a convergence of flooding, cyclones, dams breaking and making a potential wave: everything’s in place so we get a perfect storm.”

Nyusi said the Pungwe and Buzi rivers in central Mozambique “have burst their banks and engulfed entire villages.”

“Communities are isolated and bodies are floating” on the waters, he said.

Beira international airport was closed because of cyclone damage but later reopened.

Mnangagwa Insist There Was “No Basis” Free Elections Calls And Rigging “Satisfied People’s Needs” – How Insulting!

By Nomusa Garikai: “We feel that we are almost two decades behind in terms of development as a result of economic sanctions that have been imposed on us,” Emmerson Mnangagwa told The National in an interview in Abu Dhabi on Sunday.

“We are saying yes, we wish that these sanctions would be removed
yesterday by those who have imposed sanctions on us, but beyond that we
should not put our heads in the sand and cry,” he said. “We should, with the resources that we have, do our best to attract global finance into our
economy.”

But asked if the administration of US President Donald Trump had detailed
the required reform it wants to see in order to lift sanctions, Mr Mnangagwa said the measures had “no basis at all” and that he would not take action to please another country simply to see them removed.

I salute those at The National Abu Dhabi for asking that question because the Americans had indeed given a detailed list of what Zanu PF had to do for the sanctions to lifted. The list included:

-Making sure the 3 million or so Zimbabweans in the diaspora were
given the opportunity to register and to vote

-The country’s public media must give fair coverage to all the
contestants in the elections

-The election process is transparent, free, fair and credible, etc.

President Mnangagwa had promised to hold free, fair and credible elections
and there was nothing on the US list that anyone interested in delivering on that promise would object to. Nothing! And yet he went on to blatantly
disregard even the most basic requirements for free and fair elections such
as producing a verified voters’ roll.

“We cannot say that there is something which we must do to satisfy
America,” explained Mnangagwa. “Our concern is to do those things which
satisfy the needs of our people.”

How does denying 3 million Zimbabweans in the diaspora a vote “satisfy”
their needs? With no verified voters’ roll it is impossible to verify who voted in last year’s elections, how they voted, etc. By failing to hold free, fair and credible elections Zanu PF only confirmed that Zimbabwe was still a pariah state ruled by lawless thugs. It is naïve to think investors would want to do business in a pariah state. Who does rigging elections and sending away would be investors help meet the people’s need for meaningful economic recovery?

Mnangagwa and his Zanu PF junta are beyond the pale, the regime should
not be allowed to remain in office one more day even as a partner in a GNU. The regime rigged last year’s elections, it has no democratic mandate to rule
and must be forced to step down, certainly before the 2023 elections.

If Zanu PF is in power in 2023, the party will rig the elections and extend its
illegitimate and tyrannical rule. That would be unforgivable!

Sonica Tavengerweyi from Chibaya Village under Chief Mukanganwi died after her hut collapsed while she was sleeping when Cyclone Idai struck.

Magistrate Lecturers Man Who Assaulted Own Mother Over Her Boyfriend On Virtues Of Respect

A 23-YEAR-OLD man from Bulawayo has been sentenced to three months in jail for assaulting his mother after she brought her lover to their home.

Bhekumuzi Ngwenya of Lobengula Extension throttled his mother Ms Sikhanyisiwe Ngwenya after he got home drunk.

Ngwenya appeared before Western Commonage magistrate Mr Stephen Ndlovu and pleaded not guilty to a charge of domestic violence.

Mr Ndlovu gave Ngwenya a lecture on the virtues of respecting one’s parent before sentencing him to three months in prison which were suspended on condition that he performs 105 hours of community service at Lobengula Secondary School.

“A person who has the guts to assault his own mother is not fit to be in society. Culturally that is taboo and it is a serious offence so you do not deserve to be in the community,” he said.

Ngwenya told the court that he did not touch his mother but had an argument with her boyfriend.

“I never did anything to my mother, the person I had a problem with was her boyfriend and as we were talking an argument ensued between us. My mother tried to solve the issue and that is when we had a misunderstanding,” he said.

The prosecutor, Mr Tapiwa Solani, said on Tuesday last week, Ngwenya got home at around 11PM and found his mother sleeping with her boyfriend.

“Ngwenya ordered the man to leave their home and his mother stopped him from chasing the man away. That did not go down well with him. A misunderstanding arose between them and he choked his mother,” he said.

The court heard that Ms Ngwenya was saved by her elder son who dragged Ngwenya and took him outside the house.

On the following day, Ms Ngwenya reported the matter to the police and Ngwenya was arrested.

The magistrate asked Ms Ngwenya what sentence she wanted her son to be given.

She said community service would be punishment enough.

“I wouldn’t want him to be given a jail sentence. I reported the matter because I could not discipline him,” Ms Ngwenya said.

Burial Spaces Run Out In Chimanimani As More Cyclone Idai Deaths Are Reported

The victims of Cyclone Idai in Manicaland have unite and made coffins for their departed relatives and buried them two-two per grave due unavailable of burial spaces and the large number of people affected.

One of the doctors on the ground in Chimanimani gave an update about the situation as it was on Tuesday:

Most patients here are stable but they need transferring to a bigger hospital. We also have two pregnant women who need urgent transferring as well for C section due to complications. There is no equipment for that procedure here.

Yesterday (Monday) there were burials. A local guy donated timber and people volunteered and made coffins. People were buried in twos per grave. About 53 in number. Some of those admitted couldn’t their children’s burials. 

The worst part is that there are still a lot of areas where there has not been any recovery effort and a lot of people are missing.  Probably buried in their homes from mudslides. 

A recovery effort will take place today. The army has promised to ehlp transport patients and also lead the recovery efforts.

It will take lots of time for this community to recover. A lot of people lost everything.

Mutodi Blasts Kasukuwere Over “Misdirected Anger” Targeting Mnangagwa

By Own Correspondent- Information and Publicity Ministry Deputy Spokesperson Energy Mutodi has said former Cabinet Minister Saviour Kasukuwere’s anger over the attachment of his property by the state is correct but misdirected.

Mutodi advised Kasukuwere to stop directing his anger at President Emmerson Mnangagwa since the administration was merely implementing what the law stipulated.

He said:

Zambia’s Lungu Sends Condolence Message To Zimbabwe, Mozambique

President Edgar Lungu of Zambia has sent a message of condolences to his counterparts in Malawi, Mozambique and Zimbabwe following deaths, injuries and widespread destruction caused by tropical storm, Cyclone Idai.

In a message to President Emmerson Mnangagwa, President Lungu expressed heartfelt condolences to his counterpart and to the people of Zimbabwe on the tragic weather incident.

“As we mourn with you during this period of grief, we pray that God Almighty will grant comfort to the bereaved families and we wish those injured a speedy recovery. We pray that the nation will find strength to overcome this loss. Please accept, Your Excellency, the assurances of my highest consideration,” he said.

In a message sent to President Peter Mutharika of Malawi, President Lungu said he learnt with deep sadness the effects of the cyclone which claimed several lives, injured thousands and left a trail of widespread property destruction.

President Lungu said the thoughts and prayers of the Zambian government are with the bereaved families and wishes the injured a speedy recovery.

“Commercial And Housing Construction Projects Are The Greatest Threat To Wetlands”: Mupfumira

By Own Correspondent- Presenting oral evidence before parliament, Environment and Tourism minister Prisca Mupfumira said the construction of houses and other related projects posed the greatest threat to wetlands.

Mupfumira also said none cooperation by citizens and the unwillingness by projects managers to comply with environmental laws threatened the existence of wetlands.

She said:

“There has been growing pressure and conflict in the manner in which wetlands should be utilised in Zimbabwe.

Commercial and housing construction projects are the greatest threats to wetlands in urban areas followed by unsustainable agricultural activities, resource extraction and veld fires in rural areas.

Non cooperation by citizens, negative attitudes by project developers, lack of appreciation on wetlands values, low compliance by local authorities and competing human interests tend to negate proper wetland management.”

Masvingo Mayor Defies Chamisa, Vows To Continue His Duties

Tension continues to mount within the beleaguered MDC here, as Masvingo Mayor Councillor Collins Maboke yesterday vowed to continue with his duties at Town House despite being ordered to step down by party leader Mr Nelson Chamisa. 

Mr Chamisa met members of his party’s provincial executive at the weekend at a tension-filled meeting at Mucheke Hall where he gave Cllr Maboke a one-week ultimatum to relinquish his mayoral post or face the boot. 

Cllr Maboke, who was voted city mayor after winning Ward 2 on an MDC-Alliance ticket in last year’s harmonised elections, has been living on borrowed time after Mr Chamisa sometime late last year ordered him to step down from the post. 

Cllr Maboke, an advocate by profession, is being accused of conniving with Zanu-PF to ensure the ruling party Ward 6 Cllr Wellington Mahwende was voted deputy mayor, despite Zanu-PF controlling only three wards of the local authority’s 10.

The MDC leadership wants Cllr Maboke to pave way for Ward 4 Cllr Godfrey Kurauone. Mr Chamisa’s ultimatum came after the onslaught against Cllr Maboke appeared to have fizzled out. 

Mr Chamisa insisted that the MDC Alliance has rules that should be followed by all party members, including Cllr Maboke, pointing out that he should heed the party’s call to step down or risk summary expulsion from MDC. 

Cllr Maboke yesterday said he was not bound by an announcement made by Mr Chamisa in his absence and vowed to continue with his mayoral duties.

He said he will only respond to Mr Chamisa’s threat if he receives communication in writing. 

“I was away on the day in question (last Saturday) attending a family bereavement after my brother passed on,” he said. 

“I cannot be bound by an announcement made in public, moreso when I was not even present at the said meeting. “The party has official channels of communicating and I am yet to receive anything, so as of now I am continuing with my mayoral duties. In the event I receive official communication I will then make available my response. 

“Right now I am coming from a meeting that had been scheduled with the Minister (of Local Government, Public Works and National Housing July Moyo), who unfortunately was not available as he was attending to challenges associated with Cyclone Idai in Manicaland.” 

It is believed any knee-jerk decision by Mr Chamisa to fire Cllr Maboke would boomerang on the MDC leader as the Ward 2 councillor enjoys strong support and will likely retain the ward as an independent candidate in the event of a by-election. 

Mr Chamisa’s visit to Masvingo also reportedly muddied his party’s political waters, amid worsening divisions and fresh turmoil blamed on the MDC leader after he appeared to roundly condemn the incumbent provincial executive led by Mr James Gumbi in favour of another faction led by Mr Tongai Matutu, a former Masvingo Urban legislator.

Analysts said Mr Chamisa’s move will further stoke tension and tear the party along factional lines as the MDC’s potentially explosive national congress looms.

MDC Warned To Disassociate Party From G40 Stalwarts

By Own Correspondent- Journalist Brighton Musonza has advised opposition MDC to disassociate themselves from former members of a Zanu PF faction known as the Generation 40 (G40).

G40 was fronted by self exiled Professor Jonathan Moyo, Saviour Kasukuwere and Patrick Zhuwao.

Said Musonza:

“While it’s understandable there is evidence of converging political interests of the MDC Alliance and G40, if had my way I would advise the former to keep itself away from Jonathan Moyo et al. That lot is used to a culture of Zanu PF politics and forever remain Zanu PF.”

Since his escape from the bloody coup in November 2017 Prof. Moyo started blasting the current Zanu Pf leader Emmerson Mnangagwa describing as a coup leader.

Prof Moyo has also shown support for opposition leader Nelson Chamisa. He has since November 2017 been one of the active online campaigners for Chamisa as the country moved towards the 2018 harmonised elections.

US Report On Corruption Exposes Mnangagwa

By Own Correspondent- According to a 2018 Human Rights Report prepared by the US Department of State, Bureau of Democracy, Human Rights and Labour, “police frequently arrested citizens for low-level corruption while ignoring reports implicating high-level businesspersons and politicians”.

The country continued to experience both petty and grand corruption, defined respectively by Transparency International Zimbabwe as an “everyday abuse of entrusted power by low- to mid-level public officials” and “an abuse of high-level power by political elites”.

The report also exposed government over its failure to enforce its policy requiring public officials to declare their assets and disclose interests in transactions that form part of their public mandate.

FULL TEXT: Amnesty Tells Govt To Ramp Up Rescue Efforts In Chimanimani And Chipinge

With hundreds of people confirmed dead and thousands others missing or displaced after a devastating cyclone hit Mozambique, Zimbabwe and parts of Malawi, Amnesty International is calling on foreign governments, including regional leaders, to ramp up efforts and resources available for rescue efforts.

The organization said the focus should be on saving people who are still trapped in the affected areas and ensuring that humanitarian assistance is provided to so that people’s basic needs are met and their human rights are protected.

With the cyclone expected to move further west, the authorities should also aim to mitigate further loss of life by devising early-warning mechanisms and other risk-reduction strategies.

“The Southern African Development Community and the international community must provide the necessary resources to aid rescue efforts in the countries hit by Cyclone Idai in order to save lives and provide relief for those who have lost their homes and livelihoods,” said Muleya Mwananyanda, Deputy Regional Director for Southern Africa.

Cyclone Idai hit Zimbabwe and Mozambique between 14 and 16 March. The powerful cyclone was predicted by the South African Weather Service on 11 March.
Hundreds of people remain trapped in the cyclone-hit areas, while some are still unaccounted for.

Mozambican president, Filipe Nyusi, has said that the death toll could be as high as 1000.

Zimbabwe’s eastern Chimanimani district and Mozambique’s Beira are among the worst hit. According to the United Nations, nearly 10,000 people were affected by the cyclone in Zimbabwe.

Mozambique and Zimbabwe are vulnerable to flooding during the rainy season, with previous disasters having caused fatalities and left people homeless. The number of cyclones and extreme floods have been increasing in Southern Africa due to the change in weather patterns likely caused by climate change.

“As the effects of climate change intensify, these extreme weather conditions can be expected to revisit us more frequently. The devastation wrought by Cyclone Idai is yet another wake-up call for the world to put in place ambitious climate change mitigation measures,” said Muleya Mwananyanda.

“Regional leaders and governments of wealthier countries must support effective early-warning systems, disaster preparedness and climate change adaptation strategies to save lives and protect human rights.”

Under international human rights law, the primary responsibility to provide assistance and protection to the victims of the disaster lies with the governments of the affected countries. However, other countries also have the obligation to provide assistance through international cooperation if this is needed to protect human rights.

National Blankets To Liquidate?

By Own Correspondent- A Bulawayo based textile maker National Blankets which was placed under judicial management in 2012 due to vialibity challenges is facing imminent liquidation after failing to court a suitable investor to inject fresh capital into the ailing company.

The company, which experienced a drastic fall in demand as the market for woven blankets declined still uses equipment that was first installed in 1940, early into the Second World War. The equipment can only manufacture woven blankets and cannot be configured to produce highly knitted blankets currently on the market.

In a notice to creditors, PNA Chartered Accountants said:

“…in anticipation of the company going into liquidation to facilitate the purchase of the company by a potential investor or the disposal of the company’s assets, the judicial manager kindly requests all pre-scheme creditors to visit our office to verify the records we have and all post-scheme creditors up to the 28 of February 2019 to send their claims to our offices…”

Faith Healer Loses Three Children In Road Accident

JOHANNE Masowe Kubata kweVapostori Faith church leader Madzibaba Strive Masango lost ALL three children and a relative in a road traffic accident on Saturday.

The children – two girls and a boy – aged 10, five and two. Burial for the four is set for Mt Darwin today.

Madzibaba Masango’s wife – Chipo Mapako – was behind the wheel when her Mercedes Benz veered off the road near Surrey business centre, along Harare-Mutare road, killing her three children and a relative on spot.

She and two other passengers, were rushed to Marondera Hospital, where they received treatment. They have since been transferred to Chitungwiza Central Hospital.

National police chief spokesperson Assistant Commissioner Paul Nyathi confirmed the accident saying investigations are in progress to ascertain the cause.

“The Zimbabwe Republic Police would like to confirm the death of four people in a road traffic accident near Surrey business centre along Mutare Road on Friday at around 2130hrs,” said Ass-Comm Nyathi.

“The driver who was among the injured was reported to have failed to negotiate a curve and the vehicle veered off the road killing four occupants on the spot and injuring three.

“Investigations are continuing to ascertain the cause of the accident and the injured were rushed to Marondera hospital.

“We are urging motorists to exercise extreme caution during this wet period and avoid speeding and overtaking on blind spots,” said Ass-Comm Nyathi.

Madzibaba Masango was still to accept the mishap when contacted for comment. Mourners are gathered at his house in Warren Park 1.

“My wife had gone to take our children from school in Rusape and the accident took place on their way back,” said Madzibaba Masango.

“It is painful and I cannot imagine that I have lost all my children. Ndarwadziswa handina chekutaura parizvino,” said Madzibaba Masango.

The-weary students, who walked over 15km carrying the bodies of their fallen colleagues were taken to Chipinge and later Mutare where they re- united with their parents.

The traumatised students held a mass and prayer session amid indications that the majority of them needed counselling services to help them cope with their encounter.

“I cannot speak. All I can say is thank you Jesus”.

By Own Correspondent- Controversial raunchy dancer Beverly Sibanda was attacked over the weekend after she apparently turned down a bouncer’s advances on her.

According to the local publication, Bev was attacked at Peter Moyo’s show on Saturday by a bouncer who has been identified as Romeo after the pair exchanged words. Romeo also assaulted Bev’s manager, Harpers Mapimhidze after he had tried to intervene. The two have since filed a police report against Romeo.

In an interview with a local publication, Bev said,

“We arrived at the show with my group and Romeo requested to escort me into the venue which I declined.

He then insulted me and I responded and he then assaulted me. My manager tried to intervene and he head-butted him leaving him injured. We had no option, but to go and report to the police and seek medical attention for Harpers.”

Harpers added,

“It is true it happened and we lodged a complaint with the police who are handling the matter. We don’t know his issues. Bev refused to entertain him and when I intervened he started assaulting us. I had to sacrifice myself when he attacked Bev and he turned on me.”-StateMedia

CSO Leader Expelled for Embezzling Funds

The Board of Combined Harare Residents’ Association (CHRA) has expelled Executive Director Mfundo Mlilo for misappropriation of funds amounting to USD $1.5 million and failing to account for his continued stay at the plush Holiday Inn hotel for several months in 2018, at a time when CHRA was owing workers who were last paid their salaries in November 2018.

“ Mlilo was squandering CHRA funds on luxuries. A huge chunk of funds was illegally channelled towards campaigns for his girlfriend Joanna Mamombe (Harare West legislator), during the 2018 elections”, said one insider privy to the developments.

Mlilo is also accused of using CHRA funds to shower Mamombe with gifts, as well as booking the hotel at CHRA’s expense.

Another insider said that, “ Mlilo embezzled more funds from CHRA than the stated $1.5 million. He used most of the looted funds to start a honey-sucking company (name supplied)”.

“With regards to Mamombe, he was trying to impress her to ward off competition from powerful politicians like Komichi (Morgan) and Chikombo (Wellington)”,said the insider.

Several Civil Society leaders in Zimbabwe are known to maximise on the availability of “free funds” from donors, especially during election years to amass personal wealth from unsuspecting donors.

The CHRA saga comes barely a year after the United States Agency for International Development (USAID) had withdrawn funding for several Civil Society Organisations (CSOs) in Zimbabwe after an audit unearthed massive embezzlement of funds at ERC, ZESN, CSU and Zimrights.

A similar saga also rocked Crisis in Zimbabwe Coalition (CiZC) in 2014 after an adverse audit report had implicated the then Director, McDonald Lewanika in the misuse of the organization’s funds, among other issues.

New Twist To Rudo Boka’s Victory Over Husband’s Mistress

By Own Correspondent- A Harare woman who was recently ordered by the High Court to pay $50 000 in adultery damages to Rudo Boka, the wife of the man that she ‘snatched’ has filed an application at the High Court seeking to have the previous ruling set aside.

Delta Beverages finance and administration manager Lorraine Chitereka who lost the case in which she was accused of having an adulterous affair with Rudo Boka’s husband, Noah Mutambanengwe, has filed an application for rescission of judgement.

Lorraine is claiming that she was duped by a bogus lawyer who pretended to be representing her but failed to do so which resulted in a default judgement.

Part of her new application reads:

“This is an application for rescission of a default judgment granted against me and in favour of the respondent (Boka). The respondent concedes in her application for default judgment that an appearance to defend was duly entered…upon obtaining knowledge of this judgment, I attempted for the umpteenth time to check …, through my supposed lawyer.

However, for reasons that appear in detail elsewhere in this affidavit, my ‘lawyer’, later turned out to be bogus and is in fact on the run. Regrettably, therefore, my default was occasioned by my reposing trust in, as it subsequently turned out, a fraudster posing as a lawyer.

I paid (lawyer’s name withheld) a total of US$2 125 and he drew up the appearance to defend and request for further particulars … In simple terms, I was duped and assured that my case was being actively defended when the reality has turned out otherwise now.”

“Speech Reigns Freely And Supreme In Zimbabwe”: Mnangagwa

By Own Correspondent- While on a visit to the United Arab Emirates, President Emmerson Mnangagwa said that there is so much freedom of speech in Zimbabwe and the military is the best arm of government capable of quelling any civil unrest.

Mnangagwa said this after being asked about the security forces and military responses to protests triggered by an unprecedented hike of fuel prices in January.

He said that the only people the government could call in is the army to stop the destruction and bring law and order.

He said:

“If there is a political and economic jurisdiction in our region where free speech reigns freely and supreme, it is in Zimbabwe.

… The French police use water cannon and they use batons, but we don’t have those things.

We need to acquire them so that we can deal with civil disturbances.”

Reports indicate that Mnangagwa aborted his tour he had to rush home to deal with the destruction of life and property caused by a tropical cyclone in Chimanimani, Chipinge and other areas.-TheNational

Electricity Cables Thieves Nabbed

By Own Correspondent- Police details last week nabbed part of a criminal gang who stole 1 000kilograms of electricity cables in Goromonzi.

However, some of the criminals escaped arrest and the Zimbabwe Republic Police has appealed for information on the whereabouts of the suspects.

Mashonaland East police spokesperson, Tendai Mwanza confirmed the development and revealed that the police were notified of the heist while the group was in the process of looting the electricity copper cables at Arcturus Mine and loading them into three vehicles.

Said Mwanza:

“The detectives swiftly responded after teaming up with police officers from Goromonzi. On arrival at the scene, the police saw the suspects loading copper cables into three motor vehicles.

On realising that the police details had surrounded them, the suspects sped off towards Harare along the Arcturus Road with the police in pursuit before the suspects were blocked at the Lafarge Cement factory in Mabvuku.

The vehicles were searched and ten rolls of Zesa copper overhead conductors and cables, bolt cutters and spanners were recovered.”

“Tropical Cyclone Idai Has Taught Us A Lesson”: Defence Minister Oppah Muchinguri

By Own Correspondent- Defence and War Veterans Minister Oppah Muchinguri-Kashiri has confessed that the government of Zimbabwe did not anticipate the severity of Tropical Cyclone Idai.

Speaking to the media in Chimanimani on Tuesday, Muchinguri-Kashiri is quoted as saying:

“I had not anticipated Cyclone Idai to be so bad. We had heard that floods were coming and a cyclone, but we had not moved or done anything to help ourselves.

I think we as people of Manicaland province have learnt a lesson and next time we will protect lives and urge people to move to know what will happen, and we move into camps together with the government’s help.”

The cyclone wrecked so much havoc in Manicaland that former Air Force of Zimbabwe Perrance Shiri called it “resembles the aftermath of a full-scale war”.

Zanu PF Dares Doctors For Human Rights

Zanu PF has challenged doctors for human rights to chip in and assist victims of cyclone idai which ravaged parts of Manicaland over the weekend saying they should repeat what they did to victims of shutdown protests.

Posting on Twitter, Zanu PF said the doctors for human rights should render the same assistance to victims of cyclone idai.

During the shutdown protests early this year, a number of doctors offered to assist free of charge those injured during clashes with police and army in a move widely hailed across the country.

Cement Imports: PPC Feeling The Heat, Demands Govt Protection

THE country’s largest cement producer, Pretoria Portland Cement (PPC) Zimbabwe is feeling the heat from imports and has called on Government to promulgate protectionist laws to promote local production.

Government lifted a two- year import ban on some basic commodities including cement last October as a measure to deal with rampant shortages that drove public into panic buying.

Cement was among the products in short supply despite insistence of adequate capacity by local producers. 

PPC Zimbabwe managing director, Mr Kelibone Masiyane, has said their competitiveness has largely been affected by the opening of borders.

“What really has rendered us uncompetitive initially was the opening of the flood gates and then pricing became another issue.

“Definitely the price of imported cement is much lower than ours and we cannot compete because of high cost of production,” he said. 

At the PPC Zimbabwe factory in Bulawayo, a minimum of 100 bags of cement are being sold at RTGS$30 each or US$7,50. 

A snap survey carried out by Business Chronicle in Bulawayo has shown that most of the hardware shops do not have imported cement but locally produced cement, which is selling for between RTGS$28 and RTGS$36 per 50kg.

The price in US$ ranges between US$6,50 and US$8 or R120. 

“We are coming from a point where we aren’t looking for a complete ban but what we are saying is we want to get to a level playing field so that people can choose cement type depending on quality. We believe we have got the best quality and we believe that is how we should be competing,” he said.

Mr Masiyane briefed Industry and Commerce Minister Nqobizitha Ndlovu about the issue during a recent tour of the company’s factory in Bulawayo.

He told the minister that at present his company has more than enough stocks of cement at its warehouses. In his response Minister Ndlovu said:

“I want to agree with you and leave a challenge, which l left with you the other time. At this point it won’t make much sense for me to push for protection unless we are satisfied that you can supply the market.

Mthuli Ncube Says 50 Million Towards Cyclone Idai Came From 2 Percent Tax

Jane Mlambo| Government has set aside $50 Million from the 2 percent electronic transaction tax towards the cyclone Idai rescue efforts as well as rehabilitation of infrastructure.

Posting on Twitter, Finance Minister, Professor Mthuli Ncube said the 50 million will be allocated to the Civil Protection Unit, Department of Roads, Education, Health, Water and Sanitation as well as Electricity.

“The social impact of the 2% electronic transfer tax in action: the ministry of finance has released $50M for Emergency and Infrastructure Restoration following Cyclone Idai-induced floods destruction and infrastructural damage. The funds will go towards #CycloneIdai rescue efforts and rehabilitation of affected citizens and restoration of rural feeder roads and other structures. The funds have been allocated to The Civil Protection Unit, The Department of roads, Education, Health, Water and Sanitation, Electricity. We applaud the efforts of Zimbabwe citizens, companies, civic organisations, international partners in our collective effort and showing unwavering support to our fellow citizens suffering from devastating force of #CycloneIdai . Working together we can win.”

Football Fans To Pay More To Watch Local Matches

THE Premier Soccer League has hiked gate charges for the new season that kicks off on March 30.

Fans will now pay $5 for the rest of ground, up from $3.

The league’s board of governors agreed on the new charges at an annual general meeting held in Harare on Sunday.

“The board of governors resolved to increase gate charges for the 2019 Castle Lager Premier Soccer League season to $5 for rest of ground. Clubs that wish to charge more are required to apply to the PSL. However, gate charges must not be more than $10 (rest of ground) for high profile matches. The gate charges may be reviewed during the course of the season,” said PSL spokesperson Kudzai Bare in a statement.

She also said the board of governors resolved to get tough with clubs that “abuse ball boys” as part of time wasting antics, adding that clubs found “abusing” ball boys would be slapped with a $2 000 fine.

In the past, home teams would instruct ball boys to frustrate visiting teams by taking their time to retrieve the ball when it goes out of play.

At times, home teams completely withdrew ball boys at half time after going to the break in the lead as part of a broader time wasting strategy.

“The board of governors noted with concern the abuse of ball boys/girls by clubs and resolved to charge clubs a fine of $2 000 (two thousand RTGS dollars) for the offence.

“The abuse of ball boys/girls refers to clubs instructing ball boys/girls to withhold footballs, frustrate opponents, employ time wasting tactics during matches or any other action that the match referee may deem to be an act of mischief.”

Bare revealed that the PSL was working with the Footballers Union of Zimbabwe (Fuz) to finalise a standard player contract subject to approval by Zifa.

The standard contract is meant to “resolve” player disputes.

The PSL AGM also reiterated the importance of Club Licensing and resolved to co-operate with the newly appointed Zifa Club Licensing First Instance Body.

Mnangagwa Takes Chiwenga With Him To Manicaland After They Blocked Chamisa From Visiting Same Area

PRESIDENT Mnangagwa will today lead a high-powered delegation to Manicaland province to supervise rescue and relief efforts, as Government steps up efforts to assist people affected by Cyclone Idai that has so far left 98 people dead and displaced thousands.

The President will be accompanied by Vice President Constantino Chiwenga and will be joined by several Government ministers already in Manicaland where they have been involved in the rescue and relief efforts.

Hundreds of people are still to be accounted for in the affected communities.

In his address to the nation following the unfortunate disaster last night, President Mnangagwa said Government would do everything in its capacity to help the affected people.

“No effort or resources will be spared to reach all those in distress,” he said. “Any extra life lost is one too many. I shall be leaving for Manicaland tomorrow (today) to acquaint myself with, and personally lend weight to rescue efforts already underway.

“Government is doing all it can to reach all lives that can still be saved and to bring succour to families and communities fast running out of necessities, including food, medicines and shelter. Units of our Defence Forces have now accessed Chimanimani town where they have begun working with different arms of Government already active on the ground.

“The blocked roads have to be reopened so food, safe water and medicines reach people who have congregated around hotels, churches, schools, community centres and other makeshift safe gathering points. This is an effort which is now underway.”

President Mnangagwa said he had since directed that food be drawn from the national strategic reserves and distributed to the affected communities once access roads were cleared.

“Already, lots of relief is now building up in Mutare waiting for access roads to be cleared,” he said.

“I have also directed our Department of Civil Protection to help with meeting burial expenses for those we have lost. In view of the broken infrastructure and delays in reaching such families, burials must proceed without further delay.

“The assistance that Government has pledged will still reach the affected families even after these burials.”

President Mnangagwa said efforts should be committed to rebuilding the damaged infrastructure.

He said the nation had learnt lessons from the disaster which called for broad national housing policy that takes safety issues into consideration.

“Once we have stabilised the situation, we must immediately embark on the onerous task of repairing broken lives and communities,” said President Mnangagwa.

“There are homes to be rebuilt, schools to be rebuilt or repaired. There are physical and social infrastructures to be replaced or repaired. Above all, there are broken livelihoods which have to be recreated and resuscitated.

“The disaster which has befallen us must spur us to better site our homes, and of course to use more durable building materials for safer, better homes for our people. This disaster must get us think long and hard about a broad national housing policy which takes safety issues into consideration.

“There is no guarantee that this fickle act of nature will not visit us yet again and do so with equal if not worse devastation and hence the more reason we must draw lasting lessons from this mishap in order to plan and build a more secure and durable future for our families and communities.”

Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services Mr Nick Mangwana said yesterday that Vice President Chiwenga would be part of the delegation to co-ordinate the team of ministers already on the ground

He said army engineers were creating detours to make roads passable in Chimanimani for aid to reach the affected people.

“Tomorrow, VP Chiwenga will be in Manicaland, particularly in Mutare coordinating the Ministers that are on the ground,” said Mr Mangwana. “Army engineers have managed to create a detour where we had a patch of the road which was impassable.

“Now, it means that we can get some aid through because the convoy that we had was stuck in this place. The convoy was full of aid, medication, food and other supplies and provisions.”

Local Government, Public Works and National Housing Minister July Moyo is leading the ministerial delegation already in the disaster area comprising Lands, Agriculture, Water, Climate and Rural Resettlement Minister, who is also Acting Defence Minister, Perrance Shiri, Public Service, Labour and Social Welfare Minister Dr Sekai Nzenza and Transport and Infrastructural Development Minister Joel Biggie Matiza.

Meanwhile, President Mnangagwa has sent a condolence message to the families of people who lost their relatives following Cyclone Idai which hit the eastern parts of the country over the weekend.

In his address to the nation last night, President Mnangagwa said it was disheartening that more people were still missing and yet to be accounted for.

“As I address you tonight, our nation, alongside sister nations in our southern African region, has been buffeted by a disastrous cyclone which has hit districts in three of our provinces, principally and gravely the districts of Chimanimani and Chipinge in Manicaland,” he said.

“On behalf of our grieving nation, Government and indeed on my own behalf, I wish to express my deep, heartfelt condolences and profound sympathies to all the bereaved families which have lost their loved ones.

“I, too, share affected families’ ever-mounting anxieties and distress in respect of all those still missing, and whose hopes for possible rescue diminish with each precious hour and day that passes. My heart goes out to all those who have sustained various injuries from the cyclone, all the time wishing that they rally back and recover speedily.”

President Mnangagwa continued: “From reports on hand, we now know that many drowned, while others were killed in their sleep from swift and unexpected rock falls which demolished their homes and other forms of institutional shelter. Still, others met their tragic fate from overwhelming landslides which suffocated, before swiftly burying them under. We believe that to this day, many still lie unrecovered beneath mounds of debris that hit them with such overwhelming fury in their sleep that they stood no chance.”

President Mnangagwa paid tribute to the United Arab Emirates which he visited recently for committing to assist the victims with medicines and other necessities.

He urged other well-wishers to continue coming forward to assist the affected families.

“I am grateful to the Government of the United Arab Emirates which, in the context of my just ended visit, promptly responded to my request for humanitarian assistance in the wake of the disaster,” said the President.

“We are set to receive medicines and other materials from UAE, which will go quite a long way towards alleviating our situation. Equally, I am grateful to other governments and organisations which have heeded our call for assistance. To ensure the response to the disaster is national, Government will announce focal points which will be accessible for the collection of any kind of assistance meant to complement Government efforts.”

President Mnangagwa said he was aware that the cyclone also affected other parts of the country in Mashonaland East and Masvingo province, adding that Government’s hand would also reach those areas.

Econet Responds to Cyclone Idai Emergency With $5 Million

Econet Zimbabwe group of companies have collectively contributed RTGS$5 million for the cyclone emergency efforts in Eastern Zimbabwe.

The company has channeled the funds to Higherlife Foundation, which is now deeply embedded in efforts to respond to the crisis.

Dr Kennedy Mubaiwa (MD), who heads the Foundation, said Higherlife was mobilising various types of support, including rescue efforts, medical emergency aid, food, water and blankets.

Econet Wireless Zimbabwe CEO Mr Douglas Mboweni said each company in the group was pursuing coordinated initiatives based on its own capabilities.

“We are not just providing money but we want all our staff of more than 5 000 to help in some way, using their skills,” he said.

He said EcoSure, the group’s funeral insurance company, was providing free assistance with funeral services such as coffins, transport and food to each bereaved family with no cover.

He also said Mutare Bottling had opened its warehouses to allow logistics support for humanitarian aid coming from Econet subscribers, adding that MARS Ambulance was providing ambulances, air and helicopter support.

Meanwhile, Mr Mboweni said Econet subscribers had responded overwhelmingly to calls for donations in cash and kind.

He said Econet Shops had been receiving blankets, water bottles, dried foods, and medicines.

“We are seeing the best of Zimbabweans coming together in the face of an extraordinary tragedy,” he said.

He urged the public to step up its support, reminding people to remember that it would take a long time to help the affected communities to recover.

Masvingo Mayor Not Moved By Chamisa Threats

Own Correspondent|Masvingo mayor, advocate Collins Maboke, yesterday vowed to continue with his duties at Town House despite being ordered to step down by party leader Mr Nelson Chamisa.

On Saturday, Chamisa held a meeting in Masvingo where he ordered the mayor to step down and revert to an ordinary councillor, or risk being fired from the party altogether if he does not step down.

But Maboke, who enjoys grassroots support in Masvingo, is unmoved, with sources saying even if he was fired the seat would fall vacant and he could still win it back as an independent. Maboke says he will not respond to Chamisa’s threats because they were not communicated to him in writing.

“I was away on the day in question (last Saturday) attending a family bereavement after my brother passed on,” he said. “I cannot be bound by an announcement made in public, moreso when I was not even present at the said meeting.

“The party has official channels of communicating and I am yet to receive anything, so as of now I am continuing with my mayoral duties. In the event I receive official communication I will then make available my response.

“Right now I am coming from a meeting that had been scheduled with the Minister (of Local Government, Public Works and National Housing Cde July Moyo), who unfortunately was not available as he was attending to challenges associated with Cyclone Idai in Manicaland.”

It is believed any knee-jerk decision by Mr Chamisa to fire Cllr Maboke would boomerang on the MDC leader as the Ward 2 councillor enjoys strong support and will likely retain the ward as an independent candidate in the event of a by-election.

Chamisa wants Cllr Maboke to pave way for Ward 4 Cllr Godfrey Kurauone. Mr Chamisa’s ultimatum came after the onslaught against Cllr Maboke appeared to have fizzled out.

Mr Chamisa insisted that the MDC Alliance has rules that should be followed by all party members, including Cllr Maboke, pointing out that he should heed the party’s call to step down or risk summary expulsion from MDC.

Cllr Maboke yesterday said he was not bound by an announcement made by Mr Chamisa in his absence and vowed to continue with his mayoral duties.

Speaking during his trip to the UAE, Mnangagwa said he would please another country in the pursuit of getting targeted sanctions removed.

He been asked if the would fulfill US President Donald Trump’s administration’s required reform(s) in order for sanctions to be lifted. He said the measures had “no basis at all”.

The 77 year old military strongman, told The National newspaper his Government is concerned with satisfying the needs of Zimbabweans not Americans. He said, “we cannot say that there is something which we must do to satisfy America. Our concern is to do those things which satisfy the needs of our people.

“We want to build a Zimbabwe we want, a Zimbabwe we can be proud of. We should not condemn ourselves to poverty, condemn ourselves to isolation.”

Relief Begins To Reach Idai Distressed Areas

Bulldozers and road graders struggled through the night to clear obstructed roads after Cyclone Idai strands thousands.

 Rescue efforts in eastern Zimbabwe picked up the pace on Tuesday in distressed areas from Cyclone Idai’s trail of destruction with nearly 100 people dead and hundreds missing.

Poor weather conditions and destroyed infrastructure hampered efforts by the military and humanitarian agencies to reach thousands of stranded people. A massive landslide blocked access to the town of Chimanimani – about 400km southeast of the capital Harare – and there was limited access to the worst-affected areas by air.  

But in lower altitude regions there was some relief. 

The cyclone killed at least 98 people and more than 200 are missing in Zimbabwe, the government said on Monday.

While cyclones are not uncommon in this area, Idai is said to be the worst to hit the Southern Africa region since the devastating Cyclone Eline in 2000. 

Mozambique has been hardest hit with the president saying more than 1,000 people may have been killed. Dozens have also died in Malawi.

Bulldozers and road graders struggled through the night to clear obstructed muddy roads in parts of the Chipinge and Chimanimani districts. In the previously inaccessible villages of Sanctuary, in eastern Chimanimani, the army handed out basic food items – beans, mealie meal, and cooking oil – to hundreds of affected families. 

Hundreds of high school boys were evacuated by helicopter from a school buried by a mudslide. Survivors will be transported to Harare for medical checks and support. Two people, including a student, died in the landslide at St Charles Luwanga Seminary School. 

Zuze Zubuka, 53, who lives on one of Chimanimani’s lower mountain slopes, told Al Jazeera the roof and walls of his three huts were blown away by the rain. Now he and his family of eight squat in a small shack near the original home. Up the road, Zubuka attended the funeral of an in-law, Morgan Chimene Dube, crushed by falling rocks while sleeping in his home as Friday’s massive storm hit.

“I have lost my home, it was impossible to escape the rain, we were trapped but now that the roads are cleared we can move. I came to see how my brother-in-law was doing, but he is dead now.  

“We have lost a relative, our fields and our home. My family is there, but I don’t know how we will start all over again,” he said.

Another mourner at the funeral Fortunate Saziya, 48, told Al Jazeera she was anxious and hoped for more help as she’d also lost her home.  

“Who can I give a list of all the things I have lost? Will we get any support for all we’ve lost? When is the government going to help us?” she asked.  

Minister of Defence Oppah Muchinguri visited the area and told victims she hadn’t anticipated Cyclone Idai being so bad, lamenting the lack of preparedness by the community and the government.

“We had heard that floods were coming and a cyclone, but we had not moved or done anything to help ourselves,” Muchinguri said. 

“I think we as people of Manicaland [province] have learnt a lesson and next time we will protect lives and urge people to move knowing what will happen, and we move into camps together with the government’s help,” she added. — Al Jazeera

Welshman Ncube A Political Schemer Who Has Dumped His Followers, Opinion.

Welshman Ncube in his greediness led a splinter MDC from the United MDC. He failed to have impact on the political landscape of the country. Ncube’s MDC wears yellow and green and is very different from Tsvangirai’s MDC which wears red. The aim of this article aims to show how Ncube led his MDC into oblivion and how he has abandoned his movement for Tsvangirai’s MDC.

In 2005 Welshman Ncube and some power hungry misfits abandoned the MDC led by Morgan Tsvangirai. Their argument was Tsvangirai was undemocratic and was refusing to participate in the election of senatorial seats that had been recently introduced.

Tsvangirai renamed what was left of the party as MDC-T. He worked hard to rebuild his movement into a force to reckon with. However the split by Ncube and company lost the MDC-T a chance to win the 2008 plebiscite as the votes where split. The MDC-T however performed very well but could not wrestle power from Mugabe’s Zanu PF bcz of Ncube and his remnant MDC.

In 2013 Ncube as a presidential candidate failed to garner over a hundred thousand votes. His party however grabbed some proportional representative seats. Ncube’s MDC has become a complete failure on the political landscape of Zimbabwe. Ncube had been rejected even by the people of Matebeleland and Midlands.

In 2018 after realizing that there was no future for him and his party, Ncube decided to court Morgan Tsvangirai to rejoin MDC-T. Ncube as a political schemer was seeking a political lifeline. On August 6 2017 Ncube’s MDC and other five other political parties joined the MDC-T to form an alliance. This was done not to win the forthcoming 2018 presidential election but to revive their waning political careers. Ncube and his fellow political failures had realized that life outside the MDC-T led by Tsvangirai was very cold.

After the elections Ncube has fully abandoned his MDC. He is now targeting the MDC-T Vice-Presidency. He has now left most of his followers in the cold. Such is this political turncoat who is selfish and does not care an aota about those who had followed him religiously.

It is this same Ncube that looted the assets of the original MDC and left Tsvangirai’s movement with nothing. He has come back to destroy and loot the MDC-T again. He is indeed a greedy and selfish individual who thinks about himself only. MDC-T must be wary of Welshman Ncube.

Such a person cannot be allowed to lead people. Such a person of poor standing is not even shy to want to contest as the MDC-T Vice-President. What a shame. If he has rejoined the MDC-T he should follow the Constitution and wait for five years before seeking office in the movement’s senior structures. He is indeed not fit to lead the MDC-T in any capacity.

As we analyze this hypocrite known as professor Welshman Ncube, let’s put our thoughts on those he has forgotten and left in the wilderness. Those people who put their political career on the block for him. Indeed let’s spare them a thought and remember always that Ncube is a political turncoat.

“You Can Not Afford To Travel In A Crisis Like This,” Chamisa Tells Mnangagwa From Chimanimani

Chimanimani- Movement for Democratic Change President Nelson Chamisa paid a visit to areas affected by cyclone idai in Manicaland province to make an assessment as well as donate goods to affected families.

Addressing members of the media Chamisa said there was need to revamp and equip the Civil Protection Unit (CPU) as it was under resourced.

“We need to revamp and equip the civil protection unit as it is under resourced, We (MDC) have already done enough to mobilise resources for survivors and will do more beyond this” said Chamisa

He also took a swipe at President Emmerson Mnangagwa saying he was not supposed to have gone to Dubai since the country was warned of the cyclone.

“He (President Mnangagwa) is getting in the wrong way. In crisis of this magnitude you cannot afford to travel. He should have been here to provide leadership, motivation and inspiration to the people. Why would he cut short a journey that was already short.” he said

Responding to a question that the country was ill prepared for the disaster Chamisa said the country was not caught unaware but was ill prepared.

“The country was not caught unaware, we were aware but we were caught ill prepared, ill equipped but because we are not good at thinking at things that save lives we will be in this situation. We are good at things that give us power” Chamisa said

Chamisa visited Nyanyadzi and Chipinge were he also appealed for more donations to the victims of Cyclone Idai which also affected Mozambique and Malawi.

So far a total of 89 people have been confirmed dead with the number set to increase as more people are still missing.

Survivors are appealing for food, clothes and blankets.

The death toll from cyclone Idai continues to rise as southern African countries struggle to deal with the devastating aftermath of the torrential downpours.

The powerful storm has killed at least 90 people in Zimbabwe in recent days, government officials say, while in neighbouring Mozambique the death toll has jumped to 100.

Idai made landfall in Mozambique on Thursday evening before proceeding to Zimbabwe and Malawi, causing flash floods, wrecking infrastructure and leaving communities without electricity.

More than a million people have been affected, including tens of thousands who have been displaced, according to the International Federation of Red Cross and Red Crescent Societies. 

In Zimbabwe’s Eastern Highlands, the heavy rains had died out by Sunday – but only after causing widespread destruction.

In Chipinge, an eastern town some 450km southeast of the capital, Harare, transport links were cut off after a road was damaged due to water pressure.

A bus carrying passengers bound for Harare was stuck in a mush of soft tar and mud. A few small cars managed to bypass the sludge when volunteers and soldiers laid down a makeshift path made of wooden planks.

Transport engineers told Al Jazeera that the works to repair the damaged road could take up to a day, leaving locals trying to leave the flooded town straned.

Gladys Nyandoro, a 58-year-old Chipinge resident whose home had been flooded, said she would seek alternative transport to continue her journey with her son to a temporary shelter in Harare.

“I could only leave with a few clothes, but my house is full of water. I have never seen so much rain since we moved back here,” she said of her husband’s communal home.

“I just want to go back to Harare; this area is too much for me.”

Anesu Chitepo, a 22-year-old shopkeeper, said his grocery store had been affected by erratic power outages caused by the heavy rains.

“We can’t be happy to think this rain is a blessing, when everything it touches is destroyed,” he said. “This will only bring us more trouble, than the real water we wanted.”

Zimbabwe’s government has declared the torrential storm a disaster and dispatched members of the military and national youth service to help evacuate stranded villagers.

Meanwhile, the country’s Civil Protection Unit has been using helicopters to gain access to the remote town of Chimanimani, on the northeastern border with Mozambique.

Local aid groups are yet access the area where dozens are thought to be missing and hundreds more are in urgent need of humanitarian aid.

According to Joshua Sacco, a local member of Parliament, all four bridges leading to the mountainous town have been damaged.

“We have people stranded in this area, but the access roads to this area have landslides,” he said.

“There is nothing, we don’t have any road accessible,” added Sacco.

“The best form of help we need is an excavator or a grader to clear the roads.”

The cyclone has brought torrential rains and winds thought to be worst in decades since Cyclone Eline struck the region in 2000.

The Dead And The Living Share Same Shelter; Tropical Cyclone Idai Wrecks Havoc In Zimbabwe

Questions continue to be raised with regards the preparedness of the Zimbabwean government in dealing with natural disasters. The dissemination of factual information to help warn those that might have been in harm’s way can only be described as woefully inadequate the authorities failed to provide timely interventions and this resulted in calamity.

There has been a high number of deaths recorded so far in the wake of a tropical storm that hit Manicaland on Friday.

President Mnangagwa has come under heavy criticism because he opted to fly out of the country when the country faced a disaster. Cyclone Idai, had already caused destruction to many parts of Mozambique and Malawi. Weather experts had been issuing warnings about the potential danger posed by the cyclone for a number of days before disaster struck in Manicaland.

The death toll in Zimbabwe is now believed to be over 90 and hundreds are still unaccounted for. The trail of destruction, according to reports from Manicaland, is reminiscent of Cyclone Eline that hit parts of Zimbabwe in February 2000.

This has prompted pointed questions with regards the country’s state of disaster preparedness. Citizens have taken to social media to fund raise. Some question why government can easy hire chartered jets to fly government officials out of the country for private medical treatment and yet fail to avail funds to hire rescue helicopter for marooned citizens affected by this natural disaster.

Several homes and bridges were swept while power and communication was cut off in Chimanimani which has so far been the hardest hit area. Meanwhile, The Zimbabwean government says it had activated its disaster management systems in anticipation, but this did not include evacuations.

Oxford University Hospitals NHS Foundation Trust and Thames Valley Police are making an appeal to trace a mother to reunite her with new born baby.
This afternoon (18/3) at some time around 6pm a woman has given birth to a baby boy in the toilets of the John Radcliffe hospital and then left.

The baby boy was discovered by hospital staff and is doing well and being looked after by medical professionals at the hospital.

However we are very concerned for the mother’s health and we are appealing to her to seek out medical attention.
At this time we do not have a description of the mother but we are looking at CCTV to gather further information.
Sam Foster Chief Nurse of Oxford University Hospitals NHS Foundation Trust, said: “I am appealing directly to the baby’s mother to please come forward to seek medical attention.

“Child birth is a very emotional process, from a physical perspective you will need our medical and midwifery team to check that there are no complications from you giving birth.

“Here at the hospital we have midwives and doctors to give you the care you need and reunite you with your baby boy.

“Please urgently call 01865 740429 to speak to one of the midwives at the hospital who can give you the care you need.

“Or contact 999 and ask to speak to the ambulance service.”

Offload Excess Baggage, War Veteran Tells Mnangagwa

Farai Dziva|A self- declared war veteran, Philemon Mutangi, has urged Emmerson Mnangagwa to fire Zanu PF spokesperson Simon Khaya Moyo and several Zanu PF bigwigs who are now “excess baggage.”

“I do not claim to speak on behalf of all war veterans but for myself. We see things differently.

I fought in the war of liberation and if we have introduced a new administration, then all must be new.
We cannot have someone who was on television announcing Mnangagwa’s sacking as Vice President (in 2017) still sitting there as spokesperson of the party.

These people have nothing to offer. They are statues. Mpofu, Khaya Moyo, (former Defence Minister Sidney) Sekeramayi, (former Health Minister David) Parirenyatwa, the likes of (former Industry Minister Mike) Bimha, (Zanu PF politburo director Dickson) Dzora and (Chitepo School of Ideology’s Munyaradzi) Machacha are statues with nothing to offer to the party and government.

A senior official at the Meteorological Services Department,Tich Zinyemba has said the raging cyclone has drifted away from Zimbabwe.

The cyclone has left 82 people dead and several others missing. Bridges and houses were also destroyed by the raging cyclone, the worst ever natural disaster to hit Zimbabwe.

“At the moment we are not expecting heavy rains and this means the cyclone has moved away from Zimbabwe.

We urge Zimbabweans to remain calm because Tropical Cyclone Idai has subsided.

The root cause of Zimbabwe’s economic problems is bad governance, chronic bad governance at that; the people of Zimbabwe have ignored this problem for the last 38 years and have paid dearly for it. There has been a growing awareness amongst the people of Zimbabwe of the need to deal with this problem. The last thing the nation wants is some filthy rich outsiders with money to waste undermining the people’s drive for democratic change by bankrolling the illegitimate Zanu PF dictatorship!

Mnangagwa and his Zanu PF thugs have rigged elections for the last 38 years and this is the elephant in the room in Zimbabwe. The regime must be told in no uncertain terms that it has no mandate to govern and therefore must step down. Period!

It is a great pity that SADC leaders, notably SA’s President Cyril Ramaphosa, have abandoned the regional grouping’s position until 2013 demanding that Zimbabwe must not hold elections without first implement the democratic reforms designed to stop Zanu PF rigging the elections. There were no reforms implemented before the 2018 elections. Zanu PF blatantly rigged last year’s elections. ZEC failed to produce something as basic as a verified voters’ roll, for Pete’s sake! How someone like President Ramaphosa can ever endorse such a flawed and illegal electoral process beggars belief!

There is no chance of Zimbabwe ever registering any meaningful economic recovery whilst the country remains a pariah state governed by corrupt and

vote rigging thugs. No investors want to do business with in pariah states; we know this already. The argument that the consortium will pressure the Mnangagwa regime to implement meaningful democratic reforms as a condition for the bailout is a nonsense.

The American went to great lengths to explain to Mnangagwa what he needed to do to ensure last year’s elections were free, fair and credible for them to lift the economic sanctions. Indeed, if last year’s elections had been free and fair the country would not need this bailout! Mnangagwa did not implement any of the reforms the Americans called for because he did not want to risk losing power in a free and fair election.

It is naïve, to say the least, for SA, France and Japan to think their $2.2 billion bailout will entice Mnangagwa to give up Zanu PF’s dictatorial powers including the carte blanche powers to rig elections.

The only “reforms” Zanu PF is certain to implement in the coming months are the reforms to make it even more difficult for the opposition leaders to boycott the elections regardless for flawed and illegal the process got.

“The worst aspect for me about the failure to agree a coalition was that both MDCs couldn’t now do the obvious – withdraw from the elections,” admitted David Coltart, a leading MDC member, in his book.

“The electoral process was so flawed, so illegal, that the only logical step was to withdraw, which would compel SADC to hold Zanu PF to account. But such was the distrust between the MDC-T and MDC-N that neither could withdraw for fear that the other would remain in the elections, winning seats and giving the process credibility.”

Coltart was explaining why the two MDC factions had participated in the 2013 elections even though they had been warned by SADC and others that the elections were be rigged.

Mugabe, Mnangagwa and the Zanu PF leaders knew that as long as the Zanu PF allowed the opposition members to win a few gravy train seats the opposition will never boycott the elections. Indeed, Chamisa acknowledged

Tsvangirai’s “stupidity in contesting the 2013 elections without a verified voters’ roll”. Only for him to make the same stupid mistake in 2018!

Mnangagwa will be amending the constitution to create the post of official opposition leader and shadow ministers complete with ministerial limos, generous salaries and allowances, etc. Zimbabwe’s opposition members do not care that the elections are not free, fair and credible as long as they have a chance of winning the scraps Zanu PF is giving away!

Rewarding Zanu PF with absolute power for rigging elections was a big mistake because the party now believes it has the right to rig elections. 38 years of corrupt and tyrannical rule has destroyed Zimbabwe’s once promising economy leaving millions of our people living in abject poverty. Yes Zimbabwe needs financial help to kick start its comatose economy but no amount of money will change anything until the nation first deals with the problem of rigged elections and bad governance.

What Zimbabwe needs is a chance to implement the democratic reforms designed to end the oppressive de facto one-party dictatorship, end the curse of rigged elections and pariah state.

Whilst the ordinary Zimbabweans are doing everything possible to force Zanu PF to step down, many have been beaten, raped and even shot dead for daring to protest Zanu PF’s continued misrule. It is most disheartening that their sacrifice is being undermined by nations who would never tolerate what Zanu PF has done in their own country. It is an insult that such nations should abuse their economic muscle and prop up an illegitimate regime only to extend Zanu PF’s corrupt and tyrannical rule to 2023 and beyond.

If Zanu PF is still in power in 2023 the regime will rig that year’s elections! The bailout is for Zanu PF and not the people of Zimbabwe.

Mnangagwa rigged last July’s elections, he is illegitimate and no amount of bailout can ever make him legitimate. Mnangagwa is not democratically accountable to the people of Zimbabwe for their tax, the looted national wealth, much less the $2.2 billion bailout. Is President Ramaphosa and his

Mnangagwa Keen To Engage Trump

Zimbabwe will continue to engage American President Donald Trump’s administration to ensure removal of illegal sanctions which Washington imposed on the nation, hurting the economy, President Mnangagwa has said.


In an interview with foreign media on Sunday in Abu Dhabi, the Head of State and Government and Commander-in-Chief of the Zimbabwe Defence Forces said his Government was engaging the Americans to impress upon them the need for the removal of the economic embargo, which has suffocated the economy for almost two decades.


President Mnangagwa, who has since returned home, said: “There is nothing new about renewal of the old sanctions. They have been there for nearly two decades and so there is nothing new to us. It may be new to other people, but we are busy now engaging the Trump administration to understand that there is no quarrel between the people of Zimbabwe and the American people.’’


President Mnangagwa said it was necessary that the Americans understand the conditions under which the sanctions were imposed.
“It is necessary that they appreciate the conditions under which we are,” he said. “Of course, at the time those sanctions were imposed, this was during the leadership of Prime Minister Tony Blair who was in England, and President George Bush.


“At the time, President Bush had problems with Iraq and when he went to the United Nations seeking the authority and support of the United Nations Security Council he did not succeed, so there was a coalition of willing partners.

Britain was one of the willing partners under Mr Tony Blair and in exchange Mr Blair had a bilateral problem with Zimbabwe because we had taken our land back from the settlers and as a result of that, as Mr Blair was supporting Mr George Bush on Iraq, Mr Bush had to support Mr Blair on Zimbabwe by imposition of those sanctions.’’State media

Nkomo Family Fumes Over Statue Still To Be Set Up In Harare

THE family of the late Vice President Joshua Nkomo has described government as a “dead donkey” accusing it of delaying the erection of a statue in the capital honouring the former liberation struggle stalwart.

The much-loved Nkomo who died on July 1, 1999 had a statue built in Bulawayo as well as having a road and airport named after him in the same city.

However, his family is miffed by what it said were “inexplicable” delays in constructing another statue in the capital city, despite a commitment to do so by the then president Robert Mugabe’s government.

“No information about that project so far…there is no progress on plans to erect the late vice president’s statue in Harare.
“There is no communication whatsoever from anyone, particularly from government.

“The wheels of this government grind slowly. We need to go forward on a lot of current issues,” Nkomo’s son Sibangilizwe told the Daily News.

“Unfortunately, a dead donkey will not take us anywhere. The current political situation is not favourable. Everyone is not happy with this current administration.
“I doubt it very much that the current government is better (than the Mugabe administration)… it has not done anything to honour the late vice president,” Sibangilizwe railed.

In 2011, the Mugabe-led government said it had plans to build a statue at Karigamombe Centre but it was stopped by the Nkomo family and other critics who felt the choice of the venue was “inappropriate”.

Karigamombe when loosely translated means one who brings down the bull or cow.

Incidentally, PF Zapu which Nkomo led before signing a unity accord with Zanu PF in December 1987 used a bull as its party symbol while his own surname means cows in SiNdebele.

Civic groups were also not happy with the plans after it emerged that government had wanted North Koreans to build the statue.

North Korea trained members of the 5th Brigade, a specialised army unit accused of killing more than 20 000 civilians in Matabeleland and Midlands during the Gukurahundi era in the early and mid-1980s.

Yesterday, the Dumiso Dabengwa-led Zapu accused President Emmerson Mnangagwa’s government of lacking political will to erect Nkomo’s statue in the capital.

“There is lack of political will and perpetuation of a tribal narrative that’s always been Zanu PF’s ideological foundation.

“Zanu PF cannot allow them to expose the people of the northern side of Zimbabwe to Nkomo’s legacy because Mugabe mischievously gave a misleading narrative of who Nkomo was.

“All Zanu PF pretenders are afraid of being dwarfed by the towering legacy of … Nkomo both as a liberation hero and a nationalist leader.

“That’s the same reason the Zanu PF government has sabotaged the Ekusileni Medical Centre,” said Zapu spokesperson Iphithule Maphosa.

“By erecting the statue in Harare more and more Zimbabweans will dig into history and discover who Nkomo really was and the tribal dictators in Harare can’t afford that as it will expose their lies being taught in schools disguised as history,” he added.

The 28-year-old Lokeren forward picked a knock on the ankle muscle last week which ruled him out of last night’s 3-1 league victory against Cercle Brugge.

“The club wrote to us about the injury. I have been talking to him and he indicated that he was given one-week off to allow him to recover, so we are hoping for the best.

In fact, it’s not like he cannot play with his current condition but it’s all about managing him to avoid aggravating the injury. So the fact that he didn’t play this weekend could actually turn out to be a blessing in disguise for us as well because he needed the rest. We will see how it will unfold,”Mpandare told The Herald.

Mnangagwa Tells UAE That US Sanctions Are Responsible For Zim’s Economic Collapse

The United States should have lifted economic sanctions against Zimbabwe “yesterday”, President Mnangagwa has said, as he seeks to fix a broken economy and attract international investment.

“We feel that we are almost two decades behind in terms of development as a result of economic sanctions that have been imposed on us,” Emmerson Mnangagwa told The National in an interview in Abu Dhabi on Sunday.

“We are saying yes, we wish that these sanctions would be removed yesterday by those who have imposed sanctions on us, but beyond that we should not put our heads in the sand and cry,” he said. “We should, with the resources that we have, do our best to attract global finance into our economy.”

Surrounded by ministers and military officials who made up the visiting delegation, Mr Mnangagwa said that the country was putting two decades of isolation behind them and pursuing “a policy of engagement and reengagement so that again Zimbabwe can be embraced in the community of nations.”

But asked if the administration of US President Donald Trump had detailed the required reform it wants to see in order to lift sanctions, Mr Mnangagwa said the measures had “no basis at all” and that he would not take action to please another country simply to see them removed.

“We cannot say that there is something which we must do to satisfy America,” he said. “Our concern is to do those things which satisfy the needs of our people.”

US and EU sanctions were imposed on Zimbabwe in 2001 and 2002 respectively, in relation to reports of government violations of human rights and the rule of law. They have remained in place, despite Mr Mnangagwa’s ascension to the presidency in 2017 that ended the 30-year rule of Robert Mugabe. The measures were renewed by Mr Trump in January and the new Zimbabwean president himself is still a target of US sanctions.

But they are just one indicator of Zimbabwe’s economic malaise. Once known as the breadbasket of Africa and endowed with a young population and a bounty of platinum – used in the production of smartphones and electric cars – Zimbabwe’s fortunes faded during the three-decade rule of Mr Mugabe.

In November 2017, the military toppled the longstanding ruler and his deputy, Mr Mnangagwa, was named president to the backdrop of celebrations.

After elections, it fell to Mr Mnangagwa to chart a new course for Zimbabwe and convince the international investment community that things had changed. It was a considerable challenge, given his background as a Zanu-PF revolutionary and Mr Mugabe’s former bodyguard turned vice president.

Mr Mnangagwa was open about the challenges the country faces. While he says he is“very anxious to leapfrog” the country’s neighbours who have overtaken Zimbabwe during the Mugabe era, he said the country could not do it “on the basis of our domestic resources, we don’t have the financial muscle to fulfil our vision.”

Mr Mnangagwa impressed at the World Economic Forum at Davos in 2018 after promising to open up Zimbabwe’s economy, although he cancelled his trip this year when protests broke out in Zimbabwe.

During his first year in office, he has focused on tackling corruption, improving the business environment and reclaiming Zimbabwe’s lost billions. With an amnesty for stolen funds taken out of the country, he says he saw more than $825 million returned in just three months in 2018. “I believe that some is still out and we will continue to probe,” he said.

Mr Mnangagwa said there are still people coming forward quietly, wanting to declare assets abroad. He explained that the finance ministry was working out how to bring back the assets but they weren’t necessarily publicising every case.

“It has been difficult to fight corruption because it has entrenched itself,” Mr Mnangagwa said. “We don’t even know who we are talking to, are they the corrupt person or not, but we are fighting it.”

While the economic challenges are the gravest issue facing the country, Mr Mnangagwa’s vision for the country is more holistic. “We want to build a Zimbabwe we want, a Zimbabwe we can be proud of,” he said. “We should not condemn ourselves to poverty, condemn ourselves to isolation.”

Mr Mnangagwa spoke of the great need to give “hope” and “inspiration” to the younger generation.

But the dream of a new Zimbabwe was challenged in January when mass protests over a surge in the price of fuel drew violence from security forces and a military response.

Mr Mnangagwa said peaceful protest is allowed in Zimbabwe, but violence and destruction, such as the burning of police cars and damage to civil property is not. When that occurs, “the only people we can call in is the army to stop the destruction and bring law and order,” he said.

The Zimbabwean president said there had been “no crackdown on free speech,” in January and the response from the military had come from a lack of “machinery in terms of security to deal with demonstrations” after “two decades of isolation and sanctions”.

“If there is a political and economic jurisdiction in our region where free speech reigns freely and supreme, it is in Zimbabwe,” Mr Mnangagwa said.

He drew parallels with the so-called Yellow Vest protests sweeping France, a major challenge as President Emmanuel Macron nears the halfway point of his five-year term. “[The French police] use water cannons, and they use batons, but we don’t have those things,” he said. “We need to acquire them so that we can deal with civil disturbances.”

When asked if he has the full backing of his people and the Zanu-PF – which reportedly suffers from internal division – Mr Mnangagwa simply pointed to his election victory in July 2018, when won 50.8 per cent of the vote in a crowded field of 23 candidates.

Maintaining support among the majority of Zimbabweans – amid criticism from a vocal opposition, the Movement for Democratic Change – will likely require swift economic improvements.

And with investment from the US and Europe hard to come by, Mr Mnangagwa says he is happy to look elsewhere.

He said that economic relations were excellent with countries that had supported and armed Zimbabwe in its struggle for independence from Britain in 1980, namely Russia and China. Ties are strong too, he said, with Brazil and India.

On the legacy of Mr Mugabe, who for many embodied the corruption that was rife under his rule, Mr Mnangagwa insisted his government was prosecuting people from the top echelons of society to the very bottom. But on whether that would include his predecessor, Mr Mnangagwa said he would be treated like anybody else.

“We will not take charges against Robert Mugabe because he is Robert Mugabe… [but] If he has committed any crime he will not be spared.”

Former Deputy Minister Set To Lose House Over An Unpaid Debt

Correspondent|Former Health and Child Care deputy minister Edwin Muguti is set to lose his house over rental arrears owed to Joyce Mako-Mashaninga.

This is the second time this year Muguti has lost property over failure to settle debt. Last month, Muguti lost a Mercedes Benz 560, Mercedes Benz 280, a Toyota Vista, green water tank, an Ecco flat screen TV set, a deep freezer, solar panels and among other movable assets over a debt he owed to African Century Limited.

In the latest case, the court handed a default judgment after Muguti failed to defend Mako-Mushaninga’s suit after failing to pay over $13 600 in rental arrears to his former landlord.

Muguti, a renowned surgeon, applied for recession of judgment in terms of Order 9 Rule 63 of the rules of the High Court, 1971, but his appeal was thrown out.

However, in a notice published yesterday, the Sheriff of the High Court instructed Zimauctions and Real Estate (Pvt) Ltd to sell by public auction Muguti’s Manresa house which measures
4 000 square metres.

Chamisa Orders MDC Mayor To Resign Immediately Or Be Pushed Out

MDC president Nelson Chamisa has rekindled his fight with Masvingo mayor Collin Maboke, ordering him to resign within a week to save his council seat or face expulsion for defying party directives.

Maboke has been accused of defying a party directive after he threw his hat in the ring to challenge preferred party candidate Godfrey Kurauone and went on to win the mayoral post, with the backing of Zanu-PF councillors.

The Masvingo council is MDC-dominated, with the opposition party holding seven seats while Zanu-PF has three.

The opposition party had wanted Kurauone to be elected Masvingo mayor.

Maboke beat Kuraune by seven votes to three, prompting violence by some party supporters who were waiting for good news outside the Masvingo City Council chambers.

Following Maboke’s ascendency, Chamisa insisted that he should resign, but the latter dug in, hoping the matter would suffer a natural death.

But on Saturday, Chamisa, at a provincial council meeting at Mucheke Hall, demanded that Maboke should step down from the mayoral post.

“On the issue of the mayorship, Maboke has to resign. We are giving him one week to do so and he can remain councillor. If he does not resign, we will expel him from the party,” Chamisa said.

Contacted for comment, Maboke declined to indicate whether he was going to comply or defy the order.

“I am just hearing it from you, I was attending a funeral in the rural areas, so I cannot comment on that,” he said.

Sources in the party said Maboke was likely to step down and contest the by-election as an independent and could still get back the post because of his popularity.

Women’s Parliamentary Quota Has Not Helped Zimbabwean Women At All

In Zimbabwe, the women’s proportional representation policy, in its current format and nature has failed to politically empower women.

Researches have indicated that there is no direct relationship between increased women participation in politics and democracy, others have also argued further that there is no direct correlation between women’s participation in politics and economic development, at least at a macro level.

Research, however, has proven that increased women’s participation at a micro-level leads to sustained socio-economic development. Thus we can theorise that increased women’s participation if promoted may accelerate development.

The Zimbabwe constitutional women’s quota system was designed to empower women through increasing the number of women in political positions by reserving seats specifically to be occupied by women. This policy has managed to numerically increase women’s representation in parliament from 18% in 2008 to an average of 35% in the 2013/2018 electoral cycles. As an empowerment tool, the quota system has to be looked at and evaluated on various levels apart from just the numerical representativeness in parliament.

The evidence is abundant that in Zimbabwe this guided democracy approach has not yielded much fruit apart from the increase in numerical representation of women in political positions (particularly the National Assembly and Senate). The proportional representation system has been used by elite women in various political parties to retain power and parliamentary positions. Of the female MPs who were in parliament in 2013 on the proportional representation ticket, 75% of them returned to parliament in 2018 on the same ticket.

In real terms then, it can be concluded that the quota system has not increased the number of women entering and or participating in politics. The quota system benefited women who were already in politics and strategically positioned in parties, thus only cemented their hold on power through extending their stay in office.

Scholars and even some parliamentarians agree that women who have been privileged to join politics through quotas have not been afforded equal respect as their other counterparts who are in parliament through the ballot. Proportional representative parliamentarians are viewed as being in the house for tokenism as a favour and not through merit. While the quota system was introduced in 2013 and led to an increase in women in parliament and senate, there however exists no direct relationship between quota system and gender equality in terms of allocation, access and control of political resources.

Participation by the proportional representation parliamentarians and Senators in deliberation in their respective houses is said to be very low and their visibility and participation is close to non-existent at constituency level.  On the 12th of March 2019 when the motion for the extension of the proportional representation policy was being debated, only five female legislators excluding the Deputy Speaker officially spoke (debating, raising a point of order, a point of privilege, seconding motions or even seeking clarifications) in the National Assembly compared to 20 male legislators.

The constitutional quota system is the panacea to increased women’s involvement in politics. The quota system in the Zimbabwean Constitution has a sunset clause, with the 2018 election cycle being the last cycle for the proportional representation clause. The Parliament is currently seized with deliberations aimed at extending the quota system. The quota system in its current format even if extended will not contribute to increasing meaningful involvement and participation of women in politics.

An alternative approach, still upholding the principle of allocating a women’s quota may be needed to create a rotational system of reserved women’s seats from amongst the total number of existent constituencies, senatorial and local authorities. This approach will mean Zimbabwe completely abandons the additional non-constituency quota seats.

Through the aabove-proposed approach for every electoral cycle, a minimum of 30% of the constituencies (parliamentary, senatorial and or local authority seats) will be reserved for women. ZEC as the independent electoral management body must be mandated and capacitated to rotationally allocate proportional quota seats every electoral cycle for at least the next three electoral cycles.

This approach will in one sweeping move address the following issues noted as weaknesses of the current quota system:

  1. Lead to a leaner parliament and senate in line with the austerity for prosperity policy;
  2. All parliamentarians/ senators will be elected and representing a constituency hence of equal footing in the respective houses;
  3. Women benefiting from this quota system shall have more and better direct contact with their constituencies to build their political capital;
  4. This approach will afford more women (numerically) from across the country (geographically) an equal opportunity to enter and participate in politics.

Mnangagwa Follows After Chamisa To Manicaland

Paul Nyathi|President Emmerson Mnangagwa has announced that he will be visiting cyclone Idai ravaged Manicaland Province on Tuesday morning to assess the effects of the cyclone first hand.

Speaking on national television in a live broadcast on Monday evening Mnangagwa expressed condolences to families of the 89 people killed by the cyclone.

Mnangagwa’s visit to the area comes immediately after opposition MDC leader Nelson Chamisa visited the area and donated clothing and food items to the affected families.

Chamisa was however blocked by members of the Manicaland Civil Protection Unit and police from accessing the affected areas and had to be smuggled through on a donkey drawn cart by villagers.

Following Chamisa’s visit and subsequent harassment, social media critics castigated Mnangagwa for spending the day at a swearing in ceremony of Harare Metropolitan Minister of State ignoring the disaster on the ground and blocking Chamisa.

MDC-T call for Action and Donations to assist Cyclone IDAI Victims

The MDC-T family is deeply saddened by the loss of life and property as a result of Cyclone Idai which has swept across the country leaving a trail of destruction. We join the nation in mourning the precious lives of Zimbabweans that have been lost due to this vicious cyclone.

The cyclone has so far claimed at least 84 lives according to the Ministry of Information & Publicity and over a hundred people are reported missing. We deeply commiserate with the families of the deceased.

In times of peace prepare for war. Indirect violence like natural disasters and diseases have been at the chore of African crisis that have destroyed much of the populace in the African continent, with much predictions but less preparations for such disasters.

Thus later on the CSOs, Political parties, NGOs and Governments have grown into fire fighters rather than avoiding the fire from the start. Hence the concept of fire fighting has resulted in the loss of many lives which could have been avoided if the predictions were taken seriously.

The MDC-T appeals to NGOs, African governments and the international community to assist the Zimbabwe in the face of this natural disaster and humanitarian crisis.

We applaud government’s efforts, private corporations and individuals who have done a sterling work of rescuing victims trapped and marooned by the floods. We need aid beyond the capacity of all efforts to remedy the situation given so far.

The nation has been hit by an unprecedented natural disaster. Every life matters and we should ensure collective responsibility to ensure that the death toll is minimized.

We are humbly appealing to all our party members, organizations locally and internationally to help our fellow citizens who have been displaced by the cyclone.

It is time for us to unite, save lives and desist from playing blame games. In the face of adversity caused by a natural disaster we can’t afford to blame each other, rather we should focus on uniting and lending a hand in our diversity.

MDC-T implores the government of Zimbabwe and all stakeholders to do their best in helping the cyclone IDAI victims. We urge Zimbabweans from across the political divide to put their differences aside and put their heads together to alleviate the suffering of the affected people.

It is time for Action! The MDC-T family is collecting donations in cash or kind to compliment other stakeholders in the wake the current disaster.

Food, clothing, medicine and shelter
facilities are needed to cushion the victims of one of the worst vagaries of nature.

We would like to appreciate all the Churches and urge them to continue to pray for the bereaved, injured and displaced. Our country needs divine intervention.

that the living missing persons will be reunited with their families soon.

Chamisa Praise Singer Paul Madzore Faces Imprisonment For Failing To Settle Debt

FORMER MDC legislator for Glen View, Paul Madzore, who sang popular songs used during the opposition party’s campaign trail, risks civil imprisonment after he was taken to court by CBZ Bank Limited over a $22 000 debt.

The financial institution issued summons for civil imprisonment against Madzore at the High Court and the latter is yet to respond to the litigation.

In its declaration, CBZ Bank says Madzore is required to pay $22 087,51 following a judgment which was obtained against him last year.

“You, the defendant (Paul Madzore) are called upon to pay the plaintiff (CBZ Bank) the sum of $22 087,51, with interest thereon at the rate of 26% per annum calculated from March 30, 2017 to the date of payment in full.

“You are required to pay this sum by virtue of a judgment obtained against you in the High Court at Harare on July 10, 2018. You were also ordered to pay cost of suit on the higher scale of legal practitioner and client scale and the relevant collection commission …” the bank said.

CBZ further said in the event that Madzore fails to pay the requested cash, he would be required to appear before the High Court and explain his position.

“If you fail to pay the sum specified above, you must appear before the High court at Harare to explain why you have not paid it and to show cause why an order for your imprisonment should not be made in account of your failure to pay,” the bank said.

“You should bring with you evidence of your financial position, and it will be in your own interest to give the court evidence of your income from wages, salary or other earnings and any other income you may receive from any other source, your expenses for yourself and any dependents and any other liabilities you may be subject.”

Cyclone Idai Death Toll Rises To 89

The number of confirmed deaths as a result of Cyclone Idai has reached 89.

In an interview with Reuters, the Ministry of Information permanent secretary, Nick Mangwana said:
“The number of confirmed deaths throughout the country is now 89.”

Chimanimani District has been cut off from the rest of the country by torrential rains and winds of up to 170 km per hour that swept away roads, homes and bridges and knocked out power and communication lines.

Meanwhile, some roads were destroyed while bridges were washed away by raging rivers. As a result, some parts of Manicaland are not accessible by road.
This has made it difficult for officials and well-wishers to send help to the affected people.

Moreover, families are not able to bury the dead due to floods as their homes were flattened by rock falls and mudslides or washed away by torrential rains.Sahara News

Khama Billiat $250 000 Rolls Royce Acquisition Sparks Attention

Khama Billiat’s recent acquisition of a Rolls Royce foe 250,000 us dollars has sparked widespread attention. While others hailed the acquisition some critics were quick to criticize Billiat for lacking foresight in knowing what to invest in.

The acquisition of new wheels undoubtedly symbolises the wealth that Khama Billiat possesses but others believe the Kaizer Chiefs player ought to involve himself in more worthy investments than those involving cars. Billiats purchase of a Rolls Royce comes months after moving from Mamelodi Sundowns to Kaizer chiefs.

Billiats recent purchase has been a subject for debate with some critics arguing lack of advice hampers sound investments by players who have in the past ended bankrupt owing to flamboyance during their playing careers. Zvenyika Makonese a former Orlando Pirates player is a typical example of players that blew away money and ended up bankrupt.

AS the first batch of Warriors start trooping in camp today, Zimbabwe need more than a prayer for their talisman Knowledge Musona to be available for the crucial African Cup of Nations football qualifier against Congo at the National Sports Stadium this coming Sunday.

The forward, who suffered an adductor strain last week, failed a fitness test last Friday ahead of his Belgian club Sporting Lokeren’s last game of the season.

However, he has been keeping his fingers crossed ahead of further tests by the Zimbabwe national team medical staff to ascertain his availability for the do-or-die clash with Congo.

Team manager Wellington Mpandare has been in constant touch with the 28-year-old who is expected in the country tomorrow from his base in Belgium. The majority of the foreign-based players have been scheduled to report for duty today.

While Musona sounded upbeat in his last conversation with the technical team, the Warriors team management have been keeping their fingers crossed.

“The club wrote to us about the injury. I have been talking to him and he indicated that he was given one-week off to allow him to recover, so we are hoping for the best.

“In fact, it’s not like he cannot play with his current condition but it’s all about managing him to avoid aggravating the injury. So the fact that he didn’t play this weekend could actually turn out to be a blessing in disguise for us as well because he needed the rest. We will see how it will unfold,” said Mpandare.

Musona missed Sporting Lokeren’s closing game in the Belgian Pro-League last night due to the injury he suffered last week, capping a depressing season that also saw the side getting relegated.
Lokeren indicated in their website that Musona suffered a strain on his adductor muscles. The type of injury usually takes between one to six weeks to heal depending on severity.

The Warriors forward, who is on loan from giants Anderlecht, played 75 minutes in last week’s 0-1 defeat to Genk and had to watch from the terraces when Lokeren paid homage to the home fans in their “Last Supper” against Cercle Brugge.

Musona has remained a vital cog for Zimbabwe despite the woes he has faced since he made the move to Belgian giants Anderlecht, who then loaned him to Lokeren.

Warriors coach Sunday Chidzambwa is praying for the best after another key player Marvelous Nakamba was ruled out because of injury.

Musona has been the light bearer in the current qualifiers, the same way he carried the team when they qualified for the last edition in Gabon.

He was the leading scorer along with Khama Billiat on three goals for Zimbabwe during the 2017 qualifiers as Zimbabwe broke an 11-year jinx with a game to spare.

The Zimbabwe’s talisman has scored four goals in four outings in the current campaign including a rare hat-trick in the opening match of the campaign in the 3-0 win over Liberia.

His fine goal against DRC at their own Stade des Martyrs cauldron secured a memorable 2-1 away win over the Leopards which pushed Zimbabwe closer to qualification.

Musona is tied on four goals with Liverpool and Egypt forward Mohamed Salah and Angola’s veteran forward Mateus. Nigeria’s Idion Oghalo and Fiston Abdul Razak of Burundi lead the charts with six goals apiece.

But Zimbabwe hold the aces in Group G. A draw against the Red Devils on Sunday could still seal a finals berth.

The Warriors are scheduled to have their first training session tomorrow.

The South Africa-based quartet of goalkeeper George Chigova, Teenage Hadebe, Khama Billiat and Evans Rusike, who have an afternoon flight today, are the early birds.

The second batch comprising Alec Mudimu, Divine Lunga, Ronald Pfumbidzai, Butholezwe Ncube, Danny Phiri, Ovidy Karuru, Talent Chawapiwa, Kelvin Lunga, Tino Kadewere, Knox Mutizwa and Admiral Muskwe has an evening flight.

Farai Dziva| Premier Soccer League returnees Hwange dismissed Highlanders 1-0 in a friendly match played at the Colliery on Saturday.

Eddie Nkhulungo scored the solitary goal in the 37th minute after Bosso’s backline failed to clear the first attempt by Admire Banda.

Chipangano fielded a full strength team that included goalkeeper Taimon Mvula, Gerald Ndlovu, Shepherd Gadzikwa, Gilbert Zulu and former Highlanders captain Felix Chindungwe.
