UK Summons Zim Ambassador Over Unrestrained Military Brutality

By Dorrothy Moyo|The British government has summoned Zimbabwe’s ambassador over the unrestrained security services brutality and the internet outage in the last 4 days.

Writing in following questions by ZimEye, the Minister Of State, Harriett Baldwin yesterday announced that she has called the “Zimbabwean Ambassador regarding this week’s protests in Zimbabwe. Worrying levels of violence.”

In her statement, she said she “urged restraint from security forces and the need to restore internet access.”

Also adding in was the British ambassador in Harare, Melanie Robinson, who said “we’ve been following up Minister Baldwin’s conversation last night with the Zimbabwean authorities here today. ”

She added that the British government is “continuing to raise our concerns about the violence and fatalities, and urging restraint.”

Jane Mlambo| ZANU PF leader Emmerson Mnangagwa got stranded in Russia, latest details indicate.

Mnangagwa was in danger of being fully grounded in Russia after failing to pay for the expensive private jet he has hired for his Russia and Europe trips.

This was because the company that owns the expensive Boeing 787 Dreamliner, demanded an upfront payment. ZimEye analyses evidence suggesting that the airline company demanded full payment citing fears of disturbances back in Zimbabwe where his deputy is currently in charge and has publicly told people shot dead by his soldiers to go and report to the police.

ZimEye has learnt that this is the reason why the internet was suddenly switched back on in Zimbabwe yesterday, simply so to facilitate Mnangagwa’s single payment.

The exiled Prof Jonathan Moyo also spoke about this on his Twitter portal saying, “Treasury sources minister Mthuli Ncube is traveling with (together with) Mnangagwa confirm that the Internet was fully restored earlier to enable RBZ to send money for Mnangagwa’s next leg of his trip from Russia; and to pay the next installment for his private Boeing 787 Dreamliner.

“After the RBZ transaction to Russia was completed, the rogue authorities directed Internet service providers in the country to shutdown all social media; notably Facebook, YouTube, WhatsApp & Twitter, as per this??notice from Econetz Zimbabwe. Only those using VPN are online!, ” Prof Moyo said.

Soldiers To Escort Commuters To Work, Zim Govt Issues Statement Saying “Agents Will Escort Buses”

By Farai D Hove| The Zimbabwean government has indicated that soldiers are hereafter going to be escorting commuters to work, following the turmoil that saw armed soldiers killing several civilians since Monday.

The statement came a day after Acting President Constantino Chiwenga told ZimEye people who were shot dead must go report to the police. This was in a phone conversation during which he denied shutting down the internet, contrary to written evidence from mobile operator, Econet that his administration did so.

The Ministry Of Information issued the statement late Wednesday night saying, “For the safety of citizenry, agents will escort escort such buses including govt ones.”

It was understood by the term “agents” the Information Ministry refers to soldiers as was seen at Five Avenue Shopping Centre in Harare which was guarded by armed officers yesterday.

The ministry said, “Govt wish to thank all those private sector bus operators who offered to ferry commuters to their work places tomorrow. For the safety of citizenry, agents will escort escort such buses including govt ones. Let’s have the Zimbabwean normal way of life back.”

Gvnt Continues Muzzling Right To Information As Facebook, Twitter, Whatsapp Remain “Closed”

By Own Correspondent| Following a government directive to suspend all internet services due to the civil disobedience by citizens over the escalating economic hardships triggered by the over 140 percent fuel increases, Econet has revealed that internet is now online but some of the social media platforms remain offline.

In a message circulated to subscribers Thursday morning, Econet said while there is now connectivity on the internet, government has maintained its directive for social media platforms including Facebook, Whatsapp, YouTube and Twitter to remain shut.

Said Econet:

“Dear valued customer , Please be advised that the internet is back online under a directive that Facebook ,YouTube , Whats App ,Twitter will remain closed until further notice. Any inconvenience is sincerely regretted.”

By Farai D Hove| Below is the full text of EFF leader, Julius Malema’s party statement following the brutal attacks on civilian protesters in a stayaway strike that enforced on the povo by sections of the military and police. In their statement, the EFF said, Mnangagwa is “consistent with the Mugabe administration in violation of the citizen’s right to protest and civil disobedience.”

The EFF extends its solidarity with the people of Zimbabwe, who have taken to the streets to protest against the increase in petrol prices. We call on the government of Zimbabwe to respond to these demonstrations with restraint. We particularly condemn the unleashing of military on citizens who are exercising their right to protest.

A democratic government knows too well that militaries are not entities used to respond to protesting, armless, and defenceless citizens. To unleash the military is to treat citizens as enemies of the state, who must be met with excessive violence, force and death, as militaries are death driven, only to be deployed to those who are armed and sworn enemies of the people. Militaries should never ever be used against protests and civil defiance demonstrations actions.

The progressive international community celebrated the fall of Mugabe, with the hope that the era of human rights abuse, associated with his reign in Zimbabwe, will come to an end. President Mnangagwa is therefore consistent with the Mugabe administration in violation of the citizen’s right to protest and civil disobedience.

ZIFA Boss Booted Out | WHAT HAPPENED?

The state broadsheet’s report was published by a faceless author who said this was following a clash with Banda’s boss, Felton Kamambo.

Efforts to obtain a direct comment from Kamambo were fruitless at the time of printing. ZimEye reveals there is a history of other clashes involving Banda from the former ZIFA boss Chiyangwa days.

The below Herald article written by a faceless author could itself be part of the internal power struggles inside ZIFA.

Below was the full text of the Herald story: Just a month after coming into power, the ZIFA board have been rocked by a tsunami with vice president Gift Banda being suspended yesterday following a meeting of the game’s leaders held in the capital.

The Bulawayo-based football administrator, who was a runaway winner in the battle for the ZIFA vice presidency, was suspended for allegedly reshuffling the Warriors technical team without the blessings of his boss, Felton Kamambo, and other board members.

Banda, who was ZIFA acting president when he announced that Rahman Gumbo and Lloyd Mutasa had been relieved of their duties and replaced by Bongani Mafu and Tonderai Ndiraya, was said to have acted beyond the jurisdiction of his authority.

In arguments presented to his fellow board members yesterday, Banda said he felt his role as acting president empowered him to make such decisions.

He even suggested that if what he did was out of line with the constitution, then the board had the power to reverse the appointments and stick with the old Warriors technical set-up.

Kamambo was out of the country in Senegal for the CAF awards at the time.

The appointments of Ndiraya and Mafu had to be ratified at the ZIFA board meeting which was held yesterday, but things took a nasty turn when Banda was asked to leave the room while other board members discussed the issue.

While the board could have merely chosen not to ratify the appointments of Ndiraya and Mafu if they felt they had not been done according to their constitution, they decided that punitive measures should be meted on the ZIFA vice president.

The matter was taken to a vote and four of the seven remaining members voted for Banda to be suspended, pending the confirmation of his suspension by the ZIFA Council at the association’s annual meeting in March, while three voted for him to be retained as vice president.

Ironically, Banda, who received 35 votes from councillors in a strong showing in his successful battle to become the ZIFA vice president just a month ago, had his fate sealed by just four votes from his fellow board members.

Interestingly, a margin of one vote was all that mattered for him to be suspended from his post and he becomes the first ZIFA vice president to meet such a fate since Kenny Marange was also kicked out of the board by the leadership of Cuthbert Dube eight years ago.

It’s the first time that a ZIFA vice president, the second most powerful man in the management of the game in the country, has been booted out after just one month.

ZIFA boss Kamambo had, interestingly, told the domestic football family that his leadership will not suspend any of the board members because he felt such a system crippled the operations of the leadership of the game.

However, things changed dramatically yesterday when Banda was shown the red card by his fellow board members just one month after coming into office.

Banda refused to comment on the developments yesterday, saying he will release a comprehensive response in due course.

The appointments of Ndiraya and Mafu, as the Warriors assistant coaches, were also nullified by the ZIFA board at their meeting yesterday.

While there have been whispers that there could be some deep divisions, within a board that did not come into power as a bloc, it was not expected that the drama of yesterday — just a month after they came into power — could explode.

This was the second board meeting which the ZIFA board have held after one, which came just five days after they came into power, which some suggest was not held in line with their constitution given due notice had to be sent for such an indaba.

It could not be established last night whether the issue related to Banda’s conduct, which led to his suspension, had also been put on the agenda leading to the meeting held in the capital.

While the new ZIFA leadership have received a lot of plaudits for the way they have been conducting their business, in the month they have been in power, it’s certain that the events of yesterday will cast a shadow on them and possibly lead them on a path back to negativity.

That three of the board members were also against the suspension of their vice-president could also suggest a split in the board.

Others, though, will hail it as a demonstration of democracy which is needed for the effective management of the game.

In the past, the ZIFA executive committee members have come into power as a bloc — with those who would have won the vote having been running mates — but this changed at the last elections as most of those who won stood on their own.

Yesterday marked the first month since the new ZIFA board came into power.

UPDATE ON THE HUMAN RIGHTS CRISIS IN ZIMBABWE

The Zimbabwe Association of Doctors for Human Rights wishes to share with stakeholders critical information on the unfolding human rights crisis in Zimbabwe following the outbreak of violent protests across the country and the ensuing disproportionate response by the state apparatus.

To date ZADHR network of Doctors across the country both in the public and private sector have attended to a total of 172 cases. 68 cases were gunshot wounds with the affected individuals sustaining severe injuries which required urgent surgery in most cases. The remainder of the cases ranged from assaults with sharp objects, booted feet, baton sticks, sjamboks and tarmac abrasions. ZADHR is also deeply worried by cases of dog bites following the alleged unleashing of police dogs on those in police custody in Kadoma. 3 such cases has been documented. This constitutes a serious violation of human rights as the state is supposed to guarantee the protection of those in police custody. ZADHR also witnessed with shock and condemnation the dragging of patients with life threatening conditions to court. There are cases of patients who had chest trauma (haemopneumothorax ) and fractured limbs ( femur) who were forcibly taken from hospital to attend court despite the advise of doctors.

ZADHR has it on record that 17 individuals have to date underwent emergency surgery as they had life threatening conditions. More cases continue to be reported to the Association as many people were barricaded from communication and accessing treatment facilities.

ZADHR continues to tally and collate information regarding the deceased, and those injured in overall and the information will be shared promptly.

Over the past two days, as I have been in Russia working on economic agreements that will give our economy a much needed boost, I have been deeply saddened by the events in our beloved homeland.

violence and cynical destruction is not the Zimbabwean way. My thoughts and prayers are with all those affected.

As I have said numerous times, everyone in Zimbabwe has the right to express themselves freely — to speak out to criticise and to protest.

Unfortunately, what we have witnessed is violence and vandalism instead of peaceful, legal protests. There can be no justification for violence, against people and property. Violence will not reform our economy. Violence will not rebuild ow nation.

What will lead to a stronger economy is investment. That is why I travelled to Moscow, and that is why I will be travelling on to other countries in the region and then the World Economic Forum in Davos.

In 48 hours in Moscow, there are signs that serious investment is on the way. Alrosa, the world’s largest diamond company, has decided to launch operations in Zimbabwe, and we have also signed a series of important agreements that will lead to investment, development and jobs.

I understand the pain and frustration that many of you are feeling. Resolving Zimbabwe’s economic challenges is a monumental task, and while it may not always feel that way, we are moving in the right direction. We will get there.

In the meantime, I call for calm and peace from all of our brothers and sisters. We are one nation, with one mission, and we will realise it together.

He also took an apparent direct swipe at Mnangagwa referring to the country he has leaned on, Belarus.

Zimbabweans have been sharing vpn settings to counter internet blackout but it appears the government is working flat out to block people’s access to information.

Government blocked internet in the country, as soldiers hunted and butchered opposition members and activists without the eyes and ears of the world.

ZBC Says More Than 600 People Arrested Over Monday Protests

Jane Mlambo| The state broadcaster, Zimbabwe Broadcasting Corporation has confirmed that more than 600 people were arrested in connection with the Monday protests, Zimeye can reveal.

According to Minister of State Security, Owen Mudha Ncube, the Arrested people include Evan Mawarire and many other opposition activists who were picked between Monday and today, accused of inciting violence.

This is despite the clear disregard of the law and people’s rights to protest by police officers and soldiers who moved around beating up and shooting people in areas such as Epworth, Chitungwiza and Mabvuku.

USA Orders Zimbabwe To Restore Full Access To Social Media & Internet:

UNITED States Senators Chris Coons and Cory Booker have urged Zimbabwean officials to respect the rights of protesters and restore access to social media, internet and telephone services following a nationwide protests staged by local people over the country’s economic crisis.

In a statement, Coons (Democrat, Delaware) and Booker (Democrat, New Jersey) said the current situation in the country is worrying as state security agents have launched a crackdown on protesters amid reports of several deaths, arrests and detentions.

The two, who are members of the Senate Foreign Relations Committee, said, “We are deeply troubled by reports of deaths, widespread arrests, beatings, and harassment of protestors by security forces of the Government of Zimbabwe.

The Zimbabwean people have the constitutional right to protest peacefully and express themselves regarding developments in their country.

“Government officials and security forces must respond with professionalism and respect for human rights and the rule of law. We also call on the Government of Zimbabwe to rescind the directive ordering communication service providers to cut or restrict access to social media, internet, and telephone services. Such abrogations of constitutional and basic legal rights are not what the people of Zimbabwe were promised under President Mnangagwa.”

Coons and Booker said Zimbabwean authorities should urgently address people’s concerns. “… Instead, the government should work to meet the basic economic and social needs of its people. We strongly urge the Zimbabwean authorities to resolve the current situation through dialogue and non-violent, fully legal means, and for protesters to exercise their constitutional rights peacefully.

“Under no circumstances should the Zimbabwean government disregard the constitutional rights of its citizens, engage in the illegal suppression of expression and assembly, or employ the disproportionate use of force or extralegal violence to respond to the current situation.”

Coons and Booker are among several other senators who were in Zimbabwe before the country held its elections last July won by President Emmerson Mnangagwa and his ruling Zanu PF party.

The poll results were challenged by the Movement for Democratic Change led by Nelson Chamisa, who lost the case in the Constitutional Court which cited lack of evidence in nullifying the election outcome.

The country was facing serious economic problems before the harmonized elections and worsened soon after Mnangagwa was declared winner by Priscilla Chigumba’s Zimbabwe Electoral Commission.

Mnangagwa recently announced fuel price increases of up to 150% in a nation with an unemployment rate of over 80%.

Army And Police In Crack Abduction Of Citizens

By Paul Nyathi|Reports coming through to ZimEye.com indicate that police and military officers are on a massive crackdown abducting people in the capital and other urban centres accusing them of taking part in what appears to have been a widespread breakdown of public order linked to food and fuel shortages protests in the country.

Activists, lawyers and other citizens who spoke to ZimEye.com described a wave of abductions in and around Harare. The sources indicated that police cells across the city are “full to capacity”, packed with large numbers of men, women and children.

“The internet shutdown has been [used] to cover up a massive operation of repression,” said Doug Coltart, a lawyer who met with more than 30 detainees at the Harare’s central prison on Wednesday.

“Most said they had been abducted from homes by masked men with AK47s who dragged them out and beat them up. They are being held without charges or representation, with no food or water … The brutality of what is going on is shocking.”

Zimbabweans went wild during a national strike called from Monday by unions in response to a steep rise in fuel prices ordered by President Emmerson Mnangagwa.

Zimbabwe Internet Partially Restored After 36 Hours

By Paul Nyathi|The Zimbabwean government has partially restored internet connectivity in the country after over 36 hours of blackout.

Internet connectivity began phasing out on Tuesday morning shortly after midnight when social media sites WhatsApp, Facebook and Twitter were disconnected.

A full internet blackout followed on Tuesday morning at 8:30am until Wednesday shortly after 6pm where a slow internet connection was restored. Social Media remains blocked as at the time of this article.

Government has denied that it disconnected the connection with Information Deputy Minister Energy Mutodi claiming that the internet was only congesting due to oversubscribed posting on the internet as people followed the three day citizen protests against President Emmerson Mnangagwa’s governance.

Emmerson Mnangagwa’s deputy Constantino Chiwenga told ZimEye.com in a telephone conversation Tuesday morning, the government does not have capacity to shut down the internet.

Mutodi and Chiwenga were exposed to being a liar when Econet Wireless circulated messages to its subscribers indicating that they had been ordered to disconnect the waves by the office of the President.

But as with everything in Zimbabwe of late, this internet joy could just be short-lived. Any day, any time, we can go offline again…

Mnangagwa Drops Surprise Message Blaming Protesters Instead Of Soldiers Who Beat Up Civilians Forcing Them Onto The Streets

By Farai D Hove| ZANU PF President Emmerson Mnangagwa Wednesday morning dropped a surprise message blaming protesters instead of soldiers who assaulted civilians and ordered them to riot against him. At least 9 people were reported dead by yesterday as the latest reports suggested that the death toll from the extra judicial killings were now over 220 by Wednesday morning.

LIVE video evidence streamed Monday morning from several schools in places such as Chitungwiza shows even schoolkids while running away from school narrating disturbing accounts of how their teachers were beaten up by soldiers who ordered them to leave work and go protest.

In his message, Mnangagwa even went to the point of labelling the destruction of property, “cynical.” He received a barrage of criticisms over his statements.

Below was the full text of his statement:

Over the past two days, as I have been in Russia working on economic agreements that will give our economy a much needed boost, I have been deeply saddened by the events in our beloved homeland.

Wanton violence and cynical destruction is not the Zimbabwean way. My thoughts and prayers are with all those affected.

As I have said numerous times, everyone in Zimbabwe has the right to express themselves freely – to speak out, to criticise and to protest.

Unfortunately, what we have witnessed is violence and vandalism instead of peaceful, legal protests. There can be no justification for violence, against people and property. Violence will not reform our economy. Violence will not rebuild our nation.

What will lead to a stronger economy is investment. That is why I travelled to Moscow, and that is why I will be travelling on to other countries in the region and then the World Economic Forum in Davos.

In 48 hours in Moscow, there are signs that serious investment is on the way. Alrosa, the world’s largest diamond company, has decided to launch operations in Zimbabwe, and we have also signed a series of important agreements that will lead to investment, development and jobs.

I understand the pain and frustration that many of you are feeling. Resolving Zimbabwe’s economic challenges is a monumental task, and while it may not always feel that way, we are moving in the right direction. We will get there.

In the meantime, I call for calm and peace from all of our brothers and sisters. We are one nation, with one mission, and we will realise it together.

LATEST – Soldiers Surround Five Avenue Shops, Harare

Their specific core presence was at OK Zimbabwe, the only supermarket in the area which opened on Wednesday morning.

LATEST – Day 3: ShutDown Update: Soldiers Tell Povo To Remain Indoors

By A Correspondent | By 11.30am, Wednesday (Zim time) ZimEye had received reports that several soldiers around the country “are going around telling civilians to stay at home.” Several sources said they were told by soldiers they should remain indoors. Some of the military officers reportedly said the soldiers are in full support of the suffering masses. While violence continued in other places, some notable places were parts of Harare, Rusape, and Chitungwiza.

“They said we are with you but remain indoors staying away peacefully,” a source told ZimEye.com.

On Wednesday morning, ZimEye managed to telephone the Acting President Constantino Chiwenga and briefly succeeded in relating to him some proven facts of how the mass action was being engineered by soldiers. ZimEye stressed to Chiwenga’s aide who answered the phone that his office is making a big mistake by punishing civilians when the real perpetrators of the chaos are serving members of the military. It was reported that at least 9 people had been killed end of day, Tuesday. This came at a time when the Doctors For Human Rights revealed that at least 26 people had been shot by yesterday and 12 left with no medical attention.

Kuwadzana: On the 15th of January in the afternoon some white trucks were moving around the area chasing people who were seen on the streets. These individuals had painted their faces with black polish. Today the 16th no movement people staying indoors no sign of Kombis on the road it’s shutdown again.

Chegutu: Few people on the streets and there is a heavy police presence.
Chitungwiza:

In Zengeza it is quiet with soldiers being seen around Zengeza 2 Shopping Centre yesterday. No kombis on the road as people choose to remain
indoors.

The situation is a bit different in Seke areas with a heavy Police and Soldiers roaming around. In all Chitungwiza there is little activity and majority are keeping indoors.

Dzivarasekwa: Tyres were still being burnt last night with some roads being blocked. There is also a power outage in the area. As of this morning very little movement it is shut down again.
Warren Park: Reports say soldiers roaming the streets – residence so afraid of door to door operation. The situation is the same as other Harare areas – no activity.

Zvishavane: Businesses closed as people continuing with stay away.
Gweru: Soldiers were beating up citizens on the 15th of January at the Kombi rank. The situation is said to be tense with little movement on the streets and businesses still closed.

Twitter User Says 250 People Killed In Zimbabwe To Date

By A Correspondent| As the internet blackout continued all over Zimbabwe into Wednesday morning, a Twitter user running by the name “Lynnemudonhi” wrote suggesting that more than 250 people had been killed by soldiers by Wednesday morning, during the mass stay away protest which began Monday morning.

Unconfirmed Report Says ZBC Has Been Taken By Soldiers

LIVE BLAST: An unconfirmed report at the time of writing suggested that the national broadcaster, ZBC has been taken over by soldiers.

It was said thile development does not signify a coup, as the soldiers who did this are simply demanding an uplift of their remuneration.

Developments to date suggest that there is division in the military as was reflected in live videos Tuesday morning with school children complaining that they witnessed their teachers being beaten up and being forced to riot against the government. MRP Provincial Secretary Shot by Police at His Home

Mthwakazi Republic Party Bulawayo Provincial Secretary Henry Dube has been assaulted and shot on the head at his home at Cowdry Park in Bulawayo. Dube was shot after questioning the security agents on why they were indiscriminately firing teargas into their houses, endangering the lives of their children. Dube who is reported to be in a critical state, has been taken to a private hospital for treatment through the assistance of the Doctors for Human Rights.

Henry Dube was shot right in his yard, in front of his children. We invite all our members and the people of Bulawayo to pray for the miraculous survival of our comrade. It is rumoured that soldiers and CIO agents disguised as police are currently raiding and assaulting people in their houses.

We warn our members to be vigilant and keep in touch with one another. A regime that shoots unarmed residents in their houses is at the brink of losing power. Freedom is beckoning.

Shutting Down Internet Services Is Illegal, Unconstitutional

By A Correspondent| The Zimbabwean government used an collapsed piece of legislation to shut down the internet on Tuesday.

The head of the parliamentary portfolio for ICT, Hon Chalton Hwende revealed saying, “Section 6 of the Interception of Communication act used by mobile companies to shut down the Internet Services is now unconstitutional in terms of the new Constitution.”

Hwende added, “the Act needs alignment and someone should approach the Courts to challenge it,” he tweeted.

Meanwhile, the Acting President Constantino Chiwenga speaking to ZimEye on Tuesday morning denied shutting down the internet. He, spekaing to ZimEye’s Simba Chikanza, went to the point of saying the government has no capacity of shutting down internet services. Below was the full discussion:

Doctors Say 26 People Have Sustained Gunshot Wounds And 12 Have Not Received Medical Attention

By A Correspondent| The Zimbabwe Lawyers for Human Rights (ZLHR) has said at least 26 people have sustained gunshot wounds and 12 have not received medical attention, in the last 2 days.

In a separate report, the ZLHR said it strongly condemns the wanton and brutal attacks on some Harare residents by uniformed members of the Zimbabwe National Army (ZNA) and Zimbabwe Republic Police (ZRP).

At about 2300 hours, on 14 January 2019, police and army officers randomly carried out door-to-door raids around Mabvuku high-density suburb. During these raids, uniformed members of the police and army forced entry into homes by breaking doors and windows. Having gained access, they proceeded to randomly assault some occupants and in some instances forced residents out of their homes.

Some of the targeted residents were those with houses near barricades placed on roads. The residents were forced to remove the barricades (rocks and stones lined in the roads) and were severely assaulted in the process. As at 0200 hours, on 15 January 2019, ZLHR continued to receive further reports that this illegal operation was still ongoing. At least more than fifteen (15) people have reached out to confirm these attacks. Similar reports have been received from Chitungwiza.
It is clear that the police are failing to fulfill their obligation of investigating first before arresting any suspects as provided in the Criminal Procedure and Evidence Act. Further, section 50(1)(a) of the Constitution states that anyone who is placed under arrest must be advised of the reason(s) of arrest and that all suspects must be subjected to humane treatment as provided in section 50(1)(c) of the Constitution.

Of concern is the involvement of soldiers in these illegal acts who are actively participating in the torture, cruel and inhuman treatment of residents, thereby violating section 53 of the Constitution.

ZLHR advises the police and army officers responsible, that lawyers will not hesitate to file court cases against those responsible and hold them accountable for these random acts of torture and destruction of property.

Mnangagwa Humiliated In Russia

By A Correspondent| Russia’s Prime Minister, Dmitry Medvedev has spoken against unjustified fuel hikes and also said his country will not make up for other countries’ revenue shortfalls.

This was also after sending a junior Deputy Minister to meet ZANU PF leader Emmerson Mnangagwa at the airport in Moscow yesterday.

He also took an apparent direct swipe at Mnangagwa referring to the country he has leaned on, Belarus.

FULL TEXT: US Senators Call On Chiwenga to Respect the Rights of Protestors And Restore Access to Social Media, Internet, And Telephone Services

STATEMENT: Senators urge Zimbabwe officials to respect the rights of protestors and restore access to social media, internet, and telephone services WASHINGTON — U.S. Senators Chris Coons (D-Del.) and Cory Booker (D-N.J.), both members of the Senate Foreign Relations Committee, released the following statement.

“We are deeply troubled by reports of deaths, widespread arrests, beatings, and harassment of protestors by security forces of the Government of Zimbabwe. The Zimbabwean people have the constitutional right to protest peacefully and express themselves regarding developments in their country. Government officials and security forces must respond with professionalism and respect for human rights and the rule of law. We also call on the Government of Zimbabwe to rescind the directive ordering communication service providers to cut or restrict access to social media, internet, and telephone services. Such abrogations of constitutional and basic legal rights are not what the people of Zimbabwe were promised under President Mnangagwa. Instead, the government should work to meet the basic economic and social needs of its people. We strongly urge the Zimbabwean authorities to resolve the current situation through dialogue and non-violent, fully legal means, and for protesters to exercise their constitutional rights peacefully. Under no circumstances should the Zimbabwean government disregard the constitutional rights of its citizens, engage in the illegal suppression of expression and assembly, or employ the disproportionate use of force or extralegal violence to respond to the current situation.”

Police Badly Assault MDC Youth Leader During Protests

Police on Monday allegedly assaulted MDC Youth leader Discent Collins Bajila during violent protests that rocked Zimbabwe. Bajila was in Bulawayo when the incident happened.

Meanwhile police in Chitungwiza reportedly killed two people during the protests. this prompted protestors to burn down Makoni police station.

Who Is Tampering With The Social Media In Zimbabwe? Sites Down Yet Again.

The popular social media sites went offline at midnight on Monday and service was temporarily restored for two hours from 6am to 8am.

While ZimEye.com is still finding out what could be happening to the sites, many Zimbabweans believe that government is behind the blackout.

State security has in the last few days been accusing the social media sites for the collapse in the country’s economy and for Monday’s citizen protests against President Emmerson Mnangagwa’s government.

Why The Military Supports Mnangagwa

Zimbabwe’s military deployed in several areas of the capital, Harare, Monday, to put down anti-government demonstrations against President Emmerson Mnangagwa’s government.

This is the second time that the military has been called in to put down protests since Mnangagwa came to power in late 2017. Both times the military opened fire and wounded civilian bystanders.

Zimbabwe’s well-trained and well-equipped military brought President Emmerson Mnangagwa to power in November, 2017, when it put former longtime leader Robert Mugabe under house arrest and patrolled the streets of Harare.

Although Mugabe, who ruled Zimbabwe for 37 years, was supported by the military, Mnangagwa’s government has greater military involvement. Former army commander Constantino Chiwenga is now vice president and at least two other former high-ranking military officers are in the Cabinet. The military is committed to keeping Mnangagwa in power.

The military rolled out onto the streets of Harare in August 2018 to put down protests against delays in announcing the election results. The military opened fire and 6 civilians were killed, some of them bystanders.

Police and soldiers used “unjustified and disproportionate” force in that incident, according to an official inquiry, which did not recommend criminal charges.

HOW IS THIS DIFFERENT FROM WHEN MUGABE RULED?

There were some anti-Mugabe protests during his lengthy rule, but they were quickly put down, generally by the national police force, especially the special anti-riot unit.

The police frequently fired tear gas and rubber bullets and arrested people by the truckloads. The police invoked draconian laws that outlawed public gatherings of more than 3 people without prior police approval.

Mugabe also operated a network of state security within Zimbabwe, the Central Intelligence Organization, which had agents throughout the country. With effective intelligence, most demonstrations were dispersed by police before a crowd could even gather.

Some prominent government critics were arrested, tortured and at least one was never seen again. Considerable violence was meted out by militias loyal to Mugabe, that were not part of the police or military but permitted to maraud with impunity.

However, it was rare for the military to be deployed and open fire in the cities.

Correspondent|Exiled former Minister of Youth Patrick Zhuwawo has warned President Emmerson Mnangagwa that ZANU PF legislators are plotting to impeach him.

Writing in his Zhuwawo Brief on Monday Zhuwawo said, “You already know that most of the ZANU PF legislatures are itching to impeach you as you correctly observed on Wednesday 30 May 2018. The mass action is spurring them on to save the nation and their constituents from further suffering and to also protect their jobs.”

Zhuwawo said Mnangagwa has failed to uphold the constitution and those are the grounds that will be used to impeach him.

“Grounds for your impeachment in terms of Section 97(1) of the Constitution of Zimbabwe for (a) serious misconduct , (b) failure to obey, uphold and defend the constitution ,and (c) willful violation of the constitution are being prepared.”

Zhuwawo further urged Mnangagwa to follow the example of former President Robert Mugabe and accept his fate to save the lives of Zimbabweans.

“As your impeachment looms, it is in your best interest that you accept it and contain your die hard sycophants from engaging in conduct that will be attributed to you in both local courts and International courts of justice.

“You must take a leaf from President Mugabe who chose to save lives by accepting your treachery in November 2017.The nation need to move forward with dialogue to institute necessary reforms and restore legitimacy as the basis for resolving the economic crisis.”

Last year there were reports that Vice President Constantino Dominic Nyikadzino Chiwenga is plotting with ZANU PF officials and members of parliament to impeach President Emmerson Mnangagwa soon after elections.

During the harmonized elections campaign President Mnangagwa warned ZANU PF members for plotting to impeach him and told them that he has all the information of their plots.

Zhuwawo is in exile after fleeing the bloody the coup that ended Robert Mugabe’s 37 years of rule.

Lawyers Deployed To Offer Legal Support To Citizens Arrested During Shutdown

ZIMBABWE Lawyers for Human Rights (ZLHR) on Monday 19 January 2019
deployed lawyers to offer emergency legal support services to 12
people who were arrested by Zimbabwe Republic Police (ZRP) officers in
Harare following protests held over the country’s worsening economic
crisis.

In Mabvuku high density suburb, ZLHR deployed lawyers to offer
emergency legal support services to nine people who were arrested by
ZRP officers while in Goromonzi North, ZLHR is attending to three
people, who were arrested by the law enforcement agents.

ZLHR has also received reports that some people were hospitalised
after sustaining injuries as they were assaulted and shot at as
Zimbabwean authorities clamped down on protesters.

Nurse Records Patients Screaming In Labour, Sends Clips To Boyfriend

MASVINGO General Hospital nurse Kundai Chitita is under fire after she recorded screaming and groaning patients in labour inside maternity wards and sending the audio clips to her boyfriend Tichafara Mugumbate.

The 29-year old nurse’s shenanigans were exposed by the South Africa-based boyfriend after they broke up two weeks ago.

Apart from sending audio clips of women in labour, Kundai was also in the habit of sending her nudes to Tichafara.

“The recording of the patient screaming in labour… I sent it to him by mistake,” Kundai said when exposed.

“As for the nudes, they are mine yes. I used to send him when we were still in a relationship but when we broke up he started acting weird and posting them in different WhatsApp groups.”

However, the chat between the two shows that Kundai actually discussed the issue with Tichafara before sending it to him. See below:

Efforts to get a comment from Tichafara were fruitless as his South African number was not being picked up.

“His family and my family are aware of what he is doing. They have tried to talk him out of it but he won’t listen.”

The military cannot be duped again to intervene against the  people by your disingenuous attempts to pass the blame to them for what may happen just like you did for the 1st August 2018 killings. You hid in South Africa during the November 2017  coup so that you could deny involvement had the coup failed.

Your duplicitous record of treachery is legendary.

Social Media Back, Up And Running In Zimbabwe

Own Correspondent|Social media platforms that went down in the country at midnight on Monday have been restored as of Tuesday at 06:30am, ZimEye.com can reveal.

Scores of ZimEye.com readers inundated the media over night indicating that they could not get access to their social media sites and believed that government had lived to threats that the sites would be shut down.

Reports coming in indicate that the sites are now up and running much to the relief of the addicted users.

The government has in various statements claimed that social media has been behind the wide spread civic protests that rocked the country on Monday.

Govt Finally Confirms That People Were Killed On Day 1 Of Citizens Protest

By Paul Nyathi|The Minister of State For National Security Owen Ncube has confirmed revelations made by ZimEye.com on Monday evening that some people were killed during the protests that erupted across Zimbabwe on Monday after the government more than doubled fuel pump prices.

In a statement captured by state media,
Minister Ncube said,“regrettably, this has resulted in the loss of life and property including injury to police officers and members of the public. We express our deepest condolences to the bereaved families.”

The Minister however did not mention how many people lost their lives in the protests. Sources close to ZimEye.com indicated on Monday evening that at least three people including a school child were killed.

Two of the people are said to have died of gunshot wounds while a lower grade pupil was killed during a stampede as learners fled from a Mabvuku primary school when police unleashed teargas into the learning institution.

Minister Ncube said more than 200 people have been arrested in connection with the violence while the Zimbabwe Association of Doctors for Human Rights (Zadhr) confirmed that at least eighteen people were attended to by their doctors with gunshot injuries and other varied injuries.

The doctors have, meanwhile, put out a notice to say its members are available to provide support for those ‘affected by demonstrations’ .

Zimbabwe Government Issues Threatening Statement

Media Statement|Over the past few weeks, Government has closely monitored activities of a coalition of non-governmental organisations in the country, especially in and around Harare.

It has become obvious that there is deliberate plan to undermine and challenge the prevailing constitutional order born out of the 2018 July 30 Harmonised Elections which were democratic, free and fair, and which were subsequently upheld by the highest court of the land.

This brazenly unconstitutional plan which has sought financial support from some regime change organisations based in America and Germany among other countries represents a serious threat to our consolidating democracy, to the rule of law in our country, and to the authority of Government and the State.

Government is under no illusion as to the intentions and import of this plan which is being partly orchestrated by through the social media.

While Sections 58 and 59 of our Constitution grant freedom of assembly and association, and the right to demonstrate and petition, these rights do not sanction the subversion of the constitutional order and the rule of law.

Furthermore, they do not condone any activities designed and calculated to impede or stop broad socio-economic activity in the country, including challenging the right and entitlement of the rest of the citizenry to a normal, lawful, safe, secure and productive daily life.

Should that happen, the State, through the Government of the day, is mandated to step in with appropriate firmness, and on the strength of a mix of lawful instruments at its disposal, to protect and restore law and order in the Republic for the benefit of the ordinary citizenry.

This is the more so when intelligence available to Government clearly point to a foreign hand bent on aiding and abetting such chaos.

Government is aware of the involvement of non-citizens in the orchestration of this futile exercise.

Government will not hesitate to take action against such persons by withdrawing their visas, deporting them and declaring them persona non grata.

Government thus wishes to make it known to all those who have been conspiring to subvert peace, law and order in the country that it will respond appropriately. Both these unlawful meetings and treasonable liaisons with foreign organisations must stop forthwith.

In respect of political “NGOs” currently grouped as the so-called Zimbabwe Civil Society Convergence (ZCSC), and which have been meeting at the Crisis in Zimbabwe Offices and elsewhere, Government sternly warns them against overstepping their mandates, and against overplaying their hand.

They were never registered to operate as a disguised political force in the country, or to be a substitute for the popular will of the Zimbabwean people by wielding the power to revise outcomes of the Harmonised Elections of July 30, let alone by abridging the tenure of that democratic outcome.

Zimbabwe is an open system allowing for direct political competition in accordance with set rules and schedules.

What Government will not allow or countenance is the pursuit of politics disguised as non-governmental work, or politics using NGOs as some Trojan horse.

Equally, Government will not allow or tolerate the abuse of the social media and social media platforms in the name of freedom of, access to, information.

Government fully recognises the place and role of the Opposition in our body-politic.

However, Government will not accept a situation where opposition parties disguise themselves as NGOs or as civic groups both to secure condonation for unlawful acts such as sponsoring civil unrest, and to avoid abiding by and submitting to given electoral outcomes which did not favour them.

Rules of democracy and elections bid all actors to submit to ballot outcomes and, more importantly, to strictly follow and abide by the national electoral calendar.

Lastly, government wishes to remind trade union leaders that the cause of the worker can never be advanced through subversive political activities.

Such an association is sure to ill-serve their well-meaning membership which expects and deserves a clean and honest leadership that avoids dabbling in opposition politics.

“We Will Arrest You,” Govt Warns Social Media Users

Government has warned members of the public against infringing on the rights of others by blocking roads and causing chaos by forcing work bound people to return home.

The authorities have also castigated people abusing social media by posting inflammatory statements agitating Zimbabweans to engage in violence and unsanctioned demonstrations.

According to Government, those engaging in such acts will face the full wrath of the law when arrested.

In an interview, Home Affairs and Cultural Heritage Minister Cain Mathema said people should follow the country’s laws.

This comes after reports that some rowdy youths were this morning burning tyres and blocking roads in areas such as C-Junction in Chitungwiza, in Rugare, Damafalls, Epworth, Mabvuku, Kuwadzana, Kuwadzana Extension, Chiremba Road and along Harare-Bulawayo Road, among others.

Several people were also left stranded after commuter omnibus crews were not operating in and around the city.

“We want people to follow the law. Nobody has the right to block people from using the Zimbabwean space. The Zimbabwe Republic Police will act on such people.

“We understand why they are doing this, they are saboteurs. All we are saying is that don’t interfere with the freedom and rights of others,” Minister Mathema said.

On Sunday, the Zimbabwe Republic Police deployed officers in all residential areas, shopping centres and the Central Business District to conduct patrols, surveillance and stop and search following some social media articles agitating Zimbabweans to engage in violence and unsanctioned demonstrations.

In a statement, Minister Cain Mathema implored Zimbabweans to disregard the social media posts.

“My ministry assures all peace loving citizens and visitors that the Zimbabwe Republic Police has deployed officers in all residential, shopping centres and CBD to conduct patrols, surveillance, stop and search and in the process account for unruly elements who may try to disturb the tranquil environment which is prevailing in the country,” he said.

“May I urge Zimbabweans to continue undertaking their various social and economic activities as usual. Members of the public should feel free to access services from various entities without any hindrance.”

In the same vein, said Minister Mathema, transport operators should continue to offer services to potential passengers as stipulated in their Road Service Permits and Route Authorities. He urged drivers to report any acts of intimidation and incitement to commit violence to the police for swift action to be taken.

Airline Cancels All Flights Into Zim Due To Unrest

Own Correspondent|LOW-COST African airline Fastjet cancelled its remaining flights to and from Zimbabwe on Monday due to political unrest, it said in a statement on Twitter.

The airline – which flies from Harare to Bulawayo, Victoria Falls and Johannesburg – said all eight scheduled flights were cancelled.

A statement issued Monday afternoon by the airline read: “Fastjet Zimbabwe advises that flights for the remainder of the day to and from Harare, Zimbabwe, will be cancelled due to the current unrest affecting travel on the streets of Harare, and in particular to and from Robert Gabriel Mugabe International Airport.

“Affected customers will be allowed to change their bookings to a later date as long as travel is completed before 22 January 2019. Change fees will be waivered. Airfare differences may apply if the same fare is not available.

“The airline is making all efforts to contact affected customers. We will endeavour to minimise disruptions whilst still ensuring that the safety and security of our customers and staff remains a top priority. Further updates will be issued.”

Citizens Protests: State Activates All Its Security Organs.

Correspondent|Minister of State for National Security Owen Ncube says that the State has activated all its security organs to deal with citizens protests that kicked off in Harare and Bulawayo on Monday and may spread to other centres in the country in the days to follow.

State Media reports indicate that by Monday night over 200 unruly elements had been arrested in connection with the uncoordinated violence which saw the burning up of a police station, a tollgate and other forms of destruction of public and private property.

Government claims that the protest was planned and co-ordinated through social media which appears to have since been shut down in the country. According to Minister Ncube, the opposition MDC and Civil Society have been behind the protests.

“The prevailing security situation in the country is a culmination of a well orchestrated series of events by the MDC Alliance working in cahoots with NGOs, civic society, youth organisations, pressure groups and individuals,” said Minister Ncube.

“Regrettably, this has resulted in the loss of life and property, including injury to police officers and members of the public. We express our deepest condolences to the bereaving families. Full investigations are underway.”

According to the media, Minister Ncube said Government was aware of meetings organised by the Crisis Coalition in Zimbabwe from December 3 to 7 last year to foment disturbances in the country.

“These meetings were coordinated by Crisis Coalition and some identified foreign agents,” he said.

“There were other meetings such as the one held on 11th January 2019 in Belvedere, whose agenda was to plan for the disturbance of peace and render the country ungovernable,” he said.

“Pursuant to the nefarious agenda, the MDC Alliance activated its notorious terror groups which include the so-called Democratic Resistance Committees and the para-military Vanguard.”

Minister Ncube said yesterday’s events were instructive in two ways.

“They come against the background where His Excellency the President Cde Mnangagwa is out of the country and they are intended to undermine (kudira jecha) the ongoing re-engagement efforts of the President to market Zimbabwe at high level fora such as the World Economic Forum in Davos, Switzerland,” he said.

“The events of the past 24 hours have been characterised by a well-coordinated criminal behaviour, destructive and violent pattern which included the barricading of roads, harassment of innocent members of the public, burning of cars, disruption of children’s lessons in schools, forced closure of business entities, attempts to overrun police posts, destruction of property, unlawful possession and discharging of firearms in public, attacking tollgates and robbing them of cash as well as looting of shops,” said Minister Ncube.

“In short, this was terrorism and total breakdown of rule of law and order which had nothing to do with the constitutional right of citizens to demonstrate peacefully as enshrined in Section 59 of the Constitution of Zimbabwe.”

Minister Ncube said Government had activated all security organs to restore law and order and protect life and property.

“Government is appealing to members of the public to cooperate with the security institutions,” he said.

“Government is aware of the ring leaders, their modus operandi and their funders,” he said.

“Our security arms are now firmly on the ground tracking the criminals. They will be apprehended to face the full wrath of the law. In the meantime, security forces have arrested more than 200 individuals who were involved in these disturbances.

“Government urges members of the public to go about their normal day to day activities without fear as their security is guaranteed.”

Minister Ncube expressed deep condolences to bereaving families and said investigations were underway.

The government’s failure to arrest the country’s economic meltdown is quite apparent and what has worsened the situation is the fact that government continues to implement policies that continue to impact negatively on the lives of the majority of citizens most of whom are living far below the Poverty Datum Line (PDL).

CiZC reiterates that comments from government officials insinuating that the demonstrations are meant to effect regime change are quite unfortunate.

We condemn in the strongest of terms the heavy-handed approach by government in dealing with the demonstrators.

The move by the government to deploy armed police and soldiers against citizens exercising their democratic right to protests should be condemned in the strongest of terms.

In a move reminiscent of the August 1, 2018 incident during which soldiers killed 7 civilians in Harare, lives were lost while several people were injured when the army and police fired at civilians today, January 14, 2019.

It is quite evident that the government has resorted to military tactics in dealing with innocent civilians whose grievances are genuine. In this regard, we reiterate our demand for de-militarization of the Zimbabwean state and a return to constitutional order.

Government must never resort to military tactics when citizens protest against its failure to deliver. Such an approach will serve to worsen the current crisis in the country while further alienating the country from the international community.

We are concerned that the current economic meltdown has impacted negatively on human rights in Zimbabwe and in the process, leading to unnecessary loss of lives, arbitrary arrests and persecution of opposition activists and human rights defenders.

Zimbabweans Complain Of Failing To Access Social Media

By Paul Nyathi|ZimEye.com has been inundated with calls from Zimbabweans claiming that they are failing to access social media platforms WhatsApp, Twitter and Facebook as from midnight on Monday.

While most people contacted by ZimEye.com in the early hours of Tuesday morning confirmed that they were failing to access their social media sites only a couple claimed they were accessing the sites.

The possible blackout of social media follows a message which circulated on the social media on Monday indicating that government was threatening to block access to the social media sites on claims that the media was being used to mobilise citizens to rise against the government.

On Monday, thousands of Zimbabweans in the major cities took to the streets in spontaneous uncoordinated protests against a fuel price increase which was effected on Sunday. At the same time the Zimbabwe Congress of Trade Unions had called for a three day stay away from work calling on government to consider paying workers in United States Dollars.

The MDC Youth Assembly has received news from our security personnel at Morgan Tsvangirai house that the Headquarters was today the 14th of January 2019 set on fire by armed individuals riding unmarked vehicles.

This is not the first time that Zanupf has deployed it’s militia to bring down our party building.

Today citizens and various civic groups demonstrated, angered by continued price hikes in particular fuel following a recipe is announcement by Mnangagwa demanding action on his failed leadership.

Zimra Workers Join Strike Cite Incapacitation

THE Zimbabwe Revenue Authority (Zimra) and University of Zimbabwe employees yesterday downed tools, citing incapacitation and the deteriorating economic conditions, their unions said yesterday.

“We, the Zimbabwe Revenue Authority and Allied Workers Trade Union, having collated experiences and submissions from our membership across the country, noting the concerns and grievances raised in those submissions and the recommendations thereof; concerned about the rapid deterioration of conditions of work for our members across the country and the effects thereof, inter alia,” Zimbabwe Revenue Authority and Allied Workers Trade Union (Zimratu) president, Dominic Manyangadze said in a statement.

“Now, therefore, given the foregoing, it is thus declared as follows: (a) Most members are unable to report for duty with effect from the 14th of January 2019 due to incapacitation.”

Manyangadze said high transport costs, the sharp increase in basic commodities and quoting of some goods and services in United States dollars while salaries remained static, had forced them to down tools.

This came after several civil society organisations called for a countrywide mass shutdown in protest over the deteriorating economic situation. Other civil servants are also demanding a salary hike or that they be paid in hard currency.

However, Zimra spokesperson Francis Chimanda said it was business as usual as workers reported for duty yesterday.

In a statement, Chimanda said his organisation was in the process of reviewing conditions of service for employees in line with the prevailing economic climate

“Contrary to reports that are circulating on some social and digital media platforms, Zimra remains open for business as a provider of essential public services. Management is currently engaging its worker representatives to find ways to mitigate the challenges of the current economic situation to staff,” Chimanda said.

UZ workers’ committee also wrote to the institution citing “incapacitation” for failure to report for work after commuter omnibus fares rose from $1 to about $7 per trip. They proposed a two-day working week until the situation returns to normal.

They also complained over the rise in food prices at the university’s canteen.

“Employees are finding it difficult to come to work due to the erosion of their salaries,” part of the letter dated January 14 read.

Zanu PF Aligned Churches Endorse Mnangagwa’s Anti-People Fuel Prices

The Zimbabwe Amalgamated Council of Churches (ZACC) says fuel price increases were long overdue as Zimbabwe had become a looting ground, a situation that was creating shortages in the sector.

This follows the announcement of fuel price increases by President Emmerson Mnangagwa on Saturday.

ZACC Patron, Mr Jimayi Muduviri underscored the need for churches to support the President saying before the fuel increase, Zimbabwe had the cheapest fuel in the region and as result, it was used as a gaining ground by motorists on transit, hence causing shortages locally.

Covenant Apostolic Church of Christ leader, Bishop Obert Matsveru took a swipe on civic organisations and politicians who are fueling violence with an agenda to tarnish the image of the country and urged all citizens to pray for the nation.

The message was echoed by Reverend George Munongwa of the National Apostolic Faith Mission of Holy Ghost.

ZACC was formed in 2009 as the umbrella body meant to unite indigenous churches in the country.

Shock As Govt Blames MDC For The Monday Disturbances

The government says the opposition MDC Alliance and its allies are behind the violence that rocked some parts of the country today leading to loss of life and damage to property.

Govt Threatens Foreigners With Deportation

GOVERNMENT will revoke visas and deport foreigners who breach their conditions of stay in Zimbabwe by engaging in subversive activities, a senior official has said. Secretary for Information, Media and Broadcasting Services Mr Nick Mangwana issued the warning as it emerged that some foreign nationals were working with local non-governmental organisations (NGOs) to undermine the constitutional order.

Information to hand indicates that Crisis Coalition of Zimbabwe is coordinating planned anti-Government activities to paralyse the country and is seeking financial support from the United States of America and Germany.

The Herald first reported on the plot a fortnight ago, and those involved believe that the time is “now ripe”. The timing is predicated on perceived readiness by some quarters to take on the Government.

In a statement, Mr Mangwana warned against activities that disturb the peace in the country.

“Over the past few weeks, Government has closely monitored activities of a coalition of non-governmental organisations in the country, especially in and around Harare. It has become obvious that there is a deliberate plan to undermine and challenge the prevailing constitutional order born out of the 2018 July 30 harmonised elections which were democratic, free and fair, and which were subsequently upheld by the highest court of the land. This brazenly unconstitutional plan which sought financial support from some regime-change organisations based in America and Germany, among other coun

tries, represents a serious threat to our consolidating democracy, to the rule of law in our country, and to the authority of Government and the State. Government is under no illusion as to the intentions and import of this plan, which is being partly orchestrated through social media,” he said.

Mr Mangwana said while the Constitution grants freedom of assembly and association, it does not sanction subversion of the Constitution.

“While Sections 58 and 59 of our Constitution grant freedom of assembly and association, and the right to demonstrate and petition, these rights do not sanction the subversion of the constitutional order and the rule of law. Furthermore, they do not condone any activities designed and calculated to impede or stop broad socio-economic activity in the country, including challenging the right and entitlement of the rest of the citizenry to a normal, lawful, safe and secure, and productive daily life,” he said.

Mr Mangagwa said Government would not sit down and watch.

“Should that happen, the State, through the Government of the day, is mandated to step in with appropriate firmness, and on the strength of a mix of lawful instruments at its disposal, to protect and restore law and order in the Republic for the benefit of the ordinary citizen. This is more so when intelligence available to Government clearly points to a foreign hand bent on aiding and abetting such chaos.

“Government is aware of the involvement of non-citizens in the orchestration of this futile exercise. Government will not hesitate to take action against such persons by withdrawing their visas, deporting them and declaring them persona non grata,” he said.

“Government thus wishes to make it known to all those who have been conspiring to subvert peace, law and order in the country that it will respond appropriately. Both these unlawful meetings and treasonable liaisons with foreign organisations must stop forthwith.”

He said NGOs bent on causing chaos would be deregistered.

“In respect of political ‘NGOs’ currently grouped as the so-called Zimbabwe Civil Society Convergence, and which have been meeting at the Crisis in Zimbabwe offices and elsewhere, Government sternly warns against overplaying their hand. They have never registered to operate as a disguised political force in the country, or to be a substitute for the popular will of the Zimbabwean people by wielding the power to revise outcomes of the harmonised elections of July 30, let alone by abridging the tenure of that democratic outcome.

Zimbabwe is an open system allowing for direct political competition in accordance with set rules and schedules. What Government will not allow or countenance is the pursuit of politics disguised as non-governmental work, or politics using NGOs as some Trojan horse. Equally, Government will not allow or tolerate the abuse the social media and social media platforms in the name of, or access to, information,” added Mr Mangwana.

He said Government fully recognises the role and place of the opposition in the body politic.

“However, Government will not accept a situation where opposition parties disguise themselves as NGOs or as civic groups both to secure condonation for unlawful acts such as sponsoring civil unrest, and to avoid abiding by and submitting to given electoral outcomes which did not favour them. Rules of democracy and elections bid all actors to submit to ballot outcomes and, more importantly, to strictly follow and abide by the national electorate calendar,” said Mr Mangwana.

The warning by Government comes amid indications the so-called Zimbabwe Civil Society Convergence met at Crisis in Zimbabwe Coalition’s offices at No. 10 Longden Road, Belvedere, Harare.

The agenda was to call for a national shutdown from January 23-26.

They are reportedly mobilising opposition pressure groups, namely #Tajamuka, #Ocupy Africa Unity Square, #This flag, ZCTU, General Consensus, Citizen Manifesto and Concerned Citizen Agenda. These are supposed to play a leading role in strategising on the intended shutdown.

They allege that Government has failed its people and must cede power to other citizens.

“It was gathered that no notification of the demonstrations would be done to the regulating authority, and any effort by the police to stop the shutdown protests would be met with resistance. Crisis in Zimbabwe Coalition coordinator Rashid Mahiya is reported to have highlighted that the time is now ripe for national shutdown to take place. He is alleging that the country is slowly shutting down itself, hence all progressive Zimbabweans should join hands to shut down the country and open up on a fresh page,” said a source.

The “national shutdown” dates concide with the dates set by Zimbabwean Teachers Association and other teachers’ associations to stage protests.

Latest: ED Defends Fuel Price Increase

The recent decision to increase the prices of petrol and diesel was necessary and the conditions demanding that pronouncement presently remain unchanged, the President Mnangagwa has said.

Addressing international media here last night, Mnangagwa said the prior lower prices of petroleum products had made Zimbabwe attractive to external consumers who flocked into the country to buy petrol and diesel cheaply.

This comes as experts and economic analysts have thrown their weight behind a fuel audit directed by the President, saying this is a giant step towards ending rent-seeking behaviour on Government subsidies.

Mnangagwa indicated that black market currency dealings had contributed to a gross distortion of the fuel price, making it the lowest in the region.

Mnangagwa said: “The recent price increase was necessary and remains necessary. In our region, before two days ago, the price of fuel was about 60 (US) cents per litre, the lowest in the region.

“We have now brought it to the level of about US$1,30, which is the average in the region. The level of 60c per litre, even surrounding consumers of fuel would find it cheaper to come into Zimbabwe to access that fuel.

“As you are aware, we depend on hard currency (to buy fuel) which we do not produce, but (which we) earn through exports. So we have very limited capacity in acquiring hard currency. But we have enough hard currency resources for our domestic market.

“At the level at which now we have priced our fuel, it will stabilise the aspect of fuel filtering to neighbouring consumers.”

The President added that Zimbabwe was a country that was metamorphosing economically and politically, and the fruits of this would not be reaped overnight.

“You must realise that Zimbabwe is going through both political and economic reforms. These do not come easily. We have introduced austerity measures and it will take time for things to settle and results to show that this is where we must go to grow our economy and improve the lives of our people,” Mnangagwa said.

The President has granted tax rebates to various registered businesses so that they continue to supply goods and services at old prices without having to pass on the higher cost to consumers.

Mnangagwa on Saturday said the Government would soon institute an audit on how the different fuel facilities had been utilised on the back of persistent fuel shortages despite Government pumping in millions of US dollars every month to import fuel.

Mnangagwa said to curb misuse of fuel in the country, Government, through relevant departments, which include its security structures, had started on a comprehensive audit of all fuel draw-downs with a view to establishing points of leakages and promised punishment for criminal conduct.

Chiwenga Warns Land Grabbers, Your Time Is Up Now

Time for unplanned urban and rural settlements is over and local authorities must make urban expansion plans in line with Government’s vision of an upper middle income economy by 2030, Acting President Constantino Chiwenga has said.

The Acting President said this while officially opening a two-day Ministry of Local Government, Public Works and National workshop on spatial planning.

“The era of unplanned urban and rural settlements is gone. We need to take spatial planning seriously and it is my hope that this workshop will come up with sound and sustainable solutions that address the challenges that local authorities are faced with today,” the Acting President said.

“It goes without saying that the mushrooming of new suburbs that have become an eyesore in many parts of our cities and towns, is a consequence of either the absence of, or poor spatial planning. We therefore need to plan properly the growth and expansion of our urban settlements bearing in mind our development trajectory towards a middle income economy by 2030,” he said.

A number of illegal and unplanned settlements sprouted at the height of activities of land barons and Government has since instituted a probe into their actions. Thousands of people were fleeced of their money by the land barons.

Acting President Chiwenga said any development should be guided by master or local layout plans to create orderly, healthy, safe, functional and attractive environments.

“Spatial planning ensures efficient land utilisation and space conservation. Land is finite and we can no longer afford to keep on growing our urban settlements horizontally. Instead we should revisit old plans and start building vertical structures,” he said.

Acting President Chiwenga said unplanned urban expansion was also chewing up agricultural land.

“Increasingly, we have been expending arable land which impacts on agricultural production and our ability to feed the nation as the population grows in the future,” he said.

The Acting President said spatial planning was critical in attracting both domestic and foreign investors.

“I am quite positive that stakeholders here present are aware that land, its planning, administration and management is at the centre of achievement of the 2030 vision of a middle income economy. Therefore, spatial planning is critical in ensuring that this valuable resource is utilised economically and to best advantage for economic benefit to the nation,” he said.

The workshop is being attended by planners drawn from local authorities countrywide.
